    U.S. Representatives Debbie Dingell (D-MI) and Brian Fitzpatrick (R-PA), along with Senator Amy Klobuchar (D-MN), introduced bipartisan, bicameral legislation aimed at closing the ‘boyfriend loophole,’ which allows stalkers and abusers to access guns because they weren’t married to their victim. The Strengthening Protections for Domestic Violence and Stalking Survivors Act prevents convicted stalkers, and all former dating partners convicted of a domestic violence offense, from buying or owning firearms, regardless of when the relationship occurred. 

    “Federal law includes a ‘boyfriend loophole’ that allows abusive dating partners subject to protection orders and convicted stalkers to access firearms. This loophole is a serious danger that has cost lives and will continue to do so until we address it,” said Dingell. “I know this fear all too well. Growing up, I lived in a house with a man – my father – who should not have had access to a gun. No child, spouse, or partner should have to experience the trauma my family did. This legislation will close this loophole once and for all by ensuring abusive dating partners subject to protection orders and convicted stalkers cannot get their hands on a firearm. Perpetrators of violence – including dating partners – should not be able to access a firearm, and I will not stop fighting until we can deliver on this promise.”

    “If someone has been convicted of stalking or abusing their partner, they should never be allowed to buy a gun. That’s common sense. But unfortunately, loopholes in federal law still put survivors at risk,” said Fitzpatrick. “This bill closes those gaps, ensuring all violent offenders are held to the same standard—spouse, boyfriend, or otherwise. I’ve long made combatting domestic violence and stalking a priority and will continue advancing policies to guarantee every survivor is protected.”

    “The Bipartisan Safer Communities Act included provisions from my bill to close the boyfriend loophole, but there is still more we need to do to address gun violence and keep firearms out of the hands of abusive dating partners and convicted stalkers,” said Klobuchar. “As a former prosecutor, I have seen firsthand the serious emotional and physical toll stalking takes on victims, especially when guns are involved. By preventing convicted stalkers from purchasing guns, our common sense legislation will protect victims and help save lives.”

    The Strengthening Protections for Domestic Violence and Stalking Survivors Act would:

    • Prevent those convicted of certain stalking offenses from purchasing firearms;
    • Clarify that abusive dating partners subject to certain court orders are treated the same as an abusive spouse;
    • Update the definition of “dating relationship” for purposes of federal firearm prohibitions to include “individuals who have or have had a continuing serious relationship of a romantic or intimate nature,” regardless of when the relationship occurred. The law currently requires that the dating relationship is “recent,” which could exclude abusers convicted of domestic violence against partners from a prior relationship.

    This bill is endorsed by the National Domestic Violence Hotline, National Network to End Domestic Violence, Moms Demand Action, GIFFORDS, Jewish Women International, and Legal Momentum.

Every day, the National Domestic Violence Hotline (The Hotline) hears from those whose abusive experiences include the use of firearms to threaten, coerce, and control them.   • MIL-OSI Russia: Technologies of the Future: Demo Day of the Accelerator “City Energy. Wednesday 2.0” was held at the State University of Management

    The State University of Management hosted the Demo Day of the Acceleration Interuniversity Program “City Energy. Environment 2.0”, which was held at the State University of Management from February to June 2025.

    Over 1,000 students from the State University of Management and other Russian universities took part in the accelerator; 212 startup projects were prepared; over 30 experts from such fields as medicine, education, IT, construction, agro-industrial complex, ecology and others were involved in providing expert advice to the teams.

    The acceleration program included an educational block, expert webinars, team consultations with trackers, equator, expert consultations and project defense. The industrial partner was Technopark, a part of the Rusnano Group.

    The trackers of the acceleration program were teachers of the project management department, who have extensive experience in tracking and mentoring student teams. The tracking process was carried out using the BusinessChain platform from the partner of the State University of Management, IPI Lab.

    On the final day of the program, student teams presented projects such as:

    “City breathing” (the product is a bull for collecting cigarette butts for subsequent processing).
    “The Light of the Future 2.0” (adaptive lighting system with AI and motion sensors to save electricity and increase people’s performance).
    “Smart Bird Monitoring System” (software, which will allow to collect, analyze and recommend taking measures based on data from video surveillance and humidity and sensors, lighting, temperature and ammonia concentration. The product is focused on poultry farms).
    “Dron Cleaning” (autonomous drone for cleaning water bodies. The product is focused on hotel owners, fishing facilities, NPOs, distributors).
    “Universkino” (the organization of a cinema on the territory of the GUU in the open air with the involvement of students, applicants and partners of the GUU).
    “QR code, as a way of quick connection with the owner of a lost thing” (a service for creating personalized icons / stickers / stickers intended for labeling personal things and increasing the likelihood of returning a lost thing to the owner).
    The game on ecology “Eco -geria” (board game on ecology for children is 7-12 years old, which will allow the environmental education of the younger generation).
    Wedding machine of useful drinks “Ne Ice” (an automatic machine for the preparation of fruit frhes with ice).
    The mobile application “Interactive map of Russia” is an interactive map that allows you to open tourist places in Russia, as well as upload a description and photos of new places. Extended functionality will allow users to get acquainted and unite for planning joint trips).

    “Smart device for the refrigerator” (allows you to keep records of products and shelf life, make a menu and inform the owner about the need to buy the necessary products).

  • MIL-OSI USA: L-242 project steps Boilermakers into a new future: Batteries

    Boilermaker work has evolved over more than a century from the union’s roots in steam-powered locomotives to shipbuilding, refineries, nuclear power plants, the latest pollution mitigation technologies and more. And while Boilermakers themselves have also evolved with industry changes, they’ve remained constant as the dependable, go-to welders, riggers and fabricators that steep the union’s history.

    That’s what makes a recent Local 242 (Spokane, Washington) project both “new” news and old news at the Sila Nanotechnologies battery materials plant. The job is a move into a new industry for the Boilermakers; but for those on the job, it’s familiar work.

    “I don’t think the scope of work—what a Boilermaker does—is really any different. It’s just the type of equipment and the process of that equipment that’s unique,” says International Rep Luke Lafley. “We’re still welding, we’re still rigging, we’re still doing layout, we’re still refabricating things that came in incorrectly.

    “It’s normal Boilermaker work. It’s just the technology behind the equipment and the jurisdictional issues that come with it.”

    As new industry territory, when Sila, a next-generation battery materials company, announced in 2023 that it was building out its first, auto-scale manufacturing plant in Moses Lake, Washington—and that they intended to use a local workforce—the opportunity for Boilermakers to build it could have been missed.  Fortunately, L-242 Business Manager/Secretary-Treasurer Scott Widdicombe attends local Central Washington Building Trades council meetings, where he learned about the opportunity and long-time contractor-partner Haskell’s plan to bid on the work.

    “It’s important to go to your building trades meetings,” says Widdicombe, who participates in several area building trades groups. “If I had missed one building trades meeting or two meetings, we might not have been involved in this and it would have been playing a lot of catch up.”

    In tandem with building trades involvement, he stresses the importance of the project labor agreements (PLAs) as integral to scoring the work with Haskell, working well with other craft affiliates and the project’s overall success.

    “Without PLAs, we’re not getting this work. It’s the simple fact of the matter,” he says.

    A PLA and early pre-job assignments made for a clear and smooth understanding of jurisdiction from the get-go, which all agree have eliminated inter-craft issues that can halt work, cause friction with contractors and employers and sour future work opportunities. At the Sila project, as Boilermakers work elbow-to-elbow with Ironworkers, Pipefitters and others, it’s been overall harmonious.

    “We got all the stakeholders involved, all the parties, all the different business managers from all the different locals within the building trades of Central Washington, and as the scope developed, we got it agree to and signed, so there’s no drama, or minimal drama, in the field,” says Haskell Site Manager Luke Parham.

    Parham describes the new Sila facility as essentially a chemical plant where Sila will make Titan Silicon (TM), an innovative material that enables a more efficient battery for the auto industry, consumer electronics and other future industries. That means the company is extremely cautious about its proprietary processes and plans—which includes first-of-its-kind equipment built by Boilermakers. It also means Silas’ engineers need to regularly tweak and refine original plans that they must hold tight to their chests right up until go-time. Haskell and the crafts all need to be ready to go and pivot as necessary, making the PLA and pre-job work even more critical—and challenging.

    “There’s nothing to fall back on,” says L-242 Boilermaker and Site Superintendent Jayme Taylor, referring to the craft assignments and processes. “This is all brand new.”

    The tone for fairness was set early in the pre-job phase. Job steward Mark Keffeler said that while Boilermakers claimed their work, they were also vocal about ensuring other crafts’ work was properly assigned.

    “We’d say, ‘no, that’s ours; that’s theirs,’ and some guys were pretty new to the jurisdictional assignment process,” he explains. “[Scott Widdicombe and I] talked about it ahead of time, that if we’re fair from the start, we should be fair for the duration, and that’s really worked.”

    In fact, Keffeler drives a shuttle van every day to and from the jobsite. His passengers: all Pipefitters.

    “You know, we’ve got a new product line so to speak, and if we’re going to move forward getting this done with unions, we’ve got to do it professionally and safely. And that’s what Haskell and Sila have allowed us to do,” he says. “We don’t have to fight about piddly stuff. We might have to make concession here or there, but it’s better than watching across the fence while the work is done nonunion. We’re all getting along good in the sandbox.”

    Boilermakers were assigned to the process vessels, air pollution mitigation equipment, reactors, flare stack, components for an auxiliary generator and work on pressure transfer system for the product. Among highlights of their work at Sila, they set the thermal oxidizer and are building several substantial vessels including multiple massive tanks, some of which may be visible from the road. 

    “[The Boilermakers] have done an excellent job—high quality work on the tanks, the thermal oxidizer setting, and just constantly working through issues we’ve all experienced, whatever the case may be, to stay on schedule the best we can and pull things back in,” says Sila Construction Manager Shannon Denmark.

    Adds Haskell’s Parham: “The craftsmanship here is what I’m used to in the Pacific Northwest, and that’s people show up rough and ready, staunch and steady, ready to go. They take pride in what they do, with Jayme all the way down to his crew.”

    At its peak, the project employed 20 Boilermakers, which has meant a lot to local members who can commute back and forth for the job rather than leaving home for weeks and months. It’s also good for the local Moses Lake economy. Plus, it’s a significant foot in the door for future Boilermaker work in battery plants and other new industries.

    “This really is, basically, like a refining facility, but it’s refining new products, and hopefully it’s on the forefront,” Taylor says. “Moving forward, it’s more work for the Boilermakers and for all crafts really. It’s a new process, and hopefully it takes off.

    “It’s great for us as a whole—away from what we’re used to in the old fossil fuels. It’s stepping into the future.”

    Apprentices learn at battery plant project

    The Sila battery materials plant project has proved to be a great setting for Local 242 apprentices make their mark on a growing new industry, sharpen their skills and learn from seasoned journeymen.

    For apprentice Nez Ogle, the experience has cemented his decision to become a career Boilermaker.

    “It’s been really eye opening for me,” he says. “I’m learning everything that I’ve been wanting to learn.

    Ogle went to welding school at Lewis-Clark State College and had an instructor who was a Boilermaker and talked about the union. So, when he finished school and wasn’t sure what to do next, he thought he’d give Local 242 a try.

    “This job is a lot of fun. A lot of journeymen that are here are really helpful, and any question I ask them, they’re super helpful when answering my questions—and they’re really nice to me. So, it’s been awesome. I love it, and I think I’ll do this for the rest of my life.”

    Journeyman Steven Pollard is among those working with apprentices like Ogle. He says the job has attracted quite a few apprentices, which makes the jobsite both interesting and challenging.

    “You have to keep them with someone who can guide them, but it’s been good,” he says. “We have some really good apprentices coming in right now.”

    Boilermaker Site Superintendent Jayme Taylor agrees.

