  • MIL-OSI Africa: North Africa: Green Climate Fund approves a record $300 million for Food and Agriculture Organization of the United Nations (FAO)-designed projects in Papua New Guinea, Saint Lucia and the Sahel

    The Green Climate Fund (GCF) has approved projects worth more than $300 million that will protect forests in Papua New Guinea, promote sustainable fisheries in Saint Lucia, and help grow Africa’s Great Green Wall.

    The initiatives, designed by the Food and Agriculture Organization of the United Nations (FAO), were greenlighted at the 42nd meeting of the GCF Board, held in the Papua New Guinea capital from June 30 to July 3. It represents the highest-value batch of such approvals to date.

    “Through sustainable forestry management, fisheries transformation and land restoration, these FAO-designed projects will make a significant difference to the lives and livelihood of these vulnerable communities, especially in the current global context of overlapping and complex crises due to climate extremes and other shocks,” said FAO Director-General QU Dongyu. “FAO appreciates the unwavering trust that the GCF and Member Countries place in FAO’s professional capacity to provide the required technical expertise to strengthen resilience and safeguard the livelihoods of the most vulnerable,” he added. “The FAO-GCF partnership continues to be critical for the climate investments in agrifood systems required to deliver science-based concrete solutions to countries and communities where they are needed most, leaving no one behind.” 

    All three approvals were outcomes of successful FAO-led GCF readiness projects, as well as other long-standing technical collaborations, which unlocked the resources countries needed to pursue more ambitious climate projects. 

    Papua New Guinea 

    FAO has supported the country to design a high-impact climate project, within the framework of GCF’s pilot programme for results-based payments, that will direct investments worth $63.4 million into Papua New Guinea’s sustainable forest management activities.  

    This substantial GCF investment recognizes the Government’s achievements in reducing greenhouse gas emissions by 17 million tonnes of carbon dioxide equivalent (tCO₂e) during the 2014-2016 period – comparable to taking over 3 million cars off the road for a year.  

    Funding for the project falls under the initiative known as REDD+ (Reducing Emissions from Deforestation and forest Degradation), and will support the Government’s efforts to conserve forests and implement the National REDD+ Strategy 2017–2027.  

    Papua New Guinea has been an advocate for the REDD+ global process since its very inception in 2008. The country has kept forest conservation and reducing emissions from the forest sector high on the national and global agenda including through support from FAO and the UN-REDD programme.  

    The investments seek to promote a virtuous cycle of emission reductions by promoting agroforestry, sustainable fuelwood and charcoal production, community pole and timber plantations, the restoration of natural forest, and more.  

    The project will place special emphasis on the social dimension, prompting benefit sharing, encouraging stakeholder engagement, and strengthening both local and national capacities.  

    Papua New Guinea’s tropical rainforests – of which three-quarters are primary forests – cover 78 percent of the country’s land, making it a global biodiversity hotspot. The forests are home to 191 species of mammals, and 750 species of bird. They also serve as vital carbon sinks, storing large amounts of carbon in above-ground biomass and soil.  

    Saint Lucia 

    The FISH-ADAPT project in Saint Lucia, with an investment of $16.7 million, has been designed to reduce the risks that climate change poses to the fishing and aquaculture sectors in this Small Island Developing State located in the eastern Caribbean Sea. 

    The project aims to transform Saint Lucia’s fisheries sector by making fishing safer and more productive despite a changing climate. It will foster a circular economy to help reduce waste, enhance resource efficiency, and promote livelihood diversification for more resilient communities. Fish value chains and markets will be strengthened; coastal fish grounds and aquaculture systems will become more climate resilient; and fishers will have more diversified incomes. 

    The initiative will put in place agrifood solutions that build sustainability and resilience to improve efficiency, safety and productivity in the fisheries sector. These include empowering fishers and aquaculture farmers by enhancing access to weather data, upgrading landing sites and promoting sustainable offshore fishing.   

    Saint Lucia’s geographic position and socio-economic dependence on the fisheries sector make it especially vulnerable to the impacts of climate change. Fisherfolk who rely on the sea for their livelihoods are finding it increasingly difficult to adapt to a changing climate and declining fish stocks. Increased air temperature and changing rainfall patterns have also been affecting inland aquaculture.  

    Considering these challenges, FISH-ADAPT will target approximately 75,000 beneficiaries – about 41 percent of the population – including marine fishers, sea-moss farmers, fish vendors and processors, and inland aquaculture farmers. 

    The Sahel 

    The Scaling-Up Resilience in Africa’s Great Green Wall (SURAGGWA), with an investment of $222 million, will support livelihoods of agropastoral and pastoral communities living in the Sahel’s semi-arid regions, who are extremely vulnerable to climate change.  

    The initiative is FAO’s first multi-country proposal and the largest funding request ever submitted on behalf of its Member Countries. It builds on the extensive work done by FAO on the Great Green Wall initiative, in particular the Action Against Desertification Programme

    The initiative will seek to scale up successful land restoration practices using a diversity of native species to increase livelihood resilience while also sequestering carbon. It will develop value chains for climate-resilient and low-emission non-timber forest products, supporting the livelihoods and food security of vulnerable communities.  

    Another key aspect of the project will be to strengthen national and regional Great Green Wall institutions to ensure the sustainability and coordination of interventions and monitoring of restoration results as well as mobilizing additional resources including through climate change adaptation and mitigation financing mechanisms.   

    The SURAGGWA Programme will advance the African Union’s ambitions to transform Sahelian landscapes by restoring 100 million hectares of degraded land and creating 10 million jobs. Working with smallholder farmers and pastoralist communities, it will also build resilience and contribute to climate change mitigation through carbon sequestration in restored lands across the eight participating countries (Burkina Faso, Chad, Djibouti, Mali, Mauritania, Niger, Nigeria and Senegal). 

    A quarter of the 100 million people who live in the Sahel rely on pastoralist livelihoods. Poverty, social tensions, and climate change put additional strain on herders and farmers who already compete for limited resources and land. Agriculture, livestock and forestry activities are the foundation of their economies and more than 70 per cent of rural communities depend directly on rainfed agriculture.

    The new approvals raise FAO’s GCF portfolio to over $1.8 billion, with climate investments delivering sustainable agrifood system solutions to the countries and communities where they are needed most.

  • MIL-OSI United Nations: General Assembly Endorses Nice Ocean Conference Declaration, Adopts $5.38 Billion Peacekeeping Budget

    The General Assembly today endorsed the political declaration of the United Nations Ocean Conference, which establishes multilateral ocean governance.  It also adopted the $5.38 billion peacekeeping budget for the year starting 1 July. 

    Titled “Our Ocean, Our Future:  United for Urgent Action” (A/79/L.97), the declaration was adopted by acclamation at the close of the Conference held earlier this month in Nice, France.  However, today’s formal endorsement by the 193-member Assembly required a recorded vote, with 162 in favour to 1 against (United States), with no abstentions.  

    Several delegations objected to the vote, with the representative of France, co-host of the Conference along with Costa Rica, highlighting its strong political declaration and robust initiatives for the future as “a victory for the ocean”.  “The ocean doesn’t know borders” and neither should “our efforts to protect it”, said Costa Rica’s delegate, noting his country’s “steadfast” commitment to protecting the oceans.  He welcomed the momentum generated at the Conference for an early entry into force of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement).  He also hailed promises to accede to the World Trade Organization (WTO) agreement to end subsidies for overfishing and decisive support for a plastic pollution convention as soon as possible.

    Brazil’s representative noted that the seas are “the planet’s main climate regulator” but “are running a fever”, while Australia’s delegate saw the adoption of this text as a testament to a collective commitment to address the urgency of climate change, biodiversity loss, and ocean pollution.  The United States’ delegate said the focus on implementing Sustainable Development Goal 14 is inconsistent with its position on the 2030 Agenda for Sustainable Development.

    Iraq’s delegate, speaking for the Group of 77 and China, noted that implementing Goal 14 requires more ambitious financial action, fulfillment of commitments made through intergovernmental agreements, and increased resources for small island developing States (SIDS) and least developed countries. 

    For her part, Venezuela’s delegate noted she had joined the consensus, while reiterating that it was not a party to the United Nations Convention on the Law of the Sea, which is “not the only single legal and regulatory framework for oceans and seas” — a position echoed by representatives of Iran, Türkiye, and El Salvador.

    Meanwhile, Argentina’s representative disassociated his delegation from all paragraphs referring to the 2030 Agenda and the Pact for the Future, as well as all paragraphs contradicting the guiding principles of the protection of life, liberty, and private property. 

    The Russian Federation’s delegate disassociated from the consensus on paragraph 26 of the declaration, which emphasizes the importance of the early entry into force of the BBNJ Agreement.  The instrument would undermine the provisions of the Convention on the Law of the Sea and the Agreement on Straddling Fish Stocks, with its norms allowing for impingement on the mandates and competencies of fisheries organizations.

    Japan’s representative hailed the adoption as “not the end but just the beginning of our renewed commitment to achieving SDG 14”, while Singapore’s delegate stated that the Convention on the Law of the Sea remains the “constitution for the oceans”, calling on Member States to fully respect it. 

    $5.38 Billion Budget for Peacekeeping Operations

    Acting on the recommendations of its Fifth Committee (Administrative and Budgetary), the Assembly also allocated a budget of $5.38 billion to 11 UN peacekeeping operations, the support account for these operations, the Regional Service Centre in Entebbe, and the Logistics Base in Brindisi.  These resolutions were adopted without a vote, with the exception of the resolution on the United Nations Interim Force in Lebanon (UNIFIL) (A/C.5/79/L.36/Rev.1), which was adopted by 147 votes in favour to 3 against (Argentina, Israel, United States), with 1 abstention (Paraguay), after an oral amendment proposed by Israel was rejected by 5 votes in favour (Argentina, Canada, Israel, Paraguay, United States) to 83 against, with 57 abstentions. 

    The Assembly further adopted a draft resolution on the “Comprehensive review of the whole question of peacekeeping operations in all their aspects” (A/79/424/Add.1), which was approved and forwarded by its Fourth Committee (Special Political and Decolonization).

    Tackling Illicit Trafficking in Wildlife

    The Assembly then adopted, by 157 votes in favour to 1 against (United States), with no abstentions, a draft resolution (A/79/L.96) submitted by the representative of Germany, by which the Assembly urges Member States to reinforce their efforts and adopt effective measures, as necessary, including by using special investigative techniques, consistent with article 20 of the United Nations Convention against Transnational Organized Crime, to prevent, investigate, prosecute and punish crimes that affect the environment, such as illicit trafficking in wildlife and wildlife products, which encompasses poaching and illegal harvesting of timber, including fauna and flora as protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

    Speaking in explanation of position, the United States delegate noted that the text contained matters that “should be discussed in Vienna-based anti-crime fora rather than in the General Assembly”. Further, he opposed the use of the term “gender mainstreaming,” insisting on the “biological reality of sex”. For his part, Argentina’s representative dissociated his delegation from all paragraphs concerning the 2030 Agenda and those that go against the protection of life and private property, including preambular paragraphs 1, 2, 18, 34 and operative paragraph 27.

    Promoting Interreligious, Intercultural Dialogue, Tolerance in Countering Hate Speech

    The Assembly also adopted a draft resolution (A/79/L.98) on combating hate speech, introduced by Morocco, by a recorded vote of 111 in favour to 1 against (United States), with 44 abstentions.  By the text, the Assembly called upon Member States to increase understanding about the spread and impact of hate speech, while continuing to adhere to relevant international human rights law obligations, as well as relevant United Nations instruments, in particular the Rabat Plan of Action.  Further, the Assembly called upon digital technology companies and developers to continue to develop solutions and publicly communicate actions to counter potential harms, including hate speech, bias and discrimination, from artificial intelligence-enabled content, including such measures as ensuring data integrity, incorporation of safeguards into artificial intelligence model training processes, identification of artificial-intelligence-generated material, authenticity certification for content and origins, labelling, watermarking and other techniques.

    Poland’s delegate, speaking for the European Union, whose members abstained from voting, emphasized that freedom of belief and religion applies to individuals, not objects or symbols, expressing reservations about preambular paragraph 14.

    The wording of that paragraph presents “serious concerns” in terms of freedom of expression and religious pluralism, noted the representative of Costa Rica, which further emphasized that combating hate speech cannot be achieved at the expense of freedom of expression.

    Hungary’s delegate indicated she could not support operative paragraph 23, which highlights one specific group, migrants, while the representative of the United Kingdom, who also abstained, refused to consider a text criticizing religion as incitement to hatred.

    Any restriction on freedom of expression must be circumscribed by law, necessary, and proportionate, argued Switzerland’s delegate, emphasizing that human rights protect individual beings, not religions or objects.  Furthermore, defamation of religions or religious defamation are not legal concepts recognized under international law.  For all these reasons, she voiced regret over the wording of preambular paragraph 14.

    For his part, Brazil’s delegate dissociated itself from paragraphs 11, 12, and 13, given that there is no agreed definition of hate speech and that this concept could be politicized.  Canada’s representative remained committed to the principle that everyone can exercise their freedom of belief and religion without fear of violence, also welcoming the attention paid to new technologies, while voicing concern over the wording of preambular paragraph 14 on acts directed against religious symbols and holy books.

    The Wiphala for Living Well in Harmony, Balance, Complementarity with Mother Earth

    The Assembly further adopted, by a recorded vote of 139 votes in favour to 2 against (United States, Israel), with 5 abstentions (Canada, Georgia, Paraguay, Peru, Türkiye), a draft resolution (A/79/L.95) introduced by Bolivia, who noted the Wiphala is “an age-old symbol born out of the deepest roots of Indigenous Peoples,” an expression of “the seven colors of the rainbow” and living in harmony with Mother Earth.  By the text, the Assembly called upon the international community to advance in the understanding, tolerance and solidarity among all peoples and cultures, and to strengthen efforts to eradicate manifestations of racism, racial discrimination, xenophobia and related intolerance, including against Indigenous Peoples, and promote respect for the diversity of their cultural manifestations, traditions, practices and knowledge systems.

    The United States representative, speaking before the vote, noted his delegation opposed the resolution’s focus on a single Indigenous community, further stating that the symbol remains controversial.  

    Mexico’s representative voiced regret that the Wiphala is limited to Bolivia and nearby regions, while Peru’s delegate pointed out that the text does not sufficiently detail the exact cultural origin of the symbol, and that the concept does not have a defined definition in a UN context. 

    While recognizing the cultural importance of the Wiphala for certain peoples of the Andean region, Canada’s delegate considered it inappropriate for the Assembly to designate a symbol specific to a geographical area as representing all Indigenous Peoples internationally.  This choice must be made by the Indigenous Peoples themselves, not by the UN, he said.

  • MIL-OSI USA: A New Alloy is Enabling Ultra-Stable Structures Needed for Exoplanet Discovery

    A unique new material that shrinks when it is heated and expands when it is cooled could help enable the ultra-stable space telescopes that future NASA missions require to search for habitable worlds.

    One of the goals of NASA’s Astrophysics Division is to determine whether we are alone in the universe. NASA’s astrophysics missions seek to answer this question by identifying planets beyond our solar system (exoplanets) that could support life. Over the last two decades, scientists have developed ways to detect atmospheres on exoplanets by closely observing stars through advanced telescopes. As light passes through a planet’s atmosphere or is reflected or emitted from a planet’s surface, telescopes can measure the intensity and spectra (i.e., “color”) of the light, and can detect various shifts in the light caused by gases in the planetary atmosphere. By analyzing these patterns, scientists can determine the types of gasses in the exoplanet’s atmosphere.
    Decoding these shifts is no easy task because the exoplanets appear very near their host stars when we observe them, and the starlight is one billion times brighter than the light from an Earth-size exoplanet. To successfully detect habitable exoplanets, NASA’s future Habitable Worlds Observatory will need a contrast ratio of one to one billion (1:1,000,000,000).
    Achieving this extreme contrast ratio will require a telescope that is 1,000 times more stable than state-of-the-art space-based observatories like NASA’s James Webb Space Telescope and its forthcoming Nancy Grace Roman Space Telescope. New sensors, system architectures, and materials must be integrated and work in concert for future mission success. A team from the company ALLVAR is collaborating with NASA’s Marshall Space Flight Center and NASA’s Jet Propulsion Laboratory to demonstrate how integration of a new material with unique negative thermal expansion characteristics can help enable ultra-stable telescope structures.
    Material stability has always been a limiting factor for observing celestial phenomena. For decades, scientists and engineers have been working to overcome challenges such as micro-creep, thermal expansion, and moisture expansion that detrimentally affect telescope stability. The materials currently used for telescope mirrors and struts have drastically improved the dimensional stability of the great observatories like Webb and Roman, but as indicated in the Decadal Survey on Astronomy and Astrophysics 2020 developed by the National Academies of Sciences, Engineering, and Medicine, they still fall short of the 10 picometer level stability over several hours that will be required for the Habitable Worlds Observatory. For perspective, 10 picometers is roughly 1/10th the diameter of an atom.

    NASA’s Nancy Grace Roman Space Telescope sits atop the support structure and instrument payloads. The long black struts holding the telescope’s secondary mirror will contribute roughly 30% of the wave front error while the larger support structure underneath the primary mirror will contribute another 30%.

    Funding from NASA and other sources has enabled this material to transition from the laboratory to the commercial scale. ALLVAR received NASA Small Business Innovative Research (SBIR) funding to scale and integrate a new alloy material into telescope structure demonstrations for potential use on future NASA missions like the Habitable Worlds Observatory. This alloy shrinks when heated and expands when cooled—a property known as negative thermal expansion (NTE). For example, ALLVAR Alloy 30 exhibits a -30 ppm/°C coefficient of thermal expansion (CTE) at room temperature. This means that a 1-meter long piece of this NTE alloy will shrink 0.003 mm for every 1 °C increase in temperature. For comparison, aluminum expands at +23 ppm/°C.

    While other materials expand while heated and contract when cooled, ALLVAR Alloy 30 exhibits a negative thermal expansion, which can compensate for the thermal expansion mismatch of other materials. The thermal strain versus temperature is shown for 6061 Aluminum, A286 Stainless Steel, Titanium 6Al-4V, Invar 36, and ALLVAR Alloy 30.
    Because it shrinks when other materials expand, ALLVAR Alloy 30 can be used to strategically compensate for the expansion and contraction of other materials. The alloy’s unique NTE property and lack of moisture expansion could enable optic designers to address the stability needs of future telescope structures. Calculations have indicated that integrating ALLVAR Alloy 30 into certain telescope designs could improve thermal stability up to 200 times compared to only using traditional materials like aluminum, titanium, Carbon Fiber Reinforced Polymers (CFRPs), and the nickel–iron alloy, Invar.

    To demonstrate that negative thermal expansion alloys can enable ultra-stable structures, the ALLVAR team developed a hexapod structure to separate two mirrors made of a commercially available glass ceramic material with ultra-low thermal expansion properties. Invar was bonded to the mirrors and flexures made of Ti6Al4V—a titanium alloy commonly used in aerospace applications—were attached to the Invar. To compensate for the positive CTEs of the Invar and Ti6Al4V components, an NTE ALLVAR Alloy 30 tube was used between the Ti6Al4V flexures to create the struts separating the two mirrors. The natural positive thermal expansion of the Invar and Ti6Al4V components is offset by the negative thermal expansion of the NTE alloy struts, resulting in a structure with an effective zero thermal expansion.
    The stability of the structure was evaluated at the University of Florida Institute for High Energy Physics and Astrophysics. The hexapod structure exhibited stability well below the 100 pm/√Hz target and achieved 11 pm/√Hz. This first iteration is close to the 10 pm stability required for the future Habitable Worlds Observatory. A paper and presentation made at the August 2021 Society of Photo-Optical Instrumentation Engineers conference provides details about this analysis.
    Furthermore, a series of tests run by NASA Marshall showed that the ultra-stable struts were able to achieve a near-zero thermal expansion that matched the mirrors in the above analysis. This result translates into less than a 5 nm root mean square (rms) change in the mirror’s shape across a 28K temperature change.

