  • MIL-OSI Security: Indictment Charges Two in $230 Million Cryptocurrency Scam

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (b)

WASHINGTON – An indictment was unsealed today charging Malone Lam, 20, of Miami, FL and Los Angeles, CA, and Jeandiel Serrano, 21, of Los Angeles, CA, with conspiracy to steal and launder over $230 million in cryptocurrency from a victim in Washington, D.C.  Lam, a citizen of Singapore who goes by the online monikers “Anne Hathaway” and “$$$”, and Serrano, who uses “VersaceGod” and “@SkidStar”, were arrested last night and are appearing in U.S. District Court for the Southern District of Florida and the Central District of California, respectively, today.

The arrests and indictment were announced by U.S. Attorney Matthew M. Graves, FBI Acting Special Agent in Charge David Geist of the Washington Field Office’s Criminal and Cyber Division, and Executive Special Agent in Charge Kareem A. Carter of the Internal Revenue Service – Criminal Investigation (IRS-CI) Washington, D.C. Field Office.

According in the indictment, since at least August 2024, Lam, Serrano, and others conspired to carry out cryptocurrency thefts and to launder the stolen crypto currency through exchanges and mixing services. The conspirators would fraudulently gain access to victim cryptocurrency accounts and then transfer victim funds into their possession. They laundered the proceeds, including by moving the funds through various mixers and exchanges using “peel chains,” pass-through wallets, and virtual private networks (VPNs) to mask their true identities.  Lam and Serrano then allegedly spent the laundered cryptocurrency proceeds on international travel, nightclubs, luxury automobiles, watches, jewelry, designer handbags, and rental homes in Los Angeles and Miami. In one instance, on August 18, 2024, Lam, Serrano, and their conspirators contacted a victim in D.C. and, through the communications with that victim, fraudulently obtained over 4,100 Bitcoin (worth over $230 million at the time).

This ongoing investigation is being handled by the U.S. Attorney’s Office for the District of Columbia, the FBI’s Washington Field Office, and the IRS-Criminal Investigation Washington Field Office.  Significant investigative and operational support was provided by the FBI’s Los Angeles and Miami Field Offices.

An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI: Rapid7 Adds Extended Ecosystem Support of Third-Party Detections to Managed Detection and Response

    Source: GlobeNewswire (MIL-OSI)

BOSTON, Sept. 23, 2024 (GLOBE NEWSWIRE) — Rapid7, Inc. (NASDAQ: RPD), a leader in extended risk and threat detection, today announced the addition of third-party detections for defense in-depth with Managed Threat Complete (MTC), the company’s Managed Detection and Response (MDR) solution. Rapid7’s global service now includes coverage for CrowdStrike Falcon, SentinelOne Singularity Endpoint, and Microsoft Defender for Endpoint.

Native endpoint security has always been part of Rapid7’s defense-in-depth approach. Now, by enriching and layering SOC expertise with third-party endpoint detections, MTC delivers a more comprehensive defense of the customer’s extended ecosystem.

Rapid7’s MDR service goes beyond endpoint telemetry alone and leverages its leading next-gen SIEM foundation to integrate and correlate diverse telemetry across the attack surface – endpoint, network, user, cloud. This wider coverage, combined with Rapid7’s expertise, provides critical context and faster investigations for more effective response for the modern attack surface. The additional endpoint support announced today builds on Rapid7’s strategy to provide modern attack surface monitoring across endpoint, cloud service providers, identity and access management, and network security solutions.

“Our leading next-gen SIEM allows Rapid7 to process broad telemetry and was purpose built to operationalize our SOC expertise to deliver unparallelled clarity for our MDR service,” said Craig Adams, chief product officer at Rapid7. “Adding third-party detection support to Managed Threat Complete deepens our visibility across a customer’s environment, which in turn helps us respond even more quickly and efficiently to threats.”

With the addition of extended ecosystem monitoring, customers can connect the supported tools in their environment to MDR for triage, investigation, and response. Rapid7’s SOC analysts now can better serve customers with:

    • Enhanced Visibility: With coverage for third-party event sources, the need to manually normalize information across a customer’s technical environment is eliminated, saving time and giving teams confidence that their full attack surface is covered.
    • Reduced Noise: Detect threats across all phases of the MITRE ATT&CK framework and modern threat landscape – without more noise. Realize high efficacy detections with operationalized threat intelligence and expertise.
    • Optimized Response: With broader telemetry and correlation across endpoint, network, identity and cloud, Rapid7’s incident response analysts can respond faster and more accurately to threats to eradicate them from customers’ environments.

