    Residents of three local sheltered housing schemes have been sharing their family recipes as part of a Winchester City Council funded project to combat loneliness and boost healthy eating.

    Cllr Mark Reach joined Mary Carlton and residents of Richard Moss House for the presentation of their Community Cookbook

    As part of the Memories and Munch initiative, sheltered housing residents shared their stories about food and tried out new recipes, all the while learning new cooking techniques to help them create low-cost healthy meals.

    The project has seen Mary Carlton of Munch CIC and Life Story Writer Rachel Lewis work with residents through a series of workshops to collect recipes and memories and explore fresh ideas for sharing food and cooking together.

    Those recipes, as well as stories and pictures from residents, have been collated into three cookbooks, which were presented to each of the three sheltered housing schemes.

    Speaking about the initiative, Eve Kimpton, a resident at Richard Moss House, said:

    “When Mary mentioned old recipes I thought, ‘oh, that bread pudding recipe might be perfect’. In the war it was used for the soldiers’ wedding cakes and my mum, who was also called Eve, used to make it.

    “This is my first time seeing the cookbook and it’s absolutely amazing – I love seeing my mum and dad, and my friends, in the pictures on the pages. Other people will see it and hopefully enjoy it as well. It was so nice taking part in the project and learning something new from Mary even though I am 81.”

    Munch CIC’s Mary Carlton said:

     “Our aim was to improve participants’ confidence in the kitchen.  All the new recipes we included in the cookbook had to be easily prepared with affordable ingredients. We also focused on batch cooking, not only to reduce food waste but also recognising that not everybody is able to cook every day.  With these dishes, participants could still enjoy a healthy homemade meal, avoiding the expense of ready meals.”

    Joint communiqué issued by the Ministry for Europe and Foreign Affairs and the Ministry for the Armed Forces (Paris, 22 June 2025)

    Following the meeting of the Defence and National Security Council (CDSN), at President Macron’s request, the Minister for the Armed Forces, M. Sébastien Lecornu, and the Minister for Europe and Foreign Affairs, M. Jean-Noël Barrot, announce that in addition to civilian air links, in particular chartered flights leaving Amman, military (A400M) flights are now being deployed to transport French nationals who so wish from Ben Gurion Airport in Israel to Cyprus, subject to Israeli authorization.

    Since Friday 13 June, the Ministry for Europe and Foreign Affairs’s teams have been working actively to lend assistance to our French nationals in the region. Teams at the Ministry for Europe and Foreign Affairs’ Crisis and Support Centre have answered more than 4,500 calls. The Crisis and Support Centre’s emergency numbers are still accessible at all times. They are posted on our embassies’ and consulates’ websites.

    On Sunday 22 June, 160 French nationals, most of them in situations of emergency and vulnerability, accompanied by a doctor from the Ministry’s Crisis and Support Centre, are being repatriated from Jordan (Amman). Other flights will follow, in addition to direct or indirect commercial links leaving Amman (Jordan) and Sharm el Sheikh (Egypt).

    On Monday 23 June at 4.00 p.m., an additional commercial flight from Amman is being put in place by Royal Jordanian at France’s request; it will enable 150 French nationals to return; for Tuesday 24 June, the Ministry for Europe and Foreign Affairs is chartering a flight that will allow more than 150 nationals in vulnerable situations to return to France.

    The ceasefire between Israel and Iran unraveled within hours of its announcement, as both sides launched fresh attacks and accused each other of violations. Israeli officials confirmed a strike on a radar installation near Tehran in response to three missiles reportedly fired by Iran, one at 07:06 and two more at 10:25 local time, after the truce had taken effect.

    Explosions were reported in Iran’s northern Mazandaran province, including the cities of Babol and Babolsar, prompting the activation of air defense systems. Tehran denied launching any new missiles, while Israel cited precise timings to assert Iranian non-compliance, resulting in conflicting narratives and casting doubt on the ceasefire’s enforceability. However, no further incidents were reported after U.S. President Donald Trump spoke directly with Israeli Prime Minister Benjamin Netanyahu.

    The ceasefire, brokered with Qatar’s mediation following intensive negotiations and U.S. airstrikes on Iranian nuclear facilities, had been announced by President Trump on June 23. Both Netanyahu and Iranian state media publicly acknowledged the agreement, raising initial hopes of de-escalation. However, the swift breakdown revealed fundamental disagreements over the scope and terms of the truce.

    Trump, visibly frustrated, condemned both sides: “Iran did. Israel did, too. I’m not happy with Israel. Don’t go out first hour. Not happy with Iran, either.” In a pointed warning, he added, “DO NOT DROP THOSE BOMBS. IF YOU DO IT IS A MAJOR VIOLATION. BRING YOUR PILOTS HOME, NOW!” Israeli officials later confirmed they had refrained from further attacks following Netanyahu’s call with the U.S. President.

    The breakdown of the ceasefire coincides with the opening of the NATO summit in The Hague, Netherlands, where the conflict has already overshadowed the alliance’s traditional focus on defense spending and unity. President Trump arrived at the summit just hours after announcing the truce, only to see it fall apart soon after. The renewed violence in West Asia has forced NATO leaders to address the region’s rapidly deteriorating security situation while continuing to grapple with ongoing challenges such as the war in Ukraine.

