  • MIL-OSI USA: Social Workers Are a Vital Part of Care Teams

    Broadly defined, sometimes overlooked and often misunderstood, social work is a crucial component in health care.

    It can even be life-saving.

    “I had a patient who wrote a message in [UConn Health’s patient portal] MyChart to their physical therapist saying, ‘I’m not coming in today, because I think I’m going to end my life,’” says Rachel Boxwell, a licensed clinical social worker who supports many of UConn Health’s outpatient practices. “The physical therapist lets me know, and I’m able to call the patient. They’re sitting in their car, we have a conversation, try to figure out what’s going to be the next step to keep them safe.”

    It’s possible that intervention prevented a suicide, and is an example of how social workers can support patients even outside of scheduled face-to-face interactions.

    UConn Health employs 35 social workers. Collectively they work with patients in both inpatient and outpatient settings.

    Boxwell works in tandem with Eleanor Szmurlo ’17 MSW to cover more than 50 of UConn Health’s outpatient practices as part of UConn Health’s population health team.

    “I previously worked as a substance abuse counselor and have seen first-hand how stigma can prevent people from getting appropriate care,” Szmurlo says. “In my role supporting the outpatient clinics, I have the opportunity to show compassion and care to our patients and to connect them with the supports they need to live happier, healthier lives.”

    “I go through the entire floor and look at every single patient and familiarize myself with those I’m not familiar with yet,” Mundo says. “In this setting, social work is a universal service available to all patients where we offer both ‘case finding,’ where we’ll review patients’ charts, see if there’s anything documented in an area that we feel we could help, and we also get consultations from the team. Once I go through the list in the morning of the whole floor, I triage to see who might need to be seen first, and build my day from there.”

    Five stories below her, in the Connecticut Children’s Neonatal Intensive Care Unit at UConn Health, Brittney Niro works with every parent whose child is admitted to the NICU.

    “I assist families with psychosocial needs and community resources,” Niro says. “Parents don’t anticipate a NICU stay, even if they are counseled on it or prepped. The reality hits once their baby is admitted to the NICU. I value being a part of a multidisciplinary team and providing emotional support and resources during their baby’s NICU stay.”

    Niro also facilitates a support group for NICU parents.

    Many of the inpatient social workers report to Lori Pawlow, UConn Health nursing director who oversees case management.

    “Social work services span from birth to end of life,” Pawlow says. “They are present to provide support during the most vulnerable times in patients’ and families’ life experiences. They help by supporting them and guide them in difficult life choices. One very important aspect of the work that social workers do is that they approach all situations in a holistic manner that supports individuals and the whole family. We are very fortunate to have such a talented and dedicated team of social workers here at UConn Health.”

    How patients find their way to a social worker will vary. In the outpatient setting, providers can refer patients to social workers. When that happens, Szmurlo or Boxwell will contact the patient and evaluate their psychosocial needs.

    “If you’re having a housing challenge, that could really be exacerbated if you are wheelchair-bound or you need certain levels of accessibility,” Boxwell says. “Or you might need home care, and in theory that sounds simple, but if you can’t self-direct your care due to mental health or cognitive decline, those have additional barriers. So I really can assess all of those, help identify what resources are available to our patients, and really talk it through and help them make an informed decision. Sometimes a resource can sound great, but it’s not a great fit for our patients for reasons like medical complexity, their cognitive ability, maybe a familial relationship, where they live and who they live with.”

    “Social workers play a vital role in our outpatient clinic settings,” Horbatuck says. “They address social, emotional, and environmental factors that impact patients’ health. They provide counseling, connect patient with community resources and support care coordination to improve treatment outcomes. Their involvement helps reduce barriers to care, enhance patient well-being and promote a more holistic approach to health care. Rachel and Eleanor cover our UMG clinics along with many others that are department-based. We thank them for all for all they do.”

    Why Social Work

    Boxwell, who arrived at UConn Health in 2022, has been a social worker since 2016. She found her way to the profession after a year of teaching high school English in Malden, Massachusetts.

    “A lot of my students were living in shelters, were teenage parents, were in foster homes, and getting them to the point where they’re even in a spot where they could actually be present in class was social work, was connecting them to resources, was meeting their psychosocial needs,” Boxwell says. “And I realized I had a passion for it, and there was such a need for that.”

    Niro has been a social worker since 2009 and joined UConn Health in 2018 as an inpatient social worker on the sixth floor of John Dempsey Hospital. She moved to the NICU in 2022.

    “What draws me to the profession is helping families navigate during a vulnerable time,” Niro says. “I knew I wanted to be in the helping profession; I was involved as a peer advocate during high school. The peer advocate program allowed me to be a peer support for younger peers, and I had a mentor who suggested, ‘You’d be a great social worker, you really should look into social work.’”

    Mundo joined UConn Health two years ago and has been a social worker since 2016.

    “I like relating with people and really being able to build relationships,” Mundo says. “Being able to be there for someone in a moment of need or vulnerability is an honor and not something that everyone has the opportunity to do. You can really make a big difference even with seemingly smaller gestures or tasks.”

    She says every day on the job is different.

    “It ranges from smaller tasks such as helping a patient to get clothing, helping to coordinate transportation home, to helping them make a phone call that they’ve been really struggling to make, to more serious matters such as substance use, safety issues, crisis intervention, and end-of-life hospice,” Mundo says.

    Szmurlo, who graduated with a Master of Social Work from the UConn School of Social Work in 2017, has spent her nearly three years at UConn Health in an outpatient role.

    “The social and medical systems we work with can be overwhelming and complicated to manage when things are going well — even more so when people are undergoing a health crisis,” Szmurlo says. “By helping patients navigate services, we can make this less overwhelming and reinforce to patients that UConn Health is here to treat the whole person.”

    Misperceptions

    Boxwell and Mundo both say it’s common for people to associate their profession with child protective services and people whose job is to separate children from their families.

    “Of course, part of our role is to assess for safety, but our job is so much more than that,” Mundo says. “It’s very multifaceted. It can range from smaller, simple tasks to really intense clinically, emotionally draining, and taxing interactions. A lot of people don’t know what we do day-to-day. A lot of it is behind the scenes, but it does make a really big difference, for the medical team and for the patients.”

    She says it’s about an even split between those who understand the social worker is there to help and those who would rather not have an interaction with a social worker, as they may not understand a social worker’s role in this setting.

    Niro points out that patients or families may not always realize that social workers are independently licensed clinicians.

    “We can diagnose and assess mental health needs,” Niro says. “A social worker can be an autonomous, independent mental health professional. Sometimes the term ‘social work’ is used to explain many different roles and responsibilities. Being a medical social worker is a rewarding career.”

