    World Refugee Day 2025: Joint Statement to the OSCE

    Canada delivers a joint statement on behalf of the UK and other OSCE participating States to mark World Refugee Day.

    Madame Chair, I am delivering this statement on behalf of Iceland, Liechtenstein, Norway, the United Kingdom and my own country, Canada. 

    In marking World Refugee Day, we stand in solidarity with millions of refugees and renew our commitment to addressing their humanitarian needs, addressing the root causes of forced displacement and finding lasting solutions.  

    According to UNHCR’s Global Trends report, global displacement has nearly doubled over the past decade. Persecution, conflict, violence, human rights violations, and natural disasters have forcibly displaced more than 123 million people. Within the OSCE region alone, nearly 25 million people are either forcibly displaced or stateless. 

    The Russian Federation’s full-scale invasion of Ukraine remains the main driver of mass displacement in the OSCE region, resulting in the largest cross-border movement of people in Europe since the Second World War. UNHCR’s May report notes that nearly 5.6 million individuals have fled Ukraine, with over 3.7 million internally displaced.  Continued large-scale attacks, including strikes on energy infrastructure and continued aerial assaults on residential areas are fuelling urgent humanitarian needs and preventing Ukrainians from returning to their homes and families.  Women and children make up the majority of the refugee  population who have fled the conflict, with 63 per cent being women and girls, and 33 per cent being children. This demographic profile raises specific protection concerns, particularly around gender-based violence, trafficking, and exploitation. 

    In the 1999 Istanbul Document, participating States reaffirmed our commitment to respect the right to seek asylum and to ensure the international protection of refugees as set out in the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, as well as to facilitate the voluntary return of refugees and internally displaced persons in dignity and safety.    

    In times of uncertainty, we must continue to uphold these commitments.  

    In addressing forcible displacement, we must strive to reach the most in need and the most vulnerable, including women and girls, LGBTQI+ people, religious minorities and others directly affected by conflict or displacement.  We must also confront parallel risks and challenges, including trafficking, exploitation, discrimination, and intolerance. 

    We must also remember that inclusive societies are secure societies and recognize the positive impact that newcomers have on our societies and economies.    

    As we mark World Refugee Day, we honour the strength and resilience of refugees and we recognize their valuable contributions to the communities that welcome them.

  • MIL-OSI United Nations: Commission on Limits of Continental Shelf to Hold Sixty-Fourth Session at Headquarters, from 7 July to 8 August

    NEW YORK, 3 July (United Nations, Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs) ― The Commission on the Limits of the Continental Shelf will hold its sixty-fourth session from 7 July to 8 August at United Nations Headquarters in New York.  During the session, plenary meetings will be held from 14 to 18 July and from 28 July to 1 August.  The remainder of the session will be devoted to the technical examination of submissions by subcommissions on the Division premises, including geographic information systems laboratories and other facilities.

    Mr. Stig-Morten Knutsen, nominated by Norway, will attend for the first time the upcoming session of the Commission, following his election as a member of the Commission at the thirty-fifth Meeting of States Parties to the United Nations Convention on the Law of the Sea on 26 June, for the remainder of the term of office, until 15 June 2028.

    During the session, eleven subcommissions will consider submissions made by:  Mauritius in respect of the region of Rodrigues Island; Palau in respect of the North Area; Portugal; Spain in respect of the area of Galicia; Namibia; Mozambique; Madagascar; and Mexico in respect of the eastern polygon in the Gulf of Mexico, as well as revised submissions made by Brazil in respect of the Brazilian Oriental and Meridional Margin; Cook Islands concerning the Manihiki Plateau; and the Russian Federation in the area of the Gakkel Ridge in the Arctic Ocean.

    Coastal States that had not yet presented their submissions to the Commission were invited to present them at the plenary part of the session.  To date, the following submitting States accepted the invitation:  Denmark in respect of the Southern Continental Shelf of Greenland; and India (amended submission).

    Given that pursuant to rule 13 (Term of office) of the rules of procedure of the Commission, the two-and-half-year term of office of the officers (Chair and Vice-Chairs) of the Commission will expire later in 2025, the plenary of the Commission will elect its officers for the second half of the current term of office.  The Chairperson will also inform the Commission about the deliberations that took place at the thirty-fifth Meeting of States Parties to the United Nations Convention on the Law of the Sea.

    Background

    Established pursuant to article 2 of annex II to the 1982 United Nations Convention on the Law of the Sea, the Commission makes recommendations to coastal States on matters related to the establishment of the outer limits of their continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured, based on information submitted by those coastal States.  The recommendations are based on the scientific data and other material provided by coastal States in relation to the implementation of article 76 of the Convention and do not prejudice matters relating to the delimitation of boundaries between States with opposite or adjacent coasts or prejudice the position of States that are parties to a land or maritime dispute, or application of other parts of the Convention or any other treaties.  The limits of the continental shelf established by a coastal State on the basis of the recommendations are final and binding.  In the case of disagreement by a coastal State with the recommendations of the Commission, the coastal State shall, within a reasonable time, make a revised or new submission to the Commission.

    Under rule 23 of its rules of procedure (Public and private meetings), the meetings of the Commission, its subcommissions and subsidiary bodies are held in private, unless the Commission decides otherwise.

    As required under the rules of procedure of the Commission, the executive summaries of all the submissions, including all charts and coordinates, have been made public by the Secretary-General through continental shelf notifications circulated to Member States of the United Nations, as well as States Parties to the Convention. The executive summaries are available on the Division’s website at:  www.un.org/depts/los/clcs_new/clcs_home.htm.  The summaries of recommendations adopted by the Commission are also available on the above-referenced website.

    The Commission is a body of 21 experts in the field of geology, geophysics or hydrography serving in their personal capacities.  Members of the Commission are elected for a term of five years by the Meeting of States Parties to the Convention having due regard to the need to ensure equitable geographical representation.  Not fewer than three members shall be elected from each geographical region.  Currently, one seat on the Commission is vacant resulting from a lack of nominations from the Group of Eastern European States.

    The Convention provides that the State Party which submitted the nomination of a member of the Commission shall defray the expenses of that member while in performance of Commission duties.  A voluntary trust fund for the purpose of defraying the cost of participation of the members of the Commission from developing countries has been established.  It has facilitated the participation of several members of the Commission from developing countries in the sessions of the Commission.

    The convening by the Secretary-General of the sessions of the Commission, with full conference services, including documentation, for the plenary parts of these sessions, is subject to approval by the General Assembly of the United Nations.  The Assembly does so in its annual resolutions on oceans and the law of the sea, which also address other matters relevant to the work of the Commission and the conditions of service of its members.

  • MIL-OSI Africa: Perenco’s $2 Billion Cap Lopez Liquefied Natural Gas (LNG) Project Signals Gas-Led Growth in Central Africa

    Positioning natural gas at the center of its growth strategy, independent oil and gas company Perenco is driving one of Central Africa’s most ambitious energy developments through the Cap Lopez LNG terminal in Gabon – a flagship project set to come online in 2026. Situated at the existing Cap Lopez oil terminal, the $2 billion initiative will introduce a floating LNG (FLNG) vessel designed to monetize the country’s offshore gas reserves and reduce gas flaring. Following completion, the project is expected to serve as a catalyst for energy diversification and broader economic growth in the country.

