  • MIL-OSI USA: Senator Gillibrand Statement On President Trump’s Preliminary Budget Request

    Today, U.S. Senator Kirsten Gillibrand, a member of the Senate Appropriations Committee, released the following statement on President Trump’s fiscal year 2026 preliminary budget request, which proposes slashing critical investments in programs related to education, health, affordable housing, scientific research, environmental protection, and much more. The Trump administration says this proposal will cut domestic funding by $163 billion (-23%); however, the real cut may exceed $200 billion.
    “President Trump’s budget is playing games with American lives. By attempting to defund the programs that help communities stay safe, families pay their bills and keep a roof over their heads, and doctors treat their patients, this administration is abandoning the people who have built our country. Make no mistake — this budget proposal will not ‘make America great again’ — it will set us back decades and make life harder for working families.
    By slashing funding for basic needs like health programs, medical research, and nutrition aid, this proposal will make America sicker. By cutting billions of dollars for the Department of Education, removing investments to prevent violent crime, and divesting from agencies that protect our environment, it will make our country a worse place to live. And by eliminating affordable housing and energy assistance programs, divesting from small businesses, and gutting the funds that help economically distressed communities, it will make it harder for American families to survive.
    This administration has made it clear: they’re willing to cut at least $163 billion in vital investments that benefit everyday Americans just to deliver trillions in tax breaks to billionaires and corporations. That’s not just misguided policy; it’s an insult to every hardworking, tax-paying American.
    I am committed to working with my colleagues in Congress to firmly reject this dangerous proposal. We cannot stand idly by while the Trump administration eviscerates the programs that keep our country safe, healthy, and prosperous.”
    Among other things, President Trump’s preliminary FY2026 budget request:
    EDUCATION: Guts funding for the Department of Education by $12 billion (-15%). Eliminates and cuts dozens of elementary and secondary education programs (the vast majority of which are not specified), underscoring that President Trump’s vision for returning education to the states means state and local taxpayers will pay more to support students and educators at their local schools as a result of major cuts in federal funding. Eliminates several higher education programs, including TRIO, GEAR UP, Federal Work Study, Child Care Access Means Parents in Schools (CCAMPIS), and more, which help Americans pursue a postsecondary education and further their careers.
    HOUSING: Eviscerates the Department of Housing and Urban Development (HUD) with a 43.6% cut.
    Slashes HUD rental assistance programs by 42.8% while foisting responsibility over those programs onto state and local governments. Over 10 million Americans rely on HUD rental assistance, the vast majority of whom are seniors, people with disabilities, and children. This will rip the roofs off Americans’ heads and put even more families at risk of homelessness.
    Eliminates or cuts federal programs most targeted to build more affordable housing and address this country’s housing supply shortage, including in Tribal country.
    Eliminates the Community Development Block Grant that cities and towns across the country use to improve the quality of life for their citizens every day.
    HEALTH: Slashes funding for the Department of Health and Human Services (HHS) by $33 billion (-26%).
    Cuts funding for the National Institutes of Health (NIH) by $18 billion or more than 40%—decimating funding for lifesaving medical treatments and cures.
    Decimates funding for the Centers for Disease Control and Prevention (CDC) by cutting $3.6 billion—hollowing out the agency’s ability to save lives and protect Americans from health threats.
    Guts funding for substance use prevention and treatment and mental health services by $1 billion (roughly –15%) and eliminates the Substance Abuse and Mental Health Services Administration—the agency with expertise in tackling the substance use and mental health crises.
    Slashes funding for the Centers for Medicare and Medicaid Services (CMS) by $674 million. CMS helps ensure over 100 million Americans have access to affordable, high-quality health insurance by overseeing Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), and Affordable Care Act marketplaces.
    The limited budget materials do not detail President Trump’s proposed funding level for the Food and Drug Administration (FDA), which is essential for protecting the safety of our food and drugs.
    TITLE X: Eliminates the Title X program, which helps nearly 3 million patients get preventative care, birth control, cancer screenings, and more in every state.
    LIHEAP: Eliminates the Low Income Home Energy Assistance Program (LIHEAP), which helps 6 million American households heat and cool their homes.
    PRE-K: Eliminates all funding for Preschool Development Grants, which help states strengthen their early childhood education system and get parents the child care and pre-K they need. The limited budget materials released today don’t mention Head Start or the Child Care and Development Block Grant, but leaked budget documents show Trump wants to eliminate Head Start.
    DEPARTMENT OF LABOR: Slashes funding for DOL by $4.6 billion (-35%). Proposes to “Make America Skilled Again” by cutting workforce training programs that help Americans develop skills and secure good-paying jobs, by roughly a third. Eliminates Job Corps and the Senior Community Service Employment Program.
    DEPARTMENT OF JUSTICE: Slashes the Department of Justice’s (DOJ) budget by at least $3.7 billion (-10%).
    Guts funding for grants to help keep communities safe by over $1 billion (-26%).
    Cuts funding for FBI salaries and expenses by $545 million (-5%), endangering our Americans’ safety.
    Cuts funding for Drug Enforcement Agency (DEA) salaries and expenses by $212 million (-7%), weakening the agency’s capacity to crack down on drug trafficking. Also proposes shuttering major DEA offices in countries around the world, noting that those countries “are equipped to counter drug trafficking on their own.”
    Cuts funding for the Bureau of Alcohol, Tobacco, Firearms and Explosives’ (ATF) salaries and expenses by $468 million (-29%) as part of the administration’s ongoing attempt to dismantle the agency in charge of enforcing our country’s gun laws.
    TRIBES: Slashes $911 million (-24%) for core Tribal programs that uphold the federal government’s legally-obligated and court-ordered trust and treaty responsibilities to Tribal nations. This cut would decimate core Tribal programs including road maintenance, housing, and programs for children and families. The proposal would nearly eliminate funding for construction of Tribal schools, which are already too often dilapidated, and it cuts Tribal law enforcement funding by 20%.
    SCIENTIFIC RESEARCH: More than halves funding for the National Science Foundation (NSF) with a $5.2 billion (-57%) cut. Cuts funding for the Department of Energy’s Office of Science by $1.148 billion (-14%). These proposed cuts would decimate America’s edge in essential scientific research that will drive future economic growth.
    EPA: Cuts funding for the Environmental Protection Agency (EPA) by more than half by abandoning state and Tribal programs that build and maintain drinking water and sewer systems, starving states of longstanding federal funding provided to pay for states’ work enforcing federal laws, and decimating funding for cleaning up toxic Superfund sites.  The request would also effectively eliminate research funding used to better understand the impacts on human health from polluted air and water and from toxic chemicals.  
    NATIONAL PARKS: Cuts $900 million (- 30%) from National Park Service operations, abandoning national parks that the administration says should suddenly be transferred to the states, while providing no funding for states to manage massive new obligations that such a dramatic move would entail. This would incentivize states to sell off public lands to the highest bidder, threatening valued open space and areas of natural and historical value to local communities.
    AGRICULTURE: Guts funding for agricultural research, which is critical to ensuring American agriculture is competitive with the rest of the world and provides key resources to help farmers and ranchers prepare and adapt in an uncertain environment. Zeroes out foreign food aid that supports American farmers and is a lifeline for people living in extreme poverty across the world.
    RURAL AMERICA: Slashes investments in core Rural Development programs by $721 million, including investments in safe drinking water, affordable housing, and resources to bolster the rural economy.
    NUTRITION: Eliminates the Commodity Supplemental Food Program, which provides food assistance to low-income individuals 60 years of age and older to supplement diets and addressing potential nutrient deficiencies. The preliminary budget request does not mention any of the other 16 Nutrition Programs, including WIC, The Emergency Food Assistance Program (TEFAP), and the National School Lunch Program.
    VETERANS: Without more details, it is unclear whether the President is proposing to shift tens of billions of dollars in funding for veterans’ care to mandatory funding (which Republicans have long vociferously opposed) or to decimate funding for non-medical care.
    FOREST SERVICE: Cuts $1.386 billion (-22%) from the Forest Service, gutting grant funding for state and tribal wildfire risk reduction, volunteer fire departments, and much more. The proposal would cut at least 2,000 National Forest System staff positions, which will severely harm the Administration’s stated goals of improving forest management and increasing domestic timber production.
    ARMY CORPS: Cuts funding for the Army Corps of Engineers by $2 billion (-23%), slashing funding used to maintain our nation’s ports and harbors.
    DEPARTMENT OF COMMERCE: Cuts funding for the Department of Commerce by $1.9 billion (-18%). Outright eliminates the Economic Development Administration (EDA), which helps economically distressed communities across America get ahead.
    NOAA: Guts funding for the National Oceanic and Atmospheric Administration (NOAA) by $1.5 billion, which would eliminate all manner of programs that create good jobs, help local economies, and support ocean research, health, and coastal resilience. Proposes a reckless $209 million cut for NOAA’s weather satellites, which play a critical role in ensuring Americans have accurate weather forecasting and will result in a gap in observations when the current satellites retire early in the next decade.
    ENERGY: Slashes funding for the Department of Energy overall by $4.7 billion (-9.4%). Guts funding for Energy Efficiency and Renewable Energy programs by $2.572 billion (-74%) and proposes to rescind $15.25 billion from Bipartisan Infrastructure Law energy programs, which will raise energy costs for American consumers by halting vital innovation and energy projects.
    SMALL BUSINESSES: Slashes funding for SBA’s Entrepreneurial Development Programs by $167 million, proposing the elimination of nearly all programs, including programs that support veterans as they work to start and grow a small business.
    FEMA GRANTS: Cuts funding for FEMA non-disaster grants that help communities prepare for disasters, support efforts to prevent violence and terrorism, prepare emergency responders, and more.
    STATE DEPARTMENT & FOREIGN ASSISTANCE: Guts funding for the State Department and America’s international security, economic, and humanitarian assistance programs by $31.2 billion (-48%).
    The United States already spends less than 0.2% of our GDP on diplomacy and foreign assistance, which is less than a third of the percent we spent under President Reagan’s peace through strength approach, and Trump is proposing to halve these critical investments.
    Cuts funding for lifesaving and other humanitarian assistance by $4.7 billion (-54%), which will lead to preventable deaths and suffering across the globe, and threaten Americans’ safety and well-being by undercutting our efforts to stop disease outbreaks and prevent conflict. A cut of this magnitude will also lead to more migration of people fleeing poverty, conflict, and natural disasters.
    Cuts funding for International Narcotics Control and Law Enforcement account by $1.3 billion (-91%) which helps prevent human trafficking, stop drug trafficking, and much more, with direct implications for American communities.
    Slashes economic growth and development funding across multiple agencies and accounts by $6 billion (67%) and proposes the final dissolution of USAID.
    Guts funding for global health initiatives by $6.2 billion (-62%).
    Reneges on our treaty dues for the United Nations (UN), U.N. Peacekeeping operations, and a majority of other international organizations.
    COMMUNITY SERVICES BLOCK GRANT: Eliminates all funding ($770 million) for community-based anti-poverty programs that help low income individuals and families access services to alleviate the causes of poverty.
    COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS: Eliminates $291 million in funding for all current CDFI financial assistance awards, which help leverage private capital to support the development of child care centers, housing, health care facilities, and small businesses. Since 2010, CDFIs have financed over 1.3 million businesses and 557,000 affordable homes. 
    AMERICORPS: Eliminates AmeriCorps, which enables over 200,000 Americans to help serve communities across the country, including by responding to natural disasters, supporting veterans, fighting the opioid epidemic, helping older Americans age with dignity, and working in our schools, educating and supporting students.
    CORPORATION FOR PUBLIC BROADCASTING: Eliminates funding for CPB, ending support for more than 1,500 local public television and radio stations. 
    INSTITUTE OF MUSEUM AND LIBRARY SERVICES: Eliminates funding for IMLS and the support provided to libraries and museums throughout the United States.
    BUREAU OF RECLAMATION: Cuts funding for the Bureau by $600 million (-34%), gutting investments in key restoration projects.
    CULTURAL GRANTS FOR LOCAL COMMUNITIES: Completely eliminates the National Endowment for the Arts and the National Endowment for the Humanities, which provide funding for every state and every congressional district for cultural economic development and the creative economy.
    NASA: Cuts NASA funding by $6 billion (-24%), the largest single-year cut to NASA in U.S. history, which would mark an incredible retreat for American leadership and ambition in space. Terminates the Artemis Campaign to establish a human presence on the Moon after the Artemis III mission. Slashes funding for the Science Mission Directorate by $3.43 billion (-47%), which would cancel numerous current and planned missions to better understand our universe, solar system, and Earth.
    ECONOMIC DEVELOPMENT: Eliminates funding to 27 states by zeroing out funding for 6 of 7 regional commissions, which provide grants in economically distressed communities for disaster mitigation, opioid crisis support programming, workforce training, and much more. 
    INTERNAL REVENUE SERVICE: Likely cuts IRS enforcement by nearly $2.5 billion (-89%). This significant reduction will help billionaire tax cheats game the system while working families continue to pay their fair share.

