    Thompsons Lecture: Employment law and the fundamental right to security

    On Thursday 8 May 2025, the Attorney General Lord Hermer KC delivered the Thompson Foundation Lecture on “Employment law and the fundamental right to security”

    Introduction

    Thank you very much for this opportunity to celebrate the remarkable legacy of Thompsons Solicitors, a firm that has been a beacon of justice for over a century.

    One of the features of my new life in government is that you are often give a very clear steer about what you have to talk about, so it was a particular pleasure to be invited to give a lecture with no title, and no particular ask as to what I should talk about at all – so let me thank you all for accepting an invitation to a lecture in which I suspect you have no idea at all about what I am about to say.

    In the first days of government, the Prime Minister, in an article entitled ‘Our Government of Service’, set out how the first obligation of government is to provide security to those that they serve. By security, Keir, was not limiting himself to the military defence of our country but also security in the wider sense – drawing on his own life experience, Keir described seeing the security that his parents derived from having their own home, a pebble-dashed semi in Oxted – the security and dignity that comes with a key to your own home. But Keir went on to say this “It’s not just security at home that matters, but security at work. That’s why we will level-up rights at work to deliver security and dignity for working people. It’s what they deserve.”

    The right to security is a fundamental human right, recognised in all the international human rights treaties which the UK has chosen to sign up to.

    It also underpins many of the Government’s missions in its Plan for Change, and that Plan for Change is premised on the central insight that effective protection of people’s right to security often requires positive state action to protect the vulnerable against the privately powerful. Security at work is a principle that the has been fought for by generations [Redacted political content] – they have time and time again taken on vested interests to secure basic rights for working people, often with the help of lawyers such as Thompsons.

    So, what I would like to do tonight is to seize this moment when the human right to security is central to the Government’s priorities and talk about the role that law can play in improving the security of working people in the workplace – how it plays a role as a standard setter for societal expectations of what is acceptable, what is not – what requires protection, and what does not.

    And I would also like to talk about the role of lawyers in ensuing that protective laws are applied effectively and consistently- as well as ensuring that those who break the law are held to account and those workers who suffer as a result are adequately compensated – and I want to exemplify this by taking as my central theme our current efforts to bring the Employment Rights Bill into law in the context of attempts by reforming governments of the past to bring in radical change for the benefit of the people of this country.

    This is, I hope both a timely theme and appropriate venue for such a talk.

    It’s timely because the Employment Rights Bill is currently winding its way through Parliament. This is I believe landmark legislation that will significantly advance the human right to security by fundamentally changing workers protections.

    Yet it is also legislation that faces sustained and alarmist criticism from sectors of society and our opponents in parliament who claim that (at best) it will curtail the UK’s competitiveness and (at worst) will bring the economy to a juddering halt. What I would like to do in part tonight is put these criticisms in their historical context – to show that these voices have always been present whenever reforming governments have sought to introduce progressive policies to make the lives of working people more secure but that these voices have consistently been shown to be misplaced.

    I also think that the Thompson’s lecture is the perfect venue to talk about how Government intends to change working life for the better. Founded in 1921 by the visionary civil rights lawyer, Harry Thompson (who also once lived in Oxted for which I thank Wikipedia), this firm has always championed the rights of the injured and mistreated. The firm is an inspiring illustration of how the law can be used as a powerful tool to protect and uplift working people.

    Driven by a profound commitment to social justice since its inception, Harry Thompson’s vision was clear: to create a legal practice that would serve as a shield for those who faced adversity and injustice. It has achieved this in large part through working in partnership with trade unions. The history of labour law in this country, the history of the establishment of the fundamental rights of labour to organise itself, the history of protections in the workplace and the history of the creation of employment rights, is the history of our trade union movement. That history is a source of immense national pride and Thompsons have realised a shared vision through partnership in tireless advocacy, groundbreaking legal victories, and unwavering dedication to the cause of justice and fairness.

    My own connections with Thompsons extend back decades to my early years at the Bar. When I started at the Bar, instructions from Thompsons were a form of golden ticket to not only legally interesting cases but ones that made real differences to people’s lives.

    To just pick two examples of cases that will always stay with me – Mick Antoniw, then a partner in the Cardiff office, now an Member of the Senedd and former Counsel General of Wales, instructed me to work with him on a tragic case of a 17 year old, Daniel Dennis, who on his very first day of work was sent up to work on a roof of a warehouse in Cwmbran without training or safety equipment. Daniel fell to his death and Thompsons worked tirelessly to ensure justice for his family, overcoming a deeply disappointing and unfair inquest result, successfully judicially reviewing a CPS decision not to prosecute his employer leading eventually to his conviction for manslaughter of that employer. Working in partnership with a bereaved family, Thompsons took on the company, took on the coronial system, took on the CPS in a successful fight for justice and it was a privilege to be part of it.

    In another case, I was instructed by Thompsons to represent the family of a young council workers, Ryan Preece and Robert Simpson, who had been sent down into the sewers in Crymlyn Burrows near Swansea to unblock drains only to be overcome and killed by fumes. A long inquest and subsequent civil claims including a group action showed that the cause of death was exposure to a covered-up spill from a nearby chemical factory – a coroner’s jury after many days returned an unlawful killing verdict and the company were forced to pay compensation, and Local Authority employers pleaded guilty to offences under the Health & Safety Act. It was a long, hard legal battle fought for the seemingly powerless against large vested interests who at one stage would have appeared invincible – the type of work for which Thompsons is famed and no doubt of which Harry Thomspon would have been proud. This was in the late 1990’s and I was instructed by a young, brilliant and utterly committed solicitor at Thompsons by the name of Jo Stevens, now a cabinet colleague and Secretary of State for Wales – applying those same qualities in her new job to the benefit of all of us.

    Enough of the reminiscing – let me turn to the substance of tonight’s talk.

    The Employment Rights Bill –

    As we know all too well, more than four million people in the UK are in precarious employment, with over one million employed on zero-hours contracts. Millions more lack access to proper sick pay schemes, leaving them vulnerable and unsupported in times of need.

    Wage growth under the previous government was worse than any other period since the 1920s. This stagnation has had a profound impact on our collective living standards, making it harder for working families to make ends meet.

    The government is now taking significant steps to address these issues through the introduction of new workers’ rights laws via the Employment Rights Bill, as I said, currently being debated in Parliament.

    This plan to make people’s lives less precarious, by making work pay, was developed in collaboration with both unions and business and as our Deputy Prime Minister Angela Rayner said, on the Bill’s introduction, this is the biggest upgrade to rights at work for a generation, boosting pay and productivity with employment laws fit for a modern economy.

    It is a long, hugely ambitious Bill whose impact reaches across many aspects of working life and working conditions, so I will not dwell on every aspect but allow me to highlight some particular measures:

    As an aside, time and time again, there are some people saying we aren’t doing anything to help real people. As I was typing away at this speech, I reminded myself of how excellent this Bill is.

    First are a raft of measures designed to provide far greater guarantees for working people – addressing the scourge of the lack of security that so many in our society feel from zero hours contracts, lack of guaranteed hours, lack of day-one rights etc, standards that most would consider reflect basic decency. The Bill will:

    • introduce new rights to guaranteed hours, reasonable notice of shifts and compensation payments for shift cancellation, and for movement and curtailment at short notice for those on zero and other specified contracts
    • provide a right to request flexible working, remove the waiting period and lower earnings limit which apply in relation to statutory sick pay and strengthen protections in relation to tips and gratuities.

    Second the Bill will address the economic inequalities faced by women at work, manifested through higher levels of poverty and lack of financial independence, which evidence shows are linked to another area of government priority namely addressing violence against women and girls.

    The Bill:

    • provides a right to parental leave from day one of employment. It introduces provisions to require employers to take all reasonable steps to prevent sexual harassment at work and to prevent harassment at work by third parties.
    • It’ll make sure whistleblowing protections are extended to apply to disclosures relating to sexual harassment.
    • It introduces workplace support for women going through menopause

    Third, the Bill will modernise trade union legislation giving trade unions greater freedom to organise, represent and negotiate on behalf of their workers. This includes:

    • Repealing the Strikes (Minimum Service Levels) Act 2023, a punitive piece of legislation that set trade unionists’ rights back decades.
    • Strengthening trade unions’ right of access, including providing for digital access, allowing unions to operate more effectively.
    • Simplifying the trade union recognition process, including providing better access arrangements for unions and dealing more effectively with unfair practices.
    • Introducing new rights and protections for trade unions representatives.
    • And finally introducing a duty for employers to inform workers of their right to join a trade union. This is vital, because employers should not withhold information from workers that grants them greater protection- which joining a union does

    Fourth, is a point of critical importance – though under-reported – is the focus on enforcement of these new rights. The Bill will establish the Fair Work Agency, which will bring together the enforcement of domestic agency rules, the National Minimum Wage, licensing of gangmasters, and action against serious labour exploitation. It will also take on additional functions such as the enforcement of holiday pay. Its new powers will allow it to investigate, inspect and take action against businesses that are flouting the law. These include powers to investigate a wider range of cases of labour abuse, issue penalties, and bring cases to the employment tribunal on the behalf of workers.

    If delivered in full, this bill will benefit over 10 million workers, including many on low incomes. This is not just about improving individual lives; it’s about creating a fairer, more just society where all of us has the opportunity to thrive, and the privately powerful cannot exploit the vulnerable.

    The reaction to the Bill has been for the most part extremely positive. YouGov polling showed that 68% of the country were in favour of banning zero hours contract, 65% want to see the right to work flexible hours expanded and 62% are in favour of employment protections from day one. The reaction from business was also supportive – for example the Chief Executive of Centrica said this: “This isn’t just the right thing to do – its a foundation for the high growth, high skill economy the UK needs. While no one business has all the answers, our experience [at Centrica] show that our business thrives when our people thrive – so stronger rights for workers means stronger businesses, and that’s a win for everyone.”

    The Pushback

    Yet – although this Bill is self-evidently for the benefit of millions of working people, the reaction to it in some quarters has taken an often apocalyptic/feverish tone.

    A recent newspaper headline trivialised the significance of this Bill in ordinary workers’ lives, declaring that the Government believes a “Pub ‘banter ban’ is needed so anxious staff can feel safe at work […] and warned it could let workers ‘sue employers for hurt feelings’.”

    This, it turns out, refers to the Bill’s requirement that employers to take all reasonable steps to prevent harassment of their staff by third parties.

    An opposition peer claimed that the “Workers’ rights bill will bring back ‘chaos of the 1970s’.” The Institute for Economic Affairs says that the Bill would stifle economic growth while hurting the very workers the Bill intends to protect. This is scaremongering, again seeking to distract from the benefits that workers stand to gain.

    There has been some concern about the costs involved and of course I recognise that is entirely legitimate for business leaders to seek detail on what changes mean for them.

