  • MIL-OSI Security: Two teenagers convicted of stabbing man to death in Lewisham

    Two teenagers have been convicted of savagely stabbing a young man to death as he ran for his life following a dispute between feuding families.

    Ryan Wedderburn, 18 (29.05.06) of Windlass Place, Lewisham, and Kirk Harris, 19 (29.03.06) of Upper Brockley Road, Lewisham, were convicted on Tuesday, 13 May of the murder of 21-year-old Robert Robinson following a trial at the Old Bailey.

    They will all be sentenced at the same court on Thursday, 15 May.

    Detective Inspector Neil Tovey from the Met’s Specialist Crime Command, who led the investigation, said: “I am pleased that we have today secured justice for the family and friends of Robert. He was stabbed to death in a brutal attack in a residential road when numerous families would have been home. Robert was a young man who had his whole life ahead of him, it was instead taken away by Wedderburn and Harris in a senseless attack. Robert tried to run for his life, but was chased down and viciously attacked.

    “This was a cowardly attack on Robert, who was outnumbered and unarmed. His family listened to the details of the attack and watched the CCTV of Robert’s last moments. They also heard the evidence from Wedderburn and Harris where they attempted to justify their actions. I am pleased that the jury agreed with the evidence we presented to the court to prove their guilt. I would like to pay tribute to the dignity that Robert’s family and friends have shown throughout the trial.”

    Police were called at about 22:35hrs on Thursday, 6 June 2024 to reports of a stabbing in Carteret Way, SE8. Officers and the London Ambulance Service attended but despite their best efforts the victim, later identified as Robert, sadly died at the scene.

    He had suffered 12 serious stab wounds, including injuries indicating he tried to defend himself from the attackers.

    The court heard that on 6 June 2024, Robert had been with some friends who lived near Wedderburn. Those friends and the Wedderburn family had been close friends until October 2022 when they had a falling out. Tensions had been brewing since that time, with it coming to a head on 6 June 2024.

    Earlier that day, one of Robert’s friends allegedly had his bike stolen by a man who was known to be friends with Wedderburn.

    The victim wanted to get his bike back, so the friends, Robert and a group went to Wedderburn’s house hoping they would find the bike and the person who stole it. There was no answer, so the group eventually left the address. Some of the group then allegedly damaged two cars belonging to the Wedderburn family.

    Shortly afterwards, Wedderburn and Harris left the property in Windlass Place armed with knives and walked to nearby Carteret Way, SE8.

    When the defendants arrived at the property in Carteret Way, one of the friends, their mother and Robert spotted them approaching with the knives and ran away. The friend’s mother was on the phone to 999 at the time, reporting the earlier theft of the bike and her son being threatened. Robert was chased and overpowered by Wedderburn and Harris who carried out a savage attack on him.

    Wedderburn and Harris then fled on foot and got into a waiting pre-arranged taxi, which was booked by a friend who was acquitted by the jury of perverting the course of justice.

    Officers quickly arrived and Wedderburn was named by witnesses as being one of those involved. A 44-year-old man was arrested near the scene shortly afterwards on suspicion of murder. He was acquitted by the jury.

    Knowing they were wanted, Harris and Wedderburn handed themselves into the police on 17 June and 19 June 2024 respectively.

    Detectives tirelessly scoured CCTV from the area, which clearly showed not only the attack but the defendants being at the scene. The defendants were tracked from the scene and CCTV footage showed they had discarded clothing and weapons. This led to searches of the Thames which recovered clothing worn during the attack and some of the murder weapons.

    The defendants admitted their presence and all gave evidence in their defence attempting to justify their actions on the day. Both Wedderburn and Harris admitted to stabbing Robert with Wedderburn claiming self-defence and Harris claiming he did not intend to cause serious harm.

    However, CCTV captured Wedderburn and Harris arming themselves with knives and running along the corridor of the building before turning back and arranging for a cab to be booked, in which they later fled the scene.

    This evidence led to the defendants being charged and convicted as above.