  • MIL-OSI: FHLBank Atlanta Announces $5 Million Heirs’ Property Family Wealth Protection Fund

    Source: GlobeNewswire (MIL-OSI)

ATLANTA, Sept. 23, 2024 (GLOBE NEWSWIRE) — Federal Home Loan Bank of Atlanta (FHLBank Atlanta) announced its 2024 Heirs’ Property Family Wealth Protection Fund (FWP), allocating $5 million to assist organizations with the prevention and resolution of heirs’ property issues.

A recent survey sponsored by FHLBank Atlanta and conducted by The Harris Poll found that most homeowners (90%) expect the equity in their home to benefit their heirs when they die, yet more than 4 in 10 (43%) do not have a will/trust or estate plan. The survey also showed that roughly 1 in 5 homeowners did not have, or were not sure whether they have, a clear title (22%) or recorded deed (20%).

“Without the proper legal process, there are often roadblocks preventing equity from being passed down as property owners intend,” said FHLBank Atlanta’s President and Chief Executive Officer Kirk Malmberg. “As part of our work to address housing and homeownership challenges, FHLBank Atlanta has focused on heirs’ property issues, which occur when a property owner passes away without a will designating a successor owner or the heirs fail to properly vest title to the property in their names.”

Through FHLBank Atlanta member institutions, starting October 1, 2024, community organizations, tribal entities, governments and municipalities may apply for up to $500,000 in grant funding to assist property owners located in low-to-moderate income areas within communities in the FHLBank Atlanta district: Alabama, District of Columbia, Florida, Georgia, Maryland, North Carolina, South Carolina and Virginia. The application deadline is October 31, 2024.

Heirs’ property issues may also arise when a property is left to multiple beneficiaries without a plan to manage the property, resulting in fractured or tangled title. The survey found that 38% of homeowners without a will/trust or estate plan intend to leave their home or property to more than one heir.

“Family homes and properties are key to generational wealth building, but all too often, this legacy is lost due to inadequate legal documentation,” said Georgia Congresswoman Nikema Williams, a member of the Financial Services Committee and the Subcommittee on Housing and Insurance. “Earlier this year, I led the introduction of the HEIRS Act, which shares the same goal as FHLBank Atlanta’s program: to increase access to essential legal services, bridge wealth disparities, and give families confidence that their properties are secure for future generations.”

Further, heirs’ property could be a more common challenge among lower income households. The survey indicated that 57% of homeowners with an annual household income under $50,000 do not have a will/trust or estate plan, and 42% in the same income range intend to leave their home to multiple heirs, exacerbating the potential risk.

“When ownership of a property is unclear, it hinders the accumulation of generational wealth and makes it hard for the home to be maintained or sold, often leading to neighborhood blight,” said FHLBank Atlanta Senior Vice President and Director of Community Investment Services Tomeka Strickland. “The Family Wealth Protection Fund was created to help individuals protect their hard-earned assets for future generations while strengthening communities.”

Dmitry Grigorenko held a meeting of the commission on legislative activity

The government is gradually transferring the procedure for preparing regulations and draft laws to digital format. This was announced by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko during a meeting of the commission on legislative activity.

The Deputy Prime Minister reminded the state secretaries and other participants in the rule-making process that the Government Resolution on the launch of the state information system (GIS) “Rule-making” had been signed. This was an important step towards modernizing the process of developing legislation.

By the end of 2024, it is planned to deploy the system in five federal executive bodies: the Ministry of Economic Development, the Ministry of Energy, the Ministry of Finance, the Ministry of Natural Resources, and the Ministry of Justice. And starting next year, it will be introduced into the legislative activities of all federal ministries and departments under the leadership of the Government.

The GIS “Norm-making” is designed for joint work on draft federal laws and regulations online. This eliminates the need to send documents and provides access to the current version and preparation status.

In addition, the system automates technical functions such as the formation of tables of disagreements and holding meetings. It also includes common standards and document templates, which allows departments to focus on content without being distracted by edits from the point of view of technical and legal execution of acts.

Finally, the system provides a single document flow route, which guarantees traceability and control over the timing of preparation of draft federal laws, regulations, orders, decrees and other legal acts at all stages of their development and approval.

The implementation of the GIS “Norm-making” does not provide for a regulatory reduction in the terms of document preparation. But it is assumed that the system will reduce the number of errors in the preparation of acts and legislative initiatives, and will also significantly affect the actual terms of their development and improve the quality of documents.

In particular, the system provides for the use of artificial intelligence. In the future, the technology will be used to automate the procedure for correcting legal and technical errors, and automatically check the completeness of documents and their completeness.

