  • MIL-OSI USA: Baldwin Statement on Reports Secretary Kennedy Allegedly Rehired CDC Staff, Including Lead Prevention Staff

    WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin (D-WI), Ranking Member of the Senate Appropriations Subcommittee on Labor, Health and Human Services, and Education (LHHS), released the following statement after reports that the Trump Administration reinstated some of the Centers for Disease Control and Prevention (CDC) staff that were previously fired as part of the administration’s mass layoffs across HHS:
    “If Secretary Kennedy thinks he deserves kudos for putting out part of the fire he started, he’s looking at the wrong person. This administration recklessly fired the very experts who should have been on the ground helping communities address serious public health threats – like in Milwaukee, which is grappling with a lead poisoning crisis. I have heard the harrowing stories from Milwaukee families who have children suffering from lead contamination – and it’s simply unconscionable that this administration fired the experts who could have helped them. I have been demanding that Secretary Kennedy rehire these experts for weeks, not only because Wisconsinites need and deserve it, but also because it’s the law and this administration is not above it. This administration has shown they play fast and loose with the truth, and I will not rest until I see boots on the ground in Milwaukee – and other communities just like it – to deal with this crisis.”
    In Milwaukee, lead exposure has shuttered six Milwaukee Public Schools (MPS) and displaced 1,800 children. However, after applying for support from the CDC to help mitigate the lead found in school classrooms, MPS was notified that their request for support was denied because the Trump administration fired the agency’s entire Childhood Lead Poisoning Prevention Surveillance Branch.
    Senator Baldwin and Congresswoman Gwen Moore (D-WI-04) demanded that the Trump Administration reinstate the fired CDC lead poisoning experts and approve Milwaukee’s plea for federal assistance to help keep children safe. Senator Baldwin also pressed Kennedy on the firings at a Senate Health, Education, Labor, and Pensions Committee hearing. Senator Baldwin visited Milwaukee Public Schools’ Frances Starms Discovery Learning Center to meet with parents whose children’s health was at risk and whose schools were closed this year because of lead hazards. Yesterday, Senators Baldwin and Jack Reed (D-RI) demanded written answers from Secretary Kennedy in response to detailed questions on the Trump Administration’s firing of childhood lead experts at CDC.
    Local officials continue to confirm that the requested aid is not being provided, and Secretary Kennedy has provided no documentation that the fired employees have been rehired, as Senator Baldwin demanded.

  • MIL-OSI New Zealand: Successful childhood immunisation programme delivering results

    A successful programme to help Māori health providers lift childhood immunisation rates will be renewed, Health Minister Simeon Brown says.

    “The Immunising our Tamariki programme, originally launched in 2023 by Hon Dr Shane Reti, invested $50 million in Māori health providers to deliver targeted, community-based immunisation outreach. It aims to lift childhood immunisation rates for babies and children who may not be reached through traditional health channels such as GPs or pharmacies.”

    “Since March 2024, the programme has delivered 41,719 scheduled childhood immunisations for children under 24 months, including 3,301 in May – the highest monthly total since it began,” Mr Brown says.

    “In total, more than 132,000 vaccinations have been administered through the programme, with a record 18,555 given in April 2025 alone as part of preparations for winter – including influenza and other immunisations. It’s a clear example of how backing local health providers and frontline workers delivers better outcomes for the communities they know best.

    “The Immunising our Tamariki programme focuses on reaching children and families who are yet to receive their immunisation through traditional pathways such as GP practices, particularly in communities with historically low immunisation rates.

    “We know we need to significantly lift immunisation rates for Māori to meet the Government’s target of 95 per cent of children being fully immunised by 24 months of age. Targeted, localised outreach services are critical to achieving that goal. 

    “About 40 per cent of people immunised through the programme are also non-Māori, reflecting the essential role that community providers play in delivering low-cost, trusted health services for all New Zealanders.”

    As part of the programme’s renewal to 30 June 2026, Health New Zealand will implement several changes to maximise its impact:
     

    • All funding will go directly to frontline service delivery and qualified immunisation staff.
    • Newly commissioned services must include clinical capacity to vaccinate – such as authorised vaccinators and cold chain infrastructure – so new providers can begin immunising immediately.
    • Support will continue for Māori health providers to build trust and momentum in communities with high-needs, building on the groundwork laid during the COVID-19 response.

    “These improvements will help deliver tens of thousands more immunisations in the year ahead, while relieving pressure on GPs and hospitals.

    “One of the most important things we can do to protect children and families is to stay up to date with immunisations. This programme is a smart, targeted way of doing just that,” Mr Brown says.

    WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement on President Donald Trump’s memorandum revoking the Biden administration’s executive actions targeting the Lower Snake River dams.

    “Throughout my time in Congress, I have stood firm in my support for the Lower Snake River Dams and the critical role they play in our region’s economy,” said Rep. Newhouse.  

    “Today’s action by President Trump reverses the efforts by the Biden administration and extreme environmental activists to remove the dams, which would have threatened the reliability of our power grid, raised energy prices, and decimated our ability to export grain to foreign markets. I want to thank the President for his decisive action to protect our dams, and I look forward to continuing to work with the administration for the benefit of the Fourth District.” 

    The Memorandum signed today revokes the Biden Administration’s “Restoring Healthy and Abundant Salmon, Steelhead, and Other Native Fish Populations in the Columbia River Basin” Memorandum. 

    This Memorandum directs the Secretary of Energy, the Secretary of the Interior, the Secretary of Commerce, and the Assistant Secretary of the Army for Civil Works to withdraw from agreements stemming from Biden’s misguided executive action, including the December 14, 2023, Memorandum of Understanding (MOU) filed in connection with related litigation. 

    The specified agencies will coordinate with the Council on Environmental Quality to review and revise environmental review processes related to the matters in the MOU, save federal funds, and withdraw from the MOU.

    Background 

    During his tenure in Congress, Newhouse has led the charge in combating efforts to breach the four Lower Snake River dams.

    In March of this year, Newhouse led a coalition of lawmakers from the Pacific Northwest, backed by regional stakeholders, in introducing a package of legislation to protect the Lower Snake River dams and strengthen hydropower as a reliable, affordable source of base load energy.

    In January of this year, Newhouse and Senator Jim Risch of Idaho introduced the Northwest Energy Security Act to require the Bureau of Reclamation, the Bonneville Power Administration, and the U.S. Army Corps of Engineers to ensure the Lower Snake River dams remain operational and continue to support the region’s energy needs. 

    In October 2024, Newhouse criticized the Biden administration for wasting taxpayer dollars on more studies to find ways to replace the energy produced by the dams. 

    In June 2024, Newhouse opposed the Biden administration’s creation of a politically motivated Columbia River Taskforce, made up only of administration officials, to find ways to breach the dams.  

    In March 2024, Newhouse called out Secretary Jennifer Granholm in a hearing for refusing to acknowledge the long-term implications of the Columbia River Systems Operation Agreement are a de-facto breach of the Snake River Dams. 

    In December 2023, Newhouse slammed the Biden administration’s announcement of a package of actions and commitments in the Columbia River System Operations (CRSO) mediation. 

    In September 2023, Newhouse led a letter to then-Council on Environmental Quality Chair Brenda Mallary addressing the lack of public and stakeholder input throughout the mediation process of the four Lower Snake River dams. 

    In June 2023, Newhouse hosted the House Natural Resources Committee for a field hearing in Pasco, Washington on the importance of protecting the dams on the Snake River. 

    In August 2022, Newhouse held a rally with over 100 community members from the Tri-Cities in Howard Amon Park to show support for the Lower Snake River Dams.

    WASHINGTON – Today, in a House Oversight Committee hearing, Congresswoman Ayanna Pressley (MA-07) condemned the Trump Administration’s lawless behavior—including their unlawful mass deportations and attacks on immigrant communities—and criticized Republicans’ efforts to undermine the judiciary’s authority to hold Administration officials accountable.

    Congresswoman Pressley highlighted how public interest lawsuits have successfully blocked much of Donald Trump’s harmful anti-immigrant agenda, and explained how Republicans’ big, ugly reconciliation bill would further dismantle checks and balances by restricting the judiciary from enforcing court orders against Trump officials.

    The Congresswoman also criticized Republicans for holding the hearing and dragging Democratic governors away from their states at a time when many governors are having to figure out how to stretch budgets and modify programs to keep their constituents fed and alive.

    Transcript: Pressley Slams Trump’s Lawless Immigration Agenda and Republican Attacks on Judiciary, Checks and Balances

    REP. PRESSLEY: Thank you to our Democratic Governors for being here today. 

    This hearing is an utter and complete waste of your time. It is a waste of taxpayer dollars. 

    Republicans have called you here alleging that you are circumventing federal law. You are not. 

    But you know who is the poster child who is violating federal law daily? The current occupant of the Oval Office, Donald J. Trump. 

    To make matters worse, these hardworking governors had to leave their states to be here in a moment when their work is incredibly difficult. Because Donald J. Trump and his accomplices and co-conspirators, who by the way, Donald Trump doesn’t give a damn about your constituents.

    He doesn’t give a damn about you, he doesn’t even respect the seat you hold and Congress as a co-equal branch of government. 

    But Donald Trump and his accomplices, many of whom are in this room, are hell bent — what you your legacy to be — is that you’re tearing food away from our babies and medical care from our elders. 

    These Democratic Governors have to stand in the gap and figure out how to stretch budgets and modify programs to keep their constituents fed and alive.

