  • MIL-OSI Security: Sixteen Defendants Federally Charged in Connection with DanaBot Malware Scheme That Infected Computers Worldwide

    LOS ANGELES – A federal grand jury indictment and criminal complaint unsealed today charge 16 defendants who allegedly developed and deployed the DanaBot malware which a Russia-based cybercrime organization controlled and deployed, infecting more than 300,000 victim computers around the world, facilitated fraud and ransomware, and caused at least $50 million in damage.

    The defendants include Aleksandr Stepanov, 39, a.k.a. “JimmBee,” and Artem Aleksandrovich Kalinkin, 34, a.k.a. “Onix”, both of Novosibirsk, Russia. Stepanov was charged with conspiracy, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, unauthorized access to a protected computer to obtain information, unauthorized impairment of a protected computer, wiretapping, and use of an intercepted communication.

    Kalinkin was charged with conspiracy to gain unauthorized access to a computer to obtain information, to gain unauthorized access to a computer to defraud, and to commit unauthorized impairment of a protected computer. Both defendants are believed to be in Russia and are not in custody.

    According to the indictment and complaint, DanaBot malware used a variety of methods to infect victim computers, including spam email messages containing malicious attachments or hyperlinks. Victim computers infected with DanaBot malware became part of a botnet (a network of compromised computers), enabling the operators and users of the botnet to remotely control the infected computers in a coordinated manner. The owners and operators of the victim computers are typically unaware of the infection.

    The DanaBot malware allegedly operated on a malware-as-a-service model, with the administrators leasing access to the botnet and support tools to client coconspirators for a fee that was typically several thousand dollars a month. The DanaBot malware was multi-featured and had extensive capabilities to exploit victim computers. It could be used to steal data from victim computers, and to hijack banking sessions, steal device information, user browsing histories, stored account credentials, and virtual currency wallet information.

    DanaBot also had the capability to provide full remote access to victim computers, to record keystrokes, and record videos showing the activity of users on victim computers. DanaBot has further been used as an initial means of infection for other forms of malware, including ransomware. The DanaBot malware has infected over 300,000 computers around the world, and caused damage estimated to exceed $50 million.

    DanaBot administrators operated a second version of the botnet that was used to target victim computers in military, diplomatic, government, and related entities. This version of the botnet recorded all interactions with the computer and sent stolen data to a different server than the fraud-oriented version of DanaBot. This variant was allegedly used to target diplomats, law enforcement personnel, and members of the military in North America, and Europe.

    “Pervasive malware like DanaBot harms hundreds of thousands of victims around the world, including sensitive military, diplomatic, and government entities, and causes many millions of dollars in losses,” said United States Attorney Bill Essayli for the Central District of California. “The charges and actions announced today demonstrate our commitment to eradicating the largest threats to global cybersecurity and pursuing the most malicious cyber actors, wherever they are located.”   

    “The enforcement actions announced today, made possible by enduring law enforcement and industry partnerships across the globe, disrupted a significant cyber threat group, who were profiting from the theft of victim data and the targeting of sensitive networks,” said Special Agent in Charge Kenneth DeChellis of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Cyber Field Office. “The DanaBot malware was a clear threat to the Department of Defense and our partners. DCIS will vigorously defend our infrastructure, personnel, and intellectual property.”

    “Today’s announcement represents a significant step forward in the FBI’s ongoing efforts to disrupt and dismantle the cyber-criminal ecosystem that wreaks havoc on global digital security,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “We are grateful for the coordinated efforts of our domestic and international law enforcement partners in holding cyber criminals accountable, no matter where they operate.”

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Kalinkin would face a statutory maximum sentence of 72 years in federal prison, and Stepanov would face a statutory maximum sentence of five years in federal prison.

    As part of today’s operation, Defense Criminal Investigative Service (DCIS) agents effected seizures and takedowns of DanaBot command and control servers, including dozens of virtual servers hosted in the United States. The U.S. government is now working with partners including the Shadowserver Foundation to notify DanaBot victims and help remediate infections.

    These law enforcement actions were taken in conjunction with Operation Endgame, an ongoing, coordinated effort among international law enforcement agencies aimed at dismantling and prosecuting cybercriminal organizations around the world.

    Amazon, Crowdstrike, ESET, Flashpoint, Google, Intel 471, Lumen, PayPal, Proofpoint, Spycloud, Team CYMRU, and ZScaler provided valuable assistance.

    The investigation into DanaBot was led by the FBI’s Anchorage Field Office and the Defense Criminal Investigative Service, working closely with Germany’s Bundeskriminalamt (BKA), the Netherlands National Police, and the Australian Federal Police. The Justice Department’s Office of International Affairs provided significant assistance.

    Assistant United States Attorney Aaron Frumkin of the Cyber and Intellectual Property Crimes Section is prosecuting these cases. Assistant United States Attorney James E. Dochterman of the Asset Forfeiture and Recovery Section is handling the forfeiture case.

  • MIL-OSI Global: The debate over genocide claims in relation to Gaza intensifies

    In the past few days, discussion around whether Israel is committing acts of genocide in Gaza has intensified. On May 28 The Guardian reported that “380 writers and groups” had signed an open letter calling Israel’s military campaign in Gaza “genocide”. The letter reads, in part:

    The use of the words ‘genocide’ or ‘acts of genocide’ to describe what is happening in Gaza is no longer debated by international legal experts or human rights organizations.

    This followed news of a letter to the UK prime minister, Keir Starmer, signed by more than 800 lawyers, including former supreme court justices, calling on the prime minister to impose sanctions on the Israeli government.

    “There is mounting evidence of genocide, which is either being perpetrated or at a minimum at serious risk of occurring,” the letter stated, adding that a recent statement from Israel’s finance minister Belazel Smotrich that the Israel Defense Forces would “wipe out” what remains of Palestinian Gaza was an indication of genocidal intent.