    ‘An Honor’

    Niro says she appreciates the multidisciplinary team approach, working with nurses, physicians, advanced practice providers and others, and the comradery that naturally comes with it.

    “I find my job to be rewarding in the sense that families need someone to be in their corner,” Niro says. “I truly enjoy being a constant support and advocate to each family during a challenging time.”

    “What I find most rewarding about being a social worker is being able to be there for people when they’re at their most vulnerable,” Mundo says. “It’s really an honor to be there for someone when they need it the most and to be that support when oftentimes a lot of patients don’t have any support.”

    Similarly, Szmurlo says, “It’s an honor to be a social worker and to be able to support people through some of the most difficult times in their lives.”

    Boxwell says what may seem like a small thing can make big difference in the lives of patients and families who have been struggling.

    “It can be life-changing for them, and knowing the ripple effect that that then can have on their life — not just their quality of life, but their relationships with others, their ability to be financially solvent, to then be able to have a solvent retirement, to not be concerned about what’s going to happen with their disease process because they know they have a team to support them, being able to relieve folks of that — it’s a great feeling,” Boxwell says. “You have changed that person’s life for the better, and that will continue having a ripple effect.”

    A very warm welcome to the launch of our report ‘Recognising and Responding to Early Warning Signs’, which we are publishing in the 30th anniversary year of the Principles of Public Life. It is wonderful to see so many of you here today.

    I am Doug Chalmers, Chair of the Committee on Standards in Public Life. And I am delighted to welcome a panel with very rich and varied experience of the public sector. I am joined by one of my colleagues on the Committee, Professor Gillian Peele – an academic – who co-led this review with me, Dame Clare Moriarty and Dr Bill Kirkup. Clare is CEO of Citizens Advice, and had a previous distinguished career in the Civil Service where she served as Permanent Secretary of two government departments. And Dr Bill Kirkup, whose background is in healthcare and who has led investigations into failures of maternity services and served as a member of the Hillsborough Independent Panel. 

    In terms of format, I will introduce the report and then invite some reflections from our panellists. Before we open up into a broader Q&A session. 

    Many of you will be aware of the Committee and our work, so I won’t delay us with a lengthy history. The top line is: the Committee is a majority independent body, with cross-party representation. We advise the Prime Minister on ethical standards across public life by conducting reviews into institutions, policies and practices. And we also promote the Principles of Public Life, first set out by the first Chair of the Committee, Lord Nolan, back in 1995. 

    And now to our report. So, what do we mean by ‘early warning signs’? And why do we think organisations in the public sector need to get better at spotting them?

    Early warning signs are any indicators that things might be starting to go wrong. They are hard data, such as customer complaints. And soft data, such as the insights gleaned by a manager ‘walking the floor’ and having informal conversations with staff. These signs can tell us that something is not as it should be – whether that is a policy creating unintended consequences or a project that is not quite going to plan or data analysis revealing an unexpected drop in performance.

    Recent independent inquiries are sadly extreme examples of what can happen when problems escalate to the point where there is a major failure. Grenfell, Infected Blood, Post Office, Windrush, failures in maternity services. First and foremost, there is the human impact – immense suffering, including the tragic and avoidable loss of life in the most serious cases. Secondly the tax-payer bears the cost of expensive inquiries to determine why scandals happened and government compensation schemes then follow. But failures are also bad for the organisations at the centre as they must spend time dealing with the aftermath, inevitably diverting resources from their organisations’ core purposes. And then there is the damage done to the public trust in those bodies, in those institutions.

    Major failings in public life are invariably due to a complex combination of factors. As a Committee we were struck by how often the same themes come up: 

    • a failure to listen to and act on concerns raised by employees and/or the public, 
    • a failure to learn lessons from past mistakes or similar incidents,
    • a failure to identify and share emerging themes that might have alerted the organisation to a developing risk,
    • a failure of the board to have effective oversight of problems. 

    We wanted to draw these themes to the attention of public sector bodies to help them get better at spotting problems at the earliest possible stage – while there is still time to act. To do this, we spoke to people from a range of organisations in the public sector to ask them about their experiences and insights. We spoke to Chief Constables, senior leaders in the NHS, Permanent Secretaries, Chief Executives and Chairs of Public Bodies, departmental sponsorship officials and people such as the Cross Government Complaints Forum and others – and I am delighted to see some of you here today. We also held an open consultation and were grateful for the illuminating responses that we received through that stream.

    The outcome of our review is the report you see before you. It is designed to be a useful resource. As well as sharing insights from the leaders and practitioners we spoke to, we have included ‘20 points for reflection’ to help leaders think deeply about the processes and culture in their organisation and consider whether improvements can be made. But the questions are not only for leaders; they can also help staff at all levels to request that their organisations pay attention to these important matters. 

    Public life is more complex today than ever, with a multitude of public bodies involved in the delivery of public services, as well as contracted private providers. We are not saying that it is easy to spot problems starting to emerge within and between organisations in the same delivery chain – just the sheer volume of correspondence means that is not easy, but that is not a reason not to try. In fact, it’s a reason to try harder!

    To stand a chance of successfully recognising and responding to early warning signs we have found that leaders must do four things. They must realise they have a problem, they must act to address it, they must identify the wider lessons to be learned and they must be diligent in ensuring that those lessons are embedded fully within the organisation. Our report shows that this depends on getting the processes right and in building the right culture.  The two being very firmly interlinked.

    I want to touch briefly on three themes of our report today.

    The first is leadership and culture. The second is information and scrutiny. The third is the public.

    We say in our report that leadership is the most important factor in an organisation that identifies and addresses emerging issues promptly and is willing to learn from mistakes. 

    When you look at scandals in public life, it is often the case that ‘someone knew’. It is the job of leaders to build a culture where everyone has a voice and feels safe to speak up if they spot an early warning sign that something is wrong.

    Leadership matters at all levels – it is the head of the organisation, of course – but it is also really important to recognise that daily interactions with middle managers or with direct reports can have a powerful impact on the culture that develops within the organisation and the expected standards of behaviour.

    It is not enough for leaders to say that they welcome potential problems being brought to their attention early. Good leaders genuinely believe in the benefits of staff raising issues that can help them to fix problems before they escalate. And they demonstrate this through their actions. One of our contributors put this really well – she said, “If you do not take action, people will not come forward. If people do not come forward, you will not be able to take action!”  That interaction throughout all the leadership that affects the culture in public life.

    If leadership really is this important, how can public sector organisations ensure they have leaders with the motivation, character and skills necessary to build open cultures where problems are raised and dealt with? Well, I think they need support and clarity about what is expected of them.

