    On the afternoon of May 27, President Lai Ching-te met with a delegation led by Chair of the Natural Resources Committee of the United States House of Representatives Bruce Westerman. In remarks, President Lai stated that Taiwan and the US enjoy close industrial exchanges and continue to explore new opportunities for investment and collaboration. The president said that Taiwan will continue to increase purchases from and together build non-red supply chains with the US, expressing hope that economic and trade relations grow even closer and that both work together to jointly safeguard peace and stability throughout the region. A translation of President Lai’s remarks follows: I am delighted to meet and exchange views with members of the US House Committee on Natural Resources today. Chair Westerman, the leader of this delegation, is an old friend of Taiwan. On behalf of the people of Taiwan, I extend a very warm welcome to the delegation. I also want to thank you all for your long-term close attention to Taiwan-related affairs and your strong support for Taiwan. Taiwan and the US enjoy close ties and share ideals and values. There is an excellent foundation for cooperation between us, particularly in such areas as energy, the economy and trade, agriculture and fisheries, environmental protection, and sustainable development. In recent years, Taiwan-US ties have grown closer and closer. The US has become Taiwan’s largest destination for overseas investment, accounting for over 40 percent of Taiwan’s outbound investment. Taiwan is also the seventh largest trading partner of the US and its seventh largest export market for agricultural products. The SelectUSA Investment Summit held in Washington, DC earlier this month was the largest in its history. Taiwan’s delegation, representing 138 enterprises, was once again the biggest delegation attending the event.     On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. Last year, I transited through Guam en route for visits to Taiwan’s diplomatic allies in the Pacific. The enthusiastic reception I received from the government, legislature, people, and members of our overseas community in Guam was very touching and left me with a deep impression. During the morning tea reception hosted by Governor Leon Guerrero, we joined in singing our respective national anthems, as well as the Fanohge CHamoru.     President Lai meets delegation from European Parliament
    On the morning of May 27, President Lai Ching-te met with a delegation from the European Parliament. In remarks, President Lai thanked the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait and voice support for Taiwan. The president expressed hope for an even closer relationship and diversified cooperation between Taiwan and the European Union. The president said that Taiwan and the EU can work together in such areas as semiconductors, AI, and green energy to create more resilient supply chains for global democracies and contribute to global prosperity and development. A translation of President Lai’s remarks follows: I warmly welcome our guests to the Presidential Office. After being elected last year, MEPs Reinis Pozņaks and Beatrice Timgren are making their first visits to Taiwan, demonstrating support for Taiwan through concrete action. On behalf of the people of Taiwan, I extend my sincerest welcome and appreciation. I would also like to take this opportunity to thank the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait. Just last month, the European Parliament adopted resolutions with regard to annual reports on the implementation of the European Union’s Common Foreign and Security Policy and Common Security and Defence Policy. These resolutions reaffirmed the EU’s steadfast commitment to maintaining the status quo across the Taiwan Strait. The European Parliament also condemned China for continuing to take provocative military actions against Taiwan and emphasized that Taiwan is a key democratic partner in the Indo-Pacific region. It called on the EU and its member states to continue working closely with Taiwan to strengthen economic, trade, and investment ties. Once again, I thank the European Parliament for voicing support for Taiwan. Just as MEPs Pozņaks and Timgren are visiting Taiwan to strengthen Taiwan-EU exchanges, our Minister of Economic Affairs Kuo Jyh-huei (郭智輝) also led a delegation to Europe last year, marking the first in-person dialogue between high-ranking economic and trade officials of Taiwan and the EU. MEP Pozņaks mentioned that he comes from Latvia, and despite their being on the other side of the world, they know how the Taiwanese people feel, because they also have a big neighbor who is claiming that Latvia belongs to them. Unfortunately, he said, there is already war in Europe, but he is confident that their situation is similar to Taiwan’s, adding that they have a neighbor who uses disinformation attacks. MEP Pozņaks said that we live in very challenging times, and that our choices will define the future of the world, asking whether it will be a world where the rule of law prevails or where physical power and aggression succeeds. Coming from a small country, he said he clearly understands that for them there is no other possibility; they must protect the world where the rule of law prevails. That is why now, he emphasized, it is very crucial for all democracies around the world to stick together to protect our freedoms, values, and democracy. MEP Timgren then delivered remarks, thanking President Lai for meeting with them and saying it is a big honor. Noting that they arrived here two days ago and that while she really loves Taiwan, its food, and the good weather, she stated that the reason they are here is because of the values that we share, our good relationships, and solidarity with other democratic countries in the world, which is important for them in Europe and in Sweden. MEP Timgren, referring to MEP Pozņaks’s earlier remarks, said that they face a big threat from Russia that is discernible even in the European Parliament. Actually, she pointed out, there is a war inside Europe that shows us how important it is that we support one another. She said that the Russian people thought it would be easy to take over Ukraine, but it was not, because all European countries stepped up and provided weapons and support. And that is why, MEP Timgren said, it is important that democratic countries maintain good relationships and let China and Russia see that we have good relationships, because a part of defense is solidarity.     President Lai hosts state banquet for President Surangel Whipps Jr. of Republic of Palau
    On the evening of May 20, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, hosted a state banquet at the Presidential Office in honor of President Surangel Whipps Jr. of the Republic of Palau and his wife. In remarks, President Lai said that he looks forward to working closely with President Whipps to promote tourism exchanges and sports cooperation so that Taiwan and Palau shine brightly together on the international stage. A translation of President Lai’s remarks follows: It is a pleasure to host this banquet tonight at the Presidential Office for President Whipps, First Lady Valerie Whipps, and the esteemed members of their delegation. Welcome to Taiwan. During my trips to Palau in 2022 and last year, President and First Lady Whipps received me with great hospitality. Wearing my island shirt, I enjoyed a very friendly reception from the people of Palau. It felt warm and friendly, just like being welcomed back home. The first time I visited Palau, President Whipps and I piloted a boat to the Milky Way lagoon. We both tried volcanic mud facial masks. We also fished together and enjoyed the breeze as we walked on the beach. Last year, on my second visit to Palau, I was honored to be invited to address the National Congress. I also observed the results of the close bilateral cooperation between our two nations. Due to its world-famous ocean scenery, Palau is sometimes referred to as “God’s aquarium.” And it is even possible to snorkel with sharks. It leaves a deep impression. In addition to tourism exchanges, I mentioned on my visit to Palau last year that I hoped Taiwan and Palau could promote sports cooperation by providing training away from home. Next month, Palau will be holding the Pacific Mini Games. And right now, Palau’s national baseball and table tennis teams are holding training sessions here in Taiwan. Whipps, Jr. of the Republic of Palau and his wife, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, held bilateral talks with President Whipps at the Presidential Office. Last year on May 20, President Whipps led a delegation to attend the inauguration ceremony for myself and Vice President Hsiao. I am delighted, on the anniversary of my first year in office, to meet with old friends of Taiwan again, as President Whipps returns for this visit. Taiwan-Palau relations have grown even closer in recent years thanks to the strong support of President Whipps. In 2022, during my term as vice president, I led a delegation to Palau as a demonstration of how our nations were together boosting tourism development as we jointly faced the challenges of the COVID-19 pandemic. Every time I visit Palau, and every time I meet with President Whipps, I feel very deeply that Taiwan and Palau are like family. We are both maritime nations and share a common Austronesian heritage and culture. We are also staunch partners in upholding such values as freedom, democracy, and respect for human rights. Last December, when I went on my first overseas trip since taking office, one of the nations I visited was Palau. We celebrated the 30th anniversary of Palau’s independence and 25 years of diplomatic relations, underscoring our friendly ties. Taiwan and Palau enjoy close exchanges and cooperation in a range of areas, including climate change, education, agriculture and fisheries, healthcare, humanitarian assistance, sports, and culture.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    Brokerage commission and handling charge income was HK$2,310.2 million (US$296.9 million), an increase of 113.5% from the first quarter of 2024. This was mainly due to higher trading volume, partially offset by the decline in blended commission rate.

    Interest income was HK$2,070.5 million (US$266.1 million), an increase of 52.9% from the first quarter of 2024. The increase was mainly driven by higher interest income from securities borrowing and lending business, margin financing and bank deposits.

    Other income was HK$313.9 million (US$40.4 million), an increase of 101.0% from the first quarter of 2024. The increase was primarily attributable to higher fund distribution service income and currency exchange income.

    Costs

    Total costs were HK$749.0 million (US$96.3 million), an increase of 59.3% from HK$470.2 million in the first quarter of 2024.

    Brokerage commission and handling charge expenses were HK$143.5 million (US$18.4 million), an increase of 138.0% from the first quarter of 2024. This increase was roughly in line with the growth of our brokerage commission and handling charge income.