    Constituents like this precious little soul that I wish I didn’t have to leave to come be here. Layla, who drew me this rainbow, a five-year-old who lives with a rare liver disease, had a successful liver transplant at Boston Medical Center. Thank God she is thriving today. But Layla will need immuno-suppressant drugs for the rest of her life that are paid for by Medicaid.

    And without Medicaid, well I shudder to think what might happen to Layla. But for sure her family would at least go bankrupt trying to do everything to keep their baby alive. 

    That’s what these governors, that’s the situation that they’ve been put in because your big a** ugly bill and if it comes to pass. 

    And they’re dealing with the fall out of this White House pulling federal grants recklessly. Grown men throwing temper tantrums.

    So again, let me be plain: The Trump Administration is breaking the law, not these Democratic governors. 

    Ms. Perryman, how many legal challenges is the Trump Administration currently facing? 

    MS. PERRYMAN: I believe there’s over 300 right now. 

    REP. PRESSLEY: And Ms. Perryman, can you explain how litigation like this has helped to shield and defend vulnerable communities?

    MS. PERRYMAN: Absolutely, without our courts upholding the rule of law and upholding the rights of people, right now there could be federal funds frozen across the country that would endanger things like Head Start and Meals on Wheels and community safety programs, including community safety programs that help prosecutors and help law enforcement in states and communities across the country. The Administration has terminated over $800 million in Office of Justice program grants that we are having to challenge in court, and the list goes on and on and on.

    REP. PRESSLEY: Thank you, Ms. Perryman. Thank you for your good work.

    That’s right: in case after case, the media might not want you to know, but we are winning.

    Trump tried to end birthright citizenship – blocked. 

    He tried to shut down asylum – blocked.

    He tried to defund cities – blocked.

    And because we are winning in court, Republicans are trying to change the rules to rig the system. 

    Tucked in the Big, Ugly bill that Republicans voted for is a provision– Section 70302 titled Restriction on Enforcement – that would restrict the judiciary from enforcing court orders and holding government officials accountable. 

    This is an intentional and deliberate attempt to undermine the courts, so that the Trump Administration can break the law with impunity.

    Republicans, Ms. Perryman, pretend to care about law and order. But this provision is the exact opposite. 

    What message does this send to people who count on the courts to protect their rights? 

    MS. PERRYMAN: It suggests that the people that voted for the bill don’t want the American people protected, and that they don’t want them to access their courts and access the ability to protect their rights.

    REP. PRESSLEY: Don’t want the American people protected. That part. 

    Allegedly all in the name of law and order and safety. This is about nothing but power and control and abuse of power and terror, which makes everyone less safe.

    The shame and the sham of it all. I yield back

  • MIL-OSI New Zealand: Mental Health Response Change Programme Phase Two update

    Phase Two of the Police Mental Health Response Change Programme is set to be extended with implementation across a third and final group of districts from Monday.

    This includes:

    •        Health NZ districts: Northland, Taranaki, Whanganui, and MidCentral

    •        Police districts: Northland, Central

    •        Health NZ specific areas: Tokoroa and Taumarunui (Waikato), Taupō (Lakes), Wairoa (Hawke’s Bay), and Waitaki and Southern Lakes (Southern)

    •        Police specific areas within districts: Taupo and Tokoroa (Bay of Plenty), Wairoa (Eastern), and Central Lakes and Waitaki (Southern)

    Police Assistant Commissioner Mike Johnson says we remain committed to our joint efforts towards making sure people have access to the right help at the right time, which works best for them.

    “Police have always, and will always, respond when there is an immediate risk to life or safety.  The change is about an increased health-led response, enabling our staff more time to get back into our communities do the work that only Police can.

    Health NZ Director of Specialist Mental Health and Addiction Karla Bergquist says a range of mental health support is available for those who need it.

    “This change is about ensuring people requiring mental health support receive the right care at the right time, while maintaining the safety and wellbeing of patients and our staff.

    “I’d like to assure the public there is a range of services to help people in mental distress or those who are concerned about the mental health of whānau.

    “If a person is in serious mental distress or crisis, support is available from their local crisis team. If it’s a life-threatening situation or someone is in immediate danger of harming themselves or others, contact emergency services on 111.”

    Karla added, “I’d like to acknowledge all our teams for their work to prepare for and implement these changes across the motu. It has been positive to hear from our districts that there are strong local partnerships between police and health to support Phase Two implementation, which has generally gone well.”

    Phase Two of the mental health response changes began on 14 April and have been implemented in stages.

    Phase two changes include:

    60-minute handover of detained persons in EDs – Police who have detained a person under section 109 of the Mental Health Act and transported them for an assessment, or are responding at the request of health staff for an assessment under section 41 or 110c, will remain in the ED for a maximum of one hour before departing – unless there is an immediate risk to life or safety.

    Changes to mental health assessments in custody will ensure people in distress are assessed appropriately, preferably in a health setting. If someone is placed under the Mental Health Act while in a Police custody suite, they will need to be taken to a health facility within 30 minutes.

    NZ Police and Health NZ districts are not the same (Police has 12, Health has 20), so there are some parts of a Police district which are not included in the comparable Health NZ district or vice versa.

Markey (D-Mass.), a member of the Health, Education, Labor, and Pensions (HELP) Committee and the Environment and Public Works Committee, yesterday hosted virtual teach-ins on Republicans’ proposed cuts to health care, food security, education, and climate initiatives as part of their Big Billionaire Bill (also called budget reconciliation). Senator Markey, Representative Summer Lee (PA-12), and advocates discussed how these cuts would mean people lose their jobs, their health care, their ability to feed their families, and put the future of our country at risk—all to guarantee tax breaks for billionaires. The budget bill is currently being debated by Senate Republicans after House Republicans passed the Big Billionaire Bill in May.

    “It’s simple: Republicans want to rip health care from 16 million people, tear food away from hungry families, cut off access to education for working class Americans, kill jobs, raise energy bills, and slash efforts to make our air and water cleaner– all to pay for tax cuts for billionaires. They want to do this through hard-to-understand processes, back-room negotiations, and by lying to the American public about what these cuts will do,” said Senator Markey. “I am using every opportunity I can to guarantee people know Republicans are voting against their livelihoods, their lives, and their future if they support this bill. We have the power to stop these cuts. We cannot agonize – we must organize to end this big billionaire boondoggle once and for all. Our future depends on it.”

    “There’s nothing beautiful about forcing families to choose between taking their kids to the doctor or feeding them—but that’s exactly what this budget bill would do if it lands on Trump’s desk. I think about the mothers trying to stretch every dollar to keep the lights on, the laid-off workers who need help to get back on their feet, the kids who will go without health care, and the retirees who will go to bed hungry because they can’t afford groceries,” said Zab Martinez, an AFSCME member and Medicaid and SNAP eligibility specialist from Dane County, Wisconsin. “We cannot let this bill pass. I urge you to speak up, write your senators, and demand that they stand with working families, not for billionaire tax giveaways.”

    “Republicans’ Billionaire Tax Scam will take health care away from millions, food out of the mouths of children, and raise costs for everyday families all to give trillions in tax breaks to the wealthy and large corporations. This is a dangerous and irresponsible piece of legislation designed to benefit the richest Americans, while everyday families suffer – and we are going to continue to uplift the voices of the bipartisan majority of Americans who overwhelmingly oppose this harmful bill,” said Michael Linden, Director of Families Over Billionaires.

    “Why would Republicans in Washington gut the basic needs kids and disabled Americans rely on to get by when the cost of groceries and housing are going up? To give the wealthy a tax break. It’s an outrage, which is why over 60% of Americans who hear anything about congressional Republican’s Big Beautiful Betrayal hate it. Now is the time for citizens to learn the consequences of the congressional Republican plan and spread the word so we can stop this Medicaid massacre dead in its tracks,” said Joe Radosevich, Counselor at the Center for American Progress (CAP).

    “Rather than protect Medicare and Medicaid, this bill cuts them, denying healthcare to 14 million people. Rather than strengthen public education, it weakens it. Rather than feeding poor families, it rips food out of their mouths. Education is an opportunity agent, and federal supports should not be used as a piggy bank to defund our already underfunded public schools. The bill includes $20 billion for a reckless school voucher program in the guise of a tax shelter for the well-off. Vouchers syphon crucial funds away from public schools into private hands. They are directly responsible for some of the largest student achievement drops ever recorded and mostly go to parents with kids already in private school,” said Randi Weingarten, President of the American Federation of Teachers (AFT).

    “We have 1,600 workers at Ultium and their jobs are going to be at risk. These are good UAW jobs making $30 an hour, and this bill is going to threaten that. It could have a dramatic impact on the auto industry, on dozens of investments across the entire country,” said David Green, Director of United Auto Workers (UAW) Region 2B. “If we don’t use our voices, they’re going to continue to take them away from us. And we have to fight for what’s right. And I am always going to be on the front line fighting for good union jobs with benefits because that’s how we move this country forward and that’s how we build the middle class.”

    “The energy tax credits on the chopping block during this budget reconciliation process have been utilized by school districts all over the country to install renewable energy projects from roof-top solar arrays to ground-source heat pumps, saving millions of tax-payer dollars on utility bills. These savings can be used to increase teacher salaries and build resilience in communities as schools produce their own power and lighten the load on the energy grid, all while moving us toward a more equitable future powered by clean, renewable energy. In Nevada alone, Washoe County School District is set to receive a $1.7 million check for just one school and Clark County School District, the nation’s 5th largest, has at least five solar eligible projects, including an array on Northeast Career and Technical Academy that is also training future solar installers.  Please urge your Senators to save energy tax credits in their version of the budget reconciliation bill,” said Liz Becker, IRA Campaign Coordinator of the Progressive Leadership Alliance of Nevada (PLAN).

