A very good morning to all of you.

    1. It is an honour to address this esteemed gathering representing the key pillars of the NBFC ecosystem —CEOs entrusted with driving business responsibly, Chairpersons of Audit Committees overseeing assurance, Statutory Auditors who ensure transparency and integrity, along with regulators and supervisors committed to maintaining financial stability and fostering a sound regulatory environment. The theme of our engagement today — “Shared Vision, Shared Responsibility – Strengthening the NBFCs” — could not be more timely or relevant.

    2. The evolution of the NBFC sector is indeed a story of entrepreneurial energy, innovation and social impact. However, as the sector grows in scale and systemic importance, so too must our efforts to reinforce its foundations. A resilient, customer-centric, and well-governed NBFC sector is a shared aspiration — and delivering on it our shared responsibility.

    3. NBFCs have emerged as powerful engines of credit. By complementing the traditional banking system, they have significantly expanded access to credit, particularly for segments that have historically been underserved or excluded. Through innovative credit delivery models that harness technology and local insights, NBFCs have been able to design customised financial products tailored to diverse borrower needs. Their agility and close connect with customers have enabled them to play a role that is not only complementary to the role traditionally played by banks but, in many instances, catalytic in building a financial ecosystem characterised by deeper intermediation and wider opportunity.

    4. The importance of NBFCs has only grown with time. In fact, over the past decade, their growth has consistently outpaced that of banks — a trend that has become even more pronounced in the last few years. This rapid growth is a testament to the sector’s relevance and resilience — but it also raises the stakes. As NBFCs become more systemically important, the standards of governance, risk management, and customer treatment must rise accordingly.

    Understanding the Risks- Need for Responsible Innovation

    5. The business model of NBFCs — while effective — comes with its own set of structural risks. Their funding is short-term as compared to the maturity of their lending or is directed towards higher-risk customer segments.

    6. This maturity and credit transformation is at the heart of the NBFC model — but it also demands a heightened focus on risk management. If not carefully managed, it can create vulnerabilities, especially during periods of market stress or liquidity shocks.

    7. Risk-taking must be intelligent and well planned, and never beyond the risk absorption capacity of the entity concerned. Liquidity and credit risks must be rigorously assessed and managed. Asset-liability mismatches, nature and tenor of the funding sources, and concentration risks all need board-level oversight which should be ably supported by robust internal controls.

    Growth with Fairness: Customer-Centricity is Non-Negotiable

    8. Most importantly, even as we pursue scale, speed, and profits, we must not lose sight of fairness to the customer — that is the cornerstone of a sustainable business model. The NBFC sector must live up to its promise of inclusion by treating customers with dignity, transparency, and care. This entails ensuring transparent and easy-to-understand pricing, free from hidden charges or usurious interest rates. In instances of default, recovery practices must be conducted in an empathetic and respectful manner.

    9. Unfortunately, some NBFCs think they can pursue a business model where it is par for the course to resort to weak underwriting in pursuit of quick growth, coupled with excessive and unsustainable interest rates — at times masked as upfront charges or processing fees — which is followed by aggressive recovery practices upon default. Let me state unequivocally: this is not an acceptable model. Financial inclusion cannot be used as a pretext for financial exploitation. I urge each one of you to commit your institutions to upholding fairness in all your dealings.

    10. This responsibility for fair conduct is shared commitment by the CEO, the Board, and assurance functions in any entity. A customer-centric culture must be driven from the top and embedded at all levels.

    11. How do we ensure that our shared vision is realised, and our collective responsibilities are fulfilled? One of the most effective ways is by strengthening both internal and external assurance mechanisms.

    Strengthening Oversight: the Role of Audit Committee

    12. Let me begin with the Audit Committee of the Board (ACB). Far from being a routine compliance requirement, the ACB is the lynchpin of institutional oversight and long-term financial health. It plays a critical role in reinforcing governance, guiding management on assurance, and ensuring the integrity of internal control systems. When functioning effectively, it becomes a proactive forum for identifying vulnerabilities and initiating timely corrective actions.

    13. The role of the Audit Committee Chairperson is particularly significant in setting the tone for effective governance. It is essential that committee meetings are held regularly, conducted with clear purpose, and thoroughly documented to ensure accountability and follow-through.

    14. The effectiveness of the Committee is in the substance of its deliberations. The ACB must actively monitor the adequacy and functioning of internal control systems — not merely to confirm their presence, but to ensure they are operating effectively in practice. Similarly, audit observations should not remain confined to meeting minutes; they must translate into timely and meaningful corrective actions. A strong ACB also tracks audit findings and ensures that corrective measures are implemented without delay.

    15. Equally important is the establishment of an effective whistleblower mechanism overseen by the Board or the ACB which empowers employees and grants them anonymity, to report unethical or non-compliant behaviour, without fear of reprisal.

    16. CEOs too have a crucial role in upholding the integrity of financial reporting. They must actively deter any attempts—whether deliberate or cleverly disguised—to misapply accounting standards or regulatory provisions. It is equally important to foster an environment where the Chief Financial Officer and Head of Internal Audit feel empowered to engage in open, honest, and transparent dialogue with the Audit Committee of the Board.

    The Crucial Role of Statutory Auditors

    17. Now let me come to the role of Statutory Auditors, who are an indispensable part of the assurance ecosystem. In fact, the role of auditors has never been more critical — not merely in checking compliance, but in upholding trust. And trust, once lost, is hard to rebuild.

    18. Auditors are expected to provide an independent, professional opinion on whether the financial statements present a true and fair view of the NBFC’s financial position and comply with regulatory and accounting standards. However, in today’s complex and dynamic environment, this is no longer enough.

    19. Recent incidents — both in India and abroad — have shown that traditional financial audits must evolve. Auditors must bring technical expertise, forensic insight, and an ethical lens to their work. Red flags must not be ignored. Complex structures, derivatives, off-balance sheet items, related party transactions, and provisioning policies must be closely examined.

    Facilitative Role of Regulators and Supervisors

    20. As regulators and supervisors, we shoulder a dual responsibility — to safeguard stability and discipline, while also fostering an environment that encourages innovation, inclusion, and sustainable growth. Contrary to perception in certain quarters, our approach actively seeks to strike the right balance. At the Reserve Bank of India, we are acutely aware that regulation is not merely about control; it is about enabling responsible financial intermediation within a well-defined and transparent framework. Several initiatives in recent years reflect this facilitative and proportionate approach to regulation. In my previous role as a commercial banker, I had the fortuitous opportunity to be closely associated with one such initiative -the Regulations Review Authority 2.0 – which reinforced the RBI’s strong commitment to easing the regulatory burden and streamlining compliance without compromising regulatory objectives.

    21. The regulatory framework for NBFCs has evolved in the recent years with this understanding — gradually moving toward greater harmonisation with banks where warranted, while still preserving operational flexibility suited to the unique role NBFCs play in the financial system. The introduction of the scale-based regulatory framework explicitly recognises that the intensity of regulation and supervision must be proportionate to systemic importance. At the same time, the regulatory architecture encourages the development of responsible innovation and healthy competition in the sector.

    22. Similarly, the role of the supervisor has also become more interactive and forward-looking. It is not just about identifying compliance breaches after the fact, but about engaging with entities to strengthen internal systems, enhance governance, and build resilience against emerging risks. Through onsite inspections, offsite surveillance, thematic reviews, and structured engagements, the supervisory process aims to be a partner in the financial sector’s long-term soundness — not an impediment to its progress.

    Duanwu Jie is one of the most ancient Chinese holidays, with a history of over 2,000 years. It is celebrated on the 5th day of the 5th month of the lunar calendar (usually in June).

    There are several legends about the origin of the holiday. The most popular is the story of Qu Yuan, a famous ancient poet and nobleman of the Chu kingdom who lived during the Spring and Autumn period (722-481 BC). Seeing his homeland under attack from the powerful Qin kingdom, Qu Yuan gave the ruler of Chu valuable advice on strengthening the military power of the state and resisting the enemy. However, the advice was disputed by other nobles and as a result, the ruler of the kingdom dismissed Qu Yuan from his post and expelled him from the capital. In exile, Qu Yuan composed immortal works in which he expressed his longing for his homeland: Lisao (Elegy of the Detached), Tianwen (Questions to Heaven), Jiuge (Nine Elegies), etc.

    In 278 BC, when the Qin army captured the capital of Chu, Qu Yuan wrote his last work, Huaisha, and, unable to bear the shame of his country’s fall, threw himself into the Miluo River on the fifth day of the fifth month. Upon learning of the poet’s death, the subjects of Chu came to the river. Fishermen tried to find the body of the drowned man. People threw rice, eggs, and other food into the river so that the fish and crayfish would not harm Qu Yuan’s body. One of the doctors poured strong rice wine into the river so that the inhabitants of the river, having drunk the wine, would not be able to eat the poet’s remains. Thus, gradually a custom developed of holding dragon boat races, drinking rice wine, and eating the festive delicacy “zongzi” every year on the fifth day of the fifth month.

