    Temporary export bars have been placed on two paintings by 18th century Italian artist Agostino Brunias

    Export bars have been placed on two paintings of the island of St Vincent by 18th century artist Agostino Brunias. 

    Both paintings depict the island through the lens of the British Empire, with one showing the signing of a treaty and the other a representation of Indigenous life. 

    The Minister’s decision follows the advice of the Reviewing Committee on the Export of Works of Art and Objects of Cultural Interest.

    The Committee found that ‘Sir William Young Conducting a Treaty with the Black Caribs on the Island of St Vincent’ met the first and third Waverley criteria for its connection with our history and national life. In addition, the Committee found that ‘A family of Charaibes in the Island of St Vincent’ met the third Waverley criterion for its significance to the study of the history of slavery and colonialism. 

    The decision on the export licence applications for both paintings will be deferred for a period ending on 15 July 2025 inclusive. At the end of the first deferral period owners will have a consideration period of 15 Business Days to consider any offer(s) to purchase one or both the paintings.

    Sir William Young Conducting a Treaty with the Black Caribs on the Island of St Vincent is set at the recommended price of £240,000 (plus VAT of £8,000). The second deferral period will commence following the signing of an Option Agreement and will last for three months.

    A family of Charaibes in the Island of St Vincent is set at the recommended price of £180,000 (plus VAT of £6,000). The second deferral period will commence following the signing of an Option Agreement and will last for three months.

  • MIL-OSI: 84% of Organizations’ SOC Analysts are Unknowingly Investigating the Same Incidents

    BOSTON, April 16, 2025 (GLOBE NEWSWIRE) — Devo Technology, the security data analytics company, today unveiled the results of a new survey examining alert management in security operations centers (SOCs) and the growing need for a shift to an Alertless SOC. The Evolution Toward an Alertless SOC report found that the current alert-centric SOC architecture creates numerous pain points for analysts, including duplicated work.

    Organizations reported that their analysts spend significant time manually gathering evidence from different tools, enriching data, and cross-checking data to understand if new alerts are connected to already-known incidents. More specifically, the survey found that:

    • 83% of analysts are overwhelmed by alert volume, false positives, and lack of alert context.
    • 85% of analysts spend substantial time gathering and connecting evidence to transform an alert into an actionable security case.

    The alert-centric model also duplicates work, wasting analysts’ already limited time. A staggering 84% of organizations report that SOC analysts unknowingly investigate the same incidents several times a month or more. More specifically, 60% reported discovering duplicated investigations at least once per week.

    Under-delivery from tools and a reactive approach hinders SOC efficiency
    The study showed that analysts are more likely to take a reactive approach, working in response to alert notifications rather than proactively investigating and threat hunting. In total, 47% say they primarily discover security incidents through alerts, compared with just 33% who say discovery comes primarily through proactive investigation.

    The under-delivery of tools in the SOC technology stack exacerbates this reactive approach. When asked to rank the top capabilities that are not meeting expectations, organizations cited case management (77%), threat intelligence integration (76%), reporting metrics (75%), investigation workflow automation (75%), and alert prioritization accuracy (73%).

    “Even with best-in-class technology and highly-skilled teams, the alert-centric model still leaves SOC analysts overwhelmed,” said Rakesh Nair, chief technology officer at Devo. “As AI-enhanced threats become more prevalent, it’s more important than ever to free analysts’ time to focus on proactive investigation to maintain and improve organizations’ security posture.”

    Organizations are ready to level up AI use in the SOC
    While AI adoption in the SOC is widespread, current use cases are focused on basic functions like alert severity (47%), response triggers (42%), and anomaly detection (41%). A significant opportunity exists to leverage AI for more impactful, proactive security measures. Despite high demand, fewer than one in three organizations use AI for automated alert triage, and only 36% use it for alert enrichment, both critical for reducing manual labor. However, organizations are eager to advance within the next year:

    • 82% want to prioritize proactive investigations instead of reactive alert responses.
    • 81% aim to enhance alert correlation and enrichment.
    • 80% seek cost-effective methods to analyze broader data sources.

    The city of Portsmouth recently hosted a significant visit from Jason Guidry, Director of Trade and International Partnerships from Halifax Partnership Canada, along with a large delegation of Canadian businesses. This four-day event, held from 7 to 10 April aimed to foster new business relationships and explore collaborative opportunities between Portsmouth and Halifax, Nova Scotia.

    The visit commenced with an event hosted by Maritime UK Solent at the Portsmouth Historic Dockyard, bringing together over 70 Solent-based and Canadian businesses. This gathering provided a platform for sharing maritime business opportunities.

    Following on from the first day, Jason Guidry then had personal meetings with 14 Portsmouth businesses across the city who were interested in diversifying their supply chain by finding trading partners and new markets and customers in Canada.

    The discussions focused on expanding opportunities in data and digital services, life sciences, satellite applications and maritime. Additionally, both sister cities are keen to explore partnerships between naval bases and ports, visitor economy links, and best practices in clean technology and sustainability.

    The capital has stepped up control over compliance with fire safety rules in green areas. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “In connection with the onset of the fire-hazardous period, control over compliance with fire safety rules in green areas has been strengthened, and additional measures have been taken to prevent possible wildfires. Firefighters and rescuers of the capital’s garrison are conducting enhanced patrols to identify cases of unauthorized burning of garbage and grass burning,” noted Petr Biryukov.

    In the Troitsky and Novomoskovsky administrative districts, comprehensive work is being carried out to prevent natural fires. In particular, fire-prevention and mineralized strips are being arranged, and double plowing of areas near residential buildings is being carried out.

    Additionally, water intake sites for aircraft are being examined, approaches to reservoirs and piers are being equipped, and helicopter pads are being prepared. In addition, control over the removal of garbage and dry grass, as well as the cutting down of hazardous trees, has been strengthened.