    One of the signatories was Professor Guy Goodwin-Gill, a senior research fellow at All Souls College, Oxford, who has a track record of expertise in international humanitarian law. The Conversation spoke with him to discuss the issue. He said:

    There is no doubt in my mind that war crimes have been committed and although genocide is basically an extreme form of war crime, it can be notoriously difficult to establish intent to destroy a people, in part or in whole.

    The task of proving genocide is hard enough, but [in this case] the evidence can be gathered from the facts on the ground – they speak for themselves. And intent can be inferred from what politicians and officials actually say, especially when it is not denied or qualified.

    But he said he had “reservations about whether, at an inter-state level, a charge of genocide would be levelled against Israel by more than a few states. And if it succeeded, the legal and political consequences.”

    But individual prosecutions for war crimes and genocide are “always a distinct possibility,” he added.

    In fact, the crime of genocide has only been recognised on a handful of occasions since it was first established in 1948. James Sweeney, an expert in international law from Lancaster University has written a brief history of genocide.

    Meanwhile, in the West Bank city of Jenin, IDF forces sparked international outrage when they fired “warning shots” closer to a group of 25 diplomats on a fact-finding visit in the wake of an Israeli military offensive there.

    Andrew Forde, an expert in international humanitarian law at Dublin City University, considers that this act “crossed the Rubicon”, which is the convention, universally accepted over millennia, of the inviolability of diplomats and their staff. It’s a clear breach, he writes of article 29 of the Vienna convention on diplomatic relations, to which Israel is a signatory, which states that the host state “shall take all appropriate steps to prevent any attack on [their] person, freedom or dignity”.

    Israel responded by offering an apology, but claimed that the diplomats in question had “deviated from the approved route” by entering a restricted area”.

    The incident forced the group of diplomats to scramble for cover and hindered their work in Jenin, Forde writes. As such it is a flagrant breach of Israel’s duty of care. And it sets a dangerous precedent: “Diplomatic protections work effectively when they are reciprocal. Without trust, the system quickly unravels.”

    Israel’s campaign in Gaza is a factor in a hugely complex situation being played out at present in the Middle East, which is straining the relationship between Benjamin Netanyahu and Donald Trump. The US president is talking up the idea of signing a new nuclear deal with Iran to replace the one he withdrew from in 2018. The Israeli prime minister is bitterly opposed to an US-Iran deal and has proposed launching strikes against Iran’s nuclear installations. The pair reportedly clashed over the issue in a phone call this week.

    But Trump recently returned from a trip to the Gulf States, none of which want the sort of regional conflagration that Israeli strikes on Iran could cause. And, as Scott Lucas of University College Dublin writes, he is also very keen to burnish his credentials as a dealmaker, especially in light of his failure to bring the Ukraine war to a close within 24 hours and the failure of the ceasefire in Gaza for which he has claimed much of the credit.

    As Lucas writes, “even as Trump does what he wants over Iran to Netanyahu’s chagrin, the Israeli prime minister is finding that Trump is not restricting what he does closer to home in Gaza”.

    Ukraine: as the US falters, Germany steps up

    Volodymr Zelensky flew to Berlin this week where he met the German chancellor Friedrich Merz, who said Germany would work with Ukraine to develop long-range missiles to attack targets inside Russia. It’s part of an overall plan to expand Germany’s military into the “strongest conventional army in Europe”.

    Stefan Wolff believes Germany’s decision to step up both its military capabilities and its support for Ukraine is highly significant when considered in the context of Donald Trump’s recent threats to abandon his efforts to broker a peace deal between Moscow and Kyiv.

    Wolff, an expert in international security from the University of Birmingham, who has written regularly for The Conversation about the war in Ukraine, says here that “Berlin has the financial muscle and the technological and industrial potential to make Europe more of a peer to the US when it comes to defence spending and burden sharing.” Given the US decision to downscale its security presence in Europe, this could be of enormous consequence for Nato, he writes.

    This is also an important development coming, as it does, just a few weeks before Nato’s summit in The Hague on June 24-25. As Amelia Hadfield writes, most of Nato’s members will be only too aware of Trump’s disparagement of Nato and many of its members in recent times and will be considering the potential for a future without US leadership.

    Hadfield, the head of the department of politics at the University of Surrey, notes the irony of Washington calling on the European Nato members to pay more for their own defence. Over much of the lifetime of the alliance, she writes, the US has actively discouraged European defence autonomy. Now, she says, the focus of Nato’s 31 other members must be to prepare for the likelihood that the US plans to at least significantly reduce its support for the alliance in Europe. “A clear mandate is needed, to ensure that being US-less does not render Nato itself useless,” she writes.

    This is already starting to happen, as countries join the “coalition of the willing” spearheaded by Britain and France. But Hadfield believes that boosting European capabilities within Nato is the most sensible way forward and should be the focus of next month’s summit.

    A lesson from history

    Donald Trump’s on again off-again relationship with Vladimir Putin is confusing enough for casual followers of world affairs. It must present a considerable headache for the foreign ministers and other diplomats tasked with calibrating their policies around the US stance on Russian aggression.

    But history suggests that the US president’s apparent willingness to allow Russia to grab Ukrainian territory in direct contravention of international law is storing up trouble for the future, writes Tim Luckhurst.

    Luckhurst is the principal of South College, Durham University, and has made a study of the way some governments were happy to allow Hitler to get away with naked aggression in the run-up to the second world war. He sees direct parallels with the way Trump and his senior officials have proposed allowing Putin to have his way with the Crimea and the four provinces of Ukraine which Russia already occupies.

    “Chamberlain’s version of appeasement failed to prevent Adolf Hitler’s aggression in the 20th century,” he writes. “Trump’s version appears equally incapable of deterring Vladimir Putin’s territorial ambitions in the 21st.”

    GAZA, May 29 (Xinhua) — Palestinian Hamas movement said on Thursday that its leadership has received through intermediaries a new proposal from U.S. Special Envoy for the Middle East Steven Witkoff on a ceasefire in the Gaza Strip and is currently studying it.

