  • MIL-OSI Global: Netanyahu’s occupation plan for Gaza means more suffering for Palestinians and less security for Israel

    Israel’s prime minister, Benjamin Netanyahu, declared on May 5 that his government intends to intensify military operations and indefinitely reoccupy Gaza. The announcement has dashed hopes for a permanent ceasefire and the release of the remaining hostages held by Hamas.

    The plan, which was unanimously approved by Israel’s security cabinet, includes displacing Gaza’s 2.1 million inhabitants to a single “humanitarian area” on less than a quarter of Gaza’s territory. This will result in Palestinians leaving “in great numbers to third countries”, said Israel’s far-right finance minister, Bezalel Smotrich.

    It is tempting to view the plan as another move by Netanyahu to placate the hard-right members of his coalition. It can also be viewed as a pressure tactic on Hamas – a threat to force the militant group to agree to a short-term ceasefire ahead of the visit of the US president, Donald Trump, to the Middle East from May 13.

    However, Netanyahu’s announcement is much more than rhetorical sabre-rattling. Israel’s recent operations in Gaza indicate that the plan should be taken literally and seriously. Since March, when the war in Gaza resumed following a temporary ceasefire, Israel has declared about 70% of the enclave either a military “red zone” or under evacuation.

    The new plan affirms what many have long feared: that expanding territorial control is not merely a short-term military tactic but a long-term occupation. In my view, this will only bring more suffering for Palestinians, less security for Israel, and more instability to the region.

    The humanitarian crisis in Gaza cannot be overstated. Many observers have described the current situation as the worst of any time during the past 18 months.

    The flow of humanitarian aid to Gaza has been politicised and widely criticised throughout the war, often slowing to a trickle. However, at least some aid trucks were allowed to pass into the Strip from late October 2023, shortly after the war began. This was followed by a surge of aid during the ceasefire in January and February 2025.

    But no food, fuel or medicines have entered Gaza since early March. This has led to near-famine conditions and the breakdown of the few remaining healthcare services.

    Israel’s proposed plan would forcibly move Gazans, nearly all of whom have already been displaced multiple times, into militarised “sterile zones” in the south. Humanitarian aid would be managed there by the Israel Defense Forces (IDF) and private US companies.

    UN agencies and international NGOs operating in Gaza have rejected this plan as contravening humanitarian principles. They have likened it to “de facto internment conditions”.

    Complicating Israeli security

    Deteriorating humanitarian conditions, combined with further displacement, will only create more security challenges for Israel. Entrenched occupation fuels armed resistance and further mobilises insurgency.

    The US saw this following its 2003 invasion of Iraq, which resulted in over 8,000 US military personnel and contractors being killed. Israel has repeatedly faced the rise of armed militant groups in response to prolonged military occupations in Lebanon, Gaza and the West Bank.

    Hamas has already dismissed further ceasefire talks in the wake of the new plan, and the group is seemingly having no trouble recruiting new members to its military wing. This has ensured a costly deployment for IDF ground troops.

    It goes without saying that Hamas should release all of the remaining hostages – and should have done so long ago. But Hamas now sees little incentive to do so when Israeli ministers are calling for what appears to be the complete destruction of Gaza, with or without a hostage release.

    A renewed occupation of Gaza will also further complicate regional dynamics. Arab states that have promised billions of dollars for Gaza’s reconstruction, alongside a credible plan for a two-state solution, will balk at subsidising Israeli military control.

    The stalled US-backed normalisation deal between Israel and Saudi Arabia, which has long been sought both by the Trump and Biden administrations, will probably be pushed even further back. It may even be abandoned entirely if Israel retrenches in Gaza.

    And any US involvement in Israel’s new Gaza plan could complicate negotiations between the US and Iran over Tehran’s nuclear programme. The Iranian foreign minister, Abbas Araghchi, has already accused Netanyahu of dragging the US into a “disaster” in the Middle East by “attempting to brazenly dictate” what Trump can and cannot do in his diplomacy with Iran.

    But perhaps most importantly, the reoccupation of Gaza – coupled with incursions, annexations and settlement expansion in the West Bank – communicates in no uncertain terms that the Israeli government is torpedoing any pathway to a two-state solution.

    This has long been clear to Palestinians and many onlookers. Most realists accepted that any moves towards Palestinian self-determination would be non-starters in the aftermath of the October 7 attacks on southern Israel.

    However, Israel’s friends in the international community, especially in Europe, have been holding on to the hope that Israel would eventually come back to the two-state framework. This latest plan calls their bluff.

    France and the UK are already in discussion about possibly recognising Palestine as a state at a conference in June. The UK has long preferred recognition as part of a peace process towards two states, rather than a symbolic gesture.

    But a retrenched “capture” of Gaza, combined with another massive civilian displacement, may speed up serious consideration of this recognition – while there is still Palestinian territory left to recognise.

    In honor of the 60th anniversary of the preparatory faculty of Peter the Great St. Petersburg Polytechnic University, a series of events dedicated to the history and culture of our country were held for foreign students.

    20 best students from Angola, Vietnam, India, Indonesia, Yemen, China, Myanmar, Palestine, Turkmenistan and Turkey went to a three-day cultural and educational intensive course “Polytechnic in History and Culture” at the Kholomki estate. The guys immersed themselves in the atmosphere of Russian estate life in a historical complex associated with the name of the first director of the Polytechnic – Prince Andrei Grigorievich Gagarin.

    The participants not only learned about the life of the prince and the fate of his estate, but also visited Gagarin’s grave in the village of Belskoye Ustye, paying tribute to the memory of the university’s founder.

    This brought us even closer together! Thank you for the opportunity to relax, find friends and celebrate the faculty anniversary, – shared Mustafa Rozyev from Turkmenistan.

    The educational program was prepared by teachers of the Higher School of International Educational Programs (HSIEEP). There were team-building trainings, quizzes on Russian history and modern culture, and a volleyball match, where international student teams competed with teachers. Indian student Gupta Purvi remembered volleyball the most: It was fun and adventurous, and the teachers were as passionate as we were.

    Jonathan Abel from Indonesia admitted that he especially enjoyed the night songs around the campfire under the starry sky: The teachers sang so beautifully that even those who did not know the words joined in with the melodies.

    Before returning to St. Petersburg, the group honored the memory of the victims of Nazism at the Dulag 100 memorial near Porkhov, where a transit camp was located during the war. The children were reminded that this year Russia solemnly celebrated the 80th anniversary of the Victory in the Great Patriotic War.

    Another group of students from Mexico, China, Turkmenistan, France, Thailand and Slovakia visited the State Museum of the History of Religion. They began their journey with the halls of Christian symbols, where guides gave detailed information about ancient icons, church utensils and the history of Orthodoxy in Russia. Rare exhibits, such as a reconstruction of a 17th-century altar with preserved frescoes, attracted special attention. In the Catholicism department, the participants learned about the connection between European religious traditions and Russian culture.

    Students from Turkmenistan particularly noted the halls dedicated to Islam.

    It’s unexpected to see familiar religious symbols in Russia, it brings us even closer together,” shared Matyakub Yusupov.

    The events not only strengthened intercultural ties, but also became a bridge between the past and present of the Polytechnic University, reminding us of its rich heritage, and helped to form a sense of belonging to the cultural heritage. The organizers are confident that such projects help foreign students to understand Russia more deeply and feel part of a large university family.

    G7 foreign ministers gave a statement on India and Pakistan.

    We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union, strongly condemn the egregious terrorist attack in Pahalgam on April 22 and urge maximum restraint from both India and Pakistan. Further military escalation poses a serious threat to regional stability. We are deeply concerned for the safety of civilians on both sides.

    We call for immediate de-escalation and encourage both countries to engage in direct dialogue towards a peaceful outcome. We continue to monitor events closely and express our support for a swift and lasting diplomatic resolution.

  • MIL-Evening Report: France tightens security for riots anniversary after aborted New Caledonia political talks

    Fresh, stringent security measures have been imposed in New Caledonia following aborted political talks last week and ahead of the first anniversary of the deadly riots that broke out on 13 May 2024, which resulted in 14 deaths and 2.2 billion euros (NZ$4.2 billion) in damages.

    On Sunday, the French High Commission in Nouméa announced that from Monday, May 12, to Friday, May 15, all public marches and demonstrations will be banned in the Greater Nouméa Area.

