  • MIL-Evening Report: Australia’s knowledge of Russia is dwindling. We need to start training our future experts now

Source: The Conversation (Au and NZ) – By Jon Richardson, Visiting Fellow, Centre for European Studies, Australian National University

    Shutterstock

Russia’s possible interest in basing long-range aircraft at an Indonesian airbase not far from Australian shores shook up a relatively staid election campaign last month.

The news, which Jakarta immediately dismissed, caught many by surprise in Australia. It shouldn’t have. While Indonesia’s non-aligned stance makes granting such a request highly unlikely, Russia’s defence and political ties with Southeast Asia have actually been deepening over the last decade, at least.

All of this has gone largely unnoticed in Australia. And this highlights a significant problem: Australia has something of a knowledge deficit when it comes to Russia. This is in part due to the fact our expertise on the country has been hollowed out since the Cold War ended.

Russia’s power plays are expanding globally

The Soviet Union loomed large in Australia’s consciousness during the Cold War, if not high on its list of priorities.

Today, Russia remains a major, albeit slightly diminished, power. It is a nuclear weapons state (it has more than 5,500 nuclear warheads, the most of any nation) and a permanent member of the United Nations Security Council. It is also active in other forums of importance to Australia, such as the G20 and APEC, as well as in issues like arms control and climate change.

Most worryingly, under President Vladimir Putin, Russia will no doubt continue to be a disruptor on the international stage.

Russia’s political and security elite perceive the country to be a great power with interests and a right to influence in every part of the world. Just to drive that message home, a giant sign quoting Putin last year read: “Russia’s borders do not end anywhere”.

Even before its full-scale invasion of Ukraine in 2022, Moscow perpetuated an ideology that it is at war with the West. This idea is a key source of legitimacy for Putin’s regime. Russia’s hostile actions against Western democracies continue to proliferate. These include disinformation campaigns, cyber attacks, election interference and, in some regions, sabotage and assassinations.

This isn’t focused entirely on Europe and the US, either. Russia has an active – and expanding – military presence in the Asia-Pacific. Russia’s Pacific Fleet, based in Vladivostok, now has more than 20 nuclear and conventional submarines and frequently engages in training exercises with the Chinese navy.

More “normal” relations with Russia will not return soon. A lasting peace in Ukraine seems unlikely if any interim ceasefire deal leaves large swathes of the country under a brutal Russian occupation regime. Putin is unlikely to let go of his ambitions to subjugate Ukraine and limit its independence.

While sanctions have made it harder for Moscow to conduct the war, the Russian economy also does not appear in danger of imminent collapse.

Meanwhile, Southeast Asia has proven susceptible to Russia’s anti-Western narratives, particularly when it comes to the claim that the Russian invasion was provoked by Western policies and threats. Most regional governments have been loathe to criticise the invasion and the leaders of Indonesia and Malaysia have made state visits to Moscow despite it.

Russia has had similar success in pushing disinformation through orchestrated social media campaigns across the Global South, including in parts of Africa where Australian companies have made significant investments in the mining sector.

    Reviving Russia literacy

All these trends point to the need to enhance Australia’s modest level of Russia literacy, both in language skills and broader country expertise.

This was the key message of a recent conference on “Russian activities and Australian interests in the Indo-Pacific”, hosted by the ANU’s Centre for European Studies. It was attended by a wide range of government officials, academics, analysts and foreign diplomats.

Australia once had strong Russian-language departments at several universities. It also boasted numerous Russian and Soviet scholars of global repute, such as Harry Rigby, Sheila Fitzpatrick, Graeme Gill, Stephen Wheatcroft, Geoffrey Jukes and Stephen Fortescue.

Today, the number of university departments teaching Russian language, history or politics has dwindled, with only the University of Melbourne offering a major in Russian language and literature. That university has also added a much-welcomed fellowship in Ukrainian studies.

And Australia has few lecturers or researchers in international relations, history or social sciences with Russia expertise, including language skills.

We can – and should – return our university Russian offerings to the levels we had 30 years ago. This can be done without cutting back on the existing expansive focus on other countries and regions. There is also scope for greater focus on Russia and the former Soviet countries in government.

It will hard for Russia to shake off the pattern of failed government reform efforts defaulting to strong, centralised rule with imperial ambitions and an anti-Western posture.

But moves towards reform could eventually bear fruit (again) when Putin leaves the stage. If this were to happen, Russia would remain a major power with a rich cultural legacy and many common interests with Australia in areas such as natural resources. There is also a significant Russian diaspora in Australia.

For Australia, it is a mistake to think of Russia as somewhere far away. Both in simple geography – all state capitals except Perth are closer to Vladivostok than to New Delhi – and in terms of the interplay of global interests.

Or, as British commentator Keir Giles puts it: “You may not be interested in Russia, but Russia is interested in you.”

Jon Richardson does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.

  • MIL-OSI New Zealand: Winter gardening tips from the pros at Auckland Botanic Gardens

Source: Secondary teachers question rationale for changes to relationship education guidelines

Spring might get all the glory in the gardening world, but seeing the Auckland Botanic Gardens in winter is a testament to the beauty that can be achieved in your backyard any time of the year. This treasure of Tāmaki Makaurau is bursting with colour and birdsong even in the coldest months, and during this time, the gardening team is as busy as ever.

Landscape gardener and horticulturist Jeffrey Jones is one of the collection curators at Auckland Botanic Gardens. His Monday mornings start by giving his areas – the Perennial Garden and the visitor centre surrounds – a tidy up with a leaf blower as he assesses the tasks ahead for the week. In winter, that might mean cutting back, lifting or dividing plants to promote new life, or adding mulch to protect plants from weeds and provide the soil with nutrients.

Jeffrey shares some pro tips for making your garden look its best in winter, spring and summer, and some advice on attracting native birds to your backyard.

Think at least a season ahead

To keep your garden looking its best throughout the year, you need to start early. If you’re dreaming of daffodils and bulbs bursting through the ground in spring, it’s best to plant them in late April or early May.

“To create our colourful displays here at the Botanic Gardens, we are always thinking ahead,” says Jeffrey. “If you really want spring action with flowers like freesias, daffodils and gladioli, you really need to be planting late autumn up to mid-May.”

But it’s not only spring that is blooming gorgeous in Auckland. Lots of flowers blossom during winter, such as cyclamen, snowflakes, and Narcissus ‘Erlicheer’ – but again, it takes planning.

“We start planning for our winter colour displays in January by ordering seeds and plants,” says Jeffrey. “We know our winter plants do best if they’ve been in the ground for a little while and if they’ve had a bit of growth before the first frost, so we planted out our winter displays – thousands of Icelandic poppies, alyssum and primula – back in April.”

Some spring blooms such as tulips and peonies aren’t well suited to Auckland’s mild climate. To avoid disappointment in your own garden, pick the brains of the experts and select the best picks of the bunch.

Auckland Botanic Gardens has many free brochures available to help you choose plants that grow well in Auckland’s conditions all year round.

Auckland Botanic Gardens Collections Curator Jeffrey Jones says there are lots of ways to achieve a colourful garden year-round.

    Plant trees during winter

Jeffrey says winter is the perfect time to plant trees. In the colder months, trees can focus on establishing strong root systems without growing leaves, flowers or fruit. Plant fruit trees in free-draining areas and work compost into the soil to ensure the tree has lots of nutrition.

Stake trees when planting to avoid damaging the roots when the plant is established.