    Beyond ultra-stable structures, the NTE alloy technology has enabled enhanced passive thermal switch performance and has been used to remove the detrimental effects of temperature changes on bolted joints and infrared optics. These applications could impact technologies used in other NASA missions. For example, these new alloys have been integrated into the cryogenic sub-assembly of Roman’s coronagraph technology demonstration. The addition of NTE washers enabled the use of pyrolytic graphite thermal straps for more efficient heat transfer. ALLVAR Alloy 30 is also being used in a high-performance passive thermal switch incorporated into the UC Berkeley Space Science Laboratory’s Lunar Surface Electromagnetics Experiment-Night (LuSEE Night) project aboard Firefly Aerospace’s Blue Ghost Mission 2, which will be delivered to the Moon through NASA’s CLPS (Commercial Lunar Payload Services) initiative. The NTE alloys enabled smaller thermal switch size and greater on-off heat conduction ratios for LuSEE Night.
    Through another recent NASA SBIR effort, the ALLVAR team worked with NASA’s Jet Propulsion Laboratory to develop detailed datasets of ALLVAR Alloy 30 material properties. These large datasets include statistically significant material properties such as strength, elastic modulus, fatigue, and thermal conductivity. The team also collected information about less common properties like micro-creep and micro-yield. With these properties characterized, ALLVAR Alloy 30 has cleared a major hurdle towards space-material qualification.
    As a spinoff of this NASA-funded work, the team is developing a new alloy with tunable thermal expansion properties that can match other materials or even achieve zero CTE. Thermal expansion mismatch causes dimensional stability and force-load issues that can impact fields such as nuclear engineering, quantum computing, aerospace and defense, optics, fundamental physics, and medical imaging. The potential uses for this new material will likely extend far beyond astronomy. For example, ALLVAR developed washers and spacers, are now commercially available to maintain consistent preloads across extreme temperature ranges in both space and terrestrial environments. These washers and spacers excel at counteracting the thermal expansion and contraction of other materials, ensuring stability for demanding applications.

    In its Advice of 3 June 2025, the North Western Waters Advisory Council highlights the negative impact of offshore wind farms on our marine areas.

    It underlines the strategic inconsistencies across the Commission’s various guidelines and notes that wind farm projects could undermine the EU’s objectives.

    The advice also refers to the report by the European Court of Auditors, which raises concerns about the social, economic and environmental challenges for fisheries, caused in particular by fishers’ reduced access to fishing areas.

    Among its recommendations, the advice advocates greater involvement of fishers in decision-making processes and management bodies.

    • 1.Does the Commission intend to take specific measures to ensure that fishers are no longer systematically penalised as a result of usage conflicts linked to uncontrolled development of offshore wind farms?

    In reaction to the power outages in Spain and Portugal on 28 April 2025 it is clear that the EU needs to strengthen the security of its critical infrastructure. The blackout lasted for 36 hours and its impact on the Spanish economy alone is estimated to be EUR 1.6 billion. The outage had a knock-on effect on the mobile network. Around 150 flights were cancelled in both countries due to the outage. In Spain, download speeds in some areas fell by as much as 85 %, while in Portugal, speeds in regions such as Porto and Vila Real dropped by 90 %. Unfortunately eight people have died as a result of the outages.

    on implementation and delivery of the Sustainable Development Goals in view of the 2025 High-Level Political Forum

     having regard to the 4th International Conference on Financing for Development that will take place in Seville, Spain, from 30 June to 3 July 2025,

     having regard to the Sustainable Development Solutions Network report of January 2025 entitled ‘Europe Sustainable Development Report 2025: SDG Priorities for the New EU Leadership’,

     having regard to the ‘SDG Acceleration Actions’ online database,

     having regard to the existing national and regional initiatives that encourage the fulfilment of the Sustainable Development Goals,

     having regard to Rule 55 of its Rules of Procedure,

     having regard to the joint deliberations of the Committee on Development and the Committee on the Environment, Climate and Food Safety under Rule 59 of the Rules of Procedure,

     having regard to the report of the Committee on Development and the Committee on the Environment, Climate and Food Safety (A10-0125/2025),

    A. whereas the 2030 Agenda and the 17 integrated SDGs, including their 169 targets and 247 indicators, represent the only globally shared and politically agreed framework for evidence-based policies to address common challenges and achieve sustainable development in its three dimensions – economic, social and environmental – in a balanced and integrated manner;

    B. whereas UN member states have committed to achieving the SDGs by 2030; whereas only 17 % of SDG targets are on track, nearly half are showing minimal or moderate progress, and progress on over a third has stalled or even regressed below 2015 baseline levels; whereas the important steps already made in crucial fields highlight the need for urgent action to reverse this alarming trend and should act as an incentive to implement the SDGs in full;

    C. whereas the implementation of the 2030 Agenda implies that economic development goes hand in hand with social justice, good governance and respect for human rights; whereas the consequences of the COVID-19 pandemic, the new geopolitical landscape, escalating conflicts, geopolitical tensions, the transgression of planetary boundaries, increasing dependencies on raw materials and critical minerals, the negative effects of climate change and biodiversity loss, and multiple crises in various areas are severely affecting progress towards the achievement of the SDGs;

    D. whereas the number of additional people in extreme poverty in the world’s poorest countries is estimated to reach 175 million by 2030, including 89 million women and girls[16]; whereas people with disabilities are more vulnerable to poverty due to reduced employment and education opportunities, lower wages and higher living costs; whereas further collective action is urgently needed to respond to poverty;

    E. whereas the SDGs, being universal and indivisible, are applicable to all actors, including civil society and social partners, and to both the public and private sectors; whereas these actors should be systematically involved in devising and implementing policies related to the SDGs; whereas the commitment of the private sector to the SDGs offers the possibility of increasing the scale of development actions and their sustainability by creating jobs, stimulating economic growth and eliminating poverty;

    F. whereas the EU has underlined its unequivocal commitment to the 2030 Agenda and its SDGs; whereas progress towards achieving SDG targets is uneven across European countries and many dimensions of sustainable development have not shown significant progress in the past decade, with increasing levels of poverty and an increasing level of inequality between and within countries being a threat to sustainable development; whereas the latest progress monitoring report of the 8th Environment Action Programme shows that for a majority of the indicators the EU is not on track to meet the targets[17]; whereas the Commission has acknowledged that more progress is needed on many SDGs at EU level, and that accelerating the SDGs’ implementation is more urgent than ever, with a particular focus on vulnerable people;

    G. whereas the Commission has not yet devised an overarching strategy for the implementation of the 2030 Agenda at EU level or a financing plan for the SDGs; whereas Commission has committed to taking a ‘whole-of-government’ approach to SDG implementation and its work programme should foster the realisation of the 2030 Agenda; whereas the EU should set a good example for ensuring the prosperity for present and future generations globally;

    H. whereas the 2025 High-Level Political Forum (HLPF) will be convened from 14 to 23 July 2025 under the auspices of the Economic and Social Council; whereas the 2025 HLPF will focus on advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda and its SDGs, aiming to leave no one behind; whereas it will conduct in-depth reviews of SDG 3 (Ensure healthy lives and promote well-being for all at all ages), SDG 5 (Achieve gender equality and empower all women and girls), SDG 8 (Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all), SDG 14 (Conserve and sustainably use the oceans, seas and marine resources); and SDG 17 (Revitalize the global partnership for sustainable development);

    I. whereas health is an indispensable foundation for peoples’ well-being; whereas health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity[18]; whereas the COVID-19 pandemic alone has eliminated a decade of progress in global levels of life expectancy[19]; whereas non-communicable diseases (NCDs), including cardiovascular disease, cancer, diabetes, dementia and chronic respiratory disease, are the world’s leading causes of death; whereas road safety is also a cause for concern;

    J. whereas air pollution constitutes a major factor for non-communicable diseases and is responsible for almost 7 million deaths globally, with more than nine out of ten deaths occurring in lower- and middle-income countries; whereas at EU level, air pollution remains the largest environmental health risk, despite the progress made, causing hundreds of thousands of premature deaths every year;

    K. whereas gender equality is crucial for fair, inclusive and sustainable development; whereas, despite some steps forward, significant inequalities continue to persist; whereas reinforcing women’s rights, empowering women and girls, challenging biased social norms, eliminating harmful practices and tackling discrimination are necessary to promote SDG 5;

    L. whereas protection of labour rights is declining and income inequality is rising; whereas the global jobs gap reached 402 million in 2024, while extreme forms of working poverty affect 240 million workers globally[20]; whereas women and young people experience higher unemployment rates; whereas more than one in five young people are not in education, employment or training[21];

    M. whereas the ocean covers more than 70 % of the surface of our planet and constitutes its largest ecosystem; whereas the ocean plays a critical role as a climate regulator, enables economic activity and provides livelihoods for more than 3 billion people; whereas the ocean constitutes the world’s greatest ally against climate change as it generates 50 % of the world’s oxygen, absorbs 25 % of all carbon dioxide emissions and captures 90 % of the excess heat generated by these emissions but its absorption capacity is decreasing; whereas 40 % of the ocean is heavily affected by pollution, depletion of fisheries, loss of coastal habitats and other human activities; whereas the UN Secretary-General declared an ‘ocean emergency’ during the 2022 UN Ocean Conference; whereas an inclusive ocean governance should, among others, be human-rights-based and socially equitable, and enhance gender equality;

    N. whereas there is currently a USD 4 trillion annual investment gap to achieve the SDGs; whereas foreign direct investment flows to developing countries have decreased while gains in remittances and official development assistance (ODA) have been modest[22];

    O. whereas the lack of financing is a major barrier in achieving gender equality outcomes; whereas gender equality is fundamental to delivering on the promises of sustainability, prosperity, social justice, peace and human progress; whereas meaningful and sustained financial commitments and strengthen budgeting processes are fundamental to support the implementation of legislation, policies and gender responsive services to advance gender equality across all SDG 5 targets[23];

    P. whereas, after a decade of rapid debt accumulation, the debt levels of low-, middle- and high-income countries remain at unprecedentedly high levels, limiting their capacity to invest in achieving the SDGs and in efficiently tackling climate challenges; whereas about 60 % of low-income countries are at high risk of or are already experiencing debt distress[24]; whereas the existing fiscal space in heavily indebted developing countries is further reduced by external shocks, such as natural disasters, different aspects of debt management, higher borrowing costs and the absence of a conducive international environment for domestic resource mobilisation;

    Q. whereas illicit financial flows, tax base erosion, profit shifting and corruption have led to a global decline in revenues and represent another important obstacle to sustainable development; whereas further international tax cooperation and rules are needed to address these challenges;

    R. whereas the EU and its Member States constitute the largest donor for developing countries, providing approximately 42 % of the total ODA; whereas the EU has set the target of collectively providing ODA equivalent to 0.7 % of its gross national income (GNI); whereas the collective ODA of the EU stood at 0.57 % of GNI in 2023 with only four Member States meeting the agreed target and several others making historic cuts to their ODA; whereas in order to reach the agreed target, the EU budget for ODA should amount to an estimated minimum of EUR 200 billion over the next multiannual financial framework; whereas the Global Gateway is a strategic instrument and has the potential to advance a range of interconnected SDGs, notably through international partnerships and investments in transport, energy, digital infrastructure, health and education;

    S. whereas the EU’s political commitment to policy coherence for development was reaffirmed in the 2017 New European Consensus on Development, which identified policy coherence for development as a ‘crucial element of the EU strategy to achieve the SDGs and an important contribution to the broader objective of policy coherence for sustainable development (PCSD)’; whereas PCSD is an approach that integrates the economic, social and environmental dimensions of sustainable development at all stages of domestic and international policymaking;

    T. whereas the new US administration has taken a number of deeply worrisome and damaging decisions in the field of international development and humanitarian aid, most significantly the suspension of 83 % of funding for programmes of the US Agency for International Development (USAID); whereas it is estimated that USD 54 billion in foreign aid contracts are affected; whereas the suspension of USAID funding and global aid cuts by several Member States will have long-term implications for the world’s development agenda and the achievement of the SDGs;

    State of play

    1. Reaffirms its strong and unwavering commitment to ensuring the full and prompt implementation and delivery of all the SDGs, their targets and the 2030 Agenda as a whole, especially in the light of the deteriorating geopolitical, social, economic and environmental landscape; reaffirms its strong commitment to the Pact for the Future, which is a crucial step towards revitalising the UN and achieving the SDGs;

    2. Regrets that the global community is severely off track with regard to realising the 2030 Agenda and achieving SDG targets; recognises the interconnectedness and interdependence of the 17 SDGs and acknowledges that the achievement of the 2030 Agenda and beyond will require broad and accelerated action across all SDGs; underlines that the scarring effects of the COVID-19 pandemic, escalating conflicts, geopolitical tensions, social, health and humanitarian emergencies and the accelerating negative effects of climate change constitute significant obstacles for the achievement of the SDG targets and that more efforts by all actors are needed to match real needs;

    3. Recognises that the delay in achieving the SDGs is aggravated by the significant progress gap among different groups of countries, particularly in the poorest and most vulnerable countries and regions; highlights that the current unequal progress is being exacerbated by the suspension of USAID funding and by cuts to global aid budgets by EU Member States and other OECD countries; stresses the need to maintain a strong focus on development cooperation in order to place the world on course to achieve the SDGs;

    4. Underlines that relevant policies for achieving the SDGs in low- and middle-income countries are to a large extent reduced by high debt levels and high debt service burdens; points also to the limitations of the global financial architecture and insufficient international support; stresses that these countries urgently require more financial resources and fiscal space to facilitate far greater investment in the SDGs; emphasises the need for global cooperation to reform the global financial architecture, especially in view of the 4th International Conference on Financing for Development held in Seville from 30 June to 3 July 2025;

    5. Stresses the urgent need for international cooperation and decisive transformative action to place our societies and economies firmly on course to achieve the SDGs and address the triple planetary crisis of climate change, biodiversity loss and pollution; highlights that the SDGs should be achieved in a just way and with respect for planetary boundaries; emphasises that social sustainability, including reducing global inequalities, ensuring access to essential services and promoting social inclusion, should be mainstreamed across all SDG implementation efforts;

    6. Welcomes, as a first step, the latest version of the Bridgetown Initiative in terms of climate action, which calls for the mobilisation of an additional USD 500 billion per year for climate change mitigation and adaptation in developing countries; recalls, however, that it still falls short of what is required; urges the EU and its Member States, accordingly, to work towards providing an additional USD 1.3 trillion per year for climate change mitigation and adaptation as well as loss and damage, through public concessional and non-debt creating instruments, in line with the Baku to Belem Roadmap agreed at COP 29;

    7. Reiterates that international cooperation is a fundamental condition for the world to make progress on the SDGs by 2030 and beyond and that such cooperation should prioritise strengthening the resilience, stability and autonomy of partner countries, especially in Africa, by promoting opportunities for economic and human development and refocusing on key priorities such as nutrition, healthcare and education; highlights that, despite the difficulties posed by the current geopolitical situation, special attention should be given to regions and communities that are furthest off-track, to ensure that no one is left behind; warns that the consequences of inaction or further delay would primarily be borne by the most vulnerable but would also detrimentally affect the world as a whole;

    8. Underlines the importance of uninterrupted access to high-quality climate and environmental data and the fulfilment of international reporting obligations for science- and evidence-based policymaking; notes with concern that recent geopolitical developments highlight vulnerabilities in the global climate infrastructure; highlights, moreover, the need for stronger collaboration between EU and global institutions, the IPCC and the UN to ensure that both EU and global policies remain grounded in the latest climate science;

    9. Recognises the importance of country-led sustainable development strategies for the implementation of the SDGs; acknowledges that sustainable development approaches should be tailored to specific local contexts; highlights, in this regard, the significant role of local and regional authorities in defining, implementing and monitoring local actions and strategies that contribute to the global achievement of the SDGs; stresses, moreover, that the effective implementation of the SDGs requires the involvement of a wide range of stakeholders, stronger social and institutional partnerships, public and private investment, cooperation and shared responsibility between public actors, greater involvement of the people, adequate education and broader interaction between the public and private sectors, science and civil society;

    10. Highlights that EU leadership in the global implementation of the SDGs remains crucial, especially in the light of multiple geopolitical challenges and ongoing crises; emphasises that the EU and its Member States should assume a stronger leadership role in coordinating global efforts to reverse stagnation or regression, and to facilitate and accelerate the achievement of the SDGs, while remaining a reliable partner for effective and sustainable aid; stresses the important role of the European Green Deal in implementing and achieving the SDGs;

    11. Highlights the need to mobilise adequate financial resources towards SDG-relevant transformations and to promote policy coherence and inclusiveness at all levels of governance, prioritising the inclusion of the SDGs in policymaking and Commission impact assessments;

    12. Calls on the EU institutions to live up to their long-standing commitments to apply gender mainstreaming and an intersectional perspective to all EU policies and funding; regrets that countries still lack 44 % of data needed to track SGD 5 and that over 80 % of countries are missing data on at least one SDG 5 target[25]; therefore, stresses the need to strengthen national statistical offices, and improve their global coordination and cooperation to ensure informed policymaking and close the remaining gender data gaps;

    13. Highlights the significant role of the UN and the annual HLPF for the monitoring and review of the implementation of the 2030 Agenda and the SDGs; believes that the 2025 HLPF should be used as an opportunity to provide high-level political guidance and new impetus to intensified efforts and accelerated action to achieve the SDGs by 2030;

    SDGs under in-depth review at the 2025 HLPF

    SDG 3. Ensure healthy lives and promote well-being for all at all ages

    14. Regrets the marginal or moderate progress in most SDG 3 targets and the slowing pace since 2015 in multiple key areas; notes with concern that less than 10 % of SDG 3 targets are on track and less than one third are likely to be met by 2030; is highly concerned that the EU has also experienced setbacks in about half of the indicators analysed by Eurostat for its June 2024 report

    15. Is alarmed that progress towards universal health coverage has slowed, leaving almost half of the world’s population without access to essential health services; is highly concerned that the lack of health coverage exposes 2 billion people to financial hardship from healthcare costs[26];

    16. Underlines that healthcare systems are experiencing increased strains due to the ageing global population, low-quality healthcare infrastructure and the global shortage of healthcare workers and recalls that progressing towards universal health coverage requires addressing these challenges; underlines the significant disparities around the globe regarding the adequate number of healthcare workers, with low-income countries experiencing the lowest density and distribution; notes that an additional 1.8 million healthcare workers are needed in 54 countries, mostly high-income ones, just to maintain their current age-standardised density[27]; highlights the vulnerability of healthcare workers confronted with increased workloads, burnout and mental health issues; recommends targeted support, training, and protective measures to safeguard frontline professionals and strengthen emergency health response capacity;

    17. Stresses that multiple and interlocking crises, the negative impact of climate change and biodiversity loss on health, economic instability, poverty, persistent inequalities, especially among vulnerable populations and regions, and increasingly constrained resources, despite the increasing demands on health services, threaten to worsen the health crisis, undermine global health security and further derail progress towards SDG 3 targets;

    18. Regrets the devastating effect of the COVID-19 pandemic on global health and on progress towards SDG 3 targets; stresses that the COVID-19 pandemic has revealed extensive long-lasting weaknesses in healthcare systems and has highlighted the importance of increasing crisis preparedness, crisis response capacity and healthcare systems resilience; stresses that health threats know no borders and that a local health emergency can quickly escalate into a global pandemic, necessitating a coordinated global response and strengthened international cooperation through robust multilateral health institutions, in particular the WHO;

    19. Deeply regrets the US decision to withdraw from the WHO and the dismantling of health programmes under USAID; underlines that this decision will have a severe effect on people’s lives and access to health services globally, exposing and exacerbating weaknesses in global health systems, increasing healthcare disparities and straining resources with long-term consequences for global health security and resilience; stresses that this withdrawal will significantly hinder progress towards achieving SDG 3 by reducing capacities for monitoring health threats, as well as international coordination, resources and leadership in addressing health crises and promoting equitable access to health for all; calls on the US to reconsider its decision to withdraw from the WHO;

