         Following is a question by the Hon Vincent Cheng and a reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12):
     
    Question:

         â€‹It has been reported that a recently released documentary film on four Hong Kong trails is widely acclaimed. There are views that as Hong Kong has beautiful trails and ridgelines, the Government should adopt a new mindset or a new perspective in promoting trail tourism. In this connection, will the Government inform this Council:
     
    (1) of the Government’s plans in place to enhance the ancillary facilities on trails or in country parks, such as providing additional replenishment and rest stations, water-filling stations, toilets and directional signs, so as to meet the needs of different types of hikers, and to further promote trail tourism and a safe hiking culture;
     
    (2) of the Government’s plans and publicity strategies in place to promote Hong Kong’s trails to tourists from different places, such as whether it will consider taking the initiative to invite renowned runners to promote the trails, or supporting the broadcasting of the aforesaid documentary film on international streaming platforms or in places outside Hong Kong, so as to attract tourists from abroad; if so, of the details; if not, the reasons for that; and
     
    (3) in order to further promote Hong Kong’s trail tourism, whether the Government will consider supporting the organisation and promotion of trail races or cross-country races, so as to attract more local and non-local people to take part in such races, thereby stepping up publicity on Hong Kong’s beautiful natural trails?

         Hong Kong has rich green and eco-tourism resources, including hiking trails and country parks throughout the city, with breathtaking great outdoors that are only minutes away from the urban hustles, attracting numerous tourists each year for hiking and outdoor activities. Further capitalising on Hong Kong’s abundant ecological resources for promoting green tourism development, is in fact one of the directions in diversifying tourism products as outlined in the Development Blueprint for Hong Kong’s Tourism Industry 2.0 that we announced at the end of last year.
          
         In respect of the question raised by the Hon Vincent Cheng, in consultation with the Environment and Ecology Bureau, the reply is as follows:
          
         To promote green tourism, the Tourism Commission, in collaboration with the Agriculture, Fisheries and Conservation Department (AFCD), has been taking forward the Enhancement of Hiking Trails since 2018 to enhance the tourism supporting facilities of 20 hiking trails in country parks which are popular and with tourism potential, and to enhance the “Enjoy Hiking” thematic website. Enhancement works include improvement to existing hiking trail network, control of soil erosion at trails, enhancement of vegetation coverage, addition of lookout points and enrichment of visitor information. The enhancement works on 12 hiking trails have been completed, and those for the remaining eight hiking trails are expected to be completed progressively by the first quarter of 2026.
          
         The AFCD also seeks to enhance hiking trails and provide supporting facilities in country parks, including the provision of 57 flushing toilets and over 120 portable toilets; 289 pavilions, 37 water filling stations and about 30 drinks vending machines. The Government has set aside $500 million to enhance country parks, including the improvement and addition of facilities, as well as gradually setting up large-scale enhancement facilities such as tree-top adventure and open museum of historical relics. Examples of the works involved are the construction of five toilets and reconstruction of six toilets at popular hiking spots. These toilets will adopt low-carbon and environmentally-friendly designs, and will be gradually rolled out from 2026 to 2028. The viewing platform overlooking Po Pin Chau and the Lin Ma Hang Lead Mine Cave Revitalisation Project were opened to the public in end-2024.
          
         The AFCD makes use of school visits, guided tours, online videos, social media, etc, to promote the unique natural scenery and hiking experiences of Hong Kong, provide information on hiking safety and hill fire prevention, and advocate “take your litter home”. Apart from placing directional signs in country parks, the AFCD also provides consolidated information of hiking trails, including maps, distance, level of difficulty and attractions along the trails, through the “Enjoy Hiking” website, to facilitate locals and tourists’ planning of their itineraries. The mobile application “Enjoy Hiking Hiker Tracking Service” also records users’ location, thereby shortening the search and rescue time in case of accidents. Furthermore, the AFCD collaborates with the Hong Kong Economic and Trade Offices (ETOs) in the Mainland and the Forestry Administration of Guangdong Province to promote Hong Kong’s natural scenery and hiking routes, as well as to disseminate hiking safety messages, through their social media platforms in the Mainland. The AFCD will continue to review and refine its promotion strategy and information, and through diverse information distribution channels, to ensure locals and tourists safely enjoy the natural wonders of Hong Kong. At the same time, the Hong Kong Police Force, the Fire Services Department, the Government Flying Service and the Civil Aid Service also raise hiker’s awareness on hiking safety through various channels and activities.
          
         Apart from the AFCD’s promotion, the Hong Kong Tourism Board (HKTB), through its “Hong Kong Great Outdoors” year-round promotional platform, introduces in detail hiking trails in different districts accompanied by stories to deepen understanding of the trails, as well as docent activities and tourism products by the travel trade and other organisations, allowing tourists to appreciate Hong Kong’s inspiring natural landscape. Besides, films are also a very effective promotional channel. For example, the film “Four Trails” documents a recent trail running event, featuring participants from various places who challenge their limits by crossing mountains and valleys, while simultaneously showcasing Hong Kong’s unique natural scenery. The Cultural and Creative Industries Development Agency (CCIDA) is collaborating with overseas ETOs and the film festival partners worldwide to promote this film at overseas film festivals. In addition, CCIDA will strive for opportunities of showing this film on both international and Mainland streaming platforms to attract more tourists to experience the natural beauty of Hong Kong. Also, the HKTB previously invited the director and producer of the film to share Hong Kong’s great natural scenery and trail running experiences with overseas media.
          
         In addition, various trail running and cross-country events are held by different organisations every year, along with other leisure trail events. The Government has supported and promoted some of these events to encourage more tourists to come to Hong Kong and participate. The Government will continue to promote green tourism based on the principles of nature conservation and sustainable development to pursue the concept of “tourism is everywhere” in Hong Kong.

         Following is a question by the Hon Yiu Pak-leung and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (February 12): Question:      In recent years, the Government has been committed to developing Sha Tau Kok (STK) into a tourist hotspot, including launching the First Phase “STK Pier opening up scheme” and the second phase of the STK opening-‍up plan, upgrading the tourism supporting facilities in STK, as well as providing photo-taking spots. In addition, there are views that the official opening of the Robin’s Nest Country Park on November 2 last year has added more highlights to the STK area. On making good use of the tourism resources in the STK area, will the Government inform this Council: (1) of the respective numbers of individual visitors and tour group visitors visiting STK each month since the launch of the second phase of the STK opening-up plan in January last year, and among which the numbers of non-local visitors (set out in Table 1); Table 1

     (3) as it is learnt that the Police can generally complete the processing of applications for electronic Tourism Closed Area Permits for access to STK at an earlier time (which originally required a minimum of three working days), of the distribution of the time taken by the Police to vet and approve such permits last year (i.e. (i) within four ‍hours, (ii) more than four hours to 12 hours, (iii) more than 12 hours to 24 hours, (iv) more than 24 hours to 48 hours, (v) more than 48 ‍hours to 72 hours, and (vi) more than 72 hours), and set out in Table 3 a breakdown by the type of applicants (i.e. (a) individual visitors and (b) tour group visitors, and (I) local visitors and (II) ‍non-‍local visitors); Table 3

     (4) as some members of the industry have relayed that it takes time for non-local visitors to apply for electronic Tourism Closed Area Permits to gain access to STK, which is not conducive to travel agencies promoting relevant tourism products to tourists, whether the authorities will consider introducing visa-on-arrival arrangements for tour groups visiting on a “group in, group out” basis, so as to facilitate travel agencies in arranging for more tourists to visit STK; (5) as it is learnt that currently the seven MacIntosh Forts built along the Shenzhen River are no longer in practical operational use, and two of them have undergone basic revitalisation works and are conditionally open to the public, whether the authorities have considered fully opening these two revitalised forts; if so, of the details; if not, the reasons for that; whether the authorities will consider using the forts as visitor service centres or open museums to make good use of heritage resources, thereby enhancing the attractiveness of Robin’s Nest Country Park; (6) given that the “contactless channels” at the Chung Ying Street Checkpoint in STK became operational on December 23 last year, of the progress of exploring the possibility of allowing Hong Kong tour groups to enter Chung Ying Street via such checkpoint on a “group in, group out” basis (including the estimated earliest implementation date); and (7) given that with effect from January 24 this year, the Security Bureau has opened a specified section of road within the frontier closed area near Lin Ma Hang Village in STK, exempting the requirement to apply for a closed area permit for people travelling by green minibus passing through this section of road, with a view to facilitating tourists to travel to Robin’s Nest Country Park, whether the authorities will consider allowing tourist coaches to access this section of road, so as to facilitate the launch of relevant tourism products by the industry? Reply President,      The Culture, Sports and Tourism Bureau (CSTB) published the Action Plan on Sha Tau Kok Cultural Tourism Zone on December 30, 2024, in tandem with the promulgation of the Development Blueprint for Hong Kong’s Tourism Industry 2.0. The CSTB will continue to promote the tourism development in Sha Tau Kok (STK) under the overall principle of “low density, high quality” and through enriching its historical and cultural elements. Specifically, the Government is progressively opening up STK Frontier Closed Area (FCA) for tourism, including rolling out of the second phase of the STK Opening-up Plan in January 2024, under which local and non-local visitors are allowed to enter STK FCA (except Chung Ying Street) for sightseeing. In light of its proximity to the Robin’s Nest Country Park, STK has effectively linked up various tourists spots of the Blue and Green Recreation, Tourism and Conservation Circle of the district, serving as a starting point for visitors travelling by ferry to the surrounding islands and areas, such as Lai Chi Wo, Kat O and Ap Chau.      In consultation with the Security Bureau (SB), the Development Bureau and the Environment and Ecology Bureau, the consolidated reply to the question raised by the Hon Yiu Pak-leung is as follows: (1) and (2) The monthly figures of electronic Tourism Closed Area Permit (e-CAP) issued by the Hong Kong Police Force (HKPF) for entering STK in 2024, and the ten dates with most e-CAP issued in the same year, are set out at Annex.(3) To facilitate the implementation of the second phase of the STK Opening-up Plan starting from January 2024, the HKPF launched e-CAP on December 1, 2023. The HKPF has been committed to processing applications as soon as possible. Upon submission by applicants of all the documents required and verification of the relevant information, the vast majority of the e-CAP applications were approved within three working days. The HKPF does not maintain breakdown information of the time required for approval of e-CAP as mentioned in the question. (4) and (6) Since 2022, the SB has, in collaboration with relevant bureaux and departments, formulated specific measures to progressively open-up STK FCA in accordance with the principle of gradual and orderly progress. The SB has fully consulted the local community in the process, closely monitored the implementation of the opening-up plan, as well as maintaining close liaison with relevant stakeholders to ensure timely responses to the concerns raised and implement the opening-up plan in an orderly manner.            As far as Chung Ying Street is concerned, due to its unique historical background and geographical factors, Chung Ying Street directly adjoins the Mainland without any barrier as a boundary demarcation. It is also the only place in Hong Kong where there is no boundary control facilities, while cross-boundary movement of people and cargo is allowed. In light of the boundary security considerations from the SB, Chung Ying Street has not been opened to tourists for entry from Hong Kong STK over the years.           With the gradual opening-up of STK FCA for tourism, the Government will continue to adopt an open stance in exploring the promotion of tourism at Chung Ying Street, as well as other feasible measures that can further facilitate the trade and tourists visiting STK FCA, with a view to fostering the development of cultural tourism in STK. The CSTB, the SB and Shenzhen Municipal Government, have been in ongoing communication with each other over the development of cultural tourism in both Hong Kong and Shenzhen STK, and will explore the feasible option of allowing Hong Kong group tours to enter Chung Ying Street for sightseeing via the Chung Ying Street Checkpoint on a “group in, group out” basis, with a view to further deepening the historical and cultural elements of STK tourism. (5) For security reason, the seven MacIntosh Forts located at the boundary of New Territories are currently not opened to the public. In view of the establishment of the Robin’s Nest Country Park on March 1, 2024, the Agriculture, Fisheries and Conservation Department (AFCD) installed an interpretation panel near the MacIntosh Fort (Kong Shan) at the Lin Ma Hang Country Trail to introduce the Forts. The AFCD also featured a thematic introduction of the Forts in an episode of the video series titled “Discovering Robin’s Nest Country Park”, which was produced in celebrating the establishment of the Robin’s Nest Country Park, covering the history of the Forts and its role in boundary defence in the past. (7) Starting from January 24, 2025, a section of road within the FCA near Lin Ma Hang Village in STK has been opened for public travelling on public light buses on scheduled service (i.e. green minibuses), by exempting the requirement to apply for a closed area permit. Members of the public concerned can enter Lin Ma Hang Village via the said section of road, thereby facilitating them to visit the Robin’s Nest Country Park and nearby areas. The current exemption is applicable to passengers travelling by green minibuses, but does not apply to private vehicles, taxis or other vehicles without a valid closed road permit, and to members of the public using other means of travel such as walking or cycling. Taking into account the limitations in the road design and safety considerations of the concerned section, the said section of road is not suitable for entry by large coach buses. The Government will examine the effectiveness of the exemption and, on the premise that boundary security and traffic safety can be ensured, keep an open mind in studying the feasibility of extending the exemption arrangement in the future to cover other transportation means.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired the first meeting of the Parliamentary Consultative Committee of the Ministry of Cooperation on ‘Initiatives taken and currently being taken to strengthen cooperative societies’ in New Delhi. The meeting was attended by Union Ministers of State for Cooperation, Shri Krishan Pal and Shri Murlidhar Mohol, Members of the Committee, Secretary, Ministry of Cooperation and senior officers of the Ministry. The committee discussed various issues related to the initiatives taken by the Ministry of Cooperation since its establishment and the current efforts being made to empower cooperative societies.

    Addressing the meeting, Shri Amit Shah, the Union Home Minister and Minister of Cooperation, said that Prime Minister Shri Narendra Modi established a separate Ministry of Cooperation for the welfare of farmers and rural areas across the country and gave the mantra of “Sahkar Se Samriddhi”. He mentioned that the Modi government believes that both employment generation and prosperity of rural areas are possible through cooperation.

