    Recent Rain has Helped, but Drought Conditions Expected to Persist

    ALAKA‘I PLATEAU, Kaua‘i – To the untrained eye the water level in Kawaikōī Stream, which drains a portion of the vast Alaka‘i Plateau on Kaua‘i, looks fine. The trained eyes and stream flow measurements by hydrologists with the state Commission on Water Resource Management (CWRM) tell a far different story.

    “This stream is flowing at record low flows for the last seven to nine months. Right now, we’re at about 20% of normal flow for this time of year, which does not bode well for the dry season. This is typically the wettest part of the year,” explains Dr. Aryon Strauch, CWRM’s lead hydrologist.

    Without significant rainfall between now and the start of the “normal” dry season, this winter’s drought conditions across much of Hawai‘i are expected to worsen significantly.

    “We are seeing record-low flows in terms of the entire period of record on Kawaikōī, that’s about 109 years. In some of the East Maui streams, 105 years. But we’ve not seen low flows like this across the state to this extent ever before,” Strauch said.

    Some streams are already completely dry and that’s affecting water availability for drinking water supplies, for traditional and customary practices, and for agriculture.

    Water managers like Mike Faye (pronounced fi-yah), of the Kekaha Agriculture Association, will be faced with distributing a dwindling supply of water to ag users and unless conditions improve, expect some to be left high and dry.

    “Our role is to take care of the infrastructure which consists of two ditch systems that come out of the mountains in Kōkeʻe – the Kekaha ditch and the in Kōkeʻe ditch,” Faye remarked. The association also operates two hydroelectric plants which it maintains, along with 30 miles of power lines and 30 miles of roads. If water flows continue to drop, the power they produce could cease along with water delivery to the nine leasees on mauka lands above Kekaha and the Mānā Plain. That is 13,000 acres in total, which formerly supported Kauaʻi’s plantation-era sugar industry. The agriculture tenants are licensed through the state’s Agribusiness Development Corporation.

    Strauch added, “One of the benefits of having long-term data sets is being able to talk about the severity of the drought conditions being observed relative to 100 years of record, and by explaining that these are unprecedented flows.”

    “For the last nine months, we’ve only had maybe 12 days of peak flow conditions, which is very unusual, and we can compare that to a normal year, where we might have 60 days of peak flow conditions. The availability of water is just severely limited. Despite the water flowing in the stream, it’s just not flowing very much,” Strauch said.

    While water from the Kōkeʻe ditch continues to spill into Pu‘u Lua Reservoir, even without measurements, Strauch and his team can tell the volume is quite low. Every day the shoreline expands as water levels in the popular trout-fishing spot continue to drop.

    Using sophisticated instruments and data from permanent stream flow measurement stations, the CWRM team regularly monitors conditions of 80 waterways statewide. The outlook is particularly bleak in west Kaua‘i and in east and west Maui.

    “Honokōhau Stream, in West Maui, the medium flow for this time of year is about 20 cubic feet per second (CFS), or about 12 to 13 million gallons per day,” Strauch said. Last week the stream was flowing at eight to nine CFS, or five and a half to six million gallons per day, which was, a third or 25% of normal flows. Recent rains have improved the Honokōhau Stream flow to 11.8 CFS.

    Wailuku River in ʻĪao Valley saw improved stream flow over the past week, moving from 15 CFS to 22 CFS. “Normal flow is about 25 and again, these flows are supplying water for drinking water supply. They’re supplying water for in-stream values, and it becomes a real challenge to manage water demand and water availability when we’re trying to protect a number of competing public trust uses,” Strauch said.

    Rain-rich East Maui is experiencing the same thing. Record-breaking low stream flows. Maui County has already imposed various stages of water conservation because of the current water shortage and for what’s predicted across the summer and into the next wet season.

    Strauch concluded, “Obviously this impacts people who are directly reliant on the streams. But long-term agriculture and other off-stream uses that may not be the priority of the public trust uses of water, they’re going to suffer, because we just don’t have enough water right now to meet the demands.”  He hopes late winter rains will continue to improve the water situation statewide, but in case that doesn’t happen, water conservation will be key, he said.

  • MIL-OSI United Nations: Talks begin in South Korea to clinch ‘essential’ deal on plastics pollution

    Talks began in Busan, South Korea, on Monday aiming to clinch a legally binding deal on plastics pollution, led by the UN Environment Programme (UNEP).

    The meeting follows two years of intergovernmental negotiations to develop a legally binding global instrument that covers land and the marine environment – a blink of an eye in diplomatic circles, where multilateral deals can be decades in the making. 

    “Our world is drowning in plastic pollution. Every year, we produce 460 million tonnes of plastic, much of which is quickly thrown away,” said UN Secretary-General António Guterres via video message, as he urged delegates to push for a deal. 

    By 2050, there could be more plastic than fish in the ocean. Microplastics in our bloodstreams are creating health problems we’re only just beginning to understand.” 

    Cautious optimism

    Expressing hope for a potentially historic deal, UNEP Executive Director Inger Anderson insisted that it was “the moment of truth” to take action. 

    “Not a single person” on the planet wants plastic washing up on their shores or plastic particles circulating in their bodies, or their unborn babies, she maintained, adding that it was a sentiment shared by the G20 group of industrialized nations.

    “Waste pickers, civil society groups are fully engaged; businesses are calling for global rules to guide this future; indigenous people are speaking out; scientists are calling out the science,” Ms. Anderson said. 

    “The finance sector is beginning to make the moves at the international level. There’s also been clear signals that a deal is essential, including the G20 declaration last week, which said that G20 leaders were determined to land this treaty by the end of the year.”

    Broad support

    More than 170 countries and over 600 observer organizations have registered for one week of talks in the large port city of Busan, where South Korea President Yoon Suk Yeol urged delegates to agree on a path to zero plastic pollution, for the sake of future generations.

    “The excessive reliance of humanity on the convenience of plastics has resulted in an exponential increase in plastic waste; the waste accumulated in our oceans and rivers now jeopardizes the lives of future generations,” he said, via video link. 

    “I sincerely hope that over the coming week all Member States will stand together in solidarity – with a sense of responsibility for future generations – to open a new historic chapter by finalizing a treaty on plastic pollution.”

    Coming full circle

    Officially, the talks are known as the fifth Intergovernmental Negotiating Committee discussions (INC-5) to develop an international legally binding instrument on plastic pollution, including in the marine environment. The session follows four previous rounds which began exactly 1,000 days ago in Uruguay.

    By contrast, “some plastics can take up to 1,000 years to decompose”, UNEP chief Ms. Anderson said, and even then, “they break into ever smaller particles that persist, pervade and pollute…Damaging ecosystem resilience, blocking drainage in cities and also very likely harming human health and growth in plastic pollution is emitting more greenhouse gases, pushing us further into climate disaster. That is why public and political pressure for action has risen into a crescendo.”

    In his message to the Busan meeting, the UN Secretary-General underscored the need for a treaty that is “ambitious, credible and just”.

    Any deal must address the life cycle of plastics – “tackling single-use and short-lived plastics, waste management and measures to phase out plastic and promote alternative materials”, Mr. Guterres insisted.

    These should enable all countries to access technologies and improve land and marine environments, while also ensuring that the most vulnerable communities who rely on plastic collection are not left behind, such as waste pickers.

    Dear sisters and dear brothers of the Movement for Life!
    Thank you for your remembrance in prayer. Thank you from the bottom of my heart! I greet you all, in particular the President, Ms. Marina Casini, and the members of the Directorate.
    I know the value of the service you provide to the Church and society. Together with concrete solidarity, lived with the approach of closeness and proximity to mothers in difficulty due to a difficult and unexpected pregnancy, you promote the culture of life in a broad sense. And you aim to do so with frankness, love and tenacity, keeping truth closely united to charity towards everyone. You are guided in this by the examples and teachings of Carlo Casini, who had made service to life the centre of his lay apostolate and his political commitment.
    The occasion that has brought you to Rome is important: the fiftieth anniversary of the Movement for Life, whose first seed was the Centre for Help for Life, established in Florence in 1975. Since then, throughout Italy, the Centres for Help for Life have multiplied. They have been joined by the Reception Centres, the SOS Vita services, the Gemma Project and the Culle per la Vita, Cradles for Life. Countless initiatives have been undertaken to promote the culture of welcome and human rights at all levels of society. Therefore, I encourage you to pursue the social protection of motherhood and the acceptance of human life at every stage.
    In this half-century, while some ideological prejudices have diminished and sensitivity for the care of creation has grown among young people, unfortunately the culture of rejection has spread.     Dear sisters and dear brothers, you have come from many parts of Italy to renew once again your “yes” to the civilization of love, aware that freeing women from the conditioning that drives them not to give birth to their own child is a principle for the renewal of civil society. Indeed, it is before everyone’s eyes how society today is structured on the categories of possessing, doing, producing, and appearing. Your commitment, in harmony with that of the entire Church, points to a different approach, one that places the dignity of the person at the centre and prioritizes those who are weaker. The unborn child represents, par excellence, every man and woman who does not count, who has no voice. To place oneself on his or her side means standing in solidarity with all the world’s discarded. And the gaze of the heart that recognizes him or her as one of us is the lever that moves this project.

  • MIL-OSI Security: Officers appeal to public for information following Croydon shooting

    Detectives are appealing for information following a shooting in Croydon in December.

    Police were called at about 23:25hrs on Monday, 23 December 2024 to reports of a man shot on Godric Crescent in New Addington.

    Officers and the London Ambulance Service attended. The 50-year-old victim was taken to hospital for an injury to his hand. He has since been discharged but due to the severity of the injury he continues to undergo medical treatment.

    Detective Inspector Martin Thomas from Specialist Crime, said:“The victim was very fortunate not to sustain even more serious injuries and if he hadn’t reacted in the way that he did, this shooting may have been fatal.

    “We have carried out extensive enquiries in order to identify the two suspects involved and we are now appealing for your help. We know they left the scene in a car, heading north on King Henry’s Drive.

    “We have also been able to establish the suspects are known to frequent an address on Portland Road, South Norwood, and may have been there two days before the crime.

    “I would urge anyone with information, or who may have been in the area at the time and has a dash cam, to please make contact with us. We need to arrest these man whose recklessness is dangerous.”

    There have been no arrests and enquiries continue.

    NASHVILLE. Tenn. – U.S. Senator Marsha Blackburn (R-Tenn.) released the following statement after introducing the Romance Scam Prevention Act, which would require dating apps and services to issue fraud ban notifications to users who have interacted with a person removed from the app: 

    “Scammers are merciless in their exploitation of senior citizens who join dating apps to establish meaningful connections but instead end up losing their life savings to con artists who prey on their vulnerabilities,” said Senator Blackburn. “The Romance Scam Prevention Act would put critical safeguards in place to protect all dating app users – but especially senior citizens – from fraudulent schemes.”

    In recent years, digital romance scams have become more common as scammers target recently widowed or divorced senior citizens due to their vulnerabilities and access to cash. In 2023, Tennesseans over the age of 60 lost $43 million due to scams targeting the elderly, marking an 18% increase from the losses reported in 2022. Across the country, the Federal Trade Commission reported that romance scams resulted in victims losing $1.3 billion in 2022 alone. Senator John Hickenlooper (D-Colo.) co-sponsored this legislation. 

    Representative David Valadao (R-Calif.) is leading the effort to introduce this legislation in the House:

    “Online dating has become an increasingly common way for people to connect, but unfortunately, it’s also a tool for scammers looking to take advantage of unsuspecting users,”said Representative Valadao. “Romance scammers use fake identities to build trust and exploit their victims financially, which has cost Americans over a billion dollars per year. This bipartisan, bicameral bill provides transparency, empowers users to make informed decisions, and reinforces best practices to prevent online scams. I’m proud to help lead the effort to make online dating safer and protect Americans of all ages from financial fraud.”

    BACKGROUND

    • As Americans continue to go online to find meaningful relationships, scammers are following suit. These scams accelerated during the COVID pandemic when more senior citizens turned to dating sites for companionship while they were isolated from their loved ones.
    • When an online dating service provider becomes aware of a user committing fraudulent activity, such as illegally obtaining money, the online dating service provider immediately deactivates the fraudulent user’s account.  
    • However, individuals who meet online often take their conversations to other communication platforms, so even when a fraudulent account is removed, an individual might not know they are still communicating with someone who has been removed from the dating platform. 
    • The Romance Scam Prevention Act would fill this communication gap by requiring dating app platforms to send a fraud ban notification to anyone who has communicated with someone with a fraudulent account.

