  • MIL-Evening Report: AI is moving fast. Climate policy provides valuable lessons for how to keep it in check

    Artificial intelligence (AI) might not have been created to enable new forms of sexual violence such as deepfake pornography. But that has been an unfortunate byproduct of the rapidly advancing technology.

    This is just one example of AI’s many unintended uses.

    AI’s intended uses are not without their own problems, including serious copyright concerns. But beyond this, there is much experimentation happening with the rapidly advancing technology. Models and code are shared, repurposed and remixed in public online spaces.

    These collaborative, loosely networked communities — what we call “underspheres” in our recently published paper in New Media & Society — are where users experiment with AI rather than simply consume it. These spaces are where generative AI is pushed into unpredictable and experimental directions. And they show why a new approach to regulating AI and mitigating its risks is urgently needed. Climate policy offers some useful lessons.

    A limited approach

    As AI advances, so do concerns about risk. Policymakers have responded quickly. For example, the European Union AI Act which came into force in 2024 classifies systems by risk: banning “unacceptable” ones, regulating “high-risk” uses, and requiring transparency for lower-risk tools.

    Other governments — including those of the United Kingdom, United States and China — are taking similar directions. However, their regulatory approaches differ in scope, stage of development, and enforcement.

    But these efforts share a limitation: they’re built around intended use, not the messy, creative and often unintended ways AI is actually being used — especially in fringe spaces.

    So, what risks can emerge from creative deviance in AI? And can risk-based frameworks handle technologies that are fluid, remixable and fast-moving?

    Experimentation outside of regulation

    There are several online spaces where members of the undersphere gather. They include GitHub (a web-based platform for collaborative software development), Hugging Face (a platform that offers ready-to-use machine learning models, datasets, and tools for developers to easily build and launch AI apps) and subreddits (individual communities or forums within the larger Reddit platform).

    These environments encourage creative experimentation with generative AI outside regulated frameworks. This experimentation can include instructing models to avoid intended behaviours – or do the opposite. It can also include creating mashups or more powerful variations of generative AI by remixing software code that is made publicly available for anyone to view, use, modify and distribute.

    The potential harms of this experimentation are highlighted by the proliferation of deepfake pornography. So too are the limits of the current approach to regulation rapidly advancing technology such as AI.

    Deepfake technology wasn’t originally developed to create non-consensual pornographic videos and images. But this is ultimately what happened within subreddit communities, beginning in 2017. Deepfake pornography then quickly spread from this undersphere into the mainstream; a recent analysis of more than 95,000 deepfake videos online found 98% of them were deep fake pornography videos.

    It was not until 2019 – years after deepfake pornography first emerged – that attempts to regulate it began to emerge globally. But these attempts were too rigid to capture the new ways deepfake technology was being used by then to cause harm. What’s more, the regulatory efforts were sporadic and inconsistent between states. This impeded efforts to protect people – and democracies – from the impacts of deepfakes globally.

    This is why we need regulation that can march in step with emerging technologies and act quickly when unintended use prevails.

    Embracing uncertainty, complexity and change

    A way to look at AI governance is through the prism of climate change. Climate change is also the result of many interconnected systems interacting in ways we can’t fully control — and its impacts can only be understood with a degree of uncertainty.

    Over the past three decades, climate governance frameworks have evolved to confront this challenge: to manage complex, emerging, and often unpredictable risks. And although this framework has yet to demonstrate its ability to meaningfully reduce greenhouse gas emissions, it has succeeded in sustaining global attention over the years on emerging climate risks and their complex impacts.

    At the same time it has provided a forum where responsibilities and potential solutions can be publicly debated.

    A similar governance framework should also be adopted to manage the spread of AI. This framework should consider the interconnected risks caused by generative AI tools linking with social media platforms. It should also consider cascading risks, as content and code are reused and adapted. And it should consider systemic risks, such as declining public trust or polarised debate.

    Importantly, this framework must also involve diverse voices. Like climate change, generative AI won’t affect just one part of society — it will ripple through many. And the challenge is how to adapt with it.

    Applied to AI, climate change governance approaches could help promote preemptive action in the wake of unforeseen use (such as in the case of deepfake porn) before the issue becomes widespread.

    Avoiding the pitfalls of climate governance

    While climate governance offers a useful model for adaptive, flexible regulation, it also brings important warnings that must be avoided.

    Climate politics has been mired by loopholes, competing interests and sluggish policymaking. From Australia’s shortcomings in implementing its renewable strategy, to policy reversals in Scotland and political gridlock in the United States, climate policy implementation has often been the proverbial wrench in the gears of environmental law.

    But, when it comes to AI governance, this all-too-familiar climate stalemate brings with it important lessons for the realm of AI governance.

    First, we need to find ways to align public oversight with self-regulation and transparency on the part of AI developers and suppliers.

    Second, we need to think about generative AI risks at a global scale. International cooperation and coordination are essential.

    Finally, we need to accept that AI development and experimentation will persist, and craft regulations that respond to this in order to keep our societies safe.

    TEHRAN, May 18 (Xinhua) — Iranian President Masoud Pezeshkian on Sunday said the United States has launched an “endless war” across the world to plunder resources and labor of other countries, Iran’s official IRNA news agency reported.

    The West seeks to provoke conflicts in the Middle East in order to seize the resources of the countries in the region at any cost, M. Pezeshkian noted at the opening ceremony of the Tehran Dialogue forum. This two-day event brought together 200 foreign delegations, including high-ranking officials and representatives of international organizations, to discuss regional and global challenges.

    M. Pezeshkian stressed that Iran has nothing to hide and will not stop its “peaceful nuclear program” under any circumstances.

    Iranian Foreign Minister Abbas Araghchi, speaking about the Iran-US indirect talks, said at the ceremony that Iran wants “a fair and balanced agreement that will be formed within the framework of the Nuclear Non-Proliferation Treaty, will be based on full respect for Iran’s nuclear rights and will guarantee objective lifting of sanctions.”

    “Iran is committed to diplomacy and expects that the harsh and unilateral sanctions that directly target our people will be lifted in a real and tangible way,” the Iranian Foreign Minister said.

    A. Araghchi added that the Islamic Republic is ready to open a new chapter in relations with Europe if the latter shows real determination and an independent approach to Iran.

    Iranian and American delegations held four rounds of indirect talks on Tehran’s nuclear program and the lifting of American sanctions in Muscat, Oman, and Rome, Italy.

    Meanwhile, Iran and three European countries — France, Germany and the United Kingdom, known as the E3 — held a high-level meeting in Istanbul, Turkey on May 16 to discuss the latest developments in the Iran-U.S. proximity talks. This is the sixth round of such meetings between Iran and the E3 since September 2024, with issues including Tehran’s nuclear program and sanctions relief being discussed. –0–

  • MIL-OSI Security: UPDATE: Warrant of further detention obtained for man arrested over suspected arsons

    A second man has been arrested in connection with a series of arson attacks in north London.

    The 26-year-old was arrested around 13:45hrs on Saturday, 17 May at London Luton Airport on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest was made by counter terrorism officers from the Eastern Region Special Operations Unit. The man was taken into police custody in London.

    On Sunday, 18 May, a warrant of further detention was obtained at Westminster Magistrates’ Court, meaning the man can be detained for an additional 36 hours.

    The arrest relates to three incidents – a vehicle fire in NW5 on 8 May, a fire at the entrance of a property in N7 on 11 May and a fire at a residential address in NW5 in the early hours of 12 May.

    All have previous connections with a high-profile public figure, and therefore officers from the Met’s Counter Terrorism Command have led the investigation into the fires.

    Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May.

  • From gardens to fields: the versatile role of Marigolds

    Marigolds, known for their bright colours and ease of cultivation, are among the most commonly grown annual plants in India. Popular in home gardens and widely used during festivals, these flowers are appreciated not just for their ornamental value but also for their multiple practical uses.
     
    Two main types of marigolds are commonly grown—African and French. African marigolds, such as the Pusa Narangi and Pusa Bahar varieties, are taller with larger flowers. French marigolds, on the other hand, are smaller and bushier. Both varieties are well-suited to Indian climates and require minimal maintenance, which makes them a favourite among gardeners.
     
    In many cultures, marigolds hold symbolic meaning, often associated with joy, remembrance, and the cycle of life and death. Their presence is particularly noticeable during religious and social functions, where they are used extensively in garlands and decorations.
     
    Marigolds also offer some health-related benefits. The flowers contain lutein, a compound known to support eye health, and they have antibacterial and antiviral properties, which add to their value beyond aesthetics.
     
    In agriculture, marigolds are proving to be useful as a natural pest control method. Farmers use them as trap crops, especially against tomato fruit borers (Helicoverpa armigera) and Western Flower Thrips (WFT). By attracting pests away from the main crop, marigolds help reduce damage. The plant also releases natural chemicals through its roots that can suppress harmful nematodes in the soil, making it an eco-friendly choice for integrated pest management.
     
    Marigolds contribute to improving soil health as well. They help increase organic matter and enhance the availability of nutrients like phosphorus and nitrogen. When grown alongside other crops, marigolds can boost soil enzyme activity, which plays an important role in nutrient cycling.
     
    Additionally, marigold intercropping has been shown to support the growth of beneficial soil bacteria. These microbes play a role in promoting healthy plant development, making the soil more productive over time.
     
    Cultivation of marigolds is simple. They thrive in full sunlight and well-drained soil, and they can be grown either from seeds or transplants. In farming, marigolds are often planted on the field bunds as part of a pest management strategy. The flowers are ready for harvest about two and a half months after planting, once they reach their full bloom.

    This Sunday, the entire world celebrates International Museum Day. The world rightfully owes the appearance of this holiday to our country. In 1977, at the XI General Conference of the International Council of Museums, which was then held in Moscow and Leningrad, the director of the Pushkin State Museum of Fine Arts Irina Antonova proposed establishing International Museum Day, which began to be celebrated the following year. To date, about 37 thousand museums from 158 countries have joined the celebration.

    The first museum can be considered the Alexandria Museion, founded in the 3rd century BC in Egypt. It was a cultural, research and religious center, which also included one of the largest ancient libraries. The first Russian museum was the Kunstkamera, founded by Peter I in 1714. The largest museum in the world is the Russian Hermitage, the area of which is just under 101 thousand square meters. And the title of the most popular museum has been held by the French Louvre for many years. Before the pandemic, it was visited by over 10 million people a year, now the number of visitors is again approaching these figures.

    In 2025, the theme of the festival – “The Future of Museums in Rapidly Changing Communities” – is dedicated to social, technological and environmental changes in the modern world. Despite the fact that museums preserve the past, they are not ossified structures at all and quickly adapt high technologies to their needs, creating interactive exhibitions and sensory spaces, using virtual and augmented reality, equipping storage rooms with advanced temperature and humidity control systems.

    The State University also has its own museum dedicated to the history of management education in Russia. The first exhibition of 66 exhibits was opened in 2007, and now the museum contains more than 800 different items.

  • MIL-Evening Report: Why the wall of silence on the Gaza genocide is finally starting to crack

    As Israel unveils its final genocide push, and mass death from starvation looms in Gaza, Western media and politicians are tentatively starting to speak up

    ANALYSIS: By Jonathan Cook

    Who could have imagined 19 months ago that it would take more than a year and a half of Israel slaughtering and starving Gaza’s children for the first cracks to appear in what has been a rock-solid wall of support for Israel from Western establishments.

    Finally, something looks like it may be about to give.

    The British establishment’s financial daily, The Financial Times, was first to break ranks last week to condemn “the West’s shameful silence” in the face of Israel’s murderous assault on the tiny enclave.

    In an editorial — effectively the paper’s voice– the FT accused the United States and Europe of being increasingly “complicit” as Israel made Gaza “uninhabitable”, an allusion to genocide, and noted that the goal was to “drive Palestinians from their land”, an allusion to ethnic cleansing.

    Of course, both of these grave crimes by Israel have been evidently true not only since Hamas’ violent, single-day breakout from Gaza on 7 October 2023, but for decades.

    So parlous is the state of Western reporting, from a media no less complicit than the governments berated by the FT, that we need to seize on any small signs of progress.

    Next, The Economist chimed in, warning that Israeli Prime Minister Benjamin Netanyahu and his ministers were driven by a “dream of emptying Gaza and rebuilding Jewish settlements there”.

    ‘Deafening silence on Gaza’
    At the weekend, The Independent decided the “deafening silence on Gaza” had to end. It was “time for the world to wake up to what is happening and to demand an end to the suffering of the Palestinians trapped in the enclave”.

    Actually much of the world woke up many, many months ago. It has been the Western press corps and Western politicians slumbering through the past 19 months of genocide.

    Then on Monday, the supposedly liberal Guardian voiced in its own editorial a fear that Israel is committing “genocide”, though it only dared do so by framing the accusation as a question.

    It wrote of Israel: “Now it plans a Gaza without Palestinians. What is this, if not genocidal? When will the US and its allies act to stop the horror, if not now?”

    The paper could more properly have asked a different question: Why have Israel’s Western allies — as well as media like The Guardian and FT — waited 19 months to speak up against the horror?

