    Yuri Trutnev with the winners of the second All-Russian long-range shooting tournament dedicated to the memory of Hero of the Soviet Union Fyodor Okhlopkov

    On October 13, the winners of the second All-Russian Long-Range Shooting Tournament dedicated to the memory of Hero of the Soviet Union Fyodor Okhlopkov were determined in Yakutsk. The closing ceremony of the competition was held by Deputy Chairman of the Government of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, Chief Judge of the tournament Yuri Trutnev, Head of the Republic of Sakha (Yakutia) Aisen Nikolaev and Hero of Russia, Guards Major, Deputy Chief Judge Yaroslav Yakubov. The total prize fund of the tournament was 18 million rubles.

    Over the course of two days, more than 140 shooters from different regions of the country, including participants in the special military operation, competed in night and day shooting. Among those who went to the firing line were active military personnel, employees of law enforcement agencies and special forces, as well as civilian shooting enthusiasts.

    “Next year we celebrate the 80th anniversary of the Great Victory of the Soviet people in the Great Patriotic War. The tournament we are holding is directly related to this anniversary. The competition is held in honor of the memory of Hero of the Soviet Union Fyodor Matveyevich Okhlopkov. And those who are now standing on the site, put on camouflage not only at the tournaments. We will do everything possible to make the competition interesting, objective and fair, so that through your work and joint efforts our country becomes stronger. I am sure that we need to continue this work. We have chosen a good place: Yakutia – a republic with good traditions of sniper skill. Competition creates opportunities to grow and move forward. Thanks to this tournament, among other things, more high-class shooters will be trained in our country, young guys will become interested in military-sports training, which means the level of sniper skill will grow and our Motherland will become stronger,” said Yuri Trutnev.

    “I think the tournament was a success. Many more people came than the first time. The organizing committee headed by Yuri Petrovich Trutnev did a tremendous job to ensure that the best shooters of our country met at the competition. But there is no limit to perfection, we are already starting to prepare for the next tournaments, we will make every effort to ensure that they are held at an even higher level. The results that the participants of these competitions showed, despite the weather, indicate that our Yakutia and all of Russia have traditions of great ancestors, which are continued by their descendants,” noted Aisen Nikolaev.

    The third place in the “Night” stage of the tournament was taken by a sniper with the call sign Kolpachok and a spotter with the call sign Vokha. The second place in the “Night” stage went to the pair Hunter and Creed. The first place in the “Night” stage was won by the pair with the call signs Brat and Kos.

    The third place in the Day stage was won by the sniper pair with the call signs Agron and Yurich. The second place in the Day stage was taken by Nagirny and Bocharov. The first place in the Day stage was awarded to the shooters with the call signs Kolpachok and Vokha.

    The third place winners of both stages were awarded high-precision rifles “Arkuda” of the domestic manufacturer. The second place winners were presented with the keys to the new all-terrain vehicle “Sokol” of the manufacturing plant “Yakt-Sokol” – a resident of the TOR “Patrioticheskaya”. The winners of the competitions received off-road pickup trucks.

    Yuri Trutnev presented a high-precision Raptor rifle from the domestic brand Bespoke Gun. “This prize will go to the 155th separate guards marine brigade of the Pacific Fleet. We have met with the commanders and fighters of this brigade on the line of combat contact many times. I am proud of the fighters and their commanders. I hope that they have many victories ahead and, most importantly, a common victory,” said the Deputy Prime Minister.

    Following the two stages, special prizes were awarded from the Combat Sniping Federation and manufacturers of weapons and equipment: Lobaev Arms, ORSIS, Russian Solid, Dedal-NV and others.

  • MIL-OSI Australia: Federation University to commemorate anniversary of Voice to Parliament with reconciliation lecture

    The National Centre for Reconciliation, Truth, and Justice is commemorating today’s anniversary of the Voice to Parliament Referendum by holding a special event tonight at the Melbourne Museum.

    The event is the second Annual Reconciliation Lecture, following last year’s inaugural event with Noel Pearson as guest lecturer. The Lecture is designed to increase understandings of reconciliation in the wider community.

    The National Centre, established at Federation University in March 2023, is Australia’s leading think-tank on reconciliation and will host a panel that will discuss “One Year on from the Referendum – Where are we with Reconciliation, Voice, Treaty, and Truth?”

    The panel, moderated by Professor Andrew Gunstone, the National Centre’s Executive Director and Australia’s foremost academic authority on reconciliation, will consist of three eminent First Nations leaders:

    • Dr Jackie Huggins AM, a national reconciliation leader for over four decades
    • Commissioner Sue-Anne Hunter, Deputy Chair Yoorrook Justice Commission
    • Rueben Berg, Co-Chair First Peoples Assembly of Victoria

    The panel will explore several key issues, including where we are as a nation following the Referendum, is Reconciliation dead, and how Australia and Victoria are engaging with Voice, Treaty, and Truth.

    Professor Gunstone will host this special event to a sold-out audience, which will also include a speech from Federation University Australia’s Vice-Chancellor and President, Professor Duncan Bentley.

    Department of Law Enforcement Establishes Gun Tip Line

    HONOLULU – The Department of Law Enforcement (DLE) has established a Gun Tip Line for people to make anonymous reports of illegal gun ownership and gun crimes.

    “The Gun Tip Line offers another way the public can assist law enforcement in protecting our neighborhoods,” said DLE Director Jordan Lowe. “Guns that have been stolen, guns that haven’t been registered and guns in the wrong hands are often used to commit crimes. The consequences can be tragic. So, if you see something, send something to the Gun Tip Line and help us make Hawai‘i safer.”

    There are several ways to report a gun tip.

    • Call or text the Gun Tip Line at 808-427-4018.
    • Submit a tip on the DLE website at law.hawaii.gov.
    • Download the Saferwatch app where tipsters can submit photographs and videos with their tips.

    All tips are confidential. All tipsters may remain anonymous.

    People reporting tips are encouraged to leave detailed information including the names of those in possession of illegal guns or committing gun crimes, a location where those people may be found and a description of the guns. Tipsters may leave their name and phone number if they would like to be contacted.

    In emergency situations that require immediate assistance, people are still advised to call 9-1-1.

    Beaufort S.C.- Meet Teresa Smith, the Mammography Technician here at Naval Hospital Beaufort. She is local to the low country; she was born in Ridgeland. Teresa said “I’ve moved around the low country throughout my life but seem to always come back to where most of my family lives, which is Hampton, S.C.” She graduated from Trident Technical College in 1994 with an associate degree in Health Science, specific to Radiology Technology.
    While she was living in the Charleston area, she met her husband, and they just celebrated 30 years of marriage.
    Teresa has worked for the last 19 ½ years at Naval Hospital Beaufort, April 2025 will mark 20 years. Teresa is a military spouse. Her husband is a retired Chief Gunners Mate with 24 years of combined active duty and reservist, very active reserve after 911.
    Radiology runs in her family. Her dad was a Radiology Technologist as well as her older brother. Family is very important to her, and she enjoys spending time with family, her 3-year-old granddaughter is the apple of their family’s eye.
    A few things Teresa enjoys doing in her free time include, going to the range with her husband, as well as shopping, traveling, and hiking. She recently hiked the presidential trail at Mt. Rushmore. She is also very active in her church helping with the youth group.
    When asked why she loves her job and has been doing it for so many years she replied “I find my job very rewarding, it’s all about getting the best images for my patient and my radiologist to make a diagnosis for that patient’s care. My passion is patient care, the whole reason we are here is to take care of our patients and provide them with the best care possible.”

    In the last two decades, Supreme Court justices have accepted hundreds of gifts valued at nearly $5 million
    Washington, D.C. – U.S. Senator Ron Wyden said today he is cosponsoring legislation that would ban Supreme Court justices from receiving gifts valued at more than $50, aimed at strengthening the ethical standards of the Court.  
    Senators Ben Ray Luján, D-N.M., and Peter Welch, D-Vt., led the introduction of the High Court Gift Ban Act. In addition to Wyden, Senators Chris Van Hollen, D-Md., Alex Padilla, D-Calif., and Jeanne Shaheen, D-N.H., cosponsored the bill. Representatives Alexandria Ocasio-Cortez, D-N.Y., and Jamie Raskin, D-Md., introduced companion legislation in the House.
    “American democracy can only work if the public has trust in its institutions,” said Wyden, who recently introduced sweeping reforms to restore public trust in the Supreme Court. “With more and more Supreme Court ethics violations being uncovered, the public’s trust in the Court has been shaken to its core. It’s not just unacceptable but morally wrong that those sitting on our nation’s highest court can get away with accepting lavish gifts from just about anybody. Supreme Court justices should be held to the same standards as other federal officials so that faith can begin to be restored in one of America’s most powerful institutions.”
    Under current law, Supreme Court justices are not held to the same restrictions on accepting gifts that apply to members of Congress, federal judges, and other federal officials. A recent analysis by Fix the Court estimated that in the last two decades, Supreme Court justices have accepted hundreds of gifts valued at nearly $5 million.
    The High Court Gift Ban Act does the following:
    Bans Supreme Court justices and all 2,300 lower court judges from receiving gifts valued at more than $50 in a single instance or more than $100 in aggregate in a year;
    Caps gifts of personal hospitality, which are currently unregulated, at a value equal to the tax threshold for personal gifts, currently about $18,000;
    Contains exemptions in line with those for members of Congress;
    Enforces prohibitions by requiring referrals to the attorney general for investigation;
    Aligns civil and criminal penalties for non-compliance with the government-wide financial disclosure law, the Ethics in Government Act: 
    Up to $50,000 for civil violations;
    Fines and up to one year in prison for criminal penalties.

Today, to commemorate International Day of the Girl, First Lady Jill Biden will host the second “Girls Leading Change” event at the White House to recognize outstanding young women from across the United States who are making a difference in their communities. This year’s event will honor 10 young women leaders, selected by the White House Gender Policy Council, who are leading change and shaping a brighter future for generations to come.  

    The Biden-Harris Administration is committed to ensuring that girls can pursue their dreams free from fear, discrimination, violence, or abuse; and to advancing the safety, education, health, and wellbeing of girls everywhere. Investing in young people means investing in our future; and they should have the opportunity and resources they need to succeed.

The Biden-Harris Administration has also lifted hundreds of thousands of girls out of poverty by updating the Thrifty Food Plan and creating SunBucks, a new program that helps low-income families afford groceries over the summer when they don’t have access to school meals.
    • Supporting Youth Mental Health. President Biden and Vice President Harris believe that health care is a right, not a privilege, and that mental health care is health care—period. That’s why they invested almost $1.5 billion to strengthen the 988 Suicide & Crisis Lifeline and launched the National Mental Health Strategy, with ongoing investments to strengthen the mental health workforce, ensure parity for mental health and substance use care, connect Americans to care, and better protect youth from the harms of social media. The Biden-Harris Administration is also delivering the largest investments in school-based mental health services ever, bringing 14,000 new mental health professionals into schools across the country and making it easier for schools to leverage Medicaid to deliver care.
       
    • Preventing Gun Violence, Including Domestic Violence with Firearms. Gun violence is the leading killer of children and teenagers in the United States. President Biden and Vice President Harris have taken historic executive action to reduce gun violence and violent crime. In 2022, President Biden signed into law the Bipartisan Safer Communities Act (BSCA), the most significant new gun safety legislation in nearly 30 years. The intersection between guns and domestic violence can be especially deadly, and BSCA expanded background checks to keep guns out of the hands of more domestic abusers, narrowed the “boyfriend loophole” so an individual convicted of a misdemeanor crime of domestic violence against a dating partner is prohibited from purchasing a firearm, and expanded funding for red flag laws that allow for temporary removal of firearms from an individual who is a danger to themselves or others. President Biden established the first-ever Office of Gun Violence Prevention, overseen by Vice President Harris. The Biden-Harris Administration has made historic investments in law enforcement and community-led crime prevention and intervention strategies and has announced more executive actions to reduce gun violence than any other administration. Most recently, building on life-saving actions that the Administration has already taken, President Biden signed a new Executive Order in September 2024 to improve school-based active shooter drills and combat emerging firearms threats. The President and Vice President also announced new actions to support survivors of gun violence, promote safe gun storage, fund community violence intervention, and improve the gun background check system, among other actions.
       
