BEIJING, May 21 (Xinhua) — The 29th World Gas Conference (WGC2025) opened in Beijing on Tuesday. In its nearly 100-year history, the event is being held in China for the first time.
The conference, held under the motto “Energizing a Sustainable Future,” brought together over 3,000 participants from 70 countries and regions of the world, ready to engage in an in-depth exchange of views and reach consensus on issues related to the global energy transition, trends in the development of the gas sector, and the search for a path to a sustainable future.
The conference was jointly organised by the International Gas Union (IGU), Beijing Gas and Beijing Capital Group Exhibitions.
The forums cover various topics: development of the LNG segment, integration of natural gas and renewable energy sources, energy security, digital transformation, etc. Over 400 participants – industry leaders and experts from the gas sector – will exchange opinions on development trends and technological innovations.
The exhibition is expected to attract over 30,000 visitors. Leading global oil and gas companies, gas infrastructure and city gas supply firms will showcase achievements in the development of traditional gas sector links, as well as technological breakthroughs.

BEIJING, May 21 (Xinhua) — Electricity consumption, a key barometer of a country’s economic activity, showed steady growth in China in April, official data showed Tuesday.
In April, energy consumption increased by 4.7 percent year-on-year and reached 772.1 billion kWh, the State Energy Administration of China noted.
In particular, electricity consumption in the primary and secondary sectors of the economy increased by 13.8 and 3 percent, respectively, compared to April 2024, and in the tertiary sector of the economy increased by 9 percent.
Electricity consumption for domestic needs of urban and rural households reached 93.6 billion kWh in April, an increase of 7 percent year-on-year.
From January to April, the country’s total energy consumption increased by 3.1 percent to 3.16 trillion kWh. -0-

Minsk, May 21 /Xinhua/ — The one-China principle cannot be challenged, UN General Assembly Resolution 2758 cannot be distorted, Chinese Ambassador to Belarus Zhang Wenchuan said in an article published in the SB. Belarus Segodnya newspaper on Monday.
He noted that this year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of the liberation of Taiwan. The return of Taiwan to China is an important part of the results of the victory in World War II and the post-war international order.
“I have noticed that recently, some countries have been distorting and challenging UN General Assembly Resolution 2758, spreading absurd claims such as that the resolution ‘does not confirm, equate or reflect the consensus on the one-China principle’, and rekindling the so-called ‘undefined status of Taiwan’ theory, thereby attempting to undermine the legal basis of the one-China principle. Such rhetoric, like the attempts of some countries to deny the enormous contribution of the Soviet people, including the Belarusian people, to World War II, not only distorts historical facts, but also openly challenges the authority of the UN and the post-war world order. This is extremely absurd and dangerous,” Zhang Wenchuan notes in his article.
The diplomat particularly emphasized that the historical context and legal facts of Taiwan’s belonging to China since ancient times are obvious. There is only one China in the world, and Taiwan has been an integral part of China’s territory since time immemorial, which has long been a historical fact and international consensus.
He also pointed out in the article that UNGA Resolution 2758 resolved the issue of who is the legitimate representative of China, which strengthened the international community’s commitment to the one-China principle. This resolution completely and finally secured China’s sole place in the UN from the political, legal and procedural points of view, and completely excluded any questions about the so-called “two Chinas” or “one China, one Taiwan”. Challenging UNGA Resolution 2758 is tantamount to challenging the post-World War II world order and the authority of the UN.
“Any action that challenges UNGA Resolution 2758 is not only a challenge to China’s sovereignty and territorial integrity, but also a challenge to the authority of the UN and the international order established after World War II, and a flagrant reversal of history. Not only will 1.4 billion Chinese never agree with this, but all people around the world who defend truth and peace will also not support it,” the diplomat emphasized.
“China and Belarus are all-weather and comprehensive strategic partners. WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Amy Klobuchar (D-Minn.) led a bipartisan group of senators in introducing a resolution calling for the return of abducted Ukrainian children before any peace agreement is finalized ending the war against Ukraine.
The resolution condemns Russia’s abduction and forcible transfer of Ukrainian children and notes Russia’s invasion has increasingly exposed children to human trafficking and exploitation, child labor, sexual violence, hunger, injury, trauma and death.
“Putin’s inhumane and unprovoked attack on Ukraine started the largest war in Europe since World War II. He has kidnapped thousands of children to brainwash and Russify them in an attempt to destroy their cultural identity and heritage. The United States ought to demand these children are returned before inking a deal to end the war in Ukraine,” Grassley said.
“The mass kidnapping of Ukrainian children by Russia is an atrocity. We cannot accept a world where children are abducted during wartime and used as a form of hostage-taking for negotiations. These children must be returned unconditionally before any peace deal is finalized,” Klobuchar said.
Additional cosponsors are Sens. Joni Ernst (R-Iowa), Dick Durbin (D-Ill.), Roger Wicker (R-Miss.), John Fetterman (D-Penn.) and Rick Scott (R-Fla.).
Organizations endorsing the resolution include: World Relief, Ethics and Religious Liberty Commission (Southern Baptist Convention), Christian Life Commission & Center for Cultural Engagement (Texas Baptists) and Peace & Power Ukraine Host Gary Marx.
The resolution follows an April letter sent by forty religious leaders to President Donald Trump and Secretary of State Marco Rubio calling for the return of the nearly 20,000 children forcibly transferred to Russia and Russian-controlled territories.

Background:
Ukrainian authorities have received at least 19,546 confirmed reports of unlawful deportations and forced transfers of Ukrainian children to Russia, Belarus or Russian-occupied Ukrainian territory. The abductions aim to erase the children’s Ukrainian names, language and identity. As of April 16, Ukraine and its partners have only managed to return 1,274 abducted children.
The State Department’s 2024 Trafficking in Persons Report found Russia recruits or uses child soldiers, has a state-sponsored policy or pattern of human trafficking and is among the worst hubs for human trafficking in the world.
Grassley’s ongoing work to support Ukraine:
For years, Grassley has been an outspoken critic of Russia’s threats and aggressive actions. After the invasion, Grassley immediately condemned Russia’s assault on Ukraine, calling it “inhumane” and pointing out that Putin is tragically “killing innocent people like Stalin did in the 1930s.” Grassley spoke on the Senate floor to call for victory in Ukraine noting, “Anything short of a Ukrainian victory is an invitation for future Russian aggression.”
After Russia began indiscriminately bombing Ukraine and murdering innocent civilians, Grassley joined his colleagues in introducing a resolution to hold Putin and his allies accountable for war crimes. This resolution passed the Senate unanimously.
In March, Grassley co-led a bipartisan letter calling on Secretary of State Marco Rubio to continue supporting efforts to investigate Russia’s abduction and deportation of Ukrainian children.

