    In connection with this month’s rebalancing, no change was made to the composition of the index.

    The performance of the Virtune Crypto Altcoin Index ETP for June was -4.60%.

    The rebalancing is carried out according to the index that the ETP tracks, the Virtune Crypto Altcoin Index. The purpose of the monthly rebalancing is to reset the weights of each crypto asset to provide equal-weighted exposure to altcoins.

    In June, crypto markets were mixed. Uniswap led with a 17.8% gain, followed by XRP at 2.95%. Solana and Litecoin slipped slightly, while Chainlink fell 4.25%. Avalanche and Cardano saw the sharpest drops at -13.7% and -16.6%, making them the month’s weakest performers.

    LCQ14: The Joint Office for Investigation of Water Seepage Complaints 
    Question:
     
    It is mentioned in the website of the Joint Office for Investigation of Water Seepage Complaints (JO) that “under normal circumstances, seepage caused by the penetration of rainwater through roofs, flat roofs, balconies, external walls or windows of a building or from leaking water pipes will not have public health implications and is not nuisance actionable by the Regional Joint Office under the Public Health and Municipal Services Ordinance (Cap. 132)”. In this connection, will the Government inform this Council:
     
    (1) of the number of requests for assistance relating to water seepage received by JO in each year since 2022 and, among them, the number of those in which the seepage was caused by the penetration of rainwater through roofs, flat roofs, balconies, external walls or windows of a building or from leaking water pipes, and thus could not be handled by JO;
     
    (2) as there are views that JO currently carries out water seepage investigations by issuing nuisance notices or orders under Cap. 132, the scope of which is confined to the wilful damage to drains, cesspools, wells or nuisance to any sanitary convenience, but the existing mechanism fails to effectively address the predicament faced by members of the public who have long been suffering from water seepage caused by defective waterproofing layers on rooftops, whether the authorities will consider amending Cap. 132 to gradually include important water seepage problems (e.g. rooftop leakage) in the definition of “nuisance”, so as to expand the enforcement responsibilities of JO, such that the affected members of the public will be provided with assistance; if so, of the details; if not, the reasons for that; and
     
    (3) given that under section 34H of the Building Management Ordinance (Cap. 344) concerning the “duty to maintain property”, “where a person who owns any part of a building, has the right to the exclusive possession of any part of a building or has the exclusive right to the use, occupation or enjoyment of that part, as the case may be, but the deed of mutual covenant in respect of the building does not impose an obligation on that person to maintain the part in good repair and condition, that person shall maintain that part in good repair and condition”, whether the authorities will consider amending the relevant provisions to stipulate that all the owners or owners’ corporations owe an obligation to undertake maintenance works to keep the property in “good repair and condition”, and at the same time expanding the powers of JO to issue warnings to and impose penalties on defaulters; if so, of the details; if not, the reasons for that?

    Proper management and maintenance of private property is the responsibility of property owners. If water seepage occurs in private buildings, the owners concerned may first co-operate among themselves to engage professionals or consultancy firms for carrying out water seepage investigation to identify the source of seepage and conducting necessary repair works to fulfill owners’ responsibility of proper management, maintenance and repair of buildings. Consultancy firms or professionals are also available in the market to provide services for investigating and handling water seepage problems. A list of consultancy firms and experts providing professional advice and services on water seepage problems has been uploaded onto the websites of the Food and Environmental Hygiene Department (FEHD) and the Buildings Department (BD) for public reference. When the water seepage condition concerned has caused health nuisance, risk to structural safety of the building or water waste, the Government will take enforcement action in accordance with the Public Health and Municipal Services Ordinance (Cap. 132) (PHMSO), the Buildings Ordinance (Cap. 123) (BO) and the Waterworks Ordinance (Cap. 102) respectively.
     
    If owners are unable to resolve water seepage problems in consultation with their neighbours, they can seek assistance from the Joint Office (JO) jointly set up by the FEHD and the BD. Through inter-departmental co-ordination, the JO seeks to identify the source of water seepage using one-stop and systematic testing methods and requires the owners concerned to carry out repair works by exercising the powers conferred by the law, leveraging the expertise of relevant departments and with co-operation of the owners or occupants concerned.
       
    Having consulted the Environment and Ecology Bureau (EEB), the FEHD and the Home Affairs Department, the replies to the various parts of the question are as follows:

    (1) If the water seepage constitutes a health nuisance, the JO will follow up on the case in accordance with the PHMSO and take criminal prosecution action as appropriate. If rainwater seepage through rooftops, podiums, balconies, external walls or windows of buildings poses building safety risks (e.g. concrete spalling from ceilings, corrosion of reinforcement), or if the seepage is related to defective drainage pipes such as rainwater pipes or foul water pipes of the buildings, the JO will refer the case to the BD for action in accordance with the BO. If water supply pipes are found to be defective and resulting in wastage of water supply, the JO will refer the case to the Water Supplies Department (WSD) for action under the Waterworks Ordinance. 
    For rooftop water seepage, the JO will refer the case to the BD under the aforementioned mechanism. Based on the investigation results, the BD will issue an advisory letter to the owner concerned to carry out water seepage investigations and follow-up actions as soon as possible. If the seepage is found to constitute building structural safety risk, the BD may issue a building repair order, an investigation order or a drainage repair order in accordance with the BO as appropriate. With regard to defective buildings or drains, a person is liable to an offence for failing to comply with a statutory order served under the law to carry out remedial works.
     
    Since the aforesaid mechanism for handling rooftop water seepage has been serving its purpose, the EEB considers that currently it is not necessary to amend the PHMSO. 
    The Public Health and Municipal Services (Amendment) Ordinance 2025 (the Amendment Ordinance) was passed by the Legislative Council and will come into operation on August 17, 2025. To expedite the handling of public health nuisances such as water seepage in buildings, the Amendment Ordinance will extend the hours during which public officers are allowed to enter premises from the existing 7am to 7pm to 7am to 10pm, and non-compliance with the Notice of Intended Entry will be an offence punishable by a fine up to level 2 (i.e. $5,000). To enhance the deterrent effect, the penalty for non-compliance with Nuisance Notices and Orders will be increased from a fine at Level 3 to Level 4 (i.e. $10,000 to $25,000) and from a fine at Level 4 to a fine at Level 5 (i.e. $25,000 to $50,000).

Al-Mashat, Minister of Planning, Economic Development and International Cooperation, met with Ms. Rebeca Grynspan, Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), and Professor Sabina Alkire, Director of the Oxford Poverty and Human Development Initiative (OPHI).

    This was part of her ongoing participation in the Fourth International Conference on Financing for Development, held in Spain from June 29 to July 3, 2025, as a member of the Egyptian delegation headed by H.E. Dr. Mostafa Madbouly, Prime Minister, on behalf of H.E. President Abdel Fattah El-Sisi, President of the Republic of Egypt.

    H.E. Dr. Rania Al-Mashat discussed with the UNCTAD’s Secretary-General the joint relations between Egypt and UNCTAD, reviewing ways to elevate cooperation in the fields of economic development and investment.

    H.E. Dr. Al-Mashat expressed appreciation for the joint efforts with UNCTAD in issuing the Global Investment Report 2024, which monitors the most prominent trends in foreign direct investment worldwide. She highlighted the importance of this report in shedding light on Egypt’s position among the most attractive countries for investments, in light of the economic reforms implemented by the Egyptian government.

    The meeting also touched on the joint relations between Egypt and UNCTAD, underscoring the significance of cooperation in economic development and promoting foreign investments, in addition to utilizing the organization’s tools to measure the impact of development policies and enhance trade and investment strategies.

    The two sides reviewed human development efforts and increasing investment in human capital to improve living standards and foster inclusive and sustainable economic development.

    The meeting also highlighted the Global Multidimensional Poverty Index, reaffirming that it represents an annual international measure of acute multidimensional poverty, covering over 100 developing countries. This index is a key tool for measuring the severity of poverty through 7 main dimensions: education, health, basic services, employment, social protection, and food security.

  • MIL-OSI Economics: Gabriel Makhlouf: Remarks – 100th anniversary of George Bernard Shaw winning the Nobel Prize for Literature

    Good morning everyone. Thank you to the Museum of Literature Ireland for hosting this event. Let me also extend a warm welcome to the Right Honourable the Lord Mayor of Dublin, Councillor Emma Blain and to all our distinguished guests.

