  • MIL-OSI United Kingdom: Appeal launched for information on graffiti tag

    Canterbury City Council is appealing for information about the identity of this man who could hold vital information about the spraying of a graffiti tag in Canterbury that has also been seen in other locations across the district.

    The individual pictured below was seen on CCTV (above) in St Dunstan’s Street on 17 June this year.

    The tag has also been spotted in New Dover Road and St George’s Place in the city and at Whitstable Harbour (below), among many places.

    Such has been the prolific nature of this tagging on public facing walls, underpasses and street ‘furniture’ such as utility boxes, the council estimates it has spent around £2,000 of council taxpayers’ money cleaning off and covering up this one tag alone, through the work of its dedicated graffiti team.

    Investigations so far have not resulted in the council being able to identify the tagger, so a public appeal is now the only option to try and stop these activities from continuing.

    Cabinet member for enforcement, Cllr Connie Nolan, said: “There is no evidence the tagger has slowed their activities at all, which means our cleaning and removal costs will continue to rise and public areas will continue to be defaced unless we take proportionate action.

    “We know the vast majority of residents abhor graffiti tagging as it increases public anxiety, makes the place look unkempt and costs money to clean up, which could be spent on other vital frontline services.

    “Hopefully this appeal will result in information that allows us to stop this tag from appearing in the future.”

    The council also offers a £500 reward for information that leads to the formal sanction of an individual for committing these offences.

  • MIL-OSI Australia: Suspect sought over e-scooter robbery at Salisbury Downs

    Investigations are continuing into an assault and theft of an e-scooter at Salisbury Downs earlier this month.

    About 4.20am on Sunday 6 July, the victim rode his e-scooter to a service station on Salisbury Highway, Salisbury Downs.  He was confronted on the forecourt by an unknown man armed with a hammer who demanded his e-scooter.

    The victim was assaulted and had his scooter stolen.  The victim was taken to hospital for treatment of injuries.

    The suspect is described as a man with a medium build, dark hair shaved on the sides and appears to have tattoos on the front of his neck and right hand.

    Anyone who recognises the suspect caught on CCTV footage or has information that may lead to his identity is asked to contact Crime Stoppers on 1800 333 000 or online at www.crimestopperssa.com.au

  • MIL-OSI Africa: Government scales up youth-focused initiatives

    As government pursues faster and more inclusive economic growth, the fight against youth unemployment remains a priority, with large-scale programmes underway to create opportunities for young people to earn an income, develop skills and gain work experience.

    Delivering the Presidency Budget Vote for the 2025/2026 financial year, President Cyril Ramaphosa said the greatest challenge that faces South Africa today is youth unemployment. 

    “Approximately 3.8 million out of 10.3 million young people aged 15 to 24 years are not in employment, education or training. These are young people with energy, initiative and untapped potential,” President Ramaphosa said.

    In his address on Wednesday, the President said government has launched large-scale programmes to provide young people with income opportunities, skills development and work experience.

    “Through innovative and targeted interventions, the Presidential Employment Stimulus has continued to demonstrate that when a society invests in its people, the dividends are measured in hope restored and futures rewritten,” he said. 

    He cited the Basic Education Employment Initiative, which entered a new phase in June this year, placing over 200 000 young people as school assistants in more than 2 0000 schools. 

    To date, this initiative has created over one million posts for young people to serve as assistants in schools, supporting teachers in classrooms, school administration and school maintenance.

    “The programme has been designed to strengthen the learning environment and learning outcomes in schools. In the process, participants gain work experience and skills vital to finding employment and starting their own businesses,” the President said.

    He added that the SAYouth.mobi platform was launched in 2020 to tackle the barriers faced by young people such as experience and the lack of transport or lack of data money.

    “There are now over 4.7 million young people registered on the SAYouth network. Young people have been supported to access over 1.67 million earning opportunities.

    “A significant achievement of SA Youth is that the vast majority of earning opportunities have been accessed by the most excluded young people. Seventy percent of opportunities have been accessed by young black African women,” President Ramaphosa said.

    The President noted that around 65% of the platform’s users live in grant-receiving households, demonstrating that “we are reaching some of the people who have the greatest need.”

    Another impactful initiative mentioned was the Youth Employment Service (YES), which he said has become the largest corporate-funded youth jobs programme globally. 

    The programme has to date provided over 190 000 young people with year-long work experience opportunities.

    “Through all of these programmes coordinated by the Presidency, we are changing the way that government works and scaling innovative solutions to our unemployment challenge,” the President said. 