    Shri Amit Shah said that the cooperative movement was strong in the country for a few years after independence, but later it got weakened in most states. He mentioned that after the formation of the Ministry of Cooperation at the Centre, the first task was to create a database of Primary Agricultural Credit Societies (PACS) in collaboration with the states and initiate the process of registering two lakh PACS. He said that the work to develop the National Cooperative Database is almost complete, and now, information about cooperative societies across the country, categorized by region, is available at one click. Shri Shah said that steps have been taken for the computerization of PACS. He added that in the coming times, there will not be a single panchayat in the country where PACS will not be available.

    Union Minister of Cooperation said that the model by-laws created to make PACS ‘viable’ have been adopted by almost all states in the country. He added that PACS have been linked to more than 20 activities and have now started providing services such as Common Service Centres, Jan Aushadhi Kendras, and other services.

    Shri Amit Shah said that the Ministry of Cooperation has introduced a bill for the establishment of “Tribhuvan” Sahkari University, it will be passed by the Parliament soon. The establishment of this university will provide technical education, accounting, administrative knowledge, and training to professionals entering the cooperative sector. Shri Shah added that this will ensure the availability of trained manpower in the cooperative sector.

    Union Minister of Cooperation said that national-level cooperative organizations such as National Cooperative Exports Limited (NCEL), National Cooperative Organics Limited (NCOL), and Bharatiya Beej Sahakari Samriti Limited (BBSSL) have been established, which will help promote exports, organic products, and advanced seeds in the cooperative sector. He added that these initiatives will lead to significant changes in the cooperative sector in the coming years.

    Shri Amit Shah said, that it is the endeavour of the government that the cooperative sector gets the same opportunities as the corporate sector. He said that the Ministry of Cooperation, in collaboration with the Ministry of Finance, Reserve Bank, and Income Tax Department, has taken steps to make one tax structure for the corporate and cooperative sectors. Minister of Cooperation expressed confidence that the enterprises associated with the country’s cooperative sector will progress in competition with the corporate world and will fulfill Prime Minister Shri Narendra Modi’s vision of “Sahkar Se Samriddhi”. 

    Union Home Minister and Minister of Cooperation informed the Consultative Committee that a roadmap has been made for the rapid development of national federations associated with cooperation, in collaboration with Krishak Bharati Cooperative Limited (KRIBHCO), Indian Farmers Fertilizer Cooperative Limited (IFFCO), National Dairy Development Board (NDDB) and other federations. He mentioned that currently, PACS are involved in booking railway tickets, and expressed confidence that due to the initiatives of the Ministry of Cooperation, PACS will soon be able to sell airline tickets as well.

    Referring to the cooperative model of Gujarat, Shri Amit Shah said that today, women working in the cooperative sector in Gujarat have earned an annual income of 7.5 lakh crore, which is an achievement in itself. He mentioned that among these women, there was a woman having formal education only upto fourth grade, yet she earned a profit of 1.16 crore, setting a significant example of women empowerment.

    Shri Amit Shah said that in view of the regional disparity in the development of cooperatives in the country, the government is taking special steps to bring uniform balanced development in all the states.

    In the meeting, the committee members provided their suggestions on issues related to empowering cooperative societies in the country and appreciated the important steps taken by the government to strengthen the cooperative movement in the country.

  • MIL-OSI Asia-Pac: CONSUMER PRICE INDEX NUMBERS ON BASE 2012=100 FOR RURAL, URBAN AND COMBINED FOR THE MONTH OF January 2025

    I. Key highlights:

    1. Headline Inflation: Year-on-year inflation rate based on All India Consumer Price Index (CPI) for the month of January 2025 over January 2024 is 4.31% (Provisional). There is decline of 91 basis points in headline inflation of January, 2025 in comparison to December 2024. It is the lowest year-on-year inflation after August, 2024.

    1. Food Inflation: Year-on-year inflation rate based on All India Consumer Food Price Index (CFPI) for the month of January 2025 over January, 2024 is 6.02% (Provisional). Corresponding inflation rate for rural and urban are 6.31% and 5.53%, respectively. All India inflation rates for CPI(General) and CFPI over the last 13 months are shown below. A sharp decline of 237 basis point is observed in food inflation in January, 2025 in comparison to December, 2024. The food inflation in January, 2025 is the lowest after August, 2024.

    1. Rural Inflation: Significant decline in headline and food inflation in rural sector observed in January 2025. It is 4.64% (provisional) in January, 2025 while the same was 5.76% in December, 2024. The CFPI based food inflation in rural sector is observed as 6.31% in January, 2025 in comparison to 8.65% in December, 2024.

    2. Urban Inflation: Sharp decline from 4.58% in December, 2024 to 3.87% (Provisional) in January, 2025 is observed in headline inflation of urban sector. Similar decline is observed in food inflation which is decreased from 7.9% in December, 2024 to 5.53% in January, 2025.

    3. Housing Inflation: Year-on-year Housing inflation rate for the month of January, 2025 is 2.76%. Corresponding inflation rate for the month of December, 2024 was 2.71%. The housing index is compiled for urban sector only.

    4. Education Inflation: Year-on-year Education inflation rate for the month of January, 2025 is 3.83%. Corresponding inflation rate for the month of December, 2024 was 3.95%. It is combined education inflation for both rural and urban sector.

    5. Health Inflation: Year-on-year Health inflation rate for the month of January, 2025 is 3.97%. Corresponding inflation rate for the month of December, 2024 was 4.05%. It is combined health inflation for both rural and urban sector.

    6. Transport & Communication: Year-on-year Transport & communication inflation rate for the month of January, 2025 is 2.76%. Corresponding inflation rate for the month of December, 2024 was 2.64%. It is combined inflation rate for both rural and urban sector.

    7. Fuel & light: Year-on-year Fuel & light inflation rate for the month of January, 2025 is -1.38 %. Corresponding inflation rate for the month of December, 2024 was -1.33%. It is combined inflation rate for both rural and urban sector.

    8. The significant decline in headline inflation and food inflation during the month of January, 2025 is mainly attributed to decline in inflation of Vegetables, Egg, Pulses & Products, Cereals and Products, Education, Clothing and Health.

    9. Top five items with highest inflation: The top five items showing highest year on year Inflation at All India level in January 2025 are Coconut oil (54.20%), potato (49.61%), coconut (38.71%), garlic (30.65%), peas [vegetables] (30.17%).

    10. Top five items with lowest inflation: The key items having lowest year on year inflation in January, 2025 are jeera (-32.25%), ginger (-30.92%), dry chilies (-11.27%), brinjal (-9.94%), LPG (excl. conveyance) (-9.29%). Response rate: The price data are collected from selected 1114 urban Markets and 1181 villages covering all States/UTs through personal visits by field staff of Field Operations Division of NSO, MoSPI on a weekly roster. During the month of January 2025, NSO collected prices from 99.7% villages and 98.5% urban markets while the market-wise prices reported therein were 88.7% for rural and 93.1% for urban.

  • MIL-OSI United Kingdom: Preparing for sustainable farming

    Payments to continue in 2025-26.

    Farmers and crofters will be able to continue to access payments to carry out soil analysis, carbon audits, and animal health and welfare interventions for an extra year, Rural Affairs Secretary Mairi Gougeon has confirmed.

    The ‘Preparing for Sustainable Farming’ payments were originally due to end next month (March), but activities performed during 2025 will continue to be funded and claims will be accepted up until the end of February 2026.

    So far, more than 8,500 claims have been received since 2022.

    This funding helps farmers and crofters meet the requirements of the Whole Farm Plan, including financial support towards the cost of soil analysis and £500 towards having a Carbon Audit performed.

    Additionally, support is available for animal health and welfare interventions, with £750 for first time claimants and £500 for those who have already benefited in previous years.

    Ms Gougeon said:

    “In 2025, businesses are being asked to undertake two out of the following plans and audits: animal health and welfare plan; nature report; carbon report; integrated pest management plan; and soil report. Businesses are free to select which two they undertake, based on their business practices.

    “All through the reform of direct support we have been clear that there will be no cliff edges in payments that agriculture businesses rely on. By extending the ‘Preparing for Sustainable Farming’ payments for an extra year we continue to stand with farmers to help them meet the climate, biodiversity and efficiency conditions for payments to support their business.”

    Charity Fashion and Fizz takes place at the Beacon Centre, Wolverhampton Road, on Tuesday 25 February. Doors open at 6pm and the fashion show, featuring over a dozen models, starts at 6.30pm.

    Antimicrobial resistance initiatives are back in the spotlight as stakeholders gather in Jeddah, on the Saudi Arabian coast, a few months after a high-level meeting in New York led to the unanimous adoption of a political declaration by the UN General Assembly. With that declaration the 193-member body pledged concerted action against the under-recognized but serious health concern.

    Concerned parties from around the world gathered on Thursday at the Ritz-Carlton in the Red Sea city ahead of the 4th Global Ministerial Conference on AMR for a session focused on non-state actors – non-governmental organizations, private sector, academia and others – to work across sectors to address “one of the most urgent global health threats and development challenges”.

    The conference is expected to bring together representatives of 57 states, including 48 Ministers and Vice-Ministers, and more than 450 participants from leading international and civil society organizations, including UN offices and agencies.

    The aim is to move from “declaration to implementation” through multisectoral partnerships in the combat against antimicrobial resistance, which has had disastrous effects on health, economies, and societies, particularly in low- and middle-income countries.

    A silent pandemic

    When bacteria, viruses, fungi, and parasites stop responding to antimicrobial medications, it’s known as antimicrobial resistance. Drug resistance raises the risk of disease transmission, serious sickness, disability, and death by making antibiotics and other antimicrobial medications ineffective and making it harder or impossible to treat infections.

    In the political declaration adopted by the General Assembly, world leaders agreed to reduce the estimated five million human deaths associated with AMR annually by 10 per cent by 2030. They further called for sustainable national financing and $100 million in catalytic funding, to help achieve a target of at least 60 percent of countries having funded national action plans on AMR by 2030.

    It also formalized the Quadripartite Joint Secretariat on Antimicrobial Resistance, which includes the UN World Health Organization (WHO), the UN Development Programme (UNEP) and the UN Food and Agriculture Organization (FAO) along with the World Organization for Animal Health (WOAH), as the central coordinating structure to support the global response.

    Opening session of AMR, the urgent global health and socioeconomic crisis that threatens all age groups in all regions, especially with low- and middle-income countries most affected.

    Saudi Minister of Health Fahad Al-Jalajel has stressed the need to adopt a “One Health” approach that systematically addresses the obstacles hindering progress as AMR impacts humans, animals, and the environmental alike. “The Jeddah meeting is a crucial opportunity to strengthen our collective global response to the risks of this growing, silent pandemic”, he has said.

    The meeting will address priorities, including surveillance and stewardship, capacity building, funding provision, governance, innovation, research and development.

    Political commitment at the highest level

    UN News is in Jeddah covering this global conference and spoke to Kathrine Urbaez, Executive Director of the Geneva-based non-governmental organization (NGO), Health Diplomacy Alliance.

    The Alliance focuses on advocacy and diplomacy to advance global health issues. She told us that the COVID-19 pandemic has proven the vital importance of ‘One Health’ policies and of garnering cooperation and awareness across sectors and stakeholders.

    Ms. Urbaez underscored the need to move from commitments to practical actions and added that the General Assembly’s Political Declaration and the Jeddah Conference are great steps in the right direction, and what is needed is to ensure that the political momentum continues. The Executive Director insisted that implementing commitments is feasible if there is a political will to do so, and establishing “a monitoring and accountability mechanism” is key.

    She added: “We have to see antimicrobial resistance from a really holistic global health perspective. I think it is important to have the involvement of politicians at the highest level, not only Ministers of Health, Environment, Agriculture or Finance. We really need political commitment to advance AMR policies and to engage in the one health approach”.

    More than a health threat

    The complexity of the issue, a lack of funding, and political will in some nations “with the competing health issues that governments have to grapple with” have made it difficult to move from policy documents to action, according to Julian Nyamupachitu, Deputy Director of ReAct Africa, a global network that works to catalyze action on AMR primarily in low- and middle-income countries.

    As countries are reviewing and weighing new national plans, Ms. Nyamupachitu said ReAct Africa is helping them prioritize activities that are more practical, and use tools that are available to them to help inform their policy making, such as the WHO costing and budgeting tool.

    The Deputy Director said the Political Declaration was an improvement over its 2016 predecessor, but it would have been “good to see commitments, and not just targets” on funding.

    She said the theme “moving from declaration to implementation” is very timely and she hoped to see a serious commitment by Ministers in Jeddah.

    “I believe awareness has been raised. They have appreciated the statistics that have been shared. This is indeed a global health threat, not just affecting the health sector, not just affecting the agriculture, environment, and animal sectors, but it’s actually an economic problem as well”, she added.

    ‘The antibiotics market is broken’

    Michiel Peters is the Secretariat Representative of the AMR Industry Alliance, which includes companies and industry organizations in the fields of research and development (R&D), pharmaceuticals, generics, biotech and diagnostics. He also represents the broader private sector on the AMR Multi-Stakeholder Partnership Platform Steering Committee, which was established and is facilitated by the four organizations supporting the global response.

    Mr. Peters said antibiotics are “fundamentally different” than any other product brought to market “where your goal would be to sell as much of it as possible”. He said with antibiotics, the goal is to get the “right drug to the right person when they need it”, which is not always a lucrative business. He also noted that developing antibiotics requires an “incredible amount of time and investment” and in many cases the drugs don’t reach the market, and so “the marketplace for antibiotics is broken”.

    Mr. Peter’s added that there is a serious lack of government funding and incentives for antibiotic R&D, but the larger concern is that “the researchers actually needed to do the science in the laboratories are leaving this field”, as opposed to diseases like cancer, for example, where research is strong.

    The private sector representative said a lot of progress was made since the first High-Level Meeting on AMR took place in 2016, but there is still so much more to do and “nobody can tackle this problem alone”. 

