  • MIL-Evening Report: Who killed Shireen Abu Akleh? Film names Israeli soldier but Biden, Israel ‘did best to cover up’

    NERMEEN SHAIKH: We begin today’s show looking at Israel’s ongoing targeting of Palestinian journalists. A recent report by the Costs of War Project at Brown University described the war in Gaza as the “worst ever conflict for reporters” in history.

    By one count, Israel has killed 214 Palestinian journalists in Gaza over the past 18 months, including two journalists killed on Wednesday — Yahya Subaih and Nour El-Din Abdo. Yahya Subaih died just hours after his wife gave birth to their first child.

    Meanwhile, new details have emerged about the killing of Shireen Abu Akleh, the renowned Palestinian American Al Jazeera journalist who was fatally shot by an Israeli soldier three years ago on 11 May 2022.

    She was killed while covering an Israeli army assault on the Jenin refugee camp in the West Bank. Shireen and another reporter were against a stone wall, wearing blue helmets and blue flak jackets clearly emblazoned with the word “Press”.

    Shireen was shot in the head. She was known throughout the Arab world for her decades of tireless reporting on Palestine.

    AMY GOODMAN: Israel initially claimed she had been shot by Palestinian militants, but later acknowledged she was most likely shot by an Israeli soldier. But Israel has never identified the soldier who fired the fatal shot, or allowed the soldier to be questioned by US investigators.

    But a new documentary just released by Zeteo has identified and named the Israeli soldier for the first time. Below is the trailer to the documentary Who Killed Shireen?

    DION NISSENBAUM: That soldier looked down his scope and could see the blue vest and that it said “press.”

    ISRAELI SOLDIER: That’s what I think, yes.

    SEN. CHRIS VAN HOLLEN: US personnel have never had access to those who are believed to have committed those shootings.

    DION NISSENBAUM: No one has been held to account. Justice has not been served.

    FATIMA ABDULKARIM: She is the first American Palestinian journalist who has been killed by Israeli forces.

    DION NISSENBAUM: I want to know: Who killed Shireen?

    CONOR POWELL: Are we going to find the shooter?

    DION NISSENBAUM: He’s got a phone call set up with this Israeli soldier that was there that day.

    CONOR POWELL: We just have to go over to Israel.

    DION NISSENBAUM: Did you ever talk to the guy who fired those shots?

    ISRAELI SOLDIER: Of course. I know him personally. The US should have actually come forward and actually pressed the fact that an American citizen was killed intentionally by IDF.

    FATIMA ABDULKARIM: The drones are still ongoing, the explosions going off.

    CONOR POWELL: Holy [bleep]! We’ve got a name.

    DION NISSENBAUM: But here’s the twist.


    Who Shot Shireen Abu Akleh?  Video: Zeteo/Democracy Now!

    NERMEEN SHAIKH: The trailer for the new Zeteo documentary Who Killed Shireen? The film identifies the Israeli soldier who allegedly killed Shireen Abu Akleh as Alon Scagio, who would later be killed during an Israeli military operation last June in Jenin, the same city where Shireen was fatally shot.

    AMY GOODMAN: We’re joined right now by four guests, including two members of Shireen Abu Akleh’s family: her brother Anton, or Tony, and her niece Lina. They’re both in North Bergen, New Jersey. We’re also joined by Mehdi Hasan, the founder and editor-in-chief of Zeteo, and by Dion Nissenbaum, the executive producer of Who Killed Shireen?, the correspondent on the documentary, longtime Wall Street Journal foreign correspondent based in Jerusalem and other cities, a former foreign correspondent. He was twice nominated for a Pulitzer Prize.

    We welcome you all to Democracy Now! Dion, we’re going to begin with you. This is the third anniversary, May 11th exactly, of the death of Shireen Abu Akleh. Talk about your revelation, what you exposed in this documentary.

    DION NISSENBAUM: Well, there were two things that were very important for the documentary. The first thing was we wanted to find the soldier who killed Shireen. It had been one of the most closely guarded secrets in Israel. US officials said that if they wanted to determine if there was a crime here, if there was a human rights violation, they needed to talk to this soldier to find out what he was thinking when he shot her.

    And we set out to find him. And we did. We did what the US government never did. And it turned out he had been killed, so we were never able to answer that question — what he was thinking.

    But the other revelation that I think is as significant in this documentary is that the initial US assessment of her shooting was that that soldier intentionally shot her and that he could tell that she was wearing a blue flak jacket with “Press” across it.

    That assessment was essentially overruled by the Biden administration, which came out and said exactly the opposite. That’s a fairly startling revelation, that the Biden administration and the Israeli government essentially were doing everything they could to cover up what happened that day to Shireen Abu Akleh.

    NERMEEN SHAIKH: Well, let’s go to a clip from the documentary Who Killed Shireen?, in which Dion Nissenbaum, our guest, speaks with former State Department official Andrew Miller. He was Deputy Assistant Secretary of State for Israeli-Palestinian Affairs in 2022 when Shireen was killed.

    ANDREW MILLER: It’s nearly 100 percent certain that an Israeli soldier, likely a sniper, fired the shot that killed or the shots that killed Shireen Abu Akleh. Based on all the information we have, it is not credible to suggest that there were targets either in front of or behind Shireen Abu Akleh.

    The fact that the official Israeli position remains that this was a case of crossfire, the entire episode was a mistake, as opposed to potentially a mistaken identification or the deliberate targeting of this individual, points to, I think, a broader policy of seeking to manage the narrative.

    DION NISSENBAUM: And did the Israelis ever make the soldier available to the US to talk about it?

    ANDREW MILLER: No. And the Israelis were not willing to present the person for even informal questioning.

    NERMEEN SHAIKH: That was State Department official — former State Department official Andrew Miller, speaking in the Zeteo documentary Who Killed Shireen? He was Deputy Assistant Secretary of State for Israeli-Palestinian Affairs in 2022 when Shireen was killed.

    I want to go to Shireen’s family, whom we have as guests, Anton Abu Akleh and Lina, who are joining us from New Jersey. You both watched the film for the first time last night when it premiered here in New York City. Lina, if you could begin by responding to the revelations in the film?

    LINA ABU AKLEH: Hi, Amy. Hi. Thank you for having us.

    Honestly, we always welcome and we appreciate journalists who try to uncover the killing of Shireen, but also who shed light on her legacy. And the documentary that was released by Zeteo and by Dion, it really revealed findings that we didn’t know before, but we’ve always known that it was an Israeli soldier who killed Shireen. And we know how the US administration failed our family, failed a US citizen and failed a journalist, really.

    And that should be a scandal in and of itself.

    But most importantly, for us as a family, it’s not just about one soldier. It’s about the entire chain of command. It’s not just the person who pulled the trigger, but who ordered the killing, and the military commanders, the elected officials.

    So, really, it’s the entire chain of command that needs to be held to account for the killing of a journalist who was in a clear press vest, press gear, marked as a journalist.

    NERMEEN SHAIKH: And, Anton, if you could respond? Shireen, of course, was your younger sister. What was your response watching the documentary last night?

    ANTON ABU AKLEH: It’s very painful to look at all these scenes again, but I really extend my appreciation to Zeteo and all those who supported and worked on this documentary, which was very revealing, many things we didn’t know. The cover-up by the Biden administration, this thing was new to us.

    He promised. First statements came out from the White House and from the State Department stressed on the importance of holding those responsible accountable. And apparently, in one of the interviews heard in this documentary, he never raised — President Biden never raised this issue with Bennett, at that time the prime minister.

    So, that’s shocking to us to know it was a total cover-up, contradictory to what they promised us. And that’s — like Lina just said, it’s a betrayal, not only to the family, not only to Shireen, but the whole American nation.

    AMY GOODMAN: Mehdi Hasan, you’ve backed this documentary. It’s the first big documentary Zeteo is putting out. It’s also the first anniversary of the founding of Zeteo. Can you talk about the proof that you feel is here in the documentary that Alon Scagio, this — and explain who he is and the unit he was a part of? Dion, it’s quite something when you go to his grave. But how you can absolutely be sure this is the man?

    MEHDI HASAN: So, Amy, Nermeen, thanks for having us here. I’ve been on this show many times. I just want to say, great to be here on set with both of you. Thank you for what you do.

    This is actually our second documentary, but it is our biggest so far, because the revelations in this film that Dion and the team put out are huge in many ways — identifying the soldier, as you mentioned, Alon Scagio, identifying the Biden cover-up, which we just heard Tony Abu Akleh point out. People didn’t realise just how big that cover-up was.

    Remember, Joe Biden was the man who said, “If you harm an American, we will respond.” And what is very clear in the case of Shireen Abu Akleh, an American citizen who spent a lot of her life in New Jersey, they did not respond.

    In terms of the soldier itself, when Dion came to me and said, “We want to make this film. It’ll be almost like a true crime documentary. We’re going to go out and find out who did it” — because we all — everyone followed the story. You guys covered it in 2022. It was a huge story in the world.

    But three years later, to not even know the name of the shooter — and I was, “Well, will we be able to find this out? It’s one of Israel’s most closely guarded secrets.” And yet, Dion and his team were able to do the reporting that got inside of Duvdevan, this elite special forces unit in Israel.

    It literally means “the cherry on top.” That’s how proud they are of their eliteness. And yet, no matter how elite you are, Israel’s way of fighting wars means you kill innocent people.

    And what comes out in the film from interviews, not just with a soldier, an Israeli soldier, who speaks in the film and talks about how, “Hey, if you see a camera, you take the shot,” but also speaking to Chris Van Hollen, United States Senator from Maryland, who’s been one of the few Democratic voices critical of Biden in the Senate, who says there’s been no change in Israel’s rules of engagement over the years.

    And therefore, it was so important on multiple levels to do this film, to identify the shooter, because, of course, as you pointed out in your news headlines, Amy, they just killed a hundred Palestinians yesterday.

    So this is not some old story from history where this happened in 2022 and we’re going back. Everything that happened since, you could argue, flows from that — the Americans who have been killed, the journalists who have been killed in Gaza, Palestinians, the sense of impunity that Israel has and Israel’s soldiers have.

    There are reports that Israeli soldiers are saying to Palestinians, “Hey, Trump has our back. Hey, the US government has our back.” And it wasn’t just Trump. It was Joe Biden, too.

    And that was why it was so important to make this film, to identify the shooter, to call out Israel’s practices when it comes to journalists, and to call out the US role.

    AMY GOODMAN: I  just want to go to Dion, for people who aren’t familiar with the progression of what the Biden administration said, the serious cover-up not only by Israel, but of its main military weapons supplier and supporter of its war on Gaza, and that is Joe Biden, from the beginning.

    First Israel said it was a Palestinian militant. At that point, what did President Biden say?

    DION NISSENBAUM: So, at the very beginning, they said that they wanted the shooter to be prosecuted. They used that word at the State Department and said, “This person who killed an American journalist should be prosecuted.” But when it started to become clear that it was probably an Israeli soldier, their tone shifted, and it became talking about vague calls for accountability or changes to the rules of engagement, which never actually happened.

    So, you got to a point where the Israeli government admitted it was likely them, the US government called for them to change the rules of engagement, and the Israeli government said no. And we have this interview in the film with Senator Chris Van Hollen, who says that, essentially, Israel was giving the middle finger to the US government on this.

    And we have seen, since that time, more Americans being killed in the West Bank, dozens and dozens and dozens of journalists being killed, with no accountability. And we would like to see that change.

    This is a trajectory that you’re seeing. You know, the blue vest no longer provides any protection for journalists in Israel. The Israeli military itself has said that wearing a blue vest with “Press” on it does not necessarily mean that you are a journalist.

    They are saying that terrorists wear blue vests, too. So, if you are a journalist operating in the West Bank now, you have to assume that the Israeli military could target you.

    NERMEEN SHAIKH: Well, let’s go to another clip from the film Who Killed Shireen?, which features Ali Samoudi, Shireen Abu Akleh’s producer, who was with Shireen when she was killed, and was himself shot and injured. In the clip, he speaks to the journalist Fatima AbdulKarim.

    FATIMA ABDULKARIM: We are set up here now, even though we were supposed to meet at the location where you got injured and Shireen got killed.

    ALI SAMOUDI: [translated] We are five minutes from the location in Maidan al-Awdah. But you could lose your soul in the five minutes it would take us to reach it. You could be hit by army bullets. They could arrest you.

    So it is essentially impossible to get there. I believe the big disaster which prevented the occupation from being punished and repeating these crimes is the neglect and indifference by many of the institutions, especially American ones, which continue to defend the occupation.

    FATIMA ABDULKARIM: [translated] We’re now approaching the third anniversary of Shireen’s death. How did that affect you?

    ALI SAMOUDI: [translated] During that period, the occupation was making preparations for a dangerous scenario in the Jenin refugee camp. And for this reason, they didn’t want witnesses.

    They opened fire on us in order to terroriSe us enough that we wouldn’t go back to the camp. And in that sense, they partially succeeded.

    Since then, we have been overcome by fear. From the moment Shireen was killed, I said and continue to say and will continue to say that this bullet was meant to prevent the Palestinian media from the documentation and exposure of the occupation’s crimes.

    NERMEEN SHAIKH: That was Ali Samoudi, Shireen Abu Akleh’s producer, who was with Shireen when she was killed, and was himself shot and injured.

    We should note, Ali Samoudi was just detained by Israeli forces in late April. The Palestinian journalist Mariam Barghouti recently wrote, “Ali Samoudi was beaten so bad by Israeli soldiers he was immediately hospitalised. This man has been one of the few journalists that continues reporting on Israeli military abuses north of the West Bank despite the continued risk on his life,” Mariam Barghouti wrote.

    The Committee to Protect Journalists spoke to the journalist’s son, Mohammed Al Samoudi, who told CPJ, quote, “My father suffers from several illnesses, including diabetes, high blood pressure, and a stomach ulcer . . .  He needs a diabetes injection every two days and a specific diet. It appears he was subjected to assault and medical neglect at the interrogation center . . .

