  • MIL-OSI Security: Maryland Woman Sentenced to 18 Years in Federal Prison for Conspiring to Destroy the Baltimore Region Power Grid

    Baltimore, Maryland – On September 25, 2024, Senior United States District Judge James K. Bredar sentenced Sarah Beth Clendaniel, a Catonsville, Maryland resident, to 18 years in federal prison, followed by a lifetime of supervised release, for conspiring to damage or destroy electrical facilities in Maryland, in violation of 18 U.S.C. § 1366(a), and a concurrent sentence of 15 years for being a felon in possession of a firearm, and 3 years of supervised release, in violation of 18 U.S.C. § 922(g)(1).

    The sentence was announced by Erek L. Barron, United States Attorney for the District of Maryland and Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation, Baltimore Field Office.

    “Such cowardice, designed to disrupt and endanger the lives of Maryland’s citizens, will not be tolerated,” said Erek L. Barron, United States Attorney for the District of Maryland. “My Office remains committed to protecting the security and well-being of the community by prosecuting such conduct to the full extent of the law.”

    “Those who seek to attack our country’s critical infrastructure will face the full force of the United States Department of Justice,” said Attorney General Merrick B. Garland. “Sarah Beth Clendaniel sought to ‘completely destroy’ the city of Baltimore by targeting five power substations as a means of furthering her violent white supremacist ideology. She will now spend the next 18 years in federal prison. The Justice Department will continue to aggressively counter, disrupt, and prosecute those who seek to launch these kinds of hate-fueled attacks that target our critical infrastructure, endanger entire cities, and threaten our national security.”  

    “The defendant plotted to disable the power grid around the entire Baltimore region and cause harm to thousands of people in pursuit of a racially motivated violent extremist agenda,” said FBI Director Christopher Wray. “Her plan failed thanks to the great work of the FBI and our law enforcement partners.  Today’s sentencing should serve as a warning to others that you will be held accountable if you attempt to carry out violent attacks on our infrastructure or threaten the safety of those in our communities.”

    “Sarah Beth Clendaniel engaged in a hate-filled scheme to destroy the infrastructure Marylanders rely on every day,” said Special Agent in Charge William J. DelBagno of the FBI’s Baltimore Field Office. “Through rigorous investigation and law enforcement partnerships, her radical plan was halted. Today’s sentence underscores the FBI’s commitment to protecting our national security and holding accountable those conspiring to commit violence.”

    According to her plea agreement and other court documents, in 2018, Clendaniel became acquainted with Brandon C. Russell, a Florida resident, who is currently charged with conspiracy to damage or destroy electrical facilities in Maryland and is awaiting trial. Clendaniel and Russell espouse a white supremacist ideology and advocate a concept known as “accelerationism.” To “accelerate” or to support “accelerationism” is based on a white supremacist belief that the current system is irreparable and without an apparent political solution, and therefore violent action is necessary to precipitate societal and government collapse.

    According to court documents, from at least December 2022 through February 2023, Clendaniel conspired with Russell to damage energy facilities involved in the transmission and distribution of electricity and to cause a significant interruption and impairment of the Baltimore regional power grid. The intended monetary loss associated with the planned attacks would have exceeded $75 million.

    As set forth in her plea agreement, Clendaniel admitted that she communicated and planned over encrypted communication applications (“ECA”) to carry out attacks against energy facilities. Russell and Clendaniel communicated their plans to commit an attack on the Baltimore region power grid to a confidential human source (“CHS-1”).

    Their plans began to coalesce on January 12, 2023, when CHS-1 and Russell discussed the planned substation attack in Maryland with a goal of working with Clendaniel to “maximize impact” and “to coordinate to get multiple [substations] at the same time.” Later that same day, Clendaniel, using the moniker “Nythra88,” sent a message to CHS-1 on ECA confirming her support of the attack.

    In the ensuing conversation, which continued through January 14, 2023, Clendaniel told CHS-1 that she lived near Baltimore. She also stated that she was a felon, and had previously, but unsuccessfully, attempted to obtain a rifle. She asked CHS-1 to purchase a rifle for her, stating that she wanted to “accomplish something worthwhile” and that she wanted the rifle “within the next couple of weeks” to “accomplish as much as possible before June, at the latest.” On January 18, 2023, on ECA, Clendaniel told CHS-1 that she had identified a few potential locations to target in her attack. CHS-1 stated that CHS-1 would have to be the “driver” and Clendaniel would have to be the “shooter” in the attack. Clendaniel confirmed that she was “determined to do this” and stated she would have done something earlier on her own if she had not lost her rifle “a few months ago.” The conversation continued with CHS-1 and Clendaniel discussing the specifics of the desired rifle and agreeing that Clendaniel would send CHS-1 a “wish list,” which she did the following day.

    At various times from January 21, 2023 through January 29, 2023, CHS-1 exchanged encrypted messages, separately with Clendaniel and with Russell, in which they discussed in detail the rifle and specific firearms accessories that Clendaniel wanted and potential targets for their attack.

    On January 29, 2023, Clendaniel told CHS-1 that the five substations she planned to target included “Norrisville, Reisterstown, and Perry Hall.”  Clendaniel described how there was a “ring” around Baltimore and if they hit a number of them all in the same day, they “would completely destroy this whole city.” She added that they needed to “destroy those cores, not just leak the oil . . . ” and that a “good four or five shots through the center of them . . . should make that happen.” Further, she stated that: “[i]t would probably permanently completely lay this city to waste if we could do that successfully.” When CHS-1 asked if it would accomplish a “cascading failure,” Clendaniel replied, “[y]es . . . probably” and that the attack targets are all “major ones.” Clendaniel also said that the most difficult target that they would have to do together has “fire walls on three sides.”

    During that conversation, Clendaniel sent CHS-1 five links to the “Open Infrastructure Map” which showed the locations of five specific Baltimore, Gas and Electric (“BGE”) electrical substations in Maryland. BGE is an energy company that utilizes substations, like the five targeted sites, to produce, convert, transform, regulate and distribute energy. Three of the five substations were located near the towns of Norrisville, Reisterstown, and Perry Hall. The remaining two substations were in the vicinity of Baltimore City. Each location is a BGE substation with significant infrastructure.

    On or about January 31, 2023, Russell discussed with CHS-1 the attack of the targeted substations on ECA, including how to “make sure it’s done right,” how “it has been studied,” and how to make it “cascading” so as to maximize damage. Russell and Clendaniel believed that attacking these five electrical substations in the greater Baltimore area would serve accelerationism.

    On February 3, 2023, law enforcement agents executed a search warrant at Clendaniel’s residence in Catonsville, Maryland.  During the search, law enforcement agents recovered from Clendaniel’s bedroom various firearms and hundreds of rounds of ammunition.  Federal law prohibits Clendaniel from possessing these items because she is a convicted felon, including convictions in Cecil County, Maryland for Robbery in 2006 and Robbery and Attempted Robbery in 2016.

    U.S. Attorney Barron commended the FBI for its work in the investigation and thanked Assistant U.S. Attorneys Kathleen O. Gavin and Michael Aubin who are prosecuting the federal case.

    The U.S. Attorney’s Office for the District of Maryland is a partner in the U.S. Department of Justice’s United Against Hate community outreach program.  The United Against Hate initiative seeks to directly connect federal, state and local law enforcement with traditionally marginalized communities in order to build trust and encourage the reporting of hate crimes and hate incidents.  Department of Justice Attorney General Merrick B. Garland announced the nationwide launch of the initiative and its expansion to all 94 U.S. Attorneys’ Offices.

    WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin (D-WI) and Jeanne Shaheen (D-NH) introduced the Health Care Affordability Act—legislation to make permanent the Affordable Care Act’s (ACA) enhanced premium tax credits (PTCs) for millions of Americans who use the Health Insurance Marketplace for coverage. The enhanced PTCs, which have made health care more affordable and accessible for millions of Americans, are currently set to expire at the end of 2025. If this provision expires, over 20 million Americans will see a sudden increase in their health insurance costs, an estimated three million Americans could lose their health insurance entirely, and nearly nine million people will pay more—roughly $406 per person—for coverage.
    “I’m focused on the kitchen table issues that keep families up at night and the skyrocketing cost of health care and prescription drugs is high on that list. I fought hard to cut health care costs for Wisconsinites – saving thousands of families hundreds of dollars each year – and I refuse to let us go backward,” said Senator Baldwin. “Our legislation will stop millions of hard-working Americans from having their healthcare costs jacked up, giving families peace of mind that they can get the quality health care they need at a price they can afford.”
    “For years, the ACA enhanced premium tax credits have significantly lowered costs and increased access to health insurance for families in New Hampshire and across the country. But let’s be very clear: if Congress fails to act before these tax credits expire, tens of millions of Americans will suffer a substantial increase in health care costs and millions of individuals could lose their health insurance entirely,” said Senator Shaheen. “It’s time to extend these highly effective tax credits to keep costs from skyrocketing and ensure health care is within reach for every American, and I’m proud that our Health Care Affordability Act does just that.”
    In Wisconsin, over 230,000 Wisconsinites are receiving advanced premium tax credits, averaging a monthly savings of over $500. Senator Baldwin first voted to expand the premium tax credit in the American Rescue Plan Act. This expansion of premium tax credits marked the biggest improvement to the ACA since it became law over a decade ago. When the tax credits were set to expire at the end of last year, Baldwin voted to extend their authorization through December 2025 in the Inflation Reduction Act.