    • Launching the American Climate Corps. President Biden launched the American Climate Corps to give a diverse new generation of young people the tools to fight the impacts of climate change today and the skills to join the clean energy and climate-resilience workforce of tomorrow. The American Climate Corps is tackling the climate crisis, including by restoring coastal ecosystems, strengthening urban and rural agriculture, investing in clean energy and energy efficiency, improving disaster and wildfire preparedness, and more. More than 15,000 young Americans have already been put to work in high-quality, good-paying clean energy and climate resilience workforce training and service opportunities through the American Climate Corps—putting the program on track to reach President Biden’s goal of 20,000 members in the program’s first year ahead of schedule.
       
    • Providing Children with Healthier, More Sustainable Environments. The Environmental Protection Agency’s Clean School Bus Program has awarded nearly $3 billion and funded approximately 8,700 electric and low-emission school buses nationwide, protecting children from air pollution by transforming school bus fleets across America. The Biden-Harris Administration also invested $15 billion toward replacing every toxic lead pipe in the country within a decade, protecting children and schools from lead exposure that can cause irreversible harm to cognitive development and hamper children’s learning. And earlier this year, the Environmental Protection Agency provided $58 million to protect children from lead in drinking water at schools and child care facilities.
    • Fighting Online Harassment and Abuse. Online harassment and abuse is increasingly widespread in today’s digitally connected world and disproportionately affects women, girls, and LGBTQI+ individuals. President Biden established the White House Task Force to Address Online Harassment and Abuse to coordinate comprehensive actions from more than a dozen federal agencies, and his Executive Order on artificial intelligence directs federal agencies to address deepfake image-based abuse. The Department of Justice also funded the first-ever national helpline to provide 24/7 support and specialized services for victims of online harassment and abuse, including the non-consensual distribution of intimate images; raised awareness of new legal protections against the non-consensual distribution of intimate images that were included in the Violence Against Women Act Reauthorization Act of 2022; and funded a new National Resource Center on Cybercrimes Against Individuals.
    • Keeping Students Safe and Addressing Campus Sexual Assault. The Department of Education restored and strengthened vital Title IX protections against discrimination on the basis of sex for students and employees. The Department of Justice awarded more than $20 million in FY 2024 to support colleges and universities in preventing and responding to sexual assault, domestic violence, dating violence, and stalking. And the Department of Education—in collaboration with the Departments of Justice and Health and Human Services—launched a Task Force on Sexual Violence in Education that has released data on sexual violence at educational institutions and is working to improve sexual violence prevention and response on campus.
    • Supporting Vulnerable Youth. The Biden-Harris Administration has taken action to support the needs of vulnerable and underserved youth—from helping prevent youth homelessness and human trafficking to supporting employment initiatives for youth with disabilities. This includes $800 million in dedicated funding to support students experiencing homelessness through the President’s American Rescue Plan. The Department of Health and Human Services also issued landmark rules to improve the child welfare system, particularly for the most vulnerable children, and to advance the safety and wellbeing of families across the country, including for LGBTQI+ children in foster care. And the Department of Justice has funded programs to help communities develop, enhance, or expand early intervention programs and treatment services for girls who are involved in the juvenile justice system.

    The Biden-Harris Administration has also taken action to support girls around the globe by fighting to advance the human rights of women and girls and promote access to education, health, and safety, including:

    • Promoting Girls’ Education Globally. The United States is investing in girls’ education around the world, which in turn advances health and economic development. The U.S. Agency for International Development (USAID) invested more than $2.5 billion from FY 2021-2023 to increase access to quality basic and higher education, and reached 18.7 million girls and women in 69 countries in FY23 alone to advance gender equality in and through education. The Departments of State and Labor have also supported efforts to promote girls’ education through science, technology, engineering, and mathematics (STEM) education programs in Kenya and Namibia, as well as technical and vocational education training centers for adolescent girls in Ethiopia. The United States has strongly condemned the restriction of girls’ education in Afghanistan, including by restricting visas for individuals believed to be responsible for, or complicit in, repressing women and girls by limiting or prohibiting access to education.
    • Closing the Gender Digital Divide. Last year, Vice President Harris launched the Women in the Digital Economy Fund (Wi-DEF) to accelerate progress towards closing the gender digital divide. To date, Wi-DEF has raised over $80 million, including an initial $50 million commitment from USAID. Building on the success of the Fund, the Women in the Digital Economy Initiative includes commitments from governments, private sector companies, foundations, civil society, and multilateral organizations that have pledged more than $1 billion to accelerate gender digital equality. This Initiative supports girls’ access to digital learning opportunities, provides employment and educational skills, and helps fulfill the historic commitment of G20 Leaders to halve the digital gender gap by 2030. Since the launch of Wi-DEF, the United States has invested $102 million in direct and aligned commitments to closing the gender digital divide and accelerating gender digital equality.
    • Preventing and Responding to Online Harassment and Abuse Globally. To address the scourge of online harassment and abuse against girls and women, the Biden-Harris Administration launched the 15-country Global Partnership for Action on Gender-Based Online Harassment and Abuse, which has advanced international policies to address online safety and supported programs to prevent and respond to technology-facilitated gender-based violence. Since the Global Partnership was launched in 2022, the Department of State has supported projects in every region to prevent, document, and address technology-facilitated gender-based violence, cultivate safe online use, and respond to survivors’ needs. 
    • Championing Girls’ Leadership in Addressing the Climate Crisis. In 2023, Vice President Harris announced the Women in the Sustainable Economy Initiative—an over $2 billion public-private partnership to promote women’s access to jobs in the green and blue industries of the future—including by advancing girls’ access to STEM education. Through WISE, the Department of State is investing more than $12 million in programs to benefit girls, including programs that promote girls’ economic skills and opportunities in STEM and that foster girls’ roles in leading, shaping, and informing equitable and inclusive climate policies and actions.
    • Strengthening HIV Prevention Services for Girls. To address key factors that make adolescent girls and young women particularly vulnerable to HIV, the United States launched the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) public-private partnership as part of the President’s Emergency Plan for AIDS Relief (PEPFAR) in 2014. Announced in 2023, PEPFAR’s DREAMS NextGen program is the next phase of DREAMS that will take a more nuanced approach that is responsive to the current context within each of the 15 DREAMS countries. PEPFAR has invested more than $2 billion in comprehensive HIV prevention programming for girls through DREAMS—including $1.3 billion since the start of the Administration—and the program reaches approximately 2.5 to 3 million girls annually.
    • Increasing Efforts to End Child Marriage Globally. To address the global scourge of child, early, and forced marriage, USAID and the Department of State invested $86 million in 27 countries to support programs that prevent and respond to this harmful practice, including by equipping girls and young women with education and workforce readiness skills; providing education, health, legal, and economic support; and raising awareness. Under the leadership of the Biden-Harris Administration, the United States also made its first-ever contribution to the UNICEF-UNFPA Global Programme to End Child Marriage, which works in 12 countries in Africa and South Asia to promote the rights of adolescent girls, and is contributing more than $2 million in FY 2024 to UNFPA to help reach refugee adolescent girls and prevent child marriages in humanitarian settings.
    • Leading Programs to End Female Genital Mutilation and Cutting. To address the harmful practice of female genital mutilation and cutting (FGM/C), USAID invested in programs to address this issue in Djibouti, Egypt, Mauritania, and Nigeria. The United States is a long-standing donor to the UNICEF-UNFPA Joint Programme on the Elimination of Female Genital Mutilation, and invested $20 million from FY 2020-FY 2023 in this partnership, which has succeeded in advocating for legal and policy frameworks banning FGM/C in 14 of 17 countries and supported more than 6.3 million women and girls with FGM/C-related protection and care services.
    • Promoting Young Women’s Civic and Political Participation. The Biden-Harris Administration has advanced the political and civic participation of women and girls as a pillar of democracy promotion efforts worldwide. The Administration launched Women LEAD, a $900 million public-private partnership focused on building the pipeline of women leaders around the world, including by supporting programs to reach girls and young women. Under this umbrella, the USAID-led Advancing Women’s and Girls’ Civic and Political Leadership Initiative provides more than $25 million to identify and dismantle the individual, structural, and socio-cultural barriers to the political empowerment of women and girls in ten focus countries: Côte d’Ivoire, Nigeria, Tanzania, Kenya, Colombia, Ecuador, Honduras, Kyrgyz Republic, Yemen, and Fiji. Furthermore, the State Department is launching a new $1.25 million program in Africa that will empower and equip young women leaders to take on decision-making roles in democratic transition processes.
    • Protecting Girls in Humanitarian Emergencies. The United States government has increased its support for girls in humanitarian and fragile contexts. Since 2021, USAID has more than doubled the percentage of its humanitarian budget allocated to the protection sector, which includes child protection and gender-based violence activities serving girls. In FY 2023, USAID provided $163 million specifically towards addressing gender-based violence in humanitarian emergencies. In 2022, USAID and the Department of State launched Safe from the Start: ReVisioned, which seeks to better address the needs of girls and women from the onset of a conflict or crisis.
    • Combatting Child Trafficking. To combat child trafficking, including trafficking of girls, the Department of State has committed $37.5 million through Child Protection Compacts, building capacity in Jamaica, Peru, and Mongolia, and establishing new partnerships with Colombia, Cote d’Ivoire, and Romania. These partnerships strengthen country responses to child trafficking to more effectively prosecute and convict traffickers, provide comprehensive trauma-informed care for child victims—including girls—and prevent child trafficking in all its forms.

    CARLSBAD, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, met with public safety leaders at the Carlsbad Police Department to hear how nearly $1 million he secured for a forthcoming, new Mobile Command Center and operational radio and communications equipment will improve response times and emergency coordination to help law enforcement agencies in Eddy County keep New Mexicans safe.

    “We need to better equip law enforcement with the tools needed to keep New Mexicans safe, and I’m committed to doing that,” said Heinrich. “Upgraded technology will make a real difference for the Carlsbad Police Department, improving emergency response throughout Eddy County and helping first responders serve the community. It’s delivering investments like these to support our law enforcement officers and first responders that make me proud to fight for New Mexico on the Senate Appropriations Committee.”

    During the visit, Heinrich was briefed by the Carlsbad Police Chief Shane Skinner, Carlsbad Mayor Rick Lopez, and Carlsbad Fire Chief Tony Souza on how investments he secured through his seat on the Appropriations Committee for radio and communications equipment — currently being used by first responders and law enforcement — is keeping New Mexicans safe. Heinrich additionally highlighted funding he secured for a new Mobile Command Center.

    Background:

    Heinrich secured nearly $1 million through the Fiscal Year 2022 Appropriations process for a new Mobile Command Center and new radio and communications equipment to improve response times and emergency coordination to help first responders in Eddy County keep New Mexicans safe. 

    In addition to this investment, Heinrich secured $1 million in the FY24 appropriations bill to purchase new National Integrated Ballistics Information Network (NIBIN) ballistics testing machines for law enforcement agencies to use in Las Cruces, Farmington, Gallup, and Roswell. These machines will help law enforcement agencies quickly and effectively identify, solve, and prosecute crimes involving firearms. 