    Restrictions have also been imposed on the sale of firearms, ammunition, and takeaway alcoholic drinks.

    The measures aim to “ensure public security”.

    In the wake of the May 2024 civil unrest, a state of emergency and a curfew had been imposed and had since been gradually lifted.

    The decision also comes as “confrontations” between law enforcement agencies and violent groups took place mid-last week, especially in the township of Dumbéa — on the outskirts of Nouméa — where there were attempts to erect fresh roadblocks, High Commissioner Jacques Billant said.

    The clashes, including incidents of arson, stone-throwing and vehicles being set on fire, are reported to have involved a group of about 50 individuals and occurred near Médipôle, New Caledonia’s main hospital, and a shopping mall.

    Clashes also occurred in other parts of New Caledonia, including outside the capital Nouméa.

    It adds another reason for the measures is the “anniversary date of the beginning of the 2024 riots”.

    Law and order stepped up
    French authorities have also announced that in view of the first anniversary of the start of the riots tomorrow, law and order reinforcements have been significantly increased in New Caledonia until further notice.

    This includes a total of 2600 officers from the Gendarmerie, police, as well as reinforcements from special elite SWAT squads and units equipped with 16 Centaur armoured vehicles.

    Drones are also included.

    The aim is to enforce a “zero tolerance” policy against “urban violence” through a permanent deployment “night and day”, with a priority to stop any attempt to blockade roads, especially in Greater Nouméa, to preserve freedom of movement.

    One particularly sensitive focus would be placed on the township of Saint-Louis in Mont-Dore often described as a pro-independence stronghold which was a hot spot and the scene of violent and deadly clashes at the height of the 2024 riots.

    “We’ll be present wherever and whenever required. We are much stronger than we were in 2024,” High Commissioner Billant told local media during a joint inspection with French gendarmes commander General Nicolas Matthéos and Nouméa Public Prosecutor Yves Dupas.

    Dupas said that over the past few months the bulk of criminal acts was regarded as “delinquency” — nothing that could be likened to a coordinated preparation for fresh public unrest similar to last year’s.

    Billant said that, depending on how the situation evolves in the next few days, he could also rely on additional “potential reinforcements” from mainland France if needed.

    New Zealand ANZAC war memorial set alight
    A New Zealand ANZAC war memorial in the small rural town of Boulouparis (west coast of the main island of Grande Terre) was found vandalised last Friday evening.

    The monument, inaugurated just one year ago at last year’s ANZAC Day to commemorate the sacrifice of New Zealand soldiers during world wars in the 20th century, was set alight by unidentified people, police said.

    Tyres were used to keep the fire burning.

    An investigation into the circumstances of the incident is underway, the Nouméa Public Prosecutor’s office said, invoking charges of wilful damage.

    Australia, New Zealand travel warnings
    In the neighbouring Pacific, two of New Caledonia’s main tourism source markets, Australia and New Zealand, are maintaining a high level or increased caution advisory.

    The main identified cause is an “ongoing risk of civil unrest”.

    In its latest travel advisory, the Australian brief says “demonstrations and protests may increase in the days leading up to and on days of national or commemorative significance, including the anniversary of the start of civil unrest on May 13.

    “Avoid demonstrations and public gatherings. Demonstrations and protests may turn violent at short notice.”

    Inconclusive talks
    Last Thursday, May 8, French Minister for Overseas Manuel Valls, who had managed to gather all political parties around the same table for negotiations on New Caledonia’s political future, finally left the French Pacific territory. He admitted no agreement could be found at this stage.

    In the final stage of the talks, the “conclave” on May 5-7, he had put on the table a project for New Caledonia’s accession to a “sovereignty with France”, a kind of independence in association with France.

    This option was not opposed by pro-independence groups, including the FLNKS (Kanak Socialist National Liberation Front).

    But the pro-France movement, in support of New Caledonia remaining a part of France, said it could not approve this.

    The main pillar of their argument remained that after three self-determination referendums held between 2018 and 2021, a majority of voters had rejected independence (even though the last referendum, in December 2021, was massively boycotted by the pro-independence camp because of the covid-19 pandemic).

    The anti-independence block had repeatedly stated that they would not accept any suggestion that New Caledonia could endorse a status bringing it closer to independence.

    New Caledonia’s pro-France MP at the French National Assembly, Nicolas Metzdorf, told local media at this stage, his camp was de facto in opposition to Valls, “but not with the pro-independence camp”.

    Metzdorf said a number of issues could very well be settled by talking to the pro-independence camp.

    Electoral roll issue sensitive
    This included the very sensitive issue of New Caledonia’s electoral roll, and conditions of eligibility at the next provincial elections.

    Direct contacts with Macron
    Both Metzdorf and Backès also said during interviews with local media that in the midst of their “conclave” negotiations, they had had contacts as high as French President Emmanuel Macron, asking him whether he was aware of the “sovereignty with France” plan and if he endorsed it.

    Another pro-France leader, Virginie Ruffenach (Le Rassemblement-Les Républicains), also confirmed she had similar exchanges, through her party Les Républicains, with French Minister of Home Affairs Bruno Retailleau, from the same right-wing party.

    As Minister of Home Affairs, Retailleau would have to be involved later in the New Caledonian issue.

    Divided reactions
    Since minister Valls’s departure, reactions were still flowing at the weekend from across New Caledonia’s political chessboard.

    “We have to admit frankly that no agreement was struck”, Valls said last week during a media conference.

    “Maybe the minds were not mature yet.”

    But he said France would now appoint a “follow up committee” to keep working on the “positive points” already identified between all parties.

    During numerous press conferences and interviews, anti-independence leaders have consistently maintained that the draft compromise put to them by Minister Valls during the latest round of negotiations last week, was not acceptable.

    They said this was because it contained several elements of “independence-association”, including the transfer of key powers from Paris to Nouméa, a project of “dual citizenship” and possibly a seat at the United Nations.

    “In proposing this solution, minister [Valls] was biased and blocked the negotiations. So he has prevented the advent of an agreement”, pro-France Les Loyalistes and Southern Province President leader Sonia Backès told public broadcaster NC la 1ère on Sunday.

    “For us, an independence association was out of the question because the majority of [New] Caledonians voted three time against independence,” she said.

    More provincial power plan
    Instead, the Le Rassemblement-LR and Les Loyalistes bloc were advocating a project that would provide more powers to each of the three provinces, including in terms of tax revenue collection.

    The project, often described as a de facto partition, however, was not retained in the latest phases of the negotiations, because it contravened France’s constitutional principle of a united and indivisible nation.

    “But no agreement does not mean chaos”, Backès said.

    On the contrary, she believes that by not agreeing to the French minister’s deal plan, her camp had “averted disaster for New Caledonia”.

    “Tomorrow, there will be another minister . . . and another project”, she said, implicitly betting on Valls’s departure.

    On the pro-independence front, a moderate “UNI” (National Union For Independence) said a in a statement even though negotiations did not eventuate into a comprehensive agreement, the French State’s commitment and method had allowed to offer “clear and transparent terms of negotiations on New Caledonia’s institutional and political future”.

    The main FLNKS group, mainly consisting of pro-independence Union Calédonienne (UC) party, also said that even though no agreement could be found as a result of the latest round of talks, the whole project could be regarded as “advances” and “one more step . . . not a failure” in New Caledonia’s decolonisation, as specified in the 1998 Nouméa Accord, FLNKS chief negotiator and UC party president Emmanuel Tjibaou said.

    Deplored the empty outcome
    Other parties involved in the talks, including Eveil Océanien and Calédonie Ensemble, have deplored the empty outcome of talks last week.

    They called it a “collective failure” and stressed that above all, reaching a consensual solution was the only way forward, and that the forthcoming elections and the preceding campaign could bear the risk of further radicalisation and potential violence.

    In the economic and business sector, the conclave’s inconclusive outcome has brought more anxiety and uncertainty.

    “What businesses need, now, is political stability, confidence. But without a political agreement that many of us were hoping for, the confidence and visibility is not there, there’s no investment”, New Caledonia’s MEDEF-NC (Business Leaders Union) vice-president Bertrand Courte told NC La Première.

    As a result of the May 2024 riots, more than 600 businesses, mainly in Nouméa, were destroyed, causing the loss of more than 10,000 jobs.

