     Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh  inaugurated India’s first “Open Air Art Wall Museum” a unique open-air art museum at “Mausam Bhawan” today, depicting and celebrating the 150 years of milestone journey of the India Meteorological Department (IMD).

    The initiative, developed in collaboration with “Delhi Street Art”, transforms the walls of IMD’s headquarters on Lodhi Road into a vibrant visual narrative of India’s meteorological advancements, history, and the impact of weather science on society.

    Speaking at the inauguration ceremony, Dr. Jitendra Singh lauded the IMD’s enduring contribution to India’s socio-economic development by providing timely and accurate weather forecasts. “For 150 years, the India Meteorological Department has stood at the forefront of meteorological research, leveraging cutting-edge technology to address the challenges of a dynamic climate. This artistic endeavor further extends IMD’s outreach by visually engaging the public with the story of weather science,” he said.

    The “Mausam Bhawan” special art showcase features 38 unique murals depicting India’s meteorological history, the evolution of weather forecasting, and its impact on agriculture, disaster management, and everyday life. The artwork illustrates crucial meteorological events, advancements in technology such as satellites and radars, and the role of IMD in safeguarding lives through early warnings for cyclones, monsoons, and extreme weather conditions.

    Dr. Jitendra Singh commended the creativity of Delhi Street Art and its founder Late Yogesh Saini, whose vision transformed public spaces into artistic expressions. “Art is a powerful medium, and this project beautifully bridges science and creativity to communicate complex meteorological phenomena in a way that resonates with people of all ages,” he added.

    Dr. Jitendra Singh emphasized that IMD’s pioneering efforts in meteorology have not only contributed to disaster risk reduction but have also played a crucial role in enhancing economic activities, particularly in sectors such as agriculture, aviation, and marine industries. “The accuracy and timeliness of IMD’s forecasts have empowered farmers, fishermen, and policymakers to make informed decisions, reinforcing India’s resilience against climate uncertainties,” he noted.

    Dr. M. Ravichandran, Secretary, Ministry of Earth Sciences, highlighted that the artistic initiative reflects IMD’s innovative approach to public engagement. “By presenting scientific knowledge through art, we can foster greater awareness about the significance of meteorology in daily life,” he said.

    The murals also pay tribute to India’s literary and cultural heritage by incorporating historical references such as Kalidasa’sMeghaduta and the legendary musical prowess of Tansen, who is believed to have influenced weather with his ragas. Other panels depict India’s diverse climatic zones, weather-related safety guidelines, and the scientific evolution of meteorology.

    Mayuri Saini, Director of Delhi Street Art, expressed gratitude for the opportunity to contribute to IMD’s legacy. “This project is more than just an art installation; it is a tribute to the journey of IMD and its impact on every citizen’s life. It also honors the memory of our founder, Mr. Yogesh Saini, whose passion for transforming urban landscapes through art continues to inspire us.”

    Dr. Jitendra Singh reiterated that the government remains committed to strengthening India’s meteorological capabilities with continued investments in research, technology, and infrastructure. He acknowledged the efforts of IMD’s scientists and the artistic team in creating an initiative that not only educates but also inspires.

  • MIL-OSI Economics: Chinese Taipei formally accepts Agreement on Fisheries Subsidies, bringing tally to 90

    DG Okonjo-Iweala said: “I warmly welcome Chinese Taipei’s formal acceptance of the Agreement on Fisheries Subsidies. It underscores the collective determination of WTO members to address harmful subsidies that deplete fish stocks, and to ensure healthier oceans for the benefit of livelihoods and ecosystems worldwide. I encourage the remaining WTO members to swiftly follow suit – we need only 21 more.”

    Dr Lo, Chinese Taipei’s Permanent Representative to the WTO, said: “The Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu is pleased to formally deposit our instrument of acceptance for the WTO Agreement on Fisheries Subsidies. Throughout the negotiations, we have engaged constructively and believe we have made a meaningful contribution to the outcome. Our strong commitment to the disciplines embedded in the Agreement is reflected in this deposit. With our submission, alongside those of other members, we hope to see the Agreement enter into force ahead of the 14th Ministerial Conference (MC14), thereby providing momentum for the ongoing Phase II negotiations. We also thank Director-General Dr Ngozi for her leadership in helping fisheries subsidies negotiations move forward.”

    Chinese Taipei’s instrument of acceptance brings to 90 the total number of WTO members that have formally accepted the Agreement. Twenty-one more formal acceptances are needed for the Agreement to come into effect. The Agreement will enter into force upon acceptance by two-thirds of the membership.

    Adopted by consensus at the WTO’s 12th Ministerial Conference (MC12), held in Geneva on 12-17 June 2022, the Agreement on Fisheries Subsidies sets new, binding, multilateral rules to curb harmful subsidies, which are a key factor in the widespread depletion of the world’s fish stocks. In addition, the Agreement recognizes the needs of developing economies and least-developed countries and establishes a fund to provide technical assistance and capacity building to help them implement the obligations.

    The Agreement prohibits subsidies for illegal, unreported and unregulated (IUU) fishing, for fishing overfished stocks, and for fishing on the unregulated high seas.

    Members also agreed at MC12 to continue negotiations on outstanding issues, with a view to adopting additional provisions that would further enhance the disciplines of the Agreement.

    Today, U.S. Senator Kirsten Gillibrand and Representative John Mannion visited SUNY Upstate Medical University to highlight the impact of President Trump’s recent cuts to National Institutes of Health (NIH) funding on the university and the local economy. 
    SUNY Upstate receives dozens of NIH grants to study cancer, cardiovascular disease, infectious disease, aging, mental health, and much more. Slashed funding would force researchers to abandon this critical work and extinguish hope for patients and families looking for cures. This funding cut could also put thousands of jobs across New York State at risk; NIH funding supports roughly 30,000 jobs in New York State alone. 
    “New York is home to top notch universities that attract the world’s best scientists conducting cutting-edge research,” said Senator Gillibrand. “President Trump’s attempt to radically cut funding for SUNY Upstate and other research institutions is irresponsible and short-sighted. It will imperil research that saves lives and is guaranteed to hurt our economy and the thousands of New Yorkers employed by local research institutions. These cuts are facing strong bipartisan opposition, and I am working across the aisle with my colleagues in the New York delegation, including Congressman Mannion, to call on the Trump administration to reverse them.”

Federal funding, particularly from NIH, is imperative. Any disruption in funding may cause delays in important discoveries and upheaval in the work and lives of researchers and patients. Federal funds help drive New York’s economy for all New Yorkers. Cutting NIH funding hobbles medical research resulting in both immediate and long-term consequences for all Americans,” said Assemblyman Al Stirpe.
    Last week, the Trump administration announced that it would slash billions in federal funding for research institutions nationwide by imposing a cap on “indirect costs” for research associated with NIH grants. Indirect costs are expenses that are essential for scientific research, and include the construction and maintenance of research facilities, the purchase of costly scientific tools, and support staffing for major research projects. SUNY Upstate is set to lose $5 million in funding for indirect costs, and the SUNY Research Foundation would lose an estimated $79 million overall, which would cripple New York scientists’ ability to continue to conduct much of their research. New York institutions are expected to lose $850 million in total. While a federal judge has temporarily paused these cuts from going into effect, they have created chaos and confusion for the New York institutions that rely on a steady and stable flow of NIH funding.

  • MIL-OSI United Nations: Experts of the Committee on Economic, Social and Cultural Rights Congratulate Rwanda on Number of New Jobs Created, Ask Questions on Women’s Political Representation and Recognising the Cultures of Rwanda’s Different Ethnic Groups

    The Committee on Economic, Social and Cultural Rights today concluded its review of the fifth periodic report of Rwanda, with Committee Experts commending the State on the number of new jobs created, while raising questions about women’s political representation and how Rwanda recognised the cultures of its different ethnic groups. 

    Preeti Saran, Committee Expert and Country Taskforce Member, was impressed with some of the figures shared, including seven per cent gross domestic product growth and 1.3 million jobs created.  These were commendable and Rwanda should be congratulated.   

    Peters Sunday Omologbe Emuze, Committee Vice-Chair and Country Rapporteur for Rwanda, said Rwanda had made significant progress in gender equality, and especially women’s political representation.  What steps were being taken to increase women’s representation in local administration and the private sector? How was the gender pay gap addressed? What was being done to combat discrimination against women and stereotypes? 

    Ms. Saran said each ethnic group in Rwanda had a rich cultural heritage.  For the sake of national unity and reconciliation, if everyone was being referred to as Rwandan, how did the State propagate the cultural richness of the population?   Rwanda had been extremely welcoming to refugees from all over the world, who brought their own specific languages and cultures.  What measures had the State party taken to ensure equal cultural rights for ethnic groups that had come as aliens, refugees or asylum seekers? 

    The delegation said over the years, Rwanda had implemented measures to achieve gender equality, particularly in Parliament, where it was around 63 per cent in the Chamber of Deputies and around 53 per cent in the Senate.  Quotas were in place which mandated that a minimum of 30 per cent of leaders should be women.  When the issue of equality was dealt with properly, this had a cascading effect on other policies.  A few years ago, the State recognised that gender-based violent crimes were specific in nature and needed to be treated in a certain way. 

    The delegation said there was no significant cultural diversity within the country, as everyone shared the same language and culture.  Traditionally the ethnic groups had been defined based on occupation and turning them into an ethnicity was introduced by the colonialists.  It had been entrenched in identity cards for Tutsis, Hutus and Twas.  This negated the fact that people could have moved from one group to another.   There were no significant differences in culture between these groups.  Rwanda had received a number of people who faced difficulties in their own countries. Diversity days were organised at schools, encouraging refugees and asylum seekers to share their culture. 

    Emmanuel Ugirashebuja, Minister of Justice and Attorney General of Rwanda and head of the delegation, said in 2023, Rwanda further refined its governance framework by aligning the schedules of presidential and parliamentary elections, enhancing efficiency and reducing electoral costs.  During the period under consideration, Rwanda successfully completed its ambitious 2020 Vision and adopted the Vision 2050.  From 2018 to 2024, Rwanda implemented its first national strategy for transformation, which laid the foundation for sustainable development, and was succeeded by the second national strategy for transformation, which ran until 2029.   Through these strategies, Rwanda maintained steady economic growth, with gross domestic product expanding at an average of 7 per cent and per capita income rising from $729 to $1,040 in 2023/2024. 

    In concluding remarks, Mr. Emuze thanked the Rwandan delegation for attending the dialogue, noting the high calibre of the delegation.  The Committee wished the delegation a safe journey home. 

    In his concluding remarks Mr. Ugirashebuja expressed appreciation for the constructive dialogue with the Committee.  The State had learnt many valuable lessons and looked forward to receiving the Committee’s recommendations.  Mr. Ugirashebuja extended an open invitation to the Committee to visit Rwanda in the future. 

    The delegation of Rwanda was comprised of representatives from the Ministry of Justice; the National Institute of Statistics; the Rwanda Education Board; the Department of International Justice Judicial Cooperation; and the Permanent Mission of Rwanda to the United Nations Office at Geneva.

    Presentation of Report

    EMMANUEL UGIRASHEBUJA, Minister of Justice and Attorney General of Rwanda and head of the delegation, said since the last review by the Committee over a decade ago, Rwanda had undergone significant changes in its policy, legal and institutional landscape.  In 2023, Rwanda further refined its governance framework by aligning the schedules of presidential and parliamentary elections, enhancing efficiency, and reducing electoral costs. 

    At the institutional level, Rwanda established the Rwanda Forensic Laboratory in 2016, upgrading it to the Rwanda Forensic Institute in 2023.  The Institute had enhanced forensic and advisory services, strengthening accountability in sectors critical to economic, social and cultural rights.  Its digital forensic and document services helped combat financial crimes like fraud and embezzlement.  In 2017, the Rwanda Investigation Bureau was established to enhance specialisation and professionalism in crime investigation. 

    In the judiciary, Rwanda made significant strides in strengthening its justice system.  In 2018, the Court of Appeal was established, further enhancing the country’s capacity to provide effective legal recourse.   In 2024, the establishment of an Appeal Tribunal to hear matters relating to refugee and asylum claims reinforced Rwanda’s commitment to upholding the rights of individuals in vulnerable situations.  Rwanda’s legal framework strongly supported the protection of economic, social and cultural rights, as enshrined in the Constitution.  Since the last report, Rwanda had enacted several laws that aligned with the provisions of the Covenant and contributed to the progressive realisation of economic, social and cultural rights.  These included the education law that guaranteed access to quality education at all levels, as well as health laws. 

    During the period under consideration, Rwanda successfully completed its ambitious 2020 Vision and adopted the Vision 2050.  From 2018 to 2024, Rwanda implemented its first national strategy for transformation, which laid the foundation for sustainable development, and was succeeded by the second national strategy for transformation, which ran until 2029.   Through these strategies, Rwanda maintained steady economic growth, with gross domestic product expanding at an average of 7 per cent and per capita income rising from $729 to $1,040 in 2023/2024.  

    Infrastructure development advanced with the construction of over 1,600 kilometres of national roads and 4,137 kilometres of feeder roads.   Job creation efforts led to over 1.3 million decent and productive jobs, while financial inclusion improved from 89 per cent in 2017 to 96 per cent by 2024.  Life expectancy also increased from 66.6 in 2017 to 69.9 years in 2024. 

    Rwanda also significantly strengthened its healthcare system under the strategy. Seven new hospitals were added to the existing 52, while 23 were rehabilitated or expanded.  Community-based health insurance coverage reached 93 per cent of the population. Healthcare modernisation included advanced imaging, laboratory equipment, local pharmaceutical manufacturing, and digital health systems.  

    In 2023, Rwanda, in partnership with Germany Biotechnology Company BioNTech, set-up an mRNA vaccine manufacturing facility, the first of its kind on the African continent, which would have the capacity to produce between 50 and 100 million doses of mRNA vaccines annually, and conduct trials on new therapeutics for malaria, tuberculosis, HIV, cancers and other diseases.  

    Through the Girinka programme (one cow per family programme), Rwanda distributed 333,146 cows to an equivalent number of households.  Rwanda valued the opportunity to engage in a constructive dialogue with the Committee.

    Questions by a Committee Expert

    PETERS SUNDAY OMOLOGBE EMUZE, Committee Vice-Chair and Country Rapporteur for Rwanda, asked how the 2015 constitutional amendments had affected Rwanda’s commitment to international human rights standards.  Did it enable the State party to override Covenant protections in favour of domestic law? What measures were being taken to ensure that the provisions of the Covenant were invoked by domestic courts? 

    What training programmes were in place for judges, law enforcement and government officials to ensure consistent application of the Covenant?  The important work of Rwanda’s national human rights institution was noted.  Was the selection process of its members carried out by a committee appointed by the President?  Did members require clearance from the Prime Minister’s office for official travel outside Rwanda?  Had the State party accepted the recommendations of the Global Alliance of National Human Rights Institutions to strengthen the institution in line with the Paris Principles?

    What measures had been taken to guarantee that human rights defenders could continue their work without undue restrictions on freedoms of expression, peaceful assembly and association?  What steps were taken to protect them from risks of unlawful killings, enforced disappearances, harassment and intimidation, including judicial harassment?  Could the State party clarify the concerns regarding non-governmental organization registration requirements?  Were there any obstacles for opposition groups to promote and advocate for the promotion of human rights, including economic, social and cultural rights? 

    When would the State party finalise a national action plan for business and human rights?  What steps were being taken to put in place a comprehensive legal and regulatory framework for human rights due diligence for businesses?  What measures were in place to ensure Rwanda met its nationally determined contributions under the Paris Agreement? 

    What measures were in place to combat corruption, particularly in public procurement and State-owned enterprises?  What challenges did anti-corruption institutions face in maintaining independence and effectiveness?  What measures were being taken to address them?  The Committee noted Rwanda’s legislative efforts to combat discrimination.  However, reports indicated persistent structural inequalities, particularly affecting Batwa people, women and girls, people living in deprived urban and rural areas, persons with disabilities, people living in poverty, and lesbian, gay, bisexual, transgender and intersex persons.  How did Rwanda plan to address these challenges? 

    How did Rwanda plan to address the absence of disaggregated data to assess the situation of the Batwa people?  What steps were being taken to combat poverty, high infant mortality, malnutrition, and lower educational outcomes among the Batwa? What kind of barriers did the Batwa continue to face to land titling and how did Rwanda plan to secure their rights to land ownership?  What measures were in place to prevent forced displacement of the Batwa people from their ancestral lands?  How was adequate compensation provided when Batwa lands were expropriated?  How did the State party ensure consultations with Batwa people in decisions likely to affect them?

    Rwanda had made significant progress in gender equality, and especially women’s political representation.  What steps were being taken to increase women’s representation in local administration and the private sector?  How was the gender pay gap addressed?  What was being done to combat discrimination against women and stereotypes?  How had the Rwanda Gender Monitoring Office and its Gender Management Information System contributed to tracking gender equality initiatives? 

    Responses by the Delegation

    The delegation said since the 2015 Constitutional amendments, no new organic laws had come into place.  There was consistent training on the use of human rights in courts.  However, the members of the bar tended not to apply international conventions in the courts. The reason for this was because the Constitution provided for a whole section of bill of rights, which was a replica of the Covenant.  However, lawyers were still trained on the use of human rights conventions.   

    Members of the human rights institution were manually selected via a presidential order.  This was a rigorous process, and many candidates were considered.  The appointment process was comparable to any other country with human rights mechanisms.  Whenever Commissioners wanted to travel, they informed the Minister’s office and a document was provided, called the travel clearance. Given that this caused significant confusion, the Government had decided to do away with the travel clearance.   

