  • MIL-OSI USA: Pingree, Langworthy, Wied Introduce Bipartisan Bill to Support Organic Dairy Farmers

Source: United States House of Representatives – Congresswoman Chellie Pingree (1st District of Maine)

Today, Congresswoman Chellie Pingree (D-Maine), a longtime organic farmer and member of the House Agriculture Committee, Congressman Tony Wied (R-Wisc.), and Congressman Nick Langworthy (R-N.Y.) reintroduced bipartisan legislation to support organic dairy farmers in Maine and across the country. The Organic Dairy Data Collection Act would enhance data collection at the U.S. Department of Agriculture (USDA) to better understand the costs associated with producing organic milk.

“Organic dairy farmers across the country are continuing to grapple with volatile markets, persistent inflation, and unfair trade practices that drive up costs and squeeze already-thin margins. Without targeted action, we risk more farm closures, weakened regional food systems, and fewer organic choices for consumers,” said Congresswoman Pingree. “That’s why I’ve teamed up with Congressman Langworthy and Congressman Wied to introduce the Organic Dairy Data Collection Act—a bipartisan bill that would give USDA the tools it needs to better understand and address the unique challenges organic dairies face. As Congress works to reauthorize the Farm Bill, I’m fighting to make sure this commonsense fix is part of a broader effort to strengthen the organic sector and ensure it remains a resilient and competitive part of our food system.”

“I am proud to introduce the bipartisan Organic Dairy Data Collection Act with my colleagues, which will provide much-needed transparency and support for New York’s organic dairy farmers,” said Congressman Langworthy. “New York State is home to hundreds of organic dairy operations that are vital to our rural economy and food supply. By directing the USDA to collect and publish accurate data on costs and milk prices, this bill ensures our farmers have the information they need to make informed business decisions and stay competitive. I’m grateful to the Northeast Organic Farming Association of New York and other advocates for championing this effort.”

“Wisconsin’s 8th Congressional District is home to many incredible organic dairy farms, and I am proud to support them by co-leading the Organic Dairy Data Collection Act with Reps. Pingree and Langworthy,” said Congressman Wied. “This bipartisan legislation will provide organic dairy farmers with the tools they need to increase market choice, and continue to thrive for years to come. This is a common sense bill and I look forward to working with my colleagues on both sides of the aisle to get it passed and benefit our great farmers.”

The bipartisan Organic Dairy Data Collection Act:

    • Directs USDA to collect and publish cost-of-production data for organic milk, including the costs of major organic feedstuffs, domestically produced or imported.
    • Directs USDA National Agricultural Statistics Service (NASS) to gather and report monthly data about the amounts that organic dairy farmers are being paid for organic milk.
    • Directs USDA NASS, the Economic Research Service (ERS) or Agricultural Research Service (ARS) to publish reports on the cost of production data by state, regional data on the quantity of organic milk production and prices.

This legislation is supported by the Maine Organic Farmers and Gardeners Association, Organic Trade Association, Organic Farmers Association, National Organic Coalition, Organic Farming Research Foundation, Northeast Organic Dairy Producers Alliance,Western Organic Dairy Producers Alliance, and the Northeast Organic Farming Association of New York.

“Improved organic data collection and reporting, bolstered by this bill, is going to provide more reliable and consistent information on organic dairy production costs and markets. The reality is that this type of information can vary region by region so this effort can help farmers like me plan for the year and make decisions on what actions I need to take on my organic dairy,” said Annie Watson, organic dairy farmer and owner of Sheepscot Valley Farm in Whitefield, Maine. “Representative Pingree continues her life’s work to advance organic agriculture with this bill – big thanks to her and Representatives Langworthy and Wied for introducing this targeted but meaningful bipartisan legislation.”

“We are thankful to Congresswoman Pingree and Congressmen Langworthy and Wied for taking the lead and acknowledging the lack of data we have accessible for organic dairies. This is a nationwide issue affecting organic dairy farmers of all sizes and backgrounds. Our hope is that this information becomes the conduit to many necessary conversations that the sustainability and succession of our industry hinges upon,” said Lia Sieler, Executive Director of the Western Organic Dairy Producers Alliance.

“Family run organic dairy farms provide healthy food and environmental stewardship to rural communities across the country. The Organic Dairy Data Collection Act can provide valuable data collection to inform future support for an industry facing economic crisis,” said Kate Mendenhall, Executive Director of Organic Farmers Association. “We applaud Representatives Pingree and Molinaro for championing this important work.”

“The famous business adage “You can’t manage what you don’t measure” applies to the organic dairy market. The Northeast Organic Dairy Producers Alliance supports the Organic Dairy Data Collection Act as it will provide that necessary measurement by requiring the collection and publication of data that will shed light on the state of the organic dairy sector. Representative Pingree’s leadership with this Act will help facilitate understanding and improvement in the market,” said Kathie Arnold, a New York organic dairy farmer and chair of the Northeast Organic Dairy Producers Alliance’s policy committee.

“Organic dairy producers and consumers in Maine and across the country are grateful to Representative Pingree for her introduction of the Organic Dairy Data Collection Act,” said Sarah Alexander, Executive Director of the Maine Organic Farmers and Gardeners Association (MOFGA). “A perfect storm of adverse effects, including escalating costs of production, low pay-prices, a labor shortage, unstable international supply chains, and dramatically shifting weather patterns have created a crisis for the organic dairy sector. This legislation is a critical component of an urgently needed rescue plan for organic dairy. Having a clear national picture of all costs associated with organic dairy production in each state, regional production data and pay prices will help ensure that technical and financial assistance goes where it is needed most.”

“Farmers, like all business managers, depend on solid and trustworthy data to make decisions. With the continued fluctuations in market conditions from global events impacting domestic organic dairy farmers, it is more important than ever for producers, stakeholders, and USDA to have access to accurate data. The Organic Trade Association is grateful for the vision and work of Reps. Pingree, Langworthy and Wied in introducing this important legislation, which will result in better and more useful regional organic dairy data collecting and reporting. We look forward to working with the sponsors in the House of Representatives to ensure its passage,” said Matthew Dillon, Co-CEO of the Organic Trade Association.

    Background:

As a member of the House Agriculture Committee, Pingree is working to support Maine dairy farmers in the upcoming Farm Bill.

Maine is home to a number of organic dairies and June marks Maine Dairy Month in honor of the dairy farmers, students, researchers, and Maine people behind a cornerstone of Maine’s agricultural economy and rural communities.

In December 2023, the House passed the Whole Milk for Healthy Kids Act, which Pingree co-sponsored, to help students thrive at school and support local dairy farmers and local economies.

  • MIL-OSI: LeptiCell 2025: This Natural Metabolism Support Supplement Gains Momentum in Weight Management Circles, According to Reports

    Source: GlobeNewswire (MIL-OSI)

New York City, June 24, 2025 (GLOBE NEWSWIRE) — In a wellness industry marked by rapid innovation and increasing consumer demand for effective, natural solutions, LeptiCell has emerged as a notable name in the metabolic health space. According to recent reports and market trend analyses, this metabolism support supplement is quietly reshaping how consumers approach weight management in 2025.

While the weight-loss market continues to evolve beyond stimulants and crash diets, LeptiCell distinguishes itself by aligning with modern preferences for non-stimulant, plant-based, and science-informed supplements. Its rise in popularity is not the result of flashy advertisements or overnight hype but rather the cumulative trust of a steadily growing user base and a formulation that appears to reflect the changing priorities of today’s health-focused population.

    Who Developed LeptiCell?

According to the official product website (https:://lepticell.com/) LeptiCell was formulated by a team of nutritional scientists, endocrinologists, and holistic wellness experts committed to creating a sustainable approach to metabolic health. The development was spearheaded by Nutrivanta Labs, a U.S.-based research group known for its focus on hormone health and nutritional synergy.
According to the development team, the goal behind LeptiCell was to formulate a supplement that specifically supports leptin sensitivity—believed to be a core factor in appetite regulation and energy utilization. Drawing from both modern clinical insights and time-tested plant compounds, the creators emphasized safe, natural, and non-stimulant pathways for metabolic support.

A Shift Toward Natural Metabolic Support

As global interest in holistic health intensifies, so too has the appetite for metabolic support that doesn’t rely on harsh stimulants. LeptiCell’s positioning as a non-stimulant metabolism support supplement appears to resonate particularly well among individuals seeking to enhance their body’s natural energy balance, regulate appetite, and improve fat metabolism without compromising mood or cardiovascular health.

Nutritional biochemist and wellness researcher Dr. Karen Elston of the Institute for Nutritional Science notes:

“The popularity of LeptiCell reflects a larger movement we’re observing—a pivot away from synthetic quick-fix formulas toward natural blends that work with the body’s metabolic pathways rather than override them. Consumers are smarter and more skeptical, and they want their supplements to support long-term wellness.”

    What’s Behind the Buzz?

At the core of LeptiCell’s appeal is its unique formula. While proprietary in nature, the brand discloses its key active ingredients, which include naturally sourced metabolic regulators believed to aid leptin sensitivity, appetite control, and fat utilization.