    Marking Gabon’s first large-scale gas development following a final investment decision in 2024, the project signals a major step forward for regional energy security and industrialization. Currently under construction in Dubai, the FLNG unit will boast a production capacity of 700,000 tons of LNG and 25,000 tons of LPG annually, supported by storage infrastructure capable of holding 137,000 cubic meters. In support of this venture, engineering and construction company Technomak recently signed an agreement with Dixstone – a Perenco affiliate – for the integration of the offshore FLNG barge.     The project forms part of a broader energy strategy being implemented by Perenco in Africa. In the Republic of Congo, the company continues to expand its upstream footprint with the commissioning of the Kombi 2 platform on the Kombi-Likalala-Libondo II permit. Currently under construction by Dixstone at the Nieuwdorp shipyard in the Netherlands, the platform is scheduled to depart in October and enter into operation offshore Pointe-Noire by early next year. With an estimated investment exceeding $200 million – and forming part of broader developments nearing $900 million – the project includes new drilling phases, infrastructure upgrades and the optimization of existing wells. The Kombi 2 platform will feature an integrated wellbay module to accommodate new wells, aiming to unlock an additional 10 million barrels of oil equivalent, with targeted output gains of 4 million cubic feet per day. Power generation for the platform will be supported by dual gas turbined linked to a 33-kV electrical hub, reinforcing Perenco’s commitment to operational efficiency and sustainable resource development in Congo.

    On the exploration front, Perenco continues to cement its role as a premier independent in Africa’s energy landscape through a robust portfolio of upstream and gas infrastructure developments across the continent. In early 2024 an appraisal well in Gabon spudded near the Hylia South West discovery revealed substantial oil-bearing columns in the Ntchengue Ocean reservoir and reinforcing the potential of the lower Madiela carbonate formation. In Cameroon, the company launched its inaugural gas-to-industry project in July 2024, supplying 3.5-6.5 million cubic feet per day of natural gas from the Sanaga South field to the Keda tile factory via a 6-km pipeline – a milestone following its 9.9% equity acquisition in offshore operatory Golar LNG a month earlier.

    These initiatives underscore Perenco’s integrated energy strategy, with the company’s participation as a Gold Partner at AEW: Invest in African Energies 2025 set to showcase their strategic role in shaping Africa’s energy future through large-scale gas monetization, infrastructure expansion and frontier exploration.     UNFPA Announces Winners of the Equalizer Challenge to Scale Breakthrough Women’s Health Innovations. Winners include an AI health tracker for pregnant women, a digital menopause platform and a speculum that detects cervical cancer.

    New York, 3 July 2025 – UNFPA, the United Nations sexual and reproductive health agency, today announced the six winners of the Equalizer Challenge: Scaling Women’s Health Innovations. The initiative supports women-led health enterprises in moving beyond the pilot stage and achieving transformative impact at scale.

    Launched in collaboration with MIT Solve, IE University, and Women of Wearables, and enabled by generous support from the Governments of Luxembourg and Germany, the challenge seeks to close the gender health gap by investing in innovations that reach the most underserved.

    The six winners were selected from 350 submissions across 72 countries, with entries spanning six global regions. Each will receive up to US$ 20,000 in catalytic equity-free funding, along with a six-month capacity development programme that includes biweekly mentorship, expert coaching, and strategic connections to global health and investment networks.

    The selected innovations address a wide range of women’s health challenges, including cervical cancer, menopause, maternal mental health, and digital access to sexual and reproductive health care.

    The six winning solutions are:

    • GICMED (Cameroon) – A smart gynecological speculum device that enables early detection and remote diagnosis of cervical cancer and female genital schistosomiasis through telemedicine in low-resource settings.
    • Take Care Mom (Kazakhstan) – An AI-powered platform providing pregnant women with continuous health tracking, early risk detection, and 24/7 expert support to improve maternal and neonatal health and well-being.
    • Maisha Mothers (Kenya) – A mobile-based maternal health innovation by Thalia Psychotherapy that integrates mental health, family planning, and financial wellness into routine antenatal and postnatal care.
    • OMGYNO (Lebanon) – A femtech platform offering anonymous at-home testing, telemedicine services, and sexual and reproductive health education for women in underserved communities across the Middle East and North Africa.
    • SinReglas (Mexico) –  A digital menopause platform, offering personalized care and workplace services responsive to the health needs of millions of women during all stages of their life cycle, including menopause.
    • Smart Scope® CX (India) – An AI-powered portable device from Periwinkle Technologies that enables community health care workers to detect early-stage cervical cancer and certain benign conditions within 60 seconds without the need for electricity or internet, and facilitates remote triaging.

    These women-led solutions were selected for their scale potential and demonstrated impact. The Equalizer Challenge shows UNFPA’s commitment to supporting women-centric health solutions by closing funding gaps, and helping them develop, gain visibility, and reach the market.Through targeted innovation challenges, UNFPA transforms community-led innovations into high-impact, investable solutions spearheaded by women and young people.

  • Trinidad all set to welcome PM Modi as India eyes stronger Caribbean ties

    Prime Minister Narendra Modi departed Accra on Thursday for Port of Spain, where he will seek to strengthen India’s historic ties with Trinidad and Tobago during the second leg of his five-nation tour.

    “Leaving for Trinidad & Tobago. Later this evening, I look forward to attending a community programme in Port of Spain. Tomorrow, I will be addressing the Parliament of Trinidad & Tobago. Looking forward to deepening ties with a valued partner in the Caribbean, with whom we share very old cultural linkages,” PM Modi said in a post on X after concluding his two-day visit to Ghana.

    Trinidad and Tobago is PM Modi’s second stop and will be followed by visits to Argentina, Brazil and Namibia. This is his first visit to Trinidad and Tobago as Prime Minister and the first bilateral Prime Ministerial visit to the country since 1999.

    The Prime Minister is scheduled to hold talks with President Christine Carla Kangaloo and Prime Minister Kamla Persad-Bissessar, who recently began a second term in office, and will address a joint session of Parliament on Friday. Kangaloo was Chief Guest at this year’s Pravasi Bharatiya Divas, while Persad-Bissessar has visited India previously and received the Pravasi Bharatiya Samman award.

    Earlier, the Ministry of External Affairs said in a statement that the visit would provide fresh momentum to the longstanding cultural and people-to-people ties between the two countries. “The visit comes at an opportune time, as this year, 2025, the country (Trinidad and Tobago) is commemorating 180 years of the arrival of Indian immigrants in T&T,” MEA Secretary (South) Neena Malhotra said at a briefing on Monday.

    Trinidad and Tobago is home to an Indian diaspora that makes up about 40–45% of its 1.36 million people, descendants of immigrants who first arrived in 1845. The diaspora continues to maintain strong cultural and emotional ties with India.

    The trip marks PM Modi’s second visit to the Caribbean in eight months. In November 2024, he travelled to Guyana for the India–CARICOM Summit, where he pledged support for Caribbean nations and met then Prime Minister Keith Rowley. PM Modi congratulated Rowley on Trinidad and Tobago’s adoption of India’s UPI digital payment platform and promised further cooperation in digital transformation.

    India and Trinidad and Tobago are seeking to expand cooperation in pharmaceuticals, healthcare, renewable energy, digital public infrastructure, agriculture, disaster resilience and technology, as well as sports, academics and cultural exchanges.

