    In the recent flurry of executive orders from President Donald Trump, one warned of “a distorted narrative” about race “driven by ideology rather than truth.” It singled out a current exhibition at the Smithsonian American Art Museum titled “The Shape of Power: Stories of Race and American Sculpture” as an example. The exhibit displays over two centuries of sculptures that show how art has produced and reproduced racial attitudes and ideologies.

    The executive order condemns the exhibition because it “promotes the view that race is not a biological reality but a social construct, stating ‘Race is a human invention.’”

    The executive order apparently objects to sentiments such as this: “Although a person’s genetics influences their phenotypic characteristics, and self-identified race might be influenced by physical appearance, race itself is a social construct.” But those words are not from the Smithsonian; they are from the American Society of Human Genetics.

    Scientists reject the idea that race is biologically real. The claim that race is a “biological reality” cuts against modern scientific knowledge.

    I’m a historian who specializes in the scientific study of race. The executive order places “social construct” in opposition to “biological reality.” The history of both concepts reveals how modern science landed at the idea that race was invented by people, not nature.

    Race exists, but what is it?

    At the turn of the 20th century, scientists believed humans could be divided into distinct races based on physical features. According to this idea, a scientist could identify physical differences in groups of people, and if those differences were passed on to succeeding generations, the scientist had correctly identified a racial “type.”

    The results of this “typological” method were chaotic. A frustrated Charles Darwin in 1871 listed 13 scientists who identified anywhere between two and 63 races, a confusion that persisted for the next six decades. There were almost as many racial classifications as racial classifiers because no two scientists could seem to agree on what physical characteristics were best to measure, or how to measure them.

    One intractable problem with racial classifications was that the differences in human physical traits were tiny, so scientists struggled to use them to differentiate between groups. The pioneering African American scholar W.E.B. Du Bois noted in 1906, “It is impossible to draw a color line between black and other races … in all physical characteristics the Negro race cannot be set off by itself.”

    But scientists tried. In an 1899 anthropological study, William Ripley classified people using head shape, hair type, pigmentation and stature. In 1926, Harvard anthropologist Earnest Hooton, the leading racial typologist in the world, listed 24 anatomical traits, such as “the presence or absence of a postglenoid tubercle and a pharyngeal fossa or tubercle” and “the degree of bowing of the radius and ulna” while admitting “this list is not, of course, exhaustive.”

    All this confusion was the opposite of how science should operate: As the tools improved and as measurements became more precise, the object of study − race − became more and more muddled.

    When sculptor Malvina Hoffman’s “Races of Mankind” exhibit opened at Chicago’s Field Museum in 1933, it characterized race as a biological reality, despite its elusive definition. World-renowned anthropologist Sir Arthur Keith wrote the introduction to the exhibition’s catalog.

    Keith dismissed science as the surest method to distinguish race; one knows a person’s race because “a single glance, picks out the racial features more certainly than could a band of trained anthropologists.” Keith’s view perfectly captured the view that race must be real, for he saw it all around him, even though science could never establish that reality.

    In the scientific study of race, however, things were about to change.

    Turning to culture to explain difference

    By 1933, the rise of Nazism had added urgency to the scientific study of race. As anthropologist Sherwood Washburn wrote in 1944, “If we are to discuss racial matters with the Nazis, we had better be right.”

    In the late 1930s and early 1940s, two new scientific ideas came to fruition. First, scientists began looking to culture rather than biology as the driver of differences among groups of people. Second, the rise of population genetics challenged the biological reality of race.

    In 1943, anthropologists Ruth Benedict and Gene Weltfish wrote a short work also titled The Races of Mankind. Writing for a popular audience, they argued that people are far more alike than different, and our differences owe to culture and learning, not biology. An animated cartoon short later gave these ideas wider circulation.

    ‘The Brotherhood of Man’ was based on Benedict and Weltfish’s pamphlet and pointed out that differences between people come from their environments.

    Benedict and Weltfish argued that while people did, indeed, differ physically, those differences were meaningless in that all races could learn and all were capable. “Progress in civilization is not the monopoly of one race or subrace,” they wrote. “Negroes made iron tools and wove fine cloth for their clothing when fair-skinned Europeans wore skins and knew nothing of iron.” The cultural explanation for different human lifestyles was more robust than confused appeals to an elusive biological race.

    The turn to culture was consistent with a deep change in biological knowledge.

    A tool to understand evolution

    Theodosius Dobzhansky was a preeminent biologist of the 20th century. He and other biologists were interested in evolutionary changes. Races, which supposedly didn’t change over time, were therefore useless for understanding how organisms evolved.

    A new tool, what scientists called a “genetic population,” was much more valuable. The geneticist, Dobzhansky held, identified a population based on the genes it shared in order to study change in organisms. Over time natural selection would shape how the population evolved. But if that population didn’t shed light on natural selection, the geneticist must abandon it and work with a new population based on a different set of shared genes. The important point is that, whatever population the geneticist chose, it was changing over time. No population was a fixed and stable entity, as human races were supposed to be.

    Sherwood Washburn, who happened to be Dobzhansky’s close friend, brought those ideas into anthropology. He recognized that the point of genetics was not classifying people into fixed groups. The point was to understand the process of human evolution. This change reversed everything taught by Hooton, his old teacher.

    Writing in 1951, Washburn argued, “There is no way to justify the division of a … population into a series of racial types” because doing so would be pointless. Presuming any group to be unchanging stood in the way of understanding evolutionary changes. A genetic population was not “real”; it was an invention of the scientist using it as a lens to understand organic change.

    A good way to understand this profound difference relates to roller coasters.

    Anyone who’s been to an amusement park has seen signs that precisely define who is tall enough to ride a given roller coaster. But no one would say they define a “real” category of “tall” or “short” people, as another roller coaster might have a different height requirement. The signs define who is tall enough only for riding this particular roller coaster, and that’s all. It’s a tool for keeping people safe, not a category defining who is “really” tall.

    Similarly, geneticists use genetic populations as “an important tool for inferring the evolutionary history of modern humans” or because they have “fundamental implications for understanding the genetic basis of diseases.”

    Anyone trying to pound a nail with a screwdriver soon realizes that tools are good for tasks they were designed for and useless for anything else. Genetic populations are tools for specific biological uses, not for classifying people into “real” groups by race.

    Whoever wanted to classify people, Washburn argued, must give the “important reasons for subdividing our whole species.”

    The Smithsonian’s exhibit shows how racialized sculpture was “both a tool of oppression and domination and one of liberation and empowerment.” Science agrees with its claim that race is a human invention and not a biological reality.

    The Agence française de développement (AFD) has committed an additional €3 million to the African Development Bank (www.AfDB.org) -managed Africa Digital Financial Inclusion Facility (ADFI) (https://apo-opa.co/4iXF6xK) to accelerate financial inclusion in Africa. 

    The increase brings AFD’s total funding to over €5 million. The resources will support the ADFI partnership in catalyzing digital financial solutions across Africa by expanding investment in scalable and replicable initiatives that enable access to credit and other financial services that support investment and entrepreneurship among underserved communities. 

    The African Development Bank and AFD co-founded ADFI in 2019 with the Gates Foundation and the Ministry of Finance of the Government of Luxembourg. France’s Ministry for the Economy, Finance and Industrial and Digital Sovereignty, the Women’s Enterprise Finance Initiative (We-Fi), and India’s Ministry of Finance joined in 2020, 2022 and 2023 respectively.

  • MIL-OSI United Nations: Checklist and Implementation Guideline for Inclusive Multi-Hazard Early Warning System in Timor-Leste

    The purpose of these multi-hazard early warning system (MHEWS) guidelines is to ensure that key elements of early warning systems, such as governance, disaster risk knowledge, detection, monitoring, analysis and forecasting, dissemination, communication, and preparedness to respond in Timor-Leste are gender-responsive and disability-inclusive. The guidelines supplement the Government of Timor-Leste’s multi-hazard, end-to-end early warning standard operating procedures developed by the National Designated Authority.