    And, predictably bringing up the rear, was the BBC. On Wednesday, the BBC Radio’s PM programme chose to give top billing to testimony from Tom Fletcher, the United Nation’s humanitarian affairs chief, to the Security Council. Presenter Evan Davis said the BBC had decided to “do something a little unusual”.

    Unusual indeed. It played Fletcher’s speech in full — all 12 and a half minutes of it. That included Fletcher’s comment: “For those killed and those whose voices are silenced: what more evidence do you need now? Will you act — decisively — to prevent genocide and to ensure respect for international humanitarian law?”

    ‘Genocide’ from taboo to mainstream
    We had gone in less than a week from the word “genocide” being taboo in relation to Gaza to it becoming almost mainstream.

    Cracks are evident in the British Parliament too. Mark Pritchard, a Conservative MP and life-long Israel supporter, stood up from the back benches to admit he had been wrong about Israel, and condemned it “for what it is doing to the Palestinian people”.

    He was one of more than a dozen Tory MPs and peers in the House of Lords, all formerly staunch defenders of Israel, who urged British Prime Minister Keir Starmer to immediately recognise a Palestinian state.

    Their move followed an open letter published by 36 members of the Board of Deputies, a 300-member body that claims to represent British Jews, dissenting from its continuing support for the slaughter. The letter warned: “Israel’s soul is being ripped out.”

    Pritchard told fellow MPs it was time to “stand up for humanity, for us being on the right side of history, for having the moral courage to lead.”

    Sadly, there is no sign of that yet. Research published last week, based on Israeli tax authority data, showed Starmer’s government has been lying even about the highly limited restrictions on arms sales to Israel it claimed to have imposed last year.

    Despite an ostensible ban on shipments of weapons that could be used in Gaza, Britain has covertly exported more than 8500 separate munitions to Israel since the ban.

    More weapons details
    This week more details emerged. According to figures published by The National, the current government exported more weapons to Israel in the final three months of last year, after the ban came into effect, than the previous Conservative government did through the whole of 2020 to 2023.

    So shameful is the UK’s support for Israel in the midst of what the International Court of Justice — the World Court — has described as a “plausible genocide” that Starmer’s government needs to pretend it is doing something, even as it actually continues to arm that genocide.

    More than 40 MPs wrote to Foreign Secretary David Lammy last week calling for him to respond to allegations that he had misled the public and Parliament. “The public deserves to know the full scale of the UK’s complicity in crimes against humanity,” they wrote.

    There are growing rumblings elsewhere. This week French President Emmanuel Macron called Israel’s complete blockade on aid into Gaza “shameful and unacceptable”. He added: “My job is to do everything I can to make it stop.”

    “Everything” seemed to amount to nothing more than mooting possible economic sanctions.

    Still, the rhetorical shift was striking. Italy’s Prime Minister, Giorgia Meloni, similarly denounced the blockade, calling it “unjustifiable”. She added: “I have always recalled the urgency of finding a way to end the hostilities and respect international law and international humanitarian law.”

    “International law”? Where has that been for the past 19 months?

    Similar change of priorities
    There was a similar change of priorities across the Atlantic. Democratic Senator Chris van Hollen, for example, recently dared to call Israel’s actions in Gaza “ethnic cleansing”.

    CNN’s Christiane Amanpour, a bellwether of the Beltway consensus, gave Israel’s deputy Foreign Minister, Sharren Haskel, an unusually tough grilling. Amanpour all but accused her of lying about Israel starving children.

    Meanwhile, Josep Borrell, the recently departed head of European Union foreign policy, broke another taboo last week by directly accusing Israel of preparing a genocide in Gaza.

    “Seldom have I heard the leader of a state so clearly outline a plan that fits the legal definition of genocide,” he said, adding: “We’re facing the largest ethnic cleansing operation since the end of the Second World War.”

    Borrell, of course, has no influence over EU policy at this point.

    This is all painfully slow progress, but it does suggest that a tipping point may be near.

    If so, there are several reasons. One — the most evident in the mix — is US President Donald Trump.

    It was easier for The Guardian, the FT and old-school Tory MPs to watch the extermination of Gaza’s Palestinians in silence when it was kindly Uncle Joe Biden and the US military industrial complex behind it.

    Trump forgets ‘his bit’
    Unlike his predecessor, Trump too often forgets the bit where he is supposed to put a gloss on Israeli crimes, or distance the US from them, even as Washington ships the weapons to carry out those crimes.

    But also, there are plenty of indications that Trump — with his constant craving to be seen as the top dog — is increasingly annoyed at being publicly outfoxed by Netanyahu.

    This week, as Trump headed to the Middle East, his administration secured the release of Israeli soldier Edan Alexander, the last living US citizen in captivity in Gaza, by bypassing Israel and negotiating directly with Hamas.

    In his comments on the release, Trump insisted it was time to “put an end to this very brutal war” — a remark he had very obviously not coordinated with Netanyahu.

    Notably, Israel is not on Trump’s Middle East schedule.

    Right now seems a relatively safe moment to adopt a more critical stance towards Israel, as presumably the FT and Guardian appreciate.

    Then there is the fact that Israel’s genocide is reaching its endpoint. No food, water or medicines have entered Gaza for more than two months. Everyone is malnourished. It is unclear, given Israel’s destruction of Gaza’s health system, how many have already died from hunger.

    Skin-and-bones children
    But the pictures of skin-and-bones children emerging from Gaza are uncomfortably reminiscent of 80-year-old images of skeletal Jewish children imprisoned in Nazi camps.

    It is a reminder that Gaza — strictly blockaded by Israel for 16 years before Hamas’ 7 October 2023 breakout — has been transformed over the past 19 months from a concentration camp into a death camp.

    Parts of the media and political class know mass death in Gaza cannot be obscured for much longer, not even after Israel has barred foreign journalists from the enclave and murdered most of the Palestinian journalists trying to record the genocide.

    Cynical political and media actors are trying to get in their excuses before it is too late to show remorse.

    And finally there is the fact that Israel has declared its readiness to take hands-on responsibility for the extermination in Gaza by, in its words, “capturing” the tiny territory.

    The long-anticipated “day after” looks like it is about to arrive.

    For 20 years, Israel and Western capitals have conspired in the lie that Gaza’s occupation ended in 2005, when Israel’s then prime minister, Ariel Sharon, pulled out a few thousand Jewish settlers and withdrew Israeli soldiers to a highly fortified perimeter encaging the enclave.

    Always under Israeli occupation
    In a ruling last year, the World Court gave this claim short shrift, emphasising that Gaza, as well as the Palestinian territories of the West Bank and East Jerusalem, had never stopped being under Israeli occupation, and that the occupation must end immediately.

    The truth is that, even before the 2023 Hamas attacks, Israel had been besieging Gaza by land, sea and air for many, many years. Nothing — people or trade — went in or out without the Israeli military’s say-so.

    Israeli officials instituted a secret policy of putting the population there on a strict “diet” – a war crime then as now — one that ensured most of Gaza’s young became progressively more malnourished.

    Drones whined constantly overhead, as they do now, watching the population from the skies 24 hours a day and occasionally raining down death. Fishermen were shot and their boats sunk for trying to fish their own waters. Farmers’ crops were destroyed by herbicides sprayed from Israeli planes.

    And when the mood took it, Israel sent in fighter jets to bomb the enclave or sent soldiers in on military operations, killing hundreds of civilians at a time.

    When Palestinians in Gaza went out week after week to stage protests close to the perimeter fence of their concentration camp, Israeli snipers shot them, killing some 200 and crippling many thousands more.

    Yet, despite all this, Israel and Western capitals insisted on the story that Hamas “ruled” Gaza, and that it alone was responsible for what went on there.

    Fiction important to West
    “That fiction was very important to the Western powers. It allowed Israel to evade accountability for the crimes against humanity committed in Gaza over the past two decades – and it allowed the West to avoid complicity charges for arming the criminals.

    Instead, the political and media class perpetuated the myth that Israel was engaged in a “conflict” with Hamas — as well as intermittent “wars” in Gaza — even as Israel’s own military termed its operations to destroy whole neighbourhoods and kill their residents “mowing the lawn”.

    Israel, of course, viewed Gaza as its lawn to mow. And that is precisely because it never stopped occupying the enclave.

    Even today Western media outlets collude in the fiction that Gaza is free from Israeli occupation by casting the slaughter there — and the starvation of the population — as a “war”.

    But the “day after” — signalled by Israel’s promised “capture” and “reoccupation” of Gaza — brings a conundrum for Israel and its Western sponsors.

    Until now Israel’s every atrocity has been justified by Hamas’ violent breakout on 7 October 2023.

    Israel and its supporters have insisted that Hamas must return the Israelis it took captive before there can be some undefined “peace”. At the same time, Israel has also maintained that Gaza must be destroyed at all costs to root out Hamas and eliminate it.

    Goals never looked consistent
    These two goals never looked consistent — not least because the more Palestinian civilians Israel killed “rooting out” Hamas, the more young men Hamas recruited seeking vengeance.

    The constant stream of genocidal rhetoric from Israeli leaders made clear that they believed there were no civilians in Gaza — not “uninvolved” –– and that the enclave should be levelled and the population treated like “human animals”, punished with “no food, water or fuel”.

    Finance Minister Bezalel Smotrich reiterated that approach last week, vowing that “Gaza will be entirely destroyed” and that its people would be ethnically cleansed — or, as he put it, forced to “leave in great numbers to third countries”.

    Israeli officials have echoed him, threatening to “flatten” Gaza if the hostages are not released. But in truth, the captives held by Hamas are just a convenient pretext.

    Smotrich was more honest in observing that the hostages’ release was “not the most important thing”. His view is apparently shared by the Israeli military, which has reportedly put that aim last in a list of six “war” objectives.

    More important to the military are “operational control” of Gaza, “demilitarization of the territory” and “concentration and movement of the population”.

    With Israel about to be indisputably, visibly in direct charge of Gaza again — with the cover stories stripped away of a “war”, of the need to eliminate of Hamas, of civilian casualties as “collateral damage” — Israel’s responsibility for the genocide will be incontestable too, as will the West’s active collusion.

    Mossad agents’ letter
    That was why more than 250 former officials with Mossad, Israel’s spy agency — including three of its former heads — signed a letter this week decrying Israel’s breaking of the ceasefire in early March and its return to “war”.

    The letter called Israel’s official objectives “unattainable”.

    Similarly, the Israeli media reports large numbers of Israel’s military reservists are no longer showing up when called for a return to duty in Gaza.

    Israel’s western patrons must now grapple with Israel’s “plan” for the ruined territory. Its outline has been coming more sharply into focus in recent days.

    In January Israel formally outlawed the United Nations refugee agency Unrwa that feeds and cares for the large proportion of the Palestinian population driven off their historic lands by Israel in earlier phases of its decades-long colonisation of historic Palestine.

    Gaza is packed with such refugees – the outcome of Israel’s biggest ethnic cleansing programme in 1948, at its creation as a “Jewish state”.

    Removing Unrwa had been a long-held ambition, a move by Israel designed to help rid it of the yoke of aid agencies that have been caring for Palestinians – and thereby helping them to resist Israel’s efforts at ethnic cleansing – as well as monitoring Israel’s adherence, or rather lack of it, to international law.

    Private contractor scheme
    For the ethnic cleansing and genocide programmes in Gaza to be completed, Israel has needed to produce an alternative system to Unrwa’s.

    Last week, it approved a scheme in which it intends to use private contractors, not the UN, to deliver small quantities of food and water to Palestinians. Israel will allow in 60 trucks a day — barely a tenth of the absolute minimum required, according to the UN.

    There are several catches. To stand any hope of qualifying for this very limited aid, Palestinians will need to collect it from military distribution points located in a small area at the southern tip of the Gaza strip.

    In other words, some two million Palestinians will have to crowd into a location that has no chance of accommodating them all, and even then will have only a tenth of the aid they need.

    They will have to relocate too without any guarantee from Israel that it won’t continue bombing the “humanitarian zones” they have been herded into.

    These military distribution zones just so happen to be right next to Gaza’s sole, short border with Egypt — exactly where Israel has been seeking to drive the Palestinians over the past 19 months in the hope of forcing Egypt to open the border so the people of Gaza can be ethnically cleansed into Sinai.

    Under Israel’s scheme, Palestinians will be screened in these military hubs using biometric data before they stand any hope of receiving minimum calorie-controlled handouts of food.

    Once inside the hubs, they can be arrested and shipped off to one of Israel’s torture camps.

    Torture and abuse rife
    Just last week Israel’s Haaretz newspaper published testimony from an Israeli soldier turned whistleblower — confirming accounts from doctors and other guards — that torture and abuse are rife against Palestinians, including civilians, at Sde Teiman, the most notorious of the camps.

    Last Friday, shortly after Israel announced its “aid” plan, it fired a missile into an Unrwa centre in Jabaliya camp, destroying its food distribution centre and warehouse.

