“Russia continues to remain among the top five leaders in the global arms market and maintains its leading export positions in many areas,” the Russian President noted.
According to V. Putin, this indicator “once again confirms the quality, reliability and efficiency of military products produced by gunsmiths.”
He also noted that last year Russian enterprises generally fulfilled their export obligations, and Russia should consider the development of military-technical cooperation as an important tool for the technological renewal of the Russian army and navy.

ZAGREB, May 23 (Xinhua) — Croatia and China have reached an agreement to cooperate in developing knowledge and technology for biodiversity conservation and green development, the Croatian government said in a statement on Friday.
It was reported that Chinese Minister of Science and Technology Yin Hejun, who is on a visit to Croatia, met with the country’s Prime Minister Andrej Plenkovic and the Minister of Science and Education Radovan Fuks, and signed a memorandum of cooperation with the Croatian Ministry of Science and Education in the field of biodiversity conservation and green development with the aim of jointly promoting sustainable socio-economic growth.

WASHINGTON, May 23 (Xinhua) — Harvard University on Friday filed a second lawsuit against the Trump administration, a day after the U.S. Department of Homeland Security announced a ban on international students at the university.
“The revocation of our foreign admissions authorization is the latest in a series of government actions designed to retaliate against Harvard for our refusal to surrender our academic independence and submit to the federal government’s unlawful efforts to exert control over our academic programs, faculty, and student body,” Harvard President Alan Garber wrote in a letter to the university community.
“We condemn this illegal and unjustified action. It jeopardizes the future of thousands of Harvard students and scholars and sends a disturbing message to countless others at colleges across the country who came to America to educate themselves and pursue their dreams,” Garber said.
Harvard’s president said the university has already filed a lawsuit and will file a motion for a temporary injunction soon. “While we seek legal relief through the courts, we will do everything we can to support our students and researchers,” he said.
U.S. Homeland Security Secretary Kristi Noem announced the Trump administration’s decision on Thursday. “Let this serve as a warning to all universities and educational institutions across the country,” Noem said in a statement. “Admitting international students is a privilege, not a right, and that privilege has been revoked due to Harvard’s repeated failure to comply with federal law.”
The minister noted that in addition to the ban on the enrollment of future international students, “current international students at Harvard must transfer to another university or lose their legal status.”
On April 11, Trump administration officials sent a letter to Harvard demanding that the university undertake “meaningful governance reform and restructuring.” Among the administration’s key demands are rooting out what it calls anti-Semitism on campus and eliminating diversity initiatives that favor certain minority groups.
On April 14, Harvard University rejected the Trump administration’s demands for sweeping changes to its governance, recruitment, and admissions systems. Just hours later, the White House announced it was freezing $2.2 billion in multi-year grants and $60 million in multi-year contracts previously awarded to the university.

NEW YORK, May 23 (Xinhua) — U.S. President Donald Trump on Friday threatened to impose a 50 percent tariff on all imports from the European Union and a 25 percent tariff on Apple products if iPhones are not made in the United States.
“The threats, made via social media, show how Trump can destabilize the global economy with a few typed messages, even as his tariffs have failed to deliver the trade deals he hoped for or the return of manufacturing to the U.S. he promised voters,” the Associated Press noted.
The US President has announced his intention to impose tougher tariff conditions on the EU than on China. D. Trump expressed dissatisfaction with the protracted negotiations with the European Union, which proposes a complete abolition of duties, while the US President continues to defend the need to maintain a 10% basic duty on most imported goods.
“Trade negotiations are going nowhere,” the American leader said on the Truth Social social network. “In this regard, I recommend imposing a direct 50 percent tariff on goods from the EU from June 1, 2025. It will not be levied on goods produced or manufactured in the United States,” D. Trump said.
Earlier, the US president threatened to impose import tariffs on Apple over the company’s plans to continue manufacturing iPhones in Asia. Apple, Amazon, Walmart and other major US companies have come under fire from the White House as they try to respond to the uncertainty and inflationary pressures caused by Trump’s tariffs. –0–

WASHINGTON, May 23 (Xinhua) — A federal court in Boston on Friday issued a temporary injunction blocking the Donald Trump administration’s policy of barring international students from Harvard University, saying the ban was “justified” to maintain the status quo until the merits of the case can be heard.
If Harvard’s motion for a temporary restraining order is not granted, “the institution will suffer immediate and irreparable harm before all parties have a chance to be heard,” according to a document issued by Judge Allison Burrows of the U.S. District Court for the District of Massachusetts.
Accordingly, the Trump administration is prohibited from: implementing, enacting, maintaining, or enforcing the plaintiff’s SEVP revocation; or giving any force or effect to the revocation notice issued by the Department of Homeland Security on May 22, the judge ruled.

