    How Yeomadon Farm used EWCO funding to create woodland

    Yeomadon Farm used their England Woodland Creation Offer (EWCO) funding to improve the landscape for business and recreation.

    Yeomadon Farm has been in Rob Moore’s family since the early 1900s and has seen a range of uses, including dairy, beef farming and a successful holiday cottage business.

    More recently, Rob and his wife Catherine have replaced their cattle with trees. They want their land to be more compatible with their holiday cottage enterprise by reducing heavy machinery around the cottages and, in time, to provide a woodland for the guests to enjoy.

    Moving towards forestry

    While Rob and Catherine didn’t have any prior experience of forestry, the family didn’t let this stand in their way. They chose to create woodland to complement their already thriving holiday cottage business, which has a focus on nature-based activities, such as fishing and local walks.

    They will also be looking for the woodland to generate income for them in the future.

    Rob Moore, owner of Yeomadon Farm, said:

    Our initial thought was if we could turn this agricultural land into forestry without it costing us anything, then we’ll be happy.

    Financially supported woodland creation

    After first hearing about the England Woodland Creation Offer (EWCO) in the Mole Valley newsletter, Rob and Catherine were keen to explore using their land to create woodland. They had some initial conversations with land agent Pryor and Rickett Silviculture about what this might look like, including which fields they had earmarked for planting.

    Their agent managed the woodland creation process from initial site visits, arranging involvement from a Forestry Commission woodland officer and the completion of the EWCO grant application, through to sourcing and planting the saplings.

    For Rob and Catherine, this process was really positive. They felt having an agent to guide them through the grant application was invaluable and made the financial side of the process much more straightforward.

    The scheme was eligible for an ‘additional contribution’ for water quality, a one-off payment available through EWCO where a woodland’s location and design deliver public benefits. In this case, for promoting drainage for the site’s waterlogged soils.

    The agents, along with the local woodland officer, helped Rob and Catherine select which trees to plant. This decision was largely based on what would be most suitable for the ground, which tends to get water-logged. They also wanted to ensure a mix of species to offer resilience against our changing climate and the threat of pests and diseases.

    The centre of the woodland is made up of Sitka spruce, Norway spruce, lodgepole pine and western red cedar, with a surrounding ring of mixed native broadleaf species close to the fishing lakes. The agents arranged contractors to hand plant 33,000 trees, which took 3 weeks.

    Catherine Moore, owner of Yeomadon Farm, said:

    We didn’t need to do anything. If we had to do the whole process all by ourselves, we wouldn’t have known where to start!

    Saving costs during the establishment process

    Rob and Catherine were able to make savings by doing much of the maintenance work themselves. Rob sprayed the surrounding ground around the new trees, which ensured growth wasn’t hampered by the grass or weeds. The process took him 8 days and saved on the expense of additional labour costs.

    Similarly, they put in the fencing themselves. They used a total of 1,800 metres of deer fencing and gates, with additional rabbit netting. As the woodland grows, they will seek additional advice on how it can provide further income. For now, they both agree that it stacks up financially.

    Benefits for nature, people and the planet

    Rob and Catherine have noticed some additional benefits to the wildlife and biodiversity of the area. They stated that “it may be that we’re just noticing the wildlife more than we used to, or that it’s flourishing now that we’re disturbing the land less, but we don’t remember seeing sparrowhawks before!” In addition, the woodland will, in time, be open for the guests at the holiday cottages to enjoy.

    The Yeomadon Farm scheme was celebrated in the Devon Woodland Awards ‘New Woodland on Farm’ category, where Rob and Catherine won silver. The judges praised the scheme and the ingenuity in designing and using specialist equipment for planting and maintenance.

    Top tips

    1. Consider using an agent. Rob and Catherine were completely new to forestry when they started on this journey and found it invaluable having an agent to navigate them through the process.

    2. Don’t underestimate the labour required in getting the scheme up and running. Factor these costs into your planning as they could make a big difference.

    3. Think about planning ahead. Work out how to manage the grass and what machinery you might need as these could all add up in terms of cost and overall finances.

    4. Consider your financing options in the short-term to cover the up-front costs of planting your new woodland. This is because EWCO payments are received once all capital work has been completed and evidence is reviewed.

  • MIL-OSI United Kingdom: A926 Emergency Gas Repair Works

    Due to emergency gas repair works, it has been necessary to close a 420-metre section of the A926 to all traffic between Rattray and Alyth at Pictfield, from 9.30am on Thursday 6 February 2025 until such times as the repairs are completed by SGN.

    Vehicles will be diverted during the closure via the A93, A923, A94 and B954. Emergency service access will be maintained throughout.  

    Unfortunately, the closure will have a significant impact on local Stagecoach bus services 57 and 57A.  Dundee and Perth bound services will operate to/from Blairgowrie Wellmeadow and will not operate via Rattray, New Alyth, and Alyth.  The operator has advised it will only be able to offer a limited shuttle bus service for Alyth to link passengers with services which will be diverted via Coupar Angus and Meigle during the closure. As a result, there will be no early morning commuter journeys or late evening service available. Please see the shuttle bus timetable (PDF, 110 KB) for further details. 

    A number of school transport contracts will also be affected, as outlined in the table below:

    Alyth will not be served, and contract will commence from Rattray Cross (0747). Alternative arrangements have been made for pupils from Alyth on Contract XSB/011 departing Alyth Square (0740). 

    XBG/011 (Smith and Sons): Meigle – Alyth – A926 – St Stephens Primary School 

    Contract will operate A926/Thorn Farm road end – Alyth – Meigle – then diversion route via B954 – A94 – Coupar Angus – A923 to/from St Stephens Primary School. Operator/Driver to liaise with parents regarding any revised pick-up times. 

    Service 57 (Stagecoach): Dundee – Alyth – Rattray – Blairgowrie (High School) – Perth  

    Service will not operate between Meigle (0814), Alyth (0823) & Rattray for Blairgowrie High School (0850). Pupils from Alyth are requested to travel on the Contract buses they are allocated to.

    Landmark reforms to force landlords to fix dangerous homes or face the full force of the law will be introduced for the first time later this year.

    As part of the government’s mission to transform the safety and quality of social housing, Awaab’s Law will come into force from October, ensuring social landlords have to investigate and fix dangerous damp and mould within a set amount of time as well as repair all emergency hazards within 24 hours.  Landlords who fail to comply face being taken to court, with social tenants able to use the full powers of the law to hold them to account.

    Awaab’s Law will be introduced through a phased approach to ensure it is applied as effectively as possible. This means that the protections it provides to damp and mould will be introduced quickly, which would not have been possible if the government applied the law to a wider group of hazards from the outset. This will also allow the government to test and learn so that the reforms benefit social tenants and secure the lasting legacy that Awaab Isaak’s family have fought so hard for. 

    The vital reforms will help drive a transformational and lasting change in the safety and quality of social housing, supporting the government’s pledge through the Plan for Change to deliver the biggest boost in social and affordable housing in a generation and build 1.5 million homes.

    The law is a lasting legacy to two-year-old Awaab Ishak, who tragically died after being exposed to mould at his Rochdale home in December 2020. In the wake of this tragedy, Awaab’s family has fought to secure justice, not only for their son but for all those who live in social housing.

    Deputy Prime Minister Angela Rayner said:

    “We have a moral duty to ensure tragedies like the death of Awaab Ishak never happen again.

    “Landlords cannot be allowed to rent out dangerous homes and shamelessly put the lives of their tenants at risk.

    “Our new laws will force them to fix problems quickly, so that people are safe in their homes and can be proud to live in social housing.”

    From October, Awaab’s Law will force landlords to fix damp and mould as well as carry out emergency repairs. We will then take a step-by-step approach to make the law stronger over time so that landlords will be legally required to fix all dangerous hazards from 2027. These repairs will have to be delivered within set timescales to ensure that landlords are meeting their responsibilities.

    However, social landlords must continue to fix dangerous issues in their homes before Awaab’s Law is fully implemented. They already have a duty to keep their homes fit for human habitation and to remedy disrepair, and they must also ensure that their homes meet the Decent Homes Standard. Awaab’s Law will set clearer and stronger laws to ensure that tenants are living in safe homes.

    Housing Minister Matthew Pennycook said:

    “Awaab Ishak’s family have tenaciously and courageously fought to secure justice, not only for their son but for all those who live in social housing.

    “Awaab’s Law will help to drive a transformational and lasting change in the safety and quality of social housing, ensuring tenants are treated with fairness and respect”.

    In the coming months we will bring forward further reforms designed to drive up standards across social housing and to build greater trust and transparency between landlords and tenants. This government will:

    • Introduce powers through the Renters’ Rights Bill to extend Awaab’s Law to the private rented sector. We will consult on how to apply Awaab’s Law to privately rented homes in a way that works for the sector and is fair and proportionate for tenants and landlords.
    • Consult on a new Decent Homes Standard and minimum energy efficiency standards, to ensure tenant’s homes are made safe, warm, and free from disrepair.
    • Legislate to require social landlords to carry out electrical safety checks at least every five years, as well as mandatory appliance inspections on all electrical appliances that are provided by the landlord.

    Notes to editors

    • We are intending to lay the Awaab’s Law regulations in parliament as quickly as we can to secure these protections and provide the sector with clarity and time to prepare ahead of requirements which will come into force in October of this year. 
    • In 2023, 7% of social rented homes had a damp problem and 4% had hazards rated at the most dangerous ‘category 1’ level.
    • Our phased approach will work as follows:

    • From October 2025 social landlords will have to address damp and mould hazards that present a significant risk of harm to tenants to fixed timescales.
    • From October 2025 social landlords will also have to address all emergency repairs including for damp and mould or other hazards as soon as possible and within no longer than 24 hours.
    • In 2026, requirements will expand to apply to a wider range of hazards. In addition to damp and mould, the hazards we expect to extend Awaab’s Law to in this second stage of implementation include excess cold and excess heat; falls; structural collapse; fire, electrical and explosions; and hygiene hazards.
    • Then in 2027, the requirements of Awaab’s Law will expand to the remaining hazards as defined by the HHSRS (excluding overcrowding). The full list of hazards can be found in schedule 1 to the Housing Health and Safety Rating System (England) Regulations 2005.

  • MIL-OSI United Kingdom: Charity regulator convenes discussions on safe delivery of urgent Middle East aid

    The Charity Commission hosted a roundtable meeting today (6 February 2025) bringing together major international aid charities and government departments to discuss the pressing need to secure the flow of aid to the Middle East.

    Leaders of organisations including the Disasters Emergency Committee were joined by senior officials from the Foreign, Commonwealth and Development Office, the Home Office and HM Treasury.

    Leaders of umbrella bodies NCVO and Bond also participated in the meeting, held in central London.

    Discussion centred on how partners across civil society and government can work effectively to accelerate delivery of aid to the Middle East within a strong regulatory framework.

    Representatives explored the practical operating challenges of seeking to support those living in areas devastated by the impact of recent events in the region. They discussed the importance of regulatory compliance, including with the various legal duties and challenges affecting charities working in the Middle East.

    Following the meeting, the Commission undertook to work with other government departments to publish further guidance to support charities of all sizes seeking to operate in the region.

    Chief Executive Officer of the Charity Commission, David Holdsworth, said:

    The role of aid charities will be crucial not only to providing immediate humanitarian support to people in the region, but to the long, complex process of rebuilding Gaza, Syria and other war-torn areas.

    As the charity regulator our role is to enable as well as to enforce. In convening today’s roundtable the Commission sought to bring together key players for an honest conversation about the challenges and risks involved in delivering international aid in such circumstances.

    All were united by an ambition to help ensure that the UK and its citizens can effectively help bring aid to a region in desperate need.

    The Commission stands ready to support however it can within its regulatory remit and we will shortly publish further advice to charities working in this area.

    Loneliness

    Loneliness can affect your mental and emotional wellbeing.

    Many people have experienced, or are experiencing, feelings of loneliness.

    Sometimes admitting you feel lonely is difficult.

    It’s important to try to connect with friends, family and communities, and to look out for those who may be experiencing loneliness.

    If you’re struggling and need to speak to someone, there are helplines on the Helplines NI website.

    Start a caring conversation

    Start a caring conversation with someone you’re concerned about. Let them know about that concern.

    Give them the space to explain what’s going on and how they’re feeling. 