    Then on Saturday, Israel bombed tents used for preparing food in Khan Younis and Gaza City. It has been targeting charity kitchens and bakeries to close them down, in an echo of its campaign of destruction against Gaza’s hospitals and health system.

    In recent days, a third of UN-supported community kitchens — the population’s last life line — have closed because their stores of food are depleted, as is their access to fuel.

    According to the UN agency OCHA, that number is rising “by the day”, leading to “widespread” hunger.

    Facing ‘catastrophic hunger’
    The UN reported this week that nearly half a million people in Gaza — a fifth of the population — faced “catastrophic hunger”.

    Predictably, Israel and its ghoulish apologists are making light of this sea of immense suffering. Jonathan Turner, chief executive of UK Lawyers for Israel, argued that critics were unfairly condemning Israel for starving Gaza’s population, and ignoring the health benefits of reducing “obesity” among Palestinians.

    In a joint statement last week, 15 UN agencies and more than 200 charities and humanitarian groups denounced Israel’s “aid” plan. The UN children’s fund Unicef warned that Israel was forcing Palestinians to choose between “displacement and death”.

    But worse, Israel is setting up its stall once again to turn reality on its head.

    Those Palestinians who refuse to cooperate with its “aid” plan will be blamed for their own starvation. And international agencies who refuse to go along with Israeli criminality will be smeared both as “antisemitic” and as responsible for the mounting toll of starvation on Gaza’s population.

    There is a way to stop these crimes degenerating further. But it will require Western politicians and journalists to find far more courage than they have dared muster so far. It will need more than rhetorical flourishes. It will need more than public handwringing.

    Are they capable of more? Don’t hold your breath.

  • MIL-OSI Security: Second arrest in connection with arson attacks

    A second man has been arrested in connection with a series of arson attacks in north London.

    The 26-year-old was arrested around 13:45hrs on Saturday, 17 May at London Luton Airport on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest was made by counter terrorism officers from the Eastern Region Special Operations Unit. The man has been taken into police custody in London.

    The arrest relates to three incidents – a vehicle fire in NW5 on 8 May, a fire at the entrance of a property in N7 on 11 May and a fire at a residential address in NW5 in the early hours of 12 May.

    All have previous connections with a high-profile public figure, and therefore officers from the Met’s Counter Terrorism Command have led the investigation into the fires.

    Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May.

    The ground is moving under our feet in this region. 
     
    But the tectonic shifts are not a force of nature. 
     
    The problems of violence and volatility are the results of concrete choices of people. 
     
    And the solutions are also in the hands of decisionmakers.
     
    Solutions that, above all, are focused on making the most of the tremendous potential and opportunity throughout this region.
     
    We know the people of the Arab world demand and deserve a better future. 
     
    The people of Lebanon – where the ceasefire and territorial integrity must be respected and all commitments implemented. 
     
    The people of Syria – who need to see a path towards a political transition that is inclusive of all segments of the population – and a future of accountability, national healing, and further integration into the international community and economy with the lifting of sanctions.     
     
    The people of Yemen – who have been suffering from years of war and devastation and yearn for a peaceful future.
     
    And people in every corner of the Arab world who seek the same as those anywhere — a future of justice, dignity, human rights, security peace and hope.
     
    One issue is at the heart of the region’s unrealized hope:  the unresolved question of Palestine.
     
    A two-State solution — Israel and Palestine living side by side in peace and security, with Jerusalem as the capital of both States – is not just a vision.
     
    It is a necessity.
     
    That goal has never been more imperative – but unfortunately also never more distant. 
     
    A two-State future is disappearing before our eyes and we need to reverse this trend. 
     
    In Gaza, the situation for Palestinians is beyond description … beyond atrocious … and beyond inhumane.
     
    A policy of siege and starvation makes a mockery of international law.
     
    The blockade against humanitarian aid must end immediately.
     
    I say once again:  Nothing justifies the atrocious October 7 terror attacks by Hamas.
     
    But nothing justifies the collective punishment of the Palestinian people.
     
    We need a permanent ceasefire — the unconditional release of all hostages –the free flow of humanitarian aid – and irreversible action towards a two-State solution.
     
    The high-level conference in June, co-chaired by France and the Kingdom of Saudi Arabia, is an important opportunity we cannot lose. 
     
    This is a moment for moral clarity and concrete action.
     
    The choices ahead will shape the region for years to come. 
     
    We can and must rise to this moment with courage, unity, and vision.
    I am convinced that the Arab world has the strength, the wisdom, and the opportunity to lead the way toward peace, dignity, and a future worthy of all its people.

             على أن قضية واحدة تكمن في صلب أمل لم يتحقق في المنطقة – قضية فلسطين التي لم تجد طريقها إلى الحل بعد.

             إن تحقيق حل الدولتين – إسرائيل وفلسطين – تعيشان جنباً إلى جنب في سلام وأمن وتتخذان القدس عاصمة لهما بكلتيهما، ليس مجرد هدف نصبو إليه.

             وإنما هو ضرورة لا مفر منها.

             ولم يسبق أبدا أن كان بلوغ هذا الهدف أشد إلحاحا ولكن للأسف لم يكن أيضا أكثر بعدا.

             لقد صار مستقبل الدولتين يتلاشى أمام أعيننا ونحتاج إلى عكس هذا المسار.

             ففي غزة، لم تعد الكلمات كافية لوصف هول الوضع الذي يقاسيه الفلسطينيون هناك إذ تجاوزت الأحداث التي يتعرضون لها كل الحدود بشاعة وقسوة.

             إن فرض سياسة الحصار والتجويع هو استخفاف بالقانون الدولي.

             ولذلك، فمن الواجب أن يُرفع الحصار عن دخول المساعدات الإنسانية فورا.

             وأكرر هنا قولي ألا شيء يبرر الهجمات الإرهابية الفظيعة التي نفذتها حماس في 7 تشرين الأول/أكتوبر.

             لكن لا شيء يبرر العقاب الجماعي الذي يُمارَسُ على الشعب الفلسطيني.

             إننا بحاجة إلى وقف دائم لإطلاق النار – والإفراج غير المشروط عن جميع الرهائن – وحرية تدفق المساعدات الإنسانية – والعمل الذي لا رجعة فيه صوب تحقيق حل الدولتين.

    As salaam alaikum.

    Your Excellency President Rashid, thank you for your invitation and your hospitality.

    Your Highnesses, your Excellencies,

    Secretary-General Aboul Gheit,

    Ladies and Gentlemen

    I am honoured to be with you to further strengthen our partnership with the League of Arab States.

    The region and the world face trials and tests on all fronts.

    Starting with Gaza.

    Nothing justifies the atrocious October 7 terror attacks by Hamas.

    And nothing justifies the collective punishment of the Palestinian people.

    We need a permanent ceasefire, now.

    The unconditional release of all hostages, now.

    And the free flow of humanitarian aid ending the blockade, now.

    I am alarmed by reported plans by Israel to expand ground operations and more.

    And I emphasize that the United Nations will not participate in any so-called aid operation that does not adhere to international law and the humanitarian principles of humanity, impartiality, independence and neutrality.

    And I reiterate my appeal for the urgent and full support of UNRWA’s work, including financial support.

    We reject the repeated displacement of the Gaza population – and we obviously reject any question of forced displacement outside of Gaza.

    We must also stay focused on the terrible situation in the occupied West Bank.

    Let’s be clear:   
     
    Annexation is illegal.  Settlements are illegal. 

    Only a two-State solution can deliver sustainable peace:

    Israel and Palestine living side-by-side in peace and security, with Jerusalem as the capital of both states, in line with UN resolutions, international law, and previous agreements.

    The high-level conference in June, co-chaired by France and the Kingdom of Saudi Arabia, is an important opportunity. 

    The world, the region – and, most of all, the people of Palestine and Israel — cannot afford to watch the two-State solution disappear before our eyes.

    That goal has never been more imperative – but unfortunately it also looks more distant. 

    The international community has an enormous responsibility in this decisive moment.

    In Lebanon, Security Council resolution 1701 is unequivocal:
    sovereignty and territorial integrity of Lebanon must be respected, and the Government of Lebanon must have control over all Lebanese territory.

    And I welcome the stated commitment by Lebanese officials to ensure a state monopoly over weapons.

    I also encourage continued progress on reforms – as well as efforts to deploy the Lebanese Armed Forces to southern Lebanon, with the support of UNIFIL.

    In Syria, sovereignty, independence, unity and territorial integrity are critical.

    And we must firmly support an inclusive, Syrian-led and Syrian-owned political process, based on the key principles of Security Council resolution 2254 – a process that safeguards the rights and participation of all Syrians regardless of ethnicity and religion, and ensures their protection.

    This is the pathway to a peaceful, independent and democratic future, and an economic revival as sanctions are removed.

    Excellencies, Highnesses

    In Yemen, Houthi attacks in the Red Sea have significantly damaged the regional and global economies.

    I welcome the announcement made by the Sultanate of Oman on 6 May that the United States and the Houthis would cease hostilities.

    The trajectory of violence must cease – as we work for a negotiated Yemeni-led political settlement.

    UN staff and others that were arbitrarily arrested must be released.

    In Sudan, renewed and coordinated multilateral engagement is crucial to help stem appalling violence, famine, and mass displacement.

    And I am very grateful to the Arab League and to the AU for the excellent coordination meeting that we managed to have yesterday.

    I commend the efforts of the League of Arab States to strengthen multilateral coordination.

    In Somalia, unity and inclusive dialogue are imperative.

    The assistance of Somalia’s partners will be essential in the fight against Al Shabaab and strengthening peace and security in the country.

    That is why I put forward a recommendation to the Security Council to enable predictable and sustainable financing for the African Union Support and Stabilization Mission in Somalia. 

    In Libya, we are actively engaging with national and international actors to end the confrontation between armed groups, to preserve the independence of key oversight institutions, to address the obstacles preventing national elections, and set the course for long-term stability and prosperity — in line with the Libyan people’s needs and aspirations.

    And once again, the League of Arab States is a vital partner in these efforts.

    Finally, here in Baghdad, I want to recognize and commend the progress Iraq has made since the restoration of sovereignty in 2004 — strengthening institutions, resolving outstanding disputes through dialogue, providing humanitarian assistance and fostering sustainable development and human rights.

    And I sincerely hope that all pending issues will find a just solution by dialogue. 
    The United Nations Assistance Mission in Iraq has accompanied the country on this path and we are working to ensure the successful delivery of its residual mandate and an orderly drawdown by 31 December 2025.

    We are committed to continue supporting the Government and people of Iraq towards a peaceful, democratic and prosperous future.

    Despite the enormous challenges, let us draw lessons and hope from here in Baghdad.

    وفي الصومال، لا مناص عن الوحدة والحوار الشامل للجميع.
    وستكون المساعدة المقدّمة من شركاء الصومال حيويةً في محاربة حركة الشباب وتعزيز السلام والأمن في البلد.
    ولهذا السبب تقدّمتُ بتوصية إلى مجلس الأمن لإتاحة تمويل مستدام يمكن التنبؤ به لبعثة الاتحاد الأفريقي للدعم وتحقيق الاستقرار في الصومال.
    وفي ليبيا، نعمل بنشاط مع الجهات الفاعلة الوطنية والدولية لوضع حد للمواجهات بين المجموعات المسلحة، والحفاظ على استقلالية مؤسسات الرقابة الرئيسية، وتذليل العقبات التي تحول دون إجراء انتخابات وطنية، وتحديد المسار المؤدي إلى الاستقرار والازدهار على المدى الطويل – بما يلبي احتياجات الشعب الليبي وتطلعاته.
    ومرة أخرى، تشكّل جامعة الدول العربية شريكاً حيوياً في هذه الجهود.
    وأخيراً، أود هنا في بغداد أن أنوه وأشيد بالتقدم الذي أحرزه العراق منذ استعادته السيادة في عام 2004 – على صعيد تقوية المؤسسات، وحلّ المنازعات غير المحسومة عن طريق الحوار، وتقديم المساعدات الإنسانية، وتعزيز التنمية المستدامة وحقوق الإنسان.

  • MIL-OSI Asia-Pac: Winnie Ho to visit Paris

    Secretary for Housing Winnie Ho will depart for a visit to Paris, France, tomorrow.
     
    The trip, as part of the Housing · I&T initiative, aims to strengthen co-operation and exchanges between Hong Kong and France in areas such as innovative construction technologies, synergistic public housing developments, green buildings, smart public housing management and well-being design.
     
    During her time in Paris, Ms Ho will visit local social housing projects, eco-districts, smart construction technology centres and sustainable urban developments.
     
    She will also meet government officials, industry representatives and several organisations to share Hong Kong’s experiences and efforts in enhancing the quantity, speed, efficiency and quality of public housing construction by adopting innovative construction technologies and artificial intelligence.
     
    Ms Ho will return to Hong Kong on May 23. During her absence, Under Secretary for Housing Victor Tai will be Acting Secretary.

  • MIL-OSI Global: How existential philosophy can help you to cope with anguish

    “Am I with the right person?” Most of us have probably asked ourselves this question at least once in our life. I certainly have.

