  • MIL-OSI Europe: Briefing – Ecosystem-based approach to fisheries management – 06-05-2025

    Situated at the intersection between economic and environmental interests, the term ‘ecosystem-based approach’ has shaped the discussion on fisheries management for many years and is currently widely used in the context of ocean governance. There is, however, not necessarily a common understanding of what the approach implies. Different terms as well as a number of different definitions and concepts exist, depending on the entity using them. Two major concepts, the incremental and the holistic method, can be applied for putting the approach into practice. The main difficulties hindering its further deployment in the context of fisheries policy are: knowledge gaps, complex decision-making, and a lack of an interdisciplinary implementing framework. Given these challenges, the common fisheries policy remains dominated by the conventional single-species approach. The European Parliament has repeatedly argued in favour of a further development of the approach in EU policies, and current research points in this direction.

    On Friday, 25 April 2025, an emergency meeting was announced at Apollo Vredestein’s factory in Enschede. The worst-case scenario is likely to happen: the loss of 500 employees[1]. In 2021, with a broad interpretation of the state support rules, Hungary invested in an alternative production site, and it is likely that production in Enschede will be relocated to there[2].

    • 1.The Commission has previously stated that the state support provided by Hungary was permissible. Now the factory in Enschede will have to close, and this production will be relocated to Hungary. Can the Commission state its view of these developments?
    • 2.Given this new production site and the recent developments, can the Commission take another look at the state support that Hungary has granted to Apollo Tyres?
    • 3.Does the Commission agree with me that it is not desirable for different interpretations of state support rules in Member States to lead to unfair competition, and what does the Commission intend to do about this?

    Fertilisers are one of the main factors in agricultural production. Their use contributes to the high-volume quality production of agri-food products and is directly linked to the food security of the entire European Union. It is worth noting that the geographically uneven distribution of the raw materials necessary for their production makes the fertiliser sector dependent on non-EU countries. At the same time, the extremely high energy costs of production in the EU constitute the European fertiliser industry’s main problem, directly affecting the prices of its final products as well as food production.

    These particular characteristics of the European fertiliser sector make it vulnerable to crises, resulting in loss of competitiveness, continuous reduction in production and often the closure of production units (in the recent energy crisis, 70 % of European factories closed) and loss of jobs.

    In view of the above:

    • 1.How does the Commission intend to address the increased costs of production and its adequacy, in order to strengthen the competitiveness of the European fertiliser industry and at the same time the strategic and food autonomy of the entire Union?
    • 2.Does the Commission intend to put in place targeted measures to support the large number of small and medium-sized enterprises active in the fertiliser sector, and in particular in Greece?

    The use and operation of patient registries for people living with dementia vary considerably across Member States – some have detailed registries of people diagnosed with the condition and others have little aggregated data on people living with the condition.

    Such registries can be vital in planning and providing care and support services for people living with dementia and serve as a tool for determining effective public health interventions, including across primary, secondary and tertiary prevention.

    Given this disparity and the opportunity for added value by the EU’s health and digital programmes:

    • 1.What work is the Commission undertaking to use programmes such as EU4Health, or other relevant funding streams, to support Member States in developing their own national dementia registries?
    • 2.Furthermore, does the Commission envisage developing resources and dedicated support for initiatives, similar to what it supports through the European Network of Cancer Registries[1], to support the standardisation and interoperability of dementia registries between Member States?
    • 3.At European level, does the Commission intend to develop an equivalent to the ‘European Cancer Inequalities Registry’[2] for dementia?

    On 20 June 1995, an agreement was signed between the Republic of Bulgaria and the Hellenic Republic to open three new border crossing points (BCPs) and their adjoining road links no later than the end of 1998.

    Bulgaria has completed work on a new road section and the Rudozem-Xanthi BCP, thereby completely fulfilling its commitment to construct and put into service the last of the three BCPs agreed with the Hellenic Republic.