    Offering a gentle word of support and listening in a non-judgemental way can make all the difference.

    Encourage them to tell their story in their own way and at their own pace. Let them know that you will support them to find the help that they need.

    By asking the questions ‘are you feeling a bit low?’ or ‘are you worried about something?’, you’re:

    • acknowledging their distress
    • giving them the chance to talk about something that is probably very frightening for them

    It’s even okay to ask someone if they have had thoughts about harming themselves or about suicide.

    Talking about how they’re feeling could be the first step towards recovery.

    Recognising potential warning signs

    Mental health issues can affect anyone at any time of life and in different ways. 

    There are some early warning signs that may show mental ill-health or a mental health problem, including:

    • mood swings or a consistently lower mood
    • lack of care for personal appearance or personal responsibilities
    • increased use of alcohol or other drugs
    • a loss of interest in doing things they previously enjoyed
    • withdrawing from social activities or spending less time with family and friends
    • disturbed sleep, perhaps not getting enough sleep or sleeping too much
    • eating less than normal or overeating, perhaps losing or gaining weight
    • being more irritable, over-sensitive or aggressive
    • having difficulty following a conversation, remembering things or concentrating
    • experiencing repeated physical symptoms such as aches and pains or unexplained illnesses
    • a drop in work performance
    • doing things that don’t make sense to others
    • hearing or seeing things that no-one else can hear or see
    • talking about not wanting to live

    Someone having suicidal thoughts may not ask for help, but that doesn’t mean they don’t want help and support. It can be difficult finding the words to say how they’re feeling.

    “The Bill from the Assembly Commission – on which all Executive parties and SDLP are represented – has a clear agenda.

    “It strips out the power for the Remuneration Board to make recommendations on MLA allowances leaving these with the Assembly Commission comprised of MLAs from the Executive plus the SDLP.

    “When it comes to MLA pay, it stipulates that the Remuneration Board “must have regard to the salaries payable to MPs, members of the Scottish Parliament, the Welsh Parliament and (bizarrely) members of both Houses of Parliament in the Irish Republic.

    “Additionally, it removes provisions which prevented former MLAs from sitting on the panel. This creates a clear conflict of interest as former MLAs benefit from the Assembly pension scheme.

    ““The practical outworking of this is that we now have the sham of MLAs claiming that nothing has been decided in terms of a pay rise while knowing full well that they have set the parameters of the legislation in such a way that a significant hike in pay is inevitable. In dictating that the Remuneration Board must take account of salaries paid to members in other legislatures – where the pay is greater than that received by MLAs currently – it is an obvious stitch up.

    “The previous Financial Review Panel was not perfect – it made some crazy decisions about not permitting MLA office phone numbers on office signs for example – but to propose such radical change is totally unwarranted. While the Assembly was determined to avoid a vote this week, TUV – having forced a public debate on the issue – will ensure that amendments are tabled which if passed will derail the bonanza pay deal for Northern Ireland’s underworked MLAs. Should the amendments not be passed the public will have opportunity to pass their verdict on those who oppose them.

    “Many people will draw their own conclusions from the fact that while there is a distinct lack of legislation on the issues which matter to the public, MLAs have been able to find the time to construct a Bill of this nature in their own selfish interests. What a telling commentary on one year of devolution!”

  • MIL-OSI Global: Ofsted inspections affect not just teachers but also the people who train them

    Ofsted, England’s education inspectorate, has proposed changes to the way it assesses schools, colleges and universities that offer teacher training. The suggested changes include the move to a report-card system rather than a headline judgment.

    These changes stem from Ofsted’s The Big Listen consultation, which gathered insights from children, parents and education professionals.

    The findings brought many issues to light. Among the biggest was the negative impact of inspections on teachers.

    Data suggests that nearly three-quarters of teachers believe the process is bad for their mental health. In extreme cases, the stress has been linked to suicide. The effect of inspections on teachers has rightly received attention from researchers, media outlets and union and professional education bodies.

    But the toll Ofsted takes on mental health and wellbeing extends beyond schools. Ofsted also inspects and regulates organisations involved in education, training and care, including early years education, further education colleges and initial teacher education providers.

    As part of a wider study on burnout among university staff who train teachers in the UK and Ireland, our research has explored the effect of Ofsted on these staff in England. We carried out detailed interviews with five teacher educators, and 36 responded to a survey on their experiences.

    Academics who teach trainee teachers balance their scholarly duties with providing practical preparation and training. They are not necessarily a group people imagine when they think of Ofsted inspections. However, because the quality of teacher education affects classrooms, they are appraised to ensure quality and accountability. The inspections are high stakes, with reputational consequences for a poor report.

    The process of inspection

    Like school-based inspections, teacher education inspections follow a structured process. Ofsted inspections for initial teacher training providers are currently paused until January 2026, as changes to the inspection process are made – including the introduction of report cards to replace remove the overall effectiveness grade. But it is as yet unclear how much of the inspection process will change.

    When we interviewed staff, institutions received just three days’ notice of the inspection date, and were required to submit key documentation, including trainee and placement data, timetables and curriculum details for pre-inspection review.

    This was followed by an on-site visit lasting up to five days, during which Ofsted inspectors observed teaching, interviewed staff and trainees and assessed paperwork. They then gave feedback before publishing a final review.

    Ofsted maintains inspections act as a force for improvement. However, many teacher educators see them as high-stakes scrutiny rather than meaningful support.

    We found that inspections had a negative effect on the wellbeing of the university staff in ways that mirrored the experiences of school teachers. For example, they talked of the “exhausting” unpredictability of anticipating an inspection. Although inspections are carried out every three years, initial teacher education providers were never sure when the call will come.

    This resulted in months of worried waiting. “At the moment, we are expecting Ofsted, so that means every Wednesday between January to June, they might ring,” one member of staff told us.

    This stress reflects a wider flaw in the accountability system at both school and higher education levels. Fear of inspection outweighs its intended purpose of improvement.

    In its response to the Big Listen, Ofsted stated that it would review the notice periods it gave for inspections to reduce the pressure on providers. But wider change is needed to address the effect inspections have on wellbeing.

    Staff described how the constant cycle of inspections shaped their occupational wellbeing. Following the inspection, assuming it went well, they would get back to the job they love for one or two years before the anticipatory stress returned. Perhaps most tellingly, as with school teachers, participants suggested it was putting them off their profession: “If anything was going to drive you out of initial teacher education, it would be Ofsted.”

    Burnout and performativity

    Though Ofsted insists inspections should reflect normal practice, teacher educators know better. The demand to document every aspect of their work means long hours under high pressure with little time to switch off. This constant performance mode increases their risk of burnout. “It almost doubles your workload because you are doing your job and making sure you can demonstrate you are doing the job,” one said.

    For some, the need to prove compliance results in tunnel vision that overrides their day-to-day work, including supporting students and teaching.

    Beyond workload, Ofsted inspections can take a heavy emotional and professional toll, making teacher educators feel undervalued. For some, the process creates a demoralising, adversarial environment. “It feels like they are playing universities off against each other,” one respondent said. Competition enters a usually collaborative atmosphere, but “the reality is people involved in teacher training don’t want to compete with each other”, we were told in an interview.

    The role of a university-based teacher educator also comes with stresses particular to higher education. Unfortunately, much of the preparation staff do for Ofsted is invisible in university workload models, while academia’s research-over-teaching bias downplays their valuable contributions. They are also working against the shadow of mass staff cuts at universities.

    A streamlined, transparent, and predictable process that supports rather than overburdens staff could help retain their talent and expertise. Otherwise, in addition to a teacher shortage, there may be a shortage of people who teach them.

  • MIL-OSI Africa: Congo’s stylish sapeur movement goes beyond fashion – 5 deeper insights

    In the two Congos, there’s a cultural movement by the Society of Ambience-Makers and Elegant People (Sape), known as “sapeurs”, who blend fashion, culture and social resistance. Though it was rooted primarily in the Democratic Republic of Congo (DRC) and the Republic of Congo, the movement is now spreading worldwide, through Congolese migration.

    As a researcher, I have studied Sape in its cultural, social and symbolic dimensions.

    Sape is far more than a fashion trend. Here are five key things to know about this movement.

    1. The history of Sape

    Sape emerged during the colonial era, first in Brazzaville and later in Leopoldville (now Kinshasa), when young Congolese began adopting and reinterpreting the clothing style of colonisers. This movement was not merely about fashion. It served as a way for people to express their self-worth and respectability in a context where it had been denied or diminished. Over time, it also became a subtle, yet powerful, form of resistance against colonial domination.

    This process continued after independence. It became a symbol of resistance to dictatorship, particularly under the regime of President Mobutu Sese Seko of Zaire (now DR Congo). He advocated for the rejection of western clothing in favour of traditional attire, but Sape persisted as a counter-cultural statement.

    The movement expanded to Europe with Congolese migration, in the 1970s and 1980s, where sapeurs reinterpreted European fashion — often incorporating vibrant colours and eccentric details — turning style into a tool of subversion. From the outset, it drew on diverse influences, including European culture, but transformed them to create a distinctly Congolese style.

    By adopting the clothes of the colonialists, young Congolese appropriated symbols of power and social status, while hijacking them to assert their own identity. Sape thus became a means of uplifting the value of Congolese culture under imposed cultural domination.

    2. The rules of Sape

    Sape is often compared to 19th-century European dandyism – a 19th-century fashion trend that emerged in England for men who aspired to refinement and elegance. Sapeurs, with their designer clothes, bold colours and preoccupation with sartorial elegance, embody a modern, African version of this tradition.

    For them, Sape is more than just a way of dressing. It is a philosophy based on several fundamental principles: an expression of identity, the quest for excellence or refinement and cultural and social resistance.

    “Sapology” imposes strict rules. These include respecting the colour trilogy – which stipulates that no outfit should feature more than three different colors (to ensure harmony and avoid discordant colour combinations), maintain rigorous clothing hygiene, and commit to constant elegance. For sapeurs, appearance is a powerful way to make an impression and stand out in an environment often defined by hardship.

    Elegance in dress isn’t just about wearing expensive clothes, it also extends to behaviour. Sapeurs have a particular attitude – they use sophisticated language and refined gestures, and maintain an attitude of courtesy and respect. Some of their public posturing echoes that of European dandies, like a specific gait, often slightly stooped with crisscrossing steps, used to highlight the details of their attire, such as clothing seams, shoes and socks. Their way of moving and speaking is just as important as the clothes they wear.

    This performative aspect makes Sape a true living spectacle. At gatherings of sapeurs, participants compete in elegance and creativity, strutting as if on a runway. This transforms the streets where they gather into an open stage where everyone can express themselves and showcase their style.

    3. Expansion via the diaspora

    The Sape movement isn’t confined to the streets of Brazzaville and Kinshasa. It has evolved into a global phenomenon, spreading first within the Congolese diaspora in Paris. It then expanded to other European cities where these migrants reside, such as Brussels. The movement has even reached American cities, like New York and Montreal.

    For Congolese living in western countries, Sape is a way of reconnecting with their roots and asserting their identity, in often challenging circumstances. It enables these members of the diaspora to create a positive identity at a time when discrimination and social precariousness are commonplace.

    In Europe’s major cities, Sape serves as a way to resist social invisibility. Congolese migrants, often pushed to the margins of society, use Sape to make themselves visible, drawing attention to their presence and asserting their place by wearing flamboyant costumes.

    Sape is therefore a form of social protest, a way of defying the expectations of the host society.

    4. The role of music

    A key factor in the success and global recognition of the Sape movement is its strong connection to Congolese popular music.

    Artists like Papa Wemba and Aurlus Mabélé have played crucial roles in promoting “the Sape”. They incorporated its aesthetic into their public personas and performances. In France and Belgium, Papa Wemba’s concerts became major events for the Congolese community. These concerts provided an opportunity to showcase and celebrate the Sape movement.

    Congolese popular music has served as a vehicle for spreading the Sape ideals, popularising this lifestyle as a symbol of success.

    Within the world of Congolese popular music, Sape has risen to the status of a religion – Kitendi, the “religion of fabric”. This religion has its pope, high priests, priests, priestesses, and countless devoted followers.

    Papa Wemba, often referred to as the “King of Sape”, was a charismatic figure who masterfully combined music and fashion to craft a powerful cultural identity. Every outfit he wore was meticulously selected to embody the elegance and prestige of Sape.

