  • MIL-OSI Asia-Pac: Cancer committee meets

    Acting Secretary for Health Dr Libby Lee chaired the 20th meeting of the Cancer Coordinating Committee today to discuss the response strategies and measures against cancer with relevant government departments and organisations.

    During the meeting, the committee examined the implementation of the Hong Kong Cancer Strategy, and looked at in detail the citywide population-based cancer surveillance data for 2022, including figures on incidence, mortality, survival rates and cancer prevalence in the population for major cancers.

    A total of 35,373 newly diagnosed cancer cases were recorded in 2022, involving 17,239 men and 18,134 women. In other words, 97 new cancer cases were diagnosed every day on average.

    Lung cancer, logging 5,707 cases, remains the most common cancer in Hong Kong.

    Breast cancer (5,208 cases) has for the first time outnumbered colorectal cancer (5,190 cases), accounting for the second and third most common cancers.

    Dr Lee said: “Cancer mortality rates of both males and females have shown a declining trend over the past three decades, indicating Hong Kong’s healthcare system has yielded positive results in combating cancer.”

    She noted that the stage-specific survival rates of various cancers show that the survival rate will be higher if a patient has the cancer detected at an early stage followed by early treatment.

    “In Hong Kong, most patients with early-stage cancers have a five-year relative survival rate reaching 90% or higher. The ratio of surviving for more than five years for those with certain early-stage cancers, such as female breast, prostate and thyroid cancers, is comparable to that of the general population.”

    The committee also reviewed and discussed various work on cancer prevention and control.

    In this respect, the Department of Health has been promoting to the public a healthy lifestyle as the primary strategy for cancer prevention.

    Primary prevention, ie reducing exposure to cancer risk factors, is the most important strategy for reducing the risk of developing cancer. The Government has long been adopting a multipronged approach, including publicity, education, promotion, legislation and regulation, to encourage citizens to lead a healthy lifestyle to reduce the risks of contracting non-communicable diseases including cancer.

    For screening, the department has implemented the Cervical Screening Programme, the Colorectal Cancer Screening Programme and the Breast Cancer Screening Pilot Programme.

    It highlighted that most of the cancer cases identified through various screening programmes are at earlier stages, leading to a more favourable prognosis, therefore, the Government will explore the use of artificial intelligence to assist lung cancer screening and implement hepatitis B screening to prevent liver cancer.   • MIL-OSI USA: Completion of Affordable Senior Development in Buffalo

    overnor Kathy Hochul today announced the completion of Mt. Olive Senior Manor, an affordable housing development for seniors that builds on the State’s historic $50 million investment in Buffalo’s East Side. Developed in partnership between Mt. Olive Development Corporation and People Inc., the new building creates 65 apartments for adults aged 55 and older, including 20 apartments with supportive services for individuals struggling with homelessness, on an underutilized parcel adjacent to the Mt. Olive Baptist Church. Under Governor Hochul’s leadership, New York State Homes and Community Renewal has financed more than 11,000 affordable homes in Erie County. Mt. Olive Senior Manor continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “Through strong partnerships with faith-based organizations like Mt. Olive Baptist Church, we are transforming underutilized spaces into vibrant, affordable homes for New York’s seniors,” Governor Hochul said. “Mt. Olive Senior Manor reflects our commitment to delivering safe, supportive housing that meets the unique needs of the East Side’s residents, advancing our bold vision to create and preserve 100,000 affordable homes across New York.”

    The three-story development is constructed on land next door to the Mt. Olive Baptist Church that has undergone brownfield remediation. All apartments are affordable to households earning up to 50 percent of the Area Median Income.

    Twenty apartments are set aside for seniors in need of supportive services to live independently. Services and rental subsidies are funded by the Empire State Supportive Housing Initiative and administered by the New York State Department of Health. The service provider is People Inc.

    Residential amenities include a community room with kitchen, laundry facilities, bicycle storage area, management office, support service offices, multipurpose room, a lounge area, and an enclosed courtyard with walkable space and a patio. To support residents as they age, the building’s design includes features such as grab bars, low-reach shelving and cabinets, lever-style door handles, under cabinet lighting, and zero transition showers.

    The development was designed to meet the Environmental Protection Agency’s Energy Star Multifamily New Construction – Energy Rating Index compliance path. The highly energy efficient, all-electric development features include electric vehicle charging stations, Energy Star appliances and lighting, low flow plumbing fixtures, and high efficiency mechanical equipment.

    State financing for Mt. Olive Senior Manor includes support from HCR’s Federal Low-Income Housing Tax Credit Program that generated more than $13 million in equity, as well as $3.6 million in subsidy. The New York State Office of Temporary and Disability Assistance is providing $4 million through the Homeless Housing and Assistance Program. Additionally, the site participated in the New York State Department of Environmental Conservation’s successful Brownfield Cleanup Program and became eligible for $3.6 million in tax credits administered by the New York State Department of Taxation and Finance. The Buffalo Urban Renewal Agency awarded $2 million in HOME funds. NYSERDA’s New Construction – Housing Program contributed $260,000 in incentives.

    Governor Hochul’s Housing Agenda

    Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY26 Enacted Budget includes more than $1.5 billion in new State funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. These measures complement the Governor’s five-year, $25 billion Housing Plan, included in the FY23 Enacted Budget, to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 60,000 homes have been created or preserved to date.

    The FY25 and FY26 Enacted Budgets also strengthened the Governor’s Pro-Housing Community Program — which allows certified localities exclusive access to up to $750 million in discretionary State funding. Currently, more than 300 communities have received Pro Housing certification, including Buffalo.

  • MIL-Evening Report: Motarilavoa Hilda Lini, ‘a trailblazer’ for Vanuatu women in politics, dies

    Motarilavoa Hilda Lini, a pioneering Ni-Vanuatu politician, has died.

    Lini passed away at the Port Vila General Hospital on Sunday, according to local news media.

    Lini was the first woman to be elected to the Vanuatu Parliament in 1987 as a member of the National United Party.

    She went on to become the country’s first female minister in 1991 after being appointed as the Minister for Health and Rural Water Supplies. She held several ministerial portfolios until the late 1990s, serving three terms in Parliament.

    While Health Minister, she helped to persuade the World Health Organisation to bring the question of the legality of nuclear weapons to the International Court of Justice in The Hague.

    She received the Nuclear-Free Future Award in 2005.

    She was the sister of the late Father Walter Lini, who is regarded as the country’s founding father.

    She was a chief of the Turaga nation of Pentecost Island in Vanuatu.

    “On behalf of the government, we wish to extend our deepest condolences to the Lini family for the passing of late Motarilavoa Hilda Lini — one of the first to break through our male-dominated Parliament during those hey days,” the Vanuatu Ministry for the Prime Minister said in a statement today.

    “She later championed many causes, including a Nuclear-Free Pacific. Rest in Peace soldier, for you have fought a great fight.

    In a condolence message posted on Facebook, Vanuatu’s Speaker Stephen Dorrick Felix Ma Au Malfes said Lini was “a trailblazer who paved the way for women in leadership and politics in Vanuatu”.

    “Her courage, dedication, and vision inspired many and have left an indelible mark on the history of our nation.

    “As Vanuatu continues to grow and celebrate its independence, her story and contributions will forever be remembered and honoured. She has left behind a legacy filled with wisdom, strength, and cherished memories that we will carry with us always.”

    A Vanuatu human rights women’s rights advocate, Anne Pakoa, said Lini was a “Pacific hero”.

    ‘Wise and humble leader’
    “She was a woman of integrity, a prestigious, wise and yet very humble woman leader,” Pakoa wrote in a Facebook post.

    Port Vila MP Marie Louise Milne, the third woman to represent the capital in Parliament after the late Lini and the late Maria Crowby, said “Lini was more than a leader”.

    “She was a pioneer . . . serving our country with strength, dignity, and an unshakable commitment to justice and peace. She carried her chiefly title with pride, wisdom, and purpose, always serving with the voice of a true daughter of the land,” Milne said.

    “I remember her powerful presence at the Independence Day flag-raising ceremonies, calling me ‘Marie Louise’ in her firm, commanding tone — a voice that resonated with leadership and care.”

    “Though I am not in Port Vila to pay my last respects in person, I carry her memory with me in my heart, in my work, and in my prayers. My thoughts are with the Lini family and all who mourn this national loss.”

    She said Lini’s legacy lives on in every woman who rises to serve, in every ni-Vanuatu who believes in justice and unity.

    “She will forever remain a symbol of strength for Vanuatu and for all Melanesian women.”

    Motarilavoa Hilda Lini will be buried in North Pentecost tomorrow.

  • MIL-OSI United Kingdom: expert reaction to unpublished conference abstract in which scientists propose a new approach for classifying processed foods

    A conference abstract presented at the annual conference of the American Society for Nutrition looks at a new approach for classifying processed foods. 

    Prof Martin Warren, Chief Scientific Officer and Group Leader, the Quadram Institute, said:

    “Refining the definition of processed food is key to improving scientific precision as the current NOVA categories, especially “ultra-processed foods” (UPFs), are too broad and vague, grouping diverse foods together based on processing techniques rather than nutritional composition or health outcomes.  Clearly, more precise definitions would allow for more appropriate research on diet and health outcomes.

    “This also has implications for policy and regulation, as governments and organizations use NOVA to shape food labelling laws as well as dietary guidelines.

    “Currently, there is a mismatch with nutrient profiling with some foods classified as UPFs being nutritionally adequate or even beneficial (e.g., some plant-based alternatives, fortified foods).  A refined system could integrate both processing level and nutritional quality, enabling more balanced assessments.

    “It’s difficult to tell about the quality of this abstract without more detailed analysis of the paper – but the general description and approach seems logical and robust.