    Meanwhile, regional air traffic is gradually resuming. Air India Express announced the restart of its services to West Asia from June 24, with flights resuming today on the Delhi, Muscat route, and additional services to Muscat, Riyadh, and Jeddah from Mumbai, Kozhikode, and Jaipur. Flights to and from major UAE cities, including Dubai, Abu Dhabi, Sharjah, Al Ain, and Ras Al Khaimah,are scheduled to resume tomorrow.

    Battambang (Agenzia Fides) – The government of Cambodia has confirmed that the Thai army unilaterally closed all border crossings with Cambodia on the night of June 23. According to the Thai army, border crossings in six Thai provinces bordering Cambodia have been closed, with few exceptions for students or people receiving medical treatment. All other human or vehicle traffic is currently prohibited. The closure is the latest in a series of reprisals that have intensified since the border incident on May 28, in which a Cambodian soldier was killed in gunfire in the so-called “Emerald Triangle,” a small green area on the border between Thailand, Cambodia, and Laos.It is one of several disputed regions that both Thailand and Cambodia claim as part of their territory. The two armies accused each other of firing first. On June 7, the Thai army temporarily closed the border and then reduced its opening hours. On June 12, Cambodia announced the suspension of electricity imports and closed the international border at Daung, in Battambang province, for “security reasons.”Thailand and Cambodia are separated by a border approximately 820 kilometers long, which runs through several disputed territories. “This dispute has existed for more than a century and dates back to the time of the French colonial empire,” explains Bishop Enrique Figaredo, Apostolic Prefect of Battambang (Cambodia), in an interview with Fides.”The parties involved are basing their decision on a map from 1907, which France, which occupied Cambodia as a colonial power until 1953, first used to draw the border between the two countries. Thailand argues that the map is not binding. Cambodia has appealed to the International Court of Justice to determine the territorial ownership of four disputed territories. Thailand also does not agree to appeal to the Court,” the Prefect said.”It should be noted that this crisis,” he added, “is causing hardship and inconvenience for ordinary people. The border between Cambodia and Thailand is indeed very porous and is constantly crossed by a lively trade and workers. The closure of the border blocks the flow of people and goods, so vital to social, economic, and cultural life.” Bishop Figaredo says that many people in the province of Battambang, the territory of his apostolic prefecture, are affected by these flows. “The local people are experiencing this phase with great disappointment, surprise, and confusion,” he notes. “There are also hundreds of displaced people, people stuck on the other side of the border who cannot return home,” he says. The dispute has aroused nationalist sentiments in both countries. Thailand has banned tourists and Thai citizens from visiting or working in Poipet, a Cambodian city whose economy relies on the presence of eight casinos frequented almost exclusively by Thai citizens. In this context, Thailand has also included security measures to paralyze transnational criminal activities in the dispute with Cambodia, as declared by Thai Prime Minister Paetongtarn Shinawatra.The measures against fraud centers were implemented in early 2025, when Thailand cut off electricity, internet, and fuel supplies to some areas of Myanmar where cyber fraud activities were taking place.     Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council meeting on Libya.

    President, I will make three points today.

    First, the United Kingdom is deeply concerned by recent violence and clashes in Tripoli. 

    We urge all parties to exercise restraint and engage constructively in mediation efforts to prevent further escalation. 

    The clashes underscore the fragility of Libya’s security landscape and the urgent need for sustainable political progress.

    Second, I want to echo the SRSG’s remarks and welcome the renewed commitment shown at the International Follow-up Committee on Libya in Berlin on 20 June. 

    We are concerned at Libya’s trajectory, particularly the worsening political and economic conditions. 

    And these trends threaten the country’s stability, sovereignty and unity. 

    We therefore fully support UNSMIL’s efforts to improve international coordination in support of the UN-facilitated political process.

    Third, the United Kingdom welcomes the valuable work of the Advisory Committee on technical options for elections pathways.

    OXFORD, United Kingdom, June 24, 2025 (GLOBE NEWSWIRE) — Sophos, a global leader of innovative security solutions for defeating cyberattacks, today released its sixth annual State of Ransomware report, a vendor-agnostic survey of IT and cybersecurity leaders across 17 countries that studies the impact of ransomware attacks on businesses. This year’s survey found that nearly 50% of companies paid the ransom to get their data back – the second highest rate of ransom payment for ransom demands in six years.

    Despite the high percentage of companies that paid the ransom, over half – 53% – paid less than the original demand. In 71% of cases where the companies paid less, they did so through negotiation – either through their own negotiations or with help from a third party. In fact, while the median ransom demand dropped by a third between 2024 and 2025, the median ransom payment dropped by 50%, illustrating how companies are becoming more successful at minimizing the impact of ransomware.

    Overall, the median ransom payment was one million dollars, although the initial demand varied significantly depending on organization size and revenue. The median ransom demand for companies with over $1 billion in revenue was five million dollars, while organizations with $250 million revenue or less, saw median ransom demands of less than $350,000.

    For the third year in a row, exploited vulnerabilities were the number one technical root cause of attacks, while 40% of ransomware victims said adversaries took advantage of a security gap that they were not aware of – highlighting organizations’ ongoing struggle to see and secure their attack surface. Overall, 63% of organizations said resourcing issues were a factor in them falling victim to the attack, with lack of expertise named as the top operational cause in organizations with more than 3,000 people and lack of people/capacity most frequently cited by those with 251-500 employees.