    We are here today to the launch our coin to commemorate the 100th anniversary of George Bernard Shaw winning the Nobel Prize for Literature. We issue commemorative coins on behalf of the Minister for Finance. Their aim is to recognise figures, or events, of national importance and we are here today to celebrate one of Ireland’s greatest literary geniuses, George Bernard Shaw. Shaw is one of Ireland’s four Nobel Literature winners and, in fact, until 2016, was the only person to have won both a Nobel Prize for Literature and an Academy Award (in 1939). Bob Dylan joined him in that club in 2016. 

    This coin is a tangible tribute to one of the brilliant minds of the 20th century. He was awarded the Nobel Prize in 1925 “for his work which is marked by both idealism and humanity, its stimulating satire often being infused with a singular poetic beauty”. Fintan O’Toole described him as the “most globally influential Irish person in history”, noting praise from Jawaharlal Nehru, Albert Einstein and Winston Churchill.  

    Shaw was more than a literary figure. Thomas Mann, a fellow Nobel Laureate four years after Shaw, wrote in his obituary tribute that “when we add the floodtide of essays, commentary, and amplifying criticism, embodying an all-embracing encyclopedic knowledge that draws equally on the natural sciences, theology, religious and general history, and especially on the social-economic sphere, always artistically leavened, full of esthetic charm, and unfailingly entertaining – when we add all this, we find ourselves face to face with a lifework of astonishing scope, apparently the fruit of continued inspiration, unceasing merriness, and of an indefatigable will to work.” 

    Shaw was also an orator who “with his lyrical Irish accent [-] could turn the classical rhetorical tradition into something apparently intimate and conversatonal, without losing its rhythms and vigour” (O’Toole). He was a man of formidable intellect and sharp wit and his works continue to resonate with audiences and scholars around the globe. As Mann also wrote, Shaw “tirelessly wielded the shining sword of his word and wit” against stupidity and “did his best in redressing the fateful imbalance between truth and reality, in lifting mankind to a higher rung of maturity.” As O’Toole says, “the most important aspect of his influence is not what Shaw taught people to think but how he taught them to think.”

    In an era of alternative truths and disinformation bubbles, perhaps his work has become more relevant than ever.

    Before I conclude, I’d like to thank some of the people who’ve helped to organise this event. Specifically, I want to pay tribute to the Central Bank’s Currency Centre team for the immense work they do each year on the collector coin series and I’d like to acknowledge the ongoing work of the Numismatic Advisory Panel who support the Bank’s programme.

    George Bernard Shaw left a significant legacy of theatrical, fictional, polemical, critical and philosophical writing. He wrote that “an Irishman’s heart is nothing but his imagination” and his appreciation and understanding of Ireland had a profound influence on his career.   • MIL-OSI Economics: Gabriel Makhlouf: Remarks – 100th anniversary of George Bernard Shaw winning the Nobel Prize for Literature

    Good morning everyone. Thank you to the Museum of Literature Ireland for hosting this event. Let me also extend a warm welcome to the Right Honourable the Lord Mayor of Dublin, Councillor Emma Blain and to all our distinguished guests.

    We are here today to the launch our coin to commemorate the 100th anniversary of George Bernard Shaw winning the Nobel Prize for Literature. We issue commemorative coins on behalf of the Minister for Finance. Their aim is to recognise figures, or events, of national importance and we are here today to celebrate one of Ireland’s greatest literary geniuses, George Bernard Shaw. Shaw is one of Ireland’s four Nobel Literature winners and, in fact, until 2016, was the only person to have won both a Nobel Prize for Literature and an Academy Award (in 1939). Bob Dylan joined him in that club in 2016. 

    This coin is a tangible tribute to one of the brilliant minds of the 20th century. He was awarded the Nobel Prize in 1925 “for his work which is marked by both idealism and humanity, its stimulating satire often being infused with a singular poetic beauty”. Fintan O’Toole described him as the “most globally influential Irish person in history”, noting praise from Jawaharlal Nehru, Albert Einstein and Winston Churchill.  

    Shaw was more than a literary figure. Thomas Mann, a fellow Nobel Laureate four years after Shaw, wrote in his obituary tribute that “when we add the floodtide of essays, commentary, and amplifying criticism, embodying an all-embracing encyclopedic knowledge that draws equally on the natural sciences, theology, religious and general history, and especially on the social-economic sphere, always artistically leavened, full of esthetic charm, and unfailingly entertaining – when we add all this, we find ourselves face to face with a lifework of astonishing scope, apparently the fruit of continued inspiration, unceasing merriness, and of an indefatigable will to work.” 

    Shaw was also an orator who “with his lyrical Irish accent [-] could turn the classical rhetorical tradition into something apparently intimate and conversatonal, without losing its rhythms and vigour” (O’Toole). He was a man of formidable intellect and sharp wit and his works continue to resonate with audiences and scholars around the globe. As Mann also wrote, Shaw “tirelessly wielded the shining sword of his word and wit” against stupidity and “did his best in redressing the fateful imbalance between truth and reality, in lifting mankind to a higher rung of maturity.” As O’Toole says, “the most important aspect of his influence is not what Shaw taught people to think but how he taught them to think.”

    In an era of alternative truths and disinformation bubbles, perhaps his work has become more relevant than ever. 

    Conclusion

    Before I conclude, I’d like to thank some of the people who’ve helped to organise this event. Specifically, I want to pay tribute to the Central Bank’s Currency Centre team for the immense work they do each year on the collector coin series and I’d like to acknowledge the ongoing work of the Numismatic Advisory Panel who support the Bank’s programme.

    George Bernard Shaw left a significant legacy of theatrical, fictional, polemical, critical and philosophical writing. He wrote that “an Irishman’s heart is nothing but his imagination” and his appreciation and understanding of Ireland had a profound influence on his career.     President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander  
    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. In closing, I wish Minister Alexander a pleasant and successful visit. And I hope he has the opportunity to visit Taiwan for personal travel in the future. Minister Alexander then delivered remarks, saying that it is a great personal honor to meet with everyone today to discuss further deepening the UK-Taiwan trade relationship and explore the many opportunities our two sides can pursue together. He mentioned that he traveled to Taiwan in 2022 when he was a private citizen, a visit he thoroughly enjoyed, so he is delighted to be back to see the strength of the UK-Taiwan relationship and the strengthening of that relationship. He said that relationship is built on mutual respect, democratic values, and a shared vision for open, resilient, and rules-based economic cooperation. As like-minded partners, he pointed out, our collaboration continues to grow across multiple sectors, and he is here today to further that momentum. Minister Alexander stated that on trade and investment, he is proud that this morning we signed the ETP Pillars on Investment, Digital Trade, Energy and Net Zero, which will provide a clear framework for our future cooperation and lay the foundation for expanded access and market-shaping engagement between our two economies. The minister said he believes that together with our annual trade talks, this partnership will help UK’s firms secure new commercial opportunities, improve regulatory alignment, and promote long-term investment in key growth areas, which in turn will also support Taiwan’s efforts to expand high-quality trade relationships with trusted partners. Minister Alexander said that President Lai’s promotion of the Five Trusted Industry Sectors and the UK’s recently published industrial and trade strategies are very well-aligned, as both cover clean energy and semiconductors as well as advanced manufacturing. He then provided an example, saying that both sides plan to invest in AI infrastructure and compute power-creating opportunities for great joint research in the future. By combining our strengths in these areas, he said, we can open the door to innovative collaboration and commercial success for both sides. He mentioned that yesterday he visited the Taiwan Space Agency, commenting that in sectors such as satellite technology, green energy, and cyber security, British expertise and trusted standards can provide meaningful solutions. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners. The UK-Taiwan relationship is strategic, enduring, and growing, he stated, and they reaffirm and remain firm in their longstanding position and confident in their ability to work together to support both prosperity and resilience in both of our societies. Minister Alexander said that, as Taiwan looks to diversify capital and build global partnerships, they believe the UK represents a strong and ambitious investment destination, particularly for Taiwanese companies at the very forefront of robotics, clean tech, and advanced industry. He pointed out that the UK’s markets are stable, open, and aligned with Taiwan’s vision of a high-tech, sustainable future, adding that he looks forward to our discussion on how we can further deepen our cooperation across all of these areas and more. The delegation also included Martin Kent, His Majesty’s Trade Commissioner for Asia Pacific at the UK Department for Business and Trade.     President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Indeed, Chairman Ohashi is himself an exemplary model for friendly relations between Taiwan and Japan. His spirit of always working tirelessly to promote Taiwan-Japan exchanges is truly admirable. Assuming the position of chairman of the Japan-Taiwan Exchange Association in 2011, he served during the terms of former Presidents Ma Ying-jeou and Tsai Ing-wen, continuously making positive contributions to Taiwan-Japan relations. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. I would like to thank him once again for his contributions to deepening Taiwan-Japan ties. Taiwan will continue to forge ahead side by side with Japan, jointly safeguarding the values of freedom and democracy and mutually advancing prosperous development. I wish Chairman Ohashi good health, happiness, peace, and success in his future endeavors, and invite him to return to Taiwan often to visit old friends. Chairman Ohashi then delivered remarks, first thanking President Lai for his kind words. He stated that the Taiwan-Japan relationship is not only worthy of praise; it can also serve as a superb model in the world for bilateral relations that is worthy of study by other countries. He added that this is the result of the collective efforts of President Lai as well as many other individuals. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace. Also in attendance at the ceremony was Japan-Taiwan Exchange Association Taipei Office Chief Representative Katayama Kazuyuki.

