Its duration was limited to one year. The conditions for its continuation have not been met.The Federal Chancellery and the Federal Administration have been using social media for their communication for many years, in accordance with their statutory information mandate. To fulfill this mandate, they are constantly reviewing whether other platforms that have not yet been used would be suitable for their communication.In September 2023, the Conference of Intelligence Services (CSI) decided to launch a pilot experiment on the decentralized Mastodon platform. The Federal Chancellery therefore opened the «social.admin.ch» instance on which members of the Federal Council and the departments could manage their official accounts. The duration of the experiment was limited to one year.Mastodon has some of the characteristics for government-level communication. Thanks to its decentralized organization, the platform is not subject to the control of a single company or state censorship authorities. Its source code is publicly accessible, complies with data protection and is not controlled by algorithms. Few active usersA total of five accounts were operated by three departments on the «social.admin.ch» instance, and an additional account was operated by the Federal Chancellery for the entire Federal Council. The six accounts of the Confederation had around 3,500 followers. On platforms such as X or Instagram, the Federal Council and the Federal Administration have significantly more followers for the same number of accounts. In addition, the contributions from the Mastodon accounts of the Federal Council and the Administration had a rather low interaction rate (likes, shares, comments). Minister for Children and Families, Janet Daby, visited Graiseley Family Hub last Wednesday 18 September to see at first hand an area which has successful embedded Family Hubs and the Families First for Children Pathfinder (FFCP), meeting staff along with children and families.
A Family Hub is a place where children, young people and their families can go when they need support of which eight have been set up in Wolverhampton.
The FFCP programme aims to test new ways to reform the children’s social care system, ensuring early support, family help and intervention is available for families facing challenges, helping them to overcome adversity and stay together where possible.
Ms Daby said: “I’ve loved my visit here today. It’s been great to meet all the people that help to support families, children and young people: visiting the Family Hub, being able to have a tour and meet a young person today – it’s been delightful.
“I was impressed with the way in which I was able to meet representatives from the Health Visiting and School Nursing Services, the Police and Midwifery. It was great to hear about the support given to mothers in areas such as breastfeeding. I also liked hearing about what’s being done with the LGBTQ+ community and how diverse needs are being met.
The Minister added: “I get a sense that people have job satisfaction, and I observed that people have a genuine need to want to improve families and children’s lives: there was a lot I was impressed with.”
Councillor Jasbir Jaspal, Cabinet member for Adults and Wellbeing for City of Wolverhampton Council said: “This visit has been a fantastic opportunity to showcase the collaboration between ourselves and the Wolverhampton 0-19 Service, as well as demonstrating how well we’ve managed to achieve frontline support for families.”
Alison Hinds, Director of Children’s Services, added:” We are always more than willing to host any visits to be able to share what we believe is the great work we’re doing in this space; I felt very proud of listening to a parent, a carer and a young person who we have been working with speaking with Minister Daby about how they have welcomed the support from the Hub.”

Derry gets set to host the Carnival of the Dead this Halloween

As the nights draw in it’s a busy time in the home of Halloween as the final preparations are put in place for the Carnival parade that is the centrepiece of Derry’s world-famous festivities.
Around 650 performers are expected to take part in the Carnival of the Dead, which will weave its magic through the streets of Derry’s city centre from 7pm on Halloween night, October 31st.
The participants are drawn from all corners of the community – schools, sports clubs, arts groups and local organisations – brought together by the North West Carnival Initiative (NWCI) who are tasked with delivering this mammoth showcase by Derry City and Strabane District Council.
The NWCI team are currently out and about helping groups create the spooky costumes and props that really bring the creepy characters of Samhain folklore to life.
Today, Council’s Festival and Events Manager, Jacqueline Whoriskey, joined NWCI Project Manager Jim Collins, to officially launch the parade in the terrifying tunnels of the Tower Museum. It’s just one of the major highlights in a packed four day programme at Europe’s biggest Halloween celebration, as Jacqueline explained. “Derry Halloween attracts thousands of visitors from all over the world to the city, but it has always been a community-oriented event, and an opportunity to showcase local talent on an international stage,” she said.
“It’s a fantastic chance for groups from all parts of the community – regardless of age, culture or ethnicity – to display their creativity and talents, alongside some of the fabulous show stopping international acts who feature throughout the festival. It’s an inclusive cross-community celebration, with something for everyone to enjoy and I love seeing so many groups bring some extra magic to Derry Halloween.”
Workshops are already underway and a number of new groups are getting into the spirit of the event, as Jim explained. “It’s all go at the NWCI workshop and our facilitators will be working closely with the groups across the City and District to develop their own bespoke element of the parade,” he explained
“It’s a big undertaking but I think that community involvement is so important in the success of the event, and it’s fantastic to see that continuing to grow and develop. It sets it apart from other festivals and gives people here ownership of the event. We always have great fun and it’s a chance to learn new skills and bring new ideas to the carnival parade.”
Derry Halloween is delivered by Derry City and Strabane District Council and funded by Tourism Northern Ireland and The Executive Office, with support from Ulster University.
This year the core festival programme will run Monday October 28th – Thursday October 31st with the Awakening the Walled City Trail transforming the town centre from Monday – Wednesday, from 6pm – 9pm, and plenty of festivities taking place throughout Halloween day, October 31st, culminating in the dazzling Halloween Carnival of the Dead Parade at 7pm and fireworks over the Foyle at 8.15pm.
The parade will weave its way through the City Centre beginning at the Queen’s Quay carpark beside the Council offices, heading up Strand Rd, past the City Hotel then along Queens Quay before returning to the starting point.