    Leadership training that gives leaders the confidence to deal with problems in the right way might help leaders to feel better prepared when things go wrong and less inclined to ‘sweep things under the carpet’. This should include how to handle a crisis appropriately and how to get comfortable delivering bad news to their own leaders and ministers – and doing it early. Because bad news does not get better with time. Line managers at all levels need training and support so that they are able to create the right atmosphere for their staff to feel safe saying they have made a mistake, or that they feel a project may not be going to plan, and line managers need to know how to handle such challenging conversations.

    When leaders are appointed, the expectation must be set that they will be assessed on how well they address problems and learn from them, rather than on how effective they are at making them go away. 

    And it is important to try to avoid penalising leaders for raising issues. For example, our report talks about how organisations in the public sector are often linked in delivery chains and the importance of information flows and effective relationships in managing these flows up and down the chain. It is important to find ways to support the leadership of organisations that raise issues up and down the chain so that they are not disincentivised from being frank about the problems they are facing in time and money. 

    The second theme is information and scrutiny. 

    Bringing together high-quality data from across an organisation and interpreting it intelligently allows leaders to connect the dots and understand the bigger picture. To do this, organisations need analysts who can triangulate data and spot trends, but they also need their leaders to want to understand what the data is saying about their organisation. Hard data can be a prompt for a leader to ask probing questions and, as one of our contributors put it, “poke in the dusty corners.”  Another contributor told us how she was constantly looking for corroborating evidence or dissonance with the formal paperwork that passed through her desk on a daily basis and where she found dissonance, she would start pulling at the thread to get to the root.

    We have seen some recent high-profile examples of boards that have failed to grasp the significance of red flags and act before it was too late.

    There is no doubt that the quality and timeliness of the information to which a board has access is critical to the exercise of the board’s scrutiny function. But of equal importance is the ability and willingness of the non-executive directors to ask the difficult questions and look beneath the surface. Ensuring a Board has the right balance of skills, backgrounds, experiences and independence of judgment is critical to it providing an effective challenge to the organisation.

    Finally, the third theme I want to touch on today is the public.

    Public sector leaders have a responsibility to lead organisations that put the public first, and this means recognising mistakes, taking swift action to put things right, and when appropriate that means timely and meaningful apologies, learning the lessons and embedding them in the organisation so that the same mistakes do not happen again. 

    Public sector bodies need to be mindful of the power imbalance that exists between them and the users of their services. But public bodies should not only be approachable and responsive when people have cause to complain. They must also be proactive in reaching out to ensure they are hearing about how the public is experiencing their services and open to suggestions to how improvements can be made.

    I hope that opening pitch has given you a feel for the report and whetted a few appetites as people pick up the book in front of them.  We want the report to prompt discussion in organisations, and we look forward to hearing your views today.

    Madis Toomsalu, the Chairman of the Management Board of AS LHV Group, has informed the company’s Nomination Commitee and the Supervisory Board of his will to resign by the fall of this year. Preparations are underway to find a new Chairman of the Board for the financial group.

    Mr Toomsalu has worked in LHV since 2007 when he arrived as an intern. He became the first credit analyst in LHV Pank and afterwards led the field as Head of Credits and Chairman of the Credit Committee. Since 2016 he has held the position of Chairman of the Management Board of LHV Group. Additionally he is the Chairman of the Supervisory Boards of AS LHV Pank, AS LHV Kindlustus, AS LHV Varahaldus and the Chairman of the Board of Directors of LHV Bank Ltd. 

    Under his leadership LHV’s loan portfolio has increased tenfold, reaching nearly EUR 5 billion today.     The OSCE Transnational Threats Department held a workshop focusing on gender considerations in cyber/ICT security in Sarajevo, Bosnia and Herzegovina, on 25 and 26 March. The event gathered 23 cybersecurity experts and policymakers from Eastern and South-Eastern Europe and showcased practical ways to empower women to actively take part in shaping inclusive policies and strategies related to cybersecurity and cyber diplomacy.
    “This workshop is a fantastic example of taking an action-orientated approach to ensuring we benefit from all the talent society has to offer as we tackle increasingly complex cyber threats,” said Julian Reilly, British Ambassador to Bosnia and Herzegovina.
    Experts presented good practices from political, economic, social and technical sectors and discussed regional and international initiatives aimed at boosting women’s participation in cybersecurity. During a practical exercise, participants explored ways to interpret and implement the OSCE’s 16 cyber/ICT security confidence-building measures with a gender-responsive approach.
    The event was organized with the support of the OSCE Mission to Bosnia and Herzegovina. “I am glad to say that the OSCE has been playing a pivotal role in fostering co-operative efforts to address cybersecurity threats. We are proud that the Mission effectively advocates for greater female participation in cybersecurity, emphasizing the importance of gender diversity to enhance stability through diverse perspectives and resources,” said Thomas Busch, Deputy Head of the OSCE Mission to Bosnia and Herzegovina.
    The workshop was delivered as part of the extrabudgetary project “Activities and customized support for the implementation of OSCE cyber/ICT security confidence-building measures” with financial support from the United Kingdom.

  • MIL-OSI United Kingdom: Essential maintenance work at Coombe Country Park pool

    Coombe Pool at Coombe Country Park will be lowered by 30cm heading into the summer to allow for essential maintenance work to Coombe Pool’s dam wall.

    Coombe Pool is categorised as a high-risk reservoir, which forms part of the River Sowe. The River Sowe runs through Coventry and has a dam wall which measures over 1km long and contains approximately 336,000m3 of water. The Pool was built in 1776 by Lancelot ‘Capability’ Brown and is the second-largest reservoir in Warwickshire.

    To ensure the ongoing safety of the reservoir and its dam wall, essential works are required to improve and maintain the features of the dam. The main improvements are:

    1. Maintenance to the historical bell mouth weir to ensure its longevity
    2. Repairs to the crest and downslope of the dam wall to create a uniformed height, improving the way that water flows over it
    3. Reprofiling to manage erosion around important reservoir structures
    4. Improvement of grass and light levels to limit erosion of the dam in the high water situations.

    For this work to be completed safely, the water level in Coombe Pool will need to be lowered by 30cm. The Pool has not been drained since WWII, where it was fully drained because it was thought to have been used as a navigation aid by bombers targeting the city.

    By lowering the water level, the flow of water will divert away from the usual outflow structures, allowing for safe access so repairs can be made.

    Councillor Abdul Salam Khan, Cabinet Member for Culture, Leisure, Sports and Parks and Deputy Leader, said:

    “As the weather warms up over the next few months heading into the summer, we know that lots of people will be planning to visit the park. The park will remain open as usual, but the lower water will mean that some parts of the park will have fencing up and you may be able to see some silt exposed in shallower areas, but the works are essential to ensure that people can continue to enjoy the park and the Pool for many years to come.”