    President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. I hope that Taiwan and Japan can engage in more cooperation and exchanges to promote peace and prosperity in the Indo-Pacific region in all aspects. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. The delegation was accompanied to the Presidential Office by Japan-Taiwan Exchange Association Deputy Representative Takaba Yo.

    President Lai meets delegation led by Representative Bera, co-chair of US Congressional Taiwan Caucus
    On the morning of June 16, President Lai Ching-te met with a delegation led by Representative Ami Bera, co-chair of the US Congressional Taiwan Caucus. In remarks, President Lai thanked the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives to strengthen Taiwan-US ties, helping expand Taiwan’s international space and continuing to place focus on peace and stability across the Taiwan Strait. The president said that we will continue to strengthen bilateral investment and industrial cooperation and create a more comprehensive environment for economic and trade exchanges to jointly enhance economic and developmental resilience. A translation of President Lai’s remarks follows: I am delighted to meet with the delegation and welcome Congressman Bera back to the Presidential Office. Last January, he visited after the presidential election, demonstrating the steadfast backing of the US Congress for democratic Taiwan. This time, as head of a delegation of new members of the House Armed Services Committee and the Foreign Affairs Committee, he is continuing to foster US congressional support for Taiwan. On behalf of the people of Taiwan, I extend a sincere welcome to Congressman Bera and all our esteemed guests. Over the years, staunch bipartisan US congressional backing of Taiwan has been a key force for steadily advancing our bilateral relations. I thank the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives, thereby strengthening Taiwan-US ties, helping expand Taiwan’s international space, and continuing to place focus on peace and stability across the Taiwan Strait. I want to emphasize that Taiwan has an unwavering determination to safeguard peace and stability in the Indo-Pacific region. Over the past year, the government and private sector have been working together to enhance Taiwan’s whole-of-society defense resilience and accelerate reform of national defense. The government is also prioritizing special budget allocations to ensure that our defense budget exceeds three percent of GDP this year. I hope that Taiwan-US security cooperation will evolve beyond military procurement to a partnership that encompasses joint research and development and joint production, further strengthening cooperation and exchange in the defense industry. Regarding industrial exchanges, last month, Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Minister of Economic Affairs Kuo Jyh-huei (郭智輝) each visited Texas to see firsthand Taiwan-US collaboration in AI and semiconductors. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. In closing, I thank you all for making the long journey here to advance Taiwan-US relations. Let us continue working together to promote the prosperous development of this important partnership. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future. In closing, he highlighted that it is in that spirit that their delegation visits with the president. The delegation also included members of the US Congress Gabe Amo, Wesley Bell, Julie Johnson, Sarah McBride, and Johnny Olszewski.

    President Lai meets delegation led by French National Assembly Taiwan Friendship Group Chair Marie-Noëlle Battistel
    On the morning of June 12, President Lai Ching-te met a delegation led by Marie-Noëlle Battistel, chair of the French National Assembly’s Taiwan Friendship Group. In remarks, President Lai thanked the National Assembly for its long-term support for Taiwan’s international participation and for upholding security in the Taiwan Strait, helping make France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. The president also said that exchanges and cooperation between Taiwan and France are becoming more frequent, and that he hopes this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations and help build closer partnerships in the economy, trade, energy, and digital security.  A translation of President Lai’s remarks follows: First, I would like to welcome Chair Battistel, who is once again leading a visiting delegation. Last year, Chair Battistel co-led a delegation to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao. This is her fourth visit, and first as chair of the Taiwan Friendship Group, which makes it especially meaningful. This delegation’s visit demonstrates strong support for Taiwan, and on behalf of the people of Taiwan, I want to express my sincerest welcome and thanks. France is a pioneer in promoting free and democratic values. These are values that Taiwan cherishes and is working hard to defend. I want to express gratitude to the French Parliament for their long-term support for Taiwan’s international participation, and for upholding security in the Taiwan Strait. The French Parliament’s two chambers have continued to strongly support Taiwan, with the passage of a resolution supporting Taiwan’s participation in international organizations in 2021, as well as the passage of the seven-year Military Programming Law in 2023. This has made France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. Through it all, the Taiwan Friendship Group has played a key role, and I want to thank all of our distinguished guests for their efforts. Over the past few years, Taiwan and France have continued to deepen cooperation in areas including the economy, technology, culture, and sports. At the Choose France summit held in Paris last month, Taiwanese and French enterprises also announced they will launch cooperation in the semiconductor and satellite fields. The VivaTech startup exhibition, now being held in France, also has many Taiwanese vendors participating. Exchanges and cooperation between Taiwan and France, whether official or people-to-people, are becoming more and more frequent.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    A driver has been charged following a hit and run crash at Gawler on 26 June.

    Just before 7pm on Thursday 26 June, emergency services responded to reports a pedestrian had been struck by a vehicle on Thirteenth Street, Gawler South.

    The pedestrian, a 52-year-old local woman, sustained life-threatening injuries and was rushed to hospital where she remains in a critical condition.

    This morning, Wednesday 2 July, a 56-year-old woman from Gawler attended at Gawler Police Station where she was arrested by Major Crash Investigators.

    She has been charged with careless driving cause serious harm, leave scene of serious crash having caused harm.

    She has been bailed to appear at Elizabeth Magistrates Court 13 August.

    Investigators attended a Gawler address where the vehicle involved was located and seized for forensic examination.

    “A three-story kindergarten building will be built on the territory of the Kommunarka administrative and business center near the Olkhovaya metro station. Eight groups will be created there, each of which will have a separate group cell with a playroom, sleeping area and changing room.     Oslo, 2 July 2025 – DNO ASA, the Norwegian oil and gas operator, today announced that the Company’s wholly-owned Norway operating subsidiaries have entered into an offtake agreement with France’s ENGIE SA for DNO’s Norwegian gas production and secured a related offtake financing facility with a major US bank for up to USD 500 million.

    The offtake agreement covers the entirety of DNO’s Norwegian gas production post acquisition of Sval Energi Group AS, offers premium pricing and has a tenor of four years as from 1 October 2025.

    Related to the agreement, DNO has entered into an offtake financing facility with a US bank for up to USD 500 million. Under the facility, DNO is paid, by the bank, the value of up to 270 days of scheduled gas production based on future gas sales receivables. The all-in interest rate for drawn amounts under the facility is significantly below conventional reserve-based lending (RBL) terms available to DNO, with no charges for undrawn amounts. There are no financial covenants related to the facility.

    Proceeds from the offtake financing facility will be used to replace Sval Energi’s similar existing facilities as well as for general corporate purposes.

