    Background: 

    Coal Industry:

    • Reduced Royalty Rates: Cuts federal coal royalty rates from 12.5% to 7% for new and existing leases through 2034 to incentivize production and increase revenue.
    • Mandatory New Leases: Requires Interior Secretary to lease at least 4 million additional acres of known recoverable coal reserves within 90 days of enactment.
    • Enhanced Market Access: Eliminates regulatory barriers that have prevented coal development on federal lands.

    Oil & Gas:

  • MIL-OSI New Zealand: Man handed prison sentence following illegal street racing death

    “Is a life really worth it?”

    It’s a question Police is putting to anti-social road users after an Auckland man’s sentencing over a pregnant woman losing her baby when she was struck in May 2023.

    Police began investigating the illegal street racing event on 19 May 2023 in the East Tamaki area.

    Today, a 24-year-old man was sentenced in the Auckland High Court to two years and four months imprisonment for manslaughter, dangerous driving and driving while disqualified.

    He has also been disqualified from driving for 12 months.

    For legal reasons he cannot be named at this stage.

    “The events of that night were a tragedy for everyone concerned,” Counties Manukau East Area Investigations Manager, Detective Senior Sergeant Dean Batey says.

    “The man took part in illegal street racing that was occurring in East Tamaki that night.

    “While racing on a public road he struck a pregnant spectator, seriously injuring her and forcing emergency surgical procedures to be carried out.

    “Her young baby sustained such catastrophic injuries that she barely even stood a chance at life and did not survive the day.”

    Baby Sativa would have celebrated her second birthday earlier this year.

    Police is sending a strong message to anti-social road users.

    Detective Senior Sergeant Batey says Police and the wider community will not tolerate such blatant disregard for others around them.

    “A lot of this behaviours ends up as merely a momentary rush of glory on social media or amongst peers.

    “The reality is that the driving taking place on public roads is putting participants, spectators and innocent members of the public at real risk.

    “I put this question to those taking part: ‘Is a life really worth it?’”

    Police will continue to carry out disruptive and enforcement activities in response to anti-social behaviour on our roads.

  • MIL-OSI New Zealand: City and Regional Deals to unlock growth

    The Government has laid out its expectations for City and Regional Deals (CRDs) as long-term partnerships that will increase economic growth, create jobs, and boost productivity for New Zealanders, Infrastructure Minister Chris Bishop and Local Government Minister Simon Watts say.

    The Government has also signed the first Memoranda of Understanding (MOUs) to negotiate deals with Auckland, Otago/Central Lakes and Western Bay of Plenty.

    “City and Regional Deals will be strategic 10-year partnerships between local and central government to progress joint priorities including economic growth, enabling abundant housing, better management and utilisation of local assets, and closing the infrastructure deficit,” Mr Bishop says.

    “The Government has established five objectives for the City and Regional Deals programme:

    1. Better coordination between central government and regions, including how we work together and align our priorities
    2. Unlocking regions’ unique potential and lifting economic growth, including regional employment opportunities
    3. Making room forhousing growth
    4. Ensuring local governments do a better job at managing and utilising their asset base and make significant progress to close their infrastructure deficits – without new funding from Central Government.
    5. Ensuring Local Governments comprehensively adopt Central Government priority reforms such as Local Water Done Well, Resource Management Act reform, and Going for Housing Growth.

    “Today we are outlining what central government will put on the table during negotiations for cities and regions participating in CRDs. These are:

    1. Improved central government coordination (both internally and with the regions), ensuring the right agencies are around the table. This could include agreement to deploy more senior officials to existing Urban Growth Partnerships and other governance arrangements, and improved Government infrastructure investment and asset management.
    2. Early collaboration with councils on system reforms including undertaking joint-spatial planning ahead of RM reform implementation. We will consider improvements to existing regulatory frameworks including: zoning, fees and charges innovation, streamlined planning and land acquisition processes, regional spatial planning.
    3. Providing councils with new funding and financing tools and incentivising them to better utilise existing ones. This could include considering the use of sharing of mining royalties, mobilising existing government funds to support deals, and providing access to government experts that could help councils use more complex tools such as Infrastructure Funding and Financing Act Levies.
    4. Supporting regions to unlock growth sectors (e.g., technology, biotech, advanced transportation, aquaculture, tourism, cleantech, renewable energy). Central government will consider locating “confirmed/funded” innovation facilities/institutes in regions as part of a CRD.