    He said the Jeddah conference and the plenary meeting for the Multi-Stakeholder Partnership Platform, running in parallel on the closing day, are both very important to see “not just what we can put on paper, but what it is that we are actually going to do”.

  • MIL-OSI USA: Quantum Matters in Material Sciences (QMMS)

    As part of the JARVIS workshop series, the National Institute of Standards and Technology (NIST) is organizing the 4th Quantum Matters in Materials Science (QMMS) workshop in-person on Feb 19-20, 2025. The workshop will be focused on quantum phenomena in emerging materials for next generation devices. All materials are inherently quantum in nature, but when quantum phenomena manifest at the classical scale can we hope to leverage their properties for applications. Large scale initiatives such as the Materials Genome Initiative, the National Quantum Initiative, and the CHIPS for America Act represent compelling approaches to investigate quantum materials and accelerate their development for quantum information systems (QIS), for the use in future integrated circuits, and other practical industrial applications. For these approaches and initiatives to be successful, it is essential to have good synergy between experimental and computational efforts. This workshop aims at streamlining this effort. To make the workshop as effective as possible, we plan to mainly focus on 2D and 3D inorganic superconductor, topological, magnetic, and semiconducting materials, but we are not limited to those systems.

     

    Some of the key topics to be addressed by both theory and experiments are:

    1) discovery and characterization of new superconductors/topological, magnetic, and semiconducting materials,

    2) optimization of known quantum materials,

    3) investigation of defect induced behavior and transitions,

    4) electronics, spintronics, and quantum memory applications,

    5) challenges in applying QIS technologies at industrial scale,

    6) successes and challenges in integrating next-generation materials into integrated circuits (microchips),

    7) the role of material interfaces at the quantum level,

    8) high fidelity many-body computational methods to treat quantum materials,

    9) applications for quantum computing and quantum simulations.

  • MIL-OSI United Nations: Colombian conflict survivors turn forest heroes in search of climate change solutions

    “What do I want the river to carry away? The deforestation,” Sandra Donado says, her voice competing with the sudden storm lashing her canoe as it floats down the Guaviare River in Colombia’s Amazon biome region.

    This waterway, a silent witness to the turmoil of the municipality of Mapiripán, has seen it all – the wildlife trafficking, the coca harvests that fuelled conflict, the human bodies left behind amid a heinous massacre and the relentless erosion of the rainforest it once nourished.

    Now, Sandra hopes it will carry away the pain of the past and usher in an era of healing for her community and for its land.

    Mapiripán has long been trapped in a cycle of conflict and environmental degradation exacerbated by climate change. Many years ago, it was known for its illegal wildlife fur trade; later, it became a coca-growing region, attracting armed groups that turned the lush rainforest into a battleground.

    Promise of prosperity

    A young Sandra, facing extreme poverty and violence, arrived in Mapiripán in the early 2000s, drawn by a promise of prosperity. “There was an economic boom,” she recalls, “but it came from illicit crops – there was no other way to live.”

    But the area’s prosperity was short-lived. Eventually, the conflict escalated, and the coca trade collapsed, leaving the community in ruins. “We lived with both prosperity and conflict,” Sandra says, her voice trembling as she recounts harrowing experiences of hiding from armed groups.

    By 2009, most of the people in the rural communities in the region were forced to leave.

    Many, including Sandra, returned after the signing of the Colombia Peace Agreement in 2016 which ended a decades-long rebel insurgency.

    But the land, scarred by conflict and unsustainable cultivation, now struggled to produce. With a lack of infrastructure and limited market access, farmers like Marco Antonio Lopez turned to cattle ranching for survival.

    Deforestation boom

    This meant clearing more forests. “We would deforest 15 or 20 hectares with our own hands for our cattle,” he admits, “not to destroy biodiversity, but to find a way to survive.”

    They also watched helplessly as newcomers took over abandoned areas and deforested even larger swaths of land. “They didn’t care about deforesting 700 to 1,000 hectares,” Sandra says with disgust. “They would just cut right through the centre of the mountain.”

    The consequences were becoming all too clear: “That’s when we started to feel the heat, to notice the change in the climate,” she adds.

    Sandra and Marco now long for a future where they can improve their lives while protecting the forests, a desire shared across the country.

    In fact, Colombia has made significant progress in curbing deforestation. The nation demonstrated that, between 2015 and 2016, deforestation rates in its Amazon Biome dropped substantially, preventing almost seven million tons of CO2 emissions.

    This success helped the nation secure a $28.2 million Results-based Payment (RBP) from the Green Climate Fund (GCF) in 2020 to implement the Colombia REDD+ (Reducing Emissions from Deforestation and Forest Degradation) project, known in the country as Vision Amazonia.

    Led by the UN’s Food and Agriculture Organization (FAO), Vision Amazonia promotes conservation and sustainable land management in rapid deforestation areas like Mapiripán.

    ‘We, the community’

    In coordination with the Colombian government and local communities, the FAO project which runs until the end of 2026, protects the Amazon biome through forest monitoring and sustainable management practices, benefitting smallholders, farmer associations and local authorities alike.

    “We, the community, are already aware of the problem caused by climate change. Now when we go out into the field to do work, the sun is so strong that we cannot resist the heat anymore. We have truly begun to develop an awareness of the need for preservation of these beautiful ecosystems that we have in the territory,” says Marco.

    “If the forest thrives and we thrive, the animals thrive,” Sandra adds.

    Deforestation releases carbon into the atmosphere, which fuels climate change and further harms forests.

    “With this project,” explains Sandra Vanegas, FAO local markets coordinator, “we are ensuring forest conservation while families generate resources through associative projects.

    “We are promoting agroforestry gardens where they can produce for their own consumption and conserve seeds and endemic plants.”

    Indeed, Marco and Sandra’s communities have now gained a deep understanding of agroforestry, a sustainable land use practice that combines agriculture and forestry. Through educational visits, they’ve witnessed firsthand how to revitalize their soils with organic fertilizer and grow their own food.

    Marco recounts a gradual awakening regarding their livestock. “We didn’t know at the time,” he admits, “that we didn’t need a huge extension of pastures for our cows to have good nourishment.”

    The initiative, he says, opened their eyes through a series of training sessions. Now they have started to implement silvopastoral systems by planting trees on their family farms.

    “They gave us a broader perspective, helping us realize the damage and consequences of continued deforestation. That’s when we, as leaders, took a stronger stance to protect the forest.”

    This newfound awareness led them to form the AGROCIARE association to pursue sustainable projects. For instance, they have been actively working to plant and commercialize the cacay tree, a native Amazonian species known for its nutritious fruit.

    With training in legal and organizational skills, they’ve strengthened their association’s capacity to advocate for environmental protection and better livelihoods.

    “Our vision is to ensure that the treasure of our environment and rainforest is protected by those of us who live here,” Marco declares.

    By working with the rural communities, the programme is finding climate solutions that are effective, equitable and offer a different future for the Amazon.

    “ABN AMRO delivered another strong full-year result, with a net profit of EUR 2.4 billion for 2024 and a return on equity of over 10%. The year saw further growth in our net interest income and fee income. With the Dutch mortgage market rebounding during 2024, we managed to increase our market share for new production from 16% to 19%. In 2024, we also managed to grow the corporate loan book in our transition themes; digital, new energies and mobility. Our underlying cost base was in line with our guidance of EUR 5.3 billion and our solid credit quality led to net impairment releases. We continued to execute on our strategy of being a personal bank in the digital age. Furthermore, our sustainability efforts were rewarded with our return to the S&P Global Dow Jones Sustainability Index Europe.

    With almost half the global population holding elections, 2024 was an exceptional year. We expect that the geopolitical ramifications and economic impact of these elections will be felt in the coming years. The ECB lowered interest rates a number of times as inflation subsided and Eurozone GDP growth was slow. The growth of the Dutch economy was muted during 2024 due to lower exports and business investments, while inflation remained elevated compared to the European average. Domestic demand grew driven by an increase in wages and house prices increased by almost 9% during the year.

    We were again able to grow our mortgage book in the fourth quarter with EUR 1.1 billion. Our corporate loan book decreased in Q4 largely reflecting more active capital allocation and steering. We transferred credit risk on a portfolio of corporate loans and decided to materially reduce our international Asset Based Finance activities in Germany and the United Kingdom.

    Our fourth quarter financial results were solid, with a net profit of EUR 397 million. Net interest income increased to EUR 1,668 million, reflecting a strong Treasury result. Fee income increased again this quarter, up 11% on the same quarter last year, with all client units contributing to the growth. Underlying costs rose during the fourth quarter, as was expected given the additional vacancies that were filled.

    Our solid credit quality and benign economic circumstances led to another quarter of very limited impairments of EUR 9 million. Risk-weighted assets decreased by EUR 3.0 billion, largely reflecting business developments including capital steering and data quality improvements. These factors, combined with the increase of CET1 capital during the quarter, resulted in the Basel III capital ratio rising to 14.5%. We made progress with the implementation of Basel IV and now estimate the Basel IV capital ratio to be at a similar level as our Basel III capital ratio. We will provide an update on the outcome of our capital assessment when publishing our Q2 results.

    In 2020, we launched our current strategy: A personal bank in the digital age. Since then, we have made significant progress on the three strategic pillars that define the crucial focus areas for creating value for our key stakeholder groups; clients, shareholders, colleagues and society as a whole.

    We have continued investing in our customer experience, focusing on attractive segments where we can grow by bringing convenience into the daily lives of our clients and expertise where it matters. We are making a significant investment in Germany with the intended acquisition of Hauck Aufhäuser Lampe, a private bank with a long standing history, positioning ABN AMRO as a leading private bank in the German market. Our Dutch retail bank provides all services and products through online channels, supported by a network of 25 retail branches. For those clients that need active support with daily banking tasks, we doubled our ‘Help with Banking’ advisers to 200 during the year. We are continuing our efforts to improve our client services and product offering which is reflected in our improved Net Promoter Score (NPS) compared to last year within all client units. We also launched our new brand promise ‘For every new beginning’ to appeal to the entrepreneurial spirit of our clients and highlight the expertise that we can offer. We have welcomed the 10 millionth active user of Tikkie, our payment request application. Its success has even led to the word ‘tikkie’ being included in the Dutch dictionary. More and more businesses are now turning to Tikkie for invoicing, solidifying our leading position in peer-to-peer payments.

    We have continued embedding sustainability in our operations and the asset volume of client loans with a sustainability component (including mortgages and corporate loans) and ESG & impact investments rose from 34% to 37% in 2024. We remain focused on the decarbonisation of our loan portfolio. Additional targets for passenger cars, mortgages, as well as the upstream and midstream part of our oil and gas portfolio will be disclosed in our integrated annual report. Related to our aim to halt and reverse biodiversity loss, we have added insurance products for farmers who reduce their use of chemical pesticides. Other developments in the fourth quarter included the Sustainable Impact Fund’s acquisition of a stake in Urban Mine, a leader in sustainable construction and concrete recycling, and the pilot launch of the Human Rights Remedy Mechanism, which allows individuals to raise concerns about human rights violations linked to our corporate clients.

    During 2024, we continued to allocate significant resources to making our bank future proof. We maintained our leading position in cyber resilience, as evidenced by external parties like BitSight. We added further use cases of Gen-AI in the fourth quarter with the introduction of an AI chatbot for Tikkie and a voicebot for incoming calls from our credit card clients. This will further build on our digital product experience and client contact, for which we are already externally recognised as the digital leader in the Dutch banking sector.

    There are multiple complex and demanding projects running in parallel in relation to changes in the regulatory environment, and we made significant progress across the board during the year. We are in the final phase of simplifying our model landscape while at the same time finalising the implementation of Basel IV. Furthermore, we are continuously refining our AML processes, and are implementing CSRD and other sustainability-related regulations in our reporting. These programmes will continue to impact parts of our organisation, despite the investments in additional change capacity that we made during the year.

    In January 2025, we announced that Marguerite Bérard is the intended new CEO of ABN AMRO. Following regulatory approval, she will be appointed by the Supervisory Board after being introduced to the AGM in April. I am very pleased with the nomination of Marguerite. In the short time that I have had the pleasure of getting to know her, I have become impressed by her inspiring personality and deep knowledge of the banking sector. I am confident that she will successfully lead the bank forward, building on the strong foundations that we have in place.

    As I look back, I am proud of what ABN AMRO has achieved and I value the dedication and commitment that clients, shareholders and colleagues have shown to this iconic Dutch institution. I am confident that ABN AMRO will continue banking for better, for generations to come.

  • MIL-Evening Report: Politics with Michelle Grattan: David Littleproud on US tariffs, a government-owned Rex, and the Nationals’ identity

    With the election only months away, the Labor government finds itself suddenly battling with the Trump administration for an exemption from new US tariffs on steel and aluminium.

    The opposition has supported the effort, but it also claims a Coalition government would be better place to deal with Donald Trump.

    Joining us on this podcast, Nationals leader David Littleproud says if Labor fails to get an exemption on the tariffs, a Dutton government would try again:

    Of course we will and I think that the relationship that Peter Dutton had and still has in Washington will play very much towards that. In fact, I was in Washington with Peter in July last year and so he can walk the halls of Washington with authority and confidence. And I think it’s important that we want this solved and it doesn’t matter who’s in power. This is team Australia, and we’ve got to have a bipartisan approach and I think Pete has shown that leadership.

    On net zero, while Littleproud firmly backs the target as in Australai’s national interest, he also says if the world walked away from it, so would we.

    What everyone’s trying to do is protect regional Australia. But, just so everyone appreciates, if we’re not signed up to net zero by 2050, the people are hurt the most are the people in regional Australia, our farmers and our miners, because if we don’t sign up to what the rest of the world has, the world gets to impose on us a border adjustment mechanism. That’s a tariff and that means we get less for what we produce in regional Australia.

    Now if the world changes and walks away from net zero, then we walk away with it. But we’re not the United States, we’re not the biggest economy in the world. You got to understand your place in the world, and you’ve got to understand the unintended consequences.