    Interest expenses were HK$469.3 million (US$60.3 million), an increase of 50.0% from the first quarter of 2024. The increase was primarily due to higher expenses associated with our securities borrowing and lending business and higher margin financing interest expenses.

    Processing and servicing costs were HK$136.1 million (US$17.5 million), an increase of 40.2% from the first quarter of 2024. The increase was primarily due to higher market information and data fee for enhanced market data coverage.

    Gross Profit

    Total gross profit was HK$3,945.7 million (US$507.2 million), an increase of 85.9% from HK$2,122.2 million in the first quarter of 2024. Gross margin was 84.0%, as compared to 81.9% in the first quarter of 2024.

    Operating Expenses

    Total operating expenses were HK$1,260.4 million (US$162.0 million), an increase of 35.6% from HK$929.5 million in the first quarter of 2024.

    Research and development expenses were HK$386.0 million (US$49.6 million), an increase of 15.1% from the first quarter of 2024. This increase was primarily driven by investment in AI capabilities and related technology initiatives.

    Selling and marketing expenses were HK$459.2 million (US$59.0 million), an increase of 56.9% from HK$292.7 million in the first quarter of 2024. This was mainly driven by strong growth of new funded accounts.

    General and administrative expenses were HK$415.2 million (US$53.4 million), an increase of 37.8% from the first quarter of 2024. The increase was primarily due to an increase in general and administrative personnel to support overseas market development.

    Income from Operations

    Income from operations increased by 125.1% to HK$2,685.3 million (US$345.2 million) from HK$1,192.7 million in the first quarter of 2024. Operating margin increased to 57.2% from 46.0% in the first quarter of 2024 mainly due to strong topline growth and operating leverage.

    Net Income

    Net income increased by 107.0% to HK$2,142.7 million (US$275.4 million) from HK$1,035.1 million in the first quarter of 2024. Net income margin for the first quarter of 2025 increased to 45.6% from 39.9% in the year-ago quarter.

    Non-GAAP adjusted net income increased by 97.7% to HK$2,216.9 million (US$285.0 million) from the first quarter of 2024. Non-GAAP adjusted net income is defined as net income excluding share-based compensation expenses.     Net Income per ADS

    Basic net income per American Depositary Share (“ADS”) was HK$15.44 (US$1.98), compared with HK$7.53 in the first quarter of 2024. Diluted net income per ADS was HK$15.28 (US$1.96), compared with HK$7.46 in the first quarter of 2024. Each ADS represents eight Class A ordinary shares.

  • MIL-Evening Report: UNESCO expresses ‘utmost concern’ at the state of the Great Barrier Reef

    UNESCO’s World Heritage Committee has again raised grave fears for the future of the Great Barrier Reef, highlighting the problems of water pollution, climate change and unsustainable fishing.

    The committee this week released draft decisions regarding the conservation of 62 World Heritage properties. This included the Great Barrier Reef, for which it noted:

    Overall, while progress has been made, significant challenges remain in achieving water quality targets, managing extreme climate impacts, and ensuring the long-term resilience of the property.

    The comments confirm what experts already know too well: despite substantial investments from successive Australian governments, threats to the Great Barrier Reef remain.

    Climate change is the greatest threat to the Great Barrier Reef and other coral reefs around the world. But water pollution is the most significant local threat. That issue, along with unsustainable fishing, is entirely within Australia’s control.

    The World Heritage Committee will consider the draft decision at its next meeting in Paris in July. It may amend the decision, but the concerns are now on the public record.

    What’s all this about?

    The Great Barrier Reef has been on UNESCO’s World Heritage list for more than 40 years. The listing recognises outstanding natural and cultural places around the world.

    The reef is jointly managed by the Australian and Queensland governments. UNESCO’s draft decision expressed “utmost concern” at the findings of last year’s outlook report, published by the Great Barrier Reef Marine Park Authority. It noted:

    the overall outlook for the property remains one of continued deterioration due largely to climate change, while the long-term outlook for the ecosystem of the property also remains ‘very poor’.

    Poor water quality persists

    Poor water quality is a major issue on the Great Barrier Reef. It is caused when sediment, nutrients, pesticides and pollution from land-based activities, such as land clearing, farming and coastal development, are carried into the ocean.

    In its draft decision, UNESCO noted with “regrets” that the latest water quality targets for sediment and nitrogen – a key component of fertilisers – were not achieved. UNESCO said the updated water quality plan should ensure targets and actions “are sufficiently ambitious and funded”.

    As the below graph shows, actions from 2009 to now have reduced pollution only by about half the desired amounts. At the existing rate of progress and funding commitments, the targets will not be met until 2047 (for sediment) and 2114 (for dissolved inorganic nitrogen).

    Huge gaps exist between current pollutants levels and the water quality targets. These and some other targets are well out of reach under existing funding levels.

    The draft decision also requests a halt to illegal land clearing while strengthening vegetation laws – both fundamental to reducing water pollution.

    Severe weather events exacerbate the water quality problem. In February this year, for example, floodwaters from ten major rivers merged to form extensive flood plumes along 700 kilometres of coastline from Cairns to Mackay, and up to 100 kilometres offshore.

    Such plumes can remain present for months after a flood. They can smother seagrass and corals, and cause damaging algal growth.

    The wicked problem of climate change

    UNESCO’s draft decision noted “the overall outlook for the property remains one of continued deterioration due largely to climate change”.

    Ocean heatwaves can lead to coral bleaching and potentially death. Mass bleaching occurred again this year on the Great Barrier Reef – the sixth such event since 2016.

    UNESCO described as “deeply concerning” preliminary results showing heat stress was the highest on record during the 2023–24 mass bleaching event.

    Climate change is also expected to produce more frequent and intense extreme weather events such as tropical cyclones, which can damage reefs and island ecosystems.

    UNESCO called on Australia to align its policies with the global goal of “limiting global temperature to 1.5°C above pre-industrial levels”, and to take steps to mitigate negative impacts from extreme weather events.

    The challenges of fishing

    Unsustainable fishing practices damage the Great Barrier Reef. UNESCO’s draft decision noted progress in eliminating gillnet fishing, which is on track for the target of 2027.

    The fishing method involves mesh nets which can accidentally kill other wildlife, including threatened species such as dugongs, turtles, dolphins and sawfish.

    But smaller nets can still be used throughout much of the World Heritage area, so some threats to threatened species remain.

    UNESCO also urged Australia to expand electronic monitoring of commercial fishing vessels, and to ensure the targets in its Sustainable Fisheries Strategy are met. It also called for a comprehensive review of coral harvesting, which primarily supplies the global aquarium trade.

    What next?

    Despite the significant resources and management efforts Australia expends on the Great Barrier Reef, serious threats remain.

    The Great Barrier Reef is struggling under the cumulative impacts of a multitude of threats. The problems outlined above are not isolated challenges.

    Both the Queensland and Australian governments could do far more to boost the health of the reef. Clearly, more funding is needed. Without it, the future of the Great Barrier Reef is in jeopardy, and so too its tourism and fishing economies, and thousands of jobs.

    UNESCO has now asked Australia to provide more comprehensive results from the recent mass bleaching on the Great Barrier Reef, along with an updated plan to improve water quality. Its draft decision maintains the spotlight on conservation concerns for this precious natural asset.

    Thorp, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, visited Kittitas County to tour the Springwood Ranch, which was recently acquired as part of the Yakima Basin Integrated Plan (YBIP) after many years of effort by the Yakama Nation and stakeholders. Springwood Ranch is now jointly owned by the Yakama Nation, the Washington Department of Fish and Wildlife, Kittitas County, and the Kittitas Reclamation District. YBIP brings together state, federal, tribal, agricultural, and environmental stakeholders to develop a comprehensive strategy for water resource management and ecosystem restoration in the Yakima basin.

    On the visit, Senator Murray heard from Yakama Nation members and local stakeholders about how the purchase of Springwood Ranch was a major victory for the Yakima Basin Integrated Plan. Springwood Ranch has served as a traditional gathering spot for Yakama Nation tribes, and has been used as a venue for tribal gatherings, trade events, and recreation for centuries. The 3,600 acres of land at Springwood Ranch will continue being used for cultural purposes as well as agriculture, habitat restoration along the 6.5 miles of Yakima River on the property, and an off-channel reservoir for vital water storage for the region. This fits into the bigger model of something for everybody, but also something that is going to have a profound impact on our ability to have water to manage for fish and fish migration in the Yakima Basin,” said Phil Rigdon, Yakama Nation Department of Natural Resources Superintendent.

