  • MIL-OSI United Kingdom: Earlier starts, later finishes for York’s Park & Ride

    First Bus and City of York Council have announced extended hours for all six of York’s Park & Ride services to support residents, commuters, visitors and York’s hospitality industry.

    The highlights include:

    • from 20 July, buses to operate from 5.30am Monday to Saturday and 7.30am on Sunday
    • last services to leave the city centre at 10.30pm all week
    • early and late-night connections offer greater flexibility for residents, commuters and visitors
    • increased frequency for school holidays and summer season

    From Sunday 20 July, the first bus will leave each Park & Ride site at 5.30am. The new timings will allow shift workers and those catching early trains to use the Park & Ride, which costs just £3.90 for an adult return. For example for residents travelling out of York, 5 of the 6 sites directly serve York Railway Station and the first service will arrive at the station by 5.45am – Rawcliffe (bus number 2 / 2A), Monks Cross (bus number 9), Designer Outlet (bus number 7), Poppleton (bus number 59) and Askham Bar (bus number 3). The remaining one, Grimston (bus number 8), serves Piccadilly, in the city centre.

    In the evening, the last services will leave the city centre at 10.30pm, bringing all sites up to the same time for the first and last bus.

    The timings extension is being funded by York’s Bus Service Improvement Plan, supported by the Department for Transport.

    Cllr Kate Ravilious, Executive Member for Transport at City of York Council, said:

    Residents, commuters and visitors have asked us to run the Park & Ride earlier in the morning and later into the evening, and we’re delighted to confirm these extended hours will start from 20 July.

    “Whether you’re catching an early morning train, finishing an overnight shift or enjoying a night out in York, this expansion is part of our commitment to giving people more travel options and making York a cleaner, more affordable and more sustainable city.

    “The 6 Park & Ride sites cover every corner of York and with up to 3 children traveling free with a paying adult, offers an excellent alternative to driving in to York. They also make an invaluable contribution to reducing congestion across our city. We’ve also recently unveiled plans to open up 2 sites for overnight parking and will be announcing the next steps on these shortly.”

    Andy Cullen, Managing Director of First Bus North & West Yorkshire, said:

    This will help commuters and shift workers with connections to train services at the very start and end of the day.

    “The extension of services into the late evening will also be a real boost for visitors to York’s leisure and entertainment venues, as well as supporting the hospitality sector.

    “It reflects our continued commitment to work in partnership with City of York Council to build the Park & Ride network for the benefit of local people and visitors to help grow the city’s economy.”

    David Skaith, the Mayor of York and North Yorkshire, said:

    For too long, public transport hasn’t always worked for everyone, especially those with early starts or late finishes.

    “For the first time all of York’s Park & Ride sites will operate on a single, consistent timetable from 5.30am right up until 10.30pm. It’s the kind of public transport our region deserves.

    “We’re putting passengers first, with more affordable and greener journeys that everyone can benefit from – from shift workers and commuters to those enjoying the city’s night life.”

    Local Transport Minister, Simon Lightwood, said:

    “I’m delighted that Mayor Skaith is already delivering major improvements with our £12 million investment and moving ahead with their plans to bring buses under local control.

    “From cheaper fares to extended Park & Ride hours, these changes are kickstarting a bus revolution that drives economic growth and ensures people have proper access to jobs and opportunities, as we deliver the Plan for Change.”

    York Park & Ride is a vital link in supporting our hospitality and tourism sectors, making it easier and more affordable for everyone to access the city centre, this helps all businesses to recruit and retain talent.

    First Bus is also introducing more frequency on the Park & Ride network to support anticipated demand during the school holidays and summer tourism season.

    From Sunday 20 July until Sunday 7 September, additional buses will operate Monday to Friday on all services and also Saturdays on routes 7 and 8. Normal timetables will run on Sundays.

    City of York Council has today announced that Ian Floyd, Chief Operating Officer and Head of Paid Service, will retire at Easter 2026 after dedicating more than 17 years of service to the city.

    A key figure in York’s recent history, Ian has served as Chief Operating Officer since 2020 and has been instrumental in delivering transformational projects and guiding the council through significant challenges. Under his leadership, the council successfully navigated the COVID-19 pandemic, maintained a balanced financial position despite national funding pressures, and oversaw the adoption of York’s first Local Plan in over 70 years. He helped secure an ‘Outstanding’ Ofsted rating for Children’s Services in 2024, played a key role in establishing the York and North Yorkshire Combined Authority, the York Central development and the completion of the York Community Stadium.

    Recruitment for a new Chief Executive will begin in the coming weeks, following approval at Staffing Matters and Urgency Committee later this month. Subject to approval, the new Chief Executive will take up the statutory role of Head of Paid Service and will lead the organisation into its next chapter, working closely with elected members, partners, and communities to deliver on the Council Plan and York’s long-term ambitions.

    Claire Douglas, Leader of City of York Council, paid tribute to Ian, saying:

    Ian has dedicated the last 17 years of his working life to York, including as Head of Paid Service since 2019. He has provided calm, consistent and visionary leadership through periods of uncertainty and change.

    “His commitment to public service, his support for staff, and his passion for the city have made a lasting impact. I thank him sincerely for his dedication and service.”

    Reflecting on his decision to retire, Ian Floyd said:

    It has been a privilege to serve City of York Council and to work alongside so many talented and committed colleagues to deliver lasting improvements for the city.

    “From the adoption of our first Local Plan in decades, to the launch of the Combined Authority and the transformation of services for children and families, I’m incredibly proud of what we’ve achieved together. This decision is a personal one, and I’m making the announcement now to allow for a smooth transition.”

    The new Chief Executive is expected to be appointed later this year, with a planned start date in spring 2026. Full details of the recruitment process will follow on the council’s website.

    The much-loved Summer Reading Challenge returns to Manchester libraries to motivate children to keep reading during the summer months. 