    “The big bad boondoggle bill puts West Virginian communities, especially those most vulnerable to pollution, at risk. With cuts to programs that would facilitate a fair economic transition in Appalachia, such as a grant program to replace gas vehicles with electric vehicles and clean energy tax credits, West Virginians are losing out on the chance for safe and good-paying jobs. Furthermore, cuts to air monitoring, greenhouse gas emission data collection, and environmental review resources make our communities less safe and informed about the air we breathe and the water we drink. West Virginians have suffered with generations of corporate pollution and economic exploitation, and this bill would roll back a critical chance to escape the cycle of environmental injustice on which this country was built,” said Dani Parent, Co-executive Director of West Virginia Citizen Action.

  • MIL-OSI New Zealand: Speech to Hospitality NZ Conference

    Good morning, 

    Thank you for inviting me to address the Hospitality Conference 2025 right here in Wellington today. I would like to begin by acknowledging:  

     

    • Nick Keene, National President of Hospitality New Zealand, 
    • Steve Armitage, Chief Executive of Hospitality New Zealand,
    • members of your Board, and 
    • the members of your team who keep it all running.  

     

    Thank you for the opportunity to be with you here today, to celebrate your success as an industry, and to share what has come through strongly – about how I – and the Government – can support you, our hard-working hospitality industry.  

       

    The last time I saw some of you, I was impressed by the ideas for reform coming from the inaugural Hospitality Summit – that was hosted at Parliament – in December. You made clear   your calls for levelling the playing field with off-licences – simplifying the complexities of licensing – and ensuring we support hospitality businesses to innovate and grow.  

     

    You’ve also made your opinions clear – through other channels – in conversations directly with me – in submissions to Councils – and in your submissions on central government law reform. You have spoken – a lot – and I have been and still am – listening. 

     

    This conference is another opportunity for our nation’s hospitality leaders, innovators, and operators to come together.  It is therefore an honour as the Minister responsible for alcohol policy, to outline some of the Government’s work for the sector.  I am here to reflect back what you have shared – and to talk about how we intend to respond. 

    As you heard earlier from my ministerial colleague, Hon Louise Upston – Minister for Tourism and Hospitality – this Government is focused on growth.  The hospitality and events sector contributes billions to our economy every year.  We know that tourism and hospitality    are areas where there is potential to grow our economy    and increase employment.   

     

    You’ve made it clear that smart changes to our current settings could make it easier to do business – run events – and drink responsibly.   I share your views that supporting a safe consumption environment brings both social and commercial benefits.  

     We know that most New Zealanders do drink responsibly, that going out for dinner with a friend,   going to a festival,   or getting a bottle of wine to enjoy at home – that is part of Kiwi culture, and rightly so. That demand is great for business, great for our culture sector, and great for fostering innovation.  

    I am cognisant of the fact that – at the same time – we need to keep New Zealanders safe. You will have seen that this government is committed to reducing violent crime.  On this front, the Hon Paul Goldsmith and I announced a Ministerial Advisory Group for victims of retail crime last year.  That group has already come back to us with a package of reforms which will give Kiwi businesses additional tools to deal with those who are robbing them of their livelihood and economic growth.

     

    We know that your industry has felt the effects of crime – that crime is bad for business and that it’s bad for the people making their way to and from    your business. 

    With this in mind, I’m carefully considering what would make the alcohol space safe for everybody.      However, crafting a considered – coordinated approach takes work – and I am still working through that –      but I want to outline a few key themes that have emerged from our ongoing dialogue:

     

    First, we need to provide more consistency and certainty for events.   

     

    Events are also a big part of the hospitality sector with huge benefits to your businesses – the economy at large – and to the people attending them.  

     

    You’ve raised concerns that special licensing can be inconsistent, and that it’s not always transparent to you why some conditions are required or not.  I am considering a better approach in this area, one that could recognise the range of events and their characteristics.   

     

    Variation will always be a part of this landscape, but I have asked for advice about how to be more consistent and transparent.  You’ve told us that dealing with multiple local Councils provides extra complexity – especially when touring an event    or artist    in multiple towns around the country – so I’m thinking about that too. 

     You’ve also expressed frustration – about the time-consuming process that central Government takes to pass licence exemptions for televised events like the Rugby World Cup. These are exciting events where we want to host both tourists and encourage New Zealanders to come out and celebrate together.  I’m looking at how we can streamline the process to make that happen without the usual rigmarole around getting an exemption.   

     

    Secondly, the process of getting and keeping a liquor licence should be easier. 

     

    Getting an alcohol licence is an important step obviously – for you, but it contributes to the outcomes we all want – everyone enjoying their night out, drinking responsibly – with you.  But I am aware that there are frustrations with the process, and I’m working on clearing the path and making it fairer for all.   

     

     You need a licensing process that is balanced – that can hear the right voices and take into account what the community wants.  That includes the business community – especially small businesses.   

     

    Keeping your licences – is just as important as getting them. I have heard your concerns that changes in the way local councils considers alcohol policy can create uncertainty for you.  However, we also recognise that it’s important for local communities to make the rules for their communities and not central government – but the rules must be fair, and evidence based if it is to quell harm. I’m thinking about how we can find solutions that work for everyone, I expect we will need to meet in the middle on some things – but certainty for businesses and safe communities are a goal. 

     

     Third, we need to keep everyone safe. 

     

    The hospitality industry is about people, and ensuring people are welcome and safe is what you do for a living. I know that the safety of your patrons, and your staff, is paramount.  If it wasn’t your businesses would fail. 

     

    Crime and harm will ruin a good night, and even a life, whether it’s out on Courtney Place, K-Road, or in their own homes.   Our festivals and events aren’t fun – if people get hurt. A safe society is a prosperous society.  

     

    I’m thinking about that too in our alcohol policy, about whether I need to change anything to drive down the violent crime which is causing harm in our communities. 

     

     Lastly, innovation should be supported. 

     

    Operating in a regulatory regime can mean that the law isn’t keeping up    with the innovative practice   shown by business.  The country needs businesses which use new ideas, knowledge and technology to develop better ways of doing things to help the New Zealand economy grow.  

     

    Reducing the regulatory burden on you means you can invest more in technology and innovation to diversify the economy – and, more importantly – give your customers a   good   time.  You’ve made it clear that you want to do things differently – that there are products and ways of working that you want to try.  And I reckon that consumers want that too!  

     

    For example, you will see today the work that the Department of Internal Affairs has done to get a framework for digital identity credentials up and running.  

     

    Five years ago we were only dreaming about the possibility of digital ID – but we are starting to see a shift to embracing technological solutions – and this government is serious about using these technologies. It’s important our regulatory systems keep up with this kind of innovation and encourage uptake, to make it easier for you to do business. 

     

    Finally, I want you to know – that the Government and I – are listening.  Even targeted, specific interventions are important for the businesses they effect.  You will have heard about the changes the Minister for Regulation is making to hairdressing and barber regulations, as an example.  

     

    I can think about some of the issues you’ve raised with me in this same way. No problem – nor business – is too small. 

      

    The feedback you’ve provided about regulatory barriers holding back innovation – is front of mind for me.  Where we can make changes easily, we should.  Where challenges are more complex, we will work together – to navigate them. 

     

    I reckon that I want many of the same things you do, and I’m appreciative of the concerns and successes you’ve shared with me to date.  You have identified the problems – and I am working on some of the solutions for you. 

     

    Thank you for inviting me here today – I’ve enjoyed the opportunity to discuss my thoughts with you.  I look forward to future discussions and encourage you all to keep going – momentum will build as our economy continues to grow – keep doing your amazing work.

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) unveiled draft legislation to invest in and improve the Health Care Fraud and Abuse Control Program (HCFAC). HCFAC was created to combat fraud across federal health programs, primarily Medicare and Medicaid. Cortez Masto’s legislation would strengthen the program and provide the government with a real, effective way to root out fraud and abuse in the health care system without kicking millions of Americans off of their health care. Footage of her speaking about this legislation today can be found here.

    In 2022, HCFAC related activities recovered $11 for every $1 the program spent to support health care audits and investigations. Following its investigations, HHS-OIG estimates that 2,332 individuals and entities were banned from doing business with Medicare and Medicaid as a result of alleged fraud and abuse. Infractions include egregious neglect of beneficiaries (like residents at nursing homes), inappropriate billing practices, and supporting fraudulent providers and suppliers.

    “As the former Attorney General of Nevada, I know first-hand the importance of investing in oversight for our government programs,” said Senator Cortez Masto. “This draft legislation increasing HCFAC funding is exactly what our agencies need to root out real fraud and abuse in Medicare and Medicaid while protecting Americans’ access to care. I hope to work with my colleagues on both sides of the aisle to make sure this commonsense, cost-effective bill becomes law.”

    HCFAC is a joint initiative by the Department of Health and Human Services Office of the Inspector General (HHS-OIG), the Department of Justice (DOJ), and the Centers for Medicare and Medicaid Services (CMS) to combat fraud across federal health programs, primarily Medicare and Medicaid. The program needs additional support and funding in order to keep pace with increasingly sophisticated health care fraud schemes.

    This draft legislation would increase mandatory HCFAC funding for HHS, CMS, and DOJ. This legislation would also allow HCFAC funding to be used to conduct oversight of all CMS programs, including the Affordable Care Act Insurance Marketplace and the Children’s Health Insurance Program (CHIP).