    As a voice in the U.S. Senate for Washington state’s Tribal governments and communities, Senator Murray has long worked to make sure our nation lives up to its promises to support Tribal infrastructure, health care, education, housing, natural resources management, and more. The Bipartisan Infrastructure Law Senator Murray was instrumental in passing as then-Assistant Majority Leader provided more than $13 billion to directly support Tribal communities and made Tribes eligible to apply for or request billions in discretionary, formula, and other funding to deploy record investments to provide affordable high-speed internet, safer roads and bridges, modern wastewater and sanitation systems, clean drinking water, reliable and affordable electricity, and good paying jobs in every Tribal community.     Dr Alan Bollard CNZM, Chair

    Alan Bollard is Chair of the New Zealand Portrait Gallery. He is New Zealand Governor of the Economic Research Institute for ASEAN and East Asia, a Director of China Construction Bank (NZ), and Chair of the New Zealand Pacific Economic Cooperation Council.
    He has been Chair of the New Zealand Infrastructure Commission, Professor of Pacific Region Business at Te Herenga Waka – Victoria University of Wellington, and Chair of the Centres for Asia-Pacific Excellence.
    Alan was the Director of the New Zealand Institute of Economic Research from 1987 to 1994, Chair of the New Zealand Commerce Commission from 1994 to 1998, and the Secretary to the Treasury between 1998 and 2020. From 2002 to 2012, he was the Governor of the Reserve Bank of New Zealand. He was the Executive Director of the Asia-Pacific Economic Cooperation (APEC) in Singapore from 2012 to 2018.
    Alan has published a number of economics and popular books. He is a Companion of the New Zealand Order of Merit, a Fellow of Royal Society Te Apārangi, and has honorary doctorate degrees from the University of Auckland and Massey University.
    Robin Hapi CNZM, Deputy Chair

    Robin Hapi was a former Commissioner of the Tertiary Education Commission from 2007 to 2013 and joins TEC for a second time from February 2025. This follows a term of 12 years as Amokapua/Chair of Te Wānanga o Raukawa. He has served on several Boards and led a range of commercial and not-for-profit entities.
    Robin is currently Chair of Tū Ātea Ltd and Co-Chair of the Pūhoro STEMM Academy. His previous service includes positions on the Boards of Te Mātāwai, Kāinga Ora Homes and Communities, WorkSafe NZ and the Whānau Ora Commissioning Agency; he has also been Chair of the Māori Economic Development Advisory Board, Chair of BERL and Deputy Chair of Callaghan Innovation. 
    Robin is an old boy of Hato Pāora College and an alumni of Massey University, where he graduated with a Master of Business Administration with Distinction. In December 2015 Robin was awarded the Companion of the New Zealand Order of Merit (CNZM) in recognition of his contribution to governance, community and Māori, and in 2022 he received the Dame Mira Szászy Lifetime award from the University of Auckland Business School for his contribution to governance. Robin is also a Distinguished Fellow of the NZ Institute of Directors.
    Robin is of Ngāti Kahungunu descent and affiliates to Kahurānaki Marae, Te Hauke.
    Dr Alastair MacCormick, Commissioner, Chair Whatitata Whakau – Risk and Assurance Committee

    TEC’s longest serving Commissioner, Alastair was first appointed to the TEC Board of Commissioners in May 2017, and appointed as Chair of the Whatitata Whakau – Risk and Assurance Committee in August 2017.
    Alastair is an Emeritus Professor of the University of Auckland. He holds a Doctorate in Management Science from Yale University and an MCom in Economics and a BSc in Mathematics and Physics from Auckland. For a decade he was Dean of Business and Economics at the University of Auckland and subsequently Deputy Vice-Chancellor (Academic).
    Alastair also served over nine years on the Grants Committee of Callaghan Innovation for the Government support of Private Sector R&D and is a professional director with global experience in both public, private and listed companies.
    Alastair’s generosity with his time and expertise is demonstrated in his role as Chair of the Board of Trustees of the Elizabeth Knox Home and Hospital (a voluntary role which Alastair has supported for almost 40 years) along with founding the New Zealand Education and Scholarship Trust in 1991. He has also spent 14 years on the Board of Trustees for Auckland Grammar School, serving as Chair of the Board for six years.
    Alastair was awarded a Companion of the New Zealand Order of Merit in The Queen’s Birthday and Platinum Jubilee Honours for services to tertiary education and the community.
    Kirk Hope, Commissioner

    Appointed in November 2019, Kirk brings strong current business sector knowledge to the TEC Board table. Kirk is the Chief Executive of the Financial Services Council. Previously, he was the Chief Executive of BusinessNZ, New Zealand’s largest business advocacy group with approximately 80,000 business connections.
    It is not just his knowledge and understanding of business that Kirk brings to TEC. He has held the positions of CEO of the New Zealand Bankers’ Association, Executive Director of the Financial Services Federation, along with several executive positions in both government and banking industries.
    The pairing of business acumen with a strong financial base, a Master’s in Law, an honours degree in political science, easily makes Kirk a great fit for TEC.
    Kirk’s passion is giving back, so sometime in the future we could see him sharing his wealth of knowledge and business expertise through teaching – perhaps that will be after he finishes PhD in economic history (a long term goal) or when he isn’t surfing.
    Samuelu (Sam) Sefuiva, Commissioner, Chair Ohu Tangata – People and Culture Committee

    Sam has over 30 years’ experience in public policy, strategic and business advice, cultural and economic development and executive leadership. He has a strong professional and personal interest in the Pacific region particularly in human rights, social enterprise and public policy. Sam joined the TEC Board in January 2023.
    Sam has mentored, led and facilitated senior executives in Australia, New Zealand and the Pacific in improving international, regional and domestic non-government and community enterprise environments. His strengths are in high level policy advice and relations, strategic thinking, business planning and facilitation.
    Currently his leadership roles include: Mana Whakapai-AMPTI (consortium) Manager, Auckland Māori and Pasifika Trades Training Initiative; Trustee, Digital Wings Trust; and Trustee Black Grace (Dance) Trust. Previously, Sam was Chief Advisor to the Race Relations Commissioner at the NZ Human Rights Commission.
    Sam enjoys spending time with his family and including grandchildren, his wider Samoan fanau and village (Salani, Falealili), as well as some passive recreational activities such as reading, surfing, fishing.
    Deidre Shea, Commissioner

    Deidre held leadership roles with Ōnehunga High School (OHS) from 1995 and was Principal from 2007 until 2022. Her leadership extended to the Auckland Secondary School Principals’ Association from 2008 to 2015 and the Secondary Principals’ Association of New Zealand (SPANZ) 2014 to 2023. She became President of SPANZ from 2019 to 2021, leading through numerous challenges including the COVID-19 pandemic.
    Deidre is committed to excellent, lifelong educational opportunities for all. She has overseen the establishment of a Construction School at OHS in 2005, followed by a Services Academy in 2007 and later a Health Science Academy. OHS operates the nation’s largest school-based Adult and Community Education programme.
    Deidre has chaired Te Hikoi (formerly the AIMHI Alternative Education consortium) for the past decade. 
    Bharat Guha, Commissioner

    Bharat Guha is the current Chief Financial Officer (CFO) for the Invercargill Licensing Trust. He is a chartered accountant with extensive experience in the education and hospitality sector.
    Bharat has held numerous senior positions as CEO, Deputy CEO and CFO in different New Zealand and overseas organisations. Before the COVID-19 pandemic, Bharat was based in London, working as the Group CFO for an LSE-listed company with branches in the UK, Malaysia, Singapore and Nepal.
    Bharat was recognised as a Fellow of the Australia New Zealand Chartered Accountants for his financial work on the Zero Fee Scheme for the Southern Institute of Technology. In addition, he has developed and led successful government–private tertiary institution partnerships for attracting international students to New Zealand.

    Fortunately, security and AI aren’t mutually exclusive. Companies are investing in responsible AI practices, secure architectures, and governance models that enable innovation without compromising protection.

    Cotton, Boozman, and Westerman to Driscoll: Army Must Analyze Pine Bluff’s Potential to Address our Munitions Shortage

    Washington, D.C. — Senators Tom Cotton (R-Arkansas), John Boozman (R-Arkansas), and Congressman Bruce Westerman (Arkansas-04) today sent a letter to Army Secretary Dan Driscoll, asking for the detailed plan for the future of Pine Bluff Arsenal as a critical element of the defense industrial base. The lawmakers also urged prompt delivery of a Congressionally-mandated report outlining a plan to address issues facing America’s domestic munitions production and supply chain chokepoints, as well as a course of action for the future of Pine Bluff Arsenal. This letter follows another sent earlier this month about the Army’s intent to downsize Pine Bluff Arsenal that is at odds with President Trump’s agenda of accelerating munitions manufacturing in America.

    In part, the lawmakers wrote:

    “We remain committed to ensuring, in line with President Trump’s directive to the department, that the military has the munitions it needs to fight and win decisively. Fortunately, Pine Bluff Arsenal can help the Army solve the munitions crisis, hence we’re not willing to allow its capabilities to wither on the vine.”