    By wearing clothes from prestigious brands, Papa Wemba made Sape a symbol of success for many young Congolese. He also contributed to the export of Sape beyond African borders.

    5. Preserving the dignity of the poor

    Sape is marked by an interesting paradox: it combines luxury clothing and a flamboyant lifestyle with often precarious living conditions. For many sapeurs, elegance is a goal that takes precedence over material comfort. Sapeurs invest a large part of their income in designer clothes, sometimes to the detriment of their daily quality of life. This sacrifice is seen as necessary to maintain their status within the sapeur community.

    For sapeurs, visibility and recognition are paramount. An invisible “sapeur”, they say, ceases to be a “sapeur”. This highlights the movement’s complexity.

Through Sape, they subvert traditional social hierarchies, emphasising that elegance and personal worth are not solely tied to economic means.     Renters need to be protected from price hikes.

    The Scottish Government has been urged to support tenants by maintaining protections that are set to expire next month.

    In 2022 the then Green Minister, Patrick Harvie, introduced a temporary cap on most in-tenancy rent increases. Since the end of the cap in March 2024, there has been a temporary rent adjudication system in place, also introduced by Mr Harvie. This potentially allows rent increases to be limited to no higher than 12% if a tenant applies to a rent officer for a decision.

    At the time, the Scottish Government said that the rent adjudication system was to support the transition away from the rent cap and to the forthcoming system of Rent Control Areas, and protect tenants from excessively large rent increases which could be experienced if there is a sudden move to open market rent levels that have been suppressed.

    The Scottish Government has indicated to the Scottish Association of Landlords that the temporary restrictions will not be renewed at the end of next month.

    In her first question to the First Minister, Ms Slater said:

    “Rents across Scotland are skyrocketing. Tenants are paying the price, while private landlords are lining their pockets.

    “And whilst the upcoming Housing Bill finally promises permanent rent controls to fix the system, these won’t come into force until 2027.

    “Right now, tenants are protected by temporary controls introduced whilst the Greens were in Government.

    “But these protections are set to expire in just two months, exposing tenants to extortionate rent increases. And despite having the powers to extend these protections, the Scottish Government has pledged not to.

    “First Minister – will you do the right thing to protect tenants and ensure these temporary protections are extended until permanent rent controls are in place?”

    In his response the First Minister did not commit to maintaining the existing protection.

    In her second question, Ms Slater said:

    “First Minister, the cost-of-living crisis for tenants has not gone away. Over the last 10 years, monthly rent for a two-bed flat in Edinburgh has more than doubled.

    “Some tenants are already reporting spending more than 70% of their income on rent. We agree on the need for permanent rent controls in the Housing Bill.

    “But this Government’s decision to scrap vital bridging rent controls will give landlords free rein to hike rents for two years. It is absolutely no surprise that the Association of Landlords has called it, to quote, “a very welcome announcement.”

    “But what does the First Minister have to say to renters who will be facing this cliff-edge in just a few weeks’ time?”

    Nuclear has no place in Scotland.

    Nuclear energy is a costly and toxic distraction from the clean, green renewables investment that we badly need to make, says the Scottish Greens’ climate spokesperson, Mark Ruskell MSP.

    Mr Ruskell’s comments come as the Labour Party has doubled down on its support for the nuclear industry.

    Mr Ruskell said:

    “Nuclear energy is no solution to the climate crisis, and it is staggering that the Labour Party is so determined to double down on it.

    “New Nuclear energy would be a massive backwards step. It is a toxic and costly distraction from the clean, green renewable investment that we badly need to make.

    “It is unsafe, unreliable and will not do anything to lower the obscene bills that households across our country are being hit with. The last thing we should be doing is throwing billions of pounds at it.

    “Scotland has amazing potential in clean renewable energy, but it requires the political will to meet it. It is that green investment that can help us to tackle the climate emergency, drive down energy prices and cut our reliance on fossil fuels.”

  • MIL-OSI Global: Trump’s offshore wind energy freeze: What states lose if the executive order remains in place

    A single wind turbine spinning off the U.S. Northeast coast today can power thousands of homes – without the pollution that comes from fossil fuel power plants. A dozen of those turbines together can produce enough electricity for an entire community.

    The opportunity to tap into such a powerful source of locally produced clean energy – and the jobs and economic growth that come with it – is why states from Maine to Virginia have invested in building a U.S. offshore wind industry.

    But much of that progress may now be at a standstill.

    One of Donald Trump’s first acts as president in January 2025 was to order a freeze on both leasing federal areas for new offshore wind projects and issuing federal permits for projects that are in progress.

    The order and Trump’s long-held antipathy toward wind power are creating massive uncertainty for a renewable energy industry at its nascent stage of development in the U.S., and ceding leadership and offshore wind technology to Europe and China.

    As a professor of energy policy and former undersecretary of energy for Massachusetts, I’ve seen the potential for offshore wind power, and what the Northeast, New York and New Jersey, as well as the U.S. wind industry, stand to lose if that growth is shut down for the next four years.

    Expectations fall from 30 gigawatts by 2030

    The Northeast’s coastal states are at the end of the fossil fuel energy pipeline. But they have an abundant local resource that, when built to scale, could provide significant clean energy, jobs and supply chain manufacturing. It could also help the states achieve their ambitious goals to reduce their greenhouse gas emissions and their impact on climate change.

    The Biden administration set a national offshore wind goal of 30 gigawatts of capacity in 2030 and 110 gigawatts by 2050. It envisioned an industry supporting 77,000 jobs and powering 10 million homes while cutting emissions. As recently as 2021, at least 28 gigawatts of offshore wind power projects were in the development or planning pipeline.

    With the Trump order, I believe the U.S. will have, optimistically, less than 5 gigawatts in operation by 2030.

    That level of offshore wind is certainly not enough to create a viable manufacturing supply chain, provide lasting jobs or deliver the clean energy that the grid requires. In comparison, Europe’s offshore wind capacity in 2023 was 34 gigawatts, up from 5 gigawatts in 2012, and China’s is now at 34 gigawatts.

    What the states stand to lose

    Offshore wind is already a proven and operating renewable power source, not an untested technology. Denmark has been receiving power from offshore wind farms since the 1990s.

    The lost opportunity to the coastal U.S. states is significant in multiple areas.

    Trump’s order adds deep uncertainty in a developing market. Delays are likely to raise project costs for both future and existing projects, which face an environment of volatile interest rates and tariffs that can raise turbine component costs. It is energy consumers who ultimately pay through their utility bills when resource costs rise.

    The potential losses to states can run deeper. The energy company Ørsted had estimated in early 2024 that its proposed Starboard Offshore Wind project would bring Connecticut nearly US$420 million in direct investment and spending, along with employment equivalent to 800 full-time positions and improved energy system reliability.

    Massachusetts created an Offshore Wind Energy Investment Trust Fund to support redevelopment projects, including corporate tax credits up to $35 million. A company planning to build a high-voltage cable manufacturing facility there pulled out in January 2025 over the shift in support for offshore wind power. On top of that, power grid upgrades to bring offshore wind energy inland – critical to reliability for reducing greenhouse gas emissions from electricity – will be deferred.

    Technology innovation in offshore wind will also likely move abroad, as Maine experienced in 2013 after the state’s Republican governor tried to void a contract with Statoil. The Norwegian company, now known as Equinor, shifted its plans for the world’s first commercial-scale floating wind farm from Maine to Scotland and Scandinavia.

    Sand in the gears of a complex process

    Development of energy projects, whether fossil or renewable, is extremely complex, involving multiple actors in the public and private spheres. Uncertainty anywhere along the regulatory chain raises costs.

    In the U.S., jurisdiction over energy projects often involves both state and federal decision-makers that interact in a complex dance of permitting, studies, legal regulations, community engagement and finance. At each stage in this process, a critical set of decisions determines whether projects will move forward.

    The federal government, through the Department of Interior’s Bureau of Offshore Energy Management, plays an initial role in identifying, auctioning and permitting the offshore wind areas located in federal waters. States then issue requests for proposals from companies wishing to sell wind power to the grid. Developers who win bureau auctions are eligible to respond. But these agreements are only the beginning. Developers need approval for site, design and construction plans, and several state and federal environmental and regulatory permits are required before the project can begin construction.

    Trump targeted these critical points in the chain with his indefinite but “temporary” withdrawal of any offshore wind tracts for new leases and a review of any permits still required from federal agencies.

    Jobs and opportunity delayed

    A thriving offshore wind industry has the potential to bring jobs, as well as energy and economic growth. In addition to short-term construction, estimates for supply chain jobs range from 12,300 to 49,000 workers annually for subassemblies, parts and materials. The industry needs cables and steel, as well as the turbine parts and blades. It requires jobs in shipping and the movement of cargo.

    To deliver offshore wind power to the onshore grid will also require grid upgrades, which in turn would improve reliability and promote the growth of other technologies, including batteries.

    Taken all together, an offshore wind energy transition would build over time. Costs would come down as domestic manufacturing took hold, and clean power would grow.

    While environmental goals drove initial investments in clean energy, the positive benefits of jobs, technology and infrastructure all became important drivers of offshore wind for the states. Tax incentives, including from the Inflation Reduction Act, now in doubt, have supported the initial financing for projects and helped to lower costs.

    It’s a long-term investment, but once clear of the regulatory processes, with infrastructure built out and manufacturing in place, the U.S. offshore wind industry would be able to grow more price competitive over time, and states would be able to meet their long-term goals.

    The Trump order creates uncertainty, delays and likely higher costs in the future.

    Today (Thursday, 6 February) UK Government Scotland Office Minister Kirsty McNeill spoke at the NFU Scotland conference in Glasgow.

    Good morning everyone, thank you for inviting me to be here with you today. I’d like to thank Martin Kennedy for that kind introduction and congratulate him for his work in leading the NFUS as he finishes his term as your President.

    I’d also like to start with a huge thanks for your dedicated work in continuing to produce, gather and distribute top quality food across the whole of the UK. But more than that, thank you to all farmers and crofters for the central role you play in our national life and heritage in Scotland.

    Despite countless challenges – not least the famous Scottish climate – farmers continue to work tirelessly, day after day, to feed the United Kingdom, and further afield.

    And be in no doubt, the UK Government will continue to do our part in supporting Scottish farmers and crofters, who form such a central part of our rural and island communities.

    Of course, the majority of environmental policy is devolved, with agriculture policy fully devolved. We will continue to respect the devolution settlement and strengthen relations with the Scottish Government as part of our ongoing resetting of relations.

    But there is much we can and are doing for farming and rural communities more broadly through our Plan for Change to turbo-charge economic growth and deliver a decade of national renewal and opportunity for all.

    Now, let’s be real. I know what you want to ask me about today. And I know that you’re angry. So I’m not going to shy away from a conversation about APR. But I do want to contextualise it. It’s the job of the NFU to make the case for your members. And it’s the job of the UK Government to listen, yes, but to also take a broad and long term view, balancing competing perspectives.

    And the facts are these. The UK Government’s Autumn Budget last year delivered the largest settlement for the Scottish Government in the history of devolution.

    The Chancellor announced on 30 October an additional £1.5 billion for the Scottish Government to spend in this financial year, and an additional £3.4 billion in the next.

    The Scottish Government will be able to allocate this record funding to devolved areas, including agriculture and rural communities. And that does mean your interests will be weighed alongside other devolved policy areas – that’s devolution in action. But I hope you will also see the benefit to your members of this record investment we’ve made available for Scotland’s public services. Because you know better than anyone that our farming communities are too often the ones with the worst access to NHS services. Public transport is sparse or non-existent. Cuts to schools and local services often hit your families harder than those in our big cities. I’m proud of this investment into the Scottish Government and I hope you will come to be too.

    And where policy is reserved, such as in relation to immigration or international trade, we will help support the industry through continuous engagement and development of policy. This is how devolution should work, and we are determined that it does.

    Our new Food Strategy will deliver clear long-term outcomes that create a healthier, fairer, and more resilient food system. We will work together with the Scottish government to complement the progress that they have already made in this area.

    Russia’s illegal invasion of Ukraine sent shock waves across the global supply chain, and the price of fertilisers and energy bills skyrocketed. That is one reason why we have launched our Clean Power 2030 Action Plan. By sprinting towards clean, homegrown energy, we will protect our energy security from international shocks, create thousands of good quality jobs, tackle climate change and drive down bills for good.

