  • MIL-OSI USA: Designations to Appellate Division Courts Announced

    overnor Kathy Hochul today announced six designations to the New York State Supreme Court, Appellate Division, in the First and Second Departments. Under New York’s Constitution, the Governor designates Justices of the Appellate Divisions from among the elected Justices of the State Supreme Court. This class is composed of highly skilled jurists who come from diverse personal and professional backgrounds, underscoring Governor Hochul’s commitment to ensuring New York State’s judiciary reflects the wide array of people who call New York home. The slate consists of four designations to the Appellate Division, First Department and two designations to the Appellate Division, Second Department.

    “These designations to the Appellate Division are part of my continued commitment to building a judiciary that embodies the highest standards of legal excellence and reflects the rich diversity of New York,” Governor Hochul said. “Each of these jurists brings a wealth of experience and perspective that will strengthen our courts and help ensure that justice is served fairly and equitably across our state.”

    As Justices of the Appellate Division, First Department:

    Honorable Troy Webber, Associate Justice

    Justice Troy K. Webber was elected to the Civil Court, New York County, in 1993 and assigned to the county of her birth, Bronx County. In 2002, she was elected to the Supreme Court. In 2009, Justice Webber was appointed Acting Surrogate in New York County, where she served for almost 2 years and then returned to Supreme Court, Bronx County. In 2016, Justice Webber was appointed to the Appellate Division, First Department.

    Justice Webber began her legal career as an Assistant District Attorney in New York County. She then served as a Law Assistant to a State Supreme Court Justice, Assistant New York State Attorney General and Deputy Bureau Chief at the New York City Law Department. Justice Webber was also a litigation associate at a law firm. Justice Webber is a graduate of New York University School of Law, where she serves on the Alumni Board of Directors.

    Justice Webber serves as Co-Chair of the Franklin H. Williams Judicial Commission and is a member of the Metropolitan Black Bar Association, the Association of Women Judges, the Judicial Friends, and the New York County Lawyers Association. She serves on the New York State Advisory Committee on Judicial Ethics, the Advisory Committee on Criminal Law and Procedure and is a member of the board of directors of JALBCA (Judges and Lawyers Breast Cancer Alert).

    Justice Webber participates in the Scales of Justice Academy, a summer legal educational program for underserved female high school students, as well as the Legal Outreach Program. She mentors students who attend NYU Law School, the City University of New York, John Jay College of Criminal Justice, and Fordham University School of Law and participates in moot court programs sponsored by NYU Law School and New York Law School. Justice Webber is also an adjunct professor in criminal justice at Monroe University.

    Honorable Saliann Scarpulla, Associate Justice

    Justice Saliann Scarpulla is a graduate of Boston University and Brooklyn Law School, cum laude. After law school, Justice Scarpulla clerked for the Hon. Alvin F. Klein in Supreme Court, New York County. When her clerkship concluded, Justice Scarpulla joined Proskauer Rose Goetz & Mendelsohn as a litigation associate. Justice Scarpulla later moved to the Federal Deposit Insurance Corporation as Senior Counsel in the New York Legal Services Office. From the FDIC Justice Scarpulla became Senior Vice President and Bank Counsel to Hudson United Bank.

    Justice Scarpulla returned to the New York State court system in 1999, as Principal Court Attorney to the Hon. Eileen Bransten. She was then elected to the New York City Civil Court in 2001, appointed to the New York State Supreme Court in 2009, and elected to the Supreme Court in 2012. From 2014 to 2020, Justice Scarpulla sat in the New York County Commercial Division, and she was responsible for all international commercial arbitration matters pending in the State Supreme Court. In 2020, Justice Scarpulla was appointed to the Appellate Division, First Department.

    Justice Scarpulla is a contributing author to the Commercial Litigation in New York State Courts treatise and has authored numerous articles on technology and commercial litigation. She is a frequent lecturer for, among others, the Association of the Bar of the City of New York, the New York County Lawyers Association, the New York State Bar Association, the American Bar Association, the Practicing Law Institute, and the New York State Judicial Institute. Justice Scarpulla has received the Louis J. Capozzoli Gavel award and the Thurgood Marshall award from the New York County Lawyers Association, the Rapallo/Scalia award from the Columbian Lawyers Association, and service awards from the National Association of Italian American Women and the New York Women’s Bar Association.

    Justice Scarpulla is active in several New York City and statewide bar associations and is a Business Court Representative to the American Bar Association and Co-Chair of the Artificial Intelligence, Blockchain, and Intellectual Property subcommittee. She is a member of New York’s Commercial Division Advisory Council, and the Co-Chair of the Council’s Subcommittee on Use of Technology in Commercial Division Cases. Justice Scarpulla also sits on the Chief Judge’s Alternative Dispute Resolution Advisory Committee, and, in October 2019, she was appointed for a term to the New York State Continuing Legal Education Board. Justice Scarpulla is a past Co-President and current Board member of Judges and Lawyers Breast Cancer Alert (JALBCA).

    Honorable Shlomo Hagler, Additional Justice

    Hon. Shlomo S. Hagler is the current Presiding Justice of the Appellate Term, First Department. He was appointed to the court in 2021. Justice Hagler began his judicial career in 1999, when he was appointed to New York City Housing Court. In 2003, he was elected to the New York City Civil Court, and in 2008, Justice Hagler was designated an Acting Justice of the Supreme Court, Civil Branch, New York County. As an Acting Justice, he established and presided over an “Innovative Guardianship Part” that combined the authority of the Supreme Court under the Mental Hygiene Law with that of the Housing Court. This initiative aimed to protect and empower vulnerable individuals within the community. In 2012, he was elected to the Supreme Court.

    Justice Hagler earned his undergraduate degree from Yeshiva University in 1988, and a Juris Doctor from the City University of New York Law School in 1991. He started his legal career as an associate at Bartlett, Bartlett & Ziegler, P.C., before serving as Court Attorney to Hon. Martin Shulman, currently an Associate Justice of the Appellate Division, First Department.

    Justice Hagler recently received an award celebrating his 25 years on the bench from the New York County Lawyers Association and in April 2025, received the Benjamin N. Cardozo award from the Jewish Lawyers Guild for excellence in the legal profession. He is also a member of the Board of Governors of the Jewish Lawyers Guild and the Gender Fairness Committee of the Supreme Court, New York County. Justice Hagler has given numerous lectures as a judicial panelist on various legal topics, including protecting tenants with disabilities in housing.

    Honorable Margaret Anne Pui Yee Chan, Additional Justice

    Justice Chan, elected in 2021 to the New York State Supreme Court, serves in the New York County Commercial Division resolving complex business disputes. Before her election, she was an Acting Justice from 2012, handling a wide range of cases from mass torts to constitutional litigation.

    Born in Hong Kong, she immigrated to Canada at age seven and then, at fourteen, to Brooklyn. When she was elected to the New York City Civil Court in 2006, she became the first Asian immigrant woman to become a New York judge. Before ascending to the bench, Justice Chan had an immigration and appellate practice in Manhattan’s Chinatown. Her partner was Benjamin Gim, who co-founded the Asian American Legal Defense & Education Fund.

    Justice Chan attended Brooklyn College full time, where she majored in economics while also working full-time. She later attended Touro Law Center on a scholarship and was the managing editor of the Law Review. She then completed five years as a senior court attorney at the Appellate Division, Second Department.

    Justice Chan serves on various court committees, including the Committee on AI and the Courts and Committee on Pattern Jury Instructions (PJI) – Civil. She also served as a Fordham University School of Law adjunct professor from 2018-2024, teaching legal research and writing and the judicial-externship seminar.

    Honorable Elena Goldberg Velazquez, Additional Justice

    Justice Elena Goldberg Velazquez was appointed to the Appellate Term, 9th and 10th Judicial Districts, in 2024, where she hears appeals from landlord-tenant court, small claims court, civil court and criminal court. Recently, Justice Goldberg Velazquez was elected as the President of the Latino Judges Association.