    Fruitful gardening in Auckland

“What separates the Auckland Botanic Gardens from the region’s other beautiful parks is we’re also here to research and trial what grows best in Auckland,” says Jeffrey. “We produce brochures with tips for the best plants for Auckland’s subtropical climate and these are a result of many years of research. We put a range of plants into our trial garden so our experts can pick their top eight plants for this region.”

Fruit trees that grow well in Auckland include feijoas (plant two trees for cross-pollination and a bumper crop), tamarillos and citrus such as mandarins, limes and Meyer lemons.

European plums such as Prunus domestica ‘Luisa’ and Japanese plums like Prunus domestica ‘Hawera’ are well suited to Auckland’s humid climate.

For a beautiful fruiting tree that will provide shape and structure to your backyard, try Japanese persimmon Diospyros kaki ‘Fuyu’, a tree with spectacular foliage that turns red and orange in autumn.

Add native plants to the mix

Many gorgeous native shrubs and trees can also be planted in winter to create colour, shape and form in your garden – as well as being food sources for native bird species. A stroll through the Native Plant ID Trail at the Auckland Botanic Gardens will inspire. Purple and pink hebes are a haven for insects, the favourite snack of pīwakawaka (fantails) and tauhou (silvereyes).

Explore the beautiful colours of native flora on the Native Plant ID Trail at the Auckland Botanic Gardens.

Flowering plants like kōwhai bloom from July until November and are a favourite of nectar-lovers tūī and kererū (New Zealand pigeon). Kōwhai can reach heights of 10m, so if you’re short on space, consider a dwarf variety such as Sophora microphylla ‘Dragon’s Gold’.

For shape and interest, don’t overlook mānuka (tea tree), which is excellent for hedges and coastal areas and a favourite with both nectar-loving and insect-eating birds.

“You can’t go past mānuka,” says Jeffrey. “They are smaller, growing with flowers at different times of the year. With native birds, you need to think about seasonality – planting food sources for them at all times of the year.”

Other native plants to try are makomako (wineberry), houhere (lacebark), harakeke (flax) and dwarf varieties of pūriri.

    Plant some rare beauties

To really do your bit for conservation, plant rare or threatened native species. Jeffrey suggests the pale flowering kūmarahou Pomaderris hamiltonii.

“Pomaderris hamiltonii is the cousin of the common kūmarahou, but it’s threatened and is only found in the upper North Island” says Jeffrey. “It has beautiful cream flowers and is an Auckland treasure we want to protect.”

Another regional treasure to plant is Clianthus puniceus, an Auckland variety of kākā beak. This threatened shrub, named after its beak-shaped flowers, puts on a display of colour from August to November that nectar-eating birds love.

“The common kākā beak Clianthus maximus gets all the glory, but Clianthus puniceus, is an Auckland variety that needs our help and still puts on a lovely show.”

Clianthus puniceus is an Auckland variety of kākā beak that is threatened. The plant has beautiful foliage and striking flowers that tūīs love.

    Visit the gardens for inspiration

Not sure where to start in your own garden? A wander through the grounds of the Auckland Botanic Gardens will provide loads of inspiration. The gardens are gorgeous in all seasons – in winter, the Camellia Garden will bloom with pink and white flowers, and the Magnolia Garden will be in its full glory.

Other spectacular areas in winter include the Rock Garden (there’s even an area that can be hired for weddings), and the aloe section – including the spectacular tree aloes – will be flowering in the cooler months.

  • MIL-OSI China: Man City’s Guardiola demands slimmer squad for next season

Source: People’s Republic of China – State Council News

Manchester City coach Pep Guardiola has urged the club to reduce the size of the first team squad or he will consider leaving for the good of his “soul” as he hates to leave players in the stands.

Guardiola made the remarks after Tuesday night’s 3-1 win at home to Bournemouth thanks to goals from Omar Marmoush, Bernardo Silva and Nico Gonzalez. The win lifted City to third in the Premier League and it needs just a point from next weekend’s visit to play Fulham to assure a place in next season’s Champions League.

Tuesday’s win came with players such as James McAtee, Rico Lewis and Abdukodir Khusanov, Savinho and Claudio Echeverri all watching from the stands. Some could say that shows the depth of talent available for Guardiola, but the coach clearly views things differently.

“I said to the club I don’t want that; I don’t want to leave five or six players in the freezer. I don’t want that. I will quit. Make a shorter squad, I will stay.”

“It’s impossible for my soul to have my players in the tribune – that they cannot play,” he said.

“As a manager I cannot train 24 players and every time I select, I have to have four, five, six stay in Manchester at home because they cannot play. This is not going to happen. I said to the club, I don’t want that,” he continued.

Tuesday night saw Spain international midfielder Rodri return after missing nearly all of the season after a knee operation, and Guardiola admitted that injuries to defenders such as Ruben Dias and John Stones had made things difficult this season.

“It was so difficult but next season it cannot be like that,” insisted the coach.

  • MIL-OSI United Kingdom: Investing in community regeneration

    Source: Scottish Government

Projects to unlock economic growth and tackle poverty.

Projects across Scotland will benefit from Scottish Government investment to help regenerate communities and drive economic growth.

More than £21.5 million from two Scottish Government funds will bring 24 disused or derelict sites and buildings into use, creating more than 160 jobs and support nearly 900 training opportunities.

Deputy First Minister Kate Forbes confirmed the 2025-26 allocations from the Regeneration Capital Grant Fund (RCGF) and Vacant and Derelict Land Investment Programme (VDLIP) during a visit to Powderhall in north Edinburgh.

City of Edinburgh Council will receive £1.4 million for remedial works at the former waste disposal site, paving the way for a housing-led regeneration project that will provide 259 homes, including affordable housing.

    Other initiatives being supported include:

    • reviving a slate quarry in Cullipool owned and operated by the Isle of Luing Community Trust
    • converting a former tram depot in Dundee into a new transport museum
    • redeveloping a former derelict school into energy efficient housing units in Borrodale on the Isle of Skye
    • creating film production suites and a training centre at a former glue factory in Glasgow
    • extending Lochvale House community centre in Dumfries to include a café and soft play area

The announcement coincides with a call for expressions of interest in 2026-27 funding to support regeneration projects in disadvantaged communities. As set out in the 2025 Programme for Government, future Scottish Government support for regeneration projects will be channelled through one national fund – the Regeneration Capital Grant Fund – to streamline the application and delivery process.

    The Deputy First Minister said:

“This funding will help to transform derelict sites the length and breadth of Scotland, creating homes, jobs and facilities that drive economic growth, tackle poverty and help support and growing thriving communities.

“This funding forms part of a wider £62.15 million investment by the Scottish Government towards regeneration projects in 2025-26. This will help to revitalise green spaces, town centres and derelict sites to benefit people across Scotland.

“The 2025 Programme for Government stets out our renewed commitment to supporting regeneration projects across the country with one streamlined fund delivering this vision from next year.”

The RCGF is delivered in partnership with COSLA.

COSLA’s Spokesperson for Environment and Economy, Councillor Gail Macgregor, said:

“Today’s announcement sees the return of invaluable tools and resources for local authorities to help deliver on the regeneration aspirations of the communities which they represent.

“The diversity of successful projects on show demonstrates how localised approaches can deliver benefits across the country and showcase the best of partnership between local authorities and our communities to deliver economic and social renewal.

“We look forward to continuing to work with Scottish Government on regeneration in the months to come.”