    Education 

    Turning to education, President Ramaphosa underscored its role in fighting poverty, with a focus on early childhood development, foundational learning, and access to well-run schools.

    “We continue our efforts to ensure that learners have a safe and conducive environment in which to learn. To date, we have completed 97 percent of the sanitation projects under the SAFE initiative aimed at getting rid of pit latrines in our schools.”

    He also confirmed the implementation of the Basic Education Laws Amendment (BELA) Act, expansion of vocational training, and broader access to higher education through the National Student Financial Aid Scheme (NSFAS).

    Having come into effect in December last year, the Act amends sections of the South African Schools Act of 1996 (SASA) and the Employment of Educators Act, 1998 (EEA) to account for developments in the education landscape since the enactment of the original legislation.

    Through the NSFAS, government is expanding access for students from poor and working class families, and with the support of the National Skills Fund, assistance is being expanded to the ‘missing middle’.

    “This year, NSFAS is supporting over 800 000 university and TVET [technical and vocational education and training] college students. This provides opportunities to young people today that will, in time, transform our economy and society,” he said.

    On healthcare and the National Health Insurance (NHI), the President said government is addressing the poor state of health facilities and is hiring more professionals, while also permanently employing community health workers.

    “To address the severe challenges in the health system and in preparation for the implementation of the NHI, we are directing resources towards the hiring of more doctors, nurses and health professionals, the permanent employment of community health workers, and the purchase of new equipment and supplies.

    “We are determined to meet our HIV testing and treatment targets, despite the withdrawal of US funding,” he added, noting that Deputy President Paul Mashatile continues to lead the HIV/AIDS response through the South African National AIDS Council.

    Last week, Health Minister, Dr Aaron Motsoaledi, said the National Treasury has allocated R753 million to the Department of Health — under Section 16 of the Public Finance Management Act (PFMA) — to help bridge the shortfall caused by the United States’ decision to cut HIV and tuberculosis (TB) grants.

    The United States government’s withdrawal of funding to key health initiatives, including the President’s Emergency Plan for AIDS Relief P(EPFAR), which was established by former President George W Bush in 2003, led to a loss of R7.9 billion spent on HIV/Aids programmes annually.
     

    Governance 

    On governance, the President said building a capable and corruption-resistant state remains a priority. 

    “For us to effectively tackle any of these challenges, we need to build a capable state with institutions that are resistant to corruption or interference. 

    “The recent adoption of the Public Service Commission Bill by the National Assembly marks a crucial milestone, enhancing the independence and effectiveness of the Public Service Commission in promoting ethical governance,” the President said. 

    President Ramaphosa said the bill will allow the Commission to function as an impartial constitutional body and ensure that the executive is compelled to act on the Commission’s recommendations, thereby reinforcing accountability across the public sector. 

    Digital Transformation Roadmap

    He added that the Digital Transformation Roadmap launched in April 2025, is set to make government work more efficiently while also bringing it closer to the people.

    “The roadmap focuses on building digital public infrastructure including a digital identity for every South African citizen. 

    “It includes a digital payments system to enable instant, low-cost payments, and interoperable data systems to ensure that citizens only have to provide their information to government once,” said President Ramaphosa. – SAnews.gov.za

    The Northern Territory Police Force has arrested two males, aged 18 and 14-years-old, in relation to two incidents of an aggravated robbery and burglary that occurred at a Katherine café on Tuesday night and Wednesday morning.

    Around 8:40pm on 15 July 2025, the Joint Emergency Services Communication Centre received reports of several people unlawfully entering a café on Katherine Terrace, before leaving location with various stolen food and drink items.

    Early yesterday morning, two males entered the same cafe and assaulted staff inside, before fleeing from the location with stolen food and drink items. Two witnesses stopped to render assistance and confronted the two males before they were allegedly assaulted in the process.

    Katherine general duties responded and with the assistance of the two witnesses, arrested an 18-year-old male a short time later. Later in the day, members from the Katherine Criminal Investigation Branch and Strike Force Cerberus located and arrested a 14-year-old male youth.

    The 14-year-old male was charged with:

    • Aggravated Robbery

    • Aggravated Burglary

    • Assault Worker

    He was remanded to appear before court tomorrow, 18 July 2025.

    The 18-year-old male was charged with:

    • Aggravated Robbery

    • Aggravated Burglary

    • Recruitment of a Child

    • Assault Worker

    He was remanded to appear before Katherine Local Court on 21 July 2025.

