  • MIL-OSI Global: Alasdair Gray: unseen artworks offer insight into a profoundly creative and original artist

    Artist, writer, playwright, illustrator – and the man who made the Oscar-winning film Poor Things possible – Alasdair Gray was one of Scotland’s great creative polymaths and eccentrics, now celebrated every year on “Gray Day” (February 25). A new exhibition at the Kelvingrove Art Gallery in Glasgow has opened to reveal a selection of nine previously unseen artworks from The Morag McAlpine Bequest.

    This is the first time works have been on display from the bequest gifted by him to Glasgow Life Museums following the death of his wife in 2014, which comprises artworks he created for her on anniversaries, birthdays and Christmas.

    A small show like this cannot fully do justice to the vibrancy and volume of Gray’s output, but these nine pieces give a broad flavour of the artist’s working style and idiosyncratic idea development.

    Gray was a graduate of Glasgow School of Art where he specialised in murals and stained glass. In addition to being a talented artist and writer, he was also a professor of creative writing at Glasgow University.

    His landmark novel Lanark: A Life in Four Books (1981), a story within a story of adolescence, with the mythical Unthank standing in for Glasgow, has been praised as a modern classic.

    His influence on the Scottish art and literary scene was a powerful one. Regarded as the father figure of the Scottish Renaissance in art and literature, Gray’s postmodern work was a merging of realism, fantasy and science fiction, interwoven with his socialist political views. This was supported by his own book illustrations and typography. He inspired many young Scottish writers, including Irvine Welsh and Iain Banks.

    Gray was also a strong Scottish nationalist. Inspired by a poem by Dennis Lee, Gray’s epigram, “Work as if you live in the early days of a better nation” was inscribed on the wall of the new Scottish Parliament building when it opened in 2004.

    His creative works are deeply embedded in the psyche of the west end of Glasgow. Several of his murals are on display there, such as the one at the top of the escalators in Hillhead subway station, the surreal collages in The Ubiquitous Chip restaurant and the extraordinary night-sky ceiling fresco in Òran Mór, a church-turned-bar. These murals are a hybrid of styles, often black and white linear illustrations filled with colour, traditional painting and printmaking techniques.

    These “new” artworks on display show different aspects, stages and details of Gray’s creative practice when designing artwork for print, such as the Tippex-infused works that allowed him to merge disparate elements of his cut-out collages.

    The highlights of the show include the original artwork for his novel Poor Things, a subversive post-modern rewrite of Mary Shelley’s Frankenstein, set in and around Glasgow, and adapted by filmmaker Yorgos Lanthimos in 2023.

    The illustration features the anti-hero Godwin Baxter hugging two smaller figures – the reanimated Bella Baxter and Archibald McCandless MD, the primary narrator of the novel. They are surrounded by anatomical illustrations of body parts and in the centre a woman’s head has been cut open revealing her brain. Gray’s illustrative style utilises bold ink outlines, watercolour washes and solid blocks of colour.

    The front cover illustration of Agnes Owen’s A Working Mother (1994) with black line work and solid acrylic colour washes, reflects Gray’s interest in everyday life and how alcohol smooths over the cracks. Hung beside it are two versions of working class figurative character sketches for People Like That (1996), in a similar style.

    A black and white illustrated jacket design for Old Negatives (1989), Gray’s four-verse sequence describing aspects of love in its “absences and reverses”, has been designed using solid blocks of black with repeating motifs engraved within them.

    Also included is a self-portrait of Gray as playwright, together with a series of 12 small black-and-white portraits of the performers of his play in Working Legs: A Play for Those Without Them (1997) performed by the Bird of Paradise Theatre Company. Set in a world of wheelchair users, those who can walk are monitored by the welfare state.

    Gray was known for illustrating friends and family as revealed in his artwork Simon Berry and Bill MacLellan, Glasgow Publishers, Jim Taylor, Australian Writer and Printer, Shelley Killen, USA artist, where are all the figures of the title are roughly drawn with pencil and ink. The solid blue background is painted in acrylic, overlaid with Gray’s inked observations of each.

    On the ground floor is what Gray called “my best big oil painting”, of a Cowcaddens streetscape in the 1950s which is by far the strongest piece on display here. Gray takes a wide-angled, almost fish-eye lens perspective to capture a famous Glasgow neighbourhood that was partially demolished and modernised in postwar development.

    St Aloysius Church in Garnethill and Speir’s Wharf at Port Dundas can still be clearly seen, connecting us to the Glasgow of the present day. Gray’s narrative-driven imagery of daily life plays out, with local characters, playing children and besuited pals going out for the evening, all framed by street lamps and tenements immersed in a dark foreboding industrialised landscape.

    Gray’s illustrations and artworks resonate not only with a celebration of Glasgow’s places, characters and life, they also give us insights into the intensely personal psyche of a creative genius. It’s a shame that more of this particular bequest could not have been displayed, but an opportunity to see these previously unseen works is most welcome.

  • MIL-OSI Global: The South African apartheid movement’s close relationship with the American right – then and now

    The allegations of a “white genocide” against Afrikaner farmers that emerged during the tense Oval Office meeting between the US president, Donald Trump, and South Africa’s president, Cyril Ramaphosa, on May 21 shocked many around the world. But it was merely the latest example of what has been a long-running obsession for Trump, which has been evident since well before he took office in January.

    In early February, Trump issued an executive order: “Addressing Egregious Actions of The Republic of South Africa”. The order included the allegation of “unjust racial discrimination” against the white Afrikaner community and recommended the establishment of an Afrikaner refugee scheme. In his meeting with Ramaphosa, Trump doubled down on US hostility to the South African government. He repeatedly claimed – and produced purported evidence of – so-called genocide against Afrikaner farmers.

    This level of hostility towards multi-racial, post-apartheid South Africa may seem to have come out of the blue. Some may think it was inspired by Trump’s close relationship, at the time at least, with South Africa-born business leader Elon Musk – who could be seen standing in the corner of the Oval Office watching the uncomfortable scene unfold. But the claim that white Afrikaners are victims of violent and vengeful black South Africans has a much longer history.

    It’s a history that goes back almost five decades. It connects white supremacy in southern Africa and the apartheid government’s international disinformation strategy with the evangelical Christian right in American politics. Some of the individuals and institutions that were vocal advocates of white-minority rule against the threat of black government in South Africa are the same people who have the Trump administration’s ear today.

    As the South African academic Nicky Falkof has observed, the claim of white victimhood is nothing new. She believes that “entire political agendas develop around the idea that white people must be protected because they face exceptional threats”.

    The apartheid years

    The idea that white South Africans face an existential threat emerged in the violent final decade of apartheid rule. It was a key narrative that the National Party government of president P.W. Botha liked to present to the outside world.

    In 2021, a former apartheid intelligence officer named Paul Erasmus published his autobiography detailing his work for Stratcom, the apartheid government’s international covert communications and intelligence agency. Erasmas detailed his work in the US and, in particular, Stratcom’s close links with Republican policymakers.

    One of the primary US conservative contacts was said to be Dr Edwin Feulner, a founder and president of the Heritage Foundation. Erasmus wrote that Feulner, who was a foreign policy advisor to Ronald Reagan in the 1980s, was “already well positioned to serve Stratcom the kind of high-level advice that we needed to temper growing international affection for the ANC as the first ruling party of a democratic South Africa”.

    The Conversation approached Dr Feulner through the Heritage Foundation to seek his comments on specifically whether he had any past association with the apartheid-era government in South Africa and received no reply on the matter. But in 1986, during Feulner’s presidency of the Heritage Foundation, it published a report presenting alleging “close links between the ANC [African National Congresss] and the communists and the way in which the communists exploit the ANC to manipulate Western opinion”.

    This history is key to understanding Trump Oval Office meeting with the South African president. The Heritage Foundation continues to have close links with Afrikaner nationalists. And it is well known that the foundation is central to Trump’s governing strategy, having published its Project 2025 on which much of this administration’s policy is based.

    The South African media outlet, the Daily Maverick, has investigated links between the self-defined Afrikaner minority rights movement, Afriforum, the Heritage Foundation and the Republican Party. Since Trump was first inaugurated in 2017, Afriforum representatives – including CEO Kallie Kriel and his deputy Dr Ernst Roets – have made several visits to Washington, most recently in February 2025, to speak with senior representatives of the Trump administration and representatives of the Heritage Foundation. For some time, Afriforum has claimed there is a white genocide against Afrikaner farmers.

    When asked directly about its relationship with Afriforum, a Heritage Foundation spokesperson denied any particularly close links between the two organisations, saying: “We meet with hundreds of individuals and groups every year.” He pointed to the Heritage Foundation’s recent round table and stressed the foundations’s “well-documented and long-running effort to work with leaders from across Africa”.

    Trump began to tweet about the killing of farmers in South Africa in 2018 and is very opposed to South Africa’s recently passed Expropriation Act. This act allows for the expropriation of land without compensation, but only if it is “just and equitable and in the public interest” to do so.

    In May 2024, the Heritage Foundation called for the cancellation of US aid to South Africa. It accused the ANC government of supporting Hamas and not aligning “with American values”.

    Religious links

    America’s evangelical Christian community was a strong supporter of the apartheid regime in South Africa. This is a key constituency of Trump’s electoral base. The historian Augusta Dell’Omo has documented the South African government lobbying of US televangelists such as Pat Robertson – an outspoken supporter of apartheid South Africa. As Dell’Omo argues, Christian evangelicals were not just vexed by threats to apartheid in South Africa. They were drawing a “direct link between the causes of Black grievances in the US and South Africa and a global threat to conservative and religious values”.

    There is not just an historical – but also an ideological – link between Trump’s attitudes to farm killings and land expropriation in South Africa and his vehement opposition to diversity, equality and inclusion (DEI) programmes in the US. This white grievance politics continues to consider South Africa as a symbol of the overthrow of white privilege and the disorder that multiculturalism and black-led government ostensibly creates.

    As academic Nicky Falkof has argued in The Conversation: “The architecture of white supremacy depends on the idea that white people are extraordinary victims. This is the driving notion beneath the great replacement theory, a far-right conspiracy theory claiming that Jews and non-white foreigners are plotting to ‘replace’ whites.”