“We are creating a single digital space where ministries and departments will be able to work collectively on legal documents in real time. Thus, the preparation procedure will be 100% transparent. This is a new stage in improving the quality of legislative activity. The system allows you to control the entire process of document development online and promptly make the necessary changes. At the moment, it is being launched in test mode in five ministries, we will implement the system in stages,” said Dmitry Grigorenko.

It was also noted that the GIS “Norm-making” has been piloted in the Ministry of Economic Development for over a year. The Ministry is the operator of the system and is responsible for its development and commissioning. To date, more than 100 draft acts have been prepared using the system.

These networks will enable cutting-edge, intersectional and interdisciplinary research that addresses the most urgent research questions and significant gaps in practice for women’s heart and brain health.

    Principal Investigator Project Summary
    Dr. Amy Yu
    Sunnybrook Research Institute

Forming the first formal research network in Canada dedicated to studying stroke in women, the team has designed a research program to understand why there are more women living with the consequences of stroke than men, and why stroke affects women and men differently. Answering these questions is critical for identifying treatments and therapies to help women recover their health and function after stroke. The studies will involve five hospitals in four provinces and will focus on:

    • Determining whether women and men with suspected mild strokes receive different tests and treatments, and whether there are differences in the long-term risk of eventually having a bigger stroke.
    • Evaluating whether women and men hospitalized with stroke experience differences in recovery in all aspects of health, including quality of life, mental health, sleep, memory, and loneliness.
    • Studying whether care and outcomes in First Nations patients hospitalized with stroke differ between women and men.
    • Examining whether women and men access and use rehabilitation services differently, whether they are paying out-of-pocket for treatments, and whether there are differences in their ability to return to work.
    • Testing strategies to improve the representation of women in stroke research.
    Dr. Rohan D’Souza
    McMaster University

Heart-related conditions are among the leading causes of death and serious illness among pregnant individuals in most countries. At least 50% of these deaths and serious illnesses are preventable. Dr. D’Souza’s team will build a large network of clinicians, researchers, social scientists, economists and persons with lived experience from across Canada to work together towards reducing heart-related deaths and serious illness during and after pregnancy. They will:

    • Review all serious pregnancy-related cardiovascular events in Canada by gathering and sharing information in a sensitive and respectful way to learn how to prevent more deaths in the future.
    • Assess pregnant people with heart conditions after their pregnancies to ensure that they recover fully, so that they have fewer complications later in life.
    • Find ways for pregnant people with heart valve disease to receive specialized care when needed, to improve outcomes for them and their babies.

  • MIL-OSI United Kingdom: Winter Fuel Payment cut a shameful political choice

    Source: Scottish Greens

    23 Sep 2024 Economy Finance

Maggie Chapman MSP reacts to Rachel Reeves’ conference speech

    More in Economy

The Winter Fuel Payment cut is the political choice of a Labour Chancellor who is refusing to break from Tory economics, says the Scottish Greens social security spokesperson, Maggie Chapman MSP.

This follows a Labour conference speech by Rachel Reeves that doubled down on the punishing cut.

    Ms Chapman said:

“The Chancellor promised people across the UK that there would be no return to austerity, but having listened to her conference speech, I am not sure she knows what that means.

“She said she had no choice except to cut the Winter Fuel Payment because there wasn’t enough money for it. But she could make different choices: she could raise taxes on the biggest corporations or the wealthiest people.

“Only this morning, Labour doubled down on nuclear weapons. She could choose to use the billions she is spending on weapons of mass killing to support families being plunged into poverty. She could stop public subsidies going to arms companies to make bullets and bombs being used in genocide.

“The cut is an entirely political choice, and so is the suffering and death that will be its consequence. The Chancellor would clearly rather punish pensioners than stand up to her wealthy donors. It was a shameful decision, and it was astonishing to hear Labour members and MPs applauding as she tried to defend it.

“For 14 years, people all across our country have suffered through Tory austerity, and, in July, they were told that they were voting for change. Many hoped this would be the end of the pain. But in reality, it’s just the next chapter of austerity, this time being written by Rachel Reeves and Sir Keir Starmer.”

  • MIL-OSI USA: Mullin, Lucas Secure $5.5 Million Investment to OSU to Enhance Weather Prediction

    US Senate News:

Source: United States Senator MarkWayne Mullin (R-Oklahoma)

Mullin, Lucas Secure $5.5 Million Investment to OSU to Enhance Weather Prediction

The National Institute of Standards and Technology (NIST) awarded Oklahoma State University (OSU) $5.5 million as part of the Consolidated Appropriations Act of 2024. The purpose of these funds is to increase knowledge about local weather systems in the lower atmosphere, enabling the safe integration of small Unmanned Aerial Vehicles and Advanced Air Mobility aircraft into the National Airspace System.