City of Edinburgh Council’s Housing, Homelessness and Fair Work Convener Lezley Marion Cameron said:

“Our development plans at Powderhall are breathing new life into an excellently located, long unused industrial site, and are set to deliver hundreds of much-needed new homes and work and community spaces too.

“The transformation of Powderhall is already well underway with the restoration of the former stable block, which retains unique heritage features of the site’s former use.

“Regenerating a historic, brownfield site like Powderhall is complex, challenging, and costly therefore I warmly welcome this Scottish Government investment.”

  • MIL-OSI United Kingdom: expert reaction to online survey of antidepressant withdrawal

Source: United Kingdom – Executive Government & Departments

    May 22, 2025

An online survey published in Psychiatry Research looks at the antidepressants withdrawal effects.

(comment on the subject more generally, in case useful) A spokesperson for the Royal College of Psychiatrists, said:

“Treatment options will depend on a patient’s type of depression, how long it has lasted, and whether they have experienced depression in the past.

“Medication is just one of the recommended treatment options for people with anxiety and depressive conditions. We know that people greatly benefit from holistic treatment from specialist practitioners who are trained in the biological, social and psychological determinants of mental illness.

“Antidepressants are a clinically recommended treatment, and they are effective at reducing the symptoms of moderate to severe depression, particularly when used in combination with talking therapies.

“Long-term use of antidepressants should only be considered for people that have recurrent depression and repeated, severe relapses after stopping antidepressants. For those patients, the beneficial effects of continuous use of antidepressants are more likely to balance the potential risks. However, this should be reviewed regularly, and multiple attempts should be made to stop taking these medications after prolonged periods of established wellbeing.

“Most people will be able to stop taking antidepressants without significant difficulty by reducing the dose (known as ‘tapering’) over a few weeks or months. Some people can experience withdrawal symptoms that last longer and may be more severe, particularly when the medication is stopped suddenly.

“Ultimately, the use of antidepressants, should always be a shared decision between a patient and their doctor based on clinical need and the preferences of the patient. We would advise all those thinking of stopping their antidepressants to talk to their doctor first, as these medications should not be stopped abruptly.”

Dr Gemma Lewis, Associate Professor of Psychiatric Epidemiology and Wellcome Trust and Royal Society Sir Henry Dale Fellow, UCL, said:

“This type of study is highly susceptible to bias and the findings should not be used to inform practice. The number of people included in the study was very small, compared to the number of people who use this NHS service. The study was an online survey done at one point in time. These types of studies are at a much higher risk of bias than studies which use larger samples, follow people over time, and have a control group. It was also impossible for the authors to distinguish withdrawal symptoms from symptoms of depression and anxiety.”

Prof Anthony Kendrick, Professor of Primary Care, University of Southampton, said:

“The percentage of people reporting severe withdrawal symptoms of 15% is likely to be an overestimate, as the response rate to the survey was only 18%, and it was retrospective, so people who have had memorable withdrawal problems in the past would be more likely to respond. Also, giving people a list of symptoms to choose from elicits a greater number than asking them to report symptoms themselves, spontaneously.

“The recent systematic review by Henssler et al in Lancet Psychiatry looked at prospective studies and included many which asked for spontaneously reported symptoms. However, the proportion of 3% reporting severe withdrawal symptoms found in that study is likely to be an underestimate as it included many short-term studies of only around 6-12 weeks of antidepressant use.

“Overall we might conclude that the evidence so far indicates that a minority of people experience severe withdrawal symptoms – somewhere between 3% and 15%.”

  • MIL-OSI Security: Former Defense Contractor Pleads Guilty to Tax Crimes

Source: Office of United States Attorneys

Defendant Admits to Concealing 50% Ownership of $7B Defense Contracting Business to Evade Taxes

WASHINGTON – Douglas Edelman, 73, a former defense contractor, pleaded guilty today to tax crimes related to a scheme to defraud the United States and evade taxes on income he earned from his contracts with the U.S. Department of Defense.

The sentence was announced U.S. Attorney Jeanine Ferris Pirro, Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, and Special Agent in Charge Kareem A. Carter with IRS-Criminal Investigation (IRS-CI) Washington, D.C. Field Office.

Edelman pleaded guilty to 10 felony counts: conspiracy to defraud the United States, seven counts of tax evasion, and two counts of making a false statement.  U.S. District Court Judge Colleen Kollar-Kotelly scheduled a hearing on issues related to sentencing on Nov. 17, 2026. Trial on the remaining counts of the indictment will be in 2026.

According to court documents and statements made in court, Edelman founded and owned 50% of Mina Corp. and Red Star Enterprises (Mina/Red Star), a defense contracting business that received more than $7 billion from contracts with the U.S. Department of Defense to provide jet fuel in the United States’ post-9/11 military efforts in Afghanistan and the Middle East.

Working with others, Edelman engaged in a lengthy scheme to hide his Mina/Red Star profits to evade U.S. taxes, including by concealing his income in undisclosed foreign bank accounts, creating false documents and making false statements that one of his co-conspirators — a French citizen residing abroad and without U.S. tax obligations — founded and owned Mina/Red Star.

For example, when the company became profitable in 2005, Edelman began taking distributions which he deposited into Swiss bank accounts, primarily at Credit Suisse, in the name of other companies he owned. In 2008, Credit Suisse informed Edelman that he had to either close his accounts or disclose them to U.S. authorities. Rather than come into compliance with his tax and reporting obligations, Edelman closed his accounts and opened new ones at Bank Julius Baer in Singapore in the name of a nominee entity, the beneficiaries of which were purportedly Edelman’s daughters. He then directed the subject income he earned from Mina/Red Star to those bank accounts.

In 2010 the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on National Security and Foreign Affairs began investigating allegations of corruption in connection with Mina/Red Star’s contracts with the Department of Defense. As part of this inquiry, the subcommittee became interested in the identity of Mina/Red Star’s owners. At this time, Edelman had not filed U.S. tax returns to report the millions of dollars he had earned from Mina/Red Star and had not paid U.S. taxes on his income.

Rather than disclose his ownership, Edelman caused his attorneys to tell Congress a false story that a French co-conspirator who had no U.S. tax or reporting obligations founded and co-owed Mina/Red Star with another individual. To corroborate the false story, Edelman and a co-conspirator caused false and backdated paperwork to be created.

To continue the scheme, Edelman conveyed the false story about Mina/Red Star’s ownership to other arms of the U.S. government, including to the Department of Defense during contract negotiations in 2010 and 2011, to the IRS in a 2016 application to the Offshore Voluntary Disclosure Program, and to the Justice Department in a 2018 presentation.

In conjunction with his 2016 application to the IRS’s Voluntary Disclosure Program, Edelman filed false tax returns for several prior years that only reported income from gifts or purported consulting payments, continuing to conceal the millions he had earned from his company. On the returns, he also concealed profits he had earned from a separate business to provide internet service to members of the armed forces at Kandahar Air Base in Afghanistan.

Instead of paying the taxes that he knew he owed, Edelman used the money to fund his lifestyle and additional investments. He invested in a music television franchise in Eastern Europe, a land venture in Tulum, Mexico, and a farm in Kenya, and purchased property around Europe, including a home in Ibiza, Spain, and a townhouse in London.