    • Effective partnerships – How strong and effective are the local and central government partnerships, is there collaboration between councils in the region, is there a history of positive collaboration with central government, and is there a commitment to broader government reforms and work programmes?

    • Economic and financial feasibility – Is the proposal feasible, are projects likely to have a positive cost-benefit ratio, are timelines realistic, and is the risk profile of proposed projects acceptable?

    The MOU signings reflect the National-Act Coalition Agreement to institute long-term city and regional infrastructure deals, allowing PPPs, tolling and value capture rating to fund infrastructure.

  • MIL-OSI China: Youths serve as bridge for Cambodia-China enhanced friendship, cooperation

    PHNOM PENH, July 1 — Youths have served and will continue to serve as a key bridge for enhanced friendship, exchanges and cooperation between Cambodia and China, experts and youths said here on Tuesday.

    They made the remarks during a Cambodian and Chinese youth dialogue on their role in building an all-weather Cambodia-China community with a shared future in a new era, which was organized by the Youth House for Cambodia-China Friendship in Phnom Penh.

    “Youths are the future of Cambodia-China relations,” Sok Piseth, secretary general of the Youth House for Cambodia-China Friendship, told some 50 participants at the dialogue.

    “Youths really play a very important role in fostering and promoting ties and cooperation between our two countries,” he added.

    Piseth said the dialogue was vital to promote mutual understanding, learning and trust, and gave an opportunity for youths of both countries to explore mutual culture and civilization.

    Thong Mengdavid, a lecturer at the Institute for International Studies and Public Policy of the Royal University of Phnom Penh, who is a moderator at the dialogue, said youth are one of central pillars of Cambodia-China cooperation, playing a vital role in strengthening long-term bilateral ties.

    “Investing in young people today means laying a foundation for a more connected and cooperative future,” he said.

    “Promoting mutual understanding through cultural exchange programs, educational partnerships, tourism, and open dialogues allows Cambodian and Chinese youths to appreciate each other’s histories, traditions, and contemporary realities,” he added.

    Mengdavid said these engagements not only foster personal connections but also help build trust and empathy between future leaders of both nations.

    Ky Sereyvath, director-general of the Institute of China Studies, a think tank under the Royal Academy of Cambodia, said Cambodia and China have enjoyed fruitful cooperation in all areas, particularly in the economy, trade, investment, digital technology, education, tourism, culture, and agriculture.

    “Cooperation in these areas has provided mutual benefit and win-win results for both countries,” he said at the event.

    Try Thyda, a 20-year-old Cambodian student at the Royal University of Phnom Penh, said she would love to be the bridge of friendship between Cambodia and China when she graduates.

    “I’m very happy with the ties because they have brought benefits in all sectors, from the economy to tourism and agriculture,” she told Xinhua after the dialogue.

    Thyda said she could contribute to advancing Cambodia-China relations in the areas of education and innovation.

    “I think I can inspire students both Cambodia and China to be more connected with one another,” she said.

    Lu Xuanren, a 19-year-old Chinese student at the Royal University of Phnom Penh, was very optimistic over Cambodia-China ties, saying that the relations will be even stronger in the future.

    “We will have more connections,” he told Xinhua at the event.

    “We need to strengthen relationship between youths,” he said.

    The State of Qatar reaffirmed its commitment to fostering partnerships and mobilizing financing for inclusive development, expressing pride in hosting the Second Global Summit on Social Development this coming November. 

