  • MIL-OSI USA: Governor Lamont Urges Caution as Snow Approaches Connecticut Thursday Morning

    (HARTFORD, CT) – Governor Ned Lamont today is urging Connecticut residents to exercise caution ahead of a weather event that is expected to bring a wintery mix of precipitation that will impact the state on the morning of Thursday, February 6, 2025.

    Current models indicate that precipitation will begin around 7:00 a.m. with periods of light to moderate snow, which will gradually transition to sleet and freezing rain around mid-morning, and then conclude in the early afternoon.

    “This is New England, and every winter we get weather events like this that require everyone to use caution if they plan on doing any travel,” Governor Lamont said. “We are closely monitoring the weather, and our crews have already been pre-treating the roads and are ready to deploy as precipitation begins. As always, I implore everyone to continue monitoring the forecast, and if you travel, use caution, drive slow, and leave room for the plows to do their jobs.”

    The Connecticut Department of Transportation’s fleet of more than 600 snowplows and specialized snow removal equipment is ready to deploy across the state. Crews are on standby and will remain active until the roads are clear of snow and ice.

  • MIL-OSI United Kingdom: Deadline approaches for School Age Payment applications

    Parents and carers urged not to miss out on support worth over £300

    Parents and carers, with a child born between 1 March 2019 and 29 February 2020, risk missing out on hundreds of pounds worth of help if they don’t apply for School Age Payment in time.

    The deadline is midnight on 28 February 2025.

    School Age Payment is worth £314.45 per child. It is one of Social Security Scotland’s Best Start Grant payments. It is only available in Scotland.

    The money can be spent on anything the child needs at this stage including; books, bags, clothes and equipment for school. School Age Payment is paid around the time a child is first old enough to start primary school. There is no requirement to take up a place at school.

    This is important as parents and carers could miss out on the payment if they defer when their child starts school and don’t apply until then.

    The payment is available for multiple children from the same household, as long as each child is the right age.

    Social Security Scotland automatically pays School Age Payment to eligible people who get Scottish Child Payment. But those who do not receive Scottish Child Payment or who have opted out of automatic payments must apply before the deadline.

    Some families who are not eligible for Scottish Child Payment might still be eligible for the School Age Payment. This includes parents and carers who: receive housing benefit, are under 18 and do not receive any other benefits or are 18 or 19 and dependent on someone else who receives benefits for them.

    Social Justice Secretary Shirley-Anne Somerville said:

    “If you have a child in the family aged five, or who turns five this month, then you could be eligible for School Age Payment.

    “We are urging everyone who is eligible to make sure that they don’t miss the deadline for applications, especially as all the children in the household who are the right age can get the payment.

    “Best Start Grant is made up of a series of payments designed to ensure that children in Scotland get exactly that – the best start possible in life. This money is an important contribution to families at a key stage in their child’s development when they may be facing additional costs.”

  • MIL-OSI USA: Message to the Community on the Proposed State Budget

    To the UConn Community:

    Earlier today, Governor Lamont released his proposed state biennial budget for fiscal years 2026 and 2027. The governor proposes an appropriation of $234.6 million and $239.8 million for UConn and $123.1 million and $126.9 million for UConn Health, respectively. Both are less than the university requested. The State of Connecticut funds approximately 16% of the combined university budget overall this year.

    The university must take the time to thoroughly review the proposed budget to fully understand its implications if enacted as written. Along with other university leaders, Dr. Agwunobi and I look forward to testifying before the General Assembly’s Appropriations Committee regarding the proposed budget and related issues on Feb. 19.

    Remember that today marks only the beginning of the state budget process and we look forward to working closely with the governor, OPM, and the General Assembly in the months ahead as the process unfolds.

    Overall, we have reasons to be optimistic about our university and its future.

    This year, UConn has set a record for applications at nearly 62,000, an impressive increase of 5,000 compared to last year’s historic high. This success underscores the unwavering confidence that students and families have in our outstanding faculty, more than 300 of whom rank among the most highly cited scholars worldwide. We are a vital force in building communities and advancing the state of Connecticut and our Husky pride is immense.

This year, 8,800 first-generation undergraduate students enrolled at UConn. The first-year retention of these students has increased from 86% to 89% in the last several years, an indication of the superb work of our faculty and staff in supporting these students.

    We are committed to cultivating a culture of innovation, leveraging technology like AI and data analytics, exploring new educational delivery models like online and hybrid programs, partnering with industry for applied learning, new revenue generation, and optimizing administrative processes to streamline operations.

    Our dedication to research is unparalleled and remains a cornerstone of our strength. We have successfully submitted major grants, including the SMART AI initiative, positioning Connecticut as a leader in AI smart manufacturing.     In addition to being Connecticut’s No.1 producer of physicians, surgeons, and dentists, the UConn Schools of Medicine and Dental Medicine at UConn Health are highly competitive, with a year-over-year increase in applications. This year, the School of Medicine received more than 5,700 applicants for 112 available spots, and the School of Dental Medicine received 1,600 applicants for 52 available spots.

    As a result of the quality education these schools provide, 25% of physicians practicing in Connecticut and 65% of dentists in the state were trained at UConn Health. Forbes has also named UConn Health as one of the best places to work in Connecticut.

    Our fundraising efforts have reached new heights, with an average of more than $130 million raised in the past three years, a significant increase from the previous average of $85 million. We are gearing up to announce an open campaign on April 23, with an ambitious goal of $1.5 billion.

    The Albury Wodonga community will benefit from new Key Worker Accommodation which will help attract, recruit and retain more healthcare workers.

    The Minns Labor Government will invest $2 million in health worker housing in Albury as part of the Key Health Worker Accommodation Program.

    The $200.1 million Program supports more than 20 projects across rural, regional and remote NSW.

    The funding will secure approximately 120 dwellings across regional NSW, which includes the building of new accommodation, refurbishment of existing living quarters and the purchase of suitable properties such as residential units.

    The four-year Program will support the recruitment and retention of more than 500 health workers and their families by providing a range of accommodation options.

    The Program is one of a number of investments the Minns Labor Government is making to strengthen the regional health workforce and builds on the success of the NSW Government’s $73.2 million investment in key health worker accommodation across five regional local health districts (Far West, Murrumbidgee, Southern NSW, Hunter New England and Western NSW).

    More nuclear power plants will be approved across England and Wales as the Prime Minister slashes red tape to get Britain building – as part of his Plan for Change.

    • Prime Minister puts Britain back in the global race for nuclear energy.

    • Latest step in Government’s determination to grow the economy and deliver cleaner, more affordable energy.

    More nuclear power plants will be approved across England and Wales as the Prime Minister slashes red tape to get Britain building – as part of his Plan for Change.

    Reforms to planning rules will clear a path for smaller, and easier to build nuclear reactors – known as Small Modular Reactors –to be built for the first time ever in the UK. This will create thousands of new highly skilled jobs while delivering clean, secure and more affordable energy for working people.

    This is the latest refusal to accept the status quo, with the government ripping up archaic rules and saying not to the NIMBYs, to prioritise growth. It comes after recent changes to planning laws, the scrapping of the 3-strike rule for judicial reviews on infrastructure projects, and application of common-sense to environmental rules.

    For too long the country has been mired by delay and obstruction, with a system too happy to label decisions as too difficult, or too long term. The UK was the first country in the world to develop a nuclear reactor, but the last time a nuclear power station was built was back in 1995. None have been built since, leaving the UK lagging behind in a global race to harness cleaner, more affordable energy.

    The industry pioneered in Britain has been suffocated by regulations and this saw investment collapse, leaving only one nuclear power plant – Hinkley Point C – under construction. And this was after years of delay caused by unnecessary rules – meaning companies produced a 30,000-page environmental assessment to get planning permission.

    Meanwhile, China is constructing 29 reactors, and the EU has 12 at planning stage, giving these places a huge advantage in the global race to harness new technologies, create jobs and deliver cleaner, cheaper, independent energy.

    Investors want to get on and build reliable, cheap nuclear power, which will in turn support critical modern infrastructure, such as supercomputers to power the UK’s ambitions – but they have been held back.

    Today’s plan will shake up the planning rules to make it easier to build nuclear across the country – delivering jobs, cheaper bills in the long term, and more money in people’s back pockets. This will be achieved by:

    Including mini-nuclear power stations in planning rules for the first time – so firms can start building them in the places that need them.

    Scrapping the set list of 8-sites – which meant nuclear sites could be built anywhere across England and Wales.

    Removing the expiry date on nuclear planning rules – so projects don’t get timed out and industry can plan for the long term. 

    Setting up a Nuclear Regulatory Taskforce – that will spearhead improvements to the regulations to help more companies build here. This will report directly to the PM. 

    This is the Government delivering on a manifesto commitment to galvanise nuclear to help the UK achieve energy security and clean power, while securing thousands of good, clean jobs.

    Prime Minister Keir Starmer said:

    This country hasn’t built a nuclear power station in decades. we’ve been let down, and left behind. 

    Our energy security has been hostage to Putin for too long, with British prices skyrocketing at his whims.  

    I’m putting an end to it – changing the rules to back the builders of this nation, and saying no to the blockers who have strangled our chances of cheaper energy, growth and jobs for far too long. 

    My government was elected to deliver change. I’ll take the radical decisions needed to wrestle Britain from its status quo slumber, to turbocharge our plan for change.

    Currently, nuclear development is restricted to eight sites – as part of archaic planning rules that haven’t been looked at since 2011. With the reforms unveiled today, the refreshed planning framework will help streamline the process to encourage investment and enable developers to identify the best sites for their projects, supporting development at a wider range of locations.  

    Developers will be encouraged to bring forward sites as soon as possible at the pre-application stage in the planning process, speeding up overall timelines.  

    It will include new nuclear technologies such as small and advanced modular reactors for the first time, providing flexibility to co-locate them with energy intensive industrial sites such as AI data centres. 

    These technologies are cheaper and quicker to build than traditional nuclear power plants and require smaller sites, meaning they can be built in a greater variety of locations.  

    There will also continue to be robust criteria for nuclear reactor locations, including restrictions near densely populated areas and military activity, alongside community engagement and high environmental standards. 

    Energy Secretary Ed Miliband said: 

    Build, build, build – that is what Britain’s clean energy mission is all about.  

    The British people have been left vulnerable to global energy markets for too long – and the only way out is to build our way to a new era of clean electricity. 

    Nuclear power creating thousands of skilled jobs. That is what this government will deliver.

