  • MIL-OSI Security: McAlester Resident Sentenced To Eleven Years For Maiming In Indian Country

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced Cody Ray McFadden, age 36, of McAlester, Oklahoma, was sentenced to 132 months in prison for one count of Maiming in Indian Country.

    The charge arose from an investigation by the Pittsburg County Sheriff’s Office, the Oklahoma Highway Patrol, and the Federal Bureau of Investigation.

    On December 16, 2024, McFadden pleaded guilty to the charge.  According to investigators, on July 16, 2022, McFadden invited a visitor to his residence. Once inside, McFadden beat the victim, forced the victim into a cage, and padlocked the door.  During the next 36 hours, McFadden proceeded to assault and torture the victim, threatening to kill the victim with a cross bow and intentionally striking at the victim with an axe.  The victim, who sustained a head laceration, burns, bruises, and a broken arm, managed to break free, escape through a window, and run to a neighbor’s home.  Law enforcement responding to the neighbor’s emergency call took McFadden into custody after a brief standoff.  The crime occurred in Pittsburg County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.

    “This defendant demonstrated a complete lack of humanity, subjecting the victim to an extended period of violence resulting in unimaginable physical and mental trauma,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater.  “The FBI and our law enforcement partners are committed to rooting out violent offenders through aggressive investigations and prosecutions.”

    “This is the stuff of nightmares, but unfortunately, it was sickeningly real,” said United States Attorney Christopher J. Wilson.  “I commend the bravery of this survivor, the quick work of law enforcement in securing an end to this horrifying ordeal, and the steadfastness of investigators and prosecutors who ensured that McFadden spends the next decade in prison answering for his ruthless crimes.”

    The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing.  McFadden will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

    Reducing nitrate in the water

    And slowly but surely, it’s paid off. The 221ha property with 630 cows, located on the outskirts of Culverden in the Amuri Basin, had seen a significant reduction in nitrate in the water and a dramatic improvement to the health of its ecosystem. But those results didn’t come overnight.

    The team at Pukatea Dairy Farm had spent the last two decades investing in:

    • draining systems
    • sediment traps
    • riparian planting, particularly around the wetlands.

    Water testing showed that the level of nitrogen that came into the farm was reduced by 95 per cent after it was filtered through the drains and wetland.

    Stuart said they wanted to be sustainable, resilient and offer a meaningful experience for everyone involved in the operation.

    “I think sometimes there’s a bit too much focus on short-term profit in farming and I get that, I used to be a sharemilker, but what we’ve learnt is you can forgo a little profit to make yourself more resilient later.”

    In the last few years, the weather demonstrated that. The farm produced results even in years with challenging conditions.

    The farm was fortunate to have heavier soils than other parts of the basin, which meant they had greater drought resilience. But heavier soils meant keeping a careful balance with soil moisture monitoring.

    “We worked out that our pasture doesn’t like being wet all the time,” Stuart said.

    Reducing the farm’s carbon emissions

    Another significant change was steering away from a more intensive farm system. This move was driven by a desire to prioritise animal welfare and create a more enjoyable work environment. In return, it has improved both the herd’s health and the farm’s overall sustainability.

    Stuart said one of the big issues with dairy farming was intensity, which translated to how many cows and how much brought-in feed you had in your system.

    “[It’s] about your carbon footprint, your environmental effects and what we are trying to do is run within the capacity of the land. I think the data is showing that we are not far away.”

    Over the last ten years, Stuart reduced the number of cows in his paddock from 700 to 630. Three years ago, he took deintensification further by decreasing the number of weekly milkings from 14 to ten.  

    In turn, this decreased his replacement rate (the number of cows he kept as a buffer to replace the cows that couldn’t get pregnant) from 25 to 18 per cent and halved the farm’s empty cow rate. 

    Recognition for sustainable and ethical farming

    Ballance Farm Environment Awards (BFEA) judges commended Stuart and his team for creating an outstanding operation that consistently chose the right path over the easy one.

    The judges said the farm’s long-term environmental initiatives, strategic grazing practices, and unwavering commitment to ethical, sustainable farming served as an inspiration to others in the industry.

    Stuart also took home:

    • The Environment Canterbury Water Quality Award
    • The Dairynz Sustainability and Stewardship Award
    • The FMG Risk Management Award.

    Common sense new rules allowing certain species of live fish to be legally returned to the sea will reduce unnecessary red tape and support sustainability, Oceans and Fisheries Minister Shane Jones says.
    Under the Quota Management System most fish caught by commercial fishers must be kept and taken to shore unless there is an exception in place.
    The new rules exempt southern bluefin tuna, legal-sized pāua and Bluff oysters from this requirement as long as they are alive and likely to survive being returned to sea.
    “Returning these species to their fisheries in circumstances when they are likely to survive benefits the sustainability of fish stocks as returned fish will remain part of the spawning population,” Mr Jones says.
    “Commercial fishers have been allowed to return southern bluefin tuna since 2004 but these new rules set out the conditions in which they are likely to survive.
    Under the new exception, commercial fishers can return southern bluefin tuna only if it has been caught by surface longline or troll, is confirmed to be alive, without major injury, and is returned to the sea as soon as possible. 
    “Commercial pāua fishers have put in place voluntary minimum harvest sizes, which are larger than the minimum legal size. These voluntary measures from industry support sustainability of pāua fisheries by maintaining a larger amount of spawning pāua in the fishery,” Mr Jones says. 
    “The exception will allow commercial pāua fishers to return pāua that are larger than the legal size, but smaller than the voluntary harvest size, which supports efforts to look after the fisheries they depend on.”
    The change allowing oysters to be returned to the sea is a practical response to how they grow, Mr Jones says.
    “Oysters grow in clumps, which can include both legal and undersized oysters. Without the exception, undersized oysters must be removed from the legal-sized ones and returned to the sea.
    The exception requires legal-sized oysters, if attached to such a clump, to be returned to the water quickly as possible as well.
    “Bluff oysters need to be returned to the sea quickly for them to have the best chance of surviving, so the handling time needed to separate the undersized oysters hurts their chances of surviving to grow and spawn more oysters.”

    The commercial landing exceptions come into force on 1 May 2025.

  • MIL-OSI Canada: More campsites, new facilities opening at China Beach

    People visiting Juan de Fuca Park can soon enjoy more campsites, and new accessible washrooms and showers at China Beach Campground.

    “For so many people, camping is a way to connect with family and friends, and spend time together in nature,” said Tamara Davidson, Minister of Environment and Parks. “That’s why we’re building more capacity with new, accessible campsites on Vancouver Island as more people choose to vacation within Canada and support our economy.”

    Thirteen new campsites have been added to the popular campground, bringing the total number of campsites to 125. Eight of the new campsites are drive-in tent sites; the remaining five sites are walk-in. Two accessible-shower and flush-toilet buildings are also part of the project, which incorporates universal design standards where possible.

    BC Parks has carried out the expansion project for China Beach campground in collaboration with the Pacheedaht First Nation, on whose territory Juan de Fuca Park is located.

    The campground is scheduled to open May 15. Reservations for the new sites open May 1 for arrivals between May 15 and Sept. 1, 2025. After that, reservations will be available on a four-month rolling window.

    In addition to the 13 new sites, 33 campsites (22 drive-in and 11-walk in) were added to the campground in spring 2024 as part of the $2.3-million expansion. Upgrades will also be made in fall 2025 to the nearby day-use parking area at China Beach to better accommodate the increasing number of visitors. The new parking area will have approximately 45 new stalls, a dedicated space for RVs and a turnaround area for large vehicles. A service centre with a pit toilet, bike racks and an information shelter is also part of the project.

    “I’m pleased that BC Parks is delivering opportunities for more people to enjoy the natural environment at our doorstep by providing additional campsites and parking expansions at China Beach campground and day-use area,” said Dana Lajeunesse, MLA for Juan de Fuca-Malahat. “I was fortunate to have spent my childhood here and I have many fond memories of all the spectacular beaches in the area. BC Parks are more popular than ever, and I’m happy to see more opportunities for families and friends to enjoy more of what B.C. has to offer.”

    The China Beach Campground and day-use parking-lot expansion is part of a five-year, $21.5-million investment to increase and improve opportunities for outdoor recreation throughout British Columbia. Upgrades include new campsites and trails, improvements to existing facilities and accessibility improvements.

    Since Russia’s invasion over three years ago, this Council has met many times to discuss the death, destruction and misery Russia unleashed on Ukrainians.

    It has displaced over three and a half million people within the country, and almost seven million have sought refuge abroad leaving over a third of the population in dire need of humanitarian help.

    And its consequences have been felt far beyond Ukraine too, sending food and energy prices soaring which has hit the most vulnerable around the world the hardest.

    We welcome the US’s efforts to end this war, yet it is impossible not to reflect on the sheer scale of the crisis – including the shocking attack on Kryvyi Rih in which 20 people were killed earlier this month.

    Nine children lost their lives that day, and the UN reported that this was the largest number of children killed in a single strike since the start of the invasion.

    Civilian casualties have increased by 50% since February and over 10,000 missiles and drones have been fired into Ukraine since the start of the war.

    Such brutality has, sadly, continued – from the revolting strike in Sumy on Palm Sunday to the missiles raining upon Kharkiv and Kyiv, we do not need more evidence to prove that Putin is not serious about peace.

    Putin’s latest announcement for a temporary ceasefire, yet again, rings hollow.

    We need only look to the 30-hour pause in fighting over Easter as an example, during which there was no indication that a ceasefire on the frontline was observed.

    President, I think we can all see through this pretence.

    Russia must declare a ceasefire now.

    Not in a day, not in a week. Ukraine stands ready to go the whole way – a durable and full ceasefire – right now.

    So why wait? Why only for 72 hours?

    If Putin were truly serious, he would agree today to an immediate, full and unconditional ceasefire, just as Ukraine has done – not simply announce a short pause from May 8th.

    But Putin chooses not to.

    Compare that to Ukraine, which agreed to the US ceasefire proposal over 40 days ago.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a working meeting with timber industry workers from Primorsky Krai in Vladivostok.

    “We will discuss the use of forest resources. Unfortunately, forests in the Russian Federation are used to a much lesser extent than in other forest countries. In addition, there is a certain downward trend. In the first quarter of this year, timber harvesting in Primorsky Krai decreased by 11%, and exports decreased even more. Accordingly, tax revenues from industry enterprises to the regional budget amounted to 3%. There were a number of speeches on the topic of, say, more effective regulation of the industry. So far, there have been no major changes here. We need to ensure that forests in Russia, like all other resources, are used as efficiently as possible,” Yuri Trutnev opened the meeting.

    The issues discussed included the implementation of forest management activities in the Primorsky Krai, the work of the Federal State Information System of the Forestry Complex, and support by forestry enterprises of the Primorsky Krai for the special military operation.

    According to Primorsky Krai Governor Oleg Kozhemyako, since the beginning of the SVO, forestry companies operating in the region have transferred more than 16 thousand cubic meters of timber, more than 50 units of equipment, supplied equipment, weapons, medicines and provided other assistance to military units. During the period of partial mobilization, they equipped and provided military training grounds and tent cities with the necessary materials entirely at their own expense.

    “We have always provided and continue to provide large-scale, free assistance to the families of military personnel – tens of thousands of cubic meters of firewood, money. Their fellow countrymen who serve on the front lines contact their leaders directly. And they never get a refusal – on any issues. Now our enterprises have organized a rhythmic and regular free supply of lumber to the troops, to the SVO zone. Despite the sanctions, the decline in revenue and the difficult economy, assistance to the army is being scaled up,” said Oleg Kozhemyako.

    The meeting discussed the work of the Primorsky branch of the Federal State Budgetary Institution “Roslesinforg”. The previous management of the branch concluded 19 contracts with forest lessees of Primorsky Krai on forest management (forest taxation) on an area of 330 thousand hectares, for which obligations were overdue. The work was not completed, the funds were spent, and an irreparable cash gap was actually formed. The work was either not started, or it needs to be completely redone.

    In addition to unfulfilled obligations to businesses, the Primorsky branch of Roslesinforg has had debts to the region since 2020 under a contract for the establishment of rural forests on an area of 50 thousand hectares. These works were ordered at the expense of their own budget. The forest management work carried out under the 2023 state assignment in the Ussuri forestry on an area of 127 thousand hectares requires a complete review and large-scale adjustment.

    Currently, the Primorsky branch is fulfilling overdue obligations through current business and financial activities with an acute shortage of tax engineers and funds allocated for the fulfillment of the state assignment: the branch is forced to spend a significant portion of the funds received from new customers to fulfill overdue obligations and fulfill the state assignment for 2024 and 2025.

    The new head of the branch takes a set of measures aimed at independently resolving the current situation (an agreement is reached with the tenants of forest areas on extending the terms of execution of contracts, new employees are actively hired, including those with remote employment from other regions, new contracts are concluded, etc.). But the measures taken are clearly insufficient due to the scale of the problem; intervention by the federal center is required to correct the current situation with forest management in the Primorsky Territory, as well as a deep analysis of this area as a whole, including an assessment of the effectiveness of the decisions taken on federalization and monopolization of these powers.

    Yuri Trutnev instructed the Ministry of Natural Resources to develop and submit proposals for remote forestry accounting.

We have promoted a clear way to solve this problem – forest management based on space images and aerial photographs. We can keep records of forests based on remote methods. The Ministry of Natural Resources supports this solution. We discussed this together with the minister. Therefore, we need to switch to remote methods as quickly as possible and restore order in the forest,” said Yuri Trutnev.

    So what’s happened across the country over the past five weeks?

    Here, six experts analyse how the campaign has looked in New South Wales, Queensland, South Australia, Tasmania, Victoria and Western Australia.

    The campaign in NSW is concluding much as it began, largely mirroring the Australia-wide trend with little evidence of localism.

    The main themes of both sides remain similar: cost-of-living alleviation, improved health care and housing affordability. Both leaders quickly matched each other’s promises: it could be described as the “Albanutton” campaign.