Edelman faces a maximum penalty of five years in prison for each of the 10 counts to which he has pleaded. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

This case is being investigated by special agents from IRS-CI’s International Tax & Financial Crimes specialty group, a team based out of Washington, D.C., that is dedicated to uncovering international tax crimes, along with the Special Inspector General for Afghanistan Reconstruction. The Justice Department’s Office of International Affairs assisted in the investigation. His Majesty’s Revenue & Customs of the United Kingdom also provided assistance, as did the Joint Chiefs of Global Tax Enforcement (J5), which brings together the taxing authorities of Australia, Canada, the Netherlands, the United Kingdom, and the United States. The Guardia Civil of Spain assisted with the arrest.

This case is being prosecuted by Assistant U.S. Attorney Joshua Gold for the District of Columbia and Assistant Chief Sarah Ranney and Trial Attorney Ezra Spiro of the Tax Division.

Source: US National Oceanic and Atmospheric Administration

    SPC AC 211947

    Day 1 Convective Outlook
NWS Storm Prediction Center Norman OK
    0247 PM CDT Wed May 21 2025

    Valid 212000Z – 221200Z

…THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS FOR PORTIONS OF
    THE OZARKS…

    …SUMMARY…
Isolated strong to severe storms remain possible in the Upper Ohio
Valley, parts of eastern North Carolina, North Florida, parts of the
central Plains, and Deep South Texas. Additional, scattered strong
to severe storms are possible in the Ozarks this evening.

    …20Z Update…
Severe probabilities have been adjusted based on current
observational/convective trends. A narrow zone in western
Pennsylvania will remain favorable in the short term for a brief
tornado prior to precipitation stabilizing the low levels and
low-level winds veering. Scattered elevated convection is still
expected across parts of the Ozarks later this evening. See the
    previous forecast for additional details.

    ..Wendt.. 05/21/2025

    .PREV DISCUSSION… /ISSUED 1131 AM CDT Wed May 21 2025/

    …Eastern North Carolina/southern Virginia…
In the wake of early morning convection, air mass
recovery/destabilization will occur today in vicinity of the
eastward-transitioning surface wave and in vicinity of the roughly
west/east-oriented surface boundary located near/south of the
Virginia/North Carolina border. Drying westerly low-level
trajectories will exist to the south of the front and behind the
surface wave, with severe-storm favorable ingredients/potential
development tending to focus across far northeast North Carolina
where moderate buoyancy will be maximized with strong westerlies
aloft (40+ kt effective shear). While severe storm
coverage/likelihood may not be as high as previously thought, some
potential for large hail, damaging wind gusts and possibly a tornado
will still exist on an isolated basis.

    …Ozarks/Mid-South…
While rich boundary-layer moisture will remain confined across south
Texas and Louisiana, a strengthening low-level baroclinic zone will
focus near the Kansas/Oklahoma border east-southeast into the
Mid-South. Guidance is rather consistent in developing at least
elevated convection to the cool side of this zone by evening. This
will be coincident with an intensifying mid-level speed max.
Forecast soundings depict potentially very strong mid to upper-level
speed shear within the slightly north of west flow regime. Coupled
with steep mid-level lapse rates, this setup could yield a few
elevated supercells capable of large hail and perhaps locally
    damaging winds.

    …Central Plains…
A mid-level vorticity lobe initially over Wyoming this morning will
dig east-southeastward into the lower Missouri Valley by early
evening amidst west-northwesterly flow aloft. Heating will result in
very steep 0-3 km lapse rates by mid afternoon with several hundred
J/kg SBCAPE. Elongated hodographs will support quick-moving cells
capable of an isolated risk for severe wind gusts during the late
afternoon through around sunset (roughly 20-01z).

    …Upper Ohio Valley including PA/OH/WV border region…
A corridor of modest boundary-layer heating is expected ahead of the
primary surface cyclone drifting across northern Ohio toward Lake
Erie. Coupled with cooling mid-level temperatures, weak
surface-based buoyancy is expected by midday into the afternoon.
Deep-layer shear will not be strong given proximity to the mid-level
trough, but should be adequate for weak/transient mid-level
rotation. With numerous thunderstorms expected, small to marginally
severe hail and isolated damaging winds are anticipated. A brief
tornado or two is also possible with storms near the warm front,
before convection weakens as it moves east-northeastward into
    less-buoyant surface conditions.

    …North Florida and southern Georgia…
Along the southeastward-moving cold front, moderate buoyancy is
expected ahead of the front. A veered low-level wind profile will
limit effective bulk shear, but scattered thunderstorms could yield
multicells and perhaps a transient supercell. Isolated damaging
winds and marginally severe hail are possible with the stronger
storms. For additional short-term details, see Mesoscale Discussion
    920.

    …Far southern Louisiana/far southern Mississippi…
Sufficient residual elevated buoyancy in the immediate post-frontal
environment may allow for some storms to produce hail to near severe
levels, mostly over just the next few hours this afternoon and on a
    very isolated basis.

    …Deep South Texas…
A very moist and unstable air mass (2000-4000 J/kg MLCAPE later
today) exists across the region, aside from some higher cloud cover
spreading into the region via a slowly approaching and weakening
convective complex south of the international border. Additional
convection will likely develop in adjacent Mexico over the higher
terrain this afternoon, and some of these storms may spread east
across the lower Rio Grande Valley this evening. Isolated large hail
and severe-caliber wind gusts may accompany these storms.

  • MIL-OSI Security: Update 292 – IAEA Director General Statement on Situation in Ukraine

Source: International Atomic Energy Agency – IAEA

The IAEA team based at Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) heard bursts of gunfire this morning, coinciding with a purported drone attack on the site’s training centre, Director General Rafael Mariano Grossi said.

It was the third time this year that the training centre, located just outside the site perimeter, was reportedly targeted by such an unmanned aerial vehicle.

The ZNPP told the IAEA team that the drone hit the roof of the training centre, without causing any casualties or major damage. It was not immediately known whether the drone had directly struck the building or whether it crashed on the structure after being shot down, the ZNPP said.

The IAEA staff members heard the gunfire shortly before 10am local time, but it was not clear if this observation was connected to the drone.

The IAEA team requested to visit the training centre, as it was able to do following the previous such incident that occurred in April. However, on this occasion permission has not yet been granted.

“These reported drone incidents are very concerning, as they could pose a direct threat to nuclear safety and security. To put it simply: there are too many drones flying near nuclear sites, not just the Zaporizhzhya Nuclear Power Plant. It should stop immediately,” Director General Grossi said.

In February, a drone severely damaged the New Safe Confinement (NSC) at the Chornobyl plant in northern Ukraine, built to prevent any radioactive release from the reactor unit 4 destroyed in the 1986 accident and to protect it from external hazards.

In mid-April, a drone was reportedly shot down and crashed near the ZNPP’s training centre, just over three months after another reported drone attack on the same centre.

Ukraine’s operating nuclear power plants (NPPs) – Khmelnytskyy, Rivne and South Ukraine – also regularly report of drones being detected near the respective sites. Last Friday, the IAEA team at the South Ukraine NPP was informed that drones were observed as close as 2km from the site and the team reported hearing anti-aircraft fire from their hotel. The same night, drones were reported to have been observed transiting through the Chornobyl Exclusion Zone.

  • MIL-OSI USA: Rep. Loudermilk’s TAILOR Act Passes Key House Committee – U.S. Representative Barry Loudermilk

Source: United States House of Representatives – Representative Barry Loudermilk (R-GA)

Washington, D.C. (May 21, 2025) | Rep. Barry Loudermilk (GA-11) issued the following statement after the House Committee on Financial Services passed his TAILOR Act (H.R. 3380):

“In 1776 Thomas Paine wrote, ‘…government, even in its best state, is but a necessary evil; in its worst state an intolerable one…’ For many small businesses, trying to comply with droves of complex government regulations has become an intolerable evil, especially for our small community banks. Georgia has lost more banks than any other state, due to the overwhelming cost of government compliance.

