    The Republic of France has issued the following statement:

    In light of the upcoming Global AI Action Summit organised by France, we, the undersigned members countries of the Global Partnership for Action on Gender-Based Online Harassment and Abuse emphasize the critical need to address human rights and gender equality issues in the era of artificial intelligence (AI).

    With the rapid digital transformation of our societies, AI offers a new set of opportunities to advance the human rights of women, young women and girls in all their diversity and LGBTQI+ persons, and promote gender equality. AI can help all women and girls fully realize their human rights, including their right to education, their right to freedom of expression, of association and of peaceful assembly, to access information and to participate in cultural life and relevant decision-making processes. However, it also introduces a distinct set of challenges and risks, mirroring and amplifying existing gender biases and inequalities. While we recognise the critical role of AI as a driver of innovation and progress, we strongly affirm that these advances can only achieve their full potential if AI is designed, developed, evaluated, tested, deployed and used by applying a human rights-based approach, with gender equality at its core.

    Currently, only 22% of AI professionals are women. This significant underrepresentation, particularly affecting global majority countries, increases the risk of AI systems perpetuating gender stereotypes and biases, and other forms of biases, discriminatory social norms and harmful outcomes. AI models, often trained on historically biased and discriminatory datasets, reproduce and amplify discrimination and stereotypes with lasting and tangible consequences, ranging from discriminatory recruitment practices to highly inadequate medical treatment for women. Moreover, the lack of “safety-by-design” measures in AI models further exacerbates risks of technology facilitated gender-based violence , with significant consequences for women and girls’ mental and physical health and safety, as well as economic and political participation. Available evidence suggests that the majority of deepfakes available online are pornographic and disproportionately target women. As such, the rapid weaponisation of AI may first impact a few, but then extends to many. When the human rights of women and girls and LGBTQI+ persons are at risk, all human rights are threatened. Whether in the daily use of AI models and systems or in multilateral fora and AI governance, the gendered impacts of AI have long been overlooked and led to existing online and offline threats disproportionately affecting women and girls in all their diversity.

    Against this background, multilateral cooperation at the intersection of AI and gender has become essential. Since 2022, the Global Partnership for Action on Gender-Based Online Harassment and Abuse has brought together countries to prioritise, understand, prevent, and address technology-facilitated gender-based violence, including in the era of AI, in multilateral fora. Complementary, the Laboratory for Women’s Rights Online was established to unite states, international organisations, private platforms, and civil society organisations in cooperating and developing transnational technical solutions to combat online and technology-facilitated gender-based violence. The Generation Equality’s Action Coalition for Technology and Innovation has also adopted a similar multi-stakeholder approach, playing a key role in addressing TFGBV on the multilateral scale.

    In 2024, the United Nations General Assembly adopted its first resolution on AI, Seizing the opportunities of safe secure and trustworthy artificial intelligence systems for sustainable development (A/RES/78/265) and its first Resolution on Eliminating all forms of violence against women and girls in the digital environment (A/C.3/79/L.17) driven by France and the Netherlands. Additionally, the adoption of the GA Resolution 78/213 Promotion and Protection of Human Rights in the context of digital technologies (2023), the UN Agreed Conclusions from the 67th Session of the Commission on the Status of Women on Innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all women and girls (2023), as well as the Global Digital Compact (2024)–the first global text on the governance of digital technologies–and the UN Convention against Cybercrime (2024), the first international criminal justice treaty aimed at strengthening international cooperation for combating crimes committed by means of ICT systems, marked a significant step in addressing, protecting and defending human rights, including gender equality and the rights of women and girls in the digital environment.

    Building on the recent progress and joint efforts to ensure effective international AI governance and accelerate progress towards achieving the SDGs, we propose increased action to prioritise the rights of all women and girls in the digital environment at the upcoming AI Action Summit. First organised by the UK and later by South Korea, the next Summit will take place in France.

    As part of the upcoming AI Action Summit, we, the undersigned countries of this declaration, call on states to recognise the gendered impact of AI on all women and girls and LGBTQI+ persons in all aspects of the digital world, recognising the continuity and interrelation between offline and online gender-based violence and the increase in technology-facilitated gender-based violence. We call on States to implement and uphold safeguards to protect the human rights of women and girls in all their diversity in the digital environment, including the online/offline continuum. We also urge the digital technology and AI sector to adopt safety-by-design principles throughout the lifecycle of AI systems, from design to development and deployment. We urge both States and the digital technology and AI sector to promote AI literacy for all, especially for all women and girls, in order to bridge the gender digital divide and to equip women, in particular those in vulnerable situations, with the knowledge to critically engage with AI by the means of promotion of equitable access and participation in the digital sphere and the empowerment of individuals to identify, mitigate, prevent and eradicate gender biases, stereotypes, discriminations, and violence.

    We, the undersigned countries of this declaration, members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse, reaffirm our shared determination and commitment to building a digital future grounded in human rights, fully integrating women’s rights and gender considerations at the upcoming AI Action Summit in Paris, February 2025.

  • MIL-Evening Report: Eugene Doyle: Trump and foolish old men who redraw maps

    It generally ends badly.  An old tyrant embarks on an ill-considered project that involves redrawing maps.

    They are heedless to wise counsel and indifferent to indigenous interests or experience.  Before they fail, are killed, deposed or otherwise disposed of, these vicious old men can cause immense harm.

    To see Trump through this lens, let’s look at a group of men who tested their cartographic skills and failed:  King Lear and, of course, Hitler and Napoleon Bonaparte, and latterly, George W Bush and Saddam Hussein.

    I even throw in a Pope.  But let’s start first with Benjamin Netanyahu and Donald Trump himself.

    Benjamin Netanyahu and a map of a ‘New Middle East’ — without Palestine
    In September 2023, a month before the Hamas attack on Israel, Benjamin Netanyahu spoke to an almost-empty UN General Assembly.  Few wanted to share the same air as the man.

    In his speech, he presented a map of a “New Middle East” — one that contained a Greater Israel but no Palestine.

    In a piece in The Jordan Times titled: “Cartography of genocide”, Ramzy Baroud explained why Netanyahu erased Palestine from the map figuratively.  Hamas leaders also understood the message all too well.

    “Generally, there was a consensus in the political bureau: We have to move, we have to take action. If we don’t do it, Palestine will be forgotten — totally deleted from the international map,” Dr Bassem Naim, a leading Hamas official said in the outstanding Al Jazeera documentary October 7.

    Hearing Trump and Netanyahu last week, the Hamas assessment was clear-eyed and prescient.

    In defiance of UN resolutions and international law, he recognised Jerusalem as Israel’s capital, recognised the Syrian Golan Heights as part of Israel, and now wants to turn Gaza into a US real estate development, reconquer Panama, turn Canada into the 51st State of the USA, rename the Gulf of Mexico and seize Greenland, if necessary by force.

    And it’s only February.  The US spent blood, treasure and decades building the Rules-Based International Order.  Biden and Trump have left it in tatters.

    Trump is a fitting avatar for the American state: morally corrupt, narcissistic, burning down all the temples to international law, and generally causing chaos as he flames his way into ignominy.

    The past week — where “Bonkers is the New Normal” — reminded me of a famous Onion headline: “FBI Uncovers Al-Qaeda Plot To Just Sit Back And Enjoy Collapse Of United States”.

    The Iranians made a brilliant counter-offer to the US plan to ethnically cleanse Gaza and create a US statelet next to Israel — send the Israelis to Greenland! Unlike the genocidal US and Israeli leadership, the Iranians were kidding.

    Point taken, though.

    King Lear: ‘Meantime we will express our darker purpose. Give me the map there.’

    Lear makes the list because of Shakespeare’s understanding of tyrants and those who oppose them.

    Lear: Out of my sight!

    Kent and all those who sought to steer the King towards a more prudent course were treated as enemies and traitors. I think of Ambassador Chas Freeman, John Mearsheimer, Colonel Larry Wilkerson, George Beebe and all the other wiser heads who have been pushed to the periphery in much the same way.

    Trump, like Lear, surrounds himself with a college of schemers, deviants and psychopaths.

    Napoleon Bonaparte
    I was fortunate to study “France on the Eve of Revolution” with the great French historian Antoine Casanova.  His fellow Corsican caused a fair bit of mayhem with his intention to redraw the map of Europe.

    British statesman William Pitt the Younger reeled in horror as Napoleon got to work, “Roll up that map; it will not be wanted these 10 years,” he presciently said.

    Bonaparte was an important historical figure who left a mixed and contested legacy.

    Before effective resistance could be organised, he abolished the Holy Roman Empire (good job), created the Confederation of the Rhine, invaded Russia and, albeit sometimes for the better, torched many of the traditional power structures.

    Millions died in his wars.

    We appear to be back to all that: a leader who tears up all rule books.  Trump endorses the US-Israeli right of conquest, sanctions the International Criminal Court (ICC) for trying to hold Israel and the US to the same standard as others, and hands out the highest offices to his family and confidantes.

    Hitler
    “Lebensraum” (Living space) was the Nazi concept that propelled the German war machine to seize new territories, redraw maps.  As they marched, the soldiers often sang “Deutschland über alles” (Germany above all), their ultra-nationalist anthem that expressed a desire to create a Greater Germany — to Make Germany Great Again.

    All sounds a bit similar to this discussion of Trump and Netanyahu, doesn’t it?  Again: whose side should we be on?

    Saddam Hussein and George W Bush
    When it comes to doomed bids to remake the Middle East by launching illegal wars, these are two buttocks of the same bum.  Now we have the Trump-Netanyahu pair.

    Will countries like Australia, New Zealand and the UK really sign up for the current US-Israeli land grab?  Will they all continue to yawn and look away as massive crimes against humanity are committed?   I fear so, and in so doing, they rob their side of all legitimacy.

    There is a smack of the Borgias about the Trumps. They share values — libertinism and nepotism, to name two — and both, through cunning rather than aptitude, managed to achieve great power.

    Pope Alexander VI, born Rodrigo Borgia, father to Lucretia and Cesare, was Pope in 1492 when Columbus sailed the ocean blue.

    He was responsible for the greatest reworking of the map of the world: the Treaty of Tordesillas which divided the “New World” between the Spanish and Portuguese empires. Millions died; trillions were stolen.

    We still live with the depravities the Europeans and their heritors unleashed upon the world.

    I’m sure the Greenlanders, the Canadians, the Panamanians and whoever else the United States sets their sights on will resist the unwelcome attempt to colour the map of their country in stars & stripes.

    History is littered with blind map re-makers, foolish old men who draw new maps on old lands.

    Like Sykes, Picot, Balfour and others, Trump thinks with a flourish of his pen he can whisk away identity and deep roots. Love of country and long-suffering mean Palestinians will never accept a handful of coins and parcels of land spread across West Asia or Africa as compensation for a stolen homeland.

    They have earned the right to Palestine not least because of the blood-spattered identity that they have carved out of every inch of land through their immense courage and steadfastness. We should stand with them.

    As the new year unfolds, the China NCPA Chorus, the resident chorus of the National Centre for the Performing Arts, is set to embark on an exciting journey with a fresh, diverse season of offerings.

    Based on the core theme of “Unbounded”, the 2025 season will push the boundaries of choral art by blending classical traditions with modern interpretations and global influences, says Zhang Yao, vice-president of the NCPA.

    This includes an array of choral music, operas, symphonic choral works and concerts in approximately 30 performances running throughout the year.

    To celebrate the 55th anniversary of the establishment of diplomatic ties between China and Italy in 2025, the new season will explore Italian opera and folk music, blending multimedia and stage design to bring these genres to life in fresh and exciting ways under the leadership of the NCPA’s music director, Lyu Jia.

    More concerts are planned to bring the world’s musical treasures to the stage, demonstrating how choral art can break boundaries and experiment with new forms. For example, World Music Tour, China NCPA Chorus: World Famous Songs Concert, conducted by Jiao Miao, will feature famous songs from around the world, including Mexican dance music, New Zealand folk music, and French love songs. The chorus will explore ways to merge vocals with musical instruments, including the free, vigorous rhythms of Africa and South America.

    Choral Theater, a special themed series combining theater with sound, will invite audiences into the stories to experience emotional rhythms.

    The Merriment Adventure, a concert version of the operas The Merry Widow, a comic operetta in three acts by Hungarian composer Franz Lehar, and Die Fledermaus, an operetta by Austrian composer Johann Strauss II, will present the comedic characteristics of operetta through bright, lively rhythms and lighthearted, humorous content, bringing delight to the audience through the twists and turns of the plot.

    “Fifteen years ago, a group of passionate voices came together to found the China NCPA Chorus, and today, it has become a beloved pillar of the arts community in the country,” says resident conductor Jiao, who has been with the chorus since its inception. “We’ve built a large fan base over the past 15 years, and with this new Choral Theater series, we want to find a way to be innovative with contemporary Chinese choral art by telling stories with sound and cross-border collaborations.”

    Jiao adds that to appeal to younger audiences, the new series will also include Cinderella, a concert based on the classic fairy tale, and The Tale of Fuxi and Nyuwa, a concert themed around the snake zodiac sign from classical Chinese mythology. These performances will help educate Chinese culture to children through music and audiovisual experiences.

    The symphonic choral section will highlight some of the most beautiful pieces in the choral repertoire. Conducted by Li Xincao, the chorus will present a powerful rendition of the Yellow River Cantata in commemoration of the 120th anniversary of composer Xian Xinghai. It will also present Carmina Burana, a cantata for orchestra, chorus, and vocal soloists by the German composer Carl Orff, which is famous for its grandeur, in collaboration with the China Philharmonic Orchestra and conductor Yu Long.

    As a versatile ensemble, the China NCPA Chorus will also take on four major opera productions in the first half of the season — the Chinese operas The Long March and Minning Town, and Verdi’s La Traviata and Il Trovatore.

    “The full version of the Yellow River Cantata, in particular, impressed me deeply. It felt like every note told the heroic story of the Chinese people. Over time, I followed the chorus’ performances, and in 2023, when they toured Shenzhen, Guangdong province, where I live, I attended the concert. I traveled to Beijing last year for their 15th anniversary concert, which remains a great memory,” says Xing Jiachuan, a concertgoer who became a fan after watching the chorus’ performances on the NCPA’s online channel.

    Famous dramatist and poet Zou Jingzhi has worked closely with the chorus. “I collaborated with the chorus on the opera Xi Shi, which I composed in 2010. Hearing them for the first time, I was deeply moved by their youthful, passionate and powerful voices. I could feel the singers’ overflowing passion for choral art,” he says.

    Zou has worked with the chorus on other operas, such as The Chinese Orphan (2011) and The Long March (2016). “Their enthusiasm is infectious, and the energy they bring to the stage is unparalleled,” he adds.

  • MIL-Evening Report: AI is being used in social services – but we must make sure it doesn’t traumatise clients

    Late last year, ChatGPT was used by a Victorian child protection worker to draft documents. In a glaring error, ChatGPT referred to a “doll” used for sexual purposes as an “age-appropriate toy”. Following this, the Victorian information commissioner banned the use of generative artificial intelligence (AI) in child protection.

    Unfortunately, many harmful AI systems will not garner such public visibility. It’s crucial that people who use social services – such as employment, homelessness or domestic violence services – are aware they may be subject to AI. Additionally, service providers should be well informed about how to use AI safely.

    Fortunately, emerging regulations and tools, such as our trauma-informed AI toolkit, can help to reduce AI harm.

    How do social services use AI?

    AI has captured global attention with promises of better service delivery. In a strained social services sector, AI promises to reduce backlogs, lower administrative burdens and allocate resources more effectively while enhancing services. It’s no surprise a range of social service providers are using AI in various ways.

    Chatbots simulate human conversation with the use of voice, text or images. These programs are increasingly used for a range of tasks. For instance, they can provide mental health support or offer employment advice. They can also speed up data processing or help quickly create reports.

    However, chatbots can easily produce harmful or inaccurate responses. For instance, the United States National Eating Disorders Association deployed the chatbot Tessa to support clients experiencing eating disorders. But it was quickly pulled offline when advocates flagged Tessa was providing harmful weight loss advice.