    “For many organizations, the chance of being compromised by ransomware actors is just a part of doing business in 2025. The good news is that, thanks to this increased awareness, many companies are arming themselves with resources to limit damage. This includes hiring incident responders who can not only lower ransom payments but also speed up recovery and even stop attacks in progress,” says Chester Wisniewski, director, field CISO, Sophos.

    “Of course, ransomware can still be ‘cured’ by tackling the root causes of attacks: exploited vulnerabilities, lack of visibility into the attack surface, and too few resources. We’re seeing more companies recognize they need help and moving to Managed Detection and Response (MDR) services for defense. MDR coupled with proactive security strategies, such as multifactor authentication and patching, can go a long way in preventing ransomware from the start.”

    • More Companies are Stopping Attacks in Progress: 44% of companies were able to stop the ransomware attack before data was encrypted – a six-year high. Data encryption was also at a six-year low with only half of companies having their data encrypted.
    • Backup Use is Down: Only 54% of companies used backups to restore their data – the lowest percentage in six years.
    • Silver Lining: Ransomware Payments and Recovery Costs are on the Decline: The average cost of recovery dropped from $2.73 million in 2024, to $1.53 million in 2025. While ransom payments are high, they declined by 50% from $2 million in 2024 to $1 million in 2025.
    • Ransom Payments Vary by Industry: State and local government reported paying the highest median amount ($2.5 million), while healthcare reported the lowest ($150,000).
    • Companies are Getting Faster at Recovery: Over half (53%) of organizations fully recovered from a ransomware attack in a week – up from 35% last year. Only 18% took more than a month to recover – down from 34% in 2024.

    Public funding in response to unprecedented situation.

    Education Secretary Jenny Gilruth has confirmed up to £40 million funding in principle for the Scottish Funding Council (SFC) to support the University of Dundee’s recovery.

    Funding will be provided to the SFC over two academic years or three financial years. This is in addition to the £25 million funding announced by Ministers in February for the SFC to support universities facing financial challenges, of which the University of Dundee received £22 million. This means total additional funding made available for the University by the Scottish Government via the SFC is up to £62 million.

    The SFC and Scottish Government will work together to develop appropriate conditions for the funding, which is subject to further due diligence. Funding will only be released once a sustainable, long-term recovery plan is put in place by the University that leverages commercial and private investment.

    The statement follows Professor Pamela Gillies’ Independent Review into the University of Dundee’s finances, which highlighted that the University had failed to operate in line with the SFC’s Financial Memorandum and Code of Good Higher Education Governance. Ministers have held early discussions with SFC to consider options to strengthen governance in institutions.

    Confirming the funding in a statement to Parliament, Ms Gilruth said:

    “The Scottish Government is determined to do everything we can to secure a positive and thriving future for Dundee University.

    “Since issues at the University came to light in November, the thoughts of Ministers have continued to be with staff and students who have faced a period of real anxiety and uncertainty. This additional £40 million funding support will help return the university to the thriving institution it should be.

     Scottish Ministers have powers under section 25 of the Further and Higher Education (Scotland) Act 2005 to direct the Scottish Funding Council Ministers to target a direct settlement to the University of Dundee, and to place specific conditions on that funding. This is the first time that these powers have been used. Ministers will work closely with the SFC on the provision of the funding.

    £40 million in-principle funding is subject to further due diligence prior to provision of the funding. The Scottish Government is in the process of procuring expert auditors to assist with due diligence, which is due to conclude in the coming days.

    Illustrators from the Children’s Book Illustration MA course at Anglia Ruskin University (ARU) have won the top two prizes at the national Macmillan Prize for Illustration.

    First prize and a cheque for £1,000 went to Marguerite Davidson, while Carol Law, who graduated from the ARU course last summer, received the runner-up award and a prize of £500.

    Known as the “Mac Prize”, the award was established in 1985 and is open to all non-professional illustrators based in the UK. This year the prestigious competition, which is celebrating its 40th birthday, received almost 400 entries.

    Marguerite, who is originally California and holds degrees in Studio Arts and in Film Production from San Diego State University, won for her picture book Do You Want To Play? She received the award from Joanna Prior, CEO of Pan Macmillan, at a ceremony held at Pan Macmillan’s London offices and will graduate from ARU’s Children’s Book Illustration MA course next month.

    “I love creating stories with warmth, silliness, and cheeky animal characters. I work with a multitude of different media, but my current favourite is screen printing. I enjoy using a limited palette and building up layers of colour, texture, and shape.

    “The initial idea for Do You Want To Play? came from a recurring image in my sketchbook of a stampede of animals all pushing and shoving their way out of the pages. I am fascinated by books that engage the reader in surprising ways, so I set about creating a story where the reader is trying to help the characters escape the book.

    “I love to make people laugh with my stories, and that is at the heart of this project. My tutors encouraged me to enter the Macmillan Prize for Illustration, and I am thrilled to have won! It is such a great honour to win this competition especially with this project, which is so close to my heart.”

    Meanwhile, Will Knight, who is also graduating from the MA course this summer, has been named as the winner of the Children’s Illustration category at the Batsford Prize 2025. And as with the Macmillan Prize, ARU enjoyed a one-two at the awards, run by independent trade publishers Batsford, with Will’s fellow student Vannysha Chang receiving the runner-up prize.

    Will impressed the judges with his work The House Dragon, a story about a child left behind accidently when his family move home, and the dragon who protects him.