    Prior to this investment, there were only three NIBIN machines in all of New Mexico: two in Albuquerque and one in Santa Fe.The Roswell NIBIN machinewill create a much closer option for law enforcement agencies in southeastern New Mexico. The intelligence gathered by all of the new NIBIN machines will go to the New Mexico Attorney General’s Crime Gun Intelligence Center where dedicated and trained analysts will use the information to trace and network firearms used in crimes across the state. The Center will then be able to feed that information back to law enforcement agencies to improve identification of suspects and support successful prosecutions.

    Earlier today, Governor Kathy Hochul participated in a fireside chat at The Project Healthy Minds World Mental Health Day Festival. World Mental Health Day was established on October 10, 1992 by the World Federation for Mental Health. Since then, it has been observed every year with the aim of raising awareness in the global community about critical mental health agendas through collaboration with various partners to take action and create lasting change.

    Linsey Davis, ABC News: Good morning, everyone. Good morning, and thank you so much for joining us on this World Mental Health Day. We are excited to have this conversation with regard to mental health — America’s fraying social fabric — which is such a necessary and worthwhile conversation to have. And we are so glad to have with us Kathy Hochul, the 57th Governor of New York — first female Governor of New York.

    Governor Hochul: Yes. Thank you, everybody.

    Linsey Davis, ABC News: And not only do we have in her an advocate when it comes to mental health reform, but also with abortion rights and gun safety and beyond. But in particular, today we’re going to really talk about the status of mental health when it comes to our youth both in the State of New York and beyond, because a number of the initiatives that you’ve actually started are really a model that the rest of the country is looking at and implementing. And so, we just thank you so much for taking the time to have this really critical and necessary conversation.

    You know, it’s been said that if you’re not afraid, you’re not paying attention. And I think that is certainly true of these times when we think about — whether it’s natural disasters or the global conflict in Ukraine or Israel, and the slightly contentious election for President that we’re in the midst of — but all of these have ramifications when it comes to our young people. And I want to get to that larger crisis that’s taking place, but first I want to talk about — further compounding all of this — is that there are still lingering effects from COVID-19.

    Governor Hochul: That’s exactly right. I would put that at the top of the list of what maybe precipitated this unusual time in our history where we’re finding that childhood is no longer a time of joy. It is enormously stressful. And to see kids in middle school and high school in particular that are really devolving into a dark place — and this is not from me reading books. This is from me spending two years on the road convening young people in libraries and classrooms and different community centers all over the State, and asking them what’s going on. Why are these statistics that we’re seeing about — particularly young women contemplating suicide and actually following through with it — happening? The depression, the anxiety — all these parallel factors are going on at a time when people are not recovered from the pandemic.

    And I say that to adults and they don’t even think about it anymore because their resiliency was baked into them. As adults, you’ve been through a lot. When you are a 12-year-old or a 16-year-old, you don’t have those natural coping skills. And those kids today are still talking about the pandemic that we have put in the rear view mirror.

    But parallel with that was the rise in social media algorithms that are addictive. So, this was the imperfect storm that — the collision of which — has affected the mental health of our kids, and we have to do something about it because we’re the adults in the room, we’re the adults in their lives and they’re asking us, as one young woman said to me, “You have to save us from ourselves. We cannot put down the phones, we cannot break the addiction.” And I have to do something. I’m the first woman governor, but also I’m the first mom governor whose kids have gone through this, and I see so many family members and so, I applaud you. And also Project Healthy Mind for putting a spotlight on something that four or five years ago I don’t think there would have been as much interest in, but now even the Surgeon General has declared this a crisis. And we, in leadership positions, have no option but to act, and I’ve been doing this for years.

    Linsey Davis, ABC News: And when you talk about the stress, anxiety, uncertainty in particular that kids are feeling — give us an idea of some of the initiatives, some of the specific steps that your administration is taking.

    Governor Hochul: Well, number one, when I first became governor three years ago, I knew that there’s still a stigma about seeking help. I mean, I’ve been working on this in the addictive space — opioid addiction — and so people don’t want to get help. Mental health, it seems like you’re admitting a weakness if you seek help. I’m glad to see there’s been an evolution where more people are open about it and talking about it on social media platforms and podcasts, and programs like this that allow people to feel more comfortable with the fact that we’re all imperfect. Sometimes we need help at different points in our lives. But when it came down to what I could do as governor — $1 billion I put on the table. I said, “This means we’re serious.” The whole array of services, whether it’s in schools — which I think is one of the most important places [for there to be] mental health services and clinics inside our schools — to help kids who are starting to show signs of fraying from the stress. If we help them now, we don’t have to commit them to a lifetime of needing services and help later. So, it’s right in the classroom, all the way to dealing with the challenge of homelessness and mental health challenges on our subways — we have embedded teams that are professionals, they’re caring, I’ve met with them so many times, I’ve been there with them — they meet individuals who others may walk by and be afraid of and say, “You know, that person could do harm to myself or my baby in the stroller. I’m a senior citizen going to a doctor’s appointment.” There’s a fear that’s embedded in all of us when you see something that is unknown to you.

    So, let’s get people help. They do not deserve to live on the subways and in our streets; we get them supportive housing so there’s money involved in that as well; opening up more mental health beds.

    During the pandemic — people don’t know this — thousands of beds dedicated for providing mental health services in our hospitals were converted to COVID beds. And then afterward I said, “Well, why aren’t they all back online? I’m tracking the numbers. Why do we have such a shortage in places like New York City? Why is there a shortage of hospital beds available to treat people who need these services?” Well, it turns out that the reimbursement rates were higher for a hospital, more profit could be made if you kept them as non-psychiatric beds because those costs are higher.

    So I said, “That’s not okay.” I closed the gap so they can make the money they need to make on Medicaid provided beds, so that was taken care of. And also making those — bringing them back online. So it’s everything from the classroom to reducing the stigma in countless ways, programs like this, money for programming and supportive services.

    Everything we can think of, we’re trying to do. But my job is to make sure we don’t start another whole generation of young people who are held captive to these algorithms. We have nation leading legislation, and I’ll tell you, taking on the tech companies is not the easiest thing in life to do, but we forced them to adhere to what we’re saying in New York.

    In New York State, as a result of laws that I enacted just a few months ago and with the support of Common Sense Media and other great organizations and our advocates, no longer can social media companies unsolicited — and bombard young people with addictive algorithms without them asking for it. Their parents have to be okay with that. I don’t think too many parents are going to say that’s okay.

    They also cannot send notifications all night long to our kids who need a good night’s sleep. They’re exhausted. You don’t function at a high level as an adult, but certainly not a young person supposed to sit for eight hours a day and be paying attention when you haven’t slept at night because you cannot put down that addictive feature, which is your phone.

    And so that’s where we are now, and again, talking about what’s happening in schools. Stood up to the social media companies. We are a tech society. We are a tech state. We’re a tech city. I welcome the tech companies. This is not an ‘us against them,’ it is saying, “You know better. You are all executives who probably have children. Do you really want your kids to be seeing these dark images and being drawn into places?”

    You put in the word ‘suicide,’ it’s not teaching you how to get help and supportive and uplifting messages to help you heal, it teaches you how to commit suicide. That’s what I’m talking about. There are messages that are not appropriate for young people.

    They can, on their own, go to social media sites, but don’t be taking personal information you have collected about a child that you have gathered, and now use that to hold them captive. That’s the cycle we’re going to break here in the State of New York, and I hope every other state follows suit.

    Linsey Davis, ABC News: And these are, as you’ve said — yes, there’s applause there — first in the nation social media laws that you are taking to protect our children. But beyond that, you just finished a listening tour with regard to — I guess, that has informed some of your decisions to try to have this initiative to ban cell phones in schools. I’m curious what made you decide, “You know what, we have to do this,” and what has been the reaction, the feedback that you’ve been getting?

    Governor Hochul: Great question. Again, I wanted to hear from parents, teachers, students themselves, administrators, school boards, principals, everybody. So, these are the people I’ve been gathering.

    And what I have universally heard is that school districts and school boards don’t want to be the heavies. They know this should happen, and those who are courageous enough to go forward already, and some school districts have, I know Lackawanna in Western New York, where I was born in the City of Lackawanna, they’ve done it; there’s a number in Westchester; Schoharie County was the first that I could think of that had a widespread unveiling of this. They said it was hard at first, and parents were resistant. Teachers didn’t know what would happen, they didn’t want to be the cell phone police, they wanted to just teach. But they are the happiest school district in our state — I’m going to go out on a limb here. Because the school superintendent said to me, “We heard something we haven’t heard in years, children’s voices – children’s voices at lunch, physical education, in the hallways.”

    Linsey Davis, ABC News: They’re actually interacting with each other.

    Governor Hochul: They’re talking, they’re sometimes yelling at each other. Sometimes there’s things — he says, “They’re not always friendly.” But he says, “And they’re making eye contact with each other.” I mean, think about what happens when you spend your day like this. You lose those human interaction skills that we expect young people to graduate from school having developed. And what happens to an 18-year-old, who does not have that because we’ve allowed this phenomenon and this distraction all day long. And they don’t develop that. When they go to a workplace, they want to get a job at Hudson Yards and be part of a team and, and the creative collisions that come up with the brilliant ideas that New York City is known for. It’s not going to happen because we’ve not allowed them to emerge as fully functioning adults by letting this distraction – And teachers, I’ll tell you, when I say distraction — 74 percent of teachers in the United States of America say this is such a distraction they want them gone because they’re in competition. One teacher said, “I don’t even want to teach anymore. I’m in competition with this cell phone, and they’re not looking at me, they’re not paying attention. I’m trying to create a bond and a relationship with them. And I, by the end of this school year, I’ve thrown in the towel, I can’t do this anymore.” So the teachers want it. School districts want me to be the heavy. I said, “I get blamed for everything anyhow, just add it to the list, right?” It’s like, “I can take it, don’t worry about me.” So I said, “I’ll be the heavy because this is right.”

    The parents are the ones you worry about, right? And I’m a mom. My kids were in middle school during Columbine. So that shapes how you feel, that insecurity when the most, you know, your most precious person in the world to you is your child going off to kindergarten. And again, I still sometimes think about how I cried for days when my kid’s going off to kindergarten. Then they go off to college, it’s like, bye, give us a call once in a while.

    So, but, it’s hard. And when you see this — the shootings, the mass shootings, we did an event with Gabby Giffords yesterday on gun violence, and thank you for raising that. We have the toughest gun laws in the country, by the way, and the lowest — third lowest homicide rate by the — third lowest in the nation. So that’s another focus, but it ties into anxiety that parents have and they feel now that because they have to be connected with their kids all day long and, and especially if there’s a crisis on the school grounds. There’s the worst nightmare of all: a school shooter on the loose near your child. I also was thinking, well, maybe this is going be too hard for parents because, you know, it’s a lot to ask and they’re going to be worried.

    When I talk to law enforcement, and they said to me, “Tell the parents and we’ll tell them — if there is an active shooter on the grounds, in the building — the last thing you want your child to be doing is looking for their cell phone, starting to record things, talking to their friends, calling their parents.” He said, “They need to be focused on the adult in the room who will lead them to safety.” And that was my aha moment. I said, “You’re right. Parents need to know that.” So, there’s that safety issue, but also, my kids are adults now. They didn’t have cellphones in school. They’re — it did not happen during their era. Our job is not to raise kids. Our job is to raise adults. Fully functioning adults who know how to interact with others, who are not so attached to their parents every hour of the day throughout school. At some point, you do have to cut the cord. The apron strings as they used to say. No one knows what an apron is anymore, so I don’t say that. I had to make one at Home Ec because they wouldn’t teach us real skills, okay? I wanted to work on cars, with the guys in the shop, but they didn’t let us, okay? So, you have to cut the ties at some point.

    And one first grade teacher said to me, and I love talking to teachers, she says, “I’m fed up with the fact that every child, every six-year-old in my first grade class, has a smartwatch on that the parents send so they can be in touch with their child throughout the day, and they’re like, ‘Oh, the teacher was mean to me, Mommy.’”