    “A step in the right direction but there is a lot of work to do with encouraging people to address the need to adopt the five-a-day recommendation, which has such clear health benefits.”

    Prof Eileen Gibney, Professor in the School of Agriculture and Food Science, University College Dublin (UCD), said:

    “This is an interesting piece of work.

    “It attempts to address some of the criticisms of the current dialogue around the topic of ultra processed foods.  As the authors state some of the issues raised in relation to the current definitions used in the UPF discussion is that you can have two distinctly different foods – a sweet or ‘candy’ bar (e.g. chocolates / sweets) in the same category as a fortified sugar-free whole grain breakfast cereal.  This makes it complicated to use the concept of UPF in nutritional guidance, and nutritional advice.  You can’t ask individuals to simply remove all UPF from a diet, as this leaves little choice for the consumer, and would be incredibly hard for people to follow.  What we need to do is to understand which processed foods to minimise, and those that are in fact beneficial in a diet.

    “The work presented here looks more closely at the ingredients, determining which are processed and not, as well as their known impact on health, it then considers how much added sugar the food contains, and how the combined ingredients impact on health, penalising foods with ingredients which have evidence for increased risk of disease.

    “Essentially this scoring system aims to consider the level of processing (by considering the ingredients within the foods), but also considers evidence that links those ingredients with health outcomes.  This more nuanced evidenced based approach appears to then discriminate foods that have been processed for benefit (e.g. sugar free fortified breakfast cereal) versus those that do not give any nutritional or health benefit e.g. a chocolate bar.

    “This differentiation is important as it means that we are not simply considering the ‘presence of processing’ in a food, as the existing categorization does, but using an evidence based approach, informed by scientific evidence that demonstrates if a processing step, and/or ingredient actually impacts health.  Evidence based approaches to the provision of nutritional advice is really important, and underpins our approach to public health.  It will be important that this scoring system is updated as and when new evidence is available.”

    Prof Helen Roche, Full Professor of Nutrigenomics (Nutrition and ‘Omics’), Director Of Academic Centre – Conway Institute School of Public Health, Physiotherapy and Sports Science, University College Dublin (UCD), said:

    “It is an example of nice research which advances the ways we can enhance and improve classification of healthy versus unhealthy foods, based on sound, systematic science, to better inform the consumer.  It is very difficult to distinguish processed from non-processed food and their potential impact on health.  Take for example lasagne, if you make it yourself at home versus a highly processed version, which by virtue of inferior ingredients and extensive food processing – the end products are very different in terms of nutritional quality.  The new classification system proposed WISEcode UPF has the potential to more accurately classify processed versus non-processed foods – which when presented in an app might help support consumers choice towards more healthy food options.”

    Prof Alexandra Johnstone, Theme Lead for Nutrition, Obesity and Disease, Rowett Institute, University of Aberdeen, said:

    “The press release and abstract are very brief and do not allow for this novel research to be assessed for quality or rigor.  The experienced US-based research group present a novel scoring system to classify foods and ingredients according to processing and evidence of impact on health, in comparison to the existing NOVA scale which is commonly used to classify UPF.  There is very limited description on the validation of the tool and no perspective on limitations of the dataset.  For example, this is being presented at a US nutrition meeting and the trademark terms look to be only relevant for the US food system; it is not clear if this is transferrable in other countries.  Prior to a peer-review publication, it is difficult to comment further on the translation of the data.”

    Dr Amanda Avery, Associate Professor in Nutrition and Dietetics, University of Nottingham, said:

    “The NOVA system for classifying foods as ultra-processed or not has served us well since it was first introduced in 2009.  But it is time to look for an update given that we know that not all ultra-processed foods are equal and some can contribute to a healthy diet.  Also given the ever-increasing number of manufactured food products and increasing level of processing.

    “It is unsurprising that AI has been used to create an app with a scoring system using an assessment of ingredients weighted based on current scientific knowledge of the associated health risks, the percentage of calories that come from added sugars, and considerations for ingredients with known health concerns (such as high fructose corn syrup, artificial sweeteners, and salt).  Without further information, one assumes that there is also consideration of the positive health benefits of wholegrains providing dietary fibre.

    “This scoring system was applied to a large number of foods and many different food ingredients were considered.  The USA-based scientists found that the proposed scoring system was better able to differentiate between foods classified as ultra-processed compared to using the NOVA criteria.  As one would expect, and hope, there was less differentiation between those foods that are minimally processed.

    “It is unlikely that there will ever be a perfect system that accounts for all the nuances that weigh up the risks and benefits of processed food and health.  Food manufacturers continue to process food to develop products that are safe and appealing without always considering the wider health impact and of course the health impact is very dependent on how often and how many ultra-processed foods are included in an individual diet.  If included occasionally as part of an overall healthy and nutritionally balanced diet, the health risks will be considerably reduced.

    “Sadly, whilst such an app may be able to influence healthier food choices, people’s food choices are influenced by a number of factors.  Having a greater awareness of the level of processing and ingredients included in a product may not influence choice for everyone.  Price for many has a huge influence on the food choices they make, and sadly ultra-processed foods often remain the cheaper option.  One exception is that instore brands can often have a better nutritional profile compared to the equivalent branded product and such technology may provide consumers with a greater awareness of this – which is great.

    “The abstract being presented is very much describing the development of the app.  There does not seem to be any robust evaluation of the use of the app that demonstrates conclusive evidence of the value of the app in improving consumer food choice or the wider health benefits.  It would also be good to know if the ability for consumers to be able to compare similar products changes food manufacturing practices to reduce the level of processing and use of artificial ingredients.

    “The app has been developed in the USA and whilst a large number of foods and ingredients have been used as part of the development, there are differences in the foods that are available in the UK.”

  • MIL-OSI USA: New NIST Standard Helps Deliver the Right Dosage of Cancer-Fighting Drugs

    Actinium-225 and some other radioactive elements that emit alpha rays can be transformed into cancer-fighting missiles if they are attached to molecules that seek out and attach to tumor cells. Because alpha rays dump most of their energy within extremely short distances in the human body, this radiation can be harnessed to kill cancer cells while sparing surrounding healthy tissue.

    Scientists at the National Institute of Standards and Technology (NIST) have developed the first U.S. standard for measuring the radioactivity of actinium-225, a radioactive isotope that drug companies are using to develop a new class of anticancer drugs.

    The new standard, which is tied to the International System of Units (SI), has enabled NIST to open a calibration service for drug companies and research institutions studying the cancer-fighting potential of actinium-225. By comparing NIST’s measurement of a sample of actinium-225 to their own measurements, the companies can ensure that human volunteers injected with actinium-225 receive the exact amount of radioactivity required for it to be effective.

    “Health care providers don’t want to overdose patients. Then they risk doing more harm than good,” said NIST chemist Denis Bergeron. “But they also don’t want to underdose patients. In a way, that’s even worse because a patient is exposed to potentially harmful radiation without effectively treating their cancer. This is a case where you have to get it precisely right. That’s our job at NIST. For actinium-225, that means accurately measuring the injected radioactivity.”

    As the national measurement institute for the U.S., NIST provides a wide range of calibration services to industry and other organizations to help ensure that their equipment is providing accurate readings. This latest calibration service could facilitate FDA review of anticancer drugs based on actinium-225, potentially speeding their deployment to cancer patients. More than 15 clinical trials in the U.S. have revealed that drugs based on actinium-225 show promise for fighting several cancers, including prostate cancer, neuroendocrine tumors and acute myeloid leukemia.

    Blasting Tumors With Radioactive Atoms

    Actinium-225 is one of several radioisotopes — radioactive versions of stable elements — that dump a massive amount of energy, in the form of alpha particles, within an extremely short distance in the human body. Alpha particles, composed of two protons and two neutrons, are relatively bulky and dense, so they don’t travel far before depositing all their energy.

    Taking advantage of this short-range blast of energy, clinicians have devised drugs that act like anticancer missiles, binding actinium-225 or another alpha-emitting radioisotope to molecules that seek out and attach to cancer cells specifically. Once the radioactive source arrives at a tumor, alpha particles destroy the DNA of the cancer cells while leaving healthy cells unscathed.

    To deliver the right dose to the tumor, clinicians must know how many alpha particles are being emitted at the tumor site. But counting radioactive decays is not as simple as it may seem.

    When it decays, actinium-225 successively transforms into a series of smaller atoms that are also unstable and emit their own alpha particles, along with gamma rays (a form of high-energy electromagnetic radiation) and beta particles (electrons). To measure radioactivity, researchers must account for all the decay products.

    Setting the Standard for Measuring a Radioactive Drug

    To create the new standard, Bergeron and his NIST colleagues relied on an established method of measuring radioactivity known as the triple-to-double coincidence ratio (TDCR). They placed a small amount of actinium-225 in a vial filled with a liquid that emits flashes of light when struck by radioactive particles. They then converted the flashes into electrical signals.

    This allowed the researchers to accurately measure the number of decays per second of actinium-225, a unit of measure known as the becquerel that is defined by using fundamental constants of nature. Other measurement techniques confirmed the accuracy of the new standard, the team reported online in the journal Applied Radiation and Isotopes.                             

    Helping Pharmaceutical Companies Accurately Measure Their Drug’s Dosage

    Once the NIST team established the new standard with TDCR, pharmaceutical companies began sending NIST samples of actinium-225 that they had measured in their own laboratories. The NIST scientists measured the radioactivity of the samples using the NIST standard. By comparing NIST’s measurement to its own, each pharmaceutical company was able to calibrate its equipment to the NIST standard.

