    Yangon (Agenzia Fides) – “Catholics hope that the state of emergency will not be extended and pray for justice and peace,” Joseph Kung, a Catholic from Yangon who works in the National Human Rights Commission, told Fides. In the country, February 1 marks the fourth anniversary of the coup in which the military junta overthrew the democratic government and dissolved parliament. According to observers, General Min Aung Hlaing, the head of the junta, is about to extend the state of emergency, while reiterating his intention to hold elections by 2025.The civil war, which has left more than 50,000 dead and 3.5 million internally displaced, has led to a food emergency and the situation will worsen in 2025, according to estimates by the United Nations World Food Programme, while more than 15 million people will suffer from hunger and 20 million inhabitants (more than a third of the total population) will need humanitarian aid for food and disease.The number of displaced people will also rise to 4.5 million. The civilian population is also threatened by landmines, which, according to the ‘Landmine Monitor 2024’, are causing victims in all 14 states and regions of Myanmar and in about 60 percent of cities (692 in the first six months of 2024). As observers tell Fides, the army is placing landmines in villages,farms, rice and corn fields and near military camps. When farmers go to the fields to harvest food, they risk their lives. Catholic communities and religious orders, meanwhile, report on the plight of children: on the one hand, there is a growing phenomenon of child labor, where children are employed in sectors such as clothing, agriculture, catering, domestic work, construction and street vending, which is a blatant violation of children’s rights. On the other hand, the closure of schools and educational institutions denies children and young people the fundamental right to education, with serious implications for the future of the nation. Many religious orders and Catholic parishes are therefore setting up small informal schools where they try to provide children with an education.     ABERDEEN, Wash., Jan. 31, 2025 (GLOBE NEWSWIRE) — Pacific Financial Corporation (OTCQX: PFLC), (“Pacific Financial”) or the (“Company”), the holding company for Bank of the Pacific (the “Bank”), reported net income of $2.2 million, or $0.21 per diluted share for the fourth quarter of 2024, compared to $2.6 million, or $0.25 per diluted share for the third quarter of 2024, and $2.9 million, or $0.28 per diluted share for the fourth quarter of 2023. For the year ended December 31, 2024, the Company reported net income of $9.5 million, or $0.92 per share compared to $14.6 million, or $1.40 for the year ended December 31, 2023. Except for year-end December 31, 2023, all results are unaudited.

    The board of directors of Pacific Financial declared a quarterly cash dividend of $0.14 per share on January 22, 2025. The dividend will be payable on February 28, 2025 to shareholders of record on February 14, 2025.

    Fourth Quarter 2024 Financial Highlights:

    • Return on average assets (“ROAA”) was 0.74%, compared to 0.90% for the third quarter 2024, and 1.02% for the fourth quarter 2023.
    • Return on average equity (“ROAE”) was 7.27%, compared to 8.77% from the preceding quarter, and 10.88% from the fourth quarter a year earlier.
    • Net interest income was $10.9 million, compared to $11.2 million for the third quarter of 2024, and $11.7 million for the fourth quarter of 2023.

    Balance Sheet Review

    Total assets decreased slightly to $1.15 billion at December 31, 2024, compared to $1.16 billion at September 30, 2024, and was unchanged relative to December 31, 2023.

    Liquidity metrics continued to remain strong with total liquidity, both on and off balance sheet sources, at $550.6 million as of December 31, 2024. The Bank has established collateralized credit lines with borrowing capacity from the Federal Home Loan Bank of Des Moines (FHLB) and from the Federal Reserve Bank of San Francisco, as well as $60.0 million in unsecured borrowing lines from various correspondent banks. There was no balance outstanding on any of these facilities at quarter-end. The Company’s available liquidity sources at December 31, 2024 represented a coverage of short-term funds available to uninsured and uncollateralized deposits of 217%. Uninsured or uncollateralized deposits were 25% of total deposits at December 31, 2024.

    Investment securities: The investment securities portfolio increased 3% to $304.5 million, compared to $296.8 million at September 30, 2024 and increased 4% compared to the like period a year ago. The increase from the prior quarter was primarily due to the purchase of $19.8 million of collateralized mortgage obligations and mortgage backed securities. These purchases were partially offset by an increase in net unrealized losses on available for sale investments which increased $7.6 million to $22.4 million ($17.5 million after-tax) at December 31, 2024, which represents 7% of the AFS portfolio.

    U.S. Treasury bonds and securities issued by the U.S. Government sponsored agencies accounted for 86%, 85%, and 85%, of the investment portfolio as of December 31, 2024, September 30, 2024, and December 31, 2023. The largest investment category is collateralized mortgage obligations which accounted for 48% of the investment portfolio at December 31, 2024, compared to 43% one year earlier. The average adjusted duration to reset of the investment securities portfolio was 4.19 years at December 31, 2024.

    Gross loans balances increased $5.3 million, or 1%, to $704.9 million at December 31, 2024, compared to $699.6 million at September 30, 2024. During the fourth quarter, new multi-family loans more than offset the decline in construction and development loans and the decline in residential 1-4 family loans.

    Year-over-year loan growth was 3%, or $19.5 million, with the largest increases in residential 1-4 family and multi-family loans increasing $7.2 million and $18.0 million, respectively. Loans classified as commercial real estate for regulatory concentration purposes totaled $267.9 million at December 31, 2024, or 192% of total risk-based capital.

    The Company continues to manage concentration limits that establish maximum exposure levels by certain industry segments, loan product types, geography and single borrower limits. In addition, the loan portfolio continues to be well-diversified and is collateralized with assets predominantly within the Company’s Western Washington and Oregon markets.

    Credit quality: Nonperforming assets were minimal and remained at $1.1 million, or 0.09% of total assets at December 31, 2024, compared to $664,000, or 0.06% at December 31, 2023. The Company has zero other real estate owned as of December 31, 2024 and accruing loans past due more than 30 days represent only 0.14% of total loans. Total loans designated as special mention increased by $6.0 million to $10.8 million at December 31, 2024 compared to $4.8 million at September 30, 2024 and was primarily related to a downgrade of one agriculture credit relationship of $4.2 million.

    Allowance for credit losses (“ACL”) for loans was $8.9 million, or 1.26% of gross loans at December 31, 2024, compared to $8.9 million or 1.27% of loans at September 30, 2024 and $8.5 million or 1.24% at December 31, 2023. A benefit for credit losses on loans of $119,000 was recorded in the current quarter. This compares to a provision for credit losses on loans of $27,000 in the third quarter of 2024 and a provision for credit losses on loans of $162,000 for the fourth quarter of 2023. The benefit for credit losses in the current quarter largely reflects net loan recoveries of $73,000 realized during the quarter, compared to a net recovery of $11,000 for the preceding quarter and $21,000 for the fourth quarter one year ago. Provisions for unfunded loans was $16,000 for the fourth quarter compared to a benefit of $93,000 the previous quarter and a benefit of $51,000 one year earlier.

    Total deposits remained at $1.01 billion at December 31, 2024 compared to the prior quarter and one year earlier. Deposit composition between non-maturity deposits and time deposit CDs also remained relatively unchanged for the quarter. Within non-maturity deposits, non-interest bearing demand deposits decreased which was more than offset by the growth in interest bearing demand deposits and reflects the Bank’s continued focused efforts on retaining core customer relationships. Pacific Financial continues to benefit from a strong core deposit base which positively impacts our net interest margin. Non-interest bearing deposits continues to remain the largest concentration of deposits and represented 38% of deposits at December 31, 2024 and September 30, 2024. Interest-bearing demand and money market deposits both represent 19% of total deposits at December 31, 2024.

    Year-over-year the deposit composition changed slightly, primarily as a result of customers transferring balances to higher yielding accounts, and as a result, time deposits increased to $135.5 million, or 13% of total deposits at December 31, 2024 compared to $100.8 million or 10% of total deposits at December 31, 2023.

    Shareholders’ equity was $113.9 million at December 31, 2024, compared to $121.1 million at September 30, 2024, and $114.7 million at December 31, 2023. The decrease in shareholders’ equity during the current quarter was due to repurchases of common stock, dividend payments and an increase in unrealized losses on available-for-sale securities due to increases in interest rates. Net unrealized losses (after-tax) included in shareholders’ equity on available-for-sale securities was $17.5 million at December 31, 2024 compared to $11.5 million at September 30, 2024, and $16.1 million at December 31, 2023.

    Book value per common share was $11.26 at December 31, 2024, compared to $11.78 at September 30, 2024, and $11.04 at December 31, 2023. The Company’s tangible common equity ratio was 8.8% at December 31, 2024 and 9.4% at September 30, 2024, compared to 8.9% at December 31, 2023. Regulatory capital ratios of both the Company and the Bank continue to exceed the well-capitalized regulatory thresholds, with the Company’s leverage ratio at 11.3% and total risk-based capital ratio at 17.5% as of December 31, 2024. These regulatory capital ratios are estimates, pending completion and filing of regulatory reports.

    In anticipation of the expiration of the stock repurchase plan authorized in 2023, in September 2024, the Board of Directors authorized an additional $2.6 million toward future repurchases; approximately 2.0% of total shares outstanding.

    Income Statement Review

    Net interest income decreased $353,000 to $10.9 million for the fourth quarter of 2024, compared to $11.2 million for the third quarter of 2024, and decreased $801,000 compared to $11.7 million for the fourth quarter a year ago. The change in the current quarter compared to the preceding quarter reflects lower overall loan and interest bearing cash yields. Though yields for newly originated loans and other variable rate loans plus purchased investments were recorded at higher yields, the downward repricing of floating rate loans and interest-earning cash tied to short term rate indexes as well as decreased balances of interest earning cash and increasing deposit costs impacted total net interest income.

    The decrease in net interest income compared to the year ago quarter reflects the increase in funding costs, with interest income remaining relatively flat, reflecting lower interest earning deposit balances offset by increased loan interest income as the Bank re-deployed interest earning deposit balances into higher yielding assets including both loans and investments.

    Though decreasing from 4.19% for the preceding quarter and 4.34% for the fourth quarter ended December 31, 2023, the Bank’s net interest margin continued to remain strong at 3.99% for the quarter ended December 31, 2024. Yields on total interest earning assets decreased 19 basis points to 5.10% for the fourth quarter of 2024 compared to 5.29% for the prior quarter and 5.14% in the like quarter a year ago. Average loan yields decreased 15 basis points to 5.84% during the current quarter, compared to 5.99% for the preceding quarter and 5.80% for the fourth quarter 2023. The Bank’s total cost of funds increased only 2 basis points to 1.17% for the current quarter, compared to 1.15% for the preceding quarter, and 0.83% for the fourth quarter 2023. The small increase in the costs of deposits was due to retention efforts and competitive pricing of deposit products. As mentioned earlier, the large balance of non-interest bearing deposits at 38% has helped minimize volatility in deposit costs.

    Noninterest income increased to $1.8 million for the current quarter, compared to $1.7 million for the linked quarter and increased from $1.5 million a year earlier. The increase compared to the linked quarter was primarily due to $60,000 of death benefit income from a bank-owned life insurance policy. Fee and service charge income increased slightly in the fourth quarter of 2024 to $1.3 million compared to $1.2 million in the previous quarter and the fourth quarter of 2023.

    The company closed its mortgage banking division in the fourth quarter. The elimination of the mortgage banking division is expected to improve the efficiency of the company in 2025.

    Noninterest expenses increased to $10.1 million for the fourth quarter of 2024 compared to $9.7 million for the prior quarter and increased from $9.5 million for the fourth quarter of 2023. The current quarter reflects increased expenses associated with closing the mortgage division. Salaries and employee benefit expenses were elevated in the current quarter due to severance and retention payments while occupancy expenses were also elevated due to lease contract termination costs associated with our mortgage operations center. In addition, data processing and IT costs increased related to the termination of mortgage origination software contracts. Overall, expenses associated with closing the mortgage division were approximately $773,000. Excluding the mortgage division termination costs, total non-interest expenses would have been $9.3 million for the current quarter.

    The company’s efficiency ratio increased to 79.80% for the fourth quarter of 2024, compared to 75.48% in the preceding quarter and increased from 72.22% in the same quarter a year ago. The efficiency ratio is expected to decline in 2025 with the elimination of expenses associated with the closed mortgage division.

    Income tax expense: Federal and Oregon state income tax expenses totaled $492,000 for the current quarter, and $633,000 for the preceding quarter, resulting in effective tax rates of 18.5% and 19.6%, respectively. These income tax expenses reflect the benefits of tax exempt income on tax-exempt loans and investments, affordable housing tax credit financing, and investments in bank-owned life insurance.

  • MIL-OSI Economics: RBI imposes monetary penalty on Equitas Small Finance Bank Limited

    The Reserve Bank of India (RBI) has, by an order dated January 20, 2025, imposed a monetary penalty of ₹65 lakh (Rupees Sixty Five Lakh only) on Equitas Small Finance Bank Limited (the bank) for non-compliance with certain directions issued by RBI on ‘Levy of Foreclosure Charges/Pre-payment Penalty on Floating Rate Term Loans’ and ‘Credit Flow to Agriculture – Collateral free agricultural loans’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Section 46(4)(i) of the Banking Regulation Act, 1949.

    The Statutory Inspection for Supervisory Evaluation (ISE) of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with RBI directions.

    After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank:

    1. levied foreclosure charges on certain floating rate term loans sanctioned to individual borrowers for purposes other than business; and

    2. obtained collateral security for certain agricultural loans amounting up to ₹1.6 lakh.

    This action is based on the deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

  • MIL-OSI Europe: Press release – Polish Presidency debriefs EP committees on priorities

    Poland holds the Presidency of the Council until the end of June 2025. This text will be updated regularly as the hearings take place.