    They said they’re getting phone calls from parents: “‘I just got sent to the office.’ Why are you sending my little girl to the office?” So, it’s not functioning. And so, parents, I know it’s hard because you need to go back to a time when you grew up, your parents did not keep track of you all day long. You did not have them as a crutch. And my God, if you forgot your lunch, two options: Borrow one of your friends, see if you can share a sandwich, or the next day, don’t forget. And you won’t forget the next day, right? Oh, because I hear that. “What if they forget their lunch? What if they have to make their after school plans?” Well, we’ll give them the phone back after school and maybe they’ll learn the skill of pre-planning their day. So, I want them to learn coping skills, resiliency and emerge as part of our New York State workforce — fully functioning — and we are the barriers because we’re not being the heavies and saying no, and that’s the path I’m on. I have to work with our Legislature. I have to do a lot more education on this because it’s a change. But, none of us had it and we turned out okay, right?

    Linsey Davis, ABC News: I want to switch gears here for a minute because we are talking about — obviously, in the news — the devastation from Hurricane Milton, and when it comes to national disaster relief, quite often we’re talking about money to build homes and jobs back again, food and all of that. But, when it comes to mental health assistance, what do you think the role of the state and federal government is at that point?

    Governor Hochul: They’re absolutely right about the devastation — so many New Yorkers have a connection to Florida, right? My father’s home, my sister’s home, my brother’s home and my aunt’s home — all in St. Petersburg, heavily damaged. My aunt’s home was already demolished two weeks ago. So, we have connections that are tighter than most other states, so I immediately sent our resources. I said, “Tell the governor we’re on our way.” And, we sent helicopters, search and rescue — 65 people are down there now, we’ll send more.

    So, there’s that side of it, but the trauma inflicted on a community after an event like this is something we cannot overlook. This is like a community that has gone through a mass shooting. I refer back to Buffalo again. We had to provide mental health services to the survivors of the Tops shooting when ten people were gunned down and slaughtered in a grocery store in 2022 because of the color of their skin, and that’s what that white supremacist 18-year-old said he was going to do.

    That community is trying to heal, but you need to provide services so we went in, our mental health teams went in to help them heal. The same thing should happen in communities where you see these people sobbing, standing their whole — everything they’ve built their whole lives, the baby pictures are in a puddle on the street and their wedding album and their clothes.

    It is so hard to see your whole life wiped away, and if we don’t think that has an effect on your mental health and your sense of security forever, then we are wrong. So, we need to be more intentional and provide resources to local social service agencies and say, “Once the storm is cleaned up, don’t assume their lives are cleaned up — that they’re back to normal.” And so, being sensitive to that in government is the smart way to do it. These people need our help and that’s what government is there to do.

    Linsey Davis, ABC News: And we’re just about out of time, but I do want to ask one last question — which I think is a large overarching issue — which is, how do you destigmatize the idea of mental health? Because, a lot of people still — there is a fear or an embarrassment that I need a little help. I need to talk to somebody about this.

    Governor Hochul: That’s when you get the validators that people trust. It’s the hip hop artists, it’s the athletes, it’s the people that, people are watching their — I watch “Only Murders in the Building.” I mean, is that building actually here? I can’t find it. I keep walking around.

    Linsey Davis, ABC News: I think it’s on the Upper West Side.

    Governor Hochul: Okay, I keep walking around trying to find it. I walk around the City all the time. No one knows it’s me, because I can put on a baseball hat and jeans and no one knows who I am, so it’s great. So, I’m always walking around doing things.

    But, more people who do that — I think because we are a society that’s impacted by influencers— Taylor Swift talks about it. I think that’s an important part of it because it’s really hard to break out of that, especially for men, I believe. But I’m really proud of even family members who say, “I have my weekly check in telehealth services with my therapist.” like, thank you. That’s smart, and tell your other friends you’re doing that.

    And I do think that the telehealth services help destigmatize. You don’t have to get up and go into an office and sit in a waiting room, and you might know somebody and you’re all kind of like — I think that’s a brilliant innovation that creates accessibility, even on your cell phone. I’ve got my appointment, I can talk to somebody.

    So, it has gotten much easier and stigma is a powerful negative force on people who should be seeking help. Whether it’s from fentanyl addiction, or opioid addiction. I did commercials on this when I was Lieutenant Governor, trying to destigmatize getting help for those addictions and services that are provided.

    Same thing with mental health. So, there’s not one answer, but forums like this, sharing information — I just talked about mental health on a podcast not long ago, and it’s getting out there. So, I will do my role. Anything I can do in state government, you know. Whether it’s public awareness campaigns, we always are doing this, but I’m open to ideas. I really am.

    We don’t have all the answers, and I want to be helpful. I want to be not just investing, the government investing the most money ever, but having the best results. And it is my state where people dealt with the epicenter of the pandemic, we have to recognize that.

    And we’re the ones who are very anxious about crime. I can tell everybody in the whole City that the crime rates, the murder rate in New York City is almost as low as it was in the 1960s. We have plummeted. Shootings are way down — but I can’t tell you to feel good about that. And that’s what we wrestle with. I want to change the psychology around this and it’s hard, but we have to take it on and say, “I want people to feel good about the City.” Not just, “I’m supposed to feel better because the numbers are down.” I don’t expect that. What I want to do is make people feel that they’re safer, that their kids are going to be okay. And just try to remove some of the stress that is part of everyday life here, because this is an extraordinary place.

    And the benefits so outweigh the negative, and we have to keep focusing on the positive — because life is good. And people sometimes just need a little bit of help, and pulling them upwards and letting them grow. Letting them just really flourish, you know? And mental health is such an important part, it’s the foundation of everything. It’s everything.

    Linsey Davis, ABC News: Well, I think that forums like this, conversations like this, are so helpful. And step one, two three, right? Just to talk about it.

    And we appreciate so much you taking this time — your leadership and the initiatives that you have in order to try to make things better in particular, not just for us, but for our youth. And by extension of our youth, for all of us as the adults. So, we thank you so much. And we thank all of you for being such very intensive listeners today.

    And we do want to remind everybody here — I say it to you as I say it to myself as well, that we have to keep mental health top of mind, right? That is just as important as any other aspect of our wellness.

    And so, again, on this mental health day. We just thank you all so much for taking the time to be together.

    CARLSBAD, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, took a tour with the Carlsbad Police Department to hear how nearly $1 million he secured for a forthcoming, new Mobile Command Center and operational, upgraded radio and communications equipment will improve response times and emergency coordination to help law enforcement agencies in Eddy County keep New Mexicans safe.

    During the visit, Heinrich was briefed by the Carlsbad Police Chief Shane Skinner, Carlsbad Mayor Rick Lopez, and Carlsbad Fire Chief Tony Souza on how investments he secured through his seat on the Appropriations Committee for radio and communications equipment — currently being used by first responders and law enforcement — is keeping New Mexicans safe. Heinrich additionally highlighted funding he secured for a new Mobile Command Center.

    Background:

    Heinrich secured nearly $1 million through the Fiscal Year 2022 Appropriations process for a new Mobile Command Center and new radio and communications equipment to improve response times and emergency coordination to help first responders in Eddy County keep New Mexicans safe. 

    In addition to this investment, Heinrich secured $1 million in the FY24 appropriations bill to purchase new National Integrated Ballistics Information Network (NIBIN) ballistics testing machines for law enforcement agencies to use in Las Cruces, Farmington, Gallup, and Roswell. These machines will help law enforcement agencies quickly and effectively identify, solve, and prosecute crimes involving firearms. 

    Prior to this investment, there were only three NIBIN machines in all of New Mexico: two in Albuquerque and one in Santa Fe. The Roswell NIBIN machine will create a much closer option for law enforcement agencies in southeastern New Mexico. The intelligence gathered by all of the new NIBIN machines will go to the New Mexico Attorney General’s Crime Gun Intelligence Center where dedicated and trained analysts will use the information to trace and network firearms used in crimes across the state. The Center will then be able to feed that information back to law enforcement agencies to improve identification of suspects and support successful prosecutions.

    THORNTON – Today, Governor Polis released a statement following an incident regarding two law enforcement officers injured in the line of duty in Thornton. 

    “In Colorado, our law enforcement officers go above and beyond to put criminals behind bars and keep our communities safe. I am relieved to hear the two officers injured during the shooting this morning in Thornton are stable and wish them a speedy and healthy recovery. Gun violence has no place in Colorado, and we will continue to protect Coloradans, law enforcement officers and the communities they serve,” said Governor Polis.

  • MIL-OSI New Zealand: Police graduates keeping it in the family

    Families and friends were at Te Rauparaha Arena to watch seventy new police officers graduate from their initial police training  in Porirua today. Twenty three out of the seventy graduates joined police because they had whānau already in police as constables, sergeants, senior sergeants, detectives and even members of the police executive.

    In attendance at the 378 Wing graduation was Hon Hekia Parata, the Wing Patron, The Hon Mark Mitchell – Minister for Police, The Hon Casey Costello – Associate Minister for Police with Acting Commissioner Jevon McSkimming and members of the police executive. 

    Constable Steven Karehana was the recipient of the Commissioner’s Leadership Award. 

    “This is the beginning of our journey in the New Zealand Police, but for all of us graduating, there are many people who have sacrificed and worked hard to allow us to be here, and we are very grateful.  We could not have done it without you. The call to service is one few answer, but it is a selfless sacrifice to put community above self and by graduating today we have all joined a proud and selfless organisation.”

    Top award winner in the wing, Constable Jesse McIntyre was presented with the korowai to wear on parade by Ministers Mitchell and Costello.

    He says, “College is where I became part of the Police family. Both recruits and staff were welcoming and respectful. From day one you could see the passion and drive that everyone had to serve their communities and help people.

    My advice to anyone thinking of joining is keep true to yourself, remember why you joined and what you are striving to achieve.  Look after your mates and don’t be afraid to ask for support, we all need a bit of help sometimes.
    All staff here want you to succeed and achieve your potential, therefore have an open mind, and take on advice. Stay humble and take it one day at a time.”

    Demographics:

    20.0 percent are female, 80.0 percent are male. New Zealand European make up 57.2 percent of the wing, with Māori 11.5 percent, Pasifika 10.0 percent, Asian 12.9. percent and Other 4.3 percent.

    Wing Patron:  The Honourable Hekia Parata – Ngāi Tahu and Ngāti Porou.

    After a career as a senior public servant, Parata was a member of the New Zealand House of Representatives, representing the National Party, from 2008 until 2017. She served as the Minister of Education in the Fifth National Government. Some of her parliamentary roles included Minister for Women’s Affairs, Minister for Ethnic Affairs, Minister of Education and Minister for Pacific Island Affairs.  She retired from politics in 2017, and since then has had several appointments to ministerial inquiries, such as leading the 2023 inquiry into forestry land use after Cyclone Gabrielle.