    Trump’s accusations against the current government in South Africa have their roots in the murky international disinformation campaigns of apartheid’s final years and the willing cooperation of key actors on the right of US politics and society. That white-supremacist politics from the past would continue to have currency in today’s White House is shocking. It should be opposed by all who support a democratic, multiracial and prosperous South Africa.

  • MIL-OSI USA: Travel Advisory: Temporary Closure of Maple Valley Road Bridge in Coventry Scheduled to Begin July 7

    Beginning, Monday morning, July 7, the Rhode Island Department of Transportation (RIDOT) is scheduled to temporarily close the Maple Valley Road Bridge in Coventry. During its closure, RIDOT will use accelerated bridge construction methods to replace the structure, reopening it by the end of this year.

    The closure only affects the portion of Maple Valley Road between Route 117 (Flat River Road) and Town Farm Road in the central Coventry area. Local traffic will be permitted on either side of the closed bridge. During the closure, RIDOT will sign recommended detour routes using Franklin Road for those approaching from the west, and Town Farm Road for those approaching from the east. A detour map is available at www.ridot.net/DetourMaps.

    The replacement of the Maple Valley Road Bridge is part of a $12.9 million project to address this bridge and two others, one on Cahoone Road and another on Nicholas Road, both in western Coventry. All three bridges are structurally deficient. While RIDOT expects to reopen the Maple Valley Road Bridge by the end of this year, the entire bridge project concludes in spring 2027.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings and weather.

  • MIL-OSI USA: SBA Relief Still Available to California Small Businesses and Private Nonprofits Affected by the Chinatown Apartment Complex Fire

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding small businesses  and private nonprofit (PNP) organizations in California of the July 25, 2025 deadline to apply for low interest federal disaster loans to offset economic losses caused by the Chinatown Apartment Complex Fire occurring Sept. 13, 2024.

    The disaster declaration covers the California counties of Kern, Los Angeles, Orange, San Bernardino and Ventura.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Africa: Strengthening Communication for Better Food Safety in Senegal

    The Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Association of Journalists in Health, Population and Development (AJSPD), organized a five‑day capacity‑building workshop in Thiès (June 16–20, 2025) to train Senegalese media professionals on food safety issues. The training aimed to deepen their understanding of the key challenges, legal frameworks, technical tools, and best practices related to food safety.

    In her opening remarks, Mrs Bintia Stephen‑Tchicaya, FAO’s Acting Sub‑Regional Coordinator for West Africa, complimented AJSPD for its outstanding work in health and development journalism. “You are essential actors in building a culture of prevention and responsibility around food safety. Through your investigations, reports, and columns, you can shift mindsets, influence behaviors, and hold decision makers to account. We count on your renewed commitment to consistently include food safety in your reporting,” she said.

    Food safety remains a major challenge across Africa. According to a 2015 WHO estimation, more than 91 million people in Africa fall ill annually from foodborne illnesses, resulting in around 137 000 deaths. These alarming figures highlight the urgent need to raise public awareness and influence policymakers, professionals, and consumers alike.

    Professor Amadou Diop, Chair of the National Codex Committee in Senegal, reminded participants that the Codex Alimentarius – fully endorsed by Senegal – sets rigorous, science‑based international food safety standards. “These standards only have impact,” he said, “if they are understood, communicated, and applied – especially by media professionals. Journalists are not only messengers but educators, preventers, and mobilizers who can translate complex scientific data into accessible, actionable messages.”

    The workshop featured theoretical lectures, panel discussions, case studies, and practical field work. Journalists visited Thiès’s main transport hub to assess street food safety issues firsthand. Captain Armand Seck of the Thiès hygiene brigade reported numerous violations: cramped stalls, poor ventilation, inadequate lighting, and makeshift food stands under tarpaulins.

    Recognizing the lack of formal training among journalists on food safety, the program covered legal frameworks, international standards like Codex, microbiological, physical, and chemical hazards, surveillance systems, and safe handling practices for food preparation and sale.

    Participants proposed several recommendations to improve communication, awareness, and advocacy: fostering stronger collaboration between media, health authorities, and partners; organizing regular specialized training; publicizing safe food-handling practices; educating policymakers including parliamentarians; and creating regional professional networks.

    This workshop marks an important milestone in promoting quality information on food safety to benefit consumers in Senegal and across West Africa. It is part of the project “Strengthening capacity to respond to food safety emergencies and improving street food quality in Burkina Faso, Mali, and Senegal,” funded by the Grand Duchy of Luxembourg, with the goal of enhancing emergency response to food safety threats and improving street food hygiene standards in West Africa.

So, a number of us think there should be a Right to Repair—you buy the tractor, you should be able to repair it,” said Senator Welch. “If something goes wrong, why can’t you—when you are somebody who knows how to do things—fix it?” 
    In response to questioning, officials from the Federal Trade Commission and the Department of Justice agreed with Senator Welch on the need for a federal Right to Repair. 
    Mr. Mark Meador, Commissioner of the Federal Trade Commission (FTC), testified: “I think it’s incredibly important. And as you alluded to, the FTC has enforcement efforts in this exact area. I think it’s critical that when a consumer buys a product they can use their own labor—or that of anyone capable—to repair and maintain that product.” 
    In response to a question about right to repair, Mr. Roger Alford, Principal Deputy Assistant Attorney General of the Antitrust Division at the Department of Justice, testified: “The answer to your question is yes—right to repair is a critical argument that is important in antitrust enforcement.”

    Ms. Doha Mekki, Senior Fellow, Berkley Center for Consumer Law & Economic Justice, testified: “When I was the Principal Deputy and then Acting Assistant Attorney General in the Antitrust Division, it was our mantra in the front office: ‘Don’t mess with the farmers.’ We took the view that when big, rapacious companies abused farmers, that they needed to be prepared to meet the Justice Department on the other side…So, I think this is a wonderful idea because we know what happens when companies pivot from being sort of an industrial monopolist to a sort of big data monopolist and then are charging expensive subscriptions and service fees in order for you to just interact with the product that you thought you bought.” 

    Senator Welch: “Thank you. That’s very helpful, and I like your advice: ‘Don’t mess with the farmers.’”

    Senator Welch has led the fight to protect consumers from corporate rip-offs and combat mounting monopolies. In April, Senator Welch called out President Trump for firing Democratic members of the Federal Trade Commission and discussed the importance of a fully functioning FTC to safeguard consumers from corporate greed.

  • MIL-OSI Canada: Clearing the Way with Ditch Mowing and Hay Salvage

    The Government of Saskatchewan is reminding farmers and producers that they can salvage hay along provincial highways.

    “The hay salvage and ditch mowing program provides several benefits for Saskatchewan residents,” Highways Minister David Marit said. “The program offers a cost-effective way to keep vegetation along our highway system in check while supplying free hay to farmers and producers.”

    The program supports agricultural producers while enhancing road safety by improving visibility of signage, controlling brush and noxious weeds and ensuring safer intersections and curves by maintaining clear sightlines.

    “Programs like this provide timely, practical support for Saskatchewan producers facing pressures from weather and input costs,” Agriculture Minister Daryl Harrison said. “Access to quality hay is essential for livestock operations, and this initiative gives producers another opportunity to secure feed while making good use of roadside resources.”

    Key program dates to remember:

    • Prior to and including July 8, landowners or lessees adjacent to a highway ditch have the first option to cut or bale hay.
    • After July 8 anyone may cut or bale hay without the permission of the nearby landowner or lessee, as long as these activities are not already underway.
    • All hay bales must be removed from ditches by August 8.

    The Ministry of Highways will deliver the mowing program with the assistance of contractors and local rural municipalities. About 45,400 hectares will be mowed in 2025.

    “This initiative provides valuable support to rural producers, especially during challenging times like drought or feed shortages,” SARM President Bill Huber said. “Allowing responsible hay salvaging helps reduce waste and supports the agricultural community’s resilience. SARM encourages producers to follow safety guidelines and work collaboratively with local authorities to make the most of this resource.”

  • MIL-OSI USA: SBA Relief Still Available to Havasupai Tribe Small Businesses and Private Nonprofits Affected by Flooding

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in the Havasupai Tribe of the July 25, 2025 deadline to apply for low interest federal disaster loans to offset economic losses caused by flooding occurring Aug. 22–23, 2024.

    The disaster declaration covers the Havasupai Tribe as well as the Arizona county of Coconino.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.   • MIL-OSI USA: Cortez Masto, Rosen Secure Close to $34 Million to Support Nevada’s Rural Communities

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and Jacky Rosen (D-Nev.) announced that the Department of the Interior (DOI) has awarded $33,801,823 to Nevada counties under the Payments of Lieu of Taxes (PILT) program. PILT payments support government services – including firefighting, law enforcement, road construction, and public education – primarily in rural counties.

    “Nevada’s rural communities rely on PILT funding to complete projects and carry out critical services,” said Senator Cortez Masto. “I am pleased to announce this funding – close to a million more than last year – to ensure local governments across the Silver State can continue to deliver for families that call our rural counties home.”

    “I’m committed to making sure that Nevada receives its fair share of federal funding to help support local law enforcement, bolster public education, and fund critically-needed infrastructure repairs,” said Senator Rosen. “I’m proud to have helped secure more than $33 million in PILT funding this year to support rural communities across Nevada so they can afford essential services that benefit our state and help Nevadans succeed.”

    PILT payments are federal payments to local governments that help offset losses in property taxes due to non-taxable federal lands within those governments’ boundaries. PILT payments help local governments carry out vital services including firefighting and police protection, construction of public schools and roads, and search-and-rescue operations. The payments are made annually for tax-exempt federal lands administered by the Bureau of Land Management, the National Park Service, the U.S. Fish and Wildlife Service (all agencies of the DOI), the U.S. Forest Service (part of the U.S. Department of Agriculture), federal water projects, and some military installations. A full breakdown of the FY2025 PILT payments by county is available here.

    Senator Cortez Masto is fighting to expand the PILT program for low-population counties to secure even more funding for Nevada’s rural communities in the future. In March, she introduced the bipartisan Small County PILT Parity Act, which would allow counties with populations under 5,000 to receive increased PILT payments to create parity with larger counties where per capita funding increases as population decreases. In Nevada, five counties would qualify for increased funding under that bill: Esmeralda, Eureka, Lincoln, Mineral, and Storey.

