  • Trump says US to lift Syria sanctions, secures $600 billion Saudi deal

    President Donald Trump kicked off his trip to the Gulf on Tuesday with a surprise announcement that the United States will lift long-standing sanctions on Syria, and a $600 billion commitment from Saudi Arabia to invest in the U.S.

    The U.S. agreed to sell Saudi Arabia an arms package worth nearly $142 billion, according to the White House which called it the largest “defense cooperation agreement” Washington has ever done.

    The end of sanctions on Syria would be a huge boost for a country that has been shattered by more than a decade of civil war. Rebels led by current President Ahmed al-Sharaa toppled President Bashar al-Assad last December.

    Speaking at an investment forum in Riyadh at the start of a deals-focused trip that also brought a flurry of diplomacy, Trump said he was acting on a request to scrap the sanctions by Saudi Arabia’s de facto ruler, Prince Mohammed bin Salman.

    “Oh what I do for the crown prince,” Trump said, drawing laughs from the audience. He said the sanctions had served an important function but that it was now time for the country to move forward.

    The move represents a major U.S. policy shift. The U.S. declared Syria a state sponsor of terrorism in 1979, added sanctions in 2004 and imposed further sanctions after the civil war broke out in 2011.

    Syrian Foreign Minister Asaad al-Shibani said on X that the planned move marked a “new start” in Syria’s path to reconstruction. Trump has agreed to briefly greet Sharaa in Saudi Arabia on Wednesday, a White House official said.

    Trump and the Saudi crown prince signed an agreement covering energy, defense, mining and other areas. Trump has sought to strengthen relations with the Saudis to improve regional ties with Israel and act as a bulwark against Iran.

    The agreement covers deals with more than a dozen U.S. defense companies for areas including air and missile defense, air force and space, maritime security and communications, a White House fact sheet said.

    It was not clear whether the deal included Lockheed F-35 jets, which sources say have been discussed. The Saudi prince said the total package could reach $1 trillion when further agreements are reached in the months ahead.

    Saudi Arabia is one of the largest customers for U.S. arms, and the two countries have maintained strong ties for decades based on an arrangement in which the kingdom delivers oil and the superpower provides security.

    But relations were strained after the 2018 murder of U.S.-based Saudi journalist Jamal Khashoggi by Saudi agents in Istanbul caused a global uproar. U.S. intelligence concluded that bin Salman approved an operation to capture or kill Khashoggi, a prominent critic, but the Saudi government has denied any involvement.

    Trump did not mention the incident during his visit and called bin Salman an “incredible man.”

    “I really believe we like each other a lot,” Trump said.

    Trump will go on from Riyadh to Qatar on Wednesday and the United Arab Emirates on Thursday in a trip that is focused on investment rather than security matters in the Middle East.

    Several U.S. business leaders attended the event, including Elon Musk, the Tesla chief who has led a government-downsizing effort for Trump in Washington; OpenAI CEO Sam Altman; BlackRock CEO Larry Fink and Blackstone CEO Stephen Schwarzman.

    Trump was shown speaking with several Saudi officials, including sovereign wealth fund governor Yasir al-Rumayyan, Aramco CEO Amin Nasser and investment minister Khalid al-Falih as he viewed models for the kingdom’s flashy, multi-billion-dollar development projects.

    Bin Salman has focused on diversifying the Saudi economy in a major reform program dubbed Vision 2030 that includes “Giga-projects” such as NEOM, a futuristic city the size of Belgium. Oil generated 62% of Saudi government revenue last year.

    The kingdom has scaled back some of its ambitions as rising costs and falling oil prices weigh.

    NO VISIT TO ISRAEL, WARNING TO IRAN

    Trump has not scheduled a stop in Israel, raising questions about where the close ally stands in Washington’s priorities as Trump presses Israeli Prime Minister Benjamin Netanyahu to agree to a new ceasefire deal in the 19-month-old Gaza war.

    Israel’s military operations against Hamas in Gaza and Hezbollah in Lebanon, and its assassinations of the two Iran-allied groups’ leaders, have at the same time given Trump more leverage by weakening Tehran and its regional allies.

    Trump said it was his “fervent hope” that Saudi Arabia would soon normalize relations with Israel, following other Arab states that did so during his first 2017-2021 term. “But you’ll do it in your own time,” he said.

    Netanyahu’s opposition to the creation of a Palestinian state makes progress with the Saudis unlikely, sources told Reuters.

    Trump on Tuesday called Iran “the most destructive force” in the Middle East and warned that the U.S. will never allow it to obtain a nuclear weapon. He said he was willing to strike a new deal with the Islamic Republic but only if its leaders changed course.

    “I want to make a deal with Iran,” he said. “But if Iran’s leadership rejects this olive branch… we will have no choice but to inflict massive maximum pressure.”

  • MIL-OSI China: Zheng hungry to break her routine against familiar foe

    The same restaurant, same risotto and same aggressive game — China’s superstar tennis ace Zheng Qinwen has regained her winning form in Rome by sticking to her routine in the Italian capital.

    And she sure hopes the momentum helps her pull off a different result at her seventh attempt at scaling a brick wall that, to date, has consistently proved a course too high.

    Three-time major winner and world No 1 Aryna Sabalenka awaits Zheng in an intriguing quarterfinal clash at the Internazionali BNL d’Italia. The reigning Olympic champion is chasing a first win in her seventh encounter with the mighty Belarusian, while trying to reach the final four for the first time at the WTA 1000 tournament, following two straight quarterfinal exits.

    Although having lost to Sabalenka six times in a row, all on hard courts, Zheng is motivated to buck that trend in their first battle on clay, counting on her newfound confidence on the tricky surface.

    “She’s an overwhelmingly attacking player. You need to hang in there, absorbing her first flurry of hits, until she makes some mistakes and allows you a chance,” Zheng explained her tactics for facing Sabalenka after beating Canada’s Bianca Andreescu in straight sets in the round of 16 on Monday.

    “Nobody hits every shot in with force. It’s quite hard, especially on clay. I need to play solid and defend well consistently, and attack when the opportunity comes.

    “She’s in a great form, and is the most consistent player, so far, on the tour this year. I am looking forward to playing her on clay, though.

    “Each surface requires a different style, and I’d really like to gauge my game on clay against her. Maybe I need to push harder in my first serve, trying wider, and, perhaps riskier, angles to dictate the play.”

    Known as an aggressive attacker in her own right, Zheng’s firepower has, multiple times, proved not powerful enough when facing Sabalenka hitting on all cylinders, a pattern underlined by the fact that the top-seed has broken Zheng 26 times, while conceding just six of her own service games, in their six previous encounters.

    Zheng’s last deep run at the WTA 1000 level was stopped by Sabalenka in quarterfinals at the Miami Open, where she dispatched the Chinese world No 8 in straight sets and went on to win the second of her three titles so far this year.

    A tough battle is guaranteed, for sure, and Zheng knows the only way to survive is to stay mentally strong, tactically sharp and physically poised.

    The balance between hitting hard and staying patient will be the key, she added.

    “I have to manage myself (mentally), not get too excited or be too aggressive,” said Zheng, who hasn’t advanced further than the quarterfinal stage at any event so far this year, with three last-eight appearances in Charleston, Miami and Indian Wells.

    “I need to find the right balance on clay, because from my experience in Madrid, I played a little bit too rushed. So, I told myself, whatever happens I have to stay solid, always be ready, and when I have the chance, go for it.”

    Hampered by a nagging right elbow injury that has affected her game since the Australian Open, Zheng has experienced an up and down season so far, with her second-round defeat to Russia’s unseeded Anastasia Potapova in Madrid last month casting a shadow on her prospects for Roland Garros, where she became a household name in China by winning Asia’s first Olympic tennis singles gold medal at Paris 2024.

    The sense of familiarity and warm reception she received in Rome seem like a timely respite, as Zheng regrouped, delivering three convincing wins, highlighted by the 7-5, 6-1 submission of Andreescu, the resurgent 2019 US Open champion.

    Zheng saved two set points in the 10th game of the opening set, having trailed 5-4 with Andreescu serving after letting a 3-1 lead slip away. But, Zheng quickly pulled herself together to finish the match by winning nine of the last 10 games.

    It also marked Zheng’s 20th career victory over major winners on the WTA Tour.