    Environment, Climate and Food Safety

    On 23 January, Paulina Hennig-Kloska, Minister of Climate and Environment, highlighted the need for climate adaptation measures, combating climate disinformation, and to advance key legislative files such as the waste framework directive on textiles and food, the European soil monitoring law, and the “One Substance, One Assessment” chemicals package. The Presidency also plans to secure agreement with Parliament on plastic pellet losses, water pollutants, and detergents rules.

    MEPs asked about the Presidency’s stance on the new emissions trading system ETS II, the 2040 emissions target, renewable energy, and soil monitoring. They also debated the impact of climate regulations on competitiveness, and raised concerns about agricultural pollution and the role of genomic technologies.

    Security and defence

    On 27 January, Secretary of State at the Ministry of National Defence Paweł Zalewski said the Presidency’s first priority is to strengthen EU support for Ukraine by using all the tools at the EU’s disposal, including the European Peace Facility and the profits from frozen Russian assets or loans guaranteed from Moscow. He also highlighted the need to reinforce the EU’s defence industries by ensuring adequate financing as well as deepening EU-U.S. cooperation, including between the EU and NATO.

    MEPs quizzed Mr Zalewski on several issues, including the EU’s role in possible future peace talks between Ukraine and Russia, developing an EU defence pillar, reforming the EU Investment Bank to allow for more investment in the defence sector and establishing viable “European champions” (i.e. large corporations) in the defence sector.

    Women’s rights and gender equality

    On 28 January, Minister for Equality Katarzyna Kotula emphasised enhancing digital security for women and girls, particularly in the context of the rapid development of AI, as a Presidency priority. She pledged to follow up on the Digital Services Act to make sure that AI accelerates rather than undermines gender equality. The Presidency is also determined to advance the work on the Anti-discrimination Directive.

    MEPS welcomed her commitment on strengthening the digital protection of women and girls, particularly concerning deepfakes, revenge porn and hate speech. They also raised women’s sexual and reproductive health and rights, the protection of LGBTQI+ communities, the challenges faced by ageing women and the prospect for an EU-wide definition of rape including the notion of consent.

    Internal market and consumer protection

    On 28 January, Economic Development and Technology Minister Krzysztof Paszyk focused on the need to eliminate the remaining barriers in the single market, as well as highlighting issues around security, competitiveness, and reducing red tape. The Presidency will look for a compromise on the e-declaration of posted workers file, on late payments, and on the travel package proposals. They will also, he said, try to reach political agreements on toy safety, the Green Claims Directive and on the alternative dispute resolution file.

    On digital policy, Secretary of State, Ministry of Digitalisation Dariusz Standerski outlined plans for an informal meeting on cybersecurity to focus on defence, the application of the Artificial Intelligence Act, and new initiatives on AI factories and the “AI Apply Strategy”. On customs, Undersecretary of State, Ministry of Finance Małgorzata Krok stated the Presidency’s intention was to reach a common position in the Council on the reform of the Union Customs Code.

    MEPs asked about reducing reporting obligations, e-declarations of posted workers, the implementation of digital services act and the AI Act, including in the context of EU-US relations. Several members wanted to hear more about cutting red tape, unblocking progress on late payments, and the need for an AI liability act. Questions also focused on issues around unfair trading practices, single market on defence and climate disinformation.

    Fisheries

    On 28 January, Jacek Czerniak, Secretary of State at the Ministry of Agriculture and Rural Development, which includes fisheries, identified improving EU fisheries competitiveness and defending EU interests in regional fisheries organisations and international agreements as Presidency priorities. Poland will also launch discussions on the review of the Common Fisheries Policy (CFP) and start negotiations to introduce measures against non-EU countries that allow unsustainable fishing practices.

    MEPs questioned Mr Czerniak on addressing the critical state of fish stocks in the Baltic Sea, in addition to issues of security and reducing the complexity of regulations. Others supported a reform of the CFP to better balance the interests of the fishery sector with the EU’s environmental goals. MEPs also argued that trade policies should be aligned with fisheries policies.

    Employment and social affairs

    On 28 January, Minister of Family, Labour and Social Policy Agnieszka Dziemianowicz-Bąk and Minister of Senior Policy Marzena Okła-Drewnowicz said the Presidency would focus on the future of employment in the digital transformation, a Europe of equality, cohesion and inclusion, and the challenges prompted by the EU’s aging population.

    MEPs quizzed the ministers on their plans for the regulation on the coordination of social security systems, emphasising the importance of finalising negotiations on the file. They also raised the impact of AI in the workplace, and the importance of addressing demographic issues in the EU. MEPs also raised the importance of social dialogue, upcoming negotiations on European Work Councils, and the expected Commission initiative on the “Right to Disconnect”.

    Transport and tourism

    On 29 January, Dariusz Klimczak, Minister of Infrastructure, said the Presidency will focus on resilience and competitiveness in the transport sector, the protection of transport operators, dual use infrastructure, and military mobility. He committed to reaching a deal with Parliament on new railway infrastructure, road and maritime safety rules as well advancing negotiations on air passenger rights rules that have been stalled in the Council since 2013. Piotr Borys, Secretary of State at the Ministry of Sport and Tourism added that the Presidency will focus on making Europe a safe and more popular destination for tourism despite Russia’s war in Ukraine and the challenges posed by climate change.

    MEPs asked the Presidency to secure adequate financing for transport policies within the next EU long-term budget, and want them to secure a Council position on the maximum weights and dimensions directive, and address labour shortages and working conditions in all transport modes. Completing Trans-European transport networks, developing high speed rail, and ensuring connectivity for Europe’s islands were also raised.

    Constitutional affairs

    On 29 January, Minister for European Affairs Adam Szłapka said the Presidency wants to promote institutional reforms, stressing at the same time that EU Treaties could prove difficult to revise. The Presidency wants to complete work on the new rules on European political parties and foundations and the electoral rights of mobile citizens. They will work on the transparency of interest representation and on the EU’s accession to the European Convention on Human Rights.

    Most MEPs asked questions about the need to reform the EU’s institutional architecture, especially in light of imminent enlargement, with many of them highlighting the need to overcome what they saw as the obstacle of unanimity in key policy areas either through Treaty revision or using existing rules. Some called for progress on Parliament’s right of initiative, its right of inquiry, and rules on European elections.

    Agriculture and Rural Development

    On 29 January, Czesław Siekierski, Minister of Agriculture and Rural Development said that the Council will discuss the future shape of the Common Agricultural Policy (CAP) beyond 2027. The Presidency wants to simplify the green architecture of the CAP and assess the impact of current EU trade agreements on agriculture.

    Questions from MEPs focused on ensuring fair income for farmers and adapting the CAP to the future enlargement of the EU. A number of MEPs also asked about the position of the Presidency on the EU-Mercosur Partnership Agreement and stressed the need to invest in European food sovereignty.

    International trade

    On 29 January, Krzysztof Paszyk, Minister of Economic Development and Technology, said the Presidency will continue working on ambitious, sustainable and mutually profitable trade agreements. He hopes to finalise the legislation on the screening of foreign direct investment and resume talks on the Generalised System of Preferences (GSP) scheme, the EU’s preferential trade arrangement with developing countries. On Ukraine, Mr Paszyk said support for Ukraine remains steadfast, while the Presidency prefers not to extend the current temporary trade liberalisation measures with the country, but rather reach a new agreement.

    MEPs asked about possible timelines for the adoption of trade deals with Mercosur and Mexico, possible shift in US trade policy as well as on trade with Ukraine and safeguards for the agricultural market. Some MEPs argued that GSP should not be a migration tool, others demanded a clear link between migration and the scheme.

    Industry, Research and Energy

    On 29 January, Minister of Economics, Development and Technology, Krzysztof Paszyk said the Presidency’s priorities include boosting Europe’s industrial competitiveness with a new instrument and advancing the Clean Industry Act to support businesses, address high energy prices, and cut red tape and tax burdens for SMEs. They also plan to maximize the use of spaceimaging and AI algorithms for crisis management, and improve cooperation during natural disasters.

    During the debate, MEPs stressed the need to support innovative businesses through a unified capital market, and to combine environmental policies with industrial policies to achieve the ecological transition. Others focused on the importance of transatlantic relations and the need to secure European tech sovereignty.

    Dariusz Stenderski, Secretary of State in the Ministry of Digital Affairs, said that his key focus areas would be cyber security, with a revised blueprint for coordinated EU response to cyber attacks and an informal Council on its civilian and military aspects.He also referred to the boosting of AI development through shared investment and simplified rules to support startups.

    On 30 January Marcin Kulasek, Minister of Science and Higher Education, outlined three main focus areas: openness and inclusivity, synergies between EU and national programs, and AI and science.He stressed the need to develop EU cooperation networks without losing top talents, and the value of synergies between EU and national research programs.

    MEPs called for the full implementation of the 5G toolbox and for the simplification of administrative procedures to foster innovation. Others highlighted the need to improve EU cooperation in research and innovation, retain top talent, and ensure an inclusive access to funds. The discussions also covered the need for ethical standards in AI, a strong support for scientists, as well as academic freedom and the free flow of scientific knowledge.

    Culture, Education, Youth and Sport

    On 30 January, Education Minister Barbara Nowacka said the Presidency wants to include young people – as part of a new cycle of the EU Youth Dialogue – in EU-level debates and projects to strengthen EU values of democracy, freedom and rule of law, thereby making them more resilient against the risk of disinformation and manipulation. Providing better support to teachers is also a priority, she said, and EU education ministers will gather in May to discuss what they can do to improve this.

    The Presidency wants to advance work on the “European degree” – a degree awarded jointly by several universities in different EU countries – by adopting a roadmap to implement it. A European quality assurance system to guarantee trust among universities and improve the recognition of higher education diplomas will also be discussed, Minister of Science and High Education Marcin Kulasek said.

    Culture Minister Hanna Wróblewska said the Presidency will present proposals to support young artists and creators, and will launch discussions on the future of the Creative Europe programme beyond 2027. Audiovisual and intellectual property rights, security and AI, and a possible revision of the Audiovisual Media Services Directive are also among the Presidency’s priorities, she said.

    Piotr Borys, Secretary of State of Sport, will focus on pushing EU countries to better promote sport in schools, address mental health, and adopt a common methodology to gather statistics on sport.

    MEPs questioned the ministers on countering Russian disinformation under the European Media Freedom Act, as well as on delays in the creation of the European degree, pleading for EU-wide recognition of diplomas, including Erasmus+ and vocational education training. MEPs also raised concerns about possible reductions in Erasmus+ funding, which ensures the financial sustainability of the European Education Area, which in turn is essential for the “Union of Skills”.

    Minister for Social Affairs and Public Health Jakob Forssmed has been appointed Vice-Chair of the Global Leaders Group (GLG) on Antimicrobial Resistance, a UN body made up of politicians and experts.

Global leadership on this issue is needed more than ever – it is now time to begin the work to achieve the goals that world leaders agreed on at last autumn’s high-level meeting on antimicrobial resistance, but also to push ahead with other issues where agreement was not possible,” says Minister of Social Affairs Jakob Forssmed. 

    The GLG includes world leaders and experts from across sectors working together to accelerate political action on antimicrobial resistance. The GLG was established in 2020 under the United Nations and meets quarterly. The Group is also supported by four UN organisations: the Food and Agriculture Organisation of the United Nations, the United Nations Environment Programme, the World Health Organization and the World Organisation for Animal Health.

    Jakob Forssmed has been a GLG member since February 2023.

    Antimicrobial resistance

    In brief, antimicrobial resistance (AMR) means that infectious agents (bacteria, viruses, parasites and fungi) develop resistance to treatment. In particular, bacteria that are resistant to antibiotics are a growing threat to health and food production worldwide. Just like other bacteria, resistant bacteria can be transmitted between people, animals and food, and can spread in our environment. This means that a number of areas, including human and animal health, the environment, research, education, trade and international development cooperation need to be involved to combat AMR using a cross-sectoral, One Health approach. Resistance to antimicrobials in general, including antibiotics, is a global problem.

    Steve Reed sets out how the most sophisticated land use data ever published will support decision-making by local government, landowners, businesses and farmers

    Thanks to Tim for the introduction, and to the Royal Geographical Society for hosting us here today.

    I want to start by celebrating the work of the late Sir Dudley Stamp, President of the Royal Geographical Society from 1963 – 1966.

    In the 1930s, Sir Dudley carried out the Land Utilisation Survey of Great Britain, the first-of-its-kind nation-wide survey of how land was then being used in our country.

    He recruited the help of thousands of schoolchildren and their teachers, who embarked on a trip right around Britain to map mountains, rivers, fields, back gardens, forests, covering every piece of land across the country.

    You can see examples of these maps can be found in this room today.

    Across the survey, some maps were clearly done quickly as a pupil ran out of time, or perhaps even lost interest, others are coloured meticulously with additional notes and labels for good measure.

    Yet, whether they were rushed or done in painstaking detail, Sir Dudley’s maps are invaluable, providing a comprehensive record of how land was being used across England, Wales and Scotland.

    These maps were quickly put to use with the dawn of the Second World War, used by the local War Agricultural Committees to identify land that could maximise food production.

    Sir Dudley’s maps are a snapshot in history – a fascinating insight into how the countryside has changed over time.

    But the story of our land goes much deeper even than that.

    Our landscape embodies our lives, our culture, our celebrations, and our tragedies.

    It tells the story of farmers who have changed how they farm time and again to grow the food we need and steward our countryside, embracing mechanisation in the 20th century, automation in more recent decades, and the nature-friendly practices we’re seeing emerge today.