    Much attention is paid to preventive measures: explanatory talks are held with city residents, and leaflets with recommendations on compliance with fire safety measures are distributed.

    Co-created by a diverse group of 16 young people, Walking with Wolves is a reflection on their experiences of growing up in Wolverhampton, intertwined with the city’s rich industrial heritage, high street, and architectural landscape. Through art, they envision a hopeful future where young voices shape the city, empty buildings are revived, and community thrives at the heart of Wolverhampton.

    A brand-new community cafe has opened its doors in Cringle Park, Levenshulme.

    The construction of the new eco-style cafe and accessible toilet provision has just been completed, and the work complements several other recent investments in Cringle Park, including upgraded competition standard tennis courts, outdoor gym equipment, improvements to the play area and a new zip wire.

    The Lord Mayor, Councillor Paul Andrews officially opened the new cafe and toilet facilities. A host of activities featuring tennis and karate taster sessions and spoken word recitals were just some of the activities taking place to mark the occasion.

    Councilllor Lee-Ann Igbon Executive Member for Vibrant Neighbourhoods said:

    “We’ve created a strong partnership with the community in Cringle Park and the result is this fantastic new cafe and toilet facility where people can relax, enjoy quality food and drinks and feel part of the wider community.

    “We are investing in our parks with our communities as they are places where people can enjoy nature, play sport and feel pride in their park – they are not just green spaces, they bring people together and are beneficial for both our physical and mental health.

    Grounded MCR CIC, a social enterprise dedicated to supporting community mental health has been awarded the contract to operate the café -it is led by residents, Kerry and Natalie Lobel. They provide employment opportunities for individuals experiencing anxiety, allowing them to work at their own pace in an inclusive and understanding environment.

    This is the first new cafe to open in a park in several years and is part of the refreshed parks action plan and wider parks strategy, which aims to continue building on partnerships with community groups to improve and enhance local park service provision as well as generating income into the service.

    A national charity will be expanding its services in Coventry – including a new outreach mobile welfare van – to support people with support for substance misuse.

    Coventry City Council has commissioned services from Change Grow Live (CGL) providing crucial drug and alcohol services in the city. The Coventry-based service will continue to lead on a series of programmes in the city.

    The programmes include an expansion of its services – all aimed at improving accessibility, efficiency and outcomes for individuals and families affected by substance use. Among the expanded services is a new mobile unit that will deliver health outreach support in the community. The mobile welfare van carries the message ‘rooted in the community’ and will be used to increase access to services.

    CGLs contract was renewed 1 April 2025, bringing together support for substance use, mental health and broader health inequalities. The new contract will also include extended opening hours, and comprehensive triage assessments, to reduce waiting times, improve continuity of care and enhance access to support.

    New parts of the service include:

    Alcohol detox programme

    The service will deliver an enhanced community alcohol detox programme, providing a higher level of supervision and care for individuals in a community setting. To improve accessibility, a mobile welfare van is being introduced, to enable the delivery of essential health and harm reduction services to hard-to-reach areas of Coventry.

    Recovery Hub

    A brand-new Recovery Hub will be opened. This will be a free and open space that holds fitness equipment, accessible technology and much more. The hub will continue the joint working and collaboration with partner agencies; Intuitive Thinking Skills and Work4All. The focus will be on ensuring a coordinated, individual and holistic approach.

    Family support

    The service has also taken the opportunity to expand its family support offering and will be working with ADFAM, a leading organisation specialising in family-focused support. This will build on the current group support available, by providing one-to-one assistance to better support long-term recovery and their families.

  • MIL-OSI Global: Pope Francis and Laudato Si’: an ecological turning point for the Catholic Church

    On May 24, 2015, Pope Francis signed his encyclical Laudato Si’ – “Praise be to you” in medieval Italian. This letter to Roman Catholic bishops was no half measure: it took many Catholics by surprise with its uncompromising conclusions and call for an in-depth transformation of our lifestyles. In France, it managed to bring together both conservative currents – such as the Courant pour un écologie humaine (Movement for a Human Ecology), created in 2013 – and more open-minded Catholic intellectuals such as Gaël Giraud, a Jesuit and author of Produire plus, polluer moins: l’impossible découplage? (Produce more, Pollute Less: the Impossible Decoupling?).

    The Pope was taking a cue from his predecessors. Benedict XVI, John Paul II and Paul VI had also expressed concern about the dramatic effects of an abusive exploitation of nature on humanity:

    “Man is suddenly becoming aware that by an ill-considered exploitation of nature he risks destroying it and becoming in his turn the victim of this degradation.”

    The “green” pope

    In the text, Pope Francis describes a situation in which the environment is deteriorating rapidly:

    “There is […] pollution that affects everyone, caused by transport, industrial fumes, substances which contribute to the acidification of soil and water, fertilizers, insecticides, fungicides, herbicides and agrotoxins in general.” (§-20)

    The “green” pope published Laudato Si’ on June 18, 2015, a few months prior to the Paris climate conference. The aim was to raise public awareness around the challenges of global warming by creating a relational approach that included God, human beings and the Earth. It was the first time an encyclical had been devoted wholly to ecology.

    In it, the Pope voiced his concern about the effects of global warming:

    “Warming has effects on the carbon cycle. It creates a vicious circle which aggravates the situation even more, affecting the availability of essential resources like drinking water, energy and agricultural production in warmer regions, and leading to the extinction of part of the planet’s biodiversity.” (§-24)

    Criticizing a “technocratic paradigm”

    Since Pope Leo XIII’s Rerum Novarum, the various social encyclicals have consistently rejected the liberal idea of a society solely regulated by the smooth functioning of the market. The French sociologist of religion Émile Poulat summed up the Church’s position perfectly in 1977 in his book Église contre bourgeoisie. Introduction au devenir du catholicisme actuel, in which he writes that the Church “never agreed to abandon the running of the world to the blind laws of economics”.

