Shivraj Singh Chouhan stresses farmer-centric research and modernization for agricultural growth

Union Minister of Agriculture & Farmers’ Welfare and Rural Development Shivraj Singh Chouhan on Thursday emphasized that a developed agriculture sector and prosperous farmers are crucial for a developed India. Speaking at a press conference in Indore, he highlighted India’s rapid progress under Prime Minister Narendra Modi’s leadership, noting that the country has become the world’s fourth-largest economy. He stressed that increasing agricultural production, reducing costs, compensating for crop losses, ensuring fair prices, and promoting natural farming are key priorities.

The government has launched the ‘Viksit Krishi Sankalp Abhiyan,’ a nationwide initiative to address critical agricultural challenges. This strategy focuses on enhancing the productivity of major crops through crop-specific and state-specific interventions. Addressing soybean productivity, Chouhan noted that food grain production has surged by 44% over the past 11 years. However, a gap between laboratory research and field application has persisted despite the efforts of over 16,000 agricultural scientists.

To bridge this gap, the government introduced the ‘Lab-to-Land’ approach during the ‘Viksit Krishi Sankalp Abhiyan,’ with 2,170 teams engaging over 13.5 million farmers to align research with on-ground needs. Chouhan announced a significant shift in agricultural research, stating that topics will no longer be decided solely by scientists in Delhi but through direct discussions with farmers in the fields. Recognizing farmers’ insights into practical challenges, he highlighted their innovative practices, which scientists will now refine and scale for broader impact.

During the campaign, farmers raised concerns about substandard seeds, pesticides, and seed availability. In response, a detailed workshop was held, leading to plans for comprehensive discussions with farmers, agricultural universities, and stakeholders. Chouhan outlined plans to boost per-hectare productivity using techniques like genome editing for improved seeds and new technologies to combat issues like root rot in soybean crops. With agricultural labor shortages, he emphasized the need for greater mechanization, alongside research into disease-resistant crop varieties, seed treatment, and timely disease identification.

Chouhan also highlighted soybean’s role as a key protein source, advocating for increased use and export of soymeal and promotion of value-added products like tofu and soy milk. Progressive farmers achieving yields of 20 quintals per acre have shared their methods, which will inform future research. Upcoming consultations will focus on cotton in Coimbatore, sugarcane in Meerut, and pulses in Kanpur to enhance productivity across major crops.

Reaffirming the government’s commitment, Chouhan said, “Our mantra is: One Nation – One Agriculture – One Team. All stakeholders must unite for comprehensive and sustainable agricultural growth.”

[WASHINGTON, D.C.] – Today, U.S. Senators Tammy Duckworth (D-IL) and Cory Booker (D-NJ) reintroduced legislation to ban the sale and manufacturing of products made from kangaroo skin, also known as “k-leather.” After years of the two lawmakers leading the charge on this issue, this week Mizuno and UMBRO joined cleat manufacturing giants—including Nike, Adidas, Puma and ASICS—in pledging to halt production of k-leather in their soccer cleats and other products. To help build on this momentum, reverse this inhumane trend and safeguard the kangaroo species from commercial exploitation, Senators Duckworth and Booker are introducing the Kangaroo Protection Act, which would help protect millions of wild kangaroos and their innocent babies who are needlessly killed every year for the use of their leather in commercial products. Additionally, this legislation would empower the Secretary of Commerce, in consultation with other agencies, to issue civil and criminal penalties of fines up to $10,000 and other regulations.
“The mass killing of millions of kangaroos to make commercial products is needless and inhumane,” said Senator Duckworth. “While it is encouraging that more and more cleat manufacturers are pledging to stop using k-leather, the U.S. must stop incentivizing this cruel practice once and for all. I’m proud to reintroduce this bill with Senator Booker that would help prevent the deadly exploitation of kangaroos and promote the use of more humane alternatives to k-leather.”
“We should not allow the unnecessary killing of animals just so that big corporations can maximize profits,” said Senator Booker. “This legislation will help conserve the kangaroo species by ensuring that no one in the United States can distribute kangaroo products for commercial gain.”
The commercial slaughter of kangaroos isn’t just widespread—it’s unnecessarily cruel. It uses similar killing methods and is ten times larger than the infamously brutal Canadian seal hunt, which prompted the United States to ban the import of seal pelts in 1972. Despite having similar import bans for other animals, the U.S. is currently the second largest commercial market for k-leather products in the world. The Senators’ proposed legislation would help change that.

“It’s profit from the sale of skins and other body parts that drives the killing of more than a million kangaroos a year in their native habitats in Australia,” said Wayne Pacelle, president of Animal Wellness Action and the Center for a Humane Economy. “Senator Duckworth’s bill is a tremendous complement to the decisions by all the big athletic shoe brands to halt sourcing of kangaroo skins for cleats and her measure has the potential to spare the lives of hundreds of thousands of the iconic marsupials every year.”

According to the report, AI in education is advancing daily with over 80% of surveyed educators using AI this year, up 21 points from last year as its role expands from just an assistant to a thought partner and force multiplier. At the same time, approximately one in three surveyed United States K-12 educators still lack confidence in using AI effectively and responsibly and more than half of surveyed students report that they have not received AI training.¹

It’s critical to engage with students, educators, and all community stakeholders to address challenges, learn together, and co-develop the path forward. Further, we need to collectively prepare for an AI-powered future and support students in building relevant AI skills as every industry and discipline evolves. Enhancing instruction with Microsoft 365 Copilot and Microsoft Learning Zone

Microsoft 365 Copilot delivers the latest AI innovations whether through reasoning agents like Researcher and Analyst, or advanced functionality like Copilot Tuning. Institutions such as Brisbane Catholic Education and Miami Dade College are saving time to reinvest into meaningful work and beginning to explore new capabilities like agents. We’re also collaborating with Learning Management System (LMS) providers like Canvas and Moodle to take the power of agents a step further by supporting integration with Copilot through open-source, customizable samples.

We told our staff: you have permission to try, and permission to fail. That opened the door for teachers to test Microsoft 365 Copilot and Copilot Chat without fear of judgment or wasted time. And guess what? Most of the time, those experiments don’t fail—they spark new ways of thinking.