    But the answer to this, as very many businesses big and small appreciate, is that improving worker well-being, reducing workplace conflict, and creating a more level playing field for good employers has the effect of increasing productivity – and we consider will lead to benefits worth billions of pounds a year. To give an insight on this, the Bill as I have described seeks to make work a safer and better place of work for women – obviously vitally important in itself but with huge potential impact on our growth agenda in the context of evidence showing that an increase in employment of women by 5% adds £125billion a year to the economy. That type of benefit is why as TUC research shows there’s strong backing among managers for better workers’ rights – a clear majority believe they will improve workforce retention, profits and productivity.

    But despite the values in this Bill, despite the evidence of positive impact on working people’s lives and on productivity –– there are those on the opposite benches in parliament who continue to claim that the Bill will be a drag on the economy.

    Then: resisting progressive legislation

    As a history graduate, I have a natural bias in believing that contemporary problems benefit from analysis in their historical context. Here, it is not simply interesting but instructive to see how the current criticisms of the Bill mirror attacks on earlier reforms to the improve the lives of working people. That is because it demonstrates that not simply were past reforms not nearly as damaging as the doomsayers predicted, not simply did they markedly improve the lives of millions of working people, but they were actually stimulants rather than drags on the economy.

    The history of social reform, legislation aiming to give ordinary people the most basic of rights, is littered with examples of doomsaying – that they would crash the economy or give rise to any number of social ills. Criticism in almost exactly the same terms as today and equally as misplaced.

    Let me start with an Act that predates the formation of the Labour Party, indeed was passed by the conservative government of Lord Salisbury, namely the Workmen’s Compensation Act 1897 a landmark British law that established the principle of employer liability for workplace injuries irrespective of fault and mandated insurance in place to pay for compensation.

    The 1897 Act covered industrial workers, including those in railways, mining, quarrying, factory work, and laundry work – work in which safety standards were minimal and the rate of injuries high – at a time in which injured workers and their families had no meaningful support from the state – indeed it was still 30 years still before the abolition of the poor house .

    And yet, the introduction of the legislation met opposition painting a dystopian picture of the consequences of compensating workers irrespective of fault – in particular an argument was advanced that it would lead to a massive drop in production because it was feared workers would deliberately chose to injure themselves in order to receive compensation. The Mining Association particularly objected to being, in their own words ‘selected for an experiment in legislation of the most novel and revolutionary character’.

    The argument made by one Geoffrey Drage MP, to understand the level of outrage in the House of Commons. Drage was a former secretary of the Royal Commission on Labour Relations and in the parliamentary debate listed issues that had arisen when a similar bill was passed in German. In short, Drage believed that to give a right of compensation would lead to endless false claims from workers and the massive reduction in productivity – in other words, workers were simply not to be trusted with basic rights.

    First, Drage said there had been “a remarkable increase in the number of industrial accidents in Germany” as “the working men showed increased carelessness, and, what was far more serious, an amount of negligence and malingering hitherto absent”.

    Second, he argued that “The workman in Germany had shown no scruples in preying on the [insurance] funds.” Drage suggested these new insurance schemes created an “extreme resentment” amongst the working classes if there were any delays or refusals for payouts, and in a lie echoed by the IEA today that “in the long run, the expense would be borne by the working classes, either as wage-earners, or as consumers, or as taxpayers.”

    Finally, Drage warned “that employers would not subscribe to charitable purposes so liberally as before” and that “a scheme of this kind would press heavily on the small employer, who was gradually being crushed out of existence.”

    In summary, the London Evening News (11/05/1897) recorded Geoffrey Drage’s views as denouncing the Bill “as a measure destructive of social peace in the industrial world.” All of this, scaremongering and hyperbole in response to the proposal that injured workers should have a right to compensation in an economy with no social safety nets beyond the Poor House.

    The Trade Boards Act 1909 represented a state-driven effort to control low pay, the first for virtually a century. It is a fitting Act to recall on VE day because it was introduced by the then President of the Board of Trade, Winston Churchill who when introducing the Bill said “it is a serious national evil that any class of His Majesty’s subjects should receive less than a living wage in return for their utmost exertions”. That’s 1909. The Bill established trade boards with the authority to set legally enforceable minimum wages.

    These boards consisted of representatives from workers, employers, and appointed government members – somewhat revolutionary when one considers that the Act came into force only a few decades after collective bargaining and strike action were finally decriminalised.

    So trenchant was the criticism of the Boards and the introduction of a power to set minimum wages that the Government set up the Cave Commission at which some employers argued that the Boards were the source of huge economic damage – as the Labour MP Rhys Davies noted in the House the arguments were akin to those where employers in the cotton mills of Lancashire used to say, nearly a century ago, that if you took away children of eight and ten years of age from the textile industry, that industry could not possibly be carried on at a profit, and the statements made by employers, particularly in the distributing and allied domestic trades, before this Cave Commission, are just of that type which are made from age to age by bad employers in all parts of the world

    By way of aside, then, as now, immigrants received much of the blame for stifling economic opportunities for domestic workers. In what was not, I suggest a high point for a trade union leader, John Burnett’s report on London’s East End, stated that Jewish immigrants, through their competition for work, reduced native labour to the verge of destitution. I pause to reflect that very few contemporary political moments do not have political and historical resonance.

    More surprising still for contemporary tastes is the opposition mounted to the Equal Pay Act 1970, ground-breaking legislation that I am sure for many of us here will be forever associated by the late, great Labour giant, Barbara Castle.

    It came into full effect in 1975, laying the groundwork for further advancements in gender equality and a precursor to the more comprehensive Equality Act 2010. The notion that women should receive equal rights in the workplace was not simply opposed by many, but was portrayed as a threat to very existence of ordered society.

    I quote directly from Martin Maddan MP in the Commons:

    If we invest highly in the training of all women, will there then be pressure on those women to continue their careers rather than to have children?” … “There is evidence that working mothers, especially those working full-time, may become less sensitive to the emotional and psychological, as well as the physical, needs of their children… Today’’s grandmothers are used to looking after children all day. What will be the position with tomorrow’’s grannies who have not devoted themselves to looking after children?

    Similarly, the implementation of minimum wage legislation in the 1990s was fiercely contested by employers who predicted economic ruin and job losses.

    A choice headline from the Daily Express in May 1998 shouted:

    Bosses wage war” – Jobs will be lost if a national minimum wage is brought in, bosses warned yesterday. Small firms groups said staff in pubs, petrol stations and the textile industry would face lay-offs. Industry chiefs and Tory MPs also warned that the figure of £3.60 an hour, proposed by the Low Pay Commission, could stoke inflation.

    The CBI argued until 1995 that a minimum wage – even if low – would create major problems for wage structures in a wide range of companies and destroy opportunities. That hasn’t aged well.

    So, despite dire warnings, the minimum wage has proven to be a success, raising living standards without the predicted negative impacts on employment. And it was a great moment last month to be part of a Government where we were able to raise the national minimum wage by £1,400 a year for a full-time eligible worker and a record cash increase for young workers and apprentices.

    Takeaways

    This is no more than a light touch review that can never aspire to even begin to do justice to the two hundred plus years of the modern struggle to establish basic labour rights in this country, the right to a union, the right to collective bargaining, the right to fair wages, the right to be safe in the workplace, the right not to be discriminated against in the workplace – and indeed the associated struggles to create, through law, the welfare state to support those unable to work through reasons of injury, infirmity, age or in times of economic hardship. At each turn these have been opposed, as now, by forces that sought to paint them, as existential threats to the economy and or our way of life, developments now accepted as having been of enormous benefit to the wealth as well as health of the nation.

    Let me then turn to this history of success in face of fierce opposition and seek to draw out five observations about the nature of law in the protection of working people, about the role of lawyers and finally to outline the political moral underpinnings of what the current Bill represents in the context of what has come before it.

    My first observation is how law, specifically in the form of legislation can radically change for the better what we as a society consider to be acceptable behaviour – it lifts us up and sets standards. Of course, there will always be a wide variety of reason why societal attitudes change over time but legislation is most certainly capable of playing its role. Here the struggles of the trade union movement, realised in the last 100 years most materially by Labour governments, has been to legislate in order to entrench into society standards of behaviour that at the time may have seen radical, indeed revolutionary but shortly thereafter were accepted as little more basic rights.

    The coming into force of these laws has of itself helped inform and change societies conception of what is right and what is wrong in the workplace. In the classroom this would be defined as a normative theory of law – how legal frameworks help set standards – it’s real world application has led to a fundamental change about how we perceive the nature of work and the value we attach to labour and the protections that working people must be afforded as part of their rights.

    My second observation is how this system of laws has brought enormous practical benefits to ordinary working people – drastically improving the quality of life for millions.

    It is at once inspiring and instructive to remind ourselves of the breadth of the ambition of those who brought in these fundamental transformations – the changes wrought by Unions, politicians and campaigners from fighting for the rights of their members, to ensure that people earned enough for their labour to live in dignity, to ensure equality in the workplace, to ensure that that workplaces were safe – these are measures that have had a profoundly positive impact on the quality of life for millions.

    To give one example, The Health and Safety at Work Act 1974, was brought in the wake of the Aberfan disaster, introduced by Michael Foot. It’s success can be measured in a very simple metric, namely the lives and limbs saved: since 1974 occupational deaths and injuries have decreased by over 75%. Considering economic and occupational changes, fatalities at work have declined from 2.9 per 100,000 workers in 1974 to 0.42 per 100,000 workers in 2023-24. The simple fact is that legislation saved lives, limbs, sight and hearing.

    Of course there will always be push back – there will be those who argue that health and safety laws place an unnecessary burden on the economy. Yet, having acted for victims of the Grenfell Tower disaster I was struck how what seemed like a growing trend amongst some sectors of society to mock and ridicule ‘health & safety’ came to an abrupt stop on the night of 14 June 2017. It provides a cruel, stark but unanswerable example of the importance of compliance with health and safety laws and its measured by the converse – the tragic consequences measured in human life when we do not.

    My third observation is the essential role played by lawyers such as Thompsons and many others in the enforcement of this legislative framework and the work that they do to ensure accountability for victims of violations of those laws. A good legal framework is only half the battle – without legal professionals dedicated to ensuring through public law that laws are upheld and rights defended, without legal professionals ensuring through private law that those injured by failures to comply with obligations are adequately compensated then those laws risk becoming ineffective. A right without a remedy is no right at all – and the essential job of labour lawyers, employment lawyers and personal injury lawyers for generations has been to ensure that working people’s hard won legislative gains are capable of vindication and a determined effort to ensure that common law keeps step – the work of these lawyers is an essential part of the system.

    My fourth observation draws from the history of the struggle to secure rights for working people and the determination to deliver notwithstanding the opposition faced. That spirit of determination, to effect real positive change in the lives of millions of people in this country, is what drives this Government to place the Employment Rights Bill at the centre of our agenda of change. Of course we want to make the Bill as good as possible, of course we are not as arrogant to think that every criticism of the Bill during its passage through Parliament has to be dismissed out of hand – but nobody should underestimate on our single minded determination to deliver, borne out of a belief that the changes we seek to bring about will make a real difference to the lives of those we serve.

    None of this I stress should be taken in any sense as being anti-business. To the contrary, under Keir gone are the days in which there was a binary choice between labour and business.