    President Lai Ching-te on the morning of October 10 attended the ROC’s 113th Double Tenth National Day Celebration in the plaza fronting the Presidential Office Building, and delivered an address titled “ Taiwan Together for Our Shared Dream.”
    A translation of the president’s address follows:
    National Day Celebration Chairperson Han Kuo-yu (韓國瑜), Vice President Bi-khim Hsiao, Premier Cho Jung-tai (卓榮泰), Prime Minister of Tuvalu Feleti Teo and Madame Tausaga Teo, heads of delegations from diplomatic allies and friendly nations, distinguished guests from home and abroad, and my fellow citizens here in person and watching on TV or online: Good morning.
    Today, we gather together to celebrate the birthday of the Republic of China, praise the beautiful Taiwan of today, and usher in the better Taiwan for tomorrow.
    One hundred and thirteen years ago, a group of people full of ideals and aspirations rose in revolt and overthrew the imperial regime. Their dream was to establish a democratic republic of the people, to be governed by the people and for the people. Their ideal was to create a nation of freedom, equality, and benevolence. However, the dream of democracy was engulfed in the raging flames of war. The ideal of freedom had for long eroded under authoritarian rule.
    But we will never forget the Battle of Guningtou 75 years ago, or the August 23 Artillery Battle 66 years ago. Though we arrived on this land at different times and belonged to different communities, we defended Taiwan, Penghu, Kinmen, and Matsu. We defended the Republic of China.
    We will never forget the Kaohsiung Incident 45 years ago, or wave after wave of democracy movements. Again and again, people who carried the dream of democracy and the ideal of freedom, through valiant sacrifice and devotion, gave their lives to open the door to democracy. Over more than a century, the people’s desire to master their own destiny has finally been fulfilled.
    My fellow citizens, though the Republic of China was driven out of the international community, the people of Taiwan have never exiled themselves. On this land, the people of Taiwan toil and labor, but when our friends face natural disasters or an unprecedented pandemic, we do not hesitate to extend a helping hand. “Taiwan Can Help” is not just a slogan. It is a movement by the people of Taiwan to cherish peace and do good for others.
    In the past, our people, going out into the world equipped with only a briefcase, sparked Taiwan’s economic achievements. Now, Taiwan’s chip technology drives the whole world, and has become a global force for prosperity and development.
    The people of Taiwan are diverse, and they are fearless. Our own Nymphia Wind is a queen on the world stage. The people of Taiwan are truly courageous. Lin Yu-ting (林郁婷), a daughter of Taiwan, is a queen of the boxing world. At 17 years old, Taiwan’s own Tsai Yun-rong (蔡昀融) put steady hands to work and won first place for woodwork in a global skills competition. Chen Sz-yuan (陳思源), at 20, took first for refrigeration and air conditioning, using the skills passed down by his father. A new generation of “Made in Taiwan” youth is putting a new shine on an old label.
    I want to thank generation after generation of fellow citizens for coming together and staying together through thick and thin. The Republic of China has already put down roots in Taiwan, Penghu, Kinmen, and Matsu. And the Republic of China and the People’s Republic of China are not subordinate to each other. On this land, democracy and freedom are growing and thriving. The People’s Republic of China has no right to represent Taiwan. The 23 million people of Taiwan, now more than ever, must reach out our branches to embrace the future. My fellow citizens, we have overcome challenge after challenge. All along, the Republic of China has shown steadfast resolve; and all along, the people of Taiwan have shown unwavering tenacity.
    We fully understand that our views are not all the same, but we have always been willing to accept one another. We fully understand that we have differences in opinion, but we have always been willing to keep moving forward hand in hand. This is how the Republic of China Taiwan became what it is today.
    As president, my mission is to ensure that our nation endures and progresses, and to unite the 23 million people of Taiwan. I will also uphold the commitment to resist annexation or encroachment upon our sovereignty.
    It is also my mission to safeguard the lives and property of the public, firmly carry out our Four Pillars of Peace action plan, strengthen national defense, stand side by side with democratic countries, jointly demonstrate the strength of deterrence, and ensure peace through strength, so that all generations can lead good lives.
    All the more, my mission is to care for the lives and livelihoods of the 23 million people of Taiwan, actively develop our economy, and expand investment in social care. I must also ensure that the fruits of our economic growth can be enjoyed by all our people.
    However, Taiwan faces relentless challenges, and the world’s challenges are just as much our own. The world must achieve sustainable development as we grapple with global climate change. Sudden outbreaks of infectious diseases impact human lives and health around the globe. And expanding authoritarianism is posing a host of challenges to the rules-based international order, threatening our hard-won free and democratic way of life.
    For these reasons, I have established three committees at the Presidential Office: the National Climate Change Committee, the Healthy Taiwan Promotion Committee, and the Whole-of-Society Defense Resilience Committee. These committees are interrelated, and they are closely connected by the theme of national resilience. We intend to build up a more resilient Taiwan, proactively deal with challenges, and bring Taiwan into deeper cooperation with the international community.
    We must strengthen Taiwan’s ability to adapt to the risks associated with extreme weather, continue promoting our second energy transition, and ensure a stable power supply. We must steadily advance toward our goal of net-zero transition by 2050 through the development of more forms of green energy, deep energy saving, and advanced energy storage.
    In terms of health, we must effectively fight the spread of global infectious diseases, and raise the population’s average life expectancy while reducing time spent living with illness or disability. We must achieve health equality so that people are healthy, the nation is stronger, and so that the world embraces Taiwan.
    Finally, we must strengthen resilience throughout Taiwan in national defense, economic livelihoods, disaster prevention, and democracy. As the people of Taiwan become more united, our nation grows more stable. As our society becomes better prepared, our nation grows more secure, and there is also greater peace and stability in the Taiwan Strait.
    Taiwan is resolved in our commitment to upholding peace and stability in the Taiwan Strait and achieving global security and prosperity. We are willing to work with China on addressing climate change, combatting infectious diseases, and maintaining regional security to pursue peace and mutual prosperity for the well-being of the people on the two sides of the Taiwan Strait.
    For a long time now, countries around the world have supported China, invested in China, and assisted China in joining the World Trade Organization, thereby promoting China’s economic development and enhancing its national strength. This was done out of the hope that China would join the rest of the world in making global contributions, that internally it would place importance on the livelihoods of the people, and that externally it would maintain peace.
    As we stand here today, international tensions are on the rise, and each day countless innocents are suffering injuries or losing their lives in conflict. We hope that China will live up to the expectations of the international community, that it will apply its influence and work with other countries toward ending Russia’s invasion of Ukraine and conflicts in the Middle East. And we hope that it will take up its international responsibilities and, along with Taiwan, contribute to the peace, security, and prosperity of the region and the globe.
    In an era when the international landscape is becoming increasingly chaotic, Taiwan will become more calm, more confident, and stronger; it will become a force for regional peace, stability, and prosperity. I believe that a stronger democratic Taiwan is not only the ideal of our 23 million people, but also the expectation of the international community.
    We will continue to make Taiwan stronger and promote cross-sector economic development.
    Taiwan’s economic strength is no “miracle”; it is the result of the joint efforts of all the people of Taiwan. We must strive for an innovative economy, a balanced Taiwan, and inclusive growth; we must stay on top of changes in global trends, and continue to remain a key player in supply chains for global democracies.
    Going forward, in addition to our 5+2 innovative industries plan and Six Core Strategic Industries policy, we will more vigorously develop Taiwan’s Five Trusted Industry Sectors, namely semiconductors, AI, military, security and surveillance, and next-generation communications, and help expand their global presence. We will also promote the transformation and development of medium, small, and micro enterprises and help them develop their international markets.
    My fellow citizens, we will continue working to achieve a Taiwan that is balanced across all its regions.
    In the central government’s proposed general budget plan for next year, general grants for local governments and general centrally funded tax revenues increased significantly, by NT$89.5 billion, reaching a total of NT$724.1 billion, a record high. And our budget for flood control will be raised by NT$15.9 billion from this year, bringing the total to NT$55.1 billion. This will help municipalities across the country in addressing the challenges of extreme weather. 
    We will also expedite improvements to the safety of our national road network and create a human-friendly transportation environment. Furthermore, we will improve our mass rapid transit network and connect the greater Taipei area comprising Taipei, New Taipei, Keelung, and Taoyuan. We will roll out the new Silicon Valley plan for Taoyuan, Hsinchu, and Miaoli to form a central technology cluster connecting the north with the south and launch the Smart Technology Southern Industrial Ecosystem Development Plan. We will accelerate promotion of safety in our eastern transportation network so that locals can go home on safer roads. We will also enhance basic infrastructure in the outlying island areas to raise the quality of life for locals and increase their capacity for tourism.
    My fellow citizens, we must all the more ensure the well-being of our people across the generations.
    To our young parents, we will continue to promote version 2.0 of our national childcare policy for ages 0–6. We are going even further by already increasing childcare subsidies, and we will also enhance the quality of preschool services. Children are the future of our country, and the government has the responsibility to help take care of them.
    To our young students, we will continue to provide free tuition for students of high schools and vocational high schools, and we will also continue to subsidize tuition for students of private junior colleges, colleges, and universities. And we are taking that a step further by establishing the Ten-Billion-Dollar Youth Overseas Dream Fund. Young people have dreams, and the government has the responsibility to help youth realize those dreams.
    To our young adults and those in the prime of life, next year, the minimum wage will once again be raised, and the number of rent-subsidized housing units will be increased. We will expand investment in society and provide more support across life, work, housing, and health, and support for the young and old. Raising a family is hard work, and the government has a responsibility to help lighten the load.
    To our senior citizens all around Taiwan, next year, Taiwan will become a “super-aged society.” In advance, we will launch our Long-term Care 3.0 Plan and gradually implement the 888 Program for the prevention and treatment of chronic diseases.
    We will also establish a NT$10 billion fund for new cancer drugs and advance the Healthy Taiwan Cultivation Plan. We will build a stronger social safety net and provide enhanced care for the disadvantaged. And we will bring mental health support to people of all ages, including the young and middle-aged, to truly achieve care for all people of all ages throughout the whole of our society.
    I am deeply aware that what everyone cares about the most is the pressure of high housing prices, and that what they most detest is rampant fraud.     Regardless of what name we choose to call our nation – the Republic of China; Taiwan; or the Republic of China Taiwan – we must all share common convictions: Our determination to defend our national sovereignty remains unchanged. Our commitment to hoping for parity and dignity, and healthy and orderly dialogue and exchanges between the two sides of the strait remains unchanged.   • MIL-OSI Security: Vallejo Man Sentenced to Five Years in Prison for Being a Felon in Possession of Ammunition

    SACRAMENTO, Calif. — Raykheem Andrew Guthery, 32, of Vallejo, was sentenced today to five years in prison for possessing ammunition, U.S. Attorney Phillip A. Talbert announced.

    According to court documents, on June 9, 2022, law enforcement officers conducted a vehicle stop on Guthery for driving a car without license plates. Guthery pretended to be someone else, claimed he was not on parole or probation, and denied being armed. In fact, Guthery was on probation for felony assault and had a firearm loaded with an extended magazine concealed on his person. Officers discovered the firearm during Guthery’s arrest. The firearm was a non‑serialized, privately manufactured firearm, known as a “ghost gun.” It was loaded with one round of .40-caliber ammunition in the chamber and another 17 rounds in an extended magazine.

    Guthery is prohibited from possessing firearms or ammunition because he has been convicted of at least three felonies, including a 2016 felony conviction for forcible assault likely to cause grave bodily injury. He was also prohibited from possessing firearms or ammunition at the time of this offense because he was then the subject of a domestic violence protective order issued on April 15, 2021, by the Superior Court of California, Solano County.

    This case was the product of an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Solano County District Attorney’s Office, the Solano County Sheriff’s Office, and the FBI’s Solano County Violent Crimes Task Force. Assistant U.S. Attorney Adrian T. Kinsella prosecuted the case.

    This case was part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the U.S. Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that Amir Harvey, 24, of Philadelphia, Pennsylvania, entered a plea of guilty today before United States District Court Judge Paul S. Diamond to Hobbs Act robbery, carjacking, and felon in possession of ammunition, in connection with the robbery of a commercial business and a carjacking, both in Northeast Philadelphia.

    Harvey was arrested and charged by complaint in September of 2022 and then indicted on these charges in October of that year.

    On September 9, 2022, at approximately 11 p.m., the defendant and three others approached the Hook and Reel restaurant, located at 9763 Roosevelt Boulevard. Upon encountering an employee of the restaurant outside, Harvey and the others forced him inside, ransacked the office, stole about $400 from the cash drawers, and fled.