MIAMI – Efrain Betancourt, Jr., 36, a dual citizen of Colombia and the United States, pleaded guilty on May 21 to operating a $66 million Ponzi scheme through his payday loan company, Sky Group USA, LLC (Sky Group).
According to the facts admitted at the change of plea hearing, Betancourt was the Chief Executive Officer and sole owner of Sky Group. Betancourt managed Sky Group and sold promissory notes to investors to raise funds. Betancourt and his co-conspirators claimed that Sky Group was in the business of funding small-dollar, short-term loans to consumer borrowers. To purportedly generate these short-term loans, Betancourt and his co-conspirators raised approximately $66 million from over 600 investors from January 2016 to March 2020.
Betancourt made materially false statements to investors regarding the use of their funds, including that investor funds would be used for the sole purpose of making consumer loans and associated business costs. In truth, Betancourt operated a Ponzi scheme, generating revenue primarily through new investor money and using the newly raised money to make scheduled payments to previous investors. Sky Group only made about $12.2 million off consumer loans, and Betancourt and his co-conspirators used millions of dollars to pay undisclosed sales agent commissions. Betancourt misappropriated over $6.5 million for his own personal use, including a luxurious wedding at a chateau in France and other lavish group vacations with friends and family.
Betancourt’s sentencing hearing is set for August 14 before U.S. District Judge Darrin P. Gayles. Betancourt faces a maximum sentence of up to 20 years in prison.
U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida; acting Special Agent in Charge Brett D. Skiles of the FBI Miami; and Russell C. Weigel, III, Commissioner, Florida Office of Financial Regulation (OFR) made the announcement.
The U.S. Securities and Exchange Commission (SEC) had a parallel proceeding against Betancourt, relating to the same investment fraud scheme alleged in the indictment. The SEC’s proceeding was resolved in July 2022.
FBI Miami, the FBI’s South Florida Fraud Task Force, and OFR investigated the case. SEC’s Miami Regional Office provided assistance. Assistant U.S. Attorney Roger Cruz is prosecuting the case. Assistant U.S. Attorney Gabrielle Raemy Charest-Turken is handling asset forfeiture.

ALEXANDRIA, Va. – Three people have been sentenced to prison for their roles in a multi-million-dollar Medicare billing scheme.
According to court documents, in November 2018, Jeremie Vargas Ramirez, 50, of Vienna, Jordana Lee Arpa, 42, of Vienna, and several other business partners agreed to create Kynetic Medical Group, doing business as NOVA DME, a durable medical equipment (DME) supplier. Ramirez was the de facto owner of NOVA DME and handled the day-to-day business operations, including business development, advertising, marketing, and billing. Arpa and Ramirez agreed that Arpa would be named as President and CEO of NOVA DME to conceal from Medicare that Ramirez was NOVA DME’s true owner.
NOVA DME was approved in June 2021 to operate as a Medicare provider based on Arpa’s false statements, and Arpa, on behalf of NOVA DME, acknowledged Medicare’s prohibition on direct solicitation to beneficiaries. Arpa’s false statements facilitated the fraud scheme.
In early 2021, Ramirez enlisted Dennis William Karnes, 56, of Lake Elsinore, California, to help make NOVA DME more profitable. Karnes had worked in the DME industry since at least 2000 and had taught classes on wheelchair sales and billing. Ramirez asked Karnes for DME “leads,” a list of insured customers who needed and were prescribed DME.
Karnes assisted in procuring “leads” from foreign-based coconspirators, but many of these leads were for Medicare beneficiaries who did not need or want DME. Karnes introduced Ramirez to co-conspirators in Mexico and Russia. Though the standard industry practice is to vet leads to ensure they are legitimate before billing Medicare or other insurers, Karnes and Ramirez knew the leads were not vetted. Based on the frequency of complaints and returns, they also knew that many of the leads were fraudulent, though NOVA DME still submitted claims for reimbursement to Medicare.
Karnes acted as a health care consultant to Ramirez and NOVA DME. Even though Karnes knew Ramirez and NOVA DME submitted claims for unnecessary and unwanted DME for Medicare beneficiaries, if Medicare denied a claim, Karnes often altered and resubmitted claims for approval.
Around February 2022, Karnes introduced Ramirez to a Russian-based co-conspirator who owns and controls multiple DME companies throughout the United States. Karnes also knew that all the owner’s U.S.-based companies were eventually closed, some due to suspicions of billing fraud. From around January 2022 until June 2024, Karnes was responsible for transferring money on behalf of the companies because he was U.S. based and could conduct financial transactions without arousing as much suspicion as would a Russian-based businessperson. In addition to Karnes, a Russian-based associate was responsible for all Medicare billing for the companies.
From approximately February 2022 until December 2023, with Ramirez’s permission, the Russian-based owner and associate submitted claims for Medicare beneficiaries on behalf of NOVA DME. Medicare sent payment for approved claims to NOVA DME via check or direct deposit. They then directed Karnes how much money to collect from Ramirez for the leads and where to send the money. At the Russian-based owner’s direction, Karnes instructed Ramirez to make regular payments to the Russian-based owner via a shell company called Sharp Ventures, LLC, which facilitated the laundering of Medicare fraud proceeds to Russia and elsewhere outside the United States. The payments ranged from $10,000 to $50,000 on a roughly weekly basis.
DME recipients and their caretakers returned the DME and complained directly to Ramirez that they did not request or need the DME they received. Ramirez frequently relayed those reports of returned DME and customer complaints to Karnes.
From January 2022 through December 2023 NOVA DME billed Medicare approximately $13,526,920 and was paid approximately $7,610,462, of which at least $4,060,000 to the Russian-based owner via Sharp Ventures, LLC at Karnes’ direction. Over the same period, Medicare received at least 508 complaints from at least 491 Medicare beneficiaries about NOVA DME. The complainants reported beneficiaries did not receive services from the provider, did not know the provider, returned the items but did not receive a refunds, and suspected identity theft.
From this scheme, NOVA DME, Ramirez, and Arpa received at least $2,256,787 in fraudulent proceeds from Medicare. Karnes personally profited at least $888,500.
Ramirez pled guilty on Jan. 31 to conspiracy to commit healthcare fraud. On April 18, he was sentenced to two years in prison and ordered to pay restitution of $2,256,787.