    We write to establish next steps regarding the future of Pine Bluff Arsenal and to secure its crucial role in the defense industrial base. Please provide answers to the following inquiries no later than June 6, 2025.

    As we discussed, we believe the Army’s organic industrial base has an irreplaceable role to play in addressing this nation’s munitions crisis. Our delegation has worked for years to persuade the Army to take steps to improve its arsenals, ammunition plants, and depots, including by re-orienting production at Pine Bluff Arsenal to address urgent military-munitions requirements.

    To that end, we passed language in the FY2025 National Defense Authorization Act (NDAA) Joint Explanatory Statement that directed the Secretary of the Army to provide a plan to “establish secondary domestic production sources at existing arsenals, depots, and ammunition plants of the U.S. Army to address munition supply chain chokepoints” no later than June 1, 2025. We expect the Army to produce this report in accordance with the law and provide a thorough, well-considered set of plans that explains how it should use Pine Bluff Arsenal and the other facilities within the Army’s organic industrial base to meet urgent operational needs.

    Furthermore, we are justifiably concerned that Army is attempting to circumvent the law by slowing operations at the arsenal before the FY26 NDAA and appropriations season, thus presenting Congress with a virtual fait accompli and limiting our ability to perform our constitutional oversight and budgetary responsibilities. Title 10 USC § 2687, base closures and realignments, specifies the Army may not close any military installation of more than 300 civilians or reduce its personnel by more than 50 percent without notifying Congress and presenting it with detailed strategic and economic evaluations of the impact of such a downsizing or closure. Title 10 USC § 4532, the Arsenal Act, requires the Secretary of the Army to procure supplies in government-owned factories or arsenals if possible “on an economical basis.” We expect, and insist, that the Army will comply with current statute when producing a path forward at Pine Bluff Arsenal.

    Please note that we’re particularly interested to understand your cost assumptions regarding your compliance with the Arsenal Act. As we have explained on multiple occasions, we believe ample evidence indicates that Pine Bluff Arsenal is more economical than most commercial options. Thus, we want to assess what assumptions the Army is using to argue otherwise.

    In addition to the required report, we now request the following additional information:

    1. The Army’s planned actions over the next 30 to 90 days at Pine Bluff Arsenal, to include proposed or enacted changes to staffing and production schedules. If no changes to Pine Bluff operations or personnel will occur, please definitively state that.
    1. The courses of actions the Army is developing for Pine Bluff Arsenal’s future, with at least the following information:

    o    How each course of action complies with both 10 USC § 2687 and 10 USC § 4532, to include detailed cost data analysis.

    o    At least one course of action explaining how the Army could use the arsenal to produce materials such as nitrocellulose, RDX, or TNT to address supply chain chokepoints.

    o    Detailed estimates of the costs that will be incurred if Army moves the white phosphorus ammunition mission away from Pine Bluff Arsenal, including the cost and time associated with acquiring the necessary environmental permits.

    1. Current capability gaps within the Army where manufacturing placement in the Army organic industrial base is possible, i.e. s-UAS, battery technology, brushless motors, etc.

    We remain committed to ensuring, in line with President Trump’s directive to the department, that the military has the munitions it needs to fight and win decisively. Fortunately, Pine Bluff Arsenal can help the Army solve the munitions crisis, hence we’re not willing to allow its capabilities to wither on the vine.

    Policing Efforts Cut 101 Call Wait Times to Just 32 Seconds 

    Significant advancements in contact management, including enhanced digital triage, AI-driven call routing, and smarter resourcing strategies, have led to a remarkable reduction in 101 call wait times across the country – now just 30 seconds.

    This achievement reflects the dedication of forces in adopting modern solutions and refining call-handling processes to ensure that members of the public receive swift assistance when they need it. Investments in intelligent queuing systems, workforce optimisation, and automated call-back technology have played a pivotal role in delivering these improvements.

    The NPCC Contact Management Portfolio remains committed to further refining these systems, driving innovation, and maintaining the highest standards in public service efficiency.

  • MIL-Evening Report: Antarctica’s sea ice is changing, and so is a vital part of the marine food web that lives within it

    Antarctica is the world’s great cooling unit. This vital part of Earth’s climate system is largely powered by the annual freeze and melt of millions of square kilometres of sea ice around the continent.

    Our research shows changes to this annual freeze cycle in McMurdo Sound can lead to shifts in the diversity of algal communities that live within the sea ice.

    At the start of the southern winter, as sea water begins to freeze, it expels salt and forms heavy and very cold brine. This sinks to the seafloor, ultimately forming what’s known as Antarctic Bottom Water. This is then pumped out to the rest of the world through several major oceanic currents.

    Historically, this cycle meant that Antarctica effectively doubled in size and the continent was surrounded by an enormous apron of sea ice at the peak of winter. But the changing climate is shifting this annual cycle.

    For the past decade, Antarctic sea ice has been in decline. It hasn’t been a steady trend, but each year since 2016 less sea ice has formed compared to historic averages.

    Antarctica’s annual maximum sea ice extent in September 2023 was the lowest on record, with approximately 1.75 million square kilometres less sea ice than normal – an area equivalent to about 6.5 times the land area of Aotearoa.

    Change happening at the continental scale is usually well documented and publicised. However, smaller, more local changes are also occurring in places such as McMurdo Sound, the home of Aotearoa New Zealand’s only Antarctic outpost.

    For four of the last seven years, unseasonable winter southerly storms have been associated with significant delays in the timing of sea-ice formation within McMurdo Sound.

    Where measurements were taken during these “unusual” years, the sea ice that formed later was thinner (1.5 metres compared to 2.5 metres) and had less snow cover (about 5 centimetres versus 15-30 centimetres) compared to the same locations during “typical” years.

    Icy reefs and algal meadows

    Another type of ice, known as “platelet ice”, also appears to be affected by the later formation of sea ice.

    A layer of platelet ice extends into the ocean below the sea ice in some regions around Antarctica, including McMurdo Sound. It is a fragile lattice structure made up of loosely consolidated plate-shaped ice crystals, creating an upside-down reef-like structure.

    The resulting protective environment is a hot spot for primary productivity – microscopic algae that support the base of the marine food web. When sea ice forms later, the platelet ice doesn’t have as much time to accumulate beneath and can be metres thinner than beneath older ice (down to about 1 metre from more than 3 metres).

    Why should we care about sea ice? Because, it isn’t just a frozen, lifeless sheet expanding out from the continent, broken by the odd silhouette of a seal or a gathering of penguins on the top.

    Beneath the desolate surface, where ice meets water, green meadows of microalgae can spread out as far as the eye can see.

    Microalgae are single-cell, plant-like organisms that use sunlight to create energy. Similar to land-based meadows, they provide food for many other creatures. In winter, when other sources of food can be scarce, this sea-ice superstore plays a crucial role in feeding other inhabitants of McMurdo Sound.

    Diminishing algal diversity under thinner sea ice

    Our research indicates that when the sea ice forms later, microalgal communities living within the ice are also different. In later-forming sea ice, these vital communities are less diverse and dominated by fewer species.

    Some species usually abundant in earlier-forming sea ice are absent or in low numbers when the sea ice forms later. Interestingly, though, it appears the quantity of microalgae in later-forming ice conditions is similar to “typical” ice. However, instead of being spread out through almost three metres depth of the platelet layer, they are crammed into a metre-thick habitat instead.

    These microscopic snacks are diverse in shape, size and the roles they play in the ecosystem. It can help to think of microalgal communities as the produce section in the supermarket. Each type has preferred growing conditions and different nutritional values, producing varied quantities of important resources such as proteins, carbohydrates and fatty acids.

    Imagine, one winter the weather is different and all that grows are cabbages and sweet peas. These won’t provide you with all the nutrients you need. This mirrors the problem when there is less diversity at the base of the food web. As the microalgal communities shift in the ways our research has observed, the quantity and quality of resources they provide are likely to change, too.

    These early signals matter. They foreshadow wider ecological impacts, especially, if Antarctic sea ice continues to thin, retreat or form later each year.

    We need more research to establish the nuances of these changes and the extent of their impact. But it is worth remembering that what happens at the base of the food web in Antarctica doesn’t necessarily stay there. These changes could ripple through ecosystems further afield with the potential to affect key fisheries in the Southern Ocean.

    By paying close attention now, we have a chance to understand and adapt, to ensure ecosystems stay resilient in a changing world.

  • MIL-OSI New Zealand: Implementing the ACOP: education, guidance, inspections

    The Port Health and Safety Leadership Group enthusiastically welcomed the Approved code of practice for loading and unloading cargo at ports and on ships (ACOP) when it came into effect late last year.