British Foreign Secretary David Lammy announced on Tuesday that Britain has suspended trade negotiations with Israel over its Gaza blockade. Lammy also said the Israeli ambassador had been summoned.
Lammy said in a statement in the House of Commons, lower house of the British parliament, that Israel’s blockade of Gaza is “morally wrong, unjustifiable, and it needs to stop.”
Lammy said he thinks all lawmakers “should be able to utterly condemn the Israeli government’s denial of food to hungry children.”
British Prime Minister Keir Starmer also condemned the deepening humanitarian crisis in Gaza on Tuesday, describing the ongoing civilian suffering as “utterly intolerable,” and called for an immediate ceasefire.
Addressing the parliament, Starmer said, “The level of suffering, innocent children being bombed again, is utterly intolerable,” and went on to say Britain and their French and Canadian allies are “horrified by the escalation from Israel.” He said an “immediate ceasefire” remains “the only way to free the hostages.”
He also reaffirmed Britain’s opposition to Israeli settlement expansion in the West Bank and called for a dramatic scale-up in humanitarian aid to Gaza.
“The recent announcement that Israel will allow a basic quantity of food into Gaza is totally and utterly inadequate,” Starmer said. “We must coordinate our response, because this war has gone on for far too long. We cannot allow the people of Gaza to starve.”
Britain, France and Canada said on Monday in a joint statement that “if Israel does not cease the renewed military offensive and lift its restrictions on humanitarian aid,” they will take further concrete actions.
Israel halted the entry of goods and supplies into Gaza on March 2, following the expiration of the first phase of a January ceasefire agreement with Hamas. It resumed attacks on Gaza on March 18, which have so far killed more than 3,300 people and injured over 9,350, according to the Gaza-based health authorities.
On Sunday, Israeli Prime Minister Benjamin Netanyahu said Israel would allow the entry of a “minimal and basic” quantity of aid into Gaza to prevent “images of mass starvation.” Later, five UN aid trucks entered Gaza through Israel’s Kerem Shalom border crossing on Monday after undergoing security inspections.

The World Health Assembly (WHA), the highest decision-making body of the World Health Organization (WHO), adopted the global pandemic agreement on Tuesday.
The “pandemic agreement” proposes the establishment of a series of new platforms and mechanisms aimed at comprehensively reforming the existing systems for pandemic surveillance, prevention, and response. It seeks to promote research and equitable sharing of pandemic-related products, adjust the production and distribution order of such products, and further improve the global public health governance system, with a particular focus on addressing fairness challenges in international health development.
WHO member states, meeting on Monday in Committee A of the WHA, approved a resolution calling for adoption of the pandemic agreement. According to a press release on the WHO website, the resolution outlines several steps to advance global preparedness and pave the way for the agreement’s implementation.
It includes the launch of a process to draft and negotiate an annex to the agreement that would establish a Pathogen Access and Benefit Sharing system (PABS) through an Intergovernmental Working Group. The result of this process will be considered at next year’s WHA. Once the Assembly adopts the PABS annex, the pandemic agreement will then be open for signature and consideration of ratification, including by national legislative bodies.
Following the adoption of the agreement, the Chinese delegation told Xinhua that China has been actively engaged in the agreement negotiation process. Guided by the vision of building a global community of health for all, China has upheld true multilateralism, advocated for greater solidarity and cooperation among countries, and supported the WHO in playing its central coordinating role.
The Chinese delegation also noted that China has worked with all parties to improve the global health governance system and strengthen global capacity for prevention, preparedness, and response. On technical issues such as pandemic prevention and surveillance, China maintained a science-based approach, put forward constructive textual proposals, and actively contributed to the drafting process, playing an important role in promoting consensus among member states.
In addition, China, along with countries including Brazil, Indonesia, and Bangladesh, actively responded to the legitimate concerns of developing countries regarding equitable access to health products under the framework of the Group for Equity. These efforts demonstrated China’s image as a responsible major country.
WHO Director-General Tedros Adhanom Ghebreyesus told the assembly that “the WHO pandemic agreement will run among the most significant achievements in the history of this organization and of global health,” underscoring that it places humanity in a stronger position than ever before to prepare for and respond to pandemics.
In November 2021, a special session of the WHA established an intergovernmental negotiating body tasked with drafting a pandemic agreement under the WHO framework to enhance global capacities for pandemic preparedness, prevention, and response.
On April 16 this year, the WHO announced that, following more than three years of intensive negotiations, member states had reached a consensus on the draft text of the agreement, which was then submitted for consideration at the 78th session.

At the closed test site of the National Internet of Vehicles Pilot Zone in Tianjin City (Xiqing District), Yao Zhonghua, an intelligent and connected vehicle (ICV) test specialist, is fully engrossed in creating a test scenario to prepare for the discovery of the ICV’s automatic emergency braking (AEB) function.
“We use test equipment to conduct tests on the efficiency and reliability of intelligent and connected vehicle functions, and record test videos and data in real time,” said Yao Zhonghua, 33.
In July 2024, the Ministry of Human Resources and Social Security of China and two other departments jointly released a list of 19 new occupations, and ICV tester is one of them.

As President Trump works to end birthright citizenship, we need to get this bill to his desk.”

Birth tourism is a booming multi-million-dollar industry, and companies have capitalized on the allure of U.S. citizenship and cater to the trip-planning needs of pregnant foreigners.
These businesses commonly cater to wealthy Russian and Chinese nationals and charge foreign clients thousands of dollars for advice on how to lie to immigration officers.
It is estimated birth tourism results in at least 33,000 births to women on tourist visas annually.
Those births result in instant citizenship for the infant, who can go on to sponsor the migration of their parents to the United States 21 years later.

The Ban Birth Tourism Act would amend the Immigration and Nationality Act and ban birth tourism as a permissible basis for obtaining a temporary visitor visa.

The Premier League will be transported to the Basque region of northern Spain on Wednesday when Manchester United face Tottenham Hotspur in the Europa League final in Athletic Club Bilbao’s impressive San Mames Stadium.
The match offers the winner the chance to qualify for next season’s Champions League and to salvage something from what has been a dreadful domestic season for both teams.

Manchester United are 16th in the Premier League, with 10 wins and 18 defeats in the club’s worst ever season since the competition began in 1988. The season saw Erik ten Hag sacked at the end of October with Ruben Amorim brought in to turn things around.
Amorim has failed to do that in the Premier League, but his side has progressed unbeaten to the final, beating hosts Athletic Club Bilbao in the semi-final after several controversial refereeing decisions all went its way.
Tottenham’s campaign has been even worse, with speculation that coach Ange Postecoglou will leave in the summer even if his team lifts the trophy.
Spurs are 17th in the table with 21 defeats from 37 games, and although 63 goals scored points to a laudable commitment to attack, the 61 goals conceded also highlights chaotic defending.
Postecoglou is without the influential duo of James Maddison and Dejan Kulusevski for the final, while Manchester United will probably be without Joshua Zirkzee, Matthijs de Ligt and with question marks over the impressive Leny Yoro and Diogo Dalot.
Tottenham’s main task on Wednesday will be to try and control Bruno Fernandez, who is at the heart of most of Manchester United’s attacking play, while Alejandro Garnacho offers trickery in the United attack.
Wednesday’s match is about more than just football, it is about financial survival: last season saw Tottenham record a loss of 26 million pounds (35 million US dollars), Manchester United lost 113 million pounds (151 million US dollars), taking losses for the past three years to over 300 million pounds and prompting the club to respond with a series of cutbacks to staff and with increased ticket prices.
If United wins on Wednesday, qualification for the Champions League will generate around 100 million pounds in income and help steady the ship, but defeat would mean failure to qualify for any European competition, further cuts in revenue, more belt-tightening at Old Trafford and further decline.