An International Atomic Energy Agency (IAEA) team of experts said the operator of the Borssele Nuclear Power Plant (NPP) in the Kingdom of the Netherlands demonstrates a commitment to its operational safety. The team encouraged the plant to continue its operational safety improvement initiatives.
The Operational Safety Review Team (OSART) mission, conducted at the request of the Netherlands, took place from 19 to 23 May. This was a follow-up mission to a 2023 OSART peer review mission to Borssele NPP, which also found the plant to be committed to ensuring operational safety and reliability.
OSART missions independently assess safety performance against IAEA safety standards. The aim is to advance operational safety by proposing recommendations and, where appropriate, suggestions for improvement.
Borssele NPP is located on the country’s coast – roughly 165 kilometres south of Amsterdam. Operated by Elektriciteits-Produktiemaatschappij Zuid-Nederland (EPZ) with a net electrical output of 482 MW(e), the plant is a single unit pressurized water reactor. Of the total electricity generation in the country, Borssele NPP contributes 3.2% and was put into commercial operation in 1973. The plant had previously received approval to extend the operational period to 2033, and the plant’s intention – as requested by the Dutch government – is to extend the operation until 2054.
The mission was conducted by a four-person team consisting of experts from Slovakia and Sweden and two IAEA staff members. The team held discussions with staff from the Borssele NPP and conducted site walkdowns during the review.

General information about OSART missions can be found on the IAEA website. An OSART mission is designed as a review of programmes and activities essential to operational safety. It is not a regulatory inspection, nor is it a design review or a substitute for an exhaustive assessment of the plant’s overall safety status.
Follow-up missions are standard components of the OSART programme and are typically conducted within two years of the initial mission.
The IAEA Safety Standards provide a robust framework of fundamental principles, requirements, and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

Under the framework of the 6th phase of the EuroMed Justice (EMJ) Project, the 21st CrimEx was held on 21 and 22 May in Lisbon, Portugal. Criminal justice representatives from 6 South Partner Countries (SPCs) and 9 European Union Member States gathered to discuss technical and strategic aspects of international judicial cooperation in criminal matters, focusing on exchanges on challenges and best practices on cases of trafficking in human beings and migrant smuggling.
Representatives from the South Partner Countries and EU Member States also prepared for the 6th EuroMed Prosecutors General Forum, which will be held at Eurojust in The Hague in July 2025. CrimEx members gave their recommendations and discussed the 2025-2027 multi-annual strategy, together with the action plans in relation to judicial cooperation on asset recovery (A) and trafficking in human beings and migrant smuggling (B).
Additionally, the EuroMed Justice Project team reported on recent activities. This included a presentation from the Egyptian representative on the Technical Assistance Facility (TAF) activity on combating illicit cultural heritage trafficking, which took place in Cairo, Egypt in March.
After the conclusion of the meeting, the SPC representatives beneficiated from a study visit at the Portuguese Judiciary Police, where they continued the exchanges with practitioners from the Portuguese National Authorities on trafficking in human beings and migrant smuggling investigations.
In the margins of the main discussions, several bilateral meetings took place between the delegations.