    The summit aims to enhance global dialogue and action toward inclusive social development and achieving the 2030 Sustainable Development Goals (SDGs).

    This message was delivered by HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad on financing inclusive and sustainable development. She added that a real commitment is needed to leaving no one behind, with special attention to women, children, the elderly, and persons with disabilities.

  • MIL-OSI New Zealand: Weekend spree sees man in court

    A spree of car break-ins across one North Shore suburb has parked one offender in a court dock.

    Police have so far charged him with 17 offences over one weekend.

    In recent days, Waitematā East Police began investigating a spate of theft reports from vehicles parked in Schnapper Rock.

    Waitematā East Area Investigators Manager, Detective Senior Sergeant Mike Williams says numerous break-ins occurred between 26 and 29 June.

    “Offenders have been targeting sunglasses, wallets, bank cards and other items left in plain view,” he says.

    “A break came in enquiries when offenders were disturbed in the act on Sunday.

    “The victims got a very good description of a vehicle being used in the offending, which was invaluable to us.”

    Frontline staff attended the incident and, through camera operators, managed to obtain a registration.

    “Our Tactical Crime Unit picked up enquiries on Monday, identifying a person of interest which resulted in a visit to his Te Atatū Peninsula property on Tuesday.”

    A search warrant was executed at the property, resulting in the arrest of a 28-year-old man.

    Detective Senior Sergeant Williams says numerous items of interest were found at the West Auckland property.

    “He will face the North Shore District Court today on multiple counts of theft ex-car, and we will be opposing the man’s bail.

    “It’s a pleasing result, and our North Shore staff worked together with urgency to take enforcement action and ultimately prevent our community from being victimised further.”

    Police enquiries are continuing, and further arrests and charges cannot be ruled out at this point.

    Detective Senior Sergeant Williams says Police acknowledge vigilant reporting from the Schnapper Rock community, with timely and helpful information to respond.

    A study published in the Journal of Epidemiology & Community Health looks at an ‘inflammatory’ diet during pregnancy and type 1 diabetes risk in children.

    Prof Claire Meek, Professor of Chemical Pathology and Diabetes in Pregnancy, Leicester Diabetes Centre, University of Leicester, said:

    “While we have known for some time that the mother’s health in pregnancy influences the child’s risk of type 1 diabetes, the role of maternal diet upon children’s diabetes risk is less clear.  This interesting new study suggests that mothers who eat a healthy, “anti-inflammatory” diet have a lower risk of type 1 diabetes in their babies – however, it is not clear if these effects are truly due to reduced inflammation, which wasn’t directly measured in the babies.  The study findings could also be explained by pregnant women eating higher levels of vitamins and fibre, or choosing foods more likely to keep blood glucose levels and weight under good control.  It is also important to remember that people from lower-income families may have less access to healthy food and higher risks of chronic disease, so it may not be a fair assessment of diet.

    “However, this study does support broader guidance about the importance of eating a healthy balanced diet in pregnancy, helping keep mums and babies healthy both during pregnancy and in the future.”

    Dr John MacSharry, Funded Investigator at APC Microbiome Ireland and Senior Lecturer in Virology and Immunology, University College Cork, said:

    “The study by Noorzae et al. is a robust prospective analysis linking a pro-inflammatory maternal diet (Empirical Dietary Inflammatory Index (EDII)) during pregnancy to an increased risk of type 1 diabetes (T1D) in offspring.

    “Their use of a large national cohort and validated registry data strengthens the epidemiological association, and the inclusion of breastfeeding duration as a covariate is a notable strength. 