    In 2022, Justice Goldberg Velazquez was elected to the New York State Supreme Court, 9th Judicial District. Presently, she is assigned to Westchester County where she has presided over a variety of civil hearings and trials. Since her ascension to Supreme Court, she has also been published in the New York Law Journal. Prior to becoming a Supreme Court Justice, Justice Goldberg Velazquez was a Yonkers City Court Judge, where she handled criminal matters from arraignment to disposition, landlord-tenant matters (both residential and commercial), small claims and civil matters. She also presided over trials and felony hearings. In addition, while in City Court she was appointed as an Acting Family Court Judge presiding over the Integrated Domestic Violence Court.

    Prior to being elected to the bench, Justice Goldberg Velazquez worked at the Supreme Court, Appellate Division First Department for nearly a decade. Prior to working at the Appellate Division, Justice Goldberg Velazquez worked at private law firms handling primarily civil matters.

    Justice Goldberg Velazquez is an active member of her community, having founded and served as president of her local neighborhood association. She has served as the President of the Puerto Rican Bar Association, Chair of the Women’s Committee and Chair of the Young Lawyers Committee. She is presently a member of the New York State Bar Association, Hudson Valley Hispanic Bar Association, Puerto Rican Bar Association, New York Women’s Judges Association, Westchester County Bar Association, Westchester Women’s Bar Association and the Yonkers Lawyers Association.

    Justice Goldberg Velazquez is a graduate of CUNY School of Law, where she was the managing editor of the New York City Law Review and now serves on the Board of Visitors. She earned her Bachelors of Arts in Political Science and International Relations from Syracuse University where she graduated Pi Sigma Alpha. While at Syracuse, Justice Goldberg Velazquez was on the Dean’s List and a member of the nationally ranked Mock Trial Team.

    Honorable Susan Quirk, Additional Justice

    Hon. Susan Quirk was elected to the Civil Court Bench in Brooklyn in 2016, where she served until 2018. She was then assigned to Brooklyn Family Court in 2018 to augment the bench in response to the enactment and implementation of the Raise the Age legislation, where she presided until 2022 when she was elected to the Supreme Court in Brooklyn where she currently presides over all types of criminal matters.

    Prior to becoming a judge, strongly attracted to both public service and the study of law, Judge Quirk began working as a paralegal in 1998 in the Kings County District Attorney’s Office while attending Brooklyn Law School in the evening. She graduated in 2004, receiving the distinction of being awarded the “Cali Excellence for the Future” Award for achieving the highest grade in Trial Advocacy. Upon being admitted to practice in 2005, Judge Quirk continued her career in public service by becoming an Assistant District Attorney in Brooklyn, where she served with distinction until 2013, when she was designated a Court Attorney Referee in Supreme Court, where she continued to serve the public as a Hearing Officer until her election to the bench.

  • MIL-OSI USA: Attorney General Bonta Secures $1.53 Million Settlement with One of Nation’s Largest Hospital Systems for Unlawful Training Repayment Agreements with Nurses

    Settlement signals the steadfast commitment of California and its state partners to the robust enforcement of worker and consumer protection laws

    SAN FRANCISCO — California Attorney General Rob Bonta today announced a settlement with HCA Healthcare, Inc. and Health Trust Workforce Solutions, LLC (together, HCA), resolving allegations that HCA unlawfully required entry-level nurse employees to repay the cost of a mandatory training program if they did not remain employed with the company for two years. HCA is one of the nation’s largest hospital systems and has several hospitals in northern and southern California. Today’s settlement is the result of a years-long investigation by Attorney General Bonta and the attorneys general of Colorado and Nevada, working in partnership with the Biden Administration’s Consumer Financial Protection Bureau. The states’ investigation found that HCA violated California employment and consumer protection laws as well as the federal consumer financial protection laws by using training repayment agreement provisions (TRAPs) in nurses’ employment contracts. These TRAPs are a form of employer-driven debt, or debt obligations incurred by individuals through employment arrangements.

    “All too often, employer-driven debt forces workers to remain in jobs that they would otherwise leave. That’s not just wrong; it’s illegal under state and federal law. Workers must be able to pursue better pay and better working conditions — not be trapped by debt that their employer makes them take out,” said Attorney General Rob Bonta. “I’m grateful to my fellow attorneys general in Colorado and Nevada for their partnership. With today’s settlement, we are taking a stand for workers in our states by holding HCA Healthcare accountable — ensuring that all affected nurses are made whole financially, that the company pays a penalty for its wrongdoing, and that the company is subject to strong injunctive terms to deter future misconduct.”

    As a condition of employment at an HCA hospital, HCA generally requires that entry-level nurse employees complete the Specialty Training Apprenticeship for Registered Nurses (StaRN) Residency Program. The company has advertised StaRN as an avenue for entry-level RNs to get the education and training they need to land their first nursing jobs in an acute-care hospital setting, although StaRN does not provide nurses with education or training necessary for licensure as an RN. Until the Spring of 2023, HCA required that RNs hired through the StaRN program at facilities in several states, including California, sign a TRAP agreement in their new-hire paperwork. The TRAPs purported to require nurses to repay a prorated portion of the StaRN “value” if they did not work for HCA for two years. If a nurse left HCA before the end of the two-year period, then the TRAP loan was typically sent to debt collection.

    HCA imposed TRAPs on nurses who worked at their five hospitals in California: Good Samaritan Hospital in San Jose; Regional Medical Center in San Jose; Los Robles Regional Medical Center in Thousand Oaks; Riverside Community Hospital in Riverside; and West Hills Hospital & Medical Center in West Hills (no longer under HCA ownership).

    Under California’s settlement, HCA will:

    • Pay approximately $83,000 to provide full restitution to California nurses who made payments on their TRAP debt to HCA.
    • Be prohibited from imposing TRAPs on nurse employees and attempting to collect on the approximately $288,000 in outstanding TRAP debt incurred by California nurses who signed TRAPs with HCA.
    • Pay $1,162,900 in penalties to California. 

    HCA will pay a total of $2,900,000 in penalties under settlements filed in California, Colorado, and Nevada today. 

    Employer-driven debt refers to debt incurred by individuals through employment arrangements. This can include arrangements where an employer provides training, equipment, or supplies to a worker, but requires the worker to reimburse the employer for these expenses if the worker leaves their job before a certain date. Employer-driven debt has grown not only in the healthcare industry but also in the trucking, aviation, and the retail and service industries, among others. However, California workers are protected by state law that restricts the use of employer-driven debt, as Attorney General Bonta highlighted in a legal alert issued in July 2023 and a consumer alert in October 2024. Workers who believe their rights have been violated are encouraged to file a complaint at oag.ca.gov/report. 

    Attorney General Bonta is committed to ensuring California continues its vital work as a pillar of consumer protection enforcement and an outspoken advocate for robust federal protections. The settlement today comes on the heels of the 15th anniversary of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which was enacted in the wake of the 2008 financial crisis to protect consumers from abusive financial services practices. The Dodd-Frank Act also authorizes state attorneys general to enforce its provisions and thereby promote stability, accountability, and transparency in the United States financial system.

    Washington, D.C. – U.S. Senator Ron Wyden, D-Ore., and U.S. Representative Raul Ruiz, MD, D-Calif., today introduced a resolution to recognize the contributions of community health workers and support their work to improve health outcomes in underserved and high-need communities by establishing the week of August 25 to August 29, 2025, as “National Community Health Worker Awareness Week.”

    “Community health workers put in long, tireless hours to make sure people and families living in rural and underserved communities receive quality health care,” Wyden said. “These unsung heroes deserve all the recognition in the world for the work they do to keep America healthy.”

    I’m writing to let you know about two changes on our senior leadership team.

    First, Jeffrey Geoghegan, who has served as Executive Vice President for Finance and Chief Financial Officer for both UConn and UConn Health since 2022, will be returning to UConn Health full-time as its CFO.

    Under the leadership of Dr. Agwunobi, UConn Health continues to move forward with its important plans for strategic clinical growth in the years ahead. Due to the enormity and complexity of this process, on top of the normal work of managing UConn Health’s budget year-to-year, we agreed that Jeff’s exclusive focus must be on UConn Health during this critical time, rather than on overseeing the finances of the entire institution.

    Prior to his current appointment, Jeff previously served as CFO of UConn Health beginning in 2013.