    “I still kind of lost my focus and made unnecessary mistakes midway through the first set, but, what I did best today was not panic. I stayed composed there, and fought back one point at a time,” said the 22-year-old Hubei province native.

    “Gradually, I felt much better, and the cheers from the crowd helped me close it out.”

    Apart from chants of “bravo Zheng” shouted her way, she also attributed, at least part of her feel-good campaign in Rome, to the delights of a local restaurant she visits every night.

    “I keep a strict diet, but at the same time I enjoy Rome,” Zheng told Channel Tennis after her second-round win against Serbia’s Olga Danilovic on Friday.

    “I go to the same restaurant every night. They have very good seafood, like the lemon fish and risotto. I think I can maintain my diet, but enjoy at the same time.”

    Samsung Electronics today announced that it has signed an agreement to acquire all shares of FläktGroup, a leading global HVAC solutions provider, for €1.5 billion from European investment firm Triton. With the global applied HVAC market experiencing rapid growth, the acquisition reinforces Samsung’s commitment to expanding and strengthening its HVAC business.
     
    “Through the acquisition of FläktGroup, an applied HVAC specialist, Samsung Electronics has laid the foundation to become a leader in the global HVAC business, offering a full range of solutions to our customers,” said TM Roh, Acting Head of the Device eXperience (DX) Division at Samsung Electronics. “Our commitment is to continue investing in and developing the high-growth HVAC business as a key future growth engine.”
     
    FläktGroup, based in Herne, Germany, has over a century of accumulated technological expertise and design capabilities, offering diverse products and solutions tailored to each customer.     Samsung Investing in HVAC Business as Key Growth Engine
    The HVAC industry is expected to continue growing with demand for innovative and energy-efficient solutions that improve air quality and control temperature and humidity to provide comfort and safety. Samsung will continue to invest in the HVAC business and has recently made acquisitions and investments across robotics, medical technology and the consumer audio sectors as part of its commitment to expand into new growth businesses.
     
    According to some market research forecasts, the applied HVAC market is projected to grow from $61 billion in 2024 to $99 billion by 2030, at an annual growth rate of 8%, while the data center cooling market is expected to grow at a faster pace at an annual growth rate of 18%. The data center segment in particular has high entry barriers, requiring global supply experience and the ability to present optimal designs and solutions for customers.
     
    In its acquisition of FläktGroup, Samsung anticipates sustained growth in data center demand due to the proliferation of generative AI, robotics, autonomous driving, XR and other technologies.
     
    In addition, Samsung’s building integration control solution (b.IoT) and FläktGroup’s HVAC control solution (FläktEdge) will offer a full suite of HVAC and building energy control systems, through which the company expects an expansion of its service and maintenance business.
     
    Samsung has been expanding its HVAC business with a focus on ductless systems, which supply general and system air conditioners to residential and commercial buildings. In May 2024, Samsung formed a joint venture with Lennox International Inc. to strengthen its position in the North America HVAC market and added Lennox’s distribution channels to the company’s own sales channels.
     
    The transaction is expected to close within 2025.

    HOHHOT, May 14 (Xinhua) — Former China National Petroleum Corporation (CNPC) Chairman Wang Yilin was sentenced to 13 years in prison on Tuesday for accepting bribes.

    The verdict was handed down by the Intermediate People’s Court of Erdos City in north China’s Inner Mongolia Autonomous Region.

    According to the court’s verdict, Wang Yilin was also fined 3 million yuan (US$416,719) and his illegal proceeds will be confiscated and transferred to the state treasury.

    The investigation found that from 1996 to 2020, Wang Yilin abused his position in various positions to assist others in matters such as personnel reshuffles, project contracts, and business activities.     PARIS, May 14 (Xinhua) — It would be irresponsible for Europeans not to prepare for strategic independence from the United States within the next five to 10 years, French President Emmanuel Macron said in an interview with TF1 television on Tuesday.

    Because of the systematic “America First” policy, “US interests will become less and less /focused/ on Europe,” he is sure.

    The president pointed to a clear trend of Washington’s disengagement from its European allies over the past 15 years. It began “when the United States decided not to join us in Syria, when they unilaterally withdrew from Afghanistan, and you can see it in recent months,” Macron said, referring to tariffs imposed by U.S. President Donald Trump.

    Calling the current global climate a “moment of geopolitical awakening,” the French leader stressed that the European Union, originally created as a project for peace, must now solve the problem of how to remain “free.”

    Asked how the EU should respond to US tariffs, Macron vehemently opposed a trade war but stressed Europe’s resolve. “We are here and we will fight to the end,” he said. -0-

    The New Zealand Defence Force (NZDF) has joined 18 other nations for a large French-led multinational training exercise scenario of a hypothetical cyclone striking the islands of Wallis & Futuna.

    Exercise Croix Du Sud was based in New Caledonia, about 1900km southwest of Wallis & Futuna, and involved about 2000 personnel.

    New Zealand Army Captain Zoe Williamson and a small number of Kiwi staff officers bolstered the exercise headquarters.

    “This has been a great opportunity allowing us to work with our partner nations in a likely humanitarian assistance and disaster relief (HADR) scenario, developing relationships and an understanding of how we work individually but are able to come together as a whole,” she said.

    “Training with our Pacific neighbours is important to ensure we are ready to respond when the time comes, and Exercise Croix Du Sud is a valuable test, ensuring we can deliver this critical capability when and where it’s needed.”

    Exercise Croix Du Sud also provided the opportunity for two NZDF officers to deploy with the Pacific Response Group (PRG), a new multinational support group consisting of personnel from Fiji, Tonga, Papua New Guinea, France, Australia, and New Zealand with Chile in support.  

    The PRG was established in 2024 by recommendation of the South Pacific Defence Ministers’ Meeting to address the need for pan-Pacific HADR cooperation.

    The Royal New Zealand Navy’s Lieutenant Commander Nikita Lawson said the Pacific Response Group was a short-notice deployable team with strong planning skills designed to assist civilian authorities and other organisations in any response to a disaster.

    “The PRG deployed a small team forward to Wallis & Futuna to assess the situation on the ground, determine where military assistance was required and what humanitarian assistance was needed,” she said.

    The PRG command team remained in New Caledonia to coordinate the delivery of humanitarian assistance and critical capabilities.

    “Information, assessments and the ‘ground truth’ provided by our PRG team were invaluable at shaping the HADR response plans formed by the wider exercise headquarters,” Lieutenant Commander Lawson said.

    The two-week exercise ended earlier this month.

    Chinese President Xi Jinping held talks with Brazilian President Luiz Inacio Lula da Silva, who is on a state visit to China, in Beijing on Tuesday.

    Xi said that on the occasion of the 50th anniversary of the establishment of diplomatic relations between China and Brazil last year, the two sides jointly announced the elevation of bilateral relations to a China-Brazil community with a shared future for a more just world and a more sustainable planet.

    He called on the two sides to vigorously advance the construction of a China-Brazil community with a shared future, continuously deepen the alignment of development strategies, and jointly promote strengthened solidarity and cooperation among Global South countries.

    Xi stressed that China and Brazil should maintain strategic mutual trust, provide mutual support on issues concerning each other’s core interests and major concerns, and strengthen exchange at all levels and in all respects.

    He called on the two countries to expand cooperation, deepen the effective alignment of the Belt and Road Initiative with Brazil’s development strategy, give full play to the role of the various cooperation mechanisms between the two countries, strengthen cooperation in traditional fields such as infrastructure, agriculture and energy, and expand new areas of cooperation in energy transition, aerospace, the digital economy and artificial intelligence.

    He said that China and Brazil should enhance cultural and people-to-people exchanges, provide more convenience for personnel exchanges between the two sides, and strengthen cooperation on culture, education, tourism, and media, and at the sub-national level.

    He emphasized that the two sides should adhere to multilateral coordination. As the biggest developing country in the Eastern and Western hemispheres respectively, they should enhance coordination and cooperation within multilateral mechanisms, uphold multilateralism, improve global governance, maintain the international economic and trade order, and resolutely oppose unilateralism, protectionism and bullying, Xi added.

    Brazil is willing to deepen strategic cooperation with China and promote the construction of a Brazil-China community with a shared future, Lula said.

    Brazil stands ready to align its development strategy with the Belt and Road Initiative to enhance cooperation between the two countries in areas such as trade, infrastructure, aerospace and finance, Lula added. He also called on the two countries to expand exchange in areas of the youth and culture, and to enhance exchange and friendship between the two peoples.