    Wherever you are in England, the history of our landscape is ever present. The distinctive features that make up the nation we know and love are never far away.

    Two hours from the room we’re all in right now, I could be at Stonehenge. Go the other way, I’m in the Norfolk Broads or on the beach at Margate. I can easily get to the canals of Birmingham, the uplands of the Yorkshire Dales or the sparkling white cliffs of Dover.

    This is one of England’s greatest joys. But also one of its challenges. Because England’s land area is small. To put it in perspective, France is four times bigger than England but our population is around the same.

    And there are more demands and more opportunities on our land than ever before.

    To grow the economy and deliver the change that this Government was elected to do, we must make the best use of the land around us. But we need better data and tools to inform decision making. 

    So we can grow the food to feed the nation. Build 1.5 million new homes to address the housing crisis. Construct the energy infrastructure to secure home-grown clean power. And, underpinning all these ambitions, protect and restore nature here in one of the most nature-depleted countries on Earth. 

    In the years since Sir Dudley’s work, we’ve seen subsequent land use surveys, and advances in spatial data science and earth observation means we have detailed land analysis at our fingertips, including that used by Tim in Land App, to help people plan how we use our land better.

    But, until now, there has been no clear direction set by Government on how our land could best be used across England. How to support those who make decisions about the land. How to minimise trade-offs and maximise its potential.

    Today, following Sir Dudley’s groundbreaking survey almost 100 years ago, I’m asking for your help to shape the first-ever comprehensive Land Use Framework for England.

    This will be the most sophisticated land use data and toolkit ever published in our country’s history.

    This Government has a cast-iron commitment to maintain long-term food security.

    The primary purpose of farming will always be to produce the food that feeds the nation.

    This framework will give decision makers the toolkit they need to protect our highest quality agricultural land, and make decisions about the long term future of farm businesses.

    Farming faces a rapidly changing climate. More severe flooding and droughts are damaging food production, hitting yields and hitting profits. At the same time our natural environment is in decline. Much-loved British birds and wildlife are at risk of national extinction.

    Our rivers, lakes and seas are choked by unacceptable levels of pollution.

    Some of our most treasured landscapes are in a very poor condition.

    This is the scale of the challenge we face.  And we must do more to restore our natural world while maintaining and strengthening food production. 

    That is why the Government must go further and faster to support farmers through the transition to a more sustainable way of farming.

    But there’s good news too.  That transition is already underway. Embracing innovation that will boost long-term food production. Restoring habitats and supporting once-endangered species. Doing things like planting orchards alongside cropland, or restoring and maintaining peatland.

    I know from conversations with farmers and landowners that they not only understand the need for change, they are already making change happen. 

    They know their land best, and it is only right that they lead this transition.

    We can make the most of food production, nature’s restoration and economic growth if we support farmers and landowners with better information to help them navigate their way into the future. 

    That may mean doing things differently, and I know that can be worrying, but the decision on how to manage land will and must always rest with the individual farmer or landowner.

    We will work with farmers to shape the framework and support them in making their businesses more sustainable, productive and profitable by opening up Government data so innovators like Tim can put new insights into the hands of farmers, planners and developers when taking their own decisions about the best use for their land.

    It will look at how we create the certainty that private investors need to invest in farming businesses, and consider how best to use public funding to secure the most benefits for food production and for nature.

    We are working on common sense changes that create a win-win for nature and the economy, and the Land Use Framework is a significant part of that.

    Nature is the common thread that runs through the Government’s missions. It is healthy soils and abundant pollinators that enable us to grow the food we need despite the changing climate. It’s a resilient water supply that is essential to building the homes, schools, hospitals, and datacentres that we need. And trees and vegetation that help the land hold more water and give us better protection from flooding.

    It’s the biodiversity and wildlife that safeguards our ecosystems to fight off animal and plant diseases, while access to our wild landscapes and green spaces helps improve mental and physical health and reduce the burden on our NHS.

    Beyond nature and the farming sector, this Framework will unlock growth through better spatial planning.

    It will work hand in hand with our housing and our energy plans, so we can meet our ambitious housing targets and achieve Clean Power by 2030, without jeopardising food production or nature.

    This land use data will shape decision-making about where and how we build things in this country so we can grow the economy and meet the challenges of future decades.

    Major infrastructure will be built with sensitivity to our landscapes, by ensuring our strategic spatial energy plan and 10 year infrastructure strategy draw from the land use framework.

    And by linking the Framework with our spatial approach to housing, we can develop new settlements that make space for nature and allow access to our beautiful green countryside.

    This is about creating a coherent set of policies that work together, rather than against each other.

    We have taken on recommendations from Henry Dimbleby’s Food Strategy, the Food Farming and Countryside Commission, a House of Lords Committee, and a range of other voices – many who I see in front of me in this room, to consult on a Land Use Framework for England.

    Starting a national conversation on the vast opportunities for how we use land in this country.  

    It won’t tell anyone what to do with their land, it will help them take better decisions shaped by the life experiences of farmers, landowners and planners.

    Using the most sophisticated land use data ever published, we will boost food production, protect the best agricultural land, restore our natural world and drive economic growth.

    This is not a set of rules. This is providing better data and information to make sure the farming transition that is already happening is fair and just.

    Ensuring the evidence gathered here will also feed into the wider reform that we are delivering through our Farming Roadmap and Food Strategy.

    So just as Sir Dudley asked schoolteachers and their pupils for help all those years ago, I am asking for your help.

    I won’t be giving out mapping sheets and testing your colouring skills you’ll be pleased to hear.

    But I do want to hear your views and draw from your expertise on what a Land Use Framework for England should look like and – importantly – how we get there.

    Today we are launching a 12-week consultation, that will be supported by workshops and roundtables around the country.

    Bringing together farmers, landowners, businesses, planners – everyone involved in how we use our land.

    We’ll be asking for your views on a future vision for the land, what our policies on land use need to include, and what you need to realise that vision.

    Tell us how can we change the way our spatial data is presented and shared so it’s more valuable in decision making and can be used to drive economic growth.

    Tell us where the skills gaps are, and what skills we need to transition our land.

    Tell us how we can best help landowners, land managers and communities understand and prepare for the challenges of climate change,

    Or support farmers to make land-use changes while boosting food production.

    If we get that right, the prize is huge.

    We can have a multifunctional landscape that delivers economic growth and puts money back in the pockets of hardworking people.

    Where farmers continue to produce the food we need, working with nature and maximising the potential of their land to strengthen food security in the face of climate change and geopolitical shocks. 

    We can have healthy ecosystems, abundant habitats and species, clean waterways and beautiful countryside for everyone to enjoy.

    We can have families living in well-designed homes, with green spaces, amenities and protection from flooding.

    We can lower energy bills and increase national energy security by generating more homegrown, clean energy.

    This is about shaping the future England we want to see.

    The consultation may be just 12 weeks – but the conversation will be ongoing.

    Just as it has throughout history, our landscape will continue to change – and we will work with you so that the Land Use Framework evolves to reflect this. 

    Our landscape is shaped by those who’ve lived and worked it for generations.

    This is England’s next chapter. We are the authors. Let’s write it together.

    HONOLULU – The Hawai‘i Department of Agriculture (HDOA), Market Analysis and News Branch (MANB) has released data on retail egg prices in Honolulu, comparing prices between December 2021 and 2024.

    The data indicates that between 2021 and 2024, the price for a dozen locally produced eggs rose by 28.4% from $6.91 to $8.87 while the price of imported mainland eggs increased by 51.8% from $5.50 to $8.35. The increase in the price of mainland eggs can be mainly attributed to the highly pathogenic avian influenza (HPAI) which has impacted egg production across the continental U.S.

    The data collected between 2023 and 2024 show that local egg prices rose by 2.7% while mainland eggs prices rose by 6.2%.

    “The increase in local production of eggs has been closing the price gap with imported mainland eggs,” said Sharon Hurd, chairperson of the Hawai‘i Board of Agriculture. “The avian influenza outbreak on the mainland is another example of why food security in Hawai‘i is so important. Supporting local farmers and ranchers helps to ensure our food supply.”

    While HPAI was detected in two locations on O‘ahu in early November 2024, no further detections of the virus have been confirmed and no Hawai‘i egg production facilities have been involved. Hawai‘i was the last state in the nation to detect HPAI and the likely route of transmission is migratory birds via the Pacific flyway. HDOA continues to work with the local poultry industry to keep HPAI from infecting flocks.

    The path around the South West’s glorious coastline is further enhanced thanks to improvements to the Marsland Mouth to Newquay section in Cornwall.

    Walking the coast path from Pentire Point towards Polzeath

    These works form part of a national programme to create a coastal path around the whole of England. Once completed this will be the longest managed coastal walking route in the world and the UK’s longest National Trail.

    Stretching from Marsland Mouth on the North Cornwall coast down to Newquay, some 75 miles in total, the path follows the route of the existing South West Coast Path (SWCP) National Trail, beginning at the border with Devon and stretching to the railway station in Newquay.

    For anyone walking the path, there is plenty to see, with towns and villages such as Bude, Boscastle, Tintagel, Port Isaac, Polzeath, Padstow and Mawgan Porth.  Plus, the path passes by the historic highlights of Crackington Haven, Tintagel Castle, the Rumps at Pentire with its Bronze age burial mounds, the Camel Estuary (including the ferry), Trevose Head and its lighthouse and Bedruthan Steps.  In addition, there are glorious sandy beaches to stop off throughout the route.

    Making the path line up with the sea

    In establishing the new trail, Natural England has sought to improve the alignment of the SWCP where possible or move it closer to the sea. For example, at Penhalt Cliff it has been taken off road on to farmland, improving safety for walkers and drivers. For the first time wider coastal access rights on foot have been established between the trail and the sea, including cliff tops and beaches.  

    It also brings legal provision for the trail to ‘roll back’ in response to coastal erosion, thereby securing people’s rights into the future and protecting the investment being made now. You will still encounter steep climbs and descents as well as gently undulating walking along the cliff tops.

    Andrea Ayres, Deputy Area Director for Natural England said:

    This improved stretch of path takes in some of the best views in the South West and much-loved places that have been attracting visitors for many years.

    With the improvements to the path and the additional access rights, we hope it will continue to give people the chance to get out and enjoy nature, as well as continue to bring visitors to the county, since tourism is so vital to the local economy.

    While much of Cornwall’s 300-mile section of the South West Coast Path is owned by private landowners and organisations, the path is managed by Cornwall Council. The council and Cormac have worked to deliver the improvements on this stretch.

    Martyn Alvey, Cornwall Council cabinet portfolio holder for environment, said:

    The South West Coast Path is a wonderful asset popular with local residents and visitors alike, but by its very nature, is susceptible to the elements and coastal erosion.

    This funding has meant we have been able to make significant improvements to the path in Cornwall, bringing forward many projects which may otherwise have been many years away from happening.

    We’ve been able to move inland sections closer to the coast, improve surfacing and drainage, repair paths and realign hazardous sections. It is fantastic to see completion of the Marsland Mouth to Newquay section and I’m sure it will be enjoyed by all for many years to come.

    The King Charles III England Coast Path creates new open access rights around the coast to help connect people to nature. It also gives us new powers to manage the National Trail in the face of coastal erosion, helping us continue to improve the South West Coast Path as one of the world’s great trails.

    What is the King Charles III England Coast Path?

    The King Charles III England Coast Path (KCIIIECP) is a National Trail around the entire coast of England. Existing coastal national trails and other regional walks make up parts of the KCIIIECP and this newly improved stretch of the South West Coast Path forms part of the KCIIIECP.

    You can plan your walk on the KCIIIECP, which follows the enhanced route of the SWCP between Marsland Mouth to Newquay, by visiting the KCIIIECP or the South West Coast Path pages of the National Trails website.

    Background

    The Marine and Coastal Access Act 2009 places a duty on the Secretary of State and Natural England to secure a long-distance walking trail around the open coast of England, together with public access rights to a wider area of land along the way for people to enjoy. 

    Natural England is working at pace to ensure completion of the KCIIIECP. By the end of 2024 it had opened 1,400 miles. Subject to resources we expect to complete the KCIIIECP by spring 2026.

    To plan their visit walkers can access route maps of all opened sections of the King Charles III England Coast Path and any local diversions on the National Trails website. And can check for any restrictions to access on Natural England’s Open Access maps.

    National Trails, marked by the acorn symbol, pass through spectacular scenery, support local tourism and offer a range of routes from short circular walks to long distance challenges.

    King Charles III England Coast Path: 

    We have a map showing progress to complete the King Charles III England Coast Path.

    The King Charles III England Coast Path will be our longest, National Trail, passing through some of our finest countryside, maritime and industrial heritage, coastal settlements and rural locations.

    It will also be the world’s longest managed coastal trail (i.e. the trail is maintained to National Trail standards). It will secure legal rights of public access for the first time to typical coastal land including foreshore, beaches, dunes and cliffs that lies between the trail and the sea.

    Improvements to existing access to the coastline include: 

    • a clear and continuous way-marked walking route along this part of the coast, bringing some sections of the existing coastal footpath closer to the sea and linking some places together for the first time

    • targeted adjustments to make the trail more accessible for people with reduced mobility, where reasonable

    • uniquely amongst our National Trails the KCIIIECP may be moved in response to natural coastal changes, through ‘roll back’ if the coastline erodes or slips, solving the long-standing difficulties of maintaining a continuous route along the coast – and making a true coastal path practicable

    • the legal provision for roll back is proposed to sections of the trail where a need has been foreseen but can be retrospectively applied to other parts of the route if deemed necessary

    • the route of the trail can also be altered through planning proposals and where coastal and flood defence works or habitat creation would impact on the proposed or open route of the KCIIIECP

    • we have a webpage showing progress near you to create the King Charles III England Coast path

    • we work closely with a broad range of national and regional stakeholders around the country including wildlife trusts, National Trust, RSPB, NFU, CLA, RA, OSS, Environment Agency and local authorities

    Scientists comment on the UK’s Nationally Determined Contribution (NDC) emissions target. 