Although the formulation remains confidential in its exact proportions, reports highlight the inclusion of:

    • African Mango Extract – Often cited for its potential to support leptin signaling and fat metabolism.
    • Green Tea Leaf Extract – A source of catechins that may assist thermogenic activity.
    • Chromium Picolinate – Commonly used for blood sugar support and appetite modulation.
    • Garcinia Cambogia – Recognized for its hydroxycitric acid content, which some studies associate with reduced hunger.
    • Vitamin B Complex – Contributing to normal energy-yielding metabolism and reduced fatigue.

According to official website, the careful combination of these ingredients may explain why users report feeling more in control of their appetite and experiencing steadier energy levels throughout the day.

    How Does LeptiCell Work?

According to the official product website, LeptiCell is designed to support the body’s natural metabolism by enhancing leptin function, balancing appetite hormones, and promoting efficient fat utilization. Leptin is a hormone produced by fat cells that signals the brain when the body has sufficient energy stored, helping to regulate hunger and energy expenditure.
Many individuals struggling with weight management may be experiencing what researchers term “leptin resistance,” where the body produces leptin, but the brain no longer responds to it properly—leading to constant hunger and inefficient fat burning.
LeptiCell aims to support this system through three primary mechanisms:

    1. Leptin Sensitivity Support – Ingredients such as African Mango and chromium are believed to help the body become more responsive to leptin signals, reducing persistent hunger and food cravings.
    2. Metabolic Efficiency – Green tea extract and B vitamins contribute to thermogenesis and cellular energy production, helping the body burn calories more efficiently.
    3. Appetite Regulation – Compounds like Garcinia Cambogia and fiber-rich botanicals help reduce emotional and stress-based eating by promoting feelings of fullness.

Together, these pathways create a framework for metabolic balance that doesn’t rely on aggressive stimulants or crash-diet tactics. Users often report more stable energy levels, fewer cravings, and a more sustainable approach to maintaining a healthy body composition.

    Market Trends Signal Broader Adoption

LeptiCell’s rise coincides with macro trends across both the health supplement and weight management industries. According to data from the U.S. Dietary Supplement Association, 2024–2025 has seen a 38% increase in demand for non-stimulant metabolism aids, particularly among adults aged 30–55.

A spokesperson from Natural Insights Weekly, a wellness industry trend tracker, remarked:

“LeptiCell is gaining attention not because it’s trying to reinvent the wheel, but because it’s quietly delivering on what people are actually looking for—support for their natural biology. The blend of appetite modulation, energy balance, and real-world usability seems to be working.”

The Science of Leptin and Its Role in Weight Regulation

Why Leptin Matters More Than You Think
In recent years, leptin has become a focal point in metabolic research. Known as the “satiety hormone,” leptin plays a critical role in telling the brain when the body has enough stored energy. LeptiCell’s formulation is built on this foundational principle—supporting the body’s ability to respond effectively to leptin signals.
Understanding this mechanism gives users a deeper grasp of why traditional diets fail and how supporting leptin function can offer a more sustainable path to weight wellness.

Consumer Stories Add to the Momentum

What sets LeptiCell apart from many of its contemporaries is not only its formulation but also the grassroots nature of its visibility. Consumers, particularly within wellness forums and online communities, have begun to share anecdotal accounts of how LeptiCell fits into their health routines.

Monica J., 42, from Charlotte, NC, noted in a user forum:

“I didn’t expect much at first, but after four weeks of taking LeptiCell in the mornings, I noticed a subtle but noticeable improvement in my cravings. I wasn’t reaching for snacks between meals as often. My energy didn’t spike or crash—it just stayed steady.”

Andre M., 36, from San Diego, CA, wrote:

“I’ve tried fat burners before, and they made me jittery. LeptiCell felt different—more like a support system. It hasn’t changed my lifestyle, but it complements it.”

These reports, while anecdotal, have become increasingly common on third-party review sites and weight management discussion groups. As word-of-mouth continues to build, LeptiCell is benefiting from an organic form of trust—social proof without the overt push of traditional advertising.

LeptiCell and the Rise of Non-Stimulant Formulas

A Growing Trend Among Health-Conscious Consumers
Caffeine-heavy fat burners once dominated the market, but rising concerns over side effects—such as insomnia, irritability, and rapid heart rate—have shifted consumer interest. LeptiCell’s stimulant-free approach places it firmly in the new category of calm, consistent metabolic support.
Search trends reveal increased interest in terms like “non-stimulant fat burner” and “natural appetite suppressant without caffeine,” making LeptiCell a timely and relevant solution for today’s more discerning buyer.

How Users Are Incorporating LeptiCell into Daily Routines

As per official website, Whether used alongside intermittent fasting, walking regimens, or mindful eating, LeptiCell is designed to complement—not replace—existing wellness routines. Morning intake with a full glass of water is the most common use pattern, with many users reporting better portion control and sustained energy throughout the workday.
Wellness coaches and lifestyle bloggers have begun including LeptiCell in digital detox and “reset” challenges, further embedding it in holistic health discussions.

Behind the Brand: Science-Backed Mission and Responsible Sourcing

The team behind LeptiCell emphasizes a commitment to transparency and integrity. In a statement issued earlier this year, LeptiCell’s development lead described the product as:

“A convergence of nutritional science and modern wellness needs. We developed LeptiCell for people who wanted to feel in control of their health journey—without sacrificing safety, sustainability, or sanity.”

According to the official website, all ingredients are sourced through GMP-certified partners, and each batch is tested for purity and potency before distribution.

Furthermore, the supplement is manufactured in the United States, aligning with rising consumer demand for domestically produced health products with traceable origins.

How LeptiCell Fits into Today’s Wellness Culture

Modern consumers are increasingly embracing routines rather than resolutions. LeptiCell, in this context, functions not as a dramatic intervention, but as a quiet companion to existing wellness habits. It’s being paired with mindful eating, walking routines, and intermittent fasting protocols by those looking to reinforce their efforts.

LeptiCell’s approach appeals to individuals who don’t identify with the high-intensity fitness community, but who still prioritize metabolic health. This inclusion-based model has enabled the supplement to reach a wide and diverse user demographic.

    Availability and Accessibility

LeptiCell is currently available exclusively through its official website, with limited-time offers periodically introduced to accommodate first-time users. The company’s direct-to-consumer model allows for tighter quality control and access to customer service.

Standard purchases are backed by a refund policy, allowing customers to evaluate the product over a period of time before committing long-term.

As of June 2025, LeptiCell remains unavailable in traditional retail chains or on third-party e-commerce marketplaces to prevent counterfeiting and unauthorized reselling.

Expert Voices: What the Future Might Hold

Several integrative health practitioners and nutritionists have begun monitoring LeptiCell’s uptake as part of broader conversations on leptin resistance and chronic low-energy states.

Dr. Nina Talbot, a board-certified specialist in metabolic health, commented:

“We’re just beginning to understand how lifestyle factors, environmental toxins, and long-term stress affect metabolic hormones like leptin. Supplements like LeptiCell may offer practical support, especially if paired with sustainable dietary changes and stress reduction.”

She cautions, however, that no supplement alone can replace a foundational wellness plan. “LeptiCell is potentially helpful, but not magical. Its best use case is in synergy with mindful living.”

Responsible Wellness: What Makes LeptiCell a Trusted Option

Beyond Ingredients: Ethics, Testing, and Transparency
LeptiCell isn’t just about what’s inside the capsule—it’s also about the standards behind its production. The product undergoes third-party testing, is manufactured in GMP-certified facilities, and avoids fillers, synthetic dyes, and unverified claims.
This level of transparency builds consumer trust and helps the supplement stand out in a crowded space, particularly among readers researching safe, long-term health solutions.

Closing Thought: A Quiet Evolution in Weight Wellness

As the supplement market continues its expansion, LeptiCell’s growth underscores a growing sophistication among consumers—those looking for gradual, real-world support rather than hollow promises.

With increasing adoption, consistent user satisfaction, and a formulation that respects both science and sustainability, LeptiCell may well represent the next generation of metabolic wellness support in 2025.

  • MIL-OSI Global: US approves twice-yearly injection for HIV prevention – what you need to know about lenacapavir

Source: The Conversation – UK – By Andrew Owen, Molecular and Clinical Pharmacology, University of Liverpool

The US Food and Drug Administration (FDA) has approved lenacapavir, an injectable drug that offers long-lasting protection against HIV infection. Administered once every six months, this new treatment marks a major advancement in expanding prevention options for people at risk of HIV infection.

Most HIV prevention drugs are daily pills (known as PrEP), which many people struggle to take regularly for various reasons, including inconvenience, price, stigma and side-effects. Lenacapavir works differently. It’s a new type of drug that attacks HIV’s protective shell, stopping the virus from copying itself at multiple stages.

In recent years, two other long-acting medicines have been developed for HIV, but neither of them offers protection for a full six months like lenacapavir.

People using the long-acting lenacapavir injection take pills for a short time – either two weeks before the shot or for the first days after – to ensure they are protected while the injection starts working.