Chelmsford Science Festival to bring fun and educational events to city in October
Bookings are now open for a host of free, fun and educational events at the 2024 Chelmsford Science Festival, organised by Anglia Ruskin University (ARU) in partnership with Chelmsford City Council and Chelmsford For You.
This year’s festival is again sponsored by Teledyne and will take place between Tuesday, 22 October and Tuesday, 29 October.
The festival will take on the theme of Our World – Planetary Health, and feature a range of events, activities, and engaging talks from experts.
Two Family Science Days will take place on Saturday, 26 and Sunday, 27 October featuring hands-on, interactive activities for all ages, including a chance to build your own skull, be an architect for a day, and enjoy a Living History of Science Show.
The festival will culminate in a free talk by acclaimed wildlife photographer Hamza Yassin – a former winner of Strictly Come Dancing – who will talk about his life and career on Tuesday, 29 October.

Regarding the revision of the OAC, the Council of State expresses certain reservations, in particular concerning the traffic theory course (CTC). It opposes the obligation to follow this course before the basic theoretical examination, considering that the CTC takes on its full meaning when the student is directly confronted with the reality of the road.

The Secretary for Innovation, Technology and Industry, Professor Sun Dong, continued his visit in Wuhan, Hubei Province today (September 25). In the morning, Professor Sun attended the 2024 China Automotive Supply Chain Conference and the Third China Intelligent Networked New Energy Vehicle Ecological Conference organised by the China Association of Automobile Manufacturers and Dongfeng Motor Corporation, as well as the launching ceremony of the International Automotive and Supply Chain (Hong Kong) Summit and the 2025 International Automotive and Supply Chain Expo (Hong Kong). Speaking at the Conference, Professor Sun said that the automobile industry has entered the new energy era, making it an emerging industry under new industrialisation. In the Hong Kong Innovation and Technology Development Blueprint, new energy vehicle is also one of the significant industries advocated for development under new industrialisation. He added that the Hong Kong Special Administrative Region (HKSAR) Government and the Ministry of Industry and Information Technology signed the Co-operation Agreement on the Development of New Quality Productive Forces and the Promotion of New Industrialisation last week. Those areas jointly promoted by the two sides are intertwined with the supply chain of new energy vehicle industry. Professor Sun then proceeded to the Wuhan University to meet and exchange views with leaders and experts from Wuhan University, other local higher education institutions, Hong Kong and Macao Affairs Office of the People’s Government of Hubei Province, Department of Science and Technology of Hubei Province, as well as high-tech enterprises. Professor Sun gave the participants an update on Hong Kong’s overall I&T development. They also exchanged views on strengthening collaboration in scientific researches among higher education institutions between Hubei and Hong Kong, as well as advancing the expansion of business by Hubei I&T enterprises to Hong Kong. Professor Sun expressed his support for deepening co-operation in the I&T aspect among higher education institutions between the two places, noting that the HKSAR Government would provide appropriate support and services to university spin-off start-ups planning to establish their footholds in Hong Kong. He also encouraged start-ups in Hubei Province to leverage on Hong Kong’s edges of internationalisation and a highly market-oriented environment to expand their businesses overseas. Can you tell us about your role in developing The First Descendant and how you contributed to the game’s creation?
Kim: I’m responsible for the game engine. I develop the software that integrates essential elements like graphics, sound and physics engines, make them work seamlessly together.
Wi: I handle the environmental concept design. My role involves creating the overall concept of the game and designing the backgrounds and characters to fit within that environment.