“While big banks have an abundance of lawyers and compliance specialists to comply with the myriad of federal regulations, small firms struggle to meet these complex and often conflicting regulations. Small banks tell me that trying to comply with one-size-fits-all regulations is like a slow and painful death by a thousand cuts.

“This is why I introduced the TAILOR Act, which will require federal regulators to tailor their regulations in accordance with the size, business model, and risk of each type of firm that they regulate. This will allow these smaller banks and financial institutions to operate more efficiently, without fear of succumbing to the pressures of overly burdensome government regulations that were designed for big banks and larger financial institutions.”

    Background
    • This bill would require federal financial regulators to tailor the scope of their regulations to fit the risk profiles of individual business models.
    • Currently, most regulatory tailoring is done by asset value. This has the unintended consequence of deterring banks from passing key milestones due to the new regulatory requirements that would kick in on the other side, thus slowing healthy growth.
    • Risk-based tailoring is a much more customized approach, allowing banks to take healthy risks and truly innovate. Because the financial services industry can’t ‘innovate’ in the same way that a factory might innovate, by inventing a new and faster machine or process, much of the innovation depends on adopting new business models.

  • MIL-OSI USA: Graham: Moral Clarity Will Conquer Evil Regimes

    US Senate News:

Source: United States Senator for South Carolina Lindsey Graham
WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today spoke on the Senate floor about peace through strength and moral clarity during dangerous times.
On moral clarity during dangerous times:
GRAHAM: “Russia is the aggressor. Russia must end this bloodbath. That is my view of [the Russia-Ukraine war]. Let’s look in history and see what happens when you have moral clarity and see what happens when you lose it.” https://youtu.be/7QdErvIuatE?si=V0-X6tkjJE_8De10&t=566
GRAHAM: “Hitler told [the world] what he was going to do, he wrote a book. But [former UK Prime Minister] Chamberlain obviously didn’t read the book and he didn’t have the moral clarity to confront the Nazi regime, and a lot of people died. September 30, 1938 [Chamberlain said] ‘I believe it is peace for our time.’ … Less than a year later, the world was on fire.” https://youtu.be/7QdErvIuatE?si=9GJNnus0en6x_S6R&t=643
GRAHAM: “‘When all are free, then we can look forward to that day when this city will be joined as one and this country and this great continent of Europe in a peaceful and hopeful globe.’ [President John F. Kennedy] was talking about Berlin. Moral clarity to the Soviet Union.  He stood up for freedom and stood against the Soviet empire.” https://youtu.be/7QdErvIuatE?si=V0-X6tkjJE_8De10&t=718
GRAHAM: “Ronald Reagan: ‘Mr. Gorbachev, tear down this wall!’ How clear could you be? On the other side of this wall is an evil empire. That moral clarity, over time, brought the Soviet Union down to its knees.” https://youtu.be/7QdErvIuatE?si=V0-X6tkjJE_8De10&t=749
    On President Trump’s leadership:
GRAHAM: “When [President Trump] got in office, one of his top priorities was to fix a broken border. Look what’s happened…He’s turned it all off because he was firm and resolved with Mexico and others. His border policies have worked.” https://youtu.be/7QdErvIuatE?si=BaLGLKsqVGj9HRCd&t=363
GRAHAM: “What has [President Trump] said about Iran? ‘You know it’s not a complicated formula. Iran cannot have a nuclear weapon. That’s all there is.’ That’s moral clarity. You can understand that no matter where you’re at on the planet.” https://youtu.be/7QdErvIuatE?si=sOxbu_x3XKBdCBOm&t=436
GRAHAM: “I appreciate President Trump’s earnest effort to bring the parties together to find a solution we can all live with, to keep an independent sovereign Ukraine, and end this war sooner rather than later. It is clear to me that after all these months, the earnest efforts by President Trump are not being equally met. I think Zelensky is ready to make concessions to end this war. Putin seems to be [doing] more talking and less acting.”  https://youtu.be/7QdErvIuatE?si=uQ3IQiEdRV2rPWwG&t=948
On the Graham-Blumenthal Russia sanctions bill reaching over 80 cosponsors:
GRAHAM: “It is now time to increase the cost of this war to Putin. The sanctions package we have put together has [over] 80 cosponsors. Do you know how hard it is to get 80 Senators to agree on anything? Eighty of us – and the number is climbing – are ready to impose sanctions on Russia if Putin does not come to the table and earnestly seek peace.” https://youtu.be/7QdErvIuatE?si=kWOZu-UhJqd0ru3M&t=1009
GRAHAM: “These sanctions are geared toward China. There are tariffs in these sanctions on any nation that buys Russian oil and gas from the shadow fleet. Putin’s war machine is propped up by China and India buying Russian oil at a massive discount…” https://youtu.be/7QdErvIuatE?si=QJy_NDKD5DdPFoUY&t=1036

  • MIL-OSI USA: Rep. Clyde Leads Letter Requesting Risk Assessment of Chatuge Dam & Economic Impact Analysis for Spillway Safety Modifications

Source: United States House of Representatives – Representative Andrew S. Clyde (R-GA)

GAINESVILLE, GA — Today, Reps. Andrew Clyde (GA-09) and Chuck Edwards (NC-11) sent a letter to Tennessee Valley Authority (TVA) President and CEO Don Moul advocating for a sensible approach to address Chatuge Dam spillway safety concerns. Additionally, the lawmakers requested critical information central to the modifications, including the TVA’s completed risk assessment and a comprehensive economic impact analysis of each proposal.

Reps. Clyde and Edwards highlight the potential economic impacts that TVA’s current proposals would have on their communities:

“We are writing to express our grave concern regarding the proposed Chatuge Dam Spillway Safety Modifications at Lake Chatuge, which is located in both of our districts. While we recognize the critical importance of ensuring the safe operation of Chatuge Dam – and safeguarding the many residents living in the valleys below – we urge you to carefully consider the potential economic impacts that any lake drawdowns would have on the residents and small business owners of the mountain communities of Hiawassee, Georgia, and Hayesville, North Carolina. These towns and surrounding mountain communities rely heavily on Lake Chatuge’s recreational tourism during the summer months to sustain their rural economies.”

The lawmakers detail how devastating a potential lake drawdown would be for North Georgia and Western North Carolina:

“…the proposals outlined by the TVA for potential repairs include lake drawdowns to an elevation as low as 1,908 feet – 10 feet below the normal winter pool – for the entire duration of the construction project, with some proposals expected to last as long as eight years. Such drawdowns would devastate the rural, mountain economies of surrounding towns, including Hiawassee, Georgia and Hayesville, North Carolina – leading to the shuttering of small businesses, the displacement of rural workers, and the upending of these communities for decades to come. For example, a 2021 assessment by the University of Georgia found that Towns County’s tourism-related output was $117.4 million, supporting 1,362 jobs or approximately 24% of county employment, and generated $30.8 million in wages.”

Additionally, the lawmakers share their constituents’ serious concerns about the TVA’s proposals:

“Residents across Towns County, Georgia and Clay County, North Carolina have contacted our offices to express serious concerns about the potential economic impacts of the TVA’s proposed lake drawdowns on their small businesses and financial futures.