    “The Hamas leadership received from the mediators a new proposal from S. Witkoff and is responsibly studying it with the aim of ensuring that it meets the interests of our people, provides assistance and ensures a permanent ceasefire in the Gaza Strip,” the movement said in a brief statement.

    Details of the proposal were not disclosed.

    Earlier on Wednesday, Hamas said in an official statement that it had reached an agreement with Witkoff on the general framework for a ceasefire in Gaza, which includes a full withdrawal of Israeli troops from the Palestinian enclave, an exchange of 10 Israeli hostages and several bodies of the dead for Palestinian prisoners, the delivery of humanitarian aid and the transfer of governance of the strip to a technical committee. –0–

    JERUSALEM, May 29 (Xinhua) — Israeli Prime Minister Benjamin Netanyahu on Thursday said the Jewish state’s government has accepted the proposal of U.S. Special Envoy for the Middle East Steven Witkoff for a ceasefire in the Gaza Strip and the release of hostages, Israeli state broadcaster Kan reported.

    According to Kan, B. Netanyahu made the statement during a meeting with the families of the Israeli hostages who are presumed dead.

    The Israeli Prime Minister’s Office is not yet ready to comment.

    Earlier on Thursday, Hamas said in a statement that it had received Witkoff’s proposal and was currently studying it.

    As reported by Kan, citing a senior Israeli official, the proposal includes a 60-day ceasefire in the Gaza Strip in exchange for the release of 10 live hostages and the handover of 18 bodies of the dead in two stages. Israel, in turn, must free 1,236 Palestinian prisoners and hand over the bodies of 180 dead Palestinians.

    The proposal does not oblige Israel to end its 19-month offensive in Gaza, but it does require the Jewish state and Hamas to negotiate a long-term truce. The United States, Egypt and Qatar would act as guarantors of the ceasefire. –0–

  • MIL-OSI USA: Rep. Young Kim Pushes to Cap Medicare Late Enrollment Fees

    Washington, DC – Today, U.S. Representatives Young Kim (CA-40) and Nikema Williams (GA-05) introduced the Medicare Economic Security Solutions Act, a bipartisan bill that would lower Medicare costs for seniors by capping late Medicare enrollment fees. 

    Under current law, American seniors who defer enrollment in Medicare may unexpectedly find themselves with a higher bill due to late enrollment charges. This bill would cap the fee amount and duration for late Medicare Part B enrollment and lift penalties for COBRA, retiree, and Veterans Affairs (VA) enrollees who delay Medicare coverage.  

    Rep. Kim also co-led this bill in the 118th Congress. 

    “Seniors shouldn’t be punished for working later in life. Unfortunately, Americans can face higher fees for delaying Medicare enrollment,” said Congresswoman Kim. “The Medicare Economic Security Solutions Act will cap these unnecessary, burdensome fees hurting seniors already struggling on fixed income.” 

    “Seniors in Georgia’s Fighting Fifth and across the country are finding themselves hit with surprise fees simply because they didn’t know all the rules about signing up for Medicare. It doesn’t have to be this way. The Medicare Economic Security Solutions Act makes sure seniors who continued to work are not unnecessarily punished for missing confusing deadlines. This bill is about protecting our seniors and helping them get the care they’ve earned,” said Congresswoman Williams.

    The European Investment Bank’s development arm (EIB Global) and state-owned Kazakhstan Housing Company JSC are teaming up to increase the number of energy-efficient and sustainable homes in Kazakhstan.

    EIB Vice-President Kyriacos Kakouris and Altay Kuzdibayev, chairman of the management board of Kazakhstan Housing Company, signed a memorandum of understanding today in the Kazakh capital Astana for financing to build energy-efficient homes.    

    “We will work closely with Kazakhstan Housing Company to explore financing opportunities for housing projects that meet high energy-efficiency standards,” said EIB Vice-President Kakouris. “The agreement reflects a commitment by the European Union and the bank to deepening our strategic partnership with central Asia. Contributing to the sustainable future of the region through initiatives like this one is a high priority for us.”

    This new accord is part of an initiative – FELICITY II Cities Advisory Facility – undertaken jointly by the EIB and German development agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The initiative is supported by the International Climate Initiative (IKI) of the Federal Ministry for Economic Affairs and Climate Action of Germany to support low-carbon investments in countries in eastern Europe and central Asia.  

    “Improving people’s quality of life and developing a modern, comfortable urban environment are the key priorities of Kazakhstan Housing Company. Signing a memorandum with EIB Global is an important step in the implementation of long-term international cooperation initiatives that are in line with both national priorities and global climate challenges. We are confident that this partnership will contribute to the formation of a new standard of housing and the development of sustainable and energy efficient housing projects in Kazakhstan,” said Kazakhstan Housing Company Management Board Chairman Kuzdibayev.

    The memorandum of understanding builds on the first EU-Central Asia summit held in April 2025, when government leaders pledged to strengthen ties between the two regions. During the summit, EIB Global announced plans to expand its strategic investments in sustainable development across central Asia.

    GIZ, which was represented at today’s signing event in Astana, , in cooperation with the German Energy Agency (dena) will offer technical assistance to Kazakhstan Housing Company under FELICITY II.

    Cooperation between the EIB and Kazakhstan Housing Company creates a real opportunity to accelerate the low-carbon transformation of Kazakhstan’s building sector, which accounts for a third of the country’s energy use,” said GIZ Project Director André Fabian. “It will also stimulate the market for energy-efficient construction and foster the uptake of innovative technologies and services.” The signing took place during the Astana International Forum, an annual conference that promotes global dialogue and attracts leaders of governments, international organisations, businesses and academic institutions. At the Forum, EIB Vice-President Kakouris participated in panel discussions on water security, global trade and climate action.

    Economy and Infrastructure Committee Chair, Cllr Ken Gowans said: “The Council recognises the importance of the Corran Ferry service and the flexibility that a frequent, short crossing offers both the local community and visitors to the Highlands. The foot passenger fare agreed today will contribute to the sustainability of this vital transport link and will bring the Corran Ferry in line with other passenger services.

