    The European fisheries and aquaculture sector faces challenges concerning generational renewal, energy transition, fleet ageing, digitalisation, climate change and competition for maritime space.

    While the common fisheries policy (CFP) has made progress on environmental goals (e.g. fish-stock sustainability), it has underperformed in socio-economic terms.

    The CFP should prioritise science-based policies to enhance food-security, reduce bureaucracy and promote socio-economic development. With 70 % of EU seafood being imported, there is growing concern about food autonomy.

    With the right support, our fisheries can continue to advance without compromising productivity. The EU’s fishing fleet, constrained by outdated policies limiting capacity and vessel upgrades, struggles to modernise and transition to low-emission technologies.

    Investments are urgently needed to update the fleet and related infrastructure.

    Imports from non-EU countries with lower standards and costs exacerbate the sector’s challenges. Despite support efforts, EU aquaculture production has stagnated, growing only marginally between 2008 and 2020. Addressing these issues requires a coordinated EU approach focused on competitiveness, sustainability and fair market conditions.

    What actions does the Commission intend to take in order to ensure a level playing field with non-EU countries in relation to:

    • 1.capture fisheries, such as monitoring compliance with obligations (e.g. regarding the reduction of illegal, unreported and unregulated fishing) both generally and particularly within EU waters?
    • 2.aquaculture, mainly with regard to imports from third parties (e.g. concerning the abolition of various forms of State aid that artificially reduce production costs)?

    Padilla, Schatz, Wyden Lead Push Warning Trump Admin of Harmful Impacts of SAVE Act, Anti-Voter Executive Order in Native Communities

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration with oversight over elections, Brian Schatz (D-Hawaii), Vice Chairman of the Senate Committee on Indian Affairs, and Ron Wyden (D-Ore.) led 11 Senators in sounding the alarm on the devastating impacts of President Trump’s anti-voter “election integrity” executive order and the SAVE Act on Native American voting rights. In a letter to Secretary of the Interior Doug Burgum, the Senators specifically warn about the challenges Native communities will face with the proposed requirements of documentary proof of citizenship and restrictions on mail-in voting.
    “Enactment of new voter registration policies under the Executive Order and the SAVE Act would lead to mass disenfranchisement of eligible Native voters and further depress the Native vote,” wrote the Senators. “Tribal IDs generally lack place of birth information required by the legislation, and the vast majority of these IDs lack the specific U.S. citizenship documentation required by the Executive Order. And the SAVE Act’s in-person requirement would exacerbate existing barriers, such as requiring IDs that list residential mailing addresses, by forcing many Native voters to travel great distances, including costly flights or multi-hour drives, to reach their local elections office or polling place.”
    “As Secretary of the Interior, you have a special moral and legal responsibility to uphold our nation’s trust and treaty obligations,” continued the Senators. “If implemented, the sweeping federal mandates included in the Executive Order and the SAVE Act would disenfranchise eligible Native voters who are following state laws. We encourage your active engagement with the White House and the Department of Justice to ensure that Native communities are able to exercise the franchise fully and have their voices heard at the ballot box.”
    Tribal IDs are currently an acceptable form of documentation to register to vote in nearly every state, but the SAVE Act and Trump executive order require that an ID must show place of birth and citizenship, which the majority of Tribal IDs lack, adding another barrier to the ballot box for many Native American communities. The Senators underscored that if enacted, these provisions would force Tribal voters who live in rural and remote locations to travel significant distances to prove their citizenship in order to register to vote.
    The Senators also emphasized the disproportionate impact the vote-by-mail restrictions would have on Native communities, which often rely more on mail-in voting because of a lack of infrastructure and transportation access. Trump’s executive order penalizes states that accept absentee or mail-in ballots received after Election Day, harming Native voters in states like Alaska, North Dakota, Oregon, and California that process ballots as long as they are postmarked by Election Day. In Alaska specifically, which has 229 federally recognized Tribes, vote-by-mail is essential because polling sites can be hundreds of miles away for villages that are not on the road system.
    Only 66 percent of Native Americans eligible to participate in elections are currently registered to vote, leaving more than 1 million eligible voting-age Native Americans unregistered. Creating further obstacles to register to vote would likely reduce these numbers even further.
    In addition to Senators Padilla, Schatz, and Wyden, the letter was also signed by Senators Catherine Cortez Masto (D-Nev.), Kirsten Gillibrand (D-N.Y.), Mazie Hirono (D-Hawaii), Tim Kaine (D-Va.), Amy Klobuchar (D-Minn.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), Jacky Rosen (D-Nev.), Tina Smith (D-Minn.), Chris Van Hollen (D-Md.), and Elizabeth Warren (D-Mass.).
    Senator Padilla has led the charge opposing President Trump and Republicans’ reckless attempts to restrict the right to vote. As President Trump marked 100 disastrous days in office, he recently led his Democratic colleagues on the Senate floor to speak out against the SAVE Act and attacks on election integrity. Last month, Padilla warned Secretaries of State, Lieutenant Governors, and Chief Election Officials across the country of the devastating potential impacts of Republicans’ SAVE Act, concerns that have been echoed by top election officials across the country. He also led 11 Senators in introducing the Defending America’s Future Elections Act to repeal Trump’s illegal anti-voter executive order and prevent the Department of Government Efficiency (DOGE) from accessing sensitive voter registration data and state records. Padilla previously led 14 Democratic Senators in calling on Trump to revoke his illegal anti-voter executive order and issued a statement slamming the order when it was announced.

    Dear Secretary Burgum:
    We write to express our serious concern over the impact of the Administration’s March 25 Executive Order 14284 “Preserving and Protecting the Integrity of American Elections” on Native communities. As former Governor of North Dakota, and now as Secretary of the Interior, you must appreciate that Indian Country faces voting challenges unique to the rest of the country, including remote locations, limited resources, and a legacy of legal discrimination. Unfortunately, both this Executive Order, and the related Safeguard American Voter Eligibility (SAVE) Act (H.R. 22) recently passed by the House of Representatives, would represent the largest steps backwards for Native American voting rights in many decades. We urge you to ensure that the federal government meets its trust responsibility to safeguard Native American voting rights and to engage in Tribal consultation on any new policies that impact the Native vote.
    Enactment of new voter registration policies under the Executive Order and the SAVE Act would lead to mass disenfranchisement of eligible Native voters and further depress the Native vote. For example, both the Executive Order and the SAVE Act include a requirement for voters to provide documentary proof of citizenship when registering or re-registering to vote. Tribal IDs generally lack place of birth information required by the legislation, and the vast majority of these IDs lack the specific U.S. citizenship documentation required by the Executive Order. And the SAVE Act’s in-person requirement would exacerbate existing barriers, such as requiring IDs that list residential mailing addresses, by forcing many Native voters to travel great distances, including costly flights or multi-hour drives, to reach their local elections office or polling place.
    What’s more, under the Executive Order, the Attorney General is directed to take action against states with laws that accept absentee or mail-in ballots received after Election Day. This directive will have a disproportionate impact on Native communities, given the remote locations of many Native communities, along with a general lack of infrastructure and transportation access. As a result, Native voters often must rely on vote-by-mail systems to cast their ballots, but extremely long distances and unpredictable weather can result in mail delays that impact the arrival times of ballots. For example, in states like Alaska, which is home to 229 federally recognized Tribes, voters must rely on mail-in ballots due to the lack of local polling sites in Native villages, the majority of which are not on the road system; in fact, the nearest polling site might be hundreds of miles away by plane or boat. So, it is standard practice for many states to allow ballots to be counted for several days following the federal election as long as they were postmarked before or on election day. Of note, no state allows hand-delivered ballots to be returned after Election Day. If the Executive Order’s provision were enforced, it risks further disenfranchisement of Native voters in states like Alaska, North Dakota, Oregon, and California that accept absentee or mail-in ballots postmarked by the day before Election Day.
    As Secretary of the Interior, you have a special moral and legal responsibility to uphold our nation’s trust and treaty obligations. If implemented, the sweeping federal mandates included in the Executive Order and the SAVE Act would disenfranchise eligible Native voters who are following state laws.   • MIL-OSI United Nations: Experts of the Committee on the Rights of the Child Commend Norway on Child Welfare Act, Raise Questions on Proposed Increased Use of Force in Schools and Data on Children with Disabilities

    The Committee on the Rights of the Child today concluded its review of the seventh periodic report of Norway, with Committee Experts commending the State on the new child welfare act, while raising questions about the proposed increased use of force in schools and the lack of data on children with disabilities. 

    Bragi Gudbrandsson, Committee Expert and Taskforce Member, commended Norway for the child welfare act which was a wonderful piece of legislation. 

     

    Mr. Gudbrandsson said the Committee was concerned that Norway planned to use stronger force and constraints.  How had the country reached this situation?

    Faith Marshall Harris, Committee Expert and Taskforce Member, also emphasised her concern, stating that instead of teachers being trained to de-escalate violence, they were given the power to use more force than police officers.  It seemed that the Government had responded in a knee-jerk reaction to media pressure; however, the situation was more about training teachers to deal with these situations in a non-violent way.  Norway was encouraged to rethink this approach. 

    Thuwayba Al Barwani, Committee Expert and Taskforce Member, said Norway had excellent data but when it came to disability, there was no disaggregated data to better understand the situation of children with disabilities in the country.  How many of these children lived with their families? How many lived in residential care? How many were receiving support services?  What awareness raising campaigns were in place to remove stigma and educate about disability? 

    What measures were in place to provide quality psychological care for children with mental health disabilities in all municipalities?   

    The delegation said the new education act introduced a broader scope for exercising force and restraint.  Employees could now intervene against pupils when necessary.  Norway shared the Committee’s concerns and had tried to state explicitly in the provision that this was a last resort, with strict measures for physical restriction to take place.  The Government and municipalities focused on the competence of the staff to put pre-emptive measures in place so that physical interventions were a last resort and only used when necessary. 

    The delegation said the Norwegian strategy for equality for all ran until 2030, with an important competence to increase the visibility of the Convention on the Rights of Persons with Disabilities in all municipalities.  In 2025, the Government allocated 280 million kroner for grants for people with disabilities.  Norway could not definitively say how many people with disabilities were living in the country.  A recent report by Statistic Norway, focused on the different definitions of disability, which would hopefully assist the State in future.

    Introducing the report, Lene Vågslid, Minister of Children and Families of Norway and head of the delegation, said since the last dialogue with the Committee in 2018, Norway had taken significant steps to further strengthen children’s rights. 

    Last month, the Government presented a proposal for a new children’s act to Parliament, which included a new provision on the child’s right to privacy, and the parents’ responsibility in this regard.  Norway had introduced a range of measures in recent years to develop and improve the child welfare sector, including the new child welfare act, which entered into force in 2023, placing greater emphasis on prevention and helping children and parents as early as possible.  For the first time, a white paper on “Safe digital upbringing” would soon be presented to Parliament to develop policies that empowered and protected children in their digital lives. 

    In closing remarks, Mr. Gudbrandsson said it was clear Norway was on an exciting journey in revisiting the fundamental principles of the Convention, which was reflected in the new legislation, guidelines and action plans; the Committee was very impressed and appreciated these efforts. 

    In her closing remarks, Ms. Vågslid thanked the Committee for the important questions and the dialogue.  Norway aimed to highlight that all sectors were working towards the best possible outcomes for children.

    Presentation of Report

    LENE VÅGSLID, Minister of Children and Families of Norway and head of the delegation, said since the last dialogue with the Committee in 2018, Norway had taken significant steps to further strengthen children’s rights.  Fundamental children’s rights were included in the Norwegian Constitution, including that the best interests of the child must be a key consideration, and that children had a right to be heard regarding issues affecting them.  Moreover, the Convention was implemented through the human rights act, meaning it was applied as Norwegian law and prevailed if in conflict with other legislation. 

    Last month, the Government presented a proposal for a new children’s act to Parliament, which included a new provision on the child’s right to privacy, and the parents’ responsibility in this regard.  There were also several amendments to strengthen children’s rights when parents separated, including mandatory mediation for the parents and children. Additionally, the new education act of 2023 applied to all public primary and secondary education and contained general provisions stating that the best interests of pupils should be a fundamental consideration in actions and decisions concerning them. 

    Norway had introduced a range of measures in recent years to develop and improve the child welfare sector, including the new child welfare act, which entered into force in 2023, placing greater emphasis on prevention and helping children and parents as early as possible.  Last month, the Government launched the Quality Improvement Initiative, to give children relying on child welfare services greater predictability and stability. 

    It was only in exceptional cases, and as a matter of last resort, that the best interest of the child could lead to children being separated from their parents.  From 2023, children in health institutions had the right to be accompanied by a parent or guardian throughout their stay.  Families who had a child with a serious illness, injury or disability now had a right to a coordinator.  The Government also recently decided to incorporate the Convention on the Rights of Persons with Disabilities into the human rights act. 

    Since 2022, Norway had offered collective protection to around 90,000 refugees from Ukraine, many of them children.  The State had also increased the earmarked budget line for strengthened child expertise in asylum reception centres, and the County Governor’s supervision of unaccompanied minors was increased.  A national strategy for children in low-income families (2020-2023) was put forward in 2020 and renewed in 2024, aiming to strengthen the economy of low-income families and reduce economic barriers to kindergartens and after-school programmes. 

    In 2023, the Government introduced a “youth guarantee” which ensured young people close follow-up and individual support.  Since 2022, a cross-sector initiative called the Core Group for Vulnerable Children and Youth coordinated efforts across eight ministries and 14 agencies to address the needs of at-risk children.  Two weeks ago, Norway launched a national mission on the inclusion of children in education, work and societal life, with the key goal of reducing exclusion among children by 2035. 

    For the first time, a white paper on “Safe digital upbringing” would soon be presented to Parliament to develop policies that empowered and protected children in their digital lives.  Norway had also, for the first time, established a Ministry of Digitalisation, working closely together on children’s behalf.  Norway had high ambitions for all its children and was committed to advancing their well-being.  Ms. Vågslid concluded by commending the important role played by the United Nations treaty bodies in improving States’ implementation of human rights. 

    TORMOD C. ENDRESEN, Permanent Representative of Norway to the United Nations Office at Geneva, said Norway was looking forward to doing a deep dive with the Committee on the Rights of the Child in the country.  He then introduced the Norwegian delegation. 