We recently introduced the updated Microsoft 365 Copilot app, your hub for the latest functionality and later this year in preview, for AI-powered features for educators. In one place, educators will be able to easily create lesson plans, draft materials like quizzes and rubrics, and quickly make modifications like translation, adjusted reading levels, length, difficulty, alignment to relevant standards, and more.

We’re announcing Microsoft Learning Zone, a free, AI-powered learning app and the first Copilot+ PC experience purpose built for educators to create personalized, adaptive learning activities.² Formerly known as the code name Project Spark, the experience will launch in public preview later this summer on Copilot+ PCs, including Microsoft Surface, and across the Windows ecosystem. It’s powered by new AI innovation, learning science, educator input, and features like lesson creation, customizable tools to meet learning goals, and data-driven insights.

Microsoft Learning Zone is built on collaborations with organizations such as NASA, The Economist Educational Foundation, PBS NewsHour, Figma, and Minecraft Education to bring real-world relevance into the classroom. It also includes integration with Kahoot! to generate interactive games and OpenStax for content from vetted open educational resources.

Using Microsoft Learning Zone in the classroom has been an exciting opportunity to explore innovative ways to engage students. I was impressed by the app’s intuitive layout and how easily I could edit and share content with my class. While still in its early stages, Learning Zone shows great potential for helping teachers create AI-driven educational resources.

Preparing students for academic and career success

Students at the Kelley School of Business at Indiana University and University of South Carolina are already seeing academic and career preparedness gains with Microsoft 365 Copilot. Copilot Notebooks are now included, and we’re looking forward to bringing even more value with a study guide experience, in preview later this year. Study guide creation is designed to help students, or educators, turn scattered materials into an organized study space with engaging learning activities and content like podcasts instantly. It will include flashcards, fill in the blanks, matching exercises, quizzes, and the ability to review progress.

In some job interviews recently, I’ve actually been asked about my experience with AI and if I know how to use it efficiently to help manage workflows. Copilot will really help students stay at the forefront of today’s changing world and make them more marketable.

In May 2025, we announced that teen student availability for Copilot Chat and Microsoft 365 Copilot would be coming this summer. We’re now sharing that general availability is expected in late July 2025. To prepare, administrators should review guidance to enable Copilot Chat for students and help ensure appropriate access.

Copilot Chat is included with Microsoft 365 at no additional cost and offers secure AI chat powered by GPT-4o with the ability to maintain IT control through enterprise data protection and management. It also includes features like file upload, image generation, Copilot Pages, and agents. We’re optimistic about the opportunities that lie ahead to help students increase their agency and build skills to prepare for future success. We’re continuing to provide opportunities to build essential skills—from immersive activities in Minecraft Education AI Foundations, to equipping preservice educators with ISTE+ASCD, providing hands-on cybersecurity experience for students, and offering GitHub Certifications on Microsoft Learn and Pearson VUE.

We’ll also continue highlighting new evidence of impact such as the recent World Bank study in Nigeria, where a pilot program deployed Copilot, which stated that a “cost-effectiveness analysis revealed substantial learning gains, equating to 1.5 to years of ‘business as usual’ schooling, situating the intervention among some of the most cost-effective programs to improve learning outcomes.”

The following is according to court documents and statements made in court: John (Jack) Griffin of Philadelphia was the principal and founder of Second Story Farming Inc., which did business as Metropolis Farms. Second Story Farming had several lines of business, including growing crops in vertical farms to sell to customers, developing sustainable vertical farming technologies, and selling vertical farming systems to customers. Vertical farming refers to a practice of growing crops vertically and in horizontally stacked layers.

In 2017, Griffin, through Second Story Farming, sold vertical farming systems along with the equipment, supplies, materials, and operational instructions necessary to operate them to two companies. Before entering into the contracts, Griffin provided financial projections to them that grossly overstated the anticipated revenues that could be generated by the vertical farms and grossly understated the anticipated expenses necessary to operate the vertical farms. In reliance on the financial projections, the companies each paid Second Story Farming to set up vertical farms for them. Rather than use those funds to provide them with vertical farms, Griffin used most of the money to pay his own personal expenses and operate Second Story Farming’s research and development line of business.

In 2017, Griffin earned income from his work at Second Story Farming. Despite being legally required to file a tax return for that year, Griffin did not do so. Griffin tried to conceal that he received any income in 2017 by, among other things, withdrawing cash and paying personal expense from his business’s bank accounts and transferring funds from his business to his wife, and withdrawing cash from Second Story Farming’s business bank account.

Griffin is scheduled to be sentenced on Oct. 22. He faces a maximum penalty of 20 years in prison on each of the wire fraud charges and a maximum penalty of five years in prison on the tax evasion charge. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Acting Deputy Assistant Attorney Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney David Metcalf for the Eastern District of Pennsylvania made the announcement.

MIL-OSI Global: Grilling with lump charcoal: Is US-grown hardwood really in that bag?

People dedicated to the art of grilling often choose lump charcoal – actual pieces of wood that have been turned into charcoal – over briquettes, which are compressed charcoal dust with other ingredients to keep the dust together and help it burn better.

The kinds of wood used to make lump charcoal affect how it burns and how the food tastes when grilled. Dedicated grillers are often willing to pay a premium for higher heat, no additives, particular flavors and the cleaner burn they get from particular wood species in lump charcoal.

Buyers probably expect the label to accurately report how much charcoal they are getting, what kind of wood it is, and where the wood was grown.

A spot-check I helped conduct on lump charcoal for sale in the U.S. has revealed that the information on the label does not always match what is inside the bag. Customers might not know what they are actually buying, potentially affecting their purchasing choices and even their grilling experience.

Origin matters

Charcoal is made from wood heated in a low-oxygen environment to remove water and volatile compounds. This process leaves behind a carbon-rich material that burns hotter and more cleanly than raw wood, making it ideal for grilling.

The origin of the trees used affects charcoal’s ecological sustainability. Some charcoal produced in Mexico, Paraguay and Brazil has been linked to deforestation and unsustainable logging practices. Charcoal from hardwood trees harvested in the U.S. is generally considered to be more sustainable.

We decided to investigate more deeply what consumers are actually getting when they buy a bag of lump charcoal.

We looked at a range of products, some of which were labeled as from the U.S., some from other countries and others that did not specify a country of origin.