The 2025 Taklimakan Rally roared to life on Tuesday in Aksu Prefecture, northwestern China’s Xinjiang Uygur Autonomous Region.
This year’s Taklimakan Rally features 23 motorcycles and 105 vehicles, with racers set to tackle extreme heat and complex topography over approximately 5,200 kilometers, including 2,350 kilometers of timed special stages across deserts and Gobi plains, before concluding on June 1 in Makit County.

The Taklimakan Rally, often dubbed “China’s Dakar,” is widely regarded as the country’s most challenging cross-country rally. Since its inaugural event in 2005, the race has continued to evolve. This year, it introduced a new energy vehicle category for the first time, with ten vehicles competing in the debut class.
Defending champion Han Wei remains a favorite in the car category, while veterans such as Sun Ping and Fan Gaoxiang are also strong contenders for the title. Chinese film stars Wu Jing and Han Dongjun are expected to draw attention in their rally debuts.
Among international competitors, female racer Aliyyah Koloc expressed excitement ahead of her first race in China.
“I’m feeling very excited to compete in this rally,” said the 20-year-old. “It’s been very hot these days, and maybe it won’t cool down during the two weeks, but I think I’ve prepared physically and mentally.”

The side event, themed “Improving Universal Health Coverage through the implementation of WHO Traditional Medicine Strategy 2025-2034”, was moderated by the Dean of the Vanke School of Public Health of Tsinghua University, Professor Margaret Chan, and the Director of the Institute for Global Health of Peking University, Professor Ren Minghui. The Commissioner of the NATCM, Professor Yu Yanhong, also delivered a keynote speech at the side event.
During the panel discussion, Professor Lo shared the implementation experiences in promoting high-quality and high-standard development of Chinese medicine (CM) in Hong Kong on all fronts. He said, “The HKSAR Government will leverage Hong Kong’s strengths in its healthcare system, regulatory framework, standard-setting, clinical research, trade, and more to develop the city into a bridgehead for the internationalisation of CM. In terms of CM practice, the Hospital Authority has accumulated extensive experience through its integrated Chinese-Western medicine (ICWM) services over the years. The Chinese Medicine Hospital of Hong Kong will further develop the ‘Hong Kong model’ for pure CM, CM-predominant, and ICWM clinical services, with a view to promoting CM service, management standards and system development at the international level. As regards CM drugs, the Government Chinese Medicines Testing Institute is actively advancing the work on scientific research, education and promoting international exchanges on CM drug testing, including developing a series of internationally recognised reference standards and testing methods for CM drugs and their products, and promoting the commercial application of these methods in the sectors through training and technology transfer programmes, with a view to developing Hong Kong into an international hub for CM testing and quality control.”
During their visit to Geneva, Professor Lo and Dr Lam also met with the Director of the Department of Nutrition and Food Safety of the WHO, Dr Luz María De Regil, to discuss the strategies and interventions for obesity and weight management. Professor Lo emphasised, “Like many other regions and countries, Hong Kong is facing the challenges posed by the increasing prevalence of obesity. The HKSAR Government has long been attaching great importance to the prevention and control of obesity and will strive to halt the rise of obesity by adopting life-course interventions.”
The delegation will depart for Hong Kong today (May 21, Geneva time) and arrive in Hong Kong tomorrow (May 22, Hong Kong time).
LOS ANGELES – U.S. Immigration and Customs Enforcement and law enforcement partners in California and Florida, arrested 13 alleged members and associates of Armenian organized crime syndicates May 20. Those arrested are charged in five federal complaints with a series of crimes, including attempted murder, kidnapping, illegal firearm possession and thefts estimated to be in millions of dollars related to online retailer shipments.
“This transnational criminal organization operated with the structure and brutality of an international cartel, inflicting significant harm on public safety and causing substantial damage to legitimate commerce and supply chains,” said ICE Homeland Security Investigations Los Angeles acting Deputy Special Agent in Charge Dwayne Angebrandt.
Among the defendants charged are Ara Artuni, 41, of Porter Ranch, California who is charged with attempted murder in aid of racketeering, and a rival, Robert Amiryan, 46, of Hollywood, California who is charged with kidnapping.
The defendants arrested in California are expected to make their initial appearances this afternoon and tomorrow afternoon in United States District Court in downtown Los Angeles.
Vahan Harutyunyan, 50, of Hollywood, Florida, made his initial appearance earlier today in Fort Lauderdale, Florida and was ordered detained. Two of the remaining defendants, Levon Arakelyan, 45, of Las Vegas, Nevada and Ivan Bojorquez, 33, of Gardena, California are presently detained in state custody on unrelated matters.
Law enforcement seized approximately $100,000 in cash, three armored vehicles, and 14 firearms during the operation.
According to affidavits filed with the criminal complaints, Armenian Organized Crime, a Russian mafia-affiliated transnational criminal organization, has made Los Angeles County a center of U.S. operations. Since 2022, two local leaders within the organization, also known as avtoritet, which in Russian means “authority,” allegedly have engaged in a power struggle for control in their territory, resulting in multiple murder attempts and a kidnapping.
Artuni, an avtoritet, is charged with ordering the attempted murder of Amiryan during the summer of 2023. In retaliation, Amiryan, also an avtoritet, allegedly conspired with members of his own criminal organization to kidnap and torture one of Artuni’s associates in June 2023.
In addition to attempted murder, Artuni and his criminal enterprise has, since at least 2021, allegedly committed additional crimes, including bank fraud, wire fraud, and “cargo theft” targeting online retailers such as Amazon.com Inc. Artuni Enterprise members and associates enrolled with Amazon as carriers, contracted for trucking routes, and then, while transporting the goods, diverged from the route and stole all or part of the shipment. To date, the Artuni Enterprise has allegedly stolen goods from Amazon worth more than $83 million, according to estimates provided by Amazon.
The Artuni Enterprise also ran a “credit card bust-out” scheme in which they charged various credit cards to a sham business, then drained the business account before the credit card companies could collect the to-be disputed funds.
“Today’s arrests reflect that my office and our law enforcement partners are committed to keeping America safe by dismantling transnational criminal organizations,” said United States Attorney Bill Essayli. “Let today’s enforcement action be a warning to criminals: Our communities are not your playground to engage in violence and thuggery.”
“Investigators from the Burbank Police Department spent hundreds of hours investigating these heinous violent crimes,” said Burbank Police Chief Rafael Quintero. “The Burbank Police Department is grateful for the assistance from its law enforcement partners and the United States Attorney’s Office for their work in holding these individuals accountable for their actions.”
“Dismantling transnational criminal organizations is at the core of HSI’s mission,” continued Angebrandt. “Through close collaboration with our law enforcement partners, HSI is holding these perpetrators accountable and disrupting their criminal enterprise at every level.”
A complaint contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty beyond a reasonable doubt in court.
If convicted of all charges, the defendants will face statutory maximum sentences ranging from 10 years in federal prison to life imprisonment.