    To help you out, your friends might ask: “Well, do you love them?” Then you go home and the conversation goes around in your head. “Yes, I love them!” you tell yourself. But how can you be sure? Are you ready to spend your whole life with just one partner?

    The stomach flip you may have just had when reading the words “your whole life” is the emotion known as anguish – the overwhelming fear you feel when confronted with a big choice. I have felt anguish myself in this situation – and the philosophy of existentialism really helped me to make sense of it.

    But let’s start from the beginning: why do we feel anguish? It arises from uncertainty – in our example, from the choice between staying with the person you’re with for a lifetime, or breaking up.

    Anguish is the result of a conflict between two values that we equally cherish: in this case, love and freedom. It is painful because we want both options but can only have one, as they pull us in opposite directions.

    The Danish philosopher Søren Kierkegaard (1813-1855) argued that anguish arises because we are free. And, contrary to what most of us think, we don’t like freedom. Or at least, we like a decent degree of it, but certainly not as much of it as we actually have.

    What we like more than freedom is certainty. Suppose I happen to possess a formula that will tell you with absolute certainty what is the best course of action for every decision you have to make in your life. You would feel no more anguish, and would have no doubt that the decision you made is the best one.

    Would you want this formula? If the answer is yes, you have just admitted that certainty matters more to you than freedom.

    People who conceive of themselves as being independent might think they want freedom more, and refuse my formula. They may even claim that they don’t mind feeling anguish. But chances are they’re yet to be faced with the biggest decisions a human being can encounter.

    These people haven’t experienced freedom to the extent that it induces real anguish. After all, anguish is a clear sign of discomfort (which can even be felt physically) – and if we didn’t want certainty, we wouldn’t feel it in the first place.

    Can anguish be overcome?

    The French philosopher Jean-Paul Sartre (1905-1980) said that anguish can’t be overcome. But there’s reason to disagree.

    First, you need to understand that anguish is an intrinsic feature of life. Accept this, and you will be a little less scared by it.

    What you also have to accept is that no one has the formula I described earlier. This may seem trivial, but when a big decision looms over us, sure enough we long for certainty and this formula. There is usually no objective “ideal” course of action, though.

    Of course, we may have the illusion that we made the “right” or “wrong” choice in a certain situation. But that is narrative fallacy – meaning that in reality, we simply don’t know what would have happened had we made another decision.

    Then comes the hard part. It takes courage to choose what you think is right for you. You should take comfort, though, in the fact that no one usually knows what’s most right for you better than yourself.

    Insightful suggestions from good friends or families just uncover information that was already within you. No one sincerely accepts other people’s values if they weren’t theirs in some way already.

    Study yourself, establish what beliefs you cherish over others, and start from there. If your choices are the consequences of your deepest beliefs, they are less likely to feel wrong or uncertain. Release the demand for certainty, and you’ll have neutralised anguish.

  • MIL-OSI United Nations: Experts of the Committee on the Rights of the Child Praise Iraq’s Child Rights Strategy, Raise Issues Concerning Child Marriage and Corporal Punishment

    The Committee on the Rights of the Child today concluded its consideration of the fifth and sixth combined periodic reports of Iraq under the Convention on the Rights of the Child, with Committee Experts praising the State’s national child rights strategy and raising questions about child marriage and corporal punishment.

    Benoit Van Keirsbilck, Committee Expert and Taskforce Coordinator for Iraq, said that Iraq had devoted efforts to improving its situation after periods of violence.  The Committee had seen several improvements in terms of the rights of the child, including the State’s commendable strategy on children’s rights.

    Several Experts expressed concern regarding the amendment in 2025 to the civil status law, which reportedly allowed for children to marry from the age of nine.  They asked whether appeals had been made to nullify the amendment.  Mr. Van Keirsbilck said 28 per cent of Iraqi girls were married before the age of 18 and seven per cent before the age of 15. What measures were in place to prevent child marriage?

    Mr. Van Keirsbilck also said the Penal Code allowed parents and educators to use corporal punishment in family and educational settings.  Some 81 per cent of children had reportedly been subjected to some form of corporal punishment.  How was the State party addressing this?

    In an opening statement, Abdulkarim Hashem Mustafa, Permanent Representative of Iraq to the United Nations Office at Geneva, said the Government placed the rights of the child at the heart of its national priorities, and had adopted the national strategy for child protection, which aimed to create a safe and inclusive environment that ensured the well-being and development of children.

    Khalid Salam Saeed, Minster of Justice of Iraq and head of the delegation, in his opening statement, said Iraq had exerted efforts to comply with the Convention and the Committee’s recommendations, despite the major challenges it had faced due to aggression from the terrorist group Daesh.  As a result of its efforts for children, Iraq had been removed from the United Nations Secretary-General’s list of countries that violated children’s rights.

    On child marriage, the delegation said Iraq considered cultural circumstances when setting the minimum age of marriage.  The amendment to the civil status law had been assessed by Parliament and workshops with civil society.  Marriage from nine years of age was not permitted by the law, which permitted marriages from 18 years, or from 15 years when the children involved petitioned courts directly.  Persons who facilitated marriages outside the legal framework were liable for punishment.

    Regarding corporal punishment, the delegation said the Higher Supreme Court had ruled that the Criminal Code did not allow the use of violence against children or students in any context.  There were many cases in which parents and teachers who treated children violently had been punished.

    In closing remarks, Mr. Van Keirsbilck said the dialogue had revealed areas in which Iraq had made important progress since 2015, as well as issues that needed to be addressed.  The future law on child protection seemed extremely promising; the Committee hoped that it would be adopted soon and fully implemented, he said.

    In his concluding remarks, Mr. Saeed said Iraq had presented its progress in implementing the Convention and the recommendations of the Committee. The State party looked forward to receiving the Committee’s recommendations, which would help to consolidate children’s rights in the country.  Iraq was determined to promote human rights based on the principles of equality and social justice.

    Sopio Kiladze, Committee Chair, said in concluding remarks that the Committee and the State party shared a common goal of improving the situation of children in Iraq.  The Committee congratulated the State party on the progress it had made and looked forward to hearing about the future progress that the State would make for children in the next dialogue.

    The delegation of Iraq consisted of representatives from the Prime Minister’s Office; General Secretariat of the Iraqi Cabinet; Ministry of Foreign Affairs; Ministry of Labour and Social Affairs; Ministry of Justice; Scientific Supervision and Evaluation Agency; Directorate-General for Curricula; Directorate-General of Planning and Follow-Up; Human Rights Directorate; Kurdistan Regional Government; and the Permanent Mission of Iraq to the United Nations Office at Geneva.

    Presentation of Report

    ABDULKARIM HASHEM MUSTAFA, Permanent Representative of Iraq to the United Nations Office at Geneva, said Iraq reaffirmed its commitment to respect and implement its international obligations under the Convention and to include its provisions in national policies, despite the complex challenges that the country had faced during the past decades. The Government placed the rights of the child at the heart of its national priorities, and had adopted the national strategy for child protection, which aimed to create a safe and inclusive environment that ensured the well-being and development of children. The State party had strengthened the national legislative framework by amending several relevant laws to ensure their compatibility with international standards, including the draft child protection law currently before the Parliament.  Iraq affirmed that the protection of children’s rights was both a national responsibility and a humanitarian and moral obligation.

    KHALID SALAM SAEED, Minster of Justice of Iraq and head of the delegation, said Iraq had exerted efforts to comply with the Convention and the Committee’s recommendations. Iraq faced major challenges due to aggression from the terrorist group Daesh, which had led to violations of the rights of the child.  Iraq had undertaken efforts to prevent the spread of terrorism and violence in the country, provide reparation to victims, support the transfer of displaced persons, and prosecute terrorist crimes.  The State party had transferred or rehabilitated more than 17,000 victims of the violence.

    Seeking to bring its legislation in line with international standards, the State party had implemented several laws, including the legal aid act, the amendment to the act on people with disabilities, the health coverage act, the social services act, the act on the integration of minors, and a draft law against domestic violence.

    Several policies and strategies had also been developed, including the technical development strategy.  The State party had developed policies on the protection of families, and had continued work to investigate human trafficking.  It had set up a hotline for reporting gender-based violence and had also established women’s and girls’ welfare units to combat violence against women and girls. The State party had developed strategies to improve the security environment, reduce poverty and support families, which included measures to increase the number of persons receiving social protection assistance, establish family protection units, and expand the provision of vaccinations.

    The Iraqi Government was promoting access to education for all by implementing the act on compulsory education and providing school supplies and scholarships to children in need.  The Government had completed the construction and renovation of 6,500 schools, and construction was continuing.  Iraq aimed to increase the resources and capacities of educational institutions to improve the quality of education they provided.

    The State party had also developed a strategy for the rehabilitation of minors, establishing juvenile rehabilitation units.  The Constitution had been amended and laws established to criminalise prostitution, trafficking in illegal substances, and the sale of children.  Iraqi laws prohibited the conscription of young people under the age of 18, and many policies had been implemented to prevent the involvement of children in terrorist activities.  The State party had also set up a body to monitor the recommendations of international bodies.  As a result of these efforts, Iraq had been removed from the United Nations Secretary-General’s list of countries that violated children’s rights.

    DINDAR ZEBARI, Coordinator of International Recommendations, Kurdistan Regional Government, said Kurdistan had developed a regional development plan for 2021–2025, which included 11 recommendations on children’s rights, of which nine had been implemented.  In 2023, the Kurdistan Council of Ministers approved a policy aimed at protecting children. Kurdistan had raised the age of criminal responsibility to 11 years, banned the death penalty for children, converted detention sentences to rehabilitation programmes, and reactivated juvenile courts. 

    In the fight against human trafficking, a national campaign was launched that had led to the arrest of 79 people and the sentencing of 12 traffickers.  Kurdistan hosted 865,000 internally displaced persons and refugees, and the Government provided this population with shelter, education, and health care. 

    Measures implemented by the Government had led to a 42 per cent reduction in under-five mortality; the rate was now far lower than the global average.  The Government provided social welfare services to approximately 130 children annually, and new care homes for girls had been opened.  Some 550 children from government nurseries and 53 from the surrogacy system had been placed in foster families.  Procedures for issuing parental certificates to children of unknown origin were carried out in accordance with the civil status law, in a manner that respected their privacy and preserved their dignity.

    Questions by Committee Experts 

    BENOIT VAN KEIRSBILCK, Committee Expert and Taskforce Coordinator for Iraq, said that Iraq had devoted a range of efforts to improving its situation after periods of violence.  The Committee had seen several improvements in terms of the rights of the child, including the State’s commendable strategy on children’s rights.  However, challenges remained, and the Committee would address these.

    Iraq maintained its reservation to article 14 of the Convention.  Why did it oppose children having the right to protest?  Was the Convention used by courts and the Parliament?  When would the planned child protection law be adopted? Would this law address all forms of violence against children?  How did legislation on refugees that would soon be adopted address refugee children’s rights?

    Who was responsible for coordinating and implementing the State’s strategy for children?  What budget was set aside for the strategy and how would its implementation be assessed?  How would the State party implement the proposed child protection information management system?  Did it calculate the percentage of the budget dedicated to children’s policies, and was it working on addressing issues with tax collection to increase funds for children’s policies?  How did the State party ensure that the data it collected on children was accurate?

    Did the State party plan to ratify the Optional Protocol on the individual complaints procedure?  Did children whose rights were violated have access to reparations?  How could they lodge complaints?  There were reports that police had refused to register some children’s complaints.

    The Committee welcomed that Iraq’s National Human Rights Commission had “A” status under the Paris Principles. There had been a legal complaint against the former Commissioner of the National Human Rights Commission.  What progress had been made in investigating this case?  Were there plans to set up an ombudsperson for children?  How had cuts in international funding affected programmes promoting children’s rights in Iraq?

    Sexual exploitation of children remained a major concern.  What measures were in place to support child victims?  The Penal Code allowed parents and educators to use corporal punishment in family and educational settings.  Some 81 per cent of children had reportedly been subjected to some form of corporal punishment.  How was the State party addressing this?

    Iraqi law still allowed children to marry from age 15, and there had been a draft law that sought to lower the age of marriage for girls to nine.  What was the status of this law?  What measures were in place to prevent child marriage?  Sexual slavery was still practiced in some parts of the country.  How did the State party support child victims of sexual slavery?  How many children who were affected by the activities of Daesh had the State party rehabilitated?

    MARIANA IANACHEVICI, Committee Expert and Taskforce Member, welcomed the State party’s efforts to incorporate the principles of the Convention in its legal and policy frameworks, and to prevent discrimination.  The State party taught minority languages in schools and had implemented measures to prevent discrimination against children with disabilities in schools.  Were there plans to develop exclusive anti-discrimination legislation that addressed discrimination against children?  How would the State promote access to social services for girls in remote communities? How was the principle of the best interests of the child reflected in national legislation?  What mechanisms were in place to ensure that children’s views were considered when assessing what was in their best interests?

    What measures were in place to ensure that no children were sentenced to the death penalty?  How was the civil registration system being strengthened to ensure that all children, including children born in areas formerly controlled by Daesh, were registered?  What measures were in place to prevent infanticide?