    “That’s our future. Those are the guys that are going to have to take over for me when I decide to retire,” he adds. “So, train them young, train them right and make sure they know what they’re doing.”

    BEIJING, June 30 (Xinhua) — A cargo flight from Tbilisi, the capital of Georgia, landed at Laining International Airport in Kashgar Prefecture, northwest China’s Xinjiang Uygur Autonomous Region, on Saturday, marking the launch of a new cargo air route between the two regions, the prefecture’s press service said.

    The cargo carried on the aircraft, including chilled salmon from Norway, live jumbo land crabs from France and cherries from Tajikistan, was delivered to the integrated import inspection facility upon arrival at the airport. It is the first shipment of fruits and edible aquatic organisms to be brought to the facility since it was granted import approval in 2024.

    It should be noted that to ensure the quality of these food products on the charter flight, a cold chain and advanced freshness preservation technologies were used.

    It should be recalled that Laining International Airport is the second largest air checkpoint in Xinjiang and one of the important hub airports of the Belt and Road Initiative. -0-

  • Union Minister Jitendra Singh, Puducherry LG discuss coastal strategy, Deep Ocean Mission

    Union Minister Dr. Jitendra Singh and Puducherry Lieutenant Governor K. Kailashnathan met on Monday to deliberate on a comprehensive coastal action plan, exploring the Union Territory’s role in India’s ambitious Deep Ocean Mission. The discussions focused on sustainable coastal development, beach management, and leveraging ocean-based economic opportunities.

    Addressing concerns over coastal erosion and environmental degradation, Jitendra Singh emphasized the need for a permanent mechanism for coastal cleaning and management in Puducherry. He assured full support from the Ministry of Earth Sciences and said coordination with the Puducherry Chief Secretary would be initiated to implement the plan effectively.

    Highlighting Puducherry’s strategic location, the Union Minister outlined its potential in deep sea fishing, seabed mineral exploration, and marine research. He informed that India’s Deep Ocean Mission, currently in its first phase, is set for sea trials in early 2026, with the aim of establishing a strong underwater research and exploration capability by 2027 using indigenous technology.

    Jitendra Singh noted that critical seabed minerals, such as polymetallic nodules, could enhance India’s technological and economic standing globally. He also called for efforts to generate local employment and revenue through regulated marine activities.

    Applauding Puducherry’s readiness to collaborate on national missions, the Union Minister stressed the importance of integrating science, governance, and community participation to fulfill Prime Minister Narendra Modi’s vision of a “Viksit Bharat” by 2047.

  • MIL-OSI Submissions: Ancient fossils show how the last mass extinction forever scrambled the ocean’s biodiversity

    About 66 million years ago – perhaps on a downright unlucky day in May – an asteroid smashed into our planet.

    The fallout was immediate and severe. Evidence shows that about 70% of species went extinct in a geological instant, and not just those famous dinosaurs that once stalked the land. Masters of the Mesozoic oceans were also wiped out, from mosasaurs – a group of aquatic reptiles topping the food chain – to exquisitely shelled squid relatives known as ammonites.

    Even groups that weathered the catastrophe, such as mammals, fishes and flowering plants, suffered severe population declines and species loss. Invertebrate life in the oceans didn’t fare much better.

    But bubbling away on the seafloor was a stolid group of animals that has left a fantastic fossil record and continues to thrive today: bivalves – clams, cockles, mussels, oysters and more.

    What happened to these creatures during the extinction event and how they rebounded tells an important story, both about the past and the future of biodiversity.

    Surprising discoveries on the seafloor

    Marine bivalves lost around three-quarters of their species during this mass extinction, which marked the end of the Cretaceous Period. My colleagues and I – each of us paleobiologists studying biodiversity – expected that losing so many species would have severely cut down the variety of roles that bivalves play within their environments, what we call their “modes of life.”

    But, as we explain in a study published in the journal Sciences Advances, that wasn’t the case. In assessing the fossils of thousands of bivalve species, we found that at least one species from nearly all their modes of life, no matter how rare or specialized, squeaked through the extinction event.

    Statistically, that shouldn’t have happened. Kill 70% of bivalve species, even at random, and some modes of life should disappear.

    Bivalves had an amazing array of life modes just before the end-Cretaceous mass extinction 66 million years ago. Incredibly, despite the loss of 70% of their species, all but two modes of life survived – Nos. 2 and 10.

    Most bivalves happily burrow into the sand and mud, feeding on phytoplankton they strain from the water. But others have adopted chemosymbionts and photosymbionts – bacteria and algae that produce nutrients for the bivalves from chemicals or sunlight in exchange for housing. A few have even become carnivorous. Some groups, including the oysters, can lay down a tough cement that hardens underwater, and mussels hold onto rocks by spinning silken threads.

    We thought surely these more specialized modes of life would have been snuffed out by the effects of the asteroid’s impact, including dust and debris likely blocking sunlight and disrupting a huge part of the bivalves’ food chain: photosynthetic algae and bacteria. Instead, most persisted, although biodiversity was forever scrambled as a new ecological landscape emerged. Species that were once dominant struggled, while evolutionary newcomers rose in their place.

    The reasons some species survived and others didn’t leave many questions to explore. Those that filtered phytoplankton from the water column suffered some of the highest species losses, but so did species that fed on organic scraps and didn’t rely as much on the Sun’s energy. Narrow geographic distributions and different metabolisms may have contributed to these extinction patterns.

    Biodiversity bounces back

    Life rebounded from each of the Big Five mass extinctions throughout Earth’s history, eventually punching through past diversity highs. The rich fossil record and spectacular ecological diversity of bivalves gives us a terrific opportunity to study these rebounds to understand how ecosystems and global biodiversity rebuild in the wake of extinctions.

    The extinction caused by the asteroid strike knocked down some thriving modes of life and opened the door for others to dominate the new landscape.

    The rebound from the extinction wasn’t so straightforward. Some modes of life lost nearly all their species, never to recover their past diversity. Others rose to take the top ranks. Genera is the plural of genus.

    While many people lament the loss of the dinosaurs, we malacologists miss the rudists.

    These bizarrely shaped bivalves resembled giant ice cream cones, sometimes reaching more than 3 feet (1 meter) in size, and they dominated the shallow, tropical Mesozoic seas as massive aggregations of contorted individuals, similar to today’s coral reefs. At least a few harbored photosymbiotic algae, which provided them with nutrients and spurred their growth, much like modern corals.

    Today, giant clams (Tridacna) and their relatives fill parts of these unique photosymbiotic lifestyles once occupied by the rudists, but they lack the rudists’ astonishing species diversity.

    Mass extinctions clearly upend the status quo. Now, our ocean floors are dominated by clams burrowed into sand and mud, the quahogs, cockles and their relatives – a scene far different from that of the seafloor 66 million years ago.

    New winners in a scrambled ecosystem

    Ecological traits alone didn’t fully predict extinction patterns, nor do they entirely explain the rebound. We also see that simply surviving a mass extinction didn’t necessarily provide a leg up as species diversified within their old and sometimes new modes of life – and few of those new modes dominate the ecological landscape today.

    Like the rudists, trigoniid bivalves had lots of different species prior to the extinction event. These highly ornamented clams built parts of their shells with a super strong biomaterial called nacre – think iridescent pearls – and had fractally interlocking hinges holding their two valves together.

    But despite surviving the extinction, which should have placed them in a prime position to accumulate species again, their diversification sputtered. My colleagues and I – each of us paleobiologists studying biodiversity – expected that losing so many species would have severely cut down the variety of roles that bivalves play within their environments, what we call their “modes of life.”

In assessing the fossils of thousands of bivalve species, we found that at least one species from nearly all their modes of life, no matter how rare or specialized, squeaked through the extinction event.

    Statistically, that shouldn’t have happened. Kill 70% of bivalve species, even at random, and some modes of life should disappear.

At least a few harbored photosymbiotic algae, which provided them with nutrients and spurred their growth, much like modern corals.

    Today, giant clams (Tridacna) and their relatives fill parts of these unique photosymbiotic lifestyles once occupied by the rudists, but they lack the rudists’ astonishing species diversity.

    Mass extinctions clearly upend the status quo. Now, our ocean floors are dominated by clams burrowed into sand and mud, the quahogs, cockles and their relatives – a scene far different from that of the seafloor 66 million years ago.

    New winners in a scrambled ecosystem

    Ecological traits alone didn’t fully predict extinction patterns, nor do they entirely explain the rebound. We also see that simply surviving a mass extinction didn’t necessarily provide a leg up as species diversified within their old and sometimes new modes of life – and few of those new modes dominate the ecological landscape today.

    Like the rudists, trigoniid bivalves had lots of different species prior to the extinction event. These highly ornamented clams built parts of their shells with a super strong biomaterial called nacre – think iridescent pearls – and had fractally interlocking hinges holding their two valves together.

  • MIL-OSI Submissions: How the ‘Big Beautiful Bill’ positions US energy to be more costly for consumers and the climate

    When it comes to energy policy, the “One Big Beautiful Bill Act” – the official name of a massive federal tax-cut and spending bill that House Republicans passed in May 2025 – risks raising Americans’ energy costs and greenhouse gas emissions.

    The 1,100-page bill would slash incentives for green technologies such as solar, wind, batteries, electric cars and heat pumps while subsidizing existing nuclear power plants and biofuels. That would leave the country and its people burning more fossil fuels despite strong popular and scientific support for a rapid shift to renewable energy.

    The bill may still be revised by the Senate before it moves to a final vote. But it is a picture of how President Donald Trump and congressional Republicans want to reshape U.S. energy policy.

    As an environmental engineering professor who studies ways to confront climate change, I think it is important to distinguish which technologies could rapidly cut emissions or are on the verge of becoming viable from those that do little to fight climate change. Unfortunately, the House bill favors the latter while nixing support for the former.

    Renewable energy

    Wind and solar power, often paired with batteries, are providing over 90% of the new electricity currently being added to the grid nationally and around the world. Geothermal power is undergoing technological breakthroughs. With natural gas turbines in short supply and long lead times to build other resources, renewables and batteries offer the fastest way to satisfy growing demand for power.

    However, the House bill rescinds billions of dollars that the Inflation Reduction Act, enacted in 2022, devoted to boosting domestic manufacturing and deployments of renewable energy and batteries.

    As an environmental engineering professor who studies ways to confront climate change, I think it is important to distinguish which technologies could rapidly cut emissions or are on the verge of becoming viable from those that do little to fight climate change. Unfortunately, the House bill favors the latter while nixing support for the former.

    Wind and solar power, often paired with batteries, are providing over 90% of the new electricity currently being added to the grid nationally and around the world.     Naming all the creatures and plants in nature is no small task. Fortunate Phaka is a zoologist who has conducted the first comprehensive analysis of naming and classification of frogs and reptiles in nine South African cultures. The list includes 136 frog and 407 reptile species that have been scientifically described. He explains why it’s important to record all the species names that people use in their own languages.


    Why did you study the indigenous names of frogs and reptiles?

    I am interested in the interactions between wildlife and people. These interactions include, for example, how people use wildlife in figures of speech, harvesting of wildlife for consumption, and of course how animals are assigned names.

    If everyone’s names for things are known and shared, the ideas behind the names can also be shared, appreciated and valued.

    Conservation planning is improved by consideration of different wildlife perspectives, which is revealed partly by the names that different people give wildlife.

    Knowing local names can provide assurance that people from different cultural backgrounds are talking about the same species.

    In South Africa, for example, there are 11 official spoken languages and scientists use Latin names for species. Most people aren’t familiar with the scientific names.

    That’s why we extended the list of scientific, Afrikaans and English names of South African frogs and reptiles to include names in the country’s other nine official languages.

    How did you go about it, and what did you find?

    The project started as a pilot study in 2016, carried out in the Zululand area of South Africa’s KwaZulu-Natal province, where frog biodiversity is high and Indigenous cultural practices are still part of everyday life. Results of the pilot were published as a book in 2017 and as a scientific publication in 2019.