    Alongside reforms to the siting process, a specialist taskforce will lead on making sure nuclear regulation incentivises investment, to deliver new projects more quickly and cost efficiently, while upholding high safety and security standards. 

    Britain is currently considered one of the world’s most expensive countries in which to build nuclear power. The taskforce will speed up the approval of new reactor designs and streamline how developers engage with regulators.  

    Nuclear regulation will cover both civil and defence nuclear to help unlock economic growth in the sector.  

    The taskforce will better align the UK with international partners so reactor designs approved abroad could be green lit more quickly, minimising expensive changes. It will also examine how to reduce duplication and simplify processes where there are multiple regulators covering overlapping issues, as well as ensuring regulatory decisions are both safe and proportionate. 

    The work will help the issues faced by projects such as Hinkley Point C, where three European regulators reached different assessments on the reactor design, leading to delays and increased costs. 

    The UK’s rigorous safety standards and record will continue to be upheld. Nuclear plants are designed with multiple layers of safety measures including making them robust enough to withstand a direct aircraft impact. 

    This is part of the government push to drive growth – building on the Prime Minister’s announcement to overhaul the legal challenges to major infrastructure projects including nuclear – with Sizewell C having suffered increased legal costs and uncertainty as a result of local activists taking them to court.  

    In a volatile world, where oil and gas prices are driven by tyrants like Putin, the drive for new nuclear is an integral part of the government’s plans to replace the UK’s dependence on fossil fuel markets with clean homegrown energy, to make the UK energy independent and protect consumers with clean, homegrown power.  

    Since July, the government has committed to driving forward new nuclear including further funding for Sizewell C at the Autumn Budget 2024.  

    Great British Nuclear also continues to progress the small modular reactor competition, with contract negotiations currently underway. 

    Gary Smith, GMB General Secretary, said: 

    GMB has long said there can be no net zero without new nuclear. 

    For too long, the failure to deliver new nuclear has weakened our energy security and undermined economic growth. 

    Sizewell C stands ready and waiting for the green light to power up our country’s future. 

    Now we need to see spades in the ground without delay.

    This is the Government delivering on a manifesto commitment to galvanise nuclear to help the UK achieve energy security and clean power, while securing thousands of good, clean jobs.

    Prime Minister Keir Starmer said:

    This country hasn’t built a nuclear power station in decades. we’ve been let down, and left behind. 

    Our energy security has been hostage to Putin for too long, with British prices skyrocketing at his whims.  

    I’m putting an end to it – changing the rules to back the builders of this nation, and saying no to the blockers who have strangled our chances of cheaper energy, growth and jobs for far too long. 

    My government was elected to deliver change. I’ll take the radical decisions needed to wrestle Britain from its status quo slumber, to turbocharge our plan for change.

    Currently, nuclear development is restricted to eight sites – as part of archaic planning rules that haven’t been looked at since 2011. With the reforms unveiled today, the refreshed planning framework will help streamline the process to encourage investment and enable developers to identify the best sites for their projects, supporting development at a wider range of locations.  

    Developers will be encouraged to bring forward sites as soon as possible at the pre-application stage in the planning process, speeding up overall timelines.  

    It will include new nuclear technologies such as small and advanced modular reactors for the first time, providing flexibility to co-locate them with energy intensive industrial sites such as AI data centres. 

    These technologies are cheaper and quicker to build than traditional nuclear power plants and require smaller sites, meaning they can be built in a greater variety of locations.  

    There will also continue to be robust criteria for nuclear reactor locations, including restrictions near densely populated areas and military activity, alongside community engagement and high environmental standards. 

    Energy Secretary Ed Miliband said: 

    Build, build, build – that is what Britain’s clean energy mission is all about.  

    The British people have been left vulnerable to global energy markets for too long – and the only way out is to build our way to a new era of clean electricity. 

    Nuclear power creating thousands of skilled jobs. That is what this government will deliver.

    Alongside reforms to the siting process, a specialist taskforce will lead on making sure nuclear regulation incentivises investment, to deliver new projects more quickly and cost efficiently, while upholding high safety and security standards. 

    Britain is currently considered one of the world’s most expensive countries in which to build nuclear power. The taskforce will speed up the approval of new reactor designs and streamline how developers engage with regulators.  

    Nuclear regulation will cover both civil and defence nuclear to help unlock economic growth in the sector.  

    The taskforce will better align the UK with international partners so reactor designs approved abroad could be green lit more quickly, minimising expensive changes. It will also examine how to reduce duplication and simplify processes where there are multiple regulators covering overlapping issues, as well as ensuring regulatory decisions are both safe and proportionate. 

    The work will help the issues faced by projects such as Hinkley Point C, where three European regulators reached different assessments on the reactor design, leading to delays and increased costs. 

    The UK’s rigorous safety standards and record will continue to be upheld. Nuclear plants are designed with multiple layers of safety measures including making them robust enough to withstand a direct aircraft impact. 

    This is part of the government push to drive growth – building on the Prime Minister’s announcement to overhaul the legal challenges to major infrastructure projects including nuclear – with Sizewell C having suffered increased legal costs and uncertainty as a result of local activists taking them to court.  

    In a volatile world, where oil and gas prices are driven by tyrants like Putin, the drive for new nuclear is an integral part of the government’s plans to replace the UK’s dependence on fossil fuel markets with clean homegrown energy, to make the UK energy independent and protect consumers with clean, homegrown power.  

    Since July, the government has committed to driving forward new nuclear including further funding for Sizewell C at the Autumn Budget 2024.  

    Great British Nuclear also continues to progress the small modular reactor competition, with contract negotiations currently underway. 

    Gary Smith, GMB General Secretary, said: 

    GMB has long said there can be no net zero without new nuclear. 

    For too long, the failure to deliver new nuclear has weakened our energy security and undermined economic growth. 

    Sizewell C stands ready and waiting for the green light to power up our country’s future. 

    Now we need to see spades in the ground without delay.

    Alistair Black, Senior Director, UK at X-energy said: 

    Opening up new siting opportunities for a fleet of advanced reactors will help unlock tens of billions of pounds of investment and growth across the country, bringing clean secure electricity and heat for industry. 

    We welcome this step today, and the intent to streamline assessment processes whilst ensuring robust regulatory standards continue to be met. We look forward to reviewing this in detail and responding to the consultation.

    “The opportunity will only be fully realised with the necessary reforms to planning and regulation, alongside continuing to build on the critical work at Hinkley Point C and Sizewell C to further develop skills and supply chains.”

    Darren Hardman, CEO, Microsoft UK, said: 

    We welcome the government’s plans to accelerate the building of safe, modern nuclear as part of the energy mix. Economic growth will require increased energy supply for the UK, but we must not lose sight of our ambitions for a fully decarbonised grid.

    Nuclear energy is a powerful tool for growing the UK’s economy. By expanding the range of sites where safe, secure, reliable, and clean nuclear energy plants can be built, there is huge potential to positively transform areas facing economic uncertainty. 

    Today’s announcement also signals exciting opportunities to co-locate nuclear energy generation on data centre sites and to decarbonise industrial processes.

    Nuclear is one of the safest and cleanest forms of energy generation. The new independent nuclear regulation taskforce will help unlock growth and investment by providing clarity and certainty while ensuring regulations are fit for purpose.

    This is the Prime Minister’s strongest signal yet that new nuclear is critical to the growth and clean power mission.     More than ten thousand students across New South Wales are returning to new and improved schools for day one, term one today as the Minns Labor Government continues work to ensure public schools are quality places to teach and learn.

    Five permanent and two temporary schools will today welcome students for the very first time, at the same time as students return to substantially upgraded facilities at 11 other schools across the state.

    These new schools and upgrades mean more than 400 new classrooms, 20 sports facilities, seven halls, eight libraries and nine canteens will be put to use for the first time today.

    This is part of the Minns Labor Government’s record $8.9 billion investment to deliver new and upgraded schools across the state, including $3.6 billion for Western Sydney and $1.4 billion for regional communities.

    Three of these new public schools, Box Hill High School, Melonba Public School and Gledswood Hills High school have been stood up early, delivering desperately needed local schools which were promised but never delivered by the former Liberal National Government. 

    Students at Melonba High School will transition to their new permanent facilities today after initially opening in fast-tracked temporary buildings in Term 1, 2024.

    In the South West, brand new Gledswood Hills High School is also opening ahead of schedule today in temporary facilities while the permanent school, due to open in 2027, is built.

    Families in Sydney’s densest suburb will finally also have a local high school for their children with the opening of Wentworth Point High School today.

    In the staze’s south, Jindabyne Education Campus is opening with a new state-of-the-art high school and primary school, future-proofing education opportunities for the growing regional community.

    Other students will be starting 2025 alongside a new set of peers, with Randwick Boys and Randwick Girls High School coming together for the first time as Randwick High School; while the Hurstville and Penshurst campuses of Georges River College also begin the year as co-educational schools.

    The campuses have received facilities upgrades to enable the transition to co-education from Thursday, with further works in the pipeline. 

    NSW Premier Chris Minns said:

    “We’re wishing the best to every single student and teacher heading back to the classroom today. I hope you enjoyed the holidays and got the chance to relax and spend time with loved ones.

    “We want NSW public schools to be quality places to work and learn, which is why we are investing to ensure that no matter the post code, whether it’s a rapidly growing part of Western Sydney or a regional community, families have access to a quality, free, public education.”

    Deputy Premier, Minister for Education and Early Learning, Prue Car said:

    “This government is committed to rebuilding our public education system and ensuring every child has access to a world class public education close to home.

    “Of the seven new schools opening across the state today, I’m proud to say five of them are in rapidly-growing suburbs of Western Sydney that were neglected for years under the Liberals – and we have pulled out all the stops to deliver them not only on time, but in some cases well ahead of schedule.

    “Today’s opening of the new primary and high school in Melonba – and the many other new and upgraded schools opening across the state – are a testament to our commitment to investing in our children’s futures and providing them with the best learning opportunities possible.”

  • MIL-OSI Australia: Exciting activities to keep seniors connected with $840,000 grant

    A new range of activities to help NSW seniors reduce social isolation will soon launch after the NSW Government provided $840,000 in funding as part of the 2025 Connecting Seniors Grant Program.

    From singing to storytelling, cooking classes to croquet lessons, the funded projects will empower older people to engage with their communities and combat loneliness in innovative ways.