    How was the State party ensuring that the views of children were considered in laws, policies and practices?  How was the State party promoting the meaningful participation of children from disadvantaged groups in the development of policies and laws?

    The Expert welcomed efforts to support children returning from northern Syria.  What was the rationale behind 2025 amendments to the personal status law?  There were concerns that these amendments could undermine existing safeguards for women and children.  How did the State party ensure that this legislation was in line with the Convention, and that women-led households would continue to receive adequate social support?  What efforts were being made to harmonise religious court rulings with international standards? 

    What efforts were being made to expand family-based care for children whose parents could no longer care for them, and to make foster care a viable alternative for families? Did the State party pursue systematic family reunification when appropriate?

    RINCHEN CHOPHEL, Committee Expert and Taskforce Member, welcomed legislation from 2006 that allowed women to pass on their nationality to their children.  Did children born to unmarried parents receive birth certificates?  What measures were in place to regulate the registration of children born in armed conflict situations?  The Expert expressed concern about reports that the children of parents who were not of Muslim faith, particularly persons of the Baha’i faith, were not registered.  What measures were in place to prevent this?  What measures had been adopted to protect children from online risks? What was the status of the draft cybercrime law?

    BENYAM DAWIT MEZMUR, Committee Expert and Taskforce Member, said that there had been significant progress for children in Iraq over the last 10 years.  What awareness raising campaigns were being carried out to address negative societal attitudes related to children with disabilities?  What had been the impact of legislative revisions related to persons with disabilities?  How had the State party mainstreamed disability rights?  What progress had been made in developing a central database on children with disabilities?  The Committee welcomed the “disability stipend” for children with disabilities who attended schools.  Were there plans to extend this to children with disabilities who did not attend school? Assessments of children with disabilities tended to focus on medical impairments; were there plans to change this approach?  The Kurdistan Government had introduced a universal stipend for children, but its reach appeared to be limited.  What efforts had been made to extend it?

    Responses by the Delegation

    The delegation said most of the Iraqi population was Muslim, but the Government respected religious plurality and had implemented mechanisms to protect religious diversity.  Iraq had expressed reservations related to article 14 of the Convention as its law was based on the Islamic Sharia, but the State party’s laws promoted the freedom of religion.  There was one case related to the rights of a 15-year-old girl in which the court had referenced the Convention.

    The State party paid salaries to carers of children with disabilities; recently, this salary had been increased. Assistive devices were provided to children with disabilities, who were integrated into public schools.  Mobile teams aided children with disabilities in their homes and smart identification cards facilitated access to social services for children with disabilities.  The State party also provided primary care to children with disabilities in conflict settings.

    The Government had adopted several measures promoting the participation of children in decision-making processes, establishing children’s parliaments in more than 420 schools. Non-governmental organizations promoted the participation of children in decision-making, providing them with training on advocacy.

    Around 30 shelters had been established that provided services to vulnerable children, including orphans and victims of domestic violence.  The shelters provided food and access to education and technical training.  Health examinations were provided for children in these shelters every three months.

    The Constitution included articles that prohibited discrimination and guaranteed protection for women and children. Several laws had been adopted to protect minorities, including a law on reparations for Yezidi refugees who had suffered human rights violations during armed conflict.

    The State party sought to adopt a draft law on anti-discrimination that was currently before Parliament.  The law would prevent discrimination based on religion and other factors.  There were several schools that taught Christian values.  A centre had been established that taught the minority Assyrian language, and several public schools also taught the language.

    The Ministry of Interior accepted complaints from children through a dedicated hotline, which complied with international standards; the children’s support unit; and through hospitals and schools.  A range of legal measures had been adopted to combat sexual exploitation.  State legislation stipulated punishments for violations of children’s rights online.

    Children were guaranteed the right to an identity by the law on identity and other legislative measures.  The State party had sought to identify children with unknown parents born in the Daesh era and provide them with identity documents; 120,000 persons in this situation had been registered to date.

    The State party considered cultural circumstances when setting the minimum age of marriage.  It was re-evaluating the law on child marriage. Marriage could be approved from age 15 if it was in the child’s interests.  There was currently no draft law defining the best interests of the child, but some texts recognised the principle, such as the personal status law, which called for an assessment of the best interests of the child in foster arrangements.

    The State party was proud of its achievements in rehabilitating child refugees.  A centre had been established in 2021 that hosted 17,000 individuals. Currently, 7,000 children resided in the centre, who benefited from cultural activities, education and social rehabilitation services.  More than 6,000 children had been supported to return to their homes.  Most refugees who came from Syrian camps were women and children.  They were provided with various support services, and more than 6,000 of these persons had been supported to return to their homes.

    More than nine trillion dinars had been allocated to the health sector, more than 70 per cent of which benefitted women and children.  Hospital workers had been trained on dealing with victims of violence against women and children, and medical units providing care to victims had been established. In refugee camps, more than 30,000 vaccinations had been provided to children.  There were governorate programmes on sexual and reproductive health and nutrition that benefitted youth.  A draft law on mental health had been developed and programmes were in place to provide psychosocial care for students in schools and universities.

    Training sessions had been organised on the Convention, international humanitarian law, and the rights of children in armed conflict, for members of the armed forces.  The Government had contributed to demining more than 18 million cluster munitions in former conflict zones.

    The Constitutional Court had ruled that article 41 of the Criminal Code did not allow the use of violence against children or students in any context; it aimed only at imposing discipline and rehabilitation.  There were many cases in which parents and teachers who treated children violently had been punished.

    Child benefits were allocated to more than 3.5 million children, while around 3,000 orphaned children also received benefits, and more than two million children received scholarships. Around 154,000 children received disability benefits.  Some 12 trillion dinars were invested in children’s education in 2024.  Children with disabilities were integrated into mainstream education.

    Questions by Committee Experts

    BENYAM DAWIT MEZMUR, Committee Expert and Taskforce Member, said that Iraq relied on external support for health sector financing.  What measures were in place to reduce reliance on external support?  The Committee commended the State party’s efforts in immunisation, but there were low immunisation rates in conflict areas and rural areas.  How was the Government addressing this?

    Obesity rates were rising among Iraqi children, anaemia was an issue for women, and Iraq had low breastfeeding rates. How were these issues being addressed? How was the State party working to reduce the exposure of children to tobacco and unhealthy food marketing, strengthening children’s mental health and reducing health costs for families? The adolescent birth rate was concerningly high.  How was the State party addressing teenage pregnancy?

    Iraqi schools were fully closed for 51 weeks during the COVID-19 pandemic.  What catch-up measures had been implemented?  Access to online services was limited in schools in Kurdistan; how was this being addressed?  Mr. Mezmur congratulated the State party on implementing legislation on pre-primary education.  Enrolment in this education was still at around 10 per cent; how was the Government promoting increased access?  What was being done to identify children who were out of school and encourage their return? How could children without documentation access education and health care?

    MARIANA IANACHEVICI, Committee Expert and Taskforce Member, asked about care being provided for children returning from northeast Syria.  What training was provided to professionals who worked with children coming from abusive family environments?  How were the rights of incarcerated children protected?  Did they have access to education and mental health care?  The Expert welcomed efforts to improve the standards of living for children through social safety net programmes.  Were there plans to strengthen the programmes to support vulnerable children?  How was the Government promoting access to safe drinking water for vulnerable children and families, particularly in conflict-affected areas?

    RINCHEN CHOPHEL, Committee Expert and Taskforce Member, said children in Iraq were exposed to extremely high temperatures.  Were there national initiatives to monitor children’s environmental health, and reduce and monitor air and water pollutants?  What measures were in place to increase children’s preparedness for disasters?

    BENOIT VAN KEIRSBILCK, Committee Expert and Taskforce Coordinator, asked whether the State party was considering ratifying the 1951 Refugee Convention or the Convention on the Status of Stateless Persons?  What protections were provided to asylum seekers and migrants in Iraq?  Had the State party conducted analysis into the causes of child labour and developed measures to address the issue?  Were labour inspectors trained to deal with child labour?  Why had the number of inspections decreased recently?  What was being done to reintegrate victims of child labour into society and support their access to rehabilitation?  How were children in street situations identified and supported to return to their families?  Were there referral services for child victims of trafficking?  Were the perpetrators of child trafficking brought to justice?  How did the State party ensure that child victims of trafficking were not treated as perpetrators?

    Had the State party assessed legislation on child justice and considered establishing juvenile courts?  The minimum age of criminal responsibility was 11; were there plans to raise this to 14?  What happened to children below 11 years of age who committed crimes? The treatment of children in detention was very worrying.  How many children were detained?  What non-custodial measures were in place?  How did the State party assess the age of children in conflict with the law? Were there still children detained with adults?

    There had been improvements regarding children involved in armed conflict.  How was this issue monitored and how was the recruitment of children criminalised in practice?  Were there military schools in Iraq?  Was the State party considering incorporating the Safe Schools Declaration in national policy?

    Responses by the Delegation

    The delegation said Iraq had taken numerous measures to address child labour, which was prohibited for children under 15 years old, and there were strict measures regulating work for children aged 15 to 18.  Iraq had ratified the International Labour Organization Conventions 138 and 182 on child labour.  The State party was working to raise awareness of the risks of employing children and the punishments imposed.  Social support programmes had been bolstered to reduce the need for children to engage in labour; around 1.5 million households benefitted from these programmes. 

    There was a workplace oversight and monitoring programme that sought to protect children from economic exploitation. Employers could be fined or punished for using child labour.  Children who were authorised to work could only work reduced hours and could not work at night.  These children had the right to equal pay and a safe and healthy workplace.  An exceptional surprise inspection campaign had been carried out since 2019, which had identified more than 600 cases of child labour in total, with several employers of children transferred to judicial authorities.

    The budget for the Ministry of Health had increased to over nine trillion dinars in 2024.  This budget was devoted to health care programmes for women and children, constructing and rehabilitating medical centres, and other areas.  The Government was implementing the national vaccination programme to provide vaccinations to vulnerable populations, including asylum seekers and refugees. The Government provided equal access to health services regardless of religion, ethnicity or other characteristics. In 2023 and 2024, more than 43,000 children in refugee camps received vaccinations against polio.  Iraq had become one of the first countries in the Middle East to become free from polio.  More than 88 per cent of children in kindergarten and 91 per cent of primary school students had been vaccinated.

    Awareness raising campaigns on the importance of healthy diets were carried out in schools.  The nutritional quality of school meals was examined and the safety of schools’ drinking water was tested.  Schools were supported to organise sports activities.  The State party also supported non-governmental organizations working to improve children’s nutrition.  The Government had adopted a law prohibiting the sale of cigarettes to children under the age of 15 and a law prohibited the sale and production of e-cigarettes.  A smoking ban had been imposed in schools.

    The State party promoted exclusive breastfeeding in the first six months of life, and there had been a 10 per cent rise in breastfeeding recently.  Iron supplements were provided to pregnant women and vitamin A supplements were provided to children, blood test campaigns were carried out to detect anaemia, and awareness raising campaigns on the dangers of anaemia were carried out. Since 2021, there had been a 46 per cent decrease in maternal mortality, influenced by a 96 per cent rise in the number of specialised doctors covering deliveries.

    Iraq’s nationally determined contribution, approved in 2021, spelled out the State party’s goal of developing renewable energy sources and transitioning to a low-carbon economy.  The State party was pursuing climate change mitigation and adaptation measures in its policies and programmes, including the national development strategy.  Projects and programmes to cut pollution and minimise the effects of greenhouse gases were being developed.  A technological action plan on the energy transition had also been drafted.

    All persons from minority groups enjoyed the rights and privileges guaranteed to all Iraqi citizens. Electoral laws ensured quotas for minority representatives, and there were also quotas for minorities in the civil service.  There were nine seats in Parliament reserved for minority representatives, and there were also minority representatives in the Council of Ministers.  The State party had encouraged Yezidi and Christian minorities to return to their places of residence.  There were 79 non-governmental organizations working tirelessly to protect minority children’s rights.  A programme to restore minority religious buildings had been implemented following the destructive campaign of Daesh, which had led to the reconstruction of four Christian churches and more than 20 mosques.

    The Kurdistan Government had provided support to 185,000 children abducted by Daesh.  Around 1,000 survivors were sent to Germany to receive additional healthcare.  Many cases had been submitted related to the crimes of Daesh.

    Follow-Up Questions by Committee Experts

    BENOIT VAN KEIRSBILCK, Committee Expert and Taskforce Coordinator, asked when the child protection law would be adopted.  Some 28 per cent of girls were married before the age of 18 and seven per cent before the age of 15.  What were the rights of former wives after divorce?  Was the State working to prevent the practice of forcing girls to marry their cousins?  Corporal punishment by parents and teachers appeared to be permitted by the Criminal Code. Was there an awareness raising campaign on the prohibition of corporal punishment?  There were reports of female genital mutilation still being practiced in some regions; how was this being addressed?  How was the State party pursuing demining activities to make land safe for children?