    The Leadership Group has made implementing the ACOP one of its top priorities so that it is widely understood and the benefits are felt across the sector.

    To achieve this it has divided the work into workstreams, each responsible for specific areas of the project. This will allow a deliberate, risk-based approach and make sure there is a focus on the critical risks that are top of mind for the sector. Two of the groups focus on education tools and guidance to supplement areas of the ACOP that may need more information or where the sector feels it needs more support.

    Education tools: From feedback gathered from two industry workshops held last year, we’ve decided to begin with ‘risk management’ as the first topic for education tools. Positive feedback and agreement has been received from the developer group (representatives from ports, unions and stevedore companies, and companies with backgrounds in port operations, education and training) on the proposed structure, learning objectives and content for the e-learning modules. Next step is to design and develop the three modules, which will include ‘talking head’ style videos of port workers and health and safety representatives. We have engaged a photographer/videographer to film at ports and reached out to the Rail and Maritime Transport Union to assist us with seeking representatives to film on site.

    Future topics will be ‘working at height’,’ loading and unloading cargo’, and ‘work environment and fatigue’.

    Guidance: This workstream will be developing resources to assist in interpreting and implementing the ACOP, ensuring clarity and practical application across the sector. Guidance about ‘confined spaces’ and ‘hazardous atmospheres’ is being developed and future topics will be based on the critical risks identified in the Leadership Group’s action plan. ‘Working at height’ is likely to be the next topic. 

    Maritime NZ is also working with the commercial fishing sector to get an understanding of how the ACOP may apply to their operations, as well as developing guidance with them.

    Inspections: Alongside the workstreams, Maritime NZ has been conducting proactive inspections relating to critical risks within the ACOP. The first focus has been how a person conducting a business or undertaking (PCBU) is effectively managing hazards to health and safety relating to the loading and unloading of breakbulk cargo (logs). The next focus area will concentrate on containers. Following this phase of the inspections, Maritime NZ will feed back its findings and themes to the Leadership Group and the sector, and this will also support future guidance and education material being developed.

    Over time we will create resources to support the ACOP.

    DG Okonjo-Iweala said: “The depletion of marine fish stocks globally requires our urgent collective action. I thank Malawi for joining this crucial collective effort. With Malawi’s instrument of acceptance, we have reached a milestone for putting into motion a multilateral deal that will support more sustainable use of our oceans and fisheries for current and future generations. With this 100th instrument, we now need just 11 more to add the Agreement to the WTO rulebook!”
    Ambassador Bwanali-Mussa said: “Malawi is committed to the multilateral trading system. Although we are not a coastal country, we fully support WTO members’ collective efforts to protect the environment, conserve global fish stocks and combat illegal, unreported and unregulated fishing. These efforts are integral to the protection of the livelihoods of vulnerable populations who rely on aquatic ecosystems for food security, employment, health and socio-economic resilience.”
    For the Agreement to enter into force, formal acceptances from two-thirds of WTO members are required – representing 111 members. The list of the 100 WTO members which have deposited their instruments of acceptance with the WTO is available here.
    At the WTO’s 12th Ministerial Conference (MC12) held in Geneva in June 2022, ministers adopted by consensus the Agreement on Fisheries Subsidies, setting new, binding, multilateral rules to curb harmful fisheries subsidies. The Agreement prohibits subsidies for illegal, unreported and unregulated fishing, for fishing overfished stocks, and for fishing on the unregulated high seas. Ministers also recognized the needs of developing economies and least-developed countries by establishing a fund to provide technical assistance and capacity-building to help governments which have formally accepted the Agreement implement the new obligations.
    WTO members also agreed at MC12 to continue negotiating on remaining fisheries subsidies issues. The objective is to find consensus on additional provisions to further strengthen the disciplines on fisheries subsidies.

  • MIL-OSI USA: Welch, Klobuchar, Van Hollen Urge Support for Homebuilding Tax Credits in Upcoming Budget

    WASHINGTON, D.C. – U.S. Senators Peter Welch (D-Vt.), Amy Klobuchar (D-Minn.), and Chris Van Hollen (D-Md.) urged the Trump Administration to drop its misguided plan to cut homebuilding tax credits in the midst of a housing crisis. The lawmakers urged the administration to reconsider its preliminary Fiscal Year (FY) 2026 budget request, which would completely eliminate funding for the Department of Housing and Urban Development’s (HUD) HOME Investment Partnership Program.  
    “Many households are contributing more than half of their income to rent, leaving less for other needs like health care, groceries, or saving for emergencies. For-profit developers also struggle to build entry-level or middle-income housing, resulting in a focus on high-end construction with units unaffordable to working families,” wrote the Senators. “Now is the time for strong federal support for HOME and the Housing Trust Fund to close financing gaps and build more homes.”  
    “Unfortunately, reports of unauthorized funding freezes and contract cancellations have raised concerns among housing investors about the stability of all of the federal funding sources in their projects’ capital stack, leading them to reconsider their investments. Decreasing or eliminating the funding sources that make LIHTC projects financially feasible will have detrimental impacts on rural communities’ ability to build more housing, especially when coupled with Fannie Mae’s newly restricted investment activity in this space,” the Senators continued. 
    The Senators concluded: “States are making efforts to speed housing construction through zoning reforms, permitting streamlining, innovative incentive structures, and housing equity programs. Unless the federal government provides consistent, flexible funding to close the financing gap for major projects, this progress will stall. With that in mind, we urge you to provide an FY26 Budget Request that furthers HUD’s mission to ensure safe and clean affordable housing and reinforce low-income housing tax credit investor confidence by advocating for reliable funding for HOME and the Housing Trust Fund.” 
    HOME and the Housing Trust Fund programs work in conjunction with the low-income housing tax credit (LIHTC) to fuel affordable housing construction across the country. The LIHTC has funded the construction of almost 2.75 million affordable housing units across the country. However, despite the proven efficacy of these programs, the federal government has underinvested in them for decades, resulting in a severe, nationwide shortage of affordable rental housing for working families.

    Washington, D.C – Congressman Dan Goldman (NY-10) and Congresswoman Mikie Sherill (NJ-11) led a bipartisan group of 39 of their colleagues in writing to the House Appropriations Subcommittee on Commerce, Justice, and Science Chairman Hal Rogers (KY-05) and Ranking Member Grace Meng (NY-06) requesting that they provide $10 million for a program within the bipartisan Daniel Anderl Judicial Security and Privacy Act of 2022 for state and local governments to remove the personal information of federal judges and their families from the internet, such as property tax records that would list addresses. 

    “As Donald Trump has escalated his attacks on federal judges, their safety and security are increasingly at risk. If judges alter their decisions out of fear for the safety of themselves and their families, then we no longer live under the rule of law,” Congressman Dan Goldman said. In order to enhance the security of federal judges, it is vital for Congress to fund this essential grant program and ensure that sensitive personal information, including home addresses, financial records, and details about family members, is kept private.” 

    Between 2015 and 2021, threats against federal judges rose by more than 450%, from 926 incidents in 2015 to 4,511 in 2021. The Trump administration’s recent rhetoric against individual judges who have rendered unfavorable rulings has only supercharged that trend, with threats against judges rising over 100% in the last six weeks alone. 

    “Time is of the essence in implementing the Anderl Act’s protections for our federal judges and their families, as members of the Federal judiciary have been exposed to an increased number of personal threats in connection to their role,” the Members wrote. 

    Named after Daniel Anderl—the son of a federal judge who was murdered by a disgruntled attorney who obtained the judge’s home address online—the law’s provisions authorizing anti-doxxing grants for state and local governments have never been funded. 

    “The importance of the Anderl Act to our federal judiciary and to our federal legal system cannot be overstated. It is critical that Congress take action to protect all our public servants on the federal bench and prevent this type of violence and threats in the future. Our judiciary, and by extension, our democracy, cannot continue to bear this burden alone,” the Members concluded.

    Dear Chair Rogers and Ranking Member Meng: 

    As you begin consideration of the Fiscal Year 2026 Commerce, Justice, Science, and Related Agencies appropriations bill, we ask that within the accounts funding the Department of Justice State and Local Law Enforcement Assistance account, you provide $10 million for the state and local government grant program authorized in Section 5934(c) of the Daniel Anderl Judicial Security and Privacy Act of 2022 (Public Law 117-263). 

    This program permits the Attorney General to make grants to States or units of local governments so they can remove personal information about federal judges and their families from their websites, such as property tax records that would list federal judges’ addresses. 

    Time is of the essence in implementing the Anderl Act’s protections for our federal judges and their families, as members of the Federal judiciary have been exposed to an increased number of personal threats in connection to their role.  Testifying before the House Judiciary Subcommittee on Crime and the Federal Government in February of this year, U.S. Marshals Service Director Ronald Davis said that threats against federal judges have doubled in the past 3 years. In fact, from 2015 to 2021, threats against federal court personnel jumped more than 450 percent, from 926 incidents recorded in 2015 to 4,511 incidents in 2021. 