    I passionately believe that good employers recognise, even as matter of enlightened self-interest, that laws which protect the fundamental rights of their workforce are a source of good and lead to greater not less economic productivity. Similarly, I think it is well understood in the labour movement that this country needs an environment in which business flourish, our economy grows and investment flows. Thus we are advancing this package of ambitious change in the Bill at the same time as, and complimentary to, the ongoing work of Rachel Reeves and Jonny Reynolds to boost economic growth and attract investment – in a week we got two trade deals and a Bank of England cut in interest rates. The country has an incredible offer to investors – we are a stable democracy at a time of global uncertainty, we have one of the most advanced economies in the world and are well placed to lead in a changing world not least in AI and green technology, whilst at the same time, as our intervention in Scunthorpe demonstrated, a will not hesitate to act to protect vital parts of our infrastructure.

    A workforce whose fundamental rights are protected by law is a boon to an economy – an economy in which people feel valued, in which legal protections reflect the values in which they are held, is far more likely to be a strong and resilient economy.

    My fifth and final observation is to reflect upon the motivation and principles that lie behind our determination to introduce this Bill which brings me back to the central importance for this Government of the fundamental right to security for the people of this country. The measures are of course about securing increased justice and equality in the workplace but underlying this is a profound belief in the dignity of every human being and an understanding that the role of the State is to ensure that each person is accorded dignity in all aspects of their lives, including where necessary by regulating private power, not least in the realm of employment.

    Our belief in the dignity of each person is also mirrored in our anger at how so many are mistreated in the workplace disdainfully, patronisingly, without respect, belittled and bullied. This belief in the dignity of all drives our determination to ensure that every person is afforded the opportunity to work, that we have the opportunity to realise our potential at work, that we are employed in decent, safe workplaces, that we are protected from exploitation and discrimination and that we are paid a fair wage. We go further – this Bill is designed to empower people to flourish in our workplaces. It recognises that the workplace is one of the most important domains in British citizens’ lives, where we will spend most of our time, and we should be able to flourish in this setting as we do with our families and in our communities.

    The promotion and protection of the dignity of all of us lies at the heart of what the labour and trade union movement fought for decade upon decade.

    As the ILO Constitution puts it, we have “a right to pursue our material well being and spiritual development in conditions of freedom and dignity, of economic security and equal opportunity.”

    So, to draw all these points together–- A belief in the dignity of all, a commitment to giving practical effect to the human right to security, a sense of boiling anger when those around us are not treated with dignity and respect – and a steely determination to do something about it.

    These are the qualities that no doubt inspired Harry Thompson to create this great firm, that inspired the Trade Union and labour movement to effect fundamental change in society and will continue to be a guiding force for this Labour government, this government of service, in creating the change that this country needs.

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) joined Democratic Whip Katherine Clark (MA-05) to reintroduce the Child Care Infrastructure Act and the Child Care Workforce Development Act, two bills that address America’s child care crisis with robust investment in early learning facilities and early educators. The bills would build more classrooms, hire more teachers, and in turn, decrease costs for providers and parents. The legislation is co-led by Representatives Suzanne Bonamici (OR-01), Jimmy Gomez (CA-34), Brittany Pettersen (CO-07), and Jill Tokuda (HI-02).

    Since taking office, Donald Trump and Republicans have attacked programs that help families access child care and help lower costs for parents. Within days of being inaugurated, Trump cut off funding to Head Start providers, which was quickly reversed after Democrats and the American people spoke out. Since then, the Administration has closed five of the ten Department of Health and Human Services regional offices that help local grantees administer Head Start programs and has plans to defund early childhood education research that promotes quality care. Last week, Trump introduced his budget request for Fiscal Year 2026, which defunds the Child Care Access Means Parents in School (CCAMPIS) program that provides child care to parenting students, and eliminates the Preschool Development Grants Birth through Five (PDG B-5) program that helps states improve and expand early childhood care for young children. 

    “As one of the few Members of Congress with young children, I understand that early childhood lays the foundation for a child’s development, and I know just how tough it is to find high-quality, affordable child care,” said Congresswoman McClellan. “That’s why House Democrats push for real solutions to ease this financial burden on American families. I appreciate Whip Clark’s commitment to tackling this crisis in introducing the Child Care Infrastructure Act and the Child Care Workforce Development Act — two critical bills that will strengthen federal support for the child care system and encourage more providers to stay in this vital field.”

    The Child Care Infrastructure Act would:

    • Establish a grant program at HHS to award grants to states for the purpose of constructing new or renovating existing child care facilities to help build child care capacity and ensure safe early learning facilities for children. The bill also requires a needs assessment of the condition of child care facilities throughout the U.S. financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities.

    The Child Care Workforce Development Act would

    • Create a student loan repayment program for early childhood educators and establish a program to provide grants to individuals pursuing a childhood development credential.

    Congresswoman McClellan is a champion for child care in Congress. Last Congress, she convened a child care roundtable with Senator Tim Kaine(D-VA) and joined Whip Clark and more than 70 House Democrats and 30 Senate Democrats to introduce landmark legislation to invest in the child care industry and stave off the child care cliff.

    The UK is facing what charities are calling an eating disorder epidemic, with an estimated 1.25 million people affected. These conditions have the highest mortality rate of any mental health illness, making early intervention and education urgent.

    Yet, within the world of sport, eating disorders often go undetected and unchallenged. Disordered behaviour, such as restricting food intake, purging, binge eating, or abusing laxatives, are sometimes normalised in competitive environments, embedded into routines and disguised as dedication.

    Eating disorders thrive in silence. They’re secretive, isolating and can affect athletes of all genders, ages and backgrounds, whether at grassroots or elite levels.

    In sport, several factors can trigger or worsen disordered behaviour: pressure to perform, body dissatisfaction, weight-category requirements and cultural ideals of what an “athletic” body should look like.

    In this context, harmful practices like dehydration, extreme weight-cutting and overtraining often become accepted – and are sometimes even encouraged.

    In some sports, the risks are tragically clear. Take bodybuilding. One heartbreaking example is 20-year-old Jodi Vance, who died from heart failure caused by dehydration during preparations for a competition.

    In combat sports and martial arts, eating disorders are frequently acknowledged, yet meaningful solutions are rarely discussed. Fighters like Paige VanZant and Kay Hansen have openly shared their struggles with disordered eating, which in many sports, is still dismissed as just “part of the process”.

    Extreme tactics

    Even worse, some coaches perpetuate a toxic culture by fat-shaming athletes or joking about serious conditions like bulimia. In such environments, young athletes can become trapped in cycles of physical and emotional harm.

    In my own research with UK-based mixed martial arts (MMA) fighters, I spent months observing and interviewing athletes across various gyms. Many described extreme weight-loss tactics before fights – dropping both fat and water weight in dangerously short time frames. These methods took a toll on both their bodies and mental health.

    I witnessed fighters collapse from exhaustion and dehydration. I heard coaches make jokes about eating disorders. One fighter told me: “I don’t even recognise myself anymore,” echoing the public experiences of UFC fighter Paddy Pimblett, who has shared his struggles with binge eating and body image.

    These stories hit close to home.

    During my own time in MMA, I developed atypical anorexia, bulimia and binge eating disorder. I was praised for rapid weight loss – not for my skill or performance. At one point, I was training to the point of experiencing heart palpitations, dizziness and nausea. Yet, these symptoms were brushed off as signs of “good training”.

    Eating disorders don’t discriminate

    Even when I lived in a larger body, I was still suffering from an eating disorder. This is a crucial reminder: you cannot tell if someone is unwell just by looking at them. This isn’t just an issue in fight sports. Disordered eating affects athletes across many disciplines.

    Footballer Katrina Gorry, cricketer Freddy Flintoff and cyclist Davide Cimolai are just a few high-profile athletes who have spoken publicly about their experiences.

    In fact, disordered thoughts can affect athletes at any stage of their careers. Today, even after competing internationally in American football and Australian rules football, I still live with disordered thinking around food and body image.

    Elite female athletes can be particularly vulnerable. According to the 2023 female athlete health report, 74% of respondents said they didn’t feel like they looked like an athlete and 91% worried about their calorie intake.

    The 2024 BBC study on elite British sportswomen found similar results, reflecting the persistent pressure to conform to narrow body ideals.

    There have been some encouraging policy changes. In MMA, emergency rules now ban extreme weight-cutting methods like IV rehydration, where fluids and electrolytes are administered directly into a vein, bypassing the digestive system. British Gymnastics, the body governing competitive gymnastics in the UK, has banned coaches from weighing athletes – a major move given the sport’s documented issues.

    However, these steps are just the beginning. Power imbalances still exist across many sports, where coaches wield enormous influence over an athlete’s health, body and sense of self.

    Coaches can either be a force for recovery – or part of the problem. They must be better trained to spot early signs of disordered behaviour, provide support and promote a culture that values mental wellbeing over appearance.

    To create safer sporting environments, we need better signposting for athletes on how to get help, education for coaches and staff on eating disorder awareness, a cultural shift from bodily perfection and towards sustainable performance and health and athlete-first policies that protect both physical and mental wellbeing.

    Recovery is possible. But prevention – through awareness, education and empathy – can save lives long before treatment is ever needed.

    Sport should be a place for strength, growth and resilience – not hidden harm.

    A few drops of saliva can now reveal what used to require a scalpel, a syringe or a scan.

    Scientists have developed ways to analyse spit for the tiniest traces of illness – from mouth cancer to diabetes, and even brain diseases like Alzheimer’s.

    Unlike blood tests or biopsies, saliva is easy to collect, painless and inexpensive. During the COVID pandemic, some countries used saliva-based testing for rapid screening.

    This isn’t entirely new. Scientists first noticed the diagnostic potential of spit decades ago. In the 1980s, researchers used saliva to detect hormones and drug use. By the 1990s, it was being explored as a way to detect HIV.

    What’s new is the speed and precision. Today’s techniques can detect subtle molecular shifts that would have been impossible to measure just a few years ago.

    Saliva holds a surprising amount of information. It’s full of tiny fragments of DNA, RNA, proteins and fats – many of which change when disease takes hold. Researchers have already shown that saliva can be used to detect changes linked to diabetes, Parkinson’s, heart disease and some cancers.

    A recent study even showed saliva could help distinguish between healthy people and those with mild cognitive impairment, a possible early sign of Alzheimer’s.

    In dentistry, spit science is being studied for early signs of gum disease and even the risk of tooth decay.

    A light-based technique called Raman spectroscopy is one of the latest tools being used to scan saliva for hidden chemical changes. It works by bouncing harmless light off molecules in a spit sample and reading the pattern it sends back – a kind of fingerprint for what’s happening inside your body.

    It sounds like science fiction, but the technology is already being used in labs to detect early signs of cancer and other diseases often before symptoms appear.

    This could be a gamechanger for oral cancer, which often starts with small, painless changes inside the mouth that are easy to miss. Early detection is vital, but many people don’t realise they have a problem until it’s much harder to treat.

    A simple spit test during a regular dental check-up could help find cancer early, before it spreads.

    It’s not just about cancer, either. Saliva is being trialled as a tool to monitor everything from stress levels to infections.