    The Hellenic Republic claims that the road has not been completed – despite being co-financed with funds from the EU’s interregional cooperation programme Interreg Greece-Bulgaria 2014-2020, with a final reporting deadline of 31 March 2025 – and, instead, a metal fence and concrete barriers have been erected on the Greek side, making it impossible to cross the border, even on foot.

    Given that Bulgaria has been a full member of the Schengen area since 1 January 2025:

    • 1.How does the Commission view the fact that the long-awaited Rudozem-Xanthi road section remains inaccessible to transport, in view of the commitments under the Schengen Borders Code?
    • 2.What does the Commission estimate the lost benefits arising from this delay to be in terms of failing to reduce transport pressure or comply to with Vision Zero for reducing road accident victims by 2050?
    • 3.What immediate steps will the Commission take to make transit possible and ensure proper connectivity between Rudozem and Xanthi?

    The Greek islands have artists who produce exceptional creations, usually intended for the local tourist market, as they are linked to the tradition, raw materials and the overall product of each small place. Local island production supports a small productive ecosystem, contributing to the final tourist product. With the challenges that insularity entails, especially on the smaller islands, many artists are particularly tested by choosing to remain in their location and profession, mainly due to feelings of patriotism and not the possibility of substantial profit. It is noted that local artists are under pressure from mass production, mainly from non-EU countries, but also from the difficulty of securing their intellectual property rights.

    In Portugal (Azores, Madeira with 4-9 %), in Spain (Canary Islands, max.7 %) and in France (Guadeloupe, Martinique) clearly more favourable tax rates are currently in force compared to the mainland.

    Unfortunately, in Greece the previously existing low rates were abolished by the 2015 memorandum, with disastrous results for the small producers/artisans of our islands. It seems that in sales of local artistic creations/souvenirs, the tax is essentially equal to the profit made by the artists/artisans (approximately one quarter of the price).

    In view of the above:

    • 1.With Greece showing ‘high primary surpluses’ and moving to ‘early repayment of memorandum loans’, does the Commission consider that there is room to support the producers/artisans of the Greek islands?
    • 2.Is there a framework for the technical briefing of the Greek Government on good practices on other European islands?

Romania is facing serious problems: over 60 % of wastewater is not properly treated, 23 % of drinking water is lost due to ageing infrastructure, and under 10 % of agricultural land is irrigated, with no real-time access to data on water resources.

    In light of these challenges and the objectives of the upcoming European Water Resilience Strategy, would the Commission please answer the following questions:

    • 1.How does the Commission intend to support farmers with limited financial and technical resources in remedying the lack of infrastructure and increasing water efficiency in agriculture?

    According to Presidential Decree 194/2025, which entered into force on 15 April 2025, new building rules were established for settlements with a population of fewer than 2,000 inhabitants in Greece. Specifically, the decree establishes minimum building area limits for plots, ranging from 300 to 2,000 square metres, depending on the development zone and the characteristics of the settlement. This regulation has raised concerns, as it may lead to the depreciation of small and medium-sized property in rural and island areas, limiting the possibility of building on smaller plots that were previously considered to be complete and buildable. Furthermore, there is a fear that the new legislation will favour large investors, who will acquire undervalued properties and, through local urban planning processes, convert them into building plots, leading to further land concentration.

    Taking into account the European policy of protecting property and promoting sustainable development in rural areas:

    • 1.How does the Commission assess the compatibility of Presidential Decree 194/2025 with EU principles on the protection of property and the balanced development of rural areas?
    • 2.Does the Commission intend to examine the implications of this regulation and propose measures to protect small property owners and prevent the concentration of land in a few hands?

    According to the Hellenic Statistical Authority (ELSTAT), unemployment in Greece in February 2025 was 8.6 %, (404,581 people), while those registered at the Greek Public Employment Service (DYPA) numbered 960,134 (21 %). Here we have two services presenting different figures, with a discrepancy of over 500,000 unemployed people. ELSTAT, like the EU-LFS, the main source of data on unemployment in the EU, relies on sample surveys to calculate unemployment. ELSTAT follows the definitions of Eurostat and the ILO. It does not consider those who have worked even one hour a week, those who are not immediately available for work or those who have become discouraged and have stopped looking for work to be unemployed.