    It is unknown at this stage of the investigation if these incidents are linked to a group of people who were involved in an alleged aggravated burglary that took place later in the night involving a stolen motor vehicle.

    The Katherine Criminal Investigation Branch and Strike Force Cerberus have carriage of the two incidents.

    Union Education Minister Dharmendra Pradhan on Wednesday inaugurated the India campus of the University of Southampton in Gurugram

    This marks the first foreign university to establish a campus in India under the University Grants Commission’s new regulations,

    Describing the event as a “momentous milestone” in the internationalisation of education under the National Education Policy (NEP) 2020, Pradhan said the development also deepens the education pillar of the India–UK strategic partnership, as outlined in the India–UK Roadmap 2030.

    “Southampton University’s campus in Gurugram will create new synergies, foster a new culture of curiosity and excellence, and present an added choice to students to access world-class education at a more affordable cost and nearer to home and family,” he said.

    Pradhan also urged the university to introduce STEM programmes and contribute to India’s vision of becoming a global innovation hub.

    The launch event was attended by Haryana Chief Minister Nayab Singh Saini, Lord Patel OBE, Chancellor of the University and a member of the UK House of Lord, British High Commissioner to India Lindy Cameron, and UGC Chairman Dr. Vineet Joshi.

    Pradhan commended the university for establishing the state-of-the-art campus within a year of receiving the Letter of Intent.

    In a landmark show of political will and multisectoral collaboration, the Ethiopian House of Peoples’ Representatives (HPR), the Ministry of Health, and partners are spearheading one of Africa’s most promising health financing reforms. By embracing health taxes as a strategic tool, Ethiopia has started strengthening its national health system, curbing the rise of noncommunicable diseases (NCDs), and advancing its journey toward Universal Health Coverage (UHC).

    This momentous collaboration was showcased during a high-level training workshop held from 13 to 14 June 2025 in Adama, Ethiopia. The forum was jointly organized by WHO Ethiopia and the Ministry of Health, in partnership with the Inter-Parliamentary Union (IPU), and with generous financial support from the Government of Norway.

    The two-day event brought together 63 MPs and parliamentary staff as well as 13 senior officials of the Ministry of Health, reaffirming the critical role of legislative bodies in shaping public health through economic policy.

    The workshop focused on consolidating the capacity of lawmakers to further understand and champion health taxes—specifically excise taxes on tobacco, alcohol, and sugar-sweetened beverages. These taxes are globally recognized for their dual impact: they discourage the use of harmful products while generating sustainable revenue to fund essential health services.

    In her opening remarks, H.E. Lomi Bedo, Deputy Speaker of the House of Representatives, emphasized the transformative power of Ethiopia’s 2020 excise tax law. “By raising taxes on tobacco, alcohol, and other harmful products, Ethiopia has taken a critical step toward safeguarding public health and promoting healthier communities,” she stated. “Increasing prices on unhealthy commodities remains one of the most effective strategies to reduce their consumption and associated health risks, including addiction and premature death.”

    Her remarks echoed the growing recognition of Parliament’s proactive legislative stance—one that aligns with the nation’s development vision and its commitment to achieving the Sustainable Development Goals (SDGs).

    Ethiopian State Minister of Health H.E. Dr. Dereje Duguma on his part warned that misleading narratives from the tobacco industry persist—particularly claims that more than 50% of the tobacco market has turned illicit post-legislation. He stressed the importance of evidence-based policymaking and pledged the Ministry’s continued collaboration with Parliament, WHO, and all development partners to strengthen tax administration and uphold Ethiopia’s progress toward UHC and NCD control.

    Delivering a keynote address, Dr. Owen Laws Kaluwa, WHO Representative to Ethiopia, praised Ethiopia’s leadership in adopting bold and effective non-traditional mechanisms to raise additional funds for the country. “Stronger health systems enable countries to allocate scarce resources to their most pressing priorities,” Dr. Kaluwa said. “The 2020 excise tax legislation remains one of the most impactful policy tools for reducing the consumption of harmful products while boosting domestic revenue.”

    Dr. Kaluwa highlighted that WHO’s support to Ethiopia is part of a multi-year project on health taxes implemented in collaboration with IPU and funded by the Norwegian Government. As a priority country in this initiative, Ethiopia is receiving targeted technical assistance for policy analysis, tax implementation, and improved access to NCD treatment and care.

    Throughout the workshop, MPs and parliamentary technical staff deliberated on the latest global and national evidence on the effectiveness of health taxes. Participants engaged in hands-on sessions using updated policy briefs, data, and technical tools designed to inform legislative decisions and sustain tax implementation in the long term.