    Coombe Pool Fishery will be closed for the duration of the works, which are planned to start during the closed season. The fishery will reopen as normal once all work has been completed and the water levels have been restored.

    Councillor Patricia Hetherton, Cabinet Member for City Services, said:

    “Whilst some areas of the park may look a bit different over the coming weeks, people coming to visit will still be able to enjoy the spaces as they usually would.

    “Maintaining our green spaces is very important and our Park Rangers will be working hard monitoring the oxygen levels in the lake to ensure that our wildlife is protected.”

    Works will begin in the coming weeks and will be underway heading into the summer.

  • MIL-OSI United Nations: Mainstreaming and Identifying Funding Sources for Climate and Disaster Risk Reduction in Humanitarian Programmes

    The increasing frequency and intensity of disasters, exacerbated by climate change, highlight the urgent need to strengthen risk reduction and preparedness within humanitarian action. However, financing these critical interventions remains a challenge, as humanitarian funding cycles often prioritize short-term response over long-term resilience.

    Designed for Signatories of the Climate and Environment Charter for Humanitarian Organisations, this webinar will explore opportunities for mainstreaming disaster risk reduction (DRR) into humanitarian programming and identify financing mechanisms for DRR, early warning (EW) and anticipatory action (AA). Through expert discussions and real-world case studies, participants will gain insights into practical approaches for securing funding and addressing systemic barriers to resource mobilization.

    This event is co-convened by the Secretariat for the Climate and Environment Charter for Humanitarian Organisations, the United Nations Office for Disaster Risk Reduction (UNDRR) and the Risk-Informed Early Action Partnership (REAP).

    Session Objectives

    The outcomes of this session will contribute to global discussions at key events in 2025, including the Humanitarian Networks and Partnerships Week (HNPW), the European Humanitarian Forum (EHF) and the Global Platform for Disaster Risk Reduction (GP2025).

    The webinar further aims to:

    Duties and Responsibilities

    Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

    The internship is for a maximum period of 6 months. The internship is UNPAID and full-time, in -person. The modality can be handled flexibly. Interns work five days per week under the supervision of the Website Officer in the Content and Channels team. This internship position is located in the United Nations Office for Disaster Risk Reduction (UNDRR) in Bonn, Germany. The successful candidate will join three other colleagues from the Content and Channels team on the Bonn UN Campus.

    The Intern will:

    • Perform Internet-based research to identify disaster risk reduction (DRR) content and sources for publication on PreventionWeb.net in English (other languages, if applicable) to extend PreventionWeb’s coverage of country/region, thematic and hazard sections.
    • Enter relevant DRR documents, events, jobs, news and policy into the PreventionWeb’s Drupal content management system for publication on the website (keyword selection, abstract writing in English [other languages, if applicable], and web formatting).
    • Validate and enter relevant DRR source organizations and assist in maintaining their DRR organization profiles.
    • Assist in responding to PreventionWeb user comments and requests by sending appropriate communication and assisting in user experience research activities.
    • Undertake quality control of information as necessary, including analysis of gaps and targeted research.
    • Contribute to the improvement and development of the PreventionWeb editorial guidelines.
    • Identify content for promotion on social media and share it during the dedicated weekly meetings.
    • Assist in preparing social media content by drafting texts and short video scripts and designing cards.
    • Assist in reviewing social media and web analytics to identify and optimize performance of content.
    • Perform online research on topics that may be of interest for various purposes such as social media promotion, presentations and briefs.
    • Store key pieces of information and data on Zotero.
    • Support, and participate in, other information management related tasks and projects matching academic background.

    Qualifications/special skills

    To qualify for an internship with the United Nations, applicants must meet one of the following requirements:

    • Be enrolled in or have completed the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent).
    • Be enrolled in or have completed a graduate school programme (second university degree or equivalent or higher such as Master’s degree or equivalent, Ph.D. or postgraduate degree).
    • Applicants to the UN Internship Programme are not required to have professional work experience. However, a field of study that is closely related to the type of internship that you are applying for is required.
    • Be computer literate in standard software applications.
    • Have strong internet research skills.
    • Knowledge of basic HTML and photo, audio or video editing a plus.
    • Interest in disaster risk reduction issues.
    • Have a demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter.

    The installation of the steel strapping is progressing well and is expected to be completed in the coming days. Once in place, this will allow for ongoing monitoring of any settling or movement in the structure. 

    Following this, geological surveys will be conducted to assess the voids beneath the site. Work remains on schedule, and further updates will be provided as progress continues.

    The situation is highly complex with several adjacent walls and buildings that are severely cracked and have been subject to significant movement following a burst watermain. The property and external walls were rendered unsafe with voids created under the structures. Multiple parties are involved, including Infrastructure and Environment, Jersey Water, structural engineers, building surveyors, loss adjustors, and insurance companies. 

    The team of professionals, working on behalf of the property owners and their insurance companies, has devised a plan to stabilise the property and then demolish the external walls. 

    • Step 1: a Contractor working on behalf of the owner of 28 Clarendon Road will install steel strapping around the building 
    • Step 2: the structural engineers, assisted by geotechnical engineers will investigate soil conditions under the foundations 
    • Step 3: the external structures and boundary walls will be demolished 
    • Step 4: re-open Rouge Bouillon once it has been determined that it is safe to do so.

    The project remains under constant review to ensure the best and safest outcome. 

    Routes and safety assurance 

    Rouge Bouillon continues to remain closed between Clarendon Road and Palmyra Road as investigations continue into the stability of an adjacent building wall, affected by a burst water main. 

    We have considered other options to manage the traffic around the closure, however the decision to retain the current traffic arrangement is based on the following factors: 

    • Reversing Clarendon Road poses additional safety risks for residents and pedestrians. 
    • Allowing right-turn access onto Clarendon Road from Val Plaisant could cause severe traffic congestion, particularly near the Gyratory. 
    • Reversing Midvale Road, while potentially useful, would necessitate signal junction changes, creating confusion, complications, and further safety concerns. 

    We advise the traveling public to continue to avoid the area and use alternative routes to access town where possible. 

    Public impact 

    We understand that the closure has significant impacts on daily travel and local businesses. The road will only reopen once the buildings are stabilised and all risks of structural collapse have been mitigated.

    ​​The 2024 Jersey Children and Young People’s Survey report has been released today by Statistics Jersey.   

    Every Jersey child in school years 4, 6, 8, 10 and 12 were invited to take part in the survey during school time in the Autumn Term of 2024. Home-educated students also had the opportunity to take part. Translations into Portuguese and polish were also available to the students.  Student participation was voluntary and anonymous. 

    Conducted independently by Statistics Jersey, the survey included topics requested by a range of stakeholders across government to support their work in children’s services. 