    Colleagues collect the Excellence in Transport Design award for the Roseburn to Union Canal project at the Scottish Transport Awards 2025.

    Edinburgh received six accolades last week at the annual Scottish Transport Awards in Glasgow.

    The Council was recognised for the Roseburn to Union Canal project, picking up the Excellence in Transport Design award, alongside our work on tackling pavement parking with our contractor NSL, winning the Most Effective Road Safety, Traffic Management & Enforcement Project.

    Lothian’s Country Service 43 took home the Best Bus Service award and their work alongside Police Scotland during Operation Crackle around Halloween and Bonfire Night won the Excellence in Social and Community Value gong.

    The Royal Highland Show won the Contribution to Sustainable Transport award with their Traffic Management Working Group.  

    Finally, the Edinburgh & South East Scotland City Region Deal were recognised for their Workforce Mobility Project which won Best Practice in Transport Planning.

    The Scottish Transport Awards have for over two decades, brought the transport community together to recognise and celebrate industry achievements across Scotland.

    To explore how police can harness new and emerging technologies to strengthen community outreach and public engagement, the OSCE’s Transnational Threats Department brought together law enforcement and civil society representatives on 18 and 19 June for an expert roundtable discussion in Vienna.
    In the digital era, law enforcement agencies worldwide are increasingly using tools such as social media and mobile technologies to connect with the public. Participants highlighted how such digital innovations are key to fostering trust, enhancing public safety, and bridging gaps between law enforcement and the communities they serve.
    The roundtable discussion examined how these technologies can be used to reach diverse groups, from remote and underserved communities to youth for crime prevention efforts, as well as to enhance general public awareness and engagement.
    Ethical considerations, privacy concerns, and equitable access were also topics that took center stage during the discussions. By addressing both opportunities and risks, participants reflected on strategies that can help develop and strengthen transparent, rights-respecting, and community-centered policing.
    Key insights and recommendations from the discussions will be compiled into a short policy paper that will also contribute to a broader summary report to be published by the OSCE in late 2025.

  • MIL-OSI Security: Met officers foil drug gang murder plot

    Two drug kingpins have been found guilty of importing and dealing a tonne of cocaine and plotting a murder, following one of the largest EncroChat investigations in history led by Met detectives.

    The Met’s investigation uncovered the two men’s plan to commit a murder, as well as their role in delivering millions of pounds worth of drugs across the capital and beyond.

    The evidence of the offences were identified after officers trawled through thousands of messages on encrypted communication service EncroChat.

    Thought to be impenetrable by law enforcement, Met officers accessed chats between James Harding and Jayes Kharouti.

    It was identified that James Harding, 34 (01.01.1991), of Alton, Hampshire, was the head of a sophisticated organised drug dealing network, turning over an estimated £5 million profit in just 10 weeks. Harding resided in Dubai at the time of his arrest.

    Harding was found guilty by the jury of conspiracy to supply Class A drugs and conspiracy to commit murder on Tuesday, 24 June at The Old Bailey, following a seven-week trial.

    Kharouti, 39, (09.02.1986) of Depot Road, Epsom, previously admitted to his role in supplying drugs on Friday, 8 November 2024 at The Old Bailey. He was also found guilty of conspiracy to commit murder alongside Harding on Tuesday, 24 June at the same court.

    Chats on the encrypted messaging site unveiled they both spoke, in detail, about their plan to kill a suspected drug courier from a ‘rival crime network’.

    Detective Chief Inspector Jim Casey, who led the investigation, said: “This conviction sends a clear message: no matter how sophisticated the methods, criminals cannot hide behind encrypted software.

    “This operation dismantled a major supply chain and is a testament to the relentless work of our officers.

    “We monitored their drug-dealing activity but then we saw the group discussing the contract killing of a rival.  We moved fast to protect those in danger.

    “Harding and Kharouti planned to kill, we stopped that and put them before the courts.”

    This case is part of a wider operation to take down those who utilised EncroChat, after the National Crime Agency (NCA) passed information onto the Met after European agencies cracked the encrypted communications platform.

    So far, Met investigations have led to more than 5,000 years-worth of prison sentences for criminals on the site.

    Detective Inspector Driss Hayoukane QPM, who oversaw the Met’s EncroChat operation, added:

    “Thanks to the tenacity and commitment from Met officers, over 500 criminals have been successfully convicted since the EncroChat platform was cracked back in 2020, leading to well over 5,000 years of sentences being handed down to those involved.

    “This represents our commitment to combatting illegal drug supply, as well as the serious violence that comes with it.

    “Our work doesn’t stop here – we will continue to pursue those who profit from bringing harm to our communities and will continue to deliver our mission of reducing crime.”

    The investigation

    Following the thorough investigation into a series of conversations on EncroChat, the Met discovered Harding used the handle “thetopsking”, while Kharouti used “besttops”. They used the platform to confidently communicate with each other about their vast criminal enterprise.

    The Met spent hundreds of hours reviewing and analysing these messages. Among them were clear conspiracies to carry out a murder of a rival drug gang member with detailed plans, involving recruiting paid hitmen, arranging firearms and getaway vehicles. They had also discussed times, dates and locations.

    This was on top of plans to coordinate deliveries of hundreds of kilograms of cocaine across the country, manage their vast finances and discuss security threats.

    The court heard that approximately 50 importations were made into the UK, with a total weight of one tonne, between April and June 2020.