    20. Recognises that efforts to combat communicable diseases such as HIV-AIDS, tuberculosis, malaria and neglected tropical diseases have led to significant progress in the past decades; is concerned, however, about the increased numbers of cases of malaria and tuberculosis and about the fact that, despite the achievements, inequalities continue to persist and threats continue to emerge, leaving many populations vulnerable and weakening global efforts; deeply regrets that the disruption of HIV-AIDS programmes could undo 20 years of progress, which could lead to over 10 million additional HIV-AIDS cases and 3 million deaths[28]; calls for more effective implementation of policies and programmes to further reduce transmission rates and improve access to treatment and prevention, particularly in less developed countries;

    21. Notes that neglected tropical diseases continue to affect billions of people, with many countries lacking adequate access to treatment, which highlights the urgent need to strengthen the prevention, preparation and response capacities of the EU and its partners, particularly in the Global South, to ensure that the benefits of global efforts reach everyone; calls for incentives to promote research and development on medicines targeting tropical diseases; calls for the EU to take proactive measures to encourage innovation and accelerate drug availability;

    22. Notes with concern that, despite the improvement in skilled birth attendance and the decrease in global neonatal mortality and under-five mortality rates, the global maternal mortality rate remains almost unchanged since 2015; points to the significant divergences between low-income and high-income countries and the grim situation in high and very high alert fragile countries; calls for decisive action across Member States and as part of the EU’s external policies to make substantial progress towards the 2030 goal to reduce maternal mortality, ensure universal access to sexual and reproductive healthcare services, including access to quality maternal healthcare services, skilled birth attendance, emergency obstetric care, comprehensive antenatal and postnatal services, family planning and legal abortions;

    23. Highlights that improvements in reducing adolescent birth rates and in access to modern contraceptive methods do not benefit all women and girls equally; points to the persisting social, economic and regional inequalities hindering the broadening of positive trends; calls for the EU to ensure, as a priority, access to safe and effective contraception methods and to legal abortion services across Member States and to contribute to the same through its external policies; reiterates its call for the right to safe and legal abortion to be included in the EU Charter of Fundamental Rights;

    24. Recalls that the full realisation of sexual and reproductive health and rights (SRHR) and upholding women’s and girls’ bodily autonomy is critical to achieving gender equality; highlights that SRHR are an integral part of the universal health coverage and are critical to achieving SDG 3, particularly target 3.7; calls on the Commission to ensure that SRHR are included in EU initiatives and programmes on universal health coverage;

    25. Regrets that progress towards the nine global voluntary targets agreed to in the NCD Global Monitoring Framework is slow and uneven; stresses that without increased uptake of these effective interventions, half of all countries will miss the 2030 SDG target to reduce NCD-related premature mortality by one third; calls, therefore, for strengthened, coordinated, and multi-sectoral actions to prevent and control NCDs to reduce suffering and prevent premature mortality; calls, moreover, for the implementation of the WHO’s ‘best buys’ policies to be prioritised, to address the primary risk factors of NCDs, including tobacco use, unhealthy diets, harmful use of alcohol, drug use and physical inactivity; calls, in addition, for the full implementation of the WHO Framework Convention on Tobacco Control in all signatory countries;

    26. Calls on the Commission to fully align EU air quality standards with the WHO guidelines in line with the Ambient Air Quality Directive[29]; recalls that sustainable cities and communities, and in particular tackling air pollution levels in urban areas, are key to promoting health and well-being, since over half of the world’s population currently resides in cities;

    27. Calls for enhanced, coordinated and holistic action, multiannual and tailor-made planning and substantial investment to achieve universal health coverage; stresses the need to strengthen health systems and the healthcare workforce, ensure equitable access to quality healthcare services and safe, effective and affordable medicines and vaccines, promote disease prevention and treatment, develop innovative solutions, and build inclusive and resilient health systems; calls also for action to tackle aggravating environmental factors, reduce the number of illnesses and deaths from hazardous chemicals and pollution, reduce the risks from emerging and re-emerging zoonotic epidemics and pandemics, and combat antimicrobial resistance; underlines the need to support social and solidarity healthcare organisations and address social determinants of health and disparities in access to quality care and services, including sexual and reproductive health services, especially for vulnerable populations such as women and girls with disabilities, with particular attention to directly affected regions and rural and remote communities;

    28. Stresses the need for horizontal programming in health policy and for investment in preparedness against health threats and in resilient public health systems; calls for increased investment in research and development on vaccines and medicines for the communicable and non- communicable diseases that primarily affect developing countries with a view to providing access to affordable essential medicines and vaccines; regrets that in 2022, 20.5 million children missed out on life-saving vaccines[30]; notes that access to vaccines must be equitable for an effective global response; calls for the use of initiatives such as the Global Gateway to facilitate investment for the local production of medicines and medical technologies and to prevent future health emergencies by strengthening capacities around the world;

    29. Reaffirms its commitment to the One Health approach; considers that applying the One Health approach is key to achieving progress on SDG 3; underlines, moreover, the need for the Commission and the Member States to fully implement the EU global health strategy, monitoring its implementation and regularly reporting to Parliament on the achievement of its objectives;

    30. Recalls that access to affordable and quality medicines depends also on technology and knowledge transfer; underlines, therefore, the flexibilities in the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), confirmed by the Doha Declaration, as legitimate policy measures that governments can use to protect and promote public health by putting limits and safeguards on the enforcement of intellectual property rights; urges the EU to ensure that trade agreements with developing countries are fully supportive of this objective;

    31. Underlines that environmental risks account for a quarter of the disease burden worldwide[31]; recalls that, in line with the One Health approach, human and animal health depend on planetary health and that a healthy environment is a universal human right and a fundamental pillar of sustainable development and human well-being; welcomes the wide support at the UN General Assembly for the recognition of the right to a clean, healthy and sustainable environment as a universal human right[32] and calls for its effective protection at EU level; stresses the need to ban the most hazardous chemicals, including banning endocrine disruptors, and to phase out the PFAS forever chemicals, allowing their use only where essential for critical sectors, such as medical devices, pharmaceuticals and products necessary for the twin transition to a climate neutral and digital economy; stresses the need to also ban exports of chemical pesticides that are banned in the EU to third countries;

    32. Highlights the rising health risks due to the climate crisis, including increased incidences of heat-related illnesses, respiratory and cardiovascular diseases, and the spread of vector- and water-borne diseases; calls for dedicated efforts to protect vulnerable populations, including older persons, children, people with pre-existing conditions, persons with disabilities, and low-income communities, which face disproportionate climate-related health risks; urges for the implementation of localised heat action plans and the provision of accessible shelters and targeted outreach during extreme weather events;

    33. Stresses, moreover, that extreme weather events are disrupting healthcare infrastructure, energy supply, and supply chains, thereby compromising access to critical medical care and treatment; underscores the need to invest in climate-resilient healthcare systems, including disaster-proof infrastructure, renewable energy sources in medical facilities, and robust water and sanitation systems; calls for the integration of early warning systems, mobile health units, and decentralised community-based healthcare models to ensure continuity of care in climate emergencies; calls on the Commission and the Member States to integrate climate resilience into all public health policies and national health strategies; encourages the use of SDG-aligned indicators to monitor the health impacts of climate change and to guide EU and national-level adaptation strategies;

    SDG 5. Achieve gender equality and empower all women and girls

    34. Expresses grave concern about the slow progress towards gender equality, with a majority of the indicators being off track, risking further backsliding on gender equality and women’s rights, including actions that shrink the civic space for women rights defenders; considers that development aid cuts are already having a negative impact on women’s empowerment and gender equality; reaffirms gender equality as both a distinct goal and a catalyst for the advancement of the other SDG goals; calls for strong EU leadership internationally in the promotion of gender equality and women’s rights through policy and financial assistance;

    35. Calls for accelerated, targeted action to end all forms of violence and harassment against women and girls, including sexual and gender-based violence and technology-facilitated gender-based violence, and to end harmful practices such as child, early and forced marriage, so-called ‘honour’ based violence, sterilisation and female genital mutilation; recalls that over 230 million girls and women have undergone female genital mutilation[33] and deplores the fact that new estimates show an increase of 30 million cases compared to 2016[34]; remains gravely concerned about the high worldwide rates of maternal mortality, in particular in low and middle-income countries; stresses that rape remains one of the most widespread human rights violations and calls for the establishment of a common definition of rape on the basis of lack of consent; stresses that the objectives of SDG 5 must also play an important role in the EU’s relations with other countries;

    36. Stresses that women are disproportionately affected by climate change, particularly in least developed countries and rural areas; underlines that this disproportionate impact poses unique threats to their livelihoods, health and safety, including increased food and water insecurity, heightened exposure to gender-based violence in the context of climate-related displacement and migration, and greater economic instability owing to a reliance on climate-sensitive sectors; stresses that four out of five of those displaced due to the climate crisis are women and girls[35]; calls for climate action plans to include support for women and for women’s participation in climate decision-making at all levels; calls for strengthened healthcare systems to address climate-related diseases affecting women and for the promotion of education on climate adaptation; calls on the Commission and the Member States to integrate climate resilience into all public health policies and national health strategies; encourages the use of SDG-aligned indicators to monitor the health impacts of climate change and to guide EU and national-level adaptation strategies and looks forward to the new gender action plan under the UNFCCC; calls on the Commission and the Member States to provide leadership for the adoption of a new ambitious and effective gender action plan at COP30;

    37. Regrets that women’s sexual and reproductive rights remain limited globally, and stresses the importance of addressing the barriers that hinder women’s ability to make decisions about contraception, healthcare access and sexual consent, recognising that socio-economic factors, education and geographical location significantly influence women’s ability to exercise these rights; recalls the EU’s commitment to the promotion, protection and fulfilment of the right of every individual to have full control over and decide freely and responsibly on matters related to their sexuality and sexual and reproductive rights, free from discrimination, coercion and violence; warns that targets set by SDG 5 will not be achieved if universal access to sexual and reproductive health and reproductive rights is not guaranteed in the EU and globally and calls on the EU to prioritise this question in policy and funding, and enshrine the right to legal and safe abortion in the EU Charter of Fundamental Rights; reiterates that all women must have access to sexual and reproductive healthcare services, including for family planning, information and education, and calls for the integration of reproductive health into national strategies and programmes; calls for increased investment in these areas to ensure access to comprehensive and non-discriminatory services;

    38. Calls for the continuation of funding for programmes focusing on promoting women’s rights, empowerment and autonomy and fighting against all forms of gender-based violence; calls on the Commission to ensure that 85 % of all new external actions incorporate gender as a significant or principal objective and that 20 % of ODA in each country is allocated to programmes with gender equality as one of their principal objectives; calls, furthermore, on the Commission to ensure the systematic implementation of rigorous gender analyses, gender disaggregated data collection, gender-responsive budgeting and gender impact assessments;

    39. Regrets that assistance from OECD Development Assistance Committee donors for gender equality dropped in 2022, marking the first decline after a decade of growth[36]; notes that only 4 % of allocable ODA focused on gender equality as its principal objective[37]; stresses the need to mobilise new resources to resume progress towards gender equality; regrets that since the launch of the GAP III only 3.8 % of all gender-responsive/targeted actions have gender equality as a principal objective, falling behind the 5 % target outlined in the NDICI Regulation[38]; calls on the Member States and the Commission to substantially increase the number of the EU’s actions having the promotion of gender equality as a principal objective; calls for the EU to increase its funding of multilateral funds for gender equality, such as UN Women, and for sexual and reproductive health, such as the UN Population Fund and the Global Fund to fight AIDS Tuberculosis and Malaria;

    40. Recalls that women in general perform most unpaid domestic and care work, which imposes a disproportionate burden on lower-income households, contributing to poverty, inequality and precarious living conditions and reducing the labour market participation of women; calls for stronger promotion of the right of every woman to balance her professional and private life based on joint responsibility and working conditions that facilitate the reconciliation of private, family and working lives; calls for accelerated efforts to close the gender pay and pension gaps, including in the care economy, as well as to tackle horizontal and vertical labour market segregation; calls, moreover, for efforts to ensure women’s full, equal and meaningful participation and leadership in decision-making roles and opportunities in the public and private sectors, including in all aspects of peace and security; calls for further promotion of women’s participation in science, technology, engineering and mathematics;

    41. Recognises the urgent need to respond to negative trends hampering progress in gender equality in the EU, including gender-based violence, and to prevalent sexist political discourse; welcomes, in this regard, the Commission’s Roadmap for Women’s Rights as a compass for future EU action in the area both inside and outside the Union and in shaping the new gender equality strategy from 2026; stresses that this roadmap should foster the implementation of legislative and non-legislative measures for greater progress and accountability on SDG 5 and calls for stronger Member States involvement; urges a comprehensive approach addressing sexual and reproductive services, intersectional discrimination and the protection of vulnerable women;

    42. Deplores the increasing unjustified attacks against civil society organisations, particularly women’s rights organisations, both in the EU and worldwide; stresses the need for the establishment of a protection mechanism for human rights defenders in the EU, with particular attention paid to women, LGBTIQ+ people and SRHR human rights defenders; calls for the full implementation of gender equality policies (gender action plan, gender equality strategy), including in their SRHR components, and insists that this implementation must be backed up with adequate funding, including for women’s rights and SRHR organisations, and information about family planning, affordable contraception, free, safe and legal abortion, and maternal healthcare; stresses that women’s rights organisations continue to be systematically underfunded, receiving less than 1 % of global ODA;

    43. Recognises that, despite progress, 122 million girls worldwide remain out of school[39]; emphasises that equal access to education is fundamental for sustainable development, poverty reduction, and economic prosperity, as it empowers women and girls to participate fully in society; calls for the integration of gender-responsive strategies in education policies to address these inequalities; calls on Member States to ensure the provision of education in primary and secondary schools,  focused on fighting gender-based violence and gender stereotyping; underlines that investing in girls’ education yields great returns for generations to come, directly contributing to the realisation of their fundamental rights and protecting them against all forms of violence, and also contributing to better well-being for whole societies;

    44. Recognises the disproportionate vulnerability of women and girls in conflict and humanitarian crises, including the increased risk they face of sexual and gender-based violence, displacement, and disruption of essential services; reaffirms the vital role of women and girls in peacebuilding, conflict resolution and post-conflict reconstruction, emphasising their essential participation in peace negotiations and decision-making processes, as outlined in the women, peace and security agenda;

    45. Calls for stronger policies and actions that promote access to land, credit, entrepreneurship and education, as well as employment and health, especially for women and girls in circumstances of vulnerability, women with disabilities, pregnant women and women in rural areas;

    46. Takes note of the lessons learned listed in the 2024 join report entitled ‘Are we getting there? A synthesis of the UN system evaluations of SDG 5’, including the importance of effectively engaging men and boys in programmes and initiatives on issues that educate and assist them in the behavioural change that is needed if the targets are to be met, and the more sustained and comprehensive prioritisation of the targets in humanitarian settings;

    47. Regrets the regression of LGBTIQ+ rights and the transphobia that threatens gender equality; denounces the fact that, between 2021 and 2022, just three anti-LGBTIQ+ organisations reported USD 1 billion in income, while 8 000 global LGBTIQ+ grantees received USD 905 million between them[40]; warns of the worrying increase in anti-gender financing that aims to counteract the progressive achievements of women’s and LGBTIQ+ rights of the past decades;

    48. Calls for the EU to ban conversion centres in the Member States and to do anything possible to prevent this practice everywhere;

    SDG 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

    49. Is alarmed that SDG 8 targets face the highest rates of stagnation or regression among the SDGs under in-depth review at the 2025 HLPF;

    50. Expresses concern about the decrease over the past decade in labour rights, freedom of association and collective bargaining rights, highlighting its adverse impact on social justice and efforts to promote productive employment and decent work for everyone; regrets that one fifth of the world’s population lives in countries with high levels of inequality[41]; affirms the need to strengthen social measures to address inequalities in line with the leave no one behind principle, taking into account the social consequences of inflation, rising budget pressures, geopolitical tensions and risks posed by climate change and extreme weather events to the health and safety of workers; stresses the importance of a just transition for the decarbonisation of the economy, to ensure that the transition is as fair and inclusive as possible for all concerned;

    51. Calls for stronger policies and bold actions to promote inclusive and sustainable economic development; urges the EU and global partners to use instruments such as the Global Gateway to leverage multiple sources of funding, including private sector investments, respect social and environmental standards and promote the creation of decent jobs that will reduce income inequality and ensure that no one is left behind; recognises the role of private finance in bridging the financing gap to achieve the SDGs; highlights, however, the need for public investments in critical services such as healthcare, education and social protection;

    52. Underlines the need to address territorial and housing inequalities by supporting access to affordable, adequate and energy-efficient housing, especially in disadvantaged urban and rural areas; calls for increased investment in integrated community development, social infrastructure and basic services to promote social cohesion and economic inclusion; encourages support for local and regional authorities in implementing sustainable, inclusive and resilient development strategies that link climate, health, housing, mobility and social inclusion;

    53. Expresses concern that economic growth in many developing countries remains slow and uneven, often hindered by structural weaknesses, economic inequalities, political instability, external shocks and the growing impact of climate change; emphasises that local initiatives addressing unique community needs play a vital role in fostering equitable economic growth; underscores that regional cooperation on economic corridors enhances trade, investment, sustainable industrialisation, and economic diversification;

    54. Recommends increased public and private investment in research, sustainable business practices, the green and digital transition, quality education and skills development, including reskilling and upskilling, as well as aligning them with market demands, and supporting small and medium-sized enterprises and start-ups to support access to finance and foster investment and innovation; reiterates the need for a special focus on the promotion of women’s economic empowerment and on ensuring equitable access to business opportunities; calls for inclusive policies for persons with disabilities in the workplace;

    55. Reiterates the importance of policies that support youth employment, education and vocational training; stresses the significance of the expanding young population in the Global South for sustainable development; insists on the importance of creating stronger links between education, skills development and employment, to allow access to decent work in the rapidly changing labour market;

    56. Emphasises that initiatives aimed at stimulating economic growth should go hand in hand with social justice, gender equality, labour rights and environmental protection; calls for the EU to constructively engage with and work towards the adoption of the UN Treaty on Business and Human Rights;

    57. Regrets that more than half of the global workforce finds itself in informal employment[42], thus posing a significant barrier to social justice and inclusive growth; expresses deep concern that in the least developed countries, in sub-Saharan Africa and in Central and Southern Asia, almost nine out of ten workers are still employed informally[43];

    58. Notes that while gross domestic product remains an important indicator of economic performance, additional metrics reflecting social and environmental dimensions should be taken into account in order to achieve a more balanced and informed approach to economic policymaking;

    59. Calls for further measures to eradicate forced labour and human trafficking, and to put an end to any form of child labour, including the recruitment and use of child soldiers;

    SDG 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development

    60. Stresses the alarming trends of marine pollution, coastal eutrophication, ocean acidification, rising temperatures, overfishing, declining marine biodiversity, habitat destruction, unsustainable industrial practices, underwater noise and inland water contamination, which individually and cumulatively threaten marine ecosystems and coastal communities, especially in developing countries and vulnerable regions, and hinder the achievement of SDG 14 targets;

    61. Regrets the lack of actual progress towards meeting SDG 14 targets and, in some cases, their worsening outlook, notably owing to the lack of effective measures alongside increasing economic pressures; is alarmed that none of the SDG 14 targets for 2020 were met; considers that the marginal or moderate progress and the high levels of stagnation and regression mean that global action is far from the speed and scale required to meet SDG14 targets on time; recalls that equity in both benefits and cost-sharing is essential for the implementation of SDG 14;

    62. Notes that SDG 14 remains among the least financed SDGs and that the current funding gap is estimated at about USD 150 billion per year; underlines that the 2025 UN Ocean Conference should provide new impetus in eliminating the existing funding gap and creating a stable and enabling environment for the mobilisation of increased funding for the achievement of the SDG 14 targets; calls on the EU and its Member States to step up their financial contribution to protecting and restoring marine ecosystems; calls on the Commission to allocate dedicated funds to the European Ocean Pact for the protection of the ocean and the just transition to a sustainable blue economy benefitting coastal communities, economic growth and society as a whole;