    Protectionism and tariff abuse cannot promote development and prosperity. Instead, they will lead to chaos. China’s resolute stance in addressing global challenges gives strength and confidence to all countries, Lula noted, adding that Brazil is willing to strengthen strategic coordination with China in international affairs, work with China to safeguard the common interests of the Global South, and safeguard international fairness and justice.

    At the Great Hall of the People, the two heads of state witnessed the signature of 20 cooperation documents covering the fields of development-strategy alignment, science and technology, agriculture, the digital economy, finance, inspection and quarantine, and media.

    The two heads of state also met with the press together.

    China and Brazil issued a joint statement on strengthening the construction of a China-Brazil community with a shared future for a more just world and a more sustainable planet, and on jointly upholding multilateralism, as well as a joint statement on the Ukraine crisis.

    Prior to the talks, Xi and his wife, Peng Liyuan, held a welcome ceremony for Lula and his wife, Rosângela Lula da Silva, at the square outside the east gate of the Great Hall of the People.

    Xi and Peng also hosted a welcome banquet for Lula and his wife on Tuesday evening.

    Sitting at his desk, turning on his computer and entering his password, Indian Joseph begins his working day.

    Joseph is an electric drive assembly and testing engineer. This is his third year with Chinese electric vehicle company NIO and his 13th year in China.

    For Joseph, the rapid technological changes in the EV industry are an opportunity to constantly learn new things. “Unlike the traditional automotive industry, there are so many new, constantly improving technologies in EVs. As someone who works at the forefront of R&D, I am constantly exposed to new things, and my technical knowledge and skills are constantly being enriched,” says Joseph.

    Hu Bo, Joseph’s colleague and also an electric drive assembly and testing engineer, praises him: “Joseph has more than ten years of experience in the electric vehicle industry. He is an excellent engineer and has unique methods for solving complex technical problems.”

    “As a global company, overseas engineers are an important part of NIO’s technology ecosystem, helping us better interact with the global market. In order for China’s EV industry to maintain its leading position, it is necessary to attract global innovation resources,” Hu Bo said.

    Thirteen years ago, Joseph, a graduate in automotive engineering from Coventry University in the UK, came to China with hope and excitement.

    Joseph’s initial work was not as an automotive engineer, but at a consulting firm specializing in the automotive industry. “At the time, the Chinese EV industry was in its infancy, and we were mostly doing market analysis,” Joseph says.

    In 2022, Joseph moved to Hefei, Anhui Province, and became an electric vehicle engineer. He believes that, like many Chinese electric vehicle companies, NIO has strong innovation capabilities, and he enjoys challenging and creative work. “Here, I don’t have to follow a template, and I can always implement my ideas.”

    Having worked in China for over a decade, Joseph has witnessed the rapid development of China’s electric vehicle industry: “When I first came here, I never imagined that electric vehicles would develop so quickly in China and would be in every home within a few years.”

    The “Fifteenth Five-Year Plan” (2026–2030) – what place will it occupy in the historical coordinates of the Chinese nation’s rejuvenation process and in the era of accelerating, unprecedented changes in the world? What will these five years be like?

    These will be five years marked by important historical events. In 2026, we will celebrate the 105th anniversary of the founding of the Communist Party of China. In 2027, the 100th anniversary of the People’s Liberation Army of China. In 2029, the 80th anniversary of the founding of the People’s Republic of China.

    These will be five years of further acceleration of unprecedented changes in the world.

    Beginning with the Fourteenth Five-Year Plan, a new round of scientific, technological and industrial revolution gives a powerful impetus to the development of productive forces.

    The balance of power in the international arena is changing. The main theme remains the confrontation between multilateralism and unilateralism. Local conflicts and instability have become more frequent, global problems have become more acute, and external pressure and containment are increasing.

    China has entered a period characterized by strategic opportunities, risks, and challenges, as well as increasing uncertainty and unpredictability. The trend toward accelerating global changes, unprecedented in the past hundred years, will inevitably continue during the Fifteenth Five-Year Plan period.

    This is one of three key five-year periods on the path to the basic realization of socialist modernization by 2035.

    According to the strategic plans adopted at the 20th CPC National Congress, China aims to basically complete socialist modernization by 2035 by implementing three five-year programs: the Fourteenth, Fifteenth and Sixteenth. The Fourteenth Five-Year Plan is the starting point, the Sixteenth Five-Year Plan is the finishing line, and the Fifteenth Five-Year Plan is the key transition stage.

    This is the stage of completion of all reform tasks outlined by the 3rd Plenary Session of the 20th CPC Central Committee.

    At the Third Plenary Session of the 20th CPC Central Committee held in July last year, more than 300 major reform tasks were proposed and a clear timetable was set: “Complete the reform tasks set out in this decision by the 80th anniversary of the founding of the People’s Republic of China in 2029.”

    2029 is the fourth year of the “Fifteenth Five-Year Plan”. Chinese-style modernization is the theme, and further comprehensive deepening of reform is the content. The Five-Year Plan is a development plan. To implement this plan, it is necessary to actively carry out reforms and adjust production relations.

    The “Fifteenth Five-Year Plan” is destined to become a period of even more large-scale and profound reforms.

    Peng Zhenke, president of Pfizer China and chairman of the executive committee of the pharmaceutical research and development working committee of the China Association of Foreign-Invested Enterprises, recently announced Pfizer’s plans to invest another US$1 billion in China by 2030. The company has already opened a new research and development center in Beijing and an innovation center in Hangzhou.

    Zhang Jianping, deputy director of the academic committee of the Institute of International Trade and Economic Cooperation under the Ministry of Commerce of China, noted that investments by American companies in China can be divided into two main categories:

    First, market-oriented: companies that provide goods and services directly to the Chinese market, such as Tesla, Starbucks, and General Motors, which make significant profits in China.

    Second, global supply chain oriented: companies that use China as an important base for organizing supply chains and creating added value on a global scale, seeking maximum benefit. A typical example is Apple.

    China has enormous growth potential, making it particularly attractive to American companies, especially multinational corporations.

    Cui Shoujun, a professor at the School of International Relations at Renmin University of China, identifies three key aspects that determine the irreplaceable strategic value of the Chinese market for many American companies:

    First, the advantages of a super-large market: China, with a population of over 1.4 billion and a middle-income group of over 400 million, has huge demand. Growing urbanization in China has driven steady growth in demand for home appliances, automobiles, communications, medical services and other consumer goods.

    Secondly, the obvious advantages of the full industrial chain: China has 41 major industrial categories, 207 medium sub-categories and 666 minor sub-categories, being the only country in the world represented in all industrial sectors of the UN classification. China’s supply chain is not only comprehensive and complete, but also extremely flexible and responsive.

    Third, continuous expansion of high-level opening-up and optimization of the business environment: China creates favorable conditions for the development of foreign companies, including American ones.

    Peng Yu, director of the International Trade Research Department at the Institute of World Economy, Shanghai Academy of Social Sciences, stressed that the Chinese market provides American companies with many business and profit opportunities. China is the largest export market for American soybeans and cotton, the second-largest export market for integrated circuits and coal, and the third-largest export market for medical equipment and automobiles.

    BEIJING, May 13 — Chinese Foreign Minister Wang Yi, also a member of the Political Bureau of the Communist Party of China Central Committee, met with his Brazilian counterpart Mauro Vieira, and Celso Amorim, special advisor to the president of Brazil, in Beijing on Monday.

    Both sides reviewed the frequent exchanges between the two heads of state in recent years, and made preparations for Brazilian President Luiz Inacio Lula da Silva’s visit to China, especially the important talks about to be held between the two heads of state.

    They unanimously agreed to promote the building of a China-Brazil community with a shared future in accordance with the strategic guidance of the two heads of state, adhere to multilateralism, safeguard common international rules and the legitimate rights and interests of the Global South, and make contributions to promoting world peace, stability and development.

    China and Brazil issued a joint statement on the Ukraine crisis on Tuesday, welcoming Russian President Vladimir Putin’s proposal to open peace talks and Ukrainian President Volodymyr Zelensky’s positive response.

    The statement said that China and Brazil hope that Russia and Ukraine will begin a direct dialogue as soon as possible, which is the only way to end the conflict.