  • MIL-OSI Europe: EIB provides €220 million to Nexi to back digital payment innovation in Europe

    The European Investment Bank (EIB) is providing €220 million in financing to Nexi Group, Europe’s largest PayTech company, to support innovation in the digital payments sector. The agreement was announced today in Milano by EIB Vice-President Gelsomina Vigliotti and Nexi Group CFO Bernardo Mingrone.

    Nexi will use the EIB funds to develop and manage projects aimed at modernising digital payments in Europe, and to finance specific initiatives that leverage the expertise of Nexi Digital, a European technological innovation hub created in collaboration with Reply, an Italian company and European leader in digital transformation.

    The identified projects are fully aligned with Nexi Group’s environmental, social, and governance (ESG) objectives, which have already been communicated to the market. These include promoting digital payment innovation across Europe, creating jobs for young people and in disadvantaged areas, and enhancing environmental sustainability by optimizing data centres and developing cloud-based activities.

    This is the first EIB loan granted to a publicly listed company in the digital payments sector, underscoring Nexi’s commitment to advancing the digital and technological transition.

    EIB Vice-President Gelsomina Vigliotti commented: “This operation represents a major step forward in the development of Europe-wide digital payment solutions, helping to reduce the use of cash and prevent fraud and tax evasion.   • MIL-OSI USA: Johnson, Peters, Paul, and Blumenthal Release Bipartisan Report Examining U.S. Secret Service Security Failures and Assassination Attempt on Former President Trump

    WASHINGTON – On Wednesday, U.S. Sen. Ron Johnson (R-Wis.), Ranking Member of the Permanent Subcommittee on Investigations, along with U.S. Senators Gary Peters (D-Mich.) and Rand Paul (R-Ky.), Chairman and Ranking Member of the Homeland Security and Governmental Affairs Committee, and Richard Blumenthal (D-Conn.), Chairman of the Permanent Subcommittee on Investigations, released a bipartisan interim report on the U.S. Secret Service’s (USSS) security planning, communications and coordination failures that contributed to the July 13 assassination attempt on former President Donald. J. Trump in Butler, Pennsylvania. The interim report includes key findings and recommendations to address those failures and ensure the Secret Service can effectively carry out its protective mission.   
    “Shortly after the July 13, 2024 assassination attempt on former President Trump in Butler, PA, I released preliminary findings detailing some of the significant security failures that occurred on that day,” said Ranking Member Johnson. “Today’s interim report expands on those security failures, but the investigation is not complete. Federal agencies like the Secret Service, FBI, and DOJ continue to withhold records that are vital to this Committee’s work. There is still much more information that the public and Congress deserve to know. Going forward, this Committee must be prepared to use compulsory process to ensure that the American people have a complete and thorough understanding of the security failures that resulted in the multiple attempts on former President Trump’s life.” 
    “From planning missteps, to the siloed and flawed communication to the lack of effective coordination between law enforcement, to the breakdowns in technology, the Secret Service’s failures that allowed an assassination attempt on former President Trump at his July 13 rally were shocking, unacceptable, and preventable – and they led to tragic consequences,” said Chairman Peters. “Moving forward, our bipartisan interim report makes recommendations for needed reforms to address these serious failures, provide accountability and transparency for the American people, and ensure that the Secret Service has the tools and resources they need to prevent another disaster like this from happening.”  
    “Our initial findings clearly show a series of multiple failures of the U.S. Secret Service (USSS) and an inexcusable dereliction of duty,” said Ranking Member Paul. “Not only did USSS fail to ensure the AGR roof was adequately covered, they were also aware of a suspicious individual with a rangefinder for at least 27 minutes and did not delay proceedings or remove former President Trump from the stage, even after being informed that the suspicious individual was on the roof of the AGR building. Someone needs to be held accountable for these egregious failures by the USSS, and despite USSS, DHS, FBI, ATF, and other federal agencies’ continued obstruction of our bipartisan investigation, I will continue to push for answers and accountability.”    
    “What happened on July 13 was an accumulation of errors that produced a perfect storm of stunning failure,” said Chairman Blumenthal. “It was a tragedy and completely preventable from the outset. There was both a failure to provide resources – like a working radio, drone detection system, or counter surveillance team – and lack of an effective chain of command. Looking forward, we need structural reform in the agency itself. The Secret Service is filled with dedicated and skilled men and women who serve our country at great risk to themselves and personal sacrifice, and they deserve better leadership. Today’s report is only an interim step, and I look forward to our continuing pursuit of evidence to help understand what went so catastrophically wrong and how we can prevent an event like this from ever happening again.” 
    READ THE INTERIM REPORT: “Examination of U.S. Secret Service Planning and Security Failures Related to the July 13, 2024 Assassination Attempt” 
    The interim report’s key findings of failures include:   
    USSS failed to clearly define responsibilities for planning and security at the July 13 rally: USSS personnel responsible for planning in advance of the July 13 rally denied that they were individually responsible for any planning or security failures and deflected blame. USSS Advance Leads told the Committee that planning and security decisions were made jointly, with no specific individual responsible for approval.      
    USSS failed to ensure the AGR Building was effectively covered: USSS identified the AGR building as a concern due to the line-of-sight from the roof to the stage, but did not take steps to ensure sufficient security measures were in place. USSS knew that local snipers planned to set up inside the AGR building and USSS did not express objections or concerns about that placement. USSS personnel, including the USSS Counter Sniper Team Leader, did not enter the AGR building or go on the roof prior to the shooting. One USSS counter sniper team, whose responsibility included scanning the area around the AGR building for threats, had an obstructed view of the AGR roof.   
    USSS failed to effectively coordinate with state and local law enforcement: USSS did not give state or local partners any specific instructions for covering the AGR building, including the positioning of local snipers. USSS did not adequately consider state and local law enforcement operational plans. Communications at the July 13 rally were siloed and USSS did not ensure it could share information with local law enforcement partners in real time.   
    USSS failed to provide resources for the July 13 rally that could have enhanced security: USSS denied specific requests for additional Counter Unmanned Aircraft Systems capabilities and a Counter Assault Team liaison. A USSS Counter Surveillance Unit – which could have helped patrol the outer perimeter that included the AGR building – was not requested by USSS Advance Leads.    
    USSS failed to communicate information about the suspicious person to key personnel and failed to take action to ensure the safety of former President Trump: At approximately 5:44 pm, USSS personnel were notified that local law enforcement observed a suspicious person with a rangefinder near the AGR building. By 5:52 pm, at least eight USSS personnel had been informed. Approximately two minutes before shots were fired, the USSS Security Room, located on the rally grounds, was told that there was an individual on the roof of the AGR building. Shortly before shots were fired, a USSS counter sniper observed local officers running towards the AGR building with guns drawn.   
    USSS’s counter drone system experienced technical problems that left it inoperable for hours: With no backup system, the USSS agent responsible for overseeing the C-UAS capabilities at the July 13 rally called a toll-free 888 tech support hotline “to start troubleshooting with the company,” which took several hours.  That agent had only three months of experience working with that equipment and lacked knowledge about it.   
    Several USSS officials reported experiencing technical problems with their radios at the rally, and told the Committee such problems are common for USSS: A USSS Hercules 1 counter sniper was offered a local radio on July 13 but said he did not have time to pick it up because he was occupied fixing technical problems with his USSS radio.  In addition, at the Pittsburgh airport before the motorcade left for the rally, the USSS Special Agent in Charge (SAIC) of the Pittsburgh field office gave the Lead Agent his radio because the Lead Agent’s radio was not working.   
     The interim report’s key recommendations include:   
    Planning and Coordination: Congress should require USSS to identify defined roles and responsibilities for USSS personnel responsible for advance planning of any protective event. For all protective events, USSS should improve coordination and specify roles and responsibilities between and among federal, state, and local law enforcement partners. USSS policies and protocols should require advance planning leads to request and review state and local operational plans in advance of any protective event to ensure a shared understanding of security responsibilities and vulnerabilities as well as other critical planning and security components.  
    Responsibility: In advance of each protective event, USSS should designate a single individual responsible for approving all plans, including the responsibility for approving security perimeters.  
    Communications:  DHS and USSS should ensure communications plans between federal, state, and local law enforcement agencies and first responders are properly executed and should ensure records retention capabilities. Congress should require that USSS record its radio transmissions at all protective events. Congress should require DHS and USSS to evaluate the steps it needs to take to ensure communications plans with state and local partners are fully executed when conducting law enforcement and/or first response activities at a given location.  Congress should require that DHS and USSS report to Congress any steps taken to remedy past failures to execute communications plans and to ensure compliance with those plans in the future.    
    Intelligence: USSS should consider sending additional assets, including counter snipers, to all future outdoor protective events as it evaluates intelligence and threats against protectees. USSS should also ensure that the appropriate agents working protective events are informed of relevant intelligence and threats against protectees.  
    Resources:  Congress should evaluate USSS budget and resources. Security requirements should be determined depending on various threat levels, ranging from less severe threat environments to the highest level of security at National Special Security Events.  Congress should require that USSS allocate assets and resources based on the threat level, not the position or title of the protectee.