    Key discussions focused on the importance of Parliament’s role in maintaining robust tax systems, supporting annual adjustments, and shielding policy development from industry interference. Participants reaffirmed their commitment to advancing fiscal policies that prioritize public health and social equity.

    Health taxes have gained wider recognition globally as part of a broader push to combat NCDs—conditions such as cardiovascular disease, cancer, diabetes, and other chronic illnesses that account for more than 70% of global deaths and disproportionately affect low- and middle-income countries. Ethiopia’s approach—grounded in science, backed by policy, and supported by partners—demonstrates how strategic legislation can serve both public health and economic resilience.

    Looking ahead, WHO Ethiopia reaffirmed its dedication to working alongside Parliament, the Ministry of Health, the Ministry of Finance, and other stakeholders to reinforce Ethiopia’s health financing landscape. This includes ensuring that health taxes are not only implemented but effective, efficient, and accountable public financial management systems are necessary for the additional revenues to reach and be accountable for expenditure objectives.

    “Health taxes are not just a revenue tool—they are a health-saving, life-preserving measure,” Dr. Kaluwa concluded. “Ethiopia’s continued leadership in this space is not only commendable but also offers a blueprint for the region and beyond.”

    ProCare welcomes the Medical Council’s decision to recognise overseas-trained doctors from Chile, Croatia, and Luxembourg as part of the “Comparable Health System pathway”. Alongside the fast-track registration for GPs from the USA, Canada, and Singapore, this will deliver a much-needed boost to general practices across Aotearoa who are facing a significant GP shortage.

    The decision means ProCare will be better placed to support its primary care network to recruit offshore GPs; further helping to ease workforce pressure and improve access to care for communities.

    Bindi Norwell, Chief Executive at ProCare, says the organisation is ready to support practices to take full advantage of the change.

  • G20 finance chiefs to meet under tariff cloud in South Africa

    G20 finance chiefs will meet in South Africa on Thursday under the shadow of President Donald Trump’s tariff threats and questions over their ability to tackle global challenges together.

    The club, which came to fore as a forum for international cooperation to combat the global financial crisis, has for years been hobbled by disputes among key players exacerbated by Russia’s war in Ukraine and Western sanctions on Moscow.

    Host South Africa, under its presidency motto “Solidarity, Equality, Sustainability,” has aimed to promote an African agenda, with topics including the high cost of capital and funding for climate change action.

    The G20 aims to coordinate policies but its agreements are non-binding.

    U.S. Treasury Secretary Scott Bessent will not attend the two-day meeting of finance ministers and central bank governors in the coastal city of Durban, marking his second absence from a G20 event in South Africa this year.

    Bessent also skipped February’s Cape Town gathering, where several officials from China, Japan and Canada were also absent, even though Washington is due to assume the G20 rotating presidency at the end of the year.

    Michael Kaplan, U.S. acting undersecretary for international affairs, will represent Washington at the meetings.

    A G20 delegate, who asked not to be named, said Bessent’s absence was not ideal but that the United States was engaging in discussions on trade, the global economy and climate language.

    Finance ministers from India, France and Russia are also set to miss the Durban meeting.

    South Africa’s central bank governor Lesetja Kganyago said that representation was what mattered most.

    “What matters is, is there somebody with a mandate sitting behind the flag and are all countries represented with somebody sitting behind the flag?” Kganyago told Reuters.

    U.S. officials have said little publicly about their plans for the presidency next year, but one source familiar with the plans said Washington would reduce the number of non-financial working groups, and streamline the summit schedule.

    Brad Setser, a former U.S. official now at the Council on Foreign Relations, said he expected it to be “kind of a scaled-back G20 with less expectation of substantive outcomes.”

    His threat to impose further 10% tariffs on BRICS nations — of which eight are G20 members — has raised fears of fragmentation within global forums.

    German finance ministry sources said on Tuesday that the Durban meeting would seek to deepen global relationships in “turbulent times”.

    South Africa’s Treasury Director General Duncan Pieterse said the group nonetheless hoped to issue the first communique under the South African G20 presidency by the end of the meetings.

    The G20 was last able to take a mutually agreed stance to issue a communique in July of 2024, agreeing on the need to resist protectionism but making no mention of Russia’s invasion of Ukraine.

    Man charged with stolen property and firearms offences

    Thursday, 17 July 2025 – 12:46 pm.