    Launched at a special event with Dapo Adeola, author and children’s book illustrator, and the official illustrator of the Summer Reading Challenge, 180 children from three schools joined in the special event at Manchester Central Library. 

    The popular yearly book fest for young readers is back with a challenge that brings the outdoors indoors with a Story Garden theme. Children will be encouraged to take their imagination into enchanted woods or outdoor adventures or find out amazing facts about bugs, bees, and plants. 

    The Challenge encourages children aged 4-11 to discover the joy of books and to keep up their reading habits during the school holidays, often a time when children forget some of the skills and knowledge that they have acquired during the school year.  By encouraging reading as a fun activity, it keeps their brains active and boosts reading skills, making it easier when they start back to school in September. And the very young won’t miss out, there’s even a mini-challenge for babies and toddlers up to 3 years old. 

    Taking part is easy. Visit a local library and accept the challenge to read any six library books, either from the Story Garden collection or any book (which also includes digital or e-audio books from the free Borrow Box app) and pick up a special collector card to log the summer reading books. 

    A series of free activities linked to the Story Garden theme will be on offer during the school holidays in libraries, encouraging children to get involved in the Challenge.  There is also the chance to win goody bags every week throughout the summer. 

    And children can keep those creative juices flowing by writing or drawing reviews of the books they’ve read and be in with the chance to win a kindle tablet, book bundle or art supplies. If they finish the challenge by 13 September, children will receive not only a special winner’s medal and certificate for commitment to reading but also the chance to be entered into the grand prize draw with the opportunity to win a £100 toyshop voucher and a bundle of books!   

    The Summer Reading Challenge is just one of the child centred activities that Manchester promotes as part of its work towards becoming a Unicef recognise Child Friendly City. 

    Councillor John Hacking, Executive Member for Skills, Employment and Leisure said: 

    “The Summer Reading Challenge is an incredibly important and popular event in libraries and fits with our year-round Read Manchester work across communities to promote the many benefits of reading and literacy. Last year we had more than 5,500 children take part, which is just incredible and reassuring that children still love to read, a skill that will take them far and hopefully will stay with them throughout their lives. “Every year a new theme draws children into a web of creativity and imagination, and we hope it will be the beginning of a journey of a lifelong love of books. “It couldn’t be easier to get involved, parents and children just need to visit their local library, grab some books, start reading and get involved in some of the wonderful events that libraries will host over the summer.”

    Thank you, Assistant Secretary-General, for your update on the human rights situation in Ukraine’s temporarily occupied territories.

    In June 2024, the European Court of Human Rights found Russia to have committed multiple human rights violations since its illegal annexation of Crimea. In May this year, the Council of Europe urged Russia to restore Ukrainian law in Crimea and end the use of torture and ill-treatment.

    There are very concerning reports of civilians being detained and taken across the border into Russia, where they have been convicted on spurious charges. This includes those who work in critical civilian infrastructure, such as the Zaporizhzhia nuclear power plant, and journalists.

    We note your assessment that targeted use of drones, including attacks that have killed civilians while delivering humanitarian aid, has violated IHL principles of distinction and precaution. Russia must comply with international law. Rapid and unimpeded passage of humanitarian relief for civilians is needed.

    Those responsible must be held to account for the appalling forcible transfer of Ukrainian children, and the enlistment of these children into military patriotic training programmes, potentially then being sent to fight against their own country.

  • MIL-OSI Security: Police appeal for help in tracing motorbike linked to murder

    Detectives are appealing to the public for help after a man was shot dead in Hammersmith.

    Officers need to trace a motorbike used by the suspect, last seen in the Ealing area.

    A man has been charged with murder and remains in custody.

    Police were called to Claxton Grove, W6 at 23:19hrs on Wednesday, 11 June where two men were treated by the London Ambulance Service for gunshot wounds.

    Both were taken to hospital where, despite the best efforts of medical staff, 30-year-old Northolt resident Jordan Oliver Rodney, sadly died on Thursday, 12 June. His next-of-kin continue to be supported by specialist officers.

    The second man, also in his 30s, was treated for minor injuries and has since been discharged from hospital.

    Jahmel Joseph, 28 (05.12.1996), of Eaton Rise, Ealing, was charged on Saturday, 14 June with murder, attempted murder, possession of a firearm with intent to endanger life, possession of a prohibited weapon and dangerous driving.

    He will next appear at the Old Bailey on Tuesday, 2 September.

    Detective Chief Inspector Alex Gammampila from the homicide team leading the investigation, said:

    “We are working at pace on this investigation, but are asking the public to help us trace what we believe was the motorbike used by the suspect in the shooting.

    “The Yamaha MT-09 Tracer motorbike was last seen on CCTV in the Ealing area, near Eaton Rise.

    “If you have any recollection of seeing it at any point on the day of the incident, or in the days afterwards, please call the police as soon as possible.”

    Prime Minister Narendra Modi’s visit to Trinidad and Tobago this week highlights India’s efforts to deepen ties with the Caribbean nation. The partnership, built on historical connections dating back nearly two centuries, now spans development cooperation, trade, digital payments, and cultural exchange.

    Trade and Investment: Unlocking New Opportunities

    The Trade Agreement signed between India and Trinidad and Tobago in January 1997, which grants Most Favoured Nation (MFN) status to each other, has laid a strong foundation for expanding economic ties. Trinidad and Tobago’s strategic economic role in the Caribbean, supported by bilateral and regional trade agreements, offers Indian exporters a gateway to the wider Caribbean market and beyond.

    Bilateral trade between the two nations has shown encouraging resilience and steady growth, rising from $264 million in 2020–21 to $341 million in 2024–25. India’s major exports to Trinidad and Tobago include vehicles and parts, iron and steel, pharmaceutical products, and plastic goods. In return, India imports mineral fuels and oils, bituminous substances, mineral waxes, iron and steel, ores and ash, and aluminium from Trinidad and Tobago.

