    Reacting to the International Criminal Court’s first-ever ruling on climate change, co-leader of the Green Party, Carla Denyer MP, said:

    “In a landmark ruling today the ICJ has made clear that failure to take decisive action to protect the climate, through continued fossil fuel production and consumption and granting fossil fuel exploration licences, can be considered as acting ‘wrongfully’. This means the UK has a legal duty to speed up the transition towards a cleaner, greener economy and block any new licences for the extraction of fossil fuels. 

    “The ruling also made clear that human rights must be at the heart of climate action because climate breakdown affects our rights to health, homes, and livelihoods.

    “The court has recognised that rich countries like the UK, responsible for ongoing and historic pollution, have a special responsibility to act, and to offer compensation to countries and communities already suffering from floods, droughts, and rising sea levels.

    “Today’s ruling should be the moment we draw a line. Governments that fail to act and polluters that refuse to clean up their act must no longer be allowed to harm communities either at home or across the globe with impunity.”

    TIANJIN, July 23 (Xinhua) — The “2025 SCO Dialogue of Civilizations” was held in north China’s Tianjin on Wednesday, jointly organized by the State Council Information Office, the Foreign Language Publication and Dissemination Office of China and the Secretariat of the Shanghai Cooperation Organization (SCO). The event is aimed at deepening mutual understanding and strategic trust, and promoting the building of a closer SCO community with a shared future.

    More than 300 guests from government departments, think tanks, culture, art, education and other fields from SCO member countries attended the event and held an in-depth exchange of views on the theme “Promoting the Global Initiative of Civilizations – Building a Beautiful Common Home of the SCO”.

    BEIJING, July 23 (Xinhua) — Investing in China for the future with mutual benefits has become a broad consensus among global investors, Chinese Foreign Ministry spokesperson Guo Jiakun said Wednesday.

    Guo Jiakun pointed out that the Chinese side invites companies from all countries to participate in Chinese-style modernization, achieving more significant results and greater progress in the process of integration into high-quality development.

    A recent report released by the US-China Business Council shows that 82 percent of US companies in China will post a profit in 2024. While many companies said their biggest concerns were uncertainty in Sino-US relations and tariffs, the Chinese market remains vital to them.

    Commenting on this information, Guo Jiakun said that as of March 2025, 1.24 million foreign-invested companies had been established in China, with a total investment of nearly US$3 trillion.

    “By promoting China’s reform and opening up, these companies will enjoy broad growth opportunities and significant returns on investment,” the diplomat said, adding that statistics show that the number of newly established foreign-invested enterprises in China has seen a double-digit increase in the first half of 2025.

    Guo Jiakun noted that the just-concluded 3rd China International Supply Chain Expo saw the number of participating countries and regions increase to 75, while the first such event saw only 55 countries and regions.

    The number of American participants increased by 15 percent compared to the previous exhibition, which allowed the United States to maintain its leadership among foreign exhibitors. Among the foreign companies represented, more than 65 percent are included in the Fortune Global 500 list or are industry leaders.

    “Foreign-invested enterprises are expressing their confidence in China’s economic prospects through their concrete actions,” Guo Jiakun emphasized.

    The diplomat added that the Chinese government recently introduced new measures to encourage foreign investment, demonstrating sincerity and determination in promoting high-level opening-up. –0–

    BEIJING, July 23 (Xinhua) — Over the past five years, China has comprehensively strengthened criminal protection for trade secrets in key sectors such as strategic emerging industries, future industries and industries with traditional advantages, Li Jiantao, director of the Intellectual Property Crime Investigation Department of the Ministry of Public Security, said Wednesday.

    During the 14th Five-Year Plan period (2021-2025), public security organs across China launched a special campaign, investigating 576 criminal cases involving violations of commercial secrets in key sectors, Li Jiantao said at a press conference held by the State Council Information Office.

    Moscow, July 23 (Xinhua) — In the first six months of 2025, 63 percent fewer new passenger cars were imported into Russia than in the same period a year earlier, the analytical agency Avtostat reported on Tuesday.

    In January-June 2025, 149.3 thousand new passenger cars were imported to Russia, 77% of which were imported from China. The leaders in terms of import volume among brands were Changan, Geely and Haval, and the most popular models in the structure of Russian imports of new passenger cars were Changan UNI-S/CS55 Plus, Geely Monjaro, Changan CS35 Plus.

    According to the results of 2024, 924.6 thousand new passenger cars were imported to Russia, which is 31 percent more year-on-year. In the first six months of 2024, 408.5 thousand new cars were imported. –0–

    Operation Grayskull Eradicated Four Dark Web Child Abuse Sites and Led to the Convictions of 18 Offenders to Date, Who Have Collectively Received More than 300 Years in Prison

    Today, the Justice Department announced the results of Operation Grayskull, a highly successful joint effort between the Department of Justice and the FBI that resulted in the dismantling of four dark web sites dedicated to images and videos containing child sexual abuse material (CSAM). To date, the operation has led to the convictions of 18 offenders, including a Minnesota man who was sentenced yesterday to 250 months in prison and lifetime supervised release for his involvement with one of these dark web sites. He was also ordered to pay $23,000 in restitution.

    “Today’s announcement sends a clear warning to those who exploit and abuse children: you will not find safe haven, even on the dark web,” said Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “These offenders thought that they could act without consequences, but they were wrong.  Thanks to the relentless determination of our prosecutors and law enforcement partners we have exposed these perpetrators for who they are, eliminated their websites and brought justice to countless victims.”

    “This operation represents one of the most significant strikes ever made against online child exploitation networks,” said FBI Director Kash Patel. “We’ve not only dismantled dangerous platforms on the dark web, but we’ve also brought key perpetrators to justice and delivered a powerful message: you cannot hide behind anonymity to harm children.”