    It said that China and Brazil commend recent signals of willingness to engage in dialogue on the Ukraine crisis, and expect relevant parties to initiate fruitful negotiations, build a greater consensus to achieve a political settlement, and address the legitimate concerns of all parties. China and Brazil believe it is necessary to find a solution to the Ukraine crisis by examining its root cause, with the aim of reaching a fair, lasting and binding peace agreement.

    The statement said that to achieve that goal, China and Brazil in May 2024 called on all relevant parties to create the conditions for the resumption of dialogue, and launched the Group of Friends for Peace at the United Nations in September of the same year, with the aim of uniting the countries of the Global South.

    UN Secretary-General Antonio Guterres on Tuesday highlighted the role of UN peace operations and called for more support from member states.

    Speaking at the UN Peacekeeping Ministerial 2025 in Berlin, Germany, Guterres credited peacekeeping operations with helping many countries, calling the efforts “the most globally recognized symbol of the world’s ability to come together to help countries move from conflict to peace.”

    The secretary-general also noted that 4,400 peacekeepers have fallen in the line of duty throughout the decades.

    Guterres also underscored the challenges facing peacekeepers today, including complex conflicts, growing global division, misinformation, terrorism and transnational crime, among others.

    “We are now facing the highest number of conflicts since the foundation of the United Nations, and record numbers of people fleeing across borders in search of safety and refuge,” Guterres said.

    He urged efforts to make peacekeeping operations more adaptable, flexible and resilient, adding that peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions.

    The two-day event serves as a political forum gathering representatives from around 130 countries to discuss the future of peacekeeping.

    Turkish President Recep Tayyip Erdogan reiterated his support for a ceasefire between Russia and Ukraine during a meeting with NATO Secretary General Mark Rutte in Ankara on Tuesday, according to the Turkish presidency.

    Erdogan said that Türkiye is stepping up its diplomatic efforts to achieve a just and lasting peace, noting that he has spoken with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, said a statement issued by the presidency.

    Erdogan emphasized that Türkiye maintains its neutral stance in the conflict and urged that the opportunity for peace should not be missed.

    On Türkiye-NATO relations, Erdogan said that Türkiye places great importance on NATO and will once again assume command of the NATO Kosovo Force. He also called for greater cooperation among NATO allies in the fight against terrorism.

    Rutte, for his part, noted that his meeting with Erdogan comes as preparations are underway for next month’s NATO summit.

    “Türkiye is a staunch and capable ally. We also discussed Ukraine, where there is a real window of opportunity for progress towards peace,” he wrote in a post on social media platform X.

    China now boasts many outstanding players whose performances have fueled a growing tennis culture in the country, and attracted increasing numbers of Chinese spectators to watch matches in Italy, said Italian Open tournament director Paolo Lorenzi in an interview with Xinhua.

    The Italian Open is in full swing this May in Rome. Chinese tennis stars including Zheng Qinwen, Wang Xinyu and Bu Yunchaokete have showcased their skills on the clay courts, drawing enthusiastic support from Chinese fans.

    “I believe the atmosphere in Rome is truly unique. For us, it’s very important that players feel warmly welcomed when they come to compete here,” said Lorenzi, who enjoyed a professional tennis career spanning nearly two decades. After retiring, he took on the Italian Open tournament director role in 2024.

    Discussing this year’s tournament improvements, Lorenzi highlighted several upgrades, including a brand-new stadium and a renovated players’ lounge.

    Despite a packed schedule, Lorenzi still carves out time to watch matches and has spoken highly of Chinese players’ performances in recent years.

    “I believe that now there are many good players in China. Zheng Qinwen has won an Olympic gold medal and has been incredible here in Rome. You also have Shang Juncheng, who is very young and strong, though unfortunately he’s injured now. There are many excellent Chinese players, and this is really helping the whole movement,” Lorenzi noted.

    Recent figures show that China’s tennis-playing population has surpassed 25 million — an increase of over 5.5 million compared to that in 2021. Lorenzi said the rise of top professional players has inspired more people to pick up a racquet, while the return of international tournaments to China has also boosted the sport’s development.

    Lorenzi has also noticed a steady rise in Chinese fans at the Italian Open in recent years. “Rome itself is a city full of history, and we have many Chinese tourists visiting. It’s great that we can also give them the chance to watch world-class tennis while they’re here, I think it’s a fantastic combination,” he said.

  • MIL-OSI China: Trump says US to lift Syria sanctions, inks arms deal with Saudi Arabia

    U.S. President Donald Trump on Tuesday secured a 600-billion-U.S. dollar investment commitment from Saudi Arabia in Riyadh and vowed to lift sanctions on Syria.

    According to a White House statement, the investment commitment involves agreements spanning various sectors, including “energy security, defense industry, technology leadership, and access to global infrastructure and critical minerals.”

    Among the deals was “the largest defense sales agreement in history — nearly 142 billion dollars,” the statement said.

    As part of the defense agreement, the United States will provide Saudi Arabia with “state-of-the-art warfighting equipment and services from over a dozen U.S. defense firms.”

    “This deal represents a significant investment in Saudi Arabia’s defense and regional security, built on American systems and training,” the statement added.

    Speaking later at an investment forum, the U.S. president announced that he would lift sanctions on Syria.

    “I will be ordering the cessation of sanctions against Syria in order to give them a chance,” Trump said, noting that the United States had taken the first steps toward normalizing relations with Damascus.

    While praising ties with Saudi Arabia, Trump expressed hope that the kingdom would join the Abraham Accords.

    The Abraham Accords, brokered by the United States during Trump’s first term in office, aimed to normalize relations between Israel and Arab nations.

    U.S. efforts to promote normalization between Israel and Arab countries stalled amid Washington’s support for Israel’s military offensive in Gaza, which has killed more than 52,900 Palestinians since October 2023 and drawn widespread regional criticism.

    On potential peace talks between Russia and Ukraine, Trump said Secretary of State Marco Rubio would travel to Türkiye later this week to join the negotiations.

    Trump is on a four-day trip to the Middle East from Tuesday to Friday, his first major foreign visit since taking office in January. Saudi Arabia is the first stop of his tour, which will also include Qatar and the United Arab Emirates.

  • MIL-OSI China: UN eyes reform to modernize itself ahead of 80th anniversary

    The United Nations General Assembly convened an informal plenary meeting on Monday to hear a briefing from Secretary-General Antonio Guterres on the UN80 Initiative, a wide-ranging reform effort launched as the UN approaches its 80th anniversary of founding.

    The UN80 Initiative, introduced in March, aims to modernize the operations of the 193-member body. The reform focuses on identifying efficiencies and improvements within existing frameworks, reviewing how member states’ requests are carried out, and exploring changes to the agency’s structure, said Guterres.

    The changes are expected to yield “meaningful reductions” in the overall budget, said Guterres. The departments for political and peacekeeping affairs could see a 20 percent reduction in staff by eliminating duplication, according to UN.

    The financial strain on the organization is already apparent. As of May, just 1.8 billion U.S. dollars of the 3.5 billion dollars in regular budget assessments for 2025 has been received, which represents a shortfall of roughly 50 percent, according to data from the Fifth Committee of the UNGA.

    Fu Cong, China’s permanent representative to the UN, said his expectation of this reform initiative is to advance institutional renewal and efficiency enhancement. “This is a task of great importance, and the Secretary-General must exercise strict oversight. China hopes the reform will deliver concrete results.”

    “As the world enters a new period of turbulent transformation marked by rising unilateralism and multiplying global challenges, the role of the United Nations must be reinforced, not diminished,” Fu said.

    It is essential to uphold the authority and status of the United Nations, he said. He added that reform must strengthen rather than weaken the organization.

    “The more complex and volatile the international situation becomes, the more important it is to support the UN in playing its central role and to safeguard the international system with the UN at its core. This must remain the fundamental direction and ultimate goal of the reform, and should be firmly upheld,” the Chinese envoy said.

    “A more streamlined, efficient, responsive, financially accountable, and influential United Nations is in the interest of all parties,” he said.

    As reform concerns the interests of all member states, “it is imperative to enhance transparency, strengthen consultation with member states, build the broadest possible consensus, conduct comprehensive and prudent evaluations, and make responsible decisions,” he added.

    “Reform must not be used as an excuse for the UN to do less or even nothing, nor should it become a justification for certain countries to shirk their financial obligations,” Fu emphasized.