    The government this week announced it would be willing to take over Rex Airlines if it can’t be sold. Littleproud is sceptical:

    Well, I think we’ve spent over $130 million of Australian taxpayer’s money and don’t have a lot to show for it. I think what we’ve got to also look at is that Rex was a viable regional airline before they had a dalliance into competing with Qantas and Virgin in the golden triangle between Brisbane, Sydney and Melbourne. They couldn’t compete and instead of spending money on that, they should have upgraded their fleet.

    The government has wasted enough time. They should open up conversation with the broader regional aviation sector, which they haven’t done, to find a solution, whether that be one in totality of a purchaser for Rex or whether that be a carve out of players and with policy levers is being pulled, rather than the Australian taxpayer having to cut the check in entirety. So I think we haven’t exhausted all the options.

    On the coming election campaign, Littleproud stresses the closeness between the Nationals and the Liberals, rather than seeking to emphasise a separate Nationals’ pitch.

    Peter and I, I think, have the tightest coalition that we’ve ever had. There’s not a piece of paper between us. We’re literally joined at the hip and our campaigns will complement one another and in fact, they’ll intertwine in many places. I think that’s important that the people of Australia understand that the only coalition that they can trust to form government is the Nationals and Liberals, not Labor, Greens and teals – that that is the only coalition that’ll give them stability, not chaos.

  • MIL-OSI United Nations: COP29 gets boost from Rio as G20 leaders back scaling up climate finance from ‘billions to trillions’

    The high-level diplomatic push for climate action shifted southward on Tuesday as G20 leaders meeting in Rio sent a clear signal to negotiating teams at stalled UN climate talks in Baku on the need to rapidly and substantially ‘scale up climate finance from billions to trillions from all sources.’

    While the statement from the world’s leading economies – and biggest emitters – stopped short of explicit reference of ‘transitioning away from fossil fuels’, to which all nations agreed last year at COP28 in Dubai, the G20 leaders did ‘welcome the balanced, ambitious outcome’ of those talks.

    The G20 communiqué comes as the clock ticks down on COP29, which is set to wrap up this Friday in the Azerbaijan capital, Baku. The complex negotiations on new and significantly scaled-up funding for loss and damage and accelerated clean energy goals are moving slowly, as some countries dig into their positions while waiting for others to pull back from their own. 

    UN climate chief Simon Stiell who earlier warned against brinkmanship and what he called ‘you-first-ism’, said today that G20 leaders sent a clear message to their negotiators at COP29: “A successful new finance goal… is in every country’s clear interests.” 

    “Leaders of the world’s largest economies have also committed to driving forward financial reforms to put strong climate action within all countries’ reach,” said Mr. Stiell, who is the Executive Secretary of the UN Framework Convention on Climate Change (UNFCCC), which convenes that annual COP meetings.

    He added: “This is an essential signal in a world plagued by debt crises and spiraling climate impacts, which are wrecking lives, disrupting supply chains, and fueling inflation in every economy.”

    ‘Failure is not an option’

    UN Secretary-General António Guterres, who is in Rio to participate in discussions on sustainable development the combat against poverty and hunger, as well as climate change, noted during a session earlier this morning that Brazil is set to host COP30 next year in the eastern Amazon region.

    “Failure [in Baku] is not an option. It might compromise the ambition in the preparation of the new national climate action plans, with potential devastating impacts as irreversible tipping points are getting closer. The preservation of the Amazon is a case in point,” he said.

    Missing the opportunity to reach agreement on a new climate finance deal in Baku “would inevitably also make the success of COP30 in Brazil much more difficult,” the Secretary-General said, and added: “I appeal to the sense of responsibility of all the countries around this table to help ensure that COP29 will be a success.” 

    Some climate and environment activists in Baku said they were cautiously optimistic about the communique, while others gave it a mixed verdict, saying the statement was vague on climate finance and failed to explicitly mention the need to transition away from fossil fuels.

    Harjeet Singh, a climate activist who is the Global Engagement Director for the Fossil Fuel Non-Proliferation Treaty Initiative, shared his views with UN News: “Developed nations remain unmoved, failing to quantify the trillions needed or to ensure these funds are provided as grants – essential for achieving climate justice.”

    He added: “Their rehashed rhetoric offers no solace for the fraught COP29 negotiations, where we continue to see a deadlock on climate finance.”

    Agrifood solutions

    Alongside the negotiations, dozens of meetings and events are underway COP29, with the bulk of today’s activities focused on agriculture, food security and water. Delegations from around world shared experiences on sustainable food production practices and addressed agriculture-related challenges.

    Just in time for COP29, new analysis from the UN Food and Agriculture Organization (FAO) has found that nearly all countries identify agrifood systems as a priority for climate change adaptation (94 per cent) and mitigation (91 per cent) in their nationally determined contributions (NDCs).

    According to the FAO, this highlights the tremendous potential of agrifood systems as climate solutions, especially as countries prepare to submit their third round of NDCs in 2025.

    “Agrifood systems are key to achieving food security and hold the solutions to multiple challenges: climate change, biodiversity, land degradation, and water scarcity,” FAO Assistant Director-General Viorel Gutu said, as climate change is a significant driver of food insecurity in a world where around 730 million people still live in hunger.

    He noted, “Unfortunately, current financing and investment are not sufficient to affect the transformation we need.” He added that, over the past two decades, funding for agrifood systems has declined from 37 per cent to 23 per cent of all climate-related development finance.

    While agriculture contributes to greenhouse gas emissions, if done right, the industry can also help overcome the climate crisis.

    Also spotlighting the importance of agriculture – for climate action and broader sustainable development efforts – was Jemimah Njuki, Chief of Economic Empowerment and Head of the Economics Division at UN Women

    In an interview with UN News, she called on governments to provide special support to women-led farms.

    “Without women, we will not be able to feed the world,” Ms. Njuki stressed. At the same time, she lamented that women are less likely than men to own the land they cultivate, and it is more difficult for them to secure loans to develop their businesses.

    It is not only women who are affected but also other vulnerable groups, such as Indigenous peoples.

    Andrea Echiverri of the Global Forest Coalition, an international nongovernmental organization advocating for social and gender justice for rural communities, said that she believes current agricultural practices are destructive to the environment.

    “Take livestock, for example, which requires more and more pasture, meaning forests continue to be cut down, and Indigenous peoples are being expelled from their lands,” Ms. Echiverri said.

    Governments, she emphasized, do not pay enough attention to the sustainability of livestock farming, although this industry accounts for about 16 per cent of all greenhouse gas emissions and 15 per cent of all fossil fuels consumed.

    Action on Water

    Elsewhere in the giant Baku Stadium complex where COP29 has been running since last Monday, water-related challenges were in the spotlight at a panel discussion where experts and participants stressed that floods, droughts, shrinking water sources, and rising water levels threaten the well-being of populations, provoke forced displacement, and undermine food security.

    For example, in countries such as Kyrgyzstan and Tajikistan, glaciers are shrinking rapidly, threatening long-term water supplies.

    “The climate knows no borders, and water knows no borders,” emphasized Sonja Koppel, Secretary of the UN Water Convention. “At the same time, water can be both the cause of conflict and the key to its resolution.”

    Speaking to UN News, she noted that 153 countries share water bodies with other nations, but only 28 per cent of them have agreements with their neighbors to cooperate most of their shared water resources. One successful example is the Central Asian countries, Kazakhstan and Kyrgyzstan, which have overcome differences and established cross-border cooperation on the Chu Talas River.

    Ms. Koppel called on countries to use water resources to establish peace with their neighbors and effectively manage shared natural resources.

    Formally the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, the treaty is a unique international legal instrument and intergovernmental platform which aims to ensure the sustainable use of transboundary water resources by facilitating cooperation. Initially negotiated as a regional instrument, it has been opened for accession to all UN Member States in 2016.

    Migration patterns continue to be shaped by conflicts, climate disasters, and economic pressures, with 2024 marking record levels of internal displacement, the UN reported on Wednesday, marking International Migrants Day.

    Tragically, the year also saw the highest death toll of migrants in transit.

    “These challenges are made worse by the rising tide of mis- and disinformation and hate speech which sows division and distorts the valuable contributions migrants are making each and every day,” said Secretary-General António Guterres.

    The potential of safe and well-managed migration remains clear, as migrants boost economies, address labour shortages in aging societies and drive innovation globally.

    The Global Compact for Safe, Orderly and Regular Migration third report underscores the urgency of addressing migrant safety. Since 2014, nearly 70,000 migrants have died or gone missing, with the true numbers likely higher.

    The report calls for stronger international cooperation to prevent migrant deaths, enhance identification efforts, and support affected families.

    Meanwhile, the issue of migrant smuggling continues to pose severe risks. According to the UN Office on Drugs and Crime (UNODC), smugglers exploit barriers to legal migration, profiting from the desperation of those fleeing conflict or poverty.

    Ending migrant ‘smuggling’

    The UN Protocol against Smuggling of Migrants serves as the primary legal framework to combat this crime. Efforts by UNODC include supporting countries to implement the protocol, prosecute smugglers, and protect migrants’ rights.

    This year, two UN Committees stressed the urgent need to address the compounded challenges faced by migrants with disabilities, often overlooked by available policies and services.

    As migration remains a global reality, these initiatives emphasise the need for collective action to create pathways that prioritise safety and opportunity, the UN says.

    Hunger deepens in Arab region amid conflicts and economic struggle

    Hunger in the Arab region has intensified amid escalating crises in 2023, according to a new report released by the UN on Wednesday.

    The report, titled 2024 Near East and North Africa Regional Overview of Food Security and Nutrition, was launched by several UN agencies, including the Food and Agriculture Organization (FAO) and the World Food Programme (WFP).

    It reveals that 66.1 million people, or approximately 14 percent of the Arab region’s population, faced hunger in 2023.

    Access to adequate food remains a significant challenge, with 186.5 million people experiencing moderate or severe food insecurity, an increase from the previous year. Alarmingly, 72.7 million people faced severe food insecurity.

    Conflict is identified as the primary driver of food insecurity and malnutrition in the region, the report says.

    Rising prices

    Economic challenges, high income inequalities, and climate extremes further exacerbate the situation. Rising food prices have also worsened the crisis, with undernourishment rates in conflict-affected countries soaring to 26.4 per cent, compared to 6.6 per cent in non-conflict areas.

    The report warns that food security and nutrition indicators are likely to deteriorate further due to ongoing conflicts and persistent droughts.

    Economic access to healthy diets remains a critical issue, affecting over one-third of the population. In 2022, 151.3 million people could not afford a healthy diet, with the highest rates in conflict-affected countries.

    The Arab region continues to suffer from the triple burden of malnutrition, including rising trends in obesity, wasting, and nutrient deficiencies. Despite some progress in reducing stunting rates, achieving nutrition targets remains a challenge.

    Adult obesity rates in the Arab States are also alarmingly high, the report warns, with a prevalence of 32.1 per cent in 2022, more than double the global rate. Upper-middle-income countries, particularly Egypt, Qatar, and Kuwait, have the highest rates of obesity.

    The report underscores the urgent need for comprehensive strategies to address food insecurity and malnutrition across the region.

    South Sudan: arbitrary arrests and detentions include 87 children

    South Sudanese women and girls who are refusing to accept an arranged marriage are among those being arrested and detained unlawfully, UN human rights investigators said on Wednesday.

    A new report from the UN human rights office, OHCHR, and the UN Mission in South Sudan (UNSMISS) found that a total of 1,140 civilians were arbitrarily arrested and detained between January 2023 and May this year; most were men, but that number also included at least 162 women and 87 children.

    In many cases their detention was on the orders of a customary court presided over by a traditional chief, for refusing an arranged marriage, seeking divorce, or for alleged adultery, the report’s authors said.

    Cash incentive

    Women and girls are often detained to compel the bride’s family to return her dowry to her future husband.

    Other detainees have included those with disabilities – who have often been detained without having committed an offence – and political opposition members.”(?) End quote was missing, so I asumed it coes here.

    UN High Commissioner for Human Rights, Volker Türk, appealed to the South Sudanese authorities to release all those held arbitrarily and to continue efforts to reform the country’s judicial system.

    Cause for concern

    “It is concerning that individuals have been arrested and detained – in many cases for alleged conduct that does not amount to criminal offences,” the UN rights chief said.

    The report’s authors highlighted how the rule of law remains “weak” in South Sudan where State institutions “have been weakened” amid ongoing targeted killings, conflict-related sexual violence that disproportionately affects women and girls, along with looting and movement restrictions.

    Most of the arrests were carried out by Government security agencies – the National Security Service, the National Prison Service and the South Sudan People’s Defence Forces.

    Other arrests were carried out by the Sudan People’s Liberation Army – In Opposition and the National Salvation Front armed groups, as well as on the orders of state and county officials.

    Some one billion people globally under the age of 25 live in regions where they depend on the land and natural resources for jobs and livelihoods, according to the UN, but their future is increasingly under threat due to desertification and land degradation.

    Across the world young and old are responding to this threat by adopting new approaches to working on the land that may not only prevent more degradation but may also provide new livelihood opportunities.

    The issue of desertification, drought and land restoration are being discussed at a global meeting of the UN Convention to Combat Desertification (UNCCD), which continues in Riyadh, Saudi Arabia, until 13 December.

    Communities in southern Madagascar are planting sisal to protect the land from erosion and degradation.

    In the south of the island of Madagascar off the east coast of Africa, productive land has been lost at an alarming pace to sand driven inland across farmland by powerful seasonal winds.

    The communities that live here are amongst the most vulnerable in Madagascar and as the sandy soils they farm become ever more degraded, they can no longer cultivate their land and their livelihoods are threatened.

    But now, with the support of the UN, communities have been growing sisal plants, which are resistant to severe conditions and well adapted to a more arid environment.

    When cultivated in grids, they can help to secure the topsoil and prevent further erosion.  This means fewer sandstorms and more opportunities to work the land.

    “Before on the land where we are standing there was nothing here, just sand. So, we could not grow our crops. But now, we have planted sisal which has been good for the village,” said Lydia Monique Anjarasoa.