    Today, a federal jury in Brooklyn returned a guilty verdict against John Pena, leader of the Gorilla Stone Mafia (GSM), a subgroup of the Untouchable Gorilla Stone Nation (UGSN), which is a faction of the nationwide Bloods street gang. The jury convicted Pena, also known as “Tragedy,” “Don Tragg,” “Last Don” and “Money Baggz,” on all six counts of a second superseding indictment charging him with racketeering; murder in-aid-of racketeering; causing death through use of a firearm; unlawful possession, brandishing and discharge of a firearm; being a felon in possession of ammunition; and conspiring to distribute and possess with intent to distribute marijuana and crack cocaine.  Pena was convicted of murdering Mark Bajandas on March 10, 2021, and Francisco Gonzalez on June 22, 2021, on behalf of GSM.  The verdict followed a seven-day trial before United States District Judge Ann M. Donnelly.  When sentenced, Pena faces a mandatory sentence of life in prison.

    Breon Peace, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), and Thomas G. Donlon, Interim Commissioner, New York City Police Department (NYPD), announced the verdict.

    As the evidence proved, Pena was consumed by seeking revenge against rivals and maintaining his leadership position in the Gorilla Stone Mafia gang by any means necessary,” stated United States Attorney Peace.  “Killing a man as he slept in bed and shooting another man with a dozen bullets are shocking examples of Pena’s ruthlessness.  Today’s verdict ensures he will spend the rest of his life in prison for his direct role in the extreme violence and drug trafficking wreaked on a Staten Island community.” 

    Mr. Peace thanked the U.S. Marshals Service for their assistance.

    “Today’s guilty verdict is a direct result of the focused and collaborative efforts of dedicated investigators from the NYPD, FBI, and the office of the U.S. Attorney for the Eastern District of New York,” stated Interim NYPD Commissioner Donlon.  “Gang activity, especially the carrying and indiscriminate shooting of illegal guns on our streets, instills fear in the daily lives of New Yorkers. It is crucial that we and our law enforcement partners continue to target and dismantle these criminal groups, and work toward preventing the violence that is so often associated with their activities.”

    As proven at trial, Pena committed the crimes of conviction in connection with his leadership of GSM, which operated out of the Stapleton Houses, a public housing development on Staten Island.  Members of GSM use intimidation, threats of violence and acts of violence to preserve and protect GSM’s power, territory and criminal activities.  They also use drug trafficking as a means of obtaining money.

    In the early morning hours of March 10, 2021, Pena fired multiple gunshots from close range at Mark Bajandas, also known as “Drama,” a former GSM associate and perceived rival, killing him.  Bajandas, a former GSM member who had defected to the rival Bugatti set of USGN, suffered at least 12 gunshot wounds.  The murder occurred after Pena and Bajandas had attended a memorial earlier in the evening to commemorate the death of Avanti Brock, a former GSM member who was murdered allegedly by Bugatti approximately one year earlier. 

    On June 22, 2021, Pena murdered Francisco Gonzalez, a former GSM member, by shooting him three times in the head while Gonzalez was asleep in bed next to Pena’s ex-girlfriend. 

    Law enforcement recovered writings from Pena’s jail cell at the Metropolitan Detention Center that included statements in which he took responsibility for the murders of Bajandas and Gonzalez, such as: “Kuz I Turn all my opps into ghost / Francisco I mix them N / Mark / A … shhh / Gotta chill … they don’t Know / Lately how I feel / Like the reaper / If I spot em I’m snatching his soul.”  Pena also wrote about killing Gonzalez, including: “left his brains on them sheets man what was he thinkin’?,” referring to the fact that he had shot Gonzalez in the head while Gonzalez was asleep in bed.

    Witness testimony and evidence obtained from cell phones proved that GSM members enriched themselves by selling controlled substances in and around the Stapleton Houses and also in Vermont, and that Pena was involved in the sale and distribution of marijuana, crack cocaine and heroin.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone.  As part of the program, U.S. Attorney’s Offices work in partnership with federal, state, local and tribal law enforcement and their local communities to develop effective, locally based strategies to reduce violent crime.

    The government’s case is being handled by the Office’s Organized Crime and Gangs Section.  Assistant United States  Attorneys Dana Rehnquist, Andrew Roddin and Elias Laris are in charge of the prosecution, with the assistance of Paralegal Specialist Elizabeth Reed and Assistant United States Attorney Matthew Galeotti.

    The electricity workforce will need to double in five years to achieve Australia’s 2030 renewable energy target, our new report finds. More than 80% of these jobs will be in renewables. Jobs in energy storage alone will overtake domestic coal and gas jobs (not including the coal and gas export sector) in the next couple of years.

    The Australian Energy Market Operator (AEMO) updates its Integrated System Plan every two years. It’s a blueprint for the energy transition from coal to renewable energy. The plan lays out scenarios for how the electricity system might change to help put in place all the elements needed to make the transition happen.

    AEMO and the RACE for 2030 co-operative research centre commissioned the Institute for Sustainable Futures to undertake modelling on the workforce needed for this transition. The “step change” scenario in the Integrated System Plan is broadly aligned with the 2030 renewables target. Under this scenario, we found the electricity workforce would need to grow from 33,000 to peak at 66,000 by 2029.

    Rooftop solar and batteries together are projected to account for over 40% of these jobs. Wind farms will employ around one-third and solar farms just under 10%. Jobs would also treble in transmission line construction to connect renewables in regional areas to cities and other states in the next few years.

    Job growth would surge in a ‘renewable energy superpower’

    In the “green energy export” scenario, Australia becomes a “renewable energy superpower”. The country uses renewable energy to export green hydrogen and power heavy industry. In this scenario, the electricity workforce would almost treble to 96,000 by the late 2020s.

    By 2033, after construction peaks, more than half of electricity sector jobs will be in operations and maintenance. This applies to both the step change and green energy export scenarios.

    A significant employment downturn is projected during the 2030s. But in the green energy export scenario jobs then climb steeply again to a peak of 120,000. This projection reflects AEMO’s expectations of when green export growth will occur.

    New South Wales is projected to have the most renewable energy jobs in the 2020s. However, Queensland would become the largest state for renewable jobs (especially in wind farms) in the green energy export scenario.

    What are the other possibilities?

    “Progressive change” is another scenario in the Integrated System Plan. For this scenario, we modelled slower growth in renewable energy. It reflects constraints on the economy and supply chains (including labour and minerals) for renewables.

    In an “enhanced manufacturing” scenario, local renewable energy manufacturing increases. Our modelling found it could create a peak of 5,000 extra jobs.

    Importantly, these projections don’t include upstream jobs in supply chains for the sector (for example, increased mining to supply the resources that renewables need) or electrification of homes.

    Creating this many jobs is very challenging

    Our modelling shows the workforce needs to grow very rapidly to make Australia’s energy transition happen. Unfortunately, the challenges of building this workforce are daunting. They include:

    • there’s a shortage of almost all key occupations in demand for the electricity sector – electricians, engineers, construction managers – according to Australia’s Skills Priority List

    • “extraordinary growth” forecast by Infrastructure Australia in other major infrastructure projects, such as transport, which will compete for many of the same skilled workers

    • under AEMO’s scenarios, employment will be subject to boom-bust cycles, which increases the risk of skill shortages and damaging impacts, such as housing shortages, in regional areas

    • Australia has relied heavily on skilled migrants – and will look to do so again – but many parts of the world are chasing the same workers.

    The International Energy Agency has noted:

    Labour and skills shortages are already translating into project delays, raising concerns that clean energy solutions will be unable to keep pace with demand to meet net zero targets.

    What can be done to avoid skill shortages?

    Some action has been taken to increase the workforce. The federal government, for instance, is subsidising apprentices under the New Energy Apprenticeship program.

    But action isn’t happening at the scale and pace required.

    What else can be done?

    Firstly, Jobs Skills Australia and Powering Skills Organisation (which oversees energy skills training) have outlined ways to increase the system’s capacity to train more skilled workers. This includes creating better pathways into renewable energy for students, especially in recognised Renewable Energy Zones.

    Secondly, Jobs Skills Australia has noted the need for renewable energy businesses to increase their intakes of apprentices. It recommends expanding the Australian Skills Guarantee to include generation and transmission projects.

    The guarantee has set mandatory targets for apprentices or trainees to complete 10% of labour hours on Commonwealth-funded major construction and information technology projects (A$10 million plus). It could also be applied to major government funding programs for renewable energy and transmission. These include:

    • the Capacity Investment Scheme, a government tender program to support a large volume of new renewables and storage projects

    • Rewiring the Nation, a $20 billion fund for transmission lines

    • grants from the Australian Renewable Energy Agency and the Clean Energy Finance Corporation.

    Thirdly, government tenders could moderate the peaks and troughs in employment by limiting the maximum and minimum volumes built each year.

    Fourthly, including more women and First Nations Australians can increase labour supply and workforce diversity. Only one-in-two First Nations Australians are employed compared to around two in three in the wider population. Yet they account for around one-in-ten people in some major Renewable Energy Zones.

    Government pre-employment programs, working with industry and First Nations groups, could also increase the supply of workers. These could have a dramatic social impact too.

    It’s a challenging problem whichever way you look at it. We need rapid change to build renewable energy capacity before coal plants retire and to tackle climate change. But that depends on growing the workforce amid skill shortages.

    There’s a range of ways to increase the supply of workers and improve local outcomes. But we are running out of time. Urgent action is needed.

    Staking enables crypto asset owners to earn passive income by participating in the validation and confirmation of transactions on a blockchain through a process known as Proof of Stake. This mechanism is a fundamental part of Proof of Stake blockchains, such as Ethereum and Solana, and plays a crucial role in ensuring the security and authenticity of blockchain transactions. To conduct a transaction on the blockchain securely and correctly, a validator must stake a certain amount of crypto assets as a guarantee of the transaction’s legitimacy.