    This document primarily assists the Civil Protection Authority, Ministry of Agriculture and Fisheries, and the National Directorate of Meteorology and Geophysics in fulfilling their legal obligations to implement early warning systems, and the Government of Timor-Leste’s priorities in line with the National Civil Protection Emergency Plan, and the National Action Plan for Gender-Based Violence 2022–2032.

    The inclusive MHEWS guidances are also intended to support key stakeholders at both the national and local government levels, as well as relevant line ministries involved in disaster risk reduction (DRR) and climate change adaptation that are part of broader ecosystem of MHEWS in the country. It should be used routinely in the implementation of DRR and response across geographical areas of Timor-Leste.

    It is crucial that the guidelines are implemented and evaluated for their effectiveness in addressing the needs of women, children, persons with disabilities, older persons and minority groups.

    PM POSHAN Scheme is a centrally sponsored scheme under which one hot cooked meal is served to 11.20 crore students studying in Balvatika and classes I to VIII, in 10.36 lakh Government and Government-aided schools on all school-days. The Scheme aims at providing nutritional support and enhancing school participation of students.

    Under the PM POSHAN Scheme, ‘Material Cost’ is provided for procurement of following ingredients required for cooking the meals:

    The Labour Bureau, Ministry of Labour provides data on inflation for these items under the PM POSHAN basket on the basis of Consumer Price Index – Rural Labourers (CPI-RL) in consonance with CPI index for PM POSHAN and accordingly CPI index for PM POSHAN basket has been worked out. The CPI-RL is constructed by Labour Bureau, Chandigarh on the basis of collecting continuous monthly prices from the sample of 600 villages spread over 20 States of the country.

    On the basis of inflation index provided by the Labour Bureau, the Ministry of Education, Government of India, has enhanced the ‘Material Cost’ by 9.50 %. The new rates will be applicable across all the States and UTs w.e.f. 01.05.2025. The Central Government will bear the additional cost of Rs 954 crore approximately in FY 2025-26 due to this enhancement. The per student per day Material cost is as under: –

    These rates of Material Cost are the minimum mandatory rates, however, States / UTs are free to contribute more than their prescribed share, as some States/UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augmented nutrition under the PM POSHAN Scheme.

    In addition to the Material Cost, the Govt. of India provides about 26 lakh MT foodgrains through Food Corporation of India. The Govt. of India bears 100% cost of foodgrains including subsidy of approx. Rs. 9000 crore per annum and 100% transportation cost of foodgrains from FCI depot to schools. The per meal cost after adding all components including foodgrains cost under the scheme comes to approx. Rs 12.13 for Bal Vatika and Primary classes and Rs 17.62 for upper primary classes.

    India reverently celebrates Mahavir Jayanti, a day that resonates with deep spiritual significance and profound peace, as it commemorates the birth of Lord Mahavir, the 24th Tirthankara of Jainism. More than a festival, it is a heartfelt tribute to a life devoted to compassion, self-restraint, and truth. In a world often clouded by conflict and chaos, Lord Mahavir’s eternal message of ahimsa (non-violence), satya (truth), and inner awakening shines brighter than ever, guiding countless souls toward a more mindful and harmonious existence.

    This year, the spirit of Mahavir Jayanti was powerfully invoked through the inauguration of Navkar Mahamantra Divas by Prime Minister Narendra Modi on April 9.

    “Navkar Mantra is not just a mantra but the core of our faith and the essence of life.”

    The Navkar Mantra, central to Jain prayer, is more than a collection of sacred syllables, it is a rhythmic flow of energy, stability, and light.

    Prime Minister Shri Narendra Modi, reflecting on his own roots in Gujarat, spoke of how Jain Acharyas shaped his understanding from an early age. This personal connection reinforced his message that Jainism is not merely historical but deeply relevant, especially in an India that seeks to grow without losing its roots.

    This relevance is embodied in the architectural and cultural fabric of modern India, be it the depiction of Sammed Shikhar at the new Parliament’s entrance or the return of ancient Tirthankara idols from overseas. These are not artifacts of nostalgia; they are living symbols of India’s spiritual continuity.

    Prime Minister Narendra Modi described climate change as today’s biggest crisis, saying its solution is a sustainable lifestyle, which the Jain community has practiced for centuries. The Jain community has been living the principles of simplicity, restraint, and sustainability for centuries. Lord Mahavir’s timeless teachings align beautifully with Mission LiFE (Lifestyle for Environment), a national call for sustainable living.

    Jainism’s emblem, “Parasparopagraho Jivanam”, meaning the mutual interdependence of all life offers a deeply ecological worldview.

    Nine Resolutions for a New India

    In a poetic tribute to the power of “nine” in Indian and Jain traditions, the Prime Minister proposed nine resolutions anchored in the Navkar Mantra, each a commitment to knowledge, action, harmony, and rooted progress. He noted how repeating the mantra nine times, or in its multiples like 27, 54, or 108 represents spiritual completeness and intellectual clarity.

    First Resolution: Water Conservation– Emphasizing the need to value and save every drop of water.

    Second Resolution: Plant a tree in Mother’s Name– Planting of over 100 crore trees in recent months and urging everyone to plant a tree in their mother’s name and nurture it like her blessings.

    Third Resolution: Cleanliness Mission – Understanding the importance and contributing to cleanliness in every street, neighbourhood and city.

    Fourth Resolution: Vocal for Local– Promotion of locally made products, turning them global and supporting items that carry the essence of Indian soil and the sweat of Indian workers.

    Fifth Resolution: Explore India– To explore India’s diverse states, cultures, and regions before traveling abroad, emphasizing the uniqueness and value of every corner of the country.

    Sixth Resolution: Adopting Natural Farming–  The Jain principle of “One living being should not harm another”, and for freeing Mother Earth from chemicals, supporting farmers, and promoting natural farming.

    Seventh Resolution: Healthy Lifestyle–  Following Indian dietary traditions, including millets (Shri Anna), reducing oil consumption by 10%, and maintaining health through moderation and restraint.

    Eighth Resolution: Incorporating Yoga and Sports– Making yoga and sports a part of daily life, whether at home, work, school, or parks, to ensure physical health and mental peace.

    Ninth Resolution: Helping the Poor– Assisting the underprivileged, whether by holding a hand or filling a plate, as the true essence of service.

    These resolutions align with the principles of Jainism and the vision of a sustainable and harmonious future.

    Jain literature, etched in Prakrit and Pali, holds profound treasures of thought. The government’s initiative to grant these languages classical status and digitize Jain manuscripts under the Gyan Bharatam Mission is a tribute to this ancient wisdom.

    In March 2024, the Ministry of Minority Affairs approved projects under Pradhan Mantri Jan Vikas Karyakram (PMJVK) Scheme for the establishment of ‘Centre for Jain Studies’ in Devi Ahilya Vishwavidyalaya (DAVV) in Indore. With financial assistance of ₹25 crore, this centre aims to preserve and promote Jain heritage, foster interdisciplinary research, and enhance global understanding of Jainism as a way of life. It will support digitization of ancient Jain texts, facilitate academic research, and serve as a hub for students and scholars to engage with Jain teachings, traditions, and practices, while also promoting community engagement and awareness.

    The Ministry of Minority Affairs in the past also approved a project focused on preserving Jain culture through digitization of manuscripts, knowledge sharing, and promoting interdisciplinary research on Jain traditions.

    On Mahavir Jayanti in April 2024, a commemorative stamp and coin on the occasion of 2550th Bhagwan Mahaveer Nirvan Mahotsav.

    As India marches on the path of becoming a developed nation, Lord Mahavir’s message of inner conquest, compassion, and truth offers a guiding light. In the harmony of the Navkar Mantra, in the discipline of the Sadhus, and in the interdependence of life itself, not just for individuals, but for the whole world.

  • MIL-OSI Asia-Pac: SIX VILLAGES IN SAVAII RECEIVE FUNDING FOR COMMUNITY-LED ENVIRONMENTAL PROJECTS

    [PRESS RELEASE Apia, SAMOA 01 April 2025] – The Global Environment Facility (GEF) Small Grants Programme (SGP) is once again supporting local communities who are at great risk from climate change due to their fragile ecosystems.