    Regreening the desert in Saudi Arabia

    In Saudi Arabia, Abdullah Ibrahim Alissa described how the arid land he grew up on to the north of the country’s capital, Riyadh, deteriorated and suffered the effects of desertification.

    The land falls within the rocky Thadiq National Park, known for its sweeping valleys. As its current manager, Mr. Alissa took on a project to rehabilitate the 660-square-kilometre-park. This has involved planting 250,000 trees and one million shrubs as well as the construction of terraced dams to catch the area’s sparse rainwater.

    “Through afforestation projects, protection and care, the area has completely changed,” said Mr. Alissa.  

    Restoring Thadiq National Park is part of Saudi Arabia’s wider plan to re-green huge swathes of desert at home and abroad. The push is designed to tackle drought, desertification and land degradation, which are threatening countries across West Asia and North Africa.

    Three quarters of the arable land in the region is already degraded, and 60 per cent of the population is already experiencing water scarcity, a number set to increase by 2050.  

    Saudi Arabia has partnered with UNCCD to launch the G20 global land initiative, which aims to cut land degradation by 50 per cent by 2040.

    In Niger, 1.8 million people are benefitting from World Food Programme (WFP) integrated resilience initiatives..

    Harvesting hope in Niger

    Climate change, land degradation, soaring price and conflict have made the already challenging lives of farmers in the Sahel region of Africa even more precarious, but communities have come together, with the support of the World Food Programme’s (WFPintegrated resilience programme, to cultivate a better life.

    Foureyratou Saidou, a single mother of four and recent widow from the Tilaberi area of Niger, is one of around three million people in the region who have benefitted from the initiative, which promotes land rehabilitation, livelihood diversification, school meals, nutrition interventions and improved agricultural production and market access.

    “In this garden, we now grow and harvest onions, tomatoes, lettuce and other vegetables that we eat and that we can sell in the local market,” she said. “Before, we didn’t have much to live for. Now we do, and we don’t want to leave.”

    With better access to markets, Ms. Saidou is able to sell the food she does not consume at home and provide for her children.

  • MIL-OSI United Nations: Six bold environmental leaders named 2024 Champions of the Earth

    Brazil’s first-ever Minister of Indigenous Peoples and an initiative promoting sustainable agriculture in Egypt are among the six recipients of the 2024 Champions of the Earth award, announced by the UN Environment Programme (UNEP) in Nairobi, Kenya, on Tuesday. 

    The laureates were honoured for their outstanding leadership, brave actions and sustainable solutions to tackle land degradation, drought and desertification.

    Protecting people and the planet

    The Champions of the Earth award is the UN’s highest environmental honour and recognizes trailblazers from the public and private sectors, civil society and academia who are at the forefront of efforts to protect both people and the planet.

    It has been presented annually since 2005, with122 laureates to date.

    This year, nominations focused on finding champions who are restoring degraded land, increasing drought resilience and preventing desertification.

    Honouring ‘extraordinary individuals’

    UNEP Executive Director Inger Andersen noted that almost 40 per cent of the world’s land is already degraded.  At the same time, desertification is on the rise and devastating droughts are becoming more regular.

    The good news is that solutions already exist today, and around the world, extraordinary individuals and organizations are demonstrating that it is possible to defend and heal our planet,” she said.

    “The efforts of the 2024 Champions of the Earth stand tall as a reminder that the fight to protect our land, our rivers and our oceans is a fight we can win. With the right policies, scientific breakthroughs, system reforms, activism, as well as the vital leadership and wisdom of Indigenous Peoples, we can restore our ecosystems.”

    Meet the Champions

    Sonia Guajajara, Brazil’s Minister of Indigenous Peoples, was honoured in the Policy Leadership category.

    Ms. Guajajara has been advocating for Indigenous rights for more than two decades. She became Brazil’s first Minister of Indigenous Peoples and the country’s first female Indigenous minister in 2023. Under her leadership, 10 territories have been recognized as Indigenous land to ward off deforestation, illegal logging, and drug traffickers.

    Amy Bowers Cordalis, an Indigenous rights advocate, received the award in the Inspiration and Action category

    Ms. Cordalis is using her legal expertise and passion for restoration to secure a better future for the Yurok tribe and the Klamath River in the United States. UNEP said her work to restore the river ecosystem and encourage the adoption of sustainable fishing practices demonstrate how bold environmental action can bring significant positive change, while upholding Indigenous Peoples’ rights and livelihoods.

    Gabriel Paun, a Romanian environmental defender, was honoured in the Inspiration and Action category.

    Mr. Paun is the founder of Agent Green, a non-governmental organization (NGO) which has been helping save thousands of hectares of precious biodiversity in the Carpathians since 2009 by exposing the destruction and illegal logging of Europe’s last old growth forest.

    He has received death threats and been physically attacked for his work in documenting deforestation in an area that is vital for the ecosystem and supports unique biodiversity such as endangered lynx and wolves.

    Chinese scientist Lu Qi was honoured in the Science and Innovation category.  He has worked in science and policy sectors for three decades, helping China reverse degradation and shrink its deserts

    As Chief Scientist of the Chinese Academy of Forestry and founding President of the Institute of Great Green Wall, Mr. Lu has played a key role in implementing the world’s largest afforestation project, establishing expert research networks and partnerships, and boosting multilateral cooperation to stem desertification, land degradation and drought.

    Madhav Gadgil, an Indian ecologist was named as the laureate in the Lifetime Achievement category.  He has spent decades protecting people and the planet through research and community engagement.

    “From landmark environmental impact assessments of state and national policies to grassroots environmental engagement, Gadgil’s work has greatly influenced public opinion and official policies on the protection of natural resources.

    “He is renowned for his seminal work in the ecologically fragile Western Ghats region of India, which is a unique global biodiversity hotspot,” said UNEP.

    The SEKEM initiative in Egypt was honoured in the Entrepreneurial Vision category for helping farmers transition to more sustainable agriculture.

    Its promotion of biodynamic agriculture plus afforestation and reforestation work has been transforming large swathes of desert into thriving agricultural business, advancing sustainable development across the country.

    Restoring the world’s ecosystems

    Roughly 3.2 billion people worldwide are currently threatened by desertification, according to UNEP. Additionally, by 2050, more than three-quarters of the world’s population is expected to be affected by droughts. 

    In March 2019, the UN General Assembly adopted a resolution declaring 2021–2030 the UN Decade on Ecosystem Restoration

    Led by UNEP and the UN’s Food and Agriculture Organization (FAO) and supported by partners, it aims to prevent, halt, and reverse the loss and degradation of ecosystems worldwide to revive billions of hectares of terrestrial and aquatic ecosystems. 

    The announcement of the 2024 Champions of the Earth on 10 December coincides with Human Rights Day and the Resilience Day at the 16th Session of the Conference of the Parties (COP16) of the UN Convention to Combat Desertification (UNCCD) taking place in Riyadh, Saudi Arabia.

    Farmers in Saudi Arabia are being encouraged to adopt new irrigation techniques as water and land resources are put under increasing pressure.

    Mohamed Alnwairan stands in front of a verdant citrus tree which four months hence will bear his first harvest of limes.

    A former businessman turned farmer, he has been cultivating land in Al Ahsa, in the eastern deserts of Saudi Arabia, for the last 15 years. Now, due to climate change and dwindling supplies of water, he is adopting new technology as well as a new crop.

    “We are very proud of our limes in this part of Saudi Arabia. You can feel the citrus oil on your hands when you touch them,” he told UN News. “They remind us of our childhood, and now I have the chance to grow them commercially.”

    Mr. Alnwairan looks across his small farm which is located in an oasis near the city of Hofuf. It is approximately a thousand square metres, and the sandy soil is dotted with some 120 two-metre-high trees that have been growing for almost four years.

    Smart irrigation

    “On my left are trees which have been irrigated using innovative techniques and to the right are the ones I have been hand watering using traditional methods,” he said. “The irrigated trees are thriving more.”

    The difference in colour, shape and sturdiness is noticeable, and their robust health is largely due to the way they have been watered.

    Mr. Alnwairan’s farm is piloting what is known as smart irrigation, a resource-efficient approach to growing crops, which is being promoted in this region by the UN’s Food and Agriculture Organization (FAO).

    He uses an app on his smartphone to monitor the soil and track and deliver the water his lime trees need to flourish. When it rains, sensors register the damp conditions and pause scheduled water provisions. If the trees are not getting enough water, the app can instruct a greater water flow, if necessary, all remotely.

    Water stress

    Water used to be plentiful in the oasis farmland, but reduced rainfall due to climate change and the cultivation of water-thirsty rice, a local specialty, has driven the water table lower making water more problematic and pricier to access.

    Mr. Alnwairan had to stop farming rice on another nearby plot when the water in his well fell to 300 metres below ground.

    Mahmoud Abdelnabby, an irrigation expert with FAO, said that “smart irrigation can reduce water consumption by 70 per cent and is more sustainable for the environment.”

    Farmers don’t currently have to pay for water, but automation provides other savings as fewer farm workers are needed to water the trees, a time consuming and onerous job during the intense heat of the Saudi growing season.

    The technology whilst advanced is readily available on the local market and although financial investment is required, “it pays off in higher yields and a lower wage bill,” according to FAO’s Mr. Abdelnabby.

    Land lost

    As the climate continues to change across the desert lands of Saudi Arabia and drought conditions increase in frequency, farmers are also fighting desertification and the loss of productive land.

    Jaffar Almubarak, who works for the Saudi Irrigation Organization, an FAO partner, said, “smart irrigation is part of an integrated response to climate change, which includes soil management and the choice of crops,” adding that “such an approach can maximise the use of water, but also help to rehabilitate land and work against desertification.”

    In December 2024, global leaders from governments, international organizations, the private sector and civil society came together in the Saudi capital, Riyadh, under the auspices of the UN Convention to Combat Desertification (UNCCD) to discuss solutions to drought, land loss and land restoration.

    Globally, up to 40 per cent of the world’s land is degraded, which has dire consequences for the climate, biodiversity and people’s livelihoods.

    Like farmers across the world, Mr. Alnwairan exercises his long experience and expertise to increase his crop yields, driven by necessity and opportunity.

    “I’m considering adopting smart irrigation across my farm to focus on mainly the cultivation of lime, for which I have a ready market,” he said.

    If other farmers follow his lead, water supplies will go further in these arid lands while cultivation will help to slow down desertification.

  • MIL-OSI United Nations: Making Cities Resilient 2030 initiative drives risk reduction and resilience building activities that are aligned with local, national, and regional priorities in Moldova

    Moldova is highly vulnerable to landslides, droughts, extreme temperature and severe weather events and floods, exacerbated by climate change, with droughts posing the greatest risk to communities and the economy. Water scarcity and forest fires are increasingly posing a threat to natural ecosystems, agriculture, and human settlements. Economic losses due to climate-induced disasters have caused economic losses of an estimated US$ 4 million per year, with scenarios indicating that the country could progressively trend towards a more arid environment, with the possibility of intensified droughts and fires.[1] Moldova was affected by 16 major earthquakes within the past 200 years. The area of its capital Chisinau is particular vulnerable to seismic risks due to its location and the structural vulnerability of its older buildings.[2]

    Chisinau municipality has been part of UNDRR’s Making Cities Resilient 2030 initiative aimed at enhancing local resilience through advocacy, knowledge sharing, and city-to-city learning networks since 2021 and is committed to increasing its resilience and readiness for forthcoming challenges, encompassing disaster risk reduction and climate change adaptation. Building on several multi-stakeholder workshops,[3] Chisinau municipality, in February 2023, initiated the development of a Resilience Strategy for the period of 2024-2030, including an action plan for 2024-2027. Over the course of the remainder of the year, local authorities, in collaboration with UNDRR, organized an interactive and participatory process involving diverse stakeholders, including central authorities, civil society, citizens, the private sector, and representatives of international development partners such as the International Organization for Migration, the World Bank, and the European Bank for Reconstruction and Development. These discussions and workshops helped to better understand the needs and of the local community, and to identify priority areas for resilience building: (1) strengthening governance, (2) enhancing critical infrastructure, and (3) fostering societal resilience. Chisinau is offering assistance and policy guidance to other cities and towns, both domestically and internationally. For example, within the framework of Making Cities Resilient 2030, Chisinau has already shared its experiences in resilience-building efforts with cities in Ukraine and Kazakhstan and has engaged in knowledge exchange with Portuguese municipalities.[4] The resilience building activities of Chisinau municipality align not only align with local and national priorities, but also with regional ones as strengthening disaster risk governance is prioritized in the National Implementation Plan of the European Union-Moldova Association Agreement. Since 2023, Moldova has access to the UN-supported INFORM Risk Index, a comprehensive assessment of subnational risk that facilitates the implementation of data-driven strategies for risk reduction, guiding decisions on prevention, preparedness, and response measures effectively.

    Given that early warning 24 hours before an event can reduce the ensuing damage by 30 per cent[5], multi-hazard early warning systems are crucial to reducing losses from hazard events. Such early warnings need to be broadcast through a public alert system that effectively transmits and reaches people with these warnings regarding imminent emergencies and disasters. The United Nations Country team is supporting the establishment by 2027 of an Early Warning System tailored to the requirements of the Moldova Inspectorate for Emergency Situations. For example, ITU undertook a feasibility study on the deployment and implementation of a Cell Broadcast Service solution for sending alert messages in Moldova in 2023.

    In 2023, Moldova implemented legislative reforms and policies to address climate change, with substantial support from UNCT. The adoption of the National Climate Change Adaptation Programme along with its Action Plan signifies a strategic commitment towards sustainable environmental governance, particularly in agriculture, forestry, health, energy, water and transport. Climate resilience was prioritized in the newly adopted National Strategy for Agricultural and Rural Development and the Migration and Asylum Programme.