    Over the past 12 months, New Caledonia GDP (gross domestic product) has shrunk by an estimated 10 to 15 percent, according to the latest figures produced by New Caledonia statistical institute ISEE.

    What next? Crucial provincial elections
    As no agreement was found, the next course of action for New Caledonia was to hold provincial elections no later than 30 November 2025, under the existing system, which still restricts the list of persons eligible to vote at those local elections.

    The makeup of the electoral roll for local polls was the very issue that triggered the May 2024 riots, as the French Parliament, at the time, had endorsed a Constitutional amendment to push through opening the list.

    At the time, the pro-independence camp argued the changes to eligibility conditions would eventually “dilute” their votes and make indigenous Kanaks a minority in their own country.

    The Constitutional bill was abandoned after the May 2024 rots.

    The sensitive issue remains part of the comprehensive pact that Valls had been working on for the past four months.

    The provincial elections are crucial in that they also determine the proportional makeup of New Caledonia’s Congress and its government and president.

    The provincial elections, initially scheduled to take place in May 2024, and later in December 2024, and finally no later than 30 November 2025, were already postponed twice.

    Even if the provincial elections are held later this year (under the current “frozen” rules), the anti-independence camp has already announced it would contest its result.

    According to the anti-independence camp, the current restrictions on New Caledonia’s electoral roll contradict democratic principles and have to be “unfrozen” and opened up to any citizen residing for more than 10 uninterrupted years.

    The present electoral roll is “frozen”, which means it only allows citizens who have have been livingin New Caledonia before November 1998 to cast their vote at local elections.

    The case could be brought to the French Constitutional Council, or even higher, to a European or international level, said pro-France politicians.

    India is on track to become the world’s fourth-largest economy in 2025, overtaking Japan, according to the latest World Economic Outlook released by the International Monetary Fund (IMF). The report estimates India’s nominal GDP will reach 4,187.02 billion dollars next year, marginally ahead of Japan’s 4,186.43 billion dollars.

    The IMF forecasts that India will continue to be the fastest-growing major economy, maintaining a growth rate above 6 per cent over the next two years. In contrast, Japan is expected to see muted growth of just 0.6 per cent in both 2025 and 2026, as the global trade slowdown weighs on its export-driven economy.

    India’s strong economic momentum is likely to propel it further up the global rankings. By 2028, the country’s GDP is projected to rise to 5,584.48 billion dollars, placing it ahead of Germany and making it the third-largest economy globally.

    Germany, currently the fourth-largest, is expected to be among the worst affected European economies due to ongoing trade tensions. The IMF projects zero growth for Germany in 2025, followed by a modest recovery of 0.9 per cent in 2026. Its GDP is estimated to reach 5,251.93 billion dollars by 2028.

    The United States will retain its position as the world’s largest economy, with a projected GDP of 30,507.22 billion dollars in 2025. China, the second-largest, is expected to record a GDP of 19,231.71 billion dollars.

    The IMF notes that the US economy, having initiated a wave of global tariffs, is showing signs of a slowdown. Growth is forecast to dip to 1.8 per cent this year and 1.7 per cent in 2026.

    The Euro Area is also likely to witness sluggish growth, with an expected expansion of just 0.8 per cent in 2025, picking up slightly to 1.2 per cent in 2026. France is projected to grow at 0.6 per cent and 1 per cent in the next two years, respectively.

    Spain is expected to outperform its peers with a 2.5 per cent growth rate in 2025, although this is likely to ease to 1.8 per cent in 2026. The United Kingdom is forecast to grow at 1.1 per cent and 1.4 per cent during the same period.

    In a once weed-ridden and forgotten corner of Māngere, something remarkable is flourishing. On the unused land of a former Kāinga Ora housing site, the Māngere Community Enviro Hub is now sprouting with fresh produce to feed the community.

    The hub, on the corner of Elmdon St and Watchfield Close, often echoes with the chatter of school kids gathered around the raised beds learning about growing kai, and on special occasions, the smoke from the hāngī pit signals a community gathering. At the Auckland Council-funded Māngere Community Enviro Hub, the community isn’t just watching things grow – they’re growing together.

    1. Growing kai for the community

    In just one year, the Kāinga Ora land leased to community development organisation I AM Māngere has gone from bare earth to a thriving community garden. The driving force of this transformation is software developer turned horticulturist Rata Taiwhanga, from the Etū Rākau Charitable Trust.

    In the māra kai (food garden), several garden beds are growing seasonal kai. The beds are designed in a tiered pyramid shape to create airflow. There’s also a section dedicated to Pacific and international produce such as taro, pawpaw and bananas.

    Even in cooler weather, the garden is thriving with rainbow silverbeet and winter greens. There’s a garden bed set aside for locals who can use the garden to grow vegetables for their whānau. Other produce is sold at markets for an affordable price.

    The pyramid design of the garden beds at Māngere Community Enviro Hub is designed to create airflow around the whenua (land).

    Auckland Council has supported the Māngere Community Enviro Hub through the Climate Grant, the Waste Minimisation and Innovation Fund and support through the Recovery Office. Installing a greenhouse is the next big project on the horizon which will allow the garden to extend the growing season on some crops – part of a bigger project around sustainability and climate resilience.

    “It is important for Auckland Council to support Etū Rākau and the Māngere Enviro Hub,” says Frances Hayton, Low Carbon Specialist for the Council.

    “Māngere is one of the three priority communities identified as needing support to be able to lead their own recovery following the 2023 Auckland Anniversary Weekend floods and adapt to the changing environment.

    “The Māngere Enviro Hub sits alongside other Council programmes that aim to build on the understanding within the Māngere community of a changing climate to future hazards such as floods, drought, cyclones and rising sea levels.”

    2. Composting waste and creating a circular economy

    Council funding has helped provide carbon cycle composting bins for the site. Each bin can process 750kg of food waste a week, and the compost produced is used to replenish the garden. The composting system is part of the Enviro Hub’s circular economy and the group charges local businesses, such as cafes, $30 a week to collect their food scraps. The green waste is then used to grow microgreens, which are sold back to the cafe.

    Local student Jackson has learnt how to compost Māngere Community Enviro Hub’s carbon cycle composting bins. The Council-funded bins have the capacity to compost 750kg of food scraps a week.

    Another local business supplies the Enviro Hub with mulch and brown vegetation for the garden. If the compost bins can generate excess compost, Rata hopes to sell bags at local markets.

    “The idea is to create a micro store that’s accessible for the local community as there’s no hardware store or plant store in Māngere,” says Rata. “By charging a small fee for things like plants, food or compost, it covers costs but it also shows there’s a value to what we’re creating.”

    3. Growing great minds

    The Enviro Hub works with several schools – including Māngere College, which helped build the foundations of the garden – and community groups, such as Ngāti Tamaoho, to run workshops and teach tamariki and rangitahi (children and teenagers) sustainable living skills like how to grow their own kai. From these practical skills and new-found knowledge of the environment comes personal growth, says Rata.

    “Some of these kids have a 501 gang background and what we’re trying to do here is to equip them for life,” says Rata. “I see a lot of rangatahi and they’re afraid of being Māori. They think they need to speak the reo (language) to understand the history and know their whakapapa to be Māori.

    “One thing I say to these kids is if you want to understand your culture, understand your first mother, Papatūānuku (Mother Earth). Once you learn how to look after the garden and the planet and all that, everything else will just come naturally.”

    4. Replenishing the whenua (land)

    In his workshops, Rata teaches his students how to rejuvenate the soil in the garden with compost and organic matter which brings microorganisms to the soil. He also talks to his students about carbon sequestration (the process of capturing and storing carbon dioxide from the atmosphere in the soil) and mycelium in the soil (the rootlike network of fungus) – the Enviro Hub even has a mushroom hut!

    “The way I explain the soil is like a waka,” Rata explains. “When some people first see a waka they think the ingenuity is in the sail, but it’s actually underneath the boat which creates air bubbles that make the boat go fast – it’s the same with soil and the garden.”

    Rata also leads the community on litter clean-up days and the restoration of Te Ararata Creek. This Matariki, the Enviro Hub plans to plant 500 native trees on the waterway.