    Community-based organizations from six villages have been awarded financial grants from the GEF-SGP, totalling over US$233,652, which will be used to implement environmental projects.

    These include wetland restoration, securing of marine protected areas, protection of marine ecosystems, freshwater pools rehabilitation, and increasing the resilience of spring pools to natural disasters.

    An inception workshop was held last Friday in Savaii for the successful grantees, to provide an opportunity for the GEF-SGP team to clarify any queries that the project leaders may have, and to help build their capacity in implementing their approved Memorandum of Agreements.

    “It’s an honour to collaborate with our local communities to implement these sustainable environmental projects. The work of the GEF-SGP, with the important assistance from Government partners, will continue to ensure the positive impact of civil society interventions at national level, and a continued effort to build the capacity of civil society actors to be transformative agents of change, contributing to Samoa’s efforts to achieve its national plans and the Sustainable Development Goals,” said Lemalu Nynette Sass, Chairwoman of the GEF-SGP National Steering Committee.

    These community projects are funded by the Community Development and Knowledge Management for the Satoyama Initiative Programme (COMDEKS), and OP7 core grant allocation, the 7th Operational Phase of the GEF-SGP, a programme implemented by the United Nations Development Programme (UNDP), that provides financial assistance to small-scale environmental projects.

    COMDEKS, funded by the Japan Biodiversity Fund at the Secretariat of the Convention on Biological Diversity, provides small-scale finance delivered through the GEF-SGP directly to local communities, Indigenous Peoples, and civil society to implement locally led projects that enhance livelihoods and well-being, conserve biodiversity, address climate change, and support local cultures and traditional practices. This is the first time that Samoa has been selected to be one of the implementing countries for COMDEKS.

    The GEF-SGP National Coordinator, Mr. Lilomaiava Taumalaulu Filifilia Iosefa, emphasized the importance of working together with key implementing ministries, the Ministry of Natural Resources and Environment, and the Ministry of Agriculture and Fisheries, to assist the selected grantees and their communities to successfully implement the approved projects.

  • MIL-OSI Europe: Answer to a written question – Agricultural policy comments during Grüne Woche – E-000596/2025(ASW)

    The Commission is convinced that agricultural production and nature preservation must go hand in hand to face climate change by improving water resilience and give young farmers a farming future. Balance between agriculture and nature has both an EU and a national dimension.

    The present Common Agricultural Policy (CAP)[1] and existing environmental and climate acquis, provide a solid legal framework for Member States to identify fit for purpose targets, based on National Strategic Plans, offering them more margin for manoeuvre than before.

    Member States have designed tailor-made interventions in their CAP Strategic Plans (CSPs) which also target livestock-related pollution. Eco-Schemes and Agri-Environmental and Climate Commitments support interventions to improve water quality and nutrient management, addressing manure surplus, on 21% and 15.5% of EU farmland[2] respectively.

    Other interventions include livestock density adjustments, aiming at reducing Greenhouse Gases, water and air (ammonia) emissions (for example, the Luxembourgish CSP[3] offers financial aid to less intensive animal husbandry systems).

    In his speech during the Grüne Woche[4] (Green Week), the Commissioner for Agriculture and Food reflected on targeted territorial solutions for balancing the livestock sector’s competitiveness with environmental sustainability, as published later in the Commission’s Vision for Agriculture and Food[5].

    This approach includes maintaining grasslands, valorising the link with carbon sinks and improved water resilience, as well as more extensive systems beneficial in preserving biodiversity while reducing negative externalities.

  • MIL-OSI Europe: Press release – Soil monitoring: deal with Council on new EU law with better support for farmers

    The informal agreement between EU co-legislators will ensure soil is monitored in all EU countries and farmers get better support to improve soil health.

    On Wednesday evening, Parliament and Council negotiators reached a provisional political agreement on the Commission’s proposal for a soil monitoring law. The overall objective is to have healthy European soils by 2050, in line with the EU’s “zero pollution” ambition. It should also provide for a more coherent and harmonised EU framework for soil monitoring.

    Monitoring and assessing EU soils

    According to the deal, member states will have to monitor and assess soil health across their territories using common soil descriptors – characterising the physical, chemical, and biological aspect of soil health for each soil type – and an EU methodology for sampling points. To make it simpler for member states, they will be free to build on national soil monitoring campaigns or other equivalent methodologies. The Commission will support member states by reinforcing its current EU soil sampling programme, LUCAS Soils. It will offer tailor-made financial and technical support.

    To reflect different levels of soil degradation and local conditions, national governments will set non-binding, sustainable, targets for each soil descriptor, in line with the overall objective of improving soil health.

    No new obligations for farmers

    To protect farmers and foresters, the agreed directive does not impose any new obligations on landowners or land managers. Instead, it obliges EU countries to help them improve soil health and soil resilience – the soil’s capacity to keep playing its important role in the ecosystem. Support measures may include independent advice, training activities, and capacity building, as well as the promotion of research and innovation, and measures to raise awareness of the benefits of soil resilience. Member states will also have to assess regularly the financial cost to farmers and foresters’ of improving soil health and soil resilience.

    Contaminated soils

    The law will require member states to draw up a public list of potentially contaminated sites within ten years of its entry into force and address any unacceptable risks to human health and the environment.

    Finally, an indicative watch list of emerging substances that could pose a significant risk to soil health, human health or the environment, and for which data is needed, will be drawn up 18 months after the law enters into force. This list will include relevant PFAS (also known as “forever chemicals”) and pesticides.

    On reaching the agreement, rapporteur Martin Hojsík (Renew, SK) said: “Today’s deal is an important milestone in improving support for farmers and all others in keeping the soil healthy. Providing them with better information and help, while preventing bureaucracy and new obligations, are cornerstones of the new soil monitoring law.”

    Next steps

    Parliament and the Council have concluded an “early second reading agreement” (the negotiation took place after Parliament’s first reading was adopted in plenary). The Council is now expected to adopt this agreement formally, and Parliament will then have to endorse the text in plenary, in second reading.

    The directive will enter into force 20 days after its publication in the EU Official Journal. From this date, EU countries will have three years to comply.

    Background

    An estimated 60 to 70% of European soils are unhealthy due to urbanisation, low land recycling rates, intensification of agriculture practices, and climate change. Degraded soils are major drivers of the climate and biodiversity crises, and they reduce the provision of key ecosystem services. This costs the EU at least €50 billion per year, according to the Commission.

  • MIL-OSI Europe: Answer to a written question – Strengthening food safety and supporting European farmers: issues of compliance and unfair competition by Turkish products – E-000168/2025(ASW)

    Food products , imported into the EU from third countries must comply with the EU food safety standards laid down in EU legislation.

    To that end, Member States carry out official controls and enforcement activities in accordance with Regulation (EU) No 2017/625[1]. Furthermore, according to Article 120 of the same Regulation, the Commission may perform controls in third countries to verify third countries’ compliance with EU’s requirements.

    Where food of non-animal origin from third countries poses a risk, the Commission adopts measures concerning its entry into the EU through Commission Implementing Regulation (EU) 2019/1793[2], such as increased frequencies of checks (including sampling and laboratory analyses) at the entry of the Union.

    In addition, it asks the authorities of the third country concerned to strengthen its production and control procedures and to report to the Commission about the results of these efforts.

    When persistent systemic infringements are identified or there is a lack of satisfactory improvement, further action is taken, which may ultimately result in the suspension of entry of the products concerned into the EU.

    Several products originating from Türkiye are subject to measures as they are listed in Annexes of Regulation (EU) 2019/1793 and the issue is regularly raised with the country’s authorities under the umbrella of the EU-Türkiye Customs Union.

    These measures are periodically reviewed and adjusted as necessary, considering new information related to risks and instances of non-compliance based on the evolution of risks, non-compliances and other factors provided by the Member States.

    Hiroshima tree of hope finds new home in Gate Lodge Gardens

    Horticulture students from Greenmount College shared a message of hope this week at the newly opened Gate Lodge Gardens in Derry’s St Columb’s Park, with the planting of a special tree cultivated from Ginkgo Biloba seeds from Hiroshima. 