    UN organizations in Moldova bolstered governance capacity by producing a guidance document on addressing human mobility challenges in the context of climate change, as well as a comprehensive analysis of disaster risk reduction in the agriculture sector, and a study on the role of migration role in climate adaptation in Moldova. Policy makers, statistical data producers, national experts, technical staff from public institutions, and academia representatives in Moldova have enhanced their knowledge and skills for sustainable resource management, energy efficiency, and climate resilience within the agriculture sector through diverse capacity-building activities supported by FAO, IFAD, IOM, UNDP, UNDRR, UNECE, UNESCO, ITU and UNIDO.

    UN expertise in disaster risk reduction and resilience building supported public and private institutions in enhancing energy efficiency and sustainable natural resource management, which resulted in photovoltaic panels of 600 kW capacity installed in five district hospitals. Six Farmer Field Schools promoting climate-smart agriculture enabled more than 700 farmers to apply their skills in sustainable agriculture practices across 5,700 ha of land, resulting in improved soil health and increased productivity. Moldovan farmers now have access to a Community of Climate-Smart Agricultural Practices platform, promoting the adoption of climate-smart technologies and supporting local producers in implementing conservation agriculture.

    Thirty localities improved their public services and social infrastructure and have become more resilient to climate change. Inclusive disaster risk reduction and climate change adaptation measures were advanced. Almost 27,000 persons (including 51% women, and 22% youth) benefited from land restoration efforts across 118 hectares inMoldova, including shelter[6] belts, grassland, and vegetation cover for agricultural purposes, and 30% women participation in bodies promoting land degradation neutrality was ensured. With support of UN organizations, 32 communities developed shelter belt management plans and five community-based action plans for climate change adaptation, promising increased resilience against extreme weather, improved environmental sustainability, enhanced agricultural productivity, and community engagement. The inclusive development of these plans engaged local public authorities, land users, and landowners.

  • MIL-OSI United Nations: United Nations organizations’ support to community-driven recovery, risk knowledge and governance enhances disaster and climate resilience in Costa Rica

    Costa Rica is highly vulnerable to hydrometeorological hazards such as floods, hurricanes, storms, droughts and water scarcity[1], which are exacerbated by climate change. In 2023, Costa Rica was both affected by heavy rains and by drought. Due to its location in between two tectonic plates, it is also prone to tectonic and volcanic activity. Based on a co-creation exercise with UN organizations operating in Costa Rica, led by the United Nations Resident Coordinator, the resilience of people, communities, institutions and the territory has been made a strategic priority of the United Nations Sustainable Development Cooperation Framework 2023-2027. The results group for this priority is co-chaired by IOM and UNDP, and links to the inter-agency coordination group on Disaster Risk Management chaired by UNDP, the United Nations Emergency Team (UNETE). The United Nations organizations in Costa Rica are adopting an integrated approach to looking at climate and disaster risks and place importance on being attentive to the particular vulnerabilities of certain groups such as migrant populations, people with disabilities, indigenous people, etc.

    A pronounced local leadership on emergency response, recovery, and resilience building is evident in Costa Rica. After the canton of Acosta was devastated by Storm Nate in October 2017, the roughly 20,000 inhabitants of that mountain community were cut off for days, without water, electricity or access to food or medicine. As the rest of the country had also been affected, the Acosta community prioritised self-help and formed a solid local network that first focused on bringing food and medicine to those who were most affected by the storm and, once the emergency was over, mounted a community-led recovery process. At the beginning of 2018, more than 400 people, including community leaders, representatives of institutions, farmers, students, young people, and older adults, decided that the path to recovery should be oriented towards the Sustainable Development Goals.

    A Cantonal Development Plan was elaborated that focuses on recovering and rebuilding in a sustainable manner and on providing opportunities to all – especially to those most affected by climate and hazard events. A key component of the plan was the development of resilient infrastructure, while at the same time ensuring environmental protection. Experiences like Acosta’s inspired 32 municipalities (out of 82) to join a Network of Cantons Promoting the Sustainable Development Goals. This programme is led by the Ministry of Planning, the Municipal Development and Consulting Institute, with the support of the United Nations. Cantons are provided advice and toolboxes to articulate the Sustainable Development Goals at the local level, as well as a platform to share good practices with other participating local governments. This network has become a space for close cooperation between local governments and national government institutions, and international partners to identify solutions to the challenges of sustainable development in each community. Supporting communities to implement the Sustainable Development Goals at the local level is a priority commitment of the United Nations entities in Costa Rica. The support to the network also links with Child-Friendly Cantons and Senior-Friendly Cities initiatives that UNICEF and the Pan American Health Organization are promoting to strengthen the capacities of the cantons in addressing the needs of these groups.

    The United Nations development system is supporting the localized approach to recovery and resilience building in Costa Rica through programmatic activities such as UNDP’s recently completed multi-year programme for strengthening the capacities of Rural Aqueduct Associations (ASADAs) that was implemented with the leadership of the Costa Rican Institute of Aqueducts and Sewers (AyA), with financing from the Global Environment Facility (GEF). In Costa Rica, more than 15,000 volunteer community water managers are engaged to secure the water supply to nearly 30% of the population. Often in steep, mountainous terrain, water pipes need to be installed above ground and sometimes across rivers. To make infrastructure more resilient, PVC pipes were replaced by polyethylene tubes, which are thicker, more flexible and more resistant. Hydrants were installed to attend to possible fires, meteorological stations were installed for better water availability forecasts and supporting existing watershed Early Warning systems. Communities were encouraged to take better care of their environment. Meters were installed in each home and users were subsequently charged by consumption, which reduced the overall water consumption. Capacity building for geolocating the water infrastructure was undertaken in order to facilitate monitoring and recovery operations in the future.

    Inter-agency contributions to disaster risk reduction and resilience building in 2023 further include IOM’s inputs on human mobility and climate change, and UNDRR’s partnership with Costa Rica’s National Commission for Risk Prevention and Emergency Response (CNE) and other national partners in carrying out a systemic risk assessment with the aim to inform risk governance and support efforts to ensure critical infrastructure resilience. More than 100 senior government officials, technical staff and practitioners worked together throughout 2023 to quantify risks associated with key hazards – such as floods and seismic events – across different sectors, including livelihoods, water and sanitation, energy and road infrastructure, schools, and health centres. This work helped the Government of Cost Rica to identify ways to safeguard public infrastructure and public services from future disaster risk. As a result of this thorough analysis, some 60% of Costa Rica’s critical road corridors, and a similar proportion of its bridges, were found to be vulnerable to flood risk – just one example of crucial information that will inform decisions about mitigation investments. Recommendations were formulated for enhancing the governance of strategic infrastructure such as electricity, hydrocarbons, roads and bridges, railroads, water and sanitation, health, education, and postal services. The integration of systemic risk analysis and the principles of infrastructure resilience into risk governance marks the inception of a transformative new stage in risk-informed and multistakeholder disaster risk reduction, empowering decision-makers with invaluable insights, fostering a paradigm shift towards risk-informed investment and robust multisectoral engagement.

    In September 2023, Costa Rica invited an inter-agency mission (with expert support from UNDP, IOM, UNOPS, UNHCR, UNDRR, UNFPA, UNICEF, and UNESCO) through the Capacity for Disaster Reduction Initiative (CADRI) to undertake a capacity assessment mission in Costa Rica. The aim of the mission was to provide actionable recommendations to assist the government in advancing its overall risk management agenda, with a particular focus on further enhancing cross-sectoral recovery efforts in line with the Sustainable Development Goals and the Sendai Framework for Disaster Risk Reduction. The recommendations will serve as inputs for the development of the National Framework for Disaster Recovery, which is in the process of development under the leadership of the CNE with support from UNDP. The results and recommendations of the CADRI mission will further be reviewed by the United Nations Country Team with a view to identifying other actions where UN organizations may provide support to the national authorities in its disaster risk reduction and resilience building efforts.

  • MIL-OSI United Nations: Integrated approaches to addressing disaster, climate and environmental risks enable impactful UN support to building resilience in Tajikistan

    Tajikistan is faced with the frequent occurrence of natural hazards, with climate change further exacerbating their impacts. In 2023, avalanches, mudflows, earthquakes, rockfalls, landslides, floods and severe weather events cost 51 lives. They displaced and affected the lives and livelihoods of thousands of people, while causing an estimated economic damage of over 7 million USD. Risk reduction measures such as river bank protection and watershed management are reducing the number of people living in areas most exposed to natural hazards, with currently around 15,000 persons remaining in high-risk areas. [1] Annual economic losses from disasters can reach up to 1.3 percent of the country’s Gross Domestic Product.

    The Government of Tajikistan and United Nations organizations in Tajikistan take an integrated approach to the management of disaster, climate and environmental risks, which is reflected in the United Nations Sustainable Development Cooperation Framework 2023‐2026 and coordinated in the results group for Outcome 3. The United Nations Country Team in Tajikistan, under the leadership and convening role of the UN Resident Coordinator, are reinforcing the capacities of national institutions and actors to reduce disaster risk, supporting an all-of-society approach.United Nations organizations are supporting Tajikistan in strengthening the coordination of disaster risk reduction and related measures. Tajikistan’s National Platform for Disaster Risk Reduction led by the Government of Tajikistan benefits from the support and active participation of a wide range of national and international stakeholders and partners.

    The Republic of Tajikistan’s National Strategy for Disaster Risk Reduction is aligned with the Sendai Framework for Disaster Risk Reduction and supported by the United Nations Country Team. An assessment of the strategy was carried out with the participation of the UNCT, academia and independent experts in 2021 and helped to identify priority areas and related tasks for its implementation, taking into account existing and emerging risks. In 2022, with UN support, Tajikistan conducted a Midterm Review of the implementation of the Sendai Framework in the country, which helped to identify Tajikistan’s achievements in disaster risk reduction and mainstreaming DRR into development, as well as gaps where greater engagement of all stakeholders is needed. Based on the identified priorities, the Government of Tajikistan actively engaged the UN Country Team in the development of the Midterm Programme and Action Plan for the National DRR Strategy implementation for the period 2023-2028. This joint work brought together all DRR activities that are being implemented and planned by national and international stakeholders in the country. The development and approval of the 3-year Action Plans allow for monitoring joint actions, making adjustments and introducing new measures based on needs, progress, and identified priorities. Also, Tajikistan’s disaster risk management system and its resilience to stress was assessed through a participatory approach. This joint initiative resulted in the development of an Action Plan to strengthen the capacity of the country’s disaster risk reduction system, which was endorsed by the National Platform for Disaster Risk Reduction.

    In August 2023, the UN organizations in Tajikistan and the Government of Tajikistan launched the United Nations Secretary-General’s ‘Early Warnings for All’ Initiative (EW4All) to enhance disaster risk knowledge, detection, observation, monitoring, analysis, forecasting, dissemination, communication, preparedness and response under four interlinked pillars. The institutional mechanism of the initiative is anchored to the National Platform for Disaster Risk Reduction and ensures the involvement of all key government partners. Under the co-chairmanship of the Deputy Prime-Minister and the UN Resident Coordinator, the implementing pillar leads from UN Agencies (UNDRR, WMO, ITC), IFRC and government partners (Committee of Emergency Situations and Civil Defence, Committee of Environmental Protection, Agency of Hydrometeorology, Committee of Television and Radio, Communication Service) prepared a draft roadmap for 2024-2027 to ensure the initiative’s implementation. The draft roadmap has been discussed with participation of a wide range of participants at the national and local level and is to be endorsed in June 2024. It is expected to provide inclusive participation of all partners and secure adequate funding.

    In 2023, under Outcome 3 ‘Integrated management of climate and environmental risk’ of the Sustainable Development Cooperation Framework, the United Nations Country Team members in Tajikistan implemented community-based integrated solutions for sustainable and inclusive natural resource management, climate change adaptation and disaster risk reduction that have significantly improved the livelihoods of more than 67,000 vulnerable people. This included support to smallholder farmers, cash assistance for food-insecure households to build assets such as greenhouses and irrigation systems, the development of 14 watershed action plans, agreed actions to prevent water pollution from mine tailings, as well as ecosystem-based interventions.

    Also, the Rapid Emergency Assessment and Coordination Team (REACT) was refocused on promoting effective disaster preparedness, response and recovery with a new Statement of Common Understanding. At the national level, REACT is co-chaired by the Chairman of the Committee of Emergency Situations and Civil Defense of the Government of Tajikistan and the UN Resident Coordinator and comprises Sectoral Coordination Groups, Technical Working Groups, Regional REACTs, and Rapid Response Teams. Two simulation exercises were undertaken in 2023 – one focused on responding to emergencies involving large numbers of refugees, and one simulated the actions of local authorities, emergency personnel, and partners in coordinating evacuations to safe areas during emergencies. The workplan for 2024 comprises the coordination of emergency assessments and responses, preparedness, early actions and activities aligned with the Early Warnings for All initiative.

    Together with strengthening DRR coordination, the UN Country Team under the leadership of the RC supports the Government of Tajikistan and relevant agencies in ensuring a coherent link between DRR activities and emergency response. In order to comprehensively address these issues and develop necessary proposals and solutions, assistance is provided in organising periodic extended meetings of the National Platform for DRR and REACT.

    Regional Assessment Report on Disaster Risk Reduction in the Arab Region 2024

    The Arab region is at a critical juncture, facing an increasingly complex and interconnected risk landscape. Climate change, urbanization, and socio-economic disparities are exacerbating these challenges, requiring urgent and cohesive action. The need for an integrated approach to disaster risk reduction (DRR), climate change adaptation (CCA), and sustainable development has never been greater. Achieving this requires strong regional collaboration because the challenges we face do not respect borders.

    The 2024 Regional Assessment Report on Disaster Risk Reduction (RAR) in the Arab Region sheds light on the complex interactions between different risks that have been made worse by systemic instability, conflict, and climate change. It also underscores the necessity for innovative strategies that address the multifaceted risks affecting our communities. Leading innovations that leverage technology and accelerate resilience-building are highlighted as key opportunities to enhance the region’s collective adaptive capacity.