After that, just one injection under the skin keeps the drug working and protects people for six months. This makes a big difference for those who find it hard to take a pill every day because of a busy life, forgetting or because of the stigma they face. Discretion can sometimes be an important factor, and people receiving long-acting medicines don’t need to carry pills or explain them to others.

Even though lenacapavir is highly effective at preventing HIV, it doesn’t offer protection from other sexually transmitted infections, so using condoms and getting regular screening for sexually transmitted diseases remains important.

Two breakthrough HIV cases in the second pivotal study of lenacapavir were linked to a virus mutation that made it resistant to the drug. That is rare, but it demonstrates why regular check-ups remain important to ensure the drug continues working effectively.

Most people don’t experience serious side-effects when using long-acting lenacapavir for prevention. The most common side-effect is mild discomfort at the injection site – things like redness, swelling or soreness – which usually resolves quickly on its own.

A few people have reported feeling nauseous, but this is uncommon. The drug can interact with some other medicines, so it must only be used under medical supervision.

Lenacapavir doesn’t provide protection against STIs, so condoms should still be used.

Global roll out? Price will be a big factor

Regulatory agencies in different regions work independently to scrutinise medicines and so approval by one is not a guarantee of approval by another. However, it could be approved for use in the UK later in 2025, and the UK National Institute for Health and Care Excellence is already evaluating lenacapavir.

The price of lenacapavir will be a big factor in how widely it is used globally. In the US, it’s currently priced at around US$28,000 per year (£22,000), but the cost of medicines often differs in different countries.

Since the overwhelming majority of people affected by HIV live in low- and middle-income countries, a twice-yearly prevention could have a profound effect and it is contingent on everyone working in global health to help ensure that happens quickly.

Some researchers have estimated that generic manufacturers supplying low- and middle-income countries could make lenacapavir for as little as US$25 a year if it were made in large enough quantities. But achieving this will require major investment and coordination to ensure the drug reaches the regions where HIV is still a major public health challenge.

Earlier this year, Gilead, the pharmaceutical company behind lenacapavir, also presented data on a once-yearly version of the drug, so even longer protection may become available in the future.

Lenacapavir is a major step forward in HIV prevention. With just two injections a year, it is a simple and highly effective option for people who need protection but find daily pills difficult. It’s not a replacement for other forms of protection – condoms and regular testing are still important – but it could be life changing for many people.

If it becomes widely available around the globe, it could help make HIV prevention more accessible, more adaptable and easier to deliver for a wide range of people.

Fourth-year postgraduate student Mikhail Lobovsky became the winner of the All-Russian Engineering Competition (VIC) 2024/2025, organized by the Ministry of Science and Higher Education of the Russian Federation.

This year, 10,000 participants competed for the title of the best engineers in the country, of which only 110 made it to the final. The final stage took place in Moscow, where the finalists presented their projects to experts from leading industry companies.

Mikhail presented research on the topic of “Improving the method for calculating the stability of through two-branch elements of steel structures”, carried out under the supervision of Doctor of Technical Sciences, Honored Scientist of Russia, Professor-Consultant of the Department of Reinforced Concrete and Masonry Structures of St. Petersburg State University of Architecture and Civil Engineering Grigory Ivanovich Bely.

“The existing methods for calculating the overall stability of lattice elements, presented in SP 16.13330.2017 “Steel structures”, have a number of assumptions that do not allow for taking into account the actual loading along the length of the element, the influence of defects and damage, and also lead to an underestimation of the bearing capacity of building structures. Therefore, in order to determine the actual bearing capacity of operated and designed through two-branch elements, modern calculation methods require improvement,” Mikhail said about the topic of his work.

VIC is one of the most prestigious platforms for young engineers. Winners receive support from key industry players, including Rosatom, Roscosmos, Rostec, RusHydro, Russian Railways and other corporations. In addition to diplomas and valuable prizes, the competition laureates have advantages when entering the next level of education.

According to Mikhail, he plans to continue research and implement developments in real projects.

  • MIL-OSI: Strata Decision Technology Launches StrataJazz Position Control to Streamline Healthcare Hiring Processes, Optimize Financial Performance

    Source: GlobeNewswire (MIL-OSI)

CHICAGO, June 24, 2025 (GLOBE NEWSWIRE) — Strata Decision Technology, LLC (Strata), a leader in the development of cloud-based financial planning, analytics, and performance tools for healthcare, today announced the launch of its innovative new solution, StrataJazz® Position Control. StrataJazz Position Control automates routine and clear-cut hiring decisions so healthcare teams can dedicate valuable resources to positions that require more complex decision-making.

The solution helps healthcare organizations streamline and improve the accuracy of planning for new positions, making it easier for finance, operations, and human resources (HR) to stay aligned with data-driven decisions. The product was unveiled this week at the Healthcare Financial Management Association (HFMA) Annual Conference.

In today’s complex healthcare landscape, managing labor expenses — the single largest cost for hospitals and health systems — is more critical than ever. Finance leaders often face numerous hurdles in managing open positions, such as manually pulling data from multiple systems to validate requests. Misalignment between financial budgets and HR’s position tracking adds extra work, slows down reviews, and makes it harder to drive strategic decisions — leading to unfilled roles, lost candidates, and higher costs.

“Healthcare organizations are under immense pressure to fill essential roles quickly without overspending or sacrificing decision quality,” said John Martino, Chief Executive Officer of Strata. “StrataJazz Position Control provides a unified platform that enables them to streamline hiring, avoid over-hiring or costly contract labor, and align staffing with strategic and financial goals, all while enhancing collaboration across finance, HR, and operations. It empowers organizations to invest strategically in their most valuable asset — their people — helping organizations elevate both patient care and operational performance.”

StrataJazz Position Control is designed to address these urgent market needs by delivering a robust set of capabilities:

    • Unified collaboration: Connects finance, HR, and operations on one platform to streamline position management.
    • Intelligent validation: Automatically assesses requests against financial plans and productivity data.
    • System integration: Syncs with enterprise resource planning (ERP) and human capital management (HCM) platforms for consistent job code and full-time equivalent (FTE) tracking.
    • Automated workflows: Routes and tracks requests, speeding approvals and rejections.
    • Strategic review enablement: Filters routine requests, freeing finance teams to focus on high-impact decisions.

By automating key processes, providing comprehensive data insights, and fostering inter-departmental collaboration, StrataJazz Position Control empowers healthcare organizations to make more informed, timely, and financially sound staffing decisions.

To learn more about StrataJazz Position Control, visit our website and stop by our booth #319 or the Strata coffee station at the HFMA Annual Conference in Denver on June 22-25, 2025.

  • MIL-OSI USA: Newhouse Secures Key Funding in Agriculture Appropriations Bill

Source: United States House of Representatives – Congressman Dan Newhouse (4th District of Washington)

Headline: Newhouse Secures Key Funding in Agriculture Appropriations Bill

WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon committee passage of the Fiscal Year 2026 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill.

“The Appropriations Committee has delivered on House Republicans’ commitment to strengthen the agriculture industry while getting our fiscal house in order,” said Rep. Newhouse

Newhouse continued, “By adding the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS), we can combat the Chinese Communist Party’s efforts to acquire critical American farmland. The legislation provides funding for key agriculture research programs that support innovation in our specialty crop industries in Central Washington. In pursuit of fiscal responsibility, the legislation passed out of committee today reins in spending in areas we can afford while providing producers the resources they need to be successful and competitive across the agriculture industry.”

“I am also proud to announce funding in this legislation for several projects in Washington’s Fourth District including Astria Toppenish’s Emergency Department, medical staff living spaces at Coulee Medical Center, the expansion of surgical services at Skyline Health, and resources to help finish the new Toppenish Police Department.”

The Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill provides a total discretionary allocation of $25.523 billion, which is $1.163 billion (4.2%) below the Fiscal Year 2025 enacted level. The bill prioritizes agencies and programs that protect our nation’s food and drug supply; support America’s farmers, ranchers, and rural communities; and ensure low-income Americans have access to nutrition programs.

Below are projects in Washington’s Fourth Congressional District Rep. Newhouse secured funding for in this legislation.

    Astria Toppenish Hospital

    Amount: $1,512,000

Description: The current Emergency Department at Astria Toppenish Hospital is outdated, and in certain areas in a state of disrepair, including the exam rooms, corridors, nurses’ station, waiting room, the staff registration areas, and waiting room for patients and families. A newly designed and expanded fast track area will include a centrally located nursing station area and four contiguous patient rooms. A new results waiting area will be added which will include four holding bays for patients waiting for results. The redesigned area will improve efficiency, streamline processes, and minimize delays which will enhance patient care and satisfaction. Most importantly, the enhanced capacity will support the increasing demand for Emergency Services in Yakima County by 30 patients per day, and 10,950 per year.