    Zongzi is a steamed dish made from glutinous rice, wrapped in reed, bamboo or palm leaves and tied with colorful silk threads.     WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), Ranking Member of the Senate Energy and Natural Resources Committee, led seven Democratic Senate Energy and Natural Resources Committee colleagues in a letter urging the U.S. Department of the Interior Acting Inspector General (IG) Caryl Brzymialkiewicz to evaluate the extent to which  the Trump Administration’s workforce reductions at the Bureau of Reclamation (BOR) prevent the agency from fulfilling its statutory mission and implementing relevant programs and activities authorized by Congress.
    “Recent reductions in workforce significantly threaten BOR’s ability to safely and reliably deliver water to communities and farmers, keep waterways flowing for fish and wildlife across the western United States, and produce reliable electricity,” the senators began.
    The BOR is the largest wholesale water supplier in the United States – delivering trillions of gallons of water to more than 31 million people. The BOR also is the second largest producer of hydroelectric power in the country. The facilities the BOR operate generate 40 million megawatt-hours of electricity each year.
    According to reports, the BOR has lost 1,400 public servants, around 25 percent of the agency’s entire workforce, since the Administration began its assault on the federal workforce.

    “BOR needs experienced personnel with the necessary expertise to manage critical infrastructure. We are concerned that the Administration’s actions to gut the agency of qualified public servants could leave critical water infrastructure and communities vulnerable to operational disruptions,” the senators continued.
    The senators concluded their letter by requesting that the IG evaluate whether recent workforce reductions at BOR inhibit the Bureau from carrying out its obligations.

    Dear Acting Inspector General Brzymialkiewicz:
    We write to request that your office evaluate the extent to which workforce reductions at the Bureau of Reclamation (“Bureau” or “BOR”) prevent the agency from fulfilling its statutory mission and implementing relevant programs and activities authorized by Congress. The Bureau is the largest wholesaler of water in the United States—delivering trillions of gallons of water to more than 31 million people. The Bureau is also the second largest producer of hydroelectric power in the country. The facilities BOR operate generate 40 million megawatt-hours of electricity each year. However, recent reductions in workforce significantly threaten BOR’s ability to safely and reliably deliver water to communities and farmers, keep waterways flowing for fish and wildlife across the western United States, and produce reliable electricity.
    According to reports, BOR has lost 1,400 public servants since the administration began its assault on the federal workforce. The positions reportedly eliminated include mechanics, engineers, and fish biology specialists—personnel with considerable expertise. Through firings of probational workers, buyouts, early retirements, and other related actions, BOR has shrunk by 25 percent. This workforce reduction has lacked a coherent, mission- and safety- driven strategy and instead led to the departure of experienced personnel—some with over 20 years of experience—leaving the Bureau susceptible to operational disruptions.
    Rapid reductions to BOR’s workforce raise significant concerns about the Bureau’s ability to meet its core responsibilities, particularly inspecting dams and identifying threats to public safety. BOR manages over 450 dams throughout 17 western states. Previously, BOR’s dam safety program identified over 300 high and significant hazard dams at more than 200 facilities. The age and complex nature of dam systems necessitates having experienced staff trained in the operation of such systems. In fact, as your office identified in a September 2023 report, approximately 90 percent of BOR’s dams are more than 50 years old and “[a]ging dams increaset he risk of dam failures.” BOR needs experienced personnel with the necessary expertise to manage critical infrastructure. We are concerned that the administration’s actions to gut the agency of qualified public servants could leave critical water infrastructure and communities vulnerable to operational disruptions.
    Your office is responsible for promoting “accountability, integrity, economy, efficiency, and effectiveness within” the DOI and identifying “ways to improve the DOI’s programs and operations by offering specific, actionable recommendations that lead to positive change.” We therefore urge you to evaluate whether recent workforce reductions at BOR inhibit the Bureau from carrying out its obligations.

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), Ranking Member of the Senate Energy and Natural Resources Committee, sent a letter inviting U.S. Forest Service Chief Tom Schultz to visit the Upper Pecos Watershed in Northern New Mexico and hear from local leaders, Tribes, community members, farmers, business owners, and recreationists about the importance of protecting the Upper Pecos Watershed from new mining operations.
    “For decades, the community in the Upper Pecos Watershed of New Mexico has been united in an effort to protect the river basin from the very real threat of mine waste pollution. Everyone in the community can agree that the Pecos River is an invaluable lifeline. With headwaters in Northern New Mexico, the Pecos supports a wide range of uses from recreation and agriculture to traditional use by the Pueblos in the area. Unfortunately, this region has a history of poorly managed mining projects,”Heinrich wrote to U.S. Forest Service Chief Tom Schultz.
    “The area is still recovering from a devastating 1991 mine spill, which threatened the health and economic survival in the immediate community and for hundreds of miles throughout the state. Thanks to decades of hard work and millions of dollars, this watershed is once again one of the cleanest and most productive in the state – though the remediation is not complete,” Heinrich stated.
    In 1991, a toxic waste spill from a closed mine in the Upper Pecos Watershed caused more than 11 miles of fish kill in the river and required a clean up effort that took decades and millions of dollars to complete. For years, there has been a community-led effort to protect the area from future mining claims to avoid similar threats and pollution.
    In response to a letter sent by Heinrich and the N.M. Congressional Delegation, in December 2024, President Biden’s Bureau of Land Management (BLM) and Forest Service initiated a process to propose a 20-year withdrawal to help secure the region’s water and air quality, cultural resources, critical fish and wildlife habitat, and recreational opportunities. The withdrawal, for lands in San Miguel and Santa Fe counties, encompassed multiple Pecos River tributaries, including Dalton Canyon, Macho Canyon, Wild Horse Creek, Indian Creek, and Doctor Creek.
    On December 16, 2024, the BLM and Forest Service initiated a 90-day public comment period to gather input on the proposal. During the comment period, the two agencies were scheduled to host a public meeting for the proposed Upper Pecos River Watershed Protection Area withdrawal on February 26, 2025. This public meeting was cancelled by the Trump Administration on February 19, 2025, with no further explanation. Despite the cancellation, the Administration received hundreds of public comments in support of the mineral withdrawal.
    On April 7, 2025, reporting from Source New Mexico revealed the Trump Administration plans to reverse the BLM and the Forest Service’s decision to protect the Upper Pecos Watershed from new mining operations.
    “I am concerned by the Forest Service’s decision to reverse the temporary protection and discontinue the process for a longer-term withdrawal. This decision was made without proper community engagement or review of the hundreds of positive comments that were submitted during the public comment period,” Heinrich continued in his letter to Chief Schultz.
    In response to the Trump Administration’s reversal, Heinrich reintroduced his Pecos Watershed Protection Act to permanently withdraw all federally managed minerals in the watershed from development — preventing the leasing, patent, or sale of all publicly owned minerals.
    To continue the effort to protect the Pecos, Heinrich invited Chief Schultz at the end of his letter, writing, “I would like to extend an invitation to you to visit New Mexico and the Pecos area so you can hear firsthand from local leaders, Tribes, community members, farmers, business owners, recreationists, and others while experiencing the beauty of this watershed. While there, you can see why this river is so valuable and witness the very real threat of mining pollution that still exists.”
    At the end of his letter, Heinrich included invitations to Chief Schultz from local and Tribal leaders that show the widespread community support for permanently protecting the Pecos.

The Administration also cancelled a public forum that would have allowed for discussion of the administrative withdrawal and demonstrated to your agency that this community is united by the beauty and health of the Pecos River.

  • MIL-OSI New Zealand: Operation Purple – anti-social road user gathering in Levin

    Ten people were arrested during a large anti-social road user event in the Levin and Palmerston North areas overnight, which saw five members of the public and two Police officers injured.

    Police were out on the streets overnight with plans in place to keep the gathering in check, including air support from the Police Eagle helicopter, however faced physical attacks on the ground from those present.

    A crowd of around 1000 people gathered in Levin late last night, many performing burnouts and other driving offences.

    Fireworks, physical aggression, and a vehicle were all used against Police who were attempting to break up the gathering. Two Police officers received minor injuries from the fireworks that did not require hospitalisation.

    Five people were arrested at this location and will face Levin District Court in coming days, on disorderly behaviour and driving charges.

    The large group then moved to the State Highway 57/Tavistock Road intersection, where Police were again confronted with more unruly behaviour, including a number of burnouts.

    A pedestrian bystander was hit by a car doing a burnout. People and vehicles blocking the roads delayed an ambulance getting to this person, forcing Police to employ tactical options – including deploying sponge rounds to disperse the crowd- to allow it through.

    During this period, several Police vehicle were damaged and had tyres slashed.

    Police moved this crowd on, which then moved to the intersection of State Highway 56 and Tiakitahuna Road.

    Further burnouts and unsafe driving took place, and four bystanders – aged 16-20 years old – were hit by cars. One female had both of her legs run over. The group were taken to Palmerston North Hospital for treatment for their injuries.