We purchased one bag each of 15 major U.S. lump charcoal brands online. We did not identify the specific producers. Instead, we wanted to give an overall sense of the products available on the market and evaluate how closely product claims on the packaging matched what was actually in the bags.

Kinds of charcoal we found

We determined the type of wood the charcoal was made from by examining each lump under a microscope or handheld magnifying lens and matching the patterns in the wood structure with the ones in our collection.

Identifying the species allowed us to broadly infer the origin of the charcoal based on where those kinds of trees typically grow.

Nearly half of all the lump charcoal we examined was oak or mesquite, which are both hardwoods that grow in North America, including in the U.S. and Mexico.

In two out of five bags claiming their charcoal had come from the U.S., 15% or more of the material was actually tropical woods, such as ipe, which are not native to the U.S. These woods may have been harvested unsustainably. Other species we found included pine and sweet gum, which perform poorly as grilling woods.

Much of the tropical wood was in small fragments, which made us think it might have been intentionally used as cheap filler.

We found one bag that was labeled “One ingredient: Oak hardwood” that contained no oak at all. Instead, it was a mix of at least six tropical woods.

What else was in the bag?

We also discovered concerns related to product weight and the quantity of extraneous material in the bags. The Fair Packaging and Labeling Act is a U.S. law that requires product containers to carry labels that accurately describe the contents. The National Institute of Standards and Technology has specific methods for measuring and characterizing contents of packaged goods.

These requirements do allow some variations in weight, but nearly half the bags we examined were underfilled, and one-third were far enough underweight that their label claims fell outside what is legally acceptable.

Also, in every bag we found bark and tiny charcoal fragments, which burn quickly and unevenly. Six bags had rocks in them. Without those extra materials, all 15 bags were underweight, and none gave buyers as much effective grilling fuel as they promised.

So when consumers pay more for what they think is a premium charcoal product, they may, in fact, be getting nothing of the sort.

The Board of Trustees Distinguished Professor title is awarded annually following a university-wide nomination process and a rigorous review by a faculty and student committee. Final selections are approved by the UConn Board of Trustees, which confirmed this year’s awardees at its June 25, 2025 meeting.

Dr. Peter C. Albertsen

Dr. Peter C. Albertsen is a globally respected urologic oncologist whose research and leadership have transformed the understanding and management of prostate cancer. A faculty member at UConn Health since 1987, Dr. Albertsen’s work has shaped national and international treatment guidelines and spared tens of thousands of men from unnecessary surgery and radiation.

He earned his undergraduate degree in biochemistry from Princeton University and his medical degree from Columbia University. He completed his surgical residency at Harvard and his urology training at the Brady Urological Institute at Johns Hopkins. He also holds a master’s degree in medical administration and preventive medicine from the University of Wisconsin.

Dr. Albertsen was among the first to use population-based data to challenge prevailing assumptions about PSA screening and prostate cancer aggressiveness. His landmark publications, including a seminal article in Journal of the American Medical Association (JAMA), demonstrated that many prostate cancers grow slowly and do not require immediate treatment. These findings helped launch a global shift toward active surveillance, now a widely accepted standard of care. He has played key leadership roles in major trials in both the U.S. and the U.K., including serving as Chair of the Cause of Death Committee for the PLCO and ProtecT trials.

He has authored more than 300 peer-reviewed articles and editorials, with over 17,000 citations and an h-index of 63, placing him in the top tier of urologic researchers. His research has been published in The New England Journal of Medicine, JAMA, and other leading journals, and has been supported by more than $5 million in external funding.

As UConn’s Urology Residency Program Director for over 30 years, Dr. Albertsen has trained more than 60 residents, many of whom have gone on to leadership roles in academic medicine and beyond. He is widely praised for his dynamic and discussion-based teaching style and for his long-standing mentorship of medical students and residents.

Dr. Albertsen has served in numerous leadership roles at UConn Health and nationally, including as Associate Dean for Clinical Research and Planning, Division Chief of Urology, and Trustee of the American Board of Urology. He continues to provide exceptional patient care, including to underserved and correctional populations, and is often sought out by colleagues for their own care.

His many honors include the Eugene Fuller Triennial Prostate Award and the Distinguished Contribution Award from the American Urological Association, as well as honorary membership in both the AUA and the German Urological Association. Dr. Albertsen’s research, clinical care, and mentorship have had an enduring impact on the field of urology and the lives of countless patients, making him a most deserving recipient of the University of Connecticut’s highest faculty honor.

Professor Anne C. Dailey

Professor Anne Dailey, Associate Dean for Faculty Development and Intellectual Life and the Ellen Ash Peters Professor of Law at the University of Connecticut School of Law, is a nationally recognized scholar whose work bridges constitutional law, family law, and psychoanalytic theory. A member of the UConn faculty since 1988, Professor Dailey has made transformative contributions to legal scholarship, education, and public service, with far-reaching influence across disciplines and institutions.

She earned a Bachelor of Arts in English from Yale University and a Juris Doctor from Harvard Law School, where she served as an Articles Editor of the Harvard Law Review. Following law school, she completed a judicial clerkship with Judge José Cabranes of the U.S. District Court for the District of Connecticut. She has since become a pioneering figure in integrating psychoanalytic theory into legal analysis, most notably through her acclaimed book Law and the Unconscious: A Psychoanalytic Perspective, published by Yale University Press. This work received three prestigious honors: the Book Prize from the American Psychoanalytic Association, the Book Prize from the American Board and Academy of Psychoanalysis, and the Faculty Book Award from the UConn Humanities Institute.

Professor Dailey’s scholarship is widely cited and influential. Her co-authored articles The New Law of the Child and The New Parental Rights, and her sole authored In Loco Reipublicae, all published in top-tier law journals, have shaped the national discourse on children’s constitutional rights, state responsibility for families, and evolving family structures. She is a member of the American Law Institute and the Association for the Study of Law, Culture and Humanities.

She has held visiting faculty appointments at Yale, Harvard, and Penn Law Schools and has been named an Erikson Scholar at the Austen Riggs Center and a Fellow at the Katz Center for Advanced Judaic Studies at the University of Pennsylvania.