    Senator Cortez Masto has worked to strengthen the Medicare and Medicaid programs. She passed legislation to allow Medicare to negotiate lower drug prices and cap the cost of insulin at $35-a-month for Medicare recipients through the Inflation Reduction Act. She has also pushed pharmacy benefit managers to help continue to lower prescription drug costs. As Nevada Attorney General, Cortez Masto worked with the Nevada Medicaid Fraud Control Unit to go after bad actors, rooting out fraud and abuse within the system.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) spoke by phone with the CEO of SSM Health, Laura Kaiser, to discuss the impact that President Trump’s and congressional Republicans’ One Big Beautiful Bill Act will have on Medicaid, their hospitals, and the patients they serve. In short, the Republican bill will slash Medicaid coverage in order to pay for significant tax breaks for billionaires. In addition to serving the people of Illinois, SSM Health also has hospitals in Missouri, Wisconsin, and Oklahoma.

    The One Big Beautiful Bill Act cuts $800 billion from Medicaid and $300 billion from the Affordable Care Act (ACA), resulting in 16 million Americans losing health insurance coverage. Under the Republican bill, 498,674 people in Illinois, 250,397 people in Missouri, 199,430 people in Oklahoma, and 258,396 people in Wisconsin are projected to lose their health insurance coverage.

    “President Trump and congressional Republicans are coming for your health care to pay for tax cuts for billionaires. It’s as cruel as that,” said Durbin. “It doesn’t matter if you live in a red or blue state—16 million Americans will lose health coverage and hospitals will suffer as I discussed with SSM Health. These hospitals don’t just represent Illinoisans—they also serve the people of Missouri, Wisconsin, and Oklahoma. During our call, we discussed the horrible impacts this bill will have on their patients, especially children and in rural areas. I hope the Missouri and Oklahoma Senators as well as the senior Senator of Wisconsin will do the right thing for these hospitals and the people they represent and reject this cruel bill.”

    Under the One Big Beautiful Bill Act:

    1. Patients must first report their employment to obtain Medicaid coverage resulting in difficulties navigating the bureaucratic mess of hastily crafted verification systems.
    1. It halts provider taxes used by 49 states including Illinois to draw down a federal match to finance the Medicaid program—this provision blocks new or increased provider taxes, which will harm access to all patients in urban and rural hospitals.  
    1. It increases co-pays for Medicaid beneficiaries for doctor visits and prescriptions and allows providers to refuse to see patients who fail to pay—resulting in low-income patients forgoing care.
    1. And it fails to extend the enhanced premium tax credits for purchasing insurance on the exchange. These tax credits make insurance more affordable and resulted in the uninsured rate reaching a record low under President Biden.

  • MIL-OSI USA: Attorney General Alan Wilson announces Spartanburg Co. woman charged with Medicaid fraudRead More

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced that his office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) has arrested Mikalia S. Mitchell, 32 years old, of Pacolet, SC, on two counts of Forgery, value less than $10,000 {16-13-0010(A)}, and one count of Medical Assistance Provider Fraud {43-07-0060}. Mitchell was booked into the Spartanburg County Detention Center on June 12, 2025.

    An investigation by VAMPF revealed that, between August 1, 2024, and January 25, 2025, Mitchell is alleged to have knowingly and willfully caused false claims for payments to the South Carolina Department of Health and Human Services, the agency that administers the State’s Medicaid program. As a personal care attendant, Mitchell is accused of forging signatures on timesheets and submitting falsified records, claiming she provided services to two Medicaid beneficiaries when she did not.

    This case will be prosecuted by the Attorney General’s Office. 

    Forgery, value less than $10,000, is a felony and, upon conviction, has a penalty of up to five years in prison, a fine at the discretion of the court, or both. Medical Assistance Provider Fraud is a class A misdemeanor and, upon conviction, has a penalty of up to three years in prison and a fine of up to $1,000.  

    Pursuant to federal regulations, VAMPF has authority over Medicaid provider fraud; abuse and neglect of Medicaid beneficiaries in any setting; and the abuse, neglect, and exploitation of individuals residing in assisted living facilities or nursing homes. 

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

    The South Carolina Medicaid Fraud Control Unit, dba VAMPF, receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $2,889,252 for federal fiscal year 2025. The remaining 25 percent, totaling $963,084 for FFY 2025, is funded by South Carolina.

    STOPPING RADICAL ENVIRONMENTALISM: Today, President Donald J. Trump signed a Presidential Memorandum revoking an executive action issued by the prior administration that called for “equitable treatment for fish.”

    • Today’s Memorandum revokes the Biden Administration’s “Restoring Healthy and Abundant Salmon, Steelhead, and Other Native Fish Populations in the Columbia River Basin” Memorandum, which placed concerns about climate change above the Nation’s interests in reliable energy resources.
    • This Memorandum directs the Secretary of Energy, the Secretary of the Interior, the Secretary of Commerce, and the Assistant Secretary of the Army for Civil Works to withdraw from agreements stemming from Biden’s misguided executive action, including the December 14, 2023 Memorandum of Understanding (MOU) filed in connection with related litigation.
    • The specified agencies will coordinate with the Council on Environmental Quality to review and revise environmental review processes related to the matters in the MOU, save Federal funds, and withdraw from the MOU.

    RESTORING AMERICAN ENERGY DOMINANCE AND SECURING AMERICAN PROSPERITY: President Trump continues to prioritize our Nation’s energy infrastructure and use of natural resources to lower the cost of living for all Americans over speculative climate change concerns.

    • The MOU required the Federal government to spend millions of dollars and comply with 36 pages of onerous commitments to dam operations on the Lower Snake River.

    • The dam breaches would have eliminated over 3,000 megawatts of secure and reliable hydroelectric generating capacity—which is enough generation to power 2.5 million American homes.

Kennedy, Jr.’s decision to gut the Centers for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP) and appoint several members to the committee with a documented history of anti-vaccine ideology and peddling misinformation. In the letter, the lawmakers raise the alarm on the dangers of gutting the ACIP and urge Secretary Kennedy to immediately reappoint the members of the committee he fired.

    “We are deeply concerned by your decision to fire every member of the Centers for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP). This unprecedented action will strip Americans of the ability to make informed decisions about the benefits and risks of vaccinations — the complete opposite of ‘radical transparency’ and ‘good science,’” wrote the senators.

    The senators raised the alarm on the recent appointment of several members to the committee, “We are troubled by your recent announcement to appoint several members to the committee who have a documented history of anti-vaccine ideology and peddling misinformation. This unprecedented action will strip Americans of the ability to make informed decisions about the benefits and risks of vaccinations — the complete opposite of “radical transparency” and “good science”. We are troubled by your recent announcement to appoint several members to the committee who have a documented history of anti-vaccine ideology and peddling misinformation. Members that serve on this committee must undergo extensive vetting and disclose any conflicts of interest. This reckless move is also happening as our nation faces the largest measles outbreak in over 30 years.

    This decision appears to be a deliberate effort to repopulate the committee with anti-vaccine demagogues and continue pushing vaccine misinformation to the American people. According to the Kaiser Family Foundation, over 80 percent of parents with children under age 18 report that their children receive routine immunizations; however, a divide based on political ideology is growing. The reality is that most Americans trust the science behind vaccines — but through inaccurate information and politicization, you are eroding the trust in vaccines.

    This is just one action of many that the Department of Health and Human Services (HHS) has recently taken to undermine vaccine confidence in the United States. Just over two weeks ago, HHS reversed the CDC recommendations on COVID-19 vaccination. This decision was made without the consultation of ACIP or CDC, narrowing recommendations to exclude healthy pregnant people despite pregnancy increasing the risk for severe infection. Just a day later, HHS announced the termination of a contract with Moderna to develop a bird flu vaccine despite warnings of a future pandemic from infectious disease doctors and public health professionals. These deliberate efforts to sow doubt in the safety and efficacy of vaccines have real consequences — people will die.

    In addition to advising everyday Americans on their health decisions, ACIP recommendations also influence whether insurance will cover certain vaccines, making them accessible to insured Americans. Furthermore, ACIP determines the vaccine recommendations for the Vaccines for

    Children program, which ensures underinsured and uninsured children across the nation can access vaccines at no cost. Without these recommendations, vaccines will become out of reach for far too many Americans. These actions contradict your written responses to questions for the record from the Senate Finance Committee, in which you said “yes” in response to a question about your commitment to ensure there are no financial barriers to accessing safe and effective vaccines.

    Vaccines are safe and effective and have significantly reduced, and in some cases entirely eliminated, disease. With recent scientific advances in mRNA technology, vaccines are becoming easier and faster to produce in addressing today’s public health crises. It is critical that ACIP maintains its ability to develop science- and data-driven recommendations on vaccination without interference from anti-vaccine ideology.

    Patient safety and transparency is at the heart of ACIP — Americans deserve the ability to make informed decisions about their health. You are stripping Americans of the freedom to choose by your recent appointments to the committee by centering anti-vaccine ideology. Therefore, we demand that you recuse your personal views on vaccines and restore the ACIP. We urge you to immediately reappoint the members of the committee that you fired and remove those that you have recently appointed that have a documented history of peddling misinformation or undermining vaccine confidence.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, held a virtual press conference on U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr.’s unprecedented decision on Monday to fire every single member of the Centers for Disease Control and Prevention (CDC)’s Advisory Committee on Immunization Practices (ACIP). Dr. Helen Chu joined Senator Murray for the press conference, a professor of Medicine and Allergy and Infectious Diseases at the University of Washington School of Medicine, who was a member of ACIP until Monday—when she was fired by Secretary Kennedy alongside the entire panel of experts. Senator Murray and Dr. Chu laid out just how unprecedented and unthinkably dangerous this move is, and what it means for the future of vaccine policy and public health.