    Questions by Committee Experts

    BRAGI GUDBRANDSSON, Committee Expert and Taskforce Member, said the Committee was aware of Norway’s exemplary record in children’s rights, being the first country to incorporate the Convention into domestic legislation, and the first in the world to establish the position of Ombudsman for children.  For this reason, the Committee would do its best to give Norway a critical appraisal. 

    The Government of Norway had been criticised in the law-making process, including the lack of a child rights assessment impact, and that children’s views were not included in the process of lawmaking.  It was understood that steps had been taken to address this; could the delegation share these with the Committee?  Could some examples be provided?  How was it ensured that the public administration act contributed to strong policies for children?  It was interesting that Norway had not yet formulated a comprehensive implementation plan for the Convention on a national, regional or sectoral basis. Could the delegation comment on this? 

    Norway was commended for collaboration between the Ministries and the Core Group for Vulnerable People.  Had it addressed the discrepancies in resources between the different municipalities? Had a strategy been devised in this regard?  Were children regularly consulted by the Core Group?  Norway currently did not collect disaggregated data which was of concern to the Committee.  Could the State use a safeguard strategy, rather than simply not collecting the statistics?  How did the State address the concerns of unaccompanied minors in reception centres? What was the status of amendments to the legal aid act?  To what extent were local politicians aware of the Committee’s observations since 2018? What was being done to improve this situation?  How were the concluding observations applied in the Government? 

    Mr. Gudbrandsson commended Norway for the child welfare act which was a wonderful piece of legislation.  The lack of participation of children in Norway was of concern, with many pieces of legislation being implemented without children having a chance to provide their views.  Were steps being taken to follow-up the child welfare act to ensure children were heard? Was there a possibility to accommodate the views of the children during child abuse cases through the Barnahus model? Would the State consider the age limit for accessing Barnahus services to 18?  It was important to provide young offenders with inappropriate sexual behaviour with good therapy, and Norway was commended for thinking about this.  The Committee welcomed the State’s action plan to address violence against children.  Had an evaluation of the previous plans been conducted?  How had this impacted the new plan? 

    The Committee was concerned that Norway planned to use stronger force and constraints.  How had the country reached this situation? Would Norway ban child marriages completely without any exceptions?  There was a lack of specific prohibition of the sale and sexual exploitation of children; could this be explained? 

    MARY BELOFF, Committee Vice-Chair and Taskforce Member, said Norway’s high-level delegation present before the Committee highlighted the country’s commitment to human rights.  Norway was an exemplary country in so many ways.  Why did discrimination still persist in such an egalitarian community, particularly when it came to Sami, migrant, asylum and refugee children? Where did the root causes lie? Were there any plans to diminish the levels of discrimination seen against children? 

    All State practices in Norway kept the best interests of the child in mind.  However, there were certain cases where questions arose. Was there an instrument for local and national authorities for this purpose?  How could the best interest of the child be reconciled with chemical restraints or practices of confinement?  How was it assessed whether the best interests of the children involved were satisfied? 

    If a child needed to be removed from their family, was there a protocol in place to ensure that the best interests of the child were still respected?  How was the situation of brothers and sisters assessed and the impact on children’s mental health?  Was there sufficient information to provide a solution to deportation or family reunification as it pertained to refugees?  How did “extended detention” reconcile with the best interests of the child?

    Responses by the Delegation 

    The delegation said the proposed children’s act strengthened the rights of all children in Norway and put their safety first, with the best interests of the child always considered most important.  The act aimed to facilitate the child’s contact with both parents and reduce conflict in situations of separation of parents.  The new act also included special provisions for cases of abuse of children.

    Norway placed a great emphasis on human rights and had implemented human rights conventions in the national law; in case of conflict, the conventions would prevail.  Norway’s Parliament had considered the ratification of the third Optional Protocol on several occasions, most recently in 2022, but given several reservations expressed, had voted not to implement it by an 80 per cent majority.  Given that recent decision, the Government was currently not considering ratifying the third Optional Protocol.  The Government remained adamant to develop a national complaints procedure and had taken steps in this regard.  A child-friendly website had been designed, allowing children to access the complaints procedure more easily. 

    The participation of children was becoming an increasingly valued part of Norway’s decision-making process.  The right to be heard was enshrined in the Constitution, and there were now established youth councils and mandated conversations with the Government and youth-oriented non-governmental organizations.  In March this year, the Government developed and clarified the role of the Norwegian Directorate for Children, Youth and Family which would now oversee all aspects pertaining to children and participation, and provide guidance to the public sector in this regard. 

    There were many national complaints bodies in Norway which had the competence to handle complaints concerning children.  Several measures had been taken to strengthen children’s right to complain. Politicians at all levels were responsible for following Norwegian law in all their decisions, and the Convention was part of Norwegian law.  Politicians received a copy of the Convention on the first day of work and an informative poster.  All general comments made by the Committee were published on the Government’s website in Norwegian and English. 

    The Norwegian Human Rights Institution had created a guide on children’s rights which was available online.  Since 2018, it was forbidden to enter a marriage with someone under 18 in Norway, and from this year, foreign marriages of a person under the age of 18 were not recognised. 

    In April, a bill was submitted to parliament for a new administrative procedural act.  The legal aid act stipulated the right to free legal aid for natural citizens, including minors.  The Norwegian Barnahus model was evaluated in 2021, with the system seeming to work well and in accordance with international conventions.  The Government aimed to strengthen the legal protection of child suspects, including around interrogation of minors. The evaluation of the Barnahus model did not delve further into the proposal to raise the age for access to services to 18. 

    Residents in asylum reception centres took part in an information programme about the Norwegian society and its fundamental values.  The objective was to help residents take care of their own living situations and also inform them of their rights.  In cases of expulsion, an extended right to free legal aid was granted. 

    In recent years, Norway had taken significant steps to strengthen the child welfare services through policies, research, and financial commitments.  The child welfare services aimed to do everything within their power to allow children to live at home.  The municipalities were vital in this regard.  In Norway, around 54,000 children and adolescents received help from child welfare services annually.  The new child welfare act entered into force in 2023, and children were provided with additional rights, including speaking to child welfare authorities without parental consent.  The new participation regulation came into force in 2024 and clarified the duty of the child welfare services to provide child participation in cases.  Norway was working to improve the system, including through evaluating the new rules, developing more child friendly processes, and ensuring access to qualified legal representation to children, among other measures.   

    Norway had been working hard on foster homes; nine out of 10 children living in alternative care lived in foster homes.  Several measures had been launched to improve the situation of foster parents, including for them to be given clearer decision-making authority.  Children who had lived in a foster home for at least two years could be proposed a permanent residence in the home, if the aim of reunification had been abandoned.  The State was currently investing in models for foster homes for siblings. 

    The responsibility of the treatment and follow-up of intersex children was assigned to two hospitals, and necessary medical treatment was initiated when relevant. Treatment practices in Norway were aligned with the rest of the Nordic countries.    Norway did not collect any data or statistics based on the ethnicity of the population.  The Government was strengthening and renewing its efforts to combat hate and discrimination based on ethnicity and religion, and had delivered four action plans, including against anti-Semitism and anti-Muslim racism and hate speech, as well as discrimination against the Sami.  A study showed that a high number of children with ethnic backgrounds had experienced racism. 

    The kindergarten act and education act stated that children had the right to an education free from discrimination.  The new education act introduced a broader scope for exercising force and restraint. Employees could now intervene against pupils when necessary.  Norway shared the Committee’s concerns and had tried to state explicitly in the provision that this was a last resort, with strict measures for physical restriction to take place.   

    Several guidelines had been produced by the immigration service and the appeals board on how to hear children in the case-handling process.   

    Questions by Committee Experts

    THUWAYBA AL BARWANI, Committee Vice-Chair and Taskforce Member, acknowledged the hard work Norway had put into the strategy of equality for persons with disabilities 2020 to 2030.  How had the strategy helped mitigate the discrimination of vulnerable children? What interventions were envisaged to address access to services for children with disabilities to ensure their rights were upheld?  The Committee had heard reports of abuse of children with psychosocial disabilities, particularly girls.  What measures had been taken to address this problem?  To what extent did these children know their rights?  Was the State party making efforts to give them opportunities to be heard and their views taken into account? 

    There had been violations found in 76 per cent of respite homes; how was the Government planning to regulate these homes?  Were there efforts to reduce and phase out these institutions and replace them with more community-based care? 

    Norway had excellent data but when it came to disability, there was no disaggregated data to better understand the situation of children with disabilities in the country. How many of these children lived with their families?  How many lived in residential care?  How many were receiving support services?  What awareness raising campaigns were in place to remove stigma and educate about disability?

    The Committee had received reports that children without resident permits could not be seen by a general practitioner, and could only receive emergency health care, which was of concern.  Was the Government planning to change this practice?  The Committee welcomed Norway’s commitment to protect intersex children from violence; however, it was concerned that unnecessary irreversible surgeries had been performed on intersex children without their informed consent.  Was this the case?  Had data been collected on these practices?  Had there been redress for these children?  How was the Government planning to protect children from these practices?  What measures did the Government have to combat family poverty?  What additional measures were in place to improve the living conditions of children in municipal housing? 

    FAITH MARSHALL HARRIS, Committee Expert and Taskforce Member, said Norway had been the envy of the world in terms of the environment and had an incredible record. Why was the State now granting more licenses for gas and extraction and exports?  The Committee was concerned about this change of direction.  Why was the State turning its back on the commitments made in the Paris Agreement?  Why was Norway undermining its incredible heritage in this direction?  Given the fact that this was so important to the lives of children, was there a mechanism in place for consulting them on these major decisions?

    Children with disabilities in Svalbard could not receive special education and had to move with their parents to the mainland; could more information be provided on this? The use of force by teachers in the classroom against disruptive pupils was concerning and seemed to escalate violence. Instead of teachers being trained to de-escalate violence, they were given the power to use more force than police officers.  It seemed that the Government had responded in a knee-jerk reaction to media pressure; however, the situation was more about training teachers to deal with these situations in a non-violent way.  Norway was encouraged to rethink this approach. 

    Could Norway provide more information about programmes and strategies for the Sami people?  Had Norway developed a national referral mechanism for trafficking?  Was legal representation available to children from the very start of an investigation?  How were children who had come out of warzones being rehabilitated? 

    BRAGI GUDBRANDSSON, Committee Expert and Taskforce Member, asked what services children with challenging behaviours were entitled to by law? 

    MARY BELOFF, Committee Vice-Chair and Taskforce Member, asked how children were heard in cases where the State legally granted a sex change?  Had a legal definition of statelessness been adopted? What mechanisms existed to protect children who had been exposed on the internet?  Did children deprived of liberty receive information on their rights?

    A Committee Expert said Norway did not participate in the ministerial conference on ending violence against children; was there a specific reason for this? 

    Another Expert asked about the Norwegian children’s act.  When would this be finished?  How much were children involved in that act? 

    An Expert asked what was being done to prevent violence against children, including risks in the digital environment?  How was the birth declaration of refugee or stateless individuals conducted?  What was being done to support those parents?

    Responses by the Delegation

    The delegation said children’s rights would always be work in progress; it was important to evolve and improve.  Children in Norway were among the highest users of screens, social media and digital technology globally.  How could the State protect them in their everyday life?  This was a difficult problem to solve. 

    The work with the Core Group for Vulnerable Children and Youth started in 2021.  There was a need for a better cross-sectoral collaboration to ensure children, youth and their families received the necessary support and follow-up.  The Core Group was comprised of representatives from seven ministries. Last year, the Core Group was evaluated, with conclusions finding that it was well established.  The Core Group did not consult children directly in its work. 

    To combat complex forms of discrimination, it was important to apply a cross-sectional approach when developing legislation.  The action plan to combat hate speech and discrimination against the Sami was launched in January this year, and included 32 measures under headings such as dialogue, democracy, safety and security, among others.  Many valuable inputs from those concerned had been received, including from young people, as well as the Sami Parliament, which was actively involved in the development of the plan.

    The Norwegian strategy for equality for all ran until 2030, with an important competence to increase the visibility of the Convention on the Rights of Persons with Disabilities in all municipalities.  In 2025, the Government allocated 280 million kroner for grants for persons with disabilities.  Norway could not definitively say how many persons with disabilities were living in the country.  A recent report by Statistic Norway focused on the different definitions of disability, which would hopefully assist the State in the future.

    Every year, the Government submitted a forward-looking white paper to the Sami Parliament.  The Government aimed to get more qualified teachers in Sami schools and kindergartens.  The lack of Sami language competence was the biggest challenge to provide good services to the Sami population.  The Government had financed a school programme to assist students with a Roma background to complete primary and secondary education.  The unique framework of the Svalbard community determined what services could be provided.  It was not possible to ensure all needs could be met in the archipelago as on the mainland, including the educational offering, particularly special education, which required a tailored, individual approach.  Any additional needs needed to be met on the mainland. 

    The education act and the private school act that clarified employees to use physical interventions, included an obligation to prevent physical intervention from occurring. The Government and municipalities focused on the competence of the staff to put pre-emptive measures in place so that physical interventions were a last resort and only used when necessary. Schools should have an environment where all students thrived and benefited from education, including those who exhibited disruptive behaviours.  The solutions for these students needed to be adapted to each individual pupil.  This year, the Norwegian Government had allocated money to municipalities to address these issues.   

    Minors who came to Norway alone were a particularly vulnerable group and given high priority. In 2022, an independent evaluation of minors in asylum reception centres was conducted to ensure they received the necessary care, and violations were detected in several centres.  In 2025, the Government increased the funding of independent supervision and funding in several reception centres.  Norway worked systematically to improve the care provided to children in reception centres.  It was mandatory for reception centres to have routines in place to handle violence against children, with staff required to report any violent behaviour to relevant authorities.  The Norwegian Directorate of Immigration had instructed follow-up procedures for minor asylum seekers who may be victims of human trafficking, violence or child marriage. The Directorate of Immigration had developed specific action cards for the reception centres, for each of these specific issues.

    The Directorate of Immigration required that cooperation resident councils were established within asylum centres to ensure residents could express their views on the operation of the centre.  When applying for protection, all unaccompanied asylum-seeking minors were offered an asylum interview, either in person or online.  Clear child-friendly guidelines had been prepared on interviewing children which needed to be followed by police units.  The Immigration Appeal Board heard children orally if deemed necessary.  It was rare for children to be involved in the Board meetings.  Child hearings were conducted orally by the local police in Norway. The police had received guidance on how to hear children in a child-friendly manner. 