    Eighty years since the devastating atomic bomb that destroyed the Japanese city, the seeds of the Hibaku-jumoku – Japanese for survivor trees – now have a new purpose, representing resilience and rebirth.  

    Students at the College of Agriculture, Farming, and Rural Enterprise (CAFRE) at Greenmount have been entrusted with sharing their important legacy though the Green Legacy Hiroshima Project, working with partners throughout the world to reinforce the message of peace. St Columbs Park has been selected as one of a number of special sites to locate a tree, which has been grown from seedlings cultivated by the students. 

    The group met with the Mayor of Derry and Strabane, Councillor Lilian Seenoi Barr, to plant the tree at the recently completed Gate Lodge which is part of the Acorn Farm project.  

    It’s a particularly fitting symbol of hope and peace to mark the 80th anniversary of the end of WW2. Members of Foyle Obon representing the local Japanese Community also joined the Mayor and the students for the planting. 

    The Mayor heard more about the Green Legacy Hiroshima Project, and plans for the college to work closely with the Acorn Farm project, Derry’s first urban farm. Acorn Farm is an exciting and innovative project currently transforming a disused military site into a vibrant urban food growing space. 

    Speaking afterwards Mayor Barr said: “I want to thank Greenmount College for gifting the tree to Council and dedicating it to St Columb’s Park as the home for one of the Hiroshima Trees. It sends a wonderful message of peace and solidarity at a time when sadly there is much conflict and upheaval in the world.  

    “In a city where peace and reconciliation has led to such a positive transformation, I think our example can be one of hope for other places embroiled in war. We stand in solidarity with all the innocent victims of violence and conflict. 80 years since the end of the Second World War, it’s a timely opportunity to reflect and reinforce our message that peace is the only way forward and no one should be oppressed because of their race, politics or religion.” 

    The Acorn Farm project has partnered with Greenmount College and will offer student placements as part of their education offering hands on practical experience as part of the project’s Green Academy programme of community education and engagement around sustainable food production.  

    The £6.2million capital project is being led by Derry City and Strabane District Council, funded by the UK, and is delivered by a partnership team consisting of Council, The Community Foundation for Northern Ireland, The Conservation Volunteers, Developing Healthy Communities and Community Garden Support. 

    David Dowd from CAFRE said the students were looking forward to learning and contributing to the project. “We are delighted to be here today and to pass on this sapling which has been carefully nurtured by the students at Greenmount. It will be well looked after here, and become part of the wonderful shared community space that is being created.  

    “I know the students are really looking forward to continuing to engage with the learning academy that is being developed at Acorn Farm, and to playing an active role in developing new approaches to growing food in a sustainable and environmentally friendly way.”

  • MIL-OSI Economics: Agence française de développement commits additional €3 million to Africa Digital Financial Inclusion Facility to boost digital financial inclusion

    The Agence française de développement (AFD) has committed an additional €3 million to the African Development Bank-managed Africa Digital Financial Inclusion Facility (ADFI) to accelerate financial inclusion in Africa.

    The increase brings AFD’s total funding to over €5 million. The resources will support the ADFI partnership in catalyzing digital financial solutions across Africa by expanding investment in scalable and replicable initiatives that enable access to credit and other financial services that support investment and entrepreneurship among underserved communities.

    The African Development Bank and AFD co-founded ADFI in 2019 with the Gates Foundation and the Ministry of Finance of the Government of Luxembourg. France’s Ministry for the Economy, Finance and Industrial and Digital Sovereignty, the Women’s Enterprise Finance Initiative (We-Fi), and India’s Ministry of Finance joined in 2020, 2022 and 2023 respectively.

    AFD Group is strongly committed to accelerating the mobilization of financial and human resources to align the financial systems with the Sustainable Development Goals, ensuring that vulnerable populations—especially in regions most affected by climate change—can access financial tools that help them adapt and thrive.

    Recent data shows that nearly half the continent’s adult population does not benefit from digital financial solutions, particularly women, youth, farmers, small businesses, and rural communities.

    ADFI works to expand digital financial solutions across Africa through strategic investments in digital infrastructure, policy and regulation, and product innovation, with a special focus on reducing gender gaps and building capacity.

    ADFI aligns with the African Development Bank’s Ten-Year Strategy for inclusive growth and its priority to improve the quality of life for the people of Africa.     WASHINGTON D.C.– The Pet and Livestock Protection Act (PALPA) introduced by Congresswoman Lauren Boebert (CO-04) and Congressman Tom Tiffany (WI-07) passed through the House Natural Resources Committee today, a major milestone for this legislation’s path to President Trump’s desk. The House Natural Resources Committee voted 24-17 to advance the bill to the House floor.

    The bill delists the gray wolf from the Endangered Species List, prioritizes the safety and success of America’s agriculture community, removes the ability of progressive, activist judges to get in the way of science and allows states to set their own rules and regulations for managing their gray wolf population.

    The Pet and Livestock Protection Act requires the Secretary of the Interior to reissue the 2020 Department of the Interior final rule that delisted gray wolves in the lower 48 United States. It also ensures this rule cannot be overturned through judicial review, preventing activist judges, like the California judge who vacated the rule in 2022, from relisting the gray wolf by judicial fiat.

    In 2020, the Department of the Interior and the U.S. Fish and Wildlife Service under President Trump delisted the gray wolf in the lower 48 United States through a process that included the best science and data available. At over 6,000 wolves at the time of delisting, the gray wolf has been the latest Endangered Species Act (ESA) success story with significant population recoveries in the Rocky Mountains and western Great Lakes regions.

    Despite clear evidence of recovery, a California judge overturned the rule in 2022, relisting the gray wolf under the ESA. In Colorado, foreign gray wolves have been imported in from Canada despite strong pushback from local stakeholders and confusion about how to fund wolf depredation claims.

    Washington – U.S. Senator Roger Marshall, M.D. (R-Kansas) introduced the Food Security and Farm Protection Act alongside colleagues on the Senate Agriculture Committee, which prohibits any state or local government from interfering with commerce and agricultural practices in another state outside their jurisdiction.
    This legislation was introduced in response to California’s Proposition 12, also known as the Farm Animal Confinement Initiative. This law sets minimum space requirements for egg-laying hens, breeding pigs, and veal calves, and prohibits the sale of products from animals raised in California or out-of-state that do not meet these standards.
    “The United States is constantly faced with non-tariff trade barriers from protectionist countries, which hurts American agriculture’s access to new markets. The last thing we need is for states like California imposing its will on ag-heavy states like Kansas with regulations that will also restrict our ability to trade among the states,” said Senator Marshall. “Midwest farmers and ranchers who produce our nation’s food supply should not be hamstrung by coastal activist agendas that dictate production standards from hundreds of miles away, and I am proud to support this legislation that gives Kansas agriculture producers the freedom to produce safe, affordable food for all.”
    The Food Security and Farm Protection Act is co-led by Senators Chuck Grassley (R-Iowa) and Joni Ernst (R-Iowa).

    Washington state has one of the most trade-dependent economies of any state in the country, with 40 percent of jobs tied to international commerce and approximately $60 billion in annual exports. Washington is the top U.S. producer of apples, blueberries, hops, pears, spearmint oil, and sweet cherries—all of which risk losing vital export markets due to retaliatory tariffs from key trading partners including Canada. Additionally, more than 12,000 small and medium-sized companies in Washington state export goods and will struggle to absorb the impact of retaliatory tariffs. Trump’s tariffs during his first term were extremely costly for Washington state—as one example, India imposed a 20 percent retaliatory tariff on U.S. apples, causing Washington apple shipments to India to fall by 99 percent and growers to lose hundreds of millions of dollars in exports.

    Leader Jeffries: Thank you, Mr. Speaker. Let me also thank the distinguished gentleman from the Commonwealth of Pennsylvania, Representative Boyle who’s doing a tremendous job leading House Democrats on the Budget Committee.