    Distinguished guests, WCP Chairs, and representatives,
    It is undeniable that we need to make trade more inclusive. But what does that mean? Why does it matter? These are questions that deserve attention.
    With this in mind, the Latin American and Caribbean Network of the WTO Chairs Programme has once again brought us together through their work on trade and inclusivity. I extend my thanks to the different teams involved in organizing this workshop – especially the WCP Chair in Mexico – which is held in collaboration with the WTO Trade and Gender Office as an activity under the Chairs Programme, and with the support of the Ministry of Economy.
    This event will consolidate discussions on the seven different pillars of inclusivity with the goal of publishing an extremely relevant book.
    This book will include perspectives from different regions of the world, drawing on experience from trade negotiators and policy makers in Africa, New Zealand, Asia, and Europe. I would like to thank each of the other WCP Chairs involved as well – the network in Brazil, Chile, Colombia, Costa Rica, and Peru. We recognize that your efforts on this topic have boosted its visibility.
    There is of course no part of the world where the diverse needs of women, indigenous peoples, youth, individuals with disabilities and other marginalized groups are not important.
    Trade and women
    Trade contributes to SDG 5 by creating economic opportunities for women and increasing their income. Firms that export employ more women than men and provide them with formal jobs. This secures their economic empowerment. Similarly, women entrepreneurs can gain from expanding to foreign markets, as trade can help them strengthen and diversify their economic activities. Evidence shows that this leads to changes in women’s social status and improves their rights.
    However, trade is not gender-neutral. Women face higher barriers than men in accessing the opportunities created by trade. Data shows that these barriers are often grounded in negative social norms. In fact, according to the World Bank, women have only less than two thirds of rights of men. This is why governments have been developing gender-responsive trade policies, with measures supporting women in reaping the benefits of trade and sometimes directly addressing these social imbalances.
    Women are highly active in targeting international markets. Globally, women comprise two fifths of entrepreneurs (40%) serving a national or international market, while men comprise three fifths (60%) in both cases.
    Discussions at the WTO
    At the WTO, in the last 8 years, members have joined forces to ensure that trade acts for the benefit of women’s empowerment. Over two-thirds of the membership are actively working to address the trade barriers faced by women.
    In 2020, we reached an important milestone and established the Informal Working Group on Trade and Gender.
    This initiative, which began in 2017 on the sidelines of the 11th Ministerial Conference, brought together 118 WTO members and observers to promote women’s participation in global trade. The primary goal of this Working Group is to mainstream gender in the work of the WTO and in trade policies.
    At the 13th WTO Ministerial Conference, ministers collectively acknowledged the intrinsic links between women’s economic empowerment, trade and sustainable development. Furthermore, the co-chairs of the Informal Working Group issued a powerful statement that reaffirmed our commitment to advancing gender equality within the trade sphere, highlighting the significant achievements of WTO members’ joint work and taking bold commitments.
    At the Ministerial Conference, members have also launched the first gender-responsive trade policy tool, in the form of a compendium mapping all the measures they implement to support women entrepreneurs’ access to finance.
    Our approach to this issue has been both cross-cutting and collaborative, particularly through the World Trade Gender Research Hub.
    Created in 2021, the Hub gathers 45 researchers and experts on trade and gender, including some Chairs.
    The WCP Latin American and Caribbean Network is well known for its work on trade and gender – and I’m proud to congratulate the WCP Co-Chair in Costa Rica on his appointment as a member of the Hub, bringing the total number of Chairs in this group to four.
    This year, the WTO will host the second edition of the World Trade Congress on Gender, under the theme “Gender Equality and Innovation, the Keys to Sustainable Trade”. We will organise this research conference in partnership with UN Women and jointly with the Hub. This year, it will gather more than 60 researchers to present groundbreaking work on trade, gender and innovation.
    Beyond research, the WTO has partnered with different organizations such as the World Bank, UNCTAD, the FAO and UN Women to develop effective solutions and drive progress.
    As you will also see from the discussions, inclusivity has several different facets.
    Our economies should not leave any communities at a disadvantage.
    Trade and disabilities
    Another stark reality we are faced with is that globally, one in six adults lives with some form of disability. They are a significant part of our global population, yet their economic needs and perspectives are frequently pushed aside in discussions about trade and economic policy. This does a tremendous disservice to them, and to economies as a whole.
    Our recent establishment of an informal, staff-level Inter-Agency Working Group on Trade and Disability Inclusion is a promising step forward in this area. Alongside UNCTAD, the ITC, and the ILO, we aim to empower governments to bring disability inclusion into their policy discussions, ensuring that persons with disabilities are fully supported and included in the global economy.
    Indigenous communities
    Trade is also significant for indigenous communities, in particular those that have been historically marginalized. In 2024, the WTO’s Small Business Champions Winners initiative focused on leveraging international trade to foster economic development and innovation for indigenous peoples worldwide.
    Trade provides them with essential economic opportunities, reducing poverty and economic disparities.
    Through their businesses, which emphasize environmental stewardship, it also benefits the wider economy by promoting sustainable and ethical consumption patterns. Supporting indigenous trade helps preserve unique cultural expressions, crafts, and arts that have been passed down through generations.
    Youth
    Also with the next generation in mind, the WTO has launched two major initiatives jointly with the WTO Gender Research Hub.
    In 2023, we organised the Youth Trade Summit on Gender with the objective of building the next generation of trade and gender experts. As an outcome of the Summit, in July 2024, we launched the WTO Youth Talent Incubator Programme to support young professionals from academia and government in integrating gender into their work.
    Let me add that the Chairs Programme itself expands access to trade-related education. Last year alone, over 330 WTO related courses took place through the programme. I hope you yourselves do not underestimate the significance of your work in this area.

    Researchers at this event will talk about all of these inclusivity issues and expand them in new directions. It is also important for WTO Members to consider the complexities of how these factors interact.
    As we look ahead to the 14th WTO Ministerial Conference to be held in 2026, Members will be putting their focus on several areas that have also been part of the WCP network’s research.
    The second wave of fisheries subsidies negotiations, investment facilitation for development, and environmental sustainability are on the horizon. Members are also exploring new ways of making progress and breaking through on agricultural reform, and further engagement will continue under the multilateral programme on electronic commerce. I look forward to seeing the continued contributions of the Chairs Network in these areas.
    Let me end by saying that the WTO remains steadfast in its commitment to advancing inclusive trade. Our mission is to create a trade framework that reflects the diversity and needs of all societies, promoting equity and opportunity for all. With this objective in mind, I would certainly and strongly encourage continued collaboration between the WCP and the WTO Trade and Gender Office.

  • MIL-OSI USA: $50 Million Effort to Fight Poverty in Upstate New York

    overnor Kathy Hochul today announced new steps to fight poverty in Rochester, Buffalo and Syracuse, three communities chosen because they include some of the highest poverty rates out of anywhere in New York State. Governor Hochul’s FY 2025 Budget allocated $50 million for this antipoverty programming, which is now being utilized by community-based groups in these communities.

    “Every family should have the opportunity to grow and thrive in New York, and I’m committed to delivering the resources to make that a reality,” Governor Hochul said. “As the first Governor from Upstate New York in nearly a century, I know many of our neighbors struggle to make ends meet. Working together, we’re going to fight poverty and lift up the families who need it most.”

    The cities of Rochester, Buffalo and Syracuse are investing $50 million included in the FY 2025 Budget to bring much-needed resources to help families living in poverty increase earnings and improve family well-being. Each locality sought and received community input while working with their county Department of Social Services to develop and finalize their plans.

    The Monroe County Department of Human Services will use $25 million to implement three targeted strategies to strengthen low-income families’ financial footing and reduce poverty in the city of Rochester. The strategies include a monthly cash incentive program for pregnant women who agree to participate in activities that support maternal health, as well as rental subsidy and upward mobility mentoring programs.

    • Beginning within 180 days of their expected delivery date, up to 200 Temporary Assistance for Needy Families (TANF)-eligible pregnant women in certain ZIP codes in Rochester will be eligible to receive a cash incentive of $1000 per month for up to two years, as well as case management support, prenatal healthcare referrals, and services to reduce maternal morbidity and infant mortality. Participants will also be required to carry out other activities that support mental health and promote self-sufficiency and upward mobility.
    • The rental subsidy program will provide a monthly supplement to 100 families currently receiving Temporary Assistance that live in designated zip codes in Rochester over two years. Families receiving the subsidy will also receive case management, financial counseling and support necessary to increase their income so that their total monthly rent does not exceed 30 percent of their monthly income.
    • The Upward Mobility Mentoring program will provide up to 1,200 TANF-eligible families with direct support and cash assistance with the aim of having a meaningful and sustainable impact on families’ long term economic potential. This program will address five pillars of upward mobility: family stability, well-being, financial management, education/training, and employment/careers. Every enrolled family will create individualized life plans for upward mobility and participate in coaching and financial counseling to maximize the potential for their long term success.

    The Onondaga County Department of Social Services will use $12.5 million to focus on addressing generational poverty, promoting housing stability, improving school attendance rates and distributing free diapers to families that are eligible for Temporary Assistance.

    • The existing 2Gen Onondaga pilot project will be expanded, providing intensive case management and trauma-informed goal-setting for Syracuse families with children who receive Temporary Assistance to better promote family well-being. The program also encourages continued employment by providing payments to help ease the perceived effects of “benefits cliffs.” Participating households whose income exceeds eligibility for assistance will continue to receive their monthly benefit for 12 months, after which the benefit will be slowly reduced to zero. Additionally, the plan will support non-custodial parents by helping them reduce their child support orders to better reflect what they can afford and connecting them with employment and parenting programs.
    • The Central New York Centralized Housing Assistance and Network for Community Engagement (CNY CHANCE) program is designed to help alleviate an increasingly tight housing market. The program includes a range of efforts to promote housing stability, including the creation of a housing database, landlord engagement and incentives, and advocacy for affordable housing development, among others.
    • Full-time attendance liaisons will be embedded in the Syracuse City School District to support students from families who are receiving or eligible to receive Temporary Assistance that are struggling with attendance issues. The liaisons will provide continuous support to families and work to resolve issues that are contributing to chronic absenteeism.
    • Onondaga County will work with the CNY Diaper Bank to provide free diapers to any family with a child under age 4 who lives in the City of Syracuse and is eligible for Temporary Assistance.

    The Erie County Department of Social Services will use $12.5 million to support upward mobility for TANF-eligible families experiencing poverty who reside in the city of Buffalo. The goal of the incentive-based program is to improve employment outcomes for families and children and reduce child poverty. Program components include life coaches, career coaches, financial literacy services, linkage to support and resources, and direct cash incentives.

    • Direct cash payments would be provided as an incentive for up to 600 participating families. The families could receive up to 29 incentive payments totaling $16,000 per family if they meet certain benchmarks, including engagement with career and life coaches, making progress toward identified goals, enrollment in training and/or education/upskilling activities, and attainment and retention of employment.
    • Savings accounts will be opened for up to 300 participants and every dollar deposited by the participant will receive a $3 match up to $3,000.
    • Approximately 115 participants will receive assistance in obtaining a driver license, as a first step toward car ownership.
    • Participants will also have access to various workforce development programs, including subsidized job placement, on-the-job training, industry-specific career pathways programs, and pre-apprenticeships, among others.

    This initiative builds on Governor Hochul’s commitment to making New York the best, most affordable place to start and raise a family. The Governor’s historic investments in her 2025 State of the State and FY 2026 Executive Budget will advance innovative actions to best address the needs of every child and family in New York:

    • Governor Hochul’s expansion of the Child Tax credit to $1,000 or $500 per child will help address the economic challenges that families are facing and is projected to significantly reduce child poverty in New York State. When fully implemented, this historic investment could reduce child poverty statewide by up to 8.2 percent. This would build on the progress this Administration has already made reducing child poverty through actions in recent budgets. Combined with other measures like expanding subsidized childcare, this Administration’s actions to date are estimated to reduce child poverty by up to 17.7 percent.
    • The Governor also proposed New York’s first-ever inflation refund that will put $3 billion back in the pockets of 8.6 million taxpayers. By the end of 2025, New York State will send direct payments to everyday New Yorkers. Joint tax filers who make $300,000 or less will receive a $500 payment, while all single New York taxpayers who make $150,000 or less will receive a $300 payment. These one-time payments will provide New Yorkers with much-needed financial relief in 2025.
    • Governor Hochul will partner with Baby2Baby to provide maternal health and newborn supply boxes to Medicaid-enrolled expectant mothers and those reached through community organizations and hospitals in low-income areas. The boxes will include resources, educational materials, self-care products, and diapers, reaching approximately 100,000 families at full implementation.
    • Governor Hochul will also provide millions of diapers annually and expand maternal behavioral health services. Additionally, the Governor will co-locate mental health services into OBGYN practices in high-needs communities.
    • Building on the Governor’s support for pregnant women and infants, the New York State BABY (Birth Allowance for Beginning Year) Benefit will provide a $100 monthly benefit during pregnancy and a $1,200 benefit at birth to low-income public assistance recipients. This will increase household income for thousands of New York families.
    • Additionally, to take action against pervasive appraisal bias through the housing industry that has unjustly stripped families in communities of color out of the opportunity to purchase a home, Governor Hochul proposed a suite of actions to make discriminatory appraisal practices unlawful, enforce anti-discrimination principles in appraisals, and diversify the appraiser workforce.

    New York State Office of Temporary and Disability Assistance Commissioner Barbara C. Guinn said, “Poverty is a reality that affects the lives of far too many children and their families, limiting their opportunities and potential. Research shows that the focused support and assistance contained in these locally-driven anti-poverty initiatives—from rental subsidies, maternal health support, financial coaching, school attendance incentives, to cash assistance—are effective at improving family well-being and the economic security of children and families. We look forward to the implementation of these programs in Rochester, Buffalo, and Syracuse and are grateful to Governor Hochul for prioritizing an agenda that uplifts working families and makes our state more livable and affordable for all New Yorkers.”