    He stressed that the legitimate interests of developing countries must be fully safeguarded. Their representation and voice must be effectively enhanced. “This is key to the success of the reform,” he said.

    “It is unacceptable for the interests of a few countries to override those of other member states, or for the legitimate rights and interests of the vast number of developing countries to be sacrificed to meet the demands of a minority,” he said.

    Guterres and his predecessors have faced challenges in trying to reform the organization over the past decades. The UN has been criticized for heavy bureaucracy, slow decision-making, and fragmented coordination among agencies. The UN is also heavily dependent on voluntary contributions from member states, which leads to unpredictable funding.

    Abbas Kadhom Obaid, permanent representative of Iraq to the UN, speaking at Monday’s meeting on behalf of the Group of 77 and China, expressed “deep concern” over the dire liquidity situation of the UN.

    He noted that “one single member state, which is also the only beneficiary of the maximum ceiling on the scale of assessments, continues to be responsible for more than 90 percent of arrears to the regular budget.”

    Obaid pointed out that any proposal aimed at achieving efficiencies by reducing duplications and redundancies across the UN system “should not aim at dismantling UN agencies and funds, to the detriment of due support to member states.”

    “We emphasize that any reforms foreseen under this initiative must preserve, first and foremost, the multilateral and inclusive nature of the United Nations, while also avoiding strategy-driven models that may ultimately compromise the effectiveness of our organization, particularly with regard to the implementation of its multiple mandates approved by member states,” he said.

    He added that for small states, a strong and effective multilateral system, underpinned by respect for the UN Charter and international law, is not an option but an existential necessity.

    Burhan Gafoor, permanent representative of Singapore to the UN, speaking on behalf of the Small States Group (SSG), said the world is witnessing a period of geopolitical tension, economic fragmentation and rising nationalism. “We are deeply concerned by the erosion of respect for international law and by efforts to reverse economic integration and globalization,” he said.

    The UN is facing a significant budget shortfall as the United States and other donors scale back humanitarian aid and multilateral funding. U.S. President Donald Trump’s administration’s proposed budget for fiscal year 2026 includes deep cuts to foreign aid, with signals that U.S. contributions to the UN system could be nearly eliminated.

    Richard Gowan, UN Director at the International Crisis Group, warned in April that the UN may face a 20 percent budget reduction in 2026 due to donor cuts and unpaid member contributions, The New York Times reported.

    In February, Trump signed an executive order calling for a review of U.S. engagement with the UN and withdrew from agencies focused on human rights, reproductive health, climate change, and global health. Other UN donors, including the United Kingdom, are also reducing humanitarian spending.

    Carlo Ancelotti insisted that he was fully committed to the club despite the news that he will start work as Brazil national team coach on May 26th.

    The Brazilian Football Confederation confirmed on Monday that Ancelotti will be its first non-Brazilian coach, meaning the Italian won’t be in charge of the forthcoming Club World Cup in the United States.

    When asked about his decision, Ancelotti said that in the last two weeks of his stay at Real Madrid, he would be fully focused on his current job.

    “The days I have left here, and out of the great respect I have for this club, its fans, and its players, I am completely focused on what I have to do in this final stretch of this spectacular adventure,” he said in his press conference ahead of Wednesday’s match at home to Mallorca.

    He refused to comment on Real Madrid’s failure to confirm his departure although, Brazil has done so.

    “Real Madrid will issue the statement whenever it wants; there’s no problem. It will do it at the time it wants and considers appropriate; as the Brazilian Confederation did yesterday. Everyone acts as they see best,” he said.

    “I know exactly what these two weeks are going to be like, preparing for the three remaining matches with Real Madrid. And then, on the 26th, I have something else to do,” insisted Ancelotti.

    FC Barcelona could be crowned La Liga champion on Wednesday night without kicking a ball in the wake of Sunday’s 4-3 win at home to Real Madrid.

    The win left Barca seven points clear of Madrid at the top of the table with just three games left to play and nine points still available, meaning that if Madrid fails to win at home to Mallorca, Barca will be champion.

    Although a draw would leave Madrid six points behind Barcelona with two games to play, teams that are level on points are separated by head-to-head goal difference, which Barca has in its favor after winning both this season’s league matches against Madrid.

    The match in the Bernabeu is likely to be played in a strange atmosphere after it was confirmed that Madrid coach Carlo Ancelotti will leave the club at the end of the season to take charge of the Brazil national team, while Sunday’s fourth defeat of the season is also likely to affect the fans.

    Real Madrid’s injury list grew longer on Monday with confirmation that Vinicius Jr and Lucas Vazquez join Eder Militao, Eduardo Camavinga, Dani Carvajal, Ferland Mendy, Antonio Rudiger and David Alaba on the sidelines, while Aurelien Tchouameni is suspended for an accumulation of yellow cards.

    Ancelotti will have to improvise in defense and is likely to call on Madrid’s B-team for cover, and there is a chance that Jesus Vallejo could get a rare chance to play, given that Fran Garcia and Raul Asencio are the club’s only fit first-team defenders.

    A win for Mallorca would temporarily lift the club up to seventh in the table and strengthen its chances of playing in Europe next season.

    Valencia is also making a late charge for Europe and has a vital visit to Alaves, with the Basque side currently just one point above Leganes, who occupies the last relegation spot.

    Alaves lost 1-0 to Athletic Bilbao on Sunday, but will hope to have striker Kike Garcia available after a muscle strain prevented him from playing at the weekend.

    Leganes has a difficult match away to fifth-placed Villarreal, with the home side three points behind Athletic and three ahead of sixth-placed Real Betis, with five teams set to play next season’s Champions League.

    Villarreal has won its last three matches, but three draws and a win have dragged Leganes to the brink of survival, although it will be difficult to stop the home side’s free-flowing attack, which features Alex Baena, Ayoze Perez and Nicolas Pepe.

    FC Barcelona visits Espanyol on Saturday, and if Real Madrid does win on Wednesday, three points for Hansi Flick’s side away to their local rivals would ensure the title.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i), a senior member of the Senate Foreign Relations Committee, today took to the Senate floor to condemn a luxury airplane gift, valued at $400 million, that President Donald Trump announced he will receive from the government of Qatar. According to reports, Trump intends to designate the plane as Air Force One while in office and then transfer it to a foundation for personal use following the end of his term. Schatz also announced he will be asking for a vote in the Senate to condemn this action.

    “I cannot believe I have to say this, but a president should not take a $400 million gift from a foreign country,” said Senator Schatz. “The Emoluments Clause. It’s a fancy phrase, but a simple idea: No foreign gifts.”

    “Air Force One is not just a random luxury airplane,” continued Senator Schatz. “It is a symbol of — and a projection of — American power… It represents not just the weight of the presidency, but America itself — generations of history and international leadership. But in one fell swoop, Donald Trump is selling out one of the most iconic symbols of American power that we have.”

    “This week, several of my colleagues and I will be asking the Senate to vote to condemn this action,” concluded Senator Schatz. “There should be 100 of us that agree on this fundamental principle: No president should take free stuff from a foreign government. And certainly nothing worth $400 million.”

    I cannot believe I have to say this, but a president should not take a $400 million gift from a foreign country.

    It doesn’t matter which president, what party. It doesn’t matter which foreign country. It doesn’t matter if there is or is not a legal justification. No president should take a $400 million gift from a foreign country.

    I shouldn’t have to explain why — but it is a high principle literally enshrined in the Constitution because people who we have representing us should know, not think, but know, that their representatives are focused on them and this country only, that our loyalties not be divided, that our minds are not wandering elsewhere.

    The Emoluments Clause. It’s a fancy phrase, but a simple idea: No foreign gifts.

    If a foreign government offers you anything — but especially something close to half a billion dollars—the answer is, ‘No, thank you.’ End of story. Very simple. End of story. ‘I cannot take that.’

    First of all, because I cannot take that because I cannot have divided loyalties. I’m going into the region; I cannot take a $400 million gift before I begin negotiations with you. But it is explicitly prohibited by the United States Constitution. And the gift in is that the country of Qatar is going to literally provide a luxury aircraft — not just any luxury aircraft to the President of the United States, but Air Force One.