Senator Mullin (R-OK) and Representative Lucas (OK-03) were the sponsors of the congressionally directed spending that made this funding possible. This project also received support from Stillwater Mayor Will Joyce and Payne County Commissioner Chris Reding.

“Oklahoma State University is leading the way in the aerospace and aviation industry,” said Sen. Mullin. “These funds will allow their innovation to continue as they expand research into weather sensors in commercial Unmanned Aerial Vehicles and Advanced Air Mobility aircraft. I’m thrilled to share this news, and I also want to thank President Shrum for her leadership.”

“I’ve been proud to see my Alma Mater – Oklahoma State University – take initiatives in the aerospace industry and weather data sciences. I’ve spoken with President Shrum about the immense progress being made on campus in recent years, and it’s clear this community funded project will only further its impact,” said Congressman Lucas. “Those of us in Oklahoma know firsthand how important accurate weather predictions are to our livelihoods, and the funding made possible by this congressionally directed spending will enable OSU to take great strides in enhancing weather prediction through Unmanned Aircraft Systems. I’d like to thank President Shrum for her efforts and am excited to see what positive results this project will bring to our state.”

“On behalf of Oklahoma State University and its Oklahoma Aerospace Institute for Research and Education (OAIRE), I would like to personally thank Senator Mullin and Representative Lucas for their support and tireless work in securing vital funding to further establish methods to standardize and trace commercial Unmanned Aerial Systems (UAS) and Advanced Air Mobility (AAM) atmospheric measurements,” said OSU President Kayse Shrum. “This funding will provide enormous benefit to Oklahoma and the nation through facilitating the safe and sustainable integration of small Unmanned Aircraft Systems and Advanced Air Mobility into the National Airspace System. The enhanced coverage and precision of low-altitude weather data this project will provide will offer significant benefits to the helicopter-based Emergency Medical Services community operating within the same airspace, helping to lessen their operational risks. The meteorology community will be able to leverage this data to refine weather products and extend warning times for potentially hazardous conditions contributing to critical safety measures being employed. Oklahoma State University’s OAIRE is a national leader in aerospace and aviation research and education and we are proud to be involved in this important project and owe Sen. Mullin and Rep. Lucas a debt of gratitude for making it possible.”

    BACKGROUND

    • The objective of this project is to increase knowledge about local weather systems in the lower atmosphere, enabling the safe integration of small Unmanned Aerial Vehicles and Advanced Air Mobility aircraft into the National Airspace System.
    • The researchers will create a method to standardize and trace commercial UAS and Advanced Air Mobility (AAM) atmospheric measurements. The project will develop protocols and standards for the Unmanned Aircraft Meteorological Data Report. The project will also evaluate existing maintenance operations that may support AAM operations, particularly related to weather impacts related to severe weather and fire. The researchers will also develop curricula to help the aviation community apply the new technology.
    • This project will demonstrate a novel, cost-effective method to support the integration of weather sensors in commercial UAS and AAM aircraft. The proposed system is essential for gathering local weather data and establishing a weather information dissemination network. The project will demonstrate dynamic path planning based on local weather data.
    • This project facilitates the safe and sustainable integration of small Unmanned Aircraft Systems and Advanced Air Mobility into the National Airspace System. The technological advancements will also benefit the broader aviation community. The enhanced coverage and precision of low-altitude weather data offer significant benefits to the helicopter-based Emergency Medical Services community operating within the same airspace, helping to mitigate their operational risks. The meteorology community will be able to leverage this data to refine weather products and extend warning times for potentially hazardous conditions contributing to safety measures for various stakeholders within the airspace ecosystem.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks at the open dialogue on “Strengthening Financing for the SDGs: High-level Dialogue between MDB Heads and UN Member States” [as prepared for delivery]

    Source: United Nations MIL-OSI 2

    xcellencies, Ladies and Gentlemen,

I am thrilled to be with you all at this high-level dialogue.

We meet at a pivotal time.

The SDGs are off-track. Hunger is rising. Fossil fuel use and global temperatures have reached unprecedented new highs. Conflicts are spreading. And the fight for gender equality has stalled.

Meanwhile, financing gaps are large and growing.

Multilateral Development Banks are a critical part of the solution to salvage the SDGs and spur progress towards the future we want and need.

MDBs are an essential source of affordable, long-term finance to developing countries.