    5. Feeding the community

    As well as feeding locals with fresh produce, Rata and the Enviro Hub team have worked together with the Tūpuna Maunga Authority to create community hāngī days. Earlier this year, the Māngere Community Enviro Hub and Te Pane o Mataoho / Te Ara Pueru / Māngere Mountain collaborated to feed the community with delicious hāngī.

    The hāngī pit at Māngere Community Enviro Hub is used for special events. The carbon left over from the feast is used to replenish the soil.

    The food was prepped by a kapa haka group from Māngere College and was cooked by Māori chef Kia Kanuta. The meat served was halal to cater to Māngere’s growing Muslim community.

    “For some that attended it was their first experience of hāngī and that part of Māori culture. It was important to us to make it inclusive for everyone,” says Rata. “As humans, food is our first language and it’s a common shared experience for every culture. The good thing about hāngī is it sweetens the soil and we can use the carbon back in the garden – it’s all cyclical.”

    Police can now confirm the person who died was a child.

    Two other children were also flown to hospital and are now in a stable condition.

    Police are providing support to the family at the centre of this tragic event.

    The death will be referred to the Coroner.

    Despite rising unilateralism, China firmly opposes all forms of hegemony and power politics and is committed to maintaining international rules and order, which aligns with the common interests of developing countries, Suver said.

    In the face of various conflicts, the international community needs dialogue and cooperation, not division; global development requires rationality and conscience, not power politics, said Suver.

    President Xi has proposed to build a community with a shared future for mankind, emphasizing dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum outcomes, said Abdullah Al-Dosari, editor in chief of Kuwait’s Al-Arab Electronic Newspaper.

    The Middle East region has long been in turmoil, with peace deficit growing larger and larger, Al-Dosari said, noting that Xi’s proposal has great significance for regional peace and stability.

    FC Barcelona has one hand on this season’s La Liga trophy after winning a thrilling Clasico 4-3 against Real Madrid on Sunday.

    Although Kylian Mbappe scored a hat-trick for Madrid, two goals from Raphinha and one each from Eric Garcia and Lamine Yamal gave Barca three points that put them seven clear of Madrid with just nine points left to play for.

    Real Madrid got off to a flying start when an error from Pau Cubarsi put Kylian Mbappe clear, only for the striker to be brought down by Wojciech Szczesny, with the Frenchman picking himself up to score from the spot after just five minutes.

    It was 2-0 in the 13th minute as Mbappe beat the offside trap and confidently smashed the ball past Szczesny to double the lead.

    Barca needed to get back into the game quickly, and Garcia did just that with a close-range header in the 19th minute after Ferran Torres had flicked on Dani Olmo’s corner.

    Yamal leveled with a stunning left-foot shot in the 32nd minute after Torres laid the ball back to him, and two minutes later it was 3-2 after a mix-up in the Madrid attack between Fede Valverde and Mbappe saw Pedri pick their pockets.

    The midfielder found Raphinha in space, and the Brazilian made no mistake with his left-footed effort.

    Real Madrid looked ragged and Barca was in complete control, although there was a nervous moment when the referee gave Madrid a penalty after Mbappe went down, only to correct his decision for a narrow offside.

    Raphinha headed another chance over the bar after a wonderful pass from Yamal, but made no mistake on the verge of halftime after he robbed Lucas Vazquez and exchanged passes with Torres.

    Barca controlled most of the second half, but had some nervous moments after Mbappe again beat the offside trap to pull a goal back, and the Frenchman could have scored a fourth, only to shoot tamely at Szczesny.

    Youngster Victor Munoz also fired wide for Madrid moments after coming on.

    Barca will be crowned La Liga champion with a win away to local rival Espanyol on Thursday night.

    eal Madrid suffered yet another defeat to their fierce rivals FC Barcelona, falling 3-5 at the Estadi Olímpic Lluís Companys in what was their fourth El Clasico loss of the season. A hat-trick by Kylian Mbappe proved insufficient, as the Catalans firmly claimed bragging rights on Sunday.

    Goals from Eric Garcia, Lamine Yamal, and a brace by Raphinha secured a thrilling comeback win for the hosts, who had trailed by two goals within the opening 15 minutes due to an early blitz by Mbappe.

    With this victory, Barcelona moved seven points clear of Real Madrid in the La Liga standings and now need only one win from their three remaining games to clinch their 28th league title.

    Mbappe looked ready for the occasion from the start. He earned a penalty in the 5th minute after drawing a foul from goalkeeper Wojciech Szczesny, which he converted with ease. Just nine minutes later, he doubled Madrid’s advantage. An assist from Vinicius Jr set up the Frenchman’s 38th goal of the season—surpassing Chilean striker Ivan Zamorano’s record of 37 goals in a debut season for Real Madrid in 1992/93.

    However, the visitors were soon given a rude awakening. In the 19th minute, Ferran Torres flicked a corner toward Eric Garcia, who headed it into the net.

    The floodgates opened as Barcelona chased the deficit with relentless aggression. Lamine Yamal continued his stellar season with a driven low shot that left Courtois with little chance in goal.

    Just two minutes later, Raphinha opened his account for the night. The Brazilian winger was beautifully played in by midfielder Pedri and made no mistake in converting. Raphinha added his second just before the half-time whistle, giving Barcelona a commanding lead.

    Madrid failed to recover from the deficit and ended their 2024–25 campaign winless against their arch-rivals, having previously lost 0-4 at the Bernabéu in the league, 2-5 in the Spanish Super Cup Final in Riyadh, and 2-3 in the Copa del Rey Final at La Cartuja.

    South Korea completed a dominant sweep of all five recurve titles at the Archery World Cup Shanghai stop, the second stage of the 2025 season, on Sunday, while host China claimed two silver medals in team events.

    In the recurve men’s team final, the Korean trio of Lee Woo-seok, Kim Je-deok, and Kim Woo-jin delivered a flawless first set with a perfect 60-point score, overpowering France 6-0. The United States took bronze with a 5-3 win over India.

    The recurve women’s team final featured a clash between South Korea and China. Despite an uncharacteristic 7 in the third set from the Koreans, young Chinese archers Zhu Jingyi and Huang Yuwei struggled under pressure, allowing the reigning Olympic champions to seal a 6-2 victory. Chinese Taipei claimed bronze by defeating Mexico 5-1.

    South Korea continued its supremacy in the mixed team event, with Olympic champions Kim Woo-jin and Lim Si-hyeon overpowering China’s Wang Yan and Li Jiaman 6-2. Türkiye secured the bronze medal.

    “These young athletes experienced their first international final showdown against Korean archers,” said Chinese coach Kwon Yong-hak. “They were angry after the match – I told them they should feel that way. This unyielding attitude is crucial for growth.”

    He particularly noted Li Jiaman’s determination: “She desperately wanted redemption after the women’s team loss, but the mounting pressure affected her mixed team performance. We’re not afraid of losing – these lessons will fuel our preparation for Los Angeles 2028.”

    Kim Woo-jin cemented his status as the tournament’s standout athlete, adding individual men’s gold to his team and mixed team triumphs. The Paris 2024 Olympic champion edged Mexico’s Matias Grande 7-1 in the final. In the women’s event, Lee Ga-hyun completed Korea’s golden sweep with a 6-2 victory over compatriot Lim Si-hyeon.

    The compound finals on Saturday saw Dutch star Mike Schloesser claim his tenth World Cup stage gold in the men’s final, while India’s Madhura Dhamangaonkar secured her victory in the women’s final. Team honors went to India (men), Mexico (women), and Britain’s Ella Gibson and Ajay Scott (mixed).

    The Archery World Cup moves to Antalya, Türkiye for its next stage from June 3-8.

  • MIL-Evening Report: India-Pakistan ceasefire shouldn’t disguise fact that norms have changed in South Asia, making future de-escalation much harder

    India and Pakistan have seen the scenario play out before: a terror attack in which Indians are killed leads to a succession of escalatory tit-fot-tat measures that put South Asia on the brink of all-out war. And then there is a de-escalation.

    The broad contours of that pattern have played out in the most recent crisis, with the latest step being the announcement of a ceasefire on May 10, 2025.

    But in another important way, the flare-up – which began on April 22 with a deadly attack in Indian-controlled Kashmir, in which 26 people were killed – represents significant departures from the past. It involved direct missile exchanges targeting sites inside both territories and the use of advanced missile systems and drones by the two nuclear rivals for the first time.