    In the early morning hours of September 19, 2022, Philadelphia police officers responded to a report of a robbery in progress on the 8900 block of Maxwell Place, where the victim reported that her car had just been stolen by an armed individual as she and her teenage daughter were about to leave for school.

    The victim stated that around 6:15 a.m., she started her vehicle using an application on her cell phone. A short time later, she and her daughter exited their house and walked to the car parked in the front driveway, when they were approached by an armed individual, later identified as the defendant, who pointed a firearm, later found to be a replica, at their heads.

    The defendant grabbed the victim’s keys and purse and sped away in her vehicle. The victim then used its location tracking feature on her cell phone app and informed police, who responded to that location on the 2000 block of Griffith Street, about 2½ miles from the victim’s home. Using neighborhood video surveillance footage, investigators traced the movement of the victim’s vehicle and the defendant to a nearby apartment complex.

    “Amir Harvey ambushed a worker just trying to wrap up his shift, and a mom and daughter looking to start their day,” said U.S. Attorney Romero. “Robbing innocent people at gunpoint, even if the gun’s not real, is no game. It’s a serious crime — and an excellent way to earn an extended stay in federal prison. My office and our partners on the Philadelphia Carjacking Task Force will continue to make Philly safer, as we lock up violent criminals with regard for neither the law nor other people.”

    “Violence against innocent Philadelphia victims — in this case a business employee, mother, and daughter — will not stand,” said Eric DeGree, Special Agent in Charge of the ATF Philadelphia Field Office. “ATF is on the frontline in the fight against violent crime, particularly carjackings and robberies. We hope this case deters those willing to use violence in our community. We will continue to work with our local, state, and federal partners to prevent and prosecute violent crime when it occurs.”

    The swift action to investigate and federally charge this defendant is the work of the Philadelphia Carjacking Task Force, which comprises members of the U.S. Attorney’s Office Violent Crime Unit; the FBI; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Philadelphia Police Department. The goal of the Task Force is to stem the wave of armed carjackings and violent crimes through investigative and enforcement techniques meant to identify, and refer for federal prosecution, all who terrorize innocent victims through commission of these offenses within Philadelphia and surrounding areas.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Philadelphia Police Department and is being prosecuted by Assistant United States Attorneys Robert E. Eckert and Lauren E. Stram.

    The Canada Border Services Agency (CBSA) reminds travellers that it can be extra busy at the border over the Thanksgiving long weekend.

    Every day, the CBSA works hard to protect Canadians, support the economy and ensure the safe and efficient movement of people and goods across the border. In 2023, we welcomed over 86 million travellers and intercepted more than 72,200 kg of prohibited drugs, cannabis, narcotics, and chemicals, representing an increase of close to 30% from 2022.

    The CBSA is dedicated to planning and preparing for peak periods, including long weekends and summer months. We monitor traveller volumes and take measures to minimize border wait times at land ports of entry and at international airports, without compromising safety and security.

    Here are some tips to help you plan for your trip:

    • Check border wait times and expect delays.
      • Early mornings are the best time to cross the border to avoid wait times.
      • The Monday of  holiday long weekends tend to be the busiest.
      • Consider an alternative port of entry with shorter wait times or less traffic.
      • Check the port of entry’s hours of operation on the official CBSA Directory of Offices and Services.
      • If you are using a GPS application (such as Google Maps, Apple Maps or Waze) to direct you to a port of entry, consider checking different navigation options (such as fastest and shortest routes) to determine the preferred route of travel.
    • Have your travel documents handy. This will speed up processing times at the border.
    • Be prepared to declare. Declare everything you have with you upon entry into Canada. If arriving by land, you are responsible for everything inside your vehicle.
    • When travelling with children, it is recommended that the accompanying adult have a consent letter authorizing them to travel with the child if they share custody or are not the parent or legal guardian. Border services officers are always watching for missing children, and in the absence of the letter, officers may ask additional questions.
    • Travelling with pets? Pets must meet specific requirements to enter Canada. Review Importing and travelling with pets before leaving.
      • Will you be going to the U.S. with a dog? As of August 1, 2024, there are updated documentation requirements for all dogs entering the U.S. from Canada. For more information, visit Dogs travelling to the United States.
    • Flying into Canada? Use Advance Declaration and make your customs and immigration declaration up to 72 hours in advance of your arrival into Canada at participating airports.
    • Entering Canada by boat? You must report to the CBSA without delay. Review reporting requirements for private boaters before making travel plans. If you are the operator of a boat entering Canadian waters with the intent to disembark, you are responsible for reporting your goods on board.

A medical prescription from a doctor does not count as Health Canada authorization.

  • MIL-OSI Security: Three Defendants Plead Guilty to Drug Trafficking and Illegal Weapons Possession Charges

    SACRAMENTO, Calif. — Three co-defendants, Martin Cervantes Vasquez, 49, of Stockton; Alberto Gonzalez Salgado, 45, of Sacramento; and Isaiah Alberto Salgado, 25, of Sacramento, pleaded guilty today to various drug trafficking and illegal weapons possession charges, U.S. Attorney Phillip A. Talbert announced.

    Cervantes and Alberto Salgado pleaded guilty to a fentanyl pill trafficking conspiracy. Cervantes also pleaded guilty to possession with intent to distribute methamphetamine, and Alberto Salgado also pleaded guilty to two counts of heroin distribution, to cultivating more than 100 marijuana plants, and to possession of a firearm in furtherance of a drug trafficking crime. Isaiah Salgado pleaded guilty to possession of an unregistered short-barreled rifle.

    According to court documents, Alberto Salgado sold heroin and fentanyl-laced counterfeit oxycodone pills to a confidential source on multiple occasions in 2019 and 2020. Cervantes supplied fentanyl-laced counterfeit oxycodone pills to Alberto Salgado and also possessed more than a kilogram of heroin and 500 grams of methamphetamine on the day of his arrest on Oct. 8, 2020. Alberto and Isaiah Salgado sold an illegal short-barreled rifle to the same confidential source in August 2020. Alberto Salgado also maintained a stash house in Sacramento where he grew more than 100 marijuana plants and also kept a firearm to protect his drug trafficking operation.

    This case is the product of an investigation by the Drug Enforcement Administration, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Federal Bureau of Investigation; Homeland Security Investigations; the Sacramento Area Intelligence/Narcotics Task Force; and the California Highway Patrol. Assistant U.S. Attorney David W. Spencer is prosecuting the case.

    Cervantes is scheduled to be sentenced on Jan. 23, 2025, Alberto Salgado on Feb. 13, 2025, and Isaiah Salgado on Jan. 9, 2025, by U.S. District Judge Daniel J. Calabretta. Cervantes and Alberto Salgado face a maximum statutory penalty of life in prison. Isaiah Salgado faces a maximum statutory penalty of 10 years in prison. The actual sentences, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Lawmakers call for Bureau of Reclamation to help Colorado’s Western Slope priorities through program created by Inflation Reduction Act

    WASHINGTON  – U.S. Senators John Hickenlooper and Michael Bennet, and U.S. Representatives Joe Neguse, Jason Crow, Brittany Pettersen, and Diana DeGette, wrote the Bureau of Reclamation (BOR) in support of Colorado River Water Conservation District’s (CRWCD) application for federal funding to purchase two of the oldest water rights on the Colorado River mainstem in Colorado, known as the Shoshone Permanency Project.

    “Preserving the Colorado River’s historical flow regime as intended by the Shoshone Permanency Project will benefit the Colorado River ecosystem every year, and especially in dry years,” wrote the lawmakers. “We recognize the Shoshone Permanency Project’s complex nature and ongoing technical review, but believe the opportunity to protect historical Colorado River flows deserves your attention.”

    The lawmakers offered their support as part of an ongoing BOR funding opportunity to provide environmental benefits in response to drought, which remains open for additional projects in Colorado and the rest of the Upper Colorado River Basin.

    Currently, the 1902 Senior and the 1929 Junior Shoshone Water Rights are used by Xcel Energy to generate power at the Shoshone Power Plant and then returned to the river. As part of the Shoshone Permanency Project, CRWCD will seek a change in these rights to include an alternate beneficial use and preserve the historical flow regime. Communities across Western Colorado have already committed over $55 million, and are applying to BOR for funding from the Upper Colorado River Basin Environmental Drought Mitigation program to help complete the purchase and create stability for communities, water and recreational users, and the environment.

    The Upper Colorado River Basin Environmental Drought Mitigation program is an ongoing BOR funding opportunity to provide environmental benefits in response to drought, which remains open for additional projects in Colorado and the rest of the Upper Colorado River Basin. The lawmakers welcome other applicants to contact their offices on the opportunity to provide support.

    The state process for changing these decreed water rights is distinct from any federal funding review or outcome, and will proceed separately. As acknowledged in the letter, data collection and analysis related to the Shoshone water rights’ historic use is ongoing and important to the State of Colorado’s formal review.

    Hickenlooper and Bennet fought to include $8 billion for western water infrastructure, $10 billion for forests, $19 billion for agricultural conservation, and $4 billion for drought in the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law.

    We write in support of the Colorado River Water Conservation District’s (the River District) application to the U.S. Bureau of Reclamation’s (USBR) Upper Colorado River Basin Environmental Drought Mitigation funding opportunity, referred to as Bucket 2E. As you know, the Inflation Reduction Act provided a historic $4 billion to address issues caused by drought, including activities to support environmental benefits, and ecosystem and habitat restoration. If selected, the River District will leverage Bucket 2E funding alongside significant state and local investment to purchase two of the oldest water rights on the Colorado River mainstem in the State of Colorado – the Shoshone Water Rights – to preserve their historical flow regime in perpetuity.

    The River District was established in 1937 as a local governing entity to represent water users across 15 counties in Western Colorado – including the headwaters of the Yampa, White, Gunnison, and Colorado Rivers. The Colorado River District’s mission is to promote the protection, conservation, use, and development of the water resources of the Colorado River water basin for the welfare of the State of Colorado.

    Now, the River District is pursuing the Shoshone Permanency Project, which aims to preserve the historical Colorado River flow regime created by the 1902 Senior Shoshone Water Right and the 1929 Junior Shoshone Water Right (the “Shoshone Water Rights”). The River District has signed an agreement to purchase the Shoshone Water Rights from Xcel Energy, which currently holds the rights for its Shoshone hydropower plant. Today, the Shoshone Water Rights are decreed as non-consumptive water rights: the water is used to generate hydropower at the Shoshone Power Plant and is returned to the stream. The Shoshone Water Rights’ senior status “pulls” water to Glenwood Canyon, which ensures that water continues to flow and benefits the downstream environment. Preserving the Colorado River’s historical flow regime as intended by the Shoshone Permanency Project will benefit the Colorado River ecosystem every year, and especially in dry years.

    Data collection and analysis of Shoshone Water Rights’ historic use is not yet completed, and ongoing–a key step for understanding the historic flow regime on the Colorado River. The Shoshone Permanency Project seeks to change the water rights to include an alternate beneficial use for instream flow purposes, a legally recognized beneficial use in Colorado, to preserve the historical Shoshone flow regime. The proposed decree associated with these flows is still under technical review by the State of Colorado. The River District is actively discussing the proposal with other water users across the state. The Colorado Water Conservation Board and the State of Colorado Water Court will conduct a formal review in the coming months. Ongoing modeling will also help quantify the environmental benefits of the Shoshone Water Rights flows. One potential benefit is to the critical habitat of four fish in the Colorado River listed under the Endangered Species Act (ESA), known as the 15-Mile Reach, located near Palisade, Colorado.

    The State of Colorado and our water users are making their own significant investments to ensure that the historical Shoshone flows can continue in perpetuity. The Colorado River District has allocated $20 million, the State of Colorado has appropriated another $20 million for the acquisition, provided the State’s instream flow requirements are met, and a coalition of Western Slope water users and local governments have formally committed over $15 million. This strong show of funding reflects the local recognition of the Shoshone Water Rights’ importance to the health of western Colorado’s environment and local economies.

