  • MIL-OSI Security: Northfield Man Sentenced to 27 Months for Embezzling $558,625 From ValleyNet

    Burlington, Vermont – The United States Attorney’s Office for the District of Vermont stated that on June 27, 2024, John Van Vught, 73, of Northfield, Vermont, was sentenced by United States District Judge Christina Reiss to a term of 27 months’ imprisonment to be followed by a 3-year term of supervised release. Van Vught was also ordered to pay $558,625 of restitution to ValleyNet. Van Vught previously pleaded guilty to wire fraud on February 22, 2024.

    According to court records, from 2010 through July 2022, Van Vught was employed as an accountant for ValleyNet, a non-profit operator of fiber-to-the-home internet networks in east-central Vermont. As part of this work, Van Vught provided accounting services, including managing company bank accounts, which allowed him to execute electronic funds transfers and pay bills from ValleyNet accounts. Between approximately 2013 until July 2022, Van Vught embezzled approximately $558,625 from ValleyNet’s accounts by conducting electronic transfers. After Van Vught’s embezzlement was suspected in the summer of 2022, Van Vught provided intentionally erroneous documentation to ValleyNet leadership in an attempt to further obfuscate his theft. After being confronted with evidence of his crime by ValleyNet leadership, Van Vught fled Vermont, initially traveling west to New Mexico, then back east to Brunswick, Georgia, where he was apprehended by the FBI.

    United States Attorney Nikolas P. Kerest commended the investigatory efforts of the Federal Bureau of Investigation.

    The case was prosecuted by Assistant U.S. Attorney Jonathan A. Ophardt. Van Vught was represented by Federal Public Defender Michael Desautels.

  • MIL-OSI Security: Additional Defendant Pleads Guilty in $50 Million Ponzi Scheme Involving Off-the-Road Tires

    COLUMBUS, Ohio – A New Jersey man who is alleged to have fled to Turkey has returned to the United States and pleaded guilty to his role in a nationwide, off-the-road tire sale fraud scheme that resulted in tens of millions of dollars of losses.

    Ahmet Neidik, 64, of Fort Lee, New Jersey, pleaded guilty today to conspiring to commit wire fraud.

    Neidik was the co-owner of, and ran the daily operations for, transportation, logistics and importing/exporting businesses. Some of the proceeds of the scheme were sent to businesses controlled by Neidik. Neidik would then wire money to the bank accounts of co-conspirators.

    It is alleged that John K. Eckerd, Jr., 58, of Dallas, is the leader of the multi-state conspiracy.

    Conspiring with previously convicted and sentenced defendant Jason E. Adkins, 46, of Jackson, Ohio, Eckerd and others orchestrated a $50 million Ponzi scheme that defrauded more than 50 investors.

    According to Eckerd’s indictment, from 2012 until at least in or around late 2018, Eckerd represented himself to potential investors as an entrepreneur and businessman with expertise in the market for off-the-road tires. Off-the-road tires are over-sized tires that are used on earth moving equipment and/or mining equipment. Eckerd had control of or access to many corporations allegedly used as part of the scheme.

    Co-conspirators allegedly solicited millions of dollars from investor-victims under false pretenses. Investors were told their money would be used to buy off-the-road tires at a steep discount, and that the tires would then be re-sold to a buyer at a much higher rate. Investors were promised a high percent rate of return on investment, generally within 180 days.

    It is alleged defendants rarely bought or sold tires, and when they did, they used the same tires as the basis for multiple deals, promising multiple investors that they each owned the same tires.

    Defendants corresponded with the potential investors face-to-face, as well as through a combination of phone calls, text messages, and, on occasion, emails. It is alleged they used private planes to showcase their inventory and appear wealthy and successful. Defendants also allegedly provided investors with elaborate, fraudulent paperwork regarding the purported deals. The co-conspirators requested large investments and loans, most to be funded through wire transfers.

    With his guilty plea, Neidik admitted to participating in the scheme. To give potential investors confidence in the tire deals, Eckerd and Adkins offered the services of a purportedly neutral third party to arrange shipment of the tires and/or hold investment funds in escrow until certain conditions were met in completing the deal. Neidik allowed Eckerd and Adkins to represent to investors that he was the neutral third party, and on some occasions, entered into escrow agreements with the investors.