    The Police Eagle helicopter assisted staff on the ground in tracking one of the drivers who hit the bystanders. The 18-year-old man was taken into custody after a lengthy foot pursuit by officers, and he is due in Levin District Court on Tuesday on a range of serious charges.

    Diesel was poured on an intersection in Palmerston North city where the group set up again around 2am – numbers were estimated at around 200 by this stage. The crowd dispersed shortly after the diesel was set alight.

    Several other instances of single vehicles seen doing skids and burnouts in the Levin area were identified by officers over the next hour or so, with the Police Eagle helicopter proving invaluable in giving officers on the ground relevant information.

    “The escalation in the level of violence committed against officers at these events is incredibly reckless and will not be tolerated,” Inspector Gurney says.

    “The fact that members of the public were injured should send a strong warning to people intending to take part or observe – this is dangerous and stupid behaviour which can very easily result in multiple serious injuries or even death.

    “On this occasion, given the size and unruly nature of the crowds involved, it is fortunate no other people were seriously hurt or worse, and that no Police officers were seriously injured,” Inspector Gurney says.

    Police intend to hold everyone identified as having committed an offence to account, with the Eagle helicopter proving vital in helping gather relevant information to help us follow up.

    Officers will have staff deployed from Central District and from Wellington ready to respond to any potential further activity this weekend.

  • MIL-OSI Security: Collin County physician agrees to pay $3.5 million to resolve False Claims Act allegations of billing false claims to the COVID-19 Uninsured Program for evaluation & management services not rendered

    PLANO, Texas – A Frisco physician has agreed to pay $3.5 million to resolve False Claims Act allegations in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Samad Khan, M.D. has agreed to pay the United States $3.5 million to resolve allegations that he violated the False Claims Act by knowingly submitting or causing the submission of false claims to the Health Resources & Services Administration COVID-19 Claims Reimbursement to Health Care Providers and Facilities for Testing, Treatment, and Vaccine Administration for the Uninsured Program (the “Uninsured Program”) for evaluation and management services that were not performed.

    Between approximately May 2020 and April 2022, the Uninsured Program reimbursed eligible providers for COVID-19 tests, testing-related items and services, treatment, and vaccines performed on uninsured individuals.  Khan is a physician who owns SK Primary Care, PLLC (“SK Primary Care”), a medical clinic in Frisco.  During the COVID-19 Public Health Emergency (“PHE”), SK Primary Care provided healthcare services, including specimen collection for COVID-19 tests.  The settlement announced today resolves allegations that from April 2020 through October 2021, Khan knowingly submitted or caused the submission of false claims to the Uninsured Program by billing evaluation and management services (E/M Services) that were not performed.

    As alleged by the United States, claims for E/M Services, sometimes referred to as “office visits,” are submitted under Current Procedural Terminology (“CPT”) Codes, and vary in level of complexity. Higher level codes reflect increased complexity, such as a higher level of decision-making, more detailed history, or longer duration of time.  E/M Services levels 2 through 5 (e.g. CPT Codes 99202 through 99205, and 99212 through 99215) (“Higher Level E/M Services”) can only be performed by physicians or other qualified health care professionals (“QHPs”).  These professionals are distinct from clinical staff, such as medical assistants. A level 1 E/M Service, under CPT Code 99211, may not require the presence of a physician or other QHP. During the PHE, CMS approved the use of CPT Code 99211 for COVID-19 test specimen collection. Physicians and non-physician practitioners, such as nurse practitioners (NPs) were required to use CPT Code 99211 to bill for COVID-19 specimen collection billed by clinical staff incident to their services.

    The United States contends that during the PHE, SK Primary Care provided services at dozens of COVID-19 testing sites in Texas, operated by SK Primary Care and its management company, the majority of which were walk up or drive through testing sites (the “COVID test sites”).   Patients could register to receive a test at the COVID test sites by registering online through a website called “GoGetTested.Com.” The United States alleges that the COVID test sites were staffed with medical assistants who performed specimen collection services through nasal swabs on patients for COVID-19 tests. Khan knew that the appropriate CPT Codes for the services provided at the COVID test sites were specimen collection codes, including CPT Code 99211, but instead submitted claims under CPT Codes for Higher Level E/M Services. The United States contends that patients who went to the COVID test sites were never seen by Khan or any other QHP, and at no time was Khan or any other QHP providing any E/M Services to patients at the COVID test sites either in person or by audiovisual means.  From April 2020 through October 2021, for the services provided at the COVID test sites, Khan submitted or caused the submission of approximately 400,000 claims by SK Primary Care to the Uninsured Program for Higher Level E/M Services, the majority of which were level 2 and 3 E/M services.  Khan is the only rendering provider listed on SK Primary Care’s claims.

    The United States further alleges that Khan, in conjunction with and at the direction of SK Primary Care’s management company, coded the COVID specimen collection services as Higher Level E/M Services.  Reimbursements for E/M Services were substantially higher than reimbursements for specimen collection.  Moreover, in conjunction with and at the direction of SK Primary Care’s management company, SK Primary Care and Khan often submitted two claims for E/M Services for COVID-19 test specimen collection—the first “encounter” for the test, and a second “encounter” for providing results. The second “encounter” of providing results was not Khan providing E/M Services. Instead, an employee or contractor of SK Primary Care or SK Primary Care’s management company, such as nurse practitioners (NPs) and medical assistants, would provide tests results via telephone based on a courtesy call script.  NPs were not providing medical services, did not have any audiovisual connection to patients, and in many instances never even spoke to the patients to provide results, which were emailed or sent by text message.  As a result of these false claims for payment for E/M Services that were not performed, Khan received payments from the Uninsured Program to which he was not entitled.

    “The onset of the COVID-19 pandemic required both beneficiaries and the government to place their trust in front-line healthcare providers, even more than usual,” said Jay R. Combs, Acting U.S. Attorney for the Eastern District of Texas. “Unfortunately, some of those providers abused that trust and instead took advantage of the crisis to artificially inflate profits. It is these individuals that the Eastern District of Texas will hold accountable for their greed.”

    “When health care professionals receive payments for false claims they submit to federal health care programs, they erode public trust and divert taxpayer-funded resources away from those who truly need them,” said Special Agent in Charge Jason E. Meadows of the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG).  “This settlement demonstrates our steadfast commitment to safeguarding taxpayer funds and working with our law enforcement partners to use all tools in our arsenal to hold accountable those who steal from the American public.”

    The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section, and the U.S. Attorney’s Office for the Eastern District of Texas with assistance from HHS-OIG.  This matter was handled by Civil Division Fraud Section Trial Attorney Elizabeth J. Kappakas and by Assistant U.S. Attorneys James Gillingham and Kevin McClendon.

    The claims resolved by the settlement are allegations only and there has been no determination of liability.

    Integrating Early Warning Systems (EWS) has been a core national priority within Barbados’ National Disaster Risk Reduction (DRR) strategy / country’s work programme (CWP). This commitment is firmly embedded in the Barbados Comprehensive Disaster Management (CDM) Policy 2022, which identifies, as a key strategic priority, the need to create an enabling environment for a Multi-Hazard Early Warning System (MHEWS) policy and to improve related communications at both national and community levels.

    In alignment with this priority, a Technical Multi-Hazard Early Warning Committee was established bringing all sectors and stakeholders together to develop and implement the MHEWS policy, thereby embracing a coordinated, multi-sectoral approach to preparedness and response. The EW4All initiative, launched in 2023, provided significant impetus to this process, boosting the relevant political commitment and resource allocation and catalyzing its approval and formal establishment in 2024.

    To further amplify the impact of the MHEWS, the Department of Emergency Management (DEM) launched a public education campaign focusing on communities and vulnerable groups, with particular emphasis on the elderly and youth to increase their understanding of early warnings and how to act on them effectively. The campaign also extended to the fisheries sector, prompting an adaptation of the language used in alerts and warnings to ensure a full understanding from all last-mile communities.

    Key impacts

    • Barbados’ success in institutionalizing MHEWS governance, securing resources, and prioritizing inclusive communication has significantly enhanced national resilience and disaster preparedness. The country serves as a model for integrating early warning into national DRR strategies, ensuring a sustainable, people-centered approach to disaster risk reduction.

Embedding the policy as part of international initiatives can accelerate national progress: the EW4All initiative acted as a catalyst for accelerating the approval and operationalization of Barbados’ MHEWS. Aligning national efforts with global frameworks (Sendai Framework, CDM Policy 2022) enhances credibility, funding, and technical support.
    3. Governance and financial commitment must go hand-in-hand: a policy alone is insufficient – securing financial and resource commitments is essential for effective early warning and disaster preparedness. Embedding MHEWS in national strategies ensures it remains a priority in budget allocations and development planning.
    4. Early Warning systems must be backed by actionable plans: Simply having an early warning system is not enough – its operationalization and integration into national DRR strategies, associated with a fully participatory, well-coordinated and well-implemented early warning response system, is what ensures impact.
    5. Adapting alert language and tailoring communication to vulnerable groups improves last-mile accessibility and ensures early warnings translate into action. A strong public education campaign backed up by government fosters a culture of preparedness, reducing risks at the community level.