  • MIL-OSI USA: Rosen Helps Introduce Bill to Ban Assault Weapons, Protect Nevada Communities from Gun Violence

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) helped introduce a bill to ban the sale of assault weapons and protect Nevada communities. The bill would ban the sale, transfer, manufacture, and import of military-style assault weapons, high-capacity magazines, and other high-capacity ammunition feeding devices that have repeatedly been used in mass shootings across the nation. While the 1994 assault weapons ban was in place, the United States saw gun massacres decline by 37%, and mass shooting fatalities were 70% less likely. When the ban expired in 2005, gun deaths rose 239%.
    “Senseless acts of gun violence have destroyed communities and torn families apart in Nevada and all across our nation,” said Senator Rosen. “I’m proud to help introduce this bill to ban the sale of assault weapons and take commonsense steps to get weapons of war off of our streets. I will continue taking action to end gun violence while respecting the Second Amendment rights of responsible gun owners.”
    Senator Rosen has been a leader in the fight against gun violence. Earlier this year, Rosen helped introduce commonsense, bipartisan legislation to ban bump stocks and other devices or modifications that allow semi-automatic firearms to increase their rate of fire and effectively operate as fully automatic weapons. Bump stocks were used in the 1 October shooting in Las Vegas. Last Congress, Rosen helped pass the historic Bipartisan Safer Communities Act to enhance background checks on firearm purchases for individuals under 21, fund the implementation of red flag laws, combat firearms trafficking, and invest in school safety and mental health programs. Rosen also helped introduce the Resources for Victims of Gun Violence Act to provide all victims of gun violence and their loved ones with the resources to help meet medical, legal, financial, and other needs. Senator Rosen also helped introduce the Background Check Expansion Act to expand federal background checks to all commercial gun sales, including those made online and at gun shows.

    ATLANTA – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Atlanta Field Division hosted a joint press conference with Homeland Security Investigations (HSI) to showcase recent efforts to combat the trafficking of firearms to Mexico.

    “Firearms trafficking and the illegal activity associated with it continues to threaten the safety of the general public throughout our communities,” said ATF Atlanta Field Division Special Agent in Charge Benjamin Gibbons. “We are working closely with our federal and local law enforcement partners to relentlessly pursue those who attempt to illegally move firearms between the United States and Mexico. Extensive time in a federal prison awaits those who think they can endanger our communities and get away with it.”

    “Homeland Security Investigations is steadfast in our mission to combat international firearms trafficking and dismantle transnational criminal networks that threaten public safety on both sides of the border,” said Steven N. Schrank, the Special Agent in Charge of Homeland Security Investigations in Georgia and Alabama. “By targeting those who illegally purchase and smuggle weapons into Mexico, we are cutting off a vital lifeline to cartel members and terrorist-designated organizations, while upholding our duty to protect communities at home and abroad. HSI will continue to work relentlessly to identify, apprehend, and bring to justice those fueling this dangerous trade.”

    In response to the growing threat posed by Transnational Criminal Organizations and the administration’s emphasis on combating them, ATF has been working swiftly and diligently with federal and local partners to effectively combat the flow of illegal firearms trafficked to Mexico.

    Cartels have infiltrated the United States through the southern border and are operating within many local communities. They have established and expanded their networks throughout the United States to carry out illicit activities including fentanyl trafficking and human smuggling.

    Cartels rely on specific firearms to facilitate, expand and protect their criminal enterprise, including large caliber and/or belt fed rifles such as, the Ohio Ordinance M2 .50 caliber, FN M240 7.6mm, FN M249 5.56, and the Barrett M82 .50 semi-automatic rifle.

    Under President Trump’s and Attorney General Bondi’s leadership, ATF has prevented nearly 9,700 firearms from falling into the hands of dangerous criminals or terrorist. From January 20 to May 1, 2025, ATF agents nationwide initiated 8,501 violent crime cases, arrested 1,912 criminals, seized a total of 10,592 firearms, 655,388 rounds of ammunition, 8,722 firearm parts, and 6,335 assorted explosives.

    ATF is the only federal law enforcement agency whose mission is to reduce violent crime. While our mission is clear and concise, it is also immense and dangerous. And, as a small agency with just about 5,000 employees, we can only succeed with our local, state, and federal partners. These partnerships, including the U.S. Attorney’s Offices, Homeland Security Investigations, Customs and Border Protection (CBP), other government agencies, state and local law enforcement, help to stem the flow of illegal firearms being trafficked to Mexico.

    In brief:

    • The first students are now attending Canberra’s newest public school – Aunty Agnes Shea High School.
    • The school is named after late senior Ngunnawal Elder Aunty Agnes Shea.
    • This week, over 50,000 students return to public schools across the ACT.