    A person charged with a criminal offence who was under the age of 18 at the time of the offense would only be sentenced to preventive detention in extraordinary circumstances. Unfortunately, there were cases where the court had found there were no alternative ways to safeguard public security. In light of the recommendation from the Committee, the Norwegian Government was monitoring this situation. 

    Human trafficking was a grave violation of human rights and a crime with serious consequences. The level of trafficking was low in Norway.  The Government had decided to release a strategy on trafficking in human beings which would be presented in 2025.  Training to detect victims of torture and trafficking was of utmost importance; a national guideline was published in this regard in 2023.  There were several provisions in the criminal procedure act which granted the right to a publicly appointed defence council, which was an unconditional right if the individual was a minor at the time of the offence. 

    More than 89 per cent of children in Norway participated in kindergartens.  The Government’s strategy to 2030 aimed to ensure all children could participate in high quality kindergartens, regardless of where they lived and their financial situation.  The Government had taken steps in 2024 to reduce the price of kindergarten places, significantly lowering barriers for families to enrol their children in kindergartens.  Children of minority backgrounds had lower levels of enrolment.  Children in asylum reception centres were not entitled to a place in kindergarten, but grants were provided to assist them in this regard. 

    Municipalities were strengthening formal competence in education.  School absenteeism could have many different courses and the severity of cases varied.  Absenteeism early in the school year could have significant consequences for pupils. The Government was strengthening efforts to prevent students from developing school absenteeism.

    The Convention on the Rights of Persons with Disabilities’ project was an important measure to ensure the Convention was implemented throughout the whole country. A guide had been created to help the municipalities understand and implement the Convention, and films and other materials had been made to increase the understanding of using the Convention in practice. 

    Children and young people would have to live with the climate, and the decisions made today would affect their future.  It was crucial to limit the global temperature increase to 1.5 degrees Celsius. Norway was contributing to this effort by striving to complete its own climate goals and it collaborated with the European Union in this regard.  The Government involved children and young people in the development of the climate policy.  An agreement had been reached which safeguarded the rights of reindeer herders. The State had taken a responsibility to ensure that reindeer herders could utilise additional land for winter grazing.  Following the full-scale invasion of Ukraine, the supply of gas from Norway to Europe had helped free Europe from Russian gas.

    Questions by Committee Experts

    FAITH MARSHALL HARRIS, Committee Expert and Taskforce Member, congratulated Norway on the outcome for the reindeer herders.  The issues of violence and bullying in schools was an increasing worldwide phenomenon which had reached even Norway.  Did Norway consider that the socialisation in schools needed to increase?  What would be done about this?  Was the issue of displacement among indigenous peoples being addressed?  Was their free, prior and informed consent being obtained for development activities? 

    A Committee Expert asked if the Immigration Appeals Board had an administrative and judicial competency?  What kind of appeals did it hear?  Were there age assessment appeals before this Board?  How was the right of children to be heard guaranteed if the Board did not hear children directly?  Did the Board hear appeals from detention conditions?  Was there mandatory reporting with regards to the best interest of the child?  Did permanency only apply to children in residential care or those in all care settings?

    Another Expert said developing countries were most vulnerable to the impact of greenhouse gases. What was Norway doing for those countries? 

    A Committee Expert asked if children in Norway had been consulted regarding the ratification of the third Optional Protocol?  Norway should be commended regarding its commitment to the landmine treaty, as landmines were some of the worst arms affecting children.  Did the State plan to take a stronger stance?

    Another Committee Expert asked if there were positive parenting programmes in place in Norway? How was artificial intelligence used in Norway and how did the State protect children from its threats? 

    MARY BELOFF, Committee Vice-Chair and Taskforce Member, asked why Norway did not feel the need to have a differentiated response between the ages of 15 to 18? 

    Responses by the Delegation

    The delegation said three quarters of the country’s child and adolescent mental health services had implemented cognitive behaviour therapies to address trauma.  The Norwegian Board of Health Supervision conducted nationwide inspections of children in respite homes between 2022 and 2023, and had provided several recommendations, with follow-up measures now initiated.  Since 1991, Norway had implemented a reform for the care of people with developmental disabilities, with the goal to phase out institutional care.  Data showed that almost 20,000 children had received one or more municipal care services. 

    Children with disabilities should be treated equally and protected against discrimination. The Ombudsman for Children played an important role in raising awareness about children’s rights.  Illegal substance use among children and young people in Norway was relatively low.  However, there had been a concerning increase in cocaine use among young men and boys.  The Government was particularly focused on preventing substance use among children and young people.  Most children and young people in Norway reported a good quality of life and satisfaction; however, there had been an increase of poor self-mental health diagnosis among young people in Norway, particularly after the COVID-19 pandemic. The Government aimed to ensure that everyone had access to good quality, low-threshold mental health services, and municipal capacities had been developed in this regard.

    Combatting violence against children was a high priority for the Norwegian Government and a national action plan had been developed.  A whitepaper on safe digital upbringing would soon be submitted to Parliament.  The development of social media was being debated, and Norway was assessing an age limit for social media services.  Most social media services were not developed with children’s wellbeing in mind. Children of any age could refuse a parent sharing videos or photos of them on social media.

    In cases of separation, parents should have shared daily authority as a general rule, to safeguard the child’s right to family life and reduce conflict.  Norway had a free and low threshold counselling service for families to prevent disputes.  The Norwegian Directorate of Children and Youth offered a wealth of online resources for parents to help them navigate different aspects of parenting. 

    The Government had proposed legislative amendments to ensure foster parents could be given direct authority to make decisions on behalf of the child.  Foster parents were given the right to appeal the decision to move a child.  The child welfare act regulated follow-up between parents and monitored the child’s development. 

    Children could be placed in child welfare institutions if they had serious behavioural problems; this was the case for approximately 20 per cent of children residing in these institutions.  The State had a duty to ensure these children received the necessary care and help required. 

    Norway’s housing allowance had been strengthened in 2024 and 2025 to help those struggling in the housing market.  The Government had strengthened the grants scheme for the inclusion of children and youth. Policies targeted newly arrived refugees and immigrants who had lived in Norway for years, to increase their access to the labour market.   

    The Government had initiated a series of measures to improve the school environment and was further strengthening this effort.  Studies showed that pupils who did not use their phones in school hours experienced less bullying, and for this reason there was a directive for schools to keep school-hours mobile free.  Schools and kindergartens had an obligation to act if a child was experiencing bullying.

    An age assessment was considered during the asylum decision.  It was not the case that the Immigration Appeal Board never heard the child. When it was assessed that the case was sufficiently informed, the Board could decide on the case without a hearing. Usually, it was assessed that the case was sufficiently informed, as the child had previously been heard through an asylum-seeking interview.  The detention of children was only used to carry out an immediate pending return. Minors above 16 years old could be granted a resident permit if they reached the age of 18.  This was important to reduce the number of asylum-seeking minors embarking on dangerous journeys to Norway and Europe.  There were special penal sentences in place for juvenile offenders.

    Norway regretted the decision of some countries to withdraw from the mine ban treaty and had no plans to withdraw. 

    Gender affirming treatment was not provided to intersex children based on this diagnosis alone; it was only after a diagnosis of gender dysmorphia where treatment could be received, following years of monitoring.  Surgeries were not performed on the psychosocial indications of intersex children.  The last time this occurred was several decades ago. 

    When giving birth in Norway, most births took place in a hospital, where the birth was then registered.  If the birth took place at home without a doctor or midwife present, it was up to the mother to report the birth within one month. 

    Closing Remarks

    BRAGI GUDBRANDSSON, Committee Expert and Taskforce Member, appreciated the rich, comprehensive information shared by the delegation.  It was clear Norway was on an exciting journey in revisiting the fundamental principles of the Convention, which was reflected in the new legislation, guidelines and action plans; the Committee was very impressed and appreciated these efforts.  The proposal to expand the use of force in schools and residential care was of concern to the Committee and it was hoped this would be carefully considered before being enacted. 

    LENE VÅGSLID, Minister of Children and Families of Norway and head of the delegation, thanked the Committee for the important questions and the dialogue.  Norway had seen a rise in the exclusion of children which it wished to turn around.  The proposed children’s act aimed to secure the child’s right to family life, provided it was in their best interest.  Norway aimed to highlight that all sectors were working towards the best possible outcomes for children.  Norway looked forward to receiving the Committee’s concluding observations.

    SOPIO KILADZE, Committee Chair, thanked Norway for the dialogue and for acknowledging the challenges faced by the country.  The concluding observations would contain recommendations to make Norway a better place for children.  Ms. Kiladze extended warm regards on behalf of the Committee to the children of Norway.

  • MIL-OSI Global: Trump moves to gut low-income energy assistance as summer heat descends and electricity prices rise

    The U.S. is headed into what forecasters expect to be one of the hottest summers on record, and millions of people across the country will struggle to pay their power bills as temperatures and energy costs rise.

    A 2023 national survey found that nearly 1 in 4 Americans were unable to pay their full energy bill for at least one month, and nearly 1 in 4 reported that they kept their homes at unsafe temperatures to save money. By 2025, updated polling indicated nearly 3 in 4 Americans are worried about rising energy costs.

    Conservative estimates suggest that utilities shut off power to over 3 million U.S. households each year because the residents cannot pay their bills.

    This problem of high energy prices isn’t lost on the Trump administration.

    On the first day of his second term in 2025, President Donald Trump declared a national energy emergency by executive order, saying that “high energy prices … devastate Americans, particularly those living on low- and fixed incomes.”

    Secretary of Energy Christopher Wright raised concerns about utility disconnections and outlined a mission to “shrink that number, with the target of zero.”

    Yet, the administration’s 2026 budget proposal zeros out funding for the Low Income Home Energy Assistance Program, or LIHEAP, the federal program that administers funding to help low-income households pay their utility bills. And on April 1, 2025, the administration laid off the entire staff of the LIHEAP office.

    Many people already struggle to cobble together enough help from various sources to pay their power bills. As researchers who study energy insecurity, we believe gutting the federal office responsible for administering energy bill assistance will make it even harder for Americans to make ends meet.

    The high stakes of energy affordability

    We work with communities in South Carolina and Tennessee where many residents struggle to heat and cool their homes.

    We see how high energy prices force people to make dangerous trade-offs. Low-income households often find themselves choosing whether to buy necessities, pay for child care or pay their utility bills.

    One elderly person we spoke with for our research, Sarah, explained that she routinely forgoes buying medications in order to pay her utility bill. Another research participant who connects low-income families to energy bill assistance in Tennessee said: “I’ve gone into these homes, and it’s so hot. Your eyes roll in the back of your head. It’s like you can’t breathe. How do you sit in here? It’s just unreal.”

    Unfortunately, these stories are increasingly common, especially in low-income communities and communities of color.

    Electricity prices are predicted to rise with worsening climate change: More frequent heat waves and extreme weather events drive up demand and put pressure on the grid. Furthermore, rising energy demand from data centers – supercharged by the increasing energy use by artificial intelligence – is accelerating price increases.

    Shrinking resources for assistance

    LIHEAP, created in 1981, provides funding to states as block grants to help low-income families pay their utility bills. In fiscal year 2023, the program distributed US$6.1 billion in energy assistance, helping some 5.9 million households avoid losing power connections.

    The program’s small staff played critical roles in disbursing this money, providing implementation guidelines, monitoring state-level fund management and tracking and evaluating program effectiveness.

    LIHEAP has historically prioritized heating assistance in cold-weather states over cooling assistance in warmer states. However, recent research shows a need to revisit the allocation formula to address the increasing need for air conditioning. The layoffs removed staff who could direct this work.

    It is unlikely that other sources of funding can fill in the gaps if states do not receive LIHEAP funds from the federal government. The program’s funding has never been high enough to meet the need. In 2020, LIHEAP provided assistance to just 16% of eligible households.

    Our research has found that, in practice, many households rely on a range of local nonprofits, faith-based organizations and informal networks of family and friends to help them pay their bills and keep the power on.

    For example, a research participant named Deborah reported that when faced with a utility shut-off, she “drove from church to church to church” in search of assistance. United Way in South Carolina received over 16,000 calls from people seeking help to pay their utility bills in 2023.

    These charitable services are an important lifeline for many, especially in the communities we study in the South. However, research has shown that faith-based programs do not have the reach of public programs.

    Without LIHEAP, the limited funds provided by nonprofits and the personal connections that people patch together will be stretched even thinner, especially as other charitable services, such as food banks, also face funding cuts.

    What’s ahead

    The $4.1 billion that Congress allocated to LIHEAP for the 2025 fiscal year, which ends Sept. 30, has already been disbursed. Going forward, however, cuts to LIHEAP staff affect its ability to respond to growing need. Congress now has to decide if it will kill the program’s future funding as well.

    Maricopa County in Arizona, home to Phoenix, illustrates what’s at stake. Annual heat-related deaths have risen 1,000% there in the past decade, from 61 to 602. Hundreds of these deaths occurred indoors.

    We believe gutting LIHEAP puts the goal of energy affordability for all Americans – and Americans’ lives – in jeopardy. Until more affordable energy sources, such as solar and wind power, can be scaled up, an expansion of federal assistance programs is needed, not a contraction.

    Increasing the reach and funding of LIHEAP is one option. Making home weatherization programs more effective is another.

    Governments could also require utilities to forgive past-due bills and end utility shut-offs during the hottest and coldest months. About two dozen states currently have rules to prevent shut-offs during the worst summer heat.

    For now, the cuts mean more pressure on nonprofits, faith-based organizations and informal networks. Looking ahead to another exceptionally hot summer, we can only hope that cuts to LIHEAP staff don’t foreshadow a growing yet preventable death toll.

  • MIL-OSI Global: How redefining just one word could strip the Endangered Species Act’s ability to protect vital habitat

    It wouldn’t make much sense to prohibit people from shooting a threatened woodpecker while allowing its forest to be cut down, or to bar killing endangered salmon while allowing a dam to dry out their habitat.

    But that’s exactly what the Trump administration is proposing to do by changing how one word in the Endangered Species Act is interpreted.

    For 50 years, the U.S. government has interpreted the Endangered Species Act as protecting threatened and endangered species from actions that either directly kill them or eliminate their habitat.

    Most species on the brink of extinction are on the list because there is almost no place left for them to live. Their habitats have been paved over, burned or transformed. Habitat protection is essential for their survival.