    Simplicity

    What makes saliva so appealing is its simplicity – no needles, no specialist clinics. Samples can often be collected at home, posted to a lab and analysed within hours. This could make a huge difference in places with limited access to healthcare or for people who avoid doctors out of fear, cost or time.

    Of course, not every disease leaves a clear marker in spit and researchers are still working out which conditions saliva can reliably detect. But the idea of using what’s already naturally produced by the body to give an early warning is a powerful one. It could help catch disease when it’s most treatable, save lives and make healthcare faster, cheaper and more comfortable for everyone.

    There’s still work to be done before spit tests become part of routine check-ups. Larger clinical trials are needed and researchers are still fine tuning the best ways to analyse and interpret the data. But the direction of travel is clear: the days of saliva being seen as just drool are over.

    Saliva may not seem glamorous, but thanks to the rise of spit science, it’s fast becoming one of the most promising tools in the fight against disease. A future where your dentist, doctor, or even you could spot health problems early with nothing more than simple spit.

    HARTFORD—U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Committee on Health, Education, Labor, and Pensions (HELP), and Richard Blumenthal (D-Conn.) on Thursday reintroduced the VA Employee Fairness Act, legislation that would help right a long-standing wrong by expanding collective bargaining rights for Department of Veterans Affairs (VA) health care professionals. The bill would ensure that nurses, physicians, and other VA clinicians have the same rights as their counterparts in the private sector and other parts of the VA, empowering them to speak up on critical issues like staffing ratios, patient care, and compensation.

    Currently, Title 38 of the United States Code restricts these workers from negotiating over matters of professional conduct or competence, employee pay, and other key workplace issues. As a result, they are often unable to meaningfully advocate for improvements that would help address staffing shortages, enhance patient care, or recruit and retain qualified health care professionals.

    “Our veterans deserve the best care possible, and that starts with treating VA health care workers with dignity and respect,” said Murphy. “This bill gives nurses and doctors the tools they need to advocate for safe staffing and provide better care, just like their colleagues in the private sector.”

    “It has never been more important to give VA healthcare workers the opportunity to fight for better working conditions in order to provide the best possible care for veterans. With the entire VA workforce under attack from the Trump Administration, recruiting and retaining the very best doctors, nurses, and health care support staff is a challenge – but one we can meet with better, stronger workplace protections,” said Blumenthal. “Simply put: VA healthcare workers who have chosen to serve our nation’s veterans deserve the same opportunity to organize and collectively bargain for better pay, benefits, and working conditions that their VA colleagues have.”

    U.S. Senators Tammy Duckworth (D-Ill.), Brian Schatz (D-Hawaii), Bernie Sanders (I-Vt.), John Fetterman (D-Pa.), Kirsten Gillibrand (D-N.Y.) and Patty Murray (D-Wash.) also cosponsored the legislation.

  • MIL-OSI United Kingdom: On your marks and get set for the 2025 Rob Burrow Leeds Marathon

    Thousands of people will be going for glory on Sunday (May 11) in the marathon, which is being held in partnership with Clarion by the not-for-profit sporting events company Jane Tomlinson’s Run For All with support from Leeds City Council.

    Taking place this year for the third time, the event’s previous two editions have been notable for the inspirational atmosphere generated by the crowds lining the 26.2-mile route.

    And people across Leeds are being encouraged to once again turn out and show their support for an occasion that provides a perfect tribute to the life and achievements of the late rugby league legend Rob Burrow.

    As in previous years, the on-course atmosphere will be given a tuneful additional lift by musical entertainment from various groups and acts, including the Leeds Pipe Band, Leeds Rock Choir and Otley Ukulele Orchestra.

    Residents and visitors are also being encouraged to familiarise themselves with the programme of temporary road closures that will be in place to help ensure the day goes according to plan.

    The marathon will start and end at AMT Headingley Rugby Stadium, with runners following a circular route that initially winds around Woodhouse Moor before striking out for Adel, Lawnswood, Bramhope, Pool in Wharfedale and Otley. The Leeds Half Marathon, which is also being held on Sunday, will use much of the same route. The two events have together attracted more than 12,000 entrants.

    Part of St Michael’s Lane in Headingley will close to vehicles on Sunday from 4am before sections of Cardigan Road and Kirkstall Lane/North Lane follow suit at 6am. Closures of selected roads will kick in between 6am and 8am in other parts of Headingley and Far Headingley.

    Further closures will then come into force from 8.30am in the Adel, Lawnswood and Bramhope areas, and from 9am around Pool in Wharfedale and Otley.

    The marathon will begin at 9am, with competitors in the half marathon setting out from Headingley at 10am.

    Affected roads along the route will be reopened on a rolling basis through the day as soon as it is safe to do so.

    People travelling to Headingley can catch return park and ride bus services from Elland Road and Stourton. Shuttle buses will also be running between Cookridge Street in the city centre and Headingley.

    Buses will be operating between Headingley and two spectator hubs out on the course, one on Otley Road in Adel – about a mile from the drop-off point at Holt Park’s Asda – and the other at Otley Market Place.

    There will be no dedicated event parking in Headingley itself.

    Councillor Jonathan Pryor, Leeds City Council’s deputy leader and executive member for economy, transport and sustainable development, said:

    “As someone who has run the first two editions of the Rob Burrow Leeds Marathon and will be taking part again on Sunday, I know just how special the event is.

    “The atmosphere on the course was electric in both 2023 and 2024, and it would be lovely to see plenty of spectators out creating the same sort of buzz for 2025.

    “The delivery of an event on this scale involves a huge amount of hard work and my thanks go to everyone involved at Run For All and the council, as well as the hundreds of volunteers who will be giving up their time on Sunday.

    “The road closures that will help ensure the day passes off safely and successfully will inevitably also cause disruption to some people’s normal routines and, as always, their patience and support is much appreciated.

    Sunday’s programme features a new addition for 2025 in the shape of the Rob Burrow Leeds Marathon Relay, which will see teams of seven tackling different legs of the full route.

    Run For All is also linking up with Leeds Beckett University to stage the inaugural MND Mile tomorrow (Saturday, May 10). Taking place at Leeds Beckett’s Headingley campus, the event’s mile-long course has been designed to cater for participants of all ages and abilities.

    “For an event of this scale, significant road closures will be required. We are working in partnership with Leeds City Council, emergency services and multi-agency planning groups to make sure the event is operated safely and securely.

    This is a free event that anyone can join in on with information, refreshments, crafts and other activities available.

    The fair is co-ordinated by Preston City Council and Lancashire County Council to coincide with Mental Health Awareness Week in partnership with Preston Community Hub.

    The event aims to show people who are struggling with their health and wellbeing what support is available to them across Preston. It is also a way to raise awareness about the advantages that can come from improving your health and wellbeing.

    Councillor Zafar Coupland, Cabinet member for health and wellbeing at Preston City Council, said:

    “The event will be a safe space for the people of Preston to learn more about how they can improve their mental health and general well-being and the effect outside forces such as housing can have on it. I want people to come away feeling more knowledgeable and have the tools to work on their wellbeing in the future.”

     Today, Representatives Jennifer McClellan (VA-04) and Don Bacon (NE-02) and Senators Jeff Merkley (D-OR) and Cindy Hyde-Smith (R-MS) introduced legislation to address mental health and substance use disorder facility shortages during a growing mental health crisis.

    About one in five American adults live with mental illness, and over 75 percent of adults who needed substance use treatment in the past year did not receive that care. From shortages in inpatient beds to intensive outpatient programs to behavioral health providers, treatment availability has not kept up with growing demand. As a consequence, many patients go without care or are boarded in emergency departments for days to weeks until psychiatric beds become available, which can have deeply harmful impacts on patient well-being. 

    H.R. 3266, the Mental Health Infrastructure Improvement Act would:

    • Establish a new loan and loan guarantee program within the Department of Health and Human Services to build or renovate mental health or substance use disorder treatment facilities.
    • Reserve at least a quarter of the funding for pediatric- and adolescent-serving facilities.
    • Prioritize facilities located in high need, underserved or rural areas and able to provide integrated care for patients with complex needs.

    “At a time when one in every five U.S. adults report experiencing mental illness, we need to be investing in mental health care,” said Rep. Bacon. “The Mental Health Infrastructure Improvement Act will expand mental health infrastructure and ensure we have the capability to treat those experiencing a mental healthcrisis. There is a significant shortage of available treatment, and it is crucial that we address this gap.”

    “We face a mental health crisis in this country, but have yet to meet that crisis with the necessary avenues of support that our neighbors, friends, and family members need to battle a mental health or substance use disorder,” said Congresswoman McClellan. “Those bravely seeking support shouldn’t have to jump through hoops to get it, and addressing these facility shortages now will help ensure that care is there when patients need it. I urge my colleagues to support the Mental Health Infrastructure Improvement Act to invest in our nation’s well-being and ensure every American, especially our nation’s youth and underserved communities, get the care they need.”

  • MIL-OSI Asia-Pac: Session held on Ombudsman’s report

    Chief Secretary Chan Kwok-ki today met Ombudsman Jack Chan to follow up on the Direct Investigation Operation Report on Government’s Regulation of Occupational Safety & Health in Construction Industry, and discussed the Ombudsman’s findings, analyses and recommendations extensively.
     
    They had in-depth discussions on the bottlenecks and inadequacies in the occupational safety and health (OSH) regulatory system for the construction industry and candid exchanges on strengthening the management systems of government departments, particularly on the leadership and supervisory responsibilities of management personnel, as well as issues such as performance accountability among departmental managerial staff.
     
    The Labour Department and the Buildings Department are taking follow-up actions on the recommendations of the report, which was published by the Office of the Ombudsman on April 16. 

    The Labour Department has amended the OSH legislation to increase the penalties. Apart from planning to start a trial of using small unmanned aircraft for inspections, investigations and evidence collection in the second half of 2025, it also aims to explore the use of automatic speech recognition to assist in taking statements, thereby improving the efficiency of frontline officers in law enforcement.
     
    Both departments have strengthened collaboration and improved the inter-departmental referral mechanism. The Buildings Department improved the internal monitoring system for case handling in early 2025 and speeded up processing of omitted cases, and is reviewing lowering the threshold for instigating disciplinary actions to enhance deterrent effect.
     
    Meanwhile, the Government will introduce a bill into the Legislative Council to amend the Buildings Ordinance in the first half of 2026 to enhance the regulatory regime for registered contractors.
     
    Mr Chan said that the Government attaches great importance to the Office of the Ombudsman’s investigation report and appreciates the valuable observations and recommendations put forward by the Ombudsman.
     
    In accordance with the Chief Executive’s instruction, the working group, led by the Chief Secretary, will ensure that all departments conscientiously and proactively follow up on the recommendations, while strengthening the establishment of departmental management systems at source and reinforcing performance accountability of the management to effectively improve governance efficiency, he added.