    Questions were age appropriate and covered a range of social topics such as health, food, exercise, bullying, alcohol, smoking and drugs. New topics this year included questions on religion, leisure time, criminal child exploitation and attitudes to gender stereotypes. Some sections (e.g. drugs and sex) were not included, or were amended, for the younger children’s versions of the questionnaire. 

    The survey in various forms has been run since 1998, enabling changes in behaviours and attitudes to be monitored over time. The results from the survey will allow everyone in the Island to better understand life from a child’s perspective, and help in the decision-making of those providing services to children.

    ‘Girls Active’ is an initiative developed by the Youth Sport Trust, which supports schools to increase girls’ engagement and enjoyment in PE, school sport and physical activity.

    The programme encourages teachers and girls to work together, empowering them to take positive action through influencing, leadership and inspiring their peers.

    Joining over 60 primary school girls aged 9-12 years at the recent ‘Girls Active Inspiration Day’ at Dromore Community Centre, was Irish Olympian Kerry O’Flaherty, who shared her own personal journey in sport from competing at the Commonwealth Games to the European and World Championships in the 3000m. Kerry encouraged each girl to believe in themselves and reinforced the message that “it’s never too late to take part in sport!”

    With funding from Sport NI, through the Community Planning Investment Programme 24/25, Armagh City, Banbridge and Craigavon Borough (ABC) Council has once again teamed up with the Youth Sport Trust to deliver this programme with local primary schools.

    Deputy Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Kyle Savage said: “We are seeing a very welcome popularity in female sports across our borough. Physical fitness and mental wellbeing go hand-in-hand with academic achievement, and as such, ‘Girls Active’ offers girls the chance to get involved in the design and delivery of activities that will appeal to their peers and boost interest and participation in sports within their schools. I wish all the girls involved in the programme every success.”

    Throughout the event, the girls took part in a range of activities including dance and exercises, team building games and workshops focusing on leadership, marketing and action planning. The action plans developed on the day will help the girls and teachers work together to engage more girls to be active within their schools.

    Richard Archibald, Interim CEO at Sport NI said: “We are delighted to support Armagh, Banbridge and Craigavon Borough Council with their Girls Active programme. Our Community Planning Investment programme is supporting councils across Northern Ireland to provide more opportunities for people to participate in sport and physical activity in their local areas.

    With weather improving over spring, people using shared paths in Dundee are being urged to show consideration for others as more walkers, wheelers and cyclists take to the network. 

    The reminder is being issued by a senior councillor, who is encouraging people to get out and make the most of Dundee’s shared paths, which include the 26-mile Green Circular. 

    Councillor Siobhan Tolland, depute convener of Fair Work, Economic Growth and Infrastructure, said: “Dundee has many shared paths that are a great way of travelling round the city and I hope as many people as possible get out and enjoy them during the coming months.  

    “I’d like to take this opportunity to remind them to show consideration to other users of these paths. 

    “This network is a great asset to help improve health and wellbeing and I would like it to remain a safe environment for everyone.” 

    Top tips for shared paths include: 

    • When it’s dark, or in dull conditions, make sure you are visible to others, cyclists should use lights at night. 

    • Be particularly careful at junctions, bends, entrances onto the path, or any other ‘blind spots’ where people could appear in front of you without warning. 

    • Please be aware, especially of more vulnerable users such as older people, people with small children, people in wheelchairs, or the hearing or visually impaired.   

    • When riding a bike, ring a bell well in advance if approaching people from behind, but remember, this might not always be enough to alert people that you’re coming.

    In 2017, Transport for London (TfL) estimated that £10-15bn would be needed to improve surface access – all the ways in which passengers, communities, staff and goods travel to and from the airport – to enable a third runway at Heathrow Airport.1

    Tomorrow, the London Assembly Transport Committee will ask guests from TfL, Heathrow Airport, Network Rail and the Heathrow Area Transport Forum about the implications of the expansion of Heathrow on surface access at the airport and the impact on London’s wider public transport network.

    The Committee will also ask guests from Heathrow about last week’s closure of the airport.

    Since demography is a cross-cutting issue and with no direct legal basis for EU-level policy interventions, the Demography Toolbox focuses on integrating demographic considerations into various funding schemes and initiatives across policy domains.

    The Commission supports Member States in funding demographic studies and support programs through instruments such as the European Social Fund Plus (ESF+) and the European Regional Development Fund (ERDF). The ESF+ is investing in people and helping to address the demographic challenges.

    The total budget is of EUR 142 billion for 2021-2027. It supports e.g. employment measures, access to services, e.g. long-term care and childcare, and education and skills.

    The ERDF has been supporting EU regions to address their challenges to growth and prosperity, including demography, for decades.[1]

    The Technical Support Instrument assists national authorities with their strategies addressing demographic change.[2]

    Under the Talent Booster Mechanism[3], the ‘Smart adaptation of regions to demographic transition’ is aimed at all EU regions in demographic decline. It offers technical assistance to Castilla y León and Extremadura to adapt to demographic transition and invest in talent development.[4]

    Through the European Statistical System, the Commission supports Member States to enhance their population and housing statistics and to implement the future legal framework for European statistics on population and housing.

    To enhance the analysis and research on demographic change the Commission has developed the Atlas of Demography[5]. The launch of the regional section of the Atlas in the second half of 2025 will include analyses and projections of demographic decline for EU regions and municipalities.

    The Commission is aware of the challenges raised by migration in various regions of Spain, including the Basque Country.

    To address migration management challenges in Spain, the Commission is providing financial support, in particular with the Asylum, Migration and Integration Fund (AMIF). EUR 568.2 million have been allocated to Spain under AMIF for the period 2021 to 2027. In addition, the European Union Asylum Agency and Frontex provide operational support to Spain.

    The Commission is in regular contact with the Spanish national authorities to assess possible further needs and stands ready to provide support. The Commission is also making available additional EU funding to Spain to implement the Pact.

  • MIL-OSI Europe: Answer to a written question – US restrictions on AI chip exports to EU Member States – P-000495/2025(ASW)

    The United States (US) Interim Final Rule on a Framework on Artificial Intelligence (AI) Diffusion[1] (‘AI Diffusion measures’) restricts the export of advanced AI models and semiconductors. Exemptions to the restrictions depend on the ‘Tier’ or ‘category’ of country.[2]

    The AI Diffusion measures go against the principles of the Single Market: the free movement of goods (advanced AI semiconductors) and services (AI-enabled services).

    The Commission believes that it is also in the US’ economic and security interest that the EU buys advanced AI chips from the US without limitations. The EU cooperates closely, in particular in the field of security, and represents an economic opportunity for the US, not a security risk.

    The Commission shared its concerns about these measures in a statement issued on 13 January 2025[3] immediately after the adoption of the US AI Diffusion measures.