    As an ecologist and a law professor, we have spent our entire careers working to understand the law and science of helping imperiled species thrive. We recognize that the rule change the Trump administration quietly proposed could green-light the destruction of protected species’ habitats, making it nearly impossible to protect those endangered species.

    The public, which has long supported the Endangered Species Act, has until May 19, 2025, to comment on the proposal.

    The legal gambit

    The Endangered Species Act, passed in 1973, bans the “take” of “any endangered species of fish or wildlife,” which includes harming protected species.

    Since 1975, regulations have defined “harm” to include habitat destruction that kills or injures wildlife. Developers and logging interests challenged that definition in 1995 in a Supreme Court case, Babbitt v. Sweet Home Chapter of Communities for a Great Oregon. However, the court ruled that the definition was reasonable and allowed federal agencies to continue using it.

    In short, the law says “take” includes harm, and under the existing regulatory definition, harm includes indirect harm through habitat destruction.

    The Trump administration is seeking to change that definition of “harm” in a way that leaves out habitat modification.

    This narrowed definition would undo the most significant protections granted by the Endangered Species Act.

    Why habitat protection matters

    Habitat protection is the single most important factor in the recovery of endangered species in the United States – far more consequential than curbing direct killing alone.

    A 2019 study examining the reasons species were listed as endangered between 1975 and 2017 found that only 17% were primarily threatened by direct killing, such as hunting or poaching. That 17% includes iconic species such as the red wolf, American crocodile, Florida panther and grizzly bear.

    In contrast, a staggering 81% were listed because of habitat loss and degradation. The Chinook salmon, island fox, southwestern willow flycatcher, desert tortoise and likely extinct ivory-billed woodpecker are just a few examples. Globally, a 2022 study found that habitat loss threatened more species than all other causes combined.

    As natural landscapes are converted to agriculture or taken over by urban sprawl, logging operations and oil and gas exploration, ecosystems become fragmented and the space that species need to survive and reproduce disappears. Currently, more than 107 million acres of land in the U.S. are designated as critical habitat for Endangered Species Act-listed species. Industries and developers have called for changes to the rules for years, arguing it has been weaponized to stop development. However, research shows species worldwide are facing an unprecedented threat from human activities that destroy natural habitat.

    Under the proposed change, development could be accelerated in endangered species’ habitats.

    Gutting the Endangered Species Act

    The definition change is a quiet way to gut the Endangered Species Act.

    It is also fundamentally incompatible with the purpose Congress wrote into the act: “to provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved [and] to provide a program for the conservation of such endangered species and threatened species.” It contradicts the Supreme Court precedent, and it would destroy the act’s habitat protections.

    Secretary of the Interior Doug Burgum has argued that the recent “de-extinction” of dire wolves by changing 14 genes in the gray wolf genome means that America need not worry about species protection because technology “can help forge a future where populations are never at risk.”

    But altering an existing species to look like an extinct one is both wildly expensive and a paltry substitute for protecting existing species.

    The Catalina Island fox is endemic to Catalina Island. Habitat loss, diseases introduced by domestic dogs, and predators have diminished the population of these small foxes to threatened status.

    The administration has also refused to conduct the required analysis of the environmental impact that changing the definition could have. That means the American people won’t even know the significance of this change to threatened and endangered species until it’s too late, though if approved it will certainly end up in court.

    The ESA is saving species

    Surveys have found the Endangered Species Act is popular with the public, including Republicans. The Center for Biological Diversity estimates that the Endangered Species Act has saved 99% of protected species from extinction since it was created, not just from bullets but also from bulldozers. This regulatory rollback seeks to undermine the law’s greatest strength: protecting the habitats species need to survive.

    Congress knew the importance of habitat when it passed the law, and it wrote a definition of “take” that allows the agencies to protect it.

    Mariah Meek has received funding from the National Science Foundation, the US Fish and Wildlife Service, and several state agencies. In addition to being a professor, she is also the Director of Research for The Wilderness Society.

    Karrigan Börk receives grant funding from the U.S. Bureau of Reclamation and several California state agencies. He is on the Advisory Board of Water Audit California, an organization that works to protect California’s public trust resources.

  • MIL-OSI Global: Russia-China ties on full display on Victory Day – but all is not as well as Putin is making out

    Chinese troops participating in Russia’s Victory Day parade in Red Square, Moscow, on May 9 is a clear indication that President Xi Jinping is fully committed to his “no-limits” partnership with his Russian counterpart, Vladimir Putin.

    Xi’s own attendance of the parade, which came as part of a state visit to Russia, underlines that China is not only supporting Russia. It signified that Beijing wants this support to be understood clearly in Kyiv, Washington and European capitals.

    Travelling to Moscow and having his troops goose-step down Red Square was not a last-minute decision by Xi. Nor was the multitude of agreements signed by the two leaders and their joint declaration anything but part of a well established pattern of deepening relations between Russia and China.

    This trend has accelerated since Russia launched its full-scale invasion of Ukraine in February 2022. But the breadth and depth of China’s commitment to Russia at this particular moment is undoubtedly related to the broader upheaval in the international order that has been worsened since Donald Trump’s return to the White House.

    The Trump administration, possibly spooked by market wobbles, has taken steps to restore stability. China and the US have agreed a deal to slash the import tariffs they have imposed on each other. But uncertainty remains – above all about how the complex relationships in the triangle of Washington, Beijing and Moscow will work out and where this will leave the rest of the world.

    On May 8, in the wake of Xi and Putin’s meetings in Moscow, Russia and China released a joint statement. It stressed the intention of the two leaders to “enhance the coordination of their approaches and to deepen the practical cooperation on maintaining and strengthening global strategic stability, as well as to jointly address common challenges and threats in this sphere”.

    They reiterated this determination in their press statements afterwards. Putin emphasised that he and Xi “personally control all aspects of [the] Russia-China partnership and do all we can to expand the cooperation on bilateral issues and the international agenda alike”.

    A Chinese read-out from the talks was similarly clear on the alignment between the countries. Xi reportedly said that “in the face of unilateralist countercurrents, bullying and acts of power politics, China is working with Russia to shoulder the special responsibilities of major countries and permanent members of the UN Security Council”.

    This unequivocal display of how close Moscow and Beijing are – as well as Putin and Xi personally – is important for both nations. For Russia, it remains important to demonstrate that western attempts at international isolation have not succeeded.

    For China, the very public consolidation of ties with Russia is above all a signal to the US. China is keen to stress that Trump’s efforts to engineer a split between Moscow and Beijing, which the American president described as necessary to “un-unite” the two nations during an interview with US talk show host Tucker Carlson in November 2024, have largely failed.

    However, beyond the glossy surface of the celebrations in Moscow, all is not as well for Russia as Putin is trying to make out. For all the public displays of friendship between Xi and Putin, the relationship between the two countries remains highly asymmetrical.

    Russia would not be able to continue to wage its war against Ukraine without Chinese support. Trade between Russia and China is critical to propping up the Russian war economy, reaching a record high of nearly US$250 billion (£190 billion) in 2024. Their trade has increased by more than 60% since 2021, yet it is only marginally up since 2023.

    China’s diplomatic clout is also helpful for Russia. If Beijing had taken an unequivocal stance opposing Moscow’s aggression, fewer leaders in the developing world would have sided with Putin.

    In this case, Russia would probably have lost organisations like the Shanghai Cooperation Organisation and the Brics group of emerging economies as platforms to further its broader agenda of restoring its erstwhile status as a great power.

    In that agenda, Putin has been moderately successful. But with South Africa and India’s leaders absent from Russia’s Victory Day commemorations, the list of attendees was shorter than at the Brics summit in Kazan, Russia, in October 2024.

    A doubled-edged sword

    Notably absent from the celebrations in Moscow was high-level representation from North Korea and Iran. These are two key allies of Russia with whom Moscow signed strategic partnership agreements in June 2024 and January 2025, respectively.

    Tehran simply sent its ambassador to Moscow to attend. However, it may have compensated Putin in a different and materially more significant way.

    According to reports, Iran is readying a delivery of launchers to enable Russia to use the short-range ballistic missiles already delivered last year. This would further add to Russia’s reliance on Iranian hardware in Ukraine, which has so far been most visible in the use of Iranian-made Shahed drones.

    North Korea dispatched a military delegation led by three-star general Kim Yong-bok. Kim is widely considered the commander of North Korean forces fighting alongside Russian troops in the Kursk region of western Russia, where Ukrainian forces seized territory in August 2024 as a possible bargaining chip in future negotiations with Russia.

    Putin officially acknowledged the participation of North Korean troops in this operation in a statement on April 28. This acknowledgment came two days after he had announced the defeat of Ukrainian forces there in a highly choreographed and televised meeting with his chief of general staff, Valery Gerasimov.

    The demonstration of Russia’s close relationships with its three core allies – China, Iran and North Korea – is a double-edged sword. On the one hand, it clearly indicates that Putin is far from isolated on the international stage.

    But it also signals that Russia has become a lot more dependent on these relationships than would befit Putin’s dreams of restoring Russia’s great-power status. Neither can be much comfort to Ukraine and its allies, unfortunately.

  • MIL-OSI Global: Everyone isn’t ‘a little bit autistic’ – here’s why this notion is harmful

    I recently had a medical appointment and explained that I’m autistic. It affects how I communicate and understand information, and sometimes I’m misinterpreted as being rude. The person nodded and replied: “Well, everyone’s a little bit autistic.” They then shared something they struggle with, sometimes, when they haven’t had enough sleep.

    It wasn’t the first time I’ve heard that line, and I doubt it’ll be the last. It happens often – not only in doctors’ surgeries but in social situations, on social media and many other places besides. And it’s not just me. Online spaces are full of autistic adults and the parents of autistic children expressing frustration at this phrase.

    So where does the idea come from, that autistic traits are merely universal human behaviour, just to an exaggerated degree in autistic people?

    To answer that, we need to understand what autism is. Autism is a lifelong neurodevelopmental difference. You’re either born autistic, or you’re not. It’s not something you develop over time.

    Historically, autism has been underdiagnosed among many groups of people, although least affecting white boys. That isn’t because other people are less likely to be autistic.

    It’s because diagnostic practices and clinical assumptions have been based on a narrow idea of what autism “looks like”. It fails to recognise that many autistic people – but especially girls and women – “mask” their autism. This means they suppress their natural autistic behaviour to reduce the chance of a negative response from those around them. Fortunately recognition of masking is changing, albeit slowly.

    Challenges

    The challenges an autistic person faces, and the distress we may experience, arise from our interactions with other people or the environment around us as a result of our neurological differences.

    Autism affects how we experience the world, how we communicate and how we process sensory information. Communication can be challenging for us, especially in settings where social expectations aren’t clearly defined.

    We may also struggle with certain lights, sounds or textures. These experiences can fluctuate depending on how many difficult things have already happened to us that day, our hormone levels, and consequently how overwhelmed we already are.

    Autistic people often find comfort in familiarity and routine, and can become overwhelmed by unexpected change. To manage that, many autistic people “stim”, which is short for self-stimulatory behaviour, and can include doing things like rocking or tapping, or fidgeting with an object. These repetitive movements can help calm us down or regulate sensory overload.

    When I teach about autism, I sometimes ask students to think about how they react to sensory discomfort or disruption. There’s usually a long list of things. For instance, being irritated by roadworks, bothered by scratchy clothes or stressed out by a house move. These are all human traits. But they don’t mean you’re autistic.

    Life is often stressful, so cortisol levels rise accordingly. That doesn’t mean you’re autistic. It means your nervous system is working as it should. Likewise, noticing loud noises or being anxious about change is perfectly normal. But it doesn’t mean your brain is wired the same way as someone who is autistic.

    There are clear differences between autistic and non-autistic people, not just in the kinds of challenges they experience, but in how often and how intensely those challenges occur. Research shows that autistic people have significantly higher rates of sensory sensitivity, communication differences, repetitive behaviour and social difficulties than non-autistic people. For most autistic people, these aren’t things that happen once in a while. They are constant features of life.

    If you think this sounds like you, there is a chance that you could be autistic. While we expect around 3% of people to be autistic, only around 1% of adults are diagnosed.

    So, when someone says “everyone is a little bit autistic”, they’re relying on a myth that flattens those differences. It suggests a spectrum from “not autistic” to “very autistic”, with everyone fitting somewhere on that line.

    That’s understandable, because we don’t have a biological test for autism, to give a clear yes or no answer. Instead, questionnaires are often used to initially assess the likelihood of being autistic. But you can’t be a “little bit” autistic.

    The term “autism spectrum disorder” was first used in 1994 in diagnostic manuals, to bring together people diagnosed with autism and Asperger’s syndrome, a contentious name linked to Nazi genocide.

    Many autism researchers argue that we shouldn’t be dividing autistic people into different groups, as support needs can vary from day to day. Others dislike the term “autism spectrum” because it can be misleading. It’s too often misunderstood as a fixed linear scale. In reality, autism is multidimensional. Different people have different combinations of strengths, needs and experiences. Two autistic people may have little in common apart from their diagnosis.

    The “everyone’s a bit autistic” myth can be actively harmful. It’s often used to dismiss the challenges we face or to argue that autistic people don’t really need support. It also contributes to a culture where autism becomes the punchline. Non-autistic people do something like parking in the same space each day, but attribute it to being “a little bit autistic”.

    For decades, autistic people weren’t given a platform to share our experiences. The stories told about us, especially in the media, were often created by non-autistic people, and were full of stereotypes. That’s starting to change, but those outdated ideas persist.

    Use empathy

    So, the next time an autistic person tells you what they’re struggling with, please don’t respond by comparing it to your own mild discomfort. Try empathising instead: “I’m sorry” or “that sounds really hard”. And if you can, ask if there’s anything you could do to help. Even small accommodations can make a big difference to someone’s comfort and wellbeing.

    Because no, not everyone is “a little bit autistic”. And saying that doesn’t help us – it makes it harder for us to be seen, heard and supported.

  • MIL-OSI USA: Ezell, Carter, Letlow Introduce Bipartisan Safer Shrimp Imports Act

    Representatives Mike Ezell (MS-04), Julia Letlow (LA-05), and Troy Carter (LA-02) today introduced the Safer Shrimp Imports Act, a bipartisan bill aimed at tightening federal inspection standards for imported shrimp and protecting American consumers and domestic seafood producers.