    Some old favourites from 2024 will also be making a comeback, including water safety classes, Foodies Clubs and Community Circles.

    Activities will be delivered across NSW through 28 organisations divided into five categories including Aboriginal, Multicultural, Creation, Enhancement or Expansion, and Local Council.

    The Aboriginal and multicultural categories are new this year and projects include activities such as Aboriginal dance workshops, technology mentorship, excursions, and a range of classes such as exercise and art.

    In 2024, COTA NSW’s Voice of Solitude: Loneliness and Social Isolation Among Older Adults in NSW found 60 per cent of people aged over 50 were lonely with 25 per cent experiencing extreme levels of loneliness, and 50 percent feeling socially isolated.

    The Connecting Seniors Grant Program builds on previous grant rounds, which have been proven to reduce social isolation for thousands of seniors in NSW. The program supports the Ageing Well in NSW: Seniors Strategy 2021-2031, demonstrating the NSW Government’s commitment to creating a more inclusive community and addressing isolation and loneliness.

    The addition of Aboriginal and Multicultural categories in 2025 aligns with the NSW Government’s Closing the Gap commitments and the Multicultural NSW Strategic Plan 2021-2025.

    Since its launch in 2020, the grant program has funded more than 120 projects with over 30,000 seniors taking part across 82 Local Government Areas across NSW.

  • MIL-OSI Australia: Tougher laws against antisemitism and hatred in NSW

    The Minns Labor Government is announcing a series of tough new measures to crack down on a recent escalation of troubling graffiti, racial hatred and antisemitism in the community.

    The package of reforms will help give police and the community additional powers and resources to respond to disgusting acts of racial violence and hatred.

    It sends a clear message to people who commit these crimes or intend to commit them that these acts have no place in NSW, and they will face severe and harsh penalties if they do.

    In response to recent appalling attacks, the NSW Government will:

    • Introduce a new criminal offence for intentionally inciting racial hatred, with a proposed maximum penalty of 2 years’ imprisonment.
    • Introduce a new offence in section 93ZA of the Crimes Act 1900 directed at the display of a Nazi symbol on or near a synagogue, with an increased maximum penalty to 2 years’ imprisonment, and clarify that that graffiti is a ‘public act’.
    • Expand the aggravating circumstance that applies on sentence when an offence is motivated by hatred or prejudice to ensure that it applies whether a crime is partially or wholly motivated by hatred or prejudice.
    • Amend the Graffiti Control Act 2008 to create an aggravated offence for graffiti on a place of worship.
    • Introduce a new offence in the Crimes Act 1900 to stop people in or near a place of worship from intentionally blocking access to the place of worship without reasonable excuse, or from harassing, intimidating or threatening people accessing places of worship, and provide police with associated move on powers. This new offence is proposed to have a maximum penalty of 2 years’ imprisonment.

    In addition to these strengthened laws, the Minns Labor Government is also announcing:

    • Increased funding to support the crucial work of the NSW Police Force Engagement and Hate Crime Unit by $525,000.  This will allow for boosted engagement and communications with the community, including additional synagogue and school visits.
    • An increase to the NSW Local Government Social Cohesion Grants Program by $500,000.
    • Training to support local governments address rising prevalence of hate crimes.

    These reforms build on the significant work of the police over the summer:

    • The NSW Police Force launched Operation Shelter on 11 October 2023 to respond to public safety in relation to the current conflict in the Middle East.
    • More than 300 proactive patrols are conducted under Operation Shelter every day. These centre around significant sites such as places of worship.
    • Resources from Traffic and Highway Patrol, the Regional Enforcement Squad, dog unit and Pol Air have also been brought in to help local police on the ground.
    • Strike Force Pearl has been established to investigates these hate crimes – and doubled its fulltime dedicated detectives from 20 to 40.

    The reforms send a strong message about the seriousness of committing acts of racial hatred and antisemitism, and the NSW Government’s commitment to send a clear message to perpetrators that they will be held responsible for these acts.

    Premier Chris Minns said:

    “We have seen disgusting acts of racial hatred and antisemitism.

    “These are strong new laws, and they need to be because these attacks have to stop.

    “NSW is a multicultural state, and these acts designed to intimidate and divide will not work.

    “These laws have been drafted in response to the horrifying antisemitic violence in our community but it’s important to note that they will apply to anyone, preying on any person, of any religion.

    “If you commit these acts, you will face severe penalties, and we make no apologies for that.”

    Attorney General Michael Daley said:

    “Blocking access to places of worship, graffitiing sacred sites, or inciting hatred are wholly unacceptable behaviours that have no place in our society. These proposed changes strengthen penalties and expand police powers to maintain order across the community.

    “The Minns Government is expanding the criminal law to send a clear message that inciting hatred is not just unacceptable, it will soon be criminal.

    “The entire community will be safer as a direct result of these changes. The proposed changes will mean that divisive and hateful behaviours will not succeed in dividing our community.”

    Minister for the Police and Counter-terrorism Yasmin Catley said:

    “Police are doing everything they can to disrupt and investigate these vile crimes. Today’s announcement will further strengthen their capability to continue this critical work.

    “Our community thrives on diversity and mutual respect. We refuse to let those driven by hate divide us.”

    Minister for Multiculturalism Steve Kamper said:

    “Our multicultural society is one of our greatest achievements, but it is not something we can afford to take for granted. It requires our constant attention.

    “The Minns Government will continue to proactively address bad faith actors and explore every avenue to ensure social harmony and that our multicultural society is protected.”

    Minister for Local Government Ron Hoenig said:

    “It’s vital that all tiers of government are united in the effort to stop antisemitism.

    “I welcome the additional support and training for councils so that they can expand their work promoting unity and harmony within local communities.”

    Workers rights are crucial to a greener economy.

    Keir Starmer must not bend the knee to big business interests over the upcoming Employment Rights Bill, says Scottish Greens MSP, Maggie Chapman.

    The Employment Rights Bill, which is meant to improve workers’ rights and ban zero-hours contracts, has come under pressure as Tories and large corporate lobbying groups try to water down the bill.

    Scottish Greens have long called for many of the provisions included in the bill, but are determined to see it go further, including protecting hospitality and retail workers from unpaid trial shift exploitation, increasing the minimum wage to at least the real living wage and taking steps to normalise a four-day work week with no loss of pay.

    Union leaders have called on the Labour government to ignore calls from lobbyists and work to strengthen workers’ rights.

    Scottish Greens MSP Maggie Chapman said:

    “Workers deserve better. For too long, big businesses across the country have exploited and used workers to put profits into their shareholders’ pockets.

    “Scottish Greens have been calling for years to improve workers rights here in Scotland because we know things must change. But when Labour had the chance to back our calls to devolve workers’ rights to the Scottish Parliament, they failed. They lacked the courage to stand up for Scottish workers.

    “Now, Labour must have the courage to stand up against corporate lobbyists who want to water down this crucial Employment Rights Bill. This bill is far from perfect, but it can make crucial progress towards a better deal for workers and implement many of the policies that Scottish Greens want to see delivered here in Scotland.

    “Whilst the Tories and big business try to water down the bill, it’s more important than ever that all MPs put the rights of workers before profit.”

  • MIL-Evening Report: What is sexsomnia? And how can it be used as a defence in court?

    Over the past decade, “sexsomnia” has been used as a defence in a number of Australian sexual assault trials.

    This sleep disorder – sometimes known as “sleep sex” – causes people to engage in sexual behaviour while asleep.

    Last week, a Sydney man with sexsomnia was acquitted of rape charges. The dispute was not whether he had sex with the woman, nor whether she consented.

    The question was whether the man’s actions were voluntary. This turned on whether he was asleep or awake when he performed the acts.

    The apparent increase in the use of the sexsomnia defence has raised concerns, both in Australia and overseas. Some claim the defence may be a way for people accused of sex crimes to evade justice.

    In this latest case, the trial judge explained a well-established rule of criminal law to the jury. The rule is that a person cannot be held criminally responsible for involuntary acts. After deliberating, the jury found the man not guilty.

    But how can sexsomnia be proved in court? Here’s what we know about this rare condition, and how it is used as a criminal defence.

    What is sexsomnia?

    Sexsomnia is not the same as having sex dreams. It is a parasomnia, or sleep disorder. It can cause the person to engage in sexual behaviour while unconscious, including sexual touching, intercourse or masturbation.

    Sexsomnia was only added to the Diagnostic Statistical Manual of Mental Disorders (DSM-5) in 2013. It sits alongside sleepwalking and night terrors.

    People may not be aware they have sexsomnia. There are some potential triggers, including alcohol and stress. But there are also effective treatments, including the drug clonazepam, which has sedative affects, as well as some antidepressants.

    It’s unclear how common sexsomnia is, but it’s thought to be rare. A 2020 study found only 116 clinical cases had been recorded in the medical literature.

    But it may also be underreported due to embarrassment and a lack of awareness.

    How is it used in court?

    Sexsomnia is a recent version of an older legal defence known as automatism, which can be traced to the 1840s.

    Automatism describes actions without conscious volition (meaning without using your will). Those with automatism have no memory or knowledge of their acts.

    The law has recognised automatism in sleep walking, in reflexes, spasms, or convulsions, and in acts of those with hypoglycaemia (low blood sugar) and epilepsy.

    But an important debate in the legal cases, as well as among psychiatrists and sleep experts, is about how to classify the condition.

    Essentially, is sexsomnia a mental health impairment caused by an underlying mental illness? Or is it a temporary “malfunction” that occurs in an otherwise “healthy mind”?

    Australian law has recognised sexsomnia as the latter (a kind of “sane automatism”) meaning it is characterised by episodes that don’t necessarily recur.

    How can sexsomnia be proved?

    Detailed medical evidence is usually required for this defence. However, the defendant only needs to prove there was a “reasonable possibility” their acts were involuntary.

    By contrast, the prosecution must prove “beyond a reasonable doubt” that the sexual acts were voluntary or “willed” – a higher standard of proof.

    This means it can be challenging to rule out sexsomnia once the defendant has presented evidence of the condition.

    Is sexsomnia a mental illness?

    Some important Australian cases have considered whether the law should treat sexsomnia as an ongoing mental disorder instead of a transitory “malfunction of the mind”.

    In a 2022 case, prosecutors accepted that a New South Wales man accused of sexual offences against his daughter had sexsomnia. What they contested was that his condition arose from a “sound mind”.

    They argued sexsomnia should now be considered a mental illness. This argument capitalised on new laws that had commenced that year in NSW.