    “Our lawyer told us he was transferred to an Israeli hospital after a major setback in his health. We don’t know where he is being held, interrogated, or even the hospital to which he was taken. My father has been forcibly disappeared,” he said.

    So, Dion Nissenbaum, if you could give us the latest? You spoke to Ali Samoudi for the documentary, and now he’s been detained.

    DION NISSENBAUM: Yeah. His words were prophetic, right? He talks about this was an attempt to silence journalists. And my colleague Fatima says the same thing, that these are ongoing, progressive efforts to silence Palestinian journalists.

    And we don’t know where Ali is. He has not actually been charged with anything yet. He is one of the most respected journalists in the West Bank. And we are just seeing this progression going on.

    AMY GOODMAN: So, the latest we know is he was supposed to have a hearing, and that hearing has now been delayed to May 13th, Ali Samoudi?

    DION NISSENBAUM: That’s right. And he has yet to be charged, so . . .

    AMY GOODMAN: I want to go back to Lina Abu Akleh, who’s in New Jersey, where Shireen grew up. Lina, you were listed on Time magazine’s 100 emerging leaders for publicly demanding scrutiny of Israel’s treatment of Palestinians, the horror.

    And again, our condolences on the death of your aunt, on the killing of your aunt, and also to Anton, Shireen’s brother. Lina, you’ve also, of course, spoken to Ali Samoudi. This continues now. He’s in detention — his son says, “just disappeared”.

    What are you demanding right now? We have a new administration. We’ve moved from the Biden administration to the Trump administration. And are you in touch with them? Are they speaking to you?

    LINA ABU AKLEH: Well, our demands haven’t changed. From day one, we’re calling for the US administration to complete its investigation, or for the FBI to continue its investigation, and to finally release — to finally hold someone to account.

    And we have enough evidence that could have been — that the administration could have used to expedite this case. But, unfortunately, this new administration, as well, no one has spoken to us. We haven’t been in touch with anyone, and it’s just been radio silence since.

    For us, as I said, our demands have never changed. It’s been always to hold the entire system to account, the entire chain of command, the military, for the killing of an American citizen, a journalist, a Palestinian, Palestinian American journalist.

    As we’ve been talking, targeting journalists isn’t happening just by shooting at them or killing them. There’s so many different forms of targeting journalists, especially in Gaza and the West Bank and Jerusalem.

    So, for us, it’s really important as a family that we don’t see other families experience what we are going through, for this — for impunity, for Israel’s impunity, to end, because, at the end of the day, accountability is the only way to put an end to this impunity.

    AMY GOODMAN: I am horrified to ask this question to Shireen’s family members, to Lina, to Tony, Shireen’s brother, but the revelation in the film — we were all there last night at its premiere in New York — that the Israeli soldiers are using a photograph of Shireen’s face for target practice. Tony Abu Akleh, if you could respond?

    ANTON ABU AKLEH: You know, there is no words to describe our sorrow and pain hearing this. But, you know, I would just want to know why. Why would they do this thing? What did Shireen do to them for them to use her as a target practice? You know, this is absolutely barbaric act, unjustified. Unjustified.

    And we really hope that this US administration will be able to put an end to all this impunity they are enjoying. If they didn’t enjoy all this impunity, they wouldn’t have been doing this. Practising on a journalist? Why? You know, you can practice on anything, but on a journalist?

    This shows that this targeting of more journalists, whether in Gaza, in Palestine, it’s systematic. It’s been planned for. And they’ve been targeting and shutting off those voices, those reports, from reaching anywhere in the world.

    NERMEEN SHAIKH: And, Anton, if you could say — you know, you mentioned last night, as well, Shireen was, in fact, extremely cautious as a journalist. If you could elaborate on that? What precisely —

    ANTON ABU AKLEH: Absolutely. Absolutely. Shireen was very careful. Every time she’s in the field, she would take her time to put on the gear, the required helmet, the vest with “press” written on it, before going there. She also tried to identify herself as a journalist, whether to the Israelis or to the Palestinians, so she’s not attacked.

    And she always went by the book, followed the rules, how to act, how to be careful, how to speak to those people involved, so she can protect herself. But, unfortunately, he was — this soldier, as stated in the documentary, targeted Shireen just because she’s Shireen and she’s a journalist. That’s it. There is no other explanation.

    Sixteen bullets were fired on Shireen. Not even her helmet, nor the vest she was wearing, were able to protect her, unfortunately.

    NERMEEN SHAIKH: Mehdi Hasan, you wanted to respond.

    MEHDI HASAN: So, Tony asks, “Why? Why would you do this? Why would you target not just a journalist in the field, but then use her face for target practice?” — as Dion and his team reveal in the film. And there is, unfortunately, a very simple answer to that question, which is that the Israeli military — and not just the Israeli military, but many people in our world today — have dehumanised Palestinians.

    There is the removal of humanity from the people you are oppressing, occupying, subjugating and killing. It doesn’t matter if you’re an American citizen. It doesn’t matter if you have a press jacket on. It only matters that you are Palestinian in the sniper’s sights.

    And that is how they have managed to pull of the killing of so many journalists, so many children. The first documentary we commissioned last year was called Israel’s Real Extremism, and it was about the Israeli soldiers who go into Gaza and make TikTok videos wearing Palestinian women’s underwear, playing with Palestinian children’s toys. It is the ultimate form of dehumanisation, the idea that these people don’t count, their lives have no value.

    And what’s so tragic and shocking — and the film exposes this — is that Joe Biden — forget the Israeli military — Joe Biden also joined in that dehumanisation. Do you remember at the start of this conflict when he comes out and he says, “Well, I’m not sure I believe the Palestinian death toll numbers,” when he puts out a statement at the hundred days after October 7th and doesn’t mention Palestinian casualties.

    And that has been the fundamental problem. This was the great comforter-in-chief. Joe Biden was supposed to be the empath. And yet, as Tony points out, what was so shocking in the film is he didn’t even raise Shireen’s case with Naftali Bennett, the prime minister of Israel at the time.

    Again, would he have done that if it was an American journalist in Moscow? We know that’s not the case. We know when American journalists, especially white American journalists, are taken elsewhere in the world, the government gives a damn. And yet, in the case of Shireen, the only explanation is because she was a Palestinian American journalist.

    AMY GOODMAN: You know, in the United States, the US government is responsible for American citizens, which Biden pointed out at the beginning, when he thought it was a Palestinian militant who had killed her. But, Lina, you yourself are a journalist. And I’m thinking I want to hear your response to using her face, because, of course, that is not just the face of Shireen, but I think it’s the face of journalism.

    And it’s not just American journalism, of course. I mean, in fact, she’s known to hundreds of millions of people around world as the face and voice of Al Jazeera Arabic. She spoke in Arabic. She was known as that to the rest of the world. But to see that and that revealed in this documentary?

    LINA ABU AKLEH: Yeah, it was horrifying, actually. And it just goes on to show how the Israeli military is built. It’s barbarism. It’s the character of revenge, of hate. And that is part of the entire system. And as Mehdi and as my father just mentioned, this is all about dehumanizing Palestinians, regardless if they’re journalists, if they’re doctors, they’re officials. For them, they simply don’t care about Palestinian lives.

    And for us, Shireen will always be the voice of Palestine. And she continues to be remembered for the legacy that she left behind. And she continues to live through so many, so many journalists, who have picked up the microphone, who have picked up the camera, just because of Shireen.

    So, regardless of how the Israeli military continues to dehumanise journalists and how the US fails to protect Palestinian American journalists, we will continue to push forward to continue to highlight the life and the legacy that Shireen left behind.

    NERMEEN SHAIKH: Well, let’s turn to Shireen Abu Akleh in her own words. This is an excerpt from the Al Jazeera English documentary The Killing of Shireen Abu Akleh.

    SHIREEN ABU AKLEH: [translated] Sometimes the Israeli army doesn’t want you there, so they target you, even if they later say it was an accident. They might say, “We saw some young men around you.” So they target you on purpose, as a way of scaring you off because they don’t want you there.

    NERMEEN SHAIKH: So, that was Shireen in her own words in an Al Jazeera documentary. So, Lina, I know you have to go soon, but if you could just tell us: What do you want people to know about Shireen, as an aunt, a sister and a journalist?

    LINA ABU AKLEH: Yes, so, we know Shireen as the journalist, but behind the camera, she was one of the most empathetic people. She was very sincere. And something not a lot of people know, but she was a very funny person. She had a very unique sense of humor, that she lit up every room she entered. She cared about everyone and anyone. She enjoyed life.

    Shireen, at the end of the day, loved life. She had plans. She had dreams that she still wanted to achieve. But her life was cut short by that small bullet, which would change our lives entirely.

    But at the end of the day, Shireen was a professional journalist who always advocated for truth, for justice. And at the end of the day, all she wanted to do was humanise Palestinians and talk about the struggles of living under occupation. But at the same time, she wanted to celebrate their achievements.

    She shed light on all the happy moments, all the accomplishments of the Palestinian people. And this is something that really touched millions of Palestinians, of Arabs around the world. She was able to enter the hearts of the people through the small camera lens. And until this day, she continues to be remembered for that.

  • MIL-OSI Africa: NSFAS disputes claims of 2025 registration portal closure

    The National Student Financial Aid Scheme (NSFAS) has distanced itself from a message currently circulating on social media platforms claiming that its 2025 registration portal has closed due to ongoing budget constraints.

    In a statement issued this week, NSFAS described the claims as “entirely misleading” and a “gross misrepresentation” of its current operations and funding position.

    “NSFAS strongly repudiates this inaccurate communication,” the scheme said.

    The misleading message allegedly originated from the Durban University of Technology (DUT).

    NSFAS has called on the institution to issue an immediate correction, warning that such inaccurate statements not only mislead students and stakeholders but also potentially undermine the reputation of the funding scheme.

    NSFAS explained that it had issued Circular Notice No. 4 of 2025, on 3 March 2025, confirming that the registration portal was open and ready to receive valid registration data from the institutions, form that date onwards.

    While the official cut-off date for submission of 2025 registration data was 31 March 2025, NSFAS said the universities were encouraged to submit by 14 March 2025 (close of business).

    “This earlier submission was recommended to ensure timely processing and subsequent disbursement of funds by the end of March 2025. It is therefore regrettable that some institutions, including the Durban University of Technology (DUT), did not adhere to the recommended deadline for the submission of the required registration data,” NSFAS explained.

    It said the non-compliance has unfortunately delayed the disbursement of tuition and living allowances to eligible students at these institutions.

    NSFAS confirmed that student allowance payments were released to the affected universities on 6 May 2025, and tuition fee payments are expected to follow in due course.

    The scheme reiterated its commitment to ensuring timely and efficient disbursement of funding and urged all institutions to comply with the stipulated data submission deadlines, to avoid unnecessary delays.

    Outstanding 2024 TVET Allowances

    Meanwhile, NSFAS has acknowledged ongoing concerns regarding unpaid 2024 allowances for Technical and Vocational Education and Training (TVET) students.

    The scheme attributed the delays to transitional challenges experienced during the switch to direct payment partners, and the subsequent return of this function to NSFAS during the 2024 academic year.

    “This transition necessitated a complex reconciliation process, which has been undertaken concurrently with the commencement of the 2025 academic year. NSFAS is nearing the completion of this reconciliation process, and is committed to resolving the outstanding payments,” NSFAS said.

    NSFAS confirmed that the monthly TVET allowances for the 2025 academic year will be paid on 25 May 2025, while a special payment run to clear unpaid 2024 TVET allowances is scheduled for 31 May 2025.

  • MIL-Evening Report: Who killed Shireen Abu Akleh? Film names Israeli soldier but Israel ‘did best to cover up’

    NERMEEN SHAIKH: We begin today’s show looking at Israel’s ongoing targeting of Palestinian journalists. A recent report by the Costs of War Project at Brown University described the war in Gaza as the “worst ever conflict for reporters” in history.

    By one count, Israel has killed 214 Palestinian journalists in Gaza over the past 18 months, including two journalists killed on Wednesday — Yahya Subaih and Nour El-Din Abdo. Yahya Subaih died just hours after his wife gave birth to their first child.

    Meanwhile, new details have emerged about the killing of Shireen Abu Akleh, the renowned Palestinian American Al Jazeera journalist who was fatally shot by an Israeli soldier three years ago on 11 May 2022.

    She was killed while covering an Israeli army assault on the Jenin refugee camp in the West Bank. Shireen and another reporter were against a stone wall, wearing blue helmets and blue flak jackets clearly emblazoned with the word “Press”.

    Shireen was shot in the head. She was known throughout the Arab world for her decades of tireless reporting on Palestine.

    AMY GOODMAN: Israel initially claimed she had been shot by Palestinian militants, but later acknowledged she was most likely shot by an Israeli soldier. But Israel has never identified the soldier who fired the fatal shot, or allowed the soldier to be questioned by US investigators.

    But a new documentary just released by Zeteo has identified and named the Israeli soldier for the first time. This is the trailer to the documentary Who Killed Shireen?

    DION NISSENBAUM: That soldier looked down his scope and could see the blue vest and that it said “press.”

    ISRAELI SOLDIER: That’s what I think, yes.

    SEN. CHRIS VAN HOLLEN: US personnel have never had access to those who are believed to have committed those shootings.

    DION NISSENBAUM: No one has been held to account. Justice has not been served.

    FATIMA ABDULKARIM: She is the first American Palestinian journalist who has been killed by Israeli forces.

    DION NISSENBAUM: I want to know: Who killed Shireen?

    CONOR POWELL: Are we going to find the shooter?

    DION NISSENBAUM: He’s got a phone call set up with this Israeli soldier that was there that day.

    CONOR POWELL: We just have to go over to Israel.

    DION NISSENBAUM: Did you ever talk to the guy who fired those shots?

    ISRAELI SOLDIER: Of course. I know him personally. The US should have actually come forward and actually pressed the fact that an American citizen was killed intentionally by IDF.

    FATIMA ABDULKARIM: The drones are still ongoing, the explosions going off.

    CONOR POWELL: Holy [bleep]! We’ve got a name.