    In 2015, Pope Francis rejected technical solutions that would not truly be useful, as well as the belief in the redeeming virtues of a self-regulating market. He accused “the technocratic paradigm” of dominating humankind by subordinating the economic and political spheres to its logic (§-101). His comments are reminiscent of the unjustly forgotten French Protestant philosopher Jacques Ellul and his idea of a limitless “self-propulsion” of technology, which has become the alpha and omega of our societies.

    The pope’s charge against the supposed virtues of the market was spectacular. Among others, he criticized the following:

    • overconsumption in developed countries:

    “Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending.” (§-203);

    • the glorification of profit and a self-regulating market:

    “Some circles maintain that current economics and technology will solve all environmental problems.” (§-109);

    • the hypertrophy of speculative finance:

    “Politics must not be subject to the economy, nor should the economy be subject to the dictates of an efficiency-driven paradigm of technocracy.” (§-189);

    • the unequal distribution of wealth in the world:

    “In fact, the deterioration of the environment and of society affects the most vulnerable people on the planet: […] the gravest effects of all attacks on the environment are suffered by the poorest.” (§-48);

    • the unequal levels of development between countries, leading Francis to speak of an “ecological debt” owed by rich countries to the least developed ones. (§-51)

    Social justice and shrinking growth

    In Francis’s words, the goals of saving the planet and social justice go hand in hand. His approach is in keeping with the work of the [economist Louis-Joseph Lebret, a Dominican, who in 1941 founded the association Économie et humanisme. Father Lebret wanted to put the economy back at the service of humankind, and work with the least economically advanced countries by championing an approach based on the virtues of local communities and regional planning.

    Pope Francis, for his part, is calling for a radical break with the consumerist lifestyles of rich countries, while focusing on the development of the poorest nations. (§-93). In Laudato Si’, he also wrote that developed countries’ responses seemed insufficient because of the economic interests at stake (§-54).

    This brings us back to the principle of the universal destination of goods – the organizing principle of property defended by the Catholic Church’s social doctrine, which demands that goods be distributed in such a way as to enable every human being to live in dignity.

    In addition to encouraging the necessary technical adjustments and sober individual practices, Pope Francis is urging citizens in developed countries not to be content with half measures deemed largely insufficient. Instead, he is calling for people to make lifestyle changes in line with the logic of slowing growth. The aim is to enable developing countries to emerge from poverty, while sparing the environment.

    “Given the insatiable and irresponsible growth produced over many decades, we need also to think of containing growth by setting some reasonable limits and even retracing our steps before it is too late. […] That is why the time has come to accept decreased growth in some parts of the world, in order to provide resources for other places to experience healthy growth.” (§ -193)

    Nearly 10 years on, Laudato Si’ resonates fully with our concerns. In the United States, Vice President JD Vance and Secretary of State Marco Rubio, who both identify as Catholic, would be well advised to read it anew.

  • MIL-OSI Global: How mobility assistance dogs can improve quality of life in children with cerebral palsy

    Children with cerebral palsy often have difficulty walking, which can affect their relationships with peers and overall quality of life. People with visual impairment can experience similar difficulties with balance, spatial awareness and negotiating obstacles. People with visual impairments have reported that their greatest barrier to improved mobility was the discriminatory attitudes of others. Guide dogs and assistance dogs have tended to improve the quality of life for people with visual impairments, bringing admiration from others and improving confidence and independence.

    Dogs have been trained as mobility aids for ex-war veterans, while others have been trained to help wheelchair users manage daily tasks, such as picking up a dropped sock.

    But for some, a new form of support is offering life-changing assistance: mobility assistance dogs.

    Mobility assistance dogs are trained to provide stability and balance, helping a child navigate crowds and different terrains safely. Dogs for Disabled, a charity in Ireland is training and supplying specially trained assistance dogs as a walking aid for children with cerebral palsy and other physical impairments. Pet-loving families apply to receive a dog from the charity. The dogs are personality matched with a child and trained to help with their walking. This is an innovative practice, not previously targeted at children, so little research has been done in the area.

    Family friend

    My research tests the effects of mobility assistance dogs on the walking pattern, physical activity and the overall effect on the chidren’s quality of life – and that of their families.

    Many of these children (aged 6-12) report that walking with a dog is more socially favourable than holding their parent’s hand or using a metal frame. The dog brings positive attention to the child and gives them a topic of conversation. Parents believe that their children are more motivated to get out and about with the dog, as they enjoy being seen with their new furry friend.

    Parents reported that the dog allows their children to navigate through woodlands and on stony paths with more ease than with a standardised walking device. The dog can react dynamically, sensing the child’s needs and this significantly aids in circumventing obstacles, especially in crowds. Siblings and parents tend to accompany the child on dog walks, improving family fitness and increasing family time together.

    Formal measurement of a walking pattern is performed using 3D gait analysis, a technique using infrared sensors to track the movement pattern of the child. Some of the children with milder cerebral palsy can benefit in their walking pattern by practising walking with the dog, encouraging them to be more upright, to take longer steps and engaging anti-gravity muscles – muscles essential for maintaining an upright posture – more than leaning through a frame. For some children with more walking difficulty, relying on a walker may be more energy conserving, and walking with the dog, although fun, may not be the most practical way for them to get around.

    Wearable sensors were used to track the physical activity levels of the children while with their specially trained dog. Most reported that, with a dog, they walked further and were more likely to go for a walk. And children tended to spend more time at a higher level of physical activity, so a dog encouraged them to get their heart beating a little more, improving their cardiovascular fitness.