    Washington –U.S. Senator Roger Marshall, M.D. (R-Kansas) joined Senator Steve Daines (R-Montana) and 14 of their Senate Republican colleagues in urging Attorney General Pam Bondi to reverse Biden-era policies that allow the federal government to award groups that discriminate against the firearm and ammunition industry. 
    In the letter, the Senators wrote: “Dear Attorney General Bondi,
    “We write regarding President Trump’s February 7, 2025, Executive Order (E.O.), “Protecting Second Amendment Rights” and call to your attention the current awarding of federal contracts to entities that discriminate against the firearm and ammunition industry in the absence of federal guidance prohibiting such action. We believe that entities with discriminatory policies against a Constitutionally protected industry should not be allowed to benefit from lucrative federal contracts to help finance their anti-gun agenda.
    “Unfortunately, past administrations, including the Biden administration, have sought to advance policies across multiple executive branch agencies and departments intended to undermine the Second Amendment. This includes the ongoing, intentional discrimination against the firearm and ammunition industry among private entities operating in various sectors, including financial services, insurance, shipping, and others.
    “President Trump has also rightfully prioritized the elimination of waste, fraud, and abuse in the federal budget. We believe that awarding billions of dollars in federal contracts to “woke” entities engaged in anti-gun activism and discrimination is part of this waste and should end immediately.
    “To that end, in accordance with the Second Amendment E.O., we request that you submit in your plan of action a provision to cease awarding federal contracts to entities that discriminate against the firearm and ammunition industry. Under no circumstance should taxpayer dollars from hard-working Americans be used to deny those very taxpayers their Constitutionally protected rights.

  • MIL-OSI Global: Daylight saving time and early school start times cost billions in lost productivity and health care expenses

    Investigations into the 1986 Space Shuttle Challenger disaster revealed that key decision-makers worked on little sleep, raising concerns that fatigue impaired their judgment. Similarly, in 1989, the Exxon Valdez oil spill resulted in a massive environmental catastrophe. The official investigation revealed the third mate, in charge of steering the ship, was running on too little sleep, among other problems.

    While these specific disasters were not caused by daylight saving time, they are conclusively linked to fatigue, based on postaccident investigations and reports. They underscore the well-documented dangers of sleep deprivation and fatigue-related errors. Yet a vast body of research shows that every year, the shift to daylight saving time needlessly exacerbates these risks, disrupting millions of Americans’ sleep and increasing the likelihood of accidents, health issues and fatal errors.

    Imagine a world where one simple decision – keeping our clocks aligned with the natural cycle of the Sun – could save lives, prevent accidents and improve mental well-being. It’s not just about an hour of lost sleep; it’s about how small disruptions ripple through our health, our workplaces and even our children’s futures.

    I’m a neurologist who specializes in sleep health. I’ve seen firsthand the negative impacts of poor sleep; it has enormous personal and economic consequences.

    Yet despite overwhelming research supporting better sleep policies – such as delaying school start times to align with adolescent biology and the adoption of permanent standard time – these issues remain largely overlooked in public policy discussions.

    Sleep deprivation comes with real costs

    Chronic sleep deprivation does more than leave people tired. It costs an estimated US$411 billion annually in lost productivity and health care costs. Poor sleep leads to workplace mistakes, car accidents and long-term health issues that strain businesses, families and the economy as a whole.

    Fortunately, there’s a fix. Smarter sleep policies – such as permanent standard time and later school start times – can boost efficiency, improve health and save lives.

    Up before dawn

    Teenagers are the most sleep-deprived age group in the U.S. Multiple studies and surveys show that anywhere from 71% to 84% of high school students report getting insufficient sleep.

    This is largely due to early school start times, which force teens to wake up before their biological clocks are ready. If you have a teenager, you probably see it every day: The teen struggling to wake up before sunrise, rushing out the door without breakfast, then waiting in the dark for the school bus.

    More than 80% of public middle and high schools in the U.S. start before 8:30 a.m., with 42% starting before 8 a.m. and 10% before 7:30 a.m. As a result, some districts have bus pickups as early as 5 a.m.

    Teenagers are going through a natural shift in their circadian rhythms by about two hours. This shift, driven by hormones and biology, makes it hard for them to fall asleep before around 11 p.m. The bodies of teens aren’t wired for these schedules, yet schools and society have designed a system that forces them to function at their worst.

    Declining scores, drowsy driving and depression

    Sleep-deprived teens have lower grades and test scores, more car crashes caused by drowsy driving, more alcohol and drug use and higher rates of depression, anxiety suicide and aggressive behavior, including carrying weapons.

    Along with the health benefits, studies have found that moving school start times to 8:30 am or later could add $8.6 billion to the economy within two years, partly by increased graduation rates.

    While concerns about increased transportation costs exist, such as the need for additional buses or drivers due to staggered school start times, some districts have found that optimizing bus routes can offset expenses, making the change cost-neutral or even cost-saving. For instance, a study in Boston found that reorganizing bus schedules using advanced algorithms reduced the number of buses needed and improved efficiency, which allowed high school students to start later and better align with their natural sleep cycles. This change not only supported adolescent sleep health but also saved the district $5 million annually.

    Studies show that daylight saving time does not reduce energy use.

    More heart attacks, car wrecks and suicide

    Every March, most Americans shift their clocks forward for daylight saving time. Studies show this change disrupts sleep and leads to measurable adverse outcomes, including a significant increase in heart attacks. These effects linger for days after the shift, as sleep-deprived workers struggle to adjust.

    The mental health impact is also severe. Suicide rates increase in the weeks following the switch, particularly for those already vulnerable to depression.

    Unlike daylight saving time, standard time follows the body’s natural circadian rhythm, which is primarily regulated by exposure to sunlight. Our internal clocks are most stable when morning light exposure occurs early in the day, signaling the body to wake up and regulate key biological functions such as hormone production, alertness and metabolism. In contrast, daylight saving time artificially extends evening light, delaying the body’s release of melatonin and making it harder to fall asleep at a biologically appropriate time.

    Studies have found that adopting permanent standard time could prevent up to 5,000 suicides annually by reducing seasonal depression, decrease errors, injuries and absenteeism in the workplace and make roads safer, potentially preventing 1,300 traffic deaths each year.

    Times are changing

    The U.S. tried permanent daylight saving time in 1974. It was so unpopular that Congress repealed it within nine months.

    Russia tried it too, in 2011, but switched back three years later. The United Kingdom dropped permanent daylight saving time in 1971 after three years, and Portugal in 1996 after four. All of these countries found that the switch caused widespread public dissatisfaction, health concerns, more morning car accidents and disrupted work schedules. No country is currently on year-round daylight saving time.

    These examples provide real-world evidence that permanent DST is undesirable due to public dissatisfaction, safety concerns and negative health effects – all three countries attempted it and ultimately reversed course. Since 2022, there has been renewed debate, largely driven by former U.S. Sen. Marco Rubio’s Sunshine Protection Act, which aims to make DST permanent.

    However, the name is misleading because it doesn’t “protect” sunshine but rather eliminates critical morning light, which is essential for regulating circadian rhythms. Major health organizations, along with the National Safety Council, strongly oppose permanent DST due to its well-documented risks.

    There are signs that suggest the U.S. is finally waking up to these problems. Out of 13,000 school districts, 1,000 have independently adopted later school start times. California and Florida have enacted laws requiring high schools to start no earlier than 8:30 a.m. California’s mandate went into effect in 2022, and Florida’s is set to begin in 2026.

    Permanent standard time and later school start times are not radical ideas. They’re practical, evidence-based solutions based on human biology. Implementing these changes nationally would require congressional action. However, current federal law already allows states to adopt permanent standard time, as Arizona and Hawaii have done, setting a precedent for the rest of the country.

    Greenland is a self-governing Arctic island within the Kingdom of Denmark, which strives for economic self-sufficiency and future independence. This representative democracy of 56 542 inhabitants will elect 31 members to Greenland’s Parliament on 11 March 2025. These parliamentary elections are taking place against the fraught background of rising geopolitical tensions. In the context of a heating – literally and figuratively – Arctic, Greenland is a focus of geopolitical competition and growing confrontation between major powers – the United States (US), Russia and China. The island has high strategic importance, due to its proximity to the emerging Arctic shipping routes, its strategic location in relation to security and defence activities, and its vast untapped natural resources, including mineral reserves. According to its foreign policy strategy, Greenland is open to enhanced cooperation and dialogue with partners, including the US. Indeed, the US has been an important ally of Greenland and security guarantor since 1951. Relations have strengthened and widened during the last two decades, with cooperation now encompassing not only security, but also environment, science, health, technology, trade, tourism, education, and culture. However, US President Donald Trump’s rhetoric on acquiring Greenland has shocked Greenlanders, Danes and Europeans alike. Upon the island’s withdrawal from the European Economic Community (EEC, now European Union) in 1985, Greenland became an Overseas Country and Territory, associated through Denmark. The main areas of cooperation between the European Union (EU) and Greenland are fisheries, education, and, lately, green growth. The EU has recently stepped up its engagement with Greenland by opening an office in Nuuk in March 2024 and signing a Memorandum of Understanding for a strategic partnership to develop sustainable raw materials value chains in November 2023. The European Parliament engages with its counterparts from Greenland through meetings with the Nordic Council and West Nordic Council. In October 2021, the European Parliament called for the EU to establish an enhanced political dialogue on bilateral cooperation with Greenland.

    The Commission is well aware of the cost-of-living crisis and is actively enforcing competition rules in the food sector, focusing on practices that can inflate prices.

    It has addressed parallel trade restrictions for many products (biscuits, chocolate, coffee and beer) in the internal market[1], imposing fines on the undertakings.

    It is investigating cartels in the salmon market[2] and possible anticompetitive agreements in food delivery markets[3], and alleged abusive practices in the energy drinks sector[4].

    The Commission has also investigated retailers to verify that retail alliances are such that they enable retailers to reduce prices for consumers while maintaining competition between them[5].

    In parallel, the Commission launched a fact-finding exercise with the Member States in the Single Market Enforcement Taskforce, to map the occurrence of restrictions that prevent retailers from sourcing freely within the internal market (territorial supply constraints[6])[7]. The findings may suggest that additional measures are needed to tackle price raising practices.

    The Commission acknowledges calls for a new horizontal competition tool at EU level. The question is whether there are areas that a new competition tool could usefully address, which the current EU tools cannot.

    In 2023, two new competition-related instruments entered into force: the Digital Markets Act[8] and the Foreign Subsidies Regulation[9]. As mentioned above, the Commission is currently enforcing the existing toolkit vigorously: it is carefully monitoring the food sector.

  • MIL-OSI Europe: Answer to a written question – Veto on bottom trawling in 87 fishing areas in the Atlantic and consequences for Galicia – E-000205/2025(ASW)

    The Commission Implementing Regulation (EU) 2022/1614[1] establishes the list of areas where vulnerable marine ecosystems (VMEs) occur or are likely to occur, which corresponds to 87 polygons in the European waters of the North-East Atlantic.

    Pursuant to the Deep-sea Access Regulation (EU) 2016/2336[2], the areas listed in Implementing Regulation (EU) 2022/1614 are closed to fishing below 400 metres depth using all bottom gears, which includes bottom trawls, dredges, bottom-set gill nets, bottom-set longlines, pots and traps.

    Since 2023, t he Commission has engaged in a review process with the Scientific, Technical and Economic Committee for Fisheries (STECF), including an analysis of the socioeconomic impacts of the VMEs closures.

    In 2023, preliminary results showed that the closures represent less than 10% of the Gross Value Added for the fleet segments concerned.

    The Commission has requested STECF to pursue the analysis at individual vessel level to have a better perception at regional and local level.

    STECF is expected to deliver its final advice by March 2025 which will include a specific feedback from stakeholders via the Advisory Councils.

  • MIL-OSI Europe: Answer to a written question – Violations of Greek and European territorial waters by Turkish fishing vessels and illegal overfishing – E-000175/2025(ASW)

    1. The Commission actively collaborates with all Mediterranean partners, including Türkiye, to combat Illegal, Unreported and Unregulated (IUU) fishing within the framework of the General Fisheries Commission for the Mediterranean, its 2030 Strategy[1] and its Regional Plan of Action to Combat IUU[2]. These initiatives foster alignment with international and EU standards, including the IUU Regulation[3]. As part of the EU accession process, the Commission assists candidate countries in complying with EU regulations and policies. This includes adherence to the Common Fisheries Policy and IUU-related rules.

    2. Member States, however, remain primarily responsible for safeguarding their waters under the IUU Regulation. Within their jurisdictions, they can intensify risk-based checks, impose sanctions and enforce measures to combat illegal activities. Simultaneously, the Commission promotes cooperation among national authorities to strengthen control and ensure a level playing field for European fishers.

    3. The European Fisheries Control Agency (EFCA) is in charge of coordination and cooperation between national control and inspection activities so that the rules of the CFP are respected and applied effectively[4]. EFCA further supports capacity building in sea control and inspection, notably through the deployment of its patrol vessel, ‘Ocean Sentinel’, whose Mediterranean mission now covers parts of the Eastern Mediterranean, Ionian Sea, Adriatic Sea, Strait of Sicily and Western Mediterranean.

    With respect to the European Border and Coast Guard Agency (Frontex), the prevention of IUU fishing falls outside the Agency’s mandate as established by the regulation (EU) 2019/1896[5] on the European Border and Coast Guard.

    While quota shares of jointly managed stocks are stable from this year onwards, as established by the Trade and Cooperation Agreement[1] (TCA) reciprocal access to waters is in principle subject to annual consultations after July 2026.

    Any such annual consultations must be conducted in good faith and with the objective to ensure a mutually satisfactory balance between the interests of both Parties and should normally result in access being provided at a level reasonably commensurate with each Party’s share of the total allowable catches (TACs).

    The EU and the United Kingdom have a mutual interest in cooperating in fisheries, working closely within the Specialised Committee on Fisheries and having successfully agreed on annual basis on TACs for jointly managed stocks since 2021.