    Validators aim to stake as much crypto assets as possible to increase the chance of obtaining rewards, which are paid out in the same type of crypto asset that was staked. The annual reward percentage for staking can vary and may range from 0% to 14% or higher for some blockchains.     The first intensification week as part of national policing’s Operation Alliances to tackle serious organised vehicle crime has concluded with 316 stolen vehicles recovered with an estimated value of over £4m.

    The stolen vehicles included cars, motorcycles, lorries, scrap vehicles and various vehicle parts linked to thefts were also recovered.

    Op Alliances is delivered by Opal, policing’s national intelligence team for serious organised acquisitive crime, and brought together a number of organisations working in partnership with policing to stem the flow of stolen vehicles leaving the UK and support enforcement action at ports.

    Vehicle crime is on the increase, with the National Vehicle Crime Intelligence Service (NaVCIS) recording a 29 per cent increase in vehicles identified at ports in the second quarter of 2024. There’s evidence from Opal’s analysis that vehicle crime forms a large part of serious organised acquisitive crime, presenting a significant risk which damages communities and industry.

    Op Alliances is policing’s targeted approach to tackling this criminality with partners including NaVCIS, the Ports Police, Home Office, Border Force, manufacturers, Europol, Interpol, the National Crime Agency and many others (see full list in notes to editors).

    Activity took place across nine different ports, acting on intelligence to locate stolen vehicles and parts destined for overseas markets.

    Police forces across England and Wales took part in the week, engaging with local communities to offer crime prevention advice and initiatives to support vehicle owners in keeping their vehicles safe, as well as encouraging reporting of thefts. 180 arrests were made across the country for vehicle crime-related offences, including burglary and theft of car keys which is an increasingly common tactic used by criminals.

    Forces conducted multiple search warrants, locating and closing down a number of ‘chop shops’, (locations where stolen vehicles are broken down into parts) as well as engaging with scrap metal and motor salvage businesses around enforcement and guidance.

    Many seizures were also made of offensive weapons, theft devices, thousands of pounds in cash, suspected stolen tools, suspected stolen plant and agricultural equipment and a large quantity of drugs.

    Assistant Chief Constable, Jenny Sims is National Police Chiefs’ Council lead for vehicle crime. She said:

    “This intensification week has seen policing, local enforcement, partners and the industry coming together in a targeted effort to tackle some of the highest harm offenders in vehicle crime and the results speak for themselves.

    “We know that organised crime groups are responsible for a significant proportion of vehicle thefts, whether to export high-end vehicles overseas or to break them up for parts. We also know that stolen vehicles are used in poly-criminality, for example in other areas of acquisitive crime but also drug offending and modern slavery, so tackling these groups can be extremely impactful.

    “I’m grateful to all of our partner agencies and organisations who are instrumental in this fight against vehicle crime. The intensification activity this week has supported us in driving intelligence gathering and sharing, as well as our operational work together and I look forward to seeing the results continue.”

    Sharon Naughton is Head of NaVCIS. She said:

    “The Port of Felixstowe handles more than four million shipping containers per year. The challenge of locating stolen cars in shipping containers can seem like a needle in a haystack. NaVCIS intelligence and analysis helps to make the needle bigger and the haystack smaller when disrupting this type of criminality.

    “NaVCIS bridge the gap between policing and industry. The vehicle crime intensification week has been a huge success, particularly at ports, where NaVCIS officers work hard every day of the year to intercept and seize stolen vehicles before they are exported overseas. Through our well-established and positive relationships with industry partners and law enforcement colleagues, we proactively investigate this type of serious and organised acquisitive crime to develop intelligence to increase opportunities to bring offenders to justice.

    “Our port operations are vital to tackle vehicle crime, deprive criminals of assets and return cars to their rightful owners.”

    Thanks to the city’s support, Moscow producers have increased exports of processed and food products to Africa and Southeast Asia since the beginning of 2024. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “In accordance with the order of Sergei Sobyanin, the city is actively helping the capital’s enterprises develop trade and economic cooperation. For example, the volume of mutual trade between Moscow and Indonesia for the first half of 2024 compared to the same period in 2023 has almost doubled. Among industrial goods, the drivers of development were metalworking products, pharmaceuticals, cosmetics, as well as products of the food and processing industries,” said Maxim Liksutov.

    The capital’s enterprises supply products for healthy nutrition, dentistry, as well as medicines and cosmetics.

    “Moscow’s non-resource, non-energy exports to Indonesia in the first half of 2024 have grown almost 10-fold compared to the same period last year. For example, in 2024, Moscow producers supplied semi-finished steel products to this country for the first time. The food industry is also showing positive dynamics – compared to the first six months of last year, supplies have grown by more than 19 percent,” said the Minister of the Moscow Government, Head of the Moscow Department of Investment and Industrial Policy

    Anatoly Garbuzov.

    The mutual trade between the Russian capital and Senegal has also increased almost 2.5 times compared to the previous similar period. Thus, supplies of Moscow ice cream, popular there, have grown by 78 percent.

    Starting from 2022, the capital’s producers of non-raw materials, non-energy products have reoriented their export flows and found new partners in the markets of Latin America, Africa, the Middle East, Southeast Asia and the CIS countries. This became possible, among other things, thanks to the support of the Mosprom center.

    Minister for Trade, Don Farrell: Good afternoon everybody, and please take a seat, don’t stand on formality. I thank the Governor for making her home available to us today to hold this press conference with my very good friend, the Trade Minister for India, Piyush Goyal, it’s absolutely wonderful to have you here.

    When I first became the Trade Minister for Australia, I was lucky enough to be invited to Piyush’s home in New Delhi, and have a wonderful feast with him and his wife, and a little bit later on today I’m going to return the favour. We’re heading out to the magnificent Clare Valley, and we’re going to have a wonderful meal out in the Clare together this evening.

    We’ve just wrapped up our face‑to‑face meeting, and it’s the first meeting that we’ve had since the Modi Government was recently re‑elected, and of course follows on the weekend’s events between our Prime Minister and Prime Minister Modi in Delaware, with the Japanese and the American leaders.

    I think it’s fair to say that the relationship between Australia and India has never, ever been closer. And to reflect that, is the economic relationship between our two countries, and it has never ever been better.

    Following our Trade Agreement that was ratified during the course of this Parliamentary session, trade with India is turning out to be a really big win for Australia, and today we held in‑depth discussions on how to accelerate that trading relationship. And in addition to that, our investment relationship viability on the enormous growth that we’ve just seen in recent times.

    Just to give you some examples of that, in the 18 months since our Trade Agreement with India came into force, nearly $30 billion worth of Australian exports have entered India either with zero tariffs or lower tariffs than any of our competitors.

    Agricultural exports to India are up around 60 per cent to $1.6 billion, and we know how important that is to the South Australian economy.

    Industrial equipment and manufacturing exports are up 66 per cent or $145 million, and our health exports to India have increased by nearly 40 per cent to $33 million.

    Australian consumers are of course benefitting by our trade deals with savings at the checkouts worth around $225 million, thanks to the lower tariffs on products that are coming in from India.

    During our meeting, Minister Goyal and I discussed how we can grow our two‑way trade and investment even more. The key focus of today’s discussion was our next free trade agreement called the Comprehensive Economic Cooperation Agreement.

    Our trade negotiators recently met in Sydney, and today’s discussions show that there’s real momentum here to get an agreement as we work out the details.

    For Australia, we’ve made it clear that we have much to offer our friends in India, particularly in agriculture, as well as the emerging sectors we are building as part of our Future Made in Australia.

    We also exchanged a Memorandum of Understanding on investment cooperation between Austrade and Invest India, which will help boost two‑way investment between our countries.

    Our Government has also wrapped up consultations on our new India Economic Roadmap. We’ve held over 400 consultation sessions across every Australian State and Territory and in India.

    Over the past two days, Minister Goyal has heard from a range of Australian businesses who see wonderful opportunities to partner with India in sectors like green energy, education skills, tourism, agriculture and technology, and in a few moments the Minister and I will walk up to the Australian Space Agency headquarters to meet some of the Australian space start‑ups that are partnering directly with India.

    Our Government is committed to driving more practical cooperation between Australian and Indian businesses. That’s why today I’m announcing $10 million in new grants for Australian businesses, organisations and universities to boost cooperation with India.

    By extending the $10 million Maitri Grants program, the Government will deliver, firstly, $5 million for Australian organisations working on projects that boost trade and innovation, cultural ties and community leaders, and then a further $5 million for scholars and fellowships to support Australian universities to host some of the brightest Indian students in their research, on some of our biggest shared challenges.

    As I indicated before, the Minister and our wives, will be heading out to the magnificent Clare Valley, and we’ll continue to discuss the wonderful opportunities between our two countries. I’ll invite my good friend Piyush to say some words about today’s events and his time in Australia.

    Indian Minister for Commerce and Industry, Shri Piyush Goyal: Thank you very much Honourable Don Farrell, Member of Parliament and Minister for Trade and Industry, someone I look upon as not only a friend and well‑wisher, but a brother who has been a guide, who has helped me understand trade nuances, very sensitive, ever‑smiling, and a well‑wisher of the Australia-India partnership.

    Thank you very much for your warm hospitality, thank you very much for bringing me to Adelaide for the first time. What a beautiful city, charming, a place we’ve heard about from childhood. Where cricket matters and in the good old days, we had five‑day test matches where every wicket falling was blown all over the television and radio. But to actually be right across from the Adelaide stadium is truly a memorable visit for me.