    A man has been charged as investigations continue into the stealing of five vehicles from a North Hobart car yard in May.
    Last month, police from the South East, Glenorchy and Bridgewater Criminal Investigation Branches executed several searches in the Montrose and Derwent Valley areas, alongside the Southern Drugs and Firearms Unit.
    A Toyota Rav 4 stolen from a North Hobart car yard was located at an address in Magra, as well as close to $150,000 of other property also believed to be stolen.
    The property included a firearm, several motor vehicles, a trailer, a generator, and about one tonne of fuel. A quantity of illicit drugs was also located.
    A 36-year-old Magra man has since been charged with various stolen property and firearms offences and will reappear in the Hobart Magistrates Court on 12 September 2025.
    Four of the five vehicles stolen from the North Hobart car yard have been recovered.

    One vehicle, a silver Mitsubishi Pajero, was carrying four occupants, aged 63, 63, 70 and 76, while the second vehicle, a Toyota 76 series troop carrier, was carrying a 25-year-old man.

    The 76-year-old man was declared deceased at the scene.

    Investigations have now confirmed that the Toyota was stolen from a residence on Heron Crescent, Katherine.

    Police urge anyone with information to make contact on 131 444.

    WASHINGTON, D.C. – The Senate Environment and Public Works (EPW) Committee held a hearing to discuss the development of the Surface Transportation Reauthorization Bill.

    U.S. Senator Kevin Cramer (R-ND), Chair of the EPW Transportation and Infrastructure Subcommittee, introduced the first witness, North Dakota Governor Kelly Armstrong (R-ND).

    “What’s interesting to me about Governor Armstrong is he’s not naturally a politician at all,” said Cramer. “In fact, he’s quite naturally the opposite. […] But Governor Armstrong brings that perspective, and as I look forward to hearing from the mayor, I think for all of us up here, it’s really, really important to remember that there’s probably no better illustration of the juxtaposition of the relationship between the federal government, local and state governments than in infrastructure.

    “Kelly brings that very important perspective from a rural state that produces a lot of things that we don’t consume in our own state, or at least we don’t consume nearly in the supply that we provide to a hungry world and a growing economy,” continued Cramer. “Whether it’s energy or food or how you get durum wheat to turn into semolina flour to get it to a pasta plant, to get it to the restaurant in New York. He understands it all, and he understands the relationship. I’m really grateful he’s here.”

    Cramer first mentioned the importance of providing highway funds to states through a set formula, an approach he worked to maintain under the Infrastructure Investment and Jobs Act. This approach ensures states have consistent funding and flexibility to meet their constituents needs. 

    Cramer then began his questioning by addressing the broader challenge of funding the nation’s transportation infrastructure. He discussed how the highway system is built on a user-pays model, with drivers contributing to the Highway Trust Fund (HTF) through the federal gas tax paid at the pump.  However, he noted current revenue is not adequate to meet national needs, and electric and hybrid vehicles use the roads and bridges but pay less into the system.

    He asked witnesses to weigh in with solutions for increasing HTF revenue and ensuring all drivers contribute fairly. Cramer noted many states, including North Dakota, charge registration fees for electric vehicles (EVs) and hybrids so they are paying into the system. While gas taxes are paid at both the state and federal level, there is no mechanism at the federal level accounting for EVs’ use of roads and bridges.

    “Every car, combustion or otherwise, is driving a lot more on that 18.3 cents that is being taken in,” said Armstrong. “And I think as you get more and more other vehicles on the road, there is going to be a disparity there. […] I think whatever four-tired vehicle that ends up on the road is going to utilize that road and is going to require maintenance and upkeep and all of those things.”

    “It’s important to me that we adequately fund the National Highway Trust Fund,” said Kate Gallego, Mayor of the City of Phoenix. “We would like to make sure it’s adequate funding, we want to protect privacy, any new solution, we think technology needs to be ready to go on day one. This is so essential we have to get it right.”

    Cramer concluded by asking witnesses if they have closing recommendations for accelerating the delivery of infrastructure projects.

    “You know, this is a really complicated topic, but I actually think the solutions are pretty simple,” said Austin Ramirez, President and CEO of Husco, an engineering and manufacturing company. “We need deadlines in the regulatory process that are enforceable, and we need limited expedited judicial review. I think if we do those two things, we’ll actually get infrastructure dollars from being approved and allocated to actually being spent and invested in new projects.”