    “When you inject a radioactive drug into a patient, you want to make sure that the strength is exactly right for treating a tumor; a lower amount could harm the patient without any benefit,” said Elisa Napoli, a nuclear physicist at the pharmaceutical company ARTBIO in Cambridge, Massachusetts, which specializes in developing radioactive anticancer drugs. “If you have different dial settings or different instruments that measure radioactivity [in different parts of the world] and they are not calibrated with the same standard, then it’s a mess,” she added. “You don’t know how much radioactivity you’re injecting into a patient in Japan or how much you’re injecting into another patient in Italy.”

    The service is in high demand: Since November, five pharmaceutical companies have sent samples of actinium-225 to NIST for radioactivity measurements, and several other companies are on a waiting list. Instructions for using the service are available on the NIST website.

    “Our goal in developing, improving and disseminating radioactivity standards is to give pharmaceutical companies and research facilities the resources they need to accurately monitor the activity of radionuclides on their own,” Bergeron said.

    Linking Radioactivity Measurements to the NIST Standard

    Pharmaceutical companies measured the radioactivity of actinium-225 by using a simpler, easier-to-use method than NIST’s. They placed the radioactive element in a gas-filled device known as an ionization chamber. Gamma rays released by the sample of actinium-225 ionized the gas, stripping atoms in the gas of electrons and creating an electric current proportional to the intensity of the radiation.

    When they received a company’s sample, the NIST scientists measured the radioactivity of the sample also using an ionization chamber — but with one important difference. The radioactivity recorded by the chamber at NIST had been calibrated according to the NIST standard.

    “We let the calibrated ionization chamber serve as the repository, or memory, for our primary standard,” Bergeron said.

    overnor Kathy Hochul today proclaimed June as Worker Safety Month as part of her continued commitment to keep New Yorkers safe while on the job. The announcement coincides with three new laws going into effect, the Retail Worker Safety Act, the Fashion Workers Act, and the Warehouse Worker Injury Reduction Program. These new policies are meant to safeguard thousands of workers in these sectors by requiring employers to implement health and safety programs to reduce incidents of work-related injuries or abuse. Complementary to Workers Safety Month, the Governor announced safety enhancements for highway workers and users as part of her FY26 Enacted Budget. These new measures are the latest in Governor Hochul’s ongoing effort to make New York State safer and more affordable for workers statewide.

    “Our workers are the lifeline of the state and deserve to have a safe and secure work environment no matter the job,” Governor Hochul said. “With new safety enhancements and health programs in place, workers across the state will have the tools and resources necessary to ensure their safety while in the workplace.”

    New York State Department of Labor Commissioner Roberta Reardon said, “Every worker has the right to a safe work environment, free from threats of violence, exploitation, and workplace oversights that lead to injuries. With these new laws, our Department now has more tools in its toolbox to better protect hundreds of thousands of workers across these industries.     The Retail Worker Safety Act requires retail employers with ten or more employees statewide to develop and implement training programs to prevent workplace violence, including acts or threats of physical violence, abuse, harassment, or intimidation. Additionally, employers with 500 or more employees must install silent response buttons or provide wearable or mobile phone-based silent response buttons by January 2027. Combined, these measures will make New York retail locations safer for workers and shoppers. The New York State Department of Labor (NYSDOL) has created a series of training videos and a written model training to assist employers with creating their own workplace violence prevention training programs. The Department is also launching a social media campaign, featuring videos in English and Spanish to inform New Yorkers about the new law.

    Retail Council of New York State President and CEO Melissa O’Connor said, “The retail industry’s top priority is the safety of store employees and shoppers, as evidenced by our consistent collaboration with local police precincts, district attorneys, state and local leaders and community groups. We are encouraged by the new laws and related funding to address instances of organized retail crime and habitual retail theft in New York, including stronger penalties for the assault of retail employees. As we continue our work with Governor Kathy Hochul to promote public safety, we will also partner with the Department of Labor to ensure all covered employers are ready to comply with the Retail Worker Safety Act.”

    Retail, Wholesale and Department Store Union (RWDSU) President Stuart Appelbaum said, “Retail workers — and shoppers — across New York will now be safer because of the Retail Worker Safety Act.     Also going into effect is the Warehouse Worker Injury Reduction Program, requiring certain warehouse distribution center employers to establish and implement an injury reduction program. This will help them identify and reduce the risk of work-related injuries. Employers must now conduct worksite evaluations, provide training to employees and supervisors, and establish medical staffing and treatment protocols. The Warehouse Worker Injury Reduction program is part of the Warehouse Worker Protection Act, which requires employers to disclose production quotas as well as protect warehouse workers from disciplinary action or firing where quotas are undisclosed or prevent legally protected breaks.     Assemblymember Harry B. Bronson said, “As we recognize Worker Safety Month, it’s important we make sure policies are in place so when a New York worker leaves for work, they will return home to their family safely. The Warehouse Worker Injury Reduction Act, which I sponsored

    in the Assembly and will take effect during Worker Safety Month, ensures that warehouses enact safety measures that put the health of our workers above profits. As Assembly Labor Chair, I will always fight for the protections our workers deserve.”

    The New York Fashion Workers Act goes into effect on June 19, requiring model management companies and model management groups to comply with new duties and responsibilities under the law. The new law outlines the duties and responsibilities companies must provide, including:

    • Acting in the best interest of the models they represent;
    • Ensuring a safe work environment;
    • Providing models with a written agreement detailing their total compensation before work begins and clearly communicating itemized deductions and disclosing any financial relationships with clients;
    • Establishing company policies and complaint processes that addresses abuse, harassment, and any other inappropriate behavior towards models; and
    • Outline penalties for violations of company policies.

    Starting December 21 of this year, these groups must register with the New York State Department of Labor and comply with any registration-related requirements. The law also prohibits these groups from imposing certain fees, requiring models to sign contracts for longer than three years, and using models’ digital replicas without permission. NYSDOL has created English and Spanish videos to raise awareness of the new law.

    Model Alliance Executive Director Sara Ziff said, “Models are workers who deserve the same labor rights and protections as anyone else. For too long, models have faced late payment, bogus fees, and unsafe working conditions — often without recourse. With the Fashion Workers Act, New York is finally saying: enough is enough. This victory is hard-fought recognition for a vulnerable workforce, one that is overwhelmingly young, female, and immigrant. We are deeply grateful to our bill sponsors, Senator Hoylman-Sigal and Assembly Member Reyes, and to Governor Hochul for making this landmark protection a reality.”

    Complementary to Workers Safety Month, Governor Hochul announced safety enhancements for highway workers and users as part of her FY26 Enacted Budget. The Automated Work Zone Speed Enforcement program has been expanded to include MTA Bridges and Tunnels and NYS Bridge Authority properties and has been extended until 2031. The program, which aims to improve work zone safety for both workers and drivers, was previously set to expire in 2026. The Governor’s FY26 Budget also doubles the number of work zones eligible for participation in the program for both the New York State Department of Transportation and the New York State Thruway Authority. A majority of the funds collected under this program are reinvested into the work zone safety programs including safety training and public awareness advertising.

    Keeping workers safe is at the core of the mission of the Department of Labor. Last month, NYSDOL announced that businesses statewide have saved around $500 million over the last five decades thanks to the On-Site Consultation Program.   • MIL-OSI China: China expands pediatric care in Traditional Chinese Medicine hospitals

    BEIJING, June 3 — Over 95 percent of China’s top-tier public Traditional Chinese Medicine (TCM) hospitals have established pediatric departments as part of efforts to enhance healthcare services for children, authorities said Tuesday.

    At a press conference held by the National Administration of Traditional Chinese Medicine, officials revealed that by the end of 2023, over 95 percent of tertiary-level and 72 percent of secondary-level public TCM hospitals nationwide had set up pediatric units.

    They also noted that TCM holds unique advantages in treating common childhood illnesses and delivering preventive healthcare services.

    The administration is carrying out pilot programs that apply TCM approaches to tackle pressing childhood health issues such as obesity, scoliosis and myopia.

    By November 2025, authorities aim to achieve full pediatric department coverage in all tertiary public TCM hospitals and establish pediatric units in over 80 percent of secondary public TCM hospitals.

  • MIL-OSI Global: Is methylene blue really a brain booster? A pharmacologist explains the science

    The internet is abuzz with tributes to a liquid chemical called methylene blue that is being sold as a health supplement.

    Over the past five or 10 years, methylene blue has come to be touted online as a so-called nootropic agent – a substance that enhances cognitive function. Vendors claim that it amps up brain energy, improves memory, boosts focus and dispels brain fog, among other supposed benefits.

    Health influencers, such as podcaster Joe Rogan, have sung its praises. In February 2025, shortly before he was confirmed as health and human services secretary, Robert F. Kennedy Jr. appeared in a video squirting a blue liquid widely presumed to be methylene blue into a glass – though he never verbally endorsed the substance.

    As a researcher studying inflammation and cancer, I investigate how dyes affect human health. Claims about methylene blue are alluring, and it’s easy to buy into its promise. But so far, evidence supporting its health benefits is scant, and there are some serious risks to using the substance outside of medical practice.

    What is methylene blue?

    Methylene blue was first synthesized in the 19th century by scientists at the German chemical company BASF.

    Methylene blue is a synthetic dye that exists as a dark green powder and takes on a deep blue color when dissolved in water. My work and that of others suggest that many synthetic dyes widely used in foods and medicines can trigger potentially harmful immune system reactions in the body. But unlike commonly used food dyes – one of which was recently banned by the U.S. Food and Drug Administration – methylene blue is not derived from petroleum, also known as crude oil. Instead, it comes from a different family of dyes, which isn’t thought to have these health concerns.

    Methylene blue was first synthesized in 1876 as a dye for textiles and was valued for its intense color and ability to bind well to fabrics. Soon after, German physician Paul Ehrlich discovered its ability to stain biological tissues and to kill the parasite that causes malaria — making it one of the first synthetic drugs used in medicine.