    The U.S. Food and Drug Administration today announced it granted three new color additive petitions that will expand the palette of available colors from natural sources for manufacturers to safely use in food.
    The FDA is in line with U.S. Department of Health and Human Services Secretary Robert F. Kennedy Jr.’s priority to phase out petroleum-based dyes in the nation’s food supply as part of the administration’s broader initiative to Make America Healthy Again.
    “Today we take a major step to Make America Healthy Again,” said HHS Secretary Kennedy. “For too long, our food system has relied on synthetic, petroleum-based dyes that offer no nutritional value and pose unnecessary health risks. We’re removing these dyes and approving safe, natural alternatives—to protect families and support healthier choices.”
    Since the HHS and FDA announcement last month during a press conference at HHS on petroleum-based food dyes, more U.S. food manufacturers have committed to removing them within the FDA’s set time frame of the end of next year.
    “On April 22, I said the FDA would soon approve several new color additives and would accelerate our review of others. I’m pleased to report that promises made, have been promises kept,” said FDA Commissioner Martin A. Makary, M.D., M.P.H. “FDA staff have been moving quickly to expedite the publication of these decisions, underscoring our serious intent to transition away from petroleum-based dyes in the food supply and provide new colors from natural sources.”
    The color additive petitions approved today are for:

    Galdieria extract blue, a blue color derived from the unicellular red algae Galdieria sulphuraria. The FDA has approved the color additive for use in nonalcoholic beverages and beverage bases, fruit drinks, fruit smoothies, fruit juices, vegetable juices, dairy-based smoothies, milk shakes and flavored milks, yogurt drinks, milk-based meal replacement and nutritional beverages, breakfast cereal coatings, hard candy, soft candy and chewing gum, flavored frostings, ice cream and frozen dairy desserts, frozen fruits, water ices and popsicles, gelatin desserts, puddings and custards, and whipped cream, yogurt, frozen or liquid creamers (including non-dairy alternatives), and whipped toppings (including non-dairy alternatives). The petition was submitted by the French company Fermentalg.
    Butterfly pea flower extract, a blue color that can be used to achieve a range of shades including bright blues, intense purple, and natural greens. Produced through the water extraction of the dried flower petals of the butterfly pea plant, this color additive is already approved for use in sport drinks, fruit drinks, fruit and vegetable juices, alcoholic beverages, dairy drinks, ready to drink teas, nutritional beverages, gums, candy, coated nuts, ice creams, and yogurt. Today’s approval of a petition by St. Louis-based Sensient Colors LLC expands the approved use for coloring ready-to-eat cereals, crackers, snack mixes, hard pretzels, plain potato chips (restructured or baked), plain corn chips, tortilla chips, and multigrain chips.
    Calcium phosphate, a white color approved for use in ready-to-eat chicken products, white candy melts, doughnut sugar, and sugar for coated candies. The petition was filed by Innophos Inc. of Cranbury, New Jersey.

    Under the Federal Food, Drug, and Cosmetic Act (Chapter VII, section 721), color additives are subject to FDA approval to determine whether they are safe before they may be used in food. The FDA determines whether an additive is safe to use by considering the projected human dietary exposure to the color additive, the additive’s toxicological data, and other relevant information, such as published literature. Once the FDA approves a color additive petition, any manufacturer can use the coloring for the approved uses.

    Yesterday, during Small Business Week, Governor Stein and North Carolina Secretary of Commerce Lee Lilley visited downtown Marshall to highlight the importance of supporting small businesses impacted by Hurricane Helene. Governor Stein has proclaimed May 4 – May 10, 2025 as Small Business Week to celebrate the impact of entrepreneurs and small businesses on North Carolina’s economy. 

    “Small businesses are the beating heart of our economy, and I am proud to recognize them this week. In particular, western North Carolina is open for business, and it is more crucial than ever to support its economic recovery,” said Governor Josh Stein. “With the help of private partners, $55 million is now on the way to more than 2,100 small businesses. Unfortunately, it’s not nearly enough. I am calling on the General Assembly to dedicate more funding to support small businesses so they can keep providing jobs and bolstering local economies.”

    “Small businesses are foundational in our communities, employing nearly 45 percent of the private-sector workforce across the state,” said Commerce Secretary Lee Lilley. “As we continue our recovery from devastating storms and federal impacts, our focus remains on creating an environment where entrepreneurs can thrive.”

    Governor Stein remains committed to ensuring that businesses in western North Carolina have the resources and infrastructure they need to rebuild. Last week, Governor Stein announced that the Dogwood Health Trust, the Duke Endowment, and the State of North Carolina have distributed $55 million to more than 2,100 businesses in western North Carolina. In his second Helene budget request, Governor Stein will call on the General Assembly to invest more in small business grants so that western North Carolina businesses can keep their doors open to serve their communities.  

    Governor Stein and the North Carolina Department of Commerce also launched an additional $55 million state infrastructure program, which allows local governments to apply for up to $1 million to rebuild public infrastructure. Small businesses rely on this infrastructure, such as sidewalks and sewers, to do business. The Department of Commerce’s Division of Workforce Solutions has also made the $500,000 “Hurricane Helene Business Edge Fund” available to local workforce boards serving the counties that were most impacted by the storm, with a particular focus on minimizing layoffs from small businesses. 

    North Carolina’s small businesses account for more than 99 percent of the state’s businesses, employing 1.7 million people statewide. More than 9,600 North Carolina small firms exported merchandise, generating $8.2 billion of the state’s exports as of the latest report from 2022. North Carolina is proud to support small businesses through services such as NCWorks, community college small business centers, the N.C. Small Business and Technology Development Center, SCORE, the Veterans Business Outreach Center, the Rural Center, and a toll-free information and referral service known as the Small Business Advisors hotline.

On November 3, 2014, Pope Francis appointed him Apostolic Administrator of the Diocese of Chiclayo, in Peru and elevated him to Titular Bishop of the Diocese of Sufar. He received episcopal ordination on December 12, the Feast of Our Lady of Guadalupe, in the Cathedral of his diocese. On January 30, 2023, Pope Francis appointed him Prefect of the Dicastery for Bishops and President of the Pontifical Commission for Latin America, assigning him the Title of the Suburbicarian Church of Albano.     How important are plants really? More than you might think.

    Healthy plants are fundamental for the existence and well-being of both humans and animals. They also stabilize the environment and maintain the balance of ecosystems, while fostering economic growth. On May 12, 2025, the Canadian Food Inspection Agency (CFIA) encourages Canadians to mark the International Day of Plant Health by learning more about the role and risks to plant health. This year’s theme, ‘The importance of plant health in One Health,’ highlights the connections between human, animal, and plant health and emphasizes how they are all part of a single, integrated system.

    Plant pests pose significant risks to this balance. They attack Canada’s crops, forests, the environment and other natural resources. Invasive insects and plants, plant diseases, snails, and other organisms can disrupt ecosystems and damage critical economic activities such as food production, horticulture, and forestry. These pests often spread through cargo transport, human activities such as moving firewood, and extreme weather events that can carry them over great distances.

    The CFIA works with industries, stakeholders, and governments to reduce threats by using risk assessments, surveys, and inspections to prevent invasive species from spreading across Canada.

    Each of us has a role in protecting plant health. Here are some of the ways you can help prevent the spread of invasive species:

    • Learn about invasive species in your area and how to recognize them.
    • Don’t bring plants, seeds or plant products into Canada without declaring them to border officials, when coming back in the country.
    • Don’t move firewood; always buy and burn local wood or choose heat-treated firewood.
    • Inspect and clean outdoor gear, vehicles, or equipment (such as boats, ATVs, RVs, camping gear, or lawn mowers) before moving them to new areas.
    • Report any suspicious plant pests. You can do so online or by contacting your local CFIA office.

  • MIL-OSI Global: Fancy letting off steam with a beer before the sauna? Here’s why that might be a bad idea

    Saunas have long been spaces for rest, recovery, and even the occasional business deal. Personally, though, they’re not my cup of tea: too claustrophobic, too stifling and always with that distinct sensation that my nasal hairs have been singed away by the heat.

    Watching that episode of The Simpsons where Homer gets trapped in a sauna and emerges looking like a steamed clam – miraculously alive – was the final nail in the coffin. I haven’t stepped into one since.

    Despite my reservations, sauna culture is rich and diverse, transcending borders and histories. While they’re an integral part of Scandinavian life, especially in Finland, saunas also appear in the traditions of Japanese, Mexican and Native American cultures. There are many variations to experience – from yoga and life drawing sessions, to being gently flogged with birch branches. To each their own.

    In recent years, the concept of refreshment in sauna culture has taken on altogether different dimensions. In the UK, more are now hot-footing their way to the sauna instead of the pub than ever before.

    As a new social and wellbeing hub, fusing elements of bar and sauna cultures, it makes sense. But what of going the whole hog and drinking alcohol – before, during and after sauna sessions?

    Why mix booze with 80°C heat in the first place? Perhaps it’s the natural fusion of two social rituals: relaxing in a sauna and enjoying a drink with friends. Or maybe it appeals to the hedonist seeking novel pleasures and euphoria.

    Still, the question remains: what are the effects – and risks – of drinking alcohol in the sauna?

    To steam, or not to steam? That is the question

    First, let’s consider the benefits. Surely, there must be more to it than just clearing out a few pores? In fact, there’s a saying that describes the sauna as “a poor man’s pharmacy.”

    Numerous studies have explored the potential health benefits of sauna use. For instance, Japanese researchers have studied Waon therapy, literally, soothing warm therapy, (a lower-temperature sauna treatment) in patients with ischaemic heart disease, where narrowed arteries increase the risk of heart attacks.

    Their findings showed evidence of clinical improvement in these patients. Other studies have reported benefits in conditions such as peripheral arterial disease and even in recovery after a heart attack.

    Sauna use may also help manage high blood pressure and certain lung diseases. Some research also suggests benefits such as improved wound healing and even lower risks of developing dementia and Alzheimer’s disease.

    The heat is on

    But it’s not all steam and serenity. To understand the risks, especially when alcohol is involved, we need to look at how the body responds to heat – and to booze.

    The hypothalamus, a region deep in the brain, regulates our core temperature. In response to heat, it boosts blood flow to the skin and ramps up sweating, helping us cool down. But this also increases the risk of dehydration. Combine that with alcohol, a diuretic that further depletes fluids, and the risk rises significantly.

    Both alcohol and high temperatures can affect cardiovascular function, often lowering blood pressure and increasing heart rate. This can lead to dangerous heart rhythm abnormalities (arrhythmias).

    Then there’s the impact on the brain. Alcohol of course impairs judgement and coordination – two things you’d definitely want intact in a room full of heat, slippery surfaces and scalding water.

    Put all this together and what do you get? A dehydrated, overheated, intoxicated subject with a racing heart and plummeting blood pressure. Dizziness, fainting and confusion may follow, raising the risk of falls, burns, or even drowning.

    Collapsing or falling unconscious in the sauna can prove dangerous. One sobering example comes from a case reported in the American Journal of Forensic Medicine and Pathology, where a person sustained severe injuries, including burns, in just seven minutes of sauna exposure – tragically resulting in death. Another study from Finland found a growing link between accidental sauna deaths and alcohol intoxication.

    The key takeaway here? If you’re going to drink, do it after your sauna session – not before or during. Those who are intoxicated should avoid saunas altogether, or at the very least, be closely supervised.