    Growing confidence

    For one particular child, a six-year-old boy with cerebral palsy, his overall walking speed and gait quality improved, he was more active after six months with his dog and his quality of life improved. His mum felt her son benefited from positive social reactions from people saying “hello” to the dog, which he loved. He never complained about feeling tired anymore while out walking and he walked further as it became more fun. He now holds onto the dog’s handle instead of the parent’s hand when out in public and this has boosted his confidence as he feels more “normal”.

    The bond between children with cerebral palsy and mobility assistance dogs is a powerful one. These dogs offer not just practical help in navigating the world, but also the emotional support that can lead to increased confidence, independence and social engagement.

    For families facing the challenges of lifelong disability such as cerebral palsy, these dogs are not just animals; they may be life-changing partners that provide invaluable support, both physical and emotional. As awareness of the benefits of mobility assistance dogs continues to grow, hopefully more children with cerebral palsy will have the opportunity to experience the transformative power of a canine companion.

    In a step to strengthen flood resilience in the region last week experts and stakeholders met to share skills.

    More than 50 natural flood management (NFM) experts, land managers, and policymakers gathered in Kirkby Malham on Friday 11 April for the first Yorkshire NFM Community of Practice (CoP) Monitoring Skill Share – a practical and collaborative event designed to improve how we monitor NFM’s impact across the region.

    Supported by Ousewem and the Environment Agency, the event brought together academics, consultants, and practitioners to share knowledge, test equipment, and explore how monitoring can drive better land management, funding decisions, and long-term resilience.

    A shift from data collection to decision-making

    From leaky dams in the Dales to river restoration in the Skell Valley, the morning presentations covered a wide range of real-world case studies – including Ousewem’s own approach, which blends landowner-led visual tools with technical data collection to feed into catchment-scale modelling.

    Dr Steph Bond, Impact Translation Fellow at iCASP, said:

    There’s often uncertainty around why data is being collected or what happens to it. This event helped shift the conversation from just collecting data to using it effectively.”

    The afternoon offered hands-on demonstrations at a local site, where attendees used flow monitoring equipment and discussed practical challenges such as data storage, maintenance, and accessibility.

    From learning to action

    A pre-event survey revealed the wide variety of monitoring methods already in use – from drone footage to simple stage boards. Learning from the day will now feed into a shared resource for the Yorkshire NFM Community of Practice, including:

    • An inventory of equipment and local support contacts
    • Tips on setting up and maintaining kit
    • A draft letter to Defra on improving monitoring support in future funding rounds

  • MIL-OSI Russia: The MOST Theatre is playing “Gudok!” Evgeny Slavutin on the premiere dedicated to young Soviet literature

    On April 17, the premiere of the play will take place on the main stage of the MOST Theatre “Beep!”, dedicated to the legendary editorial board of the newspaper of the same name. Its employees at the dawn of their careers were Valentin Kataev, Eduard Bagritsky, Yuri Olesha and other famous writers. “Kultura Moskvy” talked to Evgeny Slavutin, director, teacher, founder and artistic director of the theater, about choosing a plot for a production, the importance of creative energy and the ability to stay young at any age.

    — Evgeny Iosifovich, why did you decide to stage a play about young Soviet literature now? What makes this topic relevant?

    — Our theatre is young — this is its indisputable advantage and feature, which we try to take into account when choosing material for productions. In this case, we took a certain historical moment into work: young Odessans of the 1920s, passionately interested in poetry, passionately dream of making it and move to Moscow for this purpose.

    The age of our actors coincides with the age of their characters, and this is a good prerequisite for creating a live performance. We allowed the performers in the characters to look further, to go through their life’s journey to the end. This means that the performance will have an important psychological component that will be interesting to both the actors and the audience. Our task is to create a performance that penetrates the soul of the viewer, which will be relevant in its uniqueness. Relevance is not a task, but the result of the work.

    And then, it’s just very interesting material! A completely unique case: all our heroes find themselves in the same editorial office, moreover, in the same premises of the newspaper “Gudok”. Here, an amazing atmosphere of humor and creative energy arises, with the help of which they transform routine, utilitarian work, filling it with the brilliance of wit, turning it into a unique school of literary mastery. They raced to amaze each other, thereby setting a certain trend of cheerful, mischievous, and most importantly, real literature. And at this takeoff, they begin to write their big books. They create them in a festive atmosphere, despite the recent Civil War, hunger and domestic instability. They compose works that will make a splash.

    — You defined the genre of the play as a documentary phantasmagoria. What elements characterize it?

    — The script is based on the memories of real people. But literary memories, which sometimes become documents, are one thing, and a performance in which directors and actors convey the living energy of events, passing them through themselves, is quite another. In our case, through the energy of youth.

    Another important condition is the use of certain artistic techniques that involve the audience in the proposed events. Including a system of monologues built in the form of a direct appeal to the public. In short, this is a document, but played out and fertilized by the actor’s and director’s element.

    — The legendary newspaper “Gudok” was distinguished, among other things, by its amazing sense of humor. Were its satirical nature transferred to the production? What techniques did you use?

    — Satire is a reaction to topical moments in life. And despite the fact that our heroes wrote their newspaper articles brilliantly, the topic is a thing of the past. But a sense of humor is priceless, and we hope we managed to preserve it.

    — The performance was also prepared with the help of the plastic director Vladimir Belyaikin and the director-choreographer Elena Ershova. Does this mean that the audience should expect many dance numbers?

    — The theater requires an actor to demonstrate the ability to work with different capabilities. Not only intonation and voice, psychological expressiveness and authenticity are important, but also control of the body, which must be mobile and rhythmic. I have known Vladimir Belyaikin, winner of the Golden Mask award, for about 30 years. His works are amazing. Elena Ershova started in our theater as an actress, and now she is a candidate of pedagogical sciences, a dance specialist. But I would say that she is a co-director in the performance. Elena prepares dance and plastic numbers that express a certain essence of specific moments of the action. That is, the audience will see not isolated inclusions, but plastic solutions deeply connected with the course of the performance, in which not specially trained dancers take part, but actors.