    Interestingly, longer breastfeeding was more common among mothers with lower EDII scores, consistent with breastfeeding’s well-documented role in promoting immune tolerance and healthy microbial colonization.  Apart from providing early passive immunity wave maternal antibodies, breast milk provides bioactive molecules such as human milk oligosaccharides (HMOs), which selectively feed beneficial microbes (e.g. Bifidobacterium spp.) and promote the production of short-chain fatty acids (SCFAs) like butyrate by the gut microbiota —key modulators of regulatory T cell development and mucosal immunity.

    “However, the study lacks direct biological validation of the immune or microbiota-mediated mechanisms it hypothesises.  The Empirical Dietary Inflammatory Index (EDII) was based on correlations with C-reactive protein (CRP), a non-specific acute-phase protein that offers limited insight into adaptive immune function or cytokine signalling pathways central to autoimmunity. 

    No maternal or fetal immune phenotyping, cytokine profiling, or microbiota/metabolome data were included, missing the opportunity to explore key mediators such as SCFAs, bile acids, tryptophan metabolites, and gut microbiota population types.  In addition, maternal or early-life infections—known risk factors for pancreatic islet autoimmunity—were not assessed, despite their relevance in immune priming.

    “Future studies should integrate immunophenotyping, longitudinal microbiome and metabolomics analyses, and infection exposure history to map the interplay between maternal diet, immune maturation, and T1D risk.  Such multi-omic approaches, including the postnatal environment shaped by breastfeeding and early feeding practices, are essential to fully understand the developmental origins of immune-mediated diseases.”

  • MIL-OSI Submissions: Where does the UK most need more public EV chargers?

    The automotive and EV industry has repeatedly insisted that the UK needs more electric vehicle (EV) chargers to help motorists make the switch from conventional fossil-fuel burning cars.

    The Labour government has announced £400 million to install EV chargers, mainly on streets in poorer residential neighbourhoods, in place of the Conservative’s £950 million rapid charging fund that was directed at installing chargers in motorway service stations.

    Does it matter where these chargers are – and who pays to build them?

    The short answer is yes, it does matter. Our research conducted at motorway and local EV charging stations across England – including those located in residential areas, high streets and community centres – indicates that these two types of infrastructure serve distinct groups of users and fulfil different purposes.

    Suggesting that one can substitute for the other risks sending mixed signals to both the industry and the driving public.

    We found that motorway charging stations tend to cater to wealthier men, who are more likely to own premium EVs with long-range batteries and better performance. Many of these drivers have access to home chargers, so their use of public chargers is only for occasional, long-distance travel for business, leisure, or holidays – trips that require chargers along motorways.

    Convenience and charging speed are often more important than the price of public charging, particularly when the travel costs of these drivers are covered by their employers.

    Local public charging stations, on the other hand, serve more diverse groups. These include drivers from lower-income households who are more likely to own older and smaller EVs with shorter ranges. Access to home charging is often limited, especially for people living in flats or urban areas without driveways, garages or off-street parking.

    Local chargers are also vital for taxi and delivery drivers who depend on their vehicles for work and make frequent short trips throughout the day. There are many professional drivers without access to workplace charging stations who need alternative local provision – something the Conservative government recognised in its 2022 EV charging strategy.

    Ultimately, the transition to EVs should take a balanced approach that carefully considers social equity, economic viability and environmental impact.

    Different locations serve different drivers

    Motorway charging stations are commercially attractive to private investors, such as energy companies, specialist charging providers and car manufacturers, despite their higher upfront costs and complex requirements.

    This is because service stations offer greater short-term revenue due to their ability to set premium prices. This is a result of there being limited alternatives and high demand for rapid charging, especially among long-distance travellers, and the willingness of EV drivers to pay for speed and convenience – unlike in more price-sensitive neighbourhood settings.

    Unsurprisingly, the government found that the rapid deployment of motorway chargers in recent years has been largely driven by the private sector. Our research highlighted that these revenues could be enhanced by a broader range of retail, dining and relaxation amenities, turning the time waiting for a car to charge into a more productive and pleasurable experience.