    The chemical didn’t gain widespread use as a malaria treatment because it was no more effective than quinine, the standard therapy at the time. But in the 1930s, the dye found a new use in testing the safety of raw or unpasteurized milk. If its blue color faded quickly, the milk was contaminated with bacteria, but if it remained blue, the milk was considered relatively clean.

    This safety test now is largely obsolete. But it works thanks to methylene blue’s chemical superpower, which is that its molecules can swap electrons with other molecules, like a tiny battery charger.

    How do doctors use it today?

    That same chemical superpower enables some of methylene blue’s medical uses. Most significantly, doctors use it to treat a rare blood disorder called methemoglobinemia, in which hemoglobin, an iron-rich protein in red blood cells that carries oxygen, takes on a different form that can’t do the job. Methylene blue restores hemoglobin’s function by transferring an electron.

    Doctors also sometimes use methylene blue to treat the effects of carbon monoxide poisoning, septic shock or toxicities from drugs such as chemotherapy. It is also used as a surgical dye to highlight specific tissues such as lymph nodes, or to identify where tissue is leaky and therefore may be damaged.

    How does methylene blue affect the brain?

    Methylene blue can enter the brain by crossing the protective tissue barrier that surrounds it. Researchers have also found that the chemical can protect and support mitochondria, cell structures that are often described as the powerhouses of the cell. Methylene blue may help mitochondria generate energy for cells to use. For these reasons, researchers are studying methylene blue’s effect on the brain.

    So far, most of what’s known about the substance’s effects on the brain comes from studies in rats and in cells grown in a lab dish – not in people. For example, researchers have found that methylene blue may improve learning, boost memory and protect brain cells in rats with a condition that mimics Alzheimer’s disease.

    Studies in rodents have also found that methylene blue can protect the brain from damage from brain injury. Other studies showed that methylene blue is useful in treating ischemic stroke in rats. However, no research to date has examined whether it protects peoples’ brains from traumatic brain injury or stroke.

    A handful of clinical trials have investigated the effects of methylene blue in treating aspects of Alzheimer’s disease in people, but a 2023 review of these trials notes that their results have been mixed and not conclusive. A small study of 26 people found that a single low dose of the chemical boosted memory by about 7% and increased brain activity during thinking tasks. Another study by the same researchers found that methylene blue changed how different parts of the brain connected, though it didn’t improve thinking skills.

    Although some studies in people have shown hints that methylene blue may be beneficial for some brain-related issues, such as pain management and neuropsychiatric disorders, such studies to date have been small. This suggests that while there may be patient circumstances where methylene blue is beneficial, researchers have not yet pinned down what those are.

    Is methylene blue safe?

    Methylene blue is generally safe when used under medical supervision. However, the chemical has some serious risks.

    For one thing, it can interact with widely used medications. Methylene blue inhibits a molecule called monoamine oxidase, whose job is to break down an important brain chemical, serotonin. Many commonly used medications for treating anxiety and depression target serotonin. Taking the supplement along with these medicines can cause a condition called serotonin syndrome, which can lead to agitation, confusion, high fever, rapid heart rate, muscle stiffness and, in severe cases, seizures or even death.

    In people with a rare genetic deficiency of an enzyme called G6PD, methylene blue can cause a dangerous condition in which red blood cells break down too quickly. At high doses, the chemical can also raise blood pressure or cause heart problems. Also, it’s considered unsafe for pregnant or breastfeeding women because it may harm the fetus or baby.

    Overall, while scientists have found hints of some fascinating properties of methylene blue, much larger, longer trials are needed to know if it truly works, what the right dose is and how safe it is over time.

    The comprehensive project to modernize Moscow’s largest multidisciplinary palliative care center is nearing completion. The reconstruction of the last facility, building No. 2 on Dvintsev Street (house 6, building 2), has been completed. Sergei Sobyanin reported this in on your telegram channel.

    “We have completed the modernization of the framework of the Moscow palliative care service. A new generation palliative care service is being created in the capital – with a modern infrastructure, mobile and inpatient care, training of specialists and support for relatives. It includes hospices, departments in city hospitals, mobile teams and the Moscow Multidisciplinary Palliative Care Center. In recent years, we have updated

    seven buildings of this center. Today, after reconstruction, the last one is completely ready for opening — Building No. 2 on Dvintsev Street. It will start working in the near future,” the Moscow Mayor wrote.

    As a result of the modernization of the center, it was possible to significantly increase the availability and quality of palliative care for needy residents of the capital. Today, Moscow’s palliative care service is the most modern and equipped.

    The seven-story building, with an area of over nine thousand square meters and designed for 90 beds, has created the most comfortable environment for patients, relatives and medical workers.

    In addition to comfortable wards with specialized interiors and equipment, the modernized building houses a small operating room for minimally invasive surgical procedures and manipulations. It will provide surgical treatment of extensive wounds and bedsores, replacement of drains and stomas, laparo- and thoracocentesis directly in the center, without transporting palliative patients to other medical organizations.

    The renovated building will house Moscow’s fifth long-term respiratory support department with 25 beds. Previously, such departments (each with 25 beds) were opened at the Kolomenskoye branch (1 Akademika Millionshchikova Street, Building 2) and the Moscow Multidisciplinary Clinical Center (MMCC) “Kommunarka”.

    During the reconstruction of the building, specialists installed a ventilated façade with insulation and metal cassette cladding, laid a new roll roof covering, replaced the engineering systems, including an individual heating point and a water meter unit. The building was equipped with fire protection and video surveillance systems. Six passenger elevators and two additional hydraulic freight elevators were installed.

    The interior finishing works were carried out using high-quality materials, as stipulated by the interior design standard for palliative care facilities.

    More than six thousand units of modern equipment, medical products and furniture were purchased to equip the building.

    The center has created a barrier-free comfortable environment that will allow patients to spend more time not only in their wards, but also in the fresh air. During the improvement work, a lawn was laid out next to the building and convenient sidewalks were installed. In addition, the asphalt on the driveways was renewed, lanterns, benches and urns were installed, a small parking lot was organized, and landscaping was carried out.

    The renovated palliative care center building on Dvintsev Street will receive its first patients in the third quarter of 2025.

    In recent years, seven buildings of the Moscow Multidisciplinary Palliative Care Center have been renovated:

    — two buildings on Dvintsev Street, building 6 — the first building (building 1) with 101 beds and an administrative building (building 3) with a food block;

    — branch “Lyublino” (Shkuleva street, building 4, building 2);

    About the Palliative Care Center

    The Moscow Multidisciplinary Palliative Care Center (MMCPCC) was established in 2015 on the premises of the former City Clinical Hospital No. 11 (6 Dvintsev Street). Historically, it specialized in providing medical care to terminally ill patients.

    In 2017, the First Moscow Hospice named after V.V. Millionshchikova with eight branches in different districts of the capital joined it:

    Thus, today the total capacity of the Moscow Multidisciplinary Palliative Care Center is over 630 beds for adult patients and 30 beds for children. It employs 1902 people, including 297 doctors, 526 mid-level and 447 junior medical personnel, 632 workers of other specializations.

  • MIL-OSI Asia-Pac: HA follows up on reagent recall

    The Hospital Authority (HA) today said it is proactively following up with medical device supplier Abbott Laboratories about the product recall of a prostate-specific antigen (PSA) reagent.

    Two affected batches of the reagent were delivered to Caritas Medical Centre (CMC) and Tuen Mun Hospital (TMH) respectively.

    CMC started to use the affected batch of reagent to test 406 patient blood samples since April 28, while the reagent delivered to TMH has not been used yet.

    On May 27, the HA received notification from the supplier about complaints received in different places, revealing quality issues with certain batches of a PSA reagent.

    These issues have led to deviations in test results, with some readings exhibiting a positive bias greater than 10%, which could potentially lead to a misdiagnosis of prostate cancer, causing doctors to erroneously consider unnecessary treatments.

    For prudence sake, CMC has reviewed the test results of the 406 affected patient blood samples. It will contact approximately 70 patients this week and rearrange blood tests based on the patients’ clinical needs.

    The remaining patients have also been scheduled for follow-up appointments in the coming weeks, during which doctors will explain the event and arrange appropriate management to ensure their treatment unaffected.

    The HA said a PSA test is not a standalone diagnostic indicator and doctors will make a comprehensive clinical judgment based on patient’s clinical condition and other examinations to diagnose whether the patient has prostate cancer.

    It also pointed out that the CMC has confirmed that no patients have undergone unnecessary clinical procedures nor experienced delays in treatment.

    CMC has set up a hotline, 5334 0388 for patient enquiries.

    As the reagent delivered to TMH has not yet been put into use, no patients have been affected.

    Both CMC and TMH have stopped using the affected batches of reagent and replaced them with alternatives. The HA has also reviewed the reagent used in other public hospitals and confirmed that none have used the affected batches.

    The PSA testing service in all public hospitals remains unaffected.

    The HA is stringently following up on this event and has notified the Department of Health (DH).

    The HA has demanded the supplier concerned to thoroughly investigate its quality control and testing records, provide an explanation, and implement remedial measures.

    The authority also does not rule out taking further action to hold the supplier accountable, and will continue to closely follow up with the DH and the supplier.

    The supplier will be required to provide quality control records and testing certifications in the future to prove that their testing supplies meet with the stringent requirements, so as to ascertain patient safety and testing accuracy.

    I present Albion Crown VCT PLC (the “Company”)’s interim management statement for the period from 1 January 2025 to 31 March 2025.

    The Company completed the merger with Albion Venture Capital Trust PLC (AAVC) in December 2024 which created a new C share class (CRWC). The C share class (CRWC) will convert into ordinary shares (CRWN) on a relative Net Asset Value basis as at 30 June 2026, which is expected to complete in November 2026.