    DION NISSENBAUM: But here’s the twist.

    NERMEEN SHAIKH: The trailer for the new Zeteo documentary Who Killed Shireen? The film identifies the Israeli soldier who allegedly killed Shireen Abu Akleh as Alon Scagio, who would later be killed during an Israeli military operation last June in Jenin, the same city where Shireen was fatally shot.

    AMY GOODMAN: We’re joined right now by four guests, including two members of Shireen Abu Akleh’s family: her brother Anton, or Tony, and her niece Lina. They’re both in North Bergen, New Jersey. We’re also joined by Mehdi Hasan, the founder and editor-in-chief of Zeteo, and by Dion Nissenbaum, the executive producer of Who Killed Shireen?, the correspondent on the documentary, longtime Wall Street Journal foreign correspondent based in Jerusalem and other cities, a former foreign correspondent. He was twice nominated for a Pulitzer Prize.

    We welcome you all to Democracy Now! Dion, we’re going to begin with you. This is the third anniversary, May 11th exactly, of the death of Shireen Abu Akleh. Talk about your revelation, what you exposed in this documentary.

    DION NISSENBAUM: Well, there were two things that were very important for the documentary. The first thing was we wanted to find the soldier who killed Shireen. It had been one of the most closely guarded secrets in Israel. US officials said that if they wanted to determine if there was a crime here, if there was a human rights violation, they needed to talk to this soldier to find out what he was thinking when he shot her.

    And we set out to find him. And we did. We did what the US government never did. And it turned out he had been killed, so we were never able to answer that question — what he was thinking.

    But the other revelation that I think is as significant in this documentary is that the initial US assessment of her shooting was that that soldier intentionally shot her and that he could tell that she was wearing a blue flak jacket with “Press” across it.

    That assessment was essentially overruled by the Biden administration, which came out and said exactly the opposite. That’s a fairly startling revelation, that the Biden administration and the Israeli government essentially were doing everything they could to cover up what happened that day to Shireen Abu Akleh.

    NERMEEN SHAIKH: Well, let’s go to a clip from the documentary Who Killed Shireen?, in which Dion Nissenbaum, our guest, speaks with former State Department official Andrew Miller. He was Deputy Assistant Secretary of State for Israeli-Palestinian Affairs in 2022 when Shireen was killed.

    ANDREW MILLER: It’s nearly 100 percent certain that an Israeli soldier, likely a sniper, fired the shot that killed or the shots that killed Shireen Abu Akleh. Based on all the information we have, it is not credible to suggest that there were targets either in front of or behind Shireen Abu Akleh.

    The fact that the official Israeli position remains that this was a case of crossfire, the entire episode was a mistake, as opposed to potentially a mistaken identification or the deliberate targeting of this individual, points to, I think, a broader policy of seeking to manage the narrative.

    DION NISSENBAUM: And did the Israelis ever make the soldier available to the US to talk about it?

    ANDREW MILLER: No. And the Israelis were not willing to present the person for even informal questioning.

    NERMEEN SHAIKH: That was State Department official — former State Department official Andrew Miller, speaking in the Zeteo documentary Who Killed Shireen? He was Deputy Assistant Secretary of State for Israeli-Palestinian Affairs in 2022 when Shireen was killed.

    I want to go to Shireen’s family, whom we have as guests, Anton Abu Akleh and Lina, who are joining us from New Jersey. You both watched the film for the first time last night when it premiered here in New York City. Lina, if you could begin by responding to the revelations in the film?

    LINA ABU AKLEH: Hi, Amy. Hi. Thank you for having us.

    Honestly, we always welcome and we appreciate journalists who try to uncover the killing of Shireen, but also who shed light on her legacy. And the documentary that was released by Zeteo and by Dion, it really revealed findings that we didn’t know before, but we’ve always known that it was an Israeli soldier who killed Shireen. And we know how the US administration failed our family, failed a US citizen and failed a journalist, really.

    And that should be a scandal in and of itself.

    But most importantly, for us as a family, it’s not just about one soldier. It’s about the entire chain of command. It’s not just the person who pulled the trigger, but who ordered the killing, and the military commanders, the elected officials.

    So, really, it’s the entire chain of command that needs to be held to account for the killing of a journalist who was in a clear press vest, press gear, marked as a journalist.

    NERMEEN SHAIKH: And, Anton, if you could respond? Shireen, of course, was your younger sister. What was your response watching the documentary last night?

    ANTON ABU AKLEH: It’s very painful to look at all these scenes again, but I really extend my appreciation to Zeteo and all those who supported and worked on this documentary, which was very revealing, many things we didn’t know. The cover-up by the Biden administration, this thing was new to us.

    He promised. First statements came out from the White House and from the State Department stressed on the importance of holding those responsible accountable. And apparently, in one of the interviews heard in this documentary, he never raised — President Biden never raised this issue with Bennett, at that time the prime minister.

    So, that’s shocking to us to know it was a total cover-up, contradictory to what they promised us. And that’s — like Lina just said, it’s a betrayal, not only to the family, not only to Shireen, but the whole American nation.

    AMY GOODMAN: Mehdi Hasan, you’ve backed this documentary. It’s the first big documentary Zeteo is putting out. It’s also the first anniversary of the founding of Zeteo. Can you talk about the proof that you feel is here in the documentary that Alon Scagio, this — and explain who he is and the unit he was a part of? Dion, it’s quite something when you go to his grave. But how you can absolutely be sure this is the man?

    MEHDI HASAN: So, Amy, Nermeen, thanks for having us here. I’ve been on this show many times. I just want to say, great to be here on set with both of you. Thank you for what you do.

    This is actually our second documentary, but it is our biggest so far, because the revelations in this film that Dion and the team put out are huge in many ways — identifying the soldier, as you mentioned, Alon Scagio, identifying the Biden cover-up, which we just heard Tony Abu Akleh point out. People didn’t realise just how big that cover-up was.

    Remember, Joe Biden was the man who said, “If you harm an American, we will respond.” And what is very clear in the case of Shireen Abu Akleh, an American citizen who spent a lot of her life in New Jersey, they did not respond.

    In terms of the soldier itself, when Dion came to me and said, “We want to make this film. It’ll be almost like a true crime documentary. We’re going to go out and find out who did it” — because we all — everyone followed the story. You guys covered it in 2022. It was a huge story in the world.

    But three years later, to not even know the name of the shooter — and I was, “Well, will we be able to find this out? It’s one of Israel’s most closely guarded secrets.” And yet, Dion and his team were able to do the reporting that got inside of Duvdevan, this elite special forces unit in Israel.

    It literally means “the cherry on top.” That’s how proud they are of their eliteness. And yet, no matter how elite you are, Israel’s way of fighting wars means you kill innocent people.

    And what comes out in the film from interviews, not just with a soldier, an Israeli soldier, who speaks in the film and talks about how, “Hey, if you see a camera, you take the shot,” but also speaking to Chris Van Hollen, United States Senator from Maryland, who’s been one of the few Democratic voices critical of Biden in the Senate, who says there’s been no change in Israel’s rules of engagement over the years.

    And therefore, it was so important on multiple levels to do this film, to identify the shooter, because, of course, as you pointed out in your news headlines, Amy, they just killed a hundred Palestinians yesterday.

    So this is not some old story from history where this happened in 2022 and we’re going back. Everything that happened since, you could argue, flows from that — the Americans who have been killed, the journalists who have been killed in Gaza, Palestinians, the sense of impunity that Israel has and Israel’s soldiers have.

    There are reports that Israeli soldiers are saying to Palestinians, “Hey, Trump has our back. Hey, the US government has our back.” And it wasn’t just Trump. It was Joe Biden, too.

    And that was why it was so important to make this film, to identify the shooter, to call out Israel’s practices when it comes to journalists, and to call out the US role.

    AMY GOODMAN: I  just want to go to Dion, for people who aren’t familiar with the progression of what the Biden administration said, the serious cover-up not only by Israel, but of its main military weapons supplier and supporter of its war on Gaza, and that is Joe Biden, from the beginning.

    First Israel said it was a Palestinian militant. At that point, what did President Biden say?

    DION NISSENBAUM: So, at the very beginning, they said that they wanted the shooter to be prosecuted. They used that word at the State Department and said, “This person who killed an American journalist should be prosecuted.” But when it started to become clear that it was probably an Israeli soldier, their tone shifted, and it became talking about vague calls for accountability or changes to the rules of engagement, which never actually happened.

    So, you got to a point where the Israeli government admitted it was likely them, the US government called for them to change the rules of engagement, and the Israeli government said no. And we have this interview in the film with Senator Chris Van Hollen, who says that, essentially, Israel was giving the middle finger to the US government on this.

    And we have seen, since that time, more Americans being killed in the West Bank, dozens and dozens and dozens of journalists being killed, with no accountability. And we would like to see that change.

    This is a trajectory that you’re seeing. You know, the blue vest no longer provides any protection for journalists in Israel. The Israeli military itself has said that wearing a blue vest with “Press” on it does not necessarily mean that you are a journalist.

    They are saying that terrorists wear blue vests, too. So, if you are a journalist operating in the West Bank now, you have to assume that the Israeli military could target you.

    NERMEEN SHAIKH: Well, let’s go to another clip from the film Who Killed Shireen?, which features Ali Samoudi, Shireen Abu Akleh’s producer, who was with Shireen when she was killed, and was himself shot and injured. In the clip, he speaks to the journalist Fatima AbdulKarim.

    FATIMA ABDULKARIM: We are set up here now, even though we were supposed to meet at the location where you got injured and Shireen got killed.

    ALI SAMOUDI: [translated] We are five minutes from the location in Maidan al-Awdah. But you could lose your soul in the five minutes it would take us to reach it. You could be hit by army bullets. They could arrest you.

    So it is essentially impossible to get there. I believe the big disaster which prevented the occupation from being punished and repeating these crimes is the neglect and indifference by many of the institutions, especially American ones, which continue to defend the occupation.

    FATIMA ABDULKARIM: [translated] We’re now approaching the third anniversary of Shireen’s death. How did that affect you?

    ALI SAMOUDI: [translated] During that period, the occupation was making preparations for a dangerous scenario in the Jenin refugee camp. And for this reason, they didn’t want witnesses.

    They opened fire on us in order to terroriSe us enough that we wouldn’t go back to the camp. And in that sense, they partially succeeded.

    Since then, we have been overcome by fear. From the moment Shireen was killed, I said and continue to say and will continue to say that this bullet was meant to prevent the Palestinian media from the documentation and exposure of the occupation’s crimes.

    NERMEEN SHAIKH: That was Ali Samoudi, Shireen Abu Akleh’s producer, who was with Shireen when she was killed, and was himself shot and injured.

    We should note, Ali Samoudi was just detained by Israeli forces in late April. The Palestinian journalist Mariam Barghouti recently wrote, “Ali Samoudi was beaten so bad by Israeli soldiers he was immediately hospitalised. This man has been one of the few journalists that continues reporting on Israeli military abuses north of the West Bank despite the continued risk on his life,” Mariam Barghouti wrote.

    The Committee to Protect Journalists spoke to the journalist’s son, Mohammed Al Samoudi, who told CPJ, quote, “My father suffers from several illnesses, including diabetes, high blood pressure, and a stomach ulcer . . .  He needs a diabetes injection every two days and a specific diet. It appears he was subjected to assault and medical neglect at the interrogation center . . .

    “Our lawyer told us he was transferred to an Israeli hospital after a major setback in his health. We don’t know where he is being held, interrogated, or even the hospital to which he was taken. My father has been forcibly disappeared,” he said.

    So, Dion Nissenbaum, if you could give us the latest? You spoke to Ali Samoudi for the documentary, and now he’s been detained.

    DION NISSENBAUM: Yeah. His words were prophetic, right? He talks about this was an attempt to silence journalists. And my colleague Fatima says the same thing, that these are ongoing, progressive efforts to silence Palestinian journalists.

    And we don’t know where Ali is. He has not actually been charged with anything yet. He is one of the most respected journalists in the West Bank. And we are just seeing this progression going on.

    AMY GOODMAN: So, the latest we know is he was supposed to have a hearing, and that hearing has now been delayed to May 13th, Ali Samoudi?

    DION NISSENBAUM: That’s right. And he has yet to be charged, so . . .

    AMY GOODMAN: I want to go back to Lina Abu Akleh, who’s in New Jersey, where Shireen grew up. Lina, you were listed on Time magazine’s 100 emerging leaders for publicly demanding scrutiny of Israel’s treatment of Palestinians, the horror.

    And again, our condolences on the death of your aunt, on the killing of your aunt, and also to Anton, Shireen’s brother. Lina, you’ve also, of course, spoken to Ali Samoudi. This continues now. He’s in detention — his son says, “just disappeared”.

    What are you demanding right now? We have a new administration. We’ve moved from the Biden administration to the Trump administration. And are you in touch with them? Are they speaking to you?

    LINA ABU AKLEH: Well, our demands haven’t changed. From day one, we’re calling for the US administration to complete its investigation, or for the FBI to continue its investigation, and to finally release — to finally hold someone to account.

    And we have enough evidence that could have been — that the administration could have used to expedite this case. But, unfortunately, this new administration, as well, no one has spoken to us. We haven’t been in touch with anyone, and it’s just been radio silence since.

    For us, as I said, our demands have never changed. It’s been always to hold the entire system to account, the entire chain of command, the military, for the killing of an American citizen, a journalist, a Palestinian, Palestinian American journalist.

    As we’ve been talking, targeting journalists isn’t happening just by shooting at them or killing them. There’s so many different forms of targeting journalists, especially in Gaza and the West Bank and Jerusalem.

    So, for us, it’s really important as a family that we don’t see other families experience what we are going through, for this — for impunity, for Israel’s impunity, to end, because, at the end of the day, accountability is the only way to put an end to this impunity.

    AMY GOODMAN: I am horrified to ask this question to Shireen’s family members, to Lina, to Tony, Shireen’s brother, but the revelation in the film — we were all there last night at its premiere in New York — that the Israeli soldiers are using a photograph of Shireen’s face for target practice. Tony Abu Akleh, if you could respond?