    Residential charging stations may not offer high profits per charge, but they typically require lower capital investment and benefit from consistent and predictable use. They are also suited to measures for reducing strain on the grid and balancing energy supply and demand.

    These measures include tariffs that make it cheaper to charge EVs during off-peak hours, or technology that allows cars to feed electricity stored in batteries back into the grid. These features make them appropriate for public funding, where return on investment is measured not just in profit but in value for the public.

    Considering that local EV charging serves those who do not have access to home charging and who drive for a living, the case for public funding is even stronger. These sorts of chargers make switching to an EV easier for different groups.

    For example, safe and carefully placed public chargers could help more women switch to EVs – although our research suggests that, while “careful placement” might refer to residential areas, it doesn’t necessarily mean on streets. Well-lit car parks and community destinations are sometimes considered safer options.

    By helping EV drivers make frequent short trips, local chargers can also significantly reduce urban air pollution, emissions and noise, contributing to more liveable, healthier cities.

    That said, motorway charging stations and those near key transport corridors still play a crucial role in a comprehensive national network, and public funding may be required in more peripheral and rural areas of the UK where installations lag and commercial interest is limited.

    While long-distance trips are less frequent than short ones, they account for a disproportionately large share of energy use and emissions. Switching such trips to electric will be essential to reaching net zero goals.

    It seems reasonable to prioritise public investment in local EV charging infrastructure to support a fairer EV transition, but this should not be limited to on-street chargers. Investment is needed in residential and non-residential areas, public car parks, community centres and workplaces.

    Different types of EV charging are not interchangeable – all are needed to support the switch.

    I am delighted to join you today to showcase how the UN Joint SDG Fund is turning the Financing for Development 4 vision into a reality on the ground.  Ten years into the implementation of the 2030 Agenda [for Sustainable Development], we face a stark reality:  while progress on the SDGs [Sustainable Development Goals] has delivered for millions, it has not kept pace with the scale of global challenges. The financing gap for the SDGs now exceeds $4 trillion annually, while multiple crises and shifting priorities threaten our collective ambition.

    Delivering on the vision of the 2030 Agenda requires finding and scaling-up innovative solutions.  This is the purpose of the Joint SDG Fund.  The Fund is an innovative and powerful instrument to drive change, break siloed approaches, and unlock financing at scale.

    Since its inception, the Fund has committed over $380 million, enabling a whole-of-UN-system response to pressing challenges.  This commitment has leveraged a further $6.6 billion in contributions from the wider ecosystem of development partners at country level.

    And Zimbabwe’s Renewable Energy Fund showcases how partnerships with private equity funds, such as Old Mutual, can mobilize capital for women and youth-led enterprises in challenging markets.

    The Fund’s success also stems from its unique positioning within the UN development system, leveraging UN resident coordinators’ convening role and UN country teams’ technical expertise.

    Fundamentally, the Fund represents multilateralism at its most effective — creating a collaborative platform extending beyond the UN system to enable and grow partnerships across the development and finance community.

    But delivering on the Fund’s full potential requires expanded partnership. I call on all Member States, development finance institutions, and private sector partners to deepen engagement with the Fund — not only through financial commitments but through strategic partnerships to keep pushing the boundaries of what is possible.

  • MIL-OSI New Zealand: Person dies following Kumeū serious crash

    One person has died following a serious crash in Kumeū on the night of 27 June.

    An investigation has been underway since Friday night, when a car that had earlier failed to stop for Police crashed on Coatesville-Riverhead Highway at about 8.20pm.

    Four teenagers were hospitalised at the time, with the conditions of three stabilising in recent days.

    Waitematā District Commander Superintendent Naila Hassan says one of the teenagers had been in a critical condition in Auckland City Hospital.

    “Sadly, the teenage male succumbed to his injuries on Tuesday night and passed away in hospital,” she says.

    “This is a tragic development for everyone concerned on top of an incident that has had devastating impacts for these young people.