    “I think you all have a unique opportunity, because a lot of the fights that are associated with infrastructure reform don’t apply to roads, but try getting a bridge permitted across the federal waterway,” responded Armstrong. “And we’re not building new ones, we’re replacing the existing one. But every one of our constituents wants this kind of infrastructure and you don’t get into some of the ideological fights that exist in transmission or pipelines.”

    The ACCC will not oppose the proposed acquisition of The Interpublic Group of Companies Inc by Omnicom Group Inc.

    Omnicom and Interpublic are both large multinational suppliers of advertising, media and communications services, including media buying and marketing services.

    In Australia, Omnicom’s key brands include DDB, TBWA, OMD Worldwide, PHD Media, Clemenger Group and Hearts & Science. Interpublic’s key brands in Australia include IPG Mediabrands, Universal McCann (UM), Initiative, 303 MullenLowe and Octagon.

    The ACCC considers that the proposed acquisition would be unlikely to substantially lessen competition in the supply of media buying services and marketing and communications services.

    “Our investigation found that while the proposed acquisition would result in an increase in the parties’ combined market share, other suppliers of media buying and marketing and communications services would continue to effectively compete with Omnicom after the acquisition,” ACCC Commissioner Dr Philip Williams said. 

    The ACCC found that the remaining advertising, media and communications conglomerates, including WPP, Publicis and Dentsu, will continue to compete with Omnicom after the acquisition, as well as smaller independent providers of these services.

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Maggie Hassan (D-N.H.) reintroduced the Healthy Moms and Babies Act to improve maternal and child health care across the nation. The maternal health crisis in the United States particularly affects those living in rural America and women of color. Grassley previously chaired the Senate Finance Committee and continues to serve as a committee member, alongside Hassan.

    The legislation builds on Grassley and Hassan’s longstanding efforts to improve maternal and child health by delivering high-quality coordinated care, supporting women and babies with 21st century technology and taking other steps to reduce maternal mortality.

    Between 2018 and 2022, maternal mortality increased from 17.4 per 100,000 births to 22.3 per 100,000 births, according to data from the CDC’s National Center for Health Statistics.

    “We must do a better job at supporting pregnant mothers and their babies. Our bipartisan legislation will enable high-quality coordinated care to our most vulnerable moms. Through community-based efforts and 21st century technology, we can prevent maternal mortality and high-risk pregnancies, regardless of a mom’s zip code.     Grassley has been a long-time supporter of the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program.     The Grassley-backed Maternal and Child Health Stillbirth Prevention Act became law last Congress, paving the way for Title V funds of the Social Security Act to be used for stillbirth prevention activities and programs. Grassley co-sponsored the bipartisan National Stillbirth Prevention Day resolution to recognize those who have endured loss through stillbirth and to raise public awareness, lending urgency to public health efforts aimed at saving lives.

    WASHINGTON – The City of Cedar Rapids will receive $25 million from the Department of Transportation (DOT) to fund flood resilience efforts and infrastructure improvements at I-380 through the Union Pacific (UP) Railroad Project. Funding for this project comes from the Infrastructure Investment and Jobs Act (IIJA), legislation Sen. Chuck Grassley (R-Iowa) supported in 2021. The funding is disbursed through Better Utilizing Investments to Leverage Development (BUILD) grant program.

    “I’m happy to announce that the City of Cedar Rapids is receiving a $25 million award to improve its flood resilience and infrastructure,” Grassley said. “You can imagine how important this funding is for Cedar Rapids, after the city has been hit by devastating floods. These federal dollars will be put to good use to strengthen the Cedar Rapids community.”

    Background:

    This project will complete the design, right-of-way acquisition and construction of flood resiliency and multimodal improvements from I-380 to the UP Railroad. The project includes an approximately 0.3-mile levee and realignment of F Avenue NW “up and over” the levee, with a trail along the top.

    Additional components include converting F Avenue NW from a one-way to a two-way configuration, constructing a floodwall from E Avenue NW to the existing levee south of I-380, a roundabout on F Avenue NW, a stormwater conveyance system, a railroad flood gate and a pedestrian bridge.

  • MIL-OSI Security: Sacramento County Man Convicted of Receiving Child Sex Abuse Material

    After a one‑day trial, a jury found Kyle Travis Colton, 37, of Citrus Heights, guilty Tuesday of one count of receiving child pornography, Acting U.S. Attorney Kimberly A. Sanchez announced.

