  • MIL-Evening Report: A solar panel recycling scheme would help reduce waste, but please repair and reuse first

    Australia’s rooftop solar industry has renewed calls for a mandatory recycling scheme to deal with the growing problem of solar panel waste. Only about 10% of panels are currently recycled. The rest are stockpiled, sent overseas or dumped in landfill.

    One in three Australian homes now have rooftop solar panels, and new systems are being installed at the rate of 300,000 a year. Meanwhile, older systems are being scrapped – often well before the end of their useful life.

    This has made solar panels Australia’s fastest-growing electronic waste stream. Yet federal government plans for a national scheme to manage this waste appear to have stalled.

    Clearly, solar panel waste is a major problem for Australia. Recycling is one part of the solution. But Australia also needs new rules so solar panels can be repaired and reused.

    What are product stewardship schemes?

    The Smart Energy Council, which represents the solar industry, is calling for a national product stewardship scheme.

    Product stewardship schemes share responsibility for reducing waste at the end of a product’s useful life. They can involve people all along the supply chain, from manufacturers to importers to retailers.

    Such schemes may be voluntary, and industry-led, or mandatory and legislated. Alternatively, they can be shared – approved by government but run by an organisation on behalf of industry.

    Existing schemes manage waste such as oil, tyres, paper and packaging, mobile phones, televisions and computers.

    Depending on the product, a levy is paid by the manufacturer, product importer, network service provider (in case of mobile muster), retailer or consumer – or a combination of these. The money raised is then invested in recycling, research or raising awareness and administering the scheme.

    Establishing a solar panel product stewardship scheme

    Solar panel systems were added to a national priority list for a product stewardship scheme in 2017.

    In December 2020, the federal government called for partners to help develop the scheme, but later stated that no partnership would be struck.

    The government released a discussion paper for comment in 2023. The scheme has not yet been established.

    This is particularly problematic given Australia’s commitment to renewable energy, which will entail a rapid expansion of solar technology.

    Recycling should be the last resort

    Product stewardship schemes assume recycling is the main solution to the waste problem.

    Australia’s National Waste Policy also focuses on on recycling, rather than reuse or repair. This is despite recycling being the last resort on the “waste hierarchy”, just slightly above disposal.

    Solar photovoltaic panels are built to last 30 years or more, and are “not made to be unmade”. They are not easy to dismantle for recycling because they are built to withstand harsh conditions.

    It’s difficult for Australia to influence the design of solar panels, given 99% are imported. Just one manufacturer, Tindo Solar in Adelaide, assembles solar panels on Australian soil, using imported silicon cells.

    Many solar panels are being removed well before their end of life, generating waste ahead of time. This is rarely because they have stopped producing power.

    In our previous research, we found many reasons why people chose to take solar panels down. Consumers are often advised to replace the whole system when just a few panels are faulty. Or they may simply be upgrading to a larger, more efficient system. Sometimes it’s because they want to access a new renewable energy subsidy.

    Renewable subsidies and other solar panel policies should be redesigned to keep panels on roofs for longer.

    Functioning solar panels removed before the end of their life should be reused. This would require new regulations including quality-control measures certifying second-hand solar panels, and second-hand markets. This is a much neglected field of research and development.

    What else should such a scheme include?

    Others have discussed what a solar panel product stewardship scheme could include and the possible regulatory environment.

    We think the scheme should also involve collecting and transporting panels around Australia, including remote areas.

    Unfortunately, existing product stewardship schemes do not differentiate between urban, regional and remote areas. The same is likely to be the case for a solar panel collection and recycling scheme.

    This leaves regional and remote areas with fewer recycling facilities and collection points. With a growing number of large solar projects in Northern Australia, reducing waste is imperative.

    Remote island communities in the Northern Territory bundle up their recyclables and ship it to Darwin. Removed solar panels are then transported to urban Victoria, New South Wales or South Australia for processing. Who should bear the cost of transporting this waste? Consumers, remote regional councils with small ratepayer bases, or manufacturers and retailers?

    A well-designed scheme would help recover valuable resources across Australia for reuse in new products.

    However, large volumes of solar panels would be required for recycling schemes to become commercially viable. That’s why the solar recycling industry is concerned about exporters and scrap dealers collecting panels rather then certified solar panel recyclers.

    Even if the technology for recycling solar panels is nascent in Australia, it’s worth stockpiling panels in Australia for later.

    Considering these issues in the design of a product stewardship scheme would help ensure we can maximise the benefits of renewable energy, while minimising waste.

  • MIL-OSI Global: Habitat loss and over-exploitation are leading to a decline in salmon populations

    One-quarter of freshwater animals are now threatened with extinction, and population declines in fresh waters outpace those in marine and terrestrial systems. Reports of salmonid fish decline are stark, with many populations and species listed as threatened or endangered.

    Salmonids are a large family of ray-finned fish. In North America, it includes Pacific salmon on the west coast, Atlantic salmon on the east, and trout and char species such as brook trout and the introduced brown trout.

    Salmonid fish are extremely important. Ecologically, they provide food and nutrients for other animals and are indicators of ecosystem health. Culturally, they hold places in stories and worldviews, provide sustenance for humans and foster a deep connection to our rivers, lakes and oceans.

    Economically, they sustain communities around the world, as people travel to see these captivating creatures. Beyond all this, they have intrinsic value within river ecosystems.

    Although the salmonid family is undoubtedly one of the most studied groups of fish, we still don’t know much about the relative abundance of these fishes globally.

    We did a systematic review of published literature for reports of salmonid biomass (the total weight of fish in a particular area) in rivers around the world. The result was the largest dataset of salmonid biomass as we know it: more than 1,000 rivers across 27 countries, with fish sampling spanning 84 years (1937-2021).

    Habitat degradation

    This unique dataset enabled us to test several hypotheses, including temporal trends in salmonid populations. We found that average biomass declined 38 per cent from pre-1980 levels compared to post-2000 levels. Real declines are likely to be even higher, due to a publication bias towards reporting on rivers with higher biomass.

    Reasons for the decline will be unique to each population and often due to a combination of factors that include habitat loss and degradation, river regulation, over-exploitation, aquaculture and climate change.

    Freshwater ecosystems are among the most threatened and degraded environments in the world. The way we use the land surrounding waterways can have devastating impacts on aquatic life.

    Excessive nutrient loads from agriculture can lead to harmful algal blooms, which can choke waterways and lead to oxygen depletion, killing fish.

    Contaminants from pesticides, mining waste, oil and gas production, and urban areas can lead to decreased abundance and growth, declines in genetic diversity and effects on reproductive potential.

    Forest clearing destroys stream habitat by removing shade and shelter-providing plants along stream banks. Without this vegetation, excessive sediment can be washed into the stream, filling gaps between rocks and stones and further degrading important fish habitats and increasing water temperatures.

    Human activity disrupting migrations

    Many salmonid species are anadromous, meaning they migrate from freshwater to the sea and return to freshwater to complete their life cycle. Adult salmon will swim into the headwaters of streams to spawn, so access to these habitats is essential.

    Dams and other structures sever the pathway for many migratory fish and are perhaps the most significant disturbance in river ecosystems. Sixty-three per cent of large rivers (over 1,000 kilometres) are no longer connected across their whole length.

    While many salmonids may be able to scale small waterfalls, a dam or structure with smooth surfaces and no water are virtually impossible to pass. Fish passes (human-made pathways alongside barriers that fish can move through) can provide access upstream of dams. However, not all fish passes work as intended, and older dams will likely lack these facilities.

    Even if fish can migrate above a dam, the natural flow of water and movement of substrate is disrupted, causing major effects downstream. These natural regimes of water and substrate are crucial for maintaining habitat for aquatic species.