Ahead of the May 27 conclusion of the Norwegian parliamentary review into a proposal to divest The Government Pension Fund from companies unlawfully operating in the Occupied Palestinian Territory (OPT), Agnès Callamard, Secretary General of Amnesty International said:
“Norway’s Government Pension Fund is the largest sovereign wealth fund in the world. The Norwegian government should divest its pension fund from any companies found to be involved in maintaining Israel’s unlawful occupation in the OPT. It should also engage in rigorous screening of all investments, in line with international business and human rights standards. Divestment would chart a new human rights course.
“After 58 years of brutal military occupation, it is unjust that the Norwegian Pension Fund is benefiting from investments in companies profiting from Israel’s grave violations of Palestinians’ rights. Amnesty International has documented the commission, over decades, of war crimes in the Occupied Palestinian Territories.
“Furthermore, Amnesty International and many other human rights organizations and UN bodies, have provided abundant evidence of Israel’s ongoing genocide in the occupied Gaza Strip. Background
The Norwegian Government Pension Fund Global is the world’s largest government owned investment fund. Worth $1.8 trillion, the Norwegian fund has been an international leader in the environmental, social and governance investment field.
Norges Bank, the state-owned financial institution that manages Norway’s Government Pension Fund has a responsibility to respect human rights as reflected in the UN Guiding Principles on Business and Human Rights. The UN Office of the High Commissioner for Human Rights (OHCHR) has determined that investors’ operations, including that of minority shareholders such as Norges Bank, are directly linked to their investee companies’ involvement in human rights abuses and, therefore, that they have a responsibility to seek to prevent that involvement.
This requires conducting human rights due diligence to ensure that all the companies invested in by the pension fund do not cause or contribute to violations of international law and, where it finds they do and yet is unable to exercise leverage to prevent their unlawful activity, to responsibly divest its funds from those companies.
The obligation to prevent trade or investment relations that assist in maintaining the unlawful occupation and illegal settlements arises from states’ duty to ensure respect for international humanitarian law. This includes the duty to cooperate to bring to an end through lawful means serious breaches of international law; the duty to not recognize as lawful the situation created by such breaches; and the duty to not render aid or assistance in maintaining that situation. States also have an obligation to prevent genocide.
The Fund is currently invested in several companies listed in the UN database of businesses involved in the unlawful occupation of Palestine. This starkly exposes the shortcomings of the Fund’s current ethical framework, risking financially contributing to violations of international law, including the unlawful occupation of Palestine. Amnesty International has also documented the role of several of the companies under scrutiny.
Earlier this month, Amnesty Norway and 49 Norwegian organizations demanded action in a joint letter to the Ministry of Finance.
Last year the International Court of Justice confirmed that Israel has a legal obligation to end its unlawful occupation of the OPT and its systemic discrimination against the occupied Palestinian population. As a result of a UNGA resolution, in September 2024, Israel was given 12 months to withdraw from the OPT and third states must cooperate to make this happen.

Fiscal year 2025 results include a full year of financial information for MEI, while fiscal year 2024 only contain two full quarters of MEI’s financials based on the acquisition date of September 1, 2023. MEI contributed $6.08 million in revenue in fiscal year 2025.
On a positive note, the Company had substantial bookings in the last two quarters from contracts related to the two largest defense programs we supply to. These programs typically order every 12-18 months, so we expect bookings to lag sales for next few quarters. We continue to see positive comments related to future production levels for both the AMRAAM and HIMARS programs. The CEO of RTX recently stated that AMRAAM production was scheduled to double in calendar year 2025 as compared to calendar year 2024 levels. HIMARS continues to perform well in Ukraine, and we have seen reports of possible production increases as well. Lockheed was just awarded a follow-on contract only a few months after the previous award, which should lead to a supplemental order within the next few quarters. Foreign demand for both systems is strong. Foreign sales are typically included as part of normal production orders for both programs.
On a negative note, revenue was down in the fourth quarter due to the lag time between receipt of orders and production. In the fourth quarter of fiscal year 2025, revenue was $3.13 million. We expect soft revenues in the first quarter of fiscal year 2026, ending May 31, 2025, and for sales to pick up at the end of the fiscal second quarter, before reaching a steadier level in the fiscal third quarter.
We continue to see increased interest in new product development, including silicon carbide. We have developed various prototypes for testing by potential customers and continue to be optimistic about creating additional revenue sources.