Professor Dailey is a dedicated and inspiring teacher of family law and constitutional law. She is also a deeply valued mentor to students and junior faculty, and her efforts have helped elevate the national profile of the UConn School of Law.

MIL-OSI Africa: Coffee Master Trainer Upgrade (Coffee MUG) Program Surpasses 4,700 Farmers Trained, Boosting Yields and Incomes Across Indonesia’s Top Arabica Regions

The Sustainable Coffee Platform of Indonesia (SCOPI) and the International Islamic Trade Finance Corporation (ITFC) (www.ITFC-IDB.org) announced key findings of the mid-term survey from the Coffee Master Trainer Upgrade (Coffee MUG) Program, a five-year initiative helping smallholder farmers in North Sumatra and Aceh adopt sustainable coffee-growing practices.

Since its launch in October 2021, the program has trained 4,754 farmers—37% (1,781) women—across 130 villages, with 3,700 hectares now managed under Good Agricultural Practices (GAP). Nineteen Master Trainers and eight candidates act as local champions, guiding farmer groups on soil health, pruning, post-harvest handling, and quality control. The field midline survey conducted to the program and confirmed that average yields in the target areas rose 13.7 percent in 2023, equivalent to 78 kilograms of green bean per hectare compared to the previous year.

Capacity-building results are equally encouraging participating trainers demonstrated 91 percent competence in sustainable coffee farming and 87 percent competence in training methodologies during recent evaluations. Farmer livelihoods are beginning to reflect these gains. Average annual coffee sales reached IDR 82.95 million (US$5,100) per farmer in 2023, while average net farm income rose to IDR 71.52 million (US$4,400).

Earlier this year, SCOPI and ITFC convened twin data-utilisation workshops in Berastagi (Karo Regency) and Takengon (Central Aceh Regency). Local officials, private buyers, Master Trainers, and farmer leaders reviewed the mid-line survey results, explored a new web-based monitoring dashboard, and agreed on concrete follow-up actions—such as establishing demonstration plots that now serve as “living classrooms” for young farmers and expanding market pathways with ofi Indonesia, Louis Dreyfus Company, and Ecom/Indo Cafco.

Looking ahead, the program is scaling its trainers network through a new recruitment drive that will bring more young people into the Master Trainer pipeline, securing generational renewal. Field trials focused on soil-health interventions will also continue, targeting a further yield increase by 2026. MIL-OSI Economics: RBI imposes monetary penalty on The Karimnagar District Co-operative Central Bank Ltd., Telangana

The Reserve Bank of India (RBI) has, by an order dated June 23, 2025, imposed a monetary penalty of ₹1 lakh (Rupees One Lakh only) on The Karimnagar District Co-operative Central Bank Ltd., Telangana (the bank) for contravention of provisions of Section 20 read with Section 56 of the Banking Regulation Act, 1949 (BR Act). This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the BR Act.

The statutory inspection of the bank was conducted by National Bank for Agriculture and Rural Development (NABARD) with reference to its financial position as on March 31, 2024. Based on supervisory findings of contravention of statutory provisions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said provisions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charge against the bank was sustained, warranting imposition of monetary penalty:

The bank had sanctioned loans to its directors.

This action is based on deficiencies in statutory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

First Deputy Prime Minister Denis Manturov held a meeting on the development of mechanical engineering for food and processing industries. The event was attended by representatives of the Ministry of Industry and Trade, the Ministry of Agriculture, as well as leading associations, industry enterprises and food producers.

The participants of the meeting discussed the current situation and development prospects of the industry, the technological independence of which plays an important role in ensuring food security in Russia. Food engineering includes 12 key sub-sectors – from equipment for the flour and cereal industry to packaging and filling machines. Today, the industry is ready to almost completely cover the market demand for equipment for the grain industry, catering, and packaging machines. The average level of equipment localization here is more than 50%. It is planned to gradually expand the presence of domestic manufacturers in other equipment segments.

More than 270 enterprises are involved in the production of equipment for the food and processing industry. According to the results of last year, the market volume demonstrated significant growth and exceeded 377 billion rubles, which is a third more than the 2023 figure. At the same time, the production volume in all segments increased by almost 55% compared to 2023 and amounted to 216 billion rubles. The leader in growth was the livestock equipment sector, where production volumes increased more than 2 times. In 2025, the industry continues to show positive dynamics in production volumes, despite the high base of last year.

To support domestic manufacturers and stimulate the purchase of high-performance Russian equipment, the Russian Ministry of Industry and Trade is implementing a program of subsidizing discounts on special equipment and machinery, thanks to which almost 81 thousand units of equipment have been sold in 4 years (from 2021 to 2024). Over the next three years, 38 billion rubles have been allocated for this program, of which 12 billion rubles are for this year. In parallel, R&D support is provided, allowing for the development of serial production of new types of equipment and components that previously had no Russian analogues. This tool is also relevant for food industry enterprises that intend to produce the necessary equipment in Russia at their own facilities. For example, farmer and cheese maker Oleg Sirota received support for the implementation of a project to develop and launch a domestic cheese production line into series production. In addition, food engineering enterprises have access to preferential loans from the Industrial Development Fund. Since last year alone, a decision was made to support 5 projects, the amount of preferential loans for them exceeded 1.2 billion rubles.

At the same time, conceptually new approaches to industry work have been formed at the moment, aimed at building an effective chain of interaction between consumers and producers. The processes of development and launching new types of equipment into serial production are built around the needs of potential buyers, who, in turn, determine the need for such equipment in advance. This allows machine builders to correctly distribute production resources, calculate the terms and cost of project implementation, as well as its prospective payback. Government support measures are also focused specifically on projects that are implemented in accordance with the technical specifications of food industry enterprises. During the meeting, the first results of projects organized within the framework of such interaction were presented.

The meeting also considered the issue of import substitution and reengineering of equipment and components that are critical for the stable operation of the agro-industrial complex. Work in this area is being carried out by the Russian Ministry of Industry and Trade together with the Russian Ministry of Agriculture and the Agency for Technological Development (ATD). In 2022–2025, the ADT supported 59 projects in the interests of mechanical engineering for the food and processing industries for a total of over 760 million rubles.