    Mr. Speaker, yesterday, I urged you to join me on the House Floor to debate this reckless budget one-on-one, so we would have an opportunity to fully air—in a transparent way—before the American people, Democratic values and Republican values, the Democratic perspective on this budget and the Republican perspective. I’m on the House floor right now. We’re ready to debate, one-on-one, prepared to yield to you for a colloquy at any time, so we can discuss the Democratic vision for building an affordable economy, that lowers costs and makes life better for the American people and the Republican budget proposal that would enact the largest Medicaid cut in American history in order to pass massive tax breaks for your billionaire donors like Elon Musk. Mr. Speaker, I’m ready to yield. I’m ready to debate one-on-one on this House Floor. And I promise not to rebuke you in the name of Jesus.

    Here in America, we were told—we were told by Donald Trump and House Republicans that you were going to lower the high cost of living for everyday Americans. In fact, we were told that you were going to do it on day one, and it hasn’t happened. President Trump and House Republicans told us that you were going to deliver the golden age of America. But over the last several months, we haven’t witnessed the golden age of America. We’ve witnessed a rotten age. You are crashing the economy in real time, driving us toward a Republican recession that’s going to hurt children, hurt families, hurt seniors, hurt everyday Americans, hurt veterans and hurt people across the land.

    You haven’t done anything to address the high cost of living. As Democrats, we recognize that America is too expensive. The cost of living in this great country is far too high. Housing costs are too high. Grocery costs are too high, insurance costs are too high, utility costs are too high and childcare costs are too high. America is too expensive. We should be working to lower the high cost of living. Far too many people in this country can’t get ahead, and they can barely get by, struggling to make ends meet, living paycheck to paycheck. We should be acting decisively to address the high cost of living. President Trump promised costs would go down on day one. Costs aren’t going down, they’re going up. Inflation is going up. Consumer confidence is coming down. And these reckless policies, including the Trump tariffs, are driving us toward a recession. And on top of it all, you are presenting a budget that’s going to make things worse.

    So we stand here today in strong opposition to this reckless Republican budget. It’s a cruel budget. It’s a budget that will have catastrophic consequences on everyday Americans. It’s an assault on the economy, it’s an assault on Medicaid, an assault on health care, an assault on nutritional assistance to children and families, it’s an assault on older Americans, an assault on hospitals and nursing homes and Community Health Centers, it’s an assault on veterans, which is why we reject it, because we’re going to stand on the side of the American people.

    Now, there are so many different problems with this budget resolution, but let’s begin with the fact that Republicans are setting in motion the largest Medicaid cut in American history. That’s going to hurt people all across this country, in small-town America, in urban America, in rural America, in the heartland of America, in Appalachia. All across this country, people will be hurt. Health care will be taken away from children, pregnant women, everyday Americans with disabilities, older Americans, people in nursing homes, people who are receiving long-term care. Nursing homes will close. That will impact everybody in a given community. Hospitals will shut down in rural America, in small-town America, all across America. The largest Medicaid cut in American history. It’s completely and totally unacceptable.

    At the same period of time, targeting nutritional assistance for children, infants, women, families, veterans, older Americans—literally taking food out of the mouths of babies in the United States of America, the wealthiest country in the history of the world. This is why we say it’s a cruel budget. It’s a callous budget. It’s a budget that will have catastrophic consequences. Veterans will be hurt—people who have served this country admirably. They stood up for us. We should always stand up for them, not target them, as will be the case in this reckless Republican budget.

    And so, we’re here to make it clear. Hands off Medicaid. Hands off the health care of the United States of America. Hands off nutritional assistance. Hands off veterans. Hands off everyday Americans struggling to make ends meet. Republicans do nothing to lower the high cost of living. In fact, you’re making the affordability crisis in America worse, not better, then you target earned benefits and things that are important to the American people, like Medicaid, to visit upon it such an extreme cut. And what are you doing it for? What is it in service of? All to pass massive tax breaks for your billionaire donors like Elon Musk. The president himself has made that clear. At the end of the day, that’s what this is all about. How extraordinary is that? As Democrats, we support tax cuts for everyday Americans, tax cuts for small businesses, tax cuts for family farmers, tax cuts for those who need relief, not tax cuts for the wealthy, the well-off and the well-connected. And so, we stand in strong opposition to this GOP tax scam.

    The reason why, Mr. Speaker, I’ve said, let’s debate this on the House Floor, directly, through a colloquy, transparently, to make it clear to the American people where we stand and where Republicans stand at such a fragile moment with so many people in this country struggling to make ends meet. And so, as House Democrats, we’re going to continue to stand on the side of the American people. We’re going to stand on the side of our children, of our families, of our veterans, of older Americans, of everyone aspiring to achieve the American dream. Stand up in defense of Medicaid, stand up in defense of veterans benefits, stand up in defense of nutritional assistance, stand up in defense of economic opportunity and a fair tax code that is designed to build an economy that actually works for everyday Americans, as opposed to an economy of the billionaires, by the billionaires and for the billionaires. That is why we strongly oppose this reckless Republican budget resolution and we will not rest until we bury it in the ground, never to rise again. I yield back.

    WASHINGTON, DC – Today, Congressman Gabe Amo (RI-01), a member of the House Budget Committee, once again slammed the latest Republican budget resolution, which threatens devastating cuts to critical programs. In his remarks, Amo spoke about the story of Al, a 74-year-old resident of East Providence who relies on Medicaid and Medicare to make ends meet.

    “Despite the overwhelming majority crying out for everyday Americans over the whims of billionaires, clearly Republicans don’t care about the facts or figures. So maybe they’ll listen to my constituent Al,” said Congressman Gabe Amo, a member of the House Committee on Budget, on the House Floor. “Al is a 74-year-old resident of an assisted living facility in East Providence. He is petrified that Republican cuts will force him on the street. Al needs Medicare and Medicaid to make ends meet. Even with assistance, he lives on $120 a month — $30 a week.     BACKGROUND
    Congressman Amo serves on the House Committee on the Budget to fight for budget priorities that reflect Rhode Island values and the needs of working families across the country. The committee is also the first step in the reconciliation process the Republican House majority is using to push the Trump Tax Scam 2.0 — a plan that could cut key programs like SNAP and Medicaid.

    On February 25, 2025, Congressman Amo took to the House Floor to slam the Republican budget resolution that threatens devastating cuts to critical programs.

    On February 24, 2025, Congressman Amo submitted two amendments to the House Committee on Rules to protect SNAP and affirm that Medicaid is a critical program for more than 306,000 Rhode Island residents.

    On February 19, 2025, Congressman Amo visited the Barrington Peck Center for Adult Enrichment where he spoke about his support for critical programs like Medicare and Medicaid. There, Congressman Amo discussed his work on the Budget Committee to protect these programs from Republican cuts.

    On February 20, 2025,Congressman Gabe Amo joined Dean Ashish Jha of Brown University’s School of Public Health to reaffirm his support for funding health care facilities that provide comprehensive primary care to medically underserved communities, as well as his work to protect critical funding for medical research and public health programs under threat due to cuts by the Trump administration.

    During the House Budget Committee markup on February 13, 2025, Congressman Amo offered two amendments to support protecting and extending Medicare’s solvency as well as protect SNAP, the Community Eligibility Provision, the School Breakfast Program, and the National School Lunch Program.

    The Republican budget resolution directs specific committees to achieve spending cuts or increases. Republicans leaked menu of options includes:

    • At least $880 billion in cuts for the Energy and Commerce Committee, which could target Medicaid, Affordable Care Act (ACA) premium assistance, and repeal Inflation Reduction Act policies.
    • At least $330 billion in cuts for the Education and Workforce Committee, which could target student loan programs, income driven repayment, and Pell grants, Head Start, and the Low-Income Home Energy Assistance Program.
    • At least $230 billion in cuts for the Agriculture Committee, which could target SNAP.
    • At least $50 billion in cuts for the Oversight Committee, which could target government employee retirement benefits and changes to federal workforce.
    • At least $10 billion in cuts for the Transportation and Infrastructure Committee, which could target restricting Infrastructure Investment and Jobs Act funding, Essential Air Service, increasing the “tonnage tax” on cargo, and raiding the Oil Spill Liability Trust Fund.
    • At least $1 billion in cuts for the Financial Services Committee, which could target the Consumer Financial Protection Bureau and funding for financial regulators.
    • At least $1 billion in cuts for the Natural Resources Committee, which could include expanded oil and gas leasing and the repeal of Inflation Reduction Act policies. 
    • Up to $4.5 trillion in new spending for the Ways and Means Committee, which could include tax cuts for the top one percent, repeal of Inflation Reduction Act policies, cuts to Temporary Assistance to Needy Families and Social Services Block Grant, cuts in Medicare payments to providers, and cuts to ACA premium assistance.