    Dam removal is becoming more common as a restoration technique, which leads to improved connectivity of sediment and fish. For example, fish numbers increased after removal of two dams on the Elwha River in Washington state, which reconnected 60 kilometres of previously inaccessible salmonid habitat.

    Climate change

    A warming climate, with more frequent droughts and flood events, is predicted to have negative impacts on salmon growth and survival, leading to deteriorating habitats and a reduction in abundance.

    Warming waters may cause shifts in salmonid abundance and distribution, with some species unable to adapt or move in time. Warming can also lead to increased stress and mortality for these cold-water fishes, reductions in body size and spawning success.

    Unfortunately, it was not possible to include temperature in our global dataset, as it is not systematically reported in studies.

    Biomass not evenly distributed

    In our study, we found that salmonid biomass is not evenly distributed. Most streams have a relatively low biomass (average of 5.2 g/m2). However, a few outstanding streams exhibit much higher biomass than average (over 36.5 g/m2).

    It remains difficult to determine which variables contribute the most to this high productivity. High biomass may be related to local factors (temperature, flow, rock sizes in the river, presence of wood), which are not represented in our global dataset.

    Investigating what makes these streams so productive is a key question for scientists. Our dataset can help fuel researchers curiosity and promote habitat restoration and enhancement for all freshwater life.

    The dataset, which currently includes biomass data for 11 salmonid species and contains multiple variables that could affect biomass (stream width, season, sampling methods, area sampled and elevation), is publicly available. Scientists around the world can update the dataset in the coming years with additional data, such as temperature, which will help us understand the impact of climate change.

    Restoring habitats

    A lot of effort has gone into restoring and enhancing the habitats of salmonid species.

    While we are seeing local improvements in some populations — for example after habitat restoration with large wood or boulders — restoration efforts are often short-lived and target very small areas. These efforts should encompass whole watersheds to be most effective.

    Rivers are naturally dynamic, shifting their course as they move across floodplains. Improving river mobility, by allowing a river to restore itself and providing it space to move, will lead to more long-term sustainable restoration. This will be beneficial for not only salmonids but other aquatic animals.

  • Heavy rain to lash Kerala till June 18, IMD issues red alert for five districts

    The India Meteorological Department (IMD) has forecast widespread heavy to very heavy rainfall across Kerala till June 18, prompting authorities to issue red, orange, and yellow alerts for multiple districts.

    Squally weather conditions are also expected along the state’s coastline, leading to a ban on fishing activities.

    A red alert, indicating extremely heavy rainfall exceeding 20 cm in 24 hours, has been issued for Malappuram and Kozhikode on June 17. The alert is extended to Wayanad, Kannur, and Kasaragod on June 18, as monsoon activity intensifies in the northern districts. The red alert represents the most severe weather warnings, indicating extremely heavy rainfall within 24 hours.

    An orange alert, which signals very heavy rain ranging from 11 to 20 cm, has been announced for Pathanamthitta, Kottayam, Ernakulam, Idukki, Thrissur, and Palakkad on June 16,17.

    The weather department has also issued an orange alert on June 18 in Palakkad, Malappuram, Kozhikode, Wayanad, Kannur, and Kasaragod.

    Several other districts are under yellow alert, which is issued for expected heavy rainfall between 6 and 11 cm. The IMD has issued a yellow alert for Thiruvananthapuram, Kollam, and Alappuzha on June 17, while on June 18 yellow alert is issued for Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Ernakulam, Idukki, and Thrissur.

    In addition to rainfall alerts, the IMD has warned of squally weather with wind speeds of 40 to 50 kmph, gusting up to 60 kmph along and off the Kerala coast.

    These conditions are expected to prevail until June 18.

    Fishermen have been strictly advised not to venture into the sea during this period due to the risk of rough sea conditions.

    State disaster management officials have urged residents in vulnerable areas to exercise caution, particularly in hilly regions prone to landslides and flooding.

    Local administrations have been instructed to stay on high alert and prepare for emergency response as needed. The government has also asked the public to stay updated through official weather bulletins and follow safety instructions issued by authorities.

    Addressing the gathering of over 200 party MPs, MLAs, ministers, and senior functionaries, HM Shah began his speech by paying tribute to former Gujarat Chief Minister Vijaybhai Rupani and others who lost their lives in the unfortunate plane crash in Ahmedabad.

    He acknowledged the contributions of Rupani to the party and the nation, underscoring the BJP’s tradition of selfless service and unwavering commitment to its principles. Reflecting on the BJP’s legacy, Shah highlighted the contributions of leaders such as Shyama Prasad Mukherjee, Pandit Deendayal Upadhyay, Atal Bihari Vajpayee, LK Advani, and Prime Minister Narendra Modi.

    He asserted that the BJP has consistently provided India with leaders of unwavering integrity and dedication. One of the key reasons for his resignation was the Nehru-Liaquat Pact, signed in 1950 between India and Pakistan to safeguard the rights of minorities in both countries.

    Mukherjee strongly opposed the agreement, arguing that it failed to adequately protect Hindu minorities in Pakistan while placing undue obligations on India. His resignation marked a significant moment in the BJP’s ideological evolution, reinforcing its commitment to nationalism and cultural preservation.

    HM Shah noted that the party, which began with just 11 members, has now grown to over 11 crore members. He reiterated that the BJP’s struggle has always been for principles rather than electoral victories, citing movements such as the fight against Article 370 and the Ram Janmabhoomi movement. He concluded by reaffirming the BJP’s commitment to Antyodaya, the philosophy of uplifting the poorest sections of society.

    He highlighted the transformation of states once labelled as BIMARU—Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh, and Chhattisgarh—under BJP governance, demonstrating the effectiveness of decentralised development. The training camp continues with sessions designed to strengthen leadership skills and reinforce the party’s ideological foundation, preparing BJP representatives for future governance and electoral responsibilities.

  • MIL-OSI China: Convenient logistics brings more intimate China-Chile ties

    Chilean cherries are ubiquitous in most supermarkets in north China’s port city of Tianjin.

    The transcontinental “Cherry Express” linking Tianjin and Chile was launched in January 2024.

    Upon arrival at Tianjin Port, it took just five hours for Chilean cherries to be delivered to major markets in Tianjin and neighboring Beijing and Hebei Province.

    According to the Tianjin Port Group, in 2024 alone, the route completed over 40 voyages. In January this year, approximately 30,000 tonnes of Chilean cherries arrived in Tianjin via this route.

    This logistics channel has been essential in ensuring Chile’s products arrive fresh and in optimal condition to northern Chinese markets.

    Cherries are delicate and sensitive to temperature and humidity changes. To maintain their quality, refrigeration should run continuously during transportation.

    Tianjin Dongjiang Customs coordinated closely with the shipping line in advance. They obtained the vessel schedule and container details, developed a detailed unloading plan, and held meetings with importers, agents, terminals, and inspection sites.

    From late November to late February every year, abundant Chilean cherries can be seen at Tianjin’s largest agricultural market.

    “After Tianjin Port clearance, fresh Chilean cherries reach our market in about 2 hours. Over 30 merchants here sell them, with a daily sales volume of 200 to 300 tonnes, greatly enriching fruit supply for customers in Beijing-Tianjin-Hebei region,” said a staff member of the Haijixing agricultural market.

    In addition to cherries, other Chilean products — such as blueberries, frozen seafood, premium fish, dried fruits and fine wines — are entering through Tianjin Port. From the port, they are distributed to markets such as Xinfadi in Beijing and Gaobeidian in Hebei, where the presence of Chilean products is steadily increasing.