    Though access adds a further element to this, in the event of a withdrawal or suspension of access by one Party after July 2026, the relevant provisions of the TCA would apply.

    Either Party may take compensatory measures commensurate to the economic and societal impact of the change in the level and conditions of access to waters. Such measures may include suspending access to waters and the preferential tariff treatment granted to fisheries products under the TCA.

    The Fisheries Heading is an important element of the balanced commitments under the TCA. In the mission letter of the Commissioner responsible for fisheries and oceans[2], the President of the Commission highlights the importance of fairness and a level playing field for EU operators, while stressing the need to work towards securing stable and predictable access to waters.

    The Commission is fully committed to defending the EU interests, to ensure long-term stability beyond July 2026.

    Pay Our Coast Guard Act would ensure members of the Coast Guard receive the same treatment as those in other U.S. military branches
    WASHINGTON, D.C. – This week, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, joined her colleagues — Sens. Ted Cruz (R-TX), Roger Wicker (R-MI), Dan Sullivan (R-AK), Tammy Baldwin (D-WI), and Lisa Blunt Rochester (D-DE) — in reintroducing the Pay Our Coast Guard Act, bipartisan legislation that would ensure United States Coast Guard personnel receive pay and allowances in the event of a government shutdown.
    This legislation would ensure that the Coast Guard gets the same treatment as the other branches of the armed services if there is a lapse in appropriations. Because the Coast Guard is housed within the Department of Homeland Security, it was left out of a previous stopgap funding bill that only covered the Department of Defense.
    “This commonsense legislation would ensure that Coast Guard members receive their paycheck in the event of a government shutdown, just like the other members of the armed forces,” said Sen. Cantwell. “Coast Guard members and their families make sacrifices for us every day and provide an incredible service to the Pacific Northwest and the nation through search and rescue, emergency response, oil spill prevention, facilitating maritime commerce, and protecting national security. We must honor their commitment and service by guaranteeing they receive their pay on time.” 
    Sen. Cantwell is an ardent supporter of the U.S. Coast Guard and its families. Yesterday, the Senate unanimously passed the Coast Guard Authorization Act of 2025, which Sen. Cantwell introduced in February. It was first introduced last Congress, in December 2024. The bill would reauthorize $30.45 billion for the U.S. Coast Guard for Fiscal Years 2025 and 2026. It includes historic protections for service members from sexual assault and harassment, and boosts workforce development programs and availability of affordable housing, among other provisions.
    In 2022, Sen. Cantwell led the passage of the Coast Guard Authorization Act of 2022. The bill included provisions to reduce sexual assault and sexual harassment at sea and crack down on illegal fishing and forced labor. It also established the “Whale Desk” pilot program, which led to the creation of a whale traffic alert system at Coast Guard Base Seattle.
    In 2021, Sen. Cantwell championed two Coast Guard provisions that were included in the landmark Bipartisan Infrastructure Law, including $309 million for repairs and new construction of Coast Guard owned housing and infrastructure across the country and $120 million to build Coast Guard owned and operated childcare centers, which are critical to the retention of women serving in the Coast Guard.
    In 2017, Sen. Cantwell advocated for Coast Guard paid family leave policies to be expanded to include LGBTQ+ couples, adoptive parents, and secondary caregivers. The U.S. Coast Guard announced the expansion of their paid family leave policy in June 2018. In 2015, Sen. Cantwell authored an amendment to ensure Coast Guard members were not receiving less maternity leave than other branches of the military, such as the Navy. This resulted in paid maternity leave for Coast Guard members being doubled from 6 to 12 weeks.

    Diana Gibson, Minister of Jobs, Economic Development and Innovation, has issued the following statement on the release of Statistics Canada’s Labour Force Survey for February 2025:

    “In the face of this week’s unfair tariffs and even more uncertainty from the United States, B.C. is standing strong for people. While our economy is built to withstand U.S. President Donald J. Trump’s tariffs better than most other provinces, the impact is still significant.

    “We are growing the economy by helping people train for better jobs, getting major projects built and diversifying where we sell our goods, including breaking down interprovincial trade barriers.

    “Today’s Labour Force Survey data shows the significant impacts of Trump’s tariff threats on our economy. Despite that, so far this year, B.C. has gained 25,400 full-time jobs, the highest increase across the country and the second-highest increase in women’s full-time employment among provinces (+18,400).

    “B.C. continues to lead the country with an average hourly wage of $37.89 and our unemployment rate is 6.0%, which is below the national average and the third-lowest unemployment rate among provinces.

    “B.C. has shown resiliency since the beginning of this year with the highest increase in self-employment among provinces (+15,100). Since July 2017, B.C. has gained 175,500 private-sector jobs.

    “Yesterday, Premier David Eby announced B.C. will be introducing legislation in the coming days to respond to the unprecedented tariff threat. It will allow the Province to apply counter-measures, such as implementing fees on commercial trucks that pass through B.C. on their way to Alaska. If passed, it will also provide legislative authority to remove internal trade barriers and help us develop the long-term solutions that we need to ensure our economy grows so we come out the other side stronger, more united and more prosperous than ever. 

    “We have been working with the other jurisdictions to increase labour mobility by improving transparency and to reduce the administrative burden for labour-mobility applicants to support the timely and seamless mobility of workers to fill jobs wherever they are available. We are also working with the federal government and other provinces to launch pan-Canadian direct-to-consumer alcohol sales for Canadian products.

    “This builds on the actions last week to remove two trade exceptions to promote more interprovincial trade, including restrictions on the fisheries sector and on procurement, and with the wine deal we recently signed with Alberta.

    “We’re accelerating 18 major resource projects that are ready to move forward and can create new jobs to support the B.C. economy in the face of tariffs. The projects are worth $20 billion and are expected to create approximately 8,000 jobs during construction across B.C.

    “B.C. is protecting services and defending people’s jobs and the economy. Growing a stronger and more diverse economy will help protect people in B.C. from instability outside our borders, with investments that will bring good-paying jobs to the province in robust and sustainable industries.

  • MIL-OSI Europe: The EU Roadmap for Women’s Rights: a renewed push for gender equality

    Returning home after sunset, a woman removes her headphones, lowers her hood, and keeps an eye on each man she passes. She cannot stop thinking about the man who followed her home and attacked her. She is 1 in 3 women to have experienced physical and/or sexual violence in the past 12 months and to have told no one.

    Meanwhile, a group of women walk back from a march for women’s rights. Some men walk past yelling and gesturing from across the street. Because one in six men still consider it acceptable to catcall women. 

    For many women in Europe, these stories are unfortunately all too familiar. So too is the fact that more than 60% of the time women are the ones doing the daily cooking and/or housework. This shows that progress towards gender equality remains far too slow. There are still countless structural discriminatory norms in our societies that need to be addressed and overcome.

    That is why today, ahead of International Women’s Day on 8 March, the European Commission is reinforcing its commitment to  gender equality, with a long-term vision for progress. With the new Roadmap for Women’s Rights, the Commission plans to further pave the way towards:

    • freedom from gender-based violence
    • the highest standards of health
    • equal pay and economic empowerment
    • work-life balance and care
    • equal employment opportunities and adequate working conditions
    • quality and inclusive education
    • political participation and equal representation
    • institutional mechanisms that deliver on women’s rights

    The Roadmap aims to build on the significant progress achieved under the Gender Equality Strategy 2020-2025. Thanks to this strategy, historic progress has been made in the EU over the past five years, with rules on pay transparency, gender balance on company boards, and on combating violence against women. The 2025 Report on Gender Equality in the EU – which was also published today – provides a more detailed overview of this progress and where more action is needed.

  • MIL-OSI Security: FBI Denver Warns of Online File Converter Scam

    The FBI Denver Field Office is warning that agents are increasingly seeing a scam involving free online document converter tools, and we want to encourage victims to report instances of this scam.

    In this scenario, criminals use free online document converter tools to load malware onto victims’ computers, leading to incidents such as ransomware.

    “The best way to thwart these fraudsters is to educate people so they don’t fall victim to these fraudsters in the first place,” said FBI Denver Special Agent in Charge Mark Michalek. “If you or someone you know has been affected by this scheme, we encourage you to make a report and take actions to protect your assets. Every day, we are working to hold these scammers accountable and provide victims with the resources they need.”

    To conduct this scheme, cyber criminals across the globe are using any type of free document converter or downloader tool. This might be a website claiming to convert one type of file to another, such as a .doc file to a .pdf file. It might also claim to combine files, such as joining multiple .jpg files into one .pdf file. The suspect program might claim to be an MP3 or MP4 downloading tool.

    These converters and downloading tools will do the task advertised, but the resulting file can contain hidden malware giving criminals access to the victim’s computer. The tools can also scrape the submitted files for:

    • Personal identifying information, such as social security numbers, dates of birth, phone numbers, etc.)
    • Banking information
    • Cryptocurrency information (seed phrases, wallet addresses, etc.)
    • Email addresses
    • Passwords

    Unfortunately, many victims don’t realize they have been infected by malware until it’s too late, and their computer is infected with ransomware or their identity has been stolen.

    The FBI Denver Field Office encourages victims or attempted victims of this type of scheme to report it to the FBI Internet Crime Complaint Center at www.ic3.gov.

    In addition, the FBI Denver Field Office recommends taking the following actions to protect yourself from this scam:

    • Take a breath, slow down and think. Be aware of your actions online and what risks you could be exposed to.
    • Keep your virus scan software up to date and scan any file you receive before opening it to help eliminate malicious software from being installed on your computer.

    If you are a victim of this scam, here are some steps to take:

    • Contact your financial institutions immediately. Take steps to protect your identity and your accounts.
    • Change all your passwords using a clean, trusted device.
    • Make a report at IC3.gov
    • Run up-to-date virus scan software to check for potentially malicious software installed by the scammers. Consider taking your computer to a professional company specializing in virus and malware removal services.

    Thousands of families faced with a potential health hazard from living in mouldy homes are breathing easier following a £15m programme to upgrade some of the region’s dampest social housing.

    The money, given to local councils by the West Midlands Combined Authority (WMCA), has been used to install damp busting measures in more than 4,400 homes across the region.

    Around 8,000 individual improvements have been carried out with some homes also getting high-quality insulation and ineffective, high carbon heating systems replaced with modern electric ones. Leaky roofs, windows and doors have also been fixed.

    The Social Housing Decency Fund programme is now nearing completion ahead of the Government’s introduction of Awaab’s Law in October. This will require social housing landlords to investigate and fix black mould and damp within strict timelines.

    The new law is named after three-year-old Awaab Ishak who died from mould exposure in his Rochdale home in 2020.

    Ruqia Ali and her two-month-old baby boy Zakariya are among the 10,000 people to benefit from the programme.

    She lives with husband Abdikadir and their two other children, six-year-old son Zayd and daughter Sara, aged three, in a council house in Bordesley Green, Birmingham.

    The family had several measures installed at their Victorian-built, two up, two down terraced house including roof space ventilation and specialist kitchen and bathroom fans.

    Mrs Ali said: “The condensation in the house was really bad before. It was aggravating my asthma and making me feel worse. We had damp on the walls and mould coming up from the skirting boards in the bedrooms.

    “But we’ve had no damp since the work was done and the house is now really comfortable. I feel much better and I don’t have to worry any more about how it’s affecting our health. It’s made a big difference.”

    Richard Parker, Mayor of the West Midlands and chair of the WMCA, joined Cllr Jayne Francis, Birmingham City Council’s cabinet member for housing and homelessness, to see how the work has made Mrs Ali’s home safer and healthier.

    The Mayor has made the construction of thousands of safe and warm new social homes a key priority to help tackle the region’s housing crisis. But he is also working with councils and housing associations on ways to upgrade the region’s existing social housing stock, bringing it up to modern standards.

    The Mayor said: “It can’t be right that in 2025, in one of the world’s richest countries, there are thousands of children living in cold, damp and mouldy homes.

    “The tragic death of Awaab Ishak is a stark reminder of the dangers of mould, especially for young children. Unfortunately, too many people have to live in old, substandard homes because of the region’s housing crisis. That’s why my priority is to build thousands of new social and affordable homes.

    “But we must also upgrade the social housing we already have. We’ve made a start but we need to do more because this is not just about improving homes – it’s about improving and even saving lives.”

    According to the most recent English Housing Survey it is thought there are as many as 90,000 homes in the West Midlands that fail to meet decency standards.

    Around 60,000 of these are privately rented and 30,000 are social homes for rent, owned by councils or housing associations. The survey estimated that the investment required to make all of these properties decent would be around £600m.

    The Social Housing Decency Fund improvements on Mrs Ali’s home were carried out alongside wider work being done by Birmingham City Council which is investing £1.6bn into its council houses over the next seven years.

    The council’s investment program began in April 2024 and just over £240m was invested last year, with a similar amount set to be invested again this year.

    Cllr Francis said: “The investment we are making into our council homes is the largest in the country and will ensure all our residents will be able to live in warm, safe, sustainable homes.

    “Many tenants will soon see significant improvements in their accommodation, including new kitchens and bathrooms, but they will also see energy bills cut and homes made warmer, helping to reduce the danger of damp and mould.

    “We will continue to work closely with partners like the WMCA to improve and build social homes, and I’d like to thank our contractors EQUANS for carrying out the works on Mrs Ali’s home.”

    Last year the WMCA commissioned the housing research team at the Centre for the New Midlands to undertake a wide-ranging evaluation of the problem of damp.