    Oslo, 2 July 2025 – DNO ASA, the Norwegian oil and gas operator, today announced that the Company’s wholly-owned Norway operating subsidiaries have entered into an offtake agreement with France’s ENGIE SA for DNO’s Norwegian gas production and secured a related offtake financing facility with a major US bank for up to USD 500 million.

    The offtake agreement covers the entirety of DNO’s Norwegian gas production post acquisition of Sval Energi Group AS, offers premium pricing and has a tenor of four years as from 1 October 2025.

    Related to the agreement, DNO has entered into an offtake financing facility with a US bank for up to USD 500 million. Under the facility, DNO is paid, by the bank, the value of up to 270 days of scheduled gas production based on future gas sales receivables. The all-in interest rate for drawn amounts under the facility is significantly below conventional reserve-based lending (RBL) terms available to DNO, with no charges for undrawn amounts. There are no financial covenants related to the facility.

    Proceeds from the offtake financing facility will be used to replace Sval Energi’s similar existing facilities as well as for general corporate purposes.

    1 July 2025 – The Reserve Bank of New Zealand – Te Pūtea Matua welcomes the appointment of Grant Spencer and the reappointment of Byron Pepper to its governing Board.

    Mr Spencer will serve for a five-year term, from 1 July 2025 to 30 June 2030. Mr Pepper will serve for a five-year term from 1 July 2025 to 30 June 2030.

    Mr Spencer and Mr Pepper were appointed by the Governor-General on the recommendation of the Minister of Finance following their participation in a public appointment process run by Te Tai Ōhanga – The Treasury.

    Grant Spencer brings extensive expertise in central banking, financial stability, and monetary policy. He held several senior roles at the Reserve Bank of New Zealand, including Deputy Governor, Head of Financial Stability (2007–2017), and Acting Governor (2017–2018). His international experience includes active participation in OECD and EMEAP forums, as well as contributions to the development of New Zealand’s capital markets.

    In addition to his professional experience, Mr Spencer is an Adjunct Professor at Victoria University of Wellington, with academic interests in financial regulation and macroeconomics. He holds advanced qualifications in economics and econometrics.

    The popularity of educational projects on financial literacy is growing in the capital. Master classes, games, quizzes, film lectures and other interactive activities help city residents of all ages understand financial issues. The events are held by the capital’s Department of Finance together with the financial literacy center and partners.

    “We talk to Muscovites about finances where it is convenient for them and in a way that interests them: in schools and universities, libraries, festivals and parks. In 2024 alone, over 560 events of various formats were held in the capital. And this year there will be even more. It has been held since 2017 by the capital’s departments of finance, education and science, as well as the Bank of Russia, and has become a traditional city educational event for city residents of all ages who want to improve their level of financial literacy and learn the basics of entrepreneurship. Last year, the festival lasted a whole week and covered more than 200 sites, including the Moscow Center for Education Quality, schools, colleges, universities, Moscow Longevity Centers, My Work and My Career employment centers, libraries and the Digital Business Space.     A new report from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) offers over 40 innovative and actionable strategies for countries in the region to close the development financing gap.     Developing countries globally now face an annual shortfall of between US$2.5 trillion and US$4 trillion to meet the Sustainable Development Goals. Without major improvements in the way development is financed, many countries in the region risk falling further behind.

    The sixth edition of ESCAP’s Financing for Development report points to longstanding weaknesses in public finance and private investment systems. Many governments in the region continue to face difficulties in raising domestic revenues at the scale needed. At the same time, capital markets are underdeveloped, and private financing rarely reaches high-impact sectors such as clean energy, healthcare or affordable housing.

    New CommBank report reveals financial blind spots holding Australians back from greater financial confidence and joy, as free Financial Fitness program launches.

    Key findings from new CommBank Financial Fitness research:

    • Superannuation gaps: A third of Australians don’t know their super balance (33 per cent) and two thirds aren’t confident they’ll have enough to retire comfortably (63 per cent), with one in nine (11 per cent) having never checked their balance at all. Around one in three (31 per cent) don’t know how their super is invested, and this uncertainty jumps up for women and Gen Z (both 46 per cent).
    • Where there’s a will, there’s a way: Less than half (45 per cent) of Australians currently have a will and fewer than one in three (31 per cent) say theirs is up to date.
    • The art of budgeting: While over half have a budget (58 per cent), many Australians either find it ineffective (40 per cent) or simply struggle to stick to it (32 per cent). Among those who do budget, only 17 per cent use digital money management tools while 27 per cent use spreadsheets and 23 per cent figure it out ‘in their heads’.
    • Younger generations most financially stressed: Younger Australians are more likely to track their spending and have a plan to grow their money but still feel the most financially stressed (59 per cent) and least confident (42 per cent) compared with older generations, according to the CommBank Financial Fitness Report.

Other reasons include feeling uncomfortable (38 per cent), overwhelmed (23 per cent) or embarrassed (19 per cent). As we age, we get less embarrassed to talk about finances (26 per cent aged 18-29 years old versus 12 per cent aged 60+ years old).
    • Financial confidence is in reach: Almost two thirds of Australians (62 per cent) say there is at least one thing stopping them from becoming more financially confident, such as they don’t know where to start (23 per cent), the jargon is confusing (20 per cent) and they don’t have time to learn about money (13 per cent).

    Following decades of heartache, the family of Melissa Trussell (Brown) have joined police in a renewed call for information regarding the historic disappearance of the 15-year-old, and unsolved murder of her mother, Rosemary.

    Rosemary Brown, 33, along with her daughter Melissa, were last seen leaving their Blair Athol home at about 2.30am on Saturday 13 May, 2000.

    Today marks exactly 25 years since Rosemary’s body was discovered in the mangroves at Garden Island on 2 July 2000. Melissa’s remains have never been found.

    Detective Superintendent Darren Fielke, Officer in Charge of Major Crime Investigation Branch urged anyone with information, no matter how insignificant it may seem, to come forward.

    “This is a particularly disturbing case. A mother was murdered and her body disposed of.  We believe Melissa was also murdered,” he said.

    “It’s tragic for the family of Rosemary and Melissa to experience this long passage of time with no answers about what happened to their loved ones.

    Describing Melissa as her “best friend”, Kayla hoped to one day give her the farewell she deserves.

    “We need to know where she is and what happened to her,” she pleaded.

    “We want to see the person or people who have caused our pain brought to justice.”

    Barry echoed Kayla’s appeal for answers 25 years on.

    “My message to the people responsible, because I don’t believe it to be just one person: it’s better to come forward now with information,” he said.

    “A parent shouldn’t outlive their child… and for a long time (Melissa’s disappearance) has messed me up.

    “I’m hoping some fresh information will finally come to light to help police solve the case.”

    Despite recent volatility in global trade policy, especially the swift changes in US-China tariff regulations since April, Ningbo-Zhoushan Port — the world’s third-largest in terms of container throughput volume in 2024 — has demonstrated remarkable resilience.

    By early June, container throughput volume to the United States had returned to pre-fluctuation levels, said port officials.

    Located on China’s eastern seaboard, Ningbo-Zhoushan Port serves as a vital artery in global logistics. With over 300 container shipping routes connecting to more than 600 ports, across 200 countries and regions, the port handles nearly 300 vessel movements daily. It has become a critical hub in supporting the dual circulation of domestic and international trade.

    In the face of external pressure, the port managed to expand its container throughput volume. From January to April, the port handled 13.568 million twenty-foot equivalent units, marking a 9.9 percent year-on-year increase, said Teng Yahui, deputy general manager of Ningbo Zhoushan Port Co Ltd.

    Washington, DC: At the request of the Kenyan authorities, an IMF Technical Assistance mission led by Rebecca A. Sparkman visited Kenya from June 16-30, 2025, to conduct a Governance Diagnostic. This mission followed the scoping mission held on March 3-5, 2025.

    The Governance Diagnostic aims to identify macro-economically critical governance weaknesses and corruption vulnerabilities, and design an action plan with specific, sequenced recommendations and reform priorities.

    Reflecting the breadth of the Governance Diagnostic exercise, the visiting team comprised staff from a number of IMF departments, including the Fiscal Affairs; Legal; Finance; Monetary and Capital Markets; and Strategy, Policy and Review Departments, as well as World Bank staff. They engaged with the government and non-governmental stakeholders to examine governance weaknesses and corruption vulnerabilities across core state functions as provided by the IMF’s 2018 framework for Enhanced Engagement on Governance.