They provide vital countercyclical support in times of crisis.

And they are uniquely capable of mobilizing other sources of finance with the SDGs, including private investments.

But to fulfill this role effectively, MDBs must become bigger, better and bolder.

This message is being clearly articulated by Member States at the Summit of the Future.

In the Summit’s Pact, Member States welcome the reforms taking place across the MDB system, while declaring that further reforms are urgently needed.

What we will hear today is that MDBs are rising to this challenge.

This meeting provides a unique opportunity for MDB Principals to share their vision for reform, explain how it can accelerate SDG action, and take stock of progress.

They will also explain where they need your support to push their reforms – and impact – further.

I’m delighted that the MDB Principals are delivering these messages here – in New York, the home of the SDGs – and now, against the backdrop of the Summit of the Future.

This sends a powerful message of the bridges we are building between the UN and MDBs, between New York and Washington DC, and between Ministries of Finance and Ministries of Foreign Affairs.

Over the coming months, the UN will be working with our MDB partners to agree on further steps to increase development finance and to reform the international financial architecture, as we prepare for the

Fourth International Conference on Financing for Development in Spain in 2025.

This is our once-in-a-decade opportunity to transform financing to serve sustainable development everywhere.

The United Nations is proud to be travelling this path with you.

    Thank you.

  • MIL-OSI United Kingdom: Derailment of a freight train at Audenshaw

Source: United Kingdom – Executive Government & Departments

Investigation into the derailment of a freight train at Audenshaw, Manchester, 6 September 2024.

    Derailed wagons on the bridge.

At around 11:25 on 6 September 2024, a freight train travelling between Peak Forest and Salford derailed as it passed over a bridge in Audenshaw, Manchester.

The train involved was made up of 2 class 66 locomotives and 24 wagons, which were loaded with aggregate. The 2 locomotives and the leading 10 wagons passed safely over the bridge, but the next 9 wagons derailed, with the last of the derailed wagons coming to a stand on the bridge itself.

No injuries were caused by the accident. However, the derailment caused substantial damage to railway infrastructure and damaged some of the wagons involved.

Our investigation will seek to identify the sequence of events that led to the accident. It will also consider:

    • the condition of the infrastructure at the time of the derailment
    • the status and condition of the wagons involved
    • any underlying management factors.

Our investigation is independent of any investigation by the railway industry or by the industry’s regulator, the Office of Rail and Road.

We will publish our findings, including any recommendations to improve safety, at the conclusion of our investigation. This report will be available on our website.

  • MIL-OSI: On the Eve of Open Banking Regulations, Collaborative Industry Group is Stepping Up

    Source: GlobeNewswire (MIL-OSI)

RESTON, Va., Sept. 23, 2024 (GLOBE NEWSWIRE) — As the Consumer Financial Protection Bureau (CFPB) readies to issue new “Open Banking” regulations next month, the financial services industry has been busy getting ready. The Financial Data Exchange (FDX)—an industry standards body focused on Open Banking—announced today significant changes as it prepares to play a bigger role in the industry.

The FDX Board has approved plans to grow its staff and today is announcing Kevin Feltes as its new Chief Executive Officer, effective November 2024. FDX also finalized an application to the CFPB for formal recognition as a standards setting body, a role that will lend additional weight to the standards FDX issues. These changes add to organizational reforms FDX has been implementing this year to help it become even more balanced and inclusive of diverse stakeholders. Today, FDX’s members include consumer advocacy groups, banks, fintechs, data aggregators, and other stakeholders.

FDX Board Co-Chairs Steve Smith from Mastercard and Franklin Garrigues from TD Bank said jointly, “Today’s announcement includes some of the most meaningful changes at FDX since the organization was founded. These moves are the culmination of more than a year of work to ready FDX for the significant role it seeks to play alongside regulations in the U.S. and Canada.”

New “Open Banking” regulations are expected from the CFPB next month and from the Department of Finance in Canada next year. These rules will impact over 100 million consumers and will require thousands of businesses to change how they share or collect consumer-permissioned data. Unlike in other countries, though, the CFPB is taking a novel approach to technical standards. Where other governments have given a larger role to regulatory bodies to define the technical details of how data sharing works, the CFPB has invited industry-led bodies to step up and take a bigger role. The financial industry is coming together at FDX to meet the call.

    Kevin Feltes Appointed FDX CEO

FDX has appointed Kevin Feltes as its new Chief Executive Officer effective November 2024. Feltes, an industry veteran with extensive experience in Open Finance, will lead FDX in its mission to unify the financial industry around a common standard for secure and convenient access to permissioned consumer and business financial data. Feltes joins FDX from JPMorganChase where he recently served as the Head of Partnerships and Strategy for the Connected Banking group and as an FDX Board member.