Special attention at the meeting was paid to the issue of re-equipping food service facilities in educational institutions of the DPR, LPR, Zaporizhia and Kherson regions with domestic equipment, work on which has been underway since 2023. Over the past period, local institutions have been supplied with over 18 thousand units of equipment, which made it possible to provide hot meals for children in almost 1.7 thousand schools and kindergartens.

MIL-OSI USA: Forest Protection and Wildland Firefighter Safety Act Passes Committee

Washington, D.C.—Today, the House Transportation and Infrastructure Committee passed Congressman LaMalfa’s bill, H.R. 3300, the Forest Protection and Wildland Firefighter Safety Act, out of markup as part of a larger package. This legislation ensures that aerial fire retardant remains available for wildfire suppression efforts without being tied up in Clean Water Act permitting delays. The bill clarifies that federal, state, local, and tribal firefighting agencies do not need a National Pollutant Discharge Elimination System (NPDES) permit to use fire retardant from aircraft when responding to wildfires.

“Firefighters shouldn’t have to wait on a permit to fight a fire. With wildfire racing toward homes and forests, limiting or delaying the use of fire retardant due to waiting for bureaucracy to permit it is backward logic that gets people hurt and leaves entire landscapes scorched,” said Rep. LaMalfa. “Aerial retardant has been used safely for decades. What these lawsuits and delays really do is handcuff the very people trying to stop disaster. I’m glad to see this bill pass through committee, and I’ll keep working to make sure our firefighters can do their jobs without interference from fringe lawsuits or red tape.”

Background

In 2022, an environmental group sued the Forest Service over its use of aerial fire retardant, arguing it should be regulated under the Clean Water Act. A federal court ruled in 2023 that the Forest Service must obtain a NPDES permit from the EPA, but declined to issue an injunction that would have halted the use of retardant during fire season. The permitting process is expected to take years, and if future litigation results in a successful injunction, firefighters could be forced to ground aircraft or fly them with only water—putting lives, forests, and property at serious risk. Additionally, every state, local, and tribal fire agency may eventually need to get their own NPDES permit to use retardant, wasting tax dollars, time, and placing people in jeopardy.

The Forest Service has made clear in testimony that aerial retardant is a critical part of its integrated wildfire strategy and that current operations already prohibit discharge into waterways or buffer zones. Over the past decade, less than 1% of fire retardant drops have affected waterways.

The bill builds on existing exemptions in the Clean Water Act for fire control activities and ensures continued use of fire retardants that are approved and listed on the Forest Service’s Qualified Products List.

MIL-OSI USA: LaMalfa, California GOP Delegation Call on Newsom to Halt New Gas Price Hikes

Washington, D.C.—Congressman Doug LaMalfa (R-Richvale) joined the entire California Republican congressional delegation in sending a letter to Governor Gavin Newsom urging him to immediately suspend a scheduled increase to the state’s gasoline excise tax and pause the implementation of new California Air Resources Board (CARB) regulations projected to significantly raise fuel costs for California drivers.

Starting July 1, 2025, California is set to raise its gas tax to 61.2 cents per gallon. On the same day, new CARB regulations under the Low Carbon Fuel Standard (LCFS) are set to take effect—regulations estimated by University of Pennsylvania economists to drive fuel prices up by as much as 65 cents per gallon. Combined, these changes will further strain California’s already fragile fuel supply and add more costs for families and businesses across the state.

“At a time when Californians are already paying $1.44 more per gallon than the national average, the last thing they need is another gas tax hike and a costly new mandate from unelected CARB officials,” said Rep. LaMalfa. “The Phillips 66 refinery is set to close this fall, and Valero’s Benicia facility will follow next spring. Together, those shutdowns will cut California’s refining capacity by over 20 percent. Resulting in less fuel available on the market, higher prices, and more pain for everyone. Instead of addressing this looming supply crisis, the Governor is adding 1.6 cents to the gas tax and letting CARB push through a regulation that is estimated to raise prices by up to 65 cents per gallon. These policies are not just tone-deaf, they’re dangerous to California’s economy. The Governor continues to ignore this reality. Refusing to change course will only make things worse.”

These price increases come as California faces a looming supply crisis due to the scheduled closures of two major in-state refineries. According to a May 2025 report from the University of Southern California’s Marshall School of Business, the combined shutdown of the Phillips 66 refinery in Los Angeles and the Valero refinery in Benicia could result in a 21% drop in California’s refining capacity. This shortfall is expected to create a gasoline supply deficit of up to 13.1 million gallons per day and push prices as high as $8.43 per gallon by the end of 2026, especially when combined with the effects of new state mandates like the LCFS, Cap-and-Trade expansion, and excise tax increases.

The USC study also warns that these disruptions will ripple across the economy, impacting air travel, food delivery, agriculture, manufacturing, and healthcare, while placing further pressure on household budgets and reducing state tax revenues at a time when California faces a projected $73 billion budget deficit.

The California Republican congressional delegation has consistently urged the Governor to suspend the gas tax, address in-state supply constraints, and reject policies that deepen the cost-of-living crisis, but to date continue to be ignored.

Washington, D.C.—Today, Congressman Doug LaMalfa (R-Richvale) and Congressman Ryan Zinke (R-MT) released the following statement applauding the U.S. Department of Agriculture’s decision to rescind the Roadless Rule. This rule prevented road construction, reconstruction, and timber harvesting on almost 59 million acres of the National Forest System.

“I want to thank Secretary Rollins for rescinding the Roadless Rule, a Clinton-era midnight regulation which has done more harm than good in the West,” said Rep. LaMalfa. “This policy blocked responsible forest management, preventing thinning, logging, and the ability to build roads that are critical for wildfire response and public safety. Two decades on, our forests are more overgrown, wildfires are more catastrophic, and rural economies have fewer jobs. Repealing the Roadless Rule is a major step toward restoring common-sense forest management and giving local experts the ability to do their jobs.”

“The rescission of the outdated Roadless Rule is a victory for Montana, public lands, and forest management everywhere,” said Rep. Zinke. “As I’ve long maintained, one of the biggest obstacles to proper forest management and wildfire prevention has been unnecessary and overbearing regulations like this one. If you can’t build a road, you can’t fight fires, you can’t cut trees, and you can’t properly take care of our national heritage held in our public lands. I applaud the President and Secretary Rollins for their initiative to allow real and needed work to be done on our national forest land.”