    The brand-new Aunty Agnes Shea High School in Taylor welcomes its first students this week.

    The ACT’s 92nd public school, it will cater to up to 800 years 7–10 students in the growing suburbs of north Gungahlin.

    The new school’s students are among over 50,000 returning to public schools across Canberra.

    Named for a great Canberran

    The new school’s name honours late senior Ngunnawal Elder Aunty Agnes Shea.

    The school’s logo and uniform design derive from the artwork ‘Journeys’ about Aunty Agnes Shea.

    Artist Selina Walker is Aunty Agnes Shea’s granddaughter. She gifted ‘Journeys’ to the school.

    The logo was co-designed with Aunty Agnes Shea’s family. The school’s first cohort of students and their families also contributed to how ‘Journeys’ is shown on the school uniform.

    Contemporary facilities

    The school features state-of-the-art learning spaces. It is also fully electric in its operations. The buildings use sustainable materials and a large solar panel array.

    Students can also enjoy:

    • a double gym with basketball, netball, futsal, volleyball and badminton markings
    • a covered hard court suitable for basketball and netball
    • kickabout spaces for ball sports
    • external fitness equipment.

    Spaces in the school are available for community use.

    Aunty Agnes Shea OAM

    Aunty Agnes Josephine Shea OAM dedicated most of her life to bettering the world for future generations of Aboriginal Australians.

    She worked tirelessly in many different roles for the varying range of communities that call Ngunnawal Country home.

    Aunty Agnes Shea’s achievements and dedication have been recognised over the years.

    In 2001 she was awarded the Centenary Medal. In 2004, she received the Medal of the Order of Australia.

    In 2010 she was awarded an ACT Senior Citizen of the Year award. She also gained a place on the ACT Honour Walk that same year.

  • MIL-OSI USA: ICE operation in Northern Virginia nets 3 alien offenders

    FAIRFAX COUNTY, Va. — U.S. Immigration and Customs Enforcement, in partnership with the U.S. Drug Enforcement Administration; Bureau of Alcohol, Tobacco, Firearms and Explosives; and Department of Justice Diplomatic Security Service, arrested three illegal aliens during routine daily operations April 21 in Northern Virginia.

    Among those arrested were an illegally present Salvadoran national with prior drug convictions and an illegally present Liberian national wanted in his home country for documents fraud. Authorities also apprehended an additional illegally present Salvadoran alien.

    “ICE Washington, D.C. takes our commitment to public safety very seriously,” said ICE Enforcement and Removal Operations Washington, D.C. Field Office Director Russell Hott. “Our brave officers are out on the streets every day enforcing U.S. immigration laws and ensuring the safety of our Washington, D.C. and Virginia communities. We will continue our mission to prioritize public safety by arresting and removing criminal alien offenders from our neighborhoods.”

    ICE officers and agents from DEA, ATF, and DSS arrested:

    • Camilo Cesar Gonzales-Encalada, 23, an illegally present Spanish national and member of the Sureños gang whose criminal history includes convictions for assault, criminal possession of a loaded firearm and criminal possession of a controlled substance. Officers with ICE New York arrested Gonzales April 6.

    • Eric Sumo, 51, illegal Liberian alien wanted for documents fraud to include fraudulently possessing/manufacturing U.S. visas.

    • An illegal Salvadoran national who is in removal proceedings.

    Officers with ICE Washington, D.C. and agents with DEA Washington, D.C.; ATF Washington, D.C.; and DSS Washington, D.C. arrested Reyes and the other Salvadoran alien in Annandale. They apprehended Sumo in Alexandria April 21. All three aliens remain in ICE custody.

  • MIL-OSI Security: U.S. Attorney’s Office Filed 124 Border-Related Cases This Week

    SAN DIEGO – Federal prosecutors in the Southern District of California filed 124 border-related cases this week, including charges of assault on a federal officer, bringing in aliens for financial gain, reentering the U.S. after deportation, and importation of controlled substances.

    The U.S. Attorney’s Office for the Southern District of California is the fourth-busiest federal district, largely due to a high volume of border-related crimes. This district, encompassing San Diego and Imperial counties, shares a 140-mile border with Mexico. It includes the San Ysidro Port of Entry, the world’s busiest land border crossing, connecting San Diego (America’s eighth largest city) and Tijuana (Mexico’s second largest city).

    In addition to reactive border-related crimes, the Southern District of California also prosecutes a significant number of proactive cases related to terrorism, organized crime, drugs, white-collar fraud, violent crime, cybercrime, human trafficking and national security. Recent developments in those and other significant areas of prosecution can be found here.

    A sample of border-related arrests this week:

    • On April 28, Jose Maria Murillo Estrada, a Mexican national, was arrested and charged with Assaulting, Resisting, or Impeding Federal Officers and reentry after deportation. According to a complaint, the assault happened after Murillo attempted to make entry into the United States from Mexico through the San Ysidro Port of Entry by running through vehicle primary lanes and was intercepted by officers.
    • On April 27, Emma Alejandra Medina, a U.S. citizen, was arrested and charged with Attempted Bringing in Aliens for Financial Gain. According to a complaint, Medina was captain of a boat that was transporting eight undocumented immigrants on San Diego Bay.
    • On April 26, Jorge Alexandro Tellez, a U.S. citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, Tellez was taken into custody by Customs and Border Protection officers after he attempted to cross the border in his vehicle in the San Ysidro Port of Entry’s SENTRI lane with 286 pounds of methamphetamine concealed in all four doors, the seats, the spare tire, the tailgate, and in multiple tool bags located inside the vehicle.

    Also this week, a number of defendants with criminal records were convicted by a jury or sentenced for border-related crimes such as illegally re-entering the U.S. after previous deportation. Here are a few of those cases:

    • On May 1, Juan Morales-Lopez, a Mexican national who was last deported in November 2024 and immediately returned on December 10th, was sentenced in federal court to 18 months in custody consecutive to 12 months custody for violating the terms of his supervised released for his earlier illegal entry conviction, for a total of 30 months in custody. Morales-Lopez has 10 illegal entry felony convictions in total and has been removed from the United States a total of 35 times.
    • On May 1, Jose Ramon Ochoa-Monteverde, a Mexican national living in the United States on a Visa, was sentenced in federal court to 84 months in custody for his role as a coordinator and courier for a drug trafficking organization based in Mexico, Imperial Valley, and the Central District of California. In one instance, Ochoa-Monteverde loaded a tractor trailer with duffel bags containing 106.38 kilograms of methamphetamine at a truck stop in Brawley, CA.
    • On April 28, Alejandro Gutierrez-Aguilar, who was previously convicted of Possession with Intent to Distribute in 2014, was sentenced in federal court to 30 months in custody for again entering the U.S illegally.

    Pursuant to the Department’s Operation Take Back America priorities, federal law enforcement has focused immigration prosecutions on undocumented aliens who are engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, or who have active warrants for their arrest. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect the community.

    The immigration cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), Customs and Border Protection, U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Owner of Unlicensed D.C. Row House Sentenced in the Deaths of Two People in Fatal Kennedy Street Fire

    WASHINGTON – James G. Walker, 67, of the District, was sentenced today to more than 35 years in prison for the Aug. 2019 row house fire that caused the deaths of Fitsum Kebede and Yafet Solomen. This case was jointly tried by the United States Attorney’s Office for the District of Columbia and the District of Columbia Office of the Attorney General. The announcement was made by U.S. Attorney Edward R. Martin Jr., Attorney General for the District of Columbia, Brian L. Schwalb, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent in Charge of the Washington Field Division Anthony Spotswood, Chief Pamela Smith, of the Metropolitan Police Department (MPD), and Fire and EMS Chief John A. Donnelly Sr.

    Walker was found guilty of second-degree murder and multiple criminal building code violations on Feb. 20, 2025. In addition to the prison term, Superior Court Judge Todd Edelmen sentenced Walker to five years of supervised release.

    According to the government’s evidence, Walker owned commercial property located at 708 Kennedy St., NW.  Walker did not have a certificate of occupancy for the building and the structure was in violation of several fire safety codes. Walker operated the building as an illegal “rooming house.” Some of the building’s rooms were too small to be considered habitable space, some had no windows, and the defendant failed to install or maintain functional smoke alarms throughout the building, including the basement. The most egregious violation, however, was the failure to provide an unobstructed means to escape the property, which included erecting multiple security gates that required keys from both sides, the worst offense being a double-keyed security gate installed within the property that blocked access from the kitchen to the front door. Importantly, the defendant had received specific warnings on March 21, 2019, from the Metropolitan Police Department, that the building was in violation of several building codes specifically related to fire safety and hazardous conditions. He was instructed to correct the conditions and have the building inspected for residential use but did nothing.  