    Coulee Medical Center

    Amount: $3,020,475

Description: To ensure the availability of safe, dependable living space for health professionals working at the hospital, Coulee Medical Center (CMC) proposes the construction of 30 modular housing units. These housing units will be located at an approximately 5-acre CMC-owned property adjacent to the hospital, providing critical care personnel with accessible accommodations that are significantly closer than St. Rita’s. Each unit will span approximately 357 square feet, and will include a bed, bathroom, and kitchen. Based on the current and anticipated demands of CMC staff, 30 units were determined as an appropriate number to maximize the availability of private living staff while leveraging federal investment responsibly and efficiently.

    Skyline Health

    Amount: $3,000,000

Description: As the community of White Salmon, WA continues to grow and expand, so does the need to provide high-quality accessible care. This project will expand Surgical Services by renovating existing facility space and increasing the capacity of Skyline Health to provide new essential services to meet the current community need and prepare for future growth. A modern Surgical Center at Skyline will allow the hospital to recruit specialists and medical staff who will be critical for the hospital’s continued growth of services.

    Toppenish Police Department

    Amount: $500,000

Description: Toppenish, WA faces significant challenges, with crime rates higher than 98.7% of other U.S. cities and higher than any neighboring cities in the region. This underscores the urgent need for proper police infrastructure to support the department and the nearly 10,000 residents it serves. The City has approved the purchase of a building to serve as a permanent police precinct. The total cost for the purchase and renovation of this building is estimated at $2.5 million. The City is seeking $500,000 in funding to complete the necessary interior and exterior renovations to bring the precinct online. The completion of this project will not only create a more effective Police Department but also help reduce the City’s annual operating deficit. The current temporary building costs the City $15,000 per month, further straining the budget. By moving to a permanent facility, the City can allocate resources more efficiently and improve public safety.

  • MIL-OSI USA: New Funding Announced for Abortion Health Care Services

Source: US State of New York

n the third anniversary of the Supreme Court’s Dobbs ruling, which ended the constitutional right to an abortion in the United States, Governor Kathy Hochul announced more than $24 million in State grants made to organizations in New York State to fund abortion health care services under the New York State Abortion Access Program. The Program provides financial support to health care providers across New York State ensuring that patients can access safe and supportive abortion services within their communities.

“Abortion is health care and I will always fight to protect reproductive rights for all New Yorkers and anyone receiving health care in New York,” Governor Hochul said. “As we face anti-choice extremists in leadership who aim to roll back these hard fought for rights, we will always fight to ensure access to reproductive care is protected here in New York and ensure that this state remains a safe harbor for those in need of abortion care.”

New York State Health Commissioner Dr. James McDonald said, “This funding is critical for clinics across the state to continue offering abortion care and to expand the range of reproductive health services they provide. As other states strip away protections, New York’s commitment to reproductive freedom has never been more important. Thanks to the leadership of Governor Hochul, we will continue ensuring abortion care is affordable, available, and accessible to anyone who needs it.”

Since taking office Governor Hochul has taken significant steps to expand access to reproductive health care in New York and nationwide. Key actions include:

    • Dedicating hundreds of millions of dollars in funding to support abortion providers and reproductive healthcare statewide, with additional funding in the FY26 Enacted Budget to help providers adapt to current challenges. This includes additional funding for medication abortions and for capital investments that will enable renovations, equipment upgrades, planning and construction to help facilities modernize and secure their operations.
    • Codifying abortion as protected emergency medical care in New York State and requiring hospitals to provide this care, reinforcing access to abortion services when medically necessary.
    • The creation of a standing order that authorized pharmacists to dispense three types of hormonal contraception medication without a prescription, including the Oral hormonal pill, Hormonal vaginal ring and Hormonal contraceptive patches

Earlier this year, Governor Kathy Hochul signed legislation to strengthen New York’s shield law that protects abortion providers from out-of-state prosecution, allowing medical providers to include only the address of the dispensing health care practice on the prescription label instead of the name of the provider or practice and requires pharmacies to abide by a prescriber’s request to remove their name from the prescription label. This legislation built on a law signed by Governor Hochul in January, days after Louisiana officials attempted to extradite a New York-based doctor who prescribed FDA-approved abortion medication through telehealth.

Governor Hochul has also signed additional pieces of legislation to bolster reproductive rights across the State, which include:

In November 2024, voters approved Proposition One, an amendment to the New York Constitution that protects abortion rights and access to reproductive health care. The approved amendment establishes constitutional protections against discrimination based on ethnicity, national origin, age, disability and sex — including sexual orientation, gender identity, gender expression, pregnancy and pregnancy outcomes and reproductive health care and autonomy. These protections are in addition to explicit protections against racial and religious discrimination that were already included in New York’s Constitution. The amendment went into effect on January 1, 2025.

Abortion access remains safe and accessible for New Yorkers and for those coming from outside of New York State. Medication abortion and in-clinic abortion is also protected in New York. Abortions are legal up to and including 24 weeks of pregnancy. After 24 weeks, individuals can still get an abortion if their health or pregnancy is at risk. The customer doesn’t have to hear “please hold, your call is important to us” during high-stress situations; instead, they get fast, empathetic, and proactive resolutions.

    • Empathetic and adaptive. They respond to urgent and high-stress situations for customers, such as flight cancellations or late arrivals, in both virtual and live agent interactions.
    • Compliant by design. They are designed to support privacy regulations such as the California Consumer Privacy Act (CCPA) and the General Data Protection Regulation (GDPR).
    • Multilingual. Agents can communicate naturally with customers in any language without the need for external translation tools. Language is no longer a limitation; agents can engage and support customers worldwide.

  • MIL-OSI Africa: Protecting those who protect us: Ensuring vaccinations for health workers on the frontlines

    Download logo

It happened in seconds. The doors of the health facility flew open. A young man was rushed in, barely breathing, his family screaming behind him. Blood was everywhere, on the floor, his clothes, the hands of those trying to steady him. And without hesitation, the health workers moved towards him instinctively. There were no questions asked, no moments wasted, just an instinctive rush to save a life, guided by their training and dedication.

Later, we learned it was a suicide attempt. He had ingested rat poison. But in that critical moment, nothing else mattered to the health workers fighting to stabilize him. There was no time to ask questions, assess risks, or think of their own safety.

As I stood there, watching, one thought wouldn’t leave me: What if this had been something else? What if the blood, later discovered to be palm oil, carried something more? What if the man was unknowingly infected with mpox, or another infectious disease spreading quietly through communities?

This is the daily reality faced by health workers across Sierra Leone. They are the first to respond, the first to make contact, and the first to put themselves at risk, often without knowing what dangers they might encounter. When hesitation could lead to death, their instinct to save lives overrides every fear. They are the backbone of our health system, yet they remain dangerously exposed.

But who ensures their safety? In Sierra Leone, mpox is not a distant threat. Since the first case was reported earlier this year, the virus has spread to all 16 districts. Thousands have been infected. Health workers are on the frontlines, not only caring for known cases, but often unknowingly exposed to patients who may not yet show symptoms.

Mpox can spread through close skin to skin contact, bodily fluids, blood. The very acts of care, cleaning wounds, delivering babies, providing urgent treatment carry huge risks.

Dr. James Squire, the National Incident Manager, summed it up clearly: “Our health workers are our greatest asset. If we lose them, we lose everything.”

We have lived this before, and the painful memory still lingers. During the Ebola crisis, several health workers died. The loss was catastrophic, not just for families and communities, but for the entire health system that was already so fragile. We cannot afford to allow history to repeat itself.

This time, we have a tool, we didn’t have then: vaccines. In a remarkable show of solidarity, the Democratic Republic of Congo (DRC), a nation familiar with the challenges of mpox and Ebola outbreaks extended a helping hand. With the coordination and support of the World Health Organization (WHO), the DRC generously donated 75,000 doses of mpox vaccine to Sierra Leone.

Fatmata, a health worker at a district hospital, expressed it poignantly: “We rush into danger without hesitation. But at the same time, we have loved ones waiting for us back home. We want to continue serving, but we also need to feel secure.”

When health workers are vaccinated, entire communities are safer. Economies thrive. And outbreaks are contained before they spiral. The ripple effect of protecting one health worker reaches far beyond the four walls of a health facility.

Now is the moment. Every health worker in Sierra Leone – nurse, doctor, cleaner, ambulance driver, laboratory technician – must be vaccinated.  No one who steps into a space of care should be left unprotected.

Dr George Ameh, WHO Representative in Sierra Leone, emphasized: “We are at a turning point. The vaccines have arrived. Now we must act. Every health worker vaccinated is one pillar strengthening the entire health system. This is one of the tools we have to halt the outbreak.”

The health workers who rushed toward that patient didn’t stop to ask whether it was safe. They acted because that’s what they do. They show up, every day, in every crisis. But showing up should not cost them their lives. This time, we have a chance to protect them before they pay that price.

In addition to pre-exposure vaccination against mpox and post exposure management, heath workers and all frontline workers should always observe strict infection prevention and control procedures and use personal protective equipment (PPEs) when handling suspected and confirmed patients.