    “We are eager to further strengthen this gateway. Tianjin can be a central hub in Chile’s strategy for positioning in China — not only for fresh products and food, but also for intermediate goods and services. We are working to improve our connectivity with inland cities, where demand is growing for high-quality, safe, and traceable products such as those from Chile,” said Pablo Arriarán Ahumada, ambassador of Chile to China at the 3rd Tianjin International Shipping Industry Expo (TISIE).

    This year marks 55 years of diplomatic relations between China and Chile.

    Since the signing of the free trade agreement between two countries, the first that China signed with a Latin American country, trade between China and Chile has grown fast, driven by trade in key sectors such as mining, food, services, and clean energy.

    China COSCO Shipping Corp., Ltd. has launched a direct weekly service connecting major Chinese ports like Shanghai and Ningbo to Chile’s Port of San Antonio.

    “We transport Chinese goods — including automobiles, electromechanical products, and apparel to Chile, and bring back fresh Chilean produce like fruit and beef on return voyages,” said a COSCO representative at the TISIE.

    “The direct route significantly facilitates trade between China and Chile, with the diversity of shipped goods continually expanding,” he said.

    “China’s shipping and logistics industry provides stability to world trade. It makes it easier and more efficient to do trade,” Arriarán said.

    Chinese investment in Chile has also grown steadily. Chinese companies have invested in strategic sectors such as port infrastructure, electric transmission lines, lithium and copper mining, and the development of solar and wind energy.

    Moreover, China has implemented a trial policy that unilaterally grants visa-free entry to citizens of five Latin American countries including Chile since June 1.

    “We do think that there will be lots of Chilean visitors coming to China, on business, tourism, and leisure exploration. It’s going to be easier also for business people. It’s a very positive initiative,” Arriarán said.

    “The distance between Chile and China is great in geographical terms, but small in strategic and human terms. We are committed to continuing to build bridges, open routes, and jointly develop a future-focused agenda,” Arriarán said.

    Nearly $7 million in federal funding for the project was awarded to Eastport in 2019 and 2024. This funding was made possible by the $1 billion in supplemental Airport Improvement Program (AIP) funds provided in 2019 and $5 billion in Airport Terminal Program (ATP) funds provided in 2024 that Senator Collins secured as Chair of the Senate Transportation Appropriations Subcommittee and as one of 10 senators who negotiated the Infrastructure Investment and Jobs Act. Both the AIP and ATP supplemental funding streams were specifically designed to support small and non-primary airports like Eastport Municipal Airport.

    CAPE TOWN, June 14 (Xinhua) — The death toll from devastating floods in South Africa’s Eastern Cape province has risen to 86, Police Minister Senzo Mchunu said on Saturday.

    He gave the latest figures to police and rescue workers involved in rescue operations in Umtata, the town worst hit by the disaster.

    “Unfortunately, of course, we know that many people have died and it is mentioned that the total number of victims in the province has reached 86 people. This is a great tragedy and we are all deeply saddened by what has happened,” said S. Mchunu.

    Severe weather, including heavy rain and snowfall, has wreaked havoc in parts of the Eastern Cape this week, resulting in significant loss of life and widespread damage to infrastructure.

    The floods, which began on Monday, also destroyed homes, government offices, roads, hospitals and schools, forcing hundreds of people to flee their homes.

    South African President Cyril Ramaphosa, who visited the province on Friday, pledged that the government would continue to provide aid to affected communities. He also proposed declaring a national day of remembrance for those killed in the disaster. –0–

  • MIL-Evening Report: Twyford condemns weak action by NZ over Israel’s ‘ruthless’ apartheid

    Labour MP for Te Atatu Phil Twyford criticsed the New Zealand government today for failing to take stronger action against Israel over its genocide and starvation strategy in Gaza, saying that at the very least the ambassador should be expelled.

    Speaking at a rally in Henderson organised by the Palestine Solidarity Network Aotearoa in West Auckland suburbs for the first time in the 88th week of protest, Twyford said: “The Israeli government is operating in an apartheid state.

    “They subject the Palestinian people under their military.

    “People who are under international law they are obliged to protect,” he told about 500 protesters.

    “They are subjecting them to the most ruthless, most brutal system of apartheid.”

    It was a story of “ethnic cleansing, dispossesion, terror routinely visited upon Palestinian people on a daily basis in their land”, said Twyford, who is Labour Party spokesperson on immigration, disarmament and foreign affairs.

    “And it is being done, not only by the forces of Zionism, but by the Western world complicit, knowing, understanding and actively conniving in that dispossession and repression.”

    Widely condemned move
    Twyford referred to the government’s move this week alongside four other countries to impose sanctions on two far-right ministers in the the Israeli cabinet, illegal settlers Bezalel Smotrich and Itamar Ben Gvir, which has been widely condemned as too little and too late.

    Leading British journalist Jonathan Cook this week criticised Britain, Australia, Canada and Norway along with New Zealand, saying they may have been “seeking strength in numbers” to withstand retaliation from Israel and the United States.

    “But in truth, they have selected the most limited and symbolic of all the possible sanctions they could have imposed on the Israeli government.”

    Israel was also condemned by speakers at the rally for its “unprovoked attack” on Iran and its strategy of forced starvation on the Palestinian people in Gaza and the repression in occupied West Bank.

    The death toll in Gaza was almost 62,000 Palestinians — more than 17,000 of them children — and Israel had also killed at least 78 people in the first waves of attacks on Iran.

    Meanwhile, in a statement today, the PSNA said it was appalled at the deportation of a Palestinian New Zealander from Egypt.

    PSNA said it had conveyed to the Egyptian government its “shock and anger” at the deportation of Rana Hamida who had travelled to Egypt to take part in the Global March to Gaza.

    Egyptian deportations over ‘global march’
    Egyptian authorities have deported dozens of people, including Spanish, Swedish, Finnish, Moroccan, Greek and US citizens.

    The Global March to Gaza is due to start this weekend in Egypt with thousands of people from throughout the world taking part.

    PSNA co-chair John Minto said the march was to “express humanity’s outrage” at the ongoing Gaza-wide bombing and starving of the Palestinian population by Israel.

    “Egypt’s action in deporting activists can only be seen as assisting Israel’s attacks against the Palestinian population,” he said.

    “Unfortunately, Egypt has a long history of collaboration with the US and Israel to stifle the Palestine liberation struggle. This is in sharp contrast to the Egyptian people who are as appalled and angry as the rest of humanity at Israel’s horrendous war crimes.”

    Minto said the following message from Rana as she returned to New Zealand — she was due at Auckland International Airport this afternoon:

    ‘The more we will roar’
    “The Egyptian authorities, along with other governments, think that blocking humanity from this act of solidarity will stop because of them blocking people from being there and doing the job that they continue failing to do.

    “They are so mistaken — the more complicit and enabling they get in their inaction and in this case their active participation, the more we will rise, and roar.

    “We are escalating as you awaken the dragons within us.

    “We will sing louder and we will walk longer — with our hiking shoes in the Sinai desert, or barefoot towards your embassies.

    Expel Israeli ambassador call
    In an earlier statement in the wake of Israel’s attack on Iran, PSNA called on the government to immediately expel the Israeli ambassador from New Zealand.

    Minto said Israel’s strikes on Iran were “unprovoked, unilateral and a massive threat to humanity everywhere”.

    “This is such a dangerous action, that diplomatic weasel words about Israel are not acceptable. Israel is an out-of-control rogue state playing with the future of humanity. We must send it the strongest possible message.”

    “Israel’s using its often repeated lies and misinformation to attempt to justify it’s unconscionable violence and aggression.”

    Minto pointed to Iran’s right to enrich uranium for civilian purposes.

    “Even US intelligence officials have made is clear very recently that Iran is NOT on the way to produce a nuclear weapon.”