    On the morning of Aug. 18, 2019, a fire erupted in the basement of 708 Kennedy St. Three tenants were present at the time of the fire. Fitsum Kebede, 40, and Yafet Solomen, 10, were in the basement and were unable to exit the premises. They subsequently died from thermal burns and smoke inhalation. The government’s evidence was that the defendant’s knowledge of the danger posed by the conditions of the property and his conscious disregard of the extreme risk that death or serious bodily injury could occur were the but-for cause of the deaths of the decedents.   

    In announcing the sentence, U.S. Attorney Martin, D.C. Attorney General Schwalb, ATF Special Agent in Charge Spotswood, MPD Chief Smith, and Fire and EMS Chief Donnelly, commended the work of the ATF Arson and Explosives Task Force that investigated the case, including MPD, ATF, and Fire and EMS. They also credited the work of Homicide Section Supervisory Paralegal Specialist Tasha Harris, Assistant U.S. Attorney Nebiyu Feleke, Investigative Analyst Zach McMenamin, Victim/Witness Program Specialist Yvonne Bryant, Supervisory Victim/Witness Services Coordinator Katina Adams-Washington, Supervisory IT Specialists Leif Hickling and Charlie Bruce, IT Project Manager Deon Williams, Supervisory IT Specialist Giovanni Harrison, Support Services Supervisor Alvon Brown, and Legal Assistant Patricia Wills Gonzalez. In addition, they congratulated and thanked DC Fire Department Battalion Chief Stephen Faulkner; Habtom Tekle and Jimmie Drummond of Drummond Projects.

    Additionally, they thanked the Office of the Attorney General team of Elizabeth Wieser, Peter Saba, Jose Marrero, and John Roberts for their support in this joint trial. Finally, they acknowledged the work of Assistant United States Attorney Vinet Bryant, Assistant Attorney General Jeffrey Cargill and Assistant Attorney General Keith Ingram who prosecuted the case.

  • MIL-OSI Security: Six, including Twins and their Grandma, Sentenced for Trafficking Hundreds of Kilos of Meth in the Upstate

    SPARTANBURG, S.C. — Six individuals, including a set of twins and their grandmother, from the Upstate were sentenced to a total of 813 months in federal prison after they pleaded guilty to conspiracy to distribute methamphetamine. Biggerstaff additionally pleaded guilty to possessing a firearm in furtherance of drug trafficking.

    Evidence presented to the court showed that since at least 2022, Mikayluh and Mikenzi Walker (the Walker twins) were distributing drugs in the Upstate of South Carolina. In at least 2023, the Walker twins were making trips to obtain methamphetamine from Atlanta, Georgia, a source city for drugs. The Walker twins utilized two stash houses during the conspiracy, one where they lived with their grandmother and co-defendant, Sondra Walker, and the other rented by Mikayluh’s girlfriend, Aa’lyah Tukes. In addition to letting the twins use the residence as a storage and distribution point for methamphetamine, Sondra Walker also distributed methamphetamine herself. During the conspiracy, Mikayluh Walker was responsible for distributing 250 kilograms of methamphetamine and over 600 grams of fentanyl and possessing multiple firearms in the course of the drug trafficking conspiracy.  Mikenzi Walker was responsible for distributing 86 pounds of methamphetamine and 10 grams of fentanyl.

    Evidence demonstrated that in July of 2023, officers arrested Brenda Mincey with methamphetamine and over 100 blue pills containing fentanyl. Investigative efforts determined that the drugs were sourced through the Walker twins and another defendant Jonathan Adam Sarratt.

    On Jan. 10, 2024, law enforcement conducted surveillance on one of the Walker twins’ stash houses and observed Biggerstaff appear to pick up drugs from the location. Local law enforcement stopped Biggerstaff’s car and searched him, locating 421 grams of methamphetamine and two .45 caliber pistols. During the investigation, law enforcement determined that Biggerstaff distributed over 26 kilograms of drugs that were supplied by the Walker twins and that he additionally carried a 9mm pistol during the conspiracy. Biggerstaff had a lengthy criminal history at the time of his offense.

    On April 12, 2024, a search warrant was conducted on Sondra Walker’s residence, where Mikayluh Walker was living and using as a stash house. Law enforcement recovered approximately 26 kilograms of methamphetamine, 5,000 fentanyl pills, and a 12-gauge pistol grip shotgun. The same day, law enforcement conducted surveillance on and searched the car of Aa’lyah Tukes, Mikayluh’s girlfriend, and found Tukes with over $129,000 of drug proceeds. A search warrant was conducted on Tukes’ apartment, and law enforcement located an additional $21,000 of drug proceeds. 

    United States District Judge Donald C. Coggins sentenced Mikayluh Walker to 276 months to be followed by a five-year term of court ordered supervision; Mikenzi Walker to 180 months imprisonment, to be followed by five years of supervision, Christopher Biggerstaff to 192 months, followed by five years of supervision; Brenda Mincey to 85 months, to be followed by three years of supervision, Aa’lyah Tukes to 32 months, followed by three years of supervision, and Sondra Walker to 48 months of home incarceration, followed by two years of supervision. Sarratt is awaiting sentencing.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.     COLUMBUS, Ohio – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Columbus Field Division hosted a press conference to showcase recent efforts to combat the trafficking of firearms to Mexico.

    “ATF is committed to disrupting firearms violence, which includes investigating and arresting those individuals who are providing violent criminals with the means to terrorize our communities,” stated Thomas Greco, Acting Special Agent in Charge of ATF’s Columbus Field Division. “We remain committed to working with our local, state, and federal partners to follow the trail of guns and disrupt the flow of firearms to criminals.”

    In response to the growing threat posed by Transnational Criminal Organizations and the administration’s emphasis on combating them, ATF has been working swiftly and diligently with federal and local partners to effectively combat the flow of illegal firearms trafficked to Mexico.

    Over the past four years, Cartels have infiltrated the United States through the southern border and are operating within our communities. These Cartels have established and expanded their networks throughout the United States to carry out their illicit activities such as, fentanyl trafficking and human smuggling.

    Cartels rely on specific firearms to facilitate, expand and protect their criminal enterprise, including large caliber and/or belt fed rifles such as, the Ohio Ordinance M2 .50 caliber, FN M240 7.6mm, FN M249 5.56, and the Barrett M82 .50 semi-automatic rifle.

    Under President Trump’s and Attorney General Bondi’s leadership, ATF has prevented nearly 9,700 firearms from falling into the hands of dangerous criminals or terrorist. From January 20 to May 1, 2025, ATF agents nationwide initiated 8,501 violent crime cases, arrested 1,912 criminals, seized a total of 10,592 firearms, 655,388 rounds of ammunition, 8,722 firearm parts, and 6,335 assorted explosives.

    ATF is the only federal law enforcement agency whose mission is to reduce violent crime. While our mission is clear and concise, it is also immense and dangerous. And, as a small agency with just about 5,000 employees, we can only succeed with our local, state, and federal partners. These partnerships, including the U.S. Attorney’s Offices, Homeland Security Investigations, Customs and Border Protection (CBP), other government agencies, state and local law enforcement, help to stem the flow of illegal firearms being trafficked to Mexico.

More than 600 students from both schools gathered in the auditorium for a fun-filled morning of yoga, meditation, dancing, and drumboxing. 

    Move Your Body, Calm Your Mind Day continued in East Palo Alto where the First Partner teamed up with Olympic and World Cup Champion Brandi Chastain at the Boys & Girls Clubs of the Peninsula. More than 250 kids Zumba danced and played pickleball and soccer, and participated in mindfulness activities such as crafts, cooking, and yoga.

  • MIL-OSI Security: Two Foreign Nationals Indicted For Selling Drugs And Unlawful Possession Of Firearms

    LAS VEGAS – Two foreign nationals unlawfully residing in the United States made their initial court appearances Wednesday to face a 12-count indictment in connection to an alleged drug trafficking conspiracy to distribute heroin, methamphetamine, fentanyl, and cocaine, and unlawful possession of firearms, including a privately made firearm, in furtherance of the drug trafficking crimes.

    According to allegations contained in court documents, from September 2024 to March 27, 2025, Jose Luis Castillo-Alvarez, also known as “Celso Ramses Ibarra-Angulo” and “Oscar,” and Kevin Omar Cruz-Lima, also known as “Kevin Omar Lima-Cruz” and “Cesar,” conspired with each other to distribute 100 grams or more of heroin; 50 grams or more of methamphetamine; 10 grams or more of fentanyl; and cocaine. Furthermore, on March 27, 2025, Castillo-Alvarez and Cruz-Lima allegedly possessed an AM15 5.56x45mm semiautomatic rifle and a privately made 9x19mm semiautomatic pistol in furtherance of the drug trafficking crimes. Castillo-Alvarez and Cruz-Lima were unlawfully in the United States at the time of the alleged crimes. Castillo-Alvarez had been previously deported from the United States.

    Heroin is a Schedule I controlled substance; and methamphetamine, fentanyl, and cocaine are Schedule II controlled substances.