    In defining mental health impairments, the new laws included a disturbance of volition.

    Why is this significant?

    The 2022 case was understood to have legal implications – not only for NSW but for all state jurisdictions in Australia.

    If the prosecution could establish sexsomnia was a mental health impairment, then an outright acquittal would be unlikely.

    Instead, the court would be required to reach a “special verdict” and might then refer the defendant to a mental health tribunal. As a result, the defendant could be detained in a secure psychiatric facility, such as the Long Bay Hospital.

    However, the prosecution in the 2022 case failed to establish sexsomnia was the result of a mental health impairment under the new laws. A two-judge majority said sexsomnia was not a “disturbance of volition” because no one has volition when they are asleep.

    The dissenting judge found that sexsomnia was a mental health impairment under the new definition. Her reasons highlighted that one purpose of the new laws was to “protect the safety of members of the public”.

    Why are these definitions controversial?

    As long ago as 1966, legal scholars criticised how the law treats different kinds of automatism.

    While sleepwalkers and sexsomniacs are viewed as “perfectly harmless,” those with other conditions, such as schizophrenia, are viewed as “criminally demented” and detained in facilities under law.

    Whether sexsomnia is a sleep disorder with non-recurring episodes or a more permanent mental disorder continues to be debated.

    However the way it is addressed clinically may reinforce its status as a sleep disorder. As there are no formal practice guidelines for treatments, it has tended to be sleep clinics, rather than psychiatrists, who respond to the condition.

    The increasing use of this rare condition as a defence in serious, violent cases of sexual assault is concerning and warrants further research and attention.

    Highland Council and NHS Highland are celebrating their joint achievement in attaining the Unicef Baby Friendly Initiative Gold accreditation.

    “The Gold Award is awarded to services that have embedded the Unicef Baby Friendly Achieving Sustainability standards. The Award recognises that the service is not only implementing the Baby Friendly Initiative standards, but that they also have the leadership, culture and systems to maintain this over the long term.”

    He added: “I would like to express my congratulations and thanks to the Health Visiting Teams, the Family Nurse Partnership and family support staff who have been accredited as a Gold Baby Friendly service. Achieving Gold in the Baby Friendly Initiative reflects a high level of dedication to supporting breastfeeding and the very many benefits that this brings.

    “It is a truly impressive achievement and demonstrates our longstanding commitment to supporting the wellbeing of families in Highland through approaches that achieve real, practical and lasting impact.”

    Karen MacKay, Senior Health Improvement Specialist (Infant Feeding Lead) for NHS Highland said: “This is a fantastic achievement for all involved in this award.  Gold status requires a whole system approach and the use of testing quality improvement initiatives to support families with feeding and early infant behaviour.  The annual reporting mechanism that is now required will further embed the great work that has been taking place in Highland.”

    Gold status specifically indicates sustainability of practice meaning the service has embedded Baby Friendly standards into its leadership, culture and daily practice. It is a significant accomplishment that reflects a services’ commitment to embedding practice that benefit infant health, parental wellbeing, and long-term public health outcomes for both parent and infant.

    Both the Council and NHS Highland first achieved full Baby Friendly accreditation from Unicef in 2013.

    A draft plan which sets out Highland’s commitment to achieve the aspirations of “The Promise” for care experienced children and families across the region has been scrutinised by Members of the Health Social Care and Wellbeing Committee.

    Chair of the Committee, Cllr David Fraser said: “As corporate parents – along with local partners and service providers – we have a duty to prepare, keep under review, and publish a corporate parenting plan.

    “I am therefore very pleased that Members have welcomed our first Promise Plan and have agreed that an annual report of the progress of the Plan will be submitted to committee for future scrutiny and assurance of Highland’s progress in achieving the aspirations of The Promise.”

    The Promise is that Scotland’s children and young people will grow up loved, safe and respected. #KeepThePromise is a Scottish Government commitment that received support of all political parties in 2020. Organisations, institutions, bodies, communities, and groups across Scotland pledged to #KeepThePromise, including The Highland Council.

    The Highland Promise Plan (2025-2028) was commissioned by the Promise Board, which is a multi-agency partnership of corporate parenting leaders.

    The draft Promise Plan will also be presented to the Integrated Children’s Services Board (which is the key statutory partnership for Children’s Services across Highland) on 28 February.

    Feedback from the Health Social Care and Wellbeing Committee and the Integrated Children’s Services Board will be incorporated into the final version of the Promise Plan.

    Once agreed, the final version of the Promise Plan will be implemented through corporate parenting partner delivery groups which will be monitored and evaluate by The Promise Board.

  • MIL-OSI Security: Illegal Alien Sentenced to Prison for Unlawful Reentry

    BOSTON – An El Salvadoran man living in Chelsea, Mass. was sentenced yesterday in federal court in Boston for unlawful reentry.

    Benancio Martinez-Diaz, 38, was sentenced by U.S. District Court Judge Leo T. Sorokin to four months in prison, to be followed by three years of supervised release. Martinez-Diaz will be subject to deportation upon completion of his sentence. In October 2024, Martinez-Diaz pleaded guilty to one count of unlawful reentry. In July 2024, Martinez-Diaz was indicted by a federal grand jury in this case.

    Between 2006 and 2014, Martinez-Diaz was deported/removed from the United States on five separate occasions. He was most recently removed on or about May 30, 2014. On or about Oct. 8, 2023, Martinez-Diaz was arrested on state charges and Immigration and Customs Enforcement was notified and a detainer was lodged.  

    United States Attorney Leah B. Foley; Michael J. Krol, Special Agent in Charge of Homeland Security Investigations in New England; and Chelsea Police Chief Keith Houghton made the announcement. Assistant U.S. Attorney Suzanne Sullivan Jacobus of the Major Crimes Unit prosecuted the case.

  • MIL-OSI Global: Why there’s an ethnic pension gap in the UK – and how the government could close it

    There’s an ethnic pension gap in the UK that leaves people from particular minority ethnic communities worse off in retirement than their white British counterparts. The gap can be measured in several ways – for example, by comparing the pension amount between ethnic communities or measuring the proportion of working-age people from different ethnic groups who are signed up to a workplace pension scheme.

    But whichever indicator you use, the evidence shows that people from minority ethnic communities, whether they were born in the UK or not, fare worse than white British people.

    Unfortunately, that’s not all. Within the minority ethnic population, it is the Bangladeshi and Pakistani communities who are faring worse than people from other minority ethnic communities. And women are struggling more than men.

    The government’s most recent analysis based on the Family Resources Survey shows that Asian pensioner families (that is, either a single pensioner or a couple that includes at least one pensioner) had the lowest gross income at £500 a week). This compared with £731 a week among pensioner families from the “white other” ethnic group.

    Unpicking the causes

    But why is there an ethnic pension gap? To understand why it persists, it’s helpful to take a few steps back and examine the accumulation of disadvantage. Our research in the Centre for Research on Ageing and the ESRC Centre for Population Change has done just that – unravelling the factors that lead to the gap.

    We found that working-age people from Bangladeshi and Pakistani communities were less likely than their white British counterparts to be in paid work. And once in paid work, they were less likely to work as employees and more likely to be self-employed.

    This is important because, over the last 15 years, the UK government has introduced auto-enrolment in workplace pensions, which means that all workers aged 22 or above and earning at least £10,000 per year are automatically enrolled in their workplace scheme.

    Even among employees, we found that workers from Bangladeshi and Pakistani communities were less likely to be members of their workplace pension scheme. That is, they were more likely to opt out. Among pensioners, we found that those from Bangladeshi and Pakistani communities were less likely to be receiving a state or workplace pension, and more likely to be receiving pension credit (a means-tested benefit for those on low incomes).

    Differences between minority ethnic communities in their employment trends then lead to ethnic gaps in pension protection. There are a number of factors at play, including cultural reasons that might affect employment choices and opportunities (particularly among women) and structural reasons affecting the types of jobs and earnings where people from Bangladeshi and Pakistani communities find work.

    Religious reasons can also affect people’s choices about the kinds of investments they make. Under Islamic finance guidelines, investing in profit-making ventures – commonly part of workplace pensions – is not permitted.

    Recent research by the Institute for Fiscal Studies showed that 16% of Pakistani and 24% of eligible Bangladeshi employees opt out of a workplace pension, compared to 10% of eligible white employees.

    All these reasons are important factors in understanding the ethnic pension gap and are vital issues for the government to address.

    So where does this leave government policies to close the gap? Encouraging younger people from Pakistani and Bangladeshi communities to enter (and crucially, to stay) in the labour market can be the first step.

    According to the most recent government data, on average 75% of people aged 16-64 are employed. But this breaks down to 76% for white people, and 57% for Pakistani and 63% for Bangladeshi people.

    Meanwhile, another useful step the government could take would be reducing the £10,000 eligibility threshold for auto-enrolment. This would allow more low earners to start saving for retirement.

    But if more people from minority ethnic communities are going to stick with their workplace pension (or rather if fewer people are going to opt out), the government needs to consider the design and promotion of more sharia-compliant investments. These make workplace pension plans acceptable to Muslim communities. This could be a crucial step in closing the pension gap for future cohorts, and a feasible way forward. These products already exist, after all.

    Closing the ethnic pension gap (and the gender gap within it) is vital because the UK’s population is both ageing and becoming more ethnically diverse. About 18% of the population of England and Wales are from a non-white background (in Scotland it’s 4% and in Northern Ireland 3.4%).

    Addressing the ethnic pension gap is vital. It could take the UK a step closer to a society where people from all ethnic communities have the opportunity to reach later life with greater financial security and dignity.

  • MIL-OSI Global: England plans to make academies follow the national curriculum – but it’s been getting more prescriptive for years

    A national curriculum sets out what state school pupils should be taught during their time at school. But in England, the national curriculum currently applies to only around 44% of children – those in schools run by their local authority.

    The remaining children, including 81.7% of secondary school pupils, are at academies. These schools, the result of a policy to address disadvantage in education, are free to set their own curriculum. Independent, fee-paying schools have never had to follow the national curriculum.

    The government’s children’s wellbeing and schools bill proposes that academy schools would, for the first time, be required to follow the national curriculum.

    This proposal, along with others set to reduce the autonomy of academies, has raised some debate. Academies and their associated freedoms were a flagship policy of the previous Conservative government. Laura Trott, shadow education secretary, has said: “The Bill seeks to turn its back on Labour’s history and take back those academy freedoms on curriculum, on pay and on behaviour. You name it, they are reversing it — all the things that have done so much to improve our education system … And who will suffer? The poorest pupils in society.”