    Senators Cortez Masto and Rosen are champions for Nevada’s rural communities, working across the aisle to deliver for families. They have also ensured rural Nevada communities have better access to federal funds and services through the Rural Partners Network. In the Bipartisan Infrastructure Law, they secured funding for rural schools and over $460 million for broadband. Cortez Masto also made sure the law included her legislation to help rural counties with internet access at local schools and streamline federal broadband funding to improve internet access for rural areas. Cortez Masto has led legislation to support key tourism and outdoor industries in every corner of Nevada through economic development.

    Twenty-five years ago, “The Perfect Storm” roared into movie theaters. The disaster flick, starring George Clooney and Mark Wahlberg, was a riveting, fictionalized account of commercial swordfishing in New England and a crew who went down in a violent storm.

    The anniversary of the film’s release, on June 30, 2000, provides an opportunity to reflect on the real-life changes to New England’s commercial fishing industry.

    Fishing was once more open to all

    In the true story behind the movie, six men lost their lives in late October 1991 when the commercial swordfishing vessel Andrea Gail disappeared in a fierce storm in the North Atlantic as it was headed home to Gloucester, Massachusetts.

    At the time, and until very recently, almost all commercial fisheries were open access, meaning there were no restrictions on who could fish.

    There were permit requirements and regulations about where, when and how you could fish, but anyone with the means to purchase a boat and associated permits, gear, bait and fuel could enter the fishery. Eight regional councils established under a 1976 federal law to manage fisheries around the U.S. determined how many fish could be harvested prior to the start of each fishing season.

    Fishing started when the season opened and continued until the catch limit was reached. In some fisheries, this resulted in a “race to the fish” or a “derby,” where vessels competed aggressively to harvest the available catch in short amounts of time. The limit could be reached in a single day, as happened in the Pacific halibut fishery in the late 1980s.

    By the 1990s, however, open access systems were coming under increased criticism from economists as concerns about overfishing rose.

    The fish catch peaked in New England in 1987 and would remain far above what the fish population could sustain for two more decades. Years of overfishing led to the collapse of fish stocks, including North Atlantic cod in 1992 and Pacific sardine in 2015.

    As populations declined, managers responded by cutting catch limits to allow more fish to survive and reproduce. Fishing seasons were shortened, as it took less time for the fleets to harvest the allowed catch. It became increasingly hard for fishermen to catch enough fish to earn a living.

    Saving fisheries changed the industry

    In the early 2000s, as these economic and environmental challenges grew, fisheries managers started limiting access. Instead of allowing anyone to fish, only vessels or individuals meeting certain eligibility requirements would have the right to fish.

    The most common method of limiting access in the U.S. is through limited entry permits, initially awarded to individuals or vessels based on previous participation or success in the fishery. Another approach is to assign individual harvest quotas or “catch shares” to permit holders, limiting how much each boat can bring in.

    In 2007, Congress amended the 1976 Magnuson-Stevens Fishery Conservation and Management Act to promote the use of limited access programs in U.S. fisheries.

    Today, limited access is common, and there are positive signs that the management change is helping achieve the law’s environmental goal of preventing overfishing. Since 2000, the populations of 50 major fishing stocks have been rebuilt, meaning they have recovered to a level that can once again support fishing.

    I’ve been following the changes as a lawyer focused on ocean and coastal issues, and I see much work still to be done.

    Forty fish stocks are currently being managed under rebuilding plans that limit catch to allow the stock to grow, including Atlantic cod, which has struggled to recover due to a complex combination of factors, including climatic changes.

    The lingering effect on communities today

    While many fish stocks have recovered, the effort came at an economic cost to many individual fishermen. The limited-access Northeast groundfish fishery, which includes Atlantic cod, haddock and flounder, shed nearly 800 crew positions between 2007 and 2015.

    The loss of jobs and revenue from fishing impacts individual family income and relationships, strains other businesses in fishing communities, and affects those communities’ overall identity and resilience, as illustrated by a recent economic snapshot of the Alaska seafood industry.

    When original limited-access permit holders leave the business – for economic, personal or other reasons – their permits are either terminated or sold to other eligible permit holders, leading to fewer active vessels in the fleet. As a result, the number of vessels fishing for groundfish has declined from 719 in 2007 to 194 in 2023, meaning fewer jobs.

    Because of their scarcity, limited-access permits can cost upward of US$500,000, which is often beyond the financial means of a small businesses or a young person seeking to enter the industry. The high prices may also lead retiring fishermen to sell their permits, as opposed to passing them along with the vessels to the next generation.

    These economic forces have significantly altered the fishing industry, leading to more corporate and investor ownership, rather than the family-owned operations that were more common in the Andrea Gail’s time.

    Similar to the experience of small family farms, fishing captains and crews are being pushed into corporate arrangements that reduce their autonomy and revenues.

    Consolidation can threaten the future of entire fleets, as New Bedford, Massachusetts, saw when Blue Harvest Fisheries, backed by a private equity firm, bought up vessels and other assets and then declared bankruptcy a few years later, leaving a smaller fleet and some local business and fishermen unpaid for their work. A company with local connections bought eight vessels from Blue Harvest along with 48 state and federal permits the company held.

    New challenges and unchanging risks

    While there are signs of recovery for New England’s fisheries, challenges continue.

    Warming water temperatures have shifted the distribution of some species, affecting where and when fish are harvested. For example, lobsters have moved north toward Canada. When vessels need to travel farther to find fish, that increases fuel and supply costs and time away from home.

    Fisheries managers will need to continue to adapt to keep New England’s fisheries healthy and productive.

    One thing that, unfortunately, hasn’t changed is the dangerous nature of the occupation. Between 2000 and 2019, 414 fishermen died in 245 disasters.

    Washington, DC – U.S. Senators Lisa Murkowski and Dan Sullivan (both R-Alaska) released the following statements following U.S. Secretary of Agriculture Brooke Rollins’ announcement that the U.S. Department of Agriculture (USDA) is beginning the process to repeal the 2001 Roadless Rule on a nationwide basis.  
    “The Roadless Rule has never fit Alaska, so I welcome this effort to rescind it,” Senator Murkowski said. “Even without the rule in place, nearly 80 percent of the Tongass National Forest will still be explicitly restricted from development. Repeal will not lead to environmental harm, but it will help open needed opportunities for renewable energy, forestry, mining, tourism, and more in areas that are almost completely under federal control. This is particularly critical for our continued efforts to build a sustainable year-round economy in Southeast Alaska.”

    Background
    The Tongass National Forest spans nearly 16.7 million acres, covering nearly all of Southeast Alaska, and is home to 32 islanded communities. Since 2001, the Roadless Rule has almost continually restricted access needed for timber, mining, tourism, recreation, and the development of renewable resources such as hydropower.
    Separate and apart from the Roadless Rule, the Tongass is well protected under existing law. Some 80 percent of the forest is already conserved in congressionally-designated wilderness, National Parks, National Monuments, or other natural setting land-use designations—meaning only a small fraction of the Tongass is available for any kind of development.
    In 2018, the Forest Service announced it would develop a state-specific Roadless Rule focused on the Tongass. The Alaska-specific rule, finalized in October 2020, exempted the Tongass from the one-size-fits-all Roadless Rule, which established sweeping prohibitions on road construction, road reconstruction, and timber harvest on inventoried roadless areas on National Forest System lands beginning in 2001. The 2020 rule came in response to a petition from the State of Alaska requesting a full exemption for the Tongass, and helped restore balanced management and reasonable economic prospects within the Tongass.
    In January 2023, the USDA Forest Service under the Biden administration finalized its repeal of the Tongass National Forest’s exemption from the 2001 Roadless Rule, against the request from the State of Alaska and data and analysis from the Trump administration that supported the 2020 exemption.

    Twenty-five years ago, “The Perfect Storm” roared into movie theaters. The disaster flick, starring George Clooney and Mark Wahlberg, was a riveting, fictionalized account of commercial swordfishing in New England and a crew who went down in a violent storm.

    The anniversary of the film’s release, on June 30, 2000, provides an opportunity to reflect on the real-life changes to New England’s commercial fishing industry.

    Fishing was once more open to all

    In the true story behind the movie, six men lost their lives in late October 1991 when the commercial swordfishing vessel Andrea Gail disappeared in a fierce storm in the North Atlantic as it was headed home to Gloucester, Massachusetts.

    At the time, and until very recently, almost all commercial fisheries were open access, meaning there were no restrictions on who could fish.

    There were permit requirements and regulations about where, when and how you could fish, but anyone with the means to purchase a boat and associated permits, gear, bait and fuel could enter the fishery. Eight regional councils established under a 1976 federal law to manage fisheries around the U.S. determined how many fish could be harvested prior to the start of each fishing season.

    Fishing started when the season opened and continued until the catch limit was reached. In some fisheries, this resulted in a “race to the fish” or a “derby,” where vessels competed aggressively to harvest the available catch in short amounts of time. The limit could be reached in a single day, as happened in the Pacific halibut fishery in the late 1980s.

    By the 1990s, however, open access systems were coming under increased criticism from economists as concerns about overfishing rose.

    The fish catch peaked in New England in 1987 and would remain far above what the fish population could sustain for two more decades. Years of overfishing led to the collapse of fish stocks, including North Atlantic cod in 1992 and Pacific sardine in 2015.

    As populations declined, managers responded by cutting catch limits to allow more fish to survive and reproduce. Fishing seasons were shortened, as it took less time for the fleets to harvest the allowed catch. It became increasingly hard for fishermen to catch enough fish to earn a living.

    Saving fisheries changed the industry

    In the early 2000s, as these economic and environmental challenges grew, fisheries managers started limiting access. Instead of allowing anyone to fish, only vessels or individuals meeting certain eligibility requirements would have the right to fish.

    The most common method of limiting access in the U.S. is through limited entry permits, initially awarded to individuals or vessels based on previous participation or success in the fishery. Another approach is to assign individual harvest quotas or “catch shares” to permit holders, limiting how much each boat can bring in.

    In 2007, Congress amended the 1976 Magnuson-Stevens Fishery Conservation and Management Act to promote the use of limited access programs in U.S. fisheries.