    As a scholar of nuclear rivalries, especially between India and Pakistan, I have long been concerned that the erosion of international sovereignty norms, diminished U.S. interest and influence in the region and the stockpiling of advanced military and digital technologies have significantly raised the risk of rapid and uncontrolled escalation in the event of a trigger in South Asia.

    These changes have coincided with domestic political shifts in both countries. The pro-Hindu nationalism of Indian Prime Minister Narendra Modi’s government has heightened communal tensions in the country. Meanwhile Pakistan’s powerful army chief, Gen. Syed Asim Munir, has embraced the “two-nation theory,” which holds that Pakistan is a homeland for the subcontinent’s Muslims and India for Hindus.

    This religious framing was even seen in the naming of the two countries’ military operations. For India, it is “Operation Sindoor” – a reference to the red vermilion used by married Hindu women, and a provocative nod to the widows of the Kashmir attack. Pakistan called its counter-operation “Bunyan-un-Marsoos” – an Arabic phrase from the Quran meaning “a solid structure.”

    The role of Washington

    The India-Pakistan rivalry has cost tens of thousands of lives across multiple wars in 1947-48, 1965 and 1971. But since the late 1990s, whenever India and Pakistan approached the brink of war, a familiar de-escalation playbook unfolded: intense diplomacy, often led by the United States, would help defuse tensions.

    In 1999, President Bill Clinton’s direct mediation ended the Kargil conflict – a limited war triggered by Pakistani forces crossing the Line of Control into Indian-administered Kashmir – by pressing Pakistan for a withdrawal.

    Similarly, after the 2001 attack inside the Indian Parliament by terrorists allegedly linked to Pakistan-based groups Lashkar-e-Taiba and Jaish-e-Mohammed, U.S. Deputy Secretary of State Richard Armitage engaged in intense shuttle diplomacy between Islamabad and New Delhi, averting war.

    And after the 2008 Mumbai attacks, which saw 166 people killed by terrorists linked to Lashkar-e-Taiba, rapid and high-level American diplomatic involvement helped restrain India’s response and reduced the risk of an escalating conflict.

    As recently as 2019, during the Balakot crisis – which followed a suicide bombing in Pulwama, Kashmir, that killed 40 Indian security personnel – it was American diplomatic pressure that helped contain hostilities. Former Secretary of State Mike Pompeo later wrote in his memoirs, “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over into a nuclear conflagration in February 2019.”

    A diplomatic void?

    Washington as peacemaker made sense: It had influence and a vested interest.

    During the Cold War, the U.S. formed a close alliance with Pakistan to counter India’s links with the Soviet Union. And after the 9/11 terror attacks, the U.S. poured tens of billions of dollars in military assistance into Pakistan as a frontline partner in the “war on terror.”

    Simultaneously, beginning in the early 2000s, the U.S. began cultivating India as a strategic partner.

    A stable Pakistan was a crucial partner in the U.S. war in Afghanistan; a friendly India was a strategic counterbalance to China. And this gave the U.S. both the motivation and credibility to act as an effective mediator during moments of India-Pakistan crisis.

    Today, however, America’s diplomatic attention has shifted significantly away from South Asia. The process began with the end of the Cold War, but accelerated dramatically after the U.S. withdrawal from Afghanistan in 2021. More recently, the wars in Ukraine and the Middle East have consumed Washington’s diplomatic efforts.

    Since President Donald Trump took office in January 2025, the U.S. has not appointed an ambassador in New Delhi or Islamabad, nor confirmed an assistant secretary of state for South and Central Asian Affairs – factors that must have hampered any mediating role for the United States.

    And while Trump said the May 10 ceasefire followed a “long night of talks mediated by the United States,” statements from India and Pakistan appeared to downplay U.S. involvement, focusing instead on the direct bilateral nature of negotiations.

    Should it transpire that Washington’s role as a mediator between Pakistan and India has been diminished, it is not immediately obvious who, if anyone, will fill the void. China, which has been trying to cultivate a role of mediator elsewhere, is not seen as a neutral mediator due to its close alliance with Pakistan and past border conflicts with India. Other regional powers like Iran and Saudi Arabia tried to step in during the latest crisis, but both lack the power clout of the U.S. or China.

    This absence of external mediation is not, of course, a problem in itself. Historically, foreign interference – particularly U.S. support for Pakistan during the Cold War – often complicated dynamics in South Asia by creating military imbalances and reinforcing hardline positions. But the past has shown external pressure – especially from Washington – can be effective.

    Breaking the norms

    The recent escalation unfolded against the backdrop of another dynamic: the erosion of international norms since the end of the Cold War and accelerating after 2001.

    America’s “war on terror” fundamentally challenged international legal frameworks through practices such as preemptive strikes against sovereign states, targeted drone killings and the “enhanced interrogation techniques” of detainees that many legal scholars classify as torture.

    More recently, Israel’s operations in Gaza, Lebanon and Syria have drawn widespread criticism for violations of international humanitarian law – but have resulted in limited consequences.

    In short, geopolitical norms have been ebbed away and military actions that were once deemed red lines are crossed with little accountability.

    For India and Pakistan, this environment creates both opportunity and risk. Both can point to behaviors elsewhere to justify assertive actions that they have undertaken that, in previous years, would have been deemed a step too far – such as attacks on places of worship and sovereignty violations.

    Multi-domain warfare

    But what truly distinguished the latest crisis from those of the past is, I believe, its multi-domain nature. The conflict is no longer confined to conventional military exchanges along the line of control – as it was for the first five decades of the Kashmir question.

    Both countries largely respected the line of control as a de facto boundary for military operations until the 2019 crisis. Since then, there has been a dangerous progression: first to cross-border airstrikes into each other’s territories, and now to a conflict that spans conventional military, cyber and information spheres simultaneously.

    Reports indicate Chinese-made Pakistani J-10 fighter jets shot down multiple Indian aircraft, including advanced French Rafale jets. This confrontation between Chinese and Western weapons represents not just a bilateral conflict but a proxy test of rival global military technologies – adding another layer of great-power competition to the crisis.

    In addition, the use of loitering drones designed to attack radar systems represents a significant escalation in the technological sophistication of cross-border attacks compared to years past.

    The conflict has also expanded dramatically into the cyber domain. Pakistani hackers, claiming to be the “Pakistan Cyber Force,” report breaching several Indian defense institutions, potentially compromising personnel data and login credentials.

    Simultaneously, social media and a new right-wing media in India have become a critical battlefront. Ultranationalist voices in India incited violence against Muslims and Kashmiris; in Pakistan, anti-India rhetoric similarly intensified online.

    Cooler voices prevailing … for now

    These shifts have created multiple escalation pathways that traditional crisis management approaches weren’t designed to address.

    Particularly concerning is the nuclear dimension. Pakistan’s nuclear doctrine is that it will use nuclear weapons if its existence is threatened, and it has developed short-range tactical nuclear weapons intended to counter Indian conventional advantages. Meanwhile, India has informally dialed back its historic no-first-use stance, creating ambiguity about its operational doctrine.

    Thankfully, as the ceasefire announcement indicates, mediating voices appear to have prevailed this time around. But eroding norms, diminished great power diplomacy and the advent of multi-domain warfare, I argue, made this latest flare-up a dangerous turning point.

    What happens next will tell us much about how nuclear rivals manage, or fail to manage, the spiral of conflict in this dangerous new landscape.

    Washington, D.C. – 5/10/25… Congressman Mike Lawler (NY-17), joined by Reps. Debbie Wasserman Schultz (FL-25), French Hill (AR-02), Josh Gottheimer (NJ-05), and Tom Suozzi (NY-03) led 45 of their House colleagues in a bipartisan letter to President Trump urging his administration to continue prioritizing the immediate release of the five American citizens who remain in captivity in Gaza following the October 7, 2023, terrorist attacks on Israel.

    The coordinated terrorist attacks carried out by Hamas and other Palestinian terrorist groups that killed over 1,200 people, including more than 40 Americans. On that day, they took into Gaza over 250 hostages, twelve of whom were American. Five U.S. citizens Edan Alexander, Omer Neutra, Itay Chen, Gadi Haggai, and Judi Weinstein Haggai remain in captivity, with Edan as the only hostage who is believed to be alive. 