    Opposition Leader Peter Dutton’s campaign continued to be hampered by slip-ups and a lack of focus, detail and discipline. Although the government’s record had given him plenty of scope, Dutton struggled to land a blow.

    Bennelong (notionally Liberal after the redistribution) and Gilmore, seem the most likely Liberal gains. Parramatta, Reid, Paterson, Robertson and Werriwa are also in play. There is speculation about an independent threat in the safe Labor seat of McMahon.

    The Coalition has a fight on its hands to retain Cowper and Bradfield, with strong independent challenges in both seats. There is a tight three-way contest in Calare between former National turned independent, Andrew Gee, a National and a Teal.

    As there is little real policy differentiation between the major parties; it seems to come down to which side the voters find more credible and trustworthy in uncertain times.

    According to a Newspoll published on April 27, Albanese led Dutton as preferred prime minister by 51% to 35%. Only 39% of those surveyed believed the government deserved to be re-elected. However, 62% believed the Coalition was not ready to govern.

    An aggregate of polling data showed in NSW, as at April 28, Labor’s two-party preferred vote was 53.0%, an increase since the March Budget of 2.8% and of 1.6% since the 2022 election.

    Queensland

    In the campaign’s closing week, Queensland remains largely inconsequential as to whether Albanese or Dutton will call The Lodge home.

    But that doesn’t mean the Liberal National Party (LNP) isn’t concerned about its prospects north of the Tweed.

    While the LNP still leads Labor in the two party-preferred vote, 54 to 46, across Queensland – roughly the 2022 result – last week’s YouGov poll found that result to be a three-point fall for the LNP from the previous week.

    While Labor is hardly going to blitz Queensland, some LNP seats are nonetheless more vulnerable than at any time over the past decade. These include the regional seats of Leichhardt (3.4 %) and Flynn (3.8%), the outer suburban seats of Dickson (held by Dutton by just 1.7%), Longman (3.1%), Forde (4.2%) and Petrie (4.4%), and the middle-suburb mortgage-belt seat of Bonner (3.4%).

    Independent Suzie Holt might also worry the LNP in the usually safe seat of Groom, around Toowoomba.
    But the last-minute “rescue” of the LNP by Pauline Hanson’s One Nation (PHON) – Hanson (reciprocating the LNP’s preferencing of PHON) pulped existing how to vote cards and printed new ones placing the LNP second in most seats – might just save the opposition.

    However, the campaign has offered little clarity on the prospects in other key Queensland contests: the battles for three Greens-held inner-urban seats of Brisbane, Ryan and Griffith.

    But a mid-April DemosAU poll found the Greens’ primary vote falling by 1.7 points to 29%, a figure exactly tied with Labor’s, which has risen 2.7% since 2022.

    Problematically for Dutton, the LNP, whose primary vote remains locked at 36%, appears not to have capitalised on cost-of-living angst in inner Brisbane.

    Despite 58% of inner Brisbane leaning centre-left, these figures suggest the LNP may fail to win any Greens seats, with the contest a close one between the Greens and Labor only. The result rests on who runs third: Labor or the Greens. There could be a mere 100 votes in these must-watch seats.

    In the Northern Territory, the seat of Lingiari, which takes in Alice Springs and Katherine, is held by Labor’s Marion Scrymgour by 1.7%. In 2022, just one in three enrolled voters cast a ballot in the electorate, prompting the Australian Electoral Commission to try to increase voter turnout. In the wash-up, it will be interesting to see if this improves.

    South Australia

    Given SA is home to only a handful of marginal seats, it’s not a well-trodden part of the campaign trail. That’s typical of most federal elections.

    What’s not so typical is the overall feel of the campaign. The rhythms of Australian elections are changing. On one level, there are the familiar tropes and activities; TV debates, campaign launches and letter box blitzes in key marginal seats.

    Yet, on the other hand, voters behave differently than they used to. Data from the Australian Election Study(AES) tells us far fewer voters have made their decision “a long time ago” (55% in 2007, down to 36% in 2022).

    This means the number of “soft” voters is probably much higher as major parties have fewer “lifetime voters”. Voters are much more transactional.

    Voters are more distanced from parties, too. The study shows fewer voters use how to vote cards (51% used them in 2007, 31% in 2022). We can’t rely on traditional metrics in the same way, such as the national two-party preferred vote given the number of “non-traditional seats”.

    In short, it’s now harder to more know how the campaigns are tracking. So while the Coalition campaign has been beset by a number of mis-steps, how this is playing out is far less clear.

    Further, a strange paradox of the emergence of the Teals and other independents is there is a stronger local focus on representation, rather than broader policy debates. Again, AES data suggests most voters tend to vote for policy reasons (like the economy or health) but the current media focus on the major parties, especially through the TV debates, actually seems to narrow the broader policy discussions.

    So while the proof will be in the pudding when the votes are counted, it may be high time to reflect on what campaign strategies work best for politics in 2025.

    Tasmania

    On Australia’s South Island, most of the campaign focus has been on Lyons, Franklin and Braddon.

    In Lyons, Tassie’s most marginal electorate (ALP by 0.9%), the latest polls have swung behind the ALP’s Rebecca White. Her popularity as a state MP for the electorate has been bolstered by some crucial slip ups from Liberal candidate Susie Bower.

    One potentially vote-winning policy announcement that has gone under the radar nationally is Labor’s commitment of $24 million to guarantee the continued operation of the Boyer Paper Mill in Lyons, an important employer and regional symbol of economic activity.

    Franklin has been full of drama. 19-year-old Greens candidate Owen Fitzgerald had to withdraw his candidacy after it emerged that he is likely to still be a New Zealand citizen. It seemed like the Greens would encourage their voters to preference independent anti-salmon candidate Peter George.

    However, when the party’s how to vote cards were published, they said “Vote 1 – Owen Fitzgerald”.

    According to the Greens, this was to make sure that voters completed their ballot correctly. The Liberal Party argued the Greens were just trying to secure public funding.

    There have also been billboard shenanigans and various other dirty (or should that be clean?) tricks.

    The result is likely to rest on how Liberal voters feel about salmon farming and how this influences their preferences. Are they so anti-Labor that they will preference Peter George ahead of Julie Collins despite his anti-salmon stance? Or will they put Collins ahead of George based on Labor’s support for the industry?

    In Braddon, where salmon farming is again a key issue, Labor’s Anne Urquhart has been more visible on the campaign trail than Liberal Mal Hingston. Although the margin at the last election was 8% in favour of the Liberals, last-minute polling (albeit with a small sample size) has offered Labor hope of winning the crucial seat.

    Bridget Archer, Liberal MP for Bass, has had a solid if unspectacular campaign. She was helped by Labor selecting a low-profile first-time candidate, Jess Teesdale, who the party sees as “one for the future”. Teesdale revealed her “greenness” – in both senses of the word – by accidentally contradicting the ALP’s position on native forest logging, which is always a flashpoint in Tassie.

    Victoria

    Zareh Ghazarian, senior lecturer in politics, school of social sciences, Monash University

    With just days to go in this campaign, Victoria still looks like a key state that will determine who governs for the next three years. Many seats across the state have new boundaries following the AEC redistribution.

    Victoria is also home to the most marginal seat in the country. Deakin, which covers the eastern suburbs of Melbourne, is held by Liberal Michael Sukkar with a margin of just 0.02%, according to ABC Election Analyst Antony Green.

    Deakin will be the seat to watch on election night. If the Liberal Party can’t hold on to Deakin, it would be unlikely to be able to win government.

    There are also other seats that will provide a fascinating contest on Saturday night. Labor will face its own test in trying to retain Chisholm and Aston, both in the eastern suburbs of Melbourne.

    Chisholm is a swinging seat. It has been won by both Labor and Liberal parties over the past 40 years and is currently held by Labor with a margin of 3.3%. It has had a significant redistribution, losing strong Labor booths in the north and south parts of the electorate.

    Aston is also on a similarly slim margin of 3.6% and was famously won by Labor at the by-election in 2023. Holding onto Aston will be a crucial test for Labor. Losing this seat may threaten Labor’s chances of forming a majority government after the election.

    There are also the two seats held by the independents which promise to be tight contests. The previously safe Liberal seats of Kooyong and Goldstein, which were won by Monique Ryan and Zoe Daniel respectively, have been targeted by the Liberal Party. The independents will face a significant battle and, if successful, will demonstrate a significant shift in voting behaviour has occurred in these electorates.

    Western Australia

    The idea that WA would determine the outcome of government has been a persistent theme throughout the campaign, reinforced by four visits from Albanese and three from Dutton. The amount of attention WA has received from the major party leaders was more than any state or territory other than the three big population states: NSW, Victoria and Queensland. Even then, Albanese made one more visit to WA than he did Queensland at the time of writing.

    Both major parties brought their big guns on the campaign trail. Former Liberal PM John Howard visited Curtin, Tangney and Bullwinkel. The newly re-elected WA Labor Premier Roger Cook campaigned heavily with Albanese during his visits. And in the final days of the campaign, Mark McGowan, the popular former premier, was seen on the hustings with Labor candidates in four marginal seats.

    Neither major party leader ventured to places where they might receive an unwelcome reception. Dutton’s intention to steer clear of the Shire of Collie, particularly the town of Muja, the proposed site of the one of the seven nuclear power plants, was signalled early in the campaign. Albanese avoided electorates in the state’s southwest opposed to coastal wind farms.

    There were no significant candidate blunders. However, questions were raised about the whereabouts of Andrew Hastie, shadow defence minister and (putative) future Liberal leader. Hastie was also questioned about the missing party logo (as against party authorisations) on his campaign materials.

    The competition between the Nationals and Liberals in the seat of Bullwinkel was without major media incident. This includes when the Nationals’ candidate, Mia Davies, broke with the federal coalition over support for Labor’s production tax credits plan.

    The contest for Curtin attracted outsized local media attention. In the final days of the campaign, there were renewed efforts to link the independent incumbent, Kate Chaney, to the Greens. All the proof the West Australian newspaper required was Chaney’s connection to a senior Greens party official, evidenced by a 2024 donation totalling $104, a photo and an author’s credit.

    To what extent has the leader visits and the campaign moved the needle? A recent study found party leader visits make only a modest impact on the vote. Polling for Labor and the Liberals in WA has remained very steady. This doesn’t mean some seats won’t change, but to which party or candidate remains unclear.

In a letter to Director of the United States Office of Management and Budget Russell Vought, U.S. Homeland Security Secretary Kristi Noem and U.S. Coast Guard Acting Commandant, Admiral Lunday, the lawmakers outlined how critical operations have been disrupted as a result of personnel shortages and how further investment is key to supporting ongoing recruitment and retention efforts for the Coast Guard serving the Great Lakes region.
    “As the Trump administration finalizes its Budget of the United States Government for fiscal year 2026, we request prioritizing the United States Coast Guard’s recruitment and retention initiatives by providing an effective funding level that preserves progress and enhances future efforts despite ongoing staggering workforce shortages and the forthcoming rise in vessel traffic, particularly on the Great Lakes during the busy summer season,” wrote the lawmakers in a letter to Director Vought, Secretary Noem and Admiral Lunday.
    The Coast Guard is facing a shortfall of 3,000 personnel, which has already disrupted critical operations like search and rescue. In 2024, staffing shortages forced widespread operational cutbacks, including in 29 Great Lakes units. While recruitment efforts showed progress in 2024, the lawmakers expressed how further investment is key to sustaining and supporting growing recruitment and retention efforts for the Coast Guard, especially on the Great Lakes ahead of the busy summer season. 
    In addition to Duckworth, the letter is co-signed by U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senators Amy Klobuchar (D-MN), Tina Smith (D-MN) and Gary Peters (D-MI).

    As the Trump administration finalizes its Budget of the United States Government for fiscal year 2026, we request prioritizing the United States Coast Guard’s recruitment and retention initiatives by providing an effective funding level that preserves progress and enhances future efforts despite ongoing staggering workforce shortages and the forthcoming rise in vessel traffic, particularly on the Great Lakes during the busy summer season.
    Of the Coast Guard’s 46,000 active-duty and reserve personnel, the Service is 3,000 members short of its targeted enlisted capacity. In 2023, because of this personnel shortage, the Coast Guard experienced unpredictable interruptions in vital operations involving essential search and rescue and law enforcement missions. In 2024, the service was forced to make temporary, undesirable nation-wide changes to its operational posture to prevent the continued decline of its operational capacity and to ensure the safety and security of our constituents in the maritime domain.
    Unfortunately, personnel constraints resulting from inadequate funding of recruitment and retention initiatives are expected to force the Coast Guard to once again diminish its operational footprint in summer 2025. Across the Great Lakes, 29 units located in Michigan (13), Ohio (5), Wisconsin (4), Illinois (3), New York (2), Indiana (1) and Minnesota (1) have been temporarily closed, have billets unfilled or have transitioned to “scheduled only” operations. Weakened redundancy in operational assets forces the Coast Guard to operate with a single point of failure vulnerability across missions, including ensuring the safety of vessel traffic, the free flow of commerce and the security of our maritime borders. This status quo is unacceptable.
    The Coast Guard’s prioritization of recruiting efforts is beginning to yield positive results. Fiscal year 2024 marked the first year since 2017 in which the Coast Guard exceeded its recruiting targets across enlisted, officer, reserve and active-duty components. It is critical that Congress build on this momentum by empowering the Coast Guard to further enhance recruiting initiatives to continue shrinking the enlisted workforce gap through new accessions until the operational restrictions under the Force Alignment Initiative may be reversed. 
    The Coast Guard plays a critical role in the safety and security of vessels on the Great Lakes. Historically, numerous small boat stations and aids to navigation teams across the Great Lakes have been staffed to full capacity during heightened boating seasons to respond directly to search and rescue and law enforcement missions.
    The Coast Guard should seek to return to such a posture by requesting Congress provide prioritized and dedicated recruiting and retention funding that would support additional recruiting personnel and offices to improve recruiter-to-recruit ratios and expand the Service’s recruiting footprint. New recruiting locations would increase the output of qualified members at accession points and provide closer alignment with the DoD recruiting footprint. Enhanced funding is also urgently needed to enable the Coast Guard to accelerate exigent efforts to efficiently hire new talent and strengthen its workforce to fill current operational gaps emerging this year. 
    We thank you in advance for your consideration of our request and hope the Coast Guard will ask Congress to provide effective recruitment and retention funding levels for fiscal year 2026 that will empower the Service to continue its progress reducing personnel shortfalls and strengthen future efforts by expanding the Coast Guard recruiting capabilities and capacity.

