  • MIL-OSI Global: Population explosions and declines are related to the stability of the economy and the environment

    For 200 years, we’ve been warned of unchecked population growth and how it leads to environmental instability. On the other hand, today some countries face decreasing populations, alongside increasing proportions of elderly people, causing economic instability.

    These two facets of population crises — explosions and declines — are occurring in different parts of the world, and have a global impact on the environment and on economies. Discussions about achieving economic and environmental sustainability must consider population changes, technology and the environment, given these concepts are closely interwoven.

    Population explosions and declines are related to both environmental and economic instability; some countries make reactionary choices that trade off short-term domestic economic progress over the environment.

    The crisis of population explosions

    In 1798, English economist Thomas Malthus warned of a population explosion, inferring that population growth will outstrip agricultural production. Malthus’s ideas became re-popularized by American scientist Paul R. Ehrlich in his book published at the height of population growth in the 1960s. Both predicted that a population explosion would cause shortages in resources and escalating environmental damage.

    Like Malthus, Ehrlich was criticized for a crisis “that never happened” because human ingenuity, a byproduct of population, overcomes the worst fears of environmentalists. This counter-argument relies on technological advances making more efficient use of resources while lowering the environmental impacts.

    This is best exemplified by efficiency gains of agriculture that have continued to feed a growing world. Ehrlich’s predictions of cumulative environmental damage are best illustrated by the growing intensity of climate change and species loss as the global population continues to grow even though the current growth rate is slower than it was in the 1960s.

    Unified growth theory describes how economies change over the long term. It starts with a period of slow technological progress, low income growth and high population growth. Over time, these conditions give way to a modern growth phase, where technology improves quickly, income rises steadily and population growth slows as societies go through a demographic transition towards stable population sizes.

    Technological progress positively contributes to national economies over the long term. However, early adoption of green technology often relies on finance and government incentives that may imply short-term economic burdens. Yet when green technology is implemented and coupled to slowing population growth, it leads to decreasing national environmental footprints that pave a way towards joint environmental and economic sustainability.

    The crisis of population declines

    Declining populations cause inverted age pyramids with larger numbers of elderly people. These shifting demographics cause economic instability. They also constrain technological progress and social security.

    Population declines work against the gains described by unified growth theory. Presently, 63 countries have reached their peak population and 48 more are expected to peak within 30 years. Fears of population decline are also being forecast at the global scale.

    The global population is predicted to peak between the mid-2060s to 2100, stabilizing at 10.2 billion from its present 8.2 billion.

    In their book, Empty Planet, political scientist Darrell Bricker and political commentator John Ibbitson warn that zero population growth will happen even faster. They argue once a country decreases its fertility to below replacement (2.1 children per woman), the social reinforcements of increasing urbanization, costs of raising children and increased empowerment over family planning make it almost impossible to increase the birth rate.

    For highly affluent countries, the per capita GDP is decreasing as the proportion of elderly in the population increases. Although this pattern doesn’t hold when less affluent countries are added, the figure demonstrates tangible economic impacts for countries grappling with aging populations.

    Simultaneous explosions and declines

    Affluent nations facing decline can react to economic instability in ways that counter global economic and environmental sustainability.

    In the past, affluent nations were the drivers of green technology. However, economic instability from population declines can cause reluctance to invest, adopt and share green technology crucial for mitigating environmental damage at the global scale.

    The issue is compounded by the fact that many countries overlook how their own decline in population growth contributes to economic instability. They instead focus on short-term solutions to their economic situation that may include unsustainable resource use.

    Left unaddressed, the real issue of population decline becomes unresolved, allowing social anxieties against immigration and global trade to grow. This can exacerbate the issue halting technology sharing, slowing economic growth and increasing economic inequality and environmental damage.

    The above is exemplified by policies now being implemented by the United States. Where immigration was previously used as a backstop against low fertility, growing cultural backlash to immigration pressures rooted in anxiety about economic uncertainties have generated new policies causing the deportation of millions of immigrants and closing borders. This will most likely accelerate a population decline in the U.S., as highlighted by a Congressional Budget Office report.

    At the same time, the U.S. is shifting its energy policy away from increased shares of renewable, green energy sources back to a focus on fossil fuels that will worsen climate damage.

    Climate damage costs are currently two per cent of global GDP, and may increase to between two to 21 per cent of some countries’ incomes by the end of the century. The growing applications of artificial intelligence (AI) and its high energy use will add to climate damage. AI may also contribute to the economic challenges related to population decline if it replaces, rather than supports, labour.

    Finally, tariff wars add new barriers against green technology sharing.

    Canada’s lowered immigration

    Canada, which already has a low fertility rate and is reacting to the U.S. trade war, has its own challenges. This year, immigration targets were decreased by 19 per cent. The lack of support for and subsequent removal of the carbon tax and possible extension of pipeline infrastructure could generate similar delays in the transition away from fossil fuels.

    In the most recent federal election, discussions about environmental policy were largely side-tracked by economic issues.

    Our research indicates that Canada and other affluent nations need to establish longer-term solutions to economic instabilities that mitigate environmental damage while promoting sustainable national and global economies.

    The United Nations Sustainable Development Goals offer pathways for economic, social and environmental sustainability. However, realizing these goals requires society to fully acknowledge the intertwined relationships between population growth, economy, environment and international technology-sharing in ways that transcend short-term national interests and reactionary policies.

    The past decade has seen strong momentum from social and natural sciences as well as international organizations, business and civil society. Unfortunately, the current climate of economic uncertainty is halting this progress — unless the public can force broader discussions about sustainable approaches back into the political sphere.

  • MIL-OSI Global: Colossal Bioscience’s attempt to de-extinct the dire wolf is a dangerously deceptive publicity stunt

    Colossal Biosciences, a Texas-based biotech company, made headlines this April after falsely claiming to resurrect the extinct dire wolf. The company presents this as a breakthrough for conservation biology. However, our team of conservation geneticists at the University of Western Ontario — along with many other academics views it as a dangerous deception.

    Colossal’s so-called dire wolf is not a resurrected species. It’s a genetically modified grey wolf. Its creation is a publicity stunt designed to generate profit, with serious consequences.

    TIME reports on claims that Colossal Biosciences has brought back the dire wolf.

    Jenga approach to conservation

    Conservation aims to safeguard ecosystems by preserving the networks of interaction between animals and their environment. Human activity has caused widespread habitat loss, driving extinction rates to levels estimated to be about 1,000 times higher than the natural background rate. We are living through a biodiversity crisis, and conservation remains our only real defence against further declines.

    Colossal proposes de-extinction to combat this crisis, using a Jenga-block metaphor to explain their approach. The ecosystem is a Jenga tower, with each species representing a block — and losing a species weakens the structure, pushing it closer to collapse. Colossal Biosciences proposes that inserting a de-extinct species where a block was lost could help restore ecosystem stability and prevent collapse.

    The premise isn’t entirely flawed; in some cases, introducing an animal into an unstable ecosystem to fill a lost ecological role can help restore balance. This is similar to reintroducing a species to an area where it once lived, which is a well-established conservation strategy.

    Conservation and cloning

    Likewise, cloning technology has the potential to aid in meaningful conservation projects. The U.S. Fish and Wildlife Service has successfully used the technology to help restore the black-footed ferret, a species once considered extinct.

    Every year scientists release 150 to 200 black-footed ferrets into their native habitat, with cloned individuals and their future offspring expected to strengthen the species’ chances of survival.

    The flaw in Colossal’s plan is that the animals they focus on — Ice Age megafauna like the mammoth and dire wolf — no longer belong to any modern ecosystem. Most of the species they once interacted with disappeared, along with their habitats, roughly 10,000 years ago.

    These synthetic animals are the wrong shape for our unstable Jenga tower. Forcing them into the gap might make the ecosystem more likely to collapse.

    ‘Frankensheep’: A cautionary tale

    A warning tale of misused cloning technology comes from Montana rancher Arthur Schubarth, who illegally cloned hybrid bighorn sheep — “Frankensheep” — for trophy hunting. His operation not only exploited endangered species for profit, but also triggered outbreaks of infectious disease, demonstrating the risks that unchecked cloning technology poses to wildlife and ecosystems.

    One of the most damaging aspects of Colossal’s announcement is the perpetuation of a decades-old myth that technology will save us. It would be comforting to believe we can genetically engineer our way out of the current biodiversity crisis, but that is not our reality.

    Introducing Ice Age animals would have unpredictable and potentially damaging consequences. And even if we focused on more suitable animals — those whose ecosystems still exist and could benefit from de-extinction — we could never keep pace with the current rate of biodiversity loss.

    Colossal’s de-extinction project also doesn’t tackle the forces driving extinction like climate change, habitat loss, exploitation, pollution and invasive species.

    That’s not the story Colossal wants the public to understand. They brand themselves as leaders in conservation to sell content — catchy memes, viral videos, photoshoots with Game of Thrones author George R.R. Martin and banter with Elon Musk about his future pet woolly mammoth.

    Concerning implications

    Valued at US$10.2 billion, Colossal is now contacting zoos about putting its pups on display.

    The Toronto Zoo and the Association of Zoos and Aquariums have issued warnings against participating in the development or display of de-extinct animals. Still, some zoos may jump at the opportunity to boost ticket sales by offering the public a glimpse of this sci-fi spectacle.

    As Colossal profits from marketing its greenwashed construct and hints at the creation of “Pleistocene Parks,” it is still unclear what this technology really means for the future of conservation.

    Worse still, the de-extinction myth provides a guise for undermining habitat protection.

    U.S. President Donald Trump’s administration has already cited Colossal’s announcement as justification for weakening the Endangered Species Act.

    Proposed changes to the act would give industrial activities greater freedom to destroy the habitats endangered species depend on — at a time when habitat loss remains the leading threat to species. A project marketed to rescue biodiversity could, instead, help speed up its decay.

    We are deeply concerned about the implications of Colossal’s announcement, but we hope this moment drives more public interest and funding toward the difficult and less glamorous work that needs to be done to protect habitat and conserve biodiversity. The fanfare around Colossal’s genetic engineering feat should not distract from the global biodiversity crisis, which remains truly dire.

  • MIL-OSI Global: As US doubles down on fossil fuels, communities will have to adapt to the consequences − yet climate adaptation funding is on the chopping block

    It’s no secret that warming temperatures, wildfires and flash floods are increasingly affecting lives across the United States. With the U.S. government now planning to ramp up fossil fuel use, the risks of these events are likely to become even more pronounced.

    That leaves a big question: Is the nation prepared to adapt to the consequences?

    For many years, federally funded scientists have been developing solutions to help reduce the harm climate change is causing in people’s lives and livelihoods. Yet, as with many other science programs, the White House is proposing to eliminate funding for climate adaptation science in the next federal budget, and reports suggest that the firing of federal climate adaptation scientists may be imminent.

    As researchers and directors of regional Climate Adaptation Science Centers, funded by the U.S. Geological Survey since 2011, we have seen firsthand the work these programs do to protect the nation’s natural resources and their successes in helping states and tribes build resilience to climate risks.

    Here are a few examples of the ways federally funded climate adaptation science conducted by university and federal researchers helps the nation weather the effects of climate change.

    Protecting communities against wildfire risk

    Wildfires have increasingly threatened communities and ecosystems across the U.S., exacerbated by worsening heat waves and drought.

    In the Southwest, researchers with the Climate Adaptation Science Centers are developing forecasting models to identify locations at greatest risk of wildfire at different times of year.

    Knowing where and when fire risks are highest allows communities to take steps to protect themselves, whether by carrying out controlled burns to remove dry vegetation, creating fire breaks to protect homes, managing invasive species that can leave forests more prone to devastating fires, or other measures.

    The solutions are created with forest and wildland managers to ensure projects are viable, effective and tailored to each area. The research is then integrated into best practices for managing wildfires. The researchers also help city planners find the most effective methods to reduce fire risks in wildlands near homes.

    In Hawaii and the other Pacific islands, adaptation researchers have similarly worked to identify how drought, invasive species and land-use changes contribute to fire risk there. They use these results to create maps of high-risk fire zones to help communities take steps to reduce dry and dead undergrowth that could fuel fires and also plan for recovery after fires.

    Protecting shorelines and fisheries

    In the Northeast, salt marshes line large parts of the coast, providing natural buffers against storms by damping powerful ocean waves that would otherwise erode the shoreline. Their shallow, grassy waters also serve as important breeding grounds for valuable fish.

    However, these marshes are at risk of drowning as sea level rises faster than the sediment can build up.

    As greenhouse gases from burning fossil fuels and from other human activities accumulate in the atmosphere, they trap extra heat near Earth’s surface and in the oceans, raising temperatures. The rising temperatures melt glaciers and also cause thermal expansion of the oceans. Together, those processes are raising global sea level by about 1.3 inches per decade.

    Adaptation researchers with the Climate Adaptation Science Centers have been developing local flood projections for the regions’ unique oceanographic and geophysical conditions to help protect them. Those projections are essential to help natural resource managers and municipalities plan effectively for the future.

    Researchers are also collaborating with local and regional organizations on salt marsh restoration, including assessing how sediment builds up each marsh and creating procedures for restoring and monitoring the marshes.

    Saving salmon in Alaska and the Northwest

    In the Northwest and Alaska, salmon are struggling as temperatures rise in the streams they return to for spawning each year. Warm water can make them sluggish, putting them at greater risk from predators. When temperatures get too high, they can’t survive. Even in large rivers such as the Columbia, salmon are becoming heat stressed more often.

    Adaptation researchers in both regions have been evaluating the effectiveness of fish rescues – temporarily moving salmon into captivity as seasonal streams overheat or dry up due to drought.

    In Alaska, adaptation scientists have built broad partnerships with tribes, nonprofit organizations and government agencies to improve temperature measurements of remote streams, creating an early warning system for fisheries so managers can take steps to help salmon survive.

    Managing invasive species

    Rising temperatures can also expand the range of invasive species, which cost the U.S. economy billions of dollars each year in crop and forest losses and threaten native plants and animals.

    Researchers in the Northeast and Southeast Climate Adaptation Science Centers have been working to identify and prioritize the risks from invasive species that are expanding their ranges. That helps state managers eradicate these emerging threats before they become a problem. These regional invasive species networks have become the go-to source of climate-related scientific information for thousands of invasive species managers.