    Following the success of the pilot study, I collected responses from 287 South African Indigenous language speakers (aged between 25 and 57) using an online questionnaire and in-person interviews while on field trips, and reviewed 18 scientific articles, dissertations and books to study naming practices even further.

    The study shed light on the way people group animals (folk taxonomy) and how that compares with the way scientists group them (scientific taxonomy).

    It became clear that Indigenous language names were often assigned based on unique features of frogs or reptiles, such as the sound they make, how they move or where they are found. Most of these names group several species together based on their similarities. This meant most frog and reptile species did not have Indigenous language names that were unique to them. For example, zoologists have named eight different Reed Frog species from South Africa but these eight species were assigned one Indigenous name that groups them together.

    The organised way of assigning Indigenous names to animals has some similarities to how scientists assign names that are unique to each species. For example, the Grass Frog species are grouped together under the scientific genus Ptychadena, and in IsiZulu the same species are grouped under the name Uvete. These similarities meant we could combine scientific naming practices with Indigenous naming practices to give each species a unique name in multiple languages.

    To ensure the unique Indigenous names remained familiar to speakers of respective languages, we added descriptive terms to the existing general Indigenous names to make them specific, instead of coining an entirely new name. For example in IsiZulu the general name Umgqagqa (used for all Reed Frogs) became Umgqagqa opendiwe (specific name for the Painted Reed Frog). And several other descriptive terms were added to Umgqagqa to distinguish between the eight Reed Frog species of South Africa.

    Why does it matter to record the Indigenous names of species?

    Conservation hasn’t been doing a good job of being inclusive. Knowing Indigenous names and the local perspectives behind those names is a good way to start being aware of the multiple other perspectives. Conservation should ultimately be to everyone’s benefit.

    For a long time wildlife guidebooks have had very few Indigenous language names in them. With increased recording of Indigenous names, any South African would be able to open a wildlife guide and read a name in any of our 11 official spoken languages. Hopefully one day we can have more books like the Bilingual Guide to the Frogs of Zululand (IsiZulu version: Isiqondiso Sasefilidini Esindimimbili Ngamaxoxo AkwelaKwaZulu) that make it possible for you to read about your favourite wildlife in your preferred language.

    Has this been done for other groups of animals or plants?

    Birds and plants are two groups that have received this kind of attention.

    A recent scientific publication has worked on IsiZulu names for all South African birds and another publication studied the morphology of IsiZulu bird names. There has also been work on IsiXhosa insect names, and there has been a SeSotho animal word list published online. Indigenous names for African wildlife have received sporadic attention in the past, but with the recent increases in calls for consideration of Indigenous knowledge there has been increasing focus on understanding these names and using them.

    Do you have some favourite names?

    I have a lot of favourites but there are some names that stand out, like Senana (Sepedi general name for Rain Frogs) and Lebololo (Sepedi name for Puff adder). These names have the same root word or sound throughout most of the Indigenous South African languages and I am curious about how this happened. Rain Frogs are also called Senanatswidi in Sepedi and tswidi is an onomatopoeic reference to the whistling sound that Rain Frogs make.

  • MIL-OSI Submissions: Light is the science of the future – the Africans using it to solve local challenges

    Light is all around us, essential for one of our primary senses (sight) as well as life on Earth itself. It underpins many technologies that affect our daily lives, including energy harvesting with solar cells, light-emitting-diode (LED) displays and telecommunications through fibre optic networks.

    The smartphone is a great example of the power of light. Inside the box, its electronic functionality works because of quantum mechanics. The front screen is an entirely photonic device: liquid crystals controlling light. The back too: white light-emitting diodes for a flash, and lenses to capture images.

    We use the word photonics, and sometimes optics, to capture the harnessing of light for new applications and technologies. Their importance in modern life is celebrated every year on 16 May with the International Day of Light.

    Scientists on the African continent, despite the resource constraints they work under, have made notable contributions to photonics research. Some of these have been captured in a recent special issue of the journal Applied Optics. Along with colleagues in this field from Morocco and Senegal, we introduced this collection of papers, which aims to celebrate excellence and show the impact of studies that address continental issues.

    A spotlight on photonics in Africa

    Africa’s history in formal optics stems back thousands of years, with references to lens design already recorded in ancient Egyptian writings.

    In more recent times, Africa has contributed to two Nobel prizes based on optics. Ahmed Zewail (Egyptian born) watched the ultrafast processes in chemistry with lasers (1999, Nobel Prize for Chemistry) and Serge Harouche (Moroccan born) studied the behaviour of individual particles of light, photons (2012, Nobel Prize for Physics).

    Unfortunately, the African optics story is one of pockets of excellence. The highlights are as good as anywhere else, but there are too few of them to put the continent on the global optics map. According to a 2020 calculation done for me by the Optical Society of America, based on their journals, Africa contributes less than 1% to worldwide journal publications with optics or photonics as a theme.

    Yet there are great opportunities for meeting continental challenges using optics. Examples of areas where Africans can innovate are:

    • bridging the digital divide with modern communications infrastructure

    • optical imaging and spectroscopy for improvements in agriculture and monitoring climate changes

    • harnessing the sun with optical materials for clean energy

    • bio-photonics to solve health issues

    • quantum technologies for novel forms of communicating, sensing, imaging and computing.

    The papers in the special journal issue touch on a diversity of continent-relevant topics.

    One is on using optics to communicate across free-space (air) even in bad weather conditions. This light-based solution was tested using weather data from two African cities, Alexandria in Egypt and Setif in Algeria.

    Another paper is about tiny quantum sources of quantum entanglement for sensing. The authors used diamond, a gem found in South Africa and more commonly associated with jewellery. Diamond has many flaws, one of which can produce single photons as an output when excited. The single photon output was split into two paths, as if the particle went both left and right at the same time. This is the quirky notion of entanglement, in this case, created with diamonds. If an object is placed in any one path, the entanglement can detect it. Strangely, sometimes the photons take the left-path but the object is in the right-path, yet still it can be detected.

    One contributor proposes a cost-effective method to detect and classify harmful bacteria in water.

    New approaches in spectroscopy (studying colour) for detecting cell health; biosensors to monitor salt and glucose levels in blood; and optical tools for food security all play their part in optical applications on the continent.

    Another area of African optics research that has important applications is the use of optical fibres for sensing the quality of soil and its structural integrity. Optical fibres are usually associated with communication, but a modern trend is to use the existing optical fibre already laid to sense for small changes in the environment, for instance, as early warning systems for earthquakes. The research shows that conventional fibre can also be used to tell if soil is degrading, either from lack of moisture or some physical shift in structure (weakness or movement). It is an immediately useful tool for agriculture, building on many decades of research.

    The diverse range of topics in the collection shows how creative researchers on the continent are in using limited resources for maximum impact. The high orientation towards applications is probably also a sign that African governments want their scientists to work on solutions to real problems rather than purely academic questions. A case in point is South Africa, which has a funded national strategy (SA QuTI) to turn quantum science into quantum technology and train the workforce for a new economy.

    Towards a brighter future

    For young science students wishing to enter the field, the opportunities are endless. While photonics has no discipline boundaries, most students enter through the fields of physics, engineering, chemistry or the life sciences. Its power lies in the combination of skills, blending theoretical, computational and experimental, that are brought to bear on problems. At a typical photonics conference there are likely to be many more industry participants than academics. That’s a testament to its universal impact in new technologies, and the employment opportunities for students.

    The last century was based on electronics and controlling electrons. This century will be dominated by photonics, controlling photons.

  • MIL-OSI Submissions: Lake Victoria is turning green – the deadly bacteria behind it

    Lakes, natural and man-made, provide water, food and habitats for wildlife, as well as supporting local economies. Around the world, though, there’s a growing threat to lakes: toxic bacteria which turn the water green.

    This is the same green as you see on stagnant ponds. It’s caused by tiny organisms called cyanobacteria and can be deadly.

    Cyanobacteria thrive in warm, sunny lakes and ponds that contain excess nitrogen and phosphorus nutrients derived from fertiliser, manure and sewage. When conditions are right, cyanobacteria multiply rapidly and form smelly green scums on the water’s surface.

    Known to science as cyanoHABs (cyanobacterial harmful algal blooms), the scums are harmful to livestock, wildlife, pets, people and aquatic organisms like fish. Toxins make untreated water unsafe to drink, swim in, or even touch. Sometimes they can become suspended in air and be inhaled. The cyanoHABs also harm ecosystems by depleting oxygen, killing off whatever lives in the water, and disrupting food webs and fisheries.

    CyanoHABs are a global threat and receive considerable scientific attention in North America and Europe. Blooms are becoming more widespread worldwide because rising temperatures promote cyanobacterial growth and more intense rainfall delivers nutrients from the landscape. Only effective management of nutrients can reverse this trend.

    The problem is understudied in Africa’s main lakes, including its largest – Lake Victoria. Past research on cyanoHABs has mostly used microscopy to study the kinds found there, but microscopy cannot differentiate between toxic and non-toxic cyanobacterial cells.

    We are on a large project team of scientists who have been studying the socioeconomic and environmental effects of cyanoHABs in the Winam Gulf region of Lake Victoria in south-western Kenya.

    Our latest study identified which cyanobacteria were the most abundant in the gulf and which ones were producing the main toxin of concern.

    These findings can improve public safety:

    • local authorities can monitor for specific cyanobacteria and warn residents to stay away when blooms are present

    • cyanoHAB prevention practices (nutrient reduction, land-use practices) can target the cyanobacteria that cause the problem.

    Greening of lakes

    Lake Victoria now receives large influxes of nutrients because of growing lakeside populations and land-use changes. Nutrients from agriculture, industry and urbanisation fuel the growth of cyanoHABs.

    CyanoHABs occur in many basins in Lake Victoria but are highly concentrated in Kenya’s shallow Winam/Nyanza Gulf. Changing nutrient and temperature conditions can also alter which types of cyanobacteria dominate the gulf and the types and levels of toxins in the water. Lakeside communities that rely on the gulf for drinking water and domestic tasks are at risk of exposure to cyanoHAB toxins.

    Past research on cyanoHABs has mostly used the oldest of microbiological techniques — microscopy — to classify the types of cyanobacteria in the gulf. This cannot differentiate between toxic and non-toxic cyanobacterial cells.

    Modern genome sequencing technologies can identify genes encoding the production of known and novel toxins and other molecules of interest, such as those with medicinal properties. Genomic data from African Great Lakes is scarce, so the chemical capabilities of bacteria in this region are largely unexplored. But this is beginning to change.

    Our latest study adds to a growing number of recent studies our team has carried out in and around Lake Victoria. In this study, our research vessel stopped at over 31 sites to collect scientific samples and data. The samples were later analysed for DNA, the biological “instruction manual” inside every living thing. DNA tells an organism how to grow, function, reproduce, and – in the case of cyanobacteria – make deadly toxins. This analysis produced near-complete genome sequences – that is, the set of all genes in the DNA – for organisms at each sampling site.

    Past reports identified Microcystis as the dominant cyanobacteria in the Winam Gulf. Our research, however, found Dolichospermum was the most abundant type in major cyanoHAB events there. This finding might be due to recent environmental changes in the region.

    But we linked Microcystis to microcystin. This is a liver-damaging toxin that can kill livestock, wildlife and humans, especially those whose immune system isn’t working well. In Winam Gulf, it’s often more abundant than the health limits set by the WHO.

    Our study also found that Microcystis occurs mainly in murkier river mouths where green scums are not visible, making scientific monitoring and public alerts even more important.

    Local authorities can now monitor for these cyanobacteria and warn residents to stay away when blooms are present.

    The findings also mean that authorities know which cyanobacteria to target in prevention efforts like reducing the amount of phosphorus and other nutrients entering the gulf.

    Lastly, our genomic study uncovered over 300 uncharacterised genes that may produce novel cyanobacterial molecules. These molecules could have toxic or therapeutic effects, and provide an opportunity for future investigators to explore.