  • MIL-OSI USA: Standing Together, Attorney General Bonta and 20 State Attorneys General Call Out Law Firms’ Capitulation to Trump’s Anti-Democratic Demands

    OAKLAND – California Attorney General Rob Bonta today, alongside the 20 other state attorneys general, expressed in an open letter his continued support for the law firms that have fought back against President Trump’s unconstitutional attempts to target law firms and lawyers for advocacy the Trump Administration disfavors. The letter goes on to express profound disappointment with some of the country’s largest law firms for capitulating to President Trump’s unlawful, anti-democratic demands. In a series of executive orders, President Trump has targeted law firms that represent clients or positions he disagrees with. These orders strike at the heart of First Amendment principles and are unconstitutional on their face. In the open letter, the state attorneys general reaffirm their commitment to supporting those law firms that have chosen to fight back — and urge those law firms that capitulated to the Administration’s demands to rescind their agreements and join them in the fight. 

    “The Trump Administration’s increasing attacks on the rule of law, our legal system, and our independent judiciary are galling,” said Attorney General Bonta. “Since taking office, the President has launched a full-frontal assault on our democracy, and our legal system has played a necessary and invaluable role in these first 100 days in providing a check to his executive power. The decision by some of our nation’s largest law firms to capitulate to the President’s unreasonable, unprecedented, and frankly unconstitutional demands will only serve to embolden him further and create a chilling effect among legal professionals seeking to fairly and justly represent their clients. I stand by those firms that are resisting the pressure to submit to these demands and urge those law firms that already capitulated to change course and join us in defense of rule of law.”

    In this dark moment, we must be clear-eyed about what is occurring. Together with the President’s other attempts to eliminate checks on executive power, this Administration’s efforts to co-opt the legal profession — aided by the complicity of some of America’s most prominent law firms — are unmistakable steps on a path to eviscerating the critical constitutional safeguards that have long distinguished our country from authoritarian regimes. Fortunately, there is another path. Four law firms have sued to block President Trump’s unconstitutional executive orders: Perkins Coie, WilmerHale, Jenner & Block, and Susman Godfrey. All four law firms have succeeded in obtaining court orders temporarily blocking the executive orders targeting their firms. 

    Attorney General Bonta, alongside other state attorneys general and courageous law firms, has stood in strong support of these firms, filing amicus briefs in support of Perkins Coie, WilmerHale, Jenner & Block, and Susman Godfrey. He has also vigorously spoken out against the Trump Administration’s assault on the rule of law. Last month, Attorney General Bonta, along with 20 other state attorneys general issued an open letter urging the legal community to stand together in defense of the rule of law in response to President Trump’s recent attacks, which include calls for the impeachment of federal judges and threats of retribution against law firms and attorneys who take or have taken positions in opposition to him or his Administration. Attorney General Bonta also issued a separate statement on the need to speak up and push back when our democratic norms are violated, our legal system undermined, and our laws broken.

    Attorney General Bonta joins the attorneys general of New Jersey, Colorado, Delaware, Illinois, Arizona, Connecticut, Hawaii, Massachusetts, Maine, Michigan, Minnesota, New Mexico, Nevada, New York, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia in sending the letter.

  • MIL-OSI Global: Old growth forests in eastern Canada show that the climate started changing almost 100 years ago

    The effects of climate change are complex, especially on the water cycle. As we seek to better understand human-driven climate changes, long-term baselines for environmental data are essential.

    However, records of past environmental conditions are too short to give us a robust understanding of how these systems have changed over time. One solution is to look at natural archives.

    There are many natural processes that leave behind records of past environmental conditions, including tree rings.

    Trees form a ring of wood every year, and the width of that ring can have a significant relationship with climate. We can then create a model based on the time period for which there is both recorded climate data and tree-ring widths. That model can be applied to the rings that formed before climate records began to reconstruct past conditions.

    The challenge is to find forests with both strong climate-growth relationships and trees over a century old — substantially older than the length of climate data. This is especially difficult in southeastern Canada, where the vast majority of forests have been clear-cut.

    Sensitive old growth forests

    In the Appalachian Mountains of the Gaspé Peninsula, Québec, we studied a rare old-growth cedar grove tucked into the valley between the base of Mont-Albert and the Sainte-Anne River, known for its Atlantic salmon fisheries.

    The average hiker passing this eastern white cedar grove would probably not guess that some of these relatively small diameter cedars are more than 500 years old, an age that is still relatively young for the oldest species in eastern Canada.

    The strong competition for light in this closed-canopy forest causes trees here to grow very slowly. We found they grow especially slow during years where the winter snow remained on the ground late into the spring. This late snow pack effectively shortens the trees’ growing season and leads to a thinner tree ring that same year.

    We went on to sample hundreds of trees in the valley and on the slopes at sites that had never been logged. We repeatedly found a strong relationship with snow pack and a related relationship with spring river flow. With these two closely related connections, we were able to reconstruct 195 years of climate history in the region.

    Modern climate change records

    Our recent study reconstructed spring and early summer river flow from 1822 for the Sainte-Anne River, a major river in Gaspésie National Park, the second-largest provincial park in southern Québec.

    Analysis of this tree ring/snow pack/river relationship — which was previously undocumented in eastern North America — suggests that the region was affected quite early by modern climate change. A significant shift occurred in 1937, after which individual years of extremely high river flows and high snow packs declined. Newspaper reports of floods in the greater region matched the years of high flow in our reconstruction as far back as the year 1872, further validating the results.

    The reconstruction also reveals that the short river flow records for the Gaspésie mountains under-represent the region’s susceptibility to prolonged periods of drought-like conditions. Local river flow records kept since 1968 show that the region experienced an equal amount of decade-long dry springs and wet springs. However, our reconstruction suggests that during the 1822-1968 period, long bouts of dry spring climate were substantially more frequent and prolonged than wet ones.

    Conservation impacts

    The insights from this reconstruction could have implications for wildlife and hydropower. First, low water levels contribute to the decline of threatened Atlantic salmon populations.

    Second, alpine snow pack serves as a refuge for the threatened woodland caribou populations, which used to be spread across Atlantic Canada and northern New England. Today, the caribou are in sharp decline, with less than 40 remaining south of the St. Lawrence River, all within the Gaspé Peninsula.

    The primary threat to these caribou is the extensive clear-cutting of old-growth forest habitat. Younger forests provide less food for caribou and lead to an increased abundance of moose and deer, along with their predators — mainly coyotes and black bears — which also prey on caribou.

    Changing mountain snow-pack conditions add to their peril as snow pack has important effects on the health of caribou and the ability of their calves to avoid predators.

    Given this, a better understanding of the implications of reduced snow pack on caribou urgently requires further study.

    Lastly, Québec’s billion-dollar hydroelectric industry might also benefit from a better understanding of past moisture in the region, with a dam complex located a few hundred kilometres northeast of our study site.

    Documented histories

    Our study improves our understanding of past moisture patterns across the east coast of North America. It fills a large gap in climate research based on tree rings between New York and northern Québec.

    When comparing the past 200 years of these East Coast reconstructions, important climate connections arise. The comparison suggests that the complex Atlantic climate system can synchronize, leading large portions of the coast to collectively lock into periods of very wet or very dry conditions.

    This is important for water resource managers, who often rely on help from other managers in neighbouring basins, which may not be available given this common synchrony.

    The insights from the tree rings of these forests are another reminder of the value of old growth and the many services they provide. As we try to better understand the context of human-induced environmental change, our search continues for old forests with a story to tell.

    Our ongoing research includes analyzing dead cedars preserved for almost 800 years at the bottom of lakes. The resulting tree ring chronology will extend our work with trees in the region so far, helping us further examine the environmental history of our rapidly changing planet.

    Hunters, the countdown is on! Starting May 1, Saskatchewan residents can apply for the 2025 Big Game Draw for limited opportunities to hunt mule deer, elk, moose and pronghorn across the province.

    “The Big Game Draw is your opportunity to experience Saskatchewan’s world-class hunting firsthand,” Environment Minister Travis Keisig said. “We want every hunter to have a fair chance at success and that starts with applying early and being prepared.”

    Applications must be submitted online through the Hunting, Angling and Trapping Licence (HAL) system by 4:00 p.m. on May 29, 2025 – unfortunately, there are no extensions and no exceptions. 

    To make the application process as smooth as possible:

    • Log into your HAL account early.
    • Use the online residency verification tool.
    • Visit saskatchewan.ca/hunting to review the 2025 Big Game Draw Supplement for quotas and other key information.

    Draw results will be posted in mid-June with pronghorn results available in mid-July. While email notices will be sent, it’s still up to each hunter to check their own results through their HAL account.

    If drawn, licences will be available to purchase starting August 1 through the HAL system.

  • MIL-OSI Security: Mexican Resident Sentenced for Illegal Reentry Following Seven Previous Removals from U.S.

    PITTSBURGH, Pa. – A resident of Mexico who had been previously removed from the United States seven times between 2013 and 2017 pleaded guilty in federal court to a charge of illegal reentry of a removed alien and was sentenced to time served on his conviction, Acting United States Attorney Troy Rivetti announced today.

    Senior United States District Judge Nora Barry Fischer imposed the sentence on Dario Fortunato-Torres, 38, on April 28, 2025.

    According to information presented to the Court, on October 8, 2024, Fortunato-Torres was arrested by the Moon Township Police Department and charged with several traffic violations, which, according to the public docket, have since been withdrawn. Following this encounter, immigration officials determined that Fortunato-Torres was illegally present in the United States and arrested him on November 19, 2024. Fortunato-Torres had been removed from the United States on seven prior occasions between 2013 and 2017. Fortunato-Torres has been in custody since his November arrest and will be returned to immigration custody.

    Assistant United States Attorney Rebecca L. Silinski prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations for the investigation leading to the successful prosecution of Fortunato-Torres.

    More than 2.5 billion adults worldwide are currently overweight or obese, according to estimates from the World Health Organization. This staggering number highlights a growing global health crisis. Obesity isn’t just about weight – it’s a powerful risk factor for a range of serious diseases, including type 2 diabetes, kidney disease, heart attacks, and strokes. As awareness grows, more people are asking a critical question: how can I lose weight and stay healthy in the long run?

    Obesity is a complex condition with many contributing factors. It’s not simply a result of eating too much or exercising too little. For many people, emotional and psychological stress plays a major role. Work-related pressure, financial concerns, family issues, or social anxiety can all lead to emotional eating. Others may develop obesity as a result of depression, which often disrupts both eating patterns and motivation for physical activity.

    In addition, modern lifestyles can make it easier than ever to gain weight. Many of us spend long hours sitting – at desks, in cars, or on the couch – and highly processed, calorie-dense foods are readily available and heavily marketed. This combination of behavioural, psychological, social and environmental factors creates a situation where weight gain becomes increasingly difficult to avoid and even harder to reverse.

    Because obesity has many causes, it also requires a multifaceted solution. The most effective treatments follow a multimodal approach, where healthcare professionals – psychologists, nutritionists, and physicians – work together to support people on their weight loss journey. This team-based approach not only addresses diet and exercise but also tackles underlying emotional and mental health challenges.

    This strategy is especially effective for people with prediabetes, a condition where blood sugar levels are elevated but not yet in the diabetic range. Research has shown that lifestyle changes guided by a multidisciplinary team can significantly reduce the risk of developing full-blown diabetes

    While losing 5–7% of body weight is a good target for reducing health risks, recent research from our team in Tübingen, Germany, shows that combining weight loss with blood sugar control is even more effective. Data from a different study indicates that focusing on both aspects goes along with fewer complications from diabetes, such as kidney damage and issues affecting small blood vessels.

    Visceral fat

    Why is this combination so powerful? It turns out that people who manage to both lose weight and lower their blood sugar levels tend to reduce visceral fat – the type of fat stored around internal organs in the abdomen.

    Visceral fat is particularly dangerous because it triggers inflammation in the body, which in turn can reduce the effectiveness of insulin, the hormone that regulates blood sugar.

    Fortunately, certain lifestyle changes specifically help reduce visceral fat. For instance, regular physical activity – especially aerobic exercise – and diets rich in polyunsaturated fatty acids (found in nuts, seeds, fish and plant oils) have been shown to be especially effective. Among various eating plans, the Mediterranean diet, which emphasises whole grains, healthy fats, vegetables and lean proteins, is particularly effective.

    Combining regular exercise with a Mediterranean-style diet is not only good for weight loss but also for long-term cardiovascular and metabolic health. However, maintaining these habits over time remains a challenge for many.

    Research shows that a significant portion of those who lose weight will regain it within a few years. As weight returns, so too do associated health risks like diabetes, high blood pressure and high cholesterol. This cycle of weight loss and regain can be frustrating and emotionally taxing, leading many to seek other options for more sustainable results.

    Medication and surgery

    In recent years, GLP-1 receptor agonists – a class of medications originally developed to treat diabetes – have shown promise in promoting weight loss. These drugs mimic the hormone GLP-1 (glucagon-like peptide-1), which is released by the gut after eating. It helps regulate appetite by promoting feelings of fullness and also encourages the release of insulin, lowering blood sugar.

    However, GLP-1-based medications are increasingly used for cosmetic weight loss, raising ethical and safety concerns. While these drugs can be effective, their long-term impact on people without obesity is still poorly understood. Side effects can include nausea, vomiting and more serious issues, so their use should always be guided by a medical professional.