    “Yesterday’s sentencing reaffirms our steadfast commitment to protecting our children, the most vulnerable among us, from those who exploit and harm them through the despicable trade in child sexual abuse material,” said U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida. “Thomas Peter Katsampes and his co-conspirators ran some of the darkweb’s most heinous networks, enabling horrific crimes against innocent victims, but Operation Grayskull has shut these sites down and delivered justice. We applaud the FBI and our international partners for their tireless work, and let this be a clear warning: we will relentlessly pursue and prosecute anyone engaged in such atrocities, no matter how they attempt to cover their tracks.”

    Thomas Peter Katsampes, 52, of Eagan, Minnesota, pleaded guilty to conspiracy to advertise and conspiracy to distribute child pornography on Feb. 27. According to court documents, Katsampes joined a dark web site dedicated to CSAM in 2022, advertised and distributed CSAM over the website, including CSAM depicting prepubescent children, and eventually worked his way up to a staff position on the web site, which, among other things, involved moderating the site, enforcing the site’s rules for posting CSAM, and advising the site’s users about how to post CSAM.

    In addition to Katsampes, eight individuals have been convicted and sentenced in the Southern District of Florida for their involvement in running the primary site targeted by Operation Grayskull.

    The website’s leaders advertised and distributed CSAM, promulgated rules for the website, enforced the rules by banning or scolding users who violated them, held staff meetings, recruited members to serve as staff members, recommended users for promotion, edited and deleted user posts, praised individuals for participating in and contributing to the website, kept records of CSAM posts made by individual members, and paid for and maintained the website servers, among other things.

    Operation Grayskull resulted in the dismantling of a total of four sites dedicated to images and videos depicting child sexual abuse. These websites were some of the most egregious on the dark web, and they included sections specifically dedicated to infants and toddlers, as well as depictions of violence, sadism, and torture. The websites also contained detailed advice on how to avoid detection by law enforcement – for example, by using sophisticated technologies.

    In other judicial districts around the country, nine additional individuals have been convicted for their involvement with these websites, including the following:

    • Charles Hand, of Aberdeen, Maryland, was prosecuted in the District of Maryland and was sentenced to 14 years in federal prison;
    • Michael Ibarra, of Wenatchee, Washington, was prosecuted in the Eastern District of Washington and was sentenced to 12 years in prison;
    • Clay Trimble, of Fordyce, Arkansas, was prosecuted in the Eastern District of Arkansas and was sentenced to 18 years in prison;
    • David Craig, of Houston, Texas, was prosecuted in the Southern District of Texas and was sentenced to nine years in prison;
    • Robert Rella of Chesapeake, Virginia, was prosecuted in the Eastern District of Virginia and was sentenced to five years and eight months in prison;
    • Samuel Hicks, of Fort Wayne, Indiana, was prosecuted in the Northern District of Indiana and was sentenced to 16 years in prison;
    • Richard Smith of Dallas, Texas, was prosecuted in the Eastern District of Texas and was sentenced to 14 years in prison;
    • Patrick Harrison, of Grand Rapids, Michigan, was prosecuted in the Western District of Michigan and was sentenced to five years and ten months in prison.
    • Thomas Gailus, of Webbers Falls, Oklahoma, was prosecuted in the Eastern District of Oklahoma, and his sentencing is pending.

    Two other individuals in the United States died before being charged for their involvement with the websites. The operation also resulted in arrests in the United Kingdom, the Netherlands, Italy, Germany, Estonia, Belgium, and South Africa.

    The FBI’s Child Exploitation Operational Unit and Miami Field Office, West Palm Beach Resident Agency investigated the cases.

    Acting Deputy Chief Kyle P. Reynolds and Trial Attorney William G. Clayman of the Justice Department’s Child Exploitation and Obscenity Section (CEOS) and former Assistant U.S. Attorney Gregory Schiller of the Southern District of Florida coordinated the operation and prosecuted the defendants in the Southern District of Florida.

    Substantial assistance for the cases prosected in the Southern District of Florida was provided by FBI Field Offices and Resident Agencies in Huntsville, Alabama; Reno, Nevada; Clarksville, Tennessee; Raleigh, North Carolina; Madison, Wisconsin; Tacoma, Washington; Grand Rapids, Michigan; and Minneapolis, Minnesota; CEOS’s High Technology Investigative Unit; and the U.S. Attorney’s Offices for the Northern District of Alabama, District of Nevada, Middle District of Tennessee, Eastern District of North Carolina, Western District of Wisconsin, Western District of Washington, Western District of Michigan, and District of Minnesota.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.     • Charles Hand, of Aberdeen, Maryland, was prosecuted in the District of Maryland and was sentenced to 14 years in federal prison;
    • Michael Ibarra, of Wenatchee, Washington, was prosecuted in the Eastern District of Washington and was sentenced to 12 years in prison;
    • Clay Trimble, of Fordyce, Arkansas, was prosecuted in the Eastern District of Arkansas and was sentenced to 18 years in prison;
    • David Craig, of Houston, Texas, was prosecuted in the Southern District of Texas and was sentenced to nine years in prison;
    • Robert Rella of Chesapeake, Virginia, was prosecuted in the Eastern District of Virginia and was sentenced to five years and eight months in prison;
    • Samuel Hicks, of Fort Wayne, Indiana, was prosecuted in the Northern District of Indiana and was sentenced to 16 years in prison;
    • Richard Smith of Dallas, Texas, was prosecuted in the Eastern District of Texas and was sentenced to 14 years in prison;
    • Patrick Harrison, of Grand Rapids, Michigan, was prosecuted in the Western District of Michigan and was sentenced to five years and ten months in prison.
    • Thomas Gailus, of Webbers Falls, Oklahoma, was prosecuted in the Eastern District of Oklahoma, and his sentencing is pending.