    Prof Joeri Rogelj, Director of Research at the Grantham Institute – Climate Change and Environment, Imperial College London, said:

    “The UK’s new NDC sends a clear signal of the UK’s intention to reclaim international climate leadership.

    “With an 81% reduction from 1990, the NDC follows the advice of its scientific advisory committee that sketches out a fair and ambitious contribution of the UK to the Paris Agreement.

    “NDCs are pledges, however, and not policies.  Here the UK will have to step up because its current policies fall far short of what is needed to meet their current targets.”

    Dr Robin Lamboll, Research Fellow at the Centre for Environmental Policy, Grantham Institute – Climate Change and Environment, Imperial College London, said:

    “The UK’s NDC doesn’t have any nasty surprises.

    “It continues our recent trend of successfully reducing emissions, though does little to make up for our historic consumption.

    “It represents a continued plodding onwards with the job of decarbonising our economy, and while not particularly inspiring, instils some normality in the mechanics of the Paris agreement.”

  • MIL-OSI Security: Shoplifter convicted after being caught in the act by Met officers

    A man who was caught in the act during a Met Police operation to tackle shoplifting in south London has been jailed.

    Neighbourhood officers in Lambeth carried out a targeted sting at the Co-Op in Lower Marsh on Monday, 27 January after several reports of theft from the store.

    After reviewing recent crime reports, they arrived early and waited in the back office where they monitored CCTV cameras.

    At around 08:30hrs a man entered the store and began ransacking the meat chiller. He was immediately detained and arrested.

    Derick Bell, 36 (29.02.88) and of no fixed address, was charged the following day and appeared at Croydon Magistrates’ Court where he pleaded guilty to two counts of shoplifting. He was jailed for eight weeks.

    Inspector Darren Watson, from the Neighbourhood Policing Team in Lambeth, said:

    “This is an excellent example of how the Met is taking a targeted approach to tackle the type of offending that matters most to Londoners.

    “We know shoplifting has a significant impact on businesses and shop staff. It often also fuels other crime and anti-social behaviour.

    “In Lambeth alone, our enforcement activity means 11 of the 14 most prolific shoplifters in the area are currently in prison and we will continue to take action against those who cause misery in our communities.”

    Bugna woreda, Amhara region, located in Ethiopia’s North Zone, has faced significant challenges due to prolonged conflict, drought, and food insecurity. Home to over 100,000 residents, endured over a year without access to essential commodities, medical supplies, and support, leaving its population in a dire state.  The conflict’s impact was devastating, with farmers unable to access fertilizer for the 2024 farming season, exacerbating food insecurity in an area already grappling with drought.

    Recognizing the urgent need for intervention, WHO mobilized resources and personnel to support Bugna Woreda and provided PED SAM kits, IEHK kits and Trauma kits support from the Central Emergency Response Fund (CERF), the European Union (ECHO) and the United States Agency for International Development (USAID). The efforts focused on improving access to essential health and nutrition services, providing critical medical supplies, and supporting vaccination campaigns. WHO worked closely with local health authorities to strengthen the capacity of health centers and health posts, ensuring that they can better serve the community despite the challenging conditions.

    WASHINGTON, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former Chair of the Senate Budget Committee, joined every other Democratic member of the Budget Committee and Senate Democratic Leader Chuck Schumer (D-NY) in demanding that Chairman Lindsey Graham (R-SC) delay Russell Vought’s nomination to serve as Director of Office of Management and Budget (OMB) until he satisfactorily answers questions regarding his advice to the President relating to the illegal impoundment of Congressionally appropriated funds – questions that have taken on greater urgency in light of OMB’s directive “to freeze all funding for ‘Federal financial assistance programs.’”

    “While Mr. Vought stonewalled Committee members, he was already planning on halting programs that feed hungry children, heat the homes of low-income families, support farmers, and bring relief to those suffering from natural disasters. The laws Congress passes are not suggestions, and Mr. Vought willfully ignoring them harms the constituents of every Member of the Committee,” the senators wrote.

    The senators called for the Budget Committee to postpone the vote on Vought for two weeks while they get full and complete responses to questions from the nominee.

    The senators wrote, “It is simply unconscionable that the Budget Committee could vote to confirm Mr. Vought to be Director of Office of Management and Budget without getting some real answers from him about his ongoing efforts to stymie the will of Congress. Mr. Vought is a clear and present danger to Congress’s Power of the Purse; his outright refusal to discuss his plans that were already in development is a slap in the face to every Member of the Committee, Democrat and Republican alike.”

    The letter was signed by all the Democrats of the Senate Budget Committee—Ranking Member Jeff Merkley (D-OR), Patty Murray (D-WA), Ron Wyden (D-OR), Bernie Sanders (I-VT), Sheldon Whitehouse (D-RI), Mark Warner (D-VA), Tim Kaine (D-VA), Chris Van Hollen (D-MD), Ben Ray Luján (D-NM), and Alex Padilla (D-CA)—and Leader Schumer.

    Dear Senator Graham:

    During the Budget Committee’s hearing on Wednesday, January 22 to examine the nomination of Russell T. Vought to serve as the Director of Office of Management and Budget, Mr. Vought was repeatedly evasive about whether, if confirmed, he would advise the President to impound Congressionally-appropriated funds in clear violation of Article II of the Constitution and the unambiguous text of the Impoundment Control Act of 1974.

    In written responses to questions following the hearing, Mr. Vought continued his refusal to answer direct questions about how executive orders to pause foreign aid funding, as well as funding authorized and appropriated by the Inflation Reduction Act and the Infrastructure Investment and Jobs Act, complied with the law.

    Now, less than a week after the hearing, it is clear that Mr. Vought’s non-answers were an effort to thwart the Committee from getting the truth of the Trump administration’s plan, per OMB memorandum M-25-13, to freeze all funding for “Federal financial assistance programs.” While Mr. Vought stonewalled Committee members, he was already planning on halting programs that feed hungry children, heat the homes of low-income families, support farmers, and bring relief to those suffering from natural disasters. The laws Congress passes are not suggestions, and Mr. Vought willfully ignoring them harms the constituents of every Member of the Committee.

    It is simply unconscionable that the Budget Committee could vote to confirm Mr. Vought to be Director of Office of Management and Budget without getting some real answers from him about his ongoing efforts to stymie the will of Congress. Mr. Vought is a clear and present danger to Congress’s Power of the Purse; his outright refusal to discuss his plans that were already in development is a slap in the face to every Member of the Committee, Democrat and Republican alike.

    For those reasons, we request that the business meeting to consider Mr. Vought’s nomination, currently scheduled for Thursday, January 30, be postponed for two weeks so the Committee may get full responses to the questions Mr. Vought has thus far refused to answer.

Grassley discussed the importance of lowering prescription drug prices, holding pharmacy benefit managers accountable, bolstering rural health care, answering congressional oversight and more.

    “I’ve been working to hold Pharmacy Benefit Managers (PBMs) accountable in order to lower prescription drug costs. I expect you to work with us to hold PBMs accountable and ask for your support for legislation that’s before Congress.”  
    Prescription Drug Pricing: 
    “Senator Durbin and I have been trying to get a bill passed that requires price disclosures on TV ads for prescription drugs. Knowing what something costs before buying it is just common sense. President Trump tried to do this by regulation in his first term and Vice President Vance cosponsored our bill last Congress. I ask you to support my bill, or if you can do it by regulation, do it by regulation.”
    Rural Health Care: 
    The previous administration dragged its feet in opening up slots for the Rural Community Hospital demonstration program. It also ignored concerns from rural pharmacies when implementing changes to Medicare Part D and ignored rural needs when it comes to distributing physician residency slots. I expect you to prioritize rural Americans’ health care needs.”
    Agriculture: 
    “In our meeting earlier this month, we talked at length about agriculture. You prefaced the conversation by saying you will not have jurisdiction over those issues. I expect you to leave agricultural practices regulations to the proper agencies, and for the most part that’s USDA and EPA.”
    Dietary Guidelines: 
    “I’ve sent letters to the Secretaries of Agriculture and HHS requesting they provide information regarding conflicts of interest on the Dietary Guidelines Advisory Committee to increase transparency. I expect you to provide Congress with confidential financial disclosures from the Advisory Committee before finalizing the Dietary Guidelines, so we know that nobody has a vested interest in it.”
    HHS Office of Refugee Resettlement Oversight (ORR): 
    “Last year, I expanded my investigation into HHS’s Office of Refugee Resettlement. I wrote to two dozen contractors and grantees whose job it is to place unaccompanied children with sponsors. In many cases, children have been placed with improperly vetted sponsors, placing them at risk of trafficking. The Biden administration’s HHS directed these taxpayer-funded contractors and grantees to not respond to my inquiry. This is obstruction by the executive branch. 
    “I expect you to produce to me the records and data I’ve requested and instruct HHS contractors to fully cooperate as well. I also expect HHS to not retaliate against any whistleblowers, including those who identify ORR’s failures in vetting sponsors of unaccompanied [children].”

    ON THE OVER-PRESCRIPTION OF MEDICATION:
    TUBERVILLE:
     “Thank you, Mr. Chairman. Thank you, Mr. Kennedy, for being here. Being a few months older than me, I’m going to be respectful to my elders. [laughs] […]

    Thank you for bringing light to what this is all about. It’s about the health in our country. There might have been a half a dozen people in [here for the hearing of] the last Health and Human Services nominee—nobody was interested. A lawyer who worked from home in California—didn’t do a damn thing in terms of what we needed when COVID was in full steam.

    So, thank you. Thank you for getting our young people involved. My two boys, 28 and 30, a year ago or so were gonna vote for you for President of the United States. You know why? Because you’re trying to save their group of people from the chemicals and the things that we have in our food. They’re fired up about it. And you brought light to that. And thank God you’ve done that. You brought importance to what we’re doing.

    You know, I coached for 40 years. In the last four or five years I coached, I’d never seen the run on drugs our young people are being given by doctors across this country. We have an attention deficit problem in this country. When you and I were growing up, our parents didn’t use a drug, they used a belt and whipped our butts, you know, and told us to sit down. Nowadays, we give them Adderall and Ritalin like candy across college campuses and high school campuses. Mr. Kennedy, what are we gonna do about that?”

    RFK JR: “Today, 15% of American kids are on Adderall. And there’s clearly a major problem with over-prescription, not just with our children, with our entire population. We have 4.2% of the world’s population, and we take fifty percent of the pharmaceutical drugs. And there’s a recent study by Peter Gotzsche, who is one of the founders of the Cochrane Collaboration that showed that prescription drugs are now the third largest cause of death in our country after cardiac arrest or colon cancer. We’re not getting healthier. Americans are getting less and less healthy. 70% of pharmaceutical profits will globally come from our country, which has 4.2% of the world’s population. We’re the only country that allows full-scale pharmaceutical ads on TV. And we’re all being told that you can eat anything you want, you can smoke anything you want, you can do anything you want and there’ll be a drug to fix you in the end. And it is not a good formula. And our kids are getting sicker and sicker. They’re not getting better. Nobody here—all the people here who are defending this current system and defending these pharmaceutical industry profits—many of whom are taking huge amounts of money from the pharmaceutical industry, millions of dollars for many of these senators. And none of that is making our country healthier. It’s making us sicker. We need to get rid of these conflicts. We need good science, and we need good leadership. [I’m] able to stand up to these big industries and not bend over for them.”

    ON VACCINES:

    TUBERVILLE: “And you brought to light the vaccines over the last couple of years. I’ll have my first granddaughter here in a couple of weeks, and my son and his wife have done their research about vaccines. And she’s not going to be a pin cushion. We’re not going to allow that to happen. But you brought that up, as you and I talked about with vaccines—let’s empower scientists to do their job. You know, don’t just do something for the pharmaceutical companies. So, I appreciate you doing that.”

    ON FOOD INGREDIENTS:
    TUBERVILLE:
     “One other thing is—you and I talked about Red Dye No. 3. It just happens that you and I talked about that and a few days later, in this room, we had the FDA director. And I asked him, why don’t we use Red Dye Three in our cosmetics, [but] use it in our food? Yet we don’t use it [in] cosmetics because it causes cancer. What the heck is going on? Well, a few weeks later because of that, [the Biden administration] dropped it. So, tell me about dyes and things that you’re concerned about. I [hear more] about that than anything.”

    RFK JR: “We have 10,000 ingredients in our food in this country because the FDA employs a standard called the GRAS standard. And it looks at any new chemical as innocent until proven guilty. Europe, they have 400 ingredients in their foods. Kellogg’s makes fruit loops for the United States alone. It is loaded with a red dye, blue, a yellow dye, and many, many other ingredients. They make the same product for Canada [with] all vegetable dyes. And for Europe, if you eat a McDonald’s French fry in this country, it has 11 ingredients. You eat the same product in Europe, it has three. We are allowing these companies because [of] their influence over this body, over our regulatory agencies, to mass poison American children. And that’s wrong. It needs to end, and I believe I’m the one person who’s able to end it.”