  • MIL-OSI Africa: Libya: Médecins sans frontières (MSF) stands ready to resume medical activities, two-and-a-half months following MSFs forced suspension

    Download logo

Two and a half months after the forced suspension of its activities by Libyan authorities, following a wave of repression that affected ten humanitarian organizations present in the West of the country, Médecins Sans Frontières (MSF) reaffirms its willingness to resume its medical services and its support to the Libyan authorities. The organization also remains very concerned about the health of its former patients and the interruption of access to healthcare for the most vulnerable populations in Libya.

On March 27, 2025, MSF was forced to suspend the medical aid it was providing in the country, following the closure of its premises by the ISA and the interrogation of several members of its team. All MSF staff were released, but after the crackdown, MSF was forced to evacuate its international employees from Libya and to terminate the contracts of its Libyan staff.

Since mid-March, the Internal Security Agency (ISA) of Libya began summoning and interrogating the staff of international non-governmental organizations (INGOs) providing care to migrants and refugees in Libya.

“MSF is ready to resume the medical projects that were underway for tuberculosis (TB), mental health and maternal health, for any patient in need of care, and in collaboration with the relevant Libyan authorities” states Steven Purbrick, MSF head of mission for Libya, “provided that the safety of our staff and patients is guaranteed, MSF calls for its suspension to be lifted.”

MSF had received no formal notification of the basis for the ISA actions and regrets this intimidatory crackdown which compromises access to medical care. MSF is deeply concerned with the consequences for patients’ health. Among them, migrants and refugees are subjected to abuse and violence with severe health consequences and acute medical needs. MSF’s referral mechanism to UNHCR or IOM to evacuate migrants and refugee patients identified as medical priority cases has now come to a halt.

Before the suspension of activities, MSF was treating a cohort of more than 300 Libyan, migrant and refugee patients, mostly for TB care, antenatal care and psychological support, especially for survivors of violence. Some patients were in a critical situation. MSF managed to refer most of them to other facilities, such as the National Center for Disease Control, but also lost contact with several of them.

“Two of our TB patients died in Misrata immediately after our suspension. We hear that a further four other inpatients have since passed away in the same facility” says Carla Peruzzo, medical coordinator for MSF in Libya. “We are very concerned about patients with chronic diseases like diabetic patients in need of insulin and people in need of dialysis, with kidney chronic disease.”

MSF was supporting the only public center for TB patients in Libya. The TB unit was implemented by MSF within the Misrata Chest Hospital in 2020.

Medications destined for donation to public hospitals were locked inside MSF’s premises, which MSF will now be obliged to destroy due to the loss of temperature control.

“The medical needs met by MSF are not always covered in Libya’s public health system, which faces structural challenges, such as understaffing and shortages of medication supply”, explains Carla Peruzzo. “A breakdown in TB treatment can lead to the development of a drug-resistant form of the disease, rapid deterioration in the patient’s state of health and even death”.

Over the years MSF had successfully developed a technical collaboration with the National Tuberculosis Program to reinforce capacities to detect cases in specialized facilities, review national guidelines of the central laboratory in Tripoli and support the department of health education. MSF is ready to continue its planned support to the National Tuberculosis Program and the rest of its medical activities.

    MSF in Libya

MSF has been working in eastern and western Libya since 2011, providing primary healthcare, TB diagnosis and care, mental health support and maternal health consultations.

In 2023, MSF provided emergency medical support following the flooding in Derna, supporting two primary health care centres and providing medical consultations to almost 5,000 people. MSF also provided mental health services after the disaster.

In 2024, MSF conducted 15,018 medical consultations, 3,024 mental health consultations, and 2,035 consultations on tuberculosis.

  • MIL-OSI Africa: Fewer babies in Botswana acquire Human Immunodeficiency Virus (HIV) thanks to dedicated push to eliminate mother to child transmission

    Download logo

Eliminating mother to child transmission of HIV is possible. And Botswana is celebrating becoming the first country in Africa – and the first country with a high burden of HIV – to be awarded a Gold Tier status by the World Health Organization (WHO), for its efforts to eliminate vertical transmission of HIV completely.

This is a huge accomplishment for a country with one of the most severe HIV epidemics in the world, which in 1999 had an estimated HIV prevalence among adults as high as 30%.

Women living with HIV who do not receive antiretroviral (ARV) medicine have a 15–45% chance of transmitting the virus to their children during pregnancy, labour, delivery or breastfeeding. That risk drops to less than 5% if treatment is given to both mothers and children throughout the stages when transmission can occur.

According to UNAIDS’ Spectrum report 2024, around 360,000 people are currently living with HIV in Botswana, with 98% of pregnant women living with HIV receiving treatment. Vertical transmission has dropped to just 1.2%, resulting in fewer than 100 infants being born with HIV in 2023. The goal is to reach zero.

The Path to an HIV-free Botswana

The Triple Elimination Initiative, led by WHO, in close collaboration with UNICEF and UNAIDS, aims to halt vertical transmission of HIV, syphilis, and hepatitis B, by encouraging countries to integrate services to improve the health of mothers and children. In May 2025, Botswana’s Gold Tier status on the Path to Elimination of HIV, was unanimously agreed by the global validation committee, which assesses programme interventions, laboratory services, engagement of Civil Society Organisations and evaluates data against a set of elimination criteria.

The attainment of ‘Gold tier’ status by Botswana can be attributed to several high impact initiatives:

    • Pioneering interventions over the years, such as the early adoption of Option B+ (lifelong treatment for all pregnant and breastfeeding women with HIV), free antiretroviral therapy for all, including non-citizens since 2019, and decentralisation of services through District Health Management Teams.

    • Digitising data collection systems with the Open Medical Record System (Open-MRS);

    • Championing the empowerment of community health workers (CHWs) through increased training;

    • Strong government leadership, including committing domestic resources.

    • Embracing the crucial importance of Civil Society Organisations, which engage communities in reducing stigma and violence, testing partners and encouraging adherence to PrEP (pre-exposure prophylaxis) and treatment;

    Support from 2gether 4 SRHR

2gether 4 SRHR is a joint UN Regional Programme, in partnership with Sweden, which brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to improve the sexual and reproductive health and rights (SRHR) of all people in Eastern and Southern Africa.

The regional validation secretariat of the Triple Elimination Initiative includes the same UN agencies, which continue to support Botswana through its validation process, with funding support from 2gether 4 SRHR. In phase one of the programme (2018-2023), Botswana was supported as the first country globally to apply for the Path to Elimination of HIV. To meet these rigorous data requirements, 2gether 4 SRHR established a data mentorship programme, aiming to build the capacity of Ministries of Health across the region, to analyse and use data to prove progress on the path to elimination of vertical transmission of HIV, syphilis and hepatitis B.

Countries including Botswana also received financial support from 2gether 4 SRHR to develop HIV Prevention Roadmaps. These evidence-based, people-centred, HIV prevention plans focus on reducing new infections and ensuring long-term sustainability of prevention programming which can withstand funding shocks.

Botswana was also one of ten countries to develop action plans to engage men in HIV prevention and leveraged the existing “Brothers Arise” #Nanogang campaign, to work with men to increase their uptake of HIV services and create male friendly platforms to discuss norms. In consultation with the Ministry of Health, a guide for best practice services for men and boys is now in use.

This major milestone should be celebrated not only in Botswana, but across the Region. With 2.6 million new HIV infections in children averted since 2010, the 57% decline in new HIV infections among children in Eastern and Southern Africa is one of the top global public health achievements in decades. Botswana demonstrates that an AIDS-free generation is possible.

  • MIL-OSI United Kingdom: UK MHRA leads safe use of AI in healthcare as first country in new global network

Source: United Kingdom – Executive Government & Departments

    Press release

UK MHRA leads safe use of AI in healthcare as first country in new global network

The MHRA will help shape international rules for AI in healthcare – speeding up access to safe, effective technologies into the NHS and worldwide.

From left to right: Science Minister Lord Patrick Vallance, Health AI CEO Dr Ricardo Baptista Leite and MHRA CEO Lawrence Tallon.

The UK has today (24 June) become the first country in the world to join a new global network of health regulators focused on the safe, effective use of artificial intelligence (AI) in healthcare.

The move puts the Medicines and Healthcare products Regulatory Agency (MHRA) at the centre of global efforts to get trusted AI tools safely into clinics faster – supporting earlier diagnosis, cutting NHS waiting times, and backing growth in the UK’s health tech sector.

By joining the HealthAI Global Regulatory Network as a founding ‘pioneer’ country, the MHRA will work with regulators around the world to share early warnings on safety, monitor how AI tools perform in practice, and shape international standards together – helping make AI in healthcare safer and more effective for patients around the world. Other countries are expected to join in the coming months.

The MHRA will draw on its leading work at home to help shape the network from the ground up. That includes AI Airlock, a global leading example of a regulatory sandbox for AI medical devices – which lets companies test new tools with the regulator before wider NHS roll-out. Early examples include AI models to help GPs spot lung conditions sooner and AI to support more personalised cancer care.

The MHRA has updated guidance and begun reforming medical device safety regulations, and continues to adapt them for fast-developing areas such as adaptive and generative AI. The MHRA is also working with researchers, National Institute for Health and Care Excellence (NICE) and the NHS to strengthen real-world evidence on how these tools perform in practice.