    On Wednesday, RFK Jr. announced eight new appointees to ACIP, including Dr. Robert Malone, a close adviser to RFK Jr. who downplayed the deaths related to one of the largest measles outbreaks in the U.S. in years, and Vicky Pebsworth, who is listed as a board member and volunteer director for the National Vaccine Information Center, a group that is notorious for spreading vaccine misinformation.  

    “RFK Jr. took a dangerous, practically unthinkable step to undermine public health and vaccine confidence—he fired every single member of CDC’s vaccine advisory panel,” said Senator Murray on today’s press call. “And he is already packing the panel with people who advocated letting COVID rip through communities, who serve as board members of vaccine disinformation groups, who promoted conspiracies and quack treatments for COVID and measles—and he is just getting started! It is really just about impossible to underscore how reckless and unprecedented this is. I mean, even some Republicans who voted for him—only did so after he convinced them he wouldn’t go this far.     “The means by which vaccines are recommended for use in the United States is a careful, deliberate and rigorous process that has been in place for over 60 years. ACIP is widely regarded as the international gold standard for vaccine decision-making. Other countries have, in the past, considered the United States as a model to guide their own vaccine policies because they could be sure decisions were unbiased and based on evidence. But that may no longer be the case,” said Dr. Helen Chu, a professor of Medicine and Allergy and Infectious Diseases at the University of Washington School of Medicine. Until Monday, Dr. Chu was also a member of ACIP until Secretary Kennedy abruptly dismissed the entire Committee this Monday. “We cannot dismantle a system that has allowed for open, evidence-based dialogue among experts, that has supported transparent, clear decision-making.  We cannot replace it with a process driven by one person’s beliefs. In the absence of an independent unbiased ACIP, we can no longer trust that safe and effective vaccines will be available to us and the people around us. I worry about the health and safety of people in our country—and the future of our public health infrastructure.”

    Senator Murray forcefully opposed the nomination of notorious anti-vaccine activist RFK Jr. to be Secretary of HHS, and she has long worked to combat vaccine skepticism and highlight the importance of scientific research and vaccines. Murray was also a leading voice against the nomination of Dr. Dave Weldon to lead CDC, repeatedly speaking up about her serious concerns with the nominee immediately after their meeting. In 2019, Senator Murray co-led a bipartisan hearing in the HELP Committee on vaccine hesitancy and spoke about the importance of addressing vaccine skepticism and getting people the facts they need to keep their families and communities safe and healthy. Ahead of the 2019 hearing, as multiple states were facing measles outbreaks in under-vaccinated areas, Murray sent a bipartisan letter with former HELP Committee Chair Lamar Alexander pressing Trump’s CDC Director and HHS Assistant Secretary for Health on their efforts to promote vaccination and vaccine confidence.

    Senator Murray has been a leading voice in Congress against RFK Jr.’s dismantling of HHS and attacks on America’s public health infrastructure, raising the alarm over HHS’ unilateral reorganization plan and slamming the closure of the HHS Region 10 office in Seattle and the CDC’s National Institute for Occupational Safety and Health (NIOSH) Spokane Research Laboratory. Senator Murray has sent oversight letters and hosted numerous press conferences and events to lay out how the administration’s reckless gutting of HHS is risking Americans’ health and safety and will set our country back decades, and lifting up the voices of HHS employees who were fired for no reason and through no fault of their own.

    “And these recommendations affect whether health plans—including Medicare and Medicaid—are required to cover vaccines at zero cost to patients or insurance companies can force Americans to foot the bill for vaccines that keep them safe or parents get guidance about which vaccines their children should receive and when.

    “Guess what happens when vaccines become more expensive for patients? Guess what happens when Trump’s highest-ranking health official ignores the facts and tells people our vaccine experts can’t be trusted? Guess what happens when RFK Jr. packs the CDC advisory committee wall-to-wall with his favorite anti-science grifters and conspiracy pushers?

    “Fewer people are going to get vaccinated. This is not rocket science.

    “Maybe they think—because of RFK’s Jr.’s disinformation—that measles isn’t a big deal. Maybe they think—incorrectly—that it’s safer to get whooping cough than the vaccine. Maybe they just can’t afford it anymore—because the vaccine they wanted to protect their family is no longer covered by insurance.

    “Whatever the reason, the result is going to be the same. Diseases we can fight—diseases we can prevent—spreading like wildfire through our communities, through our schools, through our nursing homes. Kids are going to be hospitalized, even killed, all because one conspiracy theorist thinks he knows better than qualified medical experts, and centuries of research.

    “We’ve already seen an historic measles outbreak on RFK Jr.’s watch. His response to it has been a complete disaster, promoting quack cures and spreading lies about vaccines, as cases skyrocket.

    On how the OBBB presents the largest tax increase in American history:
    “… This bill is going to prevent the largest tax increase in American history. This is going to mean $1,000 a month of Americans getting to keep their own hard-earned money. Look, it is tense up here in its own world, but I just never seen the Republican caucus so together, and this is a Republicans only exercise right now. The Democrats will not support these tax cuts.”
    On what the OBBB will do for farmers and ranchers:
    “I’m just so, so proud of what we’ve done on the agriculture portion of this, first of all, $50 billion for crop insurance, $50 billion for the Title One programs, the ARC and the PLC, and that’s mandatory spending … over the next 10 years, you put those together, there’s $100 billion that we’re going to help with crop insurance and the Title One funding.
    “But you know, first and foremost, farmers are businessmen and women, right? So, making these Trump tax cuts permanent, and I’m talking about bonus depreciation, and 199A – your listeners know exactly what I’m talking about – Those are very important.
    “There’s also a tax credit called 45Z, which is vitally important to rural America. This is how we’re going to take soybeans or corn and turn it into jet fuel. But we need a tax credit to get that, to get that industry up and going as well. So those are just a few examples of how this is going to help American farmers and rural America.”
    On protecting Medicaid and Medicare for rural Americans:
    “Well, look, we’re going to protect Medicaid. We’re going to make it better. We want to strengthen it for those who need it the most. And like you said, I know as much about a rural hospital as anybody does up here. They’re actually much more dependent upon Medicare, but Medicaid has a little bit of influence, so we’re going to do our best to make sure there’s a carve-out to protect those rural hospitals. There aren’t that many of them; the critical access hospital system is much different; they’re guaranteed a Medicare Plus rate as well. So, we’ll do our very best.
    “But the very best thing we could do for those hospitals is give them a strong agricultural economy. Hospitals are a reflection of the economy. They don’t drive the economy. So anything we can do to help the American farmer is going to help those hospitals as well.”
    On strengthening SNAP and making it better for those who need it most:
    “Look, we’ll probably not go quite as deep with this as maybe the House did, but 80, at least 70% of Americans want some type of work requirements. And that’s what our focus will be is a work requirement. We have 7 million healthy American men out there, working age, who are not working. 7 million of them. And they’re on Medicaid and they’re on food stamps – let’s help those people find a job. I hear there are a lot of jobs in rural America, so if you don’t have a job, we’ll train you up. We’ll get you out there working on the pipeline or the oil field or out there on some of these farms as well.”
    “… I don’t want anyone to go to bed hungry – we’re not going to let that happen. But on the other hand, it would be good for the health of these people who can work, to get them back and work. And again, I think 70% of Americans generally support these, some type of work requirements if you’re on government aid.”
    On the next steps for the OBBB:
    “Look, we’re still in the seventh inning here. It’s the seventh inning stretch when we get pen to paper by this weekend, I think the real debates will start next week, as we start trying to move, you know, a million dollars here and a million dollars there. But I just want everyone to rest assured, I’m going to be out there speaking for rural America – speaking for agriculture, protecting 45Z, protecting crop insurance, protecting these reference prices, [and] trying to grow the rural American economy as well.
    “So, I just can’t emphasize enough, I was just with the President, I think it was last Thursday, I was at the White House again yesterday, that this President has the back of farmers and ranchers, and we’re going to do everything we can to make them successful as well.”

    “The State Revolving Loan Fund Program is an essential tool in helping Kansas communities maintain and repair aging infrastructure in their drinking water and wastewater treatment systems,” said Leo Henning, Deputy Secretary and Director of Environment for the Kansas Department of Health and Environment. “This critical funding is not a federal handout, as it provides reliable assistance through low-interest loans that are repaid.     Full funding for the U.S. Bureau of Reclamation’s WaterSMART Grant Program, which provides financial and technical assistance to local governments, water districts, tribes, and irrigation authorities for the planning, design, and construction of water recycling and reuse projects in Kansas. 

    Robust funding for numerous programs, including:

    Drinking Water State Revolving Fund (DWSRF), which helps Kansas communities finance upgrades to public water systems, ensuring safe and compliant drinking water for residents. 

    Clean Water State Revolving Fund (CWSRF), which provides low-interest loans to Kansas communities for wastewater infrastructure projects that protect and improve surface water quality. 

    Rural Community Assistance Partnerships (RCAPs), which deliver technical assistance, training, and capacity-building support to rural Kansas communities to help them plan, finance, operate, and maintain safe drinking water, wastewater, and solid waste systems. 

    The USDA Rural Development Water & Waste Disposal Program, which offers long-term, low-interest loans and grants to rural communities for the acquisition, construction, or improvement of drinking water systems, sanitary sewage, solid waste disposal, and stormwater draining infrastructure

  • MIL-OSI Africa: Namibia: The Chinese Embassy Donates Mattresses to Local Hospital

    On June 6, the Chinese Embassy in Namibia donated a batch of mattresses to pediatric patients in Gobabis District Hospital. Namibian Officials including Hon. Pijoo Nganate, Governor of Omaheke Region, Hon. Ruth Masake, Deputy Minister of Agriculture, Fisheries, Water and Land Reform, Ms. Tuyakula Haipinge, Executive Director of the Office of the Prime Minister attended the handover ceremony and gave speeches respectively. The Namibian Broadcasting Corporation (NBC) covered the event on the scene.