    Last year, the Prime Minister told Caribbean leaders that India stood firmly for giving voice to the concerns of the Global South, saying smaller nations were among the worst hit by global conflicts and crises.

    PM Modi’s address to the joint session of Parliament is also symbolic of democratic ties between the two nations. “The Speaker’s chair in the Parliament has been a gift by India, which is again a symbolic reminder of the strong democratic and parliamentary traditions between our two countries,” Malhotra said.

    This visit, she added, is also special for both the President and the Prime Minister of T&T, since they are of Indian origin and take pride in calling themselves “daughters of India.”

    “The entire Indian community in Trinidad and Tobago is very enthusiastic about PM Modi’s upcoming visit and a large diaspora interaction event is being planned during the visit. During the visit, the PM will hold high-level discussions with both the President and Prime Minister, and the leaders are expected to cover the entire gamut of our bilateral relations, as well as regional and multilateral aspects,” Malhotra said.

    James Loubeau, a former U.S. Air Force member, was sentenced today to five years in prison to be followed by 20 months of supervised release for sexually assaulting another service member at Royal Air Force Mildenhall, United Kingdom, in May 2019. In April 2025, Loubeau, 37, of Miami, pleaded guilty to two counts of abusive sexual contact. 

    As part of his guilty plea, Loubeau admitted that, on May 4, 2019, he sexually assaulted the victim on base at Royal Air Force Mildenhall. Loubeau was later discharged from the Air Force in March 2020. The charges were brought under the Military Extraterritorial Jurisdiction Act (MEJA), which establishes U.S. jurisdiction over certain offenses committed abroad by, among others, persons who served with the armed forces but who are no longer subject to military prosecution.

    In May 2019, Loubeau and the victim met at a bar on the Air Force base where the victim consumed several alcoholic beverages. Later, a friend of the victim accompanied the victim back to her on-base housing and helped her get ready for bed. The friend then left and the victim fell asleep alone. Around 2:30 a.m., the victim awoke to find Loubeau on top of her in her bed. The victim almost immediately called two friends to say she had been raped. Surveillance video captured Loubeau after he left the victim’s room to return to his dorm room. A medical examination revealed that the victim had injuries consistent with sexual contact, and DNA testing later linked Loubeau to the sexual assault.

    Five Oxford leisure centres have received significant upgrades to their catering facilities and menus.

    Barton Leisure Centre, Leys Pools and Leisure Centre, Ferry Leisure Centre, Hinksey Outdoor Pool, and Oxford Ice Rink have all undergone improvements designed to modernise the spaces and offer a wider range of food and drink choices.

    A key highlight of the upgrades is the introduction of Fairtrade coffee and tea that are not only organic, but also Rainforest Alliance-certified and Soil Association-accredited. All hot drinks are now served in eco cups, with 30p discount offered to customers who bring their own reusable cup.

  • MIL-OSI United Kingdom: Council steps in to buy land to transfer to Gables

    Tails will be wagging with joy at Gables – a patch of land near the cats and dog home is to be transferred to the charity after the Council stepped in to buy the land.

    Late last year National Highways put up for sale a section of grass verge outside the charity’s premises in Merafield Road, sparking concern from the charity and its many supporters.

    National Highways had intended to put the site up for auction, but the Council can today confirm it has agreed terms to buy the land off market on behalf of Gables. The land was independently valued on behalf of the council and National Highways and both have now agreed to the transaction.

    The Council has secured the land for Gables who have agreed to underwrite the costs and will acquire the site for the price paid by the Council together with professional fees. The price is currently confidential but will be made public on completion at the Land Registry.

    Councillor Chris Penberthy, cabinet member responsible for assets said: “This is unusual but as a public organisation we were able to step in and help.

    “We were able to buy the land before it went on the market, which meant the cost to the charity was very low. The charity does an incredible job and we wanted to remove this unnecessary worry. It was a transaction that will cost the taxpayer nothing, but will make a lot of supporters very happy.”

  • MIL-OSI United Kingdom: New project to protect Cambridge’s chalk streams

    A new project dedicated to studying and preserving Cambridge’s chalk streams is being launched at Anglia Ruskin University’s East Road campus on Wednesday, 16 July.

    It is estimated that 85% of the world’s chalk streams are found in the UK, with the majority located in the south of England and East Anglia. These streams, fed by springs in chalk bedrock, provide clean and clear water that supports a huge variety of wildlife.

    However, once pristine, many local chalk streams are being degraded by a range of factors including water extraction, pollution, the erosion of riverbanks, and invasive species.

    The Greater Cambridge Chalk Stream Project is a collaboration between Cambridge City Council and Anglia Ruskin University (ARU), and is bringing together experts to study the threats faced by local chalk streams, such as Hobson’s Brook and Cherry Hinton Brook in Cambridge, and highlight practical ways to protect them.

    The project kicks off with a free conference at ARU, running from 10am-4pm on 16 July, featuring presentations by leading environmental scientists. Topics will range from groundwater depletion and sediment loading to aquatic biodiversity and emerging contaminants.

    Geologist and ecologist Dr Steve Boreham will focus on the pressure chalk aquifers are facing from water extraction, while Dr Mike Foley of Cam Valley Forum will share insights from his citizen science water quality monitoring work.

    Dr Tory Milner of Keele University will examine the impact of sediment and gravel accumulation on chalk streams, while Professor Angela Gurnell will cover the important role of submerged aquatic plants.

    From ARU, Dr Toby Carter will discuss the connection between brown trout populations and the health of chalk streams, Dr Alvin Helden will demonstrate how monitoring aquatic macroinvertebrates, such as mayflies and caddisflies, can indicate water quality and habitat condition, and Dr Bas Boots will address the risks posed by new pollutants, including PFAS “forever chemicals” and microplastics.

    The conference will also introduce the Greater Cambridge Chalk Stream Project’s citizen science programme, offering opportunities to participate in water quality testing, photography, sediment trapping and the monitoring of riverbank erosion. Taking place weekly over two years, the citizen science monitoring will be co-ordinated by ARU.

    “Chalk streams are globally rare freshwater habitats and we’re fortunate to have them in and around the city. However, many of these precious ecosystems are now significantly degraded and at risk.

    “The Greater Cambridge Chalk Stream Project will investigate local sites to understand habitat loss, biodiversity reduction, and water quality issues. By bringing everyone together, including involving local community volunteers, we hope to obtain detailed information about each stream to help inform Cambridge City Council’s restoration strategies and safeguard our chalk streams for future generations.”

    A major Government-led programme to strengthen and grow Jersey’s financial services industry is to be showcased at a public event later this month. 

    The conference – at the Radisson Blu Hotel on 23 July – will provide the first significant update on the project, launched earlier this year in collaboration with Jersey Finance Ltd, the Jersey Financial Servies Commission (JFSC) and industry partners. 

    The Competitiveness Programme aims to support and find new areas of growth for Jersey’s financial and related professional services (FRPS) sector – the Island’s largest employer and the most significant contributor to tax revenues that fund public services. 

    In a keynote speech, Deputy Ian Gorst, Minister for External Relations with responsibility for Financial Services, will outline the need for action amid an ever-changing and increasingly uncertain global landscape, and set out the work undertaken in the programme so far. 

    The Minister will also discuss the future plans for the programme, which will culminate in a report setting a clear strategy to safeguard and grow the industry over the next ten years and beyond. 