    I want to thank Jeff for his excellent and exceptionally hard work over the last three years as he has helped guide our University through multiple budget cycles and in planning for our fiscal future.

    Related, I have appointed Reka Wrynn as Interim Vice President for Finance for UConn. In this expanded role, Reka will continue to lead the development and management of the operating and capital budgets for Storrs and the regional campuses, as well as oversee mandatory institutional data reporting and analysis. In addition, her portfolio will now include oversight of the Financial Operations and Controller’s Division and the Procurement Office.

    Reka has been at UConn since 1999 and has served as Associate Vice President for Budget, Planning and Institutional Research since 2022. I want to thank Reka for her continued service to UConn and her willingness to step into this interim role.

    UConn School of Medicine’s Chief of the Division of Vascular and Endovascular Surgery Dr. Kwame Amankwah volunteered for the first ever Career Day at Horizons at Westminster School.

    And you can see the joy and impact his time had on the middle schoolers from Hartford.

    “It was truly a rewarding experience to be part of such an amazing event. Having the opportunity to introduce these young individuals to careers they might not have known about was very meaningful,” shared Amankwah of UConn Health who taught the summer program students more about their health, how to do health screenings like taking their own pulse, and even showed vascular surgery tools he uses in the operating room.

    Horizons at Westminster provides a free academic and enrichment program each summer to close opportunity gaps for students from Hartford. Participating Hartford Public School students attend for a six-week summer program—starting in kindergarten and returning every summer through 12th grade.

    Horizon students can’t stop talking about the conversations they had with the Career Day participants like vascular surgeon Amankwah from UConn. Other successful Connecticut professionals they also had the opportunity to meet and learn from included a video game engineer, TV news anchor, sports news producer, former NFL player, real estate agent, insurance expert, state legislator, forensic scientist, podcaster, police officer, lawyer, biomedical engineer, and business developer.

  • MIL-OSI United Nations: ‘Famine silently begins to unfold’ in Gaza, UNRWA chief says

    Philippe Lazzarini, Commissioner-General for the UN Relief and Works Agency for Palestinian Refugees (UNRWA) said that is what one of its workers told him on Thursday morning.  

    This sobering comment comes amidst increasingly severe malnutrition for children and adults throughout the Gaza Strip.  

    “When child malnutrition surges, coping mechanisms fail, access to food and care disappears, famine silently begins to unfold,” Mr. Lazzarini said in a tweet.   

    Bombs are not the only thing that kills

    Gaza has faced relentless bombardment for almost three years, but Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO) said at a briefing on Wednesday that it is not just the bombs which are killing Palestinians.  

    Starvation is “another killer.”

    Reportedly, at least 100 people have died from hunger, and WHO has documented at least 21 cases of children under the age of five dying from malnutrition.  

    Additionally, Mr. Lazzarini said one in five children in Gaza City are malnourished, a number that is increasing every day that unhindered humanitarian aid is denied. He said that these children urgently need treatment, but supplies remain low.  

    Between early March and mid-May — 80 consecutive days — no aid was allowed into the Gaza Strip, pushing the population to the brink of famine. While minimal aid has since entered, Tedros emphasised that it is not enough.  

    “Food deliveries have resumed intermittently but remain far below what is needed for the survival of the population,” he said.

    Safe havens are no longer safe

    Tedros reported that between 27 May and 21 July, over 1,000 people in Gaza have been killed while trying to access food.  

    Many of these have died in or around sites operated by the Gaza Humanitarian Foundation (GHF), an American-run and Israeli-backed aid distribution organization which the UN has repeatedly said violates well-established principles of international humanitarian law.

    “Parents tell us their children cry themselves to sleep from hunger. Food distribution sites have become places of violence,” Tedros said.  

    In addition to risking their lives when seeking out desperately needed humanitarian assistance, hospitals — which have been systematically targeted according to UNFPA — are no longer safe havens.  

    “Hospitals, which are supposed to be safe havens, have regularly been attacked, and many are no longer functioning,” Tedros said.  

    He recalled that on Monday, a WHO staff residence, a humanitarian site, was attacked with male personnel being stripped and interrogated, women and children forced to flee on foot in the midst of violence, and one WHO staff member detained.  

    “Despite this, WHO and other UN agencies are staying in Gaza. Our commitment is firm. UN agencies must be protected while operating in conflict zones,”  Tedros said.

    Frontline workers face hunger

    In addition to the Palestinians in Gaza who are “emaciated, weak and at high risk of dying,” aid workers are also feeling the effects of sustained lack of supplies.  

    Most UNRWA workers are surviving on a meagre bowl of lentils each day, Mr. Lazzarini said, leading many of them to faint from hunger at work.  

    “When caretakers cannot find enough to eat, the entire humanitarian system is collapsing,” he said.  

    Some parents are too hungry to care for their children, and even those who do reach clinics for treatment are often too tired to follow the advice provided.  

    Mr. Lazzarini noted that UNRWA alone has 6,000 trucks of desperately needed food and medical supplies in Jordan and Egypt. He called for this, and other aid, to be immediately let through.

    “Families are no longer coping, they are breaking down, unable to survive. Their existence is threatened,” he said.  “Allow humanitarian partners to bring unrestricted and uninterrupted humanitarian assistance to Gaza.”

  • MIL-OSI Analysis: Canada’s new drug pricing guidelines are industry friendly

    Drug pricing in Canada just got more industry-friendly.

    Canadian drug prices are already the fourth highest in the industrialized world. Now, with the release of new guidelines for the staff at the Patented Medicine Prices Review Board (PMPRB) at the end of June, the situation is poised to potentially get even worse.

    The review board is the federal agency that was set up 1987 to ensure that the prices for patented drugs are not “excessive.”

    Comparing prices

    Up until now, one of the criteria the PMPRB used in making the decision about what was an excessive price was to compare the proposed Canadian price for a new drug with the median price in 11 other countries. The median is the 50 per cent mark; in other words, the price in half of the other countries was below what’s proposed for Canada, and the price in the other half was above the proposed Canadian price. Under the new guidelines, set to take effect on Jan. 1, 2026, the Canadian price can be up to the highest in those other 11 countries.

    Right now, the median price in the 11 countries Canada is compared to is 15 per cent below the price of patented drugs in Canada. The highest international price, which will be the new standard, is 21 per cent above the median Canadian price, meaning Canadian prices for new drugs will be significantly higher than they otherwise would have been.

    Sometimes a drug is not available in any of the 11 other countries when it comes onto the Canadian market. In that case, the company can price the drug at whatever level it wants and keep it at that price until it comes up for its annual price review. The executive director of the PMPRB told the Globe and Mail that this would incentivize drugmakers to bring their products to the Canadian market first.

    Incentivizing drug companies may be a reasonable idea, but that’s not part of the mandate of the PMPRB. As laid out in Section 83 of the Patent Act, its mandate is to ensure drug prices aren’t excessive.

    Additional therapeutic value

    In the past, one of the factors that the PMPRB took into account in determining if prices were excessive was the additional therapeutic value of a new drug compared to what was already on the market. The lower the value, the lower the price. In this regard, the PMPRB was advised by its Human Drug Advisory Panel, an independent group of experts.

    The ranking of new drugs against existing ones was also of significant value to Canadian clinicians. It helped them to decide on the best treatment option for their patients and countered the hype about new drugs that came from the manufacturers.

    Since the new guidelines have abandoned looking at therapeutic improvement of new drugs, that leaves only one remaining Canadian source for that type of information, the Therapeutics Letter, a bimonthly publication targeting identified problematic therapeutic issues in a brief, simple and practical manner.

    Complaints about prices can be made by federal, provincial and territorial health ministers and by senior officials who are authorized to represent Canadian publicly funded drug programs. “Other parties who have concerns about the list prices … are encouraged to raise their concerns with their relevant Minister(s) of Health or Canadian publicly-funded drug program (sic).” This advice is cold comfort for people working low-wage jobs who aren’t covered by provincial and territorial drug plans and don’t have any access to their health minister.