    63. Highlights the need to protect the ocean as a unified entity and use it sustainably; calls for a holistic approach that integrates environmental protection and restoration, prosperity, social equity, sustainability and competitiveness, and for a comprehensive framework serving as a single reference point for all ocean-related policies; expects the upcoming European Ocean Pact to set an international example by providing such a holistic approach to all ocean-related policies and coherence across all policy areas linked to the ocean;

    64. Believes that binding global measures and an ecosystem-based approach are urgently needed to address shortcomings, accelerate action and ensure the long-term health of the ocean, also and especially under changing climate conditions; stresses that such measures should ensure the protection of human rights and our marine ecosystems; considers it particularly necessary to support the just transition to sustainable fisheries, combat illegal, unreported and unregulated fishing, address the increasing numbers of invasive alien species, strengthen transparency in the seafood sector, protect small-scale fishers’ rights, enhance marine conservation and restoration efforts and adopt a global treaty on plastic pollution; recalls that the EU Nature Restoration Law is one of the tools for the EU to meet its international commitments in restoring marine and coastal ecosystems;

    65. Calls for enhanced global action to tackle ocean acidification and ocean heat levels in order to safeguard the role of the ocean as the most important carbon sink on the planet and to protect marine life and food web;

    66. Welcomes the adoption of UN High Seas Treaty (Biodiversity Beyond National Jurisdiction Agreement, or BBNJ); regrets, however, that, to date, only one of the 27 EU Member States has ratified that treaty; urges all Member States to swiftly complete their individual ratification processes; calls on the parties to continue work on the UN Ocean and Climate Change Dialogue and ensure swift implementation of the agreement, including by mobilising funds from the EU Global Ocean Programme; welcomes the Commission proposal to integrate the UN High Seas Treaty into EU law;

    67. Recalls the commitment under target 3 of the Kunming-Montreal Global Biodiversity Framework  for the effective conservation of at least 30% of terrestrial and inland water areas and of marine and coastal areas by 2030 through the establishment of protected areas and other effective area-based conservation measures; considers that increased efforts are required for the further expansion of marine and coastal protected areas to achieve the 30 % target and facilitate the conservation and sustainable management of marine species, habitats, ecosystems and resources; regrets that the EU is off track to meet its objectives to protect 30 % of its marine areas by 2030;68.  Is alarmed by the increasing levels of marine pollution that are set to double or triple by 2040; highlights that a large part of the pollution pressure placed on the ocean results from land-based activities; calls for stronger measures and accelerated implementation as a matter of urgency to put an end to marine pollution both at EU and international level; underlines that plastics make up the largest, most harmful and most persistent share of marine litter; regrets the lack of a conclusion on the first ever global legally-binding instrument on plastic pollution; urges for the adoption of an ambitious binding global treaty on plastic pollution at the resumption of the intergovernmental negotiations in 2025; supports the EU position that the final agreement should contain a target of reducing the production of primary plastic polymers;

    69. Stresses the importance of advancing the EU’s zero pollution action plan that includes significant targets for the improvement of water quality, the reduction of waste generation, and the reduction of nutrient losses; notes that only 37 % of Europe’s surface waters are in a healthy ecological state and that nutrient pollution is costing more than EUR 75 billion per year[44]; notes, moreover, that, according to the 2025 zero pollution monitoring and outlook report, only two of the zero pollution targets are on track; stresses that the implementation and enforcement of environmental legislation is crucial to achieve the 2030 zero pollution targets and that additional action is needed; reiterates its call on the Commission to propose ambitious EU targets for 2030 to significantly reduce the EU material and consumption footprints and bring them within planetary boundaries by 2050 as required under the 8th Environment Action Programme; highlights, moreover, the need to leverage modern technologies, including artificial intelligence, to monitor pollution;

    70. Stresses the importance of applying the precautionary principle in deep-sea mining; reiterates, in this regard, its support for an international moratorium on commercial deep-sea mining exploitation until such time as the effects of deep-sea mining on the marine environment, biodiversity and human activities at sea have been studied and researched sufficiently[45];

    71. Highlights that the ongoing decline in sustainable fish populations underscores the importance of a regulatory framework following an ecosystem-based approach along with efficient and transparent monitoring systems to promote sustainable fishing practices and combat illegal, unreported and unregulated fishing; welcomes the WTO Agreement on Fisheries Subsidies as a major step forward towards ending harmful subsidies that contribute to overfishing; calls on WTO members that have not yet done so to deposit their instruments of acceptance to allow for the agreement to become operational; urges, moreover, WTO members to phase out environmentally harmful subsidies in maritime economic activities, including harmful fisheries subsidies;

    72. Recognises that sustainable fishing practices involving community participation are instrumental in reducing overfishing and ensuring the long-term sustainability of marine resources;​ recalls that many small-scale fishing communities continue to face marginalisation and unfair competition; notes that it is essential to promote the resilience of coastal and island communities and the potential of the blue economy in line with the EU environmental legislation and objectives, ensuring access to drinking water, sustainable transport, rules-based fisheries, sustainable tourism, entrepreneurship and fair access to services; calls on the Commission to promote international sustainable fishing standards to ensure, among other things, a global level-playing field;

    73. Calls for the EU to reaffirm and step up its support for ocean science; encourages the promotion of scientific research and the dissemination of accurate data, alongside the development and sharing of best practice; emphasises the need to integrate ocean management policy with indigenous and traditional knowledge, science and community engagement; calls for the development and implementation of area-based management tools in conjunction with other appropriate conservation measures;

    SDG 17. Strengthen the means of implementation and revitalise the Global Partnership for Sustainable Development

    74. Calls for the EU to continue advocating and working for multilateralism and provide global leadership in advancing the implementation of the SDGs and the 2030 Agenda, and reinforcing international treaties and agreements, such as the Paris Agreement, the Convention on Biological Diversity, and regional conservation initiatives;

    75. Emphasises that, in the current difficult and uncertain geopolitical landscape, a vocal re-commitment to the SDGs will send a clear signal to partners around the world and support the EU’s global action; is concerned about the USD 4 trillion investment gap on achieving the SDGs[46]; stresses that the EU’s commitment to the SDGs should be supported by ambitious financial commitments in the next multiannual financial framework 2028-2034; calls for the EU to pursue a reinforced approach to development cooperation and to mobilise and continue to engage constructively with other international players in stepping up their sustainable development efforts and supporting peace, gender equality and human development;

    76. Reaffirms that ODA remains a crucial source of public financing and an essential tool for reducing poverty, addressing inequalities, and supporting the most vulnerable communities, particularly in fragile, conflict-affected and least developed countries (LDCs);

    77. Regrets the reduction in ODA by several EU Member States; calls on all Member States and global partners to uphold their commitment to ODA as a key pillar of their development policy and ensure that sufficient financing is dedicated to fulfilling the commitment to spend 0.7 % of gross national income on ODA and 0.2 % as ODA to LDCs; stresses, moreover, that only 12 % of ODA currently targets children despite their significant representation within the population of ODA-receiving countries; calls for the removal of obstacles, including administrative burden, to enable aid to reach the most vulnerable communities;

    78. Calls for the EU to enhance its role in advocating stronger financial commitments for development and humanitarian aid at international level, including the SDGs and the Paris Agreement, and particularly supporting climate adaptation and resilience in the most vulnerable regions, including Small Island Developing States (SIDS) and LDCs; calls, moreover, on the EU to ensure that climate finance targets are met and prioritised in multilateral negotiations and global partnerships; emphasises that advancing EU economic interests should also encompass creating stable partnerships guided by mutual interests and that all EU external policies should be embedded in the larger framework of the 2030 Agenda, while EU development policy and the use of EU ODA should remain focused on poverty alleviation as defined by the OECD Development Assistance Committee;

    79. Stresses the urgent need to address the underrepresentation of countries from the Global South in global governance and to foster a more inclusive international financial architecture; considers South-South and triangular cooperation crucial for the implementation of the 2030 Agenda;

    80. Insists on the paramount importance of the UN at the core of the multilateral system for creating a peaceful, fair, equal, inclusive, and rules-based global system that works for all, leaving no one behind; expresses, in this context, its support for swift and effective reforms of the UN Security Council; highlights the pressing need to review and reform the global governance of international development cooperation, particularly following cuts to global aid by several countries; stresses that reforms to the international financial system should be driven by a renewed commitment to multilateralism;

    81. Emphasises the crucial role of multi-stakeholder partnerships and the meaningful involvement of local governments, civil society and youth and women’s representatives for attaining the SDG targets as well as of the full and effective participation of indigenous peoples and local communities in global partnerships, in line with the UN Declaration on the rights of indigenous people; emphasises the need for youth-led initiatives, particularly in the Global South and in climate-affected regions;

    82. Recognises the vital and multifaceted roles that civil society organisations play in advancing the SDGs through locally-led, context-specific strategies that empower local actors and ensure broad-based, inclusive participation at all levels of society; calls, in this context, for deeper involvement of vulnerable communities in designing and monitoring SDG-related policies and for strengthened cooperation, resource mobilisation, and multi-stakeholder participation to advance the SDGs; calls for civil society participation and civic space in order to ensure that public funds are prevented from financing repressive regimes; stresses that access to structural funding is necessary for the effective participation of civil society in policy-making;

    83. Calls for better monitoring of SDG implementation at regional and local levels, including through support for voluntary local reviews; stresses the importance of improving the availability of reliable data and collecting and using data disaggregated by income, age, gender, disability and geography; emphasises the need to modernise statistics and strengthen data capacity-building in the countries of the Global South;

    84. Calls for the EU and its Member States to support global debt relief and debt restructuring for developing countries, particularly those in the Global South, taking into account the UN Trade and Development principles on promoting responsible sovereign lending and borrowing; calls, moreover, for comprehensive reforms of global financial institutions, including multilateral development banks, to enhance their effectiveness, equity and responsibility in supporting the implementation of the SDGs; emphasises that existing instruments and development banks, such as the European Bank for Reconstruction and Development, should be more in focus;

    85. Stresses the need to align the Neighbourhood, Development and International Cooperation Instrument – Global Europe, including Global Gateway programmes, with the SDGs, the Paris Agreement and human development indicators; calls for greater involvement of Parliament and for it to take a more active role in the scrutiny of Global Gateway programmes, guaranteeing their effectiveness and proper implementation;

    86. Insists that the Global Gateway initiative requires a more strategic and coordinated approach, incorporating strict criteria with the SDGs and the Paris Agreement goals and fundamental EU values, including human rights, good governance, democracy, transparency and environmental sustainability; recognises the potential of the Global Gateway to be able to contribute to sustainable development; stresses that it must be transparent in its planning process and have clear mechanisms for monitoring and evaluating its impact;

    87. Highlights the need for clearer communication, coordination and alignment of Global Gateway projects with existing EU development policies; stresses, in this context, that the EIB should intensify its collaboration with other international financial institutions and national development banks to maximise the impact of its interventions, while ensuring its activities fully align with the objectives of the Paris Agreement and the SDGs;

    88. Reiterates its strong call on the Commission and the Member States to strengthen cooperation with partners on fighting organised crime, corruption, illicit financial flows, harmful tax competition, tax avoidance and tax evasion; calls for the scaling-up of cooperation with developing countries on tax matters, including in terms of capacities, digitalisation, and the strengthening of their tax systems; welcomes the setting up of an intergovernmental process to adopt a UN convention on tax as a new global framework for international tax cooperation; highlights the pivotal role of progressive taxation in securing revenue to finance sustainable development; supports the decision of the G20 finance ministers to ensure that ultra-high net worth individuals are effectively taxed;

    Outlook

    89. Reiterates that the SDGs are the only globally agreed and comprehensive set of goals on the major challenges faced by both developed and developing countries and are the best tool for tackling the root causes of these challenges; stresses that the achievement of the 2030 Agenda is contingent on global collaboration and enhanced and accelerated action by all actors; calls on the EU to double down action and take the lead on advancing progress in these five years before the 2030 deadline in order to accelerate action to reverse the negative trends and foster a more just, peaceful and sustainable future for all;

    90. Emphasises that policy coherence for development is a binding obligation under Article 208 of the TFEU aiming at integrating the economic, social, and environmental dimensions of sustainable development at all stages of the policymaking cycle, in order to foster synergies across policy areas, identifying and reconciling potential trade-offs, as well as addressing the international spillover effects of EU policies;

    91. Highlights the opportunity provided by the SDGs to foster a sustainable, well-being and people-centred economy; emphasises the need for a comprehensive approach that ensures long-term sustainability and prosperity beyond 2030 in line with the diverse needs and circumstances of different countries;

    92. Welcomes the Pact for the Future which pledges 56 actions to accelerate and finance sustainable development, ensure that technology benefits people and the planet, invest in young people, support human rights and gender equality, and transform global governance; calls for the commitments made during the Summit of the Future and reflected in the Pact for the Future to be translated into concrete actions and measurable targets; urges the UN to begin preparing a comprehensive post-2030 Agenda strategy based on global commitment to sustainable development;

    93. Calls for implementation plans with concrete timelines for achieving the SDGs by 2030 and setting ambitious targets beyond; calls, in this regard, on the Commission to lead by example and develop a comprehensive strategy accompanied by a structured SDG implementation plan with clear and concrete targets; calls, moreover, for the next EU multiannual financial framework to be fully consistent with the SDGs;94.  Welcomes the EU’s first voluntary review of SDG implementation in 2023; considers that its conclusions can serve as a solid basis for a comprehensive EU SDG strategy, which should include an updated monitoring system that takes into account the EU’s internal and external impact on the SDG process; insists that such reviews become regular exercises and that their conclusions be taken into account in Commission proposals;

    95. Believes that successes in SDG progress should be made visible and lay the groundwork for formulating best practice for the achievement of the SDGs; stresses, in this context, the importance of inclusive digitalisation, including with regard to AI, building on the Global Digital Compact; welcomes the 2025 Human Development Report that focuses on this matter;

  • MIL-OSI USA: Devastating Impacts on Health Care Due to ‘Big Ugly Bill’

    s the Senate voted to pass the Trump Administration and Washington Republicans’ “Big Ugly Bill,” Governor Kathy Hochul today sounded the alarm about the potential devastating consequences of the Bill on New York hospitals, health systems and patients statewide. These reckless cuts to Medicaid and the Essential Plan will significantly impact health care providers across the State, endangering the health and finances of many New Yorkers who rely on these providers.

    “I’ve said it several times and I’ll say it again today — all New Yorkers deserve access to high-quality health care, it’s that simple,” Governor Hochul said. “Republicans in Washington, including seven representing New York, are trying to rip away this basic human right from New Yorkers and I will not stand by and watch it happen, I’m standing up for our hardworking hospitals and families who rely on this care to survive.”

    Hospitals and other health care providers across New York rely on Medicaid and Essential Plan funding to provide needed care to patients and maintain their operations.

    Analysis from the Greater New York Hospital Association (GNYHA) and the Healthcare Association of New York State (HANYS) estimates a total $8 billion in cuts to New York’s hospitals and health systems alone.

    Hospitals and health systems play a vital role in driving local economies. They often serve as the largest employers in their communities, creating numerous other jobs and ranking among the top 10 private employers in every region of New York. When hospitals are stronger, their communities thrive. GNYHA and HANYS estimate that the hospital cuts will lead to 34,000 lost hospital jobs and an additional 29,000 lost related jobs, and create a cumulative $14.4 billion in lost hospital-generated economic activity, devastating communities across New York.

    Unfortunately, many New York hospitals are already financially distressed. The collective impact of the GOP reconciliation bill in Washington, D.C., could force hospitals to curtail critically needed services such as maternity care and psychiatric treatment, not to mention to downsize operations, and even close entirely. These impacts will be devastating across the State, and especially in rural communities. These consequences will not only affect Medicaid enrollees, but also harm everyone who requires hospital care, leading to longer wait times and less access to critical services.

    In addition to hospitals, every kind of health care provider in New York State will be impacted. The Community Health Care Association of New York State estimates a direct loss of $300M for the State’s Community Health Centers, resulting in almost 2,000 layoffs. Community Health Centers are a vital lifeline that provide care to one in eight New Yorkers, regardless of their ability to pay.

    In June, a letter signed by Yale and University of Pennsylvania scientists warned that more than 51,000 preventable deaths could occur annually if the provisions in the House-passed budget reconciliation bill are enacted. The letter, addressed to Senator Ron Wyden and Senator Bernie Sanders, estimates the potential nationwide death toll that would result from the bill’s provisions including restricting Medicaid and Affordable Care Act coverage, repealing nursing home staffing regulations, and allowing Enhanced Affordable Care Act Premium Tax Credits to expire. These estimates would make the GOP bill a top ten cause of death in the United States, on par with kidney disease and liver disease.

    Greater New York Hospital Association President Kenneth E. Raske said, “This bill’s massive Medicaid cuts and health insurance eligibility restrictions will do enormous damage to New York State and its hospitals. The numbers are hard to comprehend—an estimated $8 billion cut to our hospitals, 34,000 lost hospital jobs and 1.5 million individuals losing their health insurance. Some financially fragile institutions will cease to exist. All patients will be impacted. There is no rationale for this. The bill is a clear example of ‘if you break it, you own it.’ I am grateful to Governor Hochul for defending New York’s hospitals and the patients we serve, and the entire hospital community is proud to stand with her in opposing this terrible bill.”

    Community Health Care Association of New York State President & CEO Rose Duhan said, “New York’s Community Health Centers provide access to primary and preventive care that keep people healthy and save money. Cutting Medicaid will put that care at risk for 2.4 million people across the State. Losing Medicaid will mean communities will lose CHCs that provide primary care, behavioral health, dental services, and more. Cuts of this magnitude will force impossible choices: reduce services, scale back hours, or turn patients away. Congress must protect Medicaid and the patients and health centers that depend on it.”

    This year’s Global Rights Index report published by the International Trade Union Confederation reveals an alarming trend of deteriorating working conditions and violations of trade union rights. Europe has not seen such bad results since 2014, yet there was time until November 2024 to implement Directive (EU) 2022/2041 on adequate minimum wages, which should improve the situation in this area. The report unfortunately also includes Poland, which is mentioned alongside countries such as Senegal and Lesotho in the context of action taken against trade unions at PKP Cargo. Meanwhile, in recent days the management of PKP Cargo have announced further group redundancies – 4 000 people have already been made redundant, and a further 2 000 are set to go in 2025-2026. In addition, the trade unionists say the company is planning to sell or scrap 10 000 wagons, including those designed to transport military equipment, which is of economic and strategic importance.

    During the July plenary session, the European Parliament is expected to vote on an agreement with the Council aimed at addressing third countries’ unsustainable practices in relation to shared fish stocks. The agreed text resulting from interinstitutional negotiations would amend existing EU legislation in order to make the rules for penalising non-cooperative third countries clearer and more transparent. The aim is to ensure the sustainability of shared fish stocks and to protect EU fishers from unfair competition.

  • MIL-OSI Security: Convenience Store Robber Sentenced to 57 Months’ Imprisonment

    SALT LAKE CITY, Utah – Andrew Armani Deionte Rowe, 29, of Salt Lake City, was sentenced today to 57 months’ imprisonment, and a term of three years’ supervised release after he robbed multiple 7-Eleven stores across the Salt Lake Valley in 2023.  

    The sentence, imposed by U.S. District Court Judge Jill N. Parish, comes after Rowe pleaded guilty in September 2024 to four counts of interference with commerce by robbery.