    This allowed Harding to live a lavish lifestyle in the United Arab Emirates, where he conducted his criminal enterprise.

    The arrests

    Harding was arrested on Monday, 27 December 2021 at Geneva Airport, Switzerland. On Friday, 27 May 2022, he was extradited from Switzerland to the UK when he was arrested by Met officers.

    Kharouti’s home was searched in 2020 after he was linked to the messages. Police found a handset with the same number he gave to Harding. He fled the country shortly after this, before being found in Turkey and extradited back to the UK.

    They are both due to be sentenced at the Old Bailey on Thursday, 26 June.

    Police are appealing for information about the whereabouts of a missing teenager from Ladbroke Grove.

    Aaliyah Ekedi-Morrow, 14, was reported missing from the W10 area on Wednesday, 11 June.

    She was last seen at 14:35hrs wearing her school uniform which includes a black blazer, a white shirt, a black skirt and a black and pink striped tie.

    She is of slim build and has light brown hair that she often wears in a bun. Aaliyah is known to visit the Dollis Hill area.

    Detective Inspector William Peel, from the Central West’s missing people team:

    “Due to Aaliyah’s age and the period of time she has been away from home we remain very concerned for her wellbeing.

    “I urge anyone including Aaliyah’s friends and family, who may have seen her or have information concerning her safety and whereabouts to please get in touch with police as soon as possible.”

    New joint Defence / NHS healthcare centre to open in Yorkshire

    New multi-million pound joint Defence / NHS healthcare centre to open in 2026. The facility will treat up to 1,000 military personnel, families and civilian patients daily.

    A new cutting-edge healthcare facility in Catterick, jointly built by the Ministry of Defence and the NHS, will treat thousands of patients a year including the military, their families and the local civilian population in North Yorkshire and the wider area when it opens next year.

    The Catterick Integrated Care Centre (CICC) which has received approximately £110 million of funding, is a first-of-its-kind health partnership, directly employing more than 300 highly skilled medical personnel from the MOD and the NHS to treat up to 1,000 people a day.

    Situated within Catterick Garrison, home to over 14,000 military personnel, the centre will offer a range of services, including primary care, rehabilitation, mental health support, and specialist treatments. It will see military personnel, their families and the wider local population all treated at the same location.

    The project aims to improve local access to healthcare, providing a variety of healthcare services in one location, and will also provide opportunities for training.

    Colonel Tariq Ahmad, Regional Clinical Director, Defence Primary Healthcare (North), said:

    This centre is a great investment in our local community, with a bold and ambitious vision to approach care in an integrated way, working collaboratively with primary and secondary care, local authority and public health services for the benefit of our patients.     The National Space Operations Centre is led by the UK Space Agency and UK Space Command in partnership with the Met Office.

    May saw more stable levels of space activity with both uncontrolled re-entry and collision alerts at levels below the 12-month rolling average.

    All NSpOC warning and protection services functioned as expected throughout the period.

    Re-entry Analysis

    May saw a 30% decrease in the number of objects re-entering Earth’s atmosphere, tracked by NSpOC, when compared with the previous month.

    Of the 64 objects that re-entered, 55 were satellites and 9 were rocket bodies.

    Secretary of State for Energy Security and Net Zero, Ed Miliband, speaks at the RenewableUK conference.

    Thank you, Jane [Cooper]. I just want to say how brilliant it is to be here today, it’s a real privilege. I read my old speech from a year ago, about 15 days before the general election, and it holds up reasonably well to history.

    I felt an incredible sense of excitement back then about having a chance to be Secretary of State, and today I feel an incredible sense of privilege. One of the reasons I feel that sense of privilege is because of all of you, because of the incredibly inspiring things you are doing for energy security, for jobs, around the country, and to tackle the climate crisis.

    I also want to pay tribute to Jane, you are doing an absolutely brilliant job championing this industry – you and the RenewableUK team are truly outstanding.

    Can I say at the same time we are delighted to have secured our superstar signing Dan McGrail as interim CEO of Great British Energy – it’s fantastic to have him and Juergen Maier both here, as well as my colleague Michael Shanks, Minister for Energy who many of you will have met and is doing an absolutely brilliant job, and it’s a privilege to work alongside.

    As I walked into the conference today and saw the banner ‘Mission: Possible’, I felt a real sense of excitement.

    Because when I look around the exhibition hall and this room, I feel that overwhelming sense of possibility, as the slogan suggests.

    Huge economic and industrial opportunities for Britain, huge chances to transform our country. Challenges of course, but as I say I am incredibly proud of this industry, and for 5 years we have worked together on a shared agenda.

    For energy security, lower bills, good jobs and climate.

    I think it is an inspiring and exciting vision of a new era of clean energy abundance for Britain, getting off the rollercoaster of fossil fuels – and we’re reminded by geo-political events all the time how important that is.

    And at the Spending Review last week we committed to the most significant programme of investment in homegrown clean energy in the UK’s history.

    On Tuesday, we announced the biggest nuclear building programme in a generation, creating jobs in Suffolk, Nottinghamshire and across the UK.

    On Thursday, investment in kickstarting carbon capture in Aberdeenshire and the Humber.

    On Friday, half a billion pounds of funding for Britain’s first hydrogen network to help drive industrial renewal.

    And today we go further with a genuinely transformative package of investment in offshore wind supply chains and jobs.

    I truly believe we are witnessing the coming of age of Britain’s green industrial revolution as we build this new era.