The Roadless Rule tied the hands of land managers for years, especially in Western states where wildfire risk is high and economic opportunities are closely linked to working forests. Its repeal is a long-overdue correction that restores balance between conservation and the practical need to access, manage, and protect our forests.

Farmers backed to tackle endemic diseases with more funded vet visits

Government funded vet visits to now include health assessments for multiple herds on the same farm helping to support better health and profitability within the sector.

Livestock farmers can now access funded vet visits for multiple herds or flocks belonging to the same farming business from today (26th June), helping to support better health and profitability within the sector.

The expansion to the Animal Health and Welfare Pathway provides farmers a more comprehensive understanding of livestock health on farms with many groups of animals, whether mixed holdings or larger farms with many groups of a single species.

Since funded vet visits began in 2023 there have been more than 8,000 visits benefiting hundreds of thousands of animals, with over 95% of farmers saying that they have or will take action based on the advice of their vet. The strong uptake and implementation of the advice supports increased disease resilience meaning healthier animals and greater food security which in turn will boost farmers profits. In simple terms healthier, happier cows produce more milk.

The application is quick taking less than 90 seconds to apply and less than 3 minutes to claim for the funding.

Daniel Zeichner, Minister for Food Security and Rural Affairs, said:  

Increased disease resilience means healthier animals and greater food security, boosting farmers profits.

The vet visit roll-out gives eligible farmers access to tailored support to each herd or flock. It is one step in the Government’s plan to protect rural livelihoods, tackle disease and safeguard high welfare standards across our food chain.

Bryan and Liz Griffiths, Livestock farmers in North Devon, said:

We have received government supported vet visits since the Animal Health and Welfare Pathway began. These have allowed us to focus on issues specific to our farm as well as the set program.

Going forward the new multi-flock and herd option along with the multi-species option will allow funding for a review and follow up for each flock and species on the farm, all through one agreement, which is great.

Keepers of beef cattle, dairy cattle, sheep or pigs, can all apply for a vet of their choice to assess all their herds and flocks along with an optional, funded, follow-up assessment.

Visits will be able to support monitoring and treatment of diseases including conditions Bovine Viral Diarrhoea (BVD) in cattle, Porcine Reproductive and Respiratory Syndrome (PRRS) in pigs, and worming resistance in sheep.

Bonn, Germany – A lack of urgency to address the escalating climate crisis has marred the Bonn Climate Change Conference, leaving much work to be done to deliver real progress on climate and biodiversity action at COP30 in Brazil.

Ambition to accelerate mitigation, including transitioning away from fossil fuels in upcoming 2035 climate action plans was lacking and talks stalled on climate finance and the Baku to Belém roadmap to mobilise up to US$1.3 trillion for developing countries became polarised. Efforts to secure an end to deforestation by 2030 also struggled to find a landing ground.

An Lambrechts, Biodiversity Policy Expert, Greenpeace International, said: “As temperatures escalate, efforts to end deforestation and protect critical ecosystems are an essential part of the 1.5°C solution. But if an action plan to end forest destruction is to be agreed in Belém, parties must grasp the urgency and deliver a transformative COP30 forest outcome.

“While there were some positive signs for potential progress on synergies between climate and biodiversity action in Belém, there’s been far too much procrastination in Bonn and too little decision-making. We believe in multilateralism, but that spirit needs to be reinvigorated ahead of COP30 to accelerate the protection and restoration of critical ecosystems.”

Lorelei Limousin, Climate and Fossil Fuels Campaigner, Greenpeace France said: “The 1.5°C goal is getting harder every day and ambition to deliver the Paris Agreement must be ramped up in 2035 climate action plans. As custodian of the Paris Agreement, France must drive ambition and needs to support EU targets for both 2035 and 2040 that are aligned with 1.5°C.

“Macron’s attempts to weaken EU ambition is sabotaging the Paris Agreement in its 10th anniversary year, putting at risk EU climate leadership. Instead of backtracking, France – and the EU – need to signal they’ll move ahead and accelerate the transition away from fossil fuels.

“But the EU and Global North as a whole, must also help unlock robust public climate finance to help stimulate climate action in developing countries. One clear solution is to give the bill to the fossil fuel producers and make them pay for the climate destruction their products cause.”

Camila Jardim, International Politics Specialist, Greenpeace Brazil said: “Amid challenging times, this is a great opportunity for Brazilian climate leadership to emerge. As COP30 host, Brazil can make the goal of halting global deforestation and forest degradation a reality, delivering a fruitful COP30 legacy to forests all over the world.

“2035 NDCs and bridging the 1.5°C ambition gap is the make-or-break for COP30. A strong COP outcome is needed to combat the expected shortfall in ambition alongside finance to enable greater action in developing countries. But in Bonn a stalemate on emission reductions and finance was exposed, as the Global Stocktake and NDCs became a new taboo in negotiation rooms and developed countries refused to step up on finance. This needs to change – it’s time to act.”

Despite its potential benefits, regenerative agriculture is not yet defined within EU policies. Farmers willing to adopt such practices often face barriers, including limited financial incentives, technical support and market recognition.

On June 28 and 29, the Moskino Cinema Park will host master classes, performances by jazz bands, circus shows, a musical quest and other events.

Master classes

On Saturday and Sunday from 12:00 to 19:00, three creative classes for children and adults will be held on the central square: “Spoon Stylization,” “Art Guitar,” and “Mini Xylophone.”

Participants will be offered to paint an old musical instrument – a wooden spoon, decorate a mini-xylophone with sticks and acrylic paints, and also make a mini-guitar or drums from cardboard and music discs. MIL-OSI Africa: President Museveni Welcomes Former Opposition Youth To National Resistance Movement (NRM), Commends Them For The Wise Decision

The converts from the districts of Mubende, Kassanda and Mityana have been undergoing a two-week ideological training at the National Leadership Institute (NALI) in Kyankwanzi.

The 2025/2026 cohort of youth converts comprised 145 males and 46 females. They were introduced to the principles of the NRM, its ideology, and other patriotic values.

During a meeting held at State House Entebbe, the President commended the youth for making what he called a wise and courageous decision.