    “The boy’s next of kin has been advising wider family members overnight, and we are ensuring there is support in place for them.”

    Investigations will continue into the events of Friday night.

    “We are continuing to support our staff who responded courageously on Friday night, and were confronted with a very traumatic scene,” Superintendent Hassan says.

    “It’s important we allow a thorough investigation to be carried out and we expect this may take some time to complete.”

    Police have notified the Independent Police Conduct Authority of the incident as part of this process.

  • MIL-OSI Security: Three Defendants Sentenced in Wide-Ranging Scheme to Monopolize International Transit Industry, Fix Prices, Extort Competitors, and Launder Money

    The U.S. Department of Justice today announced that three additional defendants were sentenced in connection with a long-running and violent conspiracy to monopolize the transmigrante forwarding agency industry in the Los Indios, Texas, border region, located near Harlingen and Brownsville, Texas. The defendants controlled the transmigrate industry through fear, monopolization, and extortion of competitors, and laundered proceeds from the conspiracies.

    Pedro Antonio Calvillo Hernandez, age 50 of McAllen, Texas, was sentenced to 37 months’ imprisonment, a three-year term of supervised release, and a $50,000 fine after pleading guilty to conspiracy to illegally fix prices and allocate the market for transmigrante forwarding agency services, conspiracy to monopolize the transmigrante market, and conspiracy to interfere with commerce by extortion.

    Jose de Jesus Tapia Fernandez, age 47 of Brownsville, Texas was sentenced to time served, or 31 months in prison, and a three-year term of supervised release after pleading guilty to a money laundering conspiracy through which extortion proceeds were laundered.

    Mireya Miranda, age 59 of San Antonio, Texas, was sentenced to 10 months of home detention, and a $75,000 fine after pleading guilty to conspiracy to illegally fix prices and allocate the market for transmigrante forwarding agency services; and conspiracy to monopolize the transmigrante market.

    “The danger and the harm to the American people by the use of violence and extortion to fix prices and monopolize the market for an essential service in the Texas border region cannot be understated,” said Assistant Attorney General Abigail Slater of the Justice Department’s Antitrust Division. “Today’s sentences demonstrate the Antitrust Division’s commitment to pursuing incarceration for both white-collar and violent criminals who seek to exploit America’s free markets.”

    “Price fixing is an attempt to distort the market in favor of the fixer and to the detriment of basically everyone else. Although such market manipulation is bad enough, it is even worse when brought about through threats and violence,” said U.S. Attorney Nicholas J. Ganjei for the Southern District of Texas. “The Southern District of Texas will work tirelessly to prosecute such criminal syndicates and to ensure markets along the Texas-Mexico border remain free, fair, and open.”

    “The FBI is proud of the hard work and collaboration with partners that led to today’s sentencing,” said Assistant Director Joe Perez of the FBI’s Criminal Investigative Division. “We remain absolutely committed to thwarting criminal enterprises that function without regard for the rule of law and whose practices of market manipulation include the use of violence and intimidation.”

    “These sentencings reaffirm our unwavering commitment to safeguarding economic integrity at our nation’s borders,” said Special Agent in Charge Craig Larrabee of ICE Homeland Security Investigations San Antonio. “By dismantling an enterprise that thrived on extortion and price fixing, we are ensuring that honest businesses can compete on a level playing field. This case exemplifies how corruption in niche industries can have far-reaching effects, and HSI will continue to pursue those who abuse the system for profit.”

    Transmigrantes transport used vehicles and other goods from the United States through Mexico for resale in Central America. There are only a few locations where transmigrantes can legally cross from the United States into Mexico, one of those being the Los Indios Bridge in Texas. Transmigrante forwarding agencies are U.S.-based businesses that provide services to transmigrante clients, including helping those clients complete the customs paperwork required to export vehicles into Mexico.  