    Recommender systems use AI to make personalised suggestions or options. These could include targeting job or rental ads, or educational material based on data available to service providers.

    But recommender systems can be discriminatory, such as when LinkedIn showed more job ads to men than women. They can also reinforce existing anxieties. For instance, pregnant women have been recommended alarming pregnancy videos on social media.

    Recognition systems classify data such as images or text to compare one dataset to another. These systems can complete many tasks, such as face matching to verify identity or transcribing voice to text.

    Such systems can raise surveillance, privacy, inaccuracy and discrimination concerns. A homeless shelter in Canada stopped using facial recognition cameras because they risked privacy breaches – it’s difficult to obtain informed consent from mentally unwell or intoxicated people using the shelter.

    Risk-assessment systems use AI to predict the likelihood of a specific outcome occurring. Many systems have been used to calculate the risk of child abuse, long-term unemployment, or tax and welfare fraud.

    Often data used in these systems can recreate societal inequalities, causing harm to already-marginalised peoples. In one such case, a tool in the US used for identifying risk of child mistreatment unfairly targeted poor, black and biracial families and families with disabilities.

    A Dutch risk assessment tool seeking to identify childcare benefits fraud was shut down for being racist, while an AI system in France faces similar accusations.

    The need for a trauma-informed approach

    Concerningly, our research shows using AI in social services can cause or perpetuate trauma for the people who use the services.

    The American Psychological Association defines trauma as an emotional response to a range of events, such as accidents, abuse or the death of a loved one. Broadly understood, trauma can be experienced at an individual or group level and be passed down through generations. Trauma experienced by First Nations people in Australia as a result of colonisation is an example of group trauma.

    Between 57% and 75% of Australians experience at least one traumatic event in their lifetime.

    Many social service providers have long adopted a trauma-informed approach. It prioritises trust, safety, choice, empowerment, transparency, and cultural, historical and gender-based considerations. A trauma-informed service provider understands the impact of trauma and recognises signs of trauma in users.

    Service providers should be wary of abandoning these core principles despite the allure of the often hyped capabilities of AI.

    Can social services use AI responsibly?

    To reduce the risk of causing or perpetuating trauma, social service providers should carefully evaluate any AI system before using it.

    For AI systems already in place, evaluation can help monitor their impact and ensure they are operating safely.

    We have developed a trauma-informed AI assessment toolkit that helps service providers to assess the safety of their planned or current use of AI. The toolkit is based on the principles of trauma-informed care, case studies of AI harms, and design workshops with service providers. An online version of the toolkit is about to be piloted within organisations.

    By posing a series of questions, the toolkit enables service providers to consider whether risks outweigh the benefits. For instance, is the AI system co-designed with users? Can users opt out of being subject to the AI system?

    It guides service providers through a series of practical considerations to enhance the safe use of AI.

    Social services do not have to avoid AI altogether. But social service providers and users should be aware of the risks of harm from AI – so they can intentionally shape AI for good.

    The 15th edition of Aero India, Asia’s biggest aerospace and defence exhibition, will be inaugurated by Raksha Mantri Shri Rajnath Singh at the Yelahanka Air Force Station in Bengaluru, Karnataka on February 10, 2025. With the broad theme of ‘The Runway to a Billion Opportunities’, the five-day extravaganza will showcase India’s aerial prowess and indigenous cutting-edge innovations alongside state-of-the-art products of global aerospace companies. In line with ‘Aatmanirbhar Bharat’ and ‘Make in India, Make for the World’ vision, the event will also provide a stage to forge international collaborations to fast-track the indigenisation process, thereby providing a thrust to Prime Minister Shri Narendra Modi-led Government’s resolve of making the country Viksit Bharat by 2047.

    Addressing a press conference in Bengaluru on the eve of the event, Raksha Mantri described Aero India as a crucial platform, which will drive forward the Government’s vision of a strong, capable India, secure and self-reliant India. “Aero India is a platform that showcases the strength, resilience, and self-reliance of New India. It is not just crucial for India’s defence preparedness, but it also plays a pivotal role in shaping the future of our nation. It will demonstrate our defence capabilities and forge global partnerships. Our goal is to enhance collaboration in areas of common interest with our friendly nations, fostering deeper cooperation and shared progress. The event is not just a showcase of technology and innovation, but will also serve as a source of inspiration for our youth, fostering scientific temperament and a spirit of innovation,” he said.

    Organised in a total area of over 42,000 sq m and with the confirmed participation of over 900 exhibitors, including 150 foreign companies, the event is set to be the biggest-ever Aero India till date. Shri Rajnath Singh termed the participation of more than 90 countries as a testament to the growing global confidence in India’s aerospace and defence capabilities. “Defence ministers or representatives from about 30 countries have come to participate in this event. The presence of Air Chiefs and Secretaries from 43 countries further highlights the significance of this event – not just for India, but for the entire international defence community,” he said.

    Highlighting the transformation of the defence and aerospace sector in the recent years, Raksha Mantri asserted that, today, India is not only capable of designing and developing major platforms and equipment within India, it has also successfully established a vast supply chain within the country. “Advanced platforms like Light Combat Aircraft Tejas, Light Combat Helicopter Prachand and C-295 Transport Aircraft are now being produced in India. We have also taken a firm resolve to manufacture fifth-generation fighter aircraft within the country. From the advanced variants of the Agni missile, the Astra missile system, and the Pinaka missile system to the cutting-edge Hypersonic missile system and the Akash air defence system, we have built numerous success stories. These achievements have played a crucial role in strengthening our defence sector, making India more self-reliant and secure,” he said.

    Shri Rajnath Singh added that post corporatisation of Ordnance Factory Board, the newly formed companies have started performing exceptionally well in defence production. “Under a well-considered and well-developed plan, we have actively worked to empower the private sector in the defence and aerospace industries. Today, India has a thriving private defence industry that has firmly established itself and is making significant contributions to our national security,” he said.

    Raksha Mantri expressed confidence that defence production, having crossed the record figure of Rs 1.27 lakh crore, will exceed Rs 1.60 lakh crore by the end of 2025-26. Defence exports, which touched the record figure of Rs 21,000 crore, he said, will surpass Rs 30,000 crore.

    Shri Rajnath Singh underlined the crucial role being played by the defence industrial sector in making India an economic super power. He stated that any breakthrough in the defence sector not only strengthens national security, but also impacts the economy. Technologies developed for defence applications promote innovation in the civil sector as well, leading to employment generation and economic development, he said. He termed Aero India a significant driver of economic strength, contributing to the overall growth and development of the economy. He expressed confidence that Aero India will be remembered as a historic milestone in India’s journey towards becoming a global leader in the aerospace and defence sector.

    The 15thAero India will be held between 10thand 14thFebruary 2025. February 10thto 12thhave been reserved as business days, with 13th& 14thset as public days for people to witness the show. The event comprises Defence Ministers’ Conclave; CEOs Roundtable; inauguration of India & iDEX Pavilions; Manthan iDEX event; Samarthya Indigenisation event; Valedictory function; seminars; breath-taking airshows and an exhibition of aerospace companies.

    Defence Ministers’ Conclave

    With the aim to strengthen defence cooperation with friendly nations amidst a rapidly-evolving global security landscape, Raksha Mantri will host the Defence Ministers’ Conclave on February 11 in hybrid mode. The theme this year ‘Building Resilience through International Defence and Global Engagement (BRIDGE)’ underscores the importance of supply chain resilience and strategic collaboration in defence.

    The last edition witnessed the participation of 27 Defence Ministers and Deputy Defence Ministers alongside 15 Defence & Service Chiefs and 12 Permanent Secretaries. This year, the participation has expanded as representatives from more than 80 countries are likely to participate in the conclave. Approx. 30 Defence Ministers in addition to Defence/Service Chiefs and Permanent Secretaries from friendly nations will attend the event.

    The conclave will provide a crucial platform to address key aspects such as Defence capacity building through investment, joint ventures & co-production, Collaboration in R&D, training & technological advancements in AI & space, Maritime security cooperation and strategic partnerships.

    CEOs Roundtable

    CEOs Roundtable 2025 will be chaired by Raksha Mantri on February 10, on the theme ‘Enabling Defence Cooperation through Global Engagement (EDGE)’. Over 100 Original Equipment Manufacturers (OEMs) have confirmed their participation in the event. These include 55 from 19 countries (USA, France, Russia, South Korea, UK, Japan, Israel & Brazil etc), 35 Indian (Larsen & Toubro, Bharat Forge Ltd, Adani Defence & Aerospace, Mahindra Defence Systems Ltd, BrahMos Aerospace & Ashok Leyland Defence) and 16 Defence Public Sector Undertakings (DPSUs). Shri Rajnath Singh had addressed over 73 CEOs of 28 Foreign OEMs and 45 Indian OEMs in the 2023 edition of the event.

    Major foreign OEMs including Airbus (France), Ultra Maritime (USA), GNT (South Korea), John Cockerill Defence (UK), Mitsubishi (Japan), Rafael Advance Defence System (Israel), Safran (France) and Liebherr Aerospace (France) are expected to highlight their future plans, Joint Ventures, collaborations, partnerships with Indian companies for production of spares parts, development of aero-engines, setting up of Maintenance, Repair and Operations (MRO) facilities and establishment of R&D facilities etc.

    India Pavilion

    The India Pavilion will provide an opportunity to Indian Defence Industries to showcase their design, development, innovation and manufacturing capabilities. It will be inaugurated by Raksha Mantri on February 10. The grandeur show at India Pavilion would signify the ‘Flight of Self-Reliance’ which encapsulates India’s journey towards becoming a global aerospace and defence powerhouse.

    India Pavilion will be divided into five distinct zones displaying indigenous capabilities in aero aviation, land aviation and naval aviation, def-space and niche technologies domains.  More than 275 exhibits will be at display through various mediums, represented by complete defence ecosystem of the country which includes DPSUs, design houses, private corporates including MSMEs and start-ups. The Central Area exhibits will include a striking display of marquee platforms including Advanced Medium Combat Aircraft, Combat Air Teaming System, Twin-Engine Deck-Based Fighter.

    iDEX Pavilion

     The iDEX Pavilion will be inaugurated by Raksha Mantri on February 10. It will showcase cutting-edge indigenously developed products and technologies, marking a significant milestone in India’s defence innovation journey. Leading innovators will display their indigenously-developed products spanning a wide-range of advanced domains including Aerospace, DefSpace, Aero Structures, Anti-drone systems, Autonomous Systems, Robotics, Communication, Cybersecurity, Surveillance & Tracking, Unmanned Ground Vehicles etc. The Pavilion will also feature a dedicated section highlighting the winners of Acing Development of Innovative Technologies with iDEX (ADITI) scheme, showcasing their ground-breaking work in critical and niche technologies.

    iDEX has successfully onboarded over 600 start-ups and MSMEs, marking a significant milestone in fostering innovation. Furthermore, 40 prototypes developed under iDEX have received official clearance for procurement, with 31 procurement contracts worth Rs 1,560 crore already signed.

    Manthan

    Manthan 2025, the flagship annual defence innovation event, will be graced by Raksha Mantri on February 12. Organised by Innovations for Defence Excellence – Defence Innovation Organisation (iDEX-DIO), the event will bring together stakeholders of the defence innovation ecosystem including innovators, industry leaders, academia, incubators, investors, thought leaders, senior government officials etc.

    Manthan will deliberate on emerging challenges and opportunities in the sector, with a focus on supporting defence start-ups and MSMEs, enhancing innovation capabilities, and fostering strategic collaborations within the defence ecosystem. It stands as a testament to the scale and speed of iDEX, showcasing the rapid strides made in defence innovation and the pivotal role of start-ups in transforming India’s defence capabilities.

    Samarthya

    On the success story of indigenisation and innovation in the defence sector, an Indigenisation event on the theme ‘SAMARTHYA’ will be held on February 12 alongside the Valedictory function which will be graced by Raksha Mantri. This event is first-of-its-kind during Aero India, as it will showcase India’s indigenous ingenuity in defence manufacturing by demonstrating some of the major items indigenised by DPSUs, DRDO and Services with the involvement of the private sector.

    Bilateral Meetings

    Bilateral meetings at the levels of Raksha Mantri/Raksha Rajya Mantri/Chief of Defence Staff/Service Chiefs/Defence Secretary/Secretary (Defence Production) will take place on the sidelines of Aero India 2025.

    Seminars

    A number of seminars on a variety of topics will be organised as part of Aero India 2025. On February 11, Raksha Mantri is scheduled to address a seminar organised by the Indian Air Force on the theme ‘Manned Unmanned teams for Aerial Warfare – concept to targeting’ and another organised by DRDO on the theme ‘DRDO Industry Synergy towards Viksit Bharat’.

    Other seminars on the themes – Mission DefSpace: From Vision to Reality – A Progress Report; Indigenous Development of Aerospace Materials: Strengthening India’s Self-Reliance; Transition to Aatmanirbhar Indian Naval Aviation 2047 and its associated ecosystem; Transformation of Maritime Aviation by Adopting Technological trends and Indigenisation; Aligning Technologies to Future Conflicts; and Investment Opportunities for Aerospace & Defence Manufacturers in Karnataka – will also be held as part of the event.

    Historic First – Su-57 and F-35 at Aero India

    For the first time in history, Aero India 2025 will witness the participation of two of the world’s most advanced fifth-generation fighter aircraft – the Russian Su-57 and the American F-35 Lightning II. It marks a milestone in global defence collaboration and technological advancement, offering aviation enthusiasts and defence experts an unparalleled prospect to witness these state-of-the-art warplanes.

     

    • Su-57: Russia’s premier stealth multirole fighter is designed for superior air superiority and strike capabilities. Equipped with advanced avionics, supercruise capability, and stealth technology, it is making its debut at Aero India 2025. Visitors can expect high-speed aerial manoeuvres and tactical demonstrations that highlight the fighter’s agility, stealth and firepower.

     

    • F-35 Lightning II: The Lockheed Martin F-35 Lightning II, the most widely-deployed fifth-generation fighter, integrates advanced stealth, unparalleled situational awareness and networked combat capabilities. Its presence at Aero India 2025 will enable visitors to witness the flagship of US Air Force.

     

    The inclusion of both the Su-57 and F-35 highlights India’s position as a key hub for international defence and aerospace collaboration. Aero India 2025 will provide a rare side-by-side comparison of Eastern and Western fifth-generation fighter technology, offering defence analysts, military personnel and aviation enthusiasts valuable insights into their respective capabilities.

     

    Visitor-Friendly Experience

    With key infrastructure upgrades and improved amenities, Aero India 2025 promises to be bigger, smoother and more visitor-friendly than ever before.

     

    • Enhanced Infrastructure & Traffic Management: Recognising past challenges, extensive improvements have been made to facilitate seamless entry, movement and connectivity and there has been close coordination between Ministry of Defence, Indian Air Force (IAF), various arms of Karnataka State Government like Bengaluru Traffic Police, BBMP, NHAI, and Namma Metro. Approach roads have been widened to optimise traffic flow around Air Force Station Yelahanka so as to ease congestion and improve movement around the venue.

     

    • Security and Emergency Preparedness: Red drone zones have been designated and published with countermeasures in place to tackle unauthorised drone activity. Rapid Mobile Units will be deployed strategically to provide quick assistance and emergency support. Continuous mock drills with multiple agencies are being conducted to ensure practical and implementable contingency plans.

     

    • Exhibitor & Visitor Experience Enhancements: To enhance the experience for exhibitors and business delegates, the exhibition area has been revamped with several key upgrades:

     

    • Expanded and better-ventilated exhibition halls to accommodate more exhibitors and visitors comfortably.
    • Improved seating and rest zones throughout the venue.
    • Additional food courts and refreshment kiosks, including Indira Canteens (at parking areas).
    • Lost and found counters and ATM kiosks for visitor convenience.
    • Multiple water points, medical aid posts, and a dedicated cardiac aid post for emergencies, including medical evacuation.