    “To enhance the service and following feed-back from the local community, seasonal onshore marshals are in place this year to manage traffic safety during the summer months.”

    The new charge will come into effect this summer and will include foot passengers and pedal cyclists (no charge for the pedal cycle), concessions apply in accordance with wider travel provisions.

    Concessions – the foot passenger fare will not apply to:

    • Senior Citizens (60+)
    • Young persons (16-22)
    • Children 5-15, or
    • Disabled Passengers

  • MIL-OSI United Kingdom: Focus on Planning Enforcement with new charter adopted

    Members of the Economy and Infrastructure Committee have agreed to adopt the 2025 Planning Enforcement Charter that captures all planning enforcement policy and procedures. It explains how the enforcement process works, the Council’s roles and responsibilities and the service standard that have been set.  

    Building work, engineering works or the use of buildings or land for an alternative use, in planning legislation, is known as ‘development’. Some smaller scale development does not require planning permission however, most does. Sometimes, “developers” (which can be a company or individual and includes householders) undertake work without the benefit of planning permission or fail to keep to the terms of the permission they have been given.

    Where this happens, the Council has powers to take enforcement action against such unauthorised development, if it considers it is in the public interest to do so.

    Committee Chair, councillor Ken Gowans said: “Planning enforcement is one of the more complex parts of the planning system. The charter clearly explains in detail how the enforcement process works in Highland and includes information about the role that the public play in reporting unauthorised development and assisting us to investigate breaches of planning control.

    He added: “The Charter will ensure that our procedures are fair, reasonable, consistently applied, and transparent. It will also mean all interested parties are fully aware of the procedures involved in the process, the powers available to us as a Council and equally importantly the limits of those powers.”

    The Council regularly monitors progress of development to ensure planning controls are being followed. Given the size of the Council area, there is also a role for the pubic in alerting the Council to any problems that they become aware of.

    The committee also noted progress being made to enhance the Council’s Enforcement Team. There will be 4 full-time Planning Enforcement Officers working under the Principal Planning Enforcement Officer. The team will be supported by  3 access officers, on a part-time basis, whose role is to gather information to assist planning enforcement officers as well as to investigate some potential breaches of planning control.

  • MIL-OSI United Kingdom: 20mph scheme in Highlands – final traffic order approved today

    Members of The Highland Council’s Economy and Infrastructure Committee today (Thursday 29 May) approved the final step to formalise all 20mph schemes in the Highlands and a Traffic Regulation Order (TRO) will now be actioned.

    All the roads included in the final TRO follow the outcome of technical assessments, discussions with Members, Community Councils and the public.

    Chair of the Committee, Councillor Ken Gowans said: “In the summer of 2022 the Council agreed to take on the opportunity provided by Transport Scotland for the early adoption of 20 mph speed limits in our Council area.

    “This has been a huge piece of work so firstly I want to thank many members of the public, community groups and my fellow councillors, for getting involved and providing feedback throughout the process. I’d also like to thank our small but very dedicated Road Safety Team for all their hard work. To do a roll out on this scale is unprecedented. This is a significant milestone for road safety and another big step in our ambition to reduce accidents on our roads.”

    By being an early adopter, Highland Council havs fast tracked the implementation of 20mph speeds limits and worked closely with Transport Scotland to look at the process and how it can be refined for the wider roll out that is currently happening across Scotland

    In the report presented to the committee there was detailed information on the benefits of the programme along with the information provided to all objectors which addresses some of the perceptions around 20mph speed limits.

    Pre and post 20 mph implementation speed counts have been taken at over 250 locations in Highland. The results have been available to view on the dedicated Council 20mph webpages throughout the project.

    Councillor Gowans added: “The information gathered since we introduced 20mph across our towns, villages and settlements shows an encouraging reduction in collisions compared to those statistics before the 20mph speed limit was introduced. This is really very positive news for communities across Highland. Our 20mph scheme will improve road safety through simplifying speed limits for drivers, reducing perceptions of road danger, making it safer for people to walk and wheel, and create more pleasant towns, villages and neighbourhoods by providing a more calm environment for all road users. “

    As The Highland Council was selected by The Scottish Government to pilot the roll-out of 20mph schemes, all costs for the project are being met by Transport Scotland.

    Following the decision a roll out of roundels and markings will be done with a contract in place already for work to be undertaken in Nairn, Badenoch and Strathspey, Caithness and Sutherland. Other areas will follow.

  • MIL-OSI United Kingdom: 2025/26 UK Shared Prosperity Fund Delivery Plan Approved – Highland Events To Benefit From New Grant Fund

    Members of The Highland Council’s Economy and Infrastructure Committee have agreed a delivery plan that will see £3 million of funding from the UK Government through the UK Shared Prosperity Fund (UKSPF) invested to support Highland communities, businesses, employment and tourism.

    The 2025/26 Highland UKSPF Delivery Plan is made up of a range of projects geared to delivering positive impacts across the Highlands, building on the successes of the 2022-25 Delivery Plan and introducing new interventions, all aimed at maximising the return on the 2025/26 investment.

    Included in the 2025/26 Delivery Plan is a new £75,000 Strategic Events Grant Fund to support the region’s vibrant events sector and stimulate the visitor economy during the quieter shoulder and off-season months.

    Councillor Ken Gowans, Chair of the Economy and Infrastructure Committee, welcomed the initiative, saying: ““This fund is a fantastic opportunity to support the creativity and resilience of our communities. By investing in events that celebrate our culture, attract visitors, and extend the tourism season, we’re helping to build a stronger, more sustainable Highland economy.”

    The fund, which is part of the UK Shared Prosperity Fund (UKSPF) programme, will offer grants of between £3,000 and £10,000 to eligible events taking place between September 2025 and March 2026. It is open to a wide range of public events, including music, food and drink, cultural, sports, and nature-based festivals.

    Priority will be given to events that demonstrate strategic value—such as those that drive overnight stays, promote responsible tourism, and align with national and regional strategies including Scotland the Perfect Stage 2024–2035 and The Highland Council’s Sustainable Tourism Strategy 2024–2030.