    The rise in the number of invasive species projected by 2050 is substantial in the Northeast and upper Midwest. Federally funded scientists develop these risk maps and work with local communities to head off invasive species damage.
    Regional Invasive Species and Climate Change Network

    The Northeast is a hot spot for invasive species, particularly for plants that can outcompete native wetland and grassland species and host pathogens that can harm native species.

    Without proactive assessments, invasive species management becomes more difficult. Once the damage has begun, managing invasive species becomes more expensive and less effective.

    Losing the nation’s ability to adapt wisely

    A key part of these projects is the strong working relationships built between scientists and the natural resource managers in state, community, tribal and government agencies who can put this knowledge into practice.

    With climate extremes likely to increase in the coming years, losing adaptation science will leave the United States even more vulnerable to future climate hazards.

  • MIL-OSI Global: Endometriosis: daily pill to manage symptoms will soon be available on the NHS – here’s how linzagolix works

    A daily pill to treat endometriosis has just been recommended by the National Institute for Health and Care Excellence (Nice). Once available on the NHS, linzagolix will provide a new treatment option for those who have been unable to manage the condition using other standard treatments.

    Endometriosis affects one in ten women of reproductive age. The condition causes the lining of the womb (the endometrium) to grow outside the uterus – most commonly in the pelvis, bladder and bowel. This causes wide and varied symptoms, including heavy, painful periods, pelvic pain between periods, pain when using the toilet, painful sex, tiredness and difficulty getting pregnant. Up to half of women diagnosed with endometriosis experience infertility as a consequence of the condition.

    Endometriosis currently has no cure. Available treatments include the use of painkillers, hormonal contraceptives and surgery to remove lesions. However, these treatment options are often inadequate and, in many cases, aren’t suitable for patients for many reasons – including existing medical conditions, pregnancy or because of the risk of side-effects or complications.

    Endometrium growth (both inside and outside of the womb) is driven by the reproductive hormone oestrogen. As such, blocking oestrogen can help prevent or slow the growth of the abnormal endometrial tissue and help relieve symptoms in people with endometriosis.

    This is what linzagolix aims to do. Linzagolix is a gonadotrophin releasing hormone (GnRH) antagonist, which works by suppressing oestrogen – inducing a “medical menopause”. Medical menopause refers to the cessation of periods as a result of a prescribed medical treatment. Menopausal symptoms are typically reversed as soon as the drug is no longer being used.

    The hypothalamic-pituitary-ovarian axis is vital in women. It regulates the hormones involved in the menstrual cycle (including the release of oestrogen). GnRH is produced by a brain region called the hypothalamus. Usually, GnRH would bind to receptors in the pituitary gland (a small, pea-sized gland found at the base of the brain in line with the top of the nose) leading to the release of follicle stimulating hormone (FSH) and luteinising hormone (LH). FSH and LH then stimulate the ovaries to produce oestrogen and progesterone.

    But linzagolix works by attaching to the pituitary gland GnRH receptors and preventing the GnRH from attaching. With no GnRH, FSH and LH are rapidly suppressed. This in turn leads to a decrease in oestrogen production from the ovary.

    Linzagolix has been shown to cause a statistically significant reduction in painful periods and general pelvic pain in multiple trials. Patients saw the greatest benefits when taking a dose of 75mg or more. Significant relief from pelvic pain was noted by week 12 and maintained or even enhanced by weeks 24 and 52.

    The side-effect from linzagolix that is most worrying is loss of bone mineral density due to the suppression of oestrogen. However, this was only really a concern when patients were taking doses of 200mg. In this instance, patients would need to be prescribed add-back hormone replacement therapy (HRT) – low doses of oestrogen and progesterone that help prevent the loss of bone mineral density while on a treatment that induces medical menopause. Add-back HRT can also help treat the crippling menopausal symptoms that women of reproductive age suffer with while in a medical menopause.

    Unfortunately, add-back HRT is not suitable for all patients – especially those who have other medical conditions.

    Take-at-home treatment

    Linzagolix will be prescribed to those that have failed usual hormonal treatments (such as the combined pill, progesterone-only pill or hormonal coil) or surgery.

    Linzagolix will be the second take-at-home pill to become available on the NHS for treating endometriosis in those that have failed other treatments.

    In March, Nice also approved relugolix. This drug works similar to linzagolix, but has add-back HRT included in the prescription. Since add-back HRT isn’t suitable for everyone, linzagolix has the advantage of being a more tailored treatment option for women with endometriosis.

    Linzagolix also offers multiple advantages over GnRH agonists, which are also used to manage endometriosis. GnRH agonists fully suppress the release of oestrogen. This can lead to many side-effects, including hot flushes, loss of libido, vaginal dryness and bone mineral density loss. But because linzagolix is a GnRH antagonist, this means it can be tailored to only partially suppress oestrogen, leading to fewer side effects.

    Linzagolix is taken orally, whereas GnRH agonists need an injection every month or three months to work.

    Linzagolix is also rapidly reversible, whereas GnRH agonists have unpredictable reversibility, it can take months for ovarian function to return to normal when using GnRH agonists. This is clearly a problem for those wishing to conceive or stop the treatment due to side-effects. Linzagolix has a short half life which means it does not stay in a person’s system for very long.

    The most commonly reported side-effect of linzagolix are hot flushes – though this usually only occurs when a patient is taking a higher dose of the drug. Bone mineral density loss can also occur at higher doses, which is why add-back HRT will be needed in these instances.

    Endometriosis affects millions of women. Current treatment options are limited – and with no cure in sight, any additional treatments offer new hope for those affected. Linzagolix may soon offer a lifeline to those with endometriosis who haven’t been able to find relief using other treatments.

  • MIL-OSI Global: Fifty years ago, Junko Tabei became the first woman to summit Everest – why do so few people know her story?

    It was May 4 1975. The Japanese Women’s Everest Expedition team had been living at a high altitude for six weeks, and were less than a week away from their scheduled bid for the summit of Mount Everest. Exhausted, having established camp five at just below 8,000m on the south side of the mountain, Junko Tabei and the team descended to camp two at 6,300m to rest.

    Then – avalanche!

    In the early hours, tons of ice and snow engulfed the camp, burying several of the teammates. Crushed by the snow and ice, Tabei was unable to move. It took the strength of four Sherpas, the elite Nepali climbing guides assisting the expedition, to pull her out. Suffering severe bruising, Tabei argued that she did not need to be returned to base camp to recover, and would remain at camp two.

    “There was no way I was leaving the mountain,” she later recalled in her memoir.

    It had taken five years for this group – the first all-women team – to get to Everest. The pressure on them to succeed was immense, given the limited number of annual international permits to climb Mount Everest issued by the Nepalese government. If they gave up, they might have to wait several years to make another attempt.

    Meanwhile, on the Tibetan side of the mountain, Tabei’s team had competition. A 200-strong Chinese team was also working to place a woman on the summit at the same time.

    From the late 1950s, Tibetan women were recruited to participate in state-sponsored Chinese mountaineering expeditions. In 1958, Pan Duo had been selected to participate in the successful Chinese 1960 Everest expedition – but was ordered to remain below 6,400 metres because above that height was “a man’s world”. Nonetheless, Pan Duo – referred to as “Mrs Phanthog” in some older accounts – was celebrated in her country and elected deputy captain of the 1975 Chinese Everest Expedition.

    Unfortunately, the Chinese team suffered a climbing accident resulting in the death of a team member. They retreated to recover – only to be ordered by the Chinese government to “climb ahead of the Japanese women”.

    They were too late. On May 16 1975, the all-women Japanese expedition worked together to place Tabei on the summit of Everest. Two team members – Tabei and Yuriko Watanabe – had been nominated to make the summit attempt. However, other teammates were suffering from altitude sickness, so Watanabe was assigned to help return them to camp two.

    The ascent Tabei was making was arduous. Given her injuries, it took great tenacity to muster the strength to continue. But finally, she took her last steps to the summit, becoming the first woman and 40th person, according to the latest official record, to summit the peak. She was part of only the tenth successful Everest expedition, later recalling:

    I felt pure joy as my thoughts registered: ‘Here is the summit. I don’t have to climb any more.’

    Eleven days later, the Chinese team returned to the high slopes to make another attempt. Using minimal oxygen, Pan Duo was also successful, becoming the second woman to summit Everest – and the first to climb the harder northern side of the mountain.

    Prior to these two successful expeditions, only 38 people had summited Everest – all of them men. News of Tabei’s feat travelled fast across Asia, leading to national celebrations in Japan, Nepal and India. But it made little impact in the west.

    In my own career as both a mountaineer and researcher of adventure tourism, I had been struck by how few women I encountered on the mountainside. I wanted to understand why this might be, and what women had achieved. It was through this research that I discovered Tabei’s story.

    I was astonished both by her achievements – she is also the first woman to complete the “Seven Summits”, climbing the highest peaks on every continent – and by how few prominent mountaineering organisations and mountaineers appeared to know about her.

    Tabei’s bravery helped her lead record-setting all-women expeditions and overcome the mountain of sexism in this male-dominated space. Yet very few organisations, even in Japan, have thought to celebrate the 50th anniversary of the first ascent of Everest by a woman.

    Breaking the mould

    Historically, men have dominated the public record in mountaineering. In the last few years, the 70th anniversary of the first summit of Everest in 1953 by Sir Edmund Hillary and Tenzing Norgay has been marked, along with the centenary of the unsuccessful and fatal attempt by George Mallory and Andrew Irvine in 1924.

    During that period, women were excluded from many mountaineering clubs. When they did join, they often faced prejudice, were discouraged and sometimes not permitted to publish records of their adventures. In 1975, women were finally admitted to the Alpine Club, the first and one of the most prestigious climbing institutions.

    At a time when Japanese women were expected to remain at home, many members of the Japanese Women’s Everest Expedition, including Tabei, were working, with two of them also raising children. Tabei’s daughter, Noriko, was three at the time of her Everest summit. Tabei later revealed that the expedition encountered significant resistance:

    Most of the men in the alpine community opposed our plan, claiming it would be impossible for a women-only expedition to reach Everest.

    As a married woman and the assistant expedition leader, Tabei felt torn between motherhood and mountaineering, explaining: “Although I would never forfeit Everest, I felt pulled in the two directions of mountains and motherhood.”

    Facing unsympathetic attitudes from team members when childcare conflicts arose, Tabei realised she needed to put in extra effort to prove herself as a leader.

    Years before the Everest expedition, Tabei and other Japanese women were already logging major climbing achievements across the globe. These included the first ascent of the north face of the Matterhorn by an all-women’s team in 1967, and the first all-women’s Japanese expedition to the Himalayas in 1970 to climb Annapurna III. Tabei was both the first woman and Japanese person to ascend the peak.

    This set the scene for the Japanese Women’s Everest Expedition. To locate and train suitable candidates for the expedition, Tabei helped establish the Joshi-Tohan Japanese Ladies Climbing Club, founded on the slogan: “Let’s go on an overseas expedition by ourselves.”

    Tabei’s contribution to women’s high-altitude mountaineering was astounding. To reach Everest, she defied mid-20th-century social norms that tied Japanese women to domestic roles, later musing: “I tried to picture myself as a traditional Japanese wife who followed her husband. The idea never sat well with me.”

    Throughout her career, Tabei contributed significantly to the emerging culture of women’s climbing and mountaineering expeditions. She felt strongly that climbing with other women was more rewarding because there was greater physical equality.

    In 1992, she became the first woman to ascend the highest peaks on all seven continents. Using her celebrity, Tabei was also an activist for environmental change in high-altitude regions, having grown appalled by the degradation of fragile mountain glaciers that was being caused by the mountaineering industry.

    With her friend and Everest teammate Setsuko Kitamura, Tabei established the first Mount Everest conference in 1995, inviting all 32 women who had by then successfully climbed Everest (not all attended). Under her leadership, this transnational exchange created a space to celebrate women’s mountaineering achievements.

    Soon after her Everest achievement, Tabei had been a symbol of social progress and women’s emancipation at the UN International Women’s Year world conference. Yet her status as one of the greatest high-altitude mountaineers has since faded from the public eye. This has much to do with the stories we tell about man – and it’s almost always a man – vs. nature.

    Telling her own story

    Hillary’s much-lauded autobiography, High Adventure (1955), was published two years after his first successful ascent of Everest. In contrast, it was 42 years after her ascent before Tabei’s memoir, Honouring High Places, was published and translated.

    The way Japanese women’s experiences were represented in the media did not, in Tabei’s view, represent the reality of women’s experiences. She was particularly perplexed by the inability of the press to see beyond her gender. She was repeatedly asked how it felt “as a woman” to climb at high altitudes.

    Portrayals of Tabei focused on her stature as a small Japanese woman. This only reinforced the perception that women like her did not fit the norm of the heroic white, male mountaineer. She reflected:

    When people meet me for the first time, they are surprised by my size. They expect me to be bigger than I am, more strapping, robust, like a wrestler … I was always puzzled by this, by people’s obsession with the physical appearance of a mountaineer.

    To counter this narrative, Tabei brought a new approach to writing about Japanese women mountaineers’ achievements – challenging the tendency of traditional Japanese expedition publications to gloss over the harsh realities of expedition life.

    Critical of the flowery and vain writing style of these reports, Tabei’s frank accounts reported on the “unkinder side of human behaviour”. Making tough choices was particularly difficult for women, she wrote, because of their social conditioning to be a “good person”:

    It was unusual enough to be a female climber in that era of yesteryear, let alone to make a stand in front of your friends that would possibly upset them.

    Transcending these social norms had a personal impact. Tabei lamented that, although “I remained strong-willed about Everest, tears of doubt fell down my cheeks at night”.

    Her honesty was criticised by some in the established mountaineering community in Japan, particularly in her published account, Annapurna: Women’s Battle, which expressed the raw emotions and feelings experienced on their 1970 expedition. Tabei shared “the feelings of the team members when things failed to go in the direction they had envisioned … We put our honest experiences on paper”.

    Reflecting on how she had to overcome social norms to lead the expedition – “In my day, we were strictly advised that being different was abnormal” – Tabei concluded that: “A person must be able to voice her opinion without worrying about criticism.”

    A problem of representation

    Ever since the late 1850s, women have made a significant yet often-hidden contribution to mountaineering. It retains a powerful legacy of male-dominated clubs and governing institutions founded on masculine norms such as risk-taking. This has often cast mountaineering achievements in a way that privileges men.

    Clubs established traditions based on the first ascents of mountains – very few of which were made by women. Their absence from leading mountaineering clubs and lack of representation in published club journals meant their achievements were often attributed to male companions.