    WASHINGTON – U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senator Jim Banks (R-IN) in cosponsoring the Safeguarding American Education From Foreign Control Act. This bill requires universities to disclose gifts they receive from foreign adversaries, regardless of the amount of the gift or contract. This bill aligns with President Trump’s America First agenda by preventing foreign money and influence from infiltrating our higher education institutions.

    Sen. Tuberville cosponsored this legislation in the 118th Congress.

    “The Chinese Communist Party wants to brainwash our kids and destroy our country — not on my watch,” said Sen. Tuberville. “The CCP has made it clear their plan of action is to infiltrate our education system and indoctrinate our kids. It is astounding that we have allowed universities to get away with taking money from a country that hates us. I was glad to see Troy University in Alabama close its CCP-backed Confucius Institute, and hope other universities will follow their lead. Transparency about how China is funding our schools is not only vital to our national security — our kids’ futures depend on it.”

    “Americans deserve to know if universities are accepting money from our enemies like China, Iran, Russia, and North Korea. This bill delivers that transparency and stops hostile nations from hiding their influence on our campuses,” said Sen. Banks.

    Sens. Tuberville and Banks were joined by Sen. Josh Hawley (R-MO) in cosponsoring the legislation.

    BACKGROUND:

    Key Provisions of the Safeguarding American Education from Foreign Control Act are:

    • Requiring Disclosures – Universities Must Report:
      • All gift disclosures from foreign sources associated with a covered nation (Russia, China, Iran, and North Korea)
      • Reports from Section 117 of the Higher Education Act of 1965
      • Investigations enacted by the Department of Education
    • Guaranteeing transparency by ensuring the Department of Education transmits disclosure reports to the FBI, ODNI, and Department of State
    • Enforcing accountability by allowing the FBI and the ODNI to request the DOJ bring forward action for inability to comply with disclosure requirements

    According to the Americans for Public Trust, China donated more than $175 million to American universities last year. 

    In August 2023, Sen. Tuberville joined 19 of his Senate colleagues in sending a letter to the Biden Administration’s Department of Education (ED) expressing outrage for allowing the Chinese Communist Party (CCP) to infiltrate U.S. classrooms through Confucius programming. Confucius programming establishes a partnership between schools, universities, or nonprofits and a Chinese government entity. Expansion of Confucius Classrooms in the United States is a top priority for the Chinese government. A report released in July 2023 shows over 143 United States schools across 34 states and the District of Columbia have received CCP-related funding. Additionally, the report shows the CCP has ties to 20 school districts near United States military bases. Read the letter here. 

    In February 2023, Sen. Tuberville let Troy University know that future funding opportunities would be in jeopardy if they did not end their Confucius Institute program. He was pleased when Troy announced they were closing the program.

    Since assuming office in the U.S. Senate in 2021, Sen. Tuberville has led and supported numerous efforts to protect American resources, farmland, investments, intellectual property, and national security from the growing threat of Communist China.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, today joined Senator Jacky Rosen (D-Nev.) and 11 of their Senate colleagues in demanding that Secretary of Commerce Howard Lutnick and President Trump immediately reverse course on the sweeping tariffs that are devastating small businesses in Vermont and across the nation. In Vermont, over 99% of businesses that operate in the state are small businesses and employ over 60% of the state’s workforce. 
    In their letter, the Senators emphasized how these new taxes on imported goods are raising prices for hardworking Americans and creating additional challenges for small businesses at a time when high costs are already making it difficult for them to operate.  
    “At a time when our nation is experiencing an unprecedented affordability crisis, President Trump’s decision to impose sweeping tariffs on goods from virtually every country in the world will send a chill through small businesses across the country,” wrote the Senators. “Given this, we urge you to work with the President to immediately reverse course on these broad-based tariffs to end the needless suffering this administration has imposed on small businesses across the country.” 
    “With small businesses already being crushed under the weight of high costs and interest rates, we must do all we can to cut red tape and help them thrive – not create additional affordability challenges and uncertainty,” the Senators continued. “To that end, we respectfully ask that you work with the President to reverse course on the 10% tariffs on all countries, as well as the exorbitantly high reciprocal tariffs placed on others.     Senator Welch has been outspoken in opposing President Trump’s destructive trade war.     The Trade Review Act, bipartisan legislation to reaffirm Congress’ key role in setting and approving U.S. trade policy and reestablish limits on the President’s ability to impose unilateral tariffs without the approval of Congress. 
    The Tariff Transparency Act of 2025, legislation to require the United States International Trade Commission to conduct an investigation and submit a report on the impact on businesses in the United States of duties, and the threat of duties, on imports from Mexico and Canada. 
    A Joint Resolution of Disapproval terminating national emergency related to Canadian energy tariffs, passed by the Senate last week on a bipartisan basis.

  • MIL-OSI USA: SR 411 near Castle Rock closed to freight traffic due to culvert failure

    Heavy rains in March and April caused West Side Highway sinkhole

    CASTLE ROCK – State Route 411 in Cowlitz County, also called West Side Highway, is closed to freight truck traffic until further notice due to a failing culvert and sinkhole.

    Washington State Department of Transportation crews discovered the failing culvert near Waters Road at milepost 9.55, in early March while clearing culverts after several days of heavy rains. The culvert has reached the end of its serviceable life and cannot properly drain water, causing water levels to back up and created a 15-foot sinkhole. Crews made initial temporary repairs to the roadway in March and have been checking the sinkhole daily.

    To prevent further damage, crews will restrict freight trucks and vehicles over 10,000 GVW from traveling between milepost 6.2 near Hazel Dell Road and milepost 11.3 near Delameter Road. Heavy vehicles will need to detour around the restricted area using alternate routes – and should allow extra travel time. Passenger vehicles and motorcycles will have access to both open lanes of travel but will need to slow down crossing the gravel-covered section of SR 411. 

    “We know it’s a big ask to keep freight traffic off any route,” said Maintenance Superintendent Aaron Yanez. “But safety is our top priority, and keeping heavy trucks off this road helps prevent more damage so we can keep it safely open for travelers until repairs can be made.” 

    What travelers can expect:

    • Beginning Thursday, April 10, at 8:00 a.m., until further notice: Both lanes of SR 411 between Hazel Dell and Delameter Roads (mileposts 6.2-11.3) will be closed to vehicles over 10,000 GVW. Freight traffic will need to use an alternate route around the closure of SR 411.
    • Passenger vehicles and motorcycles: Slow down, use caution and watch for loose gravel on the roadway.
    • Emergency vehicles and local deliveries: First responders and essential services and delivery vehicles will have access to the area.

    The road will remain restricted to freight traffic until water levels lower and crews can safely identify and plan a permanent repair. For everyone’s safety, please slow down and stay focused when traveling through the area.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Committee on Agriculture, Nutrition, and Forestry, today met with the Illinois Pork Producers Association to discuss federal issues that affect the Illinois hog industry.  Illinois ranks fourth in the nation in pork production.  Producers emphasized the challenging market dynamics in the pork industry over the past several years, and the importance of maintaining free trade and strong export markets, including Canada, Mexico, and China.  Durbin and the members of the Illinois Pork Producers Association also discussed California’s Proposition 12 on the consumer pork prices in that state, the need for Congress to pass a bipartisan, five-year Farm Bill, as well as the critical role of foreign workers who help with workforce shortages.

    “Let’s be clear:  President Trump’s reckless, chaotic, and poorly executed tariff strategy already is hurting the Illinois agricultural sector, which relies heavily on trade with Canada, Mexico, and China,” said Durbin.  “While the President is swerving down the road with no map, Illinois farmers will lose growing international markets forever to farmers in Brazil and Argentina.   I will continue to speak out on behalf of Illinois farmers against these poor decisions by the President.”