     

    • Multi-Layered Security Measures: Ensuring the safety of all attendees, a multi-layered security system is being deployed in collaboration with the Ministry of Home Affairs, Bengaluru Police, CISF, and Intelligence Agencies. Measures include:

     

    • Enhanced security protocols and faster access control.
    • An operational Command and Control Centre for real-time responses to security concerns.
    • 24/7 CCTV monitoring for situational awareness.
    • Dedicated screening zones for visitors, exhibitors, and VIPs.
    • Disaster management and fire safety committees to handle emergencies.

     

    • Connectivity & Digital Infrastructure: To address connectivity challenges, all telecom service providers are deploying temporary mobile towers and network boosters for uninterrupted communication. A dedicated Aero India 2025 mobile app has also been launched which will provide live updates, navigation assistance, and event scheduling. Secure digital communication channels have also been established for coordination among agencies. Additionally, provisions have been made to support increased electricity demands during the event while ensuring safety.

     

    • Airspace Management & Demonstrations: Aero India demonstrations and aircraft movements are a major highlight of Aero India 2025. In coordination with AAI and HAL, the Indian Air Force has structured a dedicated Airspace management plan including:

     

    • Temporary flight restrictions around Aero India Force Station Yelahanka to maintain safety during scheduled demonstrations.
    • Strategic Aircraft parking and refuelling plans for domestic and international participants.

     

    • Business and Innovation Support: The Aero India provides a platform for collaborations and to facilitate B2B, G2B interactions and hosting roundtable discussions to showcase technological advancements. Special focus will be given to supporting start-ups and MSMEs by providing them with a global platform to present indigenous innovations.

     

    • Sustainability Initiatives: Aero India 2025 is committed to sustainability and has incorporated several eco-friendly measures in its conduct like:

     

    • Reduced vehicle movement to minimise pollution and enhance pedestrian comfort.
    • Exclusive use of more than 100 E Karts for movement of visitors in the exhibition venue.
    • Comprehensive waste management, including increased recycling bins, waste segregation zones, and timely disposal of waste.

     

    With these multi-agency collaborations, Aero India 2025 is set to be one of the most well-coordinated and better organised editions to date.

    Winston Peters’ refusal to join other 79 countries trying to protect the International Criminal Court after vicious attacks and sanctions issued by US President Trump is unconscionable.

     

    “Endless New Zealand politicians, including the present government, have pointed to our support for a rules-based international system” says PSNA National Chair John Minto. “The ICC is a key part of that system but Winston Peters has jettisoned this policy in favour of a US-First approach; rather than a New Zealand-First approach”

     

    In fact, we can find no evidence that Peters has ever uttered a word of real criticism of the US in his entire political career.

     

    Within the past two weeks Winston Peters has

     

    • Openly welcomed Israeli soldiers and Israeli war criminals coming into New Zealand, with no questions asked, for “rest and recreation” from their genocide in Gaza
    • Refused to condemn Trump’s racist plans for the ethnic cleansing of Palestinians from Gaza so his son-in-law can turn it into a “Riviera of the Middle East’.  This is an intended international crime of epic proportion, and now
    • Refused to join 79 countries supporting the International Criminal Court against Trump’s actions

     

    “The countries we are refusing to join in criticising Trump include two other Five Eyes countries, the UK and Canada, as well as Germany, France, Ireland, Switzerland, Sweden, Netherlands, Greece, Norway, Portugal, Spain etc”

    New Zealand has long been a member of the International Criminal Court, which impartially prosecutes serious war criminals for atrocities.

    “The United States of America is attacking the ICC with sanctions and undermining its important and respected role as a prosecutor of war criminals,” Labour foreign affairs spokesperson David Parker said.

    “It is one thing for the USA not to participate in the ICC. To go further and introduce sanctions to hinder the ability of the ICC doing its work for other countries is plainly wrong.

    “In recent days, 79 countries have signed a statement condemning this. Those countries include Switzerland, Canada, France and Germany – countries we normally work closely with. New Zealand was notably absent.

    “It is understandable that New Zealand does not want to criticise every decision made by President Trump.

    “But our government won’t even speak up in the company of 79 others when an institution we are part of is threatened and undermined.

    “Silence conveys consent.

    “New Zealand’s reputation for being fair and principled is built on decades of important decisions like these – across successive governments.

    “In its efforts to appease the new USA administration, New Zealand should not cravenly abandon its principles,” David Parker said.

  • MIL-OSI Global: Cloud-based computing: routes toward secure storage and affordable computation

    Storing data in the cloud is now routine for people and companies alike, but cybersecurity risks still exist, particularly in handling user authentication and access control securely. Researchers are developing novel methods to store data securely and in a computationally affordable way, and to exploit it efficiently–by computing directly on encrypted data.

    Cloud computing, while indispensable for modern business operations, has also become a significant target for cyberattacks due to the large amount of sensitive data stored online. Currently, over 90% of organizations rely on cloud services for critical operations, and there are more than 3.6 billion active cloud users globally. This translates to 47% of the world’s population utilizing cloud services, underscoring the widespread dependency on the cloud.

    Unfortunately, this reliance on cloud computing comes with heightened risks. Data breaches are escalating in both frequency and severity: according to the 2024 Thales Cloud Security Study, 44% of businesses reported experiencing a breach in their cloud environments, with 14% reporting a breach within the past 12 months.

    As organizations migrate more sensitive data to the cloud–nearly half of all cloud-stored data is classified as sensitive–the attack surface for cybercriminals expands. This makes breaches not only more common but also more damaging, as the loss of sensitive information can have far-reaching consequences, including significant financial and reputational harm. The global average cost of a data breach in 2024 was estimated at $4.88 million.

    Nowadays, so-called “client-side encryption” is effective in data security and privacy protection in cloud data storage. However, for encrypted data to be useful, there is still a long way to go toward practical secure computation over it. We still face significant scalability and performance hurdles. Research continues to explore ways to bridge this gap, making scalable, privacy-preserving computation more efficient and accessible for large-scale applications.

    The root causes of data breaches

    User authentication and access control are among the most critical mechanisms to deter data breaches.

    User authentication, the process of verifying the identity of users trying to access cloud resources, is the first line of defence–but it is widely regarded as the weakest link in the chain of security, with an estimated 81% of hacking-related breaches leveraging either stolen or weak passwords. Though user authentication has evolved a lot in recent years, attacks meant to compromise user authentication have, too.

    Access control–the process of regulating who can view, use or interact with cloud resources such as data, applications or services–is the next line of defence. Effective access control ensures that only authorized users or devices have the appropriate permissions to access certain resources, thereby minimizing security risks and preventing unauthorized access or misuse of cloud assets.

    In today’s cloud computing environments, cloud servers are fully responsible to correctly enforce access-control policies. As a result, misconfigurations of servers due to human error or software bugs, or compromise of servers due to malicious attacks, can result in serious breaches. In fact, the US National Security Agency (NSA) considers misconfiguration a leading vulnerability in a cloud environment.

    Client-side encryption for secure storage

    Data can be encrypted and decrypted on end users’ devices before uploading it to and downloading it from the cloud. This approach ensures that data is encrypted during transit and storage, making data inaccessible to anyone without the decryption keys, including service providers and other potential attackers. As long as the decryption keys are kept secure by end users, security and privacy of data can be ensured even if the user’s cloud account and the cloud server are compromised.

    Existing client-side encryption solutions in cloud computing can use either private or public keys. For example, Google Workspace client-side encryption employs an online key distribution server for distribution between authorized users for the purpose of data encryption and sharing. However, an online distribution server can be both a security and performance bottleneck. To circumvent this, MEGA, another client-side encryption service, uses public key encryption and hence does not require an online key distribution server. But it does require sophisticated public key certificate management, as the number of public key encryptions is proportional to the number of potential data users to share a document, making this a strategy that’s hard to scale up.

    Circumventing the computational limitation of client-side encryption

    Suppose that a hospital wants to outsource the storage of its patients’ electronic medical records to the cloud and wants to establish specific policies on who can access the records. Before outsourcing a record, the hospital may specify that it can only be accessed by cardiologists in, say, the University Hospital, or by scientists in the Life Science Institute. Let “CT” denote the encrypted medical record and “AP” = (Cardiologist AND University Hospital) OR (Scientist AND Life Science Institute) be the access policy. CT and AP are cryptographically bound together and are uploaded to the cloud for storage. Then only users whose attributes satisfy AP can decrypt CT to get the decrypted medical record.

    This is a scalable encryption system because its access policy does not need to list each and every authorized user who can access the data, only the attributes of the potential users. Access control (i.e., decryption) of encrypted data is not enforced by the cloud server but through the encryption and decryption algorithms that are theoretically proved secure.

    Beyond secure storage: exploiting secure data efficiently

    One of the main efficiency drawbacks of such systems–which are already deployed–is that decryption is computationally expensive for resource-limited devices. To address this issue, we proposed a protocol that improves decryption efficiency for end users by two orders of magnitude, by outsourcing most of the decryption workload to a public cloud server.

    Another critical problem in deployment is “user revocation”: whenever a user leaves the system, changes her position or loses her existing private key, the key must be revoked to prevent unauthorized access to sensitive data. Current systems mostly use timestamps to bar revoked users from decrypting new content–however, the timestamps require regular updates, which can be computationally heavy in large systems. We proposed hardware-based revocable attribute-based encryption to make revocation cheaper.

    Computing directly on encrypted data

    Ideally, servers should be able to perform meaningful operations on encrypted data without ever decrypting it, preserving privacy at every step.

    This is where so-called “fully homomorphic encryption” comes in. It is a cutting-edge encryption technique that enables mathematical operations–specifically, addition and multiplication–to be executed on encrypted data directly by a server, without the need for decryption.

    However, current state-of-the-art systems are impractical for large-scale computations because of the “noise”–the unwanted, random-looking data introduced by cryptographic operations–that threatens the integrity of the results. Frequent noise-mitigating procedures are required–once again, a computationally expensive method, in particular for large data sets.

    Our novel approach to secure computing over encrypted data allows an unlimited number of arithmetic operations to be performed without the need for “bootstrapping” (the mathematical operation to reduce noise), achieving superior performance across various secure computing tasks, such as privacy-preserving person re-identification.

  • MIL-Evening Report: NZ must take robust Gaza stance – ‘stop tip-toeing’ around Trump, warns academic

    New Zealand should be robust in its response to the “unacceptable” situation in Gaza but it must also back its allies against threats by the US President, says an international relations academic.

    Otago University professor of international relations Robert Patman said the rest of the world also “should stop tip-toeing” around President Donald Trump and must stand up to any threats he makes against allies, no matter how outlandish they seem.

    Trump doubled down on his proposal for a US takeover of Gaza on Friday, after the idea was rejected by Palestinians and leaders around the world.

    Foreign Minister Winston Peters told RNZ that New Zealand would not comment on the plan until it was clear exactly what was meant, but said New Zealand continued to support a two-state solution for Israel and Palestine.

    Dr Patman said the president’s plan was “truly shocking and absolutely appalling” in light of the devastation in Gaza in the last 15 months.

    It was not only “tone deaf” but also dangerous, he added, with the proposal amounting to “the most powerful country in the world — the US — dismantling an international rules=based system that [it] has done so much to establish”.

    “This was an extraordinary proposal which I think is reckless and dangerous because it certainly doesn’t help the immediate situation. It probably plays into the hands of extremists in the region.

    “There is a view at the moment that we must all tiptoe round Mr Trump in order not to upset him, while he’s completely free to make outrageous suggestions which endanger people’s lives.”

    Winston Peters’ careful position on a potential US takeover of Gaza was “a fair response . . . but the Luxon-led government must be clear the current situation is unacceptable” and oppose protectionism, he said.

    “[The government ] wants a solution in the Middle East which recognises both the Israeli desire for security but also recognises the political right to self determination of the Palestinian people — in other words the right to have a state of their own.”

    New Zealand should also speak out against Trump’s threats to annex Canada, “our very close ally”, he said.

    He was “not suggesting New Zealand be provocative but it must be robust”, Dr Patman said.

    Greens also respond to Trump actions
    The Green Party said President Trump had been explicit in his intention to take over Gaza, and New Zealand needed to make its position crystal clear too.

    Greens co-leader Chlöe Swarbrick said the Prime Minister needed to stand up and condemn the plan as “reprehensible”.

    “President Trump’s comments have been pretty clear to anybody who is able to read or to listen to them, about his intention to forcibly displace, or to see displaced, about 1.8 million Gazans from their own land, who have already been made refugees in their own land.”

    France, Spain, Ireland, Brazil and other countries had been “unequivocal” in their condemnation of Trump’s plan, and NZ’s Foreign Affairs Minister should be too, she added.

    “New Zealanders value justice and they value peace, and they want to see our leadership represent that, on the international stage. So [these were] really disappointing and unfortunately unclear comments from our Deputy Prime Minister.”

    Yesterday Foreign Minister Winston Peters told RNZ that New Zealand still supported a two-state solution, but said he would not comment on Trump’s Gaza plan until officials could grasp exactly what this meant.

    Trump sanctions International Criminal Court
    Meanwhile, an international law expert says New Zealand’s cautious position following Trump’s sanctions on International Criminal Court (ICC) staff is the right response — for now.

    Dozens of countries have expressed “unwavering support” for the ICC in a joint statement, after the US President imposed sanctions on its staff.

    The 125-member ICC is a permanent court that can prosecute individuals for war crimes, crimes against humanity, genocide and the crime of aggression against the territory of member states or by their nationals.

    The United States, China, Russia and Israel are not members.

    Trump has accused the court of improperly targeting the US and its ally, Israel.

    Neither New Zealand nor Australia had joined the statement, but in a statement to RNZ the Ministry of Foreign Affairs said it had always supported the ICC’s role in upholding international law and a rules-based system.

    University of Victoria law professor Alberto Costi said currently New Zealand is at little risk of sanctions and there’s no need for a stronger approach.

    “At this stage there is no reason to be stronger. New Zealand is perceived as a state that believes in a rules-based order and is supportive of the work of the ICC.

    “So there’s not much need to go further but it’s a space to watch in the future, should these sanctions become a reality.

    “But as far as New Zealand is concerned, at the moment there is no need to antagonise anyone at this stage.”

  • MIL-Evening Report: PSNA’s Minto hits back at Gaza ‘genocide hotline’ critics, insists NZ should deny Israeli soldiers entry

    A national Palestine advocacy group has hit back at critics of its “genocide hotline” campaign against soldiers involved in Israel’s war against Gaza, saying New Zealand should be actively following international law.

    The Palestine Solidarity Network Aotearoa (PSNA) dismissed a “predictable lineup of apologists for Israel” for their criticisms of the PSNA campaign.

    “Why is concern for the sensitivities of soldiers from a genocidal Israeli campaign more important than condemning the genocide itself?,” asked PSNA national chair John Minto in a statement.

    The Minister of Foreign Affairs Winston Peters, the Chief Human Rights Commissioner Stephen Rainbow and the New Zealand Jewish Council have made statements “protecting” Israeli soldiers who come to New Zealand on “rest and recreation” from the industrial-scale killing of 47,000 Palestinians in Gaza until a truce went into force on January 19.

    “We are not surprised to see such a predictable lineup of apologists for Israel and its genocide in Gaza from lining up to attack a PSNA campaign with false smears of anti-semitism,” Minto said.

    He said that over 16 months Peters had done “absolutely nothing” to put any pressure on Israel to end its genocidal behaviour.

    “But he is full of bluff and bluster and outright lies to denounce those who demand Israel be held to account.”

    Deny illegal settler visas
    Minto said that if Peters was doing his job as Foreign Minister, he would not only stop Israeli soldiers coming to Aotearoa New Zealand — as with Russian soldiers in the Ukraine war — he would also deny visas to any Israeli with an address in an illegal Israeli settlement in the Occupied Palestinian Territories.

    The Human Rights Commission had issued a “disingenuous media release”, he said.