What sets The First Descendant apart? What were some of the key innovations and design choices that defined your approach?
Kim: The First Descendant is a looter shooter that blends third-person shooter (TPS) mechanics with role-playing game (RPG) elements. It features spectacular combat scenes, high-quality graphics and a rich loot system filled with powerful guns and gear. The core of the game lies in its storytelling, character development and the pursuit of the best weapons and equipment.
A major focus for us was bringing the open world of The First Descendant to life through cutting-edge graphics. Using Unreal Engine 5, we leveraged Nanite to achieve highly detailed environments, allowing us to render complex landscapes and objects with incredible precision. This was crucial for creating an immersive open-world experience where players can explore vast and visually stunning environments. Lumen played a significant role as well, enabling real-time lighting that reacts dynamically to the game’s world and characters, further enhancing the realism of the gameplay.

Wi: The game is set in an apocalyptic world where factions — each with their own traditions — battle for survival. The story follows humanity’s fight against the Vulgus, invaders who nearly wiped out the human race. Players take on the role of descendants, embarking on a quest to find the Iron Heart, the ultimate weapon to end the war.
On the design front, our goal was to create an apocalyptic world that felt rich and immersive while avoiding the overly dark and futuristic look often seen in similar settings. The environment itself is a key part of the storytelling. So, we integrated colorful, future-oriented designs for city of Albion to balance the grim atmosphere with a sense of hope. This approach doesn’t just end at the visual appeal but also helps the game engage players on an emotional level, too.

As a game developer, what do you consider the most important factors in creating a visually immersive gaming experience?
Kim: A high-quality display is crucial to accurately present the game’s graphics and visuals. Today’s gaming standards demand seamless gameplay with vibrant graphics, high frame rates, detailed resolutions and minimal input lag. To fully experience these advancements, it’s crucial to use a gaming monitor with high resolution, a wide color gamut and fast response times.
As part of our collaboration with Samsung, I received the Odyssey OLED G8 during the development of The First Descendant, and what stood out to me was the monitor’s awesome display quality — color accuracy, expressions and its quick response time. The monitor delivers colors and contrast with a high level of precision, which was crucial for developing the game. The 0.03ms (GTG) response time made a noticeable difference during our demonstrations as well.1
“With the Odyssey OLED G8, you get two distinct display experiences with a single monitor—16:9 for working and 21:9 for playing,” said Wi Sinwook, Lead World Concept Artist, Environmental Concept Design team, Nexon Games.
Wi: As a World Concept Artist, I constantly ask myself, “How can I best convey the immersive universe to players?” I want players to experience every detail of the environments and even the subtle expressions of the characters as they were intended. For that, a display accurately reproduces colors and fine details is crucial. When players can see the subtle nuances in shading and the vibrant colors, it significantly enhances their immersion in the game.

Other than picture quality, were there any other the Odyssey OLED G8 features that stood out when you were working on and demonstrating the game?
Kim: The First Descendant is a multi-platform game, available on PC (Steam) and consoles. The fact that the Odyssey OLED G8 supports up to three external inputs,2 was especially helpful when we were testing across the different platforms. The sleek, metal design also saved space and complemented the game’s sci-fi aesthetic.

Wi: Working on the design and demonstrating the game on the Odyssey OLED G8, I found the gameplay smoother and more comfortable compared to my previous monitor. The colors and contrast were balanced and accurate, even on the big screen.
I also really appreciated the ability to switch the screen ratio between 16:9 and 21:9 with just a single setting change. Normally, I avoid wide monitors due to the viewing angle, but the Odyssey OLED G8 made it convenient to switch between ratios for different tasks — 16:9 for working and 21:9 for demonstrating the game. The big advantage is that you get two distinct display experiences with a single monitor.

Wi: Unlike my previous monitor, where colors near the edges tended to darken, the Odyssey OLED G8 maintained consistent brightness across the entire screen. The thin frame and bezel also made it easier to focus on the game.