    Applications will open on Monday 2 June and close on Monday 30 June 2025. Successful applicants will be notified by mid-July.

    The Highland Council has taken part in the UK Real Estate Investment & Infrastructure Forum (UKREiiF) 2025 in Leeds, joining forces with the Scottish Cities Alliance to spotlight Scotland’s collective strengths in sustainable development and innovation. This year marked the Council’s most proactive engagement yet, presenting the Highlands as a region of strategic opportunity within a united national vision.

    The Highland Council has issued its support to a Scottish Government proposal to give local authorities the power to create a cruise ship levy in the area.

    A meeting of the council’s Economy and Infrastructure Committee on Thursday (29 May) heard that such a levy could provide additional funds to mitigate the impacts of tourism and ensure the area remains a world leading and sustainable tourism destination.

    Chair of the Economy and Infrastructure Committee, Councillor Ken Gowans, said: “As agreed at today’s E&I Committee, The Highland Council supports the introduction of discretionary powers for local authorities to implement a cruise ship levy, recognising its potential to generate recurring revenue to mitigate tourism-related pressures and sustain local infrastructure.

    “Such a levy would empower communities to reinvest in services and help develop the Highlands as a world-class, sustainable destination all at no cost to Highland Council taxpayers, something everyone across our communities will welcome.

    “Should such powers be granted, the Council will then undertake further extensive analysis and engagement to inform future decision-making.”

    While the growth of the cruise ship sector has been welcomed and contributed to the economy, as with all visitors, cruise ship passengers can place significant pressure on local infrastructure and services.

    The Scottish Government has undertaken a public consultation to seek views on a proposal to provide local authorities with discretionary powers to implement a levy on cruise ships.

    The primary aim of a cruise ship levy is to ensure that local authorities experiencing pressures from the industry have additional funds to address these pressures and help contribute towards a thriving and sustainable tourism sector.            

    If implemented, such powers would be the first in the UK although cruise ship levies are already in place internationally, including Amsterdam, Barcelona, Dubrovnik and Venice.

    Members agreed that any levy should be based on the number of passengers per ship, and cruise ship operators would be the most suitably placed to collect the levy from passengers for remitting to the local authority.

    The committee said local authorities should decide the rate of any levy, with revenue raised retained and used strategically within that same area. This would enable funds to be dispersed where visitors visit within the implementing local authority area and improve the wider tourist experience.

    The Scottish Government’s consultation also proposes that local authorities with islands be given the power to charge a levy on those arriving to visit an island, regardless of the means of transport by which they arrived.

    In response, The Highland Council has strongly encouraged the Scottish Government to not focus solely on islands and instead to introduce a point of entry levy for all of Scotland, enabling all Scottish local authorities to exercise their discretion to introduce a Point of Entry levy within their geographical boundaries.

    In addition to responding to the Scottish ‘Government’s consultation, The Highland Council is preparing a proposition based on a means of having the ability to charge at points of entry into the Highlands, which will go some way to address the impacts of motorhomes and campervans.

    The Scottish Government’s consultation closes on 30th May 2025.

    • In 2023 passenger numbers to Highland ports reached almost 300,000 and the gross tonnage of cruise vessels hit the 10,000,000 GT mark.
    • Within Highland there are 16 ports and harbours with cruise ship activities. These range in type, size and capacity from the Port of Cromarty Firth in Invergordon, which is a trust port and the busiest cruise ship port in Scotland, to Shieldaig which is a rural municipal harbour accommodating only one or two small cruise ships each year.
    • Scottish Government research indicates that although highly seasonal, significant increases in passenger numbers demonstrate the cruise ship sector is growing three times faster than the rest of the tourism sector.
    • In 2019, 893 cruise ships docked in Scottish ports, carrying 817,000 passengers and by 2024 this had increased to 1,000 cruise ships carrying 1.2 million passengers with the busiest day seeing 9,600 visitors arrive in the Port of Invergordon.
    • Existing levy rates across European ports range from approximately €3-14 per passenger
    • In 2019 The Highland Council engaged in a public visitor levy consultation, the outcome of which resulted in a decision to support ‘in principle’ the introduction of a visitor levy.
    • The consultation found that nearly 70% of respondents believed that cruise ship passengers should be included in a Highland visitor levy, just behind those ‘Overnight Visitors staying in paid accommodation’ (74%) and ‘Motorhome Users (not staying at paid sites)’ (84%).

    The Chair of The Highland Council’s Economy and Infrastructure Committee, Councillor Ken Gowans has been appointed to the Conference of Peripheral Maritime Regions of Europe (CPMR) and the North Sea Commission (NSC).

    Both organisations can provide access to broader based lobbying on common priorities and issues.

    Chair, Councillor Ken Gowans said: “The Highland Council is a longstanding member of the CPMR and NSC, with a track record of pro-active involvement in the work of the network. It provides opportunities to influence policies that may affect the Highlands and also offers a wide range of information exchange so we can learn from other European partners.

    He added: I very much welcome this opportunity to learn from others and to exchange common experiences on aspects of regional development and service delivery, especially in relation to issues that are relevant to the North Sea.”

    The CPMR brings together more than 150 regional authorities from 24 countries across the European Union and beyond, representing around 200 million people. Organised into geographical commissions, the CPMR operates as both a think tank and a lobby, focusing on key areas such as policy, maritime affairs, transport and accessibility, energy and climate change, migration, neighbourhood and development,

    The North Sea Commission is one of the six geographical commissions of the Conference of Peripheral Maritime Regions (CPMR) and its mission is to strengthen partnerships between regional authorities which face the challenges and opportunities presented by the North Sea.

    At today’s meeting of the Economy and Infrastructure Committee, (Thursday 29 May 2025), members gave their support to the progress being made in taking a Social Value Charter forward that aims to maximises economic benefits from the natural environment and resources and ensure communities receive tangible benefits from renewable energy developments.