    As part of his plea, Neidik has agreed to pay $370,000 in restitution for his part of the scheme.

William Rivers, Special Agent in Charge, Federal Bureau of Investigation (FBI), Cincinnati Division, announced the guilty plea entered today before Chief U.S. District Judge Algenon L. Marbley. Assistant United States Attorneys S. Courter Shimeall, Peter K. Glenn-Applegate and David J. Twombly are representing the United States in this case.

    MHRA approves polihexanide to treat acanthamoeba keratitis

    As with any medicine, the MHRA will keep the safety and effectiveness of polihexanide under close review. 

    The Medicines and Healthcare products Regulatory Agency (MHRA) has approved polihexanide (Akantior) to treat acanthamoeba keratitis. 

    Acanthamoeba keratitis is an infection of the cornea, the clear ‘window’ at the front of the eye, that can be very painful.  

    This medicine has been approved through the International Recognition Procedure (IRP). The IRP allows the MHRA to take into account the expertise and decision-making of trusted regulatory partners for the benefit of UK patients.   

    Polihexanide is administered as an eye drop solution, directly into the eye.    

    The MHRA conducts a targeted assessment of IRP applications and retains the authority to reject applications if the evidence provided is not considered sufficiently robust.  

    A full list of side effects can be found in the Patient Information Leaflet (PIL) or the Summary of Product Characteristics (SmPC), available on the MHRA website within 7 days of approval.   

    As with any medicine, the MHRA will keep the safety and effectiveness of polihexanide under close review.

    Stoke-on-Trent City Council is set to scrap outdated restrictions that stop cafes and food venues near football grounds from using outdoor seating on matchdays.

    The city council’s cabinet will make the final decision when it meets on May 27.

    Current rules mean businesses in designated matchday zones near the bet365 Stadium and Vale Park cannot sell or serve food or drink from temporary outdoor seating when Stoke City or Port Vale are playing at home.

    The cabinet is now considering ending this restriction as part of a new policy on pavement licences.

    A report to cabinet highlights that many local venues are missing out on valuable matchday trade as a result of the current rules.

    Pavement licences allow businesses to place furniture on public highways for the sale or consumption of food and drink. Meanwhile, some businesses with private outdoor space aren’t subject to the same restrictions, creating an uneven playing field.

    Councillor Finlay Gordon-McCusker, cabinet member for transport, infrastructure and regeneration at Stoke-on-Trent City Council said: “Matchdays should be a moment of opportunity; not just for fans, but for local businesses too. Right now, we’ve got rules that hold people back.

    “Lifting these restrictions is a simple, sensible change that means more trade for local businesses, more choice for fans, and a better matchday experience all round.

    “It’s about common sense. Backing the businesses that keep this city going and making sure we offer the best experience to everyone who loves their local club.”

    Alderney Ferry Services secures Ferry subsidy for 2025

    Alderney Ferry Services Ltd will continue to operate the subsidised service between the Island and Guernsey for the summer season following the outcome of the Tender process commenced at the start of 2025.

    Although Alderney Ferry Services is already running daily services between the islands, the subsidy period begins on May 26th to cover the second May Bank Holiday and continues until September 26th.

    Two rotations will be available every day with additional rotations in August to cover Alderney Week. Fares are £60 one-way for adults and £45 one-way per child up to 14 with babies under two travelling free, and while there’s no extra charge for large luggage, dogs and cycles will be £5 one way.

    Jersey firefighters are showing their support for their colleagues in Oxfordshire, with a fundraiser in memory of the two colleagues who died during an incident in Bicester.

    Firefighters Martyn Sadler, 38, and Jennie Logan, 30, were killed along with business owner Dave Chester in the fire that engulfed the Bicester Motion site on the evening of Thursday 15 May. 

    The thoughts of SJFRS are with Jennie and Martyn’s families and with the two firefighters who are still in hospital. The flag at Jersey Fire and Rescue Headquarters at Rouge Bouillon has remained at half-mast since news of their deaths broke. 