    According to evidence presented at trial and in court documents, during a search of Colton’s home law enforcement recovered his laptop, which contained copious images and videos depicting the graphic sexual abuse of young children. The jury heard evidence that between July 2022 and December 2023, Colton downloaded these depictions of children engaged in sexually explicit conduct. The material was saved on Colton’s computer desktop and in his downloads folder, and he had user-created bookmarks linking to known child pornography websites.

    This case is the product of an investigation by the Federal Bureau of Investigation. Assistant United States Attorneys Whitnee Goins and Shea J. Kenny are prosecuting the case.

    Colton is scheduled to be sentenced by U.S. District Judge Dale A. Drozd on Oct. 27, 2025. Colton faces a maximum statutory penalty of 20 years in prison and a mandatory minimum sentence of five years in prison, and a $250,000 fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims.   • MIL-OSI Security: KC Sex Offender Sentenced to 12 Years for Illegal Firearm

    KANSAS CITY, Mo. – A Kansas City, Mo. man was sentenced in federal court today for illegally possessing a firearm after officers found a firearm when they investigated him for driving while intoxicated.

    Bryan A. Bay, 35, was sentenced by U.S. District Judge Greg Kays to 12 years in federal prison without parole.  Bay’s sentence was ordered to run consecutive to a state sentence for endangering the welfare of a child.

    On Feb. 27, 2025, Bay pleaded guilty to one count of being a felon in possession of a firearm.

    On July 7, 2023, Independence, Mo. Police Department officers were dispatched to investigate a report that the occupants of a Chevrolet Silverado were passed out.  The officers contacted the occupants and identified Bay as the driver of the vehicle. Bay appeared to be under the influence of alcohol.  A computer check of Bay showed that he is a registered sex offender and on supervision through Missouri Probation and Parole for endangering the welfare of a child in the first degree and domestic assault in the second degree.  Officers located a Smith and Wesson, Model SD9, semi-automatic pistol.  The firearm was loaded with a 12-round magazine with one round in the chamber.

    On Oct. 4, 2023, Independence, Mo. Police Department officers were dispatched to a residence for an aggravated assault.  The victim reported that Bay, her ex-boyfriend, refused to leave her residence and threatened her.  She ran into the street to get away from Bay.  Her cousin saw her and got into his vehicle to get away from Bay, and Bay’s ex-girlfriend got into the passenger seat.  The victim reported that Bay opened the door where she was seated and pointed his 300 blackout AR-15 in the middle of her forehead. Investigators did not locate Bay and issued a pickup order for Bay.

    On Nov. 10, 2023, Kansas City, Mo. Police Department officers conducted a car check on a Kia, which was bearing a license plate that belonged to a Saturn.  Officers contacted Bay, who was standing between the Kia and his Chevrolet Silverado. Officers arrested Bay on a parole violation warrant and the stop order previously issued by the Independence, Mo. Police Department.

    Officers searched Bay’s Chevrolet Silverado and found approximately 5.49 grams of a crystal substance and 7.67 grams of a powder substance. Both substances tested positive for methamphetamine.  Officers also found an Anderson Manufacturing, Model AM-15, multi-caliber pistol.

    Under federal law, it is illegal for anyone who is convicted of a felony to be in possession of any firearm or ammunition.  Bay has two prior felony convictions for tampering with a motor vehicle and possession of a controlled substance and prior felony convictions for domestic assault, unlawful use of a weapon, and endangering the welfare of a child.  Bay’s conviction for endangering the welfare of a child requires him to register as a sex offender.

    This case was prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings. It was investigated by the Independence, Missouri Police Department and the Kansas City, Missouri Police Department.

    PHOENIX, Ariz. – Yesterday, Homeland Security Investigations (HSI) and other law enforcement agencies executed federal search warrants at five Colt Grill restaurants and 12 residences in two states after a three-year labor exploitation investigation and a five-count federal indictment against four individuals in Arizona. 

    On May 27, 2025, a grand jury in Phoenix returned an indictment against Robert and Brenda Clouston, both 61, of northern Arizona, and Luis Pedro Rogel-Jaimes, age 33, and Iris Romero-Molina, age 29, both Mexican nationals illegally present in the United States and residing in Cottonwood, Arizona, for Conspiracy to Transport Illegal Aliens, Conspiracy to Harbor Illegal Aliens, Conspiracy to Encourage and Induce an Alien to Unlawfully Enter the United States, and Pattern and Practice of Knowingly Employing Unauthorized Aliens.