    ANTON ABU AKLEH: You know, there is no words to describe our sorrow and pain hearing this. But, you know, I would just want to know why. Why would they do this thing? What did Shireen do to them for them to use her as a target practice? You know, this is absolutely barbaric act, unjustified. Unjustified.

    And we really hope that this US administration will be able to put an end to all this impunity they are enjoying. If they didn’t enjoy all this impunity, they wouldn’t have been doing this. Practising on a journalist? Why? You know, you can practice on anything, but on a journalist?

    This shows that this targeting of more journalists, whether in Gaza, in Palestine, it’s systematic. It’s been planned for. And they’ve been targeting and shutting off those voices, those reports, from reaching anywhere in the world.

    NERMEEN SHAIKH: And, Anton, if you could say — you know, you mentioned last night, as well, Shireen was, in fact, extremely cautious as a journalist. If you could elaborate on that? What precisely —

    ANTON ABU AKLEH: Absolutely. Absolutely. Shireen was very careful. Every time she’s in the field, she would take her time to put on the gear, the required helmet, the vest with “press” written on it, before going there. She also tried to identify herself as a journalist, whether to the Israelis or to the Palestinians, so she’s not attacked.

    And she always went by the book, followed the rules, how to act, how to be careful, how to speak to those people involved, so she can protect herself. But, unfortunately, he was — this soldier, as stated in the documentary, targeted Shireen just because she’s Shireen and she’s a journalist. That’s it. There is no other explanation.

    Sixteen bullets were fired on Shireen. Not even her helmet, nor the vest she was wearing, were able to protect her, unfortunately.

    NERMEEN SHAIKH: Mehdi Hasan, you wanted to respond.

    MEHDI HASAN: So, Tony asks, “Why? Why would you do this? Why would you target not just a journalist in the field, but then use her face for target practice?” — as Dion and his team reveal in the film. And there is, unfortunately, a very simple answer to that question, which is that the Israeli military — and not just the Israeli military, but many people in our world today — have dehumanised Palestinians.

    There is the removal of humanity from the people you are oppressing, occupying, subjugating and killing. It doesn’t matter if you’re an American citizen. It doesn’t matter if you have a press jacket on. It only matters that you are Palestinian in the sniper’s sights.

    And that is how they have managed to pull of the killing of so many journalists, so many children. The first documentary we commissioned last year was called Israel’s Real Extremism, and it was about the Israeli soldiers who go into Gaza and make TikTok videos wearing Palestinian women’s underwear, playing with Palestinian children’s toys. It is the ultimate form of dehumanisation, the idea that these people don’t count, their lives have no value.

    And what’s so tragic and shocking — and the film exposes this — is that Joe Biden — forget the Israeli military — Joe Biden also joined in that dehumanisation. Do you remember at the start of this conflict when he comes out and he says, “Well, I’m not sure I believe the Palestinian death toll numbers,” when he puts out a statement at the hundred days after October 7th and doesn’t mention Palestinian casualties.

    And that has been the fundamental problem. This was the great comforter-in-chief. Joe Biden was supposed to be the empath. And yet, as Tony points out, what was so shocking in the film is he didn’t even raise Shireen’s case with Naftali Bennett, the prime minister of Israel at the time.

    Again, would he have done that if it was an American journalist in Moscow? We know that’s not the case. We know when American journalists, especially white American journalists, are taken elsewhere in the world, the government gives a damn. And yet, in the case of Shireen, the only explanation is because she was a Palestinian American journalist.

    AMY GOODMAN: You know, in the United States, the US government is responsible for American citizens, which Biden pointed out at the beginning, when he thought it was a Palestinian militant who had killed her. But, Lina, you yourself are a journalist. And I’m thinking I want to hear your response to using her face, because, of course, that is not just the face of Shireen, but I think it’s the face of journalism.

    And it’s not just American journalism, of course. I mean, in fact, she’s known to hundreds of millions of people around world as the face and voice of Al Jazeera Arabic. She spoke in Arabic. She was known as that to the rest of the world. But to see that and that revealed in this documentary?

    LINA ABU AKLEH: Yeah, it was horrifying, actually. And it just goes on to show how the Israeli military is built. It’s barbarism. It’s the character of revenge, of hate. And that is part of the entire system. And as Mehdi and as my father just mentioned, this is all about dehumanizing Palestinians, regardless if they’re journalists, if they’re doctors, they’re officials. For them, they simply don’t care about Palestinian lives.

    And for us, Shireen will always be the voice of Palestine. And she continues to be remembered for the legacy that she left behind. And she continues to live through so many, so many journalists, who have picked up the microphone, who have picked up the camera, just because of Shireen.

    So, regardless of how the Israeli military continues to dehumanise journalists and how the US fails to protect Palestinian American journalists, we will continue to push forward to continue to highlight the life and the legacy that Shireen left behind.

    NERMEEN SHAIKH: Well, let’s turn to Shireen Abu Akleh in her own words. This is an excerpt from the Al Jazeera English documentary The Killing of Shireen Abu Akleh.

    SHIREEN ABU AKLEH: [translated] Sometimes the Israeli army doesn’t want you there, so they target you, even if they later say it was an accident. They might say, “We saw some young men around you.” So they target you on purpose, as a way of scaring you off because they don’t want you there.

    NERMEEN SHAIKH: So, that was Shireen in her own words in an Al Jazeera documentary. So, Lina, I know you have to go soon, but if you could just tell us: What do you want people to know about Shireen, as an aunt, a sister and a journalist?

    LINA ABU AKLEH: Yes, so, we know Shireen as the journalist, but behind the camera, she was one of the most empathetic people. She was very sincere. And something not a lot of people know, but she was a very funny person. She had a very unique sense of humor, that she lit up every room she entered. She cared about everyone and anyone. She enjoyed life.

    Shireen, at the end of the day, loved life. She had plans. She had dreams that she still wanted to achieve. But her life was cut short by that small bullet, which would change our lives entirely.

    But at the end of the day, Shireen was a professional journalist who always advocated for truth, for justice. And at the end of the day, all she wanted to do was humanise Palestinians and talk about the struggles of living under occupation. But at the same time, she wanted to celebrate their achievements.

    She shed light on all the happy moments, all the accomplishments of the Palestinian people. And this is something that really touched millions of Palestinians, of Arabs around the world. She was able to enter the hearts of the people through the small camera lens. And until this day, she continues to be remembered for that.

    Representatives of many countries told Xinhua that in this article, the Chinese leader, based on the common interests of all mankind, looks at both the past and the present and puts forward a series of important proposals. Today, when unilateralism, hegemonism, tyranny and bullying have become serious threats, all countries in the world should stand on the right side of history, the side of justice, resolutely safeguard the post-war world order, firmly uphold international justice and work together for a bright future for mankind.

    “TO PROTECT HISTORICAL TRUTH, WE MUST WORK HARD”

    On the occasion of the 80th anniversary of the Victory of the Chinese People in the War of Resistance against Japanese Aggression and the Victory of the Soviet Union in the Great Patriotic War, Chinese President Xi Jinping emphasized that holding a correct view of the history of World War II is of great practical importance. In his opinion piece, the Chinese leader quoted a line from the well-known Soviet song “Katyusha”: “Apple and pear trees were in bloom.” This not only reminded us of the shared historical memory of the two peoples who fought shoulder to shoulder in World War II, but also that Russian-Chinese friendship has only grown stronger,” said Alexei Rodionov, a sinologist and professor at St. Petersburg State University.

    “The air raid sirens for the victims of the Nanjing Massacre still sound, and the railway tracks in front of the Auschwitz concentration camp still gleam coldly,” said Virun Phichaiwonphakdee, director of the Thailand-China Belt and Road Studies Center. “Historical memory and truth that are not erased by time provide us with inspiration and lessons, always reminding us of reality and pointing the way to the future,” he quoted Xi Jinping as saying. “Victory in World War II was achieved at the cost of blood and sacrifice. Protecting history is not only respecting history, but also protecting justice in the modern world,” the expert noted.

    “Any attempt to distort the historical truth about World War II and deny the victory in World War II will not succeed. The people of the world will not tolerate attempts to turn back history,” said Japanese biological weapons expert, Professor Emeritus of Shiga Medical University Kazuo Nishiyama. He fully agrees that humanity should draw wisdom and strength from the profound lessons of World War II and the great victory in the anti-fascist war. “In order to protect the historical truth, it is still necessary to work tirelessly to prevent the repetition of tragedies in the future,” the scientist believes.

    “World War II is a tragedy for all of humanity. We must tell history in a comprehensive and truthful manner, deeply understand the atrocities of war, and strengthen education for peace,” said Pawel Machcewicz, founding director of the Museum of World War II in Gdansk, Poland.

    “For Serbia, Xi Jinping’s article carries an important message: defending the truth requires great efforts. The state visit of President Xi Jinping to Russia is such an effort,” said Aleksandar Mitic, a research fellow at the Serbian Institute of International Politics and Economics. “Unfortunately, we still see how certain Western forces are trying to downplay the enormous sacrifices and contributions of China, Russia, Serbia and other countries to the historic victory over fascism and militarism, but these attempts are doomed to failure,” he said.

    According to French entrepreneur and commentator Arnaud Bertrand, Xi Jinping’s article contains many profound thoughts, especially when he compares the past and the present, points out that humanity is once again at a crossroads of “solidarity or division, dialogue or confrontation, win-win or zero-sum game,” and declares the need to resolutely defend the post-war international order and the authority of the UN. “President Xi Jinping’s opinion piece is a window into China’s contemporary strategic thinking. As a defender of the post-war world order, China is committed to countering hegemonic forces and is an important power that upholds the multilateral system and international law,” A. Bertrand noted.

    “CHINA, AS THE MAIN THEATER OF MILITARY OPERATIONS IN THE EAST, MADE AN OUTSTANDING CONTRIBUTION TO THE VICTORY IN WORLD WAR II”

    In his opinion article, Xi Jinping emphasized that, as the main theaters of military operations in Asia and Europe, China and the Soviet Union bore the brunt of the attacks of militaristic Japan and Nazi Germany, and made a decisive contribution to the victory in the World Anti-Fascist War. The international community generally believes that the victory on the main eastern front completely destroyed the ambitions of militarism and fascism and was of great global significance.

    “The victory was achieved thanks to the joint efforts of the anti-Hitler coalition, and the USSR and China were its most important part,” emphasized the scientific secretary of the Victory Museum in Moscow Boris Cheltsov. According to him, the peoples of the USSR and China fought shoulder to shoulder against fascism and militarism, supporting each other. As the main theater of military operations in the East, China made an invaluable contribution to the final defeat of Japanese militarism and the victory over fascism due to the enormous sacrifice of the entire people.

    Guzel Maitdinova, Director of the Center for Geopolitical Studies at the Russian-Tajik /Slavonic/ University, noted that China has always been the main force in the fight against Japanese militarism, and most of the Japanese army was held back on the Chinese front. The Chinese people, having made enormous sacrifices, held the main eastern front and made an outstanding contribution to the victory in World War II, she added.

    “Without China, World War II might not have ended in 1945,” said Faruk Borić, chairman of the Bosnian-Chinese Friendship Association. According to him, the front in China effectively held back the Japanese invaders and provided valuable time for victory in Europe, playing an important role in the global fight against fascism. He also noted that as a permanent member of the UN Security Council, China has always actively supported the multilateral order, firmly upholding the international system with the UN as the core and the world order based on international law. “China’s respect for history makes it an indispensable force in maintaining world peace,” the expert said.

    President Xi Jinping has emphasized that Taiwan’s return to China is an important part of the outcome of World War II and the post-war world order. Gu Xuewu, Director of the Center for Global Studies at the University of Bonn in Germany, noted that Taiwan’s return was one of the outcomes of the victory in World War II and was widely recognized by the international community. Undermining these outcomes would seriously disrupt the existing world order.

    Muhab Nassar, an associate professor of international law at Cairo University, said China’s sovereignty over Taiwan is a legally justified and recognized fact. Xi Jinping’s opinion piece once again expressed a firm position: the Taiwan issue concerns China’s fundamental interests, which China will not compromise under any circumstances.

    “TO ACHIEVE UNIVERSAL DEVELOPMENT AND PROSPERITY, THE WORLD NEEDS JUSTICE, NOT HEGEMONY”

    In his opinion article, President Xi Jinping stated that today’s world still faces a growing deficit in peace, development, security and governance. The vision of a community with a shared future for humanity, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative are designed to address this deficit, actively participate and join forces with other countries in advancing the reform of the global governance system through the prism of justice and fairness.

    Akkan Suver, chairman of Turkey’s Marmara Group Foundation for Strategic and Social Research, said the three global initiatives proposed by Xi Jinping “represent a fair concept of global governance that truly protects multilateralism.” “Amid the rise of unilateralism, China firmly opposes any form of hegemony and power politics, and is committed to upholding the international order and norms that serve the interests of developing countries. In the face of multiple conflicts, the world needs dialogue and cooperation rather than division, and global development needs reason and conscience rather than dictate,” he said.

    General Secretary of the Central Committee of the Communist Party of Kurdistan operating in Iraq Kawa Mahmud fully agrees with Xi Jinping’s statement that “the world needs justice, not hegemony.” He noted that today’s world still suffers from manifestations of hegemonism and power politics, which only increases uncertainty in the international situation. “To achieve universal development and prosperity, the world needs justice, not hegemony. Only a fair and rational system of global governance can meet the interests of all countries. The formation of a multipolar world based on mutual respect and mutual benefit has become the consensus of most states,” the politician emphasized.

    “The Middle East has long been an arena of instability, from the war in Iraq to the Syrian crisis, the conflict in Yemen and the Palestinian-Israeli issue.     WUHAN, May 10 (Xinhua) — Aquatic biodiversity in China’s Yangtze River basin is recovering after a decade-long fishing ban began several years ago.

    A total of 344 native fish species were identified in the basin between 2021 and 2024, up 36 species from the 2017-2020 period that preceded the fishing ban, according to a meeting held by the Ministry of Agriculture and Rural Affairs in central China’s Hubei Province on Friday.