    BACKGROUND:

    As Alabama’s voice on the Senate Health, Education, Labor and Pensions (HELP) Committee and a co-founder of the Senate “Make America Healthy Again” Caucus, Senator Tuberville is a strong supporter of President Trump’s nomination of RFK Jr. to lead the U.S. Department of Health and Human Services.     “Mr. President,

    I’d like to start by thanking Leader Thune for President Trump’s cabinet nominees so far. President Trump is on the verge of having his full team. We’ve confirmed Pete Hegseth, Kristi Noem, Scott Bessent and many others who are doing an outstanding job implementing President Trump’s America First agenda, but there are more critical nominees that President Trump still needs to confirm. This includes Robert Kennedy, Kash Patel, and Tulsi Gabbard, along with a few others.

    I’ve gotten the chance to meet with each of these nominees. I’ve been very impressed. They are all outstanding choices and should be confirmed to President Trump’s cabinet as soon as possible. 

    First, I’d like to express my complete and total support for Robert F. Kennedy’s nomination to be the next Secretary of Health and Human Services. You know, last November, we saw millions of Americans, especially young Americans, flock to the MAGA movement after Bobby Kennedy endorsed President Trump.

    Both my sons, 28 and 30, Tucker and Troy, were huge fans of RFK and I know there’re just millions of young people who RFK [has] brought to the table and into the fold, opening our eyes towards something they had never really been involved in, and that’s the health of their generation and all generations across the country.

    As we know, Bobby started [the] Make America Healthy Again movement, known as MAHA, which eventually joined forces with President Trump. MAHA isn’t just a political slogan. It’s not just a political slogan. It’s a movement. That has swept our Nation. For the first time, important issues like the effectiveness of vaccines, the dangers of prescription medicines, and the chemicals in our food and household products are part of our national political [discourse], as it should be. And it’s all because of the work of Robert F. Kennedy Jr. 

    You know, before entering the arena, Bobby spent four decades, environmental law, and in healthcare policies, specializing in issues like water pollution, vaccines, and food safety. Four decades. He is an accomplished attorney who attended Harvard, the London School of Economics, and the University of Virginia. And he’s authored multiple best-selling books that I would suggest anybody, that’s concerned about the health of our country, should read.

    Throughout his career, he has committed to discovering the truth about what is causing the chronic disease epidemic in America today. And his presidential campaign exposed the fact that we have a serious, a very serious public health crisis facing our country today and in the future. 

    For example, in his hearing yesterday, Bobby Kennedy laid out that over seventy percent of adults and one third of our children are overweight or obese. The rate of diabetes is ten times more prevalent today than it was in 1960. Cancer among our young people is rising by one or two percent every year. Auto immune diseases, neurodevelopmental disorders, and addiction cases are hugely on the rise. Depression and anxiety rates are absolutely through the roof. Meanwhile, more Americans are reliant on pharmaceutical drugs than ever before.

    I saw that in my formal life of being a coach of players years ago, very few on any kind of drug such as Adderall or Ritalin for attention deficit. But the last few years, it was a huge uptick in prescription drugs and many, many young people across the country. These findings are alarming, and they should, and they had better shock, all of us. 

    Thank God, Bobby has dedicated his life to getting to the bottom of what’s causing these trends. As he did in his hearing yesterday, Bobby is an expert on the health issues facing our country and has the facts, the data, and the evidence to prove it. And he will bring his commitment to evidence-based science, transparency to our national health agencies. And it’s simple: Americans want access to all the facts so they can decide what’s best for themselves and for their families. Bobby is committed to giving Americans the information that they need to be informed and make informed decisions.

    Recently, I’ve seen the mainstream media, and some politicians attempt to smear Bobby Kennedy as anti-vax, anti-industry, or an enemy of food producers. All of this couldn’t be further from the truth. It’s just a political attack. We’ve even heard from prominent Republicans like former -Vice President Mike Pence who is running ads on TV criticizing Bobby Kennedy for not being sufficiently pro-life.

    Bobby addressed this himself yesterday. He believes every abortion is a tragedy, and he will work with President Trump to implement his pro-life policies. These attacks are nothing more than dishonest attempts by the DC establishment to tank his nomination. We’ve seen that in the last couple of weeks on all nominees.

    Sure. Bobby Kennedy may not be the typical pick for the job, but the American people don’t want a typical pick. The one we picked four years ago for President Biden was a lawyer, lived in California, and very seldom came to Washington D.C., worked from home. We got nothing done in health and human services.

    They gave us a mandate in November, 77 million people, to deliver Trump, President Trump’s agenda. And that includes Making America Healthy Again. As far as I’m concerned, Bobby is not part of being the healthcare establishment class. That’s a really good thing. We don’t need that. Look where it’s got us. The pharmaceutical industry and industrial food complex won’t be running the show anymore when Bobby Kennedy is confirmed. Instead, he will restore our health agencies to the gold standard of [scientific] research and explore [holistic] healthcare alternatives as part of our efforts to end chronic disease epidemics across this country.

    Ultimately, this will lower cost for Americans and ease the burden on our entire healthcare system, which is being overrun by all of the conditions that we have popping up today. With the many public health crisis we’re facing as a country, we have no time to waste. Hope my colleagues will join me in supporting Bobby for HHS Secretary and help President Trump Make America Healthy Again.

    Our next nominee, I’d like to turn to Kash Patel.

    He is on the Hill today going through his confirmation hearings. Kash is President Trump’s pick to be the FBI Director, who testified in front of the Senate all morning long. Kash is an excellent choice, and he has my full support. 

    It’s clear to the American people that the culture at the top of our top police agency in this country, the FBI, is rotten. It’s rotten to the core. We have some good people. But the people in charge have made devastating decisions against a lot of people across this country. It is far past time to clean house at the FBI.

    Over the last four years, we’ve seen the Bureau become politicized and weaponized. The Biden administration turned the FBI into the ‘fake bureau of investigation.’ The scales of justice were never fair and balanced under the last administration. Christopher Ray, the director, went after parents at school boards [and] pro-lifers. He went after Catholics. He went after grandmas who peacefully protested right outside this building on January the sixth. He went to their homes and arrested them. Not to mention the unprecedented raid on President Trump’s home in Mar-a-Lago, Florida.

    What we’ve seen unfold at our nation’s premiere law enforcement agency over the last four years is a complete and absolute disgrace to the American people and to our Constitution.

    Not only has the public’s trust in [the] FBI been completely eroded, it’s been a disservice to all the great men and women in the FBI, who commit every day to defending the Constitution and protecting us as American citizens. It’s going to take a lot of hard work to right this ship. Trust has to be put back into the FBI. Kash Patel is the right man to do [the] job.

    He’s qualified and has an impressive resume. He served in several national security and intelligence roles, as [a] federal prosecutor, and as a public defender. Not only is Kash qualified, but he also has the courage and the resolve needed to restore our faith in the FBI. Despite the media’s lies, Kash won’t have his enemies list when he takes a job, unlike the Biden administration. If crimes are committed, he will open an investigation, follow facts wherever they lead. No bias, no partiality. 

    Kash will bring back truth and transparency, uphold the rule of law and the Constitution, and protect Americans against its enemies, foreign, and domestic. He will ensure that the government works for the American people and not the other way around.

    Let’s confirm Kash quickly and give President Trump an important component of his national security team. I look forward to supporting Kash Patel, and I hope my Republican colleagues will do the same. 

    Finally, we need to confirm Tulsi Gabbard to be our next Director of National Intelligence. Like Kash, Tulsi will play a critical role on President Trump’s national security team.

    She just had her hearing in front of the Senate Intel Committee this morning. Her hearing only further confirmed to me that Tulsi is the perfect candidate for the DNI role. She is a decorated lieutenant colonel, over twenty years of service in the military. Tulsi served in combat in the Iraq War and is currently active in [the reserves]. She has a top security clearance, having passed five background checks to receive it.

    Tulsi served in Congress for eight years, where she sat on the Homeland Security, Armed Services, and Foreign Relations Committee. And as a member of Congress, she consistently participated in high-level intelligence briefings. [As] she has displayed throughout her entire career in the military and as an elected official, Tulsi will bring a fearless spirit to the DNI role.

    I have to tell you my meeting with Tulsi is one of the most impressive meetings I’ve had since I’ve been in this office going on five years. [Her] knowledge and expertise is unmatched. I have no doubt she will keep our country secure while protecting the Constitution and the constitutional rights of all Americans. She will help us return to peace through strength and put an end to Americans costly foreign wars.

    The attacks on her, questioning her loyalty to the United States are absolutely disgusting. It’s insulting. Tulsi has devoted her entire life to serving this country, [in] the military, and in public service.

    To the Senators criticizing Tulsi for not fitting the typical mold of a DNI director, [it] might just be a good thing. Have the last several years shown us that the status quo is working? No. I don’t think so. And I don’t think the American people think so either, and they’re the ones that count.

    Tulsi brings a fresh perspective to the job in the America that we all want and deserve. We do not need another James Clapper. Like the FBI, we’ve seen our intelligence community weaponized to target opponents of the regime. The IC conspired to take down President Trump in 2016 and 2020. And maybe most recently [in] the election a couple months ago.

    For that reason, I think Tulsi is exactly the change agent we need leading our intelligence community. Like Bobby Kennedy, Tulsi switched her party affiliation because she saw the status quo as a threat to the American people and our constitutional rights. As Director of National Intelligence, Tulsi will check her politics at the door just like she’s done the last twenty years serving in our military.

    She will come to DNI without any bias. She will fix our broken intelligence community, and folks, it is broken. I look forward to confirming Tulsi to DNI.

    ON ARMY PILOT TRAINING PROGRAMS:

    TUBERVILLE: “Thank you, Mr. Chairman. Mr. Driscoll, thanks for being here. Thanks for your service. I wanna echo the thoughts about what’s happened last night here [in] our home territory is devastating. […] Fort Novosel in my state of Alabama, you know, we train all the vertical lift Army pilots, as you well know. […] I wanna get your thoughts on what you think about the new curriculum for a flight school that the Army has proposed. This affects all the pilots in the Army. And I wanna get your commitment continuing an open dialogue about the Army’s intent on how best to leverage existing resources. We’re cutting back on sorties. We’re not putting money in training like we used to—like we need to do. We’re undertrained in some areas. So, I’d like to get your thoughts on the curriculum and your thoughts about the future of vertical lift, especially with the new vertical lift that the Army is purchasing for the future fights that we might have.”

    DRISCOLL: “Senator, to your comment on what occurred last night, I think we’re all collectively gonna have to take a deep dive and figure out what occurred there. The early indicators from what I’ve seen on television—I have no other access to information—is that it might have been a training exercise gone wrong that had catastrophic outcomes. And so, we’re going to have to work together to make sure that never occurs again or at least to mitigate the odds that it could ever occur again. And then specifically the future of vertical flight—if you look at the contested airspace with our peer China and what we will have to do. Our vertical assets are going to have to be able to get further and faster with lower signature than they do today. That being said, if you look at FARA, the current push for the Army, it is early in its development, it is incredibly expensive, and we are likely going to have to work with the Black Hawk’s and the Chinook’s and the assets that we have today. And so, if confirmed, I would wanna get briefed on this and do a deep dive with the team to figure out how are we going to position ourselves and what training do we need for the next one day to five years until we can get to a better state.”

    ON MILCON DELAYS:

    TUBERVILLE: “Thank you. I want to discuss an issue that affects many of our installations, including mine in Huntsville, [Alabama] at Redstone, Arsenal. The issue is military construction—MILCON as we know it—we need to move fast, and the traditional military construction process is far too slow. Back at Redstone Arsenal, there are two warehouses as we speak being constructed, one for military by the [Army] Corps of Engineers and one by the FBI. These warehouses are roughly the same […], but the FBI has got a huge amount of bells and whistles, more than the military warehouse. The military warehouse is going to cost almost $56 million and it’s going to take 48 months—four years—to build this. Where the FBI facility is going to cost $40 million and [should take] take only basically a year and a half. We [have] got a problem. Okay? How on earth does this make any sense? The Army is currently running a repair by replacement pilot program that is being tested at a couple of installations to demolish older barracks and replace them with new modern facilities. The key part of this program is that it is using operations and maintenance dollars versus traditional MILCON dollars. Are you familiar with this?”

    DRISCOLL: “Senator, I had the opportunity to talk with you about in your office. Yeah—and this is the type of thing that makes my blood boil on behalf of soldiers. The Army has a limited budget to begin with. We have to be good stewards of the American taxpayer’s dollars. And when we are not, it is both the taxpayer and the soldier—and these soldiers are my friends—it is my friends that live in these barracks and raise their families there. And we need to stretch these dollars as far as we can.”

    ON MILITARY RECRUITING:

    TUBERVILLE: “Yeah. And the other small point I want to bring up, we’ve talked about recruiting. I won’t get into that. The new recruit in the army makes $25,000 a year before taxes. We just gave [them] a raise, but we can’t expect to attract the best and the brightest young men and women in the military unless we do something else […]. I know we give them a lot of perks at the end of the day, but we have got to understand [that] $25,000 [is not enough]. I mean, most of them can make that in two months’ time in some kind of big tech [job] or whatever. So, just keep that in mind as you get into recruiting. We have got to start taking care of these young men and women if we’re gonna build the fighting force that we need. Thank you.”

