  • MIL-OSI Banking: Phillips 66 announces agreement to divest majority interest in Germany and Austria retail marketing business

    HOUSTON–(BUSINESS WIRE)– Phillips 66 (NYSE:PSX) announced today that its subsidiary, Phillips 66 Continental Holding GmbH, has entered into a definitive agreement to divest a 65 percent interest in its Germany and Austria retail marketing business, including JET-branded sites, to a consortium owned by subsidiaries of investment firms Energy Equation Partners and Stonepeak. Phillips 66 will retain a non-operated 35 percent interest in the business through a newly formed joint venture.
    “This transaction advances our strategy to optimize our portfolio and enhances long-term shareholder value,” said Mark Lashier, chairman and CEO of Phillips 66. “The newly formed joint venture allows us to monetize this non-core asset while retaining the ability to benefit from its future growth.”
    The transaction values the Germany and Austria retail marketing business at an enterprise value of approximately €2.5 billion (approximately $2.8 billion), representing an implied Enterprise Value/EBITDA multiple of 9.1x based on expected 2025 EBITDA. Phillips 66 expects to receive pre-tax cash proceeds of approximately €1.5 billion (approximately $1.6 billion), after customary purchase price adjustments. The proceeds will be used to support the company’s strategic priorities, including debt reduction and shareholder returns.
    In connection with the transaction, Phillips 66 will enter into a multi-year agreement to continue to supply the business with products from the Mineraloelraffinerie Oberrhein GmbH & Co. KG (MiRO) Refinery.
    The Germany and Austria retail business includes 970 sites, of which 843 are JET-branded sites. The transaction is expected to close in the second half of 2025, subject to regulatory approvals and other customary conditions.

  • MIL-OSI Germany: Bundesbank proposes debt brake reform for sound public finances and increased investment

    The Bundesbank is expanding its reform proposals for central government’s debt brake, laying out a stability-oriented path towards increased government investment. It is thus presenting a concept that supports the necessary measures to strengthen infrastructure and defence whilst ensuring sustainable public finances over the long term, in line with European rules. At the same time, it maintains its position that debt brakes enshrined in Germany’s Basic Law make an indispensable contribution to sustainable public finances over the long term. “With regard to the debt ratio, Germany is doing well by international standards. Our reform proposal for the debt brake preserves sound public finances whilst at the same time facilitating urgently needed investment,” Bundesbank President Joachim Nagel said. 
    The Bundesbank’s latest Monthly Report outlines the detailed concept, which builds on proposals it presented back in 2022. Advising the Federal Government on issues of monetary policy importance is part of the Bundesbank’s statutory mandate.
    Its reform proposal is centred on the 60% reference value enshrined in the EU Treaties becoming the touchstone of the debt brake. Under this proposal, central and state governments (the latter by means of investment grants) would be able to invest up to an additional debt-financed €220 billion in total up to 2030, provided that the debt ratio is below 60%. Should the debt ratio exceed 60%, this amount would be capped at around €100 billion up to 2030. The reform proposals do not replace the need to rethink consumption expenditure, though. “A stability-oriented reform of the debt brake would create additional scope for major investment, such as in infrastructure and defence,” Mr Nagel continued.
    In concrete terms, the proposal envisages increasing central government’s scope for borrowing from 0.35% to a maximum of 1.4% of gross domestic product (GDP) if the debt ratio is below the 60% mark. This scope would comprise 0.5% of GDP as a “low-debt base” that would not be earmarked for any particular purpose, and a further 0.9% of GDP for the sole purpose of additional investment. Part of this investment component would be intended for grants to state and local governments, which account for the majority of fixed asset formation. 
    If the debt ratio were to exceed the 60% mark, the 0.9% investment component would remain, but the 0.5% “base” would no longer be available. “This would reward a debt ratio of below 60% whilst at the same time creating planning certainty for investment,” Mr Nagel explained.
    Similar scope for borrowing and investment protection could also be provided by a special fund that could be temporary or limited in terms of volume. “We would prefer a fundamental reform of the debt brake that affords better predictability, but a special fund with comparable financial parameters would also be an option,” Mr Nagel continued.

    To protect Jersey’s livestock, food security and farming community new safeguard measures will soon come into force. This will restrict personal imports of products of animal origin (POAO) from the European Union. 

    Effective from 16 May 2025, travellers will no longer be permitted to bring meat or dairy products from EU single market area (EEA states, the Faroe Islands, Greenland and Switzerland) countries into Jersey for personal use. 

    This aligns Jersey with the existing measures in the UK and Crown Dependencies and follows an increase in confirmed cases of foot and mouth disease (FMD) across parts of Europe. 

    What This Means for Travellers 

    Banned Items 

    This is regardless of whether they are fresh, cured, raw, packed, or purchased from duty -free: 

    • Meat products from cattle, pigs, sheep or goats 
    • Dairy products including cheese, milk, and yogurt 
    • Items containing these products, such as: Meat or cheese sandwiches, cured meats, sausages and milk-based desserts.

    Items travellers can still bring

    The following remain permitted for personal import: 

    • Bread (excluding sandwiches filled with meat or dairy) 
    • Cakes (as long as they do not contain fresh cream) 
    • Biscuits, chocolate, and confectionery (excluding those with large amounts of unprocessed dairy) 
    • Pasta and noodles (not mixed with or filled with meat) 
    • Packaged soups, stocks, and flavourings 
    • Processed and packaged plant products, including packaged salads and frozen vegetables 
    • Food supplements containing small amounts of animal product (e.g. fish oil capsules) 
    • Up to 2kg per person of powdered infant milk, baby food, or special dietary food required for medical reasons.

    Why these measures are needed

    While foot and mouth disease poses no threat to human health, it is a highly contagious viral disease affecting cloven-hoofed animals. 

    The current spread of FMD across parts of Europe presents a serious risk to Jersey’s agriculture sector. 

    An outbreak could result in severe economic losses through: Reduced productivity in affected animals, disruption to trade and potential bans on export of livestock and animal products. 

    Background 

    Earlier this year, Jersey introduced specific bans on personal imports of meat and dairy products from Germany, Hungary, Slovakia, and Austria following confirmed FMD outbreaks. The latest measures now extend this safeguard to all EU countries. 

    Important clarifications 

    • These restrictions apply only to personal imports from EU countries 
    • They do not apply to personal imports from Great Britain, Northern Ireland, Guernsey, or the Isle of Man 
    • Commercial imports of meat and dairy products from the EU remain permitted, provided they meet all current import requirements and health standards.

    These precautionary measures are in line with advice from the UK Department for Environment, Food & Rural Affairs (DEFRA) and are essential to maintaining the health of Jersey’s livestock.

    This Report provides a consolidated overview of the payments to governments made by Shell plc and its subsidiary undertakings (hereinafter referred to as “Shell”) for the year 2024 as required under the UK’s Reports on Payments to Governments Regulations 2014 (as amended in December 2015). These UK Regulations enact domestic rules in line with Directive 2013/34/EU (the EU Accounting Directive (2013)) and apply to large UK incorporated companies like Shell that are involved in the exploration, prospection, discovery, development and extraction of minerals, oil, natural gas deposits or other materials. This Report is also filed with the National Storage Mechanism (https://data.fca.org.uk/#/nsm/nationalstoragemechanism) intended to satisfy the requirements of the Disclosure Guidance and Transparency Rules of the Financial Conduct Authority in the United Kingdom.     Legislation
    This Report is prepared in accordance with The Reports on Payments to Governments Regulations 2014 as enacted in the UK in December 2014 and as amended in December 2015.

    Reporting entities
    This Report includes payments to governments made by Shell plc and its subsidiary undertakings (Shell). Payments made by entities where Shell has joint control are excluded from this Report.

    Activities
    Payments made by Shell to governments arising from activities involving the exploration, prospection, discovery, development and extraction of minerals, oil and natural gas deposits or other materials (extractive activities) are disclosed in this Report. It excludes payments related to refining, natural gas liquefaction or gas-to-liquids activities. For a fully integrated project, which does not have an interim contractual cut-off point where a value can be attached or ascribed separately to the extractive activities and to other processing activities, payments to governments are not artificially split but are disclosed in full.

    Government
    Government includes any national, regional or local authority of a country, and includes a department, agency or entity that is a subsidiary of a government, including a national oil company.

    Project
    Payments are reported at project level, except those payments that are not attributable to a specific project which are reported at entity level. Project is defined as operational activities which are governed by a single contract, licence, lease, concession or similar legal agreement, and form the basis for payment liabilities with a government. If such agreements are substantially interconnected, those agreements are to be treated as a single project.

    “Substantially interconnected” means forming a set of operationally and geographically integrated contracts, licences, leases or concessions or related agreements with substantially similar terms that are signed with a government giving rise to payment liabilities. Such agreements can be governed by a single contract, joint venture, production sharing agreement or other overarching legal agreement. Indicators of integration include, but are not limited to, geographic proximity, the use of shared infrastructure and common operational management.

    Payment
    The information is reported under the following payment types:

    Production entitlements
    These are the host government’s share of production in the reporting period derived from projects operated by Shell. This includes the government’s share as a sovereign entity or through its participation as an equity or interest holder in projects within its sovereign jurisdiction (home country). Production entitlements arising from activities or interests outside of its home country are excluded.

    In certain contractual arrangements, typically a production sharing contract, a government through its participation interest may contribute funding of capital and operating expenditure to projects, from which it derives production entitlement to cover such funding (cost recovery). Such cost recovery production entitlement is included.

    In situations where a government settles Shell’s income tax obligation on behalf of Shell by utilising its share of production entitlements (typically under a tax-paid concession), such amount will be deducted from the reported production entitlement.

    Taxes
    These are taxes paid by Shell on its income, profits or production (which include resource severance tax and petroleum resource rent tax), including those settled by a government on behalf of Shell under a tax-paid concession. Payments are reported net of refunds. Consumption taxes, personal income taxes, sales taxes, property and environmental taxes are excluded.

    Royalties
    These are payments for the rights to extract oil and gas resources, typically at a set percentage of revenue less any deductions that may be taken.

    Dividends
    These are dividend payments other than dividends paid to a government as an ordinary shareholder of an entity unless paid in lieu of production entitlements or royalties. For the year ended December 31, 2024, there were no reportable dividend payments to a government.

    Bonuses
    These are payments for bonuses. These are usually paid upon signing an agreement or a contract, or when a commercial discovery is declared, or production has commenced, or production has reached a milestone.

    Licence fees, rental fees, entry fees and other considerations for licences and/or concessions
    These are fees and other sums paid as consideration for acquiring a licence for gaining access to an area where extractive activities are performed. Administrative government fees that are not specifically related to the extractive sector, or to access to extractive resources, are excluded. Also excluded are payments made in return for services provided by a government.

    Infrastructure improvements
    These are payments which relate to the construction of infrastructure (road, bridge or rail) not substantially dedicated for the use of extractive activities. Payments which are a social investment in nature, for example building of a school or hospital, are excluded.

    Other
    Operatorship
    When Shell makes a payment directly to a government arising from a project, regardless of whether Shell is the operator, the full amount paid is disclosed even where Shell as the operator is proportionally reimbursed by its non-operating venture partners through a partner billing process (cash-call).

    When a national oil company is the operator of a project to whom Shell makes a reportable payment, which is distinguishable in the cash-call, it is included in this Report.

    Cash and in-kind payments
    Payments are reported on a cash basis. In-kind payments are converted to an equivalent cash value based on the most appropriate and relevant valuation method for each payment, which can be at cost or market value, or such value as stated in the contract. In-kind payments are reported in both volumes and the equivalent cash value.

    Materiality level
    For each payment type, total payments below £86,000 to a government are excluded from this Report.

    Exchange rate
    Payments made in currencies other than US dollars are translated for this Report based on the foreign exchange rate at the relevant quarterly average rate.

    Thank you for inviting me to discuss the future of payments and the digital euro.

    Most people associate the adoption of the euro with the launch of euro banknotes and coins. While the euro was introduced for accounting purposes in 1999, we tend to feel it only became our money three years later once we started paying in euro cash around Europe. Euro banknotes and coins made the currency the tangible symbol of a united Europe.

    A strong currency also comes in tandem with strong payment systems. We offer payment infrastructures that form the plumbing of the financial system. Though less visible than banknotes and coins, these infrastructures are key to our monetary and financial integration.

    Retail and wholesale payments are hence an integral part of our tasks at the central bank. We issue cash, supply reserves – the ultimate liquid asset – to banks and operate payment systems, thereby supporting our economy by enabling euro area transactions that are secure, risk-free and European. This is what preserves our economic stability and our monetary sovereignty.

    Building on this reliable base, private sector firms can then offer their own solutions, without their customers having to worry about the money they use. One euro is one euro, because private money can be converted to cash at all times and because financial transactions can be settled in central bank money – the only risk-free asset there is.

    So today, I want to focus on how we can make our currency future-proof and enhance the integration, competitiveness and resilience of European payments in the digital era.