    Rwanda did all it could to strengthen the National Commission of Human Rights, and put in place any recommendations received. Rwanda was on track to reach its goals regarding carbon emissions.  The State was encouraging businesses to go green, which in turn would create “green jobs” which would contribute to more employment.  An example of this could be seen in the State employing young people to plant trees.  The Rwandan Government had heavily invested in areas key to social equality.  The community-based insurance now extended to certain diseases previously not covered, including cancer. 

    Rwanda aimed to achieve zero tolerance for corruption.  Key institutions like the Ombudsman’s office had played a key role towards achieving this goal.  Rwanda had improved its global ranking from 49th to 43rd place in 2024 in the Transparency Index Global Corruption Index.

    Rwandans and the Batwa spoke the same language and had the same culture.  The Batwa people could be found throughout the country and did not live in a designated area.  Rwanda aimed to ensure no one was left behind, regardless of their status.  Land registration helped to resolve dispute around land, and to ensure that land was adequately registered.

    No discrimination against any group was tolerated in Rwanda.  Measures had been put in place to ensure that anyone who faced discrimination was able to access fast reparations.  There were many issues which were largely context-specific to Rwanda.

    PREETI SARAN, Committee Expert and Taskforce Member, was impressed with some of the figures shared, including seven per cent gross domestic product growth and 1.3 million jobs created.  These were commendable and Rwanda should be congratulated.   What kind of resource constraints had the State faced in budgetary allocations for social spending?  What challenges had there been when dealing with external partners? 

    KARLA LEMUS DE VÁSQUE, Committee Expert and Taskforce Member, said marital violence affected 46 per cent of women who were married and 18 per cent of men, with many never seeking help for the violence they had suffered.  What measures had been put in place to combat the cultural norms which perpetuated marital violence?  How were victims of violence being supported so they could report the crime?

    A Committee Expert asked what steps were being taken by the Government to ensure safe access by humanitarian organizations to the population affected by the conflict in the Democratic Republic of the Congo?  How had the State ensured its policies and actions did not obstruct humanitarian aid? What was the coordination framework that the State had with armed groups operating in the Democratic Republic of the Congo, particularly the M23?  How might the State respond to the concerns regarding any potential support for these armed groups? 

    What measures had been put in place to prevent and punish any involvement by Rwandan stakeholders in conflict zones in the Democratic Republic of the Congo?  What measures had the State adopted to ensure that no armed group benefitted from support from the State?  What measures had been put in place to remedy any violations, including forced labour in mining areas under the control of armed groups, among others? 

    Another Expert asked about the role of civil society when drafting reports to treaty bodies?  Were all civil society organizations invited to participate in the drafting procedures?  What was the position of Rwanda on the Rome Statute?  Was there a possibility that the Government might consider acceding to it? Rwanda had extraterritorial obligations. The President had reiterated a lack of knowledge regarding the Rwandan military participating in the conflict of the Democratic Republic of the Congo.  How was oversight of the military activities ensured?  How did Rwanda ensure that armed groups operating in other countries received no support?

    A Committee Expert asked what the State was doing to combat the illicit trade of minerals?  What specific measures were taken to enhance specific imports and exports? 

    PETERS SUNDAY OMOLOGBE EMUZE, Vice-Chair and Taskforce Leader for Rwanda, said there had been allegations of Government members committing unlawful killings, enforced disappearances, and intimidation and reprisals, against those defending human rights.  What had the State party done to prevent this? Despite measures taken by the State party to improve rights for indigenous peoples, challenges remained. How did the State party intend to address challenges in this regard, including the lack of disaggregated data? How would Rwanda address challenges such as poverty, infant mortality, lower school attendance, and higher drop-out rates, among others? 

    Responses by the Delegation

    The delegation said Rwanda had challenges in terms of budget.  The State aimed to address this through development partners.  However, resources were not always permanent.  Although Rwanda worked with development partners, the State aimed to be financially stable in terms of its own financing. 

    Rwanda had developed mechanisms to capture data regarding gender-based violence.  Initially, people were scared to report cases due to stigmatisation.  Investigators had been trained to interview victims of gender-based violence.  When cases proceeded, it was ensured that they were not held in public, so as not to endanger the lives of the victims. 

    The Democratic Republic of the Congo had its own problems as did Rwanda, and the State could not bear the burden of others’ problems.  Anything happening beyond the territory of Rwanda should be dealt with by those States. 

    Civil society played an important role in the drafting of the report and in helping Rwanda achieve its human rights obligations. Rwanda had not yet joined the Rome Statute, but if the appropriate time came and if it was necessary, the State would willingly join the Statute.  At present, the State was not considering joining the Statue in the near future. 
    Rwanda was the first country in the Great Lakes region to commit to a due diligence mechanism.  This ensured Rwanda could not be used as a route for illicit mines. There were mechanisms in place to protect against enforced disappearances.  There was zero tolerance for anyone who threatened human rights defenders. 

    Questions by a Committee Expert

    PREETI SARAN, Committee Expert and Taskforce Member, asked what recent measures the State party had taken to address unemployment rates and to guarantee access to work?  What specific steps had been taken to address the problem of labour under-utilisation?  What major obstacles had Rwanda faced in addressing the employment challenge?  How was the integration of women into the labour force being promoted? 

    What specific steps had the State party taken for those facing discrimination to access the labour market.  What had Rwanda done to enforce laws dealing with discrimination at the workplace and to encourage employers to adopt anti-discrimination measures specifically related to sexual orientation at the workplace? How were systemic barriers for persons with disabilities being removed?  What measures had been taken to enable the transition of workers from the informal to the formal sector, particularly for women, the disadvantaged, and persons with disabilities?  What was the anticipated timeframe for establishing a minimum wage? 

    Many workers were reportedly exposed to frequent occupational accidents due to unsafe working conditions, leading to occupational injuries and fatalities.  Had the State party formulated an updated national policy on occupational health and safety?  How did the State party reinforce and implement the Labour Code on occupational health and safety?  Had the State party developed rights awareness programmes targeting domestic workers and employers? 

    What steps had been taken to establish a safe reporting system for domestic workers to report workplace violence?  What initiatives were in place to provide confidential and accessible health care for domestic workers?  What steps had the State party taken to remove any such legal barriers to the enjoyment of the right to form trade unions and the right to strike.

    The adoption of the updated national social protection policy (2020), which aimed to ensure that Rwandan citizens had a dignified standard of living, was commendable.  Were there any proposals to improve and expand the coverage process to ensure that it included the widest possible population, particularly the most marginalised and disadvantaged in the informal sector?  What steps had the State party taken to expand the community-based health insurance scheme to cover specialised health services, medicines, assistive devices, and commodities required by persons with disabilities? 

    Responses by the Delegation

    The delegation said employment was a concern in Rwanda.  Rwanda had a young population and the State needed to create an enabling environment for the youth to thrive.  It was hoped the law on startups would ensure easy financing of start-ups for the youth. A proportion of the laws provided for special consideration for women and people living with disabilities, to ensure these traditionally marginalised groups could access these resources. 

    Despite the efforts that the Government had put in place, there were still instances of gender-based discrimination.  There had been instances in the private sector where questions had been asked about women’s marital status to ascertain if they would be looking to seek maternity leave.  The State was looking at how to incentivise the private sector to ensure they did not discriminate based on gender.  No one in Rwanda was discriminated against based on their sexual orientation.  If discrimination was there, the State worked with civil society to address this.  It was important to have a synergy with civil society organizations to address persistent discriminatory issues.  There were quotas of 30 per cent for women, and the State monitored these closely to ensure gender equity was being achieved.   

    There were a lot of workers employed in the informal sector, and the State tried to formalise these areas.  Cooperatives were important in ensuring people came together, and worked like trade unions to highlight challenges faced by people in the informal sector.  There had been a growth in the number of cooperatives registered over recent years. The State had seen unfortunate incidents where people had been trapped in mines due to unsuitable mining.  The Rwanda mining board ensured that it monitored mining sites; however, people sometimes ventured into illegal mining at nighttime and ended up being trapped.  Work was being done with the local governments to ensure these unfortunate situations were avoided. 

    The minimum wage was a difficult debate.  The Government was on the right path regarding what an acceptable minimum wage was in Rwanda.  The process was long, but the Government aimed to develop a suitable minimum wage for the greater good of the country.  Laws guaranteed safety for domestic workers, including salaries and leave. Labour inspectors took steps to ensure the legal mechanisms were being utilised. 

    Questions by Committee Experts

    A Committee Expert said the issues of the Democratic Republic of the Congo were relevant.  What tools and mechanisms had the State created to ensure there was respect for economic, cultural and social rights?  How was it ensured that impunity was combatted abroad, particularly in the context of the armed conflict? 

    KARLA LEMUS DE VÁSQUE, Committee Expert and Taskforce Member, acknowledged that the State had extended fully-paid maternity leave for mothers in all sectors, but there were challenges to ensuring the legislation was enforced, particularly in the informal sector. What mechanisms were in place to ensure all working mothers could enjoy maternity leave?  Had the State considered implementing a specific measure to ensure women who gave birth to children with disabilities were given maternity leave commiserate with the situation of their child?  Were there incentives to encourage men to use paternity leave?

    What efforts were being carried out to punish employers who were in breach of child labour laws?  What results had the new national strategy on child labour yielded?  There were still high levels of poverty, especially for families.  What was the State doing in terms of the social schemes designed to eradicate extreme poverty?  What challenges did small-scale farmers meet when it came to increasing their yield and diversifying their crop?  What support programmes were in place for them?  Had the State considered expanding the food assistance programmes for vulnerable groups?

    A study of Rwanda’s development bank showed many people on low income still did not have access to affordable housing. What policies had been adopted to ensure the cost of housing was accessible?  What percentage of the national budget was set aside for the building and maintenance of social housing?  What initiatives had been launched to ensure that people who were vulnerable had access to affordable housing?  Had any laws been passed on rent control?  What measures could be implemented to ensure water rates were affordable? 

    Current adaptation measures were not enough to mitigate the impacts of climate change?  Had studies or surveys been carried out to assess the impact of climate change, and how had the State responded to findings?  What food resilience programmes could the State develop, including food storage programmes?  What measures had been implemented to ensure enough resources were set aside for the health sector, including for the most disadvantaged groups? What measures had been developed to extend the scope and coverage of mental health services?  What strategies had been developed to increase the number of qualified birth attendants in remote areas?  What measures had been implemented to strengthen investment in infrastructure?  How was equitable access to contraception guaranteed?   

    Responses by the Delegation

    The delegation said in January 2025, the Cabinet approved the resolution on the additional package of services for the community-based health insurance, including kidney transplants, cancer care, blood transfusions, knee and hips replacements, dialysis and prosthetics, among other procedures.  These were now all covered by the community-based health insurance. 

    The one cow per family programme provided a cow to families in the most vulnerable communities.  More than 14,500 families had been provided with furnished housing and 124 model villages had been established between 2017 and 2024, with all the essential amenities. 

    Rwanda did not have effective jurisdiction over any country and could not be held accountable for human rights violations beyond its borders.  The problems of the Democratic Republic of the Congo were internal.  Rwanda would welcome refugees from the Democratic Republic of the Congo if the problems persisted. 

    Since the COVID-19 pandemic, certain programmes had been implemented, including a voluntary saving scheme which was open to any citizen.  The International Labour Organization, in collaboration with Rwanda, had recruited a team to conduct a study on the barriers to social protection in the informal sector, and it would develop recommendations to address these. 

    Since 2023, paid maternity leave had increased from 12 to 14 weeks.  New changes in the law mandated that a pregnant woman or a breastfeeding mother should not be made to do any work that was too physically demanding or damaging to their overall health.  Those on maternity leave received their full salary.   Regular labour inspections were conducted, with more than 5,000 inspections carried out every year.  More than 1,500 of the enterprises where inspections took place were in the informal sector.   In the 2023-2024 fiscal year, 112 businesses were administratively sanctioned due to employment-related issues.  In the same period, 26 investigations had been conducted into cases of child labour, and 18 had been referred to the courts with five convicted. 

    The Government of Rwanda had implemented various social protection initiatives to eliminate extreme poverty.  In 2024, over 102,000 vulnerable individuals received monthly cash transfers and more than 80,000 households benefitted from flexible employment programmes.  As of May 2024, there had been an old age grant for impoverished individuals over the age of 65.  As of 2024, 315,327 households had been enrolled in the programme for sustainable graduation, where they received mentorship, financial support, and access to productive assets. 

    It was becoming more difficult for farmers to predict the weather, given the adverse impacts of climate change.  Pilot projects were launched to allow farmers to access buyers in value chains, by ensuring their quality standards were high. The Rwanda culture board helped to increase agriculture and animal resources, advising farmers on the best seeds for each area of the country to ensure the best harvest.  The Government heavily subsidised fertilizer for farmers to increase their output.  The Government subsidised up to 40 per cent of the cost of water, and access to clean water had increased substantially in the country. 

    Rwanda aimed to quadruple its workforce of healthcare service providers.  Below the age of 18, parental consent was required for any health intervention, including contraception and reproductive health services.  To enhance access to sexual reproductive health services, the age of consent should be reduced to 15 years.  To address this, a draft health service law was currently under consideration by the Parliament.  The level of teen pregnancy had decreased due to education and sensitisation, but it was also expected the draft health service law would result in a further decrease in teen pregnancy. 

    Questions by Committee Experts

    KARLA LEMUS DE VÁSQUE, Committee Expert and Taskforce Member, asked if there was any recent study on the deficit in housing which would help address current challenges?  Were there any laws on rent control? 

    How was the State addressing social and economic gaps which could address the prevalence of non-communicable diseases. Despite progress made in public health, communicable diseases, including malaria and HIV/AIDS, were a cause for concern. What measures had been adopted to strengthen health infrastructure in areas where access was limited?  What was being done to improve the prevention programmes? 

    A Committee Expert asked about the national health insurance; how did it function?  Did the State consider sharing revenues with areas where they obtained the resources from? 

    Another Expert said the country’s drug policy was focused on criminalisation and punitive measures.  Would the State consider decriminalising drug use and changing the approach to one that was health-based?   What measures had been taken to provide specialised training to law enforcement agents?  What was being done to mainstream mental health in primary health services? 

    A Committee Expert asked whether Rwanda had considered using human rights methodologies to design and better assess public policies? 

    An Expert asked about access to water in rural areas? What measures had the State taken to address climate change and its impact on the agricultural sector? 

    Responses by the Delegation

    The delegation said there had been a survey on housing deficits which had been presented in the Cabinet.  There were no laws on rent to reduce increases, but it was illegal to charge rent in foreign currencies, which helped to ensure rent was controlled.  Community health care workers were taught to deal with non-communicable diseases. There were also free community-based activities which took place to ascertain the levels of non-communicable diseases.  Community health workers had also helped sensitise people around diseases such as HIV and tuberculosis.   

    Around 90 per cent of land had been registered, and everyone, including women and vulnerable groups, had access to land.  After Rwanda developed its own gold refinery, businesses from other places came with gold to the refinery.  The Government agreed that drug consumption should not be criminalised, but the distribution of drugs should be criminalised.  More than 82 per cent of households had access to improved drinking water, and in Kigali this went up to 97 percent.  Numbers were lower in the western part of the country at around 75 per cent. 

    The Government was intensely investing in areas of water availability. 

    Questions by Committee Experts

    ASLAN ABASHIDZE, Committee Expert and Taskforce Member, said dropout rates in Rwanda had decreased to 5.5 per cent in primary schools and 7.5 per cent in secondary schools.  Could statistics be provided for the last five years, from 2019 to 2023, specifically on how many children were expected to enrol in primary school, and how many transitioned to lower secondary school, and then to upper secondary school?  According to the statistics provided, what percentage in the mentioned 40,000 students with disabilities who began their studies in schools and universities during the 2022/23 academic year represented the total number of children with disabilities who were expected to start schooling in that academic year? 

    What was the overall state of school infrastructure? Did schools meet the minimum requirements for lighting, drinking water, sanitation, and nutrition?  What steps was the Government taking in this regard? How were these initiatives funded? Why was disaggregated data on the Batwa group unavailable?   Could information on higher education enrolment and completion rates disaggregated by sex, rural and urban areas, and economic status be provided? 

    Was there a shortage of teachers in certain subjects? If there were challenges in this area, were there programmes to address them?  Could more details about the “We are all Rwandans” programmes be provided? How was the National Digital Inclusion Council funded?  Were private companies involved, and if so, on what terms?

    Responses by the Delegation

    The delegation said the number of teachers had increased by around 73 per cent, from around 68,000 in 2013 to around 100,000 in 2023/2024.  A teacher management system helped to determine if there were any gaps across the country.  The school dropout rate continued to decline at all levels.  There was a programme called school feeding which provided adequate and nutritious meals in schools.  The Government had started the journey of constructing schools, with a focus on accessibility by adding ramps, widening doorways, improving ventilation and lowering blackboards, to ensure they were accessible for students using wheelchairs.  Of the 4,986 schools in Rwanda, 3,392 now met accessibility standards, a significant improvement from just 765 schools in 2017.  Rwanda was committed to promoting inclusive education for children with disabilities.

    Questions by Committee Experts

    A Committee Expert asked for clarification around the official languages?  What was the language taught in primary schools?  How many universities were there in Rwanda?  Were there international students who studied in Rwanda? Did the Government provide scholarships for foreign students, particularly Africans?  Was the Swahili language widely spoken? 

    PREETI SARAN, Committee Expert and Taskforce Member, said each ethnic group in Rwanda had a rich cultural heritage.  For the sake of national unity and reconciliation, if everyone was being referred to as Rwandan, how did the State propagate the cultural richness of the population?  Rwanda had been extremely welcoming to refugees from all over the world, who brought their own specific languages and culture.  What measures had the State party taken to ensure equal cultural rights for ethnic groups who had come as aliens, refugees or asylum seekers? 