    To this end, the mission team met with Kenyan authorities, including those responsible for public financial management (including procurement), expenditure policy, tax policy, revenue administration, the mining sector, market regulation, rule of law, Central Bank governance and operations, financial sector oversight, and Anti-Money Laundering/Combatting the Financing of Terrorism. Throughout the mission, the team engaged with Kenya’s anti-corruption and oversight institutions to discuss the effectiveness of legal and institutional frameworks in reducing macro-economically critical corruption vulnerabilities. The mission also met members of Kenya’s National Assembly.

    Additionally, the mission met with representatives from civil society, the private sector, business associations, and international development partners to gather perspectives on governance challenges and anti-corruption efforts.

    The IMF team would like to thank the Kenyan authorities and other stakeholders for their hospitality, excellent cooperation, and candid and constructive discussions.

  • MIL-OSI China: US ramps up trade pressure on multiple fronts as 90-day tariff deadline approaches

    Days after U.S. President Donald Trump threatened to halt trade talks and impose tariffs, Canada scrapped its planned digital services tax on Sunday. The White House praised the move, saying talks would resume immediately and declaring that Canada had “caved” to the United States.

    The United States is scrambling to wind up trade talks with a large number of trading partners as the self-imposed deadline of July 9 is approaching. Following Canada’s concession, Trump is continuing his efforts to press multiple trade partners.

    While the EU stood firm on protecting its digital sovereignty and rejected U.S. demands to include digital laws in trade talks, Trump moved on to Japan on Sunday, accusing it of refusing to buy American rice amid a shortage and threatening a formal trade complaint shortly after labeling U.S.-Japan trade “unfair.”

    U-turn on talks  

    Canadian Finance Minister Francois-Philippe Champagne announced Sunday that Canada will rescind its digital services tax as it prepares for a broader trade agreement with the United States.

    The tax, which was designed to take effect on Monday, would impose a 3 percent levy on the revenue of U.S. multinational companies like Amazon, Google and Meta earned from Canadian users.

    “It’s very simple: Canadian Prime Minister (Mark) Carney and Canada caved to President Trump and the United States of America,” White House Press Secretary Karoline Leavitt told reporters on Monday at a briefing.

    Leavitt’s comments followed remarks by National Economic Council Director Kevin Hassett, who said the United States will restart trade negotiations with Canada immediately.

    According to him, the White House is likely to push other countries to abandon their digital services taxes in future trade negotiations, building on Canada’s recent reversal.

    “My expectation is that the digital services taxes around the world will be taken off, and that that will be a key part of the … ongoing trade negotiations that we have,” Hassett was quoted by CNBC as saying.

    Hassett suggested that countries planning to maintain or introduce digital services taxes could face the “wrath” from U.S. Trade Representative Jameson Greer over what he called “unfair trade practices.”

    Ineffective strategy 

    Washington’s pressure tactics didn’t prove effective with the EU, where officials have firmly rejected including digital legislation in trade talks with the United States.

    “Our legislation will not be changed. The Digital Markets Act (DMA) and the Digital Services Act (DSA) are not on the table in the trade negotiations with the U.S.,” European Commission spokesperson Thomas Regnier told a briefing Monday.

    Washington has repeatedly slammed the EU’s digital regulations, including the DMA and DSA, as unfair and called for looser oversight of American tech firms. In February, the White House warned it might retaliate if EU regulators targeted U.S. companies under those rules.

    Regnier emphasized that European Commission President Ursula von der Leyen has made it clear that EU legislation is not up for negotiation, “and this also includes, of course, our digital legislation,” he said.

    “We’re not going to adjust the implementation of our legislation based on the actions of third countries. If we started to do that, then we would have to do it with numerous third countries,” Regnier added.

    Nevertheless, the spokesperson said that the Commission remains committed to reaching a trade deal with the United States by July 9.

    Trump had earlier said the talks were “going nowhere” and threatened a 50 percent tariff on all EU imports starting June 1. After a call with von der Leyen, he agreed to postpone the hike until July 9.

    European Commissioner for Trade and Economic Security Maros Sefcovic said on Monday that he would travel to Washington on Tuesday to try to avoid higher U.S. tariffs and reach a deal “fair for both sides.”

    Currently, the EU faces 50 percent U.S. tariffs on steel, aluminum and 25 percent on automobiles, alongside 10 percent baseline duties on most other exports.

    In a Truth Social post on Monday afternoon, Trump claimed that the Japanese people and their government were “spoiled” because they wouldn’t buy American rice.

    “To show people how spoiled Countries have become with respect to the United States of America, and I have great respect for Japan, they won’t take our RICE, and yet they have a massive rice shortage,” Trump wrote. “In other words, we’ll just be sending them a letter.”

    Yet rice, like the EU’s digital regulations, is not on the Japanese menu for trade talks with the United States.

    On Tuesday, Japanese Economic Revitalization Minister Ryosei Akazawa, who is also the chief representative in tariff negotiations with the U.S. administration, said that his country will not sacrifice the agricultural sector as part of its tariff talks with the United States, adding that he would continue to negotiate with his U.S. counterparts to protect Japan’s national interests.

    “I have repeatedly stated that agriculture is the foundation of the nation,” he told a press conference.

    Trump’s rice complaint followed another swipe at Tokyo’s trade practices. In an interview aired on Fox News a day earlier, he slammed Japan for importing too few American cars, saying, “They won’t take our cars, and yet we take millions and millions of their cars into the United States. It’s not fair,” he said.

    “I could send one (letter) to Japan: ‘Dear Mr. Japan, here’s the story. You’re going to pay a 25 percent tariff on your cars,’” Trump said during the interview.

    SAO PAULO, July 1 (Xinhua) — A light training aircraft crashed in Brazil’s southeastern Sao Paulo state on Tuesday, killing two people, local fire officials said.

    The plane crashed in a deserted area of the city of Sao Jose do Rio Preto after taking off from the local airport.

    Globo TV reported, citing firefighters, that there were two people on board the plane, both of whom died.

    Local police and the Brazilian Air Force’s Accident Investigation and Prevention Center are investigating the cause of the crash. –0–

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) today voted to pass the One Big Beautiful Bill Act of 2025. This transformative legislation includes numerous provisions to unleash Alaska’s extraordinary resource potential, deliver tax relief for hard-working families and small businesses, make the largest investment for the U.S. Coast Guard in history, secure the southern border and halt the flow of deadly fentanyl, continue the build-up of Alaska-based military, upgrade Alaska’s aviation safety, strengthen Alaska’s health care and nutrition programs, protect Alaska’s most vulnerable communities, and achieve historic savings for future generations.

We prevented the largest tax hike in history—more than $4 trillion—and locked in permanent, lower tax rates, an enhanced Child Tax Credit for millions of families, an increased standard deduction used by over 90 percent of taxpayers, a small business deduction that drives job creation and local economic growth, and an enhanced Child and Dependent Care Tax Credit—which incorporates language from a standalone bill I cosponsored, in addition to other deductions that will help Alaskans keep more of what they earn.

    “As Chairman of the Commerce Subcommittee overseeing the U.S. Coast Guard, I also fought to secure the largest investment in Coast Guard history—nearly $25 billion, which includes funding for 16 new icebreakers and $300 million to homeport the Coast Guard icebreaker Storis, in Juneau. And, with the Golden Dome initiative, we’re building the next generation of homeland missile defense—new interceptors, sensors, and radar systems to protect the entire country, with the cornerstone of this vital system continuing to reside in our great state. The bill also includes commonsense work requirements for these benefits, ensuring able-bodied Americans utilizing these programs are contributing to our economy, and shoring up the social safety net program for those it was intended to support–struggling single parents, children and individuals with disabilities or mental health challenges. At the same time, Alaska faces challenges that no other state deals with, which is why we secured flexibility for our state government to implement the new Medicaid and SNAP work requirements, giving the state breathing room to fix program challenges without hurting Alaskans who rely on these benefits.