    A model for what is to come

    Rapid human population growth and settlement around lakes and their watersheds is leading to high levels nutrients in lakes around the world. This results in excessive growth of algae and aquatic plants. This danger is likely to increase with global warming because warm temperatures promote algal blooms.

    Our data provides a foundation for remedying this in Lake Victoria – and possibly discovering beneficial properties in cyanoHABs.

  • MIL-OSI Submissions: South Africa has failed to deliver access to enough water for millions – a new approach is needed

    South Africa is one of only 52 countries that guarantee access to water as a human right. “Access” from a human rights perspective means that water is physically accessible, clean and safe for consumption, and affordable. Section 27 of the country’s constitution stipulates that everyone has the right to access sufficient water.

    But South Africa is not doing well on meeting the standards of a full human rights approach to water access. In a recent paper, I and my colleagues at the Public Affairs Research Institute’s Just Transition Programme set out the extent of this failure, and mapped out what needs to be done to rectify the situation.

    The Just Transition Programme aims to contribute to a successful climate transition that prioritises social justice, equity and poverty reduction.

    Part of our research method is ethnography – spending time in communities struggling to access water. We do this to learn what concrete changes are required to improve people’s lives, from their own perspective.

    Physical access to water for households has increased significantly since the country’s first democratic elections in 1994. Nevertheless, water quality and safety has declined over the past ten years. Almost half the country’s drinking water is considered unsafe
    for human consumption. Water service interruptions – sometimes lasting days – are becoming more common.

    South Africa’s household poverty rate (the number of households who live below the upper bound poverty line) is now at 55%. We found that water is becoming more and more unaffordable for impoverished households. The result is that these families have to limit the amount of water they use. This worsens poverty and inequality.

    To solve this problem, the South African government needs to embrace a human rights approach to access to water, where people are given enough water to live a full life.

    What went wrong?

    The first problem is affordability. People cannot access water if they don’t have the money to pay for it, but most clean and safe water in South Africa must be paid for. Poverty is a key barrier to access.

    The United Nations special rapporteur on the human rights to water and sanitation has emphasised that it is the responsibility of the state to assess whether households can afford to pay for water, without sacrificing other basic essential items such as food. It is up to governments to take steps to make water affordable.

    The country’s Free Basic Water policy was originally intended to address this issue. It guaranteed impoverished households access to a free 6,000 litres of water per month. This is roughly 200 litres per household of eight people per day. However, in practice this policy is not a meaningful solution, for two reasons:

    • the amount provided is an average of 25 litres of water per person per day. This is way below the World Health Organization recommendation of a minimum water allowance of between 50 and 100 litres of water per person per day.

    • many millions of poor households are excluded from the benefit because of poor implementation of the policy by municipalities.

    This situation reflects the failure to create, implement and oversee a regulatory environment that is necessary to realise affordable access to sufficient, clean water for all South Africans.

    The policy failures

    Firstly, water policy – at both national and municipal levels – has failed to take a human rights approach. A human rights approach requires that access to sufficient, quality and affordable water is the starting point for all policy making and resource allocation decisions. This has not been the case.

    Secondly, access to water has been narrowly defined as making water physically available without considering affordability. Most water access policy in South Africa includes statements declaring that water must be affordable for everyone. Unfortunately, all of these policy promises have remained exactly that – just promises.

    Meeting the goal of affordability requires more from the government than stating that water should be affordable. The state must develop affordability standards – in other words, calculate a water tariff that everyone can afford – and monitor it. At the moment, there is no national government oversight of water tariffs and so the affordability policy is effectively meaningless.

    The actual state practices of tariff setting and approval, particularly in local municipalities, have not translated any of these promises into reality.

    Thirdly, many households are denied access to even the 25 litres of free water per person per day, because municipalities don’t always implement the free basic water policy as intended.

    Fourthly, the state has failed to acknowledge the contradiction between providing universal access to services, and requiring municipalities to generate enough money to cover 90% of their running costs. Tariffs for water have increased at rates well above inflation over the past 20 years. But in a very impoverished environment where many people cannot afford to pay for water, up to two thirds of South Africa’s municipalities have been classified as being in financial distress.

    There is a fundamental – and currently insoluble – conflict between the tariffs that municipalities must charge in order to maintain fully funded budgets, and the tariffs that could be defined as affordable.

    What needs to be done?

    These actions should be taken in the short term:

    • the free basic water allowance must be increased

    • the household indigent policy, which determines how households can access free municipal services like water, must be restructured.

    • affordability standards must be developed in close consultation with affected communities. This is the only way to set water tariffs that are based on what households are actually able to pay.

    • there must be oversight of the provision of sufficient, affordable water for everyone.

    In the longer term, these two additional problems must be solved:

    • municipalities are losing revenue from water, particularly from leaking pipes and other infrastructure

    • the local government fiscal framework requires that municipalities earn a surplus on trading services such as water. This must be changed so that municipal finances prioritise affordability of water instead.

    Prof Richard Allan, Professor of Climate Science, University of Reading, said:

    “The UK is on the edge of a large dome of heat encompassing continental Europe which is briefly causing heatwave conditions to affect southern Britain as June turns to July. Ocean temperatures are also up to 2 degrees Celsius above average across the waters to the southwest of the UK and hotter still in the western Mediterranean. The ebb and flow of gigantic atmospheric waves have generated the stable, cloud-free conditions for heat to build up across Western Europe.  But rising greenhouse gas levels due to human activities are making it more difficult for Earth to lose excess heat to space and the warmer, thirstier atmosphere is more effective at drying soils, meaning heatwaves are intensifying, with moderate heat events now becoming extreme. The severity of summer heatwaves, but also extremes of dry as well as wet weather events, will continue to worsen until we rein in our greenhouse gas emissions and stabilise our warming climate.”

     

    Dr Radhika Khosla, Associate Professor at the Smith School of Enterprise and Environment, University of Oxford, said:

    “Populations in urban areas like London are particularly susceptible to extreme heat as the concrete and asphalt absorb and re-emit the sun’s radiation, amplifying its impact on our bodies.  For this reason, outdoor workers are particularly at risk and should take regular breaks to hydrate in the shade.

    “Soaring temperatures will see a corresponding rise in demand for cooling systems like air conditioning, which can put a strain on our energy infrastructure. Air conditioning and other cooling systems become crucial to maintaining health, productivity and quality of life amidst rising temperatures. However, access to cooling is unfortunately rarely equal even in developed countries, and the UK’s most disadvantaged people will bear the brunt of this heatwave.”

    “Over-reliance on air conditioning creates a negative feedback loop: more fossil fuels are burnt to power more air-con units, which in turn worsens climate change and raises global temperatures. Use of fans, shade, green spaces and natural ventilation can all help to reduce air conditioning usage. When we have to rely on air-con, it is important to make sure the systems we are using are the most energy efficient.”

     

    Dr Laurence Wainwright, Departmental Lecturer at the Smith School of Enterprise and the Environment, University of Oxford, said:

    “While news coverage of hot weather usually includes images of sunbathing and ice creams, an often-overlooked consequence of heatwaves is their negative impact on our mental health and behaviour. Violent incidents increase, depression worsens and the effect of psychiatric medications on our body can be altered. For every 1°C increase in monthly average temperature, mental health-related deaths increase by around 2.2%. Spikes in relative humidity also result in a higher occurrence of suicide. Learning to adapt to the increasing frequency of heatwaves brought by climate change will mean taking account of all its impacts – including on our state of mind.”

     

    Dr Chloe Brimicombe, Climate Scientist, Royal Meteorological Society, said:

    “We are yet to have an attribution study, the heatwave earlier in June in the UK was 100 times more likely with Climate Change. In general we can say the heatwaves and hot spells in the summer are increasing in duration, how often they occur and intensity, how hot temperatures get to. We also think they are growing in area so more people are exposed every time they occur. 

    “Beyond heat killing people. They cause a rise in hospitalisations especially in the vulnerable groups to heat. In some parts of Europe it has been shown that exposure to extreme heat can raise the likelihood of preterm births and also lower birth weight babies with developmental delay. It can change how long people breastfeed for. In the long term instances of kidney disease also rise. 

    “We know it can cause a rise in psychosis and suicides. And an increase in small level crime. 

    “It puts pressure on power grids. Roads melts, railway tracks can overheat, there are signal failures. It puts pressure on the food supply chain and refrigerated lorries. It also can cause a reduction with dry conditions in crops and sunburn in apple and grapes. 

    “It can reduce appetites, it also can reduce productivity if proper work-rest schedules aren’t in place. 

    “Shopping patterns change. With less people going shopping or shopping for different products at different times. 

    “It impacts every part of our society. It will continue to increase unless we transition to net zero and how fast we do this also impacts how much worse these events will get. 

    “I think it is important that proper early warning systems that save lives are designed to be supported by other policy areas such as urban design and improving critical infrastructure. They should be integrated into our societal system better.” 

     

    Dr Friederike Otto, Associate Professor, Centre for Environmental Policy, Imperial College London, said:

    “We absolutely do not need to do an attribution study to know that this heatwave is hotter than it would have been without our continued burning of oil, coal and gas. Countless studies have shown that climate change is an absolute game-changer when it comes to heat in Europe, making heatwaves much more frequent, especially the hottest ones, and more intense. Heatwaves are called the silent killer, for a reason, every year thousands of people in Europe die due to extreme heat, particularly those that live in poorly insulated homes, on busy, polluted roads, and that have already health problems. But extreme heat also leads to agricultural losses, infrastructure failure and puts a big strain on plants and animals. To stop people from dying in ever larger numbers we need to stop burning fossil fuels, but we also need to adapt.”

     

    Dr Michael Byrne, Reader in Climate Science, University of St Andrews, said:

    “Heat domes – the cause of this week’s European heatwave – are nothing new. They have always happened and always will happen. Heat domes occur when high pressure weather systems, normally lasting a few days, get stuck in place for a week or more. When this atmospheric ‘blocking’ happens in summertime, heatwaves occur. But what is new are the temperatures heat domes deliver: Europe is more than 2 degrees Celsius warmer than in pre-industrial times, so when a heat dome occurs it drives a hotter heatwave.

    “Some research suggests heat domes will become more common as climate warms, with more frequent heatwaves as a result. There is large uncertainty regarding the future of heat domes, with no scientific consensus yet. But what is crystal clear is that climate change is loading the dice such that when a heat dome does occur, it brings hotter and more dangerous temperatures.”

     

    Dr Leslie Mabon, Senior Lecturer in Environmental Systems, The Open University, said:

    “The extreme high temperatures we are seeing in the UK are being exacerbated by the same phenomenon that is causing the heat dome across Europe. The ‘heat dome’ happens when an area of high pressure air stays over the same area for days or weeks, trapping hot air below it which then expands outwards like a dome.

    “In the UK, heat-related illnesses, greater risk for this with pre-existing conditions, and wildfires can all come about because of heatwaves. This is another reminder that climate change makes extremes like this more frequent or intense.”

  • MIL-OSI USA: In Yellowstone, even animals sometimes make mistakes

    On the morning of Saturday, June 21, visitors at Grand Prismatic Spring in Yellowstone National Park observed a bison slip into a shallow part of the hot spring.  Clearly alarmed by the hot water—up to about 89 °C (192 °F), which is just below boiling temperature at that elevation—the animal stumbled as it tried to get out and ended up stepping into an area of deeper water and quickly perished.

    Yellowstone National Park officials decided not to remove the carcass.  Such work would be dangerous and could cause extensive damage to the colorful bacterial mats that give Grand Prismatic Spring its name—that sort of damage can take more than a year to naturally repair itself.  The bison’s body will break down quickly in the near-boiling water, and soon only the bones will be left.

    Although rarely witnessed, it is not unprecedented that animals fall into hot springs.  For example, an elk calf died while struggling to extract itself from mud pots in West Thumb Geyser Basin several years ago.