A signing ceremony to mark the UK’s membership took place today at Westminster with Science Minister Lord Vallance, MHRA Chief Executive Lawrence Tallon and Dr Ricardo Baptista Leite, CEO of HealthAI.

Health and Social Care Secretary Wes Streeting said:

“I’m delighted that the UK has been invited to become a Pioneer Country in HealthAI’s Global Regulatory Network.

“This recognition underscores our commitment to being at the forefront of responsible AI innovation in healthcare. As we implement our 10 Year Health Plan, cutting-edge technology will be crucial to transforming patient care and NHS efficiency.

“Working with international partners through this network will ensure we harness AI’s incredible potential, while maintaining the highest standards of safety and ethics.”

Science and Tech Secretary Peter Kyle said:

“The UK is leading the way in making sure AI delivers real-world benefits – from better care for patients to new opportunities for growth.”

“By shaping global standards and breaking down unnecessary regulatory barriers at home, we’re helping innovators to get trusted tools into the NHS faster, improving treatments for patients while growing our economy in support of our Plan for Change.”

MHRA Chief Executive Lawrence Tallon said:

“AI has huge promise to speed up diagnoses, cut NHS waiting times and save lives – but only if people can trust that it works and is safe. That’s why we’re proud to be leading the way, shaping how this powerful technology is used safely in healthcare here and around the world. From our AI Airlock testbed to new guidance on fast-moving tech like generative AI, we’re backing smart innovation that works for patients – and makes the UK the best place in the world to develop it.”

Dr Ricardo Baptista Leite, CEO of HealthAI, – The Global Agency for Responsible AI in Health, said:

“We are proud of this landmark collaboration with the UK Government and the MHRA. The UK has long been a trailblazer at the intersection of artificial intelligence and health, and we are honoured to welcome it as the first of ten pioneer countries in the HealthAI Global Regulatory Network, fostering global collaboration and shared learning in the regulation and scaling of AI for health. We believe the UK will both strengthen its leadership in this critical field and offer invaluable expertise to its peers, accelerating global progress toward equitable, AI-powered health systems that ultimately contribute to improving quality of life and well-being for all.”

  • MIL-OSI Asia-Pac: 2 teams selected for CE award

    Source: Hong Kong Information Services

Chief Executive John Lee today announced that two teams of civil servants were awarded the Chief Executive’s Award for Exemplary Performance.

They were the Hong Kong Special Administrative Region Search & Rescue Team to quake-stricken areas in Myanmar in March 2025 and the Inter-departmental Preparation Team for Kai Tak Sports Park (KTSP) Commissioning respectively.

Mr Lee congratulated the two teams and expressed pride in their performance and contributions.

“The two award-winning teams reflected the outstanding competence of the civil service of the Hong Kong SAR and the efficiency of the Government, and exemplified Hong Kong’s second-place global ranking in the ‘Government efficiency’ factor of the World Competitiveness Yearbook 2025. All these have confirmed and reinforced my belief in driving result-oriented policies for the Government,” he said.

Secretary for the Civil Service Ingrid Yeung said the Hong Kong SAR Search & Rescue Team demonstrated fearless professionalism and humanitarian care, while the Preparation Team for KTSP Commissioning displayed efficient collaboration and precise planning of the civil servants.

In March this year, a 7.6 magnitude earthquake struck Myanmar, resulting in serious casualties. The Hong Kong SAR Government quickly formed an interdepartmental search and rescue team.

Civil servants from the Security Bureau, the Fire Services Department and the Immigration Department, together with medical representatives from the Hospital Authority, rushed to Mantalay, one of the most devastated areas in Myanmar, to conduct search and rescue operations.

With professional training, fearlessness and perseverance, the team completed 61 search and rescue operations covering 57 locations amid the constant aftershocks and scorching heat in the disaster-stricken areas, the Civil Service Bureau (CSB) said.

The team also conducted joint operations with the China Search & Rescue Team and successfully rescued one survivor who had been trapped for more than 125 hours.

Meanwhile, the Inter-departmental Preparation Team for KTSP Commissioning comprised civil servants from the Culture, Sports & Tourism Bureau, the Security Bureau, the CSB, the Transport & Logistics Bureau, Police and the Transport Department.

In the face of multiple challenges such as the pressing schedule, the large scale of the project and complicated co-ordination work, the preparation team, with its innovative thinking, meticulous planning and interdepartmental collaborations, completed around 20 test events, including five large-scale drills, in just five months, mobilising 140,000 civil servants to participate in the stress tests to evaluate the capability of the KTSP and its surrounding facilities comprehensively.

Through continuous stress tests and optimisation of detailed arrangements, thorough preparation was made for the commissioning of the KTSP, the CSB added.

  • MIL-OSI USA: Take Extreme Caution as Heat and Severe Weather Persist

Source: US State of New York

overnor Kathy Hochul today urged New Yorkers to take safety precautions during periods of extreme heat throughout Primary Day. New Yorkers can expect dangerously hot and humid conditions to continue today with feels-like temperatures between 90-106 degrees statewide. In addition, there is the potential for severe thunderstorms throughout most of the state this afternoon and evening that could contain damaging winds. Feels-like temperatures on Wednesday are expected to be 82-100 degrees with the potential for severe thunderstorms with damaging winds in the southern part of the state possible in the afternoon and evening. In response to the severe weather that impacted Central New York over the weekend, Governor Hochul declared a State of Emergency in 32 counties and state agencies are responding to assist New Yorkers with storm damage and impacts from extreme heat.

“With dangerously hot weather expected throughout most of the state today, I am urging all New Yorkers to stay cool and safe — especially those waiting in line to cast ballots,” Governor Hochul said. “State emergency response personnel are standing by and prepared to help New Yorkers through this extreme weather, and as this heat wave peaks, I am reminding everyone to have a safe place to stay cool, limit time outdoors, and drink plenty of water.”

This weekend, Governor Hochul signed legislation repealing an outdated section of New York’s election law — the new legislation now supports voters by allowing refreshments to be provided as they wait in line to exercise their civic duty.

Governor Hochul today directed the Office of Parks, Recreation and Historic Preservation to offer extended hours at State swimming and cooling facilities and other State parks during the current heat wave as a way to help New Yorkers beat the heat.

New Yorkers can also stay cool by utilizing nearby cooling centers. Find a cooling center near you on the State Department of Health website. Residents of New York City can find cooling center information here. Certain State Park swimming facilities will also extend their hours on Tuesday and Wednesday.

For Those Impacted by Storms on Sunday
In response to severe weather that impacted the State over the weekend, Governor Hochul declared a State of Emergency in 32 counties. At the Governor’s direction, the New York State Division of Homeland Security and Emergency Services has activated the State Emergency Operations Center to Enhanced Monitoring Mode to track the storms and damage. They are working closely with local emergency managers and governments to support requests and provide assistance as requested. State agencies stand ready to respond with equipment and personnel. Light towers have been provided to Oneida County and other materials stored in the State’s nine stockpiles including generators and pumps are also available to support local needs.

Homeowners and businesses in impacted areas are encouraged to fill out an online form allowing residents to self-report damages to their homes and/or businesses. The purpose of this form is solely to collect information that may help state and local officials identify supplemental damages to develop and augment potential requests for available federal assistance programs. This is not an application for relief programs.

New York State Department of Public Service
DPS is tracking electric system conditions and overseeing utility response to any situations that may arise as a result of this week’s extreme heat and potential thunderstorm activity. There are currently 9,997 electric outages reported statewide. DPS remains in direct contact with utility operations Leadership to ensure they are continuously tracking system conditions and responding to cases of trouble and outages as quickly as possible to restore the system and customers. New York’s utilities have approximately 5,500 workers available, as necessary, to engage in damage assessment, response, repair and restoration efforts across New York State for this heat event. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

During heat waves, increased usage of electric devices such as air conditioners place a considerable demand on the state’s electricity system and instances of low voltage or isolated power outages can result. The record for such usage was set on July 19, 2013, when it reached 33,956 MWs (one megawatt of electricity is enough to power up to 1,000 average-sized homes).

National Grid will continue with repair and restoration efforts today for the remaining electric customers impacted by Sunday morning’s severe thunderstorms. Some portions of National Grid’s territory experienced straight-line winds exceeding 90 mph and an EF-1 tornado with winds up to 105 mph, with more than 101,000 electric customers affected statewide.

    Department of Health
The State Health Department is taking a number of steps to promote the safety of all New Yorkers in periods of extreme heat, especially those most at risk. The Department has distributed guidance to all hospitals, diagnostic and treatment centers, adult care facilities, home care and hospice providers and nursing homes and has issued additional guidance to hosts of any scheduled public events with more than 5,000 people in attendance. The Department is working with DSHES and local health departments and emergency managers to ensure access to cooling centers and safe spaces during this extreme heat.

Learn more about heat related illness, including signs and symptoms and when to take action on the State Health Department’s extreme heat advice webpage.

The New York State Department of Health’s interactive Heat Risk and Illness Dashboard allows the public and county health care officials to determine the forecasted level of heat-related health risks in their area and raise awareness about the dangers of heat exposure.