    An Expert asked if the State was collecting data with regards to young people aged between 15 to 24, who neither studied nor worked?  If this issue was not resolved, it could generate major issues. 

    PETERS SUNDAY OMOLOGBE EMUZE, Committee Vice-Chair and Country Rapporteur for Rwanda, asked what Rwandan troops were doing in the Democratic Republic of the Congo? 

    Responses by the Delegation

    The delegation said Kinyarwanda was recognised as the official language.  Rwanda had just one language.  There was no significant cultural diversity within the country, as everyone shared the same language and culture.  Traditionally, the ethnic groups had been defined based on occupation and turning them into an ethnicity was introduced by the colonialists.  It had been entrenched in identity cards for Tutsis, Hutus and Twas.  This negated the fact that people could have moved from one group to another.   There were no significant differences in culture between these groups.  French was an official language in Rwanda, due to colonisation by Belgium.  However, the majority of instruction was in English.   

    As of 2025, there were 19 universities in Rwanda, comprised of three public universities and 16 private institutions.  Schools such as the Carnegie Melon University from the United States taught courses, and specific scholarships were offered to Africans.  Scholarships were also offered to people fleeing their countries due to dangers, such as women from Afghanistan and people from Sudan.  Education could solve a lot of issues, including criminality and unemployed youth. 

    Rwanda was doing its best to attain the highest standard of economic, social and cultural rights, and would take any opportunities to learn from other countries in this regard. 

    Swahili was now an official language, recognised in the Constitution as a Lingua Franca.  It was widely spoken and taught in schools. 

    Rwanda had received a number of people who faced difficulties in their own countries.  Diversity days were organised at schools, encouraging refugees and asylum seekers to share their culture. 

    Closing Remarks

    PETERS SUNDAY OMOLOGBE EMUZE, Vice-Chair and Country Rapporteur for Rwanda, thanked the Rwandan delegation for attending the dialogue, noting the high calibre of the delegation.  The Committee wished the delegation a safe journey home. 

    EMMANUEL UGIRASHEBUJA, Minister of Justice and Attorney General of Rwanda and head of the delegation, expressed appreciation for the constructive dialogue with the Committee.  The State had learnt many valuable lessons and looked forward to receiving the Committee’s recommendations.  Rwanda’s achievements in access to health, education, and employment demonstrated the Government’s commitment to sustainable development. The country had a lot of challenges, including addressing inequalities, mitigating the effects of the global crisis, and ensuring policies translated into tangible improvements for the lives of the most vulnerable.  Rwanda was committed to resolving these challenges and to implementing the Committee’s recommendations.  Mr. Ugirashebuja extended an open invitation to the Committee to visit Rwanda in the future.

  • MIL-Evening Report: More dry lightning in Tasmania is sparking bushfires – challenging fire fighters and land managers

    Tasmania has been burning for more than two weeks, with no end in sight. Almost 100,000 hectares of bushland in the northwest has burned to date. This includes the Tarkine rainforest and alpine ecosystems of Cradle Mountain that may never recover.

    The situation has taken emergency services and land management agencies by surprise. The seasonal bushfire outlook for summer 2024 suggested Tasmania’s fire risk was nothing out of the ordinary. The state was also well prepared for bushfire fighting, particularly with specialised aircraft.

    But this fire season has turned out to be anything but typical. Firefighting capacity has been stretched to the limit and interstate crews have been called in.

    It all began with a massive lightning storm in the evening of Monday February 3. The incidence of such lightning fires has been increasing in Tasmania since the 1990s.

    An official inquiry into the bushfires will no doubt be held, given the substantial social, economic and environmental harm – as well as the sizeable costs associated with fighting the fires from the air in remote and rugged landscapes.

    Nonetheless, important lessons are emerging from these fires, which speak to the broader, worsening threat as the climate changes.

    Understanding the impacts of the fires

    Fortunately, direct economic losses from theses fires have been limited so far, despite significant disruption associated with evacuation and road closures. Tourism operators and honey producers have been hardest hit.

    The fires caused brief but substantial smoke pollution across the state, placing a range of people with medical conditions at risk.

    The full environmental effects and the benefits of prescribed burning are yet to be evaluated. Nonetheless, there is grave concern about damage to unique rainforests and alpine ecosystems. If sufficiently dry the organic soils, or peats, that supports forests and treeless areas in western Tasmania are also vulnerable to combustion.

    We undertook a preliminary estimate of how much highly fire-sensitive vegetation – plant communities that will take more than 50 years to recover – may have burned. This involved comparing the current bushfire boundaries or footprint, based on satellite data and field reconnaissance, to vegetation mapping used for various purposes including fire management. We put the figure at 19,716 hectares of vegetation. However, it’s possible not all of this burned and islands of unburned vegetation persist within the broad fire boundary.

    Our estimation includes 10,419 hectares of temperate rainforest (10% of the fire area) and 462 hectares of alpine vegetation (0.45% of the fire area). Neither of these vegetation types can readily tolerate fire.

    Our analysis suggests about half of fire-affected rainforest areas have been previously burned by fires since 1982 (48%) and some small areas have burned twice (5%). Recurrent fires in rainforest can result in permanent loss of this vegetation. Just how much damage has been done will require further assessment.

    Emergence of new fire patterns

    The number of fires ignited by lightning have increased in Tasmania since the 1990s. When the lightning occurs in storms without much rain, or where the rain evaporates before it hits the ground, it’s known as dry lightning.

    Concerningly, in the last decade two other major dry lightning fire events have occurred,
    likely a signal of a change in fire activity. As a result, fires are burning into areas that historically are rarely affected by fire, damaging the natural values of the Tasmanian wilderness.

    This event could not be predicted

    Going into summer, experts were concerned that soils across western Tasmania were particularly dry. This increased the fire risk in the seasonal outlook.

    The recent rapid fire growth in Tasmania was caused by the unusual combination of regional drying (including dry soils), an extreme lightning storm and subsequent strong winds.

    But the sequence of events that caused this fire to take off could not have been predicted more than a week ahead. That’s because it is impossible to predict lightning and windstorms outside the seven-day window of weather forecasts.

    What’s more, our research shows it is currently not possible to reliably predict which lightning strikes will start fire.

    By February 12, more than a dozen fires had burned around 50,000 hectares in the state’s northwest.

    Rapid attack and fire suppression have practical limits

    Massive lightning storms that ignite multiple fires overwhelm the capacity of firefighters to locate and immediately extinguish all the flames.

    Unfavourable weather conditions caused the west coast fires to rapidly grow. Firefighting shifted from attempts to extinguish the fire to instead contain its spread. This involved techniques such as targeted waterbombing, back burning and building fire breaks.

    These approaches have been successful in some cases, notably the deployment of retardant drops to contain the Canning Peak fire, saving extensive stands of conifer rainforest. But suppression efforts were imperfect, as the loss of a private tourist facility hut on the Overland Track has demonstrated.

    Managing these massive fires demands triage – making difficult choices about where to direct firefighting effort. Effective triage requires a detailed understanding of the location of areas of high economic, cultural and environmental value. High-quality mapping of these sites and involvement of specialists in the broader decision-making process is essential.

    The Tasmanian government does have maps and expertise to guide triage, but there are calls for more investment to protect the region’s ecological values. This is particularly important for small, localised sites vulnerable to fire, such as groves of ancient Huon pine.

    Broader lessons for fire fighting

    Dry lightning storms are hard to predict, extraordinarily difficult to contain, and can cause substantial economic, social and environmental harms.

    Technology alone – such as that which combines satellites, artificial intelligence, drones and water bombers – is not enough to eliminate these fires. What’s needed is a diverse portfolio of approaches, involving a combination of:

    • reducing fuel loads by prescribed burning

    Researchers and fire managers must also identify the best strategies for prescribed burning to reduce bushfire risk while protecting areas of high economic, conservation and cultural value.

    Climate change will bring more frequent monster fires – and fighting them demands a broad suite of investment.

    Houses and fire do not mix. The firestorm which hit Los Angeles in January destroyed nearly 2,000 buildings and forced 130,000 people to evacuate.

    The 2019–20 Australian megafires destroyed almost 2,800 homes. This summer, houses and buildings have been lost in Victoria, Western Australia and Tasmania.

    As temperatures inch upwards, bushfires will become more severe and more frequent, posing risks to more homes. But fires don’t affect homes equally. Older homes built before fire resilience standards became mandatory are at higher risk of going up in flames.

    In the aftermath of the devastating LA fires, there are signs that newer homes have fared better than older ones. Previous fires in California and Australia have shown newer homes built with fire-resilient features are more likely to survive than older homes.

    The problem is, more than half (55%) of Australia’s homes were built 30 or more years ago – before national standards for fire resilience were introduced.

    The good news: you can take action to make older homes more resilient.

    Why are new homes better able to survive bushfires?

    Location, vegetation and luck play a role in determining which houses survive fires. But there is also evidence newer homes with heat- and ember-resistant features survive better.

    Construction standards in both Australia and the United States require the use of materials and designs which reduce fire risk.

    In Australia, the national construction standards have been in place since the early 1990s. Over time, the standards have expanded to include more fire-resistant features, such as fire-resistant external walls.

    By contrast, older homes are more likely to be built of flammable materials such as wood and untreated timber. Older homes are also more likely to have mature trees and shrubs closer to the house, which can increase fire risk. But as the CSIRO Bushfire Best Practice Guide points out, “trees can also be used to shield against wind, absorb radiant heat, and to filter embers […] when located at a safe distance from the house”.

    More exacting construction standards apply for homes built in areas considered at risk of bushfire. State and territory governments have interactive maps of these areas.

    Unfortunately, climate change is expanding these areas at risk. As the LA wildfires show, warmer climates mean fire can attack suburbs and cities thought to be safe from bushfire.

    Climate change is also making home ownership more expensive, as insurance premiums rise in the wake of more expensive disasters. Analysts predict banks may begin rejecting mortgage applications for properties in areas at high risk from fire.

    How can we make older homes more resilient?

    Older homes remain highly sought after, especially in cities such as Sydney, Melbourne and Brisbane.

    But for these homes to be brought up to modern standards of bushfire resistance, they often require significant retrofitting. These retrofits can drastically reduce the risk of ignition.

    How do houses actually ignite? Wind-blown embers are a common cause in starting house fires. If a few houses in a town start burning, the fire can spread house to house.

    Here are 5 ways to protect your older house:

    1. Upgrade external vents. Traditional external vents are designed to ventilate rooms and roofs. But they also permit embers to gain access to attics and crawl spaces and spark a fire. Upgrading to ember-resistant vents can directly improve your home’s resilience.

    2. Install ember gutter guards. Ember-resistant gutter guards are made of metal and have finer mesh than normal gutter guards. These help to prevent the build-up of dry leaves and twigs and stop small embers from landing.

    3. Upgrade windows and walls. You can cut your risk further by installing bushfire-resistant shutters for windows, using fire-resistant material for wall insulation and replacing combustible material with better alternatives such as metal roofing, fibre cement siding for walls and tempered glass windows.

    4. Check your deck and verandah. Wooden decks and verandahs are risky in high-risk areas. If they need to be rebuilt, choose fire-resistant materials.

    5. Make space around your home. In fire-prone areas, removing trees and shrubs within 20 metres of the house can reduce risk. A well-managed area of pavers and low-density plants and shrubs close to the home acts as a fire break.

    Ahead of fire season, making and updating an evacuation plan is equally vital. Homeowners should prepare emergency kits with essential documents, medications, and protective gear. If a fire starts in your area, applying fire-retardant gels to surfaces at risk can provide temporary protection.

    Homeowners can use the National Emergency Management Authority’s bushfire resilience rating app to assess their home’s bushfire risk and to see which retrofits are highest priority.

    State or territory governments offer advice on making your house more resistant to fire attack: New South Wales, Victoria, Queensland, South Australia, Western Australia, Tasmania, Northern Territory, Australian Capital Territory.

    Protecting our homes takes time – and money

    Australia’s housing crisis has been front page news for months. As we head towards the federal election, it will remain a hot-button issue. Unfortunately, we haven’t yet heard discussion of the risk posed to our housing stock from bushfires made worse by climate change.

    While planning controls and building standards can raise the standards of future homes, better support and incentives are needed to retrofit existing homes – especially for those built before fire safety standards became the norm.

    Retrofitting is crucial. But it’s not cheap. Costs can range from A$8,500 to $47,000 per property.

    These expenses can be prohibitive for many homeowners. Initiatives such as the Bushfire Resilience Rating Home Self-Assessment app can result in insurers offering premium discounts to homeowners using it to introduce recommended measures.

    In some areas, local governments offer financial assistance for retrofitting, such as the Bushfire Wise Rebate by Ku-ring-gai Council in NSW.

    Without greater financial support or government incentives, a significant portion of Australia’s housing stock will remain vulnerable, increasing risks as climate change expands fire-prone areas.

    Two Connecticut high school seniors Meera Kannan and Gabrielle Bridgewater have published their study findings on “Leveraging public AI tools to explore systems biology resources in mathematical modeling” this month in the journal NPJ Systems Biology and Applications.

    They conducted their research at UConn School of Medicine in the Laboratory of Dr. Michael Blinov as part of their Health Career Opportunity Programs experience.

    “NPJ Systems Biology and Applications is one of the top journals in systems biology,” shares their proud mentor and senior study author Michael Blinov, Ph.D., associate professor of Genetics and Genome Sciences at the Center for Cell Analysis and Modeling at UConn School of Medicine. “The application of AI tools in biology is a rapidly evolving and exciting field. This is a great achievement for these high school students, and they deserve it through their hard work.”

    On Feb. 22  the two high school students will be presenting their scientific findings virtually at the 62ndConnecticut Junior Science and Humanities Symposium hosted by the UConn Health-based CT AHEC program in Farmington. Each year the long-running, prestigious symposium gathers the state’s talented high school students exceling across the fields of science, technology, engineering, and mathematics.

    “Thank you very much Dr. Blinov for your many years of dedication hosting our Health Career Opportunity Programs High School students in your research laboratory. The fact that these two high school students are co-first authors on a manuscript from research conducted in your Lab and presenting their research at the CT Junior Science and Humanities Symposium at UConn Health is phenomenal,” shared Dr. Marja Hurley, UConn Board of Trustees Distinguished Professor and professor of medicine and orthopaedic surgery at UConn School of Medicine. Hurley is founder and associate dean of the Health Career Opportunity Programs at UConn Health.

    “I’m very excited to share our findings with a larger group of people. I hope this will spur more exploration of the intersection of AI with other fields of medicine,” says Kannan.

    “I am extremely excited to present our findings and share our hard work with the larger science community. I know our research is already published and out there for anyone who wants to read it, but getting to speak about it still feels so special,” says Bridgewater.

    Blinov truly enjoys working with the eager to learn, dedicated, and hardworking HCOP students at UConn School of Medicine.

    “Over the years, my HCOP students have played an essential role in many of my projects. My experiences with high school students have been very positive, and in this particular case, these two students were fortunate that their chosen study topic led to a quick success story,” Blinov says.

    He finds it incredibly rewarding to see the gratitude and success of his past high school HCOP program students many of whom have gone on to have successful health care careers at places such as Yale, Cornell, and UConn.

    “One of my most notable success stories is my 2017 HCOP student, Nathan Schaumburger. He later joined UConn and returned to work with me in 2020, which led to a 2023 publication, with another paper forthcoming. Nathan is now a graduate student at Harvard,” Blinov proudly shares.

    Meet the Study Co-Authors

    Lead co-author Meera Kannan, 18, is a senior at South Windsor High School. She hopes to become a future physician.

    “It’s very exciting to be published. I was motivated to explore how AI could have a positive impact and make systems biology more accessible for students like me. I hope to continue working with Dr. Blinov and other professors at UConn in the future,” says Kannan.

    Kannan credits HCOP for opening her mind further to both innovative medicine and research.

    “I first heard about HCOP during a tour of UConn in my sophomore year. I was very interested in their mission as well as in conducting research, so I decided to apply. I think this program helped reveal the creativity behind medicine and taught me a lot about the impact of scientific innovation,” she says.

    Kannan hopes to conduct more research in a variety of fields to broaden her horizons.

    “I plan to pursue medicine, and this experience at UConn has been central in solidifying that commitment. The skills and perspectives I’ve learned here will definitely be invaluable as I explore the more rigorous side of medicine,” says Kannan.

    Lead co-author Gabrielle Bridgewater, 17, is a senior at Tolland High School and also wants to be a future doctor.

    “Being a published author and getting to conduct my own study is definitely the most exciting thing I’ve ever done and my proudest accomplishment to date,” Bridgewater exclaims. “It’s honestly also really motivating because it makes me so excited for what’s next and it really feels like the sky is the limit.”

    “We chose to study AI because it’s a field that’s rapidly expanding and relevant to kids our age. When our peers have questions most of them look to AI to answer them, so we wanted to see how useful it could be for students who are interested in learning more about systems biology (like ourselves). It’s a relatively niche field which means in a lot of cases AI might be the most accessible tool to use if they want to educate themselves on the subject. We wanted to understand just how reliable of a tool it is, and its potential for studying systems biology,” she says.

    Bridgewater was inspired to enter the health sciences and join the HCOP program by her father who is biochemist.

    “During my junior year he was helping me look for summer opportunities where I could get hands on healthcare experience and he found the HCOP program. I truly enjoyed every moment of the program. I think it was especially unique because not only did I get research experience, but I also got to learn about the college and medical school application processes, talk to current pre-med undergraduates, and improve my public speaking skills. Without the program I would never have had access to this information and these opportunities,” she says.