    1. Growing Alaska’s Economy and Good-Paying Jobs Through Historic Legislation to Unleash Alaska’s Extraordinary Natural Resources

    Senator Sullivan fought to ensure this legislation unleashes Alaska’s natural resource potential, with provisions mandating at least four new area-wide lease sales in the ANWR Coastal Plain over the next decade, directing the Secretary of the Interior to expeditiously resume at least five lease sales in the NPR-A, and mandating a minimum of six lease sales over 10 years in Cook Inlet. The bill reopens areas designated as available for oil and gas leasing during the first Trump administration, and directs more revenues from the NPR-A, ANWR, and Cook Inlet to the State of Alaska, increasing the state’s percentage of the share to 70 percent for future leases. The legislation restores the leasing rules implemented during the first Trump administration—key to unlocking federal revenues from resource development in both ANWR and the NPR-A. The bill streamlines environmental reviews under NEPA by allowing project sponsors to opt into expedited timelines through a fee-based system—cutting review periods in half. The bill also creates a new Energy Dominance Financing program at the Department of Energy that has the potential to accelerate the momentum of the Alaska LNG project.

    Finally, the bill requires increased timber harvests and long-term contracts in national forests and on public lands, including in the Tongass National Forest.

    The One Big Beautiful Bill Act of 2025:

    • Requires BLM to hold at least 4 additional area-wide ANWR lease sales in the Coastal Plain over the next 10 years, with revenues divided 70 percent for the State of Alaska and 30 percent for the federal government starting in 2034—up from 50 percent;
    • Requires the Secretary of the Interior to expeditiously restore and resume lease sales under the NPR–A oil and gas program as directed by federal law—5 lease sales within 10 years of enactment under terms, conditions, stipulations, and areas described in the first Trump administration’s 2020 NPR-A Integrated Activity Plan and Final Environmental Impact Statement and Record of Decision—and directs that the State of Alaska receive 70 percent of revenues generated from development activity on future leases starting in 2034–up from 50 percent;
    • Requires a minimum of six lease sales over 10 years in Cook Inlet, with at least 1 million acres per sale and with revenues divided 70 percent for the State of Alaska and 30 percent for the federal government starting in 2034—up from 27 percent;
    • Reverses the Biden-era royalty hike by reinstating a lower 12.5-16.67 percent on offshore and onshore federal oil and gas leases;
    • Restores commonsense leasing rules that we saw under the first Trump administration that are a prerequisite to generating federal revenues from production in both the NPR-A and in ANWR—more lands, more leasing on a more prescriptive timeline;
    • Streamlines the NEPA environmental review process by allowing project sponsors to opt in for faster timelines through a fee-based system, halving review periods;
    • Includes a $5 billion increase for critical minerals supply chains, opening new opportunities for Alaska’s mining industry;
    • Requires increased timber harvests and long-term contracts in national forests and public lands, including in the Tongass National Forest;
    • Creates a new Energy Dominance Financing program within the Department of Energy to support enhancement and development of reliable energy infrastructure, providing another vehicle for the Alaska LNG project to accelerate development of the gasline;
    • Places a 10-year moratorium on the methane tax; and
    • Provides $1 billion for the Defense Production Act to conduct critical mineral mining operations, including in Alaska.

    1. Delivering Tax Relief for Hard-Working Families and Small Businesses

    In 2017, Sen. Sullivan voted for the Tax Cuts and Jobs Act, which included across-the-board tax cuts for small businesses and middle class families, and a doubling of the child tax credit to support working families and small businesses, and spur economic growth. Without Congress’ action, those tax cuts and tax credit increases were due to expire this year, which would amount to a $4.5 trillion tax hike on all Americans. It’s also important to note, contrary to what some critics of the legislation have said, under the One Big Beautiful Bill Act of 2025, millionaires and billionaires will be paying the exact same marginal tax rates as they do currently. There is no tax cut for them.

    The One Big Beautiful Bill Act of 2025:

    • Avoids a massive $4.5 trillion tax increase on Americans by extending the 2017 tax cuts;
    • Institutes a permanent $2,200 child tax credit and tax relief amounting to an estimated annual take-home pay increase of $7,600-$10,900 for a family of four;
    • Expands tax credits to make child care more affordable for the thousands of working families in Alaska that are in need of quality, affordable child care:
      • Specifically, this bill enhances the Child and Dependent Care Tax Credit, the only tax credit that specifically helps working parents offset the cost of child care. This provision builds on stand-alone legislation that Sen. Sullivan cosponsored;
      • Improves the Employer-Provided Child Care Credit which supports businesses that want to help locate or provide child care for employees;
      • Expands the Dependent Care Assistance Plan which creates flexible spending accounts that allow working parents to set aside pre-tax dollars to pay for child care expenses;
    • Eliminates taxes on tips and overtime for millions of workers, and taxes on auto loan interest for new American-made vehicles;
    • Expands tax relief for small businesses, which constitute 99.1 percent of businesses in Alaska, benefiting the backbone of Alaska’s economy; and
    • Makes permanent the opportunity zone, low-income housing, and new markets tax credits—key incentives for economic development and affordable housing, and adds greater emphasis on economically disadvantaged and rural areas.

The bill also eliminates taxes on tips, benefiting roughly one-in-ten Alaskans who work in our service and leisure industries. In sum, this bill will deliver a take-home pay increase of up to $10,900 for a family of four.

    1. Making the Largest Investment in U.S. Coast Guard History

    As Chairman of the Senate Commerce Subcommittee on the Coast Guard, Sen. Sullivan has consistently championed robust investments in our Coast Guard. Sen. Sullivan’s strong advocacy in the negotiations of the One Big Beautiful Bill of Act 2025 resulted in nearly $25 billion for fiscal year 2026 to the U.S. Coast Guard, including:

    • 16 new icebreakers—three Polar Security Cutters (heavy icebreakers), three Arctic Security Cutters (medium polar icebreakers), and 10 light and medium icebreaking cutters; 
    • 22 new cutters—nine Offshore Patrol Cutters, 10 Fast Response Cutters, and three Waterways Commerce Cutters;
    • More than 40 new helicopters, six new C-130J aircraft, three new river cutters, and new maritime surveillance equipment (Many of these new Coast Guard aviation and ship assets will be coming to Alaska);
    • $300 million for the homeporting of the Juneau icebreaker, the Storis; and
    • $4.379 billion to repair docks, hangars, and shore facilities and replace aging infrastructure, funds that will help address the Coast Guard’s nationwide infrastructure backlog, as found in communities like Sitka, Seward, Kodiak and St. Paul.

    1. Securing the Border and Fighting Fentanyl

    Senator Sullivan has long advocated for stronger policies to secure the nation’s southern border, highlighting the negative impacts of President Biden’s four years of open border policies on all states, including those that are thousands of miles away, like Alaska. For two years in a row, Alaska experienced the largest annual increase in the rate of drug overdose deaths in the country, driven in large part by the flow of fentanyl across the porous border. In recognition of the havoc this crisis has wrought on Alaska’s communities, the Senator last year spearheaded the launch of a statewide “One Pill Can Kill” initiative to educate Alaskans about the dangers of the drug and raise awareness about the resources available for treatment, prevention and reporting criminal activity.

    This legislation provides billions of dollars for our border security, funding and personnel to the immigration court system, materials and manpower to build the southern border wall, funding for Border Patrol and fleet vehicles, enhanced and upgraded Border Patrol technology, and additional law enforcement funding, including for DHS, DOJ, ICE, Secret Service, and federal courts.

    • $46 billion for a southern border wall, $8 billion for Border Patrol and fleet vehicles, $6 billion for border patrol technology;
    • $47.8 billion in additional law enforcement funding, including for DHS, DOJ, ICE, and Secret Service, and federal courts and detention facilities; and
    • $1.25 billion in funding for the immigration court system.

    The bill allocates $9 billion to improve the quality of life for service members—enhancing housing, child care, and health care services at Alaska’s many military bases—building on the historic 14.5 percent military pay raise for junior enlisted warfighters that Senator Sullivan helped secure in last year’s National Defense Authorization Act. It also provides $115 million to support the exploration and development of existing Arctic infrastructure, like the critical Adak Naval Air Station in Alaska’s Aleutian Islands and invests $9 billion in air superiority efforts that will help sustain aircraft and operations at Eielson Air Force Base and Joint Base Elmendorf-Richardson (JBER).