    As well as considering whether all pupils should be taught the national curriculum, England is currently in the middle of a review of the content of the curriculum itself. This is an excellent opportunity to consider how England’s national curriculum can best serve pupils and improve their education. Much evidence suggests the current curriculum is too prescriptive.

    One advantage of not having to follow the national curriculum is that schools can develop a programme of teaching, and how they go about teaching it, that is more closely aligned with the particular context of their school community and pupils.

    Also, for many teachers, the power to control their curriculum is an appealing prospect that links with their professional identity (although evidence has shown that in some multi-academy trusts – groups of academy schools run together – teachers actually have less autonomy).

    Evidence from my forthcoming book with colleague Yana Manyukhina on how children experience the national curriculum shows that some schools who do not have to follow the national curriculum make use of it anyway. However, the academy school in our research project was also able and confident to innovate with their school curriculum by giving children more choices over their learning – in ways that the children we interviewed said highly motivated them.

    Government control

    A national curriculum was first established in England in 1988. Since then, there have been multiple significant revisions. Sometimes these revisions have been quite radical, overturning the ideas and details of previous national curricula.

    The current national curriculum was instituted in 2014. It was developed under the Conservative-Liberal Democrat coalition government and during Michael Gove’s time as secretary of state for education.

    One of the claims in favour of a country or region having a national curriculum is that this ensures that all pupils in a country have an entitlement to learn the same knowledge, skills and other aspects, such as values. The idea is that this will support educational standards by ensuring that all pupils have access to a baseline of knowledge.

    But national curricula often give power to governments to control what happens in lessons in schools. This limits what teachers can make professional decisions about, and provides less scope for teachers to build their teaching on the interests of the pupils that they teach.

    Before 1988, primary school teachers had full control over the curriculum and the teaching methods that they used. England’s first national curricula specified the knowledge to be taught but did not stray into the methods that teachers should use in order to teach.

    For more than two decades, my colleagues and I have tracked the intensification of control, by successive governments in England, over not only the content of the subject of English in primary schools but also the way it is taught. For instance, from 2021 guidance was added to the national curriculum prescribing that the teaching of reading must be taught through the one approach of “synthetic phonics”.

    Government actions are often to some degree based on political ideology. If they have the power to control the curriculum, their ideology can sometimes result in programmes of study that are not sufficiently based on what research shows is likely to be effective.

    For instance, my research shows that the heavy emphasis on the teaching of formal grammatical terms in the current curriculum is not based on evidence as to its value in teaching writing, suggesting that it is rather the result of ideological commitment.

    Irrespective of whether ultimately all schools are required to follow the national curriculum, the new curriculum should be much more evidence-based than the current one.

    A national curriculum can be a useful framework for schools. But it should not restrict subjects and teaching methods that may be of great benefit to children. I would argue that all schools should be given more freedom over the curriculum, and particularly over teaching methods. The government should publish a recommended curriculum that, crucially, schools are not bound in law to follow.

    The Salford Health and Wellbeing Board is working on a new Pharmaceutical Needs Assessment (PNA) for local Salford pharmacies.

    Residents across Salford are being asked to share their experiences. What services do you currently use at local pharmacies, and what services do you need? Are some of the questions being asked.

    The Pharmaceutical Needs Assessment (PNA) examines the current provision of pharmaceutical services in Salford and whether this meets the population’s needs.

    The assessment helps identify any potential gaps in pharmaceutical service delivery. For example, NHS England will use the PNA to help decide whether to approve applications for new pharmacies in Salford.

    Salford Health and Wellbeing Board is conducting a new Pharmaceutical Needs Assessment (PNA) for Salford, which involves gathering feedback from the public regarding pharmacy services.

    The PNA is a legal requirement for the Salford Health and Wellbeing Board. However, residents sharing opinions can help ensure that pharmacy services in Salford are tailored to residents’ needs.

    Thousands of pupils set to benefit from a £2 million investment in reading and writing, breaking down the barriers to opportunity.

    Thousands of pupils across England are set to benefit from a £2 million investment to drive high and rising standards in reading and writing, building on the Education Secretary’s plan for a new era of school standards.  

    In her speech to the Centre of Social Justice (Monday 03 February), the Education Secretary outlined how the success of phonics delivered for millions of children but now was the time to build on this work with a new focus on reading and writing.  

    A third of children leave primary school without fundamental reading, writing and maths skills, this increases to over half for disadvantaged pupils.   

    There also continues to be a decline in children and young people reading for pleasure with the number of children aged 8-18 who enjoy reading in their spare time reduced by a third since 2019. Reading for pleasure has been associated not only with increases in reading attainment but also with writing ability, text comprehension, grammar and breadth of vocabulary.

    Building on the success of phonics, teachers will receive additional training to help children progress from the early stages of phonics in reception and year 1 through to reading fluently by the time they leave primary school. This will be delivered through the English Hubs programme, a school-to-school improvement programme to drive up standards.  

    In secondary school, teachers will be offered new training and resources this year to help them support readers at all levels, and next year the Department will commission further training that will be focused specifically on struggling readers in secondary school who are at risk of falling behind.      

    As part of the £2 million investment, £1 million will be available for secondary schools with the greatest need to apply for, to support them to purchase reading programmes and other resources to support struggling readers. 

    A strong foundation in reading and writing is crucial for children to achieve and thrive, enabling them to not only benefit from the rest of the curriculum, but also help them develop a love for reading from an early stage.    

    As part of the government’s drive to improve reading and writing, the department will also publish a writing framework in the summer, that will be a first step to support schools in delivering high quality writing provision across England ensuring all pupils have a strong foundation in writing.   

    Education Secretary Bridget Phillipson said:  

    This government will build on the successes of recent decades, raising the bar when it comes to standards and delivering on our Plan for Change, breaking the link between background and success.  

    Reading and writing are the cornerstones of learning. They hold the keys to the rest of the curriculum, with pupils who struggle to read so often struggling across the board.   

    So while progress has been made – in particular when it comes to phonics – now is the time to take that work to another level.  

    That means continuing to drive up quality of teaching, giving our brilliant teachers the tools and resources they need, and extending further support directly to the children and young people who need it most – because no child should leave school without a strong grasp of the basics.

    The curriculum review, launched in July, will make sure all pupils benefit from a curriculum that delivers excellent foundations in reading, writing and maths to ensure they can develop the skills needed to succeed in work and life.   

    The government has also committed to spearheading real-world primary maths teaching through evidence based progammes to ensure every child is given the foundations to develop lifelong numeracy skills.

    These reforms follow plans set out by the Education Secretary this week reaffirming her commitment to high and rising standards in schools with an excellent teacher in every classroom, a high-quality curriculum for every school and a core offer of excellence for every parent so that every child can achieve and thrive.

    Minh Quang Pham, also known as “Amim”, 41, was sentenced today to 44 years in prison and a lifetime of supervised release for attempted suicide bombing in alliance with al-Qaeda in the Arabian Peninsula (AQAP), a designated foreign terrorist organization.

    “The defendant was sentenced for an attempt to commit an act of terrorism and plotting a suicide bombing on behalf of AQAP,” said Devin DeBacker, head of the Justice Department’s National Security Division. “The Justice Department will not rest in seeking justice for acts of terrorism and will continue to thwart any attempt to jeopardize global security.”

    “Pham coordinated with known terrorist Anwar al-Aulaqi on a plot to conduct a suicide bombing at Heathrow International Airport which could have killed or injured many people, but fortunately that plan was stopped,” said Assistant Director David J. Scott of the FBI’s Counterterrorism Division. “Pham also tried to recruit others to commit acts of terrorism. The FBI will work with our partners to hold accountable those who align themselves with terrorist organizations and attempt to carry out acts of violence.”

    “Minh Quang Pham’s actions were not just an affront to the safety of this country, but to the principles of peace and security that we hold dear,” said U.S. Attorney Danielle R. Sassoon for the Southern District of New York. “Today’s sentencing underscores our collective resolve to stop terrorism before it occurs, and place would-be terrorists in prison.”

    According to court documents, in December 2010, Pham informed others that he planned to travel to Ireland while residing in London. From Ireland, he traveled to Yemen, the principal base of operations for AQAP. Pham traveled to Yemen in order to join AQAP, wage jihad on behalf of AQAP, and martyr himself for AQAP’s cause. After arriving in Yemen, he swore an oath of loyalty to AQAP in the presence of an AQAP commander.

    While in Yemen in 2010 and 2011, Pham provided assistance to and received training from Anwar al-Aulaqi, a U.S.-born senior leader of AQAP. Al-Aulaqi advised Pham to return to the U.K. for the purpose of finding and making contact with individuals who, like Pham, wanted to travel to Yemen to join AQAP. Al-Aulaqi also provided Pham with money, as well as a telephone number and e-mail address that Pham was to use to contact al-Aulaqi upon his return to the U.K. In addition, Pham exchanged his laptop computer with al-Aulaqi, who provided him with a new “clean” laptop to take with him when he returned to the U.K. so that the authorities would not find anything if they searched his computer.

    In or about June 2011, prior to his departure from Yemen, Pham approached al-Aulaqi about conducting a suicide attack whereby he would “sacrifice” himself on behalf of AQAP. Al-Aulaqi personally taught Pham how to create a lethal explosive device using household chemicals and directed Pham to detonate such an explosive device at the arrivals area of Heathrow International Airport following Pham’s return to the U.K. in 2011. Al-Aulaqi instructed Pham to carry an explosive in a concealed backpack and target the area where flights arrived from the U.S. or Israel. During this time, Pham made videos depicting his preparation to carry out that attack. In one video, Pham is shown wiring an electrical device for the use of making an explosive device. In another video, he sketches an explosive device to be contained in a backpack, and in a third, Pham wears a backpack with wiring for explosives on it, which he turns on in the video.