Kim: I also found the Game Bar feature to be helpful. When the Odyssey OLED G8 is connected to a PC or console, it automatically calls up the Game Bar. Selecting FPS mode in the Game Bar brightens dark areas in the game, giving you an advantage over hidden enemies. Also, the sound becomes richer, further enhancing the immersion.

Any final words for The First Descendant players?
Kim: If you’re a fan of The First Descendant, or any third-person shooter (TPS) game with high-quality graphics, the Odyssey OLED G8 is an excellent choice. It has high refresh rate, wide color gamut and fast response time, which really enhance the gaming experience.
Wi: I’ve always debated between choosing a monitor with high resolution and refresh rate for gameplay versus one with accurate colors and contrast for development. The Odyssey OLED G8 meets both needs perfectly, so I can confidently recommend it to any gamer…or developer!

The Nicaraguan government recently shut down more than 1,500 nonprofits – many of them civic and religious groups doing humanitarian work in a country long mired in political violence, economic upheaval and social strife.
The August 2024 closures were the latest in a long-running crackdown on civil society, including religious groups – some of the last influential, independent organizations in the country. That same month, the government revoked churches’ tax-exempt status. Over the past few years, many houses of worship have been closed or had their bank accounts frozen.
Ortega’s FSLN party, as it is known in Spanish, is the authoritarian remnant of the group that led a broad national movement against Anastasio Somoza Debayle’s dictatorship in the 1970s. After overthrowing Somoza in 1979, Ortega and the Sandinistas governed until losing the 1990 election.
Since Ortega returned to power in the 2006 elections, moderates have fled the FSLN, which since then has used oppression and violence for political and social control. In 2013, the National Assembly removed presidential term limits set by the Nicaraguan constitution.

Silencing churches
Among the nearly 5,500 nonprofits that closed in Nicaragua between 2018 and 2024 are Catholic, evangelical Christian and historical Protestant organizations, as well as secular humanitarian ones. Of those, 1,650 organizationsand churches were shuttered in August 2024, with government officials claiming their closure was due to ties to private enterprises or a lack of financial records.
Catholic media andradio stations, missionary orders and humanitarian groups have been shuttered, too, as Ortega and the vice president – his wife, Rosario Murillo – have sought to eliminate settings where ideas and information freely flow, and people act independently of the government.

With international pressure mounting, Alvarez and a group of fellow detained Catholic clergy were released in January 2024 and exiled to the Vatican – where the regime had previously expelled the apostolic nuncio, the pope’s top diplomat in Nicaragua. They are among 245 Catholic figures the country has expelled in recent years. An additional 135 people, including Catholics and evangelicals, were expelled and stripped of their citizenship in September 2024.
In Nicaragua, as in much of Latin America, the Catholic Church is the most powerful source of social authority and the largest independent institution for public debate. It represents a key channel through which democratic values may take root, grow and thrive – an obstacle, in the regime’s eyes.
I have witnessed firsthand Nicaragua’s shift from a country with promising seeds of democracy to violent autocracy. As civil war raged between the original Sandinista regime and U.S.-backed Contras in the 1980s, I led travel seminars to Nicaragua for faith groups, journalists, congressional aides and university students. I once personally encountered Ortega, serving as translator during a meeting with American journalists when his official translator failed to show up.
Today, as Ortega continues to consolidate power by crushing opposition, Nicaragua has deteriorated into an oppressive state ruled with an iron fist. This reality reflects broader dynamics globally, from autocratic movements in the U.S. and Western Europe to current regimes in Russia, India, Turkey, Hungary and China.

Closer to home, Ortega poses a regional threat as a model for other potential autocrats. This is especially the case for neighbors like El Salvador, where President Nayib Bukele – the popular, self-described “coolest dictator” – is going down a similar path of turning the nation into an authoritarian state.
I have seen Nicaraguans’ generosity and courage in the long fight for liberty and justice. The closure of democratic spaces, civic institutions and humanitarian organizations, along with the suppression of religious freedom, is a glaring sign that the country is being marched toward more oppression and violence – and, as history shows, risks becoming ripe for revolution.
Only a gradual rebuilding of civil society, I believe, may save Nicaragua from that fate. The tragedy is what Nicaragua could have been: a thriving democratic society, with a commitment to empowering the poor.