    According to court documents and statements made at Rowe’s change of plea and sentencing hearings, Rowe admitted that from September 12, 2023, through September 27, 2023, he robbed multiple 7-Eleven stores and threatened the clerk at each location. First, on Sept. 12, 2023, Rowe entered a 7-Eleven in Salt Lake City and locked the doors behind him. Rowe handed the clerk a note that stated, “Do as I say, or you will lose your life.” The clerk complied and gave Rowe the money from the register. On the same day, in a separate robbery, Rowe entered a 7-Eleven in Millcreek, Utah, with a gun and ordered the clerk to give him all the cash in the register. On Sept. 14, 2023, Rowe entered a 7-Eleven in Salt Lake City. Rowe pointed a gun at the clerk and demanded all the cash from the register. On Sept. 27, 2023, Rowe entered a 7-Eleven in Millcreek, threatened the clerk and demanded money from the register. See former press release here.

    On October 11, 2023, Rowe was arrested. During the investigation, law enforcement seized clothing that matched the clothing worn by Rowe during the robberies. Law enforcement also seized a black firearm with an extended firearm that matched the description of the firearm used in the robberies. It was later determined the firearm was a BB gun designed to look like a Glock.

    “No individual should feel unsafe while at work,” said Acting U.S Attorney Felice John Viti for the District of Utah. “Mr. Rowe threatened and intimidated others for his personal gain and then repeated his criminal behavior three more times. Community safety is a priority for the U.S. Attorney’s Office and our law enforcement partners and we will continue to prosecute and seek justice against those who harm our communities.”  

    “It’s fortunate Mr. Rowe didn’t physically hurt or kill anyone during his crime spree, although the emotional toll on the victims will be long-lasting,” said Special Agent in Charge Mehtab Syed with the Salt Lake City FBI. “Opportunistic crimes don’t pay. The FBI and our partners are committed to keeping our communities safe from violent offenders.”

    The case was investigated jointly by the Salt Lake City Police Department, Unified Police Department of Greater Salt Lake and the FBI Salt Lake City Field Office.

    The U.S. Attorney’s Office for the District of Utah prosecuted the case.

This agreement is valuable for EU fisheries relations in the north-east Atlantic. Not only does it allow EU vessels to continue fishing in Greenlandic waters, it enables the EU to exchange a significant part of the quotas it receives from Greenland with Norway.

    WASHINGTON – Today, U.S. Senator John Hickenlooper released the following statement after he voted against Republicans’ Senate budget bill:
    “This is pure lunacy, and downright cruel.
    “Republicans have voted to kick 17 million Americans off their health care, push hundreds of rural hospitals toward closure, wipe out millions of American clean energy careers, and add trillions to our national debt. And for what? For lavish tax cuts for the wealthiest Americans.”
    Hickenlooper voted NO on the budget resolution after Republicans voted down critical Democratic-led amendments to prevent cuts to Medicaid, SNAP, and Inflation Reduction Act clean energy funding. While Hickenlooper was successful in working with his colleagues to eliminate devastating public lands provisions and alter a few of the worst clean energy proposals, he joined a bipartisan group of senators in opposition to the final bill. The reconciliation bill now heads to the House for final passage. Hickenlooper will continue fighting against it and urge every member of the House to stop it from becoming law.
    HICKENLOOPER AMENDMENT:
    Hickenlooper spoke on the Senate floor in support of his amendment to protect the Inflation Reduction Act’s residential clean energy credit – which covers 30% of the cost of purchasing and installing residential solar, battery backup, or geothermal heat pumps. Hickenlooper’s amendment would protect the program from Republican cuts for one year, giving clean energy small businesses in Colorado and across the nation a runway (at bare minimum) to weather the storm the Republicans are causing and prepare for the loss of federal funding, in addition to  preserving more than 85,000 American jobs.     “They’re also taxing clean energy and cutting larger energy credits, which will create more expensive energy and more blackouts,” Hickenlooper said. “We should create jobs, cut costs, and boost energy production, not sacrifice working families so that the richest Americans pay less taxes.”

    WHAT’S IN THE BILL:
    The Republican-led Senate reconciliation bill includes a $3 trillion tax cut for the wealthiest Americans. It pays for those tax cuts by:
    Taking Health Care Away from 17 Million Americans
    The Republican budget proposal calls for extreme Medicaid cuts of more than $900 billion, which would take away people’s health benefits; make it harder for them to see their health care providers; and prevent seniors from getting nursing home care.
    The budget also fails to extend the Affordable Care Act expanded premium tax credits, which expire at the end of 2025.
    The latest CBO estimates that the combined cuts to Medicaid and the Affordable Care Act would result in 17 million Americans losing health insurance by 2034, and increase our national debt by $3.3 trillion.   
    The cuts would hit rural hospitals the hardest:
    According to initial estimates, more than 338 rural hospitals across the country are at an acute risk of closure as a result of these Medicaid cuts. Including 6 hospitals in Colorado:

    Slashing Investments in Clean Energy and Driving up Energy Bills
    The Republican budget bill guts hundreds of billions in Inflation Reduction Act (IRA) clean energy investments, including tax credits for wind and solar. The results: over a million jobs lost, hundreds of billions in lost GDP and lost wages, electricity price inflation, and killing new renewable energy needed to prevent blackouts.
    Increasing Our National Debt by Trillions
    Even after gutting over $1 trillion from Medicaid and other services, the Senate reconciliation bill will still increase our national debt by more than $3.3 TRILLION.
    The Senate version of the bill adds $900 billion moreto the national debt than the previous House version of the bill.
    Hickenlooper recently took to the Senate floor to slam the bill as “fiscal madness.”
    ADDITIONAL AMENDMENTS:
    In total, Hickenlooper introduced and joined 16+ amendments to the 2025 Senate reconciliation bill to oppose Republican provisions that would harm Coloradans. Specifically, he introduced and joined amendments to:
    Prevent Americans from Losing Health Care
    Protect Nursing Homes and Medicaid Patients: Hickenlooper-led amendment to strike any provision that cuts funding for Medicaid, which covers care for 60% of all nursing home residents.
    Safeguard Small Businesses and Medicaid: Hickenlooper-led amendment to strike any provision that cuts funding for Medicaid and the Affordable Care Act (ACA), which protects access for the 7,000,000 small businesses workers who depend on Medicaid coverage; and protects access for the 4,000,000 small businesses who depend on the ACA exchanges.
    Protect Medicaid: Led by Senator Wyden, Hickenlooper joined this amendment to strike any provision that cuts funding for Medicaid; and would ensure big corporations and the ultra-wealthy pay a fair share in taxes.
    Extend ACA Enhanced Premium Tax Credits: Led by Senator Jon Ossoff, Hickenlooper joined this amendment to permanently extend the Affordable Care Act enhanced Premium Tax Credits.
    Protect Safety Net Programs
    Safeguard SNAP-Education: Led by Senator Angela Alsobrooks, Hickenlooper joined this amendment to strike the section that eliminates the SNAP Education Program, which provides free nutrition education to SNAP recipients.
    Expand Pell Grant Eligibility: Led by Senator Tim Kaine, Hickenlooper joined this amendment to strike the workforce Pell section in the budget bill and replace it with the bipartisan JOBS Act to expand Pell Grant eligibility to include short-term workforce training programs.
    Protect Public Lands
    Block Sale of Public Lands: Hickenlooper-led amendment to block the sale of our public lands. The amendment ensures that public lands cannot be sold if they hold any of the multiple values our public lands offer, including benefits for watershed health, hunting, fishing, recreation, and critical wildlife habitat. It also excludes sale of lands with cultural or historic significance, areas sensitive for national security, areas within an Indian reservation, or lands to which Tribes hold reserved rights.
    Non-Competitive Leasing: Hickenlooper-led amendment to strike provision that would reauthorize non-competitive leasing on federal public lands.
    Maintaining National Park Service Staffing: Led by Senator Angus King, Hickenlooper joined this amendment to strike the repeal of ~$267M in Inflation Reduction Act funding for the National Park Service staffing.
    Address our Climate Crisis + Invest in Renewable Energy
    Protect the solar industry:Hickenlooper-led amendment to change the termination date of the 25D Residential Clean Energy Credit from December 31, 2025 to December 31, 2026 to save jobs and small businesses and help American households power their homes and reduce energy costs with solar, battery storage, and geothermal heat pumps. It is paid for by increasing the top tax bracket to 39.6%.
    RECA Expansion: Hickenlooper-led amendment that adds Colorado to the list of states that benefit from an expanded downwinder provision under the Radiation Exposure Compensation Act.
    Advanced Manufacturing Tax Credit: Led by Senator Michael Bennet, Hickenlooper joined this amendment to strike all changes to the 45X Advanced Manufacturing Tax Credit, but retain foreign entities of concern rules, and strike changes to 48C advanced energy tax credit.
    Maintaining Parity for Wind and Solar Facilities: Led by Senator Jacky Rosen, Hickenlooper joined this amendment to restore parity for solar and wind with other technologies under the Production Tax Credit (45Y) and Investment Tax Credit (48E), paid for with an increase to the top rate at $1 million for individual filers and $1.3M for married filing jointly.
    Eliminating the tax on wind and solar: Led by Senator Adam Schiff, Hickenlooper joined this amendment to strike the new excise tax on wind and solar, paid for with an increase to 39.6 percent for individuals making $10 million.
    Repeal of Termination of Certain Clean Energy Credits: Led by Senators Jean Shaheen and Peter Welch, Hickenlooper joined this amendment to strike provisions that would terminate the Energy Efficient Home Improvement Credit (25C), the Residential Clean Energy Credit (25D), the New Energy Efficient Home Tax Credit (45L), and the Energy Efficient Commercial Building Deduction (179D).
    Maintaining Modernized Royalty Rates: Led by Senator Jacky Rosen, Hickenlooper joined this amendment to strike the repeal of the Inflation Reduction Act royalty rate modernization for oil and gas.
    Budget resolutions guide federal spending and revenue policies for the year. This is the third budget resolution the Senate has voted on during the reconciliation process. Hickenlooper voted against the first package in February, and the second package in April. The Senate and the House must pass identical versions of the budget for the reconciliation bill to become law.

    The Food and Agriculture Organization of the United Nations (FAO) announced the winners of the 2025 FAO Awards, recognizing organizations from Colombia, Egypt, and the Philippines, whose work has led to outstanding progress in building more efficient, inclusive, resilient and sustainable agrifood systems.

    On Monday, FAO Director-General QU Dongyu presented the Champion Award and Partnership Award during the 44th FAO Ministerial Conference held in Rome.

    “These Awards are more than an acknowledgment of achievements – they represent FAO’s core values and aspirations. The ceremony is a celebration of possibility and hope of what happens when commitment and innovation meet the urgent call to transform global agrifood systems,” he said.

    The FAO Champion Award, the Organization’s highest corporate award, which carries a prize of USD 50,000 and recognizes significant and outstanding contributions towards advancing FAO’s overall goals, was conferred to la Confederación Mesa Nacional de Pesca Artesanal de Colombia (COMENALPAC), for its tangible results across organizational, social, economic and environmental dimensions, including championing social protection measures for fishers and played a key role in drafting laws against illegal fishing, thereby improving the welfare and rights of fishing communities.

    Since 2017, COMENALPAC has represented over 800 groups of marine and freshwater fishers across Colombia. Its work has contributed to the design and implementation of key legislation, including Law 2268 of 2022, which guarantees social benefits for commercial and subsistence fishers.

    Through an FAO–COMENALPAC partnership, the organization has strengthened fisher communities in Tumaco by eliminating intermediaries, increasing incomes, and promoting inclusive market opportunities. It has also led to the restoration of 83 wetlands, contributing to aquatic biodiversity and more sustainable food systems. The organization was further praised for helping secure the legal recognition of more than 120,000 fishers and for its role in incorporating the concept of “Aquatic Agrifood Ecosystems” into Colombia’s National Development Plan.

    In addition, within the same category, a Special Mention was also awarded to Youth Uprising, a Philippine-based non-profit organization recognized for its intense engagement of young people in transforming agrifood systems.

    The FAO Partnership Award — valued at USD 10,000 and recognizing outstanding cooperation with FAO in advancing the Organization’s work by its Members — was presented to The Egyptian Food Bank (EFB), the first Egypt NGO focused on addressing food insecurity, providing support to over 24 million people through comprehensive food assistance, nutrition, and empowerment programs.

    Among the EFB’s most notable initiatives are the Community Nutrition Programme, the Ramadan Food Loss Initiative, and the Resilience Index Measurement and Analysis (RIMA). EFB’s programs have benefited over 150,000 families and more than 60,000 schoolchildren. Its work also includes capacity-building for small-scale producers and support to 1,200 farmers — particularly women — promoting sustainable agricultural practices and economic inclusion.

    The FAO Director-General bestowed the awards to representatives of the organizations who attended the ceremony in person.

    Adriana Rocío Cadena Cancino, Director of la Confederación Mesa Nacional de Pesca Artesanal de Colombia (COMENALPAC), received the Champion Award on behalf of the organization.

    Mohsen Sarhan Ali Gamal Ali, Chief Executive Officer of The Egyptian Food Bank (EFB), accepted the Partnership Award on behalf of his organization.

    “These awardees remind us that transformation is already happening and must accelerate. Let us continue working hand in hand for the transformation of global agrifood systems to be more efficient, more inclusive, more resilient and more sustainable,” Qu added in his closing remarks, with a reference to the FAO Four Betters – better production, better nutrition, a better environment and a better life, leaving no one behind.

  • MIL-OSI USA: Perry Homes I in Buffalo Welcomes First Residents

    overnor Kathy Hochul today announced that Phase I of Perry Homes in Buffalo’s First Ward has welcomed its first residents. When complete, Phase I will consist of 405 affordable apartments in 27 newly constructed buildings, replacing the dilapidated Commodore Perry Homes public housing development and transforming it into quality, modern, all-electric affordable homes for families. In the past five years, New York State Homes and Community Renewal has created or preserved more than 12,000 affordable homes in Erie County. Perry Homes continues this effort and is part of Governor Hochul’s five-year, $25 billion Housing Plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “It is an honor to welcome the first residents of the new Perry Homes to a place where they can live comfortably and affordably with access to all of the things that make Buffalo and this First Ward neighborhood so special,” Governor Hochul said. “This is a huge milestone as this development begins to take shape and open its doors. This long-anticipated development that replaces an unfortunate symbol of decline is now a symbol of pride and will not only increase the supply of quality housing in Buffalo, but provide countless opportunities for families, businesses, and the entire city to grow and thrive.”

    Perry Homes I is the first phase of a multi-phase transformation plan and involves the redevelopment of an 18-acre portion of the existing public housing development site. Once complete, the new Perry Homes will include 405 high-quality apartments, all of which will be affordable to households with incomes at or below 60 percent of the Area Median Income. Of the total units, 284 will be covered under a Section 8 Project-Based Housing Assistance Payment contract administered by the U.S. Department of Housing and Urban Development Office of Multifamily Housing.

    The redevelopment will also feature comprehensive on-site amenities, including a centrally-located property management office, maintenance suite, mail and package rooms, two community rooms with a kitchenette, three fitness centers, shared laundry on each floor, and bicycle storage.

    Residents will be provided free broadband Internet service and Wi-Fi, and they will also enjoy access to green space and outdoor amenities, such as four playgrounds, each designed to maximize play for children ages 2-12; multiple tree groves; rain gardens to support stormwater management practices; and two outdoor plazas with picnic tables, card tables, benches, and room for gathering and programming.

    On-site surface parking, including 30 electric vehicle charging stations, will be accessible across the site for residential tenant use, commercial visitors, and management staff.

    Perry Homes I is designed to be a highly efficient, all-electric project meeting Enterprise Green Communities 2020 Plus certification requirements and the U.S. Department of Energy Zero Energy Ready Home Version 1 program. As part of New York State’s Homes and Community Renewal Clean Energy Initiative, the new buildings will have high performance windows, enhanced insulation, a combination of high efficiency building mounted LED lighting to promote safety, and solar panels on each of the three mid-rise buildings. Every apartment will be equipped with inverter-driven air source heat pumps for air conditioning and heating and electric hot water heaters, ENERGY STAR certified dishwashers, refrigerators, washers and dryers, and low-flow plumbing fixtures.

    Residents will have easy access to the New York Thruway via I-190 at Louisiana Street and Perry Street. Bus access, which is available along South Park Avenue and Perry Street, provides quick access to downtown and places of employment. There are numerous shopping destinations and healthcare facilities nearby, as well as adult and childcare, a public library, and a community center.

    The development team is Pennrose and Bridges Development, Inc., a not-for-profit corporation affiliate of the Buffalo Municipal Housing Authority. The Perry Homes redevelopment will use the Federal Housing and Urban Development RAD program to convert the vacant public housing units to Project-Based Rental Assistance.

    Financing for the $254 million development includes $21.9 million in tax-exempt bonds, $115.7 million in State and Federal Low Income Tax Credits, and $81 million in subsidy from New York State Homes and Community Renewal (HCR). Empire State Development provided $5 million in Restore New York funding. Additional funds include: $6 million in BMHA Capital Fund Program; $1.1 million in Buffalo Community Development Block Grants; $5 million in RAD Rehab Assistance Payments; and $1.6 million in Federal 45L tax credits. The all-electric development received $1.4 million through HCR’s Clean Energy Initiative program, created in partnership with NYSERDA.

    Governor Hochul’s Housing Agenda

    Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY26 Enacted Budget includes more than $1.5 billion in new State funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. These measures complement the Governor’s five-year, $25 billion Housing Plan, included in the FY23 Enacted Budget, to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 60,000 homes have been created or preserved to date.

    The FY25 and FY26 Enacted Budgets also strengthened the Governor’s Pro-Housing Community Program — which allows certified localities exclusive access to up to $750 million in discretionary State funding. Currently, more than 300 communities have received Pro Housing certification, including the city of Buffalo.

    Jo Shanmugalingam has been appointed as the new Permanent Secretary of the Department for Transport, taking over from Bernadette Kelly

    The Cabinet Secretary, with the approval of the Prime Minister, has announced the appointment of Jo Shanmugalingam as the new Permanent Secretary of the Department for Transport (DfT).

    Jo is currently the department’s Second Permanent Secretary, and has been serving as the Interim Permanent Secretary since Bernadette Kelly stepped down last month. 

    Jo started her career at the Department for Trade and Industry and spent six years at the Shareholder Executive (now UKGI). Her previous roles include Director General for Science, Innovation and Growth at the Department of Science, Innovation and Technology, and the Department for Business, Energy & Industrial Strategy.

    She will lead the department as the government rebuilds Britain through growth and investment under the Plan for Change, transforming transport infrastructure across the country and making it easier to build new roads and railways.

    Secretary of State for Transport, Heidi Alexander, said:

    I’m delighted to have Jo appointed as Permanent Secretary for the Department for Transport. Having worked closely with her since taking up my role, I know she will provide exemplary leadership as we deliver for this government and the public.

  • MIL-OSI Africa: Correctional Services Minister vows to root out criminality in facilities

    The Department of Correctional Services has conducted more than 460 raids in correctional facilities across the country over the past year in a crackdown against lawlessness within these facilities.

    This according to Minister Pieter Groenewald, who presented the department’s Budget Vote in Parliament, on Tuesday.

    “I can declare that in the past year, 466 raids have been conducted. I have also conducted numerous unannounced visits to numerous facilities. These unannounced visits and raids will increase in the coming year,” he said.

    More than 33 000 cell phones, 20 577 sharpened objects, some 122 407 items related to alcohol and other substances, 232.16kg of drugs and over R394 000 worth of money had been confiscated during these raids.

    Groenewald said officials have also been subjected to disciplinary action where necessary.

    “In the last year, 515 officials have received final written warnings; 181 were suspended without pay and 146 dismissed.

    “When it comes to discipline, I can only say that we can only address our problems if we recognise their true extent,” he said. 

    Protecting communities 

    The Minister said when he took office last year, there was a backlog of some 495 life imprisonment profiles. A further 584 life imprisonment profiles have landed on his desk since.

    “Of this total of 1 079 profiles considered, I approved 29 parole applications and granted three cases of day parole. Five individuals serving life sentences have been granted parole and are subject to deportation. 

    “Thirty-eight individuals’ parole has been revoked, two cancelled and one withdrawn. Unfortunately, I have also had to utilise the powers granted to me to refer three parole placements to the Correctional Supervision and Parole Review Board. 