Sec. 4. Reforming the NRC’s Structure. (a) The current structure and staffing of the NRC are misaligned with the Congress’s directive that the NRC shall not unduly restrict the benefits of nuclear power. The NRC shall, in consultation with the NRC’s DOGE Team (as defined in Executive Order 14158 of January 20, 2025 (Establishing and Implementing the President’s “Department of Government Efficiency”)), and consistent with its governing statutes, reorganize the NRC to promote the expeditious processing of license applications and the adoption of innovative technology. The NRC shall undertake reductions in force in conjunction with this reorganization, though certain functions may increase in size consistent with the policies in this order, including those devoted to new reactor licensing. The NRC shall also create a dedicated team of at least 20 officials to draft the new regulations directed by section 5 of this order.
(b) The personnel and functions of the Advisory Committee on Reactor Safeguards (ACRS) shall be reduced to the minimum necessary to fulfill ACRS’s statutory obligations. Review by ACRS of permitting and licensing issues shall focus on issues that are truly novel or noteworthy.
Sec. 5. Reforming and Modernizing the NRC’s Regulations. The NRC, working with its DOGE Team, the Office of Management and Budget, and other executive departments and agencies as appropriate, shall undertake a review and wholesale revision of its regulations and guidance documents, and issue notice(s) of proposed rulemaking effecting this revision within 9 months of the date of this order. The NRC shall issue final rules and guidance to conclude this revision process within 18 months of the date of this order. In conducting this wholesale revision, the NRC shall be guided by the policies set forth in section 2 of this order and shall in particular:
(a) Establish fixed deadlines for its evaluation and approval of licenses, license amendments, license renewals, certificates of compliance, power uprates, license transfers, and any other activity requested by a licensee or potential licensee, as directed under the Nuclear Energy Innovation and Modernization Act, rather than the nonbinding “generic milestone schedules” guidelines the NRC has already adopted. Those deadlines shall be enforced by fixed caps on the NRC’s recovery of hourly fees. The deadlines shall include: (1) a deadline of no more than 18 months for final decision on an application to construct and operate a new reactor of any type, commencing with the first required step in the regulatory process, and (2) a deadline of no more than 1 year for final decision on an application to continue operating an existing reactor of any type, commencing with the first required step in the regulatory process. The regulations should not provide for tolling those deadlines except in instances of applicant failure, and must allow a reasonably diligent applicant to navigate the licensing process successfully in the time allotted. Moreover, these are maximum time periods; the NRC shall adopt shorter deadlines tailored to particular reactor types or licensing pathways as appropriate.
(b) Adopt science-based radiation limits. In particular, the NRC shall reconsider reliance on the linear no-threshold (LNT) model for radiation exposure and the “as low as reasonably achievable” standard, which is predicated on LNT. Those models are flawed, as discussed in section 1 of this order. In reconsidering those limits, the NRC shall specifically consider adopting determinate radiation limits, and in doing so shall consult with the Department of Defense (DOD), the Department of Energy (DOE), and the Environmental Protection Agency.
(c) Revise, in consultation with the Council on Environmental Quality, NRC regulations governing NRC’s compliance with the National Environmental Policy Act to reflect the Congress’s 2023 amendments to that statute and the policies articulated in sections 2 and 5 of Executive Order 14154 of January 20, 2025 (Unleashing American Energy).
(d) Establish an expedited pathway to approve reactor designs that the DOD or the DOE have tested and that have demonstrated the ability to function safely. NRC review of such designs shall focus solely on risks that may arise from new applications permitted by NRC licensure, rather than revisiting risks that have already been addressed in the DOE or DOD processes.
(e) Establish a process for high-volume licensing of microreactors and modular reactors, including by allowing for standardized applications and approvals and by considering to what extent such reactors or components thereof should be regulated through general licenses.
(f) Establish stringent thresholds for circumstances in which the NRC may demand changes to reactor design once construction is underway.
(g) Revise the Reactor Oversight Process and reactor security rules and requirements to reduce unnecessary burdens and be responsive to credible risks.
(h) Adopt revised and, where feasible, determinate and data-backed thresholds to ensure that reactor safety assessments focus on credible, realistic risks.
(i) Reconsider the regulations governing the time period for which a renewed license remains effective, and extend that period as appropriate based on available technological and safety data.
(j) Streamline the public hearings process.
Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

I’d also like to express the UK’s thanks to Saudi Arabia and to France for your excellent leadership in steering our preparations for this high-level conference at the UN.
We are delighted to be co-chairing the Working Group on Humanitarian Action and Reconstruction with Egypt.
The Working Group has three main goals.
First, as the Egyptian Ambassador has just set out, we want to mobilise support for the Arab/Islamic Plan for Early Recovery, Reconstruction and Development.
The plan sets out a realistic path for the reconstruction of Gaza and, if implemented, promises swift and sustainable steps to improve the catastrophic living conditions for the Palestinians living in Gaza.
We strongly encourage all delegations ahead of the Conference in June to consider what concrete measures or commitments you can make to provide financial, technical, and capacity-building support to the plan, and to empower the Palestinian Authority to lead it.
Of course, recovery and reconstruction efforts must also be based upon a solid political and security framework, which provides peace and security for both Israelis and Palestinians alike.
We therefore encourage delegations to consider what enabling elements, including financial, governance and security arrangements, are required. We urgently need to get these in place so that reconstruction efforts are sustainable, inclusive, and can support longer-term peace.
Second, our Working Group will look to identify how we can address the dire humanitarian situation in the Occupied Palestinian Territories.
As my Prime Minister said this week, the level of human suffering in Gaza is intolerable.
Humanitarian access to the Gaza Strip has been completely blocked or severely restricted since 2 March, and the entire population is at risk of famine according to the latest IPC report of 12 May. Meanwhile, hostages continue to be held in appalling conditions.
The Secretary-General has been clear that the entry of humanitarian assistance must be restored immediately with UN agencies allowed to work in full respect of humanitarian principles.
The UK has allocated $135 million this year to support the OPTs, including to provide humanitarian relief and support for Palestinian economic development.
Our working group will explore how we can ensure sufficient funding of the response, and the steps that can be taken to ensure it is consistent with humanitarian principles and with International Humanitarian Law. This includes the needs of the most vulnerable groups.
Third and finally, UNRWA delivers essential services and life-saving humanitarian assistance to Palestinian refugees in the OPTs and in the region. It is indispensable. That is why in the last financial year, the UK provided $55 million in funding to support its important work.
Yet UNRWA is still facing a shortfall of more than $450 million from a budget of $880 million, as it confronts the biggest humanitarian crisis seen in the organisation’s history.
Our working group will consider what further support can be provided by all of us to UNRWA, including through securing sustainable financial contributions.
Further details on the aims of our Working Group Five are set out in the Concept Note, which has been circulated. We encourage written submissions on the guiding questions from delegations and the UN system by Friday, 30 May.
Co-chairs, in closing, the UK has long been clear that lasting peace and security for Palestinians and Israelis alike can only be achieved through a two-state solution.
We look forward to working with our Egyptian colleagues, the entire UN membership, and colleagues across the UN system to help deliver a conference which moves us towards this goal.