    One major limitation of GLP-1 medications is that the benefits typically wear off after stopping the medication, resulting in rapid weight regain. So, long-term or even permanent use may be required to maintain health benefits.

    For people with severe obesity, particularly those with serious health complications like type 2 diabetes or heart disease, bariatric surgery can be life-changing. Surgical procedures such as gastric bypass or sleeve gastrectomy reduce the size of the stomach and, in some cases, alter gut hormone signalling. The result is significant, sustained weight loss and a reduced risk of obesity-related diseases, including a significant reduction in the risk of heart disease and premature death. Bariatric surgery isn’t for everyone, but when appropriate, it remains one of the most effective interventions available.

    Researchers are now developing new medications that combine the effects of multiple gut hormones to enhance weight loss. Some of these drugs may achieve results comparable to bariatric surgery, but most are still being tested in clinical trials.

    Winning combination

    For people beginning their weight loss journey, a combination of physical activity and a healthy diet – such as the Mediterranean diet – is still the best place to start. These changes, if sustained, can lead to long-term improvements in weight, blood sugar and overall health.

    For those with elevated blood sugar, targeting visceral fat through combined lifestyle changes and blood sugar management is especially important. And for people who struggle with obesity and related health conditions, medical therapies and surgical options offer powerful tools to support lasting change.

    Ultimately, the key to lasting weight loss and improved health lies in understanding that there is no one-size-fits-all solution. It’s about finding the right combination of support, strategy and science that works for each person.

    Nasal decongestant sprays are a popular remedy for relieving nasal congestion caused by colds, allergies and sinus infections. These sprays provide quick relief allowing for easier breathing. However, while they can be effective in the short term, overusing nasal decongestant sprays can lead to serious health issues.

    In April 2025, ITV news reported on people who became dependent on nasal sprays. Many others went on to share similar experiences on social media platforms like TikTok.

    Nasal congestion happens when the lining inside the nose and sinuses becomes irritated, often due to allergens, viruses, or pollutants. In response, immune cells release inflammatory chemicals that cause swelling and increased mucus production. This swelling can block airflow, making it difficult to breathe and often disrupting sleep.

    Most decongestant sprays contain medications like oxymetazoline, xylometazoline, or phenylephrine. These drugs target adrenergic (adrenaline-sensitive) receptors in the blood vessels of the nasal lining, causing the vessels to constrict. As a result, the nasal lining becomes less swollen, opening up the airways and providing almost instant relief.

    This fast-acting benefit is precisely why so many people reach for these sprays. But the convenience can come at a cost.

    Rebound risks

    Withdrawal from nasal decongestant sprays can be a deeply uncomfortable experience for some. Common symptoms include headaches, nasal stuffiness, dryness and even anxiety.

    One of the most concerning side effects of overusing nasal sprays is a condition known as rebound congestion, or rhinitis medicamentosa (RM). This occurs when the nose becomes reliant on the spray to stay open. Over time, the effectiveness of the medication wears off – a phenomenon known as tachyphylaxis. As a result, users may apply the spray more frequently or in higher doses to get the same relief, creating a vicious cycle.

    Some symptoms of rebound congestion, such as constant stuffiness and red, irritated nasal passages, can resemble those seen in cocaine misuse. A US study estimated that up to 9% of patients visiting ear, nose and throat clinics present with RM. Unfortunately, it’s difficult to estimate how many people are affected in the UK, especially since nasal sprays are sold over the counter at pharmacies and supermarkets, often for as little as £3. With long wait times for doctor appointments, many people choose to self-medicate.

    Prolonged use of nasal decongestants can lead to chronic sinusitis: persistent inflammation and infection of the sinuses. The repeated narrowing of blood vessels can also reduce blood flow to nasal tissues, leading to thinning of the lining, chronic dryness, nosebleeds and, in some cases, nasal septal perforation: a hole in the nasal septum.

    Additionally, overuse can damage the turbinates – tiny bone structures inside the nose that help filter, warm and humidify the air you breathe. This can cause them to become swollen or inflamed (turbinate hypertrophy), worsening congestion. Overuse can also impair the function of cilia, tiny hair-like structures responsible for clearing mucus and allergens from the nose.

    Beyond physical symptoms, many users experience psychological dependence. The fear of not being able to breathe without the spray can cause significant anxiety, making it harder to stop using it even when symptoms worsen.

    If you find yourself relying on nasal sprays, it’s important to begin tapering off gradually to minimise withdrawal symptoms. In some cases, doctors may recommend steroid nasal sprays like beclomethasone to reduce inflammation during the withdrawal process. For severe cases, surgical intervention may be necessary. The good news? Many people recover within a week of stopping the spray with the right treatment plan.

    Safer alternatives

    So, what can you use instead? Saline nasal sprays or rinses can help flush out irritants and moisturise the nasal passages without causing rebound congestion. Oral antihistamines and oral decongestants may be more appropriate for allergy-related congestion but can have their own side effects. Antibiotics may be prescribed for sinus infections with severe congestion.

    If you’re using a nasal decongestant spray, it’s important not to exceed three to five days of use – seven days at most, according to experts. Always read the label and follow dosage instructions carefully.

    Nasal decongestant sprays can offer rapid relief, but overusing them can lead to serious consequences, including rebound congestion, tissue damage and psychological dependence. Use them sparingly, and if nasal congestion persists beyond a week, consult a healthcare professional.

    With safer alternatives and medical guidance, you can breathe easier – without the long-term risks.

    Vatican City (Fides Agency) – Three chairs, which soon became two, placed in front of the baptistery in St. Peter’s Basilica. Facing each other, Presidents Donald Trump and Volodymyr Zelensky – for a quarter of an hour and on the sidelines of Pope Francis’ funeral- engaged in intense dialogue on the possibilities for ending the bloody conflict in Ukraine. It was an image that in its own way recalled the criteria that have inspired the Holy See’s contribution to attempts to resolve wars, conflicts, and international crises during the pontificate of Pope Francis. Fragments of what the Argentine pontiff himself had called the “world war in pieces.”The paths of dialogue, negotiation, and disarmament are those that the last bishop of Rome, with the help of Vatican diplomacy, repeatedly encouraged, describing them as the only viable ways to find solutions for everyone in ongoing conflicts.Starting with “tormented Syria,” which has always been close to the Argentine Pope’s heart. The Pontiff gave voice to refugees and displaced persons fleeing the violence of a war that, as the Pope himself said, has risked turning into “brutal persecution” for those who profess other religions. Appeals for Syria, which have become a constant feature of the Easter Urbi et Orbi blessings, have been made during several Angelus and Regina Coeli prayers, as well as at the end of Wednesday’s general audiences. Only a few years later, the same would happen with war-torn Ukraine.“How much blood has been shed! And how much suffering must still be endured before a political solution to the crisis can be found?” the Pope asked repeatedly, always calling for ‘courage’ and ‘determination’ to embark on the path of negotiations. He did so by proclaiming September 7, 2013, a day of prayer and penance for peace in Syria, the Middle East, and throughout the world, because, as he said during the Angelus prayer in which he announced this initiative, “Humanity needs to see gestures of peace and hear words of hope and peace!”The gestures were followed by further words, including letters to heads of state, and finally by his physical presence: in spring 2016, he told Syrian refugees housed in the Moria camp in Lesbos: “I want to tell you that you are not alone.” When he returned to Rome, he took three Syrian families with him.And that’s not all. During his apostolic journey to the Holy Land in May 2014, the Pope paused to pray in front of the separation wall built by Israel near Bethlehem, the city where Jesus was born. A few weeks later, the Pope brought together the then Israeli President Shimon Peres and Palestinian President Mahmoud Abbas at the Vatican to pray together for peace in the Middle East. On this occasion, an olive tree was planted in the Vatican Gardens in the presence of Patriarch Bartholomew I and a delegation of Christians, Jews, and Muslims from the Holy Land as a symbol of peace.“Yes to keeping agreements and no to provocation; this requires courage,” said the Bishop of Rome in June 2024 before saying the closing prayer: “Many times and over many years, we have tried to resolve our conflicts with our own strength and even with our weapons; so many moments of hostility and darkness; so much blood shed; so many lives broken; so many hopes buried… But our efforts have been in vain. Now, Lord, help us! Grant us peace, teach us peace, lead us to peace! Open our eyes and our hearts, and give us the courage to say: “Never again war!” … And may these words—division, hatred, war—be banished from the hearts of every human being! Lord, disarm our tongues and our hands, renew our hearts and minds, so that the word we use to address one another may always be “brother,” and our lives may be expressed in “Shalom, Peace, Salam!” Amen.Last year, on the tenth anniversary of this historic meeting, Pope Francis wanted to gather the entire diplomatic corps accredited to the Holy See around this olive tree, which has since grown, to commemorate the embrace between the two presidents. The ambassadors of Israel and Palestine to the Holy See sat next to the Pope.“Instead of pretending that war can solve problems and lead to peace, we must therefore be critical and vigilant toward an ideology that unfortunately prevails today, according to which ‘conflict, violence, and divisions are part of the normal functioning of society.’ It is always about power struggles between different social groups, about particular economic interests and about international political considerations that aim at an apparent peace and run away from the real problems. Instead, in a time marked by tragic conflicts, we need a new commitment to building a peaceful world. To all believers and people of good will, I say: Let us not cease to dream of peace and to build peaceful relationships!” These were the words spoken by the Pope in the early summer of 2024.A similar initiative was launched in spring 2019, when the Pope invited the civil and ecclesiastical authorities of South Sudan to a two-day spiritual retreat in the Vatican. Contrary to protocol, Pope Francis knelt before them and kissed the shoes of the South Sudanese leaders:“I implore that the fire of war may be extinguished once and for all.” Peace, according to the Bishop of Rome,“is the first gift that the Lord has given us, and it is the first duty that the leaders of nations must fulfill: peace is the fundamental condition for the respect of the rights of every human being and for the integral development of all peoples.” “Dear brothers and sisters, let us not forget that God has entrusted us, the political and religious leaders, with the task of guiding his people: he has entrusted much to us, and for this very reason he will demand all the more from us! He will ask us to give an account of our service and our office, of our commitment to peace and to the good we have done for the members of our communities, especially the poorest and most marginalised. In other words, he will ask us to give an account of our lives, but also of the lives of others.”“Peace is possible,” it is ‘a great gift from God,’ but it also requires a commitment from people “in dialogue, in negotiation, and in forgiveness.” After his words to the Sudanese leadership, Pope Francis said something similar in an interview regarding the war between Russia and Ukraine: “Stronger is the one who thinks of the people, who has the courage to raise the white flag,” and “when you see that things are not going well, you must have the courage to negotiate,” which does not mean surrender, “negotiating is never surrender.” In Gaza, too, he added on that occasion, there is a conflict that “is involves two, not one. The irresponsible ones are these two who are waging war. Today, with the help of the international powers, we can negotiate. The word negotiate is courageous. We need not be ashamed to negotiate before the situation gets worse.”Parallel to the path of dialogue runs the path of disarmament, from the demand for a ban on nuclear weapons to the condemnation of the arms race, the words of Pope Francis are in perfect continuity with those of his predecessors, from Benedict XV to Benedict XVI. The latter also advocated an end to the arms trade: “I would also say that the importation of arms must finally cease, because without the importation of arms, war could not continue. Instead of importing weapons, which is a grave sin, we should import ideas of peace and creativity; seek solutions that accept everyone in their otherness. We must therefore make visible in the world respect for religions, respect for human beings as creatures of God, and charity as fundamental to all religions.”Pope Francis took up this concept again in 2019 when he received participants at a meeting of relief organizations of the Eastern Churches and said: “Those who have nothing to eat, who have no medical care, who have no school, the orphans, the wounded and the widows raise their voices to heaven. Even if people’s hearts are insensitive, this is certainly not true of God’s heart, which is wounded by the hatred and violence that can erupt among his creatures, and which is always touched and concerned with the tenderness and strength of a protective and guiding father. But sometimes I also think of the wrath of God that will be unleashed on those responsible in countries that talk about peace and sell weapons to wage these wars. This hypocrisy is a sin.”Back in 2014, the Argentine pope had already said in his apostolic letter Evangelii gaudium: “There are economic systems that need to wage war to survive.” He repeated several times that the most profitable investments today are made in arms factories. On several occasions, especially in his Urbi et Orbi messages at Christmas and Easter, he called for weapons to be silenced and proposed the establishment of a world fund against hunger, to be financed with the money earmarked for arms. During the pandemic, while praying the Rosary in St. Peter’s Basilica, he proposed the creation of another fund, this time for research and studies: “Holy Mary, stir consciences so that the enormous sums spent on increasing and perfecting weapons may instead be used to promote adequate studies to prevent similar disasters in the future.”According to the latest figures from the Stockholm International Peace Research Institute (SIPRI) for 2023, global military spending will reach a record high of $2.44 trillion, representing an increase of 6.8% over the previous year.The US spent the most on weapons: $880 billion, followed by China ($309 billion) and Russia ($126 billion). If the military budget is divided by the number of inhabitants, the US spent an average of $2,694 per inhabitant. By comparison, Israel spent $29 billion in 2023, but achieved the highest per capita expenditure in the world: $2,997 per inhabitant.Pope Francis’ words on this subject are illuminating: “Certain decisions are not neutral: spending a large part of the budget on weapons means taking it away from something else, once again taking it away from those who lack the necessities. And that is a scandal. How much is spent on weapons is terrible. We must raise awareness that continuing to spend on weapons defiles the soul, the heart, humanity. What good is it if we all solemnly commit ourselves at the international level to campaigns against poverty, against hunger, against the destruction of the planet, if we then fall back into the old vice of war, into the old strategy of the power of arms, which sets everything and everyone back?   • MIL-OSI Africa: South Africa’s frogs and reptiles get their own list of names in local languages

    Naming all the creatures and plants in nature is no small task. Fortunate Phaka is a zoologist who has conducted the first comprehensive analysis of naming and classification of frogs and reptiles in nine South African cultures. The list includes 136 frog and 407 reptile species that have been scientifically described. He explains why it’s important to record all the species names that people use in their own languages.