NYS Department of Agriculture and Markets
The agency has compiled important information, including preventative measures, to help mitigate the effects of extreme heat on farm workers and farm animals. The Department will also be working closely with partners at The New York Extension Disaster Education Network (NY EDEN) at Cornell University to monitor any potential impacts of the extreme heat expected this week. NY EDEN is also a resource for farmers and farm workers during a heat wave, and additional information can be found at https://eden.cce.cornell.edu/natural-hazards/heat-wave/.

    Department of Environmental Conservation
DEC reminds outdoor adventurers that unpredictable weather — including rapidly changing temperatures and storms in the Adirondacks, Catskills, and other backcountry areas — can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for rain, mud and warmer temperatures to ensure a safe outdoor experience.

Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures and general recreation information.

Hiking in the heat is always risky. New Yorkers and visitors should review the following tips to prevent heat exhaustion and heat stroke:

    • Slow your pace.
    • Drink water and rest often.
    • Seek shade and avoid long periods in direct sunlight.
    • Bring at least 2 liters of water for any hike.
    • Bring a water filter, especially for longer hikes.
    • Bring salty snacks to keep your electrolytes in check.
    • Wear sunscreen.
    • Leave your pets at home — the heat is harder on them, especially walking on hot rocks.
    • Consider staying home yourself and rescheduling for another day when weather conditions improve.

Even if the weather is forecast to be high heat all day, there’s always a chance of hypothermia due to a sudden storm or drop in temperatures. This can increase dramatically if you’re sweating and not wearing sweat-wicking clothing (made of fabrics like wool or polyester). Many cases of hypothermia are in the summer when people least expect it.

Whether you are hiking, mountain biking or paddling, Hike Smart NY can help you prepare with a list of 10 essentials, guidance on what to wear, and tips for planning your trip with safety and sustainability in mind. In an emergency, call 9-1-1. To request Forest Ranger assistance, call 1-833-NYS-RANGERS.

    Air Quality
DEC is continuing to monitor air quality across the State and will issue air quality health advisories as necessary. New Yorkers are encouraged be “Air Quality Aware” and check airnow.gov for accurate information on air quality forecasts and conditions. To view the latest DEC air quality forecasts, visit the DEC website.

    Extreme Heat
DEC recently released preliminary Urban Heat Island maps to help communities better understand, plan for, and adapt to extreme heat exposures on the neighborhood level. Links to the maps, as well as additional information and data, can be found on DEC’s Extreme Heat Action Plan webpage  and posted at nys-heat.daveyinstitute.com/hottest-hour. The project advances a key action in the Extreme Heat Action Plan and advances a 2022 law signed by Governor Hochul directing DEC to study the impacts of disproportionate concentrations of extreme heat in disadvantaged communities across the State.

    Harmful Algal Blooms
Following periods of heavy rainfall, nutrient runoff can cause harmful algal blooms (HABs) to form in freshwater lakes, ponds, rivers and streams. New Yorkers should avoid swimming, boating, recreating in, or drinking water with a bloom.

When it comes to HABs, DEC encourages New Yorkers to “KNOW IT, AVOID IT, REPORT IT”:

    • KNOW IT – HABs vary in appearance from scattered green dots in the water to long, linear green streaks, pea soup or spilled green paint, to blue-green or white coloration.
    • AVOID IT – People, pets, and livestock should avoid contact with water that is discolored or has algal scums on the surface.
    • REPORT IT – If members of the public suspect a HAB, report it through the NYHABs online reporting form available on DEC’s website. Symptoms or health concerns related to HABs should be reported to New York State Department of Health at [email protected].

The New York State Department of Labor has released comprehensive guidance to help employers better protect outdoor workers during extreme heat and advises workers and employers to engage in extreme heat best practices such as:

    • Ensure access to clean drinking water at no cost to workers, available at all times and as close to the worksite as possible.
    • Provide shade and paid rest when the heat index reaches 80 degrees Fahrenheit or above, and more frequent rest breaks once the heat index exceeds 90 degrees.
    • Wear proper PPE so long as they do not interfere with safety equipment, including sunscreen, cooling vests, wide-brim hats, and lightweight, loose-fitting clothing.

More information on best practices for working in extreme heat can be found here.

Thruway Authority maintenance crews will be conducting standard daily operations during times where temperatures are lowest and will enhance patrols monitoring the highway. Motorists are reminded and encouraged to take breaks at one of 26 service areas or three Welcome Centers located on the Thruway system.

Department of Transportation maintenance crews will conduct most outdoor work during morning hours and follow established hydration and rest protocols to help mitigate the risks associated with high temperatures.

Office of Children and Family Services
The agency is taking a number of actions to ensure activities at residential centers, detention programs and congregate care programs are conducted in a safe manner during the heat. This includes checking cooling equipment, ensuring proper amounts of water are available and consumed, rescheduling activities and meetings, and identifying staff and clients who may be affected by heat. They are also providing guidance to child care programs and groups associated with the Commission for the Blind statewide.

New York State Office of Mental Health
In advance of the hot conditions, New Yorkers should be aware of the impact high heat may have on individuals receiving antipsychotic medications, who are at particular risk of heat stroke and neuroleptic malignant syndrome during periods of extreme heat, which is more likely in poorly ventilated areas. Children and the elderly are at increased risk.

In addition to monitoring individuals at risk, such conditions are best prevented by a heightened attention to hydration, particularly those at high risk, including individuals taking antipsychotic medications, the elderly, children and those with poor fluid intake.

Also, individuals at high-risk should remain in cooler areas; be monitored for temperature elevations; avoid direct exposure to sunlight and wear protective clothing and sunscreen. Anticholinergic medications may interfere with sweating and should be minimized.

Office of Temporary and Disability Assistance
The agency is reminding local departments of social services and emergency homeless shelter operators of the need to provide fans to help maintain reasonable air circulation during times of extreme heat and humidity. Also, shelter providers should provide a cooling room in the facility for residents, if feasible.

    Metropolitan Transportation Authority
To reduce potential impacts to service and reduce response times to heat-related events, NYC Transit will implement heat patrols to proactively increase track inspections and stage extra personnel in key risk areas including power substations, machine rooms, generators, cables, and connections. To ensure functioning air conditioning, subway railcars and buses will be inspected before being placed in service. Paratransit service providers are reminded vehicles must have functioning air-conditioning. Buses and operators will be on standby for any support needed with subways or emergency service. NYC Transit also completes a continuous welded rail watch when rail temperatures exceed 100 degrees to be vigilant of rail kinks or other issues.

Long Island Rail Road and Metro-North Railroad crews will be staged at key locations to be able to respond quickly to weather-related issues. The railroads will monitor rail temperatures, deploy heat patrols to inspect the rails for any kinks, and stage additional Power Department personnel to protect power substations and overhead aerial lines. Train crews have been instructed to report any rail conditions that need attention.

The Port Authority Office of Emergency Management coordinates with facility teams to monitor weather conditions and operational impacts and maintains communication with regional partners to support response readiness during periods of elevated temperatures.

  • MIL-OSI Africa: Capped leave liability in the public sector stood at R16.24 billion- report

    Source: South Africa News Agency

The total capped leave liability in the public sector stood at R16.24 billion as of December 2023, the Public Service Commission (PSC) said on Tuesday.

Standing at R16.24 billion and covering 189,039 employees, the total capped leave liability represents approximately 14% of the total public service workforce.

“It is important to note that this cost continues to increase in line with cost-of-living adjustments and/or appointments into higher positions,” PSC Commissioner Anele Gxoyiya said at a media briefing in Pretoria.

Addressing media on the commission’s Quarterly Bulletin titled: “The Pulse of the Public Service”, Gxoyiya said the majority of employees holding capped leave are concentrated in the education and health sectors. Most of them were also closer to retirement and according to the Commissioner, that raises concern about potential future skills shortages in these critical areas if not proactively addressed.

    [embedded content]

“In relation to study leave, which is a type of special leave, data from national departments indicates that 17 733 – 20 651 employees took study leave from 2020 to 2023,” he said.

    At provincial level, 21 004 – 23 265 employees took study leave from 2020 to 2023.

“In some provinces, over 70% of these employees were from the Health and Education Departments.  On average, study leave days ranged from five to eight days, with national departments having the highest average at 8.5 days. KwaZulu-Natal and the Eastern Cape provinces followed with 7.4 and 6.5 days respectively,” he said.

The Commissioner further explained that special leave is a negotiated benefit in terms of the public service employment conditions.

“Prior to the adoption of the General Public Service Sector Bargaining Council Resolution 2 of 2024, departments operated under varied special leave policies, leading to a lack of uniformity across the public service.”

Meanwhile, there was also a notable increase in sick leave usage observed in 2022, following the easing of COVID-19 restrictions and the return to full-time workplace operations.

    Grievances

With regard to the number of grievances handled by the PSC, Gxoyiya said that as at 31 March 2025, the PSC registered 439 grievances, including 85 cases carried-over from the previous financial year.

“Of the 439 grievances, 338 (77%) have been concluded and 101 (23%) remained pending as at end of 31 March 2025.