The State Council presents its 2025 budget project, in a situation still marked by a favorable economic climate. Despite the increases in expenses in certain areas of activity, the income statement shows a surplus of revenue of 29.9 million francs and meets the requirements of the debt brake. Significant investments are also expected. In addition, a further reduction in the tax scale is proposed.
After three accounting and budgetary years particularly marked by a favourable economic context, the 2025 budget of the State of Neuchâtel presents a surplus of revenue of 29.9 million francs on a total of 2.5 billion in expenses. Fulfilling the requirements of the debt brake, it makes it possible to amortize 1% of the State’s overdraft while ensuring the self-financing, up to 71.2%, of a significant investment envelope.
Significantly up on previous years, investments amount to nearly 147 million, with a decisive share representing 5.2% of revenues. While an envelope of this size represented an additional challenge in terms of self-financing, it reflects the many projects started in recent years that are now in their implementation phase. For the Council of State, this is a decisive period during which investment expenditure will have to remain at a high level in order to meet the major challenges of modernizing, making the canton more attractive and improving its infrastructure.
Positive revenue dynamics
Despite some signs of slowdown already perceived in the Neuchâtel economy, tax forecasts continue for the time being to benefit from the good economic situation, the fall in unemployment and inflation. Tax revenues should therefore remain at a level close to 2023, a sign of positive dynamics of resources that will help to mitigate significant increases observed in several areas of expenses.
Among other important sources of financing, the 2025 budget benefits from a significant increase in revenues received by the Canton as part of the federal financial equalization and takes into account an improvement in the outlook linked to a resumption of ordinary payments from the Swiss National Bank (SNB). While they allow us to approach 2025 with a certain serenity, these developments nevertheless call for the greatest caution given the high level of uncertainty that characterizes them and the total lack of influence exercised by the Canton. This caution is all the more important given that multiple issues are currently threatening the stability of public finances.
Need to control loads
As a sign of the many challenges that the Canton is currently facing, the 2025 budget includes significant increases in charges, particularly in the social and health sectors, where demographic change is now clearly having an impact. The rise in health costs requires, in particular, ever-increasing resources allocated to health institutions, but also to health insurance subsidies or in the area of supplementary benefits.
Expenditure is also increasing in the area of training, or in that of mobility with allowances paid to public transport companies which continue to grow. In addition to these, there are the many additional efforts that the Canton has committed to making in climate protection.
Finally, the redistribution to the municipalities of half of the federal contribution for the compensation of geotopographical overloads, which represents a burden of more than 10 million francs for the Canton, is not subject to any compensation this year and is therefore fully assumed by the State budget.
Faced with these major challenges, it is now imperative that the Canton of Neuchâtel controls its expenses and achieves a sustainable clean-up of public finances.
Compensation for cost increases and reduction of the tax scale
The 2025 budget remains impacted by inflationary pressure which, despite a clear slowdown observed in recent months, still has significant effects on many areas of State activity as well as on household purchasing power. For 2025, the Council of State therefore proposes full compensation for the increase in civil service salaries. It also proposes catching up on the indexation reserve that had to be maintained in 2024. A measure that has an overall impact on the State budget of around 30 million francs.
Furthermore, convinced that Neuchâtel taxpayers must also benefit from the good economic situation and its positive financial consequences for the State and the municipalities, the Council of State invites the Grand Council to adopt a new temporary reduction in the personal income tax scale, at a rate of 1%, which is added to the previous one. This proposal, the financial implications of which are already included in the 2025 budget, should allow the canton to continue this logic of modest progress in order to maintain and improve its attractiveness.
Efforts still needed in the medium term
The 2026-2028 financial and task plan still shows significant deficits of between 30 and 50 million, which do not include the potential deferrals of charges from the Confederation to the cantons or the impact of the responses to the various cantonal initiatives. These worrying projections and prospects should encourage the State to conduct a prudent financial policy in order to maintain sufficient room for maneuver to react in the event of an economic downturn. Significant additional efforts will therefore be necessary during the next legislature to guarantee the stability of public finances, an essential condition for being able to respond effectively to future challenges without jeopardizing compliance with the debt brake.