    “Securing the release of all five American hostages is critical as every additional moment in captivity is a matter of life or death,” wrote the lawmakers. “We urge you to avail yourself of all available options and diplomatic channels to achieve a deal for their release.”

    “Our government’s most solemn responsibility is to keep Americans safe. With that responsibility in mind, we urge you to use all diplomatic tools at your disposal, in concert with our regional allies and partners, to ensure Edan’s release and the release of the remains of the deceased American hostages as soon as possible. Every day in captivity adds to the nightmare for the hostages and their families. We must bring them home now,” concluded the lawmakers. 

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI Global: Pope Leo XIV’s recent predecessors at the Vatican defended migrants. Will he do the same?

    Political language is sometimes used to describe the orientations of the Vatican. When the late Pope Francis defended migrants, it was suggested that he was a “left-wing” pope. Today, people are wondering whether Pope Leo XIV will adopt a “progressive” path or, on the contrary, a philosophy on immigration different from that of Francis.

    To answer this question, it is helpful to look at what successive popes have said about welcoming foreigners. We can see that they have defended not only migrants but also a right of immigration. Their approach has been universalist and it rejected all discrimination. Could it change?

    Supporting the right of immigration

    During the period between the second world war and the election of Leo XIV, the Vatican had six popes. The first, Pius XII (1939-1958), seems to have been more in favour of immigration than the United Nations. In 1948, when the UN adopted the Universal Declaration of Human Rights, emigration was enshrined as a fundamental right: “Everyone has the right to leave any country, including his own.”

    This wording does not mention the right to enter a country that is not one’s own, and Pius XII called this vagueness into question. In his 1952 Christmas message, he argued that it resulted in a situation in which “the natural right of every person not to be prevented from emigrating or immigrating is practically annulled, under the pretext of a falsely understood common good”.

    Pius XII believed that immigration was a natural right, but linked it to poverty. He therefore asked governments to facilitate the migration of workers and their families to “regions where they could more easily find the food they needed”. He deplored the “mechanisation of minds” and called for a softening “in politics and economics, of the rigidity of the old framework of geographical boundaries”.

    In the Apostolic Constitution on the Exiled Family, also in 1952, he wrote about why migration was essential for the Church.

    Pope John XXIII (1958-1963) extended this argument in two encyclicals: Mater et magistra in 1961 and Pacem in terris in 1963. Whereas Pius XII had thought that the natural right to emigrate only applied to people in need, John XXIII included everyone: “among man’s personal rights we must include his right to enter a country in which he hopes to be able to provide more fittingly for himself and his dependents” (Pacem in terris 106).

    A refusal of discrimination

    For Paul VI (1963-1978), the Christian duty to serve migrant workers must be fulfilled without discrimination. In a 1965 encyclical, he maintained that “a special obligation binds us to make ourselves the neighbour of every person without exception and of actively helping him when he comes across our path, whether he be an old person abandoned by all, a foreign labourer unjustly looked down upon, a refugee… ” He also stated the requirement “to assist migrants and their families” (Gaudium et spes).

    John Paul II (1978-2005) made numerous statements in favour of immigration. For example, his speech for World Migration Day in 1995 was devoted to undocumented migrants. He wrote: “The Church considers the problem of illegal migrants from the standpoint of Christ, who died to gather together the dispersed children of God (cf Jn 11:52), to rehabilitate the marginalized and to bring close those who are distant, in order to integrate all within a communion that is not based on ethnic, cultural or social membership.”

    Benedict XVI (2005-2013) acknowledged the “feminization of migration” and the fact that”female emigration tends to become more and more autonomous. Women cross the border of their homeland alone in search of work in another country.“ (Message, 2006)

    Welcoming the entry into force of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, he recalled: “The Church encourages the ratification of the international legal instruments that aim to defend the rights of migrants, refugees and their families” (Message 2007).

    Pope Francis (2013-2025) embraced this globally inclusive tradition. His encyclical on “Fraternity and Social Friendship” calls for “recognizing that all people are our brothers and sisters, and seeking forms of social friendship that include everyone” (Fratelli tutti, 2020).

    He insisted that “for a healthy relationship between love of one’s native land and a sound sense of belonging to our larger human family, it is helpful to keep in mind that global society is not the sum total of different countries, but rather the communion that exists among them” (Fratelli tutti, 2020).

    On the question of migration, Francis maintained that “our response to the arrival of migrating persons can be summarized by four words: welcome, protect, promote and integrate” (Fratelli tutti, 2020).

    Not a political preference

    It appears that the pontificate of Leo XIV will reflect a similar commitment. However, this cannot be explained by political preference, or by personal and family history (the US-born pope is the grandson of immigrants and became a naturalized citizen of Peru). Popes do not defend immigrants because they are left-wing or progressive, but because they are at the head of an institution whose raison d’être is “to act in continuity with the mission of Christ”.

    For Christians, welcoming foreigners is meant to be a fundamental duty, a condition of salvation. In the gospel, Matthew has Jesus say that this is one of the criteria for the Last Judgement. Those who welcome the stranger will receive the kingdom of God “as an inheritance”. Others will receive eternal punishment: “For I was hungry and you gave me no food, I was thirsty, and you gave me no drink, I was a stranger, and you did not welcome me, naked and you did not clothe me, sick and in prison and you did not visit me” (Matthew, 25:42-43).

    The stranger is at the heart of the New Testament revolution. Of course, the imperatives of hospitality are found in both the Old and New Testaments. It is a hospitality that is demanding (“You shall treat the stranger who sojourns with you as the native among you, and you shall love him as yourself, for you were strangers in the land of Egypt” [Leviticus 19:34]) and unconditional (“Show hospitality without complaining” [Peter 4:9]).

    But the New Testament revolution endows Christianity with a universal aspiration: human beings, by virtue of their origin, all become brothers. Belonging to Christianity itself is reflected by faith in this universality: “We know that we love the children of God when we love God” [John 5:2]. With this message, Christianity blurs the distinction between strangers and relatives: “You are no longer strangers and foreigners, but fellow citizens with the saints and members of God’s household” [Ephesians 2:19].

    According to the Letter to Diognetus, this is what makes Christians unique: “They reside each in his own country, but as dwelling strangers. Every foreign land is a homeland to them, and every homeland is a foreign land to them.”

    In his very first homily, Leo XIV suggested that the Christian faith might seem “absurd, reserved for the weak or the less intelligent”. But the institution of which he declared himself a “faithful administrator” has been preaching “universal mercy” for over 2,000 years.

    ANKARA, May 11 (Xinhua) — Turkish President Recep Tayyip Erdogan on Sunday expressed the Turkish side’s readiness to host direct peace talks between Russia and Ukraine after the Russian side proposed holding them in Istanbul.

    According to a statement from R. T. Erdogan’s office, the corresponding statement was made during his separate telephone conversations with Russian President Vladimir Putin and French President Emmanuel Macron.

    During the conversation with V. Putin, the head of Turkey touched upon issues of Turkish-Russian relations, as well as broader regional and global issues. He welcomed the Russian leader’s recent proposal to resume peace talks with Ukraine in Istanbul on May 15 and stated that “Türkiye is ready to accept talks aimed at achieving a long-term solution,” the chancellery specified.

    R. T. Erdogan stressed that a window of opportunity has opened for achieving peace and noted that the establishment of a comprehensive ceasefire will create the necessary conditions for productive negotiations.

    In a conversation with E. Macron, the Turkish president emphasized the importance of continuing cooperation on the issue of launching negotiations on permanent peace and supporting the process of restoring Ukraine.

    Noting that a historic turning point has arrived on the path to ending the war between Ukraine and Russia and that this opportunity must be seized, R. T. Erdogan told E. Macron that Turkey is ready to make any contribution, including organizing negotiations, to achieve a ceasefire and lasting peace.

    Speaking to reporters in the Kremlin earlier on Sunday, Putin proposed resuming direct talks with Ukraine in Istanbul on May 15. The Russian leader stressed that Russia is committed to serious talks with Ukraine that are designed to address the root causes of the ongoing conflict and to establish a long-term, lasting peace in the historical perspective.

    In response, Ukrainian President Volodymyr Zelensky called it a good sign that Russia had begun to think about ending the war, but, according to him, the very first step towards this should be the beginning of a full, long-term and reliable ceasefire from May 12.