    Among the incidents demonstrating the unfortunate urgency of these measures is the 2020 murder of Daniel Anderl, for whom the legislation was named. The 20-year-old son of New Jersey District Judge Esther Salas, Daniel was shot and killed at home by a disgruntled lawyer who found the judge’s address on the internet and also critically wounded Judge Salas’ husband. 

    After Judge James Robart’s 2017 decision to block former President Trump’s travel ban, critics posted the judge’s home phone and address online. Judge Robart received 40,000 messages, 1,100 of which were serious enough to be investigated, and so many death threats that U.S. marshals set up camp around his house. Additionally, in 2022, a California man was indicted for attempting to assassinate Justice Brett Kavanaugh. An FBI affidavit stated that the would-be assassin found Justice Kavanaugh’s address online. 

    In his annual year-end report in December, Chief Justice Roberts warned about the rising number of threats to the judiciary’s independence, including calls for violence against judges and “dangerous” suggestions by elected officials to disregard court rulings they disagree with. This warning was followed by another by the U.S. Marshals to federal judges indicating an “unusually high threat level” in March. The importance of the Anderl Act to our federal judiciary and to our federal legal system cannot be overstated. It is critical that Congress take action to protect all our public servants on the federal bench and prevent this type of violence and threats in the future. Our judiciary, and by extension, our democracy, cannot continue to bear this burden alone.

Hirono (D-Hawai‘i) and U.S. Representatives Jill Tokuda (D-Hawai‘i) and Ed Case (D-Hawai‘i) pressed the U.S. Navy to publicly justify its ongoing training on Ka‘ula and the proposal to more than double the number of inert bombing and gunfire training exercises conducted on Ka‘ula in Kaua‘i County. The lawmakers called on the Navy to conduct a full environmental impact statement (EIS) and provide a clear national security rationale outlining the need to conduct this type of training at Ka‘ula.

    Doubling the amount of training at Ka?ula is a significant step that warrants more information on the environmental impacts to the island. The State’s seabird sanctuary on Ka‘ula is home to thousands of seabirds, and the island’s sea cliffs are a resting place for endangered species like monk seals. Despite these known populations of wildlife, the draft environmental assessment does not contain sufficient analysis that impacts on wildlife would be “less than significant.” The public deserves a clear, comprehensive, and evidence-based EIS to demonstrate that the Navy has done its due diligence on the environmental impacts of these trainings.
    Ka‘ula is also surrounded by prime fishing waters that, should training surge from 12 to 31 times per year, would further limit Kaua‘i fishermen’s access. Kaua‘i fishermen have a right to be able to access the waters around Ka‘ula on a reasonable basis. The ongoing inert bombing activity limits fishing, which would only become more difficult with the Navy’s proposed increase in training.
    As a part of the military’s study and investigation into why access to Ka‘ula has a national security requirement that outweighs potential impacts to Ka‘ula’s environment, we request that the following questions be addressed:
    While any training can be justified as necessary to national security, how would a reduction or termination of access to Ka‘ula impact readiness in units operating in the U.S. Indo-Pacific Command (INDOPACOM) area of responsibility (AOR)?
    Why has the Navy not already built in more redundancies to address any readiness issues due to a lack of availability of training ranges?
    What is a tangible impact to readiness lost if Ka‘ula is not available for training? What specific impacts will the services experience to units and personnel who are impacted by this loss of access?
    How has the Navy determined that there is an irreplaceable need for access to Ka‘ula that cannot be fulfilled by an alternative site?
    Additionally, we request a separate response to the below questions no later than June 16th, 2025:
    Does the Navy plan to program specific environmental remediation funding, including to address existing and future ordnance cleanup?
    How does the Navy plan to protect regular and reliable access to Ka‘ula’s waters with the proposed substantial increase in trainings? What assurances can the Navy provide to the Kaua‘i public that disruptions to access would not significantly impede their right to fish?
    How will the Navy effectively plan for increased environmental impacts to the southern end of Ka‘ula?
    While Ka‘ula provides a unique training opportunity for sustained overwater flights with overland targets that mimic environments in the region, what gaps exist in readiness that demand doubling training activity to be combat-credible? Is there a substantive scheduling and access issue at other training ranges that uniquely warrants this substantive jump in training activity at Ka‘ula?

    On 25 March 2025, the Commission introduced an EU-wide aquaculture campaign called ‘EU aquaculture. We work for you with passion’. The campaign is an initiative of the Commission’s Directorate-General for Maritime Affairs and Fisheries. However, there is no information anywhere online regarding its funding. The European Maritime, Fisheries and Aquaculture Fund (EMFAF) supports the EU common fisheries policy, the EU maritime policy and the EU agenda for international ocean governance.

    The Regulation establishing the EMFAF[1] provides for funding for communication campaigns:

    ‘The Commission should implement information and communication actions relating to the EMFAF, and its actions and results. Financial resources allocated to the EMFAF should also contribute to the corporate communication of the political priorities of the Union, insofar as they are related to the priorities of the EMFAF.’

    Given this, can the Commission clarify the following:

    The Commission’s proposal for the next multiannual financial framework will ensure a simpler, more focused and impactful budget aligned with EU priorities.

    Recognising the importance of food security and nature protection for Europe’s quality of life, the Common Agricultural Policy (CAP) will aim to support farmers in a more targeted way, enhance environmental and social outcomes, and foster thriving rural areas in a simpler, more targeted manner, with the right balance between incentives, investment and regulation.

    The Commission is aware of the challenges in Romania’s livestock sector. Several measures already exist and can be used to support the sector.

    Current solutions for this sector under the CAP framework such as coupled income support, sectoral interventions, and investments allow for targeted strategies without causing disproportionate trade distortion.

    Romania and other Member States also offer transitional national aid. Supporting breeding animal purchases is not in line with the current CAP rules.

    Fishing capacity ceilings are vital to prevent overfishing. The Commission recognises the challenges they may pose for fleet modernisation.

    Under the Common Fisheries Policy (CFP), Member States can already address additional capacity needs, as many have a margin between capacity ceilings and actual fishing capacity.

    An evaluation of the CFP Regulation is ongoing, with results expected in early 2026, to assess its suitability in today’s context and emerging challenges.

    The European Investment Bank (EIB) welcomes the launch of the United Nations Ocean Investment Protocol, a comprehensive new framework to align financial flows and business practices with the transition to a sustainable ocean economy. As a knowledge partner in its development, the EIB recognises the Protocol as a vital guide to scaling finance for a healthy and resilient ocean.

    The United Nations Global Compact and the UN Environment Programme Finance Initiative (UNEP FI) today unveiled the Protocol, which builds on the UN Global Compact Sustainable Ocean Principles and UNEP FI’s Sustainable Blue Economy Finance Principles. The Ocean Investment Protocol offers financial institutions, insurers, ocean industries, governments, and development finance institutions a clear pathway to collectively foster the growth of the Sustainable Ocean Economy and achieve the Sustainable Development Goals (SDGs), including SDG14 (“Life Below Water”).

    As the largest supporter of the blue economy among development finance institutions, the EIB Group has committed €10.6 billion to blue economy projects between 2020 and 2024, mobilising €43 billion in total investments. The EIB was also a co-founder of the Sustainable Blue Economy Finance Principles in 2017, helping to set a global standard for responsible investment.

    The release of the Ocean Investment Protocol comes at a pivotal moment, as global momentum builds around a nature-positive agenda, the urgent need to curb carbon emissions, and accelerating action to tackle plastic and chemical pollution. The Protocol is intended to galvanize multi-stakeholder collaboration in the run-up to major ocean, climate, and biodiversity milestones.

    Key elements include:

    • Holistic Guidance for financial actors to manage environmental risks and pursue growth in sectors such as offshore renewables, sustainable seafood, and climate-resilient infrastructure.
    • Data and Disclosure recommendations, promoting greater transparency on nature-related risks and impacts and aligning with global reporting frameworks, including the Taskforce on Nature-related Financial Disclosures, the Task Force on Climate-related Financial Disclosures, and science-based targets.
    • Sector-Specific Roadmaps outlining responsible financing and operational practices in shipping, tourism, fisheries, renewable energy and other key ocean industries.
    • Policy and Regulation Support to foster investment-ready environments, highlight the importance of marine spatial planning and encourage incentives for sustainable practices.
    • Catalytic Role of Development Finance in advancing pipeline development for the Sustainable Ocean Economy, especially in emerging markets and coastal communities most vulnerable to climate change.