    Notably, Chinese authorities are cracking down on illegal fishing and achieving positive results. In 2024, the number of administrative cases related to fisheries fell by 24.7 percent compared to the previous year, and in the first quarter of 2025, a 3.3 percent year-on-year decline was recorded, said Zhang Zhili, deputy head of the Ministry of Agriculture and Rural Affairs.

    He stressed the importance of efforts to accelerate conservation of key species, enhance restoration of critical habitats, implement scientific breeding and release programs, strengthen protection of aquatic organisms, and promote integrated ecological restoration of aquatic spaces.

    In an effort to restore biodiversity along the Yangtze River, China imposed a total ban on fishing in 332 protected areas in the river basin in January 2020.

    Moreover, on January 1, 2021, a 10-year ban on fishing in the main channel of the Yangtze River and the waters of its main tributaries came into effect. -0-

    WASHINGTON – Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Finance Committee, and Sen. Maggie Hassan (D-N.H.), a fellow Finance Committee member, reintroduced the Improving Social Security’s Service to Victims of Identity Theft Act to provide efficient help for Americans whose social security numbers have been stolen.

    “Victims of identity theft whose Social Security numbers have been stolen shouldn’t have to deal with a cumbersome and frustrating process to get help from the Social Security Administration,” Hassan said. “This bipartisan legislation is an important way to ensure that Americans whose identities are stolen can access support through a streamlined process and a single point of contact at the Social Security Administration. This is one of the many common-sense proposals in Congress to combat waste, fraud, and abuse of taxpayer funds without making it harder for people to access their hard-earned benefits.”

    “Millions of Americans suffer from identity theft each year, and Social Security numbers are a top target. Unfortunately, when a victim calls up the Social Security Administration, they can be jerked around from one contact to another, having to reexplain the situation each time. Our bill will help streamline the process by providing a victim of identity theft with a single point of contact at the agency, easing this frustrating and stressful process,” Grassley said.

    Background:

    Misuse of Social Security numbers is a large problem, and victims who are affected by identity theft face hurdles when trying to resolve issues with large, multi-office agencies such as the Social Security Administration (SSA).

    Currently, a victim may have to engage in multiple procedures and work with numerous representatives at SSA to resolve Social Security related identity-theft issues. The Grassley-Hassan Improving Social Security’s Service to Victims of Identity Theft Act provides a single, focal point of contact at SSA to provide efficient resolution of an identity-theft victim’s issues.

    Additional cosponsors include Sens. Mike Crapo (R-Idaho), Catherine Cortez Masto (D-N.V.), Bill Cassidy (R-La.), Ron Wyden (D-Ore.), Todd Young (R-Ind.), Angus King (I-Maine) and James Lankford (R-Okla.).

    The legislation has the endorsement of numerous groups, including: AARP, Social Security Works, the National Committee to Preserve Social Security and Medicare (NCPSSM) and the National Organization of Social Security Claimants’ Representatives (NOSSCR).

    LONG LINE FISHING VESSEL SEIZED AFTER ALLEGED OPERATIONS IN STATE WATERS

    KAILUA-KONA, Hawai‘i Island – Officers from the DLNR Division of Conservation and Resources Enforcement (DOCARE) Hawai‘i Branch Marine Unit have seized a fishing vessel after receiving multiple complaints about longline fishing occurring in the Hawai‘i State Territorial Sea, comprising 3,069 square miles of water, that extends 12 nautical miles around the state.

     

    DOCARE officers boarded the Wai‘aka yesterday morning about seven miles offshore, after observing it fishing with approximately four miles of line deployed. It is illegal to longline fish in state waters within the state Territorial Sea, which extends from the high-water mark to 12 nautical miles from shore.

     

    52-year-old Konane Zager of Kona was cited for violating HRS Section 189-2.5, relating to Long Line Fishing Prohibition. The criminal penalty for violating this section is a petty misdemeanor.

     

    Three ahi were caught and a live one was released. The other two weighed in at 95 pounds and 103 pounds and had an estimated market value of $1251.

     

    Zager is scheduled to appear in Kona District Court on June 19, 2025.

    Senegal has officially launched the second phase of the Project for Support and Promotion of Women’s and Youth’s Entrepreneurial Initiatives (PAVIE II) at the Grand Théâtre National in Dakar.

    The initiative, with a budget of €163.449 million, aims to create 92,633 jobs, empower women and youth, and advance Senegal’s food sovereignty under the “Sénégal 2050” national development strategy. The launch took place on Wednesday 8 May in the Senegalese capital.

    The Prime Minister of the Republic of Senegal, Ousmane Sanko emphasized the project’s strategic importance: “This initiative is more than a program; it is a vision for a bold Senegal, driven by the creativity of its entrepreneurs and the energy of its youth and women. PAVIE II will be a cornerstone of our National Transformation Agenda, fostering sovereignty in food, industry, and technology.”

    He outlined two main objectives – positioning Senegal as a hub for entrepreneurial development in West Africa and creating quality jobs by empowering wom,en and youth across the country. The Prime Minister highlighted that 58% of the targeted 51,212 entrepreneurial initiatives will be led by women and 56% by youth.

    Dr. Akinwumi Adesina, President of the African Development Bank Group who led the African Development Bank Group delegation to the event, highlighted the transformative potential of PAVIE II.

PAVIE II is a testament to Senegal’s commitment to harnessing the potential of its women and youth,” he said. “By strengthening agriculture, livestock, and fisheries, and fostering innovation, this project will drive economic sovereignty and create opportunities for generations,” Adesina said.

    “The future is very bright for innovative young entrepreneurs in Africa. This project demonstrates Senegal’s leadership in creating the enabling environment for sustainable job creation and economic resilience,” he added.

    Aïda Mbodj, General Delegate of the Delegation for Rapid Entrepreneurship of Women and Youth (DER/FJ), expressed pride in reaching this milestone. “The vision of President Bassirou Diomaye Diakhar Faye, with his commitment to the empowerment of youth and women and to the development of our territories, forms the foundation of our actions.”

    PAVIE II builds on the success of its first phase, which supported 24,000 entrepreneurial initiatives, created over 93,000 jobs, and mobilized €100.6 million in funding, including €33.5 million from private banks. The new initiative introduces key improvements, including complete digitalization of all business processes, enhanced territorial support through localized mechanisms, and focused economic empowerment in underserved areas.

    The impact of the support provided by the Delegation for Rapid Entrepreneurship was exemplified by Tahibou Ba, a rice farmer and PAVIE beneficiary, who shared, “Thanks to the financing from DER, I started with one hectare; today, I am at 300 hectares.” His story underscores the program’s role in transforming small-scale initiatives into thriving enterprises that contribute to national food security.

    The project’s €163.449 million budget allocates €91.463 million to job creation and agricultural production and €45.732 million to support innovative small and medium-sized enterprises and digital solutions. Funding partners include the African Development Bank, contributing €74.564 million (€73.723 million loan and €0.841 million grant from the Affirmative Finance Action for Women in Africa initiative), €25 million from the French Development Agency, €25.773 million from private banks, and €38.112 million from the Government of Senegal.

    The African Development Bank is a key development partner in entrepreneurship initiatives in Senegal, with significant financial contributions to both phases of the project. The Bank’s investment aligns with its Ten-Year Strategy (2024-2033), which focuses on investing in young people, as well as with Senegal’s National Development Strategy (2025-2029).

    The one-day program featured keynote addresses, panel discussions on food sovereignty and digital innovation, testimonials from beneficiaries of the first phase, and an exhibition showcasing agricultural and technological solutions. The project’s strategic partnerships with private banks underscore its commitment to public-private collaboration.

    Combined with its first phase, the PAVIE program is expected to generate a total of 185,633 direct and indirect jobs across Senegal, with 40% allocated to women and 70% to young people.

    The Trump Administration’s 30% cuts to SBA are expected to negatively impact local communities’ access to Small Business Development Centers, reducing resources for local business owners. Under the Trump Administration, 15 SBA Entrepreneurial Development programs have been eliminated, including the Veterans’ Business Outreach Program, the National Women’s Business Council, and Women’s Business Centers. 

    More than 90% of small businesses rely on imported goods for everything from products to construction materials. Trump’s tariffs will raise prices for businesses and are expected to cost families an extra $3,800 a yearIn a recent poll, 70% of small business owners said they believe the country is headed towards a recession.

  • MIL-Evening Report: Tracing radiation through the Marshall Islands: Reflections from a veteran Greenpeace nuclear campaigner

    We’ve visited Ground Zero. Not once, but three times. But for generations, before these locations were designated as such, they were the ancestral home to the people of the Marshall Islands.

    As part of a team of Greenpeace scientists and specialists from the Radiation Protection Advisers team, we have embarked on a six-week tour on board the Rainbow Warrior, sailing through one of the most disturbing chapters in human history: between 1946 and 1958, the United States detonated 67 nuclear bombs across the Marshall Islands — equivalent to 7200 Hiroshima explosions.

    During this period, testing nuclear weapons at the expense of wonderful ocean nations like the Marshall Islands was considered an acceptable practice, or as the US put it, “for the good of mankind”.

    Instead, the radioactive fallout left a deep and complex legacy — one that is both scientific and profoundly human, with communities displaced for generations.

    Between March and April, we travelled on the Greenpeace flagship vessel, the Rainbow Warrior, throughout the Marshall Islands, including to three northern atolls that bear the most severe scars of Cold War nuclear weapons testing:

    • Enewetak atoll, where, on Runit Island, stands a massive leaking concrete dome beneath which lies plutonium-contaminated waste, a result of a partial “clean-up” of some of the islands after the nuclear tests;
    • Bikini atoll, a place so beautiful, yet rendered uninhabitable by some of the most powerful nuclear detonations ever conducted; and
    • Rongelap atoll, where residents were exposed to radiation fallout and later convinced to return to contaminated land, part of what is now known as Project 4.1, a US medical experiment to test humans’  exposure to radiation.

    This isn’t fiction, nor the distant past. It’s a chapter of history still alive through the environment, the health of communities, and the data we’re collecting today.

    Each location we visit, each sample we take, adds to a clearer picture of some of the long-term impacts of nuclear testing—and highlights the importance of continuing to document, investigate, and attempt to understand and share these findings.

    These are our field notes from a journey through places that hold important lessons for science, justice, and global accountability.

    Our mission: why are we here?
    With the permission and support of the Marshallese government, a group of Greenpeace science and radiation experts, together with independent scientists, are in the island nation to assess, investigate, and document the long-term environmental and radiological consequences of nuclear weapons testing in the Marshall Islands.

    Our mission is grounded in science. We’re conducting field sampling and radiological surveys to gather data on what radioactivity remains in the environment — isotopes such as caesium-137, strontium-90 and plutonium-239/240. These substances are released during nuclear explosions and can linger in the environment for decades, posing serious health risks, such as increased risk of cancers in organs and bones.

    But this work is not only about radiation measurements, it is also about bearing witness.

    We are here in solidarity with Marshallese communities who continue to live with the consequences of decisions made decades ago, without their consent and far from the public eye.

    Stop 1: Enewetak Atoll — the dome that shouldn’t exist

    At the far western edge of the Marshall Islands is Enewetak. The name might not ring a bell for many, but this atoll was the site of 43 US nuclear detonations. Today, it houses what may be one of the most radioactive places in the world — the Runit Dome.

    Once a tropical paradise thick with coconut palms, Runit Island is capped by a massive concrete structure the size of a football field. Under this dome — cracked, weather-worn, and only 46 centimetres thick in some places — lies 85,000 cubic metres of radioactive waste. These substances are not only confined to the crater — they are also found across the island’s soil, rendering Runit Island uninhabitable for all time.

    The contrast between what it once was and what it has become is staggering. We took samples near the dome’s base, where rising sea levels now routinely flood the area.

    We collected coconut from the island, which will be processed and prepared in the Rainbow Warrior’s onboard laboratory. Crops such as coconut are a known vector for radioactive isotope transfer, and tracking levels in food sources is essential for understanding long-term environmental and health risks.

    The local consequences of this simple fact are deeply unjust. While some atolls in the Marshall Islands can harvest and sell coconut products, the people of Enewetak are prohibited from doing so because of radioactive contamination.

    They have lost not only their land and safety but also their ability to sustain themselves economically. The radioactive legacy has robbed them of income and opportunity.

    One of the most alarming details about this dome is that there is no lining beneath the structure — it is in direct contact with the environment, while containing some of the most hazardous long-lived substances ever to exist on planet Earth. It was never built to withstand flooding, sea level rise, and climate change.

    The scientific questions are urgent: how much of this material is already leaking into the lagoon? What are the exposure risks to marine ecosystems and local communities?

    We are here to help answer questions with new, independent data, but still, being in the craters and walking on this ground where nuclear Armageddon was unleashed is an emotional and surreal journey.

    Stop 2: Bikini — a nuclear catastrophe, labelled ‘for the good of mankind’

    Unlike Chernobyl or Fukushima, where communities were devastated by catastrophic accidents, Bikini tells a different story. This was not an accident.

    The nuclear destruction of Bikini was deliberate, calculated, and executed with full knowledge that entire ways of life were going to be destroyed.

    Bikini Atoll is incredibly beautiful and would look idyllic on any postcard. But we know what lies beneath: the site of 23 nuclear detonations, including Castle Bravo, the largest ever nuclear weapons test conducted by the United States.

    Castle Bravo alone released more than 1000 times the explosive yield of the Hiroshima bomb. The radioactive fallout massively contaminated nearby islands and their populations, together with thousands of US military personnel.

    Bikini’s former residents were forcibly relocated in 1946 before nuclear testing began, with promises of a safe return. But the atoll is still uninhabited, and most of the new generations of Bikinians have never seen their home island.

    As we stood deep in the forest next to a massive concrete blast bunker, reality hit hard — behind its narrow lead-glass viewing window, US military personnel once watched the evaporation of Bikini lagoon.