    The bill also invests heavily in missile defense systems—with $1.975 billion that could enhance radar sites like the Long Range Discrimination Radar at Clear Space Force Station, the COBRA DANE radar on Shemya, and other installations across the state. Alaska may also benefit from $800 million for next-generation interceptors at Fort Greely, and $500 million for national security space launch infrastructure that could include the Kodiak Pacific Spaceport. These investments are part of President Trump’s $25 billion “Golden Dome for America” initiative, which accelerates the development of a layered missile defense system to protect the homeland—cementing Alaska’s position at the forefront of national security. Senator Sullivan’s GOLDEN DOME Act would further add to the money appropriated by the One Big, Beautiful Bill Act to protect Alaska and the nation.

    Additionally, Alaska stands to gain from the $12 billion Pacific Deterrence Initiative, which includes expanded military exercises involving Alaska Command, and from the $29 billion shipbuilding provision, which will likely strengthen U.S. Navy maritime presence to help safeguard Alaska’s waters.

    The One Big Beautiful Bill Act of 2025 includes:

    • A $25 billion down payment on President Trump’s “Golden Dome for America” initiative to build a layered missile defense system, positioning Alaska as the central pillar;
      • $1.975 billion for improved missile defense radars, potentially benefiting LRDR at Clear Space Force Station, COBRA DANE on Shemya Island, and other Alaska radar sites;
      • $800 million for next-generation interceptors going to Fort Greely;
      • $500 million for space launch infrastructure, which could include the Kodiak Pacific Spaceport;
    • $115 million for the exploration and development of existing Arctic infrastructure, like the shuttered Adak Naval Air Station in Alaska’s Aleutian Islands;
    • $9 billion to improve military quality of life—including housing, childcare, and healthcare at Alaska military bases;
    • $9 billion for air superiority, supporting aircraft operations at Eielson Air Force Base and JBER;
    • $12 billion for the Pacific Deterrence Initiative, expanding military exercises involving Alaska Command; and
    • $29 billion for shipbuilding.

This legislation includes funding for Alaska’s air defense superiority, readiness missions, maritime fleet, as well as an investment in better housing, child care, and health care at bases across Alaska,” said Sen. Sullivan. The escalating missile threats from the Iranian regime—and the rapidly advancing capabilities of Russia and China—make clear why we must build a robust, modernized missile defense system to protect the entire country. That’s exactly what the Golden Dome initiative will do. With President Trump’s leadership, a $25 billion down payment in this legislation, and the Golden Dome Act I introduced with my colleagues to cement this vision in law, we now have all three pillars of effective policy: presidential backing, appropriated funding, and authorizing legislation. This initiative will deploy space-based sensors and next-generation interceptors, and significantly enhance our all-domain awareness. Alaska will remain the cornerstone of America’s missile defense, and I look forward to advancing this historic effort to secure our homeland.”

    1. Upgrading Alaska’s Aviation Safety

    Alaska faces an aviation accident rate 2.35 times higher than the national average, and this legislation delivers major, long-overdue investments to address that challenge head-on. The Alaska-specific aviation safety provisions in this legislation include the installation of Weather Observing Systems and weather camera sites, as well as a $40 million carve out for the FAA  Alaska Aviation Safety Initiative. These provisions are in addition to a federal overhaul of aviation safety announced by President Trump earlier this year that includes the addition of 174 new weather stations specifically for Alaska.

    Included in the One Big Beautiful Bill Act:

    • $2.5 billion for nationwide air traffic control reform and upgrades;
    • $80 million to install not less than 50 Automated Weather Observing Systems (AWOS), not less than 60 Visual Weather Observing Systems (VWOS), not less than 64 weather camera sites, and weather stations; and
    • $40 million to carry out aviation safety projects in the FAA Alaska Aviation Safety Initiative, other than the activities funded from the set aside for weather observation systems.

    “With dozens of communities off the road system and wholly reliant on aviation, and an air traffic control system responsible for the heavily-trafficked aviation routes between North America and Asia, no state is more aware of our country’s aviation safety challenges than Alaska,” said Sen. Sullivan. “This bill includes historic critical upgrades to Alaska’s aviation safety equipment and funding for the FAA Alaska Aviation Safety Initiative. These weather observing systems and camera sites will provide real-time weather data and visual confirmation in remote areas with harsh, rapidly changing conditions, ensuring that Alaska’s pilots have the technology they need to fly as safely as possible.”

    1. Strengthening Alaska’s Health Care

    The One Big Beautiful Bill Act of 2025 does not touch Medicare or Social Security despite false ads running in Alaska saying the contrary. The major Medicaid reform in this bill centers around limitations and reductions of states’ use of provider taxes and state-directed payments to enhance their federal Medicaid payments. Many observers view the use of provider taxes and state-directed payments as a scheme to enhance a state’s share of federal Medicaid dollars. Because Alaska is the only state in the country that doesn’t use provider taxes or state-directed payments, and never has, its Medicaid program and federal funds that the state receives are not impacted by the provider tax reforms in the bill.

    Senator Sullivan has been working for years on legislation to increase Alaska’s Federal Medical Assistance Percentage (FMAP) by 25 percent and Hawaii’s FMAP by 15 percent to better reflect the high cost of living and high cost of health care delivery in both states. This FMAP provision was included in the original budget reconciliation bill with White House and Senate Republican support. The Congressional Budget Office (CBO) estimated that this provision would have generated approximately an additional $180 million in increased annual Medicaid dollars for Alaska.

    However, during the final stages of the budget reconciliation debate, Senate Minority Leader Chuck Schumer and Senate Democrats challenged Sen. Sullivan’s FMAP provision with the intent to strip it out of the budget reconciliation bill during a series of “Byrd baths.” Following this review, the Senate Parliamentarian advised that the provision violated the requirements of the Byrd Rule, resulting in its removal from the bill and costing Alaska potentially millions of dollars in additional annual Medicaid funding.

    In response, Senator Sullivan pivoted and pursued an alternative solution. To address Alaska’s limited health care infrastructure, he successfully negotiated a $25 billion increase for the Rural Health Transformation Fund in the budget reconciliation bill, bringing it to $50 billion.  Senator Sullivan helped shape the formula for this fund to allocate $100 million annually for Alaska for five years. He is confident that additional funding from this fund to Alaska will exceed another $100 million.

    In total, this fund is anticipated to provide over $200 million annually for five years to help expand access and improve health care across Alaska, support providers in remote communities, and reduce the state’s Medicaid application backlog through the Alaska Division of Public Assistance.

    The One Big Beautiful Bill Act of 2025:

    • Creates a $50 billion fund over five years to help states modernize and stabilize rural health care, improve outcomes, and keep standalone hospitals open, of which Alaska will likely receive at least $200 million annually over five years;
    • Institutes a 20-hour per week work requirement for able-bodied individuals to utilize Medicaid if they do not have children 14 years of age or younger (one-third less than the work requirements established by the bipartisan welfare reform in the 1990s under the Clinton administration);
    • Allows states to delay implementation of Medicaid work requirements if showing “good faith” effort to create work requirement processes through 2028;
    • Requires identity verification for ACA special enrollment to stop fraud targeting Alaska Native benefits.

    “For months, I have worked relentlessly on every aspect of this reconciliation bill to make sure Alaska isn’t just included, but prioritizedincluding our health care and nutrition programs,” said Sen. Sullivan. “My team and I also fought hard to secure a $50 billion fund to help states, like Alaska, modernize health systems, stabilize rural providers, improve patient outcomes, and keep standalone hospitals open. Thanks to this provision and commitments I received from the Trump administration, I am confident that Alaska will receive over $200 million a yearfor five yearsto empower our state leaders to  maintain coverage for vulnerable Alaskans and shore up our state’s social safety net.

    “Additionally, the Medicaid provisions in this bill will make this critical safety net program stronger, more accountable, and more sustainable—especially for Alaskans. Our goal is simple: maintain strong safety nets, reduce barriers to care, and grow good-paying jobs across Alaska so more people can thrive and get covered through the private sector.