    There are also animal skeletons visible in many hot springs, like Gentian Pool, Ojo Caliente, and the aptly named Skeleton Pool.  Unexpectedly in 2022, University of California at Berkeley researchers found an elk skeleton in Doublet Pool, located on Geyser Hill near Old Faithful, when they put a camera into the spring as part of a study of hydrothermal activity. Similar incidents may have gone unwitnessed in the backcountry, or in winter or at night.  Animals can obviously feel the heat of thermal areas through their feet or hooves, but that doesn’t necessarily mean they never make mistakes near hydrothermal features.  Most of these wildlife fatalities probably take place when animals break through thin crusts on the edges of springs.

    The unfortunate incident of the bison at Grand Prismatic Spring provides an opportunity to revisit a common misconception about hot springs in Yellowstone, and also emphasize how to safely enjoy viewing the thermal features in the park.

    Many visitors to Yellowstone believe that all of the hot springs in the park are acidic (pH lower than 5), and that the water will cause an acid burn on contact and dissolve any animals or people that fall into the springs.  But nearly all major hot springs and geysers in Yellowstone are actually neutral (pH of around 7) or alkaline (pH greater than 7), including almost all of the geysers and hot springs in the famous thermal basins along the Firehole River.  Acidic features tend to be the fumaroles (gas vents), mud pots, and frying pans, which are all dominated by the release of acidic gases.  One of the most acidic front-country features in the park is Sulphur Cauldron, in the Mud Volcano area.  Fluids there have a pH less than 2, which is an acidity between that of stomach acid and lemon juice.  Fortunately, acid concentrations are low, so mud and water from these features will not burn on contact, although it can cause skin irritation.

    What kills most animals and occasionally people who fall into hot springs is not acidity, but temperature.  Many hot springs are at or near boiling temperatures, and animal life will not survive for long when exposed, even if only briefly, to water that hot.

    This is why staying on boardwalks in thermal areas of Yellowstone National Park is a requirement and is so important for visitor safety.  Many thermal areas have thin crusts at the surface that overlie boiling waters or even hotter steam.  Many injuries and fatalities to people have happened off boardwalk, when people have broken through these crusts, stepped on an unsupported sinter ledge, or stumbled into springs that were obscured or not obvious.

    Yellowstone is a wild and dynamic place and can be hazardous.  Fortunately, humans (and most animals) can recognize and avoid those hazards.  So be sure to enjoy Yellowstone’s magnificent thermal areas from the safety of trails and boardwalks, and don’t forget to stay a safe distance from wildlife wherever you may encounter the park’s charismatic megafauna.  For more tips on staying safe in Yellowstone National Park, visit https://www.nps.gov/yell/planyourvisit/safety.htm.

  • MIL-OSI USA: Going the Distance: Lisa Pace Leads Exploration Development Integration at Johnson

    Lisa Pace knows a marathon when she sees one. An avid runner, she has participated in five marathons and more than 50 half marathons. Though she prefers to move quickly, she also knows the value of taking her time. “I solve most of my problems while running – or realize those problems aren’t worth worrying about,” she said.
    She has learned to take a similar approach to her work at NASA’s Johnson Space Center in Houston. “Earlier in my career, I raced to get things done and felt the need to do as much as possible on my own,” she said. “Over time, I’ve learned to trust my team and pause to give others an opportunity to contribute. There are times when quick action is needed, but it is often a marathon, not a sprint.”

    Pace is chief of the Exploration Development Integration Division within the Exploration Architecture, Integration, and Science Directorate at Johnson. In that role, she leads a team of roughly 120 civil servants and contractors in providing mission-level system engineering and integration services that bring different architecture elements together to achieve the agency’s goals. Today that team supports Artemis missions, NASA’s Commercial Lunar Payload Services initiative and other areas as needed.

    “The Artemis missions come together through multiple programs and projects,” Pace explained. “We stitch them together to ensure the end-to-end mission meets its intended requirements. That includes verifying those requirements before flight and ensuring agreements between programs are honored and conflicts resolved.” The division also manages mission-level review and flight readiness processes from planning through execution, up to the final certification of flight readiness.
    Leading the division through the planning, launch, and landing of Artemis I was a career highlight for Pace, though she feels fortunate to have worked on many great projects during her time with NASA. “My coolest and most rewarding project involved designing and deploying an orbital debris tracking telescope on Ascension Island about 10 years ago,” she said. “The engineers, scientists, and military personnel I got to work and travel with on that beautiful island is tough to top!”  
    Pace says luck and great timing led her to NASA. Engineering jobs were plentiful when she graduated from Virginia Tech in 2000, and she quickly received an offer from Lockheed Martin to become a facility engineer in Johnson’s Astromaterials Research and Exploration Science Division, or ARES. “I thought working in the building where they keep the Moon rocks would be cool – and it was! Twenty-five years later, I’m still here,” Pace said.
    During that time, she has learned a lot about problem-solving and team building. “I often find that when we disagree over the ‘right’ way to do something, there is no one right answer – it just depends on your perspective,” she said. “I take the time to listen to people, understand their side, and build relationships to find common ground.”

    She also emphasizes the importance of getting to know your colleagues. “Relationships are everything,” she said. “They make the work so much more meaningful. I carry that lesson over to my personal life and value my time with family and friends outside of work.”
    Investing time in relationships has given Pace another unexpected skill – that of matchmaker. “I’m responsible for setting up five couples who are now married, and have six kids between them,” she said, adding that she knew one couple from Johnson.
    She hopes that strong relationships transfer to the Artemis Generation. “I hope to pass on a strong NASA brand and the family culture that I’ve been fortunate to have, working here for the last 25 years.”

    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Indeed, Chairman Ohashi is himself an exemplary model for friendly relations between Taiwan and Japan. His spirit of always working tirelessly to promote Taiwan-Japan exchanges is truly admirable. Assuming the position of chairman of the Japan-Taiwan Exchange Association in 2011, he served during the terms of former Presidents Ma Ying-jeou and Tsai Ing-wen, continuously making positive contributions to Taiwan-Japan relations. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace. Also in attendance at the ceremony was Japan-Taiwan Exchange Association Taipei Office Chief Representative Katayama Kazuyuki.

    President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. In remarks, President Lai thanked the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives to strengthen Taiwan-US ties, helping expand Taiwan’s international space and continuing to place focus on peace and stability across the Taiwan Strait. The president said that we will continue to strengthen bilateral investment and industrial cooperation and create a more comprehensive environment for economic and trade exchanges to jointly enhance economic and developmental resilience. A translation of President Lai’s remarks follows: I am delighted to meet with the delegation and welcome Congressman Bera back to the Presidential Office. Last January, he visited after the presidential election, demonstrating the steadfast backing of the US Congress for democratic Taiwan. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. In closing, I thank you all for making the long journey here to advance Taiwan-US relations. Let us continue working together to promote the prosperous development of this important partnership. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future. In closing, he highlighted that it is in that spirit that their delegation visits with the president. The delegation also included members of the US Congress Gabe Amo, Wesley Bell, Julie Johnson, Sarah McBride, and Johnny Olszewski.

    President Lai meets delegation led by French National Assembly Taiwan Friendship Group Chair Marie-Noëlle Battistel
    On the morning of June 12, President Lai Ching-te met a delegation led by Marie-Noëlle Battistel, chair of the French National Assembly’s Taiwan Friendship Group. In remarks, President Lai thanked the National Assembly for its long-term support for Taiwan’s international participation and for upholding security in the Taiwan Strait, helping make France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. The president also said that exchanges and cooperation between Taiwan and France are becoming more frequent, and that he hopes this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations and help build closer partnerships in the economy, trade, energy, and digital security.  A translation of President Lai’s remarks follows: First, I would like to welcome Chair Battistel, who is once again leading a visiting delegation. Last year, Chair Battistel co-led a delegation to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao. This is her fourth visit, and first as chair of the Taiwan Friendship Group, which makes it especially meaningful. This delegation’s visit demonstrates strong support for Taiwan, and on behalf of the people of Taiwan, I want to express my sincerest welcome and thanks. France is a pioneer in promoting free and democratic values. These are values that Taiwan cherishes and is working hard to defend. I want to express gratitude to the French Parliament for their long-term support for Taiwan’s international participation, and for upholding security in the Taiwan Strait. The French Parliament’s two chambers have continued to strongly support Taiwan, with the passage of a resolution supporting Taiwan’s participation in international organizations in 2021, as well as the passage of the seven-year Military Programming Law in 2023. This has made France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. Through it all, the Taiwan Friendship Group has played a key role, and I want to thank all of our distinguished guests for their efforts. Over the past few years, Taiwan and France have continued to deepen cooperation in areas including the economy, technology, culture, and sports. At the Choose France summit held in Paris last month, Taiwanese and French enterprises also announced they will launch cooperation in the semiconductor and satellite fields. The VivaTech startup exhibition, now being held in France, also has many Taiwanese vendors participating. Exchanges and cooperation between Taiwan and France, whether official or people-to-people, are becoming more and more frequent. I hope that this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations, building closer partnerships in the economy, trade, energy, and digital security.  To address current geopolitical and economic challenges, Taiwan will continue to join forces with France and other like-minded countries to jointly safeguard peace and stability in the Indo-Pacific region, and contribute our concerted efforts to global prosperity and development. Once again, I want to welcome our visitors to Taiwan. I hope to continue our joint efforts to create a more prosperous future for both Taiwan and France.   Chair Battistel then delivered remarks, thanking President Lai for extending this invitation. Last year on May 20, she said, she and her delegation attended the presidential inauguration ceremony, so she was delighted to visit Taiwan once again with the French National Assembly’s Taiwan Friendship Group and bear witness to their friendship with Taiwan. Chair Battistel noted that this visit has given them an opportunity to strengthen Taiwan-France relations in areas including the economy, culture, the humanities, and diplomacy, and conduct exchanges with numerous heads of government agencies and research institutes. It has also been an opportunity, she said, to witness the importance of exchanges and cooperation with Taiwan in areas including energy, semiconductors, youth, and culture, and the impact created by important issues of mutual concern, including AI and disinformation, on the security of many countries. Chair Battistel praised Taiwan for its youth development efforts, and said that under the Taiwan Global Pathfinders Initiative, 30 Taiwanese young people have embarked on a visit to France, with itineraries including the United Nations Ocean Conference and the VivaTech exhibition, as well as the city of Toulouse, which is strategically important for the aerospace industry. Members of the group are also conducting exchanges at the French National Assembly, she said.  Chair Battistel stated that the Taiwan-France partnership is growing closer, and that she hopes to continue to strengthen bilateral exchanges and cooperation, as supporting peace for Taiwan supports peace around the world.  The delegation also included Taiwan Friendship Group Vice Chair Éric Martineau, as well as National Assembly Committee on Foreign Affairs Vice Chair Laetitia Saint-Paul and Deputies Marie-José Allemand and Claudia Rouaux.     President Lai hosts state banquet for President Bernardo Arévalo of Republic of Guatemala  
    At noon on June 5, President Lai Ching-te hosted a state banquet at the Presidential Office for President Bernardo Arévalo of the Republic of Guatemala and his wife. In his remarks, President Lai noted that Taiwan and Guatemala have both undergone an arduous democratization process, and therefore, in face of the continuous expansion of authoritarian influence, must join hands in brotherhood and come together in solidarity to safeguard our hard-earned freedom and democracy. President Lai also expressed hope that both countries will work together and continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. A translation of President Lai’s remarks follows: Once again, I would like to offer a warm welcome to President Arévalo and First Lady Lucrecia Peinado, who are leading this delegation to Taiwan. President Arévalo’s previous visit to Taiwan was 31 years ago. Back then, Taiwan did not have direct presidential elections, and the nation was continuing to make progress toward democratization. Today, 31 years later, Taiwan has conducted direct presidential elections eight times, with three transfers of power between political parties. On this visit, I am sure that President Arévalo will gain a deep appreciation for Taiwan’s free and democratic atmosphere.  Taiwan and Guatemala have both undergone an arduous democratization process. A little over 200 years ago, the people of Guatemala took a stand against colonial oppression, seeking national dignity and the freedom of its people. Eighty-one years ago, President Arévalo’s father, Juan José Arévalo, became Guatemala’s first democratically elected president, establishing an important foundation for subsequent democratic development.  Our two peoples have democracy in their blood. Both know the value of freedom and democracy and are willing to take a stand for those values. Therefore, in face of the continuous expansion of authoritarian influence, our two countries must join hands in brotherhood to respond to threats and challenges, and come together in solidarity to safeguard our hard-earned freedom and democracy. I hope that both countries will work together to continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. I hope that on this visit, in addition to gaining a deeper understanding of Taiwan’s political, economic, and social development, President Arévalo can also reacquaint himself with the democratic vitality and cultural diversity of Taiwan by sampling various gourmet delicacies and once again experiencing the beauty of our scenery and warmth of our people. Guatemala is a very beautiful country. In the future, I hope to have a chance to personally experience that beauty, explore Mayan civilization, and savor local Guatemalan coffee. President Arévalo then delivered remarks, stating that at different times and by different means, the people of Taiwan and Guatemala have relentlessly sought to defend freedom and democracy. We share the same expectations, he said, and are walking the right path amid today’s complex international circumstances.  President Arévalo stated that Taiwan and Guatemala are true democratic nations, where the government’s goal is to serve all the people. He noted that this is far from easy under current circumstances, as many authoritarian regimes use their long-term hold on power to safeguard the interests of select groups and neglect the wellbeing of the population as a whole. President Arévalo said that last week Guatemala commemorated the 40th anniversary of its constitution, which was enacted in 1985 and is Guatemala’s ultimate guide, setting the foundation for democracy and clearly outlining the path ahead. He said that over the past 40 years, Guatemala has continued to follow the democratic blueprint established by the constitution and end the civil war so that the nation could make the transition to real democracy. Although more than a few ambitious people have attempted to destroy that process from within, he noted, the people of Guatemala have never given up the pursuit of democracy as an ideal. President Arévalo stated that our two sides’ coming together here is due to such shared values as freedom and democracy as well as the idea of serving all the people. He underlined that the governments of both countries will continue to work hard and provide mutual support to smooth out each other’s path of democracy, freedom, and justice. President Arévalo emphasized that the government of Guatemala will always be Taiwan’s ally, and that he firmly believes Taiwan is Guatemala’s most reliable partner on the path of democracy and economic prosperity and development. The president said he hopes this visit will be the first step towards setting a new course for the governments and peoples of both countries.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Submissions: 50 years after ‘Jaws,’ researchers have retired the man-eater myth and revealed more about sharks’ amazing biology