    “My experience with HCOP definitely solidified my passion for pursuing a career as a physician. It also sparked my interest in possibly going down the MD/PhD route which is a path I wasn’t previously aware of. I know I want to continue conducting research, gaining exposure to the health sciences, and exploring the intersection of AI and systems biology,” concludes Bridgewater.

  • MIL-OSI Africa: South Africa has failed to deliver access to enough water for millions – a new approach is needed

    South Africa is one of only 52 countries that guarantee access to water as a human right. “Access” from a human rights perspective means that water is physically accessible, clean and safe for consumption, and affordable. Section 27 of the country’s constitution stipulates that everyone has the right to access sufficient water.

    But South Africa is not doing well on meeting the standards of a full human rights approach to water access. In a recent paper, I and my colleagues at the Public Affairs Research Institute’s Just Transition Programme set out the extent of this failure, and mapped out what needs to be done to rectify the situation.

    The Just Transition Programme aims to contribute to a successful climate transition that prioritises social justice, equity and poverty reduction.

    Part of our research method is ethnography – spending time in communities struggling to access water. We do this to learn what concrete changes are required to improve people’s lives, from their own perspective.

    Physical access to water for households has increased significantly since the country’s first democratic elections in 1994. Nevertheless, water quality and safety has declined over the past ten years. Almost half the country’s drinking water is considered unsafe for human consumption. Water service interruptions – sometimes lasting days – are becoming more common.

    South Africa’s household poverty rate (the number of households who live below the upper bound poverty line) is now at 55%. We found that water is becoming more and more unaffordable for impoverished households. The result is that these families have to limit the amount of water they use. This worsens poverty and inequality.

    To solve this problem, the South African government needs to embrace a human rights approach to access to water, where people are given enough water to live a full life.

    What went wrong?

    The first problem is affordability. People cannot access water if they don’t have the money to pay for it, but most clean and safe water in South Africa must be paid for. Poverty is a key barrier to access.

    The United Nations special rapporteur on the human rights to water and sanitation has emphasised that it is the responsibility of the state to assess whether households can afford to pay for water, without sacrificing other basic essential items such as food. It is up to governments to take steps to make water affordable.

    The country’s Free Basic Water policy was originally intended to address this issue. It guaranteed impoverished households access to a free 6,000 litres of water per month. This is roughly 200 litres per household of eight people per day. However, in practice this policy is not a meaningful solution, for two reasons:

    • the amount provided is an average of 25 litres of water per person per day. This is way below the World Health Organization recommendation of a minimum water allowance of between 50 and 100 litres of water per person per day.

    • many millions of poor households are excluded from the benefit because of poor implementation of the policy by municipalities.

    This situation reflects the failure to create, implement and oversee a regulatory environment that is necessary to realise affordable access to sufficient, clean water for all South Africans.

    The policy failures

    Firstly, water policy – at both national and municipal levels – has failed to take a human rights approach. A human rights approach requires that access to sufficient, quality and affordable water is the starting point for all policy making and resource allocation decisions. This has not been the case.

    Secondly, access to water has been narrowly defined as making water physically available without considering affordability. Most water access policy in South Africa includes statements declaring that water must be affordable for everyone. Unfortunately, all of these policy promises have remained exactly that – just promises.

    Meeting the goal of affordability requires more from the government than stating that water should be affordable. The state must develop affordability standards – in other words, calculate a water tariff that everyone can afford – and monitor it. At the moment, there is no national government oversight of water tariffs and so the affordability policy is effectively meaningless.

    The actual state practices of tariff setting and approval, particularly in local municipalities, have not translated any of these promises into reality.

    Thirdly, many households are denied access to even the 25 litres of free water per person per day, because municipalities don’t always implement the free basic water policy as intended.

    Fourthly, the state has failed to acknowledge the contradiction between providing universal access to services, and requiring municipalities to generate enough money to cover 90% of their running costs. Tariffs for water have increased at rates well above inflation over the past 20 years. But in a very impoverished environment where many people cannot afford to pay for water, up to two thirds of South Africa’s municipalities have been classified as being in financial distress.

    There is a fundamental – and currently insoluble – conflict between the tariffs that municipalities must charge in order to maintain fully funded budgets, and the tariffs that could be defined as affordable.

    What needs to be done?

    These actions should be taken in the short term:

    • the free basic water allowance must be increased

    • the household indigent policy, which determines how households can access free municipal services like water, must be restructured.

    • affordability standards must be developed in close consultation with affected communities. This is the only way to set water tariffs that are based on what households are actually able to pay.

    • there must be oversight of the provision of sufficient, affordable water for everyone.

    In the longer term, these two additional problems must be solved:

    • municipalities are losing revenue from water, particularly from leaking pipes and other infrastructure

    • the local government fiscal framework requires that municipalities earn a surplus on trading services such as water. This must be changed so that municipal finances prioritise affordability of water instead.

    The global food import bill is projected to exceed $2 trillion in 2024 – fuelled by the rising cost of everyone’s favourite hot drinks – according to the latest Food Outlook released by the Food and Agriculture Organization (FAO) on Thursday. 

    The biannual report, which focuses on developments affecting global food and animal feed markets, highlights that higher costs for cocoa, coffee, and tea are driving the increase, while disparities in import bills persist across income levels.

    Cocoa prices have soared nearly four times their ten-year average earlier this year, coffee prices have almost doubled, and tea prices are 15 per cent above long-term levels.

    Together, these commodities are responsible for over half of the projected increase in global food import expenditures, which FAO economists anticipate will rise by nearly 23 per cent in 2024.

    National disparities

    While high-income countries, which make up two-thirds of the global food import bill, will see a 4.4 per cent increase, import expenditures for middle and low-income countries are expected to decline.

    Lower-income countries may find some relief in reduced cereal and oilseed costs, although their per capita food intake for wheat and coarse grains is projected to decline, contrasting with an anticipated 1.5 per cent increase in rice consumption.

    FAO emphasises the crucial role food exports play in supporting many economies.

    For instance, coffee export earnings cover nearly 40 per cent of food import costs in Burundi and Ethiopia, while Côte d’Ivoire’s cocoa exports entirely offset its food import bill. Similarly, tea exports account for more than half of Sri Lanka’s import costs.

    Mixed forecast

    FAO’s forecasts reveal a mixed picture for global food production and trade.

    Wheat and coarse grain output is expected to decrease but remain above consumption levels, while rice production is set for a record-breaking harvest in 2024/25 which could enable an increase in global rice consumption, reserves and international trade. 

    Production of meat and dairy is forecast to grow modestly while global fisheries output is expected to expand by 2.2 per cent, fuelled by aquaculture.

    Meanwhile, vegetable oils’ consumption may outpace production for the second consecutive season, leading to stock drawdowns.

    The report cautions that extreme weather, geopolitical tensions, and policy changes could destabilise production systems, further straining global food security.

    Olive oil prices spike alongside climate stress

    In Spain, wholesale prices for cold-pressed extra virgin olive oil reached nearly $10,000 per tonne in January 2024, almost triple their 2022 levels.

    High temperatures, which force olive trees to conserve water for core functions instead of producing fruit, led to a nearly 50 per cent production cut for two years in a row.

    Although Spain’s next harvest is expected to surpass the 10-year average, high prices may constrain global consumption.

    Producers ought to consider more sustainable water and soil management practices, the report notes.

    Given the great potential for expansion in olive oil exports, governments might offer support to olive growers, such as insurance schemes and measures to control the spread of diseases, said FAO Economist Di Yang.

    Cheaper fertiliser…mostly

    The report also highlights a 50 per cent drop in fertiliser prices since their 2022 peak, thanks to falling natural gas prices and reduced trade barriers.

    FAO Economist Maria Antip noted however that phosphate fertilisers have resisted this trend, with ongoing trade barriers and geopolitical tensions posing risks to future supplies, particularly in Latin America and Asia.

    Additionally, the report underscores the potential of low-carbon ammonia, a key component of nitrogen-based fertilisers, as a sustainable alternative.

    However, while using renewable energy instead of natural gas is viable and investments to do so are underway, scaling up production will require targeted incentives to offset higher manufacturing costs and encourage adoption among farmers.

  • MIL-OSI Security: Romanian Police Serve Dozens of Warrants Following Parallel Investigation with the FBI’s Los Angeles Field Office

    Romanian law enforcement officials conducted dozens of warrants this week in the Romanian counties of Brasov and Mures, following a parallel investigation with the FBI.

    The search warrants targeted locations suspected to have ties to an organized crime group engaged in ATM skimming in the United States and money laundering.

    During the operation, Romanian officials also detained several individuals for questioning and seized large amounts of cash, several vehicles, as well as skimming devices and associated instruments.

    “This group profited handsomely by targeting vulnerable EBT recipients who rely on funds to support their families and callously deprived victims of their basic needs,” said Akil Davis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “This investigation is yet another example of FBI Agents working closely with our foreign partners to identify, disrupt and dismantle transnational criminal enterprises who enter the United States illegally for the sole purpose of conducting criminal activity.”

    Today’s operation is the culmination of a two-year investigation conducted by the FBI and Romanian authorities to dismantle the command and control of the Dorneanu Organized Crime Group: a transnational criminal organization whose members conduct ATM skimming operations in the United States and then launder the profits back to Romania.

    “These individuals targeted and stole from our community’s most vulnerable citizens,” said Acting United States Attorney Joseph T. McNally. “Working together with our local, federal, and international partners, we can and will continue to root out and punish transnational criminal organizations and protect the less fortunate and American taxpayers.”

    The subjects targeted in this investigation worked directly for, or were associated with, Mihai Dorneanu—the alleged leader of the Dorneanu Organized Crime Group. Five members of this organization were arrested by the FBI and convicted in the Central District of California with violations including conspiracy, bank fraud, aggravated identity theft, and visa fraud. Four others were arrested for state violations by local authorities in Ventura and San Bernardino Counties. As a result of ongoing efforts in this case to disrupt ATM skimmers in Southern California, law enforcement recovered over 8,500 stolen credit card numbers belonging to victims in the United States.

    The five federal defendants include the following:

    • Marius Oprea was sentenced to six years and three months in federal prison. U.S. Attorney Press Release
    • Dan Eugen Boar was sentenced to four years in federal prison.
    • Radu-Marian Moldovan was sentenced to time served in federal prison.
    • Attila Ravasz was sentenced to one year and three months in federal prison.
    • Andrei-Raul Cirilescu was sentenced to two years and four months in federal prison.

    A statement announcing the operation was also issued by Romanian authorities (translation available upon visiting page).

    The domestic investigation was conducted jointly by the Ventura County District Attorney’s Office; the San Bernardino County Human Services Fraud Investigation Unit; the Diplomatic Security Service; the Los Angeles Police Department; and the Los Angeles Sheriff’s Department. The federal defendants were prosecuted by the United States Attorney’s Office in Los Angeles.

    The FBI’s foreign partners include the Brașov Brigade for Combatting Organized Crime; prosecutors with the Directorate for the Investigation of Organized Crime and Terrorism—Brașov Territorial Service; and Europol.

  • MIL-OSI Global: Why community pharmacies are closing – and what to do if your neighborhood location shutters

    Neighborhood pharmacies are rapidly shuttering.

    Not long ago, Walgreens, one of the nation’s biggest pharmacy chains, announced plans to close 1,200 stores over the next three years. That’s part of a larger trend that has seen nearly 7,000 pharmacy locations close since 2019, with more expected in the coming years.

    Many community pharmacies are struggling to stay open due to an overburdened workforce, shrinking reimbursement rates for prescription drugs and limited opportunities to bill insurers for services beyond dispensing medications.

    As trained pharmacists who advocate for and take care of patients in community settings, we’ve witnessed this decline firsthand. The loss of local pharmacies threatens individual and community access to medications, pharmacist expertise and essential public health resources.

    The changing role of pharmacies

    Community pharmacies – which include independently owned, corporate-chain and other retail pharmacies in neighborhood settings – have changed a lot over the past decades. What once were simple medication pickup points have evolved into hubs for health and wellness. Beyond dispensing prescriptions, pharmacists today provide vaccinations, testing and treatment for infectious diseases, access to hormonal birth control and other clinical services they’re empowered to provide by federal and state laws.

    Given their importance, then, why have so many community pharmacies been closing?

    There are many reasons, but the most important is reduced reimbursement for prescription drugs. Most community pharmacies operate under a business model centered on dispensing medications that relies on insurer reimbursements and cash payments from patients. Minor revenue comes from front-end sales of over-the-counter products and other items.

    However, pharmacy benefit managers – companies that manage prescription drug benefits for insurers and employers – have aggressively cut reimbursement rates in an effort to lower drug costs in recent years. As a result, pharmacists often have to dispense prescription drugs at very low margins or even at a loss. In some cases, pharmacists are forced to transfer prescriptions to other pharmacies willing to absorb the financial hit. Other times, pharmacists choose not to stock these drugs at all.

    And it’s not just mom-and-pop operations feeling the pinch. Over the past four years, the three largest pharmacy chains have announced plans to close hundreds of stores nationwide. CVS kicked off the trend in 2021 by announcing plans to close 900 pharmacy locations. In late 2023, Rite Aid said that thousands of its stores would be at risk for closure due to bankruptcy. And late in 2024, Walgreens announced its plans to close 1,200 stores over the next three years.

    To make matters worse, pharmacists, like many other health care providers, have been facing burnout due to high stress and the lasting effects of the COVID-19 pandemic. At the same time, pharmacy school enrollment has declined, worsening the workforce shortage just as an impending shortfall of primary care physicians looms.

    Why pharmacy accessibility matters

    The increasing closure of community pharmacies has far-reaching consequences for millions of Americans. That’s because neighborhood pharmacies are one of the most accessible health care locations in the country, with an estimated 90% of Americans living within 5 miles of one.

    However, research shows that “pharmacy deserts” are more common in marginalized communities, where people need accessible health care the most. For example, people who live in pharmacy deserts are also more likely to have a disability that makes it hard or impossible to walk. Many of these areas are also classified as medically underserved areas or health professional shortage areas. As pharmacy closures accelerate, America’s health disparities could get even worse.

    So if your neighborhood pharmacy closes, what should you do?

    While convenience and location matter, you might want to consider other factors that can help you meet your health care needs. For example, some pharmacies have staff who speak your native language, independent pharmacy business owners may be active in your community, and many locations offer over-the-counter products like hormonal contraception, the overdose-reversal drug naloxone and hearing aids.

    You may also consider locations – especially corporate-owned pharmacies – that also offer urgent care or primary care services. In addition, most pharmacies offer vaccinations, and some offer test-and-treat services for infectious diseases, diabetes education and help with quitting smoking.

    What to ask if your pharmacy closes

    If your preferred pharmacy closes and you need to find another one, keep the following questions in mind:

    What will happen to your old prescriptions? When a pharmacy closes, another pharmacy may buy its prescriptions. Ask your pharmacist if your prescriptions will be automatically transferred to a nearby pharmacy, and when this will occur.

    What’s the staffing situation like at other pharmacies? This is an important factor in choosing a new pharmacy. What are the wait times? Can the team accommodate special situations like emergency refills or early refills before vacations? Does the pharmacist have a relationship with your primary care physician and your other prescribers?

    Which pharmacies accept your insurance? A simple call to your insurer can help you understand where your prescriptions are covered at the lowest cost. And if you take a medication that’s not covered by insurance, or if you’re uninsured, you should ask if the pharmacy can help you by offering member pricing or manufacturer coupons and discounts.

    What are your accessibility needs? Pharmacies often offer services to make your care more accessible and convenient. These may include medication packaging services, drive-thru windows and home delivery. And if you’re considering switching to a mail-order pharmacy, you should ask if it has a pharmacist to answer questions by phone or during telehealth visits.

    Remember that it’s best to have all your prescriptions filled at the same pharmacy chain or location so that your pharmacist can perform a safety check with your complete medication list. Drug interactions can be dangerous.

    Community pharmacies have been staples of neighborhoods for more than a century. Unfortunately, current trends in pharmacy closures pose real threats to public health. We hope lawmakers address the underlying systemic issues so more Americans don’t lose access to their medications, health services and pharmacists.

  • MIL-OSI Global: Surfer’s ear: the condition that might leave wild swimmers and surfers with hearing loss

    Cold water swimming, paddleboarding and surfing are all popular pastimes – with millions of people in the UK regularly participating in at least one type of outdoor watersport each year.

    But those bravely breaking the waves may not realise they could actually be putting themselves at risk of hearing loss due to external auditory canal exostosis – better known as surfer’s ear.

    Surfer’s ear affects the auditory canal – the thin tube which conveys sound waves from our surroundings, channelling them towards the sensory organs which generate our sense of hearing.

    These inner portions of the ear are shielded by bone. This is because the anatomical structures that turn air pressure waves into sounds – the eardrum, ossicles and cochlea – are very small, very sensitive and would be easily and irreparably damaged if not protected.

    Ideally, our ear canals should be clear and unobstructed. Sure, sometimes they can get clogged up with wax and even sometimes foreign bodies can work their way inside (such as peas, plasticine or even bugs).

    But surfer’s ear causes an obstruction of the ear canal in a different manner. Growths start to develop on the bone which lines the auditory canal.

    As these growths continue to develop, they push into the canal – effectively narrowing the space inside. In doing so, this can prevent the conduction of sound waves getting through to the eardrum. One symptom patients with surfer’s ear may notice as a result is hearing loss.

    Other associated problems may arise, too. The ear canal produces wax. Any narrowing of the canal will more easily retain wax, but also water – not just from swimming, but from wet weather or taking a shower. An accumulation of both in the canal can worsen hearing loss and raise the risk of developing an ear infection.

    But what causes surfer’s ear in the first place?

    The cause appears to lie in repeated exposure to cold water and high winds – which most surfers encounter while riding a wave, or tumbling off one. It appears to be a problem unique to humans, perhaps because of the configuration of their ears.