    A notable milestone came in 2024 when Trinidad and Tobago became the first Caribbean nation to adopt India’s Unified Payments Interface (UPI). This step is set to enhance digital payments infrastructure and promote greater financial inclusion.

    In recent years, India’s active participation in trade and investment conventions in Trinidad and Tobago has underlined the shared commitment to explore new opportunities. Sectors such as tourism, pharmaceuticals, information technology, renewable energy, and education are emerging as key areas for collaboration, signalling the growing potential of this bilateral economic partnership.

    Strengthening Institutional Frameworks and Development Cooperation

    The bilateral partnership between India and Trinidad and Tobago is anchored in institutional mechanisms such as the Joint Commission Meeting (JCM) and Foreign Office Consultations (FOC). The first JCM was held in 2011 in New Delhi, while the latest round of FOC took place in Port of Spain in August 2021, enabling both sides to chart the way forward for expanding collaboration.

    India’s development partnership with Trinidad and Tobago has grown steadily in recent years. During the COVID-19 pandemic, India extended critical medical support by supplying 40,000 doses of the AstraZeneca vaccine under the Vaccine Maitri initiative, along with essential medical equipment and aid.

    Beyond healthcare, India’s assistance has strengthened other priority areas as well. A $1 million India-UNDP project supported the deployment of telemedicine and mobile healthcare robots in Trinidad and Tobago. An additional $1 million was allocated for agro-processing machinery to boost food processing capacity. In line with its commitment to regional food security, Indian cooperatives have also supplied rice and edible oil to the Caribbean nation.

    Cultural Bonds: A Living Heritage

    Cultural connections between the two countries remain vibrant, anchored by the Indian diaspora’s enduring ties to its ancestral roots. Hindi language education continues to flourish, with the support of Hindi teachers and local institutions. Nearly 300 students enrolled

    Prisoner Releases in Belarus: Joint Statement to the OSCE, July 2025

    UK and others call for immediate and unconditional release of all political prisoners

    Madam Chair, I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus: Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Luxemburg, Montenegro, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom and my own country, Germany.

    The following participating States are also joining this statement: Albania, Andorra, Bosnia and Hercegovina, Liechtenstein, Malta, Moldova, North Macedonia and San Marino.

    We welcome the release of several political prisoners, including Siarhei Tsikhanousky, in which the United States of America played a crucial role.

    While these are positive steps, we are deeply concerned that as of 26 June at least 1 170 political prisoners still remain in custody in Belarus according to the human rights organization Viasna. Many are subjected to torture and ill-treatment, including prolonged isolation and denial of essential medical care. Tragically, at least eight of them died in detention due to these inhumane conditions.

    We are also mindful of those who, upon release, are forced to flee Belarus or are compelled to remain under continuous repression that effectively prolongs their punishment beyond imprisonment.

    Moreover, the Belarusian authorities continue to arrest and detain opponents or people perceived as such and to suppress independent media, in disregard of international obligations and OSCE principles and commitments.

    Against this background, we reiterate our call for the Belarusian authorities to: stop persecuting individuals for exercising their rights to freedom of expression, to freedom of association and to peaceful assembly; immediately and unconditionally release all political prisoners, most urgently those with health issues and disabilities, the elderly and single parents and to ensure their rehabilitation; and, ensure fair and humane treatment of all prisoners, in particular by allowing prisoners who have been prevented from communicating with their families to do so, and by granting prompt access to appropriate medical care for those in need.

    We will continue to support the Belarusian people’s aspiration for a free, democratic and independent Belarus.

    International Day in Support of Victims of Torture 2025: Joint Statement to the OSCE

    UK and 41 other OSCE participating States mark the International Day in Support of Victims of Torture

    Mr Chair, I have the honour to deliver this statement on behalf of 42 participating States: Albania, Andorra, Bosnia and Herzegovina, Canada, Georgia, Iceland, Liechtenstein, Montenegro, Moldova, North Macedonia, Norway, San Marino, Ukraine, United Kingdom, the member states of the European Union and my own country Switzerland.

    On this International Day in Support of Victims of Torture, we reaffirm our unwavering commitment to the absolute prohibition of torture and other cruel, inhuman or degrading treatment or punishment. This prohibition is clearly enshrined in international human rights law and international humanitarian law – in particular in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the UN Convention against Torture. We recall that the prohibition of torture is also considered a peremptory norm of general international law (jus cogens) and therefore does not allow for any derogation, even in situations of emergency.

    Five years after the adoption of the Tirana Ministerial Council Decision on the Prevention and Eradication of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the eradication of the use of torture in the OSCE region remains a distant goal. Torture and ill-treatment continue to occur across the region. Let us use this anniversary to redouble our efforts.

    Preventing torture requires transparency and independent monitoring. We call on all participating States to consider ratifying and implementing the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and to ensure that independent and effective National Preventive Mechanisms are in place. Regular and unrestricted access to all places of detention is essential.

    In many detention facilities, conditions remain dire: overcrowding, lack of medical care, unsanitary conditions, prolonged isolation, and abuse during custody or interrogation. These conditions can amount to inhuman or degrading treatment and, at times, to torture.

    Perhaps even more pressing, torture has reemerged as a systematic and widespread practice in the context of armed conflict including occupation in the OSCE region. Torture and other inhuman treatment or acts may amount to war crimes and crimes against humanity. In the context of Russia’s war of aggression against Ukraine, the systematic use of torture by Russian forces has been thoroughly documented – including by the UN Commission of Inquiry on Ukraine, the OSCE Moscow Mechanism and ODIHR.

    Mr Chair, we are also alarmed by numerous reports of torture and ill-treatment used to suppress civil society and silence dissent. We express our strong support for civil society and human rights defenders. Their role in documentation, victim support and independent oversight is indispensable – and must be protected from reprisals.