    Castillo-Alvarez and Cruz-Lima are each charged with one count of conspiracy to distribute controlled substances; two counts of distribution of heroin; one count of prohibited person in possession of a firearm; and two counts of possession of a firearm during and in relation to a drug trafficking crime.

    Additionally, Castillo-Alvarez is charged with one count of deported alien found in the United States. Castillo-Alvarez was previously deported and removed from the United States on April 20, 2020, and reentered the country illegally. Cruz-Lima is charged with one count of possession with intent to distribute methamphetamine; one count of possession with intent to distribute heroin; one count of possession with intent to distribute fentanyl; and one count of possession with intent to distribute cocaine.

    United States Magistrate Judge Youchah scheduled a jury trial before United States District Judge Richard F. Boulware II to begin on June 30, 2025.

    If convicted, both Castillo-Alvarez and Cruz-Lima face the total maximum statutory penalty of confinement for life.

    United States Attorney Sigal Chattah for the District of Nevada, Special Agent in Charge Jennifer Cicolani for the Bureau of Alcohol, Tobacco, Firearms and Explosives, and Salt Lake City Field Office Director Michael Bernacke made the announcement.

    This case was investigated by ATF, the ICE Salt Lake City, Las Vegas Sub-Office, and the Las Vegas Metropolitan Police Department. Assistant United States Attorney Dan Cowhig and Special Assistant United States Attorney Clay Plummer are prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhoods.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHINGTON – Jerone D. Robinson, 48, a resident of the District of Columbia, has been indicted on a federal firearms charge as part of the Make D.C. Safe Again initiative. The indictment was announced by U.S. Attorney Edward R. Martin Jr., Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Chief Pamela Smith of the Metropolitan Police Department (MPD).

    Make D.C. Safe Again is a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District of Columbia. The initiative prioritizes federal firearms violations, seeks tougher penalties for offenders, and aims to detain dangerous individuals facing federal firearms charges.

    Robinson is charged with one count of unlawful possession of a firearm and ammunition by a felon.

    According to court documents, on Jan. 18, 2024, MPD officers were conducting proactive patrols on Benning Road NE when they observed an unattended, running vehicle. Officers noted a sole occupant, later identified as Robinson, sitting in the driver’s seat. Through the windshield, an officer spotted a firearm on the floorboard in front of the driver’s seat.

    Robinson was detained without incident. Officers secured the firearm, which was identified as a loaded, Glock-style semi-automatic handgun.

    Officers also observed a Styrofoam cup containing a yellow liquid with the odor of alcohol in the center console. When questioned, Robinson admitted it was “a mixed drink.” He was arrested and transported to the Fifth District Station.

    A background check confirmed the firearm was not legally registered, that Robinson lacked a license to carry, and that he is prohibited from possessing a firearm due to a prior felony conviction.

    This case is being investigated by the ATF Washington Field Office and the Metropolitan Police Department. Assistant U.S. Attorney Steven B. Wasserman is prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    LOUISVILLE, Ky. – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Louisville Field Division hosted a joint press conference to showcase recent efforts to combat the trafficking of firearms to Mexico. ATF was also joined by the IRS, Drug Enforcement Administration, Homeland Security Investigations, Louisville Metro Police Department and Jeffersontown Police Department.

    “ATF is on the frontline in the fight against gun-related violence associated with organized gangs and drug trafficking organizations,” said ATF Louisville Field Division Special Agent in Charge John Nokes. “These crimes present a grave threat to public safety, and our law enforcement partnerships are critical as we work together to stop firearms trafficking by criminal groups.”

    In response to the growing threat posed by Transnational Criminal Organizations and the administration’s emphasis on combating them, ATF has been working swiftly and diligently with partners to effectively combat the flow of illegal firearms trafficked to Mexico.

    Over the past four years, Cartels have infiltrated the United States through the southern border and are operating within our communities. These Cartels have established and expanded their networks throughout the United States to carry out their illicit activities such as, fentanyl trafficking and human smuggling.

    Cartels rely on specific firearms to facilitate, expand and protect their criminal enterprise, including large caliber and/or belt fed rifles such as, the Ohio Ordinance M2 .50 caliber, FN M240 7.6mm, FN M249 5.56, and the Barrett M82 .50 semi-automatic rifle.

    Under President Trump’s and Attorney General Bondi’s leadership, ATF has prevented nearly 9,700 firearms from falling into the hands of dangerous criminals or terrorist. In Fiscal Year to Date 2025, ATF initiated 15,825 violent crime cases and seized 18,286 firearms, 13,031 firearms parts and accessories, 1,161,501 rounds of ammunition and 13,304 assorted explosives.

    ATF is the only federal law enforcement agency whose mission is to reduce violent crime. While our mission is clear and concise, it is also immense and dangerous. And, as a small agency with just about 5,000 employees, we can only succeed with our local, state, and federal partners. These partnerships, including the U.S. Attorney’s Offices, Homeland Security Investigations, Customs and Border Protection (CBP), other government agencies, state and local law enforcement, help to stem the flow of illegal firearms being trafficked to Mexico.

    The Prime Minister Shri Narendra Modi inaugurated, laid the foundation stone and dedicated to the nation multiple development projects worth over Rs 58,000 crore in Amaravati, Andhra Pradesh today. The Prime Minister expressed that standing on the sacred land of Amaravati, he does not see just a city but a dream coming true—a new Amaravati, a new Andhra. “Amaravati is a land where tradition and progress go hand in hand, embracing both the peace of its Buddhist heritage and the energy of building a developed India”, remarked the Prime Minister. He added that today, foundation stones and inaugurations have been laid for projects, and these projects are not just about concrete structures but the strong foundation of Andhra Pradesh’s aspirations and India’s vision for development. Prime Minister Modi extended his greetings to the people of Andhra Pradesh, offering prayers to Bhagwan Veerabhadra, Bhagwan Amaralingeshwara, and Tirupati Balaji. He also conveyed his best wishes to Chief Minister Shri Chandrababu Naidu and Deputy Chief Minister Shri Pawan Kalyan.

    Remarking that Indra Lok’s capital was once called Amaravati, and now Amaravati is the capital of Andhra Pradesh, Shri Modi  emphasized that this is not a mere coincidence but a positive sign for the creation of ‘Swarna Andhra’, which will strengthen India’s path toward development. The Prime Minister highlighted that Amaravati will energize the vision of ‘Swarna Andhra’, making it a center for progress and transformation. “Amaravati is not just a city, it is a force, it is the strength that will transform Andhra Pradesh into a modern state and a power that will transform Andhra Pradesh to an advanced state”, stated Shri Modi in Telugu.

    Envisioning Amaravati as a city where the dreams of Andhra Pradesh’s youth will come true, the Prime Minister highlighted that in the coming years, Amaravati will emerge as a leading city in Information Technology, Artificial Intelligence, Green Energy, Clean Industry, Education, and Healthcare. The Prime Minister remarked that the Central Government is fully supporting the State Government in rapidly developing the necessary infrastructure to accelerate growth across these sectors.

    Shri Modi lauded Shri Chandrababu Naidu’s acumen for envisioning future tech on a large scale and implementing it swiftly. He recalled that in 2015, he had the privilege of laying the foundation stone for Praja Rajadhani, emphasising that over the years, the Central Government has extended comprehensive support for Amaravati’s development, ensuring all necessary steps for basic infrastructure. He remarked that with Shri Naidu’s leadership, the new state government has accelerated development efforts. He highlighted that key institutions, including the High Court, Assembly, Secretariat, and Raj Bhavan, are now being prioritized for construction.

    “NTR Garu envisioned a developed Andhra Pradesh”, exclaimed the Prime Minister, urging collective efforts to make Amaravati and Andhra Pradesh the growth engine of a developed India, reaffirming the commitment to fulfilling NTR Garu’s dream. Addressing the Chief Minister and Deputy Chief Minister, the Prime Minister said in Telugu that it is our responsibility and something we must achieve together.

    Emphasising that over the past 10 years, India has focused extensively on physical, digital, and social infrastructure, Shri Modi highlighted that India is now among the fastest-modernizing infrastructure nations in the world, and Andhra Pradesh is benefiting significantly from this progress. He noted that thousands of crores worth of road and rail projects have been allocated to Andhra Pradesh, accelerating its development. “Andhra Pradesh is witnessing a new era of connectivity, which will enhance district-to-district links and improve connectivity with neighboring states”, he stated, stressing that farmers will find it easier to access larger markets, and industries will benefit from improved logistical efficiency. Shri Modi also highlighted that the tourism and pilgrimage sectors will also gain momentum, making key religious sites more accessible. He cited the Renigunta-Naidupeta Highway as an example, stating that it will significantly ease access to Tirupati Balaji shrine, allowing devotees to visit Lord Venkateswara Swami in much less time.