    Whlle the commission said it had received 90 complaints about the hotline, it had also received eight complaints about immigration policy allowing Israeli soldiers to enter New Zealand under the visa waiver scheme that applies to Israel.

    “Our campaign has nothing to do with Israelis or Jews — it is a campaign to stop Israeli soldiers coming here for rest and recreation after a campaign of wholesale killing of Palestinians in Gaza,” Minto said.

    “To imply the campaign is targeting Jews is disgusting and despicable.

    “Some of the soldiers will be Druse, some Palestinian Arabs and others will be Jews.”

    Israeli soldiers are facing a growing risk of being arrested abroad for alleged war crimes committed in Gaza, with around 50 criminal complaints filed so far in courts in several countries around the world.

    Earlier this month, a former Israeli soldier abruptly ended his holiday in Brazil and was “smuggled” out of the country after a Federal Court ordered police to open a war crimes investigation against him. The man fled to Argentina.

    A complaint lodged by the Belgium-based Hind Rajab Foundation (HRF) included more than 500 pages of court records linking the suspect to the demolition of civilian homes in Gaza.

    ‘Historic’ court ruling against soldier
    The foundation called the Brazilian court’s decision “historic”, saying it marked a significant precedent for a member country of the International Criminal Court (ICC) to enforce Rome Statute provisions domestically in the 15-month Israeli war on Gaza.

    The foundation is named in honour of five-year-old Palestinian girl Hind Rajab who was killed on 29 January 2024 by Israel soldiers while pleading for help in a car after her six family members were dead.

    According to The New Arab, the foundation has so far tracked and sent the names of 1000 Israeli soldiers to the ICC and Interpol, and has been pursuing legal cases in a number of countries, including Belgium, Brazil, Cyprus, France, Thailand, Sri Lanka, Thailand, the Netherlands, and the United Kingdom.

    In November, the ICC issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant, together with a former Hamas commander, citing allegations of war crimes and crimes against humanity.

    Minto accused the New Zealand Jewish Council of being “deeply racist” and said it regularly “makes a meal of false smears of anti-semitism”.

    “It’s deeply problematic that this Jewish Council strategy takes attention away from the real anti-semitism which exists in New Zealand and around the world.

    “The priority of the Jewish Council is to protect Israel from criticism and protect it from accountability for its apartheid policies, ethnic cleansing and genocide.

    “We are demanding that accountability.”

    NZ ‘going through the motions’
    In a later statement, PSNA said the government had begun to “go through the motions” of questioning Israeli soldiers at the border but it was just a “look busy policy – too little too late”.

    Immigration questioning Israeli of soldiers about their military service in Gaza at the New Zealand border was revealed in a Times of Israel report today which said:

    “New Zealand’s government immigration authority has begun to require Israelis applying for a visa to report details of their military service as a condition for entry, and at least one person has been denied admission after doing so.”

    PSNA’s Minto said the government must also uphold the ICJ advisory opinion of 19 July 2024 which called on global governments to end support for Israel’s illegal occupation.

    “This means we should also deny entry to every Israeli wanting to visit here who has an address in an illegal Israeli settlement in the Occupied Palestinian Territories,” Minto added.

    SECRETARY-GENERAL’S TRAVEL
    The Secretary-General will be in Paris, France, on Monday to attend the Artificial Intelligence Action Summit. He will speak at one of the sessions on Tuesday, and he will tell leaders gathered there that the growing concentration of AI capabilities in the hands of a few companies and countries risks widening global inequalities and deepening geopolitical divides. He will underscore that we must prevent a world of AI “haves” and “have-nots” and will call on AI leaders to pool expertise and cooperate with each other. He will emphasize that it is in the interests of government and technology leaders to commit to global guardrails.
    While in Paris, he is also expected to meet with President Emmanuel Macron and other world leaders.
    The Secretary-General will leave France on Wednesday.

    In response to questions about our response to the US Government’s executive order regarding the International Criminal Court, the Deputy Spokesperson said the following:
    International criminal law is an essential element to fighting impunity, which is unfortunately widespread in today’s world. The International Criminal Court is its essential element, and it must be allowed to work in full independence.

    HUMAN RIGHTS
    This morning in Geneva, the Human Rights Council held a special session on the situation in eastern Democratic Republic of the Congo.
    The High Commissioner for Human Rights, Volker Türk, said that if nothing is done to end the offensive of the M23, supported by the Rwanda Defense Forces, the worst may be yet to come, for the people of eastern DRC, but also beyond the country’s borders.
    He said that he is horrified by the spread of sexual violence, adding that his team in the DRC is currently verifying multiple allegations of rape, gang rape and sexual slavery, throughout the conflict zones.
    Mr. Türk also said that hundreds of human rights defenders, journalists and members of civil society have reported to his Office that they have been threatened or are being pursued by the M23 and Rwandan forces. Our human rights colleagues have also facilitated the protection of judicial authorities who were in danger.

    And to note that this morning, the Human Rights Council adopted by consensus a resolution establishing a Fact-finding mission by the UN Human Rights Office and an Independent Commission of Inquiry (COI) on the DRC. Both will examine violations of international humanitarian law and human rights law committed in North and South Kivu Provinces of the DRC since January 2022.

    Bintou Keita, the Head of our peacekeeping mission in the DRC – MONUSCO- also spoke in Geneva this morning.
    She said that hundreds of thousands of displaced people are being forced by M23 to return to their places of origin, without any guarantee or humanitarian assistance on their safe and dignified return.
    She also expressed her concerns about the use of misinformation and dis-information, adding that the suspension of social networks such as X and TikTok by the Congolese authorities is a serious infringement of the right to information and must be swiftly lifted. In a region with a sensitive history, Ms. Keita added, ethnically motivated attacks remain a serious concern.

    The 15th edition of the Biennial Aero-India International Seminar commenced in Bengaluru, Karnataka on February 08, 2025. The two-day seminar has been organised by the Centre for Military Airworthiness & Certification (CEMILAC) of Defence Research and Development Organisation (DRDO) in association with the Aeronautical Society of India (AeSI) as a prelude to Aero India 2025, which will be held in Bengaluru from February 10 to 14, 2025.

    The seminar is a premier event in the global aerospace arena. The theme this year is ‘Futuristic Aerospace Technologies: Challenges in Design Validation’, highlighting discussions and deliberations on Emerging Trends in Futuristic Aerospace Technologies and Military Airworthiness & Certification: Challenges in Design and Testing.

    Aero India 2025

     

    Aero India 2025, the 15th edition of Aero India, is designed to be a landmark edition that leverages the successes of its predecessors while charting new territories in aerospace and defence technology. Aero India 2025 will be held from 10th to 14th February 2025 at Yelahanka Air Force Station, Bengaluru, Karnataka, India. The first three days are dedicated to business visitors, while the last two days are open to the general public.

     

     

    The broad theme is ‘The Runway to a Billion Opportunities’.

     

    Events at Aero India 2025

     

    The five-day event comprises a curtain raiser event, inaugural event, Defence Ministers’ Conclave, CEOs’ Round-Table, iDEX start-up event, breath-taking air shows, a large exhibition area comprising India Pavilion and a trade fair of aerospace companies.

    • To facilitate dialogue towards strategic partnership with friendly countries, India will host the Defence Ministers’ Conclave on the theme ‘BRIDGE -Building Resilience through International Defence and Global Engagement’. It encapsulates the dynamic geopolitical conditions and the path to mutual prosperity, which can be BRIDGED through cooperation among nations with shared vision of security and development.

     

     

    • A number of bilateral meetings are planned at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Secretary among others on the sidelines of the event. The focus will be on bolstering the defence and aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.
    • The CEOs’ Round-Table is expected to provide a favourable platform to foreign Original Equipment Manufacturers (OEMs) for manufacturing in India. Global CEOs, CMDs of domestic PSUs and premier private defence & aerospace manufacturing companies from India will be participating in the event.
    • The India Pavilion will showcase India’s commitment to its Make-in-India initiative by showcasing indigenous defence manufacturing capabilities and cutting-edge technologies ready for the global stage, including the future prospects. Promotion of Indian start-ups is a focus area at Aero India 2025 and a wide spectrum of state-of-the-art technologies/products developed by them will be showcased at an exclusive iDEX pavilion.
    • In addition, dynamic aerobatic displays and live technology demonstrations will provide an immersive experience, showcasing the potential of modern aerospace platforms and technologies. A number of seminars on various important themes are also planned as part of the event.

     

     

    Aero India 2023: A Retrospective Analysis

     

    The previous editions of Aero India played a critical role in laying the groundwork for the continued evolution of India’s aerospace and defence landscape. The 14th edition of Aero India 2023 was held from 13th–17th February at Bengaluru, Karnataka and has been the largest ever edition since its inception in 1996 with more than 100 countries, 809 exhibitors, first ever Fly past with 53 aircrafts showcasing our airpower to global attendees and a total footfall of 7+ lakh visitors over five days. Aero India 2023 was characterized by a series of significant milestones and impactful demonstrations. Key aspects of the 2023 edition were:

    • Showcasing Advanced Aerospace Technologies: The 2023 event provided a platform for companies to display state-of-the-art aerospace systems and defence solutions. This not only demonstrated technological innovation but also set the stage for future advancements in the field.
    • Facilitating Strategic Engagements: Aero India 2023 was instrumental in bringing together a diverse group of stakeholders, including government officials, industry experts, and international delegations. The event fostered an environment of strategic dialogue that focused on collaborative ventures and technological partnerships.
    • Strengthening India’s Global Position: By successfully hosting a comprehensive and well-coordinated exhibition, Aero India 2023 reinforced India’s commitment to advancing its aerospace capabilities. The show also underscored the country’s readiness to engage with global partners in driving forward the next wave of aerospace innovation.

     

     

    The successes and challenges of Aero India 2023 have provided valuable lessons that are being incorporated into the planning and execution of Aero India 2025.     The event comprised of a Defence Ministers’ Conclave; a CEOs Round Table; Manthan start-up event; Bandhan ceremony; breath-taking air shows; a large exhibition; India Pavilion and a trade fair of aerospace companies.

     

    Major exhibitors & equipment

    The major exhibitors included Airbus, Boeing, Dassault Aviation, Lockheed Martin, Israel Aerospace Industry, BrahMos Aerospace, Army Aviation, HC Robotics, SAAB, Safran, Rolls Royce, Larsen & Toubro, Bharat Forge Limited, Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL) and BEML Limited.

     

     

    Aero India 2023 showcased design leadership and growth in UAVs Sector, Defence Space and futuristic technologies. The event aimed to promote export of indigenous air platforms like Light Combat Aircraft (LCA)-Tejas, HTT-40, Dornier Light Utility Helicopter (LUH), Light Combat Helicopter (LCH) and Advanced Light Helicopter (ALH).

     

    Defence Ministers’ Conclave

    Defence Ministers’ Conclave was held on 14th February 2023. Defence Ministers of friendly foreign countries participated in the meeting, which was organised on the theme ‘Shared Prosperity through Enhanced Engagements in Defence (SPEED)’. The conclave addressed aspects related to deepen cooperation for capacity building (through investments, R&D, joint venture, co-development, co-production and provisioning of defence equipment), training, space, Artificial Intelligence (AI) and maritime security to grow together. The conclave was an opportunity for the defence ministers to engage with each other to carry forward the ‘Make in India, Make for the World’ vision.

     

    Bilateral meetings

    On the sidelines of Aero India 2023, a number of bilateral meetings were held at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Defence Secretary among others. The focus was on bolstering the defence & aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.

     

    CEOs Round Table

    The ‘CEOs Round Table’, under the chairmanship of the Raksha Mantri, was held on 13th February 2023, on the theme Sky is not the limit: opportunities beyond boundaries.’ It laid the foundation of a more robust interaction between the Industry Partners and Government with an eye on bolstering the ‘Make in India’ campaign.

     

    The Round Table witnessed participation from officials, delegates and global CEOs from 26 countries including global investors such as Boeing, Lockheed, Israel Aerospace Industries, General Atomics, Liebherr Group, Raytheon Technologies, Safran, General Authority of Military Industries (GAMI) etc. Domestic PSUs like HAL, BEL, BDL, BEML Limited and Mishra Dhatu Nigam Limited also participated.

     

    Bandhan ceremony

    The Bandhan ceremony, which witnessed signing of Memoranda of Understanding (MoUs)/Agreements, Transfer of Technologies, Product Launches and other major announcements, was held on February 15th. A concerted effort was made towards forging B2B partnerships at the Bandhan ceremony and more than 250 such partnerships with a total value of more than Rs 75,000 crore have been finalized.

     

    Manthan

    The annual defence innovation event, Manthan, was the flagship technology showcase event held on 15th February. Organised by Innovations for Defence Excellence (iDEX), the Manthan platform will bring the leading innovators, start-ups, MSMEs, incubators, academia and Investors from defence & aerospace ecosystem under one roof.

     

    Manthan had many firsts, including launch of challenges on Cyber Security, establishment of iDEX Investor Hub, MoUs with investors etc. Manthan 2023 provided an overview on the future vision/next initiatives of iDEX to galvanise the start-up ecosystem to foster innovation and technology development in the defence sector.

     

    India Pavilion

    The India Pavilion, based on ‘Fixed Wing Platform’ theme, showcased India’s growth in the area, including the future prospects. There was a total of 115 companies, displaying 227 products. It further showcased the growth of India in developing an ecosystem for Fixed Wing platform which includes the demonstration of various structural modules, simulators, systems (LRUs) etc. of LCA-Tejas aircraft being produced by Private Partners. There was also be a section for Defence space, New Technologies and a UAV section which will give an insight about the growth of India in each sector.

     

    A full scale LCA-Tejas aircraft in Full Operational Capability (FOC) configuration was at the center stage of India Pavilion. LCA Tejas is a single engine, light weight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. The aircraft with delta wing is designed for ‘air combat’ and ‘offensive air support’ with ‘reconnaissance’ and ‘anti-ship’ as its secondary roles.

     

    Seminars

    A number of seminars were held during the five-day event. The themes included Harnessing Potential of Ex-servicemen for Indian Defence Industry; India’s Defence Space Initiative: Opportunities for shaping Indian private space ecosystem; Indigenous development of futuristic aerospace technologies, including aero engines; Destination Karnataka: US-India defence cooperation innovation and Make in India; Advancement in maritime surveillance equipment and assets; sustenance in MRO and Obsolescence Mitigation and achieving excellence in defence grade drones and Aatmanirbharta in Aero Armament Sustenance.

     

    Major Agreements at Aero India 2023

     

    • MoU between Hindustan Aeronautics Limited and Safran Helicopter Engines, France for Work Share for formation of Joint venture for Design, Development, Manufacture and life time support of Helicopter Engines.
    • MoU between Bharat Electronics Ltd and Aeronautical Development Agency on IWBC and Other LRUs for Advanced Medium Combat Aircraft (AMCA).
    • Co-operation between BSS Material Limited and Pegasus Engineering, an ADUSEA Inc. Division (USA) for Logistic Drones for the Indian Army towards Last Mile Delivery for forward troops deployed along the border areas with capability of operation in wind/gust condition, rain/Snow etc.
    • MoU between Gopalan Aerospace India Pvt. Ltd. and Omnipol, Czech Republic for manufacturing and assembling of 1st passenger aircraft (L 410 UVP-E20 version) by a private company in India.

    • MoU between Bharat Dynamics Limited and Bultexpro Ltd., Bulgaria for setting up the manufacturing facilities for 122mm GRAD BM ER and NONER rockets in India and fulfill the requirements (including ToT).
    • MoU between GRSE and Rolls-Royce Solutions GmbH (MTU) for License production with localization of the MTU 16V4000M73L engine to support the indigenous content for the Next Generation Fast Attack Craft vessel for Indian Navy.