“Of the 338 concluded cases, 18 (5%) was substantiated, 84 (25%) were unsubstantiated, nine  (3%) were partially substantiated, 43 (13%) were internally resolved within departments following the PSC’s intervention and the remaining 184 (54%) were closed for various reasons, including those that were also pending before different sectoral bargaining councils, the Commission for Conciliation, Mediation and Arbitration or courts.”

Of the 439 grievances (including 85 cases carried over from the previous financial year), 403 were for employees on salary levels 2-12 and 36 for members of the Senior Management Service (SMS).

Of the 403 grievances of employees on salaries level 2 to 12, 309 were concluded, of which 282 (91%) were concluded within 150 working days of receipt by the PSC investigator.

Of the 36 grievances of SMS members, 29 were concluded, of which 24 (83%) were concluded within 150 working days of receipt by the PSC investigator.

The Commission also expressed concern with the continued failure by some departments to conclude grievances within the timeframes prescribed in the bargained Resolution 14 of 2002 for grievances of employees on salaries level 2 to 12, and Chapter 10 of the SMS Handbook.

“The PSC will in future investigate the cause of delays in grievance conclusion by departments This will assist in determining whether or not the delays are as a result of the agreed timeframes being unrealistic, or whether it is the human resource capacity issue or whether it is because of any other reason other than these,” he said. – SAnews.gov.za

  • MIL-OSI United Kingdom: Consultation Process Approved to Tackle Standards in the Private Rented Sector in Preston

    Source: City of Preston

In a bid to tackle unscrupulous landlords in Preston and improve the quality of the Private Rented Sector (PRS) homes in the city, an external consultant will be employed to work on behalf of the council to carry out a consultation that will consider the introduction of Selective Licensing in three pilot wards in Preston.

The three wards where this consultation will take place are St Matthews, City Centre and Plungington.

Selective Licensing in the PRS is a scheme where local authorities designate areas that will benefit from tighter regulation, requiring landlords in those areas to obtain a licence for their privately rented properties.

Under Selective Licensing, Preston Council can ensure landlords or their property managers are subject to criminal record checks and their rental properties are checked to meet certain standards and conditions like having up-to-date fire and gas safety checks, damp proofing, tenant welfare, good management practices etc; this helps to address issues such as poor property conditions, anti-social behaviour and low demand.

If landlords fail to comply with the licensing conditions, local authorities can take enforcement action which could include fines and penalties.

Councillor Zafar Coupland, Cabinet Member for Health and Wellbeing at Preston City Council said:

“Around a quarter of all housing in Preston is privately rented and due to many factors such as the cost of living crisis and the ongoing recovery from the Covid pandemic, a lack of investment in privately owned, rented housing stock has seen living standards decline, with many of our residents experiencing poor living conditions, which is unacceptable.

The introduction of Selective Licensing to help better regulate the Private Rented Sector and tackle the most deprived areas of the city, is a priority in our emerging Corporate Plan, and this consultation around the three pilot wards, where deprivation is prevalent, is the first crucial step in rolling out a more robust way to tackle poor quality housing and raise the housing standards for our residents.”

  • MIL-OSI USA: A Vibrant Partnership: UConn Husky Nutrition & Sport and Hartford Public Schools Support Healthy Eating and Physical Activity for Over 20 Years

    Source: US State of Connecticut

UConn Husky Nutrition & Sport has been supporting Connecticut children, families, and educators for decades, promoting healthy eating and physical activity through impactful educational programs. Although the campus-community partnership has connections throughout the state, it has partnered with one Hartford elementary school since 2005. For the past nine years, that school has been Fred D. Wish Museum School, where UConn Husky Nutrition & Sport (UConn HNS) works alongside students, staff, families, and community partners to offer more than 600 educational program sessions a year.

“UConn HNS people bring such an impactful energy to our school community,” says principal Kesha Ryan. “They know our students, and our students know them, which is a real credit to the investments they make to build positive relationships. It’s an extensive partnership in that their presence is a part of our everyday activities. Our staff and families can depend on their staff and programs, our students have fun and learn about healthy eating and exercise, and we maintain regular collaboration in support of the students and community of Wish School.”

The hundreds of sessions at Wish School span all grade levels and are offered during the school day, after school, and as schoolwide initiatives. The educational sessions focus on a variety of topics: nutrition lessons based on the U.S. Department of Agriculture’s MyPlate initiative, hands-on healthy snack prep and tastings, active games, sport-sampling, and literacy skills.

In addition, past schoolwide initiatives that UConn HNS has supported have included new recess equipment, indoor and outdoor recess campaigns, new policies such as healthy classroom checklists, the integration of positive behavioral interventions and supports, teacher appreciation days, family events, cultural celebrations, field trips to UConn, activities surrounding National Nutrition Month in March, and support for the growing Wish Media Club.

The vibrant partnership has a lot of moving parts that require collaboration to ensure everything continues to work effectively. Logistically, staff, schedules, school committees, and lesson plans all have to align, while also allowing time for feedback and evaluation to support improvement.

“We take a lot of pride in our ability to build meaningful relationships with individual people, while also maintaining lines of communication and systems that allow for us to serve as a strong and reliable partner,” says Patricia Bellamy-Mathis ’11 (BUS), ’13 MSW, who is UConn HNS’s director of partnerships and programs. “Being part of the fabric and culture of Wish School requires a great deal of time and investment, but the impacts show themselves every single day.”

The partnership doesn’t go just one way, however, as UConn students receive hands-on experiential learning while leading programs at Wish School. Every year, UConn HNS recruits and funds 10-12 graduate assistants completing master’s and doctoral degrees across multiple University programs. To date, more than 100 graduate students have benefited from professional development through UConn HNS.

“We bring together a group of graduate students who all show up every day at Wish School committed to cultivating an environment that is full of fun, connection, and learning,” says Veronica Jacobs ’16 (CLAS), who currently leads 12 graduate students at Wish School. “The strength of our team lies in our graduate assistants coming from several academic disciplines with varying career goals, and in our ability to challenge and support each other to become better professionals. One moment we are celebrating the successful delivery of a lesson and in another moment, we are critically reflecting on creative ways to improve our programs. The intention of our efforts shows in the joy of our Wish students as they walk the halls with us, compete against us in a relay race, or see us in the community.”

“Welcoming UConn students into our Wish family each year is always exciting,” Ryan says. “While they support our students with health education and bring positivity to our community, we are able to support their experiential learning and growth as future educators, social workers, health professionals, and more. As a team, we are shaping future professionals both at the elementary and collegiate levels. It’s a win-win partnership.”

UConn HNS is housed within the Neag School of Education and works closely with students in the School’s Integrated Bachelor’s/Master’s (IB/M) teacher preparation program. These future teachers gain practical experience working in Wish School, as well as the opportunity to conduct educational research.

“UConn HNS provides education students unique opportunities to grow in their community skills,” says Austina Lee, an assistant clinical professor at the Neag School who supports the IB/M program and its students. “The co-teaching model wherein they collaborate with peers from across specialties, the professional development sessions that inspire innovative approaches, and the community engagement that open their eyes to the lived experiences of students and their families all coalesce to inform robust inquiry and practical research. IB/M students who participate in HNS graduate with a depth and breadth of experiences that expand their instructional skills and enhance their expression through the art of teaching.”

Several special events throughout the year bring UConn and Wish students together and cultivate extra joy for the community. Every May, Wish School celebrates the UConn students who are graduating with the annual Grad Walk. Wish School students and staff line the hallways of the school to cheer on the graduating Huskies that worked there. Another annual tradition is Wish School Field Day, which involves the whole school every June and acts as an introduction to UConn HNS’s new summer team. UConn students lead and play alongside the children in such activities as relay races, tug-of-war, foursquare, parachutes, hula-hoop competitions, and soccer games.

New this year was the Healthy Wish School Walk-A-Thon, which was created to celebrate a year of fun, physical activity at the school. Led by UConn HNS staff and hosted in the outside play area of Wish School, all students and staff were invited to participate throughout the day in a one-mile walking course that included activities along the way for hydration, healthy snacks, and a jump rope challenge. By the end of the day, Wish School students and staff combined to walk more than 440 miles.

“UConn Husky Nutrition & Sport’s long-standing relationship with Hartford Public Schools, and specifically Wish School, exemplifies the potential and power of ‘town-gown’ partnerships,” says Neag School Dean Jason G. Irizarry. “I’m proud that UConn HNS’s ongoing efforts across the state recently earned them the 2025 Staff Team Award in the Provost’s Awards for Excellence in Community-Engaged Scholarship. I also congratulate them on their outstanding recent fundraising efforts, including winning the President’s and Provost’s Project Leaderboard Challenge during UConn Gives 2025. The dedication of UConn HNS’s staff and students changes lives across Connecticut, ensuring adults and children can access nutrition and physical activity education.”

  • MIL-OSI USA: A Vibrant Partnership: UConn Husky Nutrition & Sport and Hartford Public Schools Support Healthy Eating and Physical Activity for Over 20 Years