  • MIL-OSI USA: InCHIP’s Weight Management Research Group Publishes NIH Trial Results in Top Medical Journal

    For the majority of people who lose weight, keeping the weight off can be challenging.

    Research has shown biological, behavioral, and environmental factors may undermine weight loss maintenance. Within 2 to 3 years, most individuals will regain nearly all the weight they lost. As a result, the U.S. National Institutes of Health (NIH) has identified weight-loss maintenance as the next major challenge in obesity treatment.

    Tricia Leahey, professor of allied health sciences and director of the UConn Institute for Collaboration on Health, Intervention, and Policy (InCHIP), and, Amy Gorin, professor of psychological sciences and vice provost for health sciences and interdisciplinary initiatives, have led a new study that underscores the power of patient-delivered care for weight loss maintenance.

    Leahey and Gorin also direct InCHIP’s Weight Management Research Group, which develops and assesses weight management interventions for the treatment of obesity and reduction of chronic disease.

    The study, which was recently published in the prestigious, peer-reviewed academic journal, JAMA Internal Medicine, found that patient-delivered care may be more effective than care delivered by professional staff.

    “Patient-delivered care holds great potential, but how patients promote health behavior change has not been investigated extensively. Our goal with this study was to better understand how patient care providers support weight loss maintenance and improve cardiovascular disease risk, and whether this model would be sustainable long-term,” says Leahey, who is the study’s lead author.

    Leahey is a clinical health psychologist who has extensive experience developing and evaluating lifestyle interventions for obesity treatment. Her recent work has explored how patient-provided care influences short-term weight loss outcomes.

    Overweight and obesity are complex health conditions that can increase one’s risk of hypertension, type 2 diabetes, heart disease, stroke, and more. In addition, adults with obesity can pay up to $2,505 in additional medical expenses per year. From 2001 to 2016, total direct medical costs relating to obesity doubled from $124 billion to $260.6 billion.

    Obesity impacts about 40% of U.S. adults, according to data from the U.S. Centers for Disease Control and Prevention. Obesity treatment, whether lifestyle, pharmaceutical, or surgery, produces significant weight loss and reduces the risk of diabetes and cardiovascular disease. However, these risks may return if weight is regained.

    Traditionally, treatment for sustaining weight loss is delivered regularly over the course of 18 months by professional staff who have a master’s degree and training in behavioral weight loss maintenance. While this approach is effective, it can be costly and difficult to maintain. Research has also demonstrated that weight regain occurs after treatment ends.

    Insights into patient-provided care

    Patient-delivered care may be a more cost-effective option that could be sustainable indefinitely. This model employs two types of patient providers: mentors and peers. Mentors are patients who have successfully altered their health behaviors and coach incoming patients on lifestyle change. Peers are incoming patients who support and coach one another. Typically, patient-delivered care employs a hybrid approach that incorporates patients and professional staff.

    The research evidence supporting the efficacy of patient-provided care has been mixed. Studies have shown this model can enhance quality of life and survival rates for cancer patients. It has also been shown to improve short-term blood sugar levels in individuals with diabetes and weight loss outcomes when used in conjunction with professionally delivered treatment.

    Other studies suggest the effectiveness of patient-provided support is limited when used for managing depression or pain.

    Despite these varied outcomes, patient care providers may offer a unique sense of empathy and motivation not replicated by professional caregivers. Fellow patients may also provide ongoing weekly support over an extended period, and possibly when patients need it the most – again, not possible with professional providers.

    Leahey and Gorin’s study addressed these research gaps. It is the first study to examine the efficacy of a treatment intervention fully delivered by patient-providers and compare it to professionally delivered treatment. The study is also the first to train patient providers to provide all components of the treatment intervention, include both types of patient providers, and determine whether patients continue to coach one another after the treatment period ends.

    “This study offers insights into how patient providers may support weight loss maintenance over the long-term. By including both mentors and peers in the treatment intervention, we leveraged the strengths of both to provide a more effective treatment program,” says Leahey.

    Required: ongoing support and intervention

    The National Institute of Diabetes and Digestive and Kidney Disease funded the study (PI: Leahey; Co-I: Gorin), which employed a two-phase weight loss maintenance design considered the gold standard for weight loss maintenance trials.

    Phase one was a weight loss intervention where all study participants engaged in a 4-month online obesity treatment program based on the U.S. Centers for Disease Control and Prevention’s National Diabetes Prevention Program (DPP). This evidence-based lifestyle change program provides education on eating healthy, physical activity and behavior change strategies to support weight loss.

    Phase one participants who lost more than 5% of their body weight were eligible to participate in the study’s second phase, the weight loss maintenance trial.

    Phase two participants were randomly assigned to participate in one of two weight loss maintenance interventions – patient-delivered treatment or standard of care delivered by a professional.

    The authors found that study participants in the patient-delivered intervention group had superior weight loss maintenance compared to those in professional care.

    Additionally, the patient-delivered treatment group had significantly lower diastolic blood pressure and resting heart rate and this group engaged in more lifestyle activity and less sedentary behavior during the weight loss maintenance program.

    These results are meaningful and demonstrate the potential of patient-delivered care in behavioral medicine where health behavior maintenance remains a significant challenge, whether weight loss, smoking cessation, physical activity, or other behavior.

    “Sustaining health behaviors, including weight loss, requires ongoing intervention and support. Patient-provided treatment eliminates the need of costly professional care and promotes ongoing support and excellent maintenance outcomes,” says Leahey.

    Leahey and Gorin’s study indicates that patient-provided care for weight loss maintenance is just as effective as the gold-standard, professionally delivered treatment, potentially shifting the obesity treatment paradigm for long-term weight loss maintenance.

    Rhode Island Department of Health (RIDOH) is seeking public comment on intent to issue a Categorical Exclusion.

    RIDOH has reviewed for approval the request by the Prudence Park Water Co-Op for a Categorical Exclusion determination for proposed installation of three (3) bladder pressure tanks and a water flow meter. The proposed tanks and flow meter are to be installed within Prudence Park Water Co-Op’s existing pumphouse located on in Prudence Park, Portsmouth, RI.

    It has been determined that any impacts would be minor and short term in duration and that the project will not individually, or cumulatively over time, have a significant effect on the quality of the environment. Therefore, RIDOH is hereby giving notice of intent to issue a Categorical Exclusion for the proposed project pursuant to the requirements and authority set forth in Chapter 46-12.8 of the General Laws of Rhode Island and the Drinking Water State Revolving Fund regulations (216-RICR-50-05-6).

    A copy of the proposed Categorical Exclusion can be obtained by calling RIDOH’s Center for Drinking Water Quality at 401-222-6867 weekdays from 8:30 a.m. to 4:30 p.m. or by emailing DOH.RIDWQ@health.ri.gov. If a public hearing is held, it will be open to the public, recorded and held at least five (5) days before the end of the public-comment period. A hearing will not be held earlier than ten (10) days after notice of its location, date, and time published.   • MIL-OSI Global: Why climate professionals are often held to unrealistic standards

    Climate professionals, people who work in roles which address climate change, are often criticised for what they eat or how they travel. Criticism of lifestyle choices by colleagues, family members or even strangers can be demotivating. Worse, it can hinder efforts towards building a sustainable future.

    As more people start working in sustainability, both in traditional sectors such as climate researchers or public health professionals and within other workspaces where sustainability is embedded into an existing role, this type of criticism is in danger of becoming more familiar.

    Climate change affects everyone, whether we like to admit it or not. It can be overwhelming to know how best to act on all the advice about living more sustainably. In fact, increased knowledge about what is necessary for a sustainable lifestyle can be paralysing, and prevent someone from taking action.

    Of course, many of us do want to live more sustainably. But some people may feel restricted by the efforts and costs of taking these extra steps to change multiple aspects of our busy daily lives.

    Instead of revamping our own lifestyles, it can be easier to challenge those recommending these changes to our behaviour, to see if they are following their own rules.

    Climate professionals know which choices are best for the environment. But when you see one of them flying to a UN climate summit, drinking from a plastic water bottle or caught red-handed eating a beef burger, how do you feel? Confused? Vindicated? Perhaps, relief? If the very people who are advising us how to live sustainably aren’t practising what they preach, does this absolve us of responsibility to act?

    Whether intentional or not, holding climate professionals to unrealistic standards is a tactic which delays effective climate action. It slows down climate action by redirecting responsibility and foregrounding low-impact solutions.

    Calling out the failure of climate professionals can emphasise the difficulties of sustainable living and reinforce the idea that slowing down climate change is impossible. You may think that these imperfections are a reflection on their hypocrisy and limits the integrity of their work. In reality, it’s an indication that we are all people operating in a broken system, no matter our expertise.

    Recent research from the World Resource Institute think tank into sustainable dietary, energy and transport choices stresses the importance of systemic change.

    The report found that a system in which governments and businesses support and normalise sustainable behaviour would be far more effective than the weight of individuals taking action alone. And so, as a society, we need to value the work of those advocating for systems change, rather than scrutinising their lifestyle choices.

    Ultimately, rich nations, wealthy people and fossil fuel companies are disproportionately to blame for climate change. However, their preferred narrative concerning the importance of individual action, rather than system change, prevails.

    And this is nothing new. BP popularised the concept of a carbon footprint over 20 years ago. This displaced responsibility for environmental impact from large organisations and systems and towards citizens.

    While people tend to view the impact of climate change as relevant to them, they may not be able to envisage a greener future. This is because people tend to focus on immediate effects rather than longer term outcomes. Short-term environmental policies can fuel this short-term thinking, preventing us from conceptualising a future that recovers from climate change.

    Change from within the system

    It’s easier to blame climate professionals for not sticking to their own advice, than to think about change at a higher level. But climate professionals must be part of the system to change the system, much to their frustration.