    We are taking some bold steps, including by setting up Great British Energy. This new, homegrown energy company – headquartered here in Scotland – will provide a catalyst for new, clean energy projects across the UK.

    Unpredictable weather has been causing floods and droughts as the climate continues to change, directly impacting crop production and, consequently, your profits. This hits particularly hard in areas that are less favourable for farming, and there are many of these in Scotland.

    This industry is resilient. I am in awe of everyone in this room who contributes to our food security, our rural and island communities and the growth of the UK economy. But let me make one thing clear – this Government does not take your resilience and adaptability for granted.

    My own constituency of Midlothian is dotted with farms and farmers, many of whom I have had the pleasure of meeting both as I campaigned, and in my first proud months as their representative in Parliament.

    I know that there is no substitute for meeting people in the places they live and work, on their terms. I have carried this principle into my first months as a Minister in the Scotland Office. On one of my very first ministerial visits last year I met with Lucy and Pete Grewar, who own Sheriffton Farm in Perthshire.

    I was there to discuss their challenges in finding staff to help pick their broccoli, and made a promise to come back with a Home Office ministerial colleague to visit Scotland to hear about these issues directly. I was thrilled that we were able to do that earlier this week when alongside NFUS representatives, Seema Malhotra, the Minister for Migration and Citizenship, and I visited a soft fruit farm in Aberdeenshire.

    Whilst on the farm, Seema and I had further discussion with the owners and NFUS about the Seasonal Workers; Visa scheme and how labour shortages impact their work, but also the need to drive economic growth and encourage domestic workers to take up these vital jobs.

    I also had similarly frank and productive conversations with crofters on the Isle of Lewis. We will continue to engage with you, and I will continue to invite my UK Government colleagues to come up to Scotland and hear directly from rural communities what they need.

    I value every single one of these visits as it gives me the opportunity to really hear from the people who are directly impacted by Government policy, and who also help us achieve our goals of food security, sustainability, Net Zero, economic growth, and countless others.

    And I just want to reassure you that I really listen in these conversations and I do, personally, read everything that I am sent in follow up. So if you have evidence you want me to read, stories you want me to hear or places you want me to visit I give you my word: you will always get a hearing from me. Just be in touch.

    Now there are four areas of UK Government policy that I want to focus on in the time I have left.

    Firstly, inheritance tax.

    This Government was forced to make many difficult decisions when it came into power due to our own challenging inheritance of the £22 billion financial black hole in public finances left by the previous Conservative administration.

    We could have just ignored it. We could have kicked the problem down the road. But when we stood for election we promised to take the hard choices head on. We needed to act.

    I know many of you in this room don’t agree with how we responded and feel let down. So I want you to hear in my own words, as someone who represents farmers right across my own constituency, why the Government made this decision.

    Under the current system, APR and BPR have granted 100% relief since 1992 on business and agricultural assets. However, this is heavily skewed towards the very wealthiest landowners and business owners.

    According to the latest data from HMRC, 40% of agricultural property relief is claimed by just 7% of UK estates making claims. That means that just 117 estates across the UK were claiming over £200 million of relief in 2021-22.

    Unfortunately, we also know that the reality today is that buying agricultural land is one of the most well-known ways to avoid inheritance tax.

    This has artificially inflated the price of farmland, locking younger farmers out of the market.

    None of this is either fair or sustainable. That is why we are reforming how agricultural and business property relief work. From April 2026, relief will be targeted in a way that still maintains significant tax relief while supporting the public finances, and protecting working people.

    I would like to thank Martin and his colleagues at NFUS for their helpful engagement with myself and the Secretary of State for Scotland, Ian Murray, on this issue. I am grateful for the dialogue we have had and will continue to have.

    We have had a disagreement, not a falling out – a difference of opinion on one question should not – must not – prevent us from talking about all the others. And talking is what we will continue to do. We will continue to engage with stakeholders in meetings like this and on farms, and we will continue to strengthen relations with the Scottish Government, respecting the fact that agriculture policy is devolved. 

    That’s why in the coming months the Scotland Office will host a food and farming roundtable where we will invite the industry and the Scottish Government to sit together and discuss these important issues. This will allow us to keep these conversations going.

    Now I would like to further address the devolved agriculture budget.

    I appreciate the vital role Scottish agriculture plays in rural communities and the economy in Scotland. The Secretary of State for Scotland wrote to the Defra Minister for Rural Affairs and Food Security outlining this prior to the Autumn Budget.

    And at the Budget, Defra announced the biggest budget for sustainable food production and nature recovery in history. This included £620m for Scotland for 2025-2026, baselined from last year. This is an above-population share, and the ringfence was removed to respect the devolution settlement – meaning it is for the Scottish Government to determine how they support farmers and rural communities with the public services they rely on.

    But we did not stop there. We wanted to address the issues rural communities face holistically – and the Autumn Budget delivered on that.

    The fuel duty freeze extension means that rural communities who depend on cars, vans and tractors will be able to save more of their income.

    The Budget also gave the go ahead for rural growth deals in Scotland, such as for Argyll and Bute, creating hundreds of jobs and countless opportunities for rural and island communities there.

    We recognise how important it is for rural areas, especially in Scotland, to have the same broadband connectivity and opportunities as the rest of the UK, so we announced in the Budget last year an additional £500 million for Project Gigabit and the Shared Rural Network.

    Next I would like to touch on seasonal workers, referred to earlier.

    While we are not currently considering a Scotland-only visa, this Government knows how important securing the right workforce is to the agri-food chain. This includes skilled jobs such as butchers and vets and temporary roles, such as seasonal horticulture harvesting and poultry processing jobs.

    Underlining the government’s commitment to the horticultural and poultry industry, the Seasonal Worker visa route has been confirmed for 2025, with a total of 43,000 Seasonal Worker visas available for horticulture and 2,000 for poultry next year.

    This will help the sector secure the labour and skills needed to bring high quality British produce, including strawberries, rhubarb, turkey and daffodils to market.

    In addition, Defra published the 2023 Seasonal Workers Survey report on 21 October 2024. 

    The survey showed that the vast majority of respondents reported a positive experience from their time in the UK and 95% expressed a desire to return. This excellent feedback reflects so well on farmers and the vibrancy of rural communities.

    When I visited a Perthshire farm weeks into office, the clearest thing I heard was that Scotland’s farmers wanted a hearing at the Home Office – I promised then that I’d try to bring a Home Office minister to Scotland to hear from farmers directly and that’s a promise kept. Just two days ago I was in a farm in Aberdeenshire with Seema Malhotra, the immigration minister, hearing about how seasonal worker rules could be made to work better for you. The door is always open and so are our minds – we want an ongoing relationship with a practical focus on getting things done.

    -And finally, just let me say something on future trade deals.

    Supporting farmers will always be a priority for this Government. We have been clear we will protect farmers from being undercut by low welfare and low standards in trade deals.

    We will continue to maintain our existing high standards for animal Health and food hygiene, ensuring that imported products comply with our domestic standards and import requirements.

    We are committed to developing a trade strategy that will support economic growth and promote the highest standards of food production.

    The UK has a network of sixteen agrifood and drink attachés around the world who break down market access barriers, create new export opportunities and protect existing trade. Our attachés work closely with Scottish Development International’s global network on delivering market access / export opportunities for Scotland.

    Promoting Scotland internationally through initiatives such as Brand Scotland – a new initiative led by my department backed by three quarters of a million pounds of funding – is a priority for this Government, and these export opportunities are an excellent way to do that.

    In addition, we will seek to negotiate a Sanitary and Phytosanitary agreement with the EU to reduce trade frictions, boost trade and deliver significant benefits on both sides.

    I want to reiterate my commitment to you that this Government will do everything it can to support you, listen to you and advocate for you, to ensure we not only protect but also maximise the potential of this incredible industry.

    Let me end by saying that it has been the honour of my life to serve as MP of Midlothian since July of last year, so I am here today telling you that I will fight for you as a Minister, but I also understand the views of my constituents. Many of them have the same concerns as you.

    Many of them are either farmers themselves, or live in a rural community where farming is a crucial backbone.

    And I want to assure you I understand your importance is more than the material benefits you bring – important though that is. Alongside farming, tourism and heritage are also in my portfolio. I treasure Scotland’s vibrant national museums, and the National Museum of Rural Life is no different – it’s a beautiful, living tribute to Scottish farming and rural life.

    Every time I visit, I can feel the importance of farming to the Scottish identity. I know that all you want is to be able to do what you are good at, what you love.

    It is my duty and that of this Government to ensure you have everything you need to do that, to protect your place in this extremely important endeavour. I promise you we will not let you down. It’s just too important.

  • MIL-OSI Global: Reducing air pollution could increase methane emissions from wetlands – here’s what needs to be done

    What if well-meaning policies that reduce one atmospheric pollutant could also increase natural emissions of powerful greenhouse gases?

    Our findings, just published in the journal Science Advances, advance an earlier discovery of one such unfortunate interaction. This means that we need to work much harder than we thought to stay within the safe climate limits of the Paris agreement.

    The atmospheric pollutant in question is sulphur. Its current and projected decline from clean air policies aimed at reducing acid rain and fine particles, coupled with direct effects of increasing atmospheric CO₂ and warming, will lead to larger natural wetland methane emissions than expected.

    This is because sulphur has a very specific effect in natural wetlands that reduces methane emissions. On the other hand, CO₂ boosts methane production by increasing growth in plants that make the food for methane-producing microbes.

    Put simply, sulphur provides the conditions for one set of bacteria to outmuscle another set of microbes that produce methane over limited available food in wetlands. Under the conditions of acid rain sulphur pollution during the past century, this was enough to reduce wetland methane emissions by up to 8%.

    If we lift this sulphur “lid” on wetland methane production and increase CO₂, we have a double whammy effect that pushes wetland emissions much higher.

    We first discovered this effect in the early 2000s with field experiments that simulated acid rain sulphur pollution in the peatlands of North America, Scotland and Scandinavia. Further similar experiments took place on methane-emitting rice.

    Now, more than 20 years on, we have better modelling approaches that allow us to use improved estimates of the future of sulphur pollution and CO₂ for a range of scenarios. This allows us to link these back to methane emissions.

    The effect is substantial and we estimate that these different factors, in combination, will mean that policy instruments like the global methane pledge, which addresses anthropogenic emissions of methane, may need to work much harder.

    More than 150 nations signed up to the global methane pledge at the UN climate summit, Cop26, in Glasgow. The pledge seeks to reduce emissions of anthropogenic methane by 30% on a 2020 baseline by 2030.

    If successful, the climate benefit can be substantial (methane is around 30-80 times more potent than CO₂ as a greenhouse gas) and fast-acting. This is because methane only lasts in the atmosphere for around 10 years, leading to a rapid 0.2°C climate dividend by 2050.

    However, our findings show that between 8% and 15% of the allowable space for these human-made emissions is disappearing. This is due to the climate, CO₂ fertilisation, and sulphur unmasking effects. So, larger cuts are needed to achieve the same Paris climate targets.

    This isn’t the first time that the loss of an apparent broad climate-cooling action of atmospheric sulphur has been implicated in driving warming at a faster rate than anticipated.

    In 2020, shipping pollution controls were introduced globally to reduce emissions of sulphur dioxide and fine particles that are harmful to human health. This reduction in atmospheric sulphur over the oceans has been implicated in larger warming effects than expected in what has come to be known as “termination shock”.

    Part of the warming effect of emitted CO₂ is effectively masked by cooling sulphate particles in the atmosphere. If the source of the sulphate is stopped, the remaining sulphur in the atmosphere drops out rapidly, unmasking the warming effect of the CO₂ which lasts over 100 years in the atmosphere. For natural wetlands the unmasking effect on methane emissions can take a little longer, more a “termination rebound” than shock – but it soon catches up.

    Intentional interventions?

    So what can be done? In another paper recently published in Global Change Biology, scientists propose direct intervention in natural wetland methane emissions through adding sulphate to these ecosystems, essentially – and this time deliberately – replacing the sulphate lid on the wetland methane source. This raises questions about what a natural wetland actually is.

    What are the environmental ethics of deliberately intervening in this manner for ecosystems that are only just recovering from past incidental pollution effects? In emitting methane, they are, ultimately, just performing their natural function and should be protected for the vast carbon stores they contain and the valuable biodiversity that makes these ecosystems their home.