    In 1872, the American climber Meta Brevoort felt it best, due to social prejudice, to publish her extraordinary first ascents in the European Alps under the name of her nephew, William A.B. Coolidge. Mountaineer and author David Mazel notes that Brevoort’s account was “carefully written to conceal the author’s sex”.

    Mountain exploration and climbing have traditionally been framed as heroic endeavours dominated by men. Figures such as Hillary, Mallory and Reinhold Messner are celebrated for their bravery, strength and leadership — traits associated with masculinity.

    Early mountaineering narratives often emphasised physical endurance, dominance over nature, and the ability to withstand extreme conditions – reinforcing ideas of masculine heroism. Mountains as towering, imposing and seemingly unconquerable landscapes have been metaphorically linked to power and challenge.

    Traditions that have been passed down through generations – from ascent styles to route names – have also been synonymous with masculinity. In the words of mountaineering historian Walt Unsworth, climbing Everest “is the story of Man’s attempts to climb a very special mountain”.

    This has had real-world consequences for mountaineering. Today, only 6% of British mountain guides are women, while globally, less than 2% of those registered to the International Federation of Mountain Guide Association (IFMGA) are women. If you don’t see your face reflected, it becomes a daunting prospect to imagine yourself in mountaineering – whether as a mountain guide, or an amateur mountaineer like me.

    By 2024, women represented 13% of all Everest summiteers since 1953, yet their stories are seldom told. White, male, able-bodied and middle-class voices dominate representations in published records and popular portrayals of adventure on the world’s highest mountain.

    As anthropologist Sherry B. Ortner attests, this is not surprising given mountaineering’s history as a western imperialist and colonising project that aimed to conquer nations and nature, built upon all-male institutions. Yet men and women have the same statistical odds of making a successful summit or dying on Everest.

    Julie Rak, in her book False Summit, shows how some accounts can treat women’s achievements with ambivalence, and at worst question their authenticity. It has even been suggested that Tabei was effectively dragged up the mountain by her friend, the male Sherpa Ang Tsering.

    Having suffered significant trauma following the avalanche that nearly wiped out their 1975 expedition, Tabei showed enormous courage and resilience to summit Everest just a few days later. She describes the ascent as difficult – and yes, accepted help from Ang Tsering – but this was her achievement, not a “stunt” to be denied by those who were not even present.

    Diversity on the mountain

    Since Tabei’s Everest summit, mountaineering has undergone changes as a sport, shifting from an elite, exploratory pursuit to a commercialised industry where wealthy clients can hire companies to reach summits with professional support.

    From the late 1980s, high-altitude mountaineering became a valuable tourism commodity. Seizing the opportunity to boost tourism, the Nepalese government began to issue more permits, fuelling the growth of commercial companies offering clients the opportunity to be guided up 8,000-metre summits. In 2023, Nepal welcomed over 150,000 high-altitude trekking and mountaineering visitors, with 47 teams attempting to climb Everest.

    Yet despite the popularity and commercialisation of the sport, mountaineering remains stubbornly resistant to diversity.

    Scholar Jennifer Hargreaves argues that women have been excluded from being represented as the “sporting hero”. What constitutes our cultural identity, meaning and values almost exclusively solidifies heroic masculinity in most forms of sport, including mountaineering.

    And much of this is due to the stories that are – not – told.

    Delphine Moraldo’s research found that of the mountaineering autobiographies published in Britain and Europe from the late 1830s to 2013, only 6% were written by women.

    Historically, literary representations of women mountaineers have often been met with ambivalence, their achievements portrayed as lesser. Women are stereotyped as weaker, bound to domesticity and lacking the hardiness required to be a “good mountaineer”.

    These perceptions, coupled with a lack of representation, have reduced women’s opportunities to secure funding for expeditions, or to access female-specific clothing and equipment. Tabei and her team had to make their own expedition clothing because women’s sizes did not exist, a problem that remains today. When raising sponsorship for Everest, she was told: “Raise your children and keep your family tight, rather than do something like this.”

    But while there is still a mountain to climb when it comes to attaining equality in adventure sports, there is a growing body of research and media celebrating women’s achievements – from campaigns such as Sport England’s This Girl Can to films charting the lives of some women mountaineers.

    A hidden sisterhood

    Junko Tabei and Pan Duo’s names may never be as well known as Edmund Hillary’s. But they are just two of many women whose achievements reach far beyond the peaks. I’ve written about many of them in my research.

    Polish mountaineer Wanda Rutkiewicz was the third woman and first from Europe to summit Everest. When asked in 1979 by high-altitude record holder Maurice Herzog why she had climbed Everest, Rutkiewicz responded that she did it for “women’s liberation”. By the late 1980s, such activism was harnessed by large sponsors such as Tata Steel, who recruited Indian mountaineer Bachendri Pal, the fifth woman to summit Everest, to lead a women’s adventure programme.

    Corporate sponsorship has, however, eluded many leading women mountaineers. Despite all her outstanding achievements – including holding a world-record ten Everest summits by a woman – Lhakpa Sherpa struggled for years to achieve recognition and the status of her male contemporaries. In 2019, writer Megan Mayhew Bergman asked why she didn’t have sponsors.

    More recently, however, Lhakpa Sherpa’s mountaineering career was documented in the 2023 Netflix documentary Mountain Queen, which raised her profile and has led to new sponsorship opportunities.

    There is also work being done to change the exclusion of women from mountaineering. In Nepal and around the world, charitable organisations have been initiated by women mountaineers to help their fellow women climbers, including Empowering Women Nepal and 3Sisters Adventure Trekking.

    My research has shown how women and mountaineers from other marginalised backgrounds can use their successes to become role models for and drivers of social change.

    Tabei, for example, was appalled at the degradation mountaineering had caused to Mount Everest, and spoke out about the need for responsible mountaineering and conservation. She led cleanup expeditions and researched the environmental impact of tourism and climate change on both mountain ecosystems and local communities.

    Tabei’s efforts helped bring global attention to the need for conservation in high-altitude environments, inspiring climbers to take a more responsible approach to their expeditions.

    In research about Asian women’s contribution to climbing Everest, I examined how the struggle for women’s emancipation, empowerment and recognition is a phenomenon that is shared globally. A new generation of Asian women mountaineers such as Dawa Yangzum Sherpa, the first woman to achieve IFMGA status, and Shailee Basnet are defying gender norms and achieving status as internationally recognised mountaineers and mountaineering guides.

    Basnet became one of ten women to scale Everest in 2008 as part of Sagarmatha Expedition, which was established to draw attention to climate change and gender equality, and to reclaim the Nepali name for the mountain: Sagarmatha. The expedition brought together ten women from six different religious, caste and ethnic backgrounds. All ten reached the summit, making it the most successful women’s expedition to date.

    Following this, in 2014 Basnet led the formation of the first all-women Seven Summits project to climb the highest peak on every continent. Importantly, she harnessed the team’s newfound profile to undertake a large-scale social justice programme, visiting hundreds of schools, leading hikes and giving talks across the Kathmandu Valley. Their mission was to improve educational awareness concerning opportunities for women and girls, and also to protect the environment.

    ‘A life we would never regret’

    Since the mid-1950s, a hidden sisterhood has forged a route for women to access high-altitude mountaineering. Their impact has reached far beyond the expeditions they led.

    Women have used their status as mountaineers to empower and support other women to achieve social, political and environmental justice, and raise awareness about poverty, sex trafficking, religious and ethnic marginalisation, environmental degradation and the impact of mass tourism.

    Junko Tabei was a pioneer whose tenacity helped a whole generation of women in mountaineering. By not recognising their achievements, we deny an important part of our cultural heritage – and miss the opportunity to learn and share the inspirational work that women continue to undertake.

    Tabei’s memoir is not simply a remarkable mountaineering account, it is, in the words of Julie Rak, a feminist text that challenges what society has always thought it means to be heroic, brave and adventurous.

    Tabei died in 2016 at the age of 77. On the 50th anniversary of one of her many achievements, it’s fitting to end with these words from her memoir:

    My approach was one of not worrying about the loss of a job or missing out on a promotion. I felt it was important to live a life we would never regret.

  • MIL-Evening Report: Bindi Irwin was rushed to hospital for appendix surgery. But what is appendicitis?

    Bindi Irwin has reportedly been rushed to hospital in the United States to undergo emergency surgery for a ruptured appendix.

    According to brother Robert Irwin, “she’s going to be OK”, however the 26-year-old was forced to miss an annual gala event honouring her late father Steve Irwin.

    So what is the role of the appendix, and in what circumstances can it rupture? Here’s what you need to know about appendicitis.

    What is the appendix?

    The appendix is a finger-like pouch attached to the large intestine. It can be found on the right of our lower abdomen.

    For a long time, there was a theory that the appendix was an evolutionary remnant which may have played a role in our ancestors’ digestion, but wasn’t overly useful for modern humans following contemporary diets.

    However emerging research has shown the appendix could play a role in the body’s immune function and microbiome, particularly in the gut. The gut microbiome may be disrupted by infection or antibiotics and the appendix may help the gut flora replenish and recover.

    That said, most people who need to have their appendix removed to treat appendicitis do completely fine without it.

    What is appendicitis, and what are the symptoms?

    Appendicitis is typically a bacterial infection. Most commonly, appendicitis starts with blockage of the appendix, caused for example by a hardened piece of stool or swelling. Once blocked, bacteria in the appendix are not cleared as normal, but build up. In turn this leads to inflammation and infection of the appendix, and in some instances the appendix can burst or rupture.

    The more time that elapses before someone with appendicitis is treated, the greater the risk the appendix may rupture.

    Rupture is more common in children, accounting for roughly one-quarter of all cases. This is especially so for younger children, who might not have the words to describe their symptoms and might not show the classic signs, both of which can delay diagnosis.

    But even in adults, sometimes the symptoms can be hard to discern from other things.

    Typically, early symptoms of appendicitis can be vague, and can easily be mistaken for something else, such as viral gastroenteritis. They might include a lack of appetite, vomiting, diarrhoea, low grade fever, together with general tummy pain around the belly button.

    Over hours or days the pain increases in severity and becomes localised to the right lower part of the abdomen.

    How common is appendicitis?

    Across the country, more than 40,000 Australians are hospitalised with appendicitis each year. The condition is responsible for around 180 of every 100,000 hospitalisations.

    It’s estimated that about one in 12–15 people will experience appendicitis in their lifetime.

    Appendicitis is more common in children and young people. The “peak” age group for appendicitis is between about age 10 and 30, but it can certainly happen in other age groups too.

    How is appendicitis diagnosed and treated?

    For the most part the diagnosis of appendicitis is made clinically – in other words, by talking to the patient and examining them. There may be a role for blood tests and scans to help make the diagnosis, but these tests may not be able to distinguish between appendicitis and other causes of abdominal pain.

    For most people, appendicitis is treated with a surgery called an appendicectomy (where the appendix is removed) together with intravenous antibiotics.

    Some people may be treated only with antibiotics. However research suggests removing the appendix, alongside antibiotics, is more effective.

    Nowadays an appendicectomy is generally a keyhole (or laproscopic) surgery, meaning it’s minimally invasive, doesn’t leave a big scar, and sees patients back on their feet sooner.

    Some patients will be able to be discharged from hospital the day after surgery, while others will stay a few days. Hospital-in-the-home is a positive alternative which can help patients get home sooner, even many children treated for a ruptured appendix.

    An appendicectomy can be performed whether the appendix has burst or not. But the surgery is more complex, and the recovery longer, if the appendix has ruptured.

    For a minority of people, appendicitis can have complications, for example infections and scars inside the abdomen or at the site of surgery. Untreated, appendicitis can be life-threatening and even in the setting of well-organised health systems such as ours in Australia, there are instances of death due to appendicitis. This is thankfully rare, with mortality rates as low as 0.02% of appendicetomies performed in Australia.

    Fortunately, for most people, a bout of appendicitis and its treatment with surgery does not leave a long-lasting legacy and a return to full health and life is a few quieter weeks away. Hopefully this will be the case for Bindi Irwin, and we join the rest of Australia in wishing her a quick and complete recovery.

    From January 1, 2026, Russia will begin implementing the updated Concept for the Sustainable Development of Indigenous Peoples of the North, Siberia and the Far East until 2036. The order approving it was signed by Prime Minister Mikhail Mishustin.

     

    The main goals of the concept are the economic, social and cultural development of indigenous peoples, the preservation of their original territories of residence, as well as support for their traditional way of life, economic activity and culture.

     

    Thus, work on preserving the original territories of residence of small peoples implies monitoring the ecological state of such places, as well as taking into account the interests of indigenous peoples when implementing infrastructure projects. Representatives of the peoples of the North should be involved in public hearings and environmental assessments when developing federal and regional programs for the development of natural resources.

     

    Support for traditional economic activities and trades of indigenous peoples is supposed to be carried out by improving the mechanisms for their priority use of hunting and fishing grounds. In addition, it is necessary to promote products of traditional trades on the domestic and foreign markets. Other areas include the development of the tourism industry and grant support for small and medium entrepreneurs.

     

    The creation of a comfortable and safe living environment will proceed in several directions at once. One of them is improving the quality of communications and providing access to the Internet. Another is expanding the network of multifunctional public service centers, including by organizing mobile teams of MFC specialists. This also includes the development of a network of medical institutions, organizing medical examinations and medical check-ups, expanding the use of telemedicine technologies and mobile forms of assistance.

     

    A separate section of the concept is devoted to ensuring accessibility of education. Such work, in particular, involves providing schools in areas where indigenous peoples live with modern equipment and textbooks in their native languages. A new vector of work is supporting the languages of small peoples in the information and digital space. This means creating keyboard layouts, electronic dictionaries, online translators and search engines.

     

    A special place is occupied by the topic of preserving the ethnocultural heritage and traditions of the peoples of the North, Siberia and the Far East. The events of this section include preserving and popularizing cultural heritage objects and intangible ethnocultural heritage objects (legends, songs, rituals). In addition, assistance will be provided to the activities of theaters and folk groups that use native languages in their performances. Fundamental and applied scientific research in the field of history, culture, and ethnography of small peoples will receive state support.

     

    The Federal Agency for Nationalities Affairs, together with other interested government bodies, has been tasked with developing an action plan for implementing the concept within six months.

     

    The previous concept for the sustainable development of indigenous peoples of the North, Siberia and the Far East, the implementation of which will continue until the end of 2025, was approved in 2009.