    Today, limited access is common, and there are positive signs that the management change is helping achieve the law’s environmental goal of preventing overfishing. Since 2000, the populations of 50 major fishing stocks have been rebuilt, meaning they have recovered to a level that can once again support fishing.

    I’ve been following the changes as a lawyer focused on ocean and coastal issues, and I see much work still to be done.

    Forty fish stocks are currently being managed under rebuilding plans that limit catch to allow the stock to grow, including Atlantic cod, which has struggled to recover due to a complex combination of factors, including climatic changes.

    The lingering effect on communities today

    While many fish stocks have recovered, the effort came at an economic cost to many individual fishermen. The limited-access Northeast groundfish fishery, which includes Atlantic cod, haddock and flounder, shed nearly 800 crew positions between 2007 and 2015.

    The loss of jobs and revenue from fishing impacts individual family income and relationships, strains other businesses in fishing communities, and affects those communities’ overall identity and resilience, as illustrated by a recent economic snapshot of the Alaska seafood industry.

    When original limited-access permit holders leave the business – for economic, personal or other reasons – their permits are either terminated or sold to other eligible permit holders, leading to fewer active vessels in the fleet. As a result, the number of vessels fishing for groundfish has declined from 719 in 2007 to 194 in 2023, meaning fewer jobs.

    Because of their scarcity, limited-access permits can cost upward of US$500,000, which is often beyond the financial means of a small businesses or a young person seeking to enter the industry. The high prices may also lead retiring fishermen to sell their permits, as opposed to passing them along with the vessels to the next generation.

    These economic forces have significantly altered the fishing industry, leading to more corporate and investor ownership, rather than the family-owned operations that were more common in the Andrea Gail’s time.

    Similar to the experience of small family farms, fishing captains and crews are being pushed into corporate arrangements that reduce their autonomy and revenues.

    Consolidation can threaten the future of entire fleets, as New Bedford, Massachusetts, saw when Blue Harvest Fisheries, backed by a private equity firm, bought up vessels and other assets and then declared bankruptcy a few years later, leaving a smaller fleet and some local business and fishermen unpaid for their work. A company with local connections bought eight vessels from Blue Harvest along with 48 state and federal permits the company held.

    New challenges and unchanging risks

    While there are signs of recovery for New England’s fisheries, challenges continue.

    Warming water temperatures have shifted the distribution of some species, affecting where and when fish are harvested. For example, lobsters have moved north toward Canada. When vessels need to travel farther to find fish, that increases fuel and supply costs and time away from home.

    Fisheries managers will need to continue to adapt to keep New England’s fisheries healthy and productive.

    One thing that, unfortunately, hasn’t changed is the dangerous nature of the occupation. Between 2000 and 2019, 414 fishermen died in 245 disasters.

  • MIL-OSI Global: Why there’s a growing backlash against plant-based diets

    People in the UK are eating too much meat – especially processed meat – according to a recent report from the Food Foundation, a UK charity.

    The report recommends revisiting school food standards, which advises schools to serve meat three times a week. The consequence? Children often eat a higher proportion of processed meat than adults.

    The effects of meat-heavy diets are well documented. Some analyses estimate that overconsumption of meat, especially processed red meat, costs the global economy around £219 billion annually, in terms of harms to human health and the environment. At the same time, a growing body of evidence shows that a transition toward more plant-based diets is not just beneficial, but essential.

    And yet efforts to reduce meat consumption haven’t always been well received. In Paris, for instance, the mayor’s initiative to remove meat from municipal canteen menus twice a week triggered an angry backlash from unions and workers who called for the return of steak frites.

    A few years ago, meat consumption in the UK was falling, and interest in initiatives like Veganuary was surging. Venture capital flooded into plant-based startups, from cricket burgers to hemp milk.

    But enthusiasm, and investment, has since declined. Meanwhile, populism and “culture war” narratives have fuelled social media misinformation about food, diet and sustainability, hampering progress. So what has changed? And why is meat once again a flashpoint in the food debate?

    Working with the H3 Consortium, which explores pathways to food system transformation in the UK, our research has focused on why the backlash against plant-based diets is growing and what it means for people, animals and the planet.

    Part of the answer lies in coordinated messaging campaigns that frame meat and dairy not just as “normal” but as “natural” and essential to a balanced diet. One example is the Let’s Eat Balanced campaign, run by the Agriculture and Horticulture Development Board since 2021. It promotes meat and dairy as key sources of micronutrients such as Vitamin B12 and implicitly positions plant-based diets as nutritionally inadequate.

    But here’s the irony: many intensively farmed animals don’t get B12 from their diet naturally. Their feed is supplemented with vitamins and minerals, just as vegan diets are supplemented. So is meat really a more “natural” source of B12 than a pill?

    That raises a broader question: what could a fair and sustainable transition to plant-based protein look like – not just for consumers, but for farmers and rural communities? Some analyses warn that rapid shifts in land use toward arable farming could have serious unintended consequences, such as disrupting rural economies and threatening livelihoods.

    There are also legitimate questions about the healthiness of meat and dairy alternatives. Despite the early hype around alternative proteins, many products fall under the category of ultra-processed foods (UPFs) – a red flag for consumers wary of additives and artificial ingredients.

    The popularity of books like Chris van Tulleken’s Ultra-Processed People has stoked concerns about emulsifiers, ingredients used to bind veggie burgers or prevent vegan milk from curdling, and some headlines have asked whether they “destroy” our gut health.

    Still, it’s a leap to suggest that conventional red meat is the healthier alternative. The health risks of processed meat are well established, especially the carcinogenic effects of nitrites used to keep meat looking fresh in packaging.

    Some people suggest eating chicken instead of read meat because it produces less greenhouse gas. But raising chickens also causes problems, like pollution from chicken manure that harms rivers, and it depends a lot on soy feed, which can be affected by political and trade issues.

    There’s a strong case for reducing meat consumption, and the scientific evidence to support it is robust. But understanding the backlash against plant-based eating is essential if we want to make meaningful progress. For now, meat is not disappearing from our diets. In fact, the food fight may be just getting started.

  • MIL-OSI USA: Athletic Trainer Employment in High Schools Associated with Fewer Fatalities and Injuries

    One of the scariest moments in sports is when an athlete experiences a health emergency like heat stroke or cardiac arrest on the field.

    Athletic trainers are medical professionals specially trained to identify and treat these kinds of emergencies quickly and with lifesaving results.

    A growing body of research demonstrates the importance of having athletic trainers employed in high schools, including two new papers by researchers from the Korey Stringer Institute (KSI), housed in the College of Agriculture, Health and Natural Resources.

    “Athletic trainers are unique in that they’re trained in recognition, prevention, and response to emergency, potentially catastrophic injuries in sport,” says Rebecca Stearns, associate professor-in-residence of kinesiology and KSI’s chief operating officer.

    Aleksis Grace, a PhD candidate at UConn and director of sports safety at KSI, is the lead author on a paper highlighting that among schools that employed athletic trainers, there was more survival in cases where athletes experienced an exertional heat stroke event.

    This work will be presented at the National Athletic Trainers’ Association (NATA) Conference in Florida in this week.

    Grace and the other researchers looked at data from 2015-2021, which included 21 events.

    Of the 13 cases in which an athletic trainer was employed, only five cases were fatal. In the six cases where an athletic trainer was not employed at the school, all six were fatal.

    In the other two cases, the researchers could not confirm if an athletic trainer was employed at the time of the incident.

    The study of exertional heat stroke in student athletes is becoming even more important as climate change is making summers, when football players are in preseason training, hotter. This time and this sport, which requires heavy padding, has the greatest risk for exertional heat stroke.

    Despite the known risks and benefits, more than one third of U.S. high schools do not employ athletic trainers.

    “Ensuring the athletic trainer is employed and that there is appropriate healthcare when there is the highest risk is a good way for schools to avoid liability and for there to be better outcomes from the prevention aspect, or if the event occurs, [the athlete] is potentially less likely to die,” Grace says.

    The researchers also found that more socially disadvantaged schools were less likely to employ an athletic trainer.

    The researchers defined socially disadvantaged schools as those that are further from a level 1 trauma center, have a higher proportion of students receiving free or reduced lunch, and a higher social deprivation index score.

    “There was a trend where we can say there was more survival in the schools that had athletic trainers,” Grace says. “But when you look at markers of social disadvantage, the lower socioeconomic status schools were the ones less likely to have an athletic trainer.”

    Another paper, led by Erin Shore, a PhD candidate at the University of North Carolina (UNC) at Chapel Hill who is affiliated with the National Center for Catastrophic Sport Injury Research (NCCSIR) program, demonstrates an association between employment of an athletic trainer and lower rates of fatalities or permanent disability following a catastrophic injury. KSI is a member of the NCCSIR network.

    This paper was presented at the SAVIR 2025 Annual Conference in New York in April and NATA Conference earlier this week.

    The researchers used a national database of catastrophic injuries, which included non-concussion brain injuries, spinal injuries, or cardiac arrest, from 2013 to 2021 and compared that with a database of athletic trainer employment.

    In general, among schools that employed an athletic trainer, there were fewer disabling or fatal injuries among athletes who experienced a catastrophic injury.

    They found that this trend was true, regardless of race and ethnicity.

    “Racially and ethnically minoritized individuals in the U.S. have less access to healthcare and worse health outcomes in general,” Shore says. “So, I was just curious to see if those disparities panned out in the athletic injury world as well.”

    Among schools that employed an athletic trainer, 40% of catastrophic incidents led to fatalities or permanent disabilities among white students and 48% among non-white students.

    There were much more significant differences in outcomes for both groups when there was no athletic trainer employed.

    For non-white students, 67% of these catastrophic injuries were fatal or disabling. This rate was only 54% for white students.

    While the researchers cannot say definitively from this study why this association exists, it points toward future avenues for continued research.

    “Surveillance, in the realm of study design, can point out things we need to look at further,” Kristen Kucera, UNC professor of exercise and sport science and NCCSIR director, says. “I think this is a good example of how important this information is to be able to investigate these kinds of questions.”

    A team of design engineer graduates from Sellafield Ltd won the the Quality Education category at the prestigious Institution of Chemical Engineers (IChemE) Young Engineers Awards for Innovation and Sustainability.