    It found that many tenants still faced life-threatening health risks from long-term exposure to dangerous levels of damp and mould and that it was commonplace for tenants to live with the hazard for four years or more. Consequently, many tenants reported feelings of helplessness and a range of mental and physical health issues.

    The report consequently called for a new funding model for social and council housing so damp and mould issues could be better tackled.

    In January this year the Mayor announced a new initiative to improve living standards and tackle fuel poverty in thousands of low-income households.

    Up to 10,000 of the region’s oldest and coldest social and privately-owned homes will be upgraded to make them warmer and cheaper to run thanks to a £167 million energy efficiency fund.

    The funding will bring thousands of homes up to modern energy efficiency standards with new insulation, doors, windows, solar panels, and state-of-the-art greener and smarter heating systems.

    Introduction

    Heathpatch is a 1,700 hectare farm 10 miles west of Ipswich. The farm includes 260 hectares of woodland, with a range of ages and species. Owned by the Buckle family, the farm is a traditional mix with a variety of crops, sheep and cattle, plus some equestrian land.

    Over the years, the farm has diversified and Heathpatch currently owns and runs a number of businesses, these include: manufacturing electro mechanical and electronic enclosures, renewable energy through anaerobic digestion, machinery sales including a wide range of forestry industry equipment, a brewery and a hospitality business consisting of a hotel, 2 pubs, and Nedging Hall Estate – a 10-bedroom country house and garden surrounded by the farm which is available for short lets.

    The farm itself has 145 hectares of woodland within 70 blocks, ranging from 0.5 to 11 hectares. The majority of these have been planted by the current owners. Two additional blocks of ancient woodland sit 5 miles away, Bonny Wood to the north and Raydon Wood to the south.

    Bonny Wood is a 15 hectare site, which is part of a larger woodland. Raydon Wood spans 99 hectares and has a disused railway line running through it. The wood was used by the US Airforce as an ammunition depot during the second world war to service the air defence and bombing campaign launched from East Anglia. At present, 2 full-time foresters work at Raydon Wood to convert a Plantations on Ancient Woodland Site to a working mixed woodland.

    The Buckle family is committed to woodland creation and management. They have added a remarkable 25 hectares of new woodland between 2020 and 2023, equating to a total of 45,000 young trees. This was with the support of Countryside Stewardship until 2021 and later with EWCO. The plan is to continue to expand woodland cover where it is most appropriate and to bring more of the existing woodland inventory into management.

    Creating a landscape that benefits wildlife

    Prior to the 1970s much of the tree and hedge cover in the area had been removed. Since the Buckles arrived in 1973, they have worked consistently to plant and restore the wooded landscape. Biodiversity and nature recovery have been their key drivers and several locations on the farm offer an impressive 360-degree view of woodland and hedges, all of which have been planted by the family.

    The planting over the years has always been majority native broadleaf trees together with a few conifers, in a largely agricultural landscape, and often with generous rides incorporated into the design to help increase suitable and diverse habitats for birds, mammals, and invertebrates.

    Planting alongside existing blocks of woodland or hedgerow has helped to connect habitats and provide wildlife corridors, supporting nature recovery and helping species to adapt to the changing climate. To complement the benefits of woodland creation and accelerate nature recovery, Heathpatch has created feeding plots for turtle doves and installed swift boxes on the farm; the boxes are complete with systems that play the calls swifts use when in their nest to help non-breeding swifts identify potential nest sites.

    The aquatic habitat and water quality of the River Brett which runs through the farm has been improved. Working closely with neighbouring landowners, this has been achieved with funding and operational support from the Environment Agency, Dedham Vale Area of Outstanding Natural Beauty, Stour Valley Project and Heathpatch.

    To date, over 60 features have been placed in the river and its tributaries to modify the water flow; these include gravel glides, berms (low level shelves constructed to restore the natural flow of the river), flow deflectors and flood plain connections. To complement these measures, 5 to 20 metre-wide stretches of the riverbank have been fenced off from livestock, with more planned in the future. Some riparian strips have been planted with suitable tree species, while other areas have been left to allow vegetation to colonise naturally.

    A leading pond ecologist has surveyed the farm ponds periodically since 2006: there are over 50 ponds in existence, plus several ‘ghost ponds’ – ponds that have disappeared over the years having either silted up or been deliberately filled in due to changes in agricultural practices. The surveys have informed a programme of works, which involves the removal of shade-casting vegetation where appropriate, dredging and restoration. When dredging, particularly in the ghost ponds, the hope is to find rare vegetation seeds, which have survived under layers of leaves and mud. Restoring existing ponds encourages greater biodiversity to return, which typically happens more quickly compared to creating entirely new ponds. That said, 7 completely new ponds have been created in the last 4 years, all within or adjacent to the 25 hectares of newly planted woodland.

    Significant numbers of invertebrates are already present at the sites, and in one location robins were spotted using a brash pile nearby one of the new ponds for nesting only 6 weeks after the pile was made.

    It is a delight to walk around the farm, within the woods and along the river and to see the improvements being built upon year on year… we were showing off the results to a group of interested parties last year and, right on cue, a kingfisher flew across! It is heartening to see the riot of nature responding to the changes made, even within such a short period of time.

    Reducing farm pollution and capturing carbon

    Most of the new woodland has replaced agricultural land, which was previously used for grazing, hay, or crops. This land use change will make the farm’s arable management less intensive and will reduce the use and application of herbicides and manufactured fertiliser across the catchment, reducing the farm’s overall pollution output.

    The new woodland is set to capture carbon and is registered with the Woodland Carbon Code. Heathpatch holds 2 contracts under the Woodland Carbon Guarantee (WCaG), providing the option to sell carbon credits to the government every 5 or 10 years up to 2055-56 for a guaranteed price that is index-linked for the life of the contract. The plan is to sell some of the carbon units, either to the government under WCaG or on the open market, and to use other units to offset the emissions from group activities.

    Woodland management for the benefit of the business

    The owners are conscious of the impact of agriculture on the environment and take pride in their farm – feeling responsible to create a balanced landscape that can enhance biodiversity and their business, while providing amenity. They have always recognised the importance of woodland in the landscape and understood the opportunities that come with active management – and although secondary to improving wildlife and biodiversity, the woodlands must meet commercial objectives.

    A range of edge species (typically shrubs or coppice species) have been planted around most of the woodland blocks forming a graduated edge to the internal species, some of which will be managed for long-term timber production.

    Traditional silvicultural management (the process of tending, harvesting, and regenerating) will produce firewood, coppice products and subsequently a timber yield. The timber will be milled and used internally or sold to local markets. Any firewood produced has a ready-made market in Heathpatch – destined for homes and hospitality venues nearby. An evolving local market for added-value coppice products is providing more opportunities to make this woodland work for the farm business and for the wider environment.

    Top tips

    1. Don’t plant woodland if you are not prepared to manage it.
    2. Consider natural regeneration if you have the patience.
    3. Rides can never be too wide and remember to leave ample space around ponds and other woodland features.
    4. Volunteers can be highly effective: we have discovered that many people in our community like to spend time helping in the woods and are keen to get stuck in; volunteer numbers are growing.

    This year, we took the opportunity to speak to a number of staff to gain an insight into their roles and personal achievements.  

    Vicki talked us through her role as Learning and Development (L&D) Business Partner.

    “As Learning and Development Business Partner, my role is to provide advice and guidance to the business on all aspects of learning and development, mainly in the areas of Leadership Development. I have responsibility for the senior leadership development programmes both within Force and via our partner agencies. I also hold the portfolio for our Digital Delivery, which includes all our eLearning packages, learning webinars and online learning content.

    “I’ve been with the Civil Nuclear Constabulary (CNC) almost eight years, starting off in Police Officer Recruitment which gave me a great grounding into the life of our new officers. I transitioned into L&D five years ago having specialised in instructional design and training as part of my long career within Human Resources.

    “No two days are the same in this role, and I love the challenge that new projects, training delivery and online content bring. I’ve been involved in many new initiatives in the corporate training arena during my time here and have recently qualified as a Level 5 CMI Coaching Practitioner. This supports the work I do as well as giving me a good insight into the lives of my coachees and their challenges. The rewarding part of my job is supporting the wider organisation and enabling those on the front line to be their best and encouraging those who may not think they have the opportunity to develop to do just that!”

    Caitlin shared some of her experiences as Inspections Manager.

    “I joined in October 2022 as the Inspections Manager. Prior to this I was a secondary school teacher for 12 years, teaching History and English – first in Australia, then in Scotland. I have spent the past two years undertaking significant study to gain my Certified Internal Auditor (CIA) qualification, and have been working with the Inspections and Assurance team to carry out our annual inspections plan which has included reviewing the Corporate Induction and the annual Operational Inspection.

    “The aspect of the role I enjoy the most is getting to learn more about the way the organisation works – especially when visiting the various Operational Policing Units (OPUs). I like to believe that the work we do can create positive change as well, no matter how small.

    “Some of the highlights of my career have been some of the work I’ve been able to do outside my role with the CNC, including working with the Violence against women and girls (VAWG) team to introduce a range of initiatives. The one I am proudest of is establishing the CNC’s Domestic Abuse Contacts network so we can better support people in our organisation who are experiencing domestic abuse.”

    Kay spoke about her role as Vetting Officer.

    “After serving 31 years as an officer, I retired in 2021. I became Police staff as an intelligence officer in the South East Regional organised crime unit (SEROCU) for two years before returning to the online child abuse team within Thames Valley Police, where my role was to identify victims of online abuse.

    “I started working with CNC as a vetting officer six months ago as for my own mental health, I needed to move away from the subject matter which I had specialised in for much of my career. Police vetting was very much in the spotlight on a National basis which I found interesting.

    “Vetting is evolving and I am constantly learning. Since the day I joined, everyone in my team has been supportive and helpful – answering every question I have (and there have been many!). It is a great team to work with.

    “Surrounding yourself with good people is key to staying resilient and motivated when facing tough times. I have been very fortunate in my career to work with fantastic teams and that has continued with the CNC.”

    Speaking about the importance of Police Staff Week of Celebration and Recognition, Chief Constable Simon Chesterman said: “Police staff are an essential part of the team, performing vital roles, and we could not function without them.

    “It is great to see that there is now a Police Staff Week of Celebration and Recognition, dedicated to highlighting and acknowledging the incredible and valuable work our police staff colleagues carry out.

    “Understandably in an armed police force, the emphasis is often on the front-line, however, we should use this week to pause and reflect on the fact that without police staff, we would not have a front-line. Officers would not be recruited, trained, paid, equipped, deployed, and their wellbeing looked after without the police staff element of the overall CNC team.

    Favour Owuamanam, from Umuechetanmehe Amiri in Imo State, was 9 months pregnant and had been referred for a planned caesarean section due to the prospects of a high-risk delivery. When her labor started before her due date, she was rushed to Vaden Specialist Hospital for an emergency caesarean section and gave birth successfully. However, her baby had complications with neonatal asphyxia and jaundice and required additional care.

    The Imo State Health Insurance Agency facilitated the immediate transfer of the baby to the special care unit in Imo State Specialist Hospital. Both mother and baby were covered under health insurance and did not need to pay for any services.

    “Medical treatments are usually so high. I don’t know where I would have found the money to pay for my hospital bills. I am very grateful to the Imo State Health Insurance Agency Team,” said Favour.

    This is one of many health interventions by the Imo State Health Insurance Agency. The Agency has instituted one of the best and most responsive referral systems in Nigeria. In less than 10 months of implementation, over 516 cases have been referred through the health insurance programme, saving many lives through emergency surgery at no cost to the patient.

    Some of Nigeria’s poorest and most vulnerable populations are now able to access health care services without suffering financial hardship as a result. This is due to the passing of health insurance laws and the implementation of a health insurance programme that removes the burden of financial cost to the patient. Simultaneously, the quality of primary health care services is being strengthened, which has increased trust in and use of the services.

    This is a strong effort by the Government of Nigeria to ensure that its population is protected from financial hardship and is able to access timely and quality health services in line with the principles of universal health coverage (UHC).

    Engaging parliamentarians and the Executive to enable laws

    The enactment of mandatory health insurance laws and implementation of the Basic Health Care Provision Fund in 2023 has changed the lives of many poor and vulnerable Nigerians in Imo State.

    To advocate and make a strong case for the establishment of the Imo State Health Insurance Program, WHO, through the UHC Partnership, helped to establish the State Health Financing Unit and Technical Working Group in the State Ministry of Health. WHO technical staff then worked to build capacity and generate evidence.

    “The Imo State Government is putting mechanisms in place to ensure the protection of all citizens against financial risks associated with health care in the state. Unfortunately, the demand for health services is relentless and people end up becoming poorer to stay alive whenever they are sick. These actions will mitigate the use of the regressive out-of-pocket payments in health that pushes people into the vicious cycle of poverty, disease, and death,” said Dr Uchenna Ewelike, Executive Secretary, Imo State Health Insurance Agency.

    Sustained high-level advocacy by WHO resulted in better understanding and synergy between the Executive led by the State Governor and the parliamentarians, and this led to the speedy passage and ascent of the Imo State Health Insurance Bill into Law.

    “More investment in health, and health insurance specifically, has huge returns for the economy. This is demonstrated by an investment case for health in Imo State, developed by WHO, that shows up to 200% increase in real GDP and 200% increase in the number of jobs created over 5 years. As health is a human right and duty of the state, WHO will work with Imo State to develop a plan that will guide a progressive increase in coverage to achieve the UHC benchmark of at least 80% of the state population,” said Dr Walter Kazadi Mulombo, WHO Representative to Nigeria.