    BENYAM DAWIT MEZMUR, Committee Expert and Taskforce Member, asked about the implementation of legislation on illegal drugs, which had increased in prevalence in Iraq in recent years. How was Iraq addressing the impact of drugs on children?

    MARIANA IANACHEVICI, Committee Expert and Taskforce Member, asked about amendments in 2025 to the civil status law and the expanded role of religious courts in family matters.  How did the decisions of these courts affect children?

    Other Committee Experts asked about why Iraq was not present at the Bogota interministerial conference on violence against children; how it was expanding coverage of the hotline for reporting violence; whether marriages between people of different religions were permitted; plans to revise legislation allowing husbands to beat their wives; whether there was an authority monitoring standards in residential homes; whether children incarcerated with their parents benefitted from support programmes; whether there was a disease surveillance system in place; how the State party was combatting tuberculosis in children, obstetric fistula and child obesity; measures to prevent child road deaths; and screening programmes to assess disability in children.

    Several Experts expressed concern regarding the amendment in 2025 to the civil status law allowing for children to marry from age nine.  They asked how the State party determined the best interests of the child in decisions authorising marriages under age 18?  What measures were implemented to protect vulnerable girls from forced marriages? Had appeals been made to immediately nullify the amendment?

    Responses by the Delegation

    The delegation said the amendment to the law on personal status had been assessed by Parliament and workshops with civil society.  Marriage from nine years was not permitted by the civil status law, which permitted marriages from 18 years of age, or from 15 years when the children involved petitioned courts directly, with their parents’ permission.  Such children were required to undergo medical examinations to ensure that they were mentally and physically capable of marriage.  The new civil status law ensured that only judges had the ability to sign minors’ marriage contracts.  There were no religious courts or judges in Iraq. Persons who facilitated marriages outside the legal framework were liable for punishment.

    The Supreme Court had issued a clear verdict on article 41 of the Criminal Code, finding that it did not allow violence against children in any form.  Courts were bound to follow this interpretation of the law.  When parents exercised corporal punishment, they faced legal punishment.  Civil police monitored cases of corporal punishment and had responded to around 100 cases.

    State legislation regulated disciplinary measures imposed against school principals and teachers who harmed children’s health.  Perpetrators of such acts could be brought before the courts.  The Ministry of Education combatted all forms of violence in schools.  School management boards included experts on preventing violence.

    The Ministry of Interior had departments fighting trafficking in persons and supporting victims, and departments supporting poor families and children to keep them out of street situations. The law on trafficking in persons specified that minors involved in trafficking were victims.  The national strategy for 2023 to 2026 on child protection included measures to combat trafficking.  In 2024, the State party had arrested more than 1,000 persons involved in trafficking in persons.  The department combatting trafficking had been linked with the secret services department to strengthen transnational activities to combat the crime.

    The Ministry of Interior had implemented measures to prevent the spread of illegal drugs under the national strategy to combat drugs for 2025 to 2030.  Educational programmes were carried out to strengthen public servants’ capacity to treat drug addicts.  Some 16 rehabilitation centres had been established for drug addicts, who were treated as victims rather than criminals and supported to reintegrate into society. The State party had cooperated with other States to dismantle international drug trafficking networks. The volume of confiscated drugs had increased recently.

    Parliamentary committees were examining the draft law on children’s protection, which promoted children’s rights and prohibited all forms of abuse against children.  The law would ensure that children enjoyed protection from discrimination regardless of their ethnicity, religion or other characteristics, and the right to live in a safe family environment.

    Concluding Remarks 

    BENOIT VAN KEIRSBILCK, Committee Expert and Taskforce Coordinator, said that the size and high level of the delegation showed that Iraq highly valued children’s rights.  The dialogue had revealed areas in which Iraq had made important progress since 2015, as well as issues that needed to be addressed. Based on it, the Committee would develop recommendations to help the State party better implement the Convention. The future law on child protection seemed extremely promising; the Committee hoped that it would be adopted soon and fully implemented.  It was important that children knew their rights and were able to implement them. Iraq still faced many challenges. The Committee looked forward to the future progress that it hoped the State would make.

    KHALID SALAM SAEED, Minster of Justice of Iraq and head of the delegation, said Iraq had presented its progress in implementing the Convention and the recommendations of the Committee.  The State party looked forward to receiving the Committee’s recommendations, which would help to consolidate children’s rights in the country.  The concluding observations would be carefully studied by authorities drafting policies and plans on the rights of the child.  Iraq was determined to promote human rights based on the principles of equality and social justice.  The Government cooperated with various stakeholders to implement the Committee’s recommendations and its international obligations.  Iraq thanked all persons who had facilitated the dialogue.

    ABDULKARIM HASHEM MUSTAFA, Permanent Representative of Iraq to the United Nations Office at Geneva, said the dialogue reflected the Iraqi Government’s resolve to protect the rights of the child pursuant to the provisions of the Convention.  Iraq thanked the Committee for its moral support, which encouraged it to further improve the situation of its children.

    SOPIO KILADZE, Committee Chair, said that the Committee and the State party shared a common goal of improving the situation of children in Iraq.  The Committee congratulated the State party on the progress it had made and looked forward to hearing about the future progress that the State would make for children in the next dialogue.

    Atlanta, GA – Governor Brian P. Kemp today announced 39 appointments and reappointments to various state boards, authorities and commissions.

    Nonpublic Postsecondary Education Commission

    Donald Dowless currently serves as President of Shorter University in Rome, Georgia, a role he has held for over a decade. He holds a Ph.D. in religion from Baylor University, a Master of Divinity from Southeastern Baptist Theological Seminary, and a Bachelor of Science in biology from the University of North Carolina at Chapel Hill. In addition to his presidency, Dowless teaches Christian studies and has instructed more than 10 different courses. His academic experience includes teaching at North Carolina State University, Campbell University, Southeastern Seminary, and Emmanuel University of Oradea. He has also completed missionary work in Romania and West Virginia. Dowless and his wife are active members of Pleasant Valley South Baptist Church in Silver Creek, Georgia.

    Jeffrey Hopp serves as Director of Sports Medicine at Marietta City Schools and has led the Blue Devils’ athletic training program for over 20 years. He oversees student athletic trainers and has organized international trips for them to countries including Costa Rica, Ireland, and France. Prior to this, Hopp provided athletic training to Cobb and Cherokee County schools through Resurgens Orthopedics and was head athletic trainer for the Barcelona Dragons of NFL Europe. He has worked with the Minnesota Vikings, the 1996 Summer Olympic Games, and the 2007 U.S. National Paralympic Track and Field Championships. He was a founding member and chairman of the Georgia Concussion Coalition, contributing to the passage of the GA Return to Play Act. Hopp holds a B.S. in athletic training from Minnesota State University and resides in Dallas, Georgia, with his wife, Julie.

  • MIL-OSI Global: How Tove Jansson used her Moomins comic strip to critique the financial and creative pressures of being an artist

    In 1954, the Finnish artist Tove Jansson was commissioned by the Evening News in London to draw comic strips about the Moomintrolls. The strip was syndicated by hundreds of newspapers, introducing the Moomins to an international audience and marking a dramatic turning point in her career.

    Between 1954 and 1959, Tove Jansson drew 21 comics, some in collaboration with her brother Lars Jansson, who continued to draw the comic strip until 1975.

    The success of the Moomin in the Evening News brought Tove Jansson economic security and helped her with the mortgage of her studio in Helsinki. However, over time, the assignment also became a burden on her creative work – a time-consuming and demanding obligation.

    Perhaps because of this personal conflict, the comics often explore themes such as the struggle of artistic creation, the role of the artist and the value of art. Jansson had previously created humorous and satirical commentaries on the art world in various artists’ magazines in Finland, but here she places the Moomin at the heart of the creative process.

    Unlike the novels and picture books, the Moomin comic strips were created for adults and can be described as satire. Jansson uses the compact format to comment on society, including the art world. The growing conflict in her own life, between the Moomintrolls and her artwork, is brought into focus in the comic strips.

    The theme of the purpose of art and artistic creation is playfully introduced in one of the first comic strips, Moomin and the Brigands. Here Moomin and his friend Sniff embark on a quest for fortune. They engage in several schemes, including capturing rare creatures and selling them to the zoo, marketing magic rejuvenation potions and creating modern art.

    While visiting a Hemulen (a really uptight counterpart to the Moomintrolls who love rules), Moomin and Sniff accidentally break several precious items in her home. Among the broken objects is a large statue of Rebecca at the Well, which falls from its pedestal and shatters. Rebecca at the Well is a classic biblical motif, which often portrays a model of feminine virtue, symbolising divine guidance and exemplifying ideals of hospitality and moral character.

    The friends awkwardly attempt to reassemble the statue by gluing it together. The result is a strangely angular and expressive piece of art, referencing fragmented cubist portraits. Cubism, which emerged around 1907 to 1908, aimed to represent reality in a radically new way by bringing together subjects and figures, resulting in objects that appear fragmented and abstracted.

    Sniff immediately sees the potential of the new Rebecca. “She’s more modern now,” he exclaims joyfully. The friends carry the statue to an enthusiastic art dealer who sells it for £500 in his gallery.

    The episode with the deconstructed Rebecca is, of course, a funny caricature of the trend-sensitive art market. But the shattered statue with its intricate shapes was also a commentary on the debates about the “incomprehensible” and “obscure” nature of modernist art in Nordic countries during the time.

    The destruction of the Rebecca can also be seen as an act of iconoclasm – the breaking of icons or monuments – or rather, a parody of it. While usually associated with vandalism, here, the iconoclastic act leads to the creation of something new. This expresses a desire for renewal and a liberation from restrictive conventions. It is, however, worth noting that Rebecca retains her symbol of virtue – the water jug – even after this pivotal encounter.

    Drawing on the work of French philosopher and anthropologist Bruno Latour, iconoclasm can be understood as both destructive and constructive – an ambiguity that also applies to Jansson’s interpretation of the motif.

    Later in the story, the money offered by the modernist Rebecca lures Moomin to the field of the arts. For a brief moment, he assumes the role of a painter and wholeheartedly embodies the romanticised ideal of the poor, misunderstood artist.

    Moomin dons a Rembrandtian black velvet beret, but despite this, appears lost and bewildered in his new role, muttering: “I only want to live in peace and plant potatoes and dream!”

    In a scene of self-parodying metafiction, he is blinded by his oversized beret and ends up tumbling down a cliff, abruptly ending his artistic career.

    Through Moomintroll’s and Sniff’s pursuit of fame and fortune via the accidental modernist deconstruction of Rebecca, Jansson satirises romantic notions of the artist, the commercialisation of art and the professions surrounding artistic production. These themes are deeply connected to Jansson’s own experiences as an artist and author, constantly balancing between various professional and artistic demands, between children’s books, public obligations and painting.

    Washington, DC: Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today senior leadership changes at the Fund, including the planned retirement of a long serving department head and a leadership rotation across two departments.

    Dominique Desruelle, Director of the Institute for Capacity Development (ICD), will retire from the IMF in October. He will be succeeded by Catriona Purfield, currently Director of the Human Resources Department (HRD). Brian Christensen, currently Director of the Corporate Services and Facilities Department (CSF), will in turn succeed Ms. Purfield as Director of HRD.

    “These changes reflect our ongoing strategy of rotating senior leadership within the Fund — providing opportunities for career development while also preserving institutional knowledge,” said Mr. Georgieva. Ms. Purfield and Mr. Christensen will transition to their new departments on September 1, 2025.

    “As Director of ICD, Dominique has strengthened the IMF’s capacity development (CD) work by improving governance, external delivery, partnerships, and internal economics training — integrating it more effectively with surveillance and lending,” said Ms. Georgieva. “His tireless commitment to serving the Fund’s membership ensured that ICD consistently brought world-class training and technical assistance to our member countries.”

    Mr. Desruelle, a French national, joined the Fund in 1993 after a period in academia and worked as Advisor to the Executive Director for France. Over the years, he has served in a range of senior-level roles in several departments—including the African; European; Western Hemisphere; and Strategy, Policy and Review Departments — as well as Chief of Staff in the Office of the Managing Director. During his 32 years of service to the Fund, Mr. Desruelle also helped to establish and oversee the Knowledge Management Unit and led work in other key areas of Fund policy and operations, including surveillance, debt policies, and engagement in fragile states.

    The Invest in African Energy Forum in Paris featured a standout session this year with the Premier Invest Deal Room, a platform that spotlighted over $10 billion worth of oil, gas and renewable energy projects seeking investment across Africa and the broader energy frontier.

    “This is a platform to showcase interesting opportunities across Africa that we are advising on,” said Marcel Awasum, Head of Business Development for Premier Invest. “All of the deals we are advising on, we are also mobilizing capital for – from family offices to private equity in oil and gas – mostly from the Middle East, and some from Europe.”

    The session featured 17 active deals spanning upstream, midstream, trading and renewable segments, underscoring the breadth of investment potential across the African continent and beyond. One of the flagship opportunities was the development of a 200,000-barrel-per-day crude oil refinery, seeking $4.8 billion in combined equity and debt to meet growing regional demand for refined products. Another deal sought $50 million through a 360-day revolving letter of credit facility to support the import of refined petroleum products.