    This report was officially launched at the 6th Arab Regional Platform for DRR, themed ‘Building Resilient Arab Communities: From Understanding to Action.’ Hosted by the State of Kuwait and organized by the United Nations Office for Disaster Risk Reduction, in partnership with the League of Arab States.

    Key findings

    Risk landscape in the Arab states

    The Arab region is facing escalating climate-related risks, with temperature increases accelerating at +0.5 °C/decade, exacerbating water scarcity, heat-related deaths, crop failures and extreme flooding. The principal risk drivers of the region are related to natural resources and institutional domains. Improved governance and rule of law are critical to mitigating these impacts and addressing the region’s interconnected risk landscape.

    Progress in Disaster Risk Reduction at the mid of the Sendai Framework implementation

    The Arab region has made progress in DRR since adopting the Sendai Framework in 2015, but efforts must be stepped up to address gaps in risk governance, preparedness and investment. To accelerate progress, the region needs to strengthen institutional frameworks, invest in DRR and promote climate resilience, gender-responsive DRR and inclusive governance.

    The impact of changing climate on systemic risk drivers: Drought as a Systemic Risk Driver

    The Arab region is highly vulnerable to drought, exacerbated by climate change, population growth and unsustainable water management practices. Droughts are projected to increase in frequency and intensity, threatening food security, social stability and economic development, highlighting the need for urgent action and proactive measures to build resilience. To address this challenge, governments and stakeholders must adopt data-driven decision-making, invest in innovative technologies, and promote collaborative water management practices. 

    The impact of changing climate on systemic risk drivers: Weak Capacity for Governance of Systemic Risk

    The Arab region’s capacity to govern systemic risks is weakened by fragile institutions, corruption and lack of trust in governments, exacerbating the impacts of climate change and disasters. Strengthening governance, transparency and accountability is critical to building resilience and effectively managing risks, and can be achieved through a holistic and integrated approach to climate change and DRR policies.

    Climate Change-Disaster-Human Mobility Nexus

    Climate change is exacerbating displacement and human mobility concerns across the Arab region, where fragile contexts and conflict intersect with disasters and environmental degradation. A climate security perspective is crucial to understanding these intertwined risks, and regional efforts must prioritize immediate disaster response, long-term resilience and sustainable development. Effective policies and strategies must address the root causes of vulnerability and prioritize the safety, dignity, and rights of affected populations.

    Gender Inequality and Women’s Empowerment: Addressing the Gap 

    Somalia’s women face disproportionate impacts from climate change, conflict and migration, exacerbating existing gender inequalities. To address these challenges, it is critical to adopt a transformative and intersectional approach, integrating women’s priorities into policy and programming, and promoting women’s leadership, capacity building and access to resources, to build resilient and inclusive communities.

    Emerging Health Challenges and Related Systemic Risks

    Climate change poses an urgent public health emergency, threatening human health and wellbeing globally and in the Arab region in particular. To mitigate these impacts, collaborative efforts are necessary, including strengthening healthcare infrastructure, establishing early warning systems, and promoting climate-resilient health systems. International cooperation and targeted actions are crucial to addressing the health impacts of climate change.

    Rural – Agricultural Risk with Rising Water Scarcity and Food Insecurity

    The Arab region’s agrifood systems face multiple, interconnected risks, including droughts, floods, sand and dust storms, transboundary plant and animal pests and diseases, conflicts, and economic shocks, which threaten food security and undermine development efforts. To address these challenges, an integrated multi-risk management approach is necessary, incorporating risk-informed planning, DRR and CCA. This requires coordinated efforts from policymakers, researchers and practitioners to enhance the resilience of farmers and agriculture-dependent communities.

    Implementation Considerations: People Centred Multi-Hazard Early Warning Systems

    Effective disaster management requires people-centred multi-hazard early warning systems (PCMHEWS) that prioritize community needs and engagement. The Arab region is vulnerable to climate-related hazards, and PCMHEWS can help reduce disaster risks. Leveraging digital technologies, community participation and inclusive communication channels is crucial for the success of PCMHEWS, ensuring timely and accurate warnings reach vulnerable populations.

    Implementation Considerations: Comprehensive risk management to tackle systemic risks

    Effective management of systemic risks requires comprehensive risk management (CRM) approaches that integrate DRR and CCA. The Arab region can foster policy coherence by enhancing strategic, conceptual, institutional, operational and financial coherence, ultimately driving sustainable development and inclusive growth.

    Implementation Considerations: Financing and de-risking investment

    Despite its natural advantages as a commerce hub, the region struggles to attract foreign investment. The League of Arab Nations (LAS) MA’AN Initiative towards DErisking investment offers a promising solution, promoting sustainable development and investment through regional cooperation. By addressing common challenges and promoting knowledge sharing, this initiative can help drive growth, job creation and energy transformation in the region.

    Conclusion and way forward

    • The focus of this RAR is on DRR in the context of climate change impact on systemic risks in the Arab region.
    • The Arab region may be on the brink of catastrophe, beset by a perfect storm of risks that imperil its very foundations, jeopardizing stability, development and the future of its people.
    • The principal drivers of risk in the Arab region are related to natural resources and institutions. Climate change increases the risk in both these areas, especially through rising water scarcity and a demanding need for institutions that can effectively tackle climate impacts.
    • These drivers are not isolated, but highly interwoven, thus increasing, cascading and compounding risks, which may lead to systemic failures in the Arab region.
    • Effective governance, characterized by transparency, accountability and inclusivity, is paramount in addressing these challenges and enhancing resilience across the Arab region.
    • Many cities and other areas in the Middle East might become uninhabitable before the century’s end.
    • The findings emphasize the need for innovative solutions and the adoption of multi-hazard, multi-sectoral approaches to resilience-building. This includes investing in risk-informed planning, enhancing data collection and analysis and harnessing cutting-edge technologies like artificial intelligence to drive predictive analytics, optimize decision-making and foster proactive resilience.
    • The path forward requires a collective commitment to addressing the root causes of vulnerability in the Arab region and fostering resilience in the face of uncertainty.
    • The recommendations of this report serve as a roadmap for policymakers and stakeholders to navigate the complexities of the region’s risk landscape.

    An area the size of Egypt, around 100 million hectares, of healthy and productive land is being degraded each year due to drought and desertification, which is being driven mainly by climate change and poor land management. 

    On 2 December, countries from around the world will meet in Riyadh under the auspices of the UN Convention to Combat Desertification, (UNCCD) to discuss how to turn the corner from degradation to regeneration.

    Here are five things you need to know about desertification and why the world needs to stop treating the planet like dirt to protect the productive land which supports life on Earth.

    No life without land

    It is perhaps to state the obvious, but without healthy land there can be no life. It feeds, clothes and shelters humanity.

    A member of an indigenous group in the Amazon, in Brazil, works to reforest the land.

    It provides jobs, sustains livelihoods and is the bedrock of local, national and global economies. It helps to regulate climate and is essential for biodiversity.

    Despite its importance to life as we know it, up to 40 per cent of the world’s land is degraded, affecting around 3.2 billion people; that’s almost half of the global population.

    From deforested mountains in Haiti, to the gradual disappearance of Lake Chad in the Sahel and the drying up of productive lands in Georgia in eastern Europe, land degradation affects all parts of the world.

    It is not an exaggeration to say our very future is at stake if our land does not stay healthy.

    Degraded land

    Desertification, the process by which land is degraded in typically dry areas, results from various factors, including climatic variations and human activities, such as over-farming or deforestation.

    100 million hectares (or one million square kilometres), that’s the size of a country like Egypt, of healthy and productive land is lost each year.

    The soils on these lands which can take hundreds of years to form are being depleted, often by extreme weather.

    Droughts are hitting harder and more often, three out of four people in the world are projected to face water scarcity by 2050.

    Temperatures are increasing due to climate change further driving extreme weather events, including droughts and floods, adding to the challenge of keeping land productive.

    Land loss and climate

    There is clear evidence that land degradation is interconnected with broader environmental challenges like climate change.

    Land ecosystems absorb one-third of human CO2 emissions, the gas that is driving climate change. However, poor land management threatens this critical capacity, further compromising efforts to slow down the release of these harmful gasses.

    Deforestation, which contributes to desertification, is on the rise, with only 60 per cent of the world’s forests still intact, falling below what the UN calls the “safe target of 75 per cent.”

    What needs to be done? – the ‘moonshot moment’

    The good news is that humankind has the knowhow and power to bring land back to life, turning degradation into restoration.

    Robust economies and resilient communities can be cultivated as the impacts of devastating droughts and destructive floods are tackled.

    A community in Mexico comes together to work on improving their lands.

    Crucially, it is the people who depend on land who should have the biggest say in how decisions are made.

    UNCCD says that to “deliver a moonshot moment for land,” 1.5 billion hectares of degraded lands need to be restored by 2030.

    And this is happening already with farmers adopting new techniques in Burkina Faso, environmentalists in Uzbekistan planting trees to eliminate salt and dust emissions and activists protecting the Philippines capital, Manila, from extreme weather by regenerating natural barriers.

    Policy makers, experts, the private and civil society sectors as well as youth will come together in Riyadh with a series of goals, including:

    • Secure land rights and promote equity for sustainable land stewardship

    Three billion people around the world are suffering the impact of poor and degraded land which will “increase levels of migration, stability and insecurity among many communities,” according to the newly-elected President of a UN-backed conference on desertification, drought and land restoration which is taking place in Riyadh, Saudi Arabia.

    Abdulrahman Alfadley, the Saudi Minister of Environment, Water and Agriculture was speaking as the 16th Session of the Conference of the Parties (COP) to the United Nations Convention to Combat Desertification (UNCCD) got underway in the capital of the Middle Eastern country.

    The meeting, according to UNCCD, represents a “moonshot moment to raise global ambition and accelerate action on land and drought resilience through a people-centered approach.”

    Globally up to 40 per cent of the world’s land is degraded, which means its biological or economic productivity has been reduced.

    This has dire consequences for the climate, biodiversity and people’s livelihoods.

    Droughts, which is a priority issue at COP16, are becoming more frequent and severe, increasing by 29 per cent since 2000 due to climate change and unsustainable land management.

    Nurturing humanity

    The UN desertification convention was agreed 30 years ago and the organization’s current Executive Secretary Ibrahim Thiaw highlighted the continued importance of restoring land lost to drought and desertification.

    “Land restoration is primarily about nurturing humanity itself,’ he said, adding that the “way we manage our land today will directly determine the future of life on Earth.”

    He spoke of his personal experience of meeting farmers, mothers, and young people affected by the loss of land. “The cost of land degradation seeps in every corner of their lives.”

    “They see the rising price of groceries, in unexpected energy surcharges, and in the growing strain on their communities,” he said. “Land and soil loss are robbing poor families of nutritious food, and children of a safe future.”

    Reversing of land degradation

    COP16 provides the opportunity for global leaders from governments, international organizations, the private sector and civil society to come together to discuss the latest research and to chart a way forward to a sustainable future of land use.

    Small farms in northern Kenya are struggling to grow crops amidst increasingly arid conditions.

    Together the world can “reverse the trends of land degradation,” Mr Thiaw said, but only if “we seize this pivotal moment.”

    In a video address to the conference, the UN Deputy Secretary-General Amina Mohammed urged delegates at COP16 to play their part and “turn the tide,” by focusing on three priorities including strengthening international cooperation.

    She said it was also crucial to “ramp up” restoration efforts and work towards “the mass mobilization of finance.”

    Financing these efforts is going to be challenging, and is unlikely to come from the public sector alone, but according to the UN deputy chief, “cumulative investments must total $2.6 trillion dollars by 2030; That is what the world spent on defence in 2023 alone.”

    Droughts are a constant threat in Somalia, in the horn of Africa.

    Speaking on behalf of civil society organizations attending the conference, Tahanyat Naeem Satti called for “ambitious and inclusive action at COP16,” adding that the “meaningful participation of women, youth, Indigenous Peoples, pastoralists and local communities in decision-making at all levels must be institutionalized.”

    She emphasized that “their insights and lived experiences are critical for shaping policies that effectively address land degradation and promote sustainable land management and restoration.”

    The conference is set to last 2 weeks until 13 December and there will be some intense discussions and negotiations as delegates push towards the following outcomes.

    Droughts across the world are intensifying and have become a “slow onset, silent killer” to which no country is immune, according to the UN’s most senior official working on desertification, drought and land restoration issues.

    Ibrahim Thiaw, the Executive Secretary of the UN Convention to Combat Desertification (UNCCD) was speaking at the opening of COP16 a major global conference taking place in Riyadh, Saudi Arabia, where a new global drought regime is expected to be agreed which will promote the shift from reactive relief response to proactive preparedness.

    Here’s what you need to know about droughts.

    Droughts are increasing in regularity and intensity

    Droughts are a natural phenomenon, but in recent decades have been intensified by climate change and unsustainable land practices. Their number has surged by nearly 30 per cent in frequency and intensity since 2000, threatening agriculture, water security, and the livelihoods of 1.8 billion people, with the poorest nations bearing the brunt.

    Water availability is essential to prevent migration in places like western Nigeria.

    They can also lead to conflict over dwindling resources, including water, and the widespread displacement of people as they migrate towards more productive lands.

    No country is immune

    More than 30 countries declared drought emergencies in the past three years alone, from India and China, to high-income nations such as the US, Canada and Spain, as well as Uruguay, Southern Africa and even Indonesia.

    Droughts impeded grain transportation in the Rhine River in Europe, disrupted international trade via the Panama Canal in Central America, and led to hydropower cuts in the South America country, Brazil, which depends on water for more than 60 per cent of its electricity supply.

    Firefighters were even called to an urban park in New York City, in the United States in wintry November 2024 to tackle a bush fire after weeks of no rainfall.

    “Droughts have expanded into new territories. No country is immune,” said UNCCD’s Ibrahim Thiaw adding that “by 2050, three in four people globally, up to seven and half billion people, will feel the impact of drought.”

    Domino effects

    Droughts are rarely confined to a specific place and time and are not simply due to a lack of rainfall but are often the result of a complicated set of events driven or amplified by climate change, as well as sometimes the mismanagement of land.