    Crews from Green Watch will be in the Royal Square between 11am and 2pm on Tuesday 27 May, raising money for their colleagues in Oxfordshire, thanks to assistance from the Fire Fighter’s Charity. 

    It is an opportunity for Islanders to talk to our highly trained firefighters and take a tour of two SJFRS fire engines, to find out more about the range of incidents we attend, how our emergency services work together to save lives and reduce harm and how we can all play a part in reducing the risks of fires and other emergencies.

    The Fire Fighter’s Charity supports colleagues in the Fire and Rescue services across the UK, including here in the Channel Islands. It was originally set up during World War Two to support the bereaved families of firefighters who died during the Blitz. 

    Now, the charity offers care, support and guidance to firefighters, serving or retired, fire and rescue service staff and their families. 

    Following the incident on 15 May, the Fire Fighter’s charity said: “This tragedy is a powerful reminder of the courage and sacrifice shown by firefighters every day. We stand in solidarity with our fire family at this incredibly difficult time.”​

    Islanders are invited to join firefighters for a celebration of the 75th anniversary of the States of Jersey Fire and Rescue Service. 

    Fire HQ in Rouge Bouillon, St Helier, will be open to visitors on Saturday 31 May 2025, to mark the day that the States of Jersey took over responsibility for the Island’s protection in 1950. It replaced the St Helier Fire Brigade, which had been in service since 1902. 

    There will be demonstrations throughout the Open Day, where firefighters will showcase their skills, and the equipment used in their day-to-day role. These include rope rescues, RTC extractions and ladder rescues and firefighting demonstrations. 

    In addition to the fire appliances, a dam of water will be built around the Service’s inshore rescue boat, and the aerial ladder platform will be on display. 

    We will be fundraising for the SJFRS Benevolent Fund and the Fire Fighter’s Charity. 

    A museum exhibit will also be set up inside the station, for Islanders to learn about the Service’s rich history and some of the major incidents faced over the decades, and firefighters will share their top fire safety tips, to educate Islanders and encourage them to stay safe. 

    We will also be joined by the States of Jersey Police, who are our partners at many incidents. 

    The open day will take place from 10am until 3pm.

    11:30: Rope rescue 

    12:30: RTC extraction

    Islanders are reminded that they have until Saturday 31 May if they intend to file a paper tax return. 

    So far, 33,400 of the Island’s approximately 67,000 taxpayers have submitted their tax return, with 18,253 paper returns received. 

    Those who do not complete a paper tax return by Saturday 31 May have until Thursday 31 July to submit an online tax return. Taxpayers who file on paper, or online, after the respective deadline dates, will be liable to fines which increase gradually until a return is filed. 

    Last year 51% of Islanders chose to file online and those who want to file online for the first time this year will need to activate a onegov account, and set up a digital ID before they can complete their tax return online. 

    There is a range of support available for the whole process, including:

    • Telephone support for the tax return from Revenue Jersey on (01534) 440300

    Richard Summersgill, Comptroller of Revenue, said: “We are hoping that Islanders will complete their returns – either on paper or online – in good time this year. 

    “It is always best to file a tax return early as this increases the likelihood of monthly tax deductions from employees’ salaries not changing significantly in future months.

    “Currently, 88% of customers’ 2024 returns are being assessed within 30 days. 

    “After the paper filing deadline, taxpayers who have a passport will still have the option to avoid a fine by activating a onegov account and filing online by 31 July.”

    Islanders are reminded that Revenue Jersey moved from Philip Le Feuvre House in La Motte Street in December. It is now situated in the Government of Jersey Union Street building. With the deadline falling on Saturday 31 May, the building will be closed but there is an exterior mailbox where customers can drop documents.

    Small and medium businesses, sole traders and third sector organisations in Aberdeen are being encouraged to apply for grants that can help in reductions towards energy bills and lower their carbon footprint.  

    The Aberdeen Energy Efficiency Programme, ran in partnership with SCARF, offers non-repayable grants of up to £10,000 to eligible businesses. These grants will cover up to 50% of the total project cost, providing businesses with the financial support needed to undertake energy-saving upgrades. 

    Aberdeen City Council Co-Leader Councillor Christian Allard said: “This is a great opportunity for local businesses to reduce their energy costs while contributing towards our net zero goals. 