    The Commission is committed to the integrity of the Single Market and ensuring that trade restrictions do not undermine its functioning or the EU’s legitimate technological ambitions in the field of AI.

    The Commission works closely with the Member States to prepare a reply to the US Bureau of Industry and Security within the consultation period until 15 May 2025, and will further engage in discussions with the US administration to find an appropriate solution.

    In its engagement with the US, the Commission advocates for a non-discriminatory approach for EU Member States, which is key to safeguarding the integrity of the EU Single Market and the future of the AI ecosystem.

    At the same time, recognising the strategic importance of building AI chip capabilities in Europe, the Commission already supports initiatives in AI chip design and is committed to driving their manufacturing, as set out in the Competitiveness Compass.

    The European Parliament,

     having regard to the report of September 2024 by Mario Draghi entitled ‘On the future of European competitiveness’,

     having regard to the report of April 2024 by Enrico Letta entitled ‘Much more than a market’,

     having regard to the Commission communication of 26 February 2025 entitled ‘The Clean Industrial Deal: A joint roadmap for competitiveness and decarbonisation’ (COM(2025)0085),

     having regard to the Commission communication of 26 February 2025 entitled ‘Action Plan for Affordable Energy’ (COM(2025)0079),

     having regard to the question to the Commission on energy-intensive industries (O‑000010/2025 – B10‑0000/2025),

     having regard to Rules 142(5) and 136(2) of its Rules of Procedure,

     having regard to the motion for a resolution of the Committee on Industry, Research and Energy,

    A. whereas energy-intensive industries (EIIs) account for a significant share of the EU’s economy and play a key role in job creation, especially in areas and regions where they are concentrated; whereas EIIs are crucial for the EU’s strategic autonomy and competitiveness, as well as for decarbonisation, taking into account their energy footprint;

    B. whereas the transition to a decarbonised economy and a clean energy system must lead to reducing energy prices and must take into account all available technologies that contribute to reaching the EU’s net zero goal for 2050 in the most cost-efficient way, avoiding lock-in effects and taking into account the different energy mix across Member States, including with regard to renewables and nuclear;

    C. whereas electrification is at the centre of the decarbonisation of EIIs; whereas EIIs include sectors that use fossil resources to meet temperature, pressure or reaction requirements, such as chemicals, steel, paper, plastics, mining, refineries, cement, lime, non-ferrous metals, glass, ceramics and fertilisers, for which greenhouse gas emissions are hard to reduce because they are intrinsic to the process or because of high capital or operating expenditure costs or low technological maturity;

    D. whereas the energy price gap between the EU and the US and China undermines the competitiveness of the EU’s industries; whereas elevated and volatile fossil fuel prices heavily affect electricity prices and the affordable cost of renewable energy sources is not transferred to energy bills;

    E. whereas an insufficiently integrated energy union poses further challenges to EIIs, in particular in relation to the lack of cross-border interconnections and the limited availability of clean energy, owing to lengthy permitting procedures or high capital or operating expenditures, as well as grid congestion;

    F. whereas the emissions trading system (ETS) provided long-term investment signals and helped bring down the emissions of ETS sectors by 47 %; whereas the energy market has profoundly changed since the introduction of the ETS, especially after Russia’s invasion of Ukraine and the shift from pipeline gas to liquid natural gas (LNG); whereas a lack of carbon market transparency risks hampering EIIs’ competitiveness; whereas ETS revenues are used unevenly across Member States, failing to adequately support EIIs’ decarbonisation;

    G. whereas unnecessary regulatory burdens and lengthy permitting procedures undermine the business case for investing in decarbonisation in Europe; whereas the concept of overriding public interest is provided for in EU legislation; whereas complex and fragmented EU funding impedes timely investment in net-zero technologies and digitalisation, in particular for small and medium-sized enterprises (SMEs);

    H. whereas the lack of necessary private investment risks hindering EIIs’ decarbonisation; whereas relying excessively on State aid can have the unwanted consequences of exacerbating disparities and distorting competition across the EU;

    I. whereas the EU’s dependencies and limited access, both in quantity and quality, to primary and secondary raw materials pose significant challenges to EIIs; whereas circularity and efficiency can help reduce the annual investment needs in industry and in energy supply; whereas currently, ferrous metals exported to non-EU countries account for more than half of all EU waste exports, raising concerns about their sound treatment;

    J. whereas unfair competition from non-EU countries, including subsidised overcapacity, poses a great challenge to EU companies; whereas many regions around the world do not currently have ambitious decarbonisation targets, thus increasing the risk of carbon leakage;

    K. whereas a profound transformation of EIIs cannot succeed without the involvement of local and regional communities, workers and social partners, which are heavily affected by the transition;

    1. Reiterates its commitment to the EU’s decarbonisation objectives and to stable and predictable climate and industrial policies;

    2. Calls on the Member States to accelerate permitting and licensing processes for clean energy projects, ensuring administrative capacity, and to facilitate grid connections to enable clean, on-site energy generation, especially in remote areas; stresses that the growth of renewables and electrification will require massive investment in grids and in flexibility, storage and distribution networks; calls on the Commission to develop, beyond the concept of overriding public interest, solutions for speeding up decarbonisation projects;

    3. Believes that further action is needed to implement the electricity market design (EMD) rules, especially to promote power purchase agreements (PPAs) and two-way contracts for difference (CfDs) to reduce volatility and energy costs for EIIs; calls on the Commission to propose urgent measures to address current barriers to the signing of long-term agreements, especially for SMEs, using risk reduction instruments and guarantees, including public guarantee such as by the European Investment Bank (EIB); suggests that additional ways to decouple fossil fuel prices from electricity prices be explored, in the framework of the EMD, including with the aim of boosting long-term contracts in line with the affordable energy action plan, and by advancing the analysis of short-term markets to 2025;

    4. Calls on the Commission to assess the possibility of scaling up best practice for EIIs from Member States, such as Italy’s energy release; calls on the Commission to develop recommendations for reducing the exposure of consumers, and especially EIIs, to rising energy costs, such as by reducing taxes and levies and harmonising network charges, while ensuring public investment in grids;

    5. Calls for the enhancement of energy system integration, in particular in relation to cross-border interconnections, to ensure clean and resilient energy supply; asks for increased investment in flexibility, such as storage, including pumped storage hydropower and heat and waste heat storage, and demand response, to optimise grid stability; recalls the importance of energy efficiency in bringing costs down;