    Background information  

    A thriving ocean is essential for biodiversity, food security, climate resilience, and global livelihoods. The Sustainable Ocean Economy links ocean health with prosperity—making targeted finance more urgent than ever. It is central to achieving the targets of the SDGs, the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework. With ocean health inseparable from global prosperity, mounting pressures—rising ocean temperatures, overfishing, pollution, biodiversity loss, weak governance, and inequitable access to marine resources—highlight the urgency of dedicated investments and policies that safeguard marine ecosystems and drive equitable economic opportunities.

  • MIL-OSI Global: From soil to slugs to songbirds – how plastic is moving through ecosystems

    For many people, “plastic pollution” calls to mind pictures of turtles and other marine life drowning in single-use plastic bottles and discarded fishing nets. My own research looks at how the same story is playing out on land.

    Plastics are increasingly found in small mammals, insects and the soil. But how it moves through these ecosystems – and the damage it might be doing – is still poorly understood.

    My own research into this started during my masters degree. I wanted to find out if plastic pollution was affecting UK mammals – and the results were startling.

    Colleagues and I first looked at the faeces of a range of small UK mammals. We then used a special machine that detects infrared light to identify different types of plastic.

    We found plastics in the faeces of European hedgehogs, wood mice, field vole, and brown rats. Of the 189 hedgehog samples, 19% contained plastics. In one sample alone I was shocked to find a total of 12 pink and clear fibres of polyester. This is the UK’s most popular wild mammal, and no one knew they were ingesting plastic.

    Where the microplastics came from

    As part of my ongoing PhD, the next step was figuring out how this plastic was getting into the hedgehogs in the first place. Hedgehogs feed on invertebrates like beetles, snails, slugs, earthworms, caterpillars and woodlice. We wanted to see if those creatures could themselves be contaminated by plastic.

    We collected over 2,000 invertebrates and soil samples from 51 sites in Sussex, England. The sites covered farmland, grassland and suburban areas.

    To trace how plastic might move through the food web, we sampled creatures at various different points in the food web (known as “trophic levels”). This meant plant-eaters, like peacock butterfly caterpillars, and earthworms and other animals that feed on dead plants. We sampled omnivores who will eat all sorts, like the red-footed soldier beetle, and carnivores like ladybirds and ground beetles, who eat other animals and are found higher up the food web.

    After we had grouped the invertebrates by both species and location, we had 530 samples to analyse. We recently published our results in the journal Environmental Toxicology and Chemistry.

    Overall, plastic showed up in 12% of the invertebrate samples. Earthworms had the highest rate at 29%, followed by snails & slugs at 24%. Interestingly, the types of plastic found in carnivores didn’t match those in herbivores and dead plant-eaters. That suggests the carnivores are not just getting it from eating contaminated prey – they might also be picking up plastic as they move through the soil or even from airborne particles that land on their next meal.

    We also found the first evidence of plastic in species of caterpillar like the peacock, powder blue and red admiral butterflies, and in beetles such as ladybirds.

    The most common plastic we found was polyester, probably from clothing and furniture. Other common plastics were those used in single-use packaging, agricultural materials (such as fleece, mulch film, greenhouse films and silage wrap), and even paint.

    So, does it matter if a few slugs or worms are ingesting plastic? Absolutely.

    Invertebrates play important roles within their ecosystems. Earthworms, for example, add air to the soil and help cycle nutrients. Therefore, when they consume plastic, it affects the animals that prey on them, the soil they live in, and even the food we grow.

    In fact, plants grown in plastic-contaminated soil have been shown to take microplastics into their cells. This can stunt their growth and limit the water they can retain, and ultimately reduce our ability to grow the food we need.

    Insect-eating birds like swifts,thrushes and blackbirds are also ingesting similar plastic, likely from their prey. This can stunt their growth, damage organs, and make them less fertile.

    It is too easy to place the responsibility solely on individuals to avoid single-use packaging, recycle more, and avoid synthetic materials. These things make a difference, of course, but big polluters must be held accountable. That means fast fashion companies, drinks giants, supermarket chains and the agriculture sector, which all produce a huge amount of plastic waste and have failed to take responsibility for the damage this causes.

    If we want to protect ecosystems from plastic – on land as well as at sea – we need more than personal action. We need serious accountability, better waste management, and real investment in truly sustainable alternatives.

    The River Gade has returned to its natural course in Gadebridge Park, following an ambitious river restoration project delivered by the Environment Agency, in collaboration with Affinity Water, Dacorum Borough Council and contractors BAM Nuttall.

    The project has reconnected the chalk stream to its natural floodplain, improving wildlife habitats, reducing the risk of localised flooding downstream of the white bridge in Gadebridge Park.

    Historically, the River Gade was diverted from its natural course to supply water to the former Bury Mill. This artificial channel, perched on the edge of the park, caused the river to become disconnected from the surrounding landscape, leading to reduced flow, water quality issues, and limited biodiversity.

    The restoration involved creating a new river channel through the centre of the park, bringing the Gade back to its natural position in the valley bottom. The works included the installation of two new footbridges, a gauging station to support the flood warning system, and an innovative ultrasonic structure that allows fish and mammals to move freely while also redirecting spring flows vital for chalk stream ecology.

    As a rare chalk stream, of which 85% globally are found in England, the River Gade is a valuable habitat. Chalk streams are known for their clear, mineral-rich water and stable temperatures, providing an ideal habitat for species such as water voles and brown trout.n Gadebridge Park is one of Hemel Hempstead’s largest and most popular green spaces, offering something for everyone. Alongside the newly restored river, the park features expansive open grass areas, a skate park, a play area and splash park for children and a walled garden with a rich history and impressive formal planting displays.

    Background:

    The Environment Agency and Affinity Water funded the river restoration project and Dacorum Borough Council contributed to its recreational and amenity aspects for the park.

    A new channel was dug through the centre of the park and the project provided two new footbridges for the park.

    Extra gravel added to the channel to help shape the river and restore natural processes typical of a chalk stream. This includes riffles – shallower areas of the river where faster-flowing water pass over gravels and cobbles on the riverbed, adding oxygen to the water – and replicating natural ‘gravel bars’, which are deposits of gravel where the river’s energy is lower, creating varied water depths for river plants and animals to thrive.

    By creating vegetated margins along the banks of the new channel, we’ll provide important habitat for many species – for example, a habitat and a source of food for aquatic insects at different life stages, refuge from predators for juvenile trout and water vole, and even a migration corridor for otter. As well as providing habitat, vegetated margins also play an important role in filtering sediment and reducing nutrients entering the watercourse, helping to improve water quality. They can also slow flood flows and help to reduce erosion of the banks.

    The project is important for a number of reasons –

    Only 17% of chalk streams are in their natural state. Like many chalk streams, the River Gade faces pressure from low flows and historic modifications to its channel that limit the river’s habitats and the wildlife it can support.

    The artificial channel is much wider and straighter than a natural chalk stream would typically be. This often leads to a build-up of sediment along the bank and associated excessive vegetation growth, which gradually narrows the channel. The river had little resilience to drought conditions due to low volumes of flow, especially in late summer and early autumn.

    Most water we drink in the South East comes from rainwater stored deep beneath our feet in natural chalk ‘aquifers.’ These also feed our chalk streams. In 2018, Affinity Water reduced net abstraction in the Gade catchment by 2,342,400 m3/year – that’s an average of 6.4 million litres a day. However, demand for water in the South East remains high. We all need to reduce the amount of water we use – every drop wasted is water that could be sustaining our rivers, streams and lakes.

    Re-routing spring flows – which are currently diverted through a culvert, or underground tunnel, and discharged into a fishing lake at Kings Langley 5km downstream – into the new realigned channel. This will provide additional flow to the river, increasing its resilience to low flows, improve the river’s water quality and help to restore natural characteristics of a chalk stream such as a more alkaline PH and a stable temperature all year round.

    Because of their rarity and value, chalk streams in England have been designated a priority habitat, detailed within the qualifying criteria of the UK Biodiversity Action Plan (BAP) Priority Habitat Descriptions for Rivers. However, all chalk streams in England, including the River Gade, face vast challenges and pressures from decades of mismanagement.

    BEIJING, May 28 (Xinhua) — State Council Taiwan Affairs Office spokesperson Chen Binhua said Wednesday that Taiwan is China’s Taiwan and the country will not allow any force to turn the island into a “hell.”

    He made the statement in response to a media request to comment on a recent statement by US Secretary of State Marco Rubio, in which he proposed strengthening Taiwan’s “self-defense capabilities” to intimidate mainland China, as well as a statement by the US military about a plan to create a “hellish picture” on the island.

    The Taiwan issue is China’s internal affair and does not allow outside interference, Chen Binhua stressed, noting that some people in the United States are inflating tensions in the Taiwan Strait as a pretext for interfering in Taiwan affairs to help the U.S. military-industrial complex make profits. Their actions will sow chaos in Taiwan and the island’s people will be used as “cannon fodder,” Chen Binhua warned.