In addition to co-chairing Working Group Five on Humanitarian Action and Reconstruction in Gaza with our Egyptian colleagues, the UK is also looking forward to engaging across all the working groups.
I would like to set out three priority areas where the UK thinks this Conference can have real impact in moving us closer to achieving a Two-State Solution.
First, the Palestinian Authority. To achieve a sovereign and unified Palestinian State living in peace and security with Israel, we need to provide support to the Palestinian Authority so that it can effectively govern the entirety of the Occupied Palestinian Territories. This includes financial and technical assistance, as it delivers vital reforms.
We should also explore how to strengthen support for Palestinian Authority fiscal and trade reforms, especially under the PA-EU reform framework, with the aim of restoring the Palestinian Authority’s economic viability.
Second, security. Through Working Group Two, we have an important opportunity to consider how we can ensure long-term security for Israelis and Palestinians alike.
We should use this to build international consensus on the transitional security and governance arrangements for the future of Gaza, without Hamas, that can lay the ground for sustainable peace in the region.
Third, we should use the conference to consider concrete measures for safeguarding the Two-State Solution and upholding international law. This should include concrete measures to oppose illegal settlement activities and any attempts at annexation.
For its part, the UK has announced a series of sanctions targeting those responsible for supporting, inciting and promoting violence against Palestinian communities in the West Bank.
In addition to these three important themes, we must continue to press for an immediate and rapid increase in humanitarian aid delivery and distribution in Gaza. And we must also support the efforts led by the United States, Qatar and Egypt to secure an immediate ceasefire, the release of all remaining hostages, and achieve a long-term political solution.
This is the best and only way to ensure lasting prosperity and stability in the region.

This evening the Council was granted an interim injunction to ensure that the picketing and protesting behaviour outside of the Council’s three depots is in accordance with legal provisions.
The injunction, which is in place until Thursday when a further hearing will take place, set out expected behaviour from those picketing and aims to prevent the obstruction of vehicles leaving the depots. The Council must now work to resume weekly collections and reduce the recent build up of waste experienced in the City.
Our priority is to deliver a reliable waste service to the people of Birmingham and since the Police withdrew their S14 powers last week, that has not been possible. We have seen an increase in disruption at our depots, with workers and vehicles being prevented from doing their jobs. This has in-turn led to a backlog of approx. 12,800 tonnes of waste on the streets.
The Council has been negotiating with Unite since the start of this strike around the behaviours we have seen at our depots, and whilst everyone has a right to protest, the council has a public health duty to uphold and clearing waste is central to this.
We believe that these actions are in breach of the law, as a result the Council issued Unite’s lawyers with a letter before action at the start of the week. We were subsequently given assurances in writing that there would be a change at the depots . This has not happened, and they have breached those reassurances this morning by again not allowing our trucks to leave.
Therefore the Council has taken the decision to proceed with an application to the High Court for a legal injunction to restrict the unlawful behaviour. This is not something we wanted to do and have given Unite many opportunities to co-operate with us and avoid this course of action.
The health and safety of the people of Birmingham is vitally important, and the council has been forced to take this action to prevent waste accumulating across our city, impacting deprived communities the most.

Researchers in Exeter have today (Saturday 24 May) been selected to host a state-of-the-art facility developing new materials designed at microscopic scale – paving the way for new jobs and businesses in everything from medical sensors to healthier food colourings in soft drinks.
The University of Exeter’s MetaHub will be supported by £19.6 million in public and private backing, announced by Science Minister Lord Vallance at the University.
The MetaHub is focused on ‘nanoscale metamaterials’ – a new class of advanced materials, designed at the tiniest, molecular level, so that they have new and useful properties that cannot be found in the natural world. This could enable components to be created that are much smaller than current technology allows, or that can perform new functions that aren’t possible with existing materials.
These new materials could be used to make the next generation of computer components and radio transmitters for defence systems, diagnostic tools for healthcare, and healthier food colourings for soft drinks. Their work is being backed by businesses ranging from defence and security firms QinetiQ and Leonardo to multinational drinks manufacturer PepsiCo.
This is a growing field, emerging from just a handful of groups doing such research, with the UK already leading the way. Investing now in the UK’s metamaterials expertise paves the way for the products of the future to be discovered and commercialised in Britain – with new jobs, businesses and even entire industries to potentially flow from them.
Delivering this growth in partnership with the private sector, £10.5 million of the total funding comes from UK Research and Innovation, with a further £4.5 million in private investment crowded in – showing the value of cutting-edge research as a driver of investment into all corners of the country, in support of the Plan for Change. A further £4.65 million comes from the University of Exeter and other higher education institutions.