    “The CSPRB is tasked with reviewing the original decisions made by parole boards and must confirm or replace it with its own decision. In all three cases, parole was withdrawn. We are in the process of reviewing the whole parole system,” he said.

    Groenewald explained that the department is tasked with ensuring that inmates, who may reoffend, are not allowed back into society.

    “The department has the important task to safeguard communities against convicted criminals whilst providing rehabilitation of offenders in order to ensure safe reintegration into society. When parole becomes a loophole for further terror and criminality, it is not merely a policy failure, it is a failure of justice. 

    “I am very strict on that and I want to put it on record again: it doesn’t matter whether an applicant went through all the courses and the rehabilitation programmes in our facilities but when I receive a psychological reports…and the risk of reoffending is medium to high, I will not approve any parole for that specific case,” he emphasised.

    Self-sufficiency

    The Minister said the department will have a budget of some R29 billion for the 2025/26 financial year, rising to just over R30 billion for 2026/27 and reaching some R31.9 billion for 2027/28.

    He highlighted that the department’s budget has undergone some cuts as a result of fiscal constraints.

    “The cuts in our budget translate to the provision of security being compromised, capital investment in skills cuts, the budget for nutritional services had to be cut, capital works projects will be on hold and the monitoring of parolees could be negatively impacted.

    “[We] face real and pressing financial and operational constraints. The capital budget shortfall of R222 million undermines our ability to conduct infrastructure upgrades and critical maintenance. The escalating cost of food, fuelled by inflation and the growing number of inmates, including a sharp increase in foreign nationals, adds another layer of financial strain,” he said.

    However, the department is doing its best to “explore alternative revenue streams so that we are not solely reliant on the fiscus”.

    “We have registered commendable progress in the construction of correctional centre-based bakeries and pharmacies. The number of operational bakeries has increased from nine to 11, with Standerton and Pietermaritzburg recently coming online.

    “In the past financial year, we have produced just over five million loaves of bread, which translates to estimated savings of R27 197 251.20. Farm production has also yielded R130 491 122.81 estimated savings in food provisioning.

    “This is but a step in the direction of becoming entirely self-sufficient. The amendments to the 12-day cycle meal plan are expected to generate estimated savings of over R200 million per annum. These figures reflect our commitment to responsible spending of the taxpayers’ hard-earned money,” Groenewald said.

    In his written remarks, the Minister acknowledged that although the department has taken a step in the right direction, more still needs to be done to create a corruption-free correctional service that contributes to South Africa’s safety.

    “Our mission is to [do] the best – doing more with less. More savings of taxpayers’ money, more raids, greater discipline, bigger efforts to uproot corruption, more implementation of creative solutions, a bigger, happier workforce and ultimately, greater public trust.

    “Together, we will continue to strengthen our department, affirm our constitutional commitments, and ensure that justice prevails in South Africa.

    “Let us reaffirm our commitment to a correctional system that serves the people, one rooted in integrity, accountability, and safety. Only then can we truly begin to restore hope, rebuild faith in the system, and move toward the safer South Africa we all deserve,” Groenewald said. – SAnews.gov.za

    At some point between conception and early childhood, pain makes its debut. But when exactly that happens remains one of medicine’s most challenging questions.

    Some have claimed that foetuses as young as twelve weeks can already be seen wincing in agony, while others have flat-out denied that even infants show any true signs of pain until long after birth.

    New research from University College London offers fresh insights into this puzzle. By mapping the development of pain-processing networks in the brain – what researchers call the “pain connectome” – scientists have begun to trace exactly when and how our capacity for pain emerges. What they discovered challenges simple answers about when pain “begins”.

    The researchers used advanced brain imaging to compare the neural networks of foetuses and infants with those of adults, tracking how different components of pain processing mature over time. Until about 32 weeks after conception, all pain-related brain networks remain significantly underdeveloped compared with adult brains. But then development accelerates dramatically.

    The sensory aspects of pain – the basic detection of harmful stimuli – mature first, becoming functional around 34 to 36 weeks of pregnancy. The emotional components that make pain distressing follow shortly after, developing between 36 and 38 weeks. However, the cognitive centres responsible for consciously interpreting and evaluating pain lag far behind, and remain largely immature by the time of birth, about 40 weeks after conception.

    This staged development suggests that while late-term foetuses and newborns can detect and respond to harmful stimuli, they probably experience pain very differently from older children and adults. Most significantly, newborns probably can’t consciously evaluate their pain – they can’t form the thought: “This hurts and it’s bad!”

    A history of changing views

    These findings represent the latest chapter in a long-running scientific debate that has swung dramatically over the centuries, often with profound consequences for medical practice.

    For most physiologists in the 18th and 19th centuries, the perceived delicacy of the infant’s body meant that it must be exquisitely sensitive to pain, so much so that some have had their doubts if infants ever felt anything else. Birth, in particular, was imagined to be an extremely painful event for a newborn.

    However, advances in embryology during the 1870s reversed this thinking. As scientists discovered that infant brains and nervous systems were far less developed than adult versions, many began questioning whether babies could truly feel pain at all. If the neural machinery wasn’t fully formed, how could genuine pain experiences exist?

    This scepticism had troubling practical consequences. For nearly a century, many doctors performed surgery on infants without anaesthesia, convinced that their patients were essentially immune to suffering. The practice continued well into the 1980s in some medical centres.

    Towards the end of the 20th century, public outrage about the medical treatment of infants and new scientific results turned the tables yet again. It was found that newborns exhibited many of the signs (neurological, physiological and behavioural) of pain after all, and that, if anything, pain in infants had probably been underestimated.

    The ambiguous brain

    The reason why there has been endless disagreement about infant pain is that we cannot access their experiences directly.

    Sure, we can observe their behaviour and study their brains, but these are not the same thing. Pain is an experience, something that’s felt in the privacy of a person’s own mind, and that’s inaccessible to anyone but the person whose pain it is.

    Of course, pain experiences are typically accompanied by telltale signs: be it the retraction of a body part from a sharp object or the increased activity of certain brain regions. Those we can measure. But the trouble is that no one behaviour or brain event is ever unambiguous.

    The fact that an infant pulls back their hand from a pin prick may mean that it experiences the pricking as painful, but it may also just be an unconscious reflex. Similarly, the fact that the brain is simultaneously showing pain-related activity may be a sign of pain, but it may also be that the processing unfolds entirely unconsciously. We simply don’t know.

    Perhaps the infant knows. But even if they do, they can’t tell us about their experiences yet, and until they can, scientists are left guessing. Fortunately, their guesses are becoming increasingly well informed, but for now, that is all they can be – guesses.

    What would it take to get certainty? Well, it would require an explanation that connects our brains and behaviour to our conscious experiences. But so far, no scientifically respectable explanation of this kind has been forthcoming.

  • MIL-OSI Global: Humans and animals can both think logically − but testing what kind of logic they’re using is tricky

    Can a monkey, a pigeon or a fish reason like a person? It’s a question scientists have been testing in increasingly creative ways – and what we’ve found so far paints a more complicated picture than you’d think.

    Imagine you’re filling out a March Madness bracket. You hear that Team A beat Team B, and Team B beat Team C – so you assume Team A is probably better than Team C. That’s a kind of logical reasoning known as transitive inference. It’s so automatic that you barely notice you’re doing it.

    It turns out humans are not the only ones who can make these kinds of mental leaps. In labs around the world, researchers have tested many animals, from primates to birds to insects, on tasks designed to probe transitive inference, and most pass with flying colors.

    As a scientist focused on animal learning and behavior, I work with pigeons to understand how they make sense of relationships, patterns and rules. In other words, I study the minds of animals that will never fill out a March Madness bracket – but might still be able to guess the winner.

    Logic test without words

    The basic idea is simple: If an animal learns that A is better than B, and B is better than C, can it figure out that A is better than C – even though it’s never seen A and C together?

    In the lab, researchers test this by giving animals randomly paired images, one pair at a time, and rewarding them with food for picking the correct one. For example, animals learn that a photo of hands (A) is correct when paired with a classroom (B), a classroom (B) is correct when paired with bushes (C), bushes (C) are correct when paired with a highway (D), and a highway (D) is correct when paired with a sunset (E). We don’t know whether they “understand” what’s in the picture, and it is not particularly important for the experiment that they do.

    In a transitive inference task, subjects learn a series of rewarded pairs – such as A+ vs. B–, B+ vs. C– – and are later tested on novel pairings, like B vs. D, to see whether they infer an overall ranking.

    One possible explanation is that the animals that learn all the tasks create a mental ranking of these images: A > B > C > D > E. We test this idea by giving them new pairs they’ve never seen before, such as classroom (B) vs. highway (D). If they consistently pick the higher-ranked item, they’ve inferred the underlying order.

    What’s fascinating is how many species succeed at this task. Monkeys, rats, pigeons – even fish and wasps – have all demonstrated transitive inference in one form or another.

    The twist: Not all tasks are easy

    But not all types of reasoning come so easily. There’s another kind of rule called transitivity that is different from transitive inference, despite the similar name. Instead of asking which picture is better, transitivity is about equivalence.

    In this task, animals are shown a set of three pictures and asked which one goes with the center image. For example, if white triangle (A1) is shown, choosing red square (B1) earns a reward, while choosing blue square (B2) does not. Later, when red square (B1) is shown, choosing white cross (C1) earns a reward while choosing white circle (C2) does not. Now comes the test: white triangle (A1) is shown with white cross (C1) and white circle (C2) as choices. If they pick white cross (C1), then they’ve demonstrated transitivity.

    In a transitivity task, subjects learn matching rules across overlapping sets – such as A1 matches B1, B1 matches C1 – and are tested on new combinations, such as A1 with C1 or C2, to assess whether they infer the relationship between A1 and C1.

    The change may seem small, but species that succeed in those first transitive inference tasks often stumble in this task. In fact, they tend to treat the white triangle and the white cross as completely separate things, despite their common relationship with the red square. In my recently published review of research using the two tasks, I concluded that more evidence is needed to determine whether these tests tap into the same cognitive ability.

    Small differences, big consequences

    Why does the difference between transitive inference and transitivity matter? At first glance, they may seem like two versions of the same ability – logical reasoning. But when animals succeed at one and struggle with the other, it raises an important question: Are these tasks measuring the same kind of thinking?

    The apparent difference between the two tasks isn’t just a quirk of animal behavior. Psychology researchers apply these tasks to humans in order to draw conclusions about how people reason.

    For example, say you’re trying to pick a new almond milk. You know that Brand A is creamier than Brand B, and your friend told you that Brand C is even waterier than Brand B. Based on that, because you like a thicker milk, you might assume Brand A is better than Brand C, an example of transitive inference.

    But now imagine the store labels both Brand A and Brand C as “barista blends.” Even without tasting them, you might treat them as functionally equivalent, because they belong to the same category. That’s more like transitivity, where items are grouped based on shared relationships. In this case, “barista blend” signals the brands share similar quality.

    Researchers often treat these types of reasoning as measuring the same ability. But if they rely on different mental processes, they might not be interchangeable. In other words, the way scientists ask their questions may shape the answer – and that has big implications for how they interpret success in animals and in people.

    This difference could affect how researchers interpret decision-making not only in the lab, but also in everyday choices and in clinical settings. Tasks like these are sometimes used in research on autism, brain injury or age-related cognitive decline.

    If two tasks look similar on the surface, then choosing the wrong one might lead to inaccurate conclusions about someone’s cognitive abilities. That’s why ongoing work in my lab is exploring whether the same distinction between these logical processes holds true for people.

    Just like a March Madness bracket doesn’t always predict the winner, a reasoning task doesn’t always show how someone got to the right answer. That’s the puzzle researchers are still working on – figuring out whether different tasks really tap into the same kind of thinking or just look like they do. It’s what keeps scientists like me in the lab, asking questions, running experiments and trying to understand what it really means to reason – no matter who’s doing the thinking.

  • MIL-OSI: Nutanix Study Finds Adoption of GenAI and Containers in the Healthcare Sector Has Accelerated, But IT Infrastructure Modernization to Support it Lags Behind

    SAN JOSE, Calif., July 01, 2025 (GLOBE NEWSWIRE) — Nutanix (NASDAQ: NTNX), a leader in hybrid multicloud computing, announced the findings of its seventh annual global Healthcare Enterprise Cloud Index (ECI) survey and research report, which measures enterprise progress with cloud adoption in the industry. The research showed that 99% of healthcare organizations surveyed are currently leveraging GenAI applications or workloads today, more than any other industry. This includes a mix of applications from AI-powered chatbots to code co-pilots and clinical development automation. However, the overwhelming majority (96%) share that their current data security and governance measures are insufficient to fully support GenAI at scale.

    “In healthcare, every decision we make has a direct impact on patient outcomes – including how we evolve our technology stack,” said Jon Edwards, Director IS Infrastructure Engineering at Legacy Health. “We took a close look at how to integrate GenAI responsibly, and that meant investing in infrastructure that supports long-term innovation without compromising on data privacy or security. We’re committed to modernizing our systems to deliver better care, drive efficiency, and uphold the trust that patients place in us.”

    This year’s report revealed that healthcare leaders are adopting GenAI at record rates while concerns remain. The number one issue flagged by healthcare leaders is the ability to integrate it with existing IT infrastructure (79%) followed closely by the fact that healthcare data silos still exist (65%), and development challenges with cloud native applications and containers (59%) are persistent.

    “While healthcare has typically been slower to adopt new technologies, we’ve seen a significant uptick in the adoption of GenAI, much of this likely due to the ease of access to GenAI applications and tools,” said Scott Ragsdale, Senior Director, Sales – Healthcare & SLED at Nutanix. “Even with such large adoption rates by organizations, there continue to be concerns given the importance of protecting healthcare data. Although all organizations surveyed are using GenAI in some capacity, we’ll likely see more widespread adoption within those organizations as concerns around privacy and security are resolved.”

    Healthcare survey respondents were asked about GenAI adoptions and trends, Kubernetes and containers, how they’re running business and mission critical applications today, and where they plan to run them in the future. Key findings from this year’s report include:

    • GenAI solution adoption and deployment across healthcare will necessitate a more comprehensive approach to data security. Healthcare respondents indicate a significant amount of work needs to be done to improve the foundational levels of data security/governance required to support GenAI solution implementation and success. The No. 1 challenge faced by healthcare organizations when it comes to leveraging or expanding utilization of GenAI is privacy and security concerns of using large language models (LLMs) with sensitive company data. Furthermore, 96% of healthcare respondents agree that their organization could be doing more to secure their GenAI models and applications. Improving data security and governance at the scale needed to support emerging GenAI workloads will be a long-term challenge and priority for many healthcare organizations.
    • Prioritize infrastructure modernization to support GenAI at scale across healthcare organizations. Running modern applications at enterprise scale requires infrastructure solutions that can support the necessary requirements for complex data security, data integrity and resilience. Unfortunately, 99% of healthcare respondents admit they face challenges when scaling GenAI workloads from development to production – with the No. 1 issue being integration with existing IT infrastructure. For this reason, we believe it is imperative that healthcare IT decision-makers prioritize infrastructure investments and modernization as a key enabling component of GenAI initiatives.
    • GenAI solution adoption in the healthcare sector continues at a rapid pace, but there are still challenges to overcome. When it comes to GenAI adoption, healthcare metrics are excellent, with 99% of industry respondents saying their organization is leveraging GenAI applications/workloads today. Most healthcare organizations believe GenAI solutions will help improve levels of productivity, automation, and efficiency.
    • Meanwhile, real-world GenAI use cases across healthcare segments gravitate towards GenAI-based customer support and experience solutions (e.g., chatbots), and code generation and code co-pilots. However, healthcare organizations also note a range of challenges and potential hindrances regarding GenAI solution development and deployment, including patient data security and privacy, scalability, and complexity.
    • Application containerization and Kubernetes® deployments are expanding across the healthcare industry. Container-based infrastructure and application development has the potential to allow organizations to deliver seamless, secure access to patient and business data across hybrid and multicloud environments. Application containerization is pervasive across industry sectors and is set to expand in adoption across healthcare as well, with 99% of industry respondents saying their organization is at least in the process of containerizing applications.This trend may be driven by the fact that 92% of healthcare respondents agree their organization benefits from adopting cloud native applications/containers. These findings suggest that the majority of IT decision-makers in healthcare will be considering how containerization fits into expansion strategies for new and existing workloads.

In the Fall of 2024, U.K. researcher Vanson Bourne surveyed 1,500 IT and DevOps/Platform Engineering decision-makers around the world.     Secretary of State for Science, Innovation, and Technology, Peter Kyle, delivered a speech at the CityWeek 2025 on Tuesday 1 July 2025.

    Last week, I represented the British government on a trip to Singapore.

    I was there to celebrate 60 years of partnership between our 2 countries.

    And drum up investment into British technology.

    It was my first time in Singapore.

    And it struck me that it’s a place that has mastered the art of reinvention.

    From traditional fishing village to global financial centre.

    Small trading post to one of the most competitive economies in the world.

    An economy that, like ours, knows that the key to staying competitive is being squarely focussed on the future.

    It’s a similar idea that brings us together today.

    Because this is a sector that’s also defined by an ability to reinvent itself.

    Where centuries-old banks have had to rip up the playbook.

    To compete with nimble, digital-first firms.

    And where new technologies have made the way you work unrecognisable from how it once was.

    One of my first proper jobs was in a finance team.

    It was 1989, and I worked in the purchase ledger at The Body Shop – a hero of the British high street at the time.

    I matched goods that came in with invoices.

    And inputted all of that into an arcane mainframe computer.

    I’m sure quite a few of you will remember those days.

    And the change after change you’ve seen your institutions through since.

    Because before PIN codes, there was paper.

    Before blockchain, there were books of accounts that landed with a thud on the desk.

    Before cashless, there was ‘Cashier number 3 please’.

    These are changes that financial services firms have not just weathered, but pioneered.

    To keep this sector as the engine of economic growth it truly is.

    And to keep creating products that improve the lives of working people.

    Over the past few years, another change has rippled through the sector:

    AI has reshaped what’s possible.

    And there’s not a sector of our economy it will leave untouched.

    There’s a simple difference between this change and those that came before:

    Sheer speed.

    In past waves of transformation, industry and the state alike could afford to dip a toe in.

    To spend a few years seeing how the water feels.

    This time, we need to jump.

    Since joining government, I’ve been clear that the UK will not be swept along as others lead the AI revolution.

    We’ll shape that revolution here.

    6 months ago, we launched the AI Opportunities Action Plan.

    Setting out how the UK will seize the massive potential for economic growth that AI offers us.

    Growth that’s at the heart of our Plan for Change.

    Since that launch, we’ve opened up applications for areas in the UK to become AI Growth Zones – hotspots of AI infrastructure and investment.

    And had over 200 responses.

    The full weight of government is behind the plan.

    With the Chancellor announcing £2 billion to deliver it, as part of the Spending Review.

    And a Modern Industrial Strategy that doubles down on our commitment to AI

    …as one of the 6 frontier technologies our digital and tech sector plan focusses on.

    Crucial to that plan is adoption.

    Because talking about the power of AI to grow the economy is all well and good.

    But unless companies use it, that growth only exists in theory.

    Not in practice.

    Financial services is at the front of the pack here.

    Around 3 quarters of firms surveyed by the Bank of England the Financial Conduct Authority (FCA) already use AI.

    That’s the 3rd highest rate of adoption across the economy.

    That doesn’t surprise me in the slightest.

    The UK led the world in open banking.

    We led the world in near-instant digital payments.

    And our reputation in fintech is second-to-none.

    The most valuable private tech company in Europe is Revolut, a British fintech.

    Our fintech crown is one I’m infinitely proud of.

    If we’re to hold on to it, you need a government that continues to back you.

    That doesn’t just call for you to keep exploring new technologies.

    But actively enables you to do it.

    When I talk to firms about adoption, they tell me about 2 barriers more than any other.

    A lack of skills.

    And finding their way through a web of complex regulation.

    On skills, we’re partnering with 11 major tech companies to train 7.5 million workers in the UK with essential AI skills by the end of this decade.