President Museveni also pledged Shs 100m to support their SACCO as a token of encouragement and empowerment.

He also lauded the converts for abandoning political factions that, according to him, have long misled the youth and discouraged them from engaging in government programs meant to fight poverty and foster economic transformation.

“Those opposition groups are merciless. They use you for foreign-funded agendas and then tell you to shun government programs,” the President remarked.

“When we were giving out coffee seedlings under Operation Wealth Creation, they said the seedlings wouldn’t help them, but you have made the right choice, and I congratulate and welcome you.”

President Museveni further drew on his own political journey, sharing that he too was once an opposition supporter.

“I was in the Democratic Party from 1960 to 1970. Even though UPC rigged the elections in 1962, I told my fellow DP supporters, Obote may have stolen votes, but he didn’t steal your food. We had to be smart and take full advantage of the government’s programs,” he said.

He commended the youth instructors for equipping the converts with a strong understanding of NRM’s core principles particularly the third mission: socio-economic transformation.

“I am happy that your instructors taught you the mission of socio-economic transformation. As Africans, we must move from subsistence living to the money economy,” he said.

Modernizing African Livelihoods:

The President illustrated how daily life for most Africans still relies on outdated practices that need urgent modernization.

“In developed countries, machines fetch water. Here, our girls still carry jerry cans on their heads. We cook with firewood while others use gas or electricity. That’s what the NRM seeks to change,” he said.

The President also emphasized education as a key driver of transformation, highlighting the role of the government’s Universal Primary and Secondary Education (UPE and USE) programs as well as the Presidential Skilling Hubs.

“The skilling hub in Kassanda is proof that youth can access quality training for free. If we fully embrace free education, it will play a major role in changing lives.”

President Museveni further revisited his Four-Acre Model, a strategy he first introduced in the 1996 NRM Manifesto to guide smallholder farmers towards profitable and calculated farming.

“If you have only two acres and grow cotton or tobacco, you’ll remain poor. But if you plan well, with ekibalo (calculation) you can generate serious income,” he explained.

For those with four acres, the President advised; One acre for coffee (earning up to Shs15 million per year), one for fruits, one for pasture to support up to eight cows, and one for food crops.

He added that backyard farming activities like poultry, piggery (for non-Muslims), and fish farming could generate even more income.

“Fish farming, for instance, can bring in up to Shs 80 million a year from one acre of ponds,” President Museveni revealed.

Industrialization and ICT as Game Changers:

He also pointed to Uganda’s manufacturing sector, which now employs over 1.2 million people, more than double the public service sector’s 480,000.

“From small dairy coolers to big factories, manufacturing has become a major source of jobs and wealth,” he said.

The President also praised growth in the services sector particularly tourism, transport, professional services, and religious work which employs about four million Ugandans.

Finally, he underscored the transformative potential of ICT, especially in business Process Outsourcing (BPO).

“With our strong internet and telecom infrastructure, Ugandans can now work for international companies and earn globally competitive salaries right from here,” President Museveni noted.

Ms. Hellen Seku, the Commissioner of the National Secretariat for Patriotism Corps (NSPC), expressed gratitude to President Museveni for hosting the youth converts from parishes, villages, and sub-counties in the three districts.

“We thank Your Excellency for welcoming these young people, many of whom were once leaders in the opposition. This meeting marks a turning point in their journey of transformation,” Ms. Seku said.

“These youth have been receiving ideological training focused on civic duty, patriotism, and the core principles of the NRM. The goal has been to equip them to become responsible, value-driven citizens who contribute meaningfully to their communities,” she explained.

Ms. Seku also emphasized that the training covered key themes such as teamwork, peacebuilding, national unity, embracing government programs, and serving the country with loyalty and discipline.

“We have taught them the pillars of society, how to protect the peace we have, and the importance of working together as one. These young people are now prepared to return home and help drive progress in their areas,” she added.

She further urged the youth to be responsible citizens and take care of both the environment and their personal health.

“Go back and plant trees in your communities. Let us care for our environment. Above all, maintain discipline in your health. HIV/AIDS has become rampant in our societies. Guard yourselves. It is spreading like wildfire, and we must stop it,” she advised.

On his part, Col. Okei Rukogota, the Director of NALI expressed his appreciation to President Museveni for his unwavering efforts in empowering young people through anti-poverty programs.

“Your Excellency, I thank you for your tireless fight against poverty among the youth. Your leadership continues to create opportunities for transformation,” Col. Rukogota said.

He also commended the NALI team for their dedication and commitment in organizing and facilitating the ideological training for the youth.

“To the entire NALI team, thank you. Without your hard work and support, this success would not have been possible,” he added.

Col. Rukogota further applauded the converts for their commitment to learning and embracing the values and principles taught during the retreat.

“I also thank the youth converts. Your willingness to learn and change is a sign of true patriotism. Uganda needs you,” he said.

Speaking on behalf of the group, Mr. Mutumba Byakatonda, a youth representative and councilor from Mubende Municipal Council, said the converts were once affiliated with opposition political parties but have now decided to cross to the NRM.

“Your Excellency, I personally crossed to the opposition after you commissioned the Mubende Central Market. However, today, I stand before you as a proud convert back to the NRM,” he said.

“Your Excellency, for a while, many of us were misled by opposition narratives. We were persuaded into ideologies that alienated us from government programs aimed at creating wealth and improving livelihoods,” Mr. Byakatonda explained.

“We sincerely thank the Director and entire staff at NALI for the training, mentorship, and welfare support. Through lessons on the principles and ideology of the NRM, we have experienced a complete mindset change.”

He thanked the President for his continued facilitation, time, and attention, saying: “We are deeply grateful for your support and for sparing time out of your busy schedule to meet us today. We do not take it for granted.”

As part of their next steps, the group expressed interest in registering a Youth Converts SACCO across their districts.

“We plan to form a SACCO where we can access funds at low interest rates and start small businesses. Your Excellency, we also humbly request coffee seedlings under Operation Wealth Creation to help us kick-start our income-generating activities and contribute to the national development agenda,” Mr. Byakatonda said.

He concluded by reaffirming their loyalty to the NRM government.

“We are ready to enroll fully into the NRM and support you in building a transformed and prosperous Uganda,” he added.