    While researchers aren’t entirely sure why cold exposure causes the bone to grow abnormally, it’s possible that the ear’s natural response to prolonged cold (which irritates the eardrum) is to create a bigger shield for it. Cold water and wind may stimulate bone cells called osteoblasts, causing new bone to grow – offering more protection.

    It’s important to note that surfer’s ear is different from swimmer’s ear – a condition which you may be more familiar with. Though both can arise from water immersion.

    Swimmer’s ear, also called otitis externa, is a form of ear infection. It typically results in pain and discharge, and can arise from water accumulating in the ear canal, which then acts as a breeding ground for bacteria. Narrowing of the ear canal can worsen the problem, so swimmer’s ear can also be associated with surfer’s ear.

    It’s estimated that 3-6% of the general population may have some form of exostosis. But the condition does appear to overwhelmingly affect surfers – with one systematic review finding the condition affected an average of around 68% of surfers.

    However, surfer’s ear is not unique to surfers. Any sport which exposes an athlete to cold water and wind might result in the same effect. These include wild or outdoor swimming, windsurfing and kayaking.

    There’s also a cultural and geographical difference in prevalence across the globe. It’s estimated that 10% of Australians surf, and potentially raising the risk.

    You don’t even have to venture into the water to develop surfer’s ear, either. Some research suggests people living near the coast have an increased risk of developing surfer’s ear as they’re more likely to be exposed to cold winds. Other cases have been observed in patients without a clear cause.

    The condition might also be more common in males – though this may be due to a larger proportion of men participating in both the sport and the research.

    Preventing surfer’s ear

    Some research suggests that using earplugs while in the water can help reduce cold exposure to the ear and lower the risk. There are also specialised hooded wetsuits and bands that can worn as further protective measures.

    Surfer’s ear appears to be a long-term complication, and is more likely to develop from regular exposure, not just an occasional cold water dip. More than ten years of surfing appears to be associated with a greater risk, and more severe canal obstruction.

    For patients who develop severe symptoms – such as hearing loss and persistent ear infections – surgery may be required. The operation, called a canalplasty, involves chiselling or drilling away the excess bone to widen the canal again. Surfers should avoid heading back into the waves for two to three months after the operation until the site has properly healed.

    There’s some indication surfer’s ear may be on the rise – though this could also be because we’re getting better at diagnosing it and nowadays more surfers are aware of the condition.

    The risk of developing surfer’s ear in one or both ears is sadly real. Unfortunately, it appears that only by abstaining from surfing can the condition be averted.

    So if you do plan to go out into the wind and water – whether that’s surfing, paddleboarding or wild swimming – don’t forget your earplugs.

         The Commissioner of Customs and Excise, Mr Chan Tsz-tat, chaired Customs’ 2024 year-end press conference held at the Customs Headquarters Building today (February 18) to review the department’s law enforcement results and sustainability in the provision of trade and clearance facilitation during the year. Mr Chan also outlined that, while carrying on its fine tradition of providing simple and efficient customs clearance that makes Hong Kong a trading and logistic hub for different sectors, the department will actively adopt new technology, adjust enforcement strategies and reinforce collaboration with other customs administrations to enhance enforcement efficiency. Hong Kong Customs will continue its efforts to strengthen and uphold its leading role in customs affairs and combat cross-boundary crimes in the Asia-Pacific region.  

    Overall enforcement situation
    ———————————
     
         In 2024, a total of 31 242 cases were detected, an increase of 63 per cent from the 2023 figure. About 68 per cent of the cases are related to illicit cigarettes, followed by cases related to dangerous drugs and intellectual property rights infringement.

    Illicit cigarettes
    ——————
     
         On the anti-illicit cigarette operation front, the number of detected cases in 2024 increased by 80 per cent to 21 284 cases from 2023, with 614 million cigarettes seized, representing a 6 per cent drop as compared to the figure for 2023.

         The significant increase in the number of illicit cigarette cases stemmed from a huge surge in cases involving inbound persons bringing in cigarettes exceeding the duty-free concessions by imposing a penalty on offences compoundable. Such cases rocketed by 94 per cent to 19 072 cases from 2023. Moreover, 40 large-scale illicit cigarette smuggling cases were detected last year, which was the same as 2023.

         In addition, 2 451 cases involving alternative smoking products, with seizures of over 12 million pieces of relevant products, including electronic cigarettes and heat-not burn products, and 2 255 arrestees in total, were detected last year.
     
    Dangerous drugs
    ——————-
     
         In 2024, 1 363 drug cases were detected, which was about the same as the 2023 figure. A total seizure of about 6.3 tonnes of drugs was made, representing a drop of 33 per cent from 2023.

         The five major drug seizures in order of quantity were cannabis (2 874.8 kilograms, a 22 per cent increase), ketamine (1 202.8kg, a 34 per cent decrease), methamphetamine (“Ice”) (1 111.7kg, a 50 per cent decrease), cocaine (711.4kg, a 64 per cent decrease) and MDMA (Ecstasy) (149.6kg, a 3 per cent decrease) compared to the figure for 2023.

         Customs noticed that drug syndicates resume to traffic drugs by exploiting inbound air passengers, and the number of such cases and seizure quantity showed a noticeable upward trend, with 113 relevant cases detected and 988kg drugs seized last year, representing an increase of 38 per cent and a 1.9-fold increase as compared to figures for 2023. Moreover, etomidate (the main ingredient of “space oil drug”) was put under control of the Dangerous Drugs Ordinance on February 14, and Customs has stepped up enforcement efforts to combat the dangerous drug on various fronts.
          
    Smuggling
    ————
     
         A total of 233 smuggling cases with a seizure value of $4.340 billion in total were detected last year, representing an increase of 5 per cent and 37 per cent from 2023 respectively.
          
         Smuggling syndicates still mainly conduct smuggling activities by sea. Apart from making use of barges, speedboats and fishing vessels, Hong Kong Customs also found criminals using river trade vessels to smuggle large amounts of goods to nearby Mainland cities and Macao, or even adopting more circuitous routes by shipping goods overseas and then re-exporting them to the Mainland to evade the department’s detection.

    Money laundering
    ——————–
     
         Customs last year detected eight money laundering cases with $19 billion involved.
     
    Intellectual property rights
    ——————————
     
         Customs detected 783 intellectual property rights infringement cases last year, representing an annual increase of 11 per cent. The seizure value of infringing items increased 7 per cent to around $309 million (4 million items) as compared to the figure for 2023.

         As for Internet infringement, 130 cases were detected, representing an increase of 29 per cent from 2023.

         Customs last year applied the “communication right” under the Copyright Ordinance for the first time to detect a case of unauthorised communication of live football matches to the public by a restaurant in the course of business.

    Consumer protection
    ————————

         Customs last year received 12 436 complaints regarding suspected cases of violating the Trade Descriptions Ordinance (TDO), a drop of 34 per cent from 2023. Among them, 11 601 complaints were handled:
     
    (i) Detailed investigations have been made on 7 492 complaints;
     
    (ii) The remaining 4 109 complaints have been closed since they were not in contravention of the TDO, or have been referred to other relevant departments or institutions for follow-up actions.
     
         There were 3 003 complaints involving fitness services last year, accounting for 47 per cent of the total number of complaints regarding services and an increase of 14-fold from 2023. This was mainly due to the announcement of business temporary closure of a chain fitness and beauty centre.

         Complaints on medicine shops involving quantities of unclear pricing units in selling ginseng and dried seafood, or Chinese medicine (also known as cases concerning catty, tael and mace) or sale of proprietary medicines slightly decreased to 497 cases in total, among which 86 percent were made by Mainland tourists. The department’s Quick Action Team has been deployed to handle and follow up with complaints by short-term visitors to Hong Kong, and 208 such complaints were handled last year, with 11 shop owners and staff arrested. Customs is also committed to conducting promotion and education through multiple channels, informing Mainland visitors about common unfair trade practices by medicine shops, deploying mobile promotion vehicles at popular tourist hotspots during festivals, conducting patrols with the Travel Industry Authority, and promoting compliance among traders.
     
    Clearance and trade facilitation
    ———————————–

         Customs has continued to facilitate clearance and trade and implement various related measures.
     
    (i) Since the full resumption of normal travel with the Mainland, the number of inbound and outbound passengers and vehicle trips at each control point was about 300 million and about 14.9 million. The number of inbound and outbound passengers has recovered to the number before the 2019 epidemic, while the number of vehicle trips has recovered to about 95 per cent. To further enhance clearance mode, Customs is actively participating in the redevelopment project of the boundary control point in Huanggang taken forward by the HKSAR Government and the Shenzhen Municipal Government, and will provide suggestions on the design and clearance mode of the boundary control point. Details are still under discussion.

    (ii) Based on the Smart Customs Blueprint, Customs has given full play to the advantages of innovative technologies, such as artificial intelligence, cloud computing and blockchain, and has introduced nine CT scanners that provide high-resolution three-dimensional scanning images and the function of automatically detecting contrabands, improving customs clearance efficiency and law enforcement capabilities. Also, the department is researching on the Customs Big Data Application System that could strengthen the capabilities to detect and crack down on smuggling and other crimes related to Customs through an integrated database.

    (iii) Customs actively expands the global network of the Hong Kong Authorized Economic Operator (AEO) Mutual Recognition Arrangement (MRA). Last year, Customs signed the AEO MRAs with the Bahrain and the South African Customs. The MRAs with Saudi Arabia and the Philippines Customs are expected to be signed in early 2025. As of now, there are a total of 16 MRAs ratified between Hong Kong Customs and other economies. AEO MRA Action Plans with the United Arab Emirates, Lao, Chilean and Peruvian Customs were also concluded last year, while the discussion about MRA with other countries along the Belt and Road Initiative is ongoing.

    (iv) Hong Kong Customs and the General Administration of Customs of the People’s Republic of China (GACC) actively enhanced the “Single Submission for Dual Declaration” Scheme. The Scheme was expanded to southbound cargo at all Shenzhen highway ports in November last year, and is planned to cover northbound cargo by the second quarter of 2025 or earlier. Under the Scheme, companies can synchronise cargo information declared with the system on the Mainland through the Hong Kong system, significantly reducing customs clearance time and possible declaration input errors. The Scheme is conducive to the design of system functions of the third phase of Hong Kong Trade Single Window.

    (v) Last year, Hong Kong and Mainland Customs actively extended the Single E-lock Scheme. As of December last year, the number of clearance points under the scheme has reached 93, including 66 in Guangdong, four in Hunan, six in Fujian, four in Macao and 13 in Hong Kong, providing the industries with more than 1 000 cross-boundary route options. Hong Kong Customs and the Nanning Customs are looking into extending the scheme to Guangxi.

    (vi) To cope with the rapid development of the global electronic commerce industry, Customs launched the Cross-boundary Express Cargo Clearance Facilitation Arrangement (CEFA), providing an innovative customs clearance model of “free flow through the first line and efficient control at the second line” to qualified logistics providers. A Memorandum of Understanding with an express courier company was signed at the end of last year, marking the official commencement of the CEFA. As of December last year, over 2 000 cargo vehicle trips and 470 000 declared goods were facilitated under the CEFA.
     
    Strengthen Mainland and international co-operation

         Hong Kong Customs last year continued to reinforce connection with both the Mainland and the world, promoting two-way or multi-way communication and collaboration with different regions. These included meeting with the GACC on customs affairs and signing a co-operative arrangement about drug detector dogs; cohosting a conference on combating illicit cigarettes with the Australian authority; organising forums and workshops on combating money laundering and transnational organised crimes, and risk management and intelligence analysis with overseas law enforcement agencies.

         The co-operation between Hong Kong Customs and customs and enforcement agencies around the world has a long history, and the Customs Co-operative Arrangement (CCA) serves as the cornerstone for establishing and maintaining these co-operative relationships. As of last year, Hong Kong Customs signed the CCA with 31 customs authorities worldwide. Hong Kong Customs also signed a CCA with the Zakat, Tax and Customs Authority of Saudi Arabia and is actively seeking co-operation with other Middle East countries.

         Since assuming the office of the Vice-Chairperson for the Asia/Pacific (A/P) region of the World Customs Organization (WCO) in July last year, Hong Kong Customs has hosted a series of global or regional meetings and workshops, covering areas such as combatting illicit cigarettes, canine enforcement and anti-money laundering, and gathered representatives from around the world to communicate and exchange views on relevant issues, hence strengthening co-operation among law enforcement agencies in the region.

         On manpower recruitment, the department continued to adopt an active recruitment strategy last year, including participating in large-scale career fairs and organising seminars, promoting recruitment through social media platforms, visiting different tertiary institutions to facilitate on-the-spot applications. Mainland Hong Kong students are one of the target groups for Customs recruitment. The department held recruitment seminars on the Mainland in March last year and received more than 290 applications on the spot. Last year, more than 8 400 applications were received for the recruitment of Customs Inspectors, an increase of 12 per cent compared with 2023. About 9 600 applications were received for the recruitment of Customs Officers, representing an about 13 per cent increase compared with 2023. Last year, 82 Customs Inspectors and 355 Customs Officers were recruited. The department will continue its recruitment exercise to fill vacancies this year.

         To strengthen officers’ training in various professional aspects, co-operative Memoranda of Understanding were also signed with the National Academy of Governance, the Vocational Training Council and the University of Hong Kong last year.
     
    Youth development

         Customs continues with its commitment to youth development work. By end-2024, Customs YES recruited 7 935 individual members and 58 organisation members, and held over 490 activities. In addition, a 40-person Foot Drill and Flag Party of the Customs Youth Leader Corps, the first youth group under the Security Bureau to perform Chinese-style rifle foot drill, was set up last year.

         Hong Kong Customs, as the Vice-Chairperson for the A/P region of the WCO, will continue to foster connection, and promote trade facilitation measures and development in the A/P region by continuing to organise large-scale meetings and workshops on multiple topics this year, including data strategies, e-commerce and Smart Customs.

         Furthermore, Hong Kong Customs has suggested introducing a duty stamp system to differentiate and crack down on duty-not-paid illicit cigarettes during a public consultation on tobacco control by the Health Bureau (HHB). A consultancy study on the duty stamp system was launched by Hong Kong Customs, the Financial Services and the Treasury Bureau and the HHB, and the report has been completed by end-2024. Affixing duty-paid labels on the packages of cigarettes is proposed. Based on the report, Hong Kong Customs will invite cigarette manufacturers to participate in a pilot scheme on the duty stamp system to assess the feasibility and technical issues concerning the stamp duty system, which will help with Customs’ improvement work and the implementation of the system in future. The pilot scheme is expected to be rolled out in mid-2025, while the system is expected to be officially launched within 2026. Hong Kong Customs will announce the details to the industry and the public in due course.

    On the afternoon of February 14, 2025, spokesperson for the Ministry of National Defense Senior Colonel Zhang Xiaogang answered recent media queries concerning the military.

    Journalist: Recently, a landslide occurred in Junlian County, Yibin City, Sichuan Province. Officers and soldiers of the People’s Liberation Army (PLA) and the People’s Armed Police Force (PAP) immediately engaged in disaster relief efforts. Please tell us more about it.

    Zhang Xiaogang: A landslide recently occurred in Junlian County, Yibin City, Sichuan Province. A disaster is an order for action. The PLA and PAP resolutely acted on President Xi’s important instructions on emergency rescue and disaster relief. They responded swiftly, stepped forward and conducted rescue operations with all-out efforts. So far, a total of 326 personnel have been deployed to a range of tasks, including search and rescue, relocation of affected residents, road clearance, hidden-danger assessment, and supplies transportation. They have also assisted the local government in evacuating and relocating over 230 people. The Chinese military remains steadfast in following the instructions of the Party Central Committee, the Central Military Commission and President Xi. We faithfully uphold the fundamental purpose of serving the people wholeheartedly and stay ready to support local disaster relief efforts at any time. We are committed to safeguarding the lives and property of the people and fulfilling all tasks entrusted by the Party and the people.

    Journalist: It is reported that President Xi Jinping, chairman of the Central Military Commission (CMC), recently signed an order to issue the revised Regulations on Scientific Research Related to Military Equipment. Please provide us with more information about this.

    Zhang Xiaogang: The revised Regulations on Scientific Research and Development Related to Military Equipment has five features. First, it takes the generation of combat capability as the sole criteria, and systematically reformed the processes and procudures for overall planning, project approval, and process management related to scientific research and development (R&D) of military equipment. Second, it requires advanced management concepts to be applied to both organs responsible for equipment R&D planning and units undertaking specific projects. This aims to improve the capacity for independent innovation, and provide more sources of growth in new quality combat capabilities. Third, it optimizes the classification and approval models for equipment pre-research, equipment R&D and production, and comprehensive equipment research, providing flexible and practical options for project management. Fourth, it systematically clarifies the principles and specific measures for quality control, cost management, acceptance and evaluation, and outcome management, in support of high-quality development of equipment R&D. Fifth, it establishes a comprehensive framework for the supervision and regulation of equipment R&D. It also specifies industry-specific supervision methods, inspection approaches and rectification measures. The Regulations will help enable higher quality and efficiency and stronger vitality of innovation in equipment R&D, so as to better support combat preparedness.

    Journalist: The PLA Navy recently sent a task group to Pakistan to attend the multinational maritime exercise AMAN 2025. This is the first international joint exercise the Chinese military has participated in this year. Please further brief us on the exercise.

    Zhang Xiaogang: At the invitation of the Pakistani military, a PLAN task group comprising of the guided-missile destroyer PLANS Baotou and the comprehensive supply ship PLANS Gaoyouhu participated in the multinational maritime exercise AMAN 2025 from February 6 to 11. During the onshore phase of the exercise, the task group and other participating naval forces held planning conferences, professional exchanges and open ship events. During the maritime phase, drills were conducted on joint counter-piracy operations, search and rescue and air defense. The exercise facilitated exchanges between the PLAN and other participating naval troops, and demonstrated a shared commitment to maritime security. The Chinese military will continue to live up to our international responsibilities and obligations, and contribute to world peace and stability with concrete actions.