    The first blockbuster movie sent waves of panic and awe through audiences. “Jaws” – the tale of a killer great white shark that terrorizes a coastal tourist town – captured people’s imaginations and simultaneously created a widespread fear of the water.

    To call Steven Spielberg’s masterpiece a creature feature is trite. Because the shark isn’t shown for most of the movie – mechanical difficulties meant production didn’t have one ready to use until later in the filming process – suspense and fear build. The movie unlocked in viewers an innate fear of the unknown, encouraging the idea that monsters lurk beneath the ocean’s surface, even in the shallows.

    And because in 1975 marine scientists knew far less than we do now about sharks and their world, it was easy for the myth of the rogue shark as a murderous eating machine to take hold, along with the assumption that all sharks must be bloodthirsty, mindless killers.

    But in addition to scaring many moviegoers that “it’s not safe to go in the water,” “Jaws” has over the years inspired generations of researchers, including me. The scientific curiosity sparked by this horror fish flick has helped reveal so much more about what lies beneath the waves than was known 50 years ago. My own research focuses on the secret lives of sharks, their evolution and development, and how people can benefit from the study of these enigmatic animals.

    The business end of sharks: Their jaws and teeth

    My own work has focused on perhaps the most terrifying aspect of these apex predators, the jaws and teeth. I study the development of shark teeth in embryos.

    Sharks continue to make an unlimited supply of tooth replacements throughout life – it’s how they keep their bite constantly sharp.

    Hard-shelled prey, such as mollusks and crustaceans, from sandy substrates can be more abrasive for teeth, requiring quicker replacement. Depending on the water temperature, the conveyor belt-like renewal of an entire row of teeth can take between nine and 70 days, for example, in nurse sharks, or much longer in larger sharks. In the great white, a full-row replacement can take an estimated 250 days. That’s still an advantage over humans – we never regrow damaged or worn-out adult teeth.

    Interestingly, shark teeth are much like our own, developing from equivalent cells, patterned by the same genes, creating the same hard tissues, enamel and dentin. Sharks could potentially teach researchers how to master the process of tooth renewal. It would be huge for dentistry if scientists could use sharks to figure out how to engineer a new generation of teeth for human patients.

    Extraordinary fish with extraordinary biology

    As a group, sharks and their cartilaginous fish relatives – including skates, rays and chimaeras – are evolutionary relics that have inhabited the Earth’s oceans for over 400 million years. They’ve been around since long before human beings and most of the other animals on our planet today hit the scene, even before dinosaurs emerged.

    Sharks have a vast array of super powers that scientists have only recently discovered.

    Their electroreceptive pores, located around the head and jaws, have amazing sensory capabilities, allowing sharks to detect weak electrical fields emitted from hidden prey.

    Their skin is protected with an armor of tiny teeth, called dermal denticles, composed of sensitive dentin, that also allows for better drag-reducing hydrodynamics. Biologists and engineers are also using this “shark skin technology” to design hydrodynamic and aerodynamic solutions for future fuel-efficient vehicles.

    Some sharks are biofluorescent, meaning they emit light in different wavelengths after absorbing natural blue light. This emitted fluorescent color pattern suggests visual communication and recognition among members of the same species is possible in the dark depths.

    Sharks can migrate across huge global distances. For example, a silky shark was recorded traveling 17,000 miles (over 27,000 kilometers) over a year and a half. Hammerhead sharks can even home in on the Earth’s magnetic field to help them navigate.

    Greenland sharks exhibit a lengthy aging process and live for hundreds of years. Scientists estimated that one individual was 392 years old, give or take 120 years.

    Still much about sharks remains mysterious. We know little about their breeding habits and locations of their nursery grounds. Conservation efforts are beginning to target the identification of shark nurseries as a way to manage and protect fragile populations.

    Tagging programs and their “follow the shark” apps allow researchers to learn more about these animals’ lives and where they roam – highlighting the benefit of international collaboration and public engagement for conserving threatened shark populations.

    Sharks under attack

    Sharks are an incredible evolutionary success story. But they’re also vulnerable in the modern age of human-ocean interactions.

    Sharks are an afterthought for the commercial fishing industry, but overfishing of other species can cause dramatic crashes in shark populations. Their late age of sexual maturity – as old as 15 to 20 years or more in larger species or potentially 150 years in Greenland sharks – along with slow growth, long gestation periods and complex social structures make shark populations fragile and less capable of quick recoveries.

    Take the white shark (Carcharodon carcharias), for example – Jaws’ own species. Trophy hunting, trade in their body parts and commercial fishery impacts caused their numbers to dwindle. As a result, they received essential protections at the international level. In turn, their numbers have rebounded, especially around the United States, leading to a shift from critically endangered to vulnerable status worldwide. However, they remain critically endangered in Europe and the Mediterranean.

    “Jaws” was filmed on the island of Martha’s Vineyard, in Massachusetts. After careful management and the designation of white sharks as a prohibited species in federal waters in 1997 and in Massachusetts in 2005, their populations have recovered well over recent years in response to more seals in the area and recovering fish stocks.

    You might assume more sharks would mean more attacks, but that is not what we observe. Shark attacks have always been few and far between in Massachusetts and elsewhere, and they remain rare. It’s only a “Jaws”-perpetuated myth that sharks have a taste for humans. Sure, they might mistake a person for prey; for instance, surfers and swimmers can mimic the appearance of seals at the surface. Sharks in murky water might opportunistically take a test bite of what seem to be prey.

    But these attacks are rare enough that people can shed their “Jaws”-driven irrational fears of sharks. Almost all sharks are timid, and the likelihood of an interaction – let alone a negative one – is incredibly rare. Importantly, there more than 500 species of sharks in the world’s oceans, each one a unique member of a particular ecosystem with a vital role. Sharks come in all shapes and sizes, and inhabit every ocean, both the shallow and deep-end ecosystems.

    Most recorded human-shark interactions are awe-inspiring and not terrifying. Sharks don’t really care about people – at most they may be curious, but not hungry for human flesh. Whether or not “Jaws” fans have grown beyond the fear of movie monster sharks, we’re gonna need a bigger conservation effort to continue to protect these important ocean guardians.

    New requirement for application for or revalidation of local certificates of competency fully implemented today 
         The Merchant Shipping (Local Vessels) (Certification and Licensing) Regulation (Cap. 548D) stipulates that all local vessel operators must hold a valid local CoC.
     
         To enhance marine safety, the MD has revised the eligibility criteria for applying for or revalidating local CoCs by introducing a medical fitness certificate requirement to ensure that holders of local CoCs are physically fit to operate vessels. The medical fitness requirement involves two categories of persons: Category I covers all applicants for the initial issuance or revalidation of any grade of local CoCs; Category II only covers coxswains and engine operators in charge of passenger vessels (i.e. Class I vessels) and vessels carrying gases, noxious liquid substances, oil, etc (i.e. Class II vessels with designated types) (collectively referred to as “high-risk vessels”).
     
         All applicants for issuance and revalidation of local CoCs are required to submit to the MD a medical fitness certificate issued by a registered medical practitioner recognised by the MD together with the application form. Once issued, a local CoC will remain valid until the holder reaches the age of 65. Holders of local CoCs who wish to revalidate their CoCs after reaching the age of 65 will have to undergo and pass a medical assessment every three years. After reaching the age of 71, a holder must pass a medical assessment every year in order to revalidate the CoC.
     
         Considering the relatively higher marine safety risks associated with operating high-risk vessels, all coxswains and engine operators of high-risk vessels are required to undergo a medical assessment every five years to ensure that they are physically fit to operate the relevant vessels. Operators of high-risk vessels must submit a copy of the medical fitness certificate to the MD for record after obtaining the certificate. This requirement will be implemented by the MD through adding a new licensing condition to the Operating Licences of relevant high-risk vessels.
     
         The MD has already conducted extensive consultations with the industry regarding the new arrangements and detailed requirements, and has received support from various stakeholders, including the Legislative Council Panel on Economic Development, the Local Vessels Advisory Committee, trade associations, trade unions, and fishermen’s associations. The MD will continue to promote the new requirements to local CoC holders through various means.

    Unlocking these investments requires strengthening tax systems, and tackling illicit financial flows and tax evasion.
     
    And helping developing countries dedicate a greater share of their tax revenues to the systems people need.
     
    The Sevilla Commitment’s call on developed countries to double their aid dedicated to domestic resource mobilization to support this.
     
    Multilateral and national development banks must unite to finance major investments. 
     
    This includes tripling the lending capacity of Multilateral Development Banks — and rechanneling Special Drawing Rights that can unlock lending capacity and help developing countries boost investment.
     
    We also need innovative funding solutions to unlock private capital.
     
    Solutions that mitigate currency risks;
     
    That combine public and private finance more effectively, and ensure the risks and rewards of development projects are shared by both the public and the private sectors; 
     
    And that ensure financial regulations assess risk appropriately and support investments in frontier markets.
     
    Second — we must fix the global debt system which is unsustainable, unfair and unaffordable.
     
    With annual debt service at $1.4 trillion, countries need — and deserve — a system that lowers borrowing costs, enables fair and timely debt-restructuring, and prevents debt crises in the first place.
     