Ian Murray says difficult short-term decisions must be made for long-term gain

Scottish Secretary Ian Murray says that although the 0.3% growth for the month is encouraging, tough short-term decisions are still required for long-term improvement.
He said:
Economic growth is one of the key missions of the UK Government and Scotland is at the heart of that, as the Prime Minister underlined yesterday when he confirmed that GB Energy will be headquartered in Aberdeen. Backed by £8.3bn of UK Government investment, it will bring jobs and opportunity for all parts of the UK.
We inherited a dire fiscal situation from the previous government, as well as an industrial one, and that requires tough decisions that are hard in the short term, but the right thing for the country in the long term.
Right now, we are making work pay, ensuring the national minimum wage is a true living wage, and we’re ending exploitative zero-hours contracts so workers have increased job security. At next month’s International Investment Summit, we will forge stronger links with our global business partners, all to achieve the growth that’s vital for economic stability.

In the Budget Bill for 2025, the Government proposes allocated funds to the Swedish Work Environment Authority for stricter and more effective supervision to prevent fatal accidents and other work environment risks. It also includes developing the selection of workplaces for inspection to ensure that the supervision is directed to a greater extent at the workplaces where the risk is greatest. To this end, the proposal is that the Swedish Work Environment Authority’s administrative appropriation be increased by SEK 50 million for 2025. The appropriation is then expected to increase by SEK 75 million in 2026 and permanently by SEK 100 million in 2027.
In 2023, 63 workers died in work-related accidents, which is an increase compared to previous years. A poor work environment is considered a contributory cause to premature deaths in many cases each year. For example, stress contributes to the premature death of more than 770 people per year. Efforts to prevent fatal accidents in the workplace and to achieve effective oversight are essential to maintaining worker protection and ensuring that fair competition prevails in the labour market.
The level of ambition must remain high for work environment policy to meet various types of challenges in the workplace. The Government is therefore allocating additional funds to the Swedish Work Environment Authority for a stricter and more effective supervision to prevent fatal accidents and other serious work environment risks.
A safe and stimulating workplace is key for citizens’ welfare and makes an essential contribution to a safer and more secure Sweden. A good work environment promotes growth and employment opportunities, as well as good, equal and equitable health. Nobody should die or be injured as a result of their work.
The Government has submitted these proposals in the Budget Bill for 2025. They are based on an agreement between the Government and the Sweden Democrats.

To find out if you are affected by this distribution campaign, you must indicate your address in the “know the risks near me” section of the Géorisques website, then click on “access detailed information”. If you are concerned, a “2024/2025 iodine campaign” banner will be present on the page. You are therefore invited to withdraw a number of boxes of tablets adapted to the size of your household, free of charge from a pharmacy partnering with this distribution campaign. You do not need to provide any supporting documents.

If your workplace is located in an area affected by this stable iodine distribution campaign, your company manager is responsible for supplying the tablets.
Establishments open to the public receive withdrawal vouchers allowing them to obtain a supply of stable iodine tablets for the people they welcome.
When to take stable iodine tablets?
In the event of a major accident, some nuclear facilities may release radioactive elements into the atmosphere, particularly radioactive iodine, which increases the risk of developing thyroid cancer. Taking stable iodine protects your thyroid gland against the effects of radioactive iodine.
You should only take stable iodine when instructed to do so by the prefect. Information is disseminated via public service media and loudspeaker vehicles. Having stable iodine tablets at home is a precautionary measure; it allows you to save time when iodine intake is ordered.
Taking stable iodine tablets concerns everyone, but in priority people whose thyroid is most sensitive to the effects of radioactive iodine:
newborns; persons under 18 years of age; pregnant and breastfeeding women.
The number of tablets to take varies depending on the person’s age; the dosage appropriate for each situation is indicated in the leaflet.
Please note
Tablets distributed from 2024 are valid for 10 years. During this period, they must be stored in their cardboard packaging, protected from humidity and at room temperature.
If you have iodine tablets from previous campaigns that have expired, you can return these boxes of expired tablets to the pharmacy.

The Thermal Oxide Reprocessing Plant on the Sellafield site in West Cumbria.
What is Thorp?
Today, the ponds inside the Thermal Oxide Reprocessing Plant (or as we like to call it, Thorp) are used to store nuclear fuel that has been used in the UK’s 7 operational nuclear reactors.
Before taking on this new mission, Thorp reprocessed 9,000 tonnes of used nuclear fuel from around the world, generating an estimated £9 billion in revenue for the UK over 2 decades.
The parts of the plant that were used to reprocess used fuel are called ‘chemical separation’ and are currently going through a process called Post Operational Clean Out (POCO).