    The use of torture and ill-treatment as means of intimidation, punishment or coercion are unacceptable in any context, and no derogation is permitted. We stand firm in our commitment to justice and accountability. These grave violations of international law, including human rights law and OSCE commitments, must not go unpunished.

    We urge all participating States to adopt a victim-centered and gender- responsive approach in all anti-torture efforts. Rehabilitation, justice and prevention must be guided by the voices and needs of survivors. The Méndez Principles should guide ethical and non-coercive interviewing practices.

    Mr Chair, torture must never be tolerated. Let us renew our collective efforts to uphold human dignity, support victims and survivors, and ensure accountability across the OSCE region and beyond.

  • MIL-OSI China: China, Germany hold 8th round of strategic dialogue on diplomacy, security

    A good China-Germany relationship will not only drive the overall positive development of China-EU relations but also holds great significance for global stability and development, Chinese Foreign Minister Wang Yi said at the eighth round of China-Germany Strategic Dialogue on Diplomacy and Security held in Berlin on Thursday.

    He co-chaired the talks with German Foreign Minister Johann Wadephul.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said that this year marks the 50th anniversary of the establishment of China-EU diplomatic relations, and the China-Germany all-round strategic partnership has also embarked on a new decade.

    China-EU and China-Germany relations are at a crucial juncture, drawing on past accomplishments to move forward and shape the future, he noted.

    As the world’s second and third-largest economies, China and Germany shoulder important international responsibilities and bear the hopes of all stakeholders, he said, noting that the two countries should join hands to reaffirm mutual trust, further consolidate cooperation, and continue to deepen bilateral relations.

    Facing the current turbulent international situation, particularly the prevalent protectionism, anti-globalization, and unilateral bullying, China and Germany must strengthen strategic communication and coordination, Wang stressed.

    The Chinese foreign minister added that the two countries should inject more certainty into the world by building on the stable relations between them, jointly advocate and practice multilateralism, uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms governing international relations based on the UN Charter, and commit to developing a more reliable, stable, and predictable all-round strategic partnership.

    Wang noted that Chinese President Xi Jinping had a phone conversation with German Chancellor Friedrich Merz, setting the direction and tone for the next stage of China-Germany relations.

    Despite the shifting international landscape, China-Germany relations have maintained steady development, mainly thanks to their way of dealing with each other, which is characterized by mutual respect, seeking common ground while reserving differences, and pursuing win-win cooperation, Wang said, calling this the fundamental logic for sustained development of China-Germany relations.

    Given the differences in history, culture, and social systems between China and Germany, it is natural that divergences exist, Wang said, noting that the key is to enhance understanding and mutual trust, and to view differences calmly and rationally.

    China places its relationship with Germany in an important position in its diplomacy and appreciates the positive and rational attitude of the new German government in developing relations with China, he said.

    It is hoped that the German side will support China’s efforts to achieve complete national reunification just as China had unconditionally supported the German reunification, and strictly adhere to the one-China principle, said Wang.

    As a core major country in the European Union, Germany has made positive efforts to advance China-EU relations, and it is hoped that Germany will continue to play a constructive role in the development of China-EU relations, Wang said.

    Wadephul said that Germany is willing to be a mutually trustworthy and predictable partner for cooperation with China.

    In an era fraught with crises and challenges, it is very important for Germany and China to maintain close communication and coordination, he said.

    The two countries have a long history of exchanges and a solid foundation for their partnership, he said, adding that the two share consensus on many issues and can properly handle differences and disagreements with mutual respect and a constructive attitude.

    Wadephul said that Germany looks forward to enhancing exchanges with China and to continuously strengthening bilateral cooperation.

    The German government firmly adheres to the one-China policy, he said.

    During the talks, the two sides also had an in-depth exchange of views on the Ukraine crisis, the Iran nuclear issue, the situation in the Middle East, and multilateral strategic coordination. They agreed to strengthen communication and coordination to work for ceasefires, ending conflicts, and peaceful settlement of disputes.

    Malign Activity in the OSCE Region: Joint statement to the OSCE

    Deputy Ambassador James Ford delivers a statement on behalf of the UK and Canada on the increasing malign activity faced by OSCE States across our region.

    Thank you, Madam Chair. I am delivering this statement on behalf of Canada, and my own country the United Kingdom.

    I would like to thank the US for the opportunity to address this important topic. The principle that security is comprehensive and interconnected across the politico-military, economic and environmental, and human dimensions sits at the very heart of the OSCE. But this is not the first time that this Council has had to address hybrid threats faced by participating States across our region.

    Hybrid activity can include espionage, transnational repression, foreign information manipulation and interference, malicious cyber activity, political interference, and sabotage – including of critical national infrastructure. These tactics are used to target all parts of societies, our citizens, institutions, journalists, universities, and businesses with the aim of undermining our national security.

    In recent years, such activity has increased in both frequency and intensity. As the UK has raised before, this includes arson in London, malign activity in various NATO and EU countries, and attempts to undermine Moldova’s democratic institutions in the leadup to last year’s October presidential elections.

    Moreover, the line between state and non-state actors is blurring as certain states increasingly use proxies, illicit finance and organised crime groups to facilitate and conduct hybrid attacks. Last week’s Economic and Environmental Committee highlighted the serious threat posed by the so-called ‘shadow fleet,’ an example of destabilising actions in the OSCE region in the wake of Russia’s full-scale invasion of Ukraine in 2022. The next Security Committee will examine how illicit financial networks enable transnational organised crime.     

    As the UK, we will continue to press for effective OSCE action to tackle reckless hybrid attacks and malign influence aimed at destabilising our society and the shared security principles on which this organisation is based.

    Elsewhere, the Advice and Support Zone will offer residents financial tips, energy efficiency guidance and support with managing household budgets along with gardening workshops to encourage sustainable living and community greening, and the Sports and Physical Activity Zone will feature kickabouts with Wolves Foundation, calisthenics demonstrations, interactive sessions led by WV Active and appearances by Wolves mascots Wolfie and Wendy.