    So, we need to go back to the framework set up by the global methane pledge which is prompting much innovation to reduce human emissions from fossil fuel industries, waste and agriculture. We need to work harder on emissions first and foremost while also considering technologies to actively remove methane from the atmosphere.

    Atmospheric methane removal technologies are a new and under-investigated approach to managing atmospheric methane and they could be as simple as growing more trees.

    Over 120 job seekers turned out at last week’s job fair at the Market Place Theatre in Armagh to meet local employers and potentially apply for job positions on offer.

    The event was organised by Armagh City, Banbridge and Craigavon Borough Council’s Labour Market Partnership, in collaboration with the local Jobs and Benefits Office.

    Funded by the Department for Communities, Labour Market Partnerships create targeted employment action plans for council areas, allowing for collaboration at local and regional level to support people towards and into work.

    Job seekers had the opportunity to engage directly with potential employers including Mackle Pet Foods, McElmeel Mobility Services, Autism Initiatives, McKeevers Chemists, Southern Health and Social Care Trust, Translink and the PSNI. A range of training and support programme providers were also on hand to advise on schemes to help people get into employment, upskill or reskill for a new career path.

    Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Sarah Duffy commented:

    “These local job fairs are a platform for employers, training and support services and job seekers to connect and explore employment and training opportunities. It was a pleasure to meet the exhibitors and job seekers to hear more about the opportunities and challenges they face. Council events such as this are incredibly important in bridging gaps in skills or learning within our local economy.”

    The next job fair will take place in Lurgan Town Hall on Tuesday 25 February 2025 from 10am – 1pm.

    Responding to new data from the Copernicus Climate Change Service (1) showing that the global temperature was the highest on record for a January, Green Party co-leader Carla Denyer MP said: 

    “In light of this latest scientific evidence, it would be dangerously foolish to do anything to put our burning world in even greater danger. 

    “Yet that is exactly what the government is doing – determined to expand Heathrow and Gatwick airports and refusing to rule out giant new oil and gas fields at Rosebank and Jackdaw coming on stream. 

    “Indeed, Equinor, one of the oil giants wanting to exploit the Rosebank field, has decided to cut promised investments in renewables in favour of increased oil and gas production. (2) 

    “The government is sending totally the wrong signals to the markets. We need a government committed to speeding up the transition away from fossil fuels. The government must make it clear now that it will not allow new North Sea oil and gas drilling go ahead. 

    “We must also get serious about how we make our communities more resilient to the now-unavoidable impacts of climate change. We need our homes and our communities to be fit for the future.”

    More than 200 men awaiting treatment for prostate cancer are being recruited from eight UK cancer centres for the trial, led by researchers from the University of Aberdeen’s Rowett Institute and the University of Manchester thanks to a £660,000 grant from Prostate Cancer UK.
    Half the volunteers in the DIETRICH study will have their diet enriched with inulin (a fibre supplement derived from plants) before, during and after their treatment.
    Inulin is a widely-available prebiotic that supports the growth of beneficial bacteria that reduce gut wall inflammation, which is a major cause of these side effects.
    Researchers hope symptoms such as diarrhoea, bowel bleeding and bladder problems that occur when radiotherapy affects neighbouring non-cancerous cells can be made less severe or even eliminated.
    The other half of the group will receive a dummy supplement with no active ingredient for the same period – starting two weeks before treatment and ending three weeks afterwards – and complete the same surveys and medical tests.
    If the trial is successful – and the results then confirmed on a larger-scale – inulin supplements could become a routine part of treatment, meaning a more comfortable experience for patients and a reduction in the cost to the NHS of treating side effects.
    Early studies in animals suggest fibre supplements may also boost radiotherapy’s ability to kill cancer cells, and the trial will further explore this potential.
    Aberdeen’s Centre for Healthcare Randomised Trials (CHaRT) will handle the electronic collection of patient information using a specialised web-based data collection tool it has developed. As well as Aberdeen and Manchester, patients in Edinburgh, Glasgow, Liverpool, Preston, Leeds and Mount Vernon will take part.
    Scotland and North West England are two of the regions with the highest proportion of men whose prostate cancer is diagnosed late, at stage four – one in three in Scotland and one in five in the north west.
    Professor Anne Kiltie of the Rowett Institute, who is leading the study with University of Manchester’s Professor Ananya Choudhury, said: “We are delighted to receive funding from Prostate Cancer UK to undertake our study, DIETRICH. This study will test the value of inulin, a dietary fibre supplement with known health benefits, in men undergoing radiotherapy for prostate cancer. We anticipate that this will reduce intestinal and urinary side effects that men can experience from prostate radiotherapy and will allow us to confirm our laboratory findings. If our trial is successful, this will lead to us undertaking a much larger study on the benefits of inulin in men undergoing prostate radiotherapy.”
    Dr Matthew Hobbs, Director of Research at Prostate Cancer UK, said: “For thousands of men with early-stage prostate cancer, radiotherapy is a highly effective and potentially curative treatment. Sadly, however, some men can experience debilitating side effects as a result of their radiotherapy, like bowel and urinary problems, which can significantly impact their quality of life.
    “We’re really excited to be supporting this trial which is testing a relatively simple solution to tackle this significant problem. If shown to be effective, a fibre-rich diet could drastically reduce the severity of side effects that men experience as a result of their radiotherapy, resulting in faster recovery and a better quality of life. This study is being funded as part of a £2.7m investment from Prostate Cancer UK across 5 different projects to support innovative and ground-breaking research into the way we diagnose and treat prostate cancer.  
    “Prostate Cancer UK’s is the UK’s largest funder of prostate cancer research. Our schemes are deliberately designed to support different types of research and our Research Innovation Awards exist to support novel, game-changing projects just like this. It’s particularly great to be funding ground-breaking research across Scotland and the North West, two regions where far too many men are being diagnosed with later-stage prostate cancer.”
    CHaRT director Professor Graeme MacLennan said: “We are excited to work with Profs Kiltie and Choudhury on this important clinical trial. Their lab work showed potential for inulin to reduce the nasty effects of prostate radiotherapy on the bladder and bowel. “The next step is to confirm these findings in men getting radiotherapy. We’ve helped design the trial, and now our job is to help deliver it!”
    One person who is following the study closely is Dr Tim Ward, who own diagnosis with prostate cancer and the severe side effects he then experienced during radiotherapy forced him to take early retirement from his own job as a scientist researching cancer.
    Dr Ward, who now acts as a patient advocate, said: “If the DIETRICH study had been available when I first started my radiotherapy, I would most certainly have signed up for it and hopefully my side effects would have been much less of an issue. I think it is now clear that modifying the gut bacteria is going to be important in future radiotherapy treatments.”

  • MIL-OSI United Kingdom: Council staff combine with Armagh Fisheries to improve water quality

    Conservation staff from ABC Council’s Climate Sustainability and Parks (CSP) department have been working in partnership with Armagh Fisheries Ltd recently to deliver an exciting water quality improvement project on the Butterwater river, a major tributary of the Callan River.

    The project funded through a grant from Northern Ireland Environment Agency’s (NIEA) Water Quality Improvement Scheme (WQIS) involved a number of elements including a 6km long river survey to determine the current status of the river with recommendations for future improvements works.

    As well as the survey, 150 metres of nature-based revetment works were installed helping to prevent cattle poaching of exposed riverbanks which leads to siltation of instream habitats.

    The project also involved a community engagement and citizen science programme for aquatic conservation delivered through a series of environmental education / activity days with local community members.

    The last of these events was held at the Armagh City Hotel and was attended by over 50 individuals representing some 18 local groups and organisations all working to improve river systems and the water that flows into Lough Neagh.

    Presentations at the event included information on previous project works and successes, online training modules on catchment management, education programmes on water quality and rivers for young people and current funding streams available for groups to apply for further project work.

    The event was a great success and it is envisaged that the partnership between ABC Council’s conservation staff and local community groups looking to protect and enhance our important rivers and loughs will continue to go from strength to strength in the coming years as funding is made available.

    Spectra, Scotland’s Festival of Light, will get underway this evening as thousands of eventgoers from across Scotland, Aberdeen and further afield, are expected to descend on the Granite City to enjoy the magic and wonder that the popular four-day event offers.

    Featuring 15 artworks including giant projections and huge interactive light installations, as well as entertainment from street performers, to dancers, and musicians, the free-to-attend festival, owned and commissioned by Aberdeen City Council, and produced by Live Event Management, is now in its 11th year and saw over 100,000 people attend last year.

    Councillor Martin Greig, cultural spokesperson for Aberdeen City Council, said: “Spectra is finally here and we cannot wait for visitors from the city and beyond to revel in the magic that this year’s festival offers. The planning for this year’s festival has been underway for months. A great deal of people have been working with the Council to make this event a success. There has been excellent collaboration with artists and local groups. All the preparation and hard work is going to create wonderful experiences for everyone to enjoy. The opening night is a very happy celebration of all the collective artistic activity.”

    Running from 6th – 9th February and helping to light up the city are a range of leading artists and installations from across the UK and Australia, including a giant inflatable castle called Sky Castle by Australian artists ENESS, a huge neon colouring wall by Scottish illustrator, Johanna Basford OBE, and two installations by Newcastle-based Studio Vertigo which include a huge illuminated slinky and a giant moon apparently removed from its orbit and lassoed to a boat.

    A 50m long multi-sensory walkway by Kent-based Lucid Creates, is designed to distort reality, creating shifts in time and space, exploring the contrast between light and dark using strobes of light.

    The heartbeats of over 65 Aberdonians, a sprawling illuminated fungal network and a virtual exhibition by artist Craig Barrowman and local artists that transforms public space into an immersive experience using a smartphone and the Northern Lights AR app can also be enjoyed.

    A specially commissioned art piece by Aberdeen Art Gallery and Scottish artist, Council Baby, will take pride of place in the Gallery’s magnificent Sculpture Court area which will see a large-scale video installation projection comprising of four striking stained-glass designs which have been inspired by works in the city’s collection and visits to the area, with each animated panel capturing different aspects of Aberdeen’s rich history.

    The iconic ABERDEEN letters by Aberdeen Inspired will feature a special design for the occasion at their new temporary residence outside of Marischal College for the duration of the festival.

    Ryde Library is set to get a fresh new look following a successful application to the Arts Council England’s Libraries Improvement Fund.

    The grant will facilitate the refurbishment of the children’s library and the addition of an accessible toilet, with work starting on Monday, 24 February. The project is expected to be completed by the end of March.

    During the revamp, the main library will remain open except for a brief closure on Thursday, 20 February, Friday 21 and Saturday, 22 February, to allow staff to relocate books from the affected areas.

    From Monday 24 February, the library will operate with slightly reduced hours, closing between 12.30pm and 1.30pm. The revised opening times are as follows:

    • Monday: 9am to 12.30pm and 1.30pm to 5pm
    • Tuesday: 9am to 12.30pm and 1.30 pm to 5pm
    • Wednesday: 9am to 12.30pm and 1.30pm to 5pm
    • Thursday: Closed
    • Friday: 9am to 12.30pm and 1.30pm to 5pm
    • Saturday: 9am to 12 noon

    The library’s Help Centre, Citizens Advice Bureau, and Information Support Service will continue to operate within these hours. On completion of the works in late March, the library will close briefly to return books to their original locations.

    During the refurbishment, children’s books will be relocated within the main library. However, due to space constraints, activities such as Rhyme Time and adult group sessions will be temporarily suspended. Public computers, printing, and photocopying facilities will remain available.

    Cowes Library will also benefit from the Libraries Improvement Fund, with work scheduled to begin in mid-March. Further information will be released in due course.

    Councillor Julie Jones Evans, Cabinet member responsible for libraries, said: “Although there may be some temporary inconvenience due to construction work, the end result will be worth it.

    “Residents will still be able to use all the usual online library services while building works take place. We’d also like to remind and encourage residents to visit the other libraries across the Island, which are open as normal.

    “I am deeply grateful for the support from Arts Council England. Their continued investment in the island not only empowers us to bring innovative and inspiring projects to life but also strengthens the cultural fabric of our community.”

    Primary school children have become the first in 2025 to plant new trees through a Liverpool City Council initiative.

    Pupils from Kirkdale St Lawrence Primary planted six new trees at Kirkdale Recreation ground, as part of plans to introduce 22 new trees to the green space. 