  • MIL-OSI Global: G20 is too elite. There’s a way to fix that though – economists

    The G20 claims to be “the premier forum for international economic cooperation”.

    But is it?

    As scholars of global economic governance, we are sceptical of this claim. Here are our main reasons.

    • The G20 is insufficiently representative of the 193 member states of the United Nations plus the small number of non-member states.

    • It is a self-selected group of 19 countries and the European and African Unions.

    • It has no mandate to act or speak on behalf of the international community.

    • It has no transparent or formal mechanisms through which it can communicate with actors who do not participate in the G20 but have a stake in its deliberations and their outcomes.

    The growing tensions in the world make it more urgent to improve the efficacy of the G20. Firstly, because there is growing evidence of the loss of interest in global cooperation. Secondly, because rich states are cutting their official development assistance and are failing to meet their commitments to help countries deal with loss and damage from climate impacts and make their economies more resilient to shocks.

    And thirdly, because rich countries are also reluctant to discuss financing sustainable and inclusive development in forums like the upcoming Fourth Financing for Development Conference or the UN, where all states can participate. They prefer exclusive forums like the G20.

    Here, after briefly describing the structure of the G20, we argue that its lack of representation is a major problem. We offer a solution and argue that, as chair of the G20 this year, South Africa is well placed to promote this solution.

    What is the G20 and how does it function?

    The G20 was established in the late 1990s in the wake of the East Asian financial crisis. Its members were invited by the US and Germany based on a proposal from the Canadian government. Initially only finance ministers and central bank governors of major advanced and emerging economies were involved. After the financial crisis of 2008-2009 it was upgraded to summit level with the same membership.

    A summit is held annually, under the leadership of a rotating presidency.

    The group accounts for 67% of the world’s population, 85% of global GDP, and 75% of global trade. The membership comprises 19 of the “weightiest” national economies plus the European Union and the African Union. The 19 national economies are the G7 (US, Japan, Germany, UK, France, Italy, Canada), plus Australia, China, India, Indonesia, Republic of Korea, Russia, Turkey, Saudi Arabia, South Africa, Mexico, Brazil, and Argentina. These countries are permanently “in”. The remaining 90% of countries in the world are excluded unless invited as “special guests” on an ad hoc basis.

    Representatives of a select group of international organisations including the International Monetary Fund, the World Bank, the Organization for Economic Cooperation and Development (OECD) and the World Trade Organization also participate, together with those from some UN entities.

    The G20’s work is managed by a troika consisting of the current president with the assistance of the past president and the incoming president. In 2025 this troika consists of South Africa as the current chair, Brazil as the past chair and the US, which will become the G20 president in 2026. The G20 has no permanent secretariat.

    The consistency in G20 membership has proven to be an advantage because it helps foster a sense of familiarity, understanding and trust at the technical level among the permanent members. This is helpful in times of crisis and in dealing with complex problems.

    But its exclusivity and informal status have limited its ability to address major challenges such as the global response to the economic and health consequences of the COVID pandemic. This is because an effective response required agreement and coordinated action by all states and not just those in the G20.

    A solution

    We think that the governance model of the Financial Stability Board offers a solution.

    The Financial Stability Board was established under the umbrella of the G20 in 2009. Its job is to coordinate international financial regulatory standard-setting, monitor the global financial system for signs of stress, and to make recommendations that can help avert potential financial crises.

    It is also an exclusive club. Its membership consists of the financial regulatory authorities in the G20 countries plus those in a few other countries that are considered financially systemically important.

    However, unlike the G20, the Financial Stability Board has made a systematic effort to learn the views of non-members. It has established six Regional Consultative Groups, one each for the Americas, Asia, Commonwealth of Independent States, Europe, Middle East and North Africa, and sub-Saharan Africa.

    The objective is to expand and formalise the Financial Stability Board’s outreach activities beyond its membership and to better reflect the global character of the financial system.

    The regional consultative groups operate in a framework which promotes compliance within each region with the Financial Stability Board’s policy initiatives. The framework enables the group members to share among themselves and with the board their views on common problems and solutions and on the issues on the board’s agenda.

    Importantly, each regional group is co-chaired by an official from a Financial Stability Board member and an official from a non-member institution.

    Applying this model to the G20 would allow the current G20 membership to continue, while obliging the members to establish a consultation process with regional neighbours. This would create a limited form of representation for all the world’s states.

    It would also empower the smaller and weaker members of the G20 because it would enable them to speak with more confidence and credibility about the challenges facing their region.

    This arrangement would also establish a limited form of G20 accountability towards the international community.

    Next steps

    As chair of the G20 chair for 2025, South Africa is well placed to promote this solution to the group’s representation problem. It should work with the African Union to establish an African G20 regional consultative group. South Africa and the African Union could invite each African regional organisation to select one representative to serve on the initial consultative group.

    South Africa could also commit to convey the outcomes of G20 regional consultative group meetings to the G20.

    South Africa can then use this example to demonstrate to the G20 the value of having a G20 regional consultative group and advocate that other regions should adopt the same approach.

    India and Pakistan have seen the scenario play out before: a terror attack in which Indians are killed leads to a succession of escalatory tit-fot-tat measures that put South Asia on the brink of all-out war. And then there is a de-escalation.

    The broad contours of that pattern have played out in the most recent crisis, with the latest step being the announcement of a ceasefire on May 10, 2025.

    But in another important way, the flare-up – which began on April 22 with a deadly attack in Indian-controlled Kashmir, in which 26 people were killed – represents significant departures from the past. It involved direct missile exchanges targeting sites inside both territories and the use of advanced missile systems and drones by the two nuclear rivals for the first time.

    As a scholar of nuclear rivalries, especially between India and Pakistan, I have long been concerned that the erosion of international sovereignty norms, diminished U.S. interest and influence in the region and the stockpiling of advanced military and digital technologies have significantly raised the risk of rapid and uncontrolled escalation in the event of a trigger in South Asia.

    These changes have coincided with domestic political shifts in both countries. The pro-Hindu nationalism of Indian Prime Minister Narendra Modi’s government has heightened communal tensions in the country. Meanwhile Pakistan’s powerful army chief, Gen. Syed Asim Munir, has embraced the “two-nation theory,” which holds that Pakistan is a homeland for the subcontinent’s Muslims and India for Hindus.

    This religious framing was even seen in the naming of the two countries’ military operations. For India, it is “Operation Sindoor” – a reference to the red vermilion used by married Hindu women, and a provocative nod to the widows of the Kashmir attack. Pakistan called its counter-operation “Bunyan-un-Marsoos” – an Arabic phrase from the Quran meaning “a solid structure.”

    The role of Washington

    The India-Pakistan rivalry has cost tens of thousands of lives across multiple wars in 1947-48, 1965 and 1971. But since the late 1990s, whenever India and Pakistan approached the brink of war, a familiar de-escalation playbook unfolded: intense diplomacy, often led by the United States, would help defuse tensions.

    In 1999, President Bill Clinton’s direct mediation ended the Kargil conflict – a limited war triggered by Pakistani forces crossing the Line of Control into Indian-administered Kashmir – by pressing Pakistan for a withdrawal.

    Similarly, after the 2001 attack inside the Indian Parliament by terrorists allegedly linked to Pakistan-based groups Lashkar-e-Taiba and Jaish-e-Mohammed, U.S. Deputy Secretary of State Richard Armitage engaged in intense shuttle diplomacy between Islamabad and New Delhi, averting war.

    And after the 2008 Mumbai attacks, which saw 166 people killed by terrorists linked to Lashkar-e-Taiba, rapid and high-level American diplomatic involvement helped restrain India’s response and reduced the risk of an escalating conflict.

    As recently as 2019, during the Balakot crisis – which followed a suicide bombing in Pulwama, Kashmir, that killed 40 Indian security personnel – it was American diplomatic pressure that helped contain hostilities. Former Secretary of State Mike Pompeo later wrote in his memoirs, “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over into a nuclear conflagration in February 2019.”

    A diplomatic void?

    Washington as peacemaker made sense: It had influence and a vested interest.

    During the Cold War, the U.S. formed a close alliance with Pakistan to counter India’s links with the Soviet Union. And after the 9/11 terror attacks, the U.S. poured tens of billions of dollars in military assistance into Pakistan as a frontline partner in the “war on terror.”

    Simultaneously, beginning in the early 2000s, the U.S. began cultivating India as a strategic partner.