    “I encourage all eligible businesses to apply and discover what support they could receive.”  

    Aberdeen City Council Co-Leader Councillor Ian Yuill said: “The grants available represent a significant step forward in supporting Aberdeen’s businesses to embrace energy efficiency and sustainability.   • MIL-OSI Security: Rap Artist Sentenced for Carrying a Loaded Semiautomatic Pistol with Extended Clip in Carry-On Bag at LAX

    An Atlanta man and known rap artist was sentenced today to 20 months in federal prison for attempting to carry a loaded weapon in his carry-on bag as he attempted to board a flight to Atlanta.

    Tiwan Raybon, 36, of Douglasville, Georgia, was sentenced this afternoon by United States District Judge André Birotte Jr. to one year and 8 months in federal prison.

    Raybon, also known as “Fat Money” was indicted by a federal grand jury in United States District Court in Los Angeles on June 27, 2022, for knowingly possessing a Glock 9mm-caliber semiautomatic pistol and several rounds of ammunition—which were contained in his carry-on luggage—while attempting to board a flight from Los Angeles destined for Atlanta, Georgia. In April 2024, Raybon pleaded guilty to one federal count of being a prohibited person in possession of a firearm and ammunition.

    At the time of the offense, Raybon fled after officers with the Transportation Security Administration (TSA) found the firearm and ammunition during a routine luggage inspection. TSA then contacted the FBI for further investigation. Raybon was in possession of the weapon illegally as he had been convicted previously of multiple felonies and a misdemeanor crime of domestic violence in Cook County, Illinois.

    It is unlawful for a person convicted of a felony or a misdemeanor crime of domestic violence to ship, transport, receive, or possess a firearm or ammunition.

    The FBI’s Task Force located at Los Angeles International Airport (LAX) and the Transportation Security Administration (TSA) investigated this case. The FBI’s Task Force at LAX is comprised of FBI Agents and detectives with the Los Angeles Police Department and the Los Angeles World Airport Police Department.

    The case against Raybon was prosecuted by Assistant United States Attorney Jennifer Chou with the United States Attorney’s Office in Los Angeles.

  • MIL-OSI Security: Fourteen Defendants Indicted in $5 Million California State Unemployment Fraud Scheme

    NEWS RELEASE SUMMARY – November 16, 2023

    SAN DIEGO – An indictment partially unsealed today charges 14 defendants with fraud and money laundering offenses for a scheme centered around fraudulent unemployment applications submitted to the California Employment Development Department during the pandemic. The indictment alleges the fraud netted the defendants almost $5.2 million in funds from the state of California.

    According to the indictment, David Constantin and Constantin Bobi Sandu, who was arrested and charged separately in March 2023, helped hundreds of applicants apply for EDD benefits using fraudulent documents. Constantin and Sandu recruited potential applicants through Facebook and met applicants at parks throughout Southern California to complete the application process. Applicants paid Constantin or Sandu a partial fee up front for assisting with fraudulent applications and another fee after applicants received EDD payments.

    The indictment alleges that from July 2020 to August 2022, Constantin transmitted more than $128,000 in fraud proceeds to associates in Romania. Another defendant who fraudulently obtained EDD benefits with Constantin’s help, Eduard Buse, transmitted almost $129,000 to Romania in the same period. Buse also purchased a 2020 BMW X6 with over $105,000 in cash fraud proceeds in December 2022 and shipped the vehicle to Romania. Several other defendants also transmitted fraud proceeds to accounts in Romania.

    David Constantin was arrested in Romania at the request of the United States on November 13th by Romanian authorities who also served search warrants and seized, among other things, the BMW with California license plates. The Department of Justice will seek Constantin’s extradition to the United States. Buse and defendants Leonard Miclescu, Constantin Iosif Constantin and Florentina Sima were arrested in California and Texas. Nine other defendants remain at large.