    Visitors will also be encouraged to contribute to the Love Your Community Wall, sharing what they value about their neighbourhood, contributing ideas for local improvements, and making a pledge to support positive change in their community.

    The Ministry for Europe and Foreign Affairs hosted a meeting this morning with Feridun Sinirlioğlu, Secretary General of the Organization for Security and Cooperation in Europe (OSCE).

    The Minister reiterated France’s commitment to multilateralism and to the OSCE’s basic principles, enshrined 50 years ago in the Helsinki Final Act but violated every day by Russia in its war of aggression against Ukraine.

    The Minister welcomed the efforts of the Finnish OSCE Chairpersonship-in-Office and of the Secretary General to ensure that the organization continues to run smoothly despite the many challenges facing it.

    The Minister and the Secretary General discussed the region’s key security issues, particularly Russia’s war of aggression against Ukraine, the peace process between Armenia and Azerbaijan, and tensions in the Western Balkans. The Minister stressed the importance of the OSCE for strengthening every dimension of the security framework in Europe, from crisis prevention to respect for human rights, as well as safeguarding the rule of law.

    PHNOM PENH, July 4 (Xinhua) — Cambodia saw a significant increase in the number of Chinese tourists visiting the famous Angkor archaeological park in the first half of 2025, according to state-run operator Angkor Enterprise.

    A total of 47,571 Chinese tourists visited the UNESCO World Heritage site from January to June, up 25 percent from the same period last year. The Chinese remain the fourth-largest international visitor to Angkor after the US, UK and France.

    Angkor Enterprise said that in the first half of 2025, the archaeological park received 567,673 foreign visitors from 171 countries and territories, generating gross revenue of US$26.3 million from ticket sales.

    Thong Mengdavid, a lecturer at the Institute of International Studies and Public Policy at the Royal University of Phnom Penh, noted that with 2025 declared the Year of Cambodia-China Tourism, a significant surge in the number of Chinese tourists to Angkor is predicted. –0–

  • MIL-OSI China: China, Germany should advocate multilateralism, uphold free trade, says FM

    China and Germany should jointly serve as advocates of multilateralism, defenders of free trade and contributors to open development, to foster a more just and equitable international order, Chinese Foreign Minister Wang Yi said in Berlin Thursday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a joint press conference with German Foreign Minister Johann Wadephul.

    Wang spoke highly of the eighth round of China-Germany Strategic Dialogue on Diplomacy and Security held Thursday, saying it’s comprehensive, pragmatic, candid and constructive.

    The talks helped enhance mutual understanding and broaden common ground between the two sides, he said.

    Both sides agreed to advance their comprehensive strategic partnership along the right path of mutual respect, seek common ground while reserving differences, and achieve win-win cooperation, Wang said.

    Noting that this year marks the 80th anniversary of the victory of the World Anti-Fascist War as well as the founding of the United Nations, Wang said unilateralism, protectionism, and acts of power politics and bullying are posing serious challenges to the international community.

    Under such circumstances, Wang said, major countries must shoulder responsibilities, embrace the global trend toward multipolarization and economic globalization, and stand firmly on the right side of history.

    As the world’s second- and third-largest economies, China and Germany should strengthen exchanges, deepen cooperation and jointly do the following three things, he said.

    First, consolidating the foundation of bilateral relations.

    During a phone conversation in late May, Chinese President Xi Jinping and German Chancellor Friedrich Merz provided strategic guidance for the development of bilateral ties and set the direction for future efforts, Wang said. The two sides should implement the important consensus reached by the two leaders and make good preparations for the next phase of high-level engagements, he added.

    Wang said that China welcomes Merz to visit China within this year and reach a consensus on holding the eighth round of China-Germany inter-governmental consultation at an early date.

    Wang also said that China appreciates the German government’s reaffirmation of its commitment to the one-China policy. He expressed confidence that Germany will support China’s efforts toward full reunification, just as China had unconditionally supported Germany’s reunification. Achieving peace across the Taiwan Strait, he said, requires a firm stand against any move toward “Taiwan independence.”

    Second, upgrading the quality of bilateral cooperation.

    China and Germany are each other’s largest trading partner in their respective regions, with bilateral trade exceeding 200 billion U.S. dollars for nine consecutive years, Wang said.

    Trade with China supports 1 million jobs in Germany, and the Chinese market has attracted more than 5,000 German enterprises to invest and operate in China, he added.

    Strengthening mutually beneficial cooperation is a “must-have option” for both countries, serving as a “ballast” of the bilateral relationship, and is also in line with the new German government’s policy focus on economic development, said Wang.

    The two sides also had in-depth discussions on their respective economic and trade concerns, and agreed to build a more stable, predictable and trustworthy policy framework for practical cooperation, Wang said.

    China’s accelerated modernization will provide new development opportunities for German and European enterprises, he said, adding that China and Germany have broad prospects in cutting-edge fields such as green transition, artificial intelligence and quantum technology.

    Only by tightening the bonds of common interests and pursuing a shared future can the two sides effectively resist external risks and challenges, Wang said.

    Third, practicing multilateralism.

    History has repeatedly proven that open exchanges have always been the right direction for human development and progress, Wang said. In the 21st century, we should not erect new barriers through tariffs, nor fuel division through ideological confrontation, he warned.

    Wang expressed the belief that multipolarization and globalization are like the Yangtze and the Rhine rivers, flowing forward relentlessly.

    Noting that this year marks the 50th anniversary of the establishment of China-EU diplomatic relations, Wang said China looks forward to holding various important events, including the China-EU summit.

    It is hoped that Germany will play an active role in the EU, promote coordination and cooperation between China and the EU, and work together with China to make new contributions to global governance, he said.