    Members agreed that representations continue to be made to both the Scottish and UK Governments on the need of mandatory benefit and that the Council continues to engage with renewable developers to sign up to the Charter.

    The aims of the Charter are to:

    • embed an approach to community wealth building into Highland;
    • maximise economic benefits from our natural environment and resources;
    • engage and involve relevant stakeholders to understand how we can continually improve our impact; and
    • unlock economic opportunities for area

    The Chair of the Committee, Councillor Ken Gowans said: “The Social Value Charter is separate to any planning process. It aims to ensure that if developments get the go ahead there is a clear community benefit. Currently once they have planning permission, developers are not obliged to follow through on providing community benefit. This has to change. The report we discussed today takes us a step forward and reinforces the need for meaningful engagement with developers Scottish Renewables to continues.

    “Given the scale of the on-shore and off shore energy pipeline being anticipated in the Highlands and the concerns of communities about potential impacts of these plans, it is important that public and private sector partners work together, so our communities can benefit for years to come.”

    XIAMEN, May 29 (Xinhua) — Chinese Foreign Minister Wang Yi on Thursday held a new round of separate meetings with foreign guests who arrived in China to attend the third China-Pacific Island Countries Foreign Ministers’ Meeting in Xiamen, east China’s Fujian Province.

    At a meeting with Foreign Minister of the Federated States of Micronesia (FSM) Lorin Robert Wang Yi, who is also a member of the Politburo of the CPC Central Committee, he said that the two heads of state reached an important consensus on strengthening mutual trust and friendship, as well as deepening mutually beneficial cooperation.

    China highly appreciates the resolution passed by the FSM Congress in support of the one-China principle and believes that the FSM will continue to firmly support China’s just position on Taiwan-related issues, Wang said.

    China is willing to further expand cooperation with the FSM in key areas such as infrastructure, climate change and marine exploration, promoting the continuous development of the China-Micronesia comprehensive strategic partnership, he said.

    From 21 to 23 May 2025, the municipalities of Funchal, Machico, and Ponta do Sol hosted the 12th edition of the National Meeting of Resilient Cities and Towns — a key event under the Making Cities Resilient 2030 (MCR2030) initiative.
    Bringing together more than 120 participants representing 38 Portuguese cities, along with international delegations from Brazil and Greece, the meeting served as a vital platform for local authorities, civil protection professionals, international partners, and resilience experts to exchange knowledge and reinforce collective action toward urban resilience.

    The three-day program featured thematic panels, roundtables, technical field visits, and strategic dialogue. Topics included:

    • Artificial Intelligence for Disaster Risk Reduction
    • Resilience in urban and tourism contexts
    • Risk communication strategies

  • MIL-OSI United Nations: Statement on the glacier disaster that struck the Swiss village of Blatten

    On behalf of the United Nations Office for Disaster Risk Reduction, I would like to express my sorrow over the glacier landslide disaster that hit the Swiss Alpine village of Blatten, in the canton of Valais.

    According to the Swiss Seismological Service, this was one of the largest mass movements recorded in the country. The disaster largely destroyed the village and one person is reportedly missing. The loss of this tranquil village, located in an area that is a UNESCO World Heritage Site, is a loss for the entire world. 

    That said, this tragedy could have been much worse if not for the quick actions of Swiss authorities, who provided early warning to the village’s residents and evacuated them, and their livestock, days ago. This is a testament to the power of disaster risk reduction in reducing loss of life and protecting livelihoods. Over the decades, the Swiss have developed significant expertise in managing mountain-related disaster risks and have been generously sharing it with countries across the world.

    It is also a reminder of the rising cost of disasters and the increasing danger of glacier-related disasters in a warming planet. Mountain communities around the world, from the Alps to the Andes and the Himalayas, are threatened by increasing intensity and frequency of mountain-related hazards. Their lives, ways of life, culture, and heritage are all threatened.

    As we prepare to join Switzerland in welcoming delegates from 175 countries to the 8th Session of the Global Platform for Disaster Risk Reduction, I call on all countries to make “every day count” and accelerate action to fully implement the Sendai Framework for Disaster Risk Reduction so we may achieve a significant reduction in disaster losses by the year 2030.

  • MIL-OSI United Nations: Sarh hosts landmark workshop on urban risk-Informed development and resilience

    Sarh, a major city in southern Chad along the Chari River, faces frequent flooding due to its tropical climate, long rainy season, poor infrastructure, and rapid urban growth.  To address these challenges, the city of Sarh hosted, from 7 to 9 April 2025, a high-level workshop on urban development planning based on disaster risk reduction (DRR) and climate resilience, under the Making Cities Resilient 2030 (MCR2030) initiative. 

    Opening the event, His Excellency Abdramane Hamat Bargou, Government Delegate of the Province of Moyen-Chari, called attention to the impact of climate change on Sarh, a city increasingly vulnerable to floods. He praised the city’s commitment to aligning development planning with disaster risk reduction and adaptation efforts. 

    A collaborative effort for a safer Sarh 

    The workshop demonstrated strong political support and highlighted the importance of multilevel governance. City officials, provincial leadership, national institutions, regional organizations, including Economic Community of Central African States (ECCAS), came together to jointly assess disaster risks, identify priorities, and co-create solutions tailored to Sarh’s context.

    “The Ministry is fully committed to supporting cities like Sarh in developing and operationalizing their disaster risk reduction plans. Strengthening local governance structures and ensuring that DRR is mainstreamed into local development planning is a national priority.     The participation of the city of Bukavu, Democratic Republic of Congo, which developed its Action Plan last year, further deepened the workshop’s impact. The representative shared their experience and lessons learned on challenges also faced by Sarh offering a powerful example of peer learning and South-South cooperation.  

    Sarh sets a model for urban resilience

    Reflecting on the exercise, Honourable Ramadan Boka, Mayor of Sarh, stated: 

    “The Disaster Resilience Scorecard exercise was a real eye-opener. The tool sparked real conversations between sectors that don’t always sit at the same table. It’s not just an assessment—it’s a starting point for collective action.”