    “And neither is Iran committed to the ‘annihilation’ of Israel.

    ‘Liberation for Palestine’
    “Iran does not support Israel as a racist, apartheid state and wants to see liberation for Palestine.

    “In this, Iran has, along with the overwhelming majority of countries in the world, called for an end to Israel’s military occupation of Palestine, the end of its apartheid policies directed against Palestinians and the return of Palestinian refugees.”

    New Zealand had the same policies, Minto said.

    However, he condemned NZ’s “appeasement of this apartheid state, as our government and other Western countries have done over 20 months”.

    Whether you’re camping or floating along the Buffalo National River, fishing for bass on Lake Ouachita, or hiking rugged trails for scenic views at Hawksbill Crag, the state of Arkansas, and the Fourth District, is a haven for all who enjoy spending their free time outdoors. The Natural State boasts some of the most unique, historic, and scenic outdoor opportunities in the country. As an avid outdoorsman, it is a great honor to represent a portion of this state in Congress and advocate for commonsense, conservative legislation that promotes our state’s natural beauty – conserving it for generations to come.

    This week solemnly marks the fifteenth anniversary of the catastrophic flood which struck the Albert Pike campgrounds on the Little Missouri River in remote Montgomery County, Arkansas on June 11, 2010. Twenty people lost their lives in this tragedy – children, parents, grandparents, siblings, and friends, all looking to enjoy some time away in the outdoors. Each of these individuals who lost their lives in this tragic flooding incident are still remembered today, and they will certainly never be forgotten.

    Many native Arkansans will tell you that an honored pastime is enjoying the overnight campgrounds at the Albert Pike Recreation Area. Social media pages were even created to memorialize the joy camping at these sites have brought to generations of Arkansans as well as citizens from other states enjoying our beautiful Arkansas federal lands – encouraging members to post about stories or pictures from memorable experiences. This community of support is why, when the U.S. Forest Service suspended overnight camping following the flooding, limiting the use of the recreation area to daytime use, many Arkansans expressed their dismay at the news that their overnight camping experiences would be put on hold.

    Following the closures, scores of tourists and locals urged legislators at the local, state, and federal levels to reopen the campgrounds. It became clear that federal action was needed to restore access and provide opportunities for locals and tourists to enjoy this beloved area once again. That’s why it was an honor to introduce the EXPLORE Act, a bipartisan piece of legislation aiming to improve outdoor recreation opportunities and access to public lands across the country – including the Albert Pike Recreation Area. 

    Within the EXPLORE Act, there were several measures directly impacting the Albert Pike Recreation Area such as safely reopening any existing campsites located outside of the 100-year flood plain, which is the land area with a 1% chance of flooding annually. In addition to these openings, the bill instructs the finding of fifty-four areas that could be suitable for overnight camping and establishing at least twenty-seven brand new overnight camping locations outside of the designated 100-year flood plain, with access to electricity and water, all to ensure the rehabilitation necessary to make publicly accessible areas available year-round.

    As we head into the summer months, there is no doubt Arkansans will be taking advantage of the Natural State’s abundant outdoor recreation opportunities. Serving friends and family across the Fourth District is the honor of a lifetime, and I will undoubtedly continue to work to expand access to outdoor recreation from hiking and biking trails, to camping, and boating – connecting Arkansans deeper to the land they love so dearly.

    Today, Representatives Sharice Davids (D-KS-03) and Frank Lucas (R-OK-03) introduced the Food Distribution Program on Indian Reservations (FDPIR) Act of 2025, a bipartisan bill aimed at improving access to healthy food for tribal communities across the country.

     

    “For many Native families, accessing healthy, affordable food isn’t as simple as driving to the nearest grocery store,” said Davids. “Tribal communities face unique barriers, including long distances to grocery stores and supply chain disruptions that delay or cancel food deliveries. This bipartisan bill helps break down those barriers by ensuring tribal governments can better serve their communities and ensure families don’t go hungry.”

     

    Davids’ bipartisan bill would give tribal governments permanent control over running the Food Distribution Program on Indian Reservations (FDPIR), which provides food to eligible families living on reservations and in nearby approved areas, including parts of Oklahoma. It serves as a critical alternative to the Supplemental Nutrition Assistance Program (SNAP) for many tribal households that face challenges accessing grocery stores.

     

    The FDPIR pilot program was originally authorized for five years by the 2018 Farm Bill. Participating tribes have indicated that while the pilot program has been successful, the five-year authorization limit makes it difficult for small and mid-sized tribal producers to scale their operations confidently. Permanent authorization would provide the stability needed for long-term planning and strengthen tribal food sovereignty.

     

    “I am very pleased to join my colleague from Kansas to introduce legislation that will ensure we honor our trust and treaty obligations,” said Representative Frank Lucas (R-OK-03). “Tribes should be able to self-contract to administer quality, domestically produced food. Through the USDA’s FDPIR Demonstration Project, the tribes have proven that they are willing and able to successfully administer this program – now it is time to expand access to all tribes.”

     

    Recent challenges with FDPIR have included delays, canceled shipments, and shortages in food deliveries, partly due to supply chain disruptions and contract management issues. By permanently authorizing the program, this legislation addresses these issues by empowering tribes to manage their food procurement directly, enhancing program reliability and responsiveness.

     

    In 2024, nearly 650,000 tribal members relied on FDPIR to gain access to healthy food. USDA purchases and ships USDA Foods to administering agencies, which then store and distribute the foods, determine applicant eligibility, and provide nutrition education to recipients. USDA also provides administering agencies with funds for program administrative costs.

     

    Each month, participating households receive a nutritionally balanced food package. Participants may select from over 90 products including:

    • Fruits, vegetables, and legumes.

    • Protein foods, including beef, chicken, fish, pork, eggs, bison products, dried or canned beans, soups, peanuts, and peanut butter.

    • Grains, including pastas, cereals, rice, cornmeal, and flour.

    • Dairy, including cheese and milk.

    • Cooking essentials, including vegetable oil, extra virgin olive oil, and butter.

    • Seasonal foods, including pumpkin, cranberry sauce, and sweet potatoes.

    “Oneida Nation is proud to be part of the FDPIR Self-Determination demonstration project, and we have received overwhelmingly positive feedback from our clients and vendors,” said Chairman Tehassi Hill, Oneida Nation. “Through this demonstration project, Oneida Nation and Menominee Indian Tribe of Wisconsin partnered together to replace USDA products in our food packages with local, high-quality products from our own tribal communities. This project allows local, indigenous vendors to build capacity while providing healthy foods to our community. Tribal producers have historically faced barriers to accessing markets given their small size, remote locations and lack of infrastructure. Having reliable orders allows producers like Oneida Nation Farms to plan ahead and invest in equipment, staff, and infrastructure to expand capacity. This project demonstrates how federal nutrition funding can be channeled to support local and regional producers, expanding economic opportunity in tribal communities. The current demonstration project is limited in scope and only gives tribes the authority to procure a few specific products in pre-determined quantities. Currently, making any changes to the products we order requires budget modifications and burdensome, time-consuming approvals from the USDA. Expanding to full Self-Governance authority will provide tribes the flexibility we need to quickly adapt and respond to disruptions in food supply, unpredictable growing seasons, and the unique and changing needs of our clients. Through permanent expansion of the demonstration project with full Self-Governance authority, Congress can recognize tribal sovereignty, reduce federal bureaucracy, support tribal economies, increase local control, and help tribes maintain food security in our communities.”