Sens. Sullivan and Cramer also announced the imminent introduction of their legislation, the GOLDEN DOME Act, to reinforce President Trump’s vision of a layered, integrated missile defense system to protect the United States from the intensifying threats and growing arsenals of China and Russia. The forthcoming GOLDEN DOME Act will also complement President Trump’s “Iron Dome” executive order, signed on January 27, 2025.
Sen. Sullivan and President Trump also emphasized the critical role Alaska plays in the nation’s missile defense system.

“When you look at the system that [President Trump] laid out, you have the initial ground-based missile interceptors, which are made by some of the big defense companies,” said Sen. Sullivan. “But the beauty of [the President’s] vision is that it’s layered, it’s open architecture, and it goes up into space. This is going to involve some of the new defense tech companies that are very interested and can bring missile defense at a cost that is lower than we could ever have imagined. Senator Cramer and I just met with a bunch of these companies last week. Our technology sector is head and shoulders above any other country, and they’re going to be a key part of this. I think that’s what makes this announcement so exciting.”
“Alaska is a big part of [missile defense] because the location is sort of perfect,” said President Trump. “I think that’s your first line of defense in certain instances.”

Atlanta, GA – In remarks to the Rotary Club of Atlanta yesterday, U.S. Senator Reverend Raphael Warnock (D-GA)encouraged over 100 Georgia business and civic leaders to continue living out their motto of “service above self” in this moment of political and economic uncertainty.
“As an alum of Head Start, as an alum of Upward Bound, another federal program called Trio that put a kid in housing projects on a college campus every summer so that I could know that I belonged there, as someone who’s been a beneficiary of Pell grants and low-interest student loans. I’m fighting for that kid on Cape Street, and every variation of that kid in rural communities all across our state. And so in this moral moment, I hope that we will recommit ourselves to standing in the best of the Rotarian spirit of service over self. It’s the reason why I’m deeply concerned about much of what is happening right now. I am worried about our country,” said Senator Reverend Warnock.
The Georgia Rotarians held a luncheon at the Loudermilk Center in Atlanta, Georgia, including leaders and representatives from Centers for Disease Control and Prevention (CDC), the Metro Chamber, YMCA of Metro Atlanta, Ideas United, and various non-profit and small business leaders representing industries across the Atlanta region.

After greeting constituents, the Senator was recognized by the Club’s Board Chair John Yates with a personalized poem he authored highlighting Senator Warnock’s commitment to service for all Georgians. The Senator was introduced by Program Chair and CEO of Ideas United David Roemer ahead of his keynote remarks, where the Senator discussed the detrimental effects of policy unpredictability on businesses and his concerns about tariffs impacts on Georgia small businesses and consumers. Senator Warnock encouraged business leaders to advocate for common-sense leadership and to be unafraid in using their voices to call out the danger and damage Washington politicians pose to Georgia workers and families.
“Like many of you, I’m very concerned about these tariffs. I haven’t met anybody yet who’s excited about it. I talked to business leaders. They are worried. I was down in my hometown of Savannah, Georgia a couple of weeks ago meeting with leaders at the port. […] And while there I was talking to leaders and farmers and small businesses, and they feel the uncertainty. One gentleman involved with beekeeping and honey paid more than $25,000 in tariffs on his last import. He’s a small business owner. He doesn’t get to just move something around and be okay for the next quarter. He could lose his business. He does not know what he is going to do. He does not want to pass that cost on to the consumer, but understandably, he does not want to eat those costs himself. We’re hearing stories like that across Metro Atlanta, where business owners and leaders are left scratching their heads because the math ain’t mathing,” said Senator Reverend Warnock.
“They cannot plan in this uncertain, unpredictable environment. […] And so this is such an important moment for business leaders to stand up, to raise your voices, to use your influence in the ways that you can. Now, I’m not naive. I know that when you’re running a business, you want to stay as far from politics as you can. I don’t blame you. But there comes a moment when that which is so fundamental to opportunity and possibility is at stake that we have to raise our voices. We have to use our influence in the same way to stand up and fight for tax cuts, stand up and fight for immigration policy that makes good business sense,” Senator Reverend Warnock continued.

Additionally, Senator Warnock reflected on his new report that uplifts the success of the clean energy tax credits he helped put into law and propelled Georgia to the forefront of our nation’s clean energy economy, but which are now under threat as Washington Republicans seek to scale back these clean energy jobs and investments.
“According to my report, in Georgia, nearly all the new [clean energy] investments and the new jobs are in counties outside of Metro Atlanta. Nationwide analyzes show that the vast majority of projects announced following the passage of these clean energy tax credits. Over three and four projects have gone to House districts currently held by Republicans. But this is especially true in Georgia. […] This is good news for Georgia, and to undermine it does not make good sense, it’s hard to defend that. The data is clear, and so my colleagues have a decision to make about who they will fight for and what they believe in. Who will they support? But this I do know: uncertainty is never a friend of business, right? It’s hard to know where they invest. You’re not certain about what’s going to happen along the supply chain, it’s hard to know that you should continue to lean in and invest in a clean energy future in Georgia if the Congress can simply undo two years later what it decided to do two years ago, right at the moment that we’re beginning to make progress,”said Senator Reverend Warnock.

Following his remarks, the Senator participated in a fireside chat conversation with David Roemer and fielded questions from members of the Rotary Club of Atlanta. Senator Warnock closed by reiterating his service to all Georgians is rooted in his mission to see America win by making sure every child has a chance, and the next kid growing up in public housing or relying on low-interest loans for an education knows that anything is possible in America.

Drivers are set to benefit from simpler parking nationwide, as industry delivers a ‘one app fits all’ parking platform at no cost to the taxpayer, following government-backed trials.
The government has today (21 May 2025) confirmed that, following successful collaboration with the sector, the British Parking Association will now take forward the development and running of the National Parking Platform (NPP).
The platform will enable drivers to pay for parking in all participating car parks on their preferred app – ending the scramble to download multiple apps and encouraging a more flexible parking experience. The government intervened to make sure it can be delivered by a consortium of industry leaders, including Ringo, JustPark and PayByPhone and led by the British Parking Association (BPA).
Currently, drivers face inconsistent parking rules, clunky user experiences and unnecessary barriers to something that should be simple. The National Parking Platform fixes this, connecting participating car parks to a shared platform, through which drivers can pay using any approved app – cutting confusion, reducing the chance of fines and opening up the parking market to fairer competition.
Minister for the Future of Roads, Lilian Greenwood, said:
This government is on the side of drivers and dedicated to giving everyone simpler, more flexible parking. I’m delighted that this fantastic project is being taken on by the parking sector with no extra cost to taxpayers.
This is public infrastructure done right: built by government, shaped with councils and now delivered by the sector that knows it best, at a time where we’re investing a record £1.6 billion through our Plan for Change, to mend our pothole-ridden roads that damage cars and £4.8 billion to deliver new road infrastructure that will better connect people.
The new agreement will see the parking sector working with councils to run the platform on a not-for-profit basis. It will operate under clear terms to ensure transparency, sustainability, and public value. The government will maintain oversight of the platform by monitoring the sector’s compliance with these terms.
So far, the platform has been rolled out in 10 local authorities and now handles over half a million transactions a month. Today’s announcement means drivers nationwide will benefit from a simpler, more seamless experience.