    I think it demonstrates above all what an active and strategic government working in the closest partnership with industry can achieve.

    So I want to talk today about the clarity of mission we’re seeking to provide, the way we’re breaking down the barriers to success – barriers you talked a lot with us about when in opposition – the role of catalytic public investment – which is partly about the announcement I’m making today – and then a bit about what I would ask from you as an industry.

    First, I know it has been a tough time for the industry.

    Offshore wind is not immune from the global economic challenges we have seen in the last few years, many of which remain present today.

    My response and my responsibility is to ensure that you have the clarity and certainty you need to make future investment decisions, because I know the biggest enemy of investment is uncertainty.

    We want Britain to be a safe haven for investment.

    That is why from day one we have offered a clear sense of direction, with our goals to deliver clean power by 2030 and accelerate to net zero across the economy.

    Just 6 months after we came to office we published our 2030 Clean Power Action Plan.

    Setting out for the first time the different pathways for deployment of different technologies.

    Offshore wind, onshore wind, solar, nuclear, batteries, hydrogen, CCUS.

    To give developers and investors clarity about the direction of travel.

    When we came to office we also took decisions around AR6 to make it a record-breaking auction.

    But we have also listened hard to the industry about how we can improve the auction process – particularly for fixed and floating offshore wind.

    And we will shortly confirm key decisions for the AR7 auction. I want to say to you very clearly, as far as that decision is concerned and all other decisions, my overriding priority is to give you confidence and certainty because I know these are essential ingredients for you to make the long-term investments we need.

    Second, for years clean energy projects have been held back by barriers and blockages.

    You told us we needed to deal with them.

    So over the last 11 months, that’s what we have gone about doing.

    On planning, we lifted the onshore wind ban within 72 hours of coming to office.

    We’ve introduced the Planning and Infrastructure Bill – the biggest reform of planning in a generation.

    And we’ve sped up planning decisions, including consenting enough clean energy to power the equivalent of almost 2 million homes.

    On grid, we’ve ended the first come first served connections queue which wasn’t serving our country well, prioritising the power projects we need.

    And we’ve brought forward plans to ensure communities benefit from hosting clean energy infrastructure.

    We’re also working with Defra on improving environmental consenting.

    On radar, we’ve worked with the Ministry of Defence to resolve funding issues that have plagued this sector for years.

    On skills, we’ve backed industry’s skills passport for oil and gas workers.

    And set up the Office for Clean Energy Jobs to ensure we have the skilled workforce we need and to do that planning with our colleagues at the Department for Education.

    In addressing these long-standing issues, we are trying to break down those barriers, which again get in the way of your investment and try to make progress step by step and demonstrating each day what a mission driven government means.

    My observation from the first 11 months in office is having this as one of the Prime Minister’s 5 missions makes all the difference in driving through Whitehall and working with others.

    Third, alongside clarity, certainty and breaking down the barriers we are delivering catalytic public investment to secure jobs and supply chains as part of our long-term industrial strategy.

    This is the right choice for Britain because we want those jobs, it’s also the right choice for our energy security and resilience – and the right long-term way I believe to deal with some of the pressures the industry faces.

    I think it’s fair to say we know that for too long governments have not focused enough on ensuring our success in offshore wind generation leads to the jobs our country needs.

    This government is different.

    There is a global race for these jobs, and we are determined to create them in Britain.

    You told us public investment could unlock funding from the private sector – and you’re right.

    With Great British Energy that is what we are committed to do.

    And today we are announcing a truly historic partnership between public and private investors.

    Hundreds of millions of public funding from Great British Energy crowding in many hundreds of millions more from the offshore wind industry and The Crown Estate.

    Enabling us to today announce a total of £1 billion of supply chain funding to bring offshore wind jobs to Britain.

    It’s designed, this fund, to turbocharge the brilliant work of the sector’s Industrial Growth Plan to invest in ports and factories, so we make turbine towers, blades, foundations and cables here in the UK.

    Helping to drive the clean energy rollout at home and capture a growing export market abroad – including seizing the opportunities of being an early mover in floating offshore wind.

    And this is just the start, with Great British Energy bringing together a wider group of public and private investors to build our offshore wind supply chains and I am incredibly excited about the work that Juergen and Dan are doing at GBE.

    Today I can also confirm we have released the results of the first Clean Industry Bonus round.

    Again here, you told us that the private sector would step up, if we showed the importance of building supply chains here in the UK, and again you were right.

    We were delighted by the response of developers to this scheme.

    Showing that when government leads with ambition, industry is ready to match it.

    We calculate that every pound of public money could unlock up to £17 of private investment.

    The Clean Industry Bonus unleashing the potential of billions of private investment in factories and ports from the North East to East Anglia to Scotland.

    When we talk about catalytic investment, this is what we mean.

    Public investment crowding in, not crowding out, the private capital we need.

    And giving you the confidence to build a long-term industrial base for Britain.

    So look, these are some of the steps we’re taking. Government doesn’t get everything right, but what we are seeking to do is deliver on the promises we made to you in opposition about how we can work together – a true partnership.

    Now often the industry asks me, how can we help you to deliver this mission? Let me just give you a few thoughts on that.

    On jobs, you have a crucial role in reversing decades of failure to invest in our industrial communities and creating a new generation of good jobs at decent wages.

    You have shown your commitment to building supply chains in Britain.