Thorp is helping to keep the UK’s lights on
Even though it’s original reprocessing mission came to an end in 2018, Thorp continues to key role in the UK’s energy strategy.
Ponds inside the plant that were originally used to store spent oxide fuel before it was reprocessed have been modified so that they can store Advanced Gas-cooled Reactor (AGR) fuel.
By doing this Thorp:
Supports electricity generation in the UK
With limited interim storage at the AGR reactor sites, spent fuel is transferred to the Sellafield site. This is crucial in enabling continued nuclear reactor operation and electricity generation within the UK.
Supports with the bulk-defueling of AGR reactors
As the fleet of 7 UK AGR power stations start come to the end of their operational life, Thorp is also playing a key role in assisting with the bulk defueling (similar to refuelling a reactor but new fuel isn’t put back in) of the reactors before they are decommissioned.
As of September 2024, 3 of the reactors (Hunterston B, Hinkley Point B and Dungeness B) have ceased generating and begun defueling.
All other reactors are expected to have completed their defueling operations by the early 2030s.
At this point there will no longer be new commercial nuclear fuel being received into the ponds.
Making changes to Thorp’s receipt and storage ponds
Our teams have been working to make some changes and improvements to Thorp’s receipt and storage pond so that used nuclear fuel can be stored safely for longer.

Storage
The Thorp receipt and storage ponds hold the same volume of water as 20 Olympic sized swimming pools. Although large, its storage capacity is finite.
The solution has been the development and deployment of a new design of fuel can storage racks. Because these new racks are taller but have a smaller footprint than the previous design, they can hold 6,000 tonnes of fuel each. That’s more than 50% more fuel than the previous design.
Fuel that was already being stored in the pond is being transferred into the new storage racks and all future fuel receipts will be stored in this way.
Thorp’s story started back in the mid-1970s when a new fleet of nuclear reactors came online and used oxide fuels rather than Magnox fuel. Thorp was designed to reprocess this fuel after it had been used inside the reactors.
Planning and construction of Thorp (1974 to 1988)
1974 to 1978
For 100 days in 1977, a public inquiry – The Windscale Inquiry – looked at the implications of building Thorp.
1978
The government approved the construction of Thorp.
This new building at Sellafield would stretch over a third of mile, housing the facilities needed to reprocess oxide fuel under one roof.
1981
Site clearance and construction began. Thorp was one of the largest and most complex construction projects in Europe, rivalled only by the Channel Tunnel and Disneyland Paris.
1984
Major civil work began.
The construction project dominated the site, and the local area. Local towns and villages were filled with the thousands of construction workers required to make this one-stop shop a reality.
It was one of the biggest construction projects of its times and saw more than 5,000 people on site and a further 10,000 roles in the supply chain.
1988
The receipt and storage pond opened, taking receipt of the first batch of irradiated fuel.
The pond is the size of 20 Olympic swimming pools, at 73m long, 23m wide and 8m deep.
1993
Following a further major Government review of the viability of the project, Thorp was given permission to operate.
Thorp operations (1994 to 2018)
1994
Thorp reprocessing facility becomes operational with the first batch of fuel sheared.
Shearing is where nuclear fuel is cut into pieces at the beginning of the reprocessing cycle.
1997
Thorp is fully operational and has 34 customers in nine different countries.
2005
The plant temporarily closed due to pipe failure in the feed clarification cell.
2011
The Nuclear Decommissioning Authority started to consider the credible options for the future of Thorp, looking at safety, cost, technical and performance risks.
2012
7,000 tonnes of fuel have now been reprocessed.
The decision is made to close Thorp in 2018 when existing contracts have been completed.
2018
The last batch of fuel to be reprocessed began its journey through the plant at 11.32am on Friday 9 November.
Over its lifetime, Thorp reprocessed 9,000 tonnes of fuel from around the world, generating an estimated £9 billion in revenue for the UK during its lifetime.