    He called on the US to strictly abide by the one-China principle and the provisions of the three China-US joint communiques, stop sending wrong signals to separatist forces advocating “Taiwan independence”, so as to avoid escalating tensions in the Taiwan Strait.

    He also criticized the Democratic Progressive Party administration in Taiwan for putting the people of Taiwan in a dangerous situation by closely following the US agenda for its own selfish political interests. -0-

    Three concerning near-misses with bin wagons in the last week

    Leeds residents are being reminded about the dangers of binning batteries and hot ash from barbeques after three separate incidents in refuse collection vehicles in the last week.

    Waste crews were carrying out collections in Burmantofts, Armley and Middleton when smoke started emerging from the back of their wagons. In each case, thanks to the quick actions of the crews, the fire service was promptly called and advised tipping the smouldering waste on to the road to enable it to be safely extinguished.

    Evidence in each case appeared to show the fires were caused by either disposable barbeques or batteries from vapes or other discarded devices. Fortunately, on these occasions the crews were unhurt, and the bin wagons, roads and local properties were not damaged. The mess created in each location was cleared as soon as could be safely arranged, but not without the time and cost involved and some inconvenience to local residents and road users.

    As a result of these incidents, all residents are being reminded the best way to get rid of disposable barbeques is to let them completely cool down until at least the next day after use and to soak them in water before wrapping them in foil and disposing of them in a black wheelie bin.

    Loose batteries or devices like vapes that contain lithium-ion batteries can be safely recycled at the place they were purchased from, most supermarkets or any local household waste recycling centre in Leeds.

    Leeds City Council executive member for climate, energy, environment and green space, Councillor Mohammed Rafique said:

    “We’d like to thank all of the crews in these incidents for their quick-thinking and attentiveness as well as West Yorkshire Fire and Rescue Service for their guidance on how to handle these situations to avoid serious issues developing.

    “Fires in bin wagons or at recycling centres can be started from the smallest spark or heat source. This results in danger to our crews and staff, damaged vehicles and inconvenience for residents. We appeal to everyone to please dispose of your rubbish responsibly, taking extra care that disposable barbecues are fully cooled down and that hidden batteries in things like vapes are recycled in an appropriate battery bin. Taking the time to be vigilant helps to keep everyone safe.”

  • MIL-OSI Global: What a 120-year-old research station is telling us about the warming of the sea around the UK

    A marine heatwave has been building in the ocean surrounding the UK during an exceptionally warm and dry spring. In other words, the sea surface temperature has been within the top 10% of records for each day of the year since at least the beginning of 2025.

    How can we know the temperature of the sea surface over such a large area? Throughout April and May 2025, scientists have been able to map and monitor the seas surrounding the UK via satellites, buoys and other floating devices, plus computer models that simulate the ocean’s physical and chemical properties.

    Infrared detectors mounted on pole-orbiting satellites can infer the temperature of the top layer of the ocean and have been doing so continuously since the late 1970s. These sensors cannot “see” through clouds, which is why other sources of data are essential.

    These datasets are now 45 years old, which is long enough to create a baseline assessment of the climate during that time. This is important to properly contextualise any departures from the long-term average. Without it, scientists would not know how severe and widespread a marine heatwave truly is.

    Thanks to a research station that has been collecting ocean temperatures in the western English Channel for over a century, we know that this part of the sea south of Devon is 2.7°C warmer than the 120-year average, which makes it a category II (“strong”) marine heatwave within the four-category scheme.

    The importance of long-term monitoring

    Marine heatwaves are different to what we expect in a meteorological heatwave. Since 2023, the waters around the UK have been regularly experiencing marine heatwave conditions, because the data shows that the sea temperature has been in the top 10% of records: but most of us would admit that a sea temperature of 10°C in early March doesn’t exactly conjure up the impression of a heatwave.

    The search for better definitions of a marine heatwave continues among scientists, particularly as long-term baseline temperatures continue to warm and the top 10% of warm temperatures shifts upwards. Datasets gathered over several decades in the same place are valuable to this effort.

    For example, the Plymouth Marine Laboratory and the Marine Biological Association have been monitoring conditions in the western English Channel for over a century. One of the longest running surveys in the world is situated 20 miles south of Plymouth.

    Station E1 was originally founded by the International Council for the Exploration of the Seas in 1902, as part of the English (hence the “E”) effort in ocean observation.

    What sets E1 apart is the near continuous nature of its recording since then, the frequency of its data collection (monthly in winter, fortnightly in summer) and its sampling throughout the entire water column (80 metres deep), not just at the surface. This enables scientists to observe the seasonal progression of water mixing and layer formation in that location.

    The 123-year old dataset shows that sea surface temperatures have increased markedly within the past 40 years, at a rate of around 0.6°C a decade. Warm anomalies have been increasingly common, and cold anomalies increasingly rare.

    Marine heatwave conditions have become increasingly frequent, particularly since 2010. The data also shows that at a depth of 50 metres – well below the top layer of the ocean – temperatures have also increased markedly. The ongoing marine heatwave is not just a surface phenomenon.

    What caused this heatwave?

    The marine heatwave of spring 2025 has resulted from a combination of factors. It boils down to the fact that more energy is being put into the ocean during the day than is being lost at night.

    March 2025 was the sunniest March on record (since 1910), with UK Met Office statistics showing there were around 185 hours of sunshine. April set new records for UK solar power generation, with a peak of 12.2 gigawatts (GW) being produced on April 1 out of a possible solar generating capacity of 18 GW.

    May continued that trend, with long periods of clear skies under areas of the atmosphere with persistent high pressure. High-pressure areas are also associated with relatively low winds, which restricts the mixing of the warm surface with cooler deep water.

    During the spring, rapidly lengthening days mean the time for energy in (day) outweighs energy out (night). It has also been notable that the spring phytoplankton bloom was very early this year (during early March). This is when tiny plant cells at the seawater surface burst into life, like plants on land. The bloom finished relatively early and the surface waters cleared earlier.

    The conditions during May at E1 resembled those we would ordinarily associate with midsummer, with the phytoplankton bloom sitting deeper in the water. The clearer water at the surface allowed sunlight to penetrate deeper.

    It is evident from our century-plus of measurements that marine heatwaves are happening more frequently and that there appears to be an almost continuous marine heatwave state emerging around the UK.

    The intensity of a marine heatwave is generally tied to persistent high-pressure areas remaining static over the UK, but it is still unclear whether or not this is an emerging climate pattern, or just an episode within the general patterns of change within UK seas.

    The Union Cabinet on Wednesday approved the continuation of the Modified Interest Subvention Scheme (MISS) for the financial year 2025–26. The scheme will retain the existing 1.5% interest subvention offered to eligible lending institutions, ensuring that short-term agricultural loans remain affordable and accessible to farmers across the country.

    The Modified Interest Subvention Scheme is a Central Sector Scheme aimed at making short-term credit available to farmers at a reduced interest rate through the Kisan Credit Card (KCC) system. Under the scheme, farmers can avail loans of up to ₹3 lakh at a standard interest rate of 7%. A 1.5% interest subvention is provided to lending institutions, effectively reducing the lending burden. Furthermore, farmers who repay their loans promptly receive an additional incentive of up to 3% as a Prompt Repayment Incentive (PRI), bringing down the effective interest rate to just 4%. For loans taken specifically for animal husbandry or fisheries, the interest benefit is available for amounts up to ₹2 lakh.

    No changes have been introduced in the structure or other operational aspects of the scheme for the upcoming financial year.

    As of now, there are more than 7.75 crore active Kisan Credit Card accounts in India. The continued implementation of MISS is expected to play a crucial role in sustaining the flow of institutional credit to the agriculture sector, particularly benefiting small and marginal farmers. This support is vital for enhancing farm productivity and ensuring financial inclusion in rural areas.

    In recent years, India has witnessed significant growth in agricultural credit. Institutional credit disbursed through KCC increased from ₹4.26 lakh crore in 2014 to ₹10.05 lakh crore by December 2024. Overall agricultural credit flow also rose substantially, from ₹7.3 lakh crore in the financial year 2013–14 to ₹25.49 lakh crore in 2023–24.

    In addition to credit expansion, digital reforms have improved efficiency and transparency in the credit system. The launch of the Kisan Rin Portal (KRP) in August 2023 has streamlined the claim processing mechanism under the scheme, reducing delays and promoting accountability in interest subvention disbursements.

    Given the current lending cost environment, including trends in the Marginal Cost of Funds based Lending Rate (MCLR) and repo rate movements, maintaining the 1.5% interest subvention is considered essential. This will help rural and cooperative banks continue providing low-cost loans, enabling farmers to access timely credit without additional financial pressure.