    Last week’s project is part of a wider Council scheme to work with primary schools across the City, getting young people involved in planting trees and learning about the importance of caring for the environment.

    Since October, the Council has planted 492 trees, with a further 144 planned by the end of March. These new trees will be planted across 16 different sites, including Princes Park, Lower Breck Field and Garston Park, taking the total number of sites during this period to 46.

    The Council’s tree planting programme takes place annually across autumn and winter to give the trees the best chance to grow through the warmer months. The programme is made possible through additional funding from the UK Shared Prosperity Fund and Mersey Forest.

    Each tree planted contributes to the Mersey Forest plan to reach 30% tree cover across Cheshire and Merseyside. Over the past five years, 2340 new trees have been introduced across Liverpool, bringing health and environmental benefits with them.

    Not only do trees reduce the amount of carbon in the atmosphere and provide a natural habitat for a number of species, but they also help with cases of extreme heat and flooding. Research by Public Health England has highlighted further benefits of green spaces within urban areas, particularly on people’s physical and mental health and wellbeing. 

    Councillor Laura Robertson-Collins, Liverpool City Council’s Cabinet Member for Communities, Neighbourhoods and Streetscene said: “Planting trees brings a wealth of benefits back into the City, from improving people’s health to helping to protect the environment from the effects of climate change.  

    “It’s fantastic to hear how excited the children were to join in and watch their trees grow over the coming months. They’ve done a brilliant job, and it’ll make such a difference to the recreation ground that they can be proud of for years to come.

    “Working with young people from our local schools is a fantastic way to offer hands-on education and work together to make Liverpool a greener, cleaner place to grow up in.”

    Tertiary Education and Training Bill published.

    Legislation to simplify the funding system for learners at college and university and apprentices in Scotland, has been published.

    The Scottish Government has introduced the Tertiary Education and Training Bill to Parliament, which is expected to examine it over the course of this year. 

    If passed by MSPs, the Bill will see responsibility for providing national training programmes and apprenticeships move to the Scottish Funding Council (SFC) from Skills Development Scotland (SDS). This would consolidate responsibility for provision of tertiary education and training within the SFC.

    The Bill also proposes improvements to the SFC’s governance and how it oversees tertiary education, including a greater focus on the needs and interests of learners.

    Minister for Higher and Further Education Graeme Dey said:

    “The Bill marks an important step in driving improvement in the tertiary education sector and will help ensure that our annual £3 billion investment delivers the greatest impact for learners.

    “I am grateful to everyone who responded to our recent consultation and who has helped to shape the Bill’s provisions.  Our proposals aim to reduce complexity and ensure that Scotland’s skills system continues to meet the needs of the future economy.

    “I know there is widespread support for simplifying the funding system in this key sector and I hope that the Parliament will support these proposals.”

     Background   

    If passed, the proposed changes set out in the Tertiary Education and Training (Funding and Governance) (Scotland) Bill  could come into effect from Autumn 2026. A policy memorandum, financial memorandum and other information have been published alongside the Bill.

     Plans to change the funding system which covers universities, colleges and apprenticeships, as well as student support, were announced this year. The changes follow a public consultation which took place last summer and for which a report summarising responses was published last month, along with an outline business case.

    Techscaler supporting more entrepreneurs across Scotland.

    Start-up tech companies participating in the Scottish Government’s Techscaler business accelerator programme have raised more than £118 million of capital investment in the past two years.

    It comes from both private and public sources and is supporting businesses in sectors such as medical technology, artificial intelligence and space.

    Deputy First Minister Kate Forbes described Scotland as one of the best places in the world to launch a start-up tech company during a speech marking the publication of Techscaler’s Annual Report.  

    It also reveals that the number of companies involved in the programme almost doubled last year from 502 to 978, while the number of individual entrepreneurs more than doubled from 610 to 1,411. They were able to access benefits including mentoring, training and introductions to potential investors and customers.

    Further activity included two international pop-up hubs in Singapore and San Francisco to help companies penetrate global markets.

    Konversable, a Glasgow AI chatbot and messaging technology company which helps companies convert enquiries into sales, was introduced to potential investors and customers at Techscaler’s Singapore pop-up in October. The company secured £300,000 investment over the year.

    Deputy First Minister and Economy Secretary Kate Forbes said: 

    “The Techscaler programme – which I am deeply proud to have launched just two years ago – is contributing to Scotland’s reputation as one of the best places in the world to launch a tech start-up.

    “While this is a relatively young programme, what this report makes clear is that it is delivering results and helping entrepreneurs to unleash their ability to innovate, spearheading Scotland’s presence in expanding new markets.

    Edinburgh company CodeBase runs the Techscaler programme. CEO and co-founder Stephen Coleman said:

    “We’re proud of our collective achievements over the first two years of Techscaler, delivering strong support for our ambitious founders and startups both here in Scotland and increasingly as they target global markets, building on our position as a catalyst driving innovation, partnerships, and collaboration across the Scottish tech ecosystem.”

    Deputy Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Kyle Savage officially opened the event, emphasising the importance of collaborative efforts for a sustainable future. He said:

    “Strong partnerships, together with a shared focus and commitment will go a long way towards our drive for a more sustainable future. There is a wealth of knowledge, experience and ideas to be shared from our food producers and academia here today that will play a huge role in promoting growth, nourishment and sustainability across the agri-food industry.

    “By working together, we can look at the whole picture of the local environment and works towards regenerative sustainability.”

    On behalf of SRC, Business Support Manager, Tracy Rice, welcomed everyone to the event and explained the importance of the regeneration to the agri-food industry within the borough and how we all need to work together to achieve positive results.

    Following a recent visit to Romania, Lydia Reilly, a food innovation and technology specialist from SRC explained the core principles of regenerative sustainability. Lydia outlined the regeneration pillars, inspiring businesses to embrace a new way of working that may prioritise sustainable practices. Lydia’s presentation focused on key regenerative concepts, emphasising how organisations can move beyond traditional sustainability to their businesses. Her insights aimed to spark a fundamental shift in business thinking, encouraging companies to adopt strategies that actively contribute to a regenerative way of working.

    Keynote speaker Jilly Dougan from The Yellow Door delivered an inspiring address, advocating for placing the natural world at the core of our economy. Sharing her personal journey of transforming her garden into a regenerative, biodiverse haven, Jilly demonstrated the potential of working in harmony with nature.

    A panel of expert business leaders, representing Kingsbury Wagyu, Ballydown Milk and Grouchos on the Square, shared insights into the sustainable choices that have shaped their businesses. highlighting how impactful change often stems from embracing unconventional approaches.

    Liam McNally from International Synergies led an engaging discussion on repurposing surplus materials and encouraged attendees to explore sustainable solutions for excess stock within their own businesses.

    The event fostered a vibrant atmosphere of networking and idea-sharing, energised by delicious samples provided by local businesses including Nice Buns, Chala Chai, Jackson Roze, Richmount Health Foods and Apple Tree Farm. Breakfast was generously provided by Quails Fine Foods, with yoghurt from Ballydown Milk.

    Attendees had ample opportunity to network, connect and learn from each other, as well as pose questions to the panel of speakers.

    It’s impossible to beat the far right by copying them.

    Labour cannot defeat the far right by pandering to them or replicating their policies, warns Scottish Greens co-leader Lorna Slater.

    The warning comes as a group of Labour MPs called on Labour to take a more right-wing stance on immigration and other issues, and as Scottish Labour leader Anas Sarwar said he couldn’t rule out working with Reform MSPs to take power in Scotland.

    With recent polls showing that Reform UK are set to gain seats in Holyrood and for the first time take the lead in Westminster, Scottish Greens are calling on Labour to ignore the far right’s toxic game.

    Scottish Greens Co-Leader Lorna Slater said:

    “Copying the hateful and authoritarian policies of the far right is always wrong. It punished marginalised people and normalises extreme policies. It won’t win Labour any votes, and will simply legitimise the toxic policies of Reform and those like them.

    “Time and again, across Europe and the world, we have seen that trying to mimic the far-right and take them on at their own game does nothing to silence them; it only makes them louder.

    “In Germany, the AfD has been legitimised by mainstream parties who have pandered to them on immigration; now these fascists stand a real chance at entering government and in America, Donald Trump was propelled to the White House by a pitiful failure of centrist opposition who tried to do the same.

    “Labour needs to learn lessons from fighting the far right across the world, but I have little hope that Keir Starmer will listen. He promised change, yet on everything from tackling the climate crisis to protecting working-class families he is already failing badly.”

    Ms Slater added:

    “Scotland deserves so much better than a race to the bottom between Labour, the Tories and Nigel Farage. We can have a fairer, greener and more equal future.

    “Whilst other parties are lurching to the right, the Scottish Greens are standing our ground as a party that will always put people and planet before profit.”

  • MIL-Evening Report: Hospitals will get $1.7 billion more federal funding. Will this reduce waiting times?

    This week, the federal government announced it will pay states and territories an extra, one-off, A$1.7 billion for public hospitals.

    This has been billed as a way to fix some ailing hospitals, and shorten waits for care in emergency departments and for elective surgery. But will it really make a difference?

    How are hospitals funded?

    Australian public hospitals are funded through a collaborative arrangement involving state, territory and federal governments. The federal government provides 37% of public hospital funding annually, primarily through the National Health Reform Agreement. States and territories fund nearly all the rest.

    Most federal government funding for public hospitals is determined by an “activity based funding” formula. Funding is based on the number of patients treated and the price of treatment, the latter calculated from average public hospital costs.

    State and territory governments manage public hospitals. The federal government has little say on how public hospital money is spent. The exception is when funding relates to something specific, like a new hospital ward.

    How the extra funding compares

    The federal government will spend $30.19 billion on public hospitals this financial year. The extra funding will grow its public hospital spending by 12% in 2025–26.

    Extra funding will likely impact Northern Territory hospitals the most. It will receive $51 million more, a 30% increase.

    While larger states will receive additional funding, they have more public hospitals and patients. For example, New South Wales will receive $407 million, but this equates to only an 11% increase from the federal government.

    The extra funding is less impressive when compared to total public hospital spending. That was $86 billion in 2022–23, suggesting the extra $1.7 billion will represent less than 2% in additional total funding to public hospitals in 2025–26.

    But this extra spending is not in isolation. The federal government has already committed nearly $600 million to establish 87 urgent care clinics around Australia. Their primary purpose is to alleviate pressure on emergency departments and fill gaps in access to after-hours primary care.

    Pressure in public hospitals

    Public hospital pressure has been building for over a decade. Emergency departments are often clogged, leading to long wait times, mostly because of staff shortages. Around 10% of patients wait more than two hours. There is little slack in the system to counter unpredictable surges in demand for care.

    The proportion of emergency department patients seen on time has declined since COVID. The proportion of patients requiring urgent emergency department care seen on-time, for example, has decreased from 67% to 61%. More non-urgent and semi-urgent patients are also not receiving care on time.

    Patients are also waiting longer for elective public hospital surgery since COVID, despite an increase in the number of admissions from elective surgery waiting lists.

    Waiting times vary by state and territories. Queensland has the lowest proportion of patients waiting more than 365 days for public hospital elective surgery at 3.9% in 2023–24, while the ACT had the highest at 8.9%.

    Encouragingly, waiting times decreased for nearly all elective surgeries compared to 2022–23, suggesting public hospitals may be making inroads into the post-COVID load.

    Will the money help?

    While additional funding will help, there is no magic wand. Public hospitals need to substantially reorganise their staff, workflows, beds and buildings. This in an environment that has workforce shortages, burnout, and wage pressures, making major health system changes particularly difficult.

    Some hospitals may reduce their waiting times substantially, if states and territories allocate their extra funding to poor performers.

    However, poor performance can be related to systemic issues out of the hospital’s control, such as workforce shortages. Without an increase in total health-care workforce size, these poor performing hospitals may look for additional staff from other public hospitals, worsening their performance.

    Whether any improvements last is another question.

    Public hospitals also face an increase in demand for elective surgery, as the population ages and chronic disease prevalence increases.

    The extra $1.7 billion is only a one off. Funds to reduce waiting times will mostly be spent on more staff, such as nurses, clinicians and administration staff.

    Public hospitals will need additional, ongoing funding to keep up with demand, otherwise any initial improvement will dissipate.

    What else needs to happen?

    All governments need to invest more in prevention programs to slow the growth in public hospital demand.