    In her speech on behalf of Namibian Prime Minister Rt. Hon. Dr. Elijah Ngurare, Ms. Haipinge expressed sincere gratitude to the Chinese government for its long-term strong support in the areas of health, education, agriculture to Namibia in achieving national objectives. Governor Nganate and Deputy Minister Masake said that the mattresses donated by the Chinese Embassy are very handy for child patients in the hospital to get through winter warmly.

    On behalf of Ambassador Zhao Weiping, Minister Counselor Shen Jian delivered a speech saying that the sector of health has always been a priority for China’s development assistance cooperation with Namibia. During the FOCAC 2024 Beijing Summit, President Xi Jinping announced that China will work with Africa to take Ten Partnership Actions for Modernization, which included the partnership action for health. China is actively implementing relevant achievements and is ready to work with Namibia to strengthen cooperation in the field of health.

    Health Cabinet Secretary Hon. Aden Duale today appeared before the National Assembly Committee on Delegated Legislation, chaired by Ainabkoi MP Hon. Samuel Chepkonga, to discuss the Social Health Insurance (Tariffs for Healthcare Services) Regulations, 2025 (Legal Notice No. 56 of 2025). The session was held at Bunge Towers, Nairobi.

    During the engagement, Hon. Duale provided a comprehensive briefing on the scope of services covered under the tariff structure, anchored on the three key health funds established under the Social Health Authority:

    1. Primary Health Care Fund – Supports access to preventive and basic healthcare services, with a focus on community-level interventions, disease prevention, and health education.
    2. Social Health Insurance Fund – Provides coverage for essential medical services, targeting routine and necessary treatments to ensure members receive comprehensive healthcare.
    3. Emergency, Chronic and Critical Illnesses Fund – Offers financial protection for high-cost and urgent medical needs, including long-term and specialised care.

    The CS also explained the use of means testing during SHA registration to determine eligibility for government support based on income and assets. He highlighted the Lipa SHA Pole Pole initiative—an instalment-based contribution model—and the planned shift from monthly to annual payment cycles to enhance flexibility and compliance.

    Hon. Duale reaffirmed the Ministry’s commitment to good governance, transparency, and robust public participation in the formulation of statutory instruments, in line with the Statutory Instruments Act, Cap. 2A.

  • MIL-OSI Africa: Kenya Bolsters Immunisation Drive as Cabinet Secretary (CS) Hon. Aden Duale Flags Off 6.2 Million Vaccine Doses to Counties

    Health Cabinet Secretary Hon. Aden Duale  flagged off 3 million doses of BCG (used to prevent tuberculosis) and 3.2 million doses of Oral Polio Vaccine (OPV) at Afya House, Nairobi, marking a major boost to Kenya’s national immunisation programme.

    During the flag-off, the CS called on all county governments—through the Council of Governors (CoG) and their County Executive Committee Members (CECMs) for Health—to prioritise the collection of the vaccines from regional depots and ensure timely distribution to health facilities, particularly in remote and underserved areas.

    Hon. Duale commended the government for moving with urgency to facilitate the delivery of the vaccines, describing it as a strong demonstration of Kenya’s commitment to safeguarding the health of its children.

    He acknowledged immunisation partners, including UNICEF, for their rapid procurement and delivery of the vaccines, and reaffirmed the Ministry’s commitment to working closely with all stakeholders to minimise disruptions and sustain the country’s immunisation momentum.

    Parents and Caregivers across the country are encouraged to visit local health facilities to have their children vaccinated and catch up on any missed doses.

    Washington (June 12, 2025) – Following House Republicans’ passage of a bill that would impose the largest cuts to health care in U.S. history, slashing funding for Medicaid and the Affordable Care Act by more than $1 trillion and triggering more than $500 billion in Medicare cuts, Senator Edward J. Markey (D-Mass.), Ranking Member of the Health, Education, Labor, and Pensions (HELP) Subcommittee on Primary Health and Retirement Security, Democratic Leader Chuck Schumer (D-N.Y), Senator Ron Wyden (D-Ore.), Ranking Member of the Finance Committee, and Senator Jeff Merkley (D-Ore.), Ranking Member of the Budget Committee, released detailed data from the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill concluding that Republican health care cuts could place over 300 rural hospitals across the U.S. at disproportionate risk of closure, conversion, or service reductions. The data is based on financial indicators including: share of Medicaid patients served, previous years of negative total margins, and data modeling on future financial distress.
    The lawmakers also sent the data in a letter to President Trump, Leader John Thune, and Speaker Mike Johnson, writing, “Addressing the crisis in rural health care access is a national, bipartisan priority, and it should be bipartisan to not worsen that crisis. However, if your party passes these health care cuts into law, Americans in rural communities across the country risk losing health care services and jobs supported by their local hospitals. We urge you to read the attached report and reconsider your position. It is not too late to stop these cuts. Billionaire tax breaks are not worth the cost to American lives and livelihoods.”
    The response from the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill states, “Substantial cuts to Medicaid or Medicare payments could increase the number of unprofitable rural hospitals and elevate their risk of financial distress. In response, hospitals may be forced to reduce service lines, convert to a different type of health care facility, or close altogether.” The data shows the following regarding at-risk rural hospitals:
    Over 338 rural hospitals are at particular risk of closure, conversion, or service reduction from substantial health care cuts because the hospitals either take a high relative share of Medicaid patients, or have experienced 3 years of negative total margins, or both. This includes 33 hospitals in Louisiana, 35 hospitals in Kentucky, and 21 hospitals in Oklahoma.
    In Alaska, 4 rural hospitals – more than 40 percent of rural hospitals with available data – serve high concentrations of Medicaid patients.
    In West Virginia, nearly a quarter of rural hospitals are serving high concentrations of Medicaid patients, and 15 percent of rural hospitals are at the highest relative risk of financial distress.
    In Alabama, 8 rural hospitals – nearly 20 percent of rural hospitals with available data – are in the highest relative risk category of financial distress.
    In Tennessee, 9 rural hospitals – or 18 percent of rural hospitals in the state with available data – have experienced 3 years of negative total margins, and 9 rural hospitals are at highest relative risk of financial distress.
    In the face of these Republican cuts, a majority of adults living in rural areas are concerned that health care cuts will “negatively impact hospitals, nursing homes, and other health care providers in [their] community.” Rural hospitals are struggling; in 2023, there were 50 fewer rural hospitals than in 2017, and a lack of health care access in rural America is contributing to worse health outcomes. Faced with additional cuts to their revenue, many rural hospitals may be forced to stop providing certain services, including obstetric, mental health, and emergency room care, convert to clinics or standalone emergency centers, or close altogether. Rural hospitals are often the largest employers in rural communities, and when a rural hospital closes or scales back their services, communities are not only forced to grapple with losing access to health care, but also with job loss and the resulting financial insecurity.
    “If Republicans plan to pass drastic cuts to Medicaid and Medicare and effectively repeal the Affordable Care Act, communities should know exactly what they stand to lose,” said Senator Markey. “These health care cuts won’t just kick millions off their insurance. These cuts will plunge hospitals across the country into financial chaos, and as this data demonstrates, hundreds of rural hospitals across the country may be forced to stop providing care, limit their services, or close altogether. If hospitals close, many rural communities will lose the biggest employer they have. Seniors, the disabled, and pregnant people will have to travel farther to access care. Families will lose access to care. People will die. The more information we have about this bill, the worse it seems. No life or job is worth a yes vote on this big billionaire bill. We must make sure every American can see how Republicans are willing to pay for billionaire tax breaks with people’s lives, and we must defeat this ugly bill.”
    “As this report proves, the Republicans’ ‘Big, Ugly Betrayal’ is a matter of life and death for millions of Americans. The cruel and far-reaching cuts to Medicaid and the Affordable Care Act are putting hundreds of rural hospitals at risk of closure, limiting services, or mass layoffs,” said Leader Schumer. “Rural Americans already face more obstacles to getting healthcare and many are the lifeblood and major employers of their communities, all of which Republicans are risking to pay for tax cuts for billionaires.”
    “As I hold town hall meetings in each of Oregon’s 36 counties, I frequently hear about struggles folks have in accessing health care in their communities. This isn’t a red state or blue state issue. Medicaid helps every state – especially rural communities,” said Senator Merkley. “More than 300 rural hospitals will be at risk of shutting down – in Oregon and across the country – if Republicans betray middle class families and make these drastic cuts to Medicaid, all so that billionaires can pay less in taxes. This is the Republican plan: families lose, and billionaires win.”
    The lawmakers sent a letter to the Sheps Center director on June 4, 2025, requesting the Center’s expert analysis of how this bill will impact rural hospitals and the communities they serve, particularly inquiring about which rural hospitals in the country treat the highest share of Medicaid recipients; how many rural hospitals are currently in financial distress or at risk of closure; and if the health care cuts in the House-passed budget reconciliation bill were to become law, would the rural hospitals with the highest share of Medicaid recipients or that are currently in financial distress face risk of closure or have to reduce services.

  • MIL-OSI USA: High-ranking U.S. military officials agree: Trump’s takeover of Los Angeles is illegal

    What you need to know: Former secretaries of the Army and Navy and retired four-star admirals and generals filed an amicus brief in support of the Governor’s motion to block the Trump administration’s illegal militarization of downtown Los Angeles.