    The Sevilla Commitment lays the groundwork:  
     
    With other aspects, by also creating a single debt registry for transparency, and promoting responsible lending and borrowing;
     
    By lowering the cost of capital through debt swaps and debt management support;
     
    And through debt service pauses in times of emergency.    
     
    And third — we must increase the participation of developing countries in the institutions of the global financial architecture. The present major shareholders have a role to play recognizing the importance of correcting injustices and adapting to a changing world. 

    A new borrowers forum will give voice to borrowers for fairer debt resolution and to foster transparency, shared learning and coordinated debt action.
     
    And we need a fairer global tax system shaped by all, not just by a few.

    Para ello, hay que triplicar la capacidad de préstamo de los bancos multilaterales de desarrollo y reorientar los derechos especiales de giro para aumentar la capacidad de préstamo y ayudar a los países en desarrollo a impulsar la inversión.

    También necesitamos soluciones de financiación innovadora para facilitar el capital privado: 

    Que mitiguen los riesgos cambiarios;

    Que combinen más eficazmente la financiación pública y privada, y garanticen que los riesgos y las recompensas de los proyectos de desarrollo sean compartidos por el sector público y el sector privado; 

    Y que garanticen que la reglamentación financiera evalúa los riesgos adecuadamente y apoya las inversiones en mercados frontera.

    En segundo lugar, debemos reparar el sistema mundial de la deuda, que es insostenible, injusto e inasequible.

    Con un servicio de la deuda que asciende a 1,4 billones de dólares al año, los países necesitan — y merecen — un sistema que abarate el costo del endeudamiento, facilite la reestructuración justa y oportuna de la deuda, y prevenga las crisis de deuda en primer lugar.

    El Compromiso de Sevilla sienta las bases:  

    Con otros factores, creando también un registro único de la deuda en aras de la transparencia, y promoviendo prácticas responsables de préstamo y endeudamiento;

    Reduciendo el costo del capital mediante canjes de deuda y el apoyo a la gestión de la deuda;

    Together, we achieved progress.

    Reducing global poverty and hunger.

    Saving lives with stronger health care systems.

    Getting more children into school.
                                        
    Expanding opportunities for women and girls.

    And strengthening social safety nets.

    But today, development and its great enabler — international cooperation — are facing massive headwinds.

    We are living in a world where trust is fraying and multilateralism is strained.

    A world with a slowing economy, rising trade tensions, and decimated aid budgets.

    A world shaken by inequalities, climate chaos and raging conflicts. 

    The link between peace and development is clear.

    Nine of the ten countries with the lowest Human Development Indicators are currently in a state of conflict. 

    Excellencies,

    Financing is the engine of development.

    And right now, this engine is sputtering.

    As we meet, the 2030 Agenda for Sustainable Development — our global promise to transform our world for a better, fairer future — is in danger.

    Two-thirds of the Sustainable Development Goals targets are lagging.

    Achieving them requires an investment of more than $4 trillion a year.

    But this is not just a crisis of numbers. 

    It’s a crisis of people.

    Of families going hungry.

    Of children going unvaccinated.

    Of girls forced to drop out of school.

  • MIL-OSI Submissions: Sleep loss rewires the brain for cravings and weight gain – a neurologist explains the science behind the cycle

    Getting enough sleep is one of the most effective ways to restore metabolic balance in the brain and body. SimpleImages/Moment via Getty Images

    You stayed up too late scrolling through your phone, answering emails or watching just one more episode. The next morning, you feel groggy and irritable. That sugary pastry or greasy breakfast sandwich suddenly looks more appealing than your usual yogurt and berries. By the afternoon, chips or candy from the break room call your name. This isn’t just about willpower. Your brain, short on rest, is nudging you toward quick, high-calorie fixes.

    There is a reason why this cycle repeats itself so predictably. Research shows that insufficient sleep disrupts hunger signals, weakens self-control, impairs glucose metabolism and increases your risk of weight gain. These changes can occur rapidly, even after a single night of poor sleep, and can become more harmful over time if left unaddressed.

    I am a neurologist specializing in sleep science and its impact on health.

    Sleep deprivation affects millions. According to the Centers for Disease Control and Prevention, more than one-third of U.S. adults regularly get less than seven hours of sleep per night. Nearly three-quarters of adolescents fall short of the recommended 8-10 hours sleep during the school week.

    While anyone can suffer from sleep loss, essential workers and first responders, including nurses, firefighters and emergency personnel, are especially vulnerable due to night shifts and rotating schedules. These patterns disrupt the body’s internal clock and are linked to increased cravings, poor eating habits and elevated risks for obesity and metabolic disease. Fortunately, even a few nights of consistent, high-quality sleep can help rebalance key systems and start to reverse some of these effects.

    How sleep deficits disrupt hunger hormones

    Your body regulates hunger through a hormonal feedback loop involving two key hormones.

    Ghrelin, produced primarily in the stomach, signals that you are hungry, while leptin, which is produced in the fat cells, tells your brain that you are full. Even one night of restricted sleep increases the release of ghrelin and decreases leptin, which leads to greater hunger and reduced satisfaction after eating. This shift is driven by changes in how the body regulates hunger and stress. Your brain becomes less responsive to fullness signals, while at the same time ramping up stress hormones that can increase cravings and appetite.

    These changes are not subtle. In controlled lab studies, healthy adults reported increased hunger and stronger cravings for calorie-dense foods after sleeping only four to five hours. The effect worsens with ongoing sleep deficits, which can lead to a chronically elevated appetite.

    Sleep is as important as diet and exercise in maintaining a healthy weight.

    Why the brain shifts into reward mode

    Sleep loss changes how your brain evaluates food.

    Imaging studies show that after just one night of sleep deprivation, the prefrontal cortex, which is responsible for decision-making and impulse control, has reduced activity. At the same time, reward-related areas such as the amygdala and the nucleus accumbens, a part of the brain that drives motivation and reward-seeking, become more reactive to tempting food cues.

    In simple terms, your brain becomes more tempted by junk food and less capable of resisting it. Participants in sleep deprivation studies not only rated high-calorie foods as more desirable but were also more likely to choose them, regardless of how hungry they actually felt.

    Your metabolism slows, leading to increased fat storage

    Sleep is also critical for blood sugar control.

    When you’re well rested, your body efficiently uses insulin to move sugar out of your bloodstream and into your cells for energy. But even one night of partial sleep can reduce insulin sensitivity by up to 25%, leaving more sugar circulating in your blood.

    If your body can’t process sugar effectively, it’s more likely to convert it into fat. This contributes to weight gain, especially around the abdomen. Over time, poor sleep is associated with higher risk for Type 2 diabetes and metabolic syndrome, a group of health issues such as high blood pressure, belly fat and high blood sugar that raise the risk for heart disease and diabetes.

    On top of this, sleep loss raises cortisol, your body’s main stress hormone. Elevated cortisol encourages fat storage, especially in the abdominal region, and can further disrupt appetite regulation.

    Sleep is your metabolic reset button

    In a culture that glorifies hustle and late nights, sleep is often treated as optional. But your body doesn’t see it that way. Sleep is not downtime. It is active, essential repair. It is when your brain recalibrates hunger and reward signals, your hormones reset and your metabolism stabilizes.

    Just one or two nights of quality sleep can begin to undo the damage from prior sleep loss and restore your body’s natural balance.

    So the next time you find yourself reaching for junk food after a short night, recognize that your biology is not failing you. It is reacting to stress and fatigue. The most effective way to restore balance isn’t a crash diet or caffeine. It’s sleep.

    Sleep is not a luxury. It is your most powerful tool for appetite control, energy regulation and long-term health.

    With many play areas showing their age and traditional funding sources coming to an end, Norwich City Council is launching a consultation to gather ideas, spark creativity, and set priorities for future investment.

    Norwich has 74 play areas, 17 multi-use games areas (MUGAs), 5 skate parks and 1 BMX track, all managed by the city council

    Whether you’re a parent, a child, a teacher, or a local resident, your voice matters. From drawing dream playgrounds to sharing thoughts in a quick survey or coming to a pop-up event, there are several fun and easy ways to get involved.

    Cllr Emma Hampton, cabinet member for parks and open spaces, said:

    “Norwich is fortunate to have so many play areas which we know are an important part of resident’s wellbeing, and we need to plan their future – help us shape what comes next.

     “We’re inviting everyone to be part of the conversation and help us build spaces that children love, and communities are proud of.”

    • Prioritise improvements
    • Create inclusive spaces
    • Plan for future needs

  • MIL-OSI Asia-Pac: Vessel operators must pass medical

    The Marine Department today announced a new requirement in applications for local certificates of competency (CoC), or their revalidation, whereby a medical fitness certificate issued by a recognised medical practitioner must be submitted.

     

    To enhance marine safety, the department has revised the eligibility criteria for local CoCs. Introducing a medical fitness certificate requirement will ensure certificate holders are physically fit to operate vessels.

     

    The new requirement involves two categories of people. Category I covers all applicants for initial issuance or revalidation of any grade of local CoC. Category II only covers coxswains and engine operators in charge of passenger vessels and “high-risk vessels” carrying substances such as gases, noxious liquid substances or oil.

     

    All applicants for issuance or revalidation of local CoCs must submit a medical fitness certificate issued by a registered medical practitioner recognised by the department together with their application form.

     

    Once issued, the local certificates will remain valid until the holder reaches the age of 65. Holders of local certificates who wish to revalidate their CoCs after reaching 65 will have to pass a medical assessment every three years.

     

    After reaching the age of 71, a holder must pass a medical assessment every year to revalidate the CoC.

     

    Considering the higher marine safety risks involved, all coxswains and engine operators of high-risk vessels need to undergo a medical assessment every five years to ensure they are physically fit to operate the relevant vessels.

     

    Operators of high-risk vessels must submit a copy of their medical fitness certificate to the Marine Department for record after obtaining the certificate. This requirement will be implemented with the addition of a new licensing condition to the Operating Licences of high-risk vessels.

     

    The department conducted extensive consultations with the industry regarding the new arrangements, and received support from stakeholders including the Legislative Council Economic Development Panel, the Local Vessels Advisory Committee, trade associations, trade unions and fishermen’s associations.

  • MIL-OSI United Kingdom: Night to remember as gallery’s goddess is conserved

    A breath-taking, life-sized artwork depicting its painter’s wife as a beautiful goddess has gone on display after being delicately conserved by experts at Leeds Art Gallery.

    The romantic tribute Goddess of Night, by artist Quentin Bell is part of a new exhibition exploring different portrayals of women over the past 400 years, after it was the subject of a careful restoration project by specialist paper conservator James Caverhill.

    Separating the fragile piece from its backing, James began the painstaking process of repairing a split which had occurred in the brittle paper over many years.

    Drawn in astonishing detail on fragile material, the remarkable piece is one of a pair, with its companion Goddess of Day – also part of the gallery’s collection – having been generously gifted last year by Vanda Walton.

    Both pieces are now proudly on display in the gallery as part of its current Portrayals of Women exhibition, which explores how women have been portrayed from the 17th century to the present day.

    Bell was the nephew of Virginia Woolf, as well as a renowned ceramicist and former professor of fine art at The University of Leeds. He based both artworks on his beloved wife Anne Olivier Bell, known as Olivier, completing the captivating portraits in the early years of their marriage.

    Olivier, a distinguished art expert herself, met her future husband during a study trip to Paris in 1937 where he painted her for the first time.

    In 1945, she worked for the Monuments, Fine Arts and Archives Branch of the Control Commission for Germany, one of the so-called ‘Monuments Men’ featured in the 2014 film starring George Clooney.

    She was also one of the first members of the Arts Council, a role which included escorting paintings from Munich’s Alte Pinakothek on goods trains across Germany for display at the National Gallery in London.

    Both Goddess of Day and Goddess of Night hung in the couple’s Sussex home for many years until 1980, when Bell gifted both paintings to his friend and colleague Peter Walton, Vanda’s late husband.

    The works, which were cherished and well cared for, remained in Peter and Vanda’s home until last year when they were generously donated to the gallery.