    According to court documents and statements made in court, the co-defendants fixed prices for transmigrante forwarding agency services and created a centralized entity known as the “Pool” to collect and divide revenues among the conspirators, limit competition from other agencies, and increase prices for their services. Some co-defendants also conspired to force forwarding agencies to pay money to the Pool and to pay other extortion fees, including a “piso” for every transaction processed in the industry as well as a “fine” for operating in the market outside of Pool rules. The conspirators perpetrated acts of intimidation, coercion, and violence in furtherance of the antitrust and extortion conspiracies.  Co-defendants Carlos Martinez and Tapia also conspired to launder the extortion proceeds. 

    Calvillo, Tapia, and Miranda must also pay restitution to the victims of the conspiracies. The Court will determine the final restitution amount owed to victims of the conspiracies at a hearing set for Sept. 3.   

    Four co-defendants have previously been sentenced in this case. One other co-defendant has pleaded guilty and is awaiting sentencing. Three other defendants, Rigoberto Brown, Miguel Hipolito Caballero Aupart, and Diego Ceballos-Soto were also charged in the superseding indictment and remain fugitives.   • MIL-OSI Security: Three Defendants Sentenced in Wide-Ranging Scheme to Monopolize International Transit Industry, Fix Prices, Extort Competitors, and Launder Money

    The U.S. Department of Justice today announced that three additional defendants were sentenced in connection with a long-running and violent conspiracy to monopolize the transmigrante forwarding agency industry in the Los Indios, Texas, border region, located near Harlingen and Brownsville, Texas. The defendants controlled the transmigrate industry through fear, monopolization, and extortion of competitors, and laundered proceeds from the conspiracies.

    Pedro Antonio Calvillo Hernandez, age 50 of McAllen, Texas, was sentenced to 37 months’ imprisonment, a three-year term of supervised release, and a $50,000 fine after pleading guilty to conspiracy to illegally fix prices and allocate the market for transmigrante forwarding agency services, conspiracy to monopolize the transmigrante market, and conspiracy to interfere with commerce by extortion.

    Jose de Jesus Tapia Fernandez, age 47 of Brownsville, Texas was sentenced to time served, or 31 months in prison, and a three-year term of supervised release after pleading guilty to a money laundering conspiracy through which extortion proceeds were laundered.

    Mireya Miranda, age 59 of San Antonio, Texas, was sentenced to 10 months of home detention, and a $75,000 fine after pleading guilty to conspiracy to illegally fix prices and allocate the market for transmigrante forwarding agency services; and conspiracy to monopolize the transmigrante market.

Although such market manipulation is bad enough, it is even worse when brought about through threats and violence,” said U.S. Attorney Nicholas J.     Transmigrantes transport used vehicles and other goods from the United States through Mexico for resale in Central America. There are only a few locations where transmigrantes can legally cross from the United States into Mexico, one of those being the Los Indios Bridge in Texas. Transmigrante forwarding agencies are U.S.-based businesses that provide services to transmigrante clients, including helping those clients complete the customs paperwork required to export vehicles into Mexico.  

    According to court documents and statements made in court, the co-defendants fixed prices for transmigrante forwarding agency services and created a centralized entity known as the “Pool” to collect and divide revenues among the conspirators, limit competition from other agencies, and increase prices for their services. Some co-defendants also conspired to force forwarding agencies to pay money to the Pool and to pay other extortion fees, including a “piso” for every transaction processed in the industry as well as a “fine” for operating in the market outside of Pool rules. The conspirators perpetrated acts of intimidation, coercion, and violence in furtherance of the antitrust and extortion conspiracies.  Co-defendants Carlos Martinez and Tapia also conspired to launder the extortion proceeds. 

    Calvillo, Tapia, and Miranda must also pay restitution to the victims of the conspiracies. The Court will determine the final restitution amount owed to victims of the conspiracies at a hearing set for Sept. 3.   