    And why does this matter? Air Force One is not just a random luxury airplane. It is a symbol of — and a projection of — American power. It has flown 15 different presidents. It carried President John F. Kennedy’s body after his assassination, and saw President Johnson be sworn in under unprecedented circumstances, it rushed President George W. Bush back to Washington after the Twin Towers were struck, and just two years ago, it flew President Joe Biden for a secret trip to Ukraine during the war.

    When people see Air Force One on TV, when they see it land in other countries— whether in London, or Tokyo, or Brazil — they immediately know that America has arrived. It represents not just the weight of the presidency, but America itself — generations of history and international leadership.

    But in one fell swoop, Donald Trump is selling out one of the most iconic symbols of American power that we have, and what people will now see is the most powerful man on Earth flying around in a plane paid for by a foreign government. It is disgusting. It is wildly corrupt. And just because they are doing the corruption in plain sight does not make it any less damning or sad or gross.

    This week, several of my colleagues and I will be asking the Senate to vote to condemn this action. There should be 100 of us that agree on this fundamental principle: No president should take free stuff from a foreign government. And certainly nothing worth $400 million.

  • MIL-Evening Report: In Indonesia, Albanese has a chance to reset a relationship held back by anxiety and misperceptions

    Prime Minister Anthony Albanese has wasted little time taking his first overseas trip since Labor won a historic victory in Australia’s federal election. He’ll head to Indonesia today to meet the country’s new president, Prabowo Subianto.

    With both nations entering new political chapters, the visit carries symbolic weight. But it will also have practical importance.

    Despite the two nations’ proximity and strengths, the relationship has often been held back by outdated perceptions and strategic hesitation. This is a timely opportunity to reset the relationship.

    Prabowo’s emerging foreign policy

    Prabowo succeeded outgoing President Joko “Jokowi” Widodo in October after a decade of his infrastructure-driven and globally engaged leadership.

    Prabowo, a former army general and defence minister, had projected a populist and nationalist image during his 2024 election campaign. He frequently emphasised Indonesia’s food self-sufficiency, military strength and national sovereignty.

    Since taking office, however, he has moderated his tone. While seen by some in the West as assertive, he has signalled a willingness to strengthen bilateral defence ties with Australia. He also has an interest in modernising Indonesia’s military and engaging more transparently with partners.

    Still, questions remain about how he will shape Indonesia’s foreign policy. This includes whether he will maintain Jokowi’s emphasis on multilateralism and economic diplomacy. Both are key to the tone and outcomes of Albanese’s visit.

    Prabowo’s leadership style is nuanced. Despite his polarising image, Indonesia’s foreign policy is still shaped by pragmatism and non-alignment. As such, Prabowo will likely focus on balancing relations with China, the United States and Russia, while protecting Indonesia’s sovereignty.

    Indonesia’s decision to join BRICS, the economic group that includes both China and Russia, for example, should be seen as a diplomatic hedge, not a new geopolitical alignment.

    Other recent decisions, such as providing aid to Fiji, suggest an increasingly outward-facing regional posture.

    Albanese should offer Prabowo credible alternatives to Russian and Chinese engagement through trade, technology and education exchanges, rather than reacting to Jakarta’s moves with suspicion.

    Opportunities for cooperation

    In his election campaign, Albanese reaffirmed his government’s commitment to working closely with Southeast Asia. He also promised a foreign policy grounded in diplomacy, climate cooperation and economic diversification.

    This provides a strong incentive for both leaders to deepen ties. For Australia, deepening ties with Indonesia supports its Indo-Pacific strategy. The goal: promoting a stable and inclusive regional order, particularly amid concerns over growing strategic competition between the US and China.

    For Indonesia, Australia offers investment, education partnerships, and critical expertise in clean energy and innovation.

    A free-trade agreement signed in 2019 provides a platform for deeper integration and less competition in certain industries.

    For example, there are huge opportunities to collaborate in clean energy, particularly after the neighbours signed a climate partnership last year. The agreement will secure supplies of lithium for Indonesia’s EV battery production, while Australia will gain more export markets for its critical minerals.

    People-to-people ties are also vital, while education remains a longstanding pillar of the bilateral relationship.

    Both countries face skills shortages in key sectors. Indonesia needs skilled workers in health care, clean technology and digital literacy. Australia has shortages in critical infrastructure, aged care and engineering.

    There are good opportunities here for student exchanges, joint employment training programs and other vocational collaborations.

    New Australian university campuses in Indonesia are a positive step, but they remain commercially focused and concentrated in elite, urban areas. With over 4,000 universities across the archipelago, these partnerships could go much further.

    Where tensions might arise

    The relationship is not without friction. Australia’s involvement in the AUKUS agreement, and its close alignment with the United States and United Kingdom, has raised concerns for Indonesia, which has long championed non-alignment.

    Jakarta has voiced unease over the perceived risks of nuclear submarine proliferation in the region.

    Albanese’s visit is a key opportunity to clarify that AUKUS involves nuclear-powered — not nuclear-armed — submarines. He should also reinforce Australia’s commitment to transparency over the deal. This is essential to avoiding misunderstandings and building trust.

    A more recent flashpoint is speculation around a possible Russian military presence in Indonesia — a claim the Indonesian government has firmly denied.

    Indonesia’s response exemplifies its longstanding commitment to strategic autonomy. However, the whole ordeal reveals the complexity of Jakarta’s foreign relations, which often involve balancing ties with competing powers.

    For Australia, acknowledging Indonesia’s independent foreign policy — rather than interpreting it through a great-power rivalry lens — is critical to sustaining mutual trust.

    A chance to re-anchor the relationship

    This moment offers both governments the chance to move beyond symbolic gestures toward a deeper, more inclusive and people-centred partnership.

    Amid global fragmentation, trust is not just desirable — it’s essential. And while differences remain, they are not insurmountable when guided by mutual respect, strategic patience and a commitment to genuine cooperation.

    For Australia, the challenge is to move past strategic anxiety and invest in a resilient, multidimensional relationship with Indonesia. This visit could be the first step in doing just that.

  • MIL-OSI United Nations: Peacekeeping Ministerial: Member States rally behind UN peacekeeping in a time of crisis

    “Complex demands and diminishing resources are testing the limits of the current peacekeeping approaches,” warned Johan Wadephul, Germany’s Minister for Foreign Affairs at the 2025 Peacekeeping Ministerial in Berlin today. UN and Member State representatives met to discuss the future of peacekeeping, calling for reforms to strengthen its effectiveness and efficiency.

    The meeting comes as peacekeeping faces mounting challenges: Conflicts worldwide have reached their highest levels since World War II, becoming increasingly complex and dangerous. Member States responsible for setting peacekeeping mandates have become more divided.

    An investment in peace

    Despite the challenges, “every UN peacekeeping [mission] is a good investment,” said Minister Wadephul. “We want UN blue helmets to remain this instrument of peace protecting millions of civilians and monitoring ceasefires.

    Missions have proven effective in preventing violence before it starts, reducing it during conflicts, and preventing its recurrence once conflicts end. Their presence also directly reduces civilian casualties. Peacekeepers have helped many countries achieve durable peace, including Cambodia, Côte d’Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor-Leste.

    Bigger challenges, fewer resources

    Despite its track record, investment in peacekeeping is declining. Currently, just over 70,000 civilian, military and police peacekeepers are working to advance peace in 11 operations globally, serving countries including the Democratic Republic of Congo, Lebanon, and Cyprus. In comparison, the city of Berlin alone has a police force of 26,000.

    Peacekeeping’s current US$5.6 billion budget is roughly half what it was a decade ago. It represents just 0.5% of global military spending.

    This funding comes from all UN Member States, with wealthier countries contributing larger shares. Even for the United States – peacekeeping’s largest donor – their assessed contribution of $1.5 billion makes up just 0.2% of their 2024 defence budget.

    Yet many Member States are behind on their payments, owing a total of $2.7 billion and worsening the funding crisis.

    “It is absolutely essential that all Member States meet their financial obligations by paying their contributions in full and on time,” António Guterres, Secretary-General of the United Nations.

    Adapting to a new reality

    UN officials and Member States called for comprehensive reforms to adapt to these realities.

    Tailoring missions to local contexts, creating more focused mandates, increasing local ownership were suggested as ways peacekeeping missions could strengthen operations. Allowing for a more flexible use of resources was raised as critical to helping missions find efficiencies. There were also impassioned calls for stronger political backing for peacekeeping missions, including from the Security Council.