    Products Showcased at Aero India 2023

     

    • Vertically Launch Short Range Surface-to-Air Missile (Bharat Dynamics Limited): VLSRSAM is a next-generation, ship-based, all-weather, air defence weapon which can be used by Navy as a quick reaction point defence against supersonic sea skimming targets like aircraft and UAVs. The Missile has a smokeless propulsion system with all-weather capability. It has a highly agile configuration with state-of-the-art Electronic Counter-Counter Measures features.
    • SAL Seeker ATGM for BMP II (Bharat Dynamics Limited): Semi-Active Laser Seeker based Anti-Tank Guided Missile for BMP-II is a subsonic missile with a range of 4,000 metres and flight time of 25 seconds. The missile weighs 23 kgs with the launch tube and can be used in different kinds of terrains to incapacitate the moving and stationary targets such as tanks and Infantry Combat Vehicles.
    • Jishnu (Bharat Dynamics Limited): Jishnu, a Drone Delivered Missile, is light weight and miniaturised missile targeted for soft-skinned targets. It has a range of 1.5 km with a flight time of 9 seconds. The missile can be semi-automatic or completely autonomous based on the systems configurations.
    • Software defined NAVIC/GPS receiver module based on indigenously-developed processors (Astra Microwave Products Limited).
    • Indigenously-built ‘Counter Drone Radar’ based on technology from DRDO (Astra Microwave Products Limited).
    • 9 mm sub-sonic ammunition (Munitions India Limited).
    • BFT on Ios (ideaForge Technology Limited): BlueFire Touch BlueFire Touch, our Ground Control Station (GCS) software, is built to plan and command both mapping and surveillance missions with the ability to pre-plan missions based on operational area and target locations via waypoint-based navigation.
    • HF SDR Radio (Bharat Electronics Limited): It is an advanced software defined radio. The radio is lightweight 20 W transmit capable radio. It provides a complete solution to the short-range communication requirements in the crowded HF band and long-range communications beyond line of sight.
    • Goniometer (Bharat Electronics Limited): It is part of any integrated observation and fire control monitoring system for day time or night time use by the Artillery.

  • MIL-OSI China: Intangible heritages add ethnic culture charm to holiday atmosphere

    Wan Yuan, 45, dips a knife into melted wax and makes a few strokes with it, resulting in a vivid butterfly pattern appearing on a piece of cloth.

    This Miao ethnic craftsman from Qiaohai Village, Qiandongnan Miao and Dong Autonomous Prefecture in southwest China’s Guizhou Province, watched his mother make batik when he was a child. Wan practiced and gradually mastered this craft.

    Via his skilled hands, an ordinary piece of cloth is transformed into a unique blue-and-white batik work, following multiple processes including wax painting, dyeing, dewaxing, washing and drying.

    Wan used to earn a living by working on construction sites and in factories far away from home. However, thanks to his strong interest and excellent skills, he was later able to focus on the batik industry and has now been involved in this field for more than 20 years.

    In a stall measuring over 10 square meters at the intangible heritage market in the city of Kaili in Qiandongnan, his batik works are turned into products like clothes, bags and tea mats — which are welcomed by customers. In 2024, his creations generated sales worth 150,000 yuan (about 20,923 U.S. dollars).

    The market in Kaili opened to the public in September 2023, featuring hundreds of stalls run by local craftspeople. Items on sale there cover nearly 10 categories, involving more than 6,000 kinds of handicrafts such as embroidery, batik and silver ornaments.

    During the recent Spring Festival holiday, which ran from Jan. 28 to Feb. 4, many craftspeople at the market welcomed an increased number of customers. According to Meituan Travel, a major online platform focused on tourism consumption in China, the search volume of “Spring Festival travel” has since January surged by 328 percent year on year, while that of “intangible cultural heritage” has increased by 174 percent compared with the same period in 2024.

    The Spring Festival itself, a social practice of the Chinese people in celebration of the traditional new year, was added to its intangible cultural heritage list by UNESCO in December last year.

    Pan Yuzhen, a 79-year-old embroiderer from Taijiang County, also part of Qiandongnan, opened her stall on the first day of the Chinese New Year. The highest daily sales value achieved by her stall during the holiday was 1,600 yuan.

    Pan started learning embroidery from her mother at the age of five and has since been engaged in the industry. Thanks to her exquisite skills, Pan has been invited to five countries — including France, Britain and the United States. She has on many occasions worn her own embroidery costumes for catwalk shows on international stages, while her works have graced the stages of major global fashion weeks.

    At her stall, Pan always patiently introduces the cultural implications of her chosen patterns. She hopes that what tourists take away is not only commodities, but also insights into such profound ethnic culture.

    “The recognition and love of our handicrafts by domestic and foreign tourists has brought me great confidence,” said Pan.

    For both craftspeople and tourists, this market is not merely a space for commodity trading. Instead, it serves as a stage for cultural exchanges — thereby allowing traditional crafts to be inherited and ethnic culture to shine brightly.

    A 36-year-old fashion designer from the bustling southern Chinese city of Shenzhen, surnamed Fu, learned about this market online and without any hesitation decided to visit Kaili. She ended up strolling around the market for two days before the eve of the Spring Festival.

    Fu shuttled among the stalls and bought handicrafts such as skirts and trousers featuring batik. “Here I can relax myself and learn traditional crafts, while I have gained a lot of design inspiration. It’s really a worthwhile trip,” she said.

  • MIL-Evening Report: Trump’s foreign aid freeze throws independent journalism into chaos

    President Donald Trump has frozen billions of dollars around the world in aid projects, including more than $268 million allocated by Congress to support independent media and the free flow of information.

    Reporters Without Borders (RSF) has denounced this decision, which has plunged NGOs, media outlets, and journalists doing vital work into chaotic uncertainty — including in the Pacific.

    In a statement published on its website, RSF has called for international public and private support to commit to the “sustainability of independent media”.

    Since the new American president announced the freeze of US foreign aid on January 20, USAID (United States Agency for International Development) has been in turmoil — its website is inaccessible, its X account has been suspended, the agency’s headquarters was closed and employees told to stay home.

    South African-born American billionaire Elon Musk, an unelected official, whom Trump chose to lead the quasi-official Department of Government Efficiency (DOGE), has called USAID a “criminal organisation” and declared: “We’re shutting [it] down.”

    Later that day, Secretary of State Marco Rubio announced that he was named acting director of the agency, suggesting its operations were being moved to the State Department.

    Almost immediately after the freeze went into effect, journalistic organisations around the world — including media groups in the Pacific — that receive American aid funding started reaching out to RSF expressing confusion, chaos, and uncertainty.

    Large and smaller media NGOs affected
    The affected organisations include large international NGOs that support independent media like the International Fund for Public Interest Media and smaller, individual media outlets serving audiences living under repressive conditions in countries like Iran and Russia.

    “The American aid funding freeze is sowing chaos around the world, including in journalism. The programmes that have been frozen provide vital support to projects that strengthen media, transparency, and democracy,” said Clayton Weimers, executive director of RSF USA.

    “President Trump justified this order by charging — without evidence — that a so-called ‘foreign aid industry’ is not aligned with US interests.

    “The tragic irony is that this measure will create a vacuum that plays into the hands of propagandists and authoritarian states. Reporters Without Borders (RSF) is appealing to the international public and private funders to commit to the sustainability of independent media.”

    USAID programmes support independent media in more than 30 countries, but it is difficult to assess the full extent of the harm done to the global media.

    Many organisations are hesitant to draw attention for fear of risking long-term funding or coming under political attacks.

    According to a USAID fact sheet which has since been taken offline, in 2023 the agency funded training and support for 6200 journalists, assisted 707 non-state news outlets, and supported 279 media-sector civil society organisations dedicated to strengthening independent media.

    Activities halted overnight
    The 2025 foreign aid budget included $268,376,000 allocated by Congress to support “independent media and the free flow of information”.

    All over the world, media outlets and organisations have had to halt some of their activities overnight.

    “We have articles scheduled until the end of January, but after that, if we haven’t found solutions, we won’t be able to publish anymore,” explains a journalist from a Belarusian exiled media outlet who wished to remain anonymous.

    In Cameroon, the funding freeze forced DataCameroon, a public interest media outlet based in the economic capital Douala, to put several projects on hold, including one focused on journalist safety and another covering the upcoming presidential election.

    An exiled Iranian media outlet that preferred to remain anonymous was forced to suspend collaboration with its staff for three months and slash salaries to a bare minimum to survive.

    An exiled Iranian journalist interviewed by RSF warns that the impact of the funding freeze could silence some of the last remaining free voices, creating a vacuum that Iranian state propaganda would inevitably fill.

    “Shutting us off will mean that they’ll have more power,” she says.

    USAID: the main donor for Ukrainian media
    In Ukraine, where 9 out of 10 outlets rely on subsidies and USAID is the primary donor, several local media have already announced the suspension of their activities and are searching for alternative solutions.

    “At Slidstvo.Info, 80 percent of our budget is affected,” said Anna Babinets, CEO and co-founder of this independent investigative media outlet based in Kyiv.

    The risk of this suspension is that it could open the door to other sources of funding that may seek to alter the editorial line and independence of these media.

    “Some media might be shut down or bought by businessmen or oligarchs. I think Russian money will enter the market. And government propaganda will, of course, intensify,” Babinets said.

    RSF has already witnessed the direct effects of such propaganda — a fabricated video, falsely branded with the organisation’s logo, claimed that RSF welcomed the suspension of USAID funding for Ukrainian media — a stance RSF has never endorsed.

    This is not the first instance of such disinformation.

    Finding alternatives quickly
    This situation highlights the financial fragility of the sector.

    According to Oleh Dereniuha, editor-in-chief of the Ukrainian local media outlet NikVesti, based in Mykolaiv, a city in southeast Ukraine, “The suspension of US funding is just the tip of the iceberg — a key case that illustrates the severity of the situation.”

    Since 2024, independent Ukrainian media outlets have found securing financial sustainability nearly impossible due to the decline in donors.

    As a result, even minor budget cuts could put these media outlets in a precarious position.

    A recent RSF report stressed the need to focus on the economic recovery of the independent Ukrainian media landscape, weakened by the large-scale Russian invasion of February 24, 2022, which RSF’s study estimated to be at least $96 million over three years.

    Moreover, beyond the decline in donor support in Ukraine, media outlets are also facing growing threats to their funding and economic models in other countries.

    Georgia’s Transparency of Foreign Influence Law — modelled after Russia’s legislation — has put numerous media organisations at risk. The Georgian Prime Minister welcomed the US president’s decision with approval.

    This suspension is officially expected to last only 90 days, according to the US government.

    However, some, like Katerina Abramova, communications director for leading exiled Russian media outlet Meduza, fear that the reviews of funding contracts could take much longer.

    Abramova is anticipating the risk that these funds may be permanently cut off.

    “Exiled media are even in a more fragile position than others, as we can’t monetise our audience and the crowdfunding has its limits — especially when donating to Meduza is a crime in Russia,” Abramova stressed.

    By abruptly suspending American aid, the United States has made many media outlets and journalists vulnerable, dealing a significant blow to press freedom.

    For all the media outlets interviewed by RSF, the priority is to recover and urgently find alternative funding.

    Fiji, Pacific media, aid groups reel shocked by cuts
    In Suva, Fiji, as Pacific media groups have been reeling from the shock of the aid cuts, Fijivillage News reports that hundreds of local jobs and assistance to marginalised communities are being impacted because Fiji is an AUSAID hub.

    According to an USAID staff member speaking on the condition of anonymity, Trump’s decision has affected hundreds of Fijian jobs due to USAID believing in building local capacity.

    The staff member said millions of dollars in grants for strengthening climate resilience, the healthcare system, economic growth, and digital connectivity in rural communities were now on hold.

    The staff member also said civil society organisations, especially grantees in rural areas that rely on their aid, were at risk.

    The Prime Minister, Justin Trudeau, today announced that the Governor General, Her Excellency the Right Honourable Mary Simon, appointed the following individuals as independent senators to fill vacancies in the Senate:

    • Baltej Dhillon, for British Columbia
    • Martine Hébert, for Quebec
    • Todd Lewis, for Saskatchewan

    Baltej Dhillon is a retired career police officer, a community leader, and a lifelong advocate for diversity and inclusion. In 1991, Mr. Dhillon made history as the first Royal Canadian Mounted Police (RCMP) officer to wear a turban. He went on to have a successful 30-year career with the RCMP, playing a key role in several high-profile investigations. Since 2019, he has worked with British Columbia’s anti-gang agency, while remaining active in his community as a youth leader.

    Martine Hébert is a renowned economist, former Quebec diplomat, and public figure with over 25 years of experience in economic relations, governance, and public affairs. She has made significant contributions to the economic development of Quebec and Canada, notably during her time as Quebec’s Delegate to Chicago and later to New York City. She is also the former Senior Vice-President and National French Spokesperson for the Canadian Federation of Independent Business.

    Todd Lewis is a fourth-generation farmer and a dedicated champion for Saskatchewan’s agricultural community. He is the former President of the Agricultural Producers Association of Saskatchewan and currently serves as the first Vice-President of the Canadian Federation of Agriculture. A lifelong volunteer, he has been a strong voice for his community on numerous boards and working groups, and he continues to give back through his work as  a municipal councillor.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend Luxembourg for Eliminating the Gender Pay Gap, Ask about Pension Payments for Women and Penalties for Traffickers

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the eighth periodic report of Luxembourg, with Committee Experts congratulating the State on eliminating the gender pay gap, and raising questions about pension payments for women and penalties for human traffickers.

    Ana Peláez Narváez, Committee Expert and Rapporteur for Luxembourg, congratulated Luxembourg on becoming the first country in the European Union to have eliminated the pay gap between men and women.  One Expert said Luxembourg’s wage gap was the lowest in the world.

    One Expert called for further efforts to achieve wage equality for women in part-time work and in the informal sector. Almost one-third of women worked part time; this affected the pension gap.  How was the State party working to address this gap?

    A Committee Expert said the State party’s sentences for trafficking were often lenient and judges rarely took away traffickers’ profits.  How would the State party ensure that penalties for trafficking reflected the gravity of the crime?  The Expert said the State party had not identified child trafficking victims for three years.  Would the State party include civil society in efforts to identify child victims?

    Introducing the report, Yuriko Backes, Minister for Gender Equality and Diversity, Defence, Mobility and Public Transport of Luxembourg, said the Luxembourg Government remained determined to stand up for women’s and girls’ rights, safety, freedom and access to equal opportunities.  The Committee could count on Luxembourg’s determination and support.

    On wage equality, Marc Bichler, Permanent Representative of the Grand Duchy of Luxembourg to the United Nations Office at Geneva and head of the delegation, said Luxembourg was the only country in the European Union to have eliminated wage inequality, but there was still a pay gap in favour of men for annual wages.  More efforts were needed to address this economic inequality, particularly regarding the high proportion of part-time work among women.  The role of equality officers in private companies with more than 15 employees was particularly important.

    The delegation added that the gender pension gap was large; to address this, a major reform of the pension system was underway.

    On trafficking, the delegation said that training had been provided to State officials and non-governmental organizations to improve the identification of and support for trafficking victims. Victims were officially identified by a specialised unit of the police, but non-governmental organizations could help identify victims.

    In concluding remarks, Mr. Bichler said the dialogue had been a valuable exercise that helped the State party to make progress in implementing the Convention and upholding the rights of women and girls.  There were pushbacks against women and girls’ rights globally, but Luxembourg was resolute in defending these rights.

    In her concluding remarks, Corinne Dettmeijer-Vermeulen, Committee Vice-Chair and acting Chair of the meeting, said that the dialogue with Luxembourg had provided further insight into the situation of women in the State party.  The Committee commended the State party for its efforts and called on it to implement the Committee’s recommendations for the benefit of all women and girls of Luxembourg.

    The delegation of Luxembourg consisted of representatives from the Ministry of Gender Equality and Diversity; Chamber of Deputies; Ministry of Justice; Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees; Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade; Ministry of Education, Children and Youth; Ministry of Internal Affairs; and the Permanent Mission of Luxembourg to the United Nations Office at Geneva.