    Prime Minister emphasized that countries that have rapidly developed have given immense importance to their railway networks. He highlighted that the past decade has been a transformational period for Indian Railways, with the Government of India allocating record funds for railway development in Andhra Pradesh. The Prime Minister pointed out that between 2009 and 2014, the combined railway budget for Andhra Pradesh and Telangana was less than ₹900 crore, whereas today, Andhra Pradesh alone has a railway budget exceeding ₹9,000 crore, marking an increase of more than tenfold. “With the enhanced railway budget, Andhra Pradesh has achieved 100% railway electrification”, stated the Prime Minister, noting that the state now operates eight pairs of modern Vande Bharat trains, along with the Amrit Bharat train, which passes through Andhra Pradesh. He further highlighted that over the past 10 years, more than 750 rail flyovers and underpasses have been constructed across the state. Additionally, the Prime Minister stated that over 70 railway stations in Andhra Pradesh are being modernized under the Amrit Bharat Station Scheme, ensuring world-class infrastructure for passengers.

    Underscoring the multiplier effect of infrastructure development, highlighting its direct impact on the manufacturing sector, Shri Modi  noted that raw materials such as cement, steel, and transportation services benefit significantly from large-scale infrastructure projects, strengthening multiple industries. He stressed that infrastructure development directly benefits India’s youth, creating more employment opportunities. He remarked that thousands of young people in Andhra Pradesh are gaining new job prospects through these ongoing infrastructure projects.

    “The foundation of a developed India rests on four key pillars—the poor, farmers, youth, and women empowerment”, the Prime Minister reiterated his statement from his address at Red Fort. He emphasised that these pillars remain central to their government’s policies, with special priority given to farmers’ welfare. He highlighted that to reduce the financial burden on farmers, the Government of India has spent nearly ₹12 lakh crore over the past 10 years to provide affordable fertilizers. He remarked that thousands of new and advanced seed varieties have been distributed to farmers, boosting agricultural productivity. The PM said that under the PM Fasal Bima Yojana, farmers in Andhra Pradesh have received claim settlements worth ₹5,500 crore. Additionally, under the PM Kisan Samman Nidhi, more than ₹17,500 crore has been directly transferred to the accounts of lakhs of farmers in Andhra Pradesh, ensuring financial support for their livelihoods, he added.

    Emphasising that India is rapidly expanding irrigation projects across the country, along with launching river-linking initiatives to ensure water reaches every farm and farmers do not face water shortages, Shri Modi underlined that with the formation of the new state government, the Polavaram Project has gained fresh momentum. He stated that millions of people in Andhra Pradesh will see their lives transformed by this project. He reaffirmed that their government is fully supporting the state government to accelerate the completion of the Polavaram Project.

    Underlining Andhra Pradesh’s pivotal role in establishing India as a space power over the decades, the Prime Minister said that every mission launched from Sriharikota fills millions of Indians with pride, inspiring the country’s youth toward space exploration. He announced a major development in India’s defense sector, stating that a new defense institution has been established. He also mentioned that the foundation stone has been laid for DRDO’s new missile testing range. The Prime Minister emphasized that the Nava Durga Testing Range in Nagayalanka will serve as a force multiplier for India’s defense capabilities, drawing strength from Maa Durga’s divine power. He extended his congratulations to the nation’s scientists and the people of Andhra Pradesh for this landmark achievement.

    “India’s strength lies not just in its weaponry but in its unity”, said the Prime Minister, highlighting that this spirit of unity is further reinforced through Ekta Malls, which are being set up in cities across the country. He announced that Visakhapatnam will soon have its own Ekta Mall, where artisans and craftsmen from across India will have their products showcased under one roof. He noted that these malls will connect people with India’s rich diversity, while boosting the local economy and strengthening the “Ek Bharat, Shreshtha Bharat” vision. 

    The Prime Minister announced that this year’s International Day of Yoga (21st June) marking the 10th edition will be celebrated at Andhra Pradesh and he would also attend it. He urged the people to undertake more activities on Yoga in the next 50 days and set a world record. Remarking that Andhra Pradesh neither has shortage of dreamers nor achievers, the Prime Minister expressed confidence that the state is on the right path and has picked up the right speed for growth. He urged for sustained momentum in accelerating Andhra Pradesh’s progress and concluded by reassuring his unwavering support, stating that he will stand shoulder to shoulder with them.

    The Governor of Andhra Pradesh, Shri Syed Abdul Nazeer, Chief Minister of Andhra Pradesh, Shri N. Chandrababu Naidu, Union Cabinet Ministers were present among other dignitaries at the event.

    Background

    In line with his commitment to ensure world-class infrastructure and connectivity across the country, Prime Minister inaugurated 7 National Highway projects in Andhra Pradesh. These Projects include widening of various sections of National Highways, construction of Road over bridge and subway among others. These projects will further enhance road safety; create employment opportunities; provide seamless connectivity to religious and tourist places like Tirupati, Srikalahasti, Malakonda and Udayagiri Fort among others.

    Prime Minister also dedicated to the nation railway projects aimed at enhancing connectivity and boosting capacity. These projects are doubling of the rail line between Bugganapalle Cement Nagar and Panyam stations, enhancing connectivity between Rayalaseema and Amaravati and construction of a third rail line between New West Block Hut Cabin and Vijayawada stations.

    Prime Minister also laid the foundation stone of 6 National Highway projects and one Railway project. These Projects include widening of various sections of National highways; construction of elevated corridor,  half clover leaf and Road over bridge among others. These projects will improve connectivity, inter-state travel, reduce congestion and improve overall logistics efficiency. Construction of Rail over Rail between Guntakal West and Mallappa gate stations aims to bypass freight trains and reduce congestion at the Guntakal Junction.

    Prime Minister laid the foundation stone for multiple infrastructure projects that include the Legislative Assembly, High Court, Secretariat, other administrative buildings and housing buildings for over 5,200 families, worth over Rs 11,240 crore. It will also include trunk infrastructure and flood mitigation projects featuring a 320 km world-class transport network with underground utilities and advanced flood management systems, worth over Rs 17,400 crore. The Land Pooling Scheme Infrastructure projects will cover 1,281 km of roads equipped with central medians, cycle tracks, and integrated utilities across the capital city of Amaravati, worth over Rs 20,400 crore.

    Prime Minister also laid the foundation stone of Missile Test Range at Nagayalanka in Andhra Pradesh worth around Rs 1,460 Crore.  It will comprise a launch center, technical instrumentation facilities, Indigenous Radars, Telemetry and Electro-Optical systems enhancing the country’s defence preparedness.

    Prime Minister also laid the foundation stone of PM Ekta Mall at Madhurawada in Visakhapatnam. It has been envisioned with the objective of fostering national integration, supporting the Make in India initiative, promoting One District One Product, generating employment opportunities, empowering rural artisans, and enhancing the market presence of indigenous products.

  • MIL-OSI USA: Governor Polis, Department of Local Affairs Announce Latest Round of Proposition 123 Local Planning Capacity Grant

    STATEWIDE — The Colorado Department of Local Affairs’ (DOLA) Division of Local Government (DLG) has awarded $1.7 million to all 11 project requests in the latest round of Proposition 123 Local Planning Capacity Grants. 

    “These grants are an important step towards reducing housing costs for Coloradans. By empowering local governments and helping them streamline permitting processes, we can bring more new homes to Coloradans at an affordable price,” said Governor Polis. 

    This initiative provides housing solutions that are versatile for eligible uses, and will help local governments provide more housing options that people can afford. 

    These grants support local governments in their efforts to gain compliance with the two key requirements of Proposition 123: fast track requirements and unit count commitments. All 11 initiatives were funded out of the $2.2 million available this cycle, and the Department will hold another grant round in May of this year to disperse the remaining funds. 

    “In alignment with the state’s priorities of building more housing people can afford and achieving our climate goals by deploying more transit-oriented communities, these new grants will help local government partners streamline processes, update land use codes, and utilize technology enhancements. We are excited to see the positive impact on housing development across the state,” said DOLA Executive Director Maria De Cambra. 

    The Proposition 123 Local Planning Capacity (LPC) grants are designed to expand local government planning capacity to streamline and add affordable housing incentives to local codes and processes, utilize technology enhancements to support streamlined permit review, and hire staff and consultants to support affordable housing development. 

    Awards Summary 

    The 11 awarded projects representing 17 jurisdictions, include four urban, eight rural, and five rural resort jurisdictions across the state. Since its implementation in 2023, the LPC grant has awarded a total of 64 projects in the amount of $8,725,179, supporting 100 local governments (or 48% of all of the Prop 123-eligible jurisdictions). 

    Building Capacity & Planning 

    • Clear Creek County ($96,000): Establishing a regional housing authority, creating a strategic plan, and expanding capacity.
    • City of Victor ($159,680): Hiring personnel and a consultant to build capacity, inventory properties, seek funding, and redevelop blighted housing.
    • Ouray County ($192,000): Hiring an Affordable Housing Services Administrator for countywide operations.
    • Town of Center ($159,600): Hiring consultants for project management, master planning, IT upgrades, site inventory, ADU program implementation, and seeking funding.
    • City of Durango ($183,400): Hiring personnel to streamline development review and consultants for incentives, engagement, and funding for city-owned land. 