    A long-lasting marine heat wave hit the waters surrounding the United Kingdom and Ireland in spring 2025. By mid-May, sea surface temperatures in some areas reached up to 4 degrees Celsius (7 degrees Fahrenheit) warmer than normal. The heat wave began in early March and continued into May, according to the U.K. Met Office, making it one of the region’s longest on record for this time of year.
    Persistent high-pressure weather systems throughout the spring produced long spells of sunny, dry, and calm weather—ideal conditions for surface waters to warm, experts noted. Heat from the Sun can build up quickly in the topmost layer of water when winds and waves are too calm to churn up cooler water from below. Throughout April and May, surface water temperatures reached the highest values in satellite records going back to 1982. These conditions followed a winter where sea surface temperatures were already above average.
    This map shows temperature anomalies across the water’s surface on May 22, 2025. The values reflect how far temperatures differed from the 2003-2014 average for that day. By this time in the heat wave, temperatures in the North Sea had already peaked, while surface waters west and south of Ireland were hitting some of their highest temperatures of the event so far.
    The map is based on data from the Multiscale Ultrahigh Resolution Sea Surface Temperature (MUR SST) project, a Jet Propulsion Laboratory effort that blends measurements of sea surface temperatures from multiple NASA, NOAA, and international satellites, as well as ship and buoy observations.
    Marine heat waves can have various effects on ecosystems, including harming fisheries and killing off key species such as kelp. Since the May 2025 heat wave around the U.K. and Ireland occurred before the height of summer, scientists think temperatures will stay low enough to avoid serious harm. However, the unseasonable warmth may still alter the size and timing of phytoplankton blooms, which is consequential because the organisms form the base of the aquatic food web.
    The heat associated with these events can extend beyond the ocean to affect weather on land. Researchers analyzing a June 2023 northwest European marine heat wave found that the sea surface heat contributed to a record-high monthly mean temperature in the U.K.
    In 2025, spring has been notably warm and dry in the U.K. And to the northwest, across the North Atlantic, Iceland experienced a prolonged spell of temperatures that were well above average in mid-May. Later in the month, however, weather systems brought rain, cooler temperatures, and westerly winds to the region, which the Met Office said may start to break up the warm sea surface layer and allow it to gradually cool.

    Jay Clayton, the United States Attorney for the Southern District of New York, announced today the selection of Jeff C. Coffman and Benjamin Klein as Chiefs of the Office’s White Plains Division, as well as the retirement of Perry Carbone, Chief of the Office’s Criminal Division, who previously served with distinction as Chief of the White Plains Division. 

    Mr. Coffman joined the Office as an Assistant U.S. Attorney in the Criminal Division in 2018, following five years as an Assistant U.S. Attorney in the Northern District of New York and one year as a Special Assistant U.S. Attorney in the District of Columbia.  Prior to becoming a prosecutor, Mr. Coffman worked at the law firm of Trout Cacheris, PLLC and co-founded and managed a small law firm in Washington, D.C.  Mr. Coffman received Bachelor of Science degrees from Virginia Tech and his J.D. from Georgetown University Law Center.  After graduating from law school, he clerked for the Hon. James C. Cacheris of the U.S. District Court for the Eastern District of Virginia.

    Mr. Klein joined the Office as an Assistant U.S. Attorney in the Criminal Division in 2021.  Before becoming a prosecutor, Mr. Klein worked at the law firm of Wachtell, Lipton, Rosen & Katz.  Mr. Klein received a Bachelor of Arts from Cornell University, and a J.D. from the Yale Law School, where he served as an editor of The Yale Law Journal.  After graduating, Mr. Klein clerked for the Honorable Thomas M. Hardiman of the U.S. Court of Appeals for the Third Circuit.

  • MIL-OSI Canada: B.C. releases second annual Pay Transparency Report

    Government has released its second annual Pay Transparency Report, showing modest improvements to the gender pay gap in the province.

    The biggest improvements in the gender pay gap since 2023 were noted in three sectors, analyzed using Statistics Canada data categorized by the North American Industry Classification System. In agriculture, forestry, fishing and hunting, there was an improvement from a gap of 45% down to 36%. The gap shrank from 24% to 17% in mining, quarrying and oil-and-gas extraction. Wholesale trade saw a positive shift from 18% down to 11%.

    In addition, the gender pay gap shrank for young women with post-secondary trade certificates and diplomas from 21% in 2017 to 8% in 2024.

    These improvements support B.C.’s overall goal to reduce the gender pay gap of 15%. Future long-term positive trends are anticipated based on initial progress.

    The Pay Transparency Act was passed into law in May 2023, requiring all employers in B.C. to include salary and wage information on all publicly posted jobs. The annual report shows that in 2024, 85% of job postings in B.C. included pay information, compared to 52% in other parts of Canada, according to Indeed, a job-search platform.

    By Nov. 1, 2025, all employers with 300 or more employees in B.C. are required to prepare and post reports about their gender pay gaps.

    The requirement has been introduced in stages to give employers time to prepare.

    • Nov. 1, 2024: all employers with 1,000 employees in B.C. or more
    • Nov. 1, 2025: all employers with 300 employees in B.C. or more
    • Nov. 1, 2026: all employers with 50 employees in B.C. or more

    An online reporting tool is available to support employers with an efficient way to prepare pay-transparency reports.

    MONTGOMERY – Governor Kay Ivey on Friday invited the public to participate in Alabama’s Free Fishing Day on Saturday, June 7. The event allows residents and non-residents to enjoy the outstanding fishing Alabama has to offer without purchasing a fishing license. Free Fishing Day is part of National Fishing and Boating Week, which runs June 1-8.

    “From the Gulf of America to our mountain streams, our state has world-class waters that anglers from far and wide travel to enjoy,” said Governor Ivey. “Free Fishing Day is a great opportunity to enjoy the unmatched natural beauty of our state while also supporting our state’s economy. I encourage all Alabamians to take advantage of this day – so, grab your tackle box and enjoy our Alabama the Beautiful.”

    The fishing license exemption on Free Fishing Day covers most public waters including both freshwater and saltwater. Alabama’s State Public Fishing Lakes still require a fishing permit on Free Fishing Day, and fishing in a private pond requires the pond owner’s permission. Some piers may also require fees and permits.

    This year, Academy Sports + Outdoors will be the title sponsor of Alabama’s Free Fishing Day. The Department of Conservation and Natural Resources will contact Alabama fishing license buyers and post a discount offer for the free fishing day weekend on their social media accounts.

    “Fishing provides many mental and physical health benefits and is a great way for families to spend time together outdoors,” said Chris Blankenship, Commissioner of the Alabama Department of Conservation and Natural Resources. “Free Fishing Day is the perfect opportunity for anyone who has never experienced casting a line to give it a try. We hope that anyone with an interest in fishing will take advantage of this outdoor recreation opportunity.”

    Free Fishing Day also takes place during Alabama’s red snapper season. Saltwater anglers will not need a saltwater fishing license or reef fish endorsement on June 7.

    “With more than 132,000 miles of freshwater rivers and streams, 50 miles of Gulf Coast shoreline, 23 state public fishing lakes, some of the best bass fishing lakes in the country and the largest artificial reef systems in the world, Alabama is an angler’s paradise,” said Commissioner Blankenship. “Even if you don’t fish, you can still enjoy the state’s many freshwater and coastal boating access areas.”

  • MIL-OSI Global: Neurosymbolic AI is the answer to large language models’ inability to stop hallucinating

    The main problem with big tech’s experiment with artificial intelligence (AI) is not that it could take over humanity. It’s that large language models (LLMs) like Open AI’s ChatGPT, Google’s Gemini and Meta’s Llama continue to get things wrong, and the problem is intractable.

    Known as hallucinations, the most prominent example was perhaps the case of US law professor Jonathan Turley, who was falsely accused of sexual harassment by ChatGPT in 2023.

    OpenAI’s solution seems to have been to basically “disappear” Turley by programming ChatGPT to say it can’t respond to questions about him, which is clearly not a fair or satisfactory solution. Trying to solve hallucinations after the event and case by case is clearly not the way to go.

    The same can be said of LLMs amplifying stereotypes or giving western-centric answers. There’s also a total lack of accountability in the face of this widespread misinformation, since it’s difficult to ascertain how the LLM reached this conclusion in the first place.

    We saw a fierce debate about these problems after the 2023 release of GPT-4, the most recent major paradigm in OpenAI’s LLM development. Arguably the debate has cooled since then, though without justification.

    The EU passed its AI Act in record time in 2024, for instance, in a bid to be world leader in overseeing this field. But the act relies heavily on AI companies to regulate themselves without really addressing the issues in question. It hasn’t stopped tech companies from releasing LLMs worldwide to hundreds of millions of users and collecting their data without proper scrutiny.