    In fact, climate researchers like us actually fly more than researchers in other fields, because structural factors such as limited funding, accessibility of locations and professional pressures matter more than individual attitudes for reducing flights. How can we expect all the necessary voices to be at the table during international climate conferences if flying is the only feasible way for many to attend?

    Some climate professionals do lead very impressive sustainable lifestyles. We should celebrate these efforts. But we need to dispel the expectation that all climate professionals have the resources to act the same within a broken system.

    Remember, climate professionals are working towards a system which empowers all citizens to choose these sustainable lifestyles, including their own. For instance, some researchers are studying the positive climate impact of protected cycle lanes, producing evidence in support of their construction in cities worldwide.

    Imagine if public transport and active travel were the most obvious choice for everyone. If you wanted to drive, then you would have to meticulously plan a route incorporating private transport lanes, or be prepared to adapt if they don’t exist. Which would you choose?

    Climate professionals are experiencing a whole spectrum of emotions related to climate change, including feeling stuck between what they say and what they do. Focusing on their personal behaviour risks discrediting and devaluing important climate-focused work.

    This can detract from valuable conversations about the urgent need for wider systemic change. The next time you speak to a climate professional, try not to catch them out. Instead, ask about their work and its influence on changing the system – we guarantee they will be more receptive.

    I said when I addressed the Royal Television Society at the end of last year that there is a choice ahead of us, whether we choose to be the last guardians of this chapter or the first pioneers of the next. And those of you in this room are those pioneers, public service broadcasters, providing an engine room of talent development and creativity, a strong independent sector producing and distributing British content seen at home and around the world on screens big and small, a rich and varied press holding the powerful to account, not always comfortably for us in government, but essential to the functioning of a healthy democracy, and an advertising ecosystem that underpins all of this and makes it possible. 

    You and your sectors are central to the cultural, democratic and economic life of this country and many other countries around the world. This government values what your sectors bring to the economy, to skills and good jobs, and as a symbol of that, we have chosen to back the creative industries as one of the eight highest growth industries in the UK in our forthcoming industrial strategy. Over the last decade, the creative industries have increased their output at more than one and a half times the rate of the rest of the economy. They, you, are a major UK employer. You drive growth at home and you project the UK overseas. Collectively, you underpin a hugely important industry for this country. And whilst we will have more to say on the sector plan shortly, that will put rocket boosters under the creative industries, I want to say now that this government recognises your value and we have your back.

    But the media is, and always has been, about much more than that. And there’s one issue above many others that I want to talk with you about today. Trust. Last summer, when many of our towns and cities went up in flames, nobody could ignore the fractured nature of society. We have found multiple ways to divide ourselves from one another over recent decades, and it feels at times that we’ve lost the ability to understand one another. When people are working harder than ever before, but can’t make ends meet, when their contribution is not seen or valued, when politicians display a violent indifference to the things that matter, a decent high street, transport, a viable football club, it is no wonder that people lose trust, trust in our leaders, trust in our democratic institutions and trust in each other.

    That’s when news and information becomes critical. Not the sort of news and information that helps to polarise and divide, but trust in news that builds a shared understanding of the world.

    And we’re all of us in this room custodians, custodians of our institutions, but more than that, custodians of a cohesive, self confident country. And who of us can look at this country and the world right now and say that we’re succeeding?

    We know that people rate traditional news sources high on trust, accuracy and impartiality. We also know that news sourced via social media is rated significantly lower, and I think we’re all aware of the darker side of social media, where facts are disputed and division is sown. Against that backdrop, your work is not just important, it is central to the future of this nation.

    I’ve always believed in the power of media, because it is in my blood. My mum was one of the only female editors at Granada TV in 1989, running a busy newsroom on the day that Hillsborough happened. I remember vividly as a 10 year old sitting in the newsroom with my sister until late into the night as the horrific scenes unfolded, watching her make the agonising call for the cameramen on the ground to keep filming rather than aid the rescue effort. That footage would later become critical in achieving justice for the 97, revealing evidence of a cover up and improving safety in stands at football grounds.

    I watched my stepdad make the call to commission ‘Who Bombed Birmingham?’ and persist with the program over several months despite intense opposition. That documentary didn’t just go on to ensure the release of the Birmingham Six. It exposed a miscarriage of justice that would send shockwaves through the country and lead to major reforms to the criminal justice system that persist to this day. It’s in these moments that great journalism shines a light into the darkest parts of our country, holds up a mirror to those in power, and reasserts the power of the people.

    I can think of no better recent example of this than last summer, as our towns and cities were set ablaze by violent thugs. It was local media on the ground who countered mis- and disinformation in real time. And they told the real story, the story of our communities, who came together to defend all of us in all of our diversity and led the community fightback.

    Our national and local media is, in short, too important to fail. But we appreciate as a government that you are businesses with a bottom line, and you have been operating in the toughest of environments for some time. You don’t need me to tell you that consumer habits are changing. Seventy one percent of UK adults consume online news in some capacity, twice as many as a decade ago, and that includes some eighty eight percent of 16 to 24 year olds. Just one in 10 pick up a print newspaper, compared to over half of over 75s. And for Gen Z, internet influencers are considered almost as trustworthy as traditional media. So I’m glad that the next session in this conference is focused on news and media in the AI age. 

    But these aren’t the only changes that we are collectively grappling with. When it comes to the media sector, there is enormous upheaval. Print advertising is down by a third, but online advertising has more than doubled. Broadcast viewing is down by a quarter, but on demand viewing is soaring, and the advent of AI, with its enormous potential to support creativity, comes with fresh challenges around copyright, authorship and fair compensation. The consequences of this can be stark and they can be uneven. Take, for example, the dramatic shift in TV commissioning patterns that have seen the UK become a world leader in high end, at the same time that smaller producers have seen the value of their commissions fall by a third and too many talented creatives left out of work.

    We’re living through a revolution, but just as with the invention of the printing press and every revolution since, we don’t run from it, we adapt again, and we learn how to become stronger for it, in a new age. And at a crucial point in our history, governments have always proactively partnered with industry to forge a new path forward, like the Annan Committee in 1974, a landmark review into the future of broadcasting that my dad was a member of. It led to the creation of Channel Four, a recognition that the country had changed, with working classes, women and minority communities crying out to be heard in this new society and a nation that needed to define itself once again. 

    We’re in a similar period of transition now, and transitions need to be managed. Our job as a government is to create the framework so you can keep providing rigorous journalism in an evolving news landscape, among which the creative output that is only produced by people coming together across every part of the United Kingdom, that resonates with them and their lives. That’s why we’ve already acted in the last year to fix the foundations, implementing the Online Safety Act to keep users safe while protecting press and media freedom, recognising the value and importance of recognised news publisher content. Implementing the new digital markets regimes to allow you to challenge market dominance that negatively impacts your business, and convening the National Committee for the Safety of Journalists, to bring industry and government together to protect journalists and allow you to speak truth to power.

    I’ve heard from you the need for fair competition and a government that supports you. That’s why we’ve already acted to protect the sustainability of the sector, implementing the Media Act, delivering a new, more sustainable settlement for our public service broadcasters, so they can continue to invest in high quality original UK content, as well as a level playing field for our radio stations. Hearing your concerns about less healthy food advertising restrictions and acting quickly to support clarity and common sense. Increasing funding for community radio stations this year to £1 million to help support hyper local stations that represent and unite their communities. Providing clarity on foreign state ownership of newspaper enterprises, a tough and crucially workable regime to protect our newspapers from foreign interference, while ensuring sustainable investment so that our papers can thrive, and making changes to the media ownership regime to protect news in all its forms from influences that could risk our plural and trusted media.

    But I do want to pause for a moment on AI, which has been the subject rightly of so much debate, not just here, but across the world. We are determined to find a way forward that works for the creative industry and creators, as well as the tech industries. Creators are the innovators, fundamental to our economic success in the future. And with my colleague Peter Kyle, we’re working together to find a better solution. The issue of AI and copyright needs to be properly considered and enforceable legislation drafted with the inclusion, involvement and experience of both creatives and technologists. And so as soon as the Data Bill is passed by Parliament, Peter and I will begin a series of roundtables with representatives from across the creative industries to develop legislation, with both houses of Parliament given time to consider it before we proceed. We approach you with no preferred option in mind. During the consultation we have heard you loud and clear that what works for one part of the creative industries doesn’t work for another. Now you know as well as I do that in this international landscape, there are no easy solutions, but this government is determined to work with you to find a solution with transparency and trust as its foundation. We have heard you loud and clear. 

    I will never stop working for creatives to deliver solutions, transparency and the empowerment that you need in the digital age. We are a Labour government, and the principle of people must be paid for their work is foundational, and you have our word that if it doesn’t work for the creative industries, it will not work for us.

    People are at the heart of this industry, and so we’ve also acted to support the people at the heart of this sector, supporting the launch of CIISA to tackle head on the issues of workplace culture that have plagued our creative industries for too long and denied us a chance to harness the full range of talent that exists in our country. I’ve been particularly pleased to see the BBC’s recent announcement that it will no longer commission companies who are not signed up to the CIISA standards. That is what leadership looks like. I’m publishing updated online safety guidance to support journalists to report in the public interest without fear. I’m proud of what we’ve been able to achieve together in just one year.

    But as the sector evolves, so must we, and we want a vibrant and sustainable media ecosystem with PSBs, streamers, indies, radio, TV, press, thriving across the UK, and not just individually, but collaborating together to invest in the skills, infrastructure and co-productions that we need, and when you do well, we won’t penalise you through new taxes and levies, but ensure that we have a regulatory framework that incentivises inward investment that creates opportunities for businesses, both big and small, and the UK talent to be showcased across the world.