    If there is an in-depth review of a new drug’s pricing — a preparatory step to determine whether there should be a formal hearing to investigate if the price is excessive — it is only the manufacturer that is allowed to submit information to the PMPRB. Clinicians who prescribe the drug, patients who take the drug, and organizations and individuals that pay for the drug do not have that same right.

    Donald Trump’s on-again, off-again tariffs are already threatening to drive up drug prices and make prescription drugs inaccessible to many Canadians. Higher drug prices will also almost certainly affect Canada’s already limited pharmacare program. Higher prices for new drugs will make an expanded pharmacare plan more expensive and less appealing to the federal government. The new PMPRB guidelines help ensure higher drug prices and no pharmacare expansion.

    Reason for Recall
    Edwards Lifesciences has identified occurrences in which a 3mm to 4mm section of wire, from the wire-reinforcement coil at the cannula tip of the OptiSite Arterial Perfusion Cannula devices, was found to be exposed (released from the cannula body). Since some Femoral Arterial Cannula models are made of the same components as the impacted OptiSite Arterial Perfusion Cannula, Edwards has included those Femoral Arterial Cannula models as affected product to be removed from use.
    Risks to the patient of using the affected product with exposed wire include major tissue damage, puncturing the artery which could cause bleeding, inadequate perfusion, and hemolysis.
    As of May 20, 2025, Edwards Lifesciences has not reported any serious injuries or deaths associated with this issue.
    Device Use
    The Edwards Lifesciences arterial perfusion cannulae are indicated for adult patients undergoing cardiopulmonary bypass. They are intended to provide arterial perfusion of oxygenated blood in the extracorporeal circuit for up to six hours.

  • MIL-OSI Analysis: Gaza is starving – how Israel’s allies can go beyond words and take meaningful action

    In the past two months, more than 1,000 people seeking food have been killed, according to the UN Human Rights Office. While the figure has been disputed by Israel and the Gaza Humanitarian Foundation which was set up to distribute aid, 28 nations this week condemned the “horrifying” killing of Gazans trying to get food.

    As the Israel Defense Forces continues its assault in the city of Deir al-Balah in central Gaza, including an attack on the staff residence of the World Health Organization on July 21, UN bodies are warning that the besieged strip’s last lifelines are collapsing.

    Already around 60,000 Gazans have been killed and growing numbers are now dying from hunger and malnutrition, according to the Hamas-led Gaza Health Ministry. More than 90% of the private homes in Gaza have been damaged or destroyed.

    For all the talk of a ceasefire – one that is long overdue – there is little hope. Israeli military operations continue and Gazans must risk their lives in search of food and aid.

    Malnutrition is rife. According to the IPC’s report in May – the international organisation that monitors food security – “goods indispensable for people’s survival are either depleted or expected to run out in the coming weeks” with nearly 500,000 people considered to be facing “catastrophe”, with a further 1.1 million in an “emergency” risk category.

    For the IPC, the catastrophe category is one of extreme food shortages, critical malnutrition leading to starvation and high death rates. The emergency category is one of severe food shortages, very high malnutrition and even death.

    Israeli officials continue to speak of moving Gazans into what has been termed a “humanitarian city” but what former Israeli prime minister Ehud Olmert described as a “concentration camp”. In the same interview Olmert called decision to move Gazans into the camp as “ethnic cleansing”.

    All the while, the world’s leaders look on. Most are apparently content to condemn – but little action has been taken.

    The clamour for Israel’s allies to take a harder stance on its actions in Gaza is growing louder by the day. On July 23, a group of 38 former EU ambassadors published an open letter to EU heads of states and senior officials accusing Israel of taking “calculated steps towards ethnic cleansing” and calling out the EU’s failure to “respond meaningfully to these horrific events”.

    But what do actions look like? Pressure must be applied to the Netanyahu government. In the UK, both prime minister Keir Starmer and foreign minister David Lammy have been quick to stress that the UK has urged Israel to respect international law.

    They point to the sanctions the UK has imposed on Itamar Ben-Gvir and Bezalel Smotrich, two rightwing ministers in Benjamin Netanyahu’s coalition government, as a result of their repeated incitements of violence against Palestinians. While Lammy suggests that further sanctions could follow if Israel does not change its behaviour in Gaza and bring about an end to the suffering, the atrocities continue.

    Practical steps to pressure Israel

    Pressure is growing on the UK government to recognise Palestine as a state – something that I was told by a contact in the Labour government more than a year ago was on Labour’s agenda before October 7. Lammy insists the government is committed to a two-state solution, but this is not diplomatically viable given that the UK only recognises one state involved in these events.

    The state of Palestine is recognised as a sovereign entity by 147 other members of the UN. That’s 75% of all members.

    Other steps could be a full arms embargo, something that has long been called for but rejected by the UK government, which has banned some, but by no means all arms sales to Israel. A number of countries have properly banned arms sales to Israel since October 2023, including Italy, Spain, Canada, the Netherlands, Belgium and Japan.

    There are other more incendiary options. One would be for the UK and others to properly adhere to their obligations under international law.

    The International Criminal Court issued an arrest warrant for the Israeli prime minister Benjamin Netanyahu and his defence minister, Yoav Gallant, in November 2024. There are 125 countries that have signed up to the ICC (the US isn’t one of them). They could arrest Netanyahu if he enters their countries.

    There are a range of other things that could be tried. A look at what the international community did to make South Africa a pariah during the later years of apartheid would be worthwhile.

    EU should use its diplomatic muscle

    As Israel’s biggest trading partner, the EU has the potential to wield considerable clout, so the question must be asked: why has so little been done, beyond mere words.

    In June, the EU found Israel to be in breach of its human rights commitments under the terms of the EU-Israel association agreement. Yet to date there have been as yet no moves to suspend trade.

    Kaja Kallas, the EU’s foreign policy chief declared that “all options remain on the table if Israel doesn’t deliver” on its pledges. These include full or partial suspension of the EU-Israel Association Agreement, sanctions on members of government, military or settlers, trade measures, arms embargoes, or the suspension of academic cooperation – including the prestigious Horizon Europe Research and Innovation programme.

    Of course, getting all 27 member states to agree to such an approach is easier said than done. And national leaders will obviously have to consider that taking steps to put pressure with Israel could damage relations with the Trump administration in the US.

    But all the while, the situation on the ground is deteriorating, with the world watching while Gaza burns. The failure by Israel’s allies to take meaningful steps to pressure Israel to prevent the wanton killing and displacement is a stain on humanity.

    After the horrors of the second world war, Rwanda, Myanmar and Srebrenica, the world said “never again”. Without action, there’s a risk it will shrug its shoulders and say “never mind”.

    Cegedim’s consolidated first-half 2025 revenues rose to €322.5 million, up 1.1% as reported and 2.8% like for like(1) compared with the same period in 2024.

    The HR, marketing, health insurance, and invoice & procurement digitalization businesses delivered the most solid growth over the first half. The deconsolidation of INPS in the UK on December 10, 2024, following its voluntary placement in administration, weighed on reported growth at the Software & Services division and Group level.

    Revenues at Cegedim Santé fell 1.3% as reported in the first half, and 5.7% like for like. Visiodent contributed over the entire first half, vs just four months in 2024. Maiia software and the Claude Bernard database both performed well, whereas orders for more established offerings were somewhat subdued. Sales mainly slowed because a data service agreement came to an end in late 2024 and was renewed in the second quarter of 2025 at a lower rate.

    The division’s other French subsidiaries saw revenue growth of 0.9% as reported and 1.0% like for like. The division was propelled by a surge in HR business across all client segments and by Health insurance, thanks to robust project-based sales, with new signings and the start of projects won in 2024. On the other hand, business with pharmacists in France was a drag on growth.

    International businesses posted reported revenues down 30.3% owing to the deconsolidation of INPS in the UK from December 10, 2024, following its voluntary placement in administration. Like-for-like revenues fell 3.2%. The decline was again due to the UK: the Pharmacy First program in H1 2024 created a challenging comparison for pharmacy activities and a client of Activus, a UK subsidiary selling software for health and provident insurance for expats, went out of business. Even so, both businesses have clear prospects that will reverse the downward trend in the months ahead. Other international activities had a positive quarter—particularly in Spain—and remain on track.