Petroineos refinery workers at Grangemouth are being actively supported through the Prime Minister’s commitment to a ‘training guarantee’ to help secure new well-paid work, as part of the UK and Scottish Governments’ pledge to secure a future for those affected by the closure of the oil refinery.
The government took swift action to protect workers after Petroineos confirmed their plans to close the refinery, including announcing up to £10 million to provide new skills support that will help the site’s workers into good clean energy jobs, as well as supporting new energy projects in the region. This also included a commitment from the Prime Minister in February to deliver a “training guarantee”.
This guarantee is now being delivered, with 184 out of 300 workers having now engaged in retraining activity with the majority of the remaining workforce registered for training.
Workers have been offered a wide range of training opportunities, including renewable energy upskilling courses and wind turbine engineering courses, paid for and supported by the UK and Scottish Governments. This will provide them with the vital skills needed to secure new jobs, including in the clean energy sector – which currently supports more than 42,000 jobs in Scotland.
Every Petroineos worker affected by the decision to close the oil refinery has now been provided the opportunity for 1:1 interviews with careers specialists at Forth Valley College.
These will help identify their skills, qualifications and training needs to create a programme of bespoke courses that will ensure their smooth transition into new roles – supporting the next generation of good jobs and driving economic growth as part of the government’s Plan for Change.
It comes as the Energy Secretary Ed Miliband, Scottish Cabinet Secretary for Net Zero and Energy Gillian Martin and Energy Minister Michael Shanks join the Office for Investment, Scottish Enterprise, National Wealth Fund and Scottish National Investment Bank for the inaugural Grangemouth Investment Taskforce meeting today where they will discuss securing private investment in the future of the site – with 66 enquiries received so far.

The workforce at Grangemouth is highly skilled with significant transferrable experience which our training commitment recognises by providing tailored support for workers into new employment opportunities.
As well as continuing to work to secure the site’s long-term industrial future, we want to ensure no worker is left behind and that they are equipped with the skills they need to secure good jobs. This is our Plan for Change in action.
Acting Cabinet Secretary for Net Zero and Energy Gillian Martin said:
The Scottish Government’s immediate focus has rightly been on supporting workers who have lost their jobs. We committed up to £450,000 to ensure that they are supported and assisted to secure other employment and to contribute their valuable skills to Scotland’s green economy.
That is why we are also working to secure Grangemouth’s role in that future and create an investible industrial strategy for the site. It’s clear that real progress is being made on the findings from Project Willow. We are working closely with Scottish Enterprise – who are already assessing nearly 70 inquiries aligned to the full range of technologies set out in the report – and we are determined to ensure we realise the full potential for the site’s transformation.

We know this is a worrying time for workers and their families at Grangemouth. I am pleased more than 260 highly skilled workers have already received support from Forth Valley College thanks to funding from the UK government as part of the £100 million Falkirk and Grangemouth Growth Deal package.
By offering bespoke training in renewable energy and wind turbine engineering, we’re not just supporting individual workers but also helping Scotland lead the way in clean energy jobs. We are determined that Grangemouth will have a green energy future and have committed £200 million through the National Wealth Fund toward that.

The College continues to work extremely hard to make sure that all the Petroineos employees affected by the refinery closure, are able to access the support they need as they begin their transition into new training, careers and jobs.

The support I received from Forth Valley College with retraining during the redundancy process has been exceptional.
From my 1:1 meetings discussing courses that I would be interested in and what my future career path might be, right through to getting booked onto the courses I had selected, nothing was too much trouble.
All in all, I can say I am absolutely delighted with what Forth Valley College have provided for me during this process.
The training support has helped workers enter new employment. For example, former Hazardous Areas Technician Steven Bell took part in a range of courses that enabled him to renew his Electricians Grade Card, as well as courses in working in hazardous areas which will support him in his new role as a Compliance Supervisor with a company involved in the pharmaceutical and distillery sector.
It follows the publication of a feasibility report ‘Project Willow’ that provided nine proposals for Grangemouth, backed by £200 million from the UK government and £25 million from the Scottish Government, which will support jobs, unlock investment and drive growth.
The report sets out various options for the site, including plastics recycling, hydrogen production and other projects that could create up to 800 jobs by 2040. This will help to grow the economy and deliver on both governments’ shared ambition to secure a long-term future for Grangemouth – with Scottish Enterprise already receiving a high level of interest from potential investors.
The UK government is unlocking Scotland’s clean energy potential and recently awarded £55.7 million to the Port of Cromarty Firth to develop and manufacture new floating offshore wind farms in Scotland. It has also launched a Skills Passport to support oil and gas workers to identify routes into several roles in offshore wind including construction and maintenance.

Homes England and West of England Mayoral Combined Authority (MCA) have today signed a Strategic Place Partnership (SPP) in support of delivering locally-led housing and regeneration ambitions in the region.
The partnership, announced today at UKREiiF, a national investment conference, signals a long-term commitment to deliver locally-led goals and unlocks new opportunities for investment and delivery across the Mayoral Combined Authority region. Homes England and the MCA will work on a shared plan to accelerate growth in the West of England while advancing their existing partnership projects, like Bristol Temple Quarter, with a renewed focus.
Bristol Temple Quarter is one of the UK’s largest regeneration projects, centred around a revitalised Bristol Temple Meads station, a grade I listed building. The ambitious programme aims to deliver 10,000 new homes, 22,000 new jobs, and improved sustainable infrastructure and public spaces across 135 hectares of brownfield land in central Bristol. It’s already an example of a project that thrives through public sector partnerships: jointly led by Bristol City Council, Homes England, the MCA, and chair Lyn Garner, the development is backed by £95 million of government support.
During the last financial year, Homes England provided £700,000 of funding support to schemes across the MCA and its constituent authorities, with future funding for new projects planned following the announcement of the Strategic Place Partnership.

The Agency now has eight Strategic Place Partnerships with various Mayoral Authorities across England, with each partnership clearly focused on the goal of empowering local leaders to drive growth in their own communities, supported by Homes England.

Alongside Bristol Temple Quarter, Homes England and the MCA will accelerate delivery on key projects including the West Innovation Arc, with South Gloucestershire Council. The Arc will be integral to the emerging West of England Local Growth Plan.
Working alongside Bath & North East Somerset Council, Homes England and the MCA are already supporting the acquisition of strategic land and planning work to unlock up to 6,000 new homes along the Bristol to Bath strategic growth corridor. Following £8 million of initial investment from the MCA, Homes England has committed £36 million into brownfield sites in central Bath to deliver a further 1,000 homes.