    “Tribes are not truly sovereign until they are food sovereign.     WASHINGTON, D.C. – Rep. Judy Chu (CA-28), Rep. Gil Cisneros (CA-31), and Rep. Derek Tran (CA-45) sent a letter to Homeland Security Secretary Kristi Noem and Acting ICE Director Todd Lyons condemning the agencies for unlawfully blocking their legally authorized oversight visit to the Adelanto ICE Processing Center in San Bernardino County, California. On June 8, 2025, the Members attempted to conduct an inspection of the facility in response to a wave of immigration raids across Los Angeles County. Despite federal law guaranteeing Members of Congress unfettered access to DHS facilities for oversight purposes, the delegation was denied entry, even after waiting outside for nearly two hours.

    “For nearly a decade, I’ve visited Adelanto because of its notorious history of violating detainees’ basic human and constitutional rights. Unfortunately, it appears that Adelanto’s inhumane track record continues as we hear reports that detainees rounded up after Trump’s ICE raids in Los Angeles are being denied their right to due process and that even U.S. citizens may have been detained. And yet, our attempts as Members of Congress to conduct oversight at Adelanto, which is expressly permitted by law, were unlawfully denied, blocking us from getting the truth about what’s going on behind illegally closed doors. Regardless of immigration status, everyone has a right to due process. We need answers now,” said Rep. Chu.

    “This past weekend, I joined Reps.   • MIL-OSI China: Messi fit as injuries weigh on Inter Miami before Club World Cup

    Veteran defender Jordi Alba has been ruled out of Inter Miami’s opening FIFA Club World Cup clash against Al Ahly due to a leg muscle injury, head coach Javier Mascherano said on Friday.

    The Major League Soccer club will also be without Italian midfielder Yannick Bright and Argentine defender Gonzalo Lujan for Saturday’s tournament curtain-raiser at Hard Rock Stadium in Miami.

    “They won’t be available for this match but we hope that, for the second game [against Porto], one or two of them could return,” Mascherano told a news conference.

    Mascherano bemoaned his team’s mounting injury list, but expressed confidence that his squad’s younger players could provide cover.

    “We have unfortunately had a lot of injuries in the last 20 days, which clearly has weakened us as a group, but not as a team,” the former Liverpool and Barcelona player said.

    “We’ve shown throughout the season that we have players ready to step up and that puts us much more at ease.”

    While Inter Miami qualified for the Club World Cup by clinching the Supporters’ Shield for the best overall record in the 2024 MLS season, Al Ahly secured its spot as winners of the 2020-21, 2022-23, and 2023-24 CAF Champions League.

    Mascherano said his team would not underestimate the Egyptian club, which last month appointed Spaniard Jose Riveiro as head coach, replacing Marcel Koller.

    “Al Ahly is one of the biggest teams in Africa,” the Argentine said. “It’s a team that wins in its league with certain regularity and comfort.

    “They’ve had five or six signings for this tournament, which is something that we haven’t done, and they changed their head coach a short while ago. But we don’t think they will change the way they play. They have a clear style and they are physical. And we know that they have some very good players, especially in the middle of the pitch and in attack.”

    Mascherano also pointed to the strong form and physical condition of captain Lionel Messi, expressing optimism about the Argentine’s impact in the tournament.

    “He’s been in great shape this season,” Mascherano said. “We’ve rested him at times, but he’s played 15 of the last 16 games, only missing the match against Dallas when we rested the whole team.

    “Now it’s our responsibility to create the ideal environment for him to shine.”

  • MIL-OSI USA: DHS Know2Protect campaign empowers student to report abuse; former teacher sentenced to 7 years in federal prison

    WASHINGTON – A Department of Homeland Security child exploitation prevention program designed to empower children to understand the threats and report suspected online exploitation, led directly to the U.S. Immigration and Customs Enforcement investigation, arrest and federal conviction of a former teacher and coach preying on children, authorities announced May 23.

    Anthony James Deason, 29, of Tahlequah, Oklahoma, was sentenced to 84 months in federal prison followed by eight years of supervised release for one count of attempted receipt of certain material involving the sexual exploitation of a minor.

    The case began when a brave student—after attending a Know2Protect Project iGuardian presentation at school—felt empowered to approach the ICE Homeland Security Investigations special agents leading the presentation and report disturbing online behavior by a trusted adult. That decision launched an ICE HSI, local police department, criminal investigation into Deason, who was then a teacher and coach with Tahlequah Public Schools.

    “This case is a clear example of how education and outreach can change—and even save—lives,” said Mike Prado, the Deputy Assistant Director of the DHS Cyber Crimes Center where the Know2Protect campaign is housed. “Because of the Know2Protect campaign, a young student recognized abusive behavior, had the courage to speak up, and helped stop a predator in his tracks. This child’s bravery, and the swift response from law enforcement, protected others and ensured justice.”

    According to investigators, between Oct. 26 and 30, 2023, Deason used social media to contact two students he knew to be minors, attempting to solicit sexually explicit images in exchange for money and gift cards. He also sent an unsolicited explicit image of himself to one of the victims. Fortunately, both minors refused his advances—and thanks to the student’s courage and awareness gained from the Know2Protect campaign, Deason’s actions were brought to light.

    The Tahlequah Public School where this crime occurred took a proactive approach to student safety by incorporating Know2Protect Project iGuardian presentations as part of its required school curriculum. By making online safety education a priority, the school created an environment where students were informed, vigilant and empowered to speak up.

    “Through its collaboration with DHS and the Know2Protect Campaign, Tahlequah Public Schools ensured students had the tools to recognize online danger and the confidence to speak up,” said Know2Protect Campaign Director Kate Kennedy. “That cooperation led directly to the exposure of a predator and should encourage other schools to also include this important training.”

    Deason pleaded guilty to the charge on Dec. 11, 2024. The crime occurred in Cherokee County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The investigation was conducted by ICE Homeland Security Investigations Oklahoma office and the Tahlequah Police Department.

    “Because of the strong collaboration between ICE HSI, Tahlequah Public Schools, Tahlequah PD and the U.S. Attorney’s Office, we were able to stop this predator before he attempted to exploit others,” said Special Agent in Charge Travis Pickard ICE HSI Dallas. “Campaigns like Know2Protect help students recognize warning signs and know how to safely reach out for help and is making a real difference in protecting children.”

    PSNA has conveyed to the Egyptian government its shock and anger at the deportation of a Palestinian New Zealander from Egypt yesterday (Thurs eds).

    PSNA says Rana Hamida was deported because she planned to take part in the Global March to Gaza. Others deported include Spanish, Swedish, Finnish, Moroccan, Greek and US citizens.

     

    The Global March to Gaza is due to start today in Egypt with thousands of people from throughout the world taking part.

     

    “PSNA Co-Chair John Minto says the march is to express humanity’s outrage at the ongoing Gaza-wide bombing and starving of the Palestinian population by Israel in Occupied Gaza.

     

    “Egypt’s action in deporting activists can only be seen as assisting Israel’s attacks against the Palestinian population.”

     

    “Unfortunately, Egypt has a long history of collaboration with the US and Israel to stifle the Palestine liberation struggle. This is in sharp contrast to the Egyptian people who are as appalled and angry as the rest of humanity at Israel’s horrendous war crimes.”

    The most senior official recognised in the list is Sir Philip Barton, who is appointed Knight Grand Cross of the Order of St Michael and St George (GCMG) for his exceptional contribution and achievement over a long career. As the UK’s most senior diplomat and the first Permanent Under-Secretary of the merged Foreign, Commonwealth & Development Office for the past 5 years, his tenure was marked by outstanding dedication, strategic vision and compassionate leadership.

    Valerie Taylor

    Founder of the Centre for the Rehabilitation of the Paralysed in Bangladesh, receives a CBE (Commander of the Order of the British Empire) for services to Disadvantaged People in Bangladesh.