    The indictment alleges that Robert and Brenda Clouston operated four Colt Grill restaurants in the northern Arizona cities of Cottonwood, Prescott, Prescott Valley, and Sedona, and one Colt Grill in Foley, Alabama. In September of 2022, the Cloustons, along with Rogel-Jaimes and Romero-Molina, made a plan that Romero-Molina would create a cleaning company, R&R AZ Cleaning, that would operate as a staffing company for the Colt Grill restaurants. Rogel-Jaimes and Romero-Molina would then find undocumented workers to work at the restaurants, paying them through R&R AZ Cleaning with funds from Colt Grill. The undocumented workers were paid below minimum wage and were not compensated for overtime. The Cloustons, Rogel-Jaimes, and Romero-Molina benefited financially from the plan and did not pay proper employment taxes for the workers.

    All four indicted individuals were arrested on July 15 without incident. While executing the warrants, law enforcement also arrested several undocumented illegal aliens for criminal or administrative immigration violations.

    “Cooperation is the cornerstone for law enforcement in Arizona and this case demonstrates the great outcome that comes from federal and local law enforcement working together,” said United States Attorney Timothy Courchaine. “The United States Attorney’s Office is grateful to HSI for their hard work on this investigation and extremely appreciative to the Yavapai County Sheriff’s Office for their support and willingness to keep their community safe from bad actors.”

    “The success of this investigation is in large part due to the coordinated efforts of many law enforcement agencies working alongside HSI through the Homeland Security Task Forces,” said Ray Rede, acting special agent in charge for HSI Arizona. “This multiyear case involving several federal charges is a testament of our commitment to combatting crime that has true impact to communities. I thank everyone involved – this case was true team effort.”

    “On behalf of the citizens of Yavapai County, I want to thank our federal partners at the U.S. Attorney’s Office, Homeland Security Investigations, and all our local agencies for their collaboration with the men and women of Yavapai County Sheriff’s Office in dismantling this criminal enterprise,” said Yavapai County Sheriff David Rhodes. “Coordinated, multi-agency enforcement actions like this one are essential to protecting our communities from the destabilizing impacts of organized crime. By working together, we will continue to leverage every available resource to safeguard the people of Yavapai County from those who seek to do harm.”

    A conviction for Conspiracy to Bring Illegal Aliens to the United States Unlawfully, Conspiracy to Transport Illegal Aliens, Conspiracy to Harbor Illegal Aliens, and Conspiracy to Encourage and Induce an Alien to Unlawfully Enter the United States each carry a maximum penalty of 10 years in prison and up to a $250,000 fine. A conviction for Pattern and Practice of Knowingly Employing Unauthorized Aliens carries a maximum penalty of six months in prison and up to a $3,000 fine per unauthorized employee.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     An indictment is a method by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Medford Man Sentenced to Federal Prison for Coercing and Sexually Exploiting a Minor Online

    MEDFORD, Ore.—A Medford man was sentenced to federal prison today for using Snapchat and Kik Messenger, online social media and messaging platforms, to coerce and sexually exploit an Oregon child online.

    Nicholas James Shaw, 38, was sentenced to 120 months in federal prison and a lifetime term of supervised release. He was also ordered to pay $66,000 in restitution to his victims.

    According to court documents, in March 2022, Homeland Security Investigations (HSI) received CyberTips from Snapchat and Kik Messenger regarding child sexual exploitation materials uploaded to their platforms between October 2021 and April 2022. Investigators traced the accounts to Shaw and learned that, for approximately eight months, Shaw had engaged in sexually explicit communications with a minor online and coerced the victim into producing and sending him sexually explicit photos and videos. 

    On June 28, 2022, HSI agents executed a federal search warrant on Shaw’s residence and seized several electronic devices which contained child sexual abuse material.

    On June 29, 2022, Shaw was arrested and charged by criminal complaint with transportation, receipt, distribution, possession, and access with intent to view child pornography.

    On January 21, 2025, Shaw pleaded guilty to coercion and enticement of a minor. As part of the plea agreement, Shaw agreed to pay restitution in full to his victims and forfeit criminally derived property used to facilitate his crimes.

    This case was investigated by HSI with assistance from the Medford Police Department. It was prosecuted by John C. Brassell, Assistant U.S. Attorney for the District of Oregon.

(Nasdaq: AIRE) (the “Company” or “reAlpha”), an AI-powered real estate technology company, today announced the pricing of a public offering of an aggregate of 13,333,334 shares of its common stock, together with Series A-1 warrants to purchase up to 13,333,334 shares of common stock and Series A-2 warrants to purchase up to 13,333,334 shares of common stock, at a combined public offering price of $0.15 per share and accompanying warrants.