    Meanwhile, the latest tests indicate that even the most sophisticated LLMs remain unreliable. Despite this, the leading AI companies still resist taking responsibility for errors.

    Unfortunately LLMs’ tendencies to misinform and reproduce bias can’t be solved with gradual improvements over time. And with the advent of agentic AI, where users will soon be able to assign projects to an LLM such as, say, booking their holiday or optimising the payment of all their bills each month, the potential for trouble is set to multiply.

    The emerging field of neurosymbolic AI could solve these issues, while also reducing the enormous amounts of data required for training LLMs. So what is neurosymbolic AI and how does it work?

    The LLM problem

    LLMs work using a technique called deep learning, where they are given vast amounts of text data and use advanced statistics to infer patterns that determine what the next word or phrase in any given response should be. The models – along with all the patterns it has learned – are stored in arrays of powerful computers in large data centres known as neural networks.

    LLMs can appear to reason using a process called chain-of-thought, where they generate multi-step responses that mimic how humans might logically arrive at a conclusion, based on patterns seen in the training data.

    Undoubtedly, LLMs are a great engineering achievement. They are impressive at summarising text and translating, and may improve the productivity of those diligent and knowledgeable enough to spot their mistakes. Nevertheless they have great potential to mislead because their conclusions are always based on probabilities – not understanding.

    A popular workaround is called “human-in-the-loop”: making sure that humans using AIs still make the final decisions. However, apportioning blame to humans does not solve the problem. They’ll still often be misled by misinformation.

    LLMs now need so much training data to advance that we’re now having to feed them synthetic data, meaning data created by LLMs. This data can copy and amplify existing errors from its own source data, such that new models inherit the weaknesses of old ones. As a result, the cost of programming AIs to be more accurate after their training – known as “post-hoc model alignment” – is skyrocketing.

    It also becomes increasingly difficult for programmers to see what’s going wrong because the number of steps in the model’s thought process become ever larger, making it harder and harder to correct for errors.

    Neurosymbolic AI combines the predictive learning of neural networks with teaching the AI a series of formal rules that humans learn to be able to deliberate more reliably. These include logic rules, like “if a then b”, such as “if it’s raining then everything outside is normally wet”; mathematical rules, like “if a = b and b = c then a = c”; and the agreed upon meanings of things like words, diagrams and symbols. Some of these will be inputted directly into the AI system, while it will deduce others itself by analysing its training data and doing “knowledge extraction”.

    This should create an AI that will never hallucinate and will learn faster and smarter by organising its knowledge into clear, reusable parts. For example if the AI has a rule about things being wet outside when it rains, there’s no need for it to retain every example of the things that might be wet outside – the rule can be applied to any new object, even one it has never seen before.

    During model development, neurosymbolic AI also integrates learning and formal reasoning using a process known as the “neurosymbolic cycle”. This involves a partially trained AI extracting rules from its training data then instilling this consolidated knowledge back into the network before further training with data.

    This is more energy efficient because the AI needn’t store as much data, while the AI is more accountable because it’s easier for a user to control how it reaches particular conclusions and improves over time. It’s also fairer because it can be made to follow pre-existing rules, such as: “For any decision made by the AI, the outcome must not depend on a person’s race or gender”.

    The third wave

    The first wave of AI in the 1980s, known as symbolic AI, was actually based on teaching computers formal rules that they could then apply to new information. Deep learning followed as the second wave in the 2010s, and many see neurosymbolic AI as the third.

    It’s easiest to apply neurosymbolic principles to AI in niche areas, because the rules can be clearly defined. So it’s no surprise that we’ve seen it first emerge in Google’s AlphaFold, which predicts protein structures to help with drug discovery; and AlphaGeometry, which solves complex geometry problems.

    For more broad-based AIs, China’s DeepSeek uses a learning technique called “distillation” which is a step in the same direction. But to make neurosymbolic AI fully feasible for general models, there still needs to be more research to refine their ability to discern general rules and perform knowledge extraction.

    It’s unclear to what extent LLM makers are working on this already. They certainly sound like they’re heading in the direction of trying to teach their models to think more cleverly, but they also seem wedded to the need to scale up with ever larger amounts of data.

    The reality is that if AI is going to keep advancing, we will need systems that adapt to novelty from only a few examples, that check their understanding, that can multitask and reuse knowledge to improve data efficiency and that can reason reliably in sophisticated ways.

    This way, well designed digital technology could potentially even offer an alternative to regulation, because the checks and balances would be built into the architecture and perhaps standardised across the industry. There’s a long way to go, but at least there’s a path ahead.

  • MIL-OSI Global: Why auction of Buddha relics was called off and why it matters – an expert in Asian art explains

    The slick online catalogue entry for “Premium Lot 1, The Piprahwa Gems of the Historical Buddha” on the Sotheby’s Hong Kong website was abruptly replaced on May 7 with a single line notification: “The auction has been postponed.”

    Shortly afterwards, the associated webpages went blank. The only evidence remaining on Sotheby’s Hong Kong website was an entry on the Piprahwa gems’ history and a short YouTube promotional clip for the sale (below).

    Sotheby’s had first announced its intention to auction the relics on February 6 2025. Discovered in northern India in 1898 and thought to date to the third century BC, it was estimated they would fetch up to HK$100m (£9.7m). The collection was consigned by Chris Peppé on behalf of his family, who had inherited the relics from his great grandfather, William Caxton Peppé – a 19th-century British colonial landowner who owned an estate in India.

    Reaction was muted at first, but as a scholar who researches the early history and archaeology of Buddhism and issues surrounding loot and restitution, I was gravely concerned by this proposed sale. Fortunately, I was not alone, and thanks to detailed research of SOAS colleagues such as Conan Cheong, Ashley Thompson and Thai academic Pipad Krajaejun, as well as protests from Buddhist devotees worldwide, a groundswell of disapproval began to grow.

    A letter sent to Sotheby’s by the British Maha Bodhi Society, and shared with me, states:

    Millions around the world, whether Buddhist or not, have religious and ethical concerns and believe that the sale of sacred items is morally wrong and offensive … Members of the Buddhist sangha [monkhood], as well as lay followers from all traditions, are appalled that the gems offered in devotional acts by the Buddha’s own clan, have been separated from his corporeal remains and are now being sold to the highest bidder.

    This disapproval turned into a tidal wave on May 5, two days before the planned auction, with the intervention of the Indian government – which is now threatening legal action against both Sotheby’s and the Peppé family, demanding that the relics be repatriated to India.

    In terms of his rights and those of his relatives to sell the relics, Chris Peppé previously had told the Guardian newspaper: “Legally, the ownership is unchallenged.”

    Sotheby’s confirmed to me that it and the Indian government are “currently in discussions regarding the Piprahwa Gems of the Historical Buddha, and are pleased to be working together to find the best possible outcome for all parties”.

    How we got here

    To understand how we reached this impasse, we must cast our eyes back to 19th-century British colonial India, then forward again to 2018-2023 and a number of high-profile exhibitions at some of the world’s most prestigious museums.

    In 1898, the family’s great grandfather, William Caxton Peppé, excavated a Buddhist reliquary monument (known as a stupa) on his estate in Piprahwa, northern India. He uncovered what is now considered by scholars to be the most significant cache of Buddhist relics found in India.

    The discovery included five reliquary urns containing gems, ash and bone fragments. An inscription on one suggested the remains could be those of the historical Buddha, who is thought to have been cremated around 200 years prior to their burial.

    The Indian Treasure Trove Act of 1878 allowed Peppé to keep a portion referred to as “duplicates” (an art-history term used to justify the dividing up of similar material from a hoard or archaeological site that is very much frowned upon today). The British authorities gifted the bones and ash to King Chulalongkorn of Siam, who enshrined them in Bangkok and distributed portions to other Buddhist nations.

    The majority of the 1,800 gems, meanwhile, had been deposited in the Indian Museum in Kolkata. It is a longstanding issue, however, that the bulk of this collection remains locked away in the museum safe, off limits to Buddhists, the wider public and scholars alike. Perhaps the publicity surrounding the Peppé portion of the reliquary contents might prompt that museum to review this policy after 120 years.

    About ten years ago, armed with his inherited share of the relics, Chris Peppé began reaching out to museums worldwide, proposing to loan them. This, he recently stated, was to make them accessible to Buddhist devotees and the general public alike. Five museums took him up on the offer and, starting in 2018, duly curated high-profile exhibitions around them or incorporated them into larger shows.

    Chief among these was the 2023 blockbuster Tree And Serpent: Early Buddhist Art of India at the Metropolitan Museum of Art New York, where Peppé took part in the exhibition symposium, delivering a lecture on the relics.

    Objects with a history of celebrated exhibitions tend to reach higher prices at auction. Whether the Peppé family intentionally built up the Piprahwa exhibition history with the aim of eventually auctioning the relics is unclear. I contacted Chris Peppé directly and posed this question to him, but he declined to comment.