    The IChemE awards celebrate groundbreaking ideas in chemical engineering and supports IChemE’s vision for a more sustainable world.

    The winning team—Joseph Carter, Alana Prior, Lara Hill, and Ben Hilton—were recognised for their project, A Novel Approach to Chemical Engineering Work Experience, which enhances Sellafield Ltd’s design engineering work experience programme.

    Since taking charge of the programme’s process engineering section last September, the team introduced a practical phase separation activity, improved guidance for volunteers, refined the volunteering process to cover all 10 annual work experience weeks, and developed new resources for West Cumbria’s newly established design engineering work experience.

    Their initiative aims to inspire future engineers by making chemical engineering more accessible, addressing skills shortages in the industry. Demand for chemical engineers in the UK has surged by 55% in the last five years, with an annual shortfall of up to 59,000 engineering professionals.

    Union Minister of Commerce and Industry Piyush Goyal on Wednesday chaired a high-level review meeting on the Production Linked Incentive (PLI) Scheme, underlining its critical role in making India “Aatmanirbhar” in the manufacturing sector. During the meeting, held with representatives from all concerned ministries, Goyal emphasized that India must focus on sectors where it holds a competitive edge globally and proactively address the challenges faced by various stakeholders to boost the country’s exports.

    Highlighting the need for self-reliance in the key sectors covered under the PLI Scheme, Goyal stressed the importance of building quality skilled manpower over quantity. He urged ministries to work in collaboration with the National Industrial Corridor Development Corporation (NICDC) to resolve infrastructure bottlenecks. The minister also called for a well-defined roadmap for the next five years, both in terms of attracting investment and disbursing incentives under the scheme.

    The PLI Scheme, currently at various stages of implementation across 14 key sectors, has attracted investments worth ₹1.76 lakh crore and generated production and sales exceeding ₹16.5 lakh crore. This, in turn, has created over 12 lakh direct and indirect jobs as of March 2025. So far, a cumulative incentive of ₹21,534 crore has been disbursed under the scheme across 12 sectors including large-scale electronics manufacturing, IT hardware, bulk drugs, medical devices, pharmaceuticals, telecom and networking products, food processing, white goods, automobiles and auto components, specialty steel, textiles, and drones and drone components.

    The impact of the scheme has been significant in driving domestic manufacturing, creating employment, increasing exports, and fostering innovation. In the pharmaceutical drugs sector, the scheme has generated cumulative sales worth ₹2.66 lakh crore, including ₹1.70 lakh crore in exports within the first three years. In FY 2024-25 alone, eligible product exports stood at ₹67,000 crore—around 27 per cent of the country’s total pharma exports. Notably, 40 percent of the total investment in the sector, amounting to ₹15,102 crore, has been directed towards research and development. As of March 2025, the domestic value addition in the pharmaceutical sector stood at an impressive 83.7 per cent.

    In the bulk drugs sector, the PLI Scheme has played a transformative role by enabling India to become a net exporter of bulk drugs, with exports worth ₹2,280 crore in FY 2024-25, a reversal from the net import position of ₹1,930 crore in FY 2021-22. This shift has significantly reduced the gap between domestic manufacturing capacity and the demand for critical drugs.

    The food processing sector has also seen strong results, reporting investments worth ₹9,032 crore, which have resulted in production and sales of ₹3,80,350 crore and generated employment for 3,40,116 people. The scheme has encouraged the use of domestically grown agricultural products, thereby benefiting rural and underdeveloped areas and supporting farmers’ incomes. A majority of the beneficiaries are MSMEs, with 70 MSMEs directly enrolled and 40 more serving as contract manufacturers for larger firms. The value-added marine product segment has seen sales grow at a CAGR of 22 per cent during the PLI period. Additionally, the launch of the PLI Millet Scheme has led to a 25-fold increase in the sales of millet-based products in FY 2024-25 compared to the base year of FY 2020-21. Millet procurement by PLI beneficiaries increased from 4,081 metric tonnes in 2022-23 to 16,130 metric tonnes in 2024-25, boosting rural household incomes.

    In the textiles sector, exports of Indian man-made fibre (MMF) textiles reached US$ 6 billion in FY 2024-25, up from US$ 5.7 billion in the previous fiscal year. Exports of technical textiles also increased significantly, rising to US$ 3,356.5 million in FY 2024-25 from US$ 2,986.6 million in FY 2023-24.

    GOVERNOR GREEN AMENDS INTENT-TO-VETO LIST

    HONOLULU – Governor Josh Green, M.D., today added SB 935, Relating to Government, to the 2025 Intent-to-Veto list transmitted to Legislative leadership by the statutorily required June 24 deadline. SB 935 is one of the more complex pieces of legislation to emerge from the 2025 session. By including this bill on the list, it allows the Governor to have the time to make an informed and well-researched decision. The addition of the bill brings the number of bills on the Intent-to-Veto list to 20, as compared to the record number of bills Governor Green has signed from the past session.

    Again, Governor Green is not required to veto every bill indicated on the Intent-to-Veto list, but cannot veto a bill that is not included. The release of this list provides additional time to continue ongoing discussions with key stakeholders concerning implementation and impact. Due to the record-setting number of bills enrolled to the governor this legislative session, potential changes to the state’s federal funding and reduced revenue projections from the Council on Revenues, additional time to analyze bills will ensure each bill is given the nuanced, thoughtful consideration it deserves. Governor Green has until July 9 to issue final vetoes. All other bills will become law by July 9.

    “Let me be clear: of the 320 bills passed by the Legislature this session, 20 are on our Intent-to-Veto list,” said Governor Green. “Our team has completed a review of every measure and the overwhelming majority of legislation will become law. Each bill on today’s list is based on thorough legal and fiscal analysis, and as always, was guided by what will best serve the people of Hawai‘i, protect our resources and strengthen our future.”

    To date, Governor Green has signed more than 200 bills into law benefiting the people and ‘āina of Hawai‘i, with core themes including environmental stewardship, educational access and success, as well as public safety. These represent key focus areas so far; additional bills awaiting signature will build upon this foundation to address state priorities. The remaining bills are on track to become law by July 9.

    Over 300 bills were reviewed by state departments and agencies, the Attorney General and the Governor in the last month. The Governor has until July 9 to issue final vetoes from the list, to sign them into law, or to allow them to become law without his signature.

    The following bills are being considered for vetoes, line-item vetoes, or reductions. Note that line-item vetoes only apply to fiscal bills.

    Fiscal Bills:

    HB126: RELATING TO PROPERTY FORFEITURE

    Bill Description: Increases transparency and accountability surrounding property forfeiture. Clarifies which property is subject to forfeiture. Amends the authorized disposition of forfeited property and the proceeds thereof. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Repeals language that requires the Hawaiʻi Omnibus Criminal Forfeiture Act to be construed liberally.

    Veto Rationale: Asset forfeiture serves as a powerful deterrent against and punishment for criminal activity. The one-year deadline to return seized property for which the owner has not been charged with a covered offense, significantly weakens the efficacy of this dual deterrent and punishment. Many covered offenses, including felonies, often involve complex investigations that extend beyond a year, rendering this bill’s one-year deadline for law enforcement to file charges unrealistic. Seized property can serve as critical evidence in investigations, and its return before an investigation’s completion would severely hamper the investigation as well as the administration of justice at large.

    HB300: RELATING TO THE STATE BUDGET

    Bill Description: Appropriates funds for the operating and capital improvement budget of the Executive Branch for fiscal years 2025-2026 and 2026-2027.

    Veto Rationale: Potential shifts in federal funding, coupled with recent projections from the Hawaiʻi Council on Revenues, require the state to reevaluate its budget to ensure essential services and priorities remain supported. Specific line-item reductions based on program feasibility, stability, and sustainability will help the state enter the fiscal year with a balanced budget and sound financial plan.

    HB302: RELATING TO CANNABIS
    Bill Description: Part I: Authorizes DOH to inspect qualifying patient medical records held by the physician, advanced practice registered nurse, or hospice provider who issued a written certification for the qualifying patient. Amends and adds definitions for purposes of the medical use of cannabis law. Clarifies the conditions of use for the medical use of cannabis. For purposes of issuing written certifications, authorizes the establishment of a provider-patient relationship via telehealth and limits the maximum amount of fees that can be assessed by providers. Authorizes the sale of hemp products and accessories for the medical use of cannabis at retail dispensing locations, except in waiting rooms. Clarifies transportation requirements for certain inter-dispensary sales of cannabis and manufactured cannabis products. Part II: Establishes criminal penalties for the unlicensed operation of a medical cannabis dispensary. Part III: Authorizes expenditures from the Medical Cannabis Registry and Regulation Special Fund to fund programs for the mitigation and abatement of nuisances related to illegal cannabis and hemp products and medical cannabis dispensaries and appropriates funds from the Special Fund to the AG’s Drug Nuisance Abatement Unit for these purposes, including establishing positions. Part IV: Beginning 1/1/2028, prohibits the cultivation of cannabis without a cannabis cultivator license issued by DOH.

    Veto Rationale: This administration remains committed to Hawai‘i’s existing medical cannabis program and supports efforts to expand access to medical cannabis for any medical condition. Although this bill’s authorization of medical cannabis certifications via telehealth expands access to medical cannabis, provisions authorizing the inspection of patients’ medical records without warrant constitute a grave violation of privacy. Given that the federal government classifies cannabis as a Schedule I substance, patients’ reasonable fears of repercussions based upon information gained from inspection of their personal medical records may deter patients from participating in the medical cannabis program.

    HB496: RELATING TO MĀMAKI TEA

    Bill Description: Prohibits the use of certain words and misleading Hawaiian imagery, place names, and motifs on the label of a consumer package that contains or includes tea or dried leaves from the plant Pipturus albidus, unless 100% of the tea or dried leaves were cultivated, harvested, and dried in the state. Appropriates funds for a Measurement Standards Inspector position.

    Veto Rationale: While the intent of this measure is to ensure consumer protection and reliable Made in Hawai‘i labeling, the bill imposes overly strict labeling requirements that could harm small businesses and māmaki producers who responsibly blend leaves from multiple sources. Prohibiting the labeling of products composed of less than 100% māmaki tea as “māmaki” ignores the economic contributions of and impacts to producers who mix or process māmaki with other herbs, undermining producers who support local māmaki farmers while meeting broader demand.