A lack of strategy and research funding – by both the current and previous governments – has been well documented, most comprehensively in the first report by the Science System Advisory Group (SSAG), released late last year.
If there is one word that sums up the current state of New Zealan’s research sector, it is scarcity. As the report summarises:
We have an underfunded system by any international comparison. This parsimony has led to harmful inter-institutional competition in a manner that is both wastefully expensive in terms of process and scarce researcher time, and is known to inhibit the most intellectually innovative ideas coming forward, and of course it is these that can drive a productive innovation economy.
The latest example is last week’s cancellation of the 2026 grant application round of the NZ$55 million Endeavour Fund “as we transition to the science, innovation and technology system of the future”. Interrupting New Zealand’s largest contestable source of science funding limits opportunities for researchers looking for support for new and emerging ideas.
Changes to the Marsden Fund, set up 30 years ago to support fundamental research, removed all funding for social science and the humanities and shifted focus to applied research. This is despite fundamental research in all fields underpinning innovation and the international ranking of our universities.
New Zealand has an opportunity to change its economy based on the potential of emerging sectors such as artificial intelligence, cleantech and quantum technologies. Other countries, including Australia and the United Kingdom, already consider quantum technologies a priority and fund them accordingly.
But when it comes to strategy, the composition of the boards of new Public Research Organisations, set up as part of the government’s science sector reform, are skewed towards business experience. Where there is scientific expertise, it tends to be in established industries. The governance of the proposed new entity to focus on emerging and advanced technologies is yet to be announced.
Critical mass requires funding and strategy
Scientists have been calling for a science investment target of 2% of GDP for a long time. It was once – roughly a decade ago – the average expenditure within the OECD; this has since increased to 2.7% of GDP, while New Zealand’s investment remains at 1.5%.
The SSAG report repeatedly refers to the lack of funding, and it would be the obvious thing to see addressed in this year’s budget. But expectations have already been lowered by the government’s insistence there will be no new money.
The report’s second high-level theme is the engagement of government with scientific strategy. Government announcements to date seem focused on attracting international investment through changes to tax settings and regulation. I would argue this is a matter of focusing on the wrapping rather than the present: the system itself needs to be attractive to investors.
Creating a thriving research sector is also a matter of scale. International cooperation is one way for New Zealand to access efficiencies of scale. And work on building international partnerships is one area of positive intent. But we need to look at our connectivity nationally as well, and use investment to build this further.
Countries with greater GDPs than New Zealand’s invest much more in research as a proportion of GDP. It means the size of these other countries’ scientific ecosystems – if measured by total expenditure – is three to four times New Zealand’s on a per capita basis.
A matter of scale
Per-capita scale matters because it tells us how easy it is for researchers to find someone else with the right skillset or necessary equipment. It tells us how likely it is for a student to find an expert in New Zealand to teach them, rather than needing to go overseas.
And it tells us how quickly start-up companies in emerging technologies will be able to find the skilled employees they need. A thriving university system that attracts young people to develop the research skills needed by advanced technology companies is a key part of this challenge.
The government’s science sector reform aims to increase its contribution to economic growth. But research contributes to economic growth when scientists can really “lean in” with confidence to commercialising and translating their science.
That can’t happen if budgets don’t fund the critical mass, connectivity and resources to stimulate the transition to a thriving science system.

UK and Chile sign MoU on Cooperation in Gender Equality
Signing of this MoU marks an important milestone in both countries’ commitment to a foreign policy agenda focused on women’s rights.
Baroness Chapman, Minister for International Development, Latin America and the Caribbean and Chile’s Undersecretary of Foreign Affairs, Gloria de la Fuente González.
As part of the visit of Chile’s Deputy Minister of Foreign Affairs Gloria de la Fuente to the United Kingdom, and the UK and Chile’s shared commitment to promoting human rights and gender equality, the UK and Chile signed a Memorandum of Understanding (MoU) on Cooperation in Gender Equality on 2 May. The MoU, with the aim of establishing sustained mutual cooperation in this area, was signed by the Minister for Latin America, Baroness Chapman, and the Deputy Minister of Foreign Affairs, Gloria de la Fuente, in London.
The MoU, the first of its kind that the United Kingdom has signed, marks an important milestone in both countries’ commitment to a foreign policy agenda focused on women’s rights and reflects a shared determination to move towards more equitable, inclusive and respectful societies.
Baroness Chapman, Minister for International Development, Latin America and the Caribbean, said:
Chile is a vital partner in our shared efforts to promote equality for women and girls.
The MoU establishes mechanisms for cooperation, political dialogue and best practices in key areas, such as the promotion of participation in international affairs and the political empowerment of women and girls.

A study published in BMJ Open looks at the association between herpes simplex virus type 1 and the risk of Alzheimer’s disease.
Dr Sheona Scales, Director of Research at Alzheimer’s Research UK:
“There’s an increasing amount of evidence that suggests our body’s response to certain viruses could put us at an increased risk of developing Alzheimer’s disease in later life.
“These recent findings from a large study using US health records propose that infection with HSV-1 – a common virus that causes cold sores – may be associated with an increased risk of Alzheimer’s disease. The researchers also state that taking medicines to treat HSV-1 infections could reduce the risk, but this is still very early work and needs more investigation.
“Despite the large sample size, this research has limitations partly due to only using health records and administrative claims data. Most people infected with HSV-1 don’t have any symptoms so some infections might not have been recorded. Infections predating the information recorded are also not available. Although cases were matched with controls, diagnosing Alzheimer’s disease, especially in the early stages, remains a challenge.
“The study authors found that some people receiving medicines to treat HSV-1 infections had a lower risk of Alzheimer’s disease, however a lot more work is needed to unpick this.
“We know there are 14 established risk factors for dementia, and there’s not enough evidence to include infections in this list. This study doesn’t tell us if infections are causing the risk, it only shows an association. Further research is needed to understand what the underlying biology around this is.”
Prof Cornelia van Duijn, Professor of Epidemiology at the Nuffield Department of Population Health, University of Oxford, said:
“Again a carefully conducted study adding to the growing evidence that various common viruses may determine the risk of Alzheimer’s disease, in particular in the elderly (70+ years).
“Matching Alzheimer’s patients carefully with controls in the IQVIA PharMetrics Plus claims database, the study further shows that treating those with an active herpes simplex 1 (HSV-1) infection with antiherpetic medication reduces the risk and postpones the onset of Alzheimer’s disease.
“Smaller but significant effects are also seen for HSV-2 and varicella zoster virus (VZV). With many GPs and the population being unaware of the dementia related benefits of treating HSV infections and preventing VZV activation through vaccination, it is time to call for actions informing those working in primary care as well as the population at large.”
Dr David Vickers, Cumming School of Medicine, University of Calgary, Canada, said:
“Declining HSV-1 rates in the U.S. since the late-70’s challenge the authors’ claim that Alzheimer’s disease (AD) will surge without intervention. This pharma-funded research exaggerates the role of HSV-1, failing to appreciate its absence in 99.56% of AD cases. The observed 17% hazard reduction with antiherpetic drugs translates to a mere nine-month delay in AD onset, offering no meaningful relief to the US$305 billion costs for treatment.
“The study’s data source makes its findings ungeneralisable, and it overstates a minor infection as a ‘public health priority’ to justify unnecessary treatment.”
Prof Tara Spires-Jones, Director of the Centre for Discovery Brain Sciences at the University of Edinburgh, said:
“This study reports that diagnosis of herpes simplex virus type 1 (HSV-1) infection is associated with increased risk of diagnosis of Alzheimer’s disease-related dementia. Scientists examined data from almost 700,000 people in a medical insurance claims database and found that in addition to an increased proportion of people with Alzheimer’s disease having a diagnosis of HSV-1, people with HSV-1 who were treated for the viral infection with “antiherpetic” medication were less likely to develop Alzheimer’s than those who did not have treatment.
“This is a well-conducted study adding to strong data in the field linking HSV-1 and other viral infections to increased risk of developing Alzheimer’s disease, but it is important to note that HSV-1 infection, which is extremely common in the population, is by no means a guarantee that someone will develop Alzheimer’s.
“Why viral infections may increase risk of dementia is not fully understood, but the most likely explanation is that infections increase inflammation in the body and contribute to age-related brain inflammation. More research is needed to understand the best way to protect our brains from Alzheimer’s disease as we age, including a better understanding of links between viral infection and Alzheimer’s risk.”
Dr Richard Oakley, Director of Research and Innovation at Alzheimer’s Society, said:
“This study adds to the growing interest in a possible link between the virus that causes cold sores and Alzheimer’s disease. Results from this observational study suggested that people with recorded cold sore infections were more likely to develop Alzheimer’s disease, and interestingly those prescribed antiviral drugs had a slightly lower risk.
“But this doesn’t prove that cold sores cause Alzheimer’s disease, or that antivirals prevent it. The data came from insurance records, often based on self-reported symptoms which may miss or misclassify infections, and didn’t track how often people had cold sores or how consistently they took medication.
“Much more research is needed to explore exactly how viruses might be involved and before we can draw firm conclusions. It is critical we explore every avenue to understand the complex causes of the diseases which cause dementia – infections are a growing area of interest.
“If you are worried about a cold sore or your general health, be sure to seek the appropriate help from a health professional.”