    The meeting included producers from Clinton, Peoria, Effingham, and Knox Counties.

  • MIL-OSI New Zealand: Police acknowledge IPCA report into fatal fleeing driver incident

    Police acknowledge the findings of the Independent Police Conduct Authority (IPCA) in relation to a fatal fleeing driver incident in June 2024.

    The fatal crash occurred on Lambie Drive, Manukau on 17 June after a stolen vehicle was signalled to stop, but failed to do so and ended up crashing into a tree.

    The driver died at the scene and the passenger was seriously injured.

    Officers had earlier stopped the vehicle in Manukau after noticing the number plates had been reported stolen and spoke to the driver before he drove off at speed.

    Another Police unit signalled for the vehicle to stop however it continued on.

    Two other officers were alerted to the fleeing driver and positioned themselves to deploy road spikes in an attempt to stop the vehicle, however when the driver saw the officer step out from behind a sign he swerved and lost control, crashing into a tree.

    The investigation found that the vehicle and plates were stolen and that the driver had methamphetamine in his system, was breaching a court-imposed curfew, and was driving dangerously.

    Police agree with the Authority’s findings that two officers breached policy concerning the planned use of road spikes by not informing the Emergency Communications Centre (ECC) of their position and intention to use them.

    Police note the Authority’s other findings around the incident.

    Counties Manukau District Commander Superintendent Shanan Gray says Police actions should be considered in the context of all the circumstances surrounding this event.

    “Footage shows our staff had seconds to make a decision around whether or not to lay road spikes, and in this timeframe were unable to advise ECC of their plan due to other radio traffic.

    “Staff who attend these incidents need to make decisions based on the threat and circumstances as they present, and without the benefit of hindsight.”

    The staff involved were subject to a confidential employment process and remain employed with New Zealand Police.

  • MIL-OSI New Zealand: Speech on foreign affairs and trade

    Kia ora and good morning everyone.
    Before I start, can I acknowledge the Wellington Chamber of Commerce for the opportunity to speak to all of you this morning.
    It comes at a difficult time for the global economy, with rising rhetoric, escalating tariffs, and the prospect of further retaliation to come.
    I had originally planned to take this opportunity to speak about my Government’s plan for economic growth – to create jobs, lift incomes, and put more money back in the wallets of Kiwis.
    I will still touch on that.
    It’s my Government’s top priority and it frames just about every decision we take here in Wellington as we focus on improving the lives of all New Zealanders.
    But with markets rocked and exporters facing uncertainty, I know there’s one topic front of mind for many businesses and many households.
    So this morning I want to take some time to speak to those events and make the case for free trade and the rules-based international order.
    Trade is the lifeblood of the New Zealand economy.
    Whether it’s our incredible farmers and growers, our outstanding tourism industry, or our burgeoning tech sector, Kiwis businesses thrive when we compete on the world stage.
    Our success isn’t an accident – and it didn’t happen overnight.
    Successive generations of trade negotiators and political leaders have invested in relationships offshore, and worked hard to complete deals like CER, the China FTA, the CPTPP, and the more recent EU, UK, UAE and GCC FTAs.
    Business leaders have moved rapidly, too – finding fresh opportunities for growth in emerging markets, and developing outstanding products back home that put New Zealand on the map.
    Our rural economy in particular represents the very best of open and competitive trade – selling into difficult markets, with no direct financial support, and consistently coming out on top.
    I could – and often do – speak at length about the contribution exporters make to the domestic economy.
    But trade goes both ways.
    Yes, export growth will be critical to improving New Zealand’s economic prospects in the coming years.
    But the removal of New Zealand’s own trade barriers and embrace of goods and services imported from offshore has also led to a major improvement in our quality of life in recent years.
    Our clothing is more affordable, our cars are more reliable, our diets are more diverse, and our holidays in Bali and Europe are a nice contrast to summers at the lake or the beach.
    Free trade of goods purchased from offshore has also supported growth in productivity.
    Kiwi exporters rely on the trucks, tractors, jet engines, computers, and smart phones we buy from overseas that make their businesses tick.
    And it’s not realistic to expect that in a country of just five million people, we could make everything we need here at home.
    Political leaders have tried that before in New Zealand – and it didn’t end well.
    Older generations will remember the efforts we went to.
    Governments imposed strict import controls and encouraged cars and televisions to be assembled here at home.
    And like today, conflict offshore occasionally helped to send prices spiralling – but the response looked very different.
    In the late 1970s, politicians imposed “carless days”, with stickers on your vehicle dictating which days you could drive to work, and which days you caught a ride with a friend or just walked into town instead.
    There was no “work from home” in 1979.
    Agriculture, today the backbone of our economy, was heavily subsidised and much less productive, much less diverse than the efficient and entrepreneurial sector thriving in New Zealand today.
    Those failed policies weren’t just foolish economics.
    They reflected the best efforts of political leaders to insulate New Zealand from an era of major social and geopolitical change.
    History shows those best efforts were a mistake, that required years of difficult choices and careful recovery.
    New Zealanders paid the price then.
    I don’t intend for them to do so again.
    Which brings us to today.
    The events of recent days are the most significant challenge to the rules-based trading system since the General Agreement on Tariffs and Trade (GATT) was formed in 1947.
    Action, reaction, and response have shocked financial markets.
    As the Minister of Finance highlighted earlier this week, the direct impact on the New Zealand economy from the US tariffs announced last week is likely to be around $900 million or roughly 0.2% of GDP.
    But the second order consequences of a region and a world retreating from trade and increasingly uncertain about its economic future will be more significant, despite the welcome news of de-escalation this morning.
    I know for many businesses keeping an eye offshore and for those New Zealanders watching their KiwiSaver accounts, that could be confronting.
    The exporters I’ve spoken to in recent days remain buoyant, rightly confident in the quality of their product, and their ability to navigate choppy waters.
    But for countries whose prosperity is underpinned by global trade, the months ahead will be challenging for their economic interests.
    Many commentators will see these events as just the next step in a longer-term trend towards economic security and national resilience, as countries insure themselves against emerging geopolitical threats.
    Others have gone further, declaring an end to the era of free markets, free trade, and free people, and the rules-based international order underpinning it.
    For my part, I’m not ready to throw in the towel quite yet. Kiwis have worked too hard and for too long, to give up on the values and institutions which have seen our country and the region we live in thrive.
    So, for as long as I am Prime Minister, New Zealand will keep making the case for trade as a cornerstone of our prosperity.
    Yes, we are a small country – but stature has never been a barrier to our success.
    Take the P3 – a proposed trade agreement which began life under negotiation at APEC between New Zealand, Singapore, and Chile in the early 2000s.
    Three small countries, practicing what we preach – and doing everything we could to create opportunity for our people through trade.
    Today, that agreement lives on as the CPTPP and covers a dozen countries, including New Zealand and Australia, Canada, much of Asia, and most recently the United Kingdom.
    In total, that’s roughly 15% of global economic activity, or $13 trillion USD – a long way from where we started just over twenty years ago.
    The United Kingdom might be the most recent accession, but I expect they won’t be the last.
    New Zealand will continue to work with like-minded countries to promote free trade as a path to prosperity and explore the role of the CPTPP in strengthening that vision.
    One possibility is that members of the CPTPP and the European Union work together to champion rules-based trade and make specific commitments on how that support plays out in practice.
    My vision is that includes action to prevent restrictions on exports and efforts to ensure any retaliation is consistent with existing rules.
    Collective action, and a collective commitment, by a large portion of the global economy would be a significant step towards preserving free trade flows and protecting supply chains.
    Clearly though, efforts at collective action won’t be enough to support New Zealand’s economic interests.
    As Prime Minister, I have a responsibility to do everything I can to both bolster the existing rules-based order and to further strengthen New Zealand’s position offshore.
    It’s why I have put so much emphasis on deepening our relationships with partners around the region, with visits throughout South-East Asia, Korea and Japan, the United States, and to India last month as we commenced negotiations for a free trade agreement.
    It’s why my Government has worked so hard to close out fresh agreements with the UAE and GCC that enable additional trade and investment.
    It’s why we hosted an Investment Summit in Auckland, making the case both for New Zealand as an outstanding place to do business and for the opportunity to enter long-term infrastructure partnerships.
    It’s why on Monday this week the Minister of Defence and I launched the Government’s Defence Capability Plan, that lifts defence expenditure to 2% of GDP and ensures New Zealand pulls its weight for many years to come.
    It’s why I will be on the phone later today to world leaders comparing notes on world trade, and testing what we can do together to buttress the rules-based trading system.
    And it’s why I will be heading to the United Kingdom later this month to meet Prime Minister Sir Keir Starmer, to talk trade, security, and the geopolitical backdrop in Europe and the Indo-Pacific.
    We can’t make the case for New Zealand sitting at home.
    We have to position ourselves as advocates both for our own economic interests and the institutions that underpin them.
    I’m very lucky to lead a Government with so many Ministers dedicated to that task, whether that’s the Foreign Minister, the Minister of Trade, or the Minister of Defence, each of whom having already made a number of significant achievements supporting New Zealand’s interests offshore.
    Back home, the volatility offshore is a fresh reminder of just how important our focus on economic growth will be in the coming years.
    As I said recently at our Investment Summit in Auckland, New Zealand can be a shelter from the global storm.
    That brings a serious opportunity from ensuring our business environment is as welcoming as possible for investment and growth.
    We are making serious inroads into that task.
    Earlier this year, Minister for Economic Growth Nicola Willis published our Government’s Going for Growth Agenda, which outlines a range of actions we are taking to get the New Zealand economy moving and realising its vast potential.
    Each of those actions fits into one of five pillars we have identified as critical to lifting economic growth and improving New Zealanders’ standard of living:

    Developing talent,
    Encouraging innovation, science, and technology,
    Introducing competitive business settings,
    Promoting global trade and investment,
    And delivering infrastructure for growth.

    Across each of those pillars, we have Ministers working day and night to drive through reform – in transport, tourism, aquaculture, construction, advanced aviation, mining, energy, agriculture, and horticulture.
    In just the last few weeks, we have presented our plans to replace the Resource Management Act, fix our broken health and safety laws, and make nation-shaping investments like the Northland Expressway.
    We have introduced the Fast Track regime, streamlining the consenting process for projects of regional and national significance.
    We are re-writing the Overseas Investment Act, so major investments from offshore are consented faster and more reliably.
    We are tearing down the barriers to fresh investment in renewable and non-renewable energy, by repealing the oil and gas ban and ushering in new consenting rules for wind, solar, hydro, and geothermal.
    And we are doubling down on efforts to showcase New Zealand to the world, promoting our tourism and international education sectors offshore so we can attract even more people to spend their money here.
    I know there’s more we can do.
    Growth has now returned, and the economy has turned the corner, but our reform agenda will need to continue at pace for us to out-run the challenges to growth facing us from offshore.
    The challenges to the rules-based international order are intense and the strategic environment my government has inherited is more difficult than it has been for many years.
    For New Zealanders who grew up watching events unfold in Europe and the Middle East, it will be confronting to watch strategic competition and the deterioration of rules-based trade come to our neighbourhood, the Indo-Pacific.
    But the response for New Zealand cannot be retreat.
    New Zealanders are at our best when faced with adversity and we thrive when we compete on the world stage.
    To quote my friend the Foreign Minister, this isn’t our first rodeo.
    Our export sector is jam-packed with talented, sharp New Zealanders who make great products – and create jobs here at home while they do it.
    Farmers, growers, wine makers, and start-ups from all around the country investing in our nation’s future because they have confidence that better days lie ahead.
    I’m not ready to call time on the rules-based trading system.
    And I’m not ready for New Zealand to give up on our efforts to advocate for it on the world stage.
    We’re not in this alone.
    The same institutions that have served New Zealand so well for so long, also underpin the prosperity of so many of our friends and partners, many of whom are also continuing to make the case for free and open trade in recent days.
    My government will keep making the case – overseas, here at home, with a strong voice and a consistent message.
    Free trade works.
    It lifts incomes.
    It creates jobs.
    It builds partnerships.
    And it secures peace.
    I think that’s worth fighting for – and I’m up for that fight.

    Washington, D.C. – Today, as the stock market was thrown into chaos and Americans are struggling to make ends meet, the House Natural Resources Committee Republicans held a markup on legislation designed to distract from this administration’s pandemonium and stroke the President’s ego. The markup featured pushing a Gulf of Mexico renaming stunt – all while families across America face rising costs, real crises, Trump Tariff whiplash, and shrinking retirement accounts thanks to the economy Republicans wrecked.

    “President Trump’s reckless tariff plan has driven our markets into turmoil. The S&P 500 is officially in bear market territory, the Dow is cratering and for the average American teachers, firefighters, truck drivers, their 401ks and retirement savings are crumbling before their eyes, and that’s without getting into the higher prices that we’re all starting to see. These tariffs go into effect starting today. Is the majority doing anything about this looming economic catastrophe that absent decisive intervention will profoundly harm every sector of our economy and numerous programs under this committee’s jurisdiction? Obviously, no. Republicans in this Congress are just too busy renaming things like the Gulf of Mexico,” Ranking Member Huffman said during the markup. “The many issues that we’re neglecting today are not abstract problems, they’re immediate threats to our constituents’ safety, heritage, and livelihoods, and they’re entirely avoidable problems… caused by an administration that is going entirely unchallenged by this Republican Congress. Elon Musk is dismantling the Social Security Administration after calling Social Security a Ponzi scheme just a few days ago.

    “Americans are not asking us to rename places in this moment, they’re asking us to lower costs to protect their savings, to fight for their future. They’re asking us to confront and mitigate the real and immediate threats of drought and wildfire. They’re asking us to stop the absolute chaos coming out of this administration. We urgently need congressional leadership to tackle the most pressing problems in America, and instead we are here with distractions and culture war sideshows. We owe the American people better, much better than this.”

    Republicans voted against multiple Democratic amendments, including: 

    • Ranking Member Jared Huffman’s amendment to restore the name “Denali” to North America’s highest peak.
    • Rep. Darren Soto’s amendment to permanently withdraw the eastern Gulf of Mexico from oil and gas leasing.
    • Rep. Julia Brownley’s amendment to ensure the Secretary of the Interior certifies that the Department will not authorize any oil and gas lease sales in Atlantic and Pacific planning areas.
    • Rep. Debbie Dingell’s amendment to require the protection of gray wolves in Yellowstone National Park.

    A Massachusetts man was sentenced today to one year and one day in prison, with the final three months to be served in community confinement, after pleading guilty to nine counts of possessing animals for use in an animal fighting venture, in violation of the federal Animal Welfare Act.

    John D. Murphy, of Hanson, was also ordered to serve three years of supervised release and to pay a $10,000 fine. He was indicted by a federal grand jury last year after being identified on recorded calls discussing dog fighting and subsequent court-authorized searches of his Facebook accounts which revealed a long involvement in dog fighting. Law enforcement executed a federal search warrant at Murphy’s Hanson residence in June 2023 and seized numerous items — like various breeding and training devices and literature and medical and veterinary supplies — associated with dog fighting.

    “Dog fighting is a brutal and inhumane form of entertainment and is associated with other organized criminal activity, including illegal gambling,” said Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division (ENRD). “We are committed to holding violators accountable. We commend the collaboration between federal and multiple state and local law enforcement agencies in investigating and prosecuting this case.”

    “Dogfighting is a blood sport rooted in cruelty and greed. For years, Mr. Murphy brutalized defenseless animals for profit and sport – training them to fight, suffer and die for his own financial gain. His actions were not only illegal but deeply disturbing,” said U.S. Attorney Leah B. Foley for the District of Massachusetts. “This sentencing marks a historic moment in the first federal dogfighting conviction in Massachusetts and serves as a stark warning: those who engage in this barbaric practice will be exposed, prosecuted and punished. We will not tolerate animal cruelty in our communities.”