    The more complex the international situation is, the more major countries need to strengthen coordination, Wang said. He added that the more prominent the risks and challenges are, the more countries need to enhance cooperation.

    Under the current circumstances, China is ready to work with Germany to uphold the correct view of history, remain true to the original aspiration of establishing diplomatic ties, strengthen strategic communication, seek common ground while preserving differences, and deepen practical cooperation, he said.

          As at 31 March 2025, the Company’s assets mainly comprise:

          1.   €12.1 million, or €12.09 per share, of net corporate cash3 which is available to continue seeking investments under the New Investment Strategy.

          2.   €5.9 million, or €5.85 per share, in the Company’s first investment under the New Investment Strategy – a Luxembourg real estate fund where Eurocastle, as sponsor, generates returns through its share of investments made and certain subsidiaries receive asset management and incentive fees from third party investors.

          3.   A tax asset of €4.0 million, or €4.01 per share, representing amounts paid (and associated interest) in relation to additional tax assessed against a former German property subsidiary where the Company won the first instance of its appeal in December 2024. The German tax authorities have since appealed the decision and the Company is waiting for the date of the next hearing.

          4.   Residual interests in two legacy Italian Real Estate Fund Investments with a NAV of €0.06 million, or €0.06 per share, where the underlying apartments are now all sold and both funds are in liquidation.

    Q1 2025 BUSINESS UPDATES & SUBSEQUENT EVENTS

    • New Investment Strategy – In 2024, Eurocastle launched a Luxembourg regulated fund, European Properties Investment Fund S.C.A., SICAV RAIF (“EPIF” or the “Fund”), through which it invests alongside selected co-investors. EPIF’s key strategy is to acquire small to mid-size real estate and real estate related assets in Southern Europe with superior risk adjusted returns. The Fund initially closed with Eurocastle committing to invest €8 million alongside a €2 million commitment from its JV Partner. EPIF is now being marketed to potential investors with a target size of €100 million.

    In addition to generating attractive risk adjusted returns on its share of any investments made, Eurocastle also anticipates receiving market standard management and incentive fees from third-party investors.

    Up to the end of Q1 2025, EPIF had invested approximately €7 million. Eurocastle’s 80% share amounted to €5.5 million, while its corresponding share of EPIF’s net asset value as at 31 March 2025 stood at €5.9 million, reflecting an increase in the value of the real estate acquired to date.

    Subsequent Events to Q1 2025 – Since Q1, EPIF has received commitments of approximately €51 million from 15 investors taking the total fund size to over €61 million. In addition, prospective investors representing a further €20 million in commitments are in the final stages of due diligence.

    In June, EPIF completed its second investment, calling approximately €1 million of capital to acquire a 70% interest in a vacant office property in central Athens. The asset was acquired from a defaulted borrower at a substantial discount to comparable sales in the area.

    In addition, EPIF has an active pipeline that currently includes approximately €40 million of potential opportunities.

    • Legacy Italian Real Estate Funds –The remaining NAV for these investments of €0.06 million, or €0.06 per share, reflects cash currently reserved in the funds that is expected to be released once the fund manager resolves certain potential liabilities and liquidates each fund.
    • Legacy German Tax Matter – Prior to 2024, the Company had paid a net amount of €3.7 million in relation to the Legacy German tax matter against which it has raised a corresponding tax asset (together with associated interest). The Company, in pursuing the reimbursement of this amount through the German fiscal court, won the first instance of its appeal in December 2024. Shortly after, the German tax authorities appealed the decision through the German federal tax court and the Company is currently waiting to be notified of the date of the hearing.

                      The remaining potential exposure, associated with the same point under dispute, is estimated to be €1.7 million. This relates to the years 2013 to 2015 which remain subject to ongoing tax audits. Notwithstanding the Company’s expectation that the tax matter will eventually be resolved in the Company’s favour, as at 31 March 2025, the full potential liability of €6.0 million, or €6.00 per share (including associated defence costs and interest accrued), is fully reserved for within the Additional Reserves.

    • Additional Reserves – As at 31 March 2025, of the total Additional Reserves of €10.6 million, €6.0 million related to the legacy German tax matter with the balance of approximately €4.6 million held in reserves to allow for future costs and potential liabilities while the Company consolidated in parallel the New Investment Strategy (the “Liquidation Reserves”).

                      Subsequent Events to Q1 2025 – In light of the Company’s strengthened financial position and prospects, the Board has reviewed the level of Additional Reserves and feel it appropriate to release the Liquidation Reserves.

    Prime Minister Narendra Modi attended a traditional dinner hosted by Trinidad and Tobago Prime Minister Kamla Persad-Bissessar during his visit to the Caribbean nation on Thursday.

    In a symbolic gesture highlighting the cultural ties between India and Trinidad and Tobago, the dinner featured food served on a Sohari leaf- an element of cultural significance for the local community, particularly those of Indian descent.

    Sharing details of the dinner on X, Prime Minister Modi said, “The dinner hosted by Prime Minister Kamla Persad-Bissessar had food served on a Sohari leaf, which is of great cultural significance to the people of Trinidad & Tobago, especially those with Indian roots. Here, food is often served on this leaf during festivals and other special programmes.”

    Prime Minister Modi’s visit to Port of Spain marks the second stop on his ongoing five-nation tour. This is his first visit to Trinidad and Tobago as Prime Minister, and the first bilateral visit by an Indian Prime Minister to the Caribbean nation since 1999. The visit comes at the invitation of the Trinidad and Tobago Prime Minister and aims to further strengthen bilateral ties between the two countries.

     

  • MIL-OSI Security: Arrest landmark for Met officers using Live Facial Recognition

    More than 1,000 wanted criminals have now been arrested by the Metropolitan Police Service using Live Facial Recognition (LFR), including paedophiles, rapists and violent robbers.

    Among these arrests are more than 100 individuals allegedly involved in serious violence against women and girls (VAWG) offences such as strangulation, stalking, domestic abuse, and rape.