In the first four months of this year, the production of paper products in Moscow increased by 10 percent compared to the same period last year. This was reported by the Minister of the Moscow Government, Head of the Department of Investment and Industrial Policy Anatoly Garbuzov.

“In Moscow, over 700 companies produce paper and cardboard products, packaging, books and other products that are in demand in many industries. With the city’s support, enterprises regularly increase production and shipment volumes, and expand their product range. In January-April 2025, companies increased their paper product output by 10 percent year-on-year, shipments increased by 2.2 percent and amounted to more than 17 billion rubles,” Anatoly Garbuzov emphasized.

For example, one of the leading Russian manufacturers of packaging products, PJSC Lambumiz, produces over 600 million units of goods annually. The range includes cardboard and flexible packaging, laminated cardboard of different densities and formats, and disposable tableware made of white and kraft cardboard. The company has recently begun to develop the production of aseptic packaging with a long shelf life for dairy products and juices.

MIL-OSI New Zealand: Further arrest in Kaikohe homicide

Kaikohe Police have made a further arrest in relation to the death of Cattleya Tangimetua-Pepene.

A homicide investigation was launched last month after the 3-year-old’s death on 21 May 2025.

Detective Senior Sergeant Christan Fouhy, of Far North CIB, says Police have made a second arrest in the case.

“A 31-year-old woman appeared in the Kaikohe District Court today,” he says.

“Police have charged this woman with neglect and fraud related offences.”

The woman has been remanded in custody to reappear on 15 July 2025.

Detective Senior Sergeant Fouhy says further comment is limited given two people are now before the Court in this case.

The global illicit drug trade continues to exact a devastating toll: claiming lives, ravaging public health services, and fueling violence and organized crime.

Drug trafficking is tearing through communities with substances that are more potent, more dangerous, and more deadly than ever. Meanwhile, criminal networks prey on the most vulnerable – particularly women and youth – as they rake in hundreds of billions annually through the illicit drug trade.

This year, we shine a light on prevention as the most essential strategy for halting the flow of drugs that fuels organized crime worldwide.

We must reduce demand through investing in education, treatment, harm-reduction measures and care; target the machinery of production by eliminating illicit laboratories and offering farmers viable alternatives; and sever trafficking networks by strengthening global trade routes and choking the financial flows of criminal networks, while always ensuring respect for human rights.

Let us recommit to ending drug abuse and trafficking, uniting to dismantle criminal networks, and breaking the cycle of suffering and destruction once and for all.

MIL-OSI China: China harnesses biomass energy to power green transition

At a biomass power plant in the city of Xuzhou, east China’s Jiangsu Province, giant mechanical claws repeatedly feed bundles of dried straw onto conveyor belts. The straw is then transported to furnaces and converted into clean energy.

This facility can process around 300,000 tonnes of agricultural residues like wheat, corn and rice straw annually, producing over 220 million kilowatt-hours of electricity.

“That’s equivalent to saving about 90,000 tonnes of coal and cutting roughly 200,000 tonnes of carbon dioxide emissions each year,” said Zhang Yunfei, director of the dispatch center at State Grid Xuzhou Power Supply Company.

Biomass energy is largely derived from agricultural and forestry waste, livestock manure and organic refuse — materials once dismissed as mere waste. With the rise of clean energy technologies and increasing environmental awareness, China is viewing these materials as a vital part of its energy transition.

“Fewer farmers now burn straw in the fields, a practice that poses fire hazards and pollutes the air. Instead, crop residues are transported to modern biomass power plants,” Zhang said.

“Xuzhou is rich in biomass resources and holds significant potential for energy conversion,” Zhang added. The city now operates 17 large-scale biomass plants with a combined installed capacity of 335.6 megawatts, generating nearly 2 billion kilowatt-hours of electricity annually.

China is one of the world’s most biomass-rich countries. Statistics from the Biomass Energy Industry Promotion Association show that the country produces approximately 3.5 billion tonnes of agricultural, forestry and household biomass resources annually. However, the utilization rates remain relatively low.

In January, China’s first national energy law came into effect, calling for the tailored development of biomass power based on regional conditions.

Shanghai in east China has established pilot projects to convert biomass into green methanol, aiming to drive a low-carbon transformation in international shipping and build green fuel supply capacity of 300,000 tonnes within the city by 2030.

Meanwhile, enterprises in Anhui Province, also in east China, are scaling up biogas liquefaction and carbon capture initiatives, converting discarded straw and livestock waste into purified methane for liquefied bio-natural gas.

At a circular economy industrial park in the city of Suzhou in Jiangsu, advanced facilities process around 500 tonnes of corporate kitchen waste daily.

“About 90 percent of kitchen waste can be recycled into biomass natural gas for the city’s gas grid, or converted into nutrient-rich soil for landscaping,” said Huang Yuanchen, general manager of an environmental protection company in the park.

“It’s not just kitchen waste. Tree branches and fallen leaves can also be recycled and processed into biomass fuel pellets for use in thermal power plants,” Huang revealed, while noting that his company can process 100 tonnes of green waste daily, generating annual fuel pellet sales of up to 9 million yuan (roughly 1.26 million U.S. dollars).

Yu Tong, president of the China Association for the Promotion of Industrial Development, emphasized that achieving carbon neutrality demands transformative changes in energy consumption. “Biomass energy is abundant and versatile. It can be solid, liquid or gas — and can replace fossil fuels across multiple sectors.”

According to a 2025 China biomass energy industry report, the country’s installed biomass power capacity had reached 45.99 million kilowatts by the end of 2024, with total power generation hitting 208.3 billion kilowatt-hours and biogas output reaching about 500 million cubic meters.

“To bring biomass power to the power grid, centralized control systems are being rolled out for real-time monitoring of power plant performance and output, enhancing both power generation efficiency and stability,” said Li Yi, head of development planning at State Grid Xuzhou Power Supply Company.

Yang Xudong, a professor at Tsinghua University in Beijing, underscored the further potential of biomass utilization.

“Biomass energy can be easily stored and transported, and can serve as an alternative to other commercial fuels. It not only yields substantial economic returns, but retains its carbon-neutral identity.”

“In the future, further efforts should be made to optimize the entire biomass value chain and boost biomass energy consumption to fully unleash its green potential,” Yang added.