    — Among the heroes of the play are Valentin Kataev, Eduard Bagritsky, Yuri Olesha, Mikhail Bulgakov, Ilya Ilf and Evgeny Petrov — figures of incredible scale for Russian literature, bright, original. Was it difficult to choose suitable performers for these roles?

    – No, it’s not difficult. We have a very large troupe – about 80 people – talented, charged with art, obsessed people who have gone through our school. Acting talent, in my opinion, consists of obsession with the material and the complex of tasks with which the artist goes on stage.

    A wonderful coincidence occurred here: first we chose the actors, then we looked at photographs of the heroes of our play and were surprised by the striking resemblance.

    — In collaboration with Alexander Vilkin, you once wrote the play “How It Was” based on the works of Ilf and Petrov. Did that experience help you to become even more deeply involved with the characters of the new production?

    – Of course, it helped. Alexander Vilkin is a very talented person. At one time, the play “How It Was” was brilliantly performed at the Moscow Theater of Miniatures, so it was impossible not to use some of the techniques. But still, these are different plays, even in formal moments. In that one there were two hosts – Ilya Ilf and Evgeny Petrov, in “Gudok!” most of the narration is from the point of view of Valentin Kataev, and the story of Ilf and Petrov is just one of the lines.

    — The ability to see and describe life like the characters in a play seems simple, but in reality, not everyone has it. What, in your opinion, will help develop it for those who would also like to become a great writer one day?

    — I have been teaching acting all my adult life: first at the Lomonosov Moscow State University Theatre, and for the last 25 years at the MOST Theatre. And I can say for sure that an actor is born and raised in collective work. You can’t train a person in acting techniques — the same goes for literary creativity. There must be some groups in which interesting cross-pollination occurs. If Ilya Ilf, Yevgeny Petrov, Yuri Olesha, Eduard Bagritsky and Mikhail Bulgakov sit and work in the same room, then most likely something incredible is happening there. They influenced each other willy-nilly, it is no coincidence that all these characters burst into the country’s leading theatre at almost the same time.

    — What is the essence of creativity and the main source of inspiration for you?

    — Passion, youth (at any age) and non-pragmatism. Yes, Alexander Pushkin’s phrase is well-known: “Inspiration is not for sale, but a manuscript can be sold.” But a manuscript must first be born in a state of inspiration. A person must write because he cannot help but write.

    And the source of inspiration for me is our actors. After all, these are people who are not crushed by their profession. People with talent, who unite in our acting school and then stay in the theater. We recruit study groups twice a year and literally after 12 classes we graduate artists who are free, easy and in love with their work. And the question of professionalism does not arise – all viewers note the special, bright energy and intelligent eyes of our actors. I attribute this to the fact that they are not only artists, but also physicists, biologists, journalists, that is, people living in a diverse, multi-tasking world, studying this world in its entirety. And working with such people, sometimes very difficult in the process of achieving those artistic goals that we are working on, endlessly inspires me.

  • MIL-Evening Report: Poll shows Australians hate Trump policies and have lost trust in US, but still strongly believe in alliance

    Australians strongly disagree with key policies of US President Donald Trump, and have overwhelmingly lost trust in the United States to act responsibly in the world, according to the Lowy Institute’s 2025 poll.

    Despite this, 80% of people say the alliance is “very” or “fairly” important for Australia’s security, only fractionally down on last year’s 83%.

    The poll also found people nearly evenly divided on whether Peter Dutton (35%) or Anthony Albanese (34%) would be the better leader to manage Australia’s relations with Trump.

    But Albanese rated much more strongly than Dutton as better able to manage Australia’s relationship with China and President Xi Jinping (45% to 25%).

    Albanese was also well ahead (41%-29%) when people were asked who would be more competent at handling Austrlaia’s foreign policy over the next three years.

    The poll comes as the “Trump effect” has overshadowed the campaign, and increasingly worked against Dutton. Labor has cast Dutton as having looked to the US for policies, such as his proposed cuts to the public service. It has labelled him “DOGEy Dutton”, a reference to Elon Musk’s so-called Department of Government Efficiency (DOGE).

    The Lowy poll of 2,117 people was taken between March 3 and 16. This was after Trump had announced plans for a 25% tariff on steel and aluminium imports, and other tariffs, but before his “Liberation Day” regime which saw a 10% general tariff hitting all countries.

    Trust in the US has plummeted since the last Lowy poll in 2024, with nearly two-thirds of respondents (64%) having little or no trust in the US to act responsibly in the world, compared with 44% a year before.

    This is a new low in the poll’s two-decade history. Trust fell dramatically among older voters. Trust was already relatively low among younger voters, and fell by a smaller margin.

    On various Trump stances, the poll found Australians most disapproving (89%) of Trump’s pressure on Denmark to sell or or hand over its self-governing territory of Greenland to the US.

    More than eight in ten (81%) disapproved of Trump’s use of tariffs to pressure other countries to comply with his administration’s objectives.

    Three-quarters disapproved of the US withdrawing from the World Health Organization (76%) and from international climate change agreements (74%).

    In addition, three-quarters (74%) disapproved of Trump negotiating a deal on the future of Ukraine with Russian President Vladimir Putin that might require Ukraine to accept a loss of territory. The dramatic Oval Office showdown between Ukrainian President Volodymyr Zelensky and US Vice President JD Vance took place just before the survey.

    Australians also disapproved of the US cutting spending on foreign aid (64%) and undertaking mass deportations of undocumented migrants (56%).

    On Trump’s demand that US allies spend more on defence people were, however, evenly divided (49% approved/disapproved).