“One constituent shared how the proposed drawdown would diminish the time they cherish with friends and family on the lake. A local business owner, whose livelihood depends on Lake Chatuge’s seasonal tourism, wrote about the devastating economic consequences an eight-year drawdown would have for Towns County: ‘Implementing a drawdown of this magnitude and duration threatens to eliminate thousands of jobs… bankrupt numerous businesses… [and] erode the tax base.’”

In closing, Reps. Clyde and Edwards request critical information central to the TVA’s spillway modification proposals:

“Specifically, we request that the Tennessee Valley Authority:

    • Publish the TVA’s completed risk assessment of the Chatuge Dam;
    •  Commission a comprehensive economic impact analysis for each proposal outlined in the April 2025 Notice of Intent (NOI);
    •   Explore mitigation measures that would minimize economic harm, such as restricting drawdowns to recreation off-seasons.

“We further ask that the TVA maintain full transparency in its communications with our offices and with the residents of surrounding communities throughout the Lake Chatuge dam modification process. We look forward to working with local officials, stakeholders, and TVA to reach the best solution that effectively balances the safety of spillway operations and the continued economic prosperity of our mountain communities.”

    Read the full letter HERE.

    Background

A recent TVA study identified a key vulnerability in the spillway of Chatuge Dam. While the conditions of the current spillway are not an emergency, the TVA is aiming to improve the safety of the spillway to reduce the risk of the dam’s long-term operations. The TVA study has judged the spillway at Chatuge Dam exhibits some of the vulnerabilities that led to the damage and failure of the Oroville Dam spillway in California. To address the issue, the agency announced four potential alternatives for a long-term solution.

Last month, Rep. Clyde visited the Chatuge Dam with Towns County Sole Commissioner Cliff Bradshaw, Towns County EMA Director Marty Roberts, and members of Rep. Chuck Edwards’ staff to meet with Tennessee Valley Authority officials and discuss the TVA’s proposed plans to address spillway safety concerns.

Additional information on the Tennessee Valley Authority receiving public input on Chatuge Dam safety modifications can be found HERE.

Details on the TVA’s notice of intent, including proposed plans, is available in the Federal Register HERE.

    US Senate News:

    May 21, 2025
The resolution recognizes the soldiers’ service and sacrifice to our nation and NATO allies
WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Co-Chair of the Senate Baltic Freedom Caucus, today commended the unanimous Senate passage of his bipartisan resolution honoring the four American soldiers—including one Illinoisan—who were stationed in Lithuania and tragically died in March while on a mission to recover a vehicle immobilized during a training exercise. The soldiers include Staff Sergeant Jose Dueñez Jr. from Joliet, Illinois; Staff Sergeant Edvin F. Franco; Staff Sergeant Troy S. Knutson-Collins; and Private First-Class Dante D. Taitano—all part of the 1st Armored Brigade, 3rd Infantry Division.
“Last night, the Senate honored the brave American service members, including Staff Sergeant Jose Dueñez Jr. from Joliet, Illinois, who tragically died during a mission in Lithuania earlier this year.  It was a mission fraught with extreme danger and challenges, and this resolution reminds us of the daily service and sacrifice of our military members,” Durbin said.  “The resolution also expresses our gratitude to our Lithuanian ally—who dropped everything and faced great odds to help us recover their bodies and bring these fallen soldiers home—a reminder of the common defense underlying our alliance.”
On April 3, thousands of Lithuanians took to the streets in Vilnius—including the Lithuanian President—to pay their respects to our fallen American soldiers. The resolution also reaffirms the importance of the NATO alliance and the need to support our Baltic allies.
Durbin spoke about the four American soldiers and his resolution on the Senate floor last month.
Text of the resolution can be found here.
Joining Durbin in sponsoring the resolution are U.S. Senators Chuck Grassley (R-IA), Chuck Schumer (D-NY), Mitch McConnell (R-KY), Jeanne Shaheen (D-NH), Tammy Duckworth (D-IL), Chris Coons (D-DE), Adam Schiff (D-CA), Gary Peters (D-MI), Elissa Slotkin (D-MI), and Alex Padilla (D-CA).

  • MIL-OSI USA: Kamlager-Dove Leads Bipartisan Letter to Secretary Rubio Outlining Steps to Address the Visa Backlog Ahead of 2026 FIFA World Cup, LA28 Olympics

Source: United States House of Representatives – Congresswoman Sydney Kamlager California (37th District)

WASHINGTON, DC — In anticipation of Secretary of State Marco Rubio’s first appearance before the House Foreign Affairs Committee, Congresswoman Sydney Kamlager-Dove (D-CA) led 55 lawmakers in a bipartisan letter to Secretary Rubio inquiring about the State Department’s plans to ensure quick and secure visa processing for the expected influx of visitors coming to the U.S. for the 2026 FIFA World Cup, 2028 Olympic Games, and other major international sporting competitions. Reps. Young Kim (R-CA),  Darin LaHood (R-IL), and Nikema Williams (D-GA) joined as co-leads.

Currently, six countries–Canada, Colombia, Honduras, India, Turkey, and UAE—have at least one U.S. diplomatic post with visa appointment wait times that extend beyond the start of the first FIFA26 game in the United States.

“The Olympics have the potential to bring up to 15 million visitors to the U.S. and produce an estimated $18 billion in economic impact. Over 5 billion viewers are projected to watch the FIFA World Cup, which could bring millions of visitors to the United States across 11 cities and generate an estimated $3.75 billion in economic revenue,” the lawmakers wrote.

They continued, “However, the success of these games hinges on the State Department’s ability to efficiently process the visa applications of spectators, athletes, and media, including providing adequate visa appointment availability and strategically offering visa interview waiver services where appropriate.

“To meet the moment, the State Department must not take a business-as-usual approach. Accommodating the anticipated surge in international visitation will require innovative solutions in the visa adjudication process that will allow us to maintain security safeguards while reducing unnecessary bureaucratic hurdles. It is critical to begin preparations now to demonstrate our nation’s ability to welcome the world,” the lawmakers concluded.

The letter also encouraged the Administration to update its current visa process to address visa processing challenges, including strategies to:

    • Develop a visa issuance process that maintains necessary security protocols while expediting processing for accredited individuals and entities participating in the games;
    • Ensure Consular Affairs is sufficiently resourced to support visa processing offices at overseas posts, disseminate information to Consular Affairs officers regarding games-related visa appointments, and handle the increased demand for visas well ahead of the games;
    • Establish protocols for visa issuance and entry from countries that are sanctioned or do not have U.S. consular offices, ensuring that all eligible athletes and support staff can participate in the games; and
    • Consider regulatory adjustments or other measures to reduce visa appointment wait times.

Reps. Sydney Kamlager-Dove, Young Kim, Darin LaHood, and Nikema Williams were joined by Reps. David Valadao, Bonnie Watson Coleman, Jonathan L. Jackson, Gilbert Ray Cisneros Jr., Sheila Cherfilus-McCormick, Aumua Amata Coleman, María Elvira Salazar, Henry C. “Hank” Johnson Jr., Pramila Jayapal, Jasmine Crockett, Kweisi Mfume, Ken Calvert, Josh Gottheimer, Nanette Diaz Barragán, Ted W. • MIL-OSI USA: Senator Marshall Joins Newsmax to Discuss the President’s ‘One, Big Beautiful Bill,’ The SALT Deduction, and the Golden Dome Defense System

    US Senate News:

Source: United States Senator for Kansas Roger Marshall

Washington – U.S. Senator Roger Marshall, M.D. (R-Kansas) joined Shaun Kraisman and Emma Rechenberg on Newsmax this morning to discuss the status of President Donald Trump’s ‘One Big, Beautiful Bill,’ what’s next for the reconciliation process regarding State and Local Tax (SALT) Deduction, and the ‘Golden Dome’ defense system announced by the President and Secretary of Defense Pete Hegseth yesterday.