    We had very good engagement with Australian business persons in Sydney over the last two days, the excitement is truly palpable on both sides, Australian business and Indian business.

    For the first time ever both our major chambers, the conflagration of Indian industries and the conflagration of Indian chambers of commerce and industry were represented by their top leadership together as a testimony of the importance that the Australia relationship is to India.

    We are looking at significantly upscaling our partnerships in trade, investment, tourism and technology, and therefore one of the first announcements I’d like to make is that we shall shortly be setting up in Sydney an office covering all these four areas, ITTT, investment, trade, technology, and tourism. With representatives of Invest India, representatives of the organisation responsible for building industrial smart cities and townships, meeting representatives of our Export Trade and Guarantee Corporation, and other officials related to trade and tourism.

    Along with the private sector, CII jointly manning these offices to act as a bridge between investors and businesses on both sides and working closely together with Austrade with whom Invest India has today exchanged an MOU for mutual investment promotion, technology and trade facilitation, and other insights into economic trade.

    Thank you very much, Don, for giving us the encouragement to work together on these areas. And I’m sure the unprecedented ties that our two countries are sharing today with nine in‑person meetings since May 2022, in less than three years, nine in‑person meetings of our senior leaders, both Prime Ministers, reflecting the big bonding that both Prime Ministers, political leadership have with business-to-business and people‑to‑people connect that Australia and India share.

    Friends, today is a very important day in India. We are celebrating 10 years of our Making India Program. Prime Minister Modi on 25 September 2014, had launched this initiative, and through the Making India Program over the last 10 years we have significantly had a whole of government approach to addressing the challenges that manufacturing in India increase. Whether it’s provision of plug-and-play infrastructure, a national single window for all approvals, regulators reducing compliance burden or decriminalising laws, opening up foreign direct investment in newer sectors making it easier to invest in India, or encouraging the start of ecosystem. It’s been a multi‑pronged approach to attract manufacturing in India, and I do see a lot of promise between the Making India Program and the Future Made in Australia program that your government has launched, so that we can exchange the technologies, exchange opportunities and encourage businesses on both sides to work with each other.

    This enhanced cooperation via education, via skill development, tourism, investments, critical minerals, which we discussed at length today, or renewable energy, green ecosystem towards sustainability, all of these other areas where this relationship holds tremendous potential. And India is committed to partner with Australia to provide a bouquet of opportunities to our business persons on both sides so that we can work towards a greater and more ambitious relationship on the economic front.

    Friends, as Minister Farrell mentioned, ECTA, and I think some of you may recall, ECTA in India, in Hindi, is unity. This agreement has truly been a game‑changer providing greater market access to businesses on both sides and has resulted in a significant increase in merchandise trade. We’re looking at further strengthening the ECTA through to the Comprehensive Economic Partnership Agreement, the CECA, and we do hope to see a greater flow of goods and services along with investments flowing out of the CECA, which we are looking to conclude at an early date to unlock new dimensions in this partnership and provide further momentum to this business relationship.

    Friends, I must mention that we have also discussed at length greater cooperation at various multilateral fora like the WTO, the G20, the IPEF and other international organisations where Australia and India share common interests.

    India is the world’s fastest growing economy today. We grew at 8.2 per cent last year. The economy today is the fifth largest in the world, expected to become the third largest in the next three years. We will cross the $7 trillion mark by 2030, and the $10 trillion mark by 2034, 10 years from now.

    We are very confident of achieving a developed country status by 2047. [Indistinct] 2047 is our ambition, is our goal, taking up our economy to 10 times today’s size, to $35 trillion economy in the next 25 years or so, so that we can meet the aspirations of 1.4 billion Indians for a better quality of life. And I see Australia playing an important role in this journey towards making India a developed nation, a role to greater trade, a role to exchange of technologies, a role in our common goals for sustainability and a significant role when it comes to provision of high-tech services and investments.

    India offers the advantage of four Ds. The first is our democracy. We have a vibrant democracy, the world’s largest democracy, the Rule of Law prevails, it provides safety and security for investment and people. And I think in today’s day and age, two democracies working together provides a great comfort to investors in the long run.

    The second D is our demographic dividend, a young population with an average age of 28.4 years, expected to remain young for many, many more years to come, with two‑thirds of our population in the working age to providing skills, talent and huge manpower force to help the economy to move faster.

    The third D is demand. 1.4 billion aspirational Indians, demanding high quality goods and services is a huge market opportunity, and growth opportunity.

    And the fourth D is decisive leadership. The Prime Minister Narendra Modi and the Government are willing to reform, transform and perform to take the country to greater heights. I’m very confident that together we shall make the Australia-India partnership a defining partnership of the decade, if not the 21st Century. The kangaroos and the tigers together have a combined strength which is unstoppable. Thank you.

    Minister for Trade: I think we should give Piyush a clap for that. Thank you, very much, my friend, and we’ll open to questions.

    Journalist: This one’s for both Ministers. Can you give an update on the CECA negotiations? You made progress of the outstanding points of difference, and do you see an agreement for Australia [indistinct]?

    Minister for Trade: We are very optimistic that the good work that was done today will result in an expanded agreement. As we saw with the United Arab Emirates, when both parties put their mind to it we can very quickly expedite the discussions to finalise an agreement. I’d be hopeful that goodwill on both sides, and you can see today, that’s been demonstrated here – I think with goodwill we can very quickly resolve this issue, and we can have a new upgraded agreement between Australia and India.

    Piyush Goyal: Madam, I think the important and defining feature of our discussions and negotiations is the sensitivity that both sides have to each other’s issues, defensive interests, offensive interests. All are considered together in a manner which will only result in a win‑win situation. So any issue that I can see Australia will be uncomfortable with I would not like to push, press on that, and likewise our approach has been that if something is very sensitive to a large Indian population given our current status of development, Australia has been very gracious in their understanding of our sensitivities.

    It is my deep confidence in each other that helps us to resolve issues very fast, and I’m very confident that the final agreement will only help grow this relationship. You saw that our first agreement didn’t have any negative press or any negative public outcry. I’m sure the second agreement will correspondingly be a good mix of the good things that people want out of the agreement.

    Minister for Trade: I think it’s worthwhile repeating that when we were last in India together we committed to increasing our trade from its current $49 billion two‑way trade to $100 billion by the end of the decade, and I think we’re ‑ I’m certainly happy, and I think I speak for Piyush here, to restate that today.

    We want to double that trade between our countries between now and the end of the decade.

    Journalist: Just on that, Minister Goyal, India has traditionally been hesitant about removing barriers to Australian exports in sensitive sectors like dairy. Have you had consultations with those domestic producers and has the Government consulted with its Coalition partners on any of those sensitivities?

    Piyush Goyal: First of all, the Government in India is a strong government. The Coalition is a pre‑poll alliance. So we have very seamless consultations and very seamless understanding of any decisions that the Government takes.

    As regards dairy, that sector was discussed even before we started the negotiations with Australia three years ago, and Indian dairy is very significantly different from Australian dairy.

    Our average holding with a farmer is a small two‑acre, three‑acre farm with three or four livestock, whereas Australia’s farms and dairy farms are both very large, and it would be near impossible for these large farms and these small farms to compete with each other on a common footing.

    We have discussed this issue even three years ago and on earlier occasions, and dairy is such a sensitive subject that in any of our FTAs across the world, we have not been able to open up the dairy sector with duty concessions there is permitted in India, but there are certain duties imposed on that.

    This is one sector where there’s no discussion with any Coalition partner, even when we were a full majority government there was no opening up of the dairy. It’s actually two very unequal situations and would not lend themselves to fair trade between the two countries, or between any countries. We have neither opened up dairy in Europe, or planning to open up dairy in Europe, nor have we opened it up even with Switzerland and Norway, with whom we have recently concluded an FTA under the EFTA grouping – Switzerland, Norway, Lichtenstein and Iceland. Even then we have not opened up dairy. It’s the first agreement Switzerland has signed without any component of dairy in it.

    Journalist: You predicted that China will bring its pursuit of all lobster type business. Given your previous predictions on the subject have proven optimistic, why do you have the confidence that this will be resolved in the next few months?

    Minister for Trade: I’m an optimistic sort of person, and I think the only way you can do this job is to be optimistic. If you think about this, when we came to government two and a half years ago, we had $20 billion worth of impediments between Australia and China.

    We have reduced that over time to less than $1 billion and one product that is still outstanding unfortunately is lobster.

    We’ve recently had meetings both with the Chinese Premier, and also my counterpart, Wang Wentao, in fact as Piyush has done. They both came to Adelaide, it’s becoming a bit of a feature of international trade these days, everyone’s coming to Adelaide. I’m confident that we can resolve the outstanding issues in a timely manner.

    It is unfortunate that that issue hasn’t been resolved. The Government is doing its absolute best to resolve it, but these issues do take time, and we’ll continue to work very closely with the Chinese Government to put aside all of the outstanding issues between our two governments.

    Journalist: Paul Starick from The Advertiser in Adelaide. Two questions, one for both ministers. You mentioned agriculture as a significant component of the next stage of your agreement. Do you care to elaborate on that, what particular opportunities do you see? And secondly, for Senator Farrell, regarding an unrelated issue at the Whyalla steelworks. The Premier has talked about the importance of that as a national enterprise. Do you agree, and what response given its current predicament do you think is appropriate at a national level?