    First-half growth in e-business, e-invoicing, and digitized data exchanges was 7.1% as reported and 7.0% like for like. Both of the division’s two main business lines contributed: “Invoicing & Procurement” (France and UK) and “Healthcare Flows” (notably in pharmaceutical supply chain security for hospitals).

    The Third-party payer business experienced 8.8% growth in H1. It was boosted by strong growth in demand for its fraud and long-term illness detection offerings, a trend that began in the second half of 2024 and continued in H1 2025 with the signing of a fourteenth client.

    Data businesses were up 2.5% in the first half on the back of a strong performance in France, which offset a mixed showing abroad.

    The Marketing segment posted robust H1 growth of 10.8% owing to strong sales after new client wins and brisk business with existing clients.

    The Insurance BPO business grew by 8.8% over the first half, chiefly owing to its overflow business, which has been flourishing because it serves a critical need for clients.

    Business Services BPO (HR and digitalization) reported growth of 6.4% in the first half, again on the back of a popular compliance offering, which is winning new clients.

    Cloud & Support division revenues grew 0.3% in the first half. The non-renewal of a significant outsourcing contract in the second quarter was a drag on growth and obscured the fact that an expanded range of products backed by Cegedim’s sovereign cloud has been very successful.

    Highlights

    • SBTi validates Cegedim’s decarbonization targets

    The Science Based Targets initiative (SBTi) officially validated Cegedim Group’s greenhouse gas emission reduction targets on June 12, 2025. SBTi is the global standard for measuring companies’ carbon footprints and certifying their stated action plans for reducing emissions in line with the ambitious goals of the Paris Climate Agreement. Cegedim is now part of the select group of about 8,000 companies whose plans have been validated. This major step reflects the strong commitment of Cegedim’s senior management, also mobilizing all subsidiaries, to the sustainable development of the Group’s activities.

    • Switch to Euronext Growth

    At its meeting on June 13, 2025, the Board of Directors decided to move forward with the resolution approved that same day by the general shareholders’ meeting to transfer Cegedim’s shares to the Euronext Growth stock exchange. The Group is currently completing formalities so it can make the switch in early September 2025. The Group discussed the rationale for the move and its impacts in a press release dated June 13, 2025.

    • Conversion of the credit facility into a sustainability-linked loan

    On June 16, 2025, the Group negotiated an addendum with all of the parties to its loan agreement to add performance clauses related to 2030 ESG commitments, making this a sustainability-linked loan. By adhering to the annual Scopes 1 & 2 and Scope 3 decarbonization trajectory validated by SBTi, and by making progress on gender equality in senior management, the Group will be able to lower interest rate by up to 0.05 percentage points for the bank portion and by 0.10 to 0.40 percentage points for the non-bank portion. Conversely, failure to respect those commitments will increase the interest rate by a commensurate amount. The first milestone for applying this arrangement will be the 2025 ESG performance as reported in 2026.

    Significant transactions and events post June 30, 2025

    • Workforce restructuring at the pharmacy business

    The Group has decided to restructure the workforce at its pharmacy management software business in France, which will result in making around 100 positions redundant. By rethinking its organization and reconfiguring to align with market trends and client needs, the company hopes to return to a level of performance that ensures a solid foundation for its employees and allows it to innovate for its clients.
    After the semester close, the Group received approval from France’s regional labor and economics agency, DRIEETS, for the collective agreement it negotiated in the second quarter of 2025 with employee representatives. The Group is now determining what level of provision will be earmarked in the H1 2025 financial statements.

    To the best of the company’s knowledge, apart from the impact of the above items, there were no post-closing events or changes after June 30, 2025, that would materially alter the Group’s financial situation.

    Outlook

    Based on the currently available information, the Group expects 2025 like-for-like revenue(3) growth to be in the range of 2-4% relative to 2024. Recurring operating income should continue to improve, following a similar trajectory as in 2024.

    These targets are not forecasts and may need to be revised if there is a significant worsening of geopolitical, macroeconomic, or currency risks.

    Professor Shahina Pardhan and Wes Streeting MP at the Muslim News Awards

    A vision-loss expert at Anglia Ruskin University has won a prestigious award for her contribution to healthcare in the UK and globally.

    Professor Shahina Pardhan, Director of the Vision and Eye Research Institute (VERI) at ARU, received the prestigious Ibn Sina award for Excellence in Health at the Muslim News Awards.

    The award was presented by Secretary of State for Health and Social Care, Wes Streeting, in recognition of Professor Pardhan’s groundbreaking work in eyecare and her dedication to reducing blindness in high-risk and underserved communities.

    Professor Pardhan is the UK’s first female professor of optometry and a globally respected researcher. She has authored 255 peer-reviewed papers and led numerous international projects focusing on improving eye health outcomes.

    Her initiatives, which promote eye care literacy and increasing the uptake of vision screening in different languages, are estimated to have helped more than 163,000 people at high risk of blindness.

    The Muslim News Awards for Excellence celebrate the achievements of individuals who have made significant contributions to British society.

    In her acceptance speech, Professor Pardhan said: “To be recognised in connection with Ibn Sina, the founder of early modern medicine, is both an honour and humbling. The award is a reminder of the novel purpose that binds us all in healthcare – to heal, to serve, and to reach those in greatest need.

    “I stand here today committing the rest of my professional life to advancing eye health for those most at risk of blindness, especially in vulnerable communities where simple interventions can change a life or save one.”

  • MIL-OSI United Kingdom: Cabinet backs updated Healthy City Plan

    Sunderland City Council’s Cabinet has backed a plan which seeks to address the current health challenges in the city.

    Four years on from its launch, Cabinet Members have endorsed Sunderland Health and Wellbeing Board’s refreshed Healthy City Plan 2020-2035.

    The updated plan, which is the statutory Joint Local Health and Wellbeing Strategy for Sunderland, recognises the role everyone can play in strengthening the building blocks of health, as well as showcasing a number of achievements since it was approved in 2021.

    The “building blocks of health” are the essential conditions that shape our ability to live healthy lives.

    These include factors such as our income, education, employment, housing, social connections, the food we eat and the physical environment.

    The plan sets out how strengthening these building blocks through coordinated action will help address disparities where they exist across the city and improve health. This means thinking about health in everything we do – from schools and employers, to housing, transport, and community spaces.

    Councillor Kelly Chequer, Sunderland City Council’s Deputy Leader and Cabinet Member for Health, Wellbeing and Safer Communities, said: “Since the Healthy City Plan was launched in 2021, we’ve made real progress. Smoking rates have fallen. Breastfeeding rates are up. Fewer older people are being admitted to hospital due to falls. And alcohol-related hospital admissions for under-18s have more than halved.

    “We’re working better together. Family Hubs are supporting children and families, and Links for Life Sunderland is connecting people in communities with services, activities, and each other, including walking groups, money advice or just someone to talk to.

    “But challenges remain. Too many people in Sunderland are still being held back from good health.

    “Experiencing poverty, discrimination or having a disability are some of the things that can make accessing the key building blocks of health even harder, shaping how long and how well we live. Together, we must address the key health challenges where they exist across the city.

    “We are making improvements, but there’s more to do. We all have a role to play in making Sunderland a healthy, thriving city.

    “The people of Sunderland must be at the heart of everything we do, guiding and shaping where we prioritise our efforts.”

    The refreshed Healthy City Plan has twelve new priorities, under the themes of Healthy Places, Healthy Communities and Healthy People:

    WASHINGTON, DC — Representatives Paul D. Tonko (D-NY), Brian Fitzpatrick (R-PA), Don Bacon (R-NE), and Senator Edward Markey (D-MA) today reintroduced H.R. 4744, the Community Mental Wellness & Resilience Act, a bipartisan bill that tackles the nation’s mental health crisis by addressing the extensive community trauma caused by natural disasters. This innovative legislation will empower communities through a new federal grant program to craft their own locally specific responses to the mental health problems caused by disasters and toxic stresses.