    Nigeria is one of more than 125 countries and areas to which the UHC Partnership helps deliver WHO support and technical expertise in advancing UHC through a PHC approach. The UHC Partnership represents over 3 billion people. It is supported and funded by Belgium, Canada, the European Union, France, Germany, Ireland, Luxembourg, Japan, the United Kingdom of Great Britain and Northern Ireland, and WHO.

    Speech at the University of Edinburgh setting out how Scotland has the potential to be the engine room of UK growth [political content removed]

    WELCOME

    Thank you for having me today

    And can I begin by thanking Chris Deerin and Reform Scotland

    for helping us bring such a great audience together for the event.

    I look forward to speaking with Chris later and taking some questions.

    And thanks to both Chris Murray, MP and Christina Boswell, Vice Principal here at University of Edinburgh, for their kind introductions.

    And for welcoming us to the Informatics Forum at Edinburgh University,

    home to AI excellence since 1963!

    1963 – the same year that Prime Minister, Harold Wilson, delivered his “white heat of technology” speech.

    And that speech could be delivered today given the pace of technological change and the huge opportunities with AI. Of course, this university, with the passion and expertise of Christina and her colleagues are driving this agenda.

    This university will be at the heart of the government’s AI strategy.

    The implications for industry, our economy, government, services and society are unlimited and we must grab this with both hands.

    I’ve just visited the robotics lab downstairs and it’s mindblowing.

    Harold Wilson, of course, warned his audience that if the country was to prosper a “new Britain” would need to be forged in the “white heat” of this “scientific revolution”.

    History is indeed repeating itself. 

    The AI revolution is happening as we enter a golden age of opportunity.

    And Scotland should and will be at the heart of it. Thank you for all you do Christina.

    I came to this university as a fresh faced 16 year old,

    straight from 5th year at Wester Hailes Education Centre

    as the first in my family to go to university.

    The Lothians Equal Access Program for Schools was my entry point to this university,

    and the gateway to a different life.

    The support of dedicated, inspiring and role model teachers at WHEC,

    alongside the chance to study here are the reasons I’m able to make this speech today.

    The power of education to tear down societal barriers should never be underestimated.

    We hear a lot about attainment gaps and Scotland’s failure to close them. 

    And I promise that is no statistical abstraction or political point to score.

    It is about the life chances of every child in Scotland,

    and until it is seriously addressed then, make no mistake,

    it translates directly into the waste of human talent and denial of opportunity that currently holds Scotland back.

    Whether it is an apprenticeship, re-skilling, a degree, a postgraduate qualification,

    or simply giving a wee boy from Wester Hailes a chance,

    education and training are the biggest and best investments we can make in our economy and our society. 

    At a conference a few weeks ago I outlined my own journey from growing up in a council estate,

    to sitting down at the Cabinet table in Keir Starmer’s government.

    That’s a journey that took many twists and turns, from the Codfather Chippy to the Edinburgh Festival.

    I had a long career in business and as an entrepreneur before getting into politics.

    I actually almost didn’t get into university because I was so bad at the drums.

    I was set to fail Higher Music with aplomb!

    My music teacher pulled me aside and persuaded me that if I wanted any chance of getting into uni, 

    I had to sing instead! 

    And no… it wasn’t the Hearts song

    So after all of that, when I finally sat at that Cabinet table

    and looked around at the faces that made up the most working class Cabinet in history,

    I thought of my parents.

    I haven’t often talked about this, but my father passed away when I was nine.

    My mother raised two boys on her own, working multiple jobs to get by:

    Woolworths as a cleaner; the Busy Bee Bar as a cook; a bookies as a cashier.

    She worked these jobs because she wanted to give her boys the best possible opportunities in life.

    Sitting down at that Cabinet table for the first time I made a promise that every decision I make in government will be in service to working people.

    A government of service.

    I learned a lesson from those years to take into my job now.

    My mum wasn’t afraid to roll up her sleeves to get things done.

    Neither am I – and neither is this government.

    And we have had no choice.

    But I am proud of how our Plan for Change has already started to work:

    The biggest upgrade in workers rights in a generation

    an industrial strategy to make sure we can take advantage of the jobs of the future:

    GB Energy, publicly owned, headquartered here in Scotland

    Glasgow City Region chosen as one of the priority investment areas for the National Wealth Fund

    £1.4 billion in local growth spending across Scotland

    Harland and Wolff saved thanks to a deal brokered by the UK Government, with sites in Arnish and Methill in Scotland protected 

    And of course, the announcement from our Prime Minister that we will allocate £200 million from the National Wealth Fund,

    to drive investment in a viable industrial future for Grangemouth.

    Delivered after the Prime Minister asked me and the Scotland Office to lead a cross-government taskforce to make it happen.

    Grangemouth was the first issue on which I was briefed on as Secretary of State.

    In just eight months, we have put together a plan for the future.

    That £200 million is a signal that this government does not see Grangemouth as a political problem to be solved,

    but a huge opportunity for industrial renewal.

    And on top of all that, we have delivered the largest budget settlement for the Scottish Government in the history of devolution.

    An end to austerity – we promised it in the manifesto and the budget delivered it.

    That’s how we fix the foundations, deliver our Plan for Change and begin to turn things around for Scotland.

    Turning things around will take time, but I know a thing or two about the hard graft it takes to do that.

    My journey from Wester Hailes to Westminster included time working as a small business owner and entrepreneur.

    I was broadcasting on the internet years before YouTube.

    I was doing live televised karaoke before Pop Idol was even a glint in Simon Cowell’s eye.

    I was doing festival events and concerts,

    I refurbished and re-opened a derelict hotel in West Linton,

    opened a bar in Newington,

    and sports bistro in Edinburgh city centre.

    It’s amazing what you learn in a tough industry like hospitality.

    Being a small business owner means you have to turn your hand to everything,

    from pulling pints, to cleaning toilets.

    Though thankfully not always at the same time!

    I know the ups and downs of running my own business.

    More than once, I had to put the staff wages on a personal credit card,

    because no matter how hard it got, the team came first,

    they needed to pay their bills.

    That’s why, by the way, I am so proud of this government’s make work pay agenda.

    Boosting the minimum wage, 

    banning exploitative zero hour contracts, 

    ending fire and rehire, 

    day one rights for workers.  

    As a former business owner let me be clear:

    page one, line one of your business plan should be how you will pay your staff properly.

    More security and better pay for working people will help drive growth.

    It’s good for workers and it’s good for business.

    It drove growth in that West Linton Hotel.

    By working together we turned things around.

    That once derelict hotel is still thriving.

    There are derelict hotel stories in every community and every sector right across Scotland.

    I think of that when I consider how this government has reset the relationship with the Scottish Government.

    And we are starting to see fruits of that productive relationship  – such as bringing the Commonwealth Games to Glasgow.

    And in the range of areas where the Scottish Government has accepted the UK government  legislating in devolved areas,

    to deliver change, faster.

    On tobacco, renters rights, public railways, children’s protection and more.

    Too many people are keen to suggest this reset is “over” at the first sign of political disagreement. 

    It doesn’t work like that. 

    These are different governments,

    Led by different political parties with different priorities and policies.

    But just because we don’t agree on everything,

    doesn’t mean we can’t agree on anything.

    I am certain that the single most important outcome which Scotland’s two governments should seek,

    is economic growth.

    Growth with a purpose.

    to raise living standards, improve public services,

    and tackle the unacceptable levels of poverty that continue to scar our communities.

    Scotland can be the engine room of UK growth.

    We have so much potential.

    Potential that for too long has gone untapped,

    World class universities,

    advanced manufacturing,

    food and drink,

    life sciences,

    Financial and professional services. 

    And the government will leave no stone unturned to unleash that potential.

    Tearing up red tape,

    harnessing the power of Artificial Intelligence to boost productivity,

    and delivering a proper industrial strategy, developed in partnership with businesses and trade unions.

    But delivering economic growth for Scotland is not something either of Scotland’s governments can do alone.

    It requires partnership and co-operation.

    Because the alternative costs us dearly.

    If Scottish growth had simply matched the sluggish UK growth in the last decade our economy would be nearly £10 billion larger.

    That is why we need a decade of national renewal.

    I know the will is there across Scotland’s cities, towns and villages.

    I know the will is there in Scotland’s businesses and trade unions.

    I know the will is there in Scotland’s third sector and charities.

    People up and down the country are full of enthusiasm and ideas for how to make their communities flourish.

    I was intrigued to read last week the leader of Glasgow City Council call for a ‘devolution deal’ for the city region.

    Not just money but powers too.

    This was echoed in a recent meeting with the Edinburgh region growth deal partners,

    who are calling for more powers over skills and transport.

    Devolution of powers to local communities.

    Just look at the impact an empowered Mayor has made to Greater Manchester.

    From 2014 to 2022 the Greater Manchester economy grew by almost 50%.

    If the Glasgow City Region had achieved that same level of growth,

    it would be £7.7 billion larger today.

    That’s an awful lot of jobs and opportunities lost.

    And we can see the real world impact on the high streets of Scotland’s towns and cities.

    As an entrepreneur, it’s painful to see boarded up shops and shuttered restaurants which once represented someone’s dreams and a community’s promise.

    That’s something both governments should be coming together to sort out, by empowering local communities with place based growth. 

    That place based growth is central to our Plan for change. 

    Money and power needs to be pushed out to communities,

    To give them all a fair kick of the ball,

    and create their own jobs and investment.

    And the single biggest opportunity to create good jobs is ensuring that Scotland wins the race to clean energy.

    With GB energy located in Aberdeen, and billions of pounds of investment on the table we need to grasp those opportunities.

    Re-skilling and retraining our workforce will be key to delivering a just transition,

    ensuring the job opportunities of the future are accessible to all.

    And when I think about the future, I think of my daughters.

    Zola, aged four years, and Lois just five weeks old. 

    The jobs and careers they will enjoy have likely yet to even be invented.

    (although Zola does want to be a police officer)

    Businesses and unions constantly tell me they worry about the skills landscape in Scotland.

    The Fraser of Allander Institute found a quarter of employers report vacancies,

    with 31% of these being classified as skill-shortage vacancies, up 10 per cent from 2020.

    We won’t grab these clean energy jobs for Scotland unless we equip our young people,

    and our existing workforce with the skills to do them.

    Now we gather today, at the end of Scottish Apprenticeship Week.

    Apprenticeships and further education should be at the heart of how we take advantage of the race to clean power.

    There are 8,000 fewer college places today than there were just last year.

    Those places are at their lowest level in nine years.

    Just last week we saw that the attainment gap in Scottish schools between the richest and the poorest kids has widened again.

    Everyone deserves the opportunity and dignity that comes with good work. 

    Yet Scotland’s rate of economic inactivity is above the rest of the UK. 

    That’s people out of work, and not looking for work for various reasons. 

    If we simply matched the UK average, we would get over 40,000 people back to work and generate millions more for our economy and communities.

    The UK Government’s £240 million Get Britain Working Plan will overhaul Jobcentres so they focus on skills and careers.

    We need to see the Scottish Government engage with that plan and help us make it work.

    One of the reasons why Scotland’s inactivity rate is higher,

    is because more people in Scotland are out of work due to ill health.

    Many of those people want to work, but can’t.

    And far, far too many of them are stuck on an NHS Scotland waiting list.

    As it stands, NHS waiting times are one of the biggest blocks to growing our economy.

    Almost 300,000 Scots are out of work and not looking for work because they are either temporary or  long term sick..

    Over 700,000 Scots are on an NHS waiting list for treatment.

    Cut NHS waiting lists and you will grow our economy.

    A record settlement from the UK Government for public services in Scotland should deliver that. 

    I know that some of the decisions the UK Government took to fund that record settlement have been difficult and won’t please everyone…

    but we live in a world where 100,000 Scots have been stuck on an NHS waiting list for more than a year,

    28,000 Scots in the past 18 months have been forced to go private for health care.

    That is an unacceptable situation and we make no apology delivering the funding our NHS needs.

    Scotland has a proud industrial past,

    and we can have a bright industrial future, which delivers jobs and wealth for families for generations to come,

    but only if we get the race to clean power right.

    For too long Scottish workers missed out on the work.

    Now I worry a new generation will miss out on the skills.

    As my wonderful Scotland Office ministerial colleague and friend, Kirsty McNeill, often says:

    “We feel it in our bones.”

    It is why we believe in delivering the kind of economic growth that delivers jobs and opportunities for working class people and communities. 

    And one area where those jobs and opportunities could be created, is nuclear power.

    The Scottish Government has a long-standing opposition to nuclear power.

    That is their prerogative, but doing so means investment, jobs and opportunities for Scottish communities will continue to head south.

    Both Hunterston in North Ayrshire and Torness in East Lothian are prime spots for development.

    They have made fantastic contributions to the Scottish economy in the past and they can do so again in the future.

    For Hunterston, that could be 800 new jobs with £50-60 million in direct local wages. 

    For Torness, up to 1,000 jobs with £100m in direct wages.

    Together it would mean tens of millions of pounds being paid in business rates. 

    My message to the Scottish Government today is simple:

    stop blocking this investment, allow those jobs to be created, and let that revenue flow into Scotland.

    And crucially – please work in partnership with the UK Government to deliver it.

    Nuclear power stations aren’t built overnight.

    But they are an investment in our future.

    And another long term investment, for which our country is crying out, is aviation infrastructure.

    Or to put it simply – runways.

    I’ll be clear – I support a third runway at Heathrow. 