    Further presentations and panel discussions will focus on: 

    • Updates on the programme’s workstreams on tax, ‘quick win’ changes, and longer-term improvements to Jersey’s business and regulatory environment
    • Global trends affecting international finance centres 
    • Insights from the JFSC strategy and registry review 
    • Opportunities to collaborate on upcoming work.

    Hundreds of volunteers collected thousands of items in a 24-hour litter pick across dozens of areas in Aberdeen.

    The annual event – with the aim of making the city more sparklingly clean in the summer months – had 37 separate clean-ups from organisations including primary and secondary schools, community groups, and individuals.

    It involves litter picks starting every hour over 24 hours from midnight to midnight and included Tall Ship volunteers doing a session to ensure the city is ship shape in time for next month’s event.

    Aberdeen City Council Co-Leader Councillor Ian Yuill said: “It’s good that so many groups came out to help keep our city looking sparkling clean. 

    “Council staff work hard to keep our city clean and tidy. Unfortunately they cannot be everywhere at the same time so the action taken by these communities, groups, workplaces, and individuals makes a big difference.”

    Aberdeen City Council Net Zero, Environment and Transport Committee convener Councillor Miranda Radley said: “We’d prefer if people didn’t litter in the first place as it is bad for the environment and makes our city look unattractive. We are all responsible for keeping our city beautiful. This effort can be as simple as picking up litter outside our front gates every day, or a bigger effort such as litter picks carried out by dozens of groups throughout the year.

    “These organised litter-pick events really do make a huge difference to local communities and help foster pride in our beautiful city.”

    The 393 participants in the Aberdeen City Council-organised event managed to fill 197 black bin bags across the 37 clean-ups.

    This year’s event was started by ACC’s library services team at midnight on Wednesday followed by ACC’s environmental services staff, countryside rangers, and tree squads doing the early hours and then by the other groups every hour.

    Areas which benefitted included Morningside, Garthdee, Mastrick, Hazlehead, Summerhill, Tillydrone, Kincorth, Bucksburn, West End, Airyhall, city centre, Heathryfold, Garthdee, Cove, Powis, Torry, Seaton, Rosemount, Stockethill, Donmouth, Northfield, Fittie, and the beachfront.

    Other groups taking part this year included Riverbank School, Kirkhill School, Bucksburn Academy, Bright Horizons, Airyhall School, Phoenix Futures, Hazlehead Primary, Keep Middlefield Clean, Tall Ships volunteers, Charleston School, St Machar Academy, Loirston School, Boat Club, Fresh Community Wellness, Friends of Victoria and Westburn Parks, Ashgrove and Stockethill
    Community Council, ACC Green Champions, Northfield Community Centre, Kincorth and Leggart Community Council, Friends of St Fittick’s Park. Members of the public took part in litter picks at Torry Battery, Fittie, and the beachfront.

    The places the groups picked litter up from included school grounds, pitches, car parks, golf course woods, streets, green spaces, parks, along the River Dee, community centre grounds, and near the Tall Ships site.

    The event is part of the year-round Clean Up Aberdeen campaign which encourages people not to litter in the first place, and also provides equipment for groups wanting to organise a litter pick.     The UK’s Ambassador to Japan, Julia Longbottom, visited a selection of Portsmouth  businesses today to boost economic ties as part of a new roadshow launched by the Foreign Secretary David Lammy to drive growth in every part of the UK.

    Ambassador Longbottom met with the Lord Mayor of Portsmouth City Cllr. Gerald Vernon-Jackson and Natalie Brahma-Pearl, Chief Executive of Portsmouth City Council and visited locally based businesses including Griffon Marine, Airbus Portsmouth, BAE Systems and the Mary Rose.

    Portsmouth is a key centre of Japanese trade and investment within the Hampshire region, in part due to the strength of its maritime, defence and advanced manufacturing sectors.

    Exports from the Hampshire & Isle of Wight region to Japan in 2022 totalled £1billion, while total imports were £206million. Most of the exports from Hampshire & Isle of Wight are in goods – £833 million exported in goods versus £170 million in services, owing to the presence of major goods ports at Southampton and Portsmouth.

    Canterbury’s annual celebration of the River Stour returns for a third time this September, promising a fun-packed week of free activities and events.

    The Great Stour Riverfest 2025 gets underway on Sunday 21 September with the fantastic spectacle that is the Rotary Club of Canterbury’s Annual Duck Race in the Westgate Gardens.

    It is followed through the week by a range of free events including walks, talks, river cleans, yoga sessions and plenty more, before the festival wraps up with a Riverfest fair at the Riverside development at Kingsmead on Sunday 28 September.

    This special family event features stalls from local organisations and community groups and is suitable for all ages.

    The focus for Riverfest this year is on wellness, nature and the rights of rivers, with the schedule of activities organised by the local community in partnership with the city council and Canterbury BID.

    Some events that have limited spaces will be ticketed and these will be available to book online in due course.

    Cabinet member for biodiversity and open spaces, Cllr Mel Dawkins, said: “Riverfest has now become an established fixture in the city’s events calendar as we celebrate our greatest ecological, historical and cultural asset.

    In May 2018, the Home Office conducted a public consultation to review the law, guidance, procedures and processes surrounding police pursuits. The government announced a new test to assess the driving standards of police officers as a response to the consultation.

    In November 2019, the government also announced a review of pre-charge bail legislation before conducting a public consultation in 2020. The purpose of this was to make sure the pre-charge bail process is efficient, victim focused and used in all cases where necessary.

    This circular informs the police and other relevant public authorities about reforms within the Police, Crime, Sentencing and Courts Act 2022 and the commencement of the pre-charge bail and police driver standards measure.

    The pre-charge bail provisions commenced on 26 and 28 October 2022. The Road Traffic Act 1988 (Police Driving: Prescribed Training) Regulations 2022 commenced on 30 November 2022.

    The text was further amended in July 2025 to reflect a new statutory instrument, the Road Traffic Act 1988 (Police Driving: Prescribed Training) (Amendment) Regulations 2025, which amends the standards for police driver training in the 2023 Regulations. The statutory instrument was laid on 3 July 2025 and commences on 24 July 2025.

    WASHINGTON, D.C.— Today, U.S. Senator Angus King (I-ME) released the following statement in response to reports that the White House may be pausing congressionally-directed weapons shipments to Ukraine:
    “I am gravely concerned by the potential “pause” in the supply of crucial weapons necessary for the defense of the Ukrainian people. To slow or stop the delivery of promised weaponry (which reportedly were already in Poland on their way to Kiev) is a serious policy and humanitarian mistake.
    “These systems are designed to intercept and destroy incoming aerial attacks of exactly the type that Russia has escalated recently against civilian targets in Ukraine. Cutting off the delivery of this desperately needed shield puts civilian lives at greater risk and sends a dangerous signal to Moscow.
    “The only thing that will bring Putin to the table, as the President desires, is a demonstration of U.S. resolve and a continuing show of force in the face of intensifying Russian aggression. This decision undermines both of these objectives, significantly weakening the President’s hand in brokering peace.
    “Stopping Putin in Ukraine is critical to the preservation of Ukraine as a sovereign nation and the protection of her brave people, but it is in our interest as well by deterring further Russian aggression elsewhere in Eastern Europe which would lead to a much wider conflict. After all, America is sending our superior and sophisticated arsenal; Ukraine is sending its fathers, sons and brothers to the front – in defense of democratic values.
    “This regrettable decision should be reversed and repudiated at once—for Ukraine, for the United States, and for the world.”