    Imported shrimp accounts for roughly 90% of the shrimp consumed in the United States, much of which comes from countries with weak food safety standards and inadequate oversight of harmful contaminants such as antibiotics, pesticides, and bacteria. The Safer Shrimp Imports Act would require the Food and Drug Administration (FDA) to significantly increase testing of imported shrimp and publicly report inspection results, giving consumers more confidence in the safety of what’s on their plates.

    “Growing up on Mississippi’s Gulf Coast, I know how important the shrimp industry is—not just to our economy, but to our way of life,” Ezell said. “Our local gulf coast shrimpers are playing by the rules while foreign producers are flooding the market with unsafe, low-quality products. This bill is about leveling the playing field and protecting our American producers, and keeping America healthy.”

    “As we work to restore an economy built on American sweat and labor, it’s vital that Congress stands up for our Gulf Coast shrimpers,” Letlow said. “Our Safer Shrimp Imports Act would hold foreign governments accountable for dumping inferior, subsidized shrimp into American markets, contaminating our food supply and undercutting our Louisiana shrimpers.”

    “This bill is a crucial step toward protecting Louisiana families and supporting Louisiana’s fishing industry. By holding foreign shrimp imports to the same safety standards as our domestic producers, this legislation will safeguard public health, promote fair trade, and guarantee consumers can trust what’s on their plates. I want to thank my colleagues Rep. Ezell and Rep. Letlow for standing with me and fighting for American shrimpers and the safety of our food supply,” Carter said.

    “The American Shrimp Processors Association strongly supports the Safer Shrimp Imports Act,” Trey Pearson, the president of the American Shrimp Processors Association (ASPA) said. “Imports account for over 90 percent of the shrimp that Americans eat, and for far too long domestic shrimp producers have been forced to compete with imports that do not have to comply with our health and safety rules. If foreign countries cannot show that they meet our food safety standards, their shrimp should not be in this country, period.”

    “We need the Safer Shrimp Imports Act to guarantee that foreign shrimp imports meet the same rules as domestic, gulf-caught shrimp,” Dean Blanchard, the owner of Dean Blanchard Seafood said. “The U.S. government inspects less than one percent of the 1.5 billion pounds of shrimp imported into our country each year, while our U.S. shrimp fishermen, docks, and processors must comply with strict health and safety rules. This bill will help ensure that imports meet the same standards as our Gulf shrimp industry.”

    “Under the USDA’s equivalency requirements, if you want to import catfish or pangasius into this country, there are just 42 companies in three countries approved to ship that fish to the United States. Under the FDA’s current system, if you want to import shrimp, you can do so from anyone, anywhere, at any time. That’s why the FDA refused shrimp from ‘Rudong Zhengxiong Trade Co., Ltd.’ shipped to our East Coast in March and then, a month later, refused shrimp from ‘Zhengxiong (Rudong) Trade Co., Ltd.’ shipped to our West Coast,” John Williams, executive director of the Southern Shrimp Alliance said. “The Safer Shrimp Imports Act sets a common-sense minimum standard for exporting shrimp to this country by requiring that our trading partners administer a food safety system that is equivalent to our own.”

    “FWC is pleased to support the Safer Shrimp Imports Act. For years, Florida shrimpers have been hurt by foreign companies that have been dumping their products into US markets while skirting safety standards. This bill brings more accountability to foreign companies and is an important step to helping US shrimpers and US customers,” Jessica McCawley, director, Division of Marine Fisheries Management at Florida Fish and Wildlife Conservation Commission said. 

    The legislation works to execute on President Trump’s and HHS Secretary Kennedy’s vision to keep America health and eradicate its public health crisis. This bill is supported by a coalition of Gulf Coast seafood industry groups and food safety advocates. This is the House companion to S. 667 introduced by Senator Hyde-Smith in the Senate.

    Background

    There has been a rise of con-artists defrauding the insurance industry by intentionally colliding with commercial vehicles in order to win damages from lawsuits. This form of insurance fraud poses a threat to public safety, drives up consumer costs, and strains the insurance system. States such as Louisiana, Florida, New York, and Georgia have uncovered elaborate conspiracies to defraud insurance companies that involve plaintiff attorneys, medical providers, and recruiters, many of whom are tied to organized crime and human trafficking.

    With decades of experience in the Georgia trucking industry, Rep. Mike Collins brings firsthand knowledge of this rising problem to Congress.

    This follows Collins’ introduction of the Staged Accident Prevention Act, which makes staging a vehicular accident a federal crime.

  • MIL-OSI USA: ICE Arizona case sends Phoenix man to 52 months in prison for alien smuggling resulting in death

    SELLS, Ariz. — A Phoenix-area man was sentenced April 29 to 52 months in prison for his role in transporting two illegal aliens in March 2024, one of whom suffered fatal injuries after jumping out of the vehicle while it was moving. U.S. Immigration and Customs Enforcement conducted the investigation in this case.

    “Human smuggling is not a victimless crime, it’s illegal and unfortunately at times ends in irreversible tragedy — a life lost in the shadows of greed and disregard,” said ICE Homeland Security Investigations Arizona Special Agent in Charge Francisco B. Burrola. “HSI and our partner agencies are committed to preventing not just smuggling activity along the border but to also educate people about the dangers of human smuggling — dying isn’t worth the risk.”

    Cesar Abraam Velasquez-Munoz, 20, of Peoria, previously pleaded guilty to conspiracy to transport illegal aliens for profit placing in jeopardy the life of any person and resulting in death.

    On March 6, 2024, Velasquez-Munoz and his co-defendant, Steven Beltran-Lugo, picked up two illegal aliens near the Mexican border with the intent to smuggle them further into the United States. Velasquez-Munoz drove the vehicle while he and Beltran-Lugo communicated with a Phoenix-based smuggling coordinator. At some point, Velasquez-Munoz noticed U.S. Border Patrol agents following their vehicle who verbally instructed Velasquez-Munoz to stop the vehicle. The first illegal alien jumped out of the moving car while it was traveling approximately 45 miles per hour. Velasquez-Munoz then accelerated as the second illegal alien attempted to exit the vehicle, causing him to violently strike the pavement. As a result, he suffered a brain hemorrhage and internal bleeding, ultimately succumbing to his injuries two days later in the hospital.

    The sentencing is the result of the coordinated efforts of Joint Task Force Alpha. JTFA, a partnership with the Department of Homeland Security, has been elevated and expanded by the Attorney General with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, DEA, and other partners. To date, JTFA’s work has resulted in more than 360 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 330 U.S. convictions; more than 275 significant jail sentences imposed; and forfeitures of substantial assets.

    The United States Attorney’s Office, District of Arizona, Tucson, handled the prosecution.

    Moscow, May 13 (Xinhua) — Russia exported food products and agricultural raw materials worth a total of 9 billion U.S. dollars in January-March 2025, down 14 percent year-on-year, the Federal Customs Service of the Russian Federation reported.

    At the same time, imports of agricultural products into the Russian Federation increased by 12.5 percent during the reporting period and amounted to $9.5 billion.

    In agriculture, Russia’s main export products are grain and leguminous crops, oil and fat products, fish and seafood. –0–

    KUDLOW: “The great Alabama Senator, Mr. Tommy Tuberville. Senator Tuberville, welcome, sir, as always. You know, Charles Payne was on in the first segment of the show, and he was talking about ‘Pax Americana’ and, you know, listing things that Mr. Trump is getting done. India, Pakistan, perhaps a ceasefire deal, the last American hostage being released by Hamas, the potential for, you know, Zelensky-Putin meeting, Trump himself might broker it. President Trump will be in the Middle East and maybe something is cooking with Iran. Is there a ‘Pax Americana’ back on? Is Mr. Trump reordering the chaos of the world under Biden into something resembling, you know, peace and prosperity and America first?”
    TUBERVILLE: “Yeah, Larry. Don’t forget about the Abraham Accords. I think that might be one of the reasons he’s going to see the Saudis and bounce around the Middle East, but I don’t know how he keeps up with it. It’s hard for us here in the States to keep up with what’s going on. From the tariffs to the wars to the, you know, great big beautiful bill—it is mind boggling. But I’m enjoying every bit of bit of it. The Democrats are running for cover. We dealt for four years with somebody that had no negotiation skills. Now we got somebody that just loves to do it. He eats and breathes it, and we’re so fortunate to have President Trump as President.”
    KUDLOW: “So, think about this, on the home front, I guess, but it’s also international affairs. Basically, in the same four- or five-day period, we got a very good trade deal with the United Kingdom, and we have a 90-day pause and a significant easing of tariffs with China and the US. What do you make of that?”
    TUBERVILLE: “Well, and there’s about 30 to 35 [countries] Larry. I know for a fact they’re lined up ready to make deals with the United States. We’re controlling it, and we should, you know—[…] we’re the grocery store of the world. You know, we make everything in terms of being able to make it available to other people. Now, we’ve got to get in the manufacturing business again—that’s what President Trump’s doing all this for. But we’ve got to be choosy with it. But in my state of Alabama, I have people coming every day about new manufacturing ideas [saying] ‘We wanna move it here from either Ireland or Germany.’ It is amazing how much busier we are here in the Senate as Republicans [who are] wanting to bring [manufacturing] back and on the contrary of what the Democrats just tried to say, ‘No, we don’t want you here. We wanna raise all of our food out of the country, put our farmers out of business.’ It is totally different than what it was six months ago.”
    KUDLOW: “So, nobody really talks much about it, but President Trump has raised $4 or $5 trillion dollars for American investment. He’s gone to the Middle East and so forth. He’ll probably raise, I don’t know, a couple trillion dollars more. I’m just guessing, but that’s part of the deal. The tax changes, the tax policy coming out of the Ways and Means Committee will provide incentives for those people who invest in the United States. So, there’s a tide of onshoring that seems to be coming not only from foreign relations and trade relations, but also just tax incentive relations. Where, you know, this is unheard of. This is unseen. It all goes hand in glove. Trump is taking advantage of this. What do you make of it? Can it all pass the Senate? I guess that’s my final thought. Is it gonna get through the Senate?”
    TUBERVILLE: “Well, all the tax incentives normally come from the states, in which they still do. President Trump’s doing it on a national level. You know, the Opportunity Zones, all those things that he’s put into place. But right now, they’re negotiating [potential reforms to] Medicare, Medicaid, all the things that everybody are a little bit worried about. But always remember this—there’s really, as we’ve looked at all this, it’s all about reform. We have algorithms now that can go into the Social Security and Medicare and Medicaid that can be hooked up to these machines that can make sure that we can cut out all this fraud and all this nonsense with people getting on Social Security, Medicare, Medicaid, that shouldn’t be on it. We’re not in the 20th century. This is the 21st century, and all those things will kick in this year. You don’t hear much talk about AI in that area, but Larry, we will get it passed. It’s gonna be tough. We have to get cuts. We cannot pass a bill that does not have cuts in it. We’ve got to cut back somewhere close to the 2019 budget [spending levels]. And if we don’t do that, I don’t know how we can save the country, but President Trump is all for that, but he wants to do it in the right spot.”
    KUDLOW: “But, Senator Tuberville, you know, able-bodied young men should not be on Medicaid. They should not be on Medicaid and the expansion of eligibility. So that’s not a cut really, sir. That’s enforcing the eligibility mandate, which Barack Obama tried to break. Now you all have a chance to put it back together again. And Medicaid is still gonna grow significantly. It’s just gonna grow by slightly less. It’s not really a cut. It’s just a slowdown in the phenomenal, bankrupting growth.”
    TUBERVILLE: “Well, illegals are on Medicare, Medicaid, and Social Security. Everything that goes along with people that, as you said, are sitting around at home, watching The View on television, getting [EBT] cards, food stamps, and on Social Security, Medicare, Medicaid—that’s got to be over with. Our country is not gonna make it. We cannot afford [for] that to happen, and President Trump is all about that. That’s what the House is pushing very hard. All the reforms that you just talked about have to be in there, but we cannot afford to take care of the world. Let’s take care of the people in this country first and then we might be able to help outside our borders.”
    KUDLOW: “Actually, [if] we cut taxes and spending and have an investment-led boom and onshoring, the rest of the world might copy us. That’s what happened under Reagan. Anyway, Senator Tommy Tommy Tuberville. Thank you, sir, as always. We appreciate your wisdom.”

  • MIL-OSI Canada: Province Lifts Moratorium on Seafood Buying, Processing Licences

    Nova Scotians can apply for seafood buyer and processor licences starting August 1, as the Province ends the moratorium that started in 2018.

    “Now, more than ever, we have the opportunity to reimagine the economic potential of our traditional and natural resources,” said Kent Smith, Minister of Fisheries and Aquaculture. “Accepting applications from new entrants, or established businesses that want to diversify or expand their products, will help drive the economy and grow our seafood sector.”

    Over the last seven years, the Province has consulted with industry representatives during a policy and regulation review, which is now complete. The moratorium was a temporary measure to maintain fair competition and to reduce speculation during the review period.

    Seafood is Nova Scotia’s primary export and generates significant economic return to the province, supporting about 20,000 jobs. Buyers purchase seafood after it has been caught, and processors produce seafood products such as fish fillets and frozen snow crab sections.

    About 50 per cent of the industry is in southwest Nova Scotia. Nova Scotia fish and seafood exports totalled $2.4 billion in 2024.

    The Province is also lifting the long-standing moratorium on issuing groundfish buying and processing licences, which has been in place since the 1994 collapse of the groundfish fisheries.

    The moratoriums will be lifted in two stages. The government will begin accepting applications for buyer and processor licences for most species on August 1. Following continued consultation with industry partners, the government will begin accepting applications for lobster buyer licences and snow crab buyer and processor licences on January 2, 2026.

    UN Blue Helmets are the most globally recognized symbol of the world’s ability to come together to help countries move from conflict to peace.
     
    Peacekeepers hail from every corner of the world.

    As we meet today, UN peacekeepers are hard at work helping to ensure that ceasefires are respected…
     
    Protecting civilians caught in the line of fire…

    In trouble spots around the world, Blue Helmets can mean the difference between life and death.

    There is a long list of countries that have achieved durable peace with the support of UN Peacekeeping — including Cambodia, Cote d’Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor Leste.  
     
    Many of these countries now themselves contribute troops. 
     
    At the same time, we recognize that peace comes at a price.
     
    Through the decades, 4,400 peacekeepers have fallen in the line of duty.
     
    Their service and sacrifice will never be forgotten.  
     