    Sarh’s commitment to embedding DRR into governance and planning makes it the first city in Chad to both establish a multisectoral DRR committee and join the global MCR2030 network. “Sarh is leading by example. What we’ve seen here is not just planning—it is transformation in motion,” said Mr Semingar Ngaryamngaye, Director Disaster Risk Reduction at ECCAS. 

    The city now serves as a reference point for others across Central Africa on the journey to resilient, inclusive, and sustainable urban futures.

    As a result, the Multisectoral Committee for Disaster Risk Reduction is now tasked with finalizing the Action Plan developed during the workshop and laying the groundwork for its implementation.

    Drought declared in north-west of England

    Many reservoirs in the region are at historic low levels for the time of year

    The Environment Agency has declared drought status for the north-west of England following the driest start to spring in 69 years.

    River flows have been declining along with groundwater levels due to the dry March, April and start of May.

    Reservoir storage levels in the region are also receding and are currently lower than they were at this time during the 1984, 1995 and 2022 drought years.

    The recent rain, while welcome, is not enough to reverse the dry start to the year and expected hotter weather in the coming weeks is set to exacerbate the situation.

    The decision by the EA to move into drought status sees the regulator increase their operational response while ensuring water companies step up the actions agreed in their drought plans.

    This includes fixing leaks, communicating with customers and supporting them to reduce demand, and submitting drought permits to take more water, as needed. These actions if taken in a timely manner will help preserve supplies for people and the environment.

    In the North West, the EA continues to work to ensure United Utilities acts in accordance with their drought plan.

    Although the North-west has experienced a dry start to the year, it is a mixed picture in other parts of England. The Environment Agency and Defra ministers will convene a meeting of the National Drought Group on 5 June to assess the situation across the country and ensure that water companies are enacting their drought plans to conserve water supplies.

    Andy Brown, Water Regulation Manager at the Environment Agency said:

    Drought is a naturally occurring phenomenon. As we see more impacts from climate change heavier rainfall and drier summers will become more frequent. This poses an enormous challenge over the next few decades.

    Despite the rain over the weekend levels remain low and we are encouraging people to be aware of the impacts of drought as we enter the summer period.

    With further unsettled periods and rainfall over the coming weeks we will continue to closely monitor the situation and implement our Drought Plan.

    Water Minister Emma Hardy said:

    I am receiving regular updates from the Environment Agency.

    I’m doing everything in my power to hold United Utilities to account to ensure we have the regular supply of water that is needed across the region.

    The government is taking decisive action to secure our water supply for the decades to come. That’s why we are building 9 new reservoirs and upgrading pipes to cut leakage by 17%.

    Periods of dry weather and low rivers can have several environmental consequences such as deoxygenating water. This can lead to fish kills, as well as more algal blooms and diminished river flow that prevents wildlife from moving up or downstream. 

    The Environment Agency is encouraging the public to report environmental incidents to their 24/7 hotline on 0800 80 70 60.

    Defra announced today that the Environment Secretary was stepping in to speed up delivery for the first two major reservoirs since the 1990s as part of government action to secure our water supply for future generations.

    A decision to declare drought is taken based on reservoir levels, river flows and moisture in the soil along with consideration of the long-term weather forecasts.  Droughts are often long-term events, starting as far back as the previous Autumn with effects felt throughout the following seasons. Declaring drought status enables the Environment Agency to plan, deliver and manage actions in drought plans.

    However, there is no single definition for drought, so while it’s caused by a period of low rainfall, the nature, timing and impacts on people, the environment, agriculture or business will vary. Some droughts are short and intense like a hot, dry summer, while others are long and take time to develop over multiple seasons.

    Born on June 14, 1946, United States President Donald Trump turns 79 in 2025 — the same day that the U.S. Army, founded in 1775, marks its 250th anniversary. To mark the anniversary, Trump proclaimed that “we’re gonna have a big, big celebration.”

    Plans drawn up by the army call for 6,600 soldiers, 150 vehicles, 50 helicopters, seven military bands and thousands of civilians. The parade will also reportedly include 34 horses, two mules and a dog.

    Dismissed by many as a costly vanity project by some, the parade invites a deeper question: what kind of political work does a birthday celebration like this actually do?

    Far from trivial or benign, Trump’s spectacle draws on a long history of authoritarian leaders who use ritualized celebrations to bind personal power to national identity. The most notorious example, Adolf Hitler, turned his birthdays into massive national events with military parades, mass rallies and highly estheticized scenes of domestic cheer.

    These displays blurred dominance and intimacy, fatherliness and force — an approach revived today in the digital era, where curated imagery and social media entangle leadership with affective spectacle.

    Fascist birthday culture

    I was born and raised in Germany. I’m acutely aware that Hitler’s birthday still casts a shadow and that such dates continue to carry political weight, with the rituals involved doing long-term political work.

    During the Third Reich, the Führer’s birthday — modeLled on the Kaiser’s — became a mass propaganda event, blending public spectacle with personal attachment.

    As German philosopher Theodor Adorno noted, fascist rituals portrayed the authoritarian leader as both a “superman” and an ordinary, flawed “average person.” This duality encouraged intimate identification and awe, much like the dynamic between a patriarchal father and child.

    Trump echoes this dynamic through a mix of paternal posturing, hypermasculine bluster and expansive nationalism. Whereas Hitler relied on the latest photograph and film technology, today’s spectacles are amplified by digital media’s participatory culture.

    Neo-Nazi groups across North America and Europe still mark Hitler’s birthday with cakes, cookies, memes and tweets; often disarmingly “cute” images overlaid with disturbing swastikas and jokes. In his 2017 paper, sociologist Christian Fuchs shows that the most retweeted neo-Nazi post in his study was “Wake and bake #HitlersBirthday #420,” blending cannabis culture with fascist nostalgia to deflect horror through humour.