    More Australians are obese, as a proportion of the population, compared to other OECD countries. This has created a heavy burden.

    Reducing financial waste in the health-care system is of huge importance. Savings could be used for long-term improvements in waiting times once the extra funding runs out.

    Around 40% of health care is of low value or causes harm. Reducing unnecessary medical tests, speeding up discharges, and reducing avoidable admissions is a good start.

    Other changes that could help include:

    • setting national performance targets for states and territories to reduce their waiting lists
    • stronger monitoring of performance
    • holding public hospital managers more accountable for achieving their waiting time targets.

    A new National Health Reform Agreement is due to take effect in 2026. Whoever wins this year’s federal election will have to finalise this agreement with the states and territories.

    The Commonwealth and states are yet to commit to all of the recommendations from the mid-term review of the current agreement released in October 2023. The extent to which governments accept these recommendations has the potential to create a much greater, long-term impact on waiting times than this extra, one-off payment.

    More than 100 jobs are expected to be created and supported with the UK Government announcement of £8.2 million funding for the first regeneration project in Port Talbot with other projects set to follow. 

    Chairing the latest meeting of the Tata Steel Port Talbot Transition Board today (6 February) Welsh Secretary Jo Stevens will announce £8.2 million for the South Wales Industrial Transition from Carbon Hub (SWITCH) supporting more than 100 jobs. 

    The South Wales Industrial Transition from Carbon Hub project will redevelop a four-acre site at Harbourside, Port Talbot which will include the construction of additional shared space, undertake flood mitigation and the provision of specialist equipment. This investment will help establish an Innovation District in Port Talbot. 

    This will allow the development of a new facility targeted at supporting the steel and metal industry and supply chain to reduce carbon emissions in production. The facility is expected to create and support more than 100 jobs and eventually benefit the South Wales economy by £87 million.

    The latest funding comes from the UK Government’s £80m Tata Steel / Port Talbot Transition Board fund which, since last July, has announced £51 million to support individual steelworkers and businesses in Tata Steel’s supply chain to protect jobs and grow the local economy. The latest announcement is the first project to support growth and regeneration of the region. In the coming months, there will be up to £30 million (as part of the overall £80 million) put into growth and regeneration projects.   

    This funding supports the UK Government’s mission to kickstart economic growth and will help deliver the ambition to raise living standards in every part of the United Kingdom as set out its Plan for Change. 

    Welsh Secretary Jo Stevens said:  

    We said we would back the community of Port Talbot through Tata Steel’s transition and we continue to do exactly that.

    In just six months there has now been over £50 million announced by the Transition Board to support individual steelworkers and their families, businesses in the supply chain and now on a major regeneration project for the town.

    Millions more will follow and while this remains a very difficult time for Tata workers, their families and the community, we are determined to support our steel communities whatever happens.

    The Secretary of State will also ensure that work is progressing at pace to develop a range of wellbeing and mental health interventions. This work will prioritise the provision of mental health support, help build community cohesion, support the delivery of wellbeing initiatives and peer support within the local community including that currently delivered via local community and other support groups. Funding to support this work will be announced at the next transition board meeting.

  • MIL-OSI Australia: Address to OECD International Workshop on Rigorous Impact Evaluation Approaches including Randomised Controlled Trials

    As is customary in Australia, I acknowledge the Ngunnawal people, on whose lands I am recording these remarks, and all First Nations people joining this international workshop.

    Thank you to our OECD Public Management and budgeting colleagues, Jon Blondal, Andrew Blazey and the team for helping to coordinate this event and offering me the opportunity to provide this opening address. This event is being run by the OECD in collaboration with the Australian Centre for Evaluation in the Department of the Treasury. The Australian Government is delighted to be contributing to global efforts to advocate for better evidence. And we are keen to connect with international endeavours that promote its generation, synthesis and sharing in public policy.

    Today, I want to discuss how countries can collaborate to better create and use evidence. This is a substantial reform. Indeed, I argue that randomised trials and better use of evidence isn’t just another worthy public policy tweak. It’s bigger than that. Much bigger. Effectively using evidence to make policy decisions is a public administration reform on par with the biggest changes in good government that humanity has put into place. It is the seventh phase of good government.

    Let’s take a quick moment to run through the major milestones in the history of public administration.

    Six big reforms in the history of public administration

    Throughout history, there have been 6 big reforms in public administration.

    The first was the rise of bureaucracy and professionalised governance. It was during the 18th and 19th centuries that public administration shifted from patronage and informal systems to emphasising impartiality, specialisation, and accountability. Democratic institutions and a robust civil society provided the conditions for an independent and accountable civil service.

    The second big reform occurred in the early 20th century. The efficiency revolution – scientific management of public administration that focused on efficiency and rational organisation – was inspired by industrial principles.

    In response to economic crises and post‑WWII recovery, we saw the rise of the third big reform – the welfare state and the expansion of government responsibilities in social welfare, healthcare and economic planning.

    The fourth big reform in public administration in the late 20th century was market‑oriented governance. We saw governments adopt private‑sector practices like outsourcing, performance metrics, and competition.

    Concerns about accountability also carried through to the fifth big historic reform – the era of digital transformation and e‑governance. The early 21st century saw technology revolutionise public administration. It enabled data‑driven decision‑making and citizen engagement.

    Building on the lessons learnt during the digital transformation, the past decade has seen the move towards adaptive governance – the sixth big reform in public administration. Top‑down processes were swapped out for more flexible, collaborative and cross‑sector approaches that embrace ‘long‑term systems thinking’ to address interconnected crises such as climate change (Brunner and Lynch 2017).

    Each of these 6 big reforms from the past 3 centuries has helped to reshape government and improve citizens’ lives.

    The seventh big reform in public administration: randomised trials

    Today I want to argue that we are on the cusp of a seventh big reform in public administration.

    It will involve the widespread adoption of randomised trials as a means of testing policies by providing a counterfactual.

    This reform should include the synthesis of quality evidence about what works, and what doesn’t, to provide public administrators with irrefutable knowledge that can improve people’s lives.

    Let’s consider a couple of examples to see how this might work in practice.

    Eye care is often a neglected field of public health in developing economies.

    In rural Bangladesh, a randomised trial of providing free reading glasses involved more than 800 adults with jobs requiring close attention to detail, such as tea pickers, weavers, and seamstresses (Jacobs 2024). The study found that when workers were given free reading glasses, they earned 33 per cent more than those who were not given glasses (Sehrin et al. 2024).

    Speaking to The New York Times, Dr Nathan Congdon, one of the authors of the study findings, said that ‘…what makes the results especially exciting is the potential to convince governments that vision care interventions are as inexpensive, cost‑effective and life‑changing as anything else that we can offer in healthcare’ (Jacobs 2024).

    As well as garnering evidence on what does work, the widespread adoption of randomised trials must also include quality evidence about what doesn’t work.

    In 2014, the US state of Massachusetts launched a 4‑year intervention program called the Juvenile Justice Pay for Success Initiative (Patrick DL 2014). The program aimed to reduce recidivism and improve employment outcomes in young men who were at high risk of re‑offending (Third Sector 2024).

    The initiative involved an experimental financial contract called ‘Pay For Success’ – also known as a social impact bond. Funders assumed the US$27 million up‑front financial risk. And the government would only refund the cost of the program if a third‑party evaluator and validator determined that the initiative achieved a reduction in the number of days the young men spent in jail, and improvements in their employment and job readiness (Patrick DL 2014).

    At the end of the 4‑year program, a randomised trial found no discernible effects on reincarceration or employment (Coalition for Evidence‑Based Policy 2025). Neither the recidivism nor employment outcomes were sizable enough to trigger the repayment under the pay‑for‑success contract (Roca et al. 2025).

    Why randomised trials should be prioritised over other forms of evaluation

    When the evaluation of a social program does not produce the hoped‑for results, it’s difficult to avoid feelings of disappointment.

    But this has been the reality for some time.

    We know from the history of large, well‑conducted randomised trial evaluations that only a small percentage find that the intervention being evaluated produces a meaningful improvement over the status quo.

    As Peter Rossi attested in his 1987 Iron Law of Evaluation, ‘The expected value of any net impact assessment of any large‑scale social program is zero’ (Arnold Ventures 2018a).

    But here’s the light on the hill.

    The ‘iron law’ applies to most fields of research. That includes medicine, where 50–80 per cent of positive results from initial clinical studies are overturned by a subsequent randomised trial (Arnold Ventures 2018a).

    In medicine, the move towards randomised trials continues to save lives and stop unnecessary interventions.

    For every new treatment such as AIDS drugs, the HPV vaccine and genetic testing – medicine has discarded old ones, like bloodletting, gastric freezing and tonsillectomy (Leigh 2018).

    The willingness to test cures against placebos, or the best available alternative, is how we make progress. In public policy, we can do the same. If it works, we use it; if not, it’s back to the lab.

    The central goal of evaluation: finding interventions that work

    The key is having a big, ambitious goal to strive towards.

    I propose the primary goal of government evaluation should be to find interventions that work.

    More specifically – to build a body of programs backed by strong, replicated randomised trial evidence of important, lasting improvements in people’s lives.

    In other words, evidence that provides policymakers with confidence that if another jurisdiction were to implement the program faithfully in a similar population, it would improve people’s lives in a meaningful way.

    Imagine being able to confidently draw from a codified body of social programs and interventions that your jurisdiction could test, deploy and regulate.

    In the United States, the Coalition for Evidence‑Based Policy points towards Saga Education, a high‑dosage mathematics tutoring program for year 9 and 10 students in low‑income US schools that underwent 3 rigorous randomised trials. This program produced sizable, statistically significant effects on students’ maths scores on the district tests at the end of the tutoring year (Arnold Ventures 2024a). I’ll come back to this program a bit later.

    Similarly, the Coalition for Evidence‑Based Policy points to 2 job‑training programs for low‑income adults that were both shown to increase long‑term earnings by 20 to 40 per cent. These programs focused on the fast‑growing IT and financial services sectors, where jobs are well paid, and employees are in high demand (Arnold Ventures 2022a and 2022b).

    Finding interventions that work should be evaluators’ central goal. It is the only plausible path by which rigorous evaluations will improve the human condition. If we don’t allocate spending based on rigorous evidence, it is hard to see how governments can make progress on critical social problems.

    Here in Australia, a think tank study examined a sample of 20 Australian Government programs conducted between 2015 and 2022 (Winzar et al. 2023).

    Their report concluded that 95 per cent of the programs, which had a total expenditure of over A$200 billion, were not properly evaluated. And its analysis of Australian state and territory government evaluations reported similar results.

    The researchers noted that the problems with evaluation started from the outset of program and policy design. They also estimated that fewer than 1.5 per cent of government evaluations use a randomised design (Winzar et al. 2023).

    This finding echoes the Australian Productivity Commission’s 2020 report into the evaluation of Indigenous programs (Productivity Commission 2020).

    This report concluded that ‘both the quality and usefulness of evaluations of policies and programs affecting Aboriginal and Torres Strait Islander people are lacking’, and that ‘Evaluation is often an afterthought rather than built into policy design’ (Productivity Commission 2020).

    Finding what works: using strong signals from prior research

    If we accept that the central goal of evaluation is to find interventions that work, there are important implications for researchers and research funders.

    It means that it makes sense to evaluate an intervention, using a large randomised trial, only if there is a strong signal in prior research.

    Examples of prior research could include a pilot randomised trial, a high‑quality quasi‑experiment, or a randomised trial of a related program.

    This is the approach that Arnold Ventures is taking in the US via the Coalition for Evidence‑Based Policy, the US nonprofit relaunched under the leadership of Jon Baron (Coalition for Evidence‑Based Policy n.d.).

    Rigorous testing enabled Arnold Ventures to create a growing body of proven interventions in education and training (Coalition for Evidence‑Based Policy n.d.). It’s an approach also being used by the US Department of Education in its Investing in Innovation Fund, which was recently renamed the Education Innovation and Research Program. It has yielded a much higher success rate in identifying interventions with true effectiveness. In 2019, robust evidence standards used by the Fund (as it was at the time) resulted in positive impacts for 40 to 50 per cent of its larger grants.

    Compare this to the US Department of Health and Human Services’ Teen Pregnancy Prevention Program, which had a much lower hit rate of success – just 17 per cent – for its larger grants (Arnold Ventures 2019).