    Tellingly, the Sotheby’s website included a scholarly article from 2023 in Orientations Magazine by John Guy, curator of the Tree and Serpent exhibition. But it was dated to February 2025, which perhaps inadvertently made it appear to have been written as an endorsement of the sale. In fact, the paper had been published to coincide with the exhibition. I contacted Guy about this, and he responded by saying:

    I regard the linking of my publication to the Sotheby’s sale as highly inappropriate and this was done without my knowledge or consent. The Met’s lawyers demanded that it be removed immediately, which was done, along with a written apology from Sotheby’s.

    When I spoke to Nancy Wong at Sotheby’s, she confirmed this, saying: “We apologised and immediately removed the relevant reference from our website.”

    Given the events of the past few weeks, the Peppé family now find themselves in a bind. With the Indian government engaged, and it may not be long before Sotheby’s drops them and the relics altogether. Despite their cultured facades and high-society veneers, auction houses are businesses, designed to make a profit – and any potential buyers may have been thoroughly scared off by recent events.

    It is hard, however, for me to have much sympathy for the family who could have prevented this whole affair by donating the relics to a Buddhist community or museum in the first place.

    A shard of smooth bone etched with irregular marks dating back 20,000 years puzzled archaeologists until they noticed something unique – the etchings, lines like tally marks, may have represented prime numbers. Similarly, a clay tablet from 1800 B.C.E. inscribed with Babylonian numbers describes a number system built on prime numbers.

    As the Ishango bone, the Plimpton 322 tablet and other artifacts throughout history display, prime numbers have fascinated and captivated people throughout history. Today, prime numbers and their properties are studied in number theory, a branch of mathematics and active area of research today.

    A history of prime numbers

    Informally, a positive counting number larger than one is prime if that number of dots can be arranged only into a rectangular array with one column or one row. For example, 11 is a prime number since 11 dots form only rectangular arrays of sizes 1 by 11 and 11 by 1. Conversely, 12 is not prime since you can use 12 dots to make an array of 3 by 4 dots, with multiple rows and multiple columns. Math textbooks define a prime number as a whole number greater than one whose only positive divisors are only 1 and itself.

    Math historian Peter S. Rudman suggests that Greek mathematicians were likely the first to understand the concept of prime numbers, around 500 B.C.E.

    Around 300 B.C.E., the Greek mathematician and logician Euler proved that there are infinitely many prime numbers. Euler began by assuming that there is a finite number of primes. Then he came up with a prime that was not on the original list to create a contradiction. Since a fundamental principle of mathematics is being logically consistent with no contradictions, Euler then concluded that his original assumption must be false. So, there are infinitely many primes.

    The argument established the existence of infinitely many primes, however it was not particularly constructive. Euler had no efficient method to list all the primes in an ascending list.

    In the middle ages, Arab mathematicians advanced the Greeks’ theory of prime numbers, referred to as hasam numbers during this time. The Persian mathematician Kamal al-Din al-Farisi formulated the fundamental theorem of arithmetic, which states that any positive integer larger than one can be expressed uniquely as a product of primes.

    From this view, prime numbers are the basic building blocks for constructing any positive whole number using multiplication – akin to atoms combining to make molecules in chemistry.

    Prime numbers can be sorted into different types. In 1202, Leonardo Fibonacci introduced in his book “Liber Abaci: Book of Calculation” prime numbers of the form (2p – 1) where p is also prime.

    Today, primes in this form are called Mersenne primes after the French monk Marin Mersenne. Many of the largest known primes follow this format.

    Several early mathematicians believed that a number of the form (2p – 1) is prime whenever p is prime. But in 1536, mathematician Hudalricus Regius noticed that 11 is prime but not (211 – 1), which equals 2047. The number 2047 can be expressed as 11 times 89, disproving the conjecture.

    While not always true, number theorists realized that the (2p – 1) shortcut often produces primes and gives a systematic way to search for large primes.

    The search for large primes

    The number (2p – 1) is much larger relative to the value of p and provides opportunities to identify large primes.

    When the number (2p – 1) becomes sufficiently large, it is much harder to check whether (2p – 1) is prime – that is, if (2p – 1) dots can be arranged only into a rectangular array with one column or one row.

    Fortunately, Édouard Lucas developed a prime number test in 1878, later proved by Derrick Henry Lehmer in 1930. Their work resulted in an efficient algorithm for evaluating potential Mersenne primes. Using this algorithm with hand computations on paper, Lucas showed in 1876 that the 39-digit number (2127 – 1) equals 170,141,183,460,469,231,731,687,303,715,884,105,727, and that value is prime.

    Also known as M127, this number remains the largest prime verified by hand computations. It held the record for largest known prime for 75 years.

    Researchers began using computers in the 1950s, and the pace of discovering new large primes increased. In 1952, Raphael M. Robinson identified five new Mersenne primes using a Standard Western Automatic Computer to carry out the Lucas-Lehmer prime number tests.

    As computers improved, the list of Mersenne primes grew, especially with the Cray supercomputer’s arrival in 1964. Although there are infinitely many primes, researchers are unsure how many fit the type (2p – 1) and are Mersenne primes.

    By the early 1980s, researchers had accumulated enough data to confidently believe that infinitely many Mersenne primes exist. They could even guess how often these prime numbers appear, on average. Mathematicians have not found proof so far, but new data continues to support these guesses.

    George Woltman, a computer scientist, founded the Great Internet Mersenne Prime Search, or GIMPS, in 1996. Through this collaborative program, anyone can download freely available software from the GIMPS website to search for Mersenne prime numbers on their personal computers. The website contains specific instructions on how to participate.

    GIMPS has now identified 18 Mersenne primes, primarily on personal computers using Intel chips. The program averages a new discovery about every one to two years.

    The largest known prime

    Luke Durant, a retired programmer, discovered the current record for the largest known prime, (2136,279,841 – 1), in October 2024.

    Referred to as M136279841, this 41,024,320-digit number was the 52nd Mersenne prime identified and was found by running GIMPS on a publicly available cloud-based computing network.

    This network used Nvidia chips and ran across 17 countries and 24 data centers. These advanced chips provide faster computing by handling thousands of calculations simultaneously. The result is shorter run times for algorithms such as prime number testing.

    The Electronic Frontier Foundation is a civil liberty group that offers cash prizes for identifying large primes. It awarded prizes in 2000 and 2009 for the first verified 1 million-digit and 10 million-digit prime numbers.

    Large prime number enthusiasts’ next two challenges are to identify the first 100 million-digit and 1 billion-digit primes. EFF prizes of US$150,000 and $250,000, respectively, await the first successful individual or group.

    Eight of the 10 largest known prime numbers are Mersenne primes, so GIMPS and cloud computing are poised to play a prominent role in the search for record-breaking large prime numbers.

    Large prime numbers have a vital role in many encryption methods in cybersecurity, so every internet user stands to benefit from the search for large prime numbers. These searches help keep digital communications and sensitive information safe.

  • India’s real GDP grows at 6.5% in FY 2024-25; Q4 sees strong 7.4% expansion

    The National Statistics Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), has released the Provisional Estimates of Annual Gross Domestic Product (GDP) for the financial year 2024–25, along with the Quarterly Estimates for the January–March period (Q4) of the same year.

    India’s real GDP at constant (2011–12) prices is estimated to have grown by 6.5% in FY 2024–25, reaching ₹187.97 lakh crore, compared to ₹176.51 lakh crore in 2023–24. At current prices, the nominal GDP has increased by 9.8%, amounting to ₹330.68 lakh crore, up from ₹301.23 lakh crore in the previous financial year.

    Real Gross Value Added (GVA) for the year is estimated at ₹171.87 lakh crore, reflecting a 6.4% growth from ₹161.51 lakh crore in FY 2023–24. The nominal GVA stands at ₹300.22 lakh crore, a 9.5% increase over the previous year.

    In the fourth quarter (January to March) of FY 2024–25, real GDP rose to ₹51.35 lakh crore, a 7.4% increase from ₹47.82 lakh crore in Q4 of FY 2023–24. Nominal GDP during the same period reached ₹88.18 lakh crore, reflecting a 10.8% growth. Real GVA in Q4 stood at ₹45.76 lakh crore, up 6.8% from ₹42.86 lakh crore, while nominal GVA reached ₹79.46 lakh crore, marking a 9.6% increase.

    Among the key drivers of this economic performance, the construction sector led with an annual growth of 9.4%, accelerating to 10.8% growth in Q4. The public administration, defence, and other services sector followed with 8.9% growth during the year and 8.7% in Q4. Financial, real estate, and professional services saw a 7.2% increase annually and 7.8% growth in the final quarter.

    The primary sector, which includes agriculture, livestock, forestry, fishing, mining, and quarrying, registered a growth rate of 4.4% in FY 2024–25, a notable improvement from 2.7% in the previous year. In Q4 alone, the sector grew by 5.0%, up significantly from 0.8% in the same quarter of the previous year.