    “Extreme weather disasters don’t just wreak havoc on our homes, economies, and infrastructure — they inflict lasting trauma and mental harm for those both directly impacted and far beyond the affected area,” Congressman Tonko said. “We need to provide compassionate, evidence-informed solutions to support our communities. That’s why I’m leading this bipartisan legislation in partnership with my colleagues. We’ll continue working to further mental wellness and equip our communities with the resources they need to meet and overcome these traumas.”

    In 2024, Mental Health America reported that nearly 23 percent of U.S. adults (~60 million people) experienced a diagnosed mental illness, with more than 5 percent facing severe conditions. Natural disasters only exacerbate the problem. Consequently, the number of people who experience a mental health problem as a result of a natural disaster often outweigh those with physical injuries by 40 to 1.

    The Community Mental Wellness and Resilience Act will:

    • Establish a competitive grant program at the Department of Health and Human Services (HHS) to create, operate, or expand community-based programs that use a public health approach to build mental wellness and resilience
    • These programs will work to enhance the capacity of all residents for mental wellness and resilience to prevent and heal mental health problems generated by disasters and toxic stresses
      • Incorporates a set-aside to help address rural mental health disparities
    • Community initiatives will build their own strategies to enhance and sustain population-level mental wellness and resilience, with specific attention to high-risk individuals

  • MIL-OSI Asia-Pac: Government and stakeholders progressively strengthen efforts to prevent chikungunya fever (with photos)

         Following the meeting of the Pest Control Steering Committee yesterday (July 23), the Government and stakeholders are progressively strengthening efforts to prevent chikungunya fever (CF). The Under Secretary for Environment and Ecology, Miss Diane Wong, and Assistant Director (Operations) of the Food and Environmental Hygiene Department (FEHD) Mr Wan Chi-shun visited the area around Greig Road in the Eastern District today (July 24) to inspect the enhanced CF prevention efforts in the community.
     
         According to the discussions at yesterday’s meeting, the intensified mosquito prevention and control measures by the Government and stakeholders include: constantly updating the list of mosquito infestation hotspots to adjust and plan their work based on the actual situation, to ensure that mosquito prevention and control work is prompt and effective; carrying out a new round of actions promptly following Typhoon Wipha to thoroughly eliminate mosquito breeding places, supplemented by fogging operations (i.e. ultra-low volume spraying) to eradicate adult mosquitoes; continuing to take proactive anti-mosquito measures including clearing potential breeding grounds at least once a week during the rainy season and timely co-ordinate fogging operations until the season ends.
     
         The FEHD is convening meetings of inter-departmental task forces on anti-mosquito work through its District Environmental Hygiene Offices to strengthen mosquito control work with district stakeholders, including to remove accumulated water and carry out mosquito prevention and control work in target areas that have drawn particular concern, such as public markets, cooked food centres and hawker bazaars, single-block buildings, streets and back lanes, common parts of buildings, village houses, construction sites, vacant sites and road works sites. The FEHD will also call on property managements to properly repairs their premises so as to minimise mosquito breeding places. Furthermore, regular ultra-low volume fogging operations have been conducted since the onset of the rainy season. The FEHD will continue to provide departments and the industry with professional advice and technical support to assist them in formulating and implementing effective anti-mosquito measures swiftly. At the same time, the FEHD will strengthen publicity and public education.
     
         The survey area inspected today recorded gravidtrap indices reaching Level 3 alert level in May and June this year, indicating  extensive distribution of Aedes albopictus mosquitoes. The FEHD has been collaborating with relevant departments and stakeholders to strengthen mosquito prevention and control work in areas under their purview, including eliminating mosquito breeding places, applying larvicides, conducting fogging operations to eradicate adult mosquitoes, and ensuring that mosquito trapping devices at appropriate locations are operating properly. The first-phase gravidtrap index for this survey area in July has dropped to 5.8 per cent.
     
         Apart from the co-ordination mechanism at district level, the Environment and Ecology Bureau will also convene a meeting with stakeholders under the regular meeting mechanism for pest control. During the meeting, the Centre for Health Protection of the Department of Health will present the latest situation of chikungunya fever and responsive measures to be taken by the public. The 15 organisations or institutions participating in this mechanism include the Hong Kong Housing Society, Link, People’s Place, the Hong Kong Property Services Alliance, the Hong Kong Association of Property Management Companies, the Federation of Hong Kong Property Management Industry, the Hong Kong Association of Property Services Agents, the Pest Control Personnel Association of Hong Kong, the Hong Kong Pest Management Association, the Federation of Hong Kong, Kowloon, New Territories Hawker Associations, the Hong Kong Federation of Restaurants and Related Trades, the Association for Hong Kong Catering Services Management, the Association of Restaurant Managers, the Hong Kong Construction Association, and the Hong Kong General Building Contractors Association.
     
         As the hot and rainy weather approaches, the overall risk of mosquito borne diseases may rise significantly. Recently, a considerable number of CF infection cases have been reported in neighbouring regions and some overseas countries. There is also a large number of citizens and tourists frequently travelling to and from Hong Kong and different places. If people infected with CF outside Hong Kong and is bitten by mosquitoes in Hong Kong during the infectious period, and subsequently the mosquitoes bite other people, local transmission may occur. In view of this, although there have been no CF cases in Hong Kong since 2020, the industry and the public must remain vigilant and intensify mosquito prevention and control efforts to avoid the risk of local cases.
     
         The Government again appeals to members of the public to continue working with us to take early measures to prevent and eliminate mosquitoes at home and other venues early, including inspecting their homes and surroundings to remove potential breeding places, changing water in vases, scrubbing their inner surfaces, and emptying water fromsaucers under potted plants at least once a week, properly disposing of containers such as soft drink cans and food containers, and drilling large holes in unused tyres. The FEHD also advises members of the public and property management companies to keep drains free of blockage and level all defective ground surfaces to prevent the water accumulation. They should also scrub all drains and surface sewers with alkaline detergents at least once a week to remove any mosquito eggs.

    Patients are seeing great benefits as the Regina Urgent Care Centre (UCC) marks one year of operations. More than 41,000 patients have received care in this first year. This is more than double the anticipated volume that was based on a 24-hour operating model. 

    “I strongly believe the Urgent Care Centre was very much needed in Regina, and it is such an elegant way to bridge the gap between issues that cannot wait for a doctor’s office but probably are not considered an emergency,” Regina resident Murray B. said. “The laboratory, x-ray and ultrasound capability on site only add to its effectiveness.”

    The Regina UCC is staffed with a blended model of family physicians and emergency department physicians, registered nurses and psychiatric nurses, laboratory and x-ray technicians and other health care workers. Nurse practitioners were included to help support the management of lower acuity patients.

By diverting low acuity MHA patients from the Emergency Department, patients will receive timely care to manage their mental health and addictions needs. This includes cases of:  

    • Depression or anxiety, thought of suicide or self-harm;  
    • Overwhelming stress or an inability to cope with life;  
    • Urgent prescriptions for addiction management;  
    • Inability to fall asleep or stay asleep;  
    • Escalation in mental health symptoms;  
    • Overwhelming feelings of grief or loss; and  
    • New mental health symptoms.

    When appropriate, the Regina UCC has stabilized and treated addiction patients and referred them to treatment, adding to the capacity of care options available.

    Thank you, Mr. Chairman. I’m going to start by recognizing the collegiality of our Chairman Mr. Diaz-Balart and the thoughtful members on both sides of the aisle. And of course, I want to thank our hardworking staff for their tireless efforts. But most of all, I want to recognize the brave and committed Americans—our diplomats, USAID workers, humanitarian teams, and public health experts and our partners around the world—who bring our country’s values to the world’s toughest places. They’re the ones who delivered vaccines to remote villages in Congo, who help girls in Ethiopia escape forced marriage and find education and safety. 

    I’ve seen their work up close–I know many of us have—and the impact of the programs we funded. Children who escaped the brutality of Assad’s Syria thriving in classrooms in Jordan. Mothers in Malawi learning skills to support their families. Pregnant women in Kenya staying healthy with support from HIV clinics. To all of these workers —past and present: You are the patriots. You represent the best of America. And those who are still serving deserve more than our thanks. They deserve the tools to get the job done.