    Mr. President, I come to the floor this evening to join my colleagues to express my deep concerns about the Trump Administration’s extreme decision to take away services that millions of families and small businesses rely on.  
    This is a decision that does not lower costs, that does not create jobs, that does not enhance public safety or keep our communities safe. It’s a decision that actually will hurt people in my state of New Hampshire and too many across the country who rely on services that are now in jeopardy.     
    On Monday night, more than 2,600 federal programs were ordered to cease activities with less than 24 hours’ notice. They were given little guidance on how this should be carried out, and in every state across the country, confusion and panic among too many people followed.    
    Since that order, I have heard from countless Granite Staters who are worried about what this means for them and their families–from healthcare providers to nonprofit organizations to so many who are doing essential, lifesaving work.  
    Many of these organizations are waiting on promised funding for projects that they have already completed, funding that they went through the process, that they were guaranteed they were going to get these awards, and now they are in jeopardy.    
    The Trump Administration claims it wants to lower costs for folks. Well, let me be clear: this unprecedented decision does nothing to bring down the price of food, the price of housing, the price of childcare, the price of medications, or other lifesaving needs that families have.  
    So what we saw this afternoon is that the Administration tried to walk back their order; they rescinded the memo. But sadly, uncertainty and confusion remains, because the White House says that they rescinded the memo but the freeze wasn’t rescinded.   So like a lot of people in New Hampshire, I’m concerned, and I’m frustrated. In my state and across much of the country, there is an affordable housing crisis. Because of the Administration’s actions, housing organizations across New Hampshire are not able to use federal funds.  
    I heard from the Executive Director of the housing authority in the city of Rochester. They said they have 170 families who are at risk of being homeless if they can’t get their operating funding–and that is just one housing authority.    
    Despite what the Administration said about rental assistance not being affected, at no point yesterday did the Department of Housing and Urban Development say that this money would continue to be available. Housing funding that keeps all of these families and hundreds more across New Hampshire in their homes is at risk of being cut off.    
    Yesterday, we also heard from the mortgage bankers association. They were asking for clarity because they couldn’t be sure if they could help families complete the purchases of their homes.   
    The person we talked to said: “Americans are going to the closing table tomorrow and  deserve to know that their loan will close on their home purchase. Without this clear assurance that the federal government will ensure new loans or pay claims under these programs, there will be severe harm to borrowers and disruption to the mortgage market.”   Well, HUD gave that clarity for single-family mortgage insurance but not for multifamily properties, such as apartment buildings. That affects 20 percent of the multifamily housing construction across the country. Let me just say that again. It affects 20 percent of the multifamily housing construction that is happening right now. We are talking about 130,000 apartments nationally that are jeopardized by this administration’s actions.  
    Our housing shortage is much of why the most recent point-in-time count for homelessness found it up 18 percent across the country. We have far too many people in this country who don’t have a roof over their heads, and that is especially dangerous during these winter months.  
    Meanwhile, even though 2 weeks ago New Hampshire nonprofits and state and local governments were awarded more than $14 million to help shelter people and support them, today, they couldn’t access that money. That means they won’t have the funding they need for rent or to get reimbursed for supportive services.    
    And I want to be clear: even after a judge stayed the order, my constituents still cannot access their funding. The presiding officer is a former governor. He knows what that means. People in our states can’t get the housing that they are counting on. If they can’t get their funding, that means more people are forced to live in their cars, on the streets. It means more people can’t get the help they need with substance use disorders or in finding work. It means more people are stuck without permanent housing. These are veterans; they are families; they are victims of domestic violence. They are all placed at risk because of this order.  
    I heard from one constituent who has a mortgage from the U.S. Department of Agriculture. She has owned her home for 20 years now. She is almost at the point where she has paid off that mortgage, but without the mortgage assistance that she gets from the USDA, she is worried that she might lose her home entirely.    
    Another of my constituents, Kathleen, lives in housing for seniors. She has debilitating medical issues that make it hard for her to leave her home. She gets all of her food from a local food bank. She called my office because she is worried, if this funding stops, she will be on the street, and she doesn’t know where her meals are going to come from.    
    That’s what this order and these cuts are threatening–leaving seniors without a roof over their heads, not knowing where their next meal is going to come from.    
    It is not just in housing that people are concerned. The effects on communities are significant. The chaos of this order is hurting communities that have been promised funding for improvements they have made to their water infrastructure, to their energy use, and even to city parks.     
    We heard from the town of Conway, which is in the heart of the Mt. Washington valley in the white mountains. With help from the environmental protection agency, Conway has fixed an aging sewer pipe, their sewer main, to keep sewage from leaking into the groundwater.    
    New Hampshire is really good at working at the local, state, and federal level to address critical infrastructure. This week, Conway received word that, at least for now, they can’t get paid, thanks to this order from the Trump Administration. Conway has already done the work, they have already paid the contractors, and as of today, they are waiting for reimbursement of about $400,000 from the federal government. That is a big deal for a town in a rural area that has fewer than 10,000 people. It affects their tax base. If the federal government doesn’t come through with the money that has been promised, then taxpayers in Conway are going to have to make up that difference.    
    It is unacceptable for the administration to suggest that it won’t pay this bill, leaving families on the hook for unaffordable rate hikes.    
    I have also heard from one town administrator who is not yet sure how broad the scope of the administration’s order is and how it is going to affect their ongoing wastewater infrastructure project that is using a mix of federal and non-federal funds.    
    Their pump station relies on tarps to keep out the elements. The structure and equipment that keep the sewer system functioning face imminent failure. Without the federal funding–which, just to be clear again, has already been committed–there is no way this town can complete this project. That the whims of an unconfirmed budget director can create this degree of uncertainty is maddening.    
    I have heard from Kristen Murphy, who is with the town of Exeter. She is very concerned about the pause and the impact it will have on energy efficiency funding.    
    The energy efficiency community block grant program was poised to host a presentation in February for resident-owned manufactured housing on funding opportunities for energy efficiency. That is particularly important for those people who live in manufactured housing. And I did when my husband and I were in graduate school. We lived in what we called a mobile home; now it is manufactured housing. I know how challenging it is to keep them heated and warm and comfortable for the people who live there.    
    As Kristen pointed out, support for these manufactured housing communities is essential because a greater percentage of their annual income goes to home heating costs than it does for most people.    
    The Administration’s actions also threaten other projects in Exeter, like a landfill solar array that is currently under construction, improvements to critical stormwater infrastructure, and funding for a multigenerational community center.    
    There are a dozen other small towns in my state–from Gorham in the northern part of New Hampshire to Keene in the west over the Connecticut River Valley along Vermont—who have made improvements to their parks and community spaces through the land and water conservation fund. These towns have matched federal funding dollar for dollar to improve quality of life in their communities, and as of today, because of the uncertainty and the way this order is being interpreted, taxpayers are left holding the bag.    
    In the area of childcare and nutrition, the chaos and confusion from the White House over the past 2 days have created significant uncertainty for early education programs, and it risks further fueling the childcare crisis.    
    Again, like housing, we have a childcare crisis in New Hampshire. The cost of childcare for the average family, if they have a toddler and an infant, is over $30,000 a year.  
    Now, fortunately, the timing of this uncertainty has not disrupted services in New Hampshire so far, but I am hearing stories of programs in other states that had to temporarily stop serving families because they were not able to access the funds they needed.    
    It is unclear what the impacts of these shifting policies will be on child care and development block grants, which working families rely on to be able to afford care for their children while parents are at work.    
    My office has heard from the Childcare Network Collaborative in New Hampshire with significant concerns that childcare providers may be prevented from accessing community development block grant funding that they have already been awarded. These funds are intended for the purchase of a building that will prevent huge rent increases for childcare providers and help fuel an expansion of childcare in the rural parts of northern New Hampshire.    
    Childcare programs are also concerned about the potential impacts on other federal programs that the families they serve rely on. For example, while the Administration eventually said yesterday that SNAP payments wouldn’t be affected, programs are finding it hard to reassure families about whether they will actually get their monthly payments on time given the disruptions that we have already seen to programs that were not supposed to be affected according to the Administration’s own words. So more chaos and uncertainty.      
    That is why so many of my constituents are telling me they simply do not trust what they are hearing from the White House.      
    Families relying on programs like SNAP for food and WIC for women, infants, and children to keep from going hungry already struggle to make their benefits last until the beginning of the next month. Any payment delays, even if it is just a few days, will cause needless suffering for hungry children. It is cruel to be putting struggling families through this unnecessary anxiety.   When it comes to law and order, the president often speaks about his commitment to law and order. In 2020, he criticized democrats who supposedly wanted to “defund” and “abolish” the police. Yet here we are with the president stopping federal funds from going to police and law enforcement agencies. Make no mistake, this stoppage could place lives and livelihoods in jeopardy.      
    I heard from Strafford County Sheriff Kathyrn Mone about how the cutoff of funds will affect them. I live in Strafford County, so I know the sheriff there very well. Strafford County was awarded a $715,000 COPS technology grant to buy much needed modern and interoperable portable and mobile radios for first responders. The U.S. Department of Justice notified the county on Monday that they are going to withhold these funds, forcing the county to place a hold on the order of new, updated radios.   Now, this may not sound like a big deal to some, but this equipment helps Strafford County first responders protect Granite Staters. If first responders can’t communicate effectively, by definition, they can’t respond to emergencies and crimes.      
    When I was governor, we had a horrible shooting in northern New Hampshire. Two state troopers, a judge, and a newspaper editor were killed. As they were trying to get the perpetrator, our state police couldn’t talk to local police, they couldn’t talk to the Vermont law enforcement, they couldn’t talk to the Canadians, and they couldn’t talk to Maine–all of whom were involved in trying to catch the perpetrator–because they didn’t have the communication, the radios they needed to keep people safe.      
    In the same vein, the town of Newington on the Seacoast was awarded $80,000 to replace 20-year-old radios and technology that can’t communicate with modern equipment. The town was on the verge of submitting its invoices to be reimbursed for buying this crucial public safety equipment when the trump administration stopped the flow of federal funds.      
    If they are in an emergency, like a natural disaster or a mass shooter, Newington’s police and fire departments would not be able to communicate on their current radio equipment to coordinate an effective response with federal, state, and local partners. This lack of coordination among first responders could result in Newington’s police or fire department not arriving in time to fight a fire or to rescue people in need of help. The lack of modern radio communications could result in people not getting medical care quickly enough.      
    Again, this is much needed equipment that allows officers to communicate quickly and effectively to not only protect the people they serve but to protect each other.      
    Thanks to President Trump, Newington is being forced to pause its upgrade of 20-year-old equipment.      
    It should also be noted that the White House payment freeze means that the businesses who sold Newington the radios and associated equipment are not going to get paid in a timely fashion.      
    So let’s call it what it is: stopping funds to law enforcement and first responders puts lives and businesses in jeopardy.      
    It also affects defense contractors. New Hampshire has a strong defense industrial base. We have a lot of companies that do great work to protect our men and women who are serving. The federal funding freeze is hitting those small businesses and manufacturers that rely on defense contracts to pay their workforce, which is critical to maintaining our national security.      
    For example, the New Hampshire APEX accelerators program relies on grants from the Department of Defense to help small businesses navigate federal contracting. In New Hampshire, government contracts and subcontracts totaled $4 billion last year.  
    Now, that is not just some number that helps fuel our economy. For people from big states, maybe that doesn’t sound like a lot of money in your economy, but in New Hampshire’s economy, that is a lot of money, and it is an investment in our national defense. It is a manufacturing worker’s ability to support their family. So let’s not lose sight of what and who we are talking about here.      
    The freeze blocks funding under the Defense Production Act, which expands the defense industrial base under national security emergencies. Right now, we have a lot of businesses in New Hampshire that are receiving funding under the defense production act to support their operations. These grants strengthen military readiness and capacity.      
    In the area of health, this pause will also cause real harm to healthcare providers and patients across our state. Everyone from our largest hospitals down to individual patients is reaching out to my office. They are confused, and they are scared.      
    The most immediate consequences will be felt by safety net providers like community health centers. They are vital to caring for our most vulnerable populations. Their patients are often uninsured for healthcare. Sometimes they are homeless. Some of them suffer from substance use disorders or mental illness. They rely on their community health centers just to get through the day.      
    As much as 50 percent of community health center funding comes from federal grants, and their operating margins are slim.      
    Lamprey Health Care in Newmarket, in the southern part of New Hampshire, tried and failed to draw down federal funds yesterday. They have another scheduled drawdown for early next week. This means that Lamprey has a limited number of days before the Trump Administration’s order limits the services they can provide to the community.      
    Amoskeag Health–another one of our community health centers–provides services in Manchester, our largest city. It would also suffer from a funding pause. Thirty-five percent of their funding comes from federal grants, and they only have 19 days of cash on hand, which would cover just 1 week of payroll. They are scheduled to get funding on Monday, and that is now in the lurch.      
    Federal funding to train the healthcare workforce is also being threatened. New Hampshire struggles to retain and recruit healthcare providers, and federal funding is critical to ensuring we have enough providers in rural and underserved areas. 
    Last week, Elliot Hospital–one of the largest hospitals in the largest city, in Manchester–received notice that $3 million in funding for its nursing expansion grant program was put on hold. There are currently 80 potential students enrolled in this program. The program is designed to address the acute nursing workforce shortage by attracting local applicants in the greater Manchester community. The funding freeze now puts that effort in jeopardy.   And Coos County Family Health, the northernmost county in New Hampshire, up along the Canadian border, is another community health center where access to healthcare can be extremely limited. Patients frequently have to drive hours to get access to some of the most basic services.      
    Coos County Family Health received a planning grant through the Health Resources and Services Administration, HRSA, to establish a rural medical residency program. Just this week, they received their accreditation, which is so exciting. They were so excited. And now the process begins to recruit and retain future doctors. The sole purpose of this program is to train health providers in Coos County, an area that struggles to attract talent. When we train these doctors in rural areas, they are more likely to stay after residency and become core members of the community. Any other week, this would be great news: more doctors to treat patients in need. But, today, their future funding through HRSA is at risk, thanks to the uncertainty created by these executive orders.      
    Training doctors to treat sick or injured patients shouldn’t be a controversial issue, but according to this administration, it is.    
    Coos County Family Health also uses federal funding to support the victims of domestic violence that come into their practice. Specialized staff offer the victims counseling and support services–things like access to shelter. The staff connects victims with law enforcement and even offers prevention programs in local schools. Without federal funding, they will be forced to lay off these staff members.      
    I don’t know, does the Administration think that domestic violence survivors are unworthy of our support? Does this administration believe that causing chaos is more important than protecting our most vulnerable? Maybe this is what President Trump meant when he said he   wanted disrupters. I don’t believe this is what the public wanted.      
    Mental health programs are also at risk. New Hampshire’s suicide rate is higher than the national average, and we need every available resource to help address this issue.      
    Northern Human Services and the National Alliance on Mental Illness use funding from the Garrett Lee Smith Suicide Prevention Grant to provide afterschool support to youth experiencing suicidal ideation or those who have recently attempted suicide. We are literally talking about taking away services from children who are thinking about committing suicide. I heard from the folks at NAMI, the New Hampshire Alliance on Mental Illness. They almost in tears when they talked about what was going to happen if they couldn’t serve these kids who need help.      
    And there is also navigating recovery, offering around-the-clock substance use disorder services in the city of Laconia. They are a small nonprofit, and they make use of every dollar they get by offering 24/7 support for individuals that have just overdosed, and that includes literally going into the hospital to be with the patient as they recover. They offer wrap-around services like connecting individuals to housing, job opportunities, and childcare so they can find stability as they go through recovery.      
    53 percent of Navigating recovery’s funding comes from federal sources, including the State Opioid Response Grant Program. I have worked for years to get dollars to the state under that SOR program, including last year when New Hampshire was awarded nearly $30 million.      
    And I have to say, in the first term of the Trump Administration, President Trump was very supportive of these dollars. We worked with his administration to get additional funding to address the fact that New Hampshire was one of the hardest hit states. So I don’t know why, suddenly, they are willing to put that funding at risk by this freeze, because it has done more to prevent fatal overdoses and support recovery services than any other federal program. Navigating recovery uses those dollars on the ground. Without it, they would only have weeks before they start laying off staff and stop offering services.      
    Despite what this administration claims, it is the individuals who will pay the price of this uncertainty and chaos. This spending freeze is yet another example of the Administration ignoring how their policies affect individuals’ peace of mind, the livelihoods and the health of Americans at risk.      
    And then we are seeing broader attacks by the Office of Management and Budget on federal employees. The Trump Administration didn’t stop at ripping funding away from vulnerable Americans this week. While much of the public’s focus has been held by that order, they have continued their relentless attack on federal employees.      
    Over 2 million civil servants working in thousands of essential fields–from healthcare to law enforcement to national security–who keep our country running, are under attack. And listen, I think we need to be more efficient and more effective, and we may have people who are not doing their jobs the way we want them to, but what this order has done is created confusion over the spending freeze–the hiring freeze instituted by the President’s executive order.      
    The Administration claims this is temporary, but thousands of Americans who had job offers on the table saw those offers revoked–even those who were ready to fill some of our most urgent vacancies, like at the VA. Even though the Department of Veterans Affairs said it would not apply this hiring freeze to many VA positions dedicated to providing veterans’ healthcare and benefits, many crucial programs that veterans depend on will not be able to hire staff to serve our veterans.      
    For example, the VA will not be hiring caseworkers who help veterans get into permanent housing and related support. They won’t be able to hire the personnel that literally keep the lights on and buildings running, such as fire protection, housekeeping, plumbing, boiler plant operation, laundry services, and other essential roles.      
    And we should remember that, year after year, the VA has had challenges in addressing these critical gaps. Last year, the VA reported almost 3,000 severe occupational staffing shortages. But that didn’t stop this administration from pulling every pending job offer the day they took office. And while some have been reinstated, others are still in limbo. In just one example, VA employees at a facility focused on research and care for veterans with late-stage cancer were told their jobs were under review and they may be terminated altogether.   Now, I know everybody in this chamber believes that we have made a commitment to those who have served this country in uniform, and we don’t want to fail our veterans when they return home and enter civilian life. So how does this firing of people who take care of them help us fulfill that commitment?      
    And then, if we want to talk about jobs that keep Americans safe, let’s talk about keeping planes from falling out of the sky or colliding on runways. I worked closely with the National Air Traffic Control Union and the FAA’s collaborative resource working group to adopt a new staffing model in last year’s FAA reauthorization bill.      
    We have a significant number of air traffic controllers in New Hampshire. They do a great job of keeping people in the flying public safe as they enter North America, all the way down to New York, in some of the most congested airspaces in the country. Now, the FAA made good progress in hiring last year as a result. They are still more than 3,500 controllers, however, short of their staffing target, and the controllers we do have work 6-day weeks, 10-hour days on a good week. They are exhausted; they are overworked; and they face severe mental health challenges as a result.      
    The FAA estimated that 10 percent of the federal air traffic controller workforce would depart last year as a result of these conditions. And despite this, these air traffic controllers still haven’t been told conclusively whether or not air traffic controllers are exempt from the hiring freeze.      
    Now, if preventing us from filling shortages and taking care of some of our most vulnerable wasn’t enough, OMB is actively trying to get rid of the civil servants we do have. This week, millions of federal employees received emails offering to pay their salaries for the rest of the fiscal year in exchange for resigning now–and that included every single air traffic controller in the country.      
    Now, you might be asking yourselves why, when we are short more than 3,500 air traffic controllers, did we offer to pay the ones we have not to work? Well, like the hiring freeze, this order is an irresponsible, reckless, nontargeted effort that could have devastating consequences for critical positions.      
    What’s more, they are trying to convince us that this will save money, making it clear that even if we lose thousands of employees with no plans to replace them, we will be better off.      
    Well, that is bad news for tourism in New Hampshire, for those who work closely with U.S. Forest service personnel and depend on sound management of the White Mountain National Forest, and it is bad news for people who value clean air and clean water.      
    This message was also sent to more than 780,000 civilian employees who work for the department of defense. In New Hampshire, we have almost 8,000 civilians who work at the Portsmouth Naval Shipyard that we share with the state of Maine. There are four public shipyards in the United States. Our employees in Portsmouth have the best on-time, on-budget record of any of the public shipyards. These employees contribute to the maintenance of our nuclear submarines, an essential tenet of our national security and a crucial capability to deter major conflict. Any impact to their workforce will strain a shipbuilding industrial base that is already saturated with demand to meet the requirements of our navy.  
    The bottom line: if the shipyard can’t get boats to the fleet on time, our nation is less safe.      
    The freeze on federal assistance also affects critical programs that support men and women in uniform, including DOD’s financial assistance and grant programs that support servicemembers and their families.  
    This administration has said repeatedly that it wants to “restore the warrior ethos” at the Pentagon. I don’t know about you, but slashing our defense workforce doesn’t help me sleep any better at night. I don’t think that restores the warrior ethos.      
    So in conclusion–I see my other colleagues here, and I know they are waiting to speak–the actions this week have only created confusion, chaos, and stress. That is the best-case scenario, if it ends right now. But if not, if the Trump Administration and Elon Musk get their way and cut these programs, working Americans will be the ones to suffer the most.      
    The need for housing, sewers, and childcare doesn’t go away when this administration says they don’t want to pay the bills. These costs just get pushed down to towns and end up coming out of people’s paychecks. It ends up being paid on the backs of our local taxpayers.      
    Now, again, the Administration tried to walk this back by rescinding Monday’s memo, but then they added confusion by claiming that the underlying funding freeze was still in place. And they are unable to answer basic questions about who and what will be affected.      
    Maybe it is just me and the hundreds of Granite Staters whom I have heard from, but if you are going to stop all the critical funding that helps seniors, children, and families across this country, you need a better answer than we’re hearing from this White House.      
    Instead, what we heard during the white house briefing–when asked one of these basic questions, Americans were told: we’ll check on that and get back to you.      
    So to Granite Staters who have called my office in distress, wondering what this far-reaching, unprecedented move means for their lives and their livelihoods: don’t worry. The White House is going to get back to you.      
    That’s outrageous–and this, despite not one but two federal judges who have ordered the White House to stop holding these funds. The Administration has made it clear that they intend to move forward with vague, irresponsible executive orders that jeopardize billions in infrastructure, energy, healthcare, workforce, and educational investments.      
    Hard-working families, businesses, and nonprofits have been calling my office asking for clarity, and this administration hasn’t been willing to provide any.      
    Common sense calls for all of us to work on a bipartisan basis to help our constituents to put an end to the chaos and uncertainty that has been created by this administration in only its second week. 
    I hope we can do that.