    Journalist: The US Indo-Pacific Command recently said that the Typhon mid-range missile system had been relocated from the Laoag airfield to another location on the island of Luzon, and that the relocation, however, was not an indication that the batteries would be permanently deployed in the Philippines. The Philippine side said that it would return the Typhon system to the US so long as China stops claiming its territory, harassing its fishermen and attacking its ships. May I have your comment?

    Zhang Xiaogang: The Chinese side has made clear multiple times our firm opposition against the US deployment of the mid-range missile system in the Philippines. The Typhon missile system is a strategic asset and an offensive weapon. The Philippine side has repeatedly gone back on its words and brought in the system to cater to the US side. Such decision would only place its national security and defense in the hands of others, and lead to geopolitical confrontation and risks of arms race in the region. It’s like holding a candle to the devil and playing the jackal to the tiger.

    As we all know, the territory of the Philippines is defined by a series of international treaties, including the 1898 Treaty of Peace between the United States of America and the Kingdom of Spain, the 1900 Treaty between the United States of America and the Kingdom of Spain for Cession of Outlying Islands of the Philippines, and the 1930 Convention between His Majesty in Respect of the United Kingdom and the President of the United States regarding the Boundary between the State of North Borneo and the Philippine Archipelago. China’s Nansha Qundao and Huangyan Dao fall outside the Philippine territory. It’s legitimate, lawful and beyond reproach for the Chinese side to conduct law-enforcement activities in relevant waters.

    By using the deployment of Typhon as a bargaining chip on the South China Sea issue, the Philippine side is selling out its own national security, putting the well-being of its people and regional peace and stability at grave risk. Such behavior is ridiculous and dangerous. We require the Philippine side to recognize the high sensitivity and severe consequences of this issue, remove the Typhon missile system as soon as possible to honor its open promises, and return to the right track of dialogue and consultations at an early date. The Chinese side will continue to take necessary measures to resolutely counter provocations and infringements and safeguard our territorial sovereignty and maritime rights and interests.

    Journalist: It was reported that the US confirmed that Article V of the US-Japan Treaty of Mutual Cooperation and Security applies to China’s Diaoyu Dao during a phone call between Japanese Minister of Defense and US Secretary of Defense. What’s your comment?

    Zhang Xiaogang: Diaoyu Dao and its affiliated islands are China’s inherent territory. No matter what the US and Japan say or do, they can neither change this fact nor shake China’s resolve to safeguard national sovereignty and territorial integrity. The Treaty of Mutual Cooperation and Security between the US and Japan is a product of the Cold War. Military and security cooperation between the US and Japan should not target any third party, let alone undermine regional development. 2025 marks the 80th year of the victory of the World Anti-Fascist War. We hope the Japanese side will take lessons from history, demonstrate its determination to pursue peaceful development through concrete actions, and make more efforts to enhance mutual trust between countries and promote regional peace and stability.

    Journalist: It is reported that after being sworn in as the new US Secretary of Defense, Pete Hegseth made clear that the US would restore the warrior ethos and work with allies and partners to deter aggression in the Asia-Pacific by China. What’s your comment?

    Zhang Xiaogang: We firmly oppose the groundless accusation made by the US side. China pursues a national defense policy that is defensive in nature and a military strategy of active defense. The Chinese military is a staunch force for peace. As a peace-loving nation, China never engages in aggression or expansion. But we will never give up our legitimate rights and interests, and will take firm countermeasures against threats and challenges.

    I want to emphasize that major country competition should not be the underlying logic of the times. A steady, sound and sustained China-US diplomatic and defense relationship serves the common interests of the two countries and meets the general expectation of the international community. Standing at a new starting point, we hope the US will work with China on the principles of mutual respect, peaceful coexistence and win-win cooperation, to deepen state-to-state and military-to-military exchanges and cooperation, so as to inject certainty and positive energy into the world.

    Journalist: It is reported that US and Japanese leaders met with each other and issued a joint statement, which emphasized the importance of maintaining peace and stability across the Taiwan Strait and opposed any attempt to unilaterally change the status quo by force or coercion. Recently, the destroyer USS Johnson and the oceanographic survey ship USNS Bowditch transited the Taiwan Strait. What’s your comment?

    Zhang Xiaogang: The relevant contents in the US-Japan Joint Leaders’ Statement grossly interfered in China’s internal affairs and made unfounded smears and accusations against China. The Chinese side is strongly dissatisfied with and firmly opposed to that. Regarding the passage of the US vessels through the Taiwan Strait, the PLA Eastern Theater Command has already made a response.

    I want to point out that Taiwan is China’s Taiwan. Any military provocation of the US will not change this fact. On the contrary, such US actions expose its hypocrisy and double standard to the international community, and bolster the resolve and will of the Chinese people to safeguard our national sovereignty and realize national reunification. The PLA will continue to strengthen combat readiness, resolutely fight against secession and interference, and firmly safeguard national sovereignty and territorial integrity.

    At the popular science marathon “Darwin Week”, a doctor of biological sciences, professor, academician of the Russian Academy of Sciences, head of the laboratory of bionanotechnology, microbiology and virology spoke with a report “Evolution of a set of respiratory infections” Faculty of Natural Sciences of NSU Sergey Netesov.

    Evolution of the virus

    In Russia, doctors register 28 to 33 million cases of acute respiratory infections every year, but these are official statistics. When seeing a patient, the doctor fills out a statistical form, which is sent for processing to the health authorities, where statistical data is collected. However, not everyone comes to see a therapist, especially if the disease is mild, preferring to endure it “on their feet” or use home remedies to fight the infection. Such patients are not included in these statistics. Therefore, experts assume that the actual number of cases exceeds the official data at least twice.

    Acute respiratory infections (ARI) are caused by viruses, bacteria, mycobacteria and mycoplasma. In addition, most likely not all pathogens of ARI in humans have been discovered yet.

    Previously, doctors officially diagnosed ARVI without specifying the pathogen and specifically – influenza viruses, and even then the diagnosis was made by the doctor, guided only by the symptoms observed in the patient, and the laboratory diagnostic methods that existed before the 2000s were lengthy, inaccurate and insensitive. More or less reliable test systems for diagnosing influenza viruses based on the polymerase chain reaction PCR method appeared only in the late 90s, and for diagnosing other pathogens – only in the last 5-10 years. The data from a study of the causes of ARVI using the example of one of the counties of the state of Michigan (USA), published in 2002, surprised epidemiologists: influenza was not in the leading positions – its share was only 9%, while ordinary coronaviruses – 14%, rhinovirus – 34%. Unknown infections then accounted for 23%. Later, metapneumoviruses were identified, and their share in the structure of pathogens was about 10% in the category that was previously designated as “unknown infections.” Common coronaviruses, as a rule, have “overtaken” the flu in the share of infected people in the last 20-30 years, but did not pose a serious danger in the form of fatalities – until SARS-CoV-2 appeared, which took millions of lives around the world. At the initial stage of the pandemic, it posed a very serious danger with a mortality rate of up to 6%, but over time, due to the evolution into much less pathogenic variants, it almost equaled the mortality rate of the common flu – 0.1 – 0.2%.

    — The high mortality rate from the new coronavirus infection was due to vascular thrombosis, which was classified as a circulatory disease at the initial stages of the pandemic, and a cytokine storm — an overly aggressive immune response of the body to a viral infection. It manifests itself in different ways, depending on the chronic diseases of the infected person — in the form of circulatory diseases, pneumonia, complications of type 1 and type 2 diabetes, and sometimes — digestive organs. In the first six months of the pandemic, there were no reliable diagnostics for SARS-CoV-2 markers. Partly due to this, some cases of death from the new coronavirus infection were attributed to serious chronic diseases that the deceased patients suffered from – diseases of the circulatory system, respiratory system, endocrine system, etc. In addition, unlike most respiratory diseases, people died from the new coronavirus not during the first two weeks of the disease, but within a month or two, so it was believed that the patient’s death was the result of complications rather than an acute viral disease, explained Sergei Netesov.

    Over the past few years, the deadly coronavirus has evolved towards changing its antigenic properties and reducing pathogenicity, and is no longer as dangerous in terms of mortality as before. Large-scale vaccination of the population, as well as the immunity formed in those who have recovered, have also had an effect, but in terms of morbidity, this virus still sometimes outpaces the combined influenza viruses A and B, and mortality from it has not been reduced to zero. Last fall, 20-30 people died from Covid every week in Russia. These were mainly elderly people with serious chronic diseases.

    Currently, another pathogen of ARVI, the respiratory syncytial virus, is no less dangerous in terms of severe progression and mortality. In certain periods of the 2023-2024 season, its share in the causes of the overall incidence of ARVI was 40%. Scientists and doctors have long found out that it is one of the main causes of severe pneumonia in children and the elderly. Since last year, trials of vaccines against this virus have begun in the European Union and the United States.

    In the winter of 2024, rhinovirus was the leading cause of acute respiratory viral infections in Russia. It has unpleasant symptoms because it causes inflammation of the nasal sinuses, but does not pose a danger to humans.

    — Only in rare cases is the cause of ARI or ARVI only one pathogen, more often two or three. It often happens that the same patient has one or two ARI pathogens — viral and one — bacterial. In this case, the picture of the disease becomes complex. Viral infections, as a rule, prepare the ground for infection with pathogenic bacteria, — said Sergey Netesov.

    To reduce the risk of severe respiratory viral infections, it is necessary to get vaccinated in a timely manner, and it is advisable for people at increased risk of severe acute respiratory infections to wear medical masks in public places. Sergei Netesov also spoke about the influenza vaccines used in Russia. According to him, it is necessary to choose, if possible, four-component drugs with a share of 15 micrograms of antigens of each subtype of the virus. At the same time, the probability of severe disease is reduced by about 20-30 times. And for infection, the size of the pathogen dose that a person receives is very important. Reducing this dose often leads to zeroing out the infection or getting a very small dose – then the disease does not develop quickly, and the body copes with it much easier.

    The flu virus is constantly evolving, and this process is aimed at an important goal for it – to “break through” the previous immunity and infect as many carriers – susceptible people – as possible.

    In early 2024, several publications were published in the United States stating that cow milk yields in some regions of the country had begun to decline; later, veterinarians identified the H5N1 subtype of avian influenza in them. The influenza virus of this subtype was first isolated not only from birds, but also from some sick people in 1997 in Singapore, Hong Kong, and Vietnam. The virus also affected people, with a very high mortality rate. The reason was soon revealed: in most cases, it was a rare mutation characteristic of the inhabitants of these countries, in which one of the receptors in their lungs turned out to be similar to a similar receptor in birds. This feature is not typical for residents of other countries. And so in 2024, the virus spread not only among birds, but acquired new mutations and “switched” to cattle and more. Several dead cats that had previously drunk cow’s milk were found near the barns with sick cows. The cause of their death, like the illness of the cows on the farm, was the avian influenza virus. And although humans and animals do not have many common infections, this virus has become one of them. It turned out that at the end of 2023, the virus acquired mutations that allowed it to move from birds to cattle. From the beginning of 2024 to February 2025, 68 cases of infection of dairy and poultry workers were noted worldwide. It seems that this flu virus has not yet spread widely, but careful monitoring of its evolution is necessary.

    Race for survival

    Scientists believe that the more common this subtype of the virus becomes, the more likely it is to acquire a combination of mutations that will increase the risk of infection in humans. On the other hand, this subtype of flu has been circulating in various bird species and causing rare sporadic infections in humans for more than two decades, but so far there has been no pandemic. This is one of those cases where a pandemic could start next week or never.

    — Not only pathogens of viral diseases evolve, but also our immune system. It is a kind of race. Therefore, it is necessary to study not only pathogens, but also the parameters of our immunity. Increase the number and effectiveness of vaccines, increase the volume of vaccination. This really improves the quality of life of the population and increases its duration. At the same time, long-term monitoring studies are needed to study the occurrence of pathogens, their molecular genetic diversity and molecular evolution, including drug resistance. Russia has the necessary instrumental and material-reactive bases, including its own high-tech production of many (but not all) modern vaccines and diagnostics. But their wider implementation in practice is required. It is also necessary to develop new vaccines against a number of viral and bacterial pathogens. Unfortunately, so far the diagnostic algorithms in our compulsory insurance medicine have been worked out to a minimum — primarily due to underfunding. But it is possible to distinguish a bacterial infection from a viral one using a very simple test for the content of procalcitonin and some other markers in the blood, said Sergei Netesov.

    The scientist also noted that when fighting a viral disease, regardless of what virus caused it, the patient’s psychological state and the support of loved ones are also important. It is important to be sick in a good mood, then recovery will be faster.

    Reducing the number of dilapidated housing stock is an important task set by the President for the Russian construction industry. Since 2019, when the program for resettling people from uninhabitable buildings became part of the national project “Housing and Urban Environment”, more than 2.2 million square meters of such housing have been resettled in the Siberian Federal District. This was reported by Deputy Prime Minister Marat Khusnullin.

    “All federal districts in the country are involved in the work on resettling emergency housing. The government has been actively working on the issue of resettling residents from outdated houses for many years. The implementation of this program is a serious and important step towards improving the quality of life of people who live in unsuitable conditions. Since 2019, about 123 thousand citizens have moved from emergency housing to new apartments in the Siberian Federal District. The deterioration of houses is a constant and, unfortunately, irreversible process. Therefore, we continue to work on solving this problem,” said Marat Khusnullin.

    According to the Deputy Prime Minister, the largest volume of emergency housing in the Siberian Federal District was resettled in the Kemerovo Region – Kuzbass – 664.3 thousand square meters, Irkutsk Region – 580.8 thousand square meters, Krasnoyarsk Territory – 360.9 thousand square meters, Novosibirsk Region – 188.6 thousand square meters, Altai Territory – 149.6 thousand square meters.

    The program for resettling citizens from emergency housing stock is supervised by the Russian Ministry of Construction. Its operator is the Territorial Development Fund.

    “Regions are taking a responsible approach to solving the problem of reducing the unsuitable housing stock and improving the quality of life of residents of such houses. In order to speed up the solution of this problem and provide people with modern housing, many regions are additionally resettling emergency houses using their budgets. In the Siberian Federal District, thanks to such work, more than 37 thousand people from the total number of program participants have improved their housing conditions,” said FRT General Director Ilshat Shagiakhmetov.

    Since 2025, the resettlement of houses recognized as unsafe in the regions will continue under the national project “Infrastructure for Life”.

  • MIL-OSI United Nations: Asia-Pacific falling behind on sustainable development and climate targets

    The Asia-Pacific region is significantly off track in achieving the Sustainable Development Goals (SDGs), with most targets either stalled or off pace – despite ongoing efforts, according to a new UN report.

    The 2025 SDG Progress Report from the UN Economic and Social Commission for Asia and the Pacific (ESCAP) launched on Tuesday, also revealed persistent data gaps which are limiting policymakers’ ability to address key challenges.

    Without urgent action to accelerate progress, many of the Goals will remain out of reach,” Armida Salsiah Alisjahbana, Executive Secretary of ESCAP, said in a foreword to the report.

    Challenges mounting

    The report found that responsible consumption and production (Goal 12), quality education (Goal 4) and decent work and economic growth (Goal 8) are severely off track.

    Key drivers of this stagnation include increases in fossil fuel subsidies, poor proficiency in reading and maths, and unsustainable production patterns, according to the report.

    Of most concern, climate action (Goal 13) witnessed an “alarming regression”, driven by the region’s vulnerability to disasters and continued greenhouse gas (GHG) emissions, which account for half of global pollution.

    Environmental sustainability remained a major roadblock, with land degradation and declining economic benefits from sustainable fisheries hampering progress on life below water (Goal 14) and life on land (Goal 15).

    The report also highlighted persistent data gaps as a key challenge.

    While data availability has improved slightly, with some 54 per cent of indicators now having at least two data points – a slight increase from the previous year – there are still significant blind spots in measuring progress across different population groups, including by age, migratory status, disability, and gender.

    The region also recorded progress in some areas, such as in Goal 9 (industry, innovation and infrastructure) and Goal 3 (health and well-being), with progress driven by expanded access to mobile networks and remarkable improvements in maternal, infant and child health.

    The report also highlighted promising examples of regional cooperation and innovation.

    Shared commitment and collaboration can yield transformative results,” said Ms. Alisjahbana, emphasising the need for a whole-of-society approach to achieving the SDGs.

    However, with just five years remaining until the 2030 deadline, achieving the SDGs will require bold action, strengthened political leadership, and significant investments in sustainable development.

    Nothing short of the most urgent acceleration of progress will close the gap,” Ms. Alisjahbana underscored.

    Marine scientists are calling for more focused management strategies and further interventions to secure the future of marine ecosystems and key fish species, as well as ‘near threatened’ dolphins and shellfish species around South Australia’s coastline.

    With ongoing pressure from human activities and climate change, three new research articles led by Flinders University experts have warned of the need for more research and regular monitoring to take into consideration rising pressure on marine ecosystems.

    Leading South Australian Whale & Dolphin Conservation scientist Dr Mike Bossley and his team have been tracking the local Indo-Pacific bottlenose dolphins (Tursiops aduncus) of the Adelaide Dolphin Sanctuary for 34 years.

    Despite living in this highly urbanised estuary, these dolphins have shown remarkable resilience, say Flinders University researchers in a recent article in the journal Ecology and Evolution.