    Presentation of Report

    YURIKO BACKES, Minister for Gender Equality and Diversity, Defence, Mobility and Public Transport of Luxembourg, said women’s rights, gender equality and diversity were essential to the wellbeing and healthy functioning of society.  Ms. Backes said she tried very hard to make sure that both gender and diversity aspects were considered throughout her Government portfolios.  She was the first woman to hold the positions of Minister of Defence and Minister of Finance in Luxembourg.  This demonstrated that there was work ahead when it came to shaping a world where equality was a reality on all levels. 

    Women and girls were differently and disproportionally affected by climate disasters, armed conflicts and pandemics.  The only way to sustainably change this was to opt for gender-responsive policymaking across all fields.  The empowerment of women and girls and Sustainable Development Goal five needed to be front and centre across all areas of action.  The Luxembourg Government remained determined to stand up for women’s and girls’ rights, safety, freedom and access to equal opportunities.  The Committee could count on Luxembourg’s determination and support.

    MARC BICHLER, Permanent Representative of Luxembourg to the United Nations Office at Geneva and head of the delegation, said Luxembourg had had a Ministry in charge of equality issues for 30 years.  It had adapted over time, expanding its mandate to address lesbian, gay, bisexual, transgender and intersex persons and diversity.  The 2023-2028 coalition agreement maintained the promotion of equality between women and men as a cross-cutting priority of the Government’s political action.  This work would be guided in the coming years by the national action plan for equality between women and men.

    Luxembourg was currently placed seventh in the European Union in the Gender Equality Index. The proportion of women on the management boards of public institutions was 38.64 per cent, an increase of more than 10 points since 2015.  The rate of women representing the State on these boards stood at 43.61 per cent in 2024, exceeding the initial target of 40 per cent.  The private sector had only 23 per cent women on the boards of large companies, but the trend was upward and indicated improvements to come.  The Government remained firmly committed to continuing its efforts to promote balanced representation.  It was also working with civil society to include men as actors and beneficiaries of equality policies.

    The fight against domestic violence and gender-based violence remained priorities of the Luxembourg Government.  Despite political and legislative progress, this was a daily reality in Luxembourg, affecting women and girls, as well as men and boys in all their diversity.  The total number of victims had increased significantly over the years, from 2,882 in 2015 to 4,793 in 2023.  Women accounted for an average of 71 per cent of victims each year.  In 2023, their number reached 3,218, which represented an increase of more than six per cent compared to 2022.  Luxembourg adopted a strategy in November 2021 to improve the protection against domestic violence and to strengthen the national machinery.  It had created an integrated national centre for victims of all forms of violence, which would facilitate their holistic care, bringing together legal aid, medical aid and psychological assistance.  The centre would open in April and would provide assistance to victims 24/7.

    Luxembourg was in the process of developing a national action plan on gender-based violence, which would support more comprehensive care to victims of different forms of gender-based violence.  It was, in collaboration with civil society, convening several awareness raising campaigns on this topic, including the annual “Orange Week” event, which brought together many actors to stand in solidarity with women and girls who were victims of violence.  A specific system had also been set up to provide consultations and therapeutic care to perpetrators to break the cycle of violence.  Since ratifying the Istanbul Convention, Luxembourg had been firmly committed to monitoring its implementation in a cross-cutting manner.

    A new Grand-Ducal regulation of 2023 strengthened the role of the “Prostitution Commission” to monitor prostitution and to combat pimping and trafficking in human beings. The inclusion of State experts as well as civil society would allow the commission to carry out timely and comprehensive follow-up.  Luxembourg had approved a bill on the prohibition of virginity examinations and certificates, the ban on hymenoplasty, and the abolition of the reflection period for the voluntary termination of pregnancy.  In addition, in 2023, an adaptation to the Penal Code introduced a new definition of rape based on the notion of consent.  The State was currently finalising its second action plan on women, peace and security.

    Luxembourg aimed to uphold a modern and egalitarian society in which every citizen could find their place, regardless of their gender.

    MANDY MINELLA, Deputy Head of the Committee Department, Chamber of Deputies of the Grand Duchy of Luxembourg, said the Chamber of Deputies of Luxembourg was a crucial actor in combatting discrimination against women.  The Chamber supported Orange Week, lighting its buildings in orange during the week.  Meetings on gender equality were held regularly.  A working group on gender equality had been set up to develop a strategy for promoting gender equality within the Chamber.  The status of members of parliament had been reformed to recognise the status of pregnant members.  The Chamber needed to represent and respect the rights and opinions of all and meet the expectations of its people.

    LAURA CAROCHA, Human and Social Sciences Expert, Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights, welcomed the efforts made by the Luxembourg State to combat discrimination against women since the last report, while noting persistent shortcomings, including a social system that kept women in a subordinate position to men.  Luxembourg’s policy favoured a “neutral” approach that was not gender sensitive.  Ms. Carocha urged politicians to openly acknowledge this systemic patriarchal domination and to make the deconstruction of this mechanism a priority. 

    It was imperative that the Government implemented the principle of gender mainstreaming in a cross-cutting manner in all its policies.  Luxembourg’s equality efforts lacked an intersectional approach and the Government rarely addressed multiple and intersecting forms of discrimination.  To implement such an intersectional approach, it was essential to have detailed data, disaggregated by gender, age, ethnicity, disability and education level.  This would allow the State to identify shortcomings in policies and better understand and target the needs of women.

    Questions by a Committee Expert 

    ANA PELÁEZ NARVÁEZ, Committee Expert and Rapporteur for Luxembourg, said that Luxembourg ranked twentieth in the Human Development Index and was the first country in the European Union to have eliminated the pay gap between men and women. The State party had ratified the Istanbul Convention and the International Labour Organization Convention on forced labour, and introduced legislation to combat multiple forms of discrimination over the reporting period.  However, the revised Constitution of 2021 drew a distinction between Luxembourg nationals and non-nationals and lacked protections against forced labour and trafficking.  How did the State party justify the amendments to the Constitution? Would the State party eliminate the distinction between Luxembourg nationals and non-nationals?

    Luxembourg had adopted a law creating the position of a family judge, an act on the provision of legal aid, and an act amending the Criminal Code to strengthen the response to sexual abuse of minors.  The Committee was concerned about the barriers inhibiting access to justice for women.  What measures were in place to overcome these barriers?  Why had the Centre for Legal Treatment not been given the power to initiate legal proceedings on behalf of victims?

    The Committee commended the State party’s national action plan on business and human rights. However, funds deposited in certain banks in Luxembourg may have come from the exploitation of human beings overseas, particularly women.  What rules were imposed on companies domiciled in the State party?  How did the State party address extraterritorial violations?

    Responses by the Delegation

    The delegation said Luxembourg adopted a neutral approach in its legislation on discrimination. The State believed that women’s rights were human rights.  The neutral approach was grounded on the principle of gender equality.

    Each person in Luxembourg who was subject to criminal proceedings benefited from procedural guarantees, regardless of their residence status or nationality.  These guarantees covered access to a lawyer, the presumption of innocence and, to an extent, legal aid.

    Civil suits could be filed in Luxembourg by victims of discrimination by private enterprises. Luxembourg was transposing European Union guidelines on its supply chains, promoting due diligence for companies and organising public events related to business and human rights. Since 2017, Luxembourg had been working to implement and align with the United Nations Guiding Principles on Business and Human Rights, conducting consultations with private entities and civil society.  Companies in the banking and insurance sector had provided positive feedback regarding the implementation of the Guiding Principles.  The financial sector was aware of its obligations.  The State was working to address its extraterritorial obligations to provide remedies to the victims of human rights violations occurring overseas.

    The revised Constitution stated that people in Luxembourg were equal before the law. Non-Luxembourg nationals could not vote in legislative elections but could vote in municipal elections.

    Questions by Committee Experts 

    A Committee Expert commended Luxembourg’s commitment to gender equality, human rights, and to dismantling stereotypes.  The State party had demonstrated its commitment to the women, peace and security agenda through its women, peace and security national action plan.  What was the status of the second iteration of the plan? Was feminism still a part of foreign policy?

    Various sources had criticised the Ministry of Gender and Equality’s neutral approach.  The Committee hoped that its policies would address structural gender inequalities.  There were concerns regarding the depth of the analysis of the Observatory for Gender Equality.  What measures were in place to increase the depth of its analysis?

    ANA PELÁEZ NARVÁEZ, Committee Expert and Rapporteur for Luxembourg, said that the State party had established voluntary quotas in some areas, including minimum quotas of 40 per cent representation of one sex on political bodies and 30 per cent representation on the boards of State agencies.  There were concerns that these measures were gender-neutral and not mandatory, and that they did not encourage the representation of vulnerable groups of women.  What efforts were being taken by the State party to improve its temporary special measures and to make its quotas mandatory?

    Responses by the Delegation

    The delegation said the State party was striving to eliminate gender equality with ad-hoc programmes targeted at underrepresented genders.  There were programmes targeting violence against women and preparing women to defend themselves.  The legal framework was neutral but the actions taken by the Government were not.

    Luxembourg would work proactively on gender mainstreaming in the field of defence. The second iteration of the women, peace and security national action plan would be adopted this year in March. It would promote the role of women in peace and security initiatives.

    If political parties did not meet the 40 per cent representation quota for each sex, their funding was reduced.  The State party was raising the awareness of political parties and candidates on the importance of equality.  A database with profiles of women who wished to become board members of associations would soon be launched to promote women’s representation.

    Questions by Committee Experts

    A Committee Expert congratulated the State party on its plan to launch the second iteration of the women, peace and security initiative this March.  No non-governmental organizations from Luxembourg had interacted with the Committee during this review process.  How would the State party encourage civil society to provide alternative reports in future sessions?

    Another Committee Expert said that gender stereotypes in the media had not been sufficiently addressed, and women accounted for only around one fourth of all media workers. How was the Government addressing these issues?  How was the State party conducting gender impact assessments, as recommended by the Committee in 2018?  How did legislation and policies address sterilisation and irreversible medical procedures against intersex children?  Had the State party considered broadening the statute of limitations for rape, which was limited to 10 years?  Did the State party plan to establish psychological violence as a stand-alone crime?  Training on gender-based violence was not provided to judges.  How would the State party improve data collection on court cases involving gender-based violence?  Why had retrospective analysis of femicides not been conducted?

    One Committee Expert said that the State party’s definition of trafficking in persons did not align with international standards.  Would it amend this legislation?  Sentences were often lenient and judges rarely took away traffickers’ profits or granted remedies to victims.  How would the State party ensure that penalties for trafficking reflected the gravity of the crime and ensure that victims received adequate compensation?  What was the timeline for implementation of the national action plan on trafficking in persons?  How would the plan integrate gender-specific aspects of trafficking?  The State party had not identified child trafficking victims for three years.  Would the State party include civil society into efforts to identify child victims, and prevent the inappropriate penalisation of trafficking victims?  The Committee welcomed the State party’s policies addressing prostitution.  Were there plans to decriminalise prostitution?

    Responses by the Delegation

    The delegation said that the State party valued permanent collaboration with civil society. The Ministry of Equality paid 80 per cent of its budget to civil society to promote the rights of vulnerable groups, particularly women.  Luxembourg hosted around 100 non-governmental organizations, despite its small population of 600,000, and these groups had contributed to various Government policies. Non-governmental organizations did not always have the resources needed to travel overseas to participate in dialogues with the Committee.

    An internal assessment of the first women, peace and security national action plan had been conducted and lessons learned would be included in the second plan.  The second plan would place greater emphasis on cooperation with civil society.

    The Government was engaging in dialogue with the media sector to improve the representation of women. The Advertising Ethics Commission received complaints related to discrimination and sexism.  Awareness raising campaigns were being carried out on sexism, discrimination and violence in the media.  A working group on hate speech had been set up that cooperated with the police force and associations working with perpetrators.  The digital service act strived to combat illicit content and encouraged platforms to delete such content swiftly.

    The law on femicide was revised in 2023.  There had yet to be any rulings handed down based on this legislation.  There were plans to collect statistics on femicide. The national action plan on gender-based violence was based on the Istanbul Convention and had been developed to strengthen protections and services for victims, as well as training on gender-based violence.  The State party would address psychological violence in the national action plan on all forms of gender-based violence and would consider establishing a law on this form of violence.

    The Government was working to protect the gender identity of intersex persons and was following Council of Europe regulations on the prevention of irreversible medical procedures against intersex persons.

    In Luxembourg, it was enough to prove that a person had the potential of exploiting an individual to hold them criminally liable for trafficking.  Training had been provided to State officials and non-governmental organizations to improve the identification of and support for trafficking victims.  Victims were officially identified by a specialised unit of the police, but non-governmental organizations and the labour inspectorate could help identify victims.  Street walks were carried out to identify victims of trafficking and provide support to women in prostitution.  Sex workers were not criminalised; clients were criminalised if they knew that the sex worker was a minor or a victim of trafficking.

    Another Committee Expert commended the efforts Luxembourg had made to promote gender equality, including its quota of 40 per cent representation in political bodies. Despite high representation at the national level, women’s representation in municipal governments was around 20 per cent.  What measures were in place to bridge the gender gap in municipalities?  The 2022 law aiming to enhance the participation of foreign nationals in elections was note-worthy.  How did the State party ensure that foreigners were meaningfully included in public life?  Were there targeted initiatives encouraging women to pursue careers in Luxembourg’s foreign service?  Women only made up around 12 per cent of Luxembourg’s military.  What measures were in place to increase their representation in security and military sectors?  Women also accounted for just 23 per cent of board members of private companies.  Were there plans to extend quotas to private sector boards?

    One Committee Expert commended the State’s progress in advancing the rights of women and girls in education.  Primary and secondary education was free for all children in Luxembourg, and compulsory education had recently been extended to 18 years.  Could the State party provide disaggregated data on women working in science, technology, engineering and maths fields?  How was the State party encouraging study in these subjects? The Committee welcomed that the State party had endorsed the Safe Schools Declaration.  How was the State party supporting the international community in the effective implementation of the Declaration?  What measures were in place to support vulnerable women in education? How was the State preventing online violence, ensuring the responsible use of digital technology, and working to close the digital gender gap?

    Responses by the Delegation

    The delegation said underrepresentation of women in decision making fora was a key challenge for the Government.  Funding was reduced for political parties that did not uphold quotas.  Individuals could nominate themselves to political positions in smaller municipalities; this led to greater gender imbalances. The State party aimed to achieve gender parity in Government, and better representation of women and wage equality in the private sector, and recruitment campaigns for the armed forces targeted at women.  The diplomatic corps was made up of around 150 agents, 76 per cent of whom were men. In recent years, the number of female diplomats had increased and this trend was likely to continue.

    The State had a service providing training for children on cyberbullying.  When it identified sexual harassment material online, it referred the material to legal services.  Raising awareness about online risks was a priority for the Government. 

    Questions by a Committee Expert 

    A Committee Expert commended the State party for eliminating the pay gap between men and women.  Luxembourg’s wage gap was the lowest in the world.  The Committee called for further efforts to achieve wage equality for women in part-time work and in the informal sector. Almost one-third of women worked part time; this affected the pension gap.  How was the State party working to address this gap?  The Committee was concerned that the act on persons with disabilities excluded persons with disabilities who did not meet requirements for support to access the labour market.  Had Luxembourg criminalised workplace sexual harassment and adopted measures to implement appropriate sanctions?  Would it ratify International Labour Organization Convention 190?

    Responses by the Delegation

    The delegation said Luxembourg considered sexual harassment to be a serious form of violence.  It would be addressed in the national action plan against gender-based violence.  Victims of gender-based violence and discrimination in the workplace could seek support from a specialised service within the labour inspectorate.  Measures were in place to support single parents, who were prioritised in the provision of affordable housing.  The gender pension gap was large; to address this, a major reform of the pension system was underway.

    Questions by Committee Experts 

    A Committee Expert said Luxembourg had an admirable universal healthcare system.  To access free services, individuals needed to prove their identity and that they had lived in Luxembourg for at least three months. How many applications were objected to and on what grounds?  The Expert welcomed the national programme for the promotion of sexual and reproductive health.  What progress had been made in strengthening this programme?  The Committee welcomed the national action plan on the rights of lesbian, gay, bisexual, transgender and intersex persons, but was concerned that involuntary surgeries continued to be imposed on intersex persons.  When would the State party abolish this practice?