    Oxfam has joined the new care initiative launched today by the governments of Brazil, Mexico, and Colombia and others, at the Fourth Financing for Development Conference in Seville. The coalition will push for increased investment in care, with the goal of reducing inequalities. Oxfam Mexico Executive Director Alexandra Haas said: 

    “This initiative seeks to close the gap that for centuries has been disadvantaging women around the world. Women take on 76% of unpaid care work globally and are the most affected by cuts to public services. This unequal distribution of care is rooted in the gendered division of labor and in the colonial power imbalances between Global North and South, and in an economic structure that puts the interests of the super-rich at the expense of everyone else.  

    “This agenda is not advancing at the speed we’d like, because it requires funding. But if governments don’t invest, care work will fall once more on the shoulders of women, particularly low-income and racialised women. It’s time for states to take on responsibility through the provision of high-quality, sufficient and well-funded public services.  

    “We’re concerned about the role of the private sector in the provision of universal public services. Let’s be cautious. Progress will come from collaboration between governments, institutions and civil society. Services like healthcare are a human right and a public good, not a commodity. We hope the role of the private sector is through their paying their fair share of taxes, that can be used to fund and sustain public services.  

    “Seville is just a starting point, not the destination. This initiative can pave a route for more global coalitions that put care and the fight against inequalities at the center, from the FFD to COP30 and G20.”

    The CareSPA initiative is led by UN Women together with Brazil, Colombia and Mexico, with the support of the Global Care Alliance and the backing of Spain, Uruguay, Nepal, Canada, Norway and Germany. Institutional partners include the ILO (International Labour Organization), CAF (Development Bank of Latin America), ECLAC, UNDP, UNFPA and IDRC, together with civil society organisations such as GIESCR, Coordinadora de Organizaciones para el Desarrollo and Equimundo. 

    The Platform will discuss in the coming months the potential implementation of a set of specific actions to drive systemic change. Among them: 

     - Promoting gender-responsive budgeting and strengthening public financing capacity for care systems.  

    – Improving the generation and use of care-related data to inform evidence-based policy-making and investment planning.  

    – Scale up care services and systems through a sustainable and equity-driven approach, promoting shared gender and social responsibility.  

    – Foster international cooperation, capacity development and knowledge sharing to support the transformation of care systems.

    In response to the conclusion of the Fourth Financing for Development Conference in Seville, Spain, FFD Global Policy Lead Hernan Saenz said: 

    “Seville was a key moment in an ongoing journey to fight inequality, achieve gender justice and reform the international debt architecture under the UN. The conference showed that considerable challenges remain to deliver the Sustainable Development Goals. But it also paved the way for governments to build more coalitions to tax the super-rich and finance care, and put equality, democracy and sustainability at the core of their efforts. In a context of geopolitical uncertainty, multilateralism is the way ahead.” 

    “Despite the lacklustre ambition of the Compromiso de Sevilla where rich countries shirked their responsibility to act on the debt crisis and continued to embrace the private finance first approach to development, this conference also showed what international cooperation can achieve when there is political will for it. Our new research found that the new wealth of the top 1% surged by over 33.9$ trillion since 2015. This is enough to end annual poverty 22 times over, yet over three billion people still live in countries that spend more on debt repayments than on education or health. Therefore, we welcome the new alliance to tax the super-rich launched by Spain and Brazil, with the support of South Africa and Chile. 

    We also welcome the new care financing initiative by Brazil, Mexico and Colombia. These coalitions provide much needed political ambition and have the potential to deliver vital funding towards the Sustainable Development Goals and fight extreme inequality, which disproportionately impacts women and girls.  

    “We are very concerned by the limitations placed on civil society over the course of the conference to do what we came here to do: tell truth to power. Civil society organizations are the backbone of democracy. The UN was built to defend human rights – if it cedes to the global trend of shrinking civic space, it will undermine its legitimacy.”

    Sevilla, Spain – A growing coalition of countries have pledged to take action on taxing the super-rich and polluting companies at the 4th International Conference on Financing for Development conference.[1][2] But governments have failed to support bold measures to address the debt crisis that massively undermines Global South capacities to deal with social and environmental challenges and risks fuelling destructive extractive activities.

    Fred Njehu, Global Political Lead at Greenpeace Africa, said: “Sevilla was a crucial moment for multilateralism, yet rich and powerful governments failed to match the urgency of the debt crisis hitting Global South countries, undermining wellbeing and climate action. A glimmer of hope is the new coalitions of countries that have pledged bold action to tax the super-rich and polluting corporations. These alliances are important for building momentum to unlock vital public finance beyond debt repayments.

    “Now, world leaders must heed public anger over billionaire and fossil fuel greed. They must back transformative tax justice at the UN Tax Convention and COP30 to make super-rich individuals and powerful companies pay their fair share.     Vatican City (Agenzia Fides) – In the context of the Jubilee Year and the Jubilee of the Missionary World, scheduled for October 4 and 5, 2025, the Pontifical Missionary Union, in collaboration with the National Directions of the Pontifical Mission Societies of Spain and Costa Rica, is promoting and organizing a 100% online missiological refresher course in Spanish.The course will run from October 2025 to June 2026, with a total of 25 sessions divided into three blocks. Each session will last approximately 1 hour and 45 minutes and will be held on Tuesdays at 8:00 p.m. in Spain (1:00 p.m. in Costa Rica).The first block, scheduled from October 28 to December 16, 2025, will address the foundations of missiology, as well as the biblical and theological aspects of the Lord’s missionary mandate.   • MIL-OSI Security: Conclusion of misconduct hearing for two PCs

    Two serving Met police officers have been dismissed without notice for making homophobic, racist and sexualised comments to colleagues.

    PCs Ben Jeffries and Wayne Samson, attached to the North West Command, appeared before a nine-day hearing, which concluded on Thursday, 3 July. It found that both officers had breached the standards of professional behaviour in relation to discreditable conduct, authority, respect and courtesy, and equality and diversity.

    These breaches amounted to gross misconduct.

    It was heard that on multiple occasions, dating back to 2020, the officers made racist, misogynistic, sexual and homophobic remarks to several colleagues while on duty.

    PC Jeffries was also found to have sent a colleague an unsolicited picture of his genitals in August 2021.

    In November 2021, PC Sansom performed an offensive act towards a colleague.

    Detective Chief Superintendent Luke Williams, who leads policing for the North West Command, said: “The actions and comments made by both PC Jeffries and PC Samson were disgusting, wholly inappropriate and fell far below the standards expected of Met police officers. It is right they have been dismissed.

    “I would encourage our staff to continue to report any wrongdoing so that we can take action.”

    The officers will now both be added to the Barred List held by the College of Policing. Those appearing on the list cannot be employed by police, local policing bodies, the Independent Office for Police Conduct or His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.

    UK and Peru hold sixth iteration of bilateral Political Consultations Mechanism in London

    The Minister for International Development, Latin America and Caribbean and Peruvian Vice Minister of Foreign Affairs co-chaired the 6th session of the Peru-UK Political Consultations in London on 3 July.