    Minister for Trade: Well, look, in terms of agriculture, we’re talking about the removal of all of the tariffs that weren’t removed at the last process, so we’ve made very significant progress, but as the Minister said, some of the more difficult issues were not resolved at that issue, we put them to one side, they’re all back on the table. So things like chickpeas, pistachios, and apples. So, all of the issues, all of the products where there are still tariffs ‑ wine is another one ‑ we are seeking to have those tariffs removed.

    I’m not going to go to the details of the negotiations, it’s not appropriate to do that here, but we’ll continue to work through, and as Piyush said, where issues are difficult, we understand that, and we’re not going to make life any more difficult for the Indian Government.

    On the other issue, I’m aware that there have been some discussions between the Prime Minister and the Premier over the issue of Whyalla. Obviously steel making is a very important business in Whyalla. As a government we want to see steel making continue, and of course all of those jobs be protected, and we will, of course, continue those discussions between the Prime Minister and the Premier.

    Minister, you might like to answer that first question.

    Piyush Goyal: I think as you very rightly put it, we let the negotiators take the discussions forward and give them a chance to look at what other possibilities as we conclude the CEPA.

    Minister for Trade: Well, if there are no other questions, thank you very much for coming along today, and we’ll head up to the Space Agency after a quick lunch with the Premier and the Governor. Thank you very much for attending.

    Deputy First Minister Kate Forbes will collaborate with financial institutions to ensure Scotland becomes a global centre for green and sustainable finance and investment. 

    A new report from the Scottish Taskforce for Green and Sustainable Financial Services makes 31 recommendations on how the public and private sectors can encourage and fund green investments and tackle the climate emergency.

    It stresses the Scottish finance industry is particularly well placed to reap “profound benefits” from becoming a global hub and identifies four areas for action – policy, promotion, investment and skills.

    Suggested initiatives include:

    • work to ensure Edinburgh and Glasgow sustain and improve their rankings in the Global Green Finance Index
    • new initiatives to attract more financial institutions to build their sustainable businesses in Scotland
    • collaboration across sectors and academia to improve the skills of Scotland’s workforce in sustainable finance

    Deputy First Minister Kate Forbes, who will today address the Ethical Finance Global Summit in Edinburgh, welcomed the findings.

    Ms Forbes said:

    “This report is a decisive action plan as we progress towards making Scotland the natural home for green and sustainable finance.

    “The financial services sector is key to delivering the benefits of the transition to net zero and we will use this route map to work together and ensure that Scotland – one of the world’s oldest financial centres – is able to maximise the opportunities ahead of us.

    “This report, complementing our Green Industrial Strategy and the action we are taking such as developing a series of investment opportunities and launching an online investment portal in 2025, will make Scotland more attractive for investment.”

    Taskforce Chair David Pitt-Watson said:

    “Climate may be the greatest challenge facing humankind. Addressing it will require a huge investment and the services of the finance industry. Finance is a jewel in Scotland’s industrial crown. So not only should there be many opportunities for green investment in Scotland, from wind to housing, there is also a huge opportunity for its financial services industry to serve the world.

    “The Taskforce has already stimulated a considerable amount of action. And there is so much more to do. This report is a strategy for Scottish finance to play its proper role in addressing the climate challenge.”

    President Biden and Vice President Harris believe that health care is a right, not a privilege, and their administration has driven the uninsured rate to the lowest point in history. New data released today by the Treasury Department illustrates just how critical those steps have been to America’s small businesses – and how devastating it would be if Congressional Republicans succeed in their efforts to repeal the ACA, roll back protections for people with pre-existing conditions, and increase American’s health care costs by failing to extend the ACA premium tax credits that President Biden and Vice President Harris passed, that are lowering health care costs by hundreds of dollars per year for millions of Americans. The fact is that millions of small business owners would lose health insurance if the ACA is repealed. Statement from the President: “Every time someone starts a new small business, it’s an act of hope and confidence in our economy. Thanks to my and Vice President Harris’s work to protect and build on the Affordable Care Act, more Americans have the freedom to start small businesses and chase their dreams – without having to worry about how they receive health insurance for their family. As a result, more Americans – and more small business owners – have signed up for health care coverage through the Affordable Care Act Marketplace than ever before. That’s 618,590 small business owners in Florida, 450,010 in California, 423,790 in Texas, and 168,070 in Georgia who have benefited from this quality, affordable health coverage. Congressional Republicans have a different vision and have voted more than 50 times to repeal the Affordable Care Act. I will always support small businesses and invest in entrepreneurs by strengthening and expanding the ACA, and by rejecting Republican efforts to repeal it.” The Treasury Department’s report shows that 4.2 million small business owners and self-employed workers have coverage through the ACA Marketplaces, up from 3.3 million in 2022 and 1.4 million in 2014.  In fact, entrepreneurs are about three times as likely as other Americans to have health insurance in the Marketplace, with nearly 1 in 5 getting coverage there. The vast majority of these entrepreneurs – 82% in 2022 – claim the ACA premium tax credit to reduce their cost of coverage by an average of about $700 each year. The ACA was designed to finally provide a reliable source of health insurance for people who don’t get coverage through their jobs – after decades of facing high health care prices or outright coverage denials based on pre-existing conditions – and this report makes clear that system is working to support American entrepreneurship. Ensuring American small business owners can access affordable health insurance is yet another example of the many ways that the Biden-Harris Administration has supported a small business boom.  Since President Biden took office, Americans have filed more than 19 million new business applications, the most on record. This small business boom has been powered by landmark investments in infrastructure, clean energy, and domestic manufacturing made through the Biden-Harris Investing in America agenda, expanding access to capital and enabling all-time high levels of federal contracting with small businesses But Congressional Republicans continue their efforts to strip this progress away.  They have voted more than 50 times to repeal the ACA. They continue advance proposals that would strip coverage away, and undermine protections for people with pre-existing conditions. Millions of America’s small businesses owners and self-employed workers would find their health insurance disrupted if those plans succeed. And their plan to end the expansion of the ACA premium tax credits would raise taxes and heath care costs for millions of small business owners, including middle-class small business owners.   • MIL-OSI United Kingdom: Vets Market Investigation: CMA updates on ‘behind the scenes’ progress

    The CMA updates on information gathering and announces the appointment of a new advisory panel made up of 2 veterinary nurses and 4 veterinary surgeons.

    In May 2024, the CMA confirmed its decision to launch a market investigation into veterinary services for household pets in the UK and published tips to help pet owners better navigate vet services.

    There are 16 million pet owners in the UK and the unprecedented response – from the public and veterinary professionals – showed the strength of feeling on this issue. With this in mind, the CMA is updating on the work going on behind the scenes to deepen the Inquiry Group’s understanding of the issues. The Group, made up of independent experts and chaired by Martin Coleman, has been carrying out the investigation, supported and advised by CMA staff.

    In July, the CMA published an issues statement which set out the scope of the investigation and the areas being explored – including the information pet owners receive when deciding on treatment options or making purchases, competition between vet practices, the profitability of different types of vet practices, and the regulatory framework which underpins the sector.

    The CMA has used and will continue to use its formal powers to gather information, examine concerns in more depth and be in a position to shape any remedies, if needed, to address them.

    The Inquiry Group has so far conducted:

    • Site visits: Over the summer members of the Inquiry Group and the case team have visited 20 different sites to talk to veterinary professionals to understand their work. These ‘behind the scenes’ visits happened across the UK – in Belfast, Edinburgh, Swansea, and various locations across England – and included visits to ‘first opinion’ local vet practices, veterinary hospitals, referral centres and practices that provide out-of-hours care. The team visited sites owned by larger corporate groups and several independently owned veterinary businesses, where they spoke to a range of veterinary professionals and observed several treatments and procedures first hand – including consultations, surgical procedures, and animal dentistry.
    • Roundtables: The CMA has held roundtable discussions with veterinary professionals at various stages of their careers, and representatives from animal charities. In-person roundtables were held in Edinburgh, Manchester, Swansea, and 4 virtual roundtables, to capture views on a variety of topics including the challenges faced by vets, how the sector has developed over the last 10 years, interactions with pet owners as well as costs and pricing. Roundtables with consumer groups will be held shortly.
    • Teach-ins: Various organisations in the veterinary sector have presented their views to the CMA at ‘teach-in’ sessions and shared how the veterinary market works, their concerns about the investigation and how regulation is working. Participants included the large corporate vet groups, the Royal College of Veterinary Surgeons, the Veterinary Medicines Directorate, the British Veterinary Association, and the British Veterinary Nursing Association.

    The CMA has also used its formal information gathering powers to require vets and vet businesses to provide large amounts of information about the way their businesses operate. This information is being analysed and will be an important part of the evidence relied on in the investigation.

    Today, the CMA is also announcing the appointment of its veterinary advisory panel whose purpose is to provide the Inquiry Group with clinical and practical insight and analysis on an ad hoc basis throughout the course of the investigation. It is comprised of two veterinary nurses and four veterinary surgeons.

    The advisory panel’s insight will help ensure the Group is fully informed on day-to-day matters when it comes to make its decisions, including but not limited to:

    • Operation of veterinary practices – including roles and relationships between veterinary professionals, other staff, and other related organisations
    • Interaction with pet owners – including how owners’ decisions might be informed in different treatment/service situations, communicating recommendations and potential costs, and how those in different professional roles within a vet practice may engage with customers
    • Clinical practice – such as possible treatment options for defined conditions or illnesses of household pets
    • Regulation – including the operation and application of regulations and regulatory bodies

    We know our investigation really matters to pet owners who are worried about costs and vet professionals who want to provide good care, which is why we’re updating on how this work is unfolding. I’m pleased with the progress we have made so far; we’re on target to make our provisional decision by the middle of next year.