    Please join me in a moment of silence to honour all those who lost their lives in the pursuit of peace.

    We owe it to peacekeepers — and the populations they protect — to continue strengthening their ability to answer this call to peace.
     
    And to do so in the face of daunting challenges.
     
    Complex, intertwined and frequently borderless conflicts…
     
    Growing polarization and division around the globe…
     
    Targeting of peacekeepers through deadly misinformation spreading through social media…
     
    Terrorism and transnational crime, which find fertile ground in instability…
     
    The ongoing climate crisis that is exacerbating conflict while leaving more of the planet uninhabitable…
     
    All the continued trampling of international law and international humanitarian law.
     
    As a result, we are now facing the highest number of conflicts since the foundation of the United Nations, and record numbers of people fleeing across borders in search of safety and refuge.
     
    We must recognize that peacekeeping operations are only as effective as the mandates directing them, and can struggle in contexts where political support and clearly defined outcomes and solutions are absent or elusive.
     
    Meanwhile, we see increasing differences of views around how peacekeeping operations should work, under what circumstances, with what mandates they should be deployed, and for how long.
     
    And we face dramatic financial constraints across the board.
     
    We’ve worked to adapt in the face of these challenges.
     
    But we need to do more.
     
    Today, I want to highlight three areas of focus.
     
    First — help us shape peacekeeping operations that are fit for the future.     
     
    The Pact for the Future called for a Review of Peace Operations — including peacekeeping.
     
    The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient — while recognizing the limitations in situations where there is little or no peace to keep.
     
    It will also aim to critically examine the tools we have today and propose concrete recommendations to make them fit for the future.  
     
    Through this review, we must ensure that the United Nations is prepared to deploy peace operations tailored to each individual conflict, while preparing for the challenges of tomorrow.
     
    We can draw inspiration from our UNIFIL operation, which recently developed an adaptation plan to keep peace along the Blue Line, and ensure lifesaving aid can flow to civilians in southern Lebanon.
     
    In the Central African Republic, we see MINUSCA protecting civilians and assisting the government to extend its reach beyond the capital where people are in desperate need. 
     
    In the Democratic Republic of the Congo, despite ongoing fighting, UN Peacekeepers remain in the field, protecting vulnerable populations. 
     
    We’re also seeking efficiencies through partnerships — from Member States to regional and sub-regional organizations, to local communities.
     
    Most important among them is our strong partnership with the African Union.
     
    Security Council resolution 2719 has lifted this partnership to a new level as we work to establish peace enforcement missions under the AU’s responsibility, supported by the United Nations through assessed contributions.
     
    Today, the Review of Peace Operations will need to be informed — and inspired — by your views.
     
    Member States make peacekeeping possible.
     
    They must lead the way as we strengthen it for the future.
     
    Second — as we make our operations more adaptable and flexible, we need to do the same in the use of our resources.

    Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical. 
     
    But these are tough times for the financing of our work across the board.
     
    Peacekeeping is no exception.
     
    It is crucial that we are able to use the increasingly limited resources we have — and use them well.
     
    That requires more flexible rules and processes.
     
    This means updating our approach to abolishing or establishing positions, and working with troop-contributing countries to ensure we can deliver.
     
    It means working with Member States and the UN Security Council to ensure that any new mandates are prioritized and achievable with the resources available and with a clear exit strategy.
     
    And it means driving efficiencies and improvements across our work in light of the continued funding challenges we face.
     
    Our Review of Peace Operations will work hand-in-hand with our UN80 initiative, to ensure we maximize efficiencies wherever possible, supported at every step by Member States.
     
    We look forward to your governments’ support and ideas as we tackle these challenges together.

    Third — we need your political support, including through the pledges you will make tomorrow.

    Peace operations cannot succeed in the absence of a political solution.

    Together we need to mobilize greater support for political solutions across our peacekeeping missions. 

    Pursuing these political solutions requires adequate means of delivering our operations — including unified political support from Member States, strong leadership, well-trained troops, equipment and technology.

    These can strengthen our operations, and make a real difference in people’s lives.

    And it requires the support of all Member States to ensure the safety and security of United Nations peacekeepers in the field, and the full implementation of the relevant privileges and immunities of the Organization and its personnel.

    We are deeply grateful for the support and for the concrete pledges so many of you will announce here tomorrow.

    With a budget shared by all 193 Member States and representing a tiny fraction of global military spending — around one half of one per cent — UN Peacekeeping remains one of the most effective and cost-effective tools to build international peace and security.

    But it’s only as strong as Member States’ commitment to it.

    Unfortunately, peacekeeping operations have been facing serious liquidity problems. 
      
    It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time. 

    Now more than ever, the world needs the United Nations.

    And the United Nations needs peacekeeping that is fully equipped for today’s realities and tomorrow’s challenges. 

    Together, let’s shape the UN peacekeeping operations that the challenges require, that Member States demand, and that our peacekeepers and the people they support need and deserve.

    Coast Guard crews from units across Hawaii joined forces to help a fisherman, far offshore of the Big Island, who had reportedly been experiencing abdominal pain and fever for 10 days in early May 2025.

    On Wednesday, an HC-130 Hercules airplane crew dropped him antibiotics to provide some initial medical relief.

    When the vessel came into range for support Friday, a Coast Guard helicopter crew hoisted the 68-year-old man and brought him safely to Hilo Medical Center.

    This case illustrates the importance of training, coordination, communication, and the hard work our teams devote to every search and rescue case!

    This year marks the 80th anniversary of the United Nations.
     
    Our organization was founded on the conviction that peace is possible if we work as one united human family.
     
    That is what our peace operations are about. 
     
    From preventive diplomacy to peacekeeping…
     
    From negotiating ceasefires to helping to implement them…
     
    From electoral support and observer missions to de-mining operations and protection of civilians…
     
    To the focus of today’s Ministerial meeting — peacekeeping.
     
    Excellencies,
     
    UN Blue Helmets are the most globally recognized symbol of the world’s ability to come together to help countries move from conflict to peace.
     
    Peacekeepers hail from every corner of the world.
     
    But they are united in their commitment to peace.
     
    As we meet today, UN peacekeepers are hard at work helping to ensure that ceasefires are respected…
     
    Protecting civilians caught in the line of fire…
     
    Helping provide the conditions for lifesaving aid to flow to those in need…
     
    And laying the foundations for long-term recovery.
     
    In trouble spots around the world, Blue Helmets can mean the difference between life and death.
     
    And they are also a clear demonstration of the power of multilateral action to maintain, achieve and sustain peace.
     
    There is a long list of countries that have achieved durable peace with the support of UN Peacekeeping — including Cambodia, Cote d’Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor Leste.  
     
    Many of these countries now themselves contribute troops. 
     
    At the same time, we recognize that peace comes at a price.
     
    Through the decades, 4,400 peacekeepers have fallen in the line of duty.
     
    Their service and sacrifice will never be forgotten.

    We owe it to peacekeepers — and the populations they protect — to continue strengthening their ability to answer this call to peace.
     
    And to do so in the face of daunting challenges.
     
    Complex, intertwined and frequently borderless conflicts…
     
    Growing polarization and division around the globe…
     
    Targeting of peacekeepers through deadly misinformation spreading through social media…
     
    Terrorism and transnational crime, which find fertile ground in instability…
     
    The ongoing climate crisis that is exacerbating conflict while leaving more of the planet uninhabitable…
     
    All the continued trampling of international law and international humanitarian law.
     
    As a result, we are now facing the highest number of conflicts since the foundation of the United Nations, and record numbers of people fleeing across borders in search of safety and refuge.
     
    We must recognize that peacekeeping operations are only as effective as the mandates directing them, and can struggle in contexts where political support and clearly defined outcomes and solutions are absent or elusive.
     
    Meanwhile, we see increasing differences of views around how peacekeeping operations should work, under what circumstances, with what mandates they should be deployed, and for how long.
     
    And we face dramatic financial constraints across the board.
     
    We’ve worked to adapt in the face of these challenges.
     
    But we need to do more.
     
    Today, I want to highlight three areas of focus.
     
    First — help us shape peacekeeping operations that are fit for the future.     
     
    The Pact for the Future called for a Review of Peace Operations — including peacekeeping.
     
    The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient — while recognizing the limitations in situations where there is little or no peace to keep.
     
    It will also aim to critically examine the tools we have today and propose concrete recommendations to make them fit for the future.  
     
    Through this review, we must ensure that the United Nations is prepared to deploy peace operations tailored to each individual conflict, while preparing for the challenges of tomorrow.
     
    We can draw inspiration from our UNIFIL operation, which recently developed an adaptation plan to keep peace along the Blue Line, and ensure lifesaving aid can flow to civilians in southern Lebanon.
     
    In the Central African Republic, we see MINUSCA protecting civilians and assisting the government to extend its reach beyond the capital where people are in desperate need. 
     
    In the Democratic Republic of the Congo, despite ongoing fighting, UN Peacekeepers remain in the field, protecting vulnerable populations. 
     
    We’re also seeking efficiencies through partnerships — from Member States to regional and sub-regional organizations, to local communities.
     
    Most important among them is our strong partnership with the African Union.
     
    Security Council resolution 2719 has lifted this partnership to a new level as we work to establish peace enforcement missions under the AU’s responsibility, supported by the United Nations through assessed contributions.
     
    Today, the Review of Peace Operations will need to be informed — and inspired — by your views.
     
    Member States make peacekeeping possible.
     
    They must lead the way as we strengthen it for the future.
     
    Second — as we make our operations more adaptable and flexible, we need to do the same in the use of our resources.

    Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical. 
     
    But these are tough times for the financing of our work across the board.
     
    Peacekeeping is no exception.
     
    It is crucial that we are able to use the increasingly limited resources we have — and use them well.
     
    That requires more flexible rules and processes.
     
    This means updating our approach to abolishing or establishing positions, and working with troop-contributing countries to ensure we can deliver.
     
    It means working with Member States and the UN Security Council to ensure that any new mandates are prioritized and achievable with the resources available and with a clear exit strategy.
     
    And it means driving efficiencies and improvements across our work in light of the continued funding challenges we face.
     
    Our Review of Peace Operations will work hand-in-hand with our UN80 initiative, to ensure we maximize efficiencies wherever possible, supported at every step by Member States.
     
    We look forward to your governments’ support and ideas as we tackle these challenges together.

    Third — we need your political support, including through the pledges you will make tomorrow.

    Peace operations cannot succeed in the absence of a political solution.

    Together we need to mobilize greater support for political solutions across our peacekeeping missions. 

    Pursuing these political solutions requires adequate means of delivering our operations — including unified political support from Member States, strong leadership, well-trained troops, equipment and technology.

    These can strengthen our operations, and make a real difference in people’s lives.

    And it requires the support of all Member States to ensure the safety and security of United Nations peacekeepers in the field, and the full implementation of the relevant privileges and immunities of the Organization and its personnel.

  • MIL-OSI Global: Why protecting wildland is crucial to American freedom and identity

    As summer approaches, millions of Americans begin planning or taking trips to state and national parks, seeking to explore the wide range of outdoor recreational opportunities across the nation. A lot of them will head toward the nation’s wilderness areas – 110 million acres, mostly in the West, that are protected by the strictest federal conservation rules.

    When Congress passed the Wilderness Act in 1964, it described wilderness areas as places that evoked mystery and wonder, “where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain.” These are wild landscapes that present nature in its rawest form.

    The law requires the federal government to protect these areas “for the permanent good of the whole people.” Wilderness areas are found in national parks, conservation land overseen by the U.S. Bureau of Land Management, national forests and U.S. Fish and Wildlife refuges.

    In early May 2025, the U.S. House of Representatives began to consider allowing the sale of federal lands in six counties in Nevada and Utah, five of which contain wilderness areas. Ostensibly, these sales are to promote affordable housing, but the reality is that the proposal, introduced by U.S. Rep. Mark Amodei, a Nevada Republican, is a departure from the standard process of federal land exchanges that accommodate development in some places but protect wilderness in others.

    Regardless of whether Americans visit their public lands or know when they have crossed a wilderness boundary, as environmental historians we believe that everyone still benefits from the existence and protection of these precious places.

    This belief is an idea eloquently articulated and popularized 65 years ago by the noted Western writer Wallace Stegner. His eloquence helped launch the modern environmental movement and gave power to the idea that the nation’s public lands are a fundamental part of the United States’ national identity and a cornerstone of American freedom.

    Humble origins

    In 1958, Congress established the Outdoor Recreation Resources Review Commission to examine outdoor recreation in the U.S. in order to determine not only what Americans wanted from the outdoors, but to consider how those needs and desires might change decades into the future.

    One of the commission’s members was David E. Pesonen, who worked at the Wildland Research Center at the University of California at Berkeley. He was asked to examine wilderness and its relationship to outdoor recreation. Pesonen later became a notable environmental lawyer and leader of the Sierra Club. But at the time, Pesonen had no idea what to say about wilderness.

    However, he knew someone who did. Pesonen had been impressed by the wild landscapes of the American West in Stegner’s 1954 history “Beyond the Hundredth Meridian: John Wesley Powell and the Second Opening of the West.” So he wrote to Stegner, who at the time was at Stanford University, asking for help in articulating the wilderness idea.

    Stegner’s response, which he said later was written in a single afternoon, was an off-the-cuff riff on why he cared about preserving wildlands. This letter became known as the Wilderness Letter and marked a turning point in American political and conservation history.

    Pesonen shared the letter with the rest of the commission, which also shared it with newly installed Secretary of the Interior Stewart Udall. Udall found its prose to be so profound, he read it at the seventh Wilderness Conference in 1961 in San Francisco, a speech broadcast by KCBS, the local FM radio station. The Sierra Club published the letter in the record of the conference’s proceedings later that year.

    But it was not until its publication in The Washington Post on June 17, 1962, that the letter reached a national audience and captured the imagination of generations of Americans.

    An eloquent appeal

    In the letter, Stegner connected the idea of wilderness to a fundamental part of American identity. He called wilderness “something that has helped form our character and that has certainly shaped our history as a people … the challenge against which our character as a people was formed … (and) the thing that has helped to make an American different from and, until we forget it in the roar of our industrial cities, more fortunate than other men.”

    Without wild places, he argued, the U.S. would be just like every other overindustrialized place in the world.