    As people increasingly prefer to pay digitally and online commerce expands, the role of cash as a universal payment solution is declining. We thus risk being left without a European solution that allows us to pay throughout the euro area in all situations. To restore the central role of cash, we need to complement physical cash with its digital equivalent, a digital euro. Making central bank money available in digital form might seem like a small and obvious step, but it is in fact an essential one for overcoming the entrenched and longstanding fragmentation of our payment market. The digital euro will achieve this directly by modernising the supply of public money and indirectly through its infrastructure and acceptance network, which private payment service providers can leverage to expand and innovate on a European scale. Ultimately, a digital euro will enhance the competitiveness of European providers and their ability to offer all types of digital payments to European consumers.

    The situation is different for wholesale financial transactions as we already offer settlement in digital central bank money and do not face the same dependencies. However, market participants increasingly expect that tokenisation and distributed ledger technology (DLT) will transform financial transactions by enabling assets to be issued or represented as digital tokens. We are currently expanding our initiative to settle DLT-based transactions in central bank money. By making central bank money available, we avoid the risk of other settlement assets being used, such as US dollar stablecoins, which would reintroduce credit risk, fragmentation and a dependency on non-European solutions.

    We are progressing on the retail and wholesale fronts in parallel. In both cases, Europe needs its own, sovereign money for the digital era, so that it can harness the benefits of integration, innovation and independence. In the words of the late French economist Michel Aglietta, money is not just a technical device, it is an essential institution.[1]

    A digital euro for everyday payments

    Let me first discuss the rationale for the digital euro and the benefits it will bring.

    Currently, cash is the sole sovereign payment method across the euro area. It offers Europeans a convenient, secure and universally accepted way to pay and store value, ensuring financial inclusion. Cash also upholds the resilience of our payment systems and economies, acting as a reliable fallback during crises such as cyberattacks or power outages. This is why we remain strongly committed to cash.[2]

    However, digital payments have gained popularity, with online shopping accounting for more than a third of our retail transactions. This means that acceptance of and access to cash are no longer sufficient to cover a growing share of payment situations. In value terms, cash payments made up only 24% of day-to-day payments in the euro area last year.[3]

    Lacking a genuine European payment solution that works across the euro area, we are left critically dependent on foreign payment providers.[4] Currently, nearly two-thirds of euro area card-based transactions are processed by non-European companies while 13 euro area countries depend entirely on international card schemes or mobile solutions for in-store payments.[5] And even where national card schemes are available, they require co-badging with international card schemes to facilitate cross-border payments within the euro area or online shopping. Moreover, mobile apps and e-payment solutions are dominated by foreign solutions like PayPal, Apple Pay or Alipay. And they partner with international card schemes to further reinforce their position and expand their reach: PayPal has just announced that it will start enabling contactless payments in Germany, using Mastercard technology.[6] Looking ahead, our dependency could soon extend to foreign stablecoins, 99% of which are dollar-denominated in terms of total value.[7]

    As a result, European payments face three significant challenges.

    First, we need to ensure our strategic autonomy and monetary sovereignty. Our overreliance on foreign payment providers makes us dependent on the kindness of strangers at a time of heightened geopolitical tensions. I trust that this risk is well understood in the country of De Gaulle. There is no true sovereignty without sovereign money.[8] As my dear colleague Banque de France governor François Villeroy de Galhau has remarked, this is as true in the 21st century as it was in the past.[9]

    Second, we should simply ask ourselves why there is no Europe-based international card scheme. I would say it’s because we suffer from a lack of competitiveness and innovation. European payment service providers focus on their home country and struggle to compete on a European level, let alone on a global one, limiting their ability to drive large-scale innovation. The cost of investing in a European-wide acceptance network has often discouraged European payment service providers from offering a European card payment solution.

    These failures come at a high price: the dominance of non-European providers stifles competition, leading to higher costs for merchants and consumers. And when transactions are conducted through international card schemes, European banks lose fees. When transactions are made on apps such as Apple Pay or PayPal, they lose fees and data. And if the use of US dollar stablecoins becomes more widespread, the banks could lose, fees, data and deposits.

    Third, user experience is still poor for Europeans, who juggle multiple payment solutions to meet various needs. Despite the euro’s 25-year legacy, we still lack a digital payment solution that can be used across all euro area countries.

    By introducing the digital euro, we aim to tackle these challenges head-on.

    Importantly, the digital euro would make payments more convenient. It would provide a digital payment method that complements cash, extending its benefits into the digital realm. For instance, it would have legal tender status, meaning that it would be accepted wherever one can pay digitally. And it would also be available offline, offering users similar privacy to paying with cash and allowing them to pay even in the absence of a network connection. A digital euro would give European consumers a simple and safe digital payment option, free for basic use, that covers all their payment needs everywhere in the euro area.

    In fact, one simple reason for introducing the digital euro is that people want it. Even at this early stage, surveys show that close to half of respondents would be likely to use the digital euro – a number that has significantly increased over time.[10] This trend is confirmed by several surveys[11] conducted by national central banks which suggest that many Europeans are open to the idea of using a digital euro.

    Launching the digital euro would also ensure that the euro area retains control over its financial future. By offering a secure and universally accepted digital payment option which would be suitable for all use cases – and, crucially, under European governance – it would reduce our dependence on foreign providers. This would protect European merchants from excessive charges, strengthening their bargaining power with those providers and offering an attractive alternative.[12] At the same time, European banks would be able to retain their customer relationship and be remunerated for their role in distributing the digital euro. And the digital euro would limit the likelihood of foreign currency stablecoins becoming widely used for retail payments within the euro area.

    Moreover, the digital euro would be based on a core public-private partnership that would leverage synergies, enabling private initiatives to scale up across the euro area. For instance, domestic card payment solutions could co-badge with the digital euro to cover transactions currently beyond their reach. At the same time, banks’ wallets and internet banking solutions could integrate the digital euro as an alternative way to pay that is accepted throughout the euro area and supports both contactless and QR-based payments.[13] The open digital euro standards – which can be finalised as soon as the regulation on the digital euro is adopted and can start being used even before the digital euro is issued – would facilitate cost-effective standardisation, allowing private providers to launch new products and functionalities on a European scale. This would unlock innovation and create new business opportunities. In fact, research shows that stock prices of European payment firms increase in response to positive announcements on the digital euro, whereas those of US payment firms decrease.[14]

    Last October we issued a call for expressions of interest in innovation partnerships for the digital euro. Some 70 merchants, fintech companies, start-ups, banks and other payment service providers – including four from France[15] – have now joined us in exploring the potential of the digital euro to drive innovation.[16] Our innovation platform simulates the envisaged digital euro ecosystem, in which the ECB provides the technical support and infrastructure for European intermediaries to develop digital payment features and services at European level. One of the areas we are exploring is broadening the set of possible conditional payments, such as making payments dependent on successful delivery of goods or services.

    In July we will release a report on these innovation partnerships. It will include the technical information shared with the participants, enabling the entire market to replicate these activities, thereby further supporting innovation by the private sector. Additionally, based on the positive feedback from the pioneers, we will extend the exercise until the end of June, which will allow us to test new functionalities of conditional payments, incorporating fresh ideas and suggestions from our private sector counterparts.

    The digital euro’s success in reclaiming our autonomy in the retail payment space and boosting innovation capacity hinges on collaboration. In recent years we have engaged extensively with market stakeholders, gathering input from consumers, merchants, banks and payment service providers. We have also started working with market participants on the digital euro rulebook – a single set of rules, standards and procedures for digital euro payments.[17]

    This inclusive approach helps us to address everyone’s needs and perspectives, crafting a robust payment solution and platform that will benefit all Europeans, support private sector innovation and preserve the future of our money – the euro.

    The role of central bank money in shaping a European market for digital assets

    Let me now turn to wholesale transactions, a domain where technology holds tremendous potential for transformation.

    Currently, we facilitate transactions between financial institutions through our TARGET Services: T2 processes over 90% of large payments, while T2S handles securities transactions.

    These services have significantly enhanced the efficiency and integration of post-trade platforms in Europe. And we plan to continue improving them: in 2023 we extended T2 operating times to 22.5 hours on weekdays and we are about to launch a consultation paper investigating stakeholder needs and their interest in a further extension of operating hours. In a month’s time we will also launch the European Collateral Management System, which will provide a single, harmonised framework for handling collateral in the 20 euro area countries.[18] And in October 2027 we will move to T+1, shortening the settlement cycle from two days to one. Meanwhile, emerging technologies such as DLT and tokenisation have the potential to bring about a step change in wholesale markets.

    These technologies are no incremental improvement: they represent a fundamentally new way of operating by allowing assets to be issued or represented in digital token form. This innovation would enable market participants to manage trading, settlement and custody on a single platform, available 24/7, 365 days a year. It would also synchronise trading and settlement. And it would enable new business models, as tokenised money can be used to automate conditional transactions. DLT and tokenisation could also reduce the cost and barriers to access capital markets, in particular for small and medium-sized enterprises.

    In fact, the emergence of these new technologies is an opportunity to establish an integrated European capital market for digital assets from the outset – a digital capital markets union – which would contribute to better channelling our savings into productive uses and boosting Europe’s innovation potential.[19] It could help European capital markets to become a hub for DLT-based financial services.

    European banks are active in this space, with over 60% exploring or using DLT and 22% already implementing DLT applications. On the securities front, there is a growing number of high-profile issuances on DLT.

    The availability of central bank money for settling transactions using these new technologies is crucial for two reasons. First, without central bank money, other settlement assets like stablecoins or tokenised deposits may be used, reintroducing credit risks and fragmentation into the financial system. Second, the market views the ability to settle in central bank money as a key factor in adopting new technologies.

    Last year the Eurosystem conducted exploratory work with DLT for settling wholesale transactions in central bank money, using three different solutions to ensure interoperability between our infrastructures and market DLT platforms.[20] The results were highly promising, with 60 industry participants settling real transactions in central bank money or conducting experiments with mock transactions. A wide range of securities and payments use cases were covered, including the first issuance of an EU sovereign bond using DLT. A total of €1.6 billion was settled over a six-month period, exceeding values settled in comparable initiatives in other parts of the world.

    As the next step, we have already announced plans to provide a solution to settle DLT-based transactions in central bank money in the short term.[21] Looking further ahead, the Eurosystem will explore a more integrated, long-term solution. A critical risk is indeed that DLT application fragmentation and a lack of interoperability could hinder the development of liquid DLT-based markets in Europe, imposing high costs on investors and issuers connecting to multiple platforms. So we need to create a more harmonised and integrated ecosystem.

    One way to achieve this would be to move towards a shared ledger: a programmable platform bringing together token versions of central bank money, commercial bank money and other assets, on which market players can provide their services. Another option could be the coordinated development of an ecosystem of fully interoperable technical solutions, which might better serve specific use cases and enable the coexistence of both legacy and new solutions.

    This approach will help us enhance the efficiency of European financial markets through innovation, aligning with the Eurosystem’s goal of achieving a more harmonised and integrated European financial system.

    However, we cannot do this alone. As we enter this new exploration phase, collaboration with public and market stakeholders will be crucial.

    Conclusion

    Let me conclude.

    The journey toward a digital euro and the integration of new technologies in wholesale transactions represents a pivotal moment for Europe. By embracing these innovations, we can strengthen our monetary sovereignty, enhance our competitiveness and pave the way for a more integrated and resilient financial system.

    The digital euro will ensure that Europeans have access to a secure, reliable and universally accepted digital payment solution that complements cash while reducing our reliance on foreign providers. Meanwhile, leveraging central bank money in DLT-based transactions will foster a dynamic and unified digital asset market, driving innovation and unlocking new business opportunities across the continent.

    In this transformative era, collaboration is key. We must bring together all stakeholders – public and private, national and European – to craft solutions that reflect the diverse needs and perspectives of all Europeans. Together, we can harness these technological advancements to build a financial ecosystem that is not only more efficient and innovative but also more inclusive and secure.

    We have inherited a united Europe and a currency embodying this unity. Our legacy should be European sovereignty and a euro that is fit for the future. This is our collective responsibility, in the public and private sector alike.

    New 2,000 km “deep precision strike” weapon to be developed by UK and Germany as Trinity House Agreement delivers first major milestones

    The UK and Germany will confirm for the first time that they will work together to develop a new long-range strike capability with a range of over 2,000 km

    The United Kingdom and Germany will today (Thursday 15th May) confirm for the first time that they will work together to develop a new long-range strike capability with a range of over 2,000 km, as both countries step up on European security and drive economic growth at home.

    This comes following the signing of the landmark Trinity House Agreement on Defence Co-operation in October in London – the first-of-its-kind bilateral defence agreement between the UK and Germany.

    German Federal Minister of Defence, Boris Pistorius, will host his counterpart Defence Secretary John Healey MP in the first Trinity House Defence Ministerial Council today in Berlin, where they will discuss how the agreement is already delivering real benefits, from deterring threats on NATO’s eastern flank, to creating skilled jobs and driving investment at home.

    The new 2,000 km precision deep strike capability will be among the most advanced systems ever designed by the UK, to safeguard the British public and reinforce NATO deterrence, while boosting the UK and European defence sectors.

    Discussions will focus on a joint procurement programme for Sting Ray torpedoes for P-8 Poseidon maritime patrol and reconnaissance aircraft, enhancing the UK and Germany’s ability to counter the latest underwater threats, boosting national security for both nations.

    A new commitment will also see Germany procure advanced British military bridges, delivering on the Government’s Plan for Change by supporting jobs in the North-west.

    Defence Secretary John Healey MP said:

    The UK and Germany have never been closer, and the Trinity House Agreement is already making a positive impact on our security and economy. This partnership is helping us make defence an engine for growth – creating jobs, boosting skills, and driving investment across the UK and Germany.

    In a more dangerous world, NATO and European allies stand united. Together with Germany, we’re leading the way in supporting Ukraine, defending NATO’s eastern flank, and jointly investing in next-generation capabilities.

    It follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, recognising the critical importance of military readiness in an era of heightened global uncertainty.  

    Since the Trinity House Agreement was signed in October, German crews have joined RAF personnel in two flights on UK P-8 Poseidon aircraft. The UK’s Poseidon fleet play a crucial role tracking Russian vessels near UK waters.

    The Defence Ministers will meet again tomorrow (Friday 16th May) alongside their Polish, Italian and French counterparts in a meeting of the European Group of Five (E5) Defence ministers in Rome.

    The UK and Germany will meet again in June alongside more than 50 nations and partners, when they jointly host the next meeting of the Ukraine Defence Contact Group. Since the UK took the chair, nearly £23bn has been pledged in military support for Ukraine. 

    The Trinity House Agreement is delivering on the Government’s Plan for Change by stepping up national security whilst strengthening our industrial base and boosting skilled jobs at home.

  • MIL-OSI Global: ‘I will not eat the bugs’: examining a right-wing narrative about scarcity and insect consumption

    Noor Bin Ladin, a right-wing influencer, stridently declares “I don’t want to eat the bugs” on a talk show hosted by a former adviser to US President Donald Trump. Laurent Duplomb, a senator from the conservative Les Républicains party in France, informs his colleagues that the French would be eating “insects without their knowledge”. Bartosz Kownacki, an MP from the nationalist Law and Justice party in Poland, suggests that opposition politicians write “instead of chicken, eat a worm” on their election materials, arguing that “this is their real election programme”. Thierry Baudet, a leader of the far-right Forum for Democracy party in the Netherlands, shouts “No way! No way!” while holding up a bag of mealworms in front of protesting farmers. Politicians in Lega, a far-right party in Italy, warn that the European Union is planning to “impose” the eating of insects on citizens in the bloc – and a Lega electoral campaign includes a billboard-sized image of a person popping an enormous cricket into their mouth, next to the caption, “Let’s change Europe before it changes us.”

    During the 2020s, commentators and politicians across the right-wing political spectrum have amplified an Internet-based conspiracy theory that elite forces are conspiring to make us all eat insects. Often rallying under the slogan “I will not eat the bugs,” right-wing and far-right figures have come out in force against human consumption of insects. Many of these people assert that the EU is planning to force bug-eating on the general public while devastating traditional agriculture and meat consumption under the guise of the European Green Deal, the bloc’s plan to eliminate greenhouse gases by 2050 and decouple economic growth from resource use. Opposing insect-eating has become a symbolic way to protest EU environmental policies, express scepticism of and hostility toward Brussels, and villainize political opponents. Closer inspection reveals that the conspiracy theory underlying such opposition has much older and more sinister resonances.

    “Spreading disinformation”

    Insect eating (entomophagy) remains a minor practice in Europe and North America, although alternative protein sources do play a role in the EU’s move toward a sustainable future. So far, the European Commission has approved frozen, dried and powdered forms of Tenebrio molitor (yellow mealworm larva), Locusta migratoria (migratory locust), Acheta domesticus (house cricket) and Alphitobius diaperinus (the lesser mealworm larva) for human consumption. But the market for insect powder in foods like bread, pasta and sports bars remains small. Although insects are common food in many parts of the world, consumers in the West, where insects are more commonly used to provide protein in animal feed, are reluctant to eat bugs for historical reasons based in ideas of uncleanliness and primitiveness. So, based on the facts, there seems to be little to no reason for statements such as those made by Rumen Petkov of Bulgaria’s ABV party, who said that EU approval of insect consumption is a “crime against Europe” and that the European Commission is “prepared to kill our European children”.

    What led to the rapid spread of this conspiracy theory? Noor Bin Ladin’s remarks give us a clue. During her talk show appearance, Bin Ladin described her words as a message for Klaus Schwab to take to his “masters”. Schwab is the founder and executive chair of the World Economic Forum. Early in the Covid pandemic, Schwab and the WEF produced a set of proposals titled “the Great Reset”, which called for an overhaul of various world systems to produce a stakeholder-driven capitalism that would lead to a more socially and environmentally responsible future. Conspiracists seized on and branded “the Great Reset” as a new iteration of a conspiracy theory known as the New World Order – an imagined global governance system meant to control the lives of everyone. Both the Great Reset and the New World Order lead back to much older and broader antisemitic conspiracy theories that hold that elite Jewish financiers run the world with their hands on invisible levers of power. All these narratives tap into feelings of futility and hopelessness about the future.

    US right-wing media personality Tucker Carlson called a 2023 episode of his show, which included a heavy focus on Schwab and the WEF, “Let Them Eat Bugs”, a title that gestures at the remark allegedly made by Marie Antoinette, the last queen of France, when she heard about people suffering from a lack of bread before the French Revolution: “Let them eat cake”. With this title, Carlson is aiming to emphasize that the elite are hopelessly out of touch and have contempt for farmers and the average man, whom they want to force to eat bugs. Like the French bedbug scare in late 2023, right-wing alarm around insect-eating has connections to the spread of anti-EU Russian propaganda. Russian news outlets have suggested that Europeans are so poor and food deprived as a result of sanctions connected to the war in Ukraine that they have been reduced to eating insects. As the European Digital Media Observatory (EDMO) writes, insects are “delicious treats for actors with interest in spreading disinformation against the EU”.

    Symbols for dehumanization

    The desire to stir up fear about the minor level of European and US insect consumption is not based on the risk of rapid growth in the insect market, but on the power to arouse disgust and fear itself. Insects have long been used as symbols to stir revulsion and paint opponents as objects of physical and moral disgust. During times of political extremism, insects have featured repeatedly in efforts to distance, devalue and dehumanize minorities. Armenians were called locusts during the Armenian genocide, and Jews were compared to lice in Nazi Germany. In the period prior to the ethnic genocide of Tutsis in Rwanda, some Hutus repeatedly called Tutsis “cockroaches” on public radio. The right wing’s current fetishization of insect-eating serves as a narrative to cast political opponents as morally repulsive, even if not labelling them as bugs themselves.

    For some figures on the right, insect consumption symbolizes the worst of Eurocentric liberalism – seen as a movement so void of a positive political vision that the only possible future it offers is one of impoverishment and bug-eating. They point to an elite who they claim will go on feasting on meat while forcing mealworms and fly larvae on the rest of us. It’s a potent image. At a moment in which people on the right and the left seem unable to imagine a better political future together, it becomes easier to demonize climate policy-minded leaders as a group of disgusting hypocrites plotting to create a society of contrived scarcity where the general population is reduced to eating bugs.

    Meanwhile, since 2015, scientists have been releasing papers warning that the global food system shows risks of genuine structural problems. In a future of environmental disruption, trade wars and real risks of food shortages and famine, we may need all the calories we can get – insect-based or otherwise.

    Councillor Craig Collingswood has been officially appointed Wolverhampton’s 166th Mayor.

    He took over the chains of office from outgoing Mayor Councillor Linda Leach at the inauguration, which took place during last night’s Annual Council Meeting. His daughter Abby, a cardiothoracic nurse at New Cross Hospital’s Heart and Lung Centre, is Mayoress.

    Councillor Paul Singh was appointed Deputy Mayor for 2025 to 2026, with his wife Ranjit Dhillon becoming the new Deputy Mayoress.

    Councillor Collingswood, who has served the Park Ward since 2012 and was Deputy Mayor for the 2024 to 2025 municipal year, said: “I am immensely proud and deeply grateful to become the First Citizen of our great city.

    “As a born and bred Wulfrunian, it is an incredible honour and I pledge to dedicate my time, energy and commitment to serving this amazing place to the best of my ability.

  • MIL-OSI Europe: Piero Cipollone: Harnessing the digital future of payments: Europe’s path to sovereignty and innovation

    Thank you for inviting me to discuss the future of payments and the digital euro.

    Most people associate the adoption of the euro with the launch of euro banknotes and coins. While the euro was introduced for accounting purposes in 1999, we tend to feel it only became our money three years later once we started paying in euro cash around Europe. Euro banknotes and coins made the currency the tangible symbol of a united Europe.

    A strong currency also comes in tandem with strong payment systems. We offer payment infrastructures that form the plumbing of the financial system. Though less visible than banknotes and coins, these infrastructures are key to our monetary and financial integration.

    Retail and wholesale payments are hence an integral part of our tasks at the central bank. We issue cash, supply reserves – the ultimate liquid asset – to banks and operate payment systems, thereby supporting our economy by enabling euro area transactions that are secure, risk-free and European. This is what preserves our economic stability and our monetary sovereignty.

    Building on this reliable base, private sector firms can then offer their own solutions, without their customers having to worry about the money they use. One euro is one euro, because private money can be converted to cash at all times and because financial transactions can be settled in central bank money – the only risk-free asset there is.

    So today, I want to focus on how we can make our currency future-proof and enhance the integration, competitiveness and resilience of European payments in the digital era.

    As people increasingly prefer to pay digitally and online commerce expands, the role of cash as a universal payment solution is declining. We thus risk being left without a European solution that allows us to pay throughout the euro area in all situations. To restore the central role of cash, we need to complement physical cash with its digital equivalent, a digital euro. Making central bank money available in digital form might seem like a small and obvious step, but it is in fact an essential one for overcoming the entrenched and longstanding fragmentation of our payment market. The digital euro will achieve this directly by modernising the supply of public money and indirectly through its infrastructure and acceptance network, which private payment service providers can leverage to expand and innovate on a European scale. Ultimately, a digital euro will enhance the competitiveness of European providers and their ability to offer all types of digital payments to European consumers.

    The situation is different for wholesale financial transactions as we already offer settlement in digital central bank money and do not face the same dependencies. However, market participants increasingly expect that tokenisation and distributed ledger technology (DLT) will transform financial transactions by enabling assets to be issued or represented as digital tokens. We are currently expanding our initiative to settle DLT-based transactions in central bank money. By making central bank money available, we avoid the risk of other settlement assets being used, such as US dollar stablecoins, which would reintroduce credit risk, fragmentation and a dependency on non-European solutions.

    We are progressing on the retail and wholesale fronts in parallel. In both cases, Europe needs its own, sovereign money for the digital era, so that it can harness the benefits of integration, innovation and independence. In the words of the late French economist Michel Aglietta, money is not just a technical device, it is an essential institution.[1]

    A digital euro for everyday payments

    Let me first discuss the rationale for the digital euro and the benefits it will bring.

    Currently, cash is the sole sovereign payment method across the euro area. It offers Europeans a convenient, secure and universally accepted way to pay and store value, ensuring financial inclusion. Cash also upholds the resilience of our payment systems and economies, acting as a reliable fallback during crises such as cyberattacks or power outages. This is why we remain strongly committed to cash.[2]

    However, digital payments have gained popularity, with online shopping accounting for more than a third of our retail transactions. This means that acceptance of and access to cash are no longer sufficient to cover a growing share of payment situations. In value terms, cash payments made up only 24% of day-to-day payments in the euro area last year.[3]

    Lacking a genuine European payment solution that works across the euro area, we are left critically dependent on foreign payment providers.[4] Currently, nearly two-thirds of euro area card-based transactions are processed by non-European companies while 13 euro area countries depend entirely on international card schemes or mobile solutions for in-store payments.[5] And even where national card schemes are available, they require co-badging with international card schemes to facilitate cross-border payments within the euro area or online shopping. Moreover, mobile apps and e-payment solutions are dominated by foreign solutions like PayPal, Apple Pay or Alipay. And they partner with international card schemes to further reinforce their position and expand their reach: PayPal has just announced that it will start enabling contactless payments in Germany, using Mastercard technology.[6] Looking ahead, our dependency could soon extend to foreign stablecoins, 99% of which are dollar-denominated in terms of total value.[7]

    As a result, European payments face three significant challenges.

    First, we need to ensure our strategic autonomy and monetary sovereignty. Our overreliance on foreign payment providers makes us dependent on the kindness of strangers at a time of heightened geopolitical tensions. I trust that this risk is well understood in the country of De Gaulle. There is no true sovereignty without sovereign money.[8] As my dear colleague Banque de France governor François Villeroy de Galhau has remarked, this is as true in the 21st century as it was in the past.[9]

    Second, we should simply ask ourselves why there is no Europe-based international card scheme. I would say it’s because we suffer from a lack of competitiveness and innovation. European payment service providers focus on their home country and struggle to compete on a European level, let alone on a global one, limiting their ability to drive large-scale innovation. The cost of investing in a European-wide acceptance network has often discouraged European payment service providers from offering a European card payment solution.

    These failures come at a high price: the dominance of non-European providers stifles competition, leading to higher costs for merchants and consumers. And when transactions are conducted through international card schemes, European banks lose fees. When transactions are made on apps such as Apple Pay or PayPal, they lose fees and data. And if the use of US dollar stablecoins becomes more widespread, the banks could lose, fees, data and deposits.

    Third, user experience is still poor for Europeans, who juggle multiple payment solutions to meet various needs. Despite the euro’s 25-year legacy, we still lack a digital payment solution that can be used across all euro area countries.

    By introducing the digital euro, we aim to tackle these challenges head-on.

    Importantly, the digital euro would make payments more convenient. It would provide a digital payment method that complements cash, extending its benefits into the digital realm. For instance, it would have legal tender status, meaning that it would be accepted wherever one can pay digitally. And it would also be available offline, offering users similar privacy to paying with cash and allowing them to pay even in the absence of a network connection. A digital euro would give European consumers a simple and safe digital payment option, free for basic use, that covers all their payment needs everywhere in the euro area.

    In fact, one simple reason for introducing the digital euro is that people want it. Even at this early stage, surveys show that close to half of respondents would be likely to use the digital euro – a number that has significantly increased over time.[10] This trend is confirmed by several surveys[11] conducted by national central banks which suggest that many Europeans are open to the idea of using a digital euro.

    Launching the digital euro would also ensure that the euro area retains control over its financial future. By offering a secure and universally accepted digital payment option which would be suitable for all use cases – and, crucially, under European governance – it would reduce our dependence on foreign providers. This would protect European merchants from excessive charges, strengthening their bargaining power with those providers and offering an attractive alternative.[12] At the same time, European banks would be able to retain their customer relationship and be remunerated for their role in distributing the digital euro. And the digital euro would limit the likelihood of foreign currency stablecoins becoming widely used for retail payments within the euro area.

    Moreover, the digital euro would be based on a core public-private partnership that would leverage synergies, enabling private initiatives to scale up across the euro area. For instance, domestic card payment solutions could co-badge with the digital euro to cover transactions currently beyond their reach. At the same time, banks’ wallets and internet banking solutions could integrate the digital euro as an alternative way to pay that is accepted throughout the euro area and supports both contactless and QR-based payments.[13] The open digital euro standards – which can be finalised as soon as the regulation on the digital euro is adopted and can start being used even before the digital euro is issued – would facilitate cost-effective standardisation, allowing private providers to launch new products and functionalities on a European scale. This would unlock innovation and create new business opportunities. In fact, research shows that stock prices of European payment firms increase in response to positive announcements on the digital euro, whereas those of US payment firms decrease.[14]

    Last October we issued a call for expressions of interest in innovation partnerships for the digital euro. Some 70 merchants, fintech companies, start-ups, banks and other payment service providers – including four from France[15] – have now joined us in exploring the potential of the digital euro to drive innovation.[16] Our innovation platform simulates the envisaged digital euro ecosystem, in which the ECB provides the technical support and infrastructure for European intermediaries to develop digital payment features and services at European level. One of the areas we are exploring is broadening the set of possible conditional payments, such as making payments dependent on successful delivery of goods or services.

    In July we will release a report on these innovation partnerships. It will include the technical information shared with the participants, enabling the entire market to replicate these activities, thereby further supporting innovation by the private sector. Additionally, based on the positive feedback from the pioneers, we will extend the exercise until the end of June, which will allow us to test new functionalities of conditional payments, incorporating fresh ideas and suggestions from our private sector counterparts.

    The digital euro’s success in reclaiming our autonomy in the retail payment space and boosting innovation capacity hinges on collaboration. In recent years we have engaged extensively with market stakeholders, gathering input from consumers, merchants, banks and payment service providers. We have also started working with market participants on the digital euro rulebook – a single set of rules, standards and procedures for digital euro payments.[17]

    This inclusive approach helps us to address everyone’s needs and perspectives, crafting a robust payment solution and platform that will benefit all Europeans, support private sector innovation and preserve the future of our money – the euro.

    The role of central bank money in shaping a European market for digital assets

    Let me now turn to wholesale transactions, a domain where technology holds tremendous potential for transformation.

    Currently, we facilitate transactions between financial institutions through our TARGET Services: T2 processes over 90% of large payments, while T2S handles securities transactions.

    These services have significantly enhanced the efficiency and integration of post-trade platforms in Europe. And we plan to continue improving them: in 2023 we extended T2 operating times to 22.5 hours on weekdays and we are about to launch a consultation paper investigating stakeholder needs and their interest in a further extension of operating hours. In a month’s time we will also launch the European Collateral Management System, which will provide a single, harmonised framework for handling collateral in the 20 euro area countries.[18] And in October 2027 we will move to T+1, shortening the settlement cycle from two days to one. Meanwhile, emerging technologies such as DLT and tokenisation have the potential to bring about a step change in wholesale markets.

    These technologies are no incremental improvement: they represent a fundamentally new way of operating by allowing assets to be issued or represented in digital token form. This innovation would enable market participants to manage trading, settlement and custody on a single platform, available 24/7, 365 days a year. It would also synchronise trading and settlement. And it would enable new business models, as tokenised money can be used to automate conditional transactions. DLT and tokenisation could also reduce the cost and barriers to access capital markets, in particular for small and medium-sized enterprises.

    In fact, the emergence of these new technologies is an opportunity to establish an integrated European capital market for digital assets from the outset – a digital capital markets union – which would contribute to better channelling our savings into productive uses and boosting Europe’s innovation potential.[19] It could help European capital markets to become a hub for DLT-based financial services.

    European banks are active in this space, with over 60% exploring or using DLT and 22% already implementing DLT applications. On the securities front, there is a growing number of high-profile issuances on DLT.

    The availability of central bank money for settling transactions using these new technologies is crucial for two reasons. First, without central bank money, other settlement assets like stablecoins or tokenised deposits may be used, reintroducing credit risks and fragmentation into the financial system. Second, the market views the ability to settle in central bank money as a key factor in adopting new technologies.

    Last year the Eurosystem conducted exploratory work with DLT for settling wholesale transactions in central bank money, using three different solutions to ensure interoperability between our infrastructures and market DLT platforms.[20] The results were highly promising, with 60 industry participants settling real transactions in central bank money or conducting experiments with mock transactions. A wide range of securities and payments use cases were covered, including the first issuance of an EU sovereign bond using DLT. A total of €1.6 billion was settled over a six-month period, exceeding values settled in comparable initiatives in other parts of the world.

    As the next step, we have already announced plans to provide a solution to settle DLT-based transactions in central bank money in the short term.[21] Looking further ahead, the Eurosystem will explore a more integrated, long-term solution. A critical risk is indeed that DLT application fragmentation and a lack of interoperability could hinder the development of liquid DLT-based markets in Europe, imposing high costs on investors and issuers connecting to multiple platforms. So we need to create a more harmonised and integrated ecosystem.

    One way to achieve this would be to move towards a shared ledger: a programmable platform bringing together token versions of central bank money, commercial bank money and other assets, on which market players can provide their services. Another option could be the coordinated development of an ecosystem of fully interoperable technical solutions, which might better serve specific use cases and enable the coexistence of both legacy and new solutions.

    This approach will help us enhance the efficiency of European financial markets through innovation, aligning with the Eurosystem’s goal of achieving a more harmonised and integrated European financial system.

    However, we cannot do this alone. As we enter this new exploration phase, collaboration with public and market stakeholders will be crucial.

    Conclusion

    Let me conclude.

    The journey toward a digital euro and the integration of new technologies in wholesale transactions represents a pivotal moment for Europe. By embracing these innovations, we can strengthen our monetary sovereignty, enhance our competitiveness and pave the way for a more integrated and resilient financial system.

    The digital euro will ensure that Europeans have access to a secure, reliable and universally accepted digital payment solution that complements cash while reducing our reliance on foreign providers. Meanwhile, leveraging central bank money in DLT-based transactions will foster a dynamic and unified digital asset market, driving innovation and unlocking new business opportunities across the continent.

    In this transformative era, collaboration is key. We must bring together all stakeholders – public and private, national and European – to craft solutions that reflect the diverse needs and perspectives of all Europeans. Together, we can harness these technological advancements to build a financial ecosystem that is not only more efficient and innovative but also more inclusive and secure.

    We have inherited a united Europe and a currency embodying this unity. Our legacy should be European sovereignty and a euro that is fit for the future. This is our collective responsibility, in the public and private sector alike.

  • MIL-OSI: J&T Finance Group and KBC announce strategic acquisition of 365.bank by KBC, expanding its presence in Slovakia and Central and Eastern Europe

    On May 14, J&T Finance Group SE, based in the Czech Republic and the majority shareholder of 365.bank a.s. and KBC Bank NV reached an agreement for KBC to acquire a 98.45% stake in 365.bank (in cash), based on a total value for 365.bank of EUR 761 million. The transaction is subject to relevant regulatory and anti-trust approvals and is expected to close by the end of this year.

    365.bank, a commercial bank in Slovakia, holds a 3.7% market share by assets as of December 20241 with a notable strength in retail banking. Acquiring 365.bank would strengthen KBC in Slovakia ensuring KBC’s reference status across all Central and Eastern European countries of presence.

    The transaction price represents a 1.4x multiple of the December 2024 book value of 365.bank and a 9.4x P/E based on the average net profit of 365.bank from 2022 to 2024. The transaction price is subject to limited closing adjustments. This transaction price accurately reflects the quality of 365.bank, including its client base, employee professionalism, profitability, and potential synergies. The acquisition will have a limited impact on KBC’s capital position (approximately -50 basis points on KBC’s unfloored fully loaded CET-1 ratio) upon closing, which remains very solid keeping KBC’s CET1 ratio well above regulatory minimum capital requirements. 

    Completion of the transaction is subject to regulatory and anti-trust approval and is expected by the end of 2025.  

    Pending such approval of the closure of the deal and the post-completion integration of the entities into KBC’s Slovakian operations, 365.bank will continue to honour its commitments to the market while continuing to provide professional service of the highest quality to its customers.

    The combination of ČSOB and 365.bank will establish a strong banking group in Slovakia, whereby 365.bank’s unique distribution model, supported by its long-standing partnership with Slovak Post, will allow KBC to significantly expand ČSOB’s customers reach across Slovakia. The acquisition of 365.bank will boost the scale of mainly retail operations, commanding (as of December 2024) an approximately 20% market share in both net retail loans and mortgages1.

    Based on the group bank-insurance model, other entities of the ČSOB Financial Group, will also benefit from the acquisition through the cross-selling of products and services to 365.bank’s retail customer base.

  • Putin, Trump to skip Ukraine’s peace talks that Russian leader proposed

    U.S. President Donald Trump and Russian President Vladimir Putin indicated they would not attend what could be the first direct peace talks between Moscow and Kyiv in three years on Thursday, with the Kremlin sending instead a group of experienced technocrats.

    Putin on Sunday proposed direct negotiations with Ukraine in Istanbul on Thursday “without any preconditions”. Late on Wednesday, the Kremlin said the delegation would include presidential adviser Vladimir Medinsky and Deputy Defence Minister Alexander Fomin – but Putin‘s name was not on the list.

    After the Kremlin’s delegation announcement, a U.S. official said Trump, who is on a three-nation tour of the Middle East, would not attend. The U.S. leader had said earlier that he was considering the option to participate.

    While Putin had never confirmed he would attend in person, the absence of the Russian and U.S. presidents lowers the expectations for a major breakthrough in the war that Russia started in February 2022.

    Ukrainian President Volodymyr Zelenskiy had challenged Putin to attend the talks “if he’s not afraid,” in an apparent contest to show Trump who wants peace more, Ukraine or Russia.

    While the Kyiv leader was on his way to Turkey late on Wednesday, a Ukrainian official said, he had said he would take part in the talks only if Putin attended.

    In his nightly video address on Wednesday Zelenskiy said that Ukraine would decide on its steps for peace talks in Turkey once there was clarity on Putin‘s participation.

    “The answers to all questions about this war – why it started, why it continues – all these answers are in Moscow,” Zelenskiy said. “How the war will end depends on the world.”

    Trump wants the two sides to sign up to a 30-day ceasefire to pause Europe’s biggest land war since World War Two, and a Russian lawmaker said on Wednesday there could also be discussions about a huge prisoner of war exchange.

    Zelenskiy backs an immediate 30-day ceasefire, but Putin has said he first wants to start talks at which the details of such a ceasefire could be discussed.

    MORE SANCTIONS ON RUSSIA?

    Trump, who is growing increasingly frustrated with both Russia and Ukraine as he tries to push them towards a peace settlement, said he was “always considering” secondary sanctions against Moscow if he thought it was blocking the process.

    U.S. officials have spoken about possible financial sanctions as well as potential secondary sanctions on buyers of Russian oil.

    The U.S. delegation to Turkey included Secretary of State Marco Rubio and senior envoys Steve Witkoff and Keith Kellogg.

    Ukrainian Foreign Minister Andrii Sybiha said early on Thursday he had met with Rubio to share Zelenskiy’s peace vision and “coordinate positions during this critical week.”

    Medinsky and Fomin, part of the Russian delegation, took part in the last set of negotiations between the two sides in the first weeks of the war. Other senior military and intelligence officials were also part of the Thursday delegation.

    Direct talks between negotiators from Ukraine and Russia last took place in Istanbul in March 2022, a month after Putin sent tens of thousands of troops into Ukraine in what he calls a “special military operation” to root out neo-Nazis.

    Ukraine and its allies say the invasion was an unprovoked, imperial-style land grab.

    With Russian forces grinding forward in Ukraine and now controlling about a fifth of the country, the Kremlin chief has offered few, if any, concessions so far. In his proposal at the weekend, he said that the talks in Turkey would be aimed at a durable peace.

    He specifically mentioned the 2022 talks and the failed draft deal.

    Under that deal, among others, Ukraine would have agreed to permanent neutrality in return for security guarantees from the five permanent members of the U.N. Security Council: Britain, China, France, Russia and the United States, and other nations including Belarus, Canada, Germany, Israel, Poland and Turkey, according to a draft seen by Reuters.

    But officials in Kyiv say agreeing to Ukrainian neutrality is a red line they will not cross.

    As President Zelenskyy further demonstrates his commitment to peace by travelling to Istanbul for direct talks with Russia, NATO Allies are gathering in Turkey today to underline the Alliance’s support for Ukraine and commitment to a secure and stable Euro-Atlantic, with a stronger, fairer and more lethal NATO at its core. 

    At the NATO informal Foreign Ministers’ Meeting in Antalya, the Foreign Secretary will lead calls for the strongest Alliance in history to stand united in the face of a generational threat from our adversaries, and stand behind Ukraine to secure a just and lasting peace. Security is the foundation of our Plan for Change and central to this government’s plans to deliver growth and prosperity to British working people.

    Ahead of the Hague Summit in June, Allies are meeting in Antalya with a clear message that NATO must step up together to meet this critical moment for our collective security. The Foreign Secretary will say that Europe must shoulder more responsibility for its own security, as security threats from Russia and its enablers continue to mount.

    During his remarks in an informal meeting of the North Atlantic Council, the Foreign Secretary will update on UK steps to protect Euro-Atlantic security and disrupt Russia’s reckless actions to force Putin’s hand. He will say that every step the Alliance takes to increase pressure on Russia and achieve peace in Ukraine is another step towards security and prosperity at home and abroad. 

    Earlier this week, six spies working for Russia were sentenced in the UK, as the UK cracks down on Russian espionage attempts on British soil. The successful convictions came about as a result of close international cooperation with a number of NATO Allies, including Bulgaria, France and Germany, demonstrating a unified front against hostile Russian activity. 

    The visit follows the UK-hosted Weimar+ meeting on Monday, where representatives from France, Italy, Germany, Spain, Poland and the EU joined the Foreign Secretary in London to share Europe’s unwavering support for Ukraine’s right to peace and freedom. 

    It also comes after the Prime Minister’s visit to Oslo last week where the Joint Expeditionary Force (JEF) announced enhanced support for the Ukrainian Armed Forces through intensive training exercises, increasing interoperability across military platforms and enhancing countering disinformation support as well as allowing JEF Nations to learn from the battlefield experience of Ukraine’s armed forces.

  • MIL-OSI United Nations: In Berlin, broad backing for UN peacekeeping as global threats mount

    More than 130 countries and international partners threw their weight behind UN peacekeeping at a high-level ministerial summit in Berlin on Wednesday, pledging military, tech and political support.

    UN Secretary-General António Guterres meanwhile warned that peace operations are under growing strain and must adapt to meet today’s rising threats.

    The two-day conference on peacekeeping, hosted by the Government of Germany, brought together over 1,000 participants – including defence and foreign ministers – to reaffirm commitment to the UN’s flagship tool for maintaining peace and stability.

    It concluded on Wednesday with a wide array of pledges, including 88 military and police units, specialized training, and investments in emerging technologies and strategic communications.

    Difference between life and death

    In trouble spots around the world, ‘blue helmets’ can mean the difference between life and death,” Mr. Guterres said in his opening remarks.

    “Now more than ever, the world needs the United Nations. And the United Nations needs peacekeeping that is fully equipped for today’s realities and tomorrow’s challenges.”

    Germany, which currently contributes troops to UN missions in South Sudan, Lebanon, and Western Sahara, announced €82 million (around $91.7 million) in funding, along with commitments in training, renewable energy solutions and drone technology.

    “Germany continues to be a steadfast supporter of UN peacekeeping,” said Defense Minister Boris Pistorius.

    Broad and diverse commitments

    A total of 74 UN Member States made specific pledges, ranging from uniformed personnel to training and strategic support.

    This includes pledges which will bolster military and police units, including airlift and rapid deployment capabilities (53 national contributions), specialized training (59), technological enhancements (18), advancing the Women, Peace and Security Agenda (38) and safety and protection (16).

    Eleven countries also committed to improving accountability and conduct, including support to the trust fund for victims of sexual exploitation and abuse, and eight nations supporting the UN’s efforts to counter mis- and disinformation through strategic communications.

    Mounting pressures

    At a press conference following the meeting, Secretary-General Guterres acknowledged that peacekeepers operate in an increasingly complex and dangerous environment, citing a record number of global conflicts, the targeting of peacekeepers by drones and improvised explosive devices (IEDs) and the rising threat from disinformation campaigns.

    We need to ask some tough questions about the mandates guiding these operations, and what the outcomes and solutions should look like,” he said, speaking alongside German Foreign Minister Johann Wadephul and Defence Minister Pistorius.

    Every context is different, and missions must be adapted accordingly.

    The UN chief also stressed the importance of sustained financial backing, highlighting that many missions continue to struggle with cash flow shortages due to delayed payments from Member States.

    “It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time,” he said.

    Crucial reforms

    The Berlin meeting feeds into the UN’s broader reform efforts, including an ongoing Review of Peace Operations announced in last year’s Pact for the Future, aimed at making peacekeeping and peace enforcement more flexible, cost-effective, and aligned with real-world needs.

    This year’s Ministerial also coincides with the 80th anniversary of the United Nations and the 10-year anniversary of the 2015 New York Summit on Peacekeeping. It follows similar high-level meetings in AccraSeoulVancouver and London.

    Peacekeeping remains one of the UN’s most visible activities, with over 61,000 uniformed personnel from 119 countries currently deployed across 11 missions, supported by more than 7,000 civilian staff.

  • MIL-OSI USA: Dingell, Merkley, Welch, Sanders Introduce Bill to Lower Prescription Drug Prices for All Americans

    Congresswoman Debbie Dingell (MI-06) along with Senators Jeff Merkley (D-OR), Peter Welch (D-VT), and Bernie Sanders (I-VT), today introduced the End Price Gouging for Medications Act.

    The bicameral bill would lower prescription drug costs for all Americans and end pharmaceutical price gouging by requiring drug companies to offer medications in the United States at no more than the lowest price per drug in twelve other similarly developed countries—Australia, Austria, Belgium, Canada, France, Germany, Italy, Japan, the Netherlands, Sweden, Switzerland, and the United Kingdom.

    “In the wealthiest nation on earth, no one should have to choose between buying groceries and affording the medications they need to survive.” said Dingell. “There’s no reason we should be spending more on prescriptions than any other country. This legislation will bring down the cost of prescription drugs, hold drug companies accountable for their unchecked greed, and provide much-needed relief to American families.”

    “Americans pay the highest prices in the world for prescription drugs, even though we invest the most in cutting-edge research and development. That is unconscionable,” said Merkley. “In my town halls across every corner of Oregon, I’ve heard time and again from Oregonians about how sky-high prescription drug prices are pushing their budgets to the limit. The End Price Gouging for Medications Act will crack down on Big Pharma’s greed. If President Trump is serious about lowering prescription drug costs for families and seniors across America, he should work with Congress to ensure we get the best prices, not the worst.”

    “No one should ever be forced to choose between paying for the prescriptions they need or putting food on the table. It’s unacceptable, and for too many Americans it’s a reality because of Big Pharma’s price gouging,” said Welch. “The End Price Gouging for Medications Act would put an end to this bad practice and help more Vermonters access the medications they need. I’m proud to join Sen. Merkley to introduce this bill and help Vermonters get the care they need.”

    On average, Americans spend over $1,400 on prescription drugs every year—the highest per capita drug spending in the world—largely because the pharmaceutical industry is hiking up the cost of drugs to make billions in profits each year. The American people want action, and lowering prescription drug prices to levels obtained in nations similar to the United States has strong bipartisan support. This includes medication such as:

    • Ozempic, which costs Americans nearly $13,000 annually to treat type 2 diabetes compared to roughly $820 in Japan; and
    • Humira, which costs Americans with Crohn’s disease more than $100,000 per year compared to roughly $3,320 per year in Austria.

    Unlike Trump’s recent executive order (EO) on international reference pricing, which only applies to Medicare and Medicaid, the End Price Gouging for Medications Act goes further by requiring drug companies to offer prescription drugs at the established reference price to all individuals in the U.S. market, regardless of insurance or health care status. That includes individuals utilizing all federal health programs, uninsured individuals, individuals covered under a group health plan, or individuals who have purchased their own health insurance coverage.

    In addition to Dingell, Merkley, Welch, and Sanders, the End Price Gouging for Medications Act is co-sponsored by U.S. Senator Dick Durbin (D-IL). The bicameral bill is endorsed by Public Citizen, Center for Health and Democracy, Just Care USA, Center for Medicare Advocacy, and Social Security Works.

    “American consumers pay far too much for drugs, not because it is costly to manufacture them, or even because of the expense of research and development. We pay too much because the U.S. government grants patents and other monopolies to brand-name drug corporations and then does far too little to rein in Big Pharma’s exploitation of those monopolies to price gouge consumers and the government itself. If President Trump were serious about bringing U.S. drug prices down to levels in other countries, he would embrace this legislation and use the bully pulpit to urge legislators to support it instead of retrograde proposals to take away health care from millions of people to give tax cuts to billionaires and corporations. We applaud Senators Merkley, Sanders and Welch for their leadership,” said Peter Maybarduk, Director of Public Citizen’s Access to Medicines Program.

  • MIL-OSI Global: Should AD stand for Alzheimer’s disease, or for Auguste Deter, the patient whose case was first described?

    Auguste Deter was born 175 years ago on May 16, 1850. Though the story of her life is not widely known, it should be. Through her suffering and dignity, Deter puts a much-needed human face on the tragedy of Alzheimer’s disease (AD), one of the most important medical problems currently confronting humankind. Auguste Deter reminds us that AD is a disease of people, not proteins.

    Often, scientists reduce AD to a disorder of shrunken brain cells or misfolded proteins. However, AD is so much more.

    It is a disease that impairs thought processes and personal memories — the very essence of what makes each one of us an individual capable of hopes, dreams, love and being loved. AD is a very human disease and a very human struggle for individuals, their families and society as a whole. Deter is a crucial reminder of the human aspects of this devastating disease.

    ‘I have lost myself’

    Although dementia had been recognized for centuries, Deter was the first person officially diagnosed with the type of dementia now recognized as Alzheimer’s disease.

    Auguste Deter was a patient of Alois Alzheimer. His report on her case was the first description of what is now Alzheimer’s disease.

    Born Auguste Hochmann into a working-class family, the financial hardships imposed by her father’s early death forced Deter into full-time employment as a seamstress at age 14. She continued this work until marrying Karl Deter, a railway clerk. The couple moved to Frankfurt, Germany where they lived as a happy and harmonious family with their daughter, Thekla.

    Tragically in the spring of 1901, this loving and caring 51-year-old woman began to be incapable of routine household activities. Soon, due to her progressive memory loss and intellectual impairment, she was no longer able to function on her own. She was admitted to the Frankfurt Psychiatric Hospital under the care of Dr. Alois Alzheimer.

    Alzheimer asked her many questions to which she would sometimes quietly reply “Ich habe mich verloren.” (“I have lost myself.”) Sadly, her relentless cognitive decline continued. On July 12, 1905, Alzheimer recorded that Deter’s deterioration had progressed such that she was lying on her side in a pool of urine, knees drawn up, unable to communicate. She died on April 8, 1906 from pneumonia and infected bed sores.

    During the subsequent autopsy, Alzheimer identified not only Deter’s marked brain shrinkage but also localized clumps (“plaques”) of an unknown deposited substance as well as dense bundles of tangled fibres in what were once healthy brain cells.

    These latter two observations — now recognized as amyloid plaques and tau tangles — have become the diagnostic features that define the pathology of AD. In 1907, Alzheimer published a scientific paper in which he described Deter’s brain and her “new” type of dementia.

    Unfortunately, Alzheimer was unable to dedicate a long career to a more comprehensive understanding of this disease. He contracted rheumatic fever in 1912, dying of its complications three years later at age 51. Nonetheless, the Deter case report was sufficient to establish his legacy as the discoverer of Alzheimer’s disease.

    As an inquisitive psychiatrist and pathologist, Alzheimer had been interested in medicine and science, not fame. He was not seeking to name a disease after himself. In 1910, Alzheimer’s boss, the renowned German psychiatrist Emil Kraepelin, wrote the influential Handbook of Psychiatry – a textbook in which he named this newly identified type of dementia “Alzheimer’s Disease.” In doing so, Kraepelin’s textbook ultimately transformed Alzheimer’s name into a household word.

    Meanwhile, in Prague

    But does Alzheimer’s disease truly deserve to be called Alzheimer’s disease? There are other people who can claim contributions to the discovery of Alzheimer’s disease.

    In 1907, the same year that Alzheimer published his single case description of Deter, a Czech psychiatrist named Oskar Fischer independently published a thorough structural analysis of plaques in the brains of 12 people with dementia. Between 1910-1912, he went on to analyze plaques and pathological brain changes in another 58 cases of dementia.

    Arguably, Fischer made more important contributions than Alzheimer to the comprehensive description of the disease. Yet it is called Alzheimer’s disease, not Fischer’s disease.

    There are many reasons for this. Fischer was Jewish and subject to antisemitism. He was not at a prominent German university and did not have a powerful ally like Emil Kraepelin promoting his career. And science is, after all, a very human activity.

    Unfortunately, Fischer later became trapped in occupied Prague under the oppression of authoritarian Nazi rule. Fischer was arrested in 1941 and died in the Gestapo’s notorious Small Fortress prison on Feb. 28, 1942.

    It seemed likely that Fischer’s seminal contributions to our understanding of dementia would be lost. Thankfully in 2008, Michel Goedert of Cambridge University rediscovered Fischer’s significant contributions stored in the archives of Charles University in Prague. This has restored Fischer to his rightful position as one of the discoverers of AD and retrospectively raises questions about the correct naming attribution of AD.

    However, when considering the naming of AD, we must not forget Patient No. 1: Auguste Deter. Interestingly and fortuitously, her initials are AD. So, should AD signify Auguste Deter disease rather than Alzheimer’s disease? Should the Alzheimer-Fischer controversy be resolved by simply reassigning the AD abbreviation to Auguste Deter? Should the disease be named after its “first patient,” rather than the physician(s) who discovered it?

    Medicine has a penchant for naming signs, symptoms and diseases after the physicians who first described them. We typically tend not to name them after the afflicted person. Perhaps this is done to preserve patient confidentiality; perhaps not.

    But AD is a disease like no other. It’s very personal. It affects the memories, thoughts and emotions that define us as human beings. We must never forget that AD is a disease of people and families, not just proteins and fibrils. Deter tragically yet courageously embodies the human heartbreak of this dreadful disease.

    Deter’s contribution to the 1907 single case report study by Alzheimer was immense: Deter’s life, illness and death are the story of AD. Deter should be remembered. It was and is her disease.

    NEWARK, N.J. – A German man was extradited from Italy and arrested for orchestrating a massive mail fraud scheme targeting elderly and otherwise vulnerable victims with false and fraudulent psychic solicitations, U.S. Attorney Alina Habba announced.

    Georg Ingenbleek, 58, a citizen of Germany, was indicted in 2020 and has been a fugitive. He was apprehended in Bolzano, Italy in 2024 and returned yesterday via Newark International Airport to face an indictment charging him with two counts of mail fraud. Ingenbleek made his initial appearance and arraignment on May 9, 2025, before U.S. Magistrate Judge Leda Dunn Wettre. He pleaded not guilty and was remanded without bail.

    According to the Indictment and statements made in court:

    From at least 2011 through 2016, Ingenbleek created numerous direct mail solicitations supposedly from world-renowned psychics, falsely and fraudulently claiming that the recipients were being contacted because they had been the subject of specific visions by the psychics, including visions that the recipients were going to receive large sums of money and good fortune. Many of the letters falsely promised that the psychic services being offered were free of charge. In fact, the letters were mass-produced using software and information provided by Ingenbleek to a direct mail marketing services company, Company-1, located in Piscataway, New Jersey, which Ingenbleek retained to print and mail the solicitations.

    Ingenbleek directed a second company, Company-2, to send fraudulent billing notices to the same victims that stated that the victims owed money for psychic services, which in many cases had been offered free of charge. The fraudulent billing notices were labeled “collection notices” and “invoices,” falsely representing that the victims owed late payment fees, and falsely stating that a psychic or astrology organization would refer the victim to a “collection agency” and take legal action if the victim did not send a check, usually for $20 to $50. Through his fraudulent psychic mailing campaign, Ingenbleek obtained more than $10 million dollars from victims.

    In September 2016, Ingenbleek directed representatives of Company-1 and Company-2 to destroy all materials related to his fraudulent psychic mailings in response to federal criminal investigations into his conduct and the conduct of other participants in the scheme. In one email, dated September 23, 2016, Ingenbleek told a representative of Company-2, “You cannot wait! I advise you urgently to get rid of the material! Use your own car, rent a truck, start today, work all weekend.”

    The mail fraud charges each carry a maximum potential penalty of 20 years in prison and a $250,000 fine, or twice the gross gain or loss from the offense.

    U.S. Attorney Habba credited postal inspectors of the U.S. Postal Inspection Service Philadelphia Division, under the direction of Inspector in Charge Christopher A. Nielsen; special agents of IRS – Criminal Investigation Newark Field Office, under the direction of Special Agent in Charge Jenifer Piovesan; and special agents of HSI New York, under the direction of Acting Special Agent in Charge Michael Alfonzo, with the investigation leading to the charges, and HSI Rome and the Justice Department’s Office of International Affairs for providing significant assistance in securing the defendant’s extradition from Italy.

    The government is represented by Assistant United States Attorneys Jonathan Fayer and Olta Bejleri of the Economic Crimes Unit in Newark.

    The charges and allegations in the indictment are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

    SECRETARY-GENERAL/PEACEKEEPING
    The Secretary-General is continuing his meetings in Berlin. As you know, he is in Berlin to attend the Ministerial Meeting on Peacekeeping. Right now, he is meeting with Friedrich Merz, Federal Chancellor of Germany and they are just starting a press stakeout.
    Earlier today, he said that he is heartened by the exceptional turn-out of Ministers from across the globe, representing the full range of peacekeeping partners. Just to let you know that we have an update that more than 130 Member States were present and 74 Member States made pledges to support peace operations.
    The Secretary-General added that this meeting comes at a time when unfortunately, peacekeeping operations are facing serious liquidity problems. He called on all Member States to respect their financial obligations, paying their contributions in full and on time.
    These remarks were made during a joint press conference with the Federal Minister for Foreign Affairs, Johann Wadephul, and Federal Minister of Defence, Boris Pistorius. He noted that he is especially pleased to be in Berlin so soon after the new Government took office, and he looks forward to building on our partnership in the time ahead.
    Mr. Guterres also met today with Ms. Reem Alabali-Radovan, Minister for Development and Economic Cooperation of Germany. Tomorrow, he is scheduled to hold discussions with Frank-Walter Steinmeier, the President of Germany, before he departs to Iraq to attend the League of Arab States Summit.  

    PEACEKEEPING MINISTERIAL MEETING 
    During the Peacekeeping Ministerial in Berlin, the United Nations unveiled a new multi-year initiative funded by the Federal Republic of Germany to provide women troops deployed in Peace Operations with gender-specific protective gear, including ballistic vests and helmets. During an award ceremony held earlier today during the Member States’ gathering, Nils Hilmer, State Secretary at the German Ministry of Defense and Atul Khare, Under-Secretary-General for Operational Support, announced the selection of Fiji, Guatemala, Kenya, Malawi, Malaysia, Mongolia and Tanzania, to receive the equipment – in recognition of their commitment to the Uniformed Gender Parity Strategy and the deployment of women in operational roles. The project, worth one million Euros in total, aims to enhance the performance, safety and security of women peacekeepers in complex and volatile mission environments and ultimately promote their participation in peacekeeping efforts.

    YEMEN
    Hans Grundberg, the Special Envoy for Yemen, briefed the Security Council this morning and welcomed the announcement on 6 May of a cessation of hostilities between the USA and Ansar Allah. He said that this step represents an important and necessary de-escalation in the Red Sea and in Yemen following the resumption, on 15 March, of US airstrikes against targets in Ansar Allah-controlled areas.
    He said that events in recent weeks, however, have also served as stark reminders that Yemen is ensnared in the wider regional tensions. The attack carried out by Ansar Allah on Ben Gurion Airport on 4 May, and the subsequent strikes by Israel on Hudaydah Port, Sana’a Airport, and other locations in response, represent a dangerous escalation, and the threats and attacks, regrettably, continue.
    Tom Fletcher, the Under-Secretary-General for Humanitarian Affairs, told Council members that the humanitarian situation is deteriorating, and those most in peril are the country’s children. Half of Yemen’s children – or 2.3 million – are malnourished, he said, and 600,000 of them are severely so.
    Mr. Fletcher warned that Yemen’s 2025 humanitarian response plan is barely 9 per cent funded – less than half of what we received at the same time last year. These shortfalls have very real consequences. He said that we expect pipeline gaps as early as June or July – right when malnutrition numbers will peak.  
    Mr. Grundberg will speak at the stakeout once he is done in the Council and we will let you know when that happens.

    “Blue helmets can mean the difference between life and death,” UN Secretary-General António Guterres urged renewed global commitment to peacekeeping during the opening of the UN Peacekeeping Ministerial in Berlin, warning that operations are facing unprecedented financial and political pressure.

    “My thanks to Germany for bringing us together at this consequential moment,” Guterres said. “This year marks the 80th anniversary of the United Nations organization was founded on the conviction that peace is possible if we work as one United’s human family. That is what our peace operations are about.”

    Highlighting the symbolic and operational importance of the United Nations peacekeeping forces, the Secretary-General stated, “The UN Blue Helmets are the most globally recognized symbol of the world’s ability to come together to help countries move from conflict to peace.”

    Guterres pointed to several countries that transitioned from war to stability with the help of UN missions. “There is a long list of countries that have achieved durable peace with the support of UN peacekeeping, including Cambodia, Cote d’Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor-Leste. Many of these countries now themselves contribute troops,” he said.

    However, he also emphasized the human cost of these missions. “Through the decades, 4400 peacekeepers have fallen in the line of duty. Their service and sacrifice will never be forgotten,” he said, inviting participants to join him in a moment of silence.

    As part of a broader reform process initiated by Member States, Guterres referenced the “Pact for the Future,” which calls for a comprehensive review of peace operations. “The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient while recognizing the limitations in situations where there is little or no peace to keep,” he said.

    He acknowledged the difficulties of operating in increasingly polarized geopolitical contexts. “We see increasing differences of views around our peacekeeping operations work, and then what circumstances with what mandates they should be deploys. And for how long,” he noted.

    Guterres also addressed the challenge of shrinking financial resources. “Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical,” he stated. “It is crucial that we are able to use the increasingly limited resources we have and use them well.”

    Concluding his address, the Secretary-General called for continued Member State engagement. “Supported at every step by Member States, we look forward to your government’s support and ideas as we tackle these challenges together,” he said.

  • MIL-OSI Global: Andor showcases the power of music to oppose tyranny – an homage to the French Resistance

    Warning: this article contains spoilers for Andor season two, up to episode nine.

    This week, many fans are diving into the final episodes of Andor season two on Disney+. Meanwhile, others are still reeling from last week’s powerful episode.

    Episodes seven through nine of the Star Wars spin-off show depicted the tragedy of the fictional Ghorman massacre and its political fallout. Set chronologically two years before Star Wars: Episode IV – A New Hope, the episodes present the peaks of the Galactic Empire’s oppressive rule over the planet Ghorman, which culminates in a mass slaughter of peaceful Ghor protesters in the capital city’s main plaza.

    Episode eight, Who Are You?, is a poignant portrayal of propaganda, collective resistance and military force.

    A particularly emotive scene comes when Lezine (Thierry Godard) – a member of a local rebel group called the Ghorman Front – begins to sing in the midst of the Ghor’s demonstration. Soon, all members of the peaceful protest join Lezine’s chorus in an act that signals not aggression, but community.

    The moment echoes the French Resistance’s use of music to defy Nazi rule throughout the second world war. The French Resistance was a movement of civilians and combatants who opposed the German occupation of France.

    While the episode’s parallels to Earth-side conflicts throughout historical and modern eras do not start and stop with the French Resistance, it is worth unpacking these similarities further. Doing so reveals insights into the power of art — and specifically music – in fighting tyranny.

    The political parallels between Star Wars and Andor

    The Star Wars franchise has long been analysed for its political storytelling. The original trilogy, for instance, makes connections to the French Revolution, the second world war and the Vietnam war. There are overarching themes of colonialism, fascist dictatorship and guerrilla warfare.

    Andor is no exception. Showrunner Tony Gilroy uses two 12-episode seasons to narrate the birth of a rebellion and subsequent revolution. Critics and Star Wars pundits alike have commented on the show’s parallels to historical and contemporary conflicts, with think-pieces and social-media threads comparing season two’s plot points to the America’s 2003 invasion of Iraq, the Russo-Ukrainian war and even the conflict in Gaza.

    The Ghorman massacre has become an especially explosive talking point given its significance to the overall series. At the start of season two, it becomes clear that the Galactic empire requires a mineral – kalkite – that is unique to Ghorman to supply its “energy initiative” (the Death Star).

    The empire subsequently launches a devastating propaganda campaign to turn the galaxy against the Ghor. This is done in anticipation of eventually carrying out a genocide against the planet’s people to clear the path for unimpeded mineral extraction. In turn, it is the Ghorman massacre that prompts Senator Mon Mothma (Genevieve O’Reilly) to publicly declare her opposition to the “monstrous” Emperor Palpatine (Ian McDiarmid) and lead the Rebel Alliance – as seen in the films Rogue One (2016) and Episode IV – A New Hope (1977).

    In the lead-up to the Ghorman massacre, some of the Ghor initiate an underground resistance against the empire’s forces – often haphazard and disjointed, but resilient all the same. Several storytelling devices are used to evoke the spirit of the French Resistance.

    For one, Gilroy casts French actors to play many of the Ghorman Front leaders, including Ewens Abid, Thierry Godard and Caroline Vanier. Second, the Ghor language is based on a combination of French phonetics and Italian grammar. Combined with the accents of the Ghor actors, it conjures the feeling of the French language, without directly using its vocabulary.

    The costuming of the Ghor is also suggestive of second world war France, as they don trench coats and berets.

    Music as a tool against tyranny

    In the episode, the protesters sing the Ghor national anthem: We Are The Ghor! Its lyrics yield imagery of the “valley” and “highland”, as well as call upon its nationals to “raise your eyes to homeland skies”, “call your kin to come and sing”, and “tight the weave and roll the sleeve”.

    Describing the creation of the anthem, composer Nicholas Britell remarked that his and Gilroy’s goal was to “create something that felt timeless and authentic, but which could also feel like an emotional rallying cry”.

    The French national anthem, La Marseillaise, has served a similar mandate since its adoption in 1795. It was used as a political tool of resistance throughout the second world war.

    Upon Germany’s defeat of France in 1940, the Nazi occupiers swiftly banned French citizens from singing La Marseillaise. In November 1940, however, thousands of French students and civilians marched around the Arc de Triomphe while chanting the anthem in a show of defiance. To end the display of unity, occupying forces violently dispersed the demonstration, injuring and arresting many.

    Members of the French Resistance also gained a second anthem throughout the war, titled Le Chant des Partisans, which was composed and performed by Anna Marly. Like We Are The Ghor!, the tune evokes rural landscapes, hard workers and kin, as well as issues demands to its listeners-in-arms to “sing” as one.

    There are many accounts of Le Chant being used to oppose Nazi rule. It was played, for instance, over the radio to signal an incoming message for the French Resistance. It was also reportedly hummed between members of the Maquis during sabotage operations. One account even relays the story of French fighters who whistled the song while they were forced by the Germans to dig their own graves.

    These examples from history and fantasy demonstrate the power of music to oppose tyranny. While in itself an act of nonviolence, singing in a group is a tool of community building – an indispensable component of overcoming authoritarianism. Tellingly, in an interview with DECIDER, Andor creator Gilroy explained that authoritarianism is always “about the destruction of community”.

    When you sing along with the crowd at a beloved artist’s concert or belt the anthem ahead of a heated sports match, it is the joy of community that is felt – a feeling of oneness among a swath of strangers. It is therefore in this musical moment – reminiscent of not just the French Resistance but of all movements that have deployed music in defiance – that the fictional realm of Andor’s Who Are You? tragically tells the truth.

    For fans, it aptly brings to bear the unshakeable capacity of singing to combat oppression, be it here on Earth, or in a galaxy, far, far away.

    Ladies and gentlemen,

    I thank the Government of Germany for hosting impeccably this important meeting in Berlin.

    Germany is a pillar of the multilateral system…

    A strong and generous supporter of the United Nations…

    And an essential partner in our peacekeeping, peacebuilding and humanitarian assistance efforts — with almost 200 German peacekeepers now serving in our ranks.

    I am especially pleased to be here so soon after the new Government took office, and I look forward to building on our partnership in the time ahead.

    The commitment of the German government — and the German people themselves — is strongly reflected in this Ministerial meeting on the future of peacekeeping.

    As I said in my remarks, this year marks the 80th anniversary of the United Nations.

    And nothing symbolizes our organization’s commitment to peace more clearly than our Blue Helmets.

    UN Peacekeeping operations are a cornerstone of the United Nations.

    Each and every day, peacekeepers are hard at work in trouble spots around the world.

    Protecting civilians caught in the line of fire.

    And building the foundations of peace in countries shattered by conflict.

    Many have paid the ultimate price over the years — 4,400 in all.

    Their memories, and their service in the cause of peace, will never be forgotten.

    Which is why the commitments being made here today and tomorrow are so important.

    I am heartened by the exceptional turn-out of Ministers from across the globe, representing the full range of peacekeeping partners.  

    Now more than ever we need the political support of UN Member States.

    The goal is not just to keep a lid on conflicts — but to build political support for lasting solutions that can build peace.

    Over these two days, we welcome Member States’ statements of support for peacekeeping — as well as their pledges of military and police capabilities, new partnerships and technological support.

    This meeting is also about something more fundamental:

    The future of peacekeeping itself.

    Let me be clear.

    Peacekeeping operations today are facing massive challenges, increasing the dangers that our brave peacekeepers already face.

    A record number of conflicts.

    Deepening division and mistrust.

    Terrorism and transnational crime.

    And the direct targeting of peacekeepers through drones, improvised explosive devices and even social media.

    We need to ask some tough questions about the mandates guiding these operations, and what the outcomes and solutions should look like.

    Every context is different.

    From our operations in Lebanon, the Central African Republic and South Sudan…

    To our partnerships with the African Union, made stronger with the Security Council’s resolution to support peace enforcement missions under the AU’s responsibility, supported by the UN, including through assessed contributions…

    We are working to adapt, to tailor and to support our missions to the needs and requirements of each context.

    Unfortunately, peacekeeping operations have been facing serious liquidity problems.

    It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time. 

    At the same time, we’re moving forward on an ambitious Review of Peace Operations — including peacekeeping — but also the peace enforcing missions that are becoming more and more neccessary has called for by Member States in September’s Pact for the Future.

    We’re examining how to make peace operations more efficient, cost-effective, flexible and resilient — including in contexts where there is no peace to keep.

    Today’s Ministerial is an important part of this work as we share ideas, and explore ways to strengthen this important function for the future.

    Peacekeepers — and the populations they protect — deserve nothing less.

    In their names, I want to express my thanks and appreciation to Germany and all the countries in attendance, for helping us ensure that peacekeeping is fully equipped for today’s realities and tomorrow’s challenges.

    Question [through an interpreter]: What do you think about current diplomatic efforts regarding a ceasefire in Ukraine, would the United Nations be willing to send Blue Helmets?

    Secretary-General: We have been calling for an immediate and unconditional ceasefire in Ukraine. But we do not see the ceasefire only in itself. We think a ceasefire must be something to pave the way for a solution. And for us, the solution is just peace, and just peace for us means peace that respects the UN Charter international law and resolutions of the General Assembly of United Nations, including the territory integrity of Ukraine. This is our position, and I believe that it is extremely important in a moment like this that international law prevails. The day we have decays about defending international law, we are paving the way for chaos all over the world. On the other hand, the UN is ready to provide whatever support the parties if the parties agree, would ask the UN to do. But obviously this does not depend. It depends on the parties. It is obvious that if a ceasefire and a peace as described by me, could be approved by the Security Council, it would be a major step forward, but I am aware that it will not be an easy job.

  • MIL-OSI United Nations: UN Peacekeeping Ministerial in Berlin Brings New Commitments to Strengthen Peacekeeping Operations

    The United Nations Peacekeeping Ministerial 2025 Berlin concluded today. More than 130 Member States and international partners – over a thousand participants in total – came together to reaffirm their support for UN peacekeeping and to announce concrete pledges aimed at enhancing the effectiveness and adaptability of peace operations in the face of evolving global challenges. 

    Hosted by the Government of Germany, the two-day high-level meeting marked a significant milestone in the ongoing efforts to strengthen Member State support and help shape the future of UN Peacekeeping. The Ministerial focused on the Future of Peacekeeping, reflecting the need for innovative approaches to address complex conflicts, leverage emerging technologies, and address threats such as mis- and disinformation. 

    “In trouble spots around the world, Blue Helmets can mean the difference between life and death. Now more than ever, the world needs the United Nations. And the United Nations needs peacekeeping that is fully equipped for today’s realities and tomorrow’s challenges,” said United Nations Secretary-General António Guterres in his opening remarks.  

    “We welcome Member States’ political statements of support for peacekeeping as well as their pledges of military and police capabilities, new partnerships and technological support. This meeting is also about something more fundamental: the future of peacekeeping itself,” he added. 

    “In an interconnected world, no nation can achieve peace and security for its citizens on its own. In the past two days, more than 130 UN member states have come together in Berlin, determined 

    to make progress towards this goal together. We all agree that setting up strong and effective peacekeeping missions is our joint responsibility. We want to tailor future missions to the exact needs of the host countries and increase their acceptance and effectiveness. This is the way forward in a world in which peacekeeping is more important now than ever before, but where the challenges are greater than at any time in the past. The participants have lived up to this challenge by making many very significant contributions. Germany’s support for the UN and its peacekeeping missions remains unwavering. We are committed to standing up for international peace and security,” said Johann Wadephul, Minister of Foreign Affairs of the Federal Republic of Germany. 

    Meanwhile, announcing his country’s pledged contributions worth 82 million Euros to UN Peacekeeping, Boris Pistorius, Minister of Defence of the Federal Republic of Germany, said: “I am grateful to all partners, who have come to Berlin to make significant pledges to ensure efficient global Peacekeeping Missions. Germany continues to be a steadfast supporter of UN Peacekeeping and has pledged contributions worth 82 million Euros. In addition, we will continue our support to missions and partners with training and equipment. Our goal was to focus on new and innovative pledges, ranging from renewable energy technologies to medical transport drones to the protection from improvised explosive devices. We remain committed to supporting the three UN Peacekeeping Missions that the German Armed Forces currently deploy to in South Sudan, Lebanon and Western Sahara.” 

    Key outcomes: 

    A total of 74 Member States made pledges including: 

    • Pledges of military and police units 
      53 Member States pledged uniformed capabilities, including 88 military and police units, as well as various critical capabilities, airlift, individual experts, staff officers and individual police officers. 

    • Specialized training 
      59 Member States pledged specialized trainings on critical issues such as peacekeeping-intelligence, protection of civilians, gender and the prevention of sexual exploitation and abuse. 

    • Women, Peace and Security 
      38 Member States made pledges to further implement the Women, Peace and Security agenda, including gender-responsive peacekeeping and women in peacekeeping.  

    • Safety and Security 

    16 Member States pledged capabilities and projects to enhance the safety and security of peacekeepers. 

    Eleven Member States made pledges related to the conduct and accountability of peacekeepers and UN Peacekeeping’s fight against sexual exploitation and abuse. This response includes targeted contributions to the Trust Fund for victims. 

    Background 

    Today, more than 61,000 military and police peacekeepers from 119 countries and more than seven thousand civilian personnel serve across 11 Peacekeeping Missions.  

    The Berlin Ministerial is part of a series of high-level meetings aimed at galvanizing political support and generating tangible commitments to improve UN Peacekeeping. It follows previous Ministerial meetings held in Accra (2023), Seoul (2021), New York (2019) Vancouver (2017) and London (2016). The 2025 Ministerial also coincides with the 80th anniversary of the United Nations and the 10-year anniversary of the Leaders’ Summit on Peacekeeping

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) today joined Senator Jeff Merkley (D-Ore.), Senator Bernie Sanders (I-Vt.), and U.S. Representative Debbie Dingell (D-MI-06) in introducing the End Price Gouging for Medications Act.
    The bicameral bill would lower prescription drug costs for all Americans and end pharmaceutical price gouging by requiring drug companies to offer medications in the United States at no more than the lowest price per drug in twelve other similarly developed countries—Australia, Austria, Belgium, Canada, France, Germany, Italy, Japan, the Netherlands, Sweden, Switzerland, and the United Kingdom.
    “No one should ever be forced to choose between paying for the prescriptions they need or putting food on the table. It’s unacceptable, and for too many Americans it’s a reality because of Big Pharma’s price gouging,” said Welch. “The End Price Gouging for Medications Act would put an end to this bad practice and help more Vermonters access the medications they need. I’m proud to join Sen. Merkley to introduce this bill and help Vermonters get the care they need.”