    “I do support Medicaid work requirements for those who are able, but we made sure to include commonsense, tailored work exemptions, including for Alaska Native people, those who live in places with low employment opportunities, pregnant women, and people with mental health and substance use disorders.

    “Many of Alaska’s hospitals operate on the financial edge while continuing to serve as the backbone of care in remote regions. They are critical to Alaska’s health care system, and this legislation—the result of months of work from me and my team—ensures our hospitals will receive the Alaska-specific plus-ups and protections they need to continue serving our communities.”

    1. Protecting Alaska’s Most Vulnerable Communities

    Senator Sullivan worked to ensure the legislation included provisions directly aimed at protecting Alaska’s most vulnerable communities, especially seniors and those facing financial hardship. For seniors and elder Alaskans, the bill provides a $12,000 tax deduction to reduce Social Security taxes, with estimated average savings of between $9,000–$17,500 for seniors ages 60 and up. The legislation also allows telehealth copays to be covered by insurance outside of high-deductible thresholds—making virtual care more affordable for rural and senior populations, and exempts seniors over 65 from Medicaid and Supplemental Nutrition Assistance Program (SNAP) work requirements.

    The One Big Beautiful Bill Act of 2025 also expands home-and community-based services for individuals with disabilities, repeals harmful Biden-era nursing home staffing mandates, and includes a 2.5 percent Medicare reimbursement increase for FY 2026—known as the “doc fix”—to ensure that seniors utilizing Medicare continue to have access to care.

    The One Big Beautiful Bill Act of 2025:

    • Provides a $12,000 tax deduction for seniors 65 and older to reduce Social Security taxes and help retirees keep more of their income;
    • Maintains the existing 100 percent federal match for Alaska Native and American Indian people accessing Medicaid, and exempts them entirely from Medicaid work requirements;
    • Estimates tax relief savings for seniors age 60 and older between $9,000-$17,500;
    • Exempts seniors over 65 from Medicaid and SNAP work requirements;
    • Provides additional time for the State of Alaska to resolve its SNAP distribution error rate and carves out SNAP work requirement exemptions for areas with high unemployment rates;
    • Delays implementation of new SNAP work requirements if they are showing “good faith” effort through 2028;
    • Permanently extends key tax-free savings provisions for Achieving a Better Life Experience (ABLE) accounts, allowing individuals with disabilities to save for their future without losing access to Medicaid and Social Security;
    • Allows telehealth copays to be covered by insurance outside of overall health insurance deductibles, making it easier for seniors and Alaskans in rural areas to use telehealth; and

    • Repeals Biden-era nursing home staffing mandates that threatened to close Alaska nursing home facilities, a top priority of rural health care providers.

    “My team and I worked hard to ensure the One Big Beautiful Bill protects Alaska’s most vulnerable communities, especially our seniors and those struggling to make ends meet,” said Sen. Sullivan. “We secured provisions that will provide real relief, like a $12,000 tax deduction that helps older Alaskans keep more of their hard-earned retirement income, and expanded telehealth access that makes care more affordable and accessible in our rural communities. We also were able to exempt seniors from burdensome work requirements and repeal a disastrous Biden-era federal nursing home mandate that threatened to close facilities across our state.

    “Contrary to some of the fear-mongering by critics, this bill makes no changes to Medicare or Social Security. Programs like Medicare, Medicaid, and SNAP were created to protect our most vulnerable populations, and this legislation helps ensure that these social safety net programs are there for Americans and Alaskans who need them.

    “My team and I also secured flexibility for implementing both the new Medicaid and Supplemental Nutrition Assistance Program (SNAP) work requirements for Alaska, including exemptions for all Alaska Native people, parents or guardians of children 14 and under, caregivers for elders and adults with disabilities, individuals who are medically frail or are dealing with a substance use disorder, veterans, pregnant women, and areas of high unemployment. With regard to SNAP, I helped secure a delay for Alaska to implement these work requirements until 2029 based on a good faith effort. These flexibilities will be crucial to ensuring our state’s most vulnerable continue to receive benefits while allowing the State breathing room to adjust to the new requirements under the bill.

    “This bill provides good governance cost-sharing measures to ensure that states properly administer their programs and get SNAP benefits to people who need it most. However, the State of Alaska is working on modernizing their system to administer their program and will need extra time to complete the overhaul. I pushed intensely to secure up to a two-year delay before the cost-sharing measures come into play. This crucial delay will provide the State the time it needs to overhaul their system and improve their program—ultimately ensuring that people who need SNAP the most, are the ones who receive it.”

    IX. Achieving Historic Savings for Our Children’s Future

    Sen. Sullivan shares the serious concern many Alaskans have about the size and scope of federal spending, especially the risks posed by the country’s $36 trillion debt. According to the nonpartisan Congressional Budget Office (CBO), the One Big Beautiful Bill Act of 2025 represents one of the largest federal spending reductions in American history, roughly $1.6 trillion, and will reduce the federal budget deficit by $508 billion over ten years. According to the White House Council of Economic Advisers, the legislation will result in the debt-to-GDP ratio falling to between 88 and 99 percent, instead of rising to 117 percent without the bill.

    “Our national debt of over $36 trillion has reached dangerous, unsustainable levels. Last year, we paid out more in interest on this debt—upwards of $950 billion—than we did to fund our military at about $870 billion,” said Sen. Sullivan. “When you look at history, great powers begin to fail when they hit this precarious inflection point—spending more in interest on the debt than they do to protect their own nation. These debt and spending levels also drive high inflation rates, as we’ve seen over the past few years, which remain the top concern of Alaskan families—the high cost of living. This bill includes one of largest spending reductions in history—$1.6 trillion, and will reduce the deficit by $508 billion over ten years. The bill accomplishes these reductions by eliminating waste, fraud, and abuse—not by cutting essential services.”

    X. Fighting Back Against Senate Democrats and Minority Leader Schumer’s Relentless Attempts to Shut Down Alaska’s Economy and Harm Our Citizens

    In the budget reconciliation process, the parliamentarian of the Senate only rules on provisions of the bill when they are challenged by Democrat or Republican party leaders, to see if those provisions violate the so-called “Byrd Rule,” which dictates that a provision in reconciliation legislation must be principally focused on the budget, spending and taxes. The Byrd rule and the parliamentarian’s role are not self-executing, meaning, the parliamentarian does not scrub budget reconciliation bills looking for violations of the Byrd rule. She only looks into these issues if those issues are challenged by the Republican or Democratic Senate leaders.

    In this bill, Democrats in the Senate, led by Minority Leader Chuck Schumer, challenged nearly every single provision in the bill that would benefit Alaska. The most egregious was Sen. Sullivan’s provision, which he’s worked on for years, to increase the federal match for Medicaid in Alaska. Sen. Sullivan secured the provision in the bill, which was supported by all Senate Republicans and the White House, and would have provided Alaska with hundreds of millions of dollars more a year in federal Medicaid dollars.

    The irony of this outcome is particularly strong given that far-left-wing Democrat-affiliated groups have been falsely attacking Senator Sullivan for weeks on cutting Medicaid. The only people objectively and factually trying to cut Medicaid for Alaskans are Chuck Schumer and Senate Democrats, who successfully did so when they stripped out Sen. Sullivan’s FMAP provision for Alaska that was already in the budget reconciliation bill.

    Other provisions that would dramatically help Alaska, but were challenged by Sen. Schumer and the Senate Democratic leadership to strip out of the budget reconciliation bill, include:

    • ANWR leases;
    • NPR-A leases;
    • Cook Inlet leases;
    • Increased funding for rural Alaska hospitals;
    • Coast Guard funding for Alaska, including facilities for the new icebreaker home-ported in Juneau;
    • Funding for potential Arctic military bases;
    • Border security;
    • Charitable deductions for Alaska whaling communities; and
    • Greater flexibility for SNAP requirements.

    “Here is an undeniable fact: The only people who are advocating cutting Medicaid for Alaskans are Chuck Schumer and the Senate Democrats,” said Sen. Sullivan. “Worse, this is just one of a number of positive provisions for Alaska that Senate Democrats’ fought to strip out of the budget reconciliation bill. This is consistent with the long pattern of National Democrats’ attempts, for decades, to lock up our state, shut down our economy, and hurt our working families.”