    Two other individuals in the United States died before being charged for their involvement with the websites. The operation also resulted in arrests in the United Kingdom, the Netherlands, Italy, Germany, Estonia, Belgium, and South Africa.

    The FBI’s Child Exploitation Operational Unit and Miami Field Office, West Palm Beach Resident Agency investigated the cases.

    Acting Deputy Chief Kyle P. Reynolds and Trial Attorney William G. Clayman of the Justice Department’s Child Exploitation and Obscenity Section (CEOS) and former Assistant U.S. Attorney Gregory Schiller of the Southern District of Florida coordinated the operation and prosecuted the defendants in the Southern District of Florida.

    Substantial assistance for the cases prosected in the Southern District of Florida was provided by FBI Field Offices and Resident Agencies in Huntsville, Alabama; Reno, Nevada; Clarksville, Tennessee; Raleigh, North Carolina; Madison, Wisconsin; Tacoma, Washington; Grand Rapids, Michigan; and Minneapolis, Minnesota; CEOS’s High Technology Investigative Unit; and the U.S. Attorney’s Offices for the Northern District of Alabama, District of Nevada, Middle District of Tennessee, Eastern District of North Carolina, Western District of Wisconsin, Western District of Washington, Western District of Michigan, and District of Minnesota.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     The Israeli aid system is inhumane, ineffective, dangerous and fuelling instability: UK statement at the UN Security Council

    Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council open debate on the Middle East Peace Process.

    My Foreign Secretary has been unequivocal: the war in Gaza must end now. Hamas and Israel must both commit to a ceasefire now.

    A ceasefire is within reach and we urge all sides to make it a reality, to secure the release of the hostages, who have been cruelly held by Hamas since 7 October, and to end the appalling suffering of Palestinian civilians.

    I will make three points.

    First, the Israeli aid system is inhumane, ineffective, dangerous and fuelling instability. Reports and images this week of children dying from starvation are beyond horrific.

    The IDF is shooting at desperate Palestinian civilians on an almost daily basis. Hamas is exploiting this disorder.

    We call on Israel to end these attacks, hold those responsible to account and to work with the UN to implement effective aid distribution in line with humanitarian principles and international humanitarian law.

    And let me reaffirm the UK’s firm and unequivocal support for the UN and OCHA in their brave efforts to get aid into Gaza.

    We also condemn recent strikes on the WHO in Deir al Balah. Humanitarians and civilians must be protected.

    Second, we condemn Defence Minister Katz’s proposals of forced displacement to Rafah. Illegal settlement expansion in the West Bank continues at pace as well as settler violence, and even terrorism, against Palestinians. This is an accelerating campaign to prevent a Palestinian state.

    We condemn these attacks and call for Israel to hold its citizens to account.

    We also oppose the reintroduction of the E1 settlement plan, which is a flagrant breach of international law.

    Third, we are clear that Hamas must play no future role in the governance of Gaza or be able to threaten Israel’s security again. However, the organisation which represents a credible alternative to Hamas, the Palestinian Authority, is being undermined by Israeli actions.

    Israel is withholding $2.6 billion in clearance revenues, crippling the Palestinian economy and pushing essential health and education services to the brink. This is not conducive to Israel’s security.

    President, the United Kingdom is resolute in our commitment to a two-state solution and my Foreign Secretary has been clear that we are prepared to take further action to prevent the forcible erosion of the only viable path to lasting peace.

    Next week’s conference, co-chaired by France and Saudi Arabia, is a vital opportunity to demonstrate the strength of international resolve to secure a better future for Israelis, Palestinians and the region.

  • MIL-OSI USA: Reflections on the CALL/ACBD Conference

    This Memorial Day weekend, I attended the Canadian Association of Law Libraries (CALL/ACBD) conference in Calgary, Canada. Given my background as primarily a U.S. law librarian with most of my formal collection work being done at the U.S. Supreme Court, it was a boon to be able to learn about law librarianship in a different country. I was both lucky and a little unlucky – since the Canadian legal system is in English, although there is a French version of everything too. It is a common law country with a civil law jurisdiction as well. For any U.S. residents who are familiar with law in Louisiana, it is a civil law jurisdiction like Quebec; however, that similarity does not mean that Canada’s legal system is just like the United States. Nothing I understand about the U.S. legal system can be transferred to my understanding of the Canadian legal system without research and engagement in understanding the differences and similarities. It is fascinating that all criminal law is the same everywhere in Canada, even though civil law is different in each provincial jurisdiction.

    Another fact of Canadian law that I find so incredibly reasonable, but never thought about before this conference, is how much history affects how and what laws are passed, and the differences that exist between U.S. and Canadian law. Every time a law was discussed during the conference, the context of when it was passed was also discussed. Seeing how the law in Canada dealt with the problems Canadians were facing helped me realize that U.S. laws also deal with the problems the U.S. and the individual states are facing, and particularly their attempts to solve those problems. I have always been deeply interested in how the facts of a case relate to its outcome and to what lesser extent facts lead to legislation being passed. Travelling to a different country and learning how they view their laws and their history for themselves was a huge revelation for me. This view made it clear why robust foreign and comparative legal collections need to be maintained here in the U.S. to support such research and learning. I left the conference feeling that with hard work and determination, and historic moments in mind, one can interpret and compare the laws in any jurisdiction.