    And my ask of you is to ensure you deliver the 95,000 jobs this industry says it could support in the UK by the end of the decade.

    On trade unions, there is important work on union recognition in some renewables companies.

    But I want to be clear: this government considers trade unions as an essential part of a modern workplace and economy.

    So I ask you to recognise the huge value of partnering with trade unions in all parts of the industry.

    And finally, I would say this:

    I am one of your biggest champions because I know that this mission is the route to building a more secure energy system that can bring down bills for good.

    As we consider the multiple pathways to clean power, my mandate to Chris Stark as head of our 2030 Mission Control, is to deliver at least cost to billpayers and taxpayers and the most economic benefit to the country.

    So in AR7, AR8, AR9 and beyond, value for money for billpayers is our priority, recognising that while the market needs to make a return, we also need to deliver a fair price for consumers.

    Once again, this must be a partnership between us.

    We are doing everything we can, as I have set out, to help the industry continue its strong record in bringing down costs.

    And I urge you to continue to drive forward with innovation and competition to deliver for the country.

    Let me end with this before we get into questions.

    I think over the last 11 months we have shown that Britain is back in the race for the jobs and industries of the future.

    And above all we have shown one thing fundamentally, which is we are serious about delivering. When we said it, we meant it. When we said becoming a clean energy superpower would become one of the Prime Minister’s 5 missions, we meant it. I have my regular meetings with the Prime Minister about this issue and he is incredibly inspired by what you are delivering.

    What we’re seeking to do is have a plan to deliver.

    Clear and consistent leadership.

    Breaking down the barriers.

    Catalytic public investment.

    A true partnership between government, trade unions and industry.

    We believe this is how we build the age of clean energy abundance.

    This is how we boost our energy independence and bring down bills for families and businesses.

    This is how we seize the economic and industrial opportunity of our time.

    And this is how we face up to the greatest long-term challenge we face as a country and as a world, the climate crisis.

    My final thought is this: of course, the industry faces challenges that I am aware of. Nobody believed this was going to be easy, the kind of transformation we are talking about in our economy and in our energy system.

    The thing I feel above all, after 11 months in this role, is more of a sense of optimism about what we can achieve together, more of a sense of optimism that this is the right path for energy security, more of a sense of optimism that this can be the jobs driver of the 21st century for our country.

    Going round the country, there’s nothing more inspiring than seeing those jobs being created and the opportunity for young people doing apprenticeships and being part of this industry.

    I am more certain than ever this is the right path to tackle the biggest long-term threat to humanity, the climate crisis.

    Thank you so much for what you do for our country, thank you so much for your partnership with government.

    And I look forward to continuing to work together to do great things in the months and years ahead.

  • MIL-OSI United Kingdom: City celebrates Windrush and first African-Caribbean councillor

    Windrush Day is celebrated annually and honours the contributions made by the Windrush generation and their descendants to British society.

    Dignitaries and residents gathered outside the Civic Centre for the flag raising ceremony as speeches were made by the Mayor of Wolverhampton Craig Collingswood, Bishop Ruben King, Simone Stewart and Deputy Lord Lieutenant of the West Midlands, Sandra Samuels OBE – the first person of African-Caribbean heritage to become Mayor of Wolverhampton.

    This was then followed by an event at Wolverhampton Art Gallery hosted by Lord Lieutenant Derrick Anderson CBE where the bust was officially unveiled, with Mel and family members in attendance.

    Mel said: “I am humbled to be honoured by a bronze bust in the city of Wolverhampton, which has been my home for the last 50 years. I am proud to be recognised for my professional, community and educational contributions to this wonderful city.

    “It is truly amazing that this is the first such public recognition in England of a black woman who is very much alive.”

    Mel was elected to Graiseley Ward in 1981 and served as a local councillor for 11 years, chairing the Social Services Committee in 1982. She later became the first African-Caribbean chairperson of The Royal Wolverhampton NHS Trust.

    Mayor Councillor Collingswood said: “We were delighted to play our part in highlighting an important time in our history – and to celebrate the impact that the Windrush generation, and individuals such as Mel Chevannes, have had on our city and our nation.”

    Windrush Day commemorates the arrival of the MV Empire Windrush at Tilbury Docks in 1948, bringing passengers from the Caribbean to the UK – an event which marked the beginning of significant migration from the Caribbean which enriched British culture and society.

    Moscow, June 24 /Xinhua/ — The strategy of Western countries in the conflict around Ukraine has suffered a defeat, now the West is no longer talking about the possibility of inflicting a strategic defeat on Russia on the battlefield, but is begging for a ceasefire for Ukraine without additional conditions. This was stated on Tuesday by Russian Foreign Minister Sergei Lavrov, speaking at the 11th International Scientific and Expert Forum “Primakov Readings”.

    “Remember how it all began? “Russia needs to be strategically defeated on the battlefield.” They shouted hysterically. After some time, the slogan changed, and they began to loudly declare that Russia should not win in Ukraine. And now they demand, ask, beg for an immediate ceasefire without preconditions,” said S.     According to him, Western countries, including Germany, are now trying to hide behind the alleged establishment of their own military production in Ukraine, but in reality they are supplying weapons there.

    It was resolved to remove the company’s auditor, Deloitte Statsautoriseret Revisionspartnerselskab, and EY Godkendt Revisionspartnerselskab was elected as the new auditor to audit the company’s annual financial statements and to issue a statement on the company’s sustainability reporting.