    Mr. Chairman, I wish we had a bipartisan bill in front of us that I could support that honored that service and reflected America’s leadership. If we had a responsible allocation and a White House that understood diplomacy, development, and humanitarian aid, we could have gotten there. But instead, here we are, questioning whether any of this matters when the President just ignores the will of Congress and the laws we pass.

    So today, I strongly oppose the FY 2026 Republican bill. It’s not just a funding cut—it’s a reckless blueprint for American retreat. Our President seems to think relying on threats and bullying alone is a smart strategy. But chaotic tariffs, cruel immigration crackdowns, and this tepid foreign aid plan before us today is not going to make us more safe, secure, or more prosperous. And attention: we are ceding the world to China. And let me be clear: This bill does not lower costs for hard working families and retirees on day one as promised by President Trump—instead it puts hard earned finances at risk by hurting global stability.

    And tax breaks for billionaires is not a trade-off for millions of starving children and let me just say that this bill does not make one bit of difference in making up the $4 trillion addition to our debt when the Republicans pass what they call their Big Bill their Big Beautiful Bill I call it the Big Ugly Bill   And this bill is just adds to the list of  troubling actions by the Administration.

    Here’s what’s happened leading up: Foreign aid has been held up illegally, then justified by an inane clawback known as recission; USAID—an agency backed by Congress that fights poverty and prevents conflict—gutted; Over 10,000 development and humanitarian professionals dismissed by Elon Musk; 5,000 life-saving aid programs abruptly terminated; 1,300 State Department staff laid off; Offices shuttered. Decades of progress wiped out. How disgusting , the richest man in the world was allowed to pull the plug on programs that save the world’s poorest children.

    The infrastructure and staffing is no longer present to carry out the few programs that remain. Let me say this again with emphasis: The infrastructure and staffing is no longer present to carry out the few programs that remain.

    All while the world faces crisis after crisis: Wars and armed conflict, Extreme weather, Hunger and famine, Disease outbreaks, Mass migration, and Rising authoritarian regimes

    These aren’t distant problems. They land right at our door: Fragile states collapse and migration surges; Trade stops and U.S. farmers and businesses lose buyers ;Climate disasters destroy crops and homes; Broken health systems allow deadly viruses to spread; And when we step back, China and Russia step in—not to help, but to expand their grip.

    We’re leaving behind a gap they fill with money, weapons, and propaganda taking over the airwaves – reaching listeners who used to rely on Voice of America and our international broadcasting. They want to remake the world to fit their playbook.

    Meanwhile, sadly our allies are also slashing foreign aid —pushed to spend more on weapons by Mr. Trump. As global needs explode, democracy’s soft power is vanishing. This bill fails to meet this moment.

    Here’s what it really does:

    Cuts 22% from the international affairs budget – that’s $13 billion, diminishing funding for development and economic assistance:

    • Kids kicked out of the classroom and cut off from clean water
    • Farmers losing seeds and tools to make a living
    • Violence prevention programs vanishing
    • Local nonprofits shut down

    The bill slashes humanitarian aid by 42%:

    • In Nigeria, malnourished infants are dying without food
    • In Myanmar, hospitals are going dark
    • In The Gambia, support for survivors of female genital mutilation has ended—as the country debates making it legal again
    • In Ukraine, wounded soldiers go without care
    • In Ecuador, women entrepreneurs are losing lifelines and heading for our border

    This is a blow to our credibility, our moral standing, and our global influence. Soft power – interestingly enough – development and diplomacy – have been secret weapons abroad. Without them, we’re losing Americans on the ground who know the terrain, see trouble coming, and keep us one step ahead.

Here we go again–Republicans couldn’t resist one more swipe at women: Slashing family planning programs that save hundreds of thousands of lives each year and prevent millions of unplanned pregnancies, Reinstating the Global Gag Rule—which blocks funding to foreign groups that even talk about abortion; you can’t even say the word “abortion”, not do abortion, say the word “abortion”– you lose your funding, Gutting the UNFPA—which provides basic reproductive and maternal care in over 150 countries

    And while this bill guts humanitarian programs and walks away from the world’s most vulnerable, the administration is also on the road to destroying one of the smartest, most effective tools of U.S. foreign policy: the Women, Peace, and Security agenda. WPS is not some fringe idea. It’s the law, signed by guess who, Donald Trump. It passed with strong bipartisan support. And here’s why: Women experience conflict differently than men—often bearing the brunt of sexual violence, displacement, and the burden of caring for families amid chaos—yet they are too often excluded from life changing decisions. The WPS agenda has helped train diplomats, strengthen alliances, and put more women at the center of peace and security.

    When women are at the table for peace talks, recovery, and crisis response, the results are better. Period. Peace lasts longer. Communities recover faster. And Missions succeed. And yet, this administration shut down the State Department’s office that leads that work—right when we need women’s leadership the most. That’s not just shortsighted. It makes the world less safe and works directly against our own interests.

    The bill also abandons multilateral institutions and organizations—UNICEF, the UN Development Program, the African and Asian Development Banks, the World Bank, the World Health Organization—undermining our ability to shape the global agenda and ceding ground to autocrats. Guess who? Attention: China is going to take over this world.

    So why should Americans care that these cuts are going to cost more than they save? Because these cuts hurt American families, too.  When we walk away from the world: Chaos spreads; Troops are put in harm’s way; Our adversaries gain ground; And we pay the price—in dollars, and in lives.

    And look, I say this not just as a lawmaker, but as a mother. My son served in the Marines. He was sent to two wars–Iraq and Afghanistan– I know what it means when diplomacy fails. The cost isn’t hypothetical—it hits our soldiers and their families the hardest.

    Let me remind you: the international affairs budget was already less than 1% of our federal spending. But it delivered huge returns: Markets for American goods; Stability abroad; Protection from pandemics; Fewer troops sent into harm’s way.

    Last week, we passed an $832 billion defense bill—that’s hard power. But even our top generals warn: without soft power alongside it, that number will only keep rising. So, Mr. Chairman, This bill is a lost opportunity. It’s a failure to lead. It hurts American families because when health systems collapse, people get sick.  When trade stalls, jobs vanish. When diplomacy fails, our loved ones go to war.  So let me close with this: Democrats aren’t giving up. We’re ready to work together with Republicans to reach a bill that reflects our values, keeps our promises, and protects American lives. Because we can’t bomb and drone our way to peace and prosperity.  A strong America doesn’t hide. And it doesn’t bully. A strong America leads—with vision, with courage, and compassion.     Today, during the full committee markup of the National Security, Department of State, and Related Programs Appropriations funding bill, Ranking Member Frankel introduced two amendments to safeguard American leadership on the world stage.

    The first ensures that no less than 15% of economic development funds in the bill be directed toward programs in Africa. The amendment passed with unanimous bipartisan support. From Rep. Frankel’s remarks: “By 2050, Africa will be home to a quarter of the world’s population—and nearly half of all global youth. Some cities are booming. Startups are thriving. And across the continent, countries are leapfrogging traditional development paths through mobile banking, financial technology, and energy innovation.     The second amendment aimed to ensure proper staffing at the State Department to effectively take on what remains of USAID programs after they were dismantled by the Trump Administration. The amendment directed the State Department to prioritize rehiring USAID experts who the Administration previously fired. The amendment did not pass.

    As drinking water contamination from toxic “forever chemicals,” also known as per- and polyfluoroalkyl substances (PFAS), increasingly threatens communities in Maine and across the country, U.S. Representatives Chellie Pingree (D-Maine) and David Rouzer (R-N.C.) have reintroduced the bipartisan Healthy Drinking Water Affordability Act, or the Healthy H2O Act. The legislation, introduced in the Senate by Tammy Baldwin (D-Wisc.) and Susan Collins (R-Maine), provides grants for water testing and treatment technology directly to individuals and nonprofits in rural communities. Systems that improve water quality—whether installed at the faucet or within a building—can provide immediate and ongoing protections from known and emerging water contaminants, including PFAS, lead, and nitrates. 

    “The Healthy H2O Act will help make water testing and treatment technology more accessible here in Maine, and in rural communities across the country, especially for families on private wells who are too often left to navigate contamination risks on their own,” said Pingree. “As national protections face delays and uncertainty, local communities can’t afford to wait. This bipartisan bill gives them the tools to identify and address harmful chemicals like PFAS and lead at the tap—so they can be confident the water they’re drinking is safe.”