    We recognize the Shoshone Permanency Project’s complex nature and ongoing technical review, but believe the opportunity to protect historical Colorado River flows deserves your attention. We encourage you to give the River District’s proposal your full and fair consideration consistent with all applicable rules and regulations. Sushri Shobha Karandlaje, Union Minister of State for Labour & Employment and Micro, Small & Medium Enterprises was also present on the occassion. At the meeting, the Union Minister announced several key decisions of ESI Corporation for further strengthening the infrastructure and medical facilities of ESIC. 

    Establishment of 10 New ESIC Medical Colleges

    ESI Corporation has approved in-principle for the establishment of 10 New ESIC Medical Colleges at Andheri (Maharashtra), Basaidarapur (Delhi), Guwahati-Beltola (Assam), Indore (Madhya Pradesh), Jaipur (Rajasthan), Ludhiana (Punjab), Naroda-Bapunagar (Gujarat), Noida & Varanasi (Uttar Pradesh), Ranchi (Jharkhand).

    This decision will support the announcement made by Prime Minister during the independence day (2024) speech of creating new 75000 medial seats in next 5 years.

    Extension of Atal Beemit Vyakti Kalyan Yojna for a period from 01.07.2024 to 30.06.2026

    In order to provide relief to insured persons, who have been rendered unemployed, a scheme namely “Atal Beemit Vyakti Kalyan Yojna” was introduced in ESIC on a pilot basis for a period of two years w.e.f. 01.07.2018. The scheme was intended to provide support in the form of an Unemployment Allowance during the period when an insured person searches for a new engagement for earnings.

    After completion of two years since its inception, the scheme was extended for another one year from 01.07.2020 to 30.06.2021. It was further extended upto 30.06.2022 and then upto 30.06.2024.

    Further, this scheme has been extended for a further two years with effect from 01.07.2024 to 30.06.2026.

    Provision of Medical Care to ESIC Beneficiaries under convergence program of ESIC with Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY) on PAN India basis

    This decision will help the ESIC beneficiaries to get treatment at empanelled hospitals of Ayushman Bharat – Pradhan Mantra Jan Arogya Yojana (AB-PMJAY) in unserviced/deficient areas of country. There shall not be any expenditure limit for Insured Persons of ESIC in emapanelled hospitals under PMJAY.

    Starting of Para-medical & B.Sc (Nursing) Courses at ESIC Medical Colleges

    ESI Corporation has approved Para-medical & B.Sc (Nursing) Courses in ESIC Medical College Alwar (Rajashtan), Bihta (Bihar), Faridabad (Haryana), Joka (West Bengal), K.K. Nagar (Tamil Nadu), Sanathnagar (Telangana) & Rajajinagar (Karnataka).

    After analyzing the norms and strengthening ESIC’s infrastructure to deliver and meet the medical needs of insured workers, the corporation approved the proposals for Acquisition of land for construction of following projects: –

    (i) 100 bedded ESI Hospital at Guntur, Andhra Pradesh

    (ii) 01 Doctor Dispensary at Fatehpur, Uttar Pradesh

    (iii) DCBO at Pratapgarh, Uttar Pradesh

    (iv) 350 bedded ESI Hospital, Pune, Maharashtra

    (v) ESI Dispensary and Branch Office, Dhubri, Assam

    (vi) 100 bedded ESI Hospital at Muzaffarpur, Biha

    (vii) DCBO at Auraiya, Uttar Pradesh

    Further, Construction of 717 new staff quarters at ESIC residential colony, Sector-56, Noida, Uttar Pradesh has also been approved.

    Various agenda items pertaining to improvement in Medical Care Services, Administration, Financial Matters were deliberated upon and decided during the meeting along with the review of ongoing construction projects.

  • MIL-OSI Australia: Priority areas to be focus of flood recovery, prevention works

    Between December 2023 and February 2024, the City of Greater Bendigo experienced widespread flooding across the municipality.

    In addition to the cleanup, recovery and additional proactive inspection and maintenance works undertaken, the City has prioritised six key areas to receive upgrade and improvement works after they experienced significant flood and storm damage earlier this year.

    The program of works includes:

    • Willis Road, Huntly – install new box culverts
    • Pasley Street, Huntly – drain reshaping/widening and driveway culvert upgrades
    • Gungurru Road, Huntly – pit installation
    • Domain Village, McIvor Highway, Junortoun – install new box culverts
    • Strickland Street / Sullivan Street, Epsom – pipe realignment
    • Railway Place / Midland Highway, Goornong – drain reshaping and widening and vegetation management, subject to V-Line authorisation

    Chief Executive Officer Andrew Cooney said the works would take up to six months to complete.

    “The works are subject to contractor and material availability, but these are our priority areas to receive treatment as soon as possible,” Mr Cooney said.

    “These areas have been chosen following an assessment of our customer request enquiries, feedback received through our recovery drop-in sessions held earlier this year, and impact assessment data undertaken immediately after the flood and storm events.”

    Priority pit inspection and drain clearing will also take place in the next three months in the following precincts:

    • Dead Horse Gully/Shakespeare Street to Patterson Street, Heathcote
    • Gungurru Road, Huntly
    • McIvor Forest Estate, Junortoun
    • Cameron Court / Aspiring Drive, Huntly
    • Peake Court / Strickland Street, Epsom
    • Heathcote Redesdale Road / Moylans Road, Redesdale
    • Shakespeare Street floodway, Heathcote

    Earlier this year the City submitted four applications to the Federal Government’s Disaster Ready Fund.

    Applications to undertake waterway flood mitigation plans for Epsom, Huntly, Junortoun and Heathcote, and prepare a Goornong Flood Study were successful.

    Unfortunately, applications to prepare a separate Huntly drainage analysis and flood mitigation plan, with a focus on Goldleaf Wetland, and a drainage and culvert improvement program were not supported this time around.

    Mr Cooney said despite being unsuccessful, the City would still release its share of the funds for these projects to progress works and would continue to seek other funding opportunities.  

    “The City will invest $2.25M over the next three years, with a particular focus on improving drainage and culvert infrastructure in Huntly, Junortoun and Heathcote. Our focus will be on fixing infrastructure that otherwise sees streets or suburbs cut off for a period of time when we get flood events.

    “The City will also invest in expanding the scope of the Huntly waterway flood mitigation plan to include Goldleaf Wetland and use this process to identify future investment opportunities for the site, which is used as a detention basin to store stormwater runoff.

    “The City is in the final stages of designing the Racecourse Creek levy, which would help mitigate flooding along the Epsom/Ascot/Midland corridor, to the right of Bendigo Creek, and will seek State and Federal funding to repair a critical 1.2km section.

    “I thank residents for their patience when it comes to our flood recovery. The damage that has been caused is extensive and very expensive to fix.”

    To support the community’s resilience during an emergency, the City is currently working with emergency services and community organisations on a range of emergency initiatives, including:

    • Confirming locations for sandbagging before a rain event
    • Ensuring clear processes and protocols are in place to activate emergency relief centres when required
    • Facilitating conversations amongst agencies and community organisations about other emergency planning initiatives needed at a local level

    Mr Cooney said the City was taking a community-led approach to understand what communities need heading into the summer months.

    “This means the processes we put in place will be different for each community and we’ll be working with local community groups to confirm the details and promote key locations where people can access help and support, as they are needed,” he said.

    “If we do find ourselves in an emergency this summer, these details will also be promoted via the City’s social media accounts.

    “The City also has a range of information on our website and an engagement program planned to raise awareness about how to prepare your property for floods and fires, and the importance of having a plan in the event of an emergency.”

    The Prime Minister’s decision to back his firearms minister on gun law changes despite multiple warnings shows his political judgement has failed him yet again.

    “It is the second time in two weeks Christopher Luxon has backed a junior minister from a coalition party rather than listening to warnings about public safety,” Labour firearms spokesperson Ginny Andersen said.

    “This time it’s Nicole McKee who is the ‘ace out of place’ as Christopher Luxon would say, having made changes to legislation loosening reporting requirements for clubs and ranges.

    “Police have raised safety concerns, given this change may create a loophole for gangs, extremists, or other criminals to get easy access to ammunition. But the changes were labelled ‘minor tweaks’ by the Prime Minister to media yesterday, and by doing so he effectively threw police and concerns for their safety under a bus.

    “Christopher Luxon is putting the interests of New Zealanders second to the short-term political deals that have seen him back incompetent ministerial decisions. We need better leadership than this and he should end the distraction Nicole McKee is causing.

    The Government has:

    • Dismissed warnings from Police in a Cabinet paper about the loophole Nicole McKee is creating for ammunition sales
    • Dismissed former Police Minister and deputy PM Paula Bennett’s version of events about advice she received from Nicole McKee
    • Ignored pleas from ethnic communities to not weaken firearms laws
    • Failed to heed the advice of Parliament’s cross party Petitions Committee that questioned the capability of gun clubs and shooting range operators to screen, assess, monitor and report their users. According to the Firearms Safety Authority this can legally include unlicensed people if they shoot under supervision of a licence holder.

    “Christopher Luxon fails to understand the risks he is opening up and should heed the report of the Royal Commission into the terror attacks, which are under renewed scrutiny this week at the Coronial inquiry in Christchurch,” Ginny Andersen said.