    Take Bad Wolf as an example. First, a successful indie partnering with the BBC, then getting long term investment from Sky, HBO and most recently Sony, and now with the help of the Welsh Government, one of the anchor tenants of the Cardiff creative cluster. Or the growing cluster of audio producers in Manchester, such as Made in Manchester and Audio Always supported by the shift of BBC commissioning to the region.

    I told you this government would have your back, and we will. Over the coming months, we will build on Ofcom’s Public Service Media Review during the summer by taking action to ensure our public service broadcasters can continue to do what they do best long into the future. We will publish a Local Media Strategy to ensure that people in every town, city and village can access trust in news that reflects their lives as reserves better, helping them to hold local public services to account. As a government, we are committed to the biggest devolution of power out of Westminster and Whitehall in a generation, which will make local news and local media the most important that it has ever been. 

    We will launch the BBC Charter Review later this year to support a BBC that is empowered to continue to deliver a vital public service funded in a sustainable way. A BBC that can maintain the trust and support of the public in difficult times, support the wider ecosystem, and that is set up to drive growth in every part of the United Kingdom. 

    Later this month, we’ll publish a Creative Industries Sector Plan to turbocharge the growth of creative industries right across the UK. To support film and TV clusters from Birmingham to Belfast. To tap into the huge potential for growth that exists across our country.

    My commitment to you is an open and collaborative partnership with the government so that we can walk through this transition together. We will play our part, but we need you to play yours. We need more collaboration within your sector and especially between our public service broadcasters, to tackle these great social and economic challenges, working together in a number of areas, particularly tackling mis- and disinformation and promoting high quality news by investing in your journalism arms, partnering more rather than competing with or undercutting local news publishers, improving media literacy by helping consumers find and recognise accurate and impartial news reporting, supporting initiatives like BBC Verify and the Local Democracy Reporting Service. 

    We need you to work together to promote high quality children’s content. We all want our young people to grow up to see the high quality content that will educate and inform and equip them for the world. But also to inspire young people who see themselves and their opportunities in your content, bringing untold benefit to the industry in inspiring future generations of content makers. We make great children’s content in the United Kingdom, but we don’t collectively promote it enough.

    And also to understand how you can lead on this great transformation, thinking creatively about alternative ways to monetise your content and assets, and crucially, working together to move to where people are building on and developing more shared platforms and operations, like freely at radio player to help manage costs that make it easier for audiences to access your content.

    We need you to take seriously the need to shift resources, opportunities and commissioning power to every nation and region. There is a principle that will run through our industrial strategy like a thread: economic growth, good jobs, skills and opportunities. Not just in one part of the country, but in every single nation and region, across our towns, villages and cities. So we need you to step up and do more, not just paying lip service to the need for regional and national content, but really embedding yourselves in those communities to make sure that those voices are heard, those stories are told. Because talent is everywhere, but opportunity is not.

    In a world where trust is at a premium, it’s easy to draw divisions: broadcasters versus streamers, online versus print, local versus national, big versus small. But we have to reject that way of thinking. Because despite all the talk of challenges, and there are many, the fundamentals of our media sectors are strong. They have great talent and infrastructure, and I hope that we can work together to create a great policy framework too, so that you can continue to be the custodians of our national life and usher this country into the coming decade.

    It’s my firm belief that this country has been through difficult times, buffeted by global forces and decision-making at home, and we need to take this moment to recover our sense of self confidence. When it comes to the creative industries, whether it’s film, TV, fashion, music, arts, culture, we are really good at this stuff. We light up the world with the content that we’re able to make and produce and we change lives here, at home and overseas. 

    Recently, I was in India and then Japan, and I couldn’t fail to be impressed by the esteem in which British media and creatives are held. Millions of people around the world watch big budget dramas like ‘Doctor Who’ and ‘Bridgerton’, but they also watch a slew of other fantastic shows and formats from ‘Planet Earth’ to ‘Come Dine With Me’ and everything in between. They read our news, they watch our adverts, they listen to our podcasts. 

    What that does is not just project the UK to the rest of the world, but it connects people in an increasingly fragmented, divided and polarised world. So many of the people I spoke to wanted to come and make things in the UK with the UK, we are a cultural powerhouse. No one will be a more passionate advocate for our sectors than me or our ministerial colleagues at DCMS. 

    So know that you have our full support as we enter this new era. Know that I am confident that if we work together, we can face head-on these challenges and make the most of change as a country. We’ve been drifting too long, but now is the time to chart a new course, a media that is fiercely independent, that creates and produces some of the best content in the world. That draws on the talent that exists in every corner of our country to shape, define and give voice to our national story, and provide those moments that bring us together in shared experience at a time when so much of our consumption is fractured and polarising. As we look to this new era and a new country, let nobody say that it falls to anybody else. It falls to us.

(“Tactile Medical”; the “Company”) (Nasdaq: TCMD), a medical technology company providing therapies for people with chronic disorders, today announced the presentation of new clinical data at the American Society of Clinical Oncology (ASCO) 2025 Annual Meeting that demonstrates significant clinical and quality-of-life benefits associated with use of the Company’s Flexitouch Plus versus usual care in treating patients with head and neck cancer-related lymphedema.

    “Current modalities for managing head and neck cancer-related lymphedema include therapist guided lymphedema treatment and lifelong home-based self-care.     The two-month analysis featured data from the Company’s six-month clinical trial, which examines the effectiveness of Flexitouch Plus, an advanced pneumatic compression device (APCD), versus usual care in treating lymphedema among head and neck cancer survivors. The study includes 236 subjects across 10 academic and community sites, representing the largest prospective, randomized controlled study on this patient group ever conducted in the United States. Outcome measures include changes in disease-specific patient-reported symptom survey scores and objective clinical assessments, including CT imaging.

    Two-month data demonstrated that usual care and APCD are similarly effective treatment modalities for head and neck lymphedema. Specific areas of differentiation showed:

    • Usual care participants took an average of 29.8 days to begin therapist guided lymphedema treatment (TGLT), while APCD participants received their device in 17.9 days;
    • Of participants randomized to usual care, only 71% received TGLT compared to 94.9% of those in the APCD group;
    • APCD participants had significant reduction in swelling via digital photography and total Head and Neck Cancer Related Lymphedema and Fibrosis Grading (HN-LEFG) scores while usual care participants exhibited marginal improvements; and
    • Self-reported symptom improvement occurred in both groups, with APCD demonstrating significant improvement on three of the six health-related quality-of-life sub scales.

    Minister Smyth address to Medicine 2025 conference

    Minister Smyth addressed the annual conference of the Royal College of Physicians (RCP).

    Since 1948, this organisation has been one of the greatest allies advocating for universal access to healthcare, high standards in clinical practice and evidence-based medicine.

    And today, I really want to thank our members for everything that you have done over the past 14 years to hold our NHS together.

    Through no fault of your own, you’ve been through the worst crisis in the history of the NHS, with waiting lists at historic highs, patient satisfaction at record lows, people struggling to see a GP, ambulances not turning up on time. Any department is full to bursting. That founding promise, that the NHS will always be there for us when we need it, broken.

    But as someone who had my own career 30 years ago in the health service, I completely understand how demoralising this has been for so many staff, how powerless people have felt desperately trying to stop standards slipping or holding a broken system together.

    That’s how I felt as an NHS leader locally, watching the disastrous 2012 reorganisation imposed from the top down, despite all the warnings from frontline leaders and staff. And since then we’ve also had to deal with underinvestment and the global pandemic.

    But while those blows may have left the NHS broken, it’s not beaten. Every day there are amazing people delivering outstanding and compassionate care. Despite all of those challenges, day in, day out, you show up for work and you fight to deliver the very best care possible for your patients.

    Since coming into office, this government has done everything we can to support you. To restore that basic founding principle that the NHS should always be there for us when we need it. With our Plan for Change, we have hit the ground running.

    As our first step, we promised 2 million more appointments in our first year. Promise made, promise kept: we delivered our promise 7 months early and we’ve reached our target, delivering not 2 but 3 million more appointments since July, and counting.

    We’ve got waiting lists down by over 200,000 people.

    We ended the strike within 3 weeks and have now delivered 2 above-inflation pay rises for NHS staff.

    We’ve invested an extra £26 billion in health and care.

    We’ve recruited 1,500 more GPs, and agreed a GP contract for the first time since the pandemic.

    We’ve delivered the biggest investment to hospitals in a generation.

    The biggest expansion of carer’s allowance since the 1970s.

    A boost for older and disabled people through the Disabled Facilities Grant.

    The biggest real-terms increase to the Public Health Grant in nearly a decade.

    We’ve given pharmacies the biggest funding uplift in a generation.

    For patients, we’ve frozen prescription charges.

    We’ve struck a new deal that will mean women will be able to get the morning-after pill from pharmacies across the country, absolutely free of charge.

    A lot done but, we know, a hell of a lot more left to do.

    But from day one we have been clear that investment must come with reform.

    Our job is twofold.

    First, to get the NHS back on its feet, treating patients on time again; and second, to reform the service for the long term, so it is fit for the future.

    This summer we will publish our 10 Year Plan for health. Shifting the focus of healthcare out of hospital and into the community with more investment in primary and community care.

    Bringing our analogue health service into the digital age, arming staff with modern equipment and cutting-edge technology.

    And thirdly, turning our sickness service into a preventative health service to help people live well for longer and tackle the biggest killers.

    We’re supporting the effort of prevention through our smoking and vapes bill, to protect children and the most vulnerable to make this generation of kids the first smoke-free generation, and to save untold billions spent on their future care.

    The ban on junk food advertising targeted at children will be a first step in addressing the growing problem of childhood obesity, and those same kids are benefiting from breakfast clubs, so they start school with hungry minds and not hungry bellies.

    Our Mental Health Bill will stop the disgraceful incarceration of learning-disabled adults.

    We’re working with health unions, councils and employers to deliver the first ever Fair Pay Agreement for social care staff.