  • MIL-OSI Global: Pope Francis and Laudato Si’: looking back at an ecological turning point for the Catholic Church

    On May 24, 2015, Pope Francis signed his encyclical Laudato Si’ – “Praise be to you” in medieval Italian. This letter to Roman Catholic bishops was no half measure: it took many Catholics by surprise with its uncompromising conclusions and call for an in-depth transformation of our lifestyles. In France, it managed to bring together both conservative currents – such as the Courant pour un écologie humaine (Movement for a Human Ecology), created in 2013 – and more open-minded Catholic intellectuals such as Gaël Giraud, a Jesuit and author of Produire plus, polluer moins: l’impossible découplage? (Produce more, Pollute Less: the Impossible Decoupling?).

    The Pope was taking a cue from his predecessors. Benedict XVI, John Paul II and Paul VI had also expressed concern about the dramatic effects of an abusive exploitation of nature on humanity:

    “Man is suddenly becoming aware that by an ill-considered exploitation of nature he risks destroying it and becoming in his turn the victim of this degradation.”

    The “green” pope

    In the text, Pope Francis describes a situation in which the environment is deteriorating rapidly:

    “There is […] pollution that affects everyone, caused by transport, industrial fumes, substances which contribute to the acidification of soil and water, fertilizers, insecticides, fungicides, herbicides and agrotoxins in general.” (§-20)

    The “green” pope published Laudato Si’ on June 18, 2015, a few months prior to the Paris climate conference. The aim was to raise public awareness around the challenges of global warming by creating a relational approach that included God, human beings and the Earth. It was the first time an encyclical had been devoted wholly to ecology.

    In it, the Pope voiced his concern about the effects of global warming:

    “Warming has effects on the carbon cycle. It creates a vicious circle which aggravates the situation even more, affecting the availability of essential resources like drinking water, energy and agricultural production in warmer regions, and leading to the extinction of part of the planet’s biodiversity.” (§-24)

    Criticizing a “technocratic paradigm”

    Since Pope Leo XIII’s Rerum Novarum, the various social encyclicals have consistently rejected the liberal idea of a society solely regulated by the smooth functioning of the market. The French sociologist of religion Émile Poulat summed up the Church’s position perfectly in 1977 in his book Église contre bourgeoisie. Introduction au devenir du catholicisme actuel, in which he writes that the Church “never agreed to abandon the running of the world to the blind laws of economics”.

    In 2015, Pope Francis rejected technical solutions that would not truly be useful, as well as the belief in the redeeming virtues of a self-regulating market. He accused “the technocratic paradigm” of dominating humankind by subordinating the economic and political spheres to its logic (§-101). His comments are reminiscent of the unjustly forgotten French Protestant philosopher Jacques Ellul and his idea of a limitless “self-propulsion” of technology, which has become the alpha and omega of our societies.

    The pope’s charge against the supposed virtues of the market was spectacular. Among others, he criticized the following:

    • overconsumption in developed countries:

    “Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending.” (§-203);

    • the glorification of profit and a self-regulating market:

    “Some circles maintain that current economics and technology will solve all environmental problems.” (§-109);

    • the hypertrophy of speculative finance:

    “Politics must not be subject to the economy, nor should the economy be subject to the dictates of an efficiency-driven paradigm of technocracy.” (§-189);

    • the unequal distribution of wealth in the world:

    “In fact, the deterioration of the environment and of society affects the most vulnerable people on the planet: […] the gravest effects of all attacks on the environment are suffered by the poorest.” (§-48);

    • the unequal levels of development between countries, leading Francis to speak of an “ecological debt” owed by rich countries to the least developed ones. (§-51)

    Social justice and shrinking growth

    In Francis’s words, the goals of saving the planet and social justice go hand in hand. His approach is in keeping with the work of the [economist Louis-Joseph Lebret, a Dominican, who in 1941 founded the association Économie et humanisme. Father Lebret wanted to put the economy back at the service of humankind, and work with the least economically advanced countries by championing an approach based on the virtues of local communities and regional planning.

    Pope Francis, for his part, is calling for a radical break with the consumerist lifestyles of rich countries, while focusing on the development of the poorest nations. (§-93). In Laudato Si’, he also wrote that developed countries’ responses seemed insufficient because of the economic interests at stake (§-54).

    This brings us back to the principle of the universal destination of goods – the organizing principle of property defended by the Catholic Church’s social doctrine, which demands that goods be distributed in such a way as to enable every human being to live in dignity.

    In addition to encouraging the necessary technical adjustments and sober individual practices, Pope Francis is urging citizens in developed countries not to be content with half measures deemed largely insufficient. Instead, he is calling for people to make lifestyle changes in line with the logic of slowing growth. The aim is to enable developing countries to emerge from poverty, while sparing the environment.

    “Given the insatiable and irresponsible growth produced over many decades, we need also to think of containing growth by setting some reasonable limits and even retracing our steps before it is too late. […] That is why the time has come to accept decreased growth in some parts of the world, in order to provide resources for other places to experience healthy growth.” (§ -193)

    Nearly 10 years on, Laudato Si’ resonates fully with our concerns. In the United States, Vice President JD Vance and Secretary of State Marco Rubio, who both identify as Catholic, would be well advised to read it anew.

    UAB “Atsinaujinančios energetikos investicijos” (the Company) publishes its audited annual consolidated and separate financial statements for 2024 together with Company’s and Group‘s annual report for 2024

    Financial results

    The Company’s objective is to earn a return for the Company’s investors from investments in renewable energy infrastructure facilities and related assets. The main financial indicators for the period were:

    • As at 31 December 2024, the Company’s total assets were EUR 189,795 thousand, total equity was EUR 100,476 thousand, and total liabilities were EUR 89,319 thousand.
    • As at 31 December 2024, the Company’s investment assets at fair value through profit or loss were EUR 159,902 thousand, which compared to 31 December 2023, decreased by EUR 20,158 thousand or 11.20%. The decline in fair value of the investment portfolio was mainly driven by the results of the independent annual valuation of the Company’s shares. Specifically, the value of the Company’s solar assets in Poland primarily decreased due to electricity price curve forecasts being significantly lower than the electricity price curve utilised in the Company’s valuation in the fourth quarter of 2023.
    • From January to December 2024, the Company reported a comprehensive loss of EUR 14,824 thousand, primarily attributed to the negative fair value change in the investment portfolio resulting from the independent annual valuation of the Company’s shares.