    HB796: RELATING TO TAX CREDITS

    Bill Description: Requires that income tax credits existing on 12/31/2025 or established or renewed after 12/31/2025 include a five-year sunset or an annual one-third reduction, beginning with the sixth year of the credit.

    Veto Rationale: This bill would have a significant long-term impact on income tax credits across a variety of industries, including film and television, research, and renewable energy. These tax credits are critical to supporting economic development and diversification, particularly within growing and emerging sectors. Categorically sunsetting income tax credits will not only disincentivize future investors from doing business in Hawai‘i, but will destabilize existing businesses that currently rely upon these tax credits.

    HB1369: RELATING TO TAXATION

    Bill Description: Amends and repeals certain exemptions under the general excise tax and use tax laws.

    Veto Rationale: The amendments to the general excise tax and use tax contained in this bill would impact sugarcane producers, commercial fishing vessels and securities exchanges. Removing the specific tax exemptions afforded to these entities would provide little financial benefit to the state while harming, in particular, sugarcane producers.

    SB583: RELATING TO NAMING RIGHTS

    Bill Description: Allows the naming rights of the Stadium Facility and Convention Center Facility to be leased to any public or private entity. Requires any revenues derived from advertising or marketing in or on the Stadium Facility or Convention Center Facility to be deposited into the appropriate special fund of the facility. Authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium.

    Veto Rationale: Pursuant to section 14, article III, of the Hawai‘i State Constitution, each bill may only contain one subject, which must pertain to the bill’s title. The exemption of concessions in the stadium facility and Convention Center from typical concession procurement procedures may violate section 14, article III, of the Hawai‘i State Constitution since the exemption appears to fall outside the titular scope of the bill, naming rights.

    SB589: RELATING TO RENEWABLE ENERGY

    Bill Description: Requires the Public Utilities Commission to establish an installation goal for customer-sited distributed energy resources in the state. Requires the Public Utilities Commission to establish tariffs to achieve the installation goal and for grid services programs, microgrids and community-based renewable energy. Ensures that certain levels of compensation are provided for solar and energy storage exports from customer-sited distributed energy resources as part of grid service programs and requires the Public Utilities Commission to establish grid service compensation values. Clarifies when a person who constructs, maintains, or operates a new microgrid is not considered a public utility. Authorizes wheeling of renewable energy and requires the Public Utilities Commission to establish policies and procedures to implement wheeling and microgrid service tariffs.

    Veto Rationale: Maintaining Hawai‘i’s leadership in clean energy through established goals and initiatives remains a priority. The Public Utilities Commission has already opened or plans to open proceedings relating to microgrid services tariffs and customer-sited distributed energy resources and grid services. The mandates contained in this bill therefore risk duplication and delay of already existing efforts.

    Non-Fiscal Bills:

    HB235: RELATING TO TRAFFIC SAFETY

    Bill Description: Requires the Department of Transportation, after the City and County of Honolulu educates the public and adjusts any systems, to expand the use of photo red light imaging detector systems and automated speed enforcement systems to locations on the North Shore of O‘ahu.

    Veto Rationale: The Department of Transportation has developed specific criteria for the selection of communities within which to implement traffic safety systems. This criteria incorporates data-driven crash, citation and traffic volume metrics, which ensure communities are chosen based on need and potential for greatest impact. Ignoring this criteria in favor of legislatively mandated location selection threatens the integrity of the photo red light imaging detector system and automated speed enforcement system programs.

    HB800: RELATING TO GOVERNMENT

    Bill Description: Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu. Provides for the transfer of the parcel of land upon which Ali‘i Tower is sited from the City and County of Honolulu to the Department of Land and Natural Resources. Exempts the lands transferred to the Department of Land and Natural Resources from the definition of public lands for purposes of Chapter 171, HRS.

    Veto Rationale: The land transfers provided in the bill would negatively impact the City and County of Honolulu, which relies upon Ali‘i Tower’s land lease revenues and office spaces. Additionally, the state would face indeterminate additional costs, as Ali‘i Tower’s age likely necessitates capital improvements and ongoing maintenance. Although the intent of this bill is to reduce the state’s reliance on private commercial office space, no analysis exists identifying the amount of office space the acquisition of Aliʻi Tower would provide the state.

    HB958: RELATING TO TRANSPORTATION

    Bill Description: Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of “bicycle” for purposes of county vehicular taxes. Defines “electric bicycle” in place of “low-speed electric bicycle.” Defines “electric micro-mobility device” and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of 16 from operating a class 3 electric bicycle. Authorizes a person under the age of 14 to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of 18 without a helmet. Repeals the requirement that moped drivers use bicycle lanes and substitutes the term “motor-driven cycle” with the term “motor scooter.”

    Veto Rationale: While mopeds and motorcycles are exempt from the prohibition established within this bill, on “high-speed electric devices” driving on public roadways, electric cars are not exempt. Such a prohibition would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.

    HB1296: RELATING TO THE MAJOR DISASTER FUND

    Bill Description: Establishes timely notice and reporting requirements to the Legislature by the Governor regarding the transfer of appropriations to the Major Disaster Fund. Effective 7/1/2025. Sunsets 7/1/2026.

    Veto Rationale: The administration is committed to the transparent, efficient management of state funds. During times of emergency, flexibility and the quick release of funds is necessary to respond to rapidly changing situations. This bill disrupts the delicate balance between reporting requirements facilitating government transparency and fiscal flexibility undergirding efficient response and recovery efforts. Placing additional administrative oversight over funds expended for emergencies jeopardizes public safety.

    SB15: RELATING TO HISTORIC PRESERVATION

    Bill Description: Amends the definition of “historic property” to require that the property is over 50 years old and meets the criteria for inclusion in the Hawaiʻi Register of Historic Places. Excludes proposed projects on existing residential property and proposed projects that are in nominally sensitive areas from the State’s Historic Preservation Program review, under certain circumstances.

    Veto Rationale: Exempting proposed projects on any existing residential property from historic preservation review fails to consider properties that have never undergone such a review and may contain historically significant artifacts or iwi kūpuna. This categorical exclusion increases the risk for desecration of iwi kūpuna and historical resources. Although Governor Green supports amending the historic preservation review process to facilitate housing production, a more nuanced approach to protecting iwi kūpuna is needed, such as that advanced in SB 1263.

    SB31: RELATING TO PROPERTY

    Bill Description: Authorizes a person who discovers a recorded discriminatory restrictive covenant to take certain actions, without liability, to invalidate the covenant. Defines discriminatory restrictive covenant.

    Veto Rationale: By enabling any person, including those without any interest in the specified real property, to record a statement that a real property’s title includes a discriminatory restrictive covenant, this bill provides a statutorily authorized mechanism for the circulation of disinformation. This disinformation has the potential to negatively affect the marketability of a property. Because the person who recorded the statement claiming a discriminatory restrictive covenant exists is waived of any liability, no recourse is available to those who suffer financial loss due to inaccurate claims concerning their property’s title.

    SB38: RELATING TO HOUSING

    Bill Description: Requires the Hawaiʻi Housing Finance and Development Corporation to provide counties with an opportunity to comment on certain housing development projects. Prohibits the legislative body of a county from imposing stricter conditions than the Hawaiʻi Housing Finance and Development Corporation, stricter area median income requirements, or a reduction in fee waivers to housing development proposals that would increase the cost of the project.

    Veto Rationale: County councils have expressed concerns that this bill hampers their ability to work with developers to modify housing projects to reflect the specific needs of their communities. While the administration supports measures intended to facilitate the production of affordable housing, further dialogue with the counties on this measure’s implementation is required.

    SB66: RELATING TO HOUSING

    Bill Description: Establishes procedures and requirements for single-family and multifamily housing project applicants to apply for an expedited permit, including requirements for completeness of expedited permit applications, duties of licensed professionals and the counties during construction, and applications for owner-builder exemptions. Takes effect 7/1/2026. Sunsets 6/30/2031.

    Veto Rationale: By allowing any qualified professional to determine a project’s impact on historical resources, this bill permits a project proponent to evaluate and determine the impact of its own projects on historical resources. This is a conflict of interest that allows for self-serving determinations, undermines the authority and purpose of regulatory agencies’ independent evaluations, and increases risk to iwi kūpuna.

    SB104: RELATING TO CORRECTIONS

    Bill Description: Beginning 7/1/2026, restricts the use of restrictive housing in state-operated and state-contracted correctional facilities, with certain specified exceptions. Establishes a restrictive housing legislative working group to develop and recommend more comprehensive laws, policies and procedures regarding restrictive housing for members of vulnerable populations by 1/8/2027. Requires the Hawaiʻi Correctional System Oversight Commission to review restrictive housing placements on an annual basis. Authorizes the Department of Corrections and Rehabilitation, by 12/1/2027, to implement policies and procedures recommended by the restrictive housing working group related to committed persons. Requires interim and final reports to the Legislature and Hawaiʻi Correctional System Oversight Commission.

    Veto Rationale: The Department of Corrections and Rehabilitation has policies in place governing the use of restrictive housing. These policies and procedures comply with National Institute of Corrections and American Correctional Association standards. Rather than improve the health and safety of those in the department’s care, the implementation of certain requirements proposed in this bill will jeopardize the safety, security and good governance of the department’s facility, negatively impacting inmates. In lieu of this measure and to address stakeholders’ concerns, the department is working with the Hawaiʻi Correctional Systems Oversight Commission to amend its policies and procedures.

    SB447: RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM

    Bill Description: Establishes a Hiring Pilot Program within the Department of Health, which includes an amended hiring procedure for delegated position classifications, certain flexibilities regarding minimum qualifications for positions having a salary range at or below SR-10, the ability to directly hire certain individuals into a civil service position if certain conditions are met, and the authority to make certain temporary appointments at the merited civil service pay scale without step limitation. Applies to recruitments initiated before 7/1/2028. Requires annual reports to the Legislature. Sunsets 7/1/2028.

    Veto Rationale: The governor strongly supports efforts to streamline the state’s hiring process to address our workforce vacancies, especially those in our state’s public health sector. However, this bill conflicts with state civil service law, undermining the state’s merit-based civil service system. Disparities in hiring, classification and compensation throughout the state are expected to occur should this bill become law.