    + An 18-year-old man is due to stand trial in January 2026 charged with Robert’s murder. A 23-year-old man is due to stand trial in October 2026, charged with perverting the course of justice.

    Proposals to introduce weekly food waste collections along with a revamp of the way that Lancaster City Council collects waste and recycling are set to be considered by councillors.

    New wheelie bins

    To comply with the Government’s ‘Simpler Recycling’ scheme – which aims to create consistency in the way recycling is collected – councils across England must begin collecting food waste by March 31 2026.

    On Tuesday May 20 the city council’s cabinet will meet to decide the best way for the collections to be introduced in the Lancaster district. One of the main proposals is to switch from the current recycling boxes to new 240-litre wheelie bins.

    These larger bins would make it easier for households to store recyclables like glass, plastic, tins, cardboard and paper while reducing mess on the streets. If the proposals get the green light, recycling collections would move to every three weeks instead of every two, as there will be more space in each bin.

    The same three-week cycle is also being proposed for grey bins, as people throw away less once they start recycling food waste weekly.

    Councillor Paul Hart, cabinet member with responsibility for environmental services, said: “Bringing in food waste collections is part of a national plan to simplify how waste and recycling is collected, but it also gives us a chance to take a fresh look at how we do things.

    “If people are putting their food waste out for collection each week, their grey bins won’t fill up so quickly. And bigger recycling bins — something lots of residents have asked for – should make things easier and tidier.

    “I know these are big changes, but other councils that have already made the switch are seeing less waste going into grey bins and more being recycled. That’s what we’re aiming for too.”

    The council has received around £1.46million in funding from the government to support the roll-out of food waste collections and this will be used to purchase new vehicles and food waste caddies for households.

    Each household will receive a free caddy to keep in their kitchen for food waste, which can be emptied it into a new outside food waste bin, also provided by the council, once full.

    Serious concerns over use of £22 million triggers investigation by charity regulator

    The Charity Commission has launched a statutory class inquiry into several charities and issued orders to temporarily restrict the issuing of cheques.

    The charity regulator for England and Wales has launched a statutory class inquiry into a group of charities where there is evidence that they are issuing or have issued cheques, which are then exchanged for cash.

    Following an unannounced visit by HMRC to a company in Hackney, 105 charities were found to have cashed cheques with it to a value of £22 million between December 2021 and March 2023.

    The 10 charities initially under inquiry are: Inspirations (1109974), Beis Aharon Charitable Trust Limited (1010420), Mifal Hachesed Vehatzedokoh (1139320), Friend of Beis Soroh Schneirer (1153647), One Heart – Lev Echod (1167227), Yad Vochessed Association Limited (1112797), Friends of Beis Chinuch Lebonos Trust (1153187), Chasdei Dov Trust (1181900), Friends of Mercaz Hatorah Belz Macnivka (1126075), The Rehabilitation Trust (288622).

    These 10 charities have been prioritised following an assessment of a range of factors, including the number of cheques issued, and total value of cheques cashed. The Commission expects to extend the number of charities under investigation over time.

    Using powers available to the Commission during an inquiry, the regulator will determine the facts around how these charities have transferred funds. It will also investigate how trustees had oversight of what happened to funds exchanged for the cheques, and if this cash has been used properly to support what the charities were set up to do. The Commission will seek to establish how trustees determined that these financial transactions were in their charity’s best interests.

    The regulator has issued an immediate order to temporarily stop any of the charities under inquiry from issuing cheques without its prior consent.

    The scope of the inquiry may also be extended if additional regulatory issues emerge during the Commission’s investigation.

    The Chief Statistician has released figures for all Scotland showing that total salmon catch by all methods in 2024 was the sixth lowest, and total sea trout catch the second lowest, since records began in 1952.