    Updating Land Use & Development Codes: 

    • Town of Berthoud ($41,600): Hiring consultants to implement Housing Diversity Plan strategies, amend the Land Development Code, and plan for a land and water banking program.
    • City of Brighton ($38,520): Hiring consultants for code changes related to ADU impact fees and GIS mapping of affordable housing.
    • City of Louisville ($196,000): Hiring consultants for development code updates, expedited review strategies, and updates to impact fees and inclusionary housing.
    • City of Rifle ($200,000): Hiring a consultant for Land Use & Development Code updates, alignment with the Comprehensive Plan, and community outreach. 

    Improving Permitting & Processes: 

    • City of Lakewood ($256,357): Hiring personnel to improve permit review processes, technology, inter-agency collaboration, and strategies for preserving existing affordable housing.
    • Town of Eagle ($212,000): Implementing new software to automate land use file management and streamline the review process. 

    In addition to the upcoming application cycle of the LPC Grant (scheduled to open May 1-30, 2025), DLG has set aside $2 million of this funding to incentivize early adoption of Proposition 123 fast-track requirements. Local governments that adopt a Proposition 123-compliant expedited review process by December 31, 2025 (one year ahead of the December 2026 deadline) will receive up to $50,000 in grant funding, with no local match required. Incentives will also be available for local governments that adopt a compliant expedited development review process by June 30, 2026. 

    All LPC funds are only available to those local and tribal governments who have filed a Proposition 123 commitment and are eligible for Proposition 123 funds. Interested applicants must schedule a pre-application meeting with LPC Program Staff to gain access to the online application form.

  • MIL-OSI Security: More than 350 New Immigration Cases Filed in the Western District of Texas

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 352 new immigration and immigration-related criminal cases from April 25 through May 1.

    Among the new cases, David Ysturiz-Villalobos and Yilber Gabriel Caldera-Espinoza were arrested by the San Antonio Police Department during an April 22 traffic stop. Both were identified as Venezuelan nationals unlawfully present in the United States. Ysturiz-Villalobos was observed in possession of a .40 caliber pistol with a loaded magazine and one chambered round. Caldera-Espinoza later admitted the pistol was his. Ysturiz-Villalobos and Caldera-Espinoza are each charged with one count of illegal alien in possession of a firearm and, if convicted, face up to 10 years in federal prison.

    Mexican national Rogelio Cruz-Ramirez was federally charged with illegal re-entry in Austin after being encountered at the Hays County Jail, where he was serving a 271-day sentence for possession of a controlled substance. Cruz-Ramirez has three prior removals from the United States and two voluntary returns to Mexico. In 2015 he was convicted of assault causing bodily injury to a family member, adding to an unlawful carry conviction and fraudulent use/possession of identifying information in 2007. Cruz-Ramirez also has three unlawful entry convictions on his record.

    Jesus Soto-Reyes, a Mexican national, was encountered at the Bastrop County Jail, where he was being held for an alleged aggravated assault with a deadly weapon and assault causing bodily injury to a family member. Soto-Reyes has five previous removals from the United States in addition to two voluntary returns.

    Angel Navarro-Miranda, also of Mexico, was encountered at the Travis County Jail, where he was being held for an alleged DWI and collision involving damage. Navarro-Miranda’s criminal record includes four additional DWI charges dating back to August 2000.

    Near Eagle Pass, Honduran national Alicia Lourdes Mendoza-Fuentes was arrested by U.S. Border Patrol (USBP) agents on April 23. Mendoza-Fuentes is charged with illegal re-entry, having been deported three times before. Mendoza-Fuentes was convicted May 15, 2024 for a smuggling of persons offense and was subsequently deported to Honduras May 29, 2024.

    USBP agents arrested a Salvadoran national, Daniel Isai Gonzalez-Martinez, near Eagle Pass on April 24. Gonzalez-Martinez also has three prior removals, the most recent being Dec. 13, 2024. Gonzalez-Martinez is a three-time convicted felon with two illegal re-entry convictions and one conviction in 2018 for bringing in and harboring certain aliens.

    Mexican national Jose Torres-Galaviz was arrested by USBP agents near Eagle Pass on April 28. Torres-Galaviz has multiple felony convictions that include resisting law enforcement, auto theft and battery by bodily waste in January 2024, along with possession of cocaine and battery by bodily waste convictions in August 2021. He was recently deported through El Paso on Feb. 22 and now faces an illegal re-entry charge.

    Jose Luis Padron Arredondo, also a Mexican national, was arrested by USBP agents on April 25 for an illegal re-entry offense. Padron Arredondo has been deported four times, the last one being Oct. 17, 2024 through Del Rio. His criminal record includes a felony conviction for illegal re-entry in 2013 and two convictions for improper entry by an alien in 2009 and 2010.

    In El Paso, Eddie Gonzalez Jr., a U.S. citizen, was arrested April 28 and charged with smuggling illegal aliens. USBP agents were responded to reports of three individuals making an illegal entry within five miles of the Tornillo Port of Entry when they noticed a vehicle speed away. Gonzalez Jr. is alleged to have been the driver and fled from USBP agents multiple times at a high rate of speed. A criminal complaint alleges that Gonzalez Jr. eventually exited his vehicle, ran on foot, and boarded a second vehicle driven by a juvenile. Agents were able to pull the second vehicle over and arrest both Gonzalez Jr. and the juvenile. One of the individuals apprehended in the area of the reported illegal entry was also apprehended and allegedly admitted to being a Mexican citizen. The criminal complaint alleges Gonzalez Jr. admitted to entering into an agreement with a smuggler and was expecting to be paid $1,800 for picking up illegal aliens.

    USBP agents at Fort Hancock also arrested Yonni Rios-Ibarra, a Mexican national who allegedly served as a foot guide for two other Mexican nationals entering the U.S. illegally. Agents allegedly observed the three aliens attempting to high in the brush alongside a canal. Rios-Ibarra is charged with bringing in and harboring certain aliens.

    Mexican national Francisco Reyna-Espinosa was transferred to federal custody in Odessa after being convicted April 25 of driving while intoxicated, for which he was sentenced in the 161st Judicial District Court to 10 years of confinement. Reyna-Espinosa was previously convicted in federal court on Jan. 30, 2014, for illegal re-entry after deportation and sentenced to three years of probation. Reyna-Espinoza has two additional DWI convictions on his criminal record.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

  • MIL-OSI Security: BATON ROUGE MAN SENTENCED TO 120 MONTHS IN FEDERAL PRISON FOR A FIREARM VIOLATION

    Acting United States Attorney April M. Leon announced that Judge John W. deGravelles sentenced Ledale Deanthony Sawyer, age 35, of Baton Rouge, Louisiana, to 120 months in federal prison following his conviction for possession of a stolen firearm. The Court further sentenced Sawyer to serve three years of supervised release following his term of imprisonment and ordered the firearm seized by law enforcement be forfeited.

    According to admissions made as part of his guilty plea, on July 16, 2023, Baton Rouge Police officers were dispatched to a residence in Baton Rouge in response to a domestic disturbance. The caller, identified as Victim-1, told dispatch that Sawyer was inside her residence armed with an AR-15 rifle. Upon arrival, officers spoke with Victim-1, who stated that Sawyer possessed a firearm. Victim-1 said that she hid the firearm from Sawyer and showed officers its location. Officers recovered the firearm, identified as a Wise Arms, Model WA-15B rifle. Shortly thereafter, officers located an individual matching Sawyer’s description at a house approximately one block from Victim-1’s residence. The individual was positively identified as Sawyer by both Victim-1 and by the distinctive tattoo on his neck with the name “Sawyer” at which time Sawyer was arrested.

    A trace on the firearm indicated that the firearm had previously been reported stolen on June 22, 2023. In that case, the victim, identified as Victim-2, stated that she met an individual to sell him a television. The individual pulled a firearm from his waistband, pointed it at Victim-2 and her partner, and took the firearm from the backseat of her vehicle.

    ATF agents also located pictures of Sawyer in possession of a firearm that were posted on his public social media profile on June 30, 2023. Agents compared these images to photos of the firearm seized in this case. Based on the markings and distinctive scratch marks, agents determined the firearm from Sawyer’s social media photos was the same firearm seized upon his arrest on July 16, 2023.

    This matter was investigated by the Bureau of Alcohol, Tobacco, Firearms & Explosives and the Baton Rouge Police Department, and was prosecuted by Assistant United States Attorney Kristen Lundin Craig.

  • MIL-OSI Security: Parkersburg Man Sentenced for Straw Purchase Crime

    CHARLESTON, W.Va. – Laikin Williams, 25, of Parkersburg, was sentenced on Thursday, May 1, 2025, to  three years of federal probation for making a false statement in acquisition of a firearm.