    Why did you study the indigenous names of frogs and reptiles?

    I am interested in the interactions between wildlife and people. These interactions include, for example, how people use wildlife in figures of speech, harvesting of wildlife for consumption, and of course how animals are assigned names.

    If everyone’s names for things are known and shared, the ideas behind the names can also be shared, appreciated and valued.

    Conservation planning is improved by consideration of different wildlife perspectives, which is revealed partly by the names that different people give wildlife.

    Knowing local names can provide assurance that people from different cultural backgrounds are talking about the same species.

    In South Africa, for example, there are 11 official spoken languages and scientists use Latin names for species. Most people aren’t familiar with the scientific names.

    That’s why we extended the list of scientific, Afrikaans and English names of South African frogs and reptiles to include names in the country’s other nine official languages.

    How did you go about it, and what did you find?

    The project started as a pilot study in 2016, carried out in the Zululand area of South Africa’s KwaZulu-Natal province, where frog biodiversity is high and Indigenous cultural practices are still part of everyday life. Results of the pilot were published as a book in 2017 and as a scientific publication in 2019.

    Following the success of the pilot study, I collected responses from 287 South African Indigenous language speakers (aged between 25 and 57) using an online questionnaire and in-person interviews while on field trips, and reviewed 18 scientific articles, dissertations and books to study naming practices even further.

    The study shed light on the way people group animals (folk taxonomy) and how that compares with the way scientists group them (scientific taxonomy).

    It became clear that Indigenous language names were often assigned based on unique features of frogs or reptiles, such as the sound they make, how they move or where they are found. Most of these names group several species together based on their similarities. This meant most frog and reptile species did not have Indigenous language names that were unique to them. For example, zoologists have named eight different Reed Frog species from South Africa but these eight species were assigned one Indigenous name that groups them together.

    The organised way of assigning Indigenous names to animals has some similarities to how scientists assign names that are unique to each species. For example, the Grass Frog species are grouped together under the scientific genus Ptychadena, and in IsiZulu the same species are grouped under the name Uvete.     Naming all the creatures and plants in nature is no small task. Fortunate Phaka is a zoologist who has conducted the first comprehensive analysis of naming and classification of frogs and reptiles in nine South African cultures. The list includes 136 frog and 407 reptile species that have been scientifically described. He explains why it’s important to record all the species names that people use in their own languages.


    Why did you study the indigenous names of frogs and reptiles?

    I am interested in the interactions between wildlife and people. These interactions include, for example, how people use wildlife in figures of speech, harvesting of wildlife for consumption, and of course how animals are assigned names.

    If everyone’s names for things are known and shared, the ideas behind the names can also be shared, appreciated and valued.

    Conservation planning is improved by consideration of different wildlife perspectives, which is revealed partly by the names that different people give wildlife.

    Knowing local names can provide assurance that people from different cultural backgrounds are talking about the same species.

    In South Africa, for example, there are 11 official spoken languages and scientists use Latin names for species. Most people aren’t familiar with the scientific names.

    That’s why we extended the list of scientific, Afrikaans and English names of South African frogs and reptiles to include names in the country’s other nine official languages.

    How did you go about it, and what did you find?

    The project started as a pilot study in 2016, carried out in the Zululand area of South Africa’s KwaZulu-Natal province, where frog biodiversity is high and Indigenous cultural practices are still part of everyday life. Results of the pilot were published as a book in 2017 and as a scientific publication in 2019.

    Following the success of the pilot study, I collected responses from 287 South African Indigenous language speakers (aged between 25 and 57) using an online questionnaire and in-person interviews while on field trips, and reviewed 18 scientific articles, dissertations and books to study naming practices even further.

    The study shed light on the way people group animals (folk taxonomy) and how that compares with the way scientists group them (scientific taxonomy).

    It became clear that Indigenous language names were often assigned based on unique features of frogs or reptiles, such as the sound they make, how they move or where they are found. Most of these names group several species together based on their similarities. This meant most frog and reptile species did not have Indigenous language names that were unique to them. For example, zoologists have named eight different Reed Frog species from South Africa but these eight species were assigned one Indigenous name that groups them together.

    The organised way of assigning Indigenous names to animals has some similarities to how scientists assign names that are unique to each species. For example, the Grass Frog species are grouped together under the scientific genus Ptychadena, and in IsiZulu the same species are grouped under the name Uvete.   • MIL-OSI Global: Spider-Man’s lessons for us all on the responsibility to use our power, great or small, to do good

    As a child, I watched reruns of the 1967 Spider-Man cartoon on television. I was drawn to the action and colors and, of course, the catchy tune. This was my early introduction to Spider-Man, as it was for many children who grew up in the 1960s-’80s.

    Spidey, as he is affectionately called, was a huge part of popular culture. The Spider-Man story was first released in 1962 as part of another comic book, Marvel’s Amazing Fantasy (192) #15. A year later he became his own title character, branching out into cartoons, merchandising and feature films. In other words, Spider-Man became ubiquitous.

    With the advent of films featuring him in 2002, however, Spider-Man reached an entirely new level of influence, so much so that academic interest in him increased. I edited a 2021 book in which I wrote a chapter about Spider-Man’s creeds – his main sets of beliefs, or one might say his religion: “Theology and Spider-Man.”

    A phrase that has appeared in various forms in Spider-Man lore – “with great power comes great responsibility” – is an example of such a creedal statement. I examine how this one phrase can resonate with readers and viewers to such a degree that it shapes their everyday lives and makes Spider-Man a moral exemplar to many of us.

    More broadly, however, I believe that as a moral exemplar, Spider-Man exemplifies the struggle for virtue that most of us face every day.

    Spider-Man is relatable

    Moral exemplars are figures who transcend the average human experience, achieving extraordinary feats in pursuit of virtue. They serve as models for others to follow. They can be historical figures or people we interact with every day.

    A 2017 study led by educational psychology scholar Hyemin Han states moral exemplars influence others because their stories seem relevant and attainable. The study shows evidence that people are more likely to respond to a peer’s example of good behavior and be motivated by that. This means that role models who feel relatable to our daily lives tend to have the greatest impact.

    I would argue that Marvel superheroes and the films they have inspired are popular because we see ourselves in these stories. These characters are the sort of moral exemplars that can influence our behavior because we identify with them so closely.

    Spider-Man particularly fits this bill. Peter Parker is a teenager who unexpectedly gains superhuman power. In this transformation, he is forced to struggle with moral behavior on a higher level because he now has newfound abilities to do things normal humans cannot. He can use his powers for good or selfish ends, and the effects are much more damaging than for a normal person.

    Moral exemplars are connected in a fundamental way to virtue ethics – a framework of behavior based in core virtues such as honesty, bravery and kindness. Virtue ethics focuses on building character within versus following a set of rules.

    Moral exemplars are the people who represent virtue ethics in its purest form. They are the most virtuous in their character, displaying what all humans should aspire to when practicing virtue ethics. The virtuous hero is the one we emulate and build our own character around, being a representative of a virtuous life.

    Spidey is a perfect moral exemplar because he is relatable. He is one of us. He has limitations but invites us to work beyond them.

    Morality is Spider-Man’s strength

    In the 2021 film “Spider-Man: No Way Home,” Spidey is confronted with the choice of using his power for good or for revenge. As a portal opens to other dimensions, he encounters a number of villains from past films, including the Green Goblin from the 2002 film.

    In contrast to the Green Goblin, Spidey chooses to use his power for good. Green Goblin kills Aunt May because he wants Spidey to embrace the power he has and use it for selfish means. Aunt May serves as a moral foundation for Peter Parker, and with her gone, perhaps the Goblin sees an opportunity for Spidey to embrace power for power’s sake. He tells Spidey, “Morality is your weakness.”

    Spider-Man must struggle with the temptation to kill the Goblin in a fit of revenge – exactly the kind of self-serving thinking that the Green Goblin himself encourages. Green Goblin is the anti-moral exemplar. He embraces power and vice, while Spidey embraces doing good for others. Earlier in the film, the Goblin states, “Gods don’t have to choose; we take.” For the Goblin, there is no real morality. His power entitles him to any action.

    On the contrary, Spider-Man sees his power as a gift to be used – “with great power comes great responsibility.” Spider-Man continually sacrifices the joy in his life – his relationships, his health and his family – in order to fight villains and protect the innocent. This is practicing virtue ethics at a high level, one that reaches the status of a moral exemplar.

    Spidey’s determination to use his power for good arises out of his origin story in the original narrative found in Amazing Fantasy #15. Spider-Man feels a strong sense of guilt and responsibility due to his uncle’s death, which he feels is the result of his inaction. Thus he is committed to using his power for good.

    At first, he uses his abilities to make money wrestling or finding fame on television. In the aftermath of a television appearance, however, he allows a thief to escape because he doesn’t feel morally responsible to stop him. As the thief escapes, Spidey states, “From now on I just look out for number one – that means – me!” Soon after, he finds that same thief has killed his uncle.

    It is out of this origin story that is born his adoption of the phrase “with great power comes great responsibility.” His uncle’s death was necessary for his moral tranformation.

    Spider-Man shows us that moral responsibility does not go away just because one has power. It is in this lesson that Spider-Man exemplifies morality for us. He becomes a moral exemplar.

  • MIL-OSI Global: Whooping cough is making a comeback, but the vaccine provides powerful protection

    Whooping cough, a bacterial infection that can be especially dangerous for babies and young children, is on the rise. Already in 2025 the U.S. has recorded 8,485 cases. That’s compared with 4,266 cases during the same period in 2024.

    Like measles, which is also spreading at unprecedented levels, whooping cough, more formally known as pertussis, can be prevented by a safe
    and effective vaccine. But with anti-vaccine sentiment increasing and cuts to immunization services, vaccination rates for whooping cough over the past two years have declined in children.

    The Conversation asked epidemiologist Annette Regan to explain why pertussis has become so prevalent and how families can protect themselves from the disease.

    What is pertussis and why is it dangerous?

    Pertussis is a vaccine-preventable disease caused by the bacterium Bordetella pertussis. Researchers in France first identified the B. pertussis bacterium in 1906. The first recorded epidemic of pertussis is thought to have occurred in Paris in 1578.

    Infection can cause an acute respiratory illness characterized by severe and spasmodic coughing spells. The classic symptom of pertussis is a “whoop” sound caused by someone trying to breath during a bad cough. Severe complications of pertussis include slowed or stopped breathing, pneumonia and seizures. The disease is most severe in young babies, although severe cases and deaths can also occur in older children and adults.

    Some doctors call pertussis “the 100-day cough” because symptoms can linger for weeks or even months.

    The World Health Organization estimates that 24.1 million pertussis cases and 160,700 deaths occur worldwide in children under 5 each year. Pertussis is highly contagious. Upon exposure, 80% of people who have not been previously exposed to the bacterium or vaccinated against the disease will develop an infection.

    Fortunately, the disease is largely preventable with a safe and effective vaccine, which was first licensed in the U.S. in 1914.

    How do cases last year and this year compare with past years?

    During the COVID-19 pandemic between 2020 and 2022, pertussis cases were lower than usual. This may have been a result of limited social contact due to social distancing, masking, school closures and lockdown measures, which reduced the spread of disease overall.

    In the past two years, however, pertussis cases have surpassed figures from before the pandemic. In 2024, local and state public health agencies reported 35,435 pertussis cases to the Centers for Disease Control and Prevention – a rate five times higher than the 7,063 cases reported in 2023 and nearly double the 18,617 cases reported in 2019 prior to the pandemic.

    Between October 2024 and April 2025, at least four people in the U.S. have died of pertussis: two infants, one school-age child and one adult.

    Why are pertussis cases rising?

    Although vaccines have resulted in a dramatic decline in pertussis infections in the U.S., incidence of the disease has been rising since the 1990s, except for a brief dip during the COVID-19 pandemic.

    Before the start of routine childhood vaccination for pertussis in 1947, its rates hovered between 100,000 and 200,000 cases per year. With vaccines, rates plunged under 50,000 annually by the late 1950s and under 10,000 per year in the late 1960s. They reached a low of 1,010 cases in 1976.

    Starting in the 1980s and 1990s, however, the U.S. and several other countries have been seeing a steady resurgence of pertussis cases, which have exceeded 10,000 cases in the U.S. every year from 2003 to 2019. They dropped again during the pandemic until last year’s resurgence.

    There is no single explanation for why cases have been rising recently, but several factors probably contribute. First, pertussis naturally occurs in cyclic epidemics, peaking every two to five years. It is possible that the U.S. is headed into one of these peaks after a period of low activity between 2020 and 2022. However, some scientists have noted that the increase in cases is larger than what would be expected during a usual peak.

    Some scientists have noted that this apparent resurgence correlates with a change in the type of vaccine used in children. Until the 1990s, the pertussis vaccine contained whole, killed B. pertussis bacteria cells. Whole-cell vaccine can stimulate a long-lasting immune response, but it is also more likely to cause fever and other vaccine reactions in children.

    In the 1990s, national vaccine programs began to transition to a vaccine that contains purified components of the bacterial cell but not the whole cell. Some scientists now believe that although this partial-cell vaccine is less likely to cause high fevers in children, it provides protection for a shorter time. Immunity after whole-cell vaccination is thought to last 10-12 years compared with three to five years after the partial-cell vaccine. This means people may become susceptible to infection more quickly after vaccination.

    Vaccination rates are also not as high as they should be and have started falling in children since 2020. In the U.S., the percent of kindergartners who are up to date with recommended pertussis vaccines has declined from 95% during the 2019-20 school year to 92% in the 2023-24 school year. Even fewer adolescents receive a booster dose.

    How can people protect themselves and their families?

    Routine vaccination for children starting in infancy followed by booster doses in adolescents and adults can help keep immunity high.