    This is far more than a paper exercise – hands-on site visits, teach-ins and roundtables are helping us build a true picture of how vet services operate day-to-day and where the challenges lie. Our new advisory panel – made up of practicing vet nurses and surgeons – will also bring immeasurable experience to the process, all of which will help us make well-informed decisions and reach the right conclusions.

    Union Minister for Commerce and Industry Shri Piyush Goyal announced the setting up of an office for trade promotion in Sydney, Australia with representatives of Invest India, NICDC, ECGC, other officials related to trade and tourism along with the private sector represented by CII. While addressing a joint press conference at Adelaide today along with the H.E. Don Farrell, Minister for Trade & Tourism, Australia, Minister Goyal said these offices will act as a bridge between investors and businesses on both sides. Minister Goyal said the focus is to upscale the partnerships in trade, investment, tourism and technology.

    Minister Goyal stated that India celebrates ‘10 years of Make in India’ today. The programme provided a whole of the approach in addressing the challenges of the manufacturing sector, he said. It provided provisions for ‘Plug and play’ for infrastructure, single window system for approvals, easing compliance burden, decriminalising laws, opening up FDI in newer sectors and encouraging the startup ecosystem, signifying a multi-pronged approach to attract manufacturing in India.

    Minister Goyal noted a lot of promise between the Make in India Programme of India and the Make in Australia programme of Australia to exchange technologies, opportunities and encourage businesses to work with each other. The Minister added that enhanced cooperation in education, skill development, investment, tourism, critical minerals, green ecosystem for sustainability are areas where the partnership holds significant potential.

    Speaking about his visit to Australia, Minister Goyal said that for the first time, the leadership of both the CII and FICCI were represented in Australia, signifying the importance of the partnership. He added that the unprecedented ties between the two countries with 9 in-person meetings of senior leaders being held since May 2022 reflected the deep-bonding of leaders and supplements the business-business and people-people to connect.

    Minister Goyal added that India and Australia are working towards strengthening Economic-Cooperation and Trade Agreement (ECTA) through Comprehensive Economic Cooperation Agreement (CECA). He said that the ECTA agreement has resulted in market access to both sides and resulted in significant increase in merchandise trade.

The interaction was attended by Shri Ajay Seth, Secretary, Department of Economic Affairs, Dr. V. Anantha Nageswaran, Chief Economic Advisor, Shri Nilesh Shah, Member of Economic Advisory Council to the Prime Minister of India, eminent economists – Shri Ganesh Kumar, Member, National Statistical Commission, Ms. Ila Patnaik, Former Principal Economic Advisor, Shri Deepak Mishra, Director, ICRIER among others. The event was joined by more than 50 forecasters & economists of various Organizations/Institutions such as Reserve Bank of India (RBI), Citibank, ICICI Prudential AMC, Sunidhi Securities & Finance Ltd, Bloomberg Economics, Nirmal Bang Institutional Equities, Nirmal Bang, RBL Bank, Motilal Oswal Financial Services, Morgan Stanley, Nomura, ICICI Bank, ICICI Bank Ltd, etc.

    While setting the context to the event, Dr. Saurabh Garg, Secretary, Ministry of Statistics and      Programme Implementation highlighted various macro-economic indicators released by MoSPI and also updated about the Base Year revision initiated for GDP, CPI and IIP. He also appraised the participants about the newly launched eSankhyiki portal for easy access of time series data on the released indicators. Secretary, MoSPI further informed the participants that MoSPI is planning to launch web-based CAPEX survey to fill the gap in the Private Sector investment.

    This was followed by two subject specific presentation detailing present methodology and updates on base revision exercises undertaken for GDP and CPI. Dr. V Anantha Nageswaran, Chief Economic Advisor, appreciated the initiative of MoSPI for CAPEX Survey. Shri Nilesh Shah, Member, EAC-PM, MD Kotak Mahindra Asset Management Company Limited suggested MoSPI to look for avenues of improvement to ensure data accuracy and reduce time lag of release.

    Shri Ajay Seth, Secretary, Department of Economic Affairs, Government of India suggested availability of timely and consistent data for better clarity, investing, business and policy decisions. He emphasized use of advanced technologies for better data governance.

    An open house discussion ensued afterwards which witnessed enthusiastic participation from the forecasters and economists. Based on the discussion, the following major suggestions emerged:

    • Frequent Household Consumption Expenditure Surveys may be conducted to ensure frequent base revision of Consumer Price Index and other macro-economic indicators. Availability of old indices for chain linking was also requested by users.
    • Spatial dimension of GDP may also be given adequate emphasis in terms of dis-aggregations like urban /rural, District domestic product etc.
    • Attempts may be made to reduce discrepancy in estimation of GDP from two approaches.
    • Possibility of better coverage of services in the revised series of CPI may be explored. Request for frequent such interactions, to understand the methodologies of data collection of education, health services and data for housing index, was also made.
    • To have a uniform understanding of core inflation, MoSPI may explore compilation of Core inflation
    • Lag for GDP data release may be reduced. Release time of these indices may be changed to provide sufficient time for analysis by the users on the same day.
    • Employer provided dwellings may be excluded from CPI to ensure consistency in the data. The methodology for compilation of Housing index may be re-visited.

    The participants commended the initiative of MoSPI for organizing this interaction which provided greater clarity and better understanding among users and suggested MoSPI to organize frequent interactions.

    Union Minister of State, Shri Prataprao Jadhav conducted a pivotal review meeting on the National Health Mission (NHM) with senior officials of the Union Health Ministry and state officials from Punjab, Karnataka, and West Bengal, here yesterday. Officers from National Health Authority and Ministry of Ayush were also present.

    The agenda encompassed a comprehensive assessment of Financial Progress and Physical progress under National Health Mission including Infrastructure projects and human resources, 15th Finance Commission, Emergency Covid Response Package, Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, and Progress under AYUSH.

    Shri Jadhav listened to the suggestions given by the States while also reiterating the need for States to comply with guidelines and ensure efficient utilization of funds being given by Center under various schemes. He further emphasized the need for collaboration and effective communication among states and Centre to address issues and improve healthcare services across the nation. He urged all officials to work diligently towards achieving the objectives of NHM for better health outcomes.

         The Secretary for Transport and Logistics, Mr Lam Sai-hung, attended the Global Sustainable Transport Forum (2024) hosted by the Ministry of Transport of the People’s Republic of China in Beijing today (September 25).      This year’s forum, themed “Sustainable Transport: Logistics Connecting the World”, focuses on key topics including global governance, connectivity, common development, innovation-driven development and eco-sound development.     Mr Lam participated in the forum’s opening ceremony and a plenary session this morning. In the afternoon, he delivered a speech at a thematic session titled Connectivity – Strengthening Cooperation in Governance and Emergency Response, and Building Resilient International Logistics and Supply Chains, in which he mentioned the need to strengthen the resilience of global logistics supply chains in four directions, namely building extensive networks, upgrading technologies, exchanging information and deepening co-operation.     “The international order is constantly changing, making it more important than ever to strengthen the resilience of logistics supply chains. We must construct a comprehensive and extensive transportation network to ensure the logistics network has adequate responsiveness and endurance. Continuous improvements to the technology level of the logistics industry, promotion of supply chain digitisation, seamless connections between various aspects, as well as the continuous strengthening of regional logistics co-operation will help enhance the resilience of logistics supply chains,” Mr Lam said.     Mr Lam then attended a Ministers’ Forum titled Global Governance – Fostering a Global Sustainable Transport Partnership to exchange views with representatives from transport authorities and related enterprises of various countries and regions. After that, he met with Vice Minister of Transport Mr Li Yang, and briefed him on Hong Kong’s latest developments, including aviation, maritime matters, usage of the Hong Kong-Zhuhai-Macao Bridge as well as the Guangzhou-Shenzhen-Hong Kong Express Rail Link.     Mr Lam departed for Tianjin in the evening, and will attend the China Air Finance Development (DFTP) Summit tomorrow (September 26).

    Our nation’s lakes, rivers, streams, estuaries, and wetlands are fundamental to the health, prosperity, and resilience of our communities and are held sacred by many Tribal Nations. They are not only the sources of clean drinking water that flows into the taps of our homes, but are also economic drivers supporting jobs and outdoor recreation across the nation. By absorbing and storing carbon, our nation’s waterways and wetlands – and the forests, grasslands, and farmlands they nourish – also play a critical role in the fight against climate change.

    Since Day One, the Biden-Harris Administration has worked to secure clean water for all communities, protect our vital freshwater resources, and mitigate the impacts of drought. Given that communities often acutely experience the climate crisis through water-related impacts – from floods and droughts to polluted drinking sources and waterways – this Administration is making historic investments through President Biden’s Investing in America agenda to protect, conserve, and restore our freshwater basins and ecosystems.

    Meanwhile, many Republicans in Congress continue to deny the very existence of climate change and remain committed to repealing the President’s Inflation Reduction Act – the biggest climate protection bill ever – which would undermine the health, safety, and economic vitality of their own constituents.