    SB1102: RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT

    Bill Description: Specifies the appointment processes and terms for the Fire Chief of the Hawaiʻi State Aircraft Rescue Fire Fighting Unit of the Airports Division of the Department of Transportation.

    Veto Rationale: The appointment process proposed in the bill is inconsistent with the selection process for other department leadership positions. Further, due to the need to obtain legislative approval for the appointment of the Fire Chief, following the appointment process contained in this bill may delay the appointment of this critical leadership position, impacting airport operations, safety and readiness.

    The Union Cabinet on Wednesday approved a proposal from the Department of Agriculture & Farmers Welfare to establish the South Asia Regional Centre (CSARC) of the International Potato Centre (CIP) in Agra, Uttar Pradesh.

    This significant move aims to enhance food and nutritional security, boost farmers’ incomes, and create employment opportunities through improved potato and sweet potato productivity, better post-harvest management, and value addition. The upcoming centre will be located in Singna, Agra, and is expected to play a transformative role in the potato sector.

    India’s potato industry holds substantial potential to generate jobs across various segments, including production, processing, packaging, transportation, marketing, and the broader agricultural value chain. Recognizing this opportunity, the new CSARC will serve as a hub for advanced research and innovation tailored to the needs of South Asia.

    The centre will focus on developing high-yielding, climate-resilient, and nutrient-rich varieties of potato and sweet potato. These innovations are expected to significantly contribute to sustainable agricultural development, not only within India but across the broader South Asian region.

    Sierra Leone has entered a critical phase in strengthening its pandemic preparedness and response capacities, officially flagging-off the operationalisation of the Pandemic Fund. This milestone signals the country’s continued commitment to protecting communities and contributing to global health security.

    The project is led by the National Public Health Agency (NPHA), with the World Health Organization (WHO) serving as the lead implementing entity. Other key implementing partners include the Food and Agriculture Organization (FAO), UNICEF and the World Bank, reflecting a multi-sectoral, One Health approach that recognizes the interconnectedness of human, animal, and environmental health.

    Sierra Leone’s successful application to the highly competitive Pandemic Fund demonstrates the Government’s growing leadership in global health security. This achievement was made possible through sustained collaboration, with WHO and partners providing technical guidance to shape a proposal aligned with international standards and responsive to national health priorities.

    The Pandemic Fund offers a transformative opportunity to strengthen Sierra Leone’s capacity to prevent, detect, and respond to public health threats with greater speed and efficiency. Targeted investments will focus on enhancing disease surveillance, laboratory capacity, health workforce development, and emergency operations, building a more resilient and responsive health system.

    Speaking at the flag-off, on behalf of the Minister of Health, Dr Austin Demby, the Deputy Minister 2 for Agriculture and Food Security, Mr Sahr Hemore, emphasized: “We are working assiduously to ensure the health and protection of our citizens against diseases and to contribute to global health security.”

    The timing of this investment is critical. In recent years, Sierra Leone has faced a number of public health emergencies, including the ongoing mpox outbreak, which have exposed systemic vulnerabilities despite the tireless efforts of frontline health workers. The fund aims to address these gaps, while laying the foundation for sustainable, long-term preparedness.

    “Sierra Leone’s operationalisation of the pandemic fund represents a significant milestone,” said Dr George Ameh, WHO Representative in Sierra Leone. “The responsibility to deliver rests with all of us, and WHO remains committed to providing technical support throughout the implementation.”

    WHO’s role goes beyond the initial design phase. As the lead implementing entity, WHO will continue to provide technical expertise in operational planning, capacity building, monitoring, and evaluation, to ensure that investments translate into measurable, sustainable outcomes. This partnership underscores WHO’s commitment to country-led efforts that advance both national priorities and global health security.

    Question:
     
         It has been learnt that, in recent years, the Government has been actively promoting construction of public toilets (including refurbishment or facelifting) projects in Hong Kong, with the aim of improving the quality of public sanitary facilities. According to the information provided by the Government in reply to a question raised by a Member of this Council on the Estimates of Expenditure for the financial year 2025-2026, the Enhanced Public Toilet Refurbishment Programme for that financial year covers 110 public toilets and involves a total project estimate of about $460 million. According to the Government’s paper submitted to the Panel on Development of this Council regarding funding for the Capital Works Reserve Fund for 2025-2026, the total budget for the four public toilet projects in Lei Yue Mun (Ling Nam Sun Tsuen) in Kwun Tong, Ha Ma Tseuk Leng in North District, Ha Tsuen Shi Vegetable Market Office in Yuen Long, and Fraser Village in Yuen Long, is as high as about $87 million. In particular, the reprovisioning of Lei Yue Mun (Ling Nam San Tsuen) public toilet in Kwun Tong has been budgeted at about $38 million. In this connection, will the Government inform this Council:
     
    (1) of the reasons why the project estimates of the above four public toilets are higher than those of public toilets in general;
     
    (2) of the overall planning for public toilet projects in Hong Kong; the factors considered by the authorities when deciding to commence the public toilet projects (including the requirements for male-to-female toilet compartment ratio, site selection criteria, pedestrian flow density and district distribution ratios);
     
    (3) it has been learnt that at the end of 2023, the proportion of female population in Hong Kong is about 54.5 per cent, which is nine per cent higher than the male population, but the existing supply of female toilets often falls short of demand, resulting in females often having to wait for a long time for their turn to use them, whether the authorities will consider adjusting the male-to-female toilet compartment ratio and increasing the number of female toilet compartments in planning for public toilet projects; if so, of the details; if not, the reasons for that;
     
    (4) whether the authorities have compiled statistics and assessed the demand for the use of public toilets, the actual utilisation rates and the public satisfaction levels, etc, at various tourist attractions and border control points; if it has compiled such statistics, of the details;
     
    (5) of the distribution of the proportions of the various expenditures (e.g. design, salaries of works personnel and construction costs) in the project estimates for all public toilet projects in Hong Kong at present; and
     
    (6) whether the authorities have a dedicated department responsible for monitoring and managing the progress of public toilet projects, as well as providing temporary public toilet services while the works are in progress; if so, whether they will announce the details of the progress of the relevant works in a timely manner?

         Government departments including the Food and Environmental Hygiene Department (FEHD), the Leisure and Cultural Services Department (LCSD), the Agriculture, Fisheries and Conservation Department (AFCD) and the Home Affairs Department, respectively plan and manage toilets facilities provided for public use (public toilet) under their purview. The Architectural Services Department (ArchSD) carries out the design, construction and refurbishment of public toilets in accordance with the public service standards for public toilets as specified by the client departments.
     
         Having consulted the Development Bureau (DEVB), the Culture, Sports and Tourism Bureau, the Home and Youth Affairs Bureau and the Security Bureau, our reply to the question raised by the Hon Maggie Chan is as follows:
     
    (1) When the ArchSD designs and constructs new public toilets, as well as reprovisions and refurbishes existing public toilets, it will devise project details by taking into account factors including relevant departments’ requirements, design standards of existing public toilets, conditions of facilities, utilisation rates, legal requirements, sewage facilities and provision of barrier-free facilities; and ensures the project complies with the “no-frills” principle. In compiling the project estimates, the ArchSD will make reference to the costs of projects of similar scale in the past and the prevailing returned tender prices; with provisions for consultants’ fees and contingencies.
     
         Regarding the four public toilet works project mentioned in the question, the ArchSD stated that the construction floor area of the Reprovisioning of Lei Yue Mun (Ling Nam Sun Tsuen) Public Toilet is the largest among projects on public toilets in recent years. Besides, given that public toilet is highly utilised and locates at a tourist spot, the design of the reprovisioning works focused on enhancing the quality of the facilities and the user experience of the tourists, including the provision of additional universal toilets, the adoption of a people-oriented design with the provision of more spacious interior than other common public toilets, and the implementation of smart toilet system to enhance hygiene and management. In addition, the congested underground pipelines and high groundwater level in the vicinity have made the construction much more complex and hence increased the costs. The ArchSD has adopted a number of design enhancement and works solutions to minimise construction costs and risks as far as practicable, such as relocating the underground equipment to above ground to reduce the extent of excavation.
     
         As for the proposed Improvement to Ha Ma Tseuk Leng Public Toilet in North District, Improvement to Ha Tsuen Shi Vegetable Market Office Public Toilet in Yuen Long and Improvement to Fraser Village Public Toilet in Yuen Long, given they are located in rural areas with no public drainage system in the proximity and lack of proper roads for delivery of construction materials, the project costs are expected to be higher. The ArchSD is still reviewing the estimates of these three proposed projects, and will evaluate their cost effectiveness, endeavours to seek feasible options to lower construction cost.
     
    (2) When planning for the provision of public toilets, the Government will consider various factors, including the number of existing nearby public toilets (including public toilets managed by government departments and public toilet facilities in private premises like shopping arcades), utilisation rates, land requirements, feasibility (for example water and electricity supply, and sewage treatment, etc), as well as the opinions and requests of nearby residents, local community and District Councils.
     
    (3) Building (Standards of Sanitary Fitments, Plumbing, Drainage Works and Latrines) Regulations (Cap. 123I) provides for the statutory standard for ratio of male to female (1:1.5) in the provision of sanitary fitments in newly introduced public places (for example sports stadia, shopping arcades and department stores) in private buildings.
     
         As for public toilets managed by government departments, relevant departments will consider actual conditions of individual public toilets, including the location and size of the public toilet, as well as users’ needs and stakeholders’ views, and increases the female ratio of sanitary fitments when needed.
     
    (4) Public toilets at tourists attractions and boundary control points (BCPs) are individually or jointly managed by different government departments (including the FEHD, the LCSD, the AFCD, the Government Property Agency, and departments relevant to the BCPs), or delegated third parties (for example the MTR Corporation Limited). Government departments respectively monitors the usage of public toilets under their management, and will suitably follow up as necessary, including adjusting the inspection and cleaning frequencies. Departments have not maintained relevant statistics.
     
    (5) The DEVB stated that the scope of works, site location, site constraints and construction methods vary for each public toilet improvement, refurbishment, enhancement or reprovisioning project. The design and construction of each project will be appropriately adjusted to suit its unique characteristics. As such, construction cost and proportion of expenses such as labour, machinery, materials and consultancy fees, vary. The ArchSD generally will reserve approximately 10 per cent of the cost in the budget of each project as contingency, so to address needs for unforeseen adjustments.
     