    During this time, around June or July 2011 — shortly before Pham returned from Yemen to the U.K. — Pham recorded a video in which he attempted to recruit and encourage individuals in the West to engage in violent jihad abroad or in their home countries. In this video, he also expresses a desire to martyr himself. At the outset of this video, consisting of an approximately 13-minute-long monologue, Pham states that, “America itself is not fighting a war with a group or an organization, they are fighting with the army of Allah, the believers.” He continues, in part, “We have that opportunity, that ability to be in their midst, in their land . . . and I advise the brothers inshallah to, whatever you can, to gather and prepare and strike the enemy in their own land . . . The saying, a thousand cuts, you hit them with as much as you can until inshallah the enemy will bleed to death.” During his time in Yemen, Pham also assisted with the preparation and dissemination of AQAP’s propaganda magazine, Inspire. Pham, who has college degrees in both graphic design and animation, worked directly with now-deceased U.S. citizen, Samir Khan, who was a prominent member of AQAP responsible for editing and publishing Inspire.  

    Pham also received a six-page document entitled “Your Instructions” from al-Aulaqi in Yemen, which provided detailed instructions on how Pham was to commit his suicide attack at Heathrow. The document from al-Aulaqi instructed Pham, “[d]o not do anything for the first three months” and “[y]ou should target Christmas/ New Year season[.]” The instructions from al-Aulaqi provided explicit direction about the importance of using shrapnel to kill as many people as possible, including that “[t]he proper use of shrapnel is as important as the main charge itself. The detonation wave from a main charge of AP by itself is most likely not going to cause the death of anyone except those who are in its immediate vicinity. It is the shrapnel that would do the job. You may imagine this IED as a shotgun that is firing in all directions.” The document therefore instructed Pham to take “special care” with the “proper arrangement and choice of shrapnel,” and to “poison” it to inflict maximum death.

    On July 27, 2011, Pham returned to the U.K. Upon his arrival at Heathrow, U.K. authorities detained Pham, searched him, and recovered various materials from him, including a live round of 7.62mm caliber armor-piercing ammunition, which is consistent with ammunition that is used in a Kalashnikov assault rifle, a type of weapon for which Pham received training from AQAP in Yemen. U.K. authorities released Pham and cautioned him for his possession of the live round of ammunition, before, in December 2011, arresting him pursuant to their authorities under U.K. immigration law. In searches of Pham’s residence, other locations, and vehicles, U.K. authorities recovered several pieces of electronic media. Among other things, a forensic analysis of Pham’s electronic media showed that he was accessing speeches and writings of al-Aulaqi as late as December 2011 — months after Pham’s return to the U.K.

    On May 24, 2012, a grand jury returned an indictment charging Pham with terrorism offenses and U.S. authorities sought Pham’s extradition from the U.K. He was provisionally arrested with a view towards extradition on June 29, 2012, and he was extradited to the United States on Feb. 26, 2015. On Jan. 8, 2016, Pham pleaded guilty to terrorism offenses related to certain of the same underlying conduct. On May 27, 2016, Pham was sentenced by U.S. District Judge Alison J. Nathan principally to a term of 40 years in prison. On Sept. 12, 2017, the U.S. Court of Appeals for the Second Circuit affirmed Pham’s conviction and sentence. Thereafter, Pham made a motion that, based on intervening Supreme Court decisions, resulted in the vacatur of one of the counts of his conviction. Ultimately, the government, with Pham’s consent, moved to vacate Pham’s earlier convictions. On April 8, 2021, a grand jury returned a superseding indictment, reinstating certain charges and filing other new charges against Pham, and which formed the basis for Pham’s May 11, 2023, guilty plea and conviction.

    The FBI Washington and New York Field Offices investigated the case. The Justice Department’s Office of International Affairs, Metropolitan Police Service/SO 15 Counter Terrorism Command at New Scotland Yard, Crown Prosecution Service, and the Home Office provided assistance in the investigation, extradition, and prosecution of the case.

    Assistant U.S. Attorney Jacob H. Gutwillig for the Southern District of New York and Trial Attorney John Cella of the National Security Division’s Counterterrorism Section prosecuted the case.

  • MIL-OSI Security: Assistant Attorney General Bill Baer Delivers Remarks Before the National Asian American Coalition and National Diversity Coalition

    Thank you Faith for those kind words and for your outstanding leadership of the National Asian American Coalition (NAAC).  The NAAC and its partners in the National Diversity Coalition have become important voices and strong advocates for communities – in particular, minority and poor communities – that far too often go unheard in our society.  Day in and day out, you provide hope and a helping hand to many hardworking Americans struggling to attain the American dream.  In my three years in this job, one highlight is meeting regularly with your coalition.  You are always informed and effective advocates on behalf of your communities.

    But I appreciate that advocating on behalf of consumers when you visit D.C. is only a small part of what the NAAC and the National Diversity Coalition do.  You provide training to the laid-off father searching for a job that will put food on the table and a roof over his family’s head.  You provide financial advice and resources to the mother hoping to start her own business.  You help families purchase their first home or refinance their mortgage so they can hold onto the home they purchased with their life savings.  You inspire countless young people to dream big and to strive for excellence by providing them with mentoring, after-school programs and scholarships.  I spoke with some of these students this morning.  I believe, as President Obama has noted, that “[t]here is no stronger weapon against inequality and no better path to opportunity than an education that can unlock a child’s God-given potential.”

    The mission of the Antitrust Division also involves ensuring economic opportunity for all consumers.  Our antitrust laws seek to promote fairness in our marketplaces, safeguard the economic freedom of our citizens and strengthen our economy through vigorous competition.  Our first antitrust law – the Sherman Act – was passed 125 years ago.  That law seeks to protect American consumers and businesses from the harm to competition that results when too much economic power is held by only a few corporations and individuals.  The Sherman Act became a vital tool under President Theodore Roosevelt – a progressive reformer often referred to as the “trust buster” – as he spearheaded the movement to bring fairness to the marketplace and to ensure that consumers benefit from healthy competition for their hard earned dollars.  Some years later, his distant cousin – President Franklin D. Roosevelt – established the Antitrust Division at the Justice Department to help continue the fight to protect hardworking Americans from the higher prices and reduced innovation that can result from the consolidation of economic power in a few hands.

    Here are a couple of examples of the Antitrust Division’s work.  Earlier this year, I stood with Attorney General Loretta Lynch when she announced the criminal guilty pleas of five of the world’s largest and most influential financial institutions – Citicorp, JPMorgan Chase, Barclays, UBS and The Royal Bank of Scotland – for manipulating the massive foreign currency exchange market.  As part of their guilty pleas, these institutions were required to pay almost $3 billion in criminal fines, including the largest antitrust fines ever obtained in the Justice Department’s 145-year history.

    A few years ago, we uncovered international conspiracies to fix the prices for all kinds of automobile parts, including seatbelts, airbags and antilock brake systems.  This illegal conduct made it more costly for companies like General Motors, Ford and Toyota to manufacture cars.  At the end of the day, we all know who paid the price for these cartels – the American consumer.  As of today, we have charged 58 corporate executives and 37 companies and obtained more than $2.6 billion in criminal fines.  And we are not done yet.

    Sometimes antitrust crimes are local.  Here in Northern California, our San Francisco office has spent the last several years prosecuting individuals who rigged the bids on foreclosed homes being sold at public auctions.  As you know, many Californians lost their homes during the Great Recession because they could not afford to pay their mortgages.  Some real estate investors saw the misfortune of these homeowners as an opportunity to line their pockets by agreeing not to bid against each other when these homes were auctioned.  They took turns winning these auctions at suppressed prices and deprived the banks and homeowners of the benefits of a competitive auction.  Thus far, we have charged more than 110 individuals who engaged in this type of bid rigging here in Northern California and other parts of the country.  Our San Francisco office also successfully prosecuted a conspiracy to fix the prices of liquid display panels sold worldwide.  LCDs are used in all kinds of electronic products, including flat screen televisions, computer monitors and tablets.  This conspiracy made it more expensive for companies to manufacture electronics, which, in turn, caused millions of Americans to pay higher prices.

    These cases showcase the Antitrust Division’s strong record of criminal antitrust enforcement during the Obama Administration.  Since President Obama took office, we have charged over 400 individuals and 140 corporations with criminal misconduct.  We obtained over $8.5 billion in criminal fines and penalties.  These large criminal fines and penalties serve an important deterrent effect because they directly affect something that corporate executives and investors care deeply about: a company’s bottom line.  But another thing to note: the criminal fines obtained by the Antitrust Division provide funding for the Justice Department’s Crime Victim’s Fund, which helps victims of all types of crime obtain the medical, legal and financial services that they need to move forward with their lives.  In California, this fund has helped victims of child abuse, domestic violence and sexual assault.

    We challenge other misconduct that raises – or threatens to raise – the prices that you as a consumer pay.  Here are some recent examples.

    Think about e-books, a popular alternative to hard copies.  Because they cost less to produce, they should be cheaper.  And until early 2010 they were.  Suddenly, prices shot up.  Why?  Because certain book publishers and Apple entered into an illegal agreement to raise prices.  We sued Apple and the publishers to put an end to their unlawful coordination.

    What happened to e-book prices when the publishers and Apple were forced to compete?  Prices for e-books fell.  In 2010, when the price fixing conspiracy was in place, you often had to pay $12.99 or $14.99 for a best-seller.  After we obtained judgments against Apple and the publishers, prices for best-sellers fell significantly, with many available for $9.99 or less.  Thus, competition, once restored, worked to benefit you and other consumers.

    But what about those who were victims of higher prices during the e-books conspiracy?  Based on the facts we developed, state attorneys general and private plaintiffs have thus far secured over $160 million in refunds for the victims of this conspiracy.  These refunds were directly credited to the consumers’ accounts with Amazon, Barnes & Noble and Apple.

    At the Antitrust Division we also worry about mergers between competitors that put the American public at risk of higher prices and lower quality products.  That was our concern a few years ago when AT&T wanted to buy its rival, T-Mobile.  AT&T claimed that by eliminating T-Mobile as a competitor, you, as a consumer, would be better off.  Our job at the Antitrust Division is to kick the tires on those claims and make sure they are accurate.  Here, the facts we uncovered told us that the elimination of T-Mobile as a competitor risked having you pay higher prices and receiving worse contract terms for mobile service.  We challenged the deal and AT&T ended up abandoning it.

    And guess what happened next?  Just like e-books, when the antitrust laws are enforced, competition flourishes.  T-Mobile went back to competing to win your business.  It spent billions of dollars improving the products it offers; it fought to woo customers by offering lower prices and better services; and it gave customers freedom of choice by offering to pay the early termination fees for those who switched to T-Mobile.