Italian multinational oilfield services company Saipem announced it has pre-qualified to carry out EPCC works for Production Platform E – part of the $8-billion Structures A&E Development Project – during the Libya-Italy Roundtable and VIP Networking Event in Rome on Monday.
Led by Mellitah Oil & Gas – a joint venture between Italian multinational Eni and Libya’s National Oil Company – the Structures A&E project aims to increase gas production to supply the Libyan domestic market and exports to Europe, targeting 750 million cubic feet of gas per day (mmcf/d) by 2026. Mellitah Oil & Gas launched the invitation for pre-qualification for the Engineering, Procurement, Construction, Hook-up, Commissioning and Start-up of Production Platform E earlier this year.
“We are committed to Libyan projects,” said Giorfio Elia, Managing Director – North East Africa & Cyprus for Saipem. “We have pre-qualified for Platform E, which will give Libya one of the biggest production platforms in the Mediterranean. It will be challenging – it’s a more than 60,000-ton platform, with one of the largest jackets in the industry.”
The announcement was made during an oil and gas-focused roundtable at the Libya-Italy Roundtable and VIP Networking Event, which outlined the country’s current exploration and development prospects. In addition to the Structures A&E Development Project, Eni highlighted several major gas projects under development, including the Bouri Gas Utilization Project – which will recover hydrocarbons from associated gas from two platforms installed on the Bouri field, accompanied by a carbon capture facility – and another 100-mmscf/d gas production project set to come online in 2025.
“We are committed to providing enough gas to Libya to meet domestic needs and continue exporting, while at the same time reducing our carbon footprint,” said Martina Opizzi, Head of North Africa & the Levant Region for Eni, adding that the operator has “already signed some contracts” for all three projects.
In addition to gas monetization, Libya is prioritizing enhanced oil recovery to maximize output from mature oil fields and brownfield assets. As a result, the country is looking to international private sector partners to implement advanced technologies and carry out upgrades and maintenance works to boost recovery rates and stabilize production.
“Short turn-around-time assets are a major opportunity for companies like ourselves,” said Ibraheim Mejerissi, Managing Director of Wazen Oil Services. “There is a huge potential [in maintenance works] in Libya, whether you’re a trader wanting to provide products, or a service or engineering company.”
Looking ahead, challenges in fiscal, political and contractual stability remain for Libya, which continues to face long project lead times that impede foreign investment and the timely completion of ongoing projects. Italian engineering and general contracting firm RENCO, for instance, was awarded a contract for the 36 MW Sarir Power Plant in 2013, yet only commissioned the plant in June this year owing to geopolitical uncertainty and delays in payments.
“We need to start projects with bonds, credit letters and tools from the financial point of view that provide support and create certainty from the banking system,” said Alessandro Galli, Industrial Plants Division Director for RENCO.
“We need to find a way with our operators to ensure projects are secured and can enter into operation,” added Nicola Ghirelli, Energy Maintenance & Production Services Director at Bonatti, which is currently nearing completion of EPC works for Nafusah Oil Operation at a project in western Libya.

EU Organic Day was launched by the European Parliament, Council, and European Commission in 2021 as a new initiative to celebrate and promote organic farming.
By producing high quality food with low environmental impact, organic farming plays an essential role in developing a sustainable food system for the EU. Following the EU Action Plan for the Development of Organic Production in the EU, adopted in 2021, the Commission works to further promote the benefits of organic production. The launch and celebration of an EU Organic Day and EU Organic Awards are two concrete actions to bring organic farming into the spotlight. This sector is very close to my heart, as it represents everything that I think is important in our food system: progressing towards more sustainable methods and practices; increasing resilience against climate change and supply chain disruptions; providing opportunities for small farmers, young farmers, female farmers; and connecting local communities through short supply chains and bio-districts. I wholeheartedly congratulate today’s winners – they provide living proof of a strong and sustainable organic sector in the EU.

The Organic Awards serve to reward excellent and innovative organic businesses in the EU, and getting inspired by their work and achievements. The organic sector deserves recognition and promotion throughout the food chain. Accessibility and affordability of organic food is very important for the sector to grow, and in turn, also helps the EU to reach the 25% target by 2030. I am proud that the EESC is a partner in managing three of these awards, connecting with the whole EU organic community.

As the CAP is the main tool to support the development of organic farming, its budget for greening should be supplemented by additional resources to support adequately the farmers in the transition to sustainable farming. Moreover, we call for a stronger role for the regions in managing the future CAP so as to bring policy options in line with specific territorial and sectoral characteristics.