    –  having regard to the report of the Committee on Budgetary Control (A10-0054/2025),

    A.  whereas in the context of the discharge procedure, the discharge authority wishes to stress the particular importance of further strengthening the democratic legitimacy of the Union institutions by improving transparency and accountability, and by implementing the concept of performance-based budgeting and good governance of human resources;

    B.  whereas the European Economic and Social Committee (the ‘Committee’) is an advisory body of the Union providing a forum for consultation, dialogue and consensus among representatives of the various economic, social and civil components of organised civil society from the Member States;

    C.  whereas the Committee contributes to the Union decision-making process and, by ensuring links between Union policies and economic, social and civic circumstances, it pursues its missions of better law making, participatory democracy from the bottom up and the promotion of European values;

    D.  whereas the consultation of the Committee by the Commission or the Council is mandatory in certain cases, and the Committee may also adopt opinions on its own initiative while enjoying a wide area for referral as defined by the Single European Act, the Maastricht Treaty and the Amsterdam Treaty, allowing it to be consulted by Parliament;

    E.  whereas the Committee’s commission for financial and budgetary affairs (CAF) is the Committee’s supervisory body for all budgetary procedures and, in particular, the establishment of the budget estimates, the budget implementation, the annual activity report, the discharge and the follow up to the annual report of the Court of Auditors (the ‘Court’);

    F.  whereas in the last years the Committee has taken initiatives to attract and retain skilled staff, optimise its organisational structure and working methods and promote a respectful working environment, in the context of a limited budget;

    1.  Notes that the budget of the Committee falls under MFF heading 7 ‘European public administration’, which amounted to a total of EUR 12,3 billion, i.e. 6,4 % of Union budget spending, in 2023; notes that, in 2023, the budget of the Committee represented 1,29 % of MFF heading 7 appropriations;

    2.  Notes that the Court, in its Annual Report for the financial year 2023 (the ‘Court’s report’), examined a sample of 70 transactions under Heading 7, of which 21 (30 %) contained errors; further notes that for five of those errors, which were quantified by the Court, the Court estimated a level of error below the materiality threshold;

    3.  Notes from the Court’s report that administrative expenditure includes expenditure on human resources including pensions, which in 2023 accounted for about 70 % of the total administrative expenditure, and on buildings, equipment, energy, communications and information technology; welcomes the fact that the Court concluded, as it did in previous years, that, overall, administrative spending is low risk; notes that the Court did not identify any specific issue concerning the Committee in 2023;

    Budgetary and financial management

    4.  Notes that the final adopted budget for the Committee was EUR 158 767 970 in 2023, representing an overall increase of 4,1 % compared to 2022; notes from the Committee’s replies to the questionnaire submitted by the Committee on Budgetary Control for the 2023 budgetary discharge (the ‘Questionnaire’) and the Committee’s annual activity report for 2023 (the ‘Annual report’) that the remuneration and allowances budget line (expenses with Committee’s staff and Members) increased by 8,4 % between 2022 and 2023 due to the inflation; notes from the Questionnaire that the budget for outside assistance for the operation, development and maintenance of software systems increased by 33,70 % from 2022 to 2023 due to the Committee having made the implementation of its digital strategy for 2024-2026 a priority in 2023; notes that, otherwise, the distribution of appropriations across other budget lines in the Committee’s 2023 budget remained comparable to previous years’ distribution;

    5.  Notes with satisfaction that the rate of the Committee’s budget implementation of current year commitment appropriations increased further from 96,12 % in 2022 to 98,70 % in 2023, leaving behind the lower budgetary implementation in previous years due to the COVID-19 pandemic and the related travel restrictions; notes further that the current year payment appropriations execution rate increased from 88,12 % in 2022 to 90,67 % in 2023; notes that the average payment time in 2023 was 20,14 days, higher than in 2022 (i.e. 18,34 days);

    6.  Notes that the carry-over of appropriations from 2023 to 2024 amounted to EUR 13 827 713 (i.e. approx. 8,70 % of the Committee’s budget for 2023), which represents a decrease from the previous year’s level of EUR 20 162 518 (i.e. approx. 13 % of the Committee’s budget for 2022); notes further with appreciation that the rate of implementation of the appropriations carried over from 2022 to 2023 was 86,76 % in 2023, compared to 76,91 % in 2022; encourages the Committee to continue the efficient use of the provided funds;

    7.  Notes that the Committee’s own services launched 12 negotiated procedures below EUR 60 000 in 2022, mainly for case studies, studies and logistical support; notes that the Committee also launched six procurement procedures with the joint services shared with the European Committee of the Regions (the ‘CoR’) mainly in the field of logistics and maintenance;

    8.  Notes that, in 2023, the Committee continued to improve the cost-effectiveness of its activities, including through hybrid work, increased teleworking, full dematerialisation of financial circuits and reduced energy consumption; notes from the Questionnaire that the Committee achieved financial savings of EUR 65 000 in 2023 due to a reduction in energy consumption; commends the Committee for having signed a new framework contract for medical checks that provides for lower prices, increased flexibility and better service overall than the previous contract; acknowledges the significant budgetary and administrative savings achieved by the Committee through interinstitutional cooperation, notably the joint services with the CoR and the outsourcing (Service level agreements) of specific services to the Commission in the handling of HR and the use of financial and HR management IT tools, as well as the participation in interinstitutional procurement procedures led by other institutions; notes from the Questionnaire that the total cost incurred by the Committee for the outsourcing of specific services to the Commission increased from EUR 743 600 in 2022 to EUR 793 000 in 2023;

    9.  Recalls that the Council decision of 25 May 2023 set the allowance for remote attendance of members of the Committee at non-statutory meetings at EUR 145 per remote meeting per day, which represents 50 % of the daily allowance for physical participation in 2023; considers that despite remote attendance being an important instrument for modern institutions given that, inter alia, it reduces the costs of meetings and allows broader participation, the allocation of an allowance for remote attendance of meetings, even if reduced and intended only for some types of events, is difficult to understand for the public, even more so when taking into consideration the difference paid to the members of the Committee and members of the CoR for remote attendance; notes with satisfaction from the Committee’s follow-up report to Parliament’s resolution on the implementation of the Committee’s budget for 2022 (the ‘Follow-up report’) that the application of that decision has already produced budgetary savings of EUR 1 677 000 due to lower travel costs and allowances paid, as well as environmental savings of some 553,66 tons of CO2, due to less travel in 2023; notes from the Annual report that the number of reimbursed meetings days attended remotely was 2006 (6 259 in 2022), with an average duration of 3 hours per meeting for a total cost of EUR 294 930 in 2023 (EUR 922 925 in 2022); welcomes multiple checks carried out by the Committee to prove the remote attendance of members prior to the payment of the allowance;

    10.  Notes that the impact of Russia’s war of aggression against Ukraine continued to put pressure on the Committee’s budget in 2023, through rising inflation and salary adjustments, challenges in building projects due to delays and higher raw material prices, the indexation of rental contracts (+10,3 % in 2023 compared to 2022), as well as indexation of maintenance and security service contracts (+13,50 % in 2023 compared to 2021); notes in particular that the energy costs increased from EUR 726 000 to EUR 3 125 000 between 2021 and 2022, before decreasing to EUR 1 923 391 in 2023; acknowledges the 2 % cap for non-salary-related expenses; commends in this context the Committee for its initiative in addressing challenges at budgetary level by e.g. implementing energy-saving strategies through short-term, as well as medium- and long-term measures, thus not needing an amending budget in 2023;

    11.  Notes a decrease in the current year appropriations for budget line 1004 (expenditure for Member’s travel, including subsistence and meetings allowances) from EUR 19,790 million in 2022 (of which EU 15,895 million were paid) to EUR 19,761 million in 2023 (of which EU 18,344 million were paid); notes with satisfaction an improvement in the implementation rate of those appropriations from 80,31 % in 2022 to 92,83 % in 2023; notes that the Committee President participated in 35 missions totalling EUR 71 926 in 2023 against 26 missions totalling EUR 38 042 in 2022;

    12.  Notes from the Questionnaire that the Joint Directorate for Innovation and Information Technology of the Committee and the CoR allocates some 3 % of its IT budget to cybersecurity which is far from the 10 % target provided for in the relevant legislation; calls on the co-legislators and the Commission to take this into account in the framework of the annual budgetary procedure;

    Internal management, performance and internal control

    13.  Notes from the Annual report that, as part of its annual work programme for 2023, the Committee had a total of 31 objectives designed for all entities of its administration and, as part of the general secretariat’s strategy for 2021-2025, the Committee has five core values and five key strategic objectives; notes from the Questionnaire that the number of opinions produced and participations in high-level meetings are key indicators for measures the Committee’s performance; takes note from the Questionnaire that the Committee has performance indicators in various areas, such as IT, HR, translation and communication; asks the Committee to include in its future reporting a list of all key performance indicators and objectives, per activity, as well as the target ( %) set for achieving them and the level ( %) of their achievement;

    14.  Notes that the Committee pursues its mission through opinions, which refer to legislative proposals made by the Commission (referrals), own-initiative opinions, which call on the Union institutions to take action, and exploratory opinions, which feed into the Commission’s work on its planned initiatives, and that the Committee’s positions can be highlighted in resolutions or included in evaluation and information reports; commends the Committee for its performance in assisting Parliament, the Council and the Commission in the legislative cycle in 2023; notes in that context that, in 2023, the Committee adopted 213 opinions and reports, an increase from 202 in 2022 and organised 146 hearings and 23 conferences, compared to 116 and 29 in 2022, respectively; notes that Committee’s members participated in 429 high-level meetings, summits and conferences in 2023 compared to 345 in 2022;

    15.  Appreciates that the Committee has taken action in 2023 to improve the visibility and impact of its work in connection with the format of its opinions, the methodology for follow-up opinions, cooperation with Parliament and the Commission and other projects of transversal nature, as well as innovative initiatives such as the EU Youth test, the enlargement candidate member initiative and the European Circular Economy Stakeholder Platform, among other;

    16.   Commends the initiatives undertaken by the Committee aimed at fostering the active engagement of youth in the policy-making process;

    17.  Welcomes the pilot project implemented between September 2022 and April 2023 with the aim of strengthening the follow-up of selected opinions in respect of all institutions, whereas 19 opinions were selected for reinforced follow-up under that project; notes from the Questionnaire the overall positive results of that pilot project, such as improving the Committee’s capacity to undertake follow-up actions, improved prioritisation of Committee’s work and increased outreach and impact of the opinions selected;

    18.  Highlights that the efficient management of limited resources remained a key challenge throughout 2023 due to staffing constraints, compounded by increased activities under a continuous stable staffing policy; notes the Committee’s plan to introduce a new approach to strategic workforce planning and staff allocation, leveraging data collection on staff skills, active listening across the organisation, and reflections on strategic priorities by the Committee’s political bodies; invites the Committee to keep the Parliament informed of the outcome of this new plan, as this it could inspire other institutions who face similar, recurrent challenges resources wise;

    19.  Notes with regard to internal control standards (ICS), that the 2023 compliance exercise showed improvements compared to 2022; notes in that context that compliance, namely the extent to which the requirements of the 16 ICS are implemented, increased from 80,30 % in 2022 to 87,40 % in 2023, while effectiveness, namely the extent to which the implementation of those requirements works as intended, increased from 74 % in 2022 to 78,10 % in 2023; notes further that the 2023 annual risk assessment exercise showed that the application of internal controls decreased inherent risks (in category ‘critical’ and ‘very important’) by 53 %, from 40 to 19, in 2023;

    20.   Notes that a restructuration of the Internal Audit Service (IAS) took place in 2023, strengthening its compliance with international audit standards and streamlining and documenting all its process;

    21.  Notes that, in the area of financial transactions, the Committee’s internal audit service (IAS) adopted a new decision on the assessment of risks for the implementation of a simplified procedure in the beginning of 2023; notes further that the Committee’s Bureau adopted a new internal audit charter and an audit committee charter including procedural rules in 2023;

    22.  Notes from the Annual report and the Questionnaire that in 2023, the IAS launched four audits, namely on meeting authorisations, selecting the consultative commission on Industrial change, strategic cycle and duration and distance allowances for Committee’s members; calls on the Committee to keep the discharge authority informed on the outcome of those audits and implement all open recommendations resulted from previous audits (on institutional deadlines, interpreting, verification, ethics and integrity, statutory rights and payment times);

    Human resources, equality and staff well-being

    23.  Notes that, at the end of 2023, the Committee was employing 707 staff members, compared to 706 in 2022; notes further that 49 contract agents and 130 temporary agents (of which 52 recruited in 2023) were employed in 2023 (compared to 50 contract agents and 128 temporary agents in 2022); notes, in addition, that the Committee was employing 12 interim agents and 10 external staff working intra muros, excluding external services providers in the fields of logistics and IT; takes note that the occupation rate was 95,50 % in 2023 compared to 95,10 % in 2022 and the staff turnover rate was 7 % in 2023;

    24.  Welcomes the ongoing efforts of the Committee to improve its HR framework with a view to becoming an attractive employer and workplace, where every individual is valued and can fully develop their potential; notes that as part of implementing its HR strategy for 2023-2025, the Committee delivered on several key milestones in 2023, with new decisions being adopted on working conditions (hybrid working, overtime, special leave), diversity and inclusion strategy and action plan for 2023-2027, staff mobility and the methodology on sensitive posts, as well as on staff appraisal and promotions system, among other; notes with satisfaction the positive results of the staff satisfaction survey published in May 2023, whereby both staff and managers expressed high levels of satisfaction with various HR related, matters in particular on working arrangements, a topic on which it appears the Committee has found the perfect balance;

    25.  Notes that the Committee became a net importer of talent (from other institutions) for the second consecutive year as a result of implementing a targeted attractiveness and retention plan; acknowledges nevertheless persistent challenges due to reliance on temporary agents amid a shortfall of EPSO reserve lists, posing risks to expertise retention; underlines the importance of permanent staff in maintaining skills, continuity and productive working environment; recommends the Committee to implement initiatives to respond to those challenges by, for example, organising internal competitions;

    26.  Notes that with a view to better distributing its scarce resources, an external HR mapping audit, commissioned by the Committee, was finalised in 2023; notes with concern that the results of that audit confirmed the heavy workload in many different services across the Committee, thus putting at risk the fulfilment of the Committee’s mission and obligations; calls on the Committee to implement that audit’s recommendations, including revising the appraisal and performance system by 2025, adopting the new working conditions decision, and conducting regular staff engagement monitoring; stresses the importance of strategic workforce planning to optimize resource allocation, ensure alignment with the high-level priorities set by political authorities and continue its cost-efficiency efforts;