    The Rt. Hon Baroness Chapman of Darlington, Minister for International Development, Latin America and Caribbean welcomed Peruvian Vice Minister of Foreign Affairs, Ambassador Felix Denegri to London on 3 July, where the two Ministers co-chaired the 6th session of the Peru-UK Political Consultations.

    A historic relationship rooted in shared values dating back over 200 years, the UK and Peru reaffirmed their commitment to strengthening their modern partnership.

    Successes celebrated since the last meeting include the successful ratification of the UK’s CPTPP accession; the signing of a Double Taxation Agreement; and signing a new Memorandum of Understanding (MOU) on Climate Change. The two countries celebrated the  culmination of the 200-year anniversary of Peru-UK relations in 2023 and numerous high-level visits both ways.

    1. On security and defence, the parties reaffirmed their commitment to a rules-based international order and willingness to jointly tackle global insecurity. The UK and Peru agreed to drive collaboration through a Memorandum of Understanding on Security cooperation, addressing transnational drug trafficking, illicit financial flows, corruption and environmental crime.

    2. On growth, the parties celebrated the strengthening of bilateral trade and investment, supported by a growing framework of trade and government-to-government agreements (G2Gs). Peru acknowledged the UK’s valuable contribution to Peru’s infrastructure on health, education and flood defences. This includes the UK’s position as the largest foreign direct investor in mining in Peru. The UK also presented its recently launched Industrial Strategy and the two sides discussed collaboration on Peru’s clean energy transition, including unlocking green hydrogen potential.

    3. The parties highlighted their joint efforts to address climate change, protect the Amazon Rainforest, promote green investment and tackle environmental crime. They celebrated the recent signing of a Memorandum of Understanding on Climate and Biodiversity and discussed Peru’s leadership as a key partner in Latin America ahead of COP30. The UK offered to continue supporting Peru in developing a National Bioeconomy Strategy by 2026.

    4. Lastly, the UK and Peru stressed the value of shared cultural experiences as a foundation to the bilateral relationship. They celebrated the promotion of English Language learning through the British Council and academic excellence through the UK’s Chevening scholarships programme. The parties will soon drive this further through the signing of two Memorandum’s of Understanding to collaborate on quality higher education in Peru delivered by the British Council.

    Speaking after the Consultations, Baroness Chapman said:

    The UK and Peru share a warm and historic friendship – over 200 years strong,  grounded in our values, mutual respect and common ambitions.

    Today we are working closer than ever for shared growth and prosperity. The UK is already Peru’s largest foreign investor and I had a fantastic discussion with Ambassador Denegri today on how we can build on this, from trade, to climate and security.

    Vice minister of Foreign Affairs of Peru, Félix Denegri said:

    We had very fruitful discussions with Baroness Chapman, in which we ratified our commitment to continuously expand and strengthen our bilateral agenda, based on our shared principles, values and interests.

    I am greatly satisfied with the level of bilateral engagement between Peru and the UK, shown in reciprocal ministerial, vice-ministerial and high authorities visits in the last two years. We both highlighted the continuity of our Political Consultations Mechanism, being this the sixth since its establishment in 2018.

    We look forward to welcome Baroness Chapman for our next round of Consultations, in Peru.

    The UK and Peru will continue to strengthen bilateral ties across security, growth, climate and education, invigorated through their new agreements and MOUs. The parties agreed to reconvene in Peru in 2026.

  • MIL-OSI Security: Four Individuals Charged in Northern District of Texas with Health Care Fraud Schemes Totaling Over $210 Million as Part of National Takedown

    WASHINGTON — The Justice Department today announced the results of its 2025 National Health Care Fraud Takedown, which resulted in criminal charges against 324 defendants, including 96 doctors, nurse practitioners, pharmacists, and other licensed medical professionals, in 50 federal districts and 12 State Attorneys General’s Offices across the United States, for their alleged participation in various health care fraud schemes involving over $14.6 billion in intended loss. The Takedown involved federal and state law enforcement agencies across the country and represents an unprecedented effort to combat health care fraud schemes that exploit patients and taxpayers.

    Demonstrating the significant return on investment that results from health care fraud enforcement efforts, the government seized over $245 million in cash, luxury vehicles, cryptocurrency, and other assets as part of the coordinated enforcement efforts. As part of the whole-of-government approach to combating health care fraud announced today, the Centers for Medicare and Medicaid Services (CMS) also announced that it successfully prevented over $4 billion from being paid in response to false and fraudulent claims and that it suspended or revoked the billing privileges of 205 providers in the months leading up to the Takedown. Civil charges against 20 defendants for $14.2 million in alleged fraud, as well as civil settlements with 106 defendants totaling $34.3 million, were also announced as part of the Takedown.

    Today’s Takedown was led and coordinated by the Health Care Fraud Unit of the Department of Justice Criminal Division’s Fraud Section and its core partners from U.S. Attorneys’ Offices, the Department of Health and Human Services Office of Inspector General (HHS-OIG), the Federal Bureau of Investigation (FBI), and the Drug Enforcement Administration (DEA). The cases were investigated by agents from HHS-OIG, FBI, DEA, and other federal and state law enforcement agencies. The cases are being prosecuted by Health Care Fraud Strike Force teams from the Criminal Division’s Fraud Section, 50 U.S. Attorneys’ Offices nationwide, and 12 State Attorneys General Offices.

    “This record-setting Health Care Fraud Takedown delivers justice to criminal actors who prey upon our most vulnerable citizens and steal from hardworking American taxpayers,” said Attorney General Pamela Bondi. “Make no mistake – this administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.”

    “These individuals lined their own pockets, egregiously stealing beneficiaries’ identities and pillaging the coffers of federal programs,” said Acting U.S. Attorney Nancy Larson.  “We will never tolerate this behavior and will relentlessly pursue prosecution of these offenders to the fullest extent possible. We applaud the tremendous work of our law enforcement partners in this National Takedown, whose diligent efforts dismantled layers of complex financial transactions created by these bad actors attempting to conceal their fraudulent conduct.”

    “As part of making healthcare accessible and affordable to all Americans, HHS will aggressively work with our law enforcement partners to eliminate the pervasive health care fraud that bedeviled this agency under the former administration and drove up costs,” said Secretary Robert F. Kennedy Jr. of the Department of Health and Human Services.

    “The scale of today’s Takedown is unprecedented, and so is the harm we’re confronting. Individuals who attempt to steal from the federal health care system and put vulnerable patients at risk will be held accountable,” said HHS-OIG Acting Inspector General Juliet T. Hodgkins. “Our agents at HHS-OIG work relentlessly to detect, investigate, and dismantle these fraud schemes. We are proud to stand with our law enforcement partners in protecting taxpayer dollars and safeguarding patient care.”

    “The Criminal Division is intensely committed to rooting out health care fraud schemes and prosecuting the criminals who perpetrate them because these schemes: (1) often result in physical patient harm through medically unnecessary treatments or failure to provide the correct treatments; (2) contribute to our nationwide opioid epidemic and exacerbate controlled substance addiction; and (3) do all of that while stealing money hardworking Americans contribute to pay for the care of their elders and other vulnerable citizens,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The Division’s Health Care Fraud Unit and U.S. Attorneys’ Offices stand united with our law enforcement partners in this fight, and we will continue to use every tool at our disposal to protect the integrity of our health care programs for the American people.”