Prof Alberto Ascherio, Professor of Epidemiology and Nutrition at the Harvard T.H. Chan School of Public Health (United States) and Professor of Medicine at Harvard Medical School, said:
“This is a high-quality study that stands out mainly for its sample size. The results confirm previous findings that people with a history of cold sores have a higher risk of developing Alzheimer’s disease and that this risk appears to be reduced in people who receive antiviral treatment.
“This is an observational study based on electronic data of varying quality, so the conclusions cannot be considered definitive. For example, the vast majority of cold sore episodes are not reported in medical records, so the study’s conclusions apply to a highly selected subgroup of individuals with clinical episodes of cold sores, perhaps due to clinical severity or the presence of other factors. For this reason, it would be premature for people with cold sores to worry about having an increased risk of Alzheimer’s disease. However, there is growing evidence that viral infections may affect the risk of Alzheimer’s disease, and it is important to initiate more definitive research.”

Prof Ashley Bush, Clinical Lead Mental Health Mission at The Florey, Australia, said:
“This is an important, large, case-control epidemiology study that shows that people suffering with Alzheimer’s disease or with other Alzheimer-like dementia (e.g. fronto-temporal dementia) are substantially (about 80%) more likely to have been infected with the viruses that cause cold sores, genital herpes, chicken pox or shingles. Further, people who were taking antivirals for cold sores were 17% less likely to develop Alzheimer’s disease over a 15 year period.
“These findings come in the wake of another recent report1 that showed that shingles vaccination decreased the probability of a new dementia diagnosis during the follow-up period of 7 years by 2%. Some scientists like Prof Ruth Itzhaki in Manchester and the late Rob Moir at Harvard have proposed that dementias like Alzheimer’s are provoked by viral infection. Herpes virus lives dormant in nerve cells, and it is thought that the pathology of the dementia is brought about by a defence to these infection gone wrong.
“It is unlikely that viral infection can explain all causes of dementia, but these recent papers implicate the infections are playing a role in accelerating these diseases. It certainly encourages more research in this direction and as to whether lifelong antivirals should be considered as preventive therapy for people who have had one of these infections.”

Prof Brenda Gannon, Professor of the Health Economics of Ageing at the University of Queensland, said:
“This research provides further evidence for the link between the common cold sores from HSV1 and Alzheimer’s Disease. The study now proposes that people with HSV who are treated with anti-viral medicine are less likely to develop AD. Using large scale administrative data from the US, the findings are suggestive of a protective effect of anti-viral treatment. This could be beneficial for Australians who suffer from the common cold sores and who would benefit from anti-viral treatment for their cold sores. It does not mean it could reduce the probability of AD.
“Further research would be required to ensure the study is more widely representative, since the authors note that not all populations are included in the data, e.g. those over 65 who receive free health care (Medicare). The study does not provide detail on who may benefit, for example does it help disadvantaged groups more, and who does it work together with other non-pharmacological treatments for lifestyle improvement.
“Overall, the study indicates some potential, but much more research would be required to determine if the anti-viral therapies for people with cold cores, is in fact going to reduce their probability of getting Alzheimer’s disease.
“As the authors state, it does not indicate cause and effect, but they do find it a potential avenue to explore further.
“The study did not include public involvement – but inclusion of the public, even on an advisory capacity would be useful, to help design the research questions and relevant factors included in the study.
“From a health economics perspective, it is unlikely that anti-viral therapy would be funded for the Australian population, until further evidence on effectiveness in prevention and then cost-effectiveness overall, including additional use of health care resources, is provided. More details on the health and socio-economics status of individuals are also warranted, to help determine who may benefit from the therapy.”

WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Appropriations Committee, today participated in a Subcommittee hearing entitled “A Review of the President’s Fiscal Year 2026 Budget Request for the U.S. Department of State.” During the hearing, Durbin questioned Secretary of State Marco Rubio about the humanitarian crisis happening in Gaza and whether the response from the State Department has been adequate. According to UN estimates, 14,000 babies in Gaza could die in the next 48 hours if aid does not reach Gaza.
“Three countries—France, United Kingdom, and Canada—made a statement, which I would like to summarize. You probably know it already. They said the resumption of aid into Gaza by Israel [is] ‘wholly inadequate.’ The United Kingdom paused free-trade talks with Israel and sanctioned Israeli settlers. And in the joint message by these three countries, allies of the United States, [they said] ‘If Israel does not cease the renewed military offensive and lift restrictions on humanitarian aid, we will take further, concrete action in response.’ Are we on the wrong side of history in watching this unfold and not responding as these three countries have?” Durbin asked.
Secretary Rubio responded, “We are not prepared to respond the way these countries have.” He also continued to state that there is “an immediate, acute challenge of food and aid not reaching people and existing distribution systems that could get them there. So, we continue to work.” Secretary Rubio also continued to say that there should be a shared goal of defeating Hamas and ensuring the Palestinian people receive the aid they desperately need.
“I agree with you. I think what you just said should be our policy. But I do not think we should use these people—these Palestinians, particularly these children—as just a casualty of war. This is a designed attack by Israel into Gaza. This is a designed decision by Israel not to provide humanitarian aid, food, medicine, [and] water. We provide quite a bit of money to Israel for its own defense and other purposes. Shouldn’t we be more forthcoming to speak out about this humanitarian crisis?” Durbin asked.
Durbin concluded, “What are we waiting for? The children are dying.”
Today, Durbin joined Senator Peter Welch (D-VT) in cosponsoring a resolution calling on the Trump Administration to use all diplomatic tools at its disposal to bring an end to the blockade of food and lifesaving humanitarian aid to address the needs of civilians in Gaza. In the resolution, Senators express grave concern about the ongoing humanitarian crisis in Gaza, including the imminent starvation of tens of thousands of children.