The work happening here in Exeter is a prime example of how cutting-edge research can attract private investment and drive economic growth, in every corner of the UK, which will be critical to our economic mission at the core of the Plan for Change.

We are securing the UK’s leadership in the high-potential field of metamaterials, a new class of materials specially engineered to have new and useful properties. This work is paving the way for future products and innovations that will deliver jobs and growth, in the years ahead.
At the University yesterday, Lord Vallance met researchers leading major new initiatives across climate change, critical minerals and human genomics which together with MetaHub represent £80 million of new public and private sector investment into Cornwall and Devon.

New Zoo Standards will enhance welfare and protections for animals in Great Britain’s zoos and aquariums.
Major update in rules for keeping animals in zoos as government introduces new standards which will ensure the UK’s famous zoos remain global leaders in the zoo industry.
Larger habitat enclosures for elephants, better training for staff to handle exotic animals, and improved public safety measures will be required as part of the new Standards of Modern Zoo Practice for Great Britain, published today (Saturday 24th May)

These new standards set a clear vision for the future of zoos in the UK and we’re pleased to have worked closely with Defra to help shape them and ensure that they represent world class animal care.
These standards will help bring the whole sector up to a level the public rightly expects – and that animals everywhere deserve.

Other measures in the Standards include:
Protecting the public – All zoos will need to ensure appropriate safety measures are in place if they want to keep dangerous animals, including double-gated entry systems, lone worker procedures, and the appropriate availability of firearms.
There is a 2 year timeline on zoos and aquariums to adapt to the changes, with further phased timelines for some species-specific changes. This gives enough time to implement the changes efficiently, while support and guidance will be available -keeping welfare at the heart of zoo operations.
These changes, part of the wider Plan for Change, will modernise the way animals are cared for in zoos and aquariums and reaffirm the UK’s position as a global leader in ethical and responsible wildlife management. The new published standards are available from today on gov.uk.

UK shores up NATO’s eastern flank with deployment to Finland.

Hundreds of UK military personnel deployed to NATO’s eastern flank to add critical firepower to a major NATO exercise in Northern Finland.
Exercise Northern Strike will see the UK Armed Forces join thousands of personnel from Finland and Sweden, NATO’s two newest Allies. The show of force and firepower reinforces the Alliance’s readiness, capability, and commitment to defend every inch of NATO territory. This is the latest demonstration of strong collaboration between the UK and our international partners as set out in the government’s Plan for Change.
New British Army AH64E Apache attack helicopters will fire Hellfire missiles and 30mm guns simulating close support to allied combat forces on the ground, including British Army infantry units.
Bringing their cutting-edge rocket systems to the battlefield, The British Army’s 3rd Regiment Royal Horse Artillery will fire their Multiple Launch Rocket System (MLRS) throughout and put their troops to the test during a field training exercise. MLRS has been proven in battle in the war in Ukraine and this will be the first time the British Army fire the system on European soil alongside AH64E Apache helicopters.
Exercise Northern Strike demonstrates our unshakeable commitment to NATO and highlights the key capabilities the UK brings to the Alliance. This government’s commitment to increasing defence spending to 2.5% of GDP from April 2027 ensures the UK’s strength and leadership.
From the skies over Poland, to the northern reaches of Finland, the UK is standing shoulder to shoulder with our allies in leading the way in defending NATO’s eastern flank. Working with our international partners is at the core of this government’s Plan for Change.
Deepening partnerships with key Allies across the exercise is a key part of this Government’s NATO first policy, to ensure the UK is secure at home and strong abroad. Strengthening NATO by showcasing our capabilities and increasing interoperability assures our allies and deters our adversaries.
Exercise Northern Strike is part of a wider operation to secure NATO’s eastern flank; Operation RAZOREDGE. RAZOREDGE is made up of 13 exercises involving 13 NATO allies across 6 countries. The UK has contributed assets across air, land and sea with over 6,000 UK personnel taking part alongside 16,500 allied troops.
Operated by 4 Regiment, Army Air Corps, the Apache Helicopters also support jobs across the country at the Army Aviation Centre in Hampshire and Suffolk. UK industry also plays a key role with 75 British companies, including 33 SMEs also contributing a range of critical components to the aircraft.
Keeping the country safe is the Government’s first priority, and an integral part of its Plan for Change. The work of the Royal Navy, British Army, and Royal Air Force, is critical to the security and stability of the UK, supporting all of the Government’s five missions in its plan.