  • MIL-OSI Canada: CBSA officers at Calgary International Airport and Commercial operations seize 160 kg of cannabis, worth over $1.2 million, in a year

    Over the past year, the CBSA has seized more than 160 kg cannabis at the Calgary International Airport and Calgary Commercial operations. The majority of the cannabis was illicit and destined for export. The total amount has an estimated street value of over $1.2 million. These seizures disrupt organized crime that helps fund other illegal activities such as narcotics and weapons smuggling.

    Among these seizures, border services officers at the Calgary International Airport seized 109 kg in 4 separate smuggling attempts. In each attempt, the cannabis was discovered in vacuum-sealed packages within suitcases destined for the United Kingdom (U.K.). The travellers involved were arrested by CBSA officers.

    Some additional highlights include:

    • On July 12, 2025, officers intercepted 12.29 kg of cannabis contained in an otherwise empty suitcase from a Canadian citizen.
    • On May 13, 2025, officers intercepted 17.5 kg of cannabis from the suitcase of a traveller from Hong Kong.
    • On October 27, 2024, officers intercepted 31.6 kg of cannabis from a Canadian citizen on a stopover from Vancouver. Officers also found 1 gram of fentanyl and 29 grams of cocaine in small bags hidden within this traveller’s suitcases.
    • On Aug 31, 2024, officers intercepted 48 kg of cannabis concealed in bath towels within two suitcases of a Canadian citizen. A second Canadian citizen was also arrested.

    At Calgary Commercial operations, officers intercepted 9 packages containing small amounts of cannabis of 1 to 10 kg each bound for the U.K., Belgium and the Netherlands. The cannabis was contained in vacuum-sealed bags and were falsely declared.

    Although cannabis is legal in Canada, the illicit cross-border movement of cannabis is a serious criminal offence, punishable with imprisonment of up to 5 years under the Customs Act and up to 14 years under the Cannabis Act.

    HAMPTON BAYS, NY — Marking the solemn anniversary of their execution, Congressman Nick LaLota (R-NY-01) last week reintroduced H. Con. Res. 41, a bipartisan resolution in the House of Representatives demanding long-overdue accountability for the brutal murders of Ylli, Agron, and Mehmet Bytyqi—three American citizens from Hampton Bays—killed during the Kosovo War. LaLota’s resolution renews the call for justice and urges the U.S. government to press Serbia to investigate and prosecute those responsible.

    “We honor the memory of Ylli, Agron, and Mehmet Bytyqi—with heavy hearts and unshaken resolve. To mark the solemn anniversary of their tragic loss, I am reintroducing H. Con.     Background:

    In 1999, brothers Ylli, Agron, and Mehmet Bytyqi—proud residents of Hampton Bays—traveled overseas to provide humanitarian assistance in the aftermath of the Kosovo War. While on a humanitarian mission, unarmed and in plain clothes, the brothers accidentally crossed an unmarked border into Serbian-controlled territory, where they were arrested by Serbian authorities on July 8, 1999, and later executed.

    Despite over two decades of promises and investigations, no one has been held accountable for their murders. In 2018, the U.S. State Department sanctioned Serbian official Goran Radosavljevic under Section 7031(c) for his role in the gross human rights abuses, including the murders of the Bytyqi brothers.

    LaLota’s resolution expresses the sense of Congress that:

    • Those responsible for the murders of U.S. citizens Ylli, Agron, and Mehmet Bytyqi must be brought to justice;

    • It is unacceptable that no one has ever been charged or convicted for these heinous crimes;

    • The Serbian government, including its War Crimes Prosecutor’s Office, must make investigating and prosecuting those involved a top priority;

    • The United States should continue to dedicate resources to assist and monitor Serbia’s efforts to bring those responsible to justice; and

    • Progress on this case should remain a critical factor in the future of U.S.-Serbia relations.

  • MIL-OSI Africa: The ‘Oil Industry, African Energy Chamber (AEC) and Africa Bromance’ Remains Committed to Africa’s Energy Development Despite Attacks from Foreign Funded Groups

    In yet another attack on the African oil and gas industry, Extinction Rebellion has condemned South Africa as it strives to advance oil and gas exploration across its offshore market. An article published this week by the group’s spokesperson Moraig Peden cites new offshore oil and gas projects as being in direct conflict with the country’s climate commitments, despite the fact that operators have secured environmental authorization to explore offshore. Representing the voice of the African energy sector, the African Energy Chamber (AEC) (https://EnergyChamber.org) condemns the article as yet another blatant attack on not only the African energy industry but its population at large. Oil and gas will play a fundamental role in alleviating energy poverty in Africa and the AEC – in collaboration with the oil industry and African communities – will continue advocating for offshore exploration and production.   

    Groups such as Extinction Rebellion has been consistent in their attacks against the industry, turning to violent and disruptive measures to voice their biases and relentless opposition. Rather than peaceful protests, foreign funded environmental groups have turned to climate-motivated sabotage. Activists from Shut the System, for example, sabotaged internet cables in London in early 2025. Following which, the group stated that they “vow to wage a campaign of sabotage targeting the tools, property and machinery of those most responsible for global warming.” This is a direct attack on the industry.  

    Another group, Just Stop Oil, has also been relentless. Attacks include throwing soup at Van Gogh’s Sunflowers painting, throwing paint on Stonehenge, gluing themselves to roads to stop traffic, cable-tying themselves to goal posts at sports events and England-wide blockades at ten critical oil facilities in 2022. Just Stop Oil protestors were also given multi-year prison sentences in England in 2024 for their roles in closing multiple junctions of the M25 motorway. In the US, Greenpeace was issued to pay $660 million in damages in 2025 for malicious interference with the Dakota Access Pipeline. The group also has a history of occupying coal power plants and blocking coal shipments in New Zealand, Australia and the UK. But it is the group’s attacks on the industry in Africa that stand to bring far-reaching disruptions.   