    The blurred boundaries between the national and the personal feed meme culture, where, as communications scholar Limor Shifman writes, “small units of culture” spread through imitation, often cloaked in play.

    Amid mounting pressure on various institutions in the U.S. — universities, courts and public discourse — the military/birthday parade is an extravaganza that fuses esthetics and propaganda to cement authority, suppress dissent and consolidate power.

    Power aesthetics of military pageantry

    By combining a military display with a personal celebration, Trump’s birthday parade stages a grand spectacle of power. Key here is the presence of thousands of soldiers in military uniform, which creates a “persona and a powerful collective presence,” as fashion scholar Jennifer Craik writes.

    Uniforms signal discipline and belonging, but also intimidate and threaten. Fashion writer Colin McDowell calls the uniform a “spectacle” steeped in associations with power and eroticism, a garment long linked to theatricality and role-playing.

    Nowhere was this more explicit than under European fascism and colonialism. Uniforms were engineered to seduce, often fetishized: streamlined silhouettes, tight jackets and black leather boots. As Craik notes, such imagery was not incidental; it was the visual grammar of domination. As sociologist Klaus Theweleit observes, fascist power had to be seen, desired and even fantasized.

    Trump’s parade is a show of force. Its sheer scale — bands, vehicles, helicopters — performs strength and legitimacy, marking who belongs and who does not. But the birthday celebration also turns attention back to the man himself, reminding us that authoritarianism is not only about intimidation but also about the persona of the autocrat.

    Authoritarian scripts, then and now

    Autocratic regimes work hard to fashion the leader into a man of the people: familiar, relatable and someone to be admired. Think of Hitler in his motorcade, hands outstretched toward the crowd.

    My father, just 10 years old, was part of that spectacle at one of these parades on a mandatory school trip, lined up along the street. Yet as the motorcade neared, he was shoved aside in the crush. What stayed with him wasn’t Hitler — he never saw him — but the fanatical woman who pushed him to get closer.

    The point was the crowd itself, kept at a fever pitch with ever-new spectacles like Hitler’s 50th birthday on April 20, 1939, declared a national holiday. German Propaganda Minister Joseph Goebbels staged it as what historian Ian Kershaw called “an astonishing extravaganza of the Führer cult;” a visual and military spectacle widely broadcast.

    One gift, a model of the FW 200 Condor, later became Hitler’s official plane. Trump’s new luxury Air Force One, “a gift” from Qatar, is also part of his visual narrative. The symbolism is eerie: once again, the personal cloaks itself in national power.

    The cult of MAGA

    In the end, Trump’s militarized birthday parade solicits not just admiration but political allegiance. Like past authoritarian rituals, it manipulates affect through military pageantry to elevate the leader as both a symbol and supreme commander.

    The spectacle demands emotional submission with the goal being identification with the leader. It exchanges democratic freedom for a vision of unity under a single figure. However wrapped in humour or patriotic kitsch, Trump’s parade rehearses an authoritarian script with disturbingly familiar cues.

    What appears as celebration is, in fact, a rehearsal. It signals a dangerous shift toward personal glorification and a political culture where pageantry replaces participation and adoration displaces dissent.

    As history warns, that is when democracy begins to give way.

  • Sinner crushes Gasquet at Roland Garros to end Frenchman’s career

    World number one Jannik Sinner sent Frenchman Richard Gasquet into retirement with a 6-3 6-0 6-4 hammering in the battle of generations at the French Open on Thursday to ease into the third round.

    It was the second time in as many years in Paris that the 23-year-old beat local hero Gasquet, who said he would end his career that started over two decades ago and yielded 16 tour-level singles titles after his home Grand Slam.

    With his team watching on in matching white T-shirts that read “Merci Richard” the 38-year-old soaked up his ovation and video messages from peers including Novak Djokovic and the recently retired Rafa Nadal on the big screen.

    “I’d like to thank Jannik for his kindness and the player that he is and I know he’ll have a great career.” Gasquet said.

    “I have great memories with all of you. You all supported me in defeat and victory … I began playing in a club in the south and travelled and played across France. So I remember all the tournaments I played in, not just Roland Garros.

    “We always had a welcome here that was extraordinary. I’d like to thank the federation. Tennis finishes for me today.”

    Gasquet, who made his French Open debut in 2002 when top seed Sinner was still in a crib, drew huge roars from the Court Philippe Chatrier crowd when he unleashed his single-handed backhand on the Italian early in the match.

    Fans were slightly more subdued when Sinner raced ahead 4-1 and won the opening set, before they were almost silenced when he dished out a bagel in the next set to leave Gasquet with a mountain to climb.

    Sinner faced more resistance in the first eight games of the next set as Gasquet mounted an unlikely comeback attempt, but he broke for a 5-4 lead and promptly closed out the match, before paying tribute to his opponent.

    “We have a good relationship off the court. We’re different generations, but it’s your moment,” Sinner said.

    “Congrats to your family, your team. Without great people around each player, it’s impossible to make such an incredible career. You played in such an incredible era of tennis and everyone will recognise you, even after your retirement.”

    Victory ensured U.S. and Australian Open champion Sinner became the first man born in 1990 or later to record 16 straight wins at Grand Slams. He will next play Czech Jiri Lehecka.

    BEIJING, May 29 (Xinhua) — The proportion of smokers among China’s population aged 15 and above will fall to 23.2 percent in 2024, down 0.9 percentage points from 2022, according to a research report released by Chinese health authorities on Thursday.

    The results were released at an event to mark the 38th World No Tobacco Day, which falls on May 31.

    A survey conducted by the National Health Commission of China showed that 63.9 percent of respondents had encountered information about tobacco control in the past 30 days, demonstrating the effectiveness of China’s large-scale anti-tobacco campaigns.

    The study also found that public awareness of the health risks associated with active and passive smoking has increased. The proportion of the population exposed to passive smoking continues to decline, thanks to widespread public support for smoke-free environments.

    In 2024, the proportion of people aged 15 and over who quit smoking increased to 22.6%, an increase of 0.2 percentage points compared to 2022.