    This case is being prosecuted by Assistant U.S. Attorneys Jessica Adeline Schulberg and Valerie Chu with assistance from the Department of Justice’s Office of International Affairs, FBI’s Legal Attaché in Bucharest, and Romanian authorities including the Directorate for Combating Organized Crime (DCCO) Service for Countering of Organized Criminal Groups, Brigade for Combating Organized Crime (BCCO) – Pitești, County Service for Countering Organized Crime – Teleorman, Romanian Gendarmerie Battalion, Romanian Ministry of Justice, and Romanian Criminal Investigative Directorate – Fugitive Unit.

    International Day of Solidarity with Political Prisoners in Belarus: Joint Statement to the OSCE, May 2025

    UK and 37 other countries call for immediate and unconditional release of political prisoners in Belarus.

    I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus: Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Luxemburg, Montenegro, the Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom, and my own country Poland. 

    The following participating States are also joining this statement: Albania, Austria, Bosnia and Herzegovina, Liechtenstein, Malta, Moldova, North Macedonia, San Marino and Switzerland.  

    Since the death of political prisoner and activist Vitold Ashurak in prison on 21 May 2021, we mark the International Day of Solidarity with Political Prisoners in Belarus annually.  

    Since May 2021, at least seven more political prisoners have died in the regime’s captivity: Mikalai Klimovich, Ales Pushkin, Vadzim Khrasko, Ihar Lednik, Aliaksandr Kulinich, Dmitry Schletgauer and Valiantsin Shtermer. They were unjustly persecuted for their political opinions, and failed to receive adequate medical attention and care. 

    In June last year, a group of 38 participating states invoked the Vienna Human Dimension mechanism and questioned many individual cases related to prisoners’ dignity, access to medication and medical care, to legal counsel of their own choosing, to effective remedies and a fair legal trial, as well as contacts with their families. The Belarus authorities did not bring any meaningful response to these questions nor has Belarus made progress on the recommendations of either the 2020 or 2023 Moscow Mechanism reports. 

    Some of those prisoners have since then been released, after completion of their sentences or through pardons, however the arbitrary detention of citizens for exercising their human rights persists. As of May 15, 2025, VIASNA estimates that there were 1189 political prisoners in Belarus. Many of them have serious health issues, disabilities, are over the age of 60, and are suffering from mental disorders. Many of them are subjected to torture and ill-treatment, including deprivation of necessary medical assistance. The UN Committee against Torture reported that torture in these prisons is systemic, habitual, widespread and deliberate with a pattern of impunity for perpetrators. 

    This is the day to remember them all. A day to reiterate our call for the Belarusian authorities:  

    • to stop repressing individuals for exercising their rights to freedom of expression, to freedom of association and to peaceful assembly;  

    • to release all political prisoners immediately and unconditionally, and to ensure their rehabilitation.  

    This is also the day to express our solidarity with relatives and friends of political prisoners, who are subject to political and administrative repression in Belarus and in exile, as part of a wider brutal crackdown on opposition figures, human rights defenders, civil society representatives, journalists and other media actors, and other citizens who dare voice any opposition or dissent.  

    In the face of this disregard of OSCE principles and commitments by the Belarusian authorities, we will continue to support the Belarusian people’s aspiration for a free, democratic and independent Belarus.

    Lei Haichao, minister of China’s National Health Commission who led a delegation to the 78th World Health Assembly, held separate meetings with health ministers of various countries on the sidelines of the assembly in Geneva, Switzerland, from May 17 to 20.

    The health ministers meeting with Lei included Philippine Health Secretary Teodoro J. Herbosa, Cuban Minister of Public Health José Angel Portal Miranda, Pakistan’s Minister of National Health Services, Regulations and Coordination Syed Mustafa Kamal, Moroccan Minister of Health and Social Protection Amine Tahraoui, Brazilian Federal Minister of Health Alexandre Padilha, Indonesian Health Minister Budi Gunadi Sadikin, South African Health Minister Pakishe Aaron Motsoaledi, and Tunisian Minister of Health Mustapha Ferjani. They engaged in in-depth discussions on advancing bilateral and multilateral health cooperation.

    Lei commended the progress made in health collaboration with these countries, noting that China is ready to promote policy communication and coordination between health departments. China is willing to provide support for further practical cooperation in areas such as universal health coverage, traditional medicine, infectious disease prevention and control, growth of the pharmaceutical industry and talent development, so as to jointly address global health challenges and promote the building of a global community of health for all, Lei added.