    • Investing in Long-Term Colorado River Basin Resilience: The Biden-Harris Administration is leading a comprehensive effort to make Western communities more resilient to climate change and address the ongoing megadrought across the region, including the Colorado River Basin, by harnessing the full resources of President Biden’s historic Investing in America agenda. The Administration’s investments in the Lower Colorado River Basin bridge the immediate need for water conservation while moving toward improved system efficiency and more durable long-term solutions. Overall, the funding for long-term water conservation initiatives in the Lower Basin is expected to save more than 1 million acre-feet of water, putting the Basin on a path to a more resilient and sustainable water future.
      • The Department of the Interior’s Bureau of Reclamation is announcing the execution of the first three contracts for long-term water conservation under the Lower Colorado Basin System Conservation and Efficiency Program. Totaling approximately $107 million, taken together these first three projects – all with the Gila River Indian Community in the Lower Colorado River Basin of Arizona – will provide over 73,000 acre-feet of water conservation to support the sustainability of Lake Mead while also helping ensure long-term water resilience for the Community. The Bureau of Reclamation is also working on the companion program for the Upper Basin, which will provide additional water savings for the Basin’s long-term sustainability.
      • The Bureau of Reclamation is working with the following sponsors in the Lower Colorado Basin to negotiate water conservation contracts for ten additional proposed projects, including:
        • City of Phoenix
        • City of Tucson
        • Coachella Valley Water District
        • Salt River Valley Water Users’ Association & Salt River Project Agricultural Improvement and Power District
        • San Diego County Water Authority
        • Southern Nevada Water Authority
        • The Metropolitan Water District of Southern California
        • Town of Gilbert
    • The Department of the Interior’s Bureau of Reclamation is also signing agreements with the Imperial Irrigation District and the Bard Water District in partnership with the Metropolitan Water District in California to ensure the conservation of up to 717,100acre-feet of water by 2026. This water will remain in Lake Mead in an effort to benefit the Colorado River System and its users.
    • Investing in Indian Country: The Department of the Interior’s Bureau of Reclamation has announced historic Tribal water infrastructure investments totaling over $1.2 billion through the Bipartisan Infrastructure Law, Inflation Reduction Act, Reclamation Water Settlement funding, and annual appropriations. This includes a new investment of $9.4 million for Tribal drought relief and technical assistance projects that will restore wetlands, improve irrigation efficiency, and support groundwater monitoring.
    • Reconnecting Waterways and Restoring Aquatic Ecosystems: With over $3 billion in funding for ecosystem restoration and fish passage projects, the Investing in America agenda is helping secure cleaner rivers, safer communities, greater recreational opportunities, and improved fish and wildlife habitat, driving change across the landscape for people, communities, species, and ecosystems.
      • The Administration is announcing a suite of 10 transformational fish passage projects that to date have received over $150 million from eight Federal agencies. When completed, these fish passage and aquatic connectivity projects – located in communities from Maine to Ohio to California – will reconnect nearly 5,000 miles of rivers and streams across the United States. Reconnecting waterways allows natural functions to be restored in freshwater systems, improving their climate resilience and water quality, and therefore their ability to protect communities from catastrophic floods, droughts, catastrophic wildfire, and water pollution. Improving fish passage and reconnecting aquatic systems is one of the most effective ways to help conserve vulnerable species, while building safer infrastructure for communities and improving climate resilience. To date, the Administration has spent over $970 million on more than 600 fish passage projects in 45 states across the country.
      • The Department of the Interior today is announcing an additional $92 million in new resources from the Bureau of Reclamation’s WaterSMART Aquatic Ecosystem Restoration Program to help restore important salmon and other native fish habitat across the West. These projects, when complete, will provide increased water quality, floodplain stability, and drought resiliency.
    • Collaborating with Stakeholders to Protect Freshwater Systems: At a Climate Week NYC event focused on the Global Freshwater Challenge, White House Council on Environmental Quality Chair Brenda Mallory announced a doubling of new partners in the America the Beautiful Freshwater Challenge – a nationwide initiative to protect, restore, and reconnect 8 million acres of wetlands and 100,000 miles of our nation’s rivers and streams by 2030. Over 100 members from across the country initially signed on to support freshwater restoration in their communities. That number has now more than doubled to over 211, including 14 states, 16 Tribal entities, 27 local governments, and 79 private sector members.

    Today’s announcements build on recent actions that deliver on the Biden-Harris Administration’s commitment to ensuring safe drinking water, including providing approximately $1 billion in funding to bring safe, clean water to Tribal communities; finalizing the first-ever standard to protect communities from toxic “forever chemicals,” along with rulemakings to hold polluters responsible for PFAS cleanup and to enhance safeguards against dangerous chemical spills in our nation’s waters; and continuing to deliver on President Biden’s goal to replace every lead pipe in America in the next decade.     In a move set to significantly boost trade financing in Malawi, African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has signed a landmark US$100-million Trade Finance Facilitation Facility (AFTRAF) agreement with National Bank of Malawi (NBM) Plc, the country’s largest bank by assets.

    Representing the largest AFTRAF facility ever to be extended by Afreximbank in Malawi, the US$100-million AFTRAF agreement will enhance and maximize the capacity of NBM Plc to finance trade transactions of its clients in the manufacturing, energy and agriculture sectors.

    Additionally, it will allow NBM Plc to issue letters of credit confirmed by Afreximbank, addressing the difficulty posed by a shortage of confirming banks lines. It will also support the importation of critical goods required by Malawi, including intermediate products for the manufacturing sector, fuel, pharmaceuticals and fertiliser.

    The signing ceremony was held at Afreximbank’s headquarters in Cairo on September 24, 2024. Mr. Haytham ElMaayergi, Executive Vice President, Global Trade Bank Africa at Afreximbank and Mr. Harold Jiya, Chief Executive Officer, NBM Plc inked the deal on behalf of their respective organisations.

    In his comments during the signing ceremony, Mr. ElMaayergi said: “Our support to National Bank of Malawi through the Afreximbank Trade Facilitation “AFTRAF” programme will have a significant impact on Malawi’s strategic sectors including manufacturing, agriculture and energy, by empowering them to import inputs and components to generate value-added exports.” He added, “this partnership seeks to sustain supply chains of these sectors to enhance the foreign exchange earning capacity of the country.”

    Mr. El Maayergi added that the collaboration is expected to boost intra- and extra-African trade across NBM’s expanding geographical footprint in the southern African region by supporting corporates with financing products as well as capacity building.

    On his part, National Bank of Malawi plc CEO, Mr Harold Jiya said the credit line is a huge step forward for the Bank and, more importantly, for the people of Malawi.

He was Director of Financial Management for the J. Paul Getty Trust from 1998 to 2006. Juarez was Associate Vice Chancellor of Government and Community Relations for the University of California, Los Angeles from 1996 to 1998. He was Chief Legislative Representative for the County of Los Angeles in 1995. Juarez was Executive Director of the California Debt Advisory Commission from 1991 to 1995 and Principal Committee Consultant in the California State Assembly from 1987 to 1991. Juarez was Manager of Government Relations for the Los Angeles County Transportation Commission from 1984 to 1987. He was a Program Analyst in the Legislative Analyst’s Office from 1981 to 1984.     FRESNO – Today, Governor Newsom expanded California’s housing efforts for farmworkers, signing two bills: AB 2240 (Arambula) and AB 3035 (Pellerin). These measures improve access to affordable housing for agricultural workers and make it easier to build farmworker housing.

    Why this matters

    Access to more stable and safe housing for farmworkers allows families to avoid the disruptions caused by seasonal movement, helping children remain enrolled in the same schools and maintain their academic progress. Today’s action builds upon Governor Newsom’s efforts to protect and support farm workers across the state, including signing SB 1105 (Padilla), which allows farmworkers to use accrued paid sick leave during heat, flooding or smoke conditions when there is a local or state emergency.

    ➡️ Expand housing for farmworkers

    • AB 2240 (Arambula) helps create more stable housing for migrant farmworkers by maximizing the Department of Housing & Community Development’s (HCD) Joe Serna Jr. Farmworker Housing Grant Program (Serna Program), which supports the development of both multifamily and single-family housing restricted to farmworkers. The bill would authorize HCD to prioritize residents currently residing in seasonal Office of Migrant Services (OMS) housing for more permanent and stable housing through the Serna program. 
    • AB 2240 also creates new opportunities to build permanent and stable affordable farmworker housing by identifying and prioritizing the use of state-owned excess land near OMS centers for farmworker housing.
    • AB 2240 requires HCD to assess the feasibility of converting temporary Office of Migrant Services housing into year-round, permanent housing, ensuring a strategic approach to meeting long-term housing needs.

    • AB 3035 (Pellerin) cuts through regulatory red tape by streamlining the approval process for farmworker housing in Santa Clara and Santa Cruz counties, speeding up development to meet the urgent demand for more housing.
    • By raising the housing unit cap from 36 to 150 in Santa Clara and Santa Cruz counties, AB 3035 will enable larger developments in areas with access to essential services, addressing issues of overcrowding and inadequate living conditions.

    • SB 1105 (Padilla) allows agricultural employees who work outside to use their accrued paid sick leave to avoid smoke, heat, or flooding conditions created by a local or state emergency.

    Details on the farmworker housing grant program

    • The Joe Serna Jr. Farmworker Housing Grant Program (Serna) is administered by HCD and supports the development of both multifamily and single-family housing restricted to farmworkers.
    • Between the years of 1978 and 2018, approximately $271.5 million was awarded, which funded the 138 Serna multi-family projects in HCD’s existing portfolio. 
    • Over the past 5 years, HCD has awarded more than $300 million in Serna funds for the development of 56 new projects for farmworkers with approximately 3,577 housing units. Additionally, in the 2023 funding round, HCD awarded $110M for 10 new Serna projects that include 618 additional housing units. These 4,195 homes will serve many tens of thousands of Californians during the 55-year affordability period.