    It is a huge opportunity for Scotland’s economy and a massive opportunity for our Brand Scotland agenda,

    to sell Scotland to the world.

    Most passengers leave Scotland on a plane, not knowing that beneath their seat are crates of Scottish salmon and whisky. 

    Connectivity to get our world leading goods overseas is critical as an enabler to growth.

    But incredibly, Scottish exports as a percentage of GDP lag behind the rest of the UK. 

    The Scottish Government’s export target is to increase the value of Scotland’s international exports to 25% of GDP by 2029. 

    But that would still leave us behind the rest of the UK,

    and missed opportunities to improve connectivity to our own airports is partly why.

    It was the current First Minister himself who cancelled the Glasgow Airport Rail Link, over 16 years ago in 2009. 

    That was a missed opportunity for growth,

    given Glasgow Airport already adds over £1.4 billion to the Scottish economy and supports 30,000 jobs.

    It is incredible that in 2025 you can get a direct train from Glasgow Central to Manchester Airport, over 200 miles away.

    but not to Glasgow Airport, just a few miles from the centre of Scotland’s largest city.

    We need UK and Scottish government cooperation, to ensure that all Scotland’s airports, 

    including the publicly owned Prestwick Airport,

    makes the most of Heathrow expansion, and have a proper strategy to drive economic growth.

    The UK industrial strategy identifies eight growth driving sectors, and Scotland can benefit from all of them:

    advanced manufacturing, clean energy industries

    creative industries, digital and technologies

    financial services, life sciences

    professional and business services

    and most relevant this week – defence.

    The decision to increase defence spending to 2.5% of GDP is an act of generational leadership from our Prime Minister.

    as we chart a new course in an uncertain world and do what is necessary to defend our country and our continent.

    National security is the first duty of any government,

    but that increase in spending also represents a massive industrial opportunity for Scotland.

    More than £2 billion was spent by the Ministry of Defence in Scotland last year,

    the industry in Scotland employs more than 30,000 people, including 1,500 apprentices.

    The role must be to defend our nation,

    to stand in solidarity with our European partners,

    and to help Scottish industry lead the way in defence technology and manufacturing.

    On this issue, at this crucial time, we need cooperation between Scotland’s two governments,

    and I am determined that it should happen,

    in our national interest.

    So on these issues: skills, nuclear, aviation,

    infrastructure, defence, and employability,

    I will reconvene the Scottish Business Growth group

    co-chaired by me and the Deputy First Minister. 

    We will bring together voices from across Scottish business, industry,

    trades unions and civic society,

    to find a way through these challenges.

    It will be Scotland’s Growth Commission.

    Last year heralded a new era for the Scotland Office.

    An era of delivery.

    An era that will grasp the new golden age of opportunities for Scotland.

    The vast majority of Scots want their two governments to work together to increase living standards and improve public services. 

    Under my leadership, that is what this Scotland Office is determined to do.

    Since the election last July, I have completely reformed and restructured the department,

    so it can deliver the government’s missions for Scots.

    This new direction for the Scotland Office will have four strategic priorities:

    economic growth

    green energy

    Brand Scotland

    and tackling poverty.

    This new Scotland Office is the UK Government’s delivery arm for Scotland

    and Scotland’s window to Whitehall.

    We will deliver economic growth. 

    But growth with a purpose: 

    to reduce and one day eradicate the poverty which scars our communities. 

    Taking advantage of our enormous green energy potential and our world class brand to get there.

    So as we enter a third era of the Scotland Office post devolution, 

    I am reminded of the words of a Scottish Secretary from long before the devolution era, the great Tom Johnston, who wrote:

    “…if only we could lift great social crusades like better housing and health from the arena of partisan strife,

    what magnificent achievements might yet be ours.

    “In unity lies strength: in concurrence, the possibility of great achievement in better housing, 

    better health,

    better education, better use of leisure,

    greater security in income, and employment.”

    That is a lesson that the Scottish public have been demanding both their governments learn. 

    And that lesson is the path to deliver better living standards and ensure that

    plenty more boys and girls

    from communities like Wester Hailes,

    and from all over Scotland, 

    have the opportunities in life that can lead them to the Cabinet table.

    That is my motivation.

    That is my ambition for Scotland.

    The Prime Minister Shri Narendra Modi launched various development works worth over ₹2580 crore in Silvassa, Union Territory of Dadra and Nagar Haveli and Daman and Diu today. He also inaugurated the Namo Hospital in Silvassa earlier to the event. Addressing the gathering, the Prime Minister expressed his gratitude towards the dedicated workers of the Union Territory of Dadra and Nagar Haveli, Daman and Diu for giving him the opportunity to connect and engage with the region. He acknowledged the warmth and the long-standing connection he has had with the people, sharing that his bond with the region is decades old. He highlighted the progress the region has made since his government came to power in 2014, transforming the potential of Dadra and Nagar Haveli, Daman and Diu into a modern and progressive identity.

    “The natural beauty of Silvassa and the love of its people, as well as Dadra and Nagar Haveli, Daman and Diu, you all know how long my connection with you has been. This decades-old bond, the joy I feel when I come here, only you and I understand it”, Shri Modi added. The Prime Minister mentioned that when he first visited, the area was vastly different, with people questioning what could come of a small coastal region. However, he always had faith in the people of this place and their capabilities. The Prime Minister pointed out that under the leadership of his government, this faith has been transformed into progress, turning Silvassa into a cosmopolitan city, thriving with new opportunities for all its residents.

    Shri Modi also shared an example of Singapore, which, in its early days, was a small fishing village. He emphasized that the transformation of Singapore happened due to the strong willpower of its people.  The Prime Minister encouraged the citizens of the Union Territory to adopt a similar resolve for development, assuring them that he would stand by them, but they too must take the initiative to move forward.

    “Dadra and Nagar Haveli, Daman and Diu is not just a Union Territory but a source of pride and heritage. This is why we are transforming the region into a model state known for its holistic development”,  Shri Modi emphasized. The Prime Minister stated how he envisions the region to be recognized for its high-tech infrastructure, modern healthcare services, world-class educational institutes, tourism, blue economy, industrial progress, new opportunities for youth, and women’s participation in development.

    Shri Modi noted that under the leadership of Shri Praful Patel and with the support of the central government, the region is fast progressing towards these goals. Over the last 10 years, significant progress has been made in development. The region is now emerging on the national map with a distinct identity in terms of development. Various government schemes, such as One Nation One Ration Card, Jal Jeevan Mission, BharatNet, PM Jan Dhan Yojana, PM Jeevan Jyoti Bima, and PM Suraksha Bima, have brought substantial benefits to the people, especially the underprivileged and tribal communities.

    The Prime Minister announced that the next goal is to achieve 100% saturation in initiatives like Smart Cities Mission, Samagra Shiksha, and PM Mudra Yojana. He highlighted that for the first time, the government is reaching out directly to people with these welfare schemes, ensuring that every citizen benefits from the government’s plans.

    The Prime Minister  highlighted the transformation of Dadra and Nagar Haveli, Daman and Diu in infrastructure, education, employment, and industrial development. He pointed out that earlier, youth from the region had to go outside for higher education, but today, the region is home to six national-level institutes. These include Namo Medical College, Gujarat National Law University, IIIT Diu, National Institute of Fashion Technology, Institute of Hotel Management and Catering Technology, and the Daman Engineering College. These institutions have made Silvassa and the region a new education hub. “To further benefit the youth, seats have been reserved for them in these institutes. Earlier, I was happy to see that this is a region where education is provided  in four different mediums: Hindi, English, Gujarati, and Marathi. Now, I am also proud to say that children in primary and junior schools here are studying in smart classrooms”, Shri Modi added.

    Shri Modi said that in recent years, modern healthcare services have expanded significantly in the region. “In 2023, I  had the opportunity to inaugurate Namo Medical College here. Along with this, a new hospital with a capacity of 450 beds has been added, which was also inaugurated today. The healthcare facilities in Silvassa will greatly benefit the tribal community in the region”, Shri Modi underscored. 

    The Prime Minister  highlighted the significance of today’s healthcare projects, as it coincides with Jan Aushadhi Diwas. He emphasized that Jan Aushadhi ensures affordable treatment. Under this initiative, the government is providing quality hospitals, free treatment under Ayushman Bharat, and affordable medicines through Jan Aushadhi centers. More than 15,000 Jan Aushadhi centers across the country offer medicines at up to 80% lower prices. Around 40 Jan Aushadhi centers are benefiting the people of Dadra and Nagar Haveli, Daman and Diu. The government aims to open 25,000 Jan Aushadhi centers nationwide in the future. “Since the launch of this initiative, nearly ₹6,500 crore worth of affordable medicines have been provided to the needy, saving over ₹30,000 crore for the poor and middle class. This initiative has made the treatment of several critical diseases more affordable, demonstrating the government’s sensitivity to the needs of ordinary citizens”, Shri Modi emphasised.

    The Prime Minister addressed the rising concern of lifestyle diseases, particularly obesity, which has become a major health threat. He referred to a recent report predicting that by 2050, over 440 million Indians will suffer from obesity. “This alarming figure indicates that one in every three people could face serious health issues due to obesity, potentially making it a life-threatening condition”, Shri Modi stated.

    To combat this, the Prime Minister urged everyone to take proactive steps to reduce obesity. He emphasized the importance of reducing the consumption of cooking oil by 10% each month, asking people to commit to using 10% less oil in their daily cooking. He also encouraged the inclusion of regular physical activity, like walking a few kilometers daily, to maintain a healthy lifestyle and prevent obesity. “India is committed to achieving the vision of a developed nation. Only a healthy nation can achieve such a goal”, Shri Modi emphasised.

    Shri Modi highlighted the rapid industrial growth in Dadra and Nagar Haveli, Daman and Diu over the past decade. With the launch of the Mission Manufacturing initiative in the recent budget, the region is poised to benefit significantly. Hundreds of new industries have started, and several existing industries have expanded, attracting thousands of crores in investment. These industries are providing large-scale employment opportunities, especially for the tribal community, women, and marginalized groups. “The Gir Adarsh Jeevika Yojana has been implemented to empower SC, ST, OBC, and women, while new self-employment opportunities have been created with the establishment of small dairy farms”, Shri Modi added.

    The Prime Minister underscored that tourism has also emerged as a major source of employment. The region’s beaches and rich heritage are attracting tourists from both India and abroad. Developments like the Ram Setu, Namo Path, Tent City in Daman, and the popular Night Market are enhancing the region’s appeal. Shri Modi stated that a large bird sanctuary has been established, and plans for an eco-resort in Dudhani are underway. Coastal promenade and beach development work is being carried out in Diu. “The Diu Beach Games in 2024 boosted interest in beach sports, and the Blue Flag certification has made the Ghoghla Beach in Diu a popular tourist destination. Additionally, a cable car project is being developed in Diu, offering spectacular views of the Arabian Sea, making the region one of India’s top tourist destinations”, Shri Modi added.

    Highlighting the significant connectivity improvements in Dadra and Nagar Haveli, Daman and Diu, Prime Minister Shri Narendra Modi  said that a bullet train station is being built near Dadra, and the Mumbai-Delhi Expressway passes through Silvassa. Over the past few years, several kilometers of new roads have been constructed, with over 500 kilometers of road work currently underway, involving investments worth thousands of crores. “The region is also benefiting from the UDAN scheme, and the local airport is being upgraded to enhance connectivity. The government is committed to ensuring comprehensive development and improving infrastructure in the region”, Shri Modi added.

    The Prime Minister  expressed his happiness that Dadra and Nagar Haveli, Daman and Diu are becoming models of development, good governance, and ease of living. He pointed out that in the past, people had to visit government offices repeatedly to resolve their issues, but now most government-related tasks can be completed with just one click on their mobile phones. This new approach has greatly benefited the tribal areas that were neglected for decades. Special camps are being organized in villages to listen to people’s problems and resolve them on the spot. The Prime Minister congratulated Shri Praful Patel and his team for these efforts and assured the people that the government will continue working towards the development of the region.“I congratulate the people of Dadra and Nagar Haveli, Daman and Diu for the successful development projects launched today. I express my heartfelt gratitude for the warm welcome, affection, and respect shown by the citizens of the Union Territory”, the Prime Minister concluded.

    Background

    Boosting healthcare facilities in all corners of the country has been a primary focus of the Prime Minister. In line with this, he inaugurated NAMO Hospital (Phase I) in Silvassa. This 450 bedded hospital, built at the cost of over Rs 460 crore, will significantly strengthen healthcare services in the Union Territory. It will provide state-of-the-art medical care to the people in the region, especially the tribal communities.

    The Prime Minister also inaugurated and  laid the foundation stone of multiple development projects for the UT worth over Rs 2580 crore at Silvassa. These include various village roads and other road infrastructure, schools, health and wellness centres, Panchayat and administrative buildings, Anganwadi centres, water supply and sewage infrastructure among others. These projects aim to improve connectivity, promote industrial growth, encourage tourism, create employment opportunities and aim at enhancing public welfare initiatives in the region.

    Gir Adarsh Aajeevika Yojana aims to boost economic empowerment of women belonging to scheduled castes (SCs), scheduled tribes (STs), other backward classes (OBCs), minorities and divyangjan in the region through setting up small dairy farms and bringing social and economic changes in their lives. The Sylvan Didi scheme is an initiative to uplift women street vendors by providing them with aesthetically designed carts, with co funding from PM SVANIDHI scheme.

  • MIL-OSI USA: Sols 4473-4474: So Many Rocks, So Many Textures!