    27.  Notes that in 2023 the positive trends initiated in 2022 in relation to recruitment of staff continued; commends the Committee for the actions taken in this area such as the alignment of publication of vacancy posts with the publication of new EPSO reserve lists or the publication of job opportunities on the Committee’s website and Linkedin, among other; asks the Committee to keep Parliament informed of the outcome of its pilot project on employer branding activities; underlines that the on-boarding of newcomers constitutes an important factor of strategic alignment by ensuring that staff are informed of the rules and strategies in place in an institution; commends the Committee for having strengthened the on-boarding of new staff members in 2023 through an updated welcome booklet and on-boarding letter, a welcome pack with eco-friendly goodies, a feedback loop on the on-boarding experience, improved welcome session timing, a revamped Newcomers’ Corner, and on-boarding tips for managers;

    28.  Recalls that the Committee adopted Decision 282/23A, effective 1 January 2024, establishing a flexible, trust-based hybrid working policy while offering staff an improved work-life balance and enhancing adaptability and efficiency; asks the Committee to inform the discharge authority about the developments in this regard in timely manner;

    29.  Welcomes the appointment of a female Secretary-General in January 2024 as a positive development towards achieving gender balance; regrets however that the percentage of women in senior management remained low in 2023, with only two out of seven senior management positions currently being held by women; welcomes nevertheless that the Committee considers the gender balance of its staff and in particular in the senior management as an important factor and invites the Committee to swiftly improve the situation at the highest levels of the Committee, by ensuring a balanced representation in line with the Committee’s commitments to diversity and inclusion;

    30.  Regrets that the Committee was unable to provide data on cases of burnout in 2023 and rejects the Committee’s position expressed in its follow-up report whereby burnout as such is not a recognised medical diagnosis and the reasons for burnout may be manifold; recalls the importance of statistical data on burnout with the aim ofhelping to take decisions on staff well-being, which should be also based on lessons learned from past very unfortunate experiences, and on external evaluations of the current framework; acknowledges data protection constraints but stresses the value of anonymised statistical data to support informed managerial decisions; notes with concern the findings highlighting heavy workloads in several services due to limited human resources; welcomes the adoption of new working arrangements as a positive step, but encourages the Committee to take further steps to ensure the publication of anonymised data on burnout cases;

    31.  Notes that, in 2023, the Committee was employing staff members from all Member States, with some of them being overrepresented (e.g. Belgium, Italy.); notes that in 2023 24 % of managers employed by the Committee were from the 13 Member States that joined the Union after 2004, which represents a slight increase compared to 21 % in 2022 and 19 % in 2021; reiterates its encouragement to the Committee to continue to take action to reach a proper geographical distribution within its staff, with a particular focus on management level;

    32.  Welcomes the Committee’s efforts to create a healthy work environment for its staff members; commends particularly the emphasis placed by the Committee on mental and physical health of staff, and the efforts made with regard to awareness-raising about health-related issues; notes the Committee’s measures on the management of sick leave, such as medical part-time and extended remote working, to ensure that staff on long-term sickness related absence return to work in a timely fashion, as well as an increase in the percentage of staff with no absences from 27 % in 2022 to 30 % in 2023; observes with satisfaction that the Committee arranged a free of charge skin cancer screening campaign on the Committee’s premises where 104 staff members over four days were consulted by external dermatologists in 2023;

    Ethical framework and transparency

    33.  Welcomes the adoption of the new diversity and inclusion strategy, effective until 2027; commends the specific awareness-raising actions on disability undertaken in early 2024; notes with satisfaction that diversity and inclusion training remains mandatory for managers and recommended for staff; acknowledges the Committee’s strong commitment to fostering a fully inclusive workplace; encourages the Committee to take further steps to monitor the representation of employees with disabilities and ensure the publication of anonymised data in this regard;

    34.  Notes that the Committee continued its internal reform process with the adoption of a decision on the general implementing provisions on administrative investigations and implementing rules for disciplinary proceedings in 2023; commends the Committee for having taken this last step necessary to fully implement the measures for a reinforced ethical framework of the Committee; notes from the Follow-up report that the Committee and the internal auditor have agreed on an action plan relating to the audit of the Committee’s ethics and integrity, with eight recommendations implemented and closed and two recommendations still open to be implemented by March 2025; asks the Committee to keep the discharge authority informed on the progress made in this matter;

    35.  Notes that the Committee continued to train staff and raise awareness about topics related to whistleblowing, conflicts of interest and other ethical issues in 2023: notes in this context with satisfaction the results of the staff engagement survey carried out in 2023 showing a high awareness rate among staff, with regard to the Committee’s ethical framework, in particular on the networks of confidential counsellors (93 %) and ethics counsellors (83 %); observes that the Committee organised 12 training sessions on those topics with a total participation of 79 staff members in 2023; commends the Committee for organising compulsory training on respect and dignity at work for all staff, including managers;

    36.  Notes that one harassment complaint was reported in 2023 and closed the same year, as a result of investigation and mediation by the Committee, without sanctions being imposed; recalls that the Committee is a civil party in the ongoing legal proceedings initiated by Belgian national authorities against a former member accused of misconduct that is currently before the Belgian courts; asks the Committee to inform Parliament about developments in that case; believes that fostering a culture of respect and dignity, supported by a zero-tolerance policy on harassment, is crucial to prevent future allegations and to ensure a safe and inclusive working environment within the Committee;

    37.  Reiterates that a zero-tolerance policy against harassment is needed to protect the wellbeing of staff and is a duty of any employer; reminds that in addressing harassment claims a lesson learned approach should be put in place in order to avoid any possible wrongdoing; still considers that an external and independent investigation into the case currently under legal proceeding would be beneficial to improve the Committee’s reaction to similar cases;

    38.  Appreciates the Committee’s readiness to cooperate with the Union’s investigative bodies, namely the European Anti-Fraud Office (OLAF) and the European Public Prosecutor’s Office (EPPO) and the Ombudsman; notes that two OLAF cases were opened in 2023, both of which were dismissed in the same year: one for lack of sufficient evidence and the other referred to the Committee for follow-up; asks the Committee to keep the discharge authority informed of the progress made in the second case; notes further that the Ombudsman opened an enquiry in 2023 in relation to the management of a case involving allegations of harassment; asks the Committee to inform the discharge authority of the outcome of that enquiry;

    39.  Notes with satisfaction the Committee’s work towards more transparency in its activities in 2023; notes in that context the adoption of a decision broadening the range of documents available online via the Transparency Register, such as the Committee’s meeting minutes and attendance lists, as well as a decision requesting the Committee’s members to meet only registered stakeholders, publish their list of meetings and attach their “legislative footprint” to their opinions; appreciates that the Committee publishes online information on its annual budget, performance indicators, expenditure or public procurement; calls for the publication of all meetings held by EESC members with third parties;

    40.  Notes with satisfaction that the Committee has put solid rules and procedures in place to prevent conflicts of interests and avoid revolving doors with regard to staff who engage in outside activities or members who take on jobs after no longer being a Committee member; notes in this context that the Committee has introduced a new “Declaration of financial interests form” in 2023; notes that the form is to be declared by members, delegates, alternates and advisors for both their remunerated and non-remunerated posts or activities outside the Committee; commends further the Committee for its involvement in 2023 in the political negotiations to create the Inter-institutional Ethics Body tasked with setting ethical standards to strengthen transparency and integrity;

    41.  Notes that the Committee Bureau, on 21 March 2023, adopted several transparency measures in accordance with the principles laid down with respect to the EU Transparency Register, such as a recommendation for office-holding members to only meet with registered stakeholders, the obligation for office holding members to publish their lists of meetings and a voluntary ‘legislative footprint’ for rapporteurs; notes that several actions were taken to implement the Bureau decision, including the issuing of a service note laying down practical modalities for the implementation of the decision, an awareness training campaign, and the provisions of template messages to be included in correspondence between Committee members and external stakeholders encouraging to join the EU Transparency Register (if applicable);

    42.  Urges the EESC to implement real-time tracking of declared conflicts of interest, requiring all members and senior staff to publicly disclose financial interests, assets, and external affiliations annually, to prevent undue influence on decision-making;

    43.  Notes an absence of cases in areas of fraud, conflicts of interest and whistleblowing in 2023; notes that the effectiveness of the Committee’s anti-fraud measures was reviewed in order to develop an anti-fraud strategy which is still missing despite several requests from Parliament in its discharge resolutions to take action to improve the overall anti-fraud system; recalls the importance of a comprehensive anti-fraud strategy and calls on the Committee to keep the discharge authority informed of the outcome of that exercise that should have culminated with the adoption of an anti-fraud strategy in 2024;

    Digitalisation, cybersecurity and data protection

    44.  Notes that the combined IT budget of both the Committee and the CoR was EUR 12 700 000 in 2023, compared to EUR 11 712 000 in 2022, i.e. an increase of 8,4 %, whereas EUR 350 000 of that budget (or 3 % thereof) was paid for cybersecurity in 2023; notes further that 6,24 % of the Committee’s total budget for 2023 represented expenditure for actions implementing the new ‘Digital Strategy 2024-2026’ (DS2026) prepared by the Joint Directorate for Innovation and Information Technology (DIIT) in 2023;

    45.  Notes that DS2026 envisions a future where technology integrates with the Committee’s core mission, focusing on efficiency, speed, and continuous digital evolution, putting both administration and members at the centre of digital transformation and aiming to improve service delivery, empowerment, and adaptability; notes that DS2026 is structured around eight objectives, eight key principles and four major projects such as the adoption of Ares and EdiT which are expected to be rolled out in 2026 and 2025, respectively; notes with satisfaction from the Questionnaire the progress made by DIIT in implementing DS2026 in 2023, with actions taken such as the adoption of staff guidelines on artificial intelligence, integration of amendment flows with translation tools and establishment of a project management office, among many other;

    46.  Notes from the Annual report the Committee’s actions in the area of protection of personal data and its processing; notes that in 2023 the Committee created a new online version of its register of records and a new joint register of records with the CoR, whereas the former had 121 records and the latter had 25 records at the end of 2023; notes further that the Committee adopted a new procedure for handling data breaches, published a data protection guide and implemented several awareness-raising initiatives for its staff and members in 2023; notes lastly that the EDPS launched one enquiry in 2023 related to the management of an external audit, and continued an older enquiry on the use of cloud services under the Cloud II contracts by Union institutions, whereas for both enquiries the conclusions are still pending; asks the Committee to keep the discharge authority informed on the follow-up on these matters;

    47.  Notes that the Committee finalised in 2023 its project for the equipment of all its meetings rooms, whereas an additional 14 such rooms were equipped with technologies that make them fully operational in hybrid mode; appreciates that the Committee conducted all procurement procedures for high value contracts in a fully digitalised way, used the Qualified electronic signature for any type of contractual agreements and provided trainings to staff on the transition to the Public Procurement Management Tool system and the Funding and Tenders Portal in 2023;

    48.  Commends the Committee for its concrete actions to ensure its staff acquire the necessary digital skills in an increasingly digitalised workplace in 2023; notes in this context the activities, such as “mini-hackatons”, organised in the framework of a peer-to-peer network established with the CoR to foster better use and understanding of collaborative digital tools, as well as peer-to-peer coaching and experience exchanges; notes that the outcome of those activities was integrated into the Committee’s training offer;

    49.  Notes that in October 2023 guidelines for staff members on the use of Artificial Intelligence (AI) were adopted, that an information session was provided for all staff members, highlighting opportunities and challenges, and that further communication to staff members was provided through knowledge-based articles on the Committee’s intranet to raise awareness;

    50.  Notes that the work continued adopting and applying the NIST Cybersecurity Framework within both the Committee and the CoR in 2023, whereas the actions taken that year focused on some of that framework’s principles, i.e. protect and detect principles; notes that mitigation strategies are implemented using the “Essential Eight” Cybersecurity Framework; notes further that the Committee did not encounter any cyber-attacks in 2023, but it did encounter brief Denial of Service (DoS) attacks against the Committee’s externally hosted corporate websites at the end of 2022 and the start of 2024;

    51.  Urges the EESC to increase its cybersecurity budget to at least 10 % of its total IT expenditures in line with EU cybersecurity directives, ensuring enhanced protection against cyber threats, especially for sensitive data related to policy and budgetary matters;

    Buildings

    52.  Acknowledges receipt of the Committee’s report of 3 June 2024 informing the discharge authority about the Committee’s building policy, in compliance with Article 266(1) of the Union’s Financial Regulation; notes with satisfaction from that report that the Committee, with the CoR, achieved one of the major priorities of their 2017 Building Strategy, i.e. “geographical concentration of the buildings”; notes further that this achievement already brought savings due to the lower cost of renting the entire VMA compared to the three buildings previously rented; understands that those savings are approx. EUR 1,8 million, which,- according to that report, is equivalent to the rent paid for the B100 building; notes that the Committee is currently working on the update of its 2017 long-term building strategy, and that this work should be finished by the end of 2025; calls on the Committee to keep the discharge authority informed on the outcome of this exercise;

    53.  Welcomes the finalisation of renovations (i.e. fitting-out works) of the newly acquired VMA building, which included the installation of smart energy saving technologies; supports the Committee’s plan to carry out technical and environmental audits of all its buildings, whereas the outcome of those audits should allow for the identification of all technical installations and building components that need to be fully or partially renovated or kept as they are, thereby aligning with the European Green Deal objectives; invites the Committee to update the discharge authority on the outcome of those audits and their follow-up;

    54.  Notes that the task force on “new ways of working”, established in 2022, issued a first prospective report in 2023, focusing on the available office spaces and possible optimisation options; notes the Committee’s plan to continue that exercise with a participatory process with staff members to co-design the future workspaces; invites the Committee to keep the discharge authority informed on the progress made on this matter;

    55.  Welcomes the commitment of the Committee and the CoR to systematically apply the “design for all” principle to their infrastructure, ensuring accessibility of their building by design; notes that the two committees took a range of different measures to ensure accessibility of their buildings to people with various kinds of disabilities in 2023, including upon modernisation of its elevators in the JDE building;

    Environment and sustainability

    56.  Welcomes the Committee’s green practices and commends the further reduction of gas, electricity and water consumption and carbon emissions and an increase in the recycling rate in connection with the Committee’s activities in 2023 compared to 2019; notes a slight deterioration, compared to 2019 levels, of the rate of waste volume, from -66 % in 2022 to -56 % in 2023 due to higher office presence;