    And T-Mobile’s competitors were compelled to respond.  Sprint began offering lower prices and better plans.  AT&T targeted T-Mobile customers with a $200 credit, plus money for smartphone trade-ins, if they switched to AT&T.  T-Mobile responded by offering plans that allow customers to upgrade their phones twice a year.  AT&T, Verizon and Sprint all felt compelled to match these plans.

    A couple of months ago, in one of his final speeches as the lawyer for the American people, former Attorney General Holder summed up the role and purpose of antitrust enforcement.  He said: “In the appropriate enforcement of the antitrust laws we make real the promise of our democracy and our founding documents.  Vigorous competition in all spheres is what makes this nation exceptional.  It makes progress more likely and promotes the general welfare.”

    The hardworking men and women of the Antitrust Division remain true to this mission.  We should be proud of them and grateful to them.  They make the economy work for all of us.

    Similarly, we are grateful for the work that the NAAC and the National Diversity Coalition do on a daily basis to help some of our most vulnerable citizens and communities.  Together we can help to promote marketplaces where companies compete on price and quality for the hard earned dollars of American consumers.

    Portsmouth City Council has welcomed the Government’s decision to fast-track establishing a new Strategic Authority for Portsmouth, Southampton Hampshire, and the Isle of Wight.

    The confirmation today that the area will be included in the Government’s Devolution Priority Programme is a major step towards establishing the new Strategic Authority for the region with elections for a new Mayor now likely to be held in May 2026.

    A new Strategic Authority would bring significant additional funding and powers devolved from government departments to the region, with a focus on driving economic growth, investment in infrastructure and strategic transport and planning. The elected Mayor will have responsibility for these new powers, all other council services, such as parks, libraries and waste collection, would continue to be delivered by existing councils.

    Last year the four upper tier authorities across Hampshire & the Solent (Portsmouth City Council, Southampton City Council, Hampshire County Council and Isle of Wight Council) submitted a joint expression of interest to Government signalling their support for establishing a regional ‘strategic’ authority in order to access the additional funding and powers it could bring. This was followed in January by a request to be included in the Government’s Devolution Priority Programme (DPP), a fast-track programme designed to deliver new Strategic Authorities across England.

    Government have signalled they will launch a public consultation on proposals for Strategic Authorities to seek local residents’ views. Government has been clear this is to gather feedback but is not a referendum on the proposals.

    Cllr Steve Pitt, Leader of Portsmouth City Council, said:

    “I am pleased Hampshire and The Solent has been selected as part of the Devolution Priority Programme and will ensure our area can benefit sooner from additional powers and investment for jobs and skills, housing and transport at a sub-regional level.

    “I have always said I favoured a deal for just the Solent area without an elected Mayor, but government ruled this out as an option so we now focus on what we can do to make a positive impact for our area, and one benefit a Mayor would bring is a seat for our region at the Government’s new Council of Nations and Regions.

    “We’re expecting government will fund the necessary changes without any impact on local taxpayers and once it has set out the next steps we’ll work with our partners to move things forward and get the best possible deal for our residents.”

    Local Green MSP reacts to brutal INEOS cuts at Grangemouth

    INEOS has announced redundancies of over 400 staff members at their Grangemouth refinery in central Scotland.

    Gillian Mackay, the Scottish Greens MSP for Central Scotland, grew up just 200 yards from the refinery.

    Ms Mackay said:

    “This is a brutal blow for Scotland, but particularly for the community I grew up in and the workers who I know well. I know how hurt the community feels at this time; my thoughts are with everyone.

    Deputy Prime Minister brings six areas onto the Devolution Priority Programme with Mayors to be elected by May 2026 plus four new devolved institutions created.

    A major package of devolution has been announced today – with six new areas confirmed to join the government’s Devolution Priority Programme. 

    Delivering on the government’s commitment to widen devolution, areas will be given sweeping new powers, putting them on the fast track to deliver growth, opportunities, transport and housing for local communities.  

    The programme – one of the largest ever single packages of mayoral devolution in England – will support the areas to move towards devolution at pace, becoming mayor-led strategic authorities by May next year if they proceed.

    Today’s measures brings another 8.8m people under mayoral devolution – or another 15.38% of the population – bringing the total population who will see the benefit from devolution to over 44 million – close to 80% of the country.

    Greater devolution is key to unlocking regional growth, delivering on the government’s Plan for Change and putting more money into working people’s pockets, while also empowering them to direct change in their communities.

    For too long, political power has been hoarded in Whitehall. That’s why the government set out its proposals in the landmark English Devolution White Paper.

    The following areas agreed to join the programme:

    • Cumbria
    • Cheshire & Warrington
    • Norfolk & Suffolk
    • Greater Essex
    • Sussex & Brighton
    • Hampshire & Solent

    These six successful areas will now work to an ambitious devolution timetable, with full government backing, with consultations set to launch shortly. 

    In a further step forward for devolution being delivered at pace, today legislation comes into force to establish four new devolution institutions – as a result of devolution agreements confirmed by the Deputy Prime Minister last year

    This includes establishing two new mayoral authorities in Greater Lincolnshire and Hull and East Yorkshire, and the formation of combined county authorities in Devon and Torbay, and Lancashire.

    The government is also focused on fixing the foundations of local government, with simpler and more effective structures and a reduction in unnecessary layers of bureaucracy. Through a national programme of ambitious local government reform, the government will cut waste and improve accountability, ensuring taxpayers get value for money from their services. To achieve this, all councils in two-tier areas and small neighbouring unitary authorities are now being formally invited to develop unitary proposals – which will bring together lower and upper tier local government services in new unitary councils.   

    Deputy Prime Minister and Secretary of State for Housing, Communities and Local Government Angela Rayner said:

    The truth is that for all the promises of levelling up, central government’s first instinct is all too often to hoard power and hold our economy back. Too many decisions affecting too many people are made by too few.

    We promised to achieve a devolution revolution by overseeing the greatest transfer of power from Westminster in a generation, and today’s announcement will help raise living standards, improve public services and build the homes we so desperately need.

    By taking a common-sense approach to reorganisation, boosted by our reforms to give mayors a suite of vital new powers, we will make sure areas can truly deliver on our Plan for Change.

    In December, we asked areas to come forward to be part of our Devolution Priority Programme. The response was clear—this country is ready for change.

    While devolution can be hard to understand sometimes, the aims of this programme are simple: it puts more money in people’s pockets,  leads to quicker, better, cheaper transport, designed with local people in mind and puts politics back in the service of working people.

    Today’s announcements come just weeks after plans were set out in the English Devolution White Paper to grant mayors control over key areas including strategic planning, housing, transport and skills.

    This will equip these local leaders with the tools they need to deliver for their communities, putting England’s regions centre stage in the government’s Plan for Change missions to grow the economy, deliver 1.5 million homes, and boost opportunity across the country.

    The English Devolution Bill – which is due to be brought forward later this year – will also hardwire proposed new mayoral powers into law.

    In order to allow areas to deliver devolution to this ambitious timetable, the government has carefully considered requests from local councils to postpone a number of May 2025 local elections.

    The bar to postpone elections has been extremely high, and the government has been clear that delays will only be agreed where there is strong justification set out by the local authority. The government has agreed to half of these requests, and will postpone elections due in May 2025 until May 2026 for nine local councils. These councils made the strongest possible case that this is strictly necessary to deliver both reorganisation and devolution to the most ambitious timeframe.

    There is an established precedent, including in the cases of North Yorkshire, Cumbria and Somerset elections, and Buckinghamshire district councils elections, under the previous government when reorganisation happened there. The legislation to enable this  will shortly be laid, subject to Parliamentary timetables. 

    In North Yorkshire, unitarisation enacted in 2023 has enabled the council to manage financial pressures though structural changes and service transformation, which is expected to achieve more than £40m in savings by March 2026. 

    Ministers will also continue to work with Lancashire, which is in a unique position as it is establishing a non-mayoral institution and is committed to reviewing its future devolution arrangements by the autumn, including steps to deepen devolution. This review will consider all options available for the area, including aligning with the Devolution Priority Programme when it concludes. 

    Also, given the urgency of creating sustainable unitary local government for Surrey, we will postpone the county election for that area from May 2025 to May 2026, helping to speed up reorganisation and deliver the local ambitions for devolution with the benefits it will bring.

    The Notice of Election to community councils in Edinburgh has been published today (February 5).

    Community councils are groups of elected local residents who care about their communities. These councils play an important role in the democratic process and act in the interests of their local areas.

    The nomination period runs from tomorrow (6 February) until 27 February. This is when you can nominate yourself to stand for election as a community councillor.

    An election will only be held in a community council area if there are more people nominated than places on the community council. Should this be necessary the election date will be 27 March.

    The new community council term will start on 28 March and will last four years. The next community council elections are planned for 2029 though this may be subject to change.

  • MIL-OSI USA: Department of Defense Program Funds Study of Cranial Regeneration

    Biomedical engineering researchers at UConn Health believe there might be a way to use ultrasound to compel the body to regrow cranial tissue.

    Yusuf Khan, an associate professor of orthopedic surgery, and Dr. David Hersh, associate professor of neurosurgery, have been studying whether some principles of bone development in children could apply to bone healing in adults who’ve had part of their skull removed and replaced.

    They recently were awarded a two-year grant totaling $435,000 through the Congressionally Directed Medical Research Program’s Peer Reviewed Medical Research Program, part of the Department of Defense.

    A decompressive craniectomy, or the removal of a portion of the skull, is a potentially life-saving intervention for when a patient suffers from brain edema, or severe swelling, such as when there has been a traumatic brain injury. The procedure gives the swelling brain more space, relieving pressure and lowering the risk of herniation, which can be fatal.

    Hersh, a pediatric neurosurgeon at Connecticut Children’s who performs craniectomies on select patients with certain conditions, notes that after the follow-up cranioplasty, which is when the portion of skull that had been removed is then reattached, that piece of bone can have problems reintegrating with the remainder of the skull. In some cases, the bone gets resorbed, meaning it instead starts to shrink and get absorbed by the body.

    “You end up being left with big gaps in the bone, which can leave the underlying brain at risk,” Hersh says. “And then the patient needs even more surgeries to provide appropriate coverage, which might involve a synthetic replacement.”

    Original bone has many biological and other advantages over synthetic materials, such as metals or hard plastics, and trying to eliminate or reduce the need for synthetics is one of the tenets of regenerative engineering.

    In 2019, Hersh started collaborating with Khan, who had been studying therapeutic ultrasound and how it facilitates fracture repair. Hersh had prior experience using therapeutic ultrasound for neurosurgical applications such as for blood brain barrier opening.