    Exploration and production prospects were also on the table, including a development project offering up to 40% participating interest to qualified investors, as well as an African oil and gas company seeking a $30 million capital injection, strategic partnership and offtake agreement to enhance its trade capacity and expand upstream.

    Refining featured prominently among the deals, with one project calling for €2-5 billion to expand national capacity – open to debt, equity and strategic partnerships. A separate opportunity involved a $25 million equity investment in a highly prospective offshore Guyanese block, offering first-mover advantage with an estimated 400 million barrels of recoverable reserves.

    Other ventures included the sale of a defunct Caribbean gas-to-liquids plant with a proven $50 million EBITDA when operational; an $18 million debt facility to drill additional wells in an active production field; and a fast-moving $360 million field development project already attracting soft commitments. The session also featured investment opportunities in the Republic of Congo, where a special purpose vehicle is seeking a co-investor for an M&A transaction involving producing assets; a $70 million fuel importation deal in Burundi; and a $200 million financing package to support the purchase of both crude and refined products in Ivory Coast.

    The session concluded with five renewable energy projects seeking over $725 million in investment. This included $362 million for a 70 MW geothermal project in Kenya, $92 million for a 71 MW hybrid solar PV and wind project in Zambia, $87 million for a 100 MW solar PV project in South Africa, and two clean-gas projects – one in Benin (43 MW) and another in South Africa (100 MW) – seeking $84 million and $100 million, respectively.

  • MIL-OSI Europe: Shift in EU+ asylum landscape continued in March 2025

    The EUAA has published updated figures on asylum applications lodged in the EU+. In March, the 29 EU+ countries received around 67 000 asylum applications. These latest data suggest an ongoing shift to a new asylum landscape in the EU+, one in which Syrians are no longer the top nationality seeking international protection, and Germany is no longer the main destination of asylum seekers.

    The fall of the regime of Bashar al-Assad in Syria on 8 December 2024 may be the beginning of a sea change in the asylum landscape of the EU+, according to newly released analysis from the European Union Agency for Asylum (EUAA). In March 2025, the EU+ received around 67 000 asylum applications, which is part of an ongoing decreasing trend that began in October 2024.

    Shifting to a new asylum landscape in the EU+

    After a decade during which they were almost always the top citizenship seeking protection in the EU+; in March, Syrians (3 300) lodged the fewest monthly applications on record outside of the early months of the COVID-19 pandemic in 2020, decreasing by almost 80 % compared to October 2024. Venezuelans (8 900), however, continued to lodge increasing numbers of asylum applications in the EU+; this is likely owed both to economic and political instability in Venezuela, as well as restrictive asylum policies in the United States of America.

    Applications from Afghans (7 400) remained stable, though the figure was much decreased from a previous peak in October 2023. Though eligible for temporary protection in the EU, Ukrainians (3 400) continued to lodge increasing numbers of asylum applications, up by 77 % compared to March 2024. Another notable shift saw Bangladeshis (3 300) lodging slightly more applications than Syrians in March 2025.

    The above trends directly impacted which EU+ countries received the most asylum applications. In March, Spain (14 000) received the most applications in the EU+, with three fifths of applications there being lodged by Venezuelans. Italy (13 000) received the second most applications, though these are still down by 16 %, year-over-year. In fact, Bangladeshis lodged around 85% of their applications in Italy. France (13 000) received about three quarters of applications lodged by Congolese nationals and nearly all applications from Haitian nationals. A significant share of Ukrainians also  applied there. Greece (4 600) continued to receive increasing asylum applications from Afghan nationals.

     

    Pending cases and recognition rates

    The changing asylum landscape is increasingly reflected in the number of applications that are pending a decision at first instance in the EU+. As of the end of March 2025, the number of such cases stood at a stable, but high, level of 955 000. Syrians (113 000), Venezuelans (105 000) and Colombians (88 000) were awaiting the most first instance decisions. Among the citizenships with the most cases awaiting decisions, the biggest year-on-year increases occurred for Ukrainians (+ 66 %), Venezuelans (+ 58 %), Peruvians (+ 33 %) as well as Bangladeshis (+ 25 %). When accounting for asylum applications that are pending at higher administrative or judicial instances, based on data provided by Eurostat, the EUAA estimates that there were approximately 1.3 million asylum cases pending across the EU+ at the end of February 2025.

    In the first quarter of 2025, the EU+ recognition rate – which is the proportion of decisions granting refugee status or subsidiary protection – stood at 25 %, down by about 15 percentage points from previous monthly levels in 2024. This decline was mainly driven by a sharp drop in decisions issued to Syrian applicants, as most EU+ countries have paused processing their applications until the situation in Syria is clearer.

    Under the Pact on Migration and Asylum, which was agreed one year ago, EU countries may subject certain categories of applicants to a border procedure, and must accelerate the examination of their applications (with initial decisions to be taken within 12 weeks). One indicator is if the applicant comes from a country of origin with a low recognition rate (≤ 20 %) in the previous year. In March 2025, some 53 % of applications were lodged by such citizenships,consistent with previous months, suggesting that a large share of asylum applications lodged in the EU+ may be unfounded or inadmissible.

    Montreal, May 16, 2025 – This morning, on behalf of the National Film Board of Canada (NFB), Government Film Commissioner and NFB Chairperson Suzanne Guèvremont argued for the need to include cultural elements in the definition of Canadian programming. She also spoke to the vital role that documentary film plays in Canada.

    These remarks were made to the Canadian Radio-Television and Telecommunications Commission (CRTC) as part of its hearings on the definition of Canadian programming. The hearings are taking place in Ottawa and run until May 27, 2025.

    According to Ms. Guèvremont, “A modern Canadian content policy must not abandon the very thing that gives our stories meaning: cultural elements. They reflect our creativity, diversity and uniqueness. Removing cultural elements creates invisibility.

    In favour of clear and unambiguous cultural criteria for works that receive public funding

    • The perspective, language, values and people that make up the country give meaning to its stories. Omitting these elements, under the pretext of openness or neutrality, would erase what makes Canada unique;
    • Canada should draw inspiration from other countries where public funding is conditional on cultural criteria. These structured approaches foster creativity while ensuring an authentic and cohesive representation of the country and its population;
    • In the United Kingdom, the Netherlands, Italy, New Zealand, France, Spain, Germany and Australia, among others, the granting of public money for audiovisual productions is conditional on some form of cultural test.

    Longform documentary must be considered nationally significant programming

    • Documentary is a vehicle for national identity, civic participation and collective understanding, comparable to news;
    • Removing it from nationally significant programming would not only jeopardize its funding and distribution but also deprive the public of an essential mirror to understand the country;
    • Protecting documentary means protecting the space where Canada sees itself most clearly.

    ICON maintains its place as the most active contract research organization (CRO) for Q1 2025 and Russia keeps its spot with the most clinical trials initiated in Europe despite the ongoing war with Ukraine, according to a report by GlobalData, a leading data and analytics company.

    GlobalData’s latest report “Q1 2025 Clinical Trials: CRO, Sponsor & Country Winners,” reveals that France moved up its position from fourth place in Q1 2024 to second in the region.

    Kathryn Kinch, Pharma Product Manager at GlobalData, comments: “AstraZeneca led among large- and mega-cap sponsors of drug trials. Oncology trials dominated the landscape, making up the largest share of new trials, with solid tumors as the most studied indication and pain leading in central nervous system research.”

    The report also identifies the top 10 trial sites in North America, Europe, and the rest of the world based on the number of trials initiated. On a global scale, oncology was the leading therapeutic area of focus. 1,513 oncology-related clinical trials were either launched or scheduled to commence in Q1 2025. Following closely behind, central nervous system (CNS) diseases accounted for 1,421 trials, reflecting a robust commitment to addressing complex neurological challenges.

    However, the quarter did see a slight dip in both oncology and CNS trials compared to the previous year, where 1,573 and 1,438 trials were recorded, respectively. Within oncology, solid tumors dominated the landscape with 1,194 trials, while pain management emerged as the most studied indication in the CNS category, boasting 671 trials.

  • MIL-OSI Europe: Can One Be Just in an Unjust Society? A Graduate Conference on Ethics and Politics

    What happens when ethics meet politics? A new generation of political theorists is rethinking classic notions and divides dating back from Ancient Philosophy and the Age of Enlightenment. On the occasion of the eleventh edition of Sciences Po’s Graduate Conference in Political Theory, in May 2025, we spoke with its organisers, Sciences Po School of Research’s PhD students Cloé Artaut, Thomas Charrayre, Sibylle Léonard and Ciara Luxton. From ancient ideals of the just city to contemporary struggles over global justice, they walk us through the Conference’s purpose and programme.

    Why did you choose to bring together these two concepts, “ethics” and “politics”, for this eleventh doctoral conference?

    Thomas Charrayre: Going back – perhaps in a somewhat textbook-like way – to ancient philosophy, we see that the notions of ethics and politics have long been closely intertwined. For instance, Plato develops the idea of an organic unity between the good life and the just city: a well-organised society was seen as a necessary condition for a happy life, and, conversely, the virtue of citizens as essential to the establishment of justice.

    In the modern world, this unity dissipates: we tend to draw a clear line between private and public life, between what we do as individuals and what we do as citizens. We assume that it is possible to act justly even within an unjust society. Our moral imagination is, in fact, full of heroic figures who manage to follow their own ethical code despite living in politically unjust contexts – think, for example, of the Righteous Among the Nations.

    This separation between ethics and politics is also reflected in the academic world. We distinguish between ethical philosophy and political philosophy, political theory and political science, as though ethics were solely concerned with right and wrong, while politics dealt only with what is or isn’t possible. Indeed, when we ask for an ethical analysis of a situation, we expect a moral judgement; whereas a political analysis is supposed to describe power dynamics and potential outcomes.

    The conference we are organising seeks to revisit these distinctions, which we often take for granted, without necessarily advocating a return to the Greek conception of the good. That is why it revolves around three key areas, all aimed at showing just how blurred the boundary between ethics and politics can be. The first area brings together presentations focused on the historical study of the relationship between ethics and politics, in order to illustrate how this relationship varies depending on context. The second explores the possible need to “moralise” politics – that is, to view it as a domain governed first and foremost by ethical norms. Lastly, the third area features contributions that offer a political critique of moral norms, analysing the political implications of our ethical beliefs.

    Participants in the conference come from France, but also from Ireland, Italy, the Netherlands, Quebec, and the United Kingdom. What does this international perspective bring?

    Ciara Luxton: Having spent time in France and elsewhere in Europe as a visiting fellow, Nancy Fraser, our the guest of honour for this edition, has shown how much scholarship can benefit from engagement with ideas that are culturally embedded. Her work demonstrates a deep appreciation both for what is specific to national contexts and for the perspectives that intersect around questions of global justice. Inspired by Nancy Fraser’s example, we have put together panels ranging from the intimate ethics of the body and sexuality to intrinsically collective issues such as planetary justice and climate transition. The international outlook of our conference therefore enriches these reflections on the connections and tensions between ethics and politics.

    Intercultural exchange offers us a unique opportunity to challenge our intuitions – often shaped by national and cultural inheritances – and to rethink them in light of other traditions. We have the privilege and the pleasure of welcoming to Sciences Po – an institution that is resolutely international and multilingual – young researchers from far and wide, brought together by a shared language of political and moral theory. The bilingual nature of the event (French–English) facilitates direct and inclusive dialogue between participants, reflecting our shared commitment to advancing research together. Here, political theory takes on a truly global dimension: our conclusions, far from being confined to a single country, engage with the realities of diverse societies. In a connected world, our analyses are interdependent: an idea originating in Quebec can inspire reform in Italy, just as a moral insight from Ireland can cast new light on a political hypothesis from France.

    In this way, we are creating a space for exchange among a new generation of scholars, who will continue this dialogue throughout their careers. Together, we will develop new ways of thinking about politics and ethics, experiment with more flexible and inclusive methodologies, and build conceptual tools suited to a globalised world.

    Nancy Fraser, Professor of Philosophy at the New School in New York, will be giving a public lecture during your event. She has worked extensively on social justice, feminism, and equality. What perspective will she bring?

    Sibylle Léonard: Nancy Fraser is the guest of honour for this edition. She brings a fundamentally critical perspective to the theme of “Ethics and Politics.” Like many feminist theorists, she challenges the classical Enlightenment-era separation between the ethical and political spheres – a division that sees ethics as a matter of individual conscience, while politics is understood as an impersonal domain concerned with government systems, laws, public policy, and quantifiable data such as votes and taxes. I am thinking in particular of Iris Marion Young’s book Justice and the Politics of Difference, which addresses this issue.

    In her approach to social justice, Nancy Fraser puts forward the ethical-political norm of parity of participation: everyone must be able to take part, on an equal footing, in social, economic, and political life. This is an ethical norm in that it defines what it means to treat individuals as equals; but it is also – and above all – political, insofar as it demands institutions that can guarantee the real-world conditions for such equality. This demand is expressed through her tripartite conception of justice – redistribution, recognition, and representation – which she sets out in her book Scales of Justice. According to Fraser, these three dimensions are co-constitutive; they cannot be ranked or addressed in isolation. It is their imbrication that enables a nuanced analysis of contemporary injustices.