    Four co-defendants have previously been sentenced in this case. One other co-defendant has pleaded guilty and is awaiting sentencing. Three other defendants, Rigoberto Brown, Miguel Hipolito Caballero Aupart, and Diego Ceballos-Soto were also charged in the superseding indictment and remain fugitives. The sale closed July 1, 2025 and has an effective date of June 15, 2025.

    The net proceeds from the sale will be used to pay down debt which will enhance the Company’s liquidity. With an improved balance sheet, Amplify is considering adding back high-return Beta development wells in 2025 that it had previously deferred in May.     WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.) stood up for New Mexico families by voting against Senate Republicans’ budget reconciliation that funds Republicans’ tax handouts for billionaires at the expense of working people.
    For over 27 hours, Heinrich pushed to amend Republicans’ reconciliation legislation, repeatedly voting to lower costs for families, block cuts to Medicaid, protect rural hospitals in New Mexico, extend tax credits for health care premiums, and prevent millions of Americans from losing their health insurance.
    “The largest cut to Medicaid in American history. The largest transfer of wealth to the rich in American history. The largest cut to food assistance in American history. The largest increase to the national deficit in American history: That’s what this bill represents. And it has one effect — billionaires win, American families lose. It’s a betrayal of working families masquerading as legislation.
    “If signed into law, this bill will hike electricity bills, leave tens of millions uninsured, cut food assistance for millions more, shutter hundreds of nursing homes, force rural hospitals to close, and send health insurance premiums soaring. The consequences of this bill will be deadly — and Republicans will own every single one.

    Preventing cuts to Medicaid that could lead to increased costs for people with private insurance.
    Increasing the Child Tax Credit by ensuring the wealthy and big corporations pay their fair share in taxes.
    Lower energy prices for families and small businesses by preserving the Inflation Reduction Act’s clean energy tax credits.
    Providing permanent tax relief for overtime wages for working class Americans.
    Protect families and small businesses from cost increases by ending the trade war with Canada.
    Preventing any policy changes that raise the cost of electricity prices.

    Protect Rural Hospitals
    Senate Republicans voted against:
    Preventing rural hospitals from closing, converting, reducing, or stopping services, including emergency care, mental health care, and labor and delivery services.
    As a result, this bill could cause 6 to 8 rural hospitals to close in New Mexico, according to the New Mexico Hospital Association.

    Stopping cuts to Medicaid and preventing over 90,000 New Mexicans from losing their coverage within the first year alone.

    Extending the health care premium tax credits created in the Affordable Care Act to prevent millions of people from losing health insurance.
    Keeping labor and delivery units open by stopping cuts to Medicaid that fund 40% of births nationwide and nearly 50% of births in rural communities.
    Ensuring access to reproductive care — including cancer screenings and birth control – by keeping Planned Parenthood funded.
    Expanding Medicaid to cover dental, vision, and hearing and to cut the price of prescription drugs under Medicare in half.

    The financial, health, and well-being of our nation’s veterans by prohibiting any federal agency from carrying out mass firings of veterans.

    Amendment to protect food assistance for hundreds of thousands of New Mexicans by stopping harsh, burdensome work requirements that would cut SNAP benefits for families, including 39,790 New Mexicans who could lose their benefits altogether.
    Amendment to expand Medicare to cover dental, vision and hearing and cut prescription drug prices under Medicare by 50%.
    Amendment to ensure no increase in cost for middle class families or individuals using Medicaid, CHIP, or private insurance marketplaces established by the ACA.
    Amendment to lower student loan payments by blocking a plan to force borrowers into a more expensive repayment option.
    Amendment to protect students from losing their Pell Grants to cover the cost of rising tuition costs.
    Amendment to protect a tax credit that helps families keep energy costs low by incentivizing clean energy upgrades like installing home heat pumps.
    Amendment to protect a tax credit that helps families save on energy bills and make their homes more comfortable and energy efficient.