    Basic safety advice still applies: limit sauna sessions to short durations, cool down afterwards (via swimming or showering) and rehydrate with non-alcoholic beverages.

    While the science behind saunas is still evolving, their millennia-long appeal speaks for itself. They offer real benefits – but mixing heat with alcohol could be a cocktail that burns more than it soothes.

    The four Health Crown Representatives will support the implementation of a new National Strategic Supplier Relationship Management (SSRM) programme, with 15 strategic suppliers.

    The National SSRM programme is a joint undertaking between DHSC, NHS England and Cabinet Office and aims to use the NHS’s significant scale and influence to strengthen partnerships with the most strategic suppliers to deliver additional value and unlock opportunities.

    This programme represents a shift in the collaboration with suppliers across health organisations and supports the government’s mission objectives in healthcare and economic growth.

    Health Minister Karin Smyth said:

    “Our healthcare system can’t function without its suppliers. They play critical role in driving innovation, ensuring better value for taxpayers and putting more money in people’s pockets through long-term growth. The new Health Crown Representatives bring a wealth of experience from the private sector to the table, and they will help us work with our strategic suppliers in the best way.

    The U.S. Food and Drug Administration is warning Americans about the ever-increasing and potentially deadly recreational use of nitrous oxide products, particularly among young people.

    Marketed with names like “Galaxy Gas” and “Miami Magic,” and often sold in steel cartridges known as “whippets,” these products are cheap and readily available at gas stations, convenience stores, smoke shops and major retail outlets, including Walmart. They’re also sold online.

    As an assistant professor of public health who studies these products, I’m aware of how dangerous they can be.

    Recreational and continued use of nitrous oxide can cause a wide range of serious health problems, and in some cases, death.

    A long list of potential harms

    The list of serious side effects from frequent use is long. It includes: cognitive impairment, memory problems, hallucinations, headaches, lightheadedness, mood disturbances, blood clots, limb weakness, trouble walking, peripheral neuropathy, impaired bowel or bladder function, spinal cord degeneration and irreversible brain damage. Vitamin B-12 deficiency is common and can lead to nerve and brain damage.

    Deaths in the U.S. attributed to abuse of nitrous oxide jumped more than 100% between 2019 and 2023; over a five-year period, emergency department visits rose 32%.

    All told, more than 13 million Americans have misused nitrous oxide at least once during their lifetimes. This includes children: In 2024, just over 4% of eighth graders and about 2% of 12th graders said they’ve tried inhalants. Nitrous oxide is among the most abused of these inhalants due to its low cost, easy availability and commercial appeal – one flavor of the gas is named “pink bubble gum.”

    Pure nitrous, inhaled for a quick high, can be lethal.

    Laughing gas parties

    Because of legal loopholes in the Food and Drug Administration Act, nitrous oxide remains unregulated. What’s more, U.S. scientists have done relatively little research on its abuse, partly because the public still perceives the substance as benign, particularly when compared with alcohol.

    The few studies on the use of nitrous oxide are limited mainly to case reports – that is, a report on a single patient. Although limited in scope, they’re alarming.

    More thorough studies are available in the United Kingdom and Europe, where there’s even more demand for the product. One example: Over a 20-year period, 56 people died in England and Wales after recreational use. Typically, deaths occur from hypoxia, which is the lack of oxygen to the brain, or accidents occurring while intoxicated by the gas, such as car wrecks or falls.

    Americans have known about the effects of nitrous oxide for centuries. Before becoming a medicinal aid, nitrous oxide was popular at “laughing gas” parties during the late 1700s.

    Physicians began using it in the U.S. around the mid-19th century after Horace Wells, a dentist, attended a stage show – called “Laughing Gas Entertainment” – and saw the numbing effect that nitrous oxide had on audience volunteers. By coincidence, Wells was having a wisdom tooth removed the next day, so he tried the gas during his procedure. The nitrous oxide worked; Wells said he felt no pain. Thereafter, medicinal use of the gas was gradually accepted.

    Today, nitrous oxide is often used in dentist offices. It’s safe under a doctor’s supervision as a mild sedative that serves as a pain reliever and numbing agent.
    Nitrous oxide also benefits some patients with severe psychiatric disorders, including treatment-resistant depression and bipolar depression. It may also help with anxiety and pain management.

    Bans and restrictions

    No federal age restrictions exist for purchasing nitrous oxide products, although a few states have passed age limits.

    As of May 2025, four U.S. states – Louisiana, Michigan, Alabama and California – have banned the recreational use of nitrous oxide, and more than 30 states are working on legislation to ban or at least restrict sale of the products. In addition, numerous lawsuits filed against the manufacturers are in court.

    Research shows school prevention programs help keep kids from using these products. So does early screening of patients by primary care and mental health physicians. The sooner they can intervene, the more likely that ongoing therapy will work.

    Through appropriate legislation, regulation, education and intervention, nitrous oxide abuse can be slowed or stopped. Otherwise, these products – with their sleek packaging and attractive social media campaigns that obscure their dangers – remain a growing threat to our children.

  • MIL-OSI Global: Science requires ethical oversight – without federal dollars, society’s health and safety are at risk

    As the Trump administration continues to make significant cuts to NIH budgets and personnel and to freeze billions of dollars of funding to major research universities – citing ideological concerns – there’s more being threatened than just progress in science and medicine. Something valuable but often overlooked is also being hit hard: preventing research abuse.

    The National Institutes of Health has been the world’s largest public funder of biomedical research. Its support helps translate basic science into biomedical therapies and technologies, providing funding for nearly all treatments approved by the Food and Drug Administration from 2010 to 2019. This enables the U.S. to lead global research while maintaining transparency and preventing research misconduct.

    While the legality of directives to shrink the NIH is unclear, the Trump administration’s actions have already led to suspended clinical trials, institutional hiring freezes and layoffs, rescinded graduate student admissions, and canceled federal grant review meetings. Researchers at affected universities say that funding will delay or possibly eliminate ongoing studies on critical conditions like cancer and Alzheimer’s.

    The Trump administration has deeply culled U.S. science across agencies and institutions.

    It is clear to us, as legal and bioethics scholars whose research often focuses on the ethical, legal and social implications of emerging biotechnologies, that these directives will have profoundly negative consequences for medical research and human health, with ripple effects that will last decades. Our scholarship demonstrates that in order to contribute to knowledge and, ultimately, to biomedical treatments, medical research at every stage depends on significant infrastructure support and ethical oversight.

    Our recent focus on brain organoid research – 3D lab models grown from human stem cells that simulate brain structure and function – shows how federal support for research is key to not only promote innovation, but to protect participants and future patients.

    History of NIH and research ethics

    The National Institutes of Health began as a one-room laboratory within the Marine Hospital Service in 1887. After World War I, chemists involved in the war effort sought to apply their knowledge to medicine. They partnered with Louisiana Sen. Joseph E. Ransdell who, motivated by the devastation of malaria, yellow fever and the 1928 influenza pandemic, introduced federal legislation to support basic research and fund fellowships focusing on solving medical problems.

    By World War II, biomedical advances like surgical techniques and antibiotics had proved vital on the battlefield. Survival rates increased from 4% during World War I to 50% in World War II. Congress passed the 1944 Public Health Services Act to expand NIH’s authority to fund biomedical research at public and private institutions. President Franklin D. Roosevelt called it “as sound an investment as any Government can make; the dividends are payable in human life and health.”

    As science advanced, so did the need for guardrails. After World War II, among the top Nazi leaders prosecuted for war crimes were physicians who conducted experiments on people without consent, such as exposure to hypothermia and infectious disease. The verdicts of these Doctors’ Trials included 10 points about ethical human research that became the Nuremberg Code, emphasizing voluntary consent to participation, societal benefit as the goal of human research, and significant limitations on permissible risks of harm. The World Medical Association established complementary international guidelines for physician-researchers in the 1964 Declaration of Helsinki.

    In the 1970s, information about the Tuskegee study – a deceptive and unethical 40-year study of untreated syphilis in Black men – came to light. The researchers told study participants they would be given treatment but did not give them medication. They also prevented participants from accessing a cure when it became available in order to study the disease as it progressed. The men enrolled in the study experienced significant health problems, including blindness, mental impairment and death.

    The public outrage that followed starkly demonstrated that the U.S. couldn’t simply rely on international guidelines but needed federal standards on research ethics. As a result, the National Research Act of 1974 led to the Belmont Report, which identified ethical principles essential to human research: respect for persons, beneficence and justice.

    Federal regulations reinforced these principles by requiring all federally funded research to comply with rigorous ethical standards for human research. By prohibiting financial conflicts of interest and by implementing an independent ethics review process, new policies helped ensure that federally supported research has scientific and social value, is scientifically valid, fairly selects and adequately protects participants.

    These standards and recommendations guide both federally and nonfederally funded research today. The breadth of NIH’s mandate and budget has provided not only the essential structure for research oversight, but also key resources for ethics consultation and advice.

    Brain organoids and the need for ethical inquiry

    Biomedical research on cell and animal models requires extensive ethics oversight systems that complement those for human research. Our research on the ethical and policy issues of human brain organoid research provides a good example of the complexities of biomedical research and the infrastructure and oversight mechanisms necessary to support it.

    Organoid research is increasing in importance, as the FDA wants to expand its use as an alternative to using animals to test new drugs before administering them to humans. Because these models can simulate brain structure and function, brain organoid research is integral to developing and testing potential treatments for brain diseases and conditions like Alzheimer’s, Parkinson’s and cancer. Brain organoids are also useful for personalized and regenerative medicine, artificial intelligence, brain-computer interfaces and other biotechnologies.

    Brain organoids are built on knowledge about the fundamentals of biology that was developed primarily in universities receiving federal funding. Organoid technology began in 1907 with research on sponge cells, and continued in the 1980s with advances in stem cell research. Since researchers generated the first human organoid in 2009, the field has rapidly expanded.

    These advances were only possible through federally supported research infrastructure, which helps ensure the quality of all biomedical research. Indirect costs cover operational expenses necessary to maintain research safety and ethics, including utilities, administrative support, biohazard handling and regulatory compliance. In these ways, federally supported research infrastructure protects and promotes the scientific and ethical value of biotechnologies like brain organoids.

    Brain organoid research requires significant scientific and ethical inquiry to safely reach its future potential. It raises potential moral and legal questions about donor consent, the extent to which organoids should be grown and how they should be disposed, and consciousness and personhood. As science progresses, infrastructure for oversight can help ensure these ethical and societal issues are addressed.

    New frontiers in scientific research

    Since World War II, there has been bipartisan support for scientific innovation, in part because it is an economic and national security imperative. As Harvard University President Alan Garber recently wrote, “[n]ew frontiers beckon us with the prospect of life-changing advances. … For the government to retreat from these partnerships now risks not only the health and well-being of millions of individuals but also the economic security and vitality of our nation.”

    Cuts to research overhead may seem like easy savings, but it fails to account for the infrastructure that provides essential support for scientific innovation. The investment the NIH has put into academic research is significantly paid forward, adding nearly US$95 billion to local economies in fiscal year 2024, or $2.46 for every $1 of grant funding. NIH funding had also supported over 407,700 jobs that year.