You may click HERE or above to watch Senator Marshall’s full interview on Newsmax
    Highlights from the interview include:
On President Trump helping close out the negotiations:
Senator Marshall: “I thought about this this weekend during a baseball game. If the House, if this was a baseball game, the House is going into the seventh inning, and we’re going to have to bring our closer in sooner than expected. So, we’re going to bring in Donald Trump. And you think of all the great closers in the history of baseball, you’ve got Goose Gossage who had a fastball. So, we’ll bring him in the eighth inning, and then the ninth inning President Trump will be like Mario Rivera, who has his cutter.
“So, look, if it wasn’t for President Trump, this doesn’t happen, but I do believe in Speaker Johnson, President Trump, they’ll get it across the finish line. Send it over here and we’ll make the bill even better.”
    On the SALT Deduction negotiations:
Senator Marshall: “If you think about where the big divisions are on this bill, it’s the SALT tax… You have some Republicans from districts that are blue, and they want this SALT tax to go up. And by the way, it’s going to cost $1 trillion dollars over the next 10 years, and you have conservative Republicans like myself who say the biggest issue in the country right now is our national debt. And there’s so many other things we could do with that trillion dollars rather than spending it, you know, giving these people from blue states a big tax break as well.
“So, President Trump is trying to find that sweet spot. This bill is not perfect. This is not the bill that a conservative Republican like myself would write, but we’re getting there. This is the first step towards a balanced budget. We need to deliver on the President’s promises.”
On the Golden Dome Defense System:
Senator Marshall: “Well, obviously this would give us a big advantage. If we could shoot down all the Chinese nuclear warheads and their warp speed missiles that they have as well, this would just put our military at a big, big advantage. But to me this is a defensive weapon, as far as United States has been concerned.
“Look, we don’t want to rule the world. We just want to make sure our families are safe and secure. I think this will be a great investment. $175 billion is what the President’s going to spend on this probably. Think about this, we spent $200 billion in Ukraine and I don’t know what that did for the safety of American citizens.
“I think that you know, this takes me back to my boyhood when they announced… going to the moon. And this is something that Americans can rally around together, that we can cheer for together. We don’t have the technology to complete this yet. It looks next to impossible. I would put this way ahead of any purpose of going to Mars for America right now. So, I think this is a good investment. It’s going to make Americans safer – that’s what President Trump promised us. He said he’s going to make our family safer and more secure. So, I’m behind it, I’m excited about the technology, and there will be so many other benefits from this technology going forward as we develop this.”

Source: People’s Republic of China – State Council News

BEIJING, May 21 (Xinhua) — Chinese Foreign Ministry spokesperson Mao Ning on Wednesday called on the United States to abandon the development and deployment of the Golden Dome global missile defense system and take concrete actions to strengthen strategic mutual trust between the powers and maintain global strategic stability.

Mao Ning made the relevant statements while commenting on the plan to create the Golden Dome missile defense system in the United States.

As the Chinese diplomat noted, the so-called “Golden Dome” plan is aimed at deploying an unlimited, global, multi-layered and multi-dimensional missile defense system. This plan openly envisages a significant increase in space warfare capabilities, including the development and deployment of orbital interception systems.

“This gives this plan a clearly offensive character and violates the principle of peaceful use of outer space, enshrined in the Outer Space Treaty. The implementation of the plan will increase the risks of turning space into a combat zone and the emergence of a space arms race, and will undermine the international security and arms control system,” Mao Ning said.

According to the official representative, the United States, adhering to the “America First” policy, is obsessed with the pursuit of absolute security for itself, which violates the principle of “the security of one state should not be ensured at the expense of the security of others” and undermines the global strategic balance and stability.

“China expresses serious concern over this,” Mao Ning added. -0-

Source: People’s Republic of China – State Council News

BEIJING, May 21 (Xinhua) — Experts from China and Germany called for cooperation to overcome global challenges in an unstable world at a seminar on China-Russia-Europe relations held in Beijing on Tuesday.

The current seminar, organized by the Institute of Russian, East European and Central Asian Studies of the Chinese Academy of Social Sciences (IRESCA AASS), took place in the year of the 50th anniversary of the establishment of diplomatic relations between China and the European Union.

In his opening remarks, Sun Zhuangzhi, Director of the IRECA AONK, noted that in the context of profound global changes unseen for a century, humanity once again found itself at a historical crossroads. Against this background, he stressed, academic discussions on relations between China, Russia and Europe have important practical significance.

Noting that China and Europe have many common interests, Sun said it is crucial to find the “biggest common denominator” for cooperation between the two sides, which is of particular significance both for maintaining security and stability on the Eurasian continent and for promoting prosperity and development worldwide.

Nadine Godehardt, Senior Research Fellow at the Asia Department of the Brussels branch of the German Institute for International and Security Affairs, noted that the world is experiencing new profound changes, and the geopolitical landscape in the Eurasian region is becoming increasingly complex.

  • MIL-OSI USA: The 1925 Patent of the Norwegian Ostehøvel (Cheese Slicer)

    Source: US Global Legal Monitor

This weekend marked the national day of Norway, Syttende Mai. I have previously written about the celebrations connected to the national day, including the rules pertaining to the national (Bunad) dresses. Today, I describe the patent act that was in force when the Scandinavian Cheese Slicer (Ostehøvel) first got patented in 1925, 100 years ago this year.

In 1925, the 1910 Patent Act (Lov om patenter (LOV-1910-07-02-4) was in force. The law can be located either in the Norsk Lovtidende Avd. 1 for the year 1910 or in the Almindelig Norsk Lovsamling. The amendments made in 1920 can be found in Norsk Lovtidende Avd. 1 1920. (Lov om midlertidig tillegg til lovene om patenter av 16. juni 1885 og 2. juli 1910 (LOV-1920-07-16-9).)

Section 1 of the 1910 Patent Act provides that:

A patent protects, in accordance with this law, new inventions, which can be utilized in industry.

    However, the following are excluded:

    a) Inventions, the exercise of which would be contrary to law, morality or public order;

    b) Inventions, the object of which is a nutritional, recreational or medicinal product or a chemical compound; however, a patent may be granted on the special manufacturing process.

In order to obtain a patent for an invention, a patent claim must be submitted to the Styret for det Industrielle Retsvern [literally Board of Industrial Legal Protection] in accordance with the provisions of this Act. (Chapter 1 § 1 Lov om Patenter. Translation by author.)

The law provided protection against the production and use of a patented product (§ 4) but also allowed for the use by the public, subject to compensation. (§ 8.) A patent holder that had not started production of a product within three years was required to allow others to produce the patented product. (§ 9.)

    The Ostehøvel

Thor Bjørklund applied for a patent for his cheese slicer (ostehøvel) after being inspired by the plane (høvel) he used in his woodshop, as a better way to cut the cheese economically. The slicer was specialized to cut cheese thin and straight. The cheese slicer was introduced at a time in Norway when the population was poorer than today and cheese needed to last longer. A video on how to use it can be viewed here. A memorial book was published in 2000, Skjær pent av osten, (literally “carefully cut off the cheese”) inspired by a 1971 interview with Thor Bjørklund.