    Health ministers of these countries highly praised China’s achievements in the health sector. They expressed a willingness to further deepen cooperation with China in key areas and strengthen coordination within multilateral frameworks such as the World Health Organization, BRICS, G20, the Shanghai Cooperation Organization, and the Association of Southeast Asian Nations to enhance bilateral coordination and benefit the health of their populations.

    The Executive Director of Frontex, Hans Leijtens, took part in the 2025 European Police Congress in Berlin, highlighting the Agency’s growing role in shaping a united European approach to migration and internal security. 

    Hans Leijten’s participation in the high-level panel “Asylum Policy and Homeland Security” reflected the evolving role of Frontex as more than an operational body. The Agency is becoming a key strategic partner for Member States, law enforcement and European institutions alike. 

    “In the face of growing migration pressures and shifting geopolitical realities, it is vital that Europe acts with unity, foresight and shared responsibility,” said Leijtens. “Managing migration is not just about reacting to arrivals at our borders. It is about building trust, fostering partnerships and ensuring our actions reflect our values.” 

    Moderated by Rainer Wendt, Chairman of the German Police Union, the panel brought together leading voices from law enforcement, government and academia. It addressed how Europe can maintain both internal security and respect for fundamental rights amid ongoing migration challenges. 

    Frontex also hosted an information stand at the Congress, offering insight into its work on border surveillance, returns, anti-smuggling operations and support for national authorities. 

    The presence of the Frontex Executive Director at the European Police Congress underlines a broader shift. European border management today is not only about protecting borders. It is also about working together to build a coherent, rights-based approach to migration and security across Europe.

  • MIL-OSI Security: Former Tennessee State Public Official and a Corporate Executive Charged with Conspiracy to Obstruct Justice and Commit Perjury in Connection with a $123 Million State Contract

    NASHVILLE – Wesley Olan Landers, 55, of Cumming, Georgia, and Jeffrey Scott Wells, 54, of Canton, Georgia, have been charged by felony information with conspiracy to obstruct justice and to commit perjury in connection with a $123 million contract to provide behavioral health services to Tennessee Department of Corrections (“TDOC”) inmates, announced Thomas J. Jaworski, Acting United States Attorney for the Middle District of Tennessee.

    According to the information, Landers was the Deputy Commissioner and Chief Financial Officer for TDOC from 2012 until March 2020. From at least 2018 until February 2021, Wells was a Vice President of Company B.

    In 2019, Company A provided behavioral health services to TDOC inmates. In anticipation of the contract’s expiration, the State of Tennessee issued Requests for Proposals (“RFP”) for a new TDOC behavioral health services contract. Pursuant to the RFPs, prospective vendors could bid for the new contract. The State received bids from several prospective vendors and, in July 2020, issued a notice of its intent to award the new contract to Company B in Tennessee. The total amount for the new contract was $123,513,819.

    Before the new contract was awarded, from September 2018 until February 2020, Landers (while serving as a Tennessee State official) used his personal email account to provide confidential TDOC information related to the bidding process to Wells. On March 1, 2020, Company B hired Landers as its Vice President of Operations, reporting to Wells. This position was created specifically for Landers; it was not advertised to other candidates and neither Landers nor any other candidates were interviewed before he was hired. By February 2021, senior leadership of Company B learned that Landers had given confidential TDOC information to Wells in connection with the RFPs, and the CEO of Company B fired them both.

    A few months earlier, in October 2020, Company A filed a civil lawsuit relating to the RFPs in federal court in Nashville, naming among others, Company B and the State of Tennessee as defendants. In that lawsuit, Company A served subpoenas for documents and testimony on Landers and Wells for all their communications with TDOC employees related to the RFPs.

    To impede an investigation into a matter within the FBI’s jurisdiction – namely, bribery – and to conceal that Landers gave confidential TDOC information to Wells about the RFPs, Landers and Wells agreed to engage in a cover up and to commit perjury in the federal civil lawsuit. Landers began using a specialized program to delete his personal email account’s communications with Wells that were sought in the subpoena. Landers and Wells both got new cell phones which they used to discuss the need to hide information in response to Company A’s subpoenas and deposition notices. They also both testified falsely under oath in their depositions, including about whether they shared documents related to the RFPs, when they last spoke, and if they communicated on WhatsApp.