    Private Final Consumption Expenditure (PFCE) recorded a 7.2% growth during FY 2024–25, reflecting stronger consumer spending compared to 5.6% in FY 2023–24. Gross Fixed Capital Formation (GFCF), an indicator of investment demand, grew by 7.1% for the full year and 9.4% in Q4.

    The GDP estimates were compiled using the benchmark-indicator method, based on the extrapolation of the previous year’s estimates using sector-specific performance indicators. These include data from the Index of Industrial Production (IIP), financial performance of listed companies, crop and livestock output, energy and construction material production, transport and trade data, banking and insurance activity, GST collections, and government expenditure records.

    The estimates also reflect the tax and subsidy data available from both the Central and State Governments. For tax calculations, both GST and non-GST revenues were considered, and for subsidies, major components such as food, urea, petroleum, and nutrient-based subsidies were accounted for.

    These provisional figures are subject to revision based on updated inputs from source agencies. Users are advised to interpret the data with this in mind.

    The next release of GDP data, covering the first quarter of FY 2025–26 (April–June), is scheduled for 29 August 2025.

    Consultation to inform offshore wind developments in Scotland.

    The way in which offshore wind projects are developed in Scotland is being consulted on, with an updated plan now published for views.  

    The draft updated Sectoral Marine Plan for Offshore Wind Energy (SMP-OWE) aims to balance the needs of nature, communities, and other users of the sea.  

    It will be used to help inform the delivery of offshore wind projects  from the ScotWind and Innovation and Targeted Oil and Gas (INTOG) seabed leasing rounds. 

    Proposals in the plan aim to:

    • use the latest  data and scientific evidence to inform decisions on energy developments – such as how projects will impact wildlife and nature 
    • ensure the environmental, social, economic opportunities and constraints from offshore projects are clearly set out to help inform decision making
    • ensure the interests and views of other marine users, including fishers, coastal and island communities and environmental groups are taken into account  

    Acting Net Zero and Energy Secretary Gillian Martin said: “Growing Scotland’s offshore wind sector presents enormous economic opportunities for our country, with the chance to create thousands of well-paid, green jobs while accelerating our journey to net zero.     

    “Our updated Sectoral Marine Plan for Offshore Wind Energy sets out the opportunities as well as the constraints to developing offshore wind in Scottish waters.

    “It seeks to provides clarity, certainty and confidence to investors and other marine users, to ensure development is sustainable and balances the needs of communities, nature and other users of the sea, to deliver for the people of Scotland and nature.  

    “It is important that everyone with an interest has their say and the Scottish Government will continue to engage closely with the fishing industry, island and coastal communities and other sectors throughout the consultation.“ 

    Crown Estate Scotland Director of Marine Mike Spain, said: “We welcome the publication of the a draft updated Sectoral Marine Plan and encourage all those with an interest in Scotland’s offshore wind sector to engage with this consultation. 

    “We are proud to have conducted two successful offshore wind leasing rounds and are working in partnership with the sector to enable these projects to deliver maximum value for Scotland.”

    Regarding an acute gastroenteritis incident involving three oncologists at Princess Margaret Hospital (PMH), the Centre for Health Protection (CHP), having completed its investigation, confirmed today that the illnesses of the three doctors were not related.

     

    On February 10, the CHP received a notification from PMH that three doctors in its oncology department had developed acute gastroenteritis symptoms, and one of them unfortunately passed away on February 7.

     

    PMH’s preliminary investigation revealed that a stool sample from one of the doctors, who had mild symptoms, tested positive for Shiga toxin genes by nucleic acid testing. Hence, the hospital suspected that the cluster might be associated with Shiga toxin-producing Escherichia coli (STEC) infection.

     

    The CHP immediately conducted a comprehensive epidemiological investigation with the help of an expert team led by Hong Kong University Chair of Infectious Diseases Prof Yuen Kwok-yung.

     

    For the doctor suspected of having a STEC infection but with mild symptoms, the CHP found that the bacterial culture of the doctor’s stool sample did not grow any viable STEC bacteria.

     

    Additionally, the CHP collected 34 environmental samples as well as 27 food samples from the oncology department and relevant food premises at PMH, all of which were negative for STEC.

     

    The CHP also enhanced surveillance on the oncology department’s staff, and detected no other related cases.

     

    Based on the available information, apart from confirming that there was no STEC outbreak in PMH’s oncology department, the CHP determined that there was no linkage between the illnesses of the three doctors.

     

    Concerning the doctor’s cause of death, PMH’s pathology department conducted an autopsy and pathological examination, but the post-mortem examination could not determine the exact cause of the pathological changes that led to his death.

     

    Separately, experts from the Hong Kong University Department of Microbiology detected group C rotavirus in various tissue samples of the deceased using nucleic acid testing. However, the virus was not detected in the stool samples of the other two doctors.

     

    The experts were of the view that the initial acute gastroenteritis in the late doctor was caused by group C rotavirus. They also said that the direct relationship between group C rotavirus and the cause of death was uncertain, while other contributing factors could not be ruled out.

     

    According to the Hospital Authority, there have been no deaths from rotavirus infection in public hospitals in the past 10 years, the CHP added.

A team of experts from the Department of Microbiology of the HKU, led by Professor Yuen, also assisted in the investigation.
     
    The CHP’s investigation revealed that the bacterial culture of the stool sample from the doctor suspected of having an STEC infection but with mild symptoms did not grow any viable STEC bacteria. Samples from the other two doctors, including the deceased doctor, were negative for STEC. The CHP collected 34 environmental samples and 27 food samples from the oncology department and relevant food premises at PMH, all of which were negative for STEC. The CHP also enhanced surveillance on the staff of the oncology department of PMH, and no other related cases were detected. Based on the available information, the CHP confirmed that there was no STEC outbreak in the oncology department of PMH and that there was no linkage between the illnesses of the three doctors.
     
    The pathology department of PMH has conducted an autopsy and pathological examination on the cause of death of the deceased doctor. However, the post-mortem examination could not determine the exact cause of the pathological changes that led to his death. Experts from the Department of Microbiology of the HKU have detected group C rotavirus (a known rotavirus) in various tissue samples of the deceased using nucleic acid testing. However, the virus was not detected in the stool samples of the other two doctors. The experts were of the view that the initial acute gastroenteritis in the deceased was caused by group C rotavirus. The direct relationship between group C rotavirus and the cause of death was uncertain, while other contributing factors could not be ruled out.

    Rotavirus is a gastroenteritis virus commonly found in children and is classified into groups A, B and C, etc. Group A is the most common (accounting for over 90 per cent of rotavirus infections worldwide), mainly affecting children under the age of 5. Scientific studies indicate that group C may infect adults and older children more frequently, with milder symptoms compared to groups A and B. According to the statistics of the Hospital Authority, there have been no deaths from rotavirus infection in public hospitals in the past 10 years. Preventive measures for rotavirus infection are similar to those for other viral gastroenteritis. It is important to maintain good personal, food and environmental hygiene.

    Separately, Escherichia coli (E. coli) is a bacterium commonly found in the intestines of humans and warm-blooded animals. Most strains of E. coli are harmless. Some strains, however, such as STEC, can produce strong toxins and cause severe foodborne disease. Generally, STEC infections are often associated with consuming contaminated food or water, such as raw or undercooked meat, contaminated fruits and vegetables, or unpasteurised dairy products. Meanwhile, the bacteria can also be transmitted from person-to-person through the faecal-oral route. Preventive measures for STEC infection are similar to those recommended for other foodborne diseases.

    South Australia Police detected 53 drink and drug driving offences in a targeted statewide road safety operation last week.

    Operation Stop Drink and Drug Drive was conducted from 23 to 25 May 2025 involving both static and mobile alcohol and drug testing units.

    Officer in Charge of Traffic Services Branch, Superintendent Shane Johnson said the results indicate that too many drivers are still making the irresponsible decision to drive under the influence of alcohol and drugs.

    “Drink and drug driving is a selfish decision that puts drivers and other road users at unnecessary risk of injury or a loss of life,” Superintendent Johnson said.

    “In this operation, police detected 23 positive drug driving offences and 32 drink driving offences, so 51 people immediately lost their licence and 22 had their vehicle impounded.

    “Police will continue to conduct high-visibility operations across the state to target those who ignore the law. If you drink alcohol or take drugs and get behind the wheel, you are taking an unnecessary risk and will get caught. “

    An incident of note involved a 62-year-old Para Hills woman who was detected allegedly with a blood alcohol reading five times over the legal limit with a reading of 0.266 after failing to navigate a left-hand turn and crashing a vehicle on a pedestrian refuge. She was issued with drink driving and driving without due care and issued with a 12-month immediate loss of licence.

    A 62-year-old Morphett Vale man was also detected with an alleged a blood alcohol reading of 0.266 was stopped for driving in an erratic manner. He was issued with a 12-month immediate loss of licence notice and police impounded his vehicle for 28 days.

    Today we will discuss the situation in the coal industry. This is one of the basic industries that ensures the stable operation of the most important sectors of the economy, including metallurgy, electric power and housing and utilities. It also participates in solving social problems.