    Valerie Taylor is recognised for her life-long contribution to promoting health and the rights of people with disability in Bangladesh who remain the most marginalised members of Bangladeshi society. In 1969 she was sent by Voluntary Service Overseas (VSO) to East Pakistan (later to become Bangladesh) to start physiotherapy services in a small mission hospital in the Chittagong Hill Tracts. In the 3 years that she worked there she became aware of the pressing need for rehabilitation services and returned to join the staff of the Shaheed Suhrawardy Hospital, a government-run hospital in Dhaka.

    A decade after first visiting the country, she established the Centre for the Rehabilitation of the Paralysed (CRP) – which eventually became the most reliable and respected institute to support disabled people in Bangladesh. At the start of her career, she was running CRP with 4 patients in an abandoned warehouse of the Shaheed Suhrawardy Hospital.

    Through her commitment, she has grown CRP to include a 100-bed hospital as well as 12 centres in different parts of the country to expand the services in collaboration with other organisations, which are affordable and easy to access for disabled people. It promotes the empowerment of disabled people through community-based services, advocacy and networking on disability issues and the rights of disabled girls and women. CRP also raises awareness on disability issues nationally, regionally and internationally and provides medical treatment, rehabilitation and support services.

    On learning of her award, Valerie Taylor said:

    Receiving such an award is a perfect opportunity for me to thank and congratulate the staff of the Centre for the Rehabilitation of the Paralysed (CRP) for their commitment to the work of complete rehabilitation for our patients over these last 46 years.

    Matthew Featherstone

    President, Cricket Brazil, receives an OBE (Officer of the Order of the British Empire) for services to Sport and Disadvantaged Communities, Women and Girls Overseas.

    ​​Matt Featherstone is recognised for ​​​his exceptional contribution to expanding cricket in Brazil and supporting disadvantaged people through sport. In 2001, he co-founded the Brazilian Cricket Association (Cricket Brazil), which was recognised by the International Cricket Council (ICC) in 2006. Through his leadership, cricket was expanded across the country, resulting in Brazil qualifying for the ICC’s World Cricket League (a pathway to joining the ICC World Cup), and the Brazilian male cricket team, originally comprised solely of foreign players, has increased its standing and now has a greater proportion of Brazilian players. ​

    However, Matt’s most impressive work has been through Cricket Brazil’s development programme.  The programme, which started in 2011 as cricket-lessons for 24 children in an orphanage in Poços de Caldas, is now benefitting more than 10,000 children from impoverished communities in 5 states across Brazil, including Rio de Janeiro and Sao Paulo. The programme provides structure, fitness and self-confidence to children between 4 to 17 attending (50) state schools, through cricket coaching. 

    ​​More recently, Matt created the Cricket Like a Girl programme to encourage more girls to play the sport. As a result of the programme, Brazil became the first ever country to give professional cricket contracts to women before men and the Brazilian Ladies Cricket Team has, in this short time, won their 6th South American trophy. Through cricket, Matt is supporting the rights, freedom and potential of underprivileged women and girls in Brazil. 

    On learning of his award, Matthew Featherstone said:

    It is real honour and a massive surprise to receive this award. This is just the start. Cricket Brazil will continue to grow, giving more and more opportunities for the less privileged and also slowly climb the world rankings both female and male. It’s very exciting times for Cricket Brazil.

    Founder and Trustee, the Vera Thomson English School, Rakhine State, Myanmar, receives an MBE (Member of the Order of the British Empire) for services to Children’s Education and Healthcare in Myanmar.

    Susan Ozturk, the Founder and Director of the Vera Thomson English School in Myanmar, is recognised for her outstanding contribution to improving the lives of children in the village of Lintha. Susan first arrived in Myanmar in 1998, when she visited with her husband and developed a vision which would help the poorest of children access education in a fishing village on the west coast of Rakhine.

    Three years later, she founded the Vera Thomson English School, VTES (named after her mother) in 2001, when she, and her husband moved to Myanmar permanently. Funded by the Andrew Clark Trust, the school has grown from a single simple room to a large compound that houses numerous classrooms, a library, IT suite and open spaces. It is a safe, happy and active learning environment where students learn English, but also many other skills, including an appreciation for the environment and care for the community.  Over 2 decades, the school has directly improved the access to quality education, and hence the lives, of almost 4,500 children and her commitment over the years in the face of countless obstacles has been outstanding.

    On learning of her award, Susan Ozturk said:

    I feel honoured and also shocked at the same time as I believe there are many more worthy people than me. The school is my life. I never look back on what has been achieved but always focus on what needs to be done.

    Recommendations for a British Empire Medal include Elizabeth Burrowes, Director of Music Education, Brass for Africa, Uganda, recognised for her exceptional contribution to positively transforming the lives of thousands of young people, and their challenged communities in Uganda and Rwanda, through music. 

    Alongside the thousands of children gaining musical education through her training of local teachers, Elizabeth is an ardent advocate for inclusion and opportunity for all, whether it’s working with civil war refugees in the Bidibidi refugee settlement on the South Sudanese border, young offenders in Kampiringisa National Juvenile Rehabilitation Centre, or those living in the huge impoverished informal settlements around Kampala.

    Also, as a young woman, living embedded in the local community, and walking to work through her neighbourhood for the past 6 years, she has become a powerful leader and role model for female equity and inclusion, creating opportunities to accelerate the realisation of potential for young girls.

    On learning of her award, Elizabeth Burrowes said:

    What a surprise and an honour! Truly, developing and mentoring musicians and teachers, and seeing them empowered and inspiring others is incredibly fulfilling.     Defendant Used Stolen Funds to Pay for Personal Travel, Luxury Purses, and College Tuition

    SAN FRANCISCO – A federal jury yesterday convicted Antonietta Nguyen of multiple counts of wire fraud, aiding and abetting wire fraud, conspiracy to commit wire fraud, conspiracy to transport monetary instruments for the purpose of laundering, and tax evasion in connection with a scheme to embezzle millions of dollars from a San Francisco-based seafood company. The jury’s verdict followed a two-week trial before Senior U.S. District Judge Susan Illston.

    Nguyen, 57, of Brisbane, was a minority shareholder of ABS Seafood, a private Former CFO Of Sf Seafood Wholesaler Convicted For Embezzling Over $9 Million From Companyseafood wholesaler and importer, and served as the company’s Chief Financial Officer. According to court documents and evidence presented at trial, from January 2014 to around May 2020, Nguyen fraudulently used a company credit card and funds from the company’s bank account to pay for millions of dollars of expenses on her personal credit cards. She also charged personal expenses to her corporate credit card, which were then paid for by the company. Nguyen used the stolen funds to pay for personal travel, purses and other luxury goods from Louis Vuitton, Hermès, Goyard, Chanel, and Neiman Marcus, property taxes for one of her residences, and college tuition fees for a relative. The evidence presented at trial showed that Nguyen misappropriated approximately $2.7 million in company funds over the course of six-and-a-half years.

    The jury also found that Nguyen devised an inflated invoice scheme involving family members who operated Pescaderia Pacifica International, Inc., a Filipino seafood exporter that was one of ABS’s top vendors and main source for tuna imported into the United States. Nguyen caused ABS to pay over double the true value of the imported seafood by creating false invoices that Nguyen hid from others at the company. Her family members then split the proceeds, with some of the money being wired back to bank accounts in the United States in the names of Nguyen’s husband and daughters.

    The evidence presented at trial also showed that Nguyen evaded personal income taxes that she and her spouse owed for tax years 2018 and 2019 by underreporting the amount of joint taxable income they had for those two years.