“I am thrilled to lead this organization in its next phase of growth,” said Feltes. “FDX has achieved great success already in building consensus standards and a strong community of diverse organizations. I look forward to working with members to expand FDX’s impact and create win-win solutions that make it easier for firms to reduce costs, comply with regulations, and delight and protect their customers.”

Feltes has worked closely with data aggregators, fintechs, banks, regulators, and consumer groups to promote safer consumer data sharing and has been deeply involved in planning for the upcoming data sharing regulations.

“Kevin’s work on the FDX Board has been critical to advancing open banking in the U.S. and Canada,” said FDX Board Member and Head of Policy for Plaid, John Pitts. “As FDX’s first CEO, Kevin will help drive the organization’s growth and progress toward ensuring that the financial services industry gives consumers the full benefit of control over their financial data.”

Don Cardinal, FDX’s Managing Director, will continue with the organization and work with Feltes to serve FDX’s membership of over 200 firms.

FDX Finalizes Application for Formal Recognition by the CFPB

FDX also finalized an application to the CFPB for official recognition as a standard-setting body (in accordance with the CFPB’s Required Rulemaking on Personal Financial Data Rights; Industry Standard-Setting). FDX’s application will describe how FDX’s governance, structure and ecosystem representation reflect the attributes the CFPB will require of a standard-setting body, including openness, balance, due process, appeals, consensus, and transparency.

“As the leading technical standards body for sharing permissioned financial data in North America, FDX shares the CFPB’s goal for a fair, open, and inclusive technical standards body and we are excited to submit this application,” added Smith and Garrigues.

FDX’s application as a standard-setting body will be to define an industry standard “data format.” Today, FDX’s full API specification covers numerous technical components, account types, and data elements, some of which extend beyond what has been proposed for the CFPB’s 1033 rulemaking. FDX and its diverse membership have made significant progress transitioning from credential-based “screen scraping” to the FDX API, with over 94 million consumer accounts now using the FDX API in North America.

  • MIL-OSI Security: Defendants Sentenced for Global Darknet Conspiracy

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (b)

Defendants Sold Stolen Financial Information from Tens of Thousands of Victims Worldwide

KANSAS CITY, Mo. – A citizen of Nigeria, who was extradited from the United Kingdom, was sentenced in federal court yesterday for his involvement in a conspiracy to sell stolen financial information on the darknet from tens of thousands of victims from around the world.

Simon Kaura was sentenced by U.S. District Judge Greg Kays to five years in federal prison without parole. At sentencing, the court found that Kaura’s crimes resulted in an intended loss of $6,338,500.

On May 22, 2024, Kaura pleaded guilty to one count of conspiracy to commit access device fraud and one count of access device fraud.  According to court documents, Kaura admitted to being part of a sophisticated, global conspiracy to obtain and sell stolen financial information on darknet markets — including a market he helped create and administer with his co-conspirators.  Kaura operated under the online monikers  “apples,” “applepiecards,” “cartman,” and “dpharoah.”

Kaura and his co-conspirators operated as prominent “carding” (stolen financial information) vendors, sometimes under the moniker brand “ggmccloud” and “ggmccloud1,” on multiple darknet markets. Each market allowed users to buy and sell stolen and fraudulent financial information. The markets operated much like conventional e-commerce websites, except that the goods sold on the markets were primarily criminal in nature. Each market required users to transact in digital currencies, such as Bitcoin. These sites enabled users to distribute illegal contraband to buyers throughout the world to perpetrate fraud.

Kaura and his co-conspirators obtained large quantities of stolen financial information and passed it along to other co-conspirators to check, organize, and sell on numerous darknet markets. Kaura and his co-conspirators possessed card information belonging to victims from all 50 states, the District of Columbia, Australia, Canada, and the United Kingdom. Kaura and his co-conspirators were responsible for conducting tens of thousands of illegal transactions on darknet markets from Feb. 22, 2016, to Oct. 1, 2019.

During the conspiracy, Kaura and his co-conspirators also created, launched, and administered their own darknet market, Skynet. From April 2016 to October 2019, the co-conspirators’ market offered stolen financial information and other contraband for sale. The market also hosted a messaging forum and private messaging service, allowing cybercriminals from around the world to meet and communicate freely about their crimes.