    57.  Notes that the energy efficiencies and emissions reductions have been achieved through investments in innovative energy-efficient building installations, including through smart energy saving technologies installed in the VMA building, the purchase of 100 % green electricity, the introduction of (customised) environmental criteria in all tender procedures with value of EUR 60 000 or more, the use of paperless workflows and other measures such as reducing the operating hours for lighting, reducing the winter reference temperature in all buildings to 19 degrees or closing buildings in periods of low staff presence, among many other measures; notes that the reduction in the Committee’s energy consumption corresponds to a 3,4 % rate and a financial gain of EUR 65 395;

    58.  Notes from the Follow-up report that the smart energy saving technologies installed in the recently renovated VMA building contributed to a reduction in the Committee’s energy consumption (gas and electricity) of 20 % to 30 % in 2023; reiterates however its call on the Committee to provide the Parliament with an update on the return on investments of those technological installations;

    59.  Welcomes that the Committee adopted an energy-saving strategy, with short-, medium- and long-term measures; notes in this context that the Committee started an environmental audit of all its buildings in order to identify, among other, the level of the energy performance of the current structures and pieces of equipment, as well as estimate the environmental return of the necessary investments compared to the overall costs (maintenance, consumption etc.) over a 30-year period; notes further that studies on energy efficiency measures are planned for 2024 and 2025; calls on the Committee to keep the discharge authority informed on the progress made on those matters;

    60.  Recalls that in 2022, the electricity produced by Committee’s solar panels was 15,5 MWH or 0,25 % of the Committee’s yearly consumption, whereas in 2023 the same figure decreased to 5,75 MWh; notes with satisfaction from the Questionnaire that the Committee is leading by example with regard to measures and actions taken in favour of sustainable mobility;

    Interinstitutional cooperation

    61.  Commends the close cooperation established by the Committee with the CoR at administrative level, through the new cooperation agreement signed in 2022, whereby the two committees share premises and joint services in the areas of translation, infrastructure, logistics, security, procurement, financial management and IT, while maintaining full institutional autonomy; welcomes the positive development in 2023 when the two committee further agreed on the development and funding of a shared communication area with joint-audio visual facilities in the JDE building; asks the Committee to identify and inform the Parliament on the budgetary savings made during the first year of implementing that agreement in the audio-visual area; reiterates its call on the Committee to pursue and expand that cooperation in other areas with a view to avoiding duplication and further rationalising the operating costs of services available in the premises shared by the Committee and the CoR; invites the Committee and the CoR to explore the possibility of setting up a single administration for their joint services, keeping separate directorates or units for the services dealing with matters related to their specific and independent mandates; encourages the Committee and the CoR to continue their efforts to develop further cooperation and synergies;

    62.  Observes that budgetary savings and efficiency gains continued to be realised through active cooperation between the Committee and other Union institutions in 2023, including by organising the Committee’s plenary sessions on Commission and Parliament premises, where the venues and associated services are provided either free of charge or at rates below external market prices;

    63.  Notes with satisfaction that the Committee and Parliament re-negotiated in 2023 and signed in 2024 their inter-institutional agreement, whereas the agreement aims to provide more relevant and timely contributions throughout the legislative cycle and to reinforce bilateral cooperation; welcomes that the new Protocol of Cooperation of the Committee with the Commission, signed in 2022, already brought improvements to the Committee’s impact for example at pre-legislation phase through exploratory opinions; encourages the further reinforcement of political, legislative, and communication synergies between the Committee and Parliament, particularly in the context of the European Citizens’ Initiative and the European Semester;

    64.  Reiterates its appreciation for the outsourcing (Service level agreements) of specific services to the Commission in the handling of HR and the use of financial and HR management IT tools, as well as for the Committee’s participation in inter-institutional procurement procedures led by other institutions, whereby the Committee continued to benefit from synergies in the area of IT, corporate travel, insurance, transportation, translation and audio-visual equipment in 2023;

    65.  Notes the Committee’s role in reinforcing the links with and between the national economic and social councils (NESCs) of the Member States; notes from the Questionnaire the measures that the Committee has taken to reinforce the network of and the online community with the NESCs, such as the establishment of joint working groups and exchange programmes, working on collaborative IT platform, and participation in common events, among others; calls for continued cooperation on topics of common interest and the exchange of good practices, emphasising the vital role of civil society in addressing the Union’s current challenges;

    Communication

    66.  Notes that the Committee’s overall budget for communication in 2023 was EUR 2,15 million, an increase compared to EUR 1,5 million in 2022; notes that this budget was primarily allocated to the four flagship events organised in 2023 (European Citizens’ initiative, Your Europe, Your Say! The organic food awards and the 14th Civil Society Prize), the improvement and/or revamping of the Committee’s social media, external website and audio-visual production, as well as for media and press publications; commends the Committee for its communication activities delivering on this communication priorities for 2023, such as the Blue Deal initiative, COP28, the resolution on democracy, and the Committee’s 65th anniversary, among others;

    67.  Commends the Committee for its efforts in connection with its strategic communication in 2023; notes that the Committee adopted a new communication strategy aimed at strengthening its image and outreach; notes that, as part of that strategy, the Committee web-streamed its main events, mostly in all Union languages, introduced new communication tools such as the ‘Reporting from the plenary’ video series focused its communication resources on the Committee’s flagship events for 2023 and deployed special efforts to increase its outreach on social media;

    68.  Calls on the EESC to strengthen its monitoring and reporting on labour rights, social inclusion, and human rights violations within EU-funded programs, ensuring greater accountability in its advisory functions and policy recommendations;

    69.  Notes that the number of the social media followers on the Committee’s corporate platforms increased substantially by 25,000 in 2023; notes that by the end of 2023, the Committee reached 61 416 followers on X, which is an increase of 5 % compared to 2022, 61 761 followers on LinkedIn, which is an increase of 30 % compared to 2022, 46 868 followers on Facebook, which is an increase of 5,3 % compared to 2022 and 17 428 followers on Instagram, which is an increase of 45 % compared to 2022;

    70.  Welcomes the Committee’s positive approach towards the use of open-source solutions for its online communication; notes that in July 2023, the Committee opened its first account on the EU Voice Mastodon platform, a decentralised, free and open-source social media network that connects users in a privacy-oriented and advertising-free environment; observes throughout the second half of 2023, that the Committee actively communicated on the Mastodon account, feeding it every working day with posts on its activities and priorities and raising awareness about the Union; takes note of the Committee’s decision to discontinue its presence on that platform as of 2024.

  • MIL-OSI United Kingdom: City’s tiny Saxon treasure has a big story to tell

    A beautiful ancient Saxon pendant buried for more than 1,200 years in a Leeds field is giving experts a fascinating glimpse into life in early medieval Yorkshire.

    Believed to date from the eighth century, the gilded pectoral cross may have once been a badge of office for an important church leader or official and was unearthed last year by a metal detectorist.

    With one arm broken, and the central stone now missing, the cross is nevertheless a stunning example of metalwork, made from solid silver covered with a thin layer of gold leaf.

    Decorated with an intricate interlacing Saxon pattern, the remarkable find would have probably been worn around the neck of someone of high status and is the latest in a number of discoveries indicating Leeds and its surrounding area may once have been home to some important and influential figures in the early medieval period.

    The small artefact went through the Portable Antiquities Scheme Treasure process, and was secured by Leeds Museums and Galleries thanks to the generous contributions of funders. The cross is now set to go on display at Leeds City Museum later this year.

    Kat Baxter, Leeds Museums and Galleries’ curator of archaeology, said: “The cross is beautifully decorated on both sides, which suggests it was designed to hang around the neck with the suspension loop on the missing arm. It would certainly have been worn by someone of high status and is an outward display of religious identity.

    “It was made at a time when Leeds was part of the Saxon Kingdom of Northumbria and, along with a number of other discoveries in the area, really helps us build a picture of the types of people who would have lived here during this time”.

    The 8th Century saw the earliest known written reference to Leeds, or Loidis, by the historian and monk The Venerable Bede. As well as Northumbia, England’s kingdoms included Mercia, Wessex, and East Anglia.

    The cross’s discovery is the latest in a string of significant Saxon and Roman finds made in the Leeds area in recent years.

    Just two years ago, a lead coffin buried for more than 1,600 years was discovered in a previously unknown cemetery site near Garforth alongside the remains of more than 60 individuals from late Roman to early Saxon periods.

    The coffin contained the remains of a woman aged 25-35, who was buried wearing a bracelet, glass bead necklace and a finger ring or earring.

    And in 2012 Leeds Museums and Galleries acquired The West Yorkshire Hoard, a group of seven objects found in the Leeds area by a metal detectorist dating from the seventh to 11th centuries. Five of the objects in the hoard are high quality gold jewellery, which would only have been worn by people of exceptional wealth in Saxon society.

    Kat added: “All of these finds are part of a puzzle which together show that Leeds was home to high status, important individuals during the Saxon period, and this beautiful cross is the latest glimpse into the past. Unfortunately, objects representing less wealthy people are less likely to survive.

    “There are certainly more objects out there waiting to be discovered, and responsible metal detectorists and The Portable Antiquities Scheme are playing a really important role in increasing our understanding of local history. Without them, this beautiful piece of Saxon metalwork, and many others like it, would never have been found and made available for future generations.”

    Funding for the cross came through generous support from the Arts Council England /V&A Purchase Grant Fund, the Leeds Philosophical and Literary Society, and the Friends of Leeds City Museums. It was acquired under The Treasure Act 1996.

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “This find is a beautiful example of the history all around us and gives a fascinating insight into the story of Leeds.

    “It’s always wonderful when we are able to add important objects like this to our collections and we’re very grateful for the continued support of funders and visitors in helping us to preserve our local heritage.”

  • PM Modi unveils vision for India’s space future at GLEX 2025, astronaut to ISS soon, Moon landing by 2040

    Prime Minister Narendra Modi addressed the Global Conference on Space Exploration (GLEX) 2025 via video conferencing on Wednesday, highlighting India’s evolving leadership in space technology and its commitment to global cooperation in advancing the frontiers of space exploration.

    Welcoming delegates, astronauts, and scientists from around the world, the Prime Minister described space as “not merely a destination but a declaration of curiosity, courage, and collective progress.” He spoke of India’s extraordinary journey, from launching a small rocket in 1963 to becoming the first nation to land near the Moon’s South Pole with Chandrayaan-3.

    “Indian rockets carry more than payloads—they carry the dreams of 1.4 billion Indians,” PM Modi said. He recounted key milestones in India’s space program, including the 2014 Mars Orbiter Mission (Mangalyaan), which reached Mars on its first attempt and breakthroughs made by Chandrayaan-1 and Chandrayaan-2 in discovering lunar water and capturing high-resolution imagery of the Moon’s surface.

    The Prime Minister highlighted that India has successfully launched over 400 satellites for 34 countries, developed cryogenic engines in record time, and deployed 100 satellites in a single mission. He celebrated India’s latest achievement—docking two satellites in space this year, calling it a major stride toward future interstellar endeavors.

    Reaffirming India’s approach to space as a collaborative, rather than competitive, effort, Modi emphasized the need to explore space “for the benefit of humanity.” He recalled India’s regional cooperation in launching a satellite for South Asian nations and announced that the G20 Satellite Mission, initiated during India’s G20 presidency, would become a key contribution to the Global South.

    Looking ahead, the Prime Minister outlined India’s ambitious roadmap in space exploration. He announced that an Indian astronaut would travel to the International Space Station in the coming weeks as part of a joint ISRO-NASA mission. He also confirmed the progress of India’s first human spaceflight mission, Gaganyaan, and unveiled the vision to establish the Bharatiya Antariksha Station by 2035. By 2040, PM Modi said, an Indian astronaut would set foot on the Moon, with future missions to Mars and Venus also in sight.

    Beyond exploration, the Prime Minister emphasized how space technology empowers governance and everyday life in India. He cited the use of satellites in issuing fishermen alerts, enhancing railway safety, advancing weather forecasting, and supporting the GatiShakti infrastructure platform. He noted that many of these space programs are led by women scientists, underscoring India’s inclusive approach to scientific advancement.

    Encouraging innovation, PM Modi spotlighted the role of India’s burgeoning private space sector, which now includes over 250 startups engaged in areas such as satellite technology, propulsion systems, and remote imaging.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said,“Forests are extremely important. Forests are our lungs. If a country’s forests are in good shape, its people will enjoy good health—because forests are the lungs. Agriculture is our lifeline. But we need forests as they regulate climate, they buffer disasters, and they support livelihoods—especially for the poor and marginalized.”

    Interacting with faculty members and students of the College of Forestry, Sirsi, during a special programme on the “Role of Forestry in Nation Building”, today, Shri Dhnakhar emphasised that,“We must pledge to protect our forests and contribute in every way possible, because climate change is a global challenge—a global menace. The situation is alarmingly cliff hanging, and we have no other planet to live on apart from Mother Earth,” he warned.

    Stressing the role of education in building a sustainable future, the Vice-President said, “Today, no institution can function as a standalone entity. There was a time when medical education, engineering education, management education, environmental education, and forest education all existed in silos. But now, everything has become interdisciplinary. And therefore, we must adopt an inclusive approach to learning.”

    Encouraging young minds, Shri Dhankhar said, “Be inquisitive—have yearning and desire for new knowledge. The academic pursuit you are engaged in holds immense possibilities—far beyond imagination. In our cultural heritage, wherever you look, you will find a treasure trove. The more you study, the more you will be able to serve creation. The very subject you are pursuing today holds the key to remedies and production. You can truly become an effective crucible of research, especially when it comes to forest produce.”

    Applauding the natural setting of the institution, the Vice-President noted, “Sirsi, nestled in the lap of the majestic Western Ghats—is one of the richest biodiversity regions not just in Bharat, but in the entire world. Such an environment transforms the very concept of a classroom. Here, the classroom doesn’t end at four walls; it extends beyond them. This is an open classroom, breathing and brimming with life. The College of Forestry is, fortunately and uniquely, surrounded by nature—in its most pristine form. The view here is truly extraordinary; the atmosphere fills one with joy and celebration.”

    President Donald Trump has begun eroding the United States presence in Antarctica by announcing deep funding cuts to his nation’s science and logistics on the icy continent.

    The Trump administration has significantly reduced funding for both Antarctica’s largest research and logistics station, McMurdo, and the National Science Foundation which funds US research in Antarctica.