    “The defendant devised multiple ways to defraud her business partners of several millions of dollars and got away with it for over six years. She exploited her position of trust in order to fund a lavish lifestyle for herself and her family members,” said United States Attorney Craig H. Missakian. “The jury’s verdict today holds the defendant accountable for her long-running fraud scheme.”

    “Antonietta Nguyen’s conviction reflects the serious consequences of the scheme she orchestrated to defraud her business partners,” said FBI Special Agent in Charge Sanjay Virmani. “As CFO, she systematically stole millions from her own company to bankroll a lavish lifestyle, betraying the responsibilities of her position. The FBI remains committed to working with our partners to uncover and stop financial crimes, and to ensure those who commit them are held fully accountable.”

    “Antonietta Nguyen’s brazen multi-million-dollar embezzlement scheme is a betrayal and breach of trust against her employer and runs afoul of well-established financial law. Her conviction is befitting and a strong deterrent, sending a clear message that white-collar crime has serious consequences.” said IRS Criminal Investigation (IRS-CI) Oakland Field Office Special Agent in Charge Linda Nguyen. “IRS-CI Special Agents are the experts at tracking down ill-gotten gains and bringing financial criminals to justice.”

    Nguyen was released on bond. Nguyen’s sentencing hearing is scheduled for October 10, 2025 before Judge Illston. Defendant faces a maximum statutory penalty of 20 years in prison and a $250,000 fine for each count of wire fraud and wire fraud conspiracy, 20 years in prison and a $500,000 fine for the count of conspiracy to transport monetary instruments for the purpose of laundering, and five years in prison and a $100,000 fine for each count of willful tax evasion. Any sentence will be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

    Assistant U.S. Attorneys Sailaja M. Paidipaty and Colin Sampson are prosecuting the case with the assistance of Sara Slattery, Janice Pagsanjan, and Kathy Tat. The prosecution is the result of an investigation by the FBI and IRS-CI.

  • MIL-OSI Security: FBI Recognizes Elder Abuse Awareness Day and Warns Americans of Elder Fraud

    Ahead of World Elder Abuse Awareness Day on June 15, the FBI is reminding elderly Americans and their loved ones about elder fraud. This type of fraud takes many forms as criminals seek to take advantage of this vulnerable and growing population. The FBI is committed to educating the public about these scams and investigating financial fraud schemes against seniors. Not only are there devastating financial consequences, but these victims and their loved ones can suffer great emotional and mental effects because of these scams.

    The FBI investigates financial scams targeting seniors, including investment scams, technical/customer support schemes, money mule and romance scams, and others. According to the FBI’s Internet Crime Complaint Center (IC3) data, in 2024 there was a total of $4.885 billion in losses from 147,127 complaints. This is a 46% increase in complaints from 2023, as well as a 43% increase in losses. In Arkansas, victims over the age of 60-years-old lost a total of $27,253,501 in 2024. The FBI continues to work with our local and federal partners to tackle elder fraud and stop those who attempt to harm the elderly.

    “Anyone can be a victim of fraud, but unfortunately scams targeting the elderly remain a growing problem,” said FBI Little Rock Special Agent in Charge Alicia D. Corder. “Our goal is to educate Arkansans about this threat so together we can protect seniors in our communities.”

    Seniors are frequently targeted by criminal actors, as they are often perceived to be more polite and trusting. These actors may also assume that seniors are more financially stable, own real estate, spend a great deal of time alone, and are less likely to report fraud if they feel ashamed or are unfamiliar with reporting channels such as IC3.gov.

    Fraud can happen to anyone, and small steps can be taken to protect yourself and your information:

    Under the EU action plan ‘Protecting and restoring marine ecosystems for sustainable and resilient fisheries’[1], Member States were invited to submit roadmaps by March 2024 detailing measures enabling them to meet the targets of the EU 2030 Biodiversity Strategy. Such documents are key to ensuring the health of marine ecosystems and a just transition towards fair and regenerative low-impact fisheries, in a context where scientific reports show that much more action is needed to protect the ocean.

    As reported by Oceana, Seas At Risk, and ClientEarth[2], 13 Member States have not yet submitted their roadmaps or are refusing to make them public. Although some Member States have made efforts within some marine protected areas (MPAs), none have committed to phasing out bottom trawling in MPAs.

    Nice, France – Canada’s oceans are facing increasing impacts from climate change, including species decline, biodiversity loss, ecosystem degradation, harm from aquatic invasive species, illegal, unreported and unregulated (IUU) fishing, and the effects from waste and other pollutants. In response to these challenges, Canada is collaborating internationally with maritime nations across the globe to better protect our oceans for present and future generations.

    From June 9-13, Fisheries and Oceans Canada led the Canadian delegation at the 2025 United Nations Ocean Conference (UNOC3), which took place in Nice, France. During the Conference, Canada led on a series of events including:

    • An Ocean Action Panel co-chaired with Palau, leading thoughtful discussions on advancing sustainable ocean governance, conservation and responsible use of marine resources for our shared global oceans.
    • An Illegal, Unreported and Unregulated Fishing Action Alliance (IUU-AA) event to reinforce the importance of transparency while improving efforts to govern, enforce and work with international partners to combat IUU fishing. As the current chair of the IUU Fishing Action Alliance, Canada recognizes the challenges of IUU fishing and its devastating impacts on fish stocks, ecosystems and economies around the world. 
    • The launch of a High Ambition Coalition for a Quiet Ocean, co-led alongside Panama, which was endorsed by 35 other countries. This Coalition marks a significant global commitment to reduce ocean noise, a key threat to ecosystem health and marine biodiversity around the world.

    Canada also signed a Memorandum of Understanding with the United Kingdom to strengthen our long history of cooperation on the sustainable use of marine resources, ocean protection and preservation, and ocean science.

    By continuing to collaborate with international partners to better understand the environmental changes we are seeing in the global ocean and create more economic opportunities for coastal and inland communities, Canada can help contribute to a more sustainable and prosperous blue economy for all.

  • MIL-OSI USA: Senators Hassan, Shaheen Urge Coast Guard to Delay Removal of Navigational Buoys

    (Washington, DC) – U.S. Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH) joined a bipartisan cohort of the New England Senate Delegation led by Senator Angus King (I-ME) in urging the United States Coast Guard (USCG) to delay the removal of navigational buoys off the coast of New England so they can better engage with stakeholders and understand the safety impacts of the proposal. In a letter to Acting Coast Guard Commandant Kevin Lunday, the Senators ask for USCG to extend the comment period for public input, undertake more extensive outreach and enhance the compilation of data before making any final decisions on the removal of the navigational buoys.
    The Senators wrote, in part: “We write regarding our concerns with the First District Coastal Buoy Modernization Initiative and related efforts. Principally, we have reservations about how this would affect the safety of mariners throughout District One, the timeline the agency is proposing and the sufficiency of the agency’s communications with stakeholders of the proposed changes. We understand the need to modernize the Aids-to-Navigation (ATON) system, and we commend the agency for proactively initiating a program to assess current systems and to propose appropriate changes. However, we urge the agency to slow down this effort to ensure that the agency understands the needs of the communities and mariners in our states. Therefore, we urge you to extend the public comment period and increase public and Congressional engagement as outlined in this letter.”
    They continued: “We understand that Global Navigation Satellite Systems (GNSS), Electronic Navigation Charts (ENC), Electronic Charting Systems (ECS) and smartphone navigation applications have changed many facets of navigation. However, prudent mariners continue to depend on non-electronic and traditional means of navigating, including charts and visual navigation aids like buoys and related ATON.”
    The Senators concluded: “With respect to the First District Coastal Buoy Modernization Initiative, we are troubled that the current proposal would discontinue 916 buoys and beacons (309 Coastal and 607 Harbor buoys) in District One as soon as this year and into 2026. We appreciate the need to modernize, but the Coast Guard and other stakeholders need to maximize navigation safety utilizing all available means – electronic and visual. As you are well aware, mishaps continue to show the need for mariners to competently pilot their vessels, and effective coastal piloting relies on GPS, Radar and visual navigational aids including buoys, beacons, lights, ranges and lighthouses.”
    The USCG launched the Coastal Buoy Modernization Initiative in April 2025, a component of its broader Short-Range Aids-to-Navigation Modernization effort. This initiative proposed the discontinuation of 351 coastal buoys across New England (Maine accounts for the largest share at 145 buoys). In parallel, an additional 2,349 buoys and beacons are under review for future removal as part of the Harbor Buoy Modernization Initiative and the Shallow Water Level of Service Study (SWLOSS), scheduled for phased implementation from 2026 through 2029. In total, some 2700 buoys are up for consideration for removal along the New England coast.
    These efforts collectively represent a significant reconfiguration of the region’s maritime navigational infrastructure affecting both commercial and recreational mariners; despite the technical justifications for the initiative, the USCG approach has raised concerns throughout New England’s maritime community, including commercial fisherman and recreation vessels that rely on the navigation buoys during emergencies.
    Joining Shaheen, Hassan and King on the letter are Senators Chris Murphy (D-CT), Richard Blumenthal (D-CT), Jack Reed (D-RI), Sheldon Whitehouse (D-RI), Elizabeth Warren (D-MA), Ed Markey (D-MA) and Susan Collins (R-ME).