    In the letter, Stegner expressed little concern with how wilderness might support outdoor recreation on public lands. He didn’t care whether wilderness areas had once featured roads, trails, homesteads or even natural resource extraction. What he cared about was Americans’ freedom to protect and enjoy these places. Stegner recognized that the freedom to protect, to restrain ourselves from consuming, was just as important as the freedom to consume.

    Perhaps most importantly, he wrote, wilderness was “an intangible and spiritual resource,” a place that gave the nation “our hope and our excitement,” landscapes that were “good for our spiritual health even if we never once in ten years set foot in it.”

    Without it, Stegner lamented, “never again will Americans be free in their own country from the noise, the exhausts, the stinks of human and automotive waste.” To him, the nation’s natural cathedrals and the vaulted ceiling of the pure blue sky are Americans’ sacred spaces as much as the structures in which they worship on the weekends.

    Stegner penned the letter during a national debate about the value of preserving wild places in the face of future development. “Something will have gone out of us as a people,” he wrote, “if we ever let the remaining wilderness be destroyed.” If not protected, Stegner believed these wildlands that had helped shape American identity would fall to what he viewed as the same exploitative forces of unrestrained capitalism that had industrialized the nation for the past century. Every generation since has an obligation to protect these wild places.

    Stegner’s Wilderness Letter became a rallying cry to pass the Wilderness Act. The closing sentences of the letter are Stegner’s best: “We simply need that wild country available to us, even if we never do more than drive to its edge and look in. For it can be a means of reassuring ourselves of our sanity as creatures, a part of the geography of hope.”

    This phrase, “the geography of hope,” is Stegner’s most famous line. It has become shorthand for what wilderness means: the wildlands that defined American character on the Western frontier, the wild spaces that Americans have had the freedom to protect, and the natural places that give Americans hope for the future of this planet.

    America’s ‘best idea’

    Stegner returned to themes outlined in the Wilderness Letter again two decades later in his essay “The Best Idea We Ever Had: An Overview,” published in Wilderness magazine in spring 1983.

    Writing in response to the Reagan administration’s efforts to reduce protection of the National Park System, Stegner declared that the parks were “Absolutely American, absolutely democratic.” He said they reflect us as a nation, at our best rather than our worst, and without them, millions of Americans’ lives, his included, would have been poorer.

    Public lands are more than just wilderness or national parks. They are places for work and play. They provide natural resources, wildlife habitat, clean air, clean water and recreational opportunities to small towns and sprawling metro areas alike. They are, as Stegner said, cures for cynicism and places of shared hope.

    Stegner’s words still resonate as Americans head for their public lands and enjoy the beauty of the wild places protected by wilderness legislation this summer. With visitor numbers increasing annually and agency budgets at historic lows, we believe it is useful to remember how precious these places are for all Americans. And we agree with Stegner that wilderness, public lands writ large, are more valuable to Americans’ collective identity and expression of freedom than they are as real estate that can be sold or commodities that can be extracted.

  • MIL-OSI United Kingdom: Bid to keep Plymouth fishing

    Council leader Tudor Evans outlined his mission to ‘keep Plymouth fishing’ during a visit from Fishing Minister Daniel Zeichner and pledged to work up a package of measures designed to reinvent and reinvigorate Plymouth’s fishing industry.

    The minister was in Britain’s Ocean City this week for high-level discussions over the future of the industry. Council leader Tudor Evans said:  “We are a fishing port and we talked to the minister about protecting 400 jobs as well as the importance of shore side facilities

    “The auction may have closed, but crews are still landing catch in huge numbers. Plymouth’s fishing industry remains strong with landings last year worth around £12m, making Plymouth the 4th largest port by landings in England.

    “I was really encouraged by the signals we were getting. There are still huge potential opportunities here and we are being strongly encouraged to pull together a bid for funding under the Fisheries and Seafood Scheme, which is run by MMO.”

    Ideas need to be further developed but are expected to reflect proposals put forward in a report by Tegean Mor Fisheries Ltd Consultants Ltd, which was commissioned by Sutton Harbour Company, Plymouth Fishing and Seafood Association and Plymouth City Council.

    They include new infrastructure on the quay to enable fishing crews to continue to land their catch effectively and more efficiently. This could include new landing cranes, access fobs and CCTV.

    New uses at the site should also be explored such as improving the site’s existing retail offer, creating spaces to deliver seafood cookery classes, A national marketing campaign that focusses on the quality of the catch coming into Britain’s Ocean City could also be on the cards.

    Council Leader Tudor Evans said: “Fishing has been part of our history for hundreds of years and while fishing nationally has certainly shifted and changed shape, Plymouth’s future includes this important industry. One door closes, but many more doors open.”

    The fish auction at Fish Quay in Sutton Harbour stopped operating a year ago which meant fishing vessels landing fish in Plymouth no longer had a local auction to sell their catch. The fish is now transported to other local auctions such as Brixham and Newlyn.

    This year marks the 80th anniversary of the United Nations.
     
    Our organization was founded on the conviction that peace is possible if we work as one united human family.
     
    That is what our peace operations are about. 
     
    From preventive diplomacy to peacekeeping…
     
    From negotiating ceasefires to helping to implement them…
     
    From electoral support and observer missions to de-mining operations and protection of civilians…

    Many of these countries now themselves contribute troops. 
     
    At the same time, we recognize that peace comes at a price.
     
    Through the decades, 4,400 peacekeepers have fallen in the line of duty.

    We owe it to peacekeepers — and the populations they protect — to continue strengthening their ability to answer this call to peace.
     
    And to do so in the face of daunting challenges.
     
    Complex, intertwined and frequently borderless conflicts…
     
    Growing polarization and division around the globe…
     
    Targeting of peacekeepers through deadly misinformation spreading through social media…
     
    Terrorism and transnational crime, which find fertile ground in instability…
     
    The ongoing climate crisis that is exacerbating conflict while leaving more of the planet uninhabitable…
     
    All the continued trampling of international law and international humanitarian law.
     
    As a result, we are now facing the highest number of conflicts since the foundation of the United Nations, and record numbers of people fleeing across borders in search of safety and refuge.
     
    We must recognize that peacekeeping operations are only as effective as the mandates directing them, and can struggle in contexts where political support and clearly defined outcomes and solutions are absent or elusive.
     
    Meanwhile, we see increasing differences of views around how peacekeeping operations should work, under what circumstances, with what mandates they should be deployed, and for how long.
     
    And we face dramatic financial constraints across the board.
     
    We’ve worked to adapt in the face of these challenges.
     
    But we need to do more.
     
    Today, I want to highlight three areas of focus.
     
    First — help us shape peacekeeping operations that are fit for the future.     
     
    The Pact for the Future called for a Review of Peace Operations — including peacekeeping.
     
    The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient — while recognizing the limitations in situations where there is little or no peace to keep.
     
    It will also aim to critically examine the tools we have today and propose concrete recommendations to make them fit for the future.  
     
    Through this review, we must ensure that the United Nations is prepared to deploy peace operations tailored to each individual conflict, while preparing for the challenges of tomorrow.
     
    We can draw inspiration from our UNIFIL operation, which recently developed an adaptation plan to keep peace along the Blue Line, and ensure lifesaving aid can flow to civilians in southern Lebanon.
     
    In the Central African Republic, we see MINUSCA protecting civilians and assisting the government to extend its reach beyond the capital where people are in desperate need. 
     
    In the Democratic Republic of the Congo, despite ongoing fighting, UN Peacekeepers remain in the field, protecting vulnerable populations. 
     
    We’re also seeking efficiencies through partnerships — from Member States to regional and sub-regional organizations, to local communities.
     
    Most important among them is our strong partnership with the African Union.
     
    Security Council resolution 2719 has lifted this partnership to a new level as we work to establish peace enforcement missions under the AU’s responsibility, supported by the United Nations through assessed contributions.
     
    Today, the Review of Peace Operations will need to be informed — and inspired — by your views.
     
    Member States make peacekeeping possible.
     
    They must lead the way as we strengthen it for the future.
     
    Second — as we make our operations more adaptable and flexible, we need to do the same in the use of our resources.

    Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical. 
     
    But these are tough times for the financing of our work across the board.
     
    Peacekeeping is no exception.
     
    It is crucial that we are able to use the increasingly limited resources we have — and use them well.
     
    That requires more flexible rules and processes.
     
    This means updating our approach to abolishing or establishing positions, and working with troop-contributing countries to ensure we can deliver.
     
    It means working with Member States and the UN Security Council to ensure that any new mandates are prioritized and achievable with the resources available and with a clear exit strategy.
     
    And it means driving efficiencies and improvements across our work in light of the continued funding challenges we face.
     
    Our Review of Peace Operations will work hand-in-hand with our UN80 initiative, to ensure we maximize efficiencies wherever possible, supported at every step by Member States.
     
    We look forward to your governments’ support and ideas as we tackle these challenges together.

    Third — we need your political support, including through the pledges you will make tomorrow.

    Peace operations cannot succeed in the absence of a political solution.

    Together we need to mobilize greater support for political solutions across our peacekeeping missions. 

    Pursuing these political solutions requires adequate means of delivering our operations — including unified political support from Member States, strong leadership, well-trained troops, equipment and technology.

    These can strengthen our operations, and make a real difference in people’s lives.

    And it requires the support of all Member States to ensure the safety and security of United Nations peacekeepers in the field, and the full implementation of the relevant privileges and immunities of the Organization and its personnel.

  • MIL-OSI Global: Trump guts low-income energy assistance as summer heat descends and electricity prices rise

    The U.S. is headed into what forecasters expect to be one of the hottest summers on record, and millions of people across the country will struggle to pay their power bills as temperatures and energy costs rise.

    A 2023 national survey found that nearly 1 in 4 Americans were unable to pay their full energy bill for at least one month, and nearly 1 in 4 reported that they kept their homes at unsafe temperatures to save money. By 2025, updated polling indicated nearly 3 in 4 Americans are worried about rising energy costs.

    Conservative estimates suggest that utilities shut off power to over 3 million U.S. households each year because the residents cannot pay their bills.

    This problem of high energy prices isn’t lost on the Trump administration.

    On the first day of his second term in 2025, President Donald Trump declared a national energy emergency by executive order, saying that “high energy prices … devastate Americans, particularly those living on low- and fixed incomes.”

    Secretary of Energy Christopher Wright raised concerns about utility disconnections and outlined a mission to “shrink that number, with the target of zero.”

    Yet, the administration’s 2026 budget proposal zeros out funding for the Low Income Home Energy Assistance Program, or LIHEAP, the federal program that administers funding to help low-income households pay their utility bills. And on April 1, 2025, the administration laid off the entire staff of the LIHEAP office.

    Many people already struggle to cobble together enough help from various sources to pay their power bills. As researchers who study energy insecurity, we believe gutting the federal office responsible for administering energy bill assistance will make it even harder for Americans to make ends meet.

    The high stakes of energy affordability

    We work with communities in South Carolina and Tennessee where many residents struggle to heat and cool their homes.

    We see how high energy prices force people to make dangerous trade-offs. Low-income households often find themselves choosing whether to buy necessities, pay for child care or pay their utility bills.

    One elderly person we spoke with for our research, Sarah, explained that she routinely forgoes buying medications in order to pay her utility bill. Another research participant who connects low-income families to energy bill assistance in Tennessee said: “I’ve gone into these homes, and it’s so hot. Your eyes roll in the back of your head. It’s like you can’t breathe. How do you sit in here? It’s just unreal.”

    Unfortunately, these stories are increasingly common, especially in low-income communities and communities of color.

    Electricity prices are predicted to rise with worsening climate change: More frequent heat waves and extreme weather events drive up demand and put pressure on the grid. Furthermore, rising energy demand from data centers – supercharged by the increasing energy use by artificial intelligence – is accelerating price increases.

    Shrinking resources for assistance

    LIHEAP, created in 1981, provides funding to states as block grants to help low-income families pay their utility bills. In fiscal year 2023, the program distributed US$6.1 billion in energy assistance, helping some 5.9 million households avoid losing power connections.

    The program’s small staff played critical roles in disbursing this money, providing implementation guidelines, monitoring state-level fund management and tracking and evaluating program effectiveness.

    LIHEAP has historically prioritized heating assistance in cold-weather states over cooling assistance in warmer states. However, recent research shows a need to revisit the allocation formula to address the increasing need for air conditioning. The layoffs removed staff who could direct this work.

    It is unlikely that other sources of funding can fill in the gaps if states do not receive LIHEAP funds from the federal government. The program’s funding has never been high enough to meet the need. In 2020, LIHEAP provided assistance to just 16% of eligible households.

    Our research has found that, in practice, many households rely on a range of local nonprofits, faith-based organizations and informal networks of family and friends to help them pay their bills and keep the power on.

    For example, a research participant named Deborah reported that when faced with a utility shut-off, she “drove from church to church to church” in search of assistance. United Way in South Carolina received over 16,000 calls from people seeking help to pay their utility bills in 2023.

    These charitable services are an important lifeline for many, especially in the communities we study in the South. However, research has shown that faith-based programs do not have the reach of public programs.

    Without LIHEAP, the limited funds provided by nonprofits and the personal connections that people patch together will be stretched even thinner, especially as other charitable services, such as food banks, also face funding cuts.

    What’s ahead

    The $4.1 billion that Congress allocated to LIHEAP for the 2025 fiscal year, which ends Sept. 30, has already been disbursed. Going forward, however, cuts to LIHEAP staff affect its ability to respond to growing need. Congress now has to decide if it will kill the program’s future funding as well.

    Maricopa County in Arizona, home to Phoenix, illustrates what’s at stake. Annual heat-related deaths have risen 1,000% there in the past decade, from 61 to 602. Hundreds of these deaths occurred indoors.

    We believe gutting LIHEAP puts the goal of energy affordability for all Americans – and Americans’ lives – in jeopardy. Until more affordable energy sources, such as solar and wind power, can be scaled up, an expansion of federal assistance programs is needed, not a contraction.

    Increasing the reach and funding of LIHEAP is one option. Making home weatherization programs more effective is another.

    Governments could also require utilities to forgive past-due bills and end utility shut-offs during the hottest and coldest months. About two dozen states currently have rules to prevent shut-offs during the worst summer heat.

    For now, the cuts mean more pressure on nonprofits, faith-based organizations and informal networks. Looking ahead to another exceptionally hot summer, we can only hope that cuts to LIHEAP staff don’t foreshadow a growing yet preventable death toll.