    On our visit, we noticed there’s a spectral quality to Bikini. The homes of the Bikini islanders are long gone. In its place now stand a scattering of buildings left by the US Department of Energy: rusting canteens, rotting offices, sleeping quarters with peeling walls, and traces of the scientific experiments conducted here after the bombs fell.

    On dusty desks, we found radiation reports, notes detailing crop trials, and a notebook meticulously tracking the application of potassium to test plots of corn, alfalfa, lime, and native foods like coconut, pandanus, and banana. The potassium was intended to block the uptake of caesium-137, a radioactive isotope, by plant roots.

    The logic was simple: if these crops could be decontaminated, perhaps one day Bikini could be repopulated.

    We collected samples of coconuts and soil — key indicators of internal exposure risk if humans were to return. Bikini raises a stark question: What does “safe” mean, and who gets to decide?

    The US declared parts of Bikini habitable in 1970, only to evacuate people again eight years later after resettled families suffered from radiation exposure. The science is not abstract here. It is personal. It is human. It has real consequences.

    Stop 3: Rongelap — setting for Project 4.1

    The Rainbow Warrior arrived at the eastern side of Rongelap atoll, anchoring one mile from the centre of Rongelap Island, the church spire and roofs of “new” buildings reflecting the bright sun.

    n 1954, fallout from the Castle Bravo nuclear detonation on Bikini blanketed this atoll in radioactive ash — fine, white powder that children played in, thinking it was snow. The US government waited three days to evacuate residents, despite knowing the risks. The US government declared it safe to return to Rongelap in 1957 — but it was a severely contaminated environment. The very significant radiation exposure to the Rongelap population caused severe health impacts: thyroid cancers, birth defects such as “jellyfish babies”, miscarriages, and much more.

    In 1985, after a request to the US government to evacuate was dismissed, the Rongelap community asked Greenpeace to help relocate them from their ancestral lands. Using the first Rainbow Warrior, and over a period of 10 days and four trips, 350 residents collectively dismantled their homes, bringing everything with them — including livestock, and 100 metric tons of building material — where they resettled on the islands of Mejatto and Ebeye on Kwajalein atoll.

    It is a part of history that lives on in the minds of the Marshallese people we meet in this ship voyage — in the gratitude they still express, the pride in keeping the fight for justice, and in the pain of still not having a permanent, safe home.

    Now, once again, we are standing on their island of Rongelap, walking past abandoned buildings and rusting equipment, some of it dating from the 1980s and 1990s — a period when the US Department of Energy launched a push to encourage resettlement declaring that the island was safe — a declaration that this time, the population welcomed with mistrust, not having access to independent scientific data and remembering the deceitful relocation of some decades before.

    Here, once again, we sample soil and fruits that could become food if people came back. It is essential to understand ongoing risks — especially for communities considering whether and how to return.

    Our scientific mission is to take measurements, collect samples, and document contamination. But that’s not all we’re bringing back.

    We carry with us the voices of the Marshallese who survived these tests and are still living with their consequences. We carry images of graves swallowed by tides near Runit Dome, stories of entire cultures displaced from their homelands, and measurements of radiation showing contamination still persists after many decades.

    There are 9700 nuclear warheads still held by military powers around the world – mostly in the United States and Russian arsenals. The Marshall Islands was one of the first nations to suffer the consequences of nuclear weapons — and the legacy persists today.

    We didn’t come to speak for the Marshallese. We came to listen, to bear witness, and to support their demand for justice. We plan to return next year, to follow up on our research and to make results available to the people of the Marshall Islands.

    And we will keep telling these stories — until justice is more than just a word.

    SUBJECT:       Protecting the Great Lakes from Invasive Carp

    My Administration is committed to protecting the Great Lakes — the world’s largest surface freshwater system, and a highly valued shipping avenue, resource for fishing and recreation, and source of high-quality drinking water — from the economic and ecological threat of invasive carp.  This threat affects every State that borders the Great Lakes:  Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin.  Curbing this threat requires immediate and effective deployment of resources, infrastructure, and expertise.  The Federal Government is prepared to do its part, but the States where preventative measures can be taken must cooperate.

    For several decades, invasive species of Asian carp have steadily migrated and expanded from the Southeast northward through streams, rivers, and lakes in the Mississippi River and Midwest region.  Asian carp, which can exceed 100 pounds in weight, spread rapidly by outcompeting native fish populations for food and space.  They also reduce water quality.  These invasive carp are nearing the entry point to the Great Lakes, which, if breached, would irreparably damage native fish species like walleye, yellow perch, and lake whitefish.  This poses a significant risk to Great Lakes fishing, boating, recreation, and tourism, which support tens of thousands of jobs and billions of dollars of commerce annually. 

    The Brandon Road Interbasin Project near Joliet, Illinois, was authorized for construction in the Water Resources Development Act of 2020 (Public Law 116-260) and would provide multiple layers of innovative technological deterrents designed to prevent invasive carp from reaching the Great Lakes.  It is a joint project involving the United States Army Corps of Engineers (Army Corps) and the States of Illinois and Michigan.

    The Federal Government has provided $274 million for this project, has undertaken design work, has started site preparation, and is ready to begin construction of deterrent measures.  In February 2025, however, Illinois Governor J.B. Pritzker decided to delay the State’s acquisition of property, which is necessary for construction to begin.  Once Illinois acquires the land, it must also issue the Army Corps a State-level permit to begin construction.

    My Administration fully supports preventing the spread of invasive carp.  The State of Illinois, where the Brandon Road Interbasin Project is located, must cease further delay in cooperating with this effort, for the sake of its own citizens and economy and for the sake of all of the Great Lakes States. 

    I am directing my Administration to achieve maximum speed and efficiency at the Federal level.  Specifically, the Secretary of the Interior, the Secretary of Commerce, the Secretary of the Army, and the Administrator of the Environmental Protection Agency shall determine and expeditiously implement the most effective mechanisms, barriers, and other measures to prevent the migration and expansion of invasive carp in the Great Lakes Basin and the surrounding region.  This includes supporting the Brandon Road Interbasin Project, through deadline-oriented investments of taxpayer dollars, to ensure the State of Illinois does not stand in the way of its construction. 

    Specifically, for this project to remain on schedule so that it can effectively fulfill its purpose and constitute a worthy investment of taxpayer resources, the State of Illinois should acquire the necessary land to begin construction of the Brandon Road Interbasin Project by July 1, 2025, and the State of Illinois and any applicable localities should grant all permits or approvals required to facilitate Army Corps construction within 30 days of such permits or approvals becoming ripe for consideration by the State or locality and should streamline all permitting and environmental reviews to the maximum degree.  Federal agency heads shall similarly streamline any permitting and environmental reviews and issue any requisite Federal permits or approvals as quickly as possible.

    Additionally, the Administrator of the Environmental Protection Agency shall prioritize support for infrastructure projects to remove invasive carp from the Upper Illinois Waterway near Lake Michigan and for maintenance on existing infrastructure to block invasive carp from reaching and entering the Great Lakes Basin.

    The Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the United States Fish and Wildlife Service, through their joint operation of the Aquatic Nuisance Species Task Force, shall prioritize support for research and management concerning the prevention, removal, and management of aquatic invasive species in the Great Lakes, including invasive carp.  The Administrator of NOAA shall also prioritize this objective through the Great Lakes Aquatic Nuisance Species Information System and NOAA’s research and information-sharing work related to the growth and spread of aquatic invasive species.

    This afternoon we noticed some unusual e-mail activity on our schools and early years IT network.

    As a precautionary measure we have reset passwords across our schools and early years network – including those of our learners and students. 

    We have issued communications to all parents/carers and schools to advise of the phishing attempt and explain the action that we have had to take to make sure our IT networks remain secure and protected.

    Schools and early years staff will be prompted to reset their own password on their return to school.

    Students currently sitting exams will be given priority support to reset their password. They can access their personal revision materials by going to their school tomorrow (Saturday 10 May) between 10.15am -12 noon and a member of staff will issue them with a new password.

    Study resources are also available on the information for parents/carers webpage on the Council’s website.

    This afternoon vigilant colleagues noticed some unusual and suspicious activity on our schools and early years IT network.

    As a result, we took the precautionary decision to immediately reset passwords for all users across our education service.

    We have contacted all parents, carers and schools to update them and explain the situation.

    I fully appreciate the impact this will have, particularly on those students preparing for their exams next week – but, unfortunately, we had no choice. This was a difficult but necessary decision to ensure our networks remain secure and protected.

    I want to reassure our students that they are our priority and that we are doing everything we can to make sure they can get back online as soon as possible. In the meantime, we are signposting them study support materials available elsewhere and individual schools will be uploading these to their websites too.

    We have created a dedicated webpage on the council website and will update this with further information as and when we get it.

    I’d like to thank colleagues for their vigilance and quick thinking today – and for their ongoing work over the weekend to minimise the impact on our students and their families.

    CDC, under Trump admin orders, fired the IVF team responsible for unbiased information for American families seeking fertility treatment

    WASHINGTON – Today, U.S. Senator John Hickenlooper joined 12 of his Senate colleagues to call on Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. to address the impact of the Trump administration’s reckless decision to fire the Centers for Disease Control and Prevention (CDC) team responsible for providing support and unbiased information for American families seeking fertility treatment.

    “The Trump administration is now moving beyond broken promises to purposely dismantling the very system that provides hopeful families with accountability and transparency regarding fertility clinic success rates,” wrote the senators.

    Specifically, the administration fired the Assisted Reproductive Technology Surveillance and Research team (ARTS), a team of deeply qualified scientists and public health practitioners who analyzed IVF clinic data success rates and conducted important clinic oversight. ARTS provided unbiased information for patients seeking fertility treatment, collecting and maintaining data on approximately 98 percent of all IVF and assisted reproductive technology cycles performed in the United States.

    “Your actions threaten hopeful parents and families’ ability to access high-quality, safe, and effective fertility care,” continued the senators.

    Dear Secretary Kennedy:

    We write regarding reports that the U.S. Department of Health and Human Services (HHS) eliminated the team responsible for tracking assisted reproductive technology success rates, including in vitro fertilization (IVF), across the country. These firings impede HHS’s ability to comply with the law and have devastating consequences for all people who are trying to become parents and rely on this information to thoughtfully and safely grow their families.

    Infertility affects millions of Americans throughout their lifetimes, and can have a profound impact on a person, couple, and family. IVF and other assisted reproductive technologies can be a lifeline. As of 2021, almost 90,000 infants born were conceived through IVF, a significant increase over the 47,818 infants born in 2011, just ten years prior, who were conceived through IVF and other assisted reproductive technologies. Because IVF is a complicated and expensive process, the American people deserve access to the best information possible to inform their family building journey.

    Unfortunately, hollowing out National Assisted Reproductive Technology (ART) Surveillance System capabilities and capacity is consistent with Donald Trump’s deceitful and disingenuous rhetoric on IVF. Just last year, then-candidate Trump promised the American people that if elected, Donald Trump would make IVF free for every American, declaring, “[w]e are going to be, under the Trump administration, we are going to be paying for that treatment” and claiming, “[w]e’re going to be mandating that the insurance company pay [for IVF].” These comments have proven to be bold-faced lies.

    Roughly one month after being sworn in, Donald Trump issued an IVF Executive Order that did nothing to fulfill his promise to make IVF free for every American. The Trump administration is now moving beyond broken promises to purposely dismantling the very system that provides hopeful families with accountability and transparency regarding fertility clinic success rates.

    The Fertility Clinic Success Rate and Certification Act of 1992 (FCSRCA), authored by Senator Ron Wyden, is the cornerstone of consumer protections as people seek to grow their families through IVF. It was passed in large part to assure transparency for patients seeking IVF care. The law requires all fertility clinics to report pregnancy success rates to the federal government in a standardized manner and for this information to be published publicly. These responsibilities are delegated to the Centers for Disease Control and Prevention (CDC). The CDC is also responsible for establishing licensure and accreditation processes for IVF laboratories and delegating the oversight of these responsibilities to an approved organization. Since the passage of FCSRCA, the increase in IVF and other assisted reproductive technologies has been substantial and, consequently, the importance of the law’s mandates has only grown.

    The Assisted Reproductive Technology Surveillance and Research team (ARTS) was housed within the CDC’s Division of Reproductive Health. This team of six carried-out the CDC’s statutorily mandated responsibilities under the FCSRCA, including conducting IVF clinic data analysis related to success rates, yearly audits and site visits, and monitoring lab certification status. The team collects and maintains data on approximately 98 percent of all IVF and assisted

    reproductive technology cycles performed in the United States.

    The team was composed of deeply qualified and trained scientists, including statisticians, doctors, and people with advanced degrees in epidemiology and public health. Across the team, there were combined decades of experience and deep expertise in the complex field of assisted reproductive technology. The ARTS team was also a careful steward for decades worth of highly sensitive, personally identifiable information (PII) related to IVF procedures, including the

    medical history of both hopeful parents undergoing IVF and their children, demographic information, and more.

    The ARTS team was uniquely well-suited to carry-out the CDC’s extensive responsibilities under FCSRCA, and its positive impact on the field and the lives of millions of Americans is impossible to quantify. The team’s work increased the likelihood of healthy pregnancies and births conceived via IVF and other assisted reproductive technologies. No other resource or dataset exists that comprehensively tracks as many IVF and other assisted reproductive

    technology cycles across the country as the ARTS team did.

    The ARTS team also played a major role in informing clinical guidelines and improving IVF safety and access. This team also built a patient-facing IVF success estimator to help people make informed, individualized decisions about where, when, and how to receive fertility care.

    The ARTS team was also passionate about being a source of unbiased information for fertility patients. Given the broad range of specialized knowledge required to carry-out these duties, it is hard to imagine that others at CDC, or any agency, would be able to step-in and fill these roles.