    More cuts are foreshadowed. If carried through, US science and overall presence in Antarctica will be seriously diminished – at a time when China is significantly expanding its presence there.

    Since 1958, the US has been a leader in both Antarctic diplomacy and science. Shrinking its Antarctic presence will diminish US capacity to influence the region’s future.

    Why the US matters in Antarctica

    The US has historically focused its Antarctic influence in three key areas:

    1. Keeping Antarctica free from military conflict

    The US has built considerable Antarctic geopolitical influence since the late 1950s. Under President Dwight D. Eisenhower, it initiated (and later hosted) negotiations that led to the development of the 1959 Antarctic Treaty.

    It was also key to establishing the fundamental principles of the treaty, such as using the Antarctic region only for peaceful purposes, and prohibiting military activities and nuclear weapons testing.

    2. Governing Antarctica together

    The US was influential in developing the international legal system that governs human activities in the Antarctic region.

    In the 1970s, expanding unregulated fishing in the Southern Ocean led to serious concerns about the effects on krill-eating species – especially the recovery of severely depleted whale populations.

    The US joined other Antarctic Treaty nations to champion the Convention on the Conservation of Antarctic Marine Living Resources (CAMLR), signed in 1980. It prioritises conservation of Southern Ocean ecosystems and all species, over maximum fish harvesting.

    The US also contributed to the 1991 Protocol on Environmental Protection. Among other measures it prohibits mining and designates Antarctica as “a natural reserve, devoted to peace and science”.

    3. Scientific research and collaboration

    The US operates three year‑round Antarctic research stations: Palmer, Amundsen-Scott and McMurdo.

    McMurdo is Antarctica’s largest research station. Amundsen-Scott is located at the South Pole, the geographic centre of Antarctica, and the point at which all Antarctic territorial claims meet. The South Pole station is thus important symbolically and strategically, as well as for science.

    The US has the largest number of Antarctic scientists of any nation in the continent.

    US scientific work has been at the forefront of understanding Antarctica’s role in the global climate system, and how climate change will shape the future of the planet. It has also played a major role in Southern Ocean ecosystem and fisheries research.

    This research has underpinned important policies. For example, US input into models to predict and manage sustainable krill yields has been pivotal in regulating the krill fishery, and ensuring it doesn’t harm penguin, seal and whale populations.

    The US has also been a staunch supporter of a comprehensive network of marine protected areas in the Southern Ocean. The Ross Sea Region Marine Protected Area proposed by the US and New Zealand is the largest in the world.

    A broad ripple effect

    The US influence in Antarctica extends beyond the list above. For example, the US has a significant Antarctic-based space program. And US citizens make up most Antarctic tourists, and the US plays a significant role in regulating tourism there.

    The full extent of the Trump administration’s cuts is still to play out. But clearly, if they proceed as signalled, the cuts will be a major blow not to just US interests in Antarctica, but those of many other countries.

    The US has the best-resourced logistics network in Antarctica. Its air transport, shipping and scientific field support has traditionally been shared by other countries. New Zealand, for instance, is closely tied with the US in resupply of food and fuel, and uses US air and sea logistics for many operations to the Ross Sea region.

    And joint research programs with the US will be affected by reduced funding in Antarctica directly, and elsewhere.

    For example, reported cuts to the climate programs of NASA and the National Oceanic and Atmospheric Administration (NOAA) may hamper satellite coverage of the Antarctic and Southern Ocean. This would affect Australian scientists collecting data on ocean temperature, sea-ice state and other metrics used in climate research and weather forecasting.

    Worrying times ahead

    China has signalled its intention to be a key geopolitical player in Antarctica and has greatly expanded its Antarctic presence in recent years.

    China has five Antarctic research stations. Its sixth summer station is due for completion in 2027. China also operates two icebreaker ships, helicopters and a fixed-wing aircraft in Antarctica and is building new, large krill trawlers.

    Both China and Russia, are increasingly active in their opposition to environmental initiatives such as marine protected areas.

    A smaller US presence creates greater opportunities for others to shape Antarctica’s geopolitics. This includes pressure to erode decades-long protection of the Antarctic environment, a push for more intensive fish and krill harvesting, and potentially reopening debate on mining in the region.

  • MIL-Evening Report: A prisoner voting ban shows again how few checks there are on parliamentary power

    Justice Minister Paul Goldsmith’s recent announcement that the government would reinstate a total ban on prisoners voting was in keeping with the coalition’s overall tough-on-crime approach.

    The move was called “ridiculous” and “stupid” by opposition spokespeople, largely because it contradicted findings by the Supreme Court and the Waitangi Tribunal.

    But behind those concerns about the ban placing an “unreasonable limit on the electoral rights guaranteed under the New Zealand Bill of Rights Act” lies a broader constitutional question to do with parliament’s relationship with the courts.

    In short, removing prisoner voting rights will damage a critical but fragile check on government power – what is known as the “judicial declaration of inconsistency”.

    An ‘executive paradise’

    New Zealand has been described as an “executive paradise” by constitutional lawyer and former prime minister Geoffrey Palmer. There is no upper house, no federal structure, and the courts lack the power to strike down unconstitutional legislation.

    The constitution itself is a collection of statutes and conventions that, for the most part, can be changed by a simple parliamentary majority. The 1990 Bill of Rights Act is a cornerstone of that constitution, but is an ineffectual check on government power.

    When parliament considers a bill that is potentially inconsistent with “the human rights and fundamental freedoms” set out in the Bill of Rights, the attorney-general delivers a report explaining the inconsistencies.

    This is supposed to be a deterrent, and one might think it would be the end of the matter. Unfortunately, that is not the case. Adverse attorney-general reports have appeared regularly (there have been 15 since 2021) without blocking legislation.

    Parliament’s habit of passing legislation that does not comply with the Bill of Rights is why the recently developed judicial declaration of inconsistency is constitutionally important.

    The declaration is a “soft” legal power. It doesn’t strike down laws or rewrite them. Rather, it is a “weak form” of review that enables affected citizens to petition the court to declare a law inconsistent with the Bill of Rights. This should then spur parliament to fix the problem.

    The declaration aims to start a constitutional dialogue between the two branches of government. Enabling citizens to hold parliament accountable, it is a vital instrument in a system otherwise heavily dominated by the executive branch.

    Constitutional dialogue in action

    The High Court issued the first such declaration in the case of Taylor vs Attorney-General in 2015, declaring a total ban on prisoners voting was inconsistent with the Bill of Rights Act. The government appealed, but the Supreme Court affirmed the declaration in a landmark 2018 decision.

    What happened next, however, was just as important. If the declaration was to initiate a constitutional dialogue, it was up to parliament to respond – which it did. In 2020, it rescinded the ban on voting for prisoners incarcerated for less than three years.

    Then, in 2022, it amended the Bill of Rights to require the attorney-general to notify parliament when a superior court issues a declaration of inconsistency. And it required a ministerial report to parliament on the government’s response within six months.

    Those measures put in place a framework for constitutional dialogues. And this process played out in the next (and to date only) declaration of inconsistency. This was in 2022, when the Supreme Court declared prohibiting 16-year-olds from voting was inconsistent with the Bill of Rights.

    In 2023, the government tabled its response and introduced a bill to enable 16-year-olds to vote in local elections. The government initially announced it would do the same for parliamentary elections. But that idea was dropped when it became clear this wouldn’t get the necessary super-majority support of 75% of MPs.

    An over-powered parliament

    Although modest, parliament’s responses were constitutionally important because they modelled a new framework for accountability. Chief Justice Helen Winkelmann suggested the process illustrated how courts and parliament could work together in the “gradual and collaborative elaboration” of New Zealand’s constitution.

    An evolving constitutional dialogue would enable the courts to pose a modest check on New Zealand’s over-powered parliament. So, those who hoped they were seeing the dawn of a new constitutional convention will be disheartened by the move to ban all prisoners from voting.

    The current government has already terminated the bill enabling 16-year-olds to vote, without mentioning this contradicted the Supreme Court’s declaration of inconsistency.

    Should parliament now ban prisoner voting, it will have nullified all substantial responses to declarations of inconsistency. That would be a profound constitutional setback.

    Parliament regularly flouts the Bill of Rights. We are now seeing it double down by rolling back its previous responses to judicial declarations.

    New Zealanders already have comparatively little constitutional protection from parliament. Reinstating a total ban on prisoner voting will undermine the practice of constitutional dialogue between the two branches of government. And it will weaken a fragile check on government power.

  • MIL-Evening Report: ‘Fighting more frequent now’ – researcher warns of escalating West Papua conflict

    The escalation of violence in West Papua is on par with some of the most intense times of conflict over the past six decades, a human rights researcher says.

    The United Liberation Movement for West Papua (ULMWP) claims that Indonesia killed at least one civilian and severely injured another last Tuesday in Puncak Regency.

    In a statement, ULMWP interim president Benny Wenda said Deris Kogoya, 18, was killed by a rocket attack from a helicopter while riding his motorbike near Kelanungin Village.

    Jemi Waker, meanwhile, sustained severe violent injuries, including to both his legs.

    The statement said Waker had refused to go to hospital, fearing he would be killed if he went.

    Human Rights Watch researcher Andreas Harsono said that over the past month he had received an unusually high number of messages accompanied by gruesome photos showing either Indonesian soldiers or civilians being killed.

    “The fighting is much more frequent now,” Harsono said.

    More Indonesian soldiers
    “There are more and more Indonesian soldiers sent to West Papua under President Pradowo.

    “At the same time, indigenous Papuans are also gaining more and more men, unfortunately also boys, to join the fight in the jungle.”

    He said the escalation could match similarly intense periods of conflict in 1977, 1984, and 2004.

    A spokesperson for Indonesia’s Embassy in Wellington said they could not confirm if there had been a military attack in Puncak Regency on Tuesday.

    However, they said all actions conducted by Indonesia’s military were in line with international law.

    They said there were attacks in March and April of this year, instigated by an “armed criminal group” targeting Indonesian workers and civilians.

    Harsono said if the attack was on civilians, it would be a clear breach of human rights.

    Confirmation difficult
    However, he said it was difficult to confirm due to the remoteness of the area. He said it was common for civilians to wear army camouflage because of surplus Indonesian uniforms.

    ULMWP’s Benny Wenda said West Papuans were “a forgotten, voiceless people”.

    “Where is the attention of the media and the international community? How many children must be killed before they notice we are dying?”

    Wenda compared the lack of attention with the Russia-Ukraine war and the Israel-Palestine conflict that was getting more media attention.

    He said Indonesia had banned media “to prevent journalists from telling the world what is really going on”.

    The Indonesian Embassy spokesperson said foreign journalists were not allowed in the area for their own safety.

  • MIL-OSI Australia: World-first solar thermal demonstrator targets net zero breakthrough for industry and agriculture

    Industry and academia are collaborating to build a world-first, cost-effective concentrated solar thermal (CST) demonstrator that is set to transform Australia’s industrial heat sector by reducing its reliance on fossil fuels.

    Using lightweight plastic mirrors to focus sunlight on a specific target to create the necessary heat needed for industrial processes, the University of South Australia (UniSA) has joined forces with Impacts Renewable Energy Pty Ltd and Charles Sturt University (CSU) on the clean energy project.

    Leveraging more than a decade of research into durable, weather-resistant reflective coatings, the project – funded by the Federal Government’s Australia’s Economic Accelerator (AEA) Ignite program – will fabricate and install a novel, two-module CST demonstrator incorporating the mirrors.

    These mirrors, created through patented UniSA technology, offer an affordable and easily transportable alternative to traditional glass-based solar thermal systems. They generate heat that can either be applied directly in industrial processes or to heat water to create steam to power a turbine and produce electricity.

    “Industrial process heat accounts for a staggering 25% of global energy use and 20% of CO2 emissions,” says project lead Dr Marta Llusca Jane.

    “Unfortunately, most renewable energy technologies – like photovoltaics – fall short of meeting the high-temperature demands of these sectors. Our plastic-based CST technology fills that gap and does so with significant cost and installation advantages.”

    The project’s first phase will see two full-scale models – each made up of 16 thermoformed and coated panels – constructed, installed and tested at CSU’s “Vineyard of the Future”.

    The panels incorporate a multilayer aluminium-silica reflective coating developed by UniSA’s Future Industries Institute, applied via a physical vapour deposition to ensure durability and optimal solar reflectivity.

    Unlike conventional solar thermal systems that require heavy infrastructure to support fragile glass mirrors, this new system features Impacts’ durable, patented lightweight plastic mirror panels that can be flat-packed, transported, and assembled with ease.

    The goal is to generate solar thermal energy at temperatures between 100°C and 400°C – ideal for processes such as food production, grain and pulse drying, sterilising, solar desalination, mining sites, polluted groundwater remediation and wastewater treatment.

    Dr Llusca Jane says the AEA funding is critical to the project’s success.

    “Without this funding, the technical and financial risks of early-stage commercialisation would be too high for private investors. This demonstrator will allow us to scale the technology for real-world applications,” she says.

    The second stage, to be pursued under the AEA’s Innovate program, will see a larger, commercial-scale pilot tested with key agribusiness and industrial partners. Strong interest has already been expressed by several national and international producers, highlighting the technology’s outstanding commercial potential.

    Industry Professor Colin Hall, inventor of the plastic mirror coating technology currently used in the automotive industry, says the time is ripe for such innovation.

    “We’re seeing record fossil fuel prices and increasing pressure for industries to decarbonise,” Prof Hall says. “This CST solution is uniquely suited to Australia’s hot, dry climate and offers a viable pathway to zero-emissions process heat.”

    With the potential to reduce the cost of renewable process heat for agribusiness and industry by 40% and unlock export opportunities for Australian manufacturing, Dr Llusca Jane says the project signals a green industrial future.

    “By proving this technology in the field, we are laying the foundation for a cleaner, more resilient energy system across Australia and beyond.”

I worked hard to protect the well-being of seniors and their families, blocking Republican attempts to privatize Social Security and to improve Medicare and Medicaid by lowering prescription drug prices and expanding access to quality long-term care. I would not have been able to do any of this without the counsel of committed consumer advocates and the continued trust and support of our community.

    WASHINGTON – This week, U.S. Congressman Michael McCaul (R-Texas) and Congressman Mike Quigley (D-Ill.) introduced a resolution recognizing May 2025 as National Brain Tumor Awareness Month.