    So that a lack of expertise will never put a ceiling on what you can do.

    Regulation shouldn’t be that ceiling, either.

    In her Mansion House speech last year, the Chancellor set out a vision:

    For a regulatory environment that cares about managing the burden we put on businesses.

    Since then, she’s launched a radical action plan on regulation to kickstart growth.

  • MIL-OSI Global: Invasive carp threaten the Great Lakes − and reveal a surprising twist in national politics

    In his second term, President Donald Trump has not taken many actions that draw near-universal praise from across the political spectrum. But there is at least one of these political anomalies, and it illustrates the broad appeal of environmental protection and conservation projects – particularly when it concerns an ecosystem of vital importance to millions of Americans.

    In May 2025, Trump issued a presidential memorandum supporting the construction of a physical barrier that is key to keeping invasive carp out of the Great Lakes. These fish have made their way up the Mississippi River system and could have dire ecological consequences if they enter the Great Lakes.

    It was not a given that Trump would back this project, which had long been supported by environmental and conservation organizations. But two very different strategies from two Democratic governors – both potential presidential candidates in 2028 – reflected the importance of the Great Lakes to America.

    As a water policy and politics scholar focused on the Great Lakes, I see this development not only as an environmental and conservation milestone, but also a potential pathway for more political unity in the U.S.

    A feared invasion

    Perhaps nothing alarms Great Lakes ecologists more than the potential for invasive carp from Asia to establish a breeding population in the Great Lakes. These fish were intentionally introduced in the U.S. Southeast by private fish farm and wastewater treatment operators as a means to control algae in aquaculture and sewage treatment ponds. Sometime in the 1990s, the fish escaped from those ponds and moved rapidly up the Mississippi River system, including into the Illinois River, which connects to the Great Lakes.

    Sometimes said to “breed like mosquitoes and eat like hogs,” these fish can consume up to 40% of their body weight each day, outcompeting many native species and literally sucking up other species and food sources.

    Studies of Lake Erie, for example, predict that if the carp enter and thrive, they could make up approximately one-third of the fish biomass of the entire lake within 20 years, replacing popular sportfishing species such as walleye and other ecologically and economically important species.

    Invasive carp are generally not eaten in the U.S. and are not desirable for sportfishing. In fact, silver carp have a propensity to jump up to 10 feet out of the water when startled by a boat motor. That can make parts of the Illinois River, which is packed with the invasive fish, almost impossible to fish or even maneuver a boat.

    The Brandon Road Lock and Dam solution

    Originally, the Great Lakes and the Mississippi River were not connected to each other. But in 1900, the city of Chicago connected them to avoid sending its sewage into Lake Michigan, from which the city draws its drinking water.

    The most complete way to block the carp from invading the Great Lakes would be to undo that connection – but that would recreate sewage and flooding issues for Chicago, or require other expensive infrastructure upgrades. The more practical, short-term alternative is to modify the historic Brandon Road Lock and Dam in Joliet, Illinois, by adding several obstacles that together would block the carp from swimming farther upriver toward the Great Lakes.

    The barrier, estimated to cost US$1.15 billion, was authorized by Congress in 2020 and 2022 after many years of intense planning and negotiations. For the first phase of construction, the project received $226 million in federal money from the Bipartisan Infrastructure Law to complement $114 million in state funding – $64 million from Michigan and $50 million from Illinois.

    On the first day of Trump’s second term, however, he paused a wide swath of federal funding, including funding from the Bipartisan Infrastructure Law. And that’s when two different political strategies emerged.

    Pritzker vs. Whitmer vs. Trump

    Illinois, a state that has voted for the Democratic candidate in every presidential election since 1992, has the most financially at stake in the Brandon Road project because the project requires the state to acquire land and operate the barrier. When Trump issued his order, Illinois Gov. JB Pritzker, a Democrat, postponed the purchase of a key piece of land, blaming the “Trump Administration’s lack of clarity and commitment” to the project. Pritzker essentially dared Trump to be the reason for the collapse of the Great Lakes ecosystem and fisheries.

    Another Democrat, Gov. Gretchen Whitmer of Michigan, a swing state with the most at stake economically and ecologically if these carp species enter the Great Lakes, took a very different approach. She went to the White House to talk with Trump about invasive carp and other issues. She defended her nonconfrontational approach to critics, though she also hid her face from cameras when Trump surprised her with an Oval Office press conference. When Trump visited Michigan, she stood beside him as they praised each other.

    When Trump released the federal funding in early May, Pritzker kept up his adversarial language, saying he was “glad that the Trump administration heard our calls … and decided to finally meet their obligation.” Whitmer stayed more conciliatory, calling the funding decision a “huge win that will protect our Great Lakes and secure our economy.” She said she was “grateful to the president for his commitment.”

    Why unity on carp?

    Whether coordinated or not, the net result of Pritzker’s and Whitmer’s actions drew praise from both sides of the aisle but was little noticed nationally.

    Trump’s support for the project was a rare moment of political unity and an extremely unusual example of leading Democrats being on the same page as Trump. I attribute this surprising outcome to two key factors.

    First, the Great Lakes region holds disproportionate power in presidential elections. Michigan, Wisconsin and Pennsylvania have backed the eventual winner in every presidential race for the past 20 years. This swing state power has been used by advocates and state political leaders to drive funding for Great Lakes protection for many years.

    Second, Great Lakes are the uniting force in the region. According to polling from the International Joint Commission, the binational body charged with overseeing waterways that cross the U.S.-Canada border, there is “nearly unanimous support (96%) for the importance of government investment in Great Lakes protections” from residents of the region.

    There aren’t any other issues with such high voter resonance, so politicians want to be sure Great Lakes voters are happy. For example, Vice President JD Vance has been particularly vocal about the Great Lakes. And Great Lakes restoration funding was one of the few things in the presidential budget that Democrats and Republicans agreed on.

    Both Pritzker and Whitmer likely had state-based and national motivations in mind and big aspirations at stake.

    Their combined effort has put the project back on track: As of May 12, 2025, Pritzker authorized Illinois to sign the land-purchase agreement he had paused back in February.

    And perhaps the governors have identified a new area for unity in a divided United States: Conservation and environmental issues have broad public support, particularly when they involve iconic natural resources, shared values and popular outdoor pursuits such as fishing and boating. Even when political strategies diverge, the results can bring bipartisan satisfaction.

  • MIL-OSI Global: Why the US bombed a bunch of metal tubes − a nuclear engineer explains the importance of centrifuges to Iranian efforts to build nuclear weapons

    When U.S. forces attacked Iran’s nuclear facilities on June 21, 2025, the main target was metal tubes in laboratories deep underground. The tubes are centrifuges that produce highly enriched uranium needed to build nuclear weapons.

    Inside of a centrifuge, a rotor spins in the range of 50,000 to 100,000 revolutions per minute, 10 times faster than a Corvette engine’s crankshaft. High speeds are needed to separate lighter uranium-235 from heavier uranium-238 for further collection and processing. Producing this level of force means the rotor itself must be well balanced and strong and rely on high-speed magnetic bearings to reduce friction.

    Over the years, Iran has produced thousands of centrifuges. They work together to enrich uranium to dangerous levels – close to weapons-grade uranium. Most of them are deployed in three enrichment sites: Natanz, the country’s main enrichment facility, Fordow and Isfahan. Inside of these facilities, the centrifuges are arranged into cascades – series of machines connected to each other. This way, each machine yields slightly more enriched uranium, feeding the gas produced into its neighbor to maximize production efficiency.

    As a nuclear engineer who works on nuclear nonproliferation, I track centrifuge technology, including the Iranian enrichment facilities targeted by the U.S. and Israel. A typical cascade deployed in Iran is composed of 164 centrifuges, working in series to produce enriched uranium. The Natanz facility was designed to hold over 50,000 centrifuges.

    Iran’s early intentions to field centrifuges on a very large scale were clear. At the peak of the program in the early 2010s it deployed over 19,000 units. Iran later scaled down the number of its centrifuges in part due to international agreements such as the since scrapped Joint Comprehensive Plan of Action signed in 2015.

    Legacy of enrichment

    Iran has a long history of enriching uranium.

    In the late 1990s, it acquired a Pakistani centrifuge design known as P-1. The blueprints and some components were supplied via the A.Q. Khan black market network – the mastermind of the Pakistani program and a serious source of nuclear proliferation globally. Today, the P-1 design is known as IR-1. IR-1 centrifuges use aluminum and a high-strength alloy, known as maraging steel.

    About one-third of the centrifuges that were deployed at the sites of the recent strike on June 21 are IR-1. Each one produces on the order of 0.8 separative work units, which is the unit for measuring the amount of energy and effort needed to separate uranium-235 molecules from the rest of the uranium gas. To put this in perspective, one centrifuge would yield about 0.2 ounces (6 grams) of 60%-enriched uranium-235 per year.

    A typical uranium-based weapon requires 55 pounds (25 kilograms) of 90%-enriched uranium. To get to weapons-grade level, a single centrifuge would produce only 0.14 ounces (4 grams) per year. It requires more work to go higher in enrichment. While capable of doing the job, the IR-1 is quite inefficient.

    More and better centrifuges

    Small yields mean that over 6,000 centrifuges would need to work together for a year to get enough material for one weapon such as a nuclear warhead. Or the efficiency of the centrifuges would have to be improved. Iran did both.

    Before the strike by U.S. forces, Iran was operating close to 7,000 IR-1 centrifuges. In addition, Iran designed, built and operated more efficient centrifuges such as the IR-2m, IR-4 and IR-6 designs. Comparing the IR-1 with the latest designs is like comparing a golf cart with the latest electric vehicles in terms of range and payload.

    Iran’s latest centrifuge designs contain carbon fiber composites with exceptional strength and durability and low weight. This is a recipe for producing light and compact centrifuges that are easier to conceal from inspections. According to the international nuclear watchdog International Atomic Energy Agency, before the strike Iran was operating 6,500 IR-2m centrifuges, close to 4,000 IR-4 centrifuges and over 3,000 IR-6 centrifuges.

    With each new generation, the separative work unit efficiency increased significantly. IR-6 centrifuges, with their carbon fiber rotors, can achieve up to 10 separative work units per year. That’s about 2.8 ounces (80 grams) of 60%-enriched uranium-235 per year. The International Atomic Energy Agency verified that the IR-6 cascades have been actively used to ramp up production of 60%-enriched uranium.

    The most recent and advanced centrifuges developed by Iran, known as IR-9, can achieve 50 separative work units per year. This cuts down the time needed to produce highly enriched uranium for weapon purposes from months to weeks. The other aspect of IR-9 advanced centrifuges is their compactness. They are easier to conceal from inspections or move underground, and they require less energy to operate.

    Advanced centrifuges such as the IR-9 drive up the risk of nuclear weapons proliferation significantly. Fortunately, the International Atomic Energy Agency reports that only one exists in testing laboratories, and there is no evidence Iran has deployed them widely. However, it’s possible more are concealed.

    Bombs or talks?

    Uranium enrichment of 60% is far beyond the needs of any civilian use. The International Atomic Energy Agency confirmed that Iran stockpiled about 880 pounds (400 kilograms) of highly enriched uranium before the attack, and it might have escaped intact. That’s enough to make 10 weapons. The newer centrifuges – IR-2m, IR-4 and IR-6 – would need a bit over eight months to produce that much.

    It’s not clear what the U.S. attack has accomplished, but destroying the facilities targeted in the attack and hindering Iran’s ability to continue enriching uranium might be a way to slow Iran’s move toward producing nuclear weapons. However, based on my work and research on preventing nuclear proliferation, I believe a more reliable means of preventing Iran from achieving its nuclear aims would be for diplomacy and cooperation to prevail.

    India and Pakistan on Tuesday exchanged the lists of civilian prisoners and fishermen held in each other’s custody, as part of a practice under the bilateral Agreement on Consular Access signed in 2008. The lists were exchanged simultaneously through diplomatic channels in New Delhi and Islamabad. The agreement mandates the exchange of such lists twice a year — on January 1 and July 1.

    According to the Ministry of External Affairs (MEA), India handed over a list of 382 civilian prisoners and 81 fishermen who are either Pakistani nationals or believed to be Pakistani. In return, Pakistan provided details of 53 civilian prisoners and 193 fishermen who are Indian or believed to be Indian nationals.

    The MEA said that the government has pressed for the early release and repatriation of all Indian civilian prisoners, fishermen along with their boats, and missing defence personnel believed to be in Pakistan’s custody. New Delhi has asked Islamabad to expedite the release of 159 Indian prisoners and fishermen who have already completed their sentences and to grant immediate consular access to 26 individuals in Pakistan’s custody who are believed to be Indian but have not yet been provided consular access.

    In its statement, the government said it remains committed to addressing all humanitarian matters on priority, including issues related to prisoners and fishermen detained in each other’s country. India has urged Pakistan to speed up the nationality verification process for 80 prisoners and fishermen lodged in Indian jails, whose repatriation is pending due to the lack of confirmation of their citizenship.

    Since 2014, sustained diplomatic efforts have resulted in the repatriation of 2,661 Indian fishermen and 71 civilian prisoners from Pakistan. This figure includes 500 fishermen and 13 civilian prisoners who have returned to India since 2023.

    The African Union (AU), through its Inter-African Bureau for Animal Resources (AU-IBAR), delivered a significant presentation on the continental policy direction for fisheries and aquaculture at a side event during the World Aquaculture Society (WAS) Conference held in Entebbe/Kampala, Uganda, from June 24 to 27, 2025. The presentation, led by Simon Owani Olok, Senior Policy Officer for Fisheries and Aquaculture at AU-IBAR, highlighted the essential role that fisheries and aquaculture play in the lives of over 10 million Africans, most of whom are among the rural poor. 

    These sectors are crucial for ensuring food security, improving nutrition, and enhancing the livelihoods of individuals. However, they are currently under severe threat due to weak and uncoordinated institutions, ineffective governance, and policies that have led to the over-exploitation of commercially important fish stocks. This has limited the sector’s sustainability and reduced its contribution to food security, poverty alleviation, and wealth creation. Despite the rapid growth of aquaculture in Africa, the sector faces numerous challenges that must be addressed for it to fill the gap left by declining capture fisheries effectively.

    Recognizing the urgent need for reform, the AU has made several high-level political commitments to restore fisheries to their maximum sustainable yields and to promote the sustainable development of aquaculture. Notable among these are the commitments made at the 2015 World Summit on Sustainable Development, the Abuja Declarations of 2014, and resolutions from the Conference of African Ministers of Fisheries and Aquaculture. These initiatives led to the development of the Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), which serves as the continent’s blueprint for the sustainable development of the fisheries and aquaculture sector. The PFRS aims to realise the full potential of the aquaculture sector to generate wealth, provide social benefits, and contribute to Africa’s economic development through market-led, sustainable strategies. Implementation is guided by a continental 10-year plan of action, which aligns with the Comprehensive Africa Agricultural Development Programme (CAADP) and key political declarations.

    The AU’s approach to reform has involved increasing awareness among policymakers about the actual value of fish resources, creating an enabling environment for investment, and developing practical strategies to unlock the sector’s socio-economic potential. The PFRS was endorsed by African Union Heads of State and Government in Malabo, Equatorial Guinea, in 2014, and provides a structured guide for national and regional policy coherence. Its main objectives include sustainable management, increased productivity and profitability, wealth generation, improved social welfare, enhanced nutrition and food security, and strengthened regional collaboration.

    Several key milestones have been achieved since the introduction of the PFRS. The African Fisheries Reform Mechanism (AFRM) was established as the delivery mechanism for reforms, and platforms such as the African Platform of Regional Institutions for Fisheries, Aquaculture and Aquatic Systems (APRIFAS) and the Policy Research Network for Fisheries and Aquaculture in Africa (PRNFAA) were created. A pan-African strategy for data collection and dissemination was developed, and research networks were established to support evidence-based policy. Sixteen AU Member States have fully aligned their fisheries and aquaculture policies with the PFRS, and support continues for others to do the same.

    The responsibility for implementing the PFRS lies primarily with Member States. Ministries, departments, and agencies responsible for the sector are expected to regulate, promote, and coordinate reforms through broad stakeholder engagement. They are also tasked with integrating fisheries and aquaculture into national development plans, mobilizing resources, investing in capacity development, and fostering both vertical and horizontal partnerships. National priorities should be continually reviewed to address emerging issues, and progress should be reported to AU-IBAR and AUDA-NEPAD.

    The AU remains committed to providing leadership and technical support to ensure that fisheries and aquaculture become central pillars of Africa’s economic transformation.     The Sevilla Commitment is a global promise to fix how the world supports countries as they climb the development ladder.
     
    I see three areas of action.
     
    First — we must get resources flowing. Fast.  
     
    Countries must lead by mobilizing domestic resources and investing in areas of greatest impact: schools, health care, social protection, decent work, and renewable energy.
     
    Unlocking these investments requires strengthening tax systems, and tackling illicit financial flows and tax evasion.
     
    And helping developing countries dedicate a greater share of their tax revenues to the systems people need.
     
    The Sevilla Commitment’s call on developed countries to double their aid dedicated to domestic resource mobilization to support this.
     
    Multilateral and national development banks must unite to finance major investments. 
     
    This includes tripling the lending capacity of Multilateral Development Banks — and rechanneling Special Drawing Rights that can unlock lending capacity and help developing countries boost investment.
     
    We also need innovative funding solutions to unlock private capital.
     
    Solutions that mitigate currency risks;
     
    That combine public and private finance more effectively, and ensure the risks and rewards of development projects are shared by both the public and the private sectors; 
     
    And that ensure financial regulations assess risk appropriately and support investments in frontier markets.
     
    Second — we must fix the global debt system which is unsustainable, unfair and unaffordable.
     
    With annual debt service at $1.4 trillion, countries need — and deserve — a system that lowers borrowing costs, enables fair and timely debt-restructuring, and prevents debt crises in the first place.
     
    The Sevilla Commitment lays the groundwork:  
     
    With other aspects, by also creating a single debt registry for transparency, and promoting responsible lending and borrowing;
     
    By lowering the cost of capital through debt swaps and debt management support;
     
    And through debt service pauses in times of emergency.    
     
    And third — we must increase the participation of developing countries in the institutions of the global financial architecture. The present major shareholders have a role to play recognizing the importance of correcting injustices and adapting to a changing world. 

    A new borrowers forum will give voice to borrowers for fairer debt resolution and to foster transparency, shared learning and coordinated debt action.
     
    And we need a fairer global tax system shaped by all, not just by a few.

    Agradezco al Gobierno y al pueblo de España por su cálida acogida en Sevilla para esta importante conferencia.

    Durante décadas, la misión del desarrollo sostenible ha unido a países grandes y pequeños, desarrollados y en desarrollo.

    Juntos, hemos logrado avances.

    Reduciendo la pobreza y el hambre en el mundo.

    Salvando vidas con sistemas sanitarios más sólidos.

    Llevando más niños a la escuela.
            
    Ampliando las oportunidades para mujeres y niñas.

    Y fortaleciendo las redes de seguridad social.

    Pero hoy, el desarrollo y su gran impulsor – la cooperación internacional –enfrentan fortísimos vientos en contra.

    El documento del Compromiso de Sevilla es una clara promesa global de reparar la forma en que el mundo apoya a los países que suben la escalera del desarrollo.

    Veo tres esferas de acción.

    En primer lugar, tenemos que hacer fluir los recursos. Rápido.

    Los países deben dirigir el proceso movilizando recursos nacionales e invirtiendo en las esferas de mayor impacto: escuelas, atención sanitaria, protección social, trabajo decente y energía renovable.

    Para favorecer estas inversiones es necesario reforzar los sistemas tributarios y combatir los flujos financieros ilícitos y la evasión fiscal.

    Y ayudar a los países en desarrollo a que puedan dedicar una mayor parte de sus ingresos tributarios a los sistemas que necesitan las personas.

    El llamamiento del Compromiso de Sevilla a los países desarrollados para que dupliquen la ayuda dedicada a la movilización de recursos nacionales para servir de apoyo.