    Salmon

    • Reported rod catch of salmon (46,978) is the eighth lowest since records began, and 114% of the previous five-year average. Catches have decreased from a high of 111,405 in 2010 and the 2024 reports are consistent with a general pattern of decline in numbers of wild salmon returning to Scotland. Reported rod days effort for salmon for 2024 (201,498) decreased by 0.7% when compared to 2023 (202,874).
    • In 2024, release rates of salmon captured by rod were the highest on record. Of spring salmon captured by rod, 99% were released; 98% of all rod-caught salmon were released.

    The net and coble fishery reported the second lowest retained catch, and the fixed engine fishery the fourth lowest since records began.

    Fish reported as being of farmed origin represented 0.03% of the total catch.

    Sea Trout

    • Total reported rod catch of sea trout (13,876) is the fourth lowest since records began. Sea trout catches have fluctuated around a general trend of decline since the 1960s.

    In 2024, release rates of sea trout were 94%. This is the highest percentage since records began.

    The net and coble fishery reported the lowest retained catch, and the fixed engine fishery the second lowest, since records began.

     The Salmon and Sea Trout Fishery Statistics publication for 2024 is based on data collected and collated by Scottish Government’s Marine Directorate. The time series began in 1952. Catch and release data were first recorded in 1994. In 2021, information on released net-caught fish was collected for the first time. Salmon rod days effort information is published from the 2023 season onwards. Data was first recorded in 2019 but sufficient returns were not received until 2023.

    The publication provides a summary of rod and net catch and effort, for the 2024 fishing season. It is based on returns from proprietors, occupiers or agents of salmon and sea trout fisheries throughout Scotland.

    The statistics for the 2024 season are a summary of the data from 1,987 forms returned from 2,152 forms issued (92% return rate). Catches for the previous 10 years have been based on return rates of forms between 93% and 95%. Salmon rod fishing effort was reported on 97% of returned rod forms.

    Collected data for the 2020 and 2021 seasons is impacted by the restrictions in place during the coronavirus (COVID-19) pandemic and this will have a bearing on the five-year averages.

    Headteachers say the attainment of pupils experiencing poverty has improved, thanks to over £1 billion of direct investment from the Scottish Government.

    The Scottish Government’s flagship policy has provided headteachers with direct additional funding to help support children and young people. 

    Schools have used the extra funding in a variety of different ways. The latest report looking at the impact of Pupil Equity Funding (PEF) found that it has helped schools employ up to 3,000 additional staff to support children and young people’s attainment and wellbeing. This has included extra staff employed to support families, such as income maximisation officers, as well as support for pupil wellbeing from the third sector. The report also highlights how the targeted investment has supported better attendance, attainment, and relationships between schools, families and pupils. 

    Education Secretary Jenny Gilruth visited St Ignatius Primary School in Wishaw to hear directly about how the school is using Pupil Equity Funding.

  • MIL-OSI Europe: The EBA updates Report on the monitoring of the liquidity coverage ratio and net stable funding ratio in the EU

    The European Banking Authority (EBA) today published an updated Report on the monitoring of the liquidity coverage ratio (LCR) and the net stable founding ration (NSFR) in the EU. This update is necessary in light of the banking turmoil experienced in March 2023, which highlighted the need for enhanced supervision of various liquidity aspects resulting from the change in the interest rate environment and related trends in deposit behaviour and concentrations.

    In particular, this Report provides further clarification for the recognition in the LCR calculation of LCR inflows from open reverse repos without a maturity date within 30 days, following Q&A 2024_7053 (published on 3 May 2024). It builds on two approaches, the first of which builds on the occurrence of a trigger event to terminate the transaction, and the second one on historical experience. The Report also considers how recently, in some banks, operational deposits increased while excess operational deposits decreased, and how the interest rate environment changed. In this context, the Report supplements the guidance provided in the EBA’s 2019 Report on identifying operational deposits, the characteristics of the operational deposit trade cycle, and the material penalty for retail term deposits.

    Lastly, an Addendum to the EBA’s 2023 Report on interdependent assets and liabilities in the NSFR is also included. It clarifies regulatory expectations regarding indirect client clearing activities, where affiliated institutions rather than an IPS structure – which is already covered in the 2023 Report – are involved.