  • Retail inflation drops to 3.16% in April 2025, lowest since July 2019

    India’s retail inflation eased further in April 2025, marking its lowest level in nearly six years. According to data released by the Ministry of Statistics and Programme Implementation (MoSPI), the Consumer Price Index (CPI)-based inflation stood at 3.16% in April, down from 3.34% in March 2025 and significantly lower than 4.83% recorded in April 2024.
     
    This decline of 18 basis points from March makes April’s inflation the lowest year-on-year reading since July 2019.
     
    The fall in overall inflation was primarily driven by a sharp decline in food prices. The Consumer Food Price Index (CFPI)-based food inflation fell to 1.78% in April from 2.69% in March. This is the lowest food inflation since October 2021. The food price easing is largely attributed to lower inflation in vegetables, pulses, fruits, cereals, meat and fish, and personal care items.
     
    In rural areas, headline inflation fell to 2.92% from 3.25% in the previous month. Food inflation in these regions also moderated to 1.85%, down from 2.82%. Urban centres saw a more modest decline in overall inflation, with the April reading at 3.36% compared to 3.43% in March. However, urban food inflation saw a steeper drop to 1.64%, from 2.48% a month earlier.
     
    Among individual components, housing inflation in urban areas remained steady at 3.00%, while the education category saw prices rise by 4.13%, up from 3.98% in March. Health inflation remained largely unchanged at 4.25%. Transport and communication costs rose to 3.73% in April, compared to 3.36% in the previous month. The fuel and light category registered a sharp increase, rising to 2.92% from 1.42% in March.
     
    On a month-on-month basis, the combined CPI index rose by 0.31%, while the food index registered a decline of 0.15%, indicating falling prices in essential food items. Among major food components, vegetable prices fell by 10.98% year-on-year, while the prices of pulses and related products also declined. Fruit prices rose by 13.8%, and oils and fats registered a surge of 17.4%.
     
    The National Statistical Office (NSO) collected price data from 1,114 urban markets and 1,181 villages, ensuring full coverage in rural areas and nearly full coverage in urban locations. The usable data stood at 89.4% for rural and 92.3% for urban markets.
     
    The next CPI inflation data, for May 2025, is scheduled to be released on June 12.
  • MIL-OSI Africa: Media to record court proceedings in Ndlovu murder case

    The National Press Club (NPC) and the African Media and Communicators Forum (AMCF) have welcomed the court order permitting media houses to record proceedings of the case involving kidnapped journalist Sibusiso ‘Aserie’ Ndlovu and his partner, Zodwa Mdhluli.

    The order was granted by the KwaMhlanga Magistrate’s Court on Monday.

    Last week, the police discovered two bodies believed to be that of Ndlovu and Mdhluli. The couple had been missing since 18 February 2025.

    Their discovery was the result of a lengthy and thorough investigation by a multi-disciplinary team of law enforcement agencies. These efforts led to the arrest of four suspects, who are currently in police custody.

    In total, seven suspects have been arrested for the alleged murder of Ndlovu and Mdhluli.

    The NPC and AMCF brought a formal application before court on behalf of several media houses after media houses were barred from recording the proceedings or taking photographs of the accused persons without a formal application.

    “Unfortunately, it was not the outcome we hoped for. However, we will not let up now; we will make sure that justice is served for the couple. Today’s order enables us to take our audiences with us as we follow the court proceedings to ensure that those who did these terrible things to the couple account for their evil deeds,” Slabbert said.

    Chairperson of the AMFC, Elijah Mhlanga, said: “We welcome the court’s decision to grant permission for the media to broadcast proceedings in this important case that involves one of our own. This ruling not only upholds the principles of transparency and public access to justice but also allows the community to stay informed about matters of great public interest. 

    “Such coverage fosters an environment where justice is not only done but is also seen to be done. The court order reinforces the democratic principle that justice should be accessible to all. We will continue supporting the families until we see justice served.”

    Nature Restoration Fund extended following success.

    The Scottish Government has invested over £65 million in projects across Scotland through its groundbreaking Nature Restoration Fund. 

    Established in 2021, it has funded hundreds of projects helping Scotland’s species, woodlands, rivers and seas back on the road to recovery.

    This years’ Programme for Government has committed to extend the Nature Restoration Fund (NRF) in 2026-27 to enable funding of a further round of multi-year projects. The extension will help ensure the priorities set out in the Biodiversity Strategy are met.

    Among the already successful projects is Highland Amphibians Reptile Project (HARP) which has boosted the survival rate of the Highland Great Crested Newt from 2% to 13%. This breeding success enabled the translocation of the UK’s rarest newts, which is thought to be a first in Europe.

    Additionally, work is being carried out by Scottish Entanglement Alliance (SEA), to reduce the entanglement of whales and basking sharks in fishing equipment, preventing their death or unnecessary suffering. Solutions currently being trialled could see the entanglement of some species reduced by 80% while preserving low impact creel fishing which supports coastal communities and livelihoods.

    Announcing the achievement at the NRF-funded Brerachan Water Restoration Project near Pitlochry, Climate Action Minister Dr Alasdair Allan said:

    “With more than 250 projects benefitting from the Nature Restoration Fund so far and our commitment to extend again this year, there can be no denying how serious we are about protecting and restoring our planet for future generations.

    “This funding goes a long way in helping to tackle the twin nature-climate crises, working to restore Scotland’s biodiversity at the same time as increasing our resilience to climate change, all while improving the health and wellbeing of local communities.

    “It’s fantastic to see how the work that has been completed here at Brerachan not only enhances habitats by planting native riparian trees but also introduces meander bends to improve the river’s connectivity to its floodplain. The benefits of projects like this will have a profound immediate effect on the local community but will continue to be felt for years to come.”

    “The Nature Restoration Fund was the key to the success of the Brerachan Water Restoration Project. The NRF funding enabled work to re-connect the Brerachan Water to its floodplain, restoring 25 hectares of outstanding, wildlife rich floodplain habitat.

    “The design involved the creation of a chute channel which takes water from the river onto the floodplain. In addition, sections of the existing open drainage network were infilled to help hold water across the site.  A number of ponds and backwater features were also created to further enhance and diversify habitats and maximise benefits to wildlife. 

    “This work has been highly successful. It has restored a drained and degraded flood plain into a rich and varied wetland habitat which will also help store flood water and reduce downstream flood risk.”

    NatureScot Chair Professor Colin Galbraith said:

    “The Nature Restoration Fund has come at a critical time and made a real difference, supporting hundreds of projects to take positive action for nature. As a result of this funding, people have been restoring saltmarshes and wetlands, enhancing rivers, creating woodlands and removing invasive non-native species to help our plants and wildlife flourish.

    “The range of projects that have been completed is impressive. They have helped to protect sharks and whales, allowed the return of water voles to parts of our rivers, created new areas of Scotland’s rainforest, and established pollinator networks across our towns and cities.

    Background

    In July 2021, the Scottish Government launched the Nature Restoration Fund, which provides additional funding for multi-year, multi-partner large scale nature restoration projects to deliver significant improvements in biodiversity.

    £19.55 million was invested in 2025-26.

    The Nature Restoration Fund makes grants available through two main strands:

    The open competitive strand, administered by NatureScot; and

    The Edinburgh Process strand, which provides direct allocations from the Scottish Government to Local Authorities and National Parks.

    The Fund’s priority themes are:

    1. Habitat and species restoration: Management for enhancement and connectivity
    2. Freshwater restoration, including restoration of natural flows in rural catchments
    3. Coastal and marine initiatives which promote restoration, recovery, enhancement or resilience
    4. Control of invasive non-native species (INNS) impacting on nature
    5. Urban: Enhancing and connecting nature across, and between, towns and cities.

    Climate change makes all factors more significant in impact. All project proposals must demonstrate how the project will help to address climate change and/or its impacts.

  • MIL-OSI United Kingdom: Urgent call to amend crab pot regulations

    The Leader of Plymouth City Council has issued an urgent appeal to the Devon and Severn Inshore Fisheries and Conservation Authority (IFCA) to address a critical issue threatening the livelihoods of the fishing community in Plymouth.

    Local fishermen in Devon are grappling with stringent regulations that mandate escape holes in crab pots. These escape holes are allowing octopus to enter, devour the crabs, and leave, resulting in empty pots and no catch for the day. This unique regulation to Devon is placing local fishermen at a significant disadvantage compared to their Cornish counterparts.

    The Leader of Plymouth City Council is advocating for an immediate, temporary amendment to remove the escape hole requirement in crab pots. This change would enable fishermen to catch and sell octopus, offering much-needed relief during these challenging times.

    Councillor Tudor Evans, who has written to IFCA, said: “Our local fishermen are facing an incredibly tough time. The current regulations are not just impractical; they are devastating. These escape holes are allowing octopus to feast on the crabs, leaving our hardworking fishermen with nothing to show for their efforts.

    “We urgently need IFCA to amend this directive and temporarily remove the escape hole requirement. This will allow our fishermen to catch and sell octopus, providing them with a crucial source of income. Once the octopus population stabilises, we can reinstate the escape hole requirement. But for now, this change is essential to support the livelihoods of our local fishing community and ensure they can continue to sustain their families.”

    Addressing members of Self Help Groups (SHGs) of Meghalaya representing Garo Hills, Khasi Hills and Jaintia Hills regions in New Delhi today, Shri Dhankhar said, “North East part of our country is our jewel. In 90s, that is about three decades ago, the Government of India had a policy and that policy was ‘Look East’. Prime Minister Narendra Modi gave an additional dimension to this policy – ‘Look East’ to ‘Act East’. And that action has taken place very effectively.     Highlighting the progress made under the ‘Look East, Act East’ policy, the Vice-President emphasized that Meghalaya holds immense potential in tourism, mining, IT, and services.     Commending the state’s economic progress, the Vice-President noted, “Economy of a state is determined by gross state domestic product, GSDP. And for that the state of Meghalaya has seen a rise of 13%. 13% rise year to year is very greatly commendable. Congratulations to the Chief Minister for his deep commitment to improve the economy of the state. And right now, it is projected to be more than 66,000 crores. Meghalaya is a large state when it comes to heart, but otherwise geographically not that large. But size of your economy is good. You’ve set a great target. And your target is the state is aiming for $10 billion economy by 2028.”

    Reflecting on the importance of inclusive growth, the Vice-President expressed, “The state has enormous talent, enormous potential in tourism, in mining, in IT, in service sector. But what is more important is, human resource must be nurtured. Human resource must be independent. And in that category also, societal growth, economic development is balanced when women come forward. I am so happy and delighted that both with respect to the revolving fund and the number, is a tenfold increase.”

  • MIL-Evening Report: It’s a hard job being environment minister. Here’s an insider’s view of the key challenges facing Murray Watt

    Australia’s new environment minister, Murray Watt, is reported to be a fixer. That’s good, because there’s a lot to fix.

    Being environment minister is a hard gig. It often requires difficult choices between environmental and economic priorities. In cabinet, the minister is often up against a phalanx of ministers with economic portfolios and overriding political imperatives such as jobs and growth. I saw this repeatedly over the 16 years when I held senior leadership roles in environment departments at territory and federal levels.

    In Labor’s first term, this tension played out again. Former environment minister Tanya Plibersek came to the role with big ideas. To that end, she tried to make Australia’s national environment laws fit for purpose and introduce a federal environmental protection agency (EPA).

    A cumbersome approach to consultation didn’t help, but ultimately it was development concerns led by big mining companies and West Australian Premier Roger Cook that saw the reform can kicked down the road. Perversely, the only legal reform we saw was an amendment to protect not a threatened species, but the salmon farms threatening it.

    Now it’s Watt’s turn. He has a reputation for getting things done and may drive a bargain to get some version of the EPA through. But that’s only one piece of the reform jigsaw and he’ll have to return to the mammoth task of reforming Australia’s national environment laws. He will have to push back against efforts by the Greens in the Senate to broaden the agenda to include climate and forests, and weather opposing pressures from industry and environment groups.

    Stalled reforms

    Watt’s largest challenge will be to revive the stalled Nature Positive Plan. This was the government’s response to the 2020 Samuel Review, which found Australia’s natural environment and iconic places were declining and under increasing threat, while national environmental laws were no longer fit for purpose.

    Samuel’s solution was groundbreaking: create new, legally enforceable national environmental standards to deliver better environmental protection. Last term, Labor committed to introducing the standards, reforming laws and introducing an EPA. Unfortunately, Plibersek ran out of time and most of the reforms were put on the backburner.

    Plibersek pitched an independent EPA as a tough cop on the beat, but it wasn’t independent enough for many environmentalists.

    Industry didn’t like it either. WA miners used their influence to attack the EPA for being unaccountable. Their lobbying worked and the EPA was pushed back. As one mining figure told the Australian Financial Review: “The heat [industry pressure] was no one’s first preference; it was just required because there was no other way to influence the actual policymaking.”

    Miners and other big businesses are likely worried the proposed independent EPA would reduce their influence. At present, the environment minister has near-complete discretion over approvals. Much of this discretion — and the political influence associated with it — would disappear with an independent EPA making decisions based on national environmental standards.

    More challenges are looming. Here are two:

    Gas extraction on the North West Shelf

    Watt will soon have to decide on Woodside’s application to expand gas extraction off Australia’s northwest coast. If approved, the North West Shelf Extension Project would be Australia’s largest resource project. Environmentalists hate it, describing it as a climate bomb. The WA government approved it last year.

    If Watt follows the pattern of his predecessors, we can expect to see the development approved subject to numerous conditions, pitched as strict environmental safeguards. Despite such safeguards applying to operations in Australia, the real damage done by the project will be global, not local, as the gas will be burned overseas.

    Murray-Darling Basin Plan

    The delayed ten-year review of the Murray-Darling basin plan is due in 2026. It will reopen old wounds. The basic problem is there’s not enough water for both the environment and irrigators.

    When the draft plan was first released in 2010, angry irrigators burned a copy of it. The government backpedalled furiously, eventually approving a plan with a lot less water returned to the environment. Experts say the plan hasn’t actually helped the environment.

    Watt is a former agriculture minister and will have insight into both sides. But he’ll need the wisdom of Solomon to come up with a successful approach.

    It’s hard to fix systems

    Making environmental headway is downright hard. The underlying problem is that politics is about trade-offs, but nature doesn’t negotiate. Nature is a system of systems, and if we take too much from it those systems begin to break down – usually irreversibly.

    In previous decades, governments often dealt with environmental problems by creating national parks and World Heritage areas. If only things were still that simple.