    SACRAMENTO – Veterans of the U.S. Air Force, Army, Coast Guard, Marine Corps, and Navy, who collectively served under each president from John F. Kennedy to Barack H. Obama,  recently filed an amicus brief in support of Governor Gavin Newsom’s motion to stop President Trump’s illegal takeover of California National Guard units and deployment of the Marines to downtown Los Angeles. 

    “Veterans of our military agree that President Trump’s takeover of Los Angeles is not only illegal – it poses a dangerous and serious risk to Americans who may find themselves in the crosshairs of troops ordered to act against their fellow Americans.”

    Recently, several veterans and veteran rights’ groups came together to decry Trump’s militarization of California. 

    Illegal militarization 

    On June 7, one day after the protests began, President Trump issued a memorandum purporting to authorize the DOD to call up 2,000 National Guard personnel into federal service for a period of 60 days, and declaring a “form of rebellion against the authority of the Government of the United States” and directing the Secretary of Defense to coordinate with state governors and the National Guard to commandeer state militias. 

    The action puts state sovereignty in danger, as his order was not specific to California and suggests that the President could assume control of any state militia. 

    The U.S. Constitution and the Title 10 authority the President invoked in the memo require that the Governor consent to federalization of the National Guard, which Governor Newsom was not given the opportunity to do prior to their deployment and which he confirmed he had not given shortly after their deployment. The President’s unlawful order infringes on Governor Newsom’s role as Commander-in-Chief of the California National Guard and violates the state’s sovereign right to control and have available its National Guard in the absence of a lawful invocation of federal power.

    Additionally, DOD is now expanding the duties of these federal soldiers, ordering them to assist ICE agents in civilian law enforcement activities — including arresting and detaining immigrants and others who may be suspected or accused of interfering with ICE — a direct violation of the U.S. Constitution and the rights of American citizens. 

    Cleaning up Trump’s mess

    On Saturday, there were 250+ protesters pre-National Guard deployment. On Sunday, the protesters grew to 3,000+ after the federal government commandeered the National Guard. Their presence is inviting and incentivizing demonstrations.

    Since President Trump’s impulsive memo and actions to send the military to the Los Angeles region, the state continued to work with local partners to surge additional state and local law enforcement officers into Los Angeles to clean up President Trump’s mess.  Local and state law enforcement has had to intervene to protect public safety. Federal soldiers are currently standing sentry outside federal buildings, with local and state law enforcement doing all of the work. 

    The President’s actions have not only caused widespread panic and chaos, but have unnecessarily created an additional diversion of resources as the state tries to calm a community terrorized by this reckless federal action

    Hypocrisy on full display

    President Trump agrees he’s breaking the law in California — here’s the evidence.

    In 2020, Trump said he wouldn’t federalize National Guard members without the approval of the state’s Governor first. His own Department of Homeland Security leader said just last year that federalizing the National Guard would be a direct attack on state rights.     South Australian beaches have been awash with foamy, discoloured water and dead marine life for months. The problem hasn’t gone away; it has spread.

    Devastating scenes of death and destruction mobilised locals along the Fleurieu Peninsula, Yorke Peninsula and Kangaroo Island. The state government has hosted emergency meetings, most recently with marine and environment experts from around Australia, and issued weekly updates.

    Unfortunately, there are few ways to stop the bloom. Scientists had hoped strong westerly winds would break it up and push it out to sea. But so far, the wild weather has just pushed it through the Murray Mouth into the Coorong. And even if the bloom is washed away this winter, it could return in spring.

    This bloom represents a stark warning to coastal communities, as well as tourism, seafood and aquaculture industries. It’s a sign of what’s to come, in Australia and around the world, as the oceans warm.

    An unprecedented algal bloom

    The first sign of trouble came in March this year, when dozens of surfers and beachgoers fell ill. Many reported sore eyes, coughing or trouble breathing.

    Water testing soon revealed the cause: a harmful algal bloom of Karenia mikimotoi.

    Most people felt better within hours or days of leaving the beach. But marine life of all kinds was washing up dead or dying.

    Fish habitat charity OzFish set up a new citizen science project to capture the data, using iNaturalist.

    OzFish SA project manager Brad Martin told a public forum the bloom was like an “underwater bushfire”, adding:

    It’s suffocating fish, it’s taking the oxygen out of the water and it’s producing toxins.

    Photos of dead fish, seahorses, octopuses and rays were already circulating on social media. So OzFish encouraged people to start using iNaturalist, to identify the species and capture the data.

    The data shows more than 200 species of marine creatures died, including 100 types of fish and sharks. This includes popular recreational fishing species such as flathead, squid, crabs and rock lobsters.

    Almost half the deaths were ray-finned fish species. A quarter were sharks and ray species. Then came soft-bodied “cephalopods” such as cuttlefish and octopus, and crustaceans such as crabs, lobsters and prawns.

    Most of these species live on or near the sea floor with small home ranges. As in a bushfire, they have little chance of escape. Other fish that live in the open ocean, such as whiting, snapper and tuna, can swim away.

    The culprit

    K. mikimotoi is a type of microalgae. It uses sunlight and carbon dioxide to grow and divide, releasing oxygen.

    In calm conditions, with plenty of light and warmth, the algal cells divide rapidly. Ideal conditions for algal growth are becoming more common as the climate changes and seas warm.

    Algal toxins are known to cause illness and sometimes death in humans, pets and livestock.

    K. mikimotoi is lethal to marine life, not humans. But the toxic effects in marine life are complicated and poorly understood.

    The algae irritates fish gills, causing cell death and bleeding. It also causes hypoxia, or lack of oxygen in the blood. And when the algae die off, decomposition consumes huge amounts of oxygen – leaving marine life to suffocate.

    Scientists now suspect other Karenia species may be involved too, due to the detection of brevetoxins in shellfish. This is the first detection of brevetoxins in Australia.

    What can be done?

    A marine heatwave is largely to blame. Sea surface temperatures have been 2.5°C warmer than usual since September. Relatively calm conditions, with little wind and small swells, also enabled the bloom to grow. Now it’s a matter of waiting for strong westerly winds to blow it all away.

    The latest update shows sea surface temperatures have stabilised. But deeper gulf and shelf waters remain 1–2°C above average for this time of the year.

    Climate change is making future blooms more likely. So tackling climate change is one way to help.

    Another is minimising the runoff of nutrients into waterways. Microalgae can be found anywhere with enough water, light and nutrients. So reducing pollution can help reduce the risk of algal blooms.

    This includes better management of fertiliser on farms and in home gardens. Lower levels of nutrients such as nitrogen and phosphorous will reduce the risk of future blooms in marine and inland waterways.

    When it comes to blue-green algae, flushing with freshwater and stirring it up can disperse the colonies and prevent a bloom.

    Monitoring is also important. OzFish encourages South Australians to continue providing photo reports via iNaturalist. Any new fish kills should also be reported to the state government.

    Microalgae are not all bad

    It’s worth remembering life on Earth wouldn’t exist without microalgae. These tiny organisms produced 60% of the oxygen in the atmosphere today, and play an important role in balanced ecosystems.

    The algae spirulina is a common dietary supplement. Microalgae are also potentially useful for water recycling, as a renewable biofuel and for capturing and storing greenhouse gases.

    Heeding the lessons

    Once a harmful algal bloom begins, it will persist for as long as conditions remain suitable.

    This bloom already has lasted three months, and there’s no guarantee the end is near.

    Recovery will be slow, as shown in the historical record and other parts of the world. And the risk of a repeat event is high.

    Further research is needed to keep these ancient organisms in check.

    MONTGOMERY – Governor Kay Ivey on Thursday announced the appointment of Laurie Hoyt to serve on the Baldwin County Circuit Court.

    “A longtime resident of Baldwin County, Judge Hoyt is well versed in the law, both criminal and civil,” said Governor Ivey.  “She brings to the bench a broad range of legal experience spanning from private practice to representing the public’s interests in a major state agency.  I am confident she will honorably serve the people of Baldwin County as the newest circuit judge on the 28th Judicial Circuit.”

    “I am honored and grateful that Governor Ivey appointed me to serve as the next Circuit Court Judge in Baldwin County,” said Judge Hoyt.  “I look forward to serving the citizens of Baldwin County and working hard on their behalf.”

    Hoyt assumes the judgeship position vacated by Baldwin County Circuit Court Judge Carmen Bosch who announced her retirement on June 4, 2025.

    Hoyt began her legal career at the firm of James Dorgan, PC, in Fairhope, while also serving as an adjunct substitute Business Law professor at Spring Hill College.  Afterwards, she devoted 18 years as an attorney with the Alabama Department of Human Resources.  As an Assistant Attorney General, she represented the Department in all legal matters, including juvenile and domestic relations cases and complex litigation, and administrative personnel hearings and administrative child abuse/neglect hearings in Baldwin and Escambia counties.

    Hoyt received her Bachelor of Science degree from Spring Hill College in Mobile in 2002 and her Juris Doctor from Loyola University College of Law in 2006.

    Laurie Hoyt and her husband, Baldwin County District Judge Michael Hoyt, have three children and live in Daphne, Alabama.

    Hoyt’s appointment is effective immediately.

  • MIL-OSI USA: Fugitive Physician Sentenced to Prison in Medicare Fraud Scheme

    A California physician was sentenced today in Los Angeles to 54 months in prison for health care fraud arising from her false home health certifications and related fraudulent billings to Medicare. She is a fugitive and was sentenced in absentia.