    On Monday, the Trump administration’s Office of Management and Budget (OMB) announced a sweeping executive order pausing almost all forms of federal assistance to states, nonprofits, non-governmental organizations and more. Senator Shaheen immediately condemned the move and emphasized the impact it will have on communities. The full list that agencies were directed to review encompasses over 2,600 assistance programs, including Supplemental Nutrition Assistance (SNAP), Women, Infants and Children (WIC), community health centers, the Community Development Block Grant (CDBG), transportation and highway funding, energy assistance programs, water infrastructure funding, State Opioid Targeted Response grants, GI Bill, veteran compensation for service connected disabilities, Section 8 vouchers, school breakfast and lunch, Title I education grants, Temporary Assistance for Needy Families (TANF) and Head Start.

The bipartisan bill would help prevent youth opioid use and overdoses by establishing a new grant program that allows current or former Drug-Free Communities (DFC) coalitions to partner with schools to provide resources educating students about the dangers of synthetic opioids. 
    “Our bipartisan bill will help save lives by educating students and young people across the country about the dangers of synthetic opioids,” said Shaheen. “We’ve made progress in recent years to stem the substance use epidemic, but there’s more we can and should do to ensure kids know just how deadly opioids can be. Our bipartisan Keeping Drugs Out of Schools Act would help do just that.”

    The Keeping Drugs Out of Schools Act would authorize $7 million per year for five years for a new grant program eligible to DFC grantees and other qualifying DFCs. The bipartisan bill allows DFC grantees to apply for additional funding to partner with schools to plan, implement and evaluate comprehensive school-based substance use prevention programing.   
    Shaheen has spearheaded crucial legislation and funding to stem the opioid epidemic, including through her leadership on the pivotal U.S. Senate Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies, which funds the U.S. Department of Justice. Shaheen has also worked to increase access to substance use treatment in New Hampshire. Last year, Shaheen led the state’s congressional delegation in fighting for $29,880,604 in State Opioid Response (SOR) grants directed to New Hampshire. Shaheen fought to secure this investment in the government funding legislation for Fiscal Year (FY) 2024 that was signed into law. Additionally, the Shaheen-led State Opioid Response Grant Authorization Act increased funding and provided critical flexibilities for states administering SOR spending. In recent years, Shaheen successfully pushed the Department of Health and Human Services to maintain SOR funding levels for New Hampshire and avoid significant cliffs in funding year-over-year. Shaheen’s efforts have led to a more than tenfold increase in federal treatment and prevention funding for New Hampshire.

  • MIL-OSI Submissions: CH4 Global to open the world’s first EcoPark to grow Asparagopsis to reduce methane emissions from cows TODAY

    Production begins at CH4 Global’s first full-scale EcoPark

    ADELAIDE, Australia – January 30, 2024 – CH4 Global, Inc., will today officially open phase one of its first full-scale EcoPark, where it has begun to grow and process Asparagopsis in 10 large-scale cultivation ponds with a combined capacity of 2 million litres – capable of producing 80 metric tonnes of the seaweed each year.

    Over the next year, the facility will expand to 100 ponds capable of producing enough Asparagopsis to serve 45,000 cattle per day – a significant step toward meeting demand from CH4 Global’s existing commercial partners in Australia and beyond. With additional investment, the facility could eventually expand to 500 ponds capable of serving hundreds of thousands of cattle per day.

    Built at Louth Bay, 23km south of Port Lincoln on Eyre Peninsula, the EcoPark consists of research and development facilities, a seedling hatchery, patented in-land growth ponds, and harvesting and drying technologies to convert Asparagopsis into CH4 Global’s Methane Tamer products – allowing end-to-end production.

    The EcoPark will sustainably grow methane-reducing Asparagopsis at scale. Asparagopsis, which is a red seaweed native to South Australia, drastically reduces methane emissions from cows by up to 90 per cent.

    CH4 Global founder and Chief Executive Dr Steve Meller said the EcoPark was the first commercial facility of its kind, enabling the scalable propagation of Asparagopsis to meet the needs of feedlots under contract. CH4 Global’s system delivers consistent, high-quality production at a fraction of the cost, enabling profitability throughout the value chain without government subsidies.

    With its proprietary pond-based system, CH4 Global aims to reduce production costs by up to 90 per cent compared to conventional tank-based methods, enabling rapid scaling while positioning CH4 Global to deliver its feed supplement at a price point that ensures profitability throughout the agricultural value chain.

    “The EcoPark allows us to now grow Asparagopsis at-scale, providing more Methane Tamer to the feedlots and farmers we are already working with, and to meet the needs of the increasing number of organisations contacting us to help them change the feeding habits of their cows as we start bending the climate curve,” Dr Meller said.

    “We are well and truly working towards eliminating one billion metric tons of carbon dioxide equivalent emissions and reaching 150 million cattle by 2030 through our local and international partnerships with feedlots and farmers, and it’s fantastic to see beef from these cows hitting shelves in Australia and heading overseas.”

    Dr Meller said the Louth Bay EcoPark was an essential step on the climate journey and would be positive for the Eyre Peninsula community and economy.

    CH4 Global has committed to preventing the creation of one gigatonne of CO2 emissions by 2032.