Xi says China ready to work with Germany to open new chapter in all-round strategic partnership
BEIJING, May 23 — Chinese President Xi Jinping said Friday that China is ready to work with Germany to open a new chapter in their all-round strategic partnership, to steer China-EU relations toward new progress and to make new contributions to the stable growth of the world economy.
Speaking to German Chancellor Friedrich Merz over phone, Xi once again congratulated him on assuming office. He pointed out that as the world undergoes accelerated changes unseen in a century and the international landscape is marked by transformation and turbulence, the strategic and global significance of China-Germany and China-EU relations has become even more prominent.
A sound and stable China-Germany relationship serves both countries’ interests, and meets the expectations of various sectors in China and Europe, the Chinese president added.
China and Germany have developed their bilateral relations based on mutual respect, seeking common ground while shelving differences, and win-win cooperation, Xi stressed, calling on both sides to maintain and carry forward this fine tradition.
First, Xi called for consolidating political mutual trust. He said China views Germany as a partner, welcomes Germany’s development and prosperity, and is willing to maintain close high-level exchanges with Germany, respect each other’s core interests and consolidate the political foundation of bilateral relations.
Second, Xi urged the two sides to enhance the resilience of their ties. He said both sides should not only continue to expand the existing cooperation in traditional fields such as automobiles, mechanical manufacturing and chemical industry, but seek more collaboration in cutting-edge fields such as artificial intelligence and quantum technology, and strengthen exchanges and cooperation in areas including climate change and green development, contributing the wisdom and solutions of China and Germany to global sustainable development.
Third, Xi noted that bilateral cooperation should continue to gather momentum. He said that China is willing to share with Germany development opportunities brought by its high-level opening-up, adding that China hopes Germany will offer more policy support and facilitation for two-way investment, and provide a fair, transparent and non-discriminatory business environment for Chinese enterprises.
Xi pointed out that facts have fully proven that partnership is the proper positioning of China-Germany and China-EU relations, and a stable and predictable policy environment is essential to ensuring bilateral cooperation.
As major countries, he added, both sides share a common responsibility. Noting that this year marks the 50th anniversary of diplomatic relations between China and the EU, Xi said that the two sides should jointly review the successful experience in the development of China-EU relations and send a positive signal in support of multilateralism and free trade, as well as deepening openness and mutually beneficial cooperation.
For his part, Merz said that China is one of the world’s most important countries, and Germany-China relations have seen sound development, with deepened cooperation yielding fruitful results.
Bilateral cooperation is particularly significant in the current international landscape as both China and Germany are the world’s major economies, the German chancellor added.
The new German government adheres to the one-China policy, and is willing to push for greater progress in their strategic partnership in a constructive and practical manner, he said.
Germany expects to conduct closer exchanges and cooperation with China in various areas, uphold opening-up and mutual benefit, boost fair trade, safeguard world peace and jointly tackle climate change and other global challenges, Merz said.
A healthy and steady development of EU-China relations is in the interest of both sides, and Germany is willing to play an active part in this regard, he said.
The two leaders also exchanged views on the Ukraine crisis.

Dmitry Patrushev took part in the XI Nevsky International Ecological Congress
Deputy Prime Minister of the Russian Federation Dmitry Patrushev took part in the events of the XI Nevsky International Ecological Congress. After the plenary session, together with the Chairperson of the Federation Council Valentina Matviyenko and colleagues from foreign countries, Dmitry Patrushev planted a tree as part of the “Garden of Memory” campaign.
“We pay great attention to forest restoration. In 2025, Russia plans to restore forests on an area of over 1.3 million hectares. This work is being carried out within the framework of a separate federal project of the national project “Ecological Well-being”. Volunteers – participants in environmental campaigns also contribute to it every year. Thus, the traditional environmental and patriotic campaign “Garden of Memory” is held throughout the country and abroad. It is dedicated to the memory of those who died during the Great Patriotic War. Such events, among other things, contribute to environmental education, preservation and transmission of historical memory of the exploits of our heroes to the younger generation. Over the five years of the campaign, millions of volunteers from 78 countries of the world have joined in planting memorial gardens, who, through joint efforts, have planted over 130 million memorial trees,” said Dmitry Patrushev.
On the sidelines of the Nevsky International Ecological Congress, Dmitry Patrushev held two international meetings – with the Vice President of the Islamic Republic of Iran, head of the Environmental Protection Organization Shina Ansari and the representative of the President of the Republic of Azerbaijan on climate issues Mukhtar Babayev. Russia works with both countries within the framework of the Tehran Convention for the Protection of the Marine Environment of the Caspian Sea.
Russia and Iran are actively strengthening ties in the field of environmental conservation. There are two working groups: on water management and on ecology. The two countries also continue to work together to restore the population of the Persian leopard. In 2016, the first two individuals, transferred by the Iranian side, were released into the wild. Currently, 12 leopards live in the wild in the Russian part of the Caucasus. Dmitry Patrushev invited his Iranian colleagues to visit the Leopard Restoration Center in Sochi.
At a meeting with the representative of the President of the Republic of Azerbaijan on climate issues Mukhtar Babayev, the main topic was the shallowing of the Caspian Sea. Last year, a Russian-Azerbaijani working group was formed on this issue. Russia and Azerbaijan agreed to develop a joint program to solve this problem. Dmitry Patrushev said that it is planned to approve it this year.
The Deputy Prime Minister also drew attention to the need to form a common regulatory framework for interaction between Russia and Azerbaijan in the field of environmental protection.