    Greenpeace has been strongly opposing exploration in Africa by companies such as Shell, Meren Energy (formerly Africa Oil Corp), TotalEnergies and more. All three companies have secured environmental authorization and/or financing for their offshore activities but Greenpeace continues to launch attacks against these companies. The company challenged Shell’s exploration rights in court and continues to ask for donations to support its attacks on oil companies.  

    “We at the chamber expected these attacks as we approach this next edition of AEW: Invest in African Energies. These attacks always come. We denounce the violence of Extinction rebellion.  We hope that we will have a robust conversation about Africans right to drill and provide energy for the millions of Africans that live without access to electricity or clean cooking solutions. The AEC-Africa-Oil and Gas Industry bromance will continue fighting for Africa. We will continue fighting to make energy poverty history. We will continue fighting for generations to come,” states NJ Ayuk, Executive Chairman of the AEC.  

    It is clear that the writer Peden does not fully understand the African context. If the writer truly understood what every day Africans in Mali, Mozambique, Namibia and other countries go through, she would not have this extremist and radical environmental agenda against the continent’s energy development. We must be reminded that over 600 million Africans live without access to electricity while over 900 million people live without access to clean cooking solutions. But it seems that Extinction Rebellion is bent on ensuring that Africans remain without access to electricity or the energy they need for the future. This is exactly what the AEC opposes. This is also why we are proud to be part of a bromance with Africa and the global oil and gas industry. This is why we will continue fighting for oil and gas exploration.  

    It is surprising to see that Extinction Rebellion and Peden criticize African exploration efforts when they fail to criticize the bromance between countries in other parts of the world and the oil and gas industry. They do not criticize Norway for producing four million bpd and sanctioning new energy projects or the UK which is drilling in the North Sea or the US in the Gulf. It is Africa, where people want to drill for more oil and gas to help lift the continent out of poverty, that the attacks come.

Moraig Peden and the foreign funded green groups now have the Mantashe Derangement Syndrome.  The attacks on Africans by Moraig Peden and Extinction rebellion deceitful and dishonest, Or blatantly dishonest. This is just the beginning, Africans and the energy industry have been through tough times, but you’ve never seen me quit and there’s no quitting on our fight to make energy poverty history and industrialize Africa. We see Moraig Peden’s attacks as simply hypocrisy especially coming from a wealthy woman with a Eurocentric view of energy who believes Africans should stay in the dark while she is shopping for car elevators” Concluded Ayuk.

    At the 32nd Annual General Meeting of Shareholders of the African Export-Import Bank (Afreximbank) (www.Afreximbank.com), held as part of the Bank’s 2025 Annual Meetings in Abuja, Nigeria, from 25 to 28 June 2025, shareholders approved a series of key resolutions aimed at strengthening the Bank’s strategic direction, financial resilience, and governance.

    Among the most significant outcomes was the appointment of Dr. George Elombi as the fourth President and Chairman of the Board of Directors, succeeding Professor Benedict Oramah, who will step down later this year after nearly a decade of transformative leadership.

    Shareholders also approved the expansion of the Bank’s Concessional Finance Window, increasing its capital allocation from USD 1 billion to USD 5 billion, and raising the direct shareholder contribution from USD 200 million to USD 700 million. This substantial expansion reflects the growing demand for accessible development finance across Africa and the Caribbean, and strengthens Afreximbank’s capacity to support inclusive and sustainable economic growth.

    In addition, shareholders reaffirmed the commitment of the Bank’s Member States to Afreximbank’s Preferred Creditor Status (PCS), as codified in the Bank’s Establishment Agreement, to which all Member States are signatories. This reaffirmation underscores continued support for the Afreximbank’s role as a trusted African Multilateral Financial Institution.

    In what marked his final Shareholders’ Meeting, Professor Oramah welcomed the outcomes and expressed appreciation for the vision and leadership shown:

    “It has been a great honour to serve as President and Chairman of the Board of Directors of Afreximbank for the past decade. I commend our shareholders for the bold and strategic decisions taken, particularly the unwavering reaffirmation of their commitment to respect their obligations under the Afreximbank Establishment Agreement, through which the Bank enjoys Preferred Creditor Status across its member states. We also welcome their decision to increase the size of the Africa Trade Transformation Fund (ATTF), the Concessional Finance initiative launched at the 30th Annual Meetings of the Bank, from USD 1 billion to USD 5 billion.     The shareholders in addition confirmed the re-election of Dr. Denny Hamachila Kalyalya (Zambia), Dr. John Panonesta Mangudya (Zimbabwe) and Mr. Victor Jérôme Nembelessini-Silué (Côte d’Ivoire) to the Bank’s Board of Directors. Independent Directors Mr. Anil Dua (United Kingdom) and Mr. Ronald Sibongiseni Ntuli (South Africa) were also re-elected.  Newly elected Directors include Mrs. Leila Mokaddem (Tunisia), as a nominee of the African Development Bank.

    The shareholders noted the challenges and negative reports disputing African Multilateral Financial Institutions and undermining the commitments that African states have made in the treaties establishing these institutions, including Afreximbank.

    In a statement unanimously endorsed and adopted by the General Meeting, Mr. Wale Edun, Nigeria’s Minister of Finance and Chairman of the General Meeting, affirmed the shareholders’ unwavering confidence in the Bank’s financial resilience and mandate to drive Africa’s trade-led growth.

    Mr. Edun stated: “The shareholders affirm their respect for the 1993 treaty establishing Afreximbank, signed and ratified by African states, noting that it enshrined binding sovereign commitments and underpinned the preferred creditor status (PCS) of the Bank, shielding its loans from sovereign debt restructurings.