    To do so, CH4 Global needs to reach 150 million cattle —10 per cent of the world’s total.“Along with supporting farmers in South Australia, Queensland and overseas to reduce emissions, we’re working closely with the Eyre Peninsula community by having worked with local contractors to build the EcoPark, sourcing local materials and providing regional jobs.”

    CH4 Global has also been working with First Nations communities across South Australia, including with the planting of native species and on a land management plan, and providing a gathering space on-site.

    CH4 Global has implemented a sustainable design framework for Louth Bay and future EcoParks, guiding the use and management of energy and natural resources, waste and GHG emissions, and efficient use of eco-friendly materials.

    As part of its sustainable design framework, CH4 Global has remediated the 14ha site and will be responsible for 13km of beach. Remediation has included removing 5,000 tonnes of concrete tanks – crushed and recycled; 11.76 tonnes of HDPE to be recycled in Adelaide, 10 tonnes of plastic aquaculture trays and other plastic equipment for filtering water and other purposes, which have been rehomed and reused within the community; and sent five tonnes of steel to recycling.

  • MIL-OSI New Zealand: Pair get $25,000 fine and 300 hours community work over illegal slaughter and sales of pigs

    An Auckland woman has been fined $25,245 and an Auckland man has been ordered to do 300 hours’ community work for the illegal slaughter and sales of pigs.

    Following a successful investigation and prosecution by New Zealand Food Safety, Suli Rachael Rejoice Adimim (43) and Bruce Baru Luke Vunipola (38) were both sentenced in the Papakura District Court on 29 January on 7 charges under the Animal Products Act, and one charge under the Animal Welfare Act.

    “This so-called homekill business was not registered as required under the Animal Products Act, meaning they were operating without a risk management programme,” says New Zealand Food Safety deputy director general, Vincent Arbuckle.

    “By failing to do this, they avoided meeting vital checks and balances in our food safety system that are there to keep consumers safe.

    “While someone buying one of these pigs may have considered it a great deal, their health was potentially put at risk because of the pair’s illegal behaviour.”

    Following a complaint from a member of the public in July 2022 – concerning the welfare of pigs on a farm and claims they had seen farmers killing and selling pigs – an animal welfare inspector visited the property and spoke with Mr Vunipola. They observed butchering facilities and a whiteboard with the names of customers and details on pigs sold. This visit led to a wider investigation, which included a covert food safety investigator buying a live pig that would be killed on site for $310 cash in October 2022.

    In November 2022, Mr Vunipola was served a Notice of Direction under the Animal Products Act prohibiting him from operating as a homekill provider as he did not have a registered risk management programme. He was provided education and information on how to operate legally, which he acknowledged understanding.

    However, food safety investigators found the illegal slaughter and selling of pigs continued when another covert investigator was offered a pig for sale in November by Mr Vunipola’s associate, Ms Adimim, for which the food safety investigator paid $220 cash. Ms Adimim was served the same Notice of Direction as Mr Vunipola, but investigators found the sales continued, and charges were laid against the pair.

    “This was an organised operation. During the period of investigation, it was found they illegally sold 222 pigs and 4 sheep, for which they earned nearly $60,000,” says Mr Arbuckle.

    “The majority of operators in New Zealand follow the rules and understand the importance of doing so to keep consumers safe.

    “When we find evidence of people deliberately flouting the law, we take action and there are consequences as we’ve seen from the court’s response.”

    Federated Farmers welcomes Resources and Regional Development Minister Shane Jones’ efforts to hold banks accountable when they stray from their core function – lending money.
    Jones is spearheading a member’s bill seeking to ensure financial institutions focus on their legal and social responsibility to provide credit rather than engaging in selective lending based on ideology.
    “We’re right behind that. Banks exist to lend, not to lecture,” Federated Farmers banking spokesperson Richard McIntyre says.
    “It’s the job of elected governments to determine which businesses are lawful -not a handful of banking executives imposing their own moral compass.
    “Yet we’re seeing banks decline credit to legal businesses simply because they don’t align with corporate PR strategies.”
    One threat identified by Federated Farmers is to petrol stations, a vital lifeline for rural communities and isolated parts of New Zealand.
    Internal BNZ documents provided to Federated Farmers in late 2024 clearly state there is to be no new lending to petrol stations, and all existing debt needs to be repaid by 2030.
    “If banks are unwilling to provide lending to pay for things like upgrades, expansion or compliance, petrol stations will just disappear,” McIntyre says.
    “It’s ideologically driven nonsense. Do they not think farmers and rural communities will still need petrol in five years?
    “If a business is lawful, creditworthy, and can service a loan, then why should it be blacklisted by bank officials who jetted off to Glasgow together to sign an agreement on joint lending criteria?”
    Banks hold a social licence, and with that comes an obligation to serve their customers fairly, not to dictate how they should run their businesses, McIntyre says.
    Federated Farmers has been at the forefront of the fight against banking overreach in recent years.
    The farming advocacy group has led the charge for a government inquiry into banking competition, and has been working with Ministers to push for a review of bank capital requirements that penalise the agriculture sector.
    The federation also laid a complaint late last year with the Commerce Commission about the Net Zero Banking Alliance and its potential anti-competitive behaviour.
    “We continue to monitor and put pressure on banks to be fair to their customers, and we’re pleased to support Minister Jones’ proposal.
    “Banks should focus on banking, so farmers can focus on farming.
    “We expect this Bill to include provisions ensuring lending decisions are based on financial criteria rather than emissions targets,” McIntyre says.
    “Federated Farmers will continue to advocate for rural businesses and fair access to credit, so banking policies support the economy rather than ideology.”

    The Government has launched a consultation on a new approach to Land Use empowering decision makers with the toolkit to protect the most productive agricultural land and boost food security.

    • New sophisticated data on how land is used will underpin the Government’s Plan for Change, supporting economic growth through building 1.5 million homes and delivering critical infrastructure, securing clean power, protecting farmland and restoring the natural world.     

    • The consultation will seek views from farmers, landowners, businesses and nature groups across the length and breadth of the country.      

    The Government is today (Friday 31 January) launching a consultation on a new strategic approach to managing land use in England to give decision makers the data they need to protect our most productive agricultural land, boosting Britain’s food security in a time of global uncertainty and a changing climate.   

    This will support the Government’s missions under the Plan for Change, including delivering new housebuilding, energy infrastructure and new towns.    

    Using the most sophisticated land use data ever published, the Land Use Framework will provide the principles, advanced data and tools to support decision-making by local government, landowners, businesses, farmers, and nature groups to make the most of our land. This will help deliver the different objectives we have for England’s finite land, including growing food, building 1.5 million homes this parliament, and restoring nature.      

    As part of a national conversation, there will be workshops across the country, bringing farmers and landowners to the table, to put the insights of the people who manage our landscapes at the centre of our work to develop a final Land Use Framework.     
         
    Protecting UK food security and pursuing our mission for economic growth go hand-in-hand – with the highest quality agricultural land already protected for food production whilst kickstarting the economy by building new housing and rolling out renewable energy to make the UK a clean energy superpower.     

    Local planning will benefit from data outlined in the Land Use Framework, combined with the energy and housing spatial plans and a new food strategy. This will ensure we build 1.5 million new homes over five years, a generation of new towns, and the energy infrastructure needed to achieve Clean Power by 2030, while protecting food security and our natural world.    

    Speaking at the launch at the Royal Geographical Society, the Secretary of State for the Environment Steve Reed will set out how we will protect farmland and unlock growth.   

    He is expected to say:    

    Today is the start of a national conversation to transform how we use land in this country. It’s time for policy to leave the chambers of Westminster and reflect the actual lived experiences of farmers, landowners and planners on the ground.    

    Using the most sophisticated land use data ever published, we will transform how we use our land to deliver on our Plan for Change. That means enabling the protection of prime agricultural land, restore our natural world and drive economic growth.   

    This framework will not tell people what to do.    

    It is about working together to pool our knowledge and resources, to give local and national government, landowners, businesses, farmers and nature groups the data and tools they need to take informed actions that are best for them, best for the land, and best for the country.

    Speaking about farmland, he will go on to say:    

    This Government has a cast-iron commitment to maintain long-term food production.

    The primary purpose of farming will always be to produce food that feeds the nation.

    This framework will give decision makers the toolkit they need to protect our highest quality agricultural land.

    This vision for land is one in which we guarantee our long-term food security and future-proof our farm businesses, support new housebuilding and energy infrastructure, and reduce conflicts that hold up development by creating land with multiple benefits – supporting economic growth on the limited land we have available.       

    The Framework will help farm businesses to maximise the potential of multiple uses of land, supporting long-term food production capacity and unlocking opportunities for businesses to drive private finance into the sector. It will support the need to incentivise multi-functional land use that includes food production.     

    We will also consult on how data can be used in some planning decisions to improve the resilience of our food system to flooding risk. 

    Deputy Prime Minister and Housing Secretary, Angela Rayner said:

    Today marks an important step forward in our journey to build the 1.5 million new homes that we desperately need.   

    This new approach will make better use of our land and grasp the opportunities to deliver new homes and infrastructure in the areas most in need, achieving win-win results for both development and the environment.          

    Our Plan for Change is going even further to dismantle the barriers holding back growth, so we can raise living standards, get more families onto the property ladder, and deliver a better future for our children and grandchildren.

    The Land Use Framework can help ensure all new development is wilder by design, expanding space for our wildlife to recover, and building nature into the heart of development. The test will be whether the final framework can actually influence the thousands of daily decisions that matter for nature, from big strategic development plans and Local Plans, right down to individual choices from chicken sheds to targeted incentives for nature-friendly farming.

    There’s never been a proper plan for managing the competing demands on land and the way that land is given over for development, for biofuels or for food production is haphazard at best. 

    The only way we’ll tackle climate change, nature loss, health problems and housing shortages is by thinking ahead about what land is used for and how it is used – because we can’t afford to solve one crisis at the expense of another.

    Done well, a Land Use Framework could provide a significant reset opportunity to meet all these challenges and deliver wins for nature recovery, the economy, a nature-friendly food supply and green energy.

  • MIL-OSI: Middlefield Announces Approval of Proposed Changes to Reduce ESG Limitations for Two ETFs

    TORONTO, Jan. 30, 2025 (GLOBE NEWSWIRE) — Middlefield Limited (the “Manager”), the manager of Middlefield Sustainable Global Dividend ETF (TSX:MDIV) and Middlefield Sustainable Infrastructure Dividend ETF (TSX:MINF) (collectively, the “Funds”), is pleased to announce that at the Special Meetings held on January 30, 2025, unitholders voted unanimously in favour of the proposed changes to the Funds. These changes include revising the names, investment objectives, and strategies of the Funds to de-emphasize the environmental, sustainability, and governance (“ESG”) factors associated with the Funds. While the Funds will continue to consider ESG criteria when selecting issuers for their portfolios, they will no longer prioritize these factors over others such as valuation, growth projections, and the quality and track record of the management team. The Manager believes these changes will broaden the investment universe of the Funds, potentially leading to better returns for investors. The Funds will file a Prospectus by April 10, 2025, at which point each of the Funds will revise their name as shown below. There will be no change to the ticker symbols of the Funds.

Recent research from Morningstar has shown that more funds are removing rather than adding ESG mandates from their investment practices. On March 7, 2024, the Canadian Securities Administrators introduced three categories of ESG-Related Funds: ESG Objective Funds, ESG Strategy Funds, and ESG Limited Consideration Funds.   • MIL-OSI Australia: Review of the Compensation Scheme of Last Resort

    The Albanese Government is directing the Treasury to undertake a comprehensive review of the Compensation Scheme of Last Resort (CSLR) to ensure victims of financial misconduct have a sustainable avenue for redress.

    This is all about ensuring the scheme remains sustainable into the future for consumers and for the industry.

    Taking care of consumers is the focus of the scheme, it’s the focus of the Albanese Government and it will be the focus of this review.

    At the same time, Australians need access to affordable high quality financial advice.

    The advice industry was abandoned and decimated by the former Coalition government as the number of advisers has fallen from 28,000 in January 2019 to less than 16,000 today. This raised costs on advisers and the cost of advice for Australians.

    The government has taken action to rebuild the financial advice industry. In our first 12 months, we introduced legislation to establish a pathway for experienced advisers to continue providing financial advice, which has retained over 4,000 advisers that could otherwise have exited the industry.

    We are also undertaking the most significant reform to the financial advice laws in over a decade through our Delivering Better Financial Outcomes package which will cut red tape, reform statements of advice and help advisers use their professional judgment to better support clients.

    As recommended by the Ramsay Review, the CSLR is fully funded by industry.

    New data from the operator of the CSLR shows that industry will have to provide $78 million to compensate victims in 2025–26, largely as a result of the liquidation of financial advisory firm United Global Capital Pty Ltd.

    Ensuring the scheme is sustainably funded will be an important focus of the review.

    The government legislated the CSLR in 2023, after the former government failed to take action despite the scheme being a recommendation of the 2017 Ramsay Review and the Banking Royal Commission.

    The CSLR ensures victims can access some compensation in circumstances of genuine last resort where misconduct has occurred in the provision of personal financial advice, credit intermediation, securities dealing and credit provision.

    While industry has provided broad support for the CSLR, it’s important that there is confidence that the scheme is meeting its objective in a way that is sustainable for both companies and consumers.

    Whether it’s our reforms to get a fair go for families and farmers at the checkout or our big and broad competition agenda to ease the cost of living for Australians, taking care of consumers is one of the Albanese Government’s highest priorities.

    We’ll continue to do everything we can to safeguard consumers and ensure all Australians have access to affordable and quality financial advice.