    Furthermore, out of 960,134 people registered unemployed, only 26.8 % were receiving unemployment benefit. In the same vein, the EU and governments are strengthening punitive provisions against the unemployed, with cuts in benefits, deprivation of the status of being unemployed and exclusion from all support.

    In view of the above:

    • 1.What is the Commission’s position on the fact that, under EU guidelines, a large number of those deprived of the right to work do not receive any support, as they are not considered unemployed, and furthermore, three out of four officially unemployed people do not receive the meagre unemployment benefit?
    • 2.What is the Commission’s position on the increase in the number of unemployed people excluded from the benefit due to its contributory nature under the new ‘unemployment subsidy’ system, a result of the EU Recovery and Resilience Facility?

    The move is expected to provide about 1 trillion yuan (about $138.9 billion) in long-term liquidity, People’s Bank of China Governor Pan Gongsheng said.

    BEIJING, May 7 (Xinhua) — The establishment of the China-Russia Library Union was announced at the Heihe Institute on Tuesday, the Zhongxinshe News Agency reported.

    The new organization was established on the initiative of the Heihe Institute Library in the city of the same name in Heilongjiang Province in northeastern China and the Amur Regional Scientific Library. It represents the first platform for activating bilateral cooperation in the field of library science.

    At the founding meeting held on the same day, the union’s board was elected and a mechanism for long-term cooperation was created.

    The China-Russia Library Union aims to strengthen bilateral cooperation in the joint creation and sharing of digital resources and multilingual information services.

    The scientific seminar, which was held as part of the founding meeting, was attended by the Director General of the Russian State Library, President of the Russian Library Association Vadim Duda, Director of the Library of the Harbin Institute of Technology Liu Hongwei and more than 70 experts from both sides.

    BEIJING, May 7 (Xinhua) — A river service between the Chinese city of Fuyuan (Heilongjiang Province) and Khabarovsk was launched on Wednesday, the Zhongxinshe news agency reported.

    The Chinese ship “Lunhan Guoji-102” with 55 passengers on board left the port of Fuyuan early in the morning and headed along the Heilongjiang River (Amur) to Khabarovsk, which is located 65 km to the northeast of it.

    Fuyuan Port in the city of the same name in Heilongjiang Province in northeastern China is the country’s first-class checkpoint and China’s easternmost border crossing. The Fuyuan-Khabarovsk river service runs annually from early May to late October. -0-

    Tashkent, May 7 /Xinhua/ — China has become the main supplier of passenger cars to Uzbekistan in the first quarter of 2025, the National Statistics Committee of the Republic of Uzbekistan reported on Tuesday.

    “In January-March 2025, 6,950 passenger cars worth a total of 115.1 million US dollars were imported to Uzbekistan from abroad,” the report says.

    It is noted that among partners, China took first place and delivered 5,235 units of cars to Uzbekistan. The Republic of Korea took second place /1,425 units/, and India took third place /144/.

    Let us recall that in 2024, 74.7 thousand passenger cars were imported to Uzbekistan, among the suppliers of approximately 61 thousand passenger cars were from China. –0–

    ISLAMABAD, May 7 (Xinhua) — At least eight civilians, including a child, were killed, 35 others were injured and two were missing after India fired missiles at six targets in Pakistan, including areas in Pakistan-administered Kashmir, on Wednesday morning, Inter-Services Public Relations (ISPR) chief Lieutenant General Ahmed Sharif Chaudhry said in a video message.

    According to him, India carried out 24 strikes on six civilian targets.

    Moscow/Nanjing, May 7 (Xinhua) — “Thank you for finally finding me,” Alexey Orekhov wrote in a red contact book for relatives of heroes in the Moscow region on the evening of April 30. The book, from the Anti-Japanese War Pilot Martyrs’ Memorial Museum in Nanjing, east China’s Jiangsu Province, was delivered to Moscow by Xinhua correspondents from Nanjing.