    “We have political divisions impacting everything we are trying to achieve as a team,” said General Birame Diop, Senegal’s Minister of Armed Forces.

    Making peacekeeping fit for the future

    Today, the message from UN Member States was clear: for the people peacekeepers serve, it is essential to use limited resources as effectively and efficiently as possible, ensuring missions continue their vital work.

    “The value of peacekeeping is undeniable… but there is always more to do,” said Catherine Pollard, UN Under-Secretary-General for management Strategy, Policy and Compliance.

    Discussions will continue tomorrow, with specialized sessions that will look at how these calls for reform can be concretely met.

  • MIL-OSI United Kingdom: Community Energy Generation Growth Fund opens

    £8 million for community renewable projects.

    Communities across Scotland seeking to set up renewable energy generation projects can bid for support from an £8 million government fund which has reopened for applications.

    The Community Energy Generation Growth Fund supports local communities to install wind turbines and solar panels or develop other types of renewable energy generation, such as hydro, to meet local needs. 

    Successful applicants will also be able to earn money from their projects by, for example, allowing them to sell excess energy generated.

    The expanded Scottish Government fund, which includes £4 million from Great British Energy, is part of the Scottish Government’s Community and Renewable Energy Scheme (CARES) and builds on last year’s support. 

    Since its inception, CARES has advised over 1,300 organisations and provided over £67 million in funding to communities throughout Scotland, supporting over 990 projects.

    Deputy First Minister Kate Forbes is set to announce the reopening of the fund at the All Energy Scotland conference in Glasgow this morning (Wednesday).

    Speaking ahead of the conference, Ms Forbes said: “Scotland is fast becoming a global renewable energy powerhouse, and it is vital that communities share in the benefits from this transition.

    “This funding, for stand-alone generation projects, responds to the needs of local groups – has the potential to lever in significant funds for communities. It will also  play a key role in our delivery of a just transition – supporting a greener, fairer future for Scots. 

    “It is also welcome that Great British Energy recognise the valuable role that communities play in our green transition and have provided support for the fund – helping to significantly increase the amount of support available to communities – and providing a catalyst for growth within the community energy sector.

    “We will continue to work with our partners to grow the community energy sector to ensure that the delivery of renewable energy comes with benefits for people in Scotland, as well as supporting progress towards net zero.” 

    Chris Morris from Local Energy Scotland said: “We’re pleased to be building on the success of last year’s Community Energy Generation Growth Fund pilot to support more Scottish communities looking to take the next steps in their renewable energy projects and play an active part in the nation’s transition to net zero.

    “Scottish communities demonstrated an appetite to develop new projects during the pilot phase and ideas taken forward include partnering with local authorities to install solar panels on schools, getting approvals for new solar farms and building wind turbines.

    It gives me great pleasure to meet so many old and new friends from Latin American and Caribbean (LAC) countries in Beijing. On behalf of the Chinese government and people, I extend a warm welcome to you all.

    In 2015, LAC delegates and I attended the opening ceremony of the First Ministerial Meeting of the China-CELAC Forum in Beijing, which marked the launch of the China-CELAC Forum. Ten years on, with dedicated nurturing of both sides, the Forum has grown from a tender sapling into a towering tree. This fills me with deep pride and satisfaction.

    Although China and the LAC region are geographically distant, the bonds of our friendship stretch back through centuries. As early as in the 16th century, Nao de China, or “Ships of China,” laden with friendship, shuttled across the Pacific, marking the dawn of interactions and exchanges between China and the LAC region. From the 1960s onward, as New China established diplomatic ties with some LAC countries, exchanges and cooperation between the two sides became closer and closer. Since the turn of the century and in particular in recent years, China and LAC countries have ushered in a historic era of building a shared future.

    We stand shoulder to shoulder and support each other. China appreciates the long-standing commitment of LAC countries that have diplomatic ties with China to the one-China principle. China firmly supports LAC countries in pursuing development paths suited to their national conditions, safeguarding sovereignty and independence, and opposing external interference. In the 1960s, mass rallies and demonstrations took place across China in support of the Panamanian people’s rightful claim to sovereignty over the Panama Canal. In the 1970s, during the Latin American campaign for 200-nautical-mile maritime rights, China voiced its resolute and unequivocal support for the legitimate demands of developing countries. For 32 consecutive times since 1992, China has consistently voted for the United Nations (U.N.) General Assembly resolutions calling for an end to the U.S. embargo against Cuba.

    We ride the tide of progress together to pursue win-win cooperation. Embracing the trend of economic globalization, China and LAC countries have deepened cooperation in trade, investment, finance, science and technology, infrastructure, and many other fields. Under the framework of high-quality Belt and Road cooperation, the two sides have implemented more than 200 infrastructure projects, creating over a million jobs. The China-LAC satellite cooperation program has set a model for high-tech South-South cooperation. The inauguration of Chancay Port in Peru has established a new land-and-sea connectivity link between Asia and Latin America. China has signed free trade agreements with Chile, Peru, Costa Rica, Ecuador, and Nicaragua. Last year, trade between China and LAC countries exceeded US$500 billion for the first time, an increase of over 40 times from the beginning of this century.

    We unite in tough times to conquer challenges through mutual support. China and LAC countries have collaborated on disaster prevention, mitigation and relief and on joint response to hurricanes, earthquakes and other natural disasters. Since 1993, China has dispatched 38 medical teams to the Caribbean. When the pandemic of the century struck, China was among the first to offer assistance to LAC countries, providing over 300 million doses of vaccines and nearly 40 million units of medical supplies and equipment, and sending multiple teams of medical experts. All this helped protect the lives of hundreds of millions across the region.

    We uphold solidarity and coordination and rise to global challenges with resolve. Together, China and LAC countries champion true multilateralism, uphold international fairness and justice, advance global governance reform, and promote multipolarization of the world and greater democracy in international relations. We have worked together to address global challenges like climate change, and advance progress in global biodiversity governance. China and Brazil jointly issued a six-point common understanding on the political settlement of the Ukraine crisis, which has been endorsed by more than 110 countries, contributing our wisdom and strength to resolving international hotspot issues.

    Facts have shown that China and LAC countries are advancing hand in hand as a community with a shared future. This community of ours is founded upon equality, powered by mutual benefit and win-win, invigorated by openness and inclusiveness, and dedicated to the people’s well-being. It exhibits enduring vitality and holds immense promise.

    The century-defining transformation is accelerating across the globe, with multiple risks compounding one another. Such developments make unity and cooperation among nations indispensable for safeguarding global peace and stability and for promoting global development and prosperity. There are no winners in tariff wars or trade wars. Bullying or hegemonism only leads to self-isolation. China and LAC countries are important members of the Global South. Independence and autonomy are our glorious tradition. Development and revitalization are our inherent right. And fairness and justice are our common pursuit. In the face of seething undercurrents of geopolitical and bloc confrontation and the surging tide of unilateralism and protectionism, China stands ready to join hands with our LAC partners to launch five programs that advance our shared development and revitalization, and contribute to a China-LAC community with a shared future.

    The first is Solidarity Program. China will work with LAC countries to support each other on issues bearing on our respective core interests and major concerns. We must enhance exchanges in all fields, and strengthen communication and coordination on major international and regional issues. In the next three years, to facilitate our exchanges on national governance best practices, China will invite 300 members from political parties of CELAC member states every year to visit China. China supports the efforts by LAC countries in increasing their influence on the multilateral stage. We will work with LAC countries to firmly safeguard the international system with the U.N. at its core and the international order underpinned by international law, and to speak with one voice in international and regional affairs.

    The second is Development Program. China will work with LAC countries to implement the Global Development Initiative. We will resolutely uphold the multilateral trading system, ensure stable, unimpeded global industrial and supply chains, and promote an international environment of openness and cooperation. We should foster greater synergy between our development strategies, expand high-quality Belt and Road cooperation, and bolster cooperation in traditional areas such as infrastructure, agriculture and food, and energy and minerals. We should expand cooperation in emerging areas such as clean energy, 5G telecommunications, the digital economy and artificial intelligence, and carry out the China-LAC Science and Technology Partnership. China will increase imports of quality products from LAC countries, and encourage its enterprises to expand investment in the LAC region. We will provide a RMB66 billion yuan credit line to support LAC countries’ development.