    Congressman Allen Testifies Before the International Trade Commission in Support of the American LSPTV Industry

    Yesterday, Congressman Rick W. Allen (GA-12) testified before the United States International Trade Commission (USITC) to urge the Commissioners to take immediate action and hold China accountable for unfair trade practices that are harming U.S. producers in the Low Speed Personal Transportation Vehicles (LSPTV) industry.

    Congressman Allen Testifies Before the ITC A transcript of Congressman Allen’s full testimony can be read below: “Chair Karpel and fellow Commissioners—thank you for allowing me to appear before you today for this important hearing. I’m grateful to be here to support the U.S. low speed personal transportation vehicle industry. The Central Savannah River Area (CSRA), encompassing Georgia and South Carolina, and much of my district, has long been the epicenter of U.S. golf cart manufacturing. We are home to two large producers that deliver electric vehicle models for personal and recreational transportation: Club Car and E-Z-GO. “For as long as I can remember, Club Car and E-Z-GO have been pillars of the Georgia economy, providing thousands of jobs in the state.  Furthermore, they were—and still are—the standard bearers in the golf cart industry.  “Unfortunately, the futures of these two great American companies are at risk due to the massive influx of dumped and subsidized low speed personal transportation vehicles from China. If the U.S. industry is not provided with the trade relief it so desperately needs, hundreds of U.S. manufacturing jobs could be lost. “As you’ll hear in detail from members of the domestic industry today, Chinese imports have severely injured the domestic industry and threaten to put it out of business. The U.S. Department of Commerce recently determined that Chinese-manufactured vehicles are being dumped and subsidized to the tune of between 478% and 515%, respectively. These substantial rates demonstrate the degree to which Chinese imports have undersold U.S.-manufactured vehicles, making it all but impossible to compete. This has led to reduced shifts, reductions in workforce, decreases in production, and a sharp decline in profitability for the domestic industry. “And not only do these unfairly traded Chinese imports harm manufacturers of new vehicles—they also have decimated the market for refurbished U.S.-manufactured vehicles. Refurbished used vehicles were an important part of the U.S. industry, but low-priced imports have wiped out this market segment. U.S. processors of used vehicles have found it all but impossible to sell refurbished used vehicles when new Chinese vehicles are being sold at the same or lower prices. “Over the last year, I have led a bipartisan and bicameral effort to bring more attention to this issue. We have reached out the U.S. Trade Representative and Department of Commerce, highlighting the vast amounts of subsidies provided to Chinese producers and the degree to which subject imports are being dumped. Today, I would like to present a letter to the ITC Chair that is signed by 25 Senators and Representatives advocating for positive outcomes of these cases, which is absolutely critical to the health of the domestic LSPTV industry, a historic and uniquely American manufacturing industry.  “On a level playing field, U.S. companies like Club Car and E-Z-GO can out-innovate and out-compete anyone in the world. However, when foreign companies—with government backing—violate international trade rules and flood the U.S. market with dumped and subsidized products, the playing field is far from even.  Here, dumped and illegally subsidized low speed personal transportation vehicles have undermined the U.S. industry.  “It has taken the Chinese industry less than four years to completely upend the U.S. low speed personal transportation vehicle market. They have infiltrated the market at every level, and if left unchecked, these illegally dumped and subsidized imports will decimate the domestic industry and take away hundreds of U.S. manufacturing jobs. “The domestic industry is not looking for special treatment—just the opportunity to compete on a level playing field.  I respectfully urge you to carefully consider this matter and take appropriate action to enforce U.S. trade remedy laws. Thank you again for the opportunity to testify before you today.”

  • MIL-OSI Africa: Improving cholera outbreak response in Angola’s hardest-hit regions

    With the severe cholera outbreak in Angola, residents are understandably alarmed. “What can we do to avoid getting sick?” asked Maesso Damião, a resident of Zaire Province, to World Health Organization (WHO) public health experts who recently visited the province. The team responded with simple advice on food hygiene, water treatment, and seeking early medical treatment. “This information can save our lives,” said Damião. 

    In Angola, more than 25,000 cases and almost 800 deaths have been reported since the beginning of 2025 when the outbreak was declared. In Zaire Province, nearly 174 cases have been reported, with a very high case fatality rate of 5.7% as of 13 June 2025. Considering that 1% is the benchmark to indicate early and adequate treatment, the urgency to control the cholera outbreak is clear.

    During its week-long visit to Zaire, the multidisciplinary WHO team visited the municipalities of Soyo, Nzeto, and M’banza Kongo, where cholera has affected vulnerable communities, including fisherfolk and informal traders. The team’s assessment revealed the challenges facing the response: treatment centres without adequate beds, shortages of materials, underreporting of cases, lack of sanitation, and difficulties in preparing chlorine solutions. 

    The WHO team supported the improvement of the quality of care and biosafety (safe working practices when handling infectious agents) in four cholera treatment centres, the improvement of water safety, and distributed essential supplies and safe drinking water. They also trained 140 health professionals in epidemiological surveillance, clinical management, and infection prevention and control. 

    “WHO’s support has enabled us to ensure crucial conditions to contain the outbreak, highlighting the importance of community involvement in disease prevention. This will allow us to adopt crucial measures for the future, prevent diseases and save lives,” said Zaire’s Provincial Health Director, Dr João Bernardo.

    Collaboration with community leaders is essential to strengthen the response at the local level. More than 700 people took part in awareness-raising sessions at churches, beaches, and town squares. 

    “Cholera is not only a medical emergency, but also an emergency of sanitation, treated water, information, dignity, and social justice. We must continue to work together to eliminate cholera and protect the population,” says Dr Raquel Medialdea-Carrera, WHO epidemiologist from WHO’s Pandemic hub in Berlin and a member of the WHO team currently working on the ground in Angola. 

    Dr Indrajit Hazarika, WHO Representative in Angola, reinforced the importance of this integrated approach: “While the cholera outbreak is a cause for great concern, it also represents a critical opportunity for us to strengthen cooperation and the health systems and build more robust emergency preparedness. Our common goal is a healthier and more resilient Angola, and to that end, we hope we can count on everyone’s support.”