    (6) When the ArchSD constructs, refurbishes or enhances public toilets for government departments, it carries out regular inspections, manages the progress of projects, and also provides temporary toilet facilities for public toilets affected by the construction works having considered relevant departments’ requirements.

    Following is a question by the Hon Judy Chan and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (June 25):

    Question:

    At present, the Food and Environmental Hygiene Department and the Agriculture, Fisheries and Conservation Department have both drawn up guidelines for people walking dogs on cleaning up dog excreta in public places and on streets. However, there are views that the cleaning methods set out in such guidelines are inadequate. For example, people walking dogs are advised to use paper to wrap up dog faeces and deposit it in rubbish bins or dog excreta collection bins, and rinse the floor with water only, which are all ineffective in cleaning up dog excreta and removing its lingering odour, thereby affecting the cityscape. In this connection, will the Government inform this Council:
     
    (1) of the number of cases and total amount of fines imposed in each of the past three years for allowing dogs to foul (i) the streets or public places with faeces, and (ii) the common parts of buildings with excreta;
     
    (2) of the number of surprise inspections conducted by the authorities in each of the past three years to address the issue of dogs excreting indiscriminately (broken down by the 18 districts across the territory);
     
    (3) given that the existing legislation does not impose penalties on people walking dogs who allow their dogs to urinate and foul the streets, whether the Government has plans to amend the legislation to impose regulation; and
     
    (4) whether the authorities have plans to update the guidelines on cleaning up dog excreta (e.g. instructing people walking dogs to use cleaning agents with deodorising and stain-removing properties to rinse the areas where their dogs excrete); if so, of the details; if not, the reasons for that?

    Under the Public Cleansing and Prevention of Nuisances Regulation (Cap. 132BK), a person who allows his dog to cause fouling by depositing faeces in the common parts of a building or in any street or public place is liable on a first conviction to a maximum fine of $10,000 and on each subsequent conviction to a maximum fine of $25,000; and a person who allows his dog to cause fouling by depositing urine in the common parts of a building is liable on a first conviction to a maximum fine of $5,000 and on each subsequent conviction to a maximum fine of $10,000. Moreover, under the Fixed Penalty (Public Cleanliness and Obstruction) Ordinance (Cap. 570), any person allowing dogs to foul the streets or public places with faeces is liable to a fixed penalty of $3,000.

    The Food and Environmental Hygiene Department (FEHD) and the Agriculture, Fisheries and Conservation Department (AFCD) have provided the public with guidelines on prevention of fouling of places by dog excreta, advising dog walkers to take enough paper to wrap up the faeces and place it into the dog excreta collection bin, and bring sufficient clean water to rinse the spot where the dog has urinated in order to maintain environmental hygiene.

    My reply to the question raised by the Hon Judy Chan is as follows:

    (1) The number of cases in which the FEHD took enforcement actions against fouling of streets or public places by dog faeces, as well as the total amount of fines imposed between 2022 and 2024 are as follows:

    *The significant increase in fines was mainly due to the increase in the amount of fixed penalty for fouling of street by dog faeces from $1,500 to $3,000 with effect from October 22, 2023.

    Having considered its enforcement priorities and resource deployment, the FEHD focuses its enforcement efforts against cleanliness offences in streets and public places, while the management and hygiene problems of the common parts of buildings are generally followed up by owners or management companies. The FEHD does not maintain records of enforcement against dogs fouling the common parts of buildings with excreta between 2022 and 2024.

    (2) The numbers of blitz operations conducted by the FEHD in the 18 districts across the territory in response to dog fouling between 2022 and 2024 are as follows:

    The AFCD and the Leisure and Cultural Services Department (LCSD) also conduct enforcement operations at their respective sites from time to time, addressing various irregularities such as dogs fouling. The AFCD and the LCSD do not maintain specific figures on enforcement actions solely targeting dog fouling issues.

    (3) In general, rinsing the spot where the dog has urinated with sufficient clean water is enough to clean the spot properly and avoid causing environmental hygiene problems. Considering the habits of dogs marking their territory with urine and urinating outdoors, as well as the fact that using sufficient clean water is enough for cleaning, the Government currently has no plans to amend the legislation to regulate dog urination in streets or public places.

    The Government will continue to promote the message of “be a responsible pet owner” to the public and educate dog walkers to properly clean up after their dogs through various channels, including posters, pamphlets, thematic websites and roving exhibitions, so as to maintain environmental hygiene.

    (4) The guidelines issued by the FEHD and the AFCD have clearly required dog walkers to clean up after their dogs by properly wrapping up the faeces with sufficient paper or cleaning urine with sufficient clean water. As regards the requirement for dog walkers to use cleaning agents, we have to consider the impact on the public and the environment, such as whether the cleaning agents may cause pedestrians to slip and whether the discharge of cleaning agents into stormwater drains may cause pollution. The Government will continue its promotional and educational efforts so that dog walkers will follow the guidelines and properly dispose of the droppings of their dogs.

    Young people to benefit from schools programme.

    Over 5,000 schoolchildren will continue to enjoy free literary events from the Edinburgh International Book Festival over the next three years, thanks to a £300,000 grant from the Scottish Government.

    The one-off funding will support the festival’s acclaimed schools programme with more than 60 in-person and livestreamed events, including author talks with How to Train Your Dragon author Cressida Cowell and award-winning storyteller Frank Cottrell-Boyce. 

    The grant will also maintain travel cost support and free tickets for pupils whose families are unable to cover the cost of ticketed events, ensuring young people of all backgrounds across Edinburgh have an opportunity to participate in the internationally renowned festival. Children attending will receive a free book through the philanthropy of Book Festival donors as well.

    This investment comes as part of a record £34 million increase in Scotland’s Culture budget for 2025-26, which includes an increase of £4 million for Scottish Festivals, towards the government’s commitment to invest an additional £100 million annually in the arts and culture by 2028-29.

    Creative Scotland has already awarded the Edinburgh International Book Festival £1,880,000 in public multi-year funding for the next three years, more than doubling previous support.

    Minister for Business and Employment Richard Lochhead said:

    “The Edinburgh International Book Festival is one the country’s most significant cultural institutions. Its schools programme has been crucial in fostering literacy and cultural engagement among young people, with thousands of pupils benefiting annually from free events and resources.

    “This funding secures those benefits for young readers across Edinburgh, helping schools that might otherwise struggle with travel costs, and ensuring they have the same opportunity to take part in one of the world’s leading literary festivals.”

    A cold front is expected to make landfall on Wednesday in the Eastern Cape, according to South African Weather Service (SAWS).

    “Ahead of the frontal system, strong to gale force winds are expected over the interior of the Eastern Cape on Wednesday and Thursday, 26 June 2025,” SAWS said. 

    As the cold front passes through the Eastern Cape on Thursday, the surface high pressure system will extend its ridge behind it, resulting in cold to very cold conditions in places across the province from Thursday to Friday. 

    “Snowfalls of between 1 to 5 cm accumulation can be expected over the northern high-lying areas on Thursday. Very rough seas, with wave heights reaching 6m, and strong to gale force winds can also be expected in places along the Eastern Cape coast on Thursday into Friday,” the weather service said.

    The SAWS has issued the following impact-based warnings:

    • A yellow level 2 warning (high likelihood of minor impacts) for damaging winds resulting in localised damage to settlements (formal and informal) and localised runaway fires in places over Chris Hani District Municipality (DM), Joe Gqabi DM, Sarah Baartman DM, Raymond Mhlaba LM and Amahlathi LM on Wednesday, 25 June, and over the coastal areas between Plettenberg Bay and East London Thursday, 26 June.
    • A yellow level 2 warning for damaging wind and waves resulting in difficulty in navigation of small vessels with a risk of taking in water and capsizing in the locality between Plettenberg Bay and East London.
    • A yellow level 1 warning for disruptive snow resulting in traffic disruptions due to icy roads, and isolated cases of loss of vulnerable livestock and crops over Senqu and Elundini Local Municipalities.
    • An intense cold front will be passing through the Eastern Cape on Thursday. The public and small stock farmers are advised that snow, cold to very cold and windy conditions as well as very rough seas can be expected in places over the province. – SAnews.gov.za

    On June 24, 2025, the State University of Management Assembly Hall hosted a solemn awards ceremony for the winners of the International Patriotic Competition “Family History. Immortal Memory”.

    Opening the award ceremony, the rector of the State University of Management Vladimir Stroyev reported that 745 applications from 1,443 people from 66 regions of Russia and 5 regions of Belarus were received for the competition.

    “Our university initiated the competition, which we have been working on for six months. GUU is closely connected with the Great Patriotic War, because in 1941 many of our students, teachers and even representatives of the university administration voluntarily went to defend the Motherland. Many of them, even the majority, died in the battles for Moscow, to which the memorial in our yard is dedicated. That is why the theme of the competition is so important for us, because every family in one sense or another took part in that war, if not in direct combat, then in providing the front with everything necessary. This was not only our war, it was a fight for the life and freedom of all mankind,” said Vladimir Stroyev.

    The Chairperson of the Coordination Council of the League of Higher Education Teachers, Elena Lyapuntsova, admitted that it was difficult, sensitive and responsible to evaluate the competition entries.

    “All the participants are great, but a competition is a competition, let the losers not be upset, because the main thing is that you were able to tell the whole country about your relatives. If we do not know history, then we will have no future, so it is doubly important to pass on to the next generations not only the information from textbooks, but also your family, personal stories,” noted the Chairperson of the Coordination Council of the League of Higher Education Teachers.

    Elena Lyapuntsova also thanked the State University of Management for its cooperation and invited everyone to the All-Russian Forum of Higher Education Teachers, the first day of which, like last year, will be held at the State University of Management, and also announced free advanced training courses for teachers, including on project activities.

    A welcoming letter from State Duma deputy Biysultan Khamzaev was read by his assistant Natalya Belova. In it, the deputy emphasized the importance of patriotic initiatives for the 80th anniversary of the Great Victory and noted that such competitions inspire young people to study history, and also wished further creative success to the participants and organizers.