    The high rate of tobacco use among women was a major issue in the State party, leading to various health complications. What public health measures had been taken to discourage smoking, especially for women?

    One Committee Expert commended the State party’s financial support for women and support for women investors. What measures were in place to educate self-employed women on the pension regime?  Were there digital tools that facilitated women’s integration in pension programmes?  More than one in seven workers in Luxembourg was at risk of poverty.  How was the State party addressing this?  Were there measures to help unemployed women to access benefits and training?  Did the State party have regulations on safeguarding women’s rights in investments?  How did the State party ensure adequate reparation for human rights violations by companies?  What steps had been taken to promote women-owned businesses?  What strategies were planned to boost women’s access to financial services, bonds and loans?  What percentage of businesses were owned by women?  How was the State party helping women and girls to strengthen their digital competencies, collecting disaggregated data on access to loans and credit, and providing financial support services that reached women who lacked digital skills?

    The State party was commended for promoting women’s participation in sports entrepreneurship.  What measures were in place to prevent gender stereotypes in sport?

    Responses by the Delegation

    The delegation said all individuals in Luxembourg had access to the universal health coverage system.  The Government worked to streamline gender in all healthcare policies.  It was raising awareness amongst healthcare practitioners regarding differences in treatment between men and women.

    The national action plan on lesbian, gay, bisexual, transgender and intersex persons would address the issue of involuntary sterilisations.  The State party would assess legal provisions that addressed this issue in other countries. A national action plan to prevent smoking that considered the specific needs of women was being drafted.

    Sport was an area in which there was inequality between men and women in terms of renumeration and presence in the media.  The Government was drafting a national strategy on equality in sport.  Violence against women in sport was being addressed by the National Centre for Victims of Violence.

    A gender finance taskforce had been set up to support women to access the finance sector and loans.  Schools were educating girls on the financial sector. The Ministry of the Family funded a project that supported women’s incorporation into business networks and entrepreneurship support programmes.

    Luxembourg had around 20 observatories collecting disaggregated data on various topics.  The Government was stressing the importance of collecting data disaggregated by sex.  A digital gateway had been setup that promoted women’s and girls’ digital skills. An annual day of digital inclusion was also held to promote the inclusion of women and girls in the digital sphere.

    Questions by Committee Experts 

    A Committee Expert thanked the State party for its legal advocacy on behalf of Afghan women.  Luxembourg was Europe’s first financial centre.  Several businesses in Luxembourg continued to make investments in the fossil fuel industry.  Would the State party adopt stricter environmental regulations for businesses?  The State party had thus far contributed eight million euros to the Loss and Damage Fund.  Investments needed to be made with a human rights approach, including investments in green bonds.  The State party needed to contribute more to the Loss and Damage Fund in a way that addressed the needs of women.

    Women in solitary confinement had meagre access to education and work, despite legislation enshrining the rights of such women to State services.  How would the State party address this?

    Responses by the Delegation

    The delegation said the financial sector was one of the biggest contributors to Luxembourg’s gross national income.  It was one of the first sectors to implement the United Nations Guiding Principles on Business and Human Rights.  The Government had called on the Union of Luxembourg Businesses, which included businesses from the financial sector, to implement the Guiding Principles.  The European Union had adopted a directive on business and human rights that Luxembourg was transposing into law. Employers in the financial sector were aware of regulations related to women’s rights and sanctions that were implemented when those regulations were not respected.

    The Government was committed to supporting climate action in developing countries; it had pledged 120 million euros toward this at a recent Conference of the Parties.  Funds dedicated to climate action included a gender perspective. In 2016, the Luxembourg Stock Exchange decided to open a “green exchange”, which applied stringent criteria for green investment.  This exchange today had over one trillion United States dollars’ worth of sustainable climate assets.  Many sustainable assets addressed the protection of women’s rights.  The Stock Exchange had signed a Memorandum of Understanding with United Nations Women in 2022 to advance projects and investments that promoted women’s empowerment.

    Questions by Committee Experts 

    A Committee Expert asked how many women had requested the grant provided to women divorcees.  Had the State party conducted studies into the effectiveness of shared custody agreements?  Same-sex couples experienced barriers to accessing adoption services.  How was the State party addressing this?  The practice of surrogacy was not sufficiently regulated.  How did the State party protect surrogate mothers and children?  How did the State party support such children to investigate their origins?

    The legal distinction between “legitimate” and “natural” children created discrimination.  Were there plans to remove this distinction?

    ANA PELÁEZ NARVÁEZ, Committee Expert and Rapporteur for Luxembourg, asked how many children of Luxembourg lived in institutions and foster families in the State and abroad.

    Responses by the Delegation

    The delegation said a draft bill on adoption was currently being assessed.  It addressed adoptions by cohabiting couples and investigations into the lineage of children who were abandoned by their parents.  There were around 1,000 children and adolescents of Luxembourg in institutions and foster families, including 76 children and adolescents who had been placed in institutions abroad.  The distinction between legitimate and natural children still existed in legislation but in reality, there was little difference between these.  The draft bill on the right to lineage removed the distinction. Assessments of this bill were still underway.

    Concluding Remarks 

    MARC BICHLER, Permanent Representative of Luxembourg to the United Nations Office at Geneva and head of the delegation, thanked the Committee for the interactive dialogue.  This had been a valuable exercise that helped the State party to make progress in implementing the Convention and upholding the rights of women and girls.  There were pushbacks against women and girls’ rights globally, but Luxembourg was resolute in defending these rights.  The State party would continue to work to implement the Convention.

    MARYSE FISCH, First Government Counsellor, Ministry of Gender Equality and Diversity of the Grand Duchy of Luxembourg, thanked the Committee for its advice, which helped the State party to improve.  Luxembourg highly valued the Convention, which was mentioned in the coalition agreement and the national action plan on equality.

    MANDY MINELLA, Deputy Head of the Committee Department, Chamber of Deputies of the Grand Duchy of Luxembourg, said the Chamber of Deputies was committed to equality and would conduct a gender audit and develop a strategy to promote gender equality, inclusive language, and gender mainstreaming.  The Chamber was discussing issues, including childcare and provisions for breastfeeding women.  There were plans to overhaul the Chamber’s regulations with a gender perspective. The Committee’s recommendations would be carefully reviewed in the Chamber.

    CORINNE DETTMEIJER-VERMEULEN, Committee Vice-Chair and acting Chair of the meeting, said that the dialogue with Luxembourg had provided further insight into the situation of women in the State party.  The Committee commended the State party for its efforts and called on it to implement the Committee’s recommendations for the benefit of all women and girls of Luxembourg.

    The Human Rights Council this afternoon concluded its thirty-seventh special session on the human rights situation in the Democratic Republic of the Congo, adopting a resolution in which it established a fact-finding mission on the serious human rights violations and abuses and violations of international humanitarian law committed in the provinces of North Kivu and South Kivu, in the eastern Democratic Republic of the Congo.  The Council further established an independent commission of inquiry to continue the work undertaken by the fact-finding mission. 

    In the resolution on the human rights situation in the Democratic Republic of the Congo (A/HRC/37/L.1) as orally amended, adopted without a vote, the Council condemned in the strongest possible terms the persistent violations and abuses of human rights and the violations of international humanitarian law and international refugee law being committed in the provinces of North Kivu and South Kivu in the Democratic Republic of the Congo, in particular conflict-related sexual violence and gender-based violence, summary executions, abductions, enforced disappearances, targeted attacks against human rights defenders, journalists, other civil society actors and peacekeepers, and the bombing of sites for displaced persons, hospitals and schools. 

    The Council also strongly condemned the military and logistical support provided by the Rwanda Defence Force to the M23, which continued to cause many civilian casualties, renewed displacement and significant trauma among the population; called upon the M23 and the Rwanda Defence Force to immediately end the human rights violations and abuses and violations of international humanitarian law in North Kivu and South Kivu provinces; and called for the strict observance of all human rights and fundamental freedoms and for the protection of civilians and critical civilian infrastructure in these provinces.

    The Council demanded that the M23 immediately cease all hostile actions in and withdraw from the occupied areas and that the Rwanda Defence Force cease its support of the M23 and urgently withdraw from the territory of the Democratic Republic of the Congo, in order to contribute to the prevention of further violations and abuses of human rights and violations of international humanitarian law in North Kivu and South Kivu provinces. 

    The Council decided to urgently establish a fact-finding mission on the serious human rights violations and abuses and violations of international humanitarian law committed in the provinces of North Kivu and South Kivu, in the eastern Democratic Republic of the Congo, and requested the High Commissioner to urgently set up the fact-finding mission, which was to draw up a report on the events that occurred between January 2022 and the date of the presentation of its comprehensive report, with the following mandate: to investigate and establish the facts, circumstances and root causes of all the alleged violations and abuses of human rights and violations of international humanitarian law, including those affecting women and children, and which include sexual or gender-based violence or committed against internally displaced persons or refugees, and of potential international crimes in the context of the most recent escalation of hostilities in North Kivu and South Kivu provinces.

    The mandate of the fact-finding mission was also to collect, consolidate and analyse evidence of such violations and abuses, including those affecting women and children, and to systematically record and preserve all information, documentation and evidence, including interviews, witness testimony and forensic material, consistent with international best practices, in view of any future legal proceedings; to document and verify relevant information and evidence, including through field engagement, and to cooperate with judicial and other entities, as appropriate; and to identify, to the extent possible, the persons and entities responsible for violations and abuses of human rights and violations of international humanitarian law, as well as any international crimes, in the context of the most recent escalation of hostilities in North Kivu and South Kivu provinces in order to ensure that those responsible were held accountable for their actions. 

    The fact-finding mission would also make recommendations, in particular on accountability measures, all with a view to ending impunity and addressing its root causes, and ensuring accountability, including, as appropriate, individual criminal responsibility, and access to justice for victims.  It would present an oral update to the Human Rights Council at its fifty-ninth session, to be followed by a comprehensive report, at its sixtieth session, and to present also a comprehensive report to the General Assembly, at its eightieth session. 

    The Council also decided to establish an independent commission of inquiry, made up of three experts with competency in international rights law, human rights, and international humanitarian law, to be appointed as soon as possible by the President of the Human Rights Council, to continue the work undertaken by the fact-finding mission after the presentation of the complete report of the latter, with the same mandate as the fact-finding mission.  The Council called for the mandate of the fact-finding mission to take immediate effect. 

    The Council adopted the report of the special session ad referendum. 

    The special session started this morning with a statement by Volker Türk, United Nations High Commissioner for Human Rights, who called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors. In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  He said an independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties. 

     

    The fifty-eight regular session of the Human Rights Council will be held from 24 February to 4 April 2025.

    Human Rights Council Opens Special Session on the Situation of Human Rights in the Democratic Republic of the Congo

    The Human Rights Council this morning opened its thirty-seventh special session on the situation of human rights in the Democratic Republic of the Congo. 

    Volker Türk, United Nations High Commissioner for Human Rights, said since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  

    Mr. Türk called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors.  In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties 

    Surya Deva, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating.  Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  

    Bintou Keita, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences.  Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development.

    Patrick Muyaya Katembwe, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the Special Session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu.  Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account.  

    James Ngango, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo.

    Speaking in the discussion, some speakers said they were deeply concerned about the escalating violence in the eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Alarm was expressed about reports of widespread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law.

    The session was called for by the Democratic Republic of the Congo and was supported by 27 Member States of the Council and 21 Observer States.

    The next meeting of the special session of the Human Rights Council will be at 3 p.m. on Friday, 7 February, when it will conclude the session after adopting a resolution on the situation of human rights in the east of the Democratic Republic of the Congo. 

    Keynote Statements

    VOLKER TÜRK, United Nations High Commissioner for Human Rights, said his Office had long been sounding the alarm about this crisis, and he was deeply disturbed to see the violence escalate once again.  Since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come, for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  There had been attacks by the M23 and their allies, with heavy weapons used in populated areas, and intense fighting against the armed forces of the Democratic Republic of the Congo and their allies.  This raised serious concern in terms of respect for human rights and international humanitarian law. 

    Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  According to judicial authorities, during the prison break from Muzenze Prison in Goma on 27 January, at least 165 female prisoners were raped.  Most of them were subsequently killed in a fire, the circumstances of which remain unclear.  The High Commissioner said his team was also currently verifying multiple allegations of rape, gang rape and sexual slavery throughout the conflict zones.  Hundreds of human rights defenders, journalists and members of civil society had reported that they had been threatened or were being pursued by the M23 and Rwandan forces.  

    Mr. Türk was also very concerned about the proliferation of weapons and the high risk of forced recruitment and conscription of children.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  More than 500,000 people had been displaced since the beginning of January, in addition to the more than 6.4 million already displaced.  The risk of violence escalating throughout the sub-region had never been higher.  All those with influence over the parties involved, be they States or non-state actors, must step up their efforts to avert a conflagration and to support peace processes. 

    Mr. Türk called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors. 

    In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties.  The military path was not the answer to the roots of this conflict.  States must ensure that any support, financial or otherwise, did not fuel serious human rights violations.  All those with influence must act urgently to put an end to this tragic situation.

     SURYA DEVA, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement, and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating, as those displaced often found themselves with no access to shelter, water, sanitation, food, medical care or education.  Women and children were particularly at risk, facing heightened exposure to gender-based violence and trafficking for purposes of sexual slavery. There was also concern for the devastating impact on children, who were at serious risk of all six grave violations against children in armed conflict.

    Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  All parties involved in the conflict should refrain from supporting or using mercenary-related actors, as they would prolong the conflict. 

    The international community had a moral and legal obligation to act decisively. Member States should increase humanitarian funding to ensure the continued provision of essential services and assistance to displaced populations.  Coordinated diplomatic efforts must be intensified to support peace negotiations and to hold accountable those responsible for violations of international human rights and humanitarian law. 

    The international community should step up efforts to support humanitarian operations, ensuring that adequate resources were allocated to assist displaced populations and those affected by violence.  Women should be fully included in conflict resolution and peacebuilding efforts. There must be independent investigations into all reported human rights violations, including attacks on civilians, sexual and gender-based violence, and other abuses perpetrated during the conflict. 

    BINTOU KEITA, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  Since the beginning of the year, an unprecedented advance of the M23 and the Rwandan forces had been seen, preceded by violent clashes between the two sides, injuring thousands, and with alarming mid- and long-term consequences.  The risks of gender-based violence and violence against children were of great concern.  Violations and abuse of human rights had increased, and the humanitarian situation declined.  Agricultural and mining activities were paralysed. 

    Fighting impunity against the serious crimes committed could be impeded due to the damage done to the judicial forces in Goma.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences. 

    The clashes in densely settled areas, including Goma, had had devastating consequences on the human population, with an increase in crime and violence.  Civil society actors and human rights defenders were a major population at risk.  The suspension of social networks was an infringement of the right to information. In a region with a sensitive history, ethnically motivated attacks remained a serious concern.  The humanitarian situation in Goma was catastrophic.  The international community must advocate for humanitarian access to Goma immediately. Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development. 

    Statements by Countries Concerned

    PATRICK MUYAYA KATEMBWE, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the special session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu, the result of attacks and offenses by the Rwandan Defence Forces and their M23 and AFC proxies. Indiscriminate attacks had deliberately targeted the vulnerable, a flagrant violation of international obligations.  Areas of shelter had been turned into military targets, imperilling the lives of thousands of innocent people.

    Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account. 

    It was vital to strengthen early-warning mechanisms and prevent further escalations of violence.  There must be immediate and unfettered humanitarian access to evacuate the injured and reduce the risk of the spread of epidemics. The Council must hold Rwanda accountable for its war crimes and crimes against humanity.  It was vital that international pressure be applied to Rwanda so that it ceased to support the armed groups and withdrew from Congolese territory. 