    “Additionally,  shareholders reaffirm the commitment of the Bank’s Member States to the Preferred Creditor Status (PCS) enshrined in the Bank’s Establishment Agreement to which all Member States are signatories and call for collective responsibility in safeguarding the integrity of African Multilateral Financial Institutions (AMFIs).

    “This meeting confirms shareholders’ full commitment to supporting the Bank’s mission, and call upon all stakeholders to engage constructively, reflecting the Bank’s robust legal protections and credit fundamentals.”

    This collective statement by Afreximbank’s shareholders sends a strong signal to partners, rating agencies, and the broader financial community: the Bank remains a trusted and protected institution anchored by solid legal foundations and an unwavering mandate to drive Africa’s economic transformation through trade.

    Lord Mayor, Alderman Stephen Moutray, along along with former Deputy Lord Mayor, Cllr Kyle Savage who proposed the reception and Cllr Kyle Moutray – recently hosted a Civic Reception for the Members of Portadown Ladies Hockey Club after a historic season for the club, the highlight being the 1st XI Team being promoted to play in the EY Hockey Ireland Division 1 next season – the first time in the club’s history.

    The 2XI won their league and gained promotion, the 3XI were also promoted and 4XI did the double by winning their cup and gaining promotion by winning their league.   Also the newly formed 5XI reaching the final of the Minor Cup. The Club is going from strength to strength with a 6XI team planning to be formed next season.

    The Lord Mayor also congratulated the players of the club who have gained representative honours, also playing for Ulster and Ireland and wished them well as they head to Holland and Glasgow in a few weeks to play for Ireland.

    TIANJIN, July 23 (Xinhua) — China imported agricultural products worth a total of 13.66 billion U.S. dollars from other member states of the Shanghai Cooperation Organization (SCO) in 2024, with an average annual growth rate of 13.3 percent, data from the General Administration of Customs (GAC) shows.

    The relevant data were published at a meeting of the quarantine phytosanitary control mechanisms of the SCO member states, which took place on Wednesday in the city of Tianjin /Northern China/.

    According to the agency, to date, more than 290 types of plant products from other SCO member states have been approved for export to China.

    “We are willing to work with all parties to optimize risk assessment procedures, speed up the quarantine supervision approval process, and improve customs clearance efficiency through measures such as exchanging pest data, promoting mutual recognition of electronic certificates, and streamlining the inspection process,” said Zhao Zenglian, deputy director of the National Customs Administration of China.

    The meeting was organized by the Main Customs Administration of the People’s Republic of China. It was attended by more than 40 representatives of the SCO member states, the SCO Secretariat and diplomatic missions of the corresponding member states of the organization accredited in China.

    The event aimed to enhance efforts to prevent and control plant disease epidemics in the region, cooperate in smart surveillance and promote trade facilitation.     BRUSSELS, July 23 (Xinhua) — The European Union is stepping up talks with the United States to resolve an ongoing trade dispute while developing a range of possible countermeasures in case the talks fail, European Commission trade spokesman Olof Gill told Xinhua in an e-mailed statement on Wednesday.

    “The EU’s main focus is on achieving a result in the negotiations with the United States. Intensive contacts at the technical and political levels continue,” he said.

    As O. Gill pointed out, while diplomacy remains a priority for the EU, the ground is also being prepared for alternative outcomes, including additional countermeasures. As part of this preparation, he said, the EU plans to combine two existing lists of countermeasures into a single, streamlined package.

    “In order to improve the clarity, simplicity and effectiveness of our countermeasures, we will combine Lists 1 and 2 into one list and submit it to Member States for approval,” the official spokesperson explained.

    The statement said the combined document would include the already approved tariffs on €21 billion ($24.6 billion) of American goods and the previously proposed additional tariff list covering €72 billion of American exports. However, the combined measures would not come into force until August 7.

    Later on Wednesday, EU Commissioner for Trade Policy and Economic Security Maroš Šefčovič is expected to hold talks with US Commerce Secretary Howard Lutnik ahead of the Commission’s briefing at the Committee of Permanent Representatives of the EU Member States. –0–

    The INTERPOL-led border security operation Adwenpa II across West Africa has resulted in the arrest of human traffickers, migrant smugglers and the seizure of drugs, including nearly 90 kg of methamphetamine (pictured), stolen vehicles, cash and counterfeit goods.

    Cocaine, cannabis, heroine and 90 kg of methamphetamine were among the drugs seized during Operation Adwenpa II.

    More than 20 vehicles, including luxury cars from Belgium, France and Italy, recorded as stolen via INTERPOL databases were recovered during Operation Adwenpa II.

    Counterfeit goods including cigarettes, pharmaceuticals and food products were seized during the eight-day operation.

    During the eight-day (14 – 21 November) Operation Adwenpa II, more than 100 frontline officers used INTERPOL global policing capabilities to identify criminals, victims and illicit goods at 28 key border control points across 14 countries.

    With several of the involved countries part of key people smuggling routes to Europe, at the Kourémalé checkpoint on the Mali/Guinea border, seven Guinean nationals were arrested on suspicion of facilitating the illegal immigration of seven men and women aged between 16 and 22, heading towards Italy.

    At the same checkpoint, 10 men being trafficked to Europe via Libya and to gold mines in Guinea were rescued and two men arrested on suspicion of human trafficking.

    At Dakola on the Burkina Faso/Ghana border, seven children from Cote d’Ivoire aged between 11 and 16 were taken into protective custody and two men from Nigeria and Cote d’Ivoire arrested on suspicion of human trafficking.