    6. Underlines the need to phase out natural gas as soon as possible; stresses that some sectors cannot rely substantially on electrification in the short to medium term; calls on the Member States – over the same time span and for these limited sectors – to develop measures to address gas price spikes in duly justified cases; calls on the Commission to develop tools to ensure gas supply at a mitigated cost, by enabling demand aggregation, building on AggregateEU, and joint gas purchasing, while keeping decarbonisation objectives; highlights the importance of encouraging stable contracts with gas suppliers, diversifying supply routes and improving market transparency and stability, in line with current legislation; calls for an impact assessment in the upcoming ETS review to analyse the relationship between the gas market and CO2 prices and the role of the market stability reserve and its parameters;

    7. Calls on the Commission to support EIIs in adopting clean and net-zero technologies, including hydrogen, and energy-efficient production methods by strengthening funding mechanisms and ensuring that ETS revenue is used effectively by Member States; calls for EU-level support to be complemented by State aid that allows for targeted support to EIIs, while preserving a level playing field within the single market;

    8. Calls for InvestEU to be topped up before the next multiannual financial framework (MFF) and for leftover Resilience and Recovery Facility loans to support investment in EII decarbonisation; notes that the Strategic Technologies for Europe Platform already allows for flexibility within current programmes but that this is insufficient; insists that the upcoming MFF increase funding to support EIIs, building on the Innovation Fund and the Connecting Europe Facility – Energy or through the competitiveness fund; stresses that the European Hydrogen Bank and the carbon contracts for difference programme need to be scaled up; calls on the Commission to build on the Net-Zero Industry Act[1] in the upcoming decarbonisation accelerator act, to streamline the processes for granting permits and strategic project status;

    9. Stresses the need to simplify bureaucratic procedures to enhance the attractiveness of private investment and support EIIs’ transition; believes that both InvestEU and the EIB are pivotal in catalysing private financing, especially through de-risking measures;

    10. Emphasises the need to secure access to critical raw materials; stresses that the upcoming circular economy act should improve resource efficiency, including through better waste management of products containing critical raw materials, as well as fostering the demand and availability of secondary raw materials; stresses the need to define those secondary raw materials that are strategic and that should be subject to export monitoring, such as steel and metal scrap, and to tackle any imbalance in their supply and demand, including by exploring export restrictions; insists on the effective enforcement of the Waste Shipment Regulation[2];

    11. Calls on the Commission to make full and efficient use of trade defence instruments; calls on the Commission to find a permanent solution to address unfair competition and structural overcapacity, before the expiry of current steel safeguard measures in 2026; calls on the Commission to engage with the US in relation to the announced tariffs on EU imports and avoid any harmful escalation;

    12. Stresses that an effective implementation of the carbon border adjustment mechanism (CBAM) is essential to ensure a level playing field for EU industries and prevent carbon leakage, taking into account the impact of the parallel phasing out of the ETS free allowances and the risk of increased production costs; calls on the Commission to address the risks of resource shuffling and circumvention of the CBAM; asks, furthermore, for the implementation of an effective solution for EU exporters and an analysis of the possible extension to further sectors and downstream products, preceded by an impact assessment;

    13. Calls for the creation of lead markets for clean and circular European products, via non-price criteria in EU public procurement, such as sustainability and resilience and a European preference for strategic sectors, as well as by creating voluntary labelling schemes and minimum EU content requirements in a cost-effective way;

    14. Highlights the importance of a just transition to assist areas heavily reliant on EIIs, by keeping and creating quality jobs through upskilling and reskilling programmes for workers and through the effective use of regional support mechanisms, such as the Just Transition Fund and the Cohesion Fund; stresses that public support will be pivotal for the transition of EIIs and that this support should be tied to their commitment to safeguarding employment and working conditions and preventing off-shoring; welcomes the Union of Skills initiative to ensure a good match between skills and labour market demands;

    15. Instructs its President to forward this resolution to the Commission, the Council and the governments and parliaments of the Member States.

  • MIL-OSI Europe: United Nations – Adoption of the resolution on the UN Decade of Action on Nutrition (25.03.25)

    The Republic of France has issued the following statement:

    France and Brazil welcome the United Nations General Assembly’s adoption, following more than 100 co-sponsorships, of a resolution extending the United Nations Decade of Action on Nutrition until 2030. The resolution, on their initiative, supports political momentum at every level to eradicate all forms of malnutrition, in line with the United Nations Sustainable Development Goals 2030 Agenda.

    On 27 and 28 March, France is hosting the Nutrition for Growth summit, which promotes a cross-cutting approach to development in the health, agriculture, water, hygiene and sanitation sectors. Malnutrition is a scourge that strikes every country in the world, with grave consequences, affecting nations’ human capital and development potential: 45 million children suffer from acute malnutrition and 150 million are plagued by chronic malnutrition. Overweight and obesity, as well as undernutrition in elderly people, are rapidly becoming more widespread.

    France and Brazil are committed to food and nutrition security through concrete initiatives such as the School Meals Coalition, the Global Alliance against Hunger and Poverty and the momentum generated by the Nutrition for Growth summit to identify new sources of funding and mobilize the international community.

  • MIL-OSI New Zealand: Government unlocks export growth opportunities for New Zealand dairy businesses

    The Government’s commitment to growing the value of New Zealand’s dairy exports has taken a major step forward with the passing of a key Bill in Parliament, Agriculture Minister Todd McClay announced today.

    “The Dairy Industry Restructuring (Export Licences Allocation) Amendment Bill, which passed its third reading today, modernises New Zealand’s dairy export quota system, creating new opportunities for growth and boosting farmgate returns,” Mr McClay says.

    “New Zealand’s dairy farmers and processors produce world-class products, but outdated rules have restricted export growth. This law unlocks greater access to lucrative overseas markets and ensures the quota system reflects the diversity of our dairy industry.”

    New Zealand currently administers dairy export quotas for the Dominican Republic, the European Union, Japan, the United Kingdom, and the United States.

    “The Bill introduces vital changes to better support businesses of all sizes, and it shifts quota allocation from the proportion of milk solids a company collects from farmers to a system based on export performance,” Mr McClay says.

    “It also reserves portions of quotas for exporters who are currently ineligible — ensuring fairer access across the industry.

    “And importantly, it now includes quota for sheep, goat, and deer milk processors, unlocking new export opportunities and revenue streams.”

    Mr McClay says the Bill directly supports the Government’s ambitious goal of doubling the value of New Zealand’s exports in 10 years.

    The commencement date for the Bill is 1 May 2025.

    The Chamber of Representatives of Belgium adopted a resolution on March 20 expressing concern over the growing threat of China to Taiwan. It passed with an overwhelming majority of 126 votes in favor, none against, and 13 abstentions. The resolution called on the government of Belgium to condemn through diplomatic channels China’s increasingly aggressive stance toward Taiwan and to demand that China alleviate tensions, end all provocations, and respect the status quo across the Taiwan Strait. It further noted that United Nations General Assembly Resolution 2758 did not take a position on Taiwan, and urged the Belgian government to clarify this fact at the United Nations. 