    Amendments to the Articles of Association
    It was resolved to amend the company’s Articles of Association in accordance with the proposal set out in the notice convening the meeting dated 2 June 2025.

    Changes to the Executive Board
    At the subsequent Board meeting, the Board of Directors appointed Søren Kviesgaard and Dan Erik Krarup Sørensen to the company’s Executive Board, while Lasse Nyby and John Lundsgaard resigned from the Executive Board. The Executive Board also consists of Martin Kudsk Rasmussen and Carsten Levring Jakobsen.

    Søren Kviesgaard holds an MSc (Business Administration and Auditing) from Aarhus School of Business and is a state-authorized public accountant. He joined the Nykredit Group in 2016 from a position as partner at PwC and has since held the position of Executive Vice President of Corporates & Institutions. He was previously Senior Executive Director of FIH Erhvervsbank. Søren has been a member of the Executive Board of Nykredit Bank A/S since 2023.

    Dan Erik Krarup Sørensen holds a PhD in Mathematics from the Technical University of Denmark and a Graduate Diploma in Finance from Copenhagen Business School. He joined the Nykredit Group in 1997 from a position as assistant professor of mathematics at the Technical University of Denmark and has, among other positions, been Vice Executive Director with responsibility for risk management, capital and regulatory affairs. Dan has been a member of the Executive Board of Nykredit Bank A/S since 2015.

  • MIL-OSI Africa: Fewer babies in Botswana acquire Human Immunodeficiency Virus (HIV) thanks to dedicated push to eliminate mother to child transmission

    Eliminating mother to child transmission of HIV is possible. And Botswana is celebrating becoming the first country in Africa – and the first country with a high burden of HIV – to be awarded a Gold Tier status by the World Health Organization (WHO), for its efforts to eliminate vertical transmission of HIV completely.

    This is a huge accomplishment for a country with one of the most severe HIV epidemics in the world, which in 1999 had an estimated HIV prevalence among adults as high as 30%.

    Women living with HIV who do not receive antiretroviral (ARV) medicine have a 15–45% chance of transmitting the virus to their children during pregnancy, labour, delivery or breastfeeding. That risk drops to less than 5% if treatment is given to both mothers and children throughout the stages when transmission can occur.

    According to UNAIDS’ Spectrum report 2024, around 360,000 people are currently living with HIV in Botswana, with 98% of pregnant women living with HIV receiving treatment. Vertical transmission has dropped to just 1.2%, resulting in fewer than 100 infants being born with HIV in 2023. The goal is to reach zero.

    The Path to an HIV-free Botswana

    The Triple Elimination Initiative, led by WHO, in close collaboration with UNICEF and UNAIDS, aims to halt vertical transmission of HIV, syphilis, and hepatitis B, by encouraging countries to integrate services to improve the health of mothers and children. In May 2025, Botswana’s Gold Tier status on the Path to Elimination of HIV, was unanimously agreed by the global validation committee, which assesses programme interventions, laboratory services, engagement of Civil Society Organisations and evaluates data against a set of elimination criteria.

    The attainment of ‘Gold tier’ status by Botswana can be attributed to several high impact initiatives:

    • Pioneering interventions over the years, such as the early adoption of Option B+ (lifelong treatment for all pregnant and breastfeeding women with HIV), free antiretroviral therapy for all, including non-citizens since 2019, and decentralisation of services through District Health Management Teams.

    • Digitising data collection systems with the Open Medical Record System (Open-MRS);

    • Championing the empowerment of community health workers (CHWs) through increased training;

    • Strong government leadership, including committing domestic resources.

    • Embracing the crucial importance of Civil Society Organisations, which engage communities in reducing stigma and violence, testing partners and encouraging adherence to PrEP (pre-exposure prophylaxis) and treatment;

    Support from 2gether 4 SRHR

    2gether 4 SRHR is a joint UN Regional Programme, in partnership with Sweden, which brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to improve the sexual and reproductive health and rights (SRHR) of all people in Eastern and Southern Africa.

    The regional validation secretariat of the Triple Elimination Initiative includes the same UN agencies, which continue to support Botswana through its validation process, with funding support from 2gether 4 SRHR. In phase one of the programme (2018-2023), Botswana was supported as the first country globally to apply for the Path to Elimination of HIV. To meet these rigorous data requirements, 2gether 4 SRHR established a data mentorship programme, aiming to build the capacity of Ministries of Health across the region, to analyse and use data to prove progress on the path to elimination of vertical transmission of HIV, syphilis and hepatitis B.

    Countries including Botswana also received financial support from 2gether 4 SRHR to develop HIV Prevention Roadmaps. These evidence-based, people-centred, HIV prevention plans focus on reducing new infections and ensuring long-term sustainability of prevention programming which can withstand funding shocks.

    Botswana was also one of ten countries to develop action plans to engage men in HIV prevention and leveraged the existing “Brothers Arise” #Nanogang campaign, to work with men to increase their uptake of HIV services and create male friendly platforms to discuss norms. In consultation with the Ministry of Health, a guide for best practice services for men and boys is now in use.

    This major milestone should be celebrated not only in Botswana, but across the Region. With 2.6 million new HIV infections in children averted since 2010, the 57% decline in new HIV infections among children in Eastern and Southern Africa is one of the top global public health achievements in decades. Botswana demonstrates that an AIDS-free generation is possible.