    Your actions threaten hopeful parents and families’ ability to access high-quality, safe, and effective fertility care. The American people deserve assurances that their rights under the FCSRCA will continue to be guaranteed, as Congress intended. In closing, we demand that you immediately rehire every civil servant formerly on the ARTS team. Further, please respond to the questions below by Friday, May 16:

    1. When will you reinstate the entirety of the ARTS team?
    1. How many employees on the ARTS team, and any supporting contracts, have been fired since January 20, 2025? Please provide a complete breakdown by position, provide information on GS level and veteran status, and clearly state the justification for termination. This accounting should include any employees who have since been reinstated or placed on administrative leave, noting that change in status.
    1. Which officials at HHS were involved in these staffing reduction decisions and what planning, if any, was undertaken prior to these reductions? Please describe the events that unfolded and name each office that was involved in the decision. Further, please name the official(s) who approved the staffing reductions as well as specifically indicate if any of the below individuals, or direct reports to these individuals, were involved in the decision-making. Name any such direct reports.

    A rough-toothed dolphin has been euthanised after beaching itself near the rockpool at the Strand in Townsville.

    A member of the public advised the Department of the Environment, Tourism, Science and Innovation (DETSI) that the dolphin stranded around 2:45pm on Wednesday 7 May 2025.

    The dolphin was in poor condition and following a health assessment by a veterinarian, a decision was made to euthanise the animal.

    Project Manager Tina Alderson said marine animal strandings occurred along Queensland’s vast coastline, and DETSI had added a new function to the QWildlife app that allowed people to report strandings.

    “Marine animals strand for several reasons including age, illness, disease, injuries from predators or boat strikes and entanglement in fishing equipment,” Ms Alderson said.

    “Strandings such as these are sad and can impact on local communities. I encourage everyone who lives or visits Queensland’s coastal communities to download the QWildlife app.

    “A necropsy will be conducted on the dolphin to help determine the reasons it stranded and the results could take several weeks.”

    • Usually found in deep warm and tropical waters around the world
    • They have a narrow beak and rough teeth with narrow, irregular ridges
    • Adults can grow to 2.8m in length and weigh up to 155kg, with males being larger than females

    Washington, DC – This week, the Senate Energy and Natural Resources (ENR) Committee held a hearing to consider the nominations of William Doffermyre to be Solicitor at the Department of the Interior, Kyle Haustveit to be an Assistant Secretary of Energy (Fossil Energy), and Catherine Jereza to be an Assistant Secretary of Energy (Electricity). U.S. Senator Lisa Murkowski (R-AK), former Chairman of the committee, pressed the nominees on carbon capture projects on Alaska’s North Slope, the need to improve transmission in the Railbelt region and across the state, and the need for the Interior to return to following the law as written by Congress.

    TRANSCRIPT
    Murkowski: Thank you, Mr. Chairman, and I apologize that I’ve missed most of your testimony. My commitment to you is that I’m going back to read it all. Some very quick questions today, as we’re running between different committees, first to Mr. Haustveit: carbon capture. We’ve got some key projects that we’re anticipating as we’re looking to process North Slope natural gas. This is central to the viability of our Alaska LNG project. DOE has already awarded funding for two CCS initiatives. One is ASRC’s CarbonSAFE hub and then a direct air capture feasibility study. Both of these are in limbo right now where we’re concerned that they may be on a DOE list of cuts going to the White House. It’s something, again, that we have been working with industry in a very collaborative way, working with the agencies, and we look at this piece as really very strategic for the energy initiative that we have up there. I know you’re not in yet, but I’m just asking for your commitment to look critically at this, (and) to have the ability to defend these Alaska-based projects given their strategic energy importance.
    Haustveit: Senator, thank you for the question. As you stated, I’m not in, so I don’t know the details, but I do commit to looking at projects that are part of the Department. Carbon capture, especially when used for extracting additional hydrocarbons, is something that I’m passionate about. Prudhoe Bay benefited greatly from reinjection because you didn’t have a place to put the gas for a long time, and you reinjected it; it resulted in higher recovery. 
    Murkowski: We’re still doing that.
    Haustveit: My home state is recovering somewhere between 10% and 15% of the oil in place. And CO2 is a potential solution to inject into the reservoir to recover more oil. We’ve got tremendous resources in our country. Alaska is blessed greatly with resources across the entire state. And CO2, if available at affordable levels, can be a great injectant, can be a great solution to recover more of that resource.
    Murkowski: We look forward to sharing more of the details about these projects and the opportunity to show you firsthand. 
    Haustveit: Thank you, Senator.
    Murkowski: Let me turn to you, Ms. Jereza. As you know, the map shows we’re not connected. We’re not connected by geography to the Lower 48 and our grid is not part of a continental grid. And so we have some unique reliability and affordability challenges. Our grid is what we call the Railbelt. So, it goes up as far as the railroad and then kind of comes back down the other way. But we have aging infrastructure, aging transmission infrastructure, that we’re dealing with. We’ve got limited redundancy. We’ve got high cost to our ratepayers. So, I need you, and again, same point that I just made previously: I understand you’re not there yet—but we have a grid modernization effort that is underway, significant grant funding that came a couple years ago to help us with this integration of the transmission grid, to kind of boost it up, to allow it to take us forward for the next decade or so. So, I just need your commitment to look critically at what our needs are in Alaska, again, when we’re not part of anybody else’s interrelated grid. 
    Jereza: Senator, it would be my pleasure to do that. I actually was fortunate enough to go to Cordova and see the great innovations that are happening at Cordova, so I can’t wait to go back.
    Murkowski: Good. You will have that invitation. And finally, Mr. Doffermyre, I know you’ve got a little bit of a connection to Alaska through some of your law school buddies who are very focused on Alaska: Kaleb Froehlich, who is around here, he speaks highly of you, by the way. We saw in the last administration just a torrent of decisions and regulations from Interior that were absolutely, contrary to what we passed into law here in Congress. It was pretty tough. And this was on our petroleum reserve. It was on the non-wilderness portion of the Coastal Plain. It was on the Ambler Access Project, our Public Land Orders, we’ve got a whole list of them. I just need your commitment—and I hope that this is the easiest question that you will ever get: your commitment to ensure that Interior returns to following the law, the law as it is written, if you are confirmed as Solicitor.
    Doffermyre: Yes, ma’am. 
    Murkowski: See how easy that was. I appreciate that, because we feel like we’re pretty clear here in our policies, and then when it is not followed through on the other end, (we have) great frustration. So, I look forward to seeing you keep that commitment. Thank you, Mr. Chairman, and I appreciate the opportunity to blast in at the very end. Thank you.

    BEIJING, May 9 (Xinhua) — China’s capital made new progress in improving air and water quality last year, an official report showed Friday.

    According to the 2024 Beijing Environmental Report, the average concentration of fine particulate matter PM2.5, a key indicator of air pollution, was 30.5 micrograms per cubic meter, down 65.9 percent from 2013. The city recorded 290 days of excellent air quality and only two days of severe pollution.

    Beijing has also made significant progress in improving water quality. According to the document, 87.2 percent of sections of the capital’s five major river systems, with a total length of 2,551.6 kilometers, were assessed as having excellent water quality in 2024. This is an increase of 15.9 percentage points year-on-year and nearly 40 percentage points higher than in 2013.

    In addition, according to the report, Beijing’s environmental quality index was 71.4 last year, up 0.85 percent year-on-year. This shows that the city has seen a steady improvement in environmental quality. From 2020 to 2024, 7,121 biological species were documented in Beijing, including rare species such as the freshwater jellyfish Craspedacusta and the Oriental stork.

    “Beijing will continue to implement targeted, scientific and law-based anti-pollution measures,” said Liu Baoxian, deputy head of the city’s ecology and environment bureau, which compiled the report. He added that the capital will further coordinate environmental protection with high-quality development. –0–

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) joined Democratic Whip Katherine Clark (MA-05) to reintroduce the Child Care Infrastructure Act and the Child Care Workforce Development Act, two bills that address America’s child care crisis with robust investment in early learning facilities and early educators. The bills would build more classrooms, hire more teachers, and in turn, decrease costs for providers and parents. The legislation is co-led by Representatives Suzanne Bonamici (OR-01), Jimmy Gomez (CA-34), Brittany Pettersen (CO-07), and Jill Tokuda (HI-02).

    Since taking office, Donald Trump and Republicans have attacked programs that help families access child care and help lower costs for parents. Within days of being inaugurated, Trump cut off funding to Head Start providers, which was quickly reversed after Democrats and the American people spoke out. Since then, the Administration has closed five of the ten Department of Health and Human Services regional offices that help local grantees administer Head Start programs and has plans to defund early childhood education research that promotes quality care. Last week, Trump introduced his budget request for Fiscal Year 2026, which defunds the Child Care Access Means Parents in School (CCAMPIS) program that provides child care to parenting students, and eliminates the Preschool Development Grants Birth through Five (PDG B-5) program that helps states improve and expand early childhood care for young children. 

    “As one of the few Members of Congress with young children, I understand that early childhood lays the foundation for a child’s development, and I know just how tough it is to find high-quality, affordable child care,” said Congresswoman McClellan. “That’s why House Democrats push for real solutions to ease this financial burden on American families. I appreciate Whip Clark’s commitment to tackling this crisis in introducing the Child Care Infrastructure Act and the Child Care Workforce Development Act — two critical bills that will strengthen federal support for the child care system and encourage more providers to stay in this vital field.”

    The Child Care Infrastructure Act would:

    • Establish a grant program at HHS to award grants to states for the purpose of constructing new or renovating existing child care facilities to help build child care capacity and ensure safe early learning facilities for children. The bill also requires a needs assessment of the condition of child care facilities throughout the U.S. financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities.

    The Child Care Workforce Development Act would

    • Create a student loan repayment program for early childhood educators and establish a program to provide grants to individuals pursuing a childhood development credential.

    Congresswoman McClellan is a champion for child care in Congress. Last Congress, she convened a child care roundtable with Senator Tim Kaine(D-VA) and joined Whip Clark and more than 70 House Democrats and 30 Senate Democrats to introduce landmark legislation to invest in the child care industry and stave off the child care cliff.

    The Nisg̱a’a Nation and the governments of Canada and British Columbia are commemorating the 25th anniversary of the Nisg̱a’a Final Agreement (the Nisg̱a’a Treaty) as a major milestone on the path of reconciliation.

    A landmark in the relationship between the parties, the Nisg̱a’a Treaty marked the end of a 113-year journey and the first steps toward a brighter future in a new direction. It is the first treaty in British Columbia to provide constitutional certainty in respect of an Indigenous people’s Section 35 right to self-government.

    The Nisg̱a’a Treaty put control over land and resources back in the hands of Nisg̱a’a Nation, recognizing Nisg̱a’a Lands (2,000 square kilometres), and provides constitutionally protected Treaty Rights, including Treaty Rights to hunt and fish in the Nass wildlife area and Nass area. It has opened the door for joint economic initiatives in the responsible, sustainable development of the Nisg̱a’a Nation’s natural resources — benefitting Nisg̱a’a citizens as well as their fellow British Columbians and Canadians.

    Over the past few decades, the Nisg̱a’a have made progress in building their government and institutions, as well as facilitating economic development for both the Nisg̱a’a Nation and surrounding communities. The Nisg̱a’a Nation created Canada’s first Indigenous-owned mining royalty company, pooling together the royalties of different First Nations across the country as a way to attract investors, lower risks and create revenue streams for its Indigenous owners and shareholders. 

    Through investments in tourism, the Nisg̱a’a Nation continues to attract Canadian and international audiences to experience the natural beauty of Nisg̱a’a Lands, creating jobs and economic opportunities not only in Nisg̱a’a communities but throughout the province of B.C. These projects have generated employment, business opportunities and revenue.     SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in Oklahoma of the June 9 deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Oct. 1, 2024.

    The disaster declaration covers the Oklahoma counties of Atoka, Bryan, Canadian, Carter, Cherokee, Choctaw, Comanche, Cotton, Craig, Creek, Delaware, Garfield, Garvin, Grady, Jefferson, Johnston, Kingfisher, Lincoln, Logan, Love, Marshall, Mayes, Noble, Nowata, Oklahoma, Osage, Ottawa, Pawnee, Payne, Rogers, Stephens, Tulsa, Wagoner and Washington as well as the Kansas counties of Cherokee, Labette and Montgomery, and in Texas the counties of Clay, Fannin, Grayson, Lamar and Montague.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable and other bills not paid due to the disaster.

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.     Submit completed loan applications to the SBA no later than June 9.

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Chuck Grassley (R-IA) reintroduced the Improving Social Security’s Service to Victims of Identity Theft Act to provide a single point of contact at the Social Security Administration (SSA) for Americans whose Social Security numbers have been stolen.
    “Seniors are often a target for identity theft. If your grandparent fell victim, you’d want them to have a point of contact at SSA to help resolve the situation as quickly as possible,” said Dr. Cassidy.
    “Millions of Americans suffer from identity theft each year, and Social Security numbers are a top target. Unfortunately, when a victim calls up the Social Security Administration, they can be jerked around from one contact to another, having to reexplain the situation each time.     Yesterday, during Small Business Week, Governor Stein and North Carolina Secretary of Commerce Lee Lilley visited downtown Marshall to highlight the importance of supporting small businesses impacted by Hurricane Helene. Governor Stein has proclaimed May 4 – May 10, 2025 as Small Business Week to celebrate the impact of entrepreneurs and small businesses on North Carolina’s economy. 

    “Small businesses are the beating heart of our economy, and I am proud to recognize them this week. In particular, western North Carolina is open for business, and it is more crucial than ever to support its economic recovery,” said Governor Josh Stein. “With the help of private partners, $55 million is now on the way to more than 2,100 small businesses. Unfortunately, it’s not nearly enough. I am calling on the General Assembly to dedicate more funding to support small businesses so they can keep providing jobs and bolstering local economies.”

    “Small businesses are foundational in our communities, employing nearly 45 percent of the private-sector workforce across the state,” said Commerce Secretary Lee Lilley. “As we continue our recovery from devastating storms and federal impacts, our focus remains on creating an environment where entrepreneurs can thrive.”