    Legal basis, background, and next steps

    The LCR is applicable in the EU since 1 October 2015, and its full implementation at a minimum of 100% became effective in January 2018. The NSFR is applicable in the EU at a minimum of 100% since 28 June 2021.

    Moreover, article 428f(3) of the CRR mandates the EBA to monitor the assets and liabilities treated as interdependent and to determine whether the criteria required in paragraph 1 of the same Article are met. The EBA shall report to the Commission on the results of that monitoring and shall advise the Commission on whether an amendment to the conditions set out in paragraph 1 or an amendment to the list of products and services in paragraph 2 would be necessary. Derivative client clearing activities are mentioned under Article 428f(2)(d) of the CRR.

    The EBA published Reports on the monitoring of LCR and NSFR in EU in 2019, 2021 and 2023, and a 2023 report on interdependent assets and liabilities in the NSFR.

    The EBA will continue monitoring some specific aspects of the LCR and NSFR due to current circumstances and interest rate environment to set out its observations and provide further guidance, where necessary.

  • Trump meets Syrian president, says he is looking into normalising ties

    U.S. President Donald Trump met with Syria’s president in Saudi Arabia on Wednesday, after a surprise U.S. announcement it would lift all sanctions on the Islamist-led government, and said Washington was exploring the possibility of normalising ties with Damascus.

    He made the comments during a summit between the United States and Gulf Arab countries. Trump met Syria’s Ahmed al-Sharaa before the summit. Photos posted on Saudi state television showed them shaking hands in the presence of Saudi Arabia’s crown prince.

    Trump also urged Sharaa to normalise ties with Israel, a White House spokesperson said.

    Despite concerns within sectors of his administration over Syria’s leaders’ former ties to Al Qaeda, Trump said on Tuesday during a speech in Riyadh he would lift sanctions on Syria in a major policy shift.

    Turkish President Tayyip Erdogan joined Trump and Saudi Crown Prince Mohammed bin Salman, also known as MbS, virtually in the meeting, Turkey’s Anadolu News Agency reported.

    MbS told the summit Saudi Arabia commends Trumps decision to lift sanctions on Syria.

    The lifting of sanctions came despite deep Israeli suspicion of Sharaa’s administration, worries initially shared by some U.S. officials. Israeli officials have continued to describe Sharaa as a jihadist, though he severed ties with al Qaeda in 2016. Israel’s government did not immediately respond to requests for comment.

    The decision is a major boost for Sharaa, who has been struggling to bring the country under the control of the Damascus government after toppling former President Bashar al-Assad in December.

    The challenges were laid bare in March when Assad loyalists attacked government forces, prompting revenge attacks in which Islamist gunmen killed hundreds of civilians from the Alawite minority, drawing strong U.S. condemnation.

    Sharaa was for years the leader of al Qaeda’s official wing in the Syrian conflict. He first joined the group in Iraq, where he spent five years in a U.S. prison. The United States removed a $10 million bounty on Sharaa’s head in December.

    Trump’s first day of a four-day swing through the Gulf region was marked by lavish ceremony and business deals, including a $600 billion commitment from Saudi Arabia to invest in the U.S. and $142 billion in U.S. arms sales to the kingdom.

    The Central Bank of Iceland conducted a survey of market agents’ expectations over the period from 5 through 7 May 2025. A total of 39 agents in the bond market, including banks, pension funds, mutual and investment funds, securities brokers, licensed asset management firms, and insurance firms were invited to participate. Responses were received from 25 market participants, giving a response ratio of 64%.

    The Better Taxes for a Better Future Campaign welcomes the Green Party’s alternative budget released today, for recognising the need to grow revenue and ensuring that those who can afford it get to contribute more.

    “The Green Budget recognises that we face enormous challenges as a country and we need to fund government better in order to respond to them,” says Glenn Barclay, spokesperson for the Better Taxes Campaign.

    “They also promote a range of new taxes that will help ensure that we all contribute according to our ability to pay.”