    If convicted, both defendants face up to five years in federal prison.

    This case was investigated by the Federal Bureau of Investigation, Memphis Field Office, Nashville Resident Agency. Assistant U.S. Attorneys Taylor J. Phillips and M. Scott Cole are prosecuting the case.

  • MIL-OSI Russia: Rosneft volunteers cleared over 140 thousand m2 of the Volga River coastline

    Employees of Rosneft enterprises held a large-scale environmental campaign in Samara and Saratov as part of the Volga Day. Volunteers cleared more than 140 thousand square meters of the coastline of the great Russian river from garbage, collected and removed 50 cubic meters of household and current-borne garbage.

    During the campaign, employees of Samaraneftegaz, Kuibyshevsky, Novokuibyshevsky and Saratovsky Oil Refineries, Novokuibyshevsky Petrochemical Company, Novokuibyshevsky Oil and Additives Plant also improved coastal areas in recreation areas of Samara and Saratov.

    Environmental volunteering is an integral part of the corporate culture of Rosneft subsidiaries. For several years, volunteer campaigns to collect plastic caps, waste paper, batteries and other environmental initiatives have been held at the enterprises of the Samara Group.

    Preservation of water resources is a significant area of Rosneft’s activities in the field of environmental protection. The Company’s subsidiaries pay great attention to measures aimed at improving the efficiency of wastewater treatment, developing a water recycling system, and rational use and restoration of water resources.

    Samaraneftegaz is implementing a comprehensive program to preserve natural resources. The company has completely stopped taking water from surface water bodies to maintain reservoir pressure; only recycled water is used in production.

    The Kuibyshev Oil Refinery is implementing projects to modernize production, including the plant’s treatment facilities. Thanks to the reconstruction of the recycling water supply units, water intake and water pipelines, the share of recycled water in the enterprise’s water supply reached 91.5% by 2024.

    Over the past five years, the Novokuibyshevsk Oil Refinery has reduced its wastewater volume by 45%. Thanks to the membrane bioreactor at the treatment facilities, the plant increased its use of recycled water to 96% and reduced its intake of river water by 10.6% during the year.

    The Saratov Oil Refinery is also actively working to reduce water consumption: over the past five years, the plant has reduced its intake of natural water by 57.3%. The Syzran Oil Refinery is systematically reducing its intake of water from natural sources for production purposes. The share of recycled water at the enterprise by the end of 2024 was 95.6%. At the Novokuibyshevsk Oil and Additives Plant, thanks to the construction and commissioning of recycled water supply units, the share of recycled water supply increased to 95%.

    Rosneft subsidiaries systematically work to replenish aquatic bioresources in the Volga basin. In 2024, the Company’s Samara enterprises released more than 430 thousand fish fry, including valuable sterlet, into the Volga waters.

    The effectiveness of the environmental policy of Rosneft enterprises in the Volga Federal District has been repeatedly noted at regional and all-Russian competitions. For many years, the enterprises have become winners of the competition “Leader of Environmental Activities in Russia”.

    Thousands of Scottish shipbuilders are delivering innovative warships that will protect Britain’s vital interests for decades to come, as HMS Glasgow was officially named in a ceremony at BAE Systems’ Glasgow shipyards (Thurs 22 May).

    HMS Glasgow is the first of eight Type 26 frigates, representing a £7.9 billion investment in British shipbuilding, directly supporting 1,700 skilled jobs in Glasgow and a further 2,300 roles across the UK maritime supply chain until 2035.

    The Type 26 programme demonstrates how Scotland’s world-class shipbuilding expertise contributes to both our national security and economic prosperity, delivering on the government’s Plan for Change.   • MIL-OSI United Kingdom: Celebrate a Summer of Recovery

    The Perth and Kinross Alcohol and Drug Partnership (ADP) continues to support the recovery and engagement of people with lived experience of alcohol, drugs and mental health issues, and the programme for RecoverySummer 2025 aims to celebrate all aspects of recovery in the local area. 