    Governor Stein remains committed to ensuring that businesses in western North Carolina have the resources and infrastructure they need to rebuild. Last week, Governor Stein announced that the Dogwood Health Trust, the Duke Endowment, and the State of North Carolina have distributed $55 million to more than 2,100 businesses in western North Carolina. In his second Helene budget request, Governor Stein will call on the General Assembly to invest more in small business grants so that western North Carolina businesses can keep their doors open to serve their communities.  

    Governor Stein and the North Carolina Department of Commerce also launched an additional $55 million state infrastructure program, which allows local governments to apply for up to $1 million to rebuild public infrastructure. Small businesses rely on this infrastructure, such as sidewalks and sewers, to do business. The Department of Commerce’s Division of Workforce Solutions has also made the $500,000 “Hurricane Helene Business Edge Fund” available to local workforce boards serving the counties that were most impacted by the storm, with a particular focus on minimizing layoffs from small businesses.

  • MIL-OSI United Kingdom: Psychopaths would spark a financial crisis for profit

    Would you want a psychopath looking after your pension? Or what about your shares? In a recent talk at the Cambridge Festival, I spoke about the latest research relating to a psychopath’s love of money, greed for power, and willingness to harm other people financially for personal gain.

    Since I began researching corporate psychopaths and the global financial crisis, the idea of the financial psychopath, an employee in the financial sector acting ruthlessly, recklessly, greedily and selfishly with other people’s money, has gained traction.

    The theory won support because psychopaths are more commonly found in financial services than in other sectors. It has even been argued that up to 10% of employees in financial services could be psychopathic. That is to say they have no empathy, care for other people, conscience or regrets for any damage they do.

    These traits make them ruthless in pursuit of their own agendas and entirely focused on self-promotion and self-advancement.

    But my ongoing research goes even further. It has found that psychopaths are willing to knowingly cause financial harm to the entire global community, in order to receive a financial bonus for themselves. Personal greed outweighs the immense social and community costs of implementing that greed.

    This aligns with earlier perceptions of some captains of finance or leading politicians as psychopaths. Previous research found they are freed by their selfish philosophy of life and their trivialising of other people from the restraints of being evenhanded, truthful or generous.

    This new research also shows that a majority of psychopaths would even be willing to cause a global financial crisis – if they personally would profit from, for example, falling stock prices. This willingness holds true even when they could be personally identified as being the source of the crisis. Only a tiny minority of non-psychopaths would be willing to do this.

    Race to the top

    Financial insiders appear to agree with the assumption that psychopaths have always been prevalent in the sector. Many psychologists and other management commentators have come to the same conclusion.

    Researchers have also found that interpersonal-affective psychopathic traits – such as deceitfulness, superficial charm and a lack of remorse – were associated with success in the finance sector.

    Employees at financial institutions in New York scored significantly higher on these traits than people in the wider community. They also had significantly lower levels of emotional intelligence (as would be expected of psychopaths).

    What’s more, having psychopathic traits has also been linked to higher annual incomes – as well as a higher rank within the corporation.

    In other words, it looks like the more psychopathic an employee is, the further up the corporate finance ladder they will go. This corresponds with findings that show there are more psychopaths at the top of organisations than at the bottom.

    Creating destruction

    This is not to say that personal success in climbing the corporate ladder equates to professional success when someone reaches the top job. Quite the opposite. In fact, my research has shown that psychopathic leadership is associated with organisational destruction.

    This includes a greater propensity to take risks with other people’s money, a greater willingness to gamble with someone else’s money and lower returns for shareholders.

    In one study over a 10-year period, psychopathic fund managers were found to generate annual returns that were 30% lower than their less psychopathic peers.

    The research team concluded that among elite financial investors, psychopathy and its appearance of personal dominance and competence, may enable people to rise to the top of their profession. But this does not translate into improved financial performance at the organisational level, where the presence of the psychopathic is actually counterproductive.

    Fraud has always been associated with the psychopathic – so much so that in one study 69% of auditors believed they had encountered corporate psychopaths in relation to their investigations.

    Years ago, one bank reportedly used a psychopathy measure to recruit staff. But I would advise against hiring people who score very highly, because they are totally concerned with personal success. They are not bothered about long-term organisational growth or sustainability. As such, decisions will be made to suit the psychopathic worker, and not the organisation.

    For example, new hires would be likely to be people who can help the psychopath achieve their personal aims and objectives rather than aid the company. Anyone astute enough to potentially be a challenge to the psychopathic employee would not be hired by them in the first place.

    Without exception, psychopathic people love money and they are more motivated by it than other people are.

    Unlike the rest of the population, psychopaths are uninterested in higher values such as close emotional connections with family and friends, and much more focused on money and materialism. Seen through this lens, the appeal of the corporate banking sector – and the salaries and bonuses it offers – to people with these traits soon becomes clear.

  • MIL-OSI China: Beijing achieves continued progress in air and water quality in 2024

    The Chinese capital of Beijing achieved continued progress in air and water quality last year, according to a report released on Friday.

    Data from the report on Beijing’s ecological environment shows that in 2024, Beijing’s average density of PM2.5, a key indicator of air pollution, stood at 30.5 micrograms per cubic meter, dropping by 65.9 percent compared to that of 2013. The municipality recorded 290 days of good air quality and only two days with heavy air pollution.

    The municipality’s water quality has also made notable progress. Among Beijing’s five major water systems with a total length of rivers reaching 2,551.6 km, 87.2 percent were rated as having good water quality in 2024, up 15.9 percentage points year on year and nearly 40 percentage points compared to 2013, said the report.

    According to the report, the Ecological Index (EI) of Beijing was 71.4 last year, with a year-on-year growth of 0.85 percent. This indicates that the city is seeing steady improvements in the quality of its ecological environment. From 2020 to 2024, Beijing documented 7,121 species, including rare ones such as freshwater jellyfish and the oriental stork.

    “Beijing will continue to implement precise, scientific and law-based pollution control,” said Liu Baoxian, deputy head of Beijing Municipal Ecology and Environment Bureau, also the report’s publisher. He added that the city will synergistically promote environmental protection and economic growth.

  • MIL-OSI Global: How William Howard Taft’s approach to government efficiency differed from Elon Musk’s slash-and-burn tactics

    For four months, the world’s richest man has played an unprecedented role in U.S. government. At the start of his 2025 term, President Donald Trump asked Elon Musk to cut government “waste and fraud.” That translated into the Musk-driven firing of 121,000 federal workers, essentially closing entire government programs and departments.

    Many Americans protested Musk’s work. His unsupervised access to sensitive government materials and unchecked influence over the firing of federal employees represents an unprecedented moment in the United States. An unelected billionaire sought to overhaul the federal government, empowered and legitimized not by Congress but only by the president.

    There are two individuals intrinsic to any presidential effort to restructure government: the president himself and the person he entrusts with the task.

    In 2025, Musk has been the person designated to carry out the president’s aims.

    In 1910, it was Frederick Cleveland, an academic, who was President William H. Taft’s designated head of his effort to streamline government.

    Both presidents, Taft and Trump, have said they wanted to improve how government functioned.

    But while Taft worked with Congress to launch his effort, Trump hasn’t followed that route. And the men each president asked to lead their efforts were vastly different in the responsibility given to them, and different in values as well as temperament.

    Power on Pennsylvania Avenue

    Among the many historic attempts by presidents to streamline federal government, Taft’s administration provides a distinct parallel to an administration attempting to make government more efficient.

    The Taft administration’s early 20th-century equivalent to the Musk-run Department of Government Efficiency, or DOGE, was called the Commission on Economy and Efficiency.

    Unlike DOGE, created by presidential fiat via an executive order, Taft’s efficiency commission was funded by Congress.

    Taft also delegated the work of this reorganization to trusted Cabinet subordinates, rather than an outsider who was not confirmed by Congress. Other presidents of Taft’s generation would have found it unthinkable to delegate such consequential work to someone outside of the bureaucracy to the extent that Trump has empowered Musk.

    The work of Taft’s commission took place during a time of turmoil for the role and power of the president, as the country itself became more powerful and its governance more complex, calling for increased efficiency through streamlining.

    Studying and streamlining government

    Taft organized his commission in 1910, a year into his presidency. It lasted until his divided party led to his election defeat in 1912.

    The commission’s aims were tied to economy and efficiency – as the commission itself was named. Indeed, Secretary of the Navy George von Lengerke Meyer, one of Taft’s trusted Cabinet members, concisely explained how the “main object was the establishment of a system which would enable the Secretary to administer his office efficiently and economically, with the advice of responsible expert advisers, ensuring continuity of policy for the future.”

    Taft came to the presidency in 1909 with clear concepts of how the nation’s top office needed to become more powerful to meet the growing country’s burgeoning needs.

    The presidency, he believed, also needed to expand its power to meet the modernizing demands of the Progressive Era in early 20th-century America. This era put new demands on government to be responsive to the country’s expanding needs, from grassroots demands by voters for greater government activism to professionals seeking more efficient support for their businesses from the government.

    Taft was critically aware of existing inefficiency, with bureaucratic work overlapping at expense to the government, without any clear mandate, job description or hierarchy. The vision of the commission is clear in a diagram for the War Department that sought to streamline the bureaucracy, conglomerating the existing 18 divisions into eight.

    The Commission on Economy and Efficiency focused on providing solutions for this clearly defined problem of government inefficiency. At the time of Taft’s final message to Congress in 1913, the commission had submitted 85 reports to Taft encouraging the reorganization of executive departments, including new and specifically defined roles for government employees.

    Long-term, targeted changes

    Unlike the radical unilateral actions taken by DOGE, the Taft commission recommended action to Congress for the long term, while making more targeted changes to the executive bureaucracy behind the scenes.

    Despite Taft’s pleas stressing the need to sustain these changes beyond his tenure, Congress was tired of the empowerment of the executive by Republican presidents Theodore Roosevelt, followed by Taft, and had no incentive to support reorganization.

    This is in direct contrast to Trump and Musk’s less substantiated concerns over “fraud and abuse” or ongoing vague concerns over the size and cost of the federal government. That phrasing may inspire more consensus over the problem, but not necessarily the solution.

    Empowering the executive

    Taft’s choice to head his commission, Frederick Cleveland, was a kindred spirit who believed in a strengthened presidency. Cleveland was an academic with past affiliations with the University of Pennsylvania and New York University. Congress accepted Cleveland’s nomination, seeing him as a pioneer in the realm of public administration.

    Cleveland fit the Progressive Era’s mantra of employing experts. As a professional but not a member of the wealthy elite, and having been considered by Congress, Cleveland represents a clear distinction from Musk, who appears to have little understanding of what an average American may need from an operative federal bureaucracy.

    Cleveland reflected the Taft administration’s approach of wanting to remold the government without animosity toward federal workers specifically or the government more broadly. He embraced the Progressive Era ethos in seeking to rectify inefficiency.

    Streamlining did not equate to big cuts. The priority remained ensuring the American government could meet the increased demands of the new century.

    Similar to DOGE, the White House was the command center for the Commission on Economy and Efficiency. That enabled Taft to manage reorganization of the executive branch from the Oval Office.

    Not all of the modernizing and streamlining of the federal government would come at the behest of Taft’s commission.

    Impatient to implement change while awaiting the commission’s reports, and with the commission hampered by a decrease in congressional funding in 1912, Taft had immediately sought improvement within his own administration.

    But when the commission’s reports were finally available, Taft was in the unfortunate position of being a lame duck and could do little besides emphasize the need for further action.

    While limited in the short term, the commission’s reports were later credited for major changes: “Although the report fell on deaf ears in Congress, it would become an essential roadmap for the budget reforms of 1921. The Budget and Accounting Act of 1921 addressed and mirrored the concerns and proposals of the Commission’s Report,” as described by the Calvin Coolidge Presidential Foundation.

    Unlike DOGE, the approach of Taft and his commission focused on streamlining rather than gutting federal bureaucracy.

    That approach was reflective of an era when experts were revered and sought after rather than maligned. As an experienced bureaucrat, Taft characteristically directed that the problem of government inefficiency be studied. This secured his legacy, as his agenda was eventually put into practice and embraced, proving his reflective approach to be ahead of its time.

    A group of prize-winning illustrators from Anglia Ruskin University (ARU) will be sharing their expertise during a special event in Cambridge on Monday, 19 May.

    The event is being held to celebrate the 10th anniversary of the prestigious Klaus Flugge Prize, which is awarded annually to the most promising and exciting newcomer to children’s book illustration.

    The panel will feature three recent winners of this national award – Flavia Drago, Mariajo Ilustrajo and Kate Winter – all alumni of ARU’s world-leading Children’s Book Illustration MA course in Cambridge.

    Taking place at Waterstones bookshop on Sidney Street, the event is aimed at anyone interested in illustration and the art of visual storytelling. The talented trio will discuss the elements of a successful picture book and provide valuable tips for aspiring illustrators.

    Flavia Drago, originally from Mexico City, won the Klaus Flugge Prize in 2021 for her book Gustavo the Shy Ghost, which also topped The New York Times’ best sellers list. Flavia is currently studying a PhD at ARU, focusing on horror in children’s picture books.

    Originally from Madrid, Mariajo Ilustrajo is now based in the UK and won the award in 2023 for Flooded, which she started on the MA course at ARU. The story, which features animals teaming up to tackle the impacts of climate change, also earned her the Best New Talent prize at the World Illustration Awards.

    Kate Winter received the award last year for The Fossil Hunter, marking the first time a non-fiction book has won the £5,000 prize. After completing her MA in Children’s Book Illustration, Kate now lectures on ARU’s BA (Hons) Illustration course, balancing her teaching with her work as a professional illustrator and writer.

    “I feel very fortunate to be able to bring ideas and stories alive for children through the universal language of illustration. I am really looking forward to talking to Mariajo and Flavia about our different approaches to making picture books, how we develop ideas and what role the images play in our storytelling.”

    The event will be chaired by Dr Elys Dolan, a Senior Lecturer in Children’s Books Illustration at ARU. Elys, an award-winning author and illustrator of books such as Weasels and Steven Seagull Action Hero, also studied on the MA Children’s Book Illustration course at ARU’s Cambridge School of Art.