    Los bancos multilaterales y nacionales de desarrollo deben unirse para financiar grandes inversiones. 

    Para ello, hay que triplicar la capacidad de préstamo de los bancos multilaterales de desarrollo y reorientar los derechos especiales de giro para aumentar la capacidad de préstamo y ayudar a los países en desarrollo a impulsar la inversión.

    También necesitamos soluciones de financiación innovadora para facilitar el capital privado: 

    Que mitiguen los riesgos cambiarios;

    Que combinen más eficazmente la financiación pública y privada, y garanticen que los riesgos y las recompensas de los proyectos de desarrollo sean compartidos por el sector público y el sector privado; 

    Y que garanticen que la reglamentación financiera evalúa los riesgos adecuadamente y apoya las inversiones en mercados frontera.

    En segundo lugar, debemos reparar el sistema mundial de la deuda, que es insostenible, injusto e inasequible.

    Con un servicio de la deuda que asciende a 1,4 billones de dólares al año, los países necesitan — y merecen — un sistema que abarate el costo del endeudamiento, facilite la reestructuración justa y oportuna de la deuda, y prevenga las crisis de deuda en primer lugar.

    El Compromiso de Sevilla sienta las bases:  

    Con otros factores, creando también un registro único de la deuda en aras de la transparencia, y promoviendo prácticas responsables de préstamo y endeudamiento;

    Reduciendo el costo del capital mediante canjes de deuda y el apoyo a la gestión de la deuda;

    Y suspendiendo el servicio de la deuda en épocas de emergencia.    

    Y en tercer lugar debemos incrementar la participación de los países en desarrollo en las instituciones de la arquitectura financiera global. Los principales accionistas tienen un papel que desempeñar al reconocer la importancia de corregir las injusticias y adaptarse a un mundo cambiante.

    Las partes principales deben apoyar reformas que les den una voz más potente.

    Un foro de prestatarios puede fomentar el aprendizaje común y la acción coordinada en materia de deuda. 

    Un nuevo foro de prestatarios dará voz a los prestatarios para una resolución de la deuda más justa y puede fomentar el aprendizaje compartido y la acción coordinada en materia de deuda.

    Your Majesties,

    Excellencies, ladies and gentlemen,

    I thank the Government and people of Spain for welcoming us to Sevilla for this important conference.

    For decades, the mission of sustainable development has united countries large and small, developed and developing.

    Together, we achieved progress.

    Reducing global poverty and hunger.

    Saving lives with stronger health care systems.

    Getting more children into school.
                                        
    Expanding opportunities for women and girls.

    And strengthening social safety nets.

    But today, development and its great enabler — international cooperation — are facing massive headwinds.

    We are living in a world where trust is fraying and multilateralism is strained.

    A world with a slowing economy, rising trade tensions, and decimated aid budgets.

    A world shaken by inequalities, climate chaos and raging conflicts. 

    The link between peace and development is clear.

    Nine of the ten countries with the lowest Human Development Indicators are currently in a state of conflict. 

    Excellencies,

    Financing is the engine of development.

    And right now, this engine is sputtering.

    As we meet, the 2030 Agenda for Sustainable Development — our global promise to transform our world for a better, fairer future — is in danger.

    Two-thirds of the Sustainable Development Goals targets are lagging.

    Achieving them requires an investment of more than $4 trillion a year.

    But this is not just a crisis of numbers. 

    It’s a crisis of people.

    Of families going hungry.

    Of children going unvaccinated.

    Of girls forced to drop out of school.

    We are here in Sevilla to change course.

    Pour y remédier, il faudrait investir plus de 4 000 milliards de dollars par an.

    L’Engagement de Séville est une promesse qui cherche à changer la façon dont le monde aide les pays à gravir les échelons du développement.

    Pour moi, il faut agir sur trois fronts.

    Premièrement, nous devons dégager des ressources, sans attendre.

    Les pays doivent prendre les choses en main et mobiliser les ressources nationales pour les injecter dans les domaines qui ont le plus d’impact : l’éducation, la santé, la protection sociale, le travail décent et les énergies renouvelables.

    Pour débloquer ces investissements, il faut renforcer les régimes fiscaux et lutter contre les flux financiers illicites et la fraude fiscale.

    Il faut aider les pays en développement à consacrer une plus grande part de leurs recettes fiscales aux systèmes dont les populations ont besoin.

    À cette fin, un appel est lancé dans l’Engagement de Séville pour que les pays développés multiplient par deux l’aide qu’ils consacrent à la mobilisation des ressources nationales.

    Les banques de développement multilatérales et nationales doivent unir leurs forces pour financer les grands projets d’investissement.

    Il s’agit notamment de tripler la capacité de prêt des banques multilatérales de développement et de réaffecter les droits de tirage spéciaux qui peuvent débloquer la capacité de prêt et aider les pays en développement à stimuler l’investissement.

    Il nous faut, en outre, des modes de financement novateurs pour débloquer les capitaux privés.

    Des solutions qui atténuent les risques de change.

    Des solutions qui combinent plus efficacement les financements publics et privés et garantissent que les risques et les avantages des projets de développement se répartissent entre les secteurs public et privé.

    Des solutions qui garantissent que les réglementations financières évaluent correctement les risques et appuient l’investissement dans les marchés frontières.

    Deuxièmement, nous devons repenser le système mondial de la dette, qui est insoutenable et injuste, et qui coûte trop cher

    Une nouvelle tribune permettra aux emprunteurs de défendre un règlement plus équitable de la dette et pourra favoriser la transparence, l’apprentissage en commun et une action coordonnée en matière de dette.

    Enfin, il nous faut un système fiscal mondial plus équitable, pensé par tous et pas seulement par une minorité.

  • MIL-OSI Submissions: ‘Making decisions closer to the wharf’ can ensure the sustainability of Canada’s fisheries and oceans

    During the federal election campaign, Canadian Prime Minister Mark Carney announced that if elected, he would look into restructuring Fisheries and Oceans Canada (DFO). Carney stated that he understood the importance of DFO and of “making decisions closer to the wharf.”

    Carney’s statement was made in response to protesting fish harvesters in Newfoundland and Labrador who decried recent DFO decision-making for multiple fisheries, including Northern cod and snow crab.

    Although addressing industry concerns is important, any change to DFO decision-making must serve the broader public interest, which includes commitments to reconciliation and conserving biodiversity.

    Major reforms could fundamentally reshape fisheries science and management in Canada, yet most Canadians are unaware of how DFO’s science-management process works, or why change might be needed.

    The DFO’s dual mandate

    DFO has long been criticized for its dual mandate, which involves both supporting economic growth and conserving the environment.

    For organizations like DFO to be trusted by the public, they need to produce information and policies that are credible, relevant and legitimate.

    However, DFO’s dual mandates have been viewed as antithetical and have at the least created a perceived conflict of interest. The issue at stake is how science advice from DFO can be considered independent, if it is also supposed to serve commercial interests.

    One solution to this problem would be to shift control over the economic viability of fisheries to provinces. This is not a radical idea by any means, as most of the economic value of the fishery arises after fish are brought to harbour.

    For example, licences to process groundfish like cod, haddock and halibut —which Nova Scotia has just announced will be opened for new entrants following decades of a moratorium — as well as policies governing the purchase of seafood already fall to provinces.

    In 2024, all 13 ministers from the Canadian Council of Fisheries and Aquaculture Ministers indicated a desire for “joint management” between provinces and DFO.

    This was driven driven by a concern that the department has not focused enough on provincial and territorial fisheries issues. This shouldn’t be seen as a criticism of DFO, but rather an opportunity to embrace differentiated responsibility.

    DFO could maintain regulatory control for fisheries, like enforcing the Fisheries Act, defining licence conditions and performing long-term monitoring and assessments. As included in the modernized Fisheries Act, it could still consider the social and economic objectives in decision-making.

    Regional decision-making

    DFO is structured into regions with their own science and management branches, but many decisions end up being made by staff at DFO headquarters in Ottawa. In addition, the federal fisheries minister retains ministerial discretion for almost every decision, something that has been criticized as being inequitable.

    During an interview with researchers looking into fisheries management policy, a regional manager stated that they no longer make decisions:

    “Because of…risk aversion, much more of the decision-making has now been bumped up to higher levels. So I like to facetiously state that I am no longer a manager, I am a recommender.”

    Centralized decision-making can limit communication between regional scientists and managers and federal government policymakers.

    This communication gap can make it difficult for managers to use the latest science and adjust policies quickly and it can also lead to recommended policies that are challenging to implement at the local level.

    Handing management decision-making power to regional fisheries managers could therefore benefit science and policy, and contribute to decisions that are deemed more equitable by those impacted.

    Other countries use a regional management approach. In the United States, marine fisheries are managed by eight regional fishery management councils that use scientific advice from the National Marine Fisheries Service. Although not without their flaws, the successful rebuilding of overfished stocks in the U.S. has been attributed, in part, to the regional council system.

    Governance systems that have multiple but connected centres of decision-making are generally expected to be more participatory, flexible to respond to changes and have improved spatial fit between knowledge and policy actions.

    This type of approach could shift the focus of Ottawa-based managers and the fisheries minister to ensuring national consistency.

    Local stakeholder involvement

    Canada’s current methods for inclusion of social and economic considerations are limited and have produced scientific advice that is not fully separable from rights holder and stakeholder input.

    Most of DFO’s scientific peer-review process is focused on ecological science conducted by DFO scientists. The peer-review process often also involves rights holders and stakeholders. While Indigenous rights holders and community stakeholders may not be trained in the presented analyses, they often contribute to these meetings by describing their knowledge and experiences.

    However, because the meetings are focused on DFO ecological science, they are not designed to formally consider stakeholder and rights holder knowledge. This can lead to two key issues. First, it may blur the line between peer-reviewed science and rights holder and stakeholder input, reducing the credibility of the scientific advice.

    Second, the valuable information provided by rights holders and stakeholders may be overlooked since it is not shared in a setting designed to incorporate it.

    The lack of review of alternative Indigenous knowledge sources and social and economic science during peer-review processes inherently limits the advice that can be provided. It suggests that the government is not benefiting from the opportunity to incorporate diverse knowledge bases.

    These problems could be addressed by developing procedures through which stakeholders and rights holders contribute their local and traditional knowledge to better inform ecological and socio-economic considerations.

    By increasing the number of peer-review platforms, rights holder and stakeholder input could be reviewed similarly to ecological science. This change would likely increase the credibility, legitimacy and salience of information used to inform fishery managers.

    Regardless of how rights holders and stakeholders perspectives are included, the process should be clearly structured and documented.

    By reconsidering DFO’s mandate, decentralizing management decision-making and improving the scientific consideration of varied forms of knowledge, DFO could make decisions that are closer to the wharf.

    George Orwell had a traumatic relationship with the sea. In August 1947, while he was writing Nineteen Eighty-Four (1949) on the island of Jura in the Scottish Hebrides, he went on a fishing trip with his young son, nephew and niece.

    Having misread the tidal schedules, on the way back Orwell mistakenly piloted the boat into rough swells. He was pulled into the fringe of the Corryvreckan whirlpool off the coasts of Jura and Scarba. The boat capsized and Orwell and his relatives were thrown overboard.

    It was a close call – a fact recorded with characteristic detachment by Orwell in his diary that same evening: “On return journey today ran into the whirlpool & were all nearly drowned.” Though he seems to have taken the experience in his stride, this may have been a trauma response: detachment ensures the ability to persist after a near-death experience.

    We don’t know for sure if Nineteen Eighty-Four was influenced by the Corryvreckan incident. But it’s clear that the novel was written by a man fixated on water’s terrifying power.

    Nineteen Eighty-Four isn’t typically associated with fear of death by water. Yet it’s filled with references to sinking ships, drowning people and the dread of oceanic engulfment. Fear of drowning is a torment that social dissidents might face in Room 101, the torture chamber to which all revolutionaries are sent in the appropriately named totalitarian state of Oceania.

    An early sequence in the novel describes a helicopter attack on a ship full of refugees, who are bombed as they fall into the sea. The novel’s protagonist, Winston Smith, has a recurring nightmare in which he dreams of his long-lost mother and sister trapped “in the saloon of a sinking ship, looking up at him through the darkening water”.

    The sight of them “drowning deeper every minute” takes Winston back to a culminating moment in his childhood when he stole chocolate from his mother’s hand, possibly condemning his sister to starvation. These watery graves imply that Winston is drowning in guilt.

    The “wateriness” of Nineteen Eighty-Four may have another interesting historical source. In his essay My Country Right or Left (1940), Orwell recalls that when he had just become a teenager he read about the “atrocity stories” of the first world war.

    Orwell states in this same essay that “nothing in the whole war moved [him] so deeply as the loss of the Titanic had done a few years earlier”, in 1912. What upset Orwell most about the Titanic disaster was that in its final moments it “suddenly up-ended and sank bow foremost, so that the people clinging to the stern were lifted no less than 300 feet into the air before they plunged into the abyss”.

    Sinking ships and dying civilisations

    Orwell never forgot this image. Something similar to it appears in his novel Keep the Aspidistra Flying (1936) where the idea of a sinking passenger liner evokes the collapse of modern civilisation, just as the Titanic disaster evoked the end of Edwardian industrial confidence two decades beforehand.

    References to sinking ships and drowning people appear at key moments in many other works by Orwell, too. But did the full impact of the Titanic surface in Nineteen Eighty-Four?

    Sinking ships were part of Orwell’s descriptive toolkit. In Nineteen Eighty-Four, a novel driven by memories of unsympathetic water, they convey nightmares. Filled with references to water and liquidity, it’s one of the most aqueous novels Orwell produced, relying for many of its most shocking episodes on imagery of desperate people drowning or facing imminent death on sinking sea craft.

    The thought of trapped passengers descending into the depths survives in Winston’s traumatic memories of his mother and sister, who, in the logic of his dreams, are alive inside a sinking ship’s saloon.

    There’s no way to prove that the Nineteen Eighty-Four is “about” the Titanic disaster, but in the novel, and indeed in Orwell’s wider body of work, there are too many tantalising hints to let the matter rest.

    Thinking about fear of death by water takes us into Orwell’s terrors just as it takes us into Winston’s, allowing readers to see the frightened boy inside the adult man and, indeed, inside the author who dreamed up one of the 20th century’s most famous nightmares.

    Beyond the canon

    As soon as the news broke of the Titanic’s sinking, literary works of all shapes and sizes started to appear in tribute to the disaster and its victims. As the century went on, and as research into the tragedy developed (particularly after the ships wreckage was discovered in 1985), more nuanced literary responses to the sinking became possible.

    One such response is Beryl Bainbridge’s Whitbread-prize-winning novel Every Man for Himself (1996). It reimagines the disaster from the first-person perspective of an imaginary character, Morgan, the fictional nephew of the historically real financier J. P. Morgan (who was due to sail on the Titanic but changed plans before it sailed).

  • MIL-OSI Submissions: Plastics threaten ecosystems and human health, but evidence-based solutions are under political fire

    Negotiations toward a global, legally binding plastics treaty are set to resume this summer, with the United Nations Environment Programme announcing that the Intergovernmental Negotiating Committee on plastic pollution will reconvene in August.

    The committee was established to develop an international legally binding instrument — known as the plastics treaty — to end plastic pollution, one of the fastest-growing environmental threats.

    Globally, 40 per cent of plastics production goes into the production of single-use plastic packaging, which is the single largest source of plastic waste and is a threat to wildlife and human health. Without meaningful action, global plastic waste is projected to nearly triple by 2060, reaching an estimated 1.2 billion tonnes.

    As the world prepares for another round of talks, Canada’s own plastic problem reveals what’s at stake, and what’s possible for the future.

    Canada’s plastic problem

    Canada is no exception to the global plastic crisis. Nearly half (47 per cent) of all plastic waste in Canada comes from the food and drink sector, contributing 3,268 million tonnes annually. Canadians use 15 billion plastic bags annually and nearly 57 million straws daily, yet only nine per cent of plastics are recycled — a figure that is not expected to improve.

    Most of Canada’s plastic — except for plastic bottles made of PET (polyethylene terephthalate) — are uneconomical or difficult to recycle because of the complexity of mixed plastics used in our economy. As a result, 2.8 million tonnes of plastic waste — equivalent to the weight of 24 CN Towers — end up in landfills every year.

    This is not a trivial problem, as Ontario is projected to run out of landfill space by 2035. Plastic pollution poses growing risks to both urban and rural infrastructure.

    In addition to landfill overflow, around one per cent of Canada’s plastic waste leaks into the environment. In 2016, this was 29,000 tonnes of plastic pollution. Once in the environment, plastics disintegrate into tiny particles, called microplastics (small pieces of plastic less than five millimetres long).

    We drink those tiny microplastic particles in our tap water, and eat them in our fish dinners. Some are even making their way into farmland.

    Plastics are everywhere, including inside us

    More than 93 per cent of Canadians have expressed concerns over single-use plastics used in food packaging and have supported government bans. There is a good reason for concern over the mounting levels of plastics in the environment, in our food and in us.

    Growing evidence indicates that plastics can cause harmful health effects in humans and animals. Microplastics and smaller nanoplastics (less than one micron in length) have been found in humans, including infants and breast milk. They can cause metabolic disorders, interfere with our immune and reproductive systems and cause behavioural problems.

    These health problems may be caused by chemicals added to plastics, including single-use plastics, of which 4,200 chemicals have been identified as posing a hazard to human and ecosystem health.

    It is for these reasons that the Canadian government introduced a ban on single-use plastics in 2022 as part of a plan to reach zero plastic waste in Canada by 2030.

    The decision was based extensive public and industry consultation, as well as decades of data on plastic pollution gathered from the Great Canadian Shoreline Cleanup. This data shows the most common plastic litter items found in the environment across Canada, known as the “dirty dozen” list.

    Six of these items were included in the federal ban. Three eastern Canadian provinces had already implemented single-use plastic bag bans before the federal government, with little to no public or industry opposition. Prince Edward Island was the first Canadian province to implement a province-wide plastic bag ban in July 2019, closely followed by Newfoundland and Labrador and Nova Scotia in October 2020.

    The politics of plastic

    Despite overwhelming scientific consensus, debates around plastic pollution are becoming increasingly politicized.

    In February in the United States, President Donald Trump signed an executive order directing the U.S. government to “stop purchasing paper straws and ensure they are no longer provided within federal buildings.”

    Trump told reporters at the White House: “I don’t think plastic is going to affect a shark very much, as they’re munching their way through the ocean.” Almost 2,000 peer-reviewed studies have reported, however, that more than 4,000 species have ingested or been entangled by plastic litter.

    In Canada, plastic has also become a political flashpoint. During the recent federal election, Conservative Leader Pierre Poilievre said he would scrap the federal government’s ban on single-use plastics and bring back plastic straws and grocery bags. He argued the government’s ban was about “symbolism” rather than “science,” saying, “the Liberals’ plastics ban is not about the environment, it’s about cost and control.”

    His promise would have harmed Canadians by dismissing the overwhelming scientific evidence showing that plastics in our bodies are linked to health impacts. Legislation to ban single-use plastics can be highly effective, ranging from 33 to 96 per cent reductions in plastic waste and pollution in the environment, depending on the policy and jurisdiction.

    Canada’s single-use plastics ban is a great example of evidence-based policymaking. The latest data from the conservation group Ocean Wise shows there was a 32 per cent drop in plastic straws found on Canadian shorelines in 2024 compared to the previous year.

    Science-based policies are needed

    It is indisputable that growing plastic production is directly related to plastic pollution in the environment and in human beings. Increasing plastic pollution is a global threat to human and ecosystem health, regardless of borders and political affiliation.

    As negotiators gear up for another round of talks to finalize a Global Plastics Treaty to end plastic pollution, the need for policies that are supported by scientific evidence is more urgent than ever.

    Future generations deserve a healthy and sustainable planet. The path towards a healthy and sustainable planet requires supporting action based on scientific evidence, not misinforming people with catchy phrases and political rhetoric.