    The third is Civilization Program. China will work with LAC countries to implement the Global Civilization Initiative. We should uphold the vision of equality, mutual learning, dialogue, and inclusiveness between civilizations, and champion humanity’s common values of peace, development, fairness, justice, democracy, and freedom. We should enhance China-LAC civilizational exchanges and mutual learning, including through a conference on China-LAC inter-civilizational dialogue. We should deepen cultural and artistic exchanges and cooperation, and hold the Latin American and Caribbean Arts Season. We should strengthen exchanges and cooperation in cultural heritage fields such as joint archaeological projects, conservation and restoration of ancient and historic sites, and museum exhibitions. We should also carry out collaborative studies of ancient civilizations and enhance cooperation to combat illicit trafficking of cultural property.

    The fourth is Peace Program. China will work with LAC countries to implement the Global Security Initiative. China supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean. The two sides should cooperate more closely in disaster governance, cybersecurity, counterterrorism, anti-corruption, narcotics control and combating transnational organized crime so as to safeguard security and stability in the region. China will organize law enforcement training programs tailored to the needs of CELAC member states, and do our best to provide equipment assistance.

    The fifth is People-to-People Connectivity Program. In the next three years, China will provide CELAC member states with 3,500 government scholarships, 10,000 training opportunities in China, 500 International Chinese Language Teachers Scholarships, 300 training opportunities for poverty reduction professionals, and 1,000 funded placements through the Chinese Bridge program. We will initiate 300 “small and beautiful” livelihood projects, actively promote vocational education cooperation programs such as Luban Workshop, and support CELAC member states in developing Chinese language education. We will also launch an exhibition of Chinese films and TV programs under The Bond, and work with LAC countries to translate and introduce 10 premium TV dramas and audiovisual programs annually to each other. China will host the China-LAC tourism dialogue with LAC countries. To facilitate friendly exchanges, China has decided to implement a visa exemption for five LAC countries as the first step, and will expand this policy coverage at proper times.

    As an 11th-century Chinese poet wrote, “Life’s greatest joy comes from finding kindred spirits.” Latin America has a similar proverb which goes, “The one who has a friend has a treasure.” No matter how the world changes, China will always stand by LAC countries as a good friend and a good partner.     Tens of thousands more patients receiving crucial scans quicker

    More people were seen faster for scans including endoscopies, ultrasounds, and MRIs

    Tens of thousands more patients are getting crucial diagnostic scans within weeks under the government’s Plan for Change to slash NHS waiting times. 

    Latest data shows 44,000 fewer people were waiting more than six weeks for procedures like endoscopies, ultrasounds and MRIs compared to February last year. 

    It means some patients being referred for suspected illnesses including heart conditions, spinal cord injuries and various cancers could be diagnosed faster, helping save lives. 

    The government is continuing to expand Community Diagnostic Centres (CDCs) nationwide, offering 12-hour, seven-day access to vital tests and appointments.

    The expansion is funded from the extra £26 billion investment in the health service delivered at the Autumn Budget, bringing care closer to communities who need it. 

    Health and Social Care Secretary Wes Streeting said: 

    I’ve been honest that fixing our NHS will be a long road, but this government is bringing in the investment and reform that’s needed to get us there. 

    The additional diagnostic capacity we’ve unlocked isn’t just about numbers on a spreadsheet – it’s about giving people their lives back.  

    Every ultrasound, MRI or endoscopy represents someone who can now plan their future with certainty rather than fear.  

    Through our Plan for Change, we will get our NHS back on its feet and make it fit for the future.

    There are currently 169 conveniently located Community Diagnostic Centres (CDCs) across the country, bringing care closer to patient’s doorsteps.

    Many of these will be opened 12 hours a day, seven days a week where possible, making it easier for people to get their tests and appointments done at a time that suits them. 

    Between July and February, around 4.5 million tests, checks and scans were carried out in CDCs – a 50% increase on the previous year. 

    This equates to 18,000 more checks being delivered every day for patients to diagnose some of the biggest killers – including cancer and heart disease. 

    Dr Rhydian Phillips, Director of Diagnostics and Transport at NHS England, said:

    Community Diagnostics Centres are vital in helping ensure patients can get the all-clear or be diagnosed and treated for a range of conditions as quickly as possible.

    They are helping us to see more people than ever before and are at the heart of communities in locations that are more convenient for patients – with some even popping up in shopping centres.

    NHS staff are working incredibly hard to provide more tests and checks, while our campaigns encouraging people to come forward with worrying signs are also hugely important. If anyone has any health concerns, we would urge them to seek help and advice as it could save their life.

    More patients are being seen faster across the NHS thanks to the government’s push to slash waiting times and tackle the inherited waiting list of 7.6 million. 

    Since July, more than 3 million extra elective care appointments have been rolled out, ensuring more patients can get assessed and treated more quickly. 

    And the drive is having a big impact on cancer care, with an extra 80,000 patients having cancer diagnosed or ruled out within 28 days. 

    The progress forms part of the government’s wider Plan for Change and its drive to meet the NHS standard that 92 per cent of patients are treated within 18 weeks by the end of this Parliament.

    Boost for British green aviation fuel production to support jobs and lift off emerging industry

    New sustainable aviation fuel (SAF) measures will support aviation expansion and meet decarbonisation goals.

    New measures to help the UK take off as a world leader in sustainable aviation fuel (SAF), supporting the growth in the industry and jobs across the country, were introduced today in Parliament (14 May 2025).

    With decarbonisation key to accelerating expansion plans, the government has also announced an additional £400,000 of funding for producers so that new clean fuels can get to market quicker, speeding up the UK’s path to green flying.  

    SAF is an alternative to fossil jet fuel, which reduces greenhouse gas emissions on average by 70% on a lifecycle basis. While the fuel is more costly to produce than jet fuel, the government’s SAF measures protect industry and consumers from excessive costs.

    In addition, the revenue certainty mechanism (RCM) will keep ticket price changes minimal – keeping fluctuations to £1.50 a year on average – and will be industry funded through a levy on aviation fuel suppliers. The Department for Transport (DfT) will continue to engage with industry on the details of the RCM, including pricing.  

    A new round of government funding is also being announced, to offer fuel producers a share of £400,000 to support the testing and qualification of green fuels, helping to get them to market quicker. This support for producers follows £63 million of funding made available through the Advanced Fuels Fund this year.  

    Taken together, the government’s commitments on green fuels will help deliver on its missions to kickstart economic growth via job creation, become a clean energy superpower and will allow the UK to go further and faster with expansion plans, giving a boon to the tourism industry. 

    Aviation Minister, Mike Kane, said:  

    I want to see a golden age for green aviation and today sees take off for sustainable flights. 

    Aviation continues to be one of the fastest growing and most integral parts of the UK’s economy, offering more jobs across engineering, tourism and hospitality – and as we support aviation expansion, we need to move at full throttle towards decarbonisation.

    We are making the UK one of the best places in the world to produce sustainable aviation fuel, putting the pedal down on growth and boosting job opportunities across the country as part of the Plan for Change.

    The new legislation will help industry meet its requirements under the SAF Mandate, introduced in January this year, which specifies that at least 10% of all jet fuel used in flights taking off from the UK from 2030, be made with sustainable fuel, rising to 22% by 2040.  

    The new financial mechanism is another display that the UK is rock solid in its commitment to building a prosperous hub for homegrown sustainable fuel production. Furthermore, this vital update provides SAF producers and the industry at large the confidence and stability to plough investment into clean energy. 

    The government’s approach on low carbon fuels could add up to £5 billion to the economy by 2050 and position the UK as a global hub for SAF production.

    Tim Alderslade, Chief Executive of Airlines UK, said: 

    This is a welcome announcement given the importance of the RCM to commercialising and scaling-up SAF production in the UK, a technology key to decarbonising aviation by 2050. A UK SAF industry, kick-started by the RCM and SAF Mandate, can create tens of thousands of jobs across the country whilst supporting our world-class aviation sector to deliver economic growth.

    We look forward to working with government on scheme design and how contracts are allocated, so that we balance the need to deliver the SAF required to support mandate compliance, whilst keeping costs as low as possible through a competitive and transparent bidding process that places the consumer at its heart.

    We hugely welcome the publication of this important legislation. SAF is a crucial element in the plan to decarbonise aviation as it can be used in existing aircraft with existing infrastructure.