Artificial intelligence (AI) is increasingly being used in human resources (HR) to streamline processes and enhance decision-making by helping employers efficiently sift through large volumes of job applications.
However, relying on AI tools alone to screen candidates isn’t enough to improve diversity outcomes in workplaces, according to new research by the University of South Australia.
Human resource management expert Associate Professor Connie Zheng, co-director of UniSA’s Centre for Workplace Excellence, has conducted research into how AI can affect hiring decisions when it comes to improving diversity and inclusion by reaching gender quotas, having racially diverse teams and recruiting LGBTIQA+ employees or people with disabilities.
AI tools are being used by some HR professionals to assist in the recruitment process by screening job candidates, responding to applicant emails, or focusing on specialised tasks such as CV screening, job matching or voice and video analysis.
Assoc Prof Zheng says two separate studies into the use of AI to enhance diversity and inclusion in hiring decisions looked beyond whether humans or AI make better choices.
“We explored what conditions help AI tools to actually support more diverse hiring as we found that simply having a reliable AI tool isn’t enough to improve diversity in workplace recruitment,” she says.
“Diversity only improves when the AI system can explain its decisions in terms of diversity, when hiring focuses on qualitative goals and not just numbers, and when an organisation has clear diversity guidelines.
“These factors encourage HR professionals and decision-makers to reflect more carefully on their choices. In short, AI can help improve diversity in hiring, but only when used under the right conditions and organisational support for the application of new technology, as well as clear diversity, equity and inclusion guidelines.”
Despite the growing popularity of AI in many fields including education, health care, manufacturing and finance, many HR professionals are hesitant to adopt the tools.
Assoc Prof Zheng says some companies have several concerns and are reluctant to invest in AI for hiring decisions because they’re apprehensive about the limitations of the technology, particularly in terms of biased data.
She says many also feel their existing HR teams are competent enough to manage recruitment without AI, despite these concerns shifting if HR departments face staffing reductions, increased workloads or heightened demands for efficiency.
“Despite these reservations, many organisations view AI as a way to significantly save costs by streamlining manual processes. Some companies have the mindset that using AI in HR is efficiency driven – it will make them work faster. The main goal of using AI is to expedite the process, particularly when dealing with large volumes of job applications,” Assoc Prof Zheng says.
“With AI, a hirer can use the technology to filter appropriate applicants rather than sifting through hundreds of CVs and job applications manually. The problem when the main goal is efficiency is that diversity issues often then take a backseat.”
Whether the use of AI tools in recruiting helps reduce discrimination or instead intensifies the problem remains a subject of controversial debate. Assoc Prof Zheng’s ongoing collaborative research with HUMAINE – Human Centred AI Network led by Professor Uta Wilkens at Ruhr University Bochum, Germany – has revealed that simply providing a reliable, AI support tool that is considerate of diversity needs doesn’t automatically lead to diversity enhancement.
“Unless the organisation and its hirers are conscious about diversity and justice issues, using AI for talent acquisition isn’t going to lead to more diverse and inclusive outcomes,” Assoc Prof Zheng says.

Under Secretary Rubio’s leadership, the Administration has slashed development and humanitarian programs critical to our national security, including programs that then-Senator Rubio supported. In her line of questioning, Senator Rosen pressed Secretary Rubio about plans to eliminate the State Department’s Office of Global Women’s Issues, the Office of the Security Coordinator in Israel, and international vaccines through Gavi, the Vaccine Alliance.

Senator Rosen: Secretary Rubio, I’m going to embrace my Jewish mother instincts for a moment.
As a mother, a senator, and a fellow human being, I can tell you that I’m not even mad anymore about your complicity in this Administration’s destruction of U.S. global leadership. I’m simply disappointed.
And I wonder if you’re proud of yourself in this moment when you go home to your family because I have always found you, Senator Rubio, to be a bipartisan pragmatic partner, a true believer that the U.S. is stronger when we lead with diplomacy and development. You have a strong record on this.
But I don’t recognize Secretary Rubio. A stalwart supporter of Israel, you have watched this Administration abandon Saudi normalization with Israel in order to pursue business deals. You were once a fierce critic of Vladimir Putin but you sat idly by as the President berated the elected leader of Ukraine for not capitulating to Russia. And worst of all, you’ve kneecapped foreign assistance, including programs that you previously championed and made America less safe, less strong, less prosperous in doing so.
I know you know this in your heart and I can’t make this point any better than you did yourself in 2019 when you said “Anybody who tells you that we can slash foreign aid and that will bring us to balance is lying to you.”
CSI welcomes formation of committee by members of Swiss parliament in support of a peace forum to negotiate the safe return of Armenians to their homeland
On May 26, a cross-party committee of nineteen parliamentarians in support of the Swiss Peace Initiative for Nagorno Karabakh will be launched in Bern.
The Initiative is being launched to support Switzerland’s commitment to “facilitate an open dialogue between Azerbaijan and representatives of the Nagorno-Karabakh Armenian people, conducted under international supervision or in the presence of internationally relevant actors, to negotiate the safe and collective return of the historically resident Armenian population.”
Nagorno Karabakh’s population of 120,000 Armenian Christians was forced to flee the region in the wake of Azerbaijan’s invasion in September 2023. The exodus was the latest twist in a decades-long struggle over the territory, historically inhabited by Armenians, but claimed by Azerbaijan.
“The conflict between Azerbaijan and the now expelled population of Nagorno Karabakh threatens regional security, obstructs Eurasian economic development and takes a terrible toll on human rights and dignity,” commented Dr. John Eibner, the president of Christian Solidarity International.
“CSI applauds the formation of this committee. It reflects the will of Switzerland to adhere to its tradition of neutrality, humanitarianism and conflict resolution and to generate domestic and international support for the rights of the people of Nagorno Karabakh.”
The inaugural event of the committee – to which the media are cordially invited – will take place on May 26 at the Hotel Kreuz in Bern. The committee, which has broad cross-party support, is led by National Councillor Erich Vontobel (EDU, Zurich) and National Councillor Stefan Müller-Altermatt (The Center Party, Solothurn).
The event will feature presentations from Vontobel and Müller-Altermatt, as well as Vartan Oskanian, the former foreign minister of Armenia and current Chairman of the Committee for the Defense of the Fundamental Rights of the People of Nagorno Karabakh, Vardan Tadevosyan, the Director of the Lady Cox Rehabilitation Centre (formerly in Nagorno Karabakh), Sarkis Shahinian, the Gen. Sec. of the Parliamentary Friendship Group Switzerland-Armenia, and Dr. Joel Veldkamp, CSI’s Director for Public Advocacy.
Afterwards, media representatives will have the opportunity to conduct interviews with the co-chairs of the Committee and other expert speakers.

The Conference will be preceded by the 15th Summit of Women Speakers of Parliament on 28 July 2025 organized in collaboration with the Swiss Parliament. The Summit will take place at the headquarters of the International Labour Organization.