    The Flinders University Cetacean Ecology, Behaviour and Evolution Lab (CEBEL) study of Dr Bossley’s long-term data highlighted a troubling population decline between 2012 and 2020.

    Fortunately recent dolphin sightings have stabilised in 2021-24, according to Dr Bossley’s observations.

    “Despite numerous environmental and anthropogenic disturbances, the Adelaide Dolphin Sanctuary is a shallow, protected area and it’s likely that the dolphins are continuing to use this area for its benefits,” says Kennadie Haigh, a PhD candidate at the Flinders College of Science and Engineering.

    “It’s important to focus conservation strategies on improving the Adelaide Dolphin Sanctuary ecosystem and  promoting connectivity to the surrounding waters to help secure the future of these dolphins.”

    The Adelaide Dolphin Sanctuary is located in Port Adelaide and was established in 2005 with the intention to protect the dolphins and the habitat that sustains them.

    Meanwhile, a second Flinders University study examined the historical exploitation of South Australian shellfish reefs – and calls for urgent interventions to restore native marine species for local ecosystem health.

    “Human and environmental stresses, as well as overfishing and dredge harvesting, have combined to significantly diminish our local multi-species shellfish reefs, which once covered more than 2600 square kilometres of the state’s coastline,” says PhD candidate Brad Martin.

    “Based on historical records, we documented 140 potential shellfish reef locations, and we estimate that over 43 million flat oysters were commercially harvested statewide between 1849 and 1915, prior to their functional extinction by the 1940s.

    “Shellfish reef decline was also influenced by environmental factors including drought and salinity issues, disease, heavy predation by marine species and sediment deposition from storms.”

    Researchers say the demise of these coastal features since colonisation should be reflected in future conservation and restoration efforts, to include these important native shellfish species in policy-setting and coastal management strategies

    In a third article published in Environmental DNA , scientists at Flinders University and South Australia’s Department of Environment and Water conducted a study in collaboration with Parks Australia to assess the best method to detect fish communities in marine ecosystems, including remote regions of the Great Australian Bight.  

    Environmental DNA (eDNA) and Baited Remote Underwater Video Systems (BRUVS) were assessed and compared across offshore seamounts and islands in SA’s Nuyts Archipelago marine park and the Commonwealth South West Marine Park Network.

    “Fish communities are critical indicators of ecosystem health, and comprehensive monitoring strategies are vital to effective management of marine fishes,” say Flinders University senior author Dr Michael Doane.

    The study found the two survey methods were effective and complementary in detecting different fish species.

    “By combining both methods, we gain a much fuller picture of fish communities,” says first author Ewan Burns. “eDNA excelled at detecting large pelagic species like white sharks (Carcharodon carcharias) and southern bluefin tuna (Thunnus maccoyii), while BRUVS revealed more bottom-dwelling fish,” he says.

    This dual approach is particularly valuable in remote, challenging environments like the Great Australian Bight, where it enables monitoring of key species – both those of conservation concern with high economic value – while providing crucial insights into reef health, researchers add.

    California was set to receive $384 million from National Electric Vehicle Infrastructure program over 5 years
    WASHINGTON, D.C. — U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.), members of the Senate Committee on Environment and Public Works (EPW), joined all Democratic members of the Committee in demanding answers from Department of Transportation (DOT) Secretary Sean Duffy about the abrupt cutoff of funds for the National Electric Vehicle Infrastructure (NEVI) Formula Program. The Joint Office of Energy and Transportation approved California’s five-year NEVI Deployment Plan on September 29, 2023, granting the state $384 million for critical zero-emission vehicle infrastructure along its highways, but the Trump Administration has illegally frozen the NEVI program.
    The NEVI program — included in the Bipartisan Infrastructure Law — provides funding directly to states for installing public zero-emission vehicle charging stations, which would lower fuel costs for families, reduce U.S. dependence on fossil fuels, and create construction jobs nationwide. In a memo to state departments of transportation, the Federal Highway Administration announced states will no longer have access to $3 billion in previously approved federal funds for future construction projects.
    “All 50 states plus the District of Columbia and Puerto Rico invested time and resources to prepare their plans, and all plans were approved by the U.S. Department of Transportation. Your abrupt cutoff of NEVI funding disregards these efforts and subjects states and their partners to delay, uncertainty, and bureaucratic red tape. It also threatens the jobs, innovation, and environmental benefits that this program was ready and authorized to deliver through implementation,” wrote the Senators. 
    “Unfortunately, your refusal to release NEVI funds to states is part of a larger, ongoing pattern by the Trump Administration of subverting the Constitution’s dedication to Congress of authority over federal spending,” continued the Senators. “As sweeping and vague as recent Executive Orders may be in expressing the administration’s policy preferences, they do not provide license under the Constitution to cut off funding for programs authorized and funded by Congress and enacted into law, and upon which our sovereign states have justifiably relied.”
    The NEVI program invests in states to accelerate the nationwide buildout of public zero-emission vehicle charging infrastructure. States have already awarded more than $510 million in NEVI funding to construct charging ports, with more contracts ready to move forward. By pulling this funding, the Trump Administration is jeopardizing planned construction that could establish charging stations every 50 miles along 70 percent of major travel corridors by the end of 2055. Canceling this funding would leave many families, particularly in rural communities, without access to affordable zero-emission vehicle chargers.
    Expanding access to reliable chargers will give Americans more choices in vehicles by making clean energy options more practical and by reducing dependence on expensive fossil-fueled cars. If implemented, NEVI investments will help curb the carbon pollution driving climate change, which poses an increasing threat to the U.S. economy and to American families through higher prices for groceries, insurance, and more.
    In addition to Senators Padilla and Schiff, Senators Sheldon Whitehouse (D-R.I.), Angela Alsobrooks (D-Md.), Lisa Blunt Rochester (D-Del.), Mark Kelly (D-Ariz.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), and Bernie Sanders (I-Vt.) also signed the letter.
    The Senators requested documents and information by February 18, 2025, and an immediate reinstatement of NEVI funding.
    Senator Padilla has consistently fought to reduce emissions across the transportation and freight sectors. Last year, Padilla successfully pushed the Biden Administration to launch a National Zero-Emission Freight Corridor Strategy to guide the national deployment of zero-emission medium- and heavy-duty freight transportation vehicle (ZE-MHDV) charging and fueling infrastructure, which followed his efforts to call on the Joint Office to prioritize the deployment of ZE-MHDV as part of its core mission.
    Since 2024, Senator Padilla has announced over $440 million for zero-emission vehicle charging and fueling infrastructure from the Charging and Fueling Infrastructure Grant Program. In 2023, Padilla, Senator Cory Booker (D-N.J.), and Representative Nanette Díaz Barragán (D-Calif.-44) introduced the bicameral EVs for All Act, legislation that would increase access to zero-emission vehicles for residents of public housing across the nation.

    Established in the bipartisan infrastructure law, the NEVI program provides funding for every state in the nation.  As a condition for using this funding, the Biden Administration required each state department of transportation to submit for approval an EV Infrastructure Deployment Plan—a responsible step to encourage states to think carefully about how they spend their funds under this program.  All 50 states plus the District of Columbia and Puerto Rico invested time and resources to prepare their plans, and all plans were approved by the U.S. Department of Transportation.  Your abrupt cutoff of NEVI funding disregards these efforts and subjects states and their partners to delay, uncertainty, and bureaucratic red tape.  It also threatens the jobs, innovation, and environmental benefits that this program was ready and authorized to deliver through implementation.
    Unfortunately, your refusal to release NEVI funds to states is part of a larger, ongoing pattern by the Trump Administration of subverting the Constitution’s delegation to Congress of authority over federal spending.  As sweeping and vague as recent Executive Orders may be in expressing the administration’s policy preferences, they do not provide license under the Constitution to cut off funding for programs authorized and funded by Congress and enacted into law, and upon which our sovereign states have justifiably relied.  
    For these reasons, we urge you to retract your February 6 letter and to implement the law according to your responsibilities.  In addition, in order to assist us in understanding how and why you reached this decision hastily and in blatant disregard of the law, please respond to the following questions and requests for production of documents by no later than February 18, 2025:
    1. On what legal grounds does the Department of Transportation (DOT) believe it has the authority to cancel all funding nationwide for the NEVI program?  Please cite to specific statutory or regulatory authority that permits DOT to cancel such a Congressionally-authorized appropriation.  We note that executive orders do not qualify as such statutory or regulatory authority, as they are neither statutes nor regulations.
    2. Did any individual or office within the White House, the Office of Management and Budget (OMB), or the so-called “Department of Government Efficiency” specifically instruct you to cancel funding for the NEVI program?  If so, who did?
    3. Please provide all emails dated November 5, 2024, through February 6, 2025, among and between you, DOT officials, the Trump-Vance Transition Team, the White House, Elon Musk, anyone working for or affiliated with the so-called “Department of Government Efficiency,” Russell Vought, and Office of Management and Budget officials—including but not limited to all “special government employees”—concerning the NEVI program.

  • MIL-OSI New Zealand: Action Plan funding helps children grow vegetables

    The aim is for tamariki (children) to be able to grow vegetables and plants all year round and make food in classes, demonstrating ‘garden to plate’ learning. The native plants grown will be used for the school’s riparian planting projects. 

    The school would like to eventually provide produce to food banks, and to families within the school community who need support.

    This is one of several projects supported by the latest round of Selwyn Waihora ZCAP funding.

    Just under $1,300 will go towards equipment such as an irrigation pipe and attachments, the hiring of a trenching machine (to bury the pipes) and a garden shed to act as a pump house. 

    Principal Elizabeth Coyle says the school was set up with a vision to develop an environmental awareness amongst ākonga (students).

    “We’ve achieved great things already and wish to keep the momentum going to help tamariki reach their full potential in this space.

    “This project will certainly help with that, and we’re grateful to the Selwyn Waihora Water Zone Committee for backing this important mahi.”

    Water zone committee Action Plan funding

    Each water zone committee was allocated $50,000 this financial year. The committees make funding recommendations on projects in their zone that benefit the environment or engage the community on environmental issues.   

    This support in turn helps the committees meet the goals in their Action Plans – which outline their tactics for delivering on the targets of the Canterbury Water Management Strategy.  

    Selwyn Waihora Water Zone Committee’s Action Plan priorities are:   

    • enhancing mahinga kai, biodiversity and recreation opportunities 
    • raising awareness about the risks to private drinking water supplies  
    • supporting actions to restore Te Waihora to a healthy state  
    • facilitating actions to achieve catchment nutrient targets and water quality outcomes  
    • facilitating a community-wide approach to restore the Waikirikiri/Selwyn River back to a healthy state.

    Action Plan projects in Selwyn Waihora

    Rolleston Christian School’s project is one of six funded this year by the Selwyn Waihora Water Zone Committee’s Action Plan.

    The other projects are:

    $10,000 in ZCAP funding will go towards controlling the willow and the other pest species before they become overly problematic. 

    Old Tai Tapu bush deer fence  

    Old Tai Tapu bush is a 6.5 hectare indigenous lowland forest, which is being devastated by fallow deer. 

    QEII National Trust is looking to fence 11,015 metres of bush to keep deer out, eliminate deer that are already in the bush, and undertake monitoring. The project will benefit from $12,762 in ZCAP funding. 

    Lincoln students discovery plant-out and monitoring days 

    This project is part of a greater effort to restore vegetation along the Huritini/Halswell Awa (river) in Ahuriri Reserve and other awa in Selwyn Waihora.

    A plant-out day for Te Kura o Tauhinu/Lincoln Primary students will be held, centred on a variety of activities to help the students learn about the positive effects of native species on aquatic and terrestrial ecosystems. They’ll also look at the cultural uses of plants and certain species.

    A hands-on monitoring event for a school to check plant survival and measure biosecurity at a restoration site will also be organised. This will include a native bird count, a terrestrial invertebrate hunt, and aquatic and fish invertebrate investigations.

    $6,941 in funding will go towards the cost of running the two events. 

    The Fantail Trust native bird and plant sanctuary 

    This project will see the creation of a native bird and plant sanctuary in the Rakaia Gorge along the walkway.

    $2,500 in ZCAP funding will go towards the deployment of five AT220 traps in remote sites to help eliminate possums and rats. This is in addition to other traps already installed in the forest. The aim is to significantly improve the survival of native birds and invertebrates and enable the forest to regenerate and rejuvenate. 

    Committee delighted by high quality proposals

    Selwyn Waihora Zone Committee deputy chair Allanah Kidd says the projects will help improve freshwater and/or biodiversity outcomes. 

    “This was a highly competitive round which made allocations recommendations difficult” she said. 

    “As a committee we were delighted to see so many high-quality and worthy proposals put forward, and to be able to support a range of inspiring projects.”

    Laurence Smith, Principal Advisor – Biosecurity says there are currently no eradication tools available for didymo.

    “Didymo can be spread by a single drop of water. Even if you can’t see it, you could be spreading it.

    “There are many waterways in Waitaha/Canterbury that are free of didymo, so it’s important we all do our bit to protect the freshwater spaces we all enjoy.” 

    Check, Clean, Dry

    The Ministry for Primary Industries (MPI) has declared the South Island a controlled area for didymo. This means there is a legal requirement to clean all gear used in the water before going from one waterway to another.

    Laurence encourages water users to adopt the Check, Clean, Dry method before moving between waterways.

    “It’s important we do our best to prevent its spread with behaviour change,” he says.

    Check 

    Check kayaks, footwear, fishing gear and anything else that was in the water, for any mud, dirt and debris and remove it. Leave debris at the site or, if you find any later, treat and dispose of it in the rubbish. Do not wash it down drains.

    Clean 

    Wash all equipment such as nets, machinery, footwear and clothing thoroughly with an appropriate decontamination solution (10% detergent for 10 minutes or 2% bleach for at least one minute in water) before putting it in any new waterway.

    Dry 

    If you can’t clean your gear, restrict your use to a single waterway OR dry completely to the touch inside and out, and leave to dry for at least another 48 hours.

  • MIL-Evening Report: Fish and chips shouldn’t come with a catch: how Australia can keep illegal seafood off our plates

    If you’ve ever been stopped by quarantine officers at the airport, you might think Australia’s international border is locked down like a fortress. But when it comes to trade in seafood, it’s more like a net full of holes.

    Products sourced from illegal, unreported and unregulated fishing can easily slip through to unsuspecting buyers.

    Seafood is among the world’s most traded agricultural commodities. Yet illegal fishing accounts for an estimated one-fifth of all wild-caught seafood.

    This represents a serious threat to marine ecosystems, food security and even human rights. The phenomenon has been linked to organised crime, modern slavery, and the depletion of vulnerable species such as abalone and hammerhead sharks.

    The blame usually falls on countries where the fishing occurs, or where the boat is registered. But seafood markets, including processors, retailers and consumers, play a major role in driving demand. They could also play a crucial role in combating illegal fishing.

    In our new policy paper, we propose more effective controls on seafood imports.

    Australia’s role as a seafood-loving nation

    Australia spends considerable effort managing its own fisheries, ensuring they are legal and sustainable.

    Yet, 60 to 70% of the seafood consumed in Australia is imported.

    These imports come mainly from countries with weaker environmental regulations, more illegal activity, and greater vulnerability to labour abuse and slavery.

    Current policies leave Australia vulnerable to illegally sourced seafood. Key information, such as the fishing location or species name, is often not required under current trade measures. This means seafood products can be imported under vague labels such as “frozen fish”, obscuring their identity and origins.

    Certain seafood products such as shark fins are more likely to be sourced illegally for a variety of reasons, including high market value. Other riskier wild-caught products imported into Australia include:

    A new border policy could help crack down on fishy imports

    Australia has made international commitments to consume sustainable seafood, in fisheries policy and through subscribing to the United Nations 2030 Sustainable Development Goals and the Global Biodiversity Framework. Meeting these commitments will require being more careful about what we import from other countries. This could take the form of stricter border regulations.

    The Australian government has begun to explore trade measures aimed at denying entry to illegal or untraceable seafood products. A group of organisations was formed two years ago to support this process. While a draft report was released at the end of 2023, the final outcome remains delayed – perhaps until after the next federal election.

    To inform this process, we reviewed the existing seafood import policies and recommend eight key design criteria for improvement.

    Only the United States, the European Union, and Japan have systems in place to verify the legal origin of imported seafood. Since these are some of the world’s largest seafood import markets, their efforts are important. But their schemes all have notable flaws that Australia should avoid replicating.

    These systems are technologically obsolete, lack solid traceability and accounting mechanisms, and rely on trade documents that are often impossible to verify. Most systems are not fully electronic, resulting in shipping containers of seafood arriving with shoeboxes of paper catch certificates.

    There are no mechanisms for cooperation between countries. Crosschecking of the same certificate arriving in both France and Italy, for instance, is not yet possible. This makes it easy to reuse certificates across multiple countries, enabling trade of falsely labelled or illegally caught seafood.

    Australia’s chance to take the lead against fishy imports

    Seafood supply chains are notoriously complex. Without effective certification schemes, keeping seafood sourced from illegal fishing operations out of our market is virtually impossible.

    Although Australia’s seafood appetite is minuscule compared to the US, the EU, or Japan, it has the resources and the opportunity to create a better import control system. Such a system would involve designing an electronic platform with automated fraud detection mechanisms that tracks seafood products from the fishing boat, through the supply chain, to the Australian border. Australia can then start to close the sizeable loophole in its efforts to secure a legal and traceable seafood supply.

    Such policies would support sustainable Australian fisheries and help the country’s biggest seafood suppliers to source responsibly. Nearly every country in the world trades seafood: if countries implement smart import policies, illegally sourced seafood will become much easier to intercept.

    SANTA FE, N.M. – Today, U.S. Senator Martin Heinrich (D-N.M.) addressed a Joint Session of the New Mexico Legislature at the Roundhouse, New Mexico’s State Capitol in Santa Fe.