    Other key results include:

    • The seizure of more than 20 vehicles – including luxury cars from Belgium, France and Italy – recorded as stolen via INTERPOL databases;
    • Multiple seizures of drugs including cocaine, cannabis, heroine and 90 kg of methamphetamine;
    • The identification, arrest and extradition from Dakar’s Léopold-Sédar-Senghor airport of a Central African Republic national wanted by France for armed robbery;
    • The recovery of USD 332,000 in cash concealed in luggage and vehicles;
    • The seizure of counterfeit goods including cigarettes, pharmaceuticals and food products. Fake military badges and uniforms were also seized.

    “INTERPOL clearly recognizes the severity of the transnational organized crime problem in this region, and has made it a priority to provide a wide range of tools and services to help member countries reinforce their border security procedures and coordinate police action with their neighbours,” said Commissaire Divisionnaire Kambile Pale Elie of the Cote d’Ivoire National Police.

    INTERPOL National Central Bureaus coordinated activities on the ground, exchanging real-time data via INTERPOL’s global policing network supported by specialized officers from the General Secretariat and the Regional Bureau in Cote d’Ivoire.

    Checks of airline passengers and crew were also made against INTERPOL’s databases to determine if any individuals were attempting to illegally enter countries using a passport reported lost or stolen to INTERPOL, or were wanted internationally.

    “Operation Adwenpa II demonstrates what can be achieved when law enforcement officers on the ground are given the INTERPOL training and tools needed to detect crime and criminals effectively,” said Tim Morris, INTERPOL’s Executive Director of Police Services.

    “West Africa’s border management capacity has been boosted in a sustainable manner, demonstrating the importance of INTERPOL’s global capabilities and support services in strengthening national and regional security,” added Mr Morris.

    Funded by the German Federal Foreign Office, Adwenpa II builds on the success of the first operation conducted in February as part of a two-year Capacity Building Programme to Strengthen Border Management in West Africa.

    With sustainability an integral part of the programme, a series of capacity building training sessions including a train-the-trainer session were held throughout West Africa prior to the operation.

    Operation Adwenpa II partners include WCO, UNODC, and INTERPOL’s FormaTrain network which deployed vehicle identification experts to key land borders.

    Countries which participated in Operation Adwenpa II: Benin, Burkina Faso, Cote d’Ivoire, Ghana, Gambia, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.

    “Operation Jupiter provides an opportunity to harmonize our efforts in combating the criminal networks behind counterfeiting and smuggling operations across the region,” said Vicente Romero Fernandez, Director General of the Peruvian National Police.

    With millions of dollars in profits at stake, the criminal groups do not hesitate to use force in defending their networks and operational bases, meaning many of the interventions had to be conducted with support from specialized armed riot forces.

    As part of the INTERPOL-led Operation Jupiter 2016, hundreds of interventions at a range of locations including shops, warehouses and market were made by police and customs across eight countries.

    Food, mobile phones, toys, alcohol and electronic components were among the more than three million fake items worth an estimated USD 93 million seized alongside drugs, guns and ammunition during Operation Jupiter 2016.

    Police and customs officers in Brazil conducted joint operations and checks  in the tri-border area resulting in the seizure of tobacco, medicines, drugs and arms.

    In Chile, police dismantled two illegal workshops, one broadcasting paid TV channels without authorisation and the other counterfeiting music.

    Operation Jupiter 2016 was preceded by a planning meeting and capacity building training course where 40 investigators from nine countries and private sector partners shared intelligence and investigative techniques against counterfeiting and illicit trade.

    More than 650 interventions were made by police and customs officials across eight countries during Operation Jupiter 2016, with nearly 240 individuals arrested or placed under investigation.

    Intelligence gathered by officers in Colombia enabled investigators to identify five criminal groups producing, smuggling and distributing fuel, alcoholic drinks and clothing.

    Information shared via I-24/7, INTERPOL’s secure police communications network, during the operation is now being analysed against the Organization’s databases to identify potential links with other criminal networks.

    More than one million items were seized by Peruvian National Police which dismantled 25 illicit workshops producing goods including clothing and drinks.

    In Argentina officers intercepted two containers marked as a charitable donation of hospital equipment and supplies, but which also held USD 1 million worth of illegally imported computers, professional film making equipment and drones. Checks of the hospital supplies showed them to be either expired or in poor condition and some containing clinical waste substances posing a serious risk of infection.

    Officers in Brazil seized more than 10,000 illegally imported used car batteries, many of which were improperly stored and leaking sulphuric acid and lead – both carcinogenic substances – into the soil, risking contamination of the local water supply.

    In Chile, police dismantled two illegal workshops, one broadcasting paid TV channels without authorisation and the other counterfeiting music. In Colombia, intelligence gathered during the operation led to the identification of five criminal groups involved in the production and smuggling of fuel, clothes, alcohol and food.

    Officials in Paraguay identified and shut down an illicit tobacco factory and Peruvian National Police dismantled a total of 25 workshops producing a range of illicit goods including clothing, soft drinks, alcohol as well as fake designer labels and tags.

    “Operation Jupiter provides an opportunity to harmonize our efforts in combating the criminal networks behind counterfeiting and smuggling operations across the region,” said Vicente Romero Fernandez, Director General of the Peruvian National Police.

    “Peru is committed to tackling this form of criminality and also engaging the public to make them aware that buying fake or illicitly traded goods are not bargains, but potentially life-threatening products which fund organized crime networks,” added Director General Fernandez.

    The operation was preceded by a planning meeting and capacity building training course at INTERPOL’s Regional Bureau in Buenos Aires. The session, supported by the US Patent and Trademark Office, brought together 40 investigators from nine countries and private sector partners to share intelligence and investigative techniques against counterfeiting and illicit trade.