The patent was published in the Norsk tidende for det industrielle retsvern (1926) in no. 48, p. 234.  The patent entered into force on February 27, 1925.

Patent application number 43377. Screenshot of Norsk Tidende for Det Industrielle Retsvern, p. 234, made available by the National Library of Norway (Nasjonalbiblioteket) at https://www.nb.no/items/bad74105002005ed8d2f8a1e8645c01a?page=7

The patent itself is also made available at Stiftelsen Lillehammer Museum with both the 1925 patent announcement and patent text. An additional patent for changes to the cheese slicer was awarded in 1928.

The 1925 patent text specifically describes the invention in relation to a planer as:

“This invention relates to a knife for cutting cheese etc. of the type that acts like a planer, where the cutting edge is formed by cutting out and bending down a platform-shaped part or is characterized mainly in that the portions of the plate-shaped part that are located at both ends are cut, are elastic and flexible so that the cheese, even if the angle of the blade in relation to the cheese surface changes during cutting.

A characteristic feature of the invention further consists in that the thickness of the cheese slice is regulated in a manner known during cutting by bending the plate-shaped part.” (Translation by author.)

The ostehøvel has become one of the most loved Norwegian inventions.

    Norwegian Patent Law Today

Today, Norway regulates patent law in Lov om patenter (patentloven)(LOV-1967-12-15-9) (the Patent Act). An unofficial English translation of the Patent Act is published on the Norwegian Industrial Property Office website. Norway is a party to the Paris Convention for the Protection of Industrial Property (1885), the Patent Cooperation Treaty (PTC)(1980), and the Budapest Treaty on the International Recognition of the Deposit of Microorganisms for the Purposes of Patent Procedure (1977). Norway has ratified the European Patent Convention (EPC) and is a member of the European Patent Office (EPO).

Today, a patent application can be made by presenting an application to the Norwegian Industrial Property Office and paying the applicable fee. Applications can be made as an EPC application or a Norwegian application. If the patent is awarded, there is an annual fee to maintain the patent.

Observing the current landscape, it becomes evident that social media platforms and mobile devices have assumed roles of paramount significance in the contemporary child’s life. Per findings unveiled by the Common Sense Census, a notable 84% of American adolescents within the age cohort of 13 to 18 acquired their initial smartphone during the year 2019. Subsequently, these youths dedicated an average of precisely 7 hours and 22 minutes daily, exclusively engrossed in social media applications and websites.

✅ Top Pick: mSpy – Best Mobile Spy & Monitoring App for Hidden Phone Surveillance this year.

While the internet undeniably furnishes global youngsters with a commendable avenue for unfettered education and communication, it has concurrently engendered a milieu wherein they engage with individuals entirely unfamiliar to them. This virtual realm’s essence necessitates an appraisal of the electronic safety quotient. Young minds stand perpetually exposed to online perils, ranging from cyberbullying and harassment to the insidious realm of sextortion. Beyond this, extensive social media usage harbors the potential to precipitate internet dependency, potentially culminating in social interaction deficits amongst the youthful demographic.

Don’t Settle for Less: Get the Best Mobile Spy App of 2025 – mSpy Is All You Need

Advancements in technology are progressing rapidly, and the pervasive presence of smartphones is evident across diverse age groups. People spanning from children to adults rely on various applications and mobile services to facilitate their daily routines. The desire to ensure your children’s well-being in the digital realm, gather pertinent information from your spouse’s mobile device, or optimize workforce efficiency might lead to the inclination of discreetly and autonomously monitoring a specific individual’s Android device.

However, not all of these options prove to be efficient and valuable. Among the array of spy applications we evaluated, mSpy emerged as our paramount selection after meticulous scrutiny.

Why Mobile Tracking Apps Are in High Demand in 2025
The need for mobile tracking and monitoring apps has surged in 2025. With nearly everyone relying on smartphones for work, social interaction, and entertainment, concerns around digital safety, accountability, and privacy breaches have grown. Parents are more cautious than ever about their children’s online activity. Employers are seeking better ways to monitor company-issued devices. Even individuals in relationships are using tracking apps to rebuild trust or stay informed.
Monitor Any Device in Stealth Mode – mSpy Is the Best Mobile Tracking App Trusted Worldwide
Cyberbullying, online predators, screen addiction, and unauthorized data sharing are just a few reasons why mobile tracking solutions are in high demand. At the same time, the rise of remote workforces has made employee monitoring essential for business owners to prevent misuse of company time and resources.
Apps like mSpy have emerged as tools that provide peace of mind. They offer insight into text messages, GPS locations, app usage, and more—without requiring direct access to the device in real time. These tools are becoming an integral part of modern digital life, helping people feel more secure in a hyper-connected world.
What to Look For in a Mobile Spy App
Not all mobile tracking apps are created equal. Some offer advanced features but lack ease of use; others are stealthy but limited in scope. If you’re looking for a phone spy app in 2025, there are several key features to prioritize.
First, compatibility is crucial—make sure the app works on both Android and iOS devices. Look for real-time GPS tracking, call and SMS logs, social media monitoring, and browsing history access. The app should run discreetly in the background to avoid detection and provide a user-friendly dashboard for accessing tracked data.
Security is equally important. Top-tier apps use encrypted data channels to ensure privacy, both for the person being monitored and the one viewing the information. Reliable customer support, frequent updates, and clear installation guides also add to a tool’s credibility.
When evaluating mobile monitoring software, features like geofencing, app usage limits, and screen time analysis can add extra value—especially for parental use. A well-rounded app like mSpy offers all of these while keeping the setup process simple and discreet.
Full Access. Zero Detection. mSpy Is the Best Mobile Spy App for Hidden Surveillance
Is Phone Spying Safe & Ethical?
Phone tracking, when used ethically, can serve as a protective tool. But misuse can raise serious privacy concerns. The line between security and surveillance often comes down to intent—and legality.
In many countries, it’s legal for parents to monitor the phones of their minor children without consent. Employers may also monitor company-owned devices provided they disclose it in their policies. However, using a spy app to monitor a partner or adult without consent can cross legal and ethical boundaries.
Apps like mSpy are designed for legitimate use cases, particularly child safety and employee productivity. The app clearly states that users must comply with local laws and have proper authorization. If used responsibly, mSpy can empower users to stay informed and make proactive decisions without violating trust.
Understanding the ethical framework before using any mobile spy app is critical. When used as intended—for safety, protection, and responsible oversight—it becomes a digital ally rather than an invasion of privacy.

How mSpy Helps Prevent Digital Dangers

The digital world is filled with unseen threats, especially for children and vulnerable users. mSpy plays a preventive role by giving parents and guardians real-time insights into mobile behavior—often before something harmful occurs.
For example, cyberbullying often starts subtly, through text messages or social media. With mSpy’s keyword alert system and message monitoring, red flags can be detected early. Parents can intervene before emotional damage is done.
Online predators are another concern. They typically engage victims through apps like Snapchat, Instagram, and WhatsApp. mSpy allows guardians to review conversations across these platforms, revealing inappropriate behavior or grooming tactics.
Screen addiction is also on the rise. With app usage tracking, parents can understand where time is being spent and set digital boundaries. For employers, mSpy prevents productivity loss by identifying inappropriate device use during work hours.
By offering visibility and early intervention tools, mSpy becomes more than just a spy app—it becomes a layer of digital protection.