    The Met is taking the lead in utilising this technology to make London safer, using it to identify and apprehend offenders that pose a significant risk to its communities. Of those arrested, a total of 773 have been charged or cautioned.

    These offenders may otherwise have remained unlawfully at large, posing a continued threat to the public and taking up much more officer time to locate them.

    LFR is helping to apprehend wanted criminals in London and catch those who are breaking bail conditions without the need for extensive police resources or frequent visits.

    “This milestone of 1,000 arrests is a demonstration of how cutting-edge technology can make London safer by removing dangerous offenders from our streets.

    “Live Facial Recognition is a powerful tool, which is helping us deliver justice for victims, including those who have been subjected to horrendous offences, such as rape and serious assault.

    “It is not only saving our officers’ valuable time but delivering faster, more accurate results to catch criminals – helping us be more efficient than ever before.”

    Each deployment is made up of an LFR team as well as a number of neighbourhood officers in the vicinity to talk to those identified and make necessary arrests.

    LFR interventions don’t always result in arrest. The tool is often used to stop people who are flagged from the watchlist who have conditions imposed by the courts. These might include registered sex offenders and those convicted of stalking, among others.

    These interventions are crucial as they are another way of police ensuring people are adhering to their conditions. In turn, communities are kept safer as a result.

    The technology allows officers to catch offenders breaking their conditions which otherwise may have gone unnoticed. This is a unique and revolutionary way of policing.

    In London, a breach of conditions has been identified 21% of the time.

    In total, 93 registered sex offenders have been arrested by Met officers as part of the 1,035 arrests seen since the start of 2024 using LFR.

    Case studies

    On Friday, 10 January, a police van with LFR was operating in the Denmark Hill area, when cameras alerted officers to 73-year-old David Cheneler as being a registered sex offender. Upon being stopped by officers, he was found to be with a six-year-old girl.

    Further checks confirmed he was in breach of his Sexual Harm Prevention Order (SHPO ), which prevented him from being alone with a child under the age of 14.

    He was arrested and taken into custody.

    David Cheneler, 73 (05.04.52), of Lewisham, appeared at Kingston Crown Court on Tuesday, 20 May, where he was sentenced to two years’ imprisonment.

    He pleaded guilty at Wimbledon Magistrates’ Court on Monday, 13 January to breaching the conditions of his SOPO, as well as possessing an offensive weapon.

    On Friday, 10 January 2025, police were called to a report of a robbery at a restaurant on Uxbridge Road, Hayes.

    Adenola Akindutire posed as a buyer of a rolex watch on Facebook marketplace. When he met up with the seller, Akindtire produced a machete, attacked the seller, and stole the watch. The victim, a man in his 30s, sustained life-changing injuries.

    Akindutire was then linked to another incident, with similar circumstances, on Monday, 16 December 2024.

    Akindutire was released on bail.

    On Tuesday, 15 April 2025, Akindtire was stopped during a Live Facial Recognition operation in Stratford and arrested. He produced a false passport in an attempt to evade the arrest.

    Comparison with previous custody images confirmed his true identity and he was arrested. Akindutire could have otherwise evaded arrest and still be unlawfully at large if it wasn’t for the LFR alert.

    Akindutire, 22 (15.04.2003), of no fixed address, was charged and pleaded guilty to robbery, attempted robbery, grievous bodily harm, possession of a false identity document and two counts of possession of a bladed article when he appeared at Isleworth Crown Court on Wednesday, 14 May 2025.

    He is due to be sentenced at Isleworth Crown Court on Friday, 22 August 2025.

    On Friday, 23 May, an LFR deployment in Dalston Kingsland alerted when Darren Dubarry walked past.

    Dubarry was wanted for theft and when searched by officers at the deployment, was in possession of designer clothing which was stolen from Stratford earlier that day.

    The use of LFR in this case not only identified a wanted offender but caught him in the act of committing another offence. He was arrested by officers and later charged.

    Dubarry, 50 (30.07.1974), of Stewart Road, Stratford, pleaded guilty to handling stolen goods on Saturday, 24 May at East London Magistrates’ Court, where he was issued with a £120 fine, and a £48 victim surcharge.

    How does LFR work?

    The cameras capture live footage of people passing by and compare their faces against a bespoke watchlist of wanted offenders.

    If a match is detected, the system generates an alert. An officer will then review the match and decide if they wish to speak with the individual.

    Met officers conduct further checks, such as reviewing court orders or other relevant information, to determine if the person is a suspect.

    Importantly, an alert from the system does not automatically result in an arrest – officers make a decision about whether further action is necessary following engagement.

    The Met has also implemented robust safeguards in its use of LFR.

    For example, if a member of the public walks past an LFR camera and is not wanted by the police, their biometrics are immediately and permanently deleted.

    The Met continues to engage with residents and councillors across London.

    These sessions provide an open platform for discussion, allowing The Met to explain how LFR works, the intelligence-led process behind deployments, and the safeguards in place to protect people’s rights to privacy.

    URUMQI, July 4 (Xinhua) — The passenger flow through the Takeshken checkpoint on the Chinese-Mongolia border approached 80,000 person-times in the first half of this year, up 5 percent year-on-year, the local border service said.

    In particular, the share of foreigners in the incoming and outgoing passenger flow through this road border crossing during the reporting period was 97 percent. Among them are citizens of Mongolia, Russia, France, Switzerland and more than 20 other countries. Most of them crossed the border through Takeshken for tourist trips, and the rest – to visit relatives, hold business meetings, etc.

    Takeshken is located in Qinghe County, Altay Prefecture, Xinjiang Uygur Autonomous Region (XUAR, northwest China) and is the region’s largest checkpoint on the border with Mongolia.

    Thanks to China’s optimization of visa-free policy and the development of China-Mongol cross-border tourism and trade, Takeshken has seen a continuous increase in passenger traffic, cargo traffic and the number of vehicles passing through since the beginning of this year.