    According to court documents, Lilit Gagikovna Baltaian, 61, of Porter Ranch, was a physician licensed to practice in California and an enrolled Medicare provider. From approximately January 2012 to July 2018, she falsely certified patients to receive home health care from at least four Los Angeles area home health agencies. These certifications were used by the home health agencies to fraudulently bill Medicare. In some instances, Baltaian pre-signed blank, undated physician certification forms knowing that the home health agencies would falsify the forms to make appear that she had seen the Medicare beneficiaries and made clinical findings to support the need for home health care, when she had done neither.   • MIL-OSI Security: Fugitive Physician Sentenced to Prison in Medicare Fraud Scheme

    A California physician was sentenced today in Los Angeles to 54 months in prison for health care fraud arising from her false home health certifications and related fraudulent billings to Medicare. She is a fugitive and was sentenced in absentia.

    According to court documents, Lilit Gagikovna Baltaian, 61, of Porter Ranch, was a physician licensed to practice in California and an enrolled Medicare provider. From approximately January 2012 to July 2018, she falsely certified patients to receive home health care from at least four Los Angeles area home health agencies. These certifications were used by the home health agencies to fraudulently bill Medicare. In some instances, Baltaian pre-signed blank, undated physician certification forms knowing that the home health agencies would falsify the forms to make appear that she had seen the Medicare beneficiaries and made clinical findings to support the need for home health care, when she had done neither. Baltaian received cash payments related to these referrals and also separately billed Medicare for signing the fraudulent certifications.

  • MIL-OSI USA: Grassley-Wyden Report Exposes How Organ Procurement Organizations Game the System, Fail to Adequately Address Conflicts of Interest

    WASHINGTON – Sens. Chuck Grassley (R-Iowa), a senior member and former Chairman of the Senate Finance Committee, and Ron Wyden (D-Ore.), current Ranking Member, released the results of their bipartisan investigation into nonprofit Organ Procurement Organizations (OPO), which are responsible for obtaining donated organs for transplant and research in the United States. 
    The senators’ staff report reveals additional transparency is needed to strengthen the integrity of the organ procurement network and ensure the health and safety of organ donors and recipients. The investigation confirms the senators’ long-standing concerns, outlining examples of abuse to boost performance ratings and inadequate efforts by OPOs to identify and resolve conflicts of interest.  
    Building on their nearly two decades of work to bring accountability to the organ donation system, Grassley and Wyden launched their investigation in the 118th Congress. As of 2024, 170 million Americans are registered organ donors. Since 1988, nearly 1.1 million life-saving transplants in the U.S. have been made possible from more than a half-million organ donors.  
    “As millions of American families know first-hand, the organ donation system is a matter of life and death. It’s critical to restore integrity to this system and to strengthen the public’s trust in it. Our investigation uncovered clear examples of OPOs exploiting a loophole in direct opposition to congressional intent. We also uncovered OPOs’ failure to clearly and effectively address conflicts of interest. Together, we are working to ensure the stewardship of precious organs is transparent, accountable and effective in order to save lives,” Grassley said. 
    “Americans expect the national organ transplant system to be fair and efficient so as many patients as possible receive the life-saving donation they need,” Wyden said. “Organ procurement organizations are a key link in this chain, and this investigation demonstrates there’s still more work to be done to improve the system. I look forward to building on our work to make the organ procurement network accountable and successful on behalf of American families who are counting on a transplant.”

    In the course of its investigation, staff reviewed internal research protocols and conflicts of interest documents produced by seventeen OPOs, including One Legacy, Donor Alliance, LifeQuest Organ Recovery Services, Indiana Donor Network, Kentucky Organ Donor Affiliates, Mid-America Transplant, New Jersey Organ and Tissue Sharing Network, LifeBanc, Lifeline of Ohio, Texas Organ Sharing Alliance, LifeCenter Organ Donor Network, Midwest Transplant Network, Versiti Wisconsin, LifeShare Network, Gift of Life Donor Program, Tennessee Donor Services and New Mexico Donor Services. 
    Pancreata Loophole:
    The Centers for Medicare & Medicaid Services (CMS) can re-certify OPOs if they meet certain standards. However, CMS has never decertified an OPO, allowing organizations to face little-to-no consequences for underperformance. To enhance accountability, CMS released a final rule in 2020 to update OPOs’ performance metrics. 
    The rule created a loophole allowing pancreata recovered for research to be counted toward recertification, without clear verification the organs were actually used to advance research. Since the CMS rule was finalized five years ago, pancreata recovered for research by OPOs has increased more than four-fold, without a matching increase in researchers’ demand. 
    Grassley and Wyden have sounded the alarm on the pancreata loophole for over three years, beginning with an April 2022 letter to then-Health & Human Services (HHS) Secretary Becerra and CMS Administrator Brooks-LaSure. 
    The investigation also found serious concerns regarding OPOs’ relationships with third-party research clearinghouses and biobanks. After handing over procured pancreata to third party research arrangements, OPOs had little-to-no ability to verify the organs were utilized for research or that the research conducted was appropriate. OPOs surveyed by the senators reported an 850% increase in pancreata recovered for research without reporting a clear and corresponding research benefit. 
    This undermines HHS oversight and allows underperforming OPOs to inflate their performance at the cost of critically ill patients. The loophole directly violates congressional intent, including the Pancreatic Islet Cell Transplantation Act of 2004.  
    Conflicts of Interest:
    Grassley and Wyden asked eight OPOs to disclose their conflicts of interest policies. Their investigation found CMS does not require uniform conflict of interest policies and procedures, which caused key differences between conflict of interest definitions, as well as who is covered under conflict of interest policies. 
    Despite overwhelming evidence OPOs should address allegations of conflicting business and financial relationships, the Organ Procurement and Transplantation Network (OPTN) is not required to collect details on financial relationships, board member compensation or affiliated businesses. The investigation also found that OPTN and its former sole contractor, the United Network for Organ Sharing (UNOS), failed to act following formal complaints about financial conflicts of interest. 
    Recommendations:
    CMS should clarify the requirements and expectations of OPOs reporting pancreata to be counted toward certification or recertification, to ensure OPOs are following the law and congressional intent.
    CMS should further clarify OPO conflict of interest policies to make clear that OPO governing boards and medical advisory boards, as well as CMS surveyors, monitor actual and potential conflicts.
    OPOs should clearly define policy coverage, scope of conflicts and disclosure procedures.
    OPOs should ensure board involvement, oversight and recording.  
    Background: 
    Grassley and Wyden have long sounded the alarm regarding conflicts of interest within the transplant system. In 2020, they wrote to HHS saying, “OPOs have greater financial incentives to focus more on tissue recovery compared to their incentives to recover lifesaving organs.”   
    A 2022 Senate Finance Committee hearing and staff report highlighted a 2012 case involving the Alabama Organ Center (AOC) and its Executive Director who, according to a whistleblower complaint, participated in a “money laundering” scheme and violated AOC’s own “Standard Operating Procedure.” Following multiple apparent financial conflicts between OPOs and outside entities, Grassley and Wyden sent a letter in 2023 requesting answers on certain OPOs’ financial interests and business relationships.   
    Grassley and Wyden are also the authors of bipartisan Securing the U.S. Organ Procurement and Transplantation Network Act, which marked the first reforms to the U.S. organ donation system in nearly 40 years.

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) welcomed growing support for his AI Whistleblower Protection Act from leading whistleblower and AI groups. This week, 22 groups, including the National Whistleblower Center, sent a letter backing Grassley’s legislation to Health, Education, Labor and Pensions (HELP) Committee Chairman Bill Cassidy (R-La.), whose committee has jurisdiction over the legislation. 
    Grassley’s bill provides explicit whistleblower protections to those developing and deploying AI. Currently, AI companies’ alleged use of restrictive severance and nondisclosure agreements (NDAs) create a chilling effect on current and former employees looking to make whistleblower disclosures to the federal government, including Congress.   
    “Transparency brings accountability. Today, too many people working in AI feel they’re unable to speak up when they see something wrong. Whistleblowers are one of the best ways to ensure Congress keeps pace as the AI industry rapidly develops. We need to act to make these protections crystal clear, and I’m proud to see so many groups supporting my legislation to increase accountability and protect AI whistleblowers,” Grassley said. 
    The groups highlight the importance of whistleblowers as increased use of AI brings potential misuse, ethical lapses and unintended consequences.  
    “Employees and industry insiders—rather than regulators—have consistently been among the first to warn about risks of the technologies they’re building. In Silicon Valley, engineers have exposed powerful AI models released without proper safeguards, former staff have surfaced data on youth digital harms, and researchers have stepped forward when serious risks were ignored. Their disclosures—often about conduct that was dangerous but not yet illegal—gave the public and policymakers the evidence needed to act,” the groups wrote. 
    In their letter, the groups state some employees may be deterred from reporting issues due to fear of retaliation or professional repercussions. In June 2024, over a dozen current and former employees from leading AI companies publicly stated that confidentiality agreements and fear of retaliation prevented them from raising legitimate safety concerns. 
    “Congress has the opportunity to protect individuals who come forward in good faith and to reinforce the principle that safety, ethics, and accountability must accompany innovation … [t]he AI Whistleblower Protection Act helps ensure that those working to develop and deploy AI systems are not punished for acting in the best interest of the public. Strong whistleblower protections are a cornerstone of responsible governance and essential to guiding AI development in a way that upholds our shared democratic values,” the groups continued.

    • Direct the U.S. Commission on Civil Rights to conduct a study and collect data on the effects of specified economic, health, criminal justice and social service factors on Black women and girls.