    President Donald Trump pledged to “unleash the power of American innovation” to battle brain-based diseases when he accepted his second Republican nomination for president. Around 6.7 million Americans live with Alzheimer’s, and over a million more suffer from Parkinson’s. Hundreds of thousands of Americans are diagnosed with aggressive brain cancers each year, and 20% of the population experiences varying forms of mental illness at any one time. These numbers are expected to grow considerably, possibly doubling by 2050.

    Organoid research is just one of the essential components in the process of learning about the brain and using that knowledge to find better treatment for diseases affecting the brain.

    Science benefits society only if it is rigorous, ethically conducted and fairly funded. Current NIH policy directives and steep cuts to the agency’s size and budget, along with attacks on universities, undermine globally shared goals of increasing understanding and improving human health.

    The federal system of overseeing and funding biomedical science may need a scalpel, but to defund efforts based on “efficiency” is to wield a chainsaw.

    The World Health Organization (WHO) and Medicines Patent Pool (MPP) have today announced a sublicensing agreement between MPP and a Nigerian health technology company – Codix Bio – to start development and manufacturing of rapid diagnostic tests (RDTs) using technology transferred from global in-vitro diagnostics company – SD Biosensor (SDB). This agreement will contribute to advancing equitable access to vital diagnostic tools through local production, expanding manufacturing capacity in the African Region.

    The new RDT technology is especially useful for low- and middle-income countries (LMICs), as it is easy to use in health facilities without requiring additional equipment. Tests are highly sensitive and can generate results within 20 minutes. Codix Bio will initially focus on producing RDTs for HIV, but the technology can also be used for manufacturing tests for malaria and syphilis, among others. It can also be quickly adapted to other diseases, which will prove valuable during health emergencies and pandemics, contributing to improvements in health security and equity.

    “Sublicensing SDB’s RDT technology marks a major milestone in strengthening manufacturing capabilities in regions where they are needed most,” said Dr Yukiko Nakatani, WHO Assistant Director-General, Access to Medicines and Health Products. “It can help advance global commitments made at the 2023 World Health Assembly to promote equitable access to diagnostics as a cornerstone of universal health coverage and pandemic preparedness.”

    “We are delighted to have signed this first sublicense agreement for RDTs with Codix Bio. Today marks a major step forward in diversifying diagnostic production and ensuring access where it is needed most,” said Charles Gore, Executive Director of the Medicines Patent Pool. “It shows how voluntary licensing and coordinated technology transfer can empower manufacturers in LMICs, ultimately helping reshape global supply chains to become more equitable and resilient.”

    A new beginning for HTAP

    This agreement is the first to come out of a non-exclusive, transparent license between SDB and MPP, which was agreed in December 2023 under the auspices of the WHO COVID-19 Technology Access Pool (C-TAP) initiative. C-TAP has since evolved as HTAP – the Health Technology Access Programme, with the goal of reducing the access gap in underserved regions and countries by empowering capable local producers of health products (tests, vaccines, treatments and medical devices) through sublicensing, technology and know-how transfer.

    “The announcement of this sublicensing agreement with Codix Bio marks an important milestone in our partnership with WHO and MPP. By coupling the technology transfer with coordinated support, this initiative not only helps Codix Bio respond to health priorities in Nigeria and the region – it also demonstrates a collaborative model for building sustainable and self-reliant local manufacturing capacity,” said Hyo-Keun Lee, Vice Chairman of SD Biosensor, Inc. “We are proud that our highly adaptable and reliable rapid diagnostic testing technology will contribute to strengthening regional manufacturing ecosystems and expanding equitable access to diagnostics.”  

    After the WHO and MPP open call was announced for applications for LMIC-based manufacturers, Codix Bio was selected as the first sublicensee. “This landmark agreement is a defining moment in our journey of health-tech innovation and a breakthrough for local healthcare manufacturing in Africa.     HTAP will coordinate support from across WHO and its partners, covering areas such as workforce development, regulatory compliance and product uptake. It is also continuing with evaluations for a potential second sublicensee for this technology transfer.

    GlobalData’s report, “Human Immunodeficiency Virus (HIV): Seven-Market Drug Forecast,” reveals that market growth will primarily be driven by the increased uptake of long-acting injectable therapies, as well as the anticipated launch of novel single tablet regimens (STRs).

    Anaelle Tannen, Infectious Disease Analyst at GlobalData, comments: “The pipeline analysis indicates a shift away from 3-drug STRs and towards 2-drug STRs. These are hoped to have reduced toxicities and side effects as a result.”

    Tannen adds: “Long-acting injectable therapies will gain significant market share across the 7MM as this method requires infrequent dosing and is thus more convenient. Lenacapavir, for example, is initially expected to be administered subcutaneously biannually for PrEP, and clinical trials are underway to see its efficacy when administered once a year. Data from a Phase I trial has demonstrated lenacapavir’s potential when administered intramuscularly once yearly.”

    Subcutaneous lenacapavir has demonstrated 100% efficacy in preventing new HIV infections in the PURPOSE1 Phase III trial and thus has shown its potential as an important new tool for PrEP.     The Health Bureau, together with the Hospital Authority, today held the second District Council (DC) briefing on reforms to public healthcare fees and charges, explaining these to more than 200 DC members and local people.

     

    Secretary for Health Prof Lo Chung-mau said apart from restructuring the subsidisation levels for various services in a precise manner, such fees and charges reform also emphasises enhancing healthcare protection for “poor, acute, serious, critical” patients, enabling public healthcare to serve as a larger, more stable, thicker and denser safety net for all.

     

    He added: “Through this briefing, we hope to explain details of the reform to DC members, and leverage the role of DC as a bridge to assist members of the public to get a better grasp of the substance and meaning of the fees and charges reform.”

     

    The authority’s Deputising Chief Executive Dr Simon Tang highlighted three key measures for strengthening healthcare protection, namely enhancing the medical fee waiver mechanism, introducing an annual cap of $10,000 for public healthcare fees and charges, and optimising the application and subsidisation of innovative drugs and medical devices.

     

    A means test calculator has been launched on the authority’s website and on its mobile app, “HA Go”, allowing users to input information on their household income and assets to view a preliminary assessment of their eligibility for the enhanced medical fee waiver and the Samaritan Fund.

     

    The new fees and charges will take effect on January 1 next year.

    Meet the civil servant who secured a coveted spot on the Civil Service Fast Stream accelerated development programme at the fourth attempt.

    If you’d told Folashade Atiko five years ago she’d be working right at the heart of government and beginning to help shape policies that could impact on all our lives, she simply wouldn’t have believed you.

    But it’s the 28-year-old civil servant’s own tenacity, talent and resilience that secured her a spot on the coveted Fast Stream accelerated development programme at the fourth attempt – and she’s already seizing the opportunities that it brings.

    Since joining the programme’s policy scheme, the strategy adviser at the Ministry for Housing, Communities and Local Government has met senior ministers, provided support in a House of Lords debate and is helping to deliver a UK-wide strategy on social cohesion.

    Best of all, she is helping to bring the changes she could only dream about whilst studying for a Masters degree in International Development and Public Health at the University of Sheffield. 

    “If you’d have told the ‘university me’ who was writing about these things, that one day I might be advising the government on it, I wouldn’t have believed it – but I actually am,” she said.

    Fast Stream

    The Fast Stream is regarded as one of the UK’s top employers for graduates, blending workplace learning with formal training and, depending on the scheme, the chance to work towards professional qualifications. One in nine of those who gained a coveted place in 2024 were  existing civil servants and they have the chance to become a Grade 7 within three years. 

    Folashade, who lists two-plus years’ supermarket work and a role as a car parking attendant on her pre Civil Service CV, first applied for the programme back in 2020. Whilst two attempts for the Fast Stream were unsuccessful, Folashade did secure a Summer Internship which was extended before joining the Civil Service at the DWP as a policy graduate It was from this role that she applied to the Fast Stream another two times, finally winning a coveted place on her fourth go.

    “I did it with a lot of perseverance,” she said. “I kept trying until they realised I was the sort of person who should be on the Fast Stream.“

    And actually gaining that hands-on experience has proved invaluable to Folashade.

    “I knew I wanted to be a fast streamer, but I didn’t know what they wanted from me to be able to help me get there,” she explained.

    “But having been in the Civil Service for a bit longer and gaining institutional knowledge, I was more able to put it into practice. It gave me a great foundation. I really would recommend it to existing civil servants.”

    Broadening horizons

    Folashade is driven to make a difference to the lives of others and believes the Fast Stream is helping achieve that goal.

    So whilst being involved in meetings that include the highest ministers of state and taking up new opportunities (Folashade even developed a debating pack for minister Lord Khan of Burnley and sat in on his debate at the House of Lords) might add a touch of glamour to her role, she remains firmly grounded. 

    “As exciting as that really was, I still love the day to day of coming into work, working on really important issues and finding ways to tackle loneliness and loss of community,” she said.

    A bright future

    As well as completing her Masters degree (she joined the Civil Service during that period), Folashade is open to the many varied opportunities open to fast streamers.

    “I would definitely like to be in the sort of space where I am now, where the  policies I’m helping to design,develop and deliver are almost immediate,” she said.

    “I definitely want a role where I’m going to work every day to make where I live or where other people live better.”

    BEIJING, May 9 (Xinhua) — While busloads of Russians flock to morning markets in the city of Heihe in northeast China’s Heilongjiang Province, a significant number of Russian travelers are heading to pristine beaches on the other side of the country in southern China’s Hainan Province after long-haul flights.

    Data from local authorities in Sanya, a resort city in the island province of Hainan, shows that Russian tourists made 173,900 trips to the city in 2024, an eleven-fold increase from the previous year.

    In Sanya’s Dadonghai Bay, the beaches are filled with sunbathing Russians, and even fruit vendors are calling out to potential customers in Russian.

    “The warm climate, abundant sunshine and clear water, as well as the unique tropical climate and seascapes are the key reasons that attract Russian tourists,” said Chen Xiaolei, a local Russian-speaking tour guide.

    In addition to the exotic coastal landscapes, Russian travelers are also attracted by Hainan’s favorable visa-free policy and fast customs clearance.

    The State Immigration Administration (SIA) of the People’s Republic of China has expanded the visa-free entry regime to Hainan for citizens from 59 countries, effective February 9, 2024.

    In July of the same year, the CIU introduced a visa-free regime allowing foreign tourist groups from the Hong Kong and Macao Special Administrative Regions (SAR) to enter and stay in Hainan for 144 hours, and in December, the transit visa-free stay period for foreigners in Hainan was increased to 240 hours.

    A tourist named Konstantin, who flew to the resort of Sanya on a direct flight from Krasnoyarsk, said: “China’s visa-free regime is incredibly practical and convenient for us. We plan to stay in Sanya for 10 days, which gives us enough time to enjoy the trip.”

    The Sherikovs, a Russian couple celebrating their 20th wedding anniversary in Sanya, said: “The customs clearance process took less than 10 minutes and was much easier than we expected.”