Co-defendant Taylor Ross Staats, 41, of Texas was sentenced on Jan. 25, 2024, to 18 months in federal prison without parole after pleading guilty to one count of conspiracy to commit access device fraud. Staats’s main role in the conspiracy was to determine, prior to being advertised for sale, whether the stolen payment cards were still active and capable of use. If so, he organized the card information, and it was posted for sale on the darknet.  Staats operated under the online moniker “f9ac4”.

The U.S. Attorney’s Office and the Department of Justice continue to seek forfeiture of more than $4.5 million in criminal proceeds resulting from the co-conspirators crimes.

The Justice Department’s Office of International Affairs worked with the Government of the United Kingdom to secure the arrest and extradition of Kaura.

This case was prosecuted by Assistant U.S. Attorneys Nicholas Heberle, Matthew Blackwood, and John Constance of the Western District of Missouri and Trial Attorneys Michael Christin and Louisa Becker from the Computer Crime and Intellectual Property Section of the Criminal Division of the Department of Justice. It was investigated by the FBI.

Active transportation refers to the movement of people or goods through human activity. This includes walking, cycling, and the use of human-powered or hybrid mobility aids, such as wheelchairs, electric scooters, e-bikes, inline skates, snowshoeing, cross-country skis, and more.

To support Canada’s first National Active Transportation Strategy, the Active Transportation Fund is providing $400 million over five years, starting in 2021, to make active transportation travel easier, safer, more convenient and more enjoyable.

Canada’s National Active Transportation Strategy is the first pan-Canadian strategic approach to promoting active transportation and its benefits. The strategy aims to make data- and evidence-based investments to expand and build new active transportation networks, and to support healthier, more active, more equitable and more sustainable travel.

Investing in active transportation infrastructure provides many tangible benefits, creating good middle-class jobs, strengthening the economy, promoting healthier lifestyles, ensuring everyone has access to the same services and opportunities, reducing air and noise pollution, and reducing greenhouse gas emissions.

The new Canada Public Transit Fund (CCTF) will provide an average of $3 billion per year in permanent funding to address local transit needs by strengthening integrated planning, improving access to transit and active transportation, and supporting the development of more affordable, sustainable and inclusive communities.

The FTCC serves the needs of communities of all sizes, from large metropolitan areas to mid-sized and smaller communities, including rural, remote, northern and Indigenous communities.

We are currently accepting expressions of interest for Metropolitan Area Agreements and Core Funding. Visit the website Housing, Infrastructure and Communities Canada website to find out more.

The funding announced today builds on work the federal government is doing under the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

Investments in critical minerals infrastructure are essential to enable Canada to seize the generational opportunity of a low-carbon economy and capitalize on our rich mineral resources.  Canada is well positioned to be a global leader and first-class producer of a wide variety of critical minerals that are essential to power the clean economy, and, in turn, create good jobs and support economic opportunities across critical mineral value chains — from upstream exploration and extraction to downstream processing, manufacturing and recycling.

Today, Dr. Brendan Hanley, Member of Parliament for the Yukon, on behalf of the Honourable Jonathan Wilkinson, Minister of Energy and Natural Resources, highlighted an important announcement of up to $40 million in funding, pending final due diligence from Natural Resources Canada, for critical minerals infrastructure developments in the Yukon. This funding would be provided through the Critical Minerals Infrastructure Fund (CMIF)

The Government of Yukon is seeking to undertake pre-feasibility activities to advance a 765-kilometre, high-voltage transmission line network that would connect the Yukon electrical grid to the North American grid in B.C. This regional project has proposed energy infrastructure located in two priority regions for critical minerals development — Yukon’s Cassiar and Tanana regions, and B.C.’s Golden Triangle. The transmission line could support projects producing critical minerals such as cobalt, copper, molybdenum, nickel, platinum group metals, tungsten and zinc in the Yukon and northern B.C.

The Critical Minerals Infrastructure Fund is a key program under the Canadian Critical Minerals Strategy to address infrastructure gaps and enable sustainable critical minerals production and connect resources to markets through various clean energy, electrification and transportation infrastructure projects. Future funding decisions for projects under the CMIF to further critical minerals infrastructure development are also expected in the coming months.

This project is the result of close collaboration under the Yukon Regional Energy and Resource Tables and is key to facilitating critical minerals development in the Yukon.

Critical minerals are essential components in products used for clean energy technologies such as electric vehicles, electrical transmission lines and batteries. The Yukon’s mining sectors provide many of the building blocks of clean technologies needed to fight climate change and build a clean economy. Across the country, clean energy solutions are providing enormous economic opportunity for Canada.

    • Canada has developed its own critical minerals strategy with the aim of advancing the development of these resources and related value chains to drive the transition to a low-carbon economy and support advanced technology and manufacturing.