    Millions more GP appointments are now being delivered across the country and an extra 2,000 GPs have been hired nationwide since last October, as the government’s Plan for Change brings back the family doctor.

    The average GP is responsible for 2,300 patients, and the new tranche could deliver over four million additional appointments per year.

    It comes as encouraging new figures from the Office of National Statistics (ONS) show the number of patients who found it difficult to contact their practice has fallen significantly from 18.7% in July/August 2024 to 10.6% in May/June this year.

    A total of 96.3% of patients who tried to contact their practice in the past 28 days were successful, while the number of patients who had a poor experience of their GP practice fell from 15% to 10.9% in the same period.

    In May 2025, an extra 12,000 GP appointments were delivered every working day compared to May 2024.

    The recruitment boost – which has already delivered an extra 2,000 GPs – forms part of the government’s Plan for Change, which is rebuilding the NHS by shifting healthcare out of hospitals into the community and ending the 8am scramble.

    Health and Social Care Secretary Wes Streeting said:

    We said we’d deliver 1,000 more GPs this year – and we’ve busted that target, bringing 2,000 more GPs on board. With proper investment and reform we are turning the tide on our NHS, and patients are beginning to feel the benefit.

    We still have a long road ahead, and this government is determined to keep our foot on the gas.

    Our Plan for Change will deliver this progress, creating a Neighbourhood Health Service that puts GPs at its heart and makes sure the NHS is there for everyone, whenever they need it.

    Last month the government set out its 10 Year Health Plan which outlines the reforms government is driving forwards to get the NHS back on its feet and fit for the future. The plan will train thousands more GPs and create a new Neighbourhood Health Service, so millions of patients can be treated and cared for closer to their homes by pioneering teams – some based entirely under one roof.

    When the government came into office last year, unnecessary red tape was preventing practices from hiring newly qualified GPs, meaning more than 1,000 were due to graduate into unemployment.

    At the same time, there were also 1,399 fewer fully qualified GPs than a decade prior, with years of underfunding and neglect eroding GP services.

    The government took immediate action and invested an extra £82 million to allow networks of practices to hire GPs, with the funding continuing past this year.  

    This recruitment was made possible by the tough but fair decisions the Chancellor took at the budget to fix the foundations of the NHS, enabling the government to provide almost £26 billion to get the NHS back on its feet and make it fit for the future.

    The Plan for Change is already transforming the NHS for patients and staff. Backed by the government’s major cash injection of over £102 million, more 1,000 GP surgeries will receive over £102 million to create additional space to see more patients and deliver 8.3 million more appointments each year.

    An extra 4.6 million elective appointments have been delivered since July 2024 – over double the government’s target. The upgraded NHS App will also act as a digital front door to the health service, overhauling how people get advice, manage appointments and interact with services to make their healthcare more convenient and more personalised.

    Driving Multi-Domain AI Innovation through Interdisciplinary Collaboration

    The strategic priorities of Microsoft Research Asia – Singapore are already taking shape through a series of interdisciplinary initiatives. By collaborating with local partners and leveraging cross-sector expertise, the lab is applying advanced AI technologies across key industrial and societal domains:

    • Accelerating industry transformation through domain-specific foundation models and agentic AI that generate actionable insights across sectors like healthcare, finance, and logistics.
    • Advancing precision health by leveraging SingHealth’s data and expertise to develop AI capabilities aimed at delivering personalized analysis and enhanced diagnostic accuracy to enable better patient outcomes.
    • Pushing the frontiers of spatial intelligence with National University of Singapore (NUS) and Nanyang Technological University Singapore (NTU Singapore) to develop embodied AI for complex tasks in smart environments.
    • Adapting AI to align with Southeast Asian cultural context and norms, ensuring systems are both reliable and trustworthy within the region.

    Developing AI Talent and Strengthening Ecosystem Collaboration

    Another key pillar of Microsoft Research Asia – Singapore is nurturing AI talent and deepening academic collaboration to drive scientific excellence and support Singapore’s vibrant innovation ecosystem. The lab works closely with leading institutions including the National University of Singapore (NUS), Nanyang Technological University, Singapore (NTU Singapore), and Singapore Management University (SMU) to advance both fundamental and applied research, while equipping the next generation of researchers with real-world experience.

    Today’s launch builds on the announcement earlier this year of Microsoft Research Asia’s five-year research collaboration agreement with NUS to accelerate AI research and cultivate computing talent across the region. As part of this collaboration, the lab aims to nurture PhD students through the Industrial Postgraduate Programme (IPP), a programme supported by EDB, as well as PhD programmes offered by the NUS School of Computing.

    In addition, Microsoft Research Asia is fostering academic exchange and strengthening the research ecosystem through summer schools and joint workshops with NUS, NTU Singapore and SMU.

  • MIL-OSI Africa: Motsoaledi calls for innovative vaccine solutions to combat TB

    Minister of Health, Dr Aaron Motsoaledi, has stressed the urgent need for innovative solutions to combat tuberculosis (TB), a disease that has historically affected not just South Africa but also countries around the world.

    “We are here because we believe that TB – a disease that has shaped the history and health of our country and indeed, the whole world – can be ended. Not through words alone, but through action, partnership, and innovation,“ he said on Thursday. 

    The Minister was delivering a keynote address at the country’s TB Vaccine Preparedness Workshop held in Johannesburg. The workshop is aimed at advancing policy and decision-making for the introduction of TB vaccines.

    Addressing policymakers, scientists and community leaders, Motsoaledi stated that the upcoming phase will introduce preventative TB vaccination measures, which will also enhance the ongoing fight against HIV and Aids.

    For over a century, South Africa has relied on the Bacille Calmette-Guérin (BCG) vaccine to protect its children from TB, but the Minister pointed out that there has been no tool that can protect adolescents and adults. 

    “These are the very groups most at risk of getting sick and transmitting TB.” 

    With several new TB vaccine candidates in the late stages of clinical trials, the most promising options are expected to be available in the next few years. 

    This workshop positioned the country as one of the first that is ready to deliver a new generation of TB vaccines to the most vulnerable populations, including adolescents and adults.

    The Minister expressed confidence that the upcoming clinical trials would yield positive results, potentially leading to a new vaccine for older age groups within the next few years.

    TB is a leading cause of death from an infectious disease and a major contributor to ill-health in South Africa and globally.

    “Imagine the day when we announce the availability of the vaccine for tuberculosis,” he said, likening it to “the day of true freedom from slavery” for those suffering from the disease. 

    Motsoaledi described the disease as a form of “devastating slavery” that exacerbates poverty and leads to premature death.

    “South Africa is not waiting for the world to act. We are preparing – intentionally, early and inclusively.” 

    The Minister has used the first national gathering dedicated to the TB vaccine readiness platform to reiterate South Africa’s commitment to lead by example in the global fight against TB and HIV. 

    “When South Africa wins against TB and HIV and Aids the world will win the war,” he said. 

    He told the attendees that through his tenure as Health Minister, he consistently sought to elevate the profile of TB on a global scale. 

    Motsoaledi recalled his 2018 address at the United Nations, where he rallied for world leaders to commit to addressing the TB crisis. 

    “While global attention has often turned to emerging health threats, South Africa has remained focused on the enduring challenge of TB,” he said. 

    He also acknowledged the disease’s severe impact on communities already struggling with HIV.

    “Today’s discussions remind us that vaccine introduction is not just about science – it is about health systems. It is about trust. It is about readiness.”

    He also used the platform to emphasise the importance of preparing the health sector for the rollout of the TB vaccine.

    The agenda for the workshop highlighted key thematic areas crucial for readiness, including generating evidence for policy and investment, strengthening delivery systems for TB vaccines, and ensuring manufacturing and supply chain readiness.

    “Investment in human life means everything,” he said, stressing the need for robust financial backing to ensure effective vaccine deployment.

    The Minister took the time to urge stakeholders to foster community trust and strong advocacy to ensure widespread acceptance of the TB vaccine upon its introduction.