    For example, a hillside which is deforested is immediately degraded. The land will lose its resilience to extreme weather and will become more susceptible to both drought and flooding.

    And, once they strike, they can trigger a series of cataclysmic domino effects, supercharging heat waves and even floods, multiplying the risks to people’ s lives and livelihoods with long-lasting human, social and economic costs.

    As communities, economies, and ecosystems suffer the damaging effects of drought, their vulnerability is increased to the next one, feeding a vicious cycle of land degradation and underdevelopment.

    Drought is a development and a security issue

    Around 70 per cent of the world’s available freshwater is in the hands of people living off the land, most of them subsistence farmers in low-income countries with limited livelihood alternatives. Around 2.5 billion of them are youth.

    Without water there is no food and no land-based jobs, which can lead to forced migration, instability, and conflict.

    “Drought is not merely an environmental matter,” said Andrea Meza, UNCCD Deputy Executive Secretary. “Drought is a development and human security matter that we must urgently tackle from across all sectors and governance levels.”

    Planning for greater resilience      

    Droughts are also becoming harsher and faster due to human-induced climate change as well as land mismanagement and typically the global response to it is still reactive. More planning and adaption is required to build resilience to the extreme conditions created by dwindling supplies of water and this often happens at a local level.

    In Zimbabwe a youth-led grass-roots organization is aiming to regenerate land by planting one billion trees across the southern African country, while more farmers on the Caribbean island of Haiti are taking to bee-keeping; Bees feed off the trees, so there is an incentive for bee keepers to protect the trees from being cut down. In Mali, a young woman entrepreneur, is creating livelihoods and building resilience to drought by promoting the products of the moringa tree.

    Experts say proactive initiatives like these can prevent immense human suffering and is far cheaper than interventions focused on response and recovery.

    What next?

    At COP16 countries are coming together to agree how to collectively tackle worsening droughts and promote sustainable land management.

    Two key pieces of research were launched on the opening day.

    The World Drought Atlas depicts the systemic nature of drought risks illustrating how they are interconnected across sectors like energy, agriculture, river transport, and international trade and how they can trigger cascading effects, fueling inequalities and conflicts and threatening public health.

    The Drought Resilience Observatory is an AI-driven data platform for drought resilience created by the International Drought Resilience Alliance (IDRA), a UNCCD-hosted coalition of more than 70 countries and organizations committed to drought action.

    How much is it going to cost?

    One UN estimate suggests that investments totalling $2.6 trillion will be needed by 2030 to restore land across the world which is affected by drought and poor management.

    At COP16 an initial pledge of $2.15 billion was announced to finance the Riyadh Global Drought Resilience Partnership.

    It will serve as a global facilitator for drought resilience, promoting the shift from reactive relief response to proactive preparedness,” said Dr Osama Faqeeha, Deputy Minister for Environment, Ministry of Environment, Water and Agriculture of Saudia Arabia, adding that “we also seek to amplify global resources to save lives and livelihoods around the world.”

    The largest and most inclusive UN land conference wrapped up in Riyadh, Saudi Arabia, on Saturday, charting a path for global action following two weeks of intense negotiations on how best to tackle land degradation, desertification and drought, which affects one quarter of the world.

    The nearly 200 countries gathered at the 16th Conference of the Parties (COP16) to the UN Convention to Combat Desertification (UNCCD) and committed to prioritising land restoration and drought resilience in national policies and international cooperation as an essential strategy for food security and climate adaptation.

    While parties failed to agree on the nature of a new drought regime, they adopted a strong political declaration and 39 decisions shaping the way forward.

    According to UNCCD’s newly released World Drought Atlas and Economics of Drought Resilience reports, droughts affect the livelihoods of 1.8 billion people worldwide, pushing already vulnerable communities to the brink. They also cost an estimated $300 billion per year, threatening key economic sectors such as agriculture, energy and water.

    Among the main outcomes reached at COP16 were:

    • A prototype launch of the International Drought Resilience Observatory, the first ever global AI-driven platform to help countries assess and enhance their capacity to cope with harsher droughts
    • Mobilisation of private sector engagement under the Business4Land initiative
    • The creation of designated caucuses for Indigenous Peoples and for local communities to ensure their unique perspectives and challenges are adequately represented

    “Today, history has been made”, said Oliver Tester from Australia, a representative of Indigenous Peoples. “We look forward to championing our commitment to protect Mother Earth through a dedicated caucus and leave this space trusting that our voices be heard.”

    Global drought regime

    Nations also made significant progress in laying the groundwork for a future global drought regime, which they intend to complete at COP17 in Mongolia in 2026.

    At COP16, more than 30 decisions were issued on key topics through the negotiation process, including migration, dust storms, enhancing the role of science, research and innovation, and empowering women to tackle environmental challenges.

    Some decisions introduced new topics to the agenda, namely environmentally sustainable agrifood systems and rangelands, which cover 54 per cent of all land. The degradation of rangelands alone threatens one sixth of global food supplies, potentially depleting one third of the Earth’s carbon reserves.

    At the same time, more than $12 billion was pledged to tackle land challenges around the world, especially in the most vulnerable countries. Right now, some two billion people living in pastoral areas are among the world’s most vulnerable in the face of desertification, land degradation and drought.

    Now, the work begins

    COP16 was the largest and most diverse UNCCD COP to date. It attracted more than 20,000 participants, around 3,500 of them from civil society, and featured more than 600 events as part of the first Action Agenda to involve non-State actors in the work of the convention. It also set records for youth attendance and for the most ever private sector participants at a UN land conference, with more than 400 representatives from such industries as finance, fashion, agri-food and pharmaceuticals.

    UN Deputy Secretary-General Amina J. Mohammed said now, the work begins.

    “Our work does not end with the closing of COP16,” she told delegates. “We must continue to tackle the climate crisis. It is a call to action for all of us to embrace inclusivity, innovation and resilience”

    She said youth and Indigenous Peoples must be at the heart of these conversations.

    “Their wisdom, their voices, and their creativity are indispensable as we craft a sustainable future with renewed hope for generations to come.”

    Vital turning point

    The meeting also marked a turning point in raising international awareness of the pressing need to accelerate land restoration and drought resilience, according to COP16 president, Saudi Arabia’s Minister of Environment, Water and Agriculture Abdulrahman Alfadley.

    “We hope the outcomes of this session will lead to a significant shift that strengthens efforts to preserve land, reduce its degradation, build capacities to address drought, and contribute to the wellbeing of communities around the world,” he said in closing remarks.

    UN Under-Secretary-General and UNCCD Executive Secretary Ibrahim Thiaw agreed, underscoring a significant shift in the global approach to land and drought issues and the interconnected challenges with broader global issues such as climate change, biodiversity loss, food security, forced migration and global stability.

    ‘Solutions are within our grasp’

    During COP16, participants heard that UNCCD estimates that at least $2.6 trillion in total investments are needed by 2030 to restore more than one billion hectares of degraded land and build resilience to drought.

    This equals $1 billion in daily investments between now and 2030 to meet global land restoration targets and combat desertification and drought.

    New pledges were also announced for large-scale land restoration and drought preparedness and for some existing projects that are already winning the battle, like the Great Green Wall, an African-led initiative to restore 100 million hectares of degraded land straddling across the Sahel region, which mobilised $11.5 million from Italy and nearly $4 million from Austria.

    UNCCD Executive Secretary Ibrahim Thiaw summed up a common message heard throughout COP16 in his closing remarks.

    “As we have discussed and witnessed, the solutions are within our grasp,” he said.

    “The actions we took today will shape not only the future of our planet but also the lives, livelihoods and opportunities of those who depend on it.”

    In a landmark decision, COP16 parties requested the creation of a caucus for Indigenous Peoples with the goal of ensuring that their unique perspectives and priorities are represented in the work of the Convention to Combat Desertification.

    The Sacred Lands Declaration, presented during the inaugural Indigenous Peoples Forum on 7 December, underscored their role in sustainable resource management and called for greater involvement in global land and drought governance, including through participation in land restoration efforts.

    Here are some calls for action in the declaration:

    • We call on parties to ensure an approach that embraces human rights and Indigenous Peoples’s rights in all policies and actions related to land restoration and resilience building
    • We call on parties to respect, recognise, promote and protect Indigenous Peoples’ rights, based on the fundamental right to self-determination, provided for in the UN Declaration on the Rights of Indigenous Peoples and the International Convention on the Elimination of Racial Discrimination and its General Recommendation 23
    • We encourage the UNCCD to create a dedicated fund for Indigenous Peoples’ initiatives on land restoration, conservation, desertification and drought resilience

    A low tech and sustainable solution to holding back advancing desert sands in eastern Saudi Arabia could help farming communities to thrive and conserve vulnerable habitats.

    The deserts of Saudi Arabia are amongst the largest in the world and controlling the natural migration of sand has always been a challenge not just to farmers, who want to increase agricultural productivity, but also to communities that want to ensure a more prosperous future or seek investment for growth.

    The Al Ahsa oasis in the eastern province of the Gulf state, one of the country’s largest and most productive oases, is threatened by encroaching sands.

    Villages like this one close to the Al Ahsa oasis have been fully submerged by sand.

    At least nine villages in the immediate area have been inundated by sand dunes which can reach up to 15 metres high. Some have been dug out, others have remained buried.

    Holding back desertification

    “This is not a new phenomenon,” said Mona Dawalbeit from the UN’s Food and Agriculture Organization (FAO) which has been working with the Saudi government and local communities on trials to hold back desertification, “but communities and farmers especially do need extra support as they do not have the resources to do this alone.”

    Climate change has made the issue more pressing as higher temperatures and lower ground moisture contribute to drier sand and the increased likelihood of desertification.

    The state-owned oil company, Aramco, which extracts oil and gas in the eastern desert has over many decades protected infrastructure, including roads, mechanically removing sand amongst other measures, but the costs are high, so FAO has been promoting more sustainable approaches.

    Palm fronds arranged in quadrants can help to slow down the pace of desertification.

    It is trialing low-level sand barriers made of palm fronds which are inexpensive and use material may otherwise would go to waste.

    Various designs can be tailored to protect farms and service facilities based on the geographical and geomorphological conditions,” said Mona Dawalbeit.

    These designs may include checkerboard and linear patterns with varying heights, ranging from 10 cm to one metre, depending on the specific purpose of the sand barrier.

    Environmental benefits

    The checkerboard technique effectively reduces sand encroachment and promotes the growth of natural vegetation including createing favourable conditions for planting trees or the spreading of seeds.

    “The palm barriers will not fully prevent the wind from moving sand towards land you want to protect,” said Mona Dawalbeit, “but it does slow the speed and completely change the flow of the sand.”

    There are additional environmental benefits of using palm fronds as typically they would be burned as waste, releasing the harmful carbon dioxide gas which is fuelling climate change.

    FAO is also piloting weather stations based on global standards which provide data on the complicated science of sand movements.

    Preventive action

    By analysing sand grain ‘deposit suspension’ (particles are suspended in mid-air and are blown by the wind across land), ‘saltation’ (smaller particles which are blown in jumps across the surface) and ‘surface creep’ (particles which are rolled over the ground) the volume and direction of sand encroachments can be predicted in conjunction with other climatic factors such as wind speed and direction, humidity and temperature.

    Preventative action can be targeted in specific locations where sand tends to move onto valuable agricultural land eroding the topsoil.

    FAO collaborated with Green Environment Society in Al Ahsa to implement sand barriers aimed at protecting Al Ahsa National Park, a government-managed entity.

    The initiative sought to strengthen the relationship between governmental institutions and local communities while building the capacity of NGOs to construct sand barriers using palm fronds.

    Community involvement 

    “This approach not only ensures local sustainability,” said FAO’s Mona Dawelbait “but also promotes community involvement in environmental conservation efforts”.

    “In Saudi Arabia and in Al Ahsa in particular, there are concerns about land degradation and the loss of productive land,” she added, “but together we can change these challenges into opportunities.”

    India’s External Affairs Minister Subrahmanyam Jaishankar said the world stands fractious, polarized and frustrated amid war, unfair trade practices, climate change and food and health insecurity. Trust has eroded, processes have broken down and countries have extracted more from the international system than they have put in it, enfeebling it along the way.

    “Conversations have become difficult, agreements even more so,” he said. “This is surely not what the founders of the UN would have wanted for us. Reforming multilateralism is, therefore, an imperative.”

    The General Assembly must ask itself “how has this come to pass?” he said.

    “Every change must begin somewhere, and there is no better place than where it started,” he continued.

    “We, the Members of the United Nations, must now seriously and purposefully address ourselves to that task. If we carry on like this, the state of the world is only going to get worse, and that could mean that more of us are going to be left behind.

    For its part, India has sought to respond in a variety of ways, including targeted policies and initiatives focused on issues of the vulnerable, women, farmers and youth, from assured access to piped water, electricity, cooking gas and new homes to financial support for food producers.

    India has also expanded employment and entrepreneurship opportunities, created digital infrastructure for public services and convened three Global South summits while also responding to pressing needs in 78 nations.

    “In these troubled times, it is necessary to provide hope and rekindle optimism,” he said.

    “When India lands on the moon, rolls out its own 5G stack, dispatches vaccines worldwide, embraces fin-tech or houses so many Global Capability Centres, there is a message here. Our quest for a Viksit Bharat, or developed India, will understandably be followed closely.”

    However, challenges persist, he said, underscoring that many countries get left behind due to circumstances beyond their control. But some make conscious choices with disastrous consequences, with one example being neighbouring Pakistan, “a dysfunctional nation coveting the lands of others”. As such, he stressed, “Pakistan’s cross-border terrorism policy will never succeed.”

    When it comes to deciding on key issues, large parts of the world cannot be left behind, he said, emphasising that an effective, efficient UN must be more representative and fit for purpose.

    “Let us, therefore, send out a clear message from this UN General Assembly session: we are determined not to be left behind,” he said. “By coming together, sharing experiences, pooling resources and strengthening our resolve, we can change the world for the better.”