    An expanding international flight network with more direct routes from Russian cities to Sanya has also made the coastal city more accessible.

    In the first quarter of 2025, there were about 500 flights between Russia and Sanya, 400 percent more than in the same period last year. According to the Fenghuang border checkpoint in Sanya, more than 5,000 Russian tourists arrive here every week.

    Huang Xing, head of the Sanya Bureau of Tourism, Culture, Radio, Television and Sports, said that to improve the experience of foreign tourists, local hotels and scenic spots have installed multilingual signboards in English, Russian and Chinese, facilitated international credit card payments and opened foreign currency exchange offices, and regularly hosted concerts, cultural performances and sports events.

    While enjoying sunbathing, tropical fruits and vibrant nightlife, more Russian tourists are beginning to delve deeper into Chinese culture to get more unique travel experiences in Sanya, such as traditional Chinese medicine treatment, he said.

    Huang Juhai, director of the specialized treatment department of the Druzhba International Sanatorium of Traditional Chinese Medicine (TCM) in Sanya, said: “TCM is very popular among Russian tourists as the recognition of TCM by foreign visitors has increased significantly.”

    Chen Xiaolei, a local tour guide, said more than half of his Russian clients prefer TCM treatment.

  • MIL-OSI NGOs: Sudan: MSF returns to Bashair Teaching hospital in Khartoum amidst soaring cholera needs

    KHARTOUM – Exactly two years after Médecins Sans Frontières (MSF) first worked in south Khartoum’s Bashair Teaching hospital, Sudan, our team is again joining the hospital’s Ministry of Health staff in partnership to meet people’s immense needs. MSF suspended activities at the hospital in January 2025 after repeated violent incidents. Our initial focus will be the worrying and growing cholera outbreak.

    “Our team in Bashair Teaching hospital has been working to ensure that the 20-bed cholera treatment unit is ready to receive patients. Training for over 60 hospital staff members has been completed, and cholera-related medical supplies have arrived at the hospital,” says Slaymen Ammar, MSF medical coordinator for Sudan. “The war has had a devastating impact on people’s access to healthcare. The population in many localities within the capital, including south Khartoum, still don’t have the needed access to essential, life-saving healthcare.”

    “Restarting and expanding critical health services in Bashair Hospital and beyond can’t wait – it was needed yesterday,” says Ammar.

    Like many health facilities in Khartoum and across Sudan, Bashair Teaching hospital stopped functioning when war first broke out in April 2023. A few weeks later, medics and volunteers reopened it to ensure the community could still access healthcare. An MSF surgical and medical team joined them on 9 May 2023, enabling the hospital to provide surgery alongside emergency medical care. In the first five weeks of working there, the emergency room saw more than 1,000 patients, over 900 of them with trauma-related injuries.

    For 20 months, MSF teams worked alongside volunteers and medical staff to provide healthcare to people trapped in violence and devastation in south Khartoum. During this time, we continuously saw desperately injured and ill patients flocking to the hospital, demonstrating the significant needs in this part of Khartoum. In August 2023, for example, MSF and the Bashair Teaching hospital team treated more than 200 people in two days in successive mass influxes of wounded after bombings nearby. When the maternity department reopened the following month, 40 babies were delivered in the first two weeks, including seven by caesarean section.

    Over the past two years, MSF has had to suspend activities several times. In 2023, a ban on the transport of surgical supplies to Khartoum forced a stop to all surgical activities – including caesarean sections and trauma care – for several months. In November and December 2024, violent incidents, including the killing of a patient in the hospital, led MSF to suspend temporarily. When armed men again entered the hospital in January 2025, MSF made the difficult decision to suspend all activity at the hospital. 

    The situation in Khartoum is significantly calmer now but many hospitals and healthcare facilities have been damaged or closed because of the war and are not fully functional. In addition to restarting work in Bashair Teaching hospital, MSF is providing general healthcare through mobile clinics in central and south Khartoum, and we are preparing to restart other medical activities in various parts of the city and state. MSF also continues to support medical activities in Omdurman, at Al Buluk hospital and Al Nao hospitals, where we run a cholera treatment unit, in addition to other activities aiming to improve water and sanitation services in the area.

    “The needs in Khartoum remain immense. The current cholera outbreak is only one of the challenges facing people still living in Khartoum or returning from other parts of the country,” says Claire San Filippo, MSF emergency coordinator for Sudan. “Humanitarian assistance must be scaled up, access facilitated and medical care protected to ensure that all those who need it, in Khartoum and in the rest of Sudan, can access healthcare.”

    WHO actively engages with nongovernmental organizations, international business associations and philanthropic foundations – collectively referred to as non-State actors (NSAs) – to support Member States’ effort to advance the public health agenda. In this context, NSAs requested a dedicated opportunity to discuss the draft resolution on Strengthening the evidence base for public health and social measures, with the aim of promoting a shared understanding of the draft resolution and facilitating technical exchanges and collaboration between Member States, NSAs and WHO.

    On 29 April 2025, NSAs, represented by the World Heart Federation and the International Alliance of Patients’ Organizations led a focused webinar to contribute perspectives ahead of the 78th World Health Assembly.

    Public health and social measures (PHSM) refer to nonpharmaceutical interventions implemented by individuals, communities, institutions and governments to reduce the risk and scale of infectious disease transmission and lower hospitalizations and deaths. As part of Community Protection, the subsystem of the global architecture for health emergency preparedness, prevention, response and resilience, Examples include symptom screening, personal hygiene measures, surface cleaning, vector control, modifications to gatherings, and domestic or international mobility. PHSM, therefore, play a critical role in reducing the pressure on the health care system, buying time to develop and distribute medical countermeasures (MCM) such as vaccines and treatments, thereby saving lives and safeguarding livelihoods. 

    An overview of systematic reviews on the effects of PHSM implemented during the COVID-19 pandemic uncovered that the evidence base is limited to provide robust and reliable evidence-informed guidance on PHSM effectiveness.  

    Norway and several other Member States, therefore, have tabled a draft resolution urging to strengthen research capacities and systems to measure the effectiveness and unintended negative consequences of PHSM implementation, with an emphasis on the importance on behavioral and social change science, community participatory research, supportive ethics and regulatory bodies and the highest level of human research subject protections. Furthermore, the draft resolution underscores the importance of the use of robust evidence to inform decisions on proportionate, relevant and context-specific PHSM policy and implementation.

    Panelists from the Centre for Epidemic Interventions Research within Norwegian Institute of Public Health (NIPH), the International Alliance of Patients’ Organizations (IAPO) and WHO, moderated by the World Heart Federation exchanged views on the critical need for better evidence on PHSM during health emergencies, and reflected a diverse perspectives on the opportunities for implementing the draft resolution.

    The panel stressed the resolution’s landmark commitment to building a robust evidence base for PHSM, the importance of expanding the knowledge base not only for PHSM effectiveness research, but also for research on PHSM implementation, adherence, and its unintended consequences. The session underscored the importance of involving non-State actors, particularly CSOs and academia, in both PHSM research and its implementation.

    Panelists and participants also addressed the complexities of conducting rigorous PHSM research during health emergencies, including the need to gain public and political support, navigate ethical and legal constraints on research, and adapt to rapidly evolving nature of health emergencies. The draft resolution aims to catalyze rapid evidence generation during emergencies, integrate behavioral science, ensure transparent data sharing, and uphold ethical oversight especially research subject protection.

    As part of Community Protection, the subsystem of the global architecture for health emergency preparedness, prevention, response and resilience, PHSM research and implementation are pivotal. The resolution reflects a strong commitment to collaboration among Member States, NSAs, and WHO—aiming to advance evidence-informed and equitable PHSM approaches for future health crises.

    • People reporting positive experiences with assessment and support, including increased independence, choice, and control
    • Effective systems, processes, and practices in place to make sure people were protected from abuse and neglect
    • Clear and effective governance, management, and accountability arrangements at all levels within the local authority
    • People saying their journey through adult social care was focused on their wishes and they felt listened to. Pathways and processes ensured people’s support was planned and co-ordinated across different agencies and services.

    James Bullion, CQC’s chief inspector of adult social care and integrated care, said: “At this assessment of Sunderland City Council’s adult social care services, we found leaders had a passion for providing good care. They had a clear understanding of where they needed to address issues and were making continuous improvements to benefit people living in Sunderland.”

    Egg packers prosecuted for switching ‘best before’ dates

    Egg packers prosecuted following APHA investigations

    Criminals re-packing of eggs with fake ‘best before’ dates have been stopped and prosecuted, following investigations carried out by the Animal and Plant Health Agency inspectors.

    The prosecutions, which took place between January and March 2025, involved multiple offences under the Egg Marketing Regulations. These included the unlawful re-packing of eggs with altered or extended ‘best before’ dates and breaches of required labelling standards and followed work by Animal and Plant Health Agency’s Egg Marketing Inspectors in conjunction with the Department for Environment, Food and Rural Affairs Counter Fraud and Investigation Team.

    • On 31 March 2025, Phillip Hoyland of Summerley Top Farm, Derbyshire pleaded guilty to fraud charges. The charges arose following routine inspections carried out by APHA EMIs and a subsequent investigation by Defra’s Counter Fraud and Investigation Team. Mr Hoyland was sentenced to 24 months’ imprisonment, suspended for 24 months.

    • On 24 March 2025, Barradale Eggs Ltd of Ashford, Kent, was prosecuted at Maidstone Magistrates’ Court. The case followed an inspection by an APHA EMI, who identified that a batch of eggs had been re-packed and the original ‘best before’ date extended—contrary to egg marketing legislation. The company was found guilty of one offence and was ordered to pay a fine of £466 and costs of £85.

    • Field Farm Eggs, based in South Newbald, East Yorkshire, was prosecuted at Hull Magistrates’ Court on 24 February 2025, following inspections conducted by an APHA EMI in December 2023. The inspections revealed that a batch of class A eggs had been re-packed and the ‘best before’ date unlawfully extended.The defendant was found guilty of two offences and fined £1,000, with a victim surcharge of £400 and costs of £85.

    • Holyfield Farm Fresh Eggs Ltd, based in north London, pleaded guilty to three charges at Highbury Corner Magistrates Court on Monday 20 January 2025 following inspections by an APHA EMI which found the original ‘best before’ date had been extended by four days. The court issued a fine of £2,000 (reduced from £3,000 due to an early guilty plea) and awarded £200 for prosecution costs.

    Aled Edwards, Head of England Field Delivery, Animal and Plant Health Agency said:  

    It’s essential that consumers can trust the eggs they purchase are fresh, safe to eat, and clearly and accurately labelled.

    These cases demonstrate our robust enforcement procedures; across the country we have 35 EMIs who work in our field delivery teams and have the important role of ensuring regulations in the egg industry are adhered to. I welcome these sentences from the courts and hope they will act as a deterrent to others.

    Every egg packaging centre, regardless of scale, must comply with all relevant legislation, including comprehensive environmental and animal welfare rules. 

    The cases are the latest example of robust collective action by APHA, Defra and the EMIs to prevent offences which breach the required labelling standards to maintain the highest food labelling standards in this country so that consumers have confidence in the food that they buy.