    Public health experts recommend that children receive five doses of the pertussis vaccine. According to the recommendations, they should receive the first three doses at 2, 4 and 6 months of age, then two additional doses at 15 months and 4 years of age, with the aim of providing protection through early adolescence.

    Infants younger than 6 weeks are not old enough to get a pertussis vaccine but are at the greatest risk of severe illness from pertussis. Vaccination during pregnancy can offer protection from birth due to antibodies that pass from the mother to the developing fetus. Many countries, including the U.S., now recommend that women receive one dose of pertussis vaccine between the 27th and 36th week of every pregnancy to protect their babies.

    To maintain protection against pertussis after childhood, a booster dose of pertussis vaccine is recommended for adolescents at 11 to 12 years of age. The CDC recommends that all adults receive at least one booster dose.

    Because immunity declines over time, people who are in contact with infants and other high-risk groups, such as caregivers, parents and grandparents, may benefit from additional booster doses. When feasible, the CDC also recommends a booster dose for adults 65 years and older.

    Vaccine safety studies over the past 80 years have proven the pertussis vaccine to be safe. Around 20% to 40% of vaccinated infants experience local reactions, such as pain, redness and swelling at the vaccination site, and 3% to 5% of vaccinated infants experience a low-grade fever. More severe reactions are much less common and occur in fewer than 1% of vaccinated infants.

    The vaccine is also highly effective: For the first year after receiving all five doses of the pertussis vaccine, 98% of children are protected from pertussis. Five years after the fifth dose, 65% of vaccinated children remain protected.

    Booster vaccination during adolescence protects 74% of teens against pertussis, and booster vaccination during pregnancy protects 91% to 94% of immunized babies against hospitalization due to pertussis.

    Families can talk to their regular health care providers about whether a pertussis vaccine is needed for their child, themselves or other family members.

  • MIL-OSI Global: How Trump promotes a radical, unscientific theory about sex and gender in the name of opposing ‘gender ideology extremism’

    The Trump administration claims to be rooting out “gender ideology extremism” and “restoring biological truth” in the United States.

    In a January 2025 executive order, President Donald Trump decreed that there are only two genders – male and female – and that anyone who believes differently denies “the biological reality of sex.”

    Yet as a gender studies scholar, I know what the science really says about gender and sex.

    Most researchers in my field, as well as those in other disciplines such as sociology and biology, agree that biological sex is vastly more complicated than solely the two variants of male and female. Sexual diversity has been documented among all animals, including humans.

    Trump’s claim otherwise is itself a gender “ideology” – that is, a set of beliefs and values about gender.

    Sex and gender are not the same thing

    Experts in many disciplines have shown how gender is different from sex. Sex refers to bodily attributes such as genitals, hormones and chromosomes; gender is made up of the norms, roles, behaviors and expectations people are supposed to comply with based on the culture and society they live in.

    As such, gender is socially constructed – that is, defined by a community’s beliefs and rituals. In other words, gender does not follow biology. Instead, people have what’s called a “gender identity” – an internal sense of themselves as masculine, feminine or somewhere in-between.

    There are many ways in which gender and sex don’t necessarily line up.

    Among humans, a conservative estimate by the United Nations suggests that up to 1.7% of the world’s population are intersex, meaning their bodies vary from what has been labeled typical combinations of chromosomes, hormones and genitals.

    Intersex rights advocates have long pushed for medical treatment that reflects this fact, rather than common expectations of the human body. Recognition of gender and sex diversity can significantly reduce the stigma and trauma of being an intersex person.

    In the animal kingdom, female spotted hyenas have a penis. Male seahorses get pregnant.

    It took biologists a long time to figure out that some male animals do things that defy socially determined understandings of masculinity. But once they did, groundbreaking insights into the complexity of evolutionary processes have emerged.

    By labeling the concept of gender identity as an “ideology,” the Trump administration has reduced all people – but especially transgender and nonbinary people – to a belief system, ignoring their complex human identities.

    What is gender ideology, really?

    Trump’s executive order on gender is itself based on a gender ideology called “biological determinism” – the belief that there are only two genders and that the sex assigned at birth permanently determines one’s role in society.

    This ideology dismisses research and data that document the complexity of human life. This can have serious social consequences.

    Because adherents of biological determinism see sex and gender as one and the same, they generally want to ban puberty blockers, hormone therapy and other gender-affirming health care for trans youth. These are important and sometimes lifesaving treatments; the Trump administration and other adherents of their ideology dismiss them as medical malpractice.

    The executive order also claims that enforcing a rigid male-female divide will keep women and girls safe because bathrooms and domestic violence shelters become dangerous for women when transgender people are allowed to use them.

    Research has consistently debunked this notion. Privacy and safety problems have not increased due to the legal recognition of transgender individuals. There is no evidence that cisgender women – that is, those assigned female at birth – should fear violence committed against them by transgender women.

    Biology is not destiny

    Much of my academic work has focused on how societies rooted in biological determinism tend to be patriarchal. They are designed by men for the benefit of men, and men hold most positions of authority.

    Patriarchal countries, including the U.S., tend to value masculinity over femininity. Political and religious leaders, the media and social norms suggest women are weaker than men, more emotional and better suited for care work. As a result, they portray women as less effective leaders than men.

    Historically, these societies have limited women’s sphere of influence to the household. That, in turn, prevented them from widespread access to, and success in, economic, religious and political leadership positions, just to name a few.

    U.S. feminists in the 1960s and 1970s protested the idea that a person’s body should dictate what they can and cannot do with their life. Back then, patriarchal beliefs restricted women’s participation in sports – they weren’t allowed to run marathons – and jobs, with fields such as practicing law and surgery essentially off-limits.

    Women in the U.S. also lacked full bodily autonomy for much of the 20th century. Access to contraception was limited, and terminating a pregnancy was illegal.

    By the 1980s, women had succeeded in convincing much of U.S. society that they had the same abilities and should enjoy the same rights as men. By the early 2000s, they had made great strides toward attaining equality in education, career choice and reproductive freedom, among others.

    Trans people began making similar progress in the 2010s.

    Moving backward

    As the Trump administration reverts to a simplistic interpretation of sex and gender, public debate on these basic social and political rights is reemerging.

    There is legislation at the state and federal level banning transgender women athletes from participating in sports, bills that would make it a crime to identify as transgender and challenges to women serving in combat roles in the U.S. military.

    Abortion, established as a constitutional right in 1973, had that constitutional protection reversed in 2022. Abortion is now outlawed in 12 states; others severely limit the ability to get the procedure.

    To enforce Trump’s “gender ideology” executive order, the Department of Veterans Affairs is phasing out gender-affirming health care. The Centers for Disease Control and Prevention temporarily scrubbed data about women’s health that has been vital in raising public awareness and fueling ongoing research into aspects of women’s health, such as safe forms of contraception.

    The administration’s policies and ideas are ingrained in a gender ideology that predates the feminist movement of the mid-20th century.

    When asked in court during proceedings in lawsuits challenging the constitutionality of Trump’s executive order, lawyers representing the Trump administration have repeatedly failed to define what exactly the administration is referring to with the term “radical gender ideology.”

    One lawyer, when prompted by a judge, replied that he was “loathe to speculate” what the president means by the phrase.

    In my assessment, the administation’s inability to define “gender ideology” is a meaningful signal. The Trump administration is pursuing, in essence, its own gender ideology masked as anti-gender ideology.

    Thank you, Mr. Fernandez, for that generous introduction. And good evening to the distinguished guests who joined the dinner tonight, including President Lateef and Mr. Euywhan Kim, Korean Consul General in New York. Your warm welcome means more than I can express.

    For over a century, the Foreign Policy Association has been a leader in promoting international collaboration through public dialogue and education. Its role as a nonpartisan forum for intellectual discourse is more important than ever today, as the world experiences a rising political divide, geopolitical tensions, and global fragmentation.

    I’m deeply humbled and honored to receive this award from the FPA, and especially feel undeserving when I consider past awardees like Chairman Volcker, President Trichet, Managing Director Georgieva, and many others. Also, sharing this award ceremony with the Secretary-General of the OECD, the Honorable Mathias Cormann, makes it even more special.

    On a personal note, this medal holds a very special meaning within my family. When I got married, I made a joke to my wife, saying, “As I’ll devote my whole life to promoting world peace, you need to take care of everything else for our family.” I thank the FPA for vindicating my joke and justifying the many evenings I’ve spent away from my wife and children. 

    Acknowledging Global and Korean Headwinds

    Currently, we are facing heightened uncertainties. Globally, despite some easing of post-pandemic inflation, trade tensions are intensifying and geopolitical risks persist, reshaping supply chains and deepening global fragmentation, or reglobalization. They have triggered the global financial market turbulence and slowed down global growth. My understanding is that the IMF is going to consider lowering its world economic outlook significantly tomorrow.

    Korea is not an exception. As an export-driven economy, it is particularly vulnerable to these external headwinds. Tariffs directly reduce our exports. And, given our deep integration with key supply chain partners, our semiconductor production in Vietnam, electronics and automobile manufacturing in Mexico, and battery production in Canada will all likely be significantly affected. At the same time, weak demand from China-which accounts for over 19% of Korea’s exports-is expected to further weigh on our economy.

    To make matters worse, current challenges have been especially difficult for Koreans. As you may know, political uncertainty intensified following the former president’s declaration of martial law late last year. After about five months of turbulence, we now hope that the Constitutional Court’s recent upholding of the impeachment, along with the upcoming presidential election in June, will help settle this uncertainty behind us.

    Nevertheless, “Every cloud has a silver lining.” These political events also demonstrated the powerful resilience of Korean democracy.

    There had been moments of unrest and deep confrontation among citizens with differing political views. However, the situation was resolved peacefully and constitutionally, and now we are advancing toward the presidential election.

    Political Polarization and Central Bank Independence

    One thing that I learned as a central banker during this period of political turmoil is the importance of central bank independence-but from a different angle.

    We usually understand central bank independence to mean freedom from government interference or fiscal dominance. However, navigating through recent political challenges has made it clear to me that independence from politics is much more vital.

    This is particularly true in deeply divided political environments such as Korea right now, where the presidency and parliamentary majority are decided by only a narrow margin of the popular vote.

    Governments are appointed by an elected power. By this very nature, during times of heightened political tension, any policy decisions and announcements by governments are often filtered through a political lens and struggle to gain broad trust.

    In contrast, a central bank, as Paul Tucker describes it, is an “Unelected Power”-more free from political preference and generally perceived as politically neutral. This allowed us to communicate balanced and apolitical assessments of economic conditions, such as the economic impact of political instability, along with policy recommendations when they were most needed.

    Independence with Flexibility

    Of course, as Paul Tucker rightly points out in his book, central banks must not exploit the privileges that come with their independence.1 He argues that central banks should strictly confine themselves to a narrow interpretation of their mandate, which includes price stability and political neutrality in general.

    I agree with the spirit of that argument. But I also believe that some degree of flexibility is necessary-particularly in unexpected extreme situations, such as the political instability that Korea just experienced or crises like the pandemic.

    Let me recall a conversation I had with a central bank governor from emerging Asia when I served as the IMF’s Asia-Pacific Department Director. As many of you know, avoiding fiscal deficit monetization is generally considered one of the non-negotiable mandates of central banks.

    However, in 2020, at the height of the COVID-19 crisis, that central bank took the unusual step of purchasing government bonds in the primary market under the spirit of shared burden with the government. As the governor explained to me, it was seen as inevitable to help those suffering from COVID-19, given the unusually large need for fiscal support, the limited financial market depth, and the importance of protecting sovereign credit rating.

    Fortunately, the temporary deviation from text book central bank principles turned out to be a happy ending: the country navigated the COVID crisis without damaging its creditworthiness and returned to its pre-pandemic deficit target within two years as planned.

    Fundamental concerns about deficit monetization remain valid. However, this case demonstrates how limited, temporary policy flexibility may be necessary depending on the specific nature of economic crisis and the maturity of capital markets.

    Likewise, while leading the central bank through recent political turmoil, I often faced situations where my statements could be misinterpreted as political. For example, when both parties held opposing views on fiscal policy during the impeachment process and incoming election, discussing fiscal stimulus risked appearing partisan. Yet as central bank governor, I could not remain silent on its necessity, for two reasons.

    First, after the martial law declaration, domestic demand was falling faster than expected. Some degree of fiscal stimulus was needed to alleviate a sharp decline in major market players’ economic forecasts early in the year. Second, a bipartisan fiscal package seemed to be the best tool to send the message to global investors that Korea’s economy operates independently of political divisions and to protect our credit rating.

    While my public advocacy for fiscal stimulus created some controversy over political neutrality as expected, I believe that my decisions will stand the test of time. Yes, central bankers must be politically neutral, but as Keynes said of his mentor Marshall, economists need to be “sometimes as near the earth as a politician.”

    U.S.-Korea Relationship & Closing

    Before I close, I would like to take a moment to highlight the enduring importance of the U.S.-Korea relationship, especially in the presence of many distinguished American leaders here tonight.

    Since Korea’s liberation in 1945, the U.S. and Korea have stood together as trusted allies, sharing common values, such as freedom, democracy, peace, and prosperity.

    I mentioned the resilience of Korean democracy earlier in my remarks, and indeed, the U.S. has always remained alongside us throughout our democratic journey. At a critical crossroads in history, it helped guide Korea away from communism and toward democracy. Especially for the Bank of Korea, it also provided instrumental support in shaping our legal foundations-most notably, the Bank of Korea Act.

    Despite the leadership transition and the complex geo-economic landscape in Korea, I remain confident that the U.S.–Korea relationship will be taken to the next level. I believe the ongoing support of those in this room will be truly invaluable.

    How will the mortgage lending market change in 2025?

    Experts’ forecast for issuance mortgage loans in Russia is disappointing – experts expect the worst result since 2016. As expected, in 2025:

    the number of executed mortgage agreements will decrease to 800 thousand, which will be 40% lower than last year’s level; the amount of issued loans will amount to 3.7 trillion rubles – a drop of almost 30%; the average bill will increase above 4 million rubles (a year earlier – 3.7 million rubles); an increase in the average payment is expected by 13% – up to 35 thousand rubles per month; the total volume of the banks’ mortgage portfolio, taking into account existing loans, will increase above the 20 trillion ruble mark.