    A stable Pakistan was a crucial partner in the U.S. war in Afghanistan; a friendly India was a strategic counterbalance to China. And this gave the U.S. both the motivation and credibility to act as an effective mediator during moments of India-Pakistan crisis.

    Today, however, America’s diplomatic attention has shifted significantly away from South Asia. The process began with the end of the Cold War, but accelerated dramatically after the U.S. withdrawal from Afghanistan in 2021. More recently, the wars in Ukraine and the Middle East have consumed Washington’s diplomatic efforts.

    Since President Donald Trump took office in January 2025, the U.S. has not appointed an ambassador in New Delhi or Islamabad, nor confirmed an assistant secretary of state for South and Central Asian Affairs – factors that must have hampered any mediating role for the United States.

    And while Trump said the May 10 ceasefire followed a “long night of talks mediated by the United States,” statements from India and Pakistan appeared to downplay U.S. involvement, focusing instead on the direct bilateral nature of negotiations.

    Should it transpire that Washington’s role as a mediator between Pakistan and India has been diminished, it is not immediately obvious who, if anyone, will fill the void. China, which has been trying to cultivate a role of mediator elsewhere, is not seen as a neutral mediator due to its close alliance with Pakistan and past border conflicts with India. Other regional powers like Iran and Saudi Arabia tried to step in during the latest crisis, but both lack the power clout of the U.S. or China.

    This absence of external mediation is not, of course, a problem in itself. Historically, foreign interference – particularly U.S. support for Pakistan during the Cold War – often complicated dynamics in South Asia by creating military imbalances and reinforcing hardline positions. But the past has shown external pressure – especially from Washington – can be effective.

    Breaking the norms

    The recent escalation unfolded against the backdrop of another dynamic: the erosion of international norms since the end of the Cold War and accelerating after 2001.

    America’s “war on terror” fundamentally challenged international legal frameworks through practices such as preemptive strikes against sovereign states, targeted drone killings and the “enhanced interrogation techniques” of detainees that many legal scholars classify as torture.

    More recently, Israel’s operations in Gaza, Lebanon and Syria have drawn widespread criticism for violations of international humanitarian law – but have resulted in limited consequences.

    In short, geopolitical norms have been ebbed away and military actions that were once deemed red lines are crossed with little accountability.

    For India and Pakistan, this environment creates both opportunity and risk. Both can point to behaviors elsewhere to justify assertive actions that they have undertaken that, in previous years, would have been deemed a step too far – such as attacks on places of worship and sovereignty violations.

    Multi-domain warfare

    But what truly distinguished the latest crisis from those of the past is, I believe, its multi-domain nature. The conflict is no longer confined to conventional military exchanges along the line of control – as it was for the first five decades of the Kashmir question.

    Both countries largely respected the line of control as a de facto boundary for military operations until the 2019 crisis. Since then, there has been a dangerous progression: first to cross-border airstrikes into each other’s territories, and now to a conflict that spans conventional military, cyber and information spheres simultaneously.

    Reports indicate Chinese-made Pakistani J-10 fighter jets shot down multiple Indian aircraft, including advanced French Rafale jets. This confrontation between Chinese and Western weapons represents not just a bilateral conflict but a proxy test of rival global military technologies – adding another layer of great-power competition to the crisis.

    In addition, the use of loitering drones designed to attack radar systems represents a significant escalation in the technological sophistication of cross-border attacks compared to years past.

    The conflict has also expanded dramatically into the cyber domain. Pakistani hackers, claiming to be the “Pakistan Cyber Force,” report breaching several Indian defense institutions, potentially compromising personnel data and login credentials.

    Simultaneously, social media and a new right-wing media in India have become a critical battlefront. Ultranationalist voices in India incited violence against Muslims and Kashmiris; in Pakistan, anti-India rhetoric similarly intensified online.

    Cooler voices prevailing … for now

    These shifts have created multiple escalation pathways that traditional crisis management approaches weren’t designed to address.

    Particularly concerning is the nuclear dimension. Pakistan’s nuclear doctrine is that it will use nuclear weapons if its existence is threatened, and it has developed short-range tactical nuclear weapons intended to counter Indian conventional advantages. Meanwhile, India has informally dialed back its historic no-first-use stance, creating ambiguity about its operational doctrine.

    Thankfully, as the ceasefire announcement indicates, mediating voices appear to have prevailed this time around. But eroding norms, diminished great power diplomacy and the advent of multi-domain warfare, I argue, made this latest flare-up a dangerous turning point.

    What happens next will tell us much about how nuclear rivals manage, or fail to manage, the spiral of conflict in this dangerous new landscape.

    Ambassador Harvey Rouse, Head of the EU (European Union) Office to Hong Kong and Macao, Consuls General (of European Union Member States), distinguished guests, ladies and gentlemen, dear French little friends over there,

    Good afternoon. It gives me great pleasure to join you at the opening of Europe Day Festival. And actually indeed, thank you very much for the support that I have got from different Consuls General ever since my appointment to the Secretary for Culture, Sports and Tourism. I have actually seen quite a number of you over different events in the last five months.
     
    On today’s special occasion, I would like to highlight the pivotal role Hong Kong plays as an East-meets-West centre for international cultural exchange. Hong Kong has deep-rooted cultural origin and bond from the Mainland of China, but we also have for decades cultivated strong cultural ties with foreign countries, including the European Union (EU) and its member states. Through regular exchanges, we have built a solid foundation of mutual understanding and collaboration. I am most delighted to learn from Ambassador Rouse that our local artists, Opera Hong Kong, will be performing “The Story of Carmen”, a classic European Opera, at today’s Festival. In fact, Carmen, was also performed at our Hong Kong Arts Festival earlier this year and I was one of the audience enjoying it. This is an example of how we can bring talent and tradition from different parts of the world, showcasing our efforts and achievements in promoting cultural exchange and collaboration.

    Hong Kong will continue to leverage our distinct institutional strengths under “one country, two systems” to “bring in” diverse cultures from around the world while enabling Chinese culture to “go global”.

    Hong Kong’s creative industries are now economic drivers for our economy.     Sports is another area under my portfolio that is full of exciting opportunities. The Kai Tak Sports Park, Hong Kong’s largest-ever sports infrastructure, was officially commissioned in March this year. I am sure many of you were among the first to enjoy our signature rugby event, Hong Kong Sevens, at this state-of-the-art stadium in end March. Building on that success, we hosted mega international and local concerts in April, each drawing over 40 000 fans per show. And I believe quite a number of you were there for the Coldplay concert either. We have another series of concerts this weekend as well called Mayday from Taiwan, who is also performing in Hong Kong and they pledged to come back every May to perform here. We will fully utilise the opportunities that this new venue present to Hong Kong and stage more mega sports events and competitions for the enjoyment of all. And of course, larger venue means larger parties. As some of you may know, we will soon welcome international football club teams to play at both the Hong Kong Stadium and the Kai Tak Stadium in end May and late July, featuring Manchester United versus Hong Kong, China Representative Team, Liverpool versus AC Milan from Italy, as well as Arsenal versus Tottenham Hotspur. To sports fans from around the world and particularly the European Union – please stay tuned for more exciting sports events in Hong Kong later this year. Through these sporting events, my bureau will continue our efforts in fostering greater passion for sports.

    On tourism, leveraging the robust foundation built over the years, we aspire to further consolidate Hong Kong’s position as a premier world-class tourism destination. With the concerted efforts of the Government and industry players, we witness a strong comeback of our tourism industry after the pandemic. In the first four months of 2025, we welcomed a total of 16 million visitors, representing an increase by 1.2 times as compared to the same period in 2023 when Hong Kong started to resume normal travel. The rebound is particularly strong among visitors from the European Union, which register a surge by 1.4 times compared to 2023. Quoting the Labour Day Golden Week as another example, we recorded a total of around 1.1 million inbound visitors to Hong Kong, among which the number of non-Mainland visitors was around 180 000, representing a year-on-year increase of about 31 per cent. These underscore the resilience of our tourism industry and Hong Kong’s enduring appeal as a world-class travel destination. To ensure continued growth, the Government promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 last December, setting out our vision and mission over the next five years. With the steadfast support and contribution of our industry partners, I am confident that we will reach new heights on tourism in the years to come.