    “Serving you and representing this great state in the halls of our nation’s Capitol is a privilege that I will never take for granted,” said Heinrich. “The same goes for the mandate New Mexicans entrusted me with this last election: To deliver for the people and places of our great state. To fight for the freedoms, safety, opportunities, and dreams of our families, our communities, and our country. I will never shrink from that work.”

    Heinrich started his remarks by calling for elected leaders to unify around delivering for New Mexicans: “I have always been struck by New Mexicans’ acute understanding of what it means to put individual differences aside in service to the greater good. In our most challenging times, New Mexicans show up for each other. From the darkest days of the Hermit’s Peak/Calf Canyon fire to last year’s flooding in Roswell, from North to South, and East to West, New Mexicans understand our shared commitment to one another.”

    Heinrich promised: “Let me be clear: My commitment, my only commitment, is to you, New Mexico. I will work — day and night — to defend the programs, funding, resources, and public lands our communities, local economies, and families rely on. Because, as elected leaders, we serve all of our constituents, from our neighbors and closest family friends to those in our community we’ve never met, or who disagree with us on nearly every issue. All of these New Mexicans are counting on us – all of us here in this room – to lead, to care, to keep our communities safe. Simply put, they are counting on us to deliver.”

    Heinrich commended the Legislature for its successful efforts to stand up permanent funds that generate revenues now and into the future — from the Early Childhood Trust Fund to the Land of Enchantment Legacy Fund — and praised legislators’ efforts in the current session to pass bills to reduce crime, expand behavioral health services, scale investments in work-based learning opportunities, career and technical education, and the Outdoor Equity Fund, establish a statewide water quality permitting program, and reform New Mexico’s Game and Fish Department and Game Commission.

    Heinrich concluded: “Working together, we can deliver the future our kids deserve. We can fight for their freedoms: the freedom to grow up to make their own health care decisions, the freedom to marry who they love, the freedom to be who they are, the freedom to be safe in their classrooms, and the freedom to pursue a fair shot at success.     It is an absolute honor to be here with you this afternoon. 

    I am very pleased to be joined by my wife, Julie, several honored guests, and two of my colleagues and friends in the New Mexico Congressional Delegation, Senator Ben Ray Luján and Congresswoman Teresa Leger Fernández.

    I stand before you, today, at the start of my third term in the United States Senate.

    Serving you and representing this amazing state in the halls of our nation’s Capitol is a privilege that I will never take for granted.

    The same goes for the mandate New Mexicans entrusted me with this last election:

    To deliver for the people and the places of our incredible state.

    To fight for the freedoms, safety, opportunities, and dreams of our families, our communities, and our country.

    I will never shrink from that work.

    And make no mistake:

    Republican leadership in the White House and in the United States House and Senate will have very real impacts on our state and on individual New Mexicans.

    Some of you will agree with those, and others won’t agree with any of them.

    The same will probably be true of many of our constituents.

    Still, I have always been struck by New Mexicans’ acute understanding of what it means to put individual differences aside in service to the greater good.

    In our most challenging times, New Mexicans look out for each other.

    From the darkest days of the Hermit’s Peak/Calf Canyon Fire to last year’s flooding in Roswell.

    From North to South, and East to West, New Mexicans understand our shared commitment to one another.

    So let me be clear: My commitment, my only commitment, is to you, New Mexico.

    And I will lift up your voices in the most powerful halls of our Republic.

    Whether you are Mark from Albuquerque, a polio survivor who wrote to me about the life and death consequences of vaccines,

    Gary, a retired Air Force intelligence officer in Tularosa who wrote to me about the importance of defending our national security,

    Or Ashleigh from Truth or Consequences, a school social worker who called my office with deep concerns about how cuts at the Department of Education would impact her students.

    I will elevate New Mexicans’ voices and demand action, accountability, and the future our kids deserve.

    And I will work–day and night–to defend the programs, funding, resources, and public lands our communities, local economies, and families rely on.

    Because, as elected leaders, we serve all of our constituents.

    From our neighbors and closest family members to those in our community we’ve never met, or even who disagree with us on nearly every issue.

    All of these New Mexicans are counting on us here in this room – to lead, to give a damn, to keep our communities safe.

    Simply put, they are counting on us to deliver.

    And that requires grappling with difficult decisions.

    It requires solving real problems that impact real people.

    And it requires us to bridge the gap between what is, and what is possible.

    Always with New Mexicans front and center.

    You know, we live in an era of loyalty pledges.

    From the right and the left, frankly.

    From Presidents and from rank-and-file activists.

    From one elected leader to another, I want to implore you NOT to sign pledges, but to solve problems.

    Our only loyalty pledge should be to this incredible state and to this country, and the incredible people who call it home.

    Whether it’s to protect our nation from foreign terrorist threats or to just provide the support our kids need to learn to read —

    Whether it’s fixing roads that countless New Mexicans drive on every day or cutting crime in our communities –New Mexicans expect us to put them first, and we must.

    They should be able to count on us – at the federal, state, and local level – to ensure their roads, kids, food, water, and air are safe.

    And that includes ensuring that the agencies charged with doing this work are staffed, funded, and functional.

    Whether that’s at New Mexico’s Children, Youth and Families Department or the United States Environmental Protection Agency.

    Here, in the Land of Enchantment, we want our kids to be happy and healthy, with a fair shot at success, no matter what bathroom they use, how they dress, what color their hair is, or whether they have an IEP.

    We want New Mexico women to know that we trust them to make their own health care decisions, AND we will work to get them the quality health care they deserve in their own communities.

    We want New Mexico’s immigrant families to know we see them, we value them, and we will not turn our backs on them.

    And we want hardworking folks to know that “lowering costs,” “creating jobs,” and “growing the middle class” aren’t just campaign slogans.

    They require action.

    These are the pledges that we must work to deliver on.

    So let’s talk a little bit about what it means to put New Mexicans first:

    Your work to stand up permanent funds that generate revenues now and into the future—from the Early Childhood Trust Fund to the Land of Enchantment Legacy Fund—these put New Mexicans first.

    Your work to make our communities safer, increase access to mental health care, and tackle substance abuse puts New Mexicans first.

    When it comes to public safety, my own strategy has been straightforward: Solve crimes, support survivors, hold criminals accountable.

    But too many of our law enforcement agencies don’t have the basic tools they need to solve crimes.

    And when crimes go unsolved, those who commit them keep committing them.

    Since joining the Senate Appropriations Committee, I have worked to deliver federal resources to our partners in law enforcement.

    I’ve been able to appropriate funds for new ballistics testing machines in Las Cruces, Farmington, Gallup, and Roswell, so we can solve the first gun crime before a second one is committed.

    I’ve helped our local law enforcement purchase technology that detects gunshots and runs rapid DNA checks.

    This technology can mean solving a crime before it’s too late.

    In some cases, this may even be the difference between life and death for the victims of gun crimes.

    And I’ve helped local law enforcement purchase equipment to detect fentanyl and other illegal drugs, so they can hold drug traffickers accountable and get this poison out of our communities.

    But more is needed.

    If your car is stolen, the person who stole it should be found and held accountable.

    If your home is broken into, the person who did it should be found and held accountable.

    If your daughter is assaulted, the person who did it should be found and held accountable.

    It’s simple, but right now that’s not happening in far too many cases.

    We can all do better on this front.

    And I urge all of you to use your leadership to deliver strong public safety legislation that will make this happen.

    As many of you recognize, it does not have to be a choice between improving public safety and supporting our communities’ mental health care.

    We can walk and chew gum at the same time.

    I am speaking with a little bit of experience here.

    After the horrific mass shooting in Uvalde, I sat down with colleagues from both sides of the aisle, and we crafted what became the Bipartisan Safer Communities Act.

    That legislation tackled firearm safety, increased criminal penalties on firearm offenses like gun trafficking, AND it provided federal investments in community and school-based mental health services.

    Silver Consolidated Schools was the first school district in New Mexico to receive a $6 million School-Based Mental Health Services Grant under that law.

    These federal resources have helped the district hire psychologists, counselors, and other mental health professionals at all of their schools.

    These types of school-based mental health services are an essential piece of our overall behavioral health puzzle.

    If we could find this bipartisan pathway to improve public safety and mental health care at the federal level, I have every faith that you can do it here, too. 

    And, after last week’s votes on behavioral health in the Senate and the crime package in the House, you have created some much-needed momentum.

    Thank you.

    I applaud the Senate for your work to resource and restructure our state’s behavioral health system.

    We all know it’s a lot easier to tear down a system over a couple of years than it is to rebuild that system.

    And I applaud the House for negotiating and passing a crime package that takes on pressing issues in our communities from fentanyl to auto-theft, to gun crimes.

    Let’s keep this momentum going.

    There’s so much more that can and must be done at the state and federal levels to support the victims of crimes, and to support law enforcement as they work to hold accountable the perpetrators of crimes.

    Because, when it comes to making our communities safer, supporting victims and solving crime is a common ground we should all be able to support.

    And, in fact, it’s one our communities are depending on us to get right.

    We all want New Mexico to be the best possible place for our kids to grow up, to raise their families, and to build careers and families in their home communities.

    That means not only taking our crime epidemic seriously, but it also means investing in our kids, from cradle to career.

    The investments that this Legislature and New Mexico voters unlocked two years ago are helping our state lead the nation in making high-quality early childhood education and childcare accessible to all of our families.

    In the last few years, you have given our public school educators the pay raises they have long deserved.

    And we are scaling up a statewide network of full-service community schools.

    All of these investments are already beginning to deliver results.

    When you account for state and federal investments in our kids, from Medicaid to the state child tax credit, we don’t rank 50th in child poverty.

    We rank 17th.

    Better than the national average, not good enough, but we are far from finished.

    And I applaud you for looking to increase the child tax credit.

    This money will put resources right back into the pockets of New Mexico families who will invest it in their children.

    We should also be expanding apprenticeships and paid internships as early as high school.

    That’s how we will prepare the next generation of New Mexicans for career success.

    Here with me are Arnaldo Miramontes and Sandy Juarez, two young people who have found their career paths thanks to highly successful programs in our state.

    While in high school, Sandy had a paid internship at Christus Saint Vincent Hospital through Future Focused Education.

    She got hands-on experience in phlebotomy and now she’s preparing at Santa Fe Community College for a career in health care.

    Arnaldo is in his fifth and final year as an apprentice with the UA Local 412, and on his way to an incredible career with licenses in both plumbing and pipefitting.

    Both will be meeting demands in high needs industries right here in New Mexico.

    I encourage all of us to continue investing in career and technical education, paid internships and apprenticeships, and work-based learning opportunities for our young people.

    As I work to pass my Apprenticeship Pathways Act in the Senate, I hope that you will continue to identify targeted, sustained funding at the state level.

    We should look at everything from offering credit, to restructuring our school days to help students get more hands-on experiences in the workplace.

    This is critical to successfully building the workforce of the future.

    Finally, I hope you will continue to grow our state’s Outdoor Equity Fund and the opportunities it has unlocked for so many young New Mexicans.

    I am so proud that New Mexico is grounding more of our kids in the incredible lands that are their American birthright.

    Before I was ever an elected official, I was a guide and an educator. 

    And I saw time and again the remarkable difference it makes when children and teens spent time in the outdoors.

    I’ve invited as my guest today Ruben Apodaca a twelfth grader with the Honey Badger Conservation Crew at the Albuquerque Sign Language Academy.

    I visited their beekeeping and honey harvesting operation last year, which is receiving critical support from the Outdoor Equity Fund.

    Students who are deaf, hard of hearing, and with disabilities are managing their own beehives and bringing the honey products from those hives to market.

    This kind of hands-on experience is deeply valuable.

    I strongly encourage you to continue making transformational opportunities like this possible by scaling up the Outdoor Equity Fund.

    Finally, as we invest in the people of this great state, we must also invest in the lands, waters, and wildlife that are the fabric that we build our identities upon.

    Most of you have heard of the Supreme Court case that stripped federal protections from 90% of New Mexico’s surface waters.

    New Mexicans want our water and our watersheds protected.

    My guest Mark Allison from New Mexico Wild is one of the folks here advocating for two bills that would establish essential state-level protection of these waters that are now void of federal stewardship.

    I am also encouraged by the proposals that are moving forward to reform our state’s outdated and underfunded Department of Game and Fish and Game Commission.

    Brittany Fallon from Western Resource Advocates and Jesse Deubel from the New Mexico Wildlife Federation are here with me today.

    They are advocating for reforms that will ensure wildlife management decisions are based on biology rather than politics.

    These reforms account for the voices of farmers, ranchers, hunters, anglers, biologists, and wildlife conservationists.

    And they also include the sustainable funding needed to help our Game and Fish Department effectively do their work.

    There is nothing I enjoy more than packing into a spike camp during elk season.

    Our wild game has literally been the primary protein on my family’s dinner table for the last 20 years.

    So, I know full well the importance of the work needed to manage New Mexico’s wildlife.

    We need a 21st century wildlife conservation approach that leverages resources to manage all of our wild creatures—not just our game animals.

    We also need to make our Game Commission more representative and more accountable.

    And we need to make sure that we are leveraging the biology and resources to protect fish and wildlife so that they never become listed as threatened or endangered.

    While we address all of these needs for our communities, we must stay focused on our true North Star.

    That’s our kids.

    Working together, we can deliver the future our kids deserve.

    We can fight for their freedoms:

    The freedom to grow up to make their own health care decisions,

    The freedom to marry who they love,

    The freedom to be who they are,

    The freedom to feel safe in their classrooms,

    And the freedom to pursue a fair shot at success.

    Let’s also keep working to protect our kids’ clean air, clean water, and public lands that will sustain their communities, economies, and sense of identity as New Mexicans.

    We can uphold this Democracy, recommit to the Republic set out in our Constitution, and comply with our oaths of service to put “We the People” first.

    That doesn’t mean we will always agree on how to get that done.

    In fact, I’m pretty confident we will always find something to disagree on.

    Even if it’s just “red or green.”

    But if we always put “We the People” first,

    If we always pledge our loyalty to the people we serve, above all else:

    We will deliver the future our kids deserve.

    The new Sydney Fish Market has reached a major milestone with the final roof panel installed on top of the 200-metre-long floating roof canopy, forming the iconic building’s crowning glory.

    With the unique and spectacular roof now completed, Sydney’s skyline is set to change forever with this new architectural marvel, just as the Opera House did when it was built in 1973.  

    This marks a pivotal moment in the project, as the focus shifts from structural work to internal finishes, bringing the building one step closer to construction completion.

    The roof’s supporting structure is comprised of 594 timber roof beams – with the longest beams up to 32 metres in length – and was completed in December 2024.

    Combined with over 400 roof panels, the roof weighs a staggering 2,500 tonnes. The roof requires some finishing touches including waterproofing, which will follow in the weeks ahead.

    Since construction began, the project has provided a major boost to the local economy with delivery partner Multiplex awarding more than $670 million in contracts to Australian suppliers for services including maritime piling, steel reinforcement and installation of the roof cassettes.

    The new Sydney Fish Market will offer a vibrant mix of retail, dining, and community spaces, including fresh seafood market, restaurants, and a seafood school. The new market will create a dynamic hub for both locals and tourists, celebrating Sydney’s reputation as a global seafood destination.

    The new Sydney Fish Market is key to the transformation of Blackwattle Bay, which will unlock a connected waterfront promenade from Rozelle Bay to Woolloomooloo, 1,100 homes on the old fish market site and more than 6,000 square metres of public space, improving pedestrian and cycling links.

    The project is also supporting over 700 jobs during construction, and a further 700 jobs once operational.

    Today, Governor Josh Stein announced a major expansion for Pennsylvania Transformer Technology, LLC (PTT), a domestic manufacturer of power and distribution transformers, to add 217 new jobs in Hoke County. The company will invest more than $102.5 million to expand its manufacturing footprint in the City of Raeford.

    “PTT’s expansion is an outstanding economic development win for Hoke County and the entire state of North Carolina,” said Governor Josh Stein. “North Carolina is home to the largest manufacturing workforce in the Southeast and a central East Coast location, setting up our rural communities for more success.”

    Headquartered in Canonsburg, Pennsylvania, with a nearly-century-old history, PTT is a leading domestic manufacturer of power and distribution transformers for the electric utility, municipal power, renewable energy and industrial markets. With plans to build an additional 300,000 square feet across two new state-of-the-art facilities in Raeford, PTT’s expansion is designed to increase its manufacturing capacity of transformers in the United States and contribute to reducing domestic supply chain shortages of critical transformer equipment. 

    “We built our first factory in Hoke County, North Carolina back in 1992 and have been proudly manufacturing power transformers in this community for over 30 years,” said Sandeep Chakravarty, President of PTT. “We are thrilled to further invest in and expand our operations in Hoke County. This new state-of-the-art facility will not only enhance our production capacity, it will provide economic benefits to the community by creating additional well-paying, high-quality jobs and more broadly, contribute to the country’s economic growth and the energy transition.” 

    “This major investment is more proof that North Carolina is indeed the best state to do business,” said N.C. Commerce Secretary Lee Lilley. “When companies that currently operate in our state reinvest here, it validates our efforts to provide a quality pool of skilled talent, and business friendly environment where companies can grow and thrive.” 

    While salaries for the new positions will vary, the average annual salary is expected to be $64,949, exceeding the Hoke County average of $42,659. These new jobs could create a potential positive aggregate annual payroll impact of more than $14 million to the local economy.

    A performance-based grant of $800,000 from the One North Carolina Fund will support the company’s expansion in Hoke County. The OneNC Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment. All OneNC grants require a matching participation from local governments and any award is contingent upon that condition being met.

    Unfortunately, the following four Community Councils failed to form:
