  • MIL-OSI Africa: Central African Republic: listening to people’s stories about foreign forces could help bring peace

    Since it became independent in 1960, the Central African Republic has grappled with poverty, instability and governance challenges.

    A decade into former president François Bozizé’s corrupt rule, a rebellion broke out and toppled the president in 2013. What followed was a devastatingly violent civil war with thousands of people killed and a fifth of the populace displaced.

    To halt violence against civilians, numerous international actors intervened, including the African Union, the United Nations, the European Union and France. From 2014 onward they put thousands of boots on the ground and pushed rebels from most towns, while protecting and supporting the interim administration.

    But by 2016 all actors had retreated, save the United Nations (UN). The mission – Minusca – was not able to contain a resurgence in rebellion, and the newly elected president Faustin-Archange Touadéra turned to Russian paramilitaries to stabilise his rule in 2017.

    These paramilitaries started out only as “trainers” but took on more prominent and direct combat roles as the years passed, making the country a geopolitical playing field. The Russian paramilitaries and national army again pushed the rebels out of most towns and into the countryside.

    I have studied the Central African Republic’s politics for over a decade, conducting research in towns across the country. I wanted to find out why some areas were more affected by violence than others and how people locally lived together. I believed that in such local stories we might find missing links as to why all the actors involved failed to provide the protection from violence and provision of services that people desired.

    To study people’s expectations of peacekeepers, I used a method I call the “qualitative” survey. This type of survey asks open questions, for example “what do you expect of international actors?”. This leaves space for people to say things that researchers might not have expected. It also included more typical closed questions like “how safe do you feel, on a scale from 1 to 5?”.

    With a team of Central African researchers, I conducted these surveys in four places in 2019 and in two places in 2023 and 2024. At this stage respondents had experienced foreign peacekeeping missions and Russian paramilitary presence.

    We found that peacekeeping missions were losing popular support because they were not fulfilling the expectations of people in the Central African Republic.

    People wanted peacekeepers to confront armed actors. When peacekeepers failed to do so, they criticised them, even requested them to leave.

    Russian paramilitaries offered the forceful response that autocratic regimes and many locals wanted. However, they provided a too simplistic answer to people’s demands, based only on the present. People also had future expectations: they wanted armed actors to be kicked out so that people might be treated fairly and witness the return of a caring state in the near future.

    Thus, while peacekeepers frustrated initial expectations and Russian paramilitaries might fulfil them, the Central African state and their Russian paramilitary allies were not building the future people expected.

    Expectations

    The overall results of the survey showed that people had the most confidence in local institutions, while harbouring high expectations for the state (when it returns), and being broadly disappointed by international peacekeepers.

    The results varied strongly according to local experiences with the state and international actors. Most intriguingly, respondents did not necessarily feel safest in those localities that had the fewest violent incidents. I call this the “security paradox” and it has much to do with unmet expectations for which we need to dig into individual responses.

    Take the example of a middle-aged woman in the Central African Republic’s north-eastern and long rebel-held town of Ndélé, who made two points in early 2019. First, the United Nations peacekeeping mission, Minusca, was inactive in the face of aggression. Second, non-governmental organisations (NGOs) were doing a good job:

    Partner organisations such as Minusca who reside among our population do not seem to be there to ensure our protection, as we hear on the radio. A person may well be raped, and they do not even react to rescue the person in danger, even if they know about it. On the other hand, the NGOs are doing a very good job, and it is thanks to them that Ndélé is doing well today.

    However, my own analysis showed that, objectively speaking, both peacekeepers and aid organisations were doing a mediocre job. Under the peacekeepers’ watch few violent incidents occurred and the aid organisations were only covering a fraction of local needs, much less than in other studied localities.

    The difference in perception, I argue, stems from the fact that local people have certain expectations for security and different expectations for service provision in the Central African Republic.

    Security in the Central African Republic is marked by an abundance of armed groups threatening people’s livelihoods. Dozens are currently active, of which a handful have been roaming for more than a decade, controlling trade routes and resources, as well as wielding local political power.

    Services like schooling, health and electricity are almost entirely absent in many areas outside the capital; not even the state provides them.

    Thus, in the security sector, people expect confrontation of armed actors by either the UN peacekeeping mission or the Russian paramilitary, whereas in services they want NGOs to substitute for government failings. Or in the words of an Ndélé trader:

    The international actors can help us during these absences of state authority.

    However, Minusca was not ready to forcefully oppose armed actors as they pursued an approach based on negotiating peace agreements and pursuing voluntary integration or disarmament. What my study shows is that doing too little in the eyes of the population can quickly turn the rumour mill, as this woman in Ndélé suggested:

    As for Minusca, we do not see its work in favour of our well-being, and we even want it to leave since we have seen that it is the cause of our current division and suffering.

    But would confrontation have brought more popular support to Minusca? Well, it did to another actor that stepped in, as a national staffer of an aid organisation stated in early 2022 in Bambari:

    Minusca patrols do not have the confidence of the population. Because in front of Minusca forces, the rebels kill the population. For seven years, Minusca was unable to secure the town. Within minutes, the Central African Armed Forces and their Russian allies managed to dislodge them from the town of Bambari, which is now secure.

    Reality

    I did not judge whether people’s expectations of interventions were realistic.

    Given the state’s history in the Central African Republic, it was surprising how many people wanted a state and army to return.

    However, people were hoping for a “benevolent” state return. This has not happened.

    And as for the Russian “allies”, as they are called in the Central African Republic: their confrontational approach has caused heavy collateral damage and has failed to stabilise former rebel areas. Rebellion is again on the rise.

    My study shows how important it is to analyse expectations in-depth, and to take them as a starting point of intervention policy. Not understanding people’s expectations is what caught peacekeepers by surprise when people started demonstrating in front of their bases and even calling for their withdrawal.

    While there might be good reasons not to pursue a forceful approach against rebels, interveners must be aware that they thereby deceive public expectations and should thus proactively listen to and engage the population about their demands.

    The dilemma is that fulfilling people’s initial expectations does not automatically lead to the future they desire. So there must be difficult and open discussions about what is and what is not feasible in peacekeeping.

  • MIL-OSI Global: Russia’s shrinking world: The war in Ukraine and Moscow’s global reach

    Russia President Vladimir Putin sent a guarded message of congratulations to Donald Trump on inauguration day, but then held a long direct call with his “dear friend,” Chinese leader Xi Jinping.

    From Putin’s perspective, this makes sense. Russia gets billions of dollars from energy sales to China and technology from Beijing, but from Washington, until recently, mostly sanctions and suspicion.

    Moscow is hoping for a more positive relationship with the current White House occupant, who has made his desire for a “deal” to end the Ukraine war well known.

    But talk of exit scenarios from this 3-year-old conflict should not mask the fact that since the invasion began, Putin has overseen one of the worst periods in Russian foreign policy since the end of the Cold War.

    Transatlantic unity

    The war in Ukraine has foreclosed on options and blunted Russian action around the world.

    Unlike the annexation of Crimea in 2014, the 2022 invasion produced an unprecedented level of transatlantic unity, including the expansion of NATO and sanctions on Russian trade and finance. In the past year, both the U.S. and the European Union expanded their sanction packages.

    And for the first time, the EU banned the re-export of Russian liquefied natural gas and ended support for a Russian LNG project in the Arctic.

    EU-Russian trade, including European imports of energy, has dropped to a fraction of what it was before the war.

    The two Nordstrom pipelines, designed to bring Russian gas to Germany without transiting East Europe, lie crippled and unused. Revenues from energy sales are roughly one-half of what they were two years ago.

    At the same time, the West has sent billions in military and humanitarian aid to Ukraine, enabling a level of resilience for which Russia was unprepared. Meanwhile, global companies and technical experts and intellectuals have fled Russia in droves.

    While Russia has evaded some restrictions with its “shadow fleet” – an aging group of tankers sailing under various administrative and technical evasions – the country’s main savior is now China. Trade between China and Russia has grown by nearly two-thirds since the end of 2021, and the U.S. cites Beijing as the main source of Russia’s “dual use” and other technologies needed to pursue its war.

    Since the start of the war in Ukraine, Russia has moved from an energy-for-manufactured-goods trade relationship with the West to one of vassalage with China, as one Russia analyst termed it.

    Hosting an October meeting of the BRICS countries – now counting 11 members, including the five original members: Brazil, Russia, India, China and South America – is unlikely to compensate for geopolitical losses elsewhere.

    Problems at home …

    The Russian economy is deeply distorted by increased military spending, which represents 40% of the budget and 25% of all spending. The government now needs the equivalent of US$20 billion annually in order to pay for new recruits.

    Russian leaders must find a way to keep at least some of the population satisfied, but persistent inflation and reserve currency shortages flowing directly from the war have made this task more difficult.

    On the battlefield, the war itself has killed or wounded more than 600,000 Russian soldiers. Operations during 2024 were particularly deadly, producing more than 1,500 Russian casualties a day.

    The leader who expected Kyiv’s capitulation in days now finds Russian territory around Kursk occupied, its naval forces in the Black Sea destroyed and withdrawn, and its own generals assassinated in Moscow.

    But probably the greatest humiliation is that this putative great power with a population of 144 million must resort to importing North Korean troops to help liberate its own land.

    … and in its backyard

    Moscow’s dedication to the war has affected its ability to influence events elsewhere, even in its own neighborhood.

    In the Caucasus, for example, Russia had long sided with Armenia in its running battle with Azerbaijan over boundaries and population after the collapse of the Soviet Union.

    Moscow has brokered ceasefires at various points. But intermittent attacks and territorial gains for Azerbaijan continued despite the presence of some 2,000 Russian peacekeepers sent to protect the remaining Armenian population in parts of the disputed territory of Nagorno-Karabakh.

    In September 2023, Azerbaijan’s forces abruptly took control of the rest of Nagorno-Karabakh. More than 100,000 Armenians fled in the largest ethnic cleansing episode since the end of the Balkan Wars. The peacekeepers did not intervene and later withdrew. The Russian military, absorbed in the bloody campaigns in Ukraine, could not back up or reinforce them.

    The Azeris’ diplomatic and economic position has gained in recent years, aided by demand for its gas as a substitute for Russia’s and support from NATO member Turkey.

    Feeling betrayed by Russia, the Armenian government has for the first time extended feelers toward the West — which is happy to entertain such overtures.

    Losing influence and friends

    Russia’s loss in the Caucasus has been dwarfed by the damage to its military position and influence in the Middle East. Russia supported the Syrian regime of Bashar al-Assad against the uprisings of the Arab Spring in 2011 and saved it with direct military intervention beginning in 2015.

    Yet in December 2024, Assad was unexpectedly swept away by a mélange of rebel groups. The refuge extended to Assad by Moscow was the most it could provide with the war in Ukraine having drained Russia’s capacity to do more.

    Russia’s possible withdrawal from the Syrian naval base at Tartus and the airbase at Khmeimim would remove assets that allowed it to cooperate with Iran, its key strategic partner in the region.

    More recently, Russia’s reliability as an ally and reputation as an armory has been damaged by Israeli attacks not only on Hezbollah and other Iranian-backed forces in Lebanon and Syria, but on Iran itself.

    Russia’s position in Africa would also be damaged by the loss of the Syrian bases, which are key launch points for extending Russian power, and by Moscow’s evident inability to make a difference on the ground across the Sahel region in north-central Africa.

    Dirty tricks, diminishing returns

    Stalemate in Ukraine and Russian strategic losses in Syria and elsewhere have prompted Moscow to rely increasingly on a variety of other means to try to gain influence.

    Disinformation, election meddling and varied threats are not new and are part of Russia’s actions in Ukraine. But recent efforts in East Europe have not been very productive. Massive Russian funding and propaganda in Romania, for example, helped produce a narrow victory for an anti-NATO presidential candidate in December 2024, but the Romanian government moved quickly to expose these actions and the election was annulled.

    Nearby Moldova has long been subject to Russian propaganda and threats, especially during recent presidential elections and a referendum on stipulating a “European course” in the constitution. The tiny country moved to reduce its dependency on Russian gas but remains territorially fragmented by the breakaway region of Transnistria that, until recently, provided most of the country’s electricity.

    Despite these factors, the results were not what Moscow wanted. In both votes, a European direction was favored by the electorate. When the Transnistrian legislature in February 2024 appealed to Moscow for protection, none was forthcoming.

    When Moldova thumbs its nose at you, it’s fair to say your power ranking has fallen.

    Wounded but still dangerous

    Not all recent developments have been negative for Moscow. State control of the economy has allowed for rapid rebuilding of a depleted military and support for its technology industry in the short term. With Chinese help and evasion of sanctions, sufficient machinery and energy allow the war in Ukraine to continue.

    And the inauguration of Donald Trump is likely to favor Putin, despite some mixed signals. The U.S. president has threatened tariffs and more sanctions but also disbanded a Biden-era task force aimed a punishing Russian oligarchs who help Russia evade sanctions. In the White House now is someone who has openly admired Putin, expressed skepticism over U.S. support for Ukraine and rushed to bully America’s closest allies in Latin America, Canada and Europe.

    Most importantly, Trump’s eagerness to make good on his pledge to end the war may provide the Russian leader with a deal he can call a “victory.”

    The shrinking of Russia’s world has not necessarily made Russia less dangerous; it could be quite the opposite. Some Kremlin watchers argue that a more economically isolated Russia is less vulnerable to American economic pressure. A retreating Russia and an embattled Putin could also opt for even more reckless threats and actions – for example, on nuclear weapons – especially if reversing course in Ukraine would jeopardize his position. It is, after all, Putin’s war.

    All observers would be wise to note that the famous dictum “Russia is never as strong as she looks … nor as weak as she looks” has been ominously rephrased by Putin himself: “Russia was never so strong as it wants to be and never so weak as it is thought to be.”

    CLEVELAND, Feb. 10, 2025 (GLOBE NEWSWIRE) — Parker Hannifin Corporation (NYSE: PH), the global leader in motion and control technologies, today announced that Joachim Guhe, President – Europe, Middle East and Africa (EMEA) Group, will retire after 32 years of dedicated service. Mr. Guhe will step down from his current role on June 30, 2025, but continue with the company until August 31, 2025, to ensure a successful leadership transition.

  • MIL-OSI Global: The EU was built for another age – here’s how it must adapt to survive

    To European Commission president Ursula von der Leyen, Europe is like a Volkswagen Beetle – an iconic car produced by a once-mighty German manufacturer which has been struggling to adapt to a new world.

    “Europe must shift gears,” she urged in a speech to business executives gathered in Davos, Switzerland at the beginning of the year. Yet, her call to arms failed to raise more than an eyebrow. After all, she has repeated the same call many times since she was elected six years ago. So far, there has been little result.

    The US president, Donald Trump, may now even be tempted to finish off the EU (the most developed of the world’s multilateral organisations) by dividing its members over the single market for trade. This arrangement is the cornerstone upon which the union was built, but can it withstand Trump’s attempts to play European nations off against each other in order to get the best deal for himself?

    The problem is that Trump is simply bringing to its most extreme consequences the weakness of a system that was built for stable times which are long gone. We urgently need a new idea, and it cannot be for a “United States of Europe”. That is a dream from the past that could not be more at odds with Europe’s current political climate.

    Mini unions

    Europe is unable to chart a path forward because it needs unanimity among its member states in order to make any major decision. Votes are not even weighted to reflect the different sizes of each of the club’s members.

    This is a weakness that would gradually cause the deterioration of any international organisation. But in the case of the EU, the crisis is more serious because member states have surrendered part of their decision power. As a result, if the EU cannot move quickly, even member states turn out to be paralysed.

    Viktor Orbán, the prime minister of Hungary, has often been singled out as the bad guy especially – this has happened every time the EU has tried to approve sanctions against Russia or aid to Ukraine. But examples of free riding abound even among the founding parties.

    For decades, France has resisted any attempt to reorganise the common agricultural policy that sends a third of the EU’s budget to farmers, many of them French. Italy has halted the ratification of the reform of the European stability mechanism that should protect states from financial instability, out of the assumption among part of the Italian electorate that this may compromise further sovereignty.

    Elsewhere, Germany’s constitutional court has derailed the reform of the EU electoral law that divides the election of the European parliament into a dysfunctional system of 27 national contests, because of the resistance of the German political system to any electoral law which is not proportional.

    We need to find a way to change all this. And the solution cannot be the rather abstract idea of a union that proceeds at different speeds, where the older members are supposed to be part of an inner circle. Nor is it feasible to expect the abolition of unanimous voting for the simple reason that to forgo unanimity, you need a unanimous vote.

    Instead, the EU should become the coordinator of multiple unions, each formed by the member states themselves around specific policies. A union might form around defence, for example, among member states which are ready for such a partnership, such as Poland, the Baltics and Finland.

    Another might bring together countries that wish to collaborate on large projects such as a pan-European high-speed train, or a fully integrated energy market that may allow Italy, France and Spain to save billions of euros and decarbonise more quickly.

    This is not entirely new. Arrangements like the euro and the free circulation of people (the Schengen area) follow this principle. Only a subset of EU nations are part of these projects, and offers have even been extended to join beyond the EU’s borders. Monaco is in the euro, for example, while Norway is in Schengen, despite neither being an EU member state.

    The problem with these unions is that they are incomplete. The complement to the monetary union is a recently reformed “stability pact” that leaves so many loopholes that 11 out of its 20 members do not comply. And even within Schengen, there are still no proper common borders. The result is continuous reciprocal accusations of exporting each other’s illegal migrants.

    The solution here is to fully share the levers within a certain policy area on terms which are more flexible and voluntary for the union’s members.

    The possibility of calm divorce

    Resilience is achieved through adaptability. Therefore, these new arrangements must make divorce between union members possible from the outset – and establish the terms of such a rupture in advance.

    And in the event of an extreme case, the other parties should also be able to ask one of the members to leave their union (so as to avoid being systematically held to ransom by a free rider). The current union treaty does contain a provision (article 50) that enables a member to leave, as the UK did – but if Brexit showed anything, it was that this mechanism has limited use at preventing a divorce from descending into chaos.

    People should always be part of these decisions, of course. When states decide to surrender some of their sovereignty to a larger organisation such as the EU, it changes the nature of the pact between the citizens of a country and the people who make decisions on their behalf. This evident truth has been ignored for decades as the EU has gradually been built from the top down.

    The European Union currently resembles the marriages we once had in Europe (until well into the 20th century), before it was acknowledged that they are a civil (not necessarily religious) contract that can be dissolved through divorce – not some divine construct that can never be undone.

    The marriage between EU countries is blighted by cheating and empty rhetoric. This is an issue we can no longer avoid if Europe wants to do more than just “shift gears”. The EU was the most successful political project of the 20th century. If it wants to continue to be so in the 21st, it has to learn to be flexible. Only those who can adapt survive.

    In connection with the $45 million senior secured convertible note issued by the Company on October 23, 2024, cash payments totaling approximately $9.6 million that would have been payable during the period from March 1, 2025 through May 1, 2025 will be converted into approximately 11.7 million shares of the Company’s common stock.     Ahead of the AI Action Summit, which begins on February 10, Amnesty International’s Director of the technology and human rights programme, Damini Satija, said: 

    “With global leaders and tech executives gathering to attend the Artificial Intelligence (AI) Action Summit in Paris, the French government must not miss a crucial opportunity to make meaningful progress towards achieving human rights respecting AI regulation globally. Governments at the summit must not be swayed by corporate interests at the expense of those experiencing the sharpest human rights impacts of AI systems today.  

    “While France undertook a significant task in hosting the summit, the participation of civil society and human rights activists in the main summit agenda is wholly inadequate. The allocation of resources necessary to ensure a collaborative dialogue with representatives from the global majority, impacted communities, and human rights activists has not been prioritized.  

    “Lack of support by the summit organizers for human right advocates and community representatives in need of visas to enter France, exemplifies a lack of true commitment to engage in an equal dialogue with civil society particularly from Global Majority countries.

All public and private actors, including law enforcement, border management and national security bodies, must adhere to human rights standards throughout the whole lifecycle of AI technologies, including during research, development and testing phases of AI technologies.   

    “More importantly, people and communities impacted by AI must be empowered to seek redress and remedy. As prerequisite to effective remedy, impacted people should be guaranteed the right to information and explanation of AI-supported decision-making, including about the use and functioning of AI in the system.”

    “India Energy Week 2025 (IEW’25) is set to be the first major global event on the energy calendar and the most comprehensive and inclusive energy gathering of the year, especially in light of recent global developments that are expected to have a transformative impact on the energy market,” said Shri Hardeep Singh Puri, Minister of Petroleum & Natural Gas, while interacting with the media today. 

    Speaking on the sidelines of IEW’25, which will be held at Yashobhoomi, Dwarka, from February 11 to 14, 2025, Shri Puri highlighted India’s growing stature in the global energy landscape. He stated that IEW’25 is set to be even larger, more diverse, and more impactful than its previous two editions. Covering over 1 lakh square meters, IEW’25 will be the second-largest energy event globally in terms of ministerial and CEO participation, exhibition space, and the number of sessions.

    IEW’25 is set to be a landmark event in the global energy calendar, continuing its rapid growth from previous editions. Shri Hardeep Singh Puri, highlighted key metrics showcasing this expansion: a 65% increase in exhibition space over 2024 (28,000 sqm), 105 conference sessions (15% higher than 2024, 24% higher than 2023), 70,000+ delegates (55% higher than 2024, 89% higher than 2023), 500 speakers (38% higher than 2024, 58% higher than 2023), and 700+ exhibitors (57% higher than 2024, 115% higher than 2023).     Union Minister for Petroleum & Natural Gas, Shri Puri, underlined the event’s unprecedented scale, with 10 country pavilions (including Canada, Germany, Japan, the USA, and the UK) and 8 thematic zones covering areas such as hydrogen (1951 sqm), biofuels (1164 sqm), and net zero initiatives ( 350 sqm).

  • MIL-Evening Report: Eugene Doyle: Trump and foolish old men who redraw maps

    It generally ends badly.  An old tyrant embarks on an ill-considered project that involves redrawing maps.

    They are heedless to wise counsel and indifferent to indigenous interests or experience.  Before they fail, are killed, deposed or otherwise disposed of, these vicious old men can cause immense harm.

    To see Trump through this lens, let’s look at a group of men who tested their cartographic skills and failed:  King Lear and, of course, Hitler and Napoleon Bonaparte, and latterly, George W Bush and Saddam Hussein.

    I even throw in a Pope.  But let’s start first with Benjamin Netanyahu and Donald Trump himself.

    Benjamin Netanyahu and a map of a ‘New Middle East’ — without Palestine
    In September 2023, a month before the Hamas attack on Israel, Benjamin Netanyahu spoke to an almost-empty UN General Assembly.  Few wanted to share the same air as the man.

    In his speech, he presented a map of a “New Middle East” — one that contained a Greater Israel but no Palestine.

    In a piece in The Jordan Times titled: “Cartography of genocide”, Ramzy Baroud explained why Netanyahu erased Palestine from the map figuratively.  Hamas leaders also understood the message all too well.

    “Generally, there was a consensus in the political bureau: We have to move, we have to take action. If we don’t do it, Palestine will be forgotten — totally deleted from the international map,” Dr Bassem Naim, a leading Hamas official said in the outstanding Al Jazeera documentary October 7.

    Hearing Trump and Netanyahu last week, the Hamas assessment was clear-eyed and prescient.

    In defiance of UN resolutions and international law, he recognised Jerusalem as Israel’s capital, recognised the Syrian Golan Heights as part of Israel, and now wants to turn Gaza into a US real estate development, reconquer Panama, turn Canada into the 51st State of the USA, rename the Gulf of Mexico and seize Greenland, if necessary by force.

    And it’s only February.  The US spent blood, treasure and decades building the Rules-Based International Order.  Biden and Trump have left it in tatters.

    Trump is a fitting avatar for the American state: morally corrupt, narcissistic, burning down all the temples to international law, and generally causing chaos as he flames his way into ignominy.

    The past week — where “Bonkers is the New Normal” — reminded me of a famous Onion headline: “FBI Uncovers Al-Qaeda Plot To Just Sit Back And Enjoy Collapse Of United States”.

    The Iranians made a brilliant counter-offer to the US plan to ethnically cleanse Gaza and create a US statelet next to Israel — send the Israelis to Greenland! Unlike the genocidal US and Israeli leadership, the Iranians were kidding.

    Point taken, though.

    King Lear: ‘Meantime we will express our darker purpose. Give me the map there.’

    Lear makes the list because of Shakespeare’s understanding of tyrants and those who oppose them.

    Kent and all those who sought to steer the King towards a more prudent course were treated as enemies and traitors. I think of Ambassador Chas Freeman, John Mearsheimer, Colonel Larry Wilkerson, George Beebe and all the other wiser heads who have been pushed to the periphery in much the same way.

    Trump, like Lear, surrounds himself with a college of schemers, deviants and psychopaths.

    I was fortunate to study “France on the Eve of Revolution” with the great French historian Antoine Casanova.  His fellow Corsican caused a fair bit of mayhem with his intention to redraw the map of Europe.

    British statesman William Pitt the Younger reeled in horror as Napoleon got to work, “Roll up that map; it will not be wanted these 10 years,” he presciently said.

    Bonaparte was an important historical figure who left a mixed and contested legacy.

    Before effective resistance could be organised, he abolished the Holy Roman Empire (good job), created the Confederation of the Rhine, invaded Russia and, albeit sometimes for the better, torched many of the traditional power structures.

    Millions died in his wars.

    We appear to be back to all that: a leader who tears up all rule books.  Trump endorses the US-Israeli right of conquest, sanctions the International Criminal Court (ICC) for trying to hold Israel and the US to the same standard as others, and hands out the highest offices to his family and confidantes.

    Hitler
    “Lebensraum” (Living space) was the Nazi concept that propelled the German war machine to seize new territories, redraw maps.  As they marched, the soldiers often sang “Deutschland über alles” (Germany above all), their ultra-nationalist anthem that expressed a desire to create a Greater Germany — to Make Germany Great Again.

    All sounds a bit similar to this discussion of Trump and Netanyahu, doesn’t it?  Again: whose side should we be on?

    Saddam Hussein and George W Bush
    When it comes to doomed bids to remake the Middle East by launching illegal wars, these are two buttocks of the same bum.  Now we have the Trump-Netanyahu pair.

    Will countries like Australia, New Zealand and the UK really sign up for the current US-Israeli land grab?  Will they all continue to yawn and look away as massive crimes against humanity are committed?   I fear so, and in so doing, they rob their side of all legitimacy.

    There is a smack of the Borgias about the Trumps. They share values — libertinism and nepotism, to name two — and both, through cunning rather than aptitude, managed to achieve great power.

    Pope Alexander VI, born Rodrigo Borgia, father to Lucretia and Cesare, was Pope in 1492 when Columbus sailed the ocean blue.

    He was responsible for the greatest reworking of the map of the world: the Treaty of Tordesillas which divided the “New World” between the Spanish and Portuguese empires. Millions died; trillions were stolen.

    We still live with the depravities the Europeans and their heritors unleashed upon the world.

    I’m sure the Greenlanders, the Canadians, the Panamanians and whoever else the United States sets their sights on will resist the unwelcome attempt to colour the map of their country in stars & stripes.

    History is littered with blind map re-makers, foolish old men who draw new maps on old lands.

    Like Sykes, Picot, Balfour and others, Trump thinks with a flourish of his pen he can whisk away identity and deep roots. Love of country and long-suffering mean Palestinians will never accept a handful of coins and parcels of land spread across West Asia or Africa as compensation for a stolen homeland.

    They have earned the right to Palestine not least because of the blood-spattered identity that they have carved out of every inch of land through their immense courage and steadfastness. We should stand with them.

    “Endless New Zealand politicians, including the present government, have pointed to our support for a rules-based international system” says PSNA National Chair John Minto. “The ICC is a key part of that system but Winston Peters has jettisoned this policy in favour of a US-First approach; rather than a New Zealand-First approach”

     

    In fact, we can find no evidence that Peters has ever uttered a word of real criticism of the US in his entire political career.

    • Openly welcomed Israeli soldiers and Israeli war criminals coming into New Zealand, with no questions asked, for “rest and recreation” from their genocide in Gaza
    • Refused to condemn Trump’s racist plans for the ethnic cleansing of Palestinians from Gaza so his son-in-law can turn it into a “Riviera of the Middle East’.  This is an intended international crime of epic proportion, and now
    • Refused to join 79 countries supporting the International Criminal Court against Trump’s actions

     

    “The countries we are refusing to join in criticising Trump include two other Five Eyes countries, the UK and Canada, as well as Germany, France, Ireland, Switzerland, Sweden, Netherlands, Greece, Norway, Portugal, Spain etc”

    New Zealand has long been a member of the International Criminal Court, which impartially prosecutes serious war criminals for atrocities.

    “The United States of America is attacking the ICC with sanctions and undermining its important and respected role as a prosecutor of war criminals,” Labour foreign affairs spokesperson David Parker said.

    “It is one thing for the USA not to participate in the ICC. To go further and introduce sanctions to hinder the ability of the ICC doing its work for other countries is plainly wrong.

    “In recent days, 79 countries have signed a statement condemning this. Those countries include Switzerland, Canada, France and Germany – countries we normally work closely with. New Zealand was notably absent.

    “It is understandable that New Zealand does not want to criticise every decision made by President Trump.

    “But our government won’t even speak up in the company of 79 others when an institution we are part of is threatened and undermined.

    “Silence conveys consent.

    “New Zealand’s reputation for being fair and principled is built on decades of important decisions like these – across successive governments.

    “In its efforts to appease the new USA administration, New Zealand should not cravenly abandon its principles,” David Parker said.

  • MIL-OSI USA: Secretary of Defense Pete Hegseth Town Hall at the Pentagon

    SECRETARY OF DEFENSE PETE HEGSETH:  Well, good afternoon. Thank you very much for your time. 

    I want to echo what the chaplain said, All Glory to God. I wake up every morning, praying for the wisdom to see what is right and good true and the courage to do it. And I know many of you do the same.

    It is an absolute honor to stand in front of all of you. I’m grateful. I’m humbled. Just the two weeks that I’ve been here is a solemn reminder, and a couple of instances, a solemn reminder of the very special nature of what the department of the defense does.  

    And I’ve seen it in the office of OSD. I’ve seen it across so many I’ve had a chance to interact with, and so many more I want to interact with, the solemn commitment to the constitutional duty that we all have, to protect and defend the Constitution. 

    That one administration leaves and another administration comes in, and that can mean a lot of changes in the course of that based on elections that happened and new leaders and new executive orders and new directives and lawful orders. 

    But what I’ve been so incredibly impressed by, is the professionalism of the men and women throughout the ranks who recognize who we work for, which is the American people, in the defense of our nation. 

    So, I want to thank everybody watching, everybody here for a part of that, being a part of that transition, which I’ve certainly recognized a great deal. 

    I spent a lot of my career in the military, which is not as much as so many of you trying to run away from the flagpole as quick as possible.

    Now it appears I am the flagpole [laughter].

    I recognize and understand that distinction. But what I what I want to bring to this job and to the ethos, is a recognition of the men and women who do the dirty work all day long for us here, across the world.

    Every time I speak, or every time in my previous procession, profession, I was on television, and I got the bright lights and spotlight and people are looking to me, I always step back for a second to think about the men and women that I served with. 

    The folks that are never going to be introduced, never going to have a microphone. Never going to be heard from. The men and women that you know that you served with who are the best of the best in our country. That’s who we serve. 

    I was on the phone late into the night last night, talking to families of two soldiers who had a rollover at Fort Stewart. I was on the phone with the three, the families of the three that were lost in the UH60 outside of the airport here in Washington, DC.

    The costs and the consequences are very real, and you know that.

    One of the things I wasn’t prepared for is, every couple of weeks, we do an orders book at OSD where we literally approve the orders that go out. It sounds like a formality but having been on the other end of those orders where those dates really mattered and what the mission was really mattered, I stare at my orders and say, where am I going and what does it mean and how long am I there? 

    That struck me like a thud. 

    Every one of those signatures affects a human being whose mission needs to be important and vital to the national interest and to our department before I sign that book. And that’s very much my commitment to you. 

    It’s also my job to be — as President Trump asked me, to not maintain the status quo. 

    We’re going to take unconventional approaches. We’re going to move fast, think outside the box, be disruptive on purpose to create a sense of urgency that I want to make sure exists inside this department. And that’s not to impugn anybody who’s been here or anybody who’s sitting here who anybody who’s watching.

    I don’t have to tell you all that we live in very dangerous times in a world with ascendant powers who, if they had their way, would love to be on the rise and reject the forces and capabilities and beliefs of the West. 

    America is at the forefront of that. 

    And wearing the uniform here at the department, it’s our job to ensure we create the deterrent effect that maintains American dominance in the world. 

    And there’s a lot of folks, namely — and I’ve name checked it in public as well, the communist Chinese who seek through their ascension a very different view of the world. And so, we have to be urgent, and we have to be ready about what that means. And we’re going to do that. 

    A part of how we’re applying that is I’ve come in with three pillars that I’ve repeated before, but I want to say again of how we’re approaching this from my level.

    Number one is restore the warrior ethos. Make sure that we get back to basics. Our job is to deter conflict and, if necessary, defeat and completely destroy, demoralize and defeat our enemies. That’s what we do. We do war fighting here at the Department of Defense, and we want to restore that through a laser focus on readiness, lethality and warfighting across the spectrum.

    I was on with the superintendents of West Point, Annapolis in the Air Force Academy yesterday, hey, what are we doing there to drive those core principles? What are we doing here to drive those core principles from E-1 to — I guess is it O-10, I’ve never even said that. And I know this room is O-6 and below, which I was told was junior. Where I come from an O-6 ain’t junior. 

    So, this is a new role for me too in that perspective. 

    And I went out to Fort Bliss, met with — intentionally said, hey, E-7 and above and O-3 and above or O-4 and above move out. I want to hear from the folks out here on this border mission, how is it impacting you and your family? What is your mission? Are you being utilized? How does it affect — I actually think it adds to readiness and — because you’re doing a real-world mission, but how does it affect all those aspects? 

    Restoring the warrior ethos is critical, and I think we’ve seen that already in the recruiting numbers. I think we’ve seen an enthusiasm and excitement from young men and women who want to join the military actively because they are interested in being a part of the finest fighting force the world has to offer and not doing a lot of other things that serve oftentimes, too often, to divide or distract.

    It’s about readiness, it’s about staying focused, and I think you’ve seen that from a lot of the executive orders the president has issued that we have echoed. And there can be confusion about that. But from our perspective, why do you get rid of something like DEI? Because from our perspective, it’s served a purpose of dividing the force as opposed to uniting the force.

    And this is something I’ve said quite publicly, and what I want to be is transparent with this building and everyone who serves here, say the same thing in public that we say in private, which I hope you’ll find from us. 

    I think the single dumbest phrase in military history is Our Diversity is Our Strength.

    I think our strength is our unity, our strength is our shared purpose, regardless of our background, regardless of how we grew up, regardless of our gender, regardless of our race, in this department we will treat everyone equally. We will treat everyone with fairness. We will treat everyone with respect. And we will judge you as an individual by your merit and by your commitment to the team and the mission.

    That’s how it has been. That’s how it will be.

    Any inference otherwise is meant to divide or create complications that otherwise should not and do not exist. 

    I’ve served across my career with amazing men and women from all backgrounds. They were at my congressional testimony, they’ve been in my office, they work with me and for me now. Their contributions are immense to this nation and are appreciated equally as with everybody else and that’s the approach we’re going to take. So, restore the warrior ethos. 

    The second one is rebuild our military. 

    Our defense industrial base, our acquisitions process, how we rapidly field new technologies, how we learn from conflicts around the globe, how we match what we fund to capabilities and effects. There’s a lot of programs around here that we’ve spent a lot of money on that, when you actually wargame it, don’t have the impact you want them to. 

    One of the benefits I have is I don’t come from — I don’t have any special interests. I don’t have a background invested in any systems or services. I’m agnostic to that. 

    I want — that means I’m going to take a lot of arrows, and I’m prepared to do so. That’s fine. We need the best systems in the hands of warfighters where they need it, to the COCOMs to deter and send the signals that when that fight comes, we’re ready to win and win decisively. 

    That includes a Pentagon audit, which to the Marines out there, y’all got it figured out and we appreciate that, lean and mean. We are going to focus heavily to ensure that at a bare minimum by the end of four years, the Pentagon passes a clean audit. 

    The American taxpayers deserve that. They deserve to know where their $850 billion go, how it’s spent and make sure it’s spent wisely. 

    It used to be that if you called for an audit, somehow you were undermining the department. I believe the exact opposite. 

    I believe we are accountable for every dollar we spend and every dollar of waste we find, or redundancy, is a dollar we can invest somewhere else, as President Trump has committed, directly to rebuilding our nation’s military. So, rebuilding our military is key. 

    And then third is reestablishing deterrence. 

    Unfortunately, over the last couple of years, we’ve seen events that have occurred that have created the perception — reality or perception, but I would argue more perception of American weakness, whether it’s what happened in Afghanistan by the way, which we’re going to have accountability for, deserve accountability for what occurred in Afghanistan, for what happened on October 7th, the war that was unleashed in Ukraine.

    Chaos happens when the perception of American strength is not complete. And so, we aim to reestablish that deterrence, and it starts with our own southern border. It starts with the defense of our homeland. 

    I think in some ways this department over time has felt like that’s somebody else’s mission. We’ve spent a lot of time, decades, my generation and yours, defending other people’s borders across the world yet we’ve seen an invasion of our own. 

    From people all around the world who I’m sure many of them want to seek a better life. I understand that. But we also don’t know who millions of them are, what their intentions are, why they’re here — that creates a very real national security threat to the country. 

    Border security is national security and, as the president has told us, we’re going to get 100 percent operational control of our southern border and that will — needs to be and will be a focus of this department. 

    I want to tip my hat to NORTHCOM, they’ve done an amazing job in the first couple of weeks here, taking that executive order, which talked about the territorial defense of our country being core to the defense mission, and implementing it. 

    In some ways, using existing processes that we have, which frankly are not robust enough, but also planning and looking forward to how we transition into a more permanent effective defense, repel and seal at our southern border, so that we know exactly who’s coming in and when they come in, they’re coming in lawfully.

    And then also around-the-world prioritization. We have a lot of assets; we don’t have unlimited assets. And so, part of prioritizing is empowering our allies and partners. We need to lead the world, there’s no doubt. And President Trump has been clear about that. 

    America first means we’re taking care of America first. But part of America First is empowering allies and partners to be combat multipliers, to add to the capabilities that we have. 

    I mean that’s foreign military sales, that’s exercises, that’s defense partnerships. But it’s also reminding certain countries and certain regions of the world that America can’t be the guarantor of everything forever in a world where we have to prioritize shifting to larger threats in certain moments. 

    So, you’re going to see that kind of prioritization from us, which we believe will empower, invigorate, incentivize more burden sharing from allies who are beloved to us, who we support, who also need to be prepared to step up. 

    President Trump, led on that with NATO in his first administration. We’re going to do it again. We’re going over to Europe next week for the NATO ministerial to talk to our friends who have been and will continue to be our allies. 

    But we also need to encourage them to continue to step up in their defense industrial base in spending. The kind of things we need to do here at home also. 

    So, sort of to wrap it up, and I’ve already gone longer than I should have. It really is a back — from our perspective a back-to-basics moment. 

    When President Trump chose me and he said, Pete, I want you to run the Defense Department. His charge to me was return that department to its warfighting mission at its core. 

    Warfighting, lethality meritocracy, accountability, and readiness. The things we — the — I — the bedrock of what we all understand our basic mission to be. 

    You know, I was at the Sergeant Major’s Academy down at Fort Bliss just a couple of days ago talking to 500 future sergeants major. Um, they’re the standard bearers. What are the standards? I mean, and it starts with the basic stuff, right? It’s grooming standards and uniform standards and training standards, fitness standards. 

    All of that matters. It’s almost like the broken windows theory of policing. When you ignore the small stuff from criminals, and I’m not — I’m not saying if you violate grooming standards, you’re a criminal. 

    The analogy is incomplete. 

    But if you violate the small stuff and you allow it to happen, the big stuff, it creates a culture where big stuff you’re not held accountable for. I think the same thing exists inside our services. And making sure at every level there is standards and accountability. And that — that we live it at the highest levels as well. 

    Which is why we are going to, you know, look back at what happened in Afghanistan and hold people accountable. Not to be retrospective not for retribution, but to understand what went wrong and why there was no accountability for it. Those types of things are examples. 

    But I just appreciate the service so many of you give. I know so many people are watching. It’s the honor of a lifetime to come alongside you. No one will work harder. No one’s going to be more — attempt to be more transparent with the American people and with you.

    We do want to hear your feedback. Um, and we’re going to hit the ground running. And I’m grateful to President Trump for his leadership. We’re going to rebuild the military and focus on the troops. So, I’m happy to take any questions anybody might have. 

    And you can ask questions. It’s okay. 

    I think there’s a microphone here and here. If you want to come up, sir, to the microphone. 

    So, everybody can hear you. There’s one right here. 

    Yes, sir. I’m going to grab a water.

    Q:  Thank you, sir. You talked about deterrence. Do you see the department becoming more aggressive, more assertive in the gray zone to further deter China and Russia? 

    SECRETARY OF DEFENSE PETE HEGSETH:  That’s a good question. I hope that it’s been noticed and it’s intentional that a lot of our outreach — my outreach early on to defense ministers has been in the Indo-Pacific, strengthening those alliances even more. 

    There’s gray zone activities that exist, some of which you can acknowledge, some of which you cannot. But certainly, we want to send the signals to China that that area will be and continues to be contested. 

    Our allies and partners, we will stand with them robustly in real time with defense capabilities. And we’re not just going to allow them to perpetually sort of de facto gobble up more of that contested space by the routines that they conduct to sort of demonstrate that all is normal in an increasingly escalating way, maybe even to mask efforts they might be undertaking.

    So, we’re definitely, keeping an eye on that. We’re clear eyed about the communist Chinese, the PRC, but we’re also not attempting to initiate conflict or create conflict where it otherwise doesn’t need to exist. We’re going to stand strong with our partners. 

    And then President Trump, at his strategic level, is the one who’s having the conversations to sort of ensure that we don’t ever have a conflict. 

    We don’t want that; they don’t want that. We just have to remain strong in order to be in the best possible position. 

    Q:  Thank you, sir.

    SECRETARY OF DEFENSE PETE HEGSETH:  Thank you.

    Q:  Sir, Army IG. So, I’m really happy to hear you say standards, going back to standards. That’s critically important. 

    I’m involved in senior official investigations for headquarters DA. By and large, our military leadership is doing the right thing. I’m proud to say that as an Army IG. 

    What can we do with the service across the board to better the standards across the whole formation? 
    So, we have some examples of improprieties and things that have metastasized over the last decade. How do we get at those kinds of things? What is the department doing to look at those kinds of cancers that are within our ranks?

    SECRETARY OF DEFENSE PETE HEGSETH:  It’s a good question. 

    First of all, I think in some cases there’s simplification that needs to be had at least from my perspective. And by that I mean — and that goes back to kind of our initial charge, which is culture. The intentional crafting of culture. That there are a lot of reasons why we could look at each other and create differences or caveats or special categories that I think create unnecessary differences and ripples that lead to conflation points that lead to accusations or disagreements or inability to enforce standards.

    I just wrote a book called The War on Warriors, which was used for me and against me in my hearing [laughter]. 

    But in writing that book, for six months, I was on the phone, off the record, with active-duty service members with — at all ranks, right — junior enlisted, senior officers, NCOs, warrant officers, all services, all ranks, because I wanted to get a sense of what their feeling was. 

    And I wrote this down and it’s true, a lot of commanders were expressing they felt like they were walking on eggshells inside their own formations. And this is company commanders, battalion commanders, brigade commanders. 

    Sorry, sometimes I only use army speak for formations, I’m learning the rest in real time, but you know what I mean as far as formations. 

    Because the standards have become opaque and loose, or there’s such an emphasis on differences that treating someone one way is offensive to somebody else as opposed to treating somebody this way and is offensive to somebody else.

    By simplifying that and saying you are an individual who’s put it on the uniform of our nation, who’s sworn an oath to defend the Constitution, and you will be treated by your capabilities, your commitment to the mission, how — your work ethic and what you deliver. You. 

    That’s it. It has nothing to do with your race or your ethnicity or your gender or your sexual orientation.

    That’s not how we’re reviewing the environment for your consideration. 

    When you’re looking at all these other categories as sort of a tapestry, it creates a serious amount of complications. I think by simplifying and focusing on standards, I think a lot of that — I don’t want to say washes away because you still have plenty of complications and you still have problems. Everyone needs to be treated equally, those things to be recognized, sexual harassment, not tolerated. 

    All of those things remain true, which have been true and need to be enforced at the highest levels, but hopefully by some level of uniform simplification that can be addressed. 

    Yes.

    Q:  Great, thanks for taking the time to come and speak with us. 

    Recognizing the president’s intent to streamline the federal workforce, I was hoping you could provide a little bit of your process and your thinking of what that means for the department, where there will be identified areas to be cut or streamlined? And if you have a sense of also the timeline?

    SECRETARY OF DEFENSE PETE HEGSETH:  Sure, thank you for the question. It is — the way I look at it or I’ve thought about it is from the flagpole to the front lines. There are thousands of additional — and I’m not saying that just because we’re here in the Pentagon, but there are thousands of additional Pentagon positions, headquarters positions, other positions that have been created over the last 20 years that don’t necessarily translate to battlefield success.

    Additional staff, additional layers of bureaucracy, additional flag officer positions, that we are — we would be remiss if we did not review. We also live in a budget constrained environment and that’s politics that I thankfully don’t have to worry about anymore. 

    I have my opinions, but that’s not my job. My job is a ready force. 

    We will have to live inside the constraints of the past. I mean, I just — we were down at Fort Bliss recently and the unit there, the armored Cav unit there relayed that they’ve had to cut an FTX, a series of training exercises coming up because of budget constraints. 

    Well, when you’re living off of continuing resolutions and caps, and then you have contingency operations and things that change, suddenly you have shortfalls and now unit training falls by the wayside.

    From my perspective, that’s — I mean, that’s completely unacceptable. 

    What are we spending elsewhere that can be targeted efficiently? And it’s not just the fraud, waste and abuse stuff, it’s systems, it’s hierarchies, it’s layers that we can review, reduce, recommend those reductions. That then allows us to ensure that training and readiness in the frontline units and the COCOMs is even increased. 

    I want more of that. 

    So, it’s interesting. Former Secretary Rumsfeld gave a speech on September 10th, 2001, that was about acquisitions and reform and Pentagon bureaucracy that — overtaken by events the next day, September 11th, 2001 — was quickly forgotten and really never addressed. 

    I feel like I could give about 85 percent of the same speech today, that Secretary Rumsfeld gave on September 10th, because a lot of those processes have become even more systemic in taking root here that cause delays, redundancies, and bureaucratic red tape.

    That’s — we’re looking at the headquarters level. We’re looking at the highest levels.

    I said this in my hearing as well. We won World War II with seven four-star generals. Today we have 44. Do all of those directly contribute to warfighting success? Maybe they do, I don’t know, but it’s worth reviewing to make sure they do. 

    So, we’re looking at all options. What we’re not going to be is hasty about it because we’re in the business of national security. And something that may not look like it’s contributing may be incredibly important to the effort and so whatever we do is going to be done carefully. 

    Q. Thank you. 

    SECRETARY OF DEFENSE PETE HEGSETH: Yes, sir.

    Q:  Good morning, sir. Based on what you said about maintaining American dominance in the world, our adversaries, especially Chinese and Russians, they have a 20-year strategy, a 30-year strategy and they look that far ahead. How do we change our approach to maintain US dominance abroad? That strategy is more than five years, more than 10 years. And also ensuring that our resources are prioritized and allocated to maintaining our US dominance in decades, sir, not in years.

    SECRETARY OF DEFENSE PETE HEGSETH:  You tell me [laughter]. It sounds like you need to come work for me — or maybe you already do and thank you [laughter]. 

    I’m figuring it out. I found out where the bathroom was. 

    That, sir, indeed is the key question. Autocracies have an advantage, not just because of the top-down nature in which they organize. 

    I mean they have disadvantages for obvious reasons. But because they have the convenience of planning without political — you know, the pesky people problem of voting and ballots, they can plan 15, 20 years and then drive that plan without consequence to their own population, which does have strategic advantages, no doubt. 

    I actually think that system loses in the long haul because of its inherent weaknesses. But that militarily has advantages. 

    I think you’re going to see a defense strategy coming out of our office that tries to look that far down the line, tries to make disruptive changes to how we acquire and rapidly field and look at systems that are not about congressional districts or budget line items for FY26 or FY27. 

    But try to look toward what strategically we’re going to need five, ten years down the line looking ahead at what the emerging threats are, and what a shifting in the balance of power would mean. 

    I mean, when — we’re in a different world than we were at the end of the Cold War. We’re now at a near peer or peer environment, which changes a lot of the dynamics of how we need to plan specifically to maintain American strength around the world. 

    Because it is not hyperbole to say without America, the rest of the world acknowledges there’s nowhere else to look as far as actual leadership and capabilities in the defense space. 

    It’s us or us. 

    And then our robust allies and partners who we incentivize to come alongside us. And that’s how you create a Western force capable of ensuring not just our country and our hemisphere, but the world remains free to trade, travel, all the things that we share.

    So, our — I think we have to be willing to look further than any time this president would be in office or I would be in office and set the department up to do that. Knowing that at any time, two years from now or four years from now, the American people can make a different choice and that can lead to different views of that. 

    But we’re trying to take an America First strategic perspective at how we maintain our dominance. 

    And I think you see some things already changing in that — our southern border, the focus on making sure we have control over the Panama Canal and making sure that there’s not a scenario in an emergency where our ships couldn’t transit because you have foreign ownership on either side.

    Those are sort of America First views that we’re willing to look into that look further into the future than just that should there be a contingency, while looking to the Indo-Pacific and realizing the aspirations of the CCP, which are real and could drive a decision point vis-a-vis something like Taiwan.

    So, you’re right, we are trying to think that way, with how we — because dollars drive a lot of those decisions. And so, the budget — as much as I thought this was a job about strategy and people, it’s a job about budgets. And what you fund is what you — is a reflection of what your priority is. 
    And so, we’re spending a lot of time looking at that. But thank you. That’s the key question, sir. Yes, sir. 

    One more. All right. Yes, sir.

    Q:  Hi, sir, thank you for your time today. My question is more about the families of the military and the civilians that support the family of the Department of Defense. So often the frequency of moves, the unsettled nature of what we do impacts the families. I’m looking for your comments on how we plan to continue to take care of those.

    SECRETARY OF DEFENSE PETE HEGSETH:  Oh, my goodness. You’re 100 percent right. 

    By the way, we’re in a reconciliation process right now, which is a unique funding situation, not just looking at budget cycles. 

    As a former O-4 who spent most of his time as an O-2 and an O-3, I spent most of my time with E-4s and E-5s and E-6s and have heard robustly the frustrations they and their families have, which is a massive readiness and retention issue and a morale issue.

    So, as we’ve driven budgets, I have said to the team, that needs to be — I don’t — funding one more multi-billion-dollar system is not as important as funding the families and the capabilities of our human systems that make it all happen. 

    So, I want that to be — and I applaud the previous administration’s increase in E-1 to E-4 pay. That stuff is really important. We need to do more of that. That trickles to the family and how they’re cared for. 

    And then yeah, we have to look at all aspects of how we interact with families from childcare to DOD schools. And the president signed an EO talking about choice in schools. Military families should have choice — if it’s great on post or on base, great. If not, do they have a robust opportunity to seek education or childcare for their kids elsewhere? That matters a lot. 

    Making sure BAH matches. All of these things are important. 

    And my wife’s going to be traveling with me to — we’re going to the NATO ministerial to — we’re not going to the Munich Security Conference. We’re instead going to Poland to see the troops out there and we’re going to Germany to see EUCOM and AFRICOM. 

    I would much rather talk to troops than go to cocktail parties. That’s my job. 

    And we’re going to meet with military families. She’s going to meet with husbands, wives and spouses on that trip. Go see schools go, go see faith groups, childcare centers to get a real pulse of what that is and then make sure we’re funding it. 

    So, I want you to know that’s something that matters a lot to us. I appreciate the question. 

    So, we have one more — oh, go ahead. Let’s do one more. Ricky told me I couldn’t, but why not?

    Q:  Good morning, sir. I appreciate you taking the time. I’m from OSD CAPE. And my question follows up on your point about the acquisition process. We’re in a day right now that we have a lot of dangerous powers that are rising and we’re trying to figure out what to focus on in the acquisition process. 

    And us as civilians, we want to be there to support the warfighters and get them the capabilities that they need fielded in the fastest time possible, but with the appropriate amount of testing and making sure everything works when it gets to the battlefield. 

    So, I guess my real question for you is what’s your focus when it comes to the acquisition process and reforms and the trade-off between faster capabilities that are probably smaller and could be fielded quicker versus these larger scale capabilities that we really need for that deterrent effect?

    SECRETARY OF DEFENSE PETE HEGSETH:  In a perfect world, I would say both, right?

    I mean, first of all listening to the COCOMs, listening to the people on the pointy end of the spear, watching what’s happening in real time on the battlefield, take Ukraine as an example.

    A lot of people — we’re learning a lot about what low-cost systems UAVs can do to high-cost systems that we have invested a great deal in. And the question is do you keep investing in those or not going forward. 

    Listening to the services also making balances — and it’s not necessarily choosing between services but recognizing capabilities of services vis-a-vis prospective upcoming fights. And then I think we have a unique opportunity to tap into industry, Silicon Valley, other — I mean, obviously we’ve got massive organizations that have helped create big platforms that are incredibly important for deterrence.

    We also have some really fast-moving newer contractors that are willing to work, that have already put a lot of money into R&D that want to help us rapidly field these new systems that we’re going to need for fights in the future. 

    So, funding even more robustly, and I don’t want to name check anything and say that’s the only route, but things like DIU and others where you can experimentally rapidly field new technologies and then find a way to make sure they’re funded so that they can be scaled and tested even in real time out with COCOMs, as opposed to an 18-month testing process to kind of move things, merge things together so they’re happening more quickly. 

    And we’re hearing a lot of that from commanders in the field who are saying, hey skip this, this, this and that process. Let us figure out how it works and then we can scale it once we know it does or does not. 

    But I also want — I want to underscore that a lot of these major platforms — and that was a wonderful part of doing the advise-and-consent process in the US Senate. 

    Yes, there are senators that are invested in certain platforms or systems from their home state or their district.

    But when you actually dig underneath it, they understand the strategic deterrence effect of these big systems we spend a lot of money on, oftentimes too much money, over budget and too long. And that’s something we are definitely going to address for reasons of urgency and for reasons of taxpayer — respect for taxpayers.

    But we need and want those systems because without them we don’t have the umbrella that allows us to do so many other things. So, we’re looking at both, but we’re trying to get outside the box and be disruptive on both, recognizing we won’t be able to do everything in every way. But thank you for the question.

    I just want to thank everybody for your time. I appreciate what you do. 

    We’ll let you get back to work. I know — I mean, again, I can’t even fathom the size and scope of this building and what everybody does. I know that — I know what I don’t know.

  • MIL-OSI United Nations: Global forum suggests fresh ideas for 21st century UN peacekeeping

    UN peacekeeping must be fit for purpose as the nature of conflict evolves in the 21st century along with new weapons technology, more than 60 nations heard this week at a global forum on the future of peace operations, taking place in Indonesia.

    “Our thinking should be grounded by the fact that we have more conflicts today than at any time since World War Two and by the evolving nature of conflict,” said Catherine Pollard, UN Under-Secretary-General for Management Strategy, Policy and Compliance, in her opening remarks to the two-day meeting held 4 and 5 February.

    “We are seeing an increase in conflicts within and between States,” she warned. “The drivers of these conflicts are not limited by borders. Transnational organized crime, the exploitation of natural resources, non-State armed groups and terrorism overlap in many of these contexts.

    “Technology is helping to solve and exacerbate conflict, including through misinformation and disinformation.”

    ‘Blue Helmets’ need 21st century tools

    Delegates offered up some recommendations to give UN peacekeepers better tools they need to face multiple challenges.

    These include the use of unmanned aerial vehicles (UAVs) by peacekeepers for situational awareness and self-defence, streamlined decision-making mechanisms, more informal briefings to the Security Council and strengthened training in urban warfare.

    In preparation for a ministerial meeting on UN peacekeeping in Germany in May, civilian, military and police experts came together at the Peacekeeping Training Centre of the Indonesian Armed Forces to help deliver on the vision of the UN Secretary-General to make peacekeeping “fit for the needs of the 21st century”.

    Today’s challenges require adapting the UN’s approach to peacekeeping and the way peacekeeping operations are put in place, panelists said.

    Defensive drones

    Such adaptation includes authorizing the use of new technologies some of which are already used by adversaries, such as UAVs that carry weapons.

    Colonel Ismael Andrés, Deputy Director of Uruguay’s National System of Peacekeeping Operations, recalled that major UN missions operating today were initially authorised to only use UAVs for surveillance and intelligence gathering. That must change, her argued.

    “We need to get Security Council authorisation for the use of drones for self-defence as well,” he added, emphasising new threats to peacekeeping linked to UAVs.

    Shamala Kandiah Thompson, executive director of Security Council Report, an independent think tank, said regular briefings to the Security Council on the challenges faced by operational missions and the availability of peacekeeping models – a sort of menu of options to fit different situations – could speed up decision making and make peacekeeping more effective.

    “There are undoubtedly geopolitical tensions that influence decision making in the Security Council, but more informal briefings and engagement could help the Council response better to realities on the ground,” she said.

    Cost-effective solutions

    The UN’s peacekeeping missions combine unique capabilities and capacities honed through decades of lessons learned from UN operations around the globe.

    Over their long history, UN peacekeeping missions have created space for political dialogue between parties to a conflict, facilitated and acted as guarantors of peace agreements, fostered regional stability by containing the spread of violence, protected civilians, built sustainable institutions of rule of law and worked with host countries to help rebuild governance structures.

    “Many studies have shown that UN peacekeeping is a very cost-effective tool to stop armed conflicts and maintain peace, particularly when complex, multidimensional missions are involved,” said El-Ghassim Wane, lead author of a study on the future of peacekeeping, commissioned by the UN Department of Peace Operations.

    “As a case in point, see what happened in countries like Haiti and Sudan after the pull out of UN peacekeeping forces.”

    Sharing ideas and adapting new models

    The global forum, co-hosted by the governments of Bangladesh, Indonesia, the Netherlands and the United States, aimed to bring together Member States and other stakeholders in advance of the ministerial meeting in Germany to share ideas and propose courses of action for adapting new models, structures, processes and responsibilities.

    The gathering also aimed to identify resources and Member State capabilities to ensure that UN peacekeeping can respond to evolving multidimensional challenges and remain fit for purpose.

    Human Rights Council Opens Special Session on the Situation of Human Rights in the Democratic Republic of the Congo

    The Human Rights Council this morning opened its thirty-seventh special session on the situation of human rights in the Democratic Republic of the Congo. 

    Volker Türk, United Nations High Commissioner for Human Rights, said since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  

    Mr. Türk called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors.  In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties 

    Surya Deva, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating.  Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  

    Bintou Keita, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences.  Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development.

    Patrick Muyaya Katembwe, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the Special Session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu.  Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account.  

    James Ngango, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo.

    Speaking in the discussion, some speakers said they were deeply concerned about the escalating violence in the eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Alarm was expressed about reports of widespread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law. 

    Speaking in the discussion were Sweden on behalf of the Nordic-Baltic countries, European Union, Morocco, Kenya, France, North Macedonia, Spain, Ghana, Germany, Switzerland, Albania, Cyprus, Belgium, Costa Rica, Burundi, Japan, Brazil, Republic of Korea, China, Ethiopia, Mexico, Netherlands, South Africa, Algeria, Gambia, Kyrgyzstan, Bulgaria, Malawi, Bolivia, Colombia, Liechtenstein, Luxembourg, Ireland, Russian Federation, Republic of Moldova, United Kingdom, Egypt, Sierra Leone, Italy, Holy See, Austria, Ukraine, Cameroon, Uruguay, Uganda, Canada, Australia, Paraguay, Türkiye, Guatemala, Zambia, Pakistan, India, Mauritania, Angola, Malta, Peru, Zimbabwe, Timor-Leste, Slovenia, Tanzania, and South Sudan.

    The session was called for by the Democratic Republic of the Congo and was supported by 27 Member States of the Council and 21 Observer States.

    The next meeting of the special session of the Human Rights Council will be at 3 p.m. on Friday, 7 February, when it will conclude the session after adopting a resolution on the situation of human rights in the east of the Democratic Republic of the Congo. 

    Keynote Statements

    VOLKER TÜRK, United Nations High Commissioner for Human Rights, said his Office had long been sounding the alarm about this crisis, and he was deeply disturbed to see the violence escalate once again.  Since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come, for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  There had been attacks by the M23 and their allies, with heavy weapons used in populated areas, and intense fighting against the armed forces of the Democratic Republic of the Congo and their allies.  This raised serious concern in terms of respect for human rights and international humanitarian law. 

    Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  According to judicial authorities, during the prison break from Muzenze Prison in Goma on 27 January, at least 165 female prisoners were raped.  Most of them were subsequently killed in a fire, the circumstances of which remain unclear.  The High Commissioner said his team was also currently verifying multiple allegations of rape, gang rape and sexual slavery throughout the conflict zones.  Hundreds of human rights defenders, journalists and members of civil society had reported that they had been threatened or were being pursued by the M23 and Rwandan forces.  

    Mr. Türk was also very concerned about the proliferation of weapons and the high risk of forced recruitment and conscription of children.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  More than 500,000 people had been displaced since the beginning of January, in addition to the more than 6.4 million already displaced.  The risk of violence escalating throughout the sub-region had never been higher.  All those with influence over the parties involved, be they States or non-state actors, must step up their efforts to avert a conflagration and to support peace processes. 

    Mr. Türk called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors. 

    In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties.  The military path was not the answer to the roots of this conflict.  States must ensure that any support, financial or otherwise, did not fuel serious human rights violations.  All those with influence must act urgently to put an end to this tragic situation.

     SURYA DEVA, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement, and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating, as those displaced often found themselves with no access to shelter, water, sanitation, food, medical care or education.  Women and children were particularly at risk, facing heightened exposure to gender-based violence and trafficking for purposes of sexual slavery. There was also concern for the devastating impact on children, who were at serious risk of all six grave violations against children in armed conflict.

    Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  All parties involved in the conflict should refrain from supporting or using mercenary-related actors, as they would prolong the conflict. 

    The international community had a moral and legal obligation to act decisively. Member States should increase humanitarian funding to ensure the continued provision of essential services and assistance to displaced populations.  Coordinated diplomatic efforts must be intensified to support peace negotiations and to hold accountable those responsible for violations of international human rights and humanitarian law. 

    The international community should step up efforts to support humanitarian operations, ensuring that adequate resources were allocated to assist displaced populations and those affected by violence.  Women should be fully included in conflict resolution and peacebuilding efforts. There must be independent investigations into all reported human rights violations, including attacks on civilians, sexual and gender-based violence, and other abuses perpetrated during the conflict. 

    BINTOU KEITA, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  Since the beginning of the year, an unprecedented advance of the M23 and the Rwandan forces had been seen, preceded by violent clashes between the two sides, injuring thousands, and with alarming mid- and long-term consequences.  The risks of gender-based violence and violence against children were of great concern.  Violations and abuse of human rights had increased, and the humanitarian situation declined.  Agricultural and mining activities were paralysed. 

    Fighting impunity against the serious crimes committed could be impeded due to the damage done to the judicial forces in Goma.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences. 

    The clashes in densely settled areas, including Goma, had had devastating consequences on the human population, with an increase in crime and violence.  Civil society actors and human rights defenders were a major population at risk.  The suspension of social networks was an infringement of the right to information. In a region with a sensitive history, ethnically motivated attacks remained a serious concern.  The humanitarian situation in Goma was catastrophic.  The international community must advocate for humanitarian access to Goma immediately. Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development. 

    Statements by Countries Concerned

    PATRICK MUYAYA KATEMBWE, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the special session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu, the result of attacks and offenses by the Rwandan Defence Forces and their M23 and AFC proxies. Indiscriminate attacks had deliberately targeted the vulnerable, a flagrant violation of international obligations.  Areas of shelter had been turned into military targets, imperilling the lives of thousands of innocent people.

    Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account. 

    It was vital to strengthen early-warning mechanisms and prevent further escalations of violence.  There must be immediate and unfettered humanitarian access to evacuate the injured and reduce the risk of the spread of epidemics. The Council must hold Rwanda accountable for its war crimes and crimes against humanity.  It was vital that international pressure be applied to Rwanda so that it ceased to support the armed groups and withdrew from Congolese territory. 

    The Democratic Republic of the Congo remained ready to work with all regional and international actors to put a stop to this crisis and an end to the suffering in the east of the country, calling on Rwanda to act responsibly and take immediate measures to cease supporting armed groups. 

    JAMES NGANGO, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem. This was due to the preservation of the Democratic Forces for the Liberation of Rwanda that had perpetrated genocide in Rwanda and then fled to the Democratic Republic of the Congo, where they continued to spread their genocidal ideology, and also to the marginalisation of the Kinyarwanda-speaking Congolese communities, particularly Tutsi, by the Democratic Republic of the Congo.

    There had been no condemnation of the Democratic Republic of the Congo leadership.  There was no special session of the Human Rights Council when a Special Rapporteur had warned about war crimes and crimes against humanity in the Democratic Republic of the Congo previously.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo. 

    Discussion

    Some speakers said they were deeply concerned about the escalating violence in eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Rwanda must cease its support for the M23 and withdraw its armed forces.  Rwanda’s military presence in the Democratic Republic of the Congo was strongly condemned as a clear violation of international law, the United Nations Charter, and the territorial integrity of the Democratic Republic of the Congo.

    Alarm was expressed about reports of wide-spread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Reports of explosive weapons used in populated areas and attacks on internally displaced person sites were particularly alarming.

    Some speakers said all sides must prioritise the protection of civilians, ensure safe and unhindered humanitarian access, and fully respect their obligations under international law, including human rights law and international humanitarian law.  For decades, the area had witnessed instability and conflict, for a range of causes.  Reports of grave human rights violations, including summary executions, demanded immediate attention.  The attacks on peacekeepers constituted violations of international law.  The Rwandan Government must respect the territorial integrity of the Democratic Republic of the Congo, which latter must cease cooperation with the Democratic Forces for the Liberation of Rwanda. 

    All parties must reopen negotiations, respect international law, and honour their commitments made under the Nairobi and Luanda process, committing fully to the peace process.  All allegations of human rights violations and abuses must be investigated, and perpetrators held accountable for their crimes.  An independent fact-finding mission must be established to investigate all accounts.  Acts of violence targeting civilians and civilian infrastructure were condemned, and must come to an end. 

    The role of the Blue Helmets was essential, speakers said, and they must be protected, with several speakers expressing condolences to the families of those Blue Helmets who paid the ultimate price in defence of the fundamental rights of the Congolese people.  The United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) must ensure the protection of civilians, and a speaker called for its mandate to be supported and renewed further. The international community must strengthen its support for peacekeeping operations and humanitarian assistance. A sustainable solution demanded coordinated efforts, including dialogue, reconciliation, and development initiatives that fostered stability and social cohesion.

    A number of speakers said this was a critical juncture in the region, with a potential for over-spill in the region as a whole. Dialogue and cooperation must be encouraged and supported, including through the Luanda and Nairobi processes. The deliberations in the Council must not undermine these, and instead support a return to peace, with the discussions aimed at building consensus and agreement.  Political fragmentation must be addressed in Rwanda, with an end put to public negative ethnic discourse, and the international community must work together to build a just and peaceful world.  The Council must address the challenges under its mandate.  Members of the Council must work to ensure that there was no further deterioration of the situation. 

    The M23 must immediately withdraw from the territories under its control, a speaker said, and there must be a return to the negotiating table: all efforts must be made to put an end to the humanitarian disaster. All those involved in the conflict must put an end to human rights violations and protect the rights and lives of civilians.  The population was exhausted from the decades of suffering.  Rwanda must withdraw its support for the M23, which must immediately cease its attacks and withdraw. 

    Some speakers said the sovereignty and territoriality of the Democratic Republic of the Congo must be protected and supported, and many speakers supported this, urging all sides to respect it and for the international community to support it.  All armed groups must lay down their weapons and withdraw from the sovereign territory of the Democratic Republic of the Congo, and respect the United Nations Charter, engage in dialogue, and work towards re-establishing peace and stability in the country.  There was a risk of this igniting the Great Lakes region, a speaker said, supporting the peaceful coexistence of nations. 

    Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law committed in North and South Kivu, in the eastern Democratic Republic of the Congo, as stipulated in the proposed resolution.  The humanitarian community must rally support to protect the most vulnerable segments of the population, in particular women and children.   The fact-finding mission must be fully funded and staffed appropriately, a speaker urged.  Given the sheer scale of human suffering, the Council could not afford to turn a blind eye to the earnest appeal of the country concerned to ensure that the perpetrators of these heinous crimes were held accountable.

    Profound alarm was expressed with regard to the increasing risk of violence against women and girls and the recruitment of children into the conflict.  It was imperative that those responsible for human rights violations and atrocities were brought to justice.  There was no military solution to the crisis, and only a political, negotiated solution could bring an end to the situation.  Those who put their economic interests above human dignity must cease to do so.  Peace and security must be brought to the region. 

    At this critical juncture, all parties must exercise restraint, de-escalate tensions, and prioritise dialogue to prevent further loss of life, uphold international humanitarian law and human rights, ensure the protection of civilians, and safeguard fundamental freedoms.  It was vital to ensure immediate and unimpeded access to humanitarian aid for the civilian population. 

    It was crucial that the Human Rights Council provided necessary support for thorough investigations into grave human rights violations and abuses, with a view to bringing the perpetrators to justice and ensuring comprehensive accountability.  A sustained and inclusive dialogue was crucial to achieving a long-term and peaceful resolution to the crisis.  Diplomatic negotiations were, a speaker said, the only way to resolve the situation. All parties must respect international humanitarian law, and must support the mediation efforts made both internationally and regionally.  A political solution must be found that respected the independence and territoriality of the Democratic Republic of the Congo. 

    The need for the Council to make efforts to alleviate the sufferings of victims of human rights violations and abuses was crucial, and all parties involved must respect their obligations under international humanitarian law and international human rights law.  There must be an immediate end to hostilities and a permanent solution found through peaceful means and inclusive dialogue among all parties concerned, and speakers pointed out the need for “African solutions to African problems”, supporting the Luanda and Nairobi processes.  African regional solutions were fully supported by several speakers, who spoke of the efforts of the Southern African Development Community Mission.

  • MIL-OSI Asia-Pac: New milestone in indigenous development of gaseous detector important for mega science FAIR project in Germany

    Researchers have developed an innovative technique using a radioactive source that can simplify the study of radiation effects on Gas Electron Multiplier (GEM) detectors, a crucial step in nuclear and particle physics experiments.

    Gas Electron Multiplier (GEM) detector are particle detectors used as tracking devices in high-energy physics experiments that utilizes a thin, perforated foil with a high electric field to amplify particles produced by ionizing radiation, allowing for precise detection of particles like muons by significantly multiplying the initial signal generated by the particle’s interaction with the gas within the detector.

    They are also strong candidates for diagnostic applications in medical technology because of their good position resolution. First introduced by Prof. Fabio Sauli in 1997, GEM detectors consist of a 50 μm thick Kapton foil, with 5 μm copper cladding on both sides.

    Despite their advantages, the inclusion of Kapton, a radiation-resistant polyimide film with excellent insulating properties, in the active volume makes these detectors sensitive to radiation-induced effects, particularly the charging-up of the dielectric medium. During operation, ionizing radiation deposits energy into the detector, initiating electron avalanche formation.

    This process results in charge accumulation on the Kapton foil, which in turn enhances the electric field within the GEM holes—the primary region for electron multiplication. This increase in the electric field boosts the detector’s gain and efficiency. Over time, a dynamic equilibrium is established, stabilizing the gain and ensuring consistent detector performance.

    India has the full responsibility of building all the GEM chambers that will be used in the future Compressed Baryonic Matter (CBM) experiment at FAIR and will be operated at very high radiation environment. For this, it is important to enhance the understanding of the charging-up effect in GEM detectors, a phenomenon that remains inadequately understood.

    To investigate this phenomenon, Dr. Saikat Biswas and his PhD student, Dr. Sayak Chatterjee along with the other collaborators from the Bose Institute, an autonomous institution under the Department of Science and Technology (DST), Government of India, conducted an in-depth investigation into the charging-up effect on the Kapton foil and its subsequent impact on detector performance.

    The team from Department of Physical Sciences at Bose Institute, developed a specialized experimental setup to study the charging-up effect in triple GEM detectors by studying its gain variation as a function of time.

    Analysis of the charging effect indicated that as either the detector gain (the ratio of the primary charges to the charges detected by the readout board) or irradiation rate increased, the charging-up time decreased significantly. This behavior was attributed to higher particle densities, which facilitated faster charge equilibrium within the GEM holes.

    The findings from this study provide valuable insights for predicting behavioral changes in GEM detectors, critical components in high-rate experiments, when subjected to external radiation. These insights will inform design considerations and operational parameters for GEM chambers in radiation-intensive environments such as the CBM experiment at FAIR, Germany. These results are not only important for CBM experiment only but also for other high-rate experiments where GEM will be used.

    The researchers plan to extend their work to investigate the impact of GEM foil geometry on the charging-up effect and to explore behavioral changes under various types of irradiations, extending beyond the capabilities of laboratory setups. The studies published in the Journal of Instrumentation & Nuclear Instruments and Methods in Physics Research Section A, are crucial milestones for indigenous gaseous detector development.

    • 1.Can the statement by former Commissioner Thierry Breton be seen as an admission on behalf of the Commission as a whole, or does the Commission wish to distance itself from it?
    • 2.If the Commission wishes to distance itself from the statement, what steps is the Commission considering to hold accountable the former Commissioner and others responsible for acting ultra vires and interfering, to an unprecedented degree, in the internal affairs of Member States?

    The will of the people emerging in the big European countries, starting with Germany, is evidence of the failure of the fragile balance on which the new Commission and its programme are based, both of which were the product of the undemocratic cordon sanitaire that excluded the right and its demands. The elections to the German Parliament, which is bringing asylum and immigration laws into focus, together with EPP statements on the change of course on the Green Deal, are testament to the inevitable shift to the right’s positions on protecting ordinary people and businesses. The risk of Islamisation in opposition to Western values and economic disasters – such as the automotive crisis, which has led to the loss of almost 90 000 jobs since 2020 (60 % of which in Germany) – shows the urgent need for radical change to EU policies.

    In view of the above:

    • 1.How long does the Commission plan to persevere with choices that are out of step with social and electoral opinion and are harmful to Europe, maintaining a cordon sanitaire that the popular vote is effectively dismantling?
    • 2.Does President Ursula von der Leyen endorse the anti-democratic cordon sanitaire established at Parliament through the strength of her majority but dropped in individual national parliaments, including her own?

  • MIL-OSI Global: Efficiency − or empire? How Elon Musk’s hostile takeover could end government as we know it

    Elon Musk’s role as the head of the Department of Government Efficiency, also known as DOGE, is on the surface a dramatic effort to overhaul the inefficiencies of federal bureaucracy. But beneath the rhetoric of cost-cutting and regulatory streamlining lies a troubling scenario.

    Musk has been appointed what is called a “special government employee” in charge of the White House office formerly known as the U.S. Digital Service, which was renamed the U.S. DOGE Service on the first day of President Donald Trump’s second term. The Musk team’s purported goals are to maximize efficiency and to eliminate waste and redundancy.

    That might sound like a bold move toward Silicon Valley-style innovation in governance. However, the deeper motivations driving Musk’s involvement are unlikely to be purely altruistic.

    Musk has an enormous corporate empire, ambitions in artificial intelligence, desire for financial power and a long-standing disdain for government oversight. His access to sensitive government systems and ability to restructure agencies, with the opaque decision-making guiding DOGE to date, have positioned Musk to extract unprecedented financial and strategic benefits for both himself and his companies, which include the electric car company Tesla and space transport company SpaceX.

    One historical parallel in particular is striking. In 1600, the British East India Company, a merchant shipping firm, began with exclusive rights to conduct trade in the Indian Ocean region before slowly acquiring quasi-governmental powers and ultimately ruling with an iron fist over British colonies in Asia, including most of what is now India. In 1677, the company gained the right to mint currency on behalf of the British crown.

    As I explain in my upcoming book “Who Elected Big Tech?” the U.S. is witnessing a similar pattern of a private company taking over government operations.

    Yet what took centuries in the colonial era is now unfolding at lightning speed in mere days through digital means. In the 21st century, data access and digital financial systems have replaced physical trading posts and private armies. Communications are the key to power now, rather than brute strength.

    The data pipeline

    Viewing Musk’s moves as a power grab becomes clearer when examining his corporate empire. He controls multiple companies that have federal contracts and are subject to government regulations. SpaceX and Tesla, as well as tunneling firm The Boring Company, the brain science company Neuralink, and artificial intelligence firm xAI all operate in markets where government oversight can make or break fortunes.

    In his new role, Musk can oversee – and potentially dismantle – the government agencies that have traditionally constrained his businesses. The National Highway Traffic Safety Administration has repeatedly investigated Tesla’s Autopilot system; the Securities and Exchange Commission has penalized Musk for market-moving tweets; environmental regulations have constrained SpaceX.

    Through DOGE, all these oversight mechanisms could be weakened or eliminated under the guise of efficiency.

    But the most catastrophic aspect of Musk’s leadership at DOGE is its unprecedented access to government data. DOGE employees reportedly have digital permission to see data in the U.S. government’s payment system, which includes bank account information, Social Security numbers and income tax documents. Reportedly, they have also seized the ability to alter the system’s software, data, transactions and records.

    Multiple media reports indicate that Musk’s staff have already made changes to the programs that process payments for Social Security beneficiaries and government contractors to make it easier to block payments and hide records of payments blocked, made or altered.

    But DOGE employees only need to be able to read the data to make copies of Americans’ most sensitive personal information.

    A federal court has ordered that not to happen – at least for now. Even so, funneling the data into Grok, Musk’s xAI-created artificial intelligence system, which is already connected with the Musk-owned X, formerly known as Twitter, would create an unparalleled capability for predicting economic shifts, identifying government vulnerabilities and modeling voter behavior.

    That’s an enormous and alarming amount of information and power for any one person to have.

    Cryptocurrency coup?

    Like Trump himself and many of his closest advisers, Musk is also deeply involved in cryptocurrency. The parallel emergence of Trump’s own cryptocurrency and DOGE’s apparent alignment with the cryptocurrency known as Dogecoin suggests more than coincidence. I believe it points to a coordinated strategy for control of America’s money and economic policy, effectively placing the United States in entirely private hands.

    The genius – and danger – of this strategy lies in the fact that each step might appear justified in isolation: modernizing government systems, improving efficiency, updating payment infrastructure. But together, they create the scaffolding for transferring even more financial power to the already wealthy.

    Musk’s authoritarian tendencies, evident in his forceful management of X and his assertion that it was illegal to publish the names of people who work for him, suggest how he might wield his new powers. Companies critical of Musk could face unexpected audits; regulatory agencies scrutinizing his businesses could find their budgets slashed; allies could receive privileged access to government contracts.

    This isn’t speculation – it’s the logical extension of DOGE’s authority combined with Musk’s demonstrated behavior.

    Critics are calling Musk’s actions at DOGE a massive corporate coup. Others are simply calling it a coup. The protest movement is gaining momentum in Washington, D.C., and around the country, but it’s unlikely that street protests alone can stop what Musk is doing.

    Who can effectively investigate a group designed to dismantle oversight itself? The administration’s illegal firing of at least a dozen inspectors general before the Musk operation began suggests a deliberate strategy to eliminate government accountability. The Republican-led Congress, closely aligned with Trump, may not want to step in; but even if it did, Musk is moving far faster than Congress ever does.

    Destroy the republic, build a startup nation?

    Taken together, all of Musk’s and Trump’s moves lay the foundation for what cryptocurrency investor and entrepreneur Balaji Srinivasan calls “the network state.”

    The idea is that a virtual nation may form online before establishing any physical presence. Think of the network state like a tech startup company with its own cryptocurrency – instead of declaring independence and fighting for sovereignty, it first builds community and digital systems. By the time a Musk-aligned cryptocurrency gained official status, the underlying structure and relationships would already be in place, making alternatives impractical.

    Converting more of the world’s financial system into privately controlled cryptocurrencies would take power away from national governments, which must answer to their own people. Musk has already begun this effort, using his wealth and social media reach to engage in politics not only in the U.S. but also several European countries, including Germany.

    A nation governed by a cryptocurrency-based system would no longer be run by the people living in its territory but by those who could could afford to buy the digital currency. In this scenario, I am concerned that Musk, or the Communist Party of China, Russian President Vladimir Putin or AI-surveillance conglomerate Palantir, could render irrelevant Congress’ power over government spending and action. And along the way, it could remove the power to hold presidents accountable from Congress, the judiciary and American citizens.

    All of this obviously presents a thicket of conflict-of-interest problems that are wholly unprecedented in scope and scale.

    The question facing Americans, therefore, isn’t whether government needs modernization – it’s whether they’re willing to sacrifice democracy in pursuit of Musk’s version of efficiency. When we grant tech leaders direct control over government functions, we’re not just streamlining bureaucracy – we’re fundamentally altering the relationship between private power and public governance. I believe we’re undermining American national security, as well as the power of We, the People.

    The most dangerous inefficiency of all may be Americans’ delayed response to this crisis.

    In the early hours of September 14 2021, three men parked in a quiet car park in the southern English market town of Abingdon-on-Thames. The men, returning from a night out, had pulled over to smoke heroin.

    Unknown to them, the drug had been fortified with a nitazene compound called isotonitazene, a highly potent new synthetic opioid. Two of the men, Peter Haslam and Adrian Davies, overdosed and went into cardiac arrest. The third, Michael Parsons, tried to save them and himself by injecting naloxone, an opioid overdose antidote. Despite paramedics also trying to resuscitate Haslam and Davies, both died at the scene.

    Their deaths were among at least 27 fatalities linked to nitazenes that year in the UK. Since then, nitazenes – otherwise known as 2-benzylbenzimidazole opioids – have become more prevalent in the UK’s illegal drug supply, leading some experts to warn that they are a major new threat because of their extreme potency.

    In June 2023, the UK’s most recent outbreak of deaths linked to synthetic opioids emerged in the West Midlands when drug dealers used nitazenes to fortify low-purity heroin. By August, there were 21 nitazene-related fatalities in Birmingham alone. In some cases, dealers also added xylazine (colloquially known as “tranq”), a non-opioid sedative used by vets.

    The increasing availability of these and other synthetic drugs led the UK’s National Crime Agency (NCA) to warn in August 2024 that “there has never been a more dangerous time to take drugs”. Like Haslam and Davies, many heroin users are unaware they might also be consuming nitazenes, which significantly increase the risk of overdose.

    Given their potency, only a small amount of nitazene is required to produce a fatal dose. While some studies have concluded that nitazenes are even more potent than the synthetic opioid fentanyl, which causes many thousands of deaths in the US, the NCA judges it a “realistic possibility” that the potency of both substances are “broadly equivalent” – making them roughly 50 times more potent than heroin.



    Illicit drug use is damaging large parts of the world socially, politically and environmentally. Patterns of supply and demand are changing rapidly.     Officially, more than 400 deaths plus many non-fatal overdoses were linked to nitazenes in the UK between June 2023 and January 2025. But this is likely to be an underestimate because of gaps within forensic and toxicology reporting. These figures come amid record levels of drug-related deaths in England and Wales. In 2023, there were 5,448 deaths related to drug poisoning, an 11% increase on the previous year and the highest total since records began in 1993.

    This is of particular concern given that the UK has the largest heroin market in Europe, comprising around 300,000 users in England alone. While nitazene-related deaths are still relatively low (although by no means insignificant) compared with those from heroin and other opioids, these new synthetic opioids are cheap and easy to buy, and offer dealers multiple advantages over traditional plant-based drugs.

    Unlike opium, nitazenes and other synthetic opioids can be produced anywhere in the world using precursor chemicals that are often uncontrolled and widely available. Producer countries including China and India have not yet banned all nitazene compounds, meaning they are sold legally – mostly online. Chemical manufacturing companies in these countries can synthesise nitazenes at scale using a comparatively easy three or four-step process.

    For the past 15 years, I have researched and advised on the international narcotics industry, especially the Afghan drug trade, as an academic, UK Home Office official and consultant. I’ve observed many shifts within global drug markets, and I believe the increasing availability of synthetic drugs in the UK and Europe may represent a new chapter in illicit drug use here – with the emergence of nitazenes only adding to these concerns.

    A brief history of synthetic opioids

    New synthetic opioids (NSOs) are one of the fastest-growing groups of new psychoactive substances around the world. The EU Drugs Agency (EUDA) currently monitors 81 NSOs – the fourth-largest group of drugs under observation.

    NSOs largely fall into two broad groups: fentanyl and its analogues, and non-fentanyl-structured compounds – these include nitazenes, among many other substances.

    Many of these “new” synthetic opioids have, in fact, existed for decades. Nitazenes were first synthesised in the 1950s by the Swiss pharmaceutical company, Ciba Aktiengesellschaft, as pain-relieving analgesics, although they were never approved for medical use.

    Prior to 2019, there had only been limited reports of nitazenes in the illegal drug supply – including a “brownish looking powder” found in Italy in 1966; the discovery of a lab in Germany in 1987; several nitazene-related deaths in Moscow in 1998; and a US chemist illegally producing the drug for personal use in 2003. But since nitazenes re-emerged at the end of the last decade, over 20 variants have been discovered.

    The most common NSO in the illegal drug market, fentanyl, was first synthesised by Belgian chemist Paul Janssen in 1960. Fentanyl, which is roughly 100 times more potent than morphine, was approved in the US in 1968 for pharmaceutical use as an analgesic.

    Over the next four decades, however, illegally produced fentanyl resulted in three relatively small outbreaks of deaths in the US. A fourth, larger fentanyl outbreak in Chicago, Detroit and Philadelphia resulted in about 1,000 deaths between 2005 and 2007.

    The current US fentanyl crisis started in 2013, expanding to affect much of the country. Between 2014 and 2019, Chinese companies were the main manufacturers of finished fentanyl substances in the US – to combat this, both the Obama and Trump administrations lobbied Beijing to curtail the fentanyl industry.

    The Chinese government responded by controlling specific fentanyl analogues. However, every time an analogue was banned, chemists there would slightly adjust the formula to produce a new compound that mirrored the banned substance.

    China finally banned all fentanyl-related substances in May 2019, prompting two significant changes in the drug’s supply: a slowdown in the development of new fentanyl analogues, and a reduction in their direct sale to the US from China. Instead, Chinese companies increasingly sent fentanyl precursors to Mexican drug cartels who would synthesise fentanyl (or counterfeit medication) in clandestine labs, before smuggling it across the US border. Consequently, Mexico is now the primary source of fentanyl in the US.

    But these supply changes led to another shift in the global drugs arena, as China’s chemical and pharmaceutical businesses – keen to develop new markets – adjusted their focus to producing uncontrolled synthetic substances, including nitazenes. At the same time, they expanded their geographical focus from North America to include Europe and the UK.

    The nitazene supply chain

    Producing nitazenes is a relatively low-cost exercise. They are largely manufactured in laboratories – both legal and illegal – in China, before being smuggled to the UK and Europe via fast parcel and post networks.

    Nitazenes’ high potency means only small quantities are required, making them easier to transport and harder for border officials to detect. Some Chinese vendors have reportedly been offering to hide nitazenes in legitimate goods such as dog food and catering supplies, to circumvent custom controls. All of this decreases the risk to sellers, and lessens the price of doing business.

    In March 2024, two China-based sellers operating on the dark web were selling a kilo of nitazene for between €10,000 and €17,000 (£12,000-£20,000). During roughly the same period, a kilo of heroin at the wholesale level in the UK was selling for between £23,000 and £26,000. Once bought, nitazenes are largely used to fortify low-purity heroin, although the drug can also be made into pills.

    Nitazenes are not limited to the dark web. They are widely and openly advertised on the internet, social media and music streaming platforms. In February 2024, one China-based e-commerce site displayed 85 advertisements for nitazenes. Such sites also sell a range of other synthetic drugs, including fentanyl analogues and precursors, xylazines, cannabinoids and methamphetamine.

    This means drug dealers in the UK and across the world no longer need to have established connections to underworld figures to source illegal drugs. With a click of a mouse, they can have them delivered to their home address. In this sense, the internet has democratised the drug trade by widening access beyond “traditional” criminals.

    In the UK, while the supply of nitazenes is currently assessed as “low”, a number of smaller-scale organised crime groups are importing them to fortify low-purity heroin, before largely dealing it at the “county lines” level. This involves organised crime groups moving drugs – primarily heroin and crack cocaine – across towns, cities and county borders within the UK, using mobile phones or another form of “deal line” to sell to customers.

    In November 2023, Leon Brown from West Bromwich was imprisoned for seven years for dealing drugs containing nitazenes – a verdict described as “a great result in our ongoing efforts to tackle county lines drug dealing” by detective sergeant Luke Papps of the South Worcestershire county lines team.

    A few larger UK criminal networks have also been involved in nitazene distribution. In October 2023, the police and Border Force conducted raids across north London, arresting 11 people. They dismantled a drug processing site and seized 150,000 tablets containing nitazene – the UK’s largest ever seizure of synthetic opioids – as well as a pill-pressing machine, a firearm, more than £60,000 in cash and £8,000 in cryptocurrency. The police suspected the group had been selling the tablets on the dark web.

    Anecdotal reports suggest there have been mixed reactions to the introduction of nitazenes into the illegal drug supply. Richard, a recovering heroin user from Bristol, told Vice magazine that, given their potency, some “people are scared of [nitazenes]” while others are “actively seeking” them.

    As has been the case with fentanyl in the US, users build up tolerance and therefore seek stronger doses. Manny, a heroin user from Bristol, told Vice: “I smoked [heroin cut with nitazenes] and it felt like the first time I’d ever taken drugs.”

    UK-based criminals also use the dark web to export nitazenes abroad. In October 2023, the Australian Border Force identified 22 nitazene discoveries in packages shipped to the country via mail cargo from the UK. British criminals have also trafficked counterfeit medicines containing nitazenes to Ireland and Norway.

    Use of nitazenes is now being detected all over the world. Within Europe, Ireland experienced several nitazene outbreaks in 2023-24 while in Estonia, nitazenes now account for a large share of overdose deaths – a trend also seen (to a lesser extent) in Latvia. Preliminary data suggests at least 150 deaths were linked to nitazenes in Europe in 2023.

    Nitazenes have also been discovered in fake pain medication such as benzodiazepines, oxycodone and diazepam, which widens the number of people at risk to include those with no opioid tolerance. The death in July 2023 of Alex Harpum, a 23-year-old British student who was preparing for a career as an opera singer, was a stark reminder of the danger of buying fake medicine online that may have been contaminated with nitazenes.

    The nitazene ‘boom’ and the global heroin trade

    For decades, Afghanistan was the world’s largest opium producer and the source of most of Europe’s heroin. Then in April 2022, the ruling Taliban announced a comprehensive prohibition on the use, trade, transport, production, import and export of all drugs. As a result, poppy cultivation has fallen to historically low levels for a second consecutive year.

    While this has not, as yet, translated into a shortage of heroin on European streets, including in the UK and Germany, some indicators suggest a slowdown in heroin supplies to the UK. In the year March 2023-24, the quantity of heroin seized in the UK fell by 54%, from 950kg to 441kg. This is the lowest quantity of heroin seized since 1989, when about 350kg was intercepted.

    The NCA assesses that the Taliban ban has created market “uncertainty”. The wholesale price of heroin has increased from roughly £16,000 per kilo prior to the COVID-19 pandemic to about £26,000, while anecdotal reports suggest average heroin purity for users dropped to under 30% (often to 10-20%) in 2024, compared with around 35% in 2023 and 45% in 2022.

    Even without the Taliban’s ban, heroin is not easy to produce and supply. Cultivating opium poppy is labour-intensive, taking five or six months. The static nature of opium fields means they are visible and susceptible to eradication; poppy crops can also be negatively affected by blight or drought.

    Converting opium into heroin base is also a labour-intensive process that can involve (depending on the production method) at least 17 steps. Acetic anhydride, the main chemical used to convert morphine into heroin, is relatively expensive compared with synthetic precursors. Moreover, heroin is a bulky product, which means it is harder to move in large volumes.

    While the relationship between events in opiate-producer countries and the introduction of synthetic opioids to consumer markets should not be overstated, this new type of drug offers economic advantages to criminals whose “sole motivation is greed”.

    For decades, Turkish, Kurdish and Pakistani criminal networks have been responsible for importing heroin into the UK. Once in the UK, both Turkish and British groups largely control its wholesale supply, with some participation of Albanian gangs.

    To date, there is little evidence to suggest these groups have transitioned to supplying NSOs, including nitazenes. The shifting dynamics in the global drug supply chain, however, could upend traditional markets and the gangs who profit from them.

    America’s synthetic drug crisis

    The synthetic opioid fentanyl has devastated the US, having been linked to about 75,000 deaths in 2023 alone. It is the primary cause of death for Americans aged 18-49. Canada, too, has experienced a wave of deaths: between January 2016 and June 2024, there were 49,105 apparent opioid deaths there, with fentanyl implicated in a large proportion.

    While the North American nitazene market is still small in comparison, the US, followed by Canada, has reported the highest number of unique nitazenes to the UN Office on Drugs and Crime’s Early Warning Advisory on New Psychoactive Substances.

    More than 4,300 reports of nitazenes have reached the US National Forensic Laboratory Information System since 2019. They are typically used to fortify fentanyl and other opioids, which can produce a fatal concoction.

    Efforts to stem the flow of NSOs, including nitazenes, from China to the US and elsewhere will prove challenging. And even if China does implement stricter controls, other countries could step in to fill the void. According to the Commission on Combating Synthetic Opioid Trafficking:

    The overall sizes of these industries, limited oversight efforts and political incentives contribute to an atmosphere of impunity among firms and individuals associated with those industries.

    While US and Chinese counter-narcotics cooperation ended in 2022 amid increasing geopolitical tensions, the following November’s summit in Woodside, California, between presidents Joe Biden and Xi Jinping saw them agree to recommence collaboration.

    As a result, China recently closed several chemical companies that were shipping fentanyl precursors and nitazenes to the US. These vendors used encrypted platforms and cryptocurrency to conduct the deals, and mislabelled the consignments to try to ensure the substances evaded border controls. China has also outlawed more chemicals and substances, including several nitazene variants.

    But President Trump’s imposition of tariffs on imports from China – which sit alongside proposed taxes on imports from Canada and Mexico, in part for supposedly not doing enough to curb the trafficking of fentanyl and its precursors to the US – threatens this counter-narcotics cooperation.

    While nitazenes are not yet widely available in the US, their presence within some fentanyl batches is complicating the US opioid crisis – and according to some experts, has the potential to further increase the already shocking number of synthetic opioid-related deaths.

    The UK response to nitazenes

    Successive UK governments have made tackling NSOs a high priority. Shortly after the most recent nitazene-related deaths were discovered in the UK in summer 2023, the NCA launched Project Housebuilder to lead and coordinate the law enforcement and public health response.

    This was soon followed by the establishment of a government-wide Synthetic Opioids Taskforce “to improve…understanding, preparedness and mitigation against this evolving threat”. Chris Philp, then the UK’s combatting drugs minister, stated that “synthetic opioids are at the top of [this government’s] list because of the harm they cause”.

    The taskforce has taken a range of measures, such as controlling more NSOs as class A drugs, conducting more intelligence operations at UK borders, widening access to naloxone, and enhancing the UK’s real-time, multi-source drug surveillance system. The government also worked with the US and Canada to learn from their experiences.

    Recently, the current UK government banned a further six synthetic opioids and introduced a generic definition of nitazenes as class A drugs. And the UK’s current government, unlike its Conservative predecessor, has also indicated its willingness to consider evidence from the UK’s first drug consumption facility, which recently opened in Glasgow.

    Other policy measures worthy of consideration include expanding drug checking services whereby drug users submit drugs to a lab to test what is in them, then are provided with information about the sample. These services offer vital information to the public and authorities about current drug trends.

    While there is high uncertainty about what is going to happen next in the UK regarding illicit drug trends, the evolution of the US drug landscape over generations provides some important lessons.

    Lessons from the US

    The US fentanyl crisis shows drug markets can change quickly with long-lasting consequences. Most heroin on US streets contains – or has been replaced by – fentanyl. According to DEA seizure data, US heroin seizures declined by nearly 70% between 2019 and 2023, whereas fentanyl seizures have increased by 451%.

    However, illegal drug markets evolve in different ways and at different paces. In May 1989, Douglas Hogg, a UK Home Office minister, travelled to the US and the Bahamas on a fact-finding mission about crack cocaine, a drug that was predicted to spread from the US to the UK. Upon his return, Hogg noted:

    The ethnic, social and economic characters of many of our big cities are very similar to those in the US. If they have a crack problem, why should not we? … The use of crack in Great Britain is likely to develop very substantially over the next few years.

    But this “crack invasion”, as some called it, did not materialise in the UK to the extent it had in the US – and the same was true about a predicted wave of methamphetamine use in the UK, which remains low compared with the US.

    It is also unlikely the UK and Europe will experience a synthetic opioid crisis on the same scale as the US. The first wave of the US crisis was driven by extensive overprescription of opioids for pain relief. This increased the number of people addicted to opioids, some of whom later turned to heroin, before transitioning to fentanyl. In contrast, large-scale opioid prescriptions have not been a major issue in the UK or Europe, although there is some diversion of legal fentanyl into the illegal drug market in Europe.

    According to Alex Stevens, professor of criminology at the University of Sheffield, another factor differentiating the US and Europe is the provision of drug treatment and harm reduction programmes. Opioid users in Europe, and to a lesser extent in the UK, are much more likely to be in medication-assisted treatment than their US counterparts, thus reducing the number of people at risk. These interventions are reinforced by different socioeconomic factors in much of Europe, such as lower economic inequality, stronger social protections, and better healthcare systems.

    None of this, though, means the nitazene threat in the UK and Europe should be underestimated, nor that use and supply of these drugs (and other NSOs) will not increase from its current relatively low base. As the NCA recently warned:

    While a zero-tolerance approach from law enforcement, plus advice to users on the heightened dangers, may contain or slow the current uptake, we must prepare for these substances to become widely available, both unadvertised in fortified mixes and in response to user demand as a more potent high.

    The future of new synthetic opioids

    Predicting the future of NSO use and trafficking is a challenging task. Projections for Europe range from existing opiate stockpiles ensuring that heroin consumer markets remain serviced (assuming the Taliban ban is short-lived), to a heroin shortage which results in more drug dealers turning to NSOs to plug the shortfall, which in turn could lead to lasting changes in European drug markets (as happened in a few countries following the Taliban’s first opium ban in 2000-01).

    In such a scenario, it is possible that Turkish criminal networks may exploit their links with Mexico’s Sinaloa cartel to source NSOs. Mexican criminal gangs also operate in Europe, which may increase the likelihood of them trying to open a new NSO market on the continent.

    There is also evidence that some Italian criminal organisations have entered the NSO marketplace. In November 2023, Italian authorities announced the seizure of 100,000 doses of synthetic drugs, including fentanyl, as part of operation Painkiller, a joint Italian-American initiative.

    Given the many advantages for criminal groups of NSOs, it seems likely they are here to stay. A key question is whether nitazenes (or other NSOs) will supplant traditional heroin as the opioid of choice, as they have done in the US, or remain at relatively low levels in Europe, co-existing with or mixed into the heroin supply.

    In December 2023, Paul Griffiths, the EUDA’s scientific director, told Vice: “We’re not seeing much new initiation of heroin use in Europe. So in five to ten years … as heroin users get older and more vulnerable, we’re not going to have much of an opiate problem left.”

    But he warned that if heroin use does dry up: “You might then see opioids appearing in other forms and preparations, such as pills, that could potentially become popular among younger age groups who currently do not appear attracted to injecting heroin.”

    While previous NSO outbreaks in the UK were relatively short-lived and limited in scale, the most recent nitazene outbreak, which started in summer of 2023, has been more sustained, covered more parts of the UK, and involved more fatalities. The broader trend in Europe also suggests the prevalence and variations of NSOs are increasing at a faster pace than in previous years.

    Notwithstanding, nitazene use and supply in the UK currently remains relatively low. In fact, the rate of nitazene-linked deaths – at least those officially reported – decreased between spring 2024 and the end of the year.

    In the short term, then, it seems unlikely there will be a nitazene “explosion”. Rather, criminal groups will probably try to increasingly embed nitazenes into the UK drug market at a similar pace to the last 18 months.

    However, this situation could change rapidly in future, especially if larger criminal networks involved in heroin importation switch to smuggling NSOs, and there is a genuine shortage of Afghan heroin. This problem would be compounded if drug users start seeking nitazenes, thus creating demand for them.

    Either way, the UK government, along with its European partners, should continue to reinforce the whole drug system, to prepare for the worst-case scenario.

  • MIL-OSI Global: How Putin, Xi and now Trump are ushering in a new imperial age

    Over the past few weeks the new US president, Donald Trump, has repeatedly claimed that the United States should “take back” the Panama Canal and that it should assume control of Greenland – one way or another. He has talked of Canada becoming America’s 51st state and now he even wants to “take over” the Gaza Strip to convert it into a “Riviera” on the eastern Mediterranean.

    It’s as if the US president believes that his country should be an empire. In this Trump seems to be emulating China’s Xi Jinping and Vladimir Putin of Russia, leaders he has said he admires and who have themselves shown some clear imperial tendencies in recent years.

    Under Putin, Russia has supported secessionist regions, such as Transnistria and Abkhazia, fought wars in Georgia and Ukraine and actively interfered in the affairs of Syria and assorted African countries. In 2022 Russia even launched a full-scale invasion of Ukraine, claiming that Ukraine was historically inseparable from Russia, but that hostile western influences were trying to destroy that unity.

    China, meanwhile, has militarised a number of small uninhabited islands in the South China Sea. It has built 27 installations on disputed islands in the Spratly and Paracel island group that are also claimed by other countries including Vietnam, Taiwan, the Philippines and Malaysia. This has prompted a flurry of development, as other countries in the region have raced to establish their own footholds in the disputed, but very resource-rich, region.

    Beijing also maintains its claim over Taiwan, which it says is an inalienable part of China which it wants to “come home”.

    Empires and nation states

    Most people assumed that the age of empires had been relegated to the dustbin of history. But this is by no means a straightforward proposition. Until relatively recently, the rise and fall of empires had dominated much of recorded history. Nation-states only appeared at the end of the 18th century. And as those states rose to prominence many too displayed imperial inclinations.

    So the US, fresh from throwing off the yoke of the British empire, wasted little time in expanding its borders westward, acquiring – whether by conquest or purchase – large swaths of new territory in what effectively turned a small group of east coast states into a continental empire.

    Meanwhile other newly minted nation-states such as Italy and Germany also aspired to acquire overseas empires and involved themselves, with varying success, building what turned out to be relatively shortlived colonial empires in Africa and elsewhere.

    Most traditional dynastic empires, meanwhile, began to adopt various aspects of the nation-state model, such as conscription, legal equality and political participation. The decades following the second world war are often seen by historians as a period of decolonisation by traditional imperial powers such as Britain and France. But the transition from empire to nation-states was far from smooth. Most imperial governments hoped to transform their empires into more egalitarian commonwealths, while retaining a degree of influence.

    This they did with varying degrees of success and often under extreme duress, as with France in Algeria and Vietnam, or under great economic pressure, such as with Britain and India. The real age of the nation-state didn’t begin until the 1960s.

    The return of empire?

    Today, the world consists of about 200 independent countries, the overwhelming majority nation-states. Nonetheless, one could argue that empires – or at least imperial tendencies – have never totally disappeared. France, for instance, frequently interfered in many of its former colonies in Africa. However, these military interventions were not meant to permanently occupy new territories.

    Today, imperial tendencies seem to resurface around the world. The past, however, tends not to repeat itself. Massive wars of conquest or attempts to create new overseas empires are unlikely in the immediate future. Most imperial expansions are currently sought close to home.

    What is striking is that Putin, Xi and Trump all use fierce nationalist rhetoric to justify their imperialist designs. Putin, as we have seen, claims the indivisibility of Ukraine and Russia and blames “Nazis” for trying to turn Russia’s sister state towards the west. He used it as a justification for invading Ukraine in February 2022.

    Xi, in turn, often maintains that Communist China has finally overcome the century of humiliation, in which the country was the plaything of foreign powers. They both seem to yearn for past imperial greatness. The Russian Federation aims to undo the dissolution of the Soviet Union, communist China looks back to the Qing empire. Interestingly, under its increasingly authoritarian leader Recep Tayyip Erdoğan, Turkey – another regional power with imperial inclinations – similarly finds inspiration in the Ottoman Empire.

    The US case seems to be more complex, but in fact is very similar. Thus, Trump argues that the Panama Canal, which has long been administered by the US, was foolishly returned to Panama by Jimmy Carter and claims that it is now controlled by China. He will, he says, return it to the US.

    Trump also refers to America’s “Manifest Destiny”, the 19th-century belief that American settlers were destined to expand to the Pacific coast. These days his aspirations are northwards rather than to the west. The president also wants to plant the US flag on Mars, taking his imperial dreams into outer space.

    If the US joins China and Russia in violating recognised borders, the international, rights-based order could be in danger. The signs are not very positive. Taking steps to illegally annex territories could blow up the entire international edifice.

    The UK will host Western Balkans leaders for the Berlin Process Summit in Autumn 2025.

    The UK will host leaders of the six Western Balkans countries and other European leaders later this year for a crucial international Summit to support stability, security and economic co-operation in the region.

    It will also focus on how to work together to combat the region being used as a transit route for irregular migration, with the Government focussed on using every tool at its disposal to control the UK’s borders.

    Known formally as the Berlin Process, the Summit will strengthen cooperation with European partners to help deliver on the UK Government’s strategy to strengthen borders, smash the gangs, and get those with no right to be here returned to their countries.

    As one of the UK’s most experienced diplomats, Dame Karen Pierce DCMG has been appointed the UK Special Envoy to the Western Balkans, charged with driving forward the UK’s strategic objectives across the region, including preparations for the Summit.

    The summit comes as the UK develops a world first sanctions regime to snare people smugglers upstream.

    The Western Balkans is of long-standing importance to the UK, and our partnerships in the region are central to our efforts to tackle irregular migration and bear down on the evil trade in human lives.     This government has already agreed new deals to increase operational co-operation on organised immigration crime with countries including North Macedonia, Serbia, and Kosovo. Our international work, alongside a stronger immigration enforcement approach being taken in the UK, will ensure we are breaking the business model of the people-smuggling gangs at every level.

    The UK’s hosting of the Summit in partnership with Germany underlines this government’s commitment to resetting its relationships with Europe, and the latest step in the government’s strategy to build enduring partnerships to bear down on criminal groups facilitating irregular migration.

    The announcement follows the Prime Minister hosting German Chancellor Olaf Scholz at the weekend.

    Last month, the Foreign Secretary visited Tunisia to boost support for projects to tackle the drivers of small boat arrivals in Europe and the UK.

    In January, the UK also announced plans for the world’s first sanctions regime to take down people smuggling rings and starve them of illicit finance fuelling their operations.

    With three NATO allies present in the region, the Western Balkans is of critical importance for UK and European security. The risk of instability increasing: regional tensions are aided by malign

    Russian influence and there is an urgent need to crack down on criminal gangs who have made the region into a major transit route for irregular migration across Europe.

    The UK’s Special Envoy will also contribute to wider missions of the Prime Minister’s Plan for Change, including working to disrupt organised crime groups to make Britain’s streets safer and promote opportunities for British businesses to deliver economic growth.

    Before serving as British Ambassador to the United States, Dame Karen Pierce was the UK’s Permanent Representative to the UN in New York – the first female officer to hold each position.

    She will take up her new position in the Spring, taking over from Air Chief Marshal The Lord Peach KG GBE KCB DL.

    From 3 to 7 February, the OSCE organized a training course in Chisinau, Moldova for aviation security managers from the General Inspectorate of Border Police (GIBP) and Airport Administration of the Republic of Moldova. The course, organized in co-operation with the Permanent Mission of Romania to the OSCE, was conducted by Romanian aviation security experts.
    The course enhanced the participants’ expertise in overseeing and monitoring the implementation of aviation security measures, equipping them with essential competencies aligned with international standards. Sessions covered topics critical to the role of aviation security managers, including threat and risk assessment methodologies, crisis management, duties of security managers and supervisory activities.
    “At a time when aviation security faces increasingly complex challenges, this training course underscores the importance of equipping aviation security managers with necessary skills and knowledge to address them effectively. The OSCE remains committed to supporting Moldova in strengthening its aviation security framework and fostering regional co-operation to ensure safety for all,” said Ambassador Kelly Keiderling, Head of the OSCE Mission to Moldova.
    Throughout the week, the participants engaged in practical exercises, case studies and discussions focused on integrating the International Civil Aviation Organization standards and recommended practices into daily operations.
    “The knowledge gained during this course will enable us to better safeguard our airports and ensure the safety of travellers. The hands-on activities and expert guidance provided invaluable insights for our work,” said Elena Popa, an airport security manager with the GIBP.
    In parallel to this course, the OSCE donated 13 complete computer sets with uninterruptible power supply devices to the GIBP. The equipment will enhance the operational capabilities of the Moldovan Border Police by streamlining data processing, supporting border monitoring activities, and facilitating the implementation of security technologies in compliance with international standards.
    “This donation represents a vital resource for the Moldovan Border Police as we continue to enhance our capacity to address cross-border threats. The new equipment will improve our ability to monitor and analyse border activities, supporting our mission to safeguard Moldova’s borders,” said Ruslan Galușca, Head of the GIBP.
    The training course is part of the OSCE’s extrabudgetary project “Support to the Law Enforcement Agencies in Moldova in Response to the Security Challenges in the Region”. The project focuses on strengthening Moldovan law enforcement’s capacity to combat transnational organized crime both at the border and within the country, with financial support from the France, Germany, Poland, the United Kingdomand the United States of America.

  • MIL-OSI Economics: Valour Digital Securities Limited: BaFin threatens to impose coercive fines

    On 22 January 2025, the Federal Financial Supervisory Authority (BaFin) ordered Valour Digital Securities Limited to comply with the financial reporting requirements under the German Securities Trading Act (Wertpapierhandelsgesetz – WpHG). In case the company fails to comply with this order, BaFin also threatened to impose coercive fines in the amount of 57,500 euros.

    The notice is immediately enforceable but not yet final and binding.

    Background information: financial reporting requirements

    Companies such as Valour Digital Securities Limited that are domiciled in a third country and that issue securities that are traded on an organised market in Germany must prepare annual financial reports as at the end of each financial year. This information must be made publicly available no later than four months after the end of each financial year.

    Before publication, companies must publish an announcement informing the public and BaFin about the date from which and the website on which the information will be available.
    Valour Digital Securities Limited contravened these requirements since it failed to publish an annual financial report for the financial year 2023 as legally required minimum components are missing. The company also failed to publish an announcement in respect of this.

    The announcement by BaFin is also set out by law and is based on section 124 of the WpHG.

    Shigeki Yasuda joined the company in 2003, specializing in fuel cell technology development. In 2010, he was assigned to Germany, where he contributed to introducing fuel cells to the European market. In 2024, he assumed his current position, working on implementing a demonstration facility to power factories with renewable energy and building the business foundation for Panasonic HX.

    Pioneering the First Overseas Integration of Three Types of Energy Sources
    Since May 2024, I have been working in the UK on implementing a demonstration facility that powers factories with renewable energy and building the business foundation for Panasonic HX*¹. My mission is to advance the first overseas integration of pure hydrogen fuel cell generators, photovoltaic generators, and storage batteries. This involves (1) introducing a demonstration facility to Panasonic Manufacturing UK Ltd., (2) building the business foundation for future social implementation, and (3) developing new markets for fuel cells overseas.*1: The name Panasonic HX represents Panasonic’s energy solutions utilizing hydrogen. We propose a new option for the full-scale use of hydrogen (H), which has a low environmental impact, and are determined to contribute to the transformation (X) to a decarbonized society through collaboration (X) with partner companies, administrations, and business customers.

    This is a CG image symbolizing the Panasonic HX. It is not a facility that actually exists.

    In December 2024, Panasonic introduced its first overseas demonstration facility in the UK, leveraging 25 years of expertise in fuel cell technology to supply factories with electricity and thermal energy using hydrogen. This facility serves as a showcase for co-creation with partner companies, governments, and business customers to pursue a decarbonized society while laying the foundation for Panasonic’s hydrogen business. Utilizing hydrogen as a clean energy source is crucial in addressing global environmental challenges through decarbonization. This demonstration, which enables factories to be powered by renewable energy, marks a significant step toward broader social implementation.
    We are also working to apply the data and know-how gained from the demonstration in the UK to future projects. The main challenges we faced in this initiative were: (1) a lack of knowledge about construction processes in the UK, requiring us to navigate everything from scratch and quickly resolve various unforeseen issues, (2) difficulties in discussing with the design firm regarding safety design, highlighting the need to raise awareness of hydrogen safety, and (3) the complexity of collaborating with local partners, as failing to align expectations at the contract stage made it difficult to proceed as planned.

    In overcoming these challenges, the most invaluable support came from the persistence of our colleagues, especially the assistance from Japan. With only three core members leading the launch, we sometimes found ourselves stuck in rigid thinking and faced moments of isolation. However, the strong support from Japan reassured us, allowing us to stay positive even when obstacles arose. Everyone was united in the determination to see it through, and even the faintest glimmer of hope helped us find a path forward.

    Leading the Way Until Success is Achieved

    Staying at the forefront is important when it comes to enhancing competitiveness. Doing so lets us quickly gather customer feedback and gain an advantage through our products and services. In this process, it is essential to embrace the Customer Focus principle of always thinking from a customer’s perspective, as advocated by PLP*2.Having spent my career in technology, my work often remained within that sphere. However, stepping outside and engaging directly with customers made me realize how vastly different cultures can be. From my experience in the UK, I am convinced that the key to enhancing competitiveness lies in rapidly iterating the PDCA cycle to integrate customer feedback into business development. Recently, I have also come to appreciate the importance of a two-way approach—effectively communicating the value of hydrogen while actively listening to our customers.*2: Panasonic Leadership Principles are a set of behavioral guidelines for each and every employee to follow in their efforts to put the Basic Business Philosophy into practice.
    Our top priority is to enhance the competitiveness of the three-battery integration, make it a unique, industry-leading solution and develop it into a robust product and service.     I have been involved in fuel cell development since joining Panasonic. I take great pride in playing a role in the practical application of hydrogen, a clean energy source, in society. The academy is a state-of-the-art facility designed to provide world-class skill development and training programmes.

    The NSDC International Academy is a landmark initiative designed to bridge the gap between Indian youth and global employment opportunities. It will serve as a centre of excellence, offering specialized training programs aligned with the skill demands of countries like Germany, Japan, and Israel. Shri Chaudhary flagged off the departure of 11 candidates headed to Germany. He toured the NSDC International Academy, interacted with students about their life journeys, and offered them motivation and also experienced the AI and VR facilities, advanced labs present at the centre.

     

    Delivering his address, Shri Jayant Chaudhary, mentioned, “We must recognize that young India is breaking barriers, moving beyond traditional career paths, and looking at new opportunities.   • MIL-OSI Europe: Answer to a written question – UN’s CERD acting beyond its remit on school curricula – E-002627/2024(ASW)

    The Committee on the Elimination of Racial Discrimination (CERD) is the body of independent experts that monitors implementation of the International Convention on the Elimination of All Forms of Racial Discrimination[1] (ICERD) by its state parties.

    The Committee issued on 21 December 2023 its concluding observations[2] on the combined 23rd to 26th reports of Germany, as state party to the ICERD.

    The Committee subsequently published on 11 December 2024 the information received from Germany[3] on follow-up to CERD concluding observations.

    This process is in line with the reporting obligations of state parties; states that have ratified the ICERD are required to submit regular reports to the Committee, detailing the progress in upholding the rights described in the Convention and measures taken to implement it.

    CERD examines these reports and issues recommendations on the implementation of the ICERD in that state — including in the area of education as per Article 7 of the ICERD: ‘States Parties undertake to adopt immediate and effective measures, particularly in the fields of teaching, education, culture and information, with a view to combating prejudices which lead to racial discrimination’.

    The EU remains a staunch supporter of the United Nations (UN) human rights system, including the independence of the treaty bodies responsible for monitoring the implementation of human rights treaties, as well as their independent mandate.

    Council Conclusions on EU Priorities in UN Human Rights Fora in 2024[4] reaffirmed that the EU ‘will continue calling on all states to fully engage with the UN human rights system, including the Human Rights Council and its mechanisms, such as the Special Procedures and the Universal Periodic Review, UN-mandated investigative bodies and the Treaty Bodies’.