    According to court documents and statements made in court, on August 5, 2022, Williams purchased a Taurus model PT111 G2A 9mm pistol at a Parkersburg business. Williams admitted that he bought the firearm for another individual, and falsely certified on the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Federal Firearms Transaction Records Form 4473 that he was the purchaser of the firearm when he knew he was buying it for the other individual.

    Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the assistance provided by the Parkersburg Violent Crime and Narcotics Task Force.

    United States District Judge Thomas E. Johnston imposed the sentence. Assistant United States Attorneys Timothy D. Boggess and D. Keith Randolph and former Assistant United States Attorney Troy D. Adams prosecuted the case.

  • MIL-OSI Security: Augusta Man Pleads Guilty to being a Felon in Possession of Firearm

    Portland, Maine: An Augusta man pleaded guilty today in U.S. District Court in Portland to possessing a firearm after previously being convicted of at least one felony offense. 

    According to court records, Raymond Lilly, 41, was encountered by Augusta police officers at an encampment in Mill Park in September 2023. During the interaction, officers observed a bottle of pills within Lilly’s tent, which Lilly admitted he did not have a prescription for. After officers arrested Lilly, they discovered a Smith & Wesson model M&P 15, .22 caliber rifle in his tent. Lilly had previous felony firearms convictions in the U.S. District Court for the District of Maine, which barred him from possessing firearms.

    Lilly faces a maximum term of imprisonment of 15 years, up to a $250,000 fine, and a term of supervised release of up to three years. He will be sentenced after the completion of a presentence investigative report by the U.S. Probation Office. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives investigated the case in conjunction with the Augusta Police Department.

  • MIL-OSI Security: Harrisburg Man Sentenced to 15 Years in Prison for Firearms and Drug Trafficking

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Antoine Manning, age 46, of Harrisburg, Pennsylvania, was      sentenced by United States District Judge Jennifer P. Wilson to 15 years of imprisonment on one count each of possession with intent to distribute cocaine and possession of a firearm in furtherance of drug trafficking.

    According to Acting United States Attorney John C. Gurganus, on February 17, 2020, Harrisburg police officers responded to a report of an armed man at a rooming house. As officers arrived, they saw Manning step onto the porch of the residence and throw an object. The officer who retrieved that object identified it as a loaded Sig Sauer semiautomatic pistol. After taking Manning into custody, police searched him and found 4.22 grams of cocaine, a digital scale dusted with white powder residue, a cellular phone, and $223 in cash.

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Harrisburg Police Department. Assistant U.S. Attorney Michael Scalera prosecuted the case.

  • MIL-OSI Security: Armed Drug Dealer Convicted on Weapons and Drug Charges After Three-Day Trial

    NEW BERN, N.C. – A federal jury convicted Anthony Travis Slaughter on Wednesday on charges of possession with intent to distribute marijuana, possession of a firearm by a felon, and possession of a firearm in furtherance of a drug trafficking crime.  Slaughter, age 30, faces at least five years and up to life in prison when he is sentenced in August 2025.

    According to court records and evidence presented at trial, the Wilmington Police Department conducted a traffic stop of Slaughter on Princess Place Drive in Wilmington.  After a police K9 positively alerted on the vehicle, a police search uncovered approximately two pounds of marijuana, along with marijuana packaging and a digital scale in the car.  Police also located a loaded firearm under the driver’s seat.

    Slaughter was prohibited from possessing a firearm based on seven prior state felony convictions for drug and violent crimes.  These include a conviction for common law robbery as well as multiple convictions for selling heroin.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after U.S. District Judge Louise W. Flanagan accepted the verdict. The Bureau of Alcohol, Tobacco, Firearms & Explosives and the Wilmington Police Department investigated the case and Assistant U.S. Attorneys Charles E. Loeser and Jake D. Pugh prosecuted the case.

  • MIL-OSI Security: Last Defendant in East Alabama Drug Trafficking Conspiracy Sentenced to 10 Years in Prison

    BIRMINGHAM, Ala. – The last defendant charged in a drug trafficking conspiracy has been sentenced, announced U.S. Attorney Prim F. Escalona.

    U.S. District Court Judge Corey L. Maze sentenced Demarcus Sharon Brown, 39, of Anniston, Alabama, to 120 months in prison. Brown pleaded guilty to conspiracy to possess with the intent to distribute methamphetamine and distribution of methamphetamine.

    According to court documents, throughout the fall of 2022 to the summer of 2023, the six defendants conspired to distribute over 1,000 grams of methamphetamine in east Alabama.

    The following defendants have previously been sentenced:

    Jamar Dariunte Clay, 36, of Anniston, was sentenced to 152 months in prison. Clay pleaded guilty to conspiracy to distribute or possess with the intent to distribute methamphetamine, multiple counts of distribution of methamphetamine, and multiple counts of use of a communication facility to commit a drug trafficking crime.

    Jonathan Tyree McRath, 39, of Anniston, was sentenced to 81 months in prison. McRath pleaded guilty to conspiracy to distribute or possess with the intent to distribute methamphetamine, multiple counts of distribution of methamphetamine, and multiple counts of use of a communication facility to commit a drug trafficking crime.

    Donarius Quinez Kincaid, 38, of Anniston, was sentenced to 120 months in prison. Kincaid pleaded guilty to conspiracy to distribute or possess with the intent to distribute methamphetamine, and multiple counts of use of a communication facility to commit a drug trafficking crime.

    Brandon Jamal Jernigan, 30, of Anniston, was sentenced to 58 months in prison. Jernigan pleaded guilty to conspiracy to distribute or possess with the intent to distribute methamphetamine, and multiple counts of use of a communication facility to commit a drug trafficking crime.

    Michael Gardner Boone, 33, of Montgomery, Alabama, was sentenced to 121 months in prison. Boone pleaded guilty to conspiracy to distribute or possess with the intent to distribute methamphetamine, and possession with the intent to distribute methamphetamine. 

    The investigation and prosecution are part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.     Taxation Ruling TR 2004/18 Income tax: capital gains: application of CGT event K6 (about pre-CGT shares and pre-CGT trust interests) in section 104-230 of the Income Tax Assessment Act 1997

    Purpose

    The addendum will revise aspects of TR 2004/18 about how the capital gain is calculated when a CGT event K6 happens. It will focus on the interpretation and application of subsection 104-230(6) of the Income Tax Assessment Act 1997, including the approach to working out which items of post-CGT property relevant capital proceeds are reasonably attributable to.

  • MIL-OSI Security: Gun Trafficker Sentenced to 135 Months in Prison for Robbing ATF Agent with Machine Gun

    SAN DIEGO – Jonathan Manuel Flores was sentenced in federal court today to 135 months in prison for his role in an illegal firearms business and for robbing an undercover Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent at gun point during a machine gun deal gone wrong.

    ATF special agents were conducting a months-long investigation into the trafficking of privately manufactured firearms, commonly referred to as “ghost guns,” and guns modified with illegal auto conversion devices that transform everyday firearms into dangerous machine guns, when the defendant decided to rob an undercover ATF special agent, instead of selling the agent the firearm.

    During that deal on February 17, 2023, ATF special agents conducted an undercover operation in San Diego to purchase a Glock pistol with a full auto conversion device, commonly known as a “Glock Switch,” for $2,400.

    In a meeting in the parking lot of Walmart on Murphy Canyon Road, the defendant insisted that the gun deal take place in the backseat of his car. The undercover agent got into the back seat of the defendant’s parked car as requested. When the undercover agent entered the car there were two other individuals seated in the driver’s seat and front passenger seat of the car. Once inside the car, Flores showed the agent a Glock pistol with an extended magazine inserted and a machinegun conversion device installed.

    Although the agent asked to hold the firearm, Flores insisted the agent show and count the money first. As the undercover agent finished counting $2,000 in cash, the defendant pulled back the slide on the pistol to make it ready to shoot and pushed the muzzle into the undercover agent’s ribcage. He then said, “Get the f—- out of the car dog before I smoke you” while grabbing the cash from the agent’s hand. The agent successfully exited the vehicle. Flores and his two companions fled. Flores was later apprehended with the assistance of the San Diego Police Department.

    “This robbery is a stark reminder of the extreme danger our agents face every day in their efforts to keep illegal firearms off our streets,” said U.S. Attorney Adam Gordon. “We are grateful for our law enforcement partners working to keep these dangerous firearms out of the hands of felons.”

    “ATF’s core mission is to protect the public by investigating and apprehending the most violent offenders in our communities,” said ATF Los Angeles Special Agent in Charge Kenny Cooper. “It is an honor to work with our state, local, and federal partners to successfully carry out our public safety mission.” Cooper thanked the U.S. Attorney’s Office, the El Cajon Police Department, and San Diego Police Department for working with ATF in the investigation, apprehension, and successful prosecution of Jonathan Manuel Flores.