That is unconscionable,” said Merkley. “In my town halls across every corner of Oregon, I’ve heard time and again from Oregonians about how sky-high prescription drug prices are pushing their budgets to the limit.     Merkley continued, “If President Trump is serious about lowering prescription drug costs for families and seniors across America, he should work with Congress to ensure we get the best prices, not the worst.”
    “In the wealthiest nation on earth, no one should have to choose between buying groceries and affording the medications they need to survive,” said Dingell. “There’s no reason we should be spending more on prescriptions than any other country. This legislation will help to bring down the cost of prescription drugs, hold drug companies accountable for their unchecked greed, and provide much-needed relief to American families.”
    On average, Americans spend over $1,400 on prescription drugs every year—the highest per capita drug spending in the world—largely because the pharmaceutical industry is hiking up the cost of drugs to make billions in profits each year. The American people want action, and lowering prescription drug prices to levels obtained in nations similar to the United States has strong bipartisan support. This includes medication such as:
    Ozempic, which costs Americans nearly $13,000 annually to treat type 2 diabetes compared to roughly $820 in Japan; and
    Humira, which costs Americans with Crohn’s disease more than $100,000 per year compared to roughly $3,320 per year in Austria.
    Unlike Trump’s recent executive order (EO) on international reference pricing, which only applies to Medicare and Medicaid, the End Price Gouging for Medications Act goes further by requiring drug companies to offer prescription drugs at the established reference price to all individuals in the U.S. market, regardless of insurance or health care status. That includes individuals utilizing all federal health programs, uninsured individuals, individuals covered under a group health plan, or individuals who have purchased their own health insurance coverage.
    In addition to Welch, Merkley, Sanders, and Dingell, the End Price Gouging for Medications Act is co-sponsored by U.S. Senator Dick Durbin (D-IL). The bicameral bill is endorsed by Public Citizen, Center for Health and Democracy, Just Care USA, Center for Medicare Advocacy, and Social Security Works.
    “American consumers pay far too much for drugs, not because it is costly to manufacture them, or even because of the expense of research and development. We pay too much because the U.S. government grants patents and other monopolies to brand-name drug corporations and then does far too little to rein in Big Pharma’s exploitation of those monopolies to price gouge consumers and the government itself. If President Trump were serious about bringing U.S. drug prices down to levels in other countries, he would embrace this legislation and use the bully pulpit to urge legislators to support it instead of retrograde proposals to take away health care from millions of people to give tax cuts to billionaires and corporations. We applaud Senators Merkley, Sanders and Welch for their leadership,” said Peter Maybarduk, Director of Public Citizen’s Access to Medicines Program.

    As part of Canada’s G7 Presidency, the Minister of Finance and National Revenue, the Honourable François-Philippe Champagne, and Bank of Canada Governor Tiff Macklem, will co-host the G7 Finance Ministers and Central Bank Governors’ Meeting in Banff, Alberta, from May 20 to 22. They will be joined by Finance Ministers and Central Bank Governors from the G7 countries (France, Germany, Italy, Japan, United Kingdom, United States) and the European Union.

    G7 Finance Ministers and Central Bank Governors will be joined by the heads of the International Monetary Fund, the Organisation for Economic Co-operation and Development, the World Bank and the Financial Stability Board. The Ukraine Finance Minister and the President of the Financial Action Task Force will join for parts of the meeting. Ministers and Governors will discuss and share views on current global economic and financial challenges, with a focus on how the G7 can work together on issues.

    Germany is a leader in the humanitarian response in Lebanon and Syria, and strongly engaged on Sudan, including most recently as co-host of the recent conference in London.

    German diplomacy is particularly active in addressing the two biggest challenges that affect peace in Europe and the Middle East: the situations in Ukraine and Gaza.

    I reiterate my appeal for an immediate and unconditional ceasefire in Ukraine to pave the way for a just peace. A peace based on the UN Charter and international law, namely respecting the territorial integrity of Ukraine.

    In relation to Gaza, I reiterate my call for an immediate and unconditional release of all hostages, unimpeded humanitarian access, and an immediate cessation of hostilities allowing for an irreversible path towards a Two-State solution.

    Beyond peace efforts, I see a number of other key areas where German leadership can make — and is making — a positive difference in the world.

    In the global battle against climate change as we work towards maximum ambition and climate justice at COP30 in Brazil…

    And at the upcoming Financing for Development Conference in Sevilla, where we will push namely for debt relief and reforming the global financial architecture to support developing countries in the follow up of the Pact for the Future.

    And most of all, Germany’s leadership and voice are essential in a world of growing geopolitical divides and mistrust.

    This is an important year for multilateralism — the 80th anniversary of the United Nations.

    Foot and Mouth disease controls eased for Germany

    Personal imports for travellers from the EU remain banned

    Following rigorous technical assessment, Great Britain has officially recognised Germany as Foot and Mouth Disease (FMD) free without vaccination as of 14 May 2025.  

    As a result, restrictions previously applied to imports of affected commodities from the containment zone in Germany have now been lifted. This means that exports of FMD-susceptible animals, such as cattle, pigs, sheep, deer and buffaloes, and their products, such as meat and dairy, can resume from the containment zone, provided that all other import conditions are met. This decision follows rigorous technical assessment of the measures applied in Germany and the current disease situation. If the situation changes, we will not hesitate to take necessary action in response to the FMD outbreaks in the European Union to protect our domestic biosecurity.

    Personal import restrictions remain in place that prevent travellers from bringing cattle, sheep, goat, and pig meat, as well as dairy products, from EU countries into Great Britain for personal use, to protect the health of British livestock, the security of farmers, and the UK’s food security. This includes bringing items like sandwiches, cheese, cured meats, raw meats or milk into Great Britain – regardless of whether it is packed or packaged or whether it has been bought at duty free.   

    FMD poses no risk to human or food safety, but is a highly contagious viral disease of cattle, sheep, pigs and other cloven-hoofed animals. Livestock keepers should therefore be absolutely rigorous about their biosecurity.

    FMD is a notifiable disease and must be reported. If you suspect foot and mouth disease in your animals, you must report it immediately by calling:

    As part of efforts to help prevent young people from becoming criminals, the OSCE Transnational Threats Department and the Office of the Co-ordinator of OSCE Economic and Environmental Activities held a regional training course on multi-stakeholder co-operation in youth crime prevention for law enforcement and social services professionals from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in Tashkent, Uzbekistan on 13 and 14 May.
    The 28 participants were law enforcement and social services sector representatives who work with and for youth. They took part in interactive sessions, group work, and expert-led discussion to strengthen their knowledge and skills in identifying and prioritizing youth crime cases, and addressing root causes such as social vulnerability, exposure to criminal recruitment and lack of access to support services.
    The course participants also explored how international models can be adapted to address local and regional challenges. They placed particular emphasis on the German “Kurve Kriegen” youth crime prevention initiative as an example of a good practice.
    Looking at the future, participants discussed next steps and national follow-up activities, including potential pilot youth crime prevention practices inspired by international good practices. They concluded the event by committing to turning their ideas into concrete action and strengthening early prevention efforts across Central Asia.
    The training course was part of the OSCE-wide multi-year extrabudgetary project “Enhancing youth crime and drug use prevention through education on legality and awareness campaigns addressing threats of organized crime and corruption”, funded by Germany with additional support from Andorra, Finland, Italy, Norway, Poland and Thailand.

    The more than 2 million people who attended Lady Gaga’s free concert on Copacabana Beach on May 3, 2025, had no idea of a plot that, if successful, would have turned the event into a tragedy fueled by hate. Just hours before a sea of admirers waved fans in sync with the singer during the event, the Rio de Janeiro Civil Police thwarted a planned attack involving Molotov cocktails and improvised bombs – and targeting the American singer’s LGBTQ following.

    Two people have since been arrested over the plot, which was organized by users of digital platforms such as Discord. The intent, authorities say, was radicalizing and recruiting teenagers to carry out the planned attack.

    Those responsible hoped to entice these young people into actions that would gain online notoriety.

    Although authorities were able to prevent the attack, the incident stands as a stark warning about the growth of hate networks among youth − and how platforms fuel the radicalization of teenagers, especially boys and young men.

    As experts in the anthropology of technology and information science, we see something deeply generational about this phenomenon. The recent Netflix series “Adolescence” broke viewership records by portraying an environment in which young people live in hyperconnected online spheres, absent of state oversight and parental supervision. In these spheres, bullying toxic masculinity permeates, and violence – often targeted at women and sexual minorities – is normalized.

    The show was set in the U.K., but it holds up a mirror to the world. Data from polling company Gallup reveals a growing ideological divide between young men and women in Gen Z across the globe. Too often, that divide, in which young men and boys are turning against progressive values, is being expressed through actions associated with the “manosphere,” such as misogyny and incel behavior.

    Platforms for hate

    In the United States, women aged 18 to 30 are now 30 percentage points more liberal than their male counterparts, according to Gallup’s surveys. In Germany, where a right-wing coalition recently won national elections and the extreme-right AfD party is rising in popularity at an alarming rate, the gap is also 30 points. In Poland, although the far-right left power at the end of 2023 after eight years, nearly half of men ages 18 to 21 support far-right parties − compared with just one-sixth of women in the same age range.

    This polarization is emerging just as online platforms such as Discord, TikTok and Reddit have become formative spaces of identity.

    Instead of promoting diversity, however, many of these platforms have been used as machines for producing and spreading hate. The 2021 study Mapping Discord’s Darkside, published in the journal New Media & Society, shows that despite marketing efforts to distance itself from the far right, Discord hosts thousands of servers associated with neo-Nazi, misogynistic, racist, transphobic and conspiratorial discourse. Researchers identified 2,741 such servers − with more than 850,000 active members.

    These networks end up functioning as recruitment hubs, where young people − especially boys − are lured in by edgy memes, promises of belonging and identity games based on excluding others. Discord’s structure, which prioritizes privacy and decentralization, has become fertile ground for the emergence of what scholar Adrienne Massanari calls “toxic technocultures.”

    Services such as Disboard − an informal search engine for Discord servers − are used to recruit teens into communities that glorify Nazism, encourage hatred toward women and people from the LGBTQ+ community, and even offer “services” for coordinated attacks on other servers. And this appears to be the case in the thwarted attack on the Lady Gaga concert.

    Presenting a challenge

    A significant factor in the success of these radicalizing environments is gamification − the use of gamelike elements such as challenges, rewards and leaderboards in nongame contexts. When applied to social networks and extremist forums, gamification turns engagement into competition and hate speech into a playful challenge.

    This practice makes the entrance into extremism more palatable for young, impressionable people by masking violence behind seemingly harmless mechanics. As noted in the European Commission’s 2021 report Gamification and Online Hate Speech, gamification has become a powerful tool for normalizing and spreading hate, particularly among young people seeking recognition and belonging.

    This process, known as “bottom-up gamification,” occurs when users create the rules, symbolic rewards and challenges. For example, by turning hate speech into “challenges” that involve humiliating women or people from the LGBTQ+ community online, the dehumanization of targets is presented in playful, viral ways.

    Turning hate into entertainment

    The investigation into the foiled attack on Lady Gaga’s Copacabana concert revealed exactly this mechanism: The attack was treated as a “collective challenge,” with youths recruited to build Molotov cocktails and explosive backpacks in order to gain notoriety on social media.

    The logic of gamification also creates a structure of “achievement” and “scoring” that fosters competition and reinforces radical ideology. As shown in the 2022 study by criminologists Suraj Lakhani and Susann Wiedlitzka, attacks such as the 2019 mosque attack in Christchurch, New Zealand, in which 51 people were killed, were planned and executed with strong inspiration from gaming, including live broadcasts similar to “Let’s Play” sessions, in which people offer live commentary during walk-throughs of games, typically first-person shooting games, and viewer comments that treat the number of deaths as a “score.”

    This aestheticization of violence serves as a bonding element among young men in digital spaces, especially those who already feel marginalized or frustrated and who find in these games of hate a sense of belonging and affirmation. In this way, gamification transforms hate into entertainment, strengthening ties in toxic communities and making it harder to recognize the behavior as extremism.

    Turning a generation off hate

    Society is, we believe, facing a dual challenge: the need for moderation of platforms and for support for measures preventing men and boys from being drawn into toxic digital spaces.

    The gender divide within Gen Z is no small matter, too. It reflects, in broad terms, a rift between a generation of young women who, empowered by #MeToo and other feminist movements, have embraced progressive causes, and a generation of men who, threatened by their perceived diminished power in this new environment, are being co-opted by far-right and misogynistic discourse in digital spaces.

    This gap has real consequences in personal relationships, in schools and for democracy at large. But it also reveals something that we believe must be stated clearly: Platform regulation is not just a technical issue. The future of a generation cannot be built on algorithms that reward hate and radicalization.

    We need to ask some tough questions about the mandates guiding these operations, and what the outcomes and solutions should look like.

    We are working to adapt, to tailor and to support our missions to the needs and requirements of each context.

    Unfortunately, peacekeeping operations have been facing serious liquidity problems.
     
    It is absolutely essential that all Member States respect their financial obligations, paying their contributions in full and on time. 
     
    At the same time, we’re moving forward on an ambitious Review of Peace Operations — including peacekeeping — but also the peace enforcing missions that are becoming more and more neccessary has called for by Member States in September’s Pact for the Future.

    We’re examining how to make peace operations more efficient, cost-effective, flexible and resilient — including in contexts where there is no peace to keep.

    Today’s Ministerial is an important part of this work as we share ideas, and explore ways to strengthen this important function for the future.

    Peacekeepers — and the populations they protect — deserve nothing less.

    • Revenue was $1.53 million in Q1 2025, consistent with $1.51 million in Q1 2024, reflecting stable advisor-led revenues at AD Advisory Services.

    Technology & Software Development

    • Revenue grew 218% to $0.81 million in Q1 2025 from $0.26 million in Q1 2024, driven by new licensing agreements and custom development projects for its proprietary Condor Trading platform.

    Strategic and Operational Highlights

    • Condor Investing & Trading App: The Company continues development and expects commercialization.
    • International Expansion: Opened and staffed new offices in Cyprus, Malta, and the UK. AML continues to onboard EU retail clients and expand product offerings under its MFSA license.
    • Client Growth: AML now services clients from Germany, France, and other EU countries, including the onboarding of over 2,631 clients from Next Markets and 35 clients from a Cypriot-based broker.