     

    In addition, the resolution advocated for the Belgian government to work with European partners to play an active role in the Taiwan Strait and the Indo-Pacific region, and pursue an economic agreement with Taiwan at the European Union-level to strengthen supply chain resilience. It also called on all levels of government in Belgium to collectively foster economic, scientific, and cultural cooperation with Taiwan; support Taiwan’s participation in the World Health Organization, the International Civil Aviation Organization, the UN Framework Convention on Climate Change, and other international organizations; and continue to enhance civil society and media exchanges with Taiwan to jointly combat disinformation. 

     

    The resolution was introduced by Representative Els Van Hoof, Co-president of the Belgium-Taiwan Parliamentary Friendship Group. The Belgian Chamber of Representatives adopted Taiwan-friendly resolutions in November 2015 and July 2020. This latest resolution was the first to condemn China’s threats against Taiwan and the first to be passed by the current Belgian parliament since it opened last July, which was of special significance to the advancement of Taiwan-Belgium relations. 

     

    Minister of Foreign Affairs Lin Chia-lung thanks the Belgian Chamber of Representatives for its support and emphasizes that the Ministry of Foreign Affairs will build on the existing solid foundation to steadily deepen substantive exchanges and friendly cooperation between Taiwan and Belgium.     The United Kingdom would like to extend our heartfelt thanks to Bangladesh for its generous hospitality in hosting so many Rohingya refugees since 2017.

    We also wish to express our deep appreciation to all the humanitarian partners, their staff and the volunteers on the ground, who have provided vital assistance in this ongoing crisis.

    The UK remains steadfast in our commitment to supporting the Rohingya people while they remain in Bangladesh. Since 2017, we have provided £405 million for the Rohingya and host communities in Bangladesh. We have also contributed £105 million to the response in Rakhine, with £52 million of this supporting Rohingya and other Muslim minorities.

    Through our role as penholder at the Security Council, the UK convened four meetings on Myanmar last year, and one earlier this year, to engage with key stakeholders and ensure continued attention on the crisis.

    In November, our Minister for the Asia Pacific visited Bangladesh, where she reiterated the UK’s unwavering support for Bangladesh and the Rohingya people.

    So we are also pleased to welcome this year’s Joint Response Plan, aimed at assisting both the Rohingya refugees and the vulnerable host community members living in Bangladesh. We continue to see it as important that we target our support to ensure protection of the most vulnerable.

    We recognise the immense challenges that Bangladesh faces in hosting such a large refugee population, including the pressures on security and infrastructure in the camps. The UK is committed to:

    • Continuing our partnership with Bangladesh and our international partners to find sustainable solutions,
    • Working with Bangladesh to offer the Rohingya refugees greater self-reliance,
    • Improving the safety and security of the camps,
    • Coordinating with international partners to achieve the maximum impact with the resources available.

    As this crisis continues to evolve, we will continue to do everything we can to support those in need, while actively working towards a safe, dignified, and sustainable future for the Rohingya people.

    Funding to help local authorities restore biodiversity.

    Local authorities will directly receive £10 million to support new, or to enhance existing, approaches to restoring biodiversity through the Nature Restoration Fund (NRF).

    More than £55 million has been awarded via the NRF since its launch in 2021 for projects delivering habitat and species restoration, coastal and marine initiatives and control of invasive non-native species.

    Acting Minister for Climate Action, Dr Alasdair Allan said:

    “Biodiversity is the variety of life on Earth, and is essential for sustaining the ecosystems that provide us with food, fuel, health, wealth, and other vital services. We know there is an urgent need to act decisively to address the twin crises of biodiversity loss and climate change together.

    “Just like climate change, the loss of species and degradation of our natural environment is an existential threat to humanity. We have a vision for a future where Scotland’s natural environment is restored and supports thriving communities and wildlife alike.

    “The Nature Restoration Fund is a vital mechanism to support projects across Scotland on land and at sea – that address the twin crises and restore our natural environment and supports a whole-of society approach to achieving these goals.”

    The Edinburgh Process strand of the NRF provides funding direct to Local Authorities to deliver nature restoration projects in their communities, sitting alongside the NRF strand administered by NatureScot. This latest allocation will bring the total allocated to Local Authorities through the Edinburgh Process strand to £32 million, since 2021.

    The NRF aims to help local authorities and their partners protect and restore Scotland’s biodiversity on land and sea.

    The Fund has five strategic themes that will be delivered across all the funding streams:

    • Habitat and species restoration: Management for enhancement and connectivity
    • Freshwater restoration, including restoration of natural flows in rural catchments
    • Coastal and marine initiatives which promote restoration, recovery, enhancement or resilience
    • Control of invasive non-native species (INNS) impacting on nature
    • Urban: Enhancing and connecting nature across, and between, towns and cities

    The Edinburgh Process strand seeks to deliver the five strategic priorities through sub-national delivery. This approach can deliver multiple benefits like supporting health and well-being, green jobs, air and water quality improvements in addition to supporting nature recovery.

    The Scottish Government’s Strategic Framework for biodiversity, including the Scottish Biodiversity Strategy to 2045 and Delivery Plan to 2030, published in November 2024, sets out our ambition and plans to halt the loss of nature by 2030 and make significant progress to restoring nature by 2045.

  • MIL-OSI United Kingdom: Contractor secured to build new facility for adults with learning disabilities

    A new facility for adults with complex needs and learning disabilities in Plymouth is one step closer to becoming a reality, following the appointment of the building contractors.

    Devon Contractors has been awarded a £9 million contract to build the facility, following a Council decision signed this week.

    The facility, which will be based on the site of a former Council depot on Outland Road, will offer both a day service and respite care, with seven en-suite bedrooms, seven self-contained flats and accommodation for support staff.

    A wide range of communal spaces will be available to customers, including activity rooms, dining facilities, a quiet room, a TV lounge and a sensory room.

    The facility will also offer a Changing Places toilet which will be open for public use, with equipment such as hoists, curtains, adult-sized changing benches and space for carers to meet the needs of people with disabilities.

    When it opens, the facility will replace the services currently offered at The Vine in Whitleigh and Colwill Lodge in Estover.

    Councillor Mary Aspinall, Cabinet Member for Health and Adult Social Care, said: “This is going to be fantastic for adults with learning disabilities and their families, providing a modern, purpose-built environment where they can receive the help and support they need.  

    “Our priority is to make Plymouth a great place to live for all of our residents and I’m really pleased that we’ve now appointed Devon Contractors and can move forward with building this vitally important facility.”

    The Council has invested a total of £12.8 million into the project. Devon Contractors will start work on site later this year, with the new building due to open during summer 2026.