    However, the forecast only takes into account the current situation without significant upheavals in the industry – it is based on a key rate of 18-21%: in the presence of shock events, the changes may be even more significant.

    Why are mortgage loans being issued in Russia decreasing?

    Negative dynamics in the mortgage loan segment have been observed since mid-2024, amid the cancellation of the preferential mortgage program in new buildings. The decrease in demand for housing loans is due to the following factors:

    high interest rates, often exceeding 30%; worsening conditions for government-supported programs; tightening regulation of the industry by the Central Bank of the Russian Federation; popularity of installment programs from developers – such loans already account for up to 50% of all contracts; continuing growth in housing prices – apartments are becoming less and less affordable.

    “It is not profitable for Russians to take out mortgage loans – now many families planning to buy housing prefer to open savings accounts and deposits, expecting a reduction in rates in the industry,” experts emphasize.

    Current borrowers have also changed their payment behavior – early mortgage repayment is becoming less and less popular, and by the end of 2025, only 2% of contracts will be closed ahead of schedule. Russians have fewer and fewer incentives to repay loans early, especially against the backdrop of favorable conditions for savings products.

    When will demand for mortgages among Russians recover?

    It is definitely not worth expecting even a partial recovery of the industry in the coming months. As the survey results show, most Russians are ready to take out a mortgage if market rates fall to 15-18% per annum. Every fifth borrower in the Russian Federation is willing to consider getting a loan even at 20%, and every tenth citizen is waiting for a reduction to 10%.

    However, there are no prerequisites for such a serious revision of the conditions on the part of banks no – the regulator has been keeping the key rate at the current level for several meetings in a row. The transition to easing monetary policy is expected in the second half of 2025, provided that inflation does not exceed the forecast values, but even in this case, one should not expect a sharp reduction in the rate.

  • MIL-OSI United Kingdom: City families reminded to check vehicle hire companies during Prom season

    City of Wolverhampton Council’s licensing team is working with schools and other councils across the region to alert families to potential risks.

    Officers are warning that not all companies that advertise the services of stretched limousines and other luxury or performance vehicles are licensed.

    The following advice is being issued so people can be sure that the vehicle being booked is safe and legal. The type of checks needed depend on how many passenger seats the vehicle has.

    Advice includes:

    • companies hiring out a vehicle and driver with fewer than nine seats may require a private hire vehicle operators licence from City of Wolverhampton Council. Ask the company if they are licensed and which local authority licenses them, then contact that authority to confirm
    • parents/carers can also check to see if they are licensed online at Taxi licences by clicking ‘Online Licence Registers’ and then selecting ‘Operators’
    • companies hiring out a limousine with a driver with nine passenger seats or more must have a public service vehicle (PSV) operator licence, issued by a Traffic Commissioner. You can check online at GOV.UK.
    • if the company doesn’t have a licence, it could be operating illegally. You can report this at Taxi Complaints – Report a taxi driver or by calling 01902 55 TAXI (01902 558294)
    • officers warn that extra care is needed when booking services advertised on social media as this is where the unlicensed trade primarily operates.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “Prom nights are special occasions for young people to get together and celebrate all that they have achieved.

    “Unfortunately, we are aware that there may be unscrupulous companies looking to take advantage at this time of year. The driver may not have had a criminal record check or the vehicle may not be roadworthy. In addition, unlicensed vehicles and drivers won’t be insured.

    “Hiring a vehicle and driver that hasn’t been properly vetted and licensed could put your child and their friends at risk.

    “Please consider making checks on the company you are thinking of hiring from to make sure everyone has fun and stays safe on Prom night.”

  • MIL-Evening Report: Election Diary: Albanese will be encouraged by ‘Trump’ effect in helping Canadian Liberals to victory

    Labor will be encouraged by the Liberals’ victory in Canada’s election, undoubtedly much helped by US President Donald Trump.

    Trump’s extraordinary attack on the United States’ northern ally, with his repeated suggestion Canada should be the 51st American state, galvanised voters. Former banker Mark Carney, seen as best able to deal with Trump, won the internal race to succeed Justin Trudeau as PM, and now has clinched the election. The Conservatives, favourites a few months ago, couldn’t compete.

    The Trump factor is not so dramatic in our election, but it is present and working for Labor. In a time of instability, some potential swinging voters are more inclined to opt for the status quo.

    Anthony Albanese said on Tuesday, “Mark Carney has stood for Canada’s national interests, just as I stand up for Australia’s national interest”.

    Australians don’t like Trump or his policies. A recent Lowy poll found people’s trust in the US to act responsibly in the world has dropped 20 points in a year, although they were nearly equally divided on whether Albanese or Peter Dutton would be better to handle the US and Trump.

    After initially thinking Trump’s election could assist the Coalition, Dutton has not been able to shake off the “Trump factor” since it became clear it was a drag.

    Meanwhile, Dutton was having another difficult day on the campaign trail on Tuesday. His electorate office had been vandalised (again) in the early hours. Then, when he visited a sporting ground in the highly marginal seat of Gilmore on the NSW south coast, three local unionists, outfitted in protective gear, turned up to play for the cameras at finding a spot for a nuclear reactor.

    In Gilmore former NSW transport minister Andrew Constance is making another run, after being narrowly pipped by Labor at the 2022 election.

    Dutton had planned to hold his news conference at the ground, but cancelled it and moved on. When the press conference finally happened, it was short but not sweet. Both leader and press pack were, by that stage, tetchy.

    Unlike his unfortunate experience on Sunday with the price of eggs, Dutton did pass the test when asked the inflation rate. He quickly answered 2.7%. This is not the headline rate, which is 2.4%, but it is the trimmed mean rate. That’s the rate preferred by the Reserve Bank, so he would get a tick from Governor Michele Bullock, even if his choice caused some confusion in the media. On Wednesday we get the March quarter CPI figures.

    How the leaders’ debates rated

    Nine won by a whisker the “ratings” contest among TV stations in the leaders’ debates, followed by the ABC. These are considered high figures for election debates. What we don’t know is how many viewers watched all four debates. Now that took some stamina!

    How voters rate former PMs

    Essential Research’s latest poll has an interesting table of people’s ratings of former prime ministers, with John Howard and Bob Hawke filling the first two spots.

    Howard, 85, remains in demand for Liberal campaigning. Speaking to The Conversation, he reels off quite a round of seats he’s visited, including Curtin, Tangey, Bullwinkel and Hasluck in Western Australia (all in a day and a half); Wentworth, Mackellar, Robertson, Warringhah and Bennelong (his old seat) in NSW, and Bruce in Melbourne. He agrees the campaign cycle is faster these days, but he obviously still relishes the smell of the political grease paint.

    President Lai delivers remarks at International Holocaust Remembrance Day event
    On the afternoon of April 23, President Lai Ching-te attended an International Holocaust Remembrance Day event and delivered remarks, in which he emphasized that peace is priceless, and war has no winners, while morality, democracy, and respect for human rights are powerful forces against violence and tyranny. He said we must never forget history, and must overcome our differences and join in solidarity to ensure that the next generations live in a world that is more just and more peaceful. Upon arriving at the event, President Lai heard a testimony from the granddaughter of a Holocaust survivor, followed by a rabbi’s recitation of the prayer “El Maleh Rachamim.” He then joined other distinguished guests in lighting candles in memory of the victims. A transcript of President Lai’s remarks follows: To begin, I want to thank the Israel Economic and Cultural Office (ISECO) in Taipei, German Institute Taipei, Taiwan Foundation for Democracy, and Ministry of Foreign Affairs for co-organizing this deeply significant memorial ceremony again this year. I also want to thank everyone for attending. We are here today to remember the victims of the Holocaust, express sympathy for the survivors, honor the brave individuals who protected the victims, and acknowledge all who were impacted by this atrocity. It was deeply moving to hear Ms. [Orly] Sela share the story of how her grandmother, Yehudit Biksz, escaped the Nazi regime. I want to thank her specially for traveling so far to attend this event. From the 1930s through World War II, the Nazi regime sought to exclude Jewish people from society. In their campaign, they perpetrated systematic genocide driven by their ideology. Policies and directives under the authoritarian Nazi regime resulted in the deaths of approximately 6 million Jews. Millions of others were persecuted, including Romani people, persons with disabilities, the gay community, and anyone who disagreed with Nazi ideology. It is one of the darkest chapters in human history. Many countries, including Taiwan, have enacted anti-massacre legislation, and observe a remembrance day each year. Those occasions help us remember the victims, preserve historical memory, and most importantly, reinforce our resolve to fight against hatred and discrimination. Twenty-three years ago, Chelujan (車路墘) Church in Tainan founded the Taiwan Holocaust Memorial Museum. It is the first Jewish museum in Taiwan, and the second Holocaust museum in Asia. Its founding mission urges us to forget hatred and love one another; put an end to war and advocate peace. Many of the exhibition items come from Jewish people, connecting Taiwan closer with Israel and helping Taiwanese better understand the experiences of Jewish people. In this way, we grow to more deeply cherish peace. When I was mayor of Tainan, I took part in an exhibition event at Chelujan Church. I was also invited by the Israeli government to join the International Mayors Conference in Israel, where I visited the World Holocaust Remembrance Center. I will never forget how deeply that experience moved me, and as a result, peace and human rights became even more important issues for me. These issues are valued by Taiwan and our friends and allies. They are also important links connecting Taiwan with the world. Peace is priceless, and war has no winners. We will continue to expand cooperation with democratic partners and safeguard regional and global peace and stability. We will also continue to make greater contributions and work with the international community to defend democracy, freedom, and human rights. This year also marks the 80th anniversary of the end of World War II. However, we still see wars raging around the world. We see a resurgence of authoritarian powers, which could severely impact global democracy, peace, and prosperous development. Today’s event allows for more than reflection on the past; it also serves as a warning for the future. We are reminded of the threats that hatred, prejudice, and extremism pose to humanity. But we are also reminded that morality, democracy, and respect for human rights are powerful forces against violence and tyranny. We must never forget history. We must overcome our differences and join in solidarity for a better future. Let’s work together to ensure that the next generations live in a world that is more just and more peaceful.     President Lai pays respects to Pope Francis  
    On the morning of April 23, President Lai Ching-te visited the Taipei Archdiocesan Curia to pay respects in a memorial ceremony for His Holiness Pope Francis. As officiant of the ceremony, President Lai burned incense and presented flowers, fruits, and wine to pay his respects to Pope Francis. At the direction of the master of ceremonies, the president then bowed three times in front of Pope Francis’s memorial portrait, conveying his grief and deep respect for the late pope. After hearing of Pope Francis’s passing on April 21, President Lai promptly requested the Ministry of Foreign Affairs to express sincere condolences from the people and government of Taiwan to the Vatican. The president also instructed Minister of Foreign Affairs Lin Chia-lung (林佳龍) to convey condolences to the Holy See’s Apostolic Nunciature in Taiwan.