    Kirsty Young, Leeds Art Gallery’s assistant curator of fine art, said: “Both these works by Bell have a unique and timeless beauty, even more so because of the personal story behind them and the powerful emotional connection the artist clearly had with his subject.

    “Bell’s works frequently reference classical mythology and these works that have a strong architectural quality to them are a perfect reflection of this.

    “In various mythologies, day and night are personified as female deities that control the cycle of light and darkness. These portrayals often highlight female power, beauty, wisdom and influence. The figures here are clearly identifiable through the symbolic items they are holding.

    “The nature of works on paper means that over time, they can be subject to this kind of deterioration as the paper can become very brittle, so we’re extremely fortunate to have James’s expertise in conserving Goddess of Night in readiness for display.

    “Bell painted Olivier a number of times through his career, and as well as being a companion in life, she was clearly also a huge inspiration to him artistically, so we’re looking forward to sharing their story with visitors through these stunning artworks.”

    Bell’s works are part of Leeds Art Gallery’s impressive fine art collection which is designated as being of national and international importance. The collection of works on paper is one of the finest in Britain and consists of over 10,000 items dating from 1450 to the present day.

    The Portrayals of Women exhibition brings together a range of artworks from Leeds Art Gallery’s nationally renowned works on paper collection. It features a selection of works including historic pieces by Ottavio Leoni and Rembrandt Harmenszoon van Rijn, to recent acquisitions by contemporary artists Skye Davies and SHARP

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “The opportunity to learn about and be inspired by stunning artworks like this is exactly why our gallery and its incredible collection are so important to life and culture in Leeds.

    “Preserving and conserving these works means that future generations will also be able to learn about them and their fascinating stories for many years to come.”

    Jane Bhoyroo, principal keeper at Leeds Art Gallery added:  “We are very grateful for this recent gift which enables us to continue to grow the city’s outstanding collection. We look forward to sharing this remarkable work with our audiences”.

    On the Solemnity of the Saints Apostles Peter and Paul, at 9.30 in the Vatican Basilica, the Holy Father Leo XIV imposed the Sacred Pallia, taken from the Confessio of the Apostle Peter and destined for the metropolitan archbishops appointed during the course of the year.
    The Pope will preside over the Eucharistic Celebration with the cardinals, the metropolitan archbishops and the bishops.
    During the Eucharistic Celebration, after the Gospel reading, the Holy Father delivered the following homily:

    Dear brothers and sisters,
    Today we celebrate two brothers in faith, Peter and Paul, whom we honour as pillars of the Church and venerate as patrons of the diocese and city of Rome.
    The story of these two Apostles has much to say to us, the community of the Lord’s disciples, as we make our pilgrim way in today’s world. Upon reflection, I would like to emphasize two specific aspects of their faith: ecclesial communion and the vitality of faith.
    First, ecclesial communion. Today’s liturgy reminds us how Peter and Paul were called to share a single fate, that of martyrdom, which united them definitively to Christ. In the first reading, we see Peter in prison awaiting judgment (cf. Acts 12:1-11). In the second reading, the Apostle Paul, also in chains, tells us, in a kind of last will and testament, that his blood is about to be poured out and offered to God (cf. 2 Tim 4:6-8, 17-18). Peter and Paul were both ready to lay down their lives for the sake of the Gospel.
    Yet this communion of the two Apostles in the one confession of faith was the conclusion of a long journey on which each embraced the faith and lived out his apostolate in his own particular way. Their brotherhood in the Spirit did not erase their different backgrounds. Simon was a fisherman from Galilee, while Saul was highly educated and a member of the party of the Pharisees. Peter immediately left everything to follow the Lord, while Paul persecuted Christians before his life-changing encounter with the risen Christ. Peter preached mainly to the Jews, whereas Paul was driven to bring the Good News to the gentiles.
    As we know, the two were at odds over the proper way to deal with gentile converts, so much so that Paul tells us that, “when Cephas came to Antioch, I opposed him to his face, because he stood self-condemned” (Gal 2:11). At the Council of Jerusalem, the two Apostles would once more debate the issue.
    Dear friends, the history of Peter and Paul shows us that the communion to which the Lord calls us is a unison of voices and personalities that does not eliminate anyone’s freedom. Our patron saints followed different paths, had different ideas and at times argued with one another with evangelical frankness. Yet this did not prevent them from living the concordia apostolorum, that is, a living communion in the Spirit, a fruitful harmony in diversity. As Saint Augustine remarks, “the feast of the two Apostles is celebrated on one day. They too were one. For although they were martyred on different days, they were one” (Serm. 295, 7.7).
    All this invites us to reflect on the nature of ecclesial communion. Awakened by the inspiration of the Spirit, it unites differences and builds bridges of unity thanks to the rich variety of charisms, gifts and ministries. It is important that we learn to experience communion in this way — as unity within diversity — so that the various gifts, united in the one confession of faith, may advance the preaching of the Gospel. We are called to persevere along this path, following the example of Peter and Paul, since all of us need that kind of fraternity. The whole Church needs fraternity, which must be present in all of our relationships, whether between lay people and priests, priests and bishops, bishops and the Pope. Fraternity is also needed in pastoral care, ecumenical dialogue and the friendly relations that the Church desires to maintain with the world. Let us make an effort, then, to turn our differences into a workshop of unity and communion, of fraternity and reconciliation, so that everyone in the Church, each with his or her personal history, may learn to walk side by side.
    Saints Peter and Paul also challenge us to think about the vitality of our faith. In our life as disciples, we can always risk falling into a rut, a routine, a tendency to follow the same old pastoral plans without experiencing interior renewal and a willingness to respond to new challenges. The two Apostles, however, can inspire us by the example of their openness to change, to new events, encounters and concrete situations in the life of their communities, and by their readiness to consider new approaches to evangelization in response to the problems and difficulties raised by our brothers and sisters in the faith.
    At the heart of today’s Gospel lies the question that Jesus asked his disciples. Today he asks us that same question, challenging us to examine whether our faith life retains its energy and vitality, and whether the flame of our relationship with the Lord still burns bright: “Who do you say that I am?” (Mt 16:15).
    Every day, at every moment in history, we must always take this question to heart. If we want to keep our identity as Christians from being reduced to a relic of the past, as Pope Francis often reminded us, it is important to move beyond a tired and stagnant faith. We need to ask ourselves: Who is Jesus Christ for us today? What place does he occupy in our lives and in the life of the Church? How can we bear witness to this hope in our daily lives and proclaim it to those whom we meet?
    Brothers and sisters, the exercise of a discernment born of these questions can enable our faith and the faith of the Church to be constantly renewed and to find new paths and new approaches to preaching the Gospel. This, together with communion, must be our greatest desire. Today I would like to speak to the Church in Rome in particular, because it, above all, is called to be a sign of unity and communion, a Church on fire with vibrant faith, a community of disciples who testify to the joy and consolation of the Gospel wherever people find themselves.
    In the joy of the communion that the lives of Saints Peter and Paul invite us to cultivate, I greet my brother Archbishops who today receive the Pallium. Dear brothers, this sign of the pastoral responsibility entrusted to you also expresses your communion with the Bishop of Rome, so that in the unity of the Catholic faith, each of you may build up that communion in your local Churches.
    I would also like to greet the members of the Synod of the Ukrainian Greek Catholic Church. I you thank for your presence here and for your pastoral zeal. May the Lord grant peace to your people!
    And with deep gratitude, I greet the Delegation of the Ecumenical Patriarchate, sent here by my dear brother, His Holiness Bartholomew.
    Dear brothers and sisters, strengthened by the witness of the holy Apostles Peter and Paul, let us walk together in faith and communion and invoke their intercession upon ourselves, the city of Rome, the Church, and the whole world.

  • MIL-Evening Report: Warmer seas are fuelling the dangerous ‘weather bomb’ about to hit NSW

    Right now, a severe storm likely to be the first significant east coast low in three years is developing off the coast of New South Wales. It’s expected to intensify today before approaching the coastline on Tuesday. Huge waves, sustained heavy rains and very strong winds are likely.

    At this stage, it’s expected to linger offshore south of Coffs Harbour – the same area hit hard by unprecedented floods on the Mid-North Coast last month. Residents on the coast or in low-lying areas have been asked to prepare.

    There’s nothing new about east coast lows, intense winter storms which can hit coastlines anywhere from southern Queensland to Tasmania. But what is new are the historically warm seas. Just like a tropical cyclone, east coast lows feed on ocean heat. And just like a tropical cyclone, they can intensify rapidly if the conditions are right.

    The storm looming this week has been intensifying very fast, to the point it could be classified as a “weather bomb” – a storm undergoing explosive cyclogenesis.

    If the storm shapes up as predicted, we can expect to see damage to houses and trees as well as significant beach erosion – especially in heavily populated areas exposed to the storm’s southern flank.

    The Bureau of Meteorology is issuing warnings about the looming east coast low.

    What to expect from this storm

    It’s too early to say just how bad this storm will be. Much depends on how intense it becomes and how close it tracks to the coast.

    Earlier storms have caused flooding of businesses and properties and significant disruptions to transport networks and electricity supplies.

    The Bureau of Meteorology is forecasting strong to damaging winds and moderate to heavy rain for this deepening weather system from Tuesday onwards, and hazardous surf conditions for much of the week.

    Sea surface temperatures are 1 to 2.5°C above average off most of the NSW coast. This ocean heat will act as fuel for the storm, boosting the chance of even stronger winds and heavy rain if the centre moves closer to the coast and slows down.

    East coast lows are distinct

    Why do winter storms need their own title? East coast lows are quite distinct. They’re most common in autumn and winter, but they can occur any time.

    These weather systems usually form after an upper atmosphere low or deep trough gets stronger over eastern Australia.

    This triggers the development of a low pressure system at sea level near the coast to the east of the upper level system. These often intensify rapidly.

    During summer, these weather systems can occasionally form in the aftermath of a Coral Sea tropical cyclone as it moves towards the central east coast. By the time the decaying cyclone reaches the cooler waters of the Tasman Sea, it has lost its characteristic warm core. It can now rapidly transition into an east coast low.

    Two of Australia’s most populated areas, Sydney/Central Coast and Brisbane/Gold Coast are in the zone most likely to be affected by these intense storms.

    What role is climate change playing?

    About 90% of all extra heat trapped by greenhouse gases goes into the oceans. The world’s oceans are now at their warmest point on record.

    Marine heatwaves are causing many unwelcome changes. Warmer waters made South Australia’s ongoing devastating algal bloom more likely. A huge marine heatwave hit Western Australia’s Ningaloo Reef before heading south. In southeast Australia, the warm East Australian Current is pushing further south, taking warm-water species into Tasmanian waters.

    The steady warming of oceans off southeast Australia not only fuels more extreme weather but damages marine ecosystems and commercial fisheries.

    As climate change intensifies, researchers have found intense east coast lows will actually become less common in the future – but the storms which do form could be more dangerous. A similar trend is likely for tropical cyclones around Australia.

    As the world gets hotter still, the intensity of rainfall extremes associated with these weather systems is expected to rise – especially short-duration rainfall.

    That means a higher risk of river and flash flooding, more damage from high energy wind and waves along exposed coasts and significant erosion of beaches and cliffs. Damage to the coasts will be worsened by rising sea levels.

    Bracing for more extremes

    It’s been a terrible six months for extreme weather. The year started with severe flooding in northern Queensland in February, followed soon after by Tropical Cyclone Alfred which hit heavily populated parts of southeast Queensland and northern New South Wales.

    A couple of weeks later, intense rains devastated western Queensland, causing huge livestock losses. But even as floods hit the east coast, farmers across the continent’s southern reaches are struggling with extreme drought.

    As the Mid-North Coast braces for yet more extreme weather, residents should heed warnings from the Bureau of Meteorology, visit the NSW emergencies and natural disasters website and listen to information provided by the national broadcaster.