    Arnold Ventures (2018b) proposes a strategy for policy and researchers that involves 3 tiers of evidence – top, middle and low.

    Expand the implementation of programs backed by strong (‘top tier’) evidence of sizable, sustained effects on important life outcomes.

    Fund and/or conduct rigorous evaluations of programs backed by highly promising (‘middle tier’) evidence, to hopefully move them into the top tier.

    Build the pipeline of promising programs through modest investments in the development and initial testing of many diverse approaches (as part of a ‘lower tier’).

    This is about systematising our use of evidence: a familiar approach in medicine, but one that has not been standard practice for all policymakers.

    It is about producing tangible proof that randomised policy trials improve lives, in that way that we already have tangible proof that randomised medical trials save lives.

    As a specific example of this kind of approach, in the US state of Maryland, a partnership between Arnold Ventures and the state government is already scaling‑up proven programs.

    In August last year, the high‑dosage maths tutoring program for 9th and 10th graders I mentioned earlier (Saga Education) and ASSISTments – an educational tool for mathematics – received scale‑up funding under the US$20 million Maryland Partnership for Proven Programs with Arnold Ventures (Arnold Ventures 2024b).

    In the UK, the development of the What Works Network is a world‑leading achievement which owes credit to the network of evidence‑based policymakers. That includes the extraordinary David Halpern, who will be speaking on the panel shortly (for an excellent snapshot of his recommendations for the coming decade, see Halpern 2023).

    Across health and housing, education and employment, hundreds of UK randomised trials have been conducted. For a practitioner, policymaker or curious member of the British public, it is now easier than ever to see what we know, and what we do not (Leigh 2024a).

    For example, the Education Endowment Foundation has run literally hundreds of randomised trials in the education sector. It uses these findings, alongside rigorous evaluations conducted outside the UK, to advocate for evidence‑based education policies (Education Endowment Foundation n.d.).

    The Education Endowment Foundation has commissioned 316 research projects (208 of which are randomised trials). Sixty per cent of schools in England have taken part in a randomised trial funded by the Foundation. Seventy per cent of school leaders use the Education Endowment Foundation’s teaching and learning toolkit when making their funding decisions on spending for pupils from disadvantaged backgrounds.

    Here in Australia, we are committed to taking a stronger approach towards evidence‑based policymaking.

    In July 2023 we established the Australian Centre for Evaluation in the Department of the Treasury.

    The main role of the centre is to collaborate with other Australian Government departments to conduct rigorous evaluations, including randomised trials. Such agreements have already been forged with federal agencies responsible for employment, health, education and social services.

    Led by Eleanor Williams, armed with a modest budget of A$2 million per year and just over a dozen staff, the Centre operates on smarts and gentle persuasion, not mandates or orders (Leigh 2024b).

    No agency is forced to use the services of the Australian Centre for Evaluation, but all are encouraged to do so. This reflects the reality that evaluation, unlike audit, isn’t something that can be done as an afterthought. A high‑quality impact evaluation needs to be built into the design of a program from the outset (Leigh 2024b).

    The centre takes an active role in considering aspects that are relevant to all evaluations, such as rigorous ethical review and access to administrative microdata. The Australian Bureau of Statistics is playing a pivotal role in brokering access to administrative data for policy experiments.

    Collaboration with evaluation researchers outside of government is critical, too. Thanks to a joint initiative by the Centre and the Australian Education Research Organisation, we now have the Impact Evaluation Practitioners Network, which is bringing together government and external impact evaluators.

    The centre has several randomised trials currently underway, and I await the results with interest.

    In the next month, the centre will release a Randomised Controlled Trial Showcase Report, featuring examples of public policy‑related trials in Australia.

    Another organisation doing extraordinarily thorough research across the whole of social policy and the social sciences is the nonprofit Campbell Collaboration.

    For example, the Campbell Countering Violent Extremism evidence synthesis program is a global research initiative that is attracting attention here in Australia. The program originated from a 5‑country partnership of Australia, Canada, New Zealand, the UK and the US (Campbell Collaboration n.d.). Professor Lorraine Mazerolle from the University of Queensland is one of the principal investigators on the program (Campbell Collaboration n.d.).

    Creating an experimenting society

    Bringing a ‘what works’ philosophy to social policy is vital to helping the most vulnerable.

    And it is by no means a new idea. It follows the path forged by the prominent social scientist Donald Campbell.

    He is of course, the ‘Campbell’ in the Campbell Collaboration, which was named after him to honour his substantial contributions to social science and methodology.

    Over 50 years ago, Dr Campbell wrote Methods for the Experimenting Society, outlining his vision for helping governments to produce better‑informed policies and social interventions via research and evaluation (Campbell 1991).[1]

    In this paper, Campbell forewarns policymakers of the ‘over‑advocacy trap’, where advocates of a new social program or policy make exaggerated claims about its effectiveness in order to get it adopted (Campbell 1991). He effectively highlights the tension between the need for strong advocacy to get social programs funded and adopted, and the need for rigorous evaluation to determine their true effectiveness (Campbell 1991).

    Thirty years after Dr Campbell wrote Methods for the Experimenting Society, the US Department of Education was allocating over a billion US dollars each year to an after‑school program called the 21st Century Community Learning Center initiative.

    The program, which was initiated in 1998, saw children attending the centres for up to 4 hours of after‑school programs, where they partook in everything from tutoring to drama to sports. It attracted high‑profile advocates, including the former Californian governor and Mr Universe, Arnold Schwarzenegger.

    It’s no wonder then, that a randomised trial by Mathematica in 2003 startled everyone with its findings (Haskins 2009). Attending the after‑school program raised a child’s likelihood of being suspended from school (Leigh 2018). And there was no evidence that the after‑school program improved academic outcomes.

    The program’s prominent advocates had fallen head‑first into the over‑advocacy trap.

    Overcoming denial with collaboration and momentum

    American political scientist Ron Haskins commented on how easy it was for Schwarzenegger to flex his celebrity muscle to overcome a negative evaluation. ‘The lesson here, yet again, is that good evidence does not speak for itself in the policy process and is only one – sometimes a rather puny – element in a policy debate’ (Haskins 2009).

    Overcoming denial in the face of irrefutable evidence requires continuous collaboration and sustained momentum. In 2025 and beyond, we will need both to reach the tipping point on the widespread use of rigorous impact evaluation across public policy. It will be harder to run roughshod over good evidence if OECD nations continue to collaborate – both internally with non‑profit researchers outside of government, and externally with other nations.

    Philanthropic foundations in the UK, US and other OECD nations have a strong track record in supporting randomised policy trials. Initiatives such as the Maryland Partnership for Proven Programs and Arnold Ventures, which I mentioned earlier, demonstrate that the ‘what works’ philosophy in social policy is gaining traction.

    Here in Australia, the Paul Ramsay Foundation launched a A$2.1 million open grant round in 2024. Its structure is similar to a successful model that the Laura and John Arnold Foundation has deployed in the United States over the past decade (Leigh 2024c).

    The grants, which last for 3 years and are valued at up to A$300,000 each, will support up to 7 experimental evaluations conducted by non‑profits with a social impact mission. For example, improving education outcomes for young people with disabilities, reducing domestic and family violence, or helping jobless people find work (Paul Ramsay Foundation 2024).

    The Australian Centre for Evaluation supported the open grant round, and is helping to connect grantees with administrative data relevant to the evaluation, and I am excited to see what we learn from these studies (Leigh 2024b).

    One of the most appealing advantages of well‑conducted randomised trials is that they resonate well with 3 democratic principles: non‑arbitrariness, revisability and public justification (Tanasoca and Leigh 2023).

    This gives us good democratic reasons to seek out such evidence for policymaking. Indeed, the more democratic a regime is, the more likely it is to conduct randomised trials (Tanasoca and Leigh 2023).

    Recall the first big public administration reform – the growth of a professionalised civil service – rested on the development of democratic institutions. Nobel laureates Daron Acemoglu and James Robinson call this the ‘red queen effect’, in which societies offering more public goods also need to offer more democratic social power (Acemoglu and Robinson 2019).

    The seventh reform – randomised trials and evidence‑based policymaking – takes us further along the corridor. Things are not true simply because politicians assert them. Policies must be backed by evidence, and citizens must be able to test and trust that evidence.

    Democracies are on this journey together, and international collaboration is vital to reaching the tipping point.

    This is not about the performative use of words like ‘evaluation’ and ‘evidence’. It is about raising the quality and quantity of evidence, which is one reason that I keep referring to randomised trials. I acknowledge the work of the OECD towards achieving the goal of institutionalising rigorous evaluation across public policy areas, as per the OECD Recommendation of the Council on Public Policy Evaluation (OECD 2022).

    The second annual update of the Global Commission on Evidence also confirms the many signs of momentum towards the Commission’s 3 implementation priorities to formalise and strengthen domestic evidence‑support systems, enhance and leverage the global evidence architecture, and put evidence at the centre of everyday life (Global Commission on Evidence 2024).

    Conclusion

    We’re here because we care about good government. And because we understand that evaluation and evidence science are not fields in their infancy.

    Just as we don’t put homeopathy on the same level as science‑based medicine, it is a mistake to think that evidence‑free policy is on a par with evidence‑based policy.

    OECD governments have decades of experience about how to identify evidence gaps, put policies to the test, and implement the most effective programs (Leigh 2024a).

    Policymaking by focus groups and gut‑feel alone is the modern‑day equivalent of bloodletting and lobotomies in medicine (Leigh 2024a). Which is why the seventh big reform to public administration must focus on finding interventions that work. And on building a body of programs backed by strong, replicated randomised trial evidence of important, lasting improvements in people’s lives.

    This goal requires OECD nations to get behind the momentum of the Global Commission on Evidence.

    This will have massive benefits. It will save lives. It will save dollars. And it will make government work better.

    So let’s make it happen.

    The NSW Government’s successful Single Employer Model is continuing to boost the regional health workforce, with another 29 doctors joining the Rural Generalist Single Employer Pathway (RGSEP) this week.

    RGSEP is an employment pathway for doctors seeking a career as a rural generalist who work across both primary care and hospital settings.

    Rural generalists are General Practitioners (GPs) who have an extended skill in a specialty area such as anaesthetics, obstetrics, paediatrics, emergency medicine, mental health or palliative care.

    RGSEP trainees are offered a length-of-training contract with a Local Health District (LHD) in regional NSW. This allows trainees to retain and use their NSW Health Award entitlements during GP training.

    Rural generalist trainees also receive the same pay and conditions as their hospital trained counterparts.

    The new recruits bring the total number of doctors participating in the Program to 44 across Far West, Illawarra Shoalhaven, Hunter New England, Mid North Coast, Murrumbidgee, Northern NSW, Southern NSW and Western NSW LHDs.

    RGSEP trainee Dr Marty Ryan has worked across health facilities in Temora, Cootamundra Gundagai and Wagga Wagga and is encouraging other doctors to consider becoming a rural generalist.

    The huge trade potential of Wollongong and the wider Illawarra area will be the focus of the latest NSW Government ASEAN Market Update for NSW Businesses series being held in Wollongong today.

    The updates provide local businesses with information about trends and export opportunities across Southeast Asian markets.

    The ASEAN bloc is NSW’s second-largest trading partner, with two-way trade in goods growing by more than nine per cent in the past year. Continued rapid growth is expected in sectors where NSW businesses excel, such as food and beverage, health, and the digital economy.

    Held in partnership with Asialink Business, today’s session will bring together around 80 participants, including Wollongong businesses, industry groups, and diplomatic representatives from Southeast Asian nations, at iAccelerate within the University of Wollongong’s Innovation Campus.

    Speakers at the forum include NSW exporters who have already utilised Investment NSW’s export support services to build connections and drive export sales across Southeast Asia.

    The NSW Government is focussed on promoting ASEAN market opportunities to NSW businesses, with the region expected to become the world’s fourth largest economy by 2040.

    The ASEAN Market Updates series, is supported by other initiatives led by Investment NSW to help small and medium businesses pursue international growth objectives in Southeast Asia and other important export markets around the globe.

    In 2024/25, these include supporting cleantech companies to export to Malaysia and Singapore, and wine to be exported to Vietnam.

    The ASEAN Market Updates series began with a session in Western Sydney last October and will continue in the coming months with events in the Northern Rivers, the Hunter and Wagga Wagga.