    President Lai meets US CNAS NextGen fellows
    On the morning of April 23, President Lai Ching-te met with fellows from the Shawn Brimley Next Generation National Security Leaders Program (NextGen) run by the Center for a New American Security (CNAS). In remarks, President Lai thanked the government of the United States for continuing its arms sales to Taiwan over the years, supporting Taiwan’s efforts to enhance its national defense capabilities and jointly maintaining peace and stability in the Indo-Pacific region. The president pointed out that we will promote our “Taiwan plus one” policy, that is, new arrangements for Taiwan plus the US, and form a “Taiwan investment in the US team” to expand investment and bring about even closer Taiwan-US trade cooperation, allowing us to reduce the trade deficit and generate development that benefits both sides. A translation of President Lai’s remarks follows: Ms. Michèle Flournoy, chair of the CNAS Board of Directors, is a good friend of Taiwan, and she has made major contributions to Taiwan-US relations through her long-time efforts on various aspects of our cooperation. I am happy to welcome Chair Flournoy, who is once again leading a NextGen Fellowship delegation to Taiwan. Facing military threats from China, Taiwan proposed the Four Pillars of Peace action plan. First, we are actively implementing military reforms, enhancing whole-of-society defense resilience, and working to increase our defense budget to more than 3 percent of GDP. Second, we are strengthening our economic resilience. As Taiwan’s economy must keep advancing, we can no longer put all our eggs in one basket. We are taking action to remain firmly rooted in Taiwan while expanding our global presence and marketing worldwide. In these efforts, we are already seeing results. Third, we are standing side-by-side with other democratic countries to demonstrate the strength of deterrence and achieve our goal of peace through strength. And fourth, Taiwan is willing, under the principles of parity and dignity, to conduct exchanges and cooperate with China towards achieving peace and stability in the Taiwan Strait. This April 10 marked the 46th anniversary of the enactment of the Taiwan Relations Act. We thank the US government for continuing its arms sales to Taiwan over the years, supporting Taiwan’s efforts to enhance its national defense capabilities and jointly maintaining peace and stability in the Indo-Pacific region. We look forward to Taiwan and the US continuing to strengthen collaboration on the development of both our defense industries as well as the building of non-red supply chains.     President Lai meets US delegation from Senate Foreign Relations Subcommittee on East Asia and the Pacific
    On the afternoon of April 18, President Lai Ching-te met with a delegation led by Senator Pete Ricketts, chairman of the United States Senate Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy. In remarks, President Lai said we hope to promote our Taiwan plus one policy, that is, new industrial arrangements for Taiwan plus the US, to leverage the strengths of both sides and reinforce our links in such areas as the economy, trade, and technological innovation. The president said that by deepening cooperation, Taiwan and the US will be better positioned to work together on building non-red supply chains. He said a more secure and sustainable economic and trade partnership will allow us to address the challenges posed by geopolitics, climate change, and the restructuring of global supply chains. A translation of President Lai’s remarks follows: I warmly welcome you all to Taiwan. I want to take this opportunity to especially thank Chairman Pete Ricketts and Ranking Member Chris Coons for their high regard and support for Taiwan. Chairman Ricketts has elected to visit Taiwan on his first overseas trip since taking up his new position in January. Ranking Member Coons made a dedicated trip to Taiwan in 2021 to announce a donation of COVID-19 vaccines on behalf of the US government. He also visited last May, soon after my inauguration, continuing to deepen Taiwan-US exchanges. Thanks to support from Chairman Ricketts and Ranking Member Coons, the US Congress has continued to introduce many concrete initiatives and resources to assist Taiwan through the National Defense Authorization Act and Consolidated Appropriations Act, bringing the Taiwan-US partnership even closer. For this, I want to again express my gratitude. There has long been bipartisan support in the US Congress for maintaining security in the Taiwan Strait. Highlighting that Taiwan has long been a friend and partner of the US, he said their bipartisan delegation to Taiwan emphasizes long-time bipartisan support in the US Congress for Taiwan, and though administrations change, that bipartisan support remains. Chairman Ricketts stated that the US is committed to peace and stability in the Indo-Pacific and that they want to see peace across the Taiwan Strait. He also stated that the US opposes any unilateral change in the status of Taiwan and that they expect any differences between Taiwan and China to be resolved peacefully without coercion or the threat of force. To that end, he said, the US will continue to assist Taiwan in its self-defense and will also step up by bolstering its own defense capabilities, noting that there is broad consensus on this in the US Congress. Chairman Ricketts stated that they want to see Taiwan participate in international organizations and memberships where appropriate, and encourage Taiwan to reach out to current and past diplomatic allies to strengthen those bilateral relationships. He pointed out that the long economic relationship between the US and Taiwan is important for our as well as the entire world’s security and prosperity. He also noted that there are many opportunities for us to continue to grow the economic relationship that will help create more prosperity for our respective peoples and ensure that we are more secure in the world. Chairman Ricketts emphasized that they made this trip early on in the new US administration to work with Taiwan to develop three points: security, diplomatic relations, and the economy. He stated that in the face of rising aggression from communist China, the US will provide commensurate help to Taiwan in self-defense and that they will continue to provide the services and tools needed. In closing, Chairman Ricketts once again thanked President Lai for the hospitality and said he looks forward to dialogue on how we can continue these relationships. Ranking Member Coons then delivered remarks. Mentioning that their delegation also visited the Philippines on this trip, he said that there and in Taiwan, they have been focused on peace, stability, and security, and the ways for deepening and strengthening economic and security relations. He noted that 46 years ago, the US Senate passed the Taiwan Relations Act, adding that it was strongly bipartisan when enacted and that support for it is still strongly bipartisan today. Its core commitment, he said, is that the US will be engaged and will be a partner in ensuring that any dispute or challenge across the strait will be resolved peacefully, and that Taiwan will have the resources it needs for its self-defense. Ranking Member Coons said that between people, friendships are deepest and most enduring when they are based not just on interests but on values, and that the same is true between the US and Taiwan. Free press, free enterprise, free societies, democracy – these core shared values, he said, anchor our friendship and partnership, making them deeper. He remarked that they are grateful for the significant investment in the US being made by companies from Taiwan, but what anchors our partnership, in addition to these important investments and investments being made by Taiwan in its own security, are the values that mobilize our free-enterprise spirit and our commitment to free societies. In Europe in recent years, Ranking Member Coons said, an aggressive nation has tried to change boundaries and change history by force. He said that the US and dozens of countries committed to freedom have come to the aid of Ukraine to defend it, help it stabilize, and secure its future. So too in this region of the world, he added, the US and a bipartisan group in the US Senate are committed to stable, secure, peaceful relations and to deterring any unilateral effort to change the status quo by force. In closing, he said he is grateful for a chance to return to Taiwan after the pandemic and that he looks forward to our conversation, our partnership, and the important work we have in front of us.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     Madagascar: Improving Infrastructure Resilience to Reduce Climate-Related Economic Losses

    One of the world’s largest islands, located in the tropical south-west Indian Ocean, Madagascar needs new roads, schools, electricity networks, and more to lift large portions of its 30 million population out of poverty. But even as it builds this new infrastructure, its progress remains fragile. Tropical cyclones and other extreme hazard events can wipe out these development gains, and climate change multiplies that threat. 

    Four cyclones

    in 2022 affected or displaced half a million people and flooded over 200 000 hectares of agricultural lands.

    Nation-wide impact:

    50,000 homes destroyed
    10,000 classrooms wrecked
    40 roads blocked

    The damage

    was equal to almost 5% of Madagascar’s GDP, increasing the poverty rate of affected households by 27%.

    The challenge is significant. Madagascar is the world’s fourth largest island, and its relatively small population is spread out, much of it in rural hard-to-access areas. Most villages are isolated and they lack access to decent roads, drinking water or electricity, preventing sustainable development and poverty reduction too. Rapid population growth increases the pressure to build new infrastructure fast, but Madagascar must also find new ways to protect its transport networks, energy supplies, water supplies, and more from the growing threat of climate change. 

    Building resilience into infrastructure will bring significant benefits. Madagascar’s infrastructure currently suffers damage worth roughly USD 100 million each year. Cyclones account for 85 percent of this damage and are expected to increase with climate change.  

    With that in mind, Madagascar has become one of four countries – together with Bhutan, Chile, and Tonga – to pioneer the Global Methodology for Infrastructure Resilience Review. Developed by the UN Office for Disaster Risk Reduction (UNDRR) and the Coalition for Disaster Resilient Infrastructure (CDRI), the methodology helps countries to identify and prioritize strategies that will make their infrastructure more resilient through a five-step approach.

    The roadmap for infrastructure resilience in Madagascar is a key strategic document, as it outlines a comprehensive action plan aimed at minimising disaster risks in the country,” he adds.

      The methodology follows five steps: Map institutional governance and identify key stakeholders; Review existing policies and regulations; Detect vulnerabilities through a stress-testing analysis; Assess current resilience through the Principles of Resilient Infrastructure; then Develop an implementation plan and produce a final report.

      As part of that process, Madagascar hosted multiple workshops, that were accompanied by an assessment of institutions and regulations, analysis of sector-specific risks, and an evaluation of current practices too. 

      Countries need access to forward-looking information and for infrastructure systems, this means assessing the risks of interconnected infrastructure systems. The final “Roadmap for Infrastructure Resilience in Madagascar” identified nearly 50 measures to enhance the country’s infrastructure resilience.

      The process integrates and complements work by Madagascar’s Cellule de Prévention et d’appui à la Gestion des Urgences (CPGU) to improve construction standards against cyclones, floods, and other hazards. It also brought in a wider range of stakeholders from the disaster risk, climate change, construction and planning, and investment sectors.

      “With this new way of looking by zooming out, we have more of an overall vision of everything that makes infrastructure vulnerable,” Randrianandrasana Lila Norolalaina, Head of Disaster Risk Reduction at the Ministry of Education, says.

      Together, these stakeholders looked at six specific sectors – transport, energy, water, telecommunications, health and education – analyzing them against ten key hazards. Cyclones account for most of Madagascar’s recorded losses, but floods, rising sea levels, variations in rainfall patterns, and heatwaves also have an impact. 

      Cascading disasters were central to the analysis, since a failure in one infrastructure sector can spread to others. Electricity failure impacts communication, transportation, and water supply systems, for example. And pumping equipment loses power and is unable to keep floodwaters under control around the capital Antananarivo, then an electricity failure would lead to other disasters, for example. Understanding these interdependencies helps to prevent a chain of failures and thus much bigger crises. 

      The UNDRR stress testing tool simulated various scenarios and assessed the potential impact on different sectors. It helped decision-makers to understand their vulnerabilities and to analyse the possibilities for cascading disasters. Finally, it concluded that telecommunications and energy were the sectors most likely to trigger further failures, while wastewater management was the most vulnerable to disruptions from elsewhere.

      Discussed within the context of resilient infrastructure, energy is also vital for Madagascar’s human development. It is, however, in short supply throughout the country and this shortage prevents the country from industrialising its key sectors, especially farming. Some 80 percent of the workforce is involved with subsistence farming, for example, while failure to industrialise prevents the creation of higher paying jobs. The lack of energy also slows the modernisation of Madagascar’s young mining sector, a major contributor to GDP, through exports of nickel, cobalt, chromium, titanium, and heavy metals.

      Madagascar aims to connect 70 percent of its population to electricity by 2030, from just 15 percent at present. For those who are connected, however, power cuts and voltage fluctuations are frequent, causing serious disruptions to daily life and economic development alike. The issue is often acute in rural areas, where just 5 percent of the population is connected.

      Stress-testing analysis, Energy

      Inadequate maintenance is part of the problem, but cyclones, heavy rains, landslides, and strong winds all lead to widespread interruptions and power outages. Two of six power stations are vulnerable to rising water levels, while earthquakes and cyber-attacks can also damage production. Droughts and fires threaten serious impacts to water supplies. They can therefore limit the production of electricity from hydropower, which accounts for 31 percent of Madagascar’s energy. 

      Resilience is a vital priority. Part of Madagascar’s resilience plan is to move away from imported fossil fuels towards renewables. Oil and coal, for example, account for 49 and 19 percent respectively of the island’s energy production, but they depend heavily on Madagascar’s transport, which is also vulnerable to storms. Madagascar wants renewables to account for 80 percent of its energy production by 2030, up from 33 percent at present. 

      Even before the review of infrastructure resilience, Madagascar had already begun to improve its energy infrastructure, through its 2015-2030 New Energy Policy (NPE). One key element of NPE is to integrate disaster risk management into the energy sector. In case of emergency, Madagascar has also developed a contingency plan to ensure continuity of essential services. With support from the World Bank, Madagascar is enhancing its energy sector management and improving service quality.

      Despite these initiatives, the infrastructure resilience review highlighted the continued need for Madagascar to strengthen the resilience of its energy infrastructure. While limited finances, insufficient institutional capacity, and lack of maintenance create significant barriers, which all compromise the energy sector’s ability to resist new shocks and crises, the Roadmap includes multiple opportunities to improve its resilience.

      These opportunities mainly link to information and data. Stakeholders discussed the need to strengthen and update data for monitoring and evaluation, as well as to request information and disaster risk best practices from private operators in the sector. By mapping the state of energy infrastructure, including an assessment of vulnerability and resilience levels, Madagascar will be better placed to prioritise its interventions.

      Following the Global Methodology for Infrastructure Resilience Review, therefore, Madagascar has already begun to work with other partners. The Global Risk Modelling Alliance (GRMA), for example, is working with Madagascar to improve their data through better hazard modelling.

      “When we know the state of all our assets, then we will be better able to ensure proper maintenance, keep track of the hotspots, and manage all the gaps.”

      Made up of four sub-sectors – air, sea, road, and rail – Madagascar’s transport illustrates the country’s challenges effectively too. Even without the natural hazards, Madagascar’s transport networks are limited. To the south, for example, one single trainline connects a region of roughly 100,000 people to the rest of the country. Also in the South, covering 500km by road can take three days. 

      With limited internal roads and railways, Madagascar uses its air network to connect different parts of the vast country, especially in the rainy season or when humanitarian aid is needed urgently. Its ports are also vital for the country’s economy, exporting vanilla and other agricultural products, together with minerals and seafood products. 

      Much of this infrastructure is, however, vulnerable to disasters, such as cyclones, cyber-attacks, fire hazards, and even pandemics. Cyclones, landslides, and flooding routinely damage roads and – in the wake of Cyclone Gamane in March 2024 – reconstruction of road infrastructure was set to cost USD 76 million.

      International financial institutions, such as the World Bank and European Investment Bank, support Madagascar to recover from cyclone damage and to make their transport infrastructure more resilient. The Japan International Cooperation Agency (JICA) is supporting the USD 640 million expansion of Toamasina port, the gateway for about 75 percent of Madagascar’s international freight, while the African Development Bank (AfDB) is also considering rehabilitation of the port at Manakara. 

      Policies on rigorous maintenance, disaster planning, and construction or rehabilitation of new infrastructure, such as Ivato International Airport, will also help Madagascar to strengthen its infrastructure resilience. 

      Stress-testing analysis, Transportation

      However, the Infrastructure Resilience Review brought new insights, enabling Madagascar to prioritise its interventions. Data analysis identified:

      Stakeholders discussed the need to improve regulations and institutions alike, including by incorporating resilience principles. More work is needed on climate adaptation, while Madagascar would also benefit from better engagement with financial institutions and the insurance sector too. Better coordination would improve national adaptation plans and coastal area management. 

      Stakeholders also discussed the need for more data analysis, preventive maintenance, capacity building, and emergency planning, as well as the need to involve the private sector and facilitate more competition. 

      One key topic was the importance of resilience norms, especially in the transport sector. How does Madagascar develop these and then ensure compliance? These norms – and stakeholder compliance – are essential in reducing the amount of substandard construction, a major boost for resilience. 

      “Raising awareness about the importance of norms is an important moment,” Ventsolalaina Ramilison, Head of Disaster Risk Reduction Department at CPGU / Madagascar said. “Now there is just the question of creating and strengthening a monitoring authority.”

      The Infrastructure Resilience Review represents an important step forward by Madagascar towards infrastructure resilience. Stakeholders hope it will also benefit donors and provide key lessons for other countries. 

      “Given that donors tend to pay the costs of reconstruction following a disaster in Madagascar, they also benefit when Madagascar reduces the extent and cost of those disasters,” Ventsolalaina Ramilison, Head of Disaster Risk Reduction Department at CPGU / Madagascar says. 

      “When we can prevent storms from destroying our water supply infrastructure every year, then we can begin to build more sustainably,” she said. “That gives us hope, because we want to escape these endless cycles of recovery.” 

      Resilient infrastructure is important because it enables and protects sustainable development. All too often, ferocious storms have destroyed donor-financed infrastructure, which means – in other words – that insufficient resilience puts development progress at risk.