    Today, the Biden-Harris Administration is announcing that over 250 organizations, businesses, and stakeholders across the country have made voluntary commitments to the White House Challenge to Save Lives from Overdose.
    The Challenge, launched earlier this year, is a nationwide call-to-action to stakeholders across all sectors to increase training on, and access to, life-saving opioid overdose reversal medications like naloxone. The voluntary commitments highlighted today build on progress made under President Biden and Vice President Harris’s Unity Agenda, which calls on all Americans, in red states, blue states¸ and everywhere in between, to come together and help address the nation’s overdose epidemic.
    Under President Biden and Vice President Harris’s leadership, the Biden-Harris Administration has taken historic action and made unprecedented investments to reduce overdose deaths. The Administration removed decades-long barriers to treatment for substance use disorder and expanded access to life-saving overdose reversal medications like naloxone.  The Administration also acted to make naloxone available over-the-counter at groceries and pharmacies for the first time in history. Today, the nation is now seeing the largest decrease in overdose deaths on record.
    The White House received commitments to the Challenge from private and public entities, spanning entertainment and hospitality, professional sports leagues, health care providers, trade associations, schools and universities, technology companies, transportation partners, faith groups, private businesses, and more. A number of organizations and businesses made new voluntary commitments as part of the White House Challenge to Save Lives from Overdose, including:
    Amazon is equipping its North American operations facilities with naloxone and bolstering its emergency response procedures with comprehensive training for employees on how to recognize signs of an opioid overdose and properly administer naloxone. Amazon is rolling out its naloxone program in two phases, starting with its most densely populated fulfillment centers. By early 2025, the program will expand to all of Amazon’s operations sites in the U.S., covering over 500,000 employees at hundreds of sites nationwide.
    American Federation of State, County and Municipal Employees (AFSCME) commits to train its members and staff on proper use of opioid overdose reversal medications. They also commit to including opioid overdose medications in all first aid kits.
    The Association of Flight Attendants-CWA (AFA) is working with the Federal Aviation Administration (FAA) to implement naloxone on flights, including trainings. They previously worked with the FAA to require that Emergency Medical Kits (EMK) carried by passenger airlines include naloxone.
    Atlanta Public Schools (APS) is implementing a district-wide training available to all school staff to recognize and reverse overdose. Currently, 136 APS health and security personnel have completed naloxone training. APS stocks naloxone in every elementary, middle, and high school in the district, serving nearly 50,000 students and 8,000 employees, and has opioid educational posters and brochures to increase school community awareness.
    Butler University formed the Butler Overdose Action Team, comprised of faculty, staff, and student leaders, in response to the White House Challenge to Save Lives from Overdose. The team is leading campus-wide initiatives to increase awareness, training, and access to lifesaving opioid overdose reversal medication, and collaborating with local health organizations in Indianapolis to promote education on opioid use disorder on campus. Butler also recently placed naloxone in all 58 Emergency Kits across campus, and plans are underway for comprehensive naloxone training for students and employees.
    Charleston County School District (CCSD) commits to working with their community and local substance use agencies to provide educational programs on and promote the use of opioid overdose reversal medications (OORM). CCSD’s substance use program commits to educate students, staff, and parents/caregivers about the dangers of illicit fentanyl and how OORM can save lives. In addition, CCSD works closely with district nursing staff on the use and availability of OORM in CCSD’s 83 schools that serve approximately 49,000 students.
    The Dallas Area Rapid Transit Police Department commits to train and equip all of its Police Officers with naloxone. The Department supports a regional transit agency in the Dallas/Fort Worth metroplex, covering six counties and thirteen cities.
    Deloitte LLP will equip U.S.-based Deloitte Offices with naloxone by December 2024. Naloxone will be placed in Automated External Defibrillator (AED) cabinets at its offices across the U.S. Further, Deloitte will train select office personnel to recognize and help treat overdose.
    Keystone Contractors Association (KCA) is recommending to its members that every construction jobsite and contractor’s office have naloxone available on-site. This builds upon KCA’s work in prior years in launching the Pennsylvania Construction Opioid Awareness Week to get resources and training to construction employers to provide to their workers.
    Laborers International Union of North America (LIUNA) commits to reach its 500,000+ members, their families, and LIUNA affiliates with education on the importance of naloxone on jobsites, training on how to use the medication, and information on where and how to get it. This work is in addition to developing and promoting comprehensive safety and health information on opioid use.
    The National Hockey League (NHL) commits to working with its clubs and staff to make life-saving medication readily available across NHL offices and in arenas. NHL is helping clubs make naloxone available at home games with their first aid units, and ensuring on-site personnel are trained to administer it on game nights. NHL is also advising clubs to include naloxone in their travel medical kits, and encouraging its availability in the visiting team’s emergency bags.
    San Diego Metropolitan Transit System (SDMTS) now trains every newly hired Code Compliance Inspector (CCI) from the Transit Security and Passenger Safety Department in the recognition of opioid overdose and issues naloxone as required equipment for staff. In 2024, CCIs administered naloxone nearly 200 times, and the SDMTS Bus Division Road Supervisors also started carrying naloxone. SDMTS started training CCIs to carry and administer naloxone in July 2021 in response to the overdose crisis.
    Commitments from these entities build upon steps taken in recent years by other organizations that joined the White House Challenge to Save Lives from Overdose to address the overdose epidemic. Examples of these actions from organizations include:
    American Heart Association and Opioid Response Network are partnering on the EmPOWERED to End Opioid Misuse and Stimulant Use Disorder Initiative that aims to address opioid and stimulant usage within Black and Hispanic communities. They have partnered with Black and Hispanic churches to implement community trainings and disseminate educational tools to facilitate open and honest conversations with a wide range of people on the stigmatization of people experiencing opioid and substance use disorders.
    International Union of Painters & Allied Trades (IUPAT) District Council 35 prioritizes support for and awareness of mental health and substance use, and provides overdose education and training on naloxone to its members and apprentices. IUPAT also distributes naloxone to its members, apprentices, and jobsites. IUPAT is part of a broader effort by the Massachusetts Building Trades Recovery Council, which has distributed more than 11,000 doses of naloxone to 14 building trades unions across Massachusetts for distribution to their membership. The Recovery Council receives naloxone from Massachusetts’ Bureau of Substance Abuse Services’ Community Naloxone Program.
    The Jacksonville Transportation Authority (JTA) in Florida has developed overdose rescue training for operations, safety, and security staff, and implemented a ‘bus marshal’ program, where naloxone-equipped security officers ride strategically-targeted routes. This led to saving the life of a bus passenger who was experiencing overdose. JTA also launched ‘Safety on the Move’, delivering free overdose prevention and rescue training and naloxone kits to at-risk communities in partnership with Drug Free Duval, Community Coalition Alliance, Centers for Disease Control and Prevention (CDC) Foundation, and North Florida High Intensity Drug Trafficking Area (HIDTA) Overdose Response Strategy.
    The North Carolina Council of Churches (NCCC) hosts a Partners in Health and Wholeness initiative that works to bridge the issues of faith, health, and justice. This includes the Overdose Response program that offers opioid workshops to faith communities that seek to learn more about the opioid crisis and how they can help with response, and incorporates naloxone distribution upon request. They also received grant funding to provide local churches with resources for opioid-related initiatives for their members. 
    The Restaurant Association Metropolitan Washington (RAMW) has more than 1,400 businesses in its membership, including restaurants, food and hospitality vendors, and allied businesses that work within the food industry in DC, Northern Virginia, and Suburban Maryland. RAMW began partnering with the DC Department of Behavioral Health (DBH) to provide overdose education and naloxone distribution to restaurants in DC, including large trainings for business improvement districts. Restaurants can order a kit to receive by mail from RAMW’s website.
    The San Francisco Entertainment Commission is partnering with the San Francisco Department of Public Health to raise awareness about the presence of illicit fentanyl at and around nightlife spaces, and increase the entertainment industry’s access to life-saving naloxone. To date, they have led in-person trainings for staff at 18 nightlife businesses in San Francisco, distributed 300+ doses of naloxone at outreach events, and reached approximately 900 nightlife attendees through on-stage overdose prevention trainings before performances and other events.
    This Must Be the Place is a nonprofit providing free naloxone to attendees at music venues and festivals across the country. They committed to passing out over 60,000 free kits of naloxone at places like Lollapalooza, Bonnaroo, Austin City Limits, and Dreamville. Seventy percent of the population they reach are receiving naloxone for the first time.
    United Airlines equips each of its enhanced medical kits on every aircraft and station across the network with opioid overdose reversal medications. All of United’s 28,000+ flight attendants are annually trained in the proper use of these life-saving medications. Over the past five years, United has purchased nearly 1,200 units annually, ensuring greater safety for both passengers and crew, including flight attendants and pilots.
    The University of Rhode Island (URI), through its Cooperative Extension program, established the Community First Responder Program (CFRP). CFRP provides more than 50,000 kits annually. CFRP offers in-person and online educational trainings for the public at schools and town halls, and to healthcare providers, first responders, police, and more. They also distribute naloxone and safer-use kits at events in partnership with CVS Health and the U.S. Postal Service. CFRP has expanded services to rural regions of five other New England states through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). CFRP is expanding its regional rural overdose education via collaborations with New Hampshire Cooperative Extension, Husson University School of Pharmacy (Maine), University of Maine Cooperative Extension, Western New England University College of Pharmacy (Massachusetts), and University of Vermont Cooperative Extension. As naloxone is often inaccessible to New England’s rural regions, CFRP offers to mail no-cost naloxone to participants completing its online interactive module, “Become a Community First Responder.”

    In support of President Biden and Vice President Harris’ whole-of-government approach to address the overdose epidemic, federal agencies are working to help expand access to life-saving opioid overdose reversal medications like naloxone and save even more lives. These efforts also align with updated Guidelines for Safety Station Programs in Federal Facilitiesreleased in December 2023:
    The United States Department of Agriculture (USDA) has authorized first responders in its Office of Safety, Security and Personnel and throughout the U.S. Forest Service who are equipped and trained in the administration of opioid overdose reversal medications (OORM).  Additionally, USDA’s Center for Faith-Based and Neighborhood Partnerships has provided OORM trainings to over 40 community partners across 15 states as part of its Rural and Farming Communities Mental Health and Suicide Prevention work. USDA remains committed to continuing and expanding the reach of these trainings.
    The Department of Commerce‘s Office of Export Enforcement (OEE) is training Special Agents in the use of opioid overdose reversal medications (OORM) in October 2024, allowing OEE Special Agents to safely and effectively deploy them. OEE will have OORM accessible during all preplanned enforcement operations by January 2025. 
    The Department of Defense (DoD) is committed to opioid safety and prevention of overdose. To strengthen DoD’s emergency response protocols, naloxone is available across installations in the Continental United States and training programs have been expanded, ensuring first responders are equipped and trained. The DoD remains committed to the safety and prevention of overdose by continuing its efforts to provide naloxone access to DoD first responders and investigators and to provide associated trainings beyond DoD first responders.
    The U.S. Department of Health & Human Services (HHS) is increasing training on and access to naloxone. The Indian Health Service (IHS) now mandates annual overdose response training for all IHS employees, contractors, students, and volunteers. Further, before 2025, naloxone training and a guide on procuring naloxone (i.e., using state standing orders, city and county public health departments, etc.) will be available to all U.S. Public Health Service Commissioned Corps officers, and naloxone will be available in safety stations at all HHS regional offices. Substance Abuse and Mental Health Services Administration (SAMHSA), in partnership with the Program Support Center (PSC) and the Office of the Assistant Secretary of Health (OASH), will equip all AED stations in its headquarters with naloxone, and SAMHSA hosted an annual naloxone training for all staff as part of its International Overdose Awareness Day recognition. Additionally, naloxone training will be added to the HHS Learning Management System available to all HHS personnel, including volunteer Federal Civilian Responders.
    The Department of Homeland Security (DHS) issued, and recently updated, a policy regarding the Administration of Naloxone by Non-Healthcare Providers. This policy directs DHS agencies and offices to identify their workforce populations at higher risk of exposure and develop a program to equip them with both naloxone and the training to use it.  The DHS Office of Health Security (OHS) developed virtual and in-person training modules that DHS agencies and offices can use to train their non-healthcare providers or as the basis for developing their own workforce-specific training. DHS continues to work to operationalize formal programs that equip non-healthcare providers with Component-procured naloxone.
    The Department of the Interior (DOI) has issued guidance on the training, carrying, and use of naloxone by DOI employees who may come into contact with persons suspected of opioid overdose during their normal course of duties. The guidance allows critical first responders – including emergency medical responders and emergency medical technicians (EMR/EMT), firefighter EMTs, and law enforcement officers – to have access to opioid overdose reversal medications at various sites nationwide, including national parks and tribal lands. As DOI components continue to conduct risk assessments to identify high-risk areas and appropriate personnel to be trained, the Department is poised to implement vital resources efficiently to preserve life and protect the public.
    The Department of Justice (DOJ) has enacted policies so employees most likely to encounter overdose victims have access to opioid overdose reversal medications (OORM) and the training to safely and effectively deploy them. Pursuant to these policies, its law enforcement agencies – Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), and U.S. Marshals Service – will have OORM accessible during all preplanned enforcement operations; all Federal Bureau of Prisons staff at all sites will have access to OORM 24 hours a day; and all DOJ public-facing facilities and law enforcement facilities will have safety stations equipped with OORM.
    The United States Postal Service (USPS) has trained 59,000 employees in 1,318 facilities in U.S. counties facing high numbers of overdose deaths in response to the White House Challenge to Save Lives from Overdose. Also, USPS has procured and distributed naloxone to first aid kits in these facilities. As the USPS continues it communication activities on overdose prevention, it expects to reach over 500,000 employees, many of whom have public-facing roles as part of the Postal Service’s ubiquitous footprint across the United States. 
    The Department of Veterans Affairs (VA) is working to make training available to all employees by December 2024 and will develop and issue a policy statement to support naloxone implementation by March 2025. VA also pledges to ensure opioid overdose reversal medications are available in all high-risk Veterans Health Administration health care areas, including at VA Medical Centers and outpatient clinics, and in all Vet Centers by the end of 2025.