    “David came to me with a very specific pediatric problem that he wanted to try to solve,” Khan says. “This grant really grew from the original pediatric application, but, through us working together over the years, we realized the potential for adults, too. And the Congressionally Directed Medical Research Program is an ideal funder for a project like this because of the type of battlefield injuries that soldiers unfortunately experience.”

    The focus is on the dura, the thin layer of tissue that encloses the brain, and whether low-intensity ultrasound can provide a physical force that the cells can sense, possibly stimulating cranial bone regeneration.

    “We think that there’s something unique about those dural cells in that they respond to physical forces, just like bone cells do,” Khan says. “We’ve seen interesting responses by dural cells from young animals that are exposed to ultrasound, and we’re now going to explore whether skeletally mature cells act the same way. We plan to add stem cells to the defect site to study how they communicate with dural cells and whether this can stimulate new bone formation.”

    Khan likens it to how certain fractures actually benefit from weight-bearing during the healing process.

    Hersh says the body already provides an encouraging clue.

    “Our hypothesis is based on what people have learned about normal development –the skull grows in response to the underlying dura releasing signals that then stimulate bone formation,” Hersh says. “We think that happens as a result of the brain itself growing when we’re young and applying mechanical strain to the dura, which then signals to the bone above it. So, our aim is to recreate that natural process to facilitate bone healing in a way that’s similar to the original bone development.”

    While studying this issue may have utility for wounded warriors, its potential applications may extend far beyond that. Examples include patients undergoing a decompressive craniectomy and subsequent cranioplasty for reasons unrelated to combat, including in the setting of civilian traumatic brain injury and certain severe types of stroke.

    “This collaboration on regenerating cranial bone is so important for the future of our wounded warriors,” says Dr. Cato T. Laurencin, the founder and director of the Cato T. Laurencin Institute for Regenerative Engineering. “It is also beneficial to any mature patient with a traumatic brain injury. Congratulations to Dr. Khan and Dr. Hersh for securing funding to continue their life-altering research.”

    Khan is the associate program director of the UConn School of Medicine’s Skeletal Biology and Regeneration Graduate Program and a member of the Laurencin Institute.

    “This is a great example of the power of academic interdisciplinary medicine, where a talented surgeon brought a clinical problem to an engaged and creative scientist-engineer to work towards the betterment of patient care,” says Dr. Isaac Moss, chair of UConn Health’s Department of Orthopaedic Surgery. “When I connected Drs. Hersh and Khan five years ago, it was clear that these two faculty members would form a great partnership and it’s great to see fruits from this collaboration.”

    Dr. Ketan Bulsara, chair of UConn Health’s Department of Neurosurgery, agrees.

    The grant starts Feb. 1. While the research is in its very early stages, Khan says when the time comes, the work in the lab will be easily translatable.

    “To me, this represents the best version of a clinician-research collaboration, where there is a clinical need looking for a solution, and there is a research solution looking for the ideal clinical application,” he says. “This demonstrates the power of and the need for clinician-scientist collaborations.”

  • MIL-OSI Global: How citizen science is shaping international conservation

    Citizen science is a powerful tool for involving more people in research. By influencing policy, it is transforming conservation at global, national and local levels.

    Citizen science actively encourages non-scientists to be a part of the scientific research process. Sometimes the terminology gets confusing. We say “non-scientists” but through taking part in citizen science projects, people become scientists – they’re just not professionally involved in the research.

    It’s also worth noting that the “citizen” in citizen science is completely unrelated to ideas of national citizenship. Put simply, it’s science by the people for the people.

    Citizen scientists can take part in every stage of the research process. Depending on the project, participants can write the research questions, choose the methods, collect the data, analyse and interpret the results, and share the research as widely as possible. By broadening people’s understanding of scientific problems and solutions, citizen science can act as a powerful catalyst for change.

    It is already making an impact across lots of disciplines, including conservation, by addressing barriers to policy change such as lack of evidence and low levels of public engagement and input. While it’s not yet common for citizen science to directly influence policy, in our research we’ve seen how citizen science can shape policy at every scale: through promoting policy, monitoring progress towards policy or advocating for policy enforcement.

    At a local level, citizen science can influence policy and transform conservation science. The clean air coalition of western New York is a group of citizens concerned about smells and smoke, and their connection to chronic health problems in the community. The group collected samples in 2004 to determine what was in the air and presented this data to the New York Department of Environmental Conservation (DEC) and the US Environmental Protection Agency.

    In response, the DEC monitored air pollutants in four locations in the city of Tonawanda for a year between 2007 and 2008 – an investigation which formed the basis for compliance monitoring and regulatory actions. As a direct result of citizen science, the Tonawanda Coke Corporation agreed to improve its operations, monitor for leaks and upgrade pollution controls. By December 2019, levels of carcinogenic benzene had dropped 92% since the end of DEC’s sampling in 2008.

    Citizen science can also run at the national level. For example, the annual Big Butterfly Count, run by the Butterfly Conservation charity, encourages people in the UK to advocate for conservation policy by counting butterflies.

    Over 25 days in July and August 2024, 85,000 volunteers recorded their sightings, with alarming results. Average butterfly numbers were at their lowest in the survey’s 14-year history.

    The charity and its citizen scientists called on the UK government to ban pesticides that can harm butterflies and bees. And on January 23 2025, the government confirmed that, for the first time in five years, an emergency application for the use of a neonicotinoid pesticide on sugar beet in England will not be granted.

    The government highlighted that the decision was “based on robust assessments of environmental, health and economic risks and benefits” and, although not explicitly stated, it is clear that citizen scientists contributed to those assessments.

    Going global

    Citizen science also contributes data to international conservation policies. For example, the UN incorporates citizen science data into two of its largest environmental policy frameworks: the sustainable development goals (SDGs) – a set of targets to end poverty, protect the environment, and promote prosperity for all people – and the Kunming-Montreal agreement, which aims to halt and reverse biodiversity decline.

    As part of our work at the European branch of the Earthwatch Institute research organisation, we’re involved with a global water quality monitoring project called FreshWater Watch. This project has successfully engaged communities and governments in Sierra Leone and Zambia to collect data on the proportion of rivers and lakes with good water quality within a country. Over time, this indicator can be used to measure progress towards the SDG for clean water and sanitation.

    Currently, only five of the 231 indicators used to measure progress for the SDGs include citizen science data. But recent research suggests such projects could contribute to up to 33% of these indicators and over half of the 365 indicators for the global biodiversity framework.

    And even where citizen science data is not used in official monitoring towards policy, it can still transform conservation science by educating people and empowering them to advocate for change.

    The Great UK WaterBlitz is a national example of this. WaterBlitzes are four-day campaigns in which volunteers assess the water quality of local rivers, ponds and lakes, using simple-but-reliable testing kits for nitrates and phosphates.

    Nitrates and phosphates occur naturally in the environment and are essential for plant growth. But high concentrations found in sewage and agricultural runoff trigger a process called eutrophication: an overgrowth of algae which leads to increased levels of bacteria and, therefore, decreased oxygen concentrations, which harms aquatic plants and animals.

    Our team has used such testing kits in river catchments for over 10 years, but recently expanded to a UK-wide campaign. In September 2024, we ran our largest event to date, with 4,500 participants investigating 2,300 locations. This created a national snapshot of freshwater health at a granular scale, which we have used to highlight pollution hotspots to the Environment Agency (EA).

    Although this data is not yet used for official monitoring or the development of conservation policy, its contribution to improving water ecosystems is increasingly acknowledged. As the EA’s deputy director for monitoring, insight and innovation told the Guardian: “The Environment Agency values the contribution of England’s growing network of citizen scientists and welcomes the Great UK WaterBlitz and other initiatives that complement our own research, monitoring and assessment work.”

    Despite demonstrating valuable contributions to research – particularly by providing robust datasets – citizen science still faces multiple challenges. The engagement, motivation and retention of volunteers is resource-intensive, and citizen science is not particularly well funded.

    And even though citizen science methods are frequently validated by laboratory scientists, policymakers can still be hesitant to integrate this into their monitoring frameworks, due to often unfounded concerns about the data’s quality and reliability.

    But citizen science is already influencing conservation. This will only increase as policymakers recognise it as a legitimate and valuable scientific approach. And because there are citizen science projects all over the world, anyone can be a part of this positive change.

    Below average temperatures in the eastern United States during the week of January 19, 2025, resulted in high demand for electricity. On January 21 at 6:00 p.m. eastern time, ISO-New England (ISO-NE), the organization operating an integrated grid in Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, and Connecticut, recorded peak hourly demand of 19,600 megawatts (MW). Although demand was elevated, it was lower than the 20,308 MW that ISO-NE forecast peak demand would be in its 2024/2025 winter assessment published on November 7, 2024. Temperatures were more moderate in New England than in the Midwest, which tempered electricity demand somewhat in New England.

    Although the grid had sufficient generating capacity to satisfy demand, a significant share of that supply came from sources that rarely operate. The grid required running older thermal generating plants that burn oil and coal. Between the hours of 11:00 a.m. and 4:00 p.m. eastern time on January 20, 2025, and between the hours of 10:00 a.m. and 1:00 p.m. on January 21, 2025, thermal plants that burn oil provided more electricity to the ISO-NE electricity grid than plants that burn natural gas, which is relatively uncommon. On January 21, 2025, the same group of thermal plants in ISO-NE provided more than 4,000 MW of electricity per hour to the grid between 7:00 a.m. and 11:00 p.m. At the same time, one of the two remaining coal-fired plants that burns coal in the region, the Merrimack facility in New Hampshire, supplied close to 300 MW to the grid from the evening of January 19 to the morning of January 25.

    Oil and coal offset curtailed generation from natural gas-fired power plants from January 18 to January 22. Prices for natural gas were high, and supplies were short during this period because of more demand for natural gas from other consumers, such as homes and businesses. Later in the week, more natural gas was made available, including supply received from a liquefied natural gas (LNG) import terminal in Everett, Massachusetts. This supply helped boost generation from natural gas-fired power plants beginning on January 22.

    Two other major sources of electricity in New England were steady suppliers during the cold snap. The region’s three nuclear reactors steadily provided 3,350 MW of power throughout the period, joined by consistent imports of power from Canada. At 11:00 p.m. on January 18, imports of electricity from Canada surpassed 4,200 MW and averaged 2,886 MW per hour between midnight on January 18 and midnight on January 26.