    The Democratic Republic of the Congo remained ready to work with all regional and international actors to put a stop to this crisis and an end to the suffering in the east of the country, calling on Rwanda to act responsibly and take immediate measures to cease supporting armed groups. 

    JAMES NGANGO, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem. This was due to the preservation of the Democratic Forces for the Liberation of Rwanda that had perpetrated genocide in Rwanda and then fled to the Democratic Republic of the Congo, where they continued to spread their genocidal ideology, and also to the marginalisation of the Kinyarwanda-speaking Congolese communities, particularly Tutsi, by the Democratic Republic of the Congo.

    There had been no condemnation of the Democratic Republic of the Congo leadership.  There was no special session of the Human Rights Council when a Special Rapporteur had warned about war crimes and crimes against humanity in the Democratic Republic of the Congo previously.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo. 

    Discussion

    Some speakers said they were deeply concerned about the escalating violence in eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Rwanda must cease its support for the M23 and withdraw its armed forces.  Rwanda’s military presence in the Democratic Republic of the Congo was strongly condemned as a clear violation of international law, the United Nations Charter, and the territorial integrity of the Democratic Republic of the Congo.

    Alarm was expressed about reports of wide-spread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Reports of explosive weapons used in populated areas and attacks on internally displaced person sites were particularly alarming.

    Some speakers said all sides must prioritise the protection of civilians, ensure safe and unhindered humanitarian access, and fully respect their obligations under international law, including human rights law and international humanitarian law.  For decades, the area had witnessed instability and conflict, for a range of causes.  Reports of grave human rights violations, including summary executions, demanded immediate attention.  The attacks on peacekeepers constituted violations of international law.  The Rwandan Government must respect the territorial integrity of the Democratic Republic of the Congo, which latter must cease cooperation with the Democratic Forces for the Liberation of Rwanda. 

    All parties must reopen negotiations, respect international law, and honour their commitments made under the Nairobi and Luanda process, committing fully to the peace process.  All allegations of human rights violations and abuses must be investigated, and perpetrators held accountable for their crimes.  An independent fact-finding mission must be established to investigate all accounts.  Acts of violence targeting civilians and civilian infrastructure were condemned, and must come to an end. 

    The role of the Blue Helmets was essential, speakers said, and they must be protected, with several speakers expressing condolences to the families of those Blue Helmets who paid the ultimate price in defence of the fundamental rights of the Congolese people.  The United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) must ensure the protection of civilians, and a speaker called for its mandate to be supported and renewed further. The international community must strengthen its support for peacekeeping operations and humanitarian assistance. A sustainable solution demanded coordinated efforts, including dialogue, reconciliation, and development initiatives that fostered stability and social cohesion.

    A number of speakers said this was a critical juncture in the region, with a potential for over-spill in the region as a whole. Dialogue and cooperation must be encouraged and supported, including through the Luanda and Nairobi processes. The deliberations in the Council must not undermine these, and instead support a return to peace, with the discussions aimed at building consensus and agreement.  Political fragmentation must be addressed in Rwanda, with an end put to public negative ethnic discourse, and the international community must work together to build a just and peaceful world.  The Council must address the challenges under its mandate.  Members of the Council must work to ensure that there was no further deterioration of the situation. 

    The M23 must immediately withdraw from the territories under its control, a speaker said, and there must be a return to the negotiating table: all efforts must be made to put an end to the humanitarian disaster. All those involved in the conflict must put an end to human rights violations and protect the rights and lives of civilians.  The population was exhausted from the decades of suffering.  Rwanda must withdraw its support for the M23, which must immediately cease its attacks and withdraw. 

    Some speakers said the sovereignty and territoriality of the Democratic Republic of the Congo must be protected and supported, and many speakers supported this, urging all sides to respect it and for the international community to support it.  All armed groups must lay down their weapons and withdraw from the sovereign territory of the Democratic Republic of the Congo, and respect the United Nations Charter, engage in dialogue, and work towards re-establishing peace and stability in the country.  There was a risk of this igniting the Great Lakes region, a speaker said, supporting the peaceful coexistence of nations. 

    Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law committed in North and South Kivu, in the eastern Democratic Republic of the Congo, as stipulated in the proposed resolution.  The humanitarian community must rally support to protect the most vulnerable segments of the population, in particular women and children.   The fact-finding mission must be fully funded and staffed appropriately, a speaker urged.  Given the sheer scale of human suffering, the Council could not afford to turn a blind eye to the earnest appeal of the country concerned to ensure that the perpetrators of these heinous crimes were held accountable.

    Profound alarm was expressed with regard to the increasing risk of violence against women and girls and the recruitment of children into the conflict.  It was imperative that those responsible for human rights violations and atrocities were brought to justice.  There was no military solution to the crisis, and only a political, negotiated solution could bring an end to the situation.  Those who put their economic interests above human dignity must cease to do so.  Peace and security must be brought to the region. 

    At this critical juncture, all parties must exercise restraint, de-escalate tensions, and prioritise dialogue to prevent further loss of life, uphold international humanitarian law and human rights, ensure the protection of civilians, and safeguard fundamental freedoms.  It was vital to ensure immediate and unimpeded access to humanitarian aid for the civilian population. 

    It was crucial that the Human Rights Council provided necessary support for thorough investigations into grave human rights violations and abuses, with a view to bringing the perpetrators to justice and ensuring comprehensive accountability.  A sustained and inclusive dialogue was crucial to achieving a long-term and peaceful resolution to the crisis.  Diplomatic negotiations were, a speaker said, the only way to resolve the situation. All parties must respect international humanitarian law, and must support the mediation efforts made both internationally and regionally.  A political solution must be found that respected the independence and territoriality of the Democratic Republic of the Congo. 

    The need for the Council to make efforts to alleviate the sufferings of victims of human rights violations and abuses was crucial, and all parties involved must respect their obligations under international humanitarian law and international human rights law.  There must be an immediate end to hostilities and a permanent solution found through peaceful means and inclusive dialogue among all parties concerned, and speakers pointed out the need for “African solutions to African problems”, supporting the Luanda and Nairobi processes.  African regional solutions were fully supported by several speakers, who spoke of the efforts of the Southern African Development Community Mission.

    In its follow-up to the Parliament report on the use of Pegasus and other equivalent software, the Commission stated that it is ‘exploring the possibility of presenting a non-legislative initiative’ in order to clarify ‘the interplay between EU law … and national security’[1]. Recently, reports from the press revealed that a communication from the Commission, initially scheduled to be published in June 2024, has been delayed[2]. The necessity of such clarification has become urgent, as the French Constitutional Council has partially struck down a law legalising the use of such technologies[3]. Parliament’s concerns regarding the use of spyware remain unanswered so far.

    Chinese start-up DeepSeek has launched the chatbot DeepSeek V3, a highly efficient, free-to-use open-source model said to outperform western models despite using less powerful and less energy-consuming chips than the current market standard.

    The model was unveiled on Friday 24 January by Chinese hedge fund High Flyer (founded by Liang Wenfeng, the man behind Hangzhou Huanfang Technology and Ningbo Huanfang Investment) in an announcement that sparked heavy losses for technology listings across all western stock markets.

    In view of the above:

    • 1.This unveiling comes at a crucial time for other global players. Does the Commission not think that – not least to protect investors and markets – it ought to launch an urgent inquiry into the extent to which the Chinese Government backed or was involved in developing this model, the true funding costs and how the model is run?
    • 2.Censorship is clearly part and parcel of the model. Does the Commission not think it ought to check the model’s compatibility with the EU’s principles of freedom and the Digital Services Act, which could certainly be wielded to safeguard the freedom of expression and to counter censorship?
    • 3.The model is said to work even with less powerful chips. Does the Commission not think this opens up new opportunities for policies supporting European innovation?

    A number of press outlets[1] have reported that German firm Boardgame Atelier has launched a product, ‘La Famiglia – The Great Mafia War’, based on the bloody Mafia wars that raged in Sicily in the 1980s.

    The game, which even won an award at a games festival in France[2], challenges its players (aged 16 and over) to wrest control of areas from Sicily’s Mafia families.

    In light of this:

    • 1.Does the Commission not consider this game to be a massive blight on the dignity of Sicilians and Sicily itself? Is it not entirely disrespectful to all those who lost their lives opposing the Mafia in the struggle to uphold the rule of law, as well as to their relatives?
    • 2.Does it not think that trivialising crimes that actually took place in a product intended for fun and, more to the point, young players spreads ignorance, goes against core European values, and disrupts public order (see the judgment handed down in case T-1/17 La Mafia Franchises, SL v EUIPO)[3], and that therefore the sale of this product on the internal market ought to be banned?

    According to European Court of Auditors report 14/2024, the billions of euros allocated through the Recovery and Resilience Facility (RRF) to support the green transition do not seem to have generated significant results in terms of climate impact.

    The court notes gross inefficiencies, including overestimations in climate coefficients, lack of transparency in reporting and difficulties in identifying clear and precise indicators, despite at least 37 % of national allocations being earmarked for climate action.

    These findings highlight the limits of an ideological environmental policy, which risks directing large amounts of public resources to ineffective initiatives and diverting them from the goal to boost the EU’s competitiveness, all while creating more red tape for businesses, citizens and public administrations.

    In the light of the above:

    • 1.How does the Commission justify the use of public funds for measures which, according to the European Court of Auditors, have not achieved tangible results in the green transition?
    • 2.Would it be willing to reconsider its priorities, putting more emphasis on the economy and growth with a view to achieving pertinent milestones and targets, while ensuring more flexibility for Member States?

    According to press reports, the Grand Mosque of Paris has sole control of halal certification under an agreement with the Algerian Government. The agreement forces EU producers to pay money to a commercial company owned by the mosque’s leaders if they want to export any products, including non-food products, to Algeria. This raises a number of serious questions.

    A private company holding such a monopoly is clearly completely unacceptable under EU law. An estimate based on the pricing system used puts the annual cost to EU farmers and industry at several million euros. This levy does not bring any added value or even involve any actual act of certification – it is simply an unmonitored moneymaker. As the Algerian Government, in conjunction with the Grand Mosque of Paris, is increasing its threats and acts of hostility towards France, the fact that this source of funding exists is also concerning from a security point of view.

    • 1.Has the Commission, as the guarantor of transparency in EU trade, investigated this clear distortion and its consequences? Does it know how these funds are used?
    • 2.On 11 December 2024, the Commission was represented at a meeting on this issue at the Grand Mosque of Paris; what was the outcome of that meeting?
    • 3.What criteria would lead the Commission to consider this certification requirement to be a violation of the EU-Algeria Agreement?

  • MIL-OSI United Nations: Secretary-General’s press encounter on the Democratic Republic of the Congo [scroll down for French version]

    Good morning. 

    I wanted to say a few words about the deeply concerning situation in the Democratic Republic of the Congo.

    We are at a pivotal moment and it is time to rally together for peace. 

    Tomorrow, leaders from the East African Community and the Southern African Development Community will take part in a Summit in Tanzania. 

    The focus will be addressing the crisis in the face of the offensive by the M23, supported by the Rwandan Defence Forces.

    Next week, in Addis Ababa, I will take part in a Summit-level meeting of the African Union Peace and Security Council where this crisis will be also front and centre.

    In advance of these crucial gatherings, I want to make a special appeal for peace.  

    Thousands of people have been killed – including women and children – and hundreds of thousands have been forced from their homes in the eastern DRC.

    We also see the continued threat by other armed groups, either Congolese or foreign.

    All of this is having an enormous human toll. 

    We have countless reports of human rights abuses, including sexual and gender-based violence, forced recruitment, and the disruption of lifesaving aid.

    The humanitarian situation in and around Goma is perilous.

    Hundreds of thousands of people are on the move, with many of the previous sites hosting displaced people north of the city now looted, destroyed or abandoned. 

    Healthcare facilities are overwhelmed. 

    And other basic services – including schools, water, electricity, phone lines and the internet – are severely limited.

    Meanwhile, the conflict continues to rage in South Kivu and risks engulfing the entire region. 

    I want to pay tribute to all those who have lost their lives, including MONUSCO blue helmets and regional forces. 

    And I express my solidarity with the Congolese people who find themselves yet again the victims of a seemingly endless cycle of violence.

    As the Summit in Tanzania gets underway, and as I prepare to leave for Addis Ababa, my message is clear: 

    Silence the guns. 

    Stop the escalation.

    Respect the sovereignty and territorial integrity of the Democratic Republic of the Congo.

    Uphold international human rights law and international humanitarian law.

    There is no military solution.

    It is time for all the signatories of the Peace, Security and Cooperation Framework for the DRC and the region to honour their commitments.

    It is time for mediation.  It is time to end this crisis.  It is time for peace. 

    The stakes are too high.

    We need the active and constructive role of all players — namely neighbouring countries, subregional organizations, the African Union and the United Nations.

    Let us all act together for peace.

    D’innombrables cas d’atteintes aux droits humains nous sont signalés, dont des actes de violence sexuelle et fondée sur le genre, des cas de recrutement forcé et des entraves à l’acheminement d’une aide vitale.

    La situation humanitaire à l’intérieur et autour de Goma est précaire.

    Des centaines de milliers de personnes sont déplacées, et un grand nombre de sites accueillant des personnes déplacées dans le nord de la ville ont été pillés, détruits ou abandonnés.

    Les structures de soins sont débordées.

    D’autres services essentiels – dont les écoles, l’alimentation en eau et en électricité, les lignes téléphoniques et le réseau Internet – sont extrêmement limités.

    Dans le même temps, le conflit continue de faire rage au Sud-Kivu et risque d’engloutir l’ensemble de la région.

    Je tiens à rendre hommage à toutes les personnes qui ont perdu la vie, y compris les casques bleus de la MONUSCO et les membres des forces régionales.

    Et j’exprime ma solidarité avec le peuple congolais qui se retrouve une fois de plus victime d’un cycle de violence apparemment sans fin.

    À la veille du Sommet en Tanzanie, et alors que je suis sur le point de me rendre à Addis-Abeba, mon message est clair :

    Il faut faire taire les armes,

    Arrêter l’escalade,

    Respecter la souveraineté et l’intégrité territoriale de la République démocratique du Congo,

    Faire régner le droit international des droits humains et le droit international humanitaire.

    Il n’y a pas de solution militaire.

    Il est l’heure pour tous les signataires de l’Accord-cadre pour la paix, la sécurité et la coopération pour la République démocratique du Congo et la région d’honorer leurs engagements.

    Il est temps de recourir à la médiation et de mettre fin à cette crise. L’heure de la paix est arrivée.

    L’enjeu est trop élevé.

    Tous les acteurs – à savoir les pays voisins, les organisations sous-régionales, l’Union africaine et l’ONU – doivent jouer un rôle actif et constructif.

    Mobilisons-nous tous et toutes pour la paix.

    Historic Halifax State Historic Site will mark the 200th anniversary of the Marquis de Lafayette’s historic visit to the town with special programming on Thursday, Feb. 27.

    Beginning at 1 p.m., visitors are invited to tour Historic Halifax’s historic buildings and interact with costumed interpreters engaged in living history demonstrations. At 5 p.m., cannon fire and ringing bells will announce Lafayette’s arrival by horse-drawn carriage. The actor portraying Lafayette will be welcomed at the Eagle Tavern to greet everyone assembled. Then, he’ll proceed to a festive dinner at The Hen and The Hog Restaurant.

    The dinner program will reenact the hospitality of the citizens of Halifax, who celebrated their distinguished guest with 13 toasts in 1825. The dinner, hosted by Royal White Hart Lodge #2 and the American Friends of the Marquis de Lafayette, is sold out.

    Nearly 50 years after the signing of the Declaration of Independence, President James Monroe invited the Marquis de Lafayette to tour the United States. Lafayette, the French hero of the American Revolution, stopped in Halifax on Feb. 27, 1825. He stayed at the Eagle Tavern and spoke about liberty and freedom. At the time, Lafayette was the last surviving major general of the Revolutionary War.