    “When compared to other countries like Denmark, Germany, Austria and France we are a low tax country. At the same time we face growing inequality, an enormous infrastructure deficit, the challenges of climate change, health services that are in crisis and public services that are struggling to cope. The need to increase government revenue is urgent,” says Glenn Barclay.

    The Green’s proposals include a wealth tax, a more progressive income tax (including a tax free threshold), reversing interest deductibility for rental properties, and raising the tax on corporations.  The Green Budget stops short of introducing a full capital gains tax but restores the Bright Line Test for taxing the capital gains on housing to 10 years.

    “These changes are important steps towards a more progressive tax system. They would help address the sources of inequality in our tax system while raising more revenue,” says Glenn Barclay.

    “The lack of a full capital gains tax is interesting and we would like to better understand the rationale for this, but we do welcome the restoration of the Bright Line Test as a step in the right direction.”

    “In many ways we are outliers when you look at countries we like to compare ourselves to and most of these initiatives will just bring us into line with them”.

    “We would also encourage all parties to consider tax system reforms to ensure that multinational companies operating in New Zealand are not escaping paying tax and improve tax transparency for more effective and efficient revenue gathering.”

    The Better taxes for a Better Future Campaign was launched in June 2023 with the support of 21 partner organisations. It is seeking a tax system that:

    Is fully transparent.
    Ensures people who have more to contribute make that contribution: that we gather more revenue from wealth, gains from wealth, all forms of income, and corporates.
    Makes greater use of fair taxes to promote good health and environmental health.
    Addresses the tax impact on the least well-off in our society.
    Raises more revenue to enable us to address the social, economic and environmental challenges we face.

When the former director, Dr. Ahmed Muhanna, was taken into custody by Israeli forces on 17 December 2023, Dr Saleh stepped in and led the hospital through the devastating four-month siege of Jabaliya of October 2024-January 2025 — the second siege faced by the hospital since the beginning of the escalation. Since his family had to flee to southern Gaza, he has had minimal contact with them, as he chose to stand by the hospital’s patients and staff.
    • Salwa Al-Tibi is Country Director for Palestine/Gaza at MedGlobal. Herself a refugee whose family has faced numerous displacements, she lives in Gaza City and specializes in community mental health. She has over 25 years of experience working with different NGOs and local organizations in Gaza, including previous senior positions at Save the Children, CARE international, and Catholic Relief Services.
    • Mahmoud Isleem is General Coordinator/ Country Director of Médecins du Monde France (MdM) in the occupied Palestinian territory. He has 20 years of humanitarian work experience in Palestine in both Gaza and the West Bank. As a Palestinian of the West Bank, he is currently based in Ramallah due to access restrictions to the Gaza Strip imposed by Israeli authorities on WB ID-holder humanitarians.
    • Amande Bazerolle is an emergency coordinator with Médecins Sans Frontières (MSF) France. After her first mission in Palestine in 2011, she has worked for MSF Asia programs, notably as a head of mission for Pakistan. Since September 2024 she has been overseeing MSF emergency response in Gaza. She has just spent four months in Gaza, coordinating the work of 900 Palestinian staff.
    • Yazdan El Amawi is the Gaza Director at Anera. He has over two decades of experience working across the humanitarian and development fields in Gaza and has managed many programs on livelihoods, health, water, sanitation, education, and emergency response. He holds an MBA from the University of Northern Virginia and a bachelor’s degree in Communications from Marquette University.

    African energy leaders kicked off the Invest in African Energy (IAE) 2025 Forum in Paris with a resounding call for deeper cross-border collaboration, strategic gas monetization and inclusive national development policies, signaling a united front in shaping Africa’s energy future.

    Leading the charge, NJ Ayuk, Executive Chairman of the African Energy Chamber, lauded the successful execution of the Greater Tortue Ahmeyim (GTA) gas project by Mauritania and Senegal – which loaded its first LNG cargo last month – as a model for regional cooperation.