    “Health care fraud drains critical resources from programs intended to help people who truly need medical care,” said Director Kash Patel of the FBI. “Today’s announcement demonstrates our commitment to pursuing those who exploit the system for personal gain. With more than $13 billion in fraud uncovered, this is the largest takedown for this initiative to date. Together, the FBI and our law enforcement partners will continue to hold those accountable who steal from the American people and undermine our health care systems.”

    “The perpetrators of this fraud used deceptive tactics and their access to beneficiary information to personally profit off government-sponsored health insurance programs. These programs provide critical care and services to individuals in our communities that need it most,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock. “The FBI and our law enforcement partners will continue to identify and investigate the pervasive health care fraud schemes that cost taxpayers tens of billions of dollars annually.”

    Cases Charged in the Northern District of Texas

    As part of the 2025 National Health Care Fraud Takedown, four defendants were charged by indictment in the Northern District of Texas with collective fraudulent billing of approximately $210 million submitted to federally-funded programs and other insurers, announced Acting United States Attorney for the Northern District of Texas Nancy E. Larson.  Those charged include:

    •    Demitrious Gilmore, 46, of Lubbock, Texas, was charged by indictment with conspiracy to commit health care fraud in connection with the submission of false and fraudulent medical claims for various benefits, items, and services that were ineligible for reimbursement, not medically necessary, not performed, or not provided. As alleged in the indictment, Gilmore, the owner of WM Wellness, LLC and Gilmorehands, Inc. d/b/a Work-Med, submitted the claims to the Department of Labor Office of Workers Compensation Program (“DOL-OWCP”), which administers workers’ compensation benefits to federal employees who suffered an injury, disease, or death in the performance of duty. Gilmore is alleged to have conspired with another physician and a former United States Postal Service employee and union official to submit the false and fraudulent claims. The alleged false claims include claims for knee braces, including several instances where “DOL-OWCP” was billed for multiple expensive custom knee braces for a single claimant; physical therapy, including an instance where “DOL-OWCP” was billed for multiple hours of physical therapy while the claimant was having knee surgery; as well as platelet rich plasma treatments and at-home ultrasonic devices that were not medically necessary, never provided, and/or not provided as represented. In all, Gilmore and his co-conspirators submitted approximately $19 million in false and fraudulent claims to “DOL-OWCP”, of which at least approximately $17 million was paid. Over $1 million was seized from bank accounts controlled by Gilmore. The U.S. Postal Service Office of Inspector General and DOL-OIG investigated the case.  The case is being prosecuted by Assistant U.S. Attorney Renee Hunter of the U.S. Attorney’s Office for the Northern District of Texas.  

    •    Gary Martin, 62, of McKinney, Texas, was charged by indictment with conspiracy to solicit or receive kickbacks for referrals to a federal health care program and solicitation and receipt of kickbacks in connection with the submission of over $73 million in false and fraudulent medical claims to Medicare for over-the-counter COVID-19 (“OTC COVID-19”) tests in 2023. As alleged in the indictment, Martin, the owner of medical clinics, conspired with health care providers and other individuals to pay and receive kickbacks based on Medicare reimbursements for OTC COVID-19 tests. In order to bill Medicare for the claims, Martin and his co-conspirators are alleged to have provided Medicare patient information, to which they had access, to co-conspirators without the Medicare beneficiaries’ knowledge or consent and/or notwithstanding that they had not requested any OTC COVID-19 tests. In fact, as alleged in the indictment, in numerous instances the beneficiary was deceased. Once Medicare paid the claim, Martin’s co-conspirator allegedly paid a kickback based on the reimbursement. Martin’s co-defendant, Damon Heath Roberts, previously pled guilty to conspiracy to pay or offer to pay kickbacks for referrals to a federal health care program in connection with the scheme and is awaiting sentencing. The Federal Bureau of Investigation’s Dallas Field Office and Department of Health & Human Services’ Office of Inspector General conducted the investigation.  The case is being prosecuted by Assistant U.S. Attorney Renee Hunter of the U.S. Attorney’s Office for the Northern District of Texas.

    •    Khadeer Khan Mohammed, 44, a citizen of India, was charged by indictment with health care fraud in connection with a scheme to submit false and fraudulent medical claims to Medicare for genetic testing that was allegedly never requested, ordered and/or performed. As alleged in the indictment, Mohammed, the owner of American Premier Labs LLC, located in Richardson, Texas, used the personal identifying information of physicians with no relationship to the Medicare beneficiaries, and without the physicians’ knowledge or consent, to submit the false and fraudulent claims to Medicare. In all, Mohammed caused the submission of approximately $93 million in false and fraudulent claims, of which approximately $65 million was paid, including payment of approximately $13 million over a single ten-day period in 2023. Nearly $6 million was seized from bank accounts controlled by Mohammed. The Federal Bureau of Investigation’s Dallas Field Office and Department of Health & Human Services’ Office of Inspector General conducted the investigation.  The case is being prosecuted by Assistant U.S. Attorney Renee Hunter of the U.S. Attorney’s Office for the Northern District of Texas.

    •    Olatunbosun Osukoya, 67, of Plano, Texas, was charged by indictment with conspiracy to commit health care fraud in connection with the submission of over $25 million in false and fraudulent medical claims to Medicare, TRICARE, and other insurers for electroencephalogram (EEG) testing. As alleged in the indictment, Osukoya, the owner of Ayo Biometrics, LLC d/b/a Cambridge Diagnostics, sought out individuals with insurance plans to undergo expensive EEG testing and recruited and paid kickbacks and bribes to physicians and others to refer patients to Cambridge Diagnostics. To conceal the scheme and to make it appear that the services were necessary, Osukoya and his co-conspirators allegedly falsified diagnoses and falsely labeled kickback payments as loans, medical directorships, and consultation fees, among other things. Osukoya, through Cambridge Diagnostics, was paid over $5 million for the claims and is alleged to have paid out over $450,000 in illegal kickbacks.  The Federal Bureau of Investigation’s Dallas Field Office and Department of Health & Human Services’ Office of Inspector General conducted the investigation.  The case is being prosecuted by Assistant U.S. Attorney Renee Hunter of the U.S. Attorney’s Office for the Northern District of Texas.

    Additional charges across the country involved a variety of fraudulent medical billing schemes, as noted below:

    Transnational Criminal Organizations

    29 defendants were charged for their roles in transnational criminal organizations alleged to have submitted over $12 billion in fraudulent claims to America’s health insurance programs.

    For instance, a nationwide investigation known as Operation Gold Rush resulted in the largest loss amount ever charged in a health care fraud case brought by the Department. These charges were announced in the Eastern District of New York, the Northern District of Illinois, the Central District of California, the Middle District of Florida, and the District of New Jersey against 19 defendants. Twelve of these defendants have been arrested, including four defendants who were apprehended in Estonia as a result of international cooperation with Estonian law enforcement and seven defendants who were arrested at U.S. airports and the U.S. border with Mexico, cutting off their intended escape routes as they attempted to avoid capture.

    The organization allegedly used a network of foreign straw owners, including individuals sent into the United States from abroad, who, acting at the direction of others using encrypted messaging and assumed identities from overseas, strategically bought dozens of medical supply companies located across the United States. They then rapidly submitted $10.6 billion in fraudulent health care claims to Medicare for urinary catheters and other durable medical equipment by exploiting the stolen identities of over one million Americans spanning all 50 states and using their confidential medical information to submit the fraudulent claims. As alleged, the organization exploited the U.S. financial system by laundering the fraudulent proceeds and deploying a range of tactics to circumvent anti-money laundering controls to transfer funds into cryptocurrency and shell companies located abroad. The arrests announced today also include a banker who facilitated the money laundering of fraud proceeds on behalf of the organization through a U.S.-based bank.