    Review of performance and development

    • In December 2024, the Company successfully divested its 65.5 MW operating solar portfolio in Poland, Energy Solar Projekty sp. z o.o. This divestment marks the Company’s first significant exit in its core portfolio.
    • The construction of the 67.8 MW total capacity portfolio for PV Energy Projects sp. z o.o. is nearing completion. As of the fourth quarter of 2024, 44.8 MW of this capacity is operational, with a Commercial Operation Date (COD) anticipated for September 2025.
    • The construction of the PL SUN sp. z o.o. portfolio, with a total capacity of 114.7 MW, is progressing through two distinct development phases. The first phase, encompassing 66.6 MW, saw substantial completion in the second quarter of 2024, with 26.4 MW energized by the close of the fourth quarter. The remaining capacity of 40.2 MW is scheduled to be energized by the second quarter of 2025. Construction on the second phase, totalling 48.1 MW, commenced in the fourth quarter of 2024, with energization expected by the fourth quarter of 2025.
    • The Company holds 25% of shares of UAB Žaliosios investicijos, which manages the 185.5 MW portfolio, consisting of 34 wind turbines in Lithuania. The energy production license for the Anykščiai wind farm was secured in August 2024, and licenses for the Jonava and Rokiškis wind farms are anticipated in the second quarter of 2025.
    • The development permit for a hybrid power plant with a capacity of 100 MW of wind and 70 MW of solar, being developed by UAB Ekoelektra, has been granted. The technical design project has been initiated and submitted to the Transmission System Operator (Lidgrid) for coordination, ensuring adherence to grid requirements for effective integration into the national electricity network.
    • UAB JTPG submitted the grid connection technical project for a 70 MW solar PV project to Litgrid for approval in the third quarter of 2024, marking a significant step in the project’s development.
    • The development permit for a hybrid power plant developed by UAB KNT Holding, which includes 390 MW of wind, 250 MW of solar, and a Battery Energy Storage System (BESS) of 50 MW / 200 MWh, has also been granted. The technical design project has been initiated and submitted to the Lidgrid for coordination.
    • For the 112 MW wind park development project in Latvia managed by Zala Elektriba SIA, the grid connection deadline was extended in the third quarter of 2024, with balance of plant works commencing in the fourth quarter of 2024.

    Secretary General of the North Atlantic Treaty Organization (NATO) Mark Rutte held a bilateral meeting with Prime Minister of Japan Shigeru Ishiba in Tokyo on April 9. In a joint statement issued after the meeting, the two sides strongly opposed any unilateral attempts to change the status quo by force or coercion in the East China Sea and the South China Sea. They also emphasized the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of the international community’s security and prosperity and encouraged the peaceful resolution of cross-strait issues. Furthermore, the statement recognized that the security of the Euro-Atlantic and that of the Indo-Pacific were interconnected, stressing that continued Japan-NATO cooperation would benefit the security of both regions. 

     

    This Japan-NATO bilateral meeting was the first since Secretary General Rutte assumed office. It also marked the third time since 2022 that the two sides had issued a joint statement conveying a high level of concern over cross-strait issues. The joint statement underscored the fact that the security of Taiwan has become a common global issue and that the international community has formed a high level of consensus on countering authoritarian expansion led by China and Russia and on ensuring peace across the Taiwan Strait. In addition, it demonstrated that cross-strait peace and stability are closely related to not only the security environment of the Indo-Pacific but also that of Europe.

    French Minister for Europe and Foreign Affairs Jean-Noël Barrot attended a regular hearing of the Senate Committee on Foreign Affairs, Defense, and Armed Forces on April 9. In response to a question by Senator Olivier Cadic, Vice President of the committee, Minister Barrot stated that France and the other Group of Seven (G7) members had reached a consensus on the importance of maritime security across the Taiwan Strait and other regions before issuing the G7 foreign ministers’ statement on April 6. He added that France had participated in joint sea and air drills in the Indo-Pacific with countries in the region to reaffirm the high level of importance it attached to freedom of navigation on the high seas, as enshrined in international maritime law. He also noted that France remained opposed to any unilateral attempts to use force or coercion to change the status quo across the Taiwan Strait.