    “No country has been able to do cross-border projects like Mauritania and Senegal. They showed that it is possible in Africa to come together and do cross-border collaboration,” he said, emphasizing that regionalism and pragmatism must outweigh isolationist tendencies. “Resource nationalism slows down projects.”

    Technip Energies’ Chief Business Officer, Marco Villa, echoed Ayuk’s sentiment on the continent’s energy potential, calling natural gas a “strategic driver” rather than just a tradable commodity.

    “Resources alone are not enough – the real opportunity is transforming this potential into sustainable, prosperous and inclusive growth,” said Villa. “We believe natural gas is more than a commodity – it is a strategic driver for countries and for Africa – in terms of industrialization, energy security and global integration.”

    Villa stressed the importance of both large-scale export infrastructure and domestic gas valorization, positioning gas as a dual solution for global competitiveness and local economic development.

    “While exports are important, local valorization of gas is equally crucial. Africa cannot only be an exporter of gas – gas can be a lever for domestic transportation, power generation, enabling petrochemical industries, modernizing refineries and supporting agribusiness.”

    Petroleum Commissioner at Namibia’s Ministry of Mines and Energy, Maggy Shino, highlighted Namibia’s rapid emergence as a global hydrocarbon hotspot, following massive offshore discoveries from Shell, TotalEnergies, Galp and Rhino Resources in the deepwater Orange Basin.

    “Namibia has emerged as one of the world’s most exciting hydrocarbon frontiers… These discoveries are among the largest of our decade. With more than 80% of our offshore unexplored, Namibia is not only a frontier – it’s a first mover advantage waiting to be seized,” said Shino.

    She also emphasized Namibia’s commitment to fast-tracking development and fostering a responsible investment environment, highlighting the ongoing development of the National Upstream Petroleum Local Content Policy as a key step toward embedding local content from the outset.

    “This policy is more than a regulation for us. It’s a platform to align global expertise with Namibian empowerment. We are actively engaging industry stakeholders to create a framework that balances skill development, supplier integration and the upliftment of Namibian citizens with operational efficiency.”

    Meanwhile, Anibor Kragha, Executive Secretary of the African Refiners & Distributors Association, cautioned against overdependence on petroleum imports and underscored the urgency of building domestic refining capacity and storage resilience.

    “If you’re going to maximize your returns, then you have to run the full value chain and refine… What happens to Africa if we cannot import a single petroleum product for 30 days? How many countries have strategic storage beyond two weeks?” said Kragha. “Africa’s energy boom is not just about oil and gas.”

    The opening keynotes set the tone for a forward-looking IAE 2025 agenda – one centered on transforming Africa’s resource wealth into tangible, inclusive and strategically driven development. The forum continues in Paris through May 14.

    Accelerating Africa’s liquefied natural gas (LNG) ambitions will depend on mobilizing risk-tolerant investment, building strong technical and commercial partnerships, and committing to local capacity-building, according to panelists at the Invest in African Energy (IAE) Forum in Paris.

    Speaking during a discussion on monetizing African gas sponsored by Perenco, UTM Offshore Managing Director Julius Rone emphasized that LNG demand remains robust, but the missing piece is financing.  “Investment is required. The market is there. LNG is not going anywhere – global gas demand is increasing every year. Therefore, we need the right investors to enable us to monetize our gas.”

    The $5 billion UTM FLNG project offshore Nigeria is currently in its pre-construction phase. Rone emphasized that indigenous players like UTM Offshore are capable of forming the right partnerships to drive development, with plans to take FID in the coming months, move into the construction phase and expand the company’s FLNG technologies beyond Nigeria into other African markets.

    Competitiveness Starts at the Wellhead

    For international players, the viability of LNG in Africa hinges on low-cost resources and predictable legal frameworks. Golar LNG’s Chief Commercial Officer Federico Petersen noted that while Africa holds a geographic edge over the U.S. in terms of access to global markets, project economics must work from the start.