    The Health Care Fraud Unit’s Data Analytics Team and its partners detected the anomalous billing through proactive data analytics, and HHS-OIG and CMS successfully prevented the organization from receiving all but approximately $41 million of the approximately $4.45 billion that was scheduled to be paid by Medicare. HHS and CMS intend to seek to return the $4.41 billion in escrow to the Medicare trust fund for needed medical care. The scheme nonetheless resulted in payments of approximately $900 million from Medicare supplemental insurers. To date, law enforcement has seized approximately $27.7 million in fraud proceeds as part of Operation Gold Rush.

    In another action involving foreign influence, charges were filed in the Northern District of Illinois against five defendants, including two owners and executives of Pakistani marketing organizations, in connection with a $703 million scheme in which Medicare beneficiaries’ identification numbers and other confidential health information were allegedly obtained through theft and deceptive marketing. The defendants allegedly used artificial intelligence to create fake recordings of Medicare beneficiaries purportedly consenting to receive certain products. According to court documents, the beneficiaries’ confidential information was then illegally sold to laboratories and durable medical equipment companies, which used this unlawfully obtained and fraudulently generated data to submit false claims to Medicare. Certain defendants controlled dozens of nominee-owned durable medical equipment companies and laboratories that allegedly submitted fraudulent claims for products and services the beneficiaries did not request, need, or receive. Certain defendants also allegedly conspired to conceal and launder the fraud proceeds from bank accounts they controlled in the United States to bank accounts overseas. In total, the defendants caused approximately $703 million in alleged fraudulent claims to Medicare and Medicare Advantage plans, which paid approximately $418 million on those claims. The government seized approximately $44.7 million from various bank accounts related to this case.

    Finally, a defendant based in Pakistan and the United Arab Emirates who owned a billing company allegedly orchestrated a scheme to prey upon vulnerable individuals in need of addiction treatment by conspiring with treatment center owners to fraudulently bill Arizona Medicaid approximately $650 million for substance abuse treatment services. According to court documents, some of the services billed were never provided, while other services were provided at a level that was so substandard that it failed to serve any treatment purpose. As part of the conspiracy, treatment center owners allegedly paid illegal kickbacks in exchange for the referral of patients recruited from the homeless population and Native American reservations. The defendant received at least $25 million of ill-gotten Arizona Medicaid funds as a result of the conspiracy and is charged with a money laundering offense for his alleged use of those funds to purchase a $2.9 million home located on a golf estate in Dubai.

    Fraudulent Wound Care

    Charges were filed in the District of Arizona and the District of Nevada against seven defendants, including five medical professionals, in connection with approximately $1.1 billion in fraudulent claims to Medicare and other health care benefit programs for amniotic wound allografts. As alleged, certain defendants targeted vulnerable elderly patients, many of whom were receiving hospice care, and applied medically unnecessary amniotic allografts to these patients’ wounds. Many of the allografts allegedly were applied without coordination with the patients’ treating physicians, without proper treatment for infection, to superficial wounds that did not need this treatment, and to areas that far exceeded the size of the wound. Certain defendants allegedly received millions in illegal kickbacks from the fraudulent billing scheme.

    Prescription Opioid Trafficking

    74 defendants, including 44 licensed medical professionals, were charged across 58 cases in connection with the alleged illegal diversion of over 15 million pills of prescription opioids and other controlled substances. For example, five defendants associated with one Texas pharmacy were charged with the unlawful distribution of over 3 million opioid pills. As alleged, the defendants conspired to distribute massive quantities of oxycodone, hydrocodone, and carisoprodol, which were subsequently trafficked by street-level drug dealers, generating large profits for the defendants. This coordinated action is a continuation of the Health Care Fraud Unit’s systematic approach to stopping drug trafficking organizations and their pharmaceutical wholesale suppliers, which together have fueled an epidemic of prescription opioid abuse for nearly a decade.

    DEA also announced today that in the last six months, DEA charged 93 administrative cases seeking the revocation of pharmacies, medical practitioners, and companies authority to handle and/or prescribe controlled substances.

    Telemedicine and Genetic Testing Fraud

    In today’s Takedown, 49 defendants were charged in connection with the submission of over $1.17 billion in allegedly fraudulent claims to Medicare resulting from telemedicine and genetic testing fraud schemes. For example, in the Southern District of Florida, prosecutors charged an owner of telemedicine and durable medical equipment companies with a $46 million scheme in which Medicare beneficiaries were allegedly targeted through deceptive telemarketing campaigns and then fraudulent claims were submitted to Medicare for durable medical equipment and genetic tests for these beneficiaries. The Department continues to focus on eliminating health care fraud schemes that depend on telemedicine, including schemes involving fraudulent claims for genetic testing, durable medical equipment, and COVID-19 tests.

    Other Health Care Fraud Schemes

    The other cases announced today charge an additional 170 defendants with various other health care fraud schemes involving over $1.84 billion in allegedly false and fraudulent claims to Medicare, Medicaid, and private insurance companies for diagnostic testing, medical visits, and treatments that were medically unnecessary, provided in connection with kickbacks and bribes, or never provided at all. For example, in the Western District of Tennessee, prosecutors charged three defendants, including business owners and a pharmacist, with a $28.7 million scheme to defraud the Federal Employees’ Compensation Fund by allegedly billing for medications for injured United States Postal Service employees that were never prescribed by a licensed practitioner and largely were not dispensed as claimed. And in the Western District of Washington and the Northern District of California, prosecutors charged medical providers with allegedly stealing fentanyl and hydrocodone, respectively, that was meant for the providers’ patients, including child patients in need of anesthesia.

    Breaking Down Silos in the Fight Against Health Care Fraud

    In connection with the coordinated nationwide law enforcement operation, the Department is announcing that it is working closely with HHS-OIG, FBI, and other agencies to create a Health Care Fraud Data Fusion Center to bring together experts from the Department’s Criminal Division, Fraud Section, Health Care Fraud Unit Data Analytics Team; HHS-OIG; FBI; and other agencies to leverage cloud computing, artificial intelligence, and advanced analytics to identify emerging health care fraud schemes. The Health Care Fraud Unit’s Data Analytics Team was established in 2018 to enhance the Unit’s ability to detect, investigate, and prosecute complex health care fraud schemes. Joining forces with data analysts from HHS-OIG, FBI, and other partners will increase efficiency, detection, and rapid prosecution of emerging health care fraud schemes. It will also implement the President’s Executive Order Stopping Waste, Fraud, and Abuse by Eliminating Information Silos (Exec. Order No. 14243, 3 C.F.R. 294 (2025)) by reducing duplicative data teams, increasing operational efficiency through a whole-of-government approach, and leveraging cloud computing, artificial intelligence, and other agency resources.

Prior to the charges announced as part of today’s nationwide Takedown and since its inception in March 2007, the Health Care Fraud Strike Force, which operates in 27 districts, charged more than 5,400 defendants who collectively billed Medicare, Medicaid, and private health insurers more than $27 billion.