    Since its launch in September 2022, the OSCE Mission to Bosnia and Herzegovina’s (Mission) project Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes (ILP) has made significant strides in supporting law enforcement agencies across the country. To date, over 300 police managers and operational staff have been introduced to the ILP model through 16 specialized workshops. The project has also contributed to the development of structural recommendations and regulatory frameworks aimed at strengthening criminal intelligence processes.
    To improve co-operation between law enforcement and prosecutors, the project facilitated joint discussions and supported the establishment of the ILP Coordination Body. This platform enables real-time, cross-institutional collaboration, which has already led to several ILP driven operations. Furthermore, 21 law enforcement agencies and institutions received specialized IT equipment, software, and training, thereby enhancing and standardizing their analytical and operational capacities.
    To mark this progress, the Mission organized a joint progress meeting on 16 April 2025 in Sarajevo, bringing together over 40 representatives, including heads of law enforcement agencies, and international partners.
    “The main aim of our ILP Project is to empower law enforcement agencies at all levels to use ILP to combat serious crime and help increase the safety and security of BiH and its citizens,” said Ambassador Brian Aggeler, Head of the OSCE Mission to BiH. “IT modernization is not a luxury – it is a prerequisite. Strengthening the digital and analytical tools available to BiH law enforcement is essential to fully benefit from the ILP model and to confront the complex security challenges of our time.”
    Marijo Marić, Minister of Interior of the Herzegovina-Neretva Canton, emphasized the need for modern police practices to evolve alongside technology: “Within the chain of police–prosecutor’s office–court, the greatest burden undoubtedly falls on the police. For this reason, the police must be the strongest link—something that can only be achieved through close co-operation, as we share a common mission. The ILP project has recognized this need by introducing mechanisms for establishing and maintaining coherent and uniform systems, which, most importantly, will accelerate the mutual exchange of data. This, in turn, ensures more efficient operational work in the field.”
    The Service for Foreigners’ Affairs, an agency within the BiH security system, plays a key role in managing migration and safeguarding national security. Rade Kovač, Head of the Operational Support Sector, stated: “The implementation of the project organized by the OSCE Mission to BiH, Improving Police Intelligence Work in Combating Serious Security Threats and Serious Crimes (ILP Project), has established significant prerequisites for enhancing the organizational structure, IT compatibility, and operational intelligence capabilities within the Service. By applying the I2 system and the Criminal Intelligence Database Application (CIDA) database, members of the Service will be equipped with a more efficient and unified approach to collecting, processing, analysing, and exchanging operational intelligence data. This will also enable timely co-ordination and inter-agency co-operation in detecting and preventing all forms of security threats.”
    Enes Karić, Director of the Directorate for Coordination of Police Bodies of BiH, highlighted the ILP Project’s role in improving intelligence-led policing: “Particularly significant is the procurement of the analytical software i2 Analyst’s Notebook, which has elevated criminal intelligence work to a higher level. It has improved data collection and processing, contributing to more accurate and reliable security assessments during the implementation of protection measures for VIPs, delegations, and facilities under the Directorate’s jurisdiction, as well as facilitating the exchange of intelligence data with other agencies.” He added that the improved quality and volume of criminal intelligence reports have already led to concrete police actions, particularly in preventing illegal migration.
    Goran Pisić, Head of the Brčko District BiH Police, emphasized that the implementation of the ILP Project has notably strengthened their capabilities, especially in criminal intelligence work, thanks to the donated equipment and software. He added: “It is also worth noting that co-operation between the Brčko District BiH Police and other police agencies in Bosnia and Herzegovina has improved as well.”
    This initiative is part of the Mission’s broader efforts to strengthen overall security in BiH, generously supported by Austria, Germany, Liechtenstein, Luxembourg, Norway, Poland, and Türkiye.

    “I am frankly fed up with the lack of action from the Department of Infrastructure when it comes to potholes.

    “Back in November I raised particular issues in relation to Marlacoo Road. In spite of several reminders, there has been no action.

    “The result is that no longer have potholes. We have large craters which – after the heavy rain today – have literally turned into duck ponds in the middle of the road.

    “While the Minister seeks to abuse her office to impose Irish language street signs on Grand Central Station the basic infrastructure which we all rely on to go about our daily lives is falling apart.

    “A devolution which results in roads turning into duck ponds isn’t worth having.”

Dominic Kimengich, Bishop of Eldoret said after leading a Palm Sunday service on Sunday, April 13. “Corruption has reached saddening levels where Kenyans have to buy jobs and those in positions are using public offices to amass for themselves. If we continue going that way, we are just destroying our country”, the Bishop remarked.Msgr. Kimengich added that the taxes paid by Kenyans should be used to provide essential public services and generate jobs in the public sector.The Bishop of Eldoret regretted that insecurity is still a major problem in Kerio Valley with the re-emergence of banditry.”The government should not allow a few people to take us back with killing of innocent people in Kerio Valley,” he said. In the past two months, at least ten people—including two police officers – have been killed in attacks by bandits in that region. Insecurity has devastating economic and social consequences: pastures, livestock, and crops, particularly mangoes, the local main export, are affected. Furthermore, the poor condition of the roads discourages middlemen and transporters, who prefer to avoid the area. As a result, many farmers are unable to market their produce and are forced to let the fruit rot on the trees.Added to this is criminal activity, schools in the area were closed in December.     Khartoum (Agenzia Fides) – The London conference organized exactly two years after the outbreak of the Sudanese civil war on 15 April 2023, to try to put an end to the conflict, ended without a final declaration.The conference was convened by the United Kingdom, the African Union (AU), the European Union (EU), France and Germany, and was attended by foreign ministers and high-level representatives of Canada, Chad, Egypt, Ethiopia, Kenya, Saudi Arabia, Norway, Qatar, South Sudan, Switzerland, Turkey, the United Arab Emirates, Uganda and the United States of America, together with high-level representatives of the League of Arab States (LAS) and the United Nations (UN). However, the absence of the two opposing forces—the Sudanese Armed Forces (SAF), led by General Abdel Fattah al-Burhan, and the Rapid Support Forces (RSF), commanded by Mohamed Hamdan “Hemeti” Dagalo—has severely limited the prospects for progress. The organizers of the conference said that this year’s participants pledged more than $1 billion to Sudan and its neighbors. This figure includes $590 million from the EU and its member states and $158 million from the United Kingdom.The final declaration that was supposed to address the formation of a contact group to mediate between the parties, fell through due to differences between Saudi Arabia, Egypt and the United Arab Emirates, according to The Guardian. The first two support General al-Burhan, while the third are suspected of siding with Dagalo. The latter, coinciding with the London conference, proclaimed once again yesterday, April 15, the formation of an alternative government to the one led by General al-Burhan, calling it a “Government of Peace and Unity, the true face of Sudan.” Dagalo described the administration as “an alliance between the Sudanese Revolutionary Front, civil society, humanitarian organizations, and youth movements.” He also emphasized that the RSF government aims to unify Sudan by committing to providing education, healthcare, and essential services throughout the war-torn country, and not only in the territories they control.