    “In the U.S., both the liquefaction and transport sides are increasing – if Africa can beat the U.S. at the wellhead, then it can have competitive liquefaction and it is closer to Europe and Asia,” said Petersen.

    He added that technical capability and financial strength are key to delivering projects at scale, along with speed and access to low-cost gas. “The asset needs to be cheap gas. We look at the asset, the contract and the partner… On the contract side, the legal framework and the stability needs to be there, both for upstream operators and for us.”

    Infrastructure-First Approach

    Gas infrastructure must come before LNG exports, according to Denis Chatelan, Head of Business Development at Perenco. The company’s strategy has focused on domestic gas use as a foundation for future liquefaction, citing gas-to-power and gas-to-industry projects in Gabon and Cameroon.

    “We did not start with liquefaction, but to develop the gas resources… We managed to find the right compromise of investment, ROI and infrastructure,” said Chatelan. “At Perenco, we have deployed equity. If you want big rewards, then you have to take some risk. We have taken the risk of infrastructure, which is a very important first step to develop the gas resources of a country.”

    Local Support Critical to Long-Term Success

    Jiří Rus, Sales & Business Development Director at Neuman & Esser, stressed the importance of original equipment manufacturers building in-country operational support to sustain LNG and gas projects.

    “Within our partnerships, we focus on operation. We need to support projects not from Germany, but through local service centers. We have one in Port Harcourt in Nigeria, for example, to support future projects, and now we are doing so in Mozambique,” said Rus.

    Dominique Gadelle, VP of Upstream & LNG at Technip Energies, echoed the importance of anchoring projects in local benefits. “Boosting local economies, power generation… This is a must before going to international exports,” he said. “We can also look at monetizing gas in different ways – fertilizers, for instance. We also need to promote regional cooperation, and we cannot forget local skills, employment and education and training programs.”

    The EU has stated repeatedly its deep concern about such actions and statements, expressing its expectation for Türkiye to de-escalate tensions in the interest of regional stability in the Eastern Mediterranean[1].

    In particular, the Commission has underlined in the 2024 enlargement report on Türkiye[2] that, as stemming from obligations under the Negotiating Framework, Türkiye is expected to make an unequivocal commitment to good neighbourly relations, international agreements and the peaceful settlement of disputes, including through the International Court of Justice. Türkiye must avoid threats and actions that damage good neighbourly relations and respect the sovereignty of all Member States over their territorial sea and airspace as well as all their sovereign rights, including inter alia the right to explore and exploit natural resources in accordance with EU and international law, in particular the United Nations Convention on the Law of the Sea.

    This is essential to ensure a stable and secure environment in the Eastern Mediterranean and the development of a cooperative and mutually beneficial relationship between the EU and Türkiye[3].

    On 11 February 2025, the Commission President announced that EUR 200 billion would be allocated to developing artificial intelligence (AI) in Europe. However, the figures set out in the AI Continent Action Plan two months later were much lower. The total investments amount to just a fraction of the EUR 200 billion announced, which raises serious doubts as to the reality of EU commitments and fuels fears of a potential technology gap, which would mean depending on China and the United States.

    • 1.In this context, can the Commission explain the nearly 85% difference between the EUR 200 billion announced on the sidelines of the Paris AI summit and the amounts provided for in the action plan?
    • 2.Can the Commission outline the details of the investment funds allocated for AI and the amounts that have already been provided for each project?
    • 3.If this gap is due to private investments being taken into account, why does the Commission not adopt a more ambitious public funding strategy, given that it is aware of the importance of this issue and that Europe is lagging behind?

    In 2024, the Turkish Government adopted legislative changes, which will lead to mass killings of stray dogs. It is estimated that there are approximately four million street dogs in Türkiye that are now to be put down.

    Türkiye is not a member of the EU, but it does have aspirations to join, and as a member, it would have to conform to the very high standards of animal welfare to which EU Member States must adhere. Not only does Türkiye need to progressively align its legislation, implementation and law enforcement with EU standards in this area, but there is also an urgent need for awareness-raising among Turkish citizens.