    Countries which took part in Operation Jupiter 2016: Argentina, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru and Uruguay.

    LYON, France – An INTERPOL report released on International Anti-Corruption Day underlines the scale of criminal activity tied to the forestry sector and the importance of coordinating anti-corruption efforts to protect forests.
     
    Among its key findings, the report entitled Uncovering the Risks of Corruption in the Forestry Sector estimates that the annual global cost of corruption in the forestry sector is worth some USD 29 billion.
     
    It also found that bribery is reported as the most common form of corruption in the forestry sector. Other forms of corruption include fraud, abuse of office, extortion, cronyism and nepotism.
     
    The report says that criminal networks use corruption and bribe officials to establish ‘safe passage’ for the illegal movement of timber. Criminal groups also exploit these routes to transport other illicit goods such as drugs and firearms.
     
    It includes an example from Peru where the mayor of an important timber trading city was arrested for his involvement in drug trafficking through plywood shipments. The mayor controlled a timber business that had been used to strategically build a logistical network for bribing officials to move illegally harvested timber out of the country.
     
    Using this network, the mayor and other drug traffickers were able to move cocaine hidden in plywood shipments. Upon arrest, police seized assets worth USD 71 million which could not be accounted for.
     
    “By raising awareness and documenting current corruption practices as well as potential solutions, we empower law enforcement officers in the field. This increases the chances of criminals getting caught and is one of the greatest deterrents to corruption,” said INTERPOL Secretary General Jürgen Stock.

    In 2012, INTERPOL launched Project Leaf to counter various aspects of forestry crime, including illegal logging and timber trafficking, and related crimes such as corruption.

    “An international, coordinated response is an essential part of the solution to combat the organized transnational criminal groups involved in forestry crime. Our collective goal must be to turn corruption into a high risk, low profit activity,” added the Head of INTERPOL.

    To this end the key measures that the report recommends include capacity building across the entire law enforcement chain, enhanced financial investigation techniques, and adoption of INTERPOL’s I-24/7 global secure communications network for anti-corruption investigators.

    In 2012, INTERPOL launched Project Leaf to counter various aspects of forestry crime, including illegal logging and timber trafficking, and related crimes such as corruption.

    Under the Project, INTERPOL can issue international notices and alerts on behalf of member countries to request information on, and warn of, the movements and activities of people, vehicles and vessels.
     
    It can also organize national and regional training sessions relevant to forestry crime, including evidence collection, chain-of-custody and operational planning.

    Funded by the Norwegian Agency for Development, Project Leaf works in collaboration with UN Environment to help shape a global response to forestry crime.

    LYON, France – More than 1,500 people have been arrested in an INTERPOL-coordinated operation targeting multi-million euro telephone and e-mail scams across Asia.

    More than 1,500 people were arrested in an INTERPOL-coordinated operation targeting multi-million euro telephone and e-mail scams across Asia.

    Operation First Light 2016 targeted a variety of social engineering fraud scams and related financial crimes.

    Operation First Light 2016 saw police across the region conduct raids of suspicious call centres, with the largest in the Philippines where police arrested some 1,300 Chinese nationals working in a single location as part of a massive criminal operation.

    The suspects were engaged in a range of criminal activities from the same building, including telephone scams aimed at victims in China, money laundering and illegal online gambling.

    Based on intelligence exchanged in the framework of the operation, in December police in Spain arrested more than 200 Chinese nationals and shut down 13 call centres in Madrid, Barcelona and Alicante which scammed thousands of victims out of some EUR 16 million.

    In this case, the suspects posed as law enforcement or justice officials, telling the victims in China that their bank accounts had been targeted by criminals and directing them to transfer a sum of money into a designated bank account in order to track the criminals.

    The two-month operation targeted a variety of social engineering fraud scams – including telephone deception, romance scams and e-mail deception – and related financial crimes.

    ‘Social engineering fraud’ refers to scams which manipulate or trick people into giving out confidential or personal information which can then be used for financial gain by the criminals involved.

    “By sharing information through INTERPOL, police can overcome the challenges in investigating international telephone fraud, such as criminals frequently changing locations or IP addresses, and build working relationships to prevent similar criminal activity in the future,” said Makoto Tanase, Coordinator of INTERPOL’s Financial Crimes unit.

    INTERPOL’s Financial Crimes unit, in conjunction with the Liaison Office in Bangkok, facilitated the exchange of information and coordinated the joint police action during the operation, which took place between 1 October and 30 November.

    Korean, Thai and Indian nationals were also among those arrested, with additional countries in Europe and the Americas contributing intelligence or providing investigative support. In addition to social engineering fraud, the suspects also face charges of payment card fraud and related financial crimes.

    Countries participating in Operation First Light 2016 included: Austria, China, Hong Kong (China), Japan, Korea, Philippines, Thailand, Timor-Leste and the United States.

    The British Embassy held a meeting with the Superintendent of the Guatemalan Tax Administration (SAT) to explore opportunities for collaboration on key issues such as combating smuggling, trade facilitation, and technological innovation in tax collection.

    During the meeting between the British Ambassador, Juliana Correa, and Superintendent Werner Ovalle, priority topics for both nations were discussed, including strengthening institutional capacities to combat smuggling, a problem that affects both tax collection and British companies in sectors such as pharmaceuticals and alcoholic beverages. 

    The United Kingdom reaffirmed its commitment to the values of transparency, innovation, and legality, highlighting its experience in using technologies such as open banking to facilitate tax compliance. The SAT was presented with the possibility of collaborating with British companies to explore digital solutions that improve tax collection efficiency.