    And Louise Casey is leading the commission on social care, which will finally get a grip on a system that is broken for too many families.

    Because, as you all know so well, the pressures facing hospitals don’t start in hospitals, just as the problems facing the NHS don’t necessarily start in the NHS. They are a reflection of wider society.

    Fixing broken Britain will require more than fixing a broken NHS.

    After this speech, I’m going to add my own Post-it note to your interactive map.

    When my team asked me to think about the most pressing issue in my constituency of Bristol South, I was very quick to answer. Poverty.

    The health service can fix people when they’re broken, but we don’t want people broken.

    The factors that make my constituents unwell are wide-ranging, socioeconomic and environmental.

    In other words, the conditions in which we are born, grow, live and work. Secure jobs. Fair pay. Decent housing. Safe streets. Clean air. Accessible transport. The time and affordable facilities to exercise, and nutritious food.

    These are the essential building blocks of a healthy life.

    And that’s why this government is focused on economic growth and improving healthy life expectancy for all, while halving the gap in healthy life expectancy between different regions of England.

    And it’s why reform of the health service is so important, because every pound we spend on the health service is a pound that can’t be spent on what you and I call the social determinants of ill health, but what everyone else calls feeding hungry children, building warm homes and cleaning up our water and the air that we breathe.

    The NHS has often been compared to an oil tanker that has immense capacity but is slow to change direction. Shifting the focus of our health service will be an immense task and one that we can only accomplish with your help.

    We’ve already been clear that we’re embarking on a decade of national renewal and that’s why we’re launching a 10 Year Plan.

    Since coming into office, we’ve sought to reset the relationship with medics to improve working lives and restore value.

    This government was never going to be able to completely reverse a decade and a half of decline in only 10 months, but this year’s pay awards, the second above inflation pay rise in a row, demonstrates our commitment to rebuilding the NHS and rebuilding the pay conditions and morale of all NHS staff.

    When I joined the NHS 30 years ago, I saw the NHS at what I thought was the worst.

    I remember later on working with the team at the Bristol Royal Infirmary on urgent care, discussing those awful trolley waits, coming into work every day, people trying to find a space or somewhere to discharge people from A&E, conversations that, sadly, are all too familiar again today.

    But I also saw, especially in the years leading up to 2010, the pride people have when they’re working in an improving, well-run system.

    When you’re able to go home at the end of the day, knowing that your patients received the best possible care, and the pride, you know that you’re working at the top of your license as part of a team rebuilding a healthier Britain.

    The NHS cannot be saved by one person sitting behind a desk in Whitehall.

    We will only succeed if this is a team effort. From the Prime Minister to the 1.5 million people who work in the service, and the millions of us who use it to take decisions needed to lead healthier, more active lives.

    Turning the NHS around will take time.

    It really won’t be easy, but the prize, the prize available to us is huge and if we get this right, we will be able to say that we were the generation that took the NHS from the worst crisis in its history, got it back on its feet and made it fit for future generations.

    TEL AVIV, Israel, June 03, 2025 (GLOBE NEWSWIRE) — Enlight Renewable Energy (“Enlight”, “the Company”, NASDAQ: ENLT, TASE: ENLT.TA), a leading renewable energy platform, today announced the signing of financing agreements totaling approximately $310 million for the Hybridisation of the Gecama Project in Spain. As part of the project, Enlight will integrate a solar array and utility-scale energy storage system at its operational Gecama facility. Gecama is currently the country’s largest wind farm, with a capacity of 329 MW.

    The integrated facility, with a total capacity of 554 MW and 220 MWh, will deliver clean electricity around the clock at a competitive cost of generation, yielding high returns. This performance is made possible by combining technologies with complementary generation profiles throughout most of the day, alongside a battery system that enables optimized use of energy resources.

    Once completed, the Gecama Hybrid Project is expected to become the largest renewable energy complex of its kind in Spain and to play a key role in advancing storage infrastructure in line with the Spanish national plan to combat climate change and enhance energy supply stability. The need for such energy storage systems is particularly pressing considering the widespread blackouts Spain experienced in April 2025.

    Enlight is among the first to deploy utility-scale battery storage at this scale in Spain. The battery system will also support peak shifting storing electricity when prices are low and discharging during high-demand periods thereby increasing the project’s profitability. Additionally, it will provide essential grid services such as frequency response, helping stabilize the power system through rapid charge and discharge capabilities.

    Subject to the completion of final development milestones, the solar and storage components of the Hybrid Project are expected to reach commercial operation (COD) in the second half of 2026. Their addition is expected to increase the Gecama Project’s annual revenues by $38–40 million and EBITDA by $31–33 million in the first full year of operation. With all three components in full operation, the integrated project is expected to generate annual revenues of $95–105 million and EBITDA of $75–80 million.

    The financing transaction of approximately $310 million includes two tranches: covering the refinancing of the Gecama Wind Project and financing for the construction of the Hybrid Project. Both tranches bear a fixed interest rate of ~5.1% and will be fully amortizing by 2045 and 2046, respectively.

    After repaying the existing debt and funding necessary reserves and transaction costs, over $150 million of the secured debt will be allocated to the construction of the Hybrid Project, with a total estimated cost of $195–205 million, while the remaining balance will be funded through equity.

    The financing is led by the MEAG Infrastructure Debt Transactions team, acting as sole arranger in its capacity as portfolio manager of certain funds and accounts, along with additional institutional co-investors. MEAG is the asset management arm of Munich Re, one of the world’s leading providers of reinsurance, primary insurance and insurance-related risk solutions.

    The financing is structured on a merchant basis – which grants the Company full discretion to sell the project’s entire electricity output on the open market, without a long-term Power Purchase Agreement (PPA) – This approach reflects the high level of confidence in Enlight’s management capabilities and the economic potential of the Gecama site.

    This model, combined with elevated electricity prices in Europe, has enabled Enlight to generate high returns and recover more than 50% of its equity investment in the wind project within a relatively short period since the facility’s commercial operation in 2022.

    Dame Vera Baird DBE KC appointed as Interim Chair of the CCRC

    Dame Vera Baird DBE KC has been appointed as the Interim Chair of the Criminal Cases Review Commission (CCRC).

    His Majesty the King, on the recommendation of the Prime Minister, has approved the appointment of Dame Vera Baird DBE KC as the Interim Chair of the Criminal Cases Review Commission (CCRC). The appointment will commence on 9 June 2025 and will end on 8 December 2026. The CCRC Chair role has been vacant since Helen Pitcher’s resignation on 14 January 2025.

    The Lord Chancellor has requested that Dame Vera carry out a thorough review of the operation of the CCRC, to increase public confidence in the organisation and the important work it undertakes investigating potential miscarriages of justice.

    In order to bring stability to the organisation at this crucial time it was important to ensure that the post holder was an exceptional individual with sound knowledge and experience of examining the criminal justice system and a strong track record of leadership.

    The CCRC

    The CCRC was established by the Criminal Appeal Act 1995 and commenced operation in 1997. The CCRC considers – on application – cases in England, Wales and Northern Ireland where a miscarriage of justice is alleged or suspected. The CCRC decides if there is any new evidence or new argument which raises a real possibility that an appeal court would quash a conviction or reduce a sentence. 

    The appointment of the CCRC Chair is regulated by the Commissioner for Public Appointments and this appointment complies with the Cabinet Office Governance Code on Public Appointments. 

    Appointments of CCRC Commissioners are made by His Majesty the King on the recommendation of the Prime Minister, who receives advice from the Lord Chancellor.

  • MIL-OSI USA: Young Dung Reinvigorates Old Mice

    There’s no magic pill for youth, but there might be a magic poo. Or rather a medicinal one, University of Connecticut researchers report in mSystems on May 30. They found that giving old mice fecal transplants from younger mice can reduce symptoms of aging.

    Harvesting youth from the young to rejuvenate the elderly has been a theme in popular culture for quite some time. There have even been some  experiments in mice showing that blood from a young animal can improve the health of an old one. But scientists are a long way from being able to replicate those successes in humans.

    Now there might be a different way. UConn School of Medicine microbiome researcher Yanjiao Zhou and aging researcher Ming Xu have shown that supplementing old mice with the microbiomes of young mice can make them act younger, at least temporarily.

    The microbiome refers to the ecosystem in the guts of the mice. The researchers gave old mice fecal transplants from young mice (yes, it’s exactly what you’d think) and measured common markers of aging. Old mice who received the fecal transplants displayed fewer anxious behaviors, lower levels of inflammation, improved mitochondrial function (meaning their cells were more efficient with energy) and increased grip strength. Mice receiving the young microbiome also lost more weight, had an improved metabolic profile, and improved behavior.

    The old mice in the experiment were 18 months old, approximately equivalent to humans 60 to 65 years old. They received fecal transplants from young adult mice about 6 to 8 weeks old. The researchers continued giving the aged mice fecal transplants twice a week for two months, and the anti-aging effects continued as long as the transplants did. Whether they would continue if the experiment went on longer with even older mice is unknown.

    The researchers are working on identifying the bacteria responsible for the anti-aging effects, and perhaps developing a probiotic that can benefit older humans.

  • MIL-OSI United Kingdom: The Alzheimer’s Drug Pipeline 2025

    Each year, Dr Jeffrey Cummings and colleagues compile the data for Phase 1,2 and 3 trials currently active in the Alzheimer’s drug space. This year, we had experts at the Science Media Centre to talk us through his latest paper and what drug development for Alzheimer’s looks like right now. While we’ve all heard a lot about the monoclonal anti-amyloid antibodies (aducanumab, lecanemab and donanemab) over recent years, there’s a great deal more happening with multiple trial results expected in 2025, including twelve phase 3 trials. The paper was published in the journal, Alzheimer’s & Dementia: Translational Research and Clinical Interventions.