    In this area, Russia is one of the three largest exporters. This means that incentives are being created for the development of transport infrastructure, primarily railways. The main sales markets here are China, India, Turkey and Korea, as well as other countries in Southeast Asia and Africa.

    On the instructions of the President, the Government has implemented a number of measures to support the industry. In particular, an agreement was concluded between Russian Railways and the Kemerovo Region on the guaranteed export of significant volumes of coal in the eastern direction. The share of innovative rolling stock has been increased. Rates for wagon operators and for transshipment in ports have been reduced. An end-to-end transportation technology has been introduced, which has made it possible to reduce delivery time from Kuzbass to southern ports by almost half, which significantly reduces companies’ transportation costs.

    The federal budget financed measures to restructure the coal industry. The funds were used to resettle citizens, as well as for social support for employees dismissed due to the liquidation of organizations, for additional pension provision, technical and other purposes.

    In recent years, the industry has faced new serious challenges. World prices for all types of such fuel have fallen sharply. This year, unfortunately, the situation continues to worsen. In the first four months, export prices have fallen by almost a quarter. The situation is also complicated by the high debt load of companies. Significant expenses are required to maintain current operations, ensure industrial safety, labor protection and the environment.

    A whole series of measures have been developed to level the situation. It is necessary to help promising organizations that are experiencing temporary difficulties.

    In agreement with the President, I gave the corresponding instructions to the Minister of Finance Anton Germanovich Siluanov, the Minister of Energy Sergey Evgenievich Tsivilev, and the head of Russian Railways Oleg Valentinovich Belozerov. They visited the Kemerovo Region, discussed the most pressing issues with the management and employees of coal enterprises, and presented me with a number of proposals. Now we will discuss all of this in detail and report to the President.

    We hope that this will allow us to make all the necessary decisions to balance the situation.

  • MIL-OSI China: China battles drought to ensure stable summer harvest

    With a persistent drought gripping vast regions of the country, Chinese authorities are making multi-faceted efforts to mitigate its impact on agriculture as grain crops have entered a critical growth stage.

    Since the start of 2025, China has generally experienced a warm and dry climate, characterized by higher temperatures and significantly reduced rainfall.

    According to the national observatory, the average temperature nationwide reached 5.7 degrees Celsius by May 25 this year, 0.8 degrees Celsius above the seasonal norm, with provinces like Henan, Anhui and Hubei recording their highest temperatures for this period since 1961.

    Meanwhile, the average precipitation fell to just 143.7 millimeters, 10.6 percent below the long-term average and marking the lowest level since 2012. In some areas, rainfall plunged by as much as 80 percent.

    “Precipitation in the Yellow River basin, a key agricultural region, was down by nearly 30 percent. In the middle reaches, the deficit was 30 to 40 percent,” said Wang Weilu, an official with the Yellow River Conservancy Commission of the Ministry of Water Resources.

    High temperatures and low rainfall have triggered rapid drought development from the northwest regions to the middle and lower reaches of the Yangtze River and southwestern provinces including Sichuan, said Zhai Jianqing, a meteorological disaster specialist at the National Climate Center.

    As of April 18, drought classified as moderate or worse had affected nearly 2.02 million square km, including 477,000 square km of extreme drought, official data showed.

    The timing of the drought is concerning. China’s summer grains, including wheat, are in a crucial growth period. Last year, the summer grain harvest totaled nearly 150 million tonnes, accounting for over 21 percent of the country’s annual grain production.

    Zhang Gaomin, head of a farmers’ cooperative in Jingyang County, northwest China’s Shaanxi Province, said inadequate rainfall has visibly stunted wheat growth.

    “Due to persistent water shortages, wheat plants are about 10 cm shorter than usual, impacting growth during this critical stage,” Zhang said. His cooperative manages 7,600 mu (507 hectares) of winter wheat.

    In many grain-producing regions, the drought has strained irrigation systems, dried up fishponds, limited water for livestock, and heightened risks of pests, crop diseases and wildfires.

    In response, China has taken multi-pronged efforts to address the challenges. The Ministry of Finance, in coordination with the Ministry of Agriculture and Rural Affairs, has allocated disaster relief funds to support measures from irrigating to crop replanting.

    Water conservancy authorities have improved national water allocation for agricultural purposes. Meteorological departments have intensified weather modification efforts, conducting over 500 cloud-seeding flights and nearly 17,000 ground-based operations since the start of the year.

    At the local level, grassroots efforts are also making a difference. In Mashan County, south China’s Guangxi Zhuang Autonomous Region, water pumps and generators were a common sight on farmland, delivering vital irrigation to parched crops. Local authorities have deployed 130 water pumps and over 30 gasoline generators, and have dispatched 11 anti-drought teams comprising more than 400 personnel to support villages.

    “Firefighters have been delivering water to our village for three days, solving the water shortage for over 400 people,” said Huang Honghua, an official in a village of Wuxuan County, Guangxi.

    Meteorologists predict rainfall across much of central and northern China in early to mid-June will ease drought conditions, while parts of southern China may still face drought risks.

    Despite the lingering challenges, with timely intervention and increased rainfall expected, the drought is unlikely to have significant impact on the country’s overall grain output, according to experts.

    China’s 2024 grain output hit a record high of 706.5 million tonnes, an increase of 1.6 percent from 2023, official data showed.

    Beloved Australian actor, Magda Szubanski, has revealed she’s been diagnosed with a “very rare, very aggressive, very serious” blood cancer called mantle cell lymphoma.

    In a post on social media on Thursday, Szubanski said she would be starting treatment in a few weeks for the stage 4 cancer, which she called “one of the nasty ones, unfortunately”.

    So, what is mantle cell lymphoma? And how is it treated?

    What is mantle cell lymphoma?

    There are more than 100 subtypes of blood cancers, but they are commonly divided into one of two groups. These are based on where they originate: leukaemias develop in the bone marrow, and lymphomas develop in the lymphatic system.

    Lymphomas develop from white blood cells (lymphocytes), which circulate in the blood and lymphatic system and help fight infection.

    You may not have heard of the lymphatic system, but it plays a key role in your immune response.

    The lymphatic circulatory system is responsible for transporting fluids (lymph) around your body. Lymph comes from blood plasma, and helps remove waste from your tissues.

    As part of the lymphatic system, tissues like the spleen and thymus help produce many of the immune cells you use to fight infections.

    These cells are then housed in specialised organs called lymph nodes – small pea-sized glands located throughout your body.

    Lymph nodes are kind of like the “war room” of your immune system.

    Your body contains hundreds of lymph nodes, and each contains millions of lymphocytes. These include the T and B cells – the main fighting cells in adaptive immunity.

    If B cells in an area of the lymph node known as the “mantle zone” become cancerous, it is called mantle cell lymphoma.

    How rare is it?

    In 2020, there were 330 cases of mantle cell lymphoma diagnosed in Australia, accounting for a small fraction (5%) of lymphoma cases.

    Overall, lymphomas account for around one in twenty new cancer diagnoses. This makes mantle cell lymphoma quite rare.

    Mantle cell lymphoma is about three times more common in men than in women, and mostly affects people over the age of 60.

    Is there a cure?

    Unfortunately, mantle cell lymphoma is largely considered incurable with the therapies currently available.

    Like many cancers, mantle cell lymphoma can vary in how quickly it develops and its severity.

    As Szubanski’s cancer has been described as “fast-moving” and is already stage 4, it appears that it is a more serious case.

    Stage 4 is the most advanced stage – meaning the cancer has spread (metastasised) to other tissues.

    Treatment at this stage can be more complicated than when the cancer is caught earlier. But treatment can still help people go on to live for many years.

    What does treatment involve?

    In her social media post, Szubanski said she will be receiving “one of the best treatments available (the Nordic protocol)”.

    This is one of the most common treatments for an aggressive lymphoma.

    The main component is “R-CHOP” – a combination therapy. It involves a mixture of different drugs, including chemotherapy, to attack the cancer from multiple angles at the same time.

    Different strengths of the drugs can be used (the maximum strength is sometimes called R-maxi-CHOP).

    A stem cell transplantation may also be included in the regimen.

    How effective this treatment is will depend on many different factors, including the type and stage of the lymphoma.

    The aim is to kill as many cancer cells as possible, and therefore extend a patient’s life for as long as possible.

    Therapy also focuses on providing a high quality-of-life for patients.

    How is it diagnosed?

    Szubanski’s mantle cell lymphoma was detected during a breast cancer screen where, she says, “they found my lymph nodes were up”.

    Imaging techniques, such as a mammogram or MRI, may detect tell-tale signs of lymphoma, such as swollen lymph nodes.

    However a biopsy – a small sample of tissue from the affected area – would then be required to confirm the presence of cancer cells and identify what type.

    Blood cancer symptoms can be vague, but it’s good to know what to look for.

    As well as swollen lymph nodes, symptoms of lymphoma include nausea, tiredness, loss of appetite, fevers, gastrointestinal issues, unexplained weight loss, and night sweats.