Many descendants still take pride in identifying their ancestral villages, districts (Zila), and fiscal units (Pargana).

    While these workers originally came for contractual labour lasting three to five years, most chose to stay, with approximately 134,183 Indians ultimately settling and shaping the country’s cultural and social fabric.

    Over time, this community has moved beyond its origins in agriculture and indentured labour. Today, people of Indian descent- who make up about 42% of Trinidad and Tobago’s 1.4 million population- are active across sectors including business, law, politics, medicine, and academia. The transformation from indentureship to entrepreneurship reflects not only economic progress but also the enduring cultural and emotional ties with India.

    In addition to this historic community, there are also around 500 Non-Resident Indians (NRIs) in Trinidad and Tobago, many of whom are engaged in business and teaching. Indian presence in the local economy is further strengthened by Indian enterprises like New India Assurance, which operates in the insurance sector. Regular trade fairs showcasing Indian garments, handicrafts, and furniture have also helped popularise Indian products.

    Pravasi Bharatiya Divas (PBD) is observed every year on January 9 to acknowledge the contributions of the overseas Indian community in India’s growth story. Since 2015, the PBD Convention is organised every two years, along with theme-based regional conferences in between. These events provide a platform for the diaspora to connect with India through knowledge sharing, investments and collaborations.

    The President of Trinidad and Tobago, Christine Carla Kangaloo, was virtually the Chief Guest at the 18th PBD in Bhubaneswar and was conferred the PBSA during India’s Republic Day celebrations in 2025.

    During the 17th PBD Convention in Indore in January 2023, High Court Justice Frank Seepersad from Trinidad and Tobago received the Pravasi Bharatiya Samman Award (PBSA)- India’s highest honour for overseas Indians. Over the years, prominent figures from Trinidad and Tobago like former Prime Ministers Basdeo Panday (2005) and Kamla Persad-Bissessar (2012), as well as former Ministers Winston Dookeran (2017) and Dr. Lenny Krishendath Saith (2010), have also been recipients of the PBSA. The National Council for Indian Culture was similarly honoured in 2008.

    The Ministry of External Affairs continues to engage with overseas Indians through various programmes. Among these is the Overseas Citizenship of India scheme, which allows eligible foreign nationals of Indian origin to register for special status and privileges in India.     U.S. President Donald Trump said on Thursday that a phone call earlier in the day with Vladimir Putin resulted in no progress at all on efforts to end the war in Ukraine, while a Kremlin aide said the Russian president reiterated that Moscow would keep pushing to solve the conflict’s “root causes.”

    The two leaders did not discuss a recent pause in some U.S. weapons shipments to Kyiv during the nearly hour-long conversation, according to a readout provided by Putin aide Yuri Ushakov.

    U.S. attempts to end Russia’s war in Ukraine through diplomacy have largely stalled, and Trump has faced growing calls – including from some Republicans – to increase pressure on Putin to negotiate in earnest.

    Within hours of the call’s conclusion, an apparent Russian drone attack sparked a fire in an apartment building in a northern suburb of Kyiv, Ukrainian officials said, indicating little change in the trajectory of the conflict.

    In Kyiv itself, witnesses reported explosions and sustained heavy machine-gun fire as air defense units battled drones over the capital, while Russian shelling killed five people in the eastern part of the country.

    “I didn’t make any progress with him at all,” Trump told reporters in brief comments at an air base outside Washington, before departing for a campaign-style event in Iowa.

    Ukrainian President Volodymyr Zelenskiy, meanwhile, told reporters in Denmark earlier in the day that he hopes to speak to Trump as soon as Friday about the ongoing pause in some weapons shipments, which was first disclosed earlier this week.

    Trump, speaking to reporters as he left Washington for Iowa, said “we haven’t” completely paused the weapons flow but blamed his predecessor, Joe Biden, for sending so many weapons that it risked weakening U.S. defenses.

    “We’re giving weapons, but we’ve given so many weapons. But we are giving weapons. And we’re working with them and trying to help them, but we haven’t. You know, Biden emptied out our whole country giving them weapons, and we have to make sure that we have enough for ourselves,” he said.

    The diplomatic back-and-forth comes as the U.S. has paused shipments of certain critical weapons to Ukraine due to low stockpiles, just as Ukraine faces a Russian summer offensive and increasingly frequent attacks on civilian targets.

    Putin, for his part, has continued to assert he will stop his invasion only if the conflict’s “root causes” have been addressed – Russian shorthand for the issue of NATO enlargement and Western support for Ukraine, including the rejection of any notion of Ukraine joining the NATO alliance.

    Russian leaders are also angling to establish greater control over political decisions made in Kyiv and other Eastern European capitals, NATO leaders have said.

    The pause in U.S. weapons shipments caught Ukraine off-guard and has generated widespread confusion about Trump’s current views on the conflict, given his statement just last week that he would try to free up a Patriot missile defense system for use by Kyiv.

    Ukrainian leaders called in the acting U.S. envoy to Kyiv on Wednesday to underline the importance of military aid from Washington, and caution that the pause in U.S. weapons shipments would weaken Ukraine’s ability to defend against intensifying Russian air strikes and battlefield advances.

    The Pentagon’s move has meant a cut in deliveries of the Patriot defense missiles that Ukraine relies on to destroy fast-moving ballistic missiles, Reuters reported on Wednesday.

    Ushakov, the Kremlin aide, said that while Russia was open to continuing to speak with the U.S., any peace negotiations needed to occur between Moscow and Kyiv.

    That comment comes amid some indications that Moscow is trying to avoid a trilateral format for any potential peace negotiations. The Russians asked American diplomats to leave the room during such a meeting in Istanbul in early June, Ukrainian officials have said.

    Trump and Putin did not talk about a face-to-face meeting, Ushakov said.