    The Martian landscape never ceases to amaze me, there is so much variation in texture and color! As a mineralogist, I marvel at them, but my colleagues trained in sedimentology regularly teach me how to see even more than the beauty of them: they can discern whether the materials that make up a rock were transported and laid down by the action of water or wind. The image above shows a rather unusual texture alongside more normal-looking laminated rocks. Just compare the small, brighter block in the foreground with the darker bigger rock in the center of the image. How should we interpret it? Well, that jury is still out. Are they sedimentary textures formed when the rock first was laid down, or shortly after, or are they textures that formed much later when water entered the rock and formed new minerals in the already existing rock? The latter would be more my area of research, and they are often called concretions. And I vividly remember the first concretions a rover ever found, the “blueberries.” Curiosity, of course, found many concretions, too. There is an interesting comparison between rocks that the Mars Exploration rover Opportunity found, and the one that Curiosity found very early in the mission, back at Yellowknife Bay. We have seen many more since, and the above might be another example.
    The landscape directly around the rover today also has some interesting textures and, most important, some more regular-looking bedrock targets. Bedrock is what the team perceives to be the rocks that make up the part of the hill we are driving through. The dark blocks, like the one above, that are also strewn occasionally in the path of the rover are called float rocks, and we always look higher up into the hills to find out where they might have come from. As interesting as all those blocks and boulders are, they pose a huge challenge for the rover drivers. Today, they had managed to get us all the way to the intended stopping point, which in itself is a huge achievement. A mixture of large rocks and sand is just not conducive to any form of travel, and I always wonder how tiring it would be to just walk through the area. But we made it to the intended stopping point, driving just under 20 meters (about 65 feet), as intended. Unfortunately though, one of the rover’s wheels was perched on a rock in ways that posed a risk of dropping off that rock during an arm move. So, as is usual in those cases, we accept that contact science is not possible. The risk would just be too great that the rover moves just at the wrong moment and the arm bumps into the rock that an instrument is investigating at that moment. So, safety first, we decided to keep the arm tucked in and focus on remote science.
    The team quickly pivoted to add some remote science to the already existing observations. As you might imagine in a terrain as interesting as this, Mastcam did get a workout. There are seven different observations in the plan! It looks into the distance to the Texoli Butte we are observing as we drive along it, and at a target, “Brown Mountain.” Looking into the many different features are also imaging activities on the targets “Placerita Canyon,” “Humber Park,” and two others just named “trough,” which is a descriptive term for little trough features the team is tracking for a while with the quest to better understand their formation. ChemCam has a LIBS investigation on target “Inspiration Point,” and two long-distance RMI (Remote Micro Imager) observations. One is truly at a long distance on Gould Mesa, another of the mounts we are observing as we go along. There is another RMI activity closer to the rover, to investigate more of those very interesting structures.
    We also have environmental observations in the plan, observing the opacity of the atmosphere and of REMS investigations are occurring throughout the plan. REMS is our “weather station” measuring atmospheric pressure, temperature, humidity, winds, and ultraviolet radiation levels. DAN looks at the surface to measure the water and chlorine content in the rocks that the rover traverses over and RAD is looking up to the sky to measure the radiation that reaches the Martian surface. We do not often mention those in our blocks, because we are so used to seeing them there every single sol, doing their job, quietly in the background.
    With so much to do, the only remaining question was where to drive. That was discussed at length, weighing the different science reasons to go to places along the path, and after much deliberation we decided to go to one of the float rocks, but reserve the option to make a right turn in the next plan, to get to another interesting place. All those discussions are so important to make sure we are making the most of the power we have at this cold time of the year, and getting all the science we can get. I am excited to see the data from today’s plan… and to find out where we end up. Not with a wheel on a rock, please, Mars — that would be a good start. But if we do, I am absolutely confident there will be lots to investigate anyway!

  • MIL-OSI Asia-Pac: A Holistic Approach for Cleanliness of River Ganga

    Namami Gange Programme’, is an Integrated Conservation Mission, approved as ‘Flagship Programme’ by the Union Government in June 2014 with budget outlay of Rs.20,000 Crore to accomplish the twin objectives of effective abatement of pollution, conservation and rejuvenation of National River Ganga.

    The Government of India (GoI) launched the Namami Gange Programme (NGP) in 2014-15 for the rejuvenation of river Ganga and its tributaries with a budgetary outlay of ₹ 20,000 crore, for five years, up to March 2021 and has been further extended to March 2026 with a budgetary outlay of ₹ 22,500 crore.

    The National Ganga Plan (CS) has been allocated a financial outlay of ₹3,400 crore[1] for the year 2025-26. This investment aims to enhance sewage treatment capacity, improve water quality, and regulate industrial waste discharge to rejuvenate the Ganga River and achieve prescribed bathing standards by 2025.

     

    Ganga: Lifeline of India

    The Ganga River, one of the most sacred rivers in the world, faces significant threats from excessive water abstraction and pollution. As a vital part of India’s cultural heritage and a key resource for sustenance, the river’s health is of paramount importance. To address these challenges, the Namami Ganga program was launched with the twin objectives of effectively reducing pollution and conserving and rejuvenating River Ganga.

    The Ganga River Basin

    The Ganga River basin is the largest in India, encompassing 27% of the country’s land mass and supporting about 47% of its population. Spanning over 11 states, the basin covers nearly 27% of India’s total geographical area. The majority of the basin, around 65.57%, is used for agriculture, while water bodies cover 3.47% of the area. Despite receiving 35.5% of the total water input in terms of precipitation, the Ganga River Basin is the second most water-stressed basin in India, following the Sabarmati Basin, with only 39% of the average per capita annual rainwater input among major Indian river basins. [2]

     

    Vision

    The vision for Ganga rejuvenation revolves around restoring the river’s wholesomeness, defined by ensuring “Aviral Dhara” (Continuous Flow), “Nirmal Dhara” (Unpolluted Flow), and maintaining its geological and ecological integrity. A comprehensive Ganga River Basin Management Plan (GRBMP) was developed by a consortium of seven IITs, emphasizing an Integrated River Basin Management (IRBM) approach with multi-sectoral and multi-agency interventions.

    Key Interventions

    • Pollution Abatement (Nirmal Ganga): Addressing and reducing the sources of pollution in the river.
    • Improving Ecology and Flow (Aviral Ganga): Enhancing the ecological health and continuous flow of the river.
    • Strengthening People-River Connect (Jan Ganga): Fostering a deeper connection between the people and the river through community engagement and awareness.
    • Facilitating Research and Policy (Gyan Ganga): Promoting diversified research, scientific mapping, studies, and evidence-based policy formulation

    Over the years, concerted efforts made by NMCG are beginning to find success in restoring the pristine glory of the river.

     

    Progress Overview( As of 31 January 2025) [3]

    • A comprehensive total of 492 projects, valued at 40121.48 Crore, have been launched.
    • Among these, 307 projects have reached completion and are now operational.
    • An impressive 206 projects addressing Sewage Infrastructure have been set in motion.
    • A substantial fund of 33003.63Crore has been sanctioned for these sewage infrastructure projects.
    • Of these, 127 sewerage projects have been successfully completed, playing a pivotal role in mitigating pollution.
    • Additionally, 56 projects dedicated to Biodiversity & Afforestation have been undertaken.
    • These projects have received a funding commitment of over ₹ 905.62 Crore.
    • Notably, 39 projects focused on biodiversity and afforestation have been successfully concluded, augmenting the ecological equilibrium of the Ganga basin.

     

    Government’s Recent Initiatives for a Pollution Free Ganga[4]

     

    1. In a major step towards tackling pollution, the 60th Executive Committee Meeting of the National Mission for Clean Ganga (NMCG) approved the interception and diversion of the Durga Drain and the construction of a 60 MLD capacity sewage treatment plant (STP) in Varanasi, Uttar Pradesh, at a cost of ₹274.31 crore. This project, based on the hybrid annuity model, includes a 75 MLD capacity main pumping station and other essential structures, ensuring long-term wastewater management and pollution control.

     

    1. Additionally, a significant project was approved to prevent the flow of untreated sewage into Varuna, a major tributary of the Ganga, in Bhadohi. With an investment of ₹127.26 crore, this initiative will establish three STPs with capacities of 17 MLD, 5 MLD, and 3 MLD, along with an extensive sewer network to tap four major drains and prevent pollution. This project follows the Design-Build-Operate-Transfer (DBOT) model, ensuring sustainable operation and maintenance over the next 15 years.

     

    1. A National Framework for Safe Reuse of Treated Water has been developed by NMCG to guide States in formulating their reuse policies and to establish economic models for the reuse of treated wastewater. NMCG has also issued a guidance handbook for urban policymakers and city officials on safely reusing treated water, which aims to conserve freshwater resources and promote sustainable water management practices. [5]

     

    1. Seven Biodiversity Parks in seven districts (Mirzapur, Bulandshahar, Hapur, Budaun, Ayodhya, Bijnore and Pratapgarh) of Uttar Pradesh and 5 priority wetlands in Uttar Pradesh (3), Bihar (1) and Jharkhand (1) have been sanctioned.

     

    1. NMCG, through the State Forest Department, has implemented a forestry intervention project along the main stem of river Ganga. 33,024 hectares area have been afforested with an expenditure of about ₹ 398 crore.

     

    1. A total of 143.8 lakhs of Indian Major Carp (IMC) fingerlings have been ranched in the Ganga since 2017 to conserve fish biodiversity and prey base for river Dolphins, and ensure the livelihood of fishers in the Ganga basin under the special project implemented by Central Inland Fisheries Research Institute (CIFRI).

     

    1. A total of 203 number of sewerage infrastructure projects costing ₹ 32,613 crore have been taken up for remediation of polluted river areas with treatment capacity of 6,255 Million Litres per Day (MLD). 127 STP projects with a capacity of 3,446 MLD have been completed and made operational.

     

    1. For industrial pollution abatement, 3 nos. of Common Effluent Treatment Plants (CETPs) have been sanctioned, i.e., Jajmau CETP (20 MLD), Banther CETP (4.5 MLD), and Mathura CETP (6.25 MLD). Two projects, Mathura CETP (6.25 MLD) and Jajmau CETP (20 MLD) have been completed.

     

    Conclusion

     

    The National Mission for Clean Ganga (NMCG) strives to deploy the best available knowledge and resources globally for Ganga rejuvenation. With significant progress achieved in various interventions, the programme continues to strive towards its goal of ensuring a clean and thriving Ganga for future generations.

    The Department of Fisheries, under the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D) is organizing a Fisheries Startup Conclave 2.0 on 8th March 2025 in Hyderabad, Telangana. The event will be graced by Union Minister, Shri Rajiv Ranjan Singh, MoFAH&D and Ministry of Panchayati Raj, along with Minister of State, Shri George Kurian, MoFAH&D and Ministry of Minority Affairs and Minister of State, Prof. S.P. Singh Baghel, MoFAH&D and Ministry of Panchayati Raj. The event will also witness participation from government officials, Fisheries Startups and Entrepreneurs.

    The Startup Conclave 2.0 will bring together key stakeholders to discuss and promote innovation in the fisheries sector. Deliberations on startup opportunities in fisheries/aquaculture along with e- commerce prospects in the sector will also be held. Startup conclave 2.0 will also witness the launch of the National Fisheries Digital Platform (NFDP) Mobile App, a transformative initiative aimed at streamlining digital access to fisheries-related services and resources. The Fisheries Startup Grand Challenge 2.0 will also be unveiled, reinforcing the government’s commitment to fostering entrepreneurship and technological advancements in the sector. Additionally, the distribution of Entrepreneur Model approvals to fisheries startups will recognize and support emerging enterprises, further strengthening the fisheries startup ecosystem. The technical feedback & interaction session will provide a platform for  in-depth discussions on the fisheries ecosystem in India and key initiatives undertaken by National Fisheries Development Board (NFDB) and Indian Council of Agricultural Research (ICAR) along with experience sharing by fisheries startups.

    Background

    India’s fisheries and aquaculture sector sustains 3 crore livelihoods and drives employment across the value chain. Since 2015, the Government has invested ₹38,572 crore through initiatives like the Blue Revolution Scheme, FIDF, PMMSY, and PM-MKSSY to promote sustainable growth. The rapid growth of India’s fisheries and aquaculture sector has fuelled the rise of over 300 fisheries startups, driving innovation and efficiency. These startups leverage advanced technologies such as blockchain, IoT, and AI to develop commercially viable solutions that address grassroots challenges, enhance productivity, ensure traceability, and improve value chain efficiencies. The Department of Fisheries has launched multiple initiatives to foster innovation and support fisheries startups. The Matsya Manthan series serves as a platform for knowledge exchange and collaboration among stakeholders, facilitating discussions on emerging trends and best practices. To strengthen the fisheries startup ecosystem, the Department has established dedicated incubation centers. LINAC-NCDC Fisheries Business Incubation Centre (LIFIC) in Gurugram, the first of its kind under PMMSY, was inaugurated in 2021. A Business Incubation Centre for Fisheries and Aquaculture has been set up at Guwahati Biotech Park, Assam with a total outlay of Rs 9 crore. Additionally, three premier institutions—MANAGE Hyderabad, ICAR-CIFE Mumbai, and ICAR-CIFT Kochi—have been notified as incubation centers under Department of Fisheries to support at least 100 fisheries start-ups, cooperatives, FPOs, and SHGs. To further strengthen the fisheries startup ecosystem, the Department conducts regular stakeholder consultations, addressing challenges, offering financial assistance, and shaping policy interventions to drive growth in the sector.