    Thus, against single-issue approaches that fragment social struggles, Nancy Fraser advocates for an integrative way of thinking, at the intersection of theory and practice, ethics and politics. She stands within a critical tradition that combines insights from Marxism, materialist feminism, anti-racist and anti-imperialist struggles, and democratic and ecological theory. The cross-cutting nature of her thought explains its deep resonance with the wide range of topics addressed during this graduate conference.

    A highlight of the conference will be Nancy Fraser’s lecture on 19 May, titled “Politics and Ethics in Extremis: A View from Trump’s America.” It will echo her recent analyses of the rise of authoritarian right-wing movements, the impasses of liberal progressivism, and the need to build counter-hegemonic blocs capable of advancing a genuine emancipatory project – themes she explores in her 2019 book The Old Is Dying and the New Cannot Be Born.

    What will you take away from organising this major conference?

    Cloé Artaut: The Graduate Conference is part of a well-established tradition within Sciences Po’s doctoral programme in political theory. Organising its eleventh edition, in May 2025, has been both a unique and formative intellectual and collective experience for us. We now fully appreciate just how valuable it is to have the opportunity, early in our research careers, to organise an academic event of this scale. It is a real learning experience, and one that reflects an essential aspect of the work of a scholar.

    From an organisational point of view, it allowed us to strengthen our skills in scientific coordination, learning how to balance intellectual rigour with logistical constraints and the expectations of participants. On the intellectual front, our aim was to create a space for international and interdisciplinary dialogue around a theme we saw as both classical and timely: the relationship between ethics and politics. Drawing on a line of thinking that dates back to ancient philosophy, as Thomas reminded us, but has undergone many developments in the contemporary era, we wanted to explore how these two concepts – and the links between them – continue to shape our political practices and analyses. This meant building a conference programme that reflected that ambition, giving equal space to both historical approaches and more modern reinterpretations.

    While we feel we largely achieved that goal, it was both surprising – and very rewarding – to discover that some of the proposals we received were quite far from what we had initially imagined when drafting the call for papers, yet still highly relevant to our theme. The gap between what we anticipated and what actually emerged proved to be immensely fruitful, allowing us to construct a rich and diverse programme that we are ultimately very proud of!

    Following the conference, we are considering coordinating a special journal issue dedicated to the conference theme. This project would allow us to extend the conversation we began, showcase the research presented, and continue fostering dialogue among the young scholars involved.

    The spotlight on encrypted apps is also a reminder of the complex debate pitting government interests against individual liberties. Governments desire to monitor everyday communications for law enforcement, national security and sometimes darker purposes. On the other hand, citizens and businesses claim the right to enjoy private digital discussions in today’s online world.

    The positions governments take often are framed as a “war on encryption” by technology policy experts and civil liberties advocates. As a cybersecurity researcher, I’ve followed the debate for nearly 30 years and remain convinced that this is not a fight that governments can easily win.

    Understanding the ‘golden key’

    Traditionally, strong encryption capabilities were considered military technologies crucial to national security and not available to the public. However, in 1991, computer scientist Phil Zimmermann released a new type of encryption software called Pretty Good Privacy (PGP). It was free, open-source software available on the internet that anyone could download. PGP allowed people to exchange email and files securely, accessible only to those with the shared decryption key, in ways similar to highly secured government systems.

    Following an investigation into Zimmermann, the U.S. government came to realize that technology develops faster than law and began to explore remedies. It also began to understand that once something is placed on the internet, neither laws nor policy can control its global availability.

    Fearing that terrorists or criminals might use such technology to plan attacks, arrange financing or recruit members, the Clinton administration advocated a system called the Clipper Chip, based on a concept of key escrow. The idea was to give a trusted third party access to the encryption system and the government could use that access when it demonstrated a law enforcement or national security need.

    Clipper was based on the idea of a “golden key,” namely, a way for those with good intentions – intelligence services, police – to access encrypted data, while keeping people with bad intentions – criminals, terrorists – out.

    Clipper Chip devices never gained traction outside the U.S. government, in part because its encryption algorithm was classified and couldn’t be publicly peer-reviewed. However, in the years since, governments around the world have continued to embrace the golden key concept as they grapple with the constant stream of technology developments reshaping how people access and share information.

    Following Edward Snowden’s disclosures about global surveillance of digital communications in 2013, Google and Apple took steps to make it virtually impossible for anyone but an authorized user to access data on a smartphone. Even a court order was ineffective, much to the chagrin of law enforcement. In Apple’s case, the company’s approach to privacy and security was tested in 2016 when the company refused to build a mechanism to help the FBI break into an encrypted iPhone owned by a suspect in the San Bernardino terrorist attack.

    At its core, encryption is, fundamentally, very complicated math. And while the golden key concept continues to hold allure for governments, it is mathematically difficult to achieve with an acceptable degree of trust. And even if it was viable, implementing it in practice makes the internet less safe. Security experts agree that any backdoor access, even if hidden or controlled by a trusted entity, is vulnerable to hacking.

    Competing justifications and tech realities

    Governments around the world continue to wrestle with the proliferation of strong encryption in messaging tools, social media and virtual private networks.

    For example, rather than embrace a technical golden key, a recent proposal in France would have provided the government the ability to add a hidden “ghost” participant to any encrypted chat for surveillance purposes. However, legislators removed this from the final proposal after civil liberties and cybersecurity experts warned that such an approach would undermine basic cybersecurity practices and trust in secure systems.

    In 2025, the U.K. government secretly ordered Apple to add a backdoor to its encryption services worldwide. Rather than comply, Apple removed the ability for its iPhone and iCloud customers in the U.K. to use its Advanced Data Protection encryption features. In this case, Apple chose to defend its users’ security in the face of government mandates, which ironically now means that users in the U.K. may be less secure.

    Apple pulled its advanced encryption service from the U.K. market rather than grant the U.K. government backdoor access.

    In the United States, provisions removed from the 2020 EARN IT bill would have forced companies to scan online messages and photos to guard against child exploitation by creating a golden-key-type hidden backdoor. Opponents viewed this as a stealth way of bypassing end-to-end encryption. The bill did not advance to a full vote when it was last reintroduced in the 2023-2024 legislative session.

    Opposing scanning for child sexual abuse material is a controversial concern when encryption is involved: Although Apple received significant public backlash over its plans to scan user devices for such material in ways that users claimed violated Apple’s privacy stance, victims of child abuse have sued the company for not better protecting children.

    Even privacy-centric Switzerland and the European Union are exploring ways of dealing with digital surveillance and privacy in an encrypted world.

    The laws of math and physics, not politics

    Governments usually claim that weakening encryption is necessary to fight crime and protect the nation – and there is a valid concern there. However, when that argument fails to win the day, they often turn to claiming to need backdoors to protect children from exploitation.

    From a cybersecurity perspective, it is nearly impossible to create a backdoor to a communications product that is only accessible for certain purposes or under certain conditions. If a passageway exists, it’s only a matter of time before it is exploited for nefarious purposes. In other words, creating what is essentially a software vulnerability to help the good guys will inevitably end up helping the bad guys, too.

    Often overlooked in this debate is that if encryption is weakened to improve surveillance for governmental purposes, it will drive criminals and terrorists further underground. Using different or homegrown technologies, they will still be able to exchange information in ways that governments can’t readily access. But everyone else’s digital security will be needlessly diminished.

    This lack of online privacy and security is especially dangerous for journalists, activists, domestic violence survivors and other at-risk communities around the world.

    Encryption obeys the laws of math and physics, not politics. Once invented, it can’t be un-invented, even if it frustrates governments. Along those lines, if governments are struggling with strong encryption now, how will they contend with a world when everyone is using significantly more complex techniques like quantum cryptography?

    Governments remain in an unenviable position regarding strong encryption. Ironically, one of the countermeasures the government recommended in response to China’s hacking of global telephone systems in the Salt Typhoon attacks was to use strong encryption in messaging apps such as Signal or iMessage.

    Reconciling that with their ongoing quest to weaken or restrict strong encryption for their own surveillance interests will be a difficult challenge to overcome.

  • MIL-OSI Global: Trump’s vision for Air Force One will turn it from the ‘Flying White House’ to a ‘palace in the sky’

    Since President Donald Trump excitedly announced that he would be accepting a US$400 million plane from the Qatari government to serve as the next Air Force One, even members of his own party have expressed alarm.

    There’s the price tag of refurbishing the plane with top-secret systems – upward of $1 billion, according to some estimates. Then there are the conflicts of interest from accepting such a large present from a foreign nation – what some say would be the most valuable gift ever given to the U.S.

    But it would also mark a striking departure from tradition.

    While they’re often variants of commercial planes, presidential planes have almost always been U.S. military aircraft, flown and maintained by the Air Force.

    The first White Houses in the sky

    I’m an aviation historian who once worked in the United States Air Force’s history program for three years, so I’m well-acquainted with the history of presidential aircraft.

    Franklin D. Roosevelt became the first president to fly while in office. In January 1943, he boarded the Navy-owned, civilian-operated Boeing Dixie Clipper – a sea plane – for a trip to Casablanca to meet with Allied leaders.

    The security measures needed to safely transport the president – especially during wartime – spurred the creation of the first custom-built aircraft for presidential use, a heavily modified VC-54 Skymaster. Though officially named “The Flying White House,” the new presidential aircraft became better known by its nickname, the “Sacred Cow.”

    President Harry Truman used the Sacred Cow as his presidential aircraft through much of his first term in office.

    In late 1947, the U.S. Air Force ordered a second custom-built presidential aircraft, a modified DC-6, which Truman named the Independence.

    During Dwight D. Eisenhower’s two terms, the president flew on two different planes operated by the Air Force: the Columbine II, which was a customized, military version of Lockheed’s commercial airliner the Constellation, and the Columbine III, which was a Super Constellation.

    Embracing the jet age

    In the 1960s, the use of jet engine technology in U.S. commercial aircraft revolutionized air travel, allowing planes to fly higher, farther and faster. Jet travel became associated with the glamorous and the elegant lifestyles of the “jet set” crowd.

    So it’s fitting that President John F. Kennedy – who was sometimes called the “the first celebrity president” – was the first White House occupant to fly in a jet, the Boeing 707.

    Kennedy’s aircraft was also the first painted in the distinctive light blue-and-white scheme that’s still used today. First lady Jacqueline Kennedy developed it with the help of industrial designer Raymond Loewy.

    It would go on to serve eight presidents before leaving the presidential fleet in 1990, when Boeing delivered the first of two modified Boeing 747s.

    These are the aircraft that continue to serve as the president’s primary plane. Boeing signed a contract to provide two new aircraft in 2017, during Trump’s last term. In 2020, the company decided to refurbish two existing aircraft that were originally built for another customer.

    The refurbishment has been more cumbersome and expensive than building a new aircraft from scratch. But it’s the only option because Boeing closed its 747 assembly line in late 2022.

    A nickname sticks

    On a trip to Florida, the crew of Columbine II first used “Air Force One” as the plane’s call sign to clearly distinguish the plane from other air traffic.

    While the public has associated the name Air Force One with the modified Boeing 707s and 747s and their distinctive colors, any plane with the president aboard will carry that call sign.

    They include several smaller aircraft, also operated by the Air Force, such as the North American T-39 Sabreliner used to transport Lyndon B. Johnson to his ranch in Texas and the Lockheed VC-140B JetStars, the fleet of backup planes used by several presidents, which Johnson jokingly called “Air Force One Half.”

    A cultural and political symbol

    Air Force One has long served as a symbol of the power and prestige of the presidency.

    It became an indelible part of U.S. history in November 1963, when Johnson took his oath of office from Air Force One’s cabin while Kennedy’s body lay in rest in the back of the aircraft.

    Air Force One carried President Richard M. Nixon to China and the Soviet Union for historic diplomatic missions. But it also famously flew him from Andrews Air Force Base in Maryland to his home state, California, after he resigned from office. On that day, the plane took off as Air Force One. But it landed as SAM 27000, the plane’s call sign used when the president wasn’t on board.

    Trump has been compared to Nixon in more ways than one.

    And Trump’s complaint that Arab leaders have bigger and more impressive airplanes than the current Air Force One is reminiscent of Nixon’s own concerns of being outclassed on the world stage.

    When president, Nixon strongly advocated for American supersonic transport – a 270-passenger plane designed to be faster than the speed of sound – that he hoped could be modified to serve as a new Air Force One. He feared the failure to develop an SST would relegate the U.S. to second-tier status, as other world leaders – particularly those from England, France and the USSR – traversed the globe in sleeker, better performing aircraft.

    Trump’s concerns about Air Force One seem less focused on safety and security and more on size and opulence. His longing for a “palace in the sky” is befitting for a president drawn to soaring skyscrapers, lavish parades and gold ornamentation.