    “Among all childhood cancers, brain tumors are the leading cause of death, with a mere 25% survival rate — an unacceptable reality that no child or their family should have to face,” said Rep. McCaul. “For years, I’ve fought to prioritize essential investments into cancer research, because far too many patients are left with limited options and little hope. This resolution is a step forward in raising awareness and advancing life-saving research to beat cancer once and for all.”

    “Nearly 4,000 Illinois residents are diagnosed with a brain or central nervous system tumor each year. These cases wreak havoc on their patients’ physical, mental, and financial health,” said Rep. Quigley. “I’m proud to cosponsor this resolution each year to honor those who have lost their lives to these tumors and advocate for further research to defeat this disease.”

    Background:

    Each year, tens of thousands of Americans receive a primary brain tumor diagnosis which carries a five-year survival rate of only 36 percent for malignant tumors. Today, more than one million people in the United States are estimated to be living with a primary brain tumor and approximately 94,000 more will be diagnosed in 2025. Unfortunately, mortality rates associated with brain tumors have changed little in recent decades. They remain the leading cause of death from cancer in children and teens.

    In addition to encouraging increased public awareness and expressing support for individuals battling brain tumors, Reps. McCaul and Quigley’s resolution urges a collaborative approach to brain tumor research. This will harness advances made both by private, non-profit research foundations and federally supported medical research institutions.

    WASHINGTON — Today, U.S. Congressman Michael McCaul (R-Texas) — chairman emeritus of the House Foreign Affairs Committee — and Congressman Bill Huizenga (R-Mich.) announced the introduction of H.R. 3068, the Missile Technology Control Revision Act. The legislation modernizes missile technology export controls by removing unnecessary regulatory barriers — bolstering U.S. national security while ensuring our allies are equipped to address shared security threats in a timely manner. 

    “The Chinese Communist Party is working at lightning speed to advance its military apparatus — and it does not play fair,” said Rep. McCaul. “The Mission Technology Control Revision Act empowers the United States and its allies to meet that generational challenge head-on by removing burdensome red tape that slows down the transfer of critical military technologies. I urge my colleagues to support this important bill that will strengthen crucial partnerships like the AUKUS defense pact and deter the CCP’s malign activity in the Indo-Pacific and beyond.”

    Background:

    The Missile Technology Control Regime (MTCR) was signed in 1987 and is a non-binding political arrangement designed to curtail exports and proliferation of WMD delivery vehicles and the underlying technologies. Unfortunately, the MTCR has no independent means to verify whether states adhere to its guidelines or a mechanism to penalize member states if they violate them.  

    The MTCR was established to prevent the proliferation of missile systems capable of delivering weapons of mass destruction, but in practice, its strict implementation through the Arms Export Control Act has often limited the United States’ ability to share certain missile-related technologies, such as advanced drones and space launch systems, with close allies. At the same time, countries like China and Russia, which have a history of violating MTCR norms, have continued to export similar technologies with fewer constraints. This disparity has complicated U.S. efforts to deepen defense cooperation and technology sharing through alliances like NATO, Five Eyes, and AUKUS. 

    Reps. McCaul and Huizenga’s legislation amends the Arms Export Control Act of 1976 to allow for expedited defense trade with countries the president determines to be eligible for a defense trade exemption. Additionally, the bill includes a statement of policy that the US shall no longer apply a “presumption of denial” for MTCR items to NATO, major non-NATO allies, and Five Eyes members.

  • MIL-OSI Global: Population explosions and declines are related to how stable the economy and environment are

    For 200 years, we’ve been warned of unchecked population growth and how it leads to environmental instability. On the other hand, today some countries face decreasing populations, alongside increasing proportions of elderly people, causing economic instability.

    These two facets of population crises — explosions and declines — are occurring in different parts of the world, and have a global impact on the environment and on economies. Discussions about achieving economic and environmental sustainability must consider population changes, technology and the environment, given these concepts are closely interwoven.

    Population explosions and declines are related to both environmental and economic instability; some countries make reactionary choices that trade off short-term domestic economic progress over the environment.

    The crisis of population explosions

    In 1798, English economist Thomas Malthus warned of a population explosion, inferring that population growth will outstrip agricultural production. Malthus’s ideas became re-popularized by American scientist Paul R. Ehrlich in his book published at the height of population growth in the 1960s. Both predicted that a population explosion would cause shortages in resources and escalating environmental damage.

    Like Malthus, Ehrlich was criticized for a crisis “that never happened” because human ingenuity, a byproduct of population, overcomes the worst fears of environmentalists. This counter-argument relies on technological advances making more efficient use of resources while lowering the environmental impacts.

    This is best exemplified by efficiency gains of agriculture that have continued to feed a growing world. Ehrlich’s predictions of cumulative environmental damage are best illustrated by the growing intensity of climate change and species loss as the global population continues to grow even though the current growth rate is slower than it was in the 1960s.

    Unified growth theory describes how economies change over the long term. It starts with a period of slow technological progress, low income growth and high population growth. Over time, these conditions give way to a modern growth phase, where technology improves quickly, income rises steadily and population growth slows as societies go through a demographic transition towards stable population sizes.

    Technological progress positively contributes to national economies over the long term. However, early adoption of green technology often relies on finance and government incentives that may imply short-term economic burdens. Yet when green technology is implemented and coupled to slowing population growth, it leads to decreasing national environmental footprints that pave a way towards joint environmental and economic sustainability.

    The crisis of population declines

    Declining populations cause inverted age pyramids with larger numbers of elderly people. These shifting demographics cause economic instability. They also constrain technological progress and social security.

    Population declines work against the gains described by unified growth theory. Presently, 63 countries have reached their peak population and 48 more are expected to peak within 30 years. Fears of population decline are also being forecast at the global scale.

    The global population is predicted to peak between the mid-2060s to 2100, stabilizing at 10.2 billion from its present 8.2 billion.

    In their book, Empty Planet, political scientist Darrell Bricker and political commentator John Ibbitson warn that zero population growth will happen even faster. They argue once a country decreases its fertility to below replacement (2.1 children per woman), the social reinforcements of increasing urbanization, costs of raising children and increased empowerment over family planning make it almost impossible to increase the birth rate.

    For highly affluent countries, the per capita GDP is decreasing as the proportion of elderly in the population increases. Although this pattern doesn’t hold when less affluent countries are added, the figure demonstrates tangible economic impacts for countries grappling with aging populations.

    Simultaneous explosions and declines

    Affluent nations facing decline can react to economic instability in ways that counter global economic and environmental sustainability.

    In the past, affluent nations were the drivers of green technology. However, economic instability from population declines can cause reluctance to invest, adopt and share green technology crucial for mitigating environmental damage at the global scale.

    The issue is compounded by the fact that many countries overlook how their own decline in population growth contributes to economic instability. They instead focus on short-term solutions to their economic situation that may include unsustainable resource use.

    Left unaddressed, the real issue of population decline becomes unresolved, allowing social anxieties against immigration and global trade to grow. This can exacerbate the issue halting technology sharing, slowing economic growth and increasing economic inequality and environmental damage.

    The above is exemplified by policies now being implemented by the United States. Where immigration was previously used as a backstop against low fertility, growing cultural backlash to immigration pressures rooted in anxiety about economic uncertainties have generated new policies causing the deportation of millions of immigrants and closing borders. This will most likely accelerate a population decline in the U.S., as highlighted by a Congressional Budget Office report.

    At the same time, the U.S. is shifting its energy policy away from increased shares of renewable, green energy sources back to a focus on fossil fuels that will worsen climate damage.

    Climate damage costs are currently two per cent of global GDP, and may increase to between two to 21 per cent of some countries’ incomes by the end of the century. The growing applications of artificial intelligence (AI) and its high energy use will add to climate damage. AI may also contribute to the economic challenges related to population decline if it replaces, rather than supports, labour.

    Finally, tariff wars add new barriers against green technology sharing.

    Canada’s lowered immigration

    Canada, which already has a low fertility rate and is reacting to the U.S. trade war, has its own challenges. This year, immigration targets were decreased by 19 per cent. The lack of support for and subsequent removal of the carbon tax and possible extension of pipeline infrastructure could generate similar delays in the transition away from fossil fuels.

    In the most recent federal election, discussions about environmental policy were largely side-tracked by economic issues.

    Our research indicates that Canada and other affluent nations need to establish longer-term solutions to economic instabilities that mitigate environmental damage while promoting sustainable national and global economies.

    The United Nations Sustainable Development Goals offer pathways for economic, social and environmental sustainability. However, realizing these goals requires society to fully acknowledge the intertwined relationships between population growth, economy, environment and international technology-sharing in ways that transcend short-term national interests and reactionary policies.

    The past decade has seen strong momentum from social and natural sciences as well as international organizations, business and civil society. Unfortunately, the current climate of economic uncertainty is halting this progress — unless the public can force broader discussions about sustainable approaches back into the political sphere.

    CHANGCHUN, May 11 (Xinhua) — The May Day holiday has ended, but the tourism boom in the border city of Hunchun is still going strong. Tourists from all over China come here to taste the freshest seafood imported from Russia.

    The city of Hunchun /Jilin Province, Northeast China/ is located at the junction of the state borders of China, Russia and the DPRK. The Hunchun checkpoint is 42 km from the Russian port of Posyet and 71 km from the port of Zarubino.

    Every morning, trucks loaded with fresh Russian seafood arrive at the Hunchun checkpoint, bringing seafood from the deep sea to the tables of the city’s restaurants.

    The 145-meter-long “Seafood Street” is the place most often visited by tourists. There are more than 20 specialized shops on both sides of this street. It not only sells a variety of seafood, but also provides comprehensive services such as processing, packaging and delivery.

    When entering any store, a visitor will be able to see a wide range of seafood of different varieties and characteristics, such as Kamchatka crabs, hairy crabs and Sakhalin spizulas, among which Kamchatka crabs are the most popular.

    Various cooking methods such as steaming, pepper-frying and char-grilling make seafood more delicious.

    Liu Mengni, a tourist from Beijing, tasted various seafood dishes to write a guidebook for a food tour of Hunchun and posted it on social media. “The seafood here is very fresh, the meat is very tasty. I will definitely come here again!” she said.

    Thanks to logistics networks, namely transportation by rail and air, fresh Kamchatka crabs can be delivered from Hunchun to all over the country on the same day.

    In the Northeast Asia Cross-Border E-Commerce Industrial Park in Hunchun City, there is a Kamchatka crab shop covering an area of more than 1,000 square meters.

    Wang Hai, the person in charge of the store, said that they have established close cooperation with Russian companies and the Kamchatka crabs caught from the depths of the sea are delivered to his store in original packaging.

    “Kamchatka crab is delicious and affordable. At peak times, our store can receive over ten thousand customers daily,” said Wang Hai.

    In addition, the Chinese businessman also promotes the sale of king crab through live broadcasting on social media. “Now we can sell about 100 king crabs daily in just two hours through live broadcasting. We have regular customers in Guangdong, Yunnan and Guangxi Zhuang Autonomous Region. You can place an order online and the goods will be delivered in about 24 hours,” he added.

    In 2016, the Hunchun border crossing received official status as an import point for chilled fresh seafood and edible aquatic animals, becoming the main channel for delivering Russian Kamchatka crab to China.

    Hunchun Mayor Zhang Linguo said that more than 1.5 million crabs enter China through the Hunchun checkpoint every year. The Kamchatka crab has already become a tourist brand for Hunchun.

    This year, Mother’s Day comes a day before the 2025 national midterm elections. Before Filipinos vote for future legislators and local officials, Virginia Benosa-Llorin reflects on the intersection of motherhood, climate anxiety, and the hope of having a say in what the future holds.

    My son married a wonderful woman last year and they are now expecting their first child. Like many other young parents, they gathered family and friends to celebrate with them as they reveal the gender of their upcoming baby. 

    The excitement grew as the couple asked us to answer trivia questions and for each correct answer, my son or daughter-in-law’s picture appeared on something like a crossword puzzle displayed on the screen.  

    After all the questions were answered, the photos of my son formed a straight horizontal line, which means we are going to have a baby boy! 

    The crowd cheered, and congratulations echoed throughout the room. I had hoped for a girl, only for a selfish reason that I could doll her up. But of course, any gender will be most welcome. I am already super excited to have a baby in the family. This early, I have already mapped out the pampering he will get from me. 

    It was a joyous moment, a celebration. 

    But then, it dawned on me: My first grandchild will be born this year during a time when the heat index is already considered dangerous.

    In my day, class suspensions were only due to flooding, but now it is different. Hot temperature prompts class suspensions as a precautionary health measure.

    As I looked at my son and daughter-in-law’s proud and happy, hopeful smiles, I couldn’t help but think about their future and how they will raise Amari. His name is going to be Amari, which means Promised by God.

    I felt a lump in my chest—the kind that mothers feel when they are worried.

    And I have my reasons. According to a 2019 Lancet Report, a child born today will encounter a world that is more than four degrees warmer than the pre-industrial average, with climate change impacting human health from infancy and adolescence to adulthood and old age.

    A warmer planet will have serious consequences for people, especially those living in poor conditions—health-wise, economically, and educationally. It is frightening to think about these consequences.

    I recently attended a forum on climate change and health, organized by the Institute of Child Health and Development, University of the Philippines Manila. The presentation by Dr. Ronald Law caught my attention the most. Dr. Law clearly and interestingly discussed the intergenerational inequity of climate change, noting that children are considered a particularly disadvantaged population due to their physiological and developmental vulnerabilities, as well as their higher likelihood of experiencing severe effects of climate change in the future.

    Dr. Law, head of the newly established Climate Change Unit at the Department of Health, encourages advocacy and awareness-raising on the intersectionality of climate change and health. He emphasized that the medical and public health communities need to recognize, acknowledge, and speak out about the health burdens of climate change and their disproportionate effects on children. 

    Sadly, despite the recognized impacts of climate change, many people—including those running for political office—fail to grasp the importance of addressing environmental issues. I’ve attended several electoral forums organized by civil society groups. Candidates for the midterm elections were invited to share their environmental platforms. 

    Not surprisingly, only a handful, if none, of the candidates that top the surveys attended. Is this a reflection of their commitment to environmental protection? What gives? You decide. 

    This brings me back to my grandson and to my final point. 

    Is there still hope? Of course! If we act together, our collective actions can rebuild our society. We can engage in impactful acts that drive meaningful change in the system.

    As the founder of Kwik Fit, Sir Tom revolutionised the automotive industry, yet his legacy stretches far beyond business. His love for Edinburgh and its people was perhaps best demonstrated in 1991 when he stepped in to rescue his beloved Hibernian Football Club.