    On Friday 30 May, an all-day art and video showcase on the theme of recovery will be running at the Unity Cafe, at 240 High Street in Perth. All are welcome and entry to the showcase is free of charge. 

    The following day, Saturday 31 May, a Recovery Gala Day will be held at the Birnam Day Centre on Muirhall Road, Perth from 11am to 3pm, with fun activities including music, face painting, ‘skool sports’ and barbecue food, alongside information from local support groups and organisations. 

    During June, there will also be events for professionals who work with people dealing with addictions and mental health challenges: visual artist Mel Manchot will present her docudrama ‘Stephen’ at Perth Prison on Friday 6 June, which focusses on the titular character who seeks recovery from gambling and alcohol addictions. Members of a recovery group from Liverpool play the key roles in the film.  The following week, on Thursday 12 June, the Scottish Recovery Consortium, the national charity that supports, represents and connects recovery in all its forms will also be holding its first ever annual conference at Perth Concert Hall.  

    Chair of the Integration Joint Board, Councillor Colin Stewart commented: “Recovery from addiction and mental health issues is an increasingly important element of the support provided by the Council and its partners through the Perth and Kinross Alcohol and Drug Partnership. I am sure the events coming up over the next few weeks will be valuable for both professionals working in the sector and for our local residents.” 

    Housing and Social Wellbeing Convener, Councillor Tommy McEwan said: “It is vital that we celebrate how local people and communities strive to improve their lives and recover from the impact of alcohol, drugs and other addictions, and mental health difficulties. I hope residents will come out and find out more about the support that is available in Perth and Kinross to make positive changes.”

    Investigation of Discus B fatal accident while landing at Hinton-in-the-Hedges Airfield, Northamptonshire on 25 May 2024

    This statement provides an update on the AAIB investigation into the collision between gliders Discus B, G-DJMD and Standard Cirrus, G-DCTB, while landing at Hinton-in-the-Hedges Airfield, Northamptonshire, on 25 May 2024. 

    The gliders were competing in an inter-club event that involved navigating a fixed course task with designated turning points.  On returning to land, the gliders collided immediately to the west of the thresholds of Runways 06 and 09.  

    The investigation into this event is complete and a final report will be issued in due course.

    BEIJING, May 23 (Xinhua) — Education cooperation between China and the United States is mutually beneficial, Chinese Foreign Ministry spokesperson Mao Ning said Friday, stressing that China always opposes the politicization of cooperation in education.

    The Chinese diplomat made the remarks at a regular press conference, responding to a question about the Trump administration’s decision to stop Harvard University from accepting foreign students.

    Mao Ning noted that such actions by the American side damage the image and international reputation of the United States itself. China will firmly protect the legitimate rights and interests of its students and scholars abroad, she added.

    “This is really good news,” she noted at a regular departmental press conference, answering a relevant question, adding that this also marks a key step towards signing the protocol to update CAFTA to version 3.0.

    Mayor welcomes confirmation of All-Ireland Pipe Band Championships

    The Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi Barr, has welcomed the launch of the prestigious All-Ireland Pipe Band Championships which will take place in Ebrington Square on 5th July.

    The event was officially launched this week by the First Minister Michelle O’Neill and deputy First Minister Emma Little-Pengelly, when The Executive Office unveiled plans for the Championships during a visit to Ebrington Square.

    The event is part-funded by Derry City and Strabane District Council’s Community Festival Fund and the Ulster-Scots Agency, with support from The Executive Office.  There will be an additional six events in the week leading up to the Championships to promote music, dance, culture and heritage across the district.

    Last hosted during the successful 2013 UK City of Culture celebrations, the event is expected to draw thousands of visitors to the city, providing a major boost for local businesses and tourism.

    Welcoming the announcement, Mayor Barr said: “It is with immense pride that we welcome the All-Ireland Pipe Band Championships to our historic city on July 5th, 2025. Hosting this prestigious event at Ebrington Square represents a wonderful opportunity to showcase our rich cultural heritage and our city’s growing reputation as a premier events destination.

    “The championships will not only bring the stirring sounds of world-class pipe bands to our city but will also deliver significant economic benefits to our local businesses and hospitality sector.