    • The Canadian Critical Minerals Strategy addresses five core objectives:

      o   supporting economic growth, competitiveness and job creation;

      o   promoting climate action and strong environmental management;

      o   enhancing global security and partnerships with allies;

o   advancing reconciliation with Indigenous peoples; and

o   fostering diverse and inclusive workforces and communities.

    • Canada’s whole-of-government approach to critical mineral development is collaborative, forward-looking, iterative, adaptive and long-term. The initiatives presented in the Strategy will be implemented and refined in collaboration with provincial, territorial, Indigenous, industry and other Canadian and international partners.

    • The CMIF is a key program under the Strategy to support enabling clean energy and transportation infrastructure projects necessary to increase Canada’s supply of responsibly sourced critical minerals.

    • The CMIF supports strategic priorities such as decarbonizing industrial mining operations, strengthening supply chains through transportation infrastructure and advancing economic reconciliation by supporting the participation of Indigenous Peoples in infrastructure and critical minerals projects.

    • In addition, the federal government is helping to develop Canada’s abundant critical minerals through NRCan’s Regional Energy and Resource Tables. These regional tables are joint partnerships with individual provinces and territories — in collaboration with Indigenous partners and with the input of key stakeholders — to identify and accelerate shared economic priorities for a low-carbon future in the energy and resource sectors.

Investments in critical minerals infrastructure are needed to ensure Canada can seize the unique opportunity presented by the shift to a low-carbon economy and capitalize on its rich mineral resources. The country is well positioned to be a global leader and leading producer of a wide range of critical minerals that are essential to fueling the clean economy, and in doing so, create good jobs and economic opportunities across the critical minerals value chain – from upstream exploration and extraction to downstream processing, manufacturing and recycling.

The funding would come from the Critical Minerals Infrastructure Fund (CMIF).

The Yukon Government is seeking to undertake pre-feasibility studies to support a 765-kilometre high-voltage transmission line that would connect the Yukon electrical grid to the North American grid in British Columbia. It includes the development of energy infrastructure in two priority areas for critical mineral development: the Cassiar-Tanana region in Yukon and the Golden Triangle region in British Columbia. The transmission line would facilitate critical mineral production projects such as cobalt, copper, molybdenum, nickel, platinum group metals, tungsten and zinc in Yukon and northern British Columbia.

The Critical Minerals Infrastructure Fund is a key program under Canada’s Critical Minerals Strategy that aims to address infrastructure gaps and ensure the sustainable production of critical minerals and the flow of resources to market through transportation, electrification and clean energy infrastructure projects. Further funding decisions on critical minerals infrastructure development projects under the CMIF are expected in the coming months.

The result of close collaboration within the regional table on energy and resources Yukon, this project is essential to facilitate the development of critical minerals in the Yukon.

Critical minerals are fundamental components of products used in clean energy technologies such as electric vehicles, power transmission lines and batteries. Yukon’s mining sectors provide many of the building blocks for the clean technologies needed to combat climate change and build a clean economy. Across the country, clean energy solutions represent enormous economic opportunities.

Canada has developed its own critical minerals strategy with the aim of promoting the development of these resources and related value chains to contribute to the transition to a low-carbon economy and support advanced manufacturing and technologies.

The Canadian Critical Minerals Strategy has five main objectives:

    o support economic growth, competitiveness and job creation;

    o promote climate action and rigorous environmental management;

    o strengthen global security and partnerships with allies;

    o advance reconciliation with Indigenous peoples;

o encourage a diverse and inclusive workforce and communities.

Canada’s whole-of-government approach to critical minerals development is collaborative, forward-looking, iterative, adaptive and long-term. The initiatives outlined in the Strategy will be implemented and refined in collaboration with provinces, territories, Indigenous peoples, industry and other partners in Canada and internationally.

The FIMC is a flagship program of the Strategy that supports transportation and clean energy infrastructure projects needed to increase Canada’s supply of critical minerals from responsible sources.

The FIMC supports a variety of strategic priorities, including: decarbonizing mining industry operations, strengthening supply chains through the deployment of transportation infrastructure, and advancing economic reconciliation by supporting the participation of Indigenous peoples in critical infrastructure and mineral projects.

The federal government also supports the development of Canada’s abundant critical mineral resources through Natural Resources Canada’s Regional Energy and Resource Tables. These regional tables are joint partnerships with each provincial and territorial government that, in collaboration with Indigenous partners and with input from key stakeholders, seek to identify and accelerate shared economic priorities for a low-carbon future in the energy and resource sectors.
